Basically we just want to be able to give the public an update on what we're doing. Let them know that we're going through the process of reviewing it and uh so they understand that we um we're in the loop and we're [0:15:07, 0:15:18]: actually reviewing the process because there's a lot of concern that uh the city was caught off. That's a very long motion. Did you the topic is is Candle Roads, is what you wanna do. All right. Is there a second to that motion? [0:15:18, 0:15:24]: I second. [0:16:19, 0:16:24]: Uh that would be uh it would be uh yeah, it's number thirteen, presentation. [0:16:24, 0:16:31]: All right. Mayor? Yes, Mayor. I uh move that we remove item number thirteen from the agenda. Okay, is there a second to that motion? [0:16:31, 0:16:34]: Second. Okay, Ms. Alzheimer's second. All favor, please indicate. [0:16:36, 0:16:37]: Uh the second was Mr. Alexander. [0:16:37, 0:16:39]: Okay, all fair please indicate. [0:16:40, 0:17:00]: Unanimous decision. Okay, it is removed. All right. Uh since that is out, we already approved the rest of the uh the other agenda. Okay, so on that note, review the minutes, draft minutes from the uh council meeting on December twelfth and also the dra uh the council work session minutes on the twentieth. Review those. [0:17:38, 0:17:46]: Okay. Okay. You good? All right. I need a motion now to reconvene our our work session. Council work session, please. So moved. Ms. Gantt, second. [0:17:47, 0:17:49]: Ms. Barmer second that. Okay, all in favor, please indicate. [0:17:50, 0:17:57]: All right, ladies and gentlemen, from the executive session there are a couple items we'll mention during the course of the agenda the and that this aspect, so we'll stand stand [0:17:58, 0:18:02]: Tune for that as well. On that note we're gonna move on uh with the [0:18:03, 0:18:04]: Council discussion. [0:18:04, 0:18:07]: Well, excuse me if I back up a second, I'm on the wrong page, right? [0:18:08, 0:18:09]: Alrighty. [0:18:09, 0:18:11]: Old business, old business. [0:18:12, 0:18:32]: Council consideration to approve T Mobile five-year lease renewal at forty six seventeen North Henry Boulevard, million uh gallon water tank at the rate of three thousand five hundred uh dollars per month as a lease uh license fee, partial calendar year for to be prorated in advance by the fifth day of each calendar. [0:18:31, 0:18:42]: month. Therefore, notwithstanding any of the contrary in the lease, the lease fee will escalate by fifteen percent of the first day of each renewal year. Mr. Aaron, please. Yes, Mr. Mayor and Council. [0:18:43, 0:19:03]: For the past several months, staff has been contacting uh municipalities to try to find out what they're receiving and rental fees for the use of their storage tanks and we've been unable to gather any information. Everybody we call has not responded or they don't know who or how much [0:19:03, 0:19:23]: They receive. We also asked the provider, they were they would not provide us with that information because I'm pretty sure they don't want us to know what others are paying. So they're currently paying thirty-five hundred dollars a month to lease space on the water tower. So I would suggest that we make a counteroffer to them. [0:19:23, 0:19:32]: And you know, the contract expires in February. We just make a counter offer say we think it's worth more than thirty five hundred dollars. What's the recommendation, sir? [0:19:33, 0:19:42]: I I would just suggest me and the city manager can have a conversation with the with the uh leasing agent. [0:19:42, 0:19:55]: Okay, so you don't want us to vote on this n this evening then? If if you would like just uh put a figure in there that we would take no less than X amount, then we do that as well. [0:19:55, 0:20:00]: Uh ms uh Mr Gardner, sir you have any ideas of what this this amount should be? [0:20:02, 0:20:02]: You wanna come to [0:20:04, 0:20:24]: Oh really? Up to all right. All right. Hold on. Okay. Anything else, Mr. Mr. Aaron right now? It's it's just been difficult to try to find this information. We've called Hampton, we've called Fairbank, we've called McDonald, Locust Grove, uh Heron County Water Authority, we've called Fayetteville. [0:20:24, 0:20:37]: And Union City as well to try to gather that information, but we have been unable to gather information as to what they're receiving for rental fees. All right, thanks. Council, any questions, concerns, Mr. Aaron? Yeah. Go right ahead, Mr. Blount. [0:20:38, 0:20:57]: I think any figures or numbers that need to be discussed, those things should be just discussed, embedded and brought back to us rather than we just throwing out random numbers like this. Because, you know, negotiation, negotiations. All right. Nothing uh this doesn't change that process, does it? [0:20:59, 0:20:59]: Mm. [0:21:00, 0:21:06]: I guess not then comments there, Aaron or Gardner on that last question about changing negotiations. [0:21:07, 0:21:12]: I guess not. M uh go ahead, Miss Gantt. Thank you. That step. Go ahead, Ms. Gantt. Okay. [0:21:12, 0:21:13]: Do we have a [0:21:15, 0:21:16]: Previous contract? [0:21:16, 0:21:31]: Yes, the previous contract was for thirty five hundred dollars a month, so that's what they've been paying the city for that rental on a monthly basis. And then it said is so is that previous contract that states that it will escalate fifteen percent on renewal day [0:21:31, 0:21:41]: Was that th from the original contract agreement? W that's what I assume. But from talking with the agent that's representing them as that [0:21:41, 0:21:50]: you know, she suggested, well, the city can come back to us and saying what they want or what they would recommend. So [0:21:50, 0:21:58]: So based off of the old agreement, if we were new, based off of their what we had in the old agreement with an additional fifteen percent increase [0:22:00, 0:22:17]: Um, I guess what you're saying is you wanna make sure that the numbers are right. I would hold off on voting on anything. I think we should table the I think we should continue this and see if you can find some answers to make sure that that fifteen percent increase based off of the old contract is within reason. If not [0:22:18, 0:22:24]: If it's way out of the ballpark and we need to increase more, then that's something we need to consider. But I don't wanna shoot ourselves in the foot either. [0:22:24, 0:22:44]: So the contract expires in the end of February. So or do we go month to month and allow them to continue paying what they're paying while we're trying to find out, like I say, it's it's just been extremely difficult when talking to other municipalities to find out exactly what they're receiving in payments for the rental space. [0:22:44, 0:22:49]: Mirror. So this is Opa Records with that, right? I mean, like the other [0:22:50, 0:22:58]: clerks and other uh jurisdictions, other cities and municipalities should have that information somewhere accessible. [0:22:58, 0:22:59]: Somewhere. [0:23:00, 0:23:04]: Is it not on their municode? Did we do a search or anything of that nature? [0:23:04, 0:23:22]: Every every avenue I've tried, I have not been able to gather information. It's like you get bounced from person to person. Oh, this person handles it, you talk to that person. No, I'm not the one that handles it. But I know that they're receiving rental fees for the space on their water towers. [0:23:22, 0:23:23]: Okay. All right. [0:23:23, 0:23:35]: Mr. Alexander, go ahead, please. Yeah, my question would be me, it's just basically our water tower is serving as a cell phone tower. Yes. [0:23:35, 0:23:53]: So, I mean, it's pretty consistent. What are they paying for the their position on all of the cell phone tower, not just the cell phone towers on top of a water tower? Because basically we're playing the same role. So what does ATT or Verizon or whomever pay to be on? [0:23:54, 0:24:08]: a cell phone tower anywhere in Metro Atlanta would give us a number that we could compare it to. Now maybe they're getting out they're probably getting out on the cheat because we're saying, well it's just our water tower. But in effect it's just another one of their cell towers. [0:24:10, 0:24:30]: So the agent we've been speaking with every time we ask them for that information, they have not provided the same thing. I'm just saying we we we we don't need to go to the agent. We need to go to the providers or their or a broker who works these deals out for these cell phone companies. Somebody out there knows what Verizon is paying to go on a cell tower. [0:24:30, 0:24:44]: Somebody knows. Mr. Can we ask Mr. City Manager or maybe the Economic Development Director to assist you? Somebody knows what these companies are paying to go on A cell phone tower in Metro Atlanta. Somebody knows. We just gotta find out. [0:24:45, 0:24:48]: Mr. Gardner, so might you assist us? [0:24:50, 0:24:52]: We'll bring this back at the March meeting then. [0:24:53, 0:25:13]: Yeah, if you do that, then obviously you're saying that uh we have to go month by month. Is that what it amounts to? I I would assume they wouldn't want to pay us the thirty-five hundred dollars. Right. Since we hadn't made a decision. Yes. So you all understand that I I suppose that's certainly until we get it. I mean, we can make it retroactive to the day if we want to, because they won't they not gonna give up their [0:25:13, 0:25:19]: their cell phone access because they gotta build a whole nother tower if they do. So trust me, it's worth a minute. [0:25:20, 0:25:27]: Mm. Mayor. Yes, sir. Go ahead, please. Well one of the things when you you you talk about open meetings and open record stuff and all is what [0:25:27, 0:25:30]: If if you get the information prior to [0:25:31, 0:25:34]: the next council meeting which should be a you should be able to get. [0:25:35, 0:25:39]: An email showing us what estimates are across the state of Georgia. [0:25:40, 0:25:41]: On sail towers, that's [0:25:42, 0:25:47]: That's just sending us information. We're not making the decision by getting information. [0:25:47, 0:25:50]: And if we get that information, we can make a sound decision. [0:25:50, 0:25:54]: At the next council meeting wouldn't have to wait to February the e the end of February. [0:25:54, 0:26:02]: And uh and if we do that, then everything will still be in line. We don't have to do month by month. We just tell'em with the contractually what we need them to do. [0:26:03, 0:26:05]: The next scheduled council meeting is actually february thirteenth. [0:26:08, 0:26:10]: Yes, sir, some additional information here? [0:26:11, 0:26:22]: Um, he was just showing me what's what's the average annual rate is about forty five thousand dollars a year. So we're at thirty we're about forty f yeah. [0:26:22, 0:26:25]: So the axeum for five thousand dollars wouldn't be [0:26:25, 0:26:31]: Wouldn't wouldn't be out of the question. I think the average is the average bumpy average is right around forty four hundred. [0:26:33, 0:26:37]: All right. So right now we're at thirty something hundred. Thirty five hundred. Thirty five hundred. [0:26:38, 0:26:53]: That's why I said five thousand dollars'cause it's typically in that area right now. All right. So on no knowing that information, uh counsel, you wanna m um vo vote this in now or you just wanna go ahead and wait and do some additional research here? As she desires. [0:26:54, 0:26:59]: This is this for a year would put us what, around forty two thousand. [0:27:00, 0:27:11]: It's the average that's what they said it. This rate that's on this on the agenda, it was put us around forty two thousand for the year. Yes. And if the average rate is forty forty five forty five. [0:27:13, 0:27:22]: I mean it's up to this council, they're ready to make that decision. Well, that's what I said. Sir, I I mean I would I would go with the five thousand, up to five thousand and then let the staff work it out. [0:27:23, 0:27:43]: All right. Anybody else? Now put a motion in the floor then please in reference to that. Do we need a motion? Yes, uh based on the city manager's recommendation on the average cost, we'll authorize staff to up to five thousand dollars to negotiate the terms of uh allowing this cell tower to go on the water tower in Stockbridge. [0:27:43, 0:27:47]: Second. Um Ms. Gantt, second in all favor, please indicate. [0:27:49, 0:27:53]: Opposed? Abstain? This is okay, so that's four zero one. [0:27:53, 0:27:57]: Okay. Thank you very much. Thank you, Mr. Aaron. Okay. [0:28:01, 0:28:17]: Okay, council consideration approved the youth council use of the Moral Matters Conference Center lower level to allow the youth council to hold its um retreat either on February twenty fourth of twenty twenty three or march fourth of twenty twenty three from eight AM to five P. M. Presented by Dr. Gardeen. [0:28:17, 0:28:37]: The new chair. Yes. Good evening to you. Go ahead, please. Mayor and Council. Um, so annually, the Stockbridge Youth Council, we hold a retreat for team building um for the youth council as well as advisory, but it's mainly for the youth council. Um this year we voted in um five new members, so we would [0:28:37, 0:28:57]: Like to um the the we would integrate them into the retreat to share as well. Um the purpose of the retreat is like I said, team building, but we also go over the bylaws, the code of conduct, so you know everybody will know it's be on the same same sheet of music. So we requested two dates. Um we got with Miss Randy Rawls, who's out liaison. [0:28:57, 0:29:07]: on and she did say that both dates was available, but our first choice is the twenty fourth of February. So if we can stick with that date, we'd w we would really appreciate. [0:29:07, 0:29:27]: Using the um basement of the mayor manor. Okay, questions council or motion. Mayor. Yes, ma'am, go ahead please. I move that we approve the um youth council's use of the uh Merrill Manners facility um for the um on the twenty fourth of February. Yes for the retreat. All right, Mr. second. [0:29:27, 0:29:29]: that uh all in favor please indicate [0:29:30, 0:29:33]: Navy Sization, thank you very much. Thank you all very much. Thank you for waiting. [0:29:34, 0:29:41]: And by the way, outstanding that the cities united. You all did outstanding you had a great time. Did a great thing with those kids there. Appreciate it. [0:29:43, 0:30:03]: Council consideration and approved the award for a fixed contract to the lowest responsive, responsible bidder, Ferguson Enterprises LLC, DBA, Ferguson Waterworks. Invitation to bid ITB number 2022-0018. For the city of Stockbridge, 2021, Water Service Line Replace. [0:30:03, 0:30:17]: investments uh material in the total amount of uh$102 million five hundred and twelve dollars and ninety-eight cents. Excuse me one hundred and twelve thousand five hundred and twelve dollars and ninety eight cents. The funding source is a SPLOS five presented by Mr. Aaron please. [0:30:17, 0:30:37]: Yes, Mr. Mayor and Council. Staff is coming before you tonight to ask for approval to purchase these items to do a uh water service line project. Uh ever since I've been here, we've had issues with leaking water service, especially in the uh Willow Springs subdivision, the developer used substandards. [0:30:37, 0:30:57]: uh service line material when it was installed so we're constantly uh repairing water leaks over there having to cut the road and things like that so what we're doing is we had bidded this project out previously and it was extremely expensive so we decided to go a different route which was to purchase material [0:30:57, 0:31:04]: material and then just bid out the labor portion to install or replace these services. And so that's what we're coming for. [0:31:05, 0:31:09]: for tonight it'll be over five hundred water services that we'll have to replace. [0:31:10, 0:31:17]: Okay, thank you. Council, any questions for Mr. Aaron about this? If not any motion to accept the proposal. [0:31:18, 0:31:37]: Mayor. Yes, ma'am. I move that we app approve the invitation to bid number twenty twenty two dash zero zero one eight city of Stockbridge twenty twenty one water service line replacement materials. All right, thank you. Uh Miss Barber second that motion. Ms. Gantt, thank you. All right, all in favor, please indicate. [0:31:50, 0:32:01]: Even the mayor council. I'm probably messed up the last thing. How's what's the proper pronunciation? It's Kalish. Nobody gets it right. I'll get it right. No problem. Kalish. All right, go ahead, sir. [0:32:02, 0:32:12]: Uh good evening, Mayor and Council. Uh police department is um asking the uh city council's approval of uh amended list of roadways. [0:32:13, 0:32:19]: Uh city council uh approved last year on April twenty sixth resolution R twenty two fourteen fifty one. [0:32:20, 0:32:28]: For uh approving a list of roadways for speed detection for law enforcement with the annexation. That obviously that list of roadways has grown. [0:32:28, 0:32:34]: Um you have been provided the additional list of roadways for just seeking council's approval on the full list. [0:32:35, 0:32:38]: Thank you. Council, any questions for uh Major Kalish? [0:32:39, 0:32:39]: No. [0:32:40, 0:32:41]: Yes, ma'am. Go ahead, Ms. Barber. [0:32:42, 0:32:46]: Okay, I'm looking at all of the rows that's on this list. [0:32:48, 0:32:52]: How do I know which ones are the newly added roads? Is it [0:32:52, 0:32:54]: On page one of four. [0:32:56, 0:33:15]: Uh, the roles that we originally approved. But which ones were so on the top of the original uh the original resolution from last year it says uh revised December twenty twenty. You see that that's the initial list. The new list says on the top revised twenty uh September twenty twenty two. [0:33:20, 0:33:27]: I think it's also marked with number one uh zero one two three dash one five one S at the top right corner. [0:33:28, 0:33:30]: Closer to the back, last two pages. [0:33:31, 0:33:33]: Got it. Three pages, two or three pages. [0:33:36, 0:33:48]: Now I was um one really quick question. Sure. So I see um several of the major corridors that are in my district. The only one that I don't see is Bally Hill Road. [0:33:51, 0:33:57]: So so I I I apologize, I'm having trouble hearing you. But what what I can say for the list of roadways is not every [0:33:58, 0:34:14]: um foot of every road roadway is approved, it has to be granted by Department of Transportation based upon um site visibility and grade. So if there's only a small portion and there's not five hundred feet of visibility, it will not be approved to run uh radar or LIDAR in that area. [0:34:14, 0:34:16]: Gotcha. Thank you. You're welcome. [0:34:17, 0:34:19]: Any other questions, Council? Remajor Calish. [0:34:21, 0:34:37]: If not, then I need a motion to accept the proposal. Mayor. Yes, ma'am. I move that we um approve and amend it all the look list of roadways for use of speed detection devices. All right, thank you very much. Ms. Barber seconded that. All in favor, please indicate. Unanimous decision. Thank you very much. Okay. [0:34:39, 0:34:52]: Council consideration to approve tasers and body worn cameras, the cost of the purchase of ten additional tasers at thirty six thousand dollars and the cost of the purchase of ten additional body worn worn cameras. [0:34:53, 0:35:12]: At thirty thousand eight hundred and twenty um dollars. The total cost of items is sixty six eight twenty. The city has approved these items as part of the two thousand twenty three capital improvement plan budget for the police department. Presented once again by Major Kalish and uh Chief Framer. Thank you. Go ahead, please. [0:35:13, 0:35:33]: Thank thank you, Mayor and Council. Uh as you're aware, the city's grown with the annexation. We've added uh uh in the process of adding ten additional positions uh with the grant funding, the Department of Justice grant funding for the ten additional police officers, the police department seeking approval um for the additional uh tasers and body worn cameras. [0:35:33, 0:35:43]: uh as previously mentioned has been um voted on approved in the capital budget it's been vetted by uh legal this is a uh sole source and a um [0:35:44, 0:35:45]: Um [0:35:46, 0:35:47]: Under state contract as well. [0:35:48, 0:35:50]: Okay. Questions, council? [0:35:51, 0:36:03]: No questions on any motion then accepted. Ms. Barber, go ahead please. It's all moved. Okay, is there a second? Sir. Mr. Alzana second. That all in favor, please indicate. She now's decision. Thank you very much. [0:36:06, 0:36:26]: Council consideration to approve the purchase of eleven portable two-way radios for the city of Stockbridge Police Department. The cost of the purchase of eleven additional portable radios, sixty-eight thousand three hundred and forty-five dollars and seventy-five cents. City has approved these as part of the twenty twenty-three capital budget presented by once again Major Kalish. [0:36:26, 0:36:46]: G Tremor. Go ahead, please. Thank you, sir. Uh again with the addition of the ten additional officers, it's necessary for us to purchase the eleven portable radios. Um, as you mentioned, the total cost is sixty-eight thousand three hundred and forty-five dollars and seventy-five cents. It's also a uh sole source vendor under state contract as well in [0:36:46, 0:36:49]: uh approved uh is under [0:36:49, 0:36:53]: uh the amount approved by city council in the capital uh [0:36:54, 0:36:54]: But [0:36:55, 0:36:59]: Thank you. Questions? At all council. You have no questions. I need a motion, please. [0:37:01, 0:37:11]: Okay, uh Mr. Blount so move that. Is there a second? I second. Okay. Okay, Ms. Gantt, second that. All in favor, please indicate. She unavouned the decision. Thank you very much. [0:37:13, 0:37:33]: Okay. A council consideration approved the purchase of twelve police vehicles for the city of Stark Bridge Police Department under Georgia State contract nine nine nine nine-001-spd zero zero zero zero one eight three-zero zero zero six. The city has approved the capital expenditure of seven seven hundred ninety-four [0:37:33, 0:37:53]: four thousand dollars for police vehicles and assorted emergency equipment in the twenty twenty three budget. Once again, Mayor Calish and actually I'll be presenting. Sir I'll I'll be presenting this and the reason being is um there's actually a [0:37:53, 0:38:13]: A modification to what was originally proposed. The amount requested initially for the 10 vehicles was$752, uh$816. What we didn't realize until after all this had been presented to council is that the cost of the police radios were not included within that. [0:38:13, 0:38:14]: Um [0:38:14, 0:38:28]: amount and so I do have and I can provide you all with copies of the um modified uh quotes that include the police radios. The police radios are uh five thousand five hundred uh [0:38:28, 0:38:48]: And forty-six dollars and seventy-one cents each, which uh brings the grand total to thirty-eight thousand eight hundred and twenty-seven dollars uh for the uh patrol vehicles. And um it increases the amount that we originally were requesting for the purchase of those twelve additional vehicles from seven hundred and fifty-two thousand eight hundred and sixteen dollars to seven hundred. [0:38:48, 0:39:08]: I will point out, however, that the$791,643 is under the$794,000 that was approved in the capital budget for the procurement of police vehicles, emergency equipment, computers associated with [0:39:08, 0:39:21]: With those vehicles along with the mobile radios uh inside those cars. And so we'd be asking for the council's approval uh to purchase those twelve additional vehicles so that we can outfit the ten additional officers that we are in the process of onboarding. [0:39:22, 0:39:25]: And the total amount once again seven ninety one, six forty three. [0:39:26, 0:39:45]: Seven ninety one six forty three. That's correct, sir. And this too has been vetted by legal counsel. Okay. Uh we will be pr uh procuring these vehicles through Wade Court Ford, who was awarded the state contract, and we referenced the state contract number um in this request. Okay. Counsel any questions for the chief? Yes. Uh m Miss Barber. [0:39:45, 0:39:46]: Oh you saw him. [0:39:47, 0:40:07]: I'm sorry. I thought you raised your hand. Okay. Okay, go ahead. Uh well I had uh Ms. Tramer, we talked about this and I think you know where I'm going. And um in terms of are there any EV vehicles available for the police department in terms of where we are on these contracts as we move toward um being more involved? [0:40:06, 0:40:15]: Environmentally friendly, and the city at some point would start to move toward purchasing uh EV vehicles in the fleet. [0:40:16, 0:40:32]: You know, we we would love to do that honestly. Um we have pr we have inquired about that. We looked at this as a matter of fact last year. Uh w unfortunately there are only a few vehicles that are on the market uh that are approved for police usage. Uh one of those vehicles is the mock the uh m the Ford Mustang Mach E. [0:40:33, 0:40:53]: Um is a point of comparison. We're spending we're paying about$40,000 for the the vehicles that we're acquiring now. Those are around$58,000, so$18,000 difference in each of those vehicles. The price is still a little high there. And I will point out that no no there are not many agencies that are using these vehicles for patrol purposes. [0:40:53, 0:41:13]: These vehicles are typically assigned to the administrative division for administrative purposes. The battery life on these vehicles is about 200 miles on a full charge with a battery. And our officers in patrolling 12-hour shifts are patrolling about 75 to 100 miles per shift. And if we use the extremes on the take, [0:41:13, 0:41:32]: Take home policy. So 35 miles home, 35 miles to work, we're looking at about 170 miles, which is putting us on the fringe of the usage of that vehicle. And then furthermore, uh with all the emergency equipment, uh, that has a tendency to drain the battery a little more. So I think that we're getting there. There's actually um in the um [0:41:32, 0:41:41]: Uh the future there are uh some some options that are becoming available that are more specific to uh the patrol function, but um [0:41:42, 0:41:48]: You know, for purposes of it right now, I guess go back to answer your question. We're looking at a six month lead time to acquire an emergency vehicle, and obviously [0:41:49, 0:41:55]: With us now being fully responsible for the additional eight thousand residents, the additional patrol area. Um [0:41:55, 0:42:15]: Uh that that's that that's a long time to wait to procure those administrative vehicles uh for our our our team members. Do you have any is this exhausting the full budget uh for vehicles this year or might there be an additional purpose purchase that could come up? Because from what I understand there is uh grant money. [0:42:15, 0:42:35]: money, lots of it available to purchase EV vehicles below$100,000. So there's been a big push from the state side and the federal side to assist in getting EV vehicles out to the community and there's subsidies available right now to buy them. So is does this exhaust the budget? [0:42:34, 0:42:50]: Or might there be some a look at and I know the new ones have a more range of uh maybe about three hundred miles. Yeah. Um as it relates to exhausting the budget, I would say yes because as was presented, we're we' the we budgeted seven hundred ninety four thousand dollars. We're at seven ninety one right now. [0:42:51, 0:42:56]: So anything over that's gonna take us over the budget, we certainly could, you know, e explore that, but [0:42:56, 0:42:57]: Again [0:42:57, 0:43:06]: It's not that we're verse to it and and just so you know, too, the vehicles that we're procuring are an eco boost, and so um they are a uh a hybrid model vehicle. [0:43:06, 0:43:19]: that has uh on average a thirty to forty percent savings in fuel economy. And so uh th they are there is a less of an impact on the uh environment with the vehicles that we're procuring. Um but uh [0:43:20, 0:43:40]: You know, as it relates to the grant funding, I really can't speak to that. I've not heard of anything. Uh while there may be some opportunities that's something we would have to do some research and and uh explore because I'm not aware of anything for law enforcement specifically. Well certainly as we go forward uh on the next round, I certainly would like to see us move forward with some uh E V vehicles in terms of [0:43:40, 0:44:00]: The police department, public works, and all of these because you know I was talking to an EV user the other day. She said she spends fifteen dollars a month charging a car versus two hundred and fifty dollars a month for or two hundred dollars a month for fuel. So that's something that we want to look at in terms of overall savings for us, as you say, maybe [0:44:00, 0:44:10]: maybe in the administrative side or other areas. So imagine that. Instead of two hundred and fifty dollars or three hundred dollars a month for vehicle, you're looking at twenty dollar electric charge. [0:44:11, 0:44:18]: All right. Ms. Barber. I wanted to ask, um, are there not any ARPA phones that are available? [0:44:19, 0:44:20]: For this purchase. [0:44:21, 0:44:26]: I couldn't speak to that and we were it's gonna go like a profile we if we were just [0:44:27, 0:44:29]: Gotcha. Thank you. Miss Gett. [0:44:29, 0:44:31]: The uh vehicles uh [0:44:31, 0:44:40]: I noticed they were gonna be purchased from Wade Ford Company. Is that because they're uh that's the place that sells those particular specialized vehicles? [0:44:41, 0:44:52]: Is that a reason? Well, they were awarded the uh the the state contract for Georgia for uh the police interceptor uh sports utility vehicles that we're procuring, so that's why we're purchasing through uh through Wade Ford. [0:44:52, 0:44:53]: Okay. [0:44:54, 0:45:00]: Any questions for fine police department? No. Good? We need a motion to accept this proposal, please. So move. [0:45:01, 0:45:21]: I'll give Ms. Barber. All right, how about a second? Ms. Alzan? Ms. Alzheimer's a second. All in favor, please indicate. All righty. Unanimous season. Thank you, gentlemen. Appreciate it. Okay. Thank you, Victor. Thank you. Okay. Let's see here. Okay. Council consideration appoint members of the youth council advisory committee. It says uh [0:45:20, 0:45:26]: um well it says Mr Washington here, but I know after discussion, Miss Gann is gonna take this here. [0:45:26, 0:45:40]: Mayor, I move that we um approve uh the the appointment of Deanna Williams and Thomas Smith for the Youth Council Advisory Committee. Okay. Um um and Mr. Blount second that all in favor please indicate. [0:45:41, 0:45:43]: Thank you, United City. Outstanding. [0:45:43, 0:45:44]: All right. [0:45:44, 0:45:47]: Council consideration appoint member to downtown dilemma authority. [0:45:47, 0:46:05]: Uh once again, Mr. Alexander, please. Yes, Mayor, I want to nominate um Robert Anderson for the position of uh Downtown Development Authority Board Member. Is there a second? Mr. Blount second down again. All in favor, please indicate. Thank you very much. Unanimous decision. All right. [0:46:05, 0:46:15]: And we had added to the agenda a resolution. And um on that note uh for that resolution, I wanna bring it to uh Mr. Thomas for your comments, please. [0:46:16, 0:46:17]: Thank you, Mayor. [0:46:19, 0:46:31]: Last week during the uh Cities United Summit, uh several of the uh Stockbridge Council members met with uh some of the Henry County delegation. [0:46:31, 0:46:35]: А і спецификли Сенатор Іманюс. [0:46:36, 0:46:38]: Uh during that discussion [0:46:38, 0:46:40]: A request was made. [0:46:41, 0:46:41]: Two [0:46:42, 0:46:46]: Uh, Senator Jones and men of the other delegation members. [0:46:46, 0:46:48]: to assist the set of stock bridge in [0:46:49, 0:46:59]: and identifying uh grants that may be used for funding the uh cultural arts facility. [0:47:00, 0:47:01]: So um [0:47:02, 0:47:03]: Attorney [0:47:04, 0:47:05]: Berry. [0:47:05, 0:47:18]: um has a resolution that he would like to read um in in favor of uh us making that request. So mayor if you would no no problem sir appreciate it. Mr Berry sir. [0:47:20, 0:47:21]: Because he hit [0:47:21, 0:47:25]: Yeah, yeah, if if he if needs uh if he needs to come to the front, please. Appreciate it. Okay. [0:47:30, 0:47:31]: Thank you. [0:47:32, 0:47:41]: Good afternoon, Mayor Council. And before before Mr. Berry start, I also wanted to let everyone know that one of the things I'm working on for any council members that are headed up to NLC. [0:47:42, 0:47:44]: Is setting up meetings with our delegation. [0:47:45, 0:48:05]: Um our federal delegation up there to talk about some things that we need down here at the city of Stockbridge and also to thank them for some of the awards we've gotten, especially as related to the police department. So I'm trying to set those meetings up with myself and whoever's going up to to meet with um Congressman Scott and um [0:48:05, 0:48:08]: uh w Senator Warner can um us off. [0:48:08, 0:48:10]: Fantastic. Thank you, sir. Appreciate that. [0:48:12, 0:48:32]: Mr. Berry, sir. Thank you, Mayor. Uh Pro Tem. Uh do you want me to read the entire resolution or just the what the resolution actually does in this instance or what's uh the the point here is to uh ask the state legislative delegation and the federal delegation of Congress to to try and identify state and federal sources of funding. [0:48:32, 0:48:35]: And they can be used for the cultural arts and or [0:48:35, 0:48:41]: Can you speak into the microphone, please? Sure. Thank you. Sorry about that. Do you need me to repeat what I said or not? [0:48:42, 0:48:48]: The the point of the resolution and I I can read the entire resolution. Yeah, please why don't you do that, sir? Put it in the record, that way we we're clear. [0:48:49, 0:48:51]: Testing my reading skills, right? Yeah, absolutely. [0:48:51, 0:48:53]: Don't let it be too long. [0:48:54, 0:48:58]: Uh well I'll pick up the where's the city count? St stand by stand by Mr. Gary. [0:48:59, 0:49:17]: Y I guess you all a a quick synopsis of what this says, it'll be fine with you all. Is that what it might okay. Give us a excuse. This is a resolution respectfully requesting that the um [0:49:18, 0:49:20]: The delegation [0:49:20, 0:49:30]: At the Georgia General Assembly and the US Federal Congressional Delegation helped identify state and federal sources of funding that can be used for the Cultural Arts Center. [0:49:31, 0:49:50]: All right. Thank you, sir. Is there a motion to accept this uh resolution? Mayor. I second. Okay. Okay. I'm giving it to Mr. Blount, okay? And Miss Ms. Gantt second that. All in favor, please indicate. What real quick, I just one comment. If I could really quick. Oh, I thought you said something. [0:49:51, 0:49:53]: Oh okay, after I choose okay stand by, stand by, excuse me. [0:49:54, 0:50:04]: All right. Oh listen to regroup. Uh stand by Mr. Alexander. Okay, mister go ahead, uh Mr. Thomas, I'm sorry. Well I I I think I motioned to accept it. [0:50:04, 0:50:24]: Okay. Well that's why we can still have conversation after after we get seconded. You motion to to accept it. Okay. Is there a second? You second. Ms. Gatsek. Conversation, discussion, please. Yes, I just wanted to say that you know we had uh thank GMA for uh bringing us to the Capitol. Right. And I want to thank uh Senator Emmanuel Jones. He said that he is the [0:50:24, 0:50:38]: He's the chairman of the MLK Junior uh committee at the state capitol and uh he had requested that we send this in during our conversation. Right. So certainly uh we want to do that and uh we wanna thank him for leading the delegation. [0:50:38, 0:50:51]: Absolutely, absolutely. Okay. Any other comments? Miss Barber Guay, please. Yes. Um in regards to Mr. Gardner, who spoke about our uh meeting with Senators Scott. [0:50:51, 0:50:56]: Can I ask for a friendly amendment to that to include the youth and senior center? [0:50:57, 0:51:03]: Certainly if they are able to identify some funding for us on the federal level, we need it. [0:51:03, 0:51:11]: Yeah, I wanted to make sure we cast a wide net. Not not just those, but make sure any of the facilities that we need funding we can listen. [0:51:11, 0:51:31]: Okay. Now, uh maybe we need to do two resolutions. Okay. Okay. Senator Jones has specifically asked that we do one project at a time because he did not want it to get bogged down by multiple requests. He did. He did our standards. That's on the state level. Yeah. I'm speaking in regards to the resolutions. Okay. Okay. That's fine. [0:51:32, 0:51:33]: All right. [0:51:33, 0:51:45]: So I would imagine the council's uh it's all right with two re diff separate resolutions for this. Okay. All right. So um on that note, uh do we don't have to amend we don't have to amend the uh the the motion for that. [0:51:46, 0:51:47]: Yeah, question. [0:51:49, 0:52:02]: I think that we test the um legal to draft uh the one and I think I don't know if the language would change any, but I guess it's just a matter of uh direct and legal to [0:52:02, 0:52:06]: draft um a second one for the federal level. [0:52:07, 0:52:27]: Well, I think the second one's for the uh youth senior and youth c um um the first one is for facility cultural arts. One for the cultural art center and one for the youth and youth uh center. Youth and adult center. Uh youth and senior and senior center. Well w hold on. One would be for both of'em to the federal level and then one would be just for the a cultural arts center for the state. [0:52:27, 0:52:39]: All right, then we need to make sure we got the right resolution. I write uh motion for this then. Make sure it's in the record properly. Because I'm not sure whether well, how about this? Miss Miss uh Clerk. [0:52:39, 0:52:42]: What what do you have what do you understand is the most important? [0:52:45, 0:53:05]: Resolution that was presented by Attorney Berry is for the resolution as recommended by Senator Jones to meet with the delegation for the Cultural Arts Center. But there and also City Manager has also requested that. [0:53:05, 0:53:10]: that the governing body whoever attends National League City meets with the elected [0:53:21, 0:53:25]: about federal funding for the [0:53:27, 0:53:28]: That's correct. [0:53:28, 0:53:48]: Okay, the now a couple of things here I wanna mention. The mi information that uh Mr Gardner mentioned, I don't know if that needs to be part of the motion. I don't think that's part of the motion. That's just I don't know if that re necessarily part of the motion. Yeah, that's that's information for us in reference to what he's doing when we go to Last League of Cities. It it will be noted in in the [0:53:48, 0:53:58]: The minutes I would recommend that uh Mr. Berry bring that one to the February thirteenth meeting so that you can adopt that one separately. [0:53:59, 0:54:10]: All right. Now what Ms. Gar um Barber mentioned is a is a so that needs to be added. I think that that's needs to be added to the amendment to the actual motion so we have it clear. [0:54:11, 0:54:15]: She she added that but that but the original motion was by Mr Thomas. [0:54:16, 0:54:28]: I was including it in the notes of the minutes when we have when I That's okay. I can bring forward a second motion and it would only include just federal funding for the youth and senior center. [0:54:29, 0:54:40]: So we'll make it clean. It'll be clean. Okay. So otherwise we're going with one one motion right now. So all in favor of that motion. Okay, point of order. What? [0:54:40, 0:55:00]: I I want to make sure we get this right because it's extremely important. Yeah, understand. If if she's going to do one just for the youth and senior center, then we need to do three. One for the Culture Art Center to the federal government, one to the Cultural Arts Center to the federal government. [0:55:00, 0:55:20]: government and then one to the state government for the cultural arts center. Or we could do both for the federal and the state on one. But otherwise we need to send one to the cult to the federal government for the cultural arts too, not just the um not just the uh youth and senior center. [0:55:21, 0:55:31]: All right, Mr. Garner, you came to the mic. You have some guidance here. I I I think I think uh uh Councilmember Alexander got it. I think when he mentioned it the first time, yes, it's having one specific for our state. [0:55:32, 0:55:40]: That has the Cultural Art Center and a separate one that goes to our federal, it has cultural art center, cultural performance and [0:55:40, 0:55:49]: The boys and girls. And to me, that's two separate motions. So that's two and and t just two resolutions. No. Oh, two resolutions. But but not two separate motions. This one. [0:55:50, 0:55:55]: All right. Well the the original motion was made by you, Mr. Thomas. [0:55:57, 0:55:58]: Talk. [0:55:58, 0:56:00]: So moved. [0:56:00, 0:56:20]: I say I heard something in my ear. Miss Barber's Miss Barber second Miss Barber second that I saw her hand. Oh I thought we'd go back on the but no we I think we had we had amended. No no well go back. That's fine. Miss Barber's second that [0:56:20, 0:56:40]: Amendment on that option. This is hilarious. Okay. All in favor of motion, please indicate. It's important. It's important. Miss Barber seconded. All right. Okay. Okay. We never withdrew the person. Never a dull moment. All right. Uh what we had to add next was it dealing with the [0:56:40, 0:56:47]: The Cannon Road and the zoning to issue in Mr. Berry, based on our conversation earlier with our second session, Mr. Berry, you're gonna address this, please? [0:56:55, 0:56:59]: Um did we skip item number twelve, Mayor? [0:57:00, 0:57:07]: No, I I I added uh the cannon road and the actual zoning issue right behind the resolution piece. Then we go to item number twelve. [0:57:08, 0:57:08]: Okay. [0:57:09, 0:57:10]: That's where I added it. [0:57:10, 0:57:11]: Yeah, we'll boy it, sir. [0:57:12, 0:57:19]: Good evening again, Mayor and Council. Uh I know that this issue has been a a hot topic of concern to to many residents. [0:57:20, 0:57:40]: Um particularly in council member Alexander's district. All I'd like to say at this point, Mayor and Council, is that this issue is under legal review right now, and hopefully we'll be able to provide a more substantive uh review or or advice going forward. But at this point, I think it's best just to say that this is under l legal review at this point. But we do acknowledge the sense of the remote. [0:57:40, 0:57:57]: sensitivity and the concerns of of constituents in the city. Okay. Thank you, sir. Appreciate that. Thank you very much. On that note, uh council consideration on the condition of East Atlanta Road, Mount Zion Parkway, Old Cony's Road, Spivey Road, and Walt Stevens Road. Uh Mr. Dissis Aaron, please. [0:58:03, 0:58:23]: Yes, Mr. Mayor and Council. For the record, I also like to let Council know that I know you probably received as many complaints as we have about the condition of Rock Quarry and North Henry Boulevard. So that is in the process of being repaired. We we were waiting for GDOT to issue us the permits since that is a state road. So as soon as we [0:58:23, 0:58:30]: we get better weather, that will be repaired. But one of the things we yes, sir. [0:58:31, 0:58:51]: Excuse me, one second. Oh, you you're talking about where it where it intersects right there where the where you gotta go over the heels? Okay, sir. So that will be repaired shortly. But one of the things we we wanted to bring to your attention with with the annexation, staff has been inundated with a lot of phone calls and references to these roles. [0:58:51, 0:59:11]: And other roads about the conditions of the roads and things of that sort. You know, we've been out uh fixing potholes on Malt Stevens, Old Conyers, East Atlanta. In fact, before I came to the meeting tonight, we had a C-Click fix on Mount Zion Parkway in reference to the potholes on that road. So we're just coming to you tonight to ask for [0:59:11, 0:59:24]: guidance or recommendations or approval for us, we we're gonna eventually have to do something. These are major roles. We I know it wasn't identified in our spLs because it wasn't a part of the city, but [0:59:25, 0:59:25]: What? [0:59:25, 0:59:40]: you know, w the patent is not working. So and and it's just phone call after phone call. You know, a lot of people assume that January first everything was just magically gonna happen, you know, whatever they was calling the county for that the county didn't [0:59:41, 0:59:50]: take care of or make provisions to repair that the city was gonna automatically do it. But we we just been getting a lot of phone calls about about these roads. [0:59:50, 1:00:10]: Well I would think you couldn't you prioritize with the the phone calls and the areas and and then and go out and re and this is potholes this uh spot uh repairing or you talking about total repaving, period. Uh I would recommend if you do anything that you resurface the roads because Well don't don't we have to have won't we have to do that through the LMIG and we have to get contractors out to to rate everything and this [1:00:10, 1:00:25]: Yes, sir. Uh what you would do is if you approve this, approve for us to do something to these roads, then we'll bid it out. It'll be a separate project outside of the LME to uh repair these roads. Sir. [1:00:25, 1:00:45]: Okay, all right, good deal. Yes, Ms. Alexander, go ahead. One of the things that we did learn at class is there's another level of LMIG reimbursement. There's a certification that the city can get now that will actually increase what the LMIG contribution is on a yearly basis. So we're pursuing all of those. [1:00:45, 1:01:05]: And also in February we will be updating our our road mileage for LMIG. We won't get it this year, but next year we will get additional funds because of the annexation. We'll submit that list to the state. But uh like I said, the issue we're we're dealing with now is just the residents and [1:01:04, 1:01:15]: their concerns about Well I understand. Are you aware of the second tier? There's another tier that you can apply for a certification for to get more money yearly on the L me. [1:01:15, 1:01:35]: Yes, sir, there's other avenues to pursue. Yes, sir. Okay, so we we certainly need to do that to be able to up that portion. And then I saw President Bu Biden in um Baltimore yesterday. They gave away four billion dollars for a new tunnel because all of the infrastructure money is out there. What are we doing to get more? [1:01:35, 1:01:40]: He's going around he's in Pennsylvania today handing out [1:01:41, 1:01:48]: Couple more billion dollars. What are we doing to get more money?'Cause the money's going, it's out there, so [1:01:49, 1:01:55]: How much more I I know originally you said you were applying for something through the state, not sure what that didn't come through, but [1:01:56, 1:02:00]: What uh were there additional applications that we can file, Mr. Gardner? [1:02:00, 1:02:20]: Economic someone somebody tell me. We are working with our grant administrators to reach out and identify any potential grants that the city is eligible for. Although there are a lot of funds available sometimes, but it's you gotta qualify in order to receive those just because the money's available for for infrastructure they have. [1:02:20, 1:02:21]: Yeah. [1:02:21, 1:02:33]: things are tied that are tied to it and you gotta meet those qualifications in order to receive those funds. So we're we're searching all avenues with Ms. Russell. [1:02:33, 1:02:50]: to identify different funds so that we can do some projects that we've been working on. And to follow up on that one that one section right there at Burke Street that Mr. Blount men mentioned, no pothole filling on that. That needs to be cut out. That section need to be cut out. [1:02:50, 1:03:02]: and replace because if you fill that in like a regular pothole, it's just gonna come back. At North Henry and Rock Quarry? No, the one at Bank at Burke Street, right there at Burke Street and North Henry Boulevard. [1:03:02, 1:03:16]: It's a big pothole there now. That's are you Burke Street and Yes. Yeah, we just resurfaced uh Burke Street. But it's on it's on North Henry Boulevard, but it's right there when you come out from Burke Street. There's a huge pothole down there. [1:03:17, 1:03:18]: Two people. [1:03:18, 1:03:19]: Right. Mm-hmm. [1:03:20, 1:03:23]: On the up on the on the on the side facing [1:03:23, 1:03:43]: It's right there in front of Country Cooking Depot, between Country Cooking Depot and uh Burke Street. There's a huge pothole there now. Okay, I'll I'll check. I'm not aware of that, but so um but the one I was talking about that we've been working with G Dot on is the uh Rock Court and North Henry Boulevard. Yeah, and then that's what I'm saying. And w if they're big. [1:03:43, 1:03:44]: Yeah. [1:03:44, 1:03:53]: Patch putting them patching is not good. They need that's those sections need to be cut out and then you need to to do it that way. I'll I'll check that tomorrow. So [1:03:54, 1:04:14]: Ms. Gantt go ahead, please. Thank you. Um so I too have received and have seen on Nextdoor and on social media complaints in regards to the area. Um we have, I've addressed the issue by stating we just acquired um a lot of these roads. And so it is gonna take some time. But I do think that Walt Stevens [1:04:14, 1:04:34]: Is very important. Um, it is a everyone knows it. We talk about it all the time. Councilman Alexander mentions it. Um when the interstate is packed up, everybody's coming right through Walt Stevens. And that road now is just so bad. It should be a [1:04:34, 1:04:35]: priority to our city. [1:04:36, 1:04:48]: Mayor? Yeah. Um and it also happens to be and even that over off of Spidey Road. And I think that's because when they did that road construction on Spear Road. They were not. [1:04:48, 1:04:56]: All the traffic, all the trucks, everything went onto Spivy Road. But I so what is it that we can do right now? [1:04:58, 1:05:18]: Besides patching,'cause we've pa you guys have patched, you've filled up potholes and they're right back. I mean, I've seen it. One month is filled, two months later, a month later, is right back. And it's becoming a a problem where people are talking about their tires being burst. It's becoming a major, major problem. So we need to [1:05:18, 1:05:24]: To fix that as soon as possible. And I know that the only solution to that is resurfacing. [1:05:24, 1:05:36]: uh how can we get make that a priority? Are you gonna go back and revisit now that these other properties are annexed and we're gonna re pro pri prioritize what should be resurfaced first? [1:05:36, 1:05:56]: See, one of one of the things is that we're encountering is that the county didn't have a resurfacing program like the city, especially in the subdivisions. So those are where we're getting like Century Oak, I think, off Davidson Davis Road. That's we've been in there. There's a lot of work that's required in those is [1:05:56, 1:06:08]: It's just we're gonna have to prioritize and the reason why we're talking about these these are major thoroughfares. You know, old Conyers, everybody complains all the time'cause you're going out to the school. [1:06:09, 1:06:26]: And so it's always that under the previous S D S the county maintained the road, even though portions were in the city. So we're always getting complaints. We're out to Maze Road now on those conyers. So it's just some things are gonna have to be done to these roads. It [1:06:27, 1:06:32]: All right. I'm sorry. [1:06:32, 1:06:37]: Well, I I wanna know what is it that you want us to do tonight besides task you to [1:06:38, 1:06:48]: to approve tasking you to try to see how we can get these things done taken care of. How d what is it that r you're requesting of us tonight? [1:06:51, 1:07:11]: So this was mainly for this discussion. You know, we're gonna have a uh L Mid coming up and we wanna be able to intersperse some of these roles within our current list. You know, we know there'll this will probably leap some other roles that are already been identified, but these are [1:07:11, 1:07:14]: There's some major issues and concerns that that need to be addressed. [1:07:14, 1:07:17]: Okay. Ms. Barber, go ahead please. [1:07:17, 1:07:18]: I wanted to make a motion. [1:07:19, 1:07:28]: But I'll let Councilman Alexander. Go ahead then, Councilman Alexander. Uh what I wanna do and since we got Clayton Card here. [1:07:29, 1:07:47]: We're not gonna let the county off the hook. You can put this in the article. They turned these over to us, right? In bad shape. The commissioners are still responsible for these areas. Even though they're in the city limits, the majority of the funding goes to them. [1:07:47, 1:08:02]: We they should not be able to just throw up their hands and say, here, take this subdivision that need 90% of the roads resurfaced. We need to go to the table with them and say, listen, you turn this over to us and disrepair. [1:08:02, 1:08:22]: We need some assistance because again, 90% of the funding goes to them. So we can't take over roles that haven't been maintained for a decade and be like, we're gonna fix them ourselves. They need to still be at the table with us, assisting us, getting these roles up, not just turning them over to us. [1:08:22, 1:08:42]: uh in district spare. And in regards to Rock Quarry Road, I understand Rock Quarry Road supposed the widening is actually supposed to start this year according to the county if everything goes well. So we need to have those discussions with them. But you know, district four, district four and district two are in [1:08:42, 1:08:52]: Stockbridge and then the summer district five now. We gotta have discussions with them to say listen, we need help to fix this, right? Okay. [1:08:52, 1:09:01]: Okay. Miss Bro, you want to do a motion yesterday? We're still in discussion. Yes, sir, we are. You have you have a comment, sir? Yes, I asked you a while ago. I didn't hear you, sir. Go ahead, please. [1:09:02, 1:09:22]: Uh Mr uh Aaron, if we could just take those roles also and I agree with Mr. Alexander's that if we could s enter into uh um you know, some type of um agreement, you know, some type of uh agreement with the county when it comes to those roles that just came into the city, if [1:09:22, 1:09:32]: that can happen. I know that um you know that's gonna be attached in itself, but if you could when the new L Made come out or whenever it's coming out [1:09:32, 1:09:46]: Uh I wouldn't expect you to do anything less than what you've been doing is being as analyzing the roles to the what's priority and what's you know, what what are the priority roles and if that if w if some something on here [1:09:47, 1:10:01]: supersede something that we've already looked at, then we just have to deal with that in the future. But whatever's priority that's in the city is what we're probably looking at. And also agree with Mr Alexander that we have to do a better job with with patchwork because [1:10:02, 1:10:03]: covering [1:10:04, 1:10:08]: is not doing it. But they have to dig out and then fill in. [1:10:08, 1:10:14]: Because if if you don't, you're gonna crumble it back up and you're gonna y y you don't fix a pothole by just [1:10:15, 1:10:23]: You know, putting a patch over the top of everything. You have to dig out and then fill in. I mean, I'm not you know how to you know about that more than I do, so [1:10:24, 1:10:27]: I'm just double check. Uh Mr Thomas, do you have any comments at all, sir? [1:10:28, 1:10:30]: No, I think the mass cell made is [1:10:31, 1:10:33]: Okay. All right, good deal. Back to you, Miss Barber. [1:10:34, 1:10:35]: I like to make a motion. [1:10:36, 1:10:50]: Okay. Um I motion that we task staff with um beginning the discussions with the county in regards to uh road restruct road resurfacing. [1:10:50, 1:11:01]: for especially those areas we just annexed. I want to approve staff's recommendation to resurface [1:11:01, 1:11:05]: New roads that have been identified already by [1:11:05, 1:11:06]: Mr. Aaron. [1:11:06, 1:11:08]: That are now within our city limits. [1:11:09, 1:11:10]: That's East Atlanta Road. [1:11:11, 1:11:13]: Mount Zion Parkway. [1:11:14, 1:11:15]: Old Conyers Road? [1:11:16, 1:11:17]: Spivey Road. [1:11:18, 1:11:19]: While Stevens Road. [1:11:20, 1:11:23]: and the intersection of North Henry and Rock Quarry Roads. [1:11:24, 1:11:32]: Or is there a second to that motion? Second. Mr. Elzan second that now I need to go back to the clerk. Did you understand and get all that? [1:11:34, 1:11:35]: Okay. [1:11:35, 1:11:40]: You might have to speak a little louder. She wants to make sure she understands, got the whole motion. I want to test staff. [1:11:40, 1:11:43]: with having the discussion with the county. [1:11:44, 1:11:45]: In regards to [1:11:45, 1:11:48]: Road restructur road resurfacing. [1:11:49, 1:11:51]: On those rows. [1:11:52, 1:11:54]: that are now in the city limits. [1:11:55, 1:11:58]: that were recently annexed into the city limits. Right. [1:12:04, 1:12:05]: All right. [1:12:06, 1:12:26]: All right, so that you make that you clarify that motion is second by Mr. Alexander. Is there any further discussion? Yes. Go ahead, please. I I would I wish that the the the emotion would have just said that we would seek to enter an IGA with with the uh with with the county pertaining to those. [1:12:26, 1:12:40]: newly annexed roads because they can discuss it all day, but we want w we're prepared to enter intergovernment agreement on the on what it's gonna take to repair the roads. I would like to see that happening sometime in the near future versus [1:12:40, 1:12:47]: You know, just I I would like to see that into the uh discussion, uh to into the uh motion, if possible. [1:12:48, 1:12:57]: Well I go back to uh Miss Barber, but I would imagine that through the discussion we can come to that point with the discussion on referencing I and G A. But Miss Barber, if you want to make that change, go ahead, please. [1:12:58, 1:12:58]: Um [1:12:58, 1:13:08]: Well my concern is I don't want a IGA to hold up the progress of resurfacing the roads that have already been identified. [1:13:08, 1:13:10]: I do want staff. [1:13:10, 1:13:13]: To begin the discussions with the county. [1:13:14, 1:13:15]: In regards to [1:13:17, 1:13:35]: Coming to an am meanable uh agreement. Okay. But but that how how would we pa how would we have an agreement with an I without an IGA, how can funds be dispensed by both parties without one? [1:13:35, 1:13:52]: Well like I said earlier, I think if we have the discussion we eventually we'll get to the point of the IG. But she would have to change that motion. She wants to do that. Miss Hostem by please. Miss Gang, go ahead, please. I'm gonna be honest, I think this is gonna be a mayor council to commissioners type of communication. It's gonna have to be uh [1:13:53, 1:14:03]: We're gonna have to talk to those we're gonna have to talk to the county commissioners and they're gonna have to talk, you know, and the city manager and the county manager are gonna have to talk. But I know for a fact [1:14:03, 1:14:11]: that you know, the county manager can't do anything without the approval of those the without the count the county commissioners. [1:14:11, 1:14:16]: who are allocated funds p in their districts. So we're gonna have to [1:14:17, 1:14:18]: Meet with them. [1:14:18, 1:14:36]: Certainly we got to we we've got to do our part. Okay. This is not gonna be just a a task of just uh city manager. It's not it's not gonna work. So motion was made when seconded. So all favor of the motion please indicate. Okay, it's if approval. All five. Fantastic. Thank you, Mr. Aaron. [1:14:38, 1:14:58]: Alrighty. So item number uh item number down the Georgia Hispanic Heritages was tabled for now. Startbridge Police Department had an outstanding recognition and promotion ceremony just yesterday at Merle Manders Conference Center, the very first time that's ever happened in the city with our new police department. So for the oath of office, there were three new uh assigned officers that were given the oath of office that joined the department. [1:18:06, 1:18:26]: The fourth quarter FY twenty twenty two employee recognition was was uh completed. Four police officers were were received a uh life service life saving award for two different separate incidents of ready saved lives of s citizens in the in the community. One incident happened on july thirteenth of twenty twenty two and the other one november twenty third. So [1:18:25, 1:18:45]: So we got some police officers out there saving people's lives. This is fantastic. Five officers were promoted to senior police officer. Two officers were promoted to detectives. Three officers were promoted to corporals. Five officers promoted to sergeants, and four officers promoted to lieutenants. And so it's a fantastic activity, and I'm pretty sure they'll have this routinely. [1:18:45, 1:19:03]: maybe twice a year or at least once a year in this promotion aspect uh with the police department. They're doing great things. And we attended this council and attended Cities United Conference in downtown Atlanta last week. And this is an annual event and it was well attended. We had a great time learning a lot of different things. [1:19:03, 1:19:23]: inter interfacing with the legislative body, which is called some of the actions this evening that we've had. And I mentioned earlier in the conversation that the youth council our youth council was there and they participated quite well and had a great job, did had a great time and learning and and interacting with the legislative uh process, legislators themselves. On that note, we've already had an executive session, so council I need a motion to agenda. Sir [1:19:23, 1:19:29]: Yes sir. If I could real quick, they said crime was down sixty-five percent. [1:19:29, 1:19:37]: That's correct. They did say that. That's a great thing. We got a great we got a great police department as well. On that note, uh need a motion to end our uh meeting, please. [1:19:38, 1:19:47]: Time. Miss Barber Mosso moved. Is there a second? Miss Gantt second. And all favor, please indicate. The meeting is adjourned. God bless you all. Take care. Thanks. [1:19:50, 1:19:51]: This is the prime was down.
