We ask that you would bless those, Heavenly Father, that have suffered great loss in the midst of different gun battles and gunfights and all of these things, Heavenly Father, that you would continue to try, Heavenly Father, can try. [0:04:19, 0:04:21]: Can you please stand for a pledge of allegiance? [0:04:25, 0:04:32]: I pledge allegiance to the flag of the United States of America. To the Republic for which is then [0:04:32, 0:04:33]: One day she [0:04:34, 0:04:39]: Under God individual indivisible with liberty liberty and justice for all. [0:04:43, 0:04:45]: All right, now madam clerk, roll call, please. [0:04:46, 0:04:48]: Yes, Mayor Ford. Present. [0:04:48, 0:04:50]: Mayor Pro Tem Thomas. [0:04:53, 0:04:54]: Let the record reflect. [0:04:54, 0:04:56]: The ten comments? [0:04:56, 0:05:02]: He's he's present. I see him. He is present. Okay. All right. Councilman Alexander. [0:05:02, 0:05:04]: Present. Councilwoman Barber. [0:05:04, 0:05:05]: President. [0:05:05, 0:05:06]: Councilman Blount. [0:05:06, 0:05:07]: Present. [0:05:07, 0:05:08]: Councilwoman Gantt. [0:05:09, 0:05:10]: Present. [0:05:10, 0:05:15]: Mayor Ford, do you have a quorum? Thank you, ma'am. I appreciate it. Council, I need the motion to adopt the agenda, please. [0:05:15, 0:05:16]: Sure. [0:05:18, 0:05:34]: Okay, you made a motion. Is there something? What I would like to do is we had a discussion uh over email about uh warming centers in the community. Uh obviously we can't make that decision tonight, but before those entities meet. [0:05:34, 0:05:48]: uh to discuss it in detail to solve it. I think it is wise that we do it because uh you know the meeting is on October February fifteenth, but there's people outs outside in freezing temperatures tonight. [0:05:48, 0:06:05]: that uh we should uh do everything we can to lean forward. So I'd like to make a motion to amend the agenda to discuss potential warming centers in the city so that we can do something about it because we don't have one warming center in the community. [0:06:06, 0:06:07]: Is there a second to that motion? [0:06:09, 0:06:13]: Ms. Barber seconds that okay, Miss Barber seconds that most all in favor, please indicate. [0:06:15, 0:06:19]: All opposed. May Mayor, there's a discussion phase on every vote, so [0:06:20, 0:06:20]: Well [0:06:22, 0:06:27]: There's a motion in the first and the second as a discussion. Well, all right, sir. There's been a motion, it's been a second, discussion. Go ahead, please. [0:06:28, 0:06:48]: Well, I I'm in favor of of of of the uh suggestion. I'm so I'm in favor totally of it, but I think the a discussion among this council is a little premature tonight versus that we don't have all entities that we think need to be involved when it comes to this. We have to understand also when dealing with the homeless, you're dealing with a lot of the homeless, and I understand. [0:06:48, 0:07:08]: There's an immediate need, but there's different components to uh dealing with the homeless. And one of those components, as each and every one of us know, is a mental illness component. Um, and housing, and uh, and how do we deal with that? This council itself is not astute in those areas, and I think that we need to have all parties involved with that. [0:07:08, 0:07:13]: that discussion and and move this forward as quickly as we can, but we have to do it in the right manner. [0:07:14, 0:07:23]: We can discuss it as a council, but I think that we need to make sure that when we discuss it, that we have all parties that's proven into what how we go about doing it. [0:07:23, 0:07:26]: at the table. None of I I I [0:07:27, 0:07:47]: I don't have the answers to discuss this to know how do we handle those elements of it? How do you keep sustainability? Because a one-night stand for the homeless is not what we're looking for. We're looking for a covering throughout those times when it's winter winter time uh uh gonna be more than one night. [0:07:47, 0:07:47]: So [0:07:48, 0:07:54]: How can we as a council have a meeting on it without having inviting those that would give us [0:07:54, 0:07:58]: The knowledge we need to sustain it and to make sure that when it's done. [0:07:59, 0:08:03]: that how do we keep everyone safe that's involved in dealing with this? [0:08:03, 0:08:07]: How do we do this as a council? We we we have to have people on board. [0:08:08, 0:08:10]: The the right people on board to discuss it. [0:08:11, 0:08:21]: I I just think it's premature to discuss it with just this council and who's at hand right now. Why don't we invite someone from the uh that that's done this or doing this? [0:08:21, 0:08:28]: that could be on here and tell us how it's done and we can move this thing forward as quick as we can or other otherwise we're just wasting our time. [0:08:29, 0:08:31]: Talking about something I think each and every one of us want. [0:08:33, 0:08:33]: All right, thank you, sir. [0:08:34, 0:08:34]: If there's [0:08:35, 0:08:45]: Yes, yes, sir, Mr. Thomas Member Protestant Thomas. I I I I would agree somewhat with that, but I think we have to get into the discussion. I think the the motion and the second. [0:08:45, 0:09:05]: is only a discussion and I think in that discussion uh some of those things would be answered and I just think even if we just discuss it just to agree to invite someone here I think that's why it's important uh just to discuss it. Yeah we don't have the answers but in that discussion I think we can sort of [0:09:05, 0:09:25]: Um I think we can sort of start the process and that process may be just to invite. So I'm in agreement with just discussing. And no, we don't have the answers, but in discussing, I think we can uh move forward. Thank you. Mayor, Mayor, if you don't mind. Is there any way that we could invite, go ahead and invite whoever needs to invite and we [0:09:25, 0:09:30]: all agree tonight that we we will discuss this with the parties involved to move this forward. [0:09:31, 0:09:40]: Uh Mr. Bloine, I think Mayor Pro Tem was on point with exactly where I wanted to go, which is we need to discuss it tonight so that we can understand. [0:09:40, 0:09:48]: And the public can understand that there's there's an outcry. That's somebody gonna are gonna be outside in the next twenty days before their collaborative meeting. [0:09:48, 0:09:50]: in the freezing cold and we were [0:09:50, 0:09:52]: We cut we got caught slipping. [0:09:52, 0:09:54]: We need to do something with urgency. [0:09:55, 0:09:56]: To discuss it tonight. [0:09:56, 0:10:08]: So Mr. Gardner made some outstanding uh recommendations. We can flush some of those out tonight and then start the ball rolling. We don't finish it tonight, but we need to get the ball rolling now. [0:10:09, 0:10:15]: All right. On that note, plan of discussion already. So with motion has made been second. All in favor of the motion, please indicate. [0:10:16, 0:10:21]: Okay. It's unanimous decision on that. We'll make that uh number that's number eighteen. [0:10:21, 0:10:23]: Item number eighteen. [0:10:26, 0:10:32]: Uh item number eighteen. Okay. On that note, that's been passed. We'll add that to agenda. Now I need a motion to adopt an entire agenda, please. [0:10:34, 0:10:35]: Oh is there a second? [0:10:36, 0:10:37]: But [0:10:38, 0:10:40]: I saw Miss Barber's hand for a second. Yes, sir. [0:10:41, 0:10:45]: Mayor, I didn't see on that. We we we put out a directive to uh [0:10:45, 0:11:02]: for to bring back the discussion because I we I I believe that in the hardship that's going on right now with with staff and food prices and everything that's going up, I I I truly believe that we need to address this, the ARPA funding as a bonus portion of that going to our employees. I don't recall seeing that on there. [0:11:03, 0:11:07]: Uh I believe that is. [0:11:08, 0:11:09]: A couple of weeks. [0:11:11, 0:11:14]: All right, one second here. I thought that was on the agenda for tonight. [0:11:14, 0:11:16]: I didn't see it on there unless I overlooked it. [0:11:19, 0:11:20]: Where are we here? [0:11:25, 0:11:31]: All right. It looks like that is not on the agenda at this point. [0:11:32, 0:11:40]: Well, it was a it was a directive to be on there. I'm trying to figure out why it's not on there because we asked for this information to come back in two weeks, and then here it is been almost a month. [0:11:40, 0:11:41]: All right. [0:11:42, 0:11:45]: And that was something that the uh [0:11:45, 0:11:49]: Who had a lead on that? Was that uh Mr. Wiggins? You had a lead on that, that aspect? [0:11:51, 0:11:54]: As a function. [0:11:56, 0:11:57]: That was HR initiative. [0:11:57, 0:11:59]: Okay, and [0:12:00, 0:12:04]: HR is not on at this point. I don't see it. [0:12:05, 0:12:16]: Um Mr. Gardner, go ahead, sir. Mr. Knight, when this directive was given, it was given that we could make sure because that was some components put to it. Uh I w we don't want to get into [0:12:17, 0:12:37]: uh increments. We I just want to get something straight across the board. So it wasn't just HR. The city attorneys are supposed to be getting back with us with any legalities or illegalities pertaining to this. So it wasn't just HR. It was, it was, it was a collaborative effort for H uh, I guess HR, uh Mr. Wigan [0:12:37, 0:12:41]: and our city attorneys, but at this point on this phone call, nobody's. [0:12:42, 0:12:43]: He's even addressed it. [0:12:44, 0:12:48]: Okay, stand by say giving that should have been came coming back to the council in two weeks. [0:12:49, 0:12:52]: Stand by sir. Mr. Gardner, you had your hand raised, sir. [0:12:53, 0:12:55]: Uh yes, very quickly. Uh [0:12:56, 0:13:13]: Good evening, uh Mayor, Council members. Um, if possible, we could address that very easily for council and work on that and have it ready um for the next meeting. Or if so, if it's the pleasure council, um [0:13:13, 0:13:21]: You can make an addendum to the agenda and then give us the authority to move forward with working on that if that hadn't been done already. [0:13:22, 0:13:24]: Um from what I hear, it sounds like it has been. [0:13:24, 0:13:29]: So if you allow us to, we'll be able to to be able to put something together and then share that with council. [0:13:30, 0:13:39]: via email and then make it happen. Um very familiar with the same similar situation that we did in the prior city I worked in. So we could accomplish that and move it forward in earnest. [0:13:41, 0:13:52]: All right. Thank you for that, sir. If that's acceptable through the council, we'll move on and adopt the agenda and allow the city manager and the staff to tighten up all the loose ends and be able to communicate with us by email on this aspect. [0:13:52, 0:13:59]: Mayor, this is Jeremy. Sorry, I just joined. I just got the link to join and and heard the the end of the council members' comments. I we have [0:13:59, 0:14:03]: We looked into that while the the ARPA funding issue for incentive payment. [0:14:04, 0:14:10]: In light of some emails that were sent today, I wanna make sure because we may have reached a different conclusion than some other jurisdictions. So [0:14:11, 0:14:17]: I mean, uh yes, we have looked into that, uh, and we'll circle back. We'll work with the city manager and others and [0:14:17, 0:14:18]: Get get that to y'all. [0:14:20, 0:14:31]: All right, thank you. I uh had asked for a motion to adopt the agenda. Uh Councilman Alexander so moved. I believe Councilman Woman Barber seconded that motion. So all in favor, please indicate. [0:14:32, 0:14:52]: All right. Uh it looks like Unanimous decision. Okay, we'll move on. Thank you very much. Um, adoption of the minutes. Before you council, you have several different minutes. Your draft minutes from a special call meeting December uh ninth, a draft uh council meeting minutes from December 13th, draft special call meeting minutes from the 15th of December, and also draft works. [0:14:52, 0:15:07]: session minutes from the 21st of December. Those before you review, we'll actually approve those minutes at our next uh council meeting uh in a couple weeks. Okay. So if there's anything that need to be adjusted, please let the uh clerk know that so we can make the appropriate adjustments. [0:15:07, 0:15:10]: On that note, uh Madam Clerk, do we have any public comments? [0:15:11, 0:15:20]: Here, no public comments, ma'am. Thank you, ma'am. Appreciate that. No, we'll go to old business. Council consideration to appoint members of the downtown development authority board. [0:15:21, 0:15:23]: It's our first actionable business. [0:15:24, 0:15:32]: There are a couple of members, uh, a couple of uh returning individuals that uh wanted to be reappointed uh to the board. Um so [0:15:32, 0:15:37]: Any motions to accept those individuals to continue on as serving on the downtown development authority? [0:15:41, 0:15:42]: Um Mr. Thomas, please. [0:15:44, 0:15:46]: Air forward and council, I move to [0:15:46, 0:15:55]: Except the nominees as presented uh to this council meeting on um January 25th. [0:15:57, 0:16:03]: All right, those those individuals, Robert Custon, and that would be Robert uh Swagger. [0:16:04, 0:16:07]: Of those individuals. Is there a second to that motion? [0:16:08, 0:16:09]: Ms. Barber, second that motion. [0:16:10, 0:16:13]: Okay. All in favor, please indicate. [0:16:14, 0:16:16]: Okay, see okay. Yes, ma'am. [0:16:17, 0:16:25]: I moved to accept Robert Snook Swagner. I wasn't gonna vote on them as a group, but I do vote in support of Robert Swagner. [0:16:26, 0:16:34]: Well wait a minute, the motion well hold on a motion's already made and been seconded. Okay, so and actually the motion involves, I will say, both of those individuals. [0:16:34, 0:16:35]: Okay. [0:16:35, 0:16:36]: And so [0:16:37, 0:16:41]: All right, so all in favor of the motion, please indicate. Once again, make sure we got it right. [0:16:41, 0:16:43]: Okay, looks like we've got four zero one. [0:16:44, 0:16:46]: On that motion. Okay. Thank you very much. Okay. Now. [0:16:46, 0:16:51]: Council consideration appoint a council liaison to the downtown development authority. [0:16:51, 0:17:08]: And uh and and they actually make a recommendation, uh, the downtown development authority individuals make a recommendation, and that would be the Miss Barber or or uh Mr. Alexander. I don't know which what uh does it matter to either one of you whether or not you're liaison or what is the council, what's the council desires here. [0:17:09, 0:17:10]: Mayor. [0:17:10, 0:17:11]: Yes, ma'am. [0:17:12, 0:17:15]: I move that we appoint um councilman. [0:17:15, 0:17:19]: Elton Alexander to the downtown development authority board. [0:17:19, 0:17:20]: Okay. [0:17:21, 0:17:27]: Is there a second? Mr. Blount sucked that. Okay. All right. Uh Councilman Zanna, I would imagine you accept that with no problem. [0:17:30, 0:17:33]: Yes, thank you. Okay. Okay. No problem. Great. So all in favor of the motion, please indicate. [0:17:35, 0:17:36]: All right. [0:17:37, 0:17:42]: Mayor Mayor Ford. Yes, sir. Is that room for discussion before the vote? [0:17:42, 0:17:44]: Okay, excuse me. [0:17:44, 0:17:48]: Uh and I was I was really I was really slow. I I wanted to [0:17:48, 0:17:53]: hear from uh the two council members, I would like to have [0:17:54, 0:17:57]: heard from councilwoman barber since she was [0:17:57, 0:18:07]: uh recommended by the board and uh and alexander second, but I did not hear uh any uh any comments from them. I'm okay with either one. [0:18:08, 0:18:10]: I just wish I could have um got a [0:18:11, 0:18:12]: Uh, some comments. [0:18:13, 0:18:14]: Um [0:18:14, 0:18:15]: But as it is [0:18:16, 0:18:22]: Uh I'm okay with either one. Um so if there's no comments even coming forward, we'll we'll we'll move forward. [0:18:24, 0:18:29]: All right. I don't Ms. Alexander, Miss Barber, do you have anything you need to say or want to say at this point then? [0:18:33, 0:18:35]: Actually, no, I don't. Um [0:18:36, 0:18:42]: Considering the DDA did make a recommendation of me, I was willing to accept that today. [0:18:42, 0:18:46]: But if not, I'm okay. Um, I will abstain from voting on this. [0:18:46, 0:18:47]: So [0:18:48, 0:18:49]: Right. [0:18:49, 0:18:51]: If you know the comment, yes, ma'am. [0:18:51, 0:19:01]: I'm sorry, I didn't know that the DDA recommended in a particular order. You just said two names that they recommended. I don't really suggest that the DA DDA recommend. [0:19:01, 0:19:12]: anything, even though it's placed in their bylaws at this time from my past experience of person for this past seven years, I really can't well [0:19:12, 0:19:13]: Let us. [0:19:13, 0:19:25]: Yeah, seven years. I seven whatever the amount of time has been. I really um think that uh Councilman Alexander would do well in this area, particularly because of his real estate experience. [0:19:26, 0:19:28]: So be it fine. Mr. Blount. [0:19:28, 0:19:33]: May I would concur, you know, what Mr. Alexander has [0:19:33, 0:19:35]: been on top of [0:19:35, 0:19:41]: uh announcing and looking at different businesses as they come through the city and in the county. [0:19:41, 0:19:44]: Um, he's been on the council for six years. [0:19:45, 0:20:02]: He has very much knowledge on how we're going to move forward, how this is going to move forward. It's not a belittlement of Councilwoman Barber, but I'm just going with experience. We want the high most, in my opinion, the most experienced person to be involved in this. I would uh this is why I voted on uh Councilman uh uh Alexander and I would like to move forward. [0:20:03, 0:20:08]: Okay, if there's no other further comments, the motion's been made, been second. All in favor of the motion, please indicate. [0:20:09, 0:20:10]: You already have a boat, Mayor. [0:20:10, 0:20:17]: Well, I just wanted I'm rechecking this, but since I got it interrupted earlier, rechecking that got it all all favor, please indicate. [0:20:17, 0:20:18]: Okay. [0:20:19, 0:20:24]: Okay, you got three, three, four, four, zero, one. All right. Now we'll move on. Thank you very much. [0:20:25, 0:20:39]: Council consideration to temporarily waive spending authority limits to authorize a city manager to approve police department startup purchases not to exceed a designated amount of and or specify uh counts, excuse me, specify cost. [0:20:40, 0:20:43]: for pre approved categories. And this is uh for Chief Tramor, please. [0:20:45, 0:20:47]: Excuse me. [0:20:47, 0:20:49]: Even mayor council, this item. [0:20:50, 0:20:53]: Before you all previously and uh had been tabled. [0:20:53, 0:20:56]: my understanding that we wanted to do so. [0:20:56, 0:21:06]: To allow Mr. Garner the opportunity to review this and to weigh in on the necessity for this requirement. As you all know, uh it's increasingly difficult to [0:21:06, 0:21:10]: um obtain any supplies, let alone a lot of supplies that are law enforcement specific. [0:21:11, 0:21:18]: And um um as you all know, anything over twenty-five thousand dollars is coming before council as is the case this evening. [0:21:18, 0:21:26]: With uh later requests that we will have to purchase pistols and rifles for the police department, of which are absolutely necessary in order to move forward with our [0:21:26, 0:21:31]: Um goal and time ro timeline of implementing the department by July first. [0:21:31, 0:21:32]: Um [0:21:32, 0:21:35]: We we we've spoken with council. [0:21:35, 0:21:47]: And um I've also spoken with some other law enforcement professionals, uh other chiefs who've been part of the startup of new agencies. And uh there have been exceptions to the procurement code. [0:21:47, 0:21:54]: Um under the the the circumstances of trying to stand this up, especially with the limited time frame that we have. [0:21:54, 0:22:00]: uh to remove some of the uh barriers that are in place um you know at at present [0:22:00, 0:22:12]: The current code provides that anything over$5,000, there's there's there's uh it it's it it has to go out the bid or it has to be bid or we have to receive the uh requisite number of quotes for that. [0:22:13, 0:22:14]: And um [0:22:14, 0:22:25]: But that's even proved the challenge at some point in time. And so what we're asking for is a limited waiver of the current process up to$75,000 for essential purchases. [0:22:25, 0:22:37]: for the police department. And we've identified a number of these. Uh these purchases, of course, would be vetted, they would be approved by the city manager and then uh presented to council and later these purchases would be ratified. [0:22:38, 0:22:46]: as opposed to uh every time we have something over twenty five thousand dollars bringing it before you all during every every council meeting for approval. [0:22:46, 0:22:53]: Um, I do believe that this is something that's absolutely necessary in order for us to move forward in a timely fashion and not slow things down. [0:22:53, 0:23:00]: And um I would like to at the moment allow Mr. Gardner and also um our attorneys [0:23:00, 0:23:04]: to weigh in and and add anything to that that they would like to add as well. [0:23:05, 0:23:06]: Wait, Mr. Gardner, please. [0:23:07, 0:23:10]: Uh very quickly, uh Mayor Council members. [0:23:10, 0:23:13]: Uh spoke with Chief Tremor and uh agreed. [0:23:13, 0:23:14]: Um [0:23:14, 0:23:33]: With this uh in this circumstance, because obviously time is of the essence in terms of starting up the new police department. And so I I agree and concur with the recommendation um for this limited waiver. Uh and once we've addressed all of the issues we need to address under the waiver, that it that it goes away. [0:23:35, 0:23:38]: All right. Go ahead, Mr. Berry. [0:23:38, 0:23:43]: Uh thank you, Mayor. Uh I I I agree with the city manager and the chief on this. [0:23:43, 0:23:49]: In a good year, uh the police department would need to purchase, you know, dozens of items. [0:23:50, 0:23:50]: Now [0:23:50, 0:23:59]: Given COVID and supply chain issues and everything else, we're just trying to see how we can expedite it and and do it in the proper way. So uh we've been working with the chief to to get this done. [0:24:01, 0:24:04]: Council, what kind of concerns or uh comments do you have? [0:24:05, 0:24:07]: Councilman Blount, go ahead, please. [0:24:09, 0:24:13]: Uh yeah, I think that when you're talking about purchases, um [0:24:13, 0:24:15]: Chief, for me. [0:24:16, 0:24:22]: We we look at even with um when we talk about uh public works that lump some [0:24:23, 0:24:26]: amount that is needed and then work off that amount. [0:24:27, 0:24:37]: Because what we're working on now is not a is not an amount, is that we're opening the door and saying there's no okay, we're eliminating competitive bidding right now by by waving. [0:24:38, 0:24:39]: by waving uh [0:24:40, 0:24:41]: Procurement process. [0:24:42, 0:24:51]: But what is that amount that we're gonna need that you project that we're gonna need? Because then you you're saying that this is the amount we're gonna need and we're gonna pull from that amount. [0:24:51, 0:25:04]: versus saying that we're going to remove competitive bidding and wherever we need to put this and do this. Because if when you remove competitive bidding, then you're removing a lot of oversight of processing. Um [0:25:05, 0:25:07]: certain things that could could be interesting. [0:25:08, 0:25:12]: say the least. So I'm just saying what do you have a projection of an amount? [0:25:13, 0:25:15]: Uh from these Opera funds that whether you [0:25:16, 0:25:21]: go over and know in a ballpark, figure what you're gonna need now until the next meeting. [0:25:21, 0:25:25]: Is that something like that because that we can approve because [0:25:25, 0:25:30]: When we removed procure uh procurement process, we're removing competitive bidding. [0:25:31, 0:25:34]: And and something that we're doing. That's what I'm concerned about. [0:25:34, 0:25:40]: Sure, and I understand we're not talking about uh Councilman Blount, just about ARPA funding. Uh to answer that question. [0:25:41, 0:25:47]: Um Mr. Wiggins and I we've sat down and we've gone through and and we've looked at things that that potentially be eligible for that. I believe [0:25:48, 0:25:51]: Um we currently approved an an encumbered um [0:25:51, 0:25:52]: Uh [0:25:52, 0:25:59]: somewhere in the ballpark of four point eight million dollars, four point nine million dollars in ARPA funding for capital expenses for the department. [0:25:59, 0:26:03]: Um it was projected that we would need probably about five point five and so [0:26:04, 0:26:08]: somewhere in the ballpark of five hundred to seven hundred thousand dollars additional [0:26:08, 0:26:10]: funds from that account in order to [0:26:10, 0:26:11]: Um [0:26:11, 0:26:18]: to to purchase the necessary additional necessary equipment that uh would be required to start the department up. [0:26:18, 0:26:19]: Now [0:26:20, 0:26:25]: This doesn't pertain just to ARPA. So we have within our budget that's already been approved. Say for instance [0:26:25, 0:26:33]: We have a um a line item in our current police department operating budget for 2022 for$170,000 for uniforms and equipment. [0:26:34, 0:26:41]: Well, when we purchase bulletproof vests, and let's say that that purchase is twenty-eight thousand dollars, that means that I have to bring that before council. [0:26:41, 0:26:43]: To get approval based on the current parameters. [0:26:43, 0:26:57]: uh whether we have free quotes or not, that's something that has to come before council. And obviously it builds in an additional delay in us procuring that equipment, which already has a delay because there's a shortage on the materials to make ballistic vests. [0:26:57, 0:27:08]: Same thing applies to uniforms. It's anticipated that the cost for uniforms for officers is going to be about forty thousand dollars. So again, be another item that we have to bring before council and they're absolutely essential. [0:27:08, 0:27:13]: purchases and those would come specifically out of our police operating budget, not necessarily the ARPA fund. [0:27:14, 0:27:15]: So um [0:27:15, 0:27:21]: Hope hopefully that that that that answered your question. I'm not sure if it did entirely, but if not, please. [0:27:21, 0:27:24]: Yeah. Well not entirely because if we [0:27:24, 0:27:34]: If we got identifiable funds that are in certain areas, whether it's the police uniforms, uh vests and all these areas, those are identifiable funds that are uh [0:27:34, 0:27:40]: that that that are in one pool or if you will of what we've agreed as a budget for that. [0:27:40, 0:27:54]: So if you go outside of that with with with purchases outside of procurement, where are those fund, where's that funding gonna come from? Because if you got funding for vests and uh other funding for different things, those are already earmarked for those things. [0:27:54, 0:28:00]: But if you go in and now you're saying that you're gonna probably need more and more of this or whatever. [0:28:00, 0:28:03]: Then how where are those fundings gonna come from other than [0:28:04, 0:28:07]: uh amending the budget to make that happen. I'm just trying to figure out. [0:28:07, 0:28:10]: Hey Chief, can I can I step in? [0:28:10, 0:28:11]: Oh yeah, sir. [0:28:12, 0:28:16]: Go go ahead, Mr. Wiggins. Mr. Gardner, we'll get to you in a second. So go ahead. Oh I'm sorry. Uh [0:28:16, 0:28:18]: City Manager, you you can go ahead. [0:28:18, 0:28:21]: No, I I was gonna say very quickly, uh Councilman go Blount. [0:28:21, 0:28:25]: I I think what Chief is saying is it's not that we're gonna go um [0:28:26, 0:28:33]: and exceed what those budget line items are, it's just because those budget line items might be above twenty-five. [0:28:33, 0:28:42]: That rather than having to wait two to three weeks or longer for council approval or through the bid process to get those equipment, because as you know. [0:28:42, 0:28:44]: As everybody's trying to attract [0:28:44, 0:28:52]: Police officers and and as I as I said before, you're trying to get a bunch of fish out of a small pond and everybody's fishing from that same pond. [0:28:53, 0:28:56]: that speed for us is of the essence because [0:28:56, 0:29:00]: When you go into that porn to get uniforms and you find out that you're now six months [0:29:01, 0:29:01]: Behind [0:29:02, 0:29:05]: And trying to address it, you're gonna have officers who are coming on board with no [0:29:05, 0:29:17]: with no uniforms. It's not to exceed the amount. It's just to be able, if the amount is over that 25 threshold, to be able to go ahead and still spend within what's the within the line item budgeted amount for those items. [0:29:17, 0:29:19]: Could I move our own key through? [0:29:20, 0:29:25]: Well, I'm I'm gonna just to say if I will, um y'all forgive me. I'm just trying to just get an understanding before I vote. [0:29:26, 0:29:32]: I'm if if the money is already in the budget for certain items and for certain things that need to be bought. [0:29:32, 0:29:37]: I'm okay with using those funds for what we have to buy for with those funds. [0:29:38, 0:29:41]: I just don't want because we don't have competitive bidding. [0:29:41, 0:29:44]: To come back in the next thirty days, say or or [0:29:45, 0:29:52]: Four or five months from now, saying that because we removed the competitive bidding process, now we have to amend the budget. [0:29:52, 0:29:55]: To compensate for that. That's that's my concern. [0:29:57, 0:30:12]: We we we don't anticipate sir amending the budget. Uh we we we do not um i we have no plans whatsoever adding anything to the currently approved budget uh to acquire the additional things that we need to acquire. The only the only caveat would be is that [0:30:12, 0:30:17]: that there are certain equipment and technology purchases that could be funded through ARPA as opposed to [0:30:18, 0:30:21]: um uh other um funding sources. [0:30:21, 0:30:27]: And so um uh if that's something that uh the council wanted to consider in terms of [0:30:27, 0:30:38]: you know, some limitations on additional funding in that area, that that's certainly I think um uh another conversation. But as was indicated before, um it's it it it's estimated that [0:30:38, 0:30:46]: Uh as it relates to the ARPA fund since you initially uh led with that, that we anticipate somewhere in the ballpark of of five hundred to seven hundred thousand dollars. [0:30:46, 0:30:52]: um additional in in funds that uh we could utilize from that account, which should still leave. [0:30:52, 0:30:55]: And Mr. Wiggins, please correct me if I'm wrong. Um, in addition to [0:30:56, 0:31:02]: the the things have already been encumbered for public works, um the the the remaining half portion of those ARPA funds available. [0:31:03, 0:31:05]: For uh other uses. [0:31:05, 0:31:08]: that that uh the council would um would approve. [0:31:10, 0:31:17]: Okay, Mr. Wiggins. Yeah, go ahead, Mr. Wiggins. Uh thank you, ma'am. Sorry about um before um go ahead, sir. No problem. [0:31:17, 0:31:18]: Cheap, cheap. [0:31:18, 0:31:20]: You you're correct. We we um [0:31:21, 0:31:25]: Most of the large purchases have already gone through council, like uh [0:31:26, 0:31:29]: You know, the vehicle equipment, vehicle computers and stuff. [0:31:29, 0:31:31]: That those big purchases have already gone through. [0:31:32, 0:31:35]: I think the extra five hundred thousand that that Chief is is talking about [0:31:36, 0:31:37]: It's already [0:31:37, 0:31:38]: In [0:31:38, 0:31:39]: The offer funds. [0:31:39, 0:31:44]: and ready to be used. It's just that it just hasn't been identified on what. [0:31:45, 0:31:48]: And whenever Chief come around to you know, he might need some more pistols that might [0:31:49, 0:31:52]: be twenty six thousand dollars that you want to use from the ACA funds. [0:31:53, 0:31:56]: That hasn't been identified yet. So when that comes around. [0:31:57, 0:31:59]: In in instead of uh [0:32:00, 0:32:01]: Putting on the agenda. [0:32:02, 0:32:07]: We we want to go through this process right here to kind of speed things up because we got the July first deadline. [0:32:07, 0:32:09]: Я звелиз а [0:32:10, 0:32:12]: Getting uh at least forty officers in. [0:32:12, 0:32:14]: In in on the ground. [0:32:16, 0:32:17]: Ms. Gantt, please. [0:32:17, 0:32:19]: Stand by, Mayor Proten. Ms. Camp, please. [0:32:20, 0:32:40]: I'm fine. I'm ready to vote up just so long as it's within the budget. And I hope that each director and each department are able to have that same leeway at some point. If something if if they're beyond the budget and overspent, that's on them. There's nothing else and they're gonna be held accountable for it. But if it's in the budget and I I get it right now to have to come back. [0:32:40, 0:32:40]: [1960.6, 1974.2]: um after 25,000 when you may need up to 75,000 right now. As long as it's not over the budget, I'm good with it. And I think we should think about that practice throughout the city in general to save time in the future. [0:32:55, 0:32:56]: Mirapal Tim, go ahead, please. [0:32:57, 0:32:58]: Thank you. Um [0:32:58, 0:33:02]: Chief Chairman and um city manager um [0:33:02, 0:33:10]: I'm okay with this process because I do understand uh the urgency. Uh earlier this morning, um [0:33:11, 0:33:13]: I emailed a number of you um [0:33:13, 0:33:15]: With a concern the man um [0:33:16, 0:33:25]: Chief Chairman, I did not include you on the email and Mr. Wiggins as well, but everyone else sort of received that and that's sort of my concerns. But those were just questions. [0:33:26, 0:33:35]: that I want an answer to. I know Mr. Wiggins gave us a report, but I guess I was asking for additional information outside of that report. That's number one. [0:33:36, 0:33:36]: Um [0:33:37, 0:33:41]: Number two, uh in looking at the agenda packet, it says [0:33:42, 0:33:43]: Um [0:33:43, 0:33:46]: the city manager to approve [0:33:46, 0:33:49]: Polish department startup purchases. [0:33:50, 0:33:59]: Uh in the supporting doc document, the resolution, it says uh authority for police department to make informal purchases. [0:34:00, 0:34:03]: The question what I want to make sure, uh Chief Chairman, is that [0:34:04, 0:34:04]: Uh [0:34:05, 0:34:25]: When you decide to make these purchases, and and I I think I know the answer, but I just want to hear this uh for is uh your relationship with the city manager, uh your communication with the city manager. So before these things go forward, you and the city manager will have some conversation and he would [0:34:25, 0:34:31]: Somewhat approve uh of these purchases. I I I don't see that language, but I'm assuming. [0:34:32, 0:34:39]: That this is the way this uh communication is going to go. And I guess this is a question for Chief Trammer and um [0:34:39, 0:34:40]: City Manager. [0:34:41, 0:34:43]: Am I correct in my assumption that [0:34:44, 0:34:55]: You all will have a continuous dialogue and the city manager will be uh informed of every purchase that you are about to make and he will sort of say yay, nay. [0:34:55, 0:34:57]: I am I correct in in my assumption? [0:34:57, 0:34:59]: Yeah, Mr. Garner, go ahead, sir, please. [0:35:01, 0:35:14]: I I I think that's correct and uh Chief Trauma, I don't know if you wanna to concur or not, but that's that's exactly what I'm s the I'm of the impression that the process would be that if Chief Trauma identified um [0:35:14, 0:35:29]: uh an item, a supply item that's above that twenty-five, that he would come and say, Mr. Gardner, this is what we're looking at. Here's what we have in terms of pricing. Here's who the vendor is. And as long as it's within that parameters, that yes, I would sign off on it as well as Chief Church. [0:35:31, 0:35:35]: I concur with it, that's correct. It as a matter of fact, I think that [0:35:35, 0:35:42]: The the current the current uh uh procurement code for the city requires directors, anything over five thousand has to be approved. [0:35:43, 0:35:47]: by the city manager and so there would be conversations for those purchases and [0:35:47, 0:35:52]: Those approvals would be appr uh uh approved by Mr. Gardner in advance. [0:35:53, 0:35:56]: Lastly, uh so Mr. Gardner, would you sort of [0:35:56, 0:36:16]: uh keep up keep the council abreast as far as uh your report and and that i'm not going to uh get into this discussion tonight but i do want to talk to you about the city manager's uh monthly report so i'm hoping that uh these kind of movements would be included in some [0:36:16, 0:36:18]: kind of uh reporting [0:36:19, 0:36:22]: uh from you to the council. And I know I'm sort of [0:36:22, 0:36:29]: uh jumping here because you and I and and you and the council we have not talked about your reporting uh to the council. So [0:36:30, 0:36:38]: Uh I I just hope that that is uh going to be in place. So uh I I'm I'm okay. I'm in favor of that. I just want to sort of put that out. And I don't know. Um [0:36:38, 0:36:44]: Uh city manager, if you wanna just make a comment to the email that I put out uh earlier today. [0:36:44, 0:36:46]: Oh if you're not sure. [0:36:46, 0:36:51]: We're working to to answer those questions for you and get them back to you and council. [0:36:51, 0:36:52]: Thank you. [0:36:52, 0:36:56]: I yield back, Mayor. Okay, thank you, sir. Ms. Barber, go ahead, please. [0:36:58, 0:37:03]: Uh Mayor Pro Tem Thomas actually asked my question. It was regarding the reporting. [0:37:03, 0:37:06]: I wanted to know how often would the council [0:37:06, 0:37:07]: Um [0:37:07, 0:37:12]: be providing information as far as what expenses. [0:37:12, 0:37:14]: Okay. As incurred. [0:37:15, 0:37:16]: But it sounds like [0:37:16, 0:37:20]: Um Chief Tramer and Mr. Gardner is going to be reporting that to us. [0:37:21, 0:37:27]: I don't know how frequently, but they already have a plan to do that. Thank you. All right, Ms. McGann, go ahead, please. [0:37:27, 0:37:43]: Mayor, I move that we approve the temp and the temporary waiver of spending authority limits to authorize the city manager to approve police department startup purchases not to exceed the designated amount and or specified cost for pre-approved categories. [0:37:43, 0:37:44]: Okay. [0:37:44, 0:37:50]: Okay, Ms. Um Councilman I was not second that I would imagine no further discussion. So all in favor of motion, please indicate. [0:37:51, 0:38:04]: All right. And I've unavounced decision. Fantastic. Okay. I do have one quick question. This motion is this specific to the police department? I know councilwoman can't just read. Yes, it's only the police department. Yes. [0:38:05, 0:38:06]: So in the police department this time. [0:38:07, 0:38:14]: All right. On that note, uh council consideration approved residential code enforcement fee schedule. Ms. Johnson, please. [0:38:14, 0:38:15]: I she yawned. [0:38:16, 0:38:19]: And and uh may I um [0:38:19, 0:38:26]: Uh Miss Johnson is is uh sick today and isn't part of the meeting, so I will [0:38:26, 0:38:38]: Do my best to address that item tonight. Go ahead, please. As you know, back in and the December meeting, um there was a list of code enforcement um [0:38:39, 0:38:46]: items that came up both residential and commercial together and I think council wanted those items bifurcated split. [0:38:46, 0:38:56]: um residential and commercial. And so what you have before you is the other half of that equation. Um, let me pull this up. [0:39:02, 0:39:17]: Yep. So what you have before you is the um residential code enforcement, which is in line with the excuse, Ms. Fred, excuse me, Miss Garner. Are you trying to share your screen, sir? There's not no sir. No, no, no. I assume it's part of your packet. [0:39:17, 0:39:32]: Okay, okay, good. Thank you so much. Yeah, um un unfortunately I'm reading unfortunate I'm reading for my cliff notes that the staff provided me on this item because he's unable to attend the meeting tonight. So yes. Um so what you are before you is the um [0:39:32, 0:39:46]: the fee schedule for the residential component um that was asked um requested um including the property maintenance code and um it is the wish of council to uh approve um [0:39:47, 0:39:48]: The um [0:39:48, 0:39:52]: code enforcement fee schedule for residential. [0:39:53, 0:39:54]: All right, fine. [0:39:54, 0:39:55]: Uh uh Ms. Gann, go ahead, please. [0:39:56, 0:40:02]: Um, do we know whether or not a warning is given prior to and then we began finding thereafter? [0:40:02, 0:40:05]: After the no first notice of a [0:40:05, 0:40:07]: That there is a possible violation. [0:40:08, 0:40:24]: It is my understanding that that code enforcement follows that protocol, which is customary everywhere that I've actually worked and controlled in over code enforcement. You get a warning and then subsequent to that warning, if you don't adhere to it within a certain time period, you are issued a citation. [0:40:24, 0:40:25]: Okay. [0:40:25, 0:40:30]: Um mayor, I move that we approve this residential code enforcement fee schedule. [0:40:31, 0:40:37]: All right, all right. Is uh miss Mr. Blount to second that, but I'm gonna go to discussion. Ms. Barber, go ahead, please. [0:40:38, 0:40:41]: Um yeah, I do have one question. [0:40:41, 0:40:42]: What is [0:40:42, 0:40:44]: Openable windows. [0:40:44, 0:40:45]: Just curious. [0:40:46, 0:40:51]: One of the items that's on this D schedule, openable windows. [0:40:52, 0:40:53]: It's the last item on here. [0:40:55, 0:40:56]: Mm-hmm. [0:40:57, 0:40:59]: I I have to admit I don't I'm not sure personally. [0:41:00, 0:41:13]: Uh uh coun council bubble, I wouldn't I do not know that one off the top of my head. I apologize, but I can find out and and send everybody a note tomorrow morning very nearly what that actually is. Okay. [0:41:14, 0:41:16]: Uh Heather Hubble, you have your hand raised. [0:41:17, 0:41:19]: Yes, uh apologize. [0:41:19, 0:41:21]: Uh good evening, Mayor and Council. [0:41:21, 0:41:23]: I think the word should be operable. [0:41:23, 0:41:24]: Windows? [0:41:25, 0:41:27]: Um, and I think that will rectify it. [0:41:28, 0:41:28]: Okay. [0:41:29, 0:41:33]: Thank you for that. We'll double check that. Appreciate it. Appreciate your assistance. Okay. [0:41:33, 0:41:37]: A motion's been made and been seconded. Any further discussion? [0:41:38, 0:41:39]: If not, all in favor of motion, please indicate. [0:41:40, 0:41:44]: to accept this fee schedule and it looks like it's unanimous. Okay, fantastic. [0:41:44, 0:41:45]: All right. [0:41:45, 0:41:46]: All right. Good deal. [0:41:47, 0:41:53]: New business council consideration to approve change order number twenty seven for the work conducted by H. J. Russell and Company. [0:41:53, 0:41:58]: An amount of thirty eight thousand two hundred and sixty eight dollars and thirty three cents for the purchase and installation of a stage. [0:41:59, 0:42:02]: a perforated sulfit panels, acoustical. [0:42:02, 0:42:20]: At the amphitheater. The change order was recommended as a mandatory design change by the architect TSW. The Artacousco panels were installed in August 2021. So Ms. Johnson's not online, so I would imagine this is going to be done by um [0:42:21, 0:42:24]: Oh Fred, there you go. All right, sir. [0:42:24, 0:42:28]: Mr. I thank you, uh Mr. Mayor and [0:42:28, 0:42:32]: I think it's explan self explanatory, it's acoustical. Um [0:42:32, 0:42:39]: to limit the amount of sound to mitigate the sound impacts on adjacent neighborhoods and surrounding areas. Um [0:42:39, 0:42:48]: Obviously, this was a recommendation based on some of the comments that came through. I know we do have should have some representative here from TSW and HJ Russell. [0:42:48, 0:43:03]: checking was to answer any questions that that uh council may have. But this apparently this item came forward back and was paid for back. Well done the work was done back in August of twenty twenty one and the the amount is being brought to council now to [0:43:03, 0:43:05]: um pay for the um [0:43:06, 0:43:07]: The additional change order. [0:43:09, 0:43:09]: Okay. [0:43:10, 0:43:11]: So uh [0:43:11, 0:43:14]: Uh Carl, do you need to respond or add anything else to that, sir? Go ahead, please. [0:43:14, 0:43:16]: I do wanted to [0:43:16, 0:43:18]: Uh and good evening, council and and uh [0:43:19, 0:43:20]: And hey, it's good to see you guys again. [0:43:21, 0:43:29]: Um just wanted to uh clarify that um the the expenditure for this change was contemplated. [0:43:29, 0:43:36]: in the previously approved uh uh budgeting uh back in February of last year. So [0:43:36, 0:43:46]: No additional funding above the already approved uh funding for the amphitheater is needed for this. This is strictly brought to you because it exceeds the threshold. [0:43:47, 0:43:48]: uh for city council approval. [0:43:50, 0:43:51]: Okay. [0:43:51, 0:43:54]: Heather, do you have any other additional comments that you want to make at all? [0:43:56, 0:43:57]: Okay, you good? [0:43:58, 0:44:01]: All right. Uh council, what kind of questions, concerns do you have? [0:44:03, 0:44:04]: Um uh Mr Blank, go ahead, please. [0:44:05, 0:44:12]: Man, I think this is a step toward uh something that the community, surrounding community is asking for and it's something that we uh [0:44:13, 0:44:15]: As a council, I believe we expect it to happen anyway. [0:44:16, 0:44:22]: And I think the senses in within the uh budget of what's supposed to have been done and and and they're doing. [0:44:22, 0:44:24]: I would like to move ahead and approve it. [0:44:25, 0:44:28]: So you're making a motion on that, sir? Yes. I said. [0:44:28, 0:44:36]: Miss Blank Gantt seconds seconds that motion. If there's no further discussion, I don't have okay, Miss go ahead, Miss Barber. [0:44:36, 0:44:41]: According to Mr. Gardner, um this was something that was already [0:44:41, 0:44:42]: Uh [0:44:42, 0:44:44]: The work has already been complete. [0:44:45, 0:44:47]: Correct, Mr. Gardner. [0:44:47, 0:44:53]: That is my understanding, uh, Councilmember Barber, that the acoustical panels were installed back in August of twenty twenty one. [0:44:54, 0:44:59]: Okay, and this was an effort to mitigate some of the issues with sound. [0:45:00, 0:45:01]: That is my understanding, yes, ma'am. [0:45:01, 0:45:10]: Okay, can a representative from either H Russell, TSW, or Kreckenwoods um show an image of this? I'd like to know. [0:45:11, 0:45:14]: What area what this actually [0:45:17, 0:45:27]: I don't know. Do uh do you gentlemen have anybody have a a picture or something diagram to show an image of uh this all if you can share at this point? Explain exactly what this is supposed to do. [0:45:29, 0:45:35]: I think Heather, if if you would just explain where this occurs on the stage and uh and what it does. [0:45:36, 0:45:39]: Sure. So this is at the ceiling of the stage. [0:45:39, 0:45:43]: Um, if you are uh looking at the stage. [0:45:43, 0:45:47]: Um, you have the kind of wood paneling on the sides. [0:45:48, 0:45:51]: But directly above the stage is a gray panel. [0:45:52, 0:45:53]: Um and it's perforated. [0:45:54, 0:46:02]: So it allows sound to come up into that space and be absorbed by a soft uh acoustical blanket. [0:46:02, 0:46:03]: Uh and this [0:46:03, 0:46:06]: traps the sound and keeps it from bouncing. [0:46:07, 0:46:09]: uh to additional locations. [0:46:10, 0:46:13]: But I do not have a picture prep this evening. I apologize. [0:46:14, 0:46:19]: Okay, so this was um performed prior to our concerts. [0:46:20, 0:46:21]: Okay, that is correct. [0:46:22, 0:46:29]: There are still some concerns with the sound, even with the installation of this. [0:46:29, 0:46:31]: Um, so I don't know if [0:46:31, 0:46:34]: uh additional work. [0:46:34, 0:46:38]: Um can be done to help mitigate some of the sound issue. [0:46:40, 0:46:44]: Is this was this the only thing that was suggested? [0:46:44, 0:46:45]: Because we still have people. [0:46:46, 0:46:55]: If I may, uh, Councilwoman Barber, this particular item was specific to the acoustics of the stage and the listening environment of [0:46:55, 0:47:03]: The audience. So this was never intended to address any um sound issues beyond that were emanating beyond. [0:47:04, 0:47:06]: uh the amphitheater proper. [0:47:10, 0:47:14]: Okay. So co so council Mumbai, I would I would say yes. D that [0:47:14, 0:47:25]: As we move forward w the we would have to look at what and obviously from a cost standpoint was best to to probably address some of the issue the issues from the surrounding neighborhoods that [0:47:26, 0:47:28]: And correct me if I wrong this be actually behind. [0:47:29, 0:47:30]: The stage area. [0:47:31, 0:47:33]: Um and there's some obviously some [0:47:34, 0:47:39]: the different types of equipment and that can be utilized for that. Some of it can be natural. [0:47:40, 0:47:42]: Um, some of it can be obviously man made. [0:47:42, 0:47:50]: Um and I assume that the best order of businesses and talking with the engineers and consultant would be to determine which one is the best. Um [0:47:50, 0:47:53]: And which one is of obviously cost effective? [0:47:53, 0:47:56]: Um about not spending more money than we have to. [0:47:57, 0:47:59]: Um, to accomplish the same thing. So [0:48:00, 0:48:01]: Whether that could be [0:48:02, 0:48:03]: Um [0:48:04, 0:48:06]: Two or three rows of Leland cipher staggered. [0:48:07, 0:48:12]: you know, five feet on center or whatever, because at some point that'll address some of the sound areas. [0:48:12, 0:48:13]: Um [0:48:13, 0:48:20]: from the adjacent to the adjacent properties or some wall barrier, but if it's a wall barrier, obviously you know it's gonna cost more. [0:48:20, 0:48:21]: Okay. [0:48:21, 0:48:28]: Uh, be a little bit more expensive, but that's something that we can we're looking at. I know that was discussed when I first came on board. I think me and John Griggins talked about that. [0:48:29, 0:48:30]: Um [0:48:30, 0:48:31]: When I came to visit [0:48:32, 0:48:39]: Um, about some of the s things we could do to mitigate some of those sounds. So we'll investigate that with the engineers and find out which one is the best and bring that back to you guys. [0:48:40, 0:48:41]: Thank you. [0:48:41, 0:48:43]: You want to go ahead, please. [0:48:44, 0:48:51]: Yeah, yeah, I'm I'm I'm in concurrence with uh Councilman Barber because it was a little confusing to me, but I as you all was talking, I figured it was this. [0:48:52, 0:48:55]: For acoustical sounds just like we're trying to do up in Merrill Mandas. [0:48:55, 0:49:05]: One of the things that we got to start being about and and and and quit talking about is those things that are in total completion of the amphitheater that helps the communities. [0:49:06, 0:49:11]: Uh prior to the amphitheater being built, we talked about what barriers would we put up. [0:49:11, 0:49:14]: What type of barriers would we put up to mitigate sound? [0:49:15, 0:49:17]: From the amphitheater, we talked about this. [0:49:17, 0:49:21]: Uh and so we're about to go into another season. [0:49:22, 0:49:36]: of uh concerts and yet still we're talking about it and up and and w with all due respect to the new city manager here, uh Mr. Gardner, uh I hope those talks become shortened and then we actually start doing some action because [0:49:37, 0:49:44]: On this me on my election on this council is never about anything, and I'm not it's not any any beliterment of any of my colleagues. [0:49:45, 0:49:50]: It's never about how I feel about anybody or any situation. We're all here to serve every city single citizen. [0:49:51, 0:49:52]: And when we talk about [0:49:53, 0:49:58]: what we want when we build anything raised an amphitheater cultural arts center is police station. [0:49:58, 0:50:00]: When the vision is not complete. [0:50:01, 0:50:03]: Then the effect in the effects of that vision. [0:50:04, 0:50:05]: Афекс та коммуніті. [0:50:06, 0:50:10]: then we we have a problem that somebody's dropping a ball. [0:50:10, 0:50:14]: Because right now we're talking about mitigating sound. [0:50:15, 0:50:20]: Well we've already had two concerts and this concert and this uh and this amphitheater's been up for quite a while. [0:50:21, 0:50:23]: So many things with this amphitheater. [0:50:23, 0:50:25]: Should have been simultaneously done. [0:50:26, 0:50:27]: And it wasn't done. [0:50:27, 0:50:30]: And so right now we're saying at this meeting [0:50:31, 0:50:35]: That it'll be February when we talk about again about mitigating sound. [0:50:36, 0:50:44]: Throughout the neighborhoods, hopefully we'll have something in place prior to the concerts, even if it's not up, that the that the citizens will know it's coming. [0:50:45, 0:50:46]: Thank you. [0:50:46, 0:50:48]: All right. Any further comments or discussion? [0:50:49, 0:50:50]: Yes, ma'am. [0:50:51, 0:51:03]: I just want Mr. Gardner to know, um, just so I think I had sent an email prior to Mr. Knighton when he was here, um, some of the um citizens of the neighborhood at this over. [0:51:04, 0:51:04]: Um [0:51:04, 0:51:18]: a solution they would like us to look at. And it was more of a digital type of hertz sound technology that was created by some engineers that helped reduce the sound going towards the back. [0:51:18, 0:51:23]: Um, but anyway, um I'll try to forward that email over as soon as I can. [0:51:24, 0:51:25]: Yeah. [0:51:26, 0:51:32]: Mayor Ford. Yes, sir. Go ahead, please. I I briefly I just want to respond to an issue. [0:51:32, 0:51:33]: Um [0:51:34, 0:51:35]: Aye. [0:51:35, 0:51:40]: supported this from the beginning of some kind of sound barrier. [0:51:41, 0:51:46]: I did not get any support on that because the council and the city manager at the time felt that. [0:51:47, 0:51:50]: It was going to look like a prison. [0:51:50, 0:51:52]: Uh aesthetically. [0:51:52, 0:51:56]: So I just want the record just to reflect that I knew then. [0:51:57, 0:52:03]: uh what we was dealing with but again I I didn't get any support on that. So if you go back to the records and check. [0:52:03, 0:52:11]: I I spoke this on more than one occasion and didn't get no support. Now and now here we are now. So I'm saying that to say that. [0:52:11, 0:52:16]: Uh my voice did go to that area. I didn't get any support. So it was talked about. [0:52:17, 0:52:20]: It was talked about, but then we start talking about [0:52:20, 0:52:24]: planting shrubbery and that and I knew that was not going to do it. [0:52:25, 0:52:26]: Thank you, sir. [0:52:26, 0:52:28]: All right. Miss Barber, you had your hand up again? [0:52:30, 0:52:36]: Okay, so I know everybody is talking about all the discussions that have been had of regarding [0:52:37, 0:52:38]: The construction of this amphitheater. [0:52:39, 0:52:40]: I want to say this publicly. [0:52:42, 0:52:45]: I was sworn in the year of the construction of this amphitheater. [0:52:46, 0:52:47]: So the approval. [0:52:48, 0:52:51]: Of the award of this amphitheater and to construct it. [0:52:51, 0:52:53]: And where to construct it. [0:52:53, 0:52:55]: How to construct it. [0:52:56, 0:52:59]: I wasn't a part of any of those conversations. [0:52:59, 0:53:00]: However [0:53:01, 0:53:03]: I know as of last year. [0:53:03, 0:53:05]: And even in twenty twenty. [0:53:05, 0:53:07]: As it was being constructed. [0:53:07, 0:53:10]: We had conversations in regards to [0:53:10, 0:53:11]: Um the sound. [0:53:12, 0:53:14]: I do recall um [0:53:14, 0:53:16]: Making a suggestion regarding [0:53:17, 0:53:18]: A wall fencing. [0:53:19, 0:53:20]: Trees [0:53:21, 0:53:22]: Things of that nature. [0:53:22, 0:53:24]: Nonetheless, we have an issue here. [0:53:25, 0:53:28]: The sound and we need to find ways to resolve it. [0:53:28, 0:53:29]: Um [0:53:30, 0:53:33]: I don't think this is going to be the end of it. [0:53:33, 0:53:38]: Um this thirty-eight thousand dollars is just beginning of what we need to do to rectify the situation. [0:53:39, 0:53:41]: So I hope that Mr. Gardner [0:53:41, 0:53:43]: Along with um Miss Hubble. [0:53:43, 0:53:46]: Um and Mr. Kirk. [0:53:46, 0:53:52]: And and Carl, can please bring us some viable solutions so we can mitigate this issue. [0:53:53, 0:53:55]: So good. We'll do. [0:53:55, 0:53:56]: Thank you. [0:53:56, 0:54:07]: Uh Mayor. Yes, sir. Go ahead, please. Let me say this. And I've said this from the beginning, okay? I'm shoot straight with the people. Okay. And let's let's shoot straight with the people. [0:54:07, 0:54:09]: If you live close to the amphitheater. [0:54:09, 0:54:11]: I don't care what we do. [0:54:11, 0:54:13]: The sound is going to be a problem for you. [0:54:14, 0:54:15]: That's just how it is. [0:54:16, 0:54:17]: We can do what we can do. [0:54:18, 0:54:27]: But I'm not gonna shoot false hope and spend a million dollars and then we still got sound. If you live next to the amphitheater and we got a concert going on, [0:54:28, 0:54:29]: You go hear it. [0:54:29, 0:54:48]: There's nothing that we can do to move the amphitheater. It's there already. But in the end, we got to weigh what the odds are, how much money we're going to spend. I'm sympathetic to the issue, but at the same time, we cannot throw out this panacea of false hope that we're going to put a dome over the amphitheater and the sound is going to go away. [0:54:48, 0:54:55]: It don't matter how much money we spend, the sound is not going to go away. It's still going to be there. [0:54:55, 0:55:03]: It might be lessened somewhat on a scale of 100, maybe 20%, maybe 15%, but it's still gonna be there. [0:55:03, 0:55:08]: So let's understand this is where we are now and let's deal with it realistically. [0:55:09, 0:55:11]: And spending the appropriate amount of money. [0:55:12, 0:55:32]: To see what we can do about mitigating it. And but let's not throw out this false panacea that we're gonna solve the problem, because we're not. We made a decision, this city did in the LCI and the pro port to build the amphitheater where it was recommended by the Atlanta Regional Commission and the Livable City. [0:55:32, 0:55:33]: Centers initiative. [0:55:33, 0:55:37]: There was numerous meetings over a ten to twelve year decades. [0:55:37, 0:55:43]: Where there was information provided that this is where we're gonna be built in 2015. [0:55:43, 0:55:48]: This council voted to put forever theater plan B. [0:55:48, 0:56:08]: And that was the decision that was made, and we move forward with it. So I am sympathetic to the neighbors that live in that particular area, but this is going to be a vibrant, thriving downtown area, and there's going to be concerts there, and this is what we're trying to deal with in the most meaningful way possible. [0:56:08, 0:56:09]: Thank you. [0:56:10, 0:56:16]: All right. Seems like everybody had some conversation here. So the motion was made and uh seconded. So all in favor of the motion, please indicate. [0:56:17, 0:56:21]: All right, I believe it's unanimous decision looks like okay, good deal. [0:56:21, 0:56:22]: Appreciate it. [0:56:23, 0:56:24]: Um [0:56:26, 0:56:46]: Council consideration to extend moratoriums pertaining to resolution R21-1259 retaining relating to the building of residential rental properties in the R21-1286 relating to hookah bars and/or lounges, cigar bars and/or lounges. [0:56:46, 0:56:54]: Lounges, uh R21 uh thir one three six zero moratorium extension. And I imagine this is going to be. [0:56:54, 0:56:55]: Uh Mr. Gardner again. [0:56:56, 0:57:16]: Yes, sir. Very quickly, uh Council members. Um, as you know, we are in the process of developing the Unified Development Code. Um, that code is currently under review um for under legal scrutiny by our consultants. Um and due to that, um, there's a need to extend the moratorium for the completion of. [0:57:16, 0:57:36]: that work and to make sure that we don't have any loopholes that would allow for those entities to come into the city during this time. So our staff is requesting that that you extend the moratorium. And it's our hope to have the work uh and the UDC adopted by March 14, uh 2022. Uh and there after that point, I'll [0:57:36, 0:57:56]: We will address the issues of where those uses are permitted, not permitted, as part of our code. But right now the UDC is being reviewed for legal, legal, legal scrutiny, and we need that additional time to make this happen and to extend the moratorium so that we don't have any of those businesses coming into the city during the time this under legal review. [0:57:57, 0:57:59]: Okay. Um Mr. Blount, go ahead, please. [0:58:00, 0:58:04]: Mayor, I motion that we move to go ahead and uh and extend the memoratorium on the resolution. [0:58:05, 0:58:06]: Sir Second. [0:58:06, 0:58:07]: Second. [0:58:07, 0:58:13]: Ms. Barber seconds that is that what you were gonna say, Miss Barber? You had your hand raised. That was that was that was it? Okay. [0:58:13, 0:58:15]: Are there any further discussions? [0:58:15, 0:58:20]: Really quickly. Mr. Thomas Square, please. Thank you. May I I [0:58:21, 0:58:29]: Mr. Gardner, what what what what I want to say, I just want to make sure going back to the uh UDC, um [0:58:29, 0:58:39]: the goalposts keep moving. And I understand that, you know, this is not easy. But I I I want to sort of just lend voice to uh say to you, sir. [0:58:39, 0:58:43]: And to community development uh director. [0:58:43, 0:58:45]: that uh and the and the legal. [0:58:46, 0:58:49]: Uh we need to get these documents reviewed. [0:58:50, 0:58:50]: Um [0:58:51, 0:58:55]: And and let's make sure that uh we get this done because uh [0:58:56, 0:59:00]: It was scheduled to have been completed in October of twenty twenty one. [0:59:01, 0:59:04]: So the goalposts continue to move. Um [0:59:04, 0:59:12]: In my conversation, it was due in February. Now we talk in March. So Mr. Gardner, um, Mr. Berry. [0:59:13, 0:59:17]: Let's see if we can go ahead and bring this home. If you're suggesting March. [0:59:17, 0:59:20]: Let's see if we can't meet that date. Thank you. [0:59:21, 0:59:23]: That is the goal, Councilmember Thomas. [0:59:25, 0:59:26]: Ms. Gantt, go ahead, please. [0:59:26, 0:59:28]: Oh, n never mind, I'm fine. [0:59:28, 0:59:31]: You're fine. Any other comments? Council. [0:59:31, 0:59:33]: Yeah, real quickly. Go ahead, sir. [0:59:33, 0:59:38]: We we we revisit these items and I always like to make sure folks know what we're talking about. [0:59:38, 0:59:58]: We have certain businesses that are saturated in the city that we're trying to limit the total number of. We previously passed a resolution about the dollar stores, or we passed a rental resolution, different businesses that were saturated in different areas so that we can have a variety of businesses in the nation. [0:59:58, 0:59:59]: neighborhood. [0:59:59, 1:00:03]: This is what this is, ladies and gentlemen. A lot of you all out there complain about [1:00:03, 1:00:10]: the different kind of businesses because we have so many pawn shops or we have so many tire shops and or [1:00:10, 1:00:30]: Or and our unwanted certs so-called uses. We're trying to deal with those because most of those businesses came to this community before us. So we can't put anybody out of business and we don't want to put anybody out of business, but we certainly don't want to continue to uh collect or to attract those types of business. [1:00:30, 1:00:42]: businesses. We don't want four beauty salons in one uh particular strip or or types of businesses. We want them to be varied and that kind of thing. So this is what we're dealing with. [1:00:42, 1:01:02]: And this so you understand that we're hopefully the ULDC that's coming forward will be able to capture all of those things so that you have the very businesses in your community that you've been uh talking about. I hear it all the time. We got enough tire shop, we got enough nail shots, we got yes, that's what we're dealing with right here, is significant. [1:01:02, 1:01:03]: Thank you. [1:01:04, 1:01:13]: All right. Uh Mr. Blount, do you have your hand up for something else, sir? Yeah, real quick. Um, I don't know if any of the councilmen got we supp supposed to be getting something that [1:01:14, 1:01:16]: When we talk about these different [1:01:16, 1:01:24]: a memoratorium d what defines those memor uh those businesses uh sp in specific because we see uh [1:01:24, 1:01:38]: We see around the city that's some circumventing of this memoriatorium that's been going on. So we need something to see what defines this memoriatorium pertaining to these businesses. That would be great to to get because uh [1:01:39, 1:01:59]: I mean, we we don't we I don't would never want to see one of the elected officials in an argument about something and we don't wouldn't know what we were talking about. I want to see something that defines uh these businesses. Um, because like I said, and I'm uh hate to sound like a broke record, there this ordinance is being this some moratorium. [1:01:59, 1:02:03]: is being circumvented with other big other uh businesses. [1:02:05, 1:02:07]: Ms. Gantt, go ahead. Go ahead, Ms. Gantt. [1:02:08, 1:02:12]: I think one of the things um that I do have a concern of now, if we brought that up. [1:02:13, 1:02:33]: That there are existing bars and lounges and maybe restaurant bar lounges that may have there's a difference between a hookah bar and a cigar bar that strictly sells only hookahs and have a menu of hookahs, and a cigar bar that strictly sells cigars and have a menu of cigars. But when you have clubs and lounges, [1:02:33, 1:02:49]: Well, lounges here. That's what they're considered in Stockbridge. When you have a lounge that has alcohol and you have the ability to have some hookah items on your menu, not necessarily a hookah bar with nothing but hookah. [1:02:50, 1:02:52]: then you're taken away if if [1:02:53, 1:03:09]: the bar isn't allowed to have those three or four five hookah flavor options. Now I don't smoke hoopah I don't smoke anything but right now the way it's written it looks like even existing [1:03:10, 1:03:30]: facilities that are present and active in our community are not allowed to have one, you know, amid five selections of hookahs or four selections of hookahs, whereas a hookah bar would have 25 or 30 selections of hookahs. So I think there is a difference [1:03:30, 1:03:50]: Difference there. It's not their primary thing that they item that they serve, but it has caused some friction and it has caused some issues and it has caused other businesses to call and tell on each other and go back and forth. So what we need to do is make sure that those things aren't limits. This is not personal. [1:03:49, 1:04:09]: This is not, you know, my friend or anyone's friends. We need to do this across the board for all businesses, especially those that are already operating. Clubs, lounges, or whatever. They're gonna have a specific amount, but they're not specified as a particular cigar lounge or a cigar bar. They may have a cigar area where [1:04:09, 1:04:26]: you can smoke a couple of cigars, but they don't necessarily are they're not selling and and smoking or a hookah bar or hookah lounge when they only have a couple of items that they're selling. So I think that is um causing a lot of problems and I'm getting a lot of phone calls about that. [1:04:28, 1:04:30]: All right. Mr. Gardner, you had your hand up, sir. [1:04:31, 1:04:36]: Yes, I was going to to address the issue of if if you're aware of [1:04:36, 1:04:39]: A new establishment that that is coming in. [1:04:39, 1:04:43]: Obviously let us know where those are so we can go and ascertain. [1:04:43, 1:04:51]: Whether they are legal under the moratorium or not. Um, under the more under a typical moratorium, if you were pre-existing prior to the date of that moratorium, [1:04:52, 1:04:53]: You could continue. [1:04:53, 1:04:58]: to be in business, the moratorium doesn't shut you down. It just says you can't know other [1:04:59, 1:05:03]: Or know any new establishment can be established during the time period in which you're doing [1:05:03, 1:05:21]: the moratorium and usually it is to do a study or to address through new ordinances or regulations. So if someone if it is a new entity and they're in viol you think they might be in violation, um let us know where they are. It's just a a quick investigation if they can prove that they're [1:05:22, 1:05:24]: They're operating within the confines of the law. [1:05:25, 1:05:29]: They'll continue. If they're not, then we'll shut'em down because they're in violation. [1:05:29, 1:05:30]: But if you're aware of it, let us know. [1:05:32, 1:05:33]: Mr. Blount, go ahead, please. [1:05:33, 1:05:38]: I I would agree with with Mr. Alexander, you know, that we don't want a saturation. [1:05:39, 1:05:40]: Um [1:05:40, 1:05:42]: Two points real quick. [1:05:42, 1:05:45]: There's certain permitting is done to open up a hookah lounge. [1:05:46, 1:05:48]: And we've seen that come through. [1:05:48, 1:05:52]: City Hall. Certain permit are permits are done to open a hookah lounge. [1:05:53, 1:05:55]: And because you're serving a burger. [1:05:55, 1:05:56]: Or something else. [1:05:57, 1:06:05]: That doesn't mean you circumvent the per permitting process and say, Hey, we can put a hookah in this corner or we can put cigars in that corner. [1:06:06, 1:06:07]: That circumvents the process. [1:06:08, 1:06:08]: D [1:06:09, 1:06:12]: People that are legitimately getting those businesses. [1:06:12, 1:06:16]: are going through the permitting process to do those businesses. [1:06:16, 1:06:23]: Now, when you circumvent the process, you're circumventing our permitting procedure process. [1:06:24, 1:06:26]: And you're doing it because you are serving a burger. [1:06:27, 1:06:31]: Or you do have this and you have the wings and you have that food or whatever. [1:06:31, 1:06:32]: That [1:06:32, 1:06:42]: That doesn't fly. We have a permitting process for hookah lounges. And when you sell hookah, we do have a permitting process and the memorial tourum is for [1:06:42, 1:06:45]: A halt on that process. So if you're doing it. [1:06:46, 1:06:49]: And you haven't applied for the permits for it? [1:06:49, 1:06:51]: Or you can apply for the permits for it? [1:06:52, 1:06:55]: then we need to look at those businesses and say they need to shut it down. [1:06:55, 1:06:56]: As simple as that. [1:06:58, 1:07:05]: Ms. Ms. Holliday, uh I'm my it's my assumption we have a motion that was uh but that was been made and seconded. Is that correct? [1:07:05, 1:07:11]: Uh motion made by Councilman Blount, second by Councilwoman Barber. Thank you, ma'am. Any further discussion? [1:07:11, 1:07:13]: And if not, all in favor of the motion, please indicate. [1:07:14, 1:07:17]: It's unanimous decision. Okay. Appreciate it. Thank you very much. [1:07:19, 1:07:37]: Okay, council consideration true to approve task order number 33.2 with Carter Sloop, GIS mapping program for stormwater in the amount of$134,570. The funding source is ARPA, and this is going to be presented by Mr. Aaron, sir. [1:07:38, 1:07:40]: Please. Yes, good evening, Mr. Mayor and Council. [1:07:40, 1:07:52]: The City of Stockbridge currently holds an MS4 stormwater permit issued by the Georgia Environmental Protection Division, promulgated on the rules of the Environmental Protection Agency. [1:07:52, 1:07:58]: As part of our permit, we're required to map and identify all of our stormwater infrastructure. [1:07:58, 1:08:07]: And we have over 20,000 structures. We're also required to inspect one fifth of those structures every year. So at the end of five years, [1:08:07, 1:08:13]: We've inspected all of the structures. So we've come tonight asking counsel to allow us to move forward with having our [1:08:13, 1:08:22]: infrastructure uh GIS located and identified. The location will include like inlets and outlets uh [1:08:23, 1:08:27]: Um oxidate I'm gonna say detention and retention ponds. [1:08:27, 1:08:30]: And also other stormwater infrastructure. [1:08:30, 1:08:33]: as required by our MS4 permit. [1:08:34, 1:08:40]: All right, sir. Appreciate that. Um council, any questions, um, concerns you have for Mr. Aaron? [1:08:44, 1:08:47]: Mr. Aaron go ahead, sir. Go ahead, Mr. Go ahead, please. [1:08:48, 1:08:53]: Yes, sir. Mr. Aaron, I just well, you know, I was driving down North Henry Boulevard today. [1:08:54, 1:09:05]: And I saw that those manhole covers was starting to be filled in. I don't know, I guess is that uh would did we do that or did uh G Dot do that? We got we moving forward with that. [1:09:05, 1:09:19]: We've moved forward with raising the city's manholes. GDOT has that they will contact the other utilities to get them to raise their manholes, but the ones that have been raised are a part of the city's sewer system. [1:09:19, 1:09:28]: Well, absolutely. Well, excellent, because you know we've been dodging that obstacle course for quite a while. So I noticed that today when I was driving down North Henry. [1:09:28, 1:09:32]: And uh it certainly was uh much appreciated. I just wanted to make that note. [1:09:33, 1:09:36]: Okay, any further questions or concerns for uh Mr. Aaron? [1:09:36, 1:09:40]: And if not, I need a motion to approve the request that he has here. [1:09:42, 1:09:43]: Is there a motion? [1:09:43, 1:09:44]: Come. [1:09:44, 1:09:49]: Ms. Camp. And second by Mr. Alexander. Okay. Any further discussion? [1:09:49, 1:09:51]: If not, all in favor of the motion, please indicate. [1:09:53, 1:09:55]: Okay, so you now see Susan. Thank you very much. Appreciate it. [1:09:55, 1:09:57]: Thank you, Mayor and Council. [1:09:57, 1:09:57]: All right. [1:09:58, 1:10:07]: Council consideration to approve uh stop bridge and youth council's uh request to adopt Tye Street from North Henry Boulevard to Red Oak Road. [1:10:08, 1:10:10]: And this says presented by you, Mr. Aaron. [1:10:10, 1:10:18]: Yes, Mr. Mayor. Uh in October of 2021, the uh council adopted the city's Adopt the Road Program. [1:10:18, 1:10:25]: And it formalizes the ways adopted in the process they have to follow to remain in compliance with the program. [1:10:26, 1:10:31]: And one of the requirements is that they do come before council to be formally approved. [1:10:31, 1:10:36]: to adopt the role. This was scheduled for January 10th since that was ceremonial meeting. [1:10:37, 1:10:46]: And the youth council has already conducted one cleanup during the King weekend. So we just want to formalize that council approved them to officially adopt the street. [1:10:47, 1:10:49]: And Miss Gann, go ahead, please. [1:10:49, 1:11:03]: Mayor, I would like to thank the Stockbridge Youth Council and let them know that I really appreciate them making a huge community effort, Ms. Harvey and everyone else that's on the board. [1:11:03, 1:11:05]: Thank you so much. [1:11:05, 1:11:12]: for taking um to for volunteering to adopt a road. And having said that, I would like to make a motion to approve this adoption. [1:11:13, 1:11:14]: Okay, is there a second? [1:11:15, 1:11:17]: Mr. Blount, raise his hand for a second. [1:11:17, 1:11:24]: Okay, any further discussion? Yep, ma'am. Yes, sir. Oh, go ahead. Did you second you you s you are seconded in that motion, is that correct? [1:11:25, 1:11:30]: You talking to me, ma'am? Yes, sir. Yeah, Ms. Blount, did you say that? Yes, but I had a I had a statement. Okay, go right here, please. [1:11:31, 1:11:50]: Yeah, I I just want to concur. Uh I've, you know, this youth council uh meeting each and every one of them, I'm really proud of them. I see them uh really, really buying into leadership in the city of Stockbridge. Um this past week, uh weekend, we was at uh downtown, as you know, for the uh Cities United Summit. [1:11:51, 1:11:51]: Um [1:11:52, 1:11:55]: Everywhere we went, everywhere I went, I'll put it that way. [1:11:56, 1:12:01]: People was talking about how sharp our our students look, how uh even even during the um [1:12:02, 1:12:05]: Um legislative breakfast. [1:12:05, 1:12:08]: People like, oh man, these guys are sharp, they look good, and [1:12:09, 1:12:20]: Our youth council was one of the one of the highlights of the of the whole weekend when they when they got up in that uh hotel and walking around and they they was very courteous. [1:12:20, 1:12:22]: And and people want to take pictures with them. [1:12:23, 1:12:25]: And uh in fact uh Mr. Garden, I was [1:12:26, 1:12:46]: Talking to Mr. Gartner and this guy come up to us and said, Hey, you know, uh you guys from Stockbridge, hey, and he started talking about the youth council. So I I just say hats off to the youth council and the job that uh this uh Erica that you're doing with the youth council and uh all the volunteers and uh they're they're a sharp looking little group, I tell you. Well, I'm forgive me. They're a sharp looking group. I always say a little group. [1:12:45, 1:12:48]: Yeah, sharp you nice, nice looking group. [1:12:49, 1:12:56]: I will have to concur with your comments, sir. I really appreciate that. Outstanding. They were outstanding. Ms. Alexander, go ahead, please. [1:12:56, 1:13:08]: Yes, I just want to concur all of those comments. And let me say on for uh the Martin Luther King service project we did at Keystot Ridge Beautiful, they sh the youth council showed up and they showed out. [1:13:08, 1:13:12]: They were there, they worked from the beginning to the end. [1:13:12, 1:13:32]: They took the shovels, they dug the holes, they put the dirt, you know, they got down and they got their hands dirty, they went out and they picked up litter. So I always tell them when the people show up, a lot of times people show up, we don't do photo ops. They did not show up for a photo op, they showed up to work. So kudos to them. And I certainly did really, really appreciate it. [1:13:32, 1:13:38]: We wouldn't have been able to get the work that we did done without them. So thank you, Stock Ridge Use Council. [1:13:40, 1:13:48]: All right, uh are there any other further comments and if not, the motion was made and seconded. So all in favor of the motion, m Mr. Blount. [1:13:48, 1:13:51]: I I I'll be remiss if I don't say this, forgive me. [1:13:52, 1:13:52]: Um [1:13:53, 1:13:55]: Miss Miss Erica Harden was there. [1:13:55, 1:14:01]: But I I don't wanna say uh alleviate that that our staff we have a staff member there, Ms. Randy Rainey. [1:14:01, 1:14:07]: And the job that they did, I don't wanna I don't wanna exclude her, the job that they did was outstanding. [1:14:07, 1:14:13]: Even to the point where people talked about them, even on their scourging that they went on. So I I don't want to exclude Ms. Randy Rainey from that. [1:14:14, 1:14:16]: Absolutely. Right. Concur. All right. [1:14:17, 1:14:20]: A motion was made and second. All in favor of the motion, please indicate. [1:14:21, 1:14:24]: And I see a name's decision. Okay, fantastic. [1:14:25, 1:14:26]: Okay. [1:14:29, 1:14:49]: Council consideration to accept FY 17, 18, 19, 20, C D BG subrecipient agreement for the city of Stockbridge, an amount of$305,725 from the Henry County Community Development for the Smith Barnes Sewer Basin Rehabilitation Phase 2 project. Mr. Aaron, please. [1:14:49, 1:15:09]: Yes, Mr. Mayor. Staff along with uh Falcon Design has been working on this rehabilitation project as part of the city's overall sewer system infrastructure improvement program. This is one of several projects we we have that is ongoing, but this area has been an issue for at least 15 plus years. So this [1:15:09, 1:15:22]: project will improve and correct the issues we're having with sewer spills in that Smith Barn sewer basin. So we're asking the city to approve this agreement so we can receive those funds from the Henry County Community Development. [1:15:23, 1:15:26]: Thank you, sir. Questions for Mr. Aaron, please. [1:15:26, 1:15:27]: Questions, concerns. [1:15:29, 1:15:30]: Yeah, it's Barber Goya, please. [1:15:31, 1:15:32]: Is this a lump sum? [1:15:34, 1:15:45]: Yes, ma'am, for this part of we we received funding for phase one, which was video and then camera and so that we can identify the areas that were of concern. [1:15:45, 1:15:48]: So this is continuation of this project. This is phase two funding. [1:15:49, 1:15:50]: Thank you. [1:15:50, 1:15:51]: Yeah, forward, um [1:15:52, 1:15:54]: I'm going to accept uh disagreement. [1:15:55, 1:16:00]: Okay, uh Miss Barber made a motion, Mr. Gank a second that motion. Any further discussion? [1:16:01, 1:16:03]: If not on favor of motion, please indicate. [1:16:04, 1:16:06]: Yeah, she now she's getting fantastic. [1:16:07, 1:16:08]: Fantastic. Okay. [1:16:09, 1:16:29]: Council consideration and approve and award a fixed contract to the lowest responsive response responsive responsible bidder, RDJE incorporated invitation to bid ITM number 2021-0012 for the city of Stockbridge Smith Barnes Sewer Basin Rehabilitation Phase 2, an amount of 1 million two and four thousand. [1:16:29, 1:16:31]: thousand dollars five hundred and five hundred [1:16:32, 1:16:45]: Uh and then also has eight hundred ninety-eight thousand seven hundred eighty dollars from the ARPA funds and three hundred and five thousand seven hundred twenty-five dollars from C DBG funds presented by Mr. Aaron, please. [1:16:46, 1:16:54]: Yes, Mr. Mayor, this is the awarding of the contract so that we can begin that project of the rehabilitation of the Smith Barn Sanitary Sewer Basin. [1:16:55, 1:16:55]: Okay. [1:16:56, 1:16:58]: Questions. Oh Mr. Alexander, go ahead, please. [1:16:59, 1:17:02]: Yes, uh Mr. Uh Aaron, you have previously mentioned [1:17:03, 1:17:06]: That you we had reached out to apply for some additional [1:17:07, 1:17:11]: uh ARPA funds and with the um ruling that we've heard r recently. [1:17:11, 1:17:14]: The tightening of how to spend these funds on [1:17:15, 1:17:17]: Public works infrastructure. [1:17:17, 1:17:19]: So public safety and covet. [1:17:19, 1:17:29]: Obviously those time that there should probably should be some more funds available coming our way since we have shovel ready projects uh in this aspect. Do you have an update on that? [1:17:30, 1:17:50]: Uh yes I do, but unfortunately they moved the the date back as to when they'll notify the recipients. It was supposed to be, I think, January 31st, but they pushed that date out farther. But we have submitted three additional three projects for inclusion in the governor's ARPA funds. So we're waiting to hear word. [1:17:50, 1:17:52]: Like all the other governments. [1:17:53, 1:17:54]: From the governor's office. [1:17:55, 1:18:02]: Outstanding. We got shovel ready projects. I would suspect that we should be suspect uh uh expecting a return on that. So thank you. [1:18:03, 1:18:04]: Laura we [1:18:04, 1:18:05]: Go ahead, Mr. Blount. [1:18:07, 1:18:10]: Mr. Aaron is this let me just [1:18:10, 1:18:12]: Oriented mys included of the uh [1:18:13, 1:18:18]: The area right there at that corner where the rubble strips come right there at that corner right there. [1:18:18, 1:18:35]: This it goes north from Smith Barnes Elementary School. It's pretty much the neighborhood that's bounded by Ty Street over to uh Wilson and that area in there and over to Memorial Park. Might as well say from Memorial Park. [1:18:36, 1:18:38]: to Smith Barnes Elementary School. [1:18:39, 1:18:42]: Okay, because I know at one one time we had something going on with that. [1:18:43, 1:18:45]: Station right there. [1:18:45, 1:18:48]: You you recall that, remember we talked about it been quite a little [1:18:48, 1:18:50]: over a couple of over a couple of years ago. [1:18:51, 1:18:55]: And we had to go through several backyards or something that happened there. I I don't know exactly what that was. [1:18:56, 1:19:09]: Yes, sir. That was the Glen Addy pump station that was replaced in a previous project. Glen Addy and I think Wild Wind or in that area, that was replaced in an earlier project. [1:19:10, 1:19:12]: Okay, well quick question on that. [1:19:12, 1:19:17]: When we replace that because of those properties, that we make sure that we [1:19:19, 1:19:22]: did whatever beautifications back to those properties. [1:19:22, 1:19:23]: Yes, sir, we do. [1:19:24, 1:19:24]: Okay. [1:19:25, 1:19:28]: That's it. Thanks. Mayor Pro Tem Thomas, go ahead, please. [1:19:29, 1:19:33]: Thank you, Mayor. Um Mr. Aaron, this is sort of an indirect question, not [1:19:34, 1:19:36]: pertaining to the subject at hand. [1:19:36, 1:19:40]: Um infrastructure, um rescue funds. [1:19:41, 1:19:51]: And I know the uh and I know Mrs. Hubble is is on the line as well. I know the uh cultural arts may not be uh chevro red at this particular point in time. [1:19:51, 1:19:52]: Um [1:19:53, 1:20:00]: My concern though is the infrastructure pertaining to the um cultural arts. [1:20:01, 1:20:05]: Um can you or Mrs. Hubble so to speak to [1:20:05, 1:20:07]: Yeah, can we do a point of order, please? [1:20:08, 1:20:24]: Right, yeah, right. And if we need to go into other discussion, we make a motion to amend the agenda, but that's that's not even pertaining to what's at hand right now. [1:20:24, 1:20:30]: Well, I understand that you're right. And Miss Huddle, by the way, Mayor Putem is not online. She is she is not online any longer. [1:20:31, 1:20:32]: At all. [1:20:33, 1:20:36]: Okay, well the only reason I spoke this because we we started talking about [1:20:37, 1:20:44]: uh Glenn Addy and Wildwin and and and that that we've talked about Smith Barnes, but but I I I'll yield back to that. But you know. [1:20:44, 1:20:55]: Uh we did sort of take this discussion um down the road somewhat, but uh I'm okay with that, sir. Any further conversation in reference to the subject at hand uh from the council? [1:20:55, 1:20:59]: And if not, then I need a motion to accept the proposal. [1:21:00, 1:21:02]: I'm moving there. Okay, is there a second? [1:21:03, 1:21:04]: Very good. [1:21:04, 1:21:06]: Mr. Alzheimer seconds that [1:21:06, 1:21:10]: Um motion was made and seconded. Uh Miss Yes, Miss Gantt. [1:21:10, 1:21:14]: No, I'm voting. [1:21:15, 1:21:16]: Okay. [1:21:16, 1:21:17]: Yeah, I'll pose. [1:21:19, 1:21:19]: That's [1:21:20, 1:21:23]: I abstained. Um four zero one. [1:21:24, 1:21:25]: Okay, four zero one. Thank you. [1:21:26, 1:21:28]: Thank you, Mr. Mayor and Council. No problem. [1:21:29, 1:21:37]: All right, uh Council consideration approved the purchase of 55 pistols for the city of Stockbridge Police Department. Funding source OPRA. Chief Trammer, please. [1:21:40, 1:21:43]: Sir, thank you. Um we're seeking council's approval. [1:21:43, 1:21:50]: or purchase in the amount of twenty-eight thousand one hundred and sixty dollars to purchase fifty-five pistols from ed's public safety. [1:21:50, 1:21:58]: Uh this purchase is gonna be off the Georgia State contract and that information is referenced in the uh agenda packet. Um [1:22:00, 1:22:10]: We would be seeking to uh purchase these uh with ARPA funding. And again, the money that we had mentioned earlier that we had just that we uh projected that already been encumbered. [1:22:10, 1:22:12]: We were factoring in these purchases on that as well. [1:22:12, 1:22:18]: So we would be seeking that twenty eight thousand one hundred sixty dollars in parking funding to purchase the pistols from the police department. [1:22:19, 1:22:19]: Okay. [1:22:19, 1:22:21]: Mr. Blount, go ahead, please. [1:22:22, 1:22:24]: Uh my question because we just approved [1:22:25, 1:22:25]: Um [1:22:26, 1:22:35]: a temporary stay, if you will, of of of of um the procurement process. Was the procurement process used for these purchases? [1:22:37, 1:22:38]: Yep, it was. [1:22:40, 1:22:40]: Okay. [1:22:41, 1:22:44]: Any further questions for Mr. Vati Trammer? [1:22:45, 1:22:47]: If not, I mean a motion to accept this proposal. [1:22:49, 1:22:52]: Miss Miss B Miss Barber, you you're so moving? [1:22:52, 1:22:55]: I have a question. You have a go ahead, please. What's your question? [1:22:56, 1:22:57]: Tramor um [1:22:58, 1:23:01]: This is the purchase piggybacking off of a state contract. [1:23:02, 1:23:07]: Yes, as public safety holds a state contract for uh blocked fiscal sales. They're one of several. [1:23:08, 1:23:14]: Um entities uh across the state that are on state contracts provide this particular uh [1:23:14, 1:23:15]: Weapon. [1:23:15, 1:23:17]: Okay. Mayor Ford, I'd like to make a motion. [1:23:17, 1:23:24]: to approve the purchase of fifty five pistols for the city of Stockbridge Police Department. [1:23:24, 1:23:30]: Mr. Alexander second that motion. Any further discussion? All in favor, please indicate. [1:23:31, 1:23:48]: Nancy Susan, thank you very much. Okay, um Council of Consideration approved the purchase of 40 pistol of 40 patrol rifles for the city of Stockbridge Police Department from Ed's Public Safety Supply, funding source Opera. Um, Mr. Tremor, Chief Tremor, please. [1:23:49, 1:23:52]: Yes, sir. Again, uh we'd be looking [1:23:52, 1:23:53]: to [1:23:53, 1:23:56]: For council's approval for thirty seven thousand. [1:23:56, 1:24:02]: uh eighty dollars in ARPA funds to purchase patrol rifles for uh the police department. [1:24:02, 1:24:07]: Uh we did follow the procurement process for this purchase. We obtained three competitive bids. [1:24:07, 1:24:12]: And Ed's public safety was the lowest bid for this item. So we would be seeking to [1:24:12, 1:24:16]: Award that uh purchase to as public safety proportion control rival. [1:24:17, 1:24:18]: So moved. [1:24:19, 1:24:20]: Okay, is there a second? [1:24:21, 1:24:23]: Ms. Gantt uh Ms. Gantt second that motion. Any further discussion? [1:24:25, 1:24:27]: If not all in favor of the motion, please indicate. [1:24:29, 1:24:31]: Okay, as soon as I said, thank you very much. [1:24:34, 1:24:41]: Council consideration approval to appoint members of the stop risk ethics board. Uh Mr. Washington, please. [1:24:46, 1:24:48]: Hi Mary and Council, there were some names that were submitted for [1:24:49, 1:24:55]: uh boards and we prepared the resolution and that's the extent of your involvement with the process. [1:24:57, 1:24:57]: Okay. [1:25:00, 1:25:09]: Better question. Go ahead, sir. I'm sorry. Go ahead, man. Um Mr. Washington, how many people are on the board and with this what what completes the board? [1:25:12, 1:25:14]: That I would need some help on because we [1:25:14, 1:25:15]: We just got [1:25:16, 1:25:17]: The resolution? [1:25:17, 1:25:21]: And I didn't get any, correct me whether I'm wrong, I didn't get any names. [1:25:21, 1:25:22]: For the board. [1:25:24, 1:25:29]: There are there are two names that are in our packets. Not separate. Not separately. They were attached to the packet. [1:25:30, 1:25:30]: Okay. [1:25:32, 1:25:33]: Mayor. [1:25:33, 1:25:38]: Yeah, one question again. Uh let me see. [1:25:38, 1:25:44]: What I'm trying to find out, uh uh Miss Holliday, if you know how many people are on the board. [1:25:44, 1:25:48]: And if and if we don't have enough, how many people we need to complete the board? [1:25:49, 1:25:53]: five member board there are two vacancies there are two applicants [1:25:58, 1:26:00]: Okay, Miss Gann, go ahead, please. [1:26:00, 1:26:03]: Mayor, Miss Holliday, did you give us notice that the [1:26:04, 1:26:08]: That we were looking at board applicants for the ethics board. [1:26:08, 1:26:14]: They're all they've been placed out for quite a while, Councilwoman Gaynott. And [1:26:15, 1:26:16]: We actually [1:26:17, 1:26:19]: Lost the resident, Dr. Flynn. [1:26:19, 1:26:25]: This is to replace that particular member and Mr. Derwin Binion. [1:26:25, 1:26:26]: Had stepped down. [1:26:27, 1:26:33]: What I'm saying is, did you provide notice to Mayor Council that we were looking for additional people for the ethics board? [1:26:34, 1:26:37]: Because I for the ethics board and other boards. [1:26:37, 1:26:41]: I I'm saying I didn't know we were while Mayor, you're aware. [1:26:41, 1:26:45]: because we've had that discussion. It has been out for a while, Councilwoman Gantt. [1:26:45, 1:26:55]: Okay. So if you don't mind just letting us know, hey, we need to appoint new people to the board before you put it back out. I know it's been out for a while. [1:26:55, 1:27:13]: But if you're not recollecting our memory on it, or I don't know that we're putting out applicants, maybe I had a suggestion in mind or something to that nature, we wouldn't have that opportunity to do so. One of the applicants didn't state that they were interested in the ethics board. They just have administration in here or. [1:27:14, 1:27:25]: or there's no particular board in particular that's listed on the application. So my question is, you know, when did these come in? [1:27:25, 1:27:30]: And I don't like and I I mean I don't know the people. I have nothing against anybody, not one thing. [1:27:30, 1:27:47]: But we I wasn't aware that we were gonna put this on the agenda to select some new board members. And I would like to know specifically a gets ahead, get ahead is up, maybe a month in advance, so that if someone wants to apply, I could notify them to apply. [1:27:49, 1:28:09]: Well let me let me say this. So again, okay, go ahead, go ahead, man. There are two people, there are two names in the packet here. And both of the I when I reviewed it, both of them say ethics or involved they want to be on the ethics board. I have to admit I don't think I know either one of them myself as well. Uh but but but the the the app obviously the the the vacancies have been out there in the application process. [1:28:09, 1:28:15]: This has been ongoing in this aspect as well. But uh but Miss Holliday, you have something else you need to add, I suppose. [1:28:17, 1:28:31]: I was gonna say that exactly. Okay, no problem. I see record. I see the two, I see on here type at the top, ethics and one says board of ethics on on A. So you're right about that. [1:28:32, 1:28:42]: Um, so my apologies, but what I don't see and what I did not know is that we were gonna have this on the agenda to select for a board of ethics and that even though they're ongoing. [1:28:42, 1:28:55]: It gives us an opportunity to notify people within the community who've been here. I I don't know them. I don't have a problem with them. But it gives us an opportunity, a heads up on these board appointments. And that hasn't been happening. [1:28:57, 1:28:59]: All right, point well taken. Ms. Barber, you had a comment. [1:29:00, 1:29:02]: I actually asked about the ethics board last year. [1:29:05, 1:29:06]: Um when [1:29:06, 1:29:10]: come forward. So I'm glad that it has come forward now. [1:29:10, 1:29:18]: I don't know these individuals either, but I'd like for us to move forward with appointing them. So I moved to accept these two individuals. [1:29:19, 1:29:27]: I second. All right. Ms. Gantt seconds that all in favor. Any further first any further discussion? If not, all in favor, please indicate. [1:29:29, 1:29:45]: Okay. Okay. So it's a unanimous decision. So congratulations to uh Miss Dallas and uh Miss U Charmaine, I believe it is, in this aspect. So uh uh Miss Holiday, I believe you're gonna take charge and notify them of this appointment. [1:29:48, 1:29:48]: Is that right? [1:29:49, 1:29:52]: Well do, Mayor. Thank you. Thank you. Okay. [1:29:52, 1:30:05]: What we have next would be the added agenda item to deal with the homeless situation and how we can best support that. And I'm going to say, since uh Councilman Alexander brought this up, I'll say that you need to take the lead on this discussion, sir. [1:30:05, 1:30:10]: Well what what I wanted to do was to kinda gauge the council. I think we kinda [1:30:10, 1:30:12]: Said some things uh uh uh uh on the email. [1:30:13, 1:30:16]: But the public needs to know that we're extremely concerned. [1:30:16, 1:30:20]: That uh as we grow as a modern suburban [1:30:20, 1:30:24]: Um city and area that we don't have any. [1:30:25, 1:30:26]: Type of um [1:30:26, 1:30:27]: Warming [1:30:27, 1:30:29]: facilities on cold nights. [1:30:29, 1:30:35]: Uh and then some of the times we think about uh that uh we're talking about the homeless. [1:30:35, 1:30:43]: You'd be surprised how many senior citizens don't have heat in their homes, or they have issues like that that uh go on in the quiet. [1:30:43, 1:30:45]: We need to have some type of facility. [1:30:45, 1:30:48]: uh available as terms of a warming station. [1:30:48, 1:30:50]: I don't have the particular [1:30:51, 1:30:53]: uh so solution for this particular problem. [1:30:54, 1:30:57]: But I want this council to take a bold step in charging the staff. [1:30:58, 1:31:00]: Uh through our consensus or vote. [1:31:00, 1:31:02]: With moving forward on [1:31:02, 1:31:05]: Uh, doing what's necessary to do the research. [1:31:05, 1:31:09]: And then have uh something come back to us rather quickly. [1:31:09, 1:31:11]: Uh, to see what we can do about uh [1:31:11, 1:31:14]: Establishing some type of warming station. [1:31:14, 1:31:19]: Uh Mr. Gardner had uh brought forth some thoughts. I'd like for him to share. [1:31:20, 1:31:30]: uh his thoughts on what he's done at previous stops. Uh and I think those stops did have uh some facilities uh available uh to the public because we we gotta [1:31:31, 1:31:42]: do better when it comes to uh the homeless in this community and those in need because we know we see the tents out in the community. We have people out there starting fires. [1:31:42, 1:31:56]: uh in uh in our woods because they're cold and we need to see what we can do to step up to uh assist in that situation. So I like to call on our city manager to add his thoughts on what we could do to uh mitigate this issue. [1:31:58, 1:32:01]: Thank you, uh Councilmember Alexander. And yes, and and [1:32:02, 1:32:04]: In my last job, we we actually [1:32:05, 1:32:17]: Um because we have a fire department, we utilize the fire stations as warming stations. Um, the three fire stations that we have in the city, uh had in the city of East Point. Um, but we also go a step further. [1:32:17, 1:32:26]: Uh, we went a step further with the use of our opera funds. We looked at how do we provide um that continuum of care. [1:32:27, 1:32:32]: working with um our nonprofit entities to provide um shelter. [1:32:32, 1:32:43]: um for the homeless. Um I think Councilmember Blount hit it on the head that a lot of those folks who who are homeless are experiencing mental health issues. [1:32:43, 1:32:45]: And that's a component as well. [1:32:45, 1:32:59]: Um and so when we talked about it and as mentioned in the email was you know we we do have the use of of of a fire station that's close by, but also we can look at any potential um city building that that is vacant. [1:33:00, 1:33:06]: um as a potential warming center, um, especially if it is served through um heat and air. [1:33:06, 1:33:12]: that that's something we can do, but we can also partner with that entity to provide the staffing necessary to [1:33:13, 1:33:24]: to look over those folks whilst they're in IKEA because obviously that becomes a liability issue. Um if they're just staying there and something happens that as you know everybody likes to sue. [1:33:24, 1:33:31]: And and unfortunate you could get sued. Um and I think our attorneys could speak to that. But that's something that we looked at. [1:33:32, 1:33:46]: um in the city, but from a continuum of care looking at all of those areas um that address uh homelessness. So from the fact that they don't have shelter to the fact that they might have mental capacities. Um and also what you find too [1:33:46, 1:33:49]: Um the majority of them are usually single women with kids. [1:33:49, 1:34:09]: That's another area too, um, and being able to provide shelter for for those folks. Um, and it takes work, it's take partnerships, working um beyond what our city is charged to do to provide those services to to folks who reside in our city. Um and as I mentioned, that's a discussion I think we need to have with the county and with some of our nonprofit. [1:34:09, 1:34:16]: um entities uh in henry county to assist us with that. And that's something we'll do um once charged by by council. [1:34:18, 1:34:32]: No, appreciate that'cause uh actually, uh Mr. Gardner, some of those uh same items are things I'm concerned about, all the logistical type of support. When you're talking about warming centers, you're also talking if you're talking about twelve hours, eighteen hours, whatever the case might be, you're talking about to me. [1:34:32, 1:34:43]: uh cots or some type of bedding. You have to have some type of latrines, food, uh and mental health, uh mental health individuals or medical care on site just to make sure. [1:34:43, 1:35:03]: in this aspect as well. And um and then of course you gotta transport people. You may have to move fo folks from point A to point B to get from one location to get to one set, whether it's a tent location, one area or a stability. So you gotta look at the the movement of folks and uh as well, along with you not any type of liability that that you may be faced with, but it's a coordinated effort. It's gonna involve [1:35:03, 1:35:20]: involve a lot of different agencies and public safety as well in this whole aspect uh to make this work. So it's it's a it's a good idea, something we need to do, but it's gonna take an effort to coordinate all this and and try to and try to see what we can do and make a positive impact in the community. And that's my two cents at this point. Any other comments, please? [1:35:23, 1:35:26]: Any other comments? Well, I'd like to hear from the rest of the council. [1:35:26, 1:35:46]: to kind of chime in on this because I think what Mr. Gardner has asked for is that we uh give him a directive to actually go and do the research so that he can bring it back to us uh in that aspect. So do we have uh support for that uh to charge the city manager with moving forward to gather the information. [1:35:46, 1:35:54]: And bring it back to us. I understand that uh Connecting Henry has a cooperative meeting on the fifteenth. Not sure if we want to [1:35:55, 1:35:56]: Whatever we can do. [1:35:56, 1:35:58]: He'll bring it back to us, uh [1:35:58, 1:36:00]: At his at the earliest. [1:36:00, 1:36:06]: 'Cause every day makes a difference. So if we even if we have to call a special call meeting or whatever we gotta do. [1:36:06, 1:36:12]: uh once the information is gathered because time is of the essence. Uh we j I just want to hear from the rest of you all. [1:36:12, 1:36:18]: because we need to move forward with the motion and and I don't want to make the motion without the consensus of the group. [1:36:18, 1:36:20]: Oh, Mayor and [1:36:21, 1:36:23]: Stand by Ms. Gantt. Mm Mr Blount, go ahead, please. [1:36:24, 1:36:30]: Well, I think that we all were saying that we would like to move forward because I think we all believe that. [1:36:30, 1:36:34]: Anytime there's more of a hands on approach to any citizen [1:36:35, 1:36:49]: Uh, hands-on approach to any citizen's needs is the greatest uh approach of all. You know, and so we're all in agreement with this. And and I thank you, Mr. Gardner, for uh moving forward with getting the uh [1:36:49, 1:36:51]: much needed people uh [1:36:51, 1:36:56]: together to actually let us know how to make this work, how to sustain it. [1:36:57, 1:37:01]: Because if if it's a if it's just overnight stay then it becomes too political. [1:37:01, 1:37:20]: But if it's something that's has sustainability that can ru truly help. And I think everybody hearts is in the right place to want to help every citizen uh here in the city. So I'm I'm on board with that. Uh just bringing the people together to let us know how it needs to work, how it can work, and how we can keep everybody safe that's making it work. All of these components need to be uh [1:37:21, 1:37:23]: All these uh uh questions need to be answered. [1:37:24, 1:37:25]: So thank you, sir. [1:37:25, 1:37:27]: Ms. Kent, go ahead, please. [1:37:28, 1:37:36]: I think it's a wonderful idea. Um I think it's something needed in the entire county, um something that's been discussed throughout the community. [1:37:36, 1:37:54]: Um and we've discussed it over and over again, community-wide, Henry Countywide. Um so if it's something that we can do and make an effort towards even with the getting the county on board and and just reading some of the emails, um, I think it would be a great idea. And so I 100% support it. [1:37:56, 1:37:58]: Any other comments from the council? [1:37:59, 1:38:00]: Mr. Thomas, go ahead, please. [1:38:00, 1:38:05]: Mayor Ford, I I support um the city manager doing the research and [1:38:05, 1:38:07]: Uh bringing the information back to the council. [1:38:08, 1:38:09]: All right. Fantastic. [1:38:10, 1:38:11]: Anything else? [1:38:12, 1:38:19]: Okay. And from the from the attorneys, do we need a do we need a vote or this consensus is good enough or do we need to vote on? [1:38:25, 1:38:27]: Understood that there's a specific action and [1:38:28, 1:38:32]: And what's your thoughts on this, Mr. As long as Mr. Gardner's clear, you clear Mr. Gardner on the direction we need to go? [1:38:33, 1:38:33]: Yes, sir. [1:38:34, 1:38:37]: Well, as long as it's clear as consensus. [1:38:37, 1:38:40]: Then we don't need anything unless you feel like you need a resolution. [1:38:40, 1:38:41]: Okay. [1:38:42, 1:38:53]: No, as long as everybody's on the same page and we agree, so uh we understand what the uh the issue is, Mr. Gardner will gather the information and we bring it back to us as earliest convenience to [1:38:53, 1:38:57]: uh move something forward, uh whether in partnership with the county [1:38:57, 1:39:05]: or other nonprofit entities so that we can uh move forward with mitigating this uh warming center issue in the community. [1:39:07, 1:39:13]: And and if I and if I can, um we'll be looking at probably a MOU and we'll push that by legal. [1:39:13, 1:39:19]: Um to make sure we cover all the parameters. So when when we do bring it forward you guys will have hopefully have some [1:39:19, 1:39:21]: Some actionable items to to vote on. [1:39:21, 1:39:22]: Okay. [1:39:22, 1:39:24]: Okay, fantastic. [1:39:24, 1:39:31]: All right, on that note, um my comments and I would like to start my comments off with a proclamation for National Human Trafficking Awareness Month. [1:39:32, 1:39:40]: Whereas human trafficking is a nationwide public health and civil rights crisis, its victims and survivors are everywhere, with Starberry's being no exception. [1:39:41, 1:40:01]: Whereas human trafficking includes both labor and sex trafficking with both international and domestic victims. Whereas anyone can become a victim of trafficking, while women and girls are primary victims, victim survivors come from every background, race, gender, sexual orientation, economic status. Traffickers target individuals. [1:40:00, 1:40:13]: those who for any reason are vulnerable. And whereas these whereas young people are particularly vulnerable to trafficking and exploitation, but face many barriers in reporting what has happened to them. [1:40:13, 1:40:33]: Whereas all communities must seek to prevent human trafficking before it can occur, by promoting safe, healthy, and supportive environments. And whereas the city of Stockbridge is striving to become a place where human trafficking does not exist by providing forums, workshops, information, and to educate our citizens. Now, therefore, I, Anthony Sforber, [1:40:33, 1:40:53]: Virtual authority vested in me as the mayor of the city of Stockbridge, Georgia. And on behalf of City Council members Elton, Alexander, Lana, Barber, John Blount, Lakeisha Gantt, Afonso Thomas, to hereby declare January as human trafficking awareness and prevention month. [1:40:53, 1:41:00]: Of January of this year of our Lord 2022, and I signed the proclamation along with our clerk Vanessa Holiday. [1:41:00, 1:41:01]: Okay. [1:41:02, 1:41:22]: What I also want to mention, of course, we're still in the midst of a pandemic. Um now always the things are hopefully getting better for us all. So what's the key to this, of course, is uh vaccinations and boosters. And uh and uh if you're 16 and age, 16 aging up, uh you can get a booster free of charge. Testing the vaccine. [1:41:22, 1:41:42]: Vaccinations and booster shots are available. Public Health Department is located in Madonna at 135 Henry Parkway, 470-661-0005. Call and set up an appointment for that. And they deal with Mederma and Pfizer shots and boosters there as well. And then of course, uh COVID-19 testing. [1:41:42, 1:42:02]: free of charge Monday to Friday, 9 a.m. to 3 p.m. at Red Hawk Field, located at 143 Henry Parkway in Madonna, right down the street from the public health department in that aspect. So you can go do that as well and get and get tested. And of course, if you haven't heard uh there many of us have already signed up to receive uh our free four free testing [1:42:02, 1:42:22]: um kits and that was out uh and actually I forgot what the actual the actual number the email address for that but uh hopefully it's very available it's out there in the public venue in the social media aspect where you can get free um testing kits. You can order them to in every four four goals to every household every household in this aspect. So um [1:42:23, 1:42:43]: Uh the concern is that you can cross over Mederma and Pfizer for boosters only. You can actually do that. Mederma and Pfizer boosters, you can actually cross it. So if you had a Mederma shot, you can take a Pfizer booster. If you had a Pfizer shot, you can take a Mederma booster. So you can actually C C's you can cross over in that aspect. But once you start [1:42:43, 1:42:53]: start a a particular uh phase of of um of the actual shots, whether it's Madurma Pfizer, you gotta finish that particular, that particular series of the shots there itself. [1:42:53, 1:43:13]: If you're five years old or older, if you got young kids, uh you can take the vaccination is authorized by CDC and considered safe from a derma and pfizer as well. Five to fifteen, uh you can take the shot, but you can't take the the actual uh booster until you turn 16. And make sure you make sure you check with your doctors and physicians. [1:43:13, 1:43:33]: before you take the shots make sure everything is all right in this aspect and uh district for public health we need additional information which is uh located in the grange that is 800-847-4262 district for public health which is part of the our part of where we're located here in the Henry County that is 800 847 4262 if you need additional information [1:43:33, 1:43:53]: information on that note.
