[0:14:33, 0:14:34]: You can find it. Yes, ma'am. [0:14:35, 0:14:43]: I'd like to amend the agenda to add an item to task staff to seek clarity on ambiguity in the contract. [0:14:43, 0:14:57]: of the amphitheater to include what the actual validity period of this one year contract is because the first page only has the execution date of August 1st. But it doesn't include the end date. [0:14:57, 0:14:59]: However, on page three. [0:14:59, 0:15:01]: Under management team. [0:15:01, 0:15:03]: It says that the city is obligated. [0:15:03, 0:15:05]: To pay ninety thousand dollars a year. [0:15:06, 0:15:08]: But the language suggests that the city will pay [0:15:08, 0:15:10]: A management fee. [0:15:10, 0:15:11]: Of seventy five hundred. [0:15:11, 0:15:12]: Dollars per month. [0:15:13, 0:15:14]: Beginning August first. [0:15:14, 0:15:18]: through December thirty first of twenty twenty two. [0:15:19, 0:15:22]: that's exceeds ninety thousand dollars. That's actually [0:15:23, 0:15:24]: Seventeen months. [0:15:24, 0:15:27]: A total of a hundred and twenty-seven thousand. [0:15:27, 0:15:28]: Five hundred dollars. [0:15:28, 0:15:30]: So I want to pass that. [0:15:30, 0:15:31]: We [0:15:31, 0:15:35]: Uh seeking clarity on the ambiguity of the contract. [0:15:35, 0:15:36]: There's a second to the motion. [0:15:39, 0:15:39]: I second. [0:15:40, 0:15:44]: Yeah, okay. Mayor Protein second that motion. All in favor of adding this to the agenda, please indicate. [0:15:47, 0:15:48]: All opposed. [0:15:51, 0:16:00]: Okay, ma' motion fails. Okay. I need a motion to adopt it. Yes, ma'am. Um I have two other items that I wanted to amend the agenda for. [0:16:00, 0:16:08]: The other one is to task staff with exploring and researching what the benefits of sponsorship opportunities would mean for the city. [0:16:09, 0:16:11]: Okay, so second to that motion. [0:16:13, 0:16:14]: Is there a secondary motion? [0:16:15, 0:16:17]: Mayor Ford. Yes, sir. [0:16:17, 0:16:21]: Uh could you have uh Councilwoman Bob to to repeat the motion? [0:16:23, 0:16:26]: I like to test staff with exploring and researching. [0:16:27, 0:16:31]: what the benefits of sponsorship opportunities would mean for the city. [0:16:32, 0:16:34]: There are second to the motion. [0:16:34, 0:16:35]: I'll suck on that. [0:16:36, 0:16:39]: Okay, so motion a second. All in favor of having added study agenda, please indicate. [0:16:40, 0:16:41]: All in favor. [0:16:42, 0:16:43]: Opposed. [0:16:44, 0:16:45]: I abstain. [0:16:46, 0:16:53]: Okay, it's it's two to two, two, zero, two. I'll vote that we're not uh talk about this tonight. So it passes three, three, [0:16:53, 0:17:00]: I have one more item. All right. Last one is to task staff with presenting to the council their recommendation. [0:17:00, 0:17:05]: To award a new bank of order. [0:17:06, 0:17:08]: Yeah, you f you voted no, right? [0:17:08, 0:17:25]: I did. I voted no on the on the last on the last motion. Yes. So you said it passes. I'm sorry, motion failed. Excuse me, motion failed. I voted no. I noted that it it had. Okay. All right. Go ahead with go ahead with your third uh uh potential agenda item, Miss Barber. [0:17:25, 0:17:27]: The task staff with presenting to the council. [0:17:28, 0:17:31]: their recommendation to award a new venue management contract. [0:17:31, 0:17:36]: by our April work session. No, by our main council meeting. Sorry. [0:17:37, 0:17:38]: Is there a second to that motion? [0:17:39, 0:17:41]: Can you repeat that again, please? I'm sorry. [0:17:44, 0:17:47]: Um to task staff present to present to the council. [0:17:48, 0:17:49]: Their recommendation [0:17:49, 0:17:53]: To award a new venue management contract. [0:17:53, 0:17:55]: But our May [0:17:55, 0:17:56]: Council meeting. [0:17:57, 0:17:58]: So second to that motion. [0:18:00, 0:18:01]: Is there a second to the motion? [0:18:02, 0:18:07]: No second motion fails. Now ladies and gentlemen, we need a motion to adopt the applended agenda, please. [0:18:08, 0:18:08]: Oh [0:18:09, 0:18:09]: Is there a second? [0:18:10, 0:18:11]: A second. [0:18:11, 0:18:14]: Okay, all in favor of the motion, all in favor of the motion, please indicate. [0:18:16, 0:18:18]: Okay. I'll pose. [0:18:19, 0:18:39]: Okay, three zero excuse me, four zero one uh four one zero. All right, now we'll move on. Review, please review the draft minutes uh that are for January fourth, which is a uh council special call meeting on on the uh January fourth, the draft minutes for the council meeting on January tenth, and also the draft uh minutes on the council meeting. [0:18:39, 0:18:41]: Council work session on January twenty-fifth. [0:18:42, 0:18:49]: And on our next council meeting we'll be able to approve those particular minutes. Uh on that note, uh Madam Clerk, any public comments? [0:18:49, 0:19:01]: Yes, Mayor Ford, we have a public comment from Sonny Randazzo, Bryant Street, Stockbridge, Georgia. Okay. Once again, I ask the council to address noise mitigation for the amphitheater concerts. [0:19:01, 0:19:03]: before the concerts. [0:19:04, 0:19:11]: I am already suffering from tinnitus from the high decibel beeping for two years and counting still happening. [0:19:11, 0:19:20]: As it references in this article, hearing damage can occur when exposed to decibels over a long period of time. [0:19:20, 0:19:21]: Also [0:19:21, 0:19:24]: Excess noise is very harmful to children. [0:19:25, 0:19:26]: People should take heed. [0:19:27, 0:19:30]: All over the world lawsuits are being filed. [0:19:30, 0:19:33]: Against venues for excessive noise. [0:19:33, 0:19:35]: Since two thousand and eighteen. [0:19:35, 0:19:38]: I have been trying to get an answer to this. [0:19:38, 0:19:44]: There are many solutions to this problem. Sound curtains, sound canceling machines. [0:19:45, 0:19:47]: Flipping every other speaker. [0:19:48, 0:19:52]: It's well past time that the council addresses this issue. [0:19:52, 0:19:57]: I may the b I may be the most vocal on this issue, but I am not the only one affected. [0:19:58, 0:20:00]: Other citizens can hear it past flipping road. [0:20:01, 0:20:04]: And down old Conyers at Landover. [0:20:04, 0:20:07]: This venue should never have been constructed. [0:20:07, 0:20:09]: In a residential area. [0:20:09, 0:20:12]: No one should be run out of their home. [0:20:12, 0:20:24]: If we have money to erect flags and flagposts, we should have money to address an issue that should have been part of the$23 million construction in the first place. [0:20:24, 0:20:27]: As I said in two thousand and eighty eighteen [0:20:27, 0:20:31]: before you broke ground. Thank you. [0:20:31, 0:20:40]: There was a second um public comment from the same individual and what it um had on that comment was it referenced a company. [0:20:41, 0:20:42]: to where [0:20:42, 0:20:45]: Some of these items can be purchased. [0:20:46, 0:20:55]: That's how I appreciate you too to have that. We'll be able to uh turn it over to our management company and we'll work through this issue as we will continue to work and solve it. Mr. Plunk, go ahead, please. [0:20:56, 0:21:04]: Mayor, Mr Um uh Mr Garner, do you have an update for us pertaining to mitigated the sounds attempt here? [0:21:06, 0:21:07]: Yes, sir. [0:21:07, 0:21:13]: Good afternoon, Mayor Council. Uh yes, I'm asking uh Heather with TSW to [0:21:13, 0:21:23]: um bring to us um hopefully at the next meeting uh next month, first meeting next month, some mitigation uh options and then be able to choose one and move forward. [0:21:24, 0:21:25]: Thank you, sir. Appreciate that. [0:21:26, 0:21:46]: All right. On that note, uh no more comments. Correct uh public comments? Is that correct? Okay. We'll move on to new business. Council consideration to approve the 2022 Media Outdoor Link Billboard contract for advertising services in the amount of uh forty-nine thousand four hundred dollars with seven billboard locations presented by Kim Jordan. Please. [0:21:46, 0:21:46]: Please. [0:21:47, 0:21:48]: Thank you, Mayor. [0:21:48, 0:21:53]: Good evening. I'm Kim Jordan, the um City of Stockbreaks events manager. [0:21:53, 0:22:01]: And I am presenting this evening a request for approval from the council for a billboard. [0:22:02, 0:22:17]: um amount of$49,400 to secure digital billboards throughout Metro Atlanta, busy interstates and roads in order to advertise the amphitheater concerts, all city events and programs and Stockbridge in general. [0:22:18, 0:22:25]: These digital billboards have content that we can put on them, pictures, and the messaging can be changed. [0:22:26, 0:22:40]: Um, and we will update as needed to advertise for upcoming events. We actually have a total of three Henry County Visitor and Tourism Bureau billboards for our use for free of charge. [0:22:40, 0:22:47]: Um and in addition, we want to add with the$49,400, there'll be a total of um [0:22:48, 0:22:54]: nine additional ones. So we've added two more for the same price with negotiating. [0:22:55, 0:22:57]: For prime uh interstate visibility. [0:22:58, 0:22:59]: And um [0:23:01, 0:23:07]: To to create a real robust campaign for a large outreach outside of Stockbridge in the Southern Crescent region. [0:23:07, 0:23:16]: Down towards Macon, north up through the city of Atlanta, reaching commuters and transient travelers from the east and west corridors as well. [0:23:16, 0:23:19]: So we have a total of like I said, um [0:23:19, 0:23:21]: Eleven that would be [0:23:22, 0:23:29]: I'm sorry, three that would be from the tourism bureau and nine that would be purchased for a year. [0:23:29, 0:23:32]: And they would rotate content as as we need it to. [0:23:32, 0:23:36]: And the impressions that we get um are very vast. [0:23:37, 0:23:46]: We have an estimated uh weekly impressions for the total of the twelve to be uh uh over one million, one million six hundred and thirty-seven thousand. [0:23:48, 0:23:55]: Okay. Okay, Cam. So otherwise uh that's a total of twelve billboards overall for the next year is what we're t if we once we pass this. Is that correct? [0:23:56, 0:23:59]: That's correct. And we can start as early advertising as March 1st. [0:24:00, 0:24:04]: And the uh maybe I might have missed it, but all these billboards are electronic. [0:24:04, 0:24:06]: They're yes, sir, they're digital. [0:24:06, 0:24:16]: So they're not static and we can change them uh and they'll rotate uh through different advertising to catch people um as they're driving. [0:24:17, 0:24:18]: Okay, good deal. [0:24:18, 0:24:24]: Um you were unmuted, uh Councilman Alexander. I'm pretty sure you got something on your mind, sir. Go ahead, please. [0:24:24, 0:24:27]: I wanna understand the [0:24:27, 0:24:33]: We had our own company. We had a separ another company that was doing the advertising previously. [0:24:33, 0:24:37]: So is this the same company that we were using or is this a different company? [0:24:37, 0:24:40]: For the billboards, we've used link. [0:24:40, 0:24:42]: For the past two єers. [0:24:42, 0:24:44]: So this is the same company. [0:24:45, 0:24:53]: Okay, so this is the same company. I heard I'm sorry. I heard you mention uh the chamber. We had had our own separate distinct [0:24:53, 0:24:57]: advertising that we wanted city branded. [0:24:57, 0:24:59]: Only for the city. [0:24:59, 0:25:03]: I don't wanna make sure that we're not signing up for something where [0:25:03, 0:25:05]: We're co branding or [0:25:05, 0:25:07]: Using our advertisement for [0:25:08, 0:25:11]: Uh different venues in Henry County. We want to be using this. [0:25:11, 0:25:14]: Advertising venue only for the city of Stockbridge. [0:25:14, 0:25:15]: Is that correct? [0:25:17, 0:25:20]: That's the way I'm proposing it. Yes, sir. Go ahead, Connell. [0:25:21, 0:25:41]: Um what happens is the uh tourism boards are strictly our boards for a period of time. Um and we have the first requests in from other uh agencies or other members of the the chamber to use these boards. [0:25:41, 0:25:48]: boards. We we have uh permission to use these boards. And that's I think it's a at a three month intervals. [0:25:48, 0:25:57]: See, that's the issue that I've had with that. But it's strictly our boards. I I know we're working with the chamber. When we work with the chamber, they're not [0:25:57, 0:26:07]: If you're saying the tourism board, we don't have a tourism board. That's the Chambers Tourism Board. And they will be dictating what goes on those boards. And previously [0:26:08, 0:26:11]: We haven't been getting our just due when we partnered with the chamber. [0:26:11, 0:26:14]: That's why we went in our own separate direction. [0:26:14, 0:26:16]: So, my concern is [0:26:16, 0:26:19]: The tourism board gets to decide. So we sign up. [0:26:19, 0:26:23]: Then they decide to a uh advertise for Atlanta Motor Speedway. [0:26:23, 0:26:25]: through this tourism board. [0:26:25, 0:26:34]: That's our dollars going back to this chamber when we wanted our own separate direct marketing organization that this council council voted for. I don't I'm not [0:26:35, 0:26:48]: I don't like the arrangement where we we were partnering or going out and working with the chamber when we asked for our own distinct, unique, direct marketing organization. We were supposed to be going in that direction. [0:26:48, 0:26:53]: And in the last two years we haven't done that and here we go running right back to the chamber again. [0:26:55, 0:27:12]: Sir, I I I I want to say that we have discussed with them what the content will be. And the content for a period of time, we do not own the boards, but for a period of time, for instance, for the John Party concert. [0:27:13, 0:27:16]: And the uh next concert of May seventh. [0:27:16, 0:27:31]: And whatever comes in June, we have exclusive rights for those boards. No one else will use those boards. That is our time period. And then we can make the appeal to use them again or other boards that they have available. [0:27:31, 0:27:46]: So we do have strict, it is our messaging only on those boards. Well, you know, it's electronic boards, so other people will be on them, but we have just as are the boards that we're paying for, we're in that rotation. [0:27:47, 0:27:52]: Yeah, I our message will be in that rotation. I know that, but previously [0:27:52, 0:28:10]: We had our boards dedicated only to stock bridge. Period. There was no time limit on that. Our board had our message on it throughout the year. No one else had a right to interject into that. I that's my personal preference. I don't like [0:28:10, 0:28:25]: partnering with the chamber because of our past experience with not getting what we invested with always Atlanta Motor Speedway is always other stuff. Now we have the power. It's coming back toward us. That's just not [0:28:26, 0:28:30]: It's okay now because we had we s we decided to go. [0:28:30, 0:28:33]: Uh into our own direction. I don't have a lot I don't have [0:28:33, 0:28:34]: Uh um [0:28:35, 0:28:38]: I don't want to say that uh I would be [0:28:38, 0:28:57]: for and against we're ever working with the chamber again, but we made a decision to go on our own. So our board would always have our message on it. That's what I'm trying to do. I want a board and you asking me with our message on it at all times, not somebody else's. [0:28:58, 0:29:18]: No, that would mean that we would have static boards to have one message. I I know the boards do rotate in time, but our message, the Stockbridge message, would be on there every month of the year. It would not be something where it will rotate out to another city at some point doing another tour. [0:29:18, 0:29:18]: was on board. [0:29:19, 0:29:24]: I like the the setup that we had. What is what how can we go back to that setup? [0:29:24, 0:29:26]: We have that in this package, sir. [0:29:26, 0:29:33]: Are these the boards that we would purchase? We would have control of the content and it would um be city focused. [0:29:34, 0:29:38]: Is is that what you're interested in? What I'm proposing for [0:29:38, 0:29:40]: The forty nine thousand. [0:29:41, 0:30:01]: I'm interested in what we were already doing, which is we had a message and we had a deal with the organization that would only promote Stockbridge. Our money, every cent of it was going to promote Stock Bridge, the Stock Bridge message. We wasn't using chamber uh uh message. [0:30:01, 0:30:07]: board we were using our own message boards but i'll i'll refer to the other council [0:30:07, 0:30:14]: He gives you that, sir, in this package. You do have those seven or nine boards that you will have. [0:30:14, 0:30:34]: for that would only be our message, that that amount is 37,700. And then the uh and with the additional boards that we uh are looking at from um Lamar, that would give us the total amount of boards. So we have two companies that in that package, that is what we're asking to be [0:30:34, 0:30:37]: approved for the forty nine thousand seven hundred dollars. [0:30:38, 0:30:40]: Ms. Barber, please, go ahead. [0:30:43, 0:30:46]: Thank you, Mayor. My question is for Mr. Wiggins. [0:30:47, 0:30:49]: Can you tell me um [0:30:49, 0:30:56]: How did how much did we spend on billboard advertisements last year? I know we approved. [0:30:56, 0:30:56]: Um [0:30:57, 0:31:00]: Billboards for last year. I'm just curious. [0:31:00, 0:31:02]: to know how much this has increased. [0:31:03, 0:31:06]: I can tell you that it was forty six thousand. [0:31:06, 0:31:09]: Oh forty forty two thousand, forty two or forty six thousand. [0:31:09, 0:31:11]: It was forty two. [0:31:12, 0:31:14]: We paid about three thousand nine hundred a monthly. [0:31:15, 0:31:15]: So [0:31:16, 0:31:19]: Yeah, it's about forty. So it went up, uh it's forty nine. This went up um [0:31:20, 0:31:22]: Six thousand yeah, six thousand lost. [0:31:23, 0:31:24]: Or. [0:31:24, 0:31:26]: But we're not too far from [0:31:27, 0:31:29]: It's been going up every year a little bit. [0:31:29, 0:31:31]: Just six thousand, okay. [0:31:32, 0:31:35]: All right, uh Mayor Pro Tem, please. [0:31:39, 0:31:43]: Thank you. I I I want to get back to [0:31:43, 0:31:45]: The issue of having a [0:31:45, 0:31:56]: constant message every month. And I think uh Mr. Ingram, you sort of spoke today, you and Mrs. Jordan, y'all sort of spoke to the the the two boards. [0:31:56, 0:32:03]: Uh and and I'm somewhat um agreeing with uh Councilman Alexander. [0:32:03, 0:32:13]: uh because that needs to be a message every month and i think uh mr ingrin you you sort of spoke to that can you re- uh elaborate on [0:32:14, 0:32:15]: Um [0:32:15, 0:32:17]: The star bridge message. [0:32:18, 0:32:21]: uh being available to be out there every month. [0:32:23, 0:32:43]: Yes, sir. On on the link boards, which are those nine boards, seven boards from Link Media. They are digital boards. And Ms. Jordan and I have talked with Link to assure that those messages will be strictly stockbridge messages. [0:32:43, 0:33:03]: rotated uh at 10 second intervals uh 24 hours a day. Um and those will strictly be our boards. The uh so so to answer your question, we that will be our messaging for any campaign that we decide to do. The regrand opening of the uh Moral Amanda Conference [0:33:03, 0:33:15]: Center, the concerts, uh, you know, as they come every uh during the the concert season from April to October uh and other specific. [0:33:15, 0:33:22]: city events uh as well. So we will address each of those as those events come up. [0:33:23, 0:33:28]: So uh m Mrs. Jordan, uh let me ask you this. I'm I'm trying to see [0:33:30, 0:33:32]: What is the purpose? [0:33:32, 0:33:34]: Of pay in [0:33:35, 0:33:45]: for the additional board when we could just pay for one board and have our message uh every month. So Ms. Jordan, can you sort of [0:33:45, 0:33:46]: Explain why [0:33:47, 0:33:48]: We will spend the money. [0:33:49, 0:33:55]: on the second board when we can just pay for one board and have our message um every month. [0:33:56, 0:34:05]: Um yes, sir. These boards are located all around the Metro Atlanta area. So they're gonna target and reach uh all sorts of different [0:34:05, 0:34:19]: um travelers on the interstates. So we have um so we're gonna reach people in Conyers driving into the city. We're gonna reach people coming up from Macon. We're gonna reach people uh even as far as Kinnesaw, Cobb Parkway. [0:34:19, 0:34:21]: Um Ackworth, Eaton, [0:34:22, 0:34:26]: Peace Corners and uh public um I'm sorry, Peace Street Industrial Boulevard. [0:34:26, 0:34:38]: Old Dixie Highway and Norcross, we're gonna reach all touch points everywhere throughout the city to advertise. And we brought in I'm sorry, we brought in the reach from uh previous years. [0:34:39, 0:34:45]: So why if I'm understanding this, why why having two boys when we can just have one and do the same thing? [0:34:46, 0:34:47]: I don't know the stand. [0:34:47, 0:34:49]: These are total of the seven boards. [0:34:50, 0:34:52]: The total seven boards. [0:34:52, 0:34:54]: Um or actually eight boards that we would [0:34:55, 0:35:00]: Rent rent throughout the year that would have our message. [0:35:00, 0:35:03]: Um and rotate 24 hours a day in [0:35:04, 0:35:07]: Eight different locations, eight different interstates. [0:35:07, 0:35:14]: I I thought I heard seven and two, and I heard and the way uh Councilman Alexander was was. [0:35:14, 0:35:18]: Sort of indicating um that issue with the county. [0:35:18, 0:35:22]: And I heard that that we will have a three month. [0:35:22, 0:35:34]: priority but then after that other entities will be able to um use their board and so we would not have anything at that point in time so i'm just trying to see what's what's the point [0:35:34, 0:35:35]: Of [0:35:36, 0:35:47]: Of having that board when we can just have one board and do everything we need to do every month. Oh yes, sir. Those are the three those are the three boards from the um Henry County Chamber. [0:35:47, 0:35:58]: um visitor yes sir those are not included in the purchase or the rental cost those are [0:35:59, 0:36:06]: Those are included. We don't have to pay additional to use those boards. And that's the three month period uh Mr. Ingram was speaking to. [0:36:07, 0:36:13]: And see, and I and I'm not gonna raise this issue right now, but I know some of the council members do understand. [0:36:14, 0:36:14]: Well [0:36:15, 0:36:17]: Let let me now open that up. You know, with the um [0:36:19, 0:36:30]: I think Mrs. Gantt, I think Mrs. Gantt, I think Oliver was here at the time and we had we had an issue where we wanted to sort of be independent, but um I I'll just let that go. [0:36:31, 0:36:34]: I believe w we would be totally independent with the boards that we're renting. [0:36:36, 0:36:40]: And then the the the three from the chamber is just I guess gravy. [0:36:41, 0:36:47]: Yeah, I I I I I think Miss Gantt know where I was getting ready to go, but I but I I won't go there. [0:36:48, 0:36:51]: Okay. Thank you. Ms. Gann, go ahead, please. [0:36:51, 0:37:06]: Wait, Ms. G. Thank you, Mayor Pro Tem Thomas. And and I agree with Councilman Alexander. I agree with Mayor Pro Tem. I agree with everyone. I think what we're trying to talk about is uh a little bit different, the CBB boards, and those are the three free boards I think that you're mentioning. [0:37:07, 0:37:17]: But we've had an issue in the past that we probably need to discuss at the retreat in regards to the CVV that's been further delayed. I think we're about two years behind where we say we want it to be. [0:37:18, 0:37:19]: Um other than that [0:37:19, 0:37:23]: I'm in agreement with the billboards going all over. I think that's a great [0:37:24, 0:37:24]: Um [0:37:25, 0:37:26]: Um [0:37:27, 0:37:28]: Great locations. [0:37:29, 0:37:40]: spread it out, you know, hit people in different directions and get them to come see the best amphitheater in the um state of Georgia. So just I think that's a great idea. Thank you. [0:37:41, 0:37:42]: Mr. Blount, go ahead, please. [0:37:43, 0:37:47]: Uh thank you, Mayor. Um I just want to say I think that uh [0:37:47, 0:37:49]: The main point that was asked by [0:37:50, 0:37:59]: You know, all everyone here, I think those concerns have been answered. And I think we have some things we need to do also. And I I believe that in the um [0:38:00, 0:38:06]: uh event that we have, you know, have our retreat that those things be answered. Because when we was even had to campaign for um [0:38:06, 0:38:08]: Um our you know [0:38:09, 0:38:13]: During the COVID, uh, had got many phone calls that people saw. [0:38:13, 0:38:33]: our billboard. So to have those billboards scattered abroad that different parts of angles from different areas, because you see so much advertisement for Henry County coming in from different areas, it'd be good to see some stop bridge advertisement go on. I think a lot of the questions have been answered pertaining to this. And I see Councilman [0:38:33, 0:38:40]: Woman Barber has her hands up, but I would like for us to go ahead and approve the 49,400. Uh our motion to approve it. [0:38:41, 0:38:44]: Are you making a motion on that you're making a motion right now, sir? Is that what you're doing? [0:38:44, 0:38:49]: Yes. Okay, good deal. Uh Miss uh appreciate that. Miss Barber, you have some additional comments? [0:38:49, 0:38:56]: I do. Um one question for Ms. Jordan. How many of those billboards are specific to stockwords? Did you say seven? [0:38:58, 0:39:05]: Um, no, they're scattered all around in Stockbridge itself or the three from the uh visitor bureau. [0:39:06, 0:39:15]: And then we have um a couple in McDonough on 75. Okay. That would be part of the purchase or rental price. [0:39:15, 0:39:16]: Um [0:39:16, 0:39:20]: But mostly they're outside of Stockbridge, the ones that we would be renting. [0:39:20, 0:39:26]: Okay, thank you. I have mo a motion has been made uh made by uh councilman Blount. Is there a second? [0:39:26, 0:39:35]: I second. Ms. Ganttz seconds that okay. Plenty of discussion. All in favor of motion, please indicate. So a little one more question. I just want a clarification on one thing. [0:39:35, 0:39:44]: Now we have the seven boards that are going to be dedicated to the city with the city message on them only. That's our [0:39:45, 0:39:47]: Yep, that's our board. That's right, Miss Jordan. [0:39:48, 0:39:49]: Yes, sir. [0:39:49, 0:40:01]: Okay, and then we have three additional boards with the Convention and Visitors Bureau where there's no charge for those boards to come to us for a three month period, right? [0:40:02, 0:40:03]: Yes, sir. [0:40:03, 0:40:08]: Okay, after the three months, does a charge incur at that point or no? [0:40:08, 0:40:09]: No, sir. [0:40:10, 0:40:30]: Okay, so it's it's free. So uh that that is the seven boards that we're paying for. That's it, the three remain free. That's what you're saying, correct? Well the yes, the three the three remain free and then rotate on to a different um member of the chain. Okay, certainly. Okay, okay. I'm going to go. [0:40:29, 0:40:42]: And let me just clarify one thing um to your point. We are uh renting eight, uh a total of nine boards, not seven, nine. And it's uh we added two since you've received the the agenda. [0:40:42, 0:40:43]: For the same price. [0:40:43, 0:40:49]: So nine boards with the stop bridge specific message year round included. [0:40:50, 0:40:51]: In the part that's what we're paying for. [0:40:52, 0:40:56]: Yes, sir, and we'll rotate the content to advertise our events that we want to. [0:40:56, 0:40:58]: Okay, well thank you. It's free. Thanks. [0:40:59, 0:41:01]: All right, Mr Blount. Go ahead, please, sir. [0:41:01, 0:41:06]: But we but you did say all of these boards are digital boards. [0:41:06, 0:41:19]: That would with someone else can come and do other advertising, but for us, we can we're only gonna advertise the funding that we have for our own brand and what we're doing. Is that what you're saying? [0:41:19, 0:41:25]: Correct. We will the digital boards, we can't control everything going on. Right, right. No, they rotate. They rotate. [0:41:25, 0:41:30]: That's what I want to that's what I want to make sure everybody truly understands that. [0:41:30, 0:41:33]: Yeah, they will upload our artwork or content. [0:41:34, 0:41:39]: that we submit and then it will go into the rotation cycle with other companies who are also renting. [0:41:39, 0:41:45]: But I have requested and I'll make sure with the contract that we are not like back to back with a competitor. [0:41:45, 0:41:52]: with our messaging. So anything like that would be in a rotation out, you know, away from our messaging. [0:41:53, 0:41:54]: Or [0:41:54, 0:41:56]: Mr. Gardner, you had your hand up earlier as well. [0:41:57, 0:42:03]: I I think there's clarity. Um and Mr. Alexander, it the the boards with the chamber are not free. [0:42:04, 0:42:10]: Um, I think that's where your little hotel motel tax that you pay to them and then that's paid for them. That's correct. They're not really free. [0:42:11, 0:42:21]: Okay, so they're not free. Okay, thanks. I mean we there's no direct cost to Yeah, yeah, they they you know because we don't have that many hotels. [0:42:22, 0:42:33]: And they serve as our they serve as our tourism destination organization. So a portion of what comes from our hotel motel that goes to them for that specific activity. That's what they pay for those boards for on our behalf. [0:42:34, 0:42:35]: Okay. [0:42:35, 0:42:40]: All right, good deal. Plenty of discussion. Great stuff. Motion is made in a second. So all in favor of motion, please indicate. [0:42:41, 0:43:01]: Looks like it's okay, four oh five. Okay, it's an announcement decision. Thank you very much. Appreciate it. Uh Public Works Department is requesting the city council's approval to increase the annual contract two zero one nine-000 two two P with uh CGL facilities uh maintenance. [0:43:01, 0:43:10]: LLC for right-of-way landscaping to the annual amount of$300,000 as approved in the FY 2022 budget. [0:43:10, 0:43:28]: The account number is 100-422-00-522-000 right-of-way landscaping. The FY 2021 contract amount with GCGL was$210,000. [0:43:28, 0:43:37]: The staff is requesting an additional increase of$90,000 to maintain the rights away that were turned over to the city from Henry County in the service delivery strategy. [0:43:38, 0:43:39]: Mr. Aaron, please. [0:43:39, 0:43:51]: Yes, Mr. Mayor and Council. Uh Public Works is coming before you tonight to request that the annual contract with CGL be amended to be congruent with what was approved in the FY 2022 budget. [0:43:52, 0:44:03]: We've noticed over the last year in conversations with Henry County that some polls and road right-of-ways were turned over to the city in the latest service delivery strategy updates. [0:44:04, 0:44:15]: And one of those roads uh is Campground Road. Henry County was more on the road. And all of a sudden we got a phone call or email from Herring County saying they was getting ready to. [0:44:15, 0:44:19]: re be it their annual lawn maintenance account. [0:44:19, 0:44:36]: And they notified us that they would no longer be more in the section that was inside the city limits of Stockbridge. Also, we got notification on Mount Zion Road and some other roads. It's our understanding from conversations with Henry County that any road the county was maintaining that. [0:44:36, 0:44:44]: travels through the city, they will no longer maintain and or provide any maintenance on those roads. That would be strictly the city's responsibility. [0:44:45, 0:44:49]: And also last year we had some requests, we did some plannings on [0:44:50, 0:45:09]: Uh Campground Road, we did some planners on East Lake, and those came out of that right of way maintenance account. So we just want to make sure that we have the resources available to maintain the right-of-aways in the condition that mayor and council want to see those right-of-ways. We're efforting like everybody else to find additional staff. [0:45:09, 0:45:19]: We're having three interviews this week. We're having a job fair to try to fill those 10 vacancies. We're feeling the same effects at Herring County. They're trying to fill 300 vacancies. So [0:45:20, 0:45:35]: But in the interim, we want to ensure that the right-of-ways are maintained on a weekly basis as mayor and council requested. So we're asking that you amend the contract with CGL so that the contract will be congruent with what was approved in the FY 2022 budget. [0:45:37, 0:45:46]: Thank you, Mr. Aaron. All right, Council. What kind of questions do you have? Mr. Alexander waiting. Um thank you, Mr. Aaron. I appreciate that. Obviously we're trying to make sure that we move forward with [0:45:47, 0:45:55]: beautification in the city. Is it is this contractor, this contractor is currently maintaining what right of ways uh in the city at this point? [0:45:56, 0:46:04]: They're maintaining the courses of Flippin' Road, Walt Stevens Road, Highway 138, Jodico Road, East Atlanta Road. [0:46:05, 0:46:07]: And Davidson Parkway. [0:46:07, 0:46:08]: and old Atlanta road. [0:46:09, 0:46:22]: Who's maintaining a rock quarry road? Who's doing that? And they'll maintain rock quarter road as well. I forgot to mention that. Right. That that was the first one that they took over for. And man, they're doing a masterful job. Because even though and citizens should understand [0:46:22, 0:46:24]: The commitment that we have. [0:46:24, 0:46:25]: To [0:46:25, 0:46:27]: Beautification in the city. [0:46:27, 0:46:28]: Because some of Banks role [0:46:29, 0:46:31]: Is not Banks Row is not in the city limits. [0:46:32, 0:46:34]: But because of this council's commitment to [0:46:35, 0:46:37]: Making sure that we maintain our right of ways. [0:46:37, 0:46:38]: You know, used to be [0:46:39, 0:46:45]: The county would cut this part and uh the city would cut this part, the county wouldn't cut bank roll banks roll for [0:46:45, 0:46:48]: Three months, so we'd have like [0:46:48, 0:46:52]: Cut here, not cut there, but the city and this council as a whole. [0:46:52, 0:46:52]: Це [0:46:53, 0:47:00]: Let's stop that. The citizens don't care whether it's in the city limits or not. They want it to be maintained. And that's why Rock Quarry Road. [0:47:00, 0:47:01]: Looks like it looks now. [0:47:02, 0:47:04]: This contractor has been a doing [0:47:04, 0:47:05]: A good job and especially [0:47:06, 0:47:09]: I noticed especially when you get off highway one thirty eight now. [0:47:10, 0:47:15]: It's not embarrassing. It used to be a situation where you got off at highway one thirty-eight. [0:47:15, 0:47:30]: The grass was extremely tall, litter everywhere, and citizens have noticed that. So I'm certainly uh would like to see uh this I'm glad you said this contractor was Rock Courry Row because they're doing a great job. And uh I I've seen their work. [0:47:32, 0:47:33]: Okay, council. Any other comments from the council? [0:47:34, 0:47:36]: Miss Barber, go ahead, please. [0:47:37, 0:47:45]: Thank you, Mayor. So I see item number five for CGL that we're discussing for right away. [0:47:46, 0:47:49]: Um landscaping, but we also have [0:47:49, 0:47:51]: Item number eight on the agenda. [0:47:51, 0:47:53]: for Yellowstone. That's also landscaping. [0:47:54, 0:47:58]: Just for the purpose of um public knowledge and understanding. [0:47:58, 0:48:07]: Can you please provide them with what the difference between these two companies are? They're both landscaping companies. [0:48:08, 0:48:21]: Yes, ma'am. CGL maintains the city right-of-ways and helps supplement the maintenance of city right-of-ways. Yellowstone maintains the city buildings, such as the amphitheater, city hall, the municipal court, municipal park. [0:48:21, 0:48:35]: Ted Strickland Community Center, Merrill Manders. They maintained the Public Works Administrative Building. They maintain the banner stations at Rock Quarry Road and uh at Walmart, along with the historic markers at Florida Chapel and the Greenfront Cafe. [0:48:39, 0:48:50]: All right, uh counsel, any other questions, concerns? Yeah. Yes, sir. Go ahead, please. I didn't finish. I'm sorry. All right. What I wanted to ask was um so. [0:48:50, 0:48:53]: Last year we had a mid-year budget review. [0:48:53, 0:48:54]: Um [0:48:54, 0:48:55]: And [0:48:55, 0:48:58]: Because we just approved the budget two months ago. [0:48:59, 0:49:02]: Мстер Арин, Дюй Акалтор? [0:49:02, 0:49:03]: In the budget. [0:49:04, 0:49:05]: For twenty twenty two. [0:49:06, 0:49:26]: Yes, ma'am. These are numbers that were received from the vendor when we went over the services for the year. So it was included in the FY 2022 budget because there were some additions from the previous 2021 budget. So we just coming before you tonight so that we'll be congruent to what you approved in in the budget so that. [0:49:26, 0:49:38]: that when we put in a requisition for the purchase order, they'll match. Okay, so what you're asking is for us to amend the contract to expand or extend the scope of work. [0:49:38, 0:49:41]: to include those additional locations. [0:49:41, 0:50:01]: To have the funding available, I know that Campground Road is one that we will assume from the county, as well as Mount Zion Road and some additional right-of-ways from the county as of the recent updated service delivery strategy. So we want to have funding available. If we aren't able to find additional employees. [0:50:01, 0:50:14]: to supplement or fill those vacancies we currently have, we know those right of ways still have to be cut and maintained. So we wanna have the funding available for that and to meet the standards that mayor and council have wanted to see. [0:50:15, 0:50:16]: Well we [0:50:16, 0:50:21]: We've already budgeted three hundred thousand for it. So you have money in the budget. [0:50:21, 0:50:22]: Already. [0:50:22, 0:50:25]: You're not asking us to increase the budget amount. [0:50:26, 0:50:28]: No ma'am, I'm asking. [0:50:28, 0:50:31]: The contract agree with the budget. [0:50:32, 0:50:38]: Okay. Mr. Gardner, um, and I don't know what your thoughts are, but [0:50:38, 0:50:47]: Can we schedule mid-year or quarterly budget reviews so that we don't get these type of requests just sporadically throughout the year? [0:50:49, 0:50:56]: Well, I and and and council uh council uh baba we we spoke about it and when and when you say budget reviews. [0:50:56, 0:50:59]: Yeah, y are you talking about budget amendments? [0:50:59, 0:51:04]: As we as we discussed so so but the budget amendment process is when [0:51:05, 0:51:25]: You've exceeded what the budget line item is, then you amend the budget from pulling money from somewhere else that is not spending as much to show up that that other portion that's spending a little bit more. Um, that's a budget amendment. And as we discussed, you know, my philosophy is we look at it and try to look on a quarterly. [0:51:24, 0:51:31]: basis. Most finance directors, you know, they do it um biannually, twice a year. Um [0:51:32, 0:51:37]: And so you probably will see a budget amendment at some point within the fiscal year. [0:51:37, 0:51:44]: Um but to offset that we also look at giving you monthly reports as to where we are budget to actual. [0:51:44, 0:51:52]: Um so that you'll know on a monthly basis, you know, how we're faring. Um so so yeah, so in this case. [0:51:52, 0:51:52]: You know. [0:51:53, 0:51:56]: This is those and you guys approve a budget of three hundred. [0:51:56, 0:52:16]: Um, the original contract was in the neighborhood of 210, as what they had under. But with the additional right-a-ways that Henry County is throwing at us, in order to actually make sure we keep keep up with the maintenance, as Mr. Alexander said, we're uh we're adding those streets, but we know that they're gonna come at a cost. So at this point, we're [0:52:16, 0:52:21]: asking to just go to that level so that we can make sure that the company can continue to [0:52:22, 0:52:30]: as we add on these additional roads that Henry County will no longer maintain, they were able to maintain those. So that's that's the the clear cut way of doing it. [0:52:30, 0:52:35]: So if by some chance Henry County threw ten more right aways at us and they're no longer gonna do that. [0:52:36, 0:52:39]: And exceeds that three, that's when we'll come to you. [0:52:39, 0:52:43]: and asked to exceed that three, but that's when we'll also look at that's when that'll be [0:52:43, 0:52:48]: An ab an amendment to the budget to move money from where we're spending less to where we're spending more. [0:52:48, 0:52:51]: Okay, so and that is exactly my point. [0:52:51, 0:53:07]: What he's bringing to us now, we already have budgeted for it. Right. So he's he's he's on he's he's coming to that number, he's not exceeding it. But if by some chance, let's say for instance, Henry County say, Oh, by the way, you know, we're not gonna do Walt Stevens anymore either, and we're not gonna do [0:53:08, 0:53:17]: Like you know, Terry Street anymore. We used to. We know that the contractor is going to charge us some additional monies to run to maintain those right-of-ways. And if it exceeds that three, [0:53:17, 0:53:21]: That's when you'll see us have to find the money to pay'em and then we'd have to amend the budget. [0:53:22, 0:53:23]: To make sure we capture that cat. [0:53:24, 0:53:28]: Right. And what I'm asking is can you schedule quarterly? [0:53:28, 0:53:31]: budget review so that we can take care of [0:53:31, 0:53:35]: those amendments as opposed to them just coming to us. [0:53:35, 0:53:36]: sporadically. [0:53:36, 0:53:38]: Right. Yeah, and and and we'll, you know. [0:53:38, 0:53:58]: Usually, you know, staff between working with the finance director and the and the city manager, you know, at some point we determine where those are and we move them. Um we'll come to you guys and say, hey, here's the budget amendment where we've got to move XYC. Um there might be times when we don't have to, everything might be in line, so there is no need for a budget amendment as long as everything stays. [0:53:58, 0:54:13]: under what we budget, we'll continue to move only in in essence when that expense exceeds what's budgeted as we we'll come back and bring those amendments to you guys. But I don't want to say bring a quarterly, every quarterly and you hold me to that and then we don't have one. We don't have a need for one. [0:54:14, 0:54:16]: We're bringing we're bringing absolutely nothing to you at that point. [0:54:17, 0:54:21]: But when we need'em, you definitely are seeing because here's here's the big kicker. [0:54:21, 0:54:25]: In Georgia and in most local and state governments, unlike the feds. [0:54:26, 0:54:28]: We're required to have a balanced [0:54:28, 0:54:29]: budget. [0:54:29, 0:54:30]: At the end of the year. [0:54:31, 0:54:32]: Failure to do that. [0:54:32, 0:54:34]: is in violation of state law. [0:54:35, 0:54:52]: So that's when you usually see a last end of the year budget adjustment and the auditors come in, we move money around to balance the budget. We can usually do it within the budget. If you can't, that's when you go to fund balance and move money from fund balance and budget and balance the budget. But by law, you cannot exceed what you budget. [0:54:53, 0:54:56]: By law in Georgia and the communities are doing that those [0:54:57, 0:55:00]: They they got other financial issues going on and they can't do that. Um [0:55:00, 0:55:02]: But we're nowhere near there. [0:55:04, 0:55:07]: All right. Stand by please. Ms. Alexander, you have something, sir. [0:55:07, 0:55:10]: I wanted to go ahead and make a motion to move the meeting forward. [0:55:11, 0:55:28]: Okay, stand by a second. Americ Pro Tam, go ahead, please. Well, I just wanted to ask Mr. Aaron this question here. Uh he mentioned the job fair. What is the plan if you're able to hire those additional uh eight to ten uh workers? What is the plan for them? [0:55:30, 0:55:41]: Well, when when we bring those additional staff on board, there are some concerns and areas that we have. Right now you have 10 city employees that are responsible for maintaining. [0:55:41, 0:55:43]: approximately 90 miles a right away. [0:55:44, 0:55:45]: So out of that ten, you've got [0:55:46, 0:55:54]: Six more on four that pick up paper. And it's an insurmountable job for 10 people. So that department has been lacking it with. [0:55:54, 0:56:14]: uh substituted with temporary staffing in the past. When COVID happened, temporary employees were hard to find. So we moved and came before council last year and asked to hire part full-time employees. So when those employees come on board, there'll be more than enough for those employees to do. Because like I said, you get [0:56:14, 0:56:21]: got 10 people right now doing everything within their power to maintain 90 plus miles of right away of mowing and literally picking up. [0:56:22, 0:56:26]: And and it gets to be daunting tasks for those 10 individuals. [0:56:27, 0:56:30]: Well, I appreciate that, but I I just wanted to hear you say that. [0:56:30, 0:56:32]: that there was a plan. [0:56:32, 0:56:33]: You know, for that. [0:56:34, 0:56:47]: Yes, sir. We we sent the presentation that we're going to have the corridor teams that will be comprised of four to five employees and in that corridor. They'll be run responsible for right-of-moreing, litter pickup. [0:56:47, 0:56:56]: uh pothole patching sign maintenance, it'll be like everybody in that team does an essential public works function within that corridor that they're assigned to. [0:56:57, 0:57:03]: So how how many miles does uh CGL maintain out of those um ninety? [0:57:04, 0:57:06]: Well, we have a hundred and five total miles. [0:57:06, 0:57:13]: So the last breakdown when we looked at it, they're maintaining about 8.2 miles of a right away for the city. [0:57:14, 0:57:15]: All right, thank you, sir. [0:57:16, 0:57:18]: Uh Councilwoman Gantt please go ahead. [0:57:19, 0:57:25]: Thank you. I'm I'm just looking at this item on the agenda and I'm a little confused at why it's even here. [0:57:25, 0:57:42]: unless we're just making a motion to amend the contract because we're not amending a budget. We already voted for this already. We voted for the 300,000. And I'm ready to second councilman Alexander's motion to move forward. Um I'm trying to figure out [0:57:43, 0:57:46]: Is there a way in the future we can streamline this? [0:57:46, 0:57:58]: where maybe we just need to include the roads that we're amending to be kept up, the the right-of-way areas, just list those that we're adding because we've already approved the budget for it. [0:57:59, 0:57:59]: So [0:58:00, 0:58:00]: I mean [0:58:01, 0:58:06]: Again, I don't understand why I think we need to work on streamlining the way we handle this. [0:58:07, 0:58:09]: We but it's already in the budget. There's no amendment. [0:58:09, 0:58:11]: We need to do [0:58:12, 0:58:22]: All they're doing is expand, they're adding on the roads that are included on what we've already budgeted for. So I in that case, I make a motion to approve this item. [0:58:22, 0:58:31]: um the right away annual contract in the amount of three hundred thousand dollars. All right. Well I thought I was gonna give that to Mr. Alexander since you mentioned it earlier. I'll second it if he wants to do it. [0:58:32, 0:58:33]: Mr. Azan, please. [0:58:34, 0:58:38]: We'll make a motion as what Councilwoman Gantt has described to for approval. [0:58:39, 0:58:44]: All right. So if you're making that ms the gas second, okay. We have plenty of discussion. All in favor, motion, please indicate. [0:58:45, 0:58:48]: All right. Uh any opposed? [0:58:49, 0:58:55]: Okay, so it's four uh one. Okay. Mayor Mayor Pro Tem, you oppose the motion? [0:58:56, 0:59:12]: I actually I wanted to respond to Mrs. Gantt's concern, but I am in favor. But just let me say if I may, um go ahead, sir. I I think you have to allow the process for transparency uh to come forward because [0:59:12, 0:59:16]: If you even though you have budgeted, say three hundred. [0:59:16, 0:59:19]: And the current contract is say [0:59:19, 0:59:22]: Two seventy, two or I mean two hundred, whatever. [0:59:23, 0:59:28]: I I think you have to be transparent because if you don't, then you you leave room for [0:59:29, 0:59:30]: Um [0:59:30, 0:59:31]: They're [0:59:32, 0:59:50]: uh under the table deals and and all of that. So that's why, and even with the reporting that the uh city manager mentioned, you know, the the quarterly or what have you, you have to do those things because I'm not saying that we have anyone here on our staff that would do that, but we read in the paper every day. [0:59:51, 0:59:53]: Where you have these kind of deals. [0:59:53, 0:59:58]: That are going, even though you put it in the budget. But if it does not come before us or if it's not reported. [0:59:59, 1:00:14]: then you allow for theft and any other thing to happen. So that's why, and um Mr. Garden, you could correct me if I'm wrong, but that's why these things have to continue to come forward just to uh be transparent and and for it to be on the surface. [1:00:15, 1:00:21]: And uh Mayor, this is Jeremy. Uh Mayor Pro Tems right. The the amount that's budgeted. [1:00:21, 1:00:22]: It's just [1:00:22, 1:00:25]: You know, sort of a pot of funds that's set aside. [1:00:25, 1:00:30]: It's the contract and the the resolution that actually authorizes the money to be spent. [1:00:31, 1:00:38]: So you could allocate, you know, a million dollars for this in the budget, but it's the contract that actually authorizes the money to be spent. [1:00:39, 1:00:43]: And the the the previous contract was only for two hundred and ten thousand dollars. [1:00:44, 1:00:55]: And and it exceeds I think the authority under the city manager, which I think is twenty-five. So obviously that ninety thousand is additional. So that exceeds what I can do, even though it's within line with the budget. [1:00:56, 1:01:07]: But I think moving forward in the future, you're as we move forward, citizens will have a ho have a clear view of what we're spending as we institute some new technologies, like OpenGov. [1:01:09, 1:01:15]: A good deal. I look forward to signing that then if that's the case. Miss Holiday, I had a unanimous decision on that particular motion, okay? [1:01:18, 1:01:24]: I just want to let you know it was a unanimous decision. Okay, so m Mr. Thomas changed his vote. No, he you recorded it differently. [1:01:24, 1:01:33]: No, no, he voted for it. I voted in favor beginning. I I really just wanted that comment to get in. Okay. So your hand okay, thank you. Yeah, that's what I was gonna clarify. Okay, thank you very much. [1:01:34, 1:01:54]: Okay, next item. The Public Works Department is requested City Council's approval to increase the annual contract RFP 2020-0025 with the Intercontinental Commercial Services Incorporated for Janitorial Maintenance Services to an annual amount of$118,080. The increase includes the addition of the Public Works Admin Building. [1:01:54, 1:02:14]: And day porter services. Budgeted funds available in 2022. Budget amount of numbers 100-15650-52319. Facility cleaning public works admin and 100-15650-5223199. [1:02:14, 1:02:33]: Facility cleaning city hall. The FY 2021 contract amount with ICS was$89,280. Staffers requesting an increase of$28,000 to cover the day portal cleaning and a new public works building. Mr. Aaron, please. [1:02:34, 1:02:50]: Yes, Mr. Mayor and Council. When staff was developing the public works and the government buildings budget, one of the things that was of concern was we were in the middle of COVID and there were some staff that were concerned about COVID cleaning at at the facility. So Mr. Knighton. [1:02:51, 1:02:56]: wanted to get additional uh day porter service to address the COVID cleaning issues. [1:02:56, 1:03:16]: And also the public works building was not online at that time. So as we got later in the year, the building began to take shape. There was actually a building that ICS could tour to give us a price on what it would cost to clean that building. So we're coming before Mayor and Council asking you to approve the amending of the contract to add. [1:03:16, 1:03:20]: at the addition of day porter and the cleaning of the public works building. [1:03:22, 1:03:24]: Also any comments, Ms. Barber, go ahead, please. [1:03:27, 1:03:30]: Thank you, Mira. Mr. Aaron, so the [1:03:31, 1:03:35]: The old or I guess, yeah, the old public works building. [1:03:36, 1:03:37]: I'm sure they'll still be [1:03:38, 1:03:43]: some cleaning actions happening there, but probably not as much. [1:03:43, 1:03:45]: Um now that we have the new facility. [1:03:45, 1:03:48]: So what about the money? [1:03:48, 1:03:49]: That was [1:03:50, 1:03:54]: I guess use to clean this old public works building. [1:03:54, 1:03:59]: Um, I know that we are increasing this to include the new public works building. [1:04:00, 1:04:00]: But [1:04:02, 1:04:06]: What about the old one? Do they plan on continuing to clean that? [1:04:07, 1:04:13]: Yes, ma'am. Here's what happened. The Public Works Administrative staff was stationed at the wastewater treatment plant. [1:04:13, 1:04:33]: That building still have staff in there, the wastewater treatment operators, the wastewater collection operators, they're housed out of that building. So that building still has to be clean. You've got the general maintenance staff that crew out of the maintenance shop. That building still has to be clean because there are staff in there using the restroom and other uh parts of that building. [1:04:33, 1:04:40]: So we would just add an additional building because you took the administrative people out of the wastewater treatment. [1:04:40, 1:04:44]: Offices so we vacated spaces that we were [1:04:44, 1:04:51]: using that they allow the administration to use those spaces, but the building still has to be cleaned. It's still stamping those buildings. [1:04:52, 1:05:02]: Okay. And the same with this one. You're not asking us to increase the budget. You're just asking us to amend the scope of services for the existing contract to include. [1:05:02, 1:05:06]: an additional building, the new public work location. [1:05:07, 1:05:10]: Yes, ma'am. And the day porter. This was approved. [1:05:10, 1:05:15]: in the budget so we're just trying to get the contract to be congruent with the budget with the approved budget. [1:05:15, 1:05:16]: Thank you. [1:05:17, 1:05:20]: Else any other c uh comments or concerns? [1:05:21, 1:05:24]: And if not any emotion to accept this proposal. [1:05:27, 1:05:30]: Is there a move? Okay, Miss Kant, so moved. Is there a second? [1:05:32, 1:05:34]: Mr. Blount, second that any further discussion? [1:05:34, 1:05:36]: If not, all in favor of the motion, please indicate. [1:05:38, 1:05:40]: Okay, uh Miss Cap. [1:05:40, 1:05:41]: You [1:05:41, 1:05:42]: One more question. [1:05:43, 1:05:43]: Okay. [1:05:44, 1:05:50]: The motion actually pa I mean uh well I got four uh four affirmatives. Miss Barber, are you for the motion or not? [1:05:50, 1:05:54]: I have one more question, if I may, please, really quick. [1:05:55, 1:05:57]: When does this contract end? I'm sorry. [1:05:58, 1:06:00]: When is it up for renewal? Forgive me. [1:06:00, 1:06:03]: Well, the contract it was bidded out. [1:06:04, 1:06:10]: On October twenty-second, twenty twenty one. It closed on February the fourth, twenty twenty one. [1:06:11, 1:06:13]: And it was awarded on April twelfth, twenty twenty one. [1:06:14, 1:06:14]: And [1:06:14, 1:06:16]: uh that council meeting. [1:06:17, 1:06:21]: And it's a one year contract with the right for four one year renewals. [1:06:22, 1:06:25]: May I ask that you repeat that um dashes? [1:06:25, 1:06:32]: My document said the ICS janitor the janitory services were bidded out on October 22nd, 2020. [1:06:32, 1:06:40]: The bid closed on February the 4th, 2021. It was awarded on April 12th, 2021. [1:06:40, 1:06:46]: And resolution R twenty one dash twelve eighty two in the amount of eighty nine thousand two hundred and eighty dollars. [1:06:48, 1:06:51]: Okay. Is there a plans to rebid this at some point? [1:06:54, 1:07:04]: Well w what I uh uh mentioned earlier is that the end of the year, procurement sends us a notice. We evaluate every vendor if we're satisfied with the vendor because I [1:07:05, 1:07:19]: The RLP is written where you can renew it for four additional years if you choose. If they're not performing up to the services, then we we make make a recommendation that we would not like to continue with that vendor and then it goes back out for bid. [1:07:19, 1:07:22]: Okay, thank you. I'll upstay in Mail Pierre. [1:07:23, 1:07:28]: I um we'll do this once again. The motion is made in a second. So all in favor of motion, please indicate one more time. [1:07:29, 1:07:34]: All right. I've got four and she's abstained. So four zero one. The motion passed. Okay. Thank you. [1:07:36, 1:07:56]: Uh the Public Works Department is requesting City Council's approval to increase the annual contract RFP 2020-0026 with site engineering incorporated for on-call water and sewer emergency and operational repair, maintenance, maintenance and construction services to the annual amount of$255,000. [1:07:56, 1:07:56]: Yeah. [1:07:57, 1:08:14]: As approved in FY 2022 stormwater budget, this is a$50,000 increase over the FY 2021 budget. The account number is 510-42500-542515 stormwater repair. [1:08:15, 1:08:35]: Staff has noticed a substantial increase in the materials and related costs due to COVID and wanted to ensure significant funding was available for stormwater repair projects. Staff is also proposing to engage in more stormwater rep more stormwater repairs in FY 2022 to comply with the MS-4 permit. [1:08:35, 1:08:38]: And I imagine that this is you, Mr. Um. [1:08:39, 1:08:41]: Aaron, do explain, please. [1:08:41, 1:08:45]: Yes, Mr. Mayor. We're just trying to amend the contract so that is [1:08:45, 1:08:56]: compliant with what was budgeted. Last year we noticed, you know, we budgeted$200,000 for stormwater projects and we did two projects last year. [1:08:56, 1:09:07]: It was$190 something thousand dollars. The first major project was Hudson Bridge Drive. The road was in danger of washing out b because of a stormwater pipe under the road that had failed. [1:09:07, 1:09:14]: We did that project, it was$129,000. Then there was a stormwater issue on turning point. [1:09:14, 1:09:34]: uh with some ro houses and yards being flooded. So we did a stormwater project to correct that issue and concern. That was$73,000. So we did two projects and that was all we was able to do in 2021. And as we've noticed when we go to make purchase that goods and services are increasing steadily. [1:09:34, 1:09:36]: So we want to be [1:09:37, 1:09:45]: I guess proactive instead of reactive if we have some issues, we have some funding available to do those projects if something comes up. [1:09:46, 1:09:47]: Okay, thank you. [1:09:47, 1:09:50]: Mr. Blount, I saw your hand first, please. [1:09:50, 1:09:52]: Yeah, Mr. Dacious, this contract [1:09:53, 1:09:56]: is also one of those contracts that's that's renewable, is that correct? [1:09:57, 1:10:00]: Yes, sir. I think I think I read in there, I think it's five years. [1:10:01, 1:10:06]: Four or five years? A maximum. It could be a maximum of five years. Right. [1:10:06, 1:10:06]: No [1:10:08, 1:10:10]: Because of the wording on this for me. [1:10:11, 1:10:14]: Is that when I read it, their first renewal is [1:10:15, 1:10:18]: April twelfth, which I saw in the documents that we got. Is that correct? [1:10:19, 1:10:22]: It'll be April twelfth of this year of twenty twenty. [1:10:22, 1:10:32]: Then why would we do an increase two months before the instead of saying increase, why wouldn't we wait two months and have that to be the renewal amount? [1:10:32, 1:10:33]: For the contract. [1:10:35, 1:10:44]: Well, one of the reasons why is we're trying to get a purchase order and they will not issue the purchase order with without the approval of council. [1:10:44, 1:10:51]: approving this amount. So if they do any work without a we can't do any work without a purchase order. [1:10:51, 1:10:53]: So you're saying we have somebody now that [1:10:54, 1:10:56]: Is up for renewal in two months. [1:10:58, 1:11:02]: Uh I'm sorry, forgive me for the phone. The sub for renewal in two months. [1:11:02, 1:11:05]: And if we don't do this fifty thousand dollar increase. [1:11:06, 1:11:14]: That would then give them a renewal of fifty thousand dollars that they won't purchase what they've already contracted to do now. Is that what you're saying? [1:11:14, 1:11:18]: No, so what I'm saying is they don't currently have any projects right now that they're working on. [1:11:19, 1:11:22]: So we've come before council because we have budgeted [1:11:22, 1:11:24]: two hundred thousand dollars for on-call repairs. [1:11:25, 1:11:30]: So we're coming for a council to ask them to amend the contract that we currently have. [1:11:31, 1:11:35]: with site engineering to allow it to be congruent with [1:11:35, 1:11:55]: the$255,000 that was budgeted. If in April we decide we don't want to go in that direction, then whatever we issued that purchase order purchase order for, it ends right there. If they've done$10,000 worth of work and after April 12th we decide we're going to move forward and bid it again, then that's all they do is$10,000 worth of work. [1:11:56, 1:11:59]: Yeah, but but then you go I'm go back to my question again. [1:12:00, 1:12:03]: W if you saying they don't have anything going on right now. [1:12:04, 1:12:12]: And they're up for renewal April the twelfth. Why we were amended to put fifty thousand dollars down on when we can renew their contract in two months. [1:12:13, 1:12:18]: for$255,000 that was budgeted. I mean, I'm just trying to make sense of it. It makes [1:12:18, 1:12:23]: And because you're putting down the word increase, where in too much you can say renewal. [1:12:25, 1:12:31]: Well, why would we pay an increase now and in two months that could be the renewal contract? That's the incentive to any company. [1:12:32, 1:12:33]: An increase. [1:12:33, 1:12:37]: And renewal is an incentive of any company to stay with any entity. [1:12:37, 1:12:44]: But I'm trying to figure out why we're doing an increase now. And you just said they don't have any projects going on. Why would we do this now instead of waiting two months? [1:12:45, 1:12:53]: So we're coming before council to ask them to approve so we can issue a purchase order because if something happens between now [1:12:53, 1:12:56]: And April twelfth, then we don't have a vendor. [1:12:57, 1:13:09]: to take care of that emergency situation. Just like but hold on, Mr. Day, I'm sorry to cut y'all. But they're contracted with us until April 12th for renewal date. What do you mean we won't have a vendor? They're they're under contract with us. [1:13:10, 1:13:26]: But the funding was out of 2021 budget. You haven't issued anything for the 2022 budget. We're coming asking to issue a purchase order, a requisition for the access to funds that are available in the 2022 budget. [1:13:27, 1:13:31]: Yeah but we we but we approve but we approve the extra fifty thousand dollars. [1:13:32, 1:13:36]: For the twenty twenty two budget, which would be in place for a renewal. [1:13:36, 1:13:43]: in April and I'm trying to figure out I'm just trying I don't understand why we're doing an increase now. I'm just it don't make sense to me. That's all. [1:13:43, 1:13:44]: [4425.3, 4437.5]: We don't have a purchase order with them. So it's just like the previous one. We're coming, asking, saying, hey, this is the vendor that was approved, that was approved to April 12, 2022. [1:13:57, 1:14:17]: Right now, there is no money available if we found a project that needed to be done. There is no purchase order for that. There would be no purchase order for that project. We're asking if we issue the purchase order and they do two projects and then it comes April the 10th or April the 12th, Lindell's, Ms. Miller. [1:14:17, 1:14:32]: sends out that form and asks us, are we satisfied with site? And we say no, then that purchase order ends there. Then the remaining funds would go into a purchase order for the next vendor that's chosen to be the on-call. [1:14:33, 1:14:34]: Emergency repair. [1:14:34, 1:14:39]: I I I guess Mr. Dacious, I I I guess that ain't so it don't make sense to me. [1:14:39, 1:14:41]: And I'm still saying it don't make sense to me. [1:14:42, 1:14:45]: When anytime we're c'cause they're contracted till April. [1:14:46, 1:14:54]: So it just it don't it just don't make sense to I I it don't make sense to me to say increase when we can say renewal in two months. It just don't make sense to me. [1:14:54, 1:14:57]: All right, stand by please. Ms. G Bar Barber, you're next, please. [1:14:58, 1:15:03]: Yes, um, Mr. Aaron, we are two months into the year. [1:15:04, 1:15:07]: And you said that there is no work that has been done. [1:15:07, 1:15:14]: So I I too share the same concerns as Councilman Blount. That's why I called and spoke with you earlier. [1:15:15, 1:15:15]: Um [1:15:16, 1:15:23]: And this is another reason why I encourage for us to have those mid-year budget reviews or something. [1:15:24, 1:15:26]: um for a situation such as this. [1:15:27, 1:15:28]: Uh [1:15:28, 1:15:34]: If this contract ends in April, why are we increasing? Why are you asking us to increase? [1:15:35, 1:15:36]: The contract award amount. [1:15:37, 1:15:39]: when we've already budgeted for it. [1:15:40, 1:15:44]: That is the problem is, and I don't think [1:15:46, 1:15:47]: I don't think this is the [1:15:47, 1:15:52]: I don't think this is where you should be um asking questions in regards to increasing [1:15:53, 1:15:57]: the contract amount and the budget amount at this particular time. [1:15:58, 1:16:06]: Maybe I'm not explaining it correctly. Okay, be coming into the 2022 budget, we sat down with our stormwater staff. [1:16:06, 1:16:10]: And identify some projects that we want to do in twenty twenty two. [1:16:10, 1:16:15]: Okay, we said in 2021 we spent$190,000 on projects. [1:16:16, 1:16:36]: So we can't come back in 2022 and say, well, we're gonna spend the same amount, we're gonna budget the same amount,$200,000, when we know that prices are constantly going up. So in order to be proactive, when we identify those projects, let's budget$255,000 this year. Instead of doing just two projects, we might be [1:16:36, 1:16:37]: [4597.9, 4600.2]: But we'll have the funding available. [1:16:41, 1:16:49]: To use an event that there's a price increase. Concrete is going up and other materials and things. So we would have that funding available. [1:16:50, 1:16:58]: So we came, we come to council tonight to say, well, we budgeted$255,000 for this on-call maintenance. [1:16:59, 1:17:11]: And we want to have a purchase order issue so that if something comes up between now and April 12th, we got somebody that can repair or fix it if it's an emergency and if [1:17:11, 1:17:17]: If at April 12th we don't renew this vendor, we go back out the bid, then whatever we spent. [1:17:18, 1:17:21]: That's that's all we'll spend. If we didn't spend nothing. [1:17:21, 1:17:29]: We won't spend anything, but we'll have the funding available if there's an emergency that comes up that's beyond the equipment. [1:17:29, 1:17:40]: and resources that we have to repair it. We know that we have a vendor on call that we've got prices that we can verify and document. [1:17:41, 1:17:46]: Do you have a task order or a change order or work order in hand right now? [1:17:48, 1:17:55]: No man with this product, it's just like CG, there's no task order. We identify projects, the engineer or sketch it out. [1:17:55, 1:17:59]: and submit it to the vendor and he gives us a price on it. [1:17:59, 1:18:10]: And then if the price is acceptable, then we move forward with that project. If it sees the city manager's signing authority, just like the Hudson Bridge Drive, we brought that before council for approval. [1:18:10, 1:18:13]: Just like the turning point role, we brought that to council for. [1:18:14, 1:18:22]: So that's how the process works. We identify projects and engineers sketch a design that's submitted to the vendor so that he can pull the price on. [1:18:22, 1:18:31]: Right. So when you get to the point where you identify a project and you contact um this company and they give you a quote and [1:18:31, 1:18:35]: They issue a change order or task order or work order. [1:18:35, 1:18:37]: That is what you need to bring to us. [1:18:37, 1:18:38]: But currently [1:18:39, 1:18:41]: I don't believe it's necessary. [1:18:41, 1:18:43]: For you to come to us when you don't have [1:18:44, 1:18:46]: a project that's pending the approval. [1:18:47, 1:18:48]: Of council. [1:18:49, 1:18:56]: But without a purchase, without a purchase order, we can't come before council because there's no money to fund it. [1:18:56, 1:18:57]: Okay. [1:18:58, 1:19:04]: Uh Mayor Pro Tem Thomas, go ahead, please. Mayor Ford, I I like to move to deny. [1:19:04, 1:19:08]: and to uh rebeat uh immediately. [1:19:09, 1:19:10]: But all right. [1:19:11, 1:19:18]: Can I ask this question? It it would just be that last year. It closed on February the twelfth, twenty twenty-one. This project. [1:19:18, 1:19:19]: This be [1:19:20, 1:19:23]: was accepted on February. That was closing date. [1:19:24, 1:19:26]: For this for this RTB. [1:19:27, 1:19:36]: Well it it expires in April as you just indicated. So I I still move to deny and to uh rebid uh immediately for. [1:19:37, 1:19:55]: All right. I don't know if any uh uh Miss Barber you second that motion? Yes. Okay. Stand by uh one second. I'm coming to you, sir. Coming to you. Mr. Alexander, go ahead. I'm gonna come to Mr. I want to hear what Mr. Gardner has to say about the situation. What assistance take? All right, fine. Mr. Gardner, go ahead, please. [1:19:56, 1:19:57]: Uh thank you, Council. Um [1:19:59, 1:19:59]: Excuse me. [1:20:03, 1:20:03]: All right. [1:20:03, 1:20:04]: If we build [1:20:05, 1:20:05]: I mean [1:20:06, 1:20:09]: We just bid it out. I don't and obviously [1:20:10, 1:20:10]: Um [1:20:11, 1:20:14]: The Public Works Director can attest to whether or not over the last [1:20:16, 1:20:17]: Nine or ten months. [1:20:18, 1:20:21]: The this firm has been working with them. Have they been [1:20:22, 1:20:26]: Working um admirantly for the admirably for the county for the city. [1:20:26, 1:20:27]: Or not. I mean [1:20:28, 1:20:34]: That should be the determining factor as to whether we go back to bed as as we said in the previous contract. [1:20:34, 1:20:40]: Um, we do the evaluation and if the evalu if they do a good job when they're called upon. [1:20:41, 1:20:44]: Then that's fine. I'm I'm a little clear unclear. [1:20:44, 1:20:47]: Myself as it relates to um [1:20:49, 1:20:49]: You know. [1:20:50, 1:20:53]: We don't have any budget in the stormwater funds. [1:20:54, 1:20:54]: You know. [1:20:54, 1:21:00]: I I would ask that this be table rather than than than than ask for it to be denied and be [1:21:01, 1:21:02]: Rebid it. Um [1:21:03, 1:21:05]: Let me give some more information. [1:21:05, 1:21:08]: Um, because I need to know. I mean, usually [1:21:08, 1:21:09]: If we have a project. [1:21:10, 1:21:11]: That happens in an emergency. [1:21:12, 1:21:13]: Um [1:21:13, 1:21:15]: You spend the money to fix it. [1:21:16, 1:21:25]: And then come back to council in as an in an emergency capacity to pay for it because obviously you can't wait two weeks if you have a stormwater issue where it's flooding. [1:21:26, 1:21:37]: you know, somebody's house or somebody or street or an area, we can't wait. So you want to get the job done, job done now. In my previous experience, we call that an emergency procurement. [1:21:38, 1:21:46]: Stop, go spend the money, we bring it back and council ratifies it at the end because we know that the work has been done and whatever damage has been mitigated. [1:21:46, 1:21:49]: Because we're able to work on that ASAP. [1:21:49, 1:22:07]: versus having to wait a week or two or a week and a half before we get the council to get approval to then go spend the money. I mean whether that's a busted twenty two main pipe or a stormwater blowout where we have water moving where it shouldn't and it's impacting people's homes and livelihood or health safety and welfare. [1:22:07, 1:22:10]: Um at that point. So [1:22:10, 1:22:10]: You know. [1:22:11, 1:22:15]: I just need to clear up with with our public works director and our finance director what's budgeted. [1:22:16, 1:22:19]: Um and what's left, you know, we just started the fiscal year. [1:22:20, 1:22:27]: Um so I don't know we've had any jobs done between since I've been here in the month last month. I haven't heard of any new jobs. So [1:22:27, 1:22:28]: Let me get some clarity. [1:22:28, 1:22:30]: Because if we have money in the funds. [1:22:31, 1:22:35]: then let's spend the money if their projects need to get done. [1:22:35, 1:22:38]: And if by some chance we come to that level. [1:22:38, 1:22:47]: Before the April date. I mean, there should be an evaluation that should be conducted by the public works director. And I know he's, as he stated before, they do that. [1:22:47, 1:22:51]: And at that point, if we feel unsatisfactory about this contractor. [1:22:52, 1:22:57]: We put it out to bid or if there's a on call list, we go to the next one. But I don't want us in a situation where [1:22:58, 1:23:02]: We're left without a a potential on call company and something does happen. [1:23:02, 1:23:05]: That exceeds the capacity of staff, which happens. [1:23:05, 1:23:07]: Um, and that leaves us flat footed. [1:23:08, 1:23:19]: Um so from that standpoint, uh I would ask that we re-table and we get some clear information with Mr. Aaron and Mr. Wiggins. Um, and then if need be, we bring it back at the next meeting. [1:23:19, 1:23:30]: All right, so what I'm standing by stand by please. And as I understand, Miss Barber, you uh rescinded your second to that motion. Is that correct? Yes. Okay, thank you very much. All right. So [1:23:30, 1:23:32]: Mr. Alexander, go ahead, please. [1:23:32, 1:23:37]: Yeah, I do have a follow-up. There is a project that nest needs to be dealt with. [1:23:38, 1:23:41]: The stormwater situation in the amphitheater pool. [1:23:41, 1:23:46]: needs to be dealt with at the pond. So where where are we with that in terms of [1:23:47, 1:23:49]: uh having it uh be resolved. [1:23:49, 1:23:53]: And whether or not this fund will take care of it or [1:23:53, 1:23:55]: Whether what what's gonna happen with it? [1:23:56, 1:24:01]: Cause we have you know, we've been sitting there looking at a mud puddle for s eight months. [1:24:01, 1:24:04]: When is that beautiful when is that beautiful water? [1:24:05, 1:24:07]: fund going to return. [1:24:09, 1:24:11]: Anybody who can answer that question? Anyone? [1:24:12, 1:24:20]: Well, I I think I know breakfast on the line that we do have a meeting tomorrow to discuss the pond at the amphitheater. [1:24:20, 1:24:23]: So we'll have uh more information after that meeting. [1:24:24, 1:24:26]: with AJ Russell Land T S W. [1:24:27, 1:24:47]: Yeah, my point is I don't want us out there digging a mud puddle after the concert starts. We should have had this done already. And now we're at the point where, right, the first concert is April the first, and we're gonna have a dozer out there digging up the pond. Can we get that? Can we move it forward? We we should have had these discussions earlier. So can we set [1:24:47, 1:24:49]: Set a timetable to get that fixed. [1:24:49, 1:24:55]: uh tonight can we can we can we we need to have some clear cut direction on how to fix that. Thank you. [1:24:58, 1:25:05]: All right, um Mr. Garner, I guess you'll work with the staff on trying to get a clear cut uh definitive timeline on that. [1:25:05, 1:25:08]: Uh stand by please. Ms. Gantt, you had your hand raised some time ago. [1:25:08, 1:25:10]: Thank you, uh Mayor. [1:25:11, 1:25:31]: I just have a question, and this is what I mean by streamline. I agree, even with what Mayor was saying about making sure that we do our checks and balances. But in regards to this process, I think we're getting confused by the word increase, as in increasing our budget when we're really just a [1:25:31, 1:25:34]: Amending our contract to match what our budget is saying. [1:25:35, 1:25:38]: And uh my question is, is that absolutely necessary? [1:25:38, 1:25:41]: I think we used to do it per project. [1:25:42, 1:25:42]: So [1:25:43, 1:25:45]: I don't understand why [1:25:45, 1:25:53]: I really right now I'm a little confused. I don't know what council members understand what exactly we're trying to do here. [1:25:55, 1:26:08]: Where this new process comes in from. But usually when we have a project or something, we vote on it. Why can't you just spend the money if it's already in the budget? We have a contract, you wanna amend it to what's stated in 2022. [1:26:08, 1:26:11]: I don't know if that's to our benefit or or to theirs. [1:26:12, 1:26:28]: So let's say a contract is at a hundred thousand and we amended it to one, we're we're gonna change it because we budgeted for one fifty. It automatically renews the next year over. We have money in the budget in 2022 for 150. So when we have a project, don't we go and vote on them? [1:26:29, 1:26:31]: I'm confused at what we're doing right now. [1:26:33, 1:26:35]: Is anybody else understanding this? [1:26:36, 1:26:54]: Yes, ma'am. What we've done previously, like say last year we had$200,000 budgeted for stormwater project. When stormwater staff was out doing inspections, they found something that was deficient that needed to be repaired. They brought it to the attention of, well, Falcon Design has done a lot of stormwater for us. [1:26:54, 1:26:55]: They go out. [1:26:56, 1:27:02]: and look at the situation, then they come back with a design, what it would what it would take to repair that. [1:27:03, 1:27:05]: So it's like a a small set of plans. [1:27:06, 1:27:11]: So they go to that vendor, site engineer, and say, hey, this is a problem we've identified. [1:27:11, 1:27:31]: Give me a quote on repairing this. So when Site gives them a quote, they come back and say, Hey, well, we think it's it's a little too high. So they go back and negotiate with Site. When they're okay with the cost, then they bring it back to us. And if it exceeds the city manager's authority, even though we have$200,000. [1:27:31, 1:27:42]: Budgeted, we bring it before council for approval. Just like the Hudson Bridge Drive, that was part of that$200,000 last year. We brought it before council. It was$129,000. [1:27:42, 1:27:44]: Then when we identified the one. [1:27:44, 1:27:45]: On turning point. [1:27:46, 1:28:01]: After we went back and forth and finalized the design, it was$73,000. They gave us a price. We like, okay, we still got$75,000 left in that budget. We can do this project. So we came before council and asked for your approval. [1:28:01, 1:28:16]: To make that repair a turning point, you voted to approve it. So we spent 190,000 out of that 200,000. So we're like, well, we're done with projects for 2021. We don't have any more funding left. So now to be proactive in 2022, in case something comes up. [1:28:16, 1:28:23]: And with prices increasing, let's spend$255,000 this year in stormwater maintenance. [1:28:23, 1:28:25]: Just in case somebody [1:28:25, 1:28:45]: ordinary extraordinary happens like when we were doing uh the resurfacing and parks out a few years ago they were milling and a whole sinkhole opened up in the road that had to be repaired so Aaron I understand what you're saying by that but I'm asking so when that project comes up aren't you gonna bring it back to council if it exceeds the budget [1:28:45, 1:29:02]: amount you got to bring it back to us anyway for us to vote on whether or not we approve a particular project is that not correct any project that it sees the city manager and an authority why are we doing this is what I'm saying if you we gotta come if you when you have a project [1:29:02, 1:29:04]: You're gonna bring it to us. [1:29:05, 1:29:11]: And we're gonna vote on it if it exceeds the amount that's already budget. We already voted and approved the budget. [1:29:11, 1:29:16]: So if a project exceeds that amount that's authorized. [1:29:16, 1:29:28]: What exactly are we doing right now besides saying we're gonna amend our contracts or give notice to those providers that we increased our amount for them to give us higher quotes? [1:29:30, 1:29:35]: Cause I'm trying to figure out what's the benefit of this right now. The process doesn't make any sense to me. [1:29:36, 1:29:45]: I like thinking ahead, but if you have a project when you have it, then we vote on it. I'm trying to figure out what this part is. [1:29:47, 1:29:50]: See that budget amount keeps us from having a blank. [1:29:50, 1:30:05]: check it says you're going to be capped at$200,000. You will not exceed that. So we find projects that fit within the the funding. So it's like most of the projects are$15 or$20,000 projects. [1:30:06, 1:30:19]: But they all still come before council. But we just set a budget limit and said, this is what we're gonna spend, and we're not gonna spend anything above that unless it's some catastrophic event. Then we come before you and say, well, this is something we need to repair. [1:30:20, 1:30:25]: But it just gives us a starting point to do maintenance in our stormwater management system. [1:30:25, 1:30:31]: I understand that. But when you do your maintenance in that system, when when you find a project that you want to spend money on. [1:30:31, 1:30:36]: And it exceeds the city manager's um approval amount, what do you have to do? [1:30:37, 1:30:42]: I'll come before council and ask for your approval before we move forward with the project. All right. So that's all I'm saying. [1:30:43, 1:30:43]: Right. [1:30:43, 1:30:45]: Miraport Tim Thomas, go ahead, please. [1:30:47, 1:30:56]: Thank you. Um I I was just gonna reiterate w we we have we have uh on site until April. [1:30:57, 1:31:05]: There's money in the budget. There's no um tax order. There's no work order. So I'm sort of agreeing with um. [1:31:05, 1:31:07]: With Councilwoman Gantt. [1:31:07, 1:31:15]: But still, um for me though, I know my motion was the second was taken down. [1:31:16, 1:31:20]: And and and I don't know, Mr. Gardner's out my question to Mr. Aaron. [1:31:20, 1:31:21]: So [1:31:21, 1:31:26]: How much or Mr. Wiggins? So how much is in the budget now for on call? [1:31:29, 1:31:30]: Two hundred and fifty five thousand. [1:31:31, 1:31:35]: So again, that that that that sort of proved the point right there. [1:31:35, 1:31:36]: Um [1:31:37, 1:31:40]: W we have funds in the budget. There's no project. [1:31:41, 1:31:44]: And we have someone under contract until April. [1:31:46, 1:31:52]: So my motion is still on the table. I know the second were withdrawn, but my motion is still on the table. [1:31:52, 1:31:54]: All right, uh Mr. Blanc, go ahead, please. [1:31:55, 1:31:59]: Yeah, thank you, Mayor. H here here's here's the thing, everyone, is that [1:32:01, 1:32:02]: In April [1:32:02, 1:32:07]: Mr. Gardner just said and Mr. Dacius will be they would be working together to [1:32:07, 1:32:09]: I don't know the I don't know. [1:32:10, 1:32:12]: What's the the the uh um [1:32:13, 1:32:17]: Uh I I don't know the level of of of this company. I don't know. They only know that. [1:32:18, 1:32:20]: So if they're up for renewal in April [1:32:20, 1:32:26]: That's where we analyze this company and figure out if that's are we going to renew the contract. That's one portion on it. [1:32:27, 1:32:32]: But I agree with Mr. Gordon. We table this because if there's an emergency in the city that something happens. [1:32:33, 1:32:37]: they're gonna be able to do it anyway and then come to council because it's an emergency. [1:32:38, 1:32:50]: My biggest problem I still will say is that we're doing an increase two months prior to renewal. Why not do an increase in renewal one time where we don't have to touch this contract again? [1:32:50, 1:32:59]: This whole process right now makes no sense. So I agree with Mr. Garner and I would motion that we table this until they figure out what they're doing with this. [1:33:00, 1:33:11]: All right, the motion was made and seconded because Mr. Merit Pro Tem's motion uh second was taken away so it falls off the side. So motion been made and seconded. So there's no further discussion. All in favor of the motion to table, please indicate. [1:33:12, 1:33:13]: Mm. [1:33:13, 1:33:15]: Okay, there's a little confusion for the clerk. [1:33:16, 1:33:16]: Okay. [1:33:17, 1:33:25]: Because in May Pro Tem's last statement, he said that his even though there was a denial, he put his motion back out there. So that would need a second or [1:33:26, 1:33:29]: Well there is no second second. No one second that. [1:33:29, 1:33:31]: No one second, so it falls off the table. [1:33:33, 1:33:34]: This is no second. [1:33:35, 1:33:53]: Okay. I'll I'll note it that way that he put he put that back out there. There was no second received. Now we have a new motion. Right. Uh Mr. Blount second by Councilwoman Gang, correct? That's correct. No, no, count no. Stand by Miss Barber. Blount made the motion of I believe it was second by Councilman Alexander. [1:33:54, 1:33:54]: Right. [1:33:55, 1:33:57]: Oh Alexander, thank you. [1:33:59, 1:34:02]: Right, a motion to table this uh to table, correct. [1:34:02, 1:34:03]: Figure it out. [1:34:03, 1:34:06]: Right. All right. Miss Barber, you got something, ma'am? [1:34:06, 1:34:09]: No, I was just saying I don't think you called for a second. [1:34:10, 1:34:10]: Um [1:34:11, 1:34:13]: for Mayor Pro Tian Thomas's. [1:34:14, 1:34:33]: Well, I have to admit I didn't call for a second. But if if you if you had if you made a second second was Councilwoman Barber, you had second, you say you withdraw your second. Right. So that's that's why I didn't call for it again. He mentioned that, but I didn't call for it because you're the only one second, you withdrew it. And no one else has seconded it before. Right. Originally, yes, I withdrew my motion from his original. [1:34:34, 1:34:34]: Right. [1:34:34, 1:34:38]: motion but I don't think you asked for it again. That's okay. [1:34:38, 1:34:39]: We can move along. [1:34:39, 1:34:44]: I appreciate that. Thank you very much. Motion has been made has been seconded to writ table. So all in favor of the motion, please indicate. [1:34:46, 1:34:47]: Hi. [1:34:47, 1:34:49]: Okay, uh pose. [1:34:49, 1:34:52]: Pose. Okay. It's a state, Miss Barber. [1:34:53, 1:34:54]: Huh? [1:34:55, 1:34:56]: Would you vote, please? [1:34:57, 1:35:05]: I approved the table. The table. Okay. I'm sorry. Then it's four four four zero uh four one. Four one. Okay. Thank you. [1:35:07, 1:35:07]: Thank you. [1:35:10, 1:35:30]: Okay, the next item public works department is requesting city council's approval for the budget adjustment for annual landscaping services for government buildings in the amount of three hundred thousand dollars and amphitheater in the amount of seventy-five thousand dollars. The public works department is also requesting city council approval to increase the annual contract RFP zero to one. [1:35:30, 1:35:40]: 1-0004 with Yellowstone Landscaping LLC for the facility of landscape maintenance services to an annual amount of$375,000. [1:35:40, 1:36:00]: The FY 2021 contract amount was$300,000. The increase includes the addition of the amphitheater. The amount, excuse me, the account number is$100-15650-5-22219 landscaping and 565-610. [1:36:00, 1:36:09]: Dash five two two one nine landscaping. And I believe this is you once again, Mr. Aaron. [1:36:10, 1:36:22]: Yes, Mr. Mayor and Council. I guess it'll be a combination of Mr. Wiggins and myself coming asking to amend the contract with Yellowstone so that we can include the amphitheater, I think. [1:36:23, 1:36:24]: Previously [1:36:24, 1:36:30]: Mr. Wiggins budgeted for the amphitheater. We budgeted seventy thousand, but it's actually seventy five thousand for the [1:36:30, 1:36:34]: For the maintenance the landscape maintenance for the amphitheater. [1:36:36, 1:36:37]: Okay, Mr. Blount, go ahead, please. [1:36:39, 1:36:42]: Thank you, Mayor. Once again, uh [1:36:43, 1:36:46]: This one concerns me on a several levels, and I'm gonna tell you why. [1:36:47, 1:36:50]: This contract as I read through [1:36:50, 1:36:54]: On the document. This contract was first awarded for I think it was two hundred and fifty thousand. [1:36:56, 1:37:02]: Then there was an increased asked for for$50,000, which would have taken up to$300,000. [1:37:04, 1:37:10]: This is when we all went back and forth so much. Is it three hundred or is it four hundred? Is it three hundred or is it four hundred? [1:37:12, 1:37:16]: Even to a point where procurement was apologizing and saying [1:37:16, 1:37:17]: It's three hundred. [1:37:19, 1:37:22]: Now, when we did the increase of fifty thousand dollars. [1:37:23, 1:37:31]: Look back at the the look at back what we say the fifty thousand dollars for. The fifty thousand dollars was for the new public works building and the amphitheater. [1:37:33, 1:37:34]: So now we come back. [1:37:35, 1:37:37]: And ask for seventy five thousand dollars. [1:37:38, 1:37:41]: Twenty five thousand dollars shall of four hundred. [1:37:41, 1:37:44]: was probably what's what it what it probably was. [1:37:44, 1:37:46]: And we're saying it for the same thing. [1:37:47, 1:37:50]: the new public works building in the amphitheater. [1:37:51, 1:37:53]: So that's a total of a hundred. [1:37:53, 1:38:00]: And$25,000 for the new public works facility and the amphitheater. So why are we coming back for [1:38:01, 1:38:03]: Seventy five thousand dollars now. [1:38:03, 1:38:15]: When the argument was, was it 300,000 or was it 400,000? Now we're coming back saying we need$75,000 more when it's probably$100,000 because it was probably originally$400,000. [1:38:16, 1:38:22]: I don't understand why we're coming back for seventy-five thousand dollars on top of fifty thousand dollars for the same scope of [1:38:22, 1:38:23]: What they're gonna be doing. [1:38:25, 1:38:26]: Mr. Aaron, please. [1:38:26, 1:38:29]: When this was first issued. [1:38:29, 1:38:42]: It was it was late in the year and you were going toward the last quarter of the year and that was to include the amphitheater and the public works building for the remainder of the year. That's why it was$50,000. [1:38:42, 1:38:58]: But now we're talking a full year for the amphitheater, which is seventy-five thousand dollars for a full year. We was capturing a portion of 2021 for the Eric, let me let me let me stop you right there. The fifty thousand dollars was okay and put in two months ago. [1:38:59, 1:39:05]: Two months ago. So if fifty thousand dollars for two months and it's seventy-five thousand dollars for the year, that just don't add up. [1:39:07, 1:39:11]: That was two months ago. That was December the 13th when we had that last meeting. [1:39:11, 1:39:15]: Yes, you had this big debacle for fifty thousand dollars. [1:39:15, 1:39:18]: And now you're coming back now here two months later. [1:39:19, 1:39:27]: Saying we need$75,000 because there's a different scope for the whole year. So is that is that big that is it that big of a discount or what we're doing? [1:39:28, 1:39:40]: No, so like I said, that$50,000 on December 13th, you asked for approval because the work that they was doing was gonna exceed the initial purchase order because you were adding the amphitheater. [1:39:40, 1:39:41]: And [1:39:41, 1:39:43]: Public works building. [1:39:43, 1:39:52]: And so that covered that for those few months of that. That's why we came on December 13th asking. And Fodacious, I'm sorry to cut you off. Excuse me for cutting you off. [1:39:53, 1:39:59]: But if that was approved December the thirteenth, you only have two weeks left in December. We're in a new year. [1:40:00, 1:40:05]: So we just approved$50,000. Now we're coming back to approve$75,000. [1:40:06, 1:40:09]: I'm just trying to figure out when was the fifty thousand dollars gonna be used up. [1:40:10, 1:40:23]: Versus and now the seventy-five thousand dollars when this big debacle was, was the a tr contract three hundred thousand or was it four hundred thousand? And now we're almost back to the four hundred thousand, which we originally said. [1:40:23, 1:40:27]: Was it that when we had this big debacle on here? And nobody said anything. [1:40:28, 1:40:31]: That's that's why this portion concerns me. [1:40:32, 1:40:40]: Is that we have to come forward to staff and to uh uh uh our my colleagues here about actuals. [1:40:40, 1:40:50]: Because what you just said makes no sense to give somebody fifty thousand dollars for two weeks of work and now seventy-five thousand dollars for the year. It makes no sense, Mr. Aaron. [1:40:53, 1:40:57]: Okay, Ms. Aaron, do you have any additional comments before I go in further? Somebody else? [1:40:58, 1:40:59]: Okay. [1:40:59, 1:41:01]: Mayor Pro Tem, Thomas, go ahead, please. [1:41:02, 1:41:05]: Councilman Blount, I I I just want to thank you. [1:41:06, 1:41:10]: Th this has been my contention all the while, but let me let me go back to [1:41:10, 1:41:14]: September twenty eighth, twenty twenty one. [1:41:15, 1:41:21]: The public works facility was always in the scope of work. [1:41:21, 1:41:22]: Always [1:41:23, 1:41:26]: And you're correct about the the 50,000. [1:41:27, 1:41:32]: See, and and this is what I alluded to earlier when we start talking about contracts. [1:41:32, 1:41:35]: and how things need to come back to the council. [1:41:36, 1:41:39]: Because if you don't, then things happen. [1:41:40, 1:41:41]: Money's [1:41:41, 1:41:48]: or being awarded, contracts are being awarded without anyone even knowing. [1:41:49, 1:41:53]: And this this this example right here with Yellowstone. [1:41:53, 1:42:03]: is a true example. Now one council member tried to say that the work that they were doing, it has nothing to do with the quality of the work. [1:42:03, 1:42:11]: It's all about these contracts and it's and it's duplication. We are paying over and over, and let's not forget now. [1:42:12, 1:42:16]: Originally it was a hundred and fifty thousand. [1:42:17, 1:42:20]: But as I question and question and question. [1:42:20, 1:42:22]: And then only then. [1:42:23, 1:42:28]: Only then, after 15 minutes of questioning, only then it came back and say. [1:42:29, 1:42:30]: Uh it was a typo. [1:42:31, 1:42:51]: It would meant to be 50,000. See, I'm telling you, this is the problem right here. This is a true and a clear example of exactly what I've been saying. We are paying over and over and over for the same scope of work because, as Councilman Blank tried to indicate, that it appears that. [1:42:51, 1:43:11]: That they're trying to get back up to that 400,000 that originally they they tried to get. But we started at 200, we approved$250,000 in September of 2021 for the very same scope of work. And here we are in February again. [1:43:11, 1:43:22]: Trying to pay again for the same scope of work. It makes no sense at all. For the same scope of work, we have gone from 250. [1:43:22, 1:43:29]: September the 28th, now to February, up to 407,000 for the same scope of work. [1:43:29, 1:43:31]: So I I cannot [1:43:31, 1:43:34]: And I will not approve of this. I would not. [1:43:35, 1:43:35]: I would not. [1:43:36, 1:43:38]: All right. Ms. Barber. [1:43:38, 1:43:48]: Mayor stand by six. That was the question. Mr. Blount, stand by please. Ms. Barber. [1:43:50, 1:43:55]: Mr. Mr. Blount, stand by. Ms. Barber, please, go ahead. I'll get back to Mr. Blount. [1:43:55, 1:44:04]: Okay, I'm gonna make it quick, Councilman Blount. Um I just wanted to ask Mr. Aaron, who's maintaining the amphitheater, the landscaping for amphitheater right now? [1:44:04, 1:44:06]: Yellowstone maintains that landscape. [1:44:07, 1:44:08]: Okay. [1:44:09, 1:44:15]: All right. Um I'd like to motion that we table this and allow staff to [1:44:15, 1:44:16]: Um [1:44:16, 1:44:17]: Review. [1:44:17, 1:44:20]: uh this contract and all of the financials. [1:44:20, 1:44:21]: Behind it. [1:44:21, 1:44:24]: This is the third time this contract has come to the council. [1:44:25, 1:44:26]: within the past six months. [1:44:26, 1:44:31]: asking for an increase or a war something and I'm not feeling comfortable. That's all. [1:44:32, 1:44:32]: A second. [1:44:33, 1:44:35]: Ms. Ganseknet, Mr. Blount, go ahead, please. [1:44:36, 1:44:36]: Well [1:44:37, 1:44:44]: To me and and Mr. Aaron, if if I'm putting you out there, then we'll tape it and we'll talk about it later. But [1:44:44, 1:44:48]: If I ask a question in public, I expect an answer because [1:44:48, 1:44:51]: The question that was put out there, the citizens want to know. [1:44:52, 1:44:56]: How do we increase a contract by fifty thousand dollars for two weeks of work? [1:44:57, 1:44:59]: And now we're gonna increase it once again. [1:45:00, 1:45:03]: Форт со семьі файтаза. [1:45:04, 1:45:06]: I'm just trying to figure out for the same scope of work. [1:45:08, 1:45:17]: And this$50,000 was only for two weeks left in the year. And we've already approved for the fiscal year. How is that increase going up to$75,000? I don't understand it. [1:45:19, 1:45:28]: I don't have to go back and look at the contract. I'll present in the data that was given to me because it's all the prices based on the number of visits per. [1:45:29, 1:45:48]: per week or to each facility. So there was a schedule for the growing season and there was a schedule for the non-growing season. So that I have to get a copy of the contract to see what those visits and costs were per visit during the growing season and during the non-growing season. But but I'll say this, Mr. Aaron, what we have to be careful and cautious of. [1:45:49, 1:45:55]: Is that we awarded fifty thousand dollars on a contract for two weeks until we went into our new year. [1:45:55, 1:45:56]: О, баджетин. [1:45:56, 1:45:58]: January the first. [1:45:59, 1:46:04]: Now we're coming two months into January the first asking for 75,000 in two weeks. [1:46:04, 1:46:16]: The$50,000 was supposed to be the expenditure. And this is where it gets convoluted for me. And we'll talk about it more uh um being at table, we can talk about it more to get a better understanding. [1:46:17, 1:46:19]: Mr. Gandhi, you have some additional comments? [1:46:19, 1:46:22]: Just a question. Um Mr. Wiggins. [1:46:22, 1:46:25]: Out of that fifty thousand dollars that was budgeted, how much was spent? [1:46:30, 1:46:32]: You said I I'm trying to [1:46:33, 1:46:37]: Search for the fifty thousand because we got what we have budgeted for the amphitheater. [1:46:38, 1:46:39]: is seventy thousand. [1:46:41, 1:46:46]: So out of the fifty thousand that was budgeted or seventy thousand that was budgeted for twenty twenty one. [1:46:46, 1:46:49]: And we just talked about this before. [1:46:49, 1:46:55]: Well, in December or whatever the dollar amount was, out of that amount, how much was spent? [1:46:57, 1:47:00]: I will have to go to and look look it up. I think um [1:47:04, 1:47:05]: I'm I'm thinking that the [1:47:06, 1:47:09]: We haven't transferred it out of the amphitheater yet. [1:47:10, 1:47:12]: So I need to I need to check and see um [1:47:12, 1:47:14]: How much that is. [1:47:15, 1:47:17]: So I have to probably uh I think we uh took it from [1:47:18, 1:47:19]: Because of um [1:47:19, 1:47:23]: The account wasn't registered with the bank yet. So my need to um [1:47:25, 1:47:27]: Take a look take a look at that. [1:47:28, 1:47:29]: I'll have that answer one uh [1:47:30, 1:47:30]: I can have it tomorrow. [1:47:31, 1:47:32]: Thank you. [1:47:32, 1:47:34]: Uh Memphis, you had another comment, sir? [1:47:36, 1:47:36]: Well [1:47:37, 1:47:41]: I I just wanted to say this. The question was asked [1:47:41, 1:47:45]: Um Mr. Alexander asked the question at the time, the frequency. [1:47:46, 1:47:48]: Mr. Mangrum was there. [1:47:48, 1:47:50]: And he indicated the frequency. [1:47:51, 1:47:52]: Um [1:47:52, 1:47:56]: You go back to the minutes, all of this is stated in the in the minutes. [1:47:56, 1:48:02]: Even the documents that was um provided to the council going back to September 28th. [1:48:03, 1:48:05]: All of this is just there. [1:48:05, 1:48:23]: And and I alleged these things and I don't know if at that time if anyone went back and and actually reviewed that, but I I just want to thank Councilman uh Blount for sort of seeing it. I mean, you know, uh I'm not saying he's agreeing with me, but I think he just he see what I see. [1:48:25, 1:48:31]: I yield, Mayor, but Okay, good deal. We motion is made and and seconded to table. So all in favor of motion, please indicate. [1:48:33, 1:48:42]: Okay, looks like a unanimous decision on it. Okay, great stuff. Okay, on that note, um, let's see here. You've got SKUs uh [1:48:43, 1:48:49]: If you hear a dog in the background, excuse me. I my dog was having a fit here. Uh okay, my comment. [1:48:50, 1:48:51]: I said, my dog was having a fit here. [1:48:52, 1:48:53]: Can you put them out? [1:48:53, 1:48:58]: Put'em out. No well, yeah, I could put'em out, but right now I'm gonna take care of you all here, right? [1:48:58, 1:49:01]: I got someone else doing that. Anyway, my comments. [1:49:01, 1:49:21]: Obviously, we're still living in a pandemic. COVID-19 and Omicron virus is still out there. Matter of fact, unfortunately, they're talking about there might be another way, but hopefully not. But but other than that, the the actual uh cases and deaths have gone down. Need to get lower, but they have gone down. We hope that doesn't price spike up anymore. So COVID-19 testing is still available at Red Hawk Field. [1:49:21, 1:49:41]: 143 Henry Parkway in Madonna, Monday, Wednesday, and Friday, 9 a.m. to 3 p.m. Okay. And of course, you can go to public health department at 135 uh Henry Parkway, uh anywhere from 9 to 11:30 for walk-ins uh to get tested and to uh they get a vaccination or one to two thirty. And uh today. [1:49:41, 1:50:01]: Do that. You can do that to five days a week. And that's uh 470-661-0005. Now, we actually here in the city of Stoppridge, as you as you well know, we had uh testing a vaccination uh going on. And um understandingly, um, there's a notice now that's been canceled, and understanding these are my [1:50:01, 1:50:16]: comments, but I'd like to open up right now for Ms. Jordan Ori Kinewell to explain to the council and to the American to our citizens in reference to uh why uh the session has been postponed and what kind of plans you have in the future for this. If you can expound on that, please. [1:50:17, 1:50:37]: Um yes sir, I sure can. Um I we we uh evaluated the traffic that we got on the weekends that we were out um in February, the three the three days that we were in February. And it just didn't justify enough traffic to continue into March. We had about 16 people the first day. [1:50:37, 1:50:37]: Say [1:50:38, 1:50:50]: um 20 people the second day and only like six people the third day. So what we decided to do was um wait to see if there's a the need arises again and then we can implement it again at any time. [1:50:51, 1:50:54]: Okay. Thank you for that. Appreciate it. Okay. [1:50:55, 1:50:56]: Mr. Eisander? [1:50:56, 1:51:00]: I don't know how they were able to make that decision. I don't. [1:51:00, 1:51:09]: That's not a staff decision. This council decided that we wanted to have COVID testing available for the citizen. How does the staff just cancel it? [1:51:10, 1:51:12]: What if there's another wave? [1:51:12, 1:51:32]: We don't pay the problem is we're doing a terrible job of getting the word out. That's what the problem is. It's not that the folks are not we don't we're not getting the word out. We're not. Okay. Whatever we're doing is not working. People are getting covet testing and we've never had it in the center. All right, my unfortunate. Unfortunately, I opened this door. [1:51:32, 1:51:39]: Open this particular. 370 screen screens. There's been 255 views. [1:51:39, 1:51:59]: The staff would the staff's going to work out this issue and Mr. Gardner's going to uh work with this process as well. But I just want to get an update in the fact that right now there's postponed. But they they can read this, get this back up, and if need be, if we have a um another uh particular type of surge, and it we may very well have that. Um [1:51:59, 1:52:19]: I understand, sir. I got you. I heard what you said. I heard you said. Uh Kim, you sure you sure you want another comment, sir? Kim, before we go. I was just gonna comment that with the um at-home COVID testing that was readily available and shipped to people's homes upon request, and then the vaccines readily available at all pharmacy outlets. [1:52:19, 1:52:33]: outlets. That was one of the deciding factors as well. Plus, I monitored the county activity and they went from three sites for many hours during the day down to one site with limited hours as well. So that's the that's the way we decided. [1:52:34, 1:52:37]: W the decision uh factors that we used. [1:52:38, 1:52:40]: I just wanted to let you know there's more to it. All right. [1:52:40, 1:53:00]: More to follow on that.
