[0:06:57, 0:07:01]: Yeah, she should be and just spoke to her. She should be joining us in just a second. [0:07:07, 0:07:07]: I want [0:07:11, 0:07:14]: Yeah, I'll remember that the next time I'm late, okay. [0:07:14, 0:07:15]: Yeah. [0:07:17, 0:07:18]: No problem. [0:07:18, 0:07:19]: We got it. [0:09:47, 0:09:48]: Councilman Blount. [0:09:50, 0:09:51]: President. [0:09:51, 0:09:53]: And Councilwoman Gantt. [0:09:53, 0:09:54]: Present. [0:09:54, 0:10:00]: Mayor Ford, you have a quorum. Thank you, Madam Clerk. Uh Council, I need a motion to adopt the agenda, please. [0:10:03, 0:10:11]: I need a motion to adopt it. Okay, so move. Gantt uh second. Okay. All in favor, please indicate. [0:10:12, 0:10:32]: All right, synonymous. All right, uh what you have before you are the approval of the minutes for the following meetings. Uh council meeting, which was June eighth of twenty twenty, the council work session June twenty-third of twenty twenty, and then we had a special call meeting on June 29th of 2020. Hopefully you look through those minutes and everything's appropriate. That's the case in the [0:10:32, 0:10:34]: The emotion accept all those minutes, please. [0:10:36, 0:10:41]: A motion accept two minutes, please. Okay, bar I got Barber, second. [0:10:43, 0:10:48]: I need a second. Second. Second. Councilman Blount. Second. Okay. All in favor, please indicate. [0:10:49, 0:10:50]: Okay. [0:10:50, 0:10:52]: All right, thank you very much. [0:10:52, 0:10:58]: Uh Madam Clerk, do we have any public comments? There are no public comments. Okay, so we'll go right into a new business. [0:10:59, 0:11:16]: Council consideration to approve Carter and Sloop Task Order Number 21 for utility relocation of the G DOC Project PI number three two two two zero five zero, service route one thirty eight, service route forty-two, an amount of seventy-three thousand nine hundred dollars. Funding sources water and sewer funding. [0:11:17, 0:11:18]: Mr. Aaron, please. [0:11:18, 0:11:19]: Yes, Mr Mayor. [0:11:20, 0:11:31]: Can you hear me? Yeah, gotcha, sir. You good? Yes. U uh GDOT has a uh intersection improvement project at uh Highway 138 and Highway 42 and also. [0:11:31, 0:11:38]: Locations on highway forty two, we've got some water lines in conflict with the project, so we're gonna have to move those borderlines. [0:11:41, 0:11:47]: Okay, that's it in your presentation. Yeah, so this is for the design of the relocation project. [0:11:47, 0:11:50]: Okay. Thank you very much. Any questions, Council, for Mr. Aaron? [0:11:51, 0:12:04]: Yes. Go right in confident Allen. Uh actually for the city manager and Mr. Aaron, uh this is an integral part of the widening project from Highway 42 for G Dot going to 675. Is that correct? [0:12:08, 0:12:11]: Yes, that's my understanding. That is correct. It's a part of that overall project. [0:12:12, 0:12:17]: Right. Okay. Thank you. And and it is, yes, that is a critical component of it. [0:12:18, 0:12:24]: Right. I mean, I don't think the public is much aware of the fact that uh the highway forty two is going to be widened. [0:12:24, 0:12:31]: From uh Walmart there at uh highway one hundred-eight, all the way to I six seventy five. We hear citizens. [0:12:31, 0:12:39]: Uh complain about traffic, and some of the times it's because they're not understanding what's going to move forward. But this is a project that's already approved. [0:12:40, 0:12:49]: And we should have four lanes going from my six seventy-five from uh Walmart all the way to six seventy five with a medium sidewalk pass. So that's a great project. [0:12:49, 0:12:54]: I would like to go ahead and make a motion for approval on this particular uh item. [0:12:54, 0:12:59]: Okay, sure. Is there a second? Councilman Barber, second that. Any further discussion? [0:13:00, 0:13:02]: Seeing none, all in favor of the motion, please indicate. [0:13:04, 0:13:06]: Thank you very much. Appreciate it. Jeanelles. [0:13:06, 0:13:17]: Council consideration to approve invitation to bid ITB number 18 ITB 050418D RR Janitorial Services. [0:13:18, 0:13:32]: Overall estimated cost of the amount of$97,176.32. General cleaning is$79,312.32 plus$17,864 for the COVID sanitation. [0:13:32, 0:13:40]: Funding source government building and execu uh ex executive, excuse me, general budgets presented by Miss Miller and Mr. Please. [0:13:41, 0:14:01]: Good afternoon, Mayor and Council. City staff again is requesting that City Council extend the existing contract with Internet Intercontinental Commercial Services for one year. The annual amount as stated is$97,176.32. The extension of this agreement will allow for staff the ability to perform an [0:14:01, 0:14:16]: extensive review and re research in order to develop a new scope of services necessary to provide sanitation requirements conducive to CDC required guidelines. And then in that would allow us to then put out a new uh solicitation. [0:14:16, 0:14:18]: And um [0:14:18, 0:14:25]: and and and actually um um provide additional sanitation in in the in a new contract. [0:14:26, 0:14:26]: Okay, thank you. [0:14:27, 0:14:29]: Uh Mr. Aaron, do we have anything to add at all? [0:14:30, 0:14:31]: No, sir. [0:14:31, 0:14:34]: Okay, thank you. And questions, Council, for uh Miss Miller. [0:14:35, 0:14:37]: Uh Miss Barber, go right in, please. [0:14:37, 0:14:38]: Yes. Um [0:14:38, 0:14:39]: So [0:14:40, 0:14:41]: Couple of things. [0:14:43, 0:14:45]: Was this the only responder? [0:14:46, 0:14:53]: Okay, so um in the in the on the top of the agenda, I put a background there. This has a very lengthy background. [0:14:54, 0:15:00]: Um it started in 2015. There was a bid that did was solicited in 2015. [0:15:00, 0:15:20]: Intercontinental was awarded the bid. However, in 2017, the contract with Intercontinental was terminated, and then staff decided to go with another vendor, Albright Janitorial Services. Staff then was not satisfied with Albright Janitorial Services, so they went back to [0:15:20, 0:15:28]: Intercontinental services. So as it stands right now, we don't have a valid contract. However, [0:15:29, 0:15:49]: Um, ICS has been performing and providing janitorial services for the past three years. What I'm asking is for council to allow us to continue using them, but ask our direct staff to go and do research, provide a scope of services that would include CDC guidelines so that we can bid. [0:15:49, 0:15:55]: out a another contract and so then we would have an an actual agreement in place. [0:15:57, 0:16:03]: Okay, so this is essentially month to month is what they're pretty much, yes. [0:16:04, 0:16:04]: Oh [0:16:05, 0:16:15]: So you haven't sent out a recent bid for the janitorial service? No, we currently have ICS and because we don't have a contract in place. [0:16:15, 0:16:21]: We're asking council to allow us to spend this amount of money while we prepare a new bid. [0:16:21, 0:16:24]: And an advertise the solicitation. [0:16:25, 0:16:28]: Okay, well I'm I'm not in agreement with [0:16:28, 0:16:29]: Um [0:16:30, 0:16:34]: continuing with the same contract, that would be for another year. [0:16:34, 0:16:40]: Correct. Well it would allow to um um I don't know how long dashes um would need, but [0:16:40, 0:16:47]: Within this pandemic, they have to do the research and develop a scope of services that we can put on the streets and advertise. [0:16:50, 0:16:55]: We was asking for a year so it would give us time to actually develop a scope of work. [0:16:55, 0:17:00]: but still allow us to be able to pay ICS for the work that they're currently performing. [0:17:01, 0:17:05]: Because the the extension that they were granted has expired. [0:17:06, 0:17:11]: The I would not expect it to take obviously a year for us to develop a scope. [0:17:11, 0:17:26]: I think that's the question you're getting at, Councilwoman Barber. This would be it would allow us up to a year. I certainly don't think it's paid it to take a year, but it would give us um uh the several months that we need to go ahead and develop the scope and then to um put out a bid. [0:17:27, 0:17:29]: So can we agree to just [0:17:29, 0:17:37]: If we're able to extend this for about sixty days, that should give us enough time to put together a scope of work. [0:17:39, 0:17:40]: Right on track. [0:17:42, 0:17:46]: Dash is how much time do you think you need to develop a scope with C D C re guidelines? [0:17:46, 0:17:55]: I don't think sixty days would be enough time because if we extend it for sixty days and we don't meet that deadline, then we're we're without a a cleaning service. [0:17:55, 0:18:00]: We're not saying it's gonna take a year, but I think we just need adequate time to make sure we have a [0:18:01, 0:18:16]: a viable scope of services with what's going on with this pandemic to make sure that we're getting the services that we need before staff and everybody gets back into the buildings. Okay, so I have a a few concerns. Janitorial Services is a basic [0:18:16, 0:18:17]: Service. [0:18:17, 0:18:21]: So we should be able to um get more. [0:18:22, 0:18:32]: suppliers who are interested in bidding on this. If we've been able to extend this contract, um I know we've been doing it extension annually. [0:18:33, 0:18:37]: I just wanna see us extend this for another sixty or maybe ninety days. [0:18:37, 0:18:41]: That way it gives you time to put together a new scope of work. [0:18:42, 0:18:50]: But I don't want us to continue using who we've been accustomed to using. And I don't know what their performance has been like. [0:18:50, 0:18:53]: Has there been any complaints? Have they been good? [0:18:55, 0:19:15]: I I mean I could give you my my thoughts on that. I think they have uh been more than adequate. I think they have been good and provided the services that we uh have needed uh during this period. Um if if it's a matter of and I understand the concern that you raise, if it is a matter of something that the council wants to consider for, say, 90 days, and if for some reason [0:19:15, 0:19:25]: For some reason that can't be met for uh legitimate reasons, obviously we would inform you, but if if that would be something that the council would consider 90 days. [0:19:25, 0:19:30]: and uh uh to be able to uh formulate the scope and then put it uh forward. [0:19:31, 0:19:31]: Okay. [0:19:32, 0:19:32]: I'm okay with that. [0:19:33, 0:19:34]: Ms. Gantt, go ahead, please. [0:19:35, 0:19:36]: Ms. Gantt go ahead, please. [0:19:38, 0:19:46]: Um thank you. I'm I'm concerned about rushing the staff within the ninety day time frame. And I say that [0:19:47, 0:19:48]: Because [0:19:49, 0:19:49]: Um [0:19:50, 0:20:10]: I'm not against. I agree with Councilwoman Barber. We should go ahead and try to get this done if we're gonna put a bid out. I haven't heard any complaints from staff or miss our city manager hasn't stated that there has been an issue with our janitor services. I do know that the importance of constantly getting bids every [0:20:09, 0:20:16]: every now and then, every so many years, just to stay on our toes to make sure we're getting the best bang for our buck. [0:20:16, 0:20:21]: But I also am wondering, and I guess this might be to legal. [0:20:22, 0:20:25]: Whether or not we do a contract agreement. [0:20:26, 0:20:26]: Um [0:20:27, 0:20:39]: now that we're doing month by month and we stay up to a year, is that possible to put that language in there and the, you know, and and let them know that we're putting it out for bid, they can come back and bid again. [0:20:40, 0:20:42]: But just stay up to I don't want them. [0:20:43, 0:20:48]: I don't want a contract. I I agree. I I mean we don't have to have it for the entire year. [0:20:49, 0:20:51]: You know, the bitch should come out, but [0:20:52, 0:20:53]: If it says up to a year. [0:20:54, 0:20:57]: With the under with that language in the contract agreement. [0:20:58, 0:21:00]: Um, which means that we're doing a month by month [0:21:01, 0:21:02]: Service right now. [0:21:03, 0:21:11]: So um all of our contracts like this where it's a fairly basic service that um with multiple potential vi bidders. [0:21:11, 0:21:13]: Have a uh thirty day [0:21:14, 0:21:17]: clause where we can terminate for any reason on thirty day notice. [0:21:18, 0:21:27]: So you could do that. The the the main advantage of doing a year um or up to a year is it locks in that price for that period of time. [0:21:28, 0:21:29]: Say no more. [0:21:30, 0:21:35]: Then if that's the case, if we're locking in a price and it we're going month by month right now. [0:21:35, 0:21:39]: And that could change, then I I am in favor of of doing it up to a year. [0:21:41, 0:21:43]: Yeah. Yes, sir. Go right here, Mayor Pro Tem. [0:21:44, 0:21:47]: Uh I'd like to ask Mr. Aaron and uh Mrs. Miller. [0:21:48, 0:21:58]: Uh what review process is in place to evaluate uh the service of this janitorial? And it just seems that [0:21:59, 0:22:10]: um that something need to be in place where we can actually evaluate uh the quality of that service. I have another question, but uh let me get let me get a response to that. [0:22:10, 0:22:16]: Um, what I can tell you is that during our renewal process, whenever we send out a renewal notice to both the user [0:22:17, 0:22:37]: Um and the vendors. Before we send a renewal notice out to our vendors, we send a form out to the department heads and we ask them to evaluate them best on certain criteria. They actually have to sign off whether the vendor has been timely, has been performing based on scope of services, um, is over. [0:22:37, 0:22:52]: over costs and based on that renewal form and it when it once it's signed off, we then um proceed with the renewal. What I can tell you with this is that this um it the contract predates me, but this is something that we're actually trying to straighten out. [0:22:53, 0:23:01]: So we've we've had this contract and we just need to make sure that the scope of services conduces to what what's going on now in the um economy. [0:23:02, 0:23:05]: Well w what would it be pertinent to have something [0:23:06, 0:23:09]: uh on a monthly or a um [0:23:10, 0:23:12]: quarterly basis where [0:23:12, 0:23:15]: Uh staff can um [0:23:15, 0:23:17]: Um, give their opinions. [0:23:18, 0:23:21]: I mean to ask them once at the end of the year. [0:23:21, 0:23:33]: uh they may have forgotten what happened in January February and then you're asked in say in December. It just seems that something should be in place uh a little bit more um [0:23:33, 0:23:34]: Um [0:23:35, 0:23:42]: intermediate where uh you know this can be gauged um on on a regular basis. [0:23:42, 0:23:46]: That's that that's that's my concern now, but I do have another question. [0:23:46, 0:23:49]: Uh my other question is [0:23:49, 0:23:55]: I notice in the scope of the contract it seems to be a seventeen seventeen thousand dollars. [0:23:55, 0:23:56]: For COVID. [0:23:56, 0:24:00]: So what is the difference in the regular cleaning? [0:24:00, 0:24:03]: versus the uh specified [0:24:03, 0:24:07]: Uh C D C uh requirement uh cleaning. What is the difference? [0:24:10, 0:24:12]: Yes, she wants to go ahead and answer that. [0:24:12, 0:24:27]: Well, the COVID cleaning is it implements what the C D C recommends. That wasn't in the original scope of services. The original scope of service was janitorial service, cleaning and mopping and waxing and things of that nature. But when the COVID nineteen happened, [0:24:27, 0:24:39]: that was a different level of cleaning that was required as far as like sanitizing and and those sort of things. So that's by 17,000. That's in addition to the normal janitorial services they were providing. [0:24:40, 0:24:42]: No, I I understand that, but in detail [0:24:43, 0:24:47]: What is the uh specified clean? We know it's sanitizing, but [0:24:47, 0:24:53]: What are the actual functions? Is there a spray? Is there a mist? I mean, what is it? [0:24:54, 0:25:07]: Yes, so they're they're using additional disinfectant. They're also cleaning more frequently than they were in the past, especially like at the wastewater treatment plant. It was just once a week. Now they're doing that five days a week. They're [0:25:07, 0:25:17]: uh increase the level of cleaning at city hall, the municipal court, the mural manners admin building. So there are some additional services related to COVID that they're performing. [0:25:18, 0:25:25]: Well, I I I'd like to see those detail for seventeen thousand dollars. I just think that needs to be spelled out and we need to understand. [0:25:25, 0:25:30]: uh what is required. And I think they also definitely need to understand [0:25:30, 0:25:35]: uh the depth of that, I would not want them just to come in and do what they regularly do. [0:25:35, 0:25:38]: And and just go home because there's no one there. [0:25:38, 0:25:39]: Overseeing. [0:25:39, 0:25:48]: Uh, what they do. So I just like to have that spell out, Mrs. Miller, uh, at some point in time in detail, what is the um special [0:25:48, 0:25:53]: uh C D C uh guidelines cleaning. I I like to know those details. [0:25:56, 0:26:00]: Any other questions for Miss Miller or or Mr. Councilman Blount, go ahead, please. [0:26:02, 0:26:07]: Yeah, I um you know, uh I I would always and I've said this on many occasions that we have to [0:26:08, 0:26:11]: caution our I think we should caution our sales and [0:26:11, 0:26:15]: probably ask questions prior to this meeting that could get answered and [0:26:16, 0:26:22]: We have to be careful and cautious when we're speaking of a vendor or any other in any other business that does business with city and stockbridge. I think that [0:26:23, 0:26:24]: Stop bridging itself as a major [0:26:25, 0:26:26]: contract for anybody. [0:26:27, 0:26:34]: And when we we have to be careful and cautious that we're we're we're staying on track and not going into any type of belittlement areas. [0:26:35, 0:26:36]: Of any contract [0:26:36, 0:26:38]: Um anybody that's contracted with the city. [0:26:39, 0:26:39]: Um [0:26:40, 0:26:42]: Because that could be detriment beyond the [0:26:42, 0:26:44]: working with the city of Scott Bridge. So [0:26:45, 0:26:48]: I I just want us to call take cautions on those areas. [0:26:49, 0:26:51]: Thank you. Any other comments for uh [0:26:51, 0:26:52]: Ms. Miller Descius. [0:26:53, 0:26:58]: I do. Yeah, go right in, please. Um supplier evaluation is a um [0:26:59, 0:27:05]: a general function of purchasing. So most suppliers know when they have a contract, they are [0:27:06, 0:27:07]: Seem to be [0:27:08, 0:27:11]: evaluated at any time during the contract. [0:27:11, 0:27:14]: Um, it is simply my [0:27:14, 0:27:15]: Um [0:27:16, 0:27:18]: I'm just trying to understand. [0:27:18, 0:27:21]: We've had a contract with the same supplier. [0:27:21, 0:27:23]: For a number of years. [0:27:23, 0:27:29]: We need to be able to bid these out to other contractors just so that we can. [0:27:30, 0:27:31]: Um compare costs. [0:27:32, 0:27:35]: So so I see with the sanitation costs. [0:27:35, 0:27:38]: The seventeen thousand dollars that they're proposing. [0:27:39, 0:27:40]: There may be another supplier. [0:27:41, 0:27:42]: They may offer [0:27:42, 0:27:42]: Mm. [0:27:43, 0:27:51]: Discount or a cheaper price. It's not all about price, I know it's about the quality of service. However, I want to be able to compare. [0:27:51, 0:27:54]: And this doesn't give me much to compare. [0:27:54, 0:27:59]: Not only that, when we get these bids like this, I really would like to see [0:28:00, 0:28:03]: the evaluations um that were [0:28:03, 0:28:04]: Take it. [0:28:04, 0:28:06]: So I can see for myself. [0:28:06, 0:28:10]: Um and even the feedback from staff, just so I can see. [0:28:11, 0:28:14]: So that's that's my final comment. [0:28:14, 0:28:19]: Uh Mr. Mayor. Yeah, go right ahead, Mayor Proton. And this would be my final one too. [0:28:19, 0:28:20]: Um [0:28:21, 0:28:25]: Anytime a decision comes to me as an elected official. [0:28:25, 0:28:34]: Um, I think I have that right to ask, you know, questions. Also, I I really to be honest with you, um [0:28:35, 0:28:44]: I believe a representative from the company need to be here to answer those questions. I think you have a lot of folks out there who love these contracts. So I'm not going to um [0:28:45, 0:29:05]: You know, I'm not gonna try to shortchange myself and as far as not asking questions. Uh I I think this is uh my duty to ask these questions. And I'll be honest with you, uh I think a representative needs to be here to answer those questions directly, especially if they want to be it. Uh you have a lot of companies out here, small businesses. [0:29:04, 0:29:10]: that would love have a relationship with the set of Starkbridge. So uh this is the nature of the beast. [0:29:12, 0:29:13]: Ms. Gann, go ahead, please. [0:29:13, 0:29:23]: Thank you. One question from Mr. Knighton. Mr. Knighton, have any staff members complained to you about any of the concerns about the cleanliness or or the upkeep from our janitorial services? [0:29:24, 0:29:35]: Uh not since they've been back here with us. I don't recall any uh real concerns that were registered. One of the things about janitorial, of course, is in a traditional environment that we're in [0:29:35, 0:29:49]: or when we're in a traditional environment, it's one of those things that usually will stick out quite a bit and you would get uh staff members who would uh register concerns uh or complaints uh about the janitorial service, but I think they've done [0:29:49, 0:29:52]: A a very good job. I'm not aware of any, you know [0:29:53, 0:29:58]: um concerns or real complaints about uh the janitorial service and uh the service they provided. [0:29:59, 0:30:06]: Okay. I I just wanted to make sure of that first and foremost. Um, because I know we but you know, we can go around and round with it. [0:30:07, 0:30:08]: Um but um [0:30:09, 0:30:12]: In regards to where we are right now. [0:30:13, 0:30:13]: Yeah. [0:30:13, 0:30:17]: Our city attorney stated that the contract [0:30:17, 0:30:20]: would be up to that and we can terminate [0:30:20, 0:30:23]: At any time within thirty days, anyway, and we're doing it. [0:30:24, 0:30:29]: for the purpose of extending it with the amount that we already have. [0:30:29, 0:30:31]: on the services that we already have. [0:30:32, 0:30:35]: Um and those services were prior to [0:30:35, 0:30:36]: COVID. [0:30:37, 0:30:48]: Um and so, you know, we could target and and make statements or say anything that they maybe they didn't specialize in doing something with COVID at the time, but that wasn't [0:30:48, 0:31:00]: you know, at the time in their contract agreement. I just ask that, you know, staff try to move this forward expeditiously. But mayor, I would like to make a motion to approve the extension of this agreement. [0:31:00, 0:31:01]: Um [0:31:02, 0:31:03]: Up to [0:31:03, 0:31:04]: One year. [0:31:04, 0:31:05]: Okay, is there a second? [0:31:07, 0:31:15]: There's a second to the motion. Uh Ms. Councilman Blount seconds that motion. All right. Further discussion. I see there's another hand up. Uh Councilman Barber, Barber, go ahead. [0:31:15, 0:31:25]: Yes, so the difference with this contract or yeah, this contract is they're adding the extra layer of cleaning with the COVID. [0:31:25, 0:31:29]: So it's not the same contract. This is something different. [0:31:29, 0:31:35]: So it should be bidded out so that new suppliers can also submit their bids for it. [0:31:36, 0:31:49]: So I want to see us do a month-to-month, at least 60 or 90 days, just so that staff has time to prepare a new scope of work for this. [0:31:50, 0:31:50]: Good. [0:31:51, 0:32:05]: My opinion. All right. So I'd like to table this if we could. Well the motion's been made, it's been seconded actually. So we're gonna have to vote on this. Uh councilman Gantt, did you have something else or you you're or or not? I I think there might be um uh I just wanna [0:32:05, 0:32:14]: Let Councilwoman Barber know that. I think we're saying the same thing. The city attorney already stated that the contract can be terminated within 30 days. [0:32:14, 0:32:19]: Each time frame. I made a motion to extend the contract up to [0:32:20, 0:32:38]: the a year, not saying a full year. And I think we all agree, I in my very initial first comment was that we we should always put different things out for bid after, you know, I believe it's two years um per different services um based off of the classes I've taken in the past. [0:32:38, 0:32:46]: Um I from my understanding, you know, when you re you rotate different types of services or whatever services we're contracting out. [0:32:46, 0:32:54]: those RFPs are rotated. So we can get and see what what bang for the butt we're getting or compare and contrast the services and what's out there. [0:32:55, 0:32:58]: I don't think we're s I think we're saying the same thing. [0:32:58, 0:33:08]: I'm not willing to I after our um public works director say that that he thinks ninety days is not enough time. [0:33:08, 0:33:10]: You know, my concern is [0:33:10, 0:33:14]: Let's give them the time to get this done. [0:33:14, 0:33:18]: And so especially when there are other things on the plate that are pending. [0:33:18, 0:33:26]: And that's that's why I I ask that we, you know, up to that time point because if we want to end the contract after 30 days, we can't. [0:33:28, 0:33:29]: Mr. Alexander, go ahead, please. [0:33:29, 0:33:34]: Uh I think the main point here is that we need uh to make sure that [0:33:34, 0:33:36]: We have other people be in. [0:33:37, 0:33:55]: We need to make sure that we have every uh more people come to the table. Uh we we've been doing things incorrectly in the past, jumping back between different vendors. We need a fair process where we we open this up so everybody can uh everybody can. [0:33:55, 0:33:58]: Uh go after the contract fairly. [0:33:58, 0:34:04]: I think the appropriate thing would be to table this and to come back to it once we got the specifics. [0:34:06, 0:34:07]: Councilman Blount, go ahead, please. [0:34:09, 0:34:14]: Yeah, I I agree with Councilman Alexander, but I think that when we listen to what was said. [0:34:14, 0:34:20]: is that they can we could counsel this contract in any thirty days and once they figure out [0:34:20, 0:34:24]: Mr. Days said once they figure out the scope of work that's gonna be needed [0:34:25, 0:34:30]: then the bid the the bidding process gonna go out uh through procurement. [0:34:30, 0:34:33]: They're not saying it's not gonna go out to other people. We [0:34:33, 0:34:36]: without the without the scope of of of uh [0:34:36, 0:34:39]: s the scope of the services that we won't render [0:34:39, 0:34:44]: Until that's finalized, who you what are you baiting out if the scope of service [0:34:44, 0:34:46]: The scope of what you want is not finalized. [0:34:46, 0:34:47]: So I think [0:34:47, 0:34:52]: What you want, Miss Alexander, and I think what Miss Barber wants is that to say, Hey, let's [0:34:52, 0:34:55]: Let's hurry this thing up also and I agree with all of you all. [0:34:55, 0:34:59]: But I think in the components of what we're saying, all all of this encompasses that. [0:34:59, 0:35:00]: It it encompasses [0:35:01, 0:35:05]: Terminating the contract on any given thirty days, it encompasses [0:35:05, 0:35:07]: Uh putting it out for bed. [0:35:07, 0:35:09]: But it also encompasses bringing in [0:35:09, 0:35:11]: An uh the scope of what we want. [0:35:12, 0:35:20]: And then putting it out to bid for other companies to bid on. And right now, what we've done with this company is just allowed them to operate until we do that. [0:35:21, 0:35:22]: And so I mean [0:35:22, 0:35:24]: I mean, why would we prolong [0:35:24, 0:35:28]: That pro this process which would br what was actually [0:35:28, 0:35:31]: speedy up the process of getting other bitch out. [0:35:32, 0:35:37]: On that note, let me say let me hold stand by a second, please. Let me say this. By chance, if uh somehow we did not [0:35:38, 0:35:39]: pass this particular motion. [0:35:39, 0:35:47]: Then we'll probably have to come up with something else because obviously the if we don't pass this, right, then we won't have uh sanitation services for our buildings. This is my understanding. [0:35:48, 0:35:49]: Is that correct? [0:35:50, 0:35:51]: The contract is [0:35:51, 0:36:03]: expired and you won't be able to pay them and they're not gonna perform the services without getting paid. So with what's going on, we were just trying to give ourselves some time. We were working on a scope of services before this pandemic hit. [0:36:04, 0:36:14]: And and when this hit, we didn't want to be caught without anyone cleaning the building. So we we came in and extended until we get the scope of services. [0:36:14, 0:36:18]: furned up and ready to submit out for bid because we went through this process once before [0:36:19, 0:36:23]: We had a previous vendor, they were here for about three months, didn't perform up the standards. [0:36:24, 0:36:34]: So we had to go back to the previous vendor and so that's where we are with this one. So we're just trying to extend it so that we can continue to pay them because if we don't pay them, we won't have any janitorial services. [0:36:35, 0:36:35]: All right. [0:36:36, 0:36:39]: Miss Barber will make this the last one, even though you said this the last one was some time ago. [0:36:40, 0:36:41]: That's what you said. [0:36:41, 0:36:44]: Go right ahead. Go right ahead. [0:36:45, 0:36:47]: Looking at the staff recommendation form. [0:36:48, 0:36:52]: First one says city staff is requesting that city council extend [0:36:53, 0:36:54]: The existing agreements. [0:36:55, 0:36:56]: For one year. [0:36:57, 0:36:59]: I don't want to extend it for one year. [0:37:00, 0:37:06]: But the motions the mo let me say the motion's been made. It's not it's not it doesn't say up to one. It says up to one year. It'll probably be shorter than that. [0:37:06, 0:37:08]: I don't think you have to worry about that. But anyway. [0:37:09, 0:37:09]: So [0:37:10, 0:37:11]: What I'm asking. [0:37:11, 0:37:12]: Okay. [0:37:13, 0:37:15]: A motion has been made. So let's just [0:37:15, 0:37:17]: Okay, let's just vote then. [0:37:17, 0:37:26]: Mr. Alexander, go ahead. One last time. We've been talking. Motion's been made, it's been second. All in favor of the motion, please indicate. [0:37:27, 0:37:29]: All in favor of the motion, please indicate. [0:37:30, 0:37:31]: All polls. [0:37:33, 0:37:34]: One [0:37:35, 0:37:46]: Okay, three two, the motion fails. All right. Now that that has happened, now we need we don't have any services unless we come up with some other type of objective here on having services for our city uh facilities. [0:37:47, 0:37:48]: Mayor. Yes, Mayor. [0:37:49, 0:37:54]: I don't believe, Mr. Aaron, did you disclose what the um date was that it expires? [0:37:56, 0:37:59]: I'd have to look back to my documents. Lindell, do you have that handy? [0:38:00, 0:38:00]: Um [0:38:01, 0:38:02]: Speaker. [0:38:08, 0:38:09]: No, I don't. [0:38:21, 0:38:39]: All right. Well, obviously you said it expired, so otherwise you have to still pay them for what they've done thus far. And now what now with this particular motion failing, uh that ends that particular contract, uh I would imagine. And uh now we have no other services. So now we we were now we gotta figure out what we're gonna do here. [0:38:39, 0:38:42]: Mr. Williams, one second, stand by a second. Mr. Williams. [0:38:42, 0:38:45]: As the attorney, you got any s legal suggestions here on this process? [0:38:46, 0:38:50]: I I think um it appears that you have uh [0:38:51, 0:38:57]: uh some council members who are willing to approve it for up to ninety days or a hundred and twenty days, perhaps a motion [0:38:58, 0:39:01]: Of that sort would be in order. We would still have the thirty day [0:39:01, 0:39:02]: Termination. [0:39:03, 0:39:12]: All right, thank you for that. Uh Mayor Pro Tem, go ahead, please. Uh yeah, I I was getting ready to make that motion uh just to extend this for for 90 days. [0:39:13, 0:39:15]: Um I also [0:39:15, 0:39:24]: Well, that's the motion, but I would like to know the uh termination date for this current uh contract. And I just want to say this to Mr. Aaron. [0:39:24, 0:39:28]: Now we've been in the pandemic since February and March. [0:39:28, 0:39:30]: And you're saying that, you know. [0:39:30, 0:39:33]: Uh, you know, we need time to to to do this and to do that. [0:39:34, 0:39:35]: I mean [0:39:35, 0:39:51]: I mean, we we've been in the pandemic since March, but I'm almost sorry to let that go. But my motion is just to extend the contract to this particular company uh for ninety days and to ask staff to uh do whatever's necessary to um put this beard back out, et cetera, et cetera. [0:39:52, 0:39:53]: A second there. [0:39:53, 0:39:55]: Councilman Barber seconds there. Any further discussion? [0:39:56, 0:40:00]: If not seeing none on Councilman Lunn, I'm sorry, go ahead. [0:40:02, 0:40:04]: Um, I I think one of the things that [0:40:04, 0:40:05]: You know [0:40:06, 0:40:09]: If this council agrees to ninety days, then so be it. [0:40:10, 0:40:13]: But we have to understand that we we've hired staff to give us [0:40:14, 0:40:17]: uh their professional opinions on whatever we're doing. [0:40:18, 0:40:22]: And when we start to say that we're gonna go beyond what staff has recommended. [0:40:23, 0:40:25]: Then we're going into areas that we've hired people to do. [0:40:26, 0:40:28]: We're going to the area of managing the city. [0:40:28, 0:40:30]: Not y you know, and and so [0:40:31, 0:40:33]: If if we got staff saying it's gonna [0:40:33, 0:40:35]: That that ninety days isn't enough. [0:40:36, 0:40:40]: Then who are we as a council to say we're gonna do ninety days and that's it? [0:40:40, 0:40:45]: regardless of what staff say, then what then then what's the purpose of getting staff's opinion? [0:40:45, 0:40:51]: So I don't agree with putting this ninety day tag on it because it's already been told to us that we can cancel it at any time. So [0:40:52, 0:40:54]: Yeah, that's my two shit. [0:40:54, 0:40:56]: Councilwoman Gann, go ahead, please. [0:40:56, 0:41:00]: Thank you. Um, I agree with Councilman Blount. I also [0:41:00, 0:41:16]: Would like to make a statement in in regards to what we're doing when we talk about small businesses and minority contractors and and other and and business contractors and and janitory services and any contracts that we have with Stockbridge when we have meetings such as these. [0:41:16, 0:41:30]: In addition to that, so I I ask that we consider that. We've received emails in the past in regards to you know some of the businesses' concerns when we do this. Um in addition to that, I would also [0:41:30, 0:41:36]: like to say, I'm gonna vote for the ninety days, but I don't agree with the ninety days because I feel like it should be up to [0:41:37, 0:41:39]: The full time frame. [0:41:39, 0:41:46]: that they should do. But we can't go without janitory services. So it's in the best interest of the city for us to do something. [0:41:46, 0:41:50]: If we're gonna have these three two votes or or whatever the case may be. [0:41:51, 0:41:54]: For something such as a janitorial service. [0:41:55, 0:41:57]: that has had not had any complaint. [0:41:57, 0:41:59]: based off of what the city manager gave. [0:41:59, 0:42:03]: So m um Miss Holliday, please make sure you put that in the records verbatim. [0:42:04, 0:42:05]: Thank you. [0:42:06, 0:42:13]: Okay, now quite a bit of discussion. We got a motion on the on the floor, been seconded. All in favor of the motion, please indicate. [0:42:14, 0:42:17]: Okay. Four? All opposed? [0:42:18, 0:42:23]: Okay, one four to one. Four to one okay, it passes. All right, we'll move on. [0:42:24, 0:42:26]: Uh let's see here. [0:42:27, 0:42:32]: Council consideration to approve the purchase of a uh nineteen thousand five hundred pound [0:42:32, 0:42:39]: GVW Chassis with Rugby Box Dump International CV Dump Truck. [0:42:40, 0:42:47]: From Rush Truck Center of Georgia, incorporated RFP number 2019-007P. [0:42:48, 0:43:05]: Uh state contract nine nine nine nine nine dash zero zero one dash spero zero zero zero one five five an amount of sixty nine thousand seven hundred and seventy three cents and uh six excuse me six hundred sixty nine thousand six hundred seventy three and eighty four cents. [0:43:05, 0:43:10]: Funding source uh water department budget presented by Miss Miller and Mr. Aaron, please. [0:43:11, 0:43:31]: Good afternoon once again, Mayor and Council. And I do I apologize for the interruption in the service, IT service. The purpose of this contract is to provide the city with an international CD dump bed truck necessary for the water and sewer department to bring and remove debris from work sites. Due to the size of the CD bed truck, [0:43:31, 0:43:42]: truck, a smaller area is impacted and drivers are not required to possess the commercial driver's license. This is a state contract in which we're asking to piggyback. Uh for the record, again it's uh [0:43:43, 0:43:45]: City of Stockbridge procurement number. [0:43:46, 0:43:46]: Uh [0:43:48, 0:43:53]: Twenty twenty, I'm sorry, twenty nineteen, zero zero zero zero zero seven P. [0:43:56, 0:43:56]: Okay. [0:43:57, 0:44:00]: Hey, Mr. Aaron, do you have anything you need to add at this time? [0:44:00, 0:44:07]: Yes, Mr. Mayor, this truck will be replaced in a nineteen eighty-seven dump truck that we're currently using that has outused its useful life. [0:44:08, 0:44:09]: Mm-hmm. Okay. [0:44:10, 0:44:13]: Council, any questions for Mr. Aaron or Lindell Miller? [0:44:14, 0:44:28]: Mr. Alexander, go ahead please. Yeah, what exactly do you do with the truck? So the public understands that we're gonna spend these funds, uh that this how much use is the truck getting and what are we going to do with it? [0:44:29, 0:44:49]: Uh the water department uses if they had a water leak, they have to remove the wet soil and bring back dry soil to fill in the holes. Also, the sewer department uses it as well. They have uh sewer right-aways and easements they're maintaining. Sometimes we have washouts, we have to haul dirt and rock to fill in those areas on on the sewer easements. [0:44:49, 0:44:51]: So that's what the truck is used for. [0:44:53, 0:44:54]: Okay. [0:44:54, 0:44:57]: Mr. Bar uh Ms. Barber, go ahead please. You got a question? [0:44:57, 0:45:03]: Um yes, for this RFP I wanted to know if there were other suppliers. [0:45:04, 0:45:08]: Um this is a piggyback contract, a state contract in which we're piggybacking. [0:45:09, 0:45:09]: Yeah. [0:45:13, 0:45:15]: Okay, any other questions? [0:45:16, 0:45:24]: Mr. Mayor, yeah, go right ahead, Mayor Protestant. I'm just curious of uh if Mr. Air know the mileage uh on the old uh truck. [0:45:25, 0:45:27]: It's thirty three years old. [0:45:28, 0:45:35]: And I just know that it it's in bad shape and it it it just sounded a health concern to people that are driving and operating that truck. [0:45:36, 0:45:38]: Thank you. [0:45:38, 0:45:40]: Okay, I'm sorry, Miss Barber. [0:45:40, 0:45:47]: I wanna tell how did um staff um decide on this supplier? What [0:45:47, 0:45:48]: Criteria. [0:45:48, 0:45:50]: Was used to [0:45:50, 0:45:51]: Is that [0:45:52, 0:45:54]: That's just you want to explain the scope. [0:45:55, 0:46:00]: No, I wanna know how did you decide on this particular [0:46:00, 0:46:04]: um supplier to piggyback off this particular contract. [0:46:05, 0:46:25]: Well it's it's a state contract and typically the state contract gives you the better price than if you bidded it out. They vetted all these vendors and they provided them a scope of work or specifications on different trucks. So you're able to get a better price by going the state contract than if you typically bidded it out. [0:46:26, 0:46:28]: Okay, and one more question. So [0:46:29, 0:46:31]: This is coming from which account? [0:46:32, 0:46:36]: This is coming from the water department budget. They had budgeted to replace the truck. [0:46:36, 0:46:39]: Okay, I don't have a financial statement or [0:46:39, 0:46:41]: anything so I don't know. [0:46:42, 0:46:45]: what the balance is of this account, I something I've asked for. [0:46:48, 0:46:52]: Is the treasurer and the funds available in their budget for it? [0:46:55, 0:46:59]: Mr. Wiggins, can you assist with that uh account number? [0:47:00, 0:47:08]: Yeah, the cat I mean pr it it's I'll have to I can look at that too. So [0:47:09, 0:47:12]: So I wanna know what the balance is. [0:47:12, 0:47:14]: Right. [0:47:15, 0:47:16]: I'm sorry. [0:47:17, 0:47:17]: Really? [0:47:19, 0:47:30]: Yeah, I think you said he has to look it up. It'll be coming in kind of garbled there, Mr. Wiggins. Okay, so one forward for any item that's on the agenda that requires an expenditure. [0:47:31, 0:47:34]: I wanna see what the balance is before I'll approve it. [0:47:35, 0:47:40]: They have budgeted a hundred and twenty thousand dollars vehicles in their budget. [0:47:41, 0:47:42]: That's correct. [0:47:42, 0:47:47]: But I don't know what other expenses may have been applied to this account. [0:47:47, 0:47:49]: So I don't know what the balance is currently. [0:47:50, 0:47:52]: That's why I'm asking for a financial statement. [0:47:55, 0:47:58]: Okay. And Mr. Alexander, go ahead, sir. [0:47:59, 0:48:01]: Go ahead. Casmine Alexander, go ahead. [0:48:07, 0:48:09]: Yeah, uh I'll just uh [0:48:10, 0:48:30]: I just wanna understand um the truck and again um the the the the make sure that we're getting uh what we truly uh what how much usage is the truck getting and what it I I wanna understand, is it being used daily, being used weekly? How often is it being used in in in in the in this in the in the [0:48:29, 0:48:31]: The scope of what you're doing. [0:48:31, 0:48:32]: How often do you? [0:48:33, 0:48:35]: It's being used two to three times per week. [0:48:36, 0:48:39]: At different location. Like I said, the water department uses it. [0:48:40, 0:48:42]: what we currently have in the store department as well. [0:48:43, 0:48:58]: Okay, so you you're saying you get to use it about two to three times a week in the course of of what you or uh what you're doing, uh, in terms of moving this forward. I think uh the concerns surrounding this particular [0:49:01, 0:49:03]: That comes to this council on a regular basis. [0:49:04, 0:49:09]: And this council always says yes, there's some concerns amongst these [0:49:09, 0:49:25]: uh counsel about the uh some of the things being executed in that particular department. I want to ask the staff, is there a deadline is this a firm deadline to get this particular price for this particular truck? [0:49:25, 0:49:27]: Or could um [0:49:27, 0:49:29]: If it if we decided to wait. [0:49:30, 0:49:38]: Then what uh what are the ramifications of waiting? It's a state contract, so is the price good for how the state the price will still be good if we do decide to delay? [0:49:39, 0:49:48]: Well, this state contract, this particular state contract expires August 31st, 2020. I will have to check to see if the state intends to renew it. [0:49:49, 0:49:57]: Okay, so in other words, we would be able to revisit this at the work session, then you would be able to find out find out about it at that time before the work session. [0:49:58, 0:50:04]: I can go online to see if it's going to be renewed. Um if not, I would have to contact the state of Georgia in the morning. [0:50:05, 0:50:24]: Right. So by the next meeting you would be able to find this in particular issue. Yes. Okay. Okay. Based based on that we can I think we Oh just stand by please. Um Mr. Aaron, you need to ru one a second, Mr. Aaron. I wasn't finished, so please let me come back to me. [0:50:24, 0:50:26]: I will. Go ahead, Mr. Aaron. Go ahead, sir. [0:50:27, 0:50:38]: My only concern is you got staff driving in a vehicle that's thirty-three years old that has far outlived this useful life expectancy for what is used for to haul and remove debris. [0:50:38, 0:50:41]: And my only concern is you got people that are driving it. [0:50:42, 0:50:46]: And especially when you're using a thirty-three year old vehicle. [0:50:47, 0:50:49]: Okay, Mr. Allison, go ahead now. [0:50:55, 0:50:56]: Cosman Alexander. [0:50:59, 0:51:02]: Looks like can you hear me? Go ahead now. Go ahead. Can you hear me? [0:51:02, 0:51:04]: Yes, I can hear you. [0:51:06, 0:51:09]: I think we'll have the answer for what we're looking for. [0:51:09, 0:51:12]: by the time things come around for the work session and um [0:51:13, 0:51:16]: I think we need to have some further discussions about [0:51:16, 0:51:35]: Um and uh I think we'll be having that discussion with Mr. Knighton uh and then this uh Mr. Aaron as well about uh and we've had been having some ongoing concerns. So until uh we get some further clarification on no particular concerns, uh we know we've been open the wallet fairly. [0:51:36, 0:51:37]: Uh liberally. [0:51:37, 0:51:41]: And we wanna I personally want to see some return. [0:51:41, 0:52:01]: on those particular investments. When you come to us, we give you what you need. I always ask what you need. I need some things in terms of what I need to see executed in the city. I want to vote, I want to make a motion to table this particular issue until our next meeting so we can get some clarification [0:52:01, 0:52:06]: And we can have some further discussions about um [0:52:06, 0:52:09]: Some uh this this particular part. [0:52:09, 0:52:10]: I second that. [0:52:11, 0:52:18]: Uh Councilman Barber second that further discussion and earlier I forgot Mr. Knighton, you had you had your hand up. Uh you needed to say something, sir. [0:52:19, 0:52:22]: No, I I said we was gonna mention that a that a vehicle um [0:52:23, 0:52:34]: of of you know that old probably is run into a situation also where you don't have any parts for that vehicle as things uh d begin to deteriorate and so the parts are probably [0:52:34, 0:52:42]: out of service and out of stock as well. But um obviously we'll uh we will follow the council's direction with how you want to move on this issue. [0:52:43, 0:52:44]: Mr. Wiggins, go ahead, please. [0:52:44, 0:52:46]: I want to um [0:52:46, 0:52:46]: Uh [0:52:47, 0:52:50]: Let Councilman Barber know that no funds have been [0:52:50, 0:52:52]: It's spending out that uh account. [0:52:53, 0:52:54]: So it still has a hundred and twenty [0:52:55, 0:52:56]: thousand dollars budget for it. [0:52:58, 0:52:59]: Councilman Blount, go ahead, please. [0:53:01, 0:53:02]: Once again [0:53:03, 0:53:09]: We either gonna ask questions before the meeting or we're gonna table everything till we get the to till we get the answers. [0:53:09, 0:53:13]: All of these questions could be asked prior to this meeting. We don't have to keep tabling anything. [0:53:14, 0:53:18]: These are simple questions that could have been answered right here at this meeting so we can move forward. [0:53:18, 0:53:22]: And work on other issues come come to in uh at the work session. [0:53:23, 0:53:25]: We got to start asking questions. [0:53:25, 0:53:28]: And and making decisions at these meetings are we're gonna continue to keep [0:53:30, 0:53:33]: The little information we're asking for, that could have been answered. [0:53:34, 0:53:37]: I'm just saying those those questions could have been answered prior to this meeting. [0:53:37, 0:53:41]: And we didn't wouldn't have to table it when I agree with Councilman Alexander when we asked. [0:53:42, 0:53:44]: that what do you need? What do you need? What do you need? [0:53:44, 0:53:48]: I wouldn't want to have a vehicle for thirty three years old trying to work in it. [0:53:48, 0:53:53]: And so if we if we need a vehicle that's thirty three years old, that's uh that's almost low hanging fruit. [0:53:54, 0:53:55]: That it needs to be changed out. [0:53:56, 0:54:04]: That vehicle needs to be changed out and whatever needs to be done for a surplus in that vehicle to get whatever we can get out of that vehicle, so be it. But that is [0:54:04, 0:54:07]: That is low hanging fruit that needs to be replaced. [0:54:07, 0:54:10]: And so now we're gonna table it to the end of the month. [0:54:11, 0:54:16]: table to the end of the month when staff that's over these people are saying that the vehicle is unsafe. [0:54:17, 0:54:23]: But now we're gonna table at the end of the month when questions could have been asked prior to this meeting and we could start moving forward getting the vehicle. It just doesn't [0:54:23, 0:54:25]: It it just doesn't make sense to me. [0:54:26, 0:54:27]: Ms. Barber, go ahead, please. [0:54:28, 0:54:30]: Well, I've been asking. [0:54:30, 0:54:32]: Since January. [0:54:32, 0:54:35]: Please provide a financial statement. [0:54:35, 0:54:37]: with every agenda item. [0:54:37, 0:54:38]: For every [0:54:39, 0:54:39]: Meeting. [0:54:41, 0:54:44]: I'm not going to keep asking those questions prior to a meeting. [0:54:45, 0:54:46]: I need [0:54:46, 0:54:49]: The financial statements with the balances and [0:54:50, 0:54:52]: Same time I received [0:54:52, 0:54:54]: The meeting agendas. [0:54:54, 0:54:58]: So that way I don't have to table things or vote to table things. [0:54:59, 0:55:08]: That's all. Um I um no doubt, I'm sure that this truck is needed. I'm sure it is. It's needed. But two weeks from now is not gonna [0:55:09, 0:55:11]: Hope it's not gonna cause a [0:55:11, 0:55:12]: Big problem. [0:55:13, 0:55:13]: So [0:55:14, 0:55:15]: That's all. [0:55:15, 0:55:18]: Ms. Alexander, you had something else, sir, you need to say? [0:55:20, 0:55:23]: Uh I uh no, I think we're ready to vote now. [0:55:23, 0:55:32]: All right, then uh if there are the if there are no other comments, the motion has been made to table this and second it. So uh all in favor of that motion please indicate. [0:55:34, 0:55:36]: Three opposed. [0:55:37, 0:55:42]: Two motion passed three to two. It'll be tabled to our next council work session. [0:55:43, 0:55:51]: Council consideration approved the purchase of a 2021 Kinworth Kinworth T four seventy tandem axle axle. [0:55:51, 0:56:00]: V Contruck under state contract nine nine nine nine-001 dash SPD 00000155. [0:56:00, 0:56:03]: From M H C Kinw Kinworth. [0:56:03, 0:56:09]: in the amount of four hundred and six thousand nine hundred and twenty two dollars, funding source sewer fund balance, which is one hundred and eighty three [0:56:10, 0:56:18]: thousand one hundred and fourteen dollars and ninety cents and a water fund balance of 142 thousand four hundred and twenty two dollars and seventy cents [0:56:18, 0:56:24]: And stormwater fund balance eighty one thousand three hundred eighty four dollars and forty cents. Miss Miller. [0:56:24, 0:56:26]: And Mr. Aaron, please. [0:56:26, 0:56:46]: Good afternoon once again, Mayor and Council. The procurement division is requesting again for City Council's approval to take it back the state of Georgia contract for truck chases and truck bodies. City of Stockbridge procurement number for the record is 2019-0007P for the Public Works Department for the purchase of a 2021 Ken. [0:56:46, 0:57:05]: T470 Tandem Axel for$110,525, and then a 2020 VICON 311 HE 1500 for$296,397 in an estimated overall amount of$406,922. [0:57:07, 0:57:08]: Sarah, do you have anything else you need to add, sir? [0:57:09, 0:57:29]: Uh yes, Mr. Mayor. This vehicle currently, like in the sewer department, we'll use it. The sewer department has a jetter where they clean out sewer lines, but mainly using the jetter, you're just pushing debris from one location to another. You never really get the debris out of the sewer main. The Vatcon truck, you can use that to vacuum the debris like grease and rock. [0:57:29, 0:57:43]: rags and other things out of the sewer main so that you don't have backups. Also, stormwater department can use it. Currently we don't have a way of cleaning out a storm drain if if it gets filled with leaves and sediment and other kind of debris, the background will clean those out. [0:57:44, 0:58:04]: And vacuum that as well. And also you can clean out lift stations with it. You can clean out the clear well at the the water plant that we have to clear out periodically. You can also use it to excavate utilities when you're working around sensitive areas like underground power lines, underground gas mains. You don't have to worry about a spark from a [0:58:04, 0:58:05]: Um [0:58:05, 0:58:09]: blade on a backhoe or excavator so [0:58:09, 0:58:15]: This will be used by three departments and it will greatly improve what we're trying to do in the these departments. [0:58:16, 0:58:18]: Okay, questions, council. [0:58:20, 0:58:23]: If no questions, a motion to accept this proposal. [0:58:24, 0:58:25]: Yeah. [0:58:26, 0:58:28]: Is there a motion to accept this proposal? [0:58:32, 0:58:38]: All right, so it's no motion. I imagine it can't second it. So this this is dead in this aspect. [0:58:39, 0:58:40]: So um [0:58:40, 0:58:45]: If we don't motion, vo uh where's Mr. Williams? Need your legal advisor. [0:58:45, 0:58:55]: All right. This this is no motion. No can't second, can't approve it. And so out my back up, Ms. Wayne, before I ask that question. Uh Dash is how old did you mention how old this vehicle is, by the way? [0:58:55, 0:59:10]: No, sir. This will be a new piece of equipment for the department. We don't currently have it. Ah, okay. When we need those services, we uh use an outside vendor to provide those services for us. So you're spending money to pay somebody else to conduct. [0:59:10, 0:59:13]: I I I can now, but stand by please. [0:59:13, 0:59:19]: So otherwise we're using outside vendor paying someone to conduct the business that this truck would do. Is that what you're telling us now? [0:59:20, 0:59:20]: Yes, sir. [0:59:22, 0:59:27]: Out of curiosity, how mu how do you have an idea how much that we've been spending over the yearly basis for something like this? [0:59:27, 0:59:35]: I know Sewer spends an average of about forty-five thousand dollars a year on those services. Water probably another fifteen or twenty. [0:59:35, 0:59:41]: with them excavating services for them to make repairs. So you're probably spending between sixty and seventy a year. [0:59:41, 0:59:48]: So if we had this truck, then someone so someone on the staff would be qualified to utilize this truck as well. Is that correct? [0:59:49, 1:00:03]: Yes, sir. Our water superintendent has 30 years of experience working with the Macon Water Authority and utility contractors and well versed at using this piece of equipment. And also we'll get training for additional staff on how to use those services as well. [1:00:03, 1:00:06]: All right. Good deal. Uh Mr. Blount, go ahead, please. [1:00:07, 1:00:12]: Mayor, I had a problem with my uh audio with my computer and stuff just then. I was gonna actually [1:00:13, 1:00:15]: do the motion to a for approval of this item. [1:00:17, 1:00:20]: Okay. [1:00:21, 1:00:29]: uh motion on the floor to uh well no we didn't have a motion at all excuse me so you got there wasn't a motion i'm making a motion okay you're making a motion is there a second to that motion [1:00:30, 1:00:31]: А секи [1:00:31, 1:00:37]: Okay, now is the second to Miss Gan second the motion. Okay. Now discussion. Mr. Alexander, go ahead, sir. You had your hand up. [1:00:37, 1:00:42]: Ms. Alexander. Yeah, uh now this is one of the areas [1:00:42, 1:00:43]: Yes, can you hear me? [1:00:44, 1:00:45]: Oh yeah, I hear you go ahead. [1:00:46, 1:00:47]: Well yeah. [1:00:47, 1:00:48]: I hear you. [1:00:53, 1:00:59]: Right, thank you so much. I wanna make sure you do hear me'cause my internet keeps saying it's unstable. I guess there's something going on in the area. [1:01:00, 1:01:15]: Uh in terms of this vehicle and then the usage of it. If we're using six it costs us sixty thousand dollars a year in order to use this particular vehicle. And it's almost what? How much? How many thousands? Give me the total price again. [1:01:19, 1:01:21]: Miss L Miss Miller, you're you've [1:01:21, 1:01:22]: Your book. [1:01:22, 1:01:29]: You're on mute. There you go. I I do apologize. Uh it's four hundred and six thousand nine hundred and twenty-two thousand dollars. [1:01:29, 1:01:46]: Right. So in order for us to see I mean, we paying somebody fifty thousand dollars a year. That's ten years in order to re ten years of fifty thousand dollar payments each year before anything actually occurs where we would actually be in a savings position. [1:01:47, 1:02:07]: I want to take a little bit more time to look at this particular issue in itself. And again, I just want to re-iterize there's some discussions that need to be had with this department because we open up the wallet liberally for this particular department, but there are some accountability issues that need to be dealt with. [1:02:07, 1:02:07]: In terms of [1:02:08, 1:02:13]: uh this city and the overall appearance and everything that we're seeing. So until that point comes [1:02:14, 1:02:19]: We we did asking for five hundred thousand dollars. Uh I wanna see [1:02:19, 1:02:26]: The I wanna be able to see the difference that being made in the in the items that have been requested. I'm not seeing that as of yet. [1:02:27, 1:02:41]: Well let me mention this, uh, Councilman Alexander. The other two issues on the vehicles were well over thirty years old. So I would imagine if we we purchased a vehicle it'll probably last a good thirty years. So the venture would be a a savings per se on that. Just my rough thought process and guess of that. [1:02:42, 1:02:54]: Ms. Dan, go ahead, please. And thank you, Mayor. That's exactly what I wanted to ask Mr. Aaron. Mr. Aaron, do you know the estimate the longevity of of large vehicles such as those? Heavy duty? [1:02:55, 1:02:57]: But this you're talking twenty to twenty five years. [1:02:58, 1:02:58]: Okay. [1:02:58, 1:03:05]: And and and I that's all I just wanted to make sure because uh Mr. Councilman Alexander's uh [1:03:05, 1:03:23]: concern was very valid. I mean, if we are, you know, it would be under it takes about ten years to make up for what we paid. But if it if it extends for that, the lifetime life expectancy of that vehicle is twenty five years, then I'm okay with it. I appreciate that. Thank you.
