--- title: Downtown Development Authority Meeting date: 2021-11-16 source: 2021-11-16_Downtown_Development_Authority_Meeting.wav --- [0:00:02, 0:00:18]: Uh hello everyone. We are at the October regular meeting for the Downtown Development Authority. And uh it's today is October 19th at 6 p.m. Um so uh Bob, if we could start off with uh roll call, please. [0:00:21, 0:00:25]: Okay. Uh Roger Custon? I am here. [0:00:26, 0:00:27]: Uh art Christian. [0:00:28, 0:00:28]: Present. [0:00:29, 0:00:30]: Синікокінь. [0:00:31, 0:00:31]: Present. [0:00:32, 0:00:33]: Um [0:00:33, 0:00:34]: Barber Richardson? [0:00:38, 0:00:38]: Mm. [0:00:39, 0:00:40]: Uh Maxwell Sears. [0:00:43, 0:00:45]: And Bob Swagert the I'm here. [0:00:47, 0:00:51]: And uh Councilwoman Gantt as well. And and Gantt. Councilwoman Gantt. [0:00:54, 0:00:55]: Okay. [0:00:57, 0:01:08]: Well, we do have four out of the seven members, so I believe that constitutes a quorum. So um we will officially open the meeting at six oh three p.m. [0:01:10, 0:01:30]: Right. And uh we also have uh a few of the city staff. Thank you for joining and supporting the DDA, Alan Peterson, Kira, uh Harris Braggs, as well as um our trusted uh uh uh city clerk, Vanessa Holliday. Thank you all for joining. And also for the [0:01:30, 0:01:35]: the record Barber welcome I th I see you've joined as well [0:01:35, 0:01:37]: Yeah, welcome, welcome. [0:01:38, 0:01:55]: Three. All right. So first item on the agenda is to approve today's agenda. So it was sent out on uh October the 13th and a few days later as well. So I'd like to hear a motion to approve today's agenda. [0:01:57, 0:02:03]: I move that we approve the agenda today's agenda. All right, thank you. Second. [0:02:04, 0:02:08]: That was Samequa. Thank you. So is there any discussion? [0:02:12, 0:02:32]: All right, so we will do this by um I I know not all the cameras are on, so uh let's look for whoever has the camera and uh vote to approve today's agenda, we'll raise our hands in favor. And so that is myself, Art, Bob, and Barber. [0:02:32, 0:02:38]: Uh Samaqua, yeah, yes or no for today's agenda. So we'll say yes. So it's unanimous. Thank you. [0:02:42, 0:02:58]: All right, next item on the agenda is the August 17th meeting minutes. They were uh sent on October the 13th. So um I'll uh like to hear a motion not to approve the October 17th meeting minutes as prepared by the city clerk. [0:02:58, 0:03:01]: So moved. Thank you, Art. [0:03:01, 0:03:01]: Second. [0:03:02, 0:03:03]: All right. [0:03:05, 0:03:07]: Second, first. All right. Any discussion? [0:03:11, 0:03:23]: Hearing none, uh, we'll do the same thing. Those with the camera on, you uh raise your hand in favor of approving uh the August 17th meeting minutes. All right, I see unanimous by those and Sumikwa, yes or no? [0:03:23, 0:03:26]: Um, do I have to abstain? Because I wasn't at that meeting. [0:03:27, 0:03:28]: You may. Okay. [0:03:31, 0:03:49]: Thank you. All right. So that uh that moves those items along. So I don't have any uh opening remarks, so we will move right into the uh treasurer's update. So uh Barber, did you want to present or you want me to uh present the report you sent just earlier? [0:03:49, 0:03:54]: You you mean as in on the screen? If you can share your screen. I sure will. Okay. [0:03:54, 0:03:56]: I'm working on two computers. I'm sorry. [0:03:56, 0:04:01]: No worries. Let me get it ready and I'll have it in just a moment. [0:04:03, 0:04:03]: Let me see. [0:04:04, 0:04:05]: Alright. [0:04:08, 0:04:12]: Okay, it is here. Let me share the screen. [0:04:19, 0:04:20]: All right. [0:04:21, 0:04:26]: If you can confirm you can see it. Yes, we can we can. All right, very good. [0:04:28, 0:04:31]: Pretty uneventful. We've actually had no change in cash. [0:04:31, 0:04:32]: Um [0:04:33, 0:04:46]: Since June of 2021, the cash balance has remained the same for July, August, and September. The uh outstanding liability to the city for the trend uh the surveying transaction, that check has been [0:04:46, 0:04:47]: Um [0:04:47, 0:04:53]: sent and I did check the account today and it was cleared but it didn't clear till October but we did send it in September. [0:04:54, 0:05:02]: So as of September 30th, it still shows up as a liability, but as of today, October 19th, it has since cleared the bank. [0:05:02, 0:05:05]: Um the only other items that we have. [0:05:06, 0:05:08]: Roger, if you can scroll down, coming up. [0:05:09, 0:05:15]: Is a legal bill due to our attorney for his review of the bylaws in the IGA. [0:05:16, 0:05:23]: Um, and what's not presented, I think there is gonna be a bill for Zoom, which is gonna just be a monthly ongoing operating expense. [0:05:23, 0:05:27]: Um but as of now that's the only thing that we have outstanding. So [0:05:27, 0:05:36]: Again, cash balance has remained the same for the past three months. In October, we will see that reduction for the Saveane sale. [0:05:36, 0:05:43]: Um, and then we'll probably also see the legal fees and operating expenses, which would be just the Zoom transaction. [0:05:43, 0:05:45]: On the next tab. [0:05:45, 0:05:49]: You'll see that's reflected. We have no expenses that we've incurred on the PNL. [0:05:50, 0:05:52]: The past three months, so [0:05:52, 0:05:59]: We're still sitting, no revenue or no expenses. So we're still kind of just sitting where we were for our last report. [0:06:00, 0:06:03]: I will entertain any questions if you have any. [0:06:07, 0:06:08]: Any f any questions for Barber? [0:06:11, 0:06:13]: I go ahead. [0:06:16, 0:06:32]: All right, I have a question and a comment. So the uh Sylvain uh transaction, I had a follow, I believe after you had sent the check, maybe it was received, I did get a comment from um a note from uh Mr. Wiggins, John Wiggins, the city treasurer, um um asking for the um [0:06:33, 0:06:50]: uh the final paperwork for that transaction. I did forward it to him. So Alan, if there's anything remaining pending from the city's perspective that they need to, you know, receive that payment and close the books on that transaction, uh, please let me know. But I believe I've forwarded what he needed. [0:06:50, 0:06:52]: Um the [0:06:52, 0:07:12]: Uh other question, if I can just bring up the topic about the Zoom. So just since we're here and Vanessa's on as well, um I is it Barber, I don't know if you saw my note, but maybe we can I'd rather go ahead and just set it up with our uh debit accounts. So maybe we can set up a time separate from this meeting to uh do that once you're in the office. All right. [0:07:12, 0:07:14]: Right? Yes. Okay. [0:07:15, 0:07:15]: [436.4, 442.0]: And I think that's it for that I had for financial. Any other comments or questions? [0:07:24, 0:07:25]: All right. Thank you for that. [0:07:26, 0:07:35]: Stop sharing. And next item on the agenda is uh secretary updates. Bob, do you have anything to share with the group? Uh no. [0:07:35, 0:07:36]: All right. [0:07:37, 0:07:51]: Are you okay with this uh uh being on the I mean, I know we approved the agenda, but you know, I just kind of have this sort of uh as a regular item on the agenda to touch base with you if you have anything for the group. Are you cool with leaving it on there like that? Yeah, oh absolutely. Yeah, absolutely. [0:07:51, 0:07:59]: All right. And that brings that brings us to the next item, the Main Street Advisory Board updates. So Barber, I'll start with you and we also have Kara with us today. [0:08:00, 0:08:10]: I've been out. So please, please, I would defer to to Kira as I've uh unfortunately had to miss my last two meetings with Main Street. [0:08:10, 0:08:11]: All right, great. [0:08:12, 0:08:21]: Kira, what do you have for the group? Good evening, everyone. Um, I just wanted to um give you all a few notes on [0:08:22, 0:08:27]: um some of our downtown um projects and [0:08:29, 0:08:30]: Um our amphitheater. [0:08:30, 0:08:34]: We have um as you all know um [0:08:34, 0:08:44]: held a grand opening for the downtown amphitheater. We had a sold-out performance for Gladys featuring Gladys Knight and Patty LaBelle. [0:08:44, 0:08:54]: on the um twenty fifth of September. It was a sold out crowd and we um had a ribbon cutting and all of that good stuff. So it was um [0:08:55, 0:09:03]: Very well received, I think, by the Stockbridge community and the visitors that um came into our midst for that particular. [0:09:03, 0:09:06]: event. We have another [0:09:06, 0:09:11]: Um concert that will be hosted in the amphitheater on October the twenty third. [0:09:12, 0:09:14]: Um that will be featuring um [0:09:14, 0:09:17]: The performers Shaka Khan and Freddie Jackson. [0:09:17, 0:09:21]: And tickets are on sale now for that particular. [0:09:21, 0:09:23]: Performance as well. [0:09:23, 0:09:34]: So if you haven't had a chance to um go to a performance, if you weren't able to go to the grand opening, here's your next chance to be able to. [0:09:35, 0:09:38]: Um, see the amphitheater in action. [0:09:38, 0:09:39]: Um also [0:09:40, 0:09:55]: Um with regard to the amphitheater, we've had several um tours that have um gone um through the amphitheater. So the community is also getting um the opportunity to see the amphitheater. [0:09:56, 0:10:04]: In um different tour groups. So we're hoping that the word is getting spread about the amphitheater, how fabulous it is, and um [0:10:05, 0:10:06]: How um [0:10:07, 0:10:11]: It is going to be um a great asset for the community. [0:10:12, 0:10:19]: With regard to um downtown projects, we have the um Ted Strickland uh repurposing project. [0:10:19, 0:10:21]: Um that bid [0:10:21, 0:10:27]: Um has gone out. I think that um Lisa reported that at your last meeting and um [0:10:28, 0:10:32]: The contractor viz site visit was held um [0:10:32, 0:10:39]: in September on the um fourteenth, I think it was. So that bid should be closing very soon. [0:10:40, 0:10:44]: And um a contractor will be selected for the work on that particular building. [0:10:45, 0:10:47]: Uh one fourteen MLK. [0:10:47, 0:10:58]: Um, which is the our white box project. The contractor bid went out on September the 8th, and a contractor site visit was held on October 5th. [0:10:59, 0:11:04]: So the bid that bid will also be coming to a close at the end of this month as well. [0:11:05, 0:11:05]: The [0:11:06, 0:11:08]: Mm um alleyway project. [0:11:08, 0:11:14]: Uh Main Street hosted an Allery Project presentation uh meeting on September the twenty-seventh. [0:11:14, 0:11:34]: It was very well attended. We had the majority of the property owners for the buildings that are on both Burke Street and Martin Luther King Senior Caritage Trail, including representatives from the lodge, the Masonic Lodge, were at this particular meeting. [0:11:34, 0:11:38]: Uh, Falcon design consultants uh provided an overview. [0:11:38, 0:11:43]: of the project and were there to field any questions that [0:11:43, 0:11:49]: folks had with regard to the project. This was our first time really presenting it to um the [0:11:50, 0:11:53]: Property owners who would be impacted by [0:11:53, 0:11:54]: B. [0:11:54, 0:12:02]: Project. So we were very excited to see so many people. I think only um two property owners were not. [0:12:03, 0:12:07]: Um there, but I have talked with one of them since. [0:12:07, 0:12:11]: The uh meeting and have scheduled a time for them to. [0:12:11, 0:12:14]: Come downtown and meet with me to talk about the project. So [0:12:15, 0:12:18]: That leaves only one property owner that we have to [0:12:18, 0:12:22]: um touch so to speak to make sure that they know what we're planning for. [0:12:23, 0:12:24]: Um that project. [0:12:25, 0:12:27]: We are also going to be [0:12:27, 0:12:42]: um meeting with each property owner individually so that we can talk with them about any concerns that they may have and any input that they have with regard to the plans. And then once we have met with everyone, [0:12:42, 0:12:46]: those plans will be finalized and we'll be able to send that project out for be it. [0:12:47, 0:12:50]: And that's about all that I have with regard to [0:12:51, 0:12:53]: Our projects in the downtown area. [0:12:56, 0:12:57]: And that concludes my report. [0:12:59, 0:13:01]: Uh Art looks like you have a question for Kira. [0:13:02, 0:13:04]: Yes, Kira, could you give us the uh [0:13:04, 0:13:10]: Approximate timeframe of the Alloway project going to bid. I know it's gotta go through the process, but [0:13:11, 0:13:12]: Approximate. [0:13:14, 0:13:14]: You muted. [0:13:17, 0:13:17]: You're muted. [0:13:18, 0:13:19]: Sorry about that. [0:13:19, 0:13:21]: Um I [0:13:21, 0:13:28]: Don't want to give a date for a start date because we still have to meet with all of the property owners and [0:13:29, 0:13:34]: We have to get finalized designs um before we can take it to bed. [0:13:34, 0:13:38]: I would like for everything to go to bed before the end of the year. [0:13:38, 0:13:39]: Um [0:13:39, 0:13:49]: But that will just depend on how quickly we can meet with all of the property owners, get their feedback, then get with the um engineers and [0:13:49, 0:13:50]: Get all of that. [0:13:51, 0:13:54]: Stuff completed before we can even put it out to be when the bid. [0:13:54, 0:13:56]: process is about um [0:13:57, 0:13:59]: Two to three months, I think it is. [0:14:00, 0:14:01]: So [0:14:01, 0:14:06]: Um, we're hoping that we can at least start it before the end of the year. [0:14:07, 0:14:08]: Thank you. [0:14:08, 0:14:09]: Mm-hmm. [0:14:11, 0:14:12]: Any other questions for Kira? [0:14:15, 0:14:35]: Um, I I I kind of want to follow up with the sort of with the art's comment. Um, I I know there were, you know, the next step for the alleyway project would be to get, you know, basically sign off from each of the business owners that are impacted by that area. And I know there's been some feedback on, you know, some possible design adjustments to uh what was presented at that meeting. [0:14:35, 0:14:49]: meeting. Do you do you feel optimistic here? Uh I mean, that that's resolvable at this stage? What what what are your thoughts as far as uh you know the concerns that were raised during and after the meeting? [0:14:50, 0:14:51]: Um [0:14:51, 0:14:59]: I would say it's kind of a mixed bag. There were a couple of people who are not in favor of the project at all. [0:14:59, 0:15:04]: Um which was kind of surprising. Um I think that we [0:15:04, 0:15:18]: Um, the fact that we are willing to do something should have been um, or at least I'd hoped would have been incentive to get a lot of at least preliminary buy-in um at that particular meeting, but there were some people who [0:15:19, 0:15:19]: Um [0:15:20, 0:15:20]: Did not [0:15:21, 0:15:22]: Like the project at all. [0:15:23, 0:15:29]: And then but the majority did like the project and felt like it would be an improvement in the um alleyway. [0:15:29, 0:15:35]: There was um some contention about our plan to [0:15:35, 0:15:38]: Um, replace some of the асфальт. [0:15:38, 0:15:43]: that is back there that would have to be torn out um to do some of the [0:15:43, 0:15:44]: Um [0:15:44, 0:15:47]: Drainage work with gravel as opposed to [0:15:47, 0:15:52]: replacing the asphalt and the reason we were going in that direction was so that it would be [0:15:53, 0:15:56]: Um better ready for development. [0:15:56, 0:15:59]: Um, as opposed to having the [0:15:59, 0:16:02]: putting down new asphalt and then having that torn out. [0:16:02, 0:16:08]: If a new development um came along, you know, we have an el economic development director on board now. [0:16:08, 0:16:10]: So um [0:16:10, 0:16:13]: You know, we're trying to aggressively try to get some infill there. [0:16:14, 0:16:19]: But so that's one of the things that we might have to go back to the drawing board on and just see what [0:16:20, 0:16:21]: Um cost [0:16:22, 0:16:27]: would be incurred with placing asphalt there as opposed to the gravel. [0:16:28, 0:16:30]: Um, also [0:16:30, 0:16:37]: There was some um concern about some of the landscaping that we had proposed with regard to. [0:16:37, 0:16:38]: Um the [0:16:39, 0:16:53]: the rears, the rear portions of those buildings up against those buildings. That's something that can be easily eliminated. We just won't do landscaping close to the buildings and maybe not any landscaping at all. Just make it kind of a [0:16:54, 0:16:54]: Um [0:16:55, 0:16:56]: A um [0:16:56, 0:17:00]: Blank surface, so to speak. We'd still do the pavers, but [0:17:00, 0:17:05]: leave out some of the landscaping ideas that were designed into the plan. [0:17:05, 0:17:06]: Um [0:17:06, 0:17:21]: So it's it's gonna have to be some more conversation to make sure that we can get at least the majority of people happy with uh what we'd like to propose. Um, but it is going to be very important. [0:17:21, 0:17:22]: That we get. [0:17:22, 0:17:23]: Um [0:17:24, 0:17:30]: a a large majority of the people on board with it or we won't be able to move forward because of the properties that will be impacted. [0:17:33, 0:17:53]: Thank you. Um I guess a couple of points with that is um is it an all or nothing as far as uh the agreement? Does every business owner have to sign off on it in order to in order to move forward or do you just need a majority or is that kind of are you just kind of I don't know if that's I don't know what the, you know, whether you need to [0:17:52, 0:18:06]: specific approval from each and every owner that's it's really a pro it's really a a courtesy to for the city to even be um you know having these discussions really with the property owners um because [0:18:07, 0:18:26]: In all honesty, that the majority of that property that we wanted to work with belongs to the city. So we could just only be speaking with the people whose properties will actually be impacted as far as us needing to have easement or some sort of access onto their properties. Um so I would say no, but [0:18:26, 0:18:30]: With a project of this magnitude, it would be nice to get. [0:18:30, 0:18:36]: Um the majority of people happ happy with the project and um on board with it. [0:18:36, 0:18:42]: Um, so I don't want to say it's an all or nothing, but if it turns into something that's really contentious. [0:18:43, 0:18:45]: I think that it could threaten the [0:18:45, 0:18:47]: The viability of the project. [0:18:48, 0:18:52]: Surely, surely. And is there anything that the D D A can do to help? [0:18:53, 0:18:58]: um sort of build support in this, you know, to move, you know, to help move the project forward. [0:18:58, 0:19:15]: Um definitely um support the project. Um in its once we have some final drawings, support the project. If you all have relationships with any of those business owners, um please talk to them and um emphasize how. [0:19:15, 0:19:35]: Um important this is for the downtown and creating a more walkable, more um engaging space in the alleyway because our vision was to be able to utilize the alleyway as an extension of those businesses to [0:19:35, 0:19:44]: Make it so that we could even use that space as possible event space and auxiliary. [0:19:44, 0:19:46]: Patio, if you will. [0:19:46, 0:19:52]: So it's very important that this get done because it has been a neglected [0:19:52, 0:19:58]: um property and alleyway for a very long time. And I think that [0:19:58, 0:20:02]: Its unsightliness is a detraction. [0:20:02, 0:20:03]: Um [0:20:03, 0:20:06]: And maybe even a deterrent to um [0:20:06, 0:20:21]: businesses wanting to locate in the downtown because of its unsightliness and um neglect. So I'm hoping that when we after we've talked to all of the business owners and property rather property owners again. [0:20:21, 0:20:25]: And get a baseline of what we need to do to. [0:20:25, 0:20:40]: um correct some of the things that we can correct with regard to the design. If we had host another meeting, it would be great to have DDA members present. And we did have some DDA members present at the meeting that we hosted in September, if we can have [0:20:41, 0:20:48]: um everyone on board, Main Street and DDA to just kind of be that voice of support, I think that that would be helpful. [0:20:49, 0:20:57]: Indeed. And you know, if it helps in any form, um beyond that, like to maybe um ask the board for hold on just a minute. I'm sorry. [0:21:00, 0:21:05]: I can't for you. Sorry, I'm sharing a space with my daughter who's also [0:21:05, 0:21:25]: On a Zoom meeting. That's all right. I was gonna offer is you know, uh once once once we have um, you know, uh like a design that you feel is appropriate to bring to this board, the DDA, for maybe a formal, you know, approval, you know, ask the board to formally uh approve or adopt or resolve to, you know, support the plan if that gives [0:21:25, 0:21:26]: Any kind of um [0:21:26, 0:21:39]: you know, formal support for it. We know I'm I'm happy to, you know, if you want to bring that forward to okay. That sounds good. And I think that that would be helpful because um we need as much support as we can um to get this done. [0:21:39, 0:21:49]: Agreed. All right. Well, thank you for that. Um, all right, so we'll move on to the next item on the agenda, the facade grant updates. Um, Art, do you have anything to update for the group? [0:21:49, 0:21:55]: Yes, and I'm gonna talk to you offline a little bit more, uh Roger, but one great thing about attending [0:21:55, 0:21:56]: They [0:21:57, 0:21:59]: Alleyway project uh meeting. [0:21:59, 0:22:14]: was afterwards, you know, I was interested in in just going back back there and uh Lisa happened to be back there with one of the homeowners, excuse me, the uh business owners. And I asked if I could join, you know, you know, the walkthrough uh, you know, talking about the issues back there. [0:22:14, 0:22:15]: And [0:22:17, 0:22:20]: It's I really saw the need for. [0:22:20, 0:22:26]: moving faster on facade grants. Um this business owner was very interested in that. [0:22:27, 0:22:29]: And um ліса also offered. [0:22:30, 0:22:31]: Uh [0:22:32, 0:22:37]: mentioned that the help that's available, I believe, through DCA in terms of [0:22:37, 0:22:39]: their expertise in [0:22:39, 0:22:43]: Working with those types of projects, uh, design, I believe. [0:22:43, 0:22:44]: Also [0:22:44, 0:22:46]: So that's definitely something [0:22:46, 0:22:47]: Um [0:22:47, 0:22:54]: that I definitely recognize and uh understand the need for to help move move that project along uh quicker. [0:22:54, 0:22:56]: And to get people's buy in. [0:22:56, 0:22:57]: They can say, Hey [0:22:57, 0:23:00]: We can get something that can help spruce up this area. [0:23:00, 0:23:01]: Like for example [0:23:02, 0:23:05]: Uh as Kira was pointing out and the uh [0:23:06, 0:23:07]: The developers um [0:23:08, 0:23:09]: Or the designers. [0:23:09, 0:23:11]: Talking about the importance of those pavers. [0:23:12, 0:23:19]: And you know, there was a little opposition at first, but as they explained it and said how it would be so much better, you know, for a number of reasons. [0:23:19, 0:23:24]: Um you started seeing some people, you know, moved by, you know, after they finally understood, you know. [0:23:25, 0:23:27]: the potential of how it could improve their property. So [0:23:28, 0:23:32]: Um there hasn't been any movement on um on fletchers of course. [0:23:32, 0:23:35]: Um, you know, that's still in his that the bottle's still in his court in terms of [0:23:36, 0:23:42]: whether it are they're choosing to, you know, finish those repairs and submit those for reimbursement. But that's all I have. [0:23:43, 0:23:49]: All right, thank you. Um I guess on the last point, if I well, first of all, any questions for art or any any comments or questions for about the facade grant? [0:23:52, 0:24:12]: Um I I I you know we we did have the opportunity to speak to Mr. Fletcher. He was among the attendees at the uh alleyway project presentation. And um I I think you know my sense of it is that um you know it may require a little bit of just to bring that one to closure, um I think it may require a a [0:24:12, 0:24:28]: visit during business hours when I believe it's his daughter that um kind of helps handle the uh books and may be able to provide the paperwork. Cause I think in his mind he thought he'd turned everything over. And you know what he's uh we we know that what we received were [0:24:28, 0:24:48]: you know, invoices and proposals, but not actual uh pay, you know, receipts showing payment. And so, you know, there is a difference, and we really can't cut a check until we get those receipts. So I would say, you know, if there's any way myself or any of us, you know, on this team can help um, you know, just sort of help move. [0:24:48, 0:24:57]: move move him and and and his uh along so we can bring that to a conclusion. I'd like to see that happen. And the timing of that I think is is helpful both [0:24:57, 0:25:10]: just in general to support the facade grant, but also to uh help um provide some relationship building as it relates to the alleyway project, you know, showing that the city is, you know, meeting its part. [0:25:11, 0:25:12]: Roger. [0:25:12, 0:25:12]: Yes. [0:25:15, 0:25:18]: Just had a quick a quick question. Yes. Um [0:25:20, 0:25:26]: I think where we left it as far as when I was speaking with Mr. Fletcher, it was the [0:25:26, 0:25:30]: um issue with the permitting of the [0:25:30, 0:25:30]: Um [0:25:31, 0:25:34]: painting that had to be done and that had been resolved. [0:25:35, 0:25:46]: So I know that the question had been asked of the D D A about the fees that were associated with that, if it would be covered with the grant. Has he been told that that would be covered or? [0:25:47, 0:25:49]: Is that what some of the [0:25:49, 0:25:52]: Slowdown is or is there something else? [0:25:54, 0:26:14]: It it's hard to say, Art. I don't know if you have any different take on this. My my take is that um there was a there was quite a bit of confusion between the the sign and the sign permit at as it relates to being reimbursed for the work that he did do. Um we're looking at it, you know, the sign was technically never in scope for the facade grant because. [0:26:13, 0:26:27]: because it's it's just signage is not part of the scope. Uh but he did do many other things that are re you know are in scope for the grant, such as the repainting of the building and, you know, anything else that he uh had done in in that relation. So [0:26:28, 0:26:31]: Um I d I know that the I believe the um [0:26:31, 0:26:32]: The um [0:26:33, 0:26:41]: The city council voted to waive the signed fee for Mr. Fletcher to kind of help resolve that issue. [0:26:41, 0:26:46]: Um but you know, I in either case it's not related to the reimbursement for the facade grant. [0:26:47, 0:26:56]: But that's a part of the grant. The the painting of the striping and all of that was a part of the facade grant that he was requesting. [0:26:57, 0:27:01]: So if the that was one of the things that I guess was um [0:27:02, 0:27:04]: One of the slow down [0:27:04, 0:27:06]: One of the reasons for slowdown [0:27:06, 0:27:17]: from his point of view was because the it was unresolved as to whether or not he would have to pay the fees. The signage has been approved. It just has to be painted onto the building. [0:27:18, 0:27:29]: So because it's a being painted as opposed to a standalone signage, um, that's a part of the facade, so it should be covered by the [0:27:29, 0:27:31]: Um grant and [0:27:31, 0:27:35]: It he should be able to move forward, especially if the fees have been waived. [0:27:36, 0:27:56]: Right. Well, you know, that's work that hasn't yet been done. And, you know, in my mind, I'd like to just bring this particular case to a close for the work that was done. He did it. He did do a lot. I mean, you know, they did they repaved, they did a lot of stuff, you know, related and unrelated to the foot facade grant during the renovation that. [0:27:56, 0:28:08]: there. And I'd I'd I'd like to see, you know, let's go ahead and, you know, show receipts, get them reimbursed for the work that was done. And, you know, I think part of the um [0:28:08, 0:28:27]: clarification of the facade grant procedures would be at what point could he could a business owner resubmit for an additional grant if say he does paint the sign at a later time or do something else as far as a facade grant. I don't know whether we're really clear on at what point can [0:28:28, 0:28:48]: you'd be eligible for yet another facade grant sometime later. And isn't the isn't the um the striping a part of this original facade grant? I don't understand why he would have to request another one. Well it didn't get done. You know, I'm I it's been over two years. But the reason [0:28:48, 0:28:55]: It wasn't done was because of the slowdown with regard to the fees, from what I understand. So now that council has voted. [0:28:55, 0:28:57]: For the fees to be waived. [0:28:57, 0:29:05]: Maybe he needs to be um spoken with again to say, hey, there are no fees associated with this. Go on and paint your striping. [0:29:06, 0:29:07]: I'll I'll definitely say that [0:29:07, 0:29:09]: That signage. [0:29:09, 0:29:10]: Is like [0:29:10, 0:29:11]: One of the main [0:29:12, 0:29:14]: uh features of that [0:29:15, 0:29:19]: That facade being, you know, redone. Yeah. Right. [0:29:20, 0:29:30]: I agree. It was very attractive in its per in the mock up. Yes. Well I'll I'll definitely and whoever would like to, you know, go with me, I'll definitely go by the Fletchers this week. [0:29:30, 0:29:31]: А то спеквит. [0:29:32, 0:29:33]: Uh because like like I said that [0:29:34, 0:29:36]: That signage, it was beautiful, and that's the type of [0:29:37, 0:29:39]: signage that we would want in that area. [0:29:39, 0:29:46]: Um and then it through the breeze way. Uh so I'll definitely go by there this week to talk to them about it. [0:29:47, 0:29:50]: to the whole look and feel of the building and that corner. So [0:29:51, 0:29:54]: I would like for him to be encouraged to go on and [0:29:54, 0:29:56]: Paint it so that [0:29:56, 0:30:02]: But I think asking him to do another process would just totally turn him off. [0:30:02, 0:30:08]: Well, I mean some I'm guessing at that, but I'm thinking that that probably would not be ideal. [0:30:08, 0:30:15]: I I I I hear you and I agree with you. I just I'm concerned that he may be unwilling to [0:30:17, 0:30:21]: put out more money into the project when there's already been [0:30:23, 0:30:43]: whatever perception of hassle for what he felt he was promised to begin with. So that that's why I was kind of thinking, well, can we just bring what he's done to a close and um, you know, put it back on him. But, you know, either way is fine. Um, I just I really would like to bring this to to some form of closure. [0:30:42, 0:30:51]: Ideally with the with the sine mural painted is is the best option. Yes, I agree, but that's assuming he's willing to do that. [0:30:52, 0:30:52]: Okay. [0:30:54, 0:31:00]: I'll definitely bring back an update on and I'll do it before the meeting, but especially for the next meeting also. [0:31:01, 0:31:01]: Great. [0:31:02, 0:31:12]: Okay, well thank you for that. All right. Uh anything uh we'll move on to the next item. So city staff updates. Uh Mr. Peterson. Thanks for uh thanks for joining. [0:31:13, 0:31:17]: Oh no problem. Um good evening everyone. Uh my update [0:31:18, 0:31:24]: Is about the business recruitment and retention committee. Uh we had our first meeting on [0:31:24, 0:31:34]: the fourth of October that was the first Monday of this month. We meet again on Monday, November the first at six o'clock. Um we discussed [0:31:34, 0:31:39]: Uh a lot of things and I emailed the notes to the committee members. [0:31:39, 0:31:50]: Uh so next meeting, uh hopefully we have some suggestions and some follow-ups to those notes that are in in red. But um the meeting went well and I look forward to working with [0:31:50, 0:31:51]: with the committee. [0:31:56, 0:31:59]: All right. Anything anything else, uh, Alan for the group? [0:32:00, 0:32:03]: Uh that that's about it for right now. Just the BRR report. [0:32:04, 0:32:04]: Okay. [0:32:05, 0:32:22]: Um I did I did have a chance to review the notes and I have a couple of uh comments or questions. Um the under um section five C acquire marketing data. There's a note there that marketing data will marketing data will be acquired through the DDA marketing plan. Is that [0:32:23, 0:32:30]: Was that accurate? Uh I because I'm not familiar that there's any effort on the DDA's part to develop a marketing plan. [0:32:30, 0:32:36]: Well i it was it was it was the marketing plan that goes along with the that master plan. [0:32:37, 0:32:39]: That's what I was referring to. [0:32:40, 0:32:49]: Um but if um Oh the the the market study. Okay. I got you. The market study, yeah. The the market study is what I'm gonna do. [0:32:49, 0:33:04]: All right. Um let's see. And then what to under additional tasks. There's two two questions under there that I had there. It says request for information, but I wasn't clear what the RFI would be for. [0:33:05, 0:33:22]: Uh the RFI is is for investors. I usually when they look at a community, they request um RFI and in that we'll just have information about the community, incentives, and things of that nature. So I I think everyone's involved in that task. Is that correct? It should be uh DDA. [0:33:23, 0:33:35]: Um well the committee, economic development and community development. Community development is there because they play a huge part in the incentives. [0:33:35, 0:33:37]: So in the RFI. [0:33:38, 0:33:39]: In the RFI. [0:33:40, 0:33:40]: Um [0:33:41, 0:33:46]: A large part is is the incentives that we offer to attract to attract investors. [0:33:47, 0:34:03]: Okay, so what and just to make sure I understand it correctly, this would be a request for information that would be posted by the potential investors requesting information of the city, mainstream and DDA to respond. We're the respondents. [0:34:03, 0:34:14]: Yeah, we we would we would we would provide it. I'm gonna send a template similar to the way I did for the business recruitment and retention program. Yes. Yeah. I I'm gonna I'm gonna work on a template. [0:34:14, 0:34:17]: for the RFI. So um [0:34:18, 0:34:20]: So we'll have a better understanding and I'll have that. [0:34:21, 0:34:21]: At the next meeting. [0:34:22, 0:34:23]: That's great. [0:34:23, 0:34:28]: Mm-hmm. And the last just I didn't understand the acronym B R E program. What does that say for? [0:34:29, 0:34:30]: Business recruitment in [0:34:30, 0:34:31]: And uh [0:34:32, 0:34:33]: Business recruitment and retention. [0:34:33, 0:34:35]: Okay. The R R program. [0:34:39, 0:34:50]: Or did I put the BRE program? It says BRE and I I wasn't I didn't uh I wasn't sure what that okay business recruitment and expansion. And I sent yeah, I sent that template. [0:34:51, 0:34:54]: Uh with the with the agenda and all the documents. [0:34:56, 0:34:56]: Right. [0:34:57, 0:35:01]: So if if if you all could if the committee could review that and [0:35:01, 0:35:05]: I'm I'm taking all suggestions pertaining to that program. [0:35:05, 0:35:06]: And we'll discuss that again. [0:35:07, 0:35:08]: At the [0:35:08, 0:35:10]: At the uh November first meeting. [0:35:11, 0:35:15]: All right. So we'll we have that template and I'll provide an RFI template as well. [0:35:17, 0:35:21]: Excellent. Anyone else have comments or questions for Alan? [0:35:23, 0:35:43]: All right, we'll move on to uh uh council McGantt is not um uh present, so we'll move on to the there's no new business to discuss on the agenda. So uh old business, uh downtown strategic work plan. Uh Alan mentioned uh one of the committee assignments. Uh I also [0:35:43, 0:36:03]: So uh was I'm leading the uh Tourism Development Committee and we did meet uh late in September. And basically we just kind of introduced the committee, the tasks that were associated with it, and established the committee. So there's not a lot to report there other than the fact that we've met, we've established the committee, and then we [0:36:03, 0:36:23]: We we shared the task and I've asked for feedback from the committee as far as uh who the appropriate assignees are for each of the tasks and appropriate timelines. So I'll probably have more substantive to report in our next meeting regarding that. Um any any comments or questions on any of the committees? And I know, Kiri, you've you've scheduled the [0:36:23, 0:36:43]: the ones that you're leading as well for starting a number. Yes, and I just wanted to um just comment that Main Street staff has been just extremely busy in September and turns out in October as well. So we were unable to host our work plan committees that we are um lead um designated [0:36:42, 0:36:52]: lead on. So um we weren't able to host those as we had hoped in the month of October. But new dates um have been sent out to [0:36:52, 0:37:03]: um to committee members as you've mentioned. Um but just wanted to say that downtown connectivity and design has been scheduled for November 2nd for our first meeting at 6 p.m. [0:37:04, 0:37:12]: And then the downtown beautification and activation um meeting is gonna be on a Wednesday, November the 10th. [0:37:12, 0:37:25]: And again, I've sent those um meeting invitations out to those people who have signed up for those particular committees. And I'm looking forward to meeting, going over our task list. [0:37:25, 0:37:30]: And um getting feedback. So I'll be able to report something at our next meeting, hopefully. [0:37:31, 0:37:31]: Right. [0:37:31, 0:37:47]: And and I'm I'll go ahead and mention, and this goes for I think all of the committees, um, we're you know, each of the bo e uh every one of the uh Main Street NDDA members were asked to um, you know, participate in at least one of the committees. But I I do wanna say [0:37:48, 0:37:58]: All the committees are open to anyone who wishes to participate or to attend. I think the only caveat I would throw in there would be to um [0:37:58, 0:38:01]: uh just if it's going to cause a quorum. [0:38:02, 0:38:22]: for either the DDA or the Main Street just to you know be careful because then it becomes subject to open records laws and we would have to you know uh publish the meet you know do all that stuff so um but if any of you are interested in another committee and just uh hearing or participating uh in something other than the one you were assigned contact myself [0:38:21, 0:38:24]: Kira or Alan and we'll be happy to include you. [0:38:27, 0:38:47]: All right. Um I have uh administrative zoo zoom storage increase as the next item. Um just basically we've increased our zoom storage for this uh service here. We had um it it kind of doubled the cost, which I was a little frustrated with, but because we only have one meeting a month, but okay. [0:38:47, 0:39:07]: That's that's that was this the that was their price point. That's how they get the people, I guess. But um so that's been done and um and we'll take care of that. But um the next item, and so thank you to the board for uh uh supporting that uh expense. So the um main item I wanted to touch on today for everyone's uh vote. [0:39:06, 0:39:26]: And approval is the uh updated DDA bylaws. So uh special thanks to Samequa and Bob and our attorney who has helped us. We've met uh uh several times to go over the existing bylaws and sort of uh weed through the areas that um we felt needed update. Uh a lot of this was spotted. [0:39:26, 0:39:46]: respond by the um there was a requirement in the uh current in our current set of bylaws that um that we had to um uh name a recording secretary, but then it wasn't clear as to whether that recording secretary is or is not a board member or whether that role could be served by the existing [0:39:46, 0:39:58]: voted secretary. So it was very ambiguous. And that's what kind of caused us to look at the bylaws and then clean up some of the other language. So um I've shared the um [0:39:58, 0:40:18]: the the uh the draft, the proposed draft with uh everyone on uh October the thirteenth. You should have received it via email. Uh I'm happy to share it on the screen and we can go through it line by line or we can just uh go directly to move to vote. Um I'll kind of open it up for general discussion if anyone has any preference on how to uh [0:40:18, 0:40:29]: proceed with approving uh consideration for approving the bylaws. Um any thoughts on that? This is the uh these are the these are the bylaws. There's a lot of legalese, obviously, but uh [0:40:30, 0:40:36]: Um any did any I but I guess I'll ask did everyone have the opportunity to review them and are there any questions? [0:40:37, 0:40:37]: Yeah. [0:40:41, 0:40:41]: No. [0:40:41, 0:40:46]: I think we can just vote on them since we've had two board members and our attorney. [0:40:47, 0:40:54]: Um and and had a few days to look at it ourselves, I'll be okay with just voting on it instead of going line by line. [0:40:54, 0:40:54]: All right. [0:40:56, 0:41:00]: Does anyone need more time to review it? I'll I guess ask the question that way. [0:41:01, 0:41:03]: I know we all have other commitments and [0:41:05, 0:41:21]: Okay, not hearing any, then uh I'll go ahead and make the motion that we adopt the uh revised uh DDA bylaws um as presented and shared with the uh group on um the that was sent to the group uh to the DDA board on October the thirteenth. [0:41:24, 0:41:25]: A second. [0:41:27, 0:41:30]: Roger barber second. [0:41:31, 0:41:36]: Any um any discussion or comments, questions from anyone? [0:41:40, 0:41:45]: Okay, hearing none, seeing none. Um looking for some equal. [0:41:46, 0:42:06]: Samik, were you still with us? I'm here, yes. Oh, good. I didn't sorry. I didn't see you on the list for a second. Uh all right. So we will uh we will do this by uh by vote. So all those in favor of adopting the revised uh bylaws, please uh raise your hand in approval. Yes. And I hear yes from Samik. [0:42:06, 0:42:11]: Equa and I see uh art barbas and my hand. Um [0:42:11, 0:42:31]: Bob, are you still with us? Yes. Okay. And Bob is yes. All right. So we have a unanimous approval. Thank you all for your support on that. And thank you again to the uh committee, uh Samiquan Bob, for all the work that you did on that. That's um, I think it's a much cleaner outcome. And that is the last item on the agenda. [0:42:31, 0:42:35]: agenda for today. I'll open it up for general discussions or questions from anyone. [0:42:39, 0:42:43]: Has anybody heard anything about how the the restaurant is going? [0:42:46, 0:42:47]: I have not said. [0:42:48, 0:42:55]: Has uh I don't know Alan if you or or even Kira if you would hear anything from the Sylvain project. [0:42:59, 0:43:01]: I have not heard anything. [0:43:01, 0:43:01]: Yeah. [0:43:02, 0:43:05]: I know the city is still using it as storage. [0:43:07, 0:43:11]: Which you know, I found odd they don't own the property anymore. [0:43:13, 0:43:17]: I s I saw some activity. I don't think that they're supposed to be. [0:43:17, 0:43:22]: I think that um there were some things put in there unbeknownst to [0:43:22, 0:43:23]: Um [0:43:23, 0:43:25]: I guess the [0:43:25, 0:43:27]: City manager who had the [0:43:28, 0:43:30]: The space cleaned out prior.
