[0:10:10, 0:10:11]: Thank you, Madam Clerk. [0:10:12, 0:10:13]: Fantastic. [0:10:13, 0:10:15]: Council, I need a motion to adopt the agenda, please. [0:10:18, 0:10:19]: Don't move it. [0:10:20, 0:10:26]: Okay, so moved by Councilwoman Barber. Is there a second? Ms. Gantt second that. Okay. All in favor, please indicate. [0:10:28, 0:10:30]: Okay, unanimous decision, appreciate that. [0:10:30, 0:10:45]: And also, council, you have before you adoption of the minutes for the following meetings. We had a special call meeting on July 6th that dealt with T S PLOS. Then we had a council meeting on July 12th, and then also a council work session on the 27th. [0:10:45, 0:10:54]: So if there are any adjustments on please let the count uh the clerk know that and we'll be able to approve these at our these particular minutes at our next uh regular council meeting. [0:10:55, 0:10:58]: On that note, uh Madam Clerk, any public comments at all? [0:10:59, 0:11:02]: Mayor, yes, we do have three public comments this evening. [0:11:02, 0:11:03]: Okay. [0:11:05, 0:11:08]: First public comment is from Peyton Harris. [0:11:08, 0:11:10]: one hundred two landover drive. [0:11:11, 0:11:14]: And the comments are regarding the noise. [0:11:14, 0:11:15]: Ordinance. [0:11:15, 0:11:20]: Without a proficient sound barrier between the new amphitheater and the local residents. [0:11:21, 0:11:25]: The noise ordinance should be restricted to t eleven PM on weekends. [0:11:26, 0:11:28]: We have to have respect. [0:11:28, 0:11:31]: For our residents that are within close proximity of the amphitheater. [0:11:32, 0:11:35]: Because small trees are not sound barriers. [0:11:35, 0:11:38]: Even outside of the amphitheater, eleven PM. [0:11:38, 0:11:41]: Is a respectful time to shut down the loud [0:11:41, 0:11:42]: Music and noises. [0:11:43, 0:11:44]: So the young children and then [0:11:44, 0:11:47]: the elderly can rest undisturbed. [0:11:49, 0:11:56]: All right. On that note, we'll be dealing with that particular subject this evening anyway. So that's on the agenda. So we'll cover that. Go right here, please. [0:11:57, 0:12:02]: The next comment is from Mr. Charles Marshall, 140 Somerset Hills, McDonough, Georgia. [0:12:03, 0:12:04]: Sugar Mary. [0:12:04, 0:12:09]: Council members, the city of Stockbridge is the largest city within Henry County and it continues to grow. [0:12:10, 0:12:16]: You and the city council members have made great strides in bringing our city up and above its previous standards. [0:12:16, 0:12:21]: And hopes are that your progress continues to go unimpeded. [0:12:22, 0:12:24]: With crime being on the rise in many parts of the state. [0:12:25, 0:12:28]: The city of Stockbridge could very well fall victim to this same trend. [0:12:29, 0:12:32]: With the city of Stockbridge not having its own police force. [0:12:33, 0:12:38]: It is probable that both violent and nonviolent crime rates will within the city will increase. [0:12:39, 0:12:48]: The presence of a local police force can not only react more quickly to a crime incident, but may be a deterrent to even potential crimes. [0:12:48, 0:12:50]: The Henry County Coalition Committee [0:12:50, 0:12:54]: as members in both the city and the county. [0:12:54, 0:12:59]: And we, like all residents within the local community, want to feel safe. [0:13:00, 0:13:02]: If Stockbridge were to have its own police force. [0:13:02, 0:13:10]: It could relieve some of the demands of the Henry County Police Department, making it more available for those of us in the county. [0:13:11, 0:13:16]: Many of us that live in the county also live adjacent to the Stock Reed city limits. [0:13:16, 0:13:20]: The presence of a separate Stockbridge Police Department. [0:13:20, 0:13:26]: Could only add as another deterrent to potential crime, even if it occurs outside. [0:13:26, 0:13:28]: Of the city limits of Stockbridge. [0:13:28, 0:13:30]: We would hope that the city moves forward. [0:13:31, 0:13:36]: with establishing a police department and weigh the benefits of extra security for the city. [0:13:36, 0:13:37]: It's residents. [0:13:37, 0:13:39]: And its county neighbors. [0:13:39, 0:13:40]: Against [0:13:40, 0:13:41]: The Rise in Crime. [0:13:42, 0:13:47]: We know that you will do your due diligence in analyzing the cost with a feasibility study. [0:13:48, 0:13:52]: It is our hope that your study will support a decision to create a separate police department. [0:13:53, 0:13:54]: For the city of Stockbridge. [0:13:55, 0:13:59]: Respectfully Charles Marshall, President of the Henry County Coalition Committee. [0:14:00, 0:14:00]: Yeah. [0:14:02, 0:14:06]: And the last comment is from Sunny Rendezzo, Bryant Street. [0:14:08, 0:14:14]: Noise ordinance, please provide sound mitigation for the neighborhoods surrounding the amphitheater. [0:14:15, 0:14:19]: The test concert was heard past Flippin' Road. [0:14:20, 0:14:21]: The Hertz should be regulated. [0:14:22, 0:14:24]: It probably sounds fine at the venue. [0:14:25, 0:14:28]: But they forget to test it for the taxpayers and citizens. [0:14:29, 0:14:32]: It shakes and thumps our homes unless this can be done. [0:14:32, 0:14:37]: Please do not change the concert times to make it even later than ten o'clock. [0:14:38, 0:14:40]: There are eighty-five and ninety year old people here. [0:14:41, 0:14:46]: Kids who go to bed much earlier than ten PM, most likely people with health problems. [0:14:46, 0:14:50]: You also say you are here for the community. I'm sure most [0:14:50, 0:14:54]: People would love to hear the music and not just endure it. [0:14:54, 0:14:56]: It's tone. [0:14:56, 0:14:57]: To me. [0:15:00, 0:15:01]: Prove that you do. [0:15:02, 0:15:04]: Truly care about us. [0:15:04, 0:15:06]: Give us sound mitigation, please. [0:15:07, 0:15:12]: I would like to state for the record that I am not in favor of paying a brand new city property tax. [0:15:12, 0:15:15]: To prop up a new Stockbridge City Police Department. [0:15:16, 0:15:19]: The cost, especially when the cost overruns. [0:15:19, 0:15:22]: On the amphitheater are six million and still counting. [0:15:23, 0:15:28]: It is completely unacceptable to put forth a new tax after the unprecedented spending. [0:15:29, 0:15:31]: Of the last past nineteen months. [0:15:31, 0:15:34]: While we have been in crisis and still are, in my opinion. [0:15:35, 0:15:38]: I along with other citizens vote no to a police department. [0:15:38, 0:15:40]: And no to a new text. [0:15:40, 0:15:40]: Thank you. [0:15:41, 0:15:42]: There are no further comments, Mayor. [0:15:42, 0:15:44]: Okay, thank you. Appreciate that. [0:15:45, 0:15:58]: And counsel for for you as well. Our attorney, Bell and Wat, Mr. Washington sent out some information about involving the limiting limiting debate. So let me just go through this real quickly and see what we can do to adhere to this. [0:15:58, 0:16:06]: Each member has up to three minutes of speaking time on a particular subject with additional one minute time, speaking time for rebuttals. [0:16:06, 0:16:26]: Once discussion begins on the floor, each speaker will have three minutes to make their argument with speakers who have not made their initial argument on the topic, having speaking priority over those who have. The minimum time for members should be allowed to speak on any particular issue is four minutes. And this is an attempt to move the meetings along and [0:16:26, 0:16:39]: keep decorum uh with the city of Stockbridge estimate uh instituted on speaking rules priority policy excuse me that's part of the governing documents and the timekeeper for this would be our clerk. [0:16:40, 0:16:45]: Okay, so let's see what we can do to if we can adhere to this tonight and our uh meetings in the future. [0:16:46, 0:16:57]: On that note, the presentation is actually gonna be being made by Mr. Don Ash, Emergency Preparedness, visible to Henry County Emergency Management. Mr. Ash, sir, please. [0:16:57, 0:17:09]: Good afternoon. Good afternoon. Mayor and Council. Um, thank you for the opportunity. I think every year about this time we make a in-person appearance, but with COVID, um it we have shifted our direction. [0:17:10, 0:17:23]: But I did just want to stop by and share with the city that uh as always, the month of September is emergency preparedness month, um, we will be giving out information and working with this new normal that we're in. But wanted to remind the citizens. [0:17:23, 0:17:39]: Most importantly, um Hurricane Ida, even that's what we're dealing with right now, heavy rains in our area. Um it's important for our communities to make a plan. That's what the first week focuses on. The second week focuses on build emergency preparedness kit for you and your home. [0:17:40, 0:17:59]: Week three will focus on low cost and no-cost preparedness, things you can teach you and your family to do at little to no cost to prepare for emergencies. And finally, we we want to work and work with our youth. Our youth are the best tool for us to teach our parents in emergency preparedness. So as we work through this month, we'll be working to [0:18:00, 0:18:18]: educate and train and do a lot of social media. I'll be sending some stuff to your social media team to push out to our community. Most importantly, dealing with COVID and all the other different things we've dealt with over the last 20 plus months have showed us that it's important to have a plan to deal with each and every situation. [0:18:19, 0:18:20]: Excuse me. Um [0:18:21, 0:18:24]: Uh while I was here, I also wanted to take an opportunity to remind you guys. [0:18:24, 0:18:32]: That we are coming into the peak and wrapping up the peak of our hurricane season, as we were fortunate not to have a huge impact from. [0:18:32, 0:18:35]: Hurricane Ida trop tropical storm depression now. [0:18:36, 0:18:52]: Lastly, I wanted to tell you that our emergency management team is so grateful to the support for all our community as we continue to maneuver through this COVID and this variant of COVID. I'm very appreciative of the work and the collaboration and the work we've been able to do with all our city and county partners as well. [0:18:53, 0:18:56]: Thank you for the opportunity to speak to you guys. I'll take any questions you may have for me at this time. [0:18:59, 0:19:04]: Question for Mr. Ash Counsel. Ms. Barber, I think you saw your hand there. Go right up, please. [0:19:05, 0:19:08]: Um just for public knowledge, if Mr. Ash can [0:19:08, 0:19:12]: Um, share with us some of the locations where people may go and get vaccinated. [0:19:13, 0:19:14]: Is that okay? [0:19:14, 0:19:34]: Sure, absolutely. So um predominantly we're doing um vaccine sites now at the public health department. I've had conversations recently with our public health department, and we have reached with our district partners to expand um the role of vaccines. We know the important role vaccines play in our community. So you'll see us rolling additional sites out through our community. Um that was one. [0:19:34, 0:19:38]: One of the things we discussed on our leadership call, weekly leadership call on yesterday. [0:19:40, 0:19:56]: And add and to add to that, one of those additional lead uh sites is going to be City Stockbridge, Merrill Manters Conference Center. We'll work it out with the public health department along with uh Mr. Ash and the county staff, but that's coming here shortly and we work out all the details for that. Mr. Blount, please go ahead. [0:19:57, 0:20:00]: Mr. S, thanks for coming and uh we we definitely appreciate your uh [0:20:01, 0:20:05]: your updates and whatever you have to get to the city and the counties. We thank you for all the work that you're doing. [0:20:06, 0:20:11]: Uh I think about three uh about three years ago, as you know, we all went to Maryland. [0:20:11, 0:20:13]: Uh for some FEMA training. [0:20:13, 0:20:20]: And out of that, we at one time we talked about cities and the county coming together. [0:20:21, 0:20:40]: uh for emergency situations, even coordinated uh emergencies, uh rather than attack on the county or the city. Uh and with the implementation of an amphitheater uh and other growth around the city, will we start back those talks pretty soon that we can actually coordinate and get the cities and the county involved and really get together and have [0:20:40, 0:20:41]: A uh [0:20:41, 0:20:49]: uh a coordinated effort that we would know in case of an emergency uh hit on us county or one of the cities that we can all come together. [0:20:50, 0:20:56]: Sure, absolutely. Um the the amplit theater for the city of Stockbridge is a huge impact to the community. [0:20:56, 0:21:15]: Had an opportunity, me and Mr. Nighting have talked and had some conversations. And we'll work with you guys as we develop emergency plans, planning plans for that property for you in the city. Prior to COVID, we had start rolling out and continuing Councilman Blount, the things that we learned from the Maryland trip. [0:21:15, 0:21:31]: I can tell you of the after action report, we have implemented the government training for all our elected officials, and we'll be doing it at each election cycle as we have new elected officials come on to our municipal governments and our county government. Um, Chair Harrell and County Manager. [0:21:32, 0:21:51]: Matthews had also tasked us with doing some additional trainings to incorporate those best practices that we brought back from Maryland. COVID has delayed us, but it hadn't deterred us to continue that collaboration and that milestone we made when we took 60 plus communities partners to Maryland, sir. [0:21:52, 0:22:01]: Uh one more question if you would, Mayor. Along with that, uh Mr. Ash, if if we could uh when we start those talks, because we also talked about [0:22:02, 0:22:05]: A uh that each city along with the county that will put [0:22:05, 0:22:18]: um basically a kitty together that would because everything that go that go is gonna go that could go on is gonna cost. And so that when we have those talks that we can know but have each city along with the county. [0:22:18, 0:22:32]: how would that uh how would we stage those funds and how we have those in pre preparedness for whatever uh uh could ever happen in one of the cities or the counties areas. So uh I just uh appreciate all you do and I'd just be glad when we can have those talks as soon as possible. [0:22:33, 0:22:34]: Absolutely, Councillor. [0:22:35, 0:22:38]: Councilman Thomas, you are unmuted, sir. Did you have a comment or a question? [0:22:38, 0:22:42]: Yeah, comment. Um I I had a couple of questions sent it around. [0:22:42, 0:22:55]: uh some of the questions that uh councilman Blount made, but I let me just take this opportunity just to thank Mr. Ash for his due diligence. I know he's been a director for a while and even before COVID. [0:22:55, 0:22:57]: Uh he was putting the work in. [0:22:57, 0:23:00]: Uh, and I just wanna again thank you and your team. [0:23:01, 0:23:05]: uh for what you do in Henry County. And as I saw to mention in the prayer and [0:23:06, 0:23:10]: Um I've talked to you at the first responders um luncheon. [0:23:10, 0:23:14]: Uh it is very important that we are in tune. [0:23:14, 0:23:34]: And and and just give thanks uh to all of our first responders. But I just want to thank you since you're here and I know you've been doing this for a while and you've been doing a great job. And uh we just want to just commend you for coming tonight and and just you know being in the trenches uh to try to keep all of us safe here in Henry County. [0:23:34, 0:23:36]: And we just say thank you. [0:23:36, 0:23:38]: Thank you, Councilman. I appreciate that, sir. [0:23:38, 0:23:42]: Any questions or comments, uh counsel for Mr. Ash at all? [0:23:44, 0:24:04]: Seeing none. Hey Don, listen, you can stay as long as you like, sir. Appreciate your presentation. And obviously, uh, we get a chance to talk with you quite a bit over the course of every the last 18 months. And so we'll continue to move on and do what we can, of course, with you and the rest of the cities and the county to keep our citizens and constituents safe. Well, thank you for being with us this evening. [0:24:04, 0:24:17]: Sir, once again, you can stay you can stay as long as you like. Mr. Knighton. Yeah, Mayor Ford, I just wanted to make sure everyone knew, of course, the great work that Don Ash has done over the years. And obviously, I think everybody knows that he'll be transitioning. [0:24:18, 0:24:19]: Uh, from Henry County. [0:24:20, 0:24:22]: Um and uh leaving soon. [0:24:22, 0:24:27]: Um and I just wanted to thank him for his many, many years of service. [0:24:27, 0:24:32]: um uh with the public, uh with the various cities, with the county. He has always been [0:24:33, 0:24:34]: are extremely helpful. [0:24:35, 0:24:41]: uh to the city of stockbridge, to me, to the other city managers, and extremely responsive whenever we have called. [0:24:41, 0:24:46]: upon him. And so I just want to certainly publicly uh say thank you to him. [0:24:46, 0:24:53]: for a great tenure he has had uh with Henry County and supporting the county, the city and all of its citizens. [0:24:54, 0:24:58]: Fantastic. Diddle. I appreciate that. I actually I didn't know, but o okay. [0:24:58, 0:25:18]: Thank you. Thank you, Mr. Nina. Thank you to the council. I've been blessed to serve this great community for 30 years. I started out a very young man, probably a head full of hair. But God has blessed me to serve with amazing people, amazing leaders like you guys and the relationship. [0:25:18, 0:25:19]: Relationships. [0:25:20, 0:25:37]: our um forever life-changing relationships I'll have. And um I I hate that I hadn't had a longer opportunity to meet work with Mr. Nightington, but it has been nothing but a great pleasure to work with him. And to you and the fine citizen of Stockbridge, thank you for the opportunity to serve you guys for over 30 years. God bless you. [0:25:37, 0:25:39]: Okay. Thank you, sir. God bless you as well. [0:25:39, 0:25:43]: All right. No other comments. So we'll go to a public hearing. [0:25:43, 0:25:50]: Council consideration approved the annual 2021 to 2026 ST. [0:25:51, 0:25:56]: WP short-term work and SIE capital improvement element for transmission. [0:25:56, 0:26:01]: To the ARC and Lana Regional Commission, Miss Breca Johnson, please. [0:26:02, 0:26:05]: Good evening, Mayor, Council members, citizens. [0:26:05, 0:26:25]: Uh yes, the short-term work program is a five-year plan that the Department of Community Affairs requires cities and counties to maintain in order to meet the minimum standards per the state requirements and to maintain our qualified local government status. [0:26:25, 0:26:41]: This particular short-term work program has been updated with some projects that we've updated statuses for each of them and also we were able to move several into a complete status. So if I share my screen. [0:26:43, 0:26:45]: I will pull up the document. [0:26:50, 0:26:52]: Okay. Can everyone see my screen here? [0:26:52, 0:26:54]: Yes, we can see it. Thank you. [0:26:54, 0:26:56]: Trying to make it a little bit bigger if I can. [0:26:59, 0:27:01]: Okay, so [0:27:01, 0:27:02]: There are um [0:27:04, 0:27:12]: Eight elements of a comprehensive plan: community facilities and transportation, housing. [0:27:13, 0:27:21]: Land use, economic development are several of them. And we've outlined some of the projects that have been underway as a result of those particular. [0:27:22, 0:27:27]: elements that we have to make sure we maintain, create funding for. [0:27:27, 0:27:31]: as they are new projects or existing projects in the city. [0:27:31, 0:27:33]: So just kinda scroll down. [0:27:33, 0:27:38]: You'll see these are some existing projects that were in place prior. [0:27:40, 0:27:43]: And you have the documents you all won't bore you with going through each. [0:27:44, 0:27:48]: Of these items. Um, however, I did want to point out [0:27:50, 0:27:52]: And let me get this to scroll down a little bit more. [0:27:57, 0:27:58]: Just a moment. [0:28:07, 0:28:08]: So [0:28:13, 0:28:20]: So there are seven items that are currently complete. [0:28:20, 0:28:27]: We have a number and I'm gonna go through it here if you guys don't mind. Sorry, you aren't sharing your screen. Right, right. Yeah, there we go. Correct. [0:28:27, 0:28:30]: I'm sorry, just one moment. I'll get our clean copy. [0:28:32, 0:28:32]: Okay. [0:28:34, 0:28:44]: Here we are. Let me move my stuff over. So then you'll see in the completed process. I'm sorry, Ms. Johnson, still not see the screen just yet. [0:28:45, 0:28:49]: You don't see my screen? We see your files, but not the actual document. [0:28:51, 0:28:51]: Just one moment. [0:29:01, 0:29:01]: Okay. [0:29:11, 0:29:11]: Thank you. [0:29:14, 0:29:32]: Okay, can you see it now? Now we got it. There we go. Okay, sorry about that. So um I have a list of the completed projects. Um I mentioned this is an annual update, but the state requires us to say, okay, in this five-year time period, we're going to maintain or or [0:29:32, 0:29:34]: gonna complete certain projects. [0:29:34, 0:29:36]: Because we have [0:29:36, 0:29:41]: impact fees, we collect impact fees, we have to have a capital improvements element. [0:29:42, 0:29:48]: So what is here are items that you all approved earlier this year from the previous short-term work program. [0:29:48, 0:29:54]: and we updated them based on the current status. So for the amphitheater, that is complete. [0:29:55, 0:30:01]: and it was done within the timeframe that we stated it would be and with several years to spare. [0:30:02, 0:30:10]: Also, there are several road projects, sewer, and water, wastewater treatment projects that were also. [0:30:10, 0:30:14]: completed this year. Several, I think I have seven or so. [0:30:14, 0:30:15]: And um [0:30:16, 0:30:19]: And it just we just give an account of these things. [0:30:19, 0:30:36]: The state code requires us to submit this to the Department of Community Affairs. So we transmit, we would transmit tonight to them. They have 30 days to review the documents and to provide any comments. Once they do that, we will bring this back formally. [0:30:36, 0:30:45]: for an adoption before um October 31st, which is our our deadline for getting this done. So we're right on cue to do just that. [0:30:45, 0:30:47]: So if you have any questions for me, please let me know. [0:30:49, 0:30:51]: Council, any questions for Ms. Johnson at all? [0:30:52, 0:30:59]: Yes, sir. Okay, go right here, Miracle Tan. Yes, uh it's always good uh to take this exercise because [0:30:59, 0:31:01]: What it does is shows the public that [0:31:01, 0:31:05]: Uh you know, these pa these projects are planned. [0:31:06, 0:31:10]: They are uh in our long term plan, they're in the short term work for [0:31:10, 0:31:12]: Plan and we're executing them. [0:31:12, 0:31:16]: If we could go to a couple of the projects, you went to the amphitheater already. [0:31:17, 0:31:17]: Uh [0:31:18, 0:31:19]: The Cultural Arts Center. [0:31:20, 0:31:24]: Uh as well, uh Kerry Mayhem Recultural Art Center. [0:31:24, 0:31:28]: It should be on the access to community development. [0:31:29, 0:31:38]: Where it lives. Okay. So here is Cultural Arts Center. Um community development,$18 million. [0:31:39, 0:31:42]: Okay. And uh like the project says twenty eighteen. [0:31:43, 0:31:46]: Surely hopefully we'll break ground on that before the end of the year and maybe [0:31:47, 0:31:50]: Uh have that completed off the checklist as well. So [0:31:50, 0:31:52]: Folks can understand. [0:31:52, 0:31:53]: uh what we're doing. [0:31:53, 0:31:55]: See the first project there. [0:31:56, 0:31:57]: Uh the splash pair [0:31:58, 0:31:59]: Uh part uh the design. [0:32:00, 0:32:02]: Okay, I think um [0:32:02, 0:32:05]: We were we we had that discussion earlier this year about [0:32:06, 0:32:10]: Uh moving that project forward. Mr. Knight, can you give us an update on that? [0:32:13, 0:32:20]: Unmute myself here. Yes. Um actually we had several conversations. Yes, two rounds of conversations with uh TSW. [0:32:21, 0:32:25]: Um regarding the splash pad uh um with heather and brian base. [0:32:26, 0:32:37]: The folks working on that and we've looked at cost saving measures that we could employ to bring the cost down. I believe when we had this before, it was pretty significant cost. They've gone back and looked at different iterations of [0:32:38, 0:32:39]: The um [0:32:39, 0:32:42]: Splash pad concept um [0:32:42, 0:32:43]: That would that would [0:32:44, 0:32:49]: proposed for adjacent to city hall. That's where the location I'm looking at if you've as you've seen before. [0:32:50, 0:32:58]: So, what they have developed or are developing is a bent a menu, if you will, so that we can break down the various costs of [0:32:58, 0:33:05]: the splash pad, the different features and components, and then determine out of that menu of items what is the ultimate [0:33:05, 0:33:13]: Product that we want to have. In other words, there are certain features in there that may not be desirable and may be cost saving versus others. [0:33:13, 0:33:19]: And so that is the uh exercise that is, I believe, close to being completed right now from uh TSW. [0:33:20, 0:33:24]: Okay, and the location that we kinda discussed was that [0:33:24, 0:33:29]: Now looks like it's like a green space which is right in front of uh the amphitheater, is that correct? [0:33:29, 0:33:31]: That's r that's right. That is correct. [0:33:32, 0:33:36]: Okay. Al also um here uh Miss Johnson, uh we [0:33:36, 0:33:39]: Have embarked upon a uh [0:33:39, 0:33:43]: Sidewalk and hen uh multi-use trails. Um [0:33:43, 0:33:49]: indicate where we have that at listed on this list where we're gonna do uh a trail network. [0:33:51, 0:33:53]: Okay, just one moment. [0:34:02, 0:34:15]: We have a trail study implementation and then a park plan development to look at pocket parks, passive green spaces throughout the city. [0:34:17, 0:34:19]: Right. I think the number one would be [0:34:19, 0:34:23]: Uh right, from twenty sixteen to twenty twenty five. [0:34:23, 0:34:26]: where we're looking at uh we did bond. [0:34:26, 0:34:28]: А мільйон доллар to [0:34:28, 0:34:31]: have for our connected trail network. [0:34:31, 0:34:32]: uh in the city. [0:34:32, 0:34:34]: Uh particularly [0:34:34, 0:34:37]: uh the downtown area and then [0:34:37, 0:34:39]: Uh we have um [0:34:39, 0:34:42]: Uh upwards of twenty milyen dollars on the T splice. [0:34:42, 0:34:44]: Should it pass? [0:34:44, 0:34:47]: Uh today uh in November. We certainly hope [0:34:47, 0:34:51]: That it would so that we could provide pedestrian safety. [0:34:51, 0:34:53]: to the community and that um [0:34:53, 0:35:05]: you know, the connectivity is brought to us uh uh as well. So that uh we have so many roadways that don't have uh sidewalks and we hear that from citizens all the time. [0:35:05, 0:35:09]: But my main focus here is I just want the citizens to understand. [0:35:09, 0:35:12]: This short term work program, we're just not working. [0:35:12, 0:35:15]: And deciding to do projects at hop. [0:35:15, 0:35:17]: It's on the short term work program. [0:35:17, 0:35:20]: And we developed these project uh projects. [0:35:20, 0:35:22]: By listening to the citizens every day. [0:35:23, 0:35:27]: We we listen to you, you tell us these things that you want. [0:35:27, 0:35:30]: We put them on our plans and then we're executing them. [0:35:30, 0:35:31]: So [0:35:31, 0:35:32]: We they say [0:35:32, 0:35:34]: You know, plan your work and work your plan. [0:35:35, 0:35:40]: We are plan this is our plan and we're working it. We're checking these all. [0:35:40, 0:35:42]: And it's so good to see progress. [0:35:42, 0:35:44]: Uh, coming to the city and the last. [0:35:44, 0:35:47]: twelve months to eighteen months, we have really made [0:35:48, 0:35:50]: Substantial progress in ticking projects off. [0:35:51, 0:35:58]: And this uh uh along our plan. So I certainly want to look at that uh as well. And do we have and the one last one? [0:35:58, 0:36:01]: Uh the wave binding signage. Is that on here, Mr. Knight? [0:36:02, 0:36:02]: Almost [0:36:04, 0:36:08]: I know we certainly have an update to the sign ordinance. [0:36:08, 0:36:20]: Um and wayfinding typically is part of that sign code. That is gonna be and I have have it under adoption under way because it is going to be an item that's approved under the unified development code. [0:36:21, 0:36:31]: Right, that's uh right, right. And citizens should understand that uh this council is is dedicated to having some of the highest standards. [0:36:32, 0:36:33]: In Metro Atlanta. [0:36:33, 0:36:37]: So basically what we're doing is we're having a total rewrite. [0:36:37, 0:36:40]: On the zoning codes in the city. [0:36:40, 0:36:42]: So that when you bring a project to the city. [0:36:43, 0:36:44]: It has to be [0:36:44, 0:36:46]: Of superior quality. [0:36:46, 0:36:50]: Is it anything else other than that in this new ULDC? [0:36:50, 0:36:52]: It's gonna deal with the things that we [0:36:53, 0:36:55]: That kind of slide through the cracks. [0:36:55, 0:36:58]: You know, one of the biggest things that we certainly want. [0:36:58, 0:37:05]: want to be able to deal with is that when we approve these new subdivisions that they will have a owner occupied [0:37:05, 0:37:12]: uh stipulation in the ULDC with a rental cap so that we never get caught in the position again. [0:37:12, 0:37:15]: Where we have a subdivision that is sold out. [0:37:15, 0:37:17]: uh to a rental company. [0:37:17, 0:37:22]: That wasn't the desire and we we plan on closing those gaps and many others. [0:37:22, 0:37:30]: uh in the ULDC. But I certainly and and and the one last one that I I I I want every business to listen to. [0:37:31, 0:37:34]: Go to the opportunity zone designation here. [0:37:35, 0:37:36]: We haven't got there yet. [0:37:40, 0:37:42]: As we endeavor to [0:37:42, 0:37:47]: put forward and get ourselves an opportunity zone tax credit. [0:37:47, 0:37:49]: To handle our business. [0:37:49, 0:37:52]: We just we need to focus on that with laser. [0:37:52, 0:37:53]: Or the laser beam. [0:37:53, 0:37:55]: And economic development. [0:37:55, 0:38:01]: We just I think we've tasked you with uh working on this and moving this ball down the line because [0:38:01, 0:38:04]: You know, when someone brings a new business downtown. [0:38:04, 0:38:06]: They certainly deserve that federal tax credit. [0:38:07, 0:38:10]: And with this council and we need to be committed to [0:38:10, 0:38:12]: moving that forward because all of the [0:38:13, 0:38:15]: advancement that you're seeing in Jonesboro. [0:38:16, 0:38:20]: And several other cities uh in Metro Atlanta, they're dictated by [0:38:21, 0:38:23]: those opportunities on tax credit. [0:38:23, 0:38:25]: Because if you're a business and [0:38:25, 0:38:33]: You uh open up a uh location and you get a three thousand dollar for every uh federal tax credit for every [0:38:33, 0:38:34]: Job created. [0:38:34, 0:38:39]: We need that to incentivize businesses and stockbridge. And I'm ch and I want [0:38:39, 0:38:45]: uh Mr. Knighton and the staff to be focused on this item uh as a as a top priority. Thank you. [0:38:48, 0:38:51]: All right. Mr. N Thomas, go ahead, please. [0:38:51, 0:38:55]: Thank you, Mayor. Uh Mrs. Johnson, thank you for the presentation. [0:38:56, 0:39:01]: Uh I believe I heard you mention an update to the sign ordinance. [0:39:01, 0:39:06]: Um could can you provide me not today of course, but can you provide me something? [0:39:06, 0:39:10]: Uh before the uh next uh UDC um [0:39:10, 0:39:11]: Uh meeting. [0:39:12, 0:39:16]: uh something that I could read and look over on the sign on the update of the sign ordinance. [0:39:17, 0:39:37]: Um certainly. We are still in the process of making updates to it to address a lot of the, you know, the kind of pitfalls, I would say, and kind of humps that we kind of encounter in regards to signage on kind of a regular basis of trying to manage what is good for the city. [0:39:37, 0:39:57]: versus what is something that becomes an eyesore and you know things like that. What we can do is I know we are going to be bringing some highlights of the UBC to you all at the board retreat, at the council retreat. And then formally we plan to bring it to you all on October the 11th. [0:39:57, 0:39:58]: Okay. [0:39:58, 0:40:02]: But most certainly can get that draft out to you all for for a viewing. [0:40:03, 0:40:07]: I appreciate that. And the only reason I asked because at the previous [0:40:07, 0:40:10]: Um meeting with the community. [0:40:11, 0:40:13]: I d I didn't recall any [0:40:14, 0:40:24]: conversation uh updates. I I knew that it was stated that it would be updated, but I just have not heard any uh discussions. [0:40:24, 0:40:28]: Uh but I do appreciate that, but I won't tie this meeting up with that. [0:40:28, 0:40:30]: Uh but if you will um [0:40:31, 0:40:39]: If if you can just share something with me, but I I can give you a call at any time and you can sort of uh just just give me some updates that way if you will. [0:40:39, 0:40:40]: No certainly. [0:40:40, 0:40:49]: Thank you. Thank you, Mayor. No problem. Welcome, sir. Any other uh council members have any other comments here? Mr. Blount, go ahead, please. [0:40:49, 0:40:51]: Yeah, thank you, Mayor. Um [0:40:52, 0:40:55]: Ms. Johnson, could you go back up to the amphitheater, please? [0:40:55, 0:40:56]: Sure. [0:41:07, 0:41:10]: Who is here and also on the completed list? [0:41:11, 0:41:15]: You you have it on the completed list, but I think for um [0:41:16, 0:41:27]: For our um for everybody to know, I guess an update need to be put out here now since we got it now as status as complete. Uh, I guess that's com when you say complete is is because of [0:41:27, 0:41:38]: that it is built and but but is there uh any time that we can get an update when the completion actually gonna happen? Because I do I am concerned about some of the concerns about [0:41:38, 0:41:39]: Um [0:41:39, 0:41:53]: the surrounding areas that we have not completed when it pertains to the amphitheater when they talked about we've done nothing to Lee Street, we've done nothing to uh even no we haven't done the road work to Lee Street, nor any beautification. We haven't done anything to East Atlanta. [0:41:54, 0:42:07]: uh when it comes to the amphitheater and we haven't done any sound and and we haven't done any sound mitigation when it comes to the amphitheater. So when we say complete, when will we get an update on when these will be completed to complete the amphitheater? [0:42:10, 0:42:30]: Um those particular projects were not part of this document for community facilities. This just speaks specifically to the amphitheater building and crowns, but those other items I'm sure we can address. [0:42:30, 0:42:41]: And I'm sure Mr. Knighton can address those things, but they wouldn't necessarily be in this document, but possibly in T Splash. [0:42:42, 0:42:45]: No, this this is not this this item's not T S Plus. [0:42:46, 0:43:05]: Even when we talk when we talk about the roles, that's something different. But I I guess Mr. Knighton, I guess you could jump in because right now we've we've got showing on this complete. When when were these things, you know, to give an update on on these areas too actually well, yeah. I'll be glad to send the council uh an update on all of those items you mentioned by the end of this week by Friday. [0:43:05, 0:43:09]: Um obviously the the um roadway projects have been approved. [0:43:10, 0:43:15]: Um contractor identified. Uh so that obviously is moving on on East Atlanta and [0:43:16, 0:43:21]: And um and Lee Street for the roadway projects and any other items that you mentioned with respect to beautification. [0:43:21, 0:43:28]: In sidewalks on Lee Street, of course our contractor, uh Copp and Design has been working on that, but I will provide the count the council. [0:43:29, 0:43:34]: with an update on that more specific update on that or detailed update on that by the end of this week by Friday. [0:43:34, 0:43:35]: Thank you, sir. [0:43:36, 0:43:40]: Council, any other comments uh for Miss Johnson at all? [0:43:42, 0:43:48]: Okay, I I don't see any. Okay, on that note, now this is a public hearing. Yes, ma'am. I'm sorry. [0:43:49, 0:43:56]: I wanted to ask Mr. Knighton if he'd also include wayfinding signage in that status update that he'll send. [0:44:01, 0:44:02]: Mr. Nine. [0:44:02, 0:44:03]: Sure. [0:44:06, 0:44:08]: I'm sorry the it froze up on me. I'm sorry. [0:44:09, 0:44:20]: She asked about what way way finding signage and update. When you send an update on Friday. Yes, I will. I'll include that in the update. Yes. I'm sorry that this it froze on me for a second, so I couldn't hear you. [0:44:21, 0:44:21]: Okay. [0:44:22, 0:44:25]: Thank you, sir. Any other comments from the council? [0:44:26, 0:44:46]: And if not, this is a public hearing. So obviously I have to open it up for anybody for or against in the public. And I don't know if anybody's in a waiting room now or not. I don't know if IT guys has something, Mr. Bond has somebody sitting sitting available to speak for or even against. Is anybody there at all? You know? [0:44:46, 0:44:46]: No. [0:44:48, 0:44:48]: Anybody? [0:44:53, 0:45:00]: Ms. Bond, you hear me or is uh Vanessa, do you know of anything at all? Anybody waiting in the waiting room? Because I don't have that yet. [0:45:00, 0:45:04]: I don't see anyone, sir. There are zero attendees on that side. [0:45:04, 0:45:07]: Okay, so I'll open it up for any comments for. [0:45:07, 0:45:12]: And there are no comments at all that we have or and indicate or no one's available. [0:45:12, 0:45:15]: I'll close that piece and open up for anybody against. [0:45:16, 0:45:30]: And once again, if there's no one there at this time, they'll close that. And that means they'll close the open uh the public hearing. If we had no comments on that note, then council, I need a motion to accept uh the document that Ms. Johnson has presented to us. [0:45:31, 0:45:32]: Jamie. [0:45:32, 0:45:34]: So move, Mr. Alexander, is there a second? [0:45:34, 0:45:35]: Okay. [0:45:35, 0:45:37]: Okay. Oh I'm sorry, was that Ms. Gantt? [0:45:37, 0:45:39]: Yes. Okay, good deal. Thank you. [0:45:40, 0:45:43]: All right, so I would imagine we have plenty of questions on that. So [0:45:43, 0:45:48]: I if there are any other questions, let's talk about them now. If not, all in favor, please indicate. [0:45:49, 0:45:51]: Okay, I believe that is the announced decision. [0:45:52, 0:45:53]: Okay, thank you. [0:45:53, 0:45:57]: Um it's holiday. You got you got them as holiday? No problem? [0:45:57, 0:46:01]: Good, thank you. Thank you. All right. Thank you. Thank you, Council. Appreciate it. [0:46:01, 0:46:06]: Uh Miss Johnson, uh please, uh thank you for your time and effort to see you. Appreciate that. [0:46:06, 0:46:19]: Our pleasure, sir. Thank you. Uh-huh. New business. Council consideration to approve the voting precinct changes for Stockbridge municipal elections presented by um Mr. Berry and Mr. Washington, as well as a clerk. [0:46:20, 0:46:20]: Please. [0:46:21, 0:46:23]: Yeah, so let me just give a uh [0:46:24, 0:46:27]: A shout out to Miss Holliday who's been helping in this process. [0:46:27, 0:46:28]: Because we're trying to figure out [0:46:29, 0:46:31]: Where we can put these precincts. [0:46:31, 0:46:36]: And we've been having a working group, so I want to thank Mayor Ford and Council of Mayor Pro Tem Alexander. [0:46:37, 0:46:40]: And Councilman Barber attended one of the meetings. We meet every Friday. [0:46:40, 0:46:44]: At um ten electronically we'll be meeting with the chair of [0:46:45, 0:46:47]: We've been meeting with the chair of Henry County. [0:46:48, 0:46:51]: and their legal and their election folks over there. [0:46:52, 0:46:52]: And so [0:46:53, 0:46:57]: In short, we sent out a no in short, we sent out a notice and we'll have another one for [0:46:58, 0:47:07]: It's Friday at 10. Mr. Washington. Mr. Washington, stand by. Stand by. Ms. Johnson, could you take take your your screen off, please? You still have your items up. [0:47:10, 0:47:14]: Thank you, ma'am. Miss but Miss Washington, please. Okay. And I'm gonna share the screen and just [0:47:15, 0:47:17]: I'm going to share the screen and show. [0:47:18, 0:47:18]: Is notice? [0:47:21, 0:47:21]: Um [0:47:24, 0:47:25]: This is the [0:47:25, 0:47:29]: Uh the precinct notice we we intend to provide [0:47:29, 0:47:32]: And we've already run this ad in the paper. [0:47:32, 0:47:35]: And it's to it's to provide [0:47:35, 0:47:38]: Pursuing the O C G A twenty one dash two dash two sixty one. [0:47:39, 0:47:42]: We're going to have a precinct in Red Oak. [0:47:42, 0:47:45]: and in the stockbridge east west precincts. [0:47:45, 0:47:50]: A thirty three pre oak red oak precinct will be a red oak united Methodist Church, located at three [0:47:51, 0:47:53]: Three, eight, nine, four, Walt Stevens Road. [0:47:54, 0:48:02]: The polling place for 39 Stockbridge East West will be Stockbridge First United Methodist, located at 4863 North Henry Boulevard. [0:48:03, 0:48:18]: what the hope is and we'll talk we're still in talks with counties to be able to get the population breakdown, et cetera. But what this would mean is that we would have instead of a one precinct that we would have at Merle Manders, Merle Manders would still be one and we would be adding two. [0:48:18, 0:48:19]: And so [0:48:20, 0:48:26]: pretty much it. And so if any of the people from the working group want to comment on this or Ms. Holliday, please go ahead. [0:48:28, 0:48:29]: Ms. Haldo, do you have any comments, ma'am? [0:48:30, 0:48:34]: No, he pretty much laid out everything on where we are right now with it. [0:48:35, 0:48:37]: Uh, Miss Scan, go ahead, please. [0:48:39, 0:48:43]: What is the cost for having two additional precincts and is it in our budget? [0:48:44, 0:48:50]: We are trying to get that number down. We won't know until we get the [0:48:50, 0:48:56]: Pulling the information back from the county. Miss Holliday and Mayor Ford have asked those questions so [0:48:56, 0:49:02]: If you all have any additional and may approach him, Alexander, if y'all have any other questions, please let I mean if y'all have any answers to these questions, let us know. [0:49:03, 0:49:04]: Also [0:49:05, 0:49:09]: Um, you know, we are about what, twenty eight thousand in population. [0:49:10, 0:49:12]: When we have our municipal uh [0:49:14, 0:49:23]: Our municipal turnout is extremely low. It's about 2800, I believe, in 2019. It could have been about 15, 13, 1500 in 2010. [0:49:23, 0:49:25]: Um seventeen. [0:49:25, 0:49:33]: Um, so those are things that we need to take into consideration is cost. So I just want to know what the cost is and is it in our budget. [0:49:35, 0:49:36]: Two good questions. [0:49:39, 0:49:41]: Anybody else have any comments or questions? [0:49:41, 0:49:41]: No. [0:49:43, 0:49:46]: So really we've uh this is already occurs, so really this is [0:49:46, 0:50:01]: I'm kinda understanding that we don't need to vote on this or what we've already or do or do we not? Do you legally need to vote on this? Yeah, we need to we yes, we need to vote on it because what we did was we ran the ad to allow you all the opportunity because you have to do the 60 days out. [0:50:01, 0:50:09]: Okay. We ran the ad so that if you wanted to, you could, but you got to decide on this now if you're going to, and then from there. [0:50:09, 0:50:13]: We're still going to be able to get the precincts and the pulling. [0:50:15, 0:50:17]: The polling machines to the precinct. [0:50:18, 0:50:21]: All right, thank you. Mayor Pro Tem, your hand was up first. [0:50:21, 0:50:23]: Yeah, I would like to ask the clerk. [0:50:23, 0:50:29]: Uh without these two precincts, what is the total cost of the election? What that you had I know you had [0:50:30, 0:50:35]: been going back and forth with Ms. Pitts. So without the two precincts, what is the total cost of the election? [0:50:36, 0:50:40]: Nineteen thousand dollars is what we paid in twenty nineteen. [0:50:40, 0:50:51]: Okay. And what is your best guesstimate of the increase worst case scenario? Might be to add two precincts. If we had all these others that we just added two. [0:50:52, 0:50:55]: Uh what what what uh is is there a rough ballpark? [0:50:56, 0:51:00]: Uh we we've budgeted twenty five in in this year. [0:51:00, 0:51:08]: I can say that what we spoke about the other day was we may not we don't feel like we will at uh need those machines because. [0:51:09, 0:51:17]: Right now everyone is voting at the Merrill Manders Conference Center. And so there are a number of machines that are placed in that location. [0:51:17, 0:51:22]: If you were to expand to three locations, you would simply need to take [0:51:22, 0:51:28]: some of the machines that are currently at Merranders and put those reloc relocate those to the other. [0:51:28, 0:51:34]: polling location. So there's not necessarily, I don't believe, going to be a need because your population [0:51:34, 0:51:36]: Numbers didn't go. [0:51:36, 0:51:38]: through the roof where you would need additional machines. [0:51:39, 0:51:39]: So [0:51:40, 0:51:43]: Uh, hopefully it's it is just labor. [0:51:44, 0:51:45]: Um [0:51:45, 0:51:48]: dealing with those other locations. And I think that [0:51:49, 0:51:50]: Um based on [0:51:52, 0:51:56]: The twenty nineteen numbers and what we've budgeted for, I think you should be okay. [0:51:57, 0:52:12]: So if we had to add a couple of machines, what are we talking about? If we did if we did have to add, you know, three two, three machines. What's I don't have those numbers. The county, uh, because they are your um I you have an IGA with the county who actually does that, I don't have those numbers. [0:52:12, 0:52:13]: And the [0:52:13, 0:52:20]: Uh, director is not in the office this week at all. So we were not able to get that information back prior to this meeting. [0:52:20, 0:52:23]: But what you said pretty much was the entire election. [0:52:24, 0:52:32]: was nineteen thousand dollars. Is that in twenty nineteen? That's so adding two precincts, we're talking about basically thousands of dollars. What we're talking about is [0:52:33, 0:52:40]: Is is making sure that everybody, every citizen in Stockbridge has a access to vote. [0:52:40, 0:52:42]: You know, at the last election. [0:52:43, 0:52:45]: We have people standing in a line. [0:52:45, 0:52:55]: that was a mile long when the polls closed. I didn't know that there were several voters who told me, I'm sorry, I wanted to vote, but I I I can't wait anymore. I had to leave. [0:52:56, 0:53:03]: And w you know, somebody could lose an election based on that. And we want to do everything possible in order to do that. [0:53:04, 0:53:04]: I think [0:53:05, 0:53:18]: As you said, if we budgeted twenty-five thousand and the election cost of the total entire election was nineteen thousand dollars, I don't think we're gonna exceed the twenty-five thousand, so it would be in the budget. [0:53:18, 0:53:20]: But the but the main impetus here [0:53:21, 0:53:22]: Із то make sure that everybody [0:53:23, 0:53:29]: has access to voting because waiting in line is a voter suppression measure as well. [0:53:29, 0:53:32]: Once people have to wait an extraordinary amount of time. [0:53:33, 0:53:36]: So if we can divide that up instead of those people waiting. [0:53:36, 0:53:39]: Extended amount of time in the three precincts. [0:53:39, 0:53:41]: then it helps [0:53:41, 0:53:42]: Uh with voter turnout. [0:53:42, 0:53:45]: Because you know, we said, Well, voter turnout. [0:53:45, 0:53:46]: Was [0:53:46, 0:53:48]: Not all that dramatic. [0:53:48, 0:53:51]: I say it was. It might have been even greater. [0:53:51, 0:53:54]: had we not had people leaving the line. [0:53:54, 0:53:56]: Because they had to wait so long. [0:53:56, 0:53:59]: So this is one of our most important tasks. [0:53:59, 0:54:00]: For us to be able to [0:54:01, 0:54:03]: uh move forward so I certainly support [0:54:04, 0:54:11]: Uh moving forward with this. So we're one last question for the attorney. Is this the we have this the the deadline is tonight? So we have to vote. Is that correct? [0:54:12, 0:54:12]: Well. [0:54:13, 0:54:17]: Well, two things. One, I forgot, Miss Holland, if you can show them the [0:54:18, 0:54:19]: Precinct. [0:54:19, 0:54:20]: The proposed precincts. [0:54:21, 0:54:23]: Got the three precincts. [0:54:23, 0:54:26]: We've got three proposed precincts. [0:54:27, 0:54:27]: And [0:54:28, 0:54:29]: I won let me make [0:54:29, 0:54:33]: And if Miss Holly, if you could share the screen with what we were saying they were. [0:54:33, 0:54:35]: You're talking about a map. Is that what you're talking about, sir? [0:54:35, 0:54:36]: Yes, sir. [0:54:38, 0:54:40]: And the ad [0:54:40, 0:54:42]: Has been running for two weeks. [0:54:42, 0:54:44]: It just has to be sixty days. [0:54:45, 0:54:46]: Notice if you all [0:54:47, 0:54:49]: are going to do it. So yes. [0:54:50, 0:54:53]: So we're at the sixty days now is what you're saying, or is it [0:54:55, 0:54:56]: Томоро [0:54:57, 0:54:59]: This will be the last council meet before the sixty days, you're correct. [0:55:00, 0:55:05]: Right. Okay. Okay. So in essence, the election November second, sixty days out from that would be September. [0:55:07, 0:55:09]: Okay, so let's look at the map. [0:55:13, 0:55:27]: Now I believe, Mr. Uh Washington, in your description earlier, we have I think we have an understanding that these two uh precincts were only re operating on election day. It's actual election day itself. Make sure we get clarified that, right? Yes. [0:55:27, 0:55:27]: Okay. [0:55:29, 0:55:30]: Right. [0:55:41, 0:55:42]: You have Miss Holly? [0:55:42, 0:55:43]: I just sent it to you. [0:55:44, 0:55:44]: Okay. [0:55:44, 0:55:47]: Oh, you want me to show it? Okay. Please, if you would. [0:55:49, 0:55:57]: I'm I'm the timekeeper of the many person. Well I have a ready. But the mayor protests are busting the time tonight, as he well knows. [0:55:58, 0:56:17]: Well that was a public hearing, and that's why I kinda wait a minute. I just started speaking from the public part. Come on, Mayor Putin. You on this item, right? No, you get three minutes on each item, not one item. I understand. I understand what it I understand. I understand. Go ahead. Go ahead, Mr. Washington. So these black lines, I guess, Ms. Holland, you can take us over. [0:56:17, 0:56:25]: the three proposed black lines, because I don't want to me we tried to make sure that we kept neighborhoods intact, et cetera. [0:56:25, 0:56:26]: Um [0:56:26, 0:56:38]: It's Holly knowing all these streets like the back of her hand. No, not necessarily. But um starting down here at Jodico and going upwards to Red Oak was going to be considered the Red Oak. [0:56:39, 0:56:40]: Um precinct. [0:56:41, 0:56:43]: Eagles Land and Parkway. [0:56:44, 0:56:46]: Is this line here? [0:56:47, 0:56:49]: East Lake Parkway and Eagles Landing is [0:56:49, 0:56:52]: And this section southward is [0:56:52, 0:56:54]: Start with Church United Methodist Church. [0:56:54, 0:57:02]: And this area going north, East Lake Parkway, Eagles Lane and Parkway is Stockbridge Central, which is the Merrymanders Conference Center. [0:57:03, 0:57:04]: For your three Poland locations. [0:57:05, 0:57:06]: And what we had to [0:57:07, 0:57:08]: Um [0:57:08, 0:57:22]: consider was population. So while this area appears to be a large area, it is not as excuse me. I'm sorry. I don't see the cursor moving. Is somebody is there any oh I'm sharing no I'm sharing no max. Oh I'm sorry. I was moving mine. Okay, I'm sorry. [0:57:23, 0:57:24]: Okay. [0:57:24, 0:57:24]: You won't [0:57:25, 0:57:27]: I don't think I I think I have to do that on my side. [0:57:27, 0:57:28]: Okay. [0:57:30, 0:57:34]: So show me where you will be on the black line on the left of your screen. [0:57:34, 0:57:37]: Going down, that's actually seventy five. [0:57:37, 0:57:38]: This one here. [0:57:38, 0:57:39]: Yes. [0:57:39, 0:57:41]: And down to Jodico. [0:57:43, 0:57:45]: Year down. [0:57:46, 0:57:47]: Correct. [0:57:47, 0:57:48]: That's one precinct. [0:57:48, 0:57:49]: Red red oak. [0:57:51, 0:57:52]: All right, so that's where [0:57:54, 0:57:54]: Oak. [0:57:57, 0:57:58]: And the [0:57:59, 0:58:01]: This one here. [0:58:02, 0:58:03]: Yes. [0:58:05, 0:58:06]: And [0:58:07, 0:58:08]: іст [0:58:10, 0:58:10]: Yes. [0:58:11, 0:58:15]: StarPrid Central, which is the Merle Manders Conference Center, MMCC. [0:58:20, 0:58:21]: Mm. [0:58:21, 0:58:22]: And then [0:58:24, 0:58:25]: Correct. [0:58:28, 0:58:28]: Yes. [0:58:29, 0:58:31]: Stockbridge First United Methodist Church. [0:58:35, 0:58:37]: That'll be Scott Grace Church. [0:58:40, 0:58:42]: Right. Right. Right. [0:58:45, 0:58:49]: And I can I can erase this so y'all can see the black lines again. [0:58:54, 0:59:13]: All right. So it is my assumption that uh once we get um the results, I guess the confirmed results of the of our census that that this this will probably it's could possibly change again. And would that not be the case with get'cause don't the pr avoiding preachers have to be somewhat uh equal in in population? [0:59:15, 0:59:24]: And that's kind of how we drew it, um, based on population, because as you'll see, this area oh again, the the um conference center area. [0:59:24, 0:59:31]: It's not as populated. While it may be a larger landmass, it but it's not as populated as some of the other areas. Okay. [0:59:32, 0:59:33]: All right. Good deal. [0:59:34, 0:59:40]: Uh Councilwoman Gantt you've been having raise your hand. Uh what are your concerns and questions? Well my concerns are [0:59:40, 0:59:48]: I'm not against the voting precinct. I'm okay as long as we don't go above the 25,000. I think we're rushing everything as usual. [0:59:48, 1:00:00]: at the last minute and I get this one because we have been talking about this. The mayor council, um, I get that we've had meetings. So I appreciate Miss Holiday your efforts and our uh [1:00:01, 1:00:06]: attorneys that we have here. I really appreciate you guys' efforts in getting this together. [1:00:06, 1:00:12]: Um, I I do want I don't want to suppress any votes. I want to make it convenient for people to vote. [1:00:12, 1:00:14]: If we have a budget of twenty five thousand. [1:00:14, 1:00:21]: Then I would be okay. I'm not gonna go over 25,000. I think that we need to be responsible. [1:00:22, 1:00:23]: And start [1:00:23, 1:00:28]: asking, you know, what it costs first and knowing that we have the money in our budget before we go. [1:00:29, 1:00:31]: making decisions. So [1:00:32, 1:00:35]: Um, I'm okay with it up to the twenty five thousand. [1:00:35, 1:00:37]: If it's something beyond that, then I'm not. [1:00:38, 1:00:43]: Okay, Mr. Blount. I'm sorry. I'm stand by Mr. Blount. No, no, please let him go ahead. Okay, Mr. Blount, go ahead, please. [1:00:46, 1:00:52]: Yeah, Mayor, I uh thank you. Um I I'm I'm gonna you know, when you look at the uh masses of the city of Stockbridge. [1:00:53, 1:00:54]: Uh, we're talking about less than [1:00:55, 1:00:59]: Ten percent of stockbridge itself even goes out in the boat. [1:01:00, 1:01:08]: uh uh with with the numbers that we're getting in. And so I I'm okay with like we like uh Councilwoman Gantt said, we have talked about [1:01:08, 1:01:11]: Uh expanding the precincts, but I I wanted to say for me. [1:01:12, 1:01:13]: Uh I'm [1:01:13, 1:01:24]: I will vote for what we need to vote for tonight with a contingency that it doesn't exceed the$25,000 since that's what we've budgeted. Um, because I I also agree with um [1:01:24, 1:01:32]: Um, Miss Holiday, uh, with with the masses being less than ten percent of the people of Stockbridge even going to vote. Um [1:01:33, 1:01:35]: If very Cs um [1:01:35, 1:01:39]: Ms. Holliday, I'm sorry if I I'm you you didn't I'm not quoting you, I'm just saying that [1:01:39, 1:01:44]: You you're talking about the precinct uh machines. Uh I wouldn't want to [1:01:44, 1:01:59]: um exceed uh and make this too m too mo too much amount of money uh to for that one day when when the um when it comes to the city of start bridge elections you're not even having that type of turnout anyway. [1:02:00, 1:02:02]: Wait, I I just wanna be clear, Mayor. [1:02:03, 1:02:08]: The twenty five thousand is for the twenty twenty-one election total. That is not just for one day. [1:02:08, 1:02:14]: And uh I agree with you, uh Councilwoman Gantt, that this has been a discussion of this council. [1:02:14, 1:02:19]: Which is why when we were going forward with the budget for twenty twenty-one, we took into consideration [1:02:20, 1:02:24]: that the council wanted to extend its precincts and so we added funding. [1:02:25, 1:02:29]: uh to be able to cover that if this is where we ended up um being. [1:02:29, 1:02:31]: So we were preparing for it. [1:02:31, 1:02:32]: Um and to my [1:02:33, 1:02:35]: argument, I believe it only needs to be labor. [1:02:36, 1:02:40]: Um, because of the machines that are currently in the Murr Manders Conference Center. [1:02:40, 1:02:43]: And I have heard from some of the [1:02:43, 1:02:44]: Voters. [1:02:44, 1:02:51]: They don't come and vote because their only location to come and vote is at the Morrill Mandis Conference Center and some of them choose not to vote. [1:02:51, 1:02:53]: So this would make it um [1:02:54, 1:02:57]: More convenient for them to have other locations to vote. [1:02:58, 1:03:00]: On municipal elections. [1:03:02, 1:03:02]: Okay, great. [1:03:03, 1:03:05]: Uh Mr. Blondagin, go ahead, please. [1:03:07, 1:03:20]: Well, the the um uh the United Methodist Church is just right up the street from the Merrill Menders. So if if it was to promote more voting, then we probably should have seen one over here uh more closer to the Eagles Landing area. Uh [1:03:20, 1:03:28]: uh for the ones that are on this side of the tracks uh down through this way. And so if we're we we we're either gonna make more voting [1:03:29, 1:03:43]: more voting uh stations for everyone to vote by population or or or is it to get more areas to vote? So that's what must needs to be our ideology because when you look at United Methodists, it's literally [1:03:44, 1:03:46]: The Murray Man is literally down the street from there. [1:03:47, 1:03:49]: They're they're not even half a mile apart. [1:03:50, 1:03:56]: So uh good I'm sorry, Ms. Oliday. No, go ahead. I I just wanted the mayor to acknowledge when you were finished. [1:03:56, 1:04:01]: Yeah, and so that's what I'm saying. Are we trying to promote more people voting? If so, then why don't we have [1:04:01, 1:04:04]: A voting area over here. [1:04:04, 1:04:17]: uh on the Eagles landing side for the communities that are set back over here because when you talk about going down a red oak or you talk about United Methodists, which is close to Merrill Mandas, it would have been befitting to me to have one over here on this side of town. [1:04:19, 1:04:22]: Right. Yes, sir. Let me explain a a couple of things there. [1:04:23, 1:04:23]: The [1:04:24, 1:04:29]: Stockbridge First United Methodist Church became a polling place when they closed Smith Barnes. [1:04:30, 1:04:34]: It used to be Smith Barnes elementary school and when they moved it from the school, they moved it over to [1:04:35, 1:04:36]: Stockbridge First United Methodist Church. [1:04:37, 1:04:38]: The other thing is that [1:04:39, 1:04:40]: They [1:04:41, 1:04:42]: It has to be [1:04:42, 1:04:44]: In a county. [1:04:44, 1:04:45]: Pole in place. [1:04:46, 1:04:49]: and within the stopbridge city limits. [1:04:50, 1:04:55]: So the only two polling places that you currently have outside of the Merrill Matters Conference Center. [1:04:55, 1:04:58]: That is a current co uh county polling place. [1:04:59, 1:05:02]: And located in the city of Stockbridge is [1:05:02, 1:05:04]: Stockbridge First United Methodist Church. [1:05:05, 1:05:05]: And red oak. [1:05:06, 1:05:09]: What we need to do and plan for the next election. [1:05:09, 1:05:13]: is for the county to include more locations. [1:05:13, 1:05:14]: That are in the city. [1:05:15, 1:05:18]: That are on that end of of Stockbridge. [1:05:19, 1:05:26]: And make those location county places and cities. Now that's not that's that doesn't exist. [1:05:27, 1:05:32]: Mirror. And that's what we want to do going forward for the next one. But this is where we are right now. [1:05:33, 1:05:43]: And Mayor Pro Tem, I'll acknowledge you to make this the last time, sir. Yeah, and again that I asked that same question in the working group, but this is where [1:05:43, 1:05:45]: We as the council can impact it. [1:05:46, 1:05:49]: As the census come forwards, the mayor's uh just mentioned. [1:05:50, 1:05:54]: uh you know the th they will be adjusting. The county will be adjusting. [1:05:54, 1:05:55]: Those precincts. [1:05:55, 1:05:58]: But we can adjust those precincts with annexation. [1:05:59, 1:06:04]: So to make sure that that there is a precinct down there. So we have a plan. [1:06:04, 1:06:08]: So we need to move forward with some of those annexations. And if that were to occur. [1:06:08, 1:06:09]: Then we would have had [1:06:10, 1:06:13]: one of those precincts um in the city limits. But [1:06:13, 1:06:17]: I I I support moving forward with this measure tonight. [1:06:17, 1:06:18]: I don't support [1:06:19, 1:06:24]: set I'm setting an arbitrary limit. If it was thirty thousand and thirty five, I would still vote for it. [1:06:24, 1:06:25]: Because it needs to happen. [1:06:26, 1:06:28]: That my position is to pass it. [1:06:28, 1:06:32]: And then you know if it's a reasonable mount amount, I'm certainly okay with it. [1:06:32, 1:06:38]: Um and I think the clerk will do everything possible to make sure that the costs are mi are minimized. [1:06:39, 1:06:51]: All right. Any other comments from the rest of the council? Thoughts? And if not, then I would need a motion to approve this uh proposal presented by Mr. Washington. [1:06:51, 1:06:57]: Mayor, I would like to make a a motion to move forward with this proposal as described by [1:06:57, 1:06:59]: Мисо Вашингтон та ед. [1:06:59, 1:07:02]: Uh additional precincts to the city of Stockbridge. [1:07:03, 1:07:03]: All right. [1:07:04, 1:07:04]: Is there a second? [1:07:07, 1:07:21]: Mr. Mr. Thomas seconds that. All right, great. And of course we didn't mean we didn't want to forget you, Miss Holliday. You we know you were actively involved in all this process. Okay. Okay, good deal. So we have a motion. We have a second. All right. Uh Miss Gantt, you have a question. [1:07:21, 1:07:32]: Yes, I just want to make sure that we put in our motion or if we could put in there that we are going based off of our twenty-five thousand dollar budget. I don't want us going over budget. [1:07:32, 1:07:37]: We have a budget set aside. Miss Holliday has already explained that they took that into consideration. [1:07:37, 1:07:40]: And so I want to make sure that we're not going over budget. [1:07:41, 1:07:42]: With additional precincts. [1:07:43, 1:07:46]: Well, that's up to the individual that made the motion, which is Alexander. [1:07:47, 1:07:51]: I don't want to change the motion because if it's twenty seven thousand, I would vote for it. [1:07:51, 1:07:53]: If it was thirty thousand, I would vote for it. [1:07:54, 1:07:58]: There is no number that I'm gonna five thousand dollars that I'm gonna limit. [1:07:58, 1:08:01]: Uh the citizens access to the vote. [1:08:01, 1:08:14]: There are certain some items that are too critical to say I need to set a cap on uh for$5,000. Cause if it's$27,000, I'm not gonna reject the precinct. So I'm not changing my motion. [1:08:15, 1:08:15]: Right. [1:08:16, 1:08:28]: All right, any other questions? Mr. Blount, go ahead, please. Mayor, I would I would I would concur with Councilwoman Gantt. Uh I would never sit here and vote on anything with an open checkbook and not know the cost. [1:08:29, 1:08:42]: Right. And and that's how we that's how I I'm elected to do. I don't o I don't vote for open checkbook on whatever the cost is gonna be. We go ahead and do it. This is the citizen taxpayers' money and I think we should be good stewards of it. [1:08:42, 1:08:51]: All right. On that note, if uh motions are made and seconded, we had some discussion, unless there's an additional discussion. Miss Barber, you have a comment. Go ready, please. [1:08:52, 1:08:58]: I wanted to ask Mr. Knighton, if this is in excess of$25,000, would you bring this back to the council? [1:09:02, 1:09:06]: Well, I guess that depends on how the motion ultimately is approved. [1:09:07, 1:09:13]: I think Mayor Pro Tem who made the motion said that he wanted to leave it open, or that was the motion to leave it open. [1:09:14, 1:09:18]: But we have we have a budget housing. [1:09:18, 1:09:20]: So it exceeds our budget. [1:09:20, 1:09:22]: What would you do with it? [1:09:22, 1:09:24]: [4165.4, 4165.8]: Go ahead. [1:09:26, 1:09:27]: If it if it exceeded our budget. [1:09:28, 1:09:33]: There is authority within a departmental budget, in this case being the clerk's budget. [1:09:34, 1:09:44]: that there can be modifications made within that particular department with the city manager's approval. In other words, if there is another line item. [1:09:45, 1:09:48]: That can cover that cost of additional two thousand dollars, for instance. [1:09:49, 1:09:52]: And it's prudent to do that and it's acceptable to do that. [1:09:52, 1:10:00]: Uh the uh city ordinance allows for the city manager and treasurer to be able to make that change within that departmental budget. [1:10:01, 1:10:02]: Thank you. [1:10:03, 1:10:04]: All right. [1:10:04, 1:10:13]: That's what I would recommend that we do, that we leave the discretion to the city manager. I wouldn't expect him to approve a hundred thousand dollars. I would let ask him to use his best judgment. [1:10:15, 1:10:20]: All right, so the motion has been made. The second we have discussion. All in favor of the motion, please indicate. [1:10:22, 1:10:23]: Our poles. [1:10:25, 1:10:29]: Okay, so that passes the motion passes three two. Yes, ma'am. [1:10:29, 1:10:35]: I just want for the record that I oppose because we don't have a but we're we're going beyond our budget. [1:10:36, 1:10:37]: Potentially. [1:10:37, 1:10:41]: Potentially. Potentially. We have the potential of going over our budget. [1:10:41, 1:10:42]: Okay. [1:10:42, 1:10:49]: So it's open ended. That's all. That's the only reason. Otherwise, I'm for it. Okay, good deal. It motion passes three, two. Appreciate it. [1:10:49, 1:10:51]: Okay, um [1:10:51, 1:10:59]: Council consideration to amend section 11.26 of the Stockbridge Code of Ordinances. Mr. Washington, please. [1:11:03, 1:11:07]: Actually I'll throw this to Mr Knighton because we've been in consultation about [1:11:08, 1:11:14]: Because the amphitheater is opening, what time and what parameters you all want to set on when the [1:11:14, 1:11:16]: Concert had to end. [1:11:16, 1:11:18]: And so I'll throw it over to Mr. Knighton for that. [1:11:19, 1:11:22]: Mr. Knight's [1:11:22, 1:11:25]: The essentially the noise ordinance has [1:11:25, 1:11:27]: A ten o'clock PM [1:11:28, 1:11:30]: provision um in it. [1:11:30, 1:11:36]: Um and what this request would in essence be simply be eleven o'clock. [1:11:36, 1:11:37]: P E o M. [1:11:37, 1:11:39]: Instead of ten o'clock. [1:11:39, 1:11:43]: PM. That that is where it comes down to essentially for [1:11:44, 1:11:49]: Um any modifications that would need to be made for this particular ordinance unless the attorneys [1:11:49, 1:11:52]: And see something else that needs to be modified. [1:11:53, 1:11:55]: Okay. Mr. Alexander, go ahead. You had your hand up? [1:11:56, 1:12:02]: You know what really makes sense in this instance is to mirror the fireworks ordinance for the state. [1:12:02, 1:12:03]: Which is [1:12:04, 1:12:10]: You know, even if we shut down the amphitheater at eleven, somebody could be shut firing on fireworks to [1:12:10, 1:12:21]: What what is that or what is the time? I think what is uh whatever that mirror is on the weekend, if we mirrored the state ordinance because it you know, whatever happens during that time. [1:12:22, 1:12:33]: If we shut down at 11 and somebody sets off fireworks after 11, it's still legal. So the state did some analysis when they set the firework uh [1:12:33, 1:12:35]: time limit at that point. [1:12:35, 1:12:40]: So what what do we do does anybody know exactly what that is? Is that midnight or what is it? [1:12:42, 1:12:48]: Because Jeremy, I think a quick search says it ends at eleven fifty-nine for fireworks. [1:12:50, 1:12:51]: I can confirm that. [1:12:51, 1:13:11]: I think I think that is more reasonable. I mean we have an amphitheater. We cannot force them to close at ten o'clock, you know, and then you know, let's say the show goes just a little bit longer. They need a little leeway to go a little bit past eleven o'clock. So we set it at the fireworks time, which is whatever the fireworks is, because [1:13:11, 1:13:17]: That's the state law. It will sync up with the state law and we will give them the appropriate amount of time. [1:13:17, 1:13:27]: 12 o'clock, 11 o'clock, or 12 o'clock on the weekend isn't it is what it is because most folks are still out. We still have businesses open. [1:13:27, 1:13:34]: You know, I'm only one, but in the end I certain I certainly think we cannot shut down at ten o'clock. We can't do that. [1:13:35, 1:13:40]: Well, I believe ten o'clock's out the window anyway, sir, but we'll see where we go with this. Mr. Blount, go ahead, please. [1:13:42, 1:13:47]: Yeah, uh you know, this is uh this is an interesting part of the council meeting because [1:13:48, 1:13:51]: We're talking about making a decision on something that we haven't finished. [1:13:51, 1:13:56]: actually have an idea what our part gonna be when our part is gonna be completed. [1:13:56, 1:14:00]: And that's mitigating the sound that's gonna go out the resonate through the communities. [1:14:00, 1:14:12]: You know, um, we have to always be conscious and mindful of the residents. We do. That's what we was elected for. It says on our oral charts, citizens, elected officials, those are the top two. [1:14:13, 1:14:18]: And when we tell them that we're we're building an empathy and we're gonna have these sound bears and we're gonna we're doing all that. [1:14:18, 1:14:19]: So [1:14:19, 1:14:31]: Now we're saying, hey, if it goes past eleven o'clock, fireworks, whatever, whatever we do, we do it. But we have to keep the citizens in mind as in the surrounding areas. If we say we're gonna have something in place. [1:14:31, 1:14:37]: That's gonna help with traffic, help mitigate sound, all of these things. This stuff should be in place right now. [1:14:38, 1:14:42]: Because when we open the doors of an amphitheater, we have to be mindful that citizens [1:14:43, 1:14:46]: Want to enjoy still enjoy their homes. [1:14:46, 1:14:53]: They were here before the amphitheater, so at least we need to complete our part. And at this point, we don't even know if our part gonna even be completed. [1:14:54, 1:14:56]: If you can't, go ahead, please. [1:14:58, 1:15:07]: I have some concerns because this was just kind of brought in kind of similar very last minute that we're bringing this up. [1:15:08, 1:15:13]: We have heard from the subdivision from the community behind us on [1:15:14, 1:15:19]: uh whether they're on East Atlanta or or they're directly behind the amphitheater. And we should be concerned. [1:15:20, 1:15:26]: We should be. And I know that some of the council members have been concerned. We should be concerned and we should talk. [1:15:26, 1:15:31]: about maybe some type of of one, I would like for us to provide notice. [1:15:32, 1:15:46]: to that area, whether we send a postcard, some emails, a text out, giving them a warning of when we are gonna have acts and shows. That's something that some of the sub that area has already discussed and would like a courtesy of. [1:15:46, 1:15:48]: Um, I think that would be [1:15:49, 1:15:49]: Um [1:15:50, 1:15:56]: uh just respectful on our end to do that. And I don't I think that would be at minimum cost to do. [1:15:57, 1:16:15]: I do want us to look into some type of sound barriers or or something. At some point, we need to figure out what we can do because we're getting a lot of feedback from neighbors in the community. And that is a concern. And I do understand we have an amphitheater. We have shows that are going to go on. [1:16:15, 1:16:29]: I it's here, it's been built, it was planned. Um, for those of you I don't know who's looking or watching or hearing, but it's been planned before we were even here, any of us on this council, um, through our LCI. [1:16:30, 1:16:33]: So I know we have a a little give and take here. [1:16:33, 1:16:40]: Um, it's a hard thing, you know, to try to please everyone and we're not gonna be able to please everyone, but we can. [1:16:40, 1:16:47]: You know, let's let's think about our citizens, let's think about our constituents, and let's be considerate of that and mindful of that. [1:16:47, 1:16:54]: But we we do know that this amphitheater that we're gonna have shows, that these things are gonna take place, it's here. [1:16:55, 1:16:58]: And the normal standard amphitheater hours. [1:16:59, 1:17:10]: will take place. We just have to come up with some type of resolution, some kind of sound barrier for our neighbors, for our community. That's gonna be the bigger part of this solution. [1:17:11, 1:17:31]: All right, well, I will tell you that when conversation stand by, Councilman Thomas, for a second, please. In my conversation with Mr. Knight, and on on obviously with uh what has occurred with our attorneys, uh, I asked Mr. Knighton to take a look at what other cities were doing in reference to the amphitheaters. And it seemed as though that the the consensus, I believe, on that is the fact those operations ended at 11 o'clock. [1:17:31, 1:17:51]: block. Now I understand what the mayor pro temps talking about a state venue, a state ordinance, I guess, or directive for fireworks as well. One of the reasons why we're talking about this now, I mean, obviously, is is that initially when I had my conversation with Mr. Knighton, we were concerned about I was well, I person was concerned about the uh [1:17:51, 1:18:07]: um actual ribbon cutting, which was set for the fourth. And this will be our only meeting prior to the fourth to have this make this particular change. Now granted, through all this debate, depending on what we decide, if we decide to go forward with 11 or midnight or whatever the case may be, so be it. [1:18:07, 1:18:09]: If by chance we want more debate. [1:18:10, 1:18:23]: There is another opportunity still to debate this at a meeting before the 25th. And I would imagine before if we reschedule the the actual uh ribbon cutting prior to the 25th, to still probably do that as well. Just want to make that for information's sake. [1:18:23, 1:18:25]: Mr Thomas, please. [1:18:25, 1:18:26]: Thank you, Mayor. [1:18:27, 1:18:33]: You know, you know, I I sort of raised this issue um early on in the planning about security. [1:18:34, 1:18:36]: And sound barriers. [1:18:37, 1:18:38]: Um [1:18:38, 1:18:39]: It it really didn't [1:18:39, 1:18:41]: Go that far, but [1:18:41, 1:18:45]: Let me ask uh Mr. Knight and or even the attorneys. [1:18:45, 1:18:47]: Um the average [1:18:48, 1:18:51]: time of concerts ending. [1:18:52, 1:18:57]: I I was thinking all along it was about eleven o'clock. Is that correct, Mr. Knighton? [1:18:59, 1:19:09]: Right, that would be that would be correct. Um the average time would generally be about uh two to two and a half hours. For instance, if a if a show started at eight o'clock. [1:19:09, 1:19:11]: There's some shows that will probably start at seven o'clock. [1:19:12, 1:19:13]: Um and so [1:19:14, 1:19:18]: So the thinking was that eleven o'clock PM would provide the balance between allowing [1:19:19, 1:19:22]: the events to take place in in full and also [1:19:22, 1:19:28]: uh not you know going beyond that that would provide any potential disruption to surrounding areas. [1:19:29, 1:19:32]: And that's how to think that's okay. Um [1:19:34, 1:19:36]: Not to get into [1:19:37, 1:19:40]: The agreement with our um firm [1:19:40, 1:19:42]: Uh we're only talking about [1:19:43, 1:19:43]: Um [1:19:44, 1:19:46]: А каплов концерт. [1:19:46, 1:19:47]: uh per month. [1:19:48, 1:19:53]: There may be other activities that we may have. I do not see them going past eleven. [1:19:53, 1:19:55]: Excuse me. So [1:19:55, 1:19:57]: I would think that we are safe. [1:19:58, 1:20:05]: uh with the eleven o'clock. I think even some of the public comments, I think uh one one comment saw the suggestion at eleven. [1:20:06, 1:20:10]: Um I I think that's all the early for a Friday and a Saturday. [1:20:10, 1:20:13]: Uh but I do think that if once you get past [1:20:14, 1:20:32]: um you know way past uh midnight then i think we're running into some other areas but i think we're okay uh with 11 and maybe just a little after 11 but i would be in favor of voting uh for that i think 10 o'clock is is definitely too early so i think we do need to amend that to at least 11 [1:20:33, 1:20:53]: uh maybe a little past eleven, you know, with a little leeway. But I don't see any of these concerts um, you know, going past eleven. But I do understand, you know, um being consistent with with the county and maybe with the state as well when it comes to the firework. But I I think we're pretty safe with 11, 1115 or what have you. So I'm [1:20:53, 1:20:54]: I'm okay with that. [1:20:56, 1:20:58]: All right. Okay. Thank you, sir. Appreciate it. [1:20:59, 1:21:00]: Uh Miss Barber, go ahead, please. [1:21:02, 1:21:08]: This might be a little off topic, but I wanted to ask Mr. Knighton, um, as far as the sound mitigation. [1:21:09, 1:21:11]: Uh do we have anything in the budget for that? [1:21:13, 1:21:21]: This question came up previously about what type of buffer would be placed along the residential properties. And it was ultimately decided that a [1:21:21, 1:21:26]: Black wrought iron fence along with some landscaping would be placed along that property line. [1:21:27, 1:21:33]: The reason for that was that when landscaping does grow up or natural vegetation does grow up, it does provide some level [1:21:33, 1:21:39]: of sound barrier, but the concern about placing a a concrete type wall or something [1:21:40, 1:21:43]: А соль вall алам да пропорті лай. [1:21:43, 1:21:44]: We give the [1:21:45, 1:21:45]: Um [1:21:45, 1:21:46]: Appearance. [1:21:46, 1:21:50]: Of some type of fortress, it would not be something that would be [1:21:50, 1:21:54]: Inviting in terms of the overall amphitheatre campus. [1:21:54, 1:22:02]: And so I think that was the concern uh that was raised. And so a black rod iron fence has been constructed there along with some landscaping along the back property. [1:22:03, 1:22:04]: Okay, thank you. [1:22:05, 1:22:06]: Mr Blount, go ahead, please. [1:22:07, 1:22:27]: Yeah, thank you, May. I I for me, I just I just would hope that we would have been farther along than this because we talked about all of these topics and all about this, and and the what we it's almost like we're piecing as we go. That's the perception we're giving when we talked about these things uh long before they even broke ground to even build them. [1:22:27, 1:22:33]: amphitheater. How we what about the tra what about the parking? What about the sound? What about all this? We talked about all this stuff. [1:22:34, 1:22:40]: And putting talking about things and making sure that when we open the doors of this amphitheater that they're done. [1:22:40, 1:22:41]: You know, uh [1:22:42, 1:22:42]: Yeah, you do. [1:22:42, 1:22:47]: We should all be jumping doing a Toyota kick for this for this achievement of opening this amphitheater. [1:22:48, 1:22:52]: But we don't want to just dance as a council. We want to see the community dance too. [1:22:52, 1:22:58]: And if we don't do the things that facilitate the community as we build and do these capital improvement projects. [1:22:58, 1:23:03]: Then what are we doing when we sit here and we're talking about people are gonna try to park somewhere. [1:23:03, 1:23:05]: Just to hear Gladys Knight. [1:23:05, 1:23:06]: Impatting La Belle. [1:23:07, 1:23:09]: We're gonna have a traffic nightmare. [1:23:10, 1:23:13]: When we're talking about now when we're opening, just like I said before. [1:23:14, 1:23:16]: All of these things we talked about. [1:23:16, 1:23:25]: This should have simultaneously been going on. Now we're here at a point where we're talking about open empathy, and now we we as a council got to make decisions. [1:23:25, 1:23:28]: based on what is and not what we should have. [1:23:29, 1:23:42]: And when we're talking about opening amphitheater now with with with nothing up to bl uh no kind of sound mitigation and and now we're talking about what time we're gonna close the amphitheater, it's a bad position for the elective body to be in right now. [1:23:42, 1:23:55]: When these things should have been done simultaneously for an open before opening this amphitheater for one single event. Traffic should be fine, the beautification should be fine, whatever road expansions, everything should have been done. [1:23:55, 1:24:02]: Right now, but it hasn't. And then like we say, everyone on this council said we've been talking about this for years. [1:24:02, 1:24:11]: When people get off the interstate right now, will they be able to find amphitheater? No. Why? Because there's no signage that says amphitheater this way. [1:24:13, 1:24:16]: And that's where I'm at as an elected official. [1:24:16, 1:24:21]: Is that we've got to sit back and just tell citizen, hold off, hold on. [1:24:21, 1:24:23]: And now we gotta make decisions. [1:24:23, 1:24:28]: That m that that that should have been done on things prior to tonight. [1:24:28, 1:24:30]: I that concerns me. [1:24:31, 1:24:33]: All right, uh Miss Gantt please go ahead. [1:24:34, 1:24:42]: One question. The Chastain uh amphitheater is in the middle of a subdivision. It's in the middle of a community. [1:24:42, 1:24:44]: What what is their curve for you? [1:24:46, 1:24:47]: Eleven. [1:24:47, 1:24:48]: Eleven. [1:24:49, 1:24:51]: Okay. Or stop at eleven. [1:24:51, 1:24:53]: Okay. Is that standard? [1:24:54, 1:24:56]: Yes. At other locations as well. [1:24:56, 1:25:04]: Yes. Well well yeah, Verizon Amphitheater and Alpha Redd closed at eleven. We've not surveyed the rest of them, but most do, Mr. Dynamic is right, most do. [1:25:05, 1:25:09]: in at eleven. There may be some ex circumstances for weekends. [1:25:09, 1:25:10]: Who else do we end at eleven? [1:25:11, 1:25:11]: Okay. [1:25:11, 1:25:21]: Well, I you know, again, I hear the community, I hear the people nearby. Someone had said they heard us all the way down and flipping rope when we were doing the sound check. [1:25:21, 1:25:22]: Um [1:25:22, 1:25:23]: The you know [1:25:26, 1:25:29]: I'm okay with doing what is reasonable. [1:25:29, 1:25:35]: for a concert. We built this for the public. A lot of people are going to enjoy their concerts. [1:25:36, 1:25:39]: Um and and those that won't, you know. [1:25:39, 1:25:49]: We've got to figure out, you know, some happy medium. And right now I think that happy medium is gonna be sound barriers for the community behind us. Um [1:25:50, 1:25:54]: Some some engineers say that the sound is projecting towards the [1:25:55, 1:25:59]: Because the amphitheater, the way it's facing, the sound is projecting towards the railroad track. [1:26:00, 1:26:01]: Um [1:26:01, 1:26:11]: You know, but we again hear from people already from some of this from the constituents, some of our neighbors, that they still have a problem with the sound. So let's [1:26:12, 1:26:18]: be mindful of that, but I always go with what you know, I don't reinvent the wheel. [1:26:18, 1:26:21]: So I'm I'm gonna be okay with the eleven o'clock. [1:26:21, 1:26:25]: But I do want some kind of resolutions to sound barriers. [1:26:26, 1:26:27]: Mr. Thomas, go ahead, please, sir. [1:26:28, 1:26:36]: Yeah, uh Mayor, um I I think the intent and someone could correct me if if I'm wrong, I think the intent tonight. [1:26:37, 1:26:41]: was to amend uh the ordinance from ten to eleven. [1:26:42, 1:26:45]: Uh and I'm willing to make that motion to do that. [1:26:45, 1:26:50]: Uh I think all the the other discussion uh is is worthy. [1:26:50, 1:26:53]: Uh I I think it is the sentiment of this council. [1:26:53, 1:26:55]: to ongoingly [1:26:56, 1:26:58]: Look at how we can um [1:26:58, 1:27:00]: mitigate or minimize [1:27:01, 1:27:02]: Um [1:27:02, 1:27:05]: you know, the noise or the sound, if you will. [1:27:05, 1:27:06]: Um [1:27:06, 1:27:11]: And and I think everyone is okay with that, but I I don't want to see it here right now. [1:27:11, 1:27:13]: Uh the chadow. [1:27:13, 1:27:14]: Be divisive. [1:27:15, 1:27:18]: You know, with these kind of issues, I think it is a concern of everyone. [1:27:19, 1:27:22]: Um, I I just want to deal with the issue that's at hand. [1:27:22, 1:27:24]: And that is the the time factor. [1:27:24, 1:27:27]: I recommend that we do that. But again [1:27:27, 1:27:31]: I think we all are in favor of improving. [1:27:32, 1:27:33]: Um [1:27:33, 1:27:34]: You know [1:27:34, 1:27:54]: uh uh mitigating, you know, the sound so it won't disturb outside. I I I don't think I think it's a no-brainer with that. And I think that we can all sort of weigh in after tonight and work with the city manager and work with everyone else to try to make that happen. I I don't think that's the issue. I think the issue and the reason why we came tonight was just [1:27:54, 1:27:55]: Yeah. [1:27:55, 1:27:58]: to adjust the closing time. [1:27:58, 1:28:01]: So with that being said, Mr. Mayor, I'd like to move [1:28:02, 1:28:06]: that we amend uh I'm not sure if it's if orness or resolution. [1:28:07, 1:28:13]: Uh but I like to motion that we do extend uh to eleven PM. [1:28:13, 1:28:20]: It's actually the uh admin amend section 11.26 of the stop bridge code of ordinances is what it is. [1:28:21, 1:28:27]: So I I I move then that we um uh extend that on this uh to eleven PM. [1:28:28, 1:28:29]: Or is there a second? [1:28:31, 1:28:32]: Is there a second? [1:28:33, 1:28:33]: Circuit. [1:28:34, 1:28:39]: Are you mayor pro cham a second that okay? We've had plenty of discussion. All in favor of motion, please indicate. [1:28:40, 1:28:43]: Uh Mayor, I I just wanted uh if you don't mind. [1:28:43, 1:28:52]: Yes, sir. I'm gonna abstain from voting because Mr. Knighton has said he's gonna give us a report on the things around the amphitheater. I think it's it's premature for me. [1:28:53, 1:29:13]: To vote for when I need to make sure that the things with the citizens pertaining to the citizens around that amphitheater are being taken care of before we start moving on anything. So I'm okay. Motion has been made, been second. All in favor of motion, please indicate one, two, three. All right, four, four, four, uh uh, and one of [1:29:13, 1:29:20]: staying 401 motion passed 11 o'clock it will be uh attorneys that is correct right we're good to go with that [1:29:22, 1:29:23]: Yes, so you're on. [1:29:23, 1:29:25]: Okay, appreciate it. Thank you very much. Thank you, Council. [1:29:26, 1:29:46]: Council consideration to approve task order number 35 with Carter and Sloop for the wastewater treatment plant pole barn design in the amount of sixty two sixty-two thousand five hundred dollars. Funding source wastewater fund balance presented by Mr. Aaron and Brad Hosinger, water wastewater superintendent. [1:29:46, 1:29:46]: Okay. [1:29:46, 1:29:47]: Gentlemen, please. [1:29:48, 1:29:53]: Thank you, Mr. Mayor and Council. I'll let Mr. Holt Singer speak to this project. [1:29:54, 1:30:09]: Uh thank you, Mayor and Council, for hearing this. Uh this is for a hundred, this all this will take place at the wastewater treatment plant, but it's a pole barn that's going to be constructed. It's 150 foot long by 50 foot deep. [1:30:09, 1:30:29]: And it's also we have an existing pu pretty big pole barn that we're going to enclose. And uh the purpose of enclosing it is some of this equipment that we've recently bought needs to be uh kept below freezing, so we say, kept above freezing. [1:30:30, 1:30:50]: And that's one way to keep that done. And as far as the other pole barn, we've purchased lately a lot of expensive equipment. And this is keep it out of weather. It's not to me, the equipment doesn't wear out by use, it wears out by weather. And this would extend the life of a bunch of [1:30:50, 1:30:55]: bunch of equipment by a lot, by double its life, if not more. [1:30:56, 1:30:59]: Okay. Council, any quite Mr. Barber, Ms. Barber, go right in, please. [1:31:00, 1:31:06]: Wanted to ask Mr. Knighton, is this something that would be reimbursable under the ARPA? [1:31:10, 1:31:18]: I I don't think it would be based on the ARPA funds. The ARPA fund speaks specifically to water sewer, wastewater. [1:31:18, 1:31:25]: Stormwater infrastructure type items, we water lines, sewer lines, stormwater apparatus, things of that nature. So [1:31:25, 1:31:31]: I don't think that would be uh in this event for a pole barn that would not be directly related to [1:31:32, 1:31:37]: You know, water sewer lines, uh, storm water infrastructure, pipes and things of that nature. [1:31:38, 1:31:39]: Okay, thank you. [1:31:40, 1:31:43]: Any other questions for the council for Mr. Holzinger or Mr. Eric? [1:31:45, 1:31:49]: If not, council need a motion to accept the proposal. [1:31:51, 1:31:52]: Is there a motion? [1:31:54, 1:31:55]: I moved. [1:31:56, 1:31:59]: Ms. Barber, thank you very much. Motion's been made. Is it a second? [1:32:00, 1:32:01]: Sorry. A second. [1:32:01, 1:32:05]: Okay, well, I think I got Mayor Pro Tem on that one first, Mayor. Okay. [1:32:06, 1:32:10]: And of course yeah, I was gonna say any further questions? Go ahead, Mr. Blount. [1:32:10, 1:32:15]: I don't I I didn't see uh where is that where the finding for that is coming from? [1:32:15, 1:32:19]: Says wastewater fund balance. It says okay, I didn't see it on the um [1:32:19, 1:32:22]: Yeah, funding source waste water fund balance. [1:32:23, 1:32:24]: Southlander. [1:32:28, 1:32:32]: Okay, it didn't come through on the this device that says that. Okay, I'm I'm fine with the mayor. [1:32:33, 1:32:43]: Can I ask one other question real quick? Go right in, please. Uh as we anticipate and hopefully the infrastructure bill had passed, we'll talk about an overall concept comprehensive plan. [1:32:43, 1:32:50]: about the water, wastewater in the sewer. Are we are we gonna be shovel ready when if should that [1:32:51, 1:32:59]: come to fruition and and we get the infrastructure money. Are we gonna be ready to to move forward? And we got ARPA money that we can use for it as well, right? [1:33:01, 1:33:03]: Yes, sir. We will be ready to go. [1:33:05, 1:33:05]: Thank you. [1:33:07, 1:33:13]: Any other questions? And if not, motions is made, then seconded. So all in favor of motion, please indicate. [1:33:13, 1:33:14]: [5594.9, 5598.5]: Okay, I have a unanimous decision. Okay, appreciate it. Thank you very much. [1:33:19, 1:33:23]: Council consideration to approve site engineering to raise fifty eight [1:33:24, 1:33:36]: manholes throughout the city an amount of$98,000,$98,300. Funding source, once again, wastewater fund balance. Mr. Aaron and Mr. Brad Brad, Holsinger, please. [1:33:36, 1:33:55]: Yes, Mr. Mayor and Council. This is one of the issues that we get a lot of complaints about, especially on North Henry Boulevard of cars dodging manholes and things like that, damaging their cars. So we've got manholes throughout the city on streets that need to be raised. And I'll let Brad, if he has any comments. [1:33:56, 1:34:16]: Yes, but there's uh I believe we've counted there's 24 manholes on 42. I'm sure everybody that's drove has a car has hit at least one of them. Uh besides that them being need to be raised, another reason is for we don't have access to them to [1:34:16, 1:34:32]: if there was a sewer back up we would need to get to the sewer lines. So that's another reason for this expenditure. And the remaining there was 58 of them, 24 of them on 42, and the rest of them is just scattered through Stockbridge on side streets. [1:34:33, 1:34:53]: Okay, question for you, gentlemen. I'm I'm assuming that when you raise them, you're making raise them to be level with the pavement. Otherwise sunken. Correct. Correct. Yes, sir. Sunken. So otherwise cars hit them and go under, go down and then come back up as they travel through. Okay. So you're raising to be level with the surface. All right. Yeah, some some of them are actually just covered with asphalt and uh [1:34:53, 1:35:01]: Would it would be hard w if we'd have to get into it, we'd have to chisel the asphalt up and then would there would be even a bigger hole there. [1:35:02, 1:35:10]: Okay. Council, any questions for these gentlemen? Uh Mr. Blount, go ahead, please. Mayor, uh, I got ninety-three three. You said ninety-eight three. [1:35:12, 1:35:15]: I have ninety I have ninety eight three. [1:35:15, 1:35:21]: Nine, that's what I says in front of me. No, that's 9833. Okay, what Dallin, what's the correct number? [1:35:23, 1:35:24]: Mr. Aaron. [1:35:24, 1:35:27]: Well, let me look at my paperwork. Uh [1:35:32, 1:35:33]: Did somebody send an amended? [1:35:34, 1:35:38]: um agenda because even you're showing the wastewater [1:35:38, 1:35:40]: budget and it's not showing on what it was sent to me. [1:35:41, 1:35:47]: Is that was that an amended one sent or something? I would say it's probably an updated one, yes. Probably in this case. [1:35:47, 1:35:50]: Ninety eight three. Nine eight three. [1:35:51, 1:35:53]: Is anybody else seeing ninety three three? [1:35:57, 1:36:01]: I don't know. It shows as ninety-three three on the agenda. [1:36:01, 1:36:02]: Yeah. [1:36:04, 1:36:10]: Yeah. I think I gotta revise the agenda, ladies and gentlemen. I'm sorry about that. [1:36:11, 1:36:12]: Department. [1:36:13, 1:36:19]: But the staff recommendation form has a different number. It's the ninety-eight. It's the ninety-eight three. [1:36:20, 1:36:27]: Okay. Uh if not any any more questions, Mr. Mayor Pro Sam, go ahead, please. [1:36:28, 1:36:31]: Now this is you said this was for Highway 42, correct? [1:36:32, 1:36:39]: Highway forty two and side streets. Okay. And uh I guess uh forty two is uh [1:36:40, 1:36:45]: The manholes uh if you want to know the location, the manholes are from [1:36:45, 1:36:47]: Just above Ed's pawn shop. [1:36:48, 1:36:53]: All the all the way back toward Walmart to Right. Well, I'm sorry to [1:36:54, 1:36:55]: Shield road. [1:36:56, 1:37:16]: Right. Now those are the ones that I dodge. So I don't know what I just want to make sure sometimes I will say that some of them that need raising are not city manholes or other utilities, whether that be ATT, electric, um gas, but and we won't touch those. [1:37:16, 1:37:19]: Those that's their property. [1:37:19, 1:37:37]: Well, I guess I get a confused sometimes. We call it Highway 138, then we call it Highway 42. I think it's both of them, right? So in the end, but in the end, this is a state maintained highway. Can we seek these funds from the state? Because this is something that they should be taking care of, right? [1:37:39, 1:37:45]: I I defer that to Mr. Aaron. With it being our infrastructure, we'd be responsible for our infrastructure. [1:37:48, 1:37:54]: The state grants you permission to put infrastructure in there right away, but you're responsible for maintaining that infrastructure. [1:37:56, 1:37:57]: Okay, wow, okay. [1:37:58, 1:38:04]: The only involvement G Dot would have is if they were resurfacing the road, they would raise those manholes. [1:38:07, 1:38:10]: All right. Mr. Thomas, go ahead, please. [1:38:10, 1:38:11]: Yes, uh [1:38:12, 1:38:13]: Mr. Aaron. [1:38:14, 1:38:16]: How how much of this work will [1:38:17, 1:38:20]: Um general maintenance. [1:38:20, 1:38:23]: uh be doing on this project. [1:38:24, 1:38:29]: This is a a this is a sewer department project. It's not a general maintenance project. [1:38:29, 1:38:30]: Okay. [1:38:30, 1:38:32]: No, um [1:38:32, 1:38:37]: So it is this is this and and I this is where I'm really going with this and um [1:38:39, 1:38:40]: Um [1:38:41, 1:38:50]: I know it's infrastructure, but this is where I'm sort of going with this. When when when when I look at the public works department, and I know I'm sort of going um [1:38:51, 1:38:55]: Um, I guess around the mountain or a long a long ways with this. [1:38:56, 1:39:00]: And and what I I try to expound on and and try to get [1:39:01, 1:39:01]: Um [1:39:01, 1:39:04]: My councilmates and citizens as well. [1:39:04, 1:39:12]: Is that you know one of the roles and obligation of elected body is not only to excuse me, not only to [1:39:13, 1:39:14]: Legislate [1:39:15, 1:39:17]: And to create policies and procedure. [1:39:17, 1:39:21]: But I think we are tasked also with uh effectiveness. [1:39:22, 1:39:23]: And efficiency. [1:39:23, 1:39:28]: And you know, uh the last time we met, I asked a question about training. [1:39:29, 1:39:33]: For uh employees there at uh public works. [1:39:34, 1:39:49]: And so this is where I'm sort of going. I I do understand, you know, the department where this is in, but I I my overall concern, and I know I may be off subject somewhat, but it's just been a concern of mine about the the the the capabilities. [1:39:49, 1:39:53]: and the kind of folks that we are hiring in public works. [1:39:53, 1:39:57]: with uh certain kind of skill sets. [1:39:57, 1:40:03]: Now and I know that, you know, when we talk about state highways and and those kind of thing. [1:40:04, 1:40:07]: I think for us and I know for me as an elective body [1:40:08, 1:40:11]: The bottom line for me is just getting the job done. [1:40:11, 1:40:29]: Uh, you know, if it takes coordinating with uh state, if it takes coordinating with Henry County, if it takes coordinating with Clayton County, the bottom line for us elected f uh officials here is just getting it the job done. Now I hadn't mentioned this, but I I tell you, in that middle lane. [1:40:30, 1:40:32]: Um, oh North Henry. [1:40:32, 1:40:36]: Uh that at the light at Walmart and 130 A. [1:40:37, 1:40:39]: There are some droppings of um [1:40:40, 1:40:42]: Um concrete or [1:40:42, 1:40:43]: Black turret something. [1:40:44, 1:40:50]: And and it's just been there for a while. And and I've always wanted to say something about that. I mean [1:40:51, 1:40:56]: It almost tears your car up. Now, even when some construction was done on North Henry. [1:40:56, 1:40:57]: And there are plates. [1:40:58, 1:40:59]: That are still there. [1:41:00, 1:41:05]: And and I know I'm going a little off off bound with this, Mr. Aaron, but [1:41:05, 1:41:09]: What I'd like to see from uh my public works director. [1:41:10, 1:41:11]: is to [1:41:12, 1:41:13]: Бі проактив. [1:41:14, 1:41:16]: And to get some of these things done. [1:41:16, 1:41:18]: Uh without [1:41:19, 1:41:20]: We raising the alarm. [1:41:21, 1:41:25]: Um, cause we're all about efficiency. [1:41:25, 1:41:27]: Ефективнес [1:41:27, 1:41:28]: An improving [1:41:29, 1:41:30]: And let me emphasize that. [1:41:31, 1:41:32]: improving [1:41:33, 1:41:41]: the quality of life for all of our citizens here in Style Group. D this is sort of where I'm going. And and I appreciate that this issue is coming [1:41:41, 1:41:43]: Uh about the manhole cover. [1:41:43, 1:41:47]: Because this has been a concern of a lot of folk for a long time. [1:41:48, 1:41:54]: And so I'm I'm glad to see it coming and I know there's been a lot of criticism. So I'm not taking that from you. [1:41:55, 1:41:59]: Um as as long as we can get it done. But I just want to take this opportunity. [1:41:59, 1:42:01]: Just to talk about [1:42:01, 1:42:03]: Um hiring [1:42:03, 1:42:14]: capabilities of employees, whether it's general maintenance, whether it's in so it doesn't matter as long as you know these employees are in public work. And and I'm saying this just to say [1:42:14, 1:42:24]: Um, you know, we're getting ready to go into a budget retreat. And so these are going to be some issues that are going to be raised as far as um, you know. [1:42:24, 1:42:43]: qualifications and qualified employees to do a number of of tasks, um, being able to cut tree limbs, maybe not necessarily over the power lines. I know we have a bucket truck, but just some things that we just need to talk about uh improving. [1:42:44, 1:42:58]: improving our capabilities, not only in public work, it's throughout all departments here at the city. And and and I'm just saying for me, this is where I am as far as making sure that this municipality [1:42:58, 1:43:04]: improve the quality of life of all of our citizens. So I guess this is just a um [1:43:04, 1:43:06]: I guess I'm just speaking to [1:43:07, 1:43:17]: What would be coming from me? Let me just put it that way. But I do appreciate we are looking at these manhole covers. It is a problem. So I just want to take this opportunity just to to [1:43:17, 1:43:26]: uh you know, preach a little sermon. So uh when I get ready to get into the pulpit at at the um budget retreat, you'll you'll know where I'm coming from. Thank you, sir. [1:43:27, 1:43:29]: No problem. Uh Councilwoman Barber, go ahead, please. [1:43:31, 1:43:46]: Okay, and I'm sorry, uh Mr. Aaron and Mr. Holt Senter Singer and Mr. Knighton. Every time that I see a item on the agenda for public public works um involving water, sewer, [1:43:46, 1:43:52]: wastewater treatment, I'm going to ask, is this reimbursable through the ARPA? [1:43:53, 1:43:53]: Funding. [1:43:55, 1:44:15]: I don't think this qualifies since this is not considered infrastructure. This is just uh preventive and routine maintenance. But the projects that are eligible, we have a spreadsheet of projects we have submitted to the treasurer, and we will be tracking those for reimbursement, which are actually infrastructure projects. Okay, this is not routine. [1:44:15, 1:44:17]: This is not routine. [1:44:17, 1:44:20]: You don't routinely raise manholes. [1:44:21, 1:44:36]: Yes, ma'am, you do, because periodically manholes get paid over sometimes and sometimes they settle during the roles. Like sometimes you have rolls settled, dips and potholes end up in rolls, so you have to raise manhole. Those are routine things. [1:44:36, 1:44:41]: So we checked to make sure that this was not reimbursable. [1:44:41, 1:44:42]: We do not. [1:44:42, 1:44:45]: It meant is not is not considered infrastructure. [1:44:46, 1:44:48]: infrastructure is actually putting types and [1:44:49, 1:44:52]: a sort of apparatus that's in the ground or into service. [1:44:53, 1:44:54]: One if if I may [1:44:56, 1:44:57]: Great. [1:44:57, 1:45:03]: Yeah. One of the things that you know we want to make sure that we continue to as d as Mr. Aaron said and tracked is [1:45:03, 1:45:06]: The projects that are eligible for [1:45:06, 1:45:13]: The ARPA funds. One of the things that did happen just from guidance from GMA just a couple of weeks ago. [1:45:14, 1:45:20]: was the concern that they raised about holding still on some things because because the [1:45:21, 1:45:28]: The federal government, the Department of Treasury, still is providing guidance on how ARPA funds can be used. [1:45:28, 1:45:32]: And so even though the federal government has provided this money. [1:45:32, 1:45:34]: Which we have received a portion of it. [1:45:34, 1:45:54]: Half of it, the Department of Treasury is still giving more information on specifically how they can be used. And so what we've done so far is use a strict definition of infrastructure, be it water, sewer, stormwater, et cetera, because we know that can be used for those reimbursement funds. And so as the Department of Treasury [1:45:54, 1:46:02]: continues to give us more information and guidance. Obviously, if we need to expand and utilize those funds, we certainly will. [1:46:02, 1:46:05]: And so that's it we're kind of in this place where [1:46:05, 1:46:08]: Again, uh even via GMA, just to you know [1:46:09, 1:46:14]: couple of weeks ago, they're still saying the Department of Treasury is giving more interpretation on how funds can be used. [1:46:17, 1:46:18]: Mr. Blount, go ahead, please, sir. [1:46:20, 1:46:29]: Yeah, thank you, Mayor. Uh Mr. Aaron, I mean, I'm I'm I'm ready to for us to move forward with this, but uh one last question. [1:46:29, 1:46:31]: Uh site engineering. [1:46:31, 1:46:34]: What would they be doing that we don't have the capabilities to do? [1:46:35, 1:46:52]: Well, one of the things is that they can dedicate a crew specifically to that. If we were doing it ourselves, then if something else came up that took them away from this project, there are other daily tasks that the sewer department does like cleaning cleaning sewer lines, videotaping sewer lines that [1:46:52, 1:47:12]: Is being used to drive this rehabilitation of the sewer system. And it would take an extended period of time. They might be able to do one a week or one a month, depending on their other workload. But with this, these projects, you're going to have to have two flaggers because you're out in traffic and you only got five people in that department that works in collection. [1:47:12, 1:47:32]: collection. So you got the other three that they have daily tasks like checking on lift station, cleaning and videotaping sewer lines. So you take everybody away from their normal task to do this task. And like say some of these locations on two, you got crews out there in the street and that traffic, the faster that traffic moves. [1:47:32, 1:47:52]: I just don't want to see an employee in a compromising situation where they can potentially be injured or hurt, or even worse, when someone else have all the resources and tools that are needed to do these specialized jobs to complete this project. Well, uh I you know, I've done all types of various works growing up and they're called flag men. [1:47:52, 1:47:59]: called putting up cones and and all this stuff. What I'm saying is that you if you say you did one once a week. [1:47:59, 1:48:04]: Uh you're doing fifty-eight, so that means you'll get you'll get uh fifty-two done in a year. [1:48:04, 1:48:09]: So it's a grad is gradually doing and that would that save us ninety three thousand dollars? [1:48:10, 1:48:22]: No, sir, not that much because we still gotta do it and you're gonna have those guys out there dedicated to it when you take in effect their salaries and things of that sort. And a lot of times contractors have [1:48:22, 1:48:28]: Access to some things that we don't have, like concrete. We might be porn. [1:48:28, 1:48:32]: two yards of concrete, but if a contract is pouring 10 yards. [1:48:32, 1:48:47]: it they'll more likely get ten yards versus us trying to get two yards of concrete. So a lot of time it's supply and demand and also equipment and material. They have the equipment. We have to rent equipment to do certain things. So it just makes it [1:48:47, 1:48:49]: more favorable if they are doing it. [1:48:50, 1:48:52]: Well uh for for me, I'm looking at [1:48:53, 1:48:59]: I I'm not an engineer, I don't but but I know that building up a manhole is only is is cementing that's fault. [1:49:00, 1:49:02]: You know, and I'm just saying if if [1:49:03, 1:49:06]: I just look at so much that we're contracting out. [1:49:06, 1:49:10]: And you just said out of your own words, we may be able to get to one a week. [1:49:10, 1:49:13]: Well, on the progression of a year, that's fifty two out of the fifty eight. [1:49:14, 1:49:19]: But we're looking at going ahead and uh and and and paying out ninety-eight thousand dollars. [1:49:19, 1:49:23]: Almost a hundred thousand dollars for somebody else to do it when we're talking about [1:49:23, 1:49:25]: Traffic in cars. [1:49:25, 1:49:40]: Well, public works don't talk that kind of talk because we have flags and all this. I mean, any capacity that we're working on right away or anything, that could happen. Even people out there cutting the yard, that can happen. So that's to me, that's not, that's not even equ uh uh equated in this scenario. [1:49:40, 1:49:59]: But my my my thoughts is is that you've shown me that there's nothing that we can't do that they're going to be doing. And over a year's time, we can probably at least get 50, 52 of them done. Then why are we contracting almost$100,000 out for somebody else to do it when we have the capabilities of doing it? [1:49:59, 1:50:05]: This is what make I mean that don't make sense to me. And at this point it hadn't made sense to me for what you said. [1:50:06, 1:50:09]: But see if a contractor has the [1:50:09, 1:50:29]: access to supplies and equipment and and manpower and other resources, this project could go a lot faster and and will be done. And Brad, he doesn't have people that he can dedicate specifically to this because there are other things that come up just like the public work guys. They got to cut right away. They got to pick up litter. [1:50:29, 1:50:38]: They gotta do the other things. And if Brad had his guys out there, they were raising a manhole and they had a sore spill that he needed all his guys. [1:50:39, 1:50:59]: To respond to that spill, then they leave that location. If they started work on it, they got to leave that site open or in a certain condition to go unclog that sewer black back up. Then they got to come back to that. But it's just more efficient. It still costs about the same. But I just think with them having [1:50:59, 1:51:11]: having access to materials and equipment, the process would be a lot faster and a lot be a lot safer for these guys. Cause I would have some concerns if I had guys out on Highway 42, because I know when [1:51:11, 1:51:31]: Uh Atlanta Gas was doing their project down 42. Some of the issues they had, there was an accident there, somebody ran into one of their trucks and things like that. And uh that traffic on North Henry is pretty is pretty tough, especially around lunchtime during certain periods of days. And I just think from a safety standpoint, I don't want to ever put anybody in a position. [1:51:31, 1:51:35]: position that they feel unsafe or is it is unsafe. So [1:51:36, 1:51:51]: I mean, I I I get that, Mr. Aaron, but you know, I I just still have to say when it comes to public works, if that's your argument is safety. When it comes to public works, that's what they do. When you got people out there cutting the grass, when you got people out there doing cutting right-of-ways. [1:51:52, 1:52:12]: Public works, that's that's that's what they do. They do stuff pertaining to roads and right-of-aways, and this is the part of their job. This this is what their profession is, unless they want to try and transfer to somewhere else. But I'm just if the council wanna move forward, I'm fine. It just to me, it just seemed like if there's something that we can do. I don't know why we continue to convert. [1:52:12, 1:52:20]: Contracting this stuff out when it comes to public works. And I'm just trying to figure out: is it uh is there more employees need to be hired or what needs to be done? Because [1:52:20, 1:52:23]: What contract and work out to me when it comes to [1:52:23, 1:52:29]: Manhold covers uh if that's something we've done before and you said that we can get one done a week. [1:52:29, 1:52:34]: Uh when you're talking only concrete and asphalt to raise a manhole cover. [1:52:34, 1:52:38]: Why are we countr why are we contracting that out? It makes [1:52:38, 1:52:46]: It makes no sense to me, but I'm not, you know, I'm just not a supervisor. So it just makes no sense to me to contract ninety-eight uh thousand dollars. [1:52:46, 1:52:53]: to raise manhold covers on something that we can do and and the argument is that we don't want nobody getting hurt in traffic. [1:52:54, 1:52:57]: All right, uh councilman uh uh Thomas, go ahead, please. [1:52:57, 1:52:58]: Okay, uh [1:52:59, 1:53:01]: Mr. Aaron and and Brad, uh I [1:53:02, 1:53:07]: Bottom line, I I do appreciate that we're getting this done. You know, that's that's the bottom line. [1:53:07, 1:53:08]: There's a need. [1:53:09, 1:53:11]: And we need to get it done. That that's the bottom line. [1:53:12, 1:53:14]: But I but I think you know it it [1:53:14, 1:53:15]: If you hear us. [1:53:16, 1:53:17]: I think the conversation [1:53:18, 1:53:20]: It's centered around less [1:53:21, 1:53:22]: contracting out. [1:53:23, 1:53:26]: And having the capability to do [1:53:27, 1:53:29]: Um, in house, do our own. [1:53:30, 1:53:41]: So what what is the history? I understand that as you pave, especially North Hendam looking at the list, there are three side streets that are that are three. All the other streets are one and two. [1:53:42, 1:53:47]: Uh North Henry, there's twenty-four. And and I get that on North Henry. I know how that traffic is. [1:53:48, 1:53:48]: Um [1:53:49, 1:53:51]: But can you give us the history? [1:53:52, 1:53:53]: Oh [1:53:54, 1:53:56]: And I I know you only been here so many years. [1:53:57, 1:53:58]: But the history [1:53:58, 1:54:02]: Of the last time that these manhole cover was even raised. [1:54:03, 1:54:06]: Or is it the fact that we continue to [1:54:06, 1:54:11]: uh put layers and layers and layers of surfacing. [1:54:12, 1:54:15]: And that's why the manhole covers are going down and down. [1:54:16, 1:54:18]: So so to speak to the history [1:54:19, 1:54:21]: And and who used to do this work before? [1:54:21, 1:54:41]: Well but before, I believe the last time anything like this was done was probably I'm going way back, was 20 years ago. And it was right there at Rock Quarium 42. And some of the same one the city did them the cell, you know, did'em raised them itself and these same manholes. [1:54:41, 1:54:44]: need to be raised again because they weren't done right. [1:54:45, 1:55:00]: And I yeah, I don't want to throw any previous employees under the bus, you know, that when that was done, I don't even think was two of us is working here that's here now. Right, right. Uh but it wasn't done correctly then and [1:55:01, 1:55:03]: Raising manholes [1:55:04, 1:55:12]: You you got to have expertise in it. And my department does not have that expertise. We don't even have enough employees to do it. [1:55:13, 1:55:15]: I mean, I have five in collections. [1:55:15, 1:55:19]: If I put all five of them and myself, that's still not enough. [1:55:19, 1:55:21]: We just don't have enough. [1:55:21, 1:55:25]: Right. And plus I don't have the confidence that we can do it correctly. [1:55:26, 1:55:31]: Right. Well, let me let me just say this and I'm gonna move on. I I I I'm willing to uh [1:55:31, 1:55:34]: to approve this tonight because I know the bottom line [1:55:34, 1:55:36]: Uh there's a need. [1:55:36, 1:55:39]: Uh it's all about improving. [1:55:39, 1:55:43]: You know, that quality of life, you know, for all of our citizens, and you know. [1:55:43, 1:55:48]: North Henry is is that main artery, you know, for the city of Starkbridge and [1:55:48, 1:55:53]: We just need to chuck, you know, to correct correct that. But let me just say as I sort of spoke earlier. [1:55:54, 1:55:55]: Um [1:55:56, 1:55:58]: This municipality [1:55:59, 1:56:00]: In all departments. [1:56:02, 1:56:03]: We have to start looking at [1:56:04, 1:56:05]: Uh training. [1:56:06, 1:56:07]: and capabilities. [1:56:08, 1:56:11]: And I know when we are high folks. [1:56:12, 1:56:15]: And I know we may be talking long range, long term. [1:56:16, 1:56:18]: But we have to start somewhere. [1:56:18, 1:56:20]: In attracting [1:56:21, 1:56:23]: Employees [1:56:24, 1:56:26]: With certain skill sets. [1:56:26, 1:56:28]: Uh we just can't [1:56:28, 1:56:32]: bring folks in the only thing they could do is cut grass. [1:56:33, 1:56:45]: Uh but I know in Seward and now Bradden, you know this too. You you got folks that have been with you for a while. And I know, you know, you got skill set folks in in some of those areas. And that's the reason I sort of through our general mentioners. But [1:56:45, 1:56:48]: But I think at some point, Mr uh uh [1:56:48, 1:56:50]: Mr. Aaron and Mr. Nane in particular. [1:56:51, 1:56:53]: We're gonna have to draw the line somewhere. [1:56:54, 1:56:57]: And see how we can raise the bar. And I know [1:56:57, 1:57:00]: With all of these improvement it it comes money. [1:57:00, 1:57:03]: I know it comes salaries and those kind of things. [1:57:03, 1:57:05]: But at some point in time. [1:57:06, 1:57:09]: We're gonna have to draw the line and look at [1:57:09, 1:57:11]: Uh the whole [1:57:11, 1:57:13]: Public works staff. [1:57:14, 1:57:15]: And evaluate [1:57:16, 1:57:19]: Um the the quality of who we are heard. [1:57:19, 1:57:20]: And in and [1:57:20, 1:57:26]: See, you got to look at the job that's needed. Now, Brad, you just mentioned, you know, the job that was needed. [1:57:27, 1:57:33]: But then on the other side of the ledger, we don't have the capability of doing it. We don't have the manpower. We don't have a staff. [1:57:35, 1:57:39]: We got to we have to improve that now. It it's not gonna be done overnight. [1:57:39, 1:57:47]: Uh but this is something that we need to look forward to and work toward uh improving that. [1:57:47, 1:57:50]: Uh, for is when we have folks [1:57:50, 1:57:54]: Um their capabilities, what can they do? And then [1:57:55, 1:57:57]: You know, putting folks in training. [1:57:58, 1:58:06]: To acquire some of these skills and that's what I want to see coming out of public works, Mr. Aaron. I want to see that that that comprehensive. [1:58:06, 1:58:09]: planning to make these things so [1:58:09, 1:58:16]: Uh I may not be here, none of us may may not be here, but twenty twenty five years down the road from now. [1:58:16, 1:58:18]: This conversation should not be happening. [1:58:18, 1:58:21]: It should not be. So I'm just saying that to say [1:58:22, 1:58:25]: Let's start looking at long-term planning. [1:58:26, 1:58:27]: training and hiring. [1:58:28, 1:58:33]: I yield back, Mr. Mayor. Oh no problem. Appreciate it. Uh any other com [1:58:33, 1:58:35]: Mr. Blount, you got another comment? [1:58:35, 1:58:40]: Okay. I'm ready to prove that we use on site uh to uh [1:58:40, 1:58:48]: You ready to make a motion, sir? Go ahead. Go ahead and make your motion, sir. That we use the on-site uh company to uh replace the fifty eight man hole. [1:58:48, 1:58:50]: Okay, is there a second to motion? [1:58:50, 1:58:51]: A second. [1:58:51, 1:58:53]: Okay scan seconds at any further discussion. [1:58:54, 1:58:56]: If not all in favor, please indicate. [1:58:57, 1:59:17]: Okay, and uh okay. Appreciate it, Council. All right, great council. No problem. Council consideration to TSW Incorporated Architectural On Call Services for the City of Stockbridge number 22. Project assignment agreement for the Cultural Arts Center Design, Construction Documents, and Construction Administration. [1:59:18, 1:59:25]: in the amount of one million one hundred and sixty four thousand four hundred and sixty one dollars funding source bond and splots five. [1:59:25, 1:59:27]: Mr. Knighton, please. [1:59:27, 1:59:31]: Uh yes, Mayor and Council. I'll I'll begin the discussion. Of course, Heather Hubble is here who you [1:59:32, 1:59:34]: Uh Noel with TSW. [1:59:35, 1:59:39]: One this item is being brought forward in conjunction with previous approvals. [1:59:40, 1:59:42]: That the mayoring council had made earlier this year. [1:59:43, 1:59:46]: Uh you agree to bond on certain funds for [1:59:46, 2:00:06]: Uh, the amphitheater project. Uh, that total of the overall project would be$18 million. That was approved by the mayor and council. And so we were charged with moving the project forward for the Cultural Arts Center. I know Ms. Hubble will kind of go over a couple of schematics for the benefit of the public with the cultural [2:00:06, 2:00:09]: Art Center, so I'll I'll yield to her in just a moment. [2:00:09, 2:00:19]: But again, this is based on the council's approval, uh,$18 million for the Cultural Arts Center. Obviously, the TSW is the city's architect and would have to develop. [2:00:20, 2:00:23]: The design development plans and all the way through construction documents. [2:00:24, 2:00:25]: Uh to be ready to bid. [2:00:26, 2:00:27]: Афо консуль. [2:00:27, 2:00:32]: The um amount that you see there is proposed to take them through the completion. [2:00:33, 2:00:34]: Of the project. [2:00:34, 2:00:39]: One point one uh six four million dollars would be inclusive of [2:00:40, 2:00:44]: The eighteen million dollars that the council has authorized. [2:00:44, 2:00:47]: Again, this is from a previous council approval. [2:00:48, 2:00:49]: What was it like? [2:00:50, 2:00:58]: Mayor, I don't I don't have those numbers on the on the paperwork I was sent. It's uh on my agenda part of the amounts. [2:00:59, 2:01:03]: Um, I don't know if any other council member had it, but I don't have it on mine. [2:01:04, 2:01:07]: Well uh okay, I'm sorry about that, but uh what it is is [2:01:08, 2:01:13]: It's on the staff recommendation form, Councilman Blount. [2:01:17, 2:01:30]: Okay. Staff the staff recommendation form and the document that TSW provided. Yeah, there's but I would like in the future, I would like those numbers to be on the agenda piece because the citizens see the agenda. [2:01:31, 2:01:38]: And if those numbers on the agenda, they're they're more than aware of what's on the agenda part that is sent to us. If they want to see the agenda, [2:01:39, 2:01:43]: and what's at stake and what's at hand and what amounts that are gonna be presented and talked about. [2:01:44, 2:01:47]: That needs to be those numbers need to be on the the on the agenda. [2:01:48, 2:01:49]: Mayor Pamet. [2:01:49, 2:01:57]: Yes, yes, ma'am. We'll share that information with the department heads because they are now uploading their own documents. Councilman Blount into the [2:01:57, 2:02:09]: system and it's no longer the clerk's office, but we'll share that information. Thank you. Absolutely. I mean that for all of the information in the doc in uh any amounts, they certainly should be and can be placed on the agenda. Absolutely. [2:02:09, 2:02:10]: Okay, Mr. Thomas Grace, uh [2:02:11, 2:02:16]: I I I wanted to to get this question in um before Mrs. Hubble uh come in and [2:02:16, 2:02:20]: Good to see you again, uh, Mrs. Hobel. Uh and thank you for coming. [2:02:21, 2:02:26]: Um I I spoke to Mr. Knight um a little time ago about um [2:02:26, 2:02:28]: That's this particular issue. [2:02:29, 2:02:33]: And and and and it sort of goes back to my last comment about [2:02:33, 2:02:36]: Eficiency and ефективнеus. [2:02:36, 2:02:43]: Now I would say, Mr. Nine, I want you to confirm this. I think we learned a lot from [2:02:43, 2:02:46]: Конструктінді ампотетер. [2:02:46, 2:02:50]: I think we we we we recognize some of the pitfall. [2:02:50, 2:02:52]: Some of the challenges. [2:02:52, 2:02:57]: So forth and so on, some of the change orders and all those kind of things. [2:02:57, 2:03:02]: So would you say then that this item here this evening? [2:03:03, 2:03:04]: Usana. Tim. [2:03:05, 2:03:09]: To minimize and I think you spoke very well that this is not [2:03:10, 2:03:11]: Additional [2:03:12, 2:03:12]: Funds. [2:03:13, 2:03:15]: But it is defined within the eighteen million. [2:03:16, 2:03:20]: But but you are sort of challenging or directing [2:03:20, 2:03:22]: A certain amount of money to [2:03:23, 2:03:29]: to improve, I would say, a focus in I would say and make sure that [2:03:29, 2:03:32]: Uh the efficiency and ефективness of [2:03:33, 2:03:35]: Actually building the cultural arts. [2:03:36, 2:03:40]: Is a little bit more uh um uh i in line. [2:03:40, 2:03:42]: To make sure that um [2:03:42, 2:03:50]: uh you know that the project is gonna sort of go well and I and I guess and if you will is this some somewhat of a [2:03:50, 2:03:52]: Project manager. [2:03:52, 2:03:55]: That will be designated to make sure that [2:03:55, 2:03:58]: Um all of these things go well. [2:03:58, 2:04:02]: And that um the so called project manager would not have to [2:04:03, 2:04:20]: uh continue to come back and forth to get approval from the councils. So everything is within that scope. And I'm and I'm going back to efficiency and and effectiveness. So it am I correct uh in in my assumption of what this is? [2:04:21, 2:04:25]: Well, right. We we are attempting to bring this forward to you. [2:04:26, 2:04:30]: Um one item the f this item with TSW and then the the pre the next item. [2:04:31, 2:04:35]: With Kekken Wood um to uh account for their services. [2:04:36, 2:04:41]: for the completion, start to completion of the Cultural Arts Center project from start to finish. [2:04:42, 2:04:47]: Another uh part of this that we have discussed, Miss Hubble and Mr. Trevathan have discussed. [2:04:48, 2:04:54]: Is using a little bit different method when we go out to bid, ultimately go out to bid, which is construction manager at risk. [2:04:54, 2:04:56]: Um scenario [2:04:56, 2:05:03]: Which provides a greater and more detailed um defining of ultimate project costs. [2:05:03, 2:05:09]: To make sure that we stick with that, of course, eighteen million dollars which has been prescribed, and that gives us greater certainty. [2:05:10, 2:05:14]: Of what those costs would be on the back end as construction manager at risk. [2:05:14, 2:05:16]: scenario that we have discussed as well. [2:05:17, 2:05:24]: And so we're trying to obviously um we have a mandate from the council to stay within that um 18 million dollars. [2:05:25, 2:05:27]: And we're taking these steps to make sure. [2:05:27, 2:05:29]: That that does happen. [2:05:29, 2:05:33]: And we mitigate any risks or any um additional costs. [2:05:34, 2:05:35]: Thank you. [2:05:36, 2:05:38]: All right, uh Miss Barber, go ahead, please. [2:05:40, 2:05:43]: Um, I'll hold my question to the next item. Sorry. [2:05:44, 2:05:44]: All right. [2:05:44, 2:05:45]: Mr. Bl [2:05:46, 2:05:50]: Mr. Blount, go ahead, please. Thank you, Mayor. Uh for me, um [2:05:51, 2:05:55]: Whether it's the culture art center, whatever project we have, if there's an amount set. [2:05:56, 2:06:00]: Uh and there's gonna be expenditures heading toward that amount. [2:06:00, 2:06:09]: I would like for that to come like we've been doing, come to Mayor and Council. Because if we if anybody ever come to us and say we're out of money, we need to do a change order, how will we know? [2:06:10, 2:06:12]: How we know this correct because [2:06:12, 2:06:16]: If we don't know what's being sp we should be able to tell each citizen what we're spending money on. [2:06:18, 2:06:21]: You know, what this going to and what's that's going to, in my opinion. [2:06:21, 2:06:24]: If any other council members don't want to do it, that's up to them. [2:06:24, 2:06:32]: But if we say eighteen million dollars and you need to spend uh five hundred and thirty tho uh five point four million on something or whatever, I would like. [2:06:32, 2:06:35]: To know what is that m what that money's going towards. [2:06:35, 2:06:38]: Because we you know, I I I just like the progression. [2:06:39, 2:06:44]: of projects and that's what we've always been saying that we ought we want to hit a progression of projects. [2:06:44, 2:06:45]: What is that is that [2:06:45, 2:06:48]: Because of of beard, is that financially also? [2:06:49, 2:06:55]: Because we need to know where we are when we when we hit the amphitheater and hit all the unsuitable soils and had to do all these change orders. [2:06:55, 2:06:56]: Not one of us knew. [2:06:57, 2:07:00]: Not one of us we we thought everything was covered. [2:07:01, 2:07:02]: But it wasn't. [2:07:02, 2:07:08]: We even at a point now we're still doing expenditures on the amphitheater because we haven't done everything we said that we're supposed to be doing. [2:07:09, 2:07:14]: So I for me, I like to know where uh financially where any project is at. [2:07:16, 2:07:16]: Yeah. [2:07:17, 2:07:19]: Ms. Bobber, do you have your hand up there? [2:07:21, 2:07:21]: Um [2:07:21, 2:07:33]: My question is in regards to the following item, which is uh Kankinwoods and the professional services. Well while we wait till we get there, we'll get there. Why don't you wait? I'm sorry. [2:07:34, 2:07:37]: Yeah, hold on. We'll get to that point. Mayor Pro Tem, go ahead, please. [2:07:38, 2:07:43]: You know, I just want to take this opportunity to shine some light on TSW. [2:07:43, 2:07:46]: You know, Miss Hubble, you're brilliant, okay. [2:07:47, 2:07:50]: Let me just say that you guys are brilliant. [2:07:50, 2:07:51]: And [2:07:51, 2:07:54]: You capture the imagination. [2:07:54, 2:07:57]: Of the council and the vision. [2:07:57, 2:08:00]: And what you did with the amphitheater. [2:08:01, 2:08:04]: Everybody is marbling over. Can I just [2:08:05, 2:08:08]: Give you a round of applause for the work that you do. [2:08:08, 2:08:10]: We could not have chosen a better [2:08:11, 2:08:15]: uh arch a firm in order to design it and the work that you're doing now. [2:08:16, 2:08:18]: On the Kerry May Hamburg Cultural Arts Center. [2:08:18, 2:08:20]: It's phenomenal. [2:08:20, 2:08:27]: What we ha what we have in the synergy between the city and you all is absolutely amazing. [2:08:27, 2:08:29]: And when when you [2:08:30, 2:08:34]: put this together and you took the clay and you kind of molded it. [2:08:34, 2:08:45]: And then it came out the other side. Look at what look at it's it's just it's just so you I couldn't have just I couldn't have dreamed that you would have done the job that you did. [2:08:46, 2:08:50]: I think at some point I'm gonna say it right now. I want this council to give y'all an award. [2:08:51, 2:08:56]: for the work that you've been doing for the city because it's that extraordinary. [2:08:56, 2:08:59]: And you know, I don't I don't I don't just dish out. [2:08:59, 2:09:10]: They know that I don't dish out plastic strokes. So when I'm out here saying this work that you're doing is best in class and transformational, it is because other [2:09:11, 2:09:28]: cities and firms and regions are looking at the work that you're doing and they're saying, oh my goodness, I don't have nothing but praise to say that. And I say I want to be the one to lead this, to do something special for the TSW for the work that they're doing, because they deserve it. [2:09:29, 2:09:38]: Well, I appreciate that. I'm pretty sure Ms. Hubbard does too. Now on that note, maybe we'll give her an opportunity to go ahead and brief us on exactly what she was here to do at this point. [2:09:38, 2:09:40]: Okay. Miss Hubble, please. [2:09:40, 2:09:47]: Sure thing. Well well thank you for the kind words. And um I'm ready to do it again. Let's do it with the art center as well. [2:09:47, 2:09:51]: Um, so I have just seven slides for you this evening. [2:09:51, 2:09:55]: And it is geared to kind of explaining this fee. [2:09:55, 2:09:58]: Um, I don't put a fee like that out there. Um [2:09:58, 2:09:59]: Lightly. [2:09:59, 2:10:06]: Uh, you know, we are doing what we can to pinch pennies and make sure you get the best value without sacrificing the design. [2:10:06, 2:10:08]: So I'm gonna share my screen. [2:10:26, 2:10:27]: Okay. [2:10:28, 2:10:40]: So the fee you have before you uh is to take uh the court the cultural arts center that you see here in the rendering um from what we've only done to date, which is concept, which is just [2:10:41, 2:10:44]: Архітектур та програмін то. [2:10:44, 2:10:44]: Um [2:10:45, 2:10:47]: The thітер guys have been involved. [2:10:48, 2:10:53]: Of course, they're the designers of the uh Sylvia beard in um [2:10:54, 2:10:55]: Uh Buford. [2:10:55, 2:11:03]: Um, so they have helped with this. We've also talked about this with stakeholders. We've moved around, we've made it as an efficient building as we can. [2:11:04, 2:11:09]: So the fee you have is to take you from where we are right now, which is just concept and program. [2:11:09, 2:11:14]: all the way through the end of construction for professional fees and for the design team. [2:11:16, 2:11:21]: Um, this is this is the plan that we're currently working on. Um, we talked about it back in March. [2:11:22, 2:11:26]: Uh it has, you know, the theater as the centerpiece of the project. [2:11:27, 2:11:34]: Uh it has the gallery and the museum that we've talked about, as well as the kind of gathering space for the entry, which you see in red. [2:11:35, 2:11:36]: has the flexible theater. [2:11:36, 2:11:39]: And all the support areas you see in blue. [2:11:39, 2:11:46]: uh that would be required to bring in traveling shows. So that's really the key key point of this. [2:11:47, 2:11:47]: facility. [2:11:48, 2:11:50]: Um it also upstairs has [2:11:51, 2:11:53]: Um the ballroom. [2:11:53, 2:11:53]: Then [2:11:54, 2:11:59]: matches the seating capacity of the theater. So there can be a dine and [2:11:59, 2:11:59]: Show [2:12:00, 2:12:01]: uh type of [2:12:01, 2:12:03]: presentation made, uh [2:12:03, 2:12:04]: And sell tickets for. [2:12:05, 2:12:09]: Um and then the purple you see on the left is, you know, an office suite. [2:12:10, 2:12:13]: Uh there is room programmed for kitchen here. [2:12:13, 2:12:15]: Um it can be a full commercial kitchen. [2:12:16, 2:12:19]: Uh, if we so choose and there's professional fees to support that. [2:12:21, 2:12:22]: Um [2:12:22, 2:12:25]: Here's the site plan that's included in this fee. [2:12:25, 2:12:31]: Uh it has both the parking, it has all the engineering that will be needed for detention or retention. [2:12:31, 2:12:35]: Um it has the design of the water runners. [2:12:35, 2:12:36]: uh out front. [2:12:36, 2:12:41]: as well as all the green space. So everything that's in color here is included in this professional fee. [2:12:44, 2:12:47]: Uh and then I wanted to talk about the consultant. So [2:12:48, 2:12:55]: Um, with the amphitheater, you know, it is an outside facility. A lot of those spaces are exterior, so it requires less. [2:12:55, 2:13:03]: uh engineering and less design consultants. Here we have an in a completely indoor performing arts venue. [2:13:03, 2:13:06]: Um, and so it does require some more consultants. [2:13:06, 2:13:09]: А те топ рою сіхі. [2:13:10, 2:13:11]: Um are [2:13:11, 2:13:14]: The consultants that were involved in the amphitheater. [2:13:14, 2:13:16]: Uh these guys did a great job. [2:13:17, 2:13:20]: Um, and they'll do a great job for this facility as well. [2:13:20, 2:13:21]: Uh [2:13:21, 2:13:22]: In addition [2:13:22, 2:13:26]: The bottom row of consultants have been added this time. [2:13:26, 2:13:29]: Um, we are using a different land surveyor. [2:13:29, 2:13:31]: Uh so Valentino is doing that. [2:13:31, 2:13:35]: And we are using a different structural engineer. This is Davison Church. [2:13:35, 2:13:42]: Um, they are a little different from stability engineering. We like both of those engineering groups. We use them both a lot. [2:13:42, 2:13:48]: Uh but Davidson Church is ideal for this building, which is going to be a two-story steel structure with some complicated steel. [2:13:48, 2:13:50]: Potentially for balconies. [2:13:51, 2:13:51]: Um [2:13:52, 2:13:52]: They [2:13:53, 2:13:59]: uh have done our engineering on the Gwinnette Snellville Library and Business Building, which is just now coming uh under construction. [2:14:00, 2:14:03]: So I feel very confident with them and they are the right partner for this job. [2:14:04, 2:14:06]: Um, we also do need to have a fountain designer. [2:14:07, 2:14:10]: So we're recommending um standard aquatics. [2:14:10, 2:14:16]: Um and the reason being um a lot of the retention and detention that's been done for the amphitheater and the sprays. [2:14:17, 2:14:19]: Those don't allow folks to really get into them. [2:14:20, 2:14:27]: Uh, this runnel in front, we think that there is the potential that kids could play in it, that it's not just a beautiful thing, but that's something that [2:14:27, 2:14:30]: uh we need to plan for it to be interacted with so [2:14:30, 2:14:32]: That's why the fountain designer is on the team. [2:14:33, 2:14:37]: Also interior designer, um focus design uh [2:14:38, 2:14:40]: Is very compatible with T S W [2:14:40, 2:14:43]: Course for the amphitheater there were more minimal interiors. [2:14:43, 2:14:51]: But for a facility of this caliber and what the city really wants to do, we wanted to add the interior designer to supplement what TSW does in this case. [2:14:52, 2:14:56]: The the um the theater guys I mentioned, they're Graham and Swift. [2:14:56, 2:15:02]: Uh and they did uh design um the theater that the council likes most. So [2:15:02, 2:15:03]: We went out um [2:15:03, 2:15:05]: Talk to them, search them. [2:15:05, 2:15:09]: The council has done some pre uh programming uh [2:15:09, 2:15:12]: workshops in the past with them. So you've already been introduced to these folks. [2:15:13, 2:15:14]: They're great. They know theaters. [2:15:14, 2:15:18]: backwards and forwards, they're gonna make this exactly what you want. [2:15:18, 2:15:20]: Um, so they really need to be on the team. [2:15:21, 2:15:24]: Uh and then the final um individual you see. [2:15:24, 2:15:28]: uh is the acoustical engineering part which is so critical. [2:15:29, 2:15:32]: Uh these are the right guys to be on it. This is all they do. [2:15:32, 2:15:34]: Is indoor venues. [2:15:34, 2:15:42]: Um and they're gonna do acoustics not just for the theater piece, but also for the ballroom and the front the front lobby areas. So [2:15:42, 2:15:51]: the gallery, the museum, and uh that entry space. So this is full acoustical design to make sure that all these spaces can work. [2:15:52, 2:15:53]: uh in the ways that they're supposed to. [2:15:56, 2:16:02]: Uh and then just so you know, we want to hit the ground running if possible. So if there is approval tonight. [2:16:03, 2:16:07]: Um we're planning to kick off this week, tomorrow, in fact, if possible. [2:16:07, 2:16:07]: Support. [2:16:08, 2:16:14]: I can cancel that if, you know, the council deems that, you know, it's not right to move forward at this time, but we're ready to go tomorrow. [2:16:15, 2:16:19]: Um and what that's gonna allow us to do is we're gonna s there's a lot of kind of [2:16:19, 2:16:24]: We've done programming in kind of a grand fashion, but we need to start asking some more detailed questions. [2:16:25, 2:16:28]: So we're going to be putting together the following week. [2:16:28, 2:16:29]: Um [2:16:29, 2:16:31]: what we call a preference survey. [2:16:31, 2:16:34]: Uh and we're gonna send this out through um Mr. Knighton. [2:16:34, 2:16:40]: And it will give all the stakeholders who want to give input who he deems uh it should be sent to. [2:16:40, 2:16:43]: Give us some really specific feedback. [2:16:43, 2:16:49]: So we're gonna collect all those answers and then we're gonna present it to you on um during your council retreat. [2:16:49, 2:16:52]: So you can see exactly where we're moving. [2:16:52, 2:16:53]: Uh in two weeks' time. [2:16:54, 2:16:55]: Uh because [2:16:55, 2:17:05]: To make sure that we're we're meeting schedules and getting this thing under construction, we need to really be moving fast for the first three months and it will feel kind of um [2:17:06, 2:17:06]: Quick. [2:17:07, 2:17:10]: Uh just because there's a lot of decisions and a lot of input we need to make sure we're going [2:17:11, 2:17:13]: the right direction for the remainder of the project. [2:17:16, 2:17:18]: So in those are the slides I have to share. [2:17:18, 2:17:19]: Okay. [2:17:20, 2:17:27]: All right, thank you. Uh Heather, appreciate that. The council, any questions for for Miss Hubble? Um uh Miss Barber, go ahead, please. [2:17:28, 2:17:35]: Actually, my question is not for Miss Hubble, it's for Mr. Knighton. Um looking at the [2:17:35, 2:17:41]: the professional fees associated with this, they included um [2:17:41, 2:17:44]: The construction administration piece. [2:17:45, 2:17:48]: What responsibilities or tasks? [2:17:48, 2:17:49]: That [2:17:49, 2:17:51]: This proposal would be doing. [2:17:51, 2:17:52]: That keck and wood. [2:17:53, 2:17:54]: Would not be. [2:17:54, 2:17:56]: I'm trying to understand is there an overlap? [2:17:57, 2:17:58]: And responsibilities. [2:17:59, 2:18:04]: Can may I answer? Yes, sure. You yes you can. Go right in. If you don't mind. [2:18:04, 2:18:12]: Um, this question's asked a lot. Uh there are three groups that have to be involved in construction projects for them to be successful. [2:18:13, 2:18:16]: One is a a program management. [2:18:16, 2:18:17]: manager or a um [2:18:18, 2:18:21]: Owner's rep, which is what Carl is providing. [2:18:21, 2:18:24]: Then you of course have the contractor who is building. [2:18:25, 2:18:25]: The work. [2:18:26, 2:18:28]: But the third part is really the design team. [2:18:28, 2:18:34]: Lots of things come up during constructions. Uh products might not be able to be consourced. [2:18:34, 2:18:35]: Sourced. [2:18:35, 2:18:36]: Appropriately. [2:18:37, 2:18:38]: The um [2:18:38, 2:18:40]: A a detailed question might come up. [2:18:41, 2:18:44]: So there needs to be constant kind of communication. [2:18:44, 2:18:49]: Um, with the contractor and the design team to make sure that's all functioning well. [2:18:49, 2:18:49]: So [2:18:50, 2:18:57]: you know, Carl and TSW would represent two pieces of that kind of uh [2:18:57, 2:18:59]: Repart me to [2:18:59, 2:19:02]: um coordinate during construction. Does that help? [2:19:05, 2:19:09]: І стімсь аз доп. [2:19:11, 2:19:15]: Maybe Mr. Knighton, you can help me understand a little bit better. [2:19:15, 2:19:20]: А но вит Кекін Водс де родже менеджер. [2:19:20, 2:19:25]: Will assume some of the responsibilities that are outlined here in your description. [2:19:25, 2:19:27]: Um I just don't want us to [2:19:27, 2:19:28]: We pain. [2:19:29, 2:19:35]: twice for the same responsibility. So I'm just trying to distinguish the two. [2:19:36, 2:19:46]: Well, now I think Heather gave a a good description, but the the architect, the one that's that's working this essentially working these projects now in terms of the development. [2:19:46, 2:20:00]: And then ultimate construction documents. They are putting together the pieces for the framework of the cultural arts center, what it's going to take to actually build the cultural arts center from a designing and programming standpoint. [2:20:01, 2:20:11]: The construction person who actually will build the um amphitheater will be responsible for the hardcore building construction of the amphitheater, cultural art center. [2:20:11, 2:20:14]: the hardcore construction of the cultural art center. [2:20:15, 2:20:21]: Um Carl with Kek and Wood, his role would be to as the owner's rep. [2:20:21, 2:20:32]: In other words, he's working on behalf of the city, making sure that the contractor, large part, is staying on task, staying on time, making sure that they're following the prescribed [2:20:32, 2:20:45]: um items in terms of the actual construction of the project. He's also working on uh working for or working with us to develop the RFP that'll go out for the construction manager at risk. [2:20:45, 2:21:05]: In addition to that, so you've got him working in that role or in that capacity, and also TSW working in their capacity to make sure that the architectural functions of the Cultural Arts Center are being met as things do come up over time with the construction with the construction team from an architectural standpoint. [2:21:05, 2:21:06]: Design that's been done. [2:21:06, 2:21:14]: Making sure that that's in order. And Carl focused more on the hardcore descriptive items for the construction of the actual. [2:21:14, 2:21:26]: um cultural arts center itself. I think that with uh them working together um on the on the amphitheater, I think it helped us in many ways. It saved us money along the way actually. [2:21:27, 2:21:32]: in many areas and it helped the project uh progress of the project. [2:21:32, 2:21:33]: Move forward. [2:21:34, 2:21:41]: These are very intricate and detailed projects. When you're talking about an 18 or ultimately an 18 million dollar type facility. [2:21:41, 2:21:46]: With many exteriors, many interiors, site work that has to be done. [2:21:46, 2:21:57]: And having an architect and then a project manager to be able to oversee all aspects of the project from start to finish, I think will benefit the city. And I think it's proven that. [2:21:57, 2:21:59]: Um when they've been working together on the amphitheater. [2:22:02, 2:22:05]: Hopefully. Okay. Uh Mayor Pro Tem, go ahead, please. [2:22:05, 2:22:10]: Yeah, I d the one thing that I always want to keep in mind in these situations. [2:22:10, 2:22:18]: Is you know, we're we're even though we're moving these things forward as we as we choose to do. [2:22:18, 2:22:20]: And we're staying on and we're [2:22:21, 2:22:23]: Following our plan, which is our s short term work. [2:22:24, 2:22:26]: It is fiscally responsible. [2:22:27, 2:22:33]: I just want to constantly remind the citizens what an outstanding financial position the city is in. [2:22:34, 2:22:38]: So Mr. Knighton, would you just would you hit on that just a little bit about [2:22:39, 2:22:48]: what uh how we're pacing this out and that the outstanding financial position the city is in is really allowing us to do what we're doing. [2:22:50, 2:22:55]: Well, as as given by the um auditor uh about a month or so ago. [2:22:56, 2:22:58]: The city is in very solid financial position. [2:22:59, 2:23:09]: Um, and is is uh you know, about seventeen million dollars. So in fund balance, which our general fund budget is about twelve point six million dollars, so it's well over [2:23:09, 2:23:14]: Um the a hundred percent mark close to the hundred and twenty five percent mark. [2:23:14, 2:23:19]: which is extremely good for for um for cities counties [2:23:19, 2:23:23]: And so that's obviously allowed the city to be able to. [2:23:23, 2:23:33]: leverage those resources um to build these projects. As always, we have to be fiscally responsible. And as I mentioned before, some of the things that we have discussed. [2:23:33, 2:23:41]: Uh TSW and myself and Kekin Wood of ensuring budgetary responsibility for this upcoming project. [2:23:41, 2:23:44]: Um we've already started to put in place and so [2:23:44, 2:23:50]: Um the city is in very good financial uh position based again on the auditor's report. [2:23:50, 2:23:55]: And um you know, we'll continue obviously to monitor very carefully. [2:23:55, 2:24:00]: um our financial uh obligations, responsibilities, and expenditures of funds. [2:24:01, 2:24:04]: But it does allow uh the city to be able to. [2:24:04, 2:24:09]: um build a cultural art center ultimately that would benefit many citizens through its programming. [2:24:10, 2:24:11]: And through its offerings. [2:24:12, 2:24:15]: Yeah, and the one thing that I wanna say is this, ladies and gentlemen. [2:24:15, 2:24:20]: If you were been a Stockbridge resident over ten years, you understand. [2:24:20, 2:24:25]: I hear this question all the time. How does stock reality have all this money? [2:24:26, 2:24:35]: There was a couple of councils before this council came in where there wasn't there wasn't any project movement forward. [2:24:36, 2:24:37]: Okay. [2:24:37, 2:24:42]: And basically we're spending monies that could have been spent by previous councils. [2:24:43, 2:24:46]: The still in the cities. [2:24:46, 2:24:54]: Bank account in the reserve funds. So, in essence, because of the lack of spending uh ahead of time. [2:24:55, 2:24:56]: Uh we have [2:24:56, 2:25:00]: excess funds. So even though we're spending these funds. [2:25:01, 2:25:06]: We still have greater than a year's reserve fund in the bank. [2:25:06, 2:25:10]: Um or or not necessarily in cash, we have properties. [2:25:10, 2:25:13]: And understand, I'm glad we did buy those properties. Why? [2:25:14, 2:25:18]: Because we bought those properties at a time when the market was crashed. [2:25:18, 2:25:24]: So guess what? All of those properties are escalating in value in the up market. So [2:25:24, 2:25:28]: the fund balance will actually grow as those properties are sold off. [2:25:28, 2:25:35]: because they're worth more way more than the city paid for'em at that time and really didn't do anything with them. [2:25:36, 2:25:39]: All right, uh Mr. Blount, I see your hand. Go ahead, please. [2:25:41, 2:25:43]: You know, when I came onto this council. [2:25:44, 2:25:44]: Um [2:25:45, 2:25:49]: I took office in in twenty sixteen, January twenty sixteen. [2:25:51, 2:25:52]: And two administrations. [2:25:53, 2:25:56]: Ago w w would put that before I came on council. [2:25:57, 2:25:59]: But attending council meetings [2:26:00, 2:26:02]: Downtown development authority meetings and and um [2:26:04, 2:26:06]: I I learnt a lot about [2:26:06, 2:26:07]: What was going on? [2:26:08, 2:26:09]: With this council. [2:26:10, 2:26:11]: And [2:26:11, 2:26:13]: We're in great financial [2:26:14, 2:26:21]: Uh we have a good financial, uh uh sound financial because of some of the decisions that was made prior to me coming into office. [2:26:22, 2:26:23]: We have to remember that [2:26:24, 2:26:26]: Uh two ministrations ago you had [2:26:27, 2:26:29]: This the council fighting to get [2:26:29, 2:26:31]: properties and eight million dollars back. [2:26:32, 2:26:33]: That was given up. [2:26:34, 2:26:40]: To the downtown development authority. When I came on this council, the council was in much litigation. [2:26:41, 2:26:44]: Fighting to make c city stop really sound. [2:26:45, 2:26:52]: You first gotta become sound in order to spend money. You gotta get all your monies back in order in in and properties and [2:26:52, 2:26:55]: Finish that litigation in order in order to make things happen. [2:26:56, 2:27:05]: So I don't want to beat my chest beat my chest coming in at 2016 like I was Superman because some foundation had to be laid by the previous council. And I think Councilwoman Gantt. [2:27:06, 2:27:08]: Uh Lakeis again for laying a lot of that foundation. [2:27:09, 2:27:16]: in helping uh retrieving monies that was given given out from the uh uh uh two administrations ago. [2:27:17, 2:27:25]: And so when you look at that, and then you look at us gonna fight for two years for our city, two years to keep our city whole. [2:27:26, 2:27:28]: And the first thing that it tell told us [2:27:29, 2:27:31]: We have to be careful on expenditures. [2:27:32, 2:27:40]: Because we have no idea what we will have to do in order to keep our city financially stable, because we don't know where the vote was going to go. [2:27:40, 2:27:42]: when it goes to the polls. [2:27:43, 2:27:48]: So this city is not financially stable just because of what happened from twenty sixteen. [2:27:49, 2:28:02]: It's stable because of decisions that's been made from previous from a previous administration of council and us all as well. We haven't been sitting down. We've been careful and cautious on what we spend, how we spend it. [2:28:03, 2:28:08]: And as we sit here today, that's one of the things I want us to continue to do. [2:28:09, 2:28:15]: Mr. Knighton, yes, we are financially stable. But one of the things that you just said recently at the last council meeting. [2:28:17, 2:28:21]: In order for us to stay financially sound by the decisions that are being made. [2:28:22, 2:28:26]: We're going to have to implement a tax on the citizens of Stockbridge. [2:28:27, 2:28:28]: In order for us to stay [2:28:29, 2:28:31]: Financially sound. [2:28:32, 2:28:36]: I'm a citizen of Stockbridge and I live right here in the city of Stockbridge. [2:28:37, 2:28:40]: And when we have all these expenditures. [2:28:41, 2:28:42]: All of these money's going out. [2:28:43, 2:28:45]: We're willing to write blank checks. [2:28:45, 2:28:47]: Somebody's got to stand up and say, hey. [2:28:48, 2:28:51]: We gotta make the we gotta make something make sense. [2:28:52, 2:28:53]: And be physically [2:28:53, 2:29:07]: responsible about how we spend the taxpayers' money. Because we're financially sound doesn't mean we just go just keep spending, spending, spending. Why? Because as your checkbook decrease, the taxpayers' funds decrease. [2:29:08, 2:29:09]: And we've been told. [2:29:10, 2:29:21]: That in order to do everything that this council is doing, it's not to do it because we're financially sound to stay that way, you're going to be charged more to stay in your house. That's being transparent. [2:29:21, 2:29:26]: That's letting you know in order for us to do everything that we want to do. [2:29:28, 2:29:33]: Everything that's been put before you by this council in order to stay financially sound. [2:29:34, 2:29:36]: The citizens will have to pay a tax. [2:29:37, 2:29:37]: And that [2:29:38, 2:29:41]: Bothers me and it concerns me, but it can be stopped. [2:29:42, 2:29:42]: Now. [2:29:44, 2:29:52]: All right, Mayor, Mayor, if I may respond, please, since my name was mentioned. Yes, sir. Go right at the point. I stated that within the context of a full-fledged [2:29:52, 2:29:53]: Police Department. [2:29:54, 2:29:56]: That's what I stated that in context of. [2:29:57, 2:30:02]: which is supported by the Carl Vinson study. So I just wanted to make that clear and put that on the record. [2:30:03, 2:30:09]: Tonight and and I mentioned that because for the overall scheme, if you heard what I just said. [2:30:10, 2:30:13]: It's been the overall plans of this council to move forward at all. [2:30:15, 2:30:20]: And you're and you that's why you said in order for us to stay financially sound. [2:30:21, 2:30:30]: We will have this this council will have to implement a tax on the citizen. You said that with the implementation of a police department. Yes, you did. I will say that. [2:30:30, 2:30:31]: Okay. [2:30:32, 2:30:34]: Uh Miss Barber, go ahead, please. [2:30:35, 2:30:42]: Okay. It's always been my understanding when we moved forward with bonding for the police department that we would start small. [2:30:43, 2:30:54]: It was no mention of establishing a full 57 police force. None, not once. But nonetheless, my question is in terms of the Cultural Arts Center. [2:30:55, 2:30:56]: and the funding for it. [2:30:56, 2:31:06]: Mr. Knighton, I know that we bonded for it, but I know that we're gonna pay it back with SPLOSS. Can you explain the whole plan as far as the financing for this? [2:31:08, 2:31:09]: how we will pay it back. [2:31:10, 2:31:11]: No taxes. [2:31:12, 2:31:12]: Please. [2:31:15, 2:31:16]: Yeah, new Miss Knight. [2:31:18, 2:31:19]: You meet it, sir. [2:31:21, 2:31:22]: I'm sorry. I'm sorry. [2:31:22, 2:31:25]: Uh with respect to the uh cultural arts center. [2:31:26, 2:31:30]: Um an eighteen million dollars. Remember um earlier in the year, of course, the council. [2:31:30, 2:31:35]: Agreed to bond fourteen milyen dollars in in May of this year. It was a conversation. [2:31:36, 2:31:38]: Regarding the cultural arts center and whether or not [2:31:38, 2:31:44]: fourteen million dollars would really ultimately result in what the council's vision was for the cultural arts center. [2:31:45, 2:31:46]: Through several conversations. [2:31:47, 2:31:54]: Um, you know, it was made known and ultimately approved by the council to move to eighteen million dollars to really capture the essence of. [2:31:55, 2:32:08]: A cultural arts center that the council envisioned and would provide the programming necessary to meet the needs from your perspective for the uh citizens. And so at that time, um uh Mr. Wall uh was part of that discussion. [2:32:09, 2:32:13]: Um and talked about the fourteen million dollars in that by the by the [2:32:14, 2:32:19]: time the construction of the amphitheater would get to the po or excuse me, I see saying amphitheater, I have that on my mind. [2:32:20, 2:32:21]: Cultural Arts Center. [2:32:21, 2:32:22]: Cultural Arts Center. [2:32:23, 2:32:41]: Um we get to the point of having expended$14 million, that there would be other uh financial sources that would be available to us. And then at that time, we make the necessary decision to um fund the additional four uh additional four million dollars that could come from several sources that could come. [2:32:42, 2:32:49]: either from fund balance or it could come from even in elements of the even the infrastructure bill have alluded to being able to use [2:32:49, 2:32:51]: Some funds for civic buildings. [2:32:52, 2:32:53]: Um that's been uh [2:32:53, 2:32:55]: contemplated through the the [2:32:55, 2:32:56]: Federal legislature. [2:32:57, 2:33:03]: And so utilizing the 14 million in bonds and then at that time making the appropriate choice with respect to the additional four million. [2:33:05, 2:33:05]: Okay. [2:33:06, 2:33:08]: Mr. Thomas, go ahead, please. [2:33:08, 2:33:13]: I just wanted to correct a couple of things that has been said and I know [2:33:14, 2:33:16]: We got off track. Um [2:33:16, 2:33:27]: Uh we're here to hear uh Mrs. Hubble presentation and talk about the cultural art, but I I just have to correct a couple things. When information goes out that's incorrect. [2:33:28, 2:33:28]: Um [2:33:30, 2:33:30]: Yeah. [2:33:31, 2:33:32]: We did not [2:33:32, 2:33:36]: get monies back. We we we got properties back. It was stated that [2:33:36, 2:33:42]: Uh some council member was instrumental in getting, you know, the money back, but actually it was it was property. [2:33:43, 2:33:44]: Number two. [2:33:45, 2:33:48]: No one counts a person. [2:33:48, 2:33:50]: Let me say that again. [2:33:51, 2:33:54]: No one council person. [2:33:55, 2:33:57]: Can legislate anything. [2:33:58, 2:33:59]: It it takes [2:34:00, 2:34:04]: It takes a majority of the council to move the ball. [2:34:04, 2:34:06]: Uh I I just want to say that. [2:34:06, 2:34:07]: Number three [2:34:10, 2:34:14]: Yes, we are financially in in in sound. [2:34:14, 2:34:15]: Position [2:34:16, 2:34:20]: But let's understand that municipal government [2:34:20, 2:34:23]: Is not a Fortune five hundred. [2:34:23, 2:34:24]: Uh industry. [2:34:26, 2:34:30]: We are not about making profit. [2:34:31, 2:34:33]: And giving cash dividends. [2:34:35, 2:34:37]: What we are charged with [2:34:37, 2:34:39]: Із континун. [2:34:41, 2:34:42]: To improve [2:34:43, 2:34:44]: The service [2:34:45, 2:34:46]: That we render. [2:34:48, 2:34:50]: From a financial standpoint. [2:34:51, 2:34:53]: This is what we're obligated to do. [2:34:53, 2:34:59]: Not to sit back and and and make profit just to say, well, we got profit. [2:35:00, 2:35:00]: No. [2:35:01, 2:35:03]: We talk about surpluses, yes. [2:35:04, 2:35:07]: But we are mandated to constantly [2:35:08, 2:35:09]: Improve. [2:35:09, 2:35:28]: The services improve the quality of life for our citizens to improve the quality of potential new homeowners that are m looking to move into Starkrid, those businesses that are looking to come in. So we have to continuously. [2:35:29, 2:35:32]: Look at how we improve. [2:35:32, 2:35:34]: The quality of life [2:35:35, 2:35:43]: And and this is what I do, this is what I focus on every day, is to how we improve the quality of life. [2:35:44, 2:35:46]: For all of our citizens. [2:35:46, 2:35:48]: Not to see how we could stoppile. [2:35:49, 2:35:53]: uh uh profit just to say okay we got profit. [2:35:54, 2:36:01]: I I'm not fearful of uh of a tax and we have never said that that that would not be a tax. [2:36:01, 2:36:02]: But you don't get [2:36:03, 2:36:04]: Something for nothing. [2:36:05, 2:36:07]: And that's what folks need to understand. [2:36:07, 2:36:16]: Uh I have not heard any negative. Well, I take that back. I guess I have heard some negative of from some folk, but [2:36:16, 2:36:18]: I would say that the path [2:36:18, 2:36:21]: That's been taken by this municipality. [2:36:22, 2:36:24]: I think a lot of folks are in favor. [2:36:25, 2:36:26]: And they understand. [2:36:26, 2:36:28]: But I will say this. [2:36:29, 2:36:33]: When we we just finished talking about roads and we've been talking about bridges and [2:36:34, 2:36:36]: All of our service delivery. [2:36:37, 2:36:38]: This [2:36:39, 2:36:40]: Hmm. [2:36:41, 2:36:42]: This is our obligation. [2:36:43, 2:36:45]: This is what we have to stay conscious of. [2:36:46, 2:36:48]: How do we go every day? [2:36:49, 2:36:50]: To improve [2:36:50, 2:36:52]: The service delivery. [2:36:52, 2:36:55]: When we talk about the amphitheater. [2:36:55, 2:36:58]: as a as as as an economic engine. [2:36:59, 2:37:01]: That's going to spur other developments. [2:37:02, 2:37:05]: When we talk about the cultural arts. [2:37:05, 2:37:07]: How that is going to be [2:37:07, 2:37:10]: uh ec economic engine that's going to spur [2:37:12, 2:37:15]: This is what we are supposed to do. We are supposed to spur. [2:37:16, 2:37:17]: that growth [2:37:18, 2:37:19]: You can't sit back. [2:37:19, 2:37:31]: Now we've been talking about policing, we've been talking about the amphitheater, we've been talking about the culture arts for years and years and years, five, six, seven, eight years. [2:37:32, 2:37:34]: So I asked the question at the last meeting. [2:37:35, 2:37:36]: What are we waiting for? [2:37:38, 2:37:41]: Can you say that things were better? [2:37:41, 2:37:42]: Three years ago. [2:37:43, 2:37:45]: Five years ago to implement any of these things. [2:37:46, 2:37:49]: Are things gonna be better five years from now? [2:37:49, 2:37:52]: We don't know about the future, but we know right now. [2:37:53, 2:37:56]: But we plan today for the future. [2:37:56, 2:38:00]: So I'm not afraid of this path forward. [2:38:00, 2:38:03]: I'm about trying to provide a better [2:38:03, 2:38:05]: Quality of life. [2:38:05, 2:38:11]: for all of our citizens, because this is what's I hear, this is the demand. [2:38:11, 2:38:14]: That we hear from our citizens. [2:38:14, 2:38:15]: So uh [2:38:16, 2:38:16]: No. [2:38:17, 2:38:21]: Our path forward is the path forward that is demanded of us. [2:38:22, 2:38:35]: So I'm going to end there and I will make a motion to approve, Mr. Mayor, but I'll I'll allow some other comments. But I just want to share that that yeah, we got our properties back. We didn't get monies back, but trust me. [2:38:36, 2:38:38]: No one [2:38:38, 2:38:39]: Person. [2:38:41, 2:38:44]: In any municipal government or any council. [2:38:46, 2:38:48]: cannot legislate by themselves. [2:38:50, 2:38:51]: Cannot. [2:38:53, 2:38:57]: Thank you, Mayor. I yield back. You're welcome, sir. Councilwoman Gann, go ahead, please. [2:38:58, 2:39:05]: Thank you. Um I've been kind of quiet listening to some of the comments and [2:39:05, 2:39:08]: Let me just say this and I thank you, Councilman Blount. [2:39:09, 2:39:10]: For recognizing [2:39:10, 2:39:16]: that we did have to start. We pretty much started at ground zero on a lot of things. [2:39:17, 2:39:20]: I'm not here to say who did what. Um [2:39:20, 2:39:29]: My record speaks for itself when especially when it came to the DDA and trying to retrieve our properties back. There were countless nights to two, three o'clock in the morning. [2:39:29, 2:39:34]: that I had to speak with former D D DA members, as well as law enforcement. [2:39:34, 2:39:40]: So it's not anything um that's not a secret. But what I can tell you is [2:39:40, 2:40:00]: Um, that I'm concerned in my voting history and what I'm concerned about right now is the way we are spending money. Now, we're I'm all for the bonds for this project. We've already bunded it out. We saw what we were gonna do, we know what our plan was. Um, it too is. [2:40:01, 2:40:06]: um something that has been planned for quite some time, whether they're gonna keep the building or tear it down. [2:40:07, 2:40:07]: But [2:40:08, 2:40:15]: I'm not gonna sugarcoat that over this past week we've had a lot of discussion about police departments. [2:40:15, 2:40:18]: Um and starting a police department. [2:40:18, 2:40:21]: And there has been a lot of [2:40:21, 2:40:32]: Um, I have here right in front of me both police feasibility feasibility reports that states that we'll be paying an annual 5.688, 837 a year. [2:40:33, 2:40:36]: Five million six hundred and eighty eight thousand eight hundred and thirty seven. [2:40:37, 2:40:42]: The eight hundred six hundred and eighty eight thousand eight hundred and thirty seven dollars a year annually. [2:40:43, 2:40:55]: Um I also have on here which I find very interesting because the 2019 feasibility study on our police report, the 20 is a supplement, not just an update, a supplement financially. [2:40:56, 2:40:58]: If we want to stay in great financial shape. [2:40:59, 2:41:18]: Then we need to abide by some of the suggestions that our financial advisor has given us. When I look and read through some of these, the issues that they have and the concerns with starting our police department, I think that it should be more than a mayor and council making this type of decision. [2:41:18, 2:41:38]: With taxpayers' dollars. And I think we need to be really concerned about that. I know that this was not the actual agenda item, but since we've been talking about it, I'm gonna go ahead and bring that up since we've been discussing it. And it actually states that we need to have several town halls. We need to be honest, not just say it's a [2:41:38, 2:41:39]: Millage. [2:41:39, 2:41:46]: Because that could be a millish tact on to the county, not just the fact that we're gonna get a rollback from the county, because we are. [2:41:46, 2:41:53]: But the fact that we're still gonna have to pay taxes and the fact that our budget's gonna double within four years. [2:41:54, 2:41:58]: All right. Well I'm so we need to know what what we need to do. [2:41:58, 2:42:16]: is we need to have additional information um out here. There it's several pages long. We need to discuss those things. This is not a a back and forth. I appreciate the presentation in regards to the art center again, but we also need to take a step back. [2:42:16, 2:42:17]: We bonded. [2:42:18, 2:42:31]: 25 million dollars. If the police department was so important, we would have won the five million six uh five million six hundred and eighty-eight thousand eight thirty-seven for that. That's not what we did. Right. [2:42:31, 2:42:43]: That was tacked in and on the last minute, at the last minute, if it was so important to us. But uh not only that, I think that we're doing things in a rushed manner. We're spending a lot of money. [2:42:44, 2:42:56]: And we need to be careful of that. I love my community and I love, I want us to have the art center. I think our children deserve that. I think our community deserves that. I would love to have a community center. [2:42:57, 2:43:09]: I have worked with several uh you already know the NFL and and a couple other people in conjunction, trying to get other money allocated so that we wouldn't have to spend all of our money. [2:43:11, 2:43:30]: Right. There are police grants. Our chair even said that from Henry County. Maybe we should look to some of the grants that are out there. Maybe we should um fund in different ways. The other cities that don't have um Locust Grove and Hampton don't have police departments, but they have utilities. So I think that we need to consider the way we're spending money. [2:43:31, 2:43:41]: And and I'm sorry, I I know that we were talking about one thing, but everybody on here started bearing off to other things. I've listened and that's my rebuttal. [2:43:41, 2:43:42]: Okay. [2:43:42, 2:44:02]: Appreciate it. Now, uh obviously, yes, we're talking about the Cultural Arts Center itself, but here's something food for thought for the entire council. I don't I don't see unless there's some type of legal way. [2:44:02, 2:44:22]: To go back and change uh that that vote or change out the 25 million dollars that's been bonded, unless there's some type of legal way to do that. Is there a legal way to even do that? And if it's not a legal way to do that, it's a done deal, ladies and gentlemen. It's done, it's done. Even if there was hold on a second, even if there was a legal way to even change. [2:44:22, 2:44:42]: Change the bond aspect and make it a lower amount. Is that the will of the council? Would that be would that even pass? So if the if it's not a legal way to do this, and it's not the will of the council, even though it's been passed, it's a done deal. It's just a done deal, period. I mean, it we we just got to go forward. Now then you got to keep moving forward. [2:44:42, 2:45:02]: as transparent with the citizens as possible, but you got to move forward. You can't go backwards. There's no legal way to do this. Now I know our advanced our our our uh actual financial advisors aren't online right now. I asked this question of Mr. Knight to try to get some answers on this potentially if this since this probably would come up and that's my concern. I've been asked what have I think in this aspect? Well I'll tell you what [2:45:02, 2:45:12]: If you can't change it, if it's already votes already done and you can't go back and you legally can't do it, you gotta go forward. You don't be stagnant. You gotta keep going. I mean it's already done deal. [2:45:12, 2:45:15]: And if you once again, even if you could change it. [2:45:15, 2:45:30]: Is that the will of the council to legally change it? And if it is not, then it's really a done deal. Let's keep going. Because talking about and trying to change anything is not gonna do anything. It really isn't. It's already done. We just gotta keep moving out. So we're not gonna prolong this very long because we did get a little off the subject here. [2:45:30, 2:45:38]: But what it amounts to is that uh Miss Hubble, I'm coming back to you, ma'am. Anything else you need to add at this point? Anything else you need to to mention? [2:45:38, 2:45:38]: [9939.9, 9942.6]: Um no sir, unless there are any questions for me. [2:45:42, 2:45:52]: Well, I'm gonna tell you what, we're we're going to uh I would like to stop this at this point. Mr. Thomas said he wanted to make a motion, so I'm willing to entertain a motion for Mr. Thomas. [2:45:53, 2:45:54]: You're immediate, sir. [2:45:57, 2:46:06]: I I I know Mayor Pro Tem had his hand up. I don't know if he wanted to add on to that, but I'm gonna respect you, Mayor, because you you asked us to move on and that's what I'm willing to do. [2:46:07, 2:46:07]: Um [2:46:08, 2:46:10]: Mayor, I'm I've I'm motioned. [2:46:11, 2:46:19]: That we move forward with the uh presentation that was made by uh Mrs. Hubble T SW tonight. [2:46:20, 2:46:20]: Second. [2:46:21, 2:46:21]: All right. [2:46:22, 2:46:24]: Motion is made to second. All right. [2:46:25, 2:46:25]: No. [2:46:26, 2:46:31]: We need to move forward. Do I dare ask, do we have any additional comments? Yes, sir. [2:46:31, 2:46:32]: All right. What's on your mind? [2:46:33, 2:46:37]: I'm gonna just this is what I'm gonna say. Yes, we veered off track, okay. [2:46:37, 2:46:42]: But in the end, you gotta understand this. You can't allow information like that to go out in the public. [2:46:43, 2:46:48]: and not be challenged. We we are here throwing the boogeyman out there, tax, tax, tax. [2:46:48, 2:46:51]: Okay. What we're talking about. [2:46:51, 2:46:56]: is twenty dollars a month, ladies and gentlemen. Worst case scenario. That's what we're talking about. [2:46:56, 2:46:58]: That's what the city manager said. [2:46:58, 2:46:59]: Okay. [2:47:00, 2:47:01]: Two hundred four, two hundred dollars a year. [2:47:02, 2:47:04]: A a year. We're not talking about we're talking about a year. [2:47:05, 2:47:13]: So for all of this stuff going on out there all year about thousands of dollars, there's no thousands of dollars. We're talking about worst case scenario. [2:47:14, 2:47:21]: And I'm not surrendering the point that there's actually going to be a city tech as we roll the police department out if we do. [2:47:22, 2:47:23]: Then guess what? No. [2:47:24, 2:47:26]: There was no situation out there. [2:47:26, 2:47:27]: Okay. [2:47:27, 2:47:42]: That we're throwing the boogeyman out there over and over again. The city manager just said that we had a 17 million dollar audited fund. Not not our I didn't make it up. None of the council did. It was 17 million dollar audit. [2:47:42, 2:47:58]: From the city said that. So stop with the with with tearing down your own city financially when it's rock solid. No other city in Georgia can say that they have a higher percentage of reserve funds than Stock Ridge. Not one. [2:47:58, 2:47:59]: Stop it. [2:47:59, 2:48:00]: All right. [2:48:00, 2:48:11]: All right, the um councilman barber stand by uh council monk, you've already spoken quite a bit here. Councilman Barber, go ahead. Okay. Okay, go councilman barber, go ahead, please. [2:48:11, 2:48:15]: Wanted to see if there's an opportunity for Mr. Knighton. [2:48:15, 2:48:18]: just to share um about the [2:48:18, 2:48:21]: Update to what we're doing with the police. [2:48:21, 2:48:29]: uh services, if there's an opportunity anytime during this meeting, just so that the public is aware. That's all. [2:48:30, 2:48:43]: Well, right now we need to we need to deal with this particular subject, which is dealing with the cultural art center. Councilman Thomas Quay, please. Well, I I was just gonna ask for a port of water. I it has been motion, been second, and I think you're correct about getting on track. [2:48:43, 2:48:48]: Um a lot of these disc discussion could be held at another time. [2:48:48, 2:48:52]: Um I I'm just recommending Mayor that we just stay on track and move forward. [2:48:52, 2:48:53]: Right. [2:48:53, 2:48:55]: I have a question on topic. [2:48:55, 2:48:57]: Actually on topic. [2:48:57, 2:49:01]: on the topic. The topic is dealing with the cultural center. Skip deals with the cultural center. [2:49:01, 2:49:02]: Yes. [2:49:02, 2:49:07]: Mr. Knighton, you mentioned before the vote, you mentioned that about the$14 million bundle. [2:49:07, 2:49:10]: But you didn't mention where the other four million dollars would come from. [2:49:11, 2:49:12]: Yes, plus. [2:49:13, 2:49:14]: No no no. [2:49:15, 2:49:20]: The fourteen million is from SWAS. Where's the other four million coming from the add up to eighteen? [2:49:20, 2:49:20]: No. [2:49:22, 2:49:23]: Mayor. [2:49:23, 2:49:25]: Right. Mr. Knight, you understand what I'm saying? [2:49:27, 2:49:29]: How much money were allocated from Splots for the Cultural Arts Center? [2:49:31, 2:49:34]: Allocated from the bond. Yeah, from the bond. [2:49:35, 2:49:39]: was 14 million dollars. 14 million. How many how much from Splot's gonna pay that? [2:49:42, 2:49:45]: The bond includes the splost. [2:49:45, 2:49:49]: Then where the four then where the other four million gonna come from to get us to eighteen. [2:49:50, 2:49:55]: The four the other four million which was discussed in late May with the council that was approved. [2:49:56, 2:49:59]: The financial advisor was on the call. [2:49:59, 2:50:04]: Financial advisor advised that you do not have do not bond. [2:50:05, 2:50:07]: That additional four milyen dollars. [2:50:08, 2:50:19]: That as the project progressed, 18 months or so down the road, if you spend the when you'd spend the$14 million, at that time there would be other resources available to you. [2:50:19, 2:50:22]: So to consider to consider [2:50:22, 2:50:26]: For for paying the additional fourteen milyen dollars. [2:50:27, 2:50:29]: That was what the financial advisor advised. [2:50:30, 2:50:32]: That could come from fun balance, that could come from [2:50:32, 2:50:37]: A T-SPLOST where you wouldn't have to use additional monies um in your spLOST accounts. [2:50:37, 2:50:42]: That's what the financial advisor advised, and that was ultimately approved by the council. [2:50:43, 2:50:55]: So we would be able to pay four million out of T spots on the empath on the on the Culture Arts Center if need be. Is that what No no no that's that's not what he was saying. He was saying you just mentioned T splas. I did, yes. [2:50:56, 2:51:11]: How would T Splos be involved with a cultural arts center? No, what he was saying was you have other funding sources where you would not have to use certain funds in your traditional SPLOS if T Splos were to pass. And then you could have additional funds available to you. [2:51:12, 2:51:13]: That's what he was saying. [2:51:13, 2:51:17]: And that's in the minutes of the meeting. I was actually trying to pull it up, but that's in the minutes of the meeting. [2:51:17, 2:51:18]: Okay. [2:51:18, 2:51:24]: All right, thank you. Let's go back. We got a motion. We got a second. All in favor of the motion, please indicate. All in favor of the motion. [2:51:25, 2:51:26]: Three, all pose. [2:51:28, 2:51:32]: Ab abstain. Abstain. Abstain. Abstain. So two abstentions. [2:51:33, 2:51:42]: And Mayor, I want to abstain because we don't know where the money's coming for from for the four million dollars yet. We don't know. 302, motion passed. Thank you. [2:51:44, 2:52:02]: Uh council consideration approved Kick and Wood Incorporated for professional services and assisting the city with program manager services for design, bidding, and construction of the Stockbridge Cultural Arts Center, an amount of$270,000. Funding source bond splots five. Mr. Knighton, please. [2:52:06, 2:52:10]: Yes, Mayor Council. This is obviously for Kekinwood. I think we [2:52:10, 2:52:12]: Discussed some of this in the previous discussion. [2:52:13, 2:52:17]: Um this was to provide uh for their services for project management. [2:52:17, 2:52:37]: for the um uh cultural arts center the the city's uh i'm sorry miss night i'm sorry to interrupt you for a second yes heather heather congratulations i'm sorry i feel i feel shame on me congratulations you're welcome to stay as long as you like obviously you know you know whatever the case may be but uh i'm glad you you got the movement to go [2:52:37, 2:52:46]: go forward regardless uh how we we got we voted. We we're moving forward. That's what that's all we're doing. We're going forward. All right. Thank you. No problem. You're welcome. Ms. Nine, please continue. I'm sorry. [2:52:47, 2:52:54]: Right, and in Kick and Wood, the proposal portfolio is for Kekinwood to provide design, bidding, and construction oversight and project management services. [2:52:54, 2:53:04]: for the Cultural Arts Center. Again, this is to take the project from start to finish for their oversight of the project. [2:53:04, 2:53:05]: embedding um [2:53:06, 2:53:18]: design construction documents as well as the actual construction oversight of the project. In some ways, obviously they came in at a certain point in the amphitheater, but they would provide that construction oversight. And again, as I mentioned previously, [2:53:19, 2:53:39]: Um I think they've done an excellent job for the city. That's uh from my vantage point as city manager in terms of what they have provided and what they've been able to address um during the construction uh of the amphitheater project. Again, this is for the Cultural Arts Center at$270,000 for their [2:53:39, 2:53:44]: project management services essentially from start to finish design bidding and construction. [2:53:45, 2:53:49]: Okay, fine. Uh Carl, do you have any comments or anything additional you want to mention here, sir? [2:53:51, 2:53:55]: Are available for any questions anybody has, but um [2:53:55, 2:54:03]: Uh uh just to kind of um give you a quick overview of um some of the points I want to be addressing. [2:54:04, 2:54:12]: project uh should this be approved. Um we'll talk some about costs and the [2:54:16, 2:54:20]: Okay, looks like a busy. [2:54:21, 2:54:26]: Yes. We you've been your connection. We were going you were going in and out on us for a while there. [2:54:28, 2:54:30]: All right. Um [2:54:30, 2:54:34]: Sure, I'm gonna be able to um improve my connection. [2:54:35, 2:54:36]: Um [2:54:39, 2:54:42]: Still having problems and maybe that will [2:54:45, 2:55:01]: You have to wait Ms. Night, I'm sorry. I was gonna say let me try to call Carl and have him connect through my phone and maybe that might help given the situation here. It seems like he's got a bad connection. All right, try that sir, see what happens here. You can do that. [2:55:02, 2:55:06]: And I imagine, Miss Barber, you have your question available since you wanted to mention something earlier. [2:55:07, 2:55:10]: I wanted to ask, I know we had in the budget, um [2:55:10, 2:55:15]: Funds for uh professional services or was it project management? [2:55:16, 2:55:17]: But this year [2:55:17, 2:55:26]: Is that something Mr. Wiggins can answer? Uh Mr. Wiggins, John, or or where are you? John Wiggins. I'm right here. Yeah. Can you answer that question, sir? [2:55:26, 2:55:29]: Yes, we did have, yes, we do have. [2:55:30, 2:55:34]: uh funds available for that for custom I mean for uh consulting fees. [2:55:34, 2:55:35]: For this year. [2:55:36, 2:55:38]: This year. Okay. [2:55:38, 2:55:40]: So this is something um [2:55:41, 2:55:42]: Yeah, also [2:55:42, 2:55:44]: Algorithm, I assume. [2:55:45, 2:55:47]: That's a question for Mr. Knighton, but he's on the phone. [2:55:47, 2:55:49]: Maybe Mr. Wiggins, can you answer? [2:55:49, 2:55:51]: Well what was the question again? [2:55:51, 2:55:55]: Will we be budgeting for this for next year as well? [2:55:56, 2:55:59]: For professional services or consulting services. [2:56:00, 2:56:07]: Will it cover that? Yes, but um I guess we need to make the determination is is his services gonna come out of uh [2:56:08, 2:56:09]: Of the bone too. [2:56:10, 2:56:14]: Okay. That's not then we need to budget. We need to budget for it. [2:56:14, 2:56:17]: Okay. Well that's a question for Mr. Knight and then [2:56:18, 2:56:22]: Can you answer that, Mr. Knighton? I was asking um for [2:56:23, 2:56:29]: Keck and Wood uh professional services, we budgeted for that this year, correct? [2:56:30, 2:56:33]: For the project management services, I think there was a [2:56:33, 2:56:34]: Uh yeah. [2:56:34, 2:56:40]: mem a nominal amount for project management services. Obviously they are the city's project manager. [2:56:40, 2:56:46]: And with this particular project, if you authorize them for the cultural arts center. [2:56:47, 2:56:49]: Yes, those funds would come out of the bond amount. [2:56:50, 2:56:53]: Gotcha. Thank you. That's what I wanted to know. Thank you. [2:56:54, 2:56:58]: All right, Mr. Knight, are you able to talk to Carl over the phone and get him across here? [2:56:58, 2:57:00]: Is this possible? You're muted, Mr. Knight. [2:57:03, 2:57:06]: Carl, can you can you hear or do you need to make any other comments? [2:57:07, 2:57:11]: I can hear so I guess we need to just test test connection to make sure everybody can hear. [2:57:12, 2:57:14]: Yeah. Okay, great. [2:57:14, 2:57:15]: Um [2:57:16, 2:57:17]: Well [2:57:17, 2:57:17]: Uh we [2:57:18, 2:57:18]: What we [2:57:18, 2:57:27]: A lot about tonight. Um, we've been hitting a lot about on the cost of the project and that kind of thing. So what I wanted to just real quickly um [2:57:28, 2:57:34]: explain to you or come across to you is uh what my services will be able to do. [2:57:34, 2:57:35]: That will [2:57:35, 2:57:36]: Um [2:57:36, 2:57:37]: Provide us some uh [2:57:38, 2:57:44]: more chance of a s of a successful project and to overcome some of the things that maybe was misstep on. [2:57:44, 2:57:51]: the amphitheater and that's the implementation of a program manager because we were we were missing that. [2:57:51, 2:57:53]: компонент [2:57:53, 2:57:54]: And Heather uh [2:57:55, 2:58:01]: Explain very uh eloquently the three pronged approach of having your program manager. [2:58:01, 2:58:03]: Your designer and your contractor. [2:58:04, 2:58:04]: So [2:58:05, 2:58:07]: If I'm a pr if if [2:58:07, 2:58:07]: Uh [2:58:08, 2:58:13]: Our proposal is approved tonight. Um one of the first things that I want to put together for [2:58:14, 2:58:34]: uh the uh the city is a is a project management plan that's gonna address your concerns regarding a lot of things but uh mainly focusing on two uh very important things which would be the cost of the project and getting a proper budget set up for the project, one that's uh comprehensive [2:58:34, 2:58:34]: Okay. [2:58:35, 2:58:51]: That it takes into account uh all the cost components of a project, including an adequate contingency to cover uh the kind of things that happen on a project that uh that need to be included in the project budget so that we can handle [2:58:52, 2:59:02]: things like unsuitable soils or other things that come up uh without it becoming a budget problem. So the comprehensive budget needs to account for all those things. [2:59:03, 2:59:04]: Um [2:59:05, 2:59:06]: Please [2:59:06, 2:59:12]: budget component also involves uh uh constant communication with with uh [2:59:13, 2:59:20]: uh the city uh manager and the council regarding the cost of the project and the way things are allocated on the project and and how [2:59:21, 2:59:26]: the actual uh expenditures are tracking against budget. So there will be constant [2:59:27, 2:59:29]: Uh reporting regarding the [2:59:29, 2:59:32]: The project that will keep you informed. [2:59:32, 2:59:33]: On how well the [2:59:33, 2:59:37]: uh the finances of the project are are proceeding. [2:59:37, 2:59:37]: Um [2:59:38, 2:59:41]: We'll also be looking at getting our timeline set up. [2:59:41, 2:59:43]: Because I know that there's a [2:59:44, 2:59:44]: Oh [2:59:45, 3:00:01]: desire to have this project move as quickly as possible. I've already engaged uh with Heather uh some discussions about the pre-construction timeline and we're s we're really we're starting to draft that now and to give us a uh a good tool to to uh [3:00:01, 3:00:05]: Track our progress during pre construction so we make sure we're [3:00:05, 3:00:12]: We're moving toward our target of getting shovels in the ground. So there's a lot of components to program management. [3:00:12, 3:00:14]: Um I [3:00:14, 3:00:27]: do understand uh councilwoman's barber uh question regarding is there overlap. Uh sometimes that falls in the category of just nomenclature because we hear a lot of [3:00:27, 3:00:30]: uh management and things like that. [3:00:30, 3:00:32]: Those are uh [3:00:33, 3:00:48]: People have different roles and though there may be management uh it's different types of management. So we want to make sure that we're covering all the parts of the project. Uh there will be no overlap. E everybody's gonna have their assigned tasks. [3:00:48, 3:01:08]: And I will say if there's any overlap, it's just um having another set of eyes on the project also. So there may be overlaps in inspections and quality control, which would only help to enhance the project. But uh generally, you know, Heather will have her tasks, I will have my tasks, the contractor will have his task, and we're all gonna be working together. [3:01:08, 3:01:10]: together to make it a successful project. [3:01:12, 3:01:23]: Thank you, Carl. Appreciate that. Any other questions from the council for uh Carl here at all? If we can uh if there are no questions, I need a motion uh for this uh proposal. [3:01:24, 3:01:25]: Is there a motion? [3:01:28, 3:01:42]: Ms. Barber, you are you motion making a motion here? So moved. Or is there a second? Mr. Thomason second. Okay. Uh is there any further discussion on this? And if not, all in favor motion, please indicate. [3:01:44, 3:01:46]: Two, three, opposed. [3:01:48, 3:01:49]: Okay. [3:01:50, 3:01:51]: I've changed. [3:01:51, 3:02:03]: Okay, so it's three zero two motion passed. Okay. Thank you, uh Carl. Once again, Carl, just congratulations and success to you and you can stay as long as you like, sir. Okay. [3:02:04, 3:02:05]: Okay. [3:02:06, 3:02:14]: Okay. Uh council consideration to fill the vacancies and appoint members to the Main Street Advisory Board. Um Miss Harris Braggs, please. [3:02:15, 3:02:27]: Good evening, Mr. Mayor and Council members. I come before you tonight to recommend appointment of two community members to serve on the Main Street Advisory Board. [3:02:28, 3:02:44]: The Main Street Advisory Board has met and are recommending Prayer Finlay, CEO of ELFS Cakery, to serve as the business owner outside of the Main Street District position that is currently available. [3:02:44, 3:02:47]: And then also Vanessa Gibson. [3:02:47, 3:02:50]: Who is the owner and artistic director? [3:02:50, 3:02:53]: At Eagles Landing Dance Center. [3:02:53, 3:03:01]: And this would be to fill the arts organization representative position that is currently available on the Main Street Advisory Board. [3:03:02, 3:03:16]: Okay. Um typically we talk about these in executive session, but I guess if there's only two that you have and unless there's some um need to go in a zeal session, I'd imagine we disapprove this right here. Any questions or comments from the council? Ms. Barber, please. [3:03:17, 3:03:20]: I do have a question. Are we going to approve them? [3:03:20, 3:03:21]: Um [3:03:21, 3:03:22]: individually [3:03:23, 3:03:24]: Or together. [3:03:26, 3:03:35]: Well, I would d well we can do it individually if need be, but once again once again, typically we do that we would go into Zegl session and come back out. Now, I mean uh [3:03:36, 3:03:41]: I mean we can do that that way or we can do it this way. I a lot of times we try to do the personal actions. [3:03:41, 3:03:44]: uh intersect the session and come back on and make the announcements. [3:03:44, 3:03:51]: Okay, the only reason why I'm asking is because Ms. Gibson has been attending my Zumba classes and I wanted to abstain from that vote. [3:03:52, 3:03:55]: But I am willing to approve the other gentleman. [3:03:55, 3:03:58]: But if I need to abstain completely, I will. [3:03:59, 3:04:00]: Okay. [3:04:01, 3:04:12]: The two women, the two women, by the way. Two women. And I don't I mean if you want to stay in, I guess you can do that. I don't know why what I don't think it's a conflict, but the attorneys are right here. If it's considered a conflict, they can weigh in on that. [3:04:12, 3:04:13]: Um [3:04:13, 3:04:22]: Anyway, so the desire of the council, you want to go in the executive session and come back out later to talk about this or or are we gonna go forward with the with approval? Mayor Pro Tem, go ahead, please. [3:04:23, 3:04:34]: Uh I'll I'll I'll yield it, Councilman Thomas. Go ahead, Councilman Thomas, go ahead, please. Well I was gonna recommend that we go ahead and feel this now. Okay. We thought I already spoke it. [3:04:35, 3:04:36]: Um [3:04:37, 3:04:42]: That would be my suggestion and I will make the motion for both at the appropriate time. [3:04:42, 3:04:45]: Okay, well if less there's other comments so you can make a motion now. [3:04:47, 3:04:50]: Um, I'd like to move that we appoint [3:04:51, 3:04:56]: Uh Miss Vanessa Gibson, owner of Eagles Land and Dance Center. [3:04:56, 3:04:58]: To feel the position [3:04:58, 3:05:02]: uh of arts organization within the main street program. [3:05:03, 3:05:05]: And uh prayer. [3:05:05, 3:05:06]: Finally [3:05:06, 3:05:09]: To fill the position of business. [3:05:09, 3:05:12]: outside of the Main Street district. [3:05:14, 3:05:15]: Circuit. [3:05:15, 3:05:19]: All right, there you go. That motion's made and seconded. Any further discussion? [3:05:20, 3:05:28]: If not, all in favor of the motion, please Mr. Blount, do you have some discuss of comment or vote? Yeah, I got a question. Ms. Braggs, how you doing tonight? [3:05:28, 3:05:35]: I'm good, thank you. Good, good. How many, how many people applied? Was those the only two applied for the position? [3:05:35, 3:05:47]: Um with regard to the business outside the Main Street district, yes, there was only um one application that was received with regard to for both positions, I'm sorry, with regard to those um positions. [3:05:47, 3:05:49]: Okay, thanks. [3:05:50, 3:05:51]: Ms. Gantt, you had a question as well? [3:05:51, 3:05:52]: No. [3:05:52, 3:05:54]: Okay, all in favor of the motion, please indicate. [3:05:56, 3:06:09]: It's uh unanimous decision. Okay, got it. Appreciate it. Thank you very much. Thank you, Miss Brad. Stay as long as no Mayor Ford, I did not vote. You want to abstain? I'm sorry. I'm abstaining because Ms. Gibson has been participating. [3:06:09, 3:06:11]: in my boomer classes. Thank you. [3:06:11, 3:06:14]: Four zero one, excuse me, four zero one. Appreciate it. [3:06:14, 3:06:22]: Uh council consideration to amend uh amend the procurement manual revisions. Uh our attorneys, oh Your Honor, I mean uh [3:06:23, 3:06:28]: Mr. Mayor, I would like to table that because I've not had time to discuss that with [3:06:28, 3:06:30]: The council, the council member chair. [3:06:32, 3:06:37]: All right. Uh right. So be it. Mr. Blount, you have a question. [3:06:38, 3:06:56]: Um is it something you need to discuss with the full council or is it individual? I mean, because I'm looking at the uh agenda item, it's the manual and it's the revised manual. So is this something you need to speak to the full council with or something you need to approve on, or what is it? Well, I just wanna because it's a 20-something page document. [3:06:57, 3:07:02]: I just wanna take you all through it so you all can ask me questions and we can move it along as opposed to just saying [3:07:03, 3:07:07]: Here the document is for you all to vote on. But I know you've had it for a couple of weeks, so [3:07:07, 3:07:17]: Well, but when that's my point is uh uh Mr. Quentin is that we had this a couple of weeks and for a council member to go through all of that that you sent us. [3:07:18, 3:07:29]: Because most of the stuff that that's in there is either be it been saying that it can't be done. If you had gone over, if in my opinion, over this whole document, 20 pages that you sent us. [3:07:30, 3:07:33]: If any questions at hand had been [3:07:33, 3:07:36]: uh address with those council members on that. [3:07:36, 3:07:38]: We will have nothing to discuss right now. [3:07:39, 3:07:43]: This council has been involved with procurement more than we've ever needed to be. [3:07:44, 3:07:49]: And so when you sent us those twenty page documents two weeks ago. [3:07:49, 3:07:51]: And I've gone through those. [3:07:51, 3:07:57]: tw uh those documents, I'm fine if you like to wait and that to the next council meeting. I'm fine with that. [3:07:57, 3:08:00]: But I'm just saying that that we w you know. [3:08:01, 3:08:14]: We just need to we just need to do better in getting with council members prior to these meetings and and going over this stuff because when you send out that to us, I'm I'm one of the council members that tries to go through it. [3:08:15, 3:08:24]: And when I sit here and go through all of this stuff and then now we still gotta get with people. Well let me apologize. If you all like to vote in enough, please go right ahead and give it counsel. [3:08:26, 3:08:27]: And Ms. Barber, go ahead, please. [3:08:31, 3:08:41]: Um I'd like to make a motion for us to table this at the suggestion of Attorney Washington until he's able to schedule [3:08:41, 3:08:43]: Those um [3:08:43, 3:08:46]: Three on three or two on two meetings. [3:08:46, 3:08:53]: Second. Second. Ms. Mr. Blount, second that uh in that aspect, all favorite, please indicate. [3:08:54, 3:09:00]: Okay. Is there the unanimous decision on that? Uh Ms. Gantt, I'm sorry. Your vo your vote you're for that? [3:09:01, 3:09:01]: Ms. Gantt [3:09:02, 3:09:03]: Yeah. [3:09:03, 3:09:05]: Okay, so unanimous decisions. Okay, fantastic. [3:09:06, 3:09:13]: Mayor, this is Mayor, this is Jeremy. If I can just add and support what Mr. Washington said, part of it is just a matter of triage, just juggling. [3:09:13, 3:09:18]: Yeah, we we finalized the GRA contract. We were working on this precinct issues. [3:09:18, 3:09:24]: We've got issues coming in left and right, all sorts of different things, and just you know, there's only so many hours in the day. So [3:09:24, 3:09:31]: We're gonna get these meetings scheduled. Everyone hash through this and then we'll bring it back before council. Okay. Thank you, sir. Appreciate it. [3:09:31, 3:09:49]: Now a moment for my comments. First thing I like to say for folks, enjoy your Labor Day weekend. Be safe. It's coming up. Uh have fun with your family, friends, and um neighbors, but be safe, right? Coronavirus is still out there. The delta virus is still here. It hasn't gone anywhere, right? [3:09:50, 3:09:54]: So on that note, let's talk about the virus and let's talk about what's going on in here here in Henry County. [3:09:56, 3:09:58]: So far in Henry County. [3:09:59, 3:10:04]: For the last year and a half, we've now have thirty thousand five hundred and ten confirmed cases of of COVID virus. [3:10:05, 3:10:10]: And of the data I've received on Monday been three hundred and fifty deaths. [3:10:11, 3:10:12]: over the course of the last year and a half. [3:10:13, 3:10:15]: Piedmont Henry is overloaded. [3:10:15, 3:10:21]: They're doing all kinds of phenomenal things to take care of people, but they're just overloaded. Patients are all over the place. [3:10:23, 3:10:31]: Recently as of Monday, there are 150 patients uh that were COVID-19 positive in the hospital. 88 were in acute care, 55 were in ICU. [3:10:32, 3:10:44]: And matter of fact, the Dr. Henson indicated that one week ago Monday, they'd maxed out. They made they hit a milestone. Unfortunate milestone, by the way, 161 COVID positive patients in the hospital. [3:10:45, 3:10:53]: Matter of fact, the situation is so bad in that aspect here in Henry County that Piedmont Henry is one of the top 10 hospitals in the state. [3:10:53, 3:11:13]: With the highest numbers of cases of COVID, all right. And so much so that the governor has mobilized the National Guard. And the National, there are 19, as if I got the number right, 19 National Guard soldiers working at Piedmont Henry to help them out with that staff. Because the shortage of personnel, the the matter of fact of people that they just need, the fact [3:11:13, 3:11:22]: Fact that they have need some additional medical folks to help out with some of these tasks that the Piedmont Henry staff has to conduct. Okay. [3:11:22, 3:11:23]: It is serious, folks. [3:11:25, 3:11:36]: Vaccinations is the key to this. You need to go to get your vaccination done. Matter of fact, we talked early in the con early in the meeting here that we're going to have a special vaccination. [3:11:36, 3:11:45]: uh Saturday uh here shortly. We gotta plan this out with the public health department along with the county to do this in Merle Manders Conference Center. So we're looking forward to doing that. [3:11:45, 3:11:47]: The intent is to get vaccinated. [3:11:48, 3:11:53]: All right, get tested as well. You need to get tested, but what's more important is vaccinations. [3:11:53, 3:11:58]: So right now at the public health department, Monday to um Monday to to Wednesday, nine to two. [3:11:59, 3:12:05]: You can go get vaccinated at the public health department in Madonna or Tuesdays and Thursdays, 12 to 6. [3:12:05, 3:12:10]: And they don't do vaccinations on Friday. Free of charge. Absolutely free of charge. [3:12:10, 3:12:11]: In this aspect. [3:12:12, 3:12:23]: Now, I will say to you that uh testing is also done, uh COVID test is done at Red Hawk Field. It's done by a contractor called Mako. [3:12:23, 3:12:32]: And uh that's located, of course, 143 Henry Parkway, Monday to Friday, 9 a.m. to 3 p.m. for free testing, okay, for COVID. [3:12:32, 3:12:40]: in this aspect. And also, you can also schedule any type of uh free testing with the public health department district four by calling one-eight hundred. [3:12:41, 3:12:45]: eight four seven four two six two one eight hundred eight four seven four two six two [3:12:46, 3:13:04]: As you probably realize, that Pfizer has been fully approved and Pfizer now fully approved for ages 16 and above and older. And Pfizer for emergency use authorization. Emergency use authorization Pfizer for 12 individuals are 12 to 15. [3:13:05, 3:13:10]: All right. And you heard a lot, probably a lot about the Brewster coming up. Boosters are starting to be available for folks as well. [3:13:14, 3:13:23]: 95% of the people that are in a hospital, ICUs or on ventilators, are unvaccinated citizens. 95%. [3:13:24, 3:13:37]: Yes, it is it is true that um a science says the document data says if you take if you get vaccinated, it's a small percentage of people, very small percentage of people can actually get COVID-19 after you after you've been vaccinated. [3:13:38, 3:13:39]: Very small. [3:13:39, 3:13:39]: But [3:13:40, 3:13:48]: The good thing about that is, you know, if you happen to get it, you're only gonna be sick for a few days. You're not gonna be in a hospital, you're not gonna be on a ventilator, and you're not gonna be on your deathbed. [3:13:48, 3:13:50]: Still best to get vaccinated. [3:13:50, 3:13:58]: It's a very high transmission rate from ages 11 to 17 for COVID 19 and Deltavirus. Our school kids, our children. [3:14:00, 3:14:05]: They're the ones that are getting highly affected now these days. And they're the ones that have to stay home, be quarantined. [3:14:06, 3:14:12]: Matter of fact, I still think there probably only six, there's six schools are probably shut down in Henry County thus far for a number of [3:14:12, 3:14:15]: particular case of a kids, staff, or whatever the case may be. [3:14:17, 3:14:24]: So the high the highest level of uh weekly outbreaks are from the K to twelve students in schools. [3:14:25, 3:14:28]: So once again, if you're unvaccinated. [3:14:28, 3:14:34]: You're highly susceptible to getting the delta virus ver uh virus. All right. So the key is getting. [3:14:35, 3:14:43]: The vaccination. So another little fact that you need to know, folks, especially when folks aren't vaccinated, is that um I found out Monday that Primont Henry. [3:14:44, 3:14:52]: besides the hospitals in the uh in the state of Georgia and and this part of the country, the southeastern region, are getting short on oxygen. [3:14:53, 3:14:55]: Oxygen shortages are coming up now. [3:14:56, 3:15:02]: So otherwise, if you're not vaccinated, you're in a hospital in a in a ventilator or ICU. [3:15:02, 3:15:05]: limited amount of oxygen and obviously you need oxygen to stay alive. [3:15:06, 3:15:09]: So oxygen is is in short supply. [3:15:09, 3:15:11]: You can help that situation by what? [3:15:12, 3:15:14]: Getting vaccinated, right? [3:15:14, 3:15:16]: And that way you won't have to worry about oxygen. [3:15:16, 3:15:20]: It's your choice, your adults, your grown folks, your choices. [3:15:20, 3:15:22]: But please take care of yourself, take care of your children. [3:15:22, 3:15:29]: Because they provide they you yeah they'll look up to you to save them and keep them alive and they have a future. [3:15:29, 3:15:46]: in this aspect. So take it serious folks. I mean it's just uh it well just take it serious. Cause if you don't, unfortunately we may be telling you so long, bye bye, go see the good Lord. I don't want to see the Lord anytime soon, not face to face. And hopefully you don't either. [3:15:47, 3:15:50]: But anyway, keep the faith. All right, let me read some other messages here.
