I was got a second up there. Did you have something to add? Yes, I like to mend it, and [0:02:01, 0:02:02]: Here it goes. [0:02:02, 0:02:07]: For adopting the agenda. Yes. [0:02:08, 0:02:09]: Did you have something that you need to add? [0:02:09, 0:02:11]: No, no, I have something I want to remove. [0:02:13, 0:02:16]: All right, well we got well first of all, okay, we have we have a motion, it's been seconded. [0:02:16, 0:02:17]: Um [0:02:18, 0:02:22]: Mama make sure if we approve this we can still go into discussion, is that right? Or w or withdraw it? [0:02:22, 0:02:23]: Yeah. [0:02:25, 0:02:28]: Do we have motion second and now final discussions? [0:02:28, 0:02:37]: All right. So we'll okay, we'll have dis we'll have a discussion this point in reference to what you wanted to take off and we we'll make adjustments that we have to do that. What is it, sir? [0:02:38, 0:02:43]: If you have a movement to second, I I ask that you would take the vote and then I come back and I make a motion to remove. [0:02:44, 0:02:50]: Mm. Well's already been said. Well we can do it that way as well, I suppose. Okay. All right, so all in favor of the motion, please indicate. [0:02:52, 0:02:54]: The motion has been made. Notion's been seconded. [0:02:55, 0:03:06]: I mean, this was I won't confuse. I mean if we wanna go forward, we we we need to know what it is we're voting on. We might not wanna go in that direction. So to accept the agenda. [0:03:07, 0:03:09]: We didn't have any discussion over. [0:03:10, 0:03:17]: All right. All right. Motion is made. Motion is seconded. Any discussion on the motion? We'll do it that way. So what's this what do we need to talk about? [0:03:19, 0:03:19]: Sure. [0:03:21, 0:03:27]: What do we need to talk about? I mean first of all you have a motion and you have a second to approve the agenda. [0:03:28, 0:03:32]: I'm not I'm my motion would be to remove an item. It's not for discussion. [0:03:33, 0:03:38]: So if if this motion to accept the agenda is is upheld, then I would go forward from there. [0:03:40, 0:03:45]: I think the question mayor Hold hold on a second, hold a second. Can we leg legally do that, correct? [0:03:47, 0:04:07]: All right. All motion has been made to accept the agenda has been it's been seconded. All in favor of the motion, please intend to be able to do that. Okay, what's what's what's discussion? I want to know what it is that I'm voting why should I do that? Well right now right well right now I guess he he's he wants to do this later. I mean he's not saying. So the motion's been made, it's been second. [0:04:07, 0:04:13]: [253.2, 256.5]: So so m Mr. Mayor, um [0:04:19, 0:04:37]: I don't understand if we're being transparent why if there's a discussion that the item, if it's something that we all should know, why can't it be discussed? However, this clearly shows when it's not transparency. So I will withdraw. [0:04:38, 0:04:45]: My motion so that way we won't have the back and forth and we can move forward. So I will withdraw the motion. [0:04:46, 0:04:51]: to see where we are so we can move forward this meeting. All right. So we can leave we see that can happen. Okay, fine. Now [0:04:51, 0:04:54]: Motion to adopt the agenda. You have some discussion this, sir. Go right ahead. [0:04:56, 0:05:00]: I have a motion to amend the agenda. Okay, to amend the agenda to what, sir? [0:05:01, 0:05:02]: To remove um [0:05:05, 0:05:05]: Item [0:05:08, 0:05:08]: Mm. [0:05:09, 0:05:17]: for the use of the mural manders for the um request to use the murmur on uh for the um [0:05:20, 0:05:23]: Council on aging event on September the eighth. [0:05:27, 0:05:29]: That is number eight. [0:05:30, 0:05:34]: You like to remove you want to remove that? Yes. All right. [0:05:35, 0:05:42]: Is there a reason is there any any additional comments in reference to why that being removed? We have a uh facilities policy in place. [0:05:43, 0:05:48]: And I just want to remove that item bit because we do have a facilities policy in place. [0:05:48, 0:05:49]: A second. [0:05:50, 0:06:10]: All right. Now discussion. Yes. You go right in. I I want to understand um what it is. Um I think we have a representative from the council on aging actually here. Yeah, but before before we ask that individual come up if they want to come up, I believe I believe really the interpretation of the what we have just done in reference to the resolution. [0:06:10, 0:06:21]: [385.0, 400.0]: left on the agenda for your considerations because it was in the hopper prior to your adoption of the policy. And in fact that I think the representatives came and and spoke [0:06:42, 0:06:46]: Okay. All right. Thank you for that. Yes, sir. Go ahead. You have additional comments? [0:06:47, 0:06:58]: Yes, I did have a comment because individuals here from the council on aging I'd like to see uh have them come to the podium and kinda comment on this and what effect it would have on their planning. [0:07:00, 0:07:00]: All right. [0:07:01, 0:07:02]: So be it. [0:07:02, 0:07:06]: Mr Mr. Mayor. Point of order if I may. [0:07:07, 0:07:07]: Go ahead. [0:07:10, 0:07:25]: We are approving the agenda. Correct. I do not think this is the appropriate time for citizens' comments. I think this is uh an issue that the elected body as far as approving or not approving the agenda. [0:07:25, 0:07:28]: Well I'll tell you what I like to do there, Councilman uh [0:07:28, 0:07:33]: Thomas is actually looked at the attorney and whether or not i i we can legally do let a person c commit or not. [0:07:33, 0:07:35]: Avalan, what what's the legality on this? [0:07:40, 0:07:41]: Okay. [0:07:48, 0:07:56]: Okay. So it's actually up to the council whether or not they allow a citizen at this point to talk about this specific issue. Okay. So yes, sir. [0:07:56, 0:08:03]: I've had discussion with some members of the council on agents. I've had discussion with our city manager prior to today. [0:08:04, 0:08:08]: Which I has ha have and I told you I was going to actually remove that item. [0:08:09, 0:08:11]: These discussions have been had. [0:08:11, 0:08:27]: We spend too much time trying to play politics when we should stick with the agenda, stick with the process, and let's let it let the process be moved forward. These conversations have been had. I'm not doing something that's detriment to the council I'm aging. I'm not doing anything detriment to this council nor my seat. [0:08:28, 0:08:48]: This is the agenda item on the board. It's been second, and let's either discuss it and move forward. We're wasting the citizens and taxpayer time making something out of nothing. These discussions have been had. I make no decisions up here unless I've talked to the parties at hand about my decision making. This is not a John Blount thing. [0:08:48, 0:08:54]: I've talked to members of the council agent and I've talked to our city manager prior to this. I don't need approval. [0:08:55, 0:09:00]: from anybody on this dais to to to motion to remove anything from this agenda. [0:09:00, 0:09:08]: Well the thing of it is I just want to make sure we're legally whether or not uh we can obviously do that or is there an option to allow the the citizen to speak on this as requested. [0:09:09, 0:09:12]: All right, and it it can happen provided that the council allows that to happen. [0:09:12, 0:09:15]: That's the point. After the council allow it to happen, then it won't happen. [0:09:15, 0:09:30]: So I just want to make sure I got li l legal guidance on that. And it's it I would imagine, let me just do a quick query. Are you a well willing to allow the individual to speak or not? Yes or no? Not right now. Point point of order. Wait, hold on, hold on. I'm trying to get a feel for this before we go forward. Ms. Robinson? Yes or no? [0:09:30, 0:09:50]: I'm if I'm fine with whatever the suggestion is with Councilman Blount, if he said he's spoken with them, he's spoken with the city manager, then I think we need to move forward. Okay. All right. So I'm obviously you gentlemen think along the same lines then. Okay. So on that note, there's been a there's been a motion to remove item number eight, which is uh council consideration approved the request to use murder. [0:09:50, 0:09:52]: [592.9, 595.5]: Motion's been made, it's been it's pr properly seconded, is that correct? [0:09:56, 0:09:57]: It's been seconded? Okay. [0:09:57, 0:10:00]: Okay. Then all in favor of the motion, please indicate. [0:10:00, 0:10:01]: Opposed. [0:10:02, 0:10:08]: Okay, there you four one. It's takes it's off. There you go. Now, uh so everything else is good except for that particular uh item. [0:10:09, 0:10:20]: All right. So on that note we have approval for the minutes of the following meetings. Uh the um approval for the meeting, council meeting on the uh second of f uh excuse me, eleventh February. [0:10:20, 0:10:23]: Also for the work session on twenty sixth February. [0:10:24, 0:10:29]: And then our retreat summary on the twenty eighth of uh February and also the first of March. [0:10:30, 0:10:44]: Do you have any comments, corrections for that? If not, any motion to accept those particular minutes? Mayor. Yes, ma'am. I move that we approve the minutes for the following meetings on February eleventh, February 26th, February 28th, and March 1st. Okay, is there a second? So move. [0:10:44, 0:10:46]: Okay. All in favor? Please indicate. [0:10:47, 0:10:50]: All right, there we have it. All right. Do we have any public comments, Clerk? [0:10:51, 0:10:52]: Okay. [0:10:53, 0:11:13]: What I want to mention to you all is that uh before we uh started our meeting, we had a ceremonial soremontial review. And uh during that process, uh we read a proclamation for child abuse prevention awareness month. We didn't have anybody for that uh here to receive that, but we did read that particular uh proclamation. [0:11:13, 0:11:15]: Proclamation and aspect as well. [0:11:15, 0:11:35]: And then we had a proclamation presented uh to us from the Henry County Board of Elections. And the Board of Elections Chair, Mildred Smultz, was here to present that to us. And this is in reference to all the assistance that uh uh that we had during the course of the election in 2000, the actual voting and election per in 2018, November 2018. [0:11:35, 0:11:49]: And the fact that um we had record attendance in reference to uh uh county wide in reference to that election, roughly ninety thousand five hundred and ninety-four uh voters in the county voted during that election. It's a historic uh historic uh high voter turnout. [0:11:50, 0:12:07]: And then uh also this proclamation identifies that a group of volunteers that worked at the election uh well, excuse me, that looked at i each of the polls, they helped the absentee ballots and we had a record number of absentee ballots that actually were processed. I believe that number is four thousand nine hundred and ninety-five. [0:12:07, 0:12:21]: And of course the the school board, board of educational uh system, uh has students at Eagles Landing, uh high school, Stockbridge, Woodlawn, and uh OLA. They helped out the polls on election day and they had critical uh spots that they helped out with the polls. [0:12:21, 0:12:27]: So the proclamation was read earlier today for that. So I'm gonna acknowledge that fact that uh that was great in that aspect. [0:12:28, 0:12:45]: And then something that normally doesn't happen during a ceremonial review is that we I swore in our new fire marshal, Demetrius uh Wells. Wells. I'm sorry, Demetrius Wells. And um and I I wanna just ask Mr. Wells if you don't mind city manager whether or not he wanted to come and address the uh address the council at this time. [0:12:52, 0:13:12]: Welcome, sir. First I want to um say to you guys thank you for allowing me to serve as your fire marshal. I'll give I'll tell you a little bit about me. I am um originally born in small town Macon, Mississippi. I moved to Georgia in 1993 after trying to pursue [0:13:12, 0:13:14]: [794.4, 814.4]: And I ran across a little fire station in Riverdale, Georgia, and been there twenty-two years. This is my second job since I got out of college. All right. So I wanna thank you guys. I can assure you this, that um that I'm gonna in the best of my power, I'm gonna make sure that people that visit this city, live in this city, and work in this city. [0:13:34, 0:13:40]: Thank you, appreciate it, sir. Thank you, Dad. And welcome. Appreciate it. Thank you, Dad. Thank you, sir. [0:13:41, 0:14:01]: Good deal. Sir. What which what we make what's what's the deal? What's what's up? Might we talk to him? Or excuse me. Any yeah, any questions? That's that's a good point. Any questions? Yes, sir. I thank you and welcome aboard. I really appreciate uh this. This is a giant step in the right direction for the city. Thank you. Uh [0:14:01, 0:14:21]: We've had uh some issues with uh and I think the public should understand we had issues with uh permitting and that uh it was taking an extended amount of time for businesses to receive uh their certification from the fire department. And I think uh Ms. Moore, as well as I have had to [0:14:21, 0:14:41]: conversations with her because we I was going around the businesses and seeing that uh after we finish our inspection it was it's taking them 30 to 60 days in order to finish their inspection which was holding up our process. I look forward to you stepping into that role so that we can [0:14:41, 0:14:58]: uh make sure that we're being as business friendly as possible uh without compromising safety in any way because you're a highly qualified individual and uh could you talk a little bit about so the public understands your a lot your previous experience [0:14:59, 0:15:01]: Well if war is over your career. [0:15:02, 0:15:22]: So they understand the the the the the the magnitude or the or the depth of your experience assuming this. I can tell you this from from from my experience. I've had the pleasure to work with Miss Camilla Moore over in Riverdale and make you feel a little bit comfortable. We didn't go oh twenty four hours. If a business came in and applied for a business license, [0:15:22, 0:15:42]: and it got approved through zoning and uh and and all that good stuff was done, we made sure we got that business inspected within that twenty-four hours. And that business was meant picking up a business license once they once they got through zone. So we had a three day turnaround. We was done. Never went over 30 days. So hopefully that will make you feel better. All right, good deal. Appreciate that. [0:15:42, 0:15:45]: Any other questions for Mr. Wells? Anybody else on the council? [0:15:46, 0:15:50]: Okay. Thank you, sir. Appreciate it. Welcome aboard. Thank you. Okay. Good deal. [0:15:51, 0:16:06]: Okay, old business. Um council consideration to amend ordinance number OR nineteen-four seven eight regarding chapter four point zero five, fire prevention and protection protection of the code for the city of Stockbridge, Georgia, and amending resolution number R nineteen-1029. [0:16:07, 0:16:15]: Resolution R nineteen dash one zero three zero and resolution R nineteen dash one zero three one with the effective date of nine April. [0:16:16, 0:16:36]: She's tomorrow, 2019. Mr. Williams, please. Good evening. Um the net effect of this is really a housekeeping uh measure. Uh the count council had previously adopted um the afore uh referenced uh ordinance as well as the two resolutions. The ordinance provided for the adoption of of the uh [0:16:35, 0:16:50]: state level fire codes and fire protection ordinance. Um and then the two resolu resolutions uh called for the transfer of fire marshal services from the state and the county respectively to [0:16:50, 0:16:54]: The uh city and all those were effective April one. [0:16:55, 0:17:15]: As you know, uh you just sworn in your fire marshal today and so as a housekeeping and sort of out out of abundance of caution, we want to restate the effective date to tomorrow. So that that's okay all that this does. Thank you, sir. So in a sense you just made a motion for this to to be approved in this aspect. So all right so [0:17:14, 0:17:16]: Is there a second? [0:17:17, 0:17:19]: Is there a second? There you go. Any further discussion? [0:17:20, 0:17:24]: Mr. Yes sir. Uh I I just want to make sure with Mr Williams and [0:17:25, 0:17:29]: staff knows this and council knows this about me is that um [0:17:32, 0:17:52]: Let me ask this question this way. So the reason why there's no supporting document is because we have discussed this previously and it and it's the same information. Yes, sir. It's the same exact information. The only difference is the change in the effective date. Okay. Because, you know, I I'm I'm one that like to have supporting documents on whatever agenda item that we're going to discuss, but I understand [0:17:52, 0:18:10]: understand that process, but I just want to speak that into the record. Uh future, um I would appreciate any uh support and document, but I do understand that if we have discussed this earlier and I do understand that it's just a matter of moving the date to make it effective. Thank you. [0:18:12, 0:18:12]: Okay. [0:18:13, 0:18:16]: Any other questions for Mr. Williams? If not, all in favor of motion, please indicate. [0:18:17, 0:18:37]: I thank you very oh that I thank you very much unanimous. Okay, thank you, sir. And uh council consideration to transfer planning and zoning services from Henry County to the city of Stockbridge effective nine April two thousand nineteen. Mr Williams, please. Um this is a similar m uh measure that's uh previously been discussed and as you know the the council approved the hiring of uh [0:18:37, 0:18:57]: City planner. And so what this does is now that we've moved all the building inspection services and the other related development services, including fire marshal services, to the city, this is the last piece to bring the the actual planning. So what this does is it essentially authorizes the notification of Henry County that we are taking [0:18:58, 0:19:03]: Yeah, and planning and planning effective tomorrow. Okay, is there a second [0:19:03, 0:19:05]: I second. There you go. Any further discussion? [0:19:06, 0:19:08]: All favor, please indicate. [0:19:08, 0:19:28]: Thank you very much. Thank you. Thank you. New business. Council consider Council consideration to approve the request for use of the Test Strickland Community Center 1 May 2019 for a Greater Atlanta Home Builders Association luncheon. And I'll make this presentation for the council here. I've been asked to speak to the Greater Atlanta Home Builders Association 1 May at the Test Strickland Community Center. [0:19:29, 0:19:34]: at the quarterly chapter meeting. Normally this gathering has about six or so individuals from real estate and development industry. [0:19:35, 0:19:38]: who would like to learn more about the opportunities to develop and invest in the Stockbridge community. [0:19:39, 0:19:45]: I will be hosting a lunch where I would then be the keynote speaker and deliver remarks similar to the state of the city. [0:19:45, 0:19:58]: I look forward to the opportunity to present the state of the city to this association and provide them with information of the newly adopted comprehensive plan, our vision of downtown, sound financial standing of the city, key points on which it's important to those who choose to invest in our city. [0:19:58, 0:20:01]: I really appreciate your consideration to use the test stricken facility. [0:20:01, 0:20:05]: as a welcome opportunity to convey the Greater Lantern Home Builders Association [0:20:06, 0:20:08]: Wonderful opportunities had to present themselves at City of Stockbridge. [0:20:09, 0:20:23]: And of course, if you all approve that, uh besides the council being there, if you're more than welcome, the city manager, assistant city manager um um know will be accompanying me for this particular activity. So I'd like for you to uh ask for approval to have this on one May at Ted Strickland. [0:20:23, 0:20:43]: Ms. Mayor. Yes, ma'am. I can do we have fucking discussed this. Yeah well yeah well discussed. Go ahead. You got a comment? I do. Um I was familiar with this event um because it was emailed um and our economic development director was working on it and Miss Camilla Moore. Um so the email thing [0:20:43, 0:21:03]: Thread stated from Ms. Moore that um it didn't have to, because at first initially it was asked that I would host, um, but Ms. Moore b um came back and said there was no need that it can come through community development. So I guess if Ms. Moore can elaborate to see how right now it's coming before mayor and council. [0:21:03, 0:21:07]: [1267.3, 1276.5]: Um indicated that it didn't have to because it would come through community development. So I'm kind of confused. Right. At the present time, it was about us unveiling. [0:21:16, 0:21:36]: Building and permitting. And from my understanding, it has changed to be more of your address. So at the time that we talked about it, we were supposed to be unveiling building, permitting, and the whole agenda was supposed to be about exposing to builders how you do business and how you come through the building and permitting. [0:21:36, 0:21:38]: division of the city. [0:21:39, 0:21:59]: So that's why I said at that point in time, if it was going to be our unveiling, then it would be through our department. From our understanding, since that time, it has changed and they want to do something else. It's not about building and permitting, it's really about giving you an opportunity to speak and to give your state of the the [0:21:59, 0:22:10]: city address. But let me clarify as I mentioned the comments there. [0:22:10, 0:22:15]: Okay? So so in the process of what you initially want to do, it can still occur. [0:22:16, 0:22:26]: Okay. Yes sir. Go right ahead. So I just want to follow up on her quote. I wasn't. I just want to do a follow up. Um so I was just be with be would h think [0:22:26, 0:22:46]: that you would just be in an addition. So it could but I guess like you said, and I'm glad you clarifying. So if that changed and you okay, then I'm okay with it. Um I just know that the communication so right. If it was a department thing, it's just like um right now if the department puts on a event for education [0:22:46, 0:23:06]: Education, community development, then it will be the department that were doing that event. So therefore it would not have needed to come before mayor and council. But if it is something that's being sponsored by one of you, then it moves it from being a department event to being something else. So I mean, whatever it is y'all want us to do, we're available, but I was just sharing with you. [0:23:06, 0:23:26]: Initially it was gonna be like the permitting and building show. Right. Right. And now we can s we will step back and yield to, you know, it being a a welcome and state of the union and all of that. I've just changed it that the agenda has changed. Okay. Well, I think it's a chance. Which puts it back before. And I just want to say, Mayor, um, it was ask of me, but I'm okay because you're the mayor. [0:23:26, 0:23:38]: Mayor and I would definitely be there to support. So I'm okay with that. All right, fine. Absolutely. Mr. Alexander, you have something to say, sir? Yes, I just wanna understand'cause I think we kinda all have had these discussions uh with Mr. Touchdown. He set this up or [0:23:39, 0:23:41]: Uh initially had some conversation with me, yes. [0:23:41, 0:23:54]: Yeah, because that's where's uh part of gonna be a tour or something to go along with that too, or is that incorporated in the I believe that is the case. I would have to double check with uh uh these two the assistant manager or city manager, I'll make sure of that. [0:23:55, 0:23:56]: That was a part of the process. [0:23:56, 0:24:00]: Absolutely. I don't know if it's part of the process or not. Do you need to answer that? I d I don't know. [0:24:02, 0:24:22]: I'm in full support of that because uh I I don't know about a tour, but you know, we had uh brought to Mayor and Council that once we set up building and permitting the developers day, which is supposed to be scheduled, but it wasn't necessarily a part of this. It was gonna be a part of the unveiling of our uh permitted building division and [0:24:22, 0:24:42]: And having developers come in and then they would take a tour and then we would tour the city of all of the available properties that we have available. But that was a developer's day and tours that was at another point in time. I'm not sure if there was supposed to be a tour on this day. [0:24:42, 0:24:42]: Yeah. [0:24:42, 0:24:52]: I didn't know anybody in turf for this particular event. I would think that it'll be adjusted to another day another day when the community director and Mr. Tutson would probably establish something else. Okay? That's what I [0:24:53, 0:25:13]: I I'm okay with either way. I just want to make sure that we're going to follow through with a tour because that's what I'd ask you. I would say I would say yes on the tour. I would say it's not scheduled on that particular day. Okay. Okay, yes, ma'am. Thank you. Mayor, is this your event or is it the Greater Atlanta home builders? Greater Atlanta home event. Okay, but I'm planning to be the guest speaker at the event and talk [0:25:13, 0:25:21]: Talk to him further about what I stated in reference to economic development and our opportunities to invest within the city itself. If it was your event. [0:25:21, 0:25:25]: I'm okay with it, but it's not your event. [0:25:25, 0:25:28]: We're back to the policy of people [0:25:28, 0:25:29]: We would start [0:25:29, 0:25:39]: another um precedent where people would constantly ask us if those that's like someone saying, Okay, we want Mayor Ford to come and speak at our event and then [0:25:39, 0:25:53]: by the way, we want the building for free. And I I don't mean it in in a a negative light. It's just that we've set this policy up. There's a budget in place that has been in place um [0:25:53, 0:26:13]: And what we've seen is in the past three years, we have injected money from our fund balance over a hundred thousand three years ago, and now it's up to three hundred and twenty-five fifty thousand dollars. And what we did was we adopted a policy last month. Last month, the um just two weeks ago. [0:26:13, 0:26:16]: That basically stated that [0:26:16, 0:26:36]: You know, although we would love to help everyone and these organizations, and these are home builders, by the way, and developers, although we want to help everyone, if it's not a council or s a city initiative and we have a policy in place, then they have to go and pay a discipline. [0:26:36, 0:26:38]: Now, [0:26:39, 0:26:59]: I know Mr. Touchden is not here, but also I'm aware when we do RFQs and RFPs, we usually have informational meetings and th that's such right here in the chamber. And I don't see that being any different. I think that this is one particular organization and some of [0:26:59, 0:27:04]: the developers may be a part of that, some may not. But if it's your event. [0:27:05, 0:27:06]: then you know [0:27:07, 0:27:17]: I would go by based off of the policy, but this is their event and I I can't agree with that. Okay. One second please. Mr uh mister Mr attorney, Mike, you were gonna say something, sir. [0:27:18, 0:27:30]: If I can uh just take it suggest to the mayor that um I believe the mayor misspoke because what was intended was for us to essentially [0:27:30, 0:27:35]: м асюм ди операціонали с мітин анхост [0:27:35, 0:27:55]: Um and so that it would be the city's event um with the mayor making the request so that it would be consistent with the policy and and that's why the the stuff about the having a tour and the briefings and and and all that was was part of this. But I your point is well taken, but but the intention was that this would be a city [0:27:55, 0:27:56]: hosted function. [0:27:57, 0:27:59]: Okay. Okay. Go raise it. [0:28:00, 0:28:01]: Um [0:28:02, 0:28:03]: Mr. Williams. [0:28:03, 0:28:12]: The mayor just said himself is not his. So you're saying something that's contrary to what he's just stated. And let me just make this clear. [0:28:13, 0:28:32]: That when we talk about development and and opportunities in the city of Stockbridge, I would rather for that to come from our economic development director, our um uh uh uh community development director, our city manager. If we're talking about what opportunities builders have in the city of Stockbridge. And so when you come and say that [0:28:33, 0:28:35]: Вот хі щодався. [0:28:35, 0:28:42]: versus what we just got, uh, that becomes interesting because that's not in line with anything he just said. [0:28:42, 0:28:58]: May I please quit me. If I if I understood, uh Councilwoman Gantt, you would not be opposed to it being hosted at City Council Chambers. I want to make sure. Correct. I I don't have a problem with it being like an informational and open to [0:28:59, 0:29:10]: all developers and I'm saying it's I don't want it just gr geared only towards nothing against Greater Atlanta Home Builders Association on you know, the southern um region here, but [0:29:11, 0:29:25]: It would be open to anyone, any developers, investors, whomever that needs to discuss or learn our new up to date building codes, what our new permitting, um, or whatever that plan is. And it doesn't seem like [0:29:26, 0:29:27]: Um [0:29:27, 0:29:31]: That was the agenda um based off of [0:29:31, 0:29:36]: what I've heard thus far. If we were gonna do that, some type of program of that sort [0:29:36, 0:29:37]: You know, but [0:29:38, 0:29:43]: and and th then I'm okay with it. But we have a policy and it al as tough as it is. [0:29:44, 0:29:49]: We've got to stop somewhere the bleeding, and in addition to that. [0:29:49, 0:29:50]: Um you know [0:29:51, 0:29:56]: I know Councilwoman Robinson had just stated that they asked her. [0:29:56, 0:30:01]: to sponsor the event or you know as an initiative іні ініціали [0:30:01, 0:30:02]: And [0:30:03, 0:30:07]: And so once again we're back into people calling us to do something. [0:30:07, 0:30:15]: to have something to sponsor. And so we wanna be really careful about that. Because we're getting more and more every day. [0:30:15, 0:30:19]: Mayor. [0:30:20, 0:30:40]: Since my name is being stated, I want to clear it up that I made sure that I had our community development director a part of the email thread. That email thread stated that the community development department would be spearheading [0:30:40, 0:30:57]: Once that took place, that's where it was left. So this is new to me. So when that came from the Economic Development Director and the Community Development Director, and which is also our assistant manager, Camilla Moore. So again. [0:30:57, 0:30:59]: We're trying to bring [0:30:59, 0:31:19]: things here to our community that is going to make sure that it's showing stop bridge being top notch. So anytime we have the ability to show our city to these builders and if we're blank bringing in planning and zoning and we want them to clearly know what our standards are. [0:31:19, 0:31:35]: This is a wonderful opportunity. If the mayor is willing to speak, like I said, moving myself aside, if the mayor is going to speak, I think he should. Now, what I think my suggestion would be go back. [0:31:35, 0:31:55]: to the community development department and having the mayor as the sp as a speaker because he's speaking for our city. That's how I think it should be, so that way we can move forward. So that way how it is on the agenda, it should not be a problem. All right. So one second. Uh so I like [0:31:55, 0:32:07]: that I like re like recommendation. Fine, so be it. I mean community director has a meeting full of his builders and whatnot and uh I can be present and give a a speech. It's uh speak is as well. So that's fine with me. So be it. Yes sir, go right ahead. [0:32:08, 0:32:09]: I I think that uh [0:32:10, 0:32:30]: Sometimes you can get caught in the weeds on things like this. This is a great event. It really is. No matter how we do it, I want to do it appropriately. I want to do it correctly. But this event uh uh is what we need. We need these home builders from all over uh Metro Atlanta. [0:32:30, 0:32:31]: To descend on our city. [0:32:32, 0:32:52]: We need to showcase what we have available at the gateway 20 minutes to the city of Atlanta so they can come here and understand. We don't have a lot of housing starts here where McDonough is booming, Hampton is booming. We have to do something to generate those housing housing starts. [0:32:52, 0:33:04]: starts and these builders come into town, they pull the trigger on housing starts, property acquisition, and all of the above. If we want our downtown to be to redevelop, [0:33:04, 0:33:24]: Bringing them to downtown, there's nothing better that we could possi possibly do than to make that happen. So I'm willing to support it either way that we do it, because it is the right thing to do. And I don't see a problem with you taking it as your initiative. You can do initiatives as well. It could be done that way if that's the way it's going to be. [0:33:24, 0:33:43]: way that you want to do it. I think your desire is to make this happen. Well which in in which capacity it happens. Is that correct? Yeah it is my desire. But but if it will council, I mean let the community director can manage this and I'll just be present, I'll give a spiel speak. I mean I'll I'll be there regardless. I'm gonna be there regardless. So uh yes sir. [0:33:44, 0:33:45]: Thank you, Cameron. [0:33:47, 0:33:54]: Granted, the merit of this initiative is great. It's no doubt about that. [0:33:54, 0:33:57]: I I think what we're missing here is [0:33:59, 0:34:04]: It is the council's responsibility and obligation to set policies [0:34:05, 0:34:09]: to make the city run smooth smoothly. [0:34:11, 0:34:14]: The reason why we created a facility use [0:34:15, 0:34:26]: is to get away from letting others use us to come and present their program or to do their program. [0:34:27, 0:34:31]: So I think the key here is not to debate the merit. [0:34:32, 0:34:33]: Of this initiative. [0:34:34, 0:34:36]: But how do we allow [0:34:37, 0:34:39]: These type of [0:34:40, 0:34:42]: Information, if you will. [0:34:42, 0:34:44]: Go forward. [0:34:44, 0:34:50]: that will move this city forward and will better this city. This is why we uh [0:34:51, 0:35:02]: going back and forth with the facility use. And until we really iron that out, I I think we're gonna have this problem. And I just say this to the citizen, [0:35:03, 0:35:07]: We have folks coming at us from all directions. [0:35:09, 0:35:18]: to get us to get these facilities so they can come and do that event. Some of them are worthy. [0:35:19, 0:35:21]: Some of them may not be but [0:35:22, 0:35:42]: But it's the policy that we need to clear out and iron out to separate legitimate uh initiatives and programs that are coming forward. The thing that struck me was someone mentioned, uh may it may have been the city attorney saying that uh it was scheduled to be a city event. [0:35:42, 0:35:42]: And [0:35:43, 0:35:44]: Which would have been great. [0:35:44, 0:35:48]: If that information had came to us as a body. [0:35:48, 0:35:53]: And we could have said yay or nay. But if this had come to us as a city initiative and [0:35:54, 0:36:00]: We would not be in this predicament right now. So my my issue is my point is [0:36:01, 0:36:02]: Communication [0:36:03, 0:36:07]: And putting a policy in place that will address [0:36:07, 0:36:11]: All of these kind of things. And this is what we're trying to do. [0:36:12, 0:36:24]: I would never get into debating the merit of the council on aging, uh what we're trying to do to bring uh building into our city to make our city better. [0:36:25, 0:36:38]: But we as a council has to flesh this out and put the policy in place that will address all of these things. And everyone up here at this diet know that we are bombarded with calls. Um [0:36:39, 0:36:44]: Get this facility for me so I can do this. Get this facility me for me so I can do that. [0:36:45, 0:36:45]: Citizen [0:36:46, 0:36:50]: This is where the conflict is for us. [0:36:50, 0:36:51]: To try to iron this out. [0:36:52, 0:36:55]: I still say counsel that we need to [0:36:56, 0:37:10]: get a better grip and a better understanding of this policy, this facility use policy. And I think that's the issue. Not the merit of one program versus another program. And we don't want to put another program versus another program. [0:37:10, 0:37:17]: If we do the policy correct, then those worthwhile initiative will go through that. [0:37:18, 0:37:24]: And we'll be able to to do that, to move this city forward. That's the bottom line for me, is to move this city forward. [0:37:25, 0:37:34]: But we have the responsibility to set these policies and to make this city run smooth. So if we need to go back to the drawing board, so be it. But [0:37:35, 0:37:38]: We need to do this so we would not look like this. [0:37:40, 0:37:45]: So we will not look like this going back and forth about [0:37:46, 0:37:52]: This initiative or this program versus that program. It's not about that. [0:37:53, 0:37:53]: So [0:37:54, 0:38:04]: That's just my concern and if we have to go back to the drawing board to make sure that the facility use policy is in place and it's correct, then that's what we do. [0:38:05, 0:38:07]: And and that's my recommendation. Um [0:38:09, 0:38:16]: I think the merit of this program is great. But again, if you're talking about realtors and land developers. [0:38:17, 0:38:20]: To rent the Ted is a drop in the bucket for them. [0:38:20, 0:38:33]: So that's where I'm a little confused. If it's a city initiative, we all should have been um exposed to this and say yeah or nay with this and we could have just gone forward with this. But it didn't come to us. It didn't come to me. [0:38:34, 0:38:35]: Okay. [0:38:36, 0:38:37]: Yes, go right, please. [0:38:37, 0:38:57]: Mr. Knighton, uh but you had asked me a question and I just wanted to clarify. If in fact you guys are doing an informational here in the chambers for everyone, not just for one particular organization, I'm fine with that. That's not the intent of what I'm saying. I'm saying that it should be something that again the community [0:38:57, 0:39:17]: Community development director would handle in regards to discussing the permitting. We now have our own fire marshal and the new process that we have and help walk through that as a community for everyone. So I'm not objecting to that. And the mayor would be there and he could speak. [0:39:17, 0:39:32]: speak as well there, but it would I mean they said about sixty people approximately and it's a informational. I don't see a reason why it wouldn't be like an informational just as it is for RFQ or RFP. So that's where I stand. [0:39:34, 0:39:50]: All right. If well if that type of um session, if you will, uh were arranged and developers were invited, all developers or whomever were invited, including the Greater Atlanta Home Builders Association. [0:39:51, 0:39:55]: um as an informational setting to discuss her permitting and and [0:39:55, 0:40:00]: plan review and things of that nature, would that be acceptable if if I understand your statement correctly? [0:40:02, 0:40:03]: Yeah. [0:40:04, 0:40:24]: If it's it's for the for everyone, not a particular group or of people, if it's here and I say have it in chambers, have an informational here. Um just like you do any other thing. But um as far as this motion is concerned, I'm not you know, it's [0:40:24, 0:40:32]: I d I mean and we don't know the agenda of we I mean it's just a lot. So let me let me mention this. So otherwise if this metro [0:40:32, 0:40:45]: homeowners association wanted to uh coincide with the community director and and and and if it's just specifically for them, if it's this specific for them, then they will have to pay a certain charge for the rental of the facility. Is that correct? [0:40:46, 0:40:51]: That's what I'm hearing from the discussion. Okay. All right. So [0:40:52, 0:41:06]: No, I believe what she was saying is that to open up to everybody and uh coming here to City Hall. I'm uh what I'm going what I'm going as that if this was specifically for them [0:41:06, 0:41:10]: This home association they need to build association it's gonna be a tad. [0:41:10, 0:41:27]: Th I think the process would be that they would have to purchase that or rent that for that time frame and the community director or myself or whatever the council could be present for that is what I was getting at, based on her comments. Yes sir. Can I speak? Yes, yes you well, yes you can. Yeah, I'm sorry, what back up for a second yes ma'am, come. [0:41:27, 0:41:28]: Well now the thing is that [0:41:30, 0:41:45]: certain things we're talking about facilities just the economic development policy that if it be HR, if it be community development, if we were sponsoring for the public, which meant that um [0:41:49, 0:42:00]: That for commercial, retail, residential, here's an unveil for how stock bridge is going to be permanent building. And we have [0:42:03, 0:42:03]: Okay. [0:42:06, 0:42:06]: Okay. [0:42:11, 0:42:14]: of this community there is no charm. [0:42:14, 0:42:18]: Okay. Yeah, yeah. And we can I can I can go along with that. [0:42:19, 0:42:39]: Okay, thank you. Yes, sir. Yes, I I I I uh that would be uh one a a way to go. To me this is a economic development um initiative uh itself in that um area or that genre where it needs to go. Okay. But in terms of [0:42:39, 0:42:54]: of uh of of your involvement and to me if you took it as as as as your initiative as we said before, it would be something that you uh could choose to do. Because uh with all due respect to Councilwoman Gantt, [0:42:54, 0:43:12]: These home builders and these developers don't want to come and sit in these seats. They're accustomed to coming to an event where there's food served or there's some type of gathering or event where they're here. For some reason we haven't been able to get them to come. [0:43:12, 0:43:32]: And when they come, you want to roll out the red carpet for them. Uh, and I agree that it should be everyone and not just this one organization, but to simply invite them to City Hall and say, sit in these empty seats and talk to us, that's not gonna get it done. What they want is they want you to to come and uh s [0:43:32, 0:43:52]: So speak, not don't take this verbate, but wine and dine them a little bit and and welcome them to the community so they can come and eat and have a break and understand a little bit and have a little um little chatter with you doing during the meal, not just uh you presenting to them. So that would be my point. [0:43:52, 0:44:09]: No matter what we do, we do need to have it at the TED or maybe even Merrill Manders to just make sure that we uh roll out the red carpet for these individuals so that they come here and they understand our commitment because this is a cell celebration. [0:44:09, 0:44:12]: Of the planning and zoning being unveiled. [0:44:12, 0:44:31]: And the way that we're gonna wrap it with a bowl and it's gonna be the best program possible here in Stockbridge. Right. So on that n on that note, so otherwise, I guess the initial concept was that the community director, your department would uh uh run with this particular uh plan this pr particular event and then myself along with the council would be [0:44:31, 0:44:38]: would come with that and open it up to the public and we can have it to Ted, I w I'm assuming, with no problem on May first,'cause time's a ticking. [0:44:38, 0:44:39]: In this aspect. [0:44:40, 0:44:46]: So Mayor. Yes, Mayor. If I may. I think that what I'm saying and just so you guys clarify I I [0:44:46, 0:45:06]: I heard what Councilman Alexander said and it's very similar. I think we're pretty much close there. I think that it needs to be a city event if it's gonna be an event and it's gonna be open to everyone. And that's gonna take some planning and some time. Um I'm saying that the Georgia's Atlanta Home Builders Association to make [0:45:06, 0:45:26]: Date is probably not something that's gonna happen if it's for specifically a Georgia's Atlanta Homeowners Home Builders Association. The reason why that's a association that pays membership dues, just like the Quality of Growth and the Henry County Chamber and everyone else. It is a membership. [0:45:26, 0:45:28]: Membership do driven. [0:45:29, 0:45:49]: organization. And so what I'm saying is when we have an event, just like we have um our Christmas gala or our um any any kind of like I mentioned when we do our bids it's not necessarily an event it's informational. Um or if there were some type of class [0:45:49, 0:46:02]: classes or something that is geared towards everyone, then so be it. But this particular event is the request of Georgia Atlanta Home Builders Association on that particular day. [0:46:02, 0:46:02]: All right. [0:46:02, 0:46:14]: Uh Mr Williams, once again, based on a new policy, if if I want to make it my initiative, per chance. I mean, I have that opportunity but by the policy since I have not done that attend stricken thus far this year, is that correct? [0:46:15, 0:46:16]: That's correct in the caveat. [0:46:19, 0:46:20]: Okay. [0:46:23, 0:46:31]: Okay. That you know, if if they come then fine, but but it's it it's not necessarily a partnership. [0:46:32, 0:46:32]: Mayor. [0:46:33, 0:46:35]: Okay. Yes sir. Go right ahead. [0:46:36, 0:46:56]: I would like for us to go ahead and move with the vote because when we talk about policies, the policies are in place. All we have to do is read the policies. I mean, we're spending thirty minutes of the of time here talking about something and all we have to do is read the policies. Why don't we go ahead and make the vote what adjustments we need to make to make it happen or don't happen? Then they those adjustments to be made. [0:46:56, 0:46:57]: [2818.0, 2820.9]: Talking about something and all everybody needs to do is read the policy. [0:47:04, 0:47:17]: I so I I did I made not that motion was not I didn't make a motion. I didn't make mo I there's no motion on the floor because I don't think I can make a motion as a mayor in this aspect. So a motion has to be made. Presentation's been uh brought to you. And uh so [0:47:19, 0:47:24]: I'd like to see accept a move. Yes, sir. [0:47:25, 0:47:45]: We withdraw this initiative. The way um Mrs. Moore presented that, that should have been the way it should have uh come to us uh from that department. And I think if it had come to us that way, we would not be where we are now. And I think [0:47:45, 0:47:58]: um from any department if they approach this city council um off script offline before we get to this point so we have a better understanding of how this is going to impact the city. [0:47:59, 0:48:13]: Everything should have an impact on the city. And I think if if if if that department had come to us, and there's no reflection here because I understand where the mirror is with this, but if it had come that way. [0:48:14, 0:48:22]: We would not be here and as we all stated, there is a facility policy in you. And so for you, Mayor, to [0:48:22, 0:48:23]: Come with it. [0:48:23, 0:48:28]: and have them attached to you, si that's the conflict there. [0:48:29, 0:48:32]: But if it's coming from a department, then it's city. [0:48:33, 0:48:38]: And we can all jump on board and say this is good for the city. It's impactful for the city. [0:48:39, 0:48:44]: That's why the policy is in play. So I would move that we push back [0:48:44, 0:49:04]: And withdraw this and let Mrs. Moore come back and include others developers in this realm and open this up. Invite all of them here and let this be impactful for the city of Stockbridge. Because it's not the merit of the initiative, it's the way that we're going about. [0:49:04, 0:49:05]: Trying to do it. [0:49:06, 0:49:08]: That's my that's my that's my motion. [0:49:08, 0:49:08]: Right. [0:49:08, 0:49:13]: Motion is made. Is there a second? Second. Okay, any further discussion? [0:49:14, 0:49:15]: Uh yes, sir. [0:49:15, 0:49:17]: Go right ahead, you know, to me. [0:49:18, 0:49:20]: Uh you [0:49:20, 0:49:23]: And any council member up here is trying to lead. [0:49:24, 0:49:26]: You brought this initiative to us. [0:49:26, 0:49:46]: It has always been my belief, and you can go back and check my voting record. Anytime anybody up here asks for a silly facility, I trust them enough to give it to'em. And that's what I always do. Whether I agree with the event, it's not my initiative, I didn't bring it to the city. [0:49:46, 0:49:55]: all for the greater good. So in this instance, as the mayor of the city, I think you should be able to lead on this issue and be able to [0:49:56, 0:50:16]: Have whatever event that you choose to have, because no matter how it came to us, we should trust you enough to lead us and say this is what we're going to do. Just like if anybody up here made that suggestion and brought it to us, I would vote for it every time because that's [0:50:16, 0:50:36]: That's what we were elected to do in order to lead. We're beating this issue to death when it is, you brought it to us. I trust you enough to vote to it, and I would vote for it today, uh, under the city auspices or even under your auspices if you chose to uh bring it and say, you know what, I wanted to give a speech. It's a great thing. [0:50:36, 0:50:43]: That you want to invite the Home Builders Association here because even though they're a dues-paying organization. [0:50:43, 0:51:02]: They are a multitude of different companies. They're not one company. It's not like one company is coming here and we're throwing them all of the business. It's builders, all tons of builders that will be able to come and partake in this particular thing. I think sometimes we get so caught up in [0:51:03, 0:51:23]: The policy, why and sometimes you have to ask yourself why is the policy does not give the mayor of the city enough flexibility to have an event that he so chooses to have. It is when when the policy is that restrictive, you have to ask, is it an appropriate policy? And you might need to go back and re-examine it. [0:51:23, 0:51:38]: Because if anybody up here, one of these people brought something to me and they said, I want to have it at the city, my hands are gonna go up and I'm gonna vote it for'em because that is what you should do and you allow sh you allow your leaders to do. All right. Appreciate it. Any other comments for discussion? [0:51:39, 0:51:41]: Mr. Mayor, my last comment if I may. [0:51:43, 0:51:47]: The mayor is a part of the council, no more, no less than [0:51:48, 0:51:50]: Why create a policy? [0:51:52, 0:51:55]: If you're going to conflict that policy. [0:51:56, 0:52:07]: The policy is out front, it's out first. So I'm not going to go against a policy that we've already created for no individual here on this council. [0:52:08, 0:52:15]: Again, it's not about the merit of that. We have created created a policy to govern. [0:52:16, 0:52:18]: How we move forward. [0:52:18, 0:52:36]: But that last comment is saying, okay, because it's the mayor, let's go against the policy that we just created. I'm gonna feel a certain kind of way. I'm a council member. So I can come with a come with an initiative and I'm gonna say, hey, go against the policy because I'm a council person. No. [0:52:36, 0:52:38]: The policy is in place for a reason. [0:52:39, 0:52:59]: Let's adhere to the policy. Again, we can accomplish the very same thing that we want that's gonna impact this city and to move this city forward, just bring it in a different direction. And my motion still stands. All right, so we got a motion, we got a second, another comment. Go right ahead. My last and out of due respect to the mayor. [0:52:59, 0:53:19]: in the position. Um the mayor um is voted as the mayor and everyone knows that when they go to vote. There's policy that is in place here at the city that the council has done. The council um we do not sign checks, the mayor does. So the mayor is not in line with the council all the way. So I [0:53:19, 0:53:33]: I just wanna make sure that is clear because the citizens vote for a mayor and he is the face of the city. So there should be certain things that our mayor should be out front. So I disagree with that and we need to [0:53:33, 0:53:53]: As leaders, learn to respect and and and honor positions because even with me, yes, I'm an elected council member, but I do know that the mayor is also elected. And if you look, a lot of people more so see in the front of a city is the mayor. So the reason why we're [0:53:53, 0:54:13]: We're here is because the policies are put in place by this council. So again, I support the mayor. We just said that we can make the change, the adjustment for Mrs. Moore to lead it as the community development director. We still have time because it was already in the [0:54:13, 0:54:21]: The planning phase, but we're going back and forth, back and forth, because at the same time we need to understand. [0:54:21, 0:54:41]: There is a position there, and it's a position there for a reason. The council does not have an office here at City Hall, but the mayor does. So when we try to compare and say he's no more, no less, I disagree with that. So we need to honor and respect the position because I will remove myself. [0:54:41, 0:54:46]: myself as a council member and when I elect, I elect a mayor. [0:54:47, 0:54:52]: Okay. So thank you. All right. On that note, we'll stop all the comments and we'll take the vote and then we'll move on. [0:54:52, 0:54:54]: So all in favor of motion, please indicate. [0:54:57, 0:55:00]: All opposed. Three two motion passes. All right. [0:55:00, 0:55:03]: Now, cows number eight's been taken off. [0:55:03, 0:55:23]: Council consideration to approve the request to use the Test Strickland Community Center on uh April nineteenth, twenty nineteen, from six PM to nine PM for the Youth Council Art Show. Presented by Councilwoman Robinson, please. Thank you, Mayor. Um this was on the calendar for a while and I'm actually presenting this as I've have done in the past because I'm the youth council the liaison. [0:55:23, 0:55:43]: However, I did want to publicly let that be known um that at the end of this term, I will have advised Mayor and Council that I will be stepping down um and going out as a council initiative doing a different program um that will remove politics from our young people. So with this being stated. [0:55:43, 0:56:03]: Um the youth have decided that they want to do an end-of-the-year event, which is their art show. Um they've actually had meetings, they've discussed on their own on how they're gonna do different things with this art show. So they're looking to um use the facilities on April the 19th from 6 to 9 p.m. [0:56:03, 0:56:10]: um for their art show. They have put out flyers um to um their s their um [0:56:11, 0:56:31]: Peers, um in reference to this art show, um, because it was approved by the advisory board as well. So all of this has been approved on items nine and ten when I um present this has been approved um by the um advisory board of the youth council. So again, Mayor, I would like to make a motion for [0:56:31, 0:56:42]: For the youth to be approved to use the Ted Strickland on April the nineteenth from six to nine PM for their art show. Okay, so the discussion. [0:56:43, 0:57:03]: Yes, could we go ahead and um do you want to go ahead and add the other one also we can go ahead and can we do that in just one motion? No no no no we'll take we'll take them separately. We'll take them separately, no problem. We'll take it separately. Any further discussion? Mayor. Yes ma'am. For clarification, uh Councilwoman Robinson, you stated um at the end of this term, I just want you to specify [0:57:03, 0:57:17]: uh the term because is in May. Not your election term, but Yes, yes. There this the term for these students for twenty eighteen, twenty nineteen, their term ends in May and that's when I would end my term with them in May. [0:57:18, 0:57:24]: Any further discussion? Okay, if not, all in favor of the motion please indicate one one discussion. [0:57:24, 0:57:44]: Go right ahead. Um in regards to the process of this on April nineteenth, that's fine. However, I understand the advisory board voted in favor of it just for clarification purposes. The council still has to vote whether or not to utilize facilities. Um and that's what we're doing here today. So [0:57:44, 0:57:52]: Yes, the advisory board it could have went through and they could have had they could have talked about it, but the council still has to [0:57:53, 0:57:54]: Vote for it. [0:57:54, 0:58:01]: And today on Facebook it's already being advertised. So it's being advertised prematurely. [0:58:01, 0:58:21]: Um because we haven't voted for the use of it yet. Even though I plan on voting for it. I'm just saying it was advertised prematurely and just to give them a heads up on that. Mayor. If I can um in the past we've never had this discussion because generally when it comes to our youth, if facilities are available [0:58:21, 0:58:36]: Um we've never had the um question of how they've advertised, but I will um let the advisory board know um Councilwoman Gantt's um concerns for few for their future um notices. Right. Okay. [0:58:36, 0:58:40]: Okay, motions on the floor has been seconded. All in favor of motion, please indicate. [0:58:40, 0:58:41]: Okay, thank you very much. [0:58:42, 0:58:47]: Council consideration approved the request to use Murray Manners Conference Center, May fourth, twenty nineteen. [0:58:47, 0:59:07]: Twelve PM which is noon to four PM for the youth council workshop. Miss Robinson, please. Yes. Um again, this is the end of the year that the students will do every year. Um if there's any of well, I'm just saying every year that they've done the past two years that I have um been um the council liaison. Um moving forward, I don't know what they will do, but [0:59:07, 0:59:27]: generally is something that is on their calendar to do at the end of the year. This one would be the use to do a workshop that they're going to do at the Merle Manders Conference Center. Theeis would be on a Friday. I did check and and the availability is there. And the time if you look at it, it is available. And back [0:59:27, 0:59:47]: Basically what they will be doing, they will be utilizing the outside, the parking lot, and parts of the downstairs with the balcony is to do their workshop. So this is more so an outdoor event of the Merle. However, they will have one some of the rooms at the floor level. Um so they'll have their refreshments. [0:59:47, 1:00:07]: and different things. Um and so I would like to make a motion for the youth council to be able to complete their youth council workshop on May the 4th from 12 p.m. to 4 p.m. Is there a second? Second. Any further discussion? May 4? Yes ma'am. Just for clarification, you said Friday. If been May 4th is actually a Saturday. [1:00:07, 1:00:10]: But I mean Saturday, I'm sorry. It is available. Yes. [1:00:11, 1:00:13]: All favor of motion, please indicate. [1:00:14, 1:00:34]: Okay, Shanas. Thank you very much. Thank you. And I and Mayor, if I can add, please support these young people. Um, because they've done a lot. Um, it takes a lot. Um, with they have extra curricular activities that they have at school. So they're putting their young minds together, creating all of this. So I would ask my colleagues and also everyone to please support them. [1:00:34, 1:00:52]: Thank you. Thank you. Council consideration to approve printing and marketing services for the city to be awarded to Curtis 1000, subsidiary of Taylor Strategic Relationships, T S R. E. Contract 111815. See if stopper is contract number two zero one nine zero zero eight P [1:00:52, 1:01:12]: Not to exceed fifty thousand dollars, presented by Miss Lindell Miller, please. Good afternoon, Mayor. Council. Afternoon. City staff is requesting approval to utilize a cooperative contract, which was um competitively bid through SourceWill uh for an annual amount not to exceed fifty thousand dollars for our printing and marketing service. [1:01:12, 1:01:16]: services more specifically for our new branding launching. [1:01:16, 1:01:35]: Okay, thank you. Any questions, Council for Miss Miller? Yes, uh just if I could. Tell us about the uh the the the uh the award recipient or the person who has been chosen a little bit more. Are they a local company or is there somebody that uh that might a uh be here local or is it just someone else? [1:01:36, 1:01:54]: Uh no. The contract was awarded by SourceWill, which is NJ which was formerly known as NJPA. It's a cooperative, meaning that it's utilized from most um purchasing agencies or government entities throughout the the country. That allows us to get more competitive bidding and competitive pricing. Um [1:01:54, 1:02:14]: In the back, attached, is a is a copy um of the actual award. The award was made to uh Taylor Strategic Relationship. Um also a subsidiary is Curtis, and they're not local. It's not a local company, but it's being utilized for most of most of our huge branding um projects. [1:02:14, 1:02:20]: projects. Okay. Any more questions for Ms. Miller? If not I need a motion, please. [1:02:21, 1:02:28]: Mayor, I move that we approve the um printing and marking services for the city to be awarded to Curtis One Thousand. [1:02:28, 1:02:29]: Okay, so. [1:02:30, 1:02:31]: Okay, the second down. Any further discussion? [1:02:32, 1:02:34]: If not, all in favor please indicate. [1:02:35, 1:02:37]: Okay, thank you very much. Thank you, Ms. Miller. [1:02:38, 1:02:45]: Council consideration to approve RFQ for qualified contractors to bid on the amphitheater project. Mr. Knighton, please. [1:02:45, 1:02:53]: Yes, if you would give me just one moment, sir, I wanted to bring something up here. [1:03:06, 1:03:09]: All right. Uh mayor and council. Um [1:03:10, 1:03:30]: We wanted to come before you this evening and um seek your approval to move forward uh with an RFQ for qualified bidders for the amphitheater project. As you can see here on the screen, this is a rendering, merely a rendering in concept of the amphitheater proposed amphitheater project. [1:03:30, 1:03:41]: Uh the actual bidders uh will be bidding on one hundred percent construction uh documents. Uh this will be a two-tiered process in which we will qualify bidders first. [1:03:41, 1:03:44]: And then we will go back out to get actual [1:03:44, 1:03:46]: Um um [1:03:46, 1:04:06]: bids uh on the uh amphitheater construct the construction component of the amphitheater project. Uh the overall rendering here uh depicts about um twelve to thirteen hundred fixed seating and then additional terrace seating uh for an overall capacity of uh just over three thousand about thirty two hundred [1:04:06, 1:04:13]: uh to three thousand um uh thirty f thirty two hundred, thirty five hundred, excuse me, uh full capacity. [1:04:13, 1:04:33]: As you can see, there are a number of box seats there. Off to the right, there is also a green room and terrace and a state-of-the-art stage. This will be, if uh built as we envision, a state-of-the-art amphitheater that will certainly be a catalyst for everything that we hope to see in the downtown. [1:04:33, 1:04:45]: area. So our request to you this evening is to allow us to move forward with seeking qualified bidders for this amphitheater project. [1:04:45, 1:04:50]: And again, we're moving in a two-tiered process given the magnitude and scope of this project. [1:04:50, 1:04:52]: The qualify bidders first. [1:04:52, 1:04:58]: And then go back out and then select an actual construction contractor. [1:04:58, 1:04:58]: Yeah. [1:04:59, 1:05:00]: Go right, please. Do you have a question? [1:05:00, 1:05:11]: Yes, sir. I want uh the city manager to when w when we as council and as a city endeavor to move forward with this amphitheater project. [1:05:11, 1:05:18]: Talk about the charge that we gave you and went what the goal and where the bar was set. [1:05:19, 1:05:31]: Well obviously through um several discussions that we had, um the the mayor and council uh want to have uh a um top-notch uh premier venue. [1:05:31, 1:05:36]: To provide for the citizens of the siti of Stockbridge and the режін. [1:05:36, 1:05:56]: We certainly expect that this amphitheater project will draw people throughout the state of Georgia, certainly throughout the Atlanta region, given the type of shows, concerts, stage plays, other events that we would envision having at this facility. We obviously have uh TSW, Turner Spengler and Walsh as an architect, which is a top architectural firm. [1:05:56, 1:06:03]: in the metropolitan Atlanta area, and we went through a painstaking process to get to this point. [1:06:03, 1:06:07]: А ви так туалет у инстрі. Евриван. [1:06:07, 1:06:10]: Who's an expert in sound? [1:06:10, 1:06:11]: And lighting. [1:06:12, 1:06:13]: in stage [1:06:14, 1:06:34]: uh in concessions and parking. We obviously visited a number of sites throughout the Metro Atlanta region and took components that we thought were would be the essential components of those particular amphitheater projects and we compiled them into this project that you see here. [1:06:33, 1:06:37]: [3998.1, 4010.1]: have been successful in other places. We've in incorporated those into this proposed project. And we think that the end product will be something that uh everyone in the city can be very proud of. Follow up. [1:06:51, 1:07:11]: Okay, any further questions? Follow up. In terms of um this particular project, you said that it was a two tier process. Give us a timeline on those two tiers and when you think uh roughly the construction will begin and how it will kinda lay out [1:07:11, 1:07:31]: for the public so they can understand this is not something we're looking at far off into the future. This is something that we're looking at uh moving forward with so the people so the public uh clearly understands this. And I think in add to what your previous comments were, we wanted the best amphitheater in the state of June. [1:07:31, 1:07:51]: Georgia. We did not want to just have a amphitheater, and I think you alluded to that we wanted the best in class, but and that's exactly where we wanted to go. Can you talk about the timetable on the two-tier process and the construction? Sure. There have been a number of components to this. Uh some have moved a little bit slower than we would have liked. However, uh it was incumbent upon the staff. [1:07:50, 1:08:10]: To make sure we got this right. And we feel very comfortable with where we are. Also, the addition of additional property also helped in the design of the amphitheater, which was very key to what you see here. We will put this out to bid within a week. [1:08:10, 1:08:30]: time frame. It will be out thirty days. Then we will receive those back, get your approval on the qualified bidder list, and then we will go out for the actual uh construction bids, which would likely be another 30 days. And at that point, once selection is made, we expect to break ground at that point. So we're looking at the early summer. [1:08:31, 1:08:31]: Okay. [1:08:31, 1:08:33]: Yeah. [1:08:33, 1:08:52]: Mayor, I move that we approve the RFQ for qualified contractors to bid on the amphitheater project. Second. Okay. Any further discussion? I do. Go right ahead, please. Um just to uh loosen up a little bit. Um Miss Moore, did you get my Mr's added? So when it's hot out there, like Disney? Okay. [1:08:52, 1:09:00]: Any other comments? Okay. Got a motion that's been seconded. All in favor of the motion, please indicate. There you go. Outstanding. Appreciate that. [1:09:00, 1:09:02]: All right. We're gonna go into comments. Um [1:09:02, 1:09:05]: Madam Clerk, we've got a three minute limit, need for you to run the clock. [1:09:07, 1:09:09]: Uh city manager, sir. What kind of comments do you have? [1:09:10, 1:09:30]: I've just wanted to again thank uh everyone for uh the staff for the wonderful job they do uh every day. I cannot tell you um how hard many of our staff members work uh each day to provide an excellent uh level of service uh to the citizens of um the city of Stockbridge. And um I see that the SPLOSS meeting is mentioned. [1:09:30, 1:09:50]: On here, so I will defer those comments until I guess the mayor will mention those, but I would encourage everyone to attend the SPLOSS meeting on the 16th of April to receive input. We want to receive everyone's input about the upcoming proposed SPLOSS specific to the city of Stockbridge. That'll be very important for us. [1:09:50, 1:10:05]: us as we uh move forward when drawing up a spLOS list of projects um that would move forward to a vote in November of this year. Thank you. That's all sir. Appreciate it. Madam Clerk. Okay. [1:10:12, 1:10:20]: Councilman Thomas, please, your comments. Thank you, Mayor. Just like to take this opportunity to reflect [1:10:20, 1:10:40]: Um our first responders, I just want to say thank you to all of them for their courage, their dedication, and their commitment to keep us safe here in the city of Stockbridge. As many of you know, um we had a private vigil um last week. Today we had [1:10:40, 1:11:00]: the first responders luncheon. Uh it was received well. All of the re responders really thanked us for recognizing them, what they do. I just want to take this opportunity to thank the my councilmates for supporting that initiative. [1:11:00, 1:11:20]: That's one of the initiatives that I take a uh great pride in in coming forward with. And I just want to say uh thanks to all of the first respondents, all of the staff. I want to thank our executive to the mayor and council, uh Mrs. Jackson, for her hard work and making sure. [1:11:20, 1:11:21]: [4282.0, 4302.0]: And uh and everyone that had a hand in this, uh, our PO, P I O officer, um, and everyone that had a hand in this, and I just want to say thank you. Um it was worthwhile today to be able to recognize and to thank all of our first responders and and they really uh appreciate it. [1:11:42, 1:12:02]: They was pretty tired. Um, I was told that many of them were resting, they had time off, and it it was reflected in the number, but um the thoughts still went out and um again I just want to say thank you for uh for the city of Thagrid to put that out there. Um [1:12:01, 1:12:21]: for all of our first responders. Thank you. And we do have one here. Let's take take a moment to um give um our first respondent that's here. Uh he's always here and we see him and so Officer Scott, we just wanted to thank you uh for as as a first responders uh here and [1:12:21, 1:12:22]: All right. [1:12:35, 1:12:35]: Thank you, sir. [1:12:41, 1:12:43]: Mayor Pro Tam Bont, please. [1:12:43, 1:13:00]: Yes, I wanna to also concur a lot of the sentiments by uh Councilman Thomas. Uh the first respondent luncheon was awesome. Um talking to a lot of the officers and first responders prior to uh today uh during the course of their uh [1:13:01, 1:13:18]: um gathering themselves and finding balance again. Uh my hearts go out to you, my friend, uh Officer Scott and and the rest that have um that was involved and the whole departments. Um I knew uh Officer Webb, he was the one that dove through the um [1:13:19, 1:13:39]: He was one that was involved pretty deeply. And uh his his courage and his and his endurance to really just want to stay in the game was was really he's a you all are heroes in my book. Um one of the things that took place Saturday was that we had a um prayer visual, which the family was there very thankful. And I just wanna say that [1:13:39, 1:13:40]: That [1:13:41, 1:13:44]: When it comes to tragedies that we've just suffered. [1:13:46, 1:13:53]: Um, there's no right or wrong way to pray for people. There's no right or wrong way to um [1:13:53, 1:13:54]: Comfort. [1:13:54, 1:13:57]: I would say whatever you do is all the above. [1:13:58, 1:14:08]: Um and when I saw others come together and visiting the house and talking to family members and neighbors in the community, so many of the neighbors that I knew. [1:14:09, 1:14:13]: Um I also had uh the opportunity to [1:14:13, 1:14:16]: Talked to several officers and and [1:14:16, 1:14:30]: the appreciation that and love that that is being shown to them by so many people it it definitely it definitely goes in line with our uh tagline uh community connects. Uh one of the things that I did discuss is that we don't [1:14:30, 1:14:40]: My concern is not about this imaginary line that separates city and county. When it comes to tragedy in any form, shape or form, it's about communities coming together. [1:14:41, 1:14:51]: And so that's what I believe that happened Saturday. Um that the community came together and it was an awesome event. Uh on a brighter note, um [1:14:52, 1:14:58]: that on this uh twenty fourth of this month there'll be uh senior bingo bass because we have Cities Week. [1:14:58, 1:15:02]: And uh because of cities we we're gonna make it something special. So [1:15:02, 1:15:17]: If you're fifty-five and over, come to the bingo bash. If you're under that, you can come and cheer your special bingo player on. So So we uh but I just don't ever want us to forget, not o in our own personal life, whatever we do. [1:15:18, 1:15:19]: What is the purpose of you doing it? [1:15:21, 1:15:24]: Just think about the purpose of what we do. Thank you all for coming. [1:15:24, 1:15:25]: Yeah. [1:15:28, 1:15:30]: Councilwoman Gantt please. Thank you. [1:15:32, 1:15:50]: to mayor and council and to our staff, um to our first responders, Officer Scott, um I see you often and um to the surrounding cities and and and from the Federal Bureau of Investigation, Georgia GBI and [1:15:50, 1:15:53]: Clayton County, DeCab County, Butts County. [1:15:53, 1:15:59]: We truly showed what happens when there's a tragedy in this place. [1:15:59, 1:16:19]: In any place in America. And it is just um, it was a very um tense moment um that hit so close to home that I believe it has affected each and every one of us in our own personal way. And I just want to let the the first responders, the officers, and everyone. [1:16:19, 1:16:39]: Everyone that was involved know how greatly I appreciate them. I feel safe knowing that if a tragedy was to occur, that everyone pulled together and did what they needed to do. Um, I'd like to thank everyone who came out and participated in the prayer vigil. Um, it was [1:16:39, 1:16:59]: Phenomenal, very so real to have you know Miss Wright there, the mother and the father and the family, and to speak about any type of domestic violence and abuse. Those are things that we should be aware of. I usually don't give comment publicly. [1:16:59, 1:17:19]: comments but I also want you to I ask that you continue to keep those those um that those families in prayer. Um you know a a young man who's 16 years old that was a football player at Dutchtown High School lost his life and as a [1:17:19, 1:17:39]: Mom, I just, you know, that feeling in your heart, someone innocent throughout the end, you know, you have the couples have arguments, but you have someone who had so much going for him. It's mom. So let's continue to pray for that family and let's continue to pray for our city and our country. Um, stop bridges where community comes. [1:17:39, 1:17:59]: connects. And we truly showed that this weekend. I also want to invite you to the art. I'm having a art painting for Georgia City's week. I've had two before for one for seniors, one for youth, but it will be April 25th at 6 o'clock PM, 6.30 p.m. [1:17:59, 1:18:05]: Um over at the Ted Strickland Center. And that's a nice painting art canvas thing. Thank you. [1:18:11, 1:18:13]: Councilman Alexander, please. [1:18:14, 1:18:34]: Uh thank you, Mayor. Yeah, thank everybody for coming out tonight and I'd like to thank everybody that's tuning in on our new video system that we had installed specifically for the public to be able to partake and understand the function of their city and municipal government to [1:18:33, 1:18:50]: and the way that we govern the city. Uh I think we did um identify Officer Scott, but I think our new fire marshal is a first responder as well, and uh we don't wanna leave him out and give him a round of applause for coming to join us. [1:18:59, 1:19:19]: I um just want to say that I too I did enjoy the um visual this weekend. I especially enjoyed coming out and meeting the family at the house. Uh Miss Kathy White and and her husband, they're just tremendous people. And as we surround and we go through uh [1:19:19, 1:19:39]: Our particular community, we gotta understand the need is now. Uh they were over there moving out or packing up the house. If you're an able-bodied person, they could use your help uh in order to square that away. As we think about these times, they need food over at the house, they need several other things. [1:19:39, 1:19:43]: As a caring community, maybe we could come out and support them. [1:19:43, 1:20:03]: They have a GoFundMe account. I don't normally share GoFundMe accounts on my media presence, but I did this time because the need was so great in this family. And I proudly say today it was up to sixteen thousand dollars with the goal of twenty-five thousand dollars uh raised so far. Uh uh or the goal of twenty. [1:20:03, 1:20:23]: twenty five thousand. We raised sixteen. But think about it, keep giving, keep donating to this family because they need all of that in order to move forward with their lives. The last thing they should have to worry about is a financial concern, losing a daughter, a grandson, and an unborn child. That is something that we [1:20:23, 1:20:43]: uh owe them in my uh opinion and to continue to give. Uh I want everybody to Trail Alive is coming up for Cities Week. And we want to make sure that you come out to walk, run or ride with Rees Creek Trail uh during Cities Week. It's on the twenty seventh. Get out, stay active in Stockbridge. Uh it was [1:20:43, 1:21:03]: sobering I was over at Piedmont Henry and they said Henry County uh in the surrounding area we were number one uh for heart conditions and heart attacks uh we were number one in the area for heart disease it was it that was something that we gotta step up and we gotta do something about and let [1:21:03, 1:21:13]: Lastly, I will say that I'll challenge this council every single time the rest of the year to say this. We need three projects in the ground this year for SPLOS. [1:21:13, 1:21:14]: Thank you. [1:21:15, 1:21:16]: Could you reset it, please? [1:21:22, 1:21:24]: I mean five minutes, please. [1:21:25, 1:21:25]: Mm-hmm. [1:21:25, 1:21:45]: Ms. Robinson, please. Yes, thank you, Mayor. Um again, I echo what my colleagues have stated about our first responders. Um Officer Taylor Webb, he's done a lot with us here in Stockbridge. He's the tall fella that I always like to Yeah. He's um so with Webb, it's a mess. [1:21:45, 1:21:57]: matter of knowing that they are they've been in our community. They've been in our community. They love our community. When there's food trucks, they're here. They're relaxed and they're here. [1:21:58, 1:22:18]: in the community. Um so to um Taylor Webb and Keegan Keegan Merritt, just know that um they are definitely in our continuous prayers and hopefully Scott you can go back and tell them if there's anything we can do, please let us know here at the city. Also want to say thank you to Pastor Timothy T [1:22:18, 1:22:20]: J Pastor T J McBride. [1:22:20, 1:22:40]: with tabernacle praise because he did um open arms for the um family so they will be doing a viewing um on Thursday so if you all want to participate it's gonna be Thursday at Tabernacle Praise um from six to eight PM and also on Wednesday the NAAC [1:22:40, 1:23:00]: Youth Council in our city of Stockbridge Youth Council, who are going to be in a supportive role to the NAACP Youth Council. They've actually gonna do it as the youth at Mickey D. Cochrane Park on Wednesday at 7:30. So it's gonna be a lot of young people that are hurting. [1:23:00, 1:23:20]: So if you have a sincere heart, please go out and pray and uphold these young people. Cause they just came off a spring break, not realizing that their classmate is gone and he will not come back. Outstanding student on the football team. Um, so it's a lot of our young people are hurting. [1:23:20, 1:23:40]: in our community. So we just need to know that whatever differences, just put it aside and be there for the the youth um in our community. We have so much going on as you see with our amphitheater that is coming. We have the planning and zoning that is coming. This council has put [1:23:40, 1:24:00]: put things in motion. So we've got a lot more to do. Um, but we can't do it without you. Whatever concerns, thoughts that you may have, please bring them to us and share those with us. But again, for those that came out tonight, thank you so much for taking the time to be here to get information, to support. [1:24:00, 1:24:02]: O our city, thank you so much. [1:24:07, 1:24:21]: Thank you, madam corner. Go right ahead. Uh for the council's um understanding here of the facility use uh policy that we recently adopted, I want you to know that I have a diabetes workshop that I'm working with organization for with on for Saturday, November ninth. [1:24:21, 1:24:35]: And I'm also working with a different organization for an economic summit scheduled for June thirteenth at this pri time. And one's on a weekend and one's on on the weekday. And by the policy, I believe that is as authorized and that would max me out for the use of the moral manners and that concept. So just so you know that. [1:24:35, 1:24:42]: Okay, on that issue, uh besides it being uh uh first responders and the great work they did. [1:24:42, 1:24:46]: And the last couple days with a tragedy in our community, besides Officer Webb and Merritt. [1:24:46, 1:25:06]: You gotta recall that uh in the last year and a half we've had a couple of the officers that actually gave their lives up uh uh for the for the community. Uh Officer Smith and also Chase Maddox uh uh did as well. Uh so obviously uh we definitely appreciate the the officers in the fire department, uh the emergency management folks, uh [1:25:07, 1:25:27]: our fire marshal that we have now as well and the sheriff's department for all that they do uh in this aspect to keep us safe and keep us uh secure as best as possible in our community. Um I won't tell you that the prayer visual was fantastic the other day. The white family was very appreciative. Uh this obviously this this particular [1:25:27, 1:25:33]: incident got national attention. Um kind of surprised me that it did, but then again it just makes me think that whatever we do in Stockbridge [1:25:34, 1:25:35]: Good, bad or indifferent. [1:25:35, 1:25:38]: It will get attention, so we just have to be on our Ps and Q's and [1:25:38, 1:25:45]: Make sure we're doing the proper and right thing because uh folks are watching, not just in the media area, not just in the state, but across the nation. [1:25:45, 1:25:46]: I'll tell ya. [1:25:47, 1:25:53]: When you have the World News Night with David Muir on Friday night, with the lead story of this tragedy that happened and then [1:25:53, 1:25:55]: The following morning on Good Morning America. [1:25:55, 1:26:15]: It was not the least story, but it was about ten minutes into the broadcast, an old school national. So that's something for us to be aware of in reference to how we conduct ourselves here and what happens within our city itself. Um happy Easter, everybody. It's right around the corner. And uh I want you citizens to make sure that you keep the faith with us because we're going to move the city forward, which [1:26:15, 1:26:28]: your help and your guidance and your and with a listen here. So continue to uh pray for us all and because we are a community that community that actually connects. On that note, I will read some uh announcements here. [1:26:29, 1:26:38]: Okay. New council meeting is Wednesday, April tenth, uh at five thirty PM here in Levi Room. Downtown Development Authority meeting is Monday, April fifteenth. [1:26:38, 1:26:50]: is six p.m. Levi Room. Community Sploss meeting Thursday, April 16th, 630 Merle Manders Conference Center. Uh Council Advisory Committee meeting Wednesday, April 17th, 630 PM in Levi Room. [1:26:57, 1:27:01]: Uh April thirtieth, uh right here in City Hall Chamber. [1:27:01, 1:27:03]: Uh Tays of Henry. [1:27:03, 1:27:14]: at the Harper Event Center this Friday, April twelfth in McDonough, seven PM in the city of Starbrace Main Street, uh our Main Street uh and events team will participate in that and have a food truck present for that as well. [1:27:14, 1:27:34]: Now actually the council would be we won't be present because we'll be in Athens going to class, so we won't be there. Tasty Tuesday Food Truck Takeover, Tuesday, April 16th, from noon uh noon to two PM at Walmart and Hudson Bridge Road, just to give you an idea of what the Tasty Tuesday event's gonna be like this year. And I believe that first one starts on May 7th. [1:27:34, 1:27:43]: I believe it is at uh Clark Park. A job fair is Thursday, April 18th, 10 a.m. to 2 p.m. Merrill Manters Conference Center. [1:27:43, 1:27:49]: And of course uh on Friday, April nineteenth, which is good fr uh good Friday, the city hall is closed. [1:27:50, 1:28:10]: And then several you've already mentioned about City's Week activities. Uh on April 22nd, I will have uh mayor's meet and greet luncheon. It says Tess Strickland, but counselor that's gonna be right here in City Hall since we've been down this road. We're gonna make it a city hall, all right, and uh in the Levi Conference Room. On the April 23rd, Scouts Appreciation, Tess Strickland Conference. [1:28:10, 1:28:29]: Center. I believe that's with uh Councilman Thomas. Is that you, sir? Okay. And then Bingo Bass with uh Maripotem uh uh Blount here at Ted Strickland uh 10 a.m. to noon and uh the paint mixer uh at 6 30 Ted Strickland that evening uh with councilwoman um uh excuse me Kant. [1:28:29, 1:28:38]: And then Unity Community at Eagles Landing uh Middle School. And uh I believe it's a basketball event, is that right? We have to commit that's 2:30 p.m. [1:28:38, 1:28:39]: Yeah. [1:28:39, 1:28:40]: Yep. Excuse me now? [1:28:41, 1:28:58]: Fir and the first responders playing those young kids and uh Councilman Robinson is uh councilman Robinson is doing that. And then of course on the twenty seventh and trail live at Reese Creek Trail Memorial Park and uh Councilman uh Man Alexander has that one. And we got a bunch of ongoing initiatives that we're constantly uh going. So [1:28:58, 1:29:05]: I'm gonna leave that alone for this moment. On that note, um um Mr. Turney, I think we have a second session. Is that correct? [1:29:10, 1:29:16]: Okay, we have a personal matter to discuss. So council, I need a motion to go into second session and handle personnel matter, please. [1:29:20, 1:29:26]: I that no I need a motion. I don't know how we if we don't do this, I don't know how we're gonna solve the problem. [1:29:37, 1:29:39]: You can we can accomplish that that way. [1:29:41, 1:29:42]: All right, so I'm [1:29:43, 1:29:49]: Okay, well I I'm asking for a motion. If I don't get a motion, I don't get a motion. So be it. So I'm gonna ask for a motion. Is there a motion to go into second session? Talk about personnel matter. [1:29:52, 1:29:55]: Okay, I guess we have no motion yet. All right. So be it. [1:29:56, 1:30:00]: So on that note then I need a motion to adjourn. [1:30:00, 1:30:08]: Okay. I can't ask my question. Oh, I'm sorry. I'm sorry. I did not hear you. I just want to be clear when you're saying individually [1:30:10, 1:30:13]: [5413.6, 5423.3]: Okay. Okay. It's been seconded. All right. All in favor of of adjournment, please indicate. Okay. We're out of here. Unit is closed. [1:30:40, 1:30:45]: Okay. All right. It won't get it won't get far. [1:31:24, 1:31:26]: Not forget. [1:31:27, 1:31:29]: I think it's [1:31:45, 1:31:45]: Okay. [1:31:48, 1:31:50]: Well. [1:32:45, 1:32:47]: [5568.0, 5569.5]: And the ease of the [1:32:51, 1:32:56]: [5577.6, 5580.1]: You see the see the see the [1:33:00, 1:33:01]: Yeah. [1:33:06, 1:33:08]: That's [1:33:15, 1:33:22]: [5626.5, 5631.1]: Yeah, that's what we're looking at. [1:33:51, 1:33:52]: It's [1:34:40, 1:34:41]: Yeah. [1:34:54, 1:35:00]: I don't know. I think that's one I really [1:35:18, 1:35:19]: Like two things. [1:36:05, 1:36:08]: [5768.6, 5773.4]: [1:36:14, 1:36:18]: That's it. [1:36:50, 1:36:55]: [5843.9, 5850.1]: No, let me see. God knows. [1:37:54, 1:37:59]: She needs all the point. Mr. Black. [1:38:00, 1:38:05]: Yes, ma'am. [1:38:44, 1:38:45]: Okay. [1:38:55, 1:38:56]: Okay, yeah. [1:39:03, 1:39:10]: [5955.0, 5959.2]: Yeah, yes. [1:39:21, 1:39:21]: [5962.8, 5965.0]: [1:39:36, 1:39:37]: Yeah, yeah. [1:39:52, 1:40:00]: [6035.2, 6036.1]: [1:40:40, 1:40:43]: Yeah, do you think about this? [1:40:44, 1:40:45]: Yes, too. [1:40:47, 1:40:50]: Yeah. [1:40:57, 1:40:57]: See yeah. [1:41:00, 1:41:01]: Yeah, yeah. [1:41:04, 1:41:06]: [6110.0, 6130.0]: I think you I think they will be a new time. Okay. So [1:42:10, 1:42:28]: Well you don't just find out uh [1:42:29, 1:42:32]: [6153.5, 6156.4]: Well this one's something. [1:42:38, 1:42:40]: Yeah. [1:42:45, 1:42:48]: Yeah. [1:42:48, 1:42:55]: Wait, do I tell anything? Uh but that's that I can do something. [1:43:11, 1:43:13]: Yeah, that's how we do it. [1:43:15, 1:43:17]: I think it's anywhere. [1:43:25, 1:43:28]: Um chance. [1:43:31, 1:43:35]: [6225.0, 6225.9]: [1:43:50, 1:43:52]: Yeah, so you're just [1:43:53, 1:43:55]: Oh good yeah, so [1:44:01, 1:44:02]: This is fine. [1:44:04, 1:44:06]: [6255.2, 6256.7]: But we should say a lot more. [1:44:20, 1:44:21]: We're gonna use it now, so [1:44:22, 1:44:29]: And that's what it's doing. [1:44:30, 1:44:35]: I mean [1:44:51, 1:44:55]: And it's a short and
