On that note, um Madam Clerk, do you have any public comments, please? [1:03:10, 1:03:11]: Do man. [1:03:11, 1:03:19]: Okay. Okay. Please come to the uh mic on the front podium and present your public comment. [1:03:27, 1:03:30]: Okay. I guess he's gonna try to work out the mic here. [1:03:31, 1:03:35]: Yes, I'm here just to try to get Mr. Gardner or someone [1:03:35, 1:03:37]: Whoever is responsible. [1:03:37, 1:03:40]: To try to get the noise mitigation going. [1:03:40, 1:03:42]: Been dealing with it for a year. [1:03:42, 1:03:43]: Um we had [1:03:44, 1:03:49]: Since twenty nineteen we've had construction noise. I have [1:03:49, 1:03:52]: symptoms of tinnitus, we have anxiety. [1:03:53, 1:03:55]: Our whole quality of life [1:03:55, 1:03:56]: Has been destroyed. [1:03:56, 1:03:57]: And [1:03:57, 1:04:02]: It's been kicked down the road over and over. We need something done, please. [1:04:02, 1:04:03]: Good, thank you. [1:04:03, 1:04:07]: Appreciate that. We're taking into consideration we're working through that process. [1:04:07, 1:04:10]: Do you need to answer or respond at at this point, Mr. Gardner at all? [1:04:14, 1:04:14]: Yes. [1:04:17, 1:04:32]: Yes, sir. Go ahead, please. We've we've already have the uh consultant on board and they're starting to do the work. Um and actually I can guide um email Mr. Rondaza to let him know that they they should be getting in contact with him as part and neighbors. [1:04:32, 1:04:34]: As part of that in the study. [1:04:34, 1:04:41]: Um to get information and feedback from them as part of the process. So that process is on is it started already. [1:04:42, 1:04:48]: All right, thank you, sir. Appreciate it. Is there any other comments? Open public comments. Please sir. Come forward. [1:04:50, 1:05:02]: And I'm I'm sorry, I forgot to ask you about your name and your address. You're supposed to put that in the record as well. I'm sorry about that. It's the same as mine, sir. Okay, go right here. What is your name and address, please? Corn Randazzo, one eleven Bryant Street. Okay. [1:05:02, 1:05:05]: Eleven hundred feet that way. Okay, go ahead, please. [1:05:05, 1:05:06]: Um [1:05:07, 1:05:10]: The noise, you know, an engineer. [1:05:10, 1:05:14]: in any discipline a sort of a legally defined term. [1:05:14, 1:05:24]: Civil engineers come with credentials, lawyers, audio engineers should too. Uh risk management. [1:05:25, 1:05:36]: On six ten, Kent Jones has a lien for nineteen thousand two hundred and fifty eight dollars. On six thirteen, he asks you all for twenty thousand dollars. [1:05:37, 1:05:39]: He's not putting on a show. [1:05:39, 1:05:40]: Trying to get that map. [1:05:42, 1:05:44]: So please do a better job of it. [1:05:45, 1:05:46]: Looking into the people you deal with. [1:05:47, 1:05:51]: And examining why they're making in runs around contracts. [1:05:54, 1:05:59]: And uh like my mom said, generally destroying my quality a lot. [1:06:00, 1:06:05]: Thank you. Thank you for the time. Appreciate it. Any other comments, uh public comments to Mr. Holiday? [1:06:06, 1:06:13]: Thank you. Thank you, ma'am. Appreciate it. Okay, presentation. Proposed number three years splash pad, presented by Miss Carter, please. [1:06:32, 1:06:40]: Alrighty. Good evening, Mayor, Council, um and residents. So tonight you have before you a um [1:06:41, 1:07:01]: Presentation for the splash pad that is in conjunction with the amphitheater from a few years ago. And I wanted to just introduce Peyton Peterson. He's with the uh with TSW, which is Tunnel Spangler and Walsh, who did the design for the amphitheater and is proposing a design for the splash pad. [1:07:01, 1:07:07]: So we've got a couple of options to show you and just to present and move forward to the next steps to discuss. [1:07:23, 1:07:43]: Thank you, Berca. Good evening, everyone. Uh the two options that you'll see tonight are both located in the same area, which is essentially the green uh space immediately across from the Will Call building, right out here in front of City Hall. Um both options show a splash pad, and the major difference is that the second option shows [1:07:43, 1:07:45]: Mm. [1:07:48, 1:08:08]: Zoom out here. Okay, so this is the West Concession building here to our uh right. The Wheel Call building is just uh below that off the screen here. Uh this splash pad uh is in the bottom southeast corner of the site, adjacent from City Hall, um, down here. This first concept. [1:08:08, 1:08:28]: Here shows the splash pad, a fence along East Atlanta Road for containment, a lawn area where people can relax and set up some lawn chairs during an event. Also possible pop-up tents during an event. There's a what we're calling a stone out. [1:08:28, 1:08:48]: Outcropping. Obviously, there's not a stone out there currently, but some sort of large boulder feature out there in the lawn area where people can sit. Kids can informally climb on it and whatnot. It's supposed to resemble Panola Mountain. This whole concept does. And then you see a hand. [1:08:48, 1:09:08]: Enhanced landscaping here serving as a ribbon that represents the river that runs through adjacent to Panola Mountain. So that enhanced landscaping would be shrubs, evergreens, and grasses. That juxtaposes the lawn area, which is the yellow. [1:09:08, 1:09:28]: That concept, rough order magnitude cost, is about 1.3 million. And both these concepts fall in line at the 1.3 million price range. The second concept scales back the enhanced landscaping a lot, but what it does offer, it still offers the perimeter. [1:09:27, 1:09:47]: Fence along East Line Road for protection and safety. But it also in corp the splash pad is the same, but it incorporates this restroom you see in the uh north or southwest corner of the site. Um as you guys know, there is a restroom building associated with the um amphitheater, but since those gates [1:09:47, 1:10:01]: may not be open during the hours of the splash pad. We wanted to give you an option that shows a restroom building that's out there. This restroom building is very simple. It's unisex three stalls. So it's not designated men and women. [1:10:02, 1:10:22]: And again, it's a uh$1.3 million option. Both concepts align with the uh entrance plaza, uh, the first entrance gate. So we feel like this is a great pre-function area where uh food trucks can set up along the roadway perimeter. Again, tents can uh serve as uh different vendor pop-ups. [1:10:22, 1:10:30]: before events and uh there's also open space for different community activities uh through the weekend weekend. Any questions? [1:10:30, 1:10:50]: Yes, I'll tell you what. Thank you for the presentation. I will tell you what um Council on over the last couple of years and during the execution of the amphitheater and what type of events we've had around the amphitheater to include uh just the other night if we initiated the movies on the lawn in this particular area. Uh we have another one scheduled for the nineteenth. [1:10:50, 1:11:10]: I know that uh for the July 4th uh concert, city concert we had of people sitting on that lawn area listening to the concert itself. Uh we have another uh centennial concert, matter of fact, uh open to the public and there very very well very may very well be people on the lawn area at that point. Uh my thought process of this time. [1:11:10, 1:11:30]: Of course, it's up to a vote to the council. Uh my recommendation is that we actually don't put this blast pad at this location. Leave it as a green space, probably put some type of benches, a pathway through it for people to sit down and enjoy, be an entry place uh for the amphitheater itself, um, and use it for other activities uh for the for the main street. [1:11:30, 1:11:50]: Um and also look at this spas p spas plaid maybe going to Clark Park instead of right there in right next to City Hall, right there on the East Landing with you have a lot of traffic going back and forth up and down the street. That was my thought process at this point. Obviously uh I don't vote unless it's a tie, but I do have an opinion, and that is my current opinion. Council. [1:11:50, 1:11:52]: Yes, ma'am, go ahead, please. [1:11:52, 1:12:01]: Um I like the first concept I thought, but I I uh actually would prefer the splash pad to be [1:12:01, 1:12:08]: across the street closer to our downtown area, if we could find somewhere in that area particularly. [1:12:08, 1:12:11]: My concern is I will love for us to build up our downtown. [1:12:12, 1:12:25]: I think that although this is a part of our downtown, um, I agree that we you know, we already use that this particular area um a little bit more for uh you know [1:12:25, 1:12:33]: overflow and people hanging out and movies and different things when we don't necessarily want. Um [1:12:34, 1:12:35]: Um [1:12:35, 1:12:42]: to be in such a larger venue, so to speak. Let's say we have some events and we may just want to have it right here. [1:12:42, 1:12:44]: At this lawn area instead of [1:12:45, 1:13:01]: the amphitheater. Um uh just different things. But I I would prefer it to be across the street, across the railroad tracks if I could, if there was somewhere over even over there in that area. And if it isn't anywhere in that area, then s closer [1:13:01, 1:13:13]: you know, in that there's there's land across that we own and and some other areas and locations. I'm really not I used to be for the Clark Park area to actually put it in, but I don't I I I think that [1:13:13, 1:13:16]: Clark Park is um [1:13:16, 1:13:36]: uh used already um in the manner that it should be. I just want something to help us um get more people coming to our downtown area. Um as a business owner I know that's what I look for is foot traffic in downtown areas to find my next uh uh ice cream [1:13:36, 1:13:44]: shop. So I I think that that's important that we get something down in that area to walk to, you know, that that people will come to. [1:13:44, 1:13:49]: Sir. Yeah, go ahead, uh Mr. Mayor Pro Tem, please. Thank you. [1:13:53, 1:13:53]: Conscious. [1:13:54, 1:14:05]: Of course we know that um splash pads are very popular um everywhere. [1:14:06, 1:14:13]: But what I want to speak to and asked about is the maintenance thereof. Um [1:14:15, 1:14:30]: I recall when the city of Hampton uh installed theirs, they sort of indicated uh that it was a nightmare uh to be able to have some type of uh control. [1:14:31, 1:14:34]: Um but I want to speak to some of the history. [1:14:34, 1:14:54]: That we have with water features here in Stockbridge. We have a uh a fountain across the street. We're having problems with the pond uh at the amphitheater. Um the fountain at uh municipal park has been down for years. [1:14:54, 1:14:56]: Years [1:14:56, 1:15:10]: I I just don't know how we can move forward with this if we don't have a better understanding how we are going to maintain [1:15:10, 1:15:12]: uh these water features. [1:15:13, 1:15:17]: And so I would need to hear more about [1:15:17, 1:15:22]: uh maintaining I I think we could fix for his location. [1:15:23, 1:15:25]: But until I hear how we [1:15:25, 1:15:28]: uh maintain this um [1:15:29, 1:15:49]: That's sort of a sticking point for me. And and just looking at the history of water features here in the city of Stockbridge, we have not done a great job. I don't think any of our water features are actually operable right now. I yield back, Matt. No problem. Thank you, sir. Anyone else in the comment? Go ahead, Mr. [1:15:49, 1:15:50]: Yeah. [1:15:51, 1:15:58]: Let me just say this, okay. The splash pad has been on the council uh list since twenty sixteen. [1:15:58, 1:16:16]: It is it you know, before I joined this council the issue was nothing was moving forward. How can you have a project been around since twenty sixteen, can't move it forward, it comes up in twenty twenty two and folks are suggesting a new location. Why didn't you suggest a new location two years ago? [1:16:17, 1:16:37]: Why do you suggest a new location six months instead of them wasting their time uh moving the facility forward now? Mayor, with all due respect to you, you could have made a suggestion two years ago, six months ago, three months ago. You knew they were working on this. Now we're gonna go to the drawing board and start all over again. [1:16:37, 1:16:40]: We've been working on the amphitheater. [1:16:41, 1:17:01]: The Culture Arts Center and a lot of other projects, but we haven't done anything for the kids at Stockbridge. Nothing. And this project has been around. I know we've tossed it around saying we're gonna do this with it, we're gonna do that with it. And our downtown business owner, you know, I got chewed out the other night at the DDA meeting, the city management. [1:17:00, 1:17:02]: Manager did too. [1:17:02, 1:17:13]: The DDA manager, well, three years ago, we've been waiting on this. We've been waiting on the city to do something to act. But every time something comes to us, this is what happens. [1:17:14, 1:17:25]: W wh why didn't any of us take the initiative to go to planning and zoning to TSW to bring up or to move something forward to say, you know, these are the suggestions. [1:17:26, 1:17:44]: that I would like to to move forward with. Now, we looking at the LCR plan. We've been working on it for years now. We've been working on the RSVP plan. That location next to City Hall, this council actually reviewed that location and approved it before TSW moved forward with it. [1:17:45, 1:18:05]: They did. We had a retreat where we discussed this location right there before we spent paid them all the money to do the design and to do everything for it. Now, here we go down the line at this point. I'm frustrated with this team because when you're making decisions and you spend [1:18:05, 1:18:25]: Citizens' money, why did we pay TSW this money to design a facility in that location? And now you're sitting up here telling, oh, I don't think I wanted to go right there. When downtown business owners are begging for foot traffic, I mean, literally begging us to bring a facility forward. [1:18:25, 1:18:26]: For foot traffic. [1:18:26, 1:18:46]: Now, C C when when I think about the city of Hampton and I think about some of the things that were said about when they built their splash pad, it was extremely successful. It did exactly what they wanted it to do. It brought in foot traffic. The city of Hampton reacted, the prior officials did before. [1:18:46, 1:18:52]: before they realized what a gold miner they actually had. They tried to stop people from coming. [1:18:52, 1:18:53]: What? [1:18:53, 1:19:04]: Isn't that the whole purpose of building the water feature and the splash pad is to draw people into downtown and let us refocus right now. [1:19:04, 1:19:07]: The everybody setting up here, all of us. [1:19:07, 1:19:27]: We're not building the facility to make any money. We're not doing that. We're not building the amphitheater to make any money. We're not building the culture arts center to make any money. These facilities are being built to establish economic development. And guess what? It already works. [1:19:27, 1:19:33]: worked with forty-five million dollar STEM school because we've had the courage to go out. [1:19:34, 1:19:39]: build the amphitheater to move forward with that project. Now [1:19:39, 1:19:59]: This is going, this built right there on that location will be a phenomenal success with the foot traffic. The model that we built the amphitheater on and TSW designed, and I would like for you to respond to this. This is the exact location that is located up in Sugar Hill, right in front of the amphitheater. [1:19:59, 1:20:14]: On that campus, right? That's correct. Talk about Heather, maybe you can come up too. Talk about the success of locating that facility and that all-inclusive campus and how that's worked in terms of foot traffic for Sugar Hill. [1:20:18, 1:20:31]: Um, I'm actually gonna let Peyton answer this, but I I do agree with you that it's important to have synergy, especially downtown. Um, and I think that is the hope with all these projects. Uh and I apologize for my lateness. [1:20:33, 1:20:49]: Yeah, just echoing what Heather said, I think uh what it does is starts to identify uh the downtown district um as a place, as a destination place where um you get uh people would park, come, walk around, and uh s hopefully spend their money in uh downtown Stockbridge. [1:20:49, 1:20:55]: So in in essence, we what was city manager, are you there, sir? Can you hear me, Mr Mr. Gardner? [1:20:57, 1:20:57]: Mr. Gardner? [1:20:59, 1:21:08]: Yeah, how much money did we pay C uh them t uh T S W to or maybe they know to uh to design this project in that location. Do y'all have that number? [1:21:09, 1:21:29]: Um I do not, but we just have a small concept fee. We haven't gone beyond this and council hasn't approved beyond this. So it is a minimal amount at this point. Okay, at this point. Okay. So where we are right now, now you spent time and effort working on this project uh for us to move this uh particular project forward uh in the concept [1:21:29, 1:21:35]: Now you've been to Sugar Hill, correct? [1:21:36, 1:21:39]: So what wha how's that working out for them? [1:21:41, 1:21:51]: From what I can tell it seems pretty successful. I don't know numbers or anything, but um I know that they have a a good uh amount of people that show up there on weekends and through the week. [1:21:51, 1:22:09]: And my final question now, we're trying to draw foot traffic to the downtown in the central lives district for the downtown downtown renaissance. Is this project right in there where it would do exactly what the goal is bringing a tremendous amount of foot traffic to downtown? [1:22:12, 1:22:16]: I I believe so, yes. All right, thank you. [1:22:17, 1:22:37]: Alright, Councilman Assanna, Council of Citizens. If you paid attention to my initial comment, I mentioned about the fact that this is it's been a couple years and and what we've all observed is the success and the building and completion of the success of Amphitheater. My my personal opinion has changed simply because of what I observed at the Amphitheater and all the different concerts that we had at that venue and seeing the automatic. [1:22:36, 1:22:56]: And people a around the front part. I just think that this particular splash pad would not be a feasible dislocation based on that and take away, I think, from the amphitheater itself and also based on what occurred this past Friday with the uh the movie on the lawn, the fact once again, a fact for the fourth of July we have. [1:22:56, 1:23:16]: Have people on the lawn there itself, and we'll probably have people on the lawn pretty sure on on August 7th for a free event. That's why I look now look at the green, it should be green space. Now, granted, as I said earlier, as you well know, I have an opinion, but I don't have a vote unless it's a tie. So if the council wants to vote on this and go forward it, so be it. But but my opinion is my opinion and [1:23:16, 1:23:36]: And I'm not going to change at this point because I honestly think during the course of the last couple years or year and a half or so, and I am experiencing what has occurred with the success of the empathy and what I've seen and observed. I just think this is not the right place for this particular splash pad here. It should be a green space and be more attractive, maybe with benches and a path and a gathering. [1:23:36, 1:23:47]: in place not for a water feature at this particular location. Thank you. Where should it go? Stand by sir. Mr. Blount please. Where should it go to the body? Mr. Blount, please. Thank you, Mayor. [1:23:47, 1:23:50]: Um and thank you all for coming before us today. [1:23:51, 1:23:55]: Uh I think Mayor Pro Team looked at some of my notes before he spoke. [1:23:56, 1:23:56]: Um [1:23:57, 1:24:01]: Anytime we build something in the city of Stockbridge or any city [1:24:02, 1:24:04]: You have to look at two factors, purpose and intent. [1:24:05, 1:24:07]: What's the purpose and what's your intent? [1:24:08, 1:24:11]: And when we look at the city of Stockbridge right now. [1:24:12, 1:24:28]: Because one of the things I I've never concerned myself with is how my other colleagues see me because we all individuals and the more we see each other in different lights, the more ideas come forward. If we all see the same thing, it it could stop growth. So that's a good thing. [1:24:28, 1:24:29]: Um [1:24:30, 1:24:31]: But when you look at [1:24:32, 1:24:34]: A splash pad. We went to Sugar Hill. [1:24:34, 1:24:36]: We talked to the council in Sugar Hill. [1:24:37, 1:24:45]: And they told us about the disasters. They told us about they wish they hadn't have done it. We talked to three different cities with splash pads. [1:24:46, 1:24:50]: And you're talking about high maintenance, you're talking about building an ephesus over a pool. [1:24:51, 1:24:54]: When you talk about their purpose and intent. [1:24:55, 1:24:56]: Let's look at our water features now. [1:24:57, 1:25:00]: We have drainage problems right now with the amphitheater. [1:25:01, 1:25:02]: The purpose was there. [1:25:03, 1:25:04]: The intent was there. [1:25:04, 1:25:08]: But now there has to be a resolution for the situation. [1:25:08, 1:25:10]: We have a fountain across the street. [1:25:11, 1:25:14]: But let me say that, let me say this. Let's stay with the amphitheater. [1:25:14, 1:25:15]: We have a pond there. [1:25:16, 1:25:21]: The purpose of that pond and the intent of that pond was to bring foot traffic in there even when we didn't have a concert. [1:25:22, 1:25:23]: The purples were there. [1:25:24, 1:25:25]: The intent was there. [1:25:25, 1:25:28]: Бо існує because the flaw is there. [1:25:30, 1:25:34]: At that water feature. Water feature that we have on drainage problems at the amphitheater. [1:25:35, 1:25:44]: When we look at the the the fountain out front, the purpose of that was to bring people and I've seen people come out there, they take pictures, beautiful. Purpose and intent is all laid there. [1:25:45, 1:25:53]: But it's flawed. And so now you don't have no foot traffic at the pond, no foot traffic at the fountain. Go across the street. That hasn't worked in years. [1:25:54, 1:25:58]: So the intent to bring foot traffic in areas of water right now. [1:25:58, 1:26:00]: has not happened. [1:26:00, 1:26:03]: And we've got three locations that is not happening. [1:26:04, 1:26:07]: So what's gonna miraculously happen here? I have no idea. [1:26:08, 1:26:12]: But you have to prove yourself in certain areas in order to move forward in another area. [1:26:13, 1:26:25]: And if we can't get three water features right now, how are we gonna build a splash pan and get it right when then we got flaws in three other areas that deals with water, runoff, drainage and all these other things? [1:26:26, 1:26:27]: So I'm in agreement. [1:26:27, 1:26:29]: That we have to look at. [1:26:29, 1:26:33]: How do we start to perfect? Because when this council votes on anything. [1:26:33, 1:26:36]: We have a purpose in mind and the intent in mind. [1:26:36, 1:26:40]: And the greatest intent of anything we could do downtown is to bring foot traffic. [1:26:40, 1:26:43]: And we have three features that are not doing that right now. [1:26:44, 1:26:46]: water features that are not doing it right now. [1:26:49, 1:26:50]: And so I would say [1:26:51, 1:26:54]: We need to figure this water thing out. [1:26:54, 1:26:55]: If you will. [1:26:55, 1:26:58]: Before we move forward with this, in my opinion, anywhere. [1:26:58, 1:27:02]: Because the the feedback we got when we visited these other cities. [1:27:03, 1:27:14]: That this gonna take maintenance, it's gonna take time, and it's gonna take people knowing what they're doing, how they're gonna do it, because when the purpose and intent put forward, we don't need any more hindrances when it comes to water features. [1:27:15, 1:27:17]: Yeah. Uh go ahead, sir. [1:27:19, 1:27:27]: I I I just want to be on the record to say that uh I am in favor of the splash pad, but as been stated. [1:27:28, 1:27:35]: And I don't have a problem in in back it up to get it right. And and I think that's what I'm hearing. [1:27:36, 1:27:38]: We have to make sure that we get it right. [1:27:39, 1:27:41]: Whether I'm here or not. [1:27:42, 1:27:49]: We have to get it right. So I think going forward we have to get it right. Um [1:27:50, 1:27:52]: Life is continuous. [1:27:53, 1:27:57]: This municipality is continuous. [1:27:57, 1:27:59]: We have to get it right now. [1:28:00, 1:28:07]: There's no point, there's no reason, there's no rhyme while we have to rush to do that. [1:28:08, 1:28:12]: We're all in favor of doing things. Mayor, can I get a point of order, please? [1:28:12, 1:28:21]: What's the point of order, sir? I c because Mr. Alizan, if you might mind turning your mic off because I'm hearing you talk um Well m could you respect that Mr that uh Mayor Pro Tem is talking? [1:28:23, 1:28:25]: The mirror is clothes. [1:28:25, 1:28:33]: Okay. Well I hear you too, so if uh if your mic's not on, just keep your comments to yourself until you get off the regulation and go ahead and speak, sir. [1:28:34, 1:28:35]: Member Potemkay, please. [1:28:35, 1:28:36]: Thank you. [1:28:38, 1:28:45]: Citizen, we will do activities and things for our youth in this city. [1:28:46, 1:28:48]: Вид то. [1:28:49, 1:28:51]: But in everything we do. [1:28:52, 1:28:54]: We have to put the planning. [1:28:54, 1:29:14]: We have to do the homework and we have to make sure that every step forward is a good step. Yes, mistakes are made, but when you're when you're hard and when your attempt is to do it right, then that's what becomes president. [1:29:14, 1:29:24]: and and making sure that you cover all your bases, that you're going forward with a great intent. So for me to move forward. [1:29:25, 1:29:30]: My intent would have to be greater than my desire. [1:29:30, 1:29:43]: Just to say we have a splash pad. And then we have all of these problems. And as been stated, we have problems right now. So we have to be able to figure out. [1:29:44, 1:30:04]: water issues here in the city of Thyberg. And I'm not gonna ask our public works director to come forward, but he knows the history and he probably could speak to that. So and I don't know um um Mrs. Carter is this just a for discussion of uh means but for me I'm in favor [1:30:03, 1:30:10]: I'm in favor of doing more things for our young people. But in everything that we do, [1:30:11, 1:30:12]: We have to be methodical [1:30:13, 1:30:20]: And we had to put the best plan in faith. I'm not gonna sit up here and bash any of my counsel mate [1:30:20, 1:30:27]: for being cautious and being concerned about doing it the right way. [1:30:28, 1:30:45]: Whether if if none of us are on this council in the future and the future council come forward and do it and do it right and it is a success, then it is a success for the city of Stockbridge. That's all I'm concerned about. [1:30:46, 1:30:55]: Success for the city of Stockbridge. Not just to say on paper, we did this and we got problems every day with that. [1:30:56, 1:31:14]: I yield back, Mayor. Thank you. All right. Um any other comments? Yes, Miss uh go ahead, Miss Cap. Thank you. Um again, and I agree I'm I'm not definitely I'm for the uh splash pad. I requested it years ago um and it's been uh ongoing. [1:31:15, 1:31:20]: Uh one of the issues we had before uh mayor, we went um [1:31:21, 1:31:41]: My vision of the splash pad was versatile. Um with C D B G funds it was had been approved. However, we chose to at that time we did special needs equipment um before it you know at all our parks and um because it we could order that equipment and get it [1:31:41, 1:31:51]: it right away. Um we went on different tours and we did look at splash pass and I believe they said maintenance was like about thirty to forty thousand dollars a month. [1:31:53, 1:32:11]: Um some of the parks do have problems with it. I know there were some slip and fall issues up in northern Henry County, um at one of the county parks. But I'm not against a splash pad. I I want to see the project move forward. I just think that it is it's in the wrong location. [1:32:11, 1:32:12]: Um [1:32:13, 1:32:14]: And [1:32:14, 1:32:23]: I also want to look at our budget. Um, you know, we we have some some great dreams and we definitely want to do what's right for our our constituents. [1:32:25, 1:32:32]: But this is not the location that I chose. Um I know that the LCI um [1:32:32, 1:32:41]: It's pretty dated and I was gonna ask Ms. Johnson actually when she on the next agenda item if we can at least you know, I know we can em [1:32:41, 1:32:47]: w go through ARC and actually uh get that amended. I think it's time to get that amended. Um [1:32:47, 1:32:55]: But because of changes, I mean laws change, people change, our decisions change, and I agree with the mayor on that. [1:32:55, 1:33:10]: I mean situation change. We now have an amphitheater and thank God we didn't build the splash pad first because we would see that we need that space for green space. We need that space for overflow. We need that space for those other activities that are small in the venue but are still within the vicinity. [1:33:10, 1:33:11]: Um [1:33:11, 1:33:22]: Again, if we can maybe mayor and council during our retreat or whenever when we when we plan, maybe we can look at some other areas and options in our downtown area. [1:33:22, 1:33:25]: to put that to draw traffic. I still say [1:33:26, 1:33:33]: Yes, this is our downtown area. But across the railroad tracks is where our businesses will be located, the majority of them and growing. [1:33:34, 1:33:43]: And if we can find something to put there to show people that, hey, people actually will come, i it would be great. Yes, we do have anchor buildings. [1:33:43, 1:33:57]: But we still have this railroad track to deal with as well. And it kind of divides um the area and it's it's unique in that way. And I think that we should really consider looking at um I know at one point we saw [1:33:57, 1:34:17]: in the RSBP um a troll under a bridge, right? And that was a suggestion. Well maybe maybe a water park could go in that area. Or maybe we can get well maybe we can get creative where it's visible, but yet closer to the businesses on other side of the street. That's where that's where I am with this. [1:34:17, 1:34:26]: Um and so no I did not, Councilman Alexander, I did not um agree to this location even when we talked about it. Um [1:34:28, 1:34:33]: I don't know I I didn't know anything about it being on the agenda and being pushed at this time. [1:34:33, 1:34:37]: Um, we were concerned with cost of upkeep and maintenance. I am agreeing with. [1:34:38, 1:34:58]: um Councilman Blount and Mayor Pro Tem Thomas in regards to our order features that we have currently and issues that we have. And I think that we should discuss this um at a later time and really plan it out. I don't want to keep kicking the can down the road because I do agree that we we need to do things for our children and we do need some type of [1:34:58, 1:35:04]: facility of such as that, you know, such a a a water park. I think that would be great. I mean a a splash pad. [1:35:04, 1:35:11]: Um, my vision for a splash pad was a conversion and we actually did the research and we planned. We just didn't sit on it. [1:35:12, 1:35:17]: We uh conversion was that in the winter months it would be a ice skating rink. [1:35:17, 1:35:26]: And in the summer months it would be a splash pad and it could convert over. At the time, there were only a few like that, and one of them was in Canada. [1:35:26, 1:35:46]: Um and that's been years ago. And so we're hoping, you know, I'm hoping that we can look at something in that nature where it's year-round and we can risk I don't know if we're still eligible for C D B G in the area or not. But if possible, um it might be something that we should consider. I just think [1:35:46, 1:35:48]: Think this is not the right area. That's all. [1:35:49, 1:35:51]: The other comments? Ms. Barber, go ahead, please. [1:35:53, 1:35:55]: Okay, I wasn't here in twenty sixteen. [1:35:56, 1:35:58]: I wasn't here in twenty eighteen either. [1:35:58, 1:36:03]: I do recall us having a conversation regarding this flash pad in twenty twenty. [1:36:04, 1:36:04]: Um [1:36:05, 1:36:07]: I was concerned about the location. [1:36:07, 1:36:08]: Then [1:36:09, 1:36:13]: I do believe that finding another location might be best. [1:36:13, 1:36:15]: Just looking at this concept. [1:36:15, 1:36:18]: I'm looking at a lot of landscaping in. [1:36:18, 1:36:19]: Trees. [1:36:19, 1:36:23]: The splash pad itself is relatively small. [1:36:23, 1:36:27]: So for me, I support the splash pad. [1:36:28, 1:36:29]: But another location. [1:36:31, 1:36:32]: Okay, thank you. [1:36:32, 1:36:52]: All right, in other comments? Oh go right ahead. So at this time again, this council started talking about this project in twenty sixteen. Where should it go? There is no magical place that we're gonna discover across the tracks that we don't know exists because we had just barely have enough space to build a cultural art center. And [1:36:52, 1:37:12]: And uh that will require some additional changes in land. So we we already know that. So what we need them to do is to give them some solid direction on potential locations that this council uh is agreeable to, so they don't waste another year's worth of time uh working on this this location. [1:37:12, 1:37:32]: Location, which obviously this counsel did not was not on board with. And the clerk has the notes. We discussed this at the retreat, and like Miss Gantt suggested at our last retreat. Heather made the presentation and uh talked about it, uh, about this location. [1:37:32, 1:37:40]: Location, what it was going to be about. It was a schematic made-out diagram, what it could possibly look like. And here we are. [1:37:41, 1:38:01]: Talking about just totally doing away with the work that they have done at this point. This council needs to lead because and I and and what I'm gonna say in that is that we built the amphitheater, we moved forward with it. If we had moved forward with more than one project at a time, the country. [1:38:01, 1:38:21]: Cultural Arts Center would be built now, also. But since we waited, the price tag has ballooned and put us in a predicament now where we can't move forward with that project right now. So I'm calling on this council to make some definitive decisions on this project here so we can move these projects along. [1:38:21, 1:38:41]: So I would think it would be best for us to kind of chime in to see where we want to uh actually move it at. And I'm I'm just gonna say this. I mean, from my standpoint, Clark Park is an average park at best. Average. There's nothing special about it, yet we keep running back to it like it's P Mont. [1:38:40, 1:39:00]: Park or something. It's a small park with sewage overflows that we deal with that we use on a regular basis. Let's do something extraordinary and outstanding for the community and select a location, if a future location that we can all agree upon so we can move forward with this flashpad expedition. [1:39:00, 1:39:20]: Since we have been unable to do so since 2016. And we have a new person join the council, Councilwoman Barber, since she said it just now. We discussed it since 2020, since she got involved. Yet we still haven't made a decision in July of 2022. Let's make some decisions today so we can. [1:39:20, 1:39:22]: Give them some solid direction. [1:39:22, 1:39:42]: On that note, I would think that uh from what I've heard from the consensus, uh it seems like obviously the location is not a good location now. Different thoughts here in favor of having a splash pad. I made a recommendation, two recommendations I don't know. One was Clark Park, whether it's uh it's our biggest park that we have anyway, whether that's one idea, whether that's acceptable by every uh by the majority, we'll have to see. [1:39:42, 1:40:02]: And Ms. Gamm made a uh a promo a recommendation across the street, I believe, if that's that correct. That was two. Now, I don't know how many others we can come up with and what we can agree to, but uh point of it is obviously we're not gonna agree to this particular location at this time. Uh, but the thought process is still open for discussion in reference to a splash pad. Now, trying to [1:40:02, 1:40:22]: figure out a location right now of this discussion. I don't think we'll come to that agreement this point. But uh obviously you you heard the discussion of the council and I think uh we'll just kind of have to uh uh maybe move move have further discussion in this aspect. I don't think we'll resolve it tonight other than the fact that they're the definite not dislocation, but yes a splash pad [1:40:22, 1:40:31]: in some location somewhere. Okay? So on that note I'd like to move on to the next subject. Yes ma yes sir. I do. I'd like to go right ahead, sir. [1:40:31, 1:40:35]: I I just wanna add one more quick thing if you all don't mind. [1:40:35, 1:40:40]: When we talk about different locations, when we talk about even let's talk about Clark Park. [1:40:41, 1:40:43]: Even if we don't put it there. [1:40:43, 1:41:03]: Everybody I've seen visit Clark Park talked about how beautiful the park is. It has big uh c pavilions that has electricity, it has a dog park, it has special needs equipment, it has a lot of green space. Every comment I've heard contain it pertaining to Clark Park has been nothing but [1:41:03, 1:41:05]: positive since I've been on this council. [1:41:07, 1:41:13]: Just like anywhere in this city, is there's imperfections in anything, then we fix it. [1:41:14, 1:41:23]: I don't think it's a place for this council to belittle anything when it comes to what we can fix. And that's what we're talking about, what needs to be fixed. [1:41:24, 1:41:32]: And that's how we move forward. That's how we make things better in the city. We fix it. But we assure the citizens that what we have here. [1:41:33, 1:41:43]: are awesome facilities, awesome areas, and this council's gonna enhance that by the decisions we make. And I think that this council, first of all, has taken a lead to say [1:41:43, 1:41:48]: For the most part, we want the ins and outs, and everybody on this council know I've always been a numbers man. [1:41:49, 1:41:54]: What is it gonna take to what's the residual on this? What's the maintenance? What's the numbers? [1:41:55, 1:42:01]: We can't just take a wish list and say, Hey, let's make it happen because it it it it it will fit. [1:42:01, 1:42:04]: How do you make it fit? How do you keep it there? [1:42:04, 1:42:10]: How do you sustain it? How do you w w what part of the budget that's gonna come out of? None of these conversations have been had. [1:42:11, 1:42:27]: None of'em. None of'em has said how we're going to pay for it, how we're going to sustain it, how we're going to do all of these things. So I think I I commend those that are looking on this council right now and saying, hey, some things need to be answered in order to move this forward beyond location. [1:42:28, 1:42:29]: And that's where I'm at with. [1:42:29, 1:42:49]: All right, so we're gonna end this conversation this time and move on in with our next presentation. Thank you, sir, for your time. I appreciate it. Miss uh Miss Johnson, Miss Bruh, Miss Carter, excuse me. You're still up. We got a CS Stockbridge 2023-2027 short-term work program, capital improvements, CIE presentation, please. And it's a public hearing, so I open to the [1:42:49, 1:42:52]: public to discuss this as well. Give the comments, please. [1:42:52, 1:43:12]: Absolutely. Good evening, uh Mayor, Council and Residents. So the short-term work program and the capital improvements element is an annual requirement we have through the Department of Community Affairs and the Atlanta Regional Commission. They require that we have a listing of uh whatever our projects are. [1:43:11, 1:43:29]: For a five-year period. So in this case it's 2023 through 2027, to address different needs and projects we have underway to associate who the responsible party is in the jurisdiction and the costs that are associated. [1:43:29, 1:43:49]: So, this is what we do every year, and it is a requirement for minimum standards. The splash pad park design construction has, of course, been on here since looks like 2015. And there are several other projects, some new projects, one of which is the Stockbridge Electric Vehicle. [1:43:49, 1:44:06]: Station at the amphitheater and our cultural arts center has been here as well. So we've added a few others, and what is required is that we look at community facilities, economic development, land use. [1:44:07, 1:44:27]: And we again associate all the costs involved, transportation specifically to our city. We do have a new project called the Downtown Pedestrian and Bicycle Connectivity Concept Study. This was a joint venture with the ARC and the City of Stockbridge. [1:44:27, 1:44:47]: It was awarded, I want to say early 2021, and we're going through the RFP process currently to get a vendor to move that project forward. There are monies in the budget to cover the city portion, which is$25,000. And we've also listed the complete. [1:44:47, 1:45:01]: projects. We've updated and completed our UDC, which is our unified development code, our sign ordinance, which is incorporated in it, overlay district designation, amphitheater, and a few others. [1:45:06, 1:45:10]: If you have any questions, I'll be happy to answer. Questions, Council. Go right up, please. [1:45:12, 1:45:32]: list and man let's say congratulations to um public works for completing many of these tasks because they've done a pretty good job. That's what I'm looking at. I'm looking at the fact that they're completing tasks uh on their list and these are things that and I think uh we like they're not the sexy projects as we like to call [1:45:32, 1:45:52]: them where you know they they show up. But this is a commitment amongst this team in order to move things forward, installing the infrastructure in the city to do some of the sexy projects like the amphitheater, the splash pad, the culture art center. You know, we want to when doing things right means putting in the infrastructure first, especially [1:45:52, 1:46:12]: Especially with what we have going on. Scan back up again to there is a reader board sign on there that this council had discussed. And we've been talking about this amongst ourselves. I think I mentioned this to uh Mayor Pro Tem at the concert on Saturday, which was there was a uh monument sign out front that was [1:46:12, 1:46:32]: That was supposed to go out front. Because if you're driving by City Hall, there's really nothing to tell you what's really going on in the area or downtown or what's going on in the city. And this was another project. I think Councilwoman Neat Robinson was uh instrumental in this uh as well, uh, in terms of the monument sign moving forward. [1:46:32, 1:46:52]: Forward. Look at it, 2018, and we still don't have it out there yet. We got to move forward proactively with these things. Flashpad 2015. Multipurpose youth and senior facility 2018. Now we're looking at an additional time down the line some point because we got to get the culture art done. [1:46:52, 1:47:12]: 2018, 2015. These projects have been on the list an extended amount of time, so we want to come to a a definitive direction because again, at the DDA meeting the other night, we just got torn up by the board saying [1:47:11, 1:47:31]: When is the city gonna move some things forward? When we're gonna do anything, I felt the need to apologize because of what was going on for uh the lack of progress on some of these particular uh things going on. But talk about where we are uh on this monument sign because the right-of-way in the right the app [1:47:31, 1:47:48]: roadway project is moving forward on East Atlanta. There was supposed to be enough right away to actually install this sign. So it should be great to drive by there and see t uh Fantasia coming in concert on the reader board, on the uh electronic board. [1:47:49, 1:47:57]: So um the monument sign it has again been on the list for for a couple years before I came to the city, but um [1:47:58, 1:48:18]: There have been some other projects that have kind of come ahead of it, um, in the sense of Cultural Arts Center, Amphitheater, um, a few other projects as well. But what we'll do is look into um TSW um putting together a monument sign. I know we have the wayfinding. [1:48:18, 1:48:38]: signage project underway as well. But the monument sign we'll need to to look at and get that get that moving again. The the cost you know of 152 is kind of the cost that we came up with originally with inflation. We'll have to look at what that cost [1:48:38, 1:48:50]: cost looks like for us down the road. I guess I'll defer to TSW to see if they've done any design in regards to this and to talk a little bit about that. Come on up, Heather. Appreciate it. [1:48:54, 1:49:14]: So yes, this design has been completed. Uh, is scheduled to go out here on the corner. Um, with the road widening and and um sidewalk, uh sidewalks that are supposed to happen along the road. Um, it was deemed that it was best to get that in and then put the monument sign in. So I believe those drawings have been. [1:49:14, 1:49:26]: incorporated into that work. Um Peyton may be able to speak more to that, but the design is done, you know, it is ready to move forward once the streetscape has been done. [1:49:26, 1:49:46]: Okay. That's correct. Yes. Uh we worked with Falcon Engineering uh and received their CAD layouts for the new road alignment and adjusted the sign locations per um what's gonna be out there w once it's complete and uh construction documents have been completed for that sign as well. Absolutely [1:49:46, 1:49:47]: [6587.2, 6607.2]: Well thank you. Um and the next question is I'm looking at uh the Stockbridge Electric Vehicle Station. This is a new project uh that we had c that was supposed to be a part of the uh installation for the amphitheater. It's a part of that. Uh so uh I see twenty to twenty twenty four, hopefully that's [1:50:07, 1:50:11]: That's not the case. We should I'm hoping we're moving forward with it now, right? I mean [1:50:12, 1:50:32]: Yes. That's the hope. But for the short term work program where you want to build in time um because you will be there is a pencil and we have to deal with DCA as far as making sure we adhere to these deadlines. So always like to build in some time uh with that. But uh we do have a contract with Georgia Power um that we'll have to [1:50:32, 1:50:38]: to bring to you guys uh at a you know very short date um coming up soon. [1:50:38, 1:50:58]: To make that engagement because the uh they are going to put in the infrastructure at no cost to the city. The city would be only responsible for the actual chargers and the electrical wiring. Um, and that is comes to the tune of the 75,000 you see here. Well, I would hope that we have our grants person actively working on security. [1:50:58, 1:51:18]: Some of that infrastructure funding that's available coming through Washington to actually pay for some of this because there's a lot of green energy money that's available for us. And for the benefit of the citizens, and I need the citizens to understand, I hear so many folks talking about the why don't we do a recreation center? [1:51:18, 1:51:38]: Why don't we do a recreation center? Why can't we do something for the kids? I hear that all the time. And I want them to hear us. It's on the program here. It is. It's the number four right there, which it says the multi-person facility, youth and senior center. Now, of course, the next project, the Culture Arts Center, has to be moved forward. We need to do everything. [1:51:38, 1:51:58]: Everything possible to bring home the bacon, whether that's the federal level, whether that uh is uh under the gold dome where they can put it in the state budget or funding to terms of grants and everything that we could do to move forward with the culture arts center. So then we could move on to uh the use of [1:51:58, 1:52:18]: And senior center, but in order for us to do that, we've got to make some definitive decisions, and this council and this uh staff has to be very active in terms of what we're doing because right now, you know, until we move forward with the cultural arts center, there really is not going to be any funding available for uh the youth and senior. [1:52:18, 1:52:38]: Senior Center. And I and I just want to close by going down the list. And again, ladies and gentlemen, this is in the council. Splash pad 2015. Electric vehicle, we talked about that. The monument sign, which should have been a really easy tall 2018. The Youth and Senior Center, we've been talking about that for a long time. [1:52:38, 1:52:58]: Time 2018. Culture Arts Center says 2018, but I know we were talking about it long before 2018 because we tore the old building down, I believe, in 2016. And I said right here on this dais: let us not tear that building down until we have a concrete plan where that lot is going to remain empty. [1:52:58, 1:53:18]: Remains empty to this very day. And these other projects, 2015, 2016, 2016. And right now I'm talking to the city manager and the public work staff and the grants and our grants writer. There's millions and billions of dollars available for this water source development and [1:53:18, 1:53:28]: infrastructure and inventory, uh detailing, sewer filtration. Mr. Gardner, as I close, can you talk about the efforts to secure funding for these various projects? [1:53:30, 1:53:32]: Through with the money being the money's being available. [1:53:36, 1:53:37]: Yeah, go ahead, please. [1:53:38, 1:53:50]: So yes, fair there are still some federal dollars, as you know, um we put a lot of our ARPA monies towards the police department and some of that is actually going towards [1:53:54, 1:53:57]: You can't speak from the city with a lot of computers on [1:53:57, 1:54:04]: Uh excuse me, Mr Gardner. Maybe might be better for you to come from the front and to explain this and be able to broadcast a little better. [1:54:04, 1:54:05]: Was it [1:54:06, 1:54:26]: With your mic on? Yeah, we just can't hear very clearly. But uh uh my point was I know about the RARPA funds anyway, for clarification on my question, I'm talking about the new funding that's available right now, uh, with the infrastructure bill being passed and additional green energy funding being out there. [1:54:26, 1:54:36]: uh as well. We understand the allocation for the ARPA fund, but there's a lot of new money out there'cause the infrastructure bill actually passed after ARPA. [1:54:36, 1:54:50]: That is correct. And so we're we're looking at um the monies we can go after, not only just for water, sewer, but also transportation as well. Um we recently attended a meeting with G Dot. [1:54:50, 1:55:08]: Um, where we found that there's some additional monies out there for us to go after for our trail systems as well. So we will be looking at and working with and Dashus has been good working with Kelly, letting him know what exactly what his needs are and they're looking and applying for these grants as well. [1:55:08, 1:55:20]: Um so we're hoping to bring the bake bring in the bacon, as you say, um as we apply for the infrastructure bill as well as continuing to look for other sources of funding for some of these programs. [1:55:20, 1:55:40]: And the last thing I'm gonna say and I'm gonna close on this note is, you know, there's a commercial running on TV right now, attacking uh Pastor Warnock for a fifteen million dollars that was spent on a facility in New Jersey. So that's some federal money out there. So we could probably find some of that federal money to be put in the bill at some point. [1:55:40, 1:56:00]: To help us close this funding gap for that Cultural Arts Center or some of these other projects. Because it seems like some of these uh bills are be some of this money is being um put into these bills that are being passed. We need some money put in these bills to help us with some of these facilities. So we need to contact the uh our representatives, the [1:56:00, 1:56:03]: make sure that some money from Washington is coming to help us with some of these projects. [1:56:04, 1:56:14]: Any other comments from the uh council? Oh M oh I'm sorry, you were I'm excuse me. I'm sorry, Ms. Mayor Proxam. You that you let talked to me earlier, I'm sorry. Ms. Blount. Mayor Proxam, you come next. I'm sorry. [1:56:15, 1:56:32]: Uh y yes, uh I totally agree about uh locating whatever funding we can locate. Also when we talk about wayfinding signage, um I would like for this council to include and which I don't think is in there, and I know we're doing the writing of um East Atlanta, um [1:56:32, 1:56:41]: We have this beautiful facility, uh amphitheater, but you still have people drive that that's that's new coming through saying, Where is it at? Um [1:56:42, 1:56:50]: If if we had an arc like they do most ampathy a a lot of other amphitheaters, an arc that would come into the interest on um [1:56:51, 1:57:11]: Um East Atlanta, I think that would be a nice feature that can be seen even coming over the hill or coming through the back roads there. Um because uh you know it's we don't have enough wayfinder signage around the city at all. No one knows where the parks are, no one knows uh trying to find the city. [1:57:11, 1:57:28]: in City Hall. We got to have more than just uh two uh uh banner holders on t you know at at Rock Quarry and and in Walmart. I think that some of this stuff has been low hanging fruit to move forward and and I hope that some of this stuff we can go ahead and start moving forward with. [1:57:29, 1:57:49]: The member for Tem go ahead please. Thank you. Mr. Gardner, is it possible to get an in-depth report from our branch writer or to have uh her at our next meeting uh to give us updates because to this point we have not [1:57:49, 1:58:09]: We have not heard and we we do not have any updates. Uh Mrs. Carter, I wanna sort of throw this out, but I don't know if this gonna meet uh what we're talking about in Mayor and Council. Y'all can correct me if I'm wrong. Um we we had discussed a lift [1:58:09, 1:58:10]: Over [1:58:12, 1:58:16]: Designation or station at our anfit, а witness. [1:58:16, 1:58:17]: A couple [1:58:18, 1:58:30]: At the last concert, well the concert before that, running across the street trying to connect with their uh Uber or Lyp, I'm not sure which one it was. [1:58:32, 1:58:46]: And we had talked about a designated location for that. And I thought it was it was it was very dangerous and a sheriff had to stop them and sort of hold the traffic back or they probably would have got hit. [1:58:47, 1:58:49]: But they were trying to connect so [1:58:50, 1:59:00]: I don't know if this fits into what we're talking about today. Um, but I'd like for us to to revisit that for that location. Thank you, Mayor. [1:59:01, 1:59:21]: No problem. What I recall, just in just for note uh I guess in a sense, what I recall that the Ur Uber lift was going to be or we had conversations in the initial last year when we opened an amphitheater, be it right to the courthouse for the courthouse parking lot, specifically for that. And people would walk across the side, you know, down the sidewalk and then come into the parking lot the other parking lot right behind City Hall and then [1:59:21, 1:59:33]: then move to a gate. So that's why I thought we were kind of situ want to situate that. That's just my my what I recall. That is the case. That is the case the sign the sign engine put up going to file in the [1:59:34, 1:59:35]: Serious problem. [1:59:39, 1:59:40]: Okay. [1:59:41, 1:59:47]: All right, thank you. All right, any other questions, Council for Miss Carter at this time? Oh Miss Barber, go ahead please. [1:59:47, 1:59:51]: No question, but I do want to make a comment. So most of these [1:59:51, 1:59:55]: projects on this list were prior to me. [1:59:56, 2:00:07]: When I came on board, I asked how are these projects prioritized? I was told first the amphitheater, the cultural arts center, then the youth and senior center. [2:00:09, 2:00:13]: Because I had no input in any of these projects. [2:00:13, 2:00:14]: I support them all. [2:00:15, 2:00:17]: All of them on eas this list. [2:00:19, 2:00:21]: I had no say so in locations. [2:00:22, 2:00:23]: Cost designs. [2:00:23, 2:00:24]: No then. [2:00:25, 2:00:26]: But I just want to state for the record. [2:00:27, 2:00:31]: I would prefer that we move forward with the youth and senior center. [2:00:31, 2:00:31]: Now [2:00:32, 2:00:34]: We've run into [2:00:34, 2:00:38]: Challenges. Um the Cultural Arts Center is being delayed a little. [2:00:39, 2:00:44]: So I'd like for us to move forward with whatever discussions we need to have. [2:00:44, 2:00:46]: with the Youth and Seniors Center. [2:00:46, 2:00:47]: That's all. [2:00:49, 2:01:09]: Okay. Thank you. Well noted. If there are any other c no other comments, I've got to open this up for a public hearing. So if that's the case, I want to open up for a public hearing. So of anybody for and I'm for this particular proposal of these all these uh items on the project list for um for this action for s for the approval. [2:01:09, 2:01:19]: capital improvements elements. Okay, so it seemed like there's no one over there on our far on my far uh left hand side. Anybody in the middle? Anybody over here comments for? [2:01:19, 2:01:34]: Okay, I see and none. Okay. The comments for anybody that doesn't uh doesn't think that anything any s projects should be on the list. That's all open up for any fun anybody against one of the comments. It looks like no one's over here in the far left, in the middle. [2:01:35, 2:01:45]: Far right. All right. No comments. All right. So I'll close open um the public hearing in this aspect, as long as the attorney tells me that's good to go. Uh Mr. Berry? [2:01:46, 2:01:47]: Are we straight? [2:01:47, 2:01:48]: Am I good? [2:01:49, 2:02:09]: Thank you, sir. On that note, then uh motion council to accept uh the proposal of the capital improvements elements that we have before us. Mayor. Yes, ma'am I move that we accept the uh transmitter of the city software's 2023 to 27 short-term work program, capital improvement elements to the Department of Community Affairs and the [2:02:08, 2:02:19]: the ARC. Okay, sir, second. Second. Um Mr. Blount second that ms was that you mayor pro ten? Oh Mayor that was you, sir. Mr. Blount second then. Okay. All in favor please indicate. [2:02:20, 2:02:23]: Okay, you now see soon. Thank you very much. Thank you. Thank you, Ms. Carter. [2:02:24, 2:02:44]: Actually, I guess you're not going anywhere, are you? You're not going anywhere, are you? Council of Consider new business. Council of consideration to enter into a memorandum memorandum of understanding MOU with Atlanta Regional Commission ARC for ARC to produ provide assistance for development of the city's five year update and its comprehensive plan in accordance with the proposed scope of work presented by uh [2:02:44, 2:02:45]: Um Miss Carter, please. [2:02:46, 2:03:06]: Good evening, Mayor and Council members. So this is for our five-year update to the comprehensive plan. Comprehensive plan is a long-term two typically twenty-five to thirty-year plan that the state requires every jurisdiction to update every five years so that we can be current on trend. [2:03:06, 2:03:26]: Current on where planning and land use is moving, and to be able to have public involvement as part of this process. This can be costly and usually a consultant will come on. However, the Atlanta Regional Commission has offered their assistance. [2:03:26, 2:03:43]: and they do this throughout the state to assist jurisdictions with the process. That means if as you can see the scope of work, they become the project manager for the project. They assist with public involvement, helping secure a steering committee. [2:03:43, 2:03:44]: Um [2:03:44, 2:03:50]: getting information from the public because we have to have a minimum of three public hearings with the public. [2:03:50, 2:03:52]: to discuss their thoughts about [2:03:52, 2:03:55]: Land use, which means we look at our future land use map. [2:03:56, 2:04:16]: Um we look at our zoning map and it gives us an opportunity to um bring some alignment between the unified development code and our comprehensive plan and map. So what you see before you is um the scope of work for what the Atlanta Regional Commission would do for the city at no cost. [2:04:15, 2:04:31]: And then the memorandum of understanding is needed to enter into an agreement with them. And my request is that we enter into that agreement and accept the scope of work to move forward with this project so we can stay in compliance with the state minimum requirements. [2:04:31, 2:04:37]: Thank you, ma'am. Appreciate it. Council any quentin. Uh Ms. Gantt go ahead please. I don't have a question. I just want to make a motion to approve this. M O U. [2:04:38, 2:04:40]: With the original commissions for ARC to provide. [2:04:41, 2:04:50]: Assistance for development of the city's five year update of its comprehensive plan in accordance with the proposed scope of work. Okay. Uh uh Ms. Barber, you second that? [2:04:50, 2:04:56]: Miss Barber? Yes. Okay, Miss Barber second that uh Miss Gantt uh put it in motion. Was there any discussion? [2:04:57, 2:04:58]: If not, all in favor please indicate. [2:04:59, 2:05:02]: It's a unanimous decision. Thank you very much. Appreciate it. Thank you. [2:05:04, 2:05:13]: Miss Carter, you don't you don't get a chance to go anywhere, do you? I'm telling you, you can't get rid of me. Henry County City Transportation and Trails Plan Adoption, presented by [2:05:13, 2:05:14]: Ms. Carter. [2:05:14, 2:05:34]: All right, so good evening um everyone again. So the Henry County um transportation team, um a few of folks who are here with me tonight, um are working have worked with all four cities to discuss transportation projects including sidewalks, roadways, um trails, so [2:05:34, 2:05:50]: On and so forth. And what they've added is the trails plan. This was, I believe, originally created in 2016, and it's time for an update. All these major plans for cities and counties require these updates by the state. [2:05:51, 2:06:11]: I have uh Mr. Uh Sam Baker from the city, I'm sorry, for from Henry County Transportation, and Richard Fangman, who is the consultant for Pond and Company, who put this project together and has been working with the city and all the other three cities as well to come up with this plan. So I'll bring them up at this time to [2:06:11, 2:06:23]: go through their presentation briefly and answer any questions. But the request is for approval and adoption of the plan to move forward just as the county has. [2:06:23, 2:06:24]: Okay, thank you. [2:06:26, 2:06:46]: Appreciate it, sir. Appreciate your presentation. Oh yeah, thank you. My name is Richard Fangman again with uh with Pond and Company, engineering company that um and planning company that worked with uh with the county and with the cities on on this plan. It's a pleasure to be here tonight to give you kind of a brief overview. I know I was we'll try to go step through some of the things quickly, but but but certainly wanna to be respectful of your time. [2:06:46, 2:06:52]: But also we'd be happy to stop and answer questions too if you want. [2:06:54, 2:06:57]: See how I get that to go to the next slide. [2:07:01, 2:07:03]: Oh I'm sorry, it's not on the presentation mode yet, I think. [2:07:09, 2:07:10]: Oh, there we go. Okay, got it. [2:07:12, 2:07:15]: Okay, I can just do like that. Perfect. Okay. Yeah. [2:07:16, 2:07:36]: Sorry for the delay there. So I guess wanted to talk to you a little bit about we'll give you a little bit of background on the transportation plan, the public outreach summary, and and some of the draft project recommendations. We also did the Trails Master Plan update as well, talking about a few of the things that are that are there with the lo the network, the logo, the wayfinding. And there were some design guidelines that came out of that and some model miles. [2:07:36, 2:07:37]: We're developed for that. [2:07:42, 2:07:45]: So yep. The plan plan background, let's see. [2:07:47, 2:07:49]: Ha it doesn't quite show up. Here we go. [2:07:51, 2:08:11]: So last the plan was last updated in 2016. So the funding, there's a funding partnership with Atlanta Regional Commission to develop the comprehensive transportation plan. A lot of collaboration between the counties and the cities, as well as GDOT. And this establishes those long-term countywide goals for transportation system and identifies and prioritizes individual projects. [2:08:11, 2:08:31]: long-reaching plan through the year 2050 is the outlook that we had for the plan. So we looked at traffic flows that were anticipated in that time to develop a develop project. So we needed to accommodate that. We also looked at all modes of travel and um there's three phases in the plan planning process, existing conditions, needs assessment, and the recommendations phase. And so [2:08:31, 2:08:38]: The those are the types of things that are looked at, congestion relief, vehicle and pedestrian safety, and and and all those different aspects there. [2:08:40, 2:09:00]: So the public engagement activities that we had during the plan were pretty extensive. We had three uh uh stakeholder committee meetings, public open houses. We had five uh open houses, one was virtual, so folks could go in in line, and then also four-in-person open houses, and then several uh pop-up events. We did uh two online surveys, one at the beginning of the process. [2:09:00, 2:09:12]: This one at the end, got a lot of comments, um, over 500 comments from different folks in the um in the community on the plan and uh had had the web project website for the for the trails in the CTP. [2:09:13, 2:09:33]: So uh we worked with the with the four different cities on the project management team and had um you know had had some workshops and and a transportation advisory group presentations that we did through throughout the process. So got to get a lot of input from a lot of different folks as we went through this process, the projects um that resulted from this in the draft project. [2:09:33, 2:09:53]: Recommendations overall. This is kind of a summary of what it is countywide, and I'll give you a little more then show a little more detail on some of the some of the things that are related to the city. So the roadway capacity projects, uh there were I guess 41 projects that are already fully funded and programmed through through your SPLOS program, and then there were several. [2:09:53, 2:10:08]: other uh new location roadways that are shown kind of on the left. There were intersection projects. We had 63 proposed projects through the through the county to improve intersections at bottlenecks and other areas where there were safety safety concerns. [2:10:09, 2:10:21]: Uh there are corridor operations and safety projects and those were were things where we looked at things like turning lanes, putting shoulders in, and doing c you know things along an overall corridor versus just the intersection. [2:10:21, 2:10:25]: And there are also about one hundred and seventy five proposed projects for sidewalk improvements. [2:10:26, 2:10:46]: So again, this is sort of countywide, and those projects ended up uh you know being prior, you know, sort of prioritized uh for for implementation. Uh and then uh so some of the ones that are that they're shown here that are that are in the the area, you know, the Stockbridge area are shown on this map, include some capacity projects like uh capacity improvement on Flippin' Road, uh Eagles Land. [2:10:46, 2:11:06]: Landing Parkway. I think Campground Road is also one of the ones that is scheduled for capacity improvement through this planning process. Intersections, there's a variety of intersections, particularly again near the Eagles Landing Parkway intersection and a little further west on Eagles Landing and upper. [2:11:06, 2:11:12]: Around the seventy five six seventy five interchange on those roads there on state on US twenty three. [2:11:15, 2:11:35]: Some operation and safety projects included um things like uh uh you know uh yeah again turning lanes, et cetera, on several um you know several the roads kind of in in the general area there. Yeah, McDonough Parkway, Hudson Bridge Road, Eagles Landing Parkway again. And so some of those that had like a a operation. [2:11:35, 2:11:52]: operational project, but then would also later have a widening project. The widening project is is a longer term project that would come a little later after we do some of the shorter term quicker fixes. Also a lot of sidewalk projects throughout the county. This kind of shows a list of the sidewalk projects that are that are in the vicinity of the city. [2:11:56, 2:12:00]: There's also a trails plan component to this uh to this project. [2:12:01, 2:12:21]: And um that uh was a new new part of the CTP, which developed the trails plan. So we looked at uh two different types of trails, greenways and side paths. So countywide, there's 87 proposed projects. And from those, there's three model miles where they said let's take a mile and do a little more design effort on that. So those could be projects could be [2:12:21, 2:12:24]: maybe move forward uh you know fairly fairly quickly. [2:12:25, 2:12:45]: Um so the proposed trail trail network that's um near your uh your your area here shows a lot of green uh the lighter green are greenway trails. Um you know some of the side paths are um I guess there's one on Walt Walt Stevens Road that's shown there uh to the to the west as part of uh that that's actually on a s a side path. [2:12:45, 2:12:52]: within within the city limits and a few different greenway paths that are that are also shown on that. [2:12:53, 2:13:13]: Yeah, yeah, sure. Okay, I'm gonna have to plead my ignorance here. What's the difference between us uh the previous slide? So what what's the difference? I should know this, I guess. What's the difference between a side path and a greenway? That's a great question. So a greenway is usually on its own alignment. So something that might go beside a creek or stream. Okay. [2:13:13, 2:13:24]: wouldn't be right next to the road. Where a side path would be is is really a multi use trail, like a wide sidewalk that would go next to the roadway, s similar to where the sidewalk is. Okay. [2:13:24, 2:13:44]: So um the the greenways are are are paths that are um you know th you usually have an opportunity with those to draw people who are coming in, say with their kids to to really, you know, go on that trail all just for the purpose of the trail mostly. Because it doesn't necessarily go to different destinations, it's really kind of going along some other feature. But the side path is usually mul serves [2:13:44, 2:13:56]: multiple purposes. You get people who say I want to go on this because I want to I want to ride on the trail for the side path, but maybe also because I want to access maybe the businesses along there or or or parks or whatever. All right thank you for that. I appreciate it. [2:14:00, 2:14:05]: And so part of this was a logo and branding uh branding campaign to try to make sure that there was uh you know the [2:14:05, 2:14:16]: a a sort of a common common theme that could be used on signage through the county. And so they've got uh sort of a theme that you know a trail logo that was that was developed as part of that process there. [2:14:17, 2:14:37]: And also in some more detail on wayfinding guide guidelines. You can see here, you know, the you know, to to have something common wherever these trails are, so that you can see how that relates to the rest of the network and you know some of the details and information about the about the trail, allowing people to kind of navigate through the through the [2:14:37, 2:14:40]: trail itself and the other overall system. [2:14:40, 2:15:00]: The the report that we generated also has trail design guidelines. Since this is your first bike and pit plan, it's sort of got that information about um, you know, guidelines for how to construct the trails, where, you know, what what are best practices for things like the cross section of the trail, uh clear zone between the the traffic and the trail, et cetera. [2:15:02, 2:15:22]: And then from that we had there were three model miles that were selected. Uh three well one was the Tawalega River Greenway, the the Fairview Road side path, and the Camp Creek Greenway. So those are three, it doesn't mean those are the three, only three trails to be done, but those are three that sort of showcase what could be done and were were sort of spread around. [2:15:22, 2:15:42]: uh in the county. So the one that's a little close the closest to you all is probably the Fairview Road side path. And so you can see from this graphic here. For these types of projects we did a little more detailing uh in the in the report that allows folks to move a little quick quicker into you know doing the design uh of the of the trail itself. So um they've got the side [2:15:42, 2:16:00]: path that that's shown on there as well as other uh you know parts of the of the the project and this one is actually going to connect to another proposed greenway uh trail as well as um have a section that goes along the side path but also goes along uh the the the waterway there. [2:16:04, 2:16:21]: And so yeah, in the in the in the project we also have some renderings that are we think are, you know, hopefully are helpful to to help convey what these trails look like in our report. So as you're trying to look towards future funding and to to to you know to to show your constituents there's some information about some, you know, how some of the trails would look. [2:16:23, 2:16:24]: And then um [2:16:25, 2:16:45]: So I guess the next steps there th what we're working on are fun whether finalizing the draft uh transportation plan document and uh and trails plan document. Um uh getting fun some final comments uh in from the from the county on that and then providing the the briefings to you all and other uh cities in in Henry County and then and then I guess the county is seeking [2:16:45, 2:16:46]: the adoption of the plan. [2:16:47, 2:17:00]: So that was a very quick overview. I know we went very fast over the slides. I'd be happy to answer any questions, but wanted to you know, they they want me to go quick to be respectful of your time. Okay. Council, any questions that you have have at this time? Ms. Gantt go ahead, please. [2:17:00, 2:17:10]: Yes, how did you come about the project prioritization results? Um I'm looking for the Rock Quarry Road. [2:17:10, 2:17:18]: Um, expanding it because of the hospital being there. It doesn't look like that's considered a top priority here. [2:17:19, 2:17:30]: So how how did we go about saying it was not considered that one was do I see it? Is is it on here as a I mean I don't see it in the top ten, I don't think. You see, okay. I see Eagles Landing Parkway. Mm-hmm. [2:17:31, 2:17:32]: One name. [2:17:33, 2:17:35]: But it's real small. I can't really see that slide. [2:17:36, 2:17:38]: Yeah, let me go back to the [2:17:43, 2:17:43]: Mm-hmm. [2:17:44, 2:17:47]: The railway projects here. It's taking a minute here on this uh [2:17:49, 2:17:49]: So get uh [2:17:51, 2:17:59]: Well, maybe we could have Mr. Baker come up and talk about the prioritization of Rock Cory Room. Transportation Director. [2:17:59, 2:18:18]: Yeah. And the prioritization overall did go through a process, a technical process where there, you know, and I know you can answer Sam, but the looked at looked at a few different things. One were technical aspects of the project. Another aspect was um community input that was um that that was received on projects, and another aspect was how it met the goals and objectives of the project. [2:18:19, 2:18:26]: Good evening, Mayor and City Council members. Uh I'm Sam Baker, Director of Transportation Planning with the Henry County Government. [2:18:26, 2:18:29]: Uh, while Pond and Company has developed these two plans [2:18:29, 2:18:44]: My understanding is that the list that you see on the slides, they are not prioritized. So just because a project is on the top does not mean it is more important than a project that is at a uh below uh a project. [2:18:44, 2:18:51]: The projects were placed in short term, midterm, and long term between year twenty two and year twenty fifty is the thirty year plan. [2:18:52, 2:18:55]: based on when we anticipate money to be available. [2:18:55, 2:19:15]: So we have taken into consideration money that will be available from the federal government, from the state government, and from local SPLOS and T S PLOS dollars. And based on when we think the money is going to be available for a project, we have placed the projects in the short term, midterm, or long term. So on a slide like this. Okay, on slide one fifty six. [2:19:17, 2:19:22]: It says prioritization of projects. Project prioritization results. [2:19:23, 2:19:24]: That's what I'm looking at. [2:19:25, 2:19:27]: Depositive, so [2:19:28, 2:19:30]: Yeah. Yeah, I'll go back to which one? [2:19:33, 2:19:53]: And if it's prioritized based off of what it says here on 156, it looks like it's SR 42, SR 42, from Bill Gardner Parkway to 155, from SR 155 to SR20, Industrial Boulevard Widening, Industrial Boulevard Widening, and it goes on with all the descriptions, racetrack road widening. [2:19:53, 2:20:13]: Widening, Henry Parkway extension, McDonald Parkway extension, SR twenty widening, SR 920, McDonald, Jonesboro Road widening, SR 155 widening, SR 155 widening, Eagles Landing Parkway widening from Eagles Point Parkway, and that was it. I don't [2:20:12, 2:20:17]: [8418.5, 8430.5]: One fifty six? Yes. Are you okay? You're looking at the doc you have the document or the presentation. Yeah, we have a document that indicates one one fifty six. It's numbered. She's referring to I don't know if you have any presentation or not. [2:20:31, 2:20:37]: I don't think I have that in the presentation. What's this page? [2:20:37, 2:20:42]: Oh okay, let me see. [2:20:43, 2:20:45]: Okay, yes, that's a page from [2:20:47, 2:20:48]: What are the facts? [2:20:56, 2:20:57]: Yeah that [2:20:59, 2:21:19]: So your question is I guess why the why it's uh prioritized a certain way that it is uh that it's prioritized? Correct. How did you get to that? I I don't see rock core vote even on that. [2:21:19, 2:21:20]: Uh it was on the first trade. [2:21:23, 2:21:32]: Yeah, so speaking of rock for your road, it's already moving forward. It's on the T's first project list. It is happening in the near next five years. Um [2:21:33, 2:21:38]: So that's not on that's probably not on this long range on as you're saying it's not on the list, right? [2:21:39, 2:21:59]: I don't see it on here. I was asking about the prioritization of those those items there. Why is I know you said it wasn't prioritized, but that document says prioritized. Long term. What it is is that's because we're looking all the way out to year 2050. All these projects that are on this list are not the ones that are just happening the next five years. These are all projects that are gonna happen. [2:21:59, 2:22:16]: further out. So if it's already in your work program, then it would not be uh part of the prioritized list. It'd be moving ahead as far as that schedule is concerned. I think that's probably where Rock Quarry Road sits. I'm trying to look on here to see uh, you know, if I see something that I was missing for Rock Quarry Road. [2:22:17, 2:22:35]: Rock Quarry Road is moving forward, it's on the T S POS project list, it's happening in the next five years. Okay. Thank you. Mr. This is a long term yeah, yeah. A lot more of a long range prioritization where we used again a number of different factors that were that were that were plugged into there that was just kind of trying to. Mr. Blount, please. [2:22:36, 2:22:56]: I I think you all kinda answered it just then because I I know that they spent I think it was one point two million dollars in the surveying on it. Um I think it was twenty seventeen, I think that was. It was like one point two million dollars that was done toward the uh surveying on it, but and you all had community meetings with the different communities. [2:22:56, 2:23:16]: communities in there you guys showed the mapping and all that so a lot of stuff was already a lot of preliminary stuff was already done I I think right of way acquisitions was on on I I think the uh right of way acquisition was in line on the next project on uh priority on that so but I think you guys answered my question yeah if it's already if it's already in that if it's already in [2:23:16, 2:23:21]: In that phase, and that means it's moving forward according to that schedule. This is really more of a long term organization. [2:23:22, 2:23:23]: Yeah, go ahead, please. [2:23:28, 2:23:29]: Mm-hmm. [2:23:29, 2:23:49]: There's a transportation plan and a trails plan. So it has roadway projects as well as uh as relics. Uh you know what we're doing here. Now we just confirmed with the county manager that uh I'm sorry, my microphone was off. We just confirmed with the county manager that Rock Quarry Road includes a ten foot multi-use path. [2:23:49, 2:24:09]: down uh its entirety from Eagles Landing Parkway to Highway 138. So that's the overall part of trying to put the master uh trails plan together for the entire county. So um 2081, I mean I'm sorry, Highway 42 from McDonough to Stockbridge. We got a 10 foot path on one side. [2:24:09, 2:24:12]: Five foot sidewalk on the other side, that's correct. [2:24:13, 2:24:33]: Now on the Clayton County section of Highway 42 and it stop ridge section, we have a 10-foot multi-use path from Walmart and Highway 138 uh to exit two for six uh I-675 uh as well. So on this new project, that's the one we were trying to nail down, Mr. Baker, uh for [2:24:33, 2:24:53]: Or the um I call it the Hudson Bridge to Jonesboro Road connector, you call it the Western Parallel Connector. So our section of that roadway uh in the city, we are they've already laid a ten foot pass uh path from um Jodico Road down to [2:24:53, 2:25:08]: Uh the Mount Olive, at least uh three uh half of it anyway. So as far as the county is concerned, uh initially there were some discussions of having a five-foot section of sidewalk from um [2:25:09, 2:25:13]: Hudson Bridge down to Jodico. I mean down to Jodico. [2:25:13, 2:25:33]: But that really didn't make a lot of sense when we're trying to build a multi-use trail network to include in a brand new road project the five-foot sidewalk. So is there are there some developments where we're seeking additional funding to widen the county portion of the Western Parallel Connect? [2:25:33, 2:25:40]: To 10 foot multi-use path because it's extremely attractive the one that they've laid over at Jodico. [2:25:43, 2:25:48]: Well the co concept sounds great. We have been told um by G Dotter because of [2:25:48, 2:26:08]: funding limitation, they were going to uh not pursue a multi use path along uh Western Parallel Connector. And in the development of the trails plan over the past uh one year, uh we involved s representatives from all four cities [2:26:08, 2:26:28]: Including the city of Stockbridge. And um so the the plan is is uh based on input that we have received from all four cities. And uh so in a nutshell, GDOT says they can cannot pursue a multi-use path on Western [2:26:28, 2:26:48]: paraparic connector because of insufficient money funding right now let me let's start right there real quick okay that was correct and you are correct but that was before t splot passed okay now the county has twelve million dollars in trail in trails and transportation in T-SPLOST okay we as the [2:26:48, 2:27:08]: The city is in our best interest to have that section be a 10-foot path. So I want to advocate for using a portion of those$12 million to widen that section because Dana Lemon, in speaking with her from G DOT, she said exactly that. The decision was made and that the council [2:27:08, 2:27:13]: County would need to step up and ha and add the additional funding. Because think about this. [2:27:14, 2:27:15]: What a great [2:27:15, 2:27:24]: roadway that would be for you to be able to travel all the way from Hudson Bridge Road down to Jonesboro Road on a contiguous ten mile [2:27:24, 2:27:27]: Uh ten f uh ten foot wild trail. [2:27:27, 2:27:47]: If it's built the way that you have it built in this concept, there's gonna be a five-foot trail in the Stockbridge City limits from McDonough, that McDonald's on Hudson Bridge Road, down to Jodico Road. Now we all supported the T-SPLOST, right, Mayor? That's correct. We did. We went to it the back forward, spoke [2:27:47, 2:28:07]: For it, had a resolution passed. We have T Splots money in there to do these sidewalks. I think I want to ask the county. I want to ask you to go back and relook at that. And G, as you said, GDOT has said it wasn't an issue that they couldn't do it, it was that they weren't gonna pay for it. [2:28:07, 2:28:20]: For it, but with$250 million and$12 million allocated specifically for sidewalks and paths, we want to go back and look at that project. [2:28:20, 2:28:40]: And have that be a contiguous ten foot multi use path from Hudson Bridge all the way down to Jonesboro Road.'Cause what's gonna happen is, see, that money's gonna be spent in Locust Grove or McDonough or somewhere and we don't feel like a lot of times we get our fair share in terms of county resources because uh [2:28:40, 2:29:00]: You know, again, that section that you're talking about is in the city limits of Stockbridge. So we want to put I want to push back and I want to ask that you relook at that because we're talking about building a countywide trail network and along this new major highway, we're getting ready to build a five-foot sidewalk. It really does [2:29:00, 2:29:01]: [8942.8, 8962.8]: Speaking of T S Plus, the referendum passed and the project list is set in stone. We cannot change the project list at this point. But the City of Stockbridge has allocated its portion of T S Plus funds on sidewalks and trails, and you are free to proceed with the sidewalks and trails that are on. [2:29:22, 2:29:42]: your T project list. And out of the 254 million that we expect to raise, the city of Stockbridge's portion is set. So you have the funds, you have your project list, the cities, and you are um the vote the citizens of Stockbridge expect you to proceed [2:29:42, 2:29:49]: with your city's T C project list as you uh put before the voters. [2:29:49, 2:30:09]: Right, right. We have done that. As I said, we certainly uh have done that. Now, correct me if I'm wrong. The twelve million dollars in the county uh T splotch, those tw that twelve million dollars for sidewalks and trails, it was a broad category. That money has not been allocated to any specific projects. It just says sidewalks and trails. [2:30:09, 2:30:10]: Trails, is that correct? [2:30:11, 2:30:25]: Uh in each of the county commission district a certain dollar amount has been allocated for sidewalks and resurfacing and those but not but not specific projects, just to the district, right? [2:30:25, 2:30:45]: At the district for resurfacing and sidewalks. Right. Yeah. Uh and the county's portion that we're getting from T, we ha are allocating that to seven road widening projects. That is the the decision the county has made. Focus on capacity, uh increasing road widening projects to uh um no, but I'm talking [2:30:45, 2:31:01]: about the twelve million dollars that was specifically allocated for trails and sidewalk. There's twelve million dollars in the T splot, not not doesn't have it's not road related, it's twelve million dollars in the T sply just for sidewalks and trails. That's that portion is what I'm talking about. [2:31:03, 2:31:23]: I am not sure what twelve million you're talking about. The money is divided among the the Henry County and the four cities. Uh and each municipality, the city stockbridges um uh amount of the total T-SPLOST is based on the s stockbridge's uh portion of Henry County's population. [2:31:23, 2:31:25]: So um [2:31:26, 2:31:29]: There is the city's portion of T plus money. [2:31:29, 2:31:49]: And there's the Henry County Commission District that Stockbridge uh is part of, uh Commissioner Bruce Holmes' district. That gets a dollar amount. Um so and of that two million is allocated for sidewalks and road resurfacing. [2:31:50, 2:32:10]: Other than that, I'm not aw aware of any other separate twelve million dollar Yes sir. Yes sir, there is. I think I would just like for you to just kinda if we could and maybe staff could look at it as well. There's a twelve million dollar pot uh dedicated just to sidewalks and trails in the T-SPLOST that there is not is just a category that said [2:32:09, 2:32:29]: sidewalks and trails for T-SPLOST, the voters voted on that to be allocated just for trails and sidewalk, not to be uh divided in the road project. Maybe Mr Mr. Romero with the splots department, maybe she could contact him to get him to kind of uh maybe pass over that document or those or to sp or to kind of s explain [2:32:29, 2:32:42]: Or to go into detail on the splost. Okay, what do we do? How about this? How about uh Mr. Bogardner hears this and he'll have him follow up on with uh probably people at the at Henry County to see if we can resolve this issue. Uh Miss Gantt, please. [2:32:43, 2:33:00]: Um, I noticed uh and I live off of Walt Stevens, so myself and the mayor. Um what is the plan there? I saw it listed in regards to is is there a plan because there I don't see an exact in regards to trails, let's go back to trails. [2:33:00, 2:33:06]: Because you have side pathways and greenway space and nothing is particularly listed. [2:33:06, 2:33:09]: Um in regards to locations. [2:33:09, 2:33:25]: Is there a plan for um a trail to be extended from the Clayton County line um off of Spivey or Walt Stevens over to on to Walt Stevens? Is there a plan for that? Do you know? [2:33:26, 2:33:31]: We have shared with you a countywide trail network. Okay. [2:33:31, 2:33:32]: Um [2:33:34, 2:33:54]: I would think it's in there. You should be able to find it, but I think it's in there along that. It is in there in slide number fifteen. Okay. A countywide trail network. We're proposing eighty-seven total trails countywide. Of those, there are three model miles where we went deeper and analyzed further. One of those [2:33:54, 2:34:02]: Those is the Fairview Road model mile that is in the northern Henry County. So [2:34:04, 2:34:18]: To answer your question, um we have defined the trails that are being proposed countywide, including the Stockbridge area. Um and I would refer you to slide number fifteen, proposed a trail network in your [2:34:19, 2:34:39]: Well the city has three million dollars that we've allocated for trails on Walsh Stevens uh as well to go to the Clayton County line. So we just need that section between uh that little small gap that's between the city limits of Stockbridge to uh the Clayton County line to collect to neck connect to the Lakes Five Trail Network. [2:34:39, 2:34:47]: Well my concern is that you know, we've allocated three million. That's not a lot. But when when when you consider I mean [2:34:47, 2:34:57]: I don't know how much three million can get you on on a trail. I know how much it gets you, probably um yeah, three miles. Let's say it gives you three miles. My concern is [2:34:57, 2:35:02]: Um and I knew that was with the sidewalks. I don't know what the cost is now, being that [2:35:02, 2:35:03]: But [2:35:03, 2:35:09]: I just wanted to make sure that that and I saw the plan for flipping road as well. [2:35:09, 2:35:16]: But these are long term plans, correct? This is not something that you can kinda determine when a project will take place. Yeah. [2:35:17, 2:35:37]: The trail plan is simply a recommendation, a vision, thirty year vision. Uh it doesn't come with any funding obligation by the city of Stockbridge. Uh after you adopt the plan, this is something we will work towards, try to find funding from federal, state and splost and T Splush sources. So [2:35:37, 2:35:41]: All we are asking you is for your blessing and your adoption of the vision. [2:35:42, 2:35:47]: And then we'll work together to pursue the implementation of those pra the trail projects over time. [2:35:48, 2:35:52]: Okay. Thank you. Appreciate it, right. Good deal. Any other questions? [2:35:53, 2:35:54]: No, you guys are down here. We good? [2:35:55, 2:35:59]: Yeah. [2:35:59, 2:36:05]: Might we upload the plan with the conditions some conditions or might we just how does that work? [2:36:07, 2:36:11]: Or does it just up or down? Do we have we had conditions? [2:36:17, 2:36:27]: Uh it is my understanding that um the county and the other cities have adopted. Okay. So at this point it's just adopting the plan and then if we have to do anything, obviously they [2:36:28, 2:36:36]: You know, we could go to them to amend it's not written in stone is what you're saying, pretty much. So it's a document that could be amended as we go along. Okay, thank you. [2:36:37, 2:36:39]: But me from it [2:36:40, 2:36:42]: Okay, thank you. I'm I'm good with that. [2:36:42, 2:36:56]: Any other questions for the council? No. And if not, I need a motion to accept this uh proposal. So moved. Mr. Blount so moved. Is that second? Ms. Barber second that. Any further discussion? If not, all in favor, please indicate. Okay, unanimous decision. Thank you very much. Appreciate it. Thank you. Thank you. [2:36:59, 2:37:19]: Okay, we'll move on here. I got uh council consideration approved invitation to bid ITB 2022-0013, City of Stockbridge, El Mig, Local Maintenance Improvements Grant, 2023 Program for Roads and Resurfacing Awarded to East Coast Grading, Incorporated Funding Source, Splot 5. [2:37:19, 2:37:39]: 1,382,654,59, it looks like here. D dot 287,562. For the total amount of 1,670,217 and 22 cents. And this is uh [2:37:39, 2:37:40]: Mm. [2:37:41, 2:38:01]: Good evening, Mr. Mayor and Council. We come tonight asking Mayor and Council to approve the 2023 LMEG list of resurfacing. It's approximately 4.66 miles of roads within the city limits of Stockbridge. Roads should be resurfaced in the Summer Hill subdivision. [2:38:01, 2:38:21]: The Summit, Windsong, the Wingate, Enclave, Brentwood, Bay Court, Appleton, Magnolias, North Bridge Station, and Monarch Village. The city has had a goal of resurfacing approximately five miles of road per year. The city currently has 105 miles of road. [2:38:21, 2:38:41]: With this resurfacing project, we'd been on completed over forty-eight miles of resurfacing, which is about forty-eight percent of the city's road. So we want to make sure that we stay ahead of the game when it comes to resurfacing. Our goal is within 12 years to be done resurface every road way within the city limits of Stockbridge. And we're well on our way to [2:38:40, 2:39:00]: Attaining that goal. So we're coming tonight asking that you approve us to be ahead of the game so that we go ahead and get our 2023 LMIG project started. East Coast Grading is the vendor, the lowest bidder. They did our 2021 LMIG, they did an excellent job with it. So we're just asking Mayor and Council to allow us to. [2:39:00, 2:39:03]: move forward with the twenty twenty three L me list. [2:39:04, 2:39:06]: Thank you. Question. Mr. Blount, go ahead, please. [2:39:06, 2:39:26]: Thank you, Ms. Aaron. This is the same list that you have given us before. You just you just have a vendor now and this and and you now got these amounts. Is that correct? Yes, sir. This is the list you approved several months ago, and now this is the vendor that Yeah. Um with that mayor, I I would uh suggest I would motion that we approve. [2:39:26, 2:39:33]: Okay. I second. Any further questions? Go ahead, please. [2:39:34, 2:39:43]: So Mr. Aaron, uh uh obviously they've been doing some paving around town. So in the follow up they have done the paving, but there's no striping on the road at all. [2:39:45, 2:40:05]: Well typically you give the roads between two to four weeks to cure the asphalt and then you come back and do the striping. They're not finished yet. So they're just waiting on the roads to cure and then they'll come back and do the strip. My my subdivision was paid like last year. So it's still not striped yet. It does does no because if you're driving on the road I mean [2:40:04, 2:40:15]: somebody who was unaware, there's some striping right there at the stop sign, but there's no striping down the road for to to indicate what side you need to stay on. [2:40:15, 2:40:27]: Well I'll follow up with the vendor'cause we do have someone coming in to do the striping for the twenty twenty one and twenty twenty two L Mig, then uh I'll follow up with the vendor as to why that road didn't get striped when it was resurfaced. [2:40:27, 2:40:47]: And then a follow-up question to that now. While we're doing this, obviously we get the sale make money out in terms of securing additional funding for the inf and all that money that's out there. What what what what is uh your involvement in uh securing additional funding? Because we we try to pave as many streets as we possibly can. We've done a good [2:40:47, 2:41:07]: Good job. But is there is there any additional funding that you're gonna be able to secure through grants or with G Dot? Where is I know the I know the govern I know what the state got like uh uh like what what forty or fifty bil billion a bit billion dollars. Right. Uh I mean they got some additional I don't no don't don't quote me on that number, but they [2:41:07, 2:41:13]: They got like billions of dollars another set, uh maybe about three or four months ago. [2:41:14, 2:41:31]: We're we're in constant conversation with Miss Russell. We're researching all possible grant opportunities for infrastructure improvements. We want to take advantage of whatever money is available to us. So Miss Russell is researching that for us. As I say we have conversations weekly about grant opportunities. [2:41:31, 2:41:51]: Is there anything in particular that you can single out to say, well this one is in process or you we you we've applied for that? Not off the top of my head. I can't, but I know there was an email about the Federal Highway Administration, some grants that came down. We're looking into that. The application is due uh as I recall in October. [2:41:51, 2:41:53]: So we're working on that. [2:41:54, 2:42:00]: Yeah, that came from Congressman Scott's office, yeah. Okay. Certainly wanted to say I'm glad you said that'cause it's we certain [2:42:03, 2:42:18]: Yes, and we're in constant contact. Whatever money that's available, we're looking on every rock and stone to try to find funding for the city because it it benefits us the money that we're able to receive outside of what the city allocates to budgets and spas. [2:42:20, 2:42:26]: Representatives, all we ever hear is over and over again, when is my street gonna be paved? So thank you. [2:42:26, 2:42:40]: Ms. Gantt you got something? No. Okay, anybody else any comments? Okay, motion has been made. It's been a second. All favor, please indicate. Okay, and uh okay, it's four four zero. Uh Mr. Potem has stepped out. [2:42:41, 2:42:45]: Okay. Motion passed, sir. Thank you. Thank you very much. Okay. [2:42:45, 2:43:05]: Well we have next um uh comments on obviously ladies and gentlemen, we're still in a pandemic and um so ye yeah and I would imagine if we've been through this about two and a half years now. And so we just gotta continue to be vigilant and uh I encourage everybody to not only get your first and second vaccination, but now the city says you need to get your second booster. So hopefully you'll you'll be doing that. [2:43:05, 2:43:25]: And this aspect, and uh obviously here we made some changes here in the in our public buildings for the city of Stockbridge where employees are authorized and have to wear the masks at all times, and then of course the public comes in and is optional for the public when you come in in the buildings as well. So on that note, you can get a boots a shot, uh you get shots. [2:43:25, 2:43:45]: Shots uh uh flies from Moderna Pump almost anywhere in in the in the county.
