So if you don't mind, just be silent for roughly a minute and I'll get started with the remeeting. [0:04:23, 0:04:28]: Thank you, ladies and gentlemen. May the good Lord continue to be with those families that are grieving the loss of their children. [0:04:30, 0:04:35]: On that note, I'd like to have to ask the council for a uh motion to adopt the agenda. Mayor. Yes, sir. [0:04:36, 0:04:38]: Like to amend the agenda to uh [0:04:39, 0:04:40]: Move item number four. [0:04:41, 0:04:46]: Council consideration approved an IGA intergovernment agreement between City of Stockbridge and the [0:04:46, 0:04:52]: Public facilities authority for amphitheater funding. So this is to remove? Yes. Okay, is there a second? [0:04:54, 0:04:55]: Is there a second for this motion? [0:04:58, 0:05:05]: Uh Mayor. Yes, ma'am. I'm sorry, what number is this? It's number four. Item number four. Oh, in the old business. You don't want it removed? [0:05:05, 0:05:07]: I don't do you have one? [0:05:07, 0:05:14]: I second. You second the motion. Okay, the motion has now been seconded. All right. Uh Mayor. Yes, ma'am. [0:05:14, 0:05:18]: I don't know what force is council consideration to approve IGA. [0:05:18, 0:05:22]: Green between the city and the public facilities authority for amphitheater funding. [0:05:24, 0:05:33]: I'm sorry, Mayor. Is that for the tonight's meeting, December the ninth? Yes, it's on the agenda for tonight's meeting. Okay. I'm sorry I don't have that sheet. [0:05:34, 0:05:37]: I'm sorry, yes, I do. I apologize. Okay. [0:05:39, 0:05:59]: I spent seconded. On that note, um Mr. Knight or the attorney, could you further explain this potential reasoning for the rest of the council, please? Yes, Mr. Mayor and Council. This particular item obviously we have um is related to um our bonding uh scenario for the uh ampathy. [0:05:59, 0:06:19]: Theater funding. I would uh again uh simply say that uh everything is in order. There are a couple of things, a couple of questions we want to just make sure are clarified for uh the sake of this body. Uh there's will be no delay in our construction or anything like that. In fact, we had a very large meeting today with the not only the construction team but the architect. [0:06:19, 0:06:28]: Team as well and uh talked about not only the amphitheater, but then uh also with the architect team, talked about the cultural arts center. [0:06:28, 0:06:43]: And the moves that we're making there. So um uh no um real concern here about our financing. We do want to bring this back to you very soon to go ahead and move this item forward uh with the necessary clarifications um uh being made. [0:06:44, 0:06:46]: Thank you. Any further comments from the council? [0:06:47, 0:06:48]: All in favor of motion, please indicate. [0:06:49, 0:06:50]: Thank you very much. Appreciate it. [0:06:52, 0:07:11]: On that note, adoption of minutes from the following meetings. It'll be October 29, 2019, and November 7, 2019. If there are no corrections of those minutes, I need a motion to accept them, please. So move. So move down here, second right here. Any further discussion? All in favor of the motion, please indicate? Thank you very much. [0:07:13, 0:07:23]: Ms. Clerk, uh we have any public comments? We do, Mayor. Okay, please read the first. First one would be Ms. Darlene Jackson. Ms. Darlene Jackson, please come forward and state your name and address, please. [0:07:31, 0:07:50]: Good evening, everyone. Good evening. I have a question pertaining to the amphitheater. Um I'm not sure if any thought was made on the traffic that it's gonna cause, uh driving through the residents. Um [0:07:51, 0:07:55]: I go to the uh festivals in Atlanta. [0:07:55, 0:07:55]: From [0:07:56, 0:07:58]: March until October. [0:07:58, 0:08:02]: And the main thing that was a problem was people parking illegally. [0:08:03, 0:08:13]: So when trash speeding through uh housing areas and I'm just worried about we already have gridlock at some point through the uh through the course of the day. [0:08:14, 0:08:18]: It's gonna get worse. I'm not sure what kind of venues they're gonna have. [0:08:18, 0:08:24]: Um if they're gonna accommodate, they're gonna have to hire extra police. And I'm just wondering [0:08:24, 0:08:38]: Was there any thought on how they're gonna take care of that? Okay. Well I'll tell you what I can answer that but I'll tell you what I'll probably what I do. I'll how about assistant city manager, Miss Moore, come up and could you answer this question for her and ease ease her thoughts, anybody else's thoughts on this issue? [0:08:42, 0:09:02]: Uh yes, Mayor and Council. As a matter of fact, when we designed this amphitheater, it was in consideration of neighborhoods. That's why we actually put an internal street so that the traffic that comes in Lee and East Atlanta, which all have been widened, with additional access points, meaning that there should be no through traffic through any of the subdivisions behind. In addition, we have installed [0:09:02, 0:09:15]: speed bumps right in the subdivision right next to it. So if you will come by tomorrow, I will show you the traffic pattern, the traffic study, how that the design of the amphitheater will ensure [0:09:15, 0:09:35]: That your community is not impacted by the 3100 people. But we designed that amphitheater to make sure that traffic was considered. We met with the state, Georgia DOT, to make sure the egress and everything coming into the site and out to the site will be timely with as little impact on the residential community as possible. [0:09:35, 0:09:45]: to sit down with you and go through the plans. Yeah, because that was one of my concerns is that did they even attend any festival to see how the setup is going to be. Me personally [0:09:45, 0:10:01]: I still think it would be a problem but I'll wait and see. Okay. Uh on that. Um because like I said, I go to all of'em. And my last uh question was about the parking on both sides of the street. I don't know if anything was passed on whether they was gonna stop allowing people. [0:10:02, 0:10:04]: А то парк он болт сайт. [0:10:04, 0:10:09]: And if it's gonna be enforced and what would happen if there's emergency situation. [0:10:09, 0:10:13]: And nobody the ambulance fire department can't come down the street who would be liable. [0:10:13, 0:10:25]: Well we're going to address that tonight, but again I would like for you to come tomorrow so that I can show you the traffic study, the traffic plan, uh, and the additional lanes. Both Lee Street and East Atlanta will be widened. [0:10:25, 0:10:44]: So there'll be more than just two lanes and all of the traffic will circulate through those streets through the internal street of the amphitheater. That's how the traffic would flow. But if you give me your name, we can meet tomorrow. Okay. I see. Thank you, ma'am. Thank you, Miss Moore. [0:10:47, 0:10:50]: Mr. Roger Custon. [0:10:55, 0:11:00]: Thank you. Mayor Ford, members of the council, my name is Roger Custon. [0:11:00, 0:11:07]: I'm a homeowner at 121 Duval Drive. Um, I also co-own a business uh called Barn Beautiful in downtown Stockbridge. [0:11:08, 0:11:23]: A year ago the uh this council voted unanimously to adopt the RSVP as part of the city's comprehensive plan. And for those who m may be unfamiliar, the uh RSVP stands for a strategic vision and uh plan. [0:11:23, 0:11:28]: Which is a master plan designed to set forth the direction of the city's downtown investment. [0:11:29, 0:11:34]: It was conducted by industry professionals during a year long process that included inputs from [0:11:34, 0:11:38]: Hundreds of citizens, many of whom may even be in this room. [0:11:38, 0:11:41]: To set forth a collective vision for our city. [0:11:42, 0:12:02]: The number one short-term priority in this plan calls for the adapted reuse of the former fire station on the corner of Love Street and MOK Heritage Trail. Calling it the station, its use as a community hub includes a welcome center, cafe, concession. [0:12:02, 0:12:05]: tourist information and a pop-up market. [0:12:06, 0:12:12]: This building is owned by and in complete control of the city. [0:12:13, 0:12:16]: Ан'єтніс критико стратегічний локацію. [0:12:16, 0:12:18]: In the heart of the historic district. [0:12:19, 0:12:20]: Ремайс емті. [0:12:21, 0:12:24]: Literally a storage facility for the city. [0:12:25, 0:12:27]: So why are we here over a year later? [0:12:28, 0:12:29]: In a word. [0:12:30, 0:12:30]: Ego. [0:12:32, 0:12:39]: Some decision makers feel that they know better than we, the community, and paid professionals envisioned. [0:12:40, 0:12:47]: I've heard conflicting ideas that instead there should be a brew house or a restaurant, a rooftop deck, multi-use development. [0:12:47, 0:12:50]: These are all great ideas. [0:12:50, 0:12:50]: Yeah. [0:12:51, 0:12:52]: None of them. [0:12:53, 0:12:56]: А превente форт. [0:12:57, 0:13:01]: Strangely there's this false belief that in order to have these other things we must first [0:13:02, 0:13:03]: Do nothing. [0:13:04, 0:13:05]: With this property. [0:13:06, 0:13:10]: And in the meantime, the city's downtown remains blighted and underutilized. [0:13:10, 0:13:12]: That affects me as a business owner. [0:13:14, 0:13:18]: I argue that these ideas brew house, restaurant developers and so forth, will become [0:13:18, 0:13:19]: More likely [0:13:20, 0:13:23]: If we if the city brings the station to life. [0:13:24, 0:13:31]: What better way to showcase the city to potential investors than to have a physical space where the community can connect? [0:13:34, 0:13:37]: I recognize that you as elected leaders [0:13:38, 0:13:41]: Get a lot of people fussing about you what they think is right for the city. [0:13:43, 0:13:46]: А also спен іч там від ічів'ю персоналі. [0:13:47, 0:13:53]: And I I know that you continually do what's right for this city. You've each personally supported my business. [0:13:54, 0:14:04]: And for all of that, I thank you. Okay. I would imagine that we want to give Mr Crescent additional time. Is that correct? Yes. Okay. Please continue, sir. Thank you, Councilman. [0:14:05, 0:14:11]: And for all of that I thank you. I'm grateful for your service. Therefore, I respectfully request [0:14:11, 0:14:15]: That this council clarify its position. [0:14:15, 0:14:19]: On its support of the station as outlined. [0:14:19, 0:14:20]: in this plan. [0:14:21, 0:14:22]: And it's urgent. [0:14:23, 0:14:24]: If we start now [0:14:25, 0:14:34]: There's a very good chance it could be open in time for the city's one year and one year anniversary in August. Thank you. Thank you, sir, Ferrand. We have to work on it. [0:14:42, 0:14:44]: Mr. Robert Colpak. [0:14:50, 0:14:55]: You know, sir. Robert Colpak, two seven two Cotton Indian Creek Road, McDonough, Georgia. Thank you. [0:14:55, 0:15:03]: Why don't I start off the meeting before I run out of time and say thank you, Neat, for all that you have done for this this city and I look for bigger and better things with you in the future. [0:15:04, 0:15:08]: Uh well it came tonight normally s only come about Cochrane Park. [0:15:08, 0:15:14]: I don't know if you guys can see this, but it's a picture of what the ball field would be like if the county gets their way. [0:15:15, 0:15:28]: And what I been at the last meeting I got kind of cut off at the council meeting or the commissioners meeting was I said it looked like a pickle. Well what I thought was kind of neat is that somebody could make a pickleball park in the shape of a pickle. [0:15:28, 0:15:31]: And what I'm asking you guys to do [0:15:31, 0:15:35]: It's just if we've come to some kind of resolution, it's not on the the plan for tonight. [0:15:36, 0:15:40]: And if we could have some kind of resolution so that the Cochrane Park can be [0:15:41, 0:15:45]: Repaired by the county, turned over to the city, and then let's play ball in the spring. [0:15:45, 0:15:48]: If we don't get it done tonight and we go into next year's sessions. [0:15:49, 0:15:53]: We can we're not done. We're not gonna be able to play spring ball and it might affect fall ball. [0:15:54, 0:15:55]: And there's a lot of kids affected by it. [0:15:56, 0:16:01]: You guys are all good people. Return my calls. I have not since the last meeting called any one of you. [0:16:01, 0:16:12]: I have not put anything on social media about it. I do not dog out my city. I when I dog somebody out, it's called I call like I see it. I put it out there, I blast you in meetings, I blast you on Facebook. [0:16:13, 0:16:15]: And I I don't do that for the city. [0:16:15, 0:16:21]: But we need to come up with some kind of stance just like the uh downtown. I just went to Barn Beautiful during j uh [0:16:22, 0:16:25]: Support Small Business Saturday, went in there, it was a very nice place, but [0:16:26, 0:16:29]: Данне стріт ітс, і нед сам аттенші. [0:16:30, 0:16:32]: We need to take some steps to re [0:16:32, 0:16:36]: vigorate the city because if we're waiting on people to invest [0:16:36, 0:16:42]: We should take care of it ourselves, and we spend eighteen miljon on a amphitheater that I think will benefit the city. [0:16:42, 0:16:44]: We also look at the stuff like [0:16:44, 0:16:49]: Welcome centers and and make it a little nicer. Go to the city of McDonough, you go to Griffin. [0:16:49, 0:16:54]: You go to Hampton, they're all nice and the city of Stockbridge doesn't have that same appeal. [0:16:56, 0:17:02]: Not y'all's fault, but with something we all can correct and we are trying to put the steps there, but it needs to start. [0:17:02, 0:17:04]: If we got an RSVP plan. [0:17:04, 0:17:05]: We need a follow up. [0:17:05, 0:17:06]: And [0:17:06, 0:17:08]: There's a little cost to it, sure, but [0:17:08, 0:17:09]: What's gonna go in there? [0:17:10, 0:17:14]: And obviously you guys know if we put it up and it can be running, something can be rented. [0:17:14, 0:17:17]: A year from now it doesn't work, what happens? Somebody else can rent it. [0:17:17, 0:17:18]: But sitting [0:17:19, 0:17:22]: Doing nothing doesn't benefit us other than be what? [0:17:22, 0:17:25]: A vacant building that's not getting any taxes into us. [0:17:25, 0:17:29]: And it doesn't give the investors the money that we want when [0:17:29, 0:17:32]: Hopefully it's built by August sixth. Um [0:17:32, 0:17:34]: twenty twenty. But if not [0:17:34, 0:17:37]: It needs to be kind of all together. So Cochrane Park. [0:17:38, 0:17:41]: That building little bit of the downtown and the amphitheater. [0:17:41, 0:17:51]: Be a nice thing if we were all going that direction. But thank you for your time and thank you all for your service. And I do appreciate you guys giving people extra time to speak. Thank you. [0:17:55, 0:17:56]: Mr. Michael Parrish. [0:18:05, 0:18:24]: Uh Michael Parris, uh one four four Ventura Trail, Stockbridge, Georgia, three oh two eight one. I have a couple of questions tonight and um maybe more questions than statements. I'm kinda wondering where we at with the uh assessment on Cochrane Park. I haven't heard anything since the last meeting, either as a coach and uh [0:18:24, 0:18:27]: Kinda leer about that. And [0:18:28, 0:18:45]: Um I'm also wondering why it's taking so long for the city to stop reels and move their feet on Cock and Park, whether it's a go or a no go. I just you know, I receive at least ten, fifteen calls per day about what we're gonna do for spring ball and I'm wondering what this you know to tell the parents now. You know [0:18:45, 0:19:05]: We could do an assessment on United States, you know, by now. We had a lot of time for the city to do an assessment. I'm kinda wondering what's going on. I would like some direct answers, you know. Since we've been coming, I feel like me and Coach Craig been shooting straight. And that's all we asked the city of Stockbridge to do is to shoot straight with us. And I feel like you guys have been doing something. [0:19:05, 0:19:21]: you know, in the um worse of cocking part, but I just feel like it could be so much more done. And also too, it kind of strike me that we've been going on seven months about youth baseball and we got youth killing every day. [0:19:21, 0:19:23]: And again [0:19:24, 0:19:26]: I have nothing to gain in Cockland Park, but [0:19:27, 0:19:47]: To you know help kids out leave a ministry. And also, you know, a legacy for what I done, you know, as far as giving back. Like we all should want to do. But anybody here disagree with Cocker Park shouldn't be open. You need to look at the news daily. I mean, you got kids, you know, 13, 14, 15, they can be involved with something, they can have a mentor like me. [0:19:47, 0:19:57]: Even they don't play baseball, I feel like I can touch somebody's life. And for us to go on seven months about a youth baseball program, it just seemed absurd to me. [0:19:59, 0:20:01]: I just feel like it's more to uh, you know, politics or [0:20:02, 0:20:22]: Again, who did this, who didn't do that. We gotta get past that. I think it's time to come to an answer. I know it's not on the agenda tonight, but can we put on the gender tonight and make a vote on this? Can we be real with the coaches and real with the citizens of Stockbridge? It's time out for games. I I had enough of it. I'm only one person, but I wish we could do the right thing. And I think everybody up front [0:20:21, 0:20:34]: sitting in front of me can and will do the right thing. But we need to move our feet. Um I understand it costs a little money to get the park open. You got Coach Craig, me and other coaches at the park that's willing to give time and money. What's the problem? [0:20:34, 0:20:36]: I think we need some direct answers. [0:20:36, 0:20:47]: Uh I'm tired of along with the kids and the parents and some of the coaches. We need to make a move. I can't make nobody do nothing, but I'm asking. Let's make a move. Let's give these kids a Christmas present. [0:20:47, 0:20:49]: Yeah, I'm I'm tired of it too. [0:20:50, 0:20:53]: But y'all ain't getting the calls I'm getting. I can sit here and breathe loud and [0:20:53, 0:21:00]: You know, d make you know justice, but it it's not necessary. We need to open the park up or just say we're not gonna do it. [0:21:00, 0:21:09]: And I wish everybody a happy Christmas. And uh Ms. Robson, thank you for your service. And everybody who's trying to help us, I appreciate it. But I wish we could make a move the right way. Thank you, sir. Thank you. [0:21:10, 0:21:22]: Appreciate it. We owe you an answer on that. Didn't know whether or not uh you want to spend on it uh right now. We w we have some further discussion, I know with the council. Um I don't know if we it's appropriate time to even try to address anything at this point, sir. [0:21:22, 0:21:32]: Not at this point, Mayor. Um I think that um as outline um there's some information okay. Some information that um we can share with you. [0:21:33, 0:21:53]: All right. So more discussion with the council things we have to do. Mayor. No, no, no. More discussion. We're gonna have to have more discussion with this particular issue. Thank you. More first requests. Okay, thank you. All right, on that note, uh earlier, folks, we had a ceremonial review, and I read a proclamation in reference to Henry County School's proclamation in reference to [0:21:53, 0:22:13]: The good things that are happening with Hemley County itself. Now, the uh the actual school board is meeting tonight, uh, so there wasn't anybody here to receive that proclamation. But the superintendent of schools will be here, scheduled to make a presentation to the council in reference to how the school is doing and what's going on in the future and the future plans for the school system itself at our next meeting, which is December 17th. [0:22:13, 0:22:33]: On that note, we have several different uh board and committee recognitions. Uh several people were rolling off on the uh commit us, the planning commission, the youth council, advisory board, and also the DDA to recognize those individuals that were here. And then the teen ambassadors end-of-year program. Uh that was also, we also have a recognition over. [0:22:33, 0:22:44]: Matter of fact, the teen ambassadors, could you please stand please? They're right over here. Could you please stand? All these in lovely individuals over here. [0:22:52, 0:22:55]: Thank you for all the good things that you all doing, teen ambassadors and [0:22:55, 0:23:15]: And thanks, uh, thank you to uh councilwoman Robinson for leading that charge on on that aspect as well. On that note, uh we're gonna go on to the next thing, which would be the I have presentations actually, and that actually the presentation would be a team ambassador's national league of cities review. I'm not sure who was giving that particular presentation. Come on forward. [0:23:15, 0:23:15]: Four please. [0:23:33, 0:23:37]: You may wanna identify yourselves as well for the public and who you are. [0:23:37, 0:23:43]: My name is China Brown. I am the Vice Chair of the Teen Ambassadors. My name is Chelsea Parker. [0:23:43, 0:23:44]: Oh, good good to meet you both. [0:23:45, 0:24:02]: All right. Good evening, Mayor, Council and City of Stockbridge. We recently had the opportunity to travel to San Antonio, Texas for the National League of Cities City Summit. We have a presentation for everyone of a summary of what we were able to experience. [0:24:03, 0:24:23]: One of the main highlights of our trip was the ability to meet other teens. We met plenty of other teens at our experience at the National League of Cities. Throughout the conference, there were other youth delegate sections sessions where we talked about issues within our city that we would like to change. We would go into colossal conference rooms and we would be assigned a table to sit at. [0:24:23, 0:24:38]: randomized so that we would have the opportunity to discuss and meet other new teenagers instead of staying within our own council. The coordinators of the youth delegate conference did their best to try to mix all of us up. The means that we would try okay. [0:24:38, 0:24:47]: The way that that way we were able to talk to new people. We exchanged social media with the teens at our table, and because of that, we were still able to talk to the amazing people we met. [0:24:48, 0:24:52]: We were also able to talk about change in our cities within these sessions that we had. [0:24:52, 0:25:02]: and we were able to write on huge whiteboards what we wanted to change about our city. For us as Stockbridge Teen Ambassadors, we wrote that we would like to see more beautification in our city. [0:25:02, 0:25:07]: And a lot of other teens wrote really good things about what they wanted to see change. [0:25:07, 0:25:24]: For example, a lot of teens want to change what's happening in animal shelters to protect animals to make sure they get adopted. And then another example is that they want to change the penalization that kids get when they don't pay enough for when they don't have enough money to pay for their lunches and they don't and they aren't allowed a warm lunch in our [0:25:24, 0:25:28]: Forced to have a cold lunch that they sometimes can't eat due to nutritional needs. [0:25:29, 0:25:44]: And there was also an abundance of concerns of teen use with e-cigarettes and how they want to change that and control that so teens won't harm their bodies and growing bodies for that. And it was amazing to see all the teens and how they want to change their communities. [0:25:45, 0:26:05]: Another wonderful experience we had was the ability to shadow Councilwoman Robinson. Throughout the conference, Councilwoman Robinson gave us the amazing opportunity to see what she does when she meets with other representatives from different cities around America. We got to see the bond that Miss Robinson has with other representatives and how they share ideas about bettering their city. She showed us [0:26:05, 0:26:12]: Showed us the responsibility and dedication that it takes to work with others to make our city, which can help our country, be better for everyone. [0:26:13, 0:26:22]: We also discussed issues that matter to us. One of the best things that we were able to experience was a breakout session, and in the breakout session, they had multiple [0:26:23, 0:26:25]: different issues that were prevalent to today's society. [0:26:25, 0:26:32]: There were breakout sessions based on topics such as teen dating violence, gun violence, climate change, and more. [0:26:32, 0:26:52]: We chose to go to a breakout session about teen dating violence. We learned about different types of dating violence amongst teens, how dating violence starts, how to deal with dating violence, and what to do if we know someone who is experiencing teen dating violence. Then, after our breakout session was over, all the youth deledics came together and we were able to make our own campaign. [0:26:52, 0:27:03]: We all split into groups and we build and we made a campaign to see if we should get rid of parking lots or lessen the amount of parking lots or keep parking lots and or increase the amount of parking lots that we have. [0:27:04, 0:27:08]: All the groups were able to present their campaign and it sparked a lot of intellectual debate. [0:27:08, 0:27:15]: It was enlightening to hear everyone's different ideas on the topic, and we definitely have more insight on the topic than we did before. [0:27:15, 0:27:24]: We would like to thank Ms. Nee, our parents, our family, and donors for giving us the opportunity to go on this amazing event, amazing and informative event. [0:27:24, 0:27:37]: We were able to meet so many different people and get to know the issues of a plethora of different cities around the United States. We learned so much and will forever to be grateful to have had this opportunity and we'll be able to and we will be able to remember it for a great amount of time. [0:27:45, 0:27:49]: I'm imagining Miss Robinson, do you have anything you need to add? I'm sorry. [0:27:50, 0:27:53]: I have one other thing that I would like to present. [0:27:54, 0:27:56]: Teen ambassadors, please rise. [0:28:00, 0:28:20]: Good evening, Mayor, Council, and City of Stockbridge. We would like to take this moment to recognize Councilwoman Robinson. Councilwoman Robinson, we would all like to thank you for everything that you have taught us. Over the past seven months, you have guided us with your knowledge and opened numerous doors for us. We greatly appreciate the dedication you put forth for the youth of this generation. You gave us opportunities to [0:28:20, 0:28:40]: To serve our community by allowing us to be a part of Bridgefest, David Scott's Health Fair, and the Christmas tree lighting ceremony. You gave us the privilege to see our city from a different perspective through our police department, fire station, water plant, and inside of City Hall. You've allowed us to network with a numerous amount of people at events such as Henry County Meetings, City Council meetings. [0:28:40, 0:28:57]: meetings and the National League of Cities. You have also instilled in us several skills such as being accountable for what we say and do. Thank you so much for the sacrifices you've made so we can have the opportunity to have a better future. Thank you for everything you have done for us, including the fun and laughter. We love and appreciate you. [0:29:12, 0:29:15]: All right, on that note, Ms. Robinson, do you have anything you need to say? [0:29:21, 0:29:23]: I just want to thank um [0:29:24, 0:29:44]: Each one of these teen ambassadors, they have been outstanding. Um, their willingness to learn, um, they need to n I I just wanted to show them that government isn't easy, um, but at the same time it's uh s your opportunity that you can make change for your community. [0:29:44, 0:29:47]: And just always know that [0:29:47, 0:30:07]: There's no limit. You can always get there. Um, if you just believe and believe in yourself, you can do amazing things. And I'm honored to be able to um actually allow you to shadow me um to see everything that we do here locally um for our [0:30:07, 0:30:27]: government. It's a lot. And I'm just honored that your parents and I want to just definitely thank your parents for allowing me to be able to give you this opportunity. And just know that I did represent 538 cities in the state of Georgia when I set on the Legislative Policy Council. [0:30:27, 0:30:47]: And the congressional. So just know that I'm filled with resources and I may not be sitting here, but I don't go away. And I'll be here to forever be of your service. So if I can help any of you, just know that I'm here to serve and I'm here to serve. [0:30:47, 0:30:52]: I'm here to help you to be successful. And I love each and every one of you. Thank you. [0:30:59, 0:31:19]: You have some comments sir you want to make? I do. Go right in, sir. I love you, Neat Robinson. I do. I think that this is exactly what uh community service is all about and what we need to do. It has been my honor to serve with you and know that your heart was always in the right place for everything that this community. [0:31:19, 0:31:39]: represents. This is something that we should not let pass by lightly and understand that these young people's lives will be impacted the rest of their life, which is the charge that is given to every parent and every elected official and person in this room to do the right thing. So thank you so much for everything that [0:31:39, 0:31:48]: You do. And I know that it's gonna continue, and we'll always be there to support you. You just need to call on us and let you let us know what you need. [0:31:51, 0:31:52]: Thank you. [0:31:55, 0:32:06]: Any comments uh for the young ladies here, Miss Robinson? All right, seeing none. Thank you very much. I appreciate it. Congratulations to you and have a great new year. Okay? [0:32:09, 0:32:10]: Yeah. [0:32:11, 0:32:18]: New business council consideration to approve the twenty twenty municipal court calendar. Uh Diana Biles. [0:32:20, 0:32:40]: Or the mayor. Actually mayor that'll be me. Okay. All right, sir. Um the twenty twenty municipal court calendar is um provided for your view review and approval. Of course, our municipal court meets on the second Monday of each month, as you can see the dates from January through December. We just simply ask that you uh as a formality approve. [0:32:40, 0:32:43]: the municipal court arraignment calendar for the year twenty twenty. [0:32:44, 0:32:46]: Okay, is there a motion on the floor to accept this? [0:32:48, 0:32:50]: Is there a motion at all? [0:32:54, 0:33:12]: Uh b before I get motion Do you have a qu you have a question? Yeah. Go go right here, sir. Where was these dates um protect what what are these dates are right? Uh the the dates are brought in through what we've normally done even this through this year. Right. Yeah. Well I motion to accept. [0:33:13, 0:33:16]: A motion has been made to accept the dates for the court. [0:33:17, 0:33:20]: Zero second. Second. There we go. Any further discussion? [0:33:21, 0:33:24]: If not, all in favor, please indicate. Fantastic. Thank you very much. [0:33:25, 0:33:31]: Council consideration to approve the twenty twenty facilities use schedule presented by Ms. Jackson, our assistant to mayor and council. [0:33:32, 0:33:34]: Ms. Jackson, there you go. [0:33:34, 0:33:44]: Good afternoon, Mayor and Council. I am uh presenting the proposed twenty twenty facility use dates, although I do have some corrections before we go forward. [0:33:45, 0:33:47]: The first corrections are the um [0:33:48, 0:33:49]: Bingo Bash. [0:33:50, 0:33:57]: Every Wednesday we had it slated for Merrill Manders Conference Center. We are changing that back to the Tet Strickland Conference Center. [0:33:57, 0:33:58]: Community center. [0:33:58, 0:34:01]: So it'll be the last Wednesday of every month? [0:34:01, 0:34:19]: Um at the Ted Ted Strickland instead of the Merrill Manders. Okay. And also the date of four twenty one for Tuesday under Councilman Alfonso Thomas for the Boy Scout appreciation rather than four twenty two is four twenty one. Tuesday four twenty one. [0:34:19, 0:34:19]: Okay. [0:34:21, 0:34:27]: But other than that, I have no other changes that have been presented to you in your um council books. [0:34:27, 0:34:28]: Okay. [0:34:29, 0:34:35]: All right, as you review that council, I need a motion to accept this particular facility you schedule. [0:34:35, 0:34:37]: So moved. Sir a second. [0:34:39, 0:34:40]: No second? A second. [0:34:40, 0:35:00]: Or second. Any further discussion? Yes. I know that this may not this I just want to feel the council out and see. We went down to one use per year for Merrill Manders throughout the year. Is there any thought to actually uh make that two or maybe s a little bit more flexibility so the council [0:35:00, 0:35:11]: Council uh does have uh likely or good causes for us to be able to work with the community and have some flexibility in that. [0:35:12, 0:35:32]: I'm my I my clarification here. I thought that we said one for the weekend and one for the during the weekday. I thought it was. Okay. Okay. Thank you. Are you okay with that? Uh one weekday. One weekday and one weekend. One okay. That's what I thought. Okay. Good. Any further questions? [0:35:32, 0:35:35]: Yeah. [0:35:36, 0:35:39]: It's in line with uh with Councilman Alexander just [0:35:40, 0:35:52]: uh spoke on is that uh I I think that sometimes sometime in the future we may have to review that policy because there's so much going on with the city and so much is happening. Um [0:35:53, 0:36:12]: uh not only just with our initiatives, um, but we w wanna make sure we're putting the city in the best position to for the citizens to receive whatever um outreaches that are out that are prudent and that we would vote on to use the facility. So I I think that we need to probably look at that policy in the near future. [0:36:13, 0:36:19]: Okay. Okay. Any further comments? But yes, ma'am. Yes, sir. Go ahead, please. I'm sorry. Yeah, thank you, ma'am. [0:36:19, 0:36:25]: I'm I'm okay with that, but I do not want us to lose sight of [0:36:25, 0:36:26]: The revenue [0:36:26, 0:36:46]: um issue, especially on the weekend. Uh from my understanding, it's not a lot going on during the week. I wasn't having a problem with um during the week increasing that. But again, um I'm a real I'm reluctant about y'all had to excuse me, I'm sorta fighting a bug here. [0:36:46, 0:37:01]: I'm a little reluctant about um jeopardizing any potential um revenue generating for the weekend. So I just wanna just put that on the record as we continue to discuss this maybe in the new year. [0:37:02, 0:37:03]: Right. Any further comments? [0:37:04, 0:37:16]: On that note, comments well noted. We'll probably discuss this as time goes on on whether or not we want to change this. For the purposes of tonight, there's been motions made and been seconded to to approve the schedule as it as you see before you. [0:37:16, 0:37:19]: There's no other comments. All in favor motion, please indicate. [0:37:19, 0:37:21]: Thank you very much. [0:37:21, 0:37:22]: Okay. Thank you. [0:37:23, 0:37:28]: Thank you. Council consideration approved the twenty twenty holiday schedule. Miss Vanessa Holliday, please. [0:37:34, 0:37:35]: Good evening, Mayor and Council. [0:37:36, 0:37:55]: I am presenting tonight um the twenty twenty holiday schedule and those dates would include New Year's Day, MLK holiday, Good Friday, Memorial Day, Independence Day. Actually it'll be the Friday before that, um, Labor Day, Thanksgiving Day, and the day following, Christmas Eve and Christmas Day. [0:37:56, 0:37:59]: Okay, thank you. Council, any questions for Ms. Holliday? [0:38:00, 0:38:04]: If not I need a motion to accept this holiday schedule. Is there a second? [0:38:05, 0:38:05]: Sur. [0:38:07, 0:38:17]: Second down here. All right. It doesn't matter. Doesn't I mean the I'll second. Okay. Okay. All right. Any further discussion? All in favor, please indicate. Thank you very much. Thank you. [0:38:18, 0:38:27]: Council consideration to approve contract extension for T S W Tunnel Spangler Welt for a two year contract. Miss Miller, please. There she is. All right. [0:38:31, 0:38:34]: Good afternoon, Mayor, Council. Afternoon. [0:38:35, 0:38:53]: Uh the procurement division is requesting approval of a renewal and term contract extension for RFP number 17, RFP 101817, DRR Professional Architectural and Engineering Design Services for Tunnel Spangla Wash, TSW and Associates. [0:38:53, 0:39:03]: Um and also and the city of Stockbridge authorizing the mayor to execute the same and authorizing the city manager to execute all administrative and budgetary actions related to this agreement. [0:39:04, 0:39:24]: As please excuse me, Camilla, I didn't mention your name in that. Obviously, you all tag team in this. So on that note, any questions from the council in reference to the sustention request? No. Okay, I need a motion to accept it. Slow move. Is there a second? Second. There we go. Second down here. Any and if no further discussion, all favor motion, please indicate. Thank you very much. [0:39:24, 0:39:25]: Yeah. [0:39:25, 0:39:31]: Council consideration to approve contract extension for site engineering for six months. Miss Miller and Mr. Aaron. [0:39:32, 0:39:46]: The procurement division is requesting approval of term contract extension for invitation to bid number 17 IT V O four two zero one seven on call water and sewer emergency and operational repair. [0:39:47, 0:39:59]: between site engineering and the city of Stockbridge, authorizing the mayor to execute the same and authorizing the city manager to execute all administrative and budgetary actions related to this agreement, and is actually for one year. [0:39:59, 0:40:06]: Okay. Any questions for Miss Miller or Mr. Aaron? If not any emotion to accept the proposal. Is there a second? [0:40:08, 0:40:11]: Okay, second it and you have a question. Go right ahead, please. [0:40:12, 0:40:14]: You say this for one year,'cause on here it says six months. [0:40:15, 0:40:21]: Yeah, it's basically for one year. This is allowing for us to go ahead and prepare another ITB and we'll do another competitive solicitation. [0:40:22, 0:40:33]: But because of the nature of the services, we want to make sure that the city is covered. If the contract is um approved and reviewed before then, we can execute the new contract. But I just want to make sure that we have services in place. [0:40:33, 0:40:53]: Okay, but the the resolution I'll make a m um motion'cause the re you may go ahead and make the motion to adjust the motion's already been made. But it says the resolution says like he says for six months. But I can publicly state the year. It's an extension for the year. [0:40:53, 0:41:01]: Originally, is that correct? You made a motion originally. No, I'm not. You made a motion originally. Yes, you seconded. Okay, all right. Let's try and get it straight. [0:41:02, 0:41:06]: So for so yeah, you still got a question. [0:41:07, 0:41:18]: So um I guess Miss Robinson's getting ready to amend it so w so make sure that what we're voting on tonight is in line with what is intended instead of what we see. Okay, got it. Okay. Yes ma'am, go right ahead, please. [0:41:20, 0:41:40]: Thank you, Mayor. Welcome. Um, I would like to um make the motion to for council consideration to approve the contract extension with the site engineering for one year. Um the current resolution states six months, but we would need to adjust adjust that to indicate one year. Okay. [0:41:40, 0:41:46]: second for that motion. Okay, there we go. Any further discussion? If not, all in favor, please indicate. Thank you very much. [0:41:47, 0:41:47]: Okay. [0:41:48, 0:42:07]: Council consideration to approve contract extension with Falcon Design for a one year contract. Miss Miller and Mr. Ann uh Aaron, please. The procurement division is requesting approval to renew RFP number two thousand sixteen zero eight zero five between Falcon Design Consultants L L C and the City of Stockbridge from January to [0:42:07, 0:42:09]: Thirty first, two thousand twenty. [0:42:09, 0:42:12]: through January thirty first, two twenty twenty one. [0:42:12, 0:42:14]: Four engineering services for the city. [0:42:14, 0:42:21]: Authorizing the mayor to execute the same and authorizing the city manager to execute all administrative and budgetary actions related to this agreement. [0:42:22, 0:42:25]: Okay, council any questions in reference to extension? [0:42:26, 0:42:36]: Mayor. Yes sir. And move to we accept the council consider consideration to approve the uh second contract. Thirty seconds over here. No further com uh questions on in the favor of motion, please indicate. [0:42:38, 0:42:40]: Okay, thank you very much. [0:42:41, 0:42:45]: Council consideration approved contract extension for Carter and Sloop for a two year contract. [0:42:45, 0:42:47]: Ms. Miller, Mr. Aaron, please. [0:42:48, 0:43:08]: The procurement division is requesting approval of renewal and term contract extension of RFP number 18, RFP 021918, CSI, Engineering Services, SCADA, SCADA system improvements between Carter and Sloop Incorporated and the City of Stockbridge, authorizing the mayor to execute the same and authorizing the city manager to execute all. [0:43:08, 0:43:11]: administrative and budgetary actions related to this agreement. [0:43:12, 0:43:13]: Okay. [0:43:13, 0:43:31]: Any questions for Miss Miller or Mr Aaron about this? Okay, if not, you have a question to go right ahead. For the clarification so the public knows what service they're providing, could you kind of go over what they do for the city so everybody can understand how valuable this really is to us? [0:43:31, 0:43:49]: Oh yes, Councilman Alexander. Currently uh Carter and Sloop have done some design work. They're currently involved with our wastewater treatment plant improvements. They've also done so several other projects for us. So we just want to continue with the same engineer and not have to start over with another engineer while we're in the middle of projects right now. [0:43:50, 0:44:10]: Right. What I wanna know is instead of so folks can understand the advantage of having them under contract versus having to go out and seek somebody new each time. Yes, well the advantage is you've all you've got a you've established a working relationship like we do with our other engineering firm and allows us to be able to get projects moving quickly. [0:44:10, 0:44:14]: By having that familiarity with the engineering. Thank you. [0:44:14, 0:44:22]: Any further comments in reference to this proposal? Okay. No other comments on the uh we have a motion. We had a second. So all in favor, please indicate. [0:44:24, 0:44:24]: Okay. [0:44:25, 0:44:34]: You sustain? Sustain. She sustains. All right, it's passed. Thank you very much. Mayor Ford. Yes, Mayor. We need to acknowledge that Councilwoman Gann is in attendance. [0:44:34, 0:44:42]: Thank you. What's up next to the public hearing? Proposed twent FY twenty twenty budget hearing, third reading and adoption. Mr Knighton, please. [0:45:17, 0:45:19]: In just a moment. [0:45:26, 0:45:28]: Yeah, you sta you stay over there. [0:45:41, 0:46:01]: All right, Mayor and Council. Um this is uh the third and uh what should what couldn't can be the final uh adoption uh hearing for the twenty proposed twenty twenty um budget. Uh this has been uh made available to the public uh since November first. We have had uh now this would be the third [0:46:01, 0:46:21]: uh hearing uh on uh the budget. Um I have not received uh any uh question or comment from members of the public uh regarding uh the budget. And again it has been made available. I'll briefly go through the um uh essential ingredients of the budget and uh ask you to uh make [0:46:21, 0:46:21]: the adoption. [0:46:23, 0:46:43]: Again, um I wanted to mention our vision and mission statement, which are integral to everything that we do. Uh the proposed 2020 budget intends to um advance our vision and mission statement as we serve the citizens of Stockbridge. These are also included with our uh core values as a [0:46:43, 0:47:03]: City, professionalism, excellence, adaptability, communication, and ethics. And key aspects of the budget. The total proposed general fund budget is right at$11.59 million. There are proposed positions in the budget as we've discussed: administrative assistant, a planner. [0:47:03, 0:47:07]: number one position and then a proposed procurement clerk position. [0:47:09, 0:47:29]: Um this is and that that may be a little bit small for the public, but overall, this is the overall um budget as it's proposed per department expenditure. Again, the total is eleven point five nine million dollars. That is up slightly from last year's budget of ten point eight million dollars. That in large part is due to some natural [0:47:29, 0:47:48]: Growth areas that we see in local government that is experienced by most cities and counties. We believe this is a realistic budget based on the projection of revenue that we have going forward. Also, as you can see, other funds, expenditures, and revenues. [0:47:49, 0:47:50]: As well. [0:47:53, 0:48:04]: And then key aspects of the proposed budget, as I mentioned, administrative assistant position related to conference center and events to support the overall event functions. This would also allow a reduction of temporary staff. [0:48:07, 0:48:27]: Also, a proposed Planner One position. This again is to deal with anticipated growth and development activity. Um the city, as you all know, have uh a number of uh large and smaller projects that are underway. This position is intended to support the overall review process and um [0:48:26, 0:48:30]: development process uh for the city. [0:48:31, 0:48:47]: And then um the procurement clerk uh position uh function is primarily handled by a temporary employee. This is uh proposed to be a full time position uh to further advance um the um procurement division. [0:48:50, 0:49:06]: Again, um in terms of revenue, as our economy has continued to uh improve, we've seen modest increases in franchise fees, licensing fees, rental incomes, local options sales tax, which makes up uh the primary revenue sources of our budget. [0:49:06, 0:49:07]: The um [0:49:08, 0:49:23]: As you all know very well, stock reach does not have a municipal tax, does not have a municipal tax, and so we're dependent upon these revenue sources and believe these are realistic in terms of an overall eleven point five nine budget. [0:49:24, 0:49:43]: Be happy to answer any of the questions or provide any further detail um as needed. As I mentioned, um uh I've not had um any question or member of the public uh seek to ask questions specifically about the budget or anything pertaining to the budget, and it has been out for about uh almost a month and a half uh now. [0:49:44, 0:50:04]: Thank you, Mr. Knight. Council, any question for Mr. Knighton? Yes. Go right in, please. Mr. Knight, now the I guess the property tax went out earlier. So have we had any indication on what that number looks like up or down versus what we thought we were going to see? Proper I'm sorry. The property tax. [0:50:04, 0:50:24]: Tax assessments, uh, I guess they went out earlier this year. Have we received any indication on what that looks like? Right. This is a good question, Councilman. I I will say that we had um the City of Stockbridge uh has had a substantial increase in our tax digest. In other words, the um funds that generally come to the city of Stockbridge. [0:50:24, 0:50:24]: [3024.8, 3043.9]: or generated by the city of Stockbridge, which is a sign of your commercial and residential growth, but primarily your some of your commercial growth uh has increased uh quite a bit over the past year from twenty eighteen to twenty nineteen. I can get that exact figure here for you in a minute, but there's been a significant increase in our overall property tax digest. [0:50:44, 0:50:47]: Right. I just wanna we don't have a city tax but there's [0:50:47, 0:51:07]: Uh we do collect a portion of what Henry County collects. So folks should understand that the economy is booming and that we expect those numbers to increase. I think that to piggyback on what we've been talking about the past couple of years and what the uh teen ambassadors had actually mentioned about beautification. [0:51:07, 0:51:27]: Uh previously we had also talked about uh on a yearly basis we have been adding uh I know fifty thousand dollars for uh expressway exit maintenance and have we seen a tremendous increase in that. Is that uh is there any type of beautification specific to this particular budget? So [0:51:27, 0:51:47]: So to address those areas that are bringing in the substantial income for the city. Right. We we actually addressed that in the public works for public works budget to increase the line items that were proposed for highway maintenance. As you know, during the course of the past year, um we've taken on uh one uh State Road 138. [0:51:47, 0:52:07]: North Henry Boulevard, Rock Quarry Road, Hudson Bridge Road, and there are a couple of others that we've taken on as well in order to make sure that those particular roadways and corridors meet a certain standard. Even though some of those are not technically city roads, uh they're they're actually county roads per the service delivery strategy, but we've taken those on because [0:52:07, 0:52:17]: they do traverse the city of Stockbridge and we and and council obviously wants a certain look uh and standard for those particular roadway corridors. So yes we have we have addressed that in the budget. [0:52:18, 0:52:31]: Okay, and then to um even follow up a little bit further on that, uh in terms of those particular areas, I think we've had several discussions about those a areas actually being in the city. [0:52:31, 0:52:49]: And I think that's something that we need to engage them on and then maybe have know whether that incr requires some money in the budget for us to be able to actually talk to the district five commissioner and whoever else needs to be at the table to bring those areas which are primarily commercial. [0:52:49, 0:53:09]: including the holiday inn and the actual exit itself. Because the exit itself is not in the city limits, but it when people get off there they see Stockbridge. So um have we made any can we make some overtures to the county to see whether or not we might be able to bring those assets into [0:53:09, 0:53:29]: In terms of annexation specifically, certainly we could have those uh conversations. Think obviously annexations need to be done in a strategic fashion uh and for uh several reasons. But I think the overriding issue, which hopefully gets to your point, is for those areas or corridors that we may see as problematic and need to be addressed for [0:53:29, 0:53:49]: From a beautification standpoint, can we have those conversations one with the city or with the county, excuse me, and for instance the city of Stockbridge take that particular area and we maintain it versus another area that may be on the outer boundaries of our city limits that the county may take? I think those are the conversations that have in actually in through some of the [0:53:49, 0:53:54]: the uh service delivery conversations, we've had those conversations with their administrative staff. [0:53:54, 0:54:04]: Yes, and finally I stopped by the Holiday Inn today. I talk with them regularly. And they're they've seen it everybody in that area has seen the improvement. They appreciate it. [0:54:04, 0:54:24]: And uh they said it had had a direct impact on their sales and their ability uh when people pull off and they s decide to stay there. So they appreciated uh what we were doing. They did say to us uh, you know, again what we could do, and I and I told them that that air area right there at the exit was not uh in the city limits about some beautification. [0:54:24, 0:54:44]: At the exit, in particularly right there where the uh GDOT parking area was. Right, right. Uh, in terms of that, whether we could have some type of intergovernmental agreement or something uh to go along with Henry County to be able to explore that. And I just want you to follow up with the contract. [0:54:44, 0:55:04]: on the edging because they they've doing a good job on picking up the trash and then the um all right the um you know the illegal signs and what have you but the extra detail is the street sweeping and then the um edging of the area so it looks uh it looks meticulous [0:55:04, 0:55:06]: Okay. Thank you. [0:55:07, 0:55:15]: Any other question from Mr. Knight? Yes, sir. Go right here, please. Mr. Robinson. Well, okay. If you want me to go in, Ms. Robinson, go right ahead, please. Thank you, Mr. Thomas. [0:55:15, 0:55:35]: The only concern for me is the one hundred thirty eight at Walmart, um, in that area. I just feel that we as a city we can do much better. Um, in that area. Those businesses deserve better. Um, because those are small businesses that are in that um area and they deserve better. And I believe that um [0:55:35, 0:55:55]: We need to take a different route um home, um a different route to work um with our management teams to be able to see um the difference if you're coming um between the 138 and the Eagles Landing Parkway. Um I think I've sent you several um requests and references. [0:55:55, 0:56:15]: To that, even the beautification area right at the Walmart. I did meet one of the national representatives, and I will get with you on that name because they're concerned as well, because that is not what Walmart should be representing. So I did have a conversation while I was in National League of Cities. [0:56:15, 0:56:35]: In reference to that, and I want to share that information with you because we have two Walmarts that are here in Stockbridge that we should have better representation of our city when it comes to that. I also noticed that some of the gas stations, when we're talking beautification, I know that comes from the city. [0:56:35, 0:56:55]: From a different department, but that is under your um you know under your um leadership to ensure that um all of our businesses on our main corridor areas are definitely keeping up with the beautification that we have put out. We do have a lot of our churches that um are part of the adopter. [0:56:55, 0:57:09]: road program. Um so they're helping out as well. Um so I think more so with our local businesses if we can um actually do a push with that especially I think we have our um [0:57:10, 0:57:11]: Um [0:57:11, 0:57:22]: Contract with High Grove. Um and I'm calling their names out because we definitely need to put a little more fire on of them to ensure that um they do a much better job. [0:57:23, 0:57:43]: Well, right. And and to that end, we as a natural part of uh some of the contracting that we do, we'll actually be putting that out um to bid as well. Okay. So that is out to bid. It will be. Okay.'Cause I would like to see in twenty twenty going into our one hundred that we um have, you know, set the bar high um when we're [0:57:43, 0:57:58]: and when it's coming to our city. Thank you, sir. Thank you. Mr. Thomas, please. Thank you, Mr. Garrett. Mr. Knighton, as you know, uh you and I have had several discussions about the budget. I've raised some concerns. Um [0:58:00, 0:58:20]: Due to some circumstances, I have not had an opportunity to discuss these with my councilmates. I understand that you are the presenter. Uh we are the body that confirms. Um so again, I have not had this opportunity, so I would not hold this process hostage tonight. Um I will [0:58:20, 0:58:21]: [3502.3, 3518.5]: But what I would love to do is to reserve the right um next month to have this discussion with uh my mates here to earmark certain line items to make sure that [0:58:40, 0:58:58]: These items that we approve, it stays designated for that particular purpose. And I reserve that right and opportunity to be able to discuss that with the councilmates and bring this back in in January. Thank you. All right. Thank you. Yes, go right, sir. [0:59:00, 0:59:05]: I'd like for us to uh because it is a balanced budget and I think that [0:59:06, 0:59:16]: I think that if there's any um items in this balanced budget that we need to address later, that can be some amendments. So with that being said and out is this uh um [0:59:17, 0:59:18]: Um [0:59:19, 0:59:39]: I've had discussions with you on several items in in the budget um that I won't go into but but but to let the audience know that it's there's something in the budget that uh we all need to address. We can uh amend this budget um beyond tonight, but as it's staying it is a balanced budget. [0:59:40, 1:00:00]: Any comments from this end? Anything else? Okay, on that note, let me know. If I may make one clarification uh to the counsel for the record, there is one other part-time position to the executive assistant that had been a um temporary position before that's scheduled that's proposed to be a full-time uh position through the [1:00:00, 1:00:13]: throughout the year. There's no budget impact. In other words, it's zeroed out because monies were taken from the HR department personnel and placed under um the clerk's office related to that support item. [1:00:14, 1:00:30]: Okay, thank you for that update. And I previously communicated that to you, but I want to state that for the record. Okay. Good deal. Thank you very much. So on that note, this is a public hearing. So I'm open to the public hearing for folks that are for the budget, want to make any comments for the budget on my very far left side. [1:00:30, 1:00:31]: Seeing none. [1:00:32, 1:00:32]: Middle. [1:00:34, 1:00:38]: Right side. Positive comment in reference to the budget. Come right up here, sir. [1:00:40, 1:00:53]: Or negative, just a question. But well it was it's it's it's all positive. If if we're open to if we're opening Cochrane Park up, is there a place in this budget to add to costs that we might uh [1:00:53, 1:01:00]: have to incur once we take it over. If it was to be if you guys decide to open it, is there a way in the budget to add in the money to cover that? [1:01:01, 1:01:21]: Okay. That's a very good question. And I'll imagine the answer would be yes if there if the council decides to do that, but go right here. Could you further explain, sir? I believe that would be yes anyway. I'll let you s you control the budget, so I'll let you say that. If the council made any determination about any particular item that needed to have some funding allocation and it was appropriate to [1:01:21, 1:01:27]: come out of the general fund budget, we would ask you to make the necessary modification or amendment to the budget to cover that cost. [1:01:28, 1:01:39]: There in, that's what I thought. All right. Any other positive comments for the budget on this end? Okay. Any anybody mess wants to make a comment in reference to the budget, the negative comments or don't agree with the budget from the very left hand side. [1:01:40, 1:01:42]: Anything, don't see any none in in the middle. [1:01:43, 1:01:45]: Seeing none far right. [1:01:45, 1:01:48]: There's no comments and I'll close the public hearing on this aspect. [1:01:49, 1:02:05]: Now, council, less there's other comments. If not, I need a motion to accept the budget for 2020, please. So moved. So moved. Is there a second? Sir. All right. Any further discussion? If not, all in favor of the budget, please indicate. Thank you very much. Congratulations. We we passed a balanced budget for 2020. Outstanding. [1:02:07, 1:02:15]: All right, for discussion purposes, um we have a council consider discussion of towing and record services presented by Miss Miller and Miss Moore. [1:02:17, 1:02:25]: Yes, good evening, Mayor and Council. Um, just to do a recap, I think back in September, procurement went through the process of putting out forbid. [1:02:26, 1:02:28]: An RFP for towing services. [1:02:29, 1:02:41]: That information was provided. We submitted that information to you. And then right shortly after that, um in during the meeting you requested that we provide to you a copy of submittal packages of the three [1:02:41, 1:02:57]: uh participants who submitted a bid package. We that we provided that for you and I think in the email that the city manager sent to you on Friday was if you had any outstanding questions as related to the RFP information that was provided to you by staff in September. [1:02:57, 1:03:01]: Деоспровайд то юбай стаф і октобер. [1:03:01, 1:03:08]: And just as a recap, what procurement provided to you was a scoring sheet of the three firms that submitted. [1:03:08, 1:03:28]: a package on towing services. I don't know if you still have that in your package. There were three firms, New Image Towing and Recovery, Burnell Towing, Jose Jose, Burnell Inc., and Swanson towing and recovering. And so at this point in time, um I think the process is that the bids are good for 90 days. [1:03:28, 1:03:32]: So we're right at that point, uh so that we would not have to put that out to be it. [1:03:33, 1:03:35]: But that is the information before you tonight. [1:03:36, 1:03:37]: In terms of your selecting [1:03:38, 1:03:39]: One of those three. [1:03:39, 1:03:59]: uh to move forward. Uh if Mayor and Council chooses at some point in time to move forward on that, then as you know, there's a process that the city has to do in terms of notifying the citizens when the effective date will be on this, what the requirements are, and how this is going to be enforced. [1:03:59, 1:04:12]: In addition to that, the ticketing and the software process attached to making sure that this is kept on top of would also have to be in place. And these are the items that staff brought to you before. [1:04:12, 1:04:16]: We even put this out to be what it would take to actually get this up and running. [1:04:17, 1:04:27]: On that note, Ms. Moore, maybe I'm missing something here, but I don't see what you're referring to uh in in my book. Maybe it's just my book. It's from the uh previous book. Okay, the three bits. [1:04:28, 1:04:48]: Yeah, I understand three bids, but uh but I d I don't I guess I don't have that in front of me. I'm missing something. Okay. I am. Okay. Okay. Uh it was just me. What I was told, uh Mayor was to be able to discuss this item. I apologize um if you don't have the package that we submit to you in October. Uh and I do have the sheet here that just gave our [1:04:48, 1:05:08]: Recommendations from the committee. One second, please. Sir, are you going to say something? We intended to bring this as a discussion item to answer any outstanding questions or questions that may remain. Obviously, as a discussion item, if you choose to uh make a selection, you can do that. Um but we wanted to make sure that since there had been a gap in time from [1:05:08, 1:05:15]: from the first time that this was presented and from time to time there have been questions that we were able to answer any questions that uh you may have. [1:05:16, 1:05:36]: All right. Sir. Yes, go right, please. Uh uh when we left off with this discussion, the discussion centered around selecting the towing contractor. I think Councilman Thomas had some questions about whether the vendor was in Stockbridge or not. Uh we know that Swan I know Swanson towing in Stock Bridge. I know several of the the other two I think were [1:05:36, 1:05:56]: There one at least one of the two was also. Um so is there a staff recommendation on which one of these um services? Well actually we were looking at a local preference, I guess, as well with the procurement. Well actually what we did, um normally what you've asked us to do is based on the RFP to do a [1:05:56, 1:06:16]: Ranking based on their qualifications or answers to the specific questions that were asked, just like we did with the amphitheater. So what they did based on what was in the RFP, there was a committee who came together and then just did a ranking based on the RFP. And that's all it is. And in that information, [1:06:16, 1:06:36]: It actually gave you, they suggested a ranking based on each of the applicants' submission of applic uh submission of materials in response to the RFP. That's all that it does. It's just based on what they submitted. Solely up to you whether or not all of the scores were pretty much in the same range. But we did. [1:06:35, 1:06:39]: Провай олов'ю а пакет в алфри. [1:06:40, 1:06:58]: submittals so that any questions in terms of where they did business, if they went stockbridge, where their location would be, where the storage facilities would be, all of that information was actually in the package that we gave you in September, and that ranking was based on their answers to those specific questions. [1:06:58, 1:07:18]: Well I know that um I think uh I get calls about this all every day. You said Mr. Alexander the counselor said it's been in the newspaper time after time again you're gonna do something about parking. The HOAs don't want this on them. They have to live in the neighborhood, they want some active enforcements. [1:07:18, 1:07:38]: Uh I know we have uh a couple people that are invited out. I hope Mr uh Mr. Ron doesn't mind me indicating that he's here from Carriage Lake. Uh they've indicated that they had this problem. I know Winslow at Eagles Landing had indicated they had this particular issue in my community, uh several others as well. And I think the main [1:07:38, 1:07:58]: issue is that uh we I don't think we all any of us want somebody out there just randomly towing anybody and I think uh the issue was we had come to a an agreement that the HOA would be making the actual calls. So I think at this point I just the HOA would make the calls in terms of the subdivision, inside the subdivision. [1:07:58, 1:08:11]: No HOA head or some connect. I I think there was some agreement by some OH some HOAs and not by others in terms of we would prefer that the HOA be the initial contactor [1:08:11, 1:08:31]: of their residents within their subdivisions, but all of the HOAs are not in agreement with that. Well I I understand that I'm saying from the council side, that's what we would prefer that they would do. But you know, obviously that's something that uh they would have to look into. But this issue has been out there. We had town hall meetings uh to get on top of this. We've had numerous [1:08:31, 1:08:51]: Public meetings. We got to act. We got to do something to move this particular uh issue forward. I'm not advocating that we go out there and be towing a bunch of people, but you know, I talked to Mr. Ron today and he was like, Well, we can't enforce this because there's no signs up there yet. So what are we going to do? We have to do our part to make [1:08:51, 1:09:11]: Make sure it's in place and whatever they do to uh take advantage of that uh will be up to them. But at this point, when we left this issue the last time, all we needed to do was to select the contractor because we're at that point, and maybe you should just what what in terms of the scoring, tell us how the score is. [1:09:11, 1:09:22]: Okay, and let me just say this before I do the score, because it's not in your package and you may not have been able to review this, what may be more appropriate, Councilman Alexander, is for [1:09:22, 1:09:24]: Mayor and Council to again review [1:09:25, 1:09:26]: Just the information [1:09:26, 1:09:46]: I I'm just suggesting because from my understanding, I don't know how many of you had a chance to look at it since we sent the email. Here are the three packages. So if you're not comfortable and you want time to go back and look at these three packages, I would say take action in January, which in the meantime will allow us to come up with the step-by-step again as to how we would [1:09:46, 1:10:05]: proceed. If you're comfortable, however, with where you are right now and you want to tonight select someone from this list, then we'll do that and then we'll come back in January with a cost of what it would take to do the mail and the notice and all of that with an effective date. [1:10:05, 1:10:13]: Uh but based on that, if it's a desire of council to give you the ranking, then I'm prepared to do that, Mayor. Ms. N Gamp, please. [1:10:14, 1:10:34]: Well, uh Councilman Alexander asked that question I was gonna ask. So I'm okay I I really wanted to know what the rankings were. We don't have it in a packet. Okay, and um I'm I'm okay with um it well it depends on what the rest of council wants, but uh what is staff recommendation is what I want. Here are your rankings of the organization. [1:10:33, 1:10:44]: Number one ranking was New Image, Towing and Recovering Recovery. Number two was Swanson Towing and Recovery. And number three was Barnell Toein, Jose Barnell Inc. [1:10:45, 1:10:49]: And that's based on Based on their answers to the RFP. [1:10:50, 1:10:51]: Okay. [1:10:52, 1:10:55]: Ms. M uh John Blount, please, sir. Go ahead. [1:10:56, 1:11:08]: Uh thank you. Um I uh one of the places we left off um was because new image was uh mentioned. Uh new image is in Forest Park. [1:11:08, 1:11:28]: And that was one of the concerns that the council was speaking on prior to the last meeting is where w uh why aren't we looking at a company more closer in in. But you're saying the ranking showed new image being number one. So uh w well again, when you ask us a procurement to do a RFP, we come up with a scope of [1:11:28, 1:11:48]: work and just as an example, we may come up with 10 criteria. And in that 10 criteria, each of the applicants respond. And all the committee did was just do a ranking based on how well did you answer or provide answers one through ten. It's just a ranking. I'm good with it. I'm just saying I'm just kind of getting a recap [1:11:48, 1:12:08]: And why we came to the place of why we was talking about somewhere closer. This because new images in Forest Park. But we did an analysis showing street sizes and uh I we still saying we have to get some determination which side is the left side of the road. Um we actually did, we have s had a determination on what we're talking about. But nothing's been given. [1:12:08, 1:12:22]: given to us. So I'm I'm just I'm willing to wait because w you may have made that determination, but nothing's been given to us on what's what's been determined, what's the left side of the road. Right. And what's the and and when we talk about certain neighborhoods, there are some neighborhoods that I believe that that uh [1:12:24, 1:12:26]: doesn't even want being a w a two way street. [1:12:27, 1:12:38]: uh eighteen feet eighteen foot uh feet roads are not conducive to two cars passing one another. So with w we just need all the information that you have for me. [1:12:39, 1:12:44]: uh to to make a sound decision on this'cause one of the other concerns was that we don't want [1:12:44, 1:12:46]: a toying company out there going rogue. [1:12:47, 1:12:49]: Because they they they're able to do it. [1:12:50, 1:12:57]: So what are the parameters and boundaries set for these touring companies that are not just casing neighborhoods f uh, you know, for a good night? [1:12:57, 1:13:17]: Well well basically the way that you designed it without police backing it up, that's what you're gonna have. Because you you pass an ordinance that basically says that if you don't what keeps them from going rogue is that everybody needs to have their appropriate identification in the cars. And as long as they have their appropriate identification in the car, the towing company does not have the right [1:13:17, 1:13:21]: to tell those companies. Then then we need to see something that's a council. Mm-hmm. [1:13:22, 1:13:24]: that if the citizens do what they're supposed to do. [1:13:25, 1:13:27]: And there's repercussions if they don't. [1:13:27, 1:13:32]: then I need to see what repercussions be taken to the touring companies they're not doing what they're supposed to do. Mm-hmm. [1:13:33, 1:13:35]: Kinda works, you know, hand to hand. [1:13:35, 1:13:36]: Thanks. [1:13:36, 1:13:46]: Mr. Thomas, go ahead, sir. Thank you, Mr. Mayor. Mrs. Moore, what I'm hearing is that this issue is is not resolved. One thing I do know [1:13:47, 1:13:48]: I've been told before that [1:13:49, 1:13:50]: And [1:13:51, 1:13:54]: You don't want to be told. You live in Stockbridge. [1:13:54, 1:13:57]: You don't want to be told and you had to go all the way to Kanyas. Mm-hmm. [1:13:58, 1:14:02]: No, I'm just saying if you looking for some angry citizens, [1:14:03, 1:14:06]: Let them get told and they have to go to Kanya's [1:14:06, 1:14:10]: to have to deal with the issues bad enough to be told in the first place. Mm-hmm. [1:14:11, 1:14:22]: But we have been going around and around with this issue and it seems not to be a complete fix. I would rather for us to take our time [1:14:23, 1:14:26]: And get this right because [1:14:27, 1:14:30]: We're not gonna be able to satisfy everybody. [1:14:30, 1:14:32]: I do not live in a subdivision. [1:14:33, 1:14:36]: I have issues with torn, so my issues [1:14:36, 1:14:38]: Well, I have issue with parking in the street. [1:14:39, 1:14:41]: My issues are different from subdivisions. [1:14:42, 1:14:43]: So I'm just saying [1:14:45, 1:14:46]: Let's get it right. [1:14:47, 1:14:50]: If we had to take another four weeks to get it right. [1:14:50, 1:14:53]: Let's take it right. I understand the rankings. [1:14:53, 1:15:13]: But for me, I would prefer uh the company be locally here in Stockbridge. So if Senator Jones over there get told, um he can at least um go here locally and uh and get his car out. I think that's why this reading this material. [1:15:13, 1:15:33]: Is so important because in here they tell you where they're going to store, right? If you read these, they're in there. So you won't have to worry about anybody going to Conyers because one of the requirements was to tell us where you're going to store. So when you take time on Christmas and go through these, all of the questions that you have are going to be in here. What we're saying though, can [1:15:33, 1:15:53]: Councilman is that local preference is totally your choice. Whether somebody says they're gonna store in Forest Park or Stockbridge, Stockbridge's home. So you have a right to do that. Again, all we're saying is that all of the scores are right in there together. Right. So if it's your preference to have someone that's actually here in Stockbridge, that's that's totally up to you. We just did it just based on the [1:15:53, 1:16:08]: questions. If that's reading material for me for Christmas, so be it. I can I can do that while I'm watching a good football game. That's correct. Anyway. [1:16:09, 1:16:29]: Ms. Alexander. Yes, she kind of answered a little bit of that. Now with this uh with the procurement process and then a local pr preference, we're talking about what, a ninety-five, a ninety-four, and a ninety-three. We're not talking about a nine uh a uh a D and a C. We're talking about right close together with these right. I'll read you the scores. One was [1:16:28, 1:16:37]: 248, 2 was 242, and 3 was 224. So your 242 and your 248 are right there. [1:16:37, 1:16:52]: Right. So I mean in in the interest if we wanted to do I mean it wouldn't be inappropriate to pick the local provider if we wanted to do that. That's absolutely appropriate, even though uh that rankings they're still cause they're in the same range. Is that correct? That's correct. All right, thank you. [1:16:53, 1:16:55]: Ms. Blount. Um [1:16:55, 1:16:59]: Believe it or not, I looked at it when you gave it to us. Only difference I saw [1:16:59, 1:17:19]: in there on in the packet was two things uh is size of the company and distance. Those only two variations I saw in all the three companies. And so when you talk about a company like uh New Image in Forest Park versus Swanson and Stockbridge, uh that's a decision the council has to make. Mm-hmm. So [1:17:19, 1:17:22]: That's on getting the company. My concerns for me. [1:17:22, 1:17:42]: Is what happens after we get the company to make sure that uh that we're acting and doing what's in the best interest of the city's uh citizens when we uh when we select that company. And I like to see whatever we need to put in writing to make sure that uh we can uphold it because it's in writing. I think the most important thing is gonna be the notification. Um because, you know [1:17:42, 1:17:48]: Whatever we do, we want citizens not to be able to come back and say they didn't know. [1:17:48, 1:18:05]: So we want to make sure that if you move forward on this, the notification of when the effective date is and how we get them ready and how much of a time we're gonna allow in the transition of them getting ready is gonna be real crucial to make sure that we don't have a lot of negative pushback. [1:18:06, 1:18:20]: I also want to mention that this is an RFP, so once we select the firm, we then negotiate with them. So we give them our terms and our conditions. And if they can't meet our terms and conditions, we have every right to go to the next firm. [1:18:21, 1:18:21]: Yeah, thank you. [1:18:22, 1:18:31]: It's an RFP. It's a request for a proposal. Which means that it's not a low bid situation, which means that when we select a firm, when you approve us to [1:18:31, 1:18:35]: um award a contract to one of the to the first rank firm. [1:18:36, 1:18:42]: We then go back and we negotiate and we come to our agreement. So they have to meet terms that we provide them. [1:18:44, 1:18:47]: In other words, if if one of the requirements is that [1:18:48, 1:19:08]: You want them to have a local storage place here in Stockbridge. And let's just say the number one suggested is in Forest Park, but we say you need something in Stockbridge. And so that may say, well, either you're gonna have us one in Stockbridge or you're not. It's just that means whatever your conditions are, even in terms of um how this [1:19:08, 1:19:09]: Yeah. [1:19:09, 1:19:21]: after they towed to make sure that certain violations don't occur, whatever terms we want that to be, so they'll know up front, we can find out whether or not they're in agreement with that. And so those are the type of things whatever [1:19:22, 1:19:23]: Um [1:19:23, 1:19:30]: Whatever your requests are in terms of making this work, then we go back to whomever and and and put it on the table. [1:19:31, 1:19:35]: But quick but but in the conditions in the RFP process? [1:19:35, 1:19:55]: The conditions in terms of what they submitted information to qualify, based on their proposal of how they but you wouldn't put that in the RFP, the conditions of of the process or what we wanted, so that we wouldn't have to pick a company and then find out can they do it? We would have that that information up front of the RFP. But no, because you never you know [1:19:55, 1:20:11]: know, you're going back and forth on your process. So uh we just basically went with the towing company with the broad umbrella of what they would do in compliance with the state guidelines of how they can tow because you're still working out your process in terms of [1:20:11, 1:20:22]: HOA calling, but HOA's not calling, and all of those things. So those things from a staff perspective should not have been in the RFP because those are moving things. [1:20:22, 1:20:23]: Okay. [1:20:23, 1:20:40]: All right, any further yes, sir, go right ahead. I'd like to move, Mr. Mayor, that we table this item um with consideration of uh staff understanding all of the questions, um and fixing that and you come back in January. [1:20:41, 1:20:51]: I second. Okay. Any further discussion? I just want clarification on that. So that'll be the January city council meeting that they will be coming bringing this back to us within thirty days. [1:20:52, 1:21:12]: Right. And what we propose to do to even help expedite all the information that we have before then when we get ready is to send it to you so that you can read it. And then if you have any questions that we need to answer before you take action, it gives us an opportunity to do that. So we will get you the entire package, let you look at it, and then if you have any additional suggestions that we need to [1:21:12, 1:21:16]: do before you take action, we want to give you an opportunity to do that as well. [1:21:16, 1:21:33]: Alright, so I guess that answers your question that'd be January our January meeting, which is our our swearing in of the the new council. Yeah yeah y yeah I think that's what I just said. That's what she's just saying. That's exactly what she said. That she'll you get it early. I should get it to get it to you. Okay. All all in favor of the motion please indicate. [1:21:34, 1:21:43]: All opposed? Oh you you you agree. Okay, so it's unanimous. All right. Thank you, ladies, appreciate it. On that note, uh comments, city manager, sir. [1:21:46, 1:21:48]: Madam Clerk, you gotta hit the button, please. [1:21:51, 1:21:58]: I'm sorry. I th he was gonna say something. I was re I was trying to remind you about no, no. I I said mad about the clock. [1:21:59, 1:22:04]: I said man clock I was referencing the clock. I was referencing the clock. He was gonna actually say something. [1:22:06, 1:22:26]: You're forgiven, but I mean hey. Oh I don't know. Oh I can skip you. Okay, well if you want me to do that, I can do that then. City Manager please. Uh just want to go and wish everyone uh happy holidays, hap and uh a great and merry Christmas. Also obviously we had our holiday festival this past uh week on last Thursday. [1:22:26, 1:22:43]: Uh we had several thousand people out uh to be a part of that great event. Wanna certainly um uh thank the council for your leadership and vision for having uh such an event and also uh the uh staff who worked very hard to make all of that happen. Of course and the citizens who came out. [1:22:43, 1:23:03]: uh to enjoy uh the event with members of their community. I would mention as I alluded to earlier that there are a number of things that we are moving forward with the amphitheater and meeting with our uh development teams and and architectural teams. We had a full house in the Levi room uh today going over several things for about three hours. [1:23:03, 1:23:03]: [4984.7, 5004.7]: Um and uh we're also moving the Cultural Arts Center project forward, which we will convey to you uh very soon as we we continue to have the architects refine uh that proposal. So we've got a number of things uh happening in the city of Stockbridge and moving the city forward and we appreciate uh the opportunity to serve the citizens on a daily basis. [1:23:25, 1:23:25]: Thank you. [1:23:26, 1:23:27]: Okay, I'll pass it on. [1:23:28, 1:23:29]: Mr Thomas, sir, please. [1:23:30, 1:23:50]: Thanks. I just want to echo the city manager's comment. As we close out this year and even over the last four years at Ms. Robertson for New Leaving, I think we have overcome a lot of issues, but I will just want [1:23:50, 1:24:10]: I just want to say to the council that um after you finish your turkey and after you unwrap all your gifts, we need to come back. There are a number of things, some heavy lifting that we need to do. I think pocket cross, one of those issues. I don't think we can relax. I just want to commend and staff uh [1:24:09, 1:24:27]: uh our citizens for that support. I'm gonna commend this council for heavy lifting for uh but there's more work to be done. So I'm just saying, you know, let hey, let's come back, let's get to work, let's roll up our sleeves and uh let's do the heavy lifting. Thank you. [1:24:28, 1:24:29]: Mirable Tim? [1:24:30, 1:24:37]: Uh yeah, first of all I wanna thank all uh everyone that's still here. Uh one of the things I recognize at each every council meeting is that [1:24:38, 1:24:58]: Everyone here has an interest in the city. Everyone here wants to see a better stop bridge. And so I just want to say that, you know, we're we're striving toward uh making our community as best as we can make it and and make the right decisions. Uh and and I thank those coaches uh and everyone else, Robert, and you all for showing up and your passion for the city. Uh I think [1:24:57, 1:25:17]: staff for uh putting on a um really really one of the the the best uh holiday festival I've seen since I've been here. Uh so many moving parts and uh so much coordination and and just it's a lot of time and efforts that was put in uh to it. Uh this Wednesday um for those of you that are seniors and [1:25:17, 1:25:37]: And those seniors. We will have our seniors bingo bash, the last one for the year, uh, at the Ted Strickland Community Center from uh 10 to uh 12 noon. 10 to 12 noon. Uh when I say that we all uh have the best interest of uh our city and mine and and our young people, and I just I wouldn't uh be remiss not to uh recognize [1:25:37, 1:25:57]: that uh it was so beautiful to see these young uh people here tonight. Um and I thank uh Councilwoman Robinson for her heart to serve these young people. She's done a uh she did a great job. Uh for some some reason we didn't cross paths in San Antonio. It was so big we didn't get a chance to cross paths paths in [1:25:57, 1:26:15]: San Antonio, but uh it was a great National League of Cities. That was funny to me because it was so much going on in San Antonio. But to but to have her to take uh some kids up there and uh let them experience that and the and the work that she's done with uh the kids here in the city of Stockbridge. Uh I thank you. I commend you and uh we appreciate. [1:26:17, 1:26:17]: Ms. Gann, please. [1:26:18, 1:26:26]: Thank you. Um first thank you, Councilwom Woman Robinson, for your service here for the city of Stockbridge. Um happy holidays to everyone. [1:26:27, 1:26:45]: uh the staff. You guys did an outstanding job on the holiday festival. It was a tremendous effort on each one of you, especially special thanks to our events team and public works and it everything just seemed to mesh and again,'tis the season of giving. Um [1:26:45, 1:27:03]: I also um I'm here to work. I'm here to get the job done and I look forward to all the groundbreakings and all the exciting things that we have in store for twenty twenty. And my door is always open and I'm here and we're gonna get it done. Thank you. Miss Alexander, please. [1:27:03, 1:27:23]: Uh thank you so much. Thank you everybody for tuning in and for those who attended and uh thank you. I never take for granted folks who come out and give uh their time to partake in the democratic process of what we do here uh in the city of Stockbridge. I just want to um take a moment and tell you about uh [1:27:23, 1:27:43]: uh my adopt a family program, which will be held at Red Oak United Methodist Church on the twenty first. This is a really my favorite event for the entire year because those of us who've been blessed so much are being able to share our abundance with those who are underprivileged, who are not able to um [1:27:43, 1:28:03]: Have the same abundance that the Lord has shared with us. If you have the ability to donate toys, volunteer for the event, or be able to help in any way, please contact Miss Jackson here at City Hall or contact myself directly. Last year we were able to do this. [1:28:03, 1:28:23]: Able to provide 2,000 toys to uh the community and it does not go unnoticed. And this year, the burden is even heavier because Connect and Henry previously had been serving kids zero uh from birth to thirteen. This year, because the need was so great, they had to cut back. [1:28:23, 1:28:43]: To zero to five. So they were not able to provide any toys for kids over five. So that is something that uh is being referred to us and we gladly take on that task. And if anybody out there is able to donate toys or be able to donate their time or be able to help us on the 21st, please come out because this is an outside. [1:28:43, 1:29:03]: outstanding event uh that we all uh give back to the community at. Adopt the family Christmas. Thank you with uh my uh nonprofit community development for real people. I just want to take the time again to talk about uh the youth that we lost recently. This is a heartfelt [1:29:03, 1:29:23]: thing that happened in our community is senseless violence that we uh all felt that uh two students were gunned down and just today a rest was made uh of a suspect who allegedly committed this heinous crime. This is something that uh especially at this time of year we just have to feel [1:29:23, 1:29:43]: For those parents and wrap our arms around them to let them know that we're there for them. I just, it's unimaginable to be able to go through uh what they're going through right now. Um and I want to thank everyone who supported me with the recent loss of my father. And um, it was a trying time for the family. [1:29:43, 1:30:03]: family and uh our panel de battling diabetes and hypertension and those causes in our community to be able to help with what goes on and to be able to uh try to give back in just a little way to change habits in our community to prevent uh those conditions and the disastrous effects on us. [1:30:03, 1:30:17]: And last but not least, thank the staff for the Christmas decorations and that Christmas tree here and the one down at Eagles Landing uh Park. Uh we're gonna expand that throughout the city to Walt Stevens as well and other areas. Thank you so much. Ms. Robinson, please. [1:30:18, 1:30:37]: Thank you, Mayor. Um just want to thank everyone for coming out. Um happy holidays to each and every one of you. Um I was overwhelmed a little earlier to have my teen ambassadors stand. And as you can see, we have some uh amazing young people that have represented the stop city of Stockbridge well. [1:30:37, 1:30:57]: We actually, when I initiated initiated the youth council, we started out with seven students. Um and during that year, with the assistance of our city manager, um, excuse me, city attorney, uh Michael Williams, I just want to say thank you again. Um you were there when I had this vision um for the city. [1:30:57, 1:31:17]: Um and then after that it continued to grow. We went from seven students then the following year to fifteen. Um and then after the fifteen um we were able to um swear in um citizens to be on the advisory board that is now currently a part of our city charter. Um so that is [1:31:17, 1:31:37]: Is a board that is now in um forever um until this council decides to be a part of our city charter. And then you saw the twelve students today, um, which is the teen ambassadors who actually traveled with me to National League of City. Some went with me um to Charlotte, North Carolina. Um [1:31:37, 1:31:57]: Um some went with me to Los Angeles, California, and just recently to San Antonio, Texas, giving them that exposure to see what other youth delegates do nationally and how they can come and return back to their city and better serve as um productive productive citizens. [1:31:57, 1:32:17]: Um so I'm honored um during these four years that I was able to touch 34 young people, giving them the opportunity to see what entails with their local government. Um and I wouldn't been able to do that without um local support, local businesses. So I dwan to definitely thank them for stepping in, um, being supportive, knowing [1:32:17, 1:32:25]: that it was more so um not a political stance. It was for our young people. And today it actually showed [1:32:25, 1:32:45]: um how impressive our kids are. So I'm just honored um to my colleagues. Um this these four years um have been also an experience for me and I'm excited because I know each and every one of you. I know the desires that you have for this city, the love that you have [1:32:45, 1:33:05]: For this city, and I look forward in the future to be able to work with you to continue to represent Stockbridge. But I will say something that is near and dear to me, and it has been since I um came into office in 2015, and that is ensuring that um we make [1:33:04, 1:33:07]: Make sure that Cochrane Park stays open. [1:33:09, 1:33:15]: I may sit here now, but in twenty twenty I will stand over there um and speak to you directly. [1:33:16, 1:33:36]: Time is of essence. Um, and we have the power now to not wait after the holidays because these young people are waiting. I was at the legislative Henry County legislative meeting that they had with our legislators. And if you don't mind. Well let me ask the count I'll ask the counsel. Counsel, you can allow her to give a few more minutes. [1:33:39, 1:33:40]: I'm okay with that. [1:33:43, 1:34:03]: Okay. Thank you. Um Okay. So again, um time is of essence with our young people and when we're talking about our young people, I just hope that you make that a priority. Um, because we do have the power um to let the county know where we stand. [1:34:03, 1:34:23]: And we should do that. And I really think we should do that before the holidays. And that's just my stance on that. But again, um, this weekend you will see these young people give back to our historic community. Um, I always have done a holiday give back, and it will continue as well this Saturday where we'll have um blanket. [1:34:23, 1:34:43]: Blankets, toys, coats, and also donations from our community on turkeys and ham. So if any businesses that would like to support those efforts, um please get with me before you leave this evening or reach out to Miss Jackson. Um but again, I just want to say the staff. [1:34:43, 1:34:49]: It has been an honor to work with each and every one of you. [1:34:49, 1:35:09]: I just I've always stated that I'd never like to just stay in City Hall because I would like for you to actually bring to us your recommendations because that is your expertise. And I will say you all have done an outstanding job. We may question and question, but I will say with this group, it has been an honor to actually work with you. [1:35:09, 1:35:26]: Again, um in the near future, I look to work with you again um a little further to ensure that Stockbridge is um vibrant and progressive as we have set it out to be with this council. So thank you so very much. And to my mayor. [1:35:26, 1:35:46]: Thank you. Um, your leadership has been phenomenal, phenomenal. Um, and I look forward to you replacing me on the Legislative Policy Council with GMA and the Federal Policy Council as well to continue to make sure that Stockbridge has a seat at the table. And you were definitely my first recommendation when it came to that. [1:35:46, 1:35:50]: to continue to lead and I thank you for your leadership. [1:35:51, 1:36:11]: Thank you, Councilman Robinson. We'll be well missed as a confidant, as an individual dedicated to the city itself. And I know that uh brighter things are for you in the future. And I know you we'll see you often in this aspect. So it's good good to know. No problem. Um the Christmas gala was for our last event of the year, uh, was fantastic. [1:36:11, 1:36:31]: It's a great event. And the thing about it is, folks, citizens and the council here and our staff, we got an outstanding staff. But the thing about it is, next month is 2020, our centennial year. So that that outstanding event, the Christmas gallery, I look forward to some outstanding off-the-chain event each and every month that we celebrate. [1:36:31, 1:36:33]: A one hundred year birthday. [1:36:33, 1:36:53]: It's got to happen. And I know we're going to do it. Matter of fact, we just passed the budget. So the funding's there to do that. And we make any adjustments we need to make sure that we're here to a fantastic time each and every month. At least one event. So you all, the city is going to be proud of living here, working here, playing here as well. And that means playing all kinds of things, whether it's playing bass. [1:36:53, 1:36:57]: [5818.2, 5824.5]: Everything anything. We're gonna do it. It's gonna be an outstanding year. Okay? So on that note, I wanna tell you happy [1:37:04, 1:37:06]: Happy New Year, Merry Christmas, Happy New Year. [1:37:07, 1:37:10]: And the fact that uh keep the faith. [1:37:11, 1:37:17]: We are going to do some great things. You got to keep the faith. It's a process we got to work through. It's gonna happen. It's gonna work. [1:37:17, 1:37:24]: And you'll be proud. Sometimes there's some things you may not always agree with, but eventually it'll come out for the better good for the community. [1:37:25, 1:37:29]: So God bless you all. Let me read some uh no some uh announcements here. [1:37:29, 1:37:36]: Main Street Advisory Board, Friday, December thirteenth. Uh Friday the thirteenth. Wow. Nine A.M. Levi's Meeting Room. [1:37:37, 1:37:41]: Downtown Development Authority meeting, Monday, December sixteenth, six PM, Levi meeting room. [1:37:42, 1:37:45]: U council meeting Wednesday, December eighteenth, five thirty Levi meeting room. [1:37:46, 1:37:49]: U Council Advisory Committee meeting Wednesday, December eighteenth. [1:37:49, 1:37:55]: 630 Patrick Henry meeting room. And I have here Stockbridge Youth Council, Holiday Drive. [1:37:55, 1:37:59]: Satur we'll start a Saturday, November thirty to Friday, uh December thirteenth. [1:38:16, 1:38:19]: And the contact information is uh Shana Thornton. [1:38:19, 1:38:22]: Six seven eight seven oh two seven four six zero. [1:38:23, 1:38:32]: Welcome to Stockbridge Roundtable Tuesday, December 10th. That's tomorrow night, 6:30 uh City Hall. Levi Meeting Room, spirit headed by Councilwoman Gantt. [1:38:33, 1:38:44]: And that is actually it for announcement. Everything else has been announced. On that note, I would imagine that we need to go to the executive session. We have several things to talk about. So council need [1:38:45, 1:38:46]: I need a motion for that, please.
