--- title: January 28 2020 Work Session Meeting date: 2020-01-28 source: 2020-01-28_January_28_2020_Work_Session_Meeting.wav --- [0:00:01, 0:00:06]: [ 95.0, 100.3]: So somebody's not even else. [0:05:03, 0:05:04]: Well. [0:05:07, 0:05:08]: I'm sorry. Yes. Okay. [0:05:10, 0:05:18]: You ready now? Okay. Ladies and gentlemen, I have uh roughly five minutes after hour six, so I want to call our work session to order. [0:05:20, 0:05:24]: And uh for the invocation, Mr Watson, sir, could you please come and give an invocation for us? [0:05:27, 0:05:29]: [334.7, 354.7]: Okay, would everyone bow your heads? [0:06:14, 0:06:34]: And once again, we thank you for every leader here tonight, Lord God, that we will continue to work together for our students in Henry County in the Stockbridge area. We thank you for that and we pray for just an awesome meeting tonight. In Jesus' name we pray. Amen. For a pleasure. [0:06:34, 0:06:45]: Black United States as America and teaching the Republic of Christians, one nation, another God, an individual with liberty and justice for all. [0:06:49, 0:06:50]: Roll call, please. [0:06:52, 0:07:08]: Mayor Pro Tem Thomas. Present. Councilman Blount. Present. Mayor Ford. Present. Councilwoman Gantt. Councilman Alexander. Present. Councilwoman Barber. Present. Mayor Ford, you have a quorum. All right, now this is gonna be tricky here. We need a motion to adopt the agenda. Mayor. One second, please. [0:07:08, 0:07:15]: And second. So I know I gave the Mayor Pro Tem of a couple items to take off the agenda, but also I think there's some items that we want a consent agenda. [0:07:16, 0:07:23]: So I don't so it's wasn't a coordinated effort. So we'll see how we can make this thing work. All right. On that note, um [0:07:25, 0:07:27]: Councilwoman Gantt, go right ahead. [0:07:27, 0:07:33]: Mayor, thank you. Um I move that we amend the agenda [0:07:33, 0:07:34]: Um [0:07:34, 0:07:40]: As follows. Number one, that we that a consent agenda be established. [0:07:41, 0:07:48]: Two, that the following agenda items be moved to the consent agenda. Those items are [0:07:49, 0:07:50]: Seven. [0:07:50, 0:07:51]: T N [0:07:52, 0:07:53]: Eleven. [0:07:54, 0:07:55]: Thirteen. [0:07:59, 0:08:06]: I'm sorry, it's thirteen with the amphitheater. Not thirteen. So twelve and thirteen we wanna talk about. So seven, ten, eleven. [0:08:10, 0:08:11]: Fourteen. [0:08:12, 0:08:14]: Sixteen [0:08:16, 0:08:17]: Seventeen. [0:08:18, 0:08:19]: Eighteen. [0:08:22, 0:08:25]: And nineteen. [0:08:26, 0:08:29]: But it is my from my understanding, I'm sorry. [0:08:29, 0:08:31]: So let me go back. Seven. [0:08:32, 0:08:32]: Ten [0:08:33, 0:08:34]: Eleven. [0:08:38, 0:08:39]: Fourteen. [0:08:41, 0:08:41]: Yeah. [0:08:43, 0:08:45]: Sixteen. [0:08:50, 0:08:52]: And seventeen. [0:08:55, 0:09:08]: And then thirdly, that the following agenda items be removed from the agenda. Items 15, 19, 20, 20, and 21, and council comments. [0:09:10, 0:09:30]: All right, well, I'll tell you, I still need a second for that, but I will tell you that uh for uh Mayor Pro Tem uh Thomas and I would talk briefly in there there's and there were certain things that he and was giving guidance to take off as well. So, but this is awful lot in this aspect. And so uh first of all, is there a second to this [0:09:30, 0:09:31]: [572.7, 573.5]: Sorry. [0:09:34, 0:09:54]: Okay, you actually second this motion? Yes. Okay. Now, for discussion purposes, um I I have to admit, I I'm I'm personally not in favor of us taking all these things off off the agenda and put them on the consent agenda without having thorough discussion, actually, um in this aspect. But if it's the will of the council to do so and you and the majority of you rules, so be it. [0:09:53, 0:10:01]: Um, but I would think that the timeless of this is not proper at this point. I have to say that to be have a clear mind. Now, on that note, any further discussion. [0:10:02, 0:10:04]: Um [0:10:04, 0:10:05]: Okay. [0:10:07, 0:10:17]: I was requested to remove a couple, so it's all in the same motion that Mrs. Gantt made, fifteen and nineteen. Okay. Um, so I'm okay with those removal. Okay. Um [0:10:18, 0:10:21]: I think going forward and I would just comment that [0:10:22, 0:10:25]: Uh and I'm in favor of the proper procedure for a consent agenda. [0:10:26, 0:10:32]: Normally at the work session agenda items are discussed. Right. [0:10:32, 0:10:34]: And when it moves forward to the [0:10:34, 0:10:36]: Voting agenda. [0:10:36, 0:10:39]: then it is considered for [0:10:39, 0:10:43]: Uh consent agenda, but I'm okay with it today. [0:10:43, 0:10:46]: But I just want to speak to the to the proces. [0:10:46, 0:10:54]: of how consent agendas are um adopted. All right. Thank you. All right. Any further comments? Yeah, real quick. Go right ahead. [0:10:55, 0:11:15]: Um mayor, um a lot of this can't did come up at the um some of it did come up at the last minute, but these items are items that we were going to approve and that are funded already in the in the uh budget, or they're already funded in those different departments for approval. And so rather than go out uh [0:11:15, 0:11:22]: uh you know, actually itemize each item and and speak on them. We uh want to move those to a consent agenda. [0:11:23, 0:11:32]: Because they were gonna be approved anyway and there've already been a budgeted in the budget and they're gonna already be dis uh uh budgeted in the different departments also. All right, any further comments? [0:11:34, 0:11:37]: All right. So otherwise the motion has been made in a second that uh [0:11:37, 0:11:42]: That uh seven, ten, eleven, fourteen, sixteen, seventeen are actually um [0:11:43, 0:11:50]: I'll go to the consent agenda fifteen, nineteen, twenty, and twenty one and council comments are to be removed. If I understand that correct. [0:11:52, 0:11:55]: That is correct, and I imagine that the clerk has that properly. [0:11:56, 0:12:00]: Identified? Okay. All in favor of motion, please indicate. [0:12:02, 0:12:06]: All pose? Susta o pose? Okay, four one. All right. [0:12:09, 0:12:12]: I'm abstaining. I wanted to discuss these. [0:12:13, 0:12:15]: All right, so let's see here. [0:12:15, 0:12:17]: Make sure I got done this, so [0:12:17, 0:12:18]: Seven. [0:12:19, 0:12:20]: Mayor Thorn. Yes, ma'am. [0:12:22, 0:12:24]: I wanna make sure that my vote [0:12:24, 0:12:31]: I'm sorry? It's noted as abstaining. You sustained on that. Abstain. Abstain, excuse me. Sustain. Properly abstain. Okay. [0:12:31, 0:12:34]: Did you say abstain for discussion or just abstain? [0:12:36, 0:12:40]: For the motion. Sustain on the motion. Sustain on the motion. [0:12:41, 0:12:43]: Yes. [0:12:46, 0:12:53]: Now that means that the consent agenda goes at the uh b in between old business and new business or it comes initially first. [0:12:55, 0:12:56]: Yes, sir. [0:12:59, 0:13:05]: Okay, last time I'm new business, okay? Which in this case uh t okay. [0:13:06, 0:13:20]: All right. So on that note, uh let's go to what we have review of minutes for the following meetings. The special call meeting on January first, excuse me, January thirteenth. [0:13:20, 0:13:29]: And the city council meeting on the thirteenth. Those are for review. We'll approve them at our next meeting. Uh council meeting. [0:13:29, 0:13:33]: So if there are any changes, please get those changes to the clerk if need be. [0:13:34, 0:13:36]: On that note, do we have any public comments? [0:13:36, 0:13:38]: No public comments. [0:13:38, 0:13:46]: All right. So on that case, we have presentations. Henry County Schools Update presented by Dr. Elizabeth Davis, the superintendent. Ma'am, could you please come forward? [0:13:58, 0:14:02]: Man, everybody left after the celebration. [0:14:02, 0:14:08]: Well good evening, Mr. Mayor, members of the City Council and Stockbridge community members. [0:14:08, 0:14:20]: First, let me begin by congratulating you on an exceptional reception and celebration uh preceding your meeting this evening. And thank you for showcasing the talent of our young people right here in your backyard. [0:14:20, 0:14:20]: All right. [0:14:21, 0:14:41]: I uh also want to express my appreciation for the opportunity to be a part of your agenda and believe really this is a moment of opportunity to just uh showcase the exceptional schools that are right here in Stockbridge and take a moment to really reflect on the great leadership, the great teachers, and the great kids um right here. [0:14:41, 0:14:51]: In your community. This has been also an opportunity to acknowledge that great communities are built on the backs of great schools, and we want to [0:14:52, 0:15:12]: Meet your expectations and exceed your belief in what is possible on behalf of the community, counting on schools right here. I'd love to start by introducing a few key people that are here today, and uh and then I'll get on with the conversation. And so let me start by uh just recognizing that two members of our board of education. [0:15:11, 0:15:21]: Education have been able to join us today. Mrs. Annette Edwards and Mrs. Sophie Pope are both here in the audience and I'd love to acknowledge their leadership in the Board of Education. [0:15:26, 0:15:38]: I'm thrilled that the school principals right here from this community have been able to join today. And I'd love uh if you could just stand as I recognize you. Um Miss Barney is here from Austin Road Elementary School. [0:15:40, 0:15:48]: And Mr. Wiley hasn't quite stepped in, but we'll celebrate him when he does. Dr. Benjamin from uh Fairview is here today. [0:15:50, 0:15:55]: Mister Osmore, our rookie of a Stathbridge uh Principles. [0:15:55, 0:15:57]: For Stockbridge Elementary School. [0:15:58, 0:16:03]: Doctor Flemister Bell is here representing Stock uh Smith Barnes Elementary School. [0:16:04, 0:16:07]: Our assistant principal, Mr. Young, is also in the audience. [0:16:11, 0:16:13]: Miss Forbes, our principal at Stockbridge Middle School. [0:16:15, 0:16:20]: And Mr. Watson, our principal of Stockbridge High School. [0:16:21, 0:16:33]: You're also joined today by members of our leadership team uh who support many schools throughout the district, but particularly um Dr. Simon Robinzine, our assistant superintendent for elementary schools, is here. [0:16:34, 0:16:38]: Marianne Suddith, our assistant superintendent for middle schools. [0:16:39, 0:16:42]: And Miss Nicole Shaw, our assistant superintendent for high schools. [0:16:46, 0:16:55]: Additionally, I uh going through my list, missed uh focusing on celebrating uh Lisa Travis who is here, our cotton Indian elementary school principal. [0:16:57, 0:17:04]: And then, of course, uh also joining us today are Chief Financial Officer Christy Willis and Chief Operations Officer Josh Malcolm. [0:17:07, 0:17:08]: So [0:17:09, 0:17:17]: As an organization, we have been on an ambitious pursuit. This ambitious pursuit is to be the fastest-improving and highest-achieving school district in the Metro Atlanta region. [0:17:17, 0:17:25]: But being known for our connectivity to our kids, our connectivity to our families, our connectivity to our community. [0:17:26, 0:17:46]: And our connectivity to one another's as teammates in this organization, and our belief in the capability of every single child. You know, this all has to start with a governance structure, and I know you're all too familiar with the uh responsibilities of governing. Um, but I need to take a moment and acknowledge that while two of our board members are here today. [0:17:46, 0:18:05]: Today. It is a team of six, five board members and myself that are committed to working with a unified and cohesive governance model. As a matter of fact, this board of education was just recognized in the state of Georgia as one of two boards of education in the entire state for a leading edge award. That leading edge award [0:18:05, 0:18:08]: Does deserve a round of applause. Thank you, Councilman Alexander. [0:18:09, 0:18:25]: But it actually is a big deal because they were recognized for div the development of their governance model. And they were invited to present to all of the board members across the state of Georgia. And their their presentation concluded at four fifteen in the afternoon, which is usually when people run for the hills. [0:18:26, 0:18:42]: They had a line out the door of other board members around the state wanting to talk to them about how they have created such stability and strength for the school system and how it has led to great gains and successes. So they are worthy of being applauded. We do s thank you. [0:18:45, 0:19:05]: So I do want to take a quick peek at this slide. I know your lives have lived through these slides, but it is a recognition that over two short decades, that not only did our county population increase from 113,000 to 230,000 today in 20 short years. When people come, they bring with them children. And that means we have also. [0:19:04, 0:19:21]: increased the number of schools from 22 to 50 plus two school programs in just two short decades. And our number of employees as the largest employer of Henry County went from 3,000 to 6,000 in that same period of time, with our general operating budget nearly quadrupling. [0:19:22, 0:19:42]: So I'm here to ask what are the next two columns going to say? And how are we turning the page from one decade to the next with a real moment of acknowledging our need to do so together? So I'm going to just quickly point to the role that the Board of Education has had in establishing a stable foundation. And we are now in the [0:19:42, 0:19:51]: The process of building a long-range strategic plan. But they have established four core beliefs from which everything in the Henry County Schools now cascades. That first, [0:19:51, 0:19:56]: is that all children can learn at or above grade level and will have an equal opportunity to do so. [0:19:57, 0:20:03]: The second is that family and community involvement is critical to our student success. [0:20:03, 0:20:04]: Third [0:20:05, 0:20:11]: All learning environments should be supportive, safe, and secure. And fourth, [0:20:11, 0:20:18]: We believe that excellent teachers, leaders, and employees produce excellent results. [0:20:19, 0:20:39]: Through that, we've been able to cascade strong alignment from the boardroom straight to the classroom. And I want to now share some of the ways we are holding ourselves publicly accountable. I'll use two ways to do so. One will be just speaking to the performance accountability. That is, of course, because we are a public institution, we are prepared to be held accountable. [0:20:39, 0:20:46]: By the public, and I'll also talk about our accountability for our public tax dollars. So let me start with this slide you see on the screen. [0:20:46, 0:21:06]: I need to thank Mayor Ford and the members of the City Council because you joined us on December 9th, 2019, to declare it a day to celebrate learning in Henry County Schools. Your proclamation, we were so proud to receive to endorse the great role schools play in our community. But this 11-point growth on the state metrics for the district. [0:21:06, 0:21:11]: district is a profound moment of momentum. It also is an opportunity to celebrate that [0:21:12, 0:21:21]: Elementary, middle, and high are all now performing above the state average, and that is an important piece of momentum. [0:21:24, 0:21:38]: Now I I have to just hone in on the details of this data just a little bit because what you see in those first two columns on the left side of your screen is our district growth from two years ago to last year. While as the state represented in the bar in the gray bar. [0:21:39, 0:21:46]: They had a slight decline across the state, but look at those elementary schools with a 15.6 point growth. [0:21:47, 0:21:51]: While the state of elementary school showed a slight decline of point seven. [0:21:51, 0:22:06]: Our middle schools had a strong 8.6 point growth while the state of middle schools actually showed decline over the past year. And that strong performance in high school still stronger and improving faster than that of high schools around the state. [0:22:07, 0:22:22]: Now I also think it's uh important to point out that forty-two of our fifty schools showed growth, but twenty-four of them showed double digit growth in one year. And here's a quick look at those schools, some of them here to be celebrated tonight. [0:22:23, 0:22:24]: Outstanding. [0:22:25, 0:22:30]: Amazing. As a matter of fact, let's go ahead and celebrate those Stockbridge schools. [0:22:34, 0:22:42]: These leaders sitting here before you, and the teachers that stand in classrooms every day, and those employees that wrap around our classrooms have truly [0:22:42, 0:23:02]: believed that the core business is student learning and our responsibility for all children to learn at high levels. Look at this growth of Austin Road Elementary School. From a sixty one to a seventy-seven point seven on that state accountability metric in one year is absolutely unprecedented growth. And I applaud Miss Barney and the team at Austin Road Elementary School. [0:23:06, 0:23:20]: The strong growth continuing at Cotton Indian Indian Elementary School, with that strong nearly four-point growth in that one year, and that leadership of Miss Travis and the leadership team and teachers at Cotton Indian are continuing to do great things on behalf of kids. [0:23:24, 0:23:32]: Our Fairview Elementary growth from a 68.5 to an 83.9 is absolutely remarkable. [0:23:34, 0:23:48]: And Fairview is one of our six schools who have been recognized as a reward school in the state of Georgia. It's the top five percent performing schools uh serving in a Title I uh school setting. Absolutely remarkable. [0:23:50, 0:23:59]: Of course, I want to continue the celebration recognizing Smith Barnes Elementary School from a 57 to a 69, nearly 70 on the CCRPI. [0:24:01, 0:24:13]: And then of course Stockbridge Elementary, they did take the cake. It's hard to believe that an eighteen point growth wouldn't have been the most, but when you look at Stockbridge Elementary School jumping from that forty all the way into the seventies. [0:24:17, 0:24:29]: Excuse me. Excuse me. Yes sir. I I just want to make sure Flippin' Elementary get their shout out too. Flippin' Elementary had a twenty six point grow. That's right, they're starting school. [0:24:29, 0:24:31]: That is right. [0:24:32, 0:24:34]: Yes, Flippin' Elementary had a great year of growth. [0:24:35, 0:24:54]: Um also here tonight we have our middle schools and our high school, and Austin Road Middle School showed strong stability and preparation for growth as we head into next year. And Stockbridge Middle School, also a reward school for the state of Georgia with amazing growth from that nearly 50 to a nearly 70 in one short year. [0:24:57, 0:25:13]: And then finally, while we saw uh high schools around the state just barely nudging improvement here at Stockbridge, look at that growth, a ten point growth that's fairly unprecedented for high schools, and one of the highest growth points for any high school in the state, and that's Stockbridge High School right here. [0:25:15, 0:25:35]: This conversation is really born out of being proud of your schools, proud of your leaders, proud of your educators, and confident in your opportunities that kids have right here in your public schools. But I also know that the strength of the Stockbridge Cluster Schools is only as strong as the strength of the entire community, the entire county of schools. And so we're conscious of how. [0:25:35, 0:25:51]: our preparation and readiness looks relative to those other districts in the ki in the in the neighboring um area. So what you see on the screen now is a list of 18 districts. They represent those districts in the Metro Atlanta area as well as those in the Griffin region. [0:25:51, 0:25:54]: Of that list of eighteen, you can see that [0:25:54, 0:26:14]: Unfortunately, Henry County sat near the bottom of that just two years ago. But after the performance of students in schools right here in Stockbridge and across Henry County, Henry County has now jumped toward the top of that list and exceeding the state average. And I see those top six school districts well within reach to not only being the fastest improving, but now [0:26:14, 0:26:16]: Highest achieving district in [0:26:21, 0:26:26]: So a lot of people ask me, how did this happen? And honestly, this is how this happened. [0:26:27, 0:26:35]: But additionally, the metrics that the state of Georgia have compiled are imperfect in a lot of ways. And honestly, [0:26:36, 0:26:37]: We don't care about the numbers. [0:26:38, 0:26:49]: We care about the kids that these numbers represent. And we care about those kids so much that on our watch we want to do all that we can do to make sure that their learning is never less than exceptional. [0:26:50, 0:27:00]: But we also don't get to pick the metrics, and that's part of being a public institution. And one of the indicators is called closing the achievement gaps. Now [0:27:00, 0:27:14]: It's a very complex formula, but essentially the state determines what the performance benchmark should be for any one of your student groups. That could be students with disabilities, that could be students that are uh on a free and reduced lunch uh [0:27:14, 0:27:24]: paid uh meal. It could be for your students that are Hispanic, your students who are English learners. Every student group has a p a target that we don't get to set. [0:27:25, 0:27:40]: But let me show you how our schools did in reaching their targets. In elementary school, two years ago, we met 30% of our targets for student groups. And last year, 100% of those targets were met to close gaps. [0:27:40, 0:27:42]: That is unbelievable. [0:27:44, 0:28:00]: I mean, it's a shame that elementary has to go first because thirty-two point growth for middle school is also absolutely remarkable. And then a forty-five point growth for our high schools, it really is just an indicator that this board of education and our team of school leaders. [0:28:00, 0:28:02]: Are committed to every single child. [0:28:02, 0:28:09]: And exceeding the learning potential of every single one of our children that walk through the door on whatever day they walk through the door. [0:28:10, 0:28:25]: You know, this is really only possible when you come together as a school community. Fifty schools strong with one direction that has been established by our board of education, and our laser focuses on student learning and taking responsibility for the performance outcomes in which uh we experience. [0:28:25, 0:28:33]: But I want to actually pause that conversation celebration. I just want to shift the conversation and talk a little bit about our accountability for the public tax dollars. [0:28:33, 0:28:37]: And so you know that we currently have two funds. [0:28:37, 0:28:42]: That we are responsible for as a school district. That first is our general fund, our general revenue. [0:28:43, 0:28:47]: Сиксі процентов да ревену кам'ян стай сорс. [0:28:48, 0:28:53]: Nearly forty percent come from local property taxes. About one percent are federal dollars. [0:28:54, 0:29:09]: That$407 million is the highest budget that the school system has ever passed. And that budget is largely grew from$389 million the year before because a the governor, who had been newly elected, ran on a platform of increasing teacher salaries. [0:29:10, 0:29:18]: By doing so, every teacher in our district got a three thousand dollar increase to their salary, and that money largely came from the state. [0:29:18, 0:29:24]: But our board of education wasn't satisfied solely increasing the salaries of our teachers, although that is vital. [0:29:25, 0:29:36]: They were able to use local dollars to increase all of our employees who are serving in positions other than teachers with a three percent raise. And so that's where you see that increase in the budget. [0:29:38, 0:29:49]: Our second budget is a voter-approved SPLAS referendum, and every five years we invite voters to support their schools through their SPLAS. We're currently in SPLAS five and we have a$371 million budget. [0:29:50, 0:30:08]: Okay, so the first thing I want to show you because you want to know if you're getting value for your education is that these are now the top ten largest districts in the state of Georgia. We're number eight in size in the state of Georgia. But out of fifteen thousand districts in the country, we're actually number one hundred and ten. So we're a rather large district. [0:30:10, 0:30:18]: But in these top ten largest districts, what you see is that Henry County falls right in the middle of their per pupil expenditure at just at$9,400 a student. [0:30:19, 0:30:28]: I like to take this chart and put it next to the performance outcomes of districts to see if you're really spending your money where it is effectively resulting in student outcomes. [0:30:28, 0:30:32]: I'm gonna change the conversation and talk about the central office expenditures. [0:30:33, 0:30:53]: This is the same list of 10 districts, largest in size in the state of Georgia. Henry County continues to rank at the bottom in the per pupil expenditure spent on centralized services. That means our dollars are as close to kids, classrooms, teachers, and schools as possible. As a matter of fact, out of [0:30:53, 0:30:57]: [1857.8, 1863.1]: We are ranked one hundred and seventy-sixth in dollars spent on central office services. [0:31:03, 0:31:14]: And that is actually pretty unbelievable. It is a reflection of our board's commitment to keeping dollars as close to kids, teachers, classrooms, and schools as possible. [0:31:14, 0:31:20]: So that's our general fund. Let me take one moment and transition and talk about our East Blast fund. [0:31:20, 0:31:40]: Right here, what you see is that our ESPLAS fund um for SPLAS four is actually really completed. We have made our final action um in December of twenty nineteen and we will close out this spring that SPLOST 4. Collections concluded in December of 2018, and you can see those great projects. [0:31:40, 0:32:00]: Five is what we are currently collecting the penny sales tax, and it started in January 2018. But what you can see is that just two years later, we are more than 80% complete the projects that were on that project list that voters reviewed and supported. And I know you've seen a lot of this, but I want to just give you a couple images of the fine commitment of capital improvement in our [0:32:00, 0:32:08]: Community. This is the New McDonough High School, the replacement for Henry County High School. This is the New McDonough Middle School, the replacement for Henry County Middle School. [0:32:09, 0:32:26]: This is the uh multipurpose facility that has now been added to each of our high school's uh campuses and Stockbridge is I think the dirt is like being turned over and probably a mess right this second, but it's gonna look like that really soon. Okay. Each one of our high schools has a turf field, great for [0:32:27, 0:32:32]: Celebrations like a graduation, but we also happen to have some pretty good football here in Henry County as well. [0:32:33, 0:32:37]: Pretty much led right here at the Stockbridge High School football program. [0:32:38, 0:32:57]: We currently have 320 buses on the road, and we have lagged in our intense growth and replacement commitment for our fleet. But over the last 18 months, we have actually replaced 10% of our fleet, purchasing 30 buses and getting 30 off the road. [0:32:57, 0:33:11]: I want to just draw your attention to the little green bird at the top of that one bus. It tells you that it's a clean fuel alternative, and these are air conditioned. We're we were impressed with that. [0:33:11, 0:33:13]: Green energy. [0:33:15, 0:33:17]: And then finally, right here. [0:33:17, 0:33:32]: Pretty close to your backyard coming out of the ground. I think I need to update my picture pretty much every day. But the Performing Arts Center in the Fairview community will be ready for a ribbon cutting this spring and our first performances will be in April. And that is gonna be an absolute jewel. [0:33:34, 0:33:54]: So the last thing I wanted to mention while I'm here is that there is an opportunity that we have just had for the board to take action on repurposing Henry County Middle School. Henry County Middle School will now be called Henry County Schools Learning and Support Center at Henry County Middle, and it will actually provide the opportunity to serve as [0:33:54, 0:34:14]: A great hub of opportunities to serve adult learners, extended learning programs. We'll bring the First Boys and Girls Club to Henry County and house them at that facility. And we will also be able to take all of our family services that are currently housed in lots of multiple locations and bring them under one roof. [0:34:14, 0:34:19]: roof, so a family either new to our community or benefiting from support will be able to do so. [0:34:20, 0:34:21]: Right there at one location. [0:34:22, 0:34:33]: So at this time, uh Mayor Ford and members of the city council, it has been my pleasure to be a part of your conversation and your agenda. It concludes what I have prepared, but I can remain available for any discussion. [0:34:33, 0:34:35]: Doctor Davis, I will tell you, thank you for the briefing. [0:34:37, 0:34:57]: Outstanding results and I'll tell you I'm uh it makes me and I'm pretty sure the council will express this as well, uh makes me uh real proud to be uh living in Henry County. And I will tell you the story. I'm a retired army officer and uh I retired almost ten years ago. But when I got transferred from Fort Lewis, Washington to Fort McPherson roughly fifteen years ago, my wife and I went on [0:34:57, 0:35:02]: online to find out uh you know, I'm going to the Atlanta metro area so where can we settle? [0:35:02, 0:35:04]: And obviously we settled on Henry County. [0:35:04, 0:35:06]: A couple of things hit hit home. [0:35:06, 0:35:26]: One of course was a the outstanding school system and how things were going'cause my daughter was leaving uh the eighth grade and and starting high school and uh well excuse me. It it was just it just worked out well in this process and then the I have a younger sister that lives in uh in North Fulton County in Roswell, and they want us to go up there and I told them no, no, I'm going south and and [0:35:26, 0:35:46]: in this aspect and of course Henry County have one of the fastest growing counties with new home construction roughly fifteen years ago. So I'm really, really pleased the fact that I my wife and I selected Henry County, selected Stockbridge of course, and then the fact that the school system is is is doing outstanding and and I appreciate your leadership and and all your supporting cast here because I know those principals and assistant principals. [0:35:46, 0:36:06]: and those teachers do all the heavy lifting. And uh I'm very pleased from a midw I'm a Midwest guy, but I live here now obviously and I'm I'm really happy and pleased that I'm here. And the school system was one of the deciding factors for my wife when I decided to come here. I'm happy when I'm here and I'll be here probably the rest of my living days. But anyway, thank you for the briefing. Thank you. Any other comments? Yes. [0:36:06, 0:36:26]: Go right ahead. Oh well, that's right. Go ahead. Okay, go ahead. Go ahead, Alessandra. I simply want to thank you for those outstand that outstanding report. And I have supported you, your candidacy in this um and since the beginning because I knew I from watching what I had seen uh before you arrived that uh good things were coming and you and this [0:36:26, 0:36:46]: This team that's been assembled has done such an outstanding job, and we look forward to uh what is moving forward in this in the system. Um the the numbers and the expectations uh for the system have been elevated to a level, and every time I hear you speak, you say the best school system. [0:36:46, 0:37:06]: In the state of Georgia. And that dictates where we're going and the message of best in class that this city and all of the this community would like to see. As far as what is concerned, no, just uh flipping elementary is you know, that's that's my neighborhood. And uh [0:37:06, 0:37:26]: Right down the street. There are several neighborhoods in the Eagles Landing area. They all attend the flipping schools and the Eagles Landing High and Middle. That's all the schools. My kids graduated from those particular schools, and to see those improvements there are absolutely outstanding. I appreciate Mr. Malcolm and yourself being in consultation with the school. [0:37:26, 0:37:46]: A contact with me about the updates and the security improvements and the safety improvements that we seek in terms of the sidewalks and the uh safety enhancement with the lights and all. Those types of things really matter to the community as we look for uh connectivity. I did have a question uh as far as uh [0:37:46, 0:38:06]: uh that is concerned if we doing questions now we just don't understand. Go right answer. In terms of um I think uh I just wanna I know we're you're doing a good job at your meetings and I know what you probably see is what we see here is that a lot of folks don't come to the meetings and uh our meeting is actually on the same night as the school board meeting so we would like to come to [0:38:06, 0:38:26]: More of those meetings to be able to support. The one question that I've been looking to seek is if as the mayor was saying, when people were coming here, you talked about the future plan, where can uh cons uh folks go when they're looking to see where the new school is coming? Is there a place or or a person? [0:38:25, 0:38:29]: [2309.7, 2329.7]: The future plan and I see you're putting a plan together, but there's gotta be a plan of where the next few schools are going or to kind of give folks a head up. Yeah, we are cause when the zonings come before us, uh they're like the school is overcrowded and things are happening. But if they know that next school is coming, because growth is coming, can you kind of talk about the [0:38:49, 0:38:50]: Yeah. [0:38:51, 0:39:11]: Great question, and I thank you for bringing it to um this discussion. As a matter of fact, uh as a school district, we are just concluding what's called a classroom utilization study where there is an actual examination of every single one of your school facilities and the classroom capacity, uh, whether it's used as a classroom [0:39:11, 0:39:14]: today or not, what could be the classroom capacity? [0:39:14, 0:39:15]: And then [0:39:15, 0:39:20]: At the same time, that external study has taken all of the zoning. [0:39:20, 0:39:27]: Uh, decisions made by every city council and our board of commissioners and applied all of that. [0:39:28, 0:39:46]: In addition to a historical and future anticipated live birth rate from all of our regional hospitals, as well as all of the dis water water um decisions. So how have all the water lines and sewer lines been been laid and and compiling really all of that information? [0:39:47, 0:40:07]: Are preparing to present to the Board of Education a 10-year projection of student population to school attendance zone. So we are just on the cusp of being able to answer your question of where is the growth going to exceed our school capacity and how will that inform our SPLAS six project list? [0:40:06, 0:40:26]: That will then reveal what new schools would be necessary. As of right this moment, we are not in the process of building a new school, nor changing any of our attendance zones. And we are awaiting this very comprehensive review of our student age population projection. [0:40:26, 0:40:34]: For the next 10 years. So that should be upon us in the next two months. And I'd be happy to bring back and share that report with you all. [0:40:36, 0:40:40]: Any other questions? Yes, sir. Go ahead, please. [0:40:40, 0:41:00]: Thank you, Mr. Mayor. I just wanna thank you. Uh I think this reflects as Superintendent your leadership with this growth. I do wanna commend you and your frontline foot soldiers who are on the front line, actually face to face with these kids. [0:41:00, 0:41:18]: and those are uh achievements. Uh I'm an alumni of Smith Barnes Elementary. I know Dr. Bell well and actually um both of us graduated from the same um college. So I have a real great interest for Smith Barnes and I'm excited [0:41:18, 0:41:21]: Uh, to know that those numbers are increasing. [0:41:21, 0:41:23]: Just a couple of years ago. [0:41:24, 0:41:25]: Um [0:41:25, 0:41:27]: It was a dim picture. [0:41:27, 0:41:32]: Uh from what I understand out of the fifty one school, uh thirty schools were failing. [0:41:32, 0:41:42]: and and to hear this report today, I think all of you should be uh commended. Um, but as you were showing some of the pictures, I reflected back on [0:41:42, 0:41:45]: My high school days and that the old middle school. [0:41:45, 0:41:47]: That's my old high school. [0:41:47, 0:41:48]: So um [0:41:48, 0:41:56]: Great great memories there, as well as Smith Bond, Dr. Bell. So um I grew up here in this area and um [0:41:57, 0:42:15]: how things have changed uh from the early days uh when I was in school. But it is just a great testament to uh see the growth and the achievement that we are making here um in Henry County. And I will say too that on Saturday, [0:42:15, 0:42:19]: At the ninth annual African American Heritage Celebration. [0:42:19, 0:42:39]: We are recognizing uh two of the schools, uh Stockbridge Middle and Stockbridge Elementary for education and literacy um achievement. So I just wanna throw that out. If any of y'all are available on Saturday uh at four PM, uh we will lift up those two schools. Thank you. [0:42:39, 0:42:45]: Thank you. Mr. Blount, please. Yeah, just real quick, uh you know, over the years I've seen uh [0:42:45, 0:43:05]: PBIS programs. I think uh in fact I think that a Fairview was the pilot school for that uh several years ago. Uh I've seen uh learning programs, uh leadership programs, uh project building learning programs come in, and I've seen mentoring programs. Also, one of the things that I've tried to bring uh what [0:43:05, 0:43:06]: You had some [0:43:06, 0:43:26]: Things happening over at Stockbridge Elementary School. At the time, I like to see the African the the um the Latin American Association want to get involved because uh one of my concerns is at uh Stockbridge Elementary School, I think it's like twenty two percent Hispanic population over there. And we just wanna make sure that grays aren't because they're not learning, it's because they have [0:43:26, 0:43:46]: have a uh we want to make sure we don't have a learning barrier between there. So whatever, you know, I can do to help bridge that gap with uh contacting them. Uh but some of those kind of things die, you know, when you have the the elections and politics and all that stuff going on. But uh I like to get that back on board. But one of the things I can say to everyone sitting up here that you all are doing an [0:43:46, 0:43:55]: excellent job because believe it or not, as we do development and we look for that anchor building to say, hey, that's gonna bring businesses. [0:43:55, 0:44:15]: The greatest anchor we could ever have is to have a great education system in this county, and that becomes the anchor for the whole county. They say, hey, you wanna do business here, you wanna bring your business here, you wanna let your kids grow up here and all this stuff. So my hats off to all of you all. You all are doing a great job. And I've come personal with a lot of you all, and I know you all, and I've even talked to Ms. Watson about it during lunch. I'm trying to figure out [0:44:15, 0:44:25]: what time he go. I know he's always on the He only gets 17 minutes for lunch. Yeah. So uh I just want to say hats off to all of y'all. You all are doing a great job and thank you so much. [0:44:25, 0:44:45]: Go write it, please. Thank you. Um, Dr. Davis, um, thank you so much for your presentation. Um, it's very personable. Um, it was outstanding, and for the seven years I've been on council, I can't recall anyone just literally sitting down and giving us concrete data that you've given us tonight. And I I really appreciate it. [0:44:45, 0:45:05]: appreciate it as a parent, um as a mom and as a concerned citizen. Um we recently took a class um over the weekend and we discussed education. In fact, tonight on our agenda is to make sure that we readopt our partners in education and that is to let [0:45:05, 0:45:08]: You all know that the city of Stockbridge is here for support. [0:45:09, 0:45:29]: And we're here to help our schools. Um, we are here to do what we can on our end. It takes an an effort by all. I remember stating that one time in Henry County at the um commissioner's office in regards to the population. It takes a group effort. Um schools are important. We know that. We know that when people [0:45:29, 0:45:49]: People come to a location, whether they're businesses or they're moving, the first thing they're gonna look at is those schools, not school numbers. And that includes what we have to consider here. So I just commend what you're doing. I see the growth. Um I see your personal touch along with your staff. [0:45:49, 0:46:03]: Um, Dr. Robinsine's really important. Now I remember him from Red Oak. But um as a parent liaison and everything else, I I just commend you and your staff and everyone for doing an excellent job. So thank you so much. Thank you. I appreciate that. [0:46:03, 0:46:17]: Yeah, the comments. Okay. Mr. Mayor, I want to thank you because it's really about great people in a great community and I thank you so much for the support that you have offered and the time on your agenda. I also just want to mention that each one of the people here. [0:46:17, 0:46:30]: They happen to be balancing a lot of conflicts back at their school and so if you could excuse uh us as as they need to get back to their responsibilities. But thank you and we remain just a phone call or email away. Absolutely. Thank you very much. Appreciate it. [0:46:36, 0:46:39]: Bravo. [0:46:41, 0:46:51]: All right, uh what we have next is actually old business. Number four, council consideration to revisit, earmark certain line items of the FY twenty twenty operating budget. [0:46:51, 0:46:55]: And says presented by Mayor Pro Tem Afonso Thomas. [0:46:56, 0:47:00]: Thank you, Mr. Mayor. I'll give a second or two. [0:47:07, 0:47:10]: And I guess Mr. Wiggins needs to come to the podium as well, I suppose. [0:47:11, 0:47:15]: Um, maybe not. Well, he may, but I'll start this off. Go ahead. [0:47:16, 0:47:17]: Mm. [0:47:19, 0:47:27]: I am calling on this council to take some decisive actions regarding our zoning ordinance. [0:47:30, 0:47:31]: We have been told. [0:47:32, 0:47:35]: That our current zoning ordinance is outdated. [0:47:36, 0:47:40]: and need to reflect the current standards. [0:47:41, 0:47:48]: We need to revise our ordinance to position the city of Stockbridge for new growth and new development. [0:47:51, 0:48:01]: We need to revise our ordinance because the current ordinance does not anticipate the type of development we want or desire. [0:48:02, 0:48:04]: As of today [0:48:05, 0:48:07]: There's no rewrite. [0:48:08, 0:48:11]: For over a year until last year. [0:48:11, 0:48:15]: We had a moratorium in place because our ordinance [0:48:16, 0:48:18]: Дина хав адекват контрол. [0:48:19, 0:48:24]: to prevent the oversaturation of certain types of businesses. [0:48:26, 0:48:31]: The reason the moratorium was in place for so long is because [0:48:32, 0:48:36]: We were told that staff was working on the rewrite. [0:48:37, 0:48:38]: Yet [0:48:38, 0:48:40]: No rewrite. [0:48:42, 0:48:43]: Instead [0:48:43, 0:48:47]: It took two prospective business owners. [0:48:48, 0:48:51]: who wanted to establish their business in our city. [0:48:51, 0:48:52]: To move the needle. [0:48:54, 0:48:57]: We adopted an interim ordinance. [0:48:57, 0:49:00]: So that the tattoo business [0:49:00, 0:49:02]: And the event center. [0:49:02, 0:49:04]: could open in our city. [0:49:05, 0:49:07]: Бо ви стіль надопти. [0:49:08, 0:49:10]: The comprehensive rewrite [0:49:10, 0:49:12]: we was told was so necessary. [0:49:14, 0:49:18]: I asked for the status of the zoning rewrite. [0:49:18, 0:49:23]: When we were discussing the short term work program a month or so ago. [0:49:25, 0:49:27]: I was led to believe that [0:49:27, 0:49:30]: That an RFP was currently [0:49:31, 0:49:33]: being conducted to identify [0:49:33, 0:49:34]: A consultant [0:49:35, 0:49:37]: to assist the cities with the zoning rewrite. [0:49:38, 0:49:39]: Yet [0:49:40, 0:49:43]: No such RFP exists on the website. [0:49:45, 0:49:48]: Now I am not choosing to make [0:49:48, 0:49:51]: A big deal about being misled. [0:49:52, 0:49:52]: But [0:49:54, 0:49:56]: The facts are the facts. [0:49:57, 0:50:00]: In the physical year twenty nineteen budget. [0:50:01, 0:50:06]: We allocated one hundred thousand dollars for professional fees. [0:50:06, 0:50:08]: Інтиципачін [0:50:08, 0:50:12]: of hiring a consultant for zoning rewrite. [0:50:14, 0:50:16]: But it did not happen. [0:50:19, 0:50:20]: In fact [0:50:20, 0:50:23]: On march eleventh, twenty nineteen. [0:50:24, 0:50:27]: The city council specifically voted [0:50:28, 0:50:30]: to authorize [0:50:30, 0:50:31]: An RFP [0:50:32, 0:50:36]: To hire a consultant to rewrite our zoning code. [0:50:38, 0:50:42]: Now it cannot be said that we don't have enough staff. [0:50:43, 0:50:47]: Because each time planning and zoning department asked for additional staff, [0:50:47, 0:50:48]: We provide. [0:50:49, 0:50:51]: Besides the proposal [0:50:52, 0:50:55]: is to get outside help for this important task anyway. [0:50:57, 0:51:01]: This must be a priority for our planning and zoning staff. [0:51:01, 0:51:04]: In order to move the city forward, the [0:51:04, 0:51:07]: for future development and to establish [0:51:07, 0:51:12]: A vibrant city, as we has always talked about. [0:51:15, 0:51:17]: Виктор Бисфоїс. [0:51:18, 0:51:20]: In the year twenty seventeen. [0:51:21, 0:51:25]: We allocated a hundred and thirty four thousand dollars for professional fees. [0:51:27, 0:51:31]: In the physical year 2018 budget, we allocated fifty thousand. [0:51:32, 0:51:38]: In the year twenty nineteen, we allocated one hundred thousand dollars for professional fees. [0:51:40, 0:51:43]: In this year's budget we allocated [0:51:43, 0:51:44]: A hundred [0:51:45, 0:51:47]: And one hundred thousand dollars for professional fees. [0:51:49, 0:51:50]: Council. [0:51:51, 0:51:52]: This is not personal. [0:51:53, 0:51:56]: This is about the city of Stockbridge growing and moving forward. [0:51:56, 0:51:58]: I want to make sure [0:51:58, 0:52:00]: That the zone and rewrite [0:52:01, 0:52:03]: actually take place. [0:52:04, 0:52:07]: This is why, Mr. Mayor, I am making this motion. [0:52:08, 0:52:10]: For a resolution. [0:52:10, 0:52:12]: To be prepared. [0:52:12, 0:52:14]: Directing the staff. [0:52:14, 0:52:16]: Through the city manager. [0:52:16, 0:52:22]: To issue an RFP for a consultant to assist with the zoning. [0:52:22, 0:52:24]: rewrite immediately. [0:52:25, 0:52:29]: The resolution would also include an update on our sign ordinance. [0:52:30, 0:52:32]: And an additional resolution. [0:52:33, 0:52:34]: To [0:52:34, 0:52:36]: resolution to earmark. [0:52:37, 0:52:38]: The funds [0:52:38, 0:52:44]: designated for the Historic Preservation, which is also located in [0:52:44, 0:52:45]: Uh planning and zoning. [0:52:48, 0:52:58]: And if I know Council, you have your budget and I could point to those in a few minutes and if you de desire so I will give you the number in the packet here where those are. [0:53:00, 0:53:03]: I'm asking my colleagues to join with me. [0:53:05, 0:53:07]: In the directives [0:53:07, 0:53:11]: to embark these funds for which we voted. [0:53:12, 0:53:13]: in the twenty twenty budget. [0:53:15, 0:53:17]: We have waited far too long for [0:53:18, 0:53:21]: And seeing far too few results. [0:53:24, 0:53:25]: The present motion [0:53:26, 0:53:28]: Is on the table, Mr. Mayor. [0:53:28, 0:53:30]: And I asked for a second second. [0:53:31, 0:53:33]: Thank you. I year my time. [0:53:34, 0:53:34]: All right. [0:53:35, 0:53:55]: Um all right, so obviously we need to have some discussion on this uh in this aspect. Miss Moore, go right ahead, please. Yes, I would ask that mayor and council not get before Georgia law. Uh the Georgia urban law dictates when certain documents can be done. So for the public, if you would give me an opportunity to educate the public on [0:53:55, 0:54:00]: Land use, zoning, and signed ordinance and zoning ordinance. [0:54:01, 0:54:03]: As you remember, when I first came on border. [0:54:03, 0:54:11]: I asked you if you would give me the opportunity to create for the first time in Stockbridge's history. [0:54:11, 0:54:13]: its own comprehensive plan. [0:54:14, 0:54:17]: You gave me the authority to do so. [0:54:17, 0:54:21]: So now let me go to the Georgia urban development law. [0:54:22, 0:54:37]: The law basically says that the first thing you must do in any of your planning documents is to what? Come up with a comprehensive plan which allows you to create your land use. [0:54:38, 0:54:40]: Whether or not it's gonna be commercial [0:54:40, 0:54:41]: Industrial [0:54:42, 0:54:43]: Residential. [0:54:43, 0:54:56]: As you know in your budget, you designated in your 2017 and 18$100 and something thousand dollars. I think Mr. Thomas referred you to the budget. So I would like for you to look at those numbers as well. [0:54:56, 0:55:03]: And we took those monies and as you know, we solicited an RFP for your what? [0:55:03, 0:55:05]: Comprehensive plan. [0:55:05, 0:55:08]: If you remember correctly, when do we submit [0:55:09, 0:55:11]: The comprehensive plan to the state of Georgia. [0:55:12, 0:55:16]: If I'm not mistaken, it was August of last year. [0:55:16, 0:55:30]: If I'm not mistaken. So what the law says is that once you have submitted your comprehensive land use plan, your next step is to then come back and overlay that. [0:55:30, 0:55:32]: With a zoning ordinance. [0:55:32, 0:55:33]: What does that mean? [0:55:34, 0:55:39]: That means that on your comprehensive land use map, if you have designated [0:55:39, 0:55:41]: A particular area of your city [0:55:42, 0:55:43]: As commercial [0:55:44, 0:55:49]: Now you need to come back and decide whether or not it's gonna be C1. [0:55:49, 0:56:09]: Light commercial, C2, medium commercial, or C3, heavy commercial. So now that last year you adopted your comprehensive plan, we're now able to move forward on the RFP for your next step, which is zoning ordinance. [0:56:09, 0:56:29]: Now, yes, you did in your 2018 budget have$100,000 for your comprehensive plan, but you know what? We didn't spend it. Why did we not spend it? Because we weren't ready to spend it. Why were we not ready to spend it? Because your comprehensive land use. [0:56:29, 0:56:49]: Plan had not been accepted by the state of Georgia. So what happened to that$100,000? Based on state law for budgeting, all that money, you know what? Roll back over to what? Your general fund. So every year that this council has set aside. [0:56:49, 0:57:04]: money for the comprehensive plan, until we spend that money, it rolls back over to the next year's budget. So all of the money that you had last year, we did not spend. Why? Because we were not ready. [0:57:05, 0:57:17]: Are we ready now? Yes. The RFP for the zoning. Well let me do the correct word. We're not doing a zoning ordinance. We're doing a unified development code. [0:57:18, 0:57:23]: What is that? A unified development code includes your zoning. [0:57:24, 0:57:41]: It includes your subdivision regs, it includes your design standards, it includes your overlay district, it includes your historic district, it includes the comprehensive elements of everything that concerns your city in which you may have someone wanting to develop. [0:57:41, 0:58:01]: That particular RFP has been done. It has been gone through the procurement division. She is imprepared to put that out in the newspaper from my understanding this week. And it has all the dates in terms of when that is supposed to be submitted. Now, in reference to the sign ordinance, what the [0:58:01, 0:58:05]: State law says is that every five [0:58:06, 0:58:07]: Це сексі є. [0:58:08, 0:58:16]: Every government should update all of their major ordinances. One is your signed ordinance. [0:58:16, 0:58:27]: Ms. Alexander, if you remember, during the budget discussion last year, the question was we were only going to give$100,000. And the question was, did we want to do the comp plan? [0:58:27, 0:58:47]: Or the sign ordinance. And the decision was to do the comp plan. We'd be more than happy to do more than one thing at one time, but we're only following the instructions that this council has given us. But what I do not want us to do is to get ahead of state law. We need to be in compliance. [0:58:47, 0:59:02]: To what the state requires us in terms of submission of a comp plan and a unified development code. And that is my response. I'm here for any questions. I don't think that a resolution is needed. [0:59:03, 0:59:08]: for something that we're already in compliance with the state law. [0:59:08, 0:59:11]: Mr. Mayor, could I rebuttal? Yeah, yeah, go ahead, sir, please. [0:59:12, 0:59:22]: A couple of things, Mrs. Moore. Uh I'm gonna first reflect back to the conversation that I had just a month ago with you and the city manager. [0:59:23, 0:59:25]: I was told [0:59:26, 0:59:31]: That this R F P was out on the web. I was told that. [0:59:32, 0:59:37]: And as soon as I hung up, I checked and it was not that's number one. [0:59:37, 0:59:39]: Uh the sign ordinance [0:59:40, 0:59:48]: Uh that you referenced was adopted in 2013. I was here. Mayor Ford was on that committee. That was 2013. This is 2020. [0:59:49, 0:59:50]: Um [0:59:51, 0:59:55]: You stated that the funds was not touched. [0:59:56, 0:59:57]: And they were there. [0:59:59, 0:59:59]: Are they? [1:00:02, 1:00:02]: That [1:00:04, 1:00:07]: Again, my biggest complaint here is that [1:00:09, 1:00:10]: I was told [1:00:11, 1:00:14]: That it was there, it was on the website. [1:00:14, 1:00:15]: I would have been okay. [1:00:16, 1:00:22]: If someone has said, Well, uh we slow on it, it hadn't happened, we working on it, et cetera, et cetera. [1:00:23, 1:00:25]: I would have been okay with that. [1:00:25, 1:00:34]: But I have issues with someone telling me something and misleading me on something that's not the truth. Now that's the problem that I have. [1:00:35, 1:00:42]: I understand, you know, we're busy, a lot of things get in the way and things just don't happen on a timely manner. [1:00:43, 1:00:45]: I don't like being misled. [1:00:46, 1:00:48]: And I've said that over [1:00:48, 1:00:51]: And over and over and over. [1:00:52, 1:00:54]: I'm not new at this. Uh-huh. [1:00:56, 1:00:59]: I have dealt with the short term program. [1:00:59, 1:01:01]: Since I came on the council. [1:01:02, 1:01:05]: So I'm familiar with these things. I'm familiar with deadlines. [1:01:06, 1:01:09]: Again, I just don't like being misled. [1:01:11, 1:01:13]: And I still question the fact that I even [1:01:14, 1:01:15]: Mentioned the fact about [1:01:16, 1:01:19]: Historic preservation and I brought this up before too. [1:01:20, 1:01:21]: And we voted [1:01:22, 1:01:23]: On that item. [1:01:24, 1:01:27]: And those funds have been in the budget for several years. [1:01:27, 1:01:31]: Only until I began to talk about [1:01:31, 1:01:33]: Хістори презервешн [1:01:34, 1:01:35]: It became an issue. [1:01:36, 1:01:40]: And we confirmed here recently that those firms were moved. [1:01:41, 1:01:43]: My point is here to this council. [1:01:44, 1:01:46]: And I'm not gonna go back. [1:01:47, 1:01:49]: And throw much more blame. [1:01:50, 1:01:53]: All I'm asking my councilmates here today is [1:01:54, 1:01:56]: Let's draw a line in the sand. [1:01:56, 1:01:58]: Let's move this city forward. [1:01:59, 1:02:01]: Let's do what we have to do. [1:02:02, 1:02:06]: Um I'm asking for this council to direct through the city manager. [1:02:07, 1:02:11]: A directive to move these things forward, and that just where I am. [1:02:12, 1:02:24]: And uh Mr Mayor, there's a motion on the table and it's been second. I understand. We're still having discussion, so if you don't mind and on what I just wanted to say that John, hold up, John, for a second. Hold up please. Go ahead, Mr. Knight. [1:02:24, 1:02:35]: Yes, thank you, Mr. Mayor and Council. I did want to address one of the items that uh Mayor Pro Tem Thomas mentioned, and we've had a brief conversation or two about a couple of the items that he alluded to. [1:02:36, 1:02:56]: The unified development code, and this can be confirmed by the procurement supervisor. The unified development code will be placed out tomorrow in the newspaper. It has to run about a week, the newspaper, before it's open to bid. And at that point it'll be open to bid. And then uh obviously we will receive bids and evaluate those and then bring bring [1:02:56, 1:02:59]: them forward to you. That would be the unified development code. [1:03:00, 1:03:02]: All right. Go ahead, Mr. Plant. [1:03:03, 1:03:09]: Yes, um I just wanna say for me, um I wasn't here in twenty thirteen. [1:03:10, 1:03:12]: But I'm here now, and since twenty sixtin. [1:03:13, 1:03:14]: Um [1:03:14, 1:03:16]: have always been for me that [1:03:17, 1:03:22]: I've always been the the type of person that says I don't I don't want surprises on the dice. [1:03:23, 1:03:24]: And [1:03:24, 1:03:30]: When we come on this dais and we start discussing things that we could have discussed prior to the dias. [1:03:30, 1:03:40]: I don't make impromptu decisions without first investigating the evidence and d investigating the facts. Um, I do I don't speculate on anything. That just John Blount, not me. [1:03:41, 1:03:44]: And I will not sit on this dais and [1:03:44, 1:03:47]: make any decision that we could have discussed. [1:03:48, 1:03:51]: in his totality and gotten answers. [1:03:51, 1:03:54]: To this. This is not th to me [1:03:55, 1:03:55]: I think that [1:03:56, 1:04:00]: You know, we talk about unity, we talk about being unified. [1:04:00, 1:04:03]: But we we can come on this dais and which shows that we're not that. [1:04:04, 1:04:07]: Then are we lying to the public or are we striving for the same goal? [1:04:08, 1:04:14]: I would not make a decision on this dais on information that we could have discussed behind closed doors. [1:04:15, 1:04:20]: I wasn't here in twenty thirteen. I don't know anything about the unified development codes. [1:04:21, 1:04:37]: But if that's something that need to be discussed, I would hope that we would discuss those things prior to coming on this dais. And um for me, um I just I through through this I will have questions, but it won't be right here. [1:04:38, 1:04:58]: Any other questions of qu discussion? Go ahead, please. Uh with all due respect to Ms. Moore and uh to the team. We had talked about this uh particular item. Uh my recollection is a little bit different. That we started talking about this in twenty sixteen prior to your arrival. Okay. And in twenty seventeen, uh we had tasked city [1:04:58, 1:05:18]: Manager Michael Harris were coming up with the first comprehensive plan in city history. And that's actually in one of the newsletters that we have put out. And that when you arrived, he tasked you with doing that, as this council had directed him to do so in the 2016 and the 2017 retreats. [1:05:18, 1:05:28]: It's in the retreat notes. Both of them are there. And there's a newsletter that says this council is pursuing the first comprehensive plan in city history. [1:05:28, 1:05:35]: Now the timing is all this is and I still feel his uh frustration in that the timing [1:05:36, 1:05:56]: It's taking an extended amount of time for us to get to this point because if in twenty sixteen and twenty seventeen we're tasking the staff, right? When you came, Mr. Harris was to direct you to to move forward with this comprehensive plan. It seems coincidental that we moved forward with it in twenty seventeen, but we [1:05:55, 1:06:15]: We weren't directed to do so, but that's what this council's desire was and reflected in those notes. I'm 100% for doing everything to direct staff to move forward with this because we can't afford to lose any more time. We have lost enough time uh on the signed ordinance and the outdated signed ordinance. [1:06:15, 1:06:32]: where we have things go up that are not in uh desirable for us uh in terms of what we would like to see. And then we did do that measure to kind of close up some of the gaps and there was additional conversations about [1:06:32, 1:06:52]: when we were going to get started uh with uh moving forward with the total rewrite. I think you told us at that point, at some point it was gonna be like a two-year process. And that was what that was back um I guess in uh when the uh comp plan came back or some somewhere around the summertime. And we were we were [1:06:52, 1:07:12]: saying that we needed to move forward with more stopgap measures uh in the meantime. But I'm I'm I'm kind of with ms Mr. Thomas and Matt Pro Tem Thomas in that I just don't want any more slippage in time. And if that calls for a directive from this council to move forward with making sure that this happens. [1:07:12, 1:07:32]: It needs to happen because there's so many holes and what we're trying to do every day. Somebody's gonna move in and be grandfathered in into some into a hole that we have now into these zonings. And um we have things going all around the community where we have um [1:07:32, 1:07:48]: plots of land that are particularly vulnerable to undesirable development. And that's the the task is to finish this so we move all of that in and that we tighten it up so we don't have [1:07:48, 1:07:50]: Some surprise on a parcel. [1:07:51, 1:08:02]: that is zoned uh in a undesirable fashion and we can reel it back in. Now the for what I was uns told uh or explained to by council Mayor Pro Tem Thomas is that [1:08:03, 1:08:04]: His desire was to [1:08:05, 1:08:06]: Tighten this up. [1:08:06, 1:08:07]: To make sure that this [1:08:08, 1:08:27]: There are no more delays and that there is a straight line toward getting this process done and finishing it up uh completely. I'm j I'm just kind of curious, what was the delay? If you couldn't move ahead your comprehensive plan, I guess that's where I'm a little bit concerned. You can't get ahead of your state law. [1:08:28, 1:08:48]: We didn't get a sign off. We didn't submit it until August. Right. But what uh but the issue is that w this was task in 2017. And we were and listened and then you just said in 2017 when you arrived, this is what you were bringing. I said we brought it. You said you introduced it. If it started in 2017, it's 2020. [1:08:48, 1:09:08]: 20 now. So let me give you a timeline. In 2017, in order to separate yourself from the county, you remember that, right? There was a process. We didn't get the release to separate it because the county fought it, if you remember, about us doing our own consolidated uh comprehensive plan. So we didn't even give [1:09:07, 1:09:27]: The release to actually start into the end of 2017, in which we actually did put off the RFP. Remember? We put out the RFP when November what 2017, correct? The consultants came on board in January, and they took the 18 months to 24 process to do. [1:09:27, 1:09:47]: What the plan requires. Remember? When that was done on the timeline as submitted by the state, we submitted your comp plan with revisions back to the state of Georgia in August. Because if you remember the first time we submitted it, it came back. So let's talk about that process. [1:09:47, 1:10:00]: Whenever you submit a comprehensive plan to the state of Georgia, they have to review it. Two agencies, the Department of Community Affairs and the Atlanta Regional Commission. [1:10:01, 1:10:21]: They came back with comments concerning certain areas of that plan. We made those modifications and we then resubmitted it in August. So, in terms of tightening the gap, we're actually online with the state in terms of how these documents should. [1:10:21, 1:10:41]: Be produced and submitted. The RFP was submitted to procurement. They have vetted it. It is ready to go. You cannot get ahead of the RFP. When that comes back, when the contract is selected, we will bring it before Mayor and Council and we [1:10:41, 1:11:01]: We would then have to allow that process to take its course as specified by state law. So if there's any vulnerable areas out there, they're vulnerable because they have to be, but I don't know what's vulnerable because you've got an existing zoning code that's in. [1:11:01, 1:11:21]: Place that you probably approve that allowed these zoning classes that you have today to be in effect until a new one is adopted. So I'm not quite sure about vulnerability because you approve your zoning classifications that you have now. So it should not be any vulnerability as it relates to your. [1:11:20, 1:11:40]: Your signed ordinance, you did it in 2013. You can do it five years later. You chose to do your comprehensive plan. If you would like to have your update on your signed ordinance, we're more than happy to do that too. We're just following the instructions in terms of a budgetary process that this [1:11:40, 1:12:00]: Council gave to us, we're more than willing to ask if you want to budget it, to go ahead and update that signed ordinance that was done in 213 because you should update them every five to six years. But what this council gave me was$100,000, and to do both of those, you can't. [1:12:00, 1:12:20]: Do those for$100,000. Well, in in honestly, I thought it was one and the same that we were doing both. I we've had some exchanges in terms of communications about the need for a signed ordinance to be done. Maybe this council needs to come back to you and give you the money that's necessary because I certainly [1:12:20, 1:12:39]: Certainly would like to see the signed ordinance to be updated as well as the comprehensive plan. And the reason that I'm for this directive is that you and the city manager say that we're on a certain timetable. I don't want any more slip it. I want to hold this council and the whole city. [1:12:39, 1:12:39]: Two [1:12:40, 1:13:00]: That when when we say that this is going to be complete on this timetable, that it's going to be complete and that's just the end of it. You say it is, we'll certify that today by saying we've s we mandate that staff would do it, and then there shouldn't be any more that should we shouldn't need to discuss it anymore. But I'm willing to add [1:13:00, 1:13:17]: to this particular motion that we approve a sign ordinance to amend this motion if councilman thomas is willing to task staff with updating the sign ordinance as well. And if you would be so gracious to add that anything we do be consistent with state law. Yes. [1:13:17, 1:13:37]: Mayor. Yeah, go right ahead, please. Thank you. Um Miss More first there's a couple c comment. Let me not forget what you just stated on the sign ordinance. I agree we need a sign ordin ordinance reviv revision. We needed one a long time ago. However, we also need to know where the that [1:13:37, 1:13:57]: money's gonna come from and what that's gonna cost us to do. Okay. Um shouldn't be too hard, I don't think, but we need to determine what that price is. Um the but I agree with Councilman Alexander that needs to be done. Um my question to you is [1:13:57, 1:14:07]: The comprehensive plan was completed at the end of 2018, correct? We submitted it for its second revision in August. [1:14:07, 1:14:27]: But the final approval was in in um November of twenty eighteen. Is that not correct? Uh I don't, but I can pull it for you. I know we submitted in August. It was 2018. So the the time gap between being approved in 2018 and [1:14:27, 1:14:31]: putting out a RFP now. Why is that? [1:14:31, 1:14:35]: That's because we got tasked with the anfitater. [1:14:35, 1:14:55]: Okay, let me be be clear. Okay. You got tasked, we got tasked with the amphitheater, and also there were some modifications in terms of us updating and being consistent with our reports and our short-term work plan. So in 2019, as you remember, I got a letter back from DCA basically saying that we need new updates. [1:14:55, 1:15:15]: Updates. It wasn't November. They didn't give us a sign-off until 19. So let me pull the files. I actually got a letter back from them in January basically saying that we needed to do some additional amendments that reflected a short-term work plan related to the comprehensive plan. That's what we submitted in August. So we really [1:15:15, 1:15:35]: didn't get a final sign off concerning that document. I'll pull that until 2019. Okay. So let me pull those files. Okay. Well, I I just see the time gap between 2018 and we are in 2020, right? And I know you're working on the amphitheater, but I know that each council member has stated during our retreats that [1:15:35, 1:15:55]: That we don't want any delays, right, on anything. So if we need additional staff or we need some type of contract, then you all need to come to us and let us know. I also want to agree with Councilman Blount um with this issue. And and the reason being, before I even make that statement, Miss Holiday. [1:15:55, 1:15:58]: Can you read the motion that Mr. Thomas made? [1:16:00, 1:16:20]: Already includes the uh sign ordinance. Okay. But he's asking for a resolution directing staff to issue an RFP for the zoning rewrite and to include an update of the sign ordinance where those funds are earmarked. For a zoning rewrite, correct? Correct. Not a uniform and what were you stating? Right. So I I don't know what Mr. Thomas will refer. [1:16:20, 1:16:33]: referring to what we are doing is a unified development code. Okay. And that code is being uh Lindell is here. That is being put out tomorrow for a week within a week, correct? I mean right now. [1:16:35, 1:16:55]: Okay, so the issue is now moot. What period because it's being taken care of. One of the things I well the time is now, Councilman Alexander, to finish it because you just heard, I mean we're on tape, they're doing a presentation, and I feel like it's more of a I gotcha moment. [1:16:55, 1:17:14]: then um and something and that's why I wanna agree with Councilman Blount. I feel like this is more of a let me l let everybody know that the ball was dropped instead of getting something done about it and let's just move forward with it. And so those things can be done [1:17:16, 1:17:25]: during regular business hours. And so that is my biggest concern. Um, if the issues moot, that's going out. [1:17:27, 1:17:47]: Ms. Moore, um, Councilman Thomas w uh Mayor Pro Tem Thomas had made a statement in regards to the fact that you had stated the RFP already went out. I would be very um and because of that, I would be concerned as well if if in fact that's what you said to Mayor. [1:17:47, 1:18:05]: pro tem. However, uh what I'm saying to you right now is, you know, these delays is not something that our council wants. It is very clear that we want to move forward. So that's my opinion on that. But I I I don't think that there's a reason to vote on any issue because the issue has already been taken care of. [1:18:06, 1:18:11]: Mr Mayor go ahead Mayor Proten. Mm-hmm. L let me clarify a couple of things here. [1:18:12, 1:18:21]: We keep saying I got you moment and so forth and so on. Uh we'd not had any discussions beforehand. Let let me refresh everybody memory. [1:18:22, 1:18:23]: At the retreat. [1:18:24, 1:18:25]: This was discussed. [1:18:27, 1:18:28]: Doing the moratorium. [1:18:29, 1:18:36]: It was discussed and was said. Uh during the short term uh discussion a couple of months ago. [1:18:36, 1:18:38]: It was discussed. [1:18:38, 1:18:40]: Uh in twenty nineteen [1:18:41, 1:18:42]: When we did the [1:18:43, 1:18:44]: Resolution. [1:18:44, 1:18:46]: It was discussed. [1:18:46, 1:18:55]: I'm I'm not gonna play any game. I I don't need any brownie points. I'm about moving the city forward. I you know, I'm I'm not personal with anybody. [1:18:55, 1:19:00]: With any of the staff, the staff know exactly where I'm coming from because I'm transparent. [1:19:00, 1:19:02]: My whole point is [1:19:03, 1:19:05]: How many discussions [1:19:05, 1:19:06]: Is it gonna take [1:19:07, 1:19:08]: For this to move forward. [1:19:09, 1:19:11]: Now if if if you don't ma'am [1:19:11, 1:19:17]: I have attempted in the past to discuss things with my councilmates and for whatever reason [1:19:18, 1:19:21]: You know, we just have different opinion. I don't have a problem with different opinion. [1:19:22, 1:19:24]: But I'm just saying as we high staff. [1:19:25, 1:19:27]: And I wish I had one of the jobs that you all have. [1:19:28, 1:19:34]: You know, but I'm just saying we hire staff to do a job. That's the only reason I'm here. [1:19:35, 1:19:44]: I'm elected by the citizens to represent them to do a job. We hire staff to do a job. That's it. It's nothing personal. [1:19:45, 1:19:46]: But I'm just saying [1:19:46, 1:19:48]: How many discussions? [1:19:48, 1:19:50]: Ду дози так? [1:19:51, 1:19:53]: I read, I study. [1:19:53, 1:19:55]: Everything gone. [1:19:56, 1:19:58]: How many discussion is it gonna take? [1:19:59, 1:20:02]: For us to be on the same page and say, Let's move it forward. [1:20:02, 1:20:06]: I so appreciate this for Thomas and I think if it's the same retreat [1:20:06, 1:20:08]: I would like to talk about the anatomy. [1:20:08, 1:20:12]: Let me let me if you don't mind, Ms. Ma, I don't mean to cut you up, but this is another point I want to make. [1:20:14, 1:20:16]: If you go back and look in the [1:20:17, 1:20:19]: Twenty seventeen or the twenty eighteen budget. [1:20:20, 1:20:26]: There's$58,000 for the sign on this that we adopted and approved. Fact. [1:20:27, 1:20:29]: We hired a project manager. [1:20:31, 1:20:32]: To cover [1:20:33, 1:20:35]: The city's projects. [1:20:36, 1:20:40]: And uh this is a question I've had this discussion with the city manager. [1:20:40, 1:20:42]: Why are we hiring [1:20:43, 1:20:44]: Project managers [1:20:45, 1:20:48]: to do a job and we're not allowing them to do it. [1:20:49, 1:20:56]: Once that pr Mrs. Moore, I give you all the credit and you know when you do a fantastic job, I'm the first one to tell you that. [1:20:56, 1:21:02]: When something don't go right, I'm still that first one to come back and tell you that. And you know that for a fact. [1:21:02, 1:21:17]: You can't do everything. I mean God bless you, you want to and you just want to see this city move forward. You can't do everything. That's not good, but so somebody else, some of these other staff members got to come up. You can't carry the whole weight. [1:21:18, 1:21:23]: Other folk that we hire got to carry some of this weight. That's the only reason why I'm preaching today. [1:21:24, 1:21:30]: I wanna see these things move forward. If I have to step on some toes to do it, hey, get your feet out the way. [1:21:31, 1:21:33]: And I just wanna say [1:21:33, 1:21:37]: Just for that whole discussion bit, we'll discuss this enough. [1:21:38, 1:21:49]: At every turn during the moratorium, y'all know how many issues, how many meeting we had with that young man coming in here for the uh tattoo and the lady won the event center. And staff said the same thing then. [1:21:50, 1:21:53]: That's what was needed. So for me, discussion was over then. [1:21:54, 1:21:55]: So I I mean [1:21:56, 1:21:59]: Anyway, that that's my position. Sir. One one second, please. [1:21:59, 1:22:00]: Yes, ma'am, good. [1:22:07, 1:22:09]: Yeah, I think. [1:22:09, 1:22:10]: S all right. [1:22:11, 1:22:15]: Get it up here. Why do we have outside uh project manager? [1:22:24, 1:22:27]: Me the first. Yes, I'm only one person. [1:22:27, 1:22:31]: I don't try to do it all, but your part of it was see the land's clear like that. [1:22:34, 1:22:35]: So I apologize. [1:22:40, 1:22:42]: The number one party with the attribute. [1:22:43, 1:22:45]: I've done everything I could. [1:22:46, 1:22:49]: sure that this name helps. [1:22:50, 1:22:52]: All right. So were things dropped? [1:22:55, 1:22:56]: At the end of the day. [1:22:57, 1:22:59]: It's more interesting back. [1:23:00, 1:23:01]: Thing though. [1:23:03, 1:23:08]: You may not have you like the verified cold, but you will have an ending. [1:23:10, 1:23:10]: Well. [1:23:11, 1:23:16]: John. You got anything else to do? Yeah, I just wanna say and I wanna rein iterate one more time for me. [1:23:18, 1:23:22]: is we're spending so much time right now [1:23:22, 1:23:26]: Let me let me educate the public real quick and just reiterate something. [1:23:27, 1:23:30]: For anything to pass on this diet, it only takes three people. [1:23:32, 1:23:33]: And three people can meet. [1:23:34, 1:23:39]: Behind closed doors and resolve any issues that we have have at the city hall. [1:23:40, 1:23:42]: I will not [1:23:42, 1:23:44]: Ever put myself in a position [1:23:45, 1:23:47]: To look like I'm chastising staff. [1:23:48, 1:23:52]: In any way, shape, or form, when these questions can be asked behind closed doors. [1:23:53, 1:23:56]: I won't do it. I won't be a part of it. [1:23:57, 1:24:01]: And if anybody, if if we have staff members of anybody [1:24:01, 1:24:06]: That wants to come against a process without discussing them, then we deal with that staff member. [1:24:07, 1:24:11]: We have a staff here that works very hard cross the board. [1:24:13, 1:24:19]: And there's any issues, discuss the issues. When we talk about a new day in the city of Stockbridge, that's a part of the new day. [1:24:20, 1:24:32]: Not sitting out here airing lun or dirty laundry in front of everybody. This does this doesn't it doesn't concern you all to hear this when these things can be discussed behind closed doors. [1:24:33, 1:24:43]: We got too many staff people here doing the best that they can with five council members so aggressive and a mayor that we want to see so much done and they're doing it. [1:24:44, 1:24:51]: When I first came on as an elected official in twenty sixteen, it took us a year and a half to tear down a old ATM machine. [1:24:52, 1:24:55]: But now we're building a k a a a ampitheter. [1:24:56, 1:24:59]: We're getting ready. We're working on a cultural arts center. [1:24:59, 1:25:03]: We're building our new public works facility. We're seeing things move. [1:25:04, 1:25:10]: Let's start giving credit where it's due. And then where there's disagreements or misunderstandings, we go behind closed doors and do it. [1:25:11, 1:25:23]: We're spending too much time for something that you all didn't elect us to do in my opinion. And I would not be a part of belittling any staff or the perception of belittling any staff member. [1:25:23, 1:25:26]: in here or with the city of Stockbridge. [1:25:26, 1:25:46]: I miss Alexander. We got a motion on the floor. Yes, sir. I I would just like to say this. Uh I would not uh want to belittle any staff members or have them be in such a way, but the public did elect us to get things done, and that's what we're attempting to do here. I'm not trying to bash any. [1:25:46, 1:26:00]: Anybody just want to make sure that we move forward in an appropriate fashion. My agreement with this particular ordinance was not about the RFP, that was a part of it. My thing was [1:26:01, 1:26:02]: To h set a timeline. [1:26:03, 1:26:04]: To test staff with [1:26:05, 1:26:25]: Getting the comprehensive plan, I mean getting the um unified zoning code update done, not putting the RFP out. Because once you put the RFP out, you get it back in. There's not there's nothing, there's no teeth that says, I gotta have it done by this particular date and [1:26:25, 1:26:25]: Implement it. [1:26:26, 1:26:27]: Implementation [1:26:27, 1:26:41]: is what I'm after. I think that's what Councilman Thomas is after implementation. So that's kind of where I am on that. And I wanted to see a timeline, not for the RLP, but for the whole thing, getting the unified uh code. [1:26:42, 1:26:46]: Implemented, passed and up and running so it protects the city. [1:26:47, 1:26:56]: Mr. Mayor, one last comment if I may. Well uh stand by please. Stand by. Mr. Knight, go ahead, please. I I appreciate um council comments this evening. [1:26:57, 1:27:02]: But uh to councilman Alexander, we can't promise you a specific timeline or date. [1:27:02, 1:27:22]: Of implementation simply because one, we have to go through the uh procurement process, which has been started now. Once we get those back, we obviously have to evaluate, then bring them back to you, assuming that we get qualified firms to bid on it. And so that piece of it obviously has to take shape, and then there's a time. [1:27:22, 1:27:33]: time frame of which they would go through probably would be in the the uh range of about a year to do that a zoning code. So I I couldn't give you a specific date of implementation. [1:27:33, 1:27:53]: Give me a yeah, I don't need an exact time. If I put a time down and then you're not gonna be able to make it, then you come back to us and say, listen, this is what we had, we're in that area, we might need 30 more days, we might need 60 more days, but that gives us I don't wanna be talking about this in 2022 or 2021. [1:27:55, 1:28:07]: All right, Mr. Thomas, you last one last comment because we're okay. Let's go. You know, and I hate to rebuttal, but I just want to clarify one thing and and I want Mr. Nighting and Ms. Moore to confirm this. [1:28:08, 1:28:10]: Before every meeting. [1:28:10, 1:28:12]: If I have an issue [1:28:12, 1:28:14]: I call and discuss [1:28:15, 1:28:22]: The day before or several days before the short term, I called Mr. Nine and Mrs. Moore and [1:28:25, 1:28:28]: Okay, she stepped out. But Mr. Knight, I want you to confirm this. [1:28:29, 1:28:36]: I discuss my concerns because I don't like on the diet doing this. But if that's what it takes. [1:28:37, 1:28:39]: To get the job done, I'll do that. [1:28:39, 1:28:41]: I want you to confirm. [1:28:41, 1:28:42]: That [1:28:42, 1:28:44]: That you and I and Mrs. Moore talked. [1:28:45, 1:28:46]: About this issue. [1:28:49, 1:28:50]: And I was told [1:28:51, 1:28:54]: So I'm just saying, if you tell me something [1:28:55, 1:28:59]: Okay, I'm gonna hold you to it. So it's not like I'm throwing anybody under the bus. [1:28:59, 1:29:02]: But if you put yourself in a position [1:29:02, 1:29:06]: to be thrown under the bus, then you under the bus. But I'm just saying [1:29:07, 1:29:10]: I'm always calling staff beforehand if I got an issue. [1:29:11, 1:29:14]: to get my answers. And I just wanna clarify that. [1:29:14, 1:29:15]: Thank you. [1:29:16, 1:29:19]: All right. So we got a motion on the floor and it's been seconded. [1:29:19, 1:29:22]: So uh do we need to read the motion again? What? [1:29:23, 1:29:25]: You have that so people understand? [1:29:25, 1:29:37]: The resolution to directing staff to issue a an RFP for the zoning rewrite and to update the sign ordinance and earmarking those funds. All right. [1:29:37, 1:29:40]: All all in favor of the motion, please indicate. [1:29:41, 1:29:42]: All post. [1:29:45, 1:29:46]: Uh sustain? [1:29:46, 1:29:49]: Okay, so let's see here. We have two four. [1:29:49, 1:29:51]: Two for the motion. [1:29:52, 1:29:57]: Screaming three oh did pass. Yes, there is pass okay, it did pass. All right. Three one one. So be it. [1:29:57, 1:29:58]: All right. [1:29:58, 1:29:58]: Yeah. [1:30:00, 1:30:02]: Yeah, three one one to pass it. [1:30:04, 1:30:09]: That's right. All right, do business. Council consideration to approve wastewater treatment plant [1:30:09, 1:30:23]: Accinerator replacement project an amount of two hundred uh what's that uh two hundred ten mi two hundred ten thousand eight hundred seventy seven dollars and twenty nine cents funding source. Wastewater fund bal balance is a sole source. Mr. Aaron, please. [1:30:27, 1:30:28]: Okay. [1:30:30, 1:30:32]: Over well. [1:30:33, 1:30:35]: Uh [1:30:35, 1:30:55]: We're here to ask for funding source for$210,877.29 for new aerators. These aerators supply oxygen to the biological system at the treatment plant, which uh keeps everything alive and keeps everything in motion. [1:30:55, 1:31:15]: The current aerators, they're 27 years old, original equipment from when the plant was built. They run approximately, just to give you an idea how much they're they're used and how the city's got their money's worth for these over the years, they run about 27,000. [1:31:15, 1:31:23]: thousand hours a year. So that's a lot of runtime. And any questions? [1:31:24, 1:31:44]: Yeah, there are any questions at all. And if not, I just need a motion to I do have some questions. Oh, you have questions. Go right in, please. Okay, I I support maintaining the water system and I think you all do uh as as as good a job as you could be doing on this. But I would be remiss if I did not ask. We doing a lot of maintenance. [1:31:44, 1:32:00]: on the pot on the water system a lot. And then almost every other day we get an email about a leak or something going on in terms of low water. I get these calls from the citizens. I know they do too as well. [1:32:00, 1:32:08]: What is it that we gotta do? Cause every time one of these comes before me, I ask the same question. When are we going to evaluate the system? [1:32:09, 1:32:09]: For [1:32:10, 1:32:13]: Just what we need to [1:32:14, 1:32:21]: Be in a position where it's solid. And I know that the infrastructure is old, but we need a some type of assessment. [1:32:22, 1:32:29]: on the overall system because when you get every time you get a call, my water's down, my water's down. [1:32:29, 1:32:49]: And my pressure's low. We got to get to a point where that is not as frequent. I've been with Henry County Water for 15 years. My water's never been out one time. So I'm not sure you didn't put the infrastructure in place, but at some point we got to come to grips with getting it where the system out is. [1:32:49, 1:32:52]: aren't a a recurring problem. [1:32:53, 1:33:07]: Well, you gotta look at what Henry County Water Authority does. There's a they do a millage for their water system. So they're constantly making improvements in their system. The city of Stockbridge hasn't done that. That's why you have [1:33:07, 1:33:27]: A$3 million fund balance in water. That's why you have a$2.8 million in wastewater. And that's what we're doing right now. You see these improvements that are coming before council. We're asking approval on. We're asking approval to start spending this money to make the needed improvement. You got a f system that's been here since the late 50s, early 60s, and that has not been a [1:33:27, 1:33:47]: substantial investment in this infrastructure, even though it's allowed you to generate$3 million in fund balance in your water system, through almost$3 million in your your wastewater system. You're getting impact fees, but you're not putting that money back into the system. That's why you're having issues with reliability. But those are some of the things that we're addressing right now as [1:33:47, 1:34:07]: As Mr. Holzinger mentioned, you got aerators been down at that plant 27 years. That's way beyond the life expectancy. When you're dealing with wastewater, it's very acidic and corrosive, and you got metal in that type of environment, it depreciates quickly. But the industry standards at 15 to 20 years. [1:34:07, 1:34:20]: you've gotten twenty-seven years out of. So we're making investment, but it takes time. You've had a system that you haven't really made substantial when I looked at the splots expenditures that has been allocated for water and sewer. [1:34:21, 1:34:41]: You uh from two splots two to splots what's gonna be splot five, you've got over fifty-five million dollars. But combined water, sewer, and stormwater, the investments out of those allocations is about seven million dollars. So you've got to start making investments in infrastructure. This is a [1:34:41, 1:35:01]: business that we've got to keep sowing back into that business if we want to keep reaping the benefits of it and that's what staff is doing now. We're evaluating because he's coming back with another agenda item but we're evaluating the system. Now we're starting to allocate some of those resources and funds to repairing and making improvements in those systems. So but [1:35:00, 1:35:09]: But Henry County, if you look at what they've been doing, they've been allocating funds for a long time to maintain theirs because water and sewer is what. [1:35:10, 1:35:19]: generates growth. That's what drives growth. If you don't have water and sewer infrastructure, you don't have the growth. So we're making an investment, but the money has just been there. [1:35:20, 1:35:40]: There's never been a concerted effort to make these necessary improvements, but that's what we're in the process of doing now. Just to follow. I I agree with you, Mr. Aaron, and I'm not trying to beat up on you and Mr. Hosey. I just want you to let you know that what you need, you just need to tell us what you need. And I'll instead of having to come back to us time and time again. [1:35:40, 1:35:58]: again and say I need this. I want a system evaluation where you can come to us and say I need all of this. Right now I need this is what we're gonna need and we need to make a determination on whether or not like you say we're not s obviously we're not spending enough money. What how much money do we need to spend? [1:35:58, 1:36:18]: We're not haphazardly doing it. We're analyzing. It's a process. We've got a process going on right now, a C D BG grant,$200,000. We're doing an analysis on the Smith Barn Sanitary Sewer System. We've had some issues with sewer spills over there. So now we're gonna come back with the information that allows us to put together a detailed plan of how we go about [1:36:18, 1:36:38]: Making repairs. We're not just throwing money and say, oh well, we need to do this. We've got concentrated efforts and knowledge and data that drives us and tell us what improvements we need to make or not to make. So that's what we're using. The reason why it's taking time is we want to be good stewards of this money that we have. We want to make the right improvements in the right. [1:36:38, 1:36:43]: investments to ensure that we get the most for the money that we're spending. [1:36:44, 1:36:45]: All right. Any more questions? [1:36:46, 1:36:51]: No, okay, so I need a motion uh for this to be accepted. Is there a motion on the floor? [1:36:51, 1:36:58]: Mayor, I move up. So moved. I second. Second. All right. Any further discussion? If not, all in favor, please indicate. [1:36:58, 1:37:00]: There you have it. Thank you very much, sir. It's been approved. [1:37:03, 1:37:23]: Okay. And then so the next thing would be the um council consideration to approve the Burke Street Sanitary Sewer and Maine evaluation by Carter and Sloop an amount of twenty nine thousand three hundred dollars. Now it comes out of general fund. No, sir. It's coming out of the wastewater department. Wastewater department then says general fund. Wastewater. [1:37:23, 1:37:24]: [5844.1, 5847.4]: Okay. Excuse me. [1:37:27, 1:37:47]: Okay, we swallowed the Department of General Fund. Got it. Okay. Got the whole thing there. Go ahead, Mr. Hosinger, please. This is kind of like what you're talking about, Mr. Alexander, that uh this money is going to be spent to evaluate. Uh I don't know how if y'all are aware, but over on Burke Street, uh there's down toward the park, there's been some spills. [1:37:47, 1:38:07]: But and the reason being is those manholes there and the line dates back to the 50s. And we've cleaned them out, you know, and we're pulling bricks out from where manholes are falling in. The terracotta pipe there is breaking apart. And I [1:38:07, 1:38:27]: I'm actually scared to run my cam our two hundred and fifty thousand dollar camera up it because I'm afraid it's gonna get stuck and then we're gonna have to dig up the road, which caused more expense. So we want to hire somebody else to do all that, so get their camera stuck and d damage their equipment, not ours. Um but the I would say [1:38:27, 1:38:47]: Say the line from uh just in front of Bridgeville all the way down to the uh Merle Manders, where it turns left, goes to Clark Park, and then turns right and goes down into the park. That's the line we're talking about evaluating. And just, you know, while we're on the subject, I would say 65%. [1:38:47, 1:38:58]: of city of stop bridge lines is the old terracotta pipe. So it's a process. We get, you know, one section, let's do another, let's do another. [1:39:00, 1:39:03]: Okay. Yeah. Any questions for Mr. Holzinger? [1:39:04, 1:39:05]: I need a motion then. [1:39:06, 1:39:15]: I would like to move that we approve the um main uh sanitary sewer main evaluation by Carter Slope in the amount of twenty nine thousand three hundred dollars. [1:39:16, 1:39:17]: Is there a second? [1:39:17, 1:39:20]: Second. [1:39:22, 1:39:23]: You did. Yeah. [1:39:24, 1:39:26]: Okay, I didn't see that, but okay. [1:39:26, 1:39:27]: Or so be it. [1:39:28, 1:39:29]: Excuse me. [1:39:29, 1:39:31]: Councilman got the side. [1:39:32, 1:39:34]: Okay, no problem. Okay. [1:39:35, 1:39:38]: All right. On that note, any further discussion? [1:39:39, 1:39:59]: If not all in favor, please indicate. Okay, it's unanimous. Thank you, sir. Appreciate it. Thank you. Okay. Number seven goes on the content consent agenda. Number eight, council consideration to approve the city's worker workers compensation policy with key risk in the amount of$126,903. [1:39:59, 1:40:01]: Funding source general fund. [1:40:03, 1:40:05]: Mr. Renee Wheeler, please. [1:40:07, 1:40:24]: Evening, Council. Evening. This is the um annual renewal for our workers compensation policy that we go through every year. Um and this year the amount is$126,903,000 to fund our workers' comp. [1:40:26, 1:40:27]: Okay, any questions for Ms. Wheeler? [1:40:28, 1:40:48]: Yes. Go right ahead please. In terms of these particular um renewals, um, this is automatic renewal. Is there is they put out every single year to understand what the market will bear or is it just it just re wraps every year? How does that work? This is uh uh annual renewal. Mm-hmm. Every year that we uh [1:40:48, 1:41:06]: with J Smith Linear and um it's been an annual renewal. I think we switched one time. Um this is prior to me coming here from GMA. They used to be under GMA and uh they switched to a private. [1:41:06, 1:41:13]: So we're not competitively bidding these is it i if it's up, it can be competitively bid, right? [1:41:17, 1:41:26]: Right, but I'm saying we're talking about uh what, a hundred you said how much hundred and hundred and twenty six and twenty six thousand dollars and there's no competitive bid. [1:41:27, 1:41:47]: But it's an annual renewal. Our modifier, claim modifiers, have been pretty good since we've been keeping our workers' comp claims uh lowered. So we have reduced the amount of money that we've we pay. But this takes care of all of our workers' comp um injuries that our employees [1:41:47, 1:41:48]: May have. [1:41:52, 1:41:54]: You know questions for Miss Wheeler? [1:41:55, 1:41:59]: No one's not a good idea. [1:42:00, 1:42:01]: Is there a motion on the floor? [1:42:02, 1:42:04]: So move. So second. A second. [1:42:04, 1:42:05]: Any further discussion? [1:42:07, 1:42:08]: If not all in favor, please indicate. [1:42:09, 1:42:18]: Oppose. You sustain? Uh I no, I oppose because I wanna see these competitively bid. Okay, so f four one uh four one. [1:42:22, 1:42:36]: Alrighty, and next is the council consideration to approve the city's health and wellness agreement with corporate health partners in the amount of thirty-three thousand dollars. Funding source general fund. Ms. Wheeler, please. [1:42:36, 1:42:56]: Um this is uh before you to approve the resolution for a health and wellness program that we have in place. When we um brought in our new broker, they bring in um a recommended health and wellness partner to run our program. Um previously um when we were [1:42:56, 1:42:57]: With um [1:42:59, 1:43:19]: The former broker, he brought in Atlanta Health Systems. It was brought in to reduce the claims of our health insurance that we have a wellness program in place. So with the new broker, this company was recommended to us. They have done work with other [1:43:19, 1:43:29]: cities that I've contacted, I understand they do an excellent job, and they basically will run the whole health and wellness program for the city. [1:43:30, 1:43:48]: Okay, thank you, ma'am. Any question for Ms. Wheeler? Yes. Go right in, please. Again, I think I asked the city manager about this same thing. This is$33,000. Now, they recommended it, but we gotta pay it. You know what I mean? They recommend this provider for us at$33,000. [1:43:49, 1:43:59]: They didn't give us the provider, they recommended the provider that we have to pay thirty three thousand dollars. How do we know that this provider is delete is [1:44:00, 1:44:08]: Is is competitively priced if we do not have anything to compare it against. Okay, the money in the budget is for me to have [1:44:09, 1:44:19]: Lunch and learns every month with our employees to give out incentives for the various lunch and learns for the employees to participate is to pay for [1:44:20, 1:44:31]: um awards for those who participate in our various challenges that we have throughout the year. So the money is used to support the program that they put on for us. [1:44:31, 1:44:51]: Well, I'm I'm I I know the program i uh I have no no problem with the wellness program. It is absolutely necessary. But this vendor is getting paid thirty three thousand dollars and there's no other choices being considered. Is we have a supplier diversity policy in place where we look at whether they're a local provider or somebody else. [1:44:51, 1:45:11]: That might be able to help us out, but we don't know because no one else has been given the opportunity to bid. Well, let me see if I can put the package with our benefits. Right. And and it comes with the package and the benefits. And also when we go through the process of seeking a broker and approving on a broker, it's part of that package. [1:45:11, 1:45:31]: package. So the the broker has been obviously approved MSI has been approved by the council. And as part of that, they then vet and choose the wellness pro health and wellness provider that we utilize. The other issue I do want to well I'll address the other issue in terms of how we go about putting out things to bid about [1:45:31, 1:45:44]: every three to four years similar to key risk and we'll probably be coming back next year to put that out to bid. But every three to four years for your major items, you probably want to put those out to bid. And so some of these annual renewals are just that or within that three to four year window. [1:45:45, 1:45:50]: All right. Any other question from Miss Wheeler? If not I mean a motion to accept this proposal. [1:45:51, 1:45:52]: Is there a motion? [1:45:54, 1:46:00]: thirty three thousand dollars for for the corporate health partners and and the amount yeah from coming out funding source general fund. [1:46:01, 1:46:18]: One one question first. So the month the thirty three thousand dollars is for y things that you need to that you do for them to administer right. But they okay. So that's to help administer what's taking place, the lunch and learns and all that. Okay. Um so movie. [1:46:18, 1:46:25]: Sir a second. A second. There we go. Any further discussion? Mayor. Yes, ma'am. I have a question. Go right ahead. [1:46:25, 1:46:44]: Can you tell me what the cost was from last year? It was thirty-five thousand. Okay. There you go. Thank you. If no further questions, all in favor of motion, please indicate. All opposed? Oh sustain from this. I need to. You sustain from this one? Yes. Okay. Four zero one. All right. [1:46:46, 1:46:52]: Okay, number ten was on the consent agenda. Number eleven's on the consent agenda. Number twelve. [1:46:52, 1:47:01]: Is council consideration to ratify Georgia Power Lighting Agreement with the Amphitheater an amount of one hundred and eight thousand eight hundred thirty seven dollars. Mr Knighton, please. [1:47:04, 1:47:24]: Yes, ma'am, counsel. You probably remember this item. Um back in uh December, um I communicated to you that in order to move certain certain things associated with the amphitheater project forward, we needed to I asked for your permission to go ahead and move forward at that time and then come back in January to ratify the item. Georgia Power obviously is gonna [1:47:23, 1:47:40]: provide uh lighting for the uh entire amphitheater campus. And so they would need a three to four month window to order the lights and apparatus associated with that. Well we were in December at the time and obviously we didn't have a second meeting in December and then [1:47:40, 1:47:52]: Be into January would be a month or so behind. So I communicated with you, asked you to move forward uh with this project and then or with this particular item and then ratify it um at a later date. [1:47:52, 1:48:07]: So moved. Is there a second? I second. I'm assuming since there's no other further questions. All favorite excuse me, I'm sorry. Question. Excuse me. I'm sorry. Go ahead. I do have a question. Um what is the funding source for this? Splashed. Splashed. [1:48:08, 1:48:28]: Thank you. Um I'm I'm okay and I will approve this, but I guess I just have a uh curiosity. Um even though I know Russell does not do lighting, I guess my question, why wasn't it highlighted in the original scope of the overall project? Yeah, the the overall project that you all approve of fifteen point eight [1:48:28, 1:48:45]: eight million dollars, I believe it was, for the amphitheater project was for the construction specifically. This is for associated lighting with the whole campus of the amphitheater, associated with um the actual project itself. It wasn't for the pure construction of the amphitheater which you all had approved. [1:48:46, 1:48:56]: And if I may and the reason I raise that because um we had the similar question about roads. So I'm just wondering [1:48:56, 1:49:16]: What else is gonna pop up outside of that original scope? Right. And but I'm sorry. No, I'm just I'm I'm just sort of just asking that. You don't really have to get into it. Uh I'm going to approve this, but I just appreciate the question and and we can provide you with that some of the ancillary costs that'll be associated with the amphitheater project. We talked about roads, that's cost. [1:49:16, 1:49:32]: lost money uh for that and if there's anything ancillary to that, uh like taking that the the the house next door and um refurbishing that percent potentially for um a um ticketing center, we can provide you with those uh estimated costs as well. [1:49:33, 1:49:35]: Uh Ms. Blount, go ahead, please. [1:49:36, 1:49:44]: Yeah, I'm in agreement with uh Councilman Thomas. I I flew Spirit Airline one time and it was a real cheap flight w when I got on the plane. [1:49:45, 1:50:05]: It was a cheap flight when I got on the plane. But what by the time I got out of the plane, I spent more money than I wanted to spend on it. And so when we see these projects, as far as me, I don't know about any of my other council members, but I've never been a part of building an ampathiator before. And so when when something's brought to us by the professionals, uh, my assumption is this is the cost. [1:50:05, 1:50:22]: And I know with everything you have other other circumstances and other costs, but I just thought that with this project, with them seeing other costs come in, that we would have had at least a a bulk idea of any extra cost that would come in. Not so much a itemized to a point. [1:50:23, 1:50:26]: that uh getting technical with it I understand, but just um [1:50:26, 1:50:46]: something showing other costs that came with the amphitheater because one w you know, we pumping our fist for one price and but we're we're shaking our heads on another. You know, the kind of it just I just wish we had been more informed on on the uh other cost that that comes with it because it's like saying, you know, a hot dog is a dollar. [1:50:48, 1:50:50]: But you gotta buy you know, that's just for the bond. [1:50:51, 1:51:10]: You know? I wanna s I want the whole cost with the hot dog in the bar. And so just that's just for me. I just wanted to make sure that in the future going forward, because we have other projects coming up that we get w that we get the idea what other cost is gonna be because I have no idea. Never built em never been a part of building ampathy in my life. [1:51:11, 1:51:22]: Okay. Any other questions? Mayor Ford. Oh, ready please. I do have a question. Um, are there any project managers here today to answer questions? [1:51:23, 1:51:43]: As from the staff perspective, um you have to have a staff person designated as a project manager, and that is Camilla. Okay. Uh Camilla Moore. And we also have obviously TSWR architect who designed the building or the amphitheater as a project manager um to oversee the project itself. Is it unreasonable? [1:51:43, 1:51:44]: Yeah. [1:51:45, 1:51:46]: that the project manager [1:51:47, 1:51:48]: Or managers. [1:51:48, 1:51:50]: Бир та ассоціально. [1:51:50, 1:52:10]: I'd like to hear from them on the stages of this amphitheater project. Um so that when we are presented with these types of items, they can speak to them. Sure, and that's that's that's perfectly fine. Um we can make that happen. Also at traditionally at our retreat, um we'll have H. J. Russell. [1:52:10, 1:52:28]: there, obviously who's the constructor, we'll have TSW there um as well to speak specifically. Falcon Design will also be there, uh scheduled to be at our retreat as well, to speak specifically about the various projects they are working on for the city and obviously most prominently the amphitheater project. [1:52:29, 1:52:37]: And I just want to say there's some costs that only the city can deal with, right? Georgia Power can only deal with us. [1:52:37, 1:52:45]: EPD could only deal with us. As a project arises, for many of you don't know, we had a string buffer issue. [1:52:45, 1:52:54]: Um, and that stream buffer issue had to be resolved by the city stop bridge. So as a site becomes being developed. [1:52:55, 1:52:55]: There's a hiccup. [1:52:56, 1:53:09]: You run across something that you didn't know that was there. And then the federal government says you have to deal with it. Um on the lighting plans, until there was a complete sign-off on the entire site. [1:53:10, 1:53:16]: which we just done a couple of weeks ago because we had issues with the detention pond, could you then deal with the lighting plant? [1:53:17, 1:53:37]: Because there's certain things that have to be in place first before Georgia Powell comes out and actually put the lights in place. So there's certain things that only the city can deal with, but we deal with them as they arise. There are ancillary costs. We don't know what those costs will be. We set aside SLOSS money to address. [1:53:37, 1:53:57]: them as they come. We hope when they come to have an opportunity to bring them back before mayor and council. But certain things like the lighting, because it takes four months to get those lights, we needed to move then. On EPD, we had to move quickly to get the credits for that, otherwise the entire site came to a halt. So it's [1:53:57, 1:54:17]: It's those type of things because the urgency to keep the project moving, we needed to respond now. But they're always unknowns. Those things that we can tell you in advance, we could tell you what the architectural cost would be. We could tell you what the construction of the structure would be, but we can't tell you what happens if they hit rock. [1:54:17, 1:54:37]: We can't tell you if they dig down and they get a landfill. We can't tell you those things that are unknown because we can't anticipate it. That's just a part of the development process. But as those things arise, we have identified funds to immediately address those issues and then bring them back before you. But all those items. [1:54:36, 1:54:40]: that we can let you know in advance, that's what we attempt to do. [1:54:41, 1:54:51]: Any other questions for Mr. Nighton or Ms. Moore? If not, I need a motion to accept this uh so moved you said? I I did make the motion already. [1:54:54, 1:54:57]: All right. [1:54:57, 1:55:05]: Got uh four at all posts? You I have seen. Again. Okay, four zero one. [1:55:09, 1:55:21]: Number thirteen. Cons uh council consideration to ratify the Piemont Geotechnical Consultants Agreement with for services pertaining to the amphitheater in amount of twenty five thousand six hundred and twenty dollars. Mr Knighton, please. [1:55:22, 1:55:42]: Right, this is another similar item. This item is twenty-five thousand six hundred and eighty dollars just beyond the authority of the city manager at twenty-five thousand dollars. This is related to slight movement in a detention pond that we're going to have to um entertain, and this is for this company to provide some sub subsurface um analysis. [1:55:42, 1:56:02]: As well as some borings on the property and the site. Um, this has been reviewed by the procurement office, um, reviewed by the city attorney. Everything is in order. It is just beyond my authority, 25680. And so I wanted to um uh obviously honor uh that threshold. Uh I had previously. [1:56:02, 1:56:06]: [6967.6, 6968.9]: Any questions from Mr. Knighton? [1:56:10, 1:56:13]: If maybe if not I need a motion. [1:56:13, 1:56:33]: Mayor, I move that we approve the consultants agreement for services pertaining to the amphitheater in amount of twenty five thousand six hundred twenty dollars for Piedmont Geotechnical. Second. There you go. All any f any further questions? If not, all in favor motion please indicate. Okay. For you sustain again. I abstain. Abstain. Abstain. Okay. [1:56:35, 1:56:49]: All right, number eight is number fourteen is on a uh uh consent agenda, number fifteen's been taken off, number sixteen's on the consent agenda, number seventeen the consent agenda, number eighteen, council consideration to approve resolution for Henry County Partners in Education. Miss Gantt, please. [1:56:50, 1:56:53]: Oh, that's not I'm sorry, I thought it was on the consent agenda. [1:56:53, 1:57:13]: It no it wasn't it wasn't on a number. Oh I got confused. Okay. That happens with all of us. I'm sorry, excuse me. Um well we talked about it earlier. I'm asking that we support the schools that feed into our um that feed into the city limits of Stockbridge, all the elementary, middle and high schools that we [1:57:13, 1:57:33]: um as the city of Stockbridge. Um and I have the forms here. Um I've asked for them to be sent out, but right now I don't um have them all completed. Um but we will get those done. I'll have Ms. Jackson go to the schools and make sure they they get all [1:57:33, 1:57:43]: signed up, but we're asking for approval for the partnerships and education for all the schools that feed into the city limits of Stockbridge. [1:57:44, 1:58:04]: And something I wanted to bring up with that was I had a PTO president contact me, and it was something similar to what Councilman Alexander had stated um maybe a year or so ago. Um she was concerned just to give you an example of things that we can do, we as leaders can. [1:58:04, 1:58:24]: Can speak out on social media and in our presence in regards to the need and the support of education here in our community. And one of the concerns is how many students owe money on their lunch. Um currently one school owes about$1,500. If a children, if a child [1:58:24, 1:58:44]: is behind on their lunch, they get a cold lunch, a sack lunch. So people know that they're f they're not, you know, they keep having to get cheese sandwiches or or whatever the cold lunch is. And so I just ask that each one of us kind of reach out and I'm probably gonna put up some type of co go fund me account or join [1:58:44, 1:59:04]: efforts with uh Councilman Alexander and other and as well as all the rest of the Camp Mayor and Council and ask that the community get involved. Let's pay off some of these lunch money, you know, some of these lunch funds and make sure these kids have hot meals. That's and so those are some of the kind of ideas of things we can do even as spokes [1:59:04, 1:59:15]: people and leaders in this community. So I would like to move that we support and that we approve our partners in education with all schools that feed into the city of Stockbridge. [1:59:15, 1:59:16]: Sir a second. [1:59:17, 1:59:37]: Seconds. All right. I have a question. This no funding's uh uh allotted with this, right? No funding whatsoever. There's no funding, no. Okay. All right. Any further questions? I just want to make sure that we're that we have flipping elementary on this list, that we have all of the schools. Union Growth. We even have a neighbor neighborhood that goes to Union Grove. Didn't know that. Yeah, Clark Mill. [1:59:37, 1:59:57]: Any school that goes to, we are partners. And what that means is whether you're going to read to them or whatever you decide to do, the city of Stockbridge, put it in on the website or partner market, whatever we want, in whatever way you want, to let everyone know that we are joining efforts with our Board of Education. [1:59:57, 1:59:59]: for the support of our children. [2:00:01, 2:00:03]: Okay, all in favor of the motion please indicate. [2:00:04, 2:00:05]: See Namus okay, great. [2:00:06, 2:00:10]: Number nineteen was taken off, twenty is taken off and twenty-one were taken off. [2:00:10, 2:00:12]: So what we have left is a consent agenda. [2:00:13, 2:00:29]: That would be council consideration to approve FY 2020 L MIG local maintenance and improvement grant list. Also includes council's consideration to approve the city's personnel handbook, updates, information technology, cell phone usage policy, policy. [2:00:29, 2:00:43]: Council of consideration to appoint members to the pension committee consisting of the city clerk, city manager, HR, City Manager, City Treasurer, and the Mayor. It also includes Council of Consideration to approve City of Stockbridge surplus list. [2:00:43, 2:00:56]: And council in consideration approved the city's contract renewal for extension of citywide furniture with Hahn Company L L C through December thirty first, twenty twenty, an amount of thirty dollars, excuse me, thirty thousand dollars. [2:00:56, 2:01:05]: And the last one would be the council consideration to approve the city's contract renewal of extension of tank maintenance and American tank maintenance LLC. [2:01:05, 2:01:07]: Through December thirty first, twenty twenty amount of [2:01:08, 2:01:28]: Sixty one thousand four hundred and nineteen dollars. Okay. That's all on the consent agenda that I understand. And that's the case. Is there a motion to accept all that? Well I get yeah, it has to be a motion anyway. Mayor I ask that we approve the consent agenda agenda and um make a motion to accept it. Okay, so there we go. Obviously probably no [2:01:28, 2:01:30]: further discussion, so all in favor please indicate. [2:01:30, 2:01:39]: Okay. Opposed. You you oppose? Okay, four zero four one zero. All right. All right, on that note [2:01:42, 2:01:48]: And we also uh made a approved, I guess there's no council comments at all. [2:01:49, 2:01:55]: Uh so I guess that also includes me as a mayor, no comments. No, it's I oh I I have comments. Oh well. [2:01:57, 2:02:17]: Fantastic. Well I'll tell you what. Uh first thing is that uh I guess give me a three-minute limit too, I suppose. You gotta give me I've got to hear to a three-minute limit. Uh bingo. Go go right in. Sure. First of all, it's great that uh we got together today for our kickoff to for our um our session. [2:02:17, 2:02:37]: Centennial celebration, 100 years strong. And I think it was a great, great way to start off this. And with elementary schools from Stoppers Elementary sing some beautiful songs in different languages. I think that's fantastic. And then the amount of citizens that came out to uh kick this off was great. Now I know we'll have a great amount of citizen uh participation all year long. [2:02:37, 2:02:57]: Comments for the council, fantastic. And we appreciate your comments. And I'm pretty sure the citizens appreciate all that as well. And to be able to have some type of discussion and and and and uh talk to other community members and residents. And um what I found out though, that a lot of people in the area that move from the northern part of the country come down to Georgia for warmer for economic development.
