--- title: January 31 2019 Work Session Meeting date: 2019-01-31 source: 2019-01-31_January_31_2019_Work_Session_Meeting.wav --- [0:00:00, 0:00:20]: Wireless carriers. They happen to be the one that's approached us from Metro Atlanta for the bill 2019. Uh on the second page here. Um I gave a bunch of information and I'm not gonna, I don't have limited time here, so I don't want to go through uh everything in here, but um at the very bottom there, I listed all the cities and counties that this [0:00:20, 0:00:40]: Current project we're working on is involved in Metro Atlanta. For us, it's going to be about 130 to 140 nodes total. And just to correct one thing, I didn't give Mr. Logis the most updated information. We originally had four slated for Stockbridge. We found out two of those are actually in Henry County. That went down to two. [0:00:39, 0:00:59]: Than we just got told by ATT they're adding 12 more. I just got the map for those the other day and looked at, and while they all are right around the city of Stockbridge, most of them are actually just on the outskirts of the city limits. There's only actually three more that are in the city limits. So we're at a total of five right now. The others are in uh unefort. [0:00:59, 0:01:19]: Incorporated in Henry County and a few in Clayton County to the north. But we do anticipate ATT adding more eventually. And also, once we get this built here, our salespeople will be working over Ryzen Wireless and T-Mobile. You know, they have a current proposed merger or sprint that's still pending right now. But we will be marketing. [0:01:19, 0:01:39]: And once we come in as a neutral host provider and develop that relationship with the city and build a network in there, it's much easier for the other major wireless carriers to come in and go through us as opposed to trying to you know start from scratch again doing self-performer or going with another company. [0:01:39, 0:01:59]: But in this packet here, I gave you some general information about our company, about our license here, the project. This third page here just gives a general design here to show you, you know, just in very simplistic terms how wireless is set up. One thing that I cannot put in here after I [0:01:59, 0:02:19]: I don't really remember how I forgot to do this, but I will email this out to you by tomorrow. But wanted to send you a photo simulation picture of what this equipment looks like on a pole. Basically it's a canister-style antenna, looks like an upside-down small garbage can that's mounted on the top of a utility pole. Uh, and it's a 360-degree wire. [0:02:19, 0:02:39]: The signal that goes out from that, and then there's a shroud or equipment cabinet box that hangs from the pole itself that holds the radio equipment. Uh, other than that, there's just maybe uh a meter or disconnect. Georgia Power is actually going to work with us to do a flat billing system so we don't have to put meters on the poles if it's a Georgia Power pole. Uh, if we use anything here you can. [0:02:39, 0:02:59]: utility, your city infrastructure, such as street lights or other things, and we may you know do that sort of arrangement as well. But then you just have the RF cable in that connects everything together. Depending on the pole type, it could be hidden inside the pole, it could be you know attached to the outside of the pole. But I'll send you a photo simulation to show you what those look like. [0:02:59, 0:03:00]: Um [0:03:01, 0:03:21]: And then um, you know, I I know you all have probably heard a lot about 5G, and about people coming all the time asking, what is 5G? You know, what does that mean? I'll give you the short story of what 5G is. Basically, it's a major increase in technology for wireless. We're going to be getting speeds about 10 times as great as what you're getting with 4G LT. [0:03:21, 0:03:41]: right now once 5G is totally implemented. So it's way faster speeds and it's way better capacity on the system. So it's not about coverage, it's about capacity. It's about with all the data that's being used, all the video that people use on their phones now, how much capacity can go on the system. It also greatly increases the reliability of the network. [0:03:41, 0:04:01]: as well. So you know a lot of things you've probably seen in the media about autonomous driving cars and you know surgeons being able to do remote surgery, you know, over TV with this with this faster now you know 5G technology. Those are just a couple of examples. There's a whole lot of stuff out there. [0:04:01, 0:04:21]: But uh 5G is going to be a major upgrade in the technology. Any small cells are needed. They're going to be all across the country, but they're going to be needed greatly. The wireless companies right now are mainly focusing in downtown areas where there's a heavy lot of pedestrian usage in these areas that's overloading the capacity of the system. [0:04:21, 0:04:41]: But eventually it's gonna grow out everywhere. Um, and just to try to wrap up here, another page in here, I gave you a breakdown of the uh five initial nodes uh that we're putting in. And there's a map in here to show you where those are located, and those five are all within the city limits. And then I also included uh photographs from Google Earth. [0:04:41, 0:05:01]: Of the initial five uh utility polls that we are um looking to go on for this project that match up with those dots you see on the map. So um I guess at this point I'll just open it up to answer any questions that you all may have. Mayor. Just please. Mayor, I'm moving that we approve the um site. [0:05:01, 0:05:14]: agreement with ex ext extinet systems for ATT small antennas subject to any changes by council. Okay so [0:05:14, 0:05:34]: Who was the second? John. Okay, I do have a quick question. That's just something Mike brought up. I want to make sure I understand. There was$1,500 and it was the$500 that you mentioned. What now let's make sure I understand what is that now? So there's a fee schedule now. You know, the FCC has been coming out with all these orders that are basically designed, you know, to help speed up the [0:05:34, 0:05:54]: the 5G process around the country. And there's been some that have been issued already, another one coming out in January. But the one coming out in mid-January is dictating the fee schedule that municipalities can charge maximum for companies like us, utility infrastructure companies building small cell and gas in the right away. [0:05:54, 0:06:14]: You know, for those rates. So uh Mr. Williams out of counterpart, uh his name's Mark Holm, he's not here today, but he handles negotiating all those terms, language, and terms, and basically that you guys are working on basically duplicating the FCC rates that are coming out of January, right? Yes, sir. What I kind of understood, and that's my main aspect. I I've kinda kind of stood at the [0:06:14, 0:06:34]: Initial nose, fifteen hundred dollars and then additional nose would be five hundred dollars then. For for a brand new tower, okay, or pole, a tower is called don't call them poles, yeah. So if they were to install a new pole, which would be similar to a telephone pole size, just to give you um that would be fifteen hundred dollars per year. [0:06:34, 0:06:54]: To operate that pole and to put antennas onto that. For an existing pole, if they went out to a Georgia Power site, wanted to co-locate on that pole, it would be five hundred dollars. And just to clarify, we have working agreements with all of the major utilities as well as Jacob to go on all of their infrastructure. Okay. Good to think. [0:06:54, 0:07:05]: Oh so any other questions? So everything you're doing since we don't have any uh pictures of it, everything you're doing is aerial, nothing no digging. [0:07:05, 0:07:25]: No. Uh the only digging will be is that we bury fiber in the ground as opposed to putting an aerial on the poles. And on this particular project, ATT is actually installing the fiber that connects everything. Normally we put that fiber in to connect all the nodes. If we bring on a T Mobile uh or uh Verizon or whoever later, then we [0:07:25, 0:07:45]: We'll go back and add additional fiber. And it's up to the city and GDOT, whoever's controlling the right of way, to tell us either we want you to put your fiber aerially on the poles or we want you to bury your fiber in the right way. It's it's whatever they prefer. And we'll put it that way. And that's no equipment, no to answer your question, no equipment there, those that's why I want to go. [0:07:45, 0:08:05]: that because the possibility of any digging because we I think we should still try to reach out to ATT in our community that laid fiber down because you all saying in the future you may be laying fiber down that they need to make sure that they put the put the uh concrete and everything back to where it was but still uh like an ATT on it now. [0:08:05, 0:08:25]: In my community. So that's that's one of the concerns I have. Well, I can promise you that that agreement that we're talking about, it outlines you know how we have to go about permitting with the city and what we're responsible to live up to. So we will go through an administrative permit process as well. And anything we do, we won't we don't have a right to just go out there. [0:08:25, 0:08:45]: and start building anything we want. We have to submit construction drawings. We have to get right-of-way encroachment permits approved by the city in order to dig or to build anything out there. And your building inspectors can come out and inspect everything we do. And I promise you we will work to get everything done the way the city wants it. ATT is a much [0:08:45, 0:09:05]: Bigger company, I can't, you know, account for them. I mean, I I know sometimes you know they don't always do things the way that they're supposed to, uh, but they should be accountable for that with the city through their franchise reading. Any other questions? The motions being made in secondary. [0:09:05, 0:09:19]: So all in favor of motion, please indicate. Okay. All approved, disapproved? Sustain? Sustain. Okay. Thank you, sir. Appreciate it. [0:09:21, 0:09:24]: On that note, uh comments from the city manager. [0:09:25, 0:09:40]: Uh to Mayor and Council, thank you for the approval of budget. We look the great things in 2019. Also uh before you you have a packet before you provides an outline and timeline uh some historic perspective and additional [0:09:45, 0:10:00]: for your information and if you have any questions uh about that um uh we're certainly here to uh answer uh those questions and or uh miss more to provide a brief summary of the history of the Stockbridge Association businesses whatever is your question. [0:10:01, 0:10:21]: Oh I'm sorry I'm sorry, I'm sorry. You're gonna excuse me, so sorry. Stand by. Yes, ma'am. What you have before you is an assault or timeline. There's been several issues of questions as to how we get to the SAB as it currently is presented today. It's uh read back to two thousand thirty. [0:10:20, 0:10:40]: This was the information that Mr. Harris and the Treasure that time gave me. So what I'm giving to you is a timeline from 2013. We have attached the documents to basically show you how we got to where we are today and based on the recommended structure that is viewable. [0:10:40, 0:11:00]: Be bringing back to you in January. I think one of the main concerns is that uh I give you a documentation of uh what the Stockers Business Association did in pass, uh, and complaints came from the business community about the misuse of funds. Apparently, some words of total 100 or something,$150,000 disappeared. [0:11:00, 0:11:20]: Here including ten thousand dollars from the city. And so businesses have been asking where that money is. Uh amount. So they're charging$1,500 for corporate,$250. [0:11:20, 0:11:40]: For some of us than$100 for every business. Because there was a loose connection or relationship between the city and that entity. The city is telling business we have no account of that information and how those funds have were used and how they proposed have been used. We're in the process of trying to, however, [0:11:40, 0:12:00]: regain the ten thousand dollars that the city gave to that group. So here's a historical perspective. After you read it, if you have any questions, please feel free to email me. Uh all of the documentation that's required to bring the system that the other boards are in place that will be submitted to you coming down there. Okay before [0:12:00, 0:12:20]: I would just like to say I just want us to look forward to moving forward. I I hate sometimes we look back for things that were this is a new date, this is a new council, we didn't have anything to do with what happened in the past. Uh we just like from my own perspective. [0:12:20, 0:12:40]: I just like to move forward and put together the best organization possible. Any other questions in this one? Um I uh met with uh Ms. Cato and was enlightened by her on some things that the US could be uh gonna be focusing on and what they would bring forward. I I would ask the counselor if she would like to [0:12:40, 0:12:45]: Putting him, putting in before we go to start. All right, so come come forward scared. [0:12:51, 0:12:52]: Neither. [0:12:54, 0:13:14]: I want to thank you guys for the opportunity to speak to you and everyone who's present in regards to the SAB. The SAB is a what I feel to be a very important organization within the city of Stockbridge, only because we have so many small businesses that make up the community of the city of Stockbridge. [0:13:13, 0:13:33]: The retention part for our businesses is needed. You know, many cities develop uh economic development groups to bring in new cities, new businesses to the city, but you have a great business community right here already. What I like to see then. [0:13:33, 0:13:53]: SAB do is to come in and assist with training, purification, standards, which is something that the organization has talked about doing. We've already, and I'm going to share just a really quick short story, the some members of the [0:13:53, 0:14:05]: safety we decided to go out for restaurant. And we picked of course a business, a restaurant in the city of Stockbridge. And they were excited one that we were there. [0:14:07, 0:14:27]: We noticed that they had a couple of problems and we jumped in to help. And that's what this the Stock Bridge Association Business is set up to do, to come in and help make the businesses wonderful, work well, work well as a with the community and help it to develop the the [0:14:27, 0:14:32]: the culture here they help develop the [0:14:32, 0:14:46]: the school systems and becoming partners again, which is something that I am seeing lacking throughout all the cities in Stock Bridge. That should not be we have over 1400 businesses that I know care about these kids. [0:14:47, 0:14:55]: And we need to make them happy. We need also the community to know that the business is already for them. So we keep the money right here in stock. [0:14:56, 0:14:56]: And that's [0:14:57, 0:14:57]: They [0:14:58, 0:14:59]: Main initiative. [0:15:00, 0:15:01]: That's serious that. [0:15:01, 0:15:21]: So I thank you, AJ. Yes, uh uh a thank you for all your work and everything that you do. You've been an exceptional leader uh and example of what a small business person should be, so thank you. Uh I would like to say talk about sometimes I think folks get confused in that this is just [0:15:21, 0:15:40]: the downtown business uh organization but it's for all of stock bridge and it's the in including all of the areas Eagles Landing South Stockbridge East West every area it is for the entire city not just for the downtown so what happens is is that one that the [0:15:40, 0:16:00]: Businesses are so close to city cars. So they get hit first in in the conversations that take place. But for myself and as a facilitator for this complete year, I have they uh the community development department was nice enough to give me a list of emails of businesses so we could reach out to them and [0:16:00, 0:16:20]: And I have gone from one end of the city to Stock Bridge to the last end of the city of Stock Bridge to make people aware of the greatness that is happening and formulating right here. So it's just not downtown, it's just not Eagles Landing, it's all of our businesses. And granted, we do have our big box stores. [0:16:20, 0:16:40]: I don't mind people calling me a small business, but I'm still a big business in my home. So we reach out to all of them. So it doesn't matter. I mean, a lot of times the you know, the large businesses, they have their own network. Our smaller businesses, our mom and pops, they need a network. [0:16:40, 0:17:00]: network. They need somebody to turn to to be able to have a conversation with. You know, my focus is restaurants and and nightclub. I don't mind going to help and put in, you know, 40 hours of consulting pro bono for a restaurant night club in the city of Skybridge. [0:17:00, 0:17:20]: Now I won't do that nowhere else because I'm gonna need my check. But the city is not crazy as I respect. So um I I and I this is my first time public speaking, right? So every from from November and every time I have to get up and say something, nervous is bad. [0:17:20, 0:17:35]: But I do this because I believe in this. Now I'm a great 101 and I take five at a time, but you know, the passion behind building the SAB is real and it needs to happen. [0:17:35, 0:17:55]: So I appreciate y'all thank you. So I just want to say thank you for your dedication. Um it truly shows um your commitment to our community. Um and you know, even with this council, whatever, I know my colleagues we definitely support in whatever we can do outside the walls of city. [0:17:55, 0:18:15]: Hall that we can help, let us know. Some of us have probably a majority of us have been to your meetings to show support. But I know there's a lot of other businesses that have not come to those meetings. And if you need that support, because we are out here and we know some of those business owners, and we need to be [0:18:15, 0:18:35]: We need to do a little more as well, um, because I do I love your commitment and I love all those involved their commitment as well. Um so please just don't limit yourselves, bring it to us so that way we know that we can help you. Any other comments questions? Okay. Thank you. [0:18:35, 0:18:55]: Um one of the things in the creation of this, and you will see my notes, the SAD was not was not to compete with the chamber. So this is not a chamber type of endeavor. That was clear by the last person that was sitting in your seat. You know, whatever the chamber was provided or didn't provide. [0:18:55, 0:19:15]: SAD is not that type of organization, nor is it an entity that competes with what our new Economic Development Directory does. The Economic Development Directory is designed to go and bring in new jobs, new businesses, SAB purposes to deal with existing businesses as retainers. [0:19:15, 0:19:32]: to establishing a network among businesses and businesses. So all of that is a documentary. Appreciate that. Thank you very much. Matt, yeah, I'll sorry go ahead. Even with that, that's a great collaborative effort for everybody though, because everybody's doing a piece, but it all comes together as one. So thank you. [0:19:33, 0:19:53]: I'd just like to take this opportunity to thank all of the partners that came out on December the 10th. We're done trash stock readers campaign. It was a great evening. About 30 or 40 partners came out. [0:19:53, 0:20:08]: uh for the year end and uh celebration we look forward to kick starting uh in the spring again and for any of those uh watching the in one if you would like to get involved with that campaign please reach out to me. Thank you. [0:20:08, 0:20:28]: Uh I just want to say uh happy uh holidays and Merry Christmas to everybody. Um the uh big up batch that we started here we've done three so far and we we're up to forty plus people and we're really not pushing it hard. So the course of the year we're really gonna push it hard and uh you know you all know some seniors that uh want to come out and have [0:20:28, 0:20:41]: So uh uh it'll be more information to go to the website when we have those dates uh solidified. So thank you everybody for coming. [0:20:41, 0:21:01]: Yes, um I do want to say Merry Christmas, happy new year, happy holidays to you. Um now's the time to give and to be thankful and just to show an act of kindness throughout. Um I have um I'm starting a round table called Welcoming Stockbridge. We are part of a a larger scale group called [0:21:01, 0:21:21]: welcoming America and we're one of the steering cities of that um organization. And what that round table would consist of is a diverse group of people of all ages and nationalities, race, sex, cultures in general. [0:21:21, 0:21:41]: And so I encourage many of you to reach out to others, maybe neighbors and friends, and get me some people to come to the roundtable. And I also would like to thank the staff for a phenomenal event on this past. [0:21:41, 0:21:56]: Friday it was a volunteer appreciation gala. It was top-notch and we had a wonderful time. And I just want to say thank you to everyone for putting that together the last minute. [0:22:00, 0:22:05]: I was about to ask a question first of all. The video's working today. [0:22:05, 0:22:17]: I don't know stu uh I see it's here. I don't I have not heard of his name. Do do you know Sarah's meaning now? Uh she says she should Good Queen we should not expect it is. [0:22:17, 0:22:37]: I I will hope that the video is working now and thank you to everybody for tuning in and everybody for being here. Uh as I close in on my third full year in council, I just want to reflect and say keeping my campaign promises moving forward daily I is something that I that I do. [0:22:37, 0:22:57]: On what I promised you as you elected me to represent this office and the things that we have done. I'm extremely proud of some of the accomplishments that we have made since 2015. One of the things that we talked about in the campaign and during that time was a promise made to revitalize. [0:22:57, 0:23:17]: Downtown. We're moving forward with a 3,000-seat amphitheater. We're moving forward with beautification in downtown. We're moving forward with giving you the downtown and re-establishing the area that we deserve here in the city of Stockbridge. I saw a DDA chairman here earlier. [0:23:17, 0:23:37]: We move forward with a facade grant program assisting existing businesses in the downtown area. We have fiber optic technology that is available here today. All city buildings are connected to fiber technology. The high and highway 138 corridor is connected to fiber. Many of our neighborhood [0:23:37, 0:23:57]: Including my very own, have ATT fiber already in ground as one of the only communities in South Metro to do so. Merle Manders technology has been updated where they have broadband speeds where they're able to compete with our outlying neighborhoods. And speaking of the SAB, [0:23:57, 0:24:17]: One of the things that I want to do for the SAB and all the businesses exclusively in downtown and the low to mod areas is generate an opportunity zone tax credit for you. So every new job that you create generates$3,400 tax credit for, I think, up to 10 years. That's something that we have in the [0:24:17, 0:24:20]: budget this year in order to move forward with it. [0:24:21, 0:24:41]: The very one of the proudest accomplishments for this council and myself was spearheading the opening of the Stockbridge Library from one to five on Saturday. It took the courage and partners like Ms. Shaw here who are at the table with us campaigning, uh moving forward uh to get the idea out. [0:24:41, 0:25:01]: Out there and to just revisit it and understand that we have our library open on Saturday now. I'd just like to understand, even uh with Highway 138, all of us ran during the 2015 and we uh promised that we're gonna work on cleaning up Highway 138. [0:25:01, 0:25:21]: We did that by establishing the Highway one hundred thirty eight overlay corridor, and what that does is establish great standards on the Highway one hundred thirty eight area. We have endeavored to clean it up, to take over those areas with litter pickup, routine or corridor pickups every single day in a [0:25:21, 0:25:41]: In order to make sure that we make you proud to be a Stockbridge citizen moving forward. We also talked about increased public safety. We have a Stockbridge Police Feasibility Study that has been completed. It assesses every aspect of our police. [0:25:41, 0:26:01]: public safety is at the will of the council to look at the Stockbridge Police Force or to enhance the Henry County Police Force. We have that data, we have that feasibility study already completed today, and that's what uh we do. We we had issues with our in our community with code enforcement. We even [0:26:01, 0:26:21]: Established a seven-day a week code enforcement force which protects businesses all over Stockbridge. Because we have businesses that were popping up on the weekends, selling sheets, selling uh odd items, blankets, uh tires, all kinds of things on our street corners. We no longer have [0:26:21, 0:26:41]: Have that any longer. Our co-enforcement is out enforcing that. And now I proudly say that Stark Bridge has some of the best exits off of I-75 in Metro Atlanta because we maintain them and this council has been on top of them every step of the way. Closing out this third. [0:26:41, 0:27:01]: I want to say thank you all for allowing me to serve and to be able to walk the walk, not just talk the talk. And all of the items that this council has delivered over the past three years, we continue to move forward to do that even more. I want to put down the gas pedal in 2019. [0:27:00, 0:27:20]: Accomplishing much more projects not and encompassing put on priority. In my own opinion, we need to go ahead and move forward with that youth/slash senior center right now. We need that facility available to the community because we lack those. [0:27:20, 0:27:40]: Facilities and we have seniors who need that facility, and we have youth with no facility in our general vicinity, no access to a facility within our general vicinity, no access to a pool in our general facility. So thank you so much. I appreciate it and I look forward to serving as one. [0:27:40, 0:28:00]: One more year here on this Stark Bridge Council and doing everything possible to continue to fulfill the promises that I made to voters in 2015. And every day, when I lay my head on the pillow, I think about the promises that I made to you, and I will continue to move forward with that. And thank you so much. [0:28:00, 0:28:11]: Thank you, Mayor. Um I just want to say um happy holidays, Merry Christmas to everyone, again to staff. Um thank you for all had an um [0:28:11, 0:28:31]: a wonderful twenty eighteen. I look forward to a another wonderful twenty nineteen. But I just want to touch base on the youth council. Um I know with our last meeting it extended our budget for tonight. There was some concerns um in reference to the youth council, but we didn't um that wasn't brought up tonight. So hopefully my colleagues [0:28:31, 0:28:51]: um are going to take heed to if there's any concerns to please attend the meetings or to reach out to me as a counsel liaison. But I also would say to our citizens, please be engaged, stay engaged because anything could happen outside of this meeting as well. But I would definitely [0:28:51, 0:29:11]: If that happens, bring it forth at the meeting, so for discussion. Because our youth, um, they're our future. Um, they had the opportunity to um attend National League of Cities, which was in LA. We had some of our local um business sponsors, so that's why I said with the SAD, they're there. Um [0:29:11, 0:29:31]: Um they want to make sure that our youths succeed outside of um the budget that has been provided for the city. Um because our youths, even just this weekend, they did their service project where they um did Christmas stockings, stuff with love for our police department, our fire department. Um they took the time out um to [0:29:31, 0:29:51]: To do this at the end of the year to ensure to let them know that they appreciate their service and they appreciate the youth doing that. In our presence tonight, we have our chair who is also doing something with a PIO because she loves her city. And that's Ms. Kelly Cruz. She is a senior. [0:29:51, 0:30:11]: at um Eagles Landing Christian Academy. So I just want to thank her. She's been with us for two years and she's done an outstanding job. So if you all would give her a round of applause because the excellent excellence is there. Um she's looking for a bright future, but she wants to come back here to our community to serve [0:30:11, 0:30:30]: as our leader. So I just want everyone to understand a lot of things have taken place and Mayor if you don't mind I would like for her to just be able to say a little closing so I won't extend my um talking but I want to give her that opportunity um to say something on what's her takeaway um that has taken place this year her last two years. [0:30:30, 0:30:50]: Hi everyone, good evening. My name is Kelly and like Justine said I have been on the youth council for the past two years and I've really enjoyed it. It's talking so much about local government and just how to be more engaged and we've done things like go to NLC conference and um our most recent service project were all really great experiences and uh I'm just thankful for the opportunity and I hope that [0:30:50, 0:31:00]: um it just continues from interviews it comes so that other youth can come and you go over leaders and just experience the city on high day and just wish you all a great Christmas, happy holidays. [0:31:01, 0:31:03]: Thank you. [0:31:05, 0:31:25]: And just so everyone will know, um look out for March twenty-second through the twenty-fourth, GMA, um the city of Stockbridge Youth Council will partner with Georgia Municipal Association to host um the youth council symposium here in [0:31:25, 0:31:45]: Stockbridge. So that is going to be an awesome event. Um, that planning um is has already started. Um, so if my colleagues please, we will need your support because there is a lot of local cities who have formed. I have reached out to six, provided them the information on how we started our youth council. They reached out to [0:31:44, 0:32:04]: to us so that way they can start theirs. So we have City of Jonesboro, we have Fayette, we have Stonecrest amongst others that are starting their youth council. So just know it is very important to have our youth involved in the community. Don't take it lightly because [0:32:04, 0:32:24]: we're impacting lives, y young lives that are gonna be leading our community in the future. So again, um please get involved if you have any questions. Also our chair, he chairman of the advisory, he spoke, these young um these um people they volunteer, they work, um, and they just love what we [0:32:24, 0:32:44]: we do and they love our kids. So if there's anything on concerns or anything support, please, please, please be that um support so we could be better together. Thank you. On that note Scott Bridge new branding tagline where community connects. I love it. Where community connects, okay? Showing diversity [0:32:44, 0:33:04]: all around the city here. It's great stuff. I also want to acknowledge a fact too the volunteer appreciation in Canada was fantastic. The stop raises first, so I don't know if this will be an annual event, but maybe we can think about that, right? But it depends on how much that cost, right? It's not even budgeted right now. Anyway, but it was a great event man. Really appreciate and I thank the citizens for volunteering their time. [0:33:04, 0:33:24]: and help save the city. Outstanding. Now it's up to us to collectively to move the city forward. So happy holidays, Merry Christmas. Please enjoy your family, friends, or relatives and be thankful for their assistance and be thankful to the good Lord for having a good life. And keep the city in your prayers continually as we move around to the new year and we'll have a prosperous [0:33:24, 0:33:44]: This new year in 2019 as we move the city forward. Nothing but great things are along the horizon for us collectively as a city, as a group, as a community. God bless you all. Okay, and enjoy your holidays, please. I guess it starts Wednesday, January 23rd, and Test Brickland Conference, Test Brickland Community Center. Councilman Blount has that one. [0:35:25, 0:35:45]: trash Stockbridge, ongoing initiative of Councilman Thomas. Uh the Courtney Town Homing, ongoing Councilman Alexander, keep Stockbridge beautiful, ongoing she says here Councilman Alexander, and accordingly welcoming Stockbridge round table off obviously we already mentioned about the welcoming uh committee and the and it'll be a monthly bingo pass, I guess then. [0:35:45, 0:36:05]: But uh blood. On that note and family family, go ahead. Yeah, that's why it's not for some reason it's not on here. For January I mean December twenty second? Yes, it was about the Doctor Family Christmas toy gave away this Saturday. I read up uh United Methodist Church. [0:36:04, 0:36:12]: 10 a.m. to 12 noon. We plan on giving back to our community and we're still looking for volunteers and extra toys. [0:36:12, 0:36:27]: This had a young lady drop off some toys just a few minutes ago when I was out on program. Yeah. On my side, no problem. Well okay, on that note, uh I would think that we have a second session, is that right here? For litigation programs. Okay, council I need a motion for that please. [0:36:28, 0:36:32]: Okay, any any further discussion? All favor we'll be holding our. [0:36:32, 0:36:33]: Yes, ma'am. [0:36:33, 0:36:40]: All in favor, please indicate. I'm sorry. Okay. All opposed? Was that good session? [0:36:40, 0:36:43]: Okay, three three opposed. Okay, so we'll have a second session. [0:36:44, 0:36:45]: Okay. [0:36:45, 0:36:47]: On that note I need a motion to end our [0:36:47, 0:36:54]: Our uh work session. So is there a second? Oh so right. Discussion. [0:36:55, 0:37:11]: Yes. Um there was information that we needed to discuss with the executive. So if it's concerning incidents that have taken place that we need to address, I mean what do we do with that attorney we [0:37:14, 0:37:34]: But the the council has voted not to have an executive session. I need to point out that a motion to adjourn is not a debatable motion. So I'm sorry, excuse me for that. That was my mistake. Um okay. Okay, okay. Uh well motion to make a second to [0:37:34, 0:37:38]: to the council to the end our meeting adjourned so all in favor [0:37:39, 0:37:40]: All both? [0:37:41, 0:37:45]: Okay, we're done. [0:37:45, 0:37:55]: Right, I mean uh catch up to A Ub A Up Run like crazy. It's a good problem to have, I'll tell you. We'll definitely catch up. [0:37:55, 0:38:00]: Good evening, sir. How are you? [0:38:20, 0:38:20]: Thank you. [0:39:04, 0:39:05]: No, it's actually so [0:39:26, 0:39:27]: [2370.0, 2380.0]: I need to have one. [0:39:56, 0:40:16]: Much of this will be the same. But it's a really interesting service offering a letter to all the patients I can see myself, who I am, but you know, I mean as people moving forward process, you know. [0:40:16, 0:40:18]: [2421.9, 2432.5]: No, I don't know. [0:40:34, 0:40:35]: Sorry, yeah. [0:40:50, 0:40:57]: What do you want? Where what is our existing business? [0:41:05, 0:41:14]: Here's a marketing thing I mean, not only retained but increase that so I'd love to sit down with you you know it's new year but I'm kinda sitting down to waiting in an office. [0:41:16, 0:41:21]: But I'm trying to get around and I have the operation so I can figure out what it's not trying to [0:41:35, 0:41:45]: [2508.1, 2525.0]: What is your business from up to? So I got a table. Okay. But the my other thing is what we're going to explore about. That's what I want to bring out. I can tell you bring a lot of folks because it's an operation out. [0:42:06, 0:42:18]: [2557.6, 2577.6]: That's why I'm totally okay with that. That's one thing. We want certain industry people, we want certain businesses here. Well, I mean what I what I want with the reality is there's a shiny face on the scene. [0:42:57, 0:43:05]: And they just kind of wave that. [0:43:20, 0:43:40]: They have the both regional trail. They want to connect this all the way to the trailer. Speaking of the other thing, you can [0:43:40, 0:44:00]: Right. They're gonna use a hole in that in real life and they're gonna do that. That's a project they're working on. Yeah, okay, because she talked about it. They have a seventeen mile trail school. [0:44:00, 0:44:20]: So the whole project, if they can get seventeen mile trail funding down here, I think we can get seven mile. That would be seen. [0:44:19, 0:44:36]: I think what we see here is operating this time. [0:44:37, 0:44:40]: [2690.3, 2704.9]: It does not. It does not. Next to the subject. [0:45:26, 0:45:29]: Uh actually I'll probably start returning. [0:45:30, 0:45:37]: The DVD is the mayor means the public they can come and decide in the session. But it's like it's the mayor and the council. [0:45:45, 0:46:05]: That's great. We all want everyone I want to really have a lot of other things, but it takes a lot of [0:46:05, 0:46:17]: Every single time you get on the dead side, we don't have to worry if the car wants to work. [0:46:18, 0:46:38]: But we're competing. Trash trucks money. And that's really important. I mean, and I like to have county manager of cars. But but we keep trying to see what chuckle. [0:46:37, 0:46:57]: They don't work there anymore. It wasn't. They had a year plus almost. Well, but I'm saying that's a good thing. So for me, incorporation is a different usage downtown. They've got a whole downtown. They're all downtown. Actually, it's all on Facebook. [0:46:57, 0:47:05]: Oh yeah, they can still veil on the state manager's post this area. [0:47:20, 0:47:40]: Oh where is that? Where's that? Uh the other side of the bridge with Food Depot. Yeah. When you go to the parking island or yeah, that's the handside. When it was like all feature with the structure over with the whole train, you've got a food depot. [0:47:39, 0:47:59]: Other than that, I don't think it's a good thing. Well they have a large attack because that's you know they have a big time. Huh? But I mean I don't care if that's it too far attack. Yeah, I think it's a good idea. [0:47:59, 0:48:10]: I don't know what that is. Yeah. So there are possibilities. [0:48:19, 0:48:21]: [2906.2, 2926.2]: Yeah, it's gonna be a few more things. Yeah, maybe it won't come down there, hopefully, as soon as it comes up. Yeah, on a regular basis. But we need [0:48:46, 0:49:00]: When I'm looking at season thirty five sequence, you know. What is the favorite to start this stuff? So [0:49:05, 0:49:20]: [2965.0, 2969.7]: Well starting with businesses and they started investing a lot better now. [0:49:30, 0:49:50]: where my college and my friends are all they're moving they're saying we're okay we're up but in what's not a little bit more that that you see go up there wine bars, rhuwat bars, they're putting fifteen thousand people in right now. [0:49:52, 0:50:07]: thousand dollar townhomes across the street. They're rental rates and they're wall. Fourteen hundred bucks for a one-year town in downtown where they put walking for trails in. They started this process in late nineties really started hitting it in early two thousand and the recession every old [0:50:07, 0:50:27]: But if you're on the sidewalk, there's no directional side. If you're on the sidewalk, I think I agree. [0:50:27, 0:50:47]: And then they go over the thing. I think it's kind of I gotta get in my dog's. Actually, sometimes people it's dark and they come down uh [0:50:47, 0:51:07]: I have I think that's kind of two and that's near that's never a chip but I see people. I mean I'm I'm going I'm going to be with uh College County for the first year. So I'm about one thirty eight because technically when I get off six seventy five yeah I look at it and I really like [0:51:07, 0:51:27]: Because it's not going to try to do it. I don't know if playthroughs think we can't come up with an MLU to try to redesign our cleanups and code. Well we're gonna push on it. I need that because that's properly sitting behind. That's I mean the way the line runs here's one thirty eight and this is plaything here. [0:51:27, 0:51:47]: And you go back those dates and you've got all that property. I've got folks who want to nice nice kind of elephant for the waves and buying that property. Well the element property, 80 acres of that free. Yes. So buy the state bridge in or the state, say, bridge suites, whatever it's called, that that line's called that control state. [0:51:47, 0:52:07]: I appreciate it. So I gotta do that. Oh no no no no no. He's buying stock purchasing very close. [0:52:07, 0:52:25]: And what would really be good? How good would be right. Tim Keane played Michael he's a good friend of mine. Okay, yeah. [0:52:30, 0:52:31]: Yeah. [0:52:32, 0:52:35]: Yeah. [0:52:48, 0:53:08]: That's fine. You are making maybe screw on together. Yes, I would I would you guys can say that would be called people. Awesome people have to set potentially. [0:53:08, 0:53:20]: Christmas and happy holiday to you. Thank you, thank you. I'm gonna head up a little head up back to my house and this this did not last as long as I sort of I look forward to meeting you now. Thank you. Thank you. [0:53:30, 0:53:36]: You send me give me your car open. Do I run an office to have cards? [0:53:39, 0:53:40]: Uh
