--- title: September 25 2018 Work Session Meeting date: 2018-09-25 source: 2018-09-25_September_25_2018_Work_Session_Meeting.wav --- [0:00:00, 0:00:07]: lot of different uh again when we had the the last con the last meeting with everybody in the public at 10 stricken. [0:00:07, 0:00:08]: Yeah. [0:00:09, 0:00:29]: citizens were at immediately gung ho on no parking on the streets. But there's a reason why most cities and most municipalities don't have this ordinance in place and and there's a reason why it's not in place. Um and that is you have the right and use of enjoyment of your property, especially particularly [0:00:28, 0:00:48]: events. And so we need to be very particular and understand that. And so you know, it it sounds great. It would be a great campaign that I got people off the streets, but in in general when you have events from birthday parties to baby showers to any type of activity, you have to have that into consideration. [0:00:48, 0:00:50]: Mm-hmm. And I'm not against it. [0:00:51, 0:01:00]: at all. By by no means I I get I you know, but once we started talking to those citizens and people started explaining the different scenarios [0:01:01, 0:01:01]: There there. [0:01:02, 0:01:22]: Everybody's like, wait a minute now. When I have a graduation party, I want to be able to do X, Y, and Z. So I would like to know the num numerous amounts of streets that this would affect in a particular manner. Exactly what Mayor Potem said in reference to my concern earlier. Um [0:01:22, 0:01:42]: Because you have to consider that and m so we're not looking like we're targeting certain areas. So if we're gonna be consistent and fair, I'm okay with that. But right now the way it looks is not it looks like we're targeting in the area that was brought to my attention. Okay. [0:01:42, 0:02:02]: Tell them on the side. You guys gonna come and stuff? No call. Okay, all right. Well you already had twelve two when the last time. I gave it a discussion, I only have one discussion time. Okay, go ahead and answer. Um Jim gonna say like I said, and I'll say this again, and I'm gonna continue to say it. My birthday party, my baby shower. [0:02:02, 0:02:22]: is not a real safety. Okay? Somebody's gonna lose their life because we value somebody's birthday party or a gathering. That is not appropriate for what we need to be doing. Um enjoyment of your property does not move towards the right of way. The municipality government, okay [0:02:22, 0:02:30]: We the right of way there is not there's not the wrong thing. I'm not I don't know the citizens that I'm talking to [0:02:30, 0:02:50]: aren't saying what you're saying. The ones that I'm talking to are fed up with having parties on the weekend and no one doing anything or being able to call the police and nobody responding to this particular issue because the police aren't enforcing the ordinance. This is something that will continue to play. [0:02:50, 0:03:05]: I'm sorry, but this is just something issue that we need to be fleshed out and to continually have extension after extension after extension. It shows a lack of leadership on our part. We take staff recommendations, we don't leave. [0:03:06, 0:03:26]: All right. Oh you do excellence here. Oh go go right ahead. I I'm sorry, I wasn't gonna say anything, but we gotta be careful and cautious when we're talking about something that's been in place for years. Yet I don't think the uh Henry County Police Department has had one person that said they got killed because we had something hadn't been implemented. So [0:03:26, 0:03:46]: So first of all, we have to be kept and cautious when we start to speak on those terms. Um anytime there's an implementation of something that's going to be effective to affect the whole affect the whole city as why it hadn't been done, I think things do take time. Some things you don't add water and get results. It takes a process. [0:03:46, 0:04:03]: and if this council is willing to take that process to make sure we make the right moves, then I think that this is the right thing to do. We all get phone calls. Okay, we all have citizens' concerns. One doesn't outweigh the other. So you got five council members here and the mayor. [0:04:04, 0:04:06]: It can be six different concerns. [0:04:06, 0:04:26]: One doesn't outweigh the other, then it takes a process that we have to come come up with that hopefully this one size can fit all. And it still may not be. So I'm I'm for the process. Okay, so in the in the sense of the process, we got a motion on the floor. We got a second. All favor of the uh the motion, please indicate. All right. All opposed? Okay. [0:04:26, 0:04:46]: 4-1 fast. Alright. Service delivery strategy. Mr. Williams, please. Mr. Mayor, this is a fairly straightforward uh resolution. The city manager uh in his discussions with the county manager or the other city managers. [0:04:46, 0:05:06]: Managers here in Henry County. They've all agreed sort of tentatively to request an extension of the time. I think it's 120 days to continue negotiations on the SDS. There are a number of reasons why we should do the same and sign on to that. First and foremost. [0:05:06, 0:05:26]: The county and a couple of the other cities are already going to do that, so Gongs don't have the choice. Um but that aside, um obviously the situation with the potential referendum that would change our boundaries um factors into our uh negotiations with the county and uh so [0:05:26, 0:05:46]: For a host of reasons, everyone, uh at least at the staff level is agreed to extend it. So we need your specific authorization to authorize the county manager or the city manager or the mayor to sign the extension that's attached to the resolution. Okay, and referencing, say 120 days. [0:05:46, 0:06:06]: Okay, the max 120 days effectively starting 1 October? Yeah, the extension from the date that it's required. I think it's it's through February. 28th. Yeah. So that's that's the max amount. So otherwise, that's the max amount that we're talking about now, but otherwise uh something that if we're able to satisfy the requirement. [0:06:06, 0:06:18]: part of that no problem. Absolutely. Okay. So thank you. Yes. Mayor I rightly make a motion that we extend the SDS agreement through February twenty eighth. Second there you go. Any further discussion? [0:06:19, 0:06:38]: No discussion all fear and motion, please indicate? Alright. I'll move. There you go. All right. Uh let's see. The council consideration approved the use of road matters commissary on November 17th, 2018, and the department connected hearing for the 2018 no in November event. Mr. Luck, please. [0:06:38, 0:06:58]: Yeah, uh real briefly, Mayor, this event is going on this third year in the city of Stockbridge. Um Stevie G and the Rockers, they they volunteered their time, the band comes in play, and they're trying to set up it's actually a toy drive that we that they're doing that uh I assist them with uh it's going on the third year. And the city has part [0:06:58, 0:07:18]: Partners to the point of giving the facility. But there along with Connecting Henry is involved also with the not only the citizens, but a toy drive for those citizens in the county. One of the things that this with the donation of the toys that come in and for the city part, we are donating. [0:07:18, 0:07:38]: In the facility, but there are just a few minor things that are needed for them because everything is donated, which I've helped every each year with flyers and banners, and I've also donated a few toys. But I think that if we are going to look at the benefit. [0:07:38, 0:07:58]: This is to our citizens. I don't look at it as any different than a job fair. A job fair provide a job and this uh and give and and give to the citizens, this gift to the citizens that may not have a job. So I think it has a benefit to it. Uh what uh what's being asked is something minimal, just enough to pay for the banners. [0:07:58, 0:08:18]: uh produce the flyers and um maybe bring in just a few toys from the city, uh whatever amount that will be, uh, because If I don't look at what's fair and what's not fair when it comes to what I do. I do what I do. But I think that we're gonna make this uh we're gonna support them uh [0:08:18, 0:08:38]: That we can support them by giving facilities, but I think that we can go one step above, which is a minimum, or just uh at least help them out with the banners and uh and help them over it. All right. Okay, thank you. Yeah, yes, sir, go ahead. Uh I just want to ask Mr. Blount, is there uh a certain amount, dollar amount that you would recommend? It would be five hundred dollars. [0:08:38, 0:08:52]: The banners are not that expensive. Making the flyers are not that expensive. And we have to go to the wholesale and just get a few toys, you know. [0:08:53, 0:09:13]: We usually do uh two banners and uh we do uh we actually three banners, we do two in the city and we hang the one banner inside uh of the facility uh for anyone like with the city, you know, showing the city or whoever whoever would have sponsored here. [0:09:15, 0:09:35]: Okay, so uh maybe I'll miss it something. Is this this is considered a council mission or a city event? No, not a council mission. Okay, so I'm just but there are other council members that come to this city. Right, right. But my take is with this is that we've said that we were partner with them. But I'm trying to say we sh I think we should go beyond the stent of just a facility. Okay. [0:09:34, 0:09:54]: Because you know, I I put myself out there and I I I will do it. And if I have to do it this year I'll do it again. But I don't think it should be I sh I don't think I should be treating it as a council mission and when the city has said that we would uh we would partner with them. Okay. Yes sir, all right, please. I I I support this a bit wholeheartedly and you know work [0:09:54, 0:10:14]: with Ms. Cornelly early on to try to bring the event here to the city because you know most of the events were not coming here. And it's admirable work. I only have concern in that we don't want to set the presidents that we're doing. This is not, this is their event that we support. It's not a city event. So [0:10:14, 0:10:34]: So if we did that for them, then organizations like the NAACP or uh one of the sororities or fraternities might come back and say, Well, you did it for this nonprofit organization, why don't we do it for us? I think it's extremely appropriate if Mr. Blount wants to donate$500 from his council initiative fund, which he did. [0:10:34, 0:10:54]: Every right to do uh to continue to do so because uh he has worked at this particular event, but all of us have worked at this particular event, and what we do, I think Councilwoman Robinson has a toy drive, I have a toy drive, uh the city has a toy drive. I don't think it would be you know necessarily fair. [0:10:54, 0:11:14]: that those two and we have to use our council initiative funds in order to pay for the tour guides and they're all beneficial to all of the citizens of the city. I wholeheartedly support uh moving forward and doing what we need to do to support this event with advertising for the event, marketing for the event. [0:11:14, 0:11:34]: in order to uh not open up a checkbook to every organization that's uh participating we wouldn't want to do that because I mean the facility is a twenty eight hundred dollar facility uh that we're donating which is a substantial gain and as Mr. Bunt said he helps to bring in toys. [0:11:34, 0:11:54]: Uh I uh try to bring it towards myself and I'm sure everybody up here uh does as well. So you know sometimes it's uh shouldn't be on the taxpayer diamond what we're doing, but uh if he chooses to do that on his own individual account then so be it in Motor. Yes, go ahead. I'm gonna make this last comment and and if it's the council. [0:11:54, 0:12:14]: Desire not to do it. I'm not sitting here begging for anything. It bothers me when a council member says that we all have done this. Not this is not the Connected Henry project. It's Stevie G and the Rockets project. So it's not a Susan Cromley project. She's involved. And I've yet to see one other council member donate. [0:12:14, 0:12:25]: tokens or help out with the facilities. I've seen Mr. Alexander bring his uh his granddaughter, but when you sit here with this facade up that you're helping out already, that's just not true. [0:12:25, 0:12:35]: Because I'm there from the beginning, I'm there for the end. I'm not begging for anything. If this council will not to do it, then we just don't do it and I continue to do what I do, because that's what I do. [0:12:36, 0:12:40]: Yes, right, yes. [0:12:40, 0:13:00]: would you go ahead and make the motion for the conference center on that day and I will be willing to help donate towards the banners using some of my council initiative funds, but I tend to believe that the donation of the Merrill Makers building is adequate and and anything that each council member [0:13:00, 0:13:02]: Okay, so so be it. [0:13:03, 0:13:23]: Mayor, our motion for the use of Merriman's uh conference center on November 17th. Any further discussion? All right, all in favor of the motion, please indicate. There you have it. All right. On that note, uh actually comments from the Cincinnati City Manager. All right, great. Uh today um we will be sending you out your own IT. [0:13:23, 0:13:43]: itinerary for this week. We're getting up there. The Congress called this morning, they were up in Dalton. So obviously they got a little bit more rain up there. So they should be setting up at around 11 o'clock. But everything that pertains to this whole event, this week you're going to get that in the information package and what it is you [0:13:43, 0:13:55]: We'll give so you will be giving that to me. I know you guys get on the roll, but if you please check your email, that information will be in there. Okay, thank you. I do. I just want to remind everyone that October ninth [0:13:55, 0:14:15]: I think is the last day to register the vote and for everyone to get out and register the vote. Thank you. Um actually uh Mr. Comments. No comments. Mr. Bluff. Yeah, I just wanna to uh say on October the third, uh at the uh Taylor Strickland [0:14:15, 0:14:27]: Community Center. We're gonna have the first Bingo Batch for Seniors. It's gonna be on October the 3rd from 10 to 12. Fun, fun, fun for our seniors. [0:14:27, 0:14:47]: Can we? No comment. Sounds that yes, uh the first of all I want to thank everybody for tuning in and uh I want you to understand one thing. This meeting is at ten a.m. this morning. Okay. I apologize for that. Uh I did not approve of that particular measure to move this meeting to ten o'clock, but that's what we are. [0:14:47, 0:15:07]: That's where we are here now. I apologize to the citizens who were not able to make this meeting. Hopefully you are able to tune in and you will get the information that is necessary for you to partake and participate in the process. I want to start by acknowledging Joyce Lattell. [0:15:07, 0:15:27]: Of B-103 for her 35 years in radio. Joyce Lattell is more than just a radio personality. She is a tremendous giving citizen who always looks out for her community throughout the Metro Atlanta area. It was my pleasure to recognize. [0:15:27, 0:15:47]: Joyce Mattel uh during Women's History Month in 2016. This Saturday, Joyce is celebrating her 35 years in uh radio and community at the Women's Empowerment Brunch at Global Leadership Uh Center uh in Decatur, Snapping Road. Uh this particular event. [0:15:47, 0:16:07]: I will be presenting a certificate of appreciation for Joyce and everything that she has done in the community. And many of you may not know that Joyce is a Henry County resident. She lives in Stockbridge, unincorporated, and very active in our very own community, bringing events and supporting nonprofits. [0:16:07, 0:16:27]: So I will look forward to serving with Joyce or presenting Joyce this letter on Saturday again for her 35 years in radio and thank her for being the great true humanitarian and philanthropist that she are that she is in our community. [0:16:27, 0:16:47]: We're having a town hall meeting at my Winslow and Eagles Landing Subdivision at 900 Maple Leaf Drive. Rob Rivero, who is the SPLOS director, will be there reviewing Campground Road Extension. Campground Road Extension is a major project. [0:16:47, 0:17:07]: That has been going on, been on the books for decades now. And the project is very much nearing maybe 60 to 70% completion. And I hear that maybe phase one will be opening up very, very soon, and then the entire project should be completed mid-winter. But all stock resistance. [0:17:07, 0:17:27]: Citizens who want to come out because this roadway runs in Stockbridge City Limits, even though the city did not have any control of it and sold the rights to the Henry County. But come out and enjoy it and understand because there's been some great concern in the community about the project. It actually violates. [0:17:27, 0:17:47]: My neighborhood, but some of the citizens who are in our community now actually see some of the benefits from this road project as it will increase mobility from the east-west connector. So the east-west connector provider that we need in the community, helping our citizens with traffic. [0:17:47, 0:17:48]: But [0:17:49, 0:18:09]: Ms. Logson, please. Thank you, Mayor. Just want to thank everyone for listening and attending today. I do want to request that everyone come out to Bridgefront BridgeFest on Friday and Saturday because our youth council will be raising funds for their project where they've actually decided. [0:18:09, 0:18:29]: That they wanted to have lunch for our fighters here in Henry County. So they're gonna be doing that. So they're gonna be raising funds. They'll have a booth right out here in front of City Hall. So please come out, they'll be selling water, chips, and candy. Everything's a dollar, so make sure you have your dollar bills. [0:18:28, 0:18:48]: come out and support our youth council. But I look forward to seeing everyone this weekend because Bridge Fest, we're gonna have a grand time and staff has put in a lot of time into um presenting this and I look forward to doing it and hopefully see a lot of citizens out so that way we can meet and read. Thank you. Thank you. Citizens I want you to know that uh [0:18:48, 0:19:08]: When we conduct our council meetings or work sessions, any special call meetings, any decisions that the council makes is by consensus, regardless. Even I, as a mayor, only vote if there's a tie. I will have ultimate power. Every council member has to do one vote, period. Not one council. [0:19:08, 0:19:28]: Member can move anything without support of the rest of the council, no matter what the initiative is, it takes at least a minimum of three. And once that is done, it is three, we move on. And that's what should happen. We move on to the next task at hand, whatever that case may be. There are times long before I became mayor that I was also in the descending side. [0:19:28, 0:19:48]: And I didn't always get my way. So be it. We move on. Just like anybody else, when you're on the on the descending side and it's not gone your way, you gotta join in the team and keep moving. Move things forward. Just want you to know that, folks. Okay? It's a process we go through, we've got to follow the process to include myself. On that note, [0:19:48, 0:20:08]: I want you to know also that uh we have a federal court case at the Russell Robert Russell Building downtown. Remember how you pronounce that? Richard B. Russell. Richard Richard B. Richard B. Russell Building, yesterday. And uh I I think the results went well overall in a sense for the city of Stockbridge. We're waiting for [0:20:08, 0:20:24]: uh Judge uh Lee May to make her decision probably within days or so. We'll find out what she has to say about that. I think our attorneys along the Capital One attorneys did an outstanding job and our opposition had their little say so as well. We'll see what the results of that will be. [0:20:25, 0:20:45]: And so keep the faith, folks, that uh everything works out for the betterment of the city, whereas that we do not split. I'm not looking forward to split, don't want to split, no city council doesn't want one either, and I would think majority of the citizens of Stopper are not looking forward to any type of split whatsoever. Now, the clerk mentioned about early uh early voting ending on the equipment. [0:20:45, 0:21:05]: Registration. Restoration ending on the 9th. Well the 9th of October is another significant day. And on the 9th of October, we will also go before the Georgia Supreme Court in reference to the ballot questions themselves and the outline of the ballot questions and whether or not they're constitutional or not. So the 9th of October is another special day for us as well. [0:21:04, 0:21:06]: Keep post on that. [0:21:07, 0:21:26]: Once again, people who keep the faith and uh we are going to move the city forward. One complete whole city. Okay? On that note, I'd like to uh read some of the announcements here. Stockbridge association of business meeting is Thursday, September 27th, 8 a.m. at Tess Crickland Community Center. [0:21:27, 0:21:47]: We're looking to have a town hall with the council along with Senator Jones on Thursday, October 4th, but I believe it's going to be at the Mural Manor's Current Center. Okay, that's at 7 o'clock in the evening hours. There's the Educational Informational Town Hall, the Summit Subdivision. And that's going to be Saturday, October 6th from 9 a.m. to 11 a.m. [0:21:46, 0:21:55]: The U Council meeting Wednesday, October 10th, 5.30 p.m. and City Ball and Leave my stop for this uh room. [0:21:55, 0:22:15]: The main street advisory board meeting is Friday, October 12th, and 9 a.m. in the Levi Meeting Room. The Towntown Development Authority meeting is Monday, October 15th, 6 p.m. in City Hall in the Levi Meeting Room. The Youth Council Advisory Committee meeting Wednesday, October 17th, 6:30, the City Hall Levi meeting room. [0:22:15, 0:22:35]: Commission meeting Thursday, October 18th, 6 p.m. City Hall, Council Chambers. The council work session is uh Tuesday, October 30th, 4 p.m. at City Hall. Upcoming events and announcements of continue on continuation of the Don't Trash Drop Bridge No Litter Campaign. We're headed by Councilman Thomas. [0:22:35, 0:22:43]: To be outside the city hall here starting this afternoon. Do it to the 29th. [0:22:43, 0:23:03]: Bridge Fest starts on Friday, uh September 28th, featuring a free movie Coco at 7 p.m. on City Hall Long, and then we have great fun activities, cultural events in a downtown area around City Hall here on September 29th from noon until uh 10 p.m. Seniors Bingo Badge. I have here Wednesday, October 3rd. [0:23:03, 0:23:23]: Mr. Blount, I think you mentioned a different date. Is it October 3rd? When's October 3rd? The Bingo Bass? Yes. Wednesday October 3rd, 10 a.m. to 12 noon, the test stricken. And then of course our next town hall meeting, uh Thursday, uh the twenty Thursday, the 25th, the town hall meeting with Councilman Alexander. He mentioned that Winslow Subdivision. So the uh announcements I have on that. [0:23:23, 0:23:43]: No. Uh would imagine we need to go to the same session. So I need a motion to go to the same assessment council. Litigation personnel will say move. Okay, there we go any further discussion? All favor going to say the session? All right. Uh so moved. He did. Can she so move? Did he so move? All right. All favor. [0:23:43, 0:23:48]: Okay. Appreciate it. Thank you very much. Go to the router. [0:24:03, 0:24:09]: [1450.0, 1460.1]: Yeah, sure, I'm seeing one. Yeah, if you if you get way more than maybe chances. Sure, that's fine. Sure, we'll try and have a set fine. [0:24:48, 0:24:49]: This [0:25:06, 0:25:07]: Oh that's right. [0:25:12, 0:25:14]: That's it. [0:25:18, 0:25:22]: Outstanding. I can tell. Absolutely absolutely. [0:25:22, 0:25:42]: Yeah, we got oops. I'll go out and hang and then I'll say it. I just call this the library and then hang out with the library. Okay, that's fine. Okay, is that okay? [0:25:42, 0:26:02]: Thank you so much. Absolutely. I called you before I did try to call you a long time. Yeah. But I can't I can't get too much. I can get an hour. [0:26:17, 0:26:19]: Yeah. [0:26:20, 0:26:25]: Is that work during the off day or excuse me? Excuse me. [0:26:30, 0:26:31]: Yeah, yeah. [0:26:31, 0:26:40]: Yeah, work from one clock. Yeah, just like working. I'm not very strong. Yeah. I just ran. [0:26:42, 0:26:43]: Yeah, I think about the hundred. [0:26:45, 0:26:52]: Yeah, yeah, yeah. I think never I'm gonna be sure, sure about now. Morning Dash, come on, how you doing? [0:26:56, 0:26:58]:
