--- title: December 18 2018 Work Session date: 2018-12-18 source: 2018-12-18_December_18_2018_Work_Session.wav --- [0:00:00, 0:00:20]: And the report where you can save somebody. Um I'd be more than happy to help uh with the any of the council members who want to actually know what the community's doing for exercising and how they're getting out in in the neighborhood. Um this morning we had seventeen runners every Tuesday morning from the uh [0:00:20, 0:00:40]: Cochrane Library. We have anywhere from 10 to 24 runners that run at 5 o'clock in the morning. So we run Eagles Mount Parkway on Thursdays, anywhere from 10 to 20 runners on that route. So we have lots of runners and lots of uh athletes uh in the community, and we'll be more than happy to share our thoughts uh about. [0:00:39, 0:00:41]: I would improve immediately. [0:00:43, 0:01:03]: Um I've been in this community. I've been in Human County since 1980. So I've watched this community grow, I've watched it change over the years. I was here before the bridge was was built across the railroad. So I know kind of what it's done over the last years. And I um I appreciate the city of Stockbridge and what it does with the community being the [0:01:03, 0:01:23]: I think the largest city in the in the county. Um it's a good community, it's a good area. Uh I've only moved to two houses, um, both of them just barely outside the city hall uh the city limits. Um but at some point I know the city should expand and hopefully encompass uh my house at that point. But at any [0:01:23, 0:01:43]: time if anybody wants any advice or any consulting information about the current needs of the county and what they're doing and how they're uh exercising and what they're doing to reduce um uh increase their health benefits, I'd be more than happy to help out. My numbers listed, my emails listed. Okay, I would think so that [0:01:43, 0:02:03]: uh if you give that to the group we'll be able to do the reach out to you if we need to do that. I also have a concern though you said 2009 I know the price 12 plan that I know of is 2016. So I don't know whatever you reviewed this the current plan. The pricing that it said the used was 2009 pricing. I looked at it as part eleven for some reason it used 2019. [0:02:03, 0:02:20]: 2009 price, so I was a little confused about that. When they priced each one of the roads and the road and sidewalks to be increased, it was a I know about 2009, which I was a little confused about. If you give a name another water building, you can't probably time comfortable building. [0:02:22, 0:02:42]: Okay. Okay, you agree? Yes. Uh Mr. Councilman Howard has my number as well. Thank you. Thank you for the reading. Thank you. Thank you. There are no further comments? No further comments? Okay. Then we go to old business, a public hearing, a continuation of a third reading and adoption of the FY twenty nineteen upgrading budget. [0:02:42, 0:02:43]: Mr. Nighton, please. [0:03:04, 0:03:17]: All right, Mayor Council uh certainly appreciate the opportunity again uh to present the proposed COVID 19 budget. Obviously we've we've uh had several hearings uh on this matter uh over the pat over the past uh month and a half. [0:03:18, 0:03:25]: And so I will certainly hit on the highlights of what is proposed and then receive any questions as they arise. [0:03:27, 0:03:31]: You can start that I'll let the record reflect the road to the end of the room. [0:03:33, 0:03:33]: Yeah. [0:03:33, 0:03:47]: And with that, we won't want to again start with a vision and vision statements for the city of Stockbridge, which do uh certainly uh play into the proposed 2019 budget to be the most progressive business friend business and family organization. [7:13:34, 7:13:54]: Four of the major wireless carriers. They happen to be the one that's approached us from Metro Atlanta for the built in 2019. On the second page here, I gave a bunch of information. I'm gonna I don't have limited time here, so I don't want to go through uh everything in here, but um at the very bottom there, I listed all these cities and counties. [7:13:54, 7:14:14]: If this current project we're working on is involved in Metro Atlanta, for us it's going to be about 130 to 140 nodes total. And just to correct one thing, I didn't give Mr. Logan some most updated information. We originally had four slated for Stockbridge. We found out two of those are actually in Henry County that went down. [7:14:14, 7:14:34]: Down to two, then we just got told by ATT they're adding 12 more. I just got the map for those the other day and looked at, and while they all are right around the city of Stockbridge, most of them are actually just on the outskirts of the city limits. There's only actually three more that are in the city limits. So we're in a total of five right now. The others are in [7:14:34, 7:14:54]: uh unincorporated Henry County and a few in Clayton County to the north. But we do anticipate uh AT<unk>T adding more eventually and also once we get this built here uh our salespeople will be working over Ryzen Wireless and and T-Mobile you know they have a currently a proposed merger with Sprint that's still pending right now but [7:14:54, 7:15:14]: we will be marketing to them. And once we come in as a neutral host provider and develop that relationship with the city and build a network in there, it's much easier for the other major wireless carriers to come in and go through us as opposed to trying to you know start from scratch again doing self-performer or going with another company. [7:15:14, 7:15:34]: But in this packet here, I gave you some general information about our company, about our license here, the project. This third page here just gives a general design here to show you, you know, just in very simplistic terms how wireless is set up. One thing that I've not [7:15:34, 7:15:54]: Put in your outfit. I don't really remember how I forgot to do this, but I will email this out to you by tomorrow. But wanted to send you a photo simulation picture of what this equipment looks like on a pole. Basically, it's a canister style antenna, looks like an upside-down small garbage can that's mounted on the top of a utility pole. Uh, and it's a 360-degree [7:15:54, 7:16:14]: Wireless signal that goes out from that, and then there's a shroud or equipment cabinet box that hangs from the pole itself that holds radio equipment. Other than that, there's just maybe a meter or disconnect. Georgia Power is actually going to work with us to do a flat billing system so we don't have to put meters on the poles if it's a Georgia Power pole. If we need [7:16:14, 7:16:34]: Using your utility, your city infrastructure, such as streetlights or other things, we may you know do that sort of arrangement as well. But then you just have the RF cable and it connects everything together. Depending on the pole type, it could be hidden inside the pole, it could be attached to the outside of the pole. But I'll send you a photo simulation to show you what those look like. [7:16:34, 7:16:35]: Um [7:16:37, 7:16:57]: And then um, you know, I I know you all have probably heard a lot about 5G. About people coming all the time asking, what is 5G? You know, what does that mean? I'll give you the short story of what 5G is. Basically, it's a major increase in technology for wireless. We're going to be getting speeds about 10 times as great as what you're getting with 4G LT. [7:16:57, 7:17:17]: right now once 5G is totally implemented. So it's way faster speeds and it's way better capacity on the system. So it's not about coverage, it's about capacity. It's about with all the data that's being used, all the video that people use on their phones now, how much capacity can go on the system. It also greatly increases the reliability of the network. [7:17:17, 7:17:37]: as well. So, you know, a lot of things you've probably seen in the media about autonomous driving cars and you know surgeons being able to do remote surgery, you know, over TV with this with this faster now, you know, 5G technology. Those are just a couple of examples. There's a whole lot of stuff out there. [7:17:37, 7:17:57]: But uh 5G is going to be a major upgrade in the technology. Any small cells are needed. They're going to be all across the country, but they're going to be needed greatly. The wireless companies right now are mainly focusing in downtown areas where there's a heavy lot of pedestrian usage in these areas that's overloading the capacity of the system. [7:17:57, 7:18:17]: But eventually it's gonna grow out everywhere. Um, and just to try to wrap up here, another page in here, I gave you a breakdown of the uh five initial nodes uh that we're putting in. And there's a map in here to show you where those are located, and those five are all within the city limits. And then I also included uh photographs from Google Earth. [7:18:16, 7:18:36]: Of the initial five uh utility polls that we are um looking to go on for this project that match up with those dots you see on the map. So um I guess at this point I'll just open it up to answer any questions that you want to have. Mayor. Just right, please. Mayor, I'm going to approve the um sign. [7:18:36, 7:18:49]: agreement with ex ext extinet systems for ATT small antennas subject to any changes by council. All right. Discussion. [7:18:50, 7:19:10]: Who was the second? John. Okay, I do have a quick question. That's just something Mike brought up. I want to make sure I understand. There was$1,500 and it was the$500 that you mentioned. What now let's make sure I understand what is that now? So there's a fee schedule now. You know, the FCC has been coming out with all these orders that are basically designed, you know, to help speed up [7:19:10, 7:19:30]: The 5G process around the country. And there's been some that have been issued already, another one coming out in January. But the one coming out in mid-January is dictating the fee schedule that municipalities can charge maximum for companies like us, utility infrastructure companies building small cell and acid right away. [7:19:29, 7:19:49]: you know for those rates. So uh Mr. Williams out a counterpart uh his name's Mark Holm he's not here today but he handles negotiating all those terms language and and terms and basically that you guys are working on basically duplicating the FCC rates that are coming out in January right what I kind of understood and that's why maybe that's the I I kinda kind of understood that [7:19:49, 7:20:09]: Initial nose, fifteen hundred dollars and then additional nose would be five hundred dollars in one. For for a brand new tower, if they were a pole, a tower is called. Don't call them poles because it gets very confusing. So if they were to install a new pole, which would be similar to a telephone pole size, just to give you um that would be fifteen hundred dollars per year. [7:20:09, 7:20:29]: year to operate that pole and to put antennas onto that for an existing pole. If they went out to a Georgia Power site, wanted to co-locate on that pole, it would be five hundred owners. And just to clarify, we have working agreements with all of the major utilities as well as Shada to go on all of their infrastructure. Okay. Good to think. [7:20:29, 7:20:49]: Oh, so you know the questions? So everything you're doing, since we don't have any uh pictures of it, everything you're doing is aerial, nothing, no digging? No. Uh the only digging will be is that we bury fiber in the ground as opposed to putting aerial on the poles. And on this particular project, ATT is [7:20:49, 7:21:09]: Actually, installing the fiber that connects everything. Normally we put that fiber in to connect all the nodes. If we bring on a T-Mobile uh or uh Verizon or whoever later, then we will go back and add additional fiber. And it's up to the city and GDOT and whoever's controlling the right way to tell us either we want you to put your fiber airily. [7:21:09, 7:21:29]: on the polls or we want you to bury your fiber in the right of way. It's it's whatever they prefer. And that's no equipment, no dance requests and no equipment. But that's why I wanted to cover that because the possibility of any digging because we I think we should still try to reach out to ATT in our community that lay fiber down a little bit. [7:21:29, 7:21:49]: view all saying in the future you may be laying fiber down that they need to make sure that they put the put the uh concrete and everything back to where it was but still uh type name T and T on it now and not community. So uh that's that's one of the concerns I have. Well I can promise you that that agreement they were talking about it outline [7:21:49, 7:22:09]: You know how we have to go about permitting with the city and what we're responsible to live up to. So we will go through an administrative permit process as well. And anything we do, we won't we don't have a right to just go out there and start building anything we want. We have to submit construction drawings, we have to get right-of-way encroachment permits approved by the city in order to do. [7:22:09, 7:22:29]: Able to build anything out there and your building inspectors can come out and inspect everything we do. And I promise you we will work, you know, to get everything right the way the city wants it. AT<unk>T is a much bigger company. I can't, you know, account for them. I mean I I know sometimes you know they don't always do things the way that they're supposed to. [7:22:29, 7:22:49]: But they should be accountable for that with the city. They're their franchise reading that. Any other questions? No. If no other questions, the motion's been made and seconded, so all in favor of the motion, please indicate. Okay. All approved, disapproved, sustained? Sustained. [7:22:49, 7:22:55]: Okay. Well that we want thank you so I appreciate it. [7:22:56, 7:23:15]: On that note, uh comments from the city manager. Uh to mayor and council, thank you for the approval of budget. We looked at great things in 2019. Uh also uh before you you have a packet before you provides an outline and timeline, uh some historic perspective. [7:23:20, 7:23:36]: to you for your information and if you have any questions uh about that um uh we're certainly here to uh answer uh those questions and or uh miss more to provide a brief summary of the history of the stock group association businesses whatever is your question. [7:23:36, 7:23:56]: Oh I'm sorry, I'm sorry. You're gonna excuse me, so sorry. Stand by. Yes, ma'am. What you have before you is an assault or timeline. There's been several issues of questions as to how we get to the SAB as it currently is presented today. It's uh way back to two thousand thirty. [7:23:56, 7:24:16]: This was the information that Mr. Harris and the Treasurer that time gave me. So what I'm giving to you is a timeline from 2013. I attached the documents to basically show you how we got to where we are today and based on the regulated structure that is doing. [7:24:16, 7:24:36]: Be bringing back to you in January. I think one of the main concerns is that I give you a documentation of what the Stockers Business Association did in pass, and complaints came from the business community about the misuse of funds. Apparently, somewhere at the total 100 or something,$150,000 disappeared. [7:24:36, 7:24:56]: Here including ten thousand dollars from the city. And so businesses have been asking where that money is. Uh amount. So they're charging fifteen hundred dollars for corporate, two hundred and fifty dollars. [7:24:56, 7:25:16]: For some almost than$100 for every business. Because there was a loose connection or relationship between the city and that entity. The city is telling business we have no account of that information and how those funds have were used and how the proposed have been used. We're in the process of trying to, however, [7:25:15, 7:25:35]: regain the ten thousand dollars that the city gave to that group. So here's a historical perspective. After you read it, if you have any questions, please feel free to email me. Uh all of the documentation that's required to bring the system that your other boards are in place that will be submitted to you coming down there. Okay before [7:25:35, 7:25:55]: I would just like to say I just want us to look forward to moving forward. I I hate sometimes we look back for things that were this is a new date, this is a new council, we didn't have anything to do with what happened in the past. Uh we just like from my own perspective. [7:25:55, 7:26:15]: I just like to move forward and put together the best organization possible. Any other questions on this one? Um I uh met with uh Miss Cato and was enlightened by her on some things that US could be uh gonna be focusing on and what they would bring forward. Um I would ask the counselor if she would like to. [7:26:15, 7:26:20]: Putting the input in before we call this out. [7:26:26, 7:26:27]: Either. [7:26:29, 7:26:49]: I want to thank you guys for the opportunity to speak to you and everyone who's present in regards to the SAB. The SAB is a what I feel to be a very important organization within the city of South Bridge, only because we have so many small businesses that make up the community of the city of Southbridge. [7:26:49, 7:27:09]: the retention part for our businesses is needed. You know, many cities develop uh economic development groups to bring in new cities, new businesses to the city, that you have a great business community right here already. What I like to see then [7:27:09, 7:27:29]: SAB do is to come in and assist with training, purification, standards, which is something that the organization has talked about doing. We've already, and I'm going to share just a really quick short story, the some members of the SAB. [7:27:29, 7:27:40]: safety we decided to go out for lunch money. And we picked of course a business, a restaurant in the city of Stockbridge. And they were excited one that we were there. [7:27:42, 7:27:47]: We noticed that they had a couple of problems and we jumped in to help. [7:27:47, 7:28:07]: And that's what this the Stock Bridge Association business is set up to do. To come in and help make the businesses wonderful, work well, work well as a with the community and help it to develop the the the culture here to help develop the [7:28:07, 7:28:21]: the school systems and becoming partners again, which is something that I am seeing lacking throughout all the cities in Stockford. That should not be we have over 1400 businesses that I know care about these kids. [7:28:22, 7:28:32]: And we need to make them happy. We need also the community to know that the business is only for them. So we keep the money right here in stock region. And that's [7:28:32, 7:28:33]: D [7:28:33, 7:28:34]: Main initiative. [7:28:35, 7:28:36]: Let's see if it's five years. [7:28:36, 7:28:56]: So I thank you, King. Yes, uh but thank you for all your work and everything that you do. You've been an exceptional leader uh an example of what a small business person should be. So thank you. Uh I would like to say talk about sometimes I think folks get confused in that this is just [7:28:56, 7:29:15]: the downtown business uh organization but it's for all of Stockbridge and it's the in including all of the areas Eagles Landing South Stock Bridge East for us every area it is for the entire city not just for the downtown so what happens is is that one that the [7:29:15, 7:29:35]: Businesses are so close to city hall. So they get hit first in in the conversations that take place. But for myself and as a facilitator for this complete year, I have they uh the community development department was nice enough to give me a list of emails of businesses so we could reach out to them. [7:29:35, 7:29:55]: And I have gone from one end of the city of Stock Bridge to the last end of the city of Stock Bridge to make people aware of the greatness that is happening and formulating right here. So it's just not downtown, it's just not Eagles Landing. It's all of our businesses. And branded, we do have our big box stores. [7:29:55, 7:30:15]: I don't mind people calling me a small business, but I'm still a big business in my heart. So we reach out to all of them. So it doesn't matter. I mean, a lot of times the you know the larger businesses, they have their own network. Our smaller businesses, our mom and pops, they need a network. [7:30:15, 7:30:35]: network. They need somebody to turn to to be able to have a conversation with. You know, my focus is restaurants and nightclub. I don't mind going to help and put in, you know, 40 hours of consulting pro bono for a restaurant nightclub in the city of Stockbridge. [7:30:35, 7:30:55]: Now I won't do that nowhere else because I'm gonna need my check. But the city is not really sad. So um I I and I this is my first time public speaking, right? So every from from November and every time I have to get up and say something, nerves is bad. [7:30:55, 7:31:15]: But I do this because I believe in this. Now I'm a great one-on-one and I take five at a time, but you know, the passion behind building the SAB is real and it needs to happen. So I appreciate y'all thank you. So I just want to say [7:31:15, 7:31:35]: Thank you for your dedication. It truly shows your commitment to our community. And you know, even with this council, whatever, I know my colleagues, we definitely support in whatever we can do outside the walls of City Hall that we can help, let us know. Some of us have probably a majority [7:31:35, 7:31:55]: Majority of us have been to your meetings to show support. But I know there's a lot of other businesses that have not come to those meetings. And if you need that support, because we are out here and we know some of those business owners, and we need to be, we need to do a little more as well. Um, because I love your commitment and I love [7:31:55, 7:32:15]: all those involved their commitment as well. Um so please just don't limit yourselves, bring it to us so that way we know that we can help you. Okay. Any other any other comments, questions? Okay. And there just to close, um one of the things in the creation of this and you will see in my notes, the essay [7:32:15, 7:32:35]: Was not to compete with the chamber. So this is not a chamber type of endeavor. That was clear by the last person that was sitting in your seat. You know, whatever the chamber was provided or did provide, the SAP is not that type of organization. Nor is it uh [7:32:35, 7:32:55]: uh entity that competes with what our new economic development directors do. The Economic Development Director is designed to go and bring in new jobs, new businesses, SAB purposes to deal with existing businesses as it retains to establishing a network among its existing businesses. [7:32:55, 7:33:08]: Even with that, that's a great collaborative effort um for everybody though, because everybody's doing a piece, but it all comes together as one. So thank you. [7:33:08, 7:33:28]: I'd just like to take this opportunity to thank all of the partners that came out on December the 10th. We don't chest stock readers campaign. It was a great evening. About 30 or 40 partners came out. [7:33:28, 7:33:43]: uh for the year end and uh celebration. We look forward to kick starting uh in the spring again and for any of those uh watching the in the deal would like to get involved with that campaign, please reach out to me. Thank you. [7:33:44, 7:33:45]: That's a blood. [7:33:45, 7:34:05]: Um, I just wanna say uh happy uh holidays and Merry Christmas to everybody. Um the uh bingo batch that we started here we've done three so far and we we're up to forty plus people and we're really not pushing it hard. So in the course of the year, we're really gonna push it hard and uh you know, you all know some seniors that uh wanna come out and have our unplanned bingo. [7:34:05, 7:34:16]: listen to music and we have games and prizes. So uh uh it'll be more information to go to the website when we have those dates uh solidified. So thank you very much for coming. [7:34:16, 7:34:29]: Yes, um I do want to say Merry Christmas, Happy New Year, Happy Holidays to you. Um now's the time to give and to be thankful and just to show an act of kindness throughout. Um [7:34:29, 7:34:49]: I have um I'm starting a round table called Welcoming Stockbridge. We are part of a a larger scale group called Welcoming America. Um and we're one of the steering cities of that um organization. And what that round table would consist of is a diverse group of people of all ages. [7:34:49, 7:35:09]: um and nationalities, race, sex, um, cultures in general. And so I encourage many of you to reach out to others, maybe neighbors and friends, and and get me some people to come to the round table. Um and I also like to thank [7:35:09, 7:35:29]: Thank the staff for a phenomenal event on this past Friday. It was a volunteer appreciation gala. It was top-notch and we had a wonderful time. And I just want to say thank you to everyone. [7:35:29, 7:35:31]: one for putting that together for the last minute. [7:35:35, 7:35:40]: I was like asked a question first of all. The video's working today. [7:35:40, 7:35:52]: I don't know sta uh I see it's here. I don't I have not heard anything. Uh she says she's checking. Go ahead. Go ahead, we should not expect it. [7:35:53, 7:36:13]: I I will hope that the video is working now and thanking everybody for tuning in and everybody for being here. Uh as I close in on my third full year in council, I just want to reflect and say keeping my campaign promises moving forward daily I is something that I that I do. [7:36:13, 7:36:33]: Reflect on what I promised you as you elected me to represent this office and the things that we have done. I'm extremely proud of some of the accomplishments that we have made since 2015. One of the things that we talked about in the campaign and during that time was a promise made to revitalize. [7:36:33, 7:36:53]: Downtown. We're moving forward with a 3,000-seat amphitheater. We're moving forward with beautification in downtown. We're moving forward with giving you the downtown and re-establishing the area that we deserve here in the city of Stockbridge. I saw a DDA chairman here earlier. [7:36:53, 7:37:13]: We move forward with a facade grant program assisting existing businesses in the downtown area. We have fiber optic technology that is available here today. All city buildings are connected to fiber technology. The Highway 138 corridor is connected to fiber. Many of our neighborhoods. [7:37:13, 7:37:33]: Including my very own, have ATT fiber already in ground as one of the only communities in South Metro to do so. Merle Manders technology has been updated where they have broadband speeds, where they're able to compete with our outlying neighborhoods. And speaking of the SAB, [7:37:32, 7:37:52]: One of the things that I want to do for the SAB and all the businesses exclusively in downtown and the low to mod areas is generate an opportunity zone tax credit for you. So every new job that you create generates$3,400 tax credit for, I think, up to 10 years. That's something that we have in the [7:37:52, 7:37:56]: budget this year in order to move forward with it. [7:37:56, 7:38:16]: The very one of the proudest accomplishments for this council and myself was spearheading the opening of the Stockbridge Library from 1 to 5 on Saturday. It took the courage and partners like Miss Shaw here who are at the table with us campaigning, uh moving forward uh to get the idea out. [7:38:16, 7:38:36]: out there and to just revisit it and understand that we have our library open on Saturday now. I'd just like to understand even with Highway 138, all of us ran during the 2015 and we promised that we're gonna work on cleaning up Highway 138. [7:38:36, 7:38:56]: We did that by establishing the Highway 138 overlay corridor, and what that does is establish great standards on the Highway 138 area. We have endeavored to clean it up, to take over those areas with litter pickup, routine or corridor pickups every single day in a [7:38:56, 7:39:16]: In order to make sure that we make you proud uh to be a Stockbridge citizen moving forward. Uh we also talked about uh increased public safety. Uh we have a Stockbridge police feasibility study that has been completed. Uh it assesses every aspect of our police our [7:39:16, 7:39:36]: public safety is at the will of the council to look at the Stockbridge Police Force or to enhance the Henry County Police Force. We have that data, we have that feasibility study already completed today, and that's what uh we do. We we had issues with our in our community with code enforcement. We even [7:39:36, 7:39:56]: Established a seven-day-a-week code enforcement force which protects businesses all over Stockbridge. Because we have businesses that were popping up on the weekends, selling sheets, selling uh our odd items, blankets, uh tires, all kinds of things on our street corners. We no longer have [7:39:56, 7:40:16]: Have that any longer. Our co-enforcement is out enforcing that. And now I proudly say that Stark Bridge has some of the best exits off of I-75 in Metro Atlanta because we maintain them and this council has been on top of them every step of the way. Closing out this third. [7:40:16, 7:40:36]: I want to say thank you all for allowing me to serve and to be able to walk the walk, not just talk the talk. And all of the items that this council has delivered over the past three years, we continue to move forward to do that even more. I want to put down the gas pedal in 2019. [7:40:36, 7:40:56]: Team accomplishing much more projects not and encompassing put on priority. In my own opinion, we need to go ahead and move forward with that youth/slash senior center right now. We need that facility available to the community because we lack those. [7:40:56, 7:41:16]: facilities and we have seniors who need that facility and we have youth with with no facility uh in our general vicinity uh no access to a facility with in our general vicinity no access to a pool in our general facility so thank you so much I appreciate it and I look forward to serving as one [7:41:16, 7:41:36]: One more year here on this Stark Bridge Council and doing everything possible to continue to fulfill the promises that I made to voters in 2015. And every day, when I lay my head on the pillow, I think about the promises that I made to you, and I will continue to move forward with that. And thank you so much. [7:41:36, 7:41:56]: Thank you, Mayor. I just want to say happy holidays, Merry Christmas to everyone, again to staff. Thank you. You all had a wonderful 2018. I look forward to another wonderful 2019. But I just want to touch base on the youth council. I know with our last meeting. [7:41:56, 7:42:16]: meeting and it extended our budget for tonight. There were some concerns in reference to the youth council, but we didn't, that wasn't brought up tonight. So hopefully my colleagues are going to take heed to if there's any concerns to please attend the meetings or to reach out to me as a council liaison. [7:42:15, 7:42:35]: I also would say to our citizens, please be engaged, stay engaged, because anything can happen outside of this meeting as well. But I would definitely, if that happens, bring it forth at the meeting, so for discussion. Because our youth they're our future. [7:42:35, 7:42:55]: To attend National League of Cities, which was in LA. We had some of our local business sponsors, so that's why I said with the SAD, they're there. They want to make sure that our youth succeed outside of the budget that has been provided for the city. Because our youths, even just this weekend, they [7:42:55, 7:43:15]: They did their service project where they did Christmas stockings, stuff with love for our police department, our fire department. They took the time out to do this at the end of the year to ensure to let them know that they appreciate their service and they appreciated the youth doing that. [7:43:15, 7:43:35]: um in our presence tonight. We have our chair who is also doing something with our PIO because she loves her city. And that's Miss Kelly Cruz. She is a senior at um Eagles Landing Christian Academy. So I just want to thank her. She's been with us for two years and she's done an outstanding job. So if you all would give her a round of applause. [7:43:35, 7:43:55]: applause because excellence is there. Um she's looking for a bright future, but she wants to come back here to our community to serve as our leader. So I just want everyone to understand a lot of things have taken place and mayor if you don't mind I would like for her to just be able to say a little closing so I want [7:43:55, 7:44:05]: extend my talking, but I want to give her that opportunity to say something on what's her takeaway that has taken place this year or last two years. [7:44:06, 7:44:26]: Hi everyone, good evening. My name is Kelly and like the Steve said I have been on the council for the past two years and I've really enjoyed it. It's talking so much about local government and just how to be more engaged and we've done things like go to NLC conference and um our most recent service project are all really great experiences and uh I'm just thankful for the opportunity and I hope that [7:44:26, 7:44:35]: um it just continues to reduce the comes so that other youth can come and we're not gonna be better leaders and just experience the city I have to have such a great Christmas, happy holidays. [7:44:36, 7:44:38]: Thank you. [7:44:41, 7:45:01]: I had one more thing. Okay. Um, and just so everyone will know, um look out for March 22nd through the 24th. GMA, um the City of Stockbridge Youth Council will partner with Georgia Municipal Association to host um the Youth Council symposium here in Stockbridge. So that is the [7:45:01, 7:45:21]: Going to be an awesome event. Um, that planning um is has already started. Um, so if my colleagues please, we will need your support because there is a lot of local cities who have formed. I have reached out to six, provided them the information on how we started our youth council. They reached out to us so that way. [7:45:21, 7:45:41]: They can start theirs. Um so we have um City of Jonesboro, we have Fayette, we have um Stonecrest, amongst others, um, that are starting their youth council. So just know it is very important to have our youth involved in the community. Don't take it lightly because we're impacting [7:45:41, 7:46:01]: lives, y young lives that are gonna be leading our community in the future. So again, um please get involved if you have any questions. Also our chair, he chairman of the advisory, he spoke, these young um these um people they volunteer, they work, um, and they just love what we do and they love our kids. [7:46:01, 7:46:21]: So if there's anything on concerns or anything support, please, please, please be that support so we can be better together. Thank you. On that note, Scott Bridge's new branding tagline where community connects. I love it. Where community connects, okay? Showing diversity all around the city here. [7:46:21, 7:46:41]: It's great stuff. I also want to acknowledge the fact too the volunteer appreciation gana was fantastic. Stop raises first, so I don't know if this will be an annual event, but maybe we can think about that, right? But depends on how much that costs, right? It's not even budgeted right now. Anyway, but it was a great event, man. Really appreciate it, and I thank the citizens for volunteering their time and help save the city. [7:46:41, 7:47:01]: Now it's up to us to collectively to move the city forward. So happy holidays, Merry Christmas. Please enjoy your family, friends, or relatives and be thankful for their assistance and be thankful to the good Lord for having a good life. And uh keep the city in your prayers continually as we move around to the new year, and we have a prosperous new year. [7:47:01, 7:47:21]: 2019 as we move the city forward. Nothing but great things are along the horizon for us collectively as a city, as a group, as a community. God bless you all. Okay, and enjoy your holidays, please. On that note excuse me. Well Doctor Fail, go ahead. Yeah, that's why it's not after some reason it's not on here for January I mean December twenty second. Yes, yeah, go ready. [7:49:34, 7:49:54]: Doctor Family Christmas toy giveaway this Saturday. I read up United Methodist Church, 10 a.m. to twelve noon. [7:49:54, 7:50:02]: Well okay on that note uh I would think that we have the second session, is that right there? For litigation personality. Okay, council I need a motion for that read. [7:50:03, 7:50:07]: Okay, any any further discussion? All favor we'll be holding our. [7:50:08, 7:50:08]: Yes, ma'am. [7:50:09, 7:50:15]: All in favor, please indicate. I'm sorry. Okay. All opposed? Is that good? [7:50:15, 7:50:18]: Okay, free free opposite. Okay, so we'll have a second session. [7:50:19, 7:50:20]: Good. [7:50:20, 7:50:22]: On that note I need a motion to end our [7:50:23, 7:50:30]: Our uh work session. So is there a second? Oh so right. In discussion. [7:50:30, 7:50:46]: Yeah. Um there was information that we needed to discuss in the executive. So in this concerning incidents that have taken place that we need to address. I mean what do we do with that attorney we [7:50:49, 7:51:09]: But the council has voted not to have an executive session. I need to point out that a motion to adjourn is not a debatable motion. Oh I'm sorry, excuse me for that. That was my mistake. Um okay. Okay. Okay. Uh but most of the main segments do [7:51:09, 7:51:14]: to count to the end our meeting adjourned so all in favor [7:51:14, 7:51:16]: All both. [7:51:16, 7:51:20]: Okay, where done? [7:51:20, 7:51:30]: It's a good problem to have, I'll tell you. We'll definitely catch up. [7:51:30, 7:51:31]: [28315.4, 28318.6]: [7:53:01, 7:53:04]: I think this is a Philosophical. [7:53:05, 7:53:15]: I need to walk. [7:53:31, 7:53:43]: Much of the still interesting. But it's a really interesting service operator to all the researchers myself, who I am, but you know, it has been really important across my thing. [7:53:43, 7:53:46]: So [7:53:48, 7:53:50]: I'm gonna talk about this. [7:54:05, 7:54:05]: Yeah. [7:54:25, 7:54:35]: [28475.0, 28490.0]: investors on the fly and say, well here's exactly what we have, here's here's the market issue that we have to not only retain but increase and advertise. So I'd love to sit down with you and you know you're not kind of sitting out waiting in an office. [7:54:51, 7:54:57]: But I'm trying to get around any time to figure out what it's not trying to get with people off. [7:55:10, 7:55:20]: [28525.0, 28540.0]: So I got safety right there off. Okay. But the my other is like a little bit of a little bit of a little bit of a that's what I want to bring it out. I would tell you I can bring a lot of folks to operate. [7:55:43, 7:55:53]: Yeah no I might you know I might have into it. We're not going to be able to do that. [7:56:15, 7:56:35]: Okay, but that is a good thing. We want certain industry, we want certain businesses here. Well, I mean what I what I want with the reality is that there's a we all we all do shine. [7:56:35, 7:56:40]: [28610.4, 28612.5]: Yeah, we're going to. [7:56:55, 7:57:15]: They want to connect this all the way to the other. [7:57:14, 7:57:34]: Right. They're going to use a whole man in rail line that they're going to do that. That's a project they're working on. She talked about it. They have a 17 mile trail. [7:57:34, 7:57:54]: So those projects, if they can get seventeen mile trail funding down here, I think we can get seven mile. That would be season something that is important. [7:57:54, 7:58:10]: [28692.7, 28695.1]: You know, yeah, yeah. [7:58:25, 7:58:40]: It does not. It does not. Next to the subject. [7:58:50, 7:58:50]: [28732.0, 28735.0]: Yeah, because [7:59:01, 7:59:02]: [28745.0, 28755.0]: The DA is the mayor means the public they can come in the city session. But it's a it's the mayor and the council, DAC and the city staff. [7:59:19, 7:59:39]: It's just named the next town in all these different places. But it took twenty years to go break. They went to go. Oh, I want to do it. That's great. We all want everyone I want to really have one of those things, but it's [7:59:39, 7:59:52]: That's why street bridge is a good one. Every single time you get on the dead side, we don't have to worry if you carry one for one. [7:59:53, 8:00:12]: But we're competing. Trash trucks money. And that's really important. I mean, and I like to see a manager of cars. But but we keep seeing down town. [8:00:12, 8:00:32]: Chucked out. They don't work there anymore. It wasn't because they had a yearless. Yeah. Well, but I'm saying for me, it seems usually these downtown. Their whole downtown is almost and today actually is a solid thing. [8:00:32, 8:00:40]: Oh yeah, v things to avail on the state manager's post as well. [8:00:55, 8:01:15]: That's all I use. Uh, celebrate is the food depot. Yeah. When you go to the parking lot very side. Well that most structures go with your end. [8:01:14, 8:01:34]: Well they have a large tax you know they have a function. I mean which is size wise comparison, too wide. Huh? Well they can't but I mean I don't care about five yeah [8:01:34, 8:01:45]: Yeah, oh yeah, very few sleeves and don't context. Yeah. [8:01:55, 8:01:56]: [28922.2, 28923.8]: Well there. [8:02:05, 8:02:25]: Yeah, maybe it wouldn't come down that hopefully through the comments. But we need we need to say when I'm looking at C35. [8:02:25, 8:02:35]: What is the start this stuff? Anywhere. [8:02:40, 8:02:50]: It seems fun from two. [8:03:05, 8:03:24]: Maybe where my friends and confidence and my friends are all they're moving. They're saying we're okay. We're up in what spots. Wine bars, Ruha bars, they're putting fifteen thousand people right now. [8:03:25, 8:03:42]: They have big public high apartments, seven hundred thousand dollar townhomes across their rental rates and their wallets fourteen hundred bucks for a one year town. And downtown they put walking with trails in they start this process. I mean late nineties really start hitting in early two thousand in the recession every [8:03:42, 8:03:55]: [29035.0, 29055.0]: So we stay on this side the entire time. But if you're on the sidewalk, there's no directional side. If you're on the sidewalk, I think they are up on the children. We're talking about uh yeah, and I think that little piece is our boundaries so on the direction. [8:04:15, 8:04:35]: I see sometimes people it is dark and they come down um. I'm going to be with uh first year talking about one thirty eight. [8:04:34, 8:04:44]: When I get off six seventy five C I look at it and it's like and I re and I realize basically things. I can't wait for the winter. [8:04:45, 8:05:05]: I'm going to be playing with stuff. You can't come up with MLU to try to redesign. Or cleanups and code. Well, we're gonna push on it. I need that because that's property seen behind it. That's I mean the way the line runs is here's 138 and this is plain here. You go back those dates and you've got all that. [8:05:05, 8:05:25]: I got folks who want to nice nice kind of four days or buying that property. Well I own the property eighty acres and that three eighty eighty so buy the state bridge in or the state state bridge suite, whatever it's called, that that that line that controls that is not right there. [8:05:24, 8:05:35]: I appreciate it. I gotta make a project. I mean, [8:05:39, 8:05:59]: He's buying stock purchasing out for the first part of the year and sketch in retail. And what would really be good? How would it be right? Tim Keane playing commission, he's a good friend of mine. Okay, yeah. [8:05:58, 8:06:00]: Yeah, [8:06:05, 8:06:10]: You know what it's. [8:06:11, 8:06:15]: Yeah. [8:06:20, 8:06:40]: Sure, that's fine. Yes, I would I would you guys can say that would be called your park once we can have asking people [8:06:40, 8:06:48]: Of course. Merry Christmas and happy holiday to you. Thank you, thank you. I'm gonna head up a little head up back to my house and [8:06:49, 8:06:55]: This this did not last long though. Teleport meaning Thank you. Thank you. [8:07:05, 8:07:11]: If you send me a file. Do I run an office to have cards? [8:07:14, 8:07:15]: Uh
