[0:12:08, 0:12:28]: So I hear a proclamation from City of Stockbridge recognition of Black History Month. This is February, excerpts from the 2023 Presidential Proclamation. Whereas in 1915, Dr. Carter Goodwin Woodson, noted Black scholar and son of former slaves, founded an association of study for Negro Life and History, which was later renamed. [0:12:28, 0:12:48]: Association Study of African American Life and History, A-S-A-L-H. And whereas each February, National History Month serves as both a celebration and powerful reminder of that black history is American history, black culture is American culture, and black stories are essential to the ongoing story of America. Our faults, our struggles, our progress, and [0:12:48, 0:12:58]: And our aspirations. And whereas during National Black History Month, we celebrate the legacy of black Americans whose power to lead, to overcome, to expand the meaning and practice of American democracy. [0:12:58, 0:13:02]: has helped our nation become more fair and a just society. [0:13:02, 0:13:22]: Whereas this country was established upon the profound but simple idea that all people are created equal and should be treated equally throughout their lives. And whereas the struggles and challenges of a black American story to make a way out of no way have been crucial where our resolve to fulfill his vision, this vision has motivated. [0:13:22, 0:13:42]: Most often been tested. Whereas Black Americans struggle for freedom, equal treatment, and the right to vote, for equal opportunities in education, housing, the workplace, for economic opportunity, equal justice and political representation, and so much more have prof reformed our democracy far beyond its founding. Black Americans have made a way. [0:13:42, 0:14:02]: Not only for themselves, but also have helped build a highway for millions of women, immigrants, and historically marginalized communities and all Americans to more fully experience the benefits of our society. Now there are now, therefore I, Anthony S. Ford, by virtue of authority vested in me, is the mayor of the city of Stockbridge, Georgia. And on behalf of City Council members Elton Alexander and [0:14:02, 0:14:06]: Lana Barber, John Blount, Nakisha Gantt and Afonso Thomas hereby to proclaim [0:14:07, 0:14:27]: Hereby proclaim February twenty twenty three as National Black History Month, and we call upon public officials, educators, librarians, and others observed the relevant programs, ceremonies, and activities. In witness thereof, I have hereunto set my hand in the great seal of the city of Stockbridge, Georgia, on the thirteenth day of February, the year of our Lord, two thousand and twenty-two, and I sign this along. [0:14:27, 0:14:28]: with our clear financial holiday. [0:14:29, 0:14:32]: And in a sense, uh I'm gonna hand this to uh Councilman uh [0:14:33, 0:14:41]: Thom Thomas and because I know he has a he has a program a little later on this month for the city of St. Gunnar. So here he goes, T council Thomas, sir. Please see you. Thank you, Mayor. [0:14:45, 0:14:47]: I'm going to reveal [0:14:48, 0:14:49]: My t shirt. [0:14:51, 0:14:53]: Let me say thank you to the mayor and council for [0:14:54, 0:14:56]: Uh supporting [0:14:56, 0:14:58]: Uh this celebration [0:14:58, 0:15:00]: Uh this is the twelfth. [0:15:00, 0:15:01]: Annual [0:15:01, 0:15:04]: African American Heritage Celebration. [0:15:04, 0:15:09]: And and again, thanks to the mayor and the council for supporting. [0:15:10, 0:15:11]: The emphasis this year [0:15:12, 0:15:14]: Із себе брати [0:15:14, 0:15:15]: The beloved community. [0:15:16, 0:15:18]: Back in December [0:15:18, 0:15:21]: Uh I had the pleasure of hosting [0:15:21, 0:15:29]: Our volunteers and all of our board members. And that was a tribute to them to say thank you for. [0:15:30, 0:15:33]: Working partner with the city of Stockbridge. [0:15:34, 0:15:36]: This black history celebration this year. [0:15:37, 0:15:39]: We are celebrating [0:15:40, 0:15:50]: the what we call the divine nine. It is the black fraternities and sororities that serves Henry County and Clayton County. [0:15:50, 0:15:54]: And in my research and in our partner basically. [0:15:54, 0:16:05]: They have served this community, scholarship, mentoring programs, et cetera, et cetera. So we thought it was fitting this year to reach out and to [0:16:05, 0:16:12]: celebrate them. So this event, the twelfth annual African American Heritage Celebration, is February [0:16:13, 0:16:14]: The twenty fifth [0:16:14, 0:16:16]: From four to seven PM [0:16:16, 0:16:18]: At the Murray Manders Conference Center. [0:39:31, 0:39:32]: Dare. [0:39:34, 0:39:42]: I'm sorry, let me let me let me say this. I'm sorry to interrupt. Okay. Uh I've I would believe council executive session should probably come after our ceremonial [0:39:42, 0:39:59]: um uh piece of the of our agenda. That's my recommendation. Sir. Yes sir. That would be correct. After public speaking. It would be after it would be after public comments. And after I say put it after ceremonial so we can get through that as well. That's what I recommend. Okay, now [0:40:36, 0:40:40]: Now we're going to public comments. Um Madam Clerk, I would imagine we have several there. So uh [0:40:41, 0:40:45]: Uh public comments and you'll probably have to call them up because I don't have a list in front of me. [0:40:52, 0:40:57]: We have public comments from Miss I wanna make sure I get the name right. [0:40:58, 0:40:59]: You see us? [0:41:00, 0:41:04]: Did I get that right? Rhodesia? Terraces at Equal Clanty? [0:41:11, 0:41:11]: And [0:41:13, 0:41:33]: Let me uh let me mention too by public comments. You get three minutes unless the council rewards you any more. So three minutes to make your comment. And uh wanna make sure that you understand this from meeting decorum. Please address the mayor or the presiding officer, which is me in this case. Wait to be acknowledged before speaking. Please speak directly into the microphone to be heard by the in the chamber and online. [0:41:33, 0:41:43]: and be conscious of the live microphones and the audio is very sensitive so it can pick up conversations and it'd be part of a it'll be a part of a record if you happen to talk in the background and picks it up, okay? [0:41:50, 0:41:56]: I'm sorry, could we call the mayor? Yes, I'm sorry, sir. Could we call the name again? Apparently nobody's Well, uh see okay. [0:42:01, 0:42:07]: Need your name and the uh your address please in on to the mic. In the the mics on the side. There you go. [0:42:08, 0:42:10]: Good night, my name is Ania Bardisia. [0:42:11, 0:42:19]: I live in A41 Cowell Lane, McDonald, Georgia, 30253, and I'm here representing the terraces at Eagles Landing. [0:42:20, 0:42:25]: Good night, Major Ford. Thank you for the opportunity to give my opinion. [0:42:26, 0:42:40]: Basically it has been uh been to the attention of the board that there's a commercial industrial project development to construct a warehouse and the homeowners of the Terras Arriguez landing approximately one hundred and eighty-five houses. [0:42:41, 0:42:44]: We're not aware that there was a [0:42:44, 0:42:46]: A process to do that. [0:42:46, 0:42:51]: We therefore we did not have the opportunity to give our opinion on the [0:42:52, 0:42:53]: construction. [0:42:54, 0:42:56]: Apparently there was a change in zoning [0:42:56, 0:43:00]: And the project was approved under that, but when it changed to the new one [0:43:01, 0:43:01]: Um [0:43:02, 0:43:03]: It should not be there. [0:43:04, 0:43:11]: I just wanna bring to your attention that Yodeko Road is a two lane road that is already overwhelmed with traffic, including a train railroad crossing. [0:43:11, 0:43:17]: That creates traffic jams several times a day, at least ten to fifteen minutes every time the train passes. [0:43:18, 0:43:22]: The recent creation of Campgram Road, Jodico Road Intersection. [0:43:22, 0:43:28]: stoplight had created also heavy traffic, a Yodico Road that at times backowed the way to Daily Mill Road. [0:43:30, 0:43:35]: In addition to that, we have like two hundred or so apartments under construction on Foster Drive. [0:43:35, 0:43:38]: That would bring traffic also down Old Grove Road. [0:43:39, 0:43:41]: That it will be creating more traffic on Geodecov. [0:43:43, 0:43:54]: There's more construction on the other side of I seventy five, bridges apartments, for example. It's gonna create more than three hundred units that is good that it would be bringing traffic also to Jodeko Road. [0:43:55, 0:44:00]: Right now there are two luxury apartment complexes under construction on Jodeko Road two. [0:44:01, 0:44:02]: Next to Glaston Drive. [0:44:03, 0:44:06]: And how will drive, we should also create more traffic. [0:44:08, 0:44:17]: That's without the mention of Campground Road, Campground Road connecting to Highway forty two. The picture here is that the increase in population living in the area [0:44:18, 0:44:19]: But there's no increase. [0:44:20, 0:44:26]: in the size of the roads especially, Jodico Road, or the arterial roads that are connecting to it. [0:44:27, 0:44:33]: The entrance of our subdivision is facing a flat land since multiple houses on that property were demolished. [0:44:33, 0:44:36]: to convert it in apparently an axis. [0:44:37, 0:44:42]: We were not aware that a private party can khan buy a property and create a road. [0:44:42, 0:44:45]: on its own without having [0:44:45, 0:44:48]: Permit svorde county or sity. [0:44:48, 0:44:55]: zoning permits, etc., especially a study perhaps that goes over the impact in the area. [0:44:55, 0:44:57]: And if we are really [0:44:57, 0:45:00]: big enough for that's the proprietaria for that. [0:45:00, 0:45:09]: For me, it looks like a hostile takeover of land to convert in an industrial zone, regardless of the negative impact of the neighbors or their ability to enjoy their property. [0:45:09, 0:45:11]: In a residential, quiet, relaxing [0:45:12, 0:45:25]: Okay, let's do three minutes, uh uh ma'am. Three minutes is what's allowed unless the council wants to uh give her give her more than three. Yes, give her a couple more minutes. Let's get the council. Okay, we got two, is it any more? I have two people indicating. [0:45:26, 0:45:31]: Okay. It's only it's only two, so we don't have a consensus. Three minutes is up. We'll take the next person. Thank you, ma'am. [0:45:32, 0:45:36]: I have to go. No, yeah, y yes, ma'am, you do. At this point. Who's an expert individual? [0:45:38, 0:45:38]: Yeah. [0:45:43, 0:45:44]: Beth gotzing. [0:45:45, 0:45:45]: Wisconsin? [0:45:54, 0:46:07]: Name and address, please. So if you want to correct the name, I'm not sure the question is. You did. Thank you. Yes, ma'am. Name and address, please. Yes, ma'am. Yes, sir. Um, thank you so much. My name is Beth Godsey. I live at 67 and Court in McDonough, Georgia, 30253. [0:46:08, 0:46:14]: And I'm here, um, thank you s for your time, but to discuss the um development at one seventy five Canler Road. [0:46:14, 0:46:30]: which is right off of Jodeco Road. Um this this development is a um warehouse that is in a residential area. The road that it's being built off of is right in front of residential homes. Um it's on a small, I wouldn't even call that a two-lane road. [0:46:31, 0:46:31]: Um [0:46:31, 0:46:37]: So these houses are now affected, and that's in including me, because my house backs up to this road, and that's my backyard. [0:46:38, 0:46:46]: We're being affected by the noise that this is gonna bring. The the eighteen wheelers coming up and down this residential road in front of our ho homes. [0:46:46, 0:46:52]: We were not advised of this. We were not able we're my address is Henry County McDonough. This is a [0:46:52, 0:47:03]: a property this 44 acres that was annexed by the city of Stockbridge. So we had no way of knowing that this was permitted for a warehouse, nor to vote on that. We weren't advised that they were going to build this. [0:47:04, 0:47:07]: Um our property value is gonna go down. Um our [0:47:08, 0:47:16]: our prob our quality of life is actually gonna go down. If you if you think about it, there was forty-four acres of trees and habitat for our um [0:47:16, 0:47:25]: in you know, for our animals in that area, but also the air quality is gonna go down. That's that's trees that we're taking down. And the overdevelopment of Henry County is just very [0:47:26, 0:47:29]: Very depressing for a lot of вас because. [0:47:29, 0:47:49]: We the infrastructure's not there. Um, and for some of these residential areas to have to put up with uh now a large warehouse in their front yard, backyard, and then taking our road frontage to widen that small road to accommodate a warehouse that we didn't even get to vote on or even know was gonna come. So now we're losing road. [0:47:49, 0:47:54]: frontage so we're gonna be closer to these trucks coming up and down this road with no sort of [0:47:55, 0:48:08]: you know, green space to to help us not see that. Um, you know, I know this was permitted, I know they've done all the work, uh everything has been plowed down and there's spent millions of dollars out there, but it's really [0:48:08, 0:48:17]: um disheartening for the the people that live in this area that n to know that they're gonna have these security lights, we're never gonna have darkness, we're always gonna be in in this bright light. [0:48:18, 0:48:22]: and the impact it is on our on our property values and [0:48:22, 0:48:26]: And just our quality of life, to be honest, because this loud. [0:48:27, 0:48:29]: trucks and the lights and [0:48:29, 0:48:35]: you know, the air quality is all just diminishing for all of us that live in that area that have lived there for years. [0:48:36, 0:48:36]: And again [0:48:37, 0:48:38]: There's you know [0:48:38, 0:48:40]: It's a residential area. [0:48:40, 0:48:43]: In a warehouse and and there actually [0:48:43, 0:49:02]: Promoting the fact that they are one of the only warehouses in the area, so that will cut down on the traffic of big trucks. They won't have to compete with other eighteen wheelers coming in and out of that area. Um, but they will have to compete with that two-lane Johtaco Road. I thought that we built that campground Johtaco. [0:49:02, 0:49:10]: Um four lane road to help accommodate some of that extra traffic from the um new. Okay, there should three more. Thank you. [0:49:10, 0:49:11]: Appreciate it. [0:49:18, 0:49:20]: Mayor Desiree Fox. [0:49:36, 0:49:38]: Ma'am, please state your name and address. [0:49:39, 0:49:43]: Desiree Fox one thirty three Ashmore Court McDonough [0:49:43, 0:49:44]: Okay. [0:49:45, 0:49:52]: Okay. I'm here to speak about this warehouse that's being put up. [0:49:52, 0:49:57]: First, I'd like to thank Mister Alexander for bringing it to our attention. [0:49:58, 0:50:08]: because they started construction on this thing and nobody knew what was going on until it was brought to our attention. Um [0:50:11, 0:50:24]: Contractors have slid under the radar using a grandfathered in clause to get a permit to build this warehouse. They've torn down trees. [0:50:25, 0:50:28]: Let's talk about the logistics of this. [0:50:29, 0:50:31]: You've got a two lane road. [0:50:31, 0:50:37]: From for Jodico Road. A half a mile away there's a railroad track. [0:50:39, 0:50:42]: So that stops traffic on Jodeco. [0:50:43, 0:50:44]: And then [0:50:45, 0:50:51]: Then we get to who is going to pay to keep these roads? [0:50:51, 0:50:51]: Up. [0:50:53, 0:50:55]: А the tax payers [0:50:55, 0:51:01]: Are the taxpayers gonna have to keep up the roads? Because eighteen wheelers eat up roads. [0:51:02, 0:51:03]: Um [0:51:05, 0:51:13]: Jodico is a two-lane road with okay, with a railroad tra track that uh [0:51:14, 0:51:17]: close b backs up to houses. [0:51:18, 0:51:24]: It actually backs up to my grandfather's house. He's ninety six years old. [0:51:25, 0:51:26]: He's [0:51:26, 0:51:30]: He's doing great, but this is [0:51:30, 0:51:32]: Really eating him up. [0:51:33, 0:51:45]: He has no privacy. He's been there for thirty-five years and he's and he's watching his property value, which is his his uh [0:51:46, 0:51:50]: Водій з левінь то гі. [0:51:50, 0:51:52]: Is this piece of property? [0:51:53, 0:51:53]: Um [0:51:54, 0:51:58]: This impinges on our right to have a peaceful. [0:51:58, 0:51:59]: Environment. [0:52:01, 0:52:01]: Um [0:52:03, 0:52:10]: Property values of course will go down. Nobody wants to live by a warehouse. [0:52:11, 0:52:14]: Nobody wants to have lights on all the time. [0:52:15, 0:52:20]: I can take a rock and throw it from my backyard and hit this thing. [0:52:21, 0:52:23]: It's that close. [0:52:24, 0:52:28]: We're very upset about it, and we'd a like to ask that you [0:52:30, 0:52:32]: Do whatever it is that you do. [0:52:32, 0:52:35]: То ректифій ситуацію. [0:52:36, 0:52:37]: Рибил [0:52:38, 0:52:39]: Replant the [0:52:39, 0:52:42]: Two three minutes, ma'am. Thank you. Thank you. Okay. [0:52:51, 0:52:53]: Mayor Paula Sorrell. [0:53:03, 0:53:15]: Name and address please. Paula Surral, five two three Gables Court, McDonough. Okay. Good evening. Evening. City uh city council members, Mr. Alexander. [0:53:16, 0:53:30]: And Mr. Mayor Ford. Uh thank you for inviting myself as well as my neighbors and friends within my community to express mine as well as the community's concern regarding the construction of this warehouse. [0:53:32, 0:53:36]: Unbeknownst to the community, we were not aware that this was happening. [0:53:37, 0:53:40]: Someone had already thanked Mr. Alexander. Thank you. [0:53:40, 0:53:42]: For bringing that to our attention. [0:53:44, 0:53:44]: Uh [0:53:45, 0:53:49]: We were not aware that this was planned ten years ago. I was totally shocked. [0:53:50, 0:53:57]: To find out that it was planned ten years ago. I'm emotional because I've been in my community for twenty, twenty years. [0:54:03, 0:54:04]: I've invested in my home. [0:54:05, 0:54:06]: And I don't wanna see [0:54:07, 0:54:09]: My property value go down. [0:54:10, 0:54:11]: So [0:54:11, 0:54:13]: If they build this warehouse. [0:54:14, 0:54:16]: No one's gonna want to buy our homes. [0:54:17, 0:54:19]: Because no one wants to live across from a warehouse. [0:54:21, 0:54:25]: So I'm begging you to do what is right to do for the community. [0:54:25, 0:54:27]: And don't allow this to happen. [0:54:27, 0:54:30]: We were not aware this had noun this was gonna happen. [0:54:31, 0:54:33]: I would have moved ten years ago. [0:54:34, 0:54:35]: But I I I can't. [0:54:35, 0:54:37]: So I'm here now. [0:54:37, 0:54:39]: Speaking on behalf of the community. [0:54:39, 0:54:41]: To please put a stop to this. [0:54:42, 0:54:43]: Thank you. Thank you. [0:54:50, 0:54:56]: Let me please remind everybody when you make your comments, please address uh me as the mayor. Thank you. Ms. Howard, go ahead. [0:54:57, 0:54:59]: Uh Mayor Aubrey Kikiwi. [0:55:08, 0:55:28]: Name and address, please, ma'am. Aubrey Kikivi, 80 Canler Road, Southern Grace Hospice. Um, I'm not gonna bore you with facts, as I have several times and in many emails before. Um, I would like to talk about legalities. On March 14th, 2022, this council adopted the UDC that allows six exemptions. [0:55:28, 0:55:28]: Yeah. [0:55:30, 0:55:42]: The six exemptions are buildings or structures the legally under construction on the effective date of the UDC. 175 Canler Road was not being built or constructed on March 14th. [0:55:43, 0:55:47]: Buildings are structures for which a land a building permit has been issued. [0:55:47, 0:55:49]: Of the effective data of this UDC. [0:55:49, 0:55:53]: A building permit was not issued on March fourteenth, twenty twenty two. [0:55:53, 0:56:02]: A project whose plan was approved prior to the effective date of this UDC, there was no plan approved prior to March 14, 2022. [0:56:03, 0:56:17]: The proposed our actual use of property does not does not pertain to this matter. Applications for building permits, which were legally submitted with completed application fees paid prior to the adoption of this UDC. [0:56:17, 0:56:30]: Again, the fees were not paid, building permits not submitted, and zoning requests were not, nothing was legally submitted prior to March 14, 2022. And the last is exempt also, it's pertaining to the zoning requests that were denied. [0:56:31, 0:56:32]: I've gone through [0:56:32, 0:56:52]: 18 months of dates with y'all. I'm not gonna go through that again. I'm not I'm not I've sent emails and I've sat before this council and listed out every single date. All all I I'm gonna just list five things. May 26th, Miss Carter emails me stating that there have been no permits issued for this property and that the project is [0:56:52, 0:56:57]: [3417.5, 3426.8]: June tenth, one hundred seventy five Candler Road closed to Blackstone Candler development. June tenth, twenty twenty two, an actual building permit was submitted. [0:57:07, 0:57:15]: June twenty-seventh, the application to release the property from a conservation was approved due to the death of Mr. Daly in two thousand and seven. [0:57:18, 0:57:30]: On August 18th, SafeBuilt reviewed and approved the site plans for code compliance. On August 31st, an LDP was issued to Hospitality Financial Group. [0:57:30, 0:57:38]: The applicant who first applied for the permit that was denied by this council in January of 2022. [0:57:39, 0:57:41]: They were issued in LDP in error. [0:57:42, 0:58:02]: On October 17th, per Henry County DPH, there were no files of soil reports, septic construction permit applications, or septic construction permits issued by this office, which means that an entire application could not be submitted to our community development department in whole without even a soil report or a septic construction permit. [0:58:02, 0:58:03]: applied for. [0:58:04, 0:58:10]: Therefore I am asking for our council to review one thing, if I can finish. [0:58:11, 0:58:20]: Council, you want to give her an extra time? I do. I think it's um very important. Okay. I got you and Ms. and Mayor Pro okay. Well go ahead, ma'am. You've got some extra time. We've got three ones. One thing. [0:58:21, 0:58:34]: Page 47 of the UDC that this council adopted March 14, 2022, requires that light industrial maximum lot coverage, including the parking lot, is 50%. The plans submitted [0:58:35, 0:58:36]: That were approved. [0:58:37, 0:58:57]: In August. They were approved August 18th, and then by by Chief Wells on September 8th. Um, do not include a 80 it includes an 81% lot coverage minimum, not a 50% lot coverage. All I'm asking is that you please review the [0:58:57, 0:59:17]: legalities of this vesting rights and um the whether or not this property was truly grandfathered illegally as it does not appear based off of open records requests that it was. There's no engineering report until June 10th, 2022. The plans were not submitted. [0:59:17, 0:59:37]: until May 3rd, 2022. Mr. Knight sent an email in April saying that he was waiting on Henry County's depart Henry County DOT's approval. So how can we have approved plans or submitted plans without the DOT's approval for what's what they're gonna do to the road? There's I've I've emailed all of this to you, I've gone, I've I've [0:59:37, 0:59:37]: I've [0:59:38, 0:59:58]: gone back and forth respectfully and all I ask is that the board take into consideration the legalities not only of the impacts it will make to the residents and the one business on this street, but that the the legalities of whether or not this can really happen, because it does not appear that it's in line with the UDC that this [0:59:58, 1:00:00]: Council adopted. [1:00:00, 1:00:02]: Okay. Thank you. [1:00:14, 1:00:16]: Mayor. Yes, ma'am. Linda Shaw. [1:00:27, 1:00:29]: Name and address, please. [1:00:29, 1:00:49]: My name is Linda Shaw. I'm at 535 Gables Court, McDonough, Georgia, 30253. Good evening, Mr. Mayor, Councilman, specifically, Mr. Alexander. And I'm just here to reiterate what everyone has said uh for the last 10 minutes or so. [1:00:49, 1:00:55]: Which is we weren't aware of this uh warehouse space being built. [1:00:56, 1:01:13]: That we haven't been provided with any information or an opportunity to say yes, we agree that it should be there or no, we should not. As far as we knew, our area was a residential area, and now we're being bombarded with this commercial property. [1:01:13, 1:01:15]: That's going to devalue our property. [1:01:15, 1:01:17]: And also [1:01:17, 1:01:18]: Uh create [1:01:19, 1:01:39]: Significant amounts of traffic. We already have the issue with the railroad, and we thought that the better use of money in construction would have been to provide an overpass over the railroad, but that's another story. But uh if we're going to build anything, that's what should be built. [1:01:38, 1:01:55]: not a warehouse. So any opportunity that we have to at least uh vote on it, because I assure you if we vote on it, you'll see that all the residents are against it, specifically because it's just going to devalue the property. [1:01:55, 1:02:15]: And if there's any way that we can do that, and it sounds like the the uh owners of the warehouse have not done their proper due diligence to uh submit that they have the legal right to actually build there in the first place. We'd like to see some evidence of that. [1:02:15, 1:02:25]: provided to the community and we'd like to see basically that if they have not provided that evidence, then that warehouse should not be built. That's [1:02:35, 1:02:38]: Mayor. Yes, Mayor. Katie Wilhelm. [1:02:41, 1:02:52]: Mayor. Yes, sir. If I could, I would like to point out these people are Stockbridge residents, even though they have McDonough addresses for the most part. Okay, good deal. Understand. Name and address, please, ma'am. [1:02:53, 1:03:06]: Katie Wilhelm, two thirty-nine Candler Road, McDonough, Georgia, three oh two five three. Okay. Mr. Mayor and the Council, thank you all for the opportunity to speak. Um again, speaking on uh in [1:03:06, 1:03:08]: With everyone else that's already spoken. [1:03:08, 1:03:13]: Um as the adjacent property to the warehouse being built. [1:03:14, 1:03:34]: My family and I are newer residents to Henry County. We bought the farm that is closely adjacent on Canler Road. I have two young children. We recently invested in Henry County because we wanted to raise our kids in Henry County. We moved from north of Atlanta to do that down here. [1:03:34, 1:03:47]: wanted to give them space, acreage, quiet, everything that this know-through traffic land and road bought us. Shortly after that, all of that changed. [1:03:48, 1:03:50]: Our property's already been deeply impacted. [1:03:51, 1:03:52]: by the construction um [1:03:53, 1:03:56]: The initial construction that's already happened in the deforestation. [1:03:57, 1:04:03]: has they've started to put a retention pond at the back of the property. It's broken three times when it's rained. [1:04:03, 1:04:14]: Uh diesel runoff, silt, everything else has run into our natural spring creek that is at the back of our property, that throws off a natural water table, and a number of other. [1:04:14, 1:04:20]: EPA hazards to the wildlife, to just our kids playing in it. Um [1:04:20, 1:04:22]: Just deeply affecting what could be. [1:04:23, 1:04:27]: other habitats that are animals now being pushed into the land that they no longer have. [1:04:28, 1:04:31]: Um my family has had bats in our house that got we've been [1:04:31, 1:04:34]: After having them removed we were told [1:04:34, 1:04:40]: Likely was due directly to the deforestation. Again, they're losing their habitat. They needed somewhere to go when it got cold. [1:04:40, 1:04:42]: They found our house. Um [1:04:43, 1:04:43]: Вів [1:04:44, 1:04:50]: Day in and day out, we're doing children's drop offs. We're taking our kids on the street. Our kids want to play and ride their bikes. [1:04:51, 1:04:55]: Та род із нот драйваво анімор бетні а пропарті і [1:04:55, 1:04:56]: Jodico. [1:04:57, 1:05:06]: You can't get down it in a straight line anymore. The construction equipment, 18 wheelers that are already traveling up and down it, we've been assured that because the road [1:05:06, 1:05:07]: Is [1:05:07, 1:05:10]: Stockbridge, City Stockbridge on one side, Teneri County on the other. [1:05:11, 1:05:17]: That they will not have access to eighteen wheelers driving through the through the entire road. They'll only be able to enter and exit through one side. [1:05:18, 1:05:19]: There's no way you're stopping that. [1:05:19, 1:05:25]: without a gate, without something else, it's already happening. The road is already a single lane, you've heard it already. I'm not [1:05:25, 1:05:27]: Telling y'all anything new at this point. [1:05:28, 1:05:36]: It's and if the road can't be kept up while the construction's happening, I don't know how our family's gonna and the other families on the street are gonna drive up and down it every day. [1:05:37, 1:05:38]: So if it's [1:05:38, 1:05:50]: If it's not able to be stopped, then we need to know what action is being taken to again make the area habitable and continue to be habitable and grow because that's why we came down here in the first place. [1:05:50, 1:05:52]: Okay, thank you. Appreciate it. [1:06:00, 1:06:03]: Mayor. Yes, ma'am. Danita Minnes. [1:06:11, 1:06:12]: Name and address, please. [1:06:13, 1:06:21]: Danita Minnis, 2475, Walter Way, Stockbridge, Georgia. I am here today to represent North Bridge Crossing Community. [1:06:22, 1:06:28]: And I am uh the president of the HOA of the board of directors, and I did bring five other community members with me. [1:06:28, 1:06:29]: Okay. [1:06:30, 1:06:31]: To Mr. Mayor. [1:06:32, 1:06:33]: The other council members. [1:06:34, 1:06:48]: Um first I wanted to say thank you to um Councilmember Alexander. We had uh been complaining for at least two years because at the corner of Walter Way and Davidson Parkway. [1:06:49, 1:06:56]: It was co a complete dump site. People were bringing trash, you know, furniture, toilets, whatever they could and was dumping it. [1:06:57, 1:06:58]: On that um lot. [1:06:59, 1:07:06]: And so to this date, they have fenced it out and cleaned it out. And I do we really appreciate that. So thanks for that. [1:07:07, 1:07:20]: Um the issue that we're having though is parking violations. Even though our management company, PMI Cornerstone, issues citations, we still need assistance from code enforcement. [1:07:20, 1:07:31]: on three things. Number one, ongoing patrol for overnight parking on the street and on the grass. Number two, commercial vehicles being parked in the community. [1:07:32, 1:07:43]: And number three, the drive time trucks speeding and wearing down the community speed bumps as well as throwing trash out the windows as they drive through our community. [1:07:44, 1:07:49]: We don't know if Department of Tran uh Transportation can address the worn out speed bumps. [1:07:49, 1:08:06]: um and add additional speed bumps throughout our neighborhood, but we do have children who live in our community and some of them have come very close to being hit because people are speeding right over the speed bumps in some areas. And in some areas we don't have any speed bumps at all. [1:08:07, 1:08:15]: The next issue we're having is the storm drain at the corner of Armitage Way in Townsend B. It was damaged by a [1:08:15, 1:08:28]: Um truck. One of our community members, Mr. Juan Martin, he's here today. He witnessed the paving contractor damaging it by their paving equipment. When he striked when he struck it. [1:08:28, 1:08:36]: And when the road resurfacing was being done back in April, um April 18th to April 22nd of 2022. [1:08:36, 1:08:42]: The city came out and placed traffic cones around the drain, but no repairs have been done. [1:08:42, 1:08:50]: The paving contractors were hired by the city of Stockbridge, and I did bring some pictures just so you could see what it looks like. [1:08:52, 1:08:58]: It looks pretty bad and it is a a safety concern for our residents in the community. [1:08:59, 1:09:02]: And the last thing I had was um [1:09:02, 1:09:20]: Drive time again really is their their trucks are you know because they're big trucks they're damaging our streets and I know that there is no other way for them to get there other than through our community but I was just hoping that you guys would at least say something to them about it. All right, thank you very much. Thank you. [1:09:25, 1:09:36]: City manager took note of that, I'm pretty sure. So that's code enforcement and the police for overnight parking and also public works are involved in that particular situation and resolved. Madam Clerk, please. [1:09:37, 1:09:41]: Mayor. Mr. Charles Marshall. Ms. Marshall. [1:09:42, 1:09:43]: Yeah yeah. [1:09:49, 1:09:51]: Name and address, please. [1:09:51, 1:09:54]: Charles Marshall one hundred forty Somerset Hills. [1:09:55, 1:10:04]: Uh Mayor Ford and uh Stockbridge City Council members, my name is Charles Marshall. I live at 140 Somerset Hills and unincorporated Henry County. [1:10:04, 1:10:08]: near the Stockbridge city boundaries, which I hope to annex my property. [1:10:08, 1:10:12]: And to very soon to become a more active member of this city. [1:10:12, 1:10:21]: My comments tonight are in opposition to the proposed commercial structure, I think it's been earlier referred to as a warehouse, to be built near the intersection of Jodeco and Candler Road. [1:10:23, 1:10:29]: I speak as a community member with no correlation to any organization or governmental institution. [1:10:29, 1:10:34]: I oppose the construction of this structure for the following reasons. [1:10:34, 1:10:36]: It will disrupt traffic flow. [1:10:37, 1:10:41]: On the now two lane road of Jodico Road and the narrow road of Camler. [1:10:42, 1:10:44]: causing, in my opinion, a significant traffic jam. [1:10:45, 1:10:52]: or significant traffic jams and possibly accidents due to the extra truck traffic associated with this business. [1:10:52, 1:10:58]: It would also distress the livelihoods and possible property values of surrounding neighborhoods in the area. [1:10:59, 1:11:02]: It would disrupt and oppress traffic flow. [1:11:02, 1:11:04]: Of the patrons to the businesses. [1:11:04, 1:11:09]: Churches and community centers like Henry County Shrine Club, Southern Grace Hospital. [1:11:09, 1:11:14]: And the Henry Baptist Church, all of which are in the immediate vicinity. [1:11:14, 1:11:17]: And all of which serve our broader community within the area. [1:11:18, 1:11:31]: With the construction site of this business being close to the railroad crossing, as mentioned earlier in a previous presentation on Jodoko Road, I foresee a major disruption, becoming even worse once this business becomes operational. [1:11:31, 1:11:37]: I've been told that previous zoning may allow the construction of this business to occur. [1:11:38, 1:11:45]: I only ask that you use whatever authorities you have to delay the construction of this business until a more in-depth study. [1:11:45, 1:11:52]: can be done regarding regarding the negative impacts to the communities in the area. I thank you for your time and consideration. Thank you, sir. [1:12:02, 1:12:06]: Mayor. Yes, ma'am. Final comment is Nelson Rodacia. [1:12:11, 1:12:12]: Name and address, please. [1:12:12, 1:12:15]: Mayor, uh eight four one, Callwell. [1:12:16, 1:12:35]: Uh Mayor, um the reason I'm here is to oppose the uh construction of the proposed warehouse. This is uh seems to be a hostile takeover not only of the community, it's causing air and noise pollution, it's gonna have a road impact, which is gonna impact the uh [1:12:35, 1:12:37]: uh the city and [1:12:37, 1:12:44]: uh on on us is gonna cause an irreversible negative impact on our community and at least [1:12:45, 1:12:47]: two thousand residents or more. [1:12:47, 1:13:07]: Um Jericho wrote um when we moved down here nineteen years ago, um looking for a orderly, planned, and organized community. We liked the way that Henry County was doing that development. Uh we moved here to raise our [1:13:07, 1:13:23]: kids to go to uh good schools and to have peace. Uh Jericho used to have trees on both sides. So um we have seen our share of development, or organized development, but this is not it. [1:13:24, 1:13:44]: The uh the proposed uh warehouse, it it is immediate to a hospice facility where the most fragile of our citizens are being taken care of right now. It's immediate to one of the biggest uh church in the community, just meters away. The [1:13:44, 1:14:04]: uh railroad crossing is being resurfaced basically yearly because the normal traffic makes the crossing too s to sunk and the railroads to get uh out of alignment and it needs to be resurfaced at least every year or every year and a half. This is just with [1:14:04, 1:14:24]: Normal traffic. Imagine if you put 18 wheelers go over that crossing every day at all times. And by last, we need more parks, more bike trails, more green areas, more leisure uh spots where we can take our families. The permissions necessary for this kind of [1:14:24, 1:14:44]: of development needs to be transparent, clear in and in accordance to to the legal uh ways of doing this. Uh apparently the proposed development is far from that. Um I uh we have heard um how another lady um did a [1:14:44, 1:14:57]: uh date by date counting on how this uh permiss permission has been uh granted and it doesn't appear to to have followed what the uh law requires. Thank you very much for your attention. [1:15:04, 1:15:24]: Ladies and gentlemen, I appreciate all your comments. We've taken note on that, and everything's been recorded, so we'll do some follow-ups. On that note, we'll go to a ceremonial piece of the meeting. And actually, uh, a couple proclamations were read earlier starting at 5:30. We did a proclamation with Gordon State College. They have what you call a club football team, and they have been national champions. [1:15:24, 1:15:26]: Yeah. [1:15:27, 1:15:29]: And uh two тан twenty two. [1:15:29, 1:15:38]: And so the proclamation was given to the Dr. Uh Kurt Nooks, the president of the college, along with the uh coach and football members in some of the administration earlier this evening. [1:15:38, 1:15:58]: And they're looking for a three peat. Just like Georgia's looking for a three peat, we're looking for a three-peat. So we wanted to honor them and and acknowledge their their uh their championship and they beat uh believe it was Ohio State and his club uh club football championship there. And I believe the score is thirty four seventeen. But anyway, we want to recognize them. We also did a proclamation to uh for [1:15:58, 1:16:18]: uh African American Month Black History Month here in the city of Stockbridge as well. And some added comments from Councilman Thomas in reference to the activity is coming up on the 25th of February to honor the Divine Nine and all the things that the Divine Nine, these are fraternity swordes in the in the black community and all [1:16:18, 1:16:38]: things that they do have done for Henry County and the surrounding area. And just so happens in this case, uh we need to acknowledge the fact that uh Ms. Gantt is a member of Divine Nine and Alpha Kappa Alpha Sority Incorporated. And I'm also a member of Divine Nine and Alpha Phi Alpha Fraternity Incorporated. And so we look forward to joining our fraternity soorities on the 25th for this recognition for [1:16:38, 1:16:58]: for the city's putting on that but Mr. Thomas has a lead on that. And then also swore in uh two members to our youth council administration uh uh screw me uh unit youth council advisory committee Ms. Williams and Mr Thomas uh were sworn in earlier this evening and for the downtown development authority and Mr. Robert Anderson was also sworn in. [1:16:58, 1:17:17]: And so we look forward to them serving in their capacities as well as uh look forward to any of the citizens of the city of Stockbridge that want to serve on our many communities uh committees and serve in volunteer capacity. On that note, uh we've added to the amended agenda to go into executive session. So council, I need a motion to go in executive session, please. [1:17:17, 1:17:18]: Mayor. Yes, Mayor. [1:17:19, 1:17:23]: I move that we go into executive session for real estate personnel and litigation. Okay, is there a second? [1:17:24, 1:17:35]: Uh Miss I saw Miss uh Mayor Potem Barber's hand is a second, all in favor, please indicate. Ladies and gentlemen, stand by and we're gonna go in executive session. We'll be back and to report out any other that discussion. Thank you. [1:18:33, 1:18:34]: Madam Clerk, you set. [1:19:27, 1:19:40]: All right, council. I uh need a motion to end our executive session, please. So moved. Mr Mr. Thomas, that uh Miss Barber seconds that all in flavor please all in favor please indicate. [1:19:41, 1:19:42]: Okay. [1:19:43, 1:20:03]: All in favor, please indicate, make sure I got okay, we got everybody? Five. Okay, good deal. All right, now I need motion to reconvene or council meeting, please. So move. Okay, council uh Mayor Pro Tem. Mayor Pro Tem, uh Barber, and uh and uh so m uh second to Miss Gantt. Okay. All in favor, please indicate. [1:20:03, 1:20:04]: Yeah. [1:20:04, 1:20:23]: All right, unanimous decision. All right, on that note. Well, we had an executive session, had several different topics. Um there's one uh uh topic that we want to address, a topic that uh came up in consistently in our public comments and our attorney, um Mr. Quinton Washington, will uh make a response to that and then we'll move on with our meeting. [1:20:28, 1:20:36]: Yes, I'm Mayor Ford and Council. After legal review, the project at 175 candle will go under review under the new unified development code. [1:20:37, 1:20:38]: Okay. [1:20:38, 1:20:39]: Thank you, sir. Appreciate that. [1:20:39, 1:20:51]: On that note, we will now continue to move on with a presentation. Presentation of the Amphitheater Sound Study results and recommendation presented by Mr. Gardner and Heaver Hubble of TSW. Please. [1:20:55, 1:21:08]: Good evening, Mayor and Council. We have um uh Heather Hubble and Shimbi McCreary um who are working to have worked to put the sound study together for the amphitheater. So I'd like to introduce them and have them do a presentation before you. [1:21:09, 1:21:11]: Okay, thank you. And welcome. [1:21:17, 1:21:18]: Password. [1:21:28, 1:21:28]: Mm. [1:22:12, 1:22:15]: Uh how do I get this full screen? [1:22:16, 1:22:21]: Oh, it looks like it's up now. It's good. So I think this is just what we're seeing here. [1:22:23, 1:22:43]: All right. Um good evening. Good evening to you, Heather. How are you? All right. Um Heather Hubble, TSW uh Design Consultant for the City and Architect. Um in July of uh 2022, uh the city asked us to conduct a sound study on the amphitheater, uh, and we're here to report out on that. [1:22:43, 1:22:48]: Um behind me as introduced is um Shimbi. [1:22:49, 1:22:50]: McCree? [1:22:50, 1:23:00]: McCreary, thank you. Um, who is a uh acoustical designer uh and um he's going to walk us through the presentation we have tonight. [1:23:01, 1:23:02]: Welcome, sir. [1:23:02, 1:23:22]: Thank you. Um Mr. Mayor and Council. Um so uh we were hired by the city to conduct a sound study of the amphitheater that has recently been constructed. Um city was receiving a f a number of complaints from residents about the noise that was escaping from uh show. [1:23:22, 1:23:42]: And sound checks that were happening at the amphitheater. And so we were asked to conduct this study to monitor the noise, making it out of the amphitheater and reaching adjacent residential properties. So following that study, uh, we were asked to provide some recommendations that could help to. [1:23:42, 1:23:44]: Address those complaints. [1:23:46, 1:24:06]: Uh together with the city, we decided that before conducting the study, it'd be good to send out a survey asking for uh resident feedback to determine who uh was filing the complaints and the degree of the problem and to get an idea of where these uh which residents were being most affected by the sound. [1:24:06, 1:24:13]: out 50 mailers and uh 13 came back. Of the 13 that came back, seven reported a disturbance. [1:24:13, 1:24:33]: Uh and six reported no disturbance. All these people were aware of sound coming from the amphitheater, but again, only seven reported uh being disturbed by that sound. Three of those lived within a thousand feet of the stage, and four were actually uh quite further away, uh more than a thousand feet from the amphitheater. [1:24:33, 1:24:45]: Of the six that reported no disturbance, one uh lived within the vicinity of the amphitheater, that is to say uh a thousand feet or less from the stage, and five lived outside of that vicinity. [1:24:48, 1:25:08]: Uh for the measurement, uh, we attended a concert on August 20th, and uh the map here shows 15, each circle represents a measurement location. So uh during the concert, while the sound's kind of going at full level, we took a measurement at each of these locations, and each measurement consisted of a five-minute [1:25:08, 1:25:28]: Continuous measurement intended to capture the level average over that sound period. The levels were converted to a weighted sound levels. This is per the city ordinance. It's a way of calibrating the sound to account for how humans hear low frequencies. [1:25:28, 1:25:29]: Um [1:25:30, 1:25:38]: And then uh yeah, so the levels were recorded at each of these locations uh during the concert. [1:25:41, 1:26:01]: This shows a table of the sound levels that were recorded. Each measurement number has a kind of average sound level that was recorded during its corresponding period. From this, we've determined that the loudest kind of that the places with the most exposure were directly to the north of the site and the place [1:26:01, 1:26:06]: [5166.7, 5178.3]: Per the ordinance, we were also required to record uh ambient levels when a sound was not happening, and that's the second column, sorry, the third column in this table here that shows uh [1:26:18, 1:26:38]: Just I came back uh the following Monday and this was around ten o'clock in the morning and just kind of recording ambient traffic noise. Um and so this provides a comparison of you know what's typically going on and how much a sound, uh a concert contributes to the levels. [1:26:38, 1:26:40]: [5204.4, 5216.5]: Uh from the findings we determined that uh the sound is largely escaping through some of the open openings in the hard surfaces that comprise the amphitheater shell. [1:26:56, 1:27:16]: And they're going out the back of the site, and that's how they're reaching uh these residences immediately adjacent to the site. Again, the levels are loudest along the properties. Um I apologize. This this street here, do you recall the the the street that's directly to the north? Is that correct? [1:27:16, 1:27:17]: Right. [1:27:20, 1:27:27]: Um yeah, I apologize. I don't r recall the the specific names of the streets that are adjacent to the site. Are you talking about East Atlanta? [1:27:27, 1:27:36]: No no no it's Is it um it's I know Lee Street Yeah, I know Lee is one and then the this this one here that's in the north south. [1:27:36, 1:27:45]: So it's the properties um to the top of page on your map, um, across the retention pond and the um the parking lot. [1:27:46, 1:27:49]: Brian, thank you. Thank you. [1:27:53, 1:28:13]: And so based on determining how the sound was getting off the site and which properties were most affected, uh we provided a recommendation for a sound blocking curtain that could be hung from the structure of the amphitheater shell and would essentially enclose the backside, um, cutting off those gaps. [1:28:16, 1:28:21]: And uh this was provided to the city. Um anything else? [1:28:23, 1:28:40]: Yes, so um so the city's not required to do anything, but if you want to improve what these residents are experiencing, this is the best solution uh to kind of block that sound that is reaching those northern properties. [1:28:40, 1:28:54]: Okay, so otherwise let me ask a question. Otherwise, if I'm standing on the stage, you're talking about the the side on the right hand side as I stand and look out into the audience. You're talking about the right hand side, having some type of big curtain hanging down f from the right hand side. [1:28:54, 1:29:14]: Um it well it's more than that. It's on three s it would be on three sides of the back of stage. Uh if you look at the diagrams on the screen, um you'll see a blue line along right behind the kind of backdrop wall. So there's a blue line where we would actually have a curtain kind of at the top of that hard wall. [1:29:14, 1:29:26]: And then on the sides where you have the working wings, uh you'll see those red lines, and those are two curtains on each side. Uh these curtains would um [1:29:27, 1:29:47]: be in the way of performances, moving stage pieces on and off of the stage, so they would have to be movable curtains. They would have to be on a track. And this is a specialty piece of drapery. You know, it has to be rated for the exterior. It is a [1:29:47, 1:29:54]: Sound absorbing device. So it's not something that you can just go pick up. It would have to be custom made. [1:29:54, 1:30:01]: Does that help answer your question? That helps some, yes, thank you. [1:30:01, 1:30:15]: Okay, uh Mr. Blount, go ahead please. I have a question. When we first initially started doing a design of the amphitheater and these sound mitigating um pieces came up and we talked about um how would we do that. [1:30:16, 1:30:32]: Nothing was ever discussed to us about a curtains. What was discussed to us was walls, bushes, trees, all of these things. None that we do a sound uh none that we do a uh a study. [1:30:33, 1:30:35]: Pra after [1:30:35, 1:30:36]: We've built it. [1:30:37, 1:30:48]: And what what's brought back to us is a sound blocking curtain that could be impeding uh for moving equipment around. But none of this was discussed during the building of the amphitheater. [1:30:48, 1:30:55]: Um yes, the the uh discussions that occurred were actually discussions uh [1:30:55, 1:31:08]: uh suggestions that were made in general. Um we did look at those options uh and Shimbi can talk about each of those. Um neither uh wall at that great of a distance um [1:31:08, 1:31:23]: would solve the sound issue uh when it is so far back from the amphitheater. Um and I I can let Shimbi talk about it, the sound will just float over top. But but but let all due respect, let me say this. [1:31:24, 1:31:26]: It's now we can say that now. [1:31:27, 1:31:31]: But during the process of building this amphitheater that you all designed. [1:31:33, 1:31:41]: None of this type of mitigating of sound was ever discussed. And that's and that's what's kind of throwing me because [1:31:42, 1:31:44]: А лота там звоню. [1:31:44, 1:31:46]: start to build anything. [1:31:47, 1:31:58]: Don't give me the bells and whistles and make it sound good without telling me what the b w what the downfall would be if we don't do it. Because when we was talked about these beautiful trees, this beautiful fish, all of this stuff. [1:31:58, 1:32:02]: None of it had anything to do with any curtains. Now we're saying [1:32:02, 1:32:06]: That the beautiful things that we was told are not gonna be sufficient. [1:32:06, 1:32:15]: that now we've brought sound blocking curtains. I don't think that that's that's a fair that's bit that's fair to this council and we don't build ampathyators you all do. [1:32:16, 1:32:20]: I I appreciate that comment. Um, with all due respect, uh [1:32:21, 1:32:25]: We were asked to come with a recommendation to improve the existing sound. [1:32:25, 1:32:42]: Um this council can choose not to do anything and still be acceptable. But but to let me say this, all due respect. Let me say this. Because you said all due respect. Let me say this. Sorry, sir. If if you but let me say this. My apologies. You just said if this council choose not to do anything [1:32:43, 1:32:53]: But I'm trying to tell you what was brought to this council was none of this. We choose we chose to do something that was what you all brought us in the beginning, all due respect. [1:32:53, 1:33:13]: Um we we did not suggest a wall. Okay. Uh no no no. Did you suggest did you suggest trees? Okay, hold hold on hold on one second. That was something that we talked about as a potential possibility, yes. The trees were a potential possibility. Let me interrupt for a second, please. Um I've been been informed that that there is a certain there's certain type of um access. [1:33:13, 1:33:28]: that we're dealing with right now. So we're it's probably best to only receive the briefing and and and not ask any specific questions because of some potential action that we're we're we're dealing with as a city. [1:33:29, 1:33:48]: And Mayor the then this should have been removed from the agenda. Well well what happened is that I I just got informed of of this in this aspect. So I'm trying to take on some um some advice proper advice here at this point to keep from uh one di digging a bigger hole, basically. And I would ask this council to remove it from the agenda because if I can't discuss [1:33:48, 1:33:55]: I'm not hired by them. I'm hired by the c I'm voted in by the city. So we can't discuss it, then it needs to be removed from the agenda. [1:33:56, 1:33:59]: My apologies. I did not know um of that action. [1:34:00, 1:34:03]: Yeah. Yes, sir. Um [1:34:03, 1:34:11]: Could you have Mr. Gardner to t to come forward for Mr Gardner. And probably I will say and Quentin as well. Yes. Probably come forward here. Um [1:34:25, 1:34:26]: Stand by, please. [1:34:58, 1:35:04]: Mayor, I have a question when we get germane to what stand by please. Um [1:35:07, 1:35:08]: Mr. Washington? [1:35:09, 1:35:11]: Mr. Mayor, we may need to [1:35:11, 1:35:13]: I think we may need to discuss this in executive session. [1:35:13, 1:35:14]: Okay. [1:35:16, 1:35:16]: All right. [1:35:18, 1:35:38]: And that means th otherwise the entire topic itself is what you're getting at. Is that correct? Yes. With with these with these two individuals here? Yes. Okay. I got it. All right. So based on that legal advice then um I will say to you that uh they'd like to have a motion to remove this topic. [1:35:38, 1:35:46]: Now for open session at this time and then have further discussion in the second session to have this briefing and have this discussion. [1:35:48, 1:35:48]: Yes, sir. [1:35:51, 1:35:55]: of that motion to um discuss this in next. [1:35:56, 1:36:01]: All right. Is there a second there motion? I second. Miss uh Miss uh Gantt second that all in favor please indicate. [1:36:04, 1:36:20]: Okay, three. All posed? Abstain? I don't really think it's Okay, I got three passed. What which what you what you desire, sir? I'm not bolding it doesn't really matter. Okay. And you you abstain too, Miss Ms. Uh Mayor Protestant? Okay, so it's 302. Okay, we'll have to talk about this further in the second session. Motion passed. [1:36:21, 1:36:21]: Okay. [1:36:23, 1:36:31]: Thank you. Is is that executive session to be tonight? Well we'll do it tonight. We'll ha we'll have another executive session tonight. Okay. To do it tonight since you're here before us at this point. [1:36:33, 1:36:40]: All right, on that note then um we have a tax allocation district update. Mr. Gardner, please. [1:36:46, 1:36:52]: Good night, Mayor Council. Very quickly to update you guys as to where we are with the tax allocation district. Uh tied [1:36:53, 1:36:55]: As you know, we adopted the TAD last December. [1:36:56, 1:37:00]: Um we then forwarded that information over to our [1:37:00, 1:37:05]: Uh Henry County Tax Assessor for the Chief Appraiser to Review and um recommend [1:37:05, 1:37:11]: The digests for twenty tw for twenty twenty two. That was done, that information. [1:37:11, 1:37:15]: Was sent over should have been sent over to the Department of Revenue. [1:37:15, 1:37:16]: Um two weeks ago. [1:37:17, 1:37:37]: Uh and from there, um our next schedule, we scheduled a meeting with the Board of Education, um, with the school superintendent, the finance director, and those folks. We met with them um for about two hours. Really good meeting. Um this is the first Todd in Henry County, so obviously they had a lot of questions, um, even the tax. [1:37:37, 1:37:47]: Office had a lot of questions because this is the first one in Henry County. So we've working work with them, give them all the information they needed. Um they're going to um [1:37:48, 1:38:08]: Digest that information. We gave them a couple of uh examples of the school boards and how school boards have actually addressed the TAD, whether it's through full use of their tax increment or some portion thereof based on the type of development that comes forward. And we were realistic with them that look, most of the area that we're we're suggesting. [1:38:08, 1:38:28]: For the Tad is the actual core of the downtown. So we don't see three and four bedroom homes because this would probably be one, two bedroom apartments that are part of a mixed-use development. You rarely see school to kids come from those type of developments. Um but where are those areas that are undeveloped that are part of the TAD and we have development opportunities. [1:38:28, 1:38:48]: There's an area for us to actually do a negotiation with them to make that happen. So they're taking all that information and running with it. We hopefully we'll be going next step with them. We'll be they'll call us to let us know that we're gonna schedule meeting before the actual Board of Education members, elected members, and therefore they'll give us an idea of what they're [1:38:48, 1:39:08]: gonna vote but that they'll let us know before then. Our next meeting is with Henry County Board of Commissioners, uh meeting with Sherry Matthews and the Chair Aurale and their finance and executive staff to do the very same thing, discuss with them the options of the TID, why the TAD is needed. And I will tell you one of the pure examples we use that I use in my [1:39:07, 1:39:21]: my discussions with the school superintendent was I asked one of our staff who was actually born and bred here in the city. Um, and I said, Hey, if I ask you to close your eyes today and remember downtown Stockbridge in nineteen eighty. [1:39:23, 1:39:24]: Then nineteen ninety. [1:39:25, 1:39:26]: Then in two thousand. [1:39:27, 1:39:28]: Two thousand ten. [1:39:29, 1:39:31]: And the only thing Nikki say was added was City Hall. [1:39:32, 1:39:33]: Yeah, ampathier. [1:39:33, 1:39:53]: Outside of that, no private development, no residential, no mixed use, any of that. And so that kind of hit the nail home with the superintendent is guess what? We could wait another 20 years and still see absolutely nothing. But if we we need this tide to actually change it. And my conversation was then was doing the same thing over and over again, expecting a different result, get you what you've been. [1:39:53, 1:40:13]: Been getting. So we're trying to do something different and expecting a different outcome. Uh, and so that'll be our discussions with the Henry County Board of Commissioners when we meet with them. And the reason why we need to have their increment is part of this because we're going to need it to entice private development. We have a lot of um public investment in the downtown now. We just need to spur some public. [1:40:13, 1:40:33]: investment. So that's where we are. Our meeting is coming up on the twenty seventh, twenty-seventh of this month with the county. And based on our conversations from there, we come back and give you guys another update as to what the next steps is moving forward with the Henry County Board of Commissioners. And that's my update so far on the time. All right council, any question from Mr. Gardner at all about the process [1:40:33, 1:40:43]: process of the TAD thus far. Anybody? Yeah go right please Mr. Blount. Mr. Garner with the w whatever tax digest be created with this, is Mr. Harrison bought with this? [1:40:44, 1:41:04]: From Mr. Harris is involved from the standpoint his office from certifying that the the numbers in the digest is exactly what it is. That information is then so we know that it's um let's say the district is thirty million dollars. Um they certified, his office certified that that is true. Once that's done. [1:41:04, 1:41:24]: And we send it to the state, state approves it. That set our base year as the tide for as twenty twenty two. So anything above that thirty million is used towards financing infrastructure improvements or development in the in the tide itself. So that process still is in the process, what you're saying. [1:41:23, 1:41:35]: Yeah. So we're we're pretty much done with hit with uh Michael's office, the chief tax appraiser. He's already gone through the process of reviewing it and sending forward it over to Department of Revenue. All right, thanks. Yes, sir. [1:41:37, 1:41:49]: Any other questions? Okay, Ms. Barber, go ahead, please. Mr. Gardner, you mentioned um that this will the TAD will be presented formally to the Board of Commissioners and the Board of Education. Do we have it scheduled yet? [1:41:50, 1:42:00]: Yeah, so we we've already met with the we've met with the superintendent and her staff. Uh we met with them staff to staff, we met with them uh for their approval. [1:42:00, 1:42:20]: No, just to go over the tide to talk to them about what the tide is, educate them. We give them a copy of the plan. Um, we give them copies of some other tides in the area in which the border education was involved, just to give them acclimated because this is their first time seeing this, and no one on their staff have any experience dealing with it. No one. But I know we need [1:42:20, 1:42:25]: So they will have to approve it at some point. [1:42:26, 1:42:36]: So so they they will they will review it and based on like discussions they have with some I think they're going to interview or talk to some other card of commit um education. [1:42:36, 1:42:40]: Um around the metro who've actually approved the TAD. [1:42:40, 1:43:00]: To get an idea as to where they should stand on this, whether it's gonna be a full use of the increment or a partial use of the increment. Um once they've determined that, they'll schedule, they'll have us come and talk before the um Board of Education Board of Education. Have a time frame as to when that will go. Um she told us to expect somewhere around one to two months. [1:43:00, 1:43:02]: Okay. Yes. Thank you. Mm-hmm. [1:43:03, 1:43:05]: Any other questions from Mr Gordon on the subject? [1:43:07, 1:43:15]: If not, then uh thank you, Mr. Garner. Appreciate that. Thank you. Old business is next says open government project. And I'm only gonna assume that that is uh [1:43:16, 1:43:21]: Okay, okay, that is Mr. Wiggins. Okay, thank you. And sir, please introduce yourself, uh [1:43:24, 1:43:36]: Hmm. Yeah, go ahead. Hello Mara, I'm Bryce Prosenski. I was previously presenting the OpenGov uh presentation last time. I got a slight haircut, so probably why yeah. That's why I didn't recognize you. Okay. Thank you very much. [1:43:37, 1:43:54]: Quick, please. Mayor and Council. Uh staff comes before you to ask Council consideration to approve the OpenGove budgeting and planning platform under the state Georgia contract nine nine nine nine nine-spd. [1:43:55, 1:44:00]: Dash T two zero one nine zero eight one four dash zero zero zero one. [1:44:01, 1:44:06]: For a three year term of a hundred and seventy three thousand seven hundred dollars and eight cents. [1:44:07, 1:44:12]: This term will be split up like year one will be like ninety two. [1:44:12, 1:44:14]: Thousand two hundred eighty eight [1:44:14, 1:44:16]: Dollars ninety four cents. Year two. [1:44:17, 1:44:21]: I'm sorry, it was year one. Year two would be forty thousand seven hundred and five [1:44:22, 1:44:29]: Dollars and fifty seven cents and year three will be forty thousand seven hundred and five dollars and fifty seven cents also. [1:44:29, 1:44:32]: And then at that time in year three we will come back [1:44:33, 1:44:35]: to uh [1:44:35, 1:44:37]: As for uh a renewal. [1:44:38, 1:44:41]: of uh extension of another three years. [1:44:41, 1:44:44]: Depending on how well this platform performs for us. [1:44:44, 1:44:58]: All right. Uh I have Bryce here to answer any questions. If any additional questions, I know we we we went through a presentation last time. I have Bryce here to answer any kind of question that you might need that you uh might want to get answered. [1:44:59, 1:45:06]: All right, questions council. Ms uh Mary Pro Tem, go ahead, please. Okay, you're asking us to approve a contract? Yes. [1:45:06, 1:45:13]: Did you provide the contract? The contract we it's been it was been loaded, but it was loaded late. We uh [1:45:13, 1:45:14]: Uh [1:45:14, 1:45:25]: Okay. Jeremy was able to uh go through we got this contract late, so but it is old business and we don't with you know Oh for the record, I won't approve anything. [1:45:25, 1:45:27]: Without seeing the supporting documents. [1:45:28, 1:45:33]: I heard year one um the contract was for how much, you said again? [1:45:34, 1:45:38]: Year one is ninety two thousand two hundred and eighty eight dollars and ninety four cents. [1:45:40, 1:45:47]: And I heard year two was forty thousand, year three was forty thousand. I don't have any support and documents, so I'm gonna abstain from voting on this. [1:45:48, 1:45:48]: That's all. [1:45:49, 1:45:54]: Any other questions at all? Council for these two gentlemen about to open Gov. [1:45:54, 1:45:55]: Project. [1:45:56, 1:45:59]: And I do understand that we can we can I can get all this um [1:46:00, 1:46:00]: To you. [1:46:01, 1:46:01]: Mm. [1:46:02, 1:46:08]: You'd much rather of course to have the supporting documents at the time that you're asking us to approve this. [1:46:08, 1:46:15]: This is the same issue I've been addressing for three years. You're asking me to approve a contract [1:46:15, 1:46:16]: But I don't have a contract. [1:46:17, 1:46:18]: I don't have it in front of me. [1:46:19, 1:46:23]: I'm just supposed to take your word. No, I won't you're not supposed to take my word, but I do understand. [1:46:24, 1:46:25]: I do understand. [1:46:25, 1:46:35]: Mayor Ford. Yeah, just sir, go ahead, please. Uh I'm I'm going to agree with Mayor Pro Tem. Uh one of my questions is funding source. [1:46:35, 1:46:37]: Um but at some point in time [1:46:38, 1:46:48]: You know, we talk about policies and procedures all the time. And and and we're held to make informative decisions. [1:46:49, 1:46:51]: But it is hard for us to do that. [1:46:52, 1:47:05]: When we do not have the information and have those week in advance to review, study, and even call you up and ask questions in advance. So [1:47:05, 1:47:19]: I don't know how for me, I don't know how we can go forward with this without having that information. So um my recommendation would be to to to table because as uh Mayor Pro Tem [1:47:20, 1:47:25]: I I I can't even vote in favor of this myself and I think again [1:47:25, 1:47:26]: Uh staff. [1:47:27, 1:47:30]: We have to get to that position where [1:47:30, 1:47:33]: If you do not have those supporting documents. [1:47:35, 1:47:37]: You take it off the agenda. [1:47:38, 1:47:40]: Don't bring it before council. [1:47:40, 1:47:42]: If those documents are not there. [1:47:42, 1:47:44]: We should have had'em a week ago. [1:47:44, 1:47:48]: So I think we got to get to that point. We got to go through these rough areas. [1:47:48, 1:47:53]: But that's but that's the message that we're sending and we've been saying this for years. [1:47:54, 1:47:56]: Take it off the agenda and no things happen. [1:47:57, 1:47:58]: But when those things happen. [1:47:58, 1:48:00]: It just can't come forward. [1:48:02, 1:48:14]: Because how can we make a decision? We can't. Why understand counsel? It's not like it's not that we trust what you say or not, but it just process and correct processing procedures. [1:48:15, 1:48:15]: And we have to get [1:48:16, 1:48:18]: staff to understand that if you [1:48:19, 1:48:24]: Y your desire for counsel to make an informed decision, then you have to understand [1:48:25, 1:48:26]: From the beginning. [1:48:26, 1:48:29]: Okay, we had problems, so we can't get the document. [1:48:30, 1:48:34]: Madam Clerk, we got to take this off the agenda because we don't have the document. Real simple and easy. [1:48:35, 1:48:53]: Understand. Well one of the ask at this time that we do table this and we bring it back on the twenty eighth. All right. Back it bring it back on the twenty eighth. And the representative would not have to make this trip. Right. Is exactly. All right. Go ahead, please. Motion to a table. Let's m move on. [1:48:54, 1:49:14]: Is there a second to motion? Ms. Ganttz, second offer, please indicate unanimous decision. Thank you, gentlemen. All right, what's next is new business. Council consideration to adopt a civility resolution and pledge to become a c city of civility. And I'm going to present this. And I in all actuality at the city's United Conference a couple weeks ago, the uh [1:49:13, 1:49:33]: Uh Mr. Larry Hansen brought this forward at one of our lunch of one of our meals about the initiative for a resolution and the fact that uh a new pledge that uh looking for all the cities, uh 537 cities to take on in reference to uh civility in this aspect. And there the resolution that is in your packet. [1:49:33, 1:49:53]: And once approved, everybody will sign this particular resolution. It has a pledge on it as well, but it also identifies nine pillars of civility. And these are be considerate of others' opinions, manage your emotions, emotions, that is. A silent voice is not always a weak voice. [1:49:53, 1:49:54]: Voice. [1:49:55, 1:49:55]: Be kind. [1:49:56, 1:49:57]: Actively listen. [1:49:58, 1:50:00]: Think about the impact. [1:50:01, 1:50:04]: of your actions in that aspect. Ask questions to learn. [1:50:05, 1:50:10]: Remember to acremen Q tip, which means uh quit taking it personal, [1:50:10, 1:50:30]: and have empathy. What this amounts to is is the representatives from the on the leadership of the n of the generals and municipal associations realized and seen and heard that across the the state of Georgia a lot of cities uh elected officials like ourselves, me included in this aspect, have have need to act a little more appropriately. And are [1:50:30, 1:50:43]: asking for us to take on this particular pledge and this resolution. And once it's approved or upon approved I should say, they'll get a copy of that and it'll be identified during our annual um conference since Savannah, the third week in June as well. [1:50:44, 1:51:04]: Civility Pledge. It says the way we govern ourselves is often as important as the positions we take. Our collective decisions will be better when differing views have had an opportunity to fully vet, be vetted, fully vetted and considered. All people have the right to be treated with respect, courtesy, and openness. [1:51:04, 1:51:11]: We value all input. We commit to conduct ourselves at all times with civility and courtesy to each other. [1:51:11, 1:51:23]: So this is part of the resolution. You have that in your book. If you all were at the United Cities Uh conference, you you saw probably a a little card that indicates all this. It's all in your packet. So [1:51:23, 1:51:43]: I'm uh discussing with you to bring it forward to you so we can um be part of this process and have a resolution and have everybody if it wants our point approval have everybody sign it and uh we can be a city of civility and continue to uh do the citizens' business. Is there a motion to accept this, please? Yes, ma'am. I move to adopt the civility resolution. [1:51:43, 1:51:53]: resolution and pledge to become a city of stability. Okay, good deal. From Airport Tim and I say. And to Miss Gantt, okay, if there's no further discussion, all favor, please indicate. [1:51:54, 1:51:56]: Unanimate season. Thank you very much, Council. [1:51:57, 1:52:17]: Okay, so public hearings were taken off the uh until further notice number eight nine ten. And so we'll go to item number eleven, City of Stockbridge Unified Development Code Text Amendment uh TX-2022-01 to allow for the use of computer and data processing services within a C3 heavy. [1:52:17, 1:52:28]: Commercial district as a permitted use and to update the other applicable references to this use throughout the unified development code. Ms. Carter, please. [1:52:28, 1:52:48]: Thank you, Mayor Council. Yes, the text amendment before you is one of our first since our UDC adoption in March of last year. This is in regards to computer and data processing centers, which we've gotten some interest in throughout the city and of course the county. [1:52:48, 1:53:08]: In particular centers, they transfer and convert raw data to machine readable form through a flow of data through the CPU and a memory of output devices. It's pretty much a room with servers, and you have some folks who are hired to manage those servers and to [1:53:08, 1:53:28]: To keep the flow of information going. What is being proposed is that we update the code or the UDC to allow for computer and data processing centers within the commercial, heavy commercial district, which is C3. Currently, they are only allowed in. [1:53:28, 1:53:48]: In industrial districts, but we do want to consider as new uses that are appropriate, staff believes, to a commercial district, that we allow certain uses to be brought before you all to make a decision. I do believe that it does meet the intent of the C3 zoning district. [1:53:48, 1:54:08]: District. We have a letter of support from the Development Authority, and I have Josh Finn here, who's the executive director for the Henry County Development Authority, if you have any questions for him. But this item went before the Planning Commission on January the 26th, and they recommend. [1:54:08, 1:54:12]: recommended approval for this updated change to the UDC. [1:54:13, 1:54:20]: Okay, thank you for that. Questions, Council for Ms. uh Carter. Sir. Go right in, please. Let's miss to have the development authority members come up. [1:54:34, 1:54:40]: Thank you, Breaker. Good evening, Mary. Good evening, Council. Good evening, Josh. How you doing? I'm doing good. Good sir. Introduce yourself. [1:54:40, 1:54:43]: Oh uh Josh Fennett, Executive Director of Henry County Development Authority. [1:54:44, 1:55:00]: I appreciate you all coming out tonight. Uh what I'd like to know is just give us a little nugget. Um certainly uh you you guys always looking to explore new opportunities and everything for us. Is there some bait on the end of this line? [1:55:01, 1:55:21]: Uh Councilman to answer your question, uh what brought this about uh as tasked by my board um was to you know look at the data center industry, look at what you know strengths, weaknesses, where we could put those, et cetera, in there. One of the things that we found um [1:55:21, 1:55:41]: was available inventory of sites that match with what current infrastructure is, working with our utility partners at Georgia Power, Georgia EMC and others who work in this realm. The challenge that we found was that most of the jurisdictions within the county only allow it, as Ms. Carter said, in the case of Stockbridge. [1:55:40, 1:56:00]: Is in M1 and M2. But looking at some of the heat maps, there are opportunities, I think in Stockbridge's case, where the infrastructure matches up nicely, but the zoning does not. So this does allow, you know, council. I know there's not an appetite for rezoning to M1 or M2 necessarily. [1:56:00, 1:56:20]: necessarily because if something um you know doesn't go through to the finish line that does leave it open for other uses that are out there. So it does allow council a commercial use uh to take into consideration as a tool that's there. The other thing too, as you do have some heavy commercial areas that do need redevelopment and um I think in the 138 corridor, this does allow [1:56:20, 1:56:40]: Those developers some additional opportunities, especially your empty big box types of opportunities, not just data centers, but call centers as well, that have gone into a great example just up the road in Morrow at Southlake with Chime Solutions. They took a former big box store and converted that into a [1:56:40, 1:57:00]: A call center, but also data processing is in there. So this is to open up uh opportunities that are out there. We have seen increased interest, I will say that, um, from uh companies that look to do that as the rest of the Atlanta market is getting uh tapped out, if you will, Douglas County, Fayette County. [1:57:00, 1:57:19]: Those have been built out pretty well for that market. So we're playing well, something that we have been trying to market for the last three years, but the challenge is is available property and what's under the control of the jurisdictions to open up some additional potential opportunities. What's the best way to put it? [1:57:19, 1:57:23]: Okay, so this is laying the groundwork for what may come. [1:57:24, 1:57:44]: Yes and no is probably the best way to put it, but it definitely expands um expands the field to go after and um target some of these uh industries, which we hear from a lot of community detect jobs uh are what we want. And we've seen uh very successful cases in Douglas and Fayette County um here recently with the amount of investment uh [1:57:44, 1:57:49]: Um low impact as far as traffic, but high paying jobs and great for the tax digest as well. [1:57:50, 1:57:55]: Is there anything that we might need to assess ex uh uh address in closed session? [1:57:55, 1:57:57]: Uh no sir, not at this time. [1:57:57, 1:57:58]: Thank you. [1:57:58, 1:58:03]: Any other questions for the council? For um just uh Mr. Finn or Ms. Carter at all? [1:58:04, 1:58:05]: Yes, ma'am, go ahead please. [1:58:06, 1:58:08]: From an educational standpoint, [1:58:09, 1:58:18]: Why is it that most locations only allow data centers and stuff in M one and M two instead of doing something such as this and putting it in the C three? [1:58:19, 1:58:39]: I think it's it's historically, uh I would say especially in Henry County. I mean I started Henry County in two thousand five and you had computer processing data centers in M1, but you never saw them come into those districts. Um now we're starting to see again, like um Josh was saying, that we our t the tech boom is here and people are looking for areas [1:58:39, 1:58:56]: that they can expand with little footprint in our commercial corridors where we have those areas just sitting, not collecting any tax base. And we're trying to open up the opportunity for those folks to come on in and add some more revenue to the tax digest. [1:58:57, 1:59:00]: I guess my question about that is M one. [1:59:00, 1:59:20]: It's extremely, you know, heavy commercial there. And you're talking about data centers, which is a little bit less unlight. So C three seems like it would be appropriate, right? Absolutely. Yeah, it's just as Miss Carter said, you know, councilwoman, if I can uh interject just a little bit. It's just something it's a little out of the thinking, but you know, some other [1:59:20, 1:59:35]: great examples of just out of the thinking getting out of the M1 and uh M two or heavy or light industrial zonings. Um pretty common example if you go to downtown Atlanta, the American Cancer Society headquarters Bicentennial Park, if you're familiar with where I'm talking about that building. [1:59:35, 1:59:55]: Half that building's a data center. You never know it. Um, but it draws people, it also draws other, you know, draw you know tenants and various other things'cause they want to be close by to have that speed and connectivity as well too. So um there are plenty of examples out there. Um, you know, what we want to do to the jurisdictions send something to them, say, hey. [1:59:55, 2:00:10]: Just take a look at this, you know, review your zonings as well too, see, you know, what could be done with that. So that's why we put out the communication out there to leave it up to jurisdictions to make those plans and zoning decisions. Um But we do feel this will open up some more opportunities. [2:00:10, 2:00:11]: Thank you. [2:00:12, 2:00:13]: Once again, any other questions from the council at all? [2:00:14, 2:00:18]: No, ma'am. Okay, if not, then need a motion to accept this uh proposal. Ma'am. Yes, ma'am. [2:00:19, 2:00:19]: Hope. [2:00:20, 2:00:30]: Oh very good catch. Thank you, ma'am. Very good catch. Thank you. All right. On that note, uh public hearing. So I'd like to open this up. [2:00:30, 2:00:35]: For any comments for this particular proposal, start on my very left hand side. [2:00:35, 2:00:38]: Okay. In the middle any comments over here on the left hand side. [2:00:40, 2:00:44]: And anything in the middle. Anything on the right hand side. [2:00:44, 2:00:51]: All right, any any comments against this particular proposal? My left hand side. Okay, anything in the middle? [2:00:51, 2:01:11]: Anything all right. Seeing none for or against, uh closes the public hearing. Now, council, I need a motion to accept the proposal, please. Mayor. Yes, ma'am. I move that we accept the proposal for the unified development code text amendment TX number TX-2022-01. Okay to allow the use of computer data processing services within [2:01:11, 2:01:21]: C three heavy commercial district as permitted use. All right. Is there a second? Second. Okay, so from Ms. Gantt to Mr. Alexander. [2:01:22, 2:01:25]: She naps decision. Thank you. Appreciate it. Thank you. All right. [2:01:27, 2:01:47]: 12, 13, 14, 15 have been taken off the agenda. And to 16. So we're gonna go to 17. 17 deals with a resolution welcoming the new residents to the city of Stockbridge, roughly uh 6,667, I believe it is. Uh Mr. Gardner, are you gonna present this? [2:01:47, 2:01:47]: Yes sir. [2:01:52, 2:01:54]: Huh? [2:01:55, 2:02:01]: No, I'm not gonna read the whole resolution, Mr. Blount. I attempted that last last time you all told me don't do that. [2:02:01, 2:02:15]: So I I so I I do I do listen occasionally. So I'm not gonna Mr. Gardner, you could you please present this, sir, so we can go move on with the meeting. This is a resolution in reference to officially welcoming residents in the city of Stockbridge. [2:02:19, 2:02:22]: Or or or or mister Mr. Washington. [2:02:22, 2:02:42]: Go ahead, sir. No. This was in working with the Georgia legislative office of reapportionment, the number of new residents we actually have close to an accurate count of. And so this resolution is to codify what our understanding of our new population increase is. And so with the new six. [2:02:42, 2:02:45]: six thousand six hundred sixty seven residents. [2:02:45, 2:02:53]: Stockbridge will officially be a population of thirty five thousand is noted in the resolution, which will make us the largest city in Henry County. [2:02:54, 2:03:14]: All right, thank you. Any questions, concerns for Mr. Washington in this resolution? Yes, ma'am, go ahead please. My concern is um this resolution was in our packets when we arrived today, so I haven't had opportunity to review it. But what I do know is um city council district four. [2:03:14, 2:03:15]: Is the largest [2:03:16, 2:03:21]: Council district with the most newly annexed residents. [2:03:21, 2:03:24]: That would be me. Congratulations. [2:03:25, 2:03:30]: So I have not had an opportunity to review this because it was included in our packet. [2:03:31, 2:03:41]: Here when I ride today. Okay. So I'm gonna abstain from this um only because I haven't reviewed it. Thank you. All right. Any other comments for Mr. Washington or Mr. Gardner about the resolution? [2:03:42, 2:03:51]: Council. Right. Well, basically so anyway, on what our official population county. Yeah, welcoming on what our official population county is. [2:03:52, 2:04:08]: Okay. On that note, need a motion to accept this resolution, please. So moved. Okay, it's Mr. Alexander, is there a second? Uh Mr. Blount, second. All favor, please indicate. So I got four zero one. All right, thank you. Resolution passed. Thank you, gentlemen. Appreciate that. Uh [2:04:08, 2:04:28]: Tomorrow, ladies and gentlemen, of course, is Valentine's Day. So any all you gentlemen with those special ladies, your wives, your spouses, significant others, ladies with your husbands, no significant others, wish them well on that day. Have a good time. Enjoy yourselves. Fourteenth of February. And as you well, ladies and gentlemen, we're still in a uh COVID 19. We're still actually, I don't think I'll [2:04:28, 2:04:48]: I don't know if COVID's really going to leave us, but it's probably best to get yourself vaccinated, boosted, and reboosted, things of this nature, and take a flu shot during the course of the winter months. Hopefully you've done so. We want you to remain healthy and strong. Live a long life. On that note, we're going to move on to announcements and upcoming meetings and events.
