[0:08:08, 0:08:10]: Yes, why did you sort of zoom across that? [0:08:19, 0:08:22]: Madam Clerk, better go to God. [0:08:27, 0:08:28]: Well. [0:08:38, 0:08:38]: Oh yeah. [0:08:41, 0:08:41]: Good to see you. [0:08:43, 0:08:45]: All right, ladies and gentlemen, I have uh six o'clock. [0:08:45, 0:08:49]: And so I'd like to call our council meeting um May ninth. [0:08:49, 0:08:55]: uh to order. Uh and on that note, uh invocation. Mr. Blount, please sir. [0:08:57, 0:08:58]: Everybody stand? [0:09:04, 0:09:10]: Dear Heavenly Gracious Father, we come to you tonight. Thank you, first of all, God, for your grace, and we thank you for your mercy. [0:09:10, 0:09:30]: We ask right now, Lord, in the name of Jesus, that you will continue to cover us and oversee all that we do. We ask that the leaders of this great city of we call Stockbridge, Heavenly Father, will be led, Heavenly Father, keeping you in mind. We thank you for all the citizens and all of those that are partaking in this meeting tonight, that you continue to keep us, continue to guide us, continue to grow. [0:09:30, 0:09:50]: grow our great city, Heavenly Father. Let us be a beacon to the whole city and the Stockbridge and the Henry County and this and the state of Georgia, that we are progressing, Heavenly Father, but we're progressing in you. We thank you, God, for what you're doing in this great city. We thank you for what you embodied us in our mind and that we act with wisdom in all our decisions. [0:09:50, 0:10:01]: We continue to praise you, Heavenly Father, and all that you put impart in us to give to our citizens. We thank you, Father. And it's in Jesus' name we pray. Amen. Amen. Amen. [0:10:03, 0:10:14]: I place allegiance to the flag United States of America and to the Republic of Chance, one nation, when we have liberty and justice. [0:10:20, 0:10:21]: Madam Clerk, roll call, please. [0:10:22, 0:10:32]: Mayor Ford? Present. Mayor Pro Tem Thomas. Present. Councilman Alexander. Present. Councilwoman Barber. Present. Councilman Blount. Present. Councilwoman Gantt. [0:10:34, 0:10:44]: Let the record reclect. Councilman Gantt is not in attendance. Mayor Ford, you have a quorum. Thank you, Madam Clerk. I appreciate that. I need an adoption to the agenda. I believe there's an amendment to the agenda for this evening. [0:10:44, 0:10:48]: Mr. Blount? Mayor, I'd like I'd like to add an amendment to the agenda. [0:10:49, 0:10:51]: Uh to include the council to [0:10:52, 0:10:55]: uh vote tonight on an extension of [0:10:55, 0:10:56]: The um [0:10:57, 0:11:00]: allowance process of the city manager to [0:11:01, 0:11:08]: Um to oversee and to able be able to move up to fifty thousand dollars uh in authorization of uh [0:11:08, 0:11:10]: funds within the um [0:11:11, 0:11:16]: the different departments. Uh right now the he has a twenty five thousand dollar um [0:11:17, 0:11:34]: limit and to raise it to fifty thousand dollars would uh also be um something that would a actually help us as a council because the authorization of those funds would have to come through the city manager and be signed off. Um I would like the city manager to comment on that if he would like. [0:11:36, 0:11:39]: So well let me let me ask is there a second to the motion? [0:11:40, 0:11:45]: Let's let's hear from the city manager. Okay, all right. Go ahead please. City manager, you have a uh comment, sir? [0:11:47, 0:12:06]: Is this to amend the agenda? Yes it is to amend the agenda. So will we have a time to discuss this? Yeah, we will have time to discuss it. That's why I was asking really for a second, really. Okay. So this is whether or not we want to amend the agenda. And to add this to discuss this. To add this topic, yes. Okay. I'll second it. Okay. Motion to second it. [0:12:08, 0:12:09]: All right. [0:12:09, 0:12:13]: You have a comment, sir? Well I I I wanted to hear his [0:12:14, 0:12:22]: Uh reasoning before it was second, but since it's been second. But I just want to hear from the city manager first. Motion is second. And the discussion. [0:12:23, 0:12:26]: All right. Well we'll w we'll hopefully discuss this later as opposed to now. [0:12:26, 0:12:31]: Okay, Mr uh uh City Manager, Mr Gardner, you have some comments you want to say before we take this vote? [0:12:33, 0:12:34]: So it [0:12:36, 0:12:53]: This is this motion was to add that that is correct. That is that is correct. So at that time when we get to the item, then we can discuss it and we can present the I can understand. You're absolutely right. Okay. You're absolutely right on that. I'll tell you what. On that note, motion is made in second. All in favor of the motion, please indicate. [0:12:53, 0:12:57]: Sir, I mean stand stand by, stand by, stand by please. All in favor of the motion, please indicate. [0:12:58, 0:13:01]: But wouldn't we like to say we'd have to talk in the discussion papers? [0:13:02, 0:13:10]: We are in discussion. Oh understand that. Uh point of order. Okay. I'd like to appeal to the council to get the city manager comments. [0:13:10, 0:13:10]: I agree. [0:13:11, 0:13:23]: We first need to adopt an agenda. Right. Well if we appeal to the council, we can uh we can get to the city manager comments. I appeal to the council to get the city manager comments. I need a second. [0:13:24, 0:13:25]: Second. What? [0:13:25, 0:13:43]: Hold on, I I'll run the meeting, sir. But I'll tell you what, we can do it that way. Typically what happens, typically what happens, we make a motion in a second, and we have discussion later on. If it's approved, we'll have the discussion later on in the agenda. That's what's gonna happen. I know but I know Mr. Blount asked for him to give some comments initially. I got that. [0:13:43, 0:13:51]: I understand that. Okay? And he actually gave me a heads up on that. So we can do it that way. We it's not commonplace to do it that way, but we can do it that way. [0:13:52, 0:13:53]: All right, so it seems like [0:13:53, 0:13:58]: There's a majority of the council that wants to do this at this time will make exception to that. [0:13:58, 0:14:14]: Now the motion has been made in a second. Mr. Gardner, sir, do you have any comments you'd like to make? Mayor Ford. Yes. I will remove my second. Do we remove your second? Okay. The motion has been made. She removes the second. Is there another second? Certain. Okay, Mr Mr. Alexander seconds the motion. Mr. Gardner, you have any comments, sir? [0:14:16, 0:14:18]: Okay. Y'all gotta speak next. [0:14:19, 0:14:37]: Um my voice is going in and out, so I apologize. Um yes, as I heard um today, I think like you said, Mayor, um we the request obviously to go back to I think what it was initially. Okay, you they can't hear you, Mr. Gardner. You can speak a little louder, please. [0:14:39, 0:14:42]: Unless you want, yes, right. Come on up to the front. There you go. [0:14:45, 0:14:46]: What is the issue to launch? [0:14:47, 0:15:07]: I apologize. Um haven't been feeling well, so um mask and my throat is kinda scratchy, so please forgive me um if I cough. Um as I was saying, um I know prior to my coming on board that this used to be at fifty um and was requested to go to twenty [0:15:07, 0:15:27]: Which was approved by council. Um, I would say that going to 50 would would really just help move some items um through the process and get it done, especially those items that are already budgeted. And I give an example. Um there we have to replace a truck. The truck was budgeted. [0:15:27, 0:15:47]: Budgeted um at fifty, we actually got it in at 46 or 47, which was a three thousand dollar savings. But because it's over twenty five hundred, and even though it was part of the capital budget, it still comes here for vote rather than us being able to just go ahead and secure that vehicle. Um, because as you know, vehicles are hard to come by. [0:15:47, 0:16:07]: These days, um, especially brand new ones, uh easy to come by, out is easy to come by. Um, that's just an example of how we can move something forward race versus having to wait a week or two um before we could get an approval from council um to move forward with purchasing a truck. [0:16:07, 0:16:18]: there was part of the approval process of the capital budget. So it's being approved multiple times, which in and of itself is a duplication and time consuming. [0:16:19, 0:16:19]: Okay. [0:16:20, 0:16:25]: Thank you, sir. All right. Motion been made, been seconded. Mr. Gardner gave his comments. All in favor of the motion, please indicate. [0:16:28, 0:16:28]: Opposed. [0:16:31, 0:16:33]: Uh you're uh um Mr uh Mayor Protein, you oppose? [0:16:35, 0:16:38]: I don't oppose You abstain. [0:16:39, 0:16:46]: I really have questions. But see that's but that's but but I I I would just abstain for now. Abstain. Ms Ms. Barber. [0:16:46, 0:16:48]: You you oppose or abstain? [0:16:49, 0:16:50]: Scream me. [0:16:51, 0:16:59]: I approved. You approved. Okay. So it's otherwise four zero one. All right, we'll add that on to the agenda be uh uh number seven. [0:16:59, 0:17:06]: Number seven. We had that for tonight's discussion. And uh when we get to that point, uh [0:17:07, 0:17:11]: Mr. Blount, I look to view for uh to start the discussion, okay? [0:17:11, 0:17:12]: Yes. All right. [0:17:13, 0:17:14]: Yes ma'am. [0:17:15, 0:17:17]: Yes, appreciate it. Thank you. [0:17:18, 0:17:24]: All right, on that note, that's been uh added to the agenda. So I need a motion to approve the overall agenda, please. So moved. Is there a second? [0:17:25, 0:17:30]: Sir uh mr mrza second that Mr. Blount uh uh uh approved that or obviously that motion, all in favor please indicate. [0:17:31, 0:17:33]: All right, Zananimously says. [0:17:34, 0:17:39]: Yes, ma'am. Okay, you're good. I see ya. It's clear. It's actually clear. I can see it. [0:17:39, 0:17:51]: Okay, good deal. All right. Adoption of minutes, summary minutes uh for three fourteen twenty two and also the summary minutes for uh three nineteen uh excuse me, uh the twenty ninth of mar uh March. [0:17:52, 0:17:57]: Uh twenty two. So the first one were for the council meeting, the second one I mentioned was for the council work session. [0:17:59, 0:18:04]: All right, if there are not any changes to that at this time, I need a motion to accept those minutes, please. [0:18:04, 0:18:06]: So move. Mr. Blount, is there a second? [0:18:08, 0:18:10]: Sir, Mr Alzheimer's second, all in favor, please indicate. [0:18:12, 0:18:16]: All right, so now she says, thank you very much. Um Ms. Holiday, any public comments? [0:18:17, 0:18:18]: No comments? [0:18:19, 0:18:28]: Okay. So on that note we are going to have uh a ceremonial process here and I'm gonna come down and we're gonna swear some folks into some offices and committees here. [0:18:29, 0:18:29]: [1118.0, 1119.2]: [0:18:45, 0:18:52]: And that will be uh Miss Merritt. Come on, Miss Merritt, please. I'm sorry. [0:18:56, 0:19:00]: All right. Okay. All right. Um [0:26:26, 0:26:26]: Here we go. [0:26:27, 0:26:47]: Got two proclamations. The first one is actually for uh Memorial Day. It's excerpts from the presidential proclamation. Whereas Memorial Day, the United States positive to honor the fallen heroes who died in service to our nation. And whereas our hearts ache in their absence, but their spirit gives us strength to continue the work for of securing and renewing the liberties that are. [0:26:47, 0:27:07]: All Americans cherish and for which these heroes gave their last full measure of devotion. Whereas today their legacy is carried forward by the new generation of servicemen and women who will serve, excuse me, who will strive to shape a more perfect America, and their enormous sacrifices continue to make our opportunities possible. Whereas our nation will never [0:27:07, 0:27:27]: Never forget the valor and distinction of women and men who defend freedom, justice, and peace. [0:27:59, 0:28:06]: And uh we will also will probably read this again at our uh at our actual Memorial Day ceremony later on this month. [0:28:08, 0:28:28]: Another proclamation here, excerpts from the presidential proclamation, Asian Pacific Asian American Pacific Islander Heritage Month. Whereas Asian Americans and Pacific Islanders Heritage Month is a month to celebrate and pay tribute to the contributions of Asian Pacific Americans, American history, society, and culture. On March 28, 1979, President Carter issued Presidential Proclamation 4650, proclaiming the week beginning of May 4th, 1979, as Asia-Pacific Heritage Week. Whereas on May 1st, 2009, President Obama issued presidential proclamation. [0:28:48, 0:29:08]: 8369 proclaiming May as Asian American and Pacific Islander Heritage Month. And whereas Asian American and Pacific Islanders comprise many ethnicities and languages, and their many achievements embody the American experience. And whereas Asian American and Pacific Islander men and women are leaders in aspects, in all aspects of [0:29:08, 0:29:28]: of American life, government and industry, science and medicine and the arts and armed forces, education and sports. And whereas we celebrate Asian Americans and Pacific Island communities and must so redoubtable, indoubtable, sorry, our commitment to combating the surge of Asian anti-Asian hate crimes, these acts are wrong. [0:29:28, 0:29:48]: They are un-American and they must stop. Now, therefore, I, Anthony Insport by Virginia Authority, less than me as the mayor of City Stockbridge, Georgia. And on behalf of Council Members, El Town Center, Nelani Barber, John Blount, Kesigamp, and Flounza Thomas, we hereby proclaim May 2022 as Asian American, Native Hawaiian, Pacific Islander Heritage Month, we call upon [0:29:47, 0:30:07]: the people of Star Race community to learn more about the history of Asian Americans, Native Hawaiians, and Pacific Islanders and to observe this month with appropriate programs and activities in witness whereof I have here to set my hand on the ninth day of May 2022 and cause the Fisher Seal the Great City Stock Race to be affixed here too and I sign this along with our Cloud Vanessa holidays. [0:30:07, 0:30:15]: All right. Thank you, ladies and gentlemen. Now we'll go back. We'll continue meeting. Where is this game? [0:30:21, 0:30:22]: Diversity matters. [0:30:31, 0:30:41]: All right, new business council consideration to approve the Main Street Advisory Board MOU twenty twenty two twenty twenty three m uh memorandum understanding presented by Miss Kira Harris Braggs, please. [0:30:48, 0:30:49]: Evening. [0:30:54, 0:31:00]: program memorandum of understanding or MOU for twelve twenty twenty. [0:31:14, 0:31:21]: Could you highlight could you give any type of h highlights of this uh MOU, things that we need to know or and need to reiterate, please? [0:31:42, 0:31:45]: And the National Main Street Center. [0:31:47, 0:32:07]: And this basically um governs the Main Street program with regard to how it conducts its daily and daily operations and activities. And then Article 2 speaks to the responsibilities of our board of directors. Article three um responds to the downtown managers' responsibilities. [0:32:07, 0:32:15]: And then Article 4 is what DCA, our oversight organization, agrees to with regard to the MOU. [0:32:19, 0:32:22]: Okay. Councillor, any questions for Ms. Braggs at all? [0:32:22, 0:32:26]: Mayor. Yes sir. Yes ma'am. One question. Ms. Braggs, um [0:32:26, 0:32:46]: Are there any th is there anything new or any new changes between the MOU from the past? Or is it is is there anything new or different? The only thing that is new, um I would um I guess need to point out is the use of Main Street America in accordance with um any use of Main Street um [0:32:46, 0:32:56]: um policy statements. That is actually in um Article One, Section Five, B six. [0:32:58, 0:32:58]: Okay. [0:33:01, 0:33:06]: And what exactly is that? It used to it used to be the National Main Street Center, it is now Main Street America. [0:33:08, 0:33:09]: And everything else is the same. [0:33:10, 0:33:11]: Pretty much. From operation standpoint. Okay. [0:33:13, 0:33:33]: Any other questions from the council? Yes, I just uh I'm sorry, Mr. Goy Matt Porta. Well I will yield to council. Hi, Mr. Alessand Goentries. Go ahead, sir. Since you're the board member. But I was gonna I was gonna move to accept, but I'll uh allow all of the questions to be asked before I move to accept. Okay, I simply want to understand in layman's terms for the public. [0:33:33, 0:33:53]: public. Okay, the relationship obviously this governing board does this uh has parameters and guidelines and regulations so that the citizens understand what the regulations are we understand what the uh relationship is. Obviously this board has a great deal of authority over what you um your [0:33:53, 0:34:01]: your guidelines, how you operate uh for their basically i is it a certification or is it that so the public understands? [0:34:02, 0:34:22]: Um this would be the agreement between the Department of Community Affairs, the Georgia Main Street Office, and the City of Stockbridge. Our board is an advisory board, so we um they would make recommendations with regard to programming and activities for the Main Street program. And then of course um the city council has overseas. [0:34:22, 0:34:23]: site over there. [0:34:23, 0:34:43]: Okay, so in essence what it is is the agreement is between the Main Street uh America, I guess, and then the city of Stockbridge. And then as the advisory board, uh, you all would uh make sure that we adhere to those rules and regulations uh as according to them. And the relationship between this [0:34:43, 0:35:03]: Council and the Main Street Board. So when we um look at the council and we look at uh the objectives of the Main Street Board, uh how do those objectives line up with this council? Or does that even do does that play any role into what the MOU between [0:35:03, 0:35:09]: between the city and not uh city and the main street America itself. [0:35:09, 0:35:29]: Um if I'm following your question, um I will add that there was one um organization that you left out in the listing of organizations that are a partner in this MOU and that is the State of Georgia Main Street program. Um there are um governmental oversight organization in within the Department of [0:35:29, 0:35:49]: Community affairs for the state of Georgia. So that would be the additional entity there. And as you all know, we have created a work plan for the City of Stockbridge Main Street program, as well as a work plan for downtown development in cooperation with the downtown development. [0:35:49, 0:35:56]: Authority. So we utilize that work plan as our um I guess guideline or our um [0:35:57, 0:36:15]: our strategy for the work that we do um throughout the year. This particular strategic plan was approved by the city council and that is what we have been working from as our plan of work for this year and and continuing years that's what we will look to for our guidance. [0:36:16, 0:36:36]: Okay, and this uh project that we have undertaken to bring the uh Main Street and DDA office to downtown that's in keeping with our overall goals and this comprehensive plan of creating this gathering space and then you uh all being present uh to assist those businesses downtown. [0:36:36, 0:36:43]: Yes, that is one of the um points in our strategic plan. So that's when we can check off the list. [0:36:43, 0:36:46]: All right, thank you. Any other questions from the council? [0:36:46, 0:37:06]: All right, Mayor Pro Tan, go ahead, please. Uh Mayor Ford and Council, I will and citizen, I would just like to just state that uh the MOU which is an agreement and I think Mrs. Bragg you mentioned that uh it is an agreement that outlined the necessary requirements set forth by DCA for community participation. [0:37:06, 0:37:26]: And I think um being f on the advisory board and I think the council is pretty much familiar with the operations of Main Street and I think we do meet all of those uh requirements. With that being said, uh I move to accept the MOU as presented by the Main Street manager. [0:37:27, 0:37:30]: A second. Okay. Ms. Cassak, not further discussion. [0:37:31, 0:37:33]: Go ahead, please. Uh [0:37:34, 0:37:51]: Council, one of the things that I always question is accurate. And so for the public that is that is watching and the public that is here, MOU stands for memorandum will understand. So for those that didn't know that, so I just don't want to take for granted everybody know what this MOU is active. [0:37:52, 0:37:56]: Okay. Any for discussion? If not, all in favor of motion please indicate. [0:37:56, 0:38:16]: Thank you, Ms. Braggs. Okay, thank you. Mayor Ford, before I leave the podium, I would like to point out that Main Street staff will be attending the Main National Main Street Conference next week. Um, we have been um selected as a winner in the Small Business Saturday Neighborhood Champion Innovation Contest. Outstanding. This was a [0:38:16, 0:38:36]: Nationwide search for exemplary Main Street programs for best and most innovative small business Saturday activities and best practices throughout the country. I'm pleased to announce that the Stockbridge Main Street program has taken second place on a nationwide basis, and we will be [0:38:36, 0:38:56]: We recognized at the national conference. We will receive a monetary award for furtherance of our programming around Small Business Saturday. And we will also be presenting as part of a panel discussion for best practices, community impact, and small business Saturday business engagement. [0:39:01, 0:39:06]: So I just wanted to thank you all for your support of this programming. Outstanding. Excellent job. [0:39:06, 0:39:10]: We got top notch staff there. There you go. All right. Mr. Blount. [0:39:11, 0:39:19]: We we put on an agenda in reference to discussion about uh Mr. Gardner and increasing his uh authority to sign off on documents. So please. [0:39:19, 0:39:35]: Thank you, Mayor. The uh reasoning for this is that this council yearly we uh agree upon a budget and that budget encompasses uh certain amounts for different departments uh for you uh usage uh throughout the year. [0:39:36, 0:39:53]: And one of the things that this council has been is a progressive council and we want to move items and projects and things forward as as swiftly as possible. Uh and one of the things that we haven't uh I think that we have entrusted is our city manager to oversee uh those budgeted items. [0:39:53, 0:40:10]: Um we just uh when we talk about the city manager being an an increase to fifty thousand dollars of oversight of budgeting, these are items that these are budgets that are already have been laid out in these departments that will go through the city manager anyway. Uh case in point, when we as a council [0:40:11, 0:40:20]: Um at one time we uh just an example, we had uh Public Works to bring us uh a budget for thirty thousand dollars for sludge. [0:40:20, 0:40:24]: uh that is something that was highly needed. Well [0:40:24, 0:40:37]: This is something that I felt should have went through the city manager and shouldn't have came to the council. We don't I don't think we know anything about sludge. And so those items that he would oversee and talk to those department heads, those items that are already been budgeted. [0:40:37, 0:40:57]: uh that would come to and through the city manager's desk that he would sign off on, uh fifty thousand dollars and less I think that would uh kept to move uh departments forward quicker and uh give the uh with the oversight of the city manager signing off on those uh on those uh uh POs or whatever, I think it's uh it it would be a big [0:40:57, 0:41:05]: best practice for the city to do that. Fantastic. Any other comments from the council on this issue? Yes ma'am, go ahead, Miss Barber. [0:41:06, 0:41:16]: Um one of my concerns is um although I support increasing the city manager's spending authorization, my concern is for [0:41:17, 0:41:22]: Those services that we get task orders or change orders. [0:41:22, 0:41:25]: Such as major construction projects. [0:41:26, 0:41:30]: We know oftentimes they will send a task order or change order, work order. [0:41:31, 0:41:31]: And [0:41:33, 0:41:37]: ten thousand twenty thousand dollars change orders thirty thousand dollars change orders [0:41:38, 0:41:40]: They accumulate over time. [0:41:42, 0:41:43]: I need a [0:41:43, 0:41:45]: Understanding, a clear understanding. [0:41:45, 0:41:46]: Exactly. [0:41:47, 0:41:49]: What this fifty thousand dollars will. [0:41:49, 0:41:50]: Cover. [0:41:50, 0:41:54]: Because what I don't want is for us to be in the same situation. [0:41:54, 0:41:55]: We were in [0:41:55, 0:41:57]: With the amphitheater. [0:41:57, 0:42:00]: approving or allowing the city manager. [0:42:00, 0:42:02]: To approve change order. [0:42:02, 0:42:05]: after change order, even though his spending authorization [0:42:06, 0:42:07]: It's fifty thousand dollars. [0:42:08, 0:42:10]: So I need a clear [0:42:10, 0:42:15]: Well I I'll tell you what my understanding is is that the [0:42:16, 0:42:25]: Well okay. I got the answer, but go right ahead. If if uh if our legal attorney or attorney can answer that question, please go ahead, please. [0:42:28, 0:42:28]: Okay. [0:42:29, 0:42:48]: All right, for my my my point of view on this is simply fifty thousand dollars allows him to to have that for any any any type of singular item up to fifty thousand up to fifty thousand dollars, period. Singular item. Anything more than fifty thousand dollars, if it's a singular item, it has to come to me and it comes to me upon approval of the council had had approved that and then I will sign off on that as the mayor. [0:42:49, 0:43:08]: Okay, so w so I'll say up to fifty thousand dollars no m uh one one time shot, I mean for whatever the contract would be. If it's twenty thousand here and then twenty thousand later and twenty thousand later, well that's that it adds up, yes, but it will still be under the initial fifty thousand dollars is my understanding of this. Yes, mister B uh Mr Alzana goes, please. I wanna make sure you finish, you know. [0:43:10, 0:43:30]: Okay, uh along these lines, I think when you're trying to move things ahead, getting routine things done it certainly should be done, uh m moved along the line. I think uh Mr. Gardner should be given every opportunity to succeed and to move things forward because we have [0:43:30, 0:43:50]: Have an aggressive timetable for things that we want to do. We want to get projects done and we don't need to wait to the next meeting. That uh creates a lot of confusion when we're constantly discussing uh minute issues when we need to be dealing with the the nuts and bolts of running the city, setting policy. [0:43:50, 0:44:10]: for for direction that we have to go in. So I'm supportive of moving the city managers of spending authority up to$50,000 because when we do that, we allow ourselves to be move things along and we allow ourselves to [0:44:10, 0:44:30]: put trust in the officials that we hired to execute these because I'm gonna hold Mr. Gow Mr. Gardner accountable for his work. So I want to give him every tool possible to succeed because in the end, when it's time to grade his performance, I don't want X project [0:44:30, 0:44:50]: To be waiting because it's$28,500 when it could have been solved three weeks ago. Things that need to be done and decisions that need to be made immediately, this uh exponentially increases uh our ability to be function efficiently uh as the city. So I've always been supportive of trusting the people. [0:44:50, 0:45:01]: people to move forward with um uh the authority that they're given and to execute uh at the highest level. Okay. Thank you Ms. Walbert. [0:45:03, 0:45:10]: think um my question is well specifically this will require a change to our procurement [0:45:11, 0:45:12]: Ordnance. [0:45:12, 0:45:13]: Or policy. [0:45:15, 0:45:20]: Okay. That is why I'm asking for specific guidelines. [0:45:21, 0:45:24]: Okay. So be it. Uh Ms. Gann, go ahead, please. [0:45:25, 0:45:27]: Um Mr. Gardner. [0:45:29, 0:45:42]: I'm not against the fifty thousand dollar increase as far as spending, but I do think that Councilwoman Barber had a point, especially when it comes to change orders. So if you could [0:45:43, 0:45:51]: just give me your word that you will notify us of all change order requests. Um that we don't want it to get out of hand where [0:45:52, 0:46:11]: Uh we have a contractor who, you know, we contract it for an allotted amount. If it's over budget, we ha you guys would have to come back to us anyway. I mean, but within that limit of continuing to spend money, um, and they need to do change order after change order, I would hope [0:46:12, 0:46:21]: Um well not hope. I'm requesting, demanding that you provide me that information ahead of time. Will that be sufficient? [0:46:22, 0:46:42]: Yes ma'am. I I'm sorry. I I will I will tell you that if you if I have a change order on a project, let's say I. e. the cultural center when we get under construction and there there's a change order for ten and then there's another one for forty and then at that point that triggers [0:46:42, 0:47:02]: Anything above that is fifty, we'll be bringing that to you guys. I'm not gonna exceed fifty thousand, whether it's fifty thousand one shot or fifty thousand accumulative. Once it gets to that number, every change order from then will be brought before you guys unless you say otherwise. Because uh like everybody else, I don't want to get a project. [0:47:02, 0:47:21]: Or uh i as a project as an example that's going over budget and we're nickel and diamond that over budget. See what I'm saying? We're we're we're aiding and abetting in that situation. I don't want my name attached to that. Um obviously. So definitely we will be bringing that at that point. Any change order after that will be brought forward and say, look. [0:47:21, 0:47:29]: This change order is in excess of accumulatively what we're what I'm allowed to do, so therefore council needs to approve it. [0:47:29, 0:47:31]: Thank you. [0:47:32, 0:47:40]: Yeah, thank you, Mr. Gordon. And and the intent of this and uh and I agree with uh we definitely want to stick with the procurement process and uh [0:47:40, 0:47:51]: and uh keep the integrity of it intact. Uh and I think you must have gone her for that. But the full uh but the greater intent was to look at the different departments that we have already um [0:47:52, 0:48:12]: set budgets for that there the expenditures within that budget that are under fifty thousand dollars. We're gonna have it's been quite a bit of that those purchases needed. And I wouldn't uh want those those um I don't I and I use this word loosely small purchases to come have to continue to come through the county [0:48:11, 0:48:25]: Council when it has to be signed off by the city manager and vetted by the city manager that those projects can be uh moved forward that are already in the budget. And when it comes to the procurement of pro uh of projects, uh I think Mr. Gardner for [0:48:25, 0:48:28]: uh stating and letting us know that the accumulative [0:48:28, 0:48:28]: Um [0:48:29, 0:48:43]: process of of uh funding for those projects will be brought back to this council. And I think that this is a good move for the city uh to move things forward and I think the process um would be a good process with what was just interjected. Thank you. [0:48:44, 0:48:46]: Mayor Botem, go ahead, please. Thank you. [0:48:48, 0:48:53]: I do believe in being progressive in in what we do here. [0:48:54, 0:49:02]: But I also believe in municipal government oversight, checks, and balances. [0:49:02, 0:49:05]: And that's why things are put in place. [0:49:05, 0:49:07]: For checks and balances. [0:49:07, 0:49:09]: And historically [0:49:10, 0:49:12]: Uh this item has come to us before [0:49:13, 0:49:22]: And it was changed because of some things that this council did not approve of. But I know every administration is different. [0:49:23, 0:49:26]: I also believe in planning and [0:49:27, 0:49:34]: And and this is a problem that I have uh with us uh with proper planning. [0:49:35, 0:49:38]: These things can come before [0:49:39, 0:49:40]: The council. [0:49:41, 0:49:42]: For proper [0:49:43, 0:49:44]: Um discussion. [0:49:46, 0:49:48]: And let me just say this in close and uh um [0:49:50, 0:49:51]: We talk about trust. [0:49:53, 0:49:58]: And you know, I I come from a a praying grandmother and et cetera, et cetera. [0:49:59, 0:50:02]: But one thing that always stuck with me that my grandmama said was [0:50:03, 0:50:05]: You don't give trust. [0:50:06, 0:50:07]: Trust is earned. [0:50:07, 0:50:19]: I yield back, Mayor. Thank you. No problem. Any other any other comments from the council? Yes, ma'am, go ahead, please. Make this last one, please. So because this requires a change to our procurement ordinance and policy. [0:50:20, 0:50:21]: The language. [0:50:22, 0:50:23]: We don't have that. [0:50:23, 0:50:27]: I don't want to do I don't want to approve this. [0:50:27, 0:50:32]: I trust Mister Gardner. He and I are on the same page. I understand the need. [0:50:32, 0:50:35]: to increase his spending authorization. [0:50:35, 0:50:36]: However [0:50:36, 0:50:37]: We're talking about the ordinance. [0:50:38, 0:50:39]: The laws of our city. [0:50:40, 0:50:42]: If we're gonna change it. [0:50:42, 0:50:44]: Да, I need to see what that change looks like. [0:50:45, 0:50:46]: before I can approve it. [0:50:46, 0:50:48]: We're just having discussions. [0:50:48, 0:50:48]: Right. [0:50:49, 0:50:49]: It [0:50:49, 0:50:51]: Our legal counsel [0:50:51, 0:51:11]: Can provide me with the language that she intends to use to update our procurement ordinance or policy, I'll be willing to approve this. Well I will say our our attorney will be able to do that. Uh they probably won't be able to do that this evening though, is what I what I would imagine this aspect. But they will they will do that. Excuse me? You're asking that we approve this today? [0:51:11, 0:51:23]: I I am. I'm going to. I mean it's up yeah, I I think that's the intent of the motion and in this aspect to do exactly that and that's up to the council whether you approve it or not in that aspect. I'm so Mr Blount you had something, sir? [0:51:23, 0:51:25]: Yeah, Mayor, um [0:51:26, 0:51:29]: When we gave authorization to [0:51:29, 0:51:49]: um up up to$75,000 to our police chief. It was for expenditures for the police department and those things that's needed. And we did get a memorandum on that. This council, once we approve anything, the legal process or what needs to be uh joined with that approval, those things are put in place [0:51:49, 0:51:54]: prior to any of this going in effect. So today to approve it, push it in motion. [0:51:54, 0:52:03]: And so I with that being said, I'd like to motion to approve the uh um the increase of fifty thousand dollars uh expenditure for our city managers. Is there a second? [0:52:04, 0:52:06]: I second. Ms. Gann, a second, any further discussion? [0:52:07, 0:52:08]: All in favor, please indicate. [0:52:10, 0:52:11]: Okay, all opposed. [0:52:13, 0:52:14]: You oppose Ms. Ms. Barber? [0:52:14, 0:52:21]: I abstain and I do want to add a comment for the record. [0:52:23, 0:52:36]: This particular item requires a change to our procurement ordinance policies processes because the language that is going to be changed to [0:52:37, 0:52:39]: has not been provided to the council. [0:52:40, 0:52:41]: I don't feel comfortable. [0:52:41, 0:52:42]: approving [0:52:43, 0:52:46]: just based on a discussion that we're having here. [0:52:47, 0:52:53]: There needs to be clear guidelines in which this increased spending authorization. [0:52:54, 0:52:55]: Applies to [0:52:56, 0:53:06]: That's all. Okay, thank you. Yes, yes, sir. Uh Mayor and Mr. Gardner, if you would if you don't mind, um when we talk about procurement changes. [0:53:06, 0:53:14]: Whether that item comes to the council and we agree, it goes through the same process. We're just authorizing the city manager. [0:53:14, 0:53:26]: to make that authorization for fifty thousand below. Whether it comes to the council or whether it goes to the city manager, whatever process in place, that process is gonna still be in place with procurement. Um [0:53:26, 0:53:31]: So to s to agree to it right now, and I just want everybody to be clear. [0:53:31, 0:53:42]: Is that the process doesn't change if if we keep it in our hands or or it goes to the city manager? If the city manager comes to us and said he needs a fifty thousand dollar increase. [0:53:42, 0:53:47]: It's the same process. We're only giving the city manager authorization to do it himself. [0:53:47, 0:53:54]: without having to wait until the next council meeting to do it. That's the only thing. Okay. The motion's been made, it's been approved, four zero one [0:53:55, 0:54:15]: And the attorneys are here and so they'll make those adjustments and come back to us with all all the documents and things we need to do. On that note, I'd like to move on uh to uh my particular comments. And they are they deal with early voting. Ladies and gentlemen, early voting is going on right now. Obviously it's your constitutional right to vote. Hopefully everybody is listening uh in front of me and listening to my voice. You're registered voters.
