--- title: Regular Council Meetings date: 2023-04-10 source: 2023-04-10_Regular_Council_Meetings.wav --- [0:03:52, 0:04:12]: We see you, we will always fight and protect you for your safety and your well-being. We reaffirm our commitment to listening to children, standing with our brave survivors, and reaching out across our communities to support families and to help others in need. Whereas all community members have a role in ensuring children have a positive experience with family. [0:04:11, 0:04:31]: And have the resources they need when they need them. Well, before they are in a crisis, everyone in the community should become more aware of child abuse prevention and consider helping parents raise their children in a safe, nurturing environment. Our community should work together in a resounding this year theme: building together prevention and partner. [0:04:31, 0:04:51]: Whereas child abuse and neglect are preventable, and all communities benefit when children and families are well supported. Effective child abuse prevention programs are seen because of strong partnerships among the parent leaders, agencies, schools, religious organizations, law enforcement, and businesses in the community. Now, therefore, I am [0:04:51, 0:05:11]: Anthony S. Ward by virtual authority vested me as the mayor of the city of Stockbridge, Georgia. And on behalf of City Councilmember Zelda and Alexander, Londe Barber, John Blount, and Kisi Gantt and Afonso Thomas do hereby proclaim March, excuse me, April 2023 as National Child Abuse Prevention Awareness Month. We call upon [0:05:11, 0:05:31]: Upon our community agencies, faith groups, elected leaders, medical groups, businesses, and individuals to increase their participation in efforts to support all families and strengthen the communities in which we live, thereby ensuring safety and preventing child abuse. A witness thereof, I have hereunto set my hand on the great seal of the city of Stockbridge, George on the 10th day. [0:05:31, 0:05:50]: April, year above the Lord, 2023. I signed the proclamation along with upclair for Nessa Holly. Here in this way. And now I don't think we have anybody specifically here to for me to issue this to you, but I tell you what I'd like to do. I want a few folks to come join me. Come on. [0:06:00, 0:06:07]: Okay, where would you where we need to be? We need to be more centered? Is this is this good? On the other side? Let's come on the other side. Okay. [0:06:08, 0:06:08]: Okay. [0:06:10, 0:06:14]: See me on the come on around. It doesn't matter, the inside, the inside. [0:06:15, 0:06:17]: No, it's almost like [0:06:20, 0:06:22]: [386.4, 397.9]: We have a front front somewhere in the right. Come on aside. Okay. [0:06:44, 0:06:45]: Yeah. Oh, come on, anybody's invite. Come on up. I'm gonna read this and then we'll take a photo, have a photo out. [0:07:24, 0:07:25]: All right. [0:07:26, 0:07:46]: It's good to see uh Chair Hurrel in in the house here. Appreciate that. Mr. Lewis, I don't know if this is the first time you've been here in business, sir. No, okay. Me too. It's all good. It's all good. It's all good. All right, here we go. It's a proclamation. City Star British Georgia recorded. [0:07:46, 0:07:50]: recognition of Southern Crescent Veterans Services Incorporated. [0:07:50, 0:08:03]: Where Southern Crescent Veterans Services incorporates a volunteer group of retired veterans from various war eras dedicated to assisting fellow veterans and employment, education, transition, training programs, and networking opportunities. [0:08:03, 0:08:23]: Where the Southern Crescent Veterans Services incorporate partners with various local nonprofit service organizations to meet the immediate needs of our veterans in financial crisis, shelter for homeless, veterans, employment or job leads, assistant with resume, filing for an increase of VA compensation or pension, as well as assisting them with filing their initial VA claim. [0:08:23, 0:08:43]: Whereas Southern Crescent Veterans Services incorporate a team of volunteers strive to serve our war heroes through a network of resources, contacts, and referrals where the goal is to connect veterans and their families with services and to be a conduit for many of the nonprofit organizations in our community who are serving our heroes. And whereas the Veterans of Conditions [0:08:43, 0:09:03]: Veteran conditions in the United States need more attention and care. Unfortunately, veterans are highly vulnerable to social issues such as huge educational debt, deaths, homelessness, and lack of medical care. Our community is of fortunate to have Southern Crescent Veteran Services step in and uplift our war heroes, providing free assistance to all veterans. [0:09:03, 0:09:11]: their surviving spouses and dependent children from all branches of the service. Now there now therefore I, Anthony S4, by virtue of vest of authority best in me, [0:09:11, 0:09:31]: As the mayor of the city of Stockbridge, Georgia, and on behalf of City Council members Elton, Alexander, Londa Barber, John Blount, Nakesia Gann, and Afonso Thomas to hereby recognize Southern Crescent Veterans Services Incorporated for all that you do for our United States veterans, and we thank you for your volunteering your time and services as we ask the community to continue to support your efforts and witness thereof. [0:09:31, 0:09:41]: I have hereunto set my hand in the great seal of the city of Stockbridge, Georgia, on the tenth day of April, year of our Lord, two thousand and twenty three, and I signed the proclamation along when I clerk for Nessal Holiday. [0:09:56, 0:10:09]: And the floor in the floor is yours? Oh, we try to show probably a church people. Thank you, Mary. [0:10:10, 0:10:30]: Good evening, ladies and gentlemen. I would just like to say thank you for coming out to support us. Um, without you, it will not be us. Um, we do the things that we do on behalf of our hearts to make sure that our veterans and our youths that are here in the Henry County and Clayton County area are taken care of. Um majority of the time you'll see me on Facebook begging a lot for even volunteers. [0:10:30, 0:10:41]: In kind of donations or monetary items to assist those who are in need. This is a truly appreciated award, so I thank you, Mayor Ford, for bringing it to us at this time. [0:10:41, 0:10:56]: Um if you know any best that's in the neighborhood that need our services, everything that we do and provide is free. Just let'em know that we're here to serve. And thank you. I appreciate it. Thank you as well. [0:10:57, 0:11:11]: Oh okay. Okay. I'm I'm just part of the group. So I'll be right here. It's all about you all. Okay, okay. There you go. [0:11:28, 0:11:32]: Good, how you doing? [0:16:01, 0:16:03]: [1016.4, 1017.7]: Yeah. [0:24:40, 0:24:40]: Yeah. [0:27:33, 0:27:34]: Mrs. Carter. [0:27:36, 0:27:37]: Mrs. Carter. [0:27:40, 0:27:41]: Mrs. Carter. [0:33:33, 0:33:36]: Ladies and gentlemen, Council, let's get started with the meeting, please. [0:33:51, 0:34:11]: If they were being able to fix that mirror for it. Well, I surely hope so. I have not looked at my email. I'm looking at Facebook Live now and I don't see that we're streaming live yet. Uh yes we are streaming live. They can hear us now. But my mic is on. I I have told them exactly what your concern was. [0:34:11, 0:34:16]: I meant I mentioned that to him. I didn't I don't see it on the Well, sorry about that. I I told him already. [0:34:21, 0:34:22]: Gentlemen, let's go. [0:34:35, 0:34:37]: I'm not going to have my either. No, sir. [0:34:42, 0:34:46]: Okay, we're live folks on Facebook as we're recording at this time. [0:34:46, 0:34:47]: I now have [0:34:48, 0:34:49]: Six oh five. [0:34:49, 0:34:53]: So I'd like to call our April tenth council meeting to order. [0:34:54, 0:35:00]: And on that note, please stand for invocation. Mass on retired basin, please do it honors. [0:35:05, 0:35:10]: Good evening, every one of you. Please close your eyes and bow your head as I give a brief indication. [0:35:11, 0:35:26]: Dear Heavenly Father, we'd like to thank you for this opportunity to come before you, to acknowledge that you are the one that's in charge of each and every one of us. We thank you for making the ultimate sacrifice in regards to giving your one and only son, as today is that day that he had rose from the dead. [0:35:27, 0:35:47]: We would like to thank the community for coming together to put forth the efforts to make sure that all citizens are loved, shown immense kindness, and to help them in their time of need. Please be with Mayor Ford and the elected council members to share good news and good deeds to the people who are seeking their advice and leadership. [0:35:46, 0:36:06]: We love you so very much for everything that you continue to do, and we pray this and accept this in the holy precious name of your son Jesus Christ. Amen. Amen. Pledge allegiance. I pledge allegiance to the flag of the United States of America. And to be a public where we stand, one nation, one of God, indivisible, with liberty. [0:36:06, 0:36:08]: Just as well. [0:36:09, 0:36:11]: Madam Clerk, roll call, please. [0:36:15, 0:36:16]: Mayor Ford. Present. [0:36:17, 0:36:23]: Mayor Pro Tem Barber. Present. Councilman Alexander. Present. Councilman Blount. Present. [0:36:23, 0:36:29]: Councilwoman Gantt. Present. Councilman Thomas. Present. Mayor Ford, do you have a core? [0:36:29, 0:36:40]: Thank you, Madam Clerk. Council, I'm I'd like to do this. I have a I wanna make a I'd like for you to make a motion to amend the agenda to remove item number six, which is amphitheater rental policy. [0:36:42, 0:36:55]: Mayor Ford? Yes, sir. So moved. Is there a second? I second. Uh miss Ms. Gantt second. All in favor, please. Discussion. Uh discussion. No, sir. We we're gonna no no no need to discuss this. Either y yeah or nay, up or down. [0:36:55, 0:36:57]: Don't need to discuss. All in favor, please indicate. [0:36:58, 0:37:00]: Okay, I'll pose. [0:37:00, 0:37:12]: Okay, four's one. Okay, also, Council, if you don't mind I'd like to like a motion to uh motion to amend the agenda to add number eight eighteen, which would be an ordinance for consumption of alcohol at the amphitheater. [0:37:14, 0:37:15]: Don't lose. [0:37:15, 0:37:16]: I second. [0:37:16, 0:37:18]: No, there's gotta be a so move. [0:37:18, 0:37:24]: Yep, Miss Barber. So Miss I didn't see it. Miss Barber so move, Madame Ford. Okay, Miss Gantt second there. Okay, all favor, please indicate. [0:37:25, 0:37:36]: Call opposed? Oh, says okay, unanimous decision. All right, fantastic. Mayor, you said number eight. Excuse me. Number eight number eighteen, we'll add uh ordinance for consumption of alcohol to empathy for discussion number eight, item number eighteen. [0:37:37, 0:37:37]: Okay. [0:37:38, 0:37:57]: And also uh Council need a motion to amend the agenda for discussion, which will be item number nineteen, uh, for the Southern Crescent Technical College uh for amphitheater rental agreement. But uh I'd like to have that right after our first presentation so we don't keep them waiting all evening. Mayor Ford. Yes, ma'am. This will be for a discussion item. [0:37:58, 0:38:10]: It's actually uh for disc it what's going to be for approval. Well uh approval actually. But none of us have approval before approval or disapproval. But none of us have read the contract. [0:38:10, 0:38:23]: It was just Okay, I'll tell you what. You want it for discussion, we'll have a discussion. And then if we decide if we if we decide okay, if we decide to do something different, the council will decide to do something different. For discussion. Are you are you so moved? I will make a motion for discussion. Okay, is there s is there a second? [0:38:24, 0:38:31]: I wanna we we doing a rental policy, but we not we took the rental policy off. That's [0:38:31, 0:38:32]: That is correct. [0:38:33, 0:38:36]: I'm certainly support them moving ahead with this, but [0:38:36, 0:38:44]: Uh what w how are we gonna do that without the policy? But Well there's there's a there's a sign of uh a policy in front of you. Sign agreement in front of you at this time. [0:38:44, 0:38:44]: Four. [0:38:45, 0:38:45]: Yeah. [0:38:46, 0:38:47]: Mayor Forrest. Yes, Mayor. [0:38:47, 0:38:50]: I understand um what Councilman Alexander is saying now. [0:38:51, 0:39:11]: Have we approved the we've already approved a rental prom policy agreement, correct? Well we did approve it. There were some potential some adjustments that we wanted to make, but this this this particular policy with the Southern Crescent uh college have been worked through for the last several months or so. Okay. And attorneys have been actively involved in this as well. All right. So I will move to has anyone made a movement? Well she wants to [0:39:11, 0:39:18]: Mr. Pro Tem one discussed this versus versus having a a um a presentation to for approval or disapproval. [0:39:19, 0:39:19]: Okay. [0:39:20, 0:39:34]: Well anyway, you I mean you can always vote. Exactly right. So it could be for discussion. She made a motion for discussion. Is there a second motion? I second. Okay. And I want to it it's gonna be right after the presentation. Be up early. All right. Okay, so second advice, Miss Cann. All in favor, please indicate. [0:39:35, 0:39:43]: All right, unanimously fantastic. Okay, on that note, Council, you have before you uh the adoption of minutes uh for the council meeting on February thirteenth. [0:39:44, 0:39:53]: And also the council work session on February twenty-eighth. If there are no particular changes for the clerk for this particular these particular minutes, I need a motion to approve them. [0:39:53, 0:39:54]: Miss Barber? [0:39:55, 0:39:56]: Is our second? [0:39:56, 0:39:59]: Mr. Blount secondary. All favor, please indicate. [0:39:59, 0:40:03]: Unanimous decision. Thank you very much. Okay. Um [0:40:04, 0:40:07]: Uh Madam Clerk, is there any are there any public comments at all? [0:40:07, 0:40:10]: Mayor Ford, we do have one public comment. [0:40:11, 0:40:13]: Okay, come on forward please. [0:40:15, 0:40:17]: Name and address as you come forward. [0:40:22, 0:40:30]: Hi, good evening. My name is Fran Morgan. I live at three sixteen Spring Creek Drive. Okay. [0:40:31, 0:40:32]: Okay, and [0:40:34, 0:40:51]: I am a homeowner and I have lived in Will Springs subdivision for the past eleven years. The reason I'm here today is because we have quite a few residents that are parking their vehicles, trailers, recreational vehicles on the grass in the front, sides, and rear yard. [0:40:51, 0:41:10]: The grass is no longer there where it's these vehicles are being parked. This is not only an eyesore but an embarrassment when our friends and family come to visit and it has to see all this. It's also important we protect our property values and this could deter potential buyers. [0:41:10, 0:41:30]: I am aware that the city does have a code that does not allow vehicles to park in the street, but I have been told that there is no city code preventing vehicles from parking on the grass, which is an unimproved surface. I am asking if you could please review this and consider adding a city code that would not allow any. [0:41:30, 0:41:36]: vehicle trailer or recreational vehicle to be front parked in the front yard, side or rear. [0:41:36, 0:41:42]: of a residential zone property. I don't believe this should apply to the entire city of Stockbridge. [0:41:42, 0:41:47]: But it should apply to single family residential homes that are in a subdivision. [0:41:48, 0:41:53]: And I have pictures that I can leave you all if you want to review them later on. [0:41:53, 0:42:13]: to just see what's going on. I'll tell you what the the city manager is over here. He would take those pictures from you. He'll take review this in this aspect. I thought for sure we we have this covered in the ordinance. Of course our police chief is in the audience here tonight as well. Uh but uh the the police officers do we do have an ordinance and they follow the ordinance. So we'll double check what your thoughts here and make sure this accurate and we make [0:42:13, 0:42:22]: To adjustments appropriately. But the Mr. Gardner is right there, ma'am. Unless there's something else, you he will meet you and you can hand him those pictures. Okay? Okay. Thank you very much. Thank you. Appreciate it. [0:42:24, 0:42:31]: All right, next on item is ceremonial. Earlier today, uh we actually had two proclamations that uh read. [0:42:31, 0:42:49]: And uh the first one dealt with uh Child Abuse Prevention Awareness Month, which is April. And uh in the in and about the city you will see uh blue and silver pinwheels indicating our support for child abuse and uh excuse me, a support against child abuse, excuse me, and this aspect and prevention. Um [0:42:50, 0:42:58]: And it's and he has some signs there as well. Uh so I want you to know that we're very supportive of uh the aspect that uh we need to take care of our children. [0:42:58, 0:43:18]: And okay. And also the the other proclamation dealt with the Southern Crescent Veterans Us uh Corporated and Massar Basin who gave the invocation today received that and she has uh outstanding organization that works with veterans across the board to assist with them with anything that they need in reference to health issues. [0:43:18, 0:43:38]: Issues, job issues, and anything else, anything that deals with veterans, period. So it's very, very worthwhile and quite a bit of support that we have given here in the local community in reference to that. On that note, we'll move on to our presentation, annual CVB convention, Visitors Bureau 2020. [0:43:38, 0:43:44]: twenty two report presented by Laura Lucre, the executive director. Please, Laura, come forward. [0:43:54, 0:43:55]: Mm. [0:44:08, 0:44:09]: Huh? [0:44:10, 0:44:30]: Yep. Okay, there we go. Thank y'all. Uh I am Laura Lucer. I'm the Director of Tourism for Visit Henry. And um I've spoken with all of you previously, so I won't go into the specifics, just quickly to say that um we are excuse me. Okay, we are the destination marketing organization for the [0:44:30, 0:44:40]: city of Stockbridge as well as for Stockbridge or for Hampton and Locust Grove and then for unincorporated Henry County. And that means that we are um charged with the [0:44:41, 0:44:50]: promotion of um all the things that there are to do in order to make Henry County and all of its cities um a desirable destination for visitors. [0:44:50, 0:45:07]: And our mission is to inspire tourism um by engaging the partners, that's you, and all of our hotels, restaurants and attractions in the community in order to build a sense of hospitality for Henry County's um visitors to stimulate economic development because economic development is what it is all about. [0:45:09, 0:45:27]: So in 2020, I know that there were several, excuse me, 2022. Uh nobody wants to go back to 2020. Uh 2022 there were uh several changes. Um that is our first full year that we collected um hotel motel taxes from short term rentals, but it also I know that you've had several um [0:45:28, 0:45:31]: New hotels come into the city of Stockbridge with your [0:45:32, 0:45:52]: um annexation. So the numbers next year and the percentages will look a little bit different. But as I said, we do represent four different entities and you'll see those percentages of budget makeup represented here. The orange is Henry County. The yellow is um the excuse me, orange is Locust Grove, yellow is city of um or Henry County [0:45:52, 0:45:53]: Yeah. [0:45:53, 0:46:09]: Uh the gray is stockbridge at about 20% with Hampton making up that the little blue strip at the top. Um and that's um representing about 30 hotels and a bed and breakfast across um all of the community. [0:46:11, 0:46:31]: So um in 2022 um we had a variety of um things that we were working on, specifically um one of which was visitor services. Um we have our 2022 visitors guide that was um our second installation of our magazine quality visitors guide. Um and [0:46:31, 0:46:39]: And it continued the work that the previous issue had started, where we had pioneered having four. [0:46:39, 0:46:59]: Custom brochure racks from Barn Beautiful in four of the welcome centers and it was so successful we expanded that to eight. Um there are nine centers, only eight will allow any type of promotion from outside of their region. Um and so we did it in all eight and we went through um a little over fifty thousand guides. We're actually still waiting. [0:46:59, 0:47:00]: [2820.9, 2830.3]: um from our distributor if we went through more than that we ordered sixty five thousand um and we had to order fifteen additional thousand in June because we were already running out. So [0:47:10, 0:47:13]: Um that was incredibly successful, and we do have. [0:47:13, 0:47:23]: our twenty twenty three's that just came in, so if you haven't had a chance to see those, I encourage you to um request one. We'll leave some for everybody at the city as well. [0:47:24, 0:47:44]: And then some new things that we really put into practice and we're excited about this year was our photo kiosk. This is a freestanding, independent touchscreen kiosk. It allows visitors to interact with it and select from 12 different branded city backgrounds. You can see some examples of some of those photos that people have taken. They can email it to them. [0:47:43, 0:47:58]: themselves or text it to themselves, but on the back end it lets us know what they're interested in, where they're from, um, how many people they shared it with, that kind of information. Um and so we have one at the center now and we have asked if we could expand that program as well. [0:48:00, 0:48:20]: Then in 2023, excuse me, we launched our new mobile visitor center, but we started that process mid-year in 2022. And we hired our part-time expert explorer. In September, she started and began working events such as at your local the theater, not the theater, the [0:48:20, 0:48:40]: Amphitheater at hotels, restaurants, events around the community. And she is supported by more than 30 trained, what we call local explorers, which is our volunteer force. And they were incredibly successful at engaging volunteers or visitors at those events. The goal with this program is to meet visitors where [0:48:39, 0:48:50]: they are. They're coming into the destination maybe with little to no knowledge of what else they could do, maybe other than what they're there to do. And so our our goal is to be there in their moment of decision. [0:48:51, 0:48:52]: And to say [0:48:52, 0:48:58]: Here's what else you could do, here's where else you could eat and encourage them to stay longer and spend more money. [0:48:58, 0:49:08]: And so this will be our full s first full year with our actual van that is built out on the inside as well. If you haven't had a chance to to look at the inside, I [0:49:09, 0:49:12]: Um, would love to bring it and let you see it here at City Hall. [0:49:13, 0:49:33]: So we also have um several different types of advertising that we do. We have seven different um billboard locations. They are digital billboards. We have one that's the lowest one we have is in um just north of Mount Caramel Road, and the tall the one furthest north is um on Interstate 24 in Chattanooga. Um so [0:49:33, 0:49:39]: They're all facing southbound traffic. That's what we found from research is where our highest number of visitors are coming from. [0:49:40, 0:49:51]: And so we have um four different designs that rotate through when we don't have either event or um partner promotions. Um you can see here is an example of of the one for the city of Stockbridge. [0:49:52, 0:50:00]: We also do print and digital ads. Um, we did ads in a variety of different types of publications. Like I said, both print and digital, including [0:50:01, 0:50:12]: Um the Georgia State Parks Guide, uh Southbound magazine, Better Homes and Gardens, um, and then here's some additional um examples of some of those ads that we ran as well. [0:50:13, 0:50:31]: We did a lot of video advertising. Um we have fifteen second and two minute videos, the fifteen second video um for each of our cities. And um we did about one million Stockbridge specific videos. These were served via YouTube, connected TVs, over-the-top TVs. So these are things like [0:50:31, 0:50:40]: uh YouTube ads or in in-stream content if you're reading an article or um things like Hulu that have streaming content that has um [0:50:40, 0:50:49]: video ads. More than 800,000 of them were completed. So people chose to watch all 15 or seconds of it. They didn't skip it. [0:50:49, 0:50:58]: And then that created about seventeen hundred clicks through from those ads directly to um Stockbridge specific itinerary on our site. [0:50:59, 0:51:05]: We also have some very um Stockbridge specific uh display ads. These are called digital display. You see [0:51:05, 0:51:22]: Um copies of photos along with some text that tells visitors what they can expect. Um these um had over two million impressions and seventeen thousand clicks to um to our site, which was all linking directly through to Stockburge specific content. And I do wanna make sure that it's specific that [0:51:22, 0:51:42]: These two million impressions are just stock bridge specific impressions. Every city has a different set of ads. There's about 25 ads for each city. Um, and they run and rotate through depending on what people are looking for based on what's in that city. So that's what you're seeing is stock bridge specific numbers. And that is um also including paid. [0:51:42, 0:51:51]: And um paid search and paid social. So here's an example of some paid search ads. Um, and those had about 50,000 impressions as well. [0:51:52, 0:51:57]: And so they cover a variety of different topics, shopping, history, um, et cetera. [0:51:58, 0:52:12]: We had a very successful year with PR and media. Um, we had about a hundred and seventy-two th um published results, including that equaled about a hundred and sixty-eight million dollars in earned media value. That means that if we'd gone out and bought these um [0:52:13, 0:52:29]: ads in these publications, the the column length or the number of pages would have cost us about a hundred and sixty eight million dollars, but instead it was free because it was editorial content. And that did include an ad or a full several page article in uh Southern Southern Living um magazine. [0:52:31, 0:52:40]: Social media, Leo continues to knock it out of the park with social media. Um you can see here's examples of some Instagram as well as uh Facebook post. [0:52:40, 0:52:51]: And he um generated about three million total impressions on our social content last year, a hundred and about a hundred and fifty thousand um total engagements and grew our following by about two thousand. [0:52:53, 0:53:13]: We also invested in a new um research and some new research called Arrivalist. It's a company that does location based data. Um for those of you who had the opportunity to come to our annual meeting, you got to see some of this presented by um John Packer, who works for Arrivalist. And I just wanted to run through um a couple of quick [0:53:13, 0:53:33]: Overview slides. This data is so deep, so broad, there's so many applications for it. But what it does is it actually tracks visitors that come into the destination via cell phone data. So you can see here that in 2020, so this the data you're looking at is 2022 data. [0:53:33, 0:53:38]: Um we had about one point nine visitors excuse me, one point nine million visitors and this is um [0:53:39, 0:53:44]: taken the data is taken based off of at data, but it is um [0:53:45, 0:53:50]: take it along with the cer the census data and um they [0:53:50, 0:54:08]: level it accordingly so that you're not getting really skewed data. What you'll also notice is that while we had almost two million visitors, only about 32% were spending at least a night. That gives us a lot of opportunity to capture those visitors and turn them into overnight stays and then to make them stay longer as well. [0:54:09, 0:54:13]: And with this we have an idea of where they're coming from, who's staying and how long they're staying. [0:54:14, 0:54:19]: So you with this you can also see I know it's probably small for those um [0:54:19, 0:54:37]: in the audience, but what you can see is that some of the states that are our highest um trafficked states or or points of origin make a lot of sense. Obviously Georgia, we're in Georgia, um, but Florida, Alabama, we touch all of those states. But what might be as surprising is that one point two percent of our visitors in twenty twenty two actually came from New York. [0:54:38, 0:54:38]: Um [0:54:39, 0:54:50]: and from Illinois and Texas. So you see all of those um states that don't have any they don't touch us at all, but um they're generating a high traffic um to our to our county. [0:54:51, 0:55:00]: And then when you look at the origin data more specifically, when you drop when you kinda dig into it, what you'll notice is that um while Georgia um [0:55:01, 0:55:18]: provides the highest number of our visitors. It doesn't provide our highest overnight stays. While New York is what, almost sixth, seventh in terms of the number or the places that people are coming from, it has the highest number of overnights, 2.44 um [0:55:18, 0:55:25]: average of 2.44 overnight. So um it's really good to know that okay if they're coming from New York, they're tending to stay longer. Um [0:55:25, 0:55:26]: And then you'd think [0:55:26, 0:55:42]: That makes logical sense, but you also see that Florida tends to stay longer than Alabama, even though um Alabama and Florida are both touching. So those are just good data st it's just good data points to know um when we're trying to advertise and where we're trying to advertise. [0:55:42, 0:55:51]: And then when you drill down from the state to the city level, you can see that only the top five cities are Georgia cities. You got New York right back there in the mix, noting that [0:55:52, 0:55:57]: Georgia is our sixth excuse me, New York is our sixth most um [0:55:57, 0:56:01]: popular point of origin for our visitors, which actually really surprised me. [0:56:02, 0:56:14]: And then when you look at our share of overnight again, the talked about only three point two percent, but then you see how that breaks down by the number of nights. Most of our visitors are day trippers, um, with about four point three percent being four nights or more. [0:56:15, 0:56:35]: And then when you look at where people are coming from, where they're going and when they're going there, you'll see that hotels that get captures the highest number of our visitors, which makes complete sense. Again, people need a place to stay. We do see a lot of pass-through traffic because we are on I-75. Um, but then you look at when they're visiting: March, July, August, again, um [0:56:35, 0:56:47]: the race happening in March and July, that makes um you can you can see those trends, you can see tournament season, you can see concerts all coming in, you can um as they impact that travel. [0:56:49, 0:56:52]: Also when you look at a year over year, um [0:56:52, 0:57:05]: report you can see how they change based on the month. Okay, well we lost um a little over eight percent in January this year over last year, but in September we gained it. So you can [0:57:06, 0:57:12]: Can see and then you can also look and say what happened in September? Why did we get more people in September than we did the previous year? What happened in January? [0:57:13, 0:57:24]: And why did we not get as many people this year? Was it weather? Was it an event that did or didn't happen? Those are some kinds of things that you can look at when you're making better decisions. Um [0:57:24, 0:57:27]: And so we're not making any decisions in a vacuum. [0:57:27, 0:57:47]: And this is a screen capture from the presentation that John Packer gave at that annual meeting, taking the Stockbridge amphitheaters points of interest specifically. We were able to identify 29 points of interest and draw um basically a grid right around their footprint. And so only people [0:57:47, 0:58:07]: People who enter that footprint get counted as a visitor. And so while Stockbridge had 4,300 visitors that were from out of state, they were spending an average of three and a half hours in the destination. And you could see, you know, maybe what your most impactful concerts were. What looks like whatever was in August. [0:58:07, 0:58:14]: Was your highest. Um you know, you had several concerts in August. Um so maybe that's you can see how that how that um [0:58:15, 0:58:35]: shifted the the the travel trends. You can also see where they're coming from. Most people are coming from Georgia. And so it's an opportunity again for us to look at our partners, our cities, our points of points of interest and attractions, and figure out how we can best work with each of those to better leverage [0:58:35, 0:58:37]: What it is that's making people [0:58:37, 0:58:41]: come and visit and then how we can um [0:58:41, 0:58:42]: Create [0:58:42, 0:58:46]: additional experiences. One of things that John said during that presentation that [0:58:46, 0:58:56]: Um, I think it's important to emphasize is that for every hour that someone travels to get you get to you, you have to have four hours of things for them to do once they get here. So [0:58:56, 0:59:02]: If people are coming from Savannah, say and they've traveled three to four hours, then we need about twelve hours or [0:59:02, 0:59:22]: Yeah, things for them to do. And so putting together itineraries, opportunities, um, packages so that they know what else they can do when they're in destination, it provides a huge opportunity for us to um leverage the people that are already interested in what you're offering, but maybe just don't know what else they could do with an easy proximity. So um [0:59:22, 0:59:42]: Um I'd be happy to go through this data in more detail or dive into anything specific if you have um any questions at a at a later point. But at this point do y'all have any questions? That's just a real quick run through. Well, I got it. Thank you for it, Laura, for that presentation. Uh very it's progress. We're making progress, that's for sure, in this aspect. And I know we're [0:59:42, 0:59:56]: helping helping along that process process and uh for that progress. Um the van, I don't know if you've already done this along with our event staff or even with our uh amphitheater, our consultant is in here as well and our representative from our event staff is here to [0:59:56, 1:00:03]: work out something for the the C V B band to be at those particular city activities or even at the concerts, okay? [1:00:04, 1:00:24]: So I don't know if you've already started at Dialogue. You have? Okay. It will be. They'll be there um on Friday. Oh fantastic. Fantastic. So we've got volunteers and the van and Rochelle all scheduled and all very excited. Good deal. And then New York, I have to admit, I'm I'm not totally surprised personally, because every time I turn around I'm and when I meet new people, they're coming from New York, New Jersey, somewhere up north. [1:00:24, 1:00:29]: like this. So it's fantastic, okay? It's it's good good brief. I appreciate that. mister Blount, go ahead, please. [1:00:29, 1:00:31]: Yeah, thank you. Thank you for the presentation. [1:00:31, 1:00:32]: Um [1:00:33, 1:00:40]: I'm gonna start specifically with the amphitheater piece. Um, how do you calculate the points of interest? [1:00:40, 1:00:46]: Once again, how how do you calculate points of interest? Because you got a number of four thousand three hundred and twenty three. [1:00:46, 1:01:01]: So what they do is they draw a a geofence around the property. Um and so when a phone enters that fence, it's registered as a visitor. [1:01:01, 1:01:11]: if it returns to a location outside of Henry County. Um and if it is a I should have said this at the front end, um it [1:01:11, 1:01:15]: rules out anybody who is a um [1:01:15, 1:01:18]: Commuter. So if you go [1:01:18, 1:01:21]: If you live outside of Henry and you come and you go back. [1:01:22, 1:01:27]: Um then it rules you out. It doesn't count you as a visitor. Um it only [1:01:27, 1:01:31]: counts people who are in the destination for at least two hours. [1:01:31, 1:01:33]: And then um [1:01:34, 1:01:54]: That had they have to they don't I think so if you're stopping and getting gas and then going on down the road, it doesn't count you. Um and so it is all about cell phone um data for app usage. Um and that's why it's normalized for the Census Bureau because the census because you might have different populations that are heavier app users than others or heavier apps of certain apps. So [1:01:54, 1:02:12]: What it is is it's for the amphitheater specifically is that there's a invisible line basically drawn around the amphitheater. And when a cell phone enters that um that zone or somebody opens an app that is one of the apps that is tracked, it gets registered as a hit. [1:02:12, 1:02:15]: I and the reason I ask that because it's um [1:02:16, 1:02:19]: When you look at y this is for the year, is that correct? Correct. [1:02:20, 1:02:34]: But when you look at this for the year, let's just say for instance, twelve concerts on the thirty-four seat amphitheater, that's over forty thousand seats. And so for the year you're telling me that in the in the parameters of the amphitheater, only ten percent or a little less than ten percent of the people [1:02:35, 1:02:43]: got on their cell phones or they did whatever. Is that what you're saying? No, what I'm saying is that only that that percentage are from outside of Henry County. [1:02:44, 1:03:01]: Okay. Outside of Henry County? Correct. If it if they um are residents, then they will not be counted. It only counts people who whose home base is outside of Henry County and that they're not commuters. So less than ten percent of the people that got on their phones was outside of Henry County. And it's it's [1:03:02, 1:03:03]: Not about [1:03:05, 1:03:17]: It is about who gets on their phone, but that's why they normalize it so that it's not about there's there's two sets of numbers. There's real numbers and then there's the normalized data. So you have your real numbers that might say [1:03:18, 1:03:19]: That there's only [1:03:20, 1:03:23]: a hundred or a thousand um [1:03:23, 1:03:26]: visits logged and then you look at um [1:03:28, 1:03:36]: the normalization of it. And I'm not explaining this well. John would have done a better job. But you look at the census data and you say that um [1:03:37, 1:03:55]: in that age group or in that demographic or in that area, this is the percentage of the population. And they um adjust it and they've found that it's within I think ninety something percent accurate in terms of when they normalize it. Again, I'm not doing a fantastic job of describing that, but [1:03:55, 1:04:03]: And that's fine, and I would have to say you're one hundred percent sure'cause I have no idea what you just said. So but but my concern has been [1:04:03, 1:04:13]: How connected are you all? So you're a entity of the chamber or you're connected with the chamber or you're s a separate entity of the chamber? We're uh an entity of the chamber. We're underneath their umbrella. [1:04:13, 1:04:17]: So the the thing that has concerned me even since I've been on this council. [1:04:18, 1:04:19]: Is what [1:04:19, 1:04:25]: The the chamber because you know the city of Stockbridge is the heaviest provider of funds to the chamber. [1:04:27, 1:04:30]: Are you talking about hotel are you talking about hotel mental taxes? [1:04:31, 1:04:33]: I'm talking about local abscessil tax. [1:04:35, 1:04:36]: So the loss tax? Yeah. [1:04:37, 1:04:47]: The chamber's not funded through loss tax. Well the the funding well, I'll be put it this way, the funding that we give the count give to the chamber, the funding that comes from the stock bridge portion. [1:04:48, 1:04:54]: For advertising. You're talking about hotel motel? Hotel motel taxes. You're twenty percent of our budget. [1:04:54, 1:04:55]: You're talking [1:04:55, 1:05:02]: But other cities are gonna be less than that, uh with the Chamber in Henry County. No. Um That's what we were told. [1:05:02, 1:05:15]: So Stockbridge is I have a slide. Stockbridge is twenty percent. Slocus Grove is forty something percent. Are you dealing with that per capita or you're dealing with that for monies uh funding brought in? [1:05:16, 1:05:17]: The amount of money brought in. [1:05:18, 1:05:18]: Okay. [1:05:19, 1:05:32]: So I have it broken down. What I do with um the when I look at it is I put everybody's um totals in and then I take the percentage and so and it's based on the real numbers that are brought in. [1:05:33, 1:05:44]: Well that's fine because I don't wanna I don't want us going down that road. I I just I'm only going off the last information that this council was given. But my concern since I've been on this council when it can when it comes to [1:05:45, 1:06:01]: those things that the chamber are doing for the city because this amphitheater, which is the anchor for this whole area, this whole region of the county, uh has has brought you we have hotels that are going up and we have a lot going on. And when I come into [1:06:02, 1:06:05]: Come into the city. I'm looking at the numbers you're giving. [1:06:05, 1:06:18]: But I'm not seeing this type of advertising. That's what I'm saying. Because when I come in from the south end, I'm as far as a hundred miles out and I'm seeing something for McDonald's. When I come out from the north end, [1:06:18, 1:06:31]: If we just did if we just did a picture of the amphitheater and how to contact for to to understand about shows and that, I would love that. I don't see that. So the numbers you're giving versus what I've seen, that's why I even just as our mayor, have you seen this? [1:06:32, 1:06:34]: I don't see what you're doing. I don't see this. [1:06:35, 1:06:38]: And if something could be given to this council when you're doing it [1:06:39, 1:06:51]: that we can go see ourselves. That would be that would be great because it gives validity to the presentations right now for what you're giving and even the question I asked about this point of a point of interest and all that. [1:06:52, 1:06:59]: I'm not sold on that yet because I guess someone else had to present present it for you. But I would ask that the chamber would look closely to [1:07:00, 1:07:18]: What is anchoring this city, which starts with our amphitheater, which start with what we're doing, which start with the historical piece, and that this chamber look closely on the correct way and how to uh uh with the funding that they're getting to advertise our city and make it more prevalent for people to come to our city. [1:07:19, 1:07:39]: And I will say that if I'm doing my job right, you don't see um our advertising. Billboards, of course, you would see, but it is not aimed at residents. Um residents are a wonderful byproduct of what we do, um, education of residents, but it is about educating people outside. [1:07:39, 1:07:57]: of Henry to get them to visit Henry. So all of our digital ads, the video ads, all those things that I was talking about, they are targeted to cities outside the Georgia cities and cities outside of the state that we have already seen a specific tendency to [1:07:58, 1:08:18]: Um either through research or through our web data that have already showed a propensity to or for interest for City of Stockbridge. Every city's advertising is different. So we'll have Stockbridge is targeted to different cities than City of Locust Grove because your visitors are not the same. They're not interested in the same thing and they're not the same people. So [1:08:18, 1:08:38]: So we do target it differently, but you are not going to see, you're not gonna go on Roku or on Hulu and see one of your ads because you're within the city limits. You're not in Little Rock, you're not in Birmingham or wherever else the cities are being. [1:08:38, 1:08:58]: And I've yet to talk to one single person at anything that was for people from out of town and say they saw this online or they saw it on wherever. They say they saw it on Facebook, they saw it on next door, or they heard somebody tell them. That's has been from my experience. I have no idea I can only speak for John Blount. And one of the things I would ask that you all would do. [1:08:59, 1:09:01]: is to get with the people [1:09:01, 1:09:15]: of the city of Stockbridge that are in those positions to tell you the the the talking points that we would like seeing and how we would like those be presented because if I won't see it, how can I believe it? Only thing I believe in that I don't see is God himself. [1:09:16, 1:09:18]: And so I need to so if I don't see evidence of something. [1:09:19, 1:09:30]: How could I you know what exactly would you like to see? I mean, because I mean I'm showing you screen captures of actual ads that are are running or have run. Um [1:09:30, 1:09:34]: What but when you tell me I'm sorry to cut you off because you asked the question, I don't want to go stupid. [1:09:34, 1:09:46]: When you tell me the point of interest is that four thousand, I think it's three hundred and twenty-three, twenty-two or something like that. When you tell me that that's that's that's less than ten percent of a concert year. [1:09:47, 1:09:55]: And when you tell me that, and then I don't see those type of people at our concerts, because the parameters that you gave them, I'm saying I don't see what you're telling me. [1:09:55, 1:09:58]: That's all I'm saying. I don't I don't see what you're saying. [1:10:00, 1:10:04]: I don't experience that. Maybe my other council members do and that's fine, but I don't. [1:10:05, 1:10:12]: And then then when I ask about it, it's not really being explained to a point to make it clear enough to me on what because when you say you draw a line, I don't see it. [1:10:12, 1:10:20]: I'm I'm sorry, can you you don't you don't see what. I'm so I know that that my explanation for the data wasn't the best. [1:10:21, 1:10:25]: One of the greatest things that you all can do that we can see [1:10:25, 1:10:27]: It's to understand your efforts. [1:10:28, 1:10:31]: If I don't understand your efforts without results. [1:10:31, 1:10:33]: Then I question the efforts. [1:10:34, 1:10:41]: So if I don't understand your elpers, what I just asked and you and I didn't really understand what you were saying, then how can I judge the results? [1:10:41, 1:10:45]: Because if you give it all you got and then we don't have any results, it's not your fault. [1:10:47, 1:10:52]: You you see what I'm saying? So at this point, if I don't see your efforts, like you say, I don't I won't see it. [1:10:52, 1:10:56]: Then then I'm at a point where what what else do I have to have to go off for? [1:10:57, 1:11:03]: And I'm more than willing to come and present or do anything that I can. [1:11:04, 1:11:05]: I can't [1:11:09, 1:11:22]: Because of the way our ads are targeted, I can't the digital ads, I can't make sure you see those in the moment. I can certainly bring you copies of our print ads. I can bring you I can email you copies of all of the [1:11:22, 1:11:38]: articles that have been written about the city of Stockbridge by writers that we've brought in. I mean I certainly can do those things. Uh uh so I won't so I won't prolong time. I'm Councilman John Blount. I'll give you one of my cars so somebody give you my car. And when you do those ads, say you call me and say you need to check this ad out. Okay. [1:11:39, 1:11:49]: And I'll be all right. And I do have copies of every ad we've ever done. So I can send you copies of um the magazines or pictures from the magazines. Um [1:11:50, 1:12:08]: I thank you. Council, any other qu Mr. Mr. Alexander, go ahead, please. Yeah, I think I had this conversation and I share some of the um concerns that Mr. Blount was registering. This is why I would like uh Mr. Gardiner, you come to the podium and Mr. Young, will you come to the podium? [1:12:20, 1:12:40]: One of the questions that I asked uh Miss Lucer before we got started was, you know, what are we doing with the billboards and um what's gonna happen? What are we do we currently have any show promos running on their billboards right now? The answer was no. For Friday night show. The answer was [1:12:40, 1:13:00]: Was no. And the answer for for from their end, I'm not talking about from your end, I'm talking about from the C uh the Convention and Visitors Bureau angle. They have billboards. I was under the assumption, as I'm sure the council members were, that we're operating just like we were last year, that we're gonna duplicate. [1:13:00, 1:13:20]: Show advertisements on the count on the CVB boards just like they did last year. Now, I asked Miss Luca, did she was she familiar with you, Mr. Young? She said no, she was not familiar with you, and that that uh she had consulted with several members. I told her about [1:13:20, 1:13:40]: The professional hits that you had on V103, KISS 104, the digital video promotion that you had, and they don't have any of that. There's a breakdown between what you're doing, which is on a class A top level, that information is not getting to them. We need to make that connection between. [1:13:40, 1:14:00]: You, her, and the staff members, so we can get that grade A advertising information to them. Because if they have billboards that are available for us to use and we got a show on Friday night and they're not being used, we're missing that because that's part of this service that we pay for. [1:14:00, 1:14:20]: But right now we're not getting that. And um I think it is and I asked the question, well, who was the contact with the city? I do there were several contacts with the city, but there needs to be one to generate and to do exactly what Mr. Blount is saying, what I'm saying, which is communicate what we want specifically. [1:14:20, 1:14:40]: In terms of shows that we want promoted and events that we want promoted, not just as you say, not just in this here in the area, but in the billboards that you have. Certainly, if the majority of the traffic is coming from inside the these, uh inside the area, we certainly want those. [1:14:40, 1:14:44]: People at Mount at the Mount Carmel bored to drive by it and see it. [1:14:45, 1:14:56]: So if we had the Isley Brothers concert on the s the Carmel Mount Carmel board, it would be seen inside of Henry County. If we had it on I seventy five, it would be seen inside of that. [1:14:57, 1:15:17]: So I'm asking that we make that connection so that we're able to cross-promote. And I think we did as we talked about the data that we that in that excellent presentation that we received at Merrill Manders Center. We talked about extended stays, and I think it was four hours not necessary. [1:15:17, 1:15:37]: I think it was four hours. And then that if they were in this in the city four hours, then they would be more apt to book a hotel stay. And based on that, I had sent you an email in uh some of the counterparts over at Panola Mountain, and so to see whether or not we could tag. [1:15:37, 1:15:40]: [4540.5, 4542.4]: When someone would come to the site [1:15:42, 1:15:44]: The suggestion would be put forward. [1:15:45, 1:16:05]: Yeah, okay, you could excuse me, you could go to Panola Mountain, you could go to Yule Forest, you could go to Atlanta Motor Speedway, or you could go to the Stockbridge Amphitheater so we could get that greater than four hours and a hotel stay uh in in the area uh as well. Those are the cross promotion things. There was some responses. [1:16:05, 1:16:25]: On that, and we need to get involved in that and partnering with other organizations. But firstly, I would like for Mr. Young to make the connection with if it's okay with you, Mr. Gardner, to make the connection with the CVB so we can get the advertising that we're using. [1:16:25, 1:16:45]: using on their platforms and we can take advantage of those with the specific information we want provided, not necessarily because right now it seemed as though they were making the decision, but we weren't actually they weren't exactly sure what we wanted out of that uh particular process. But it would be a cleaner look especially for [1:16:44, 1:16:49]: for the amphitheater, uh for the concert that we're having and maybe we can [1:16:50, 1:17:10]: Change that today and get them some information that they need to use those billboards a hundred miles out, two hundred miles out. Surely somebody in South Carolina might want to bring their mother to the Maxwell concert or somebody in New York. Those are the kind of things that we need to see on those boards and on those advertisements. [1:17:09, 1:17:16]: that will specifically bring people uh to Stockbridge. Do you is uh was that clear or was that [1:17:17, 1:17:37]: And I just wanna state that you do have um money set aside for city advertising that you can buy billboards in South Carolina and we still pay for them. Um, but you get to select where they are and what messages go on them. Um, but that is up to the council as a whole um and whoever to be that one. [1:17:37, 1:17:47]: point of contact um to let me know who and how that money needs to be spent. And then so that's one avenue. And then you also have [1:17:47, 1:17:52]: the boards that you're speaking of. We do have seven and we can um [1:17:52, 1:18:12]: We have a do have a schedule of people who have already are already committed to spots on the board. And so if you have a concert that you want promoted, then you can say, Hey, do you have a spot? And I say, I do, but only until these days or only for this month. Or not on this board, but we do on this board. I would be happy. [1:18:12, 1:18:30]: Happy to do that. You just just let us know. Um, and we did connect this afternoon for the first time. Um, so I appreciate that connection. So your staff is doing a fantastic job of making the connections. It's just making sure that we are connecting with the right people on the right projects. Um, because I do know that [1:18:30, 1:18:50]: um, you know, the amphitheaters handled separately than maybe the conference center or the main street. And so we are connected to all of those people trying to make sure that we're plugged into all the different aspects of the city because we know that it's so multifaceted. It's it's so many different aspects. So we would love to work with you to know what your concert series [1:18:50, 1:18:56]: what your priorities are, what the art is. We would love to promote those on our social channels as well. [1:18:56, 1:19:15]: um and also obviously on our billboards so and we appreciate working with uh Mr. Young too on making sure our welcome center can be at the property um because we we want to work with you. That's what we're here to do. Um and we want to make sure that you understand what we're doing and that you um feel comfortable with it. Um [1:19:16, 1:19:17]: But um [1:19:18, 1:19:29]: Whatever that looks like. I mean I'm here. I'm here. I'm always available. I'm always here. I can provide my cars, my email. Um, I know Miss Holliday has my my email as well, so [1:19:29, 1:19:32]: Yes, and and and as you say it. [1:19:32, 1:19:36]: You just said the key thing. You're waiting on those decisions to be made. [1:19:37, 1:19:38]: On our side. [1:19:39, 1:19:59]: To tell you what we need to do with those funds if we wanted to use those that advertisement outside of the city. You're waiting on us to tell you what we want to do with the seven boards that we have access to on the specific things that we want, if we want these things done. That's what I'm talking about. [1:19:59, 1:20:19]: I'm talking about we need to do what's necessary to get the information to you on our side so that we is there's no you're not unclear on what needs to be on what we want and that connection is made. That's what I'm talking about and that's what I'm asking Mr. Gardner [1:20:19, 1:20:39]: To do through the staff is to make sure that there aren't any ambiguities. They know exactly what we want to see and what uh we want to see coming forward. The one last question is on this graph that you have here, uh we were told that Stockbridge was contributing uh certainly a large amount. Is this just hotel or motel? [1:20:39, 1:20:51]: tax or what is this rhythm uh the only thing I'm concerned about is hotel motel taxes. Okay, so this graph represents the hotel motel tax correct that is coming from the various entities uh to you all. [1:20:52, 1:21:12]: Good. I'm looking at the hotels. I mean, how many hotels are in Locust Grove? I mean A lot. Maybe fifteen. Yeah. Okay. There's tons of hotels. In the city limits. In the city limits. They're all within half a mile from the interstate. Yeah. They're and they're they've built four in the last two years, maybe. [1:21:12, 1:21:25]: Okay. Mm-hmm. Okay. So our numbers should be certainly should be coming up with the annexation and Holiday Inn coming in and several others coming in as well. So those numbers should be. I mean with the holida yeah, the Holiday Inn's uh [1:21:26, 1:21:31]: It's a great property. Um at the Holiday Inn, you get the Holiday Inn, the microtel no, that one already is yours. [1:21:32, 1:21:36]: Uh, red roof and the travel lodge. I think you get three additional hotels coming in. [1:21:37, 1:21:57]: Right, right there in in that particular session. So those that that's certainly bump our numbers up. But I just wanted to so I certainly understand what Mr. Blount was saying, and that is it. Those seven boards, we want to use them because we should have access to them. We just need to get the information to you. And and I wanna be clear too. I know that I know that it's scripted and they're shared. [1:21:57, 1:22:01]: Yeah. But if we had leaned forward earlier, we would already be there now, right? [1:22:02, 1:22:08]: on the ones that aren't already spoken for because we have agreements, yeah. So thank you. Ms. Campway, please. [1:22:09, 1:22:29]: Okay, thank you, Mayor. Um before I ask my question, I wanted to um one commend the CVB board on what they do locally. I can attest to that personally, um, their reach out to small businesses. And before that, I was a little apprehensive about what exactly the CVV [1:22:29, 1:22:38]: VB board did. Um, but when you're hands-on and you have experience with seeing that, they offer a lot of trainings and they really, really try to promote. [1:22:39, 1:22:45]: all of the businesses that are within w within your city or that are part of the chamber [1:22:45, 1:22:47]: Um and they also [1:22:48, 1:22:50]: Um work really hard. [1:22:51, 1:23:11]: At trying to get the word out outside of Henry County about going to those places. So I do want to commend you for that. I did have a question in regards to the seven billboards: what's the process of getting on those boards? What is how can we become a priority? Or how do you go about picking and choosing? [1:23:11, 1:23:19]: choosing who gets to be on those boards? So we have um the seven and um they are [1:23:20, 1:23:40]: The first priority is we have visitors guide, um, the advertisers in our guide, and the advertisers get first pick, basically. It's part of their package. Um and they get, depending on whether they're two they have whether they have full page or half page, they get either two or one month, and then they get to go through and pick which board. [1:23:40, 1:23:44]: Um and then after that it's um there's a [1:23:44, 1:23:46]: A request form. [1:23:46, 1:24:05]: that that goes through and um you can select say I'd like you know this board in this month. And can you give me the amount of advertisers that you have? You estimate maybe an advertisers you guide? Um I think we have seventeen total advertisers, maybe fifteen total advertisers. Um not all of those are full or [1:24:06, 1:24:26]: Not full or half. So um yeah. And and when they have when uh so not all of them are full or half. There's about 17 and out of the seven billboards, are they all electronic and rotate? Yes. And we can run like so right now we don't have um partners running right now. We just have our um city building. [1:24:25, 1:24:30]: words running and those run we have all four of our arts that rotate through. [1:24:30, 1:24:40]: Okay. So the city's rotating through um as part of our our overall campaign. So although it's not the Isley Brothers or the concert series, Scott Bridge is still being promoted on a b on seven billboards. [1:24:40, 1:24:47]: So in regards to that, you had mentioned that we have money set aside that we could utilize for [1:24:47, 1:24:48]: Um a billboard. [1:24:49, 1:24:56]: What is that money set of but do you guys have that money or you guys send it over to Stockbridge or how does that work and [1:24:57, 1:25:03]: Is that money that what is that money allocated for? It is allocated to promote the city of Stockbridge in [1:25:04, 1:25:24]: the way that the city chooses. This is money that you can use to promote festivals. It has to be tourism specific. Um and it c but it can be used with your branding. So all the stuff that we do has our branding, but this money is set aside for your branding, your ads, whatever. Um and um because the one thing with [1:25:24, 1:25:30]: the city ads that we excuse me, the billboards that we do um when you use our set our our [1:25:30, 1:25:38]: When you use our seven billboards is you do have to allocate a fourth of the board with our logo. Um, if you use your ad, um [1:25:39, 1:25:45]: If you do the city the city funds, then they're completely yours. You can do it however you want, the whatever the art looks like. [1:25:46, 1:26:04]: Um in the past it's been used for Bridge Fest radio advertising or um holiday festival radio advertising. And that is you basically as a city contract with that entity, whatever that entity is that you want, and then we pay those invoices directly. By law we're not allowed to give you money back. [1:26:04, 1:26:19]: Um, but um that sends up all sorts of red flags for the Department of Affair or Department of Community Affairs. But basically y'all have the contracts, the rate the invoices come directly to us, we pay those invoices directly up to the amount that um [1:26:20, 1:26:40]: um that you have allocated. Okay. And so there there but there's a percentage of of hotel motel tax that comes directly to the city of Stockbridge, correct? Correct. So this is in addition to the correct. All right. And so uh can you uh uh well you just mentioned some of the things that we've spent money on before in the past. I know that we um [1:26:39, 1:26:59]: for a fact have. I remember food trucks in particular when I when I first started them. Um we reached out to CBB and used it for some of the billboards that we wanted directly. So I do I remember that but um I was just curious and I must shift gears a little [1:26:59, 1:27:19]: bit because I know we're all focused on the amphitheater, but there's so much more that Stockbridge could have to offer and can offer. And one of those things is um and I believe it's in your field uh the movie industry um and being on the registry has [1:27:19, 1:27:39]: Has that by chance been updated to at least present maybe the Stockbridge Amphitheater, some of our recruit trails, and some of the prettier shots, I mean some of some nice shots and locations here in Stockbridge? I haven't updated it recently, but we certainly can. You can update that that eventually [1:27:39, 1:27:55]: They've changed the system and I think that other people can update it now. You can add your own listings, those kinds of things now. Um, so it doesn't all fall to the camera ready liaison to do it. But um you can we can certainly do that. We can update those. Um and I get calls [1:27:56, 1:28:16]: Several a week for different places. So right now my my role is is largely a clearinghouse, trying to make sure that I'm getting to the right person. But um I do and I I get often get calls that say, I need X. Um and rarely is it the pretty stuff, actually. It's usually I need a dirt road or a house that's falling down. [1:28:16, 1:28:36]: down but um there is certainly I've I have gotten at least three calls about the amphitheater. Um so those we are getting calls we are directing them to the appropriate places um and that's that is what I do and what my job is because I'm not a permitting agency. Y'all are the permitting agency so it's trying to make sure that those interest [1:28:36, 1:28:43]: interested parties get to the interested people um and they can connect and but having the better photo desk definitely works. [1:28:43, 1:28:52]: Mm-hmm. Thank you. And any photos that anybody has, wants, updates, let me know. We can get that happened. Mr. Thomas, please go ahead. Thank you, Mayor. [1:28:53, 1:29:01]: Ms. Luca, thank you again. Uh, I was with you at the at the Murrmanners. Um, and I just want to come in counsel. [1:29:01, 1:29:04]: I I think this dialogue is good. [1:29:04, 1:29:12]: uh getting a better understanding, uh becoming a team, to work together. I I think all of this is good. [1:29:12, 1:29:13]: But [1:29:13, 1:29:17]: Where I wanna go with this and and as a uh city. [1:29:17, 1:29:25]: And I know um Mrs. Gantt mentioned some of the things, uh Councilman Alexander mentioned some things. [1:29:25, 1:29:27]: But I think we as a city [1:29:28, 1:29:30]: We have to give travelers. [1:29:31, 1:29:32]: A reason [1:29:33, 1:29:38]: to stop in Stockbridge. Folks traveling up and down our seventy five or what have you. [1:29:39, 1:29:41]: It's incumbent upon us. [1:29:41, 1:29:55]: to give them that reason. So we're talking tourism and I think we're headed in the right direction. I think we're doing some of those things, but I don't want to get too deep and and I appreciate [1:29:55, 1:30:07]: uh uh the concerns of the council and they are sharing those concerns with you and hopefully you are going to address some of those. But I think it still comes back to the city of Stockbridge. [1:30:08, 1:30:24]: offering, creating Stark Bridge as a designation where people want to come. If you're traveling, say if you coming up from Florida, you going to wherever, and you'll say, well, okay, let's stop over in Stark Bridge because [1:30:25, 1:30:34]: And we have to offer more than the amphitheater, you see. And so and I and and again I think we are headed in the right direction. [1:30:35, 1:30:38]: But I don't want us to get too bent off into [1:30:39, 1:30:48]: You know, what what you're doing, which I think is still valid. I think the concerns that are being raised, they are valid concerns, and hopefully you're going to address those. [1:30:48, 1:30:49]: But again. [1:30:50, 1:31:00]: We as a municipality and our staff, Economic Development, Main Street, uh, all of us, I think we have to give folks [1:31:01, 1:31:21]: A little bit more as to a reason why you want to come and spend a couple of nights in Stockbridge, more than the amphitheater. So I just wanted to just share that. And I think Council, you know, we're on board with that, but we just have to dig a little deeper and we have to produce a little bit more to create Stockbridge. [1:31:21, 1:31:35]: that place. So when folks leave home and whether they going north or south, hey, let's stop in Stockbridge because and and we got to give them that because so we have to market that. But if we don't have anything [1:31:35, 1:31:37]: Why should anybody want to stop? [1:31:38, 1:31:44]: And I'll say that your stock bridge fifteen second video, um, everybody I've ever showed it to says [1:31:44, 1:31:53]: It makes me want to go to Startbridge. You have things. You really do. And I think it's about packaging. Um and about packaging, um packaging, yes. Packaging it to the right people. [1:31:53, 1:32:03]: Yes, yes. Well, thank you again for coming. Uh Mayor Ford, I'm gonna yield and hopefully uh we can move on to the next adjustment. Any other comments from the council? [1:32:03, 1:32:23]: Thank you. If not, if not, thank you. Lord, appreciate the presentation. Thank you very much. Thank you all, Council. Okay. Okay, good deal. Now we'll move on to the Southern Crescent Technical College, that presentation. And what we have, uh Mr. Ingram, come forward, please. And with the uh Southern Crescent uh Technical College, we have Dr. Clark and Dr. Johns. [1:32:23, 1:32:33]: I know that um uh Harold is here for any things that may uh may have to deal with the amphitheater self, he's is in that aspect. And of course uh the talking about the actual [1:32:33, 1:32:53]: uh contract itself and I know that uh Mr. Washington has been involved with the attorneys from the Southern Crescent as well in reference to this particular event. Go ahead, Canyon, please. Um thank you, Mayor and Council. Uh on behalf of the event staff, we've been working with Southern Crescent since about last September. [1:32:53, 1:33:00]: uh in coordinating uh their graduation which is May ninth of this year. [1:33:00, 1:33:06]: We've gone back and forth with the attorneys, uh, finding a the contract itself. [1:33:07, 1:33:19]: uh we had to put that together during this process. And we finally got that together. Today we have a uh clean signed contract uh for your approval. [1:33:20, 1:33:33]: Could you explain in reference to the uh the nonprofit aspect and all the things that the the the uh the co colleges have to do in reference to the rental process? So do you understand that? Uh the [1:33:34, 1:33:43]: In the contract, it states that we are giving nonprofits twenty-five hundred dollar rental status. Uh and that [1:33:43, 1:33:47]: We did not have a standard operating procedure. [1:33:48, 1:34:08]: other than the twenty five hundred dollars, but there are several other things that come into play. Uh the the maintenance, the police, the uh security, all the parking, all aspects which have come to now$16,000, a little over north of$16,000. [1:34:08, 1:34:10]: [5651.1, 5654.3]: So when we st when they started looking at [1:34:14, 1:34:17]: twenty five hundred dollars, that's just for the shell. [1:34:17, 1:34:23]: And and so we've come to this place now and provided help them provide the the uh [1:34:24, 1:34:42]: uh vendors that they needed to secure this. And that's where we are at this point. And counselor in front of you you have you should have a document that indicates uh the all the services that they will be uh paying for to those vendors and those vendors uh are vendors that are very familiar with operation [1:34:43, 1:35:03]: Of the amphitheater because of the same vendors we use. There's no money coming from the city for this support of this. This is something that has been worked out with the staff and with the college and their leadership in reference to uh uh renting of the facility. And and I and I'm gonna go online and say the fact that I [1:35:03, 1:35:23]: I I can't recall the actual concerts, but if I understand right, both doctors that are here, Dr. Clark and Dr. Johns, attended a concert sometime last year and enjoyed themselves and said, Well won't this be a great uh great place to have a uh a commencement service?'Cause I think they've outgrown where they have been uh d having in the past. And it's [1:35:23, 1:35:43]: something that they're looking forward to, something I would think that hopefully we're looking forward to in reference to uh having a a a routine annual type of event. And if I understand correctly, uh they expect to have roughly 3,000 people to attend this particular event, this commencement service. And so it's it's it's a great thing. Stand by please of Mr. [1:35:42, 1:35:58]: Mr. uh Alexander caught my attention first, sir. Go ahead, sir. Yes, sir. Might we just hear from them real quick? Yep, that's fine. They're they're here. Before we do that, I I would like on page three folks to remove clause number K. A K. Eight K what's AK? It has nothing to do with us. [1:35:59, 1:35:59]: Thank you. [1:36:00, 1:36:02]: Eight K. What is it? [1:36:04, 1:36:06]: Eight K. That's all. [1:36:06, 1:36:08]: It's parking. [1:36:10, 1:36:11]: Yeah. [1:36:12, 1:36:13]: Yes, in the contract. [1:36:13, 1:36:16]: Eight case is parking at elementary school. Is that what you're talking about? Right. [1:36:16, 1:36:18]: We don't own the elementary school. [1:36:18, 1:36:38]: They have uh they have contacted the school themselves, the the the uh stock uh Henry County Board of Education uh for that. And I I agree, that's fine. Um that's what they're supposed to do, but we can't contract with put that in our contract agreement. It has nothing to do with us. No, you so asking for that to be removed. [1:36:39, 1:36:43]: Okay. Stand by one please. Uh mister Mr. Thomas, go ahead, please. [1:36:44, 1:36:44]: Um [1:36:47, 1:37:06]: The amphitheater rental has been going on for a couple of years, but I I I just wanna say to Southern Crescent and and any other organization that really wanna rent the the amphitheater. [1:37:07, 1:37:15]: Going back some years when and I was on this council when we discussed uh building the amphitheater. [1:37:16, 1:37:18]: And the reason for building this amphitheater. [1:37:19, 1:37:20]: And we talked about [1:37:21, 1:37:23]: а ей фасиліті [1:37:24, 1:37:24]: that [1:37:25, 1:37:26]: Вот іпакт [1:37:27, 1:37:32]: the quality of life for our citizens as far as entertainment. [1:37:33, 1:37:36]: Also number two, we talked about [1:37:36, 1:37:37]: Heaven. [1:37:38, 1:37:39]: uh an economic [1:37:40, 1:37:44]: impact in our downtown. And and I'm saying this to say [1:37:45, 1:37:46]: Іновім [1:37:47, 1:37:50]: Southern Crescent and any organization. [1:37:50, 1:38:05]: that want to come and flood downtown. That's what we want. We want people in our downtown. So make no mistake that, you know, we're pushing back on anybody coming. That's what we want. [1:38:06, 1:38:07]: But [1:38:07, 1:38:21]: The issue that I have, and I've raised this issue for more than two years now, and I think any organization, whether it's the college, fraternities, sororities, churches, schools, even in your home. [1:38:22, 1:38:35]: There are rules and regulations, there are policies and procedures that has to be in place before you can roll this out. And and that's my sticking point with this. [1:38:36, 1:38:38]: Not only with Southern Crescent. [1:38:39, 1:38:56]: But with any organization, and and I think it's it's a failure on our part because we did not get it together. And and and I think we're still sorta going around, but I from what I'm hearing and what the mayor just read, I think we're there now. [1:38:57, 1:39:06]: But I just wanted to say this and and you know we we move to take the policy off the agenda because it is it's not ready. [1:39:07, 1:39:14]: But again, I just want everybody to understand, and I believe everyone does understand, that you have to have [1:39:14, 1:39:23]: policies and procedures in place in order to roll this out properly. Because what you do for one [1:39:24, 1:39:26]: You have to do for all. [1:39:26, 1:39:37]: And so it was so fragmented, so chaotic, and that's the problem that I have. And I don't see no reason why it should have been that way. [1:39:38, 1:39:45]: You know, we're wrong folks, we're educated folks, and so why couldn't and and look in Southern Crescent. [1:39:46, 1:39:54]: This is not y'all's fault, period. Any churches, anybody, it is not y'all's fault why this policy is not in place. [1:39:55, 1:39:56]: It it is on us. [1:39:57, 1:40:17]: And I just have a problem because we did not get it done. And now we're still trying to patch and mismatch and all of that when it just wasn't necessary for us to do. So I just want everyone to say that I'm not against anyone in coming downtown. The more the merit. [1:40:17, 1:40:32]: Mary and Casim Alexander, he is the preacher for this. He knows that we want people to come into downtown. We want to have shops and restaurants and in it, because we want folks to come in and hey, spend your money in downtown. That's what we want. [1:40:33, 1:40:34]: But again [1:40:35, 1:40:37]: It is our responsibility to [1:40:38, 1:40:45]: To put the policies and the procedures in place so we can do just that. [1:40:45, 1:40:49]: En and I'm just having a problem in understanding. [1:40:50, 1:40:51]: Why? [1:40:51, 1:40:53]: We haven't been able to do this because [1:40:54, 1:40:56]: We've been talking about this for two years now. [1:40:57, 1:41:00]: And it's still fragmented. [1:41:00, 1:41:12]: So I'm hoping and and I think that's why it was pulled off because we know it's not ready, but hopefully we can go forward and allow Southern Crescent to come in. [1:41:12, 1:41:16]: But I just want everyone to know that we are not against anyone. [1:41:17, 1:41:21]: and come and participate in and partner, that's what we want. [1:41:21, 1:41:35]: But we have to put some things in place, policies and procedures. I don't, you know, I know if you're a member of any organization, you have bylaws, you have policies, you have procedures. So y'all know exactly what I'm talking about. [1:41:35, 1:41:44]: But there are some things that just were not in place. And so over the last three, four, five days, some things have become clearer. [1:41:45, 1:41:46]: Clear roar. [1:41:46, 1:41:50]: And and I think we can go forward. But just understand that [1:41:52, 1:41:52]: Yeah, if [1:41:53, 1:42:03]: And I I'm just gonna say it it was our fault that we did not get together. So Southern Crescent, it has nothing to do with you as far as you you did something wrong. You did not. [1:42:04, 1:42:12]: You know, you came and you wanted to do this. And again, you know, the failure's on us. So I'm just saying council, staff. [1:42:13, 1:42:14]: Let's get it together. [1:42:15, 1:42:35]: Let's get it together so we can put we can roll out the welcome map to all of these organizations and churches and schools or what have you to come in and be a partner with us in our great city of Stockbridge. And that's mayor that's basically all I want to say. So let's let's just do a better job in doing it. All right, good deal. Thank you. [1:42:35, 1:42:38]: Johns, Dr. uh John's and Dr. Clark. Could you come forward please? [1:42:39, 1:42:40]: Uh yeah, go ahead, sir. [1:42:42, 1:42:44]: Mr. Ingram, real quick on the um [1:42:45, 1:43:00]: 'Cause I haven't had a chance to look it all over. Um the the amounts on the rentals, all of those different fees, uh even the one for for for profit, those are non concert fees, right? [1:43:00, 1:43:13]: Those are yes. All of those are non-construct fees. Those are yes, they're nonprofit fees. But they have to pay the regular price for any vendor for the services that they need to operate. [1:43:13, 1:43:16]: No, I I I I get that, but I just wanna make sure [1:43:16, 1:43:20]: That the the fee uh scale here that I have. [1:43:20, 1:43:27]: Yes, sir. It is a non profit profit. It is a non profit. And the uh commercial for profit event. All of these are non profit [1:43:28, 1:43:29]: Concert. [1:43:30, 1:43:35]: The the last one on that line is the ten thousand dollars is it is for profit. [1:43:36, 1:43:43]: But the twenty five hundred dollars. Yes. This is true. [1:43:44, 1:43:48]: competitive within our sales. I want to make sure none of these There's no dollars exchanged. [1:43:49, 1:44:01]: on this event. So that basic price for the non profit price is that. They're not looking to make any money, they're not charging people to come. That's not what it's I I get that I I me I'll sorry. Ms. Kenway, I get that. [1:44:03, 1:44:04]: Follow me. What I'm saying is [1:44:05, 1:44:09]: Let's go all the way down to the commercial slash for property vent. Yes, sir. [1:44:10, 1:44:15]: Can someone come with that amount and and do a concert at the at the amphitheater? [1:44:18, 1:44:20]: Uh for the for profit? Yeah. [1:44:21, 1:44:23]: Yes, sir. Then I'm not forward. [1:44:23, 1:44:28]: No what is that amount? I'm not sure. [1:44:29, 1:44:30]: Respectfully, no, sir. [1:44:30, 1:44:37]: That was a rule that you guys asked us to put in place so we do not rent the facility out to anyone who wants to have a concert. [1:44:37, 1:44:56]: In competition with the city. That was a rule put in last year. But where is that in the it's in the policy document that we adopted in June of last year. We amended it and then we came back and we wanted to make further amendments to it. It's in this document. Ms. Garner, what I'm saying is Let me clarify something. If if that's our policy. [1:44:58, 1:45:01]: With all due respect, I believe that you all know that's our policy. [1:45:02, 1:45:06]: I think that all literature all liter contractual literature that we put out, even this to us. [1:45:07, 1:45:12]: Everything should be clear that that none of these none of these. [1:45:12, 1:45:15]: Or for concert purposes. [1:45:15, 1:45:21]: None of these rentals. Okay. So under the policy that we adopted in June of last year. [1:45:22, 1:45:34]: You have education and a non profit. They pay a flat fee of twenty five hundred and then any associated cost as it relates to the use of the amphitheater, that's what adds up to the sixteen thousand that they're being charged. [1:45:34, 1:45:36]: So if they have to pay for parking, that's in there. [1:45:37, 1:45:39]: If they have to pay for for fire input that's in there. [1:45:40, 1:45:49]: They have to pay for garbage pickup, that's in there. For a janitorial service, that's in there. That's what adds up to the sixteen thousand dollars. Well let me say this, because when you buy cigarettes [1:45:49, 1:45:57]: No matter what brand or what kind, no matter how many runs it calls, they got the surgeon general got a n something down there saying, you know, it's called cancer. [1:45:58, 1:46:01]: How about every time we put something out about these fees? [1:46:01, 1:46:19]: That we put something in there, the caveat in it as for non com non construct purposes or whatever we need to put on everything that we put out when it comes to this. I just don't want any misunderstanding or any misinformation going out, if you if you wouldn't mind. So d in in the policy document, the amendment we made. [1:46:20, 1:46:21]: Under each section in here. [1:46:22, 1:46:32]: We put in there civic or educational events, concerts under this section shall only be allowed under partnership agreement approved by city council. [1:46:32, 1:46:42]: Under non-profit benefit events, we have the same language. Concert under this section shall only be allowed under a partnership agreement approved by city council. [1:46:43, 1:46:46]: Under commercial and for profit events. [1:46:46, 1:46:50]: I I sorry to interrupt, I'll just for for sake of time. [1:46:50, 1:46:55]: Would there be a problem with putting that on any of these? If it is, then we'll just deal with that. [1:46:55, 1:47:00]: Would there be a problem w if we do a contract with anybody, would there be a problem putting it on here? [1:47:01, 1:47:12]: That all if you're gonna if you're gonna list all the fees, then we gotta say what the purpose of for anybody that gets this. If somebody got this and looked at it, oh wow, pro for for profit. [1:47:13, 1:47:15]: I can do for profit for ten thousand dollars. [1:47:15, 1:47:16]: We know [1:47:18, 1:47:19]: But they but nobody else would know. [1:47:20, 1:47:22]: The same arguments he has. [1:47:23, 1:47:30]: Ma May c can I just clarify a second? Yeah, so go ahead, uh go ahead, Mr. Thomas. I and I I appreciate uh Councilman Blount's concern. [1:47:32, 1:47:34]: But again [1:47:34, 1:47:38]: The question went out about this rental policy. [1:47:39, 1:47:45]: And to my knowledge, I was the only one that responded and gave some suggestions. [1:47:45, 1:47:47]: Even at retreat. [1:47:47, 1:47:50]: Um we tried to get into this. [1:47:51, 1:47:53]: I don't want Southern Crescent. [1:47:54, 1:47:57]: To get caught up in in our shortcomings. [1:47:58, 1:48:00]: Um and I think this is why [1:48:00, 1:48:02]: We delayed [1:48:02, 1:48:03]: approved [1:48:03, 1:48:05]: the rental policy because [1:48:05, 1:48:07]: It's obvious now. [1:48:08, 1:48:10]: That it is not ready. [1:48:10, 1:48:12]: So, but how can we [1:48:13, 1:48:18]: In order for Southern Crescent to meet their May Ninth deadline. [1:48:18, 1:48:20]: How can we [1:48:21, 1:48:31]: fix it somewhat so they can go far which still a double edged sword because what you do for them [1:48:31, 1:48:41]: You may have to do it for others. And just let me say about the policy, um, uh Mr. Gardner. In that policy, it talks about [1:48:41, 1:48:43]: An agreement [1:48:43, 1:48:46]: Between the applicant [1:48:46, 1:48:48]: And the city council. [1:48:50, 1:48:51]: That did not happen. [1:48:54, 1:48:55]: Right. [1:48:55, 1:48:56]: It didn't happen. [1:48:57, 1:49:17]: So uh respond and I'm I'm gonna respond to whatever you getting ready to say now. Respectfully, sir. The the contract is what you have before you that's what council approves. So whenever we get no no hold on one second I wasn't finished. He he wanted to Okay let me just make this come in, then I'm gonna yield back to Councilman Bull. [1:49:17, 1:49:20]: Let me just say this again I'm gonna respond. I'm gonna let [1:49:20, 1:49:29]: Mayor Ford. I'd like to be acknowledged after Councilman Thomas, please. Well I'm gonna yield back to to Councilman Blanc, but Mr. Garner. Yes, sir. [1:49:30, 1:49:31]: An agreement. [1:49:33, 1:49:35]: An agreement between [1:49:36, 1:49:37]: Southern Crescent. [1:49:38, 1:49:39]: And the city council. [1:49:40, 1:49:44]: It did not happen. There was where was the discussion between [1:49:45, 1:49:47]: So then Crescent. [1:49:48, 1:49:51]: and the city council. So where was that discussion for us? [1:49:52, 1:50:04]: understanding and approving and agreement. But but I'm I'm gonna yield back, but I'm just saying I'm just trying to show Can I answer the priest? Yeah, hold on one second. But I'm just trying to show [1:50:04, 1:50:07]: that this rental policy [1:50:08, 1:50:09]: Has some flaws in it. [1:50:10, 1:50:20]: And we just have to sort of get it together. But I'm I'm still trying to figure out how can we allow Southern Crescent to go forward, even though [1:50:21, 1:50:35]: This policy is not ready. But let me just yield back to to to Councilman Blount because he did have the floor. Well he did floor. But go ahead and answer your the qu uh Mr Thomas' question, Mr. Gardner, please. So so Councilman Book. [1:50:35, 1:50:55]: When an entity comes, you hire us to do to work with that entity to bring them to this point where there is a contract for this council to approve. Right? That's why you have these people here. And and the goal behind that is so that you don't have the wrangling over contractees points in in a city council meeting where [1:50:55, 1:51:03]: With with a with a with a potential person who wants to rent it, as long as they meet. As as it relates to the con to the to the policy. [1:51:03, 1:51:04]: Right. [1:51:05, 1:51:17]: We adopted the policy. We did not scrap the policy. We say we would amend it as we were moving forward, which we did in reference to some of the comments related to outside entities renting. So there is a provision in here that literally says [1:51:18, 1:51:18]: Good. [1:51:19, 1:51:28]: open to the public under commercial and for profit, open to the public where the primary use is for is making a profit. However, [1:51:28, 1:51:41]: No commercial or for profit concert shall be allowed at the amphitheater. That was one of the chief concerns that we're not competing with ourselves. So we did away with that to allow make sure that no one could come in here and have a concert. [1:51:41, 1:51:59]: in lieu of a concert that we're having. So we put that provision in there. So the key is as you have a and like with any zoning ordinance, you don't scrap the whole ordinance and then say we're gonna just amend it and leave nothing in place. You have something in place and you amend it as you go so you could get it to where you want it to be. [1:51:59, 1:52:01]: Right? We don't just take the ordinance and say it's done. [1:52:02, 1:52:03]: There's no more zooning. [1:52:03, 1:52:10]: So therefore we don't use it. So the best guide that we have is the guide that we but that we have in place. [1:52:10, 1:52:22]: Taking into account that there are some language that council wants to see change, most of those changes that we saw are not substantive changes to the actual policy. They're like change event manager to contractor. [1:52:23, 1:52:27]: Right? It wasn't anything substantive that says this is what we want to see change. [1:52:28, 1:52:34]: Correct me if I'm wrong, Council, because that's what I'm saying. Let's finish my piece. Just give me a second. I'm gonna finish my piece and y'all through with me. [1:52:35, 1:52:55]: Point of order. Point of order. What's your point of order, sir? Germain is it germane to the topic? We've they've been waiting for quite a period of time. Right. There this is not germane to approving their particular agreement. We we we this is the issue with people dealing with us. [1:52:55, 1:53:15]: We need to nip this in the bud in this conversation and vote because they've been waiting, they're patient. We know that this is a legitimate or a function that should be at the amphitheater that will bring 3,000 people downtown. Stop with the grinding and micromanaging. [1:53:14, 1:53:16]: Yeah. [1:53:16, 1:53:20]: All right. Stand by. [1:53:21, 1:53:33]: You'll get your opportunity. Mr. Washington, you got something you need to say, sir. Yeah, I'm I was gonna say part of where the confusion comes in about this is that, and this is a whole bunch of detail, but I'm gonna be brief. [1:53:34, 1:53:37]: We have a contract which is our standard contract. [1:53:37, 1:53:57]: Southern Crescent, because they are a state agency, they have a separate contract that they have to send out for signatures on when they're doing stuff because they're a state agency. So we have our policies and procedures that we sent them, and then the drafting going back and forth, they finally sent us their contract, and we, you know, Mr. Ingram. [1:53:57, 1:54:17]: And everybody, we've been on the line about this a whole bunch. So the rental policies and all the stuff that we have in place is our standard contract. What they did was they lifted language from our standard contract and put it in there. But because we know that this wanted to, we wanted to fast-track this because you all have been asking about this, this is [1:54:17, 1:54:37]: The information they lifted to put in here. So the prices that you see in there for the 2500 and 7500 and all that stuff is simply something that we can just black out, right? We can just simply black that out. That does not have to apply. And when you look at the top of the contract, it specifically says that this is just a contract between us and [1:54:37, 1:54:57]: Southern Crescent Technical, because this is the form that they send over. This is not our standard contract. This is just the contract that Southern Crescent sent to us. We got the contract at roughly 2:30 today as a clean contract. We want to try to get it before you as soon as possible. And so what will happen is the final contract, and this is one that the president did sign off on saying. [1:54:57, 1:55:08]: saying that they are fine with the language that's in this contract is that the final contract before we ask for the mayor to sign off on it, we can make the minor edits to it, which would be to take those numbers off. [1:55:09, 1:55:11]: Thank you, Mr Washington. Mr Blood, go ahead, please. [1:55:11, 1:55:12]: Thank you. [1:55:13, 1:55:16]: If you remove the other amounts [1:55:16, 1:55:22]: I'm fine with that. Everything in this contract, and let me make something clear. We had a retreat. [1:55:23, 1:55:25]: This is not new to me. [1:55:25, 1:55:25]: Yeah. [1:55:26, 1:55:28]: Everything in here we discussed. [1:55:29, 1:55:36]: Everything in here. I was clear. I'm okay with this contract. I'm okay with Southern Crescent. Only concern I asked. [1:55:37, 1:55:42]: was that if we're gonna put the amount on there that we put that writing in there. [1:55:43, 1:55:45]: Nobody up on this council. [1:55:47, 1:55:48]: Put me in office. [1:55:49, 1:55:50]: The citizens did. [1:55:51, 1:56:02]: And if we have to stay here to twelve midnight so I can make sure the citizens business is is correct in the way that I'm the voice for, that's what I'm gonna do. You gaming resolution. [1:56:03, 1:56:05]: To situation, and I'm fine with that. [1:56:06, 1:56:08]: I'm fine with you all. Have an event. [1:56:09, 1:56:29]: I just had concerns about those extra amounts in there that didn't even pertain to them. No, I that's why I wanted to explain it. This is just document drafting back and forth. They lifted it, put it in their contract because we've been going back and forth for this for several months as the mayor can attest to. They finally sent over their form contract to us, and they sent it over to us, and it had some edits. [1:56:29, 1:56:47]: and stuff in it. So we didn't get a clean contract today until roughly two weeks. So can contractually in the future if we would just put that amount that pertains to whichever one would be fine with that. I'm fine with that, yes. That that we'll totally do that now. So before before you sign it, Mr. Mayor, we'll have edited it though. Yes sir I understand. Ms. Barber go ahead please [1:56:48, 1:56:49]: Thank you, Mayor Ford. [1:56:50, 1:56:51]: Okay, so I have [1:56:52, 1:56:53]: Three questions. [1:56:54, 1:56:55]: Mr. Gardner. [1:56:55, 1:56:57]: During the retreat [1:56:57, 1:57:01]: Was this contract for Southern Crescent provided to the council? [1:57:01, 1:57:03]: For review or discussion. [1:57:03, 1:57:05]: No ma'am, there was there was really not a content at the time. [1:57:06, 1:57:07]: My next question. [1:57:08, 1:57:10]: The amphitheater policy, I know that that was [1:57:11, 1:57:15]: A topic of discussion during the retreat um and some changes. [1:57:15, 1:57:17]: That you are gonna make. Yes, ma'am. [1:57:17, 1:57:22]: I am perfectly fine with Southern Crescent holding their graduation ceremony here. [1:57:23, 1:57:24]: My concern is [1:57:25, 1:57:26]: The contract. [1:57:27, 1:57:33]: I don't know when anybody else received a copy of this contract. I mean members of the governing body. [1:57:34, 1:57:35]: I didn't receive it. [1:57:36, 1:57:38]: Until I sat down here today. [1:57:40, 1:57:41]: And I have the copy. [1:57:43, 1:57:44]: I haven't read anything. [1:57:45, 1:57:49]: So you're asking this council to approve a contract. [1:57:49, 1:57:51]: That none of us have read. [1:57:53, 1:57:53]: The mayor. [1:57:54, 1:57:55]: He did call me yesterday. [1:57:56, 1:57:58]: To make me aware that this item [1:57:58, 1:58:00]: was going to be added to our agenda today. [1:58:01, 1:58:02]: For discussion. [1:58:02, 1:58:05]: I asked for a copy of the contract. [1:58:05, 1:58:06]: To be sick. [1:58:07, 1:58:08]: Today. [1:58:08, 1:58:12]: I followed up with him again today asking, hey. [1:58:12, 1:58:14]: Are they gonna send us a copy of the contract? [1:58:15, 1:58:17]: Because I don't want to be here. [1:58:17, 1:58:19]: Discussing this contract. [1:58:19, 1:58:20]: And I haven't read it. [1:58:21, 1:58:22]: None of us have. [1:58:23, 1:58:26]: What I'm what concerns me is the inconsistency. [1:58:27, 1:58:32]: inconsistency in our processes and not only that, the pricing. [1:58:33, 1:58:34]: I don't know if [1:58:34, 1:58:39]: These pricing that are listed on this document here. [1:58:39, 1:58:40]: I guess these are [1:58:41, 1:58:42]: um cost at [1:58:42, 1:58:43]: Small being [1:58:43, 1:58:44]: Okay. [1:58:44, 1:58:45]: Electrical. [1:58:46, 1:58:46]: Cost. [1:58:47, 1:58:50]: Three hundred and fifty dollars three hundred and fifty dollars. [1:58:50, 1:58:51]: Sound. [1:58:51, 1:58:54]: Six thousand four hundred forty five dollars. [1:58:54, 1:58:55]: Janitorial. [1:58:55, 1:58:57]: Nineteen twenty five. [1:58:57, 1:58:59]: Parking attendance. [1:58:59, 1:59:00]: Two thousand dollars. [1:59:01, 1:59:03]: We didn't have parking attendance. [1:59:03, 1:59:05]: Even when we hosted our [1:59:05, 1:59:08]: First series of concerts last year. [1:59:08, 1:59:09]: Well we [1:59:09, 1:59:11]: Put that on them. [1:59:11, 1:59:14]: Those are the kinds of things that concern me. [1:59:14, 1:59:16]: If we do this now. [1:59:16, 1:59:19]: will be have to will have to be consistent. [1:59:20, 1:59:22]: Від all rental contracts that come to us. [1:59:23, 1:59:24]: Using the same [1:59:24, 1:59:25]: Pricing. [1:59:26, 1:59:28]: I don't know where these pricing [1:59:28, 1:59:29]: Came from [1:59:30, 1:59:31]: Uh [1:59:31, 1:59:34]: Were you involved in the negotiations? [1:59:34, 1:59:36]: Of this contract, Mr. Gardner. [1:59:37, 1:59:45]: You are not? No ma'am. The the pricing as specifically as it relates to parking, so last year no, we did not, but this year we do. [1:59:46, 1:59:54]: Under the new un under the new under the new management of the amphitheater leadership. That's something that we implemented this year. [1:59:54, 2:00:11]: Right, uh in terms of having a park having a private parking company to come in and manage the parking. Um as it relates to to the document, the the breakdown of of the fees are associated with what we've put in the policy document. [2:00:11, 2:00:12]: Um and [2:00:13, 2:00:19]: Jamie to how long they're going to be utilizing the facilities. So your typical concert lasts for four hours. [2:00:19, 2:00:28]: Right. They start we usually start up at five or six and we go till about ten o'clock at night. Um the the graduation is not gonna be four hours, I don't think. [2:00:28, 2:00:48]: Um and so, you know, you then have to look at how you prorate the fees that related to the to the use of the amphitheater. But everything that we've done is part of what we have as in the existing policy as we move forward with amending it. Um the the data that we got we got from from other communities [2:00:48, 2:00:50]: They have a amphitheater. [2:00:50, 2:00:53]: Um one of them being the city of Woodstock. [2:00:53, 2:00:57]: А мін дес was so Jumane to ours, that's why we looked at theirs. [2:00:58, 2:00:59]: Right. Um [2:01:01, 2:01:13]: But we we've done everything and the reason why, you know, preferably I wanted to bring this at the end because it had to go through their process. Lawyers going back and forth was the reason why it took so long. [2:01:14, 2:01:21]: Because it wasn't just our attorneys reviewing it, it was their attorneys reviewing it, getting feedback and going back and forth over the last couple of months. [2:01:21, 2:01:23]: If we had it our way, this would have been [2:01:23, 2:01:25]: to you guys in January. [2:01:26, 2:01:34]: But it wasn't because when we sent it to them as the city attorney state, they and they could attest they were back and forth between their legal counsel and our legal counsel. [2:01:35, 2:01:37]: Right, that took a lot of time. [2:01:37, 2:01:47]: So it wasn't that and I would have preferred to bring this with enough time on the twenty eighth, but the twenty eighth of this month would've left them with a week and a half to graduation and if it's denied, they don't have a venue. [2:01:49, 2:01:50]: I that was my suggestion. [2:01:51, 2:01:57]: Because I understand this was gonna be a question that came from you guys, right? And to stay consistent. [2:01:57, 2:02:04]: But sometimes you have to adapt and make changes. You can't run through the wall. You gotta go around it sometimes or go under it or go over it. [2:02:05, 2:02:10]: Right. So this was a situation that we didn't inherit. It wasn't of our making per se. [2:02:10, 2:02:26]: It was just uh let them tell the story. It was just them g us going back and forth with the changes as to what they wanted to see, what we needed to see, what they needed to have. That's what ate up almost two months of this time. Mr Gardner, my concern is I wanna be fair. [2:02:27, 2:02:32]: I wanna be fair to Southern Crescent. I see a five hundred dollar cost on here. [2:02:32, 2:02:34]: For parking lot rental rental. [2:02:35, 2:02:36]: Are we being fair? [2:02:36, 2:02:38]: Is that necessary? [2:02:38, 2:02:40]: I don't think it's necessary. Yes, ma'am. [2:02:40, 2:02:43]: It's those kinds of things that concern me. [2:02:43, 2:02:49]: Yes, ma'am. Um I am for the record, Madam Clerk, I am gonna be abstaining from this. [2:02:50, 2:03:01]: only because I have not read the terms of the contract um and I have made it a point for three years asking that contracts [2:03:01, 2:03:03]: be provided to the council [2:03:03, 2:03:04]: Beforehand, the [2:03:04, 2:03:06]: So that we can review it. [2:03:06, 2:03:07]: And [2:03:07, 2:03:08]: Bye. [2:03:08, 2:03:10]: Providing it to me. [2:03:10, 2:03:11]: А те старт у мітин. [2:03:12, 2:03:13]: It's just not [2:03:14, 2:03:15]: Sufficient enough for me. [2:03:15, 2:03:19]: That's all. All right. Thank you. Ms Mr. Thomas, please, sir. [2:03:19, 2:03:21]: Um thank you, Mayor. [2:03:22, 2:03:25]: A couple things. Um again. [2:03:25, 2:03:27]: I'm in favor of Southern Christian. [2:03:27, 2:03:34]: But I'm going to disagree with Councilman Alexander. No no one is is is micromanaging. [2:03:34, 2:03:36]: As I stated before [2:03:36, 2:03:39]: You have to have policies and procedures in place. [2:03:39, 2:03:52]: That's what we are attempting to do. You cannot do anything unless you have policies and procedures, means of how you get the business done. That's what we're preaching about today. [2:03:53, 2:04:01]: Mayor Pro Tem Barber is correct about this contract. That's the reason I asked the question. Even in the first document, it says. [2:04:02, 2:04:15]: An agreement between the applicant and the city council. It didn't say the city manager, it didn't say the city clerk, it didn't say the event staff, it says the applicant. [2:04:15, 2:04:17]: And the city council. [2:04:18, 2:04:19]: But again [2:04:20, 2:04:23]: And I don't wanna continue to throw blame [2:04:23, 2:04:28]: But this policy should have been done with. [2:04:28, 2:04:38]: We would not be going through any of this talking about a five dollar park and this and that. We have to be fair to everyone. If you had a policy in place. [2:04:39, 2:04:48]: That policy would oversee any and everyone that wanted to rent the amphitheater. That's what a policy and procedure does. [2:04:50, 2:04:58]: That's what it does. Until we understand that, we're gonna be still chaos and confusion, like we are right here, right now. [2:04:58, 2:05:01]: We did not see this contract at the retreat. [2:05:02, 2:05:08]: So I'm saying and I don't want to throw no blame at anyone, but Southern Crescent, this is not your fault. [2:05:09, 2:05:09]: So [2:05:10, 2:05:14]: I'm I'm just giving the fact the truth and the facts. [2:05:15, 2:05:32]: That's what I try to be about, the truth and the facts. And until we get this policy corrected where it pertains to any and everyone that wants to come, whether you're a nonprofit, whether you're commercial for profit, whatever the category is, the policy would lend itself to that. [2:05:33, 2:05:36]: And this is what we supposed to this should have been done. [2:05:37, 2:05:50]: Mayor. And now Southern Crescent is it's you know gett getting a shortfall because we didn't do our due diligence. I yield back, Mayor. Thank you. Thank you thank you. Appreciate a motion. Ms. Ms. Gantt, please. Mayor. Thank you. [2:05:51, 2:05:53]: Um first before I start. [2:05:55, 2:05:57]: Um this is t to Mr. Gardner. [2:05:58, 2:06:00]: The policy we voted on a policy already. [2:06:01, 2:06:10]: The meat and potatoes of the policy, the dollar amount. Is that not correct? We've already voted on those numbers, correct? Those numbers were part of the policy document, yes. And we did we adopt that policy? [2:06:11, 2:06:13]: You adopted the policy in June of last year. [2:06:13, 2:06:16]: Twenty twenty two. Okay. [2:06:16, 2:06:20]: So tell me, we were talking about amending it, but it was only for [2:06:21, 2:06:31]: minor terms, correct? Like agent slash, was it what were we amending? We were only amending certain names specific, not not the meat and potatoes. [2:06:32, 2:06:32]: But [2:06:33, 2:06:39]: Just terms. Is that not correct? So the comments that we got back were mostly germane to [2:06:40, 2:07:00]: Removing events manager and pla replacing it with contractor consultant, I think it was. So removing events manager and replacing it with what? Contractor con consultant consultant. That was the majority of that was the majority of the references. Okay. Um there were some other ones in there. I can't remember off the head'cause I don't have the notes if I [2:07:00, 2:07:15]: But it was not but dealing with the numbers and what we had already defined as nonprofit educational expenses. Is that correct? Right. There was one one area that I remember specifically I think that we wanted to add um [2:07:16, 2:07:18]: in there as it relates to [2:07:19, 2:07:39]: Um I know it was civic, educational, and then there was one other language we wanted to add to that to that to cover. He he pointed out. I just wanted to respond to something but I'll wait. What what was it? What area were we gonna add? So Because it wa it was non profits, civic was it like Yes. So [2:07:38, 2:07:42]: Under l under the current language we had there was civic, educational [2:07:43, 2:07:59]: non profit benefits, private, commercial no and for profit events. Okay. There was one one other type of entity I think that we were going to amend and I think it had to deal with civic changing the language and that civic or educational art in some another [2:07:59, 2:08:19]: type of entity. I don't have my notes in front of me, but I know that's that's what would came out of the the retreat in terms of demending that portion of it. Okay. So just adding maybe another category. But not necessarily it doesn't mess up it doesn't change anything with non profits. Is that not correct? In education I mean they they would still be the same under the same category. And there was also some discussion regarding [2:08:19, 2:08:32]: the fees and should we increase certain fees, but there was never I don't think there was a consensus in Madame City Clerk. You could remind me of if if I'm not sure if you're not a good thing. But currently the adopted policy that we have in place right now, today. [2:08:32, 2:08:44]: fits this contract agreement, correct? And this contract agreement reads between Southern Crescent Technical College and the City of Stockbridge. Is that correct? [2:08:45, 2:08:52]: That's on the first page. Yeah, I don't have it. I'm at the top. But my recommendation is well I'm I'm looking at page one. [2:08:54, 2:08:55]: This rental agreement [2:08:56, 2:09:00]: is made and enter into this tenth day of April. [2:09:00, 2:09:01]: Comma. [2:09:01, 2:09:07]: twenty twenty three, buy in between Southern Crescent Technol Technical College [2:09:08, 2:09:10]: Parentheses here and after renter. [2:09:11, 2:09:15]: And the city of Stockbridge, Georgia, here and after City. Is that not correct? [2:09:15, 2:09:20]: I would say yes. Okay. Everybody see that on page one at the top. All right, I wanna make sure. No. [2:09:21, 2:09:28]: On the page one, no one has gotten a copy of do you have a copy of this amphitheater rental part? It's the rental agreement. [2:09:28, 2:09:33]: Okay. Are you talking about Southern Crescents? [2:09:33, 2:09:42]: No, I'm I'm looking at the rental agreement by between Southern Crescent Technical College and the City of Stockbridge. All right. So one one question. I'm I'm not finished. [2:09:43, 2:09:44]: Um [2:09:45, 2:09:48]: The twenty five on page three. [2:09:49, 2:09:50]: Of this agreement. [2:09:52, 2:10:00]: We've already s asked that the other information that was copied and paste basically list of the other prop other uh [2:10:01, 2:10:05]: Events such as private events and commercial for profit events. [2:10:05, 2:10:10]: t be taken out, removed, so there would not prevent any confusion there. [2:10:11, 2:10:13]: A policy already has in place that [2:10:13, 2:10:14]: Other [2:10:15, 2:10:16]: Anyone else who rents our [2:10:16, 2:10:19]: Amphitheater cannot have concerts. [2:10:19, 2:10:20]: At the facility. [2:10:21, 2:10:25]: So that's something totally different. That's an a policy that we've already adopted and voted on. [2:10:26, 2:10:28]: And I asked that we remove [2:10:28, 2:10:29]: On clause eight. [2:10:30, 2:10:31]: Okay. [2:10:31, 2:10:38]: parking at elementary school that we remove that because that has nothing to do with the city of stop city of I can't we cannot contract. [2:10:39, 2:10:40]: With that. Understanding? [2:10:41, 2:10:44]: All right. In in regards to everything else [2:10:45, 2:10:47]: My only other questions are one. [2:10:48, 2:11:07]: What is the clause due to force of nature in regards to rain? What is the the w what are we going what's gonna happen at that point? Has that been discussed at all? I don't see it in this agreement. So I need to know I don't see that clause in here. I'm sorry, I'm a lawyer. [2:11:08, 2:11:10]: So I'm asking. [2:11:11, 2:11:15]: Where is that? And I need to know whether or not that clause [2:11:16, 2:11:26]: And what would be the plan B? Because it says that once you rent, it's non refundable. So let me know where where we are with that. I want to answer to that one. And I also want [2:11:27, 2:11:28]: To know [2:11:29, 2:11:29]: Um [2:11:30, 2:11:44]: I don't have any objections, none whatsoever. I think this is great. I think this is what we want. We want graduations at our amphitheater. We want the community and we're very proud and I would love to always support Southern Crescent. I want you to know that. [2:11:45, 2:11:48]: Um I will vote in favor of this. [2:11:48, 2:12:04]: Once we get all our uh once you can tell me the answer to in regards to the rain clause or whatever happens clause, the force of nature clause. And also I need to see the I saw a clause in here about damages, but those damages [2:12:04, 2:12:06]: The clause did not [2:12:06, 2:12:07]: One second? [2:12:08, 2:12:13]: Page four cla um section twelve says damage to personal property. [2:12:14, 2:12:29]: To the extent permitted by Georgia Law, the city is not liable for the loss or damage of any goods, equipment, or personal items stored on or used at or around the facility premises. But what about the damages to our premises? What's the repercussion of that? Where's that clause? [2:12:30, 2:12:32]: Those two items I need. [2:12:34, 2:12:35]: Seems possible. [2:12:36, 2:12:37]: Other than that. [2:12:38, 2:12:41]: I one hundred percent support Southern Crescent. [2:12:42, 2:12:44]: being a part of our um [2:12:45, 2:13:05]: uh participating here, I I'm I want to apologize. I'm sorry you have to go through this scrutiny of debates. Um it's not your fault. It's I believe that everybody on this on this council, based off of what I've heard, supports the fact that graduation would be held here. We will love it here. I just want to make sure that our claw and I [2:13:04, 2:13:11]: I would vote for it today as so long as those clauses are in there to protect the city. That's our job. [2:13:12, 2:13:14]: Okay. Mr. Thomas, sir. [2:13:15, 2:13:20]: I I'm gonna agree, as I stated before, uh I I'm in favor of Southern Crescent. [2:13:20, 2:13:20]: But [2:13:21, 2:13:36]: My message is to the staff, Southern Christmas, not to the staff, and and and and and I'm gonna continue to say this. Now, in that agreement, in that rental policy that we approve, that we keep referencing to. [2:13:36, 2:13:38]: It says [2:13:40, 2:13:43]: Agreement between the applicant [2:13:43, 2:13:53]: and the city council. Now we understand that some of us understand when you see the city of Stockbridge, that's that's the same as the city council. [2:13:53, 2:13:54]: Number one. [2:13:56, 2:14:00]: But the contract itself and council woman barber is correct. [2:14:01, 2:14:14]: This is what we have to stop doing, staff, is giving us something at the last minute. We just had a retreat. We should have had this contract at at the retreat so we could [2:14:14, 2:14:18]: This should have been on we we should have been on on on agenda item twelve by now. [2:14:19, 2:14:20]: Because [2:14:20, 2:14:23]: It's a failure of of a process. [2:14:24, 2:14:26]: Point of order. What's the point of order, sir? [2:14:26, 2:14:29]: Point of order, if we have any [2:14:30, 2:14:35]: ours or anything with staff itself as a council [2:14:35, 2:14:38]: Those things are addressed behind closed doors. Correct. [2:14:38, 2:14:45]: Well I I and I agree with that. [2:14:45, 2:14:50]: Because what we're gonna do is take the staff out to the barn and spank'em, then that's a do totally different ki uh um [2:14:51, 2:14:52]: That's a totally different meeting. Okay. [2:14:53, 2:14:54]: Are we gonna prove this or not right now? [2:14:55, 2:14:56]: May I for may I f finish. [2:14:57, 2:15:01]: Okay. I I'm gonna agree with that as far as the staff [2:15:02, 2:15:03]: But [2:15:04, 2:15:08]: When we try to deal with these things proactively. [2:15:09, 2:15:13]: And then if it don't happen, then it leaves us no course but but to do just that. [2:15:13, 2:15:17]: But again, I'm in favor. I will vote in favor of this. [2:15:17, 2:15:18]: But [2:15:18, 2:15:20]: I get tired of [2:15:20, 2:15:40]: Coming here on the dais and going through the same thing every day. And especially when we start talking about contract. Councilwoman Barber is correct about contract. And we have said this over and over and over. Give us contract in a timely manner so we can review and we can make an intelligent and a comprehensive decision. So I [2:15:40, 2:15:51]: I just wanna say that yeah, I I I'm more apologize for um tasked and counsel, but I mean uh staff, but when you don't give us a choice. [2:15:51, 2:15:59]: d this is sort of where we are. So but going forward, um, may I'm gonna yield back and hopefully um [2:16:00, 2:16:20]: Whatever the contract says and whatever the agreements are. I got it. You know, we we can sort of just go forward. And I guess any b any any other organization that come in behind this, how how do we treat them? Right. What what I'm look what I'm looking for now is a is a motion with the put particular things that we we want to see a change. [2:16:19, 2:16:39]: I guess a couple different things that were identified that need to be changed to and and uh provided that we may have we document those particular changes properly for the clerk and for understanding and have a motion to go ahead and approve this particular contract. So in that case, um uh Mr. Gardner and Mr. Um [2:16:39, 2:16:51]: Uh Washington. Could you come back to the podium first, uh please, before we go down this road? I want you all present. I got it. Okay. I got it. [2:17:00, 2:17:07]: Right. Is this is this on you now, Ms. Gat? Yes. I'll go right ahead, please. Mayor, I move that we approve the rental. [2:17:07, 2:17:10]: Between Southern Crescent and the city of Stockbridge. [2:17:11, 2:17:12]: With conditions [2:17:12, 2:17:14]: Changes in the contract agreement to read. [2:17:15, 2:17:16]: R on page three. [2:17:17, 2:17:17]: Remove [2:17:18, 2:17:20]: Under klas six. [2:17:21, 2:17:35]: Fees, remove private events at seven thousand five hundred dollars, and commercial slash for profit events of ten thousand dollars. Specifically just state what we are renting for, which is this nonprofit educational event. [2:17:35, 2:17:46]: Or educational event. Civic I'm sorry, civic and educational event. Second. I also wait, then I'm not done. I also asked on clause eight that we remove [2:17:47, 2:17:52]: Class A item K, which reads parking at elementary school on page three. [2:17:52, 2:17:56]: We also need to add into the contract agreement [2:17:58, 2:17:58]: Um [2:18:00, 2:18:11]: There's in our policy we voted for number six, which is security slash damage deposits, and we talk about damages. If anything happened to the amphitheater, that needs to be placed into the agreement. [2:18:12, 2:18:13]: Along with [2:18:13, 2:18:14]: Um [2:18:14, 2:18:16]: The mentioning of [2:18:16, 2:18:19]: you know, the rain or rain out or whatever the case may be. [2:18:20, 2:18:30]: Um having said that, I ask that we move to approve this with those conditions. Second. Okay. Motion is made and seconded. We have plenty of discussion. So all in favor of the motion, please indicate. [2:18:30, 2:18:38]: The the the procedures discussion, one of the things I wanna say, Mayor, is that this concern came up about [2:18:38, 2:18:55]: About the rain date and is there an alternative date? All this came up and I've yet to hear anything about that either. Well t well it what the staff's gonna work out. So all in favor of the motion please indicate once again. All right. [2:18:55, 2:19:00]: I'd like to add a comment for my extension. [2:19:00, 2:19:02]: Madam Clerk, for the record. [2:19:03, 2:19:04]: The full council. [2:19:05, 2:19:08]: Was not provided a copy of the contract. [2:19:08, 2:19:10]: Prior to the start. [2:19:10, 2:19:11]: of tonight's meeting. [2:19:12, 2:19:13]: I will abstain. [2:19:14, 2:19:16]: For that reason. Thank you. [2:19:16, 2:19:19]: Okay, z four zero one motion passed. [2:19:19, 2:19:39]: Dr. Clark and Dr. Johns, congratulations. We look for a long, long relationship with your college, and I know it's gonna be an outstanding event. I look forward to that and look forward to having a good time and watching everybody come across the stage, get the diplomas, families, grandparents, children, enjoy themselves. [2:19:39, 2:19:52]: Your staff have done a wonderful job. And by the way, before you go, y I don't know if there's anything you want to say. You can do it now, sir, or ma'am, if you'd like. It's up to you. But but thank you for being so patient and working with us. [2:19:52, 2:19:53]: Thank you all so much. [2:19:56, 2:20:16]: I'll just say um good afternoon, good evening, council. Thank you, Mayor Ford. Thank you, all of you, for your support. Uh Southern Crescent Technical College, which is one of 22 technical colleges here in the state of Georgia. We are proud to be able to serve not only Henry County but Stockbridge, be able to host our graduation here this year. Uh approximately 2,500 in [2:20:16, 2:20:36]: Individuals, over 400 graduates will be on site to celebrate as they earn their associates' degrees, their diplomas, and their technical certificates of completion. So we're excited to be able to support workforce development in the region and particularly in Henry County. And look forward to seeing all of you at the graduation this year as we celebrate our students and we help support our [2:20:36, 2:20:43]: industry partners to keep Georgia number one for workforce development. So thank you so much. Thank you, sir. God bless you. Thank you. Appreciate it. [2:20:44, 2:20:49]: Alrighty. Sanitation Rollout Plan presented by Mr Aaron, please. [2:20:59, 2:21:19]: Good evening, Mr. Mayor and Council. Tonight we come before you to discuss our public works and GFL. We'll roll out the sanitation services for the recently annexed residents. This has been a long, arduous process. This has been more difficult than when I oversaw the recycling program. [2:21:18, 2:21:38]: Program rollout for 96,000 customers with the city of Atlanta. One of the most challenging things was actually getting a listing that was accurate and up to date that we could provide and review and scrutinize with GFL. Then the next thing was, how were we [2:21:38, 2:21:58]: Going to go about billing the residents as the city doesn't currently have a billing mechanism in place. How we go about billing them temporarily for this year and ensuring that we collect the revenues to support this service. And the third thing was how do we go about integrating the annexed residence? [2:21:58, 2:22:02]: into the current sanitation system. [2:22:02, 2:22:05]: And last but not least was [2:22:05, 2:22:06]: How do we allow [2:22:06, 2:22:10]: residents to transition from their current provider. [2:22:10, 2:22:23]: to the city's uh provider because some residents we've learned have paid up for the year, they've paid through twenty twenty three. Some have varying expiring dates on their current terms. [2:22:23, 2:22:26]: Some are satisfied with the current provider that they have. [2:22:27, 2:22:33]: But the city makes it mandatory that residents have to use the city's provider. And so [2:22:34, 2:22:43]: What we have done is we've had bi-weekly meetings with GFL and our representative. We have secured the carts, but the main thing was the billing piece. [2:22:44, 2:23:04]: Because when we transitioned the residents in Carriage Lakes, we had a hundred customers. So we could absorb those costs. It cost us twelve hundred dollars a month to absorb those customers from August through the end of the year. But with these over 2,000 customers, it's gonna be about$40,000 a month. So we had to make sure that [2:23:04, 2:23:07]: that we get the revenue for that. The first thing that I presented to you. [2:23:08, 2:23:25]: in your packet was just a timeline outlining how much time and effort has been spent by uh Jeremy Goodwin, Leslie Nordsworthy and I with representatives from GFL to make sure that this thing went off smoothly and with as little hiccups as possible. [2:23:25, 2:23:40]: And also to ensure that the data and information we had was as accurate as possible because we build on a property tax statement. And when this goes out, we want it to be accurate because if not, we're gonna have to have a process to refund people that [2:23:41, 2:23:41]: We're not [2:23:42, 2:23:45]: that are not in the city but were built for the service so [2:23:46, 2:23:51]: Currently there are about 742 customers that are currently GFL customers. [2:23:52, 2:23:57]: And so some two hundred expire in uh [2:23:58, 2:24:03]: On June first, two hundred and sixty-two people will begin paying the city's rate. [2:24:03, 2:24:23]: On July 1st, 234 customers will start paying the rate. And on August 1st, 236. So we finally got a list that we felt was accurate on the 17th of March from the tax commissioners. So we sent out a letter to all of those customers on April 3rd. [2:24:23, 2:24:24]: There we go. [2:24:25, 2:24:45]: And that their carts will be delivered on May, starting May 1st, we'll start delivering those carts to the 1300 that are not GFL customers. And June 5th, residents will start receiving service from GFL at the city's preferred rate. And one of the things we've been getting a lot of emails and calls. [2:24:44, 2:25:00]: From new customers. They're excited. And they're also liking the fact that they're gonna get three additional services because most people just get sanitation and that's it. They don't get the recycling. So we've had some that are concerned that [2:25:00, 2:25:20]: In the county, they were allowed to not have sanitation services. So we've had a couple of residents call, say, well, I take mine to work with me. So but the process is rolling out in May. The first of May, they'll start receiving their carts. And then on the 5th of June, that's when the service goes live and everybody becomes a city of. [2:25:20, 2:25:22]: stop raised customer. [2:25:24, 2:25:44]: uh entertain any questions that anyone may have. Well I like I like your presentation and uh and it's timeline. Uh I'm going to uh read it thoroughly. I understand that been doing a lot of the good work. So transitioning to these new customers is is uh something that obviously you got a plan and we need to implement the plan properly and uh and make sure that those new citizens [2:25:44, 2:25:58]: realize that we do care about them. We're gonna take care of them and uh and make sure that they understand that uh they want to be proud to join the city Stockbridge and they they d and they voted the right way. Okay. Any other comments from the council? Yes ma'am go ahead please Ms. Barber. [2:25:58, 2:26:04]: Thank you, Mr. Aaron, for your presentation. Um, according to the timeline here. [2:26:08, 2:26:15]: I see on the second page where [2:26:16, 2:26:20]: uh procurement in December [2:26:20, 2:26:21]: December seventh. [2:26:22, 2:26:27]: An email from procurement to sanit sanitation evaluation committee. [2:26:28, 2:26:31]: I assume that is for you all to determine [2:26:31, 2:26:33]: Um the bids. [2:26:33, 2:26:35]: Or proposals that were submitted. However [2:26:36, 2:26:38]: The council approved, and [2:26:39, 2:26:42]: The extension of the existing contract [2:26:43, 2:26:44]: Wendy. [2:26:45, 2:26:47]: Bid or advertisement. [2:26:47, 2:26:49]: For the sanitation was still open. [2:26:50, 2:26:54]: I don't see that on your timeline. That the council approved. [2:26:55, 2:26:56]: Extending [2:26:56, 2:26:57]: The contract. [2:26:59, 2:27:00]: That's not on your timeline. [2:27:01, 2:27:03]: Uh it was on [2:27:03, 2:27:16]: That meeting in December, I think it was December twelfth. No, it was in November. It was prior to the close of the solicitation that was out there. You all had not evaluated the bids. [2:27:22, 2:27:33]: No uh it's on December twelfth. There's an email from Mr. Berry to Scott Johnson at GFL stating that that would come up for a vote on December twelfth. [2:27:33, 2:27:36]: About the extension of the year. [2:27:36, 2:27:39]: You came to the council in November. [2:27:39, 2:27:40]: You and Mr. Gardner. [2:27:41, 2:27:41]: U S [2:27:42, 2:27:43]: That we extend [2:27:43, 2:27:45]: The existing contract. [2:27:45, 2:27:46]: With GFAL. [2:27:47, 2:27:48]: І не вас прав. [2:27:49, 2:27:51]: You all evaluating [2:27:51, 2:27:53]: The two proposals that you received. [2:27:54, 2:27:56]: That is not a part of your timeline. [2:27:56, 2:27:57]: That you receive [2:27:58, 2:28:00]: Approval from the council. [2:28:00, 2:28:02]: To extend the current contract. [2:28:03, 2:28:08]: That was either at our November council meeting or the November work session. [2:28:09, 2:28:21]: It's just not a part of your time. When it was [2:28:21, 2:28:24]: Assigned by the mayor, but it was approved by the council. [2:28:25, 2:28:26]: In November. [2:28:26, 2:28:28]: Okay. [2:28:28, 2:28:29]: Um [2:28:29, 2:28:31]: So that I'm clear. [2:28:31, 2:28:32]: Because [2:28:33, 2:28:36]: We told the citizens that they would get sanitation services. [2:28:37, 2:28:38]: In January. [2:28:39, 2:28:42]: And we've been prolonging this. [2:28:42, 2:28:43]: So I [2:28:43, 2:28:48]: I'm clear we have a timeline now of when this rollout will happen. [2:28:49, 2:28:50]: Yes, ma'am. [2:28:50, 2:28:52]: We need to stick with this. [2:28:52, 2:29:10]: There cannot be any more pushbacks. No more excuses. Mr. Gardner, in fact, can you please, sir? This is because I'm timeline. Yeah, you gave me an explanation of all this in November. [2:29:11, 2:29:15]: And you said we would start rolling it out second quarter of twenty twenty three. [2:29:16, 2:29:21]: That didn't happen either. This is I can't hold you accountable, but Mr. Gardner, I can. [2:29:22, 2:29:24]: The residence here. [2:29:24, 2:29:24]: Mayor. [2:29:24, 2:29:26]: We cannot stand by. [2:29:26, 2:29:30]: Keep telling them that we're gonna do something and not stick with it. [2:29:31, 2:29:35]: If they put pressure on me, I'm putting pressure on mister Gardiner. [2:29:36, 2:29:38]: Do what we say we're gonna do. [2:29:38, 2:29:39]: That's all. [2:29:40, 2:29:42]: That's all. Don't make me out to be a liar. [2:29:43, 2:29:45]: Because we just keep prolonging this. [2:29:46, 2:29:47]: And I don't know any other way to [2:29:47, 2:29:48]: Put it. [2:29:49, 2:29:50]: Please. [2:29:50, 2:29:51]: Let's stick with this. [2:29:52, 2:29:53]: If we can't make it happen [2:29:54, 2:29:58]: Тен ви неї то мтоєр. [2:29:58, 2:29:59]: That's all. [2:30:00, 2:30:01]: Mr. Gardner. Mayor. [2:30:01, 2:30:03]: Thank you, ma'am. Yes, we will. [2:30:05, 2:30:05]: Mary. [2:30:06, 2:30:11]: All right, so Ms. she's done. Ms. Gantt, please go ahead please. Thank you. [2:30:11, 2:30:12]: Um [2:30:13, 2:30:19]: If I d I think I recall this correctly, we were told a while ago that [2:30:20, 2:30:37]: We would have to roll out second quarter. Well second quarter starts now. I believe. So January, February, March is first quarter. Second quarter would be April, May, June. But I so I wasn't I I just want you to be clear, I thank you for providing this to us. [2:30:37, 2:30:38]: Um [2:30:38, 2:30:39]: I didn't think that [2:30:40, 2:30:44]: We were going to have sanitation right off because we were notified [2:30:45, 2:30:48]: that we weren't. I just wanted to make sure that we communicated that [2:30:49, 2:31:05]: to all of the people who were annexed in. Because I do see a lot of times on social media that there are questions as to when are they to receive sanitation. So I wanna make sure that the city's doing everything it possible they can [2:31:05, 2:31:17]: and have communicated that to those people who have newly been annexed in and didn't and and wanted to know those that particular ant question. But I did not expect for us to roll this out in January. [2:31:17, 2:31:26]: Um, I do remember you rec stating that it was gonna take a while um just to even get some of the receptacles and some of the the things that are needed. [2:31:27, 2:31:29]: And even if we were to go with another [2:31:29, 2:31:32]: Agency, another uh sanitation [2:31:33, 2:31:34]: uh company. [2:31:34, 2:31:54]: they too would have a hard time based off of the amount of supplies and things that were going on within the economy in general. Yes. Is that not correct? Yes, ma'am. One of the most difficult things has been actually the actual number of residents. Because one one spreadsheet we got had over two twenty four hundred. [2:31:54, 2:32:14]: residents on it. Then another one had, I think, like 1400. Then you had another one that had 1200. So you had to go through and verify all of those addresses based on the annexation to ensure that we were notifying the right customers. Like I said, this goes on their property tax statement. And so we [2:32:14, 2:32:21]: We didn't wanna be stuck if we had to reh refund two hundred or three hundred people that money that we've [2:32:21, 2:32:41]: Collected. Correct. So we wanted to make sure what we do was proper and this process is as seamless as possible because guess what? It's gonna be some people, we're gonna have some hiccups when it starts. And it's gonna be some people that were perfectly fine with the company they had. And now they're having issues. So you're gonna be getting calls. We're gonna be getting calls from I didn't have [2:32:41, 2:33:01]: A problem with my old company. Y'all made me change. Now I'm having problems. We're trying to make this as seamless as possible. And the fact that we spent all of this effort and time identifying the potential pitfalls, I mean, there's a lot of countless hours has been involved in it. We've got three different ways for people to sign up. They can go online and sign up. [2:33:01, 2:33:21]: Call public works, they can call GFL. That mailing went out to all of those residents last week, and our email and phone have been blowing up since Thursday. I was taking calls Friday from people that wanted to sign up for the service. So I think we've done a good job, you know, ensuring that this thing is gonna be as seamless as possible. Like we said in that letter. [2:33:21, 2:33:41]: Better. Please give us time. There's gonna be some hiccups, but I think when people you go from paying$35 a month to$17, and now you're getting bulk waste pickup, recycling and yard waste. And when you're paying$30 just to get sanitation garbage, I think that's a big win for our residents. And I think the majority of them have been patient. I have [2:33:41, 2:34:01]: Not had but one disgruntled person, and that person was upset because they have a business in Stockbridge. They live on Banks Road, they take their trash to their business, so they don't have to have sanitation at home. But now they're gonna have to have it. That's the only disgruntled customer or resident that I've taken a call from. Most people are happy, they understand the process because it's just [2:34:01, 2:34:21]: Just like if you were a business and you bought another business, there's a transition process and you try to ensure that that process goes as smoothly as possible. And that's what we've done. And I think you're gonna be satisfied when it rolls out because you're not gonna get all the phone calls if we would have just haphazardly said come January we threw out 2,000 carts, but we didn't have a plan in place. [2:34:21, 2:34:38]: Right. To make sure that it was successful and we've done that. Well, I wanna thank you and and the department for rolling out this plan in an organized fashion. I do understand that some of the challenges. Um we've confirmed with GFL some of the challenges that were was to get some of the receptacles. [2:34:38, 2:34:50]: as well as any other company in sanitation. So I I appreciate that. We are on today's the tenth of April, so we are on the tenth day of our second term and you guys are right on time. And so I really appreciate that as well because [2:34:51, 2:34:53]: I thought that it was gonna take a year. [2:34:53, 2:35:13]: Based off of what you said last year, you your estimate was past six months, uh uh seven months. So here we are. I I believe that we're ahead of the game with this, and I'm glad we are, but I'm also glad that it's done in the manner that it is, and that you've had an outline here showing us um and you know, hopefully [2:35:13, 2:35:16]: our residents will see this as well. So thank you. [2:35:17, 2:35:21]: Any qu okay, Miss Barber, go ahead please. Um so [2:35:22, 2:35:28]: During the town halls that we had for annexation, um, Councilwoman Gantt [2:35:28, 2:35:33]: It was said that those new residents would begin receiving sanitation services. [2:35:33, 2:35:35]: January first, [2:35:36, 2:35:37]: Of twenty twenty three. [2:35:38, 2:35:40]: That's what was told to them. [2:35:40, 2:35:48]: So that is why I keep asking, please, let's stick with these dates. Then January [2:35:49, 2:35:56]: Mister Aaron said that we would begin in second quarter rolling it out. [2:35:56, 2:35:58]: So I just want us to stick with what we're [2:35:59, 2:36:03]: Stick with what we're saying, that's all. I don't want us to delay it. [2:36:04, 2:36:08]: Any further. That's all. Thank you. Any uh comments from the council? Mr. Blount, go ahead, please. [2:36:09, 2:36:14]: Um, you know, usually when I talk I try to know what I'm talking about when I open my mouth, so [2:36:15, 2:36:30]: One one of the things that concern has concerned me, Miss Arian and I would say this to you, with what you're working with n right now, I think that you guys are diligently doing a doing a good job. I mean it's a a lot of stuff, a lot of moving parts going on right now. [2:36:31, 2:36:36]: However, I I I just believe that we as a city as a city and a as a whole [2:36:37, 2:36:38]: Um [2:36:39, 2:36:59]: We have to put we we have to have we gotta put strong um proactive contingency plans in place. Um and I'm not gonna go into that, but I just believe that strong proactive plans and when I [2:36:59, 2:37:06]: I say contingencies because none of us none of us knew if the annexation piece was going to come in or not. [2:37:07, 2:37:14]: But the proactive contingency plan in place, I I just believe that would have um [2:37:15, 2:37:18]: Have things a whole lot better, that's all I'm gonna say on that. [2:37:18, 2:37:20]: All right, any other comments from the council? [2:37:21, 2:37:36]: If not, thank you for the presentation. Appreciate it. You got a good timeline. I know you're gonna make it work. It's gonna work out well successful. Thank you. Appreciate that. Thank you, Mr. Mayor and Council. New business. Council consideration approved the revised youth council and youth council advisory committee bylaws presented by Doctor [2:37:36, 2:37:37]: Codeing? [2:37:38, 2:37:39]: There you go. [2:37:40, 2:37:42]: Um [2:37:43, 2:37:44]: Yes, you did. [2:37:45, 2:38:01]: Good evening, Mayor and Council. Good evening. Thank y'all for having me up today. Um, two we we're trying to revise what we have the Stockbridge Youth Council Advisory Committee. We've adv um revised the Stockbridge Youth Council bylaws as well as the [2:38:02, 2:38:07]: Thought review council advisory committee bylaws. Have ya had the opportunity to look at them all? [2:38:07, 2:38:20]: Would y'all want me to go I personally took a look at it, yes. Okay, do y'all want to I personally did I Do y'all want me to go line by line? Just to correct just the um revisions that we made. That you highlighted already. Yes. Okay, got it. Go ahead. Okay, so I'll go over those. [2:38:20, 2:38:24]: So um first we're gonna go with the stock for youth council bylaws. [2:38:25, 2:38:42]: So if y'all can pull that out in front of you all on the very first page. Um the one thing that we wanted to revise, um initially we did not have a GPA attached to the um bylaws, but we thought it was appropriate to put that. Um now mind you. [2:38:43, 2:39:03]: Our children on the youth council, they are 3.0 and above, but we did not want to um eliminate any students that felt that they, you know, 2.75 is what we agreed upon. Um we thought that was a good standard. Um that's not to say that we are lessening our standards, however, we want to incorporate [2:39:03, 2:39:05]: Ли ал до Ют осток. [2:39:06, 2:39:24]: um in the surrounding areas that that can be attached to this program um because we feel that a leader, uh your GPA is not dictated by leadership. I should I say leadership is not dictated by your GPA. So we wanted to have an inclusive um language for that. So that's the reason why we changed that. [2:39:25, 2:39:29]: Um moving to the page behind that. Um [2:39:30, 2:39:40]: We wanted to we added um council participants agreed to miss no more than three monthly meetings per school year. Initially we had [2:39:41, 2:39:43]: Let me go to that one. One second. [2:39:59, 2:40:01]: Sorry, I'm trying to find that spot. [2:40:04, 2:40:06]: Initially we had no more than four. [2:40:07, 2:40:27]: Um we we changed that um because we felt four was a little bit m too much because the kids throughout the school year the kids may have or should I say the youth, they may have um an event, maybe they're on football this season or maybe they're on basketball the next season. So we understand that they still have [2:40:27, 2:40:42]: have lives outside of the youth council. So we wanted to limit that so that they wouldn't be penalized. I felt that they would you know was penalized for not coming at that time. And also um we changed or re enhanced the ten hour [2:40:42, 2:40:52]: minimum for community service because the kids are doing that with their eyes closed. So we wanted to give them a little challenge and so we increased that to twenty hours. [2:40:52, 2:40:54]: Her um [2:40:54, 2:40:56]: Pro school time. [2:40:56, 2:41:16]: Uh moving on to the bottom of the page for good standing. Um this is just a recap of the um the 2.75 GPA, so that still stands and moving on to the page um article nine, SYC ambassadors. We wanted to [2:41:16, 2:41:19]: [9681.0, 9683.8]: I'm sorry. We wanted to mirror the um [2:41:25, 2:41:41]: what their standards what the s what the root the what the standards are for the ambassadors with um mayor and what the youth council or should I say what the mayor and youth and the council members do up here because the program does represent the mayor and council here so that's why we change [2:41:42, 2:41:48]: the s the standards for their um criteria on the back. [2:41:49, 2:42:09]: Are there any questions about the SYC? I think your changes are fantastic. I I like them personally. Okay. Comment any other comments from the council? Yes. Go right in, please. Thank you so much. And I appreciate the recognition that we want to include more students, uh, as many as possible. And obviously we understand that uh [2:42:09, 2:42:20]: uh there's more to it than the uh actual GPA. And I've said from the beginning, we don't want perfect students. We want a representation of what we have in the community. [2:42:20, 2:42:26]: Exactly. Okay. So would you like me to move on to the advisory committee? Yes, please go ahead. Yes. [2:42:27, 2:42:32]: Um so the advisory committee was um also [2:42:34, 2:42:48]: Redone in order to cap recap. The first page under responsibilities of committee, the Stockwood Youth Council will host at least four events per year. Um this was changed from we'll have [2:42:49, 2:43:06]: to at least be at four events per year. And the reason why we changed it to that is we wanted them to be at um events that we're hosting. So we volunteer a lot around the community, but we wanted to be able to have um them for the events that we're actually hosting. [2:43:06, 2:43:08]: Uh moving to page three. [2:43:08, 2:43:20]: Um it was erroneously put in the last bylaws, um bi weekly meetings, as we know, the youth council as well as the sock bridge advisory council, we meet on a monthly basis. [2:43:21, 2:43:26]: Um po moving to article five attendance policy. Um [2:43:27, 2:43:44]: We have advisory council members are required to attend at least seventy percent of the SYC AC meetings um and fifty percent of the Y S the Youth Council work sessions for planning and fifty percent of the youth council activities, approved calendar events. [2:43:44, 2:44:04]: Um we put the um approved calendar events because we require the advisory to have a more hands-on approach. Uh, we do understand that the advisory committee itself they have jobs, they have families, they have children, um, and other events to attend, but we feel that if you are a member of the advisory committee, you need to [2:44:04, 2:44:19]: to be there to all in order to mentor the young the youth and the only way you can do that is by actually being present. So we increase that a little bit so that we make sure that the advisory committee is there to mentor and guide the youth. [2:44:20, 2:44:22]: Um on the fourth page. [2:44:23, 2:44:43]: We um changed if you go down to number three from the top, um actively engaged, that also goes hand in hand with why we change the percentage of time that we would, you know, expect the advisory committee to be present so that they can, you know, do more mentoring and advise the youth because that is actually [2:44:43, 2:44:48]: our reason for s you know being sworn in to this um position. [2:44:49, 2:44:51]: I'm going to the sixth page. [2:44:52, 2:45:12]: For the bookkeeper, initially we had the bookkeeper would um just review all the the items that you know the money that we've spent. Um this was added to add to add more transparency. The bookkeeper will reconcile purchases made on behalf of the SYC and provide a monthly financial report. [2:45:12, 2:45:23]: report. So that will in turn not only provide more transparency to the board, but also to let us know what we've spent and what we have left to spend for the either that quarter or the year. [2:45:25, 2:45:27]: Moving on to page seven. [2:45:27, 2:45:33]: If you look at close to the bottom of the page, the middle page, article um eleven, fiscal year. [2:45:34, 2:45:43]: Um any events during the summer months are strictly mandatory, but what we did um normally the committee for the youth council as well as advisory [2:45:44, 2:45:47]: The time period is from August to May. [2:45:47, 2:46:07]: Um with July and June being off. Now we know that our students are busy throughout the whole school year. So we want them to rest for the summer months with is which is July, June and July. But for the advisory committee, we felt we should help hold ourselves to a little higher standard. And okay, we'll take June off, but July we need to come back for um [2:46:07, 2:46:16]: Planning sessions, meetings, and development programs in order to welcome our youth back and be prepared for them when they come back from the summer break. [2:46:17, 2:46:32]: And I do believe this is the last mention, which is um we change these bylaws may be altered, amended, or appealed and may be adopted by a majority of the member of the committee at a regular or special meetings of the committee. [2:46:32, 2:46:38]: Proposed amendments to the bylaws shall be sent in writing to all committee members at least seven days before. [2:46:38, 2:46:40]: Prior to the meeting [2:46:40, 2:47:00]: Um initially that was not in there. Um we think that seven days is appropriate because it's not many pages for the advisory committee to review. We wanted them to review it, bring their suggestions to the next monthly meeting, and then we discuss it if it's something that we all agree upon, then we vote upon it, and then we bring it to the next. [2:47:00, 2:47:02]: to mayor and council for them to approve. [2:47:02, 2:47:05]: That's all I have. Fantastic. Any questions? [2:47:06, 2:47:20]: Mayor. Yes, ma'am. Go ahead, please. I move that we approve the bylaws for the youth council advisory committee. Ms. Mr. Blount, second that Ms. Gann made that motion. All favor, please indicate. She announced the decision. Thank you very much. Appreciate it. Thank you for your time. All right, fantastic. [2:47:21, 2:47:35]: Council consideration approved the use of Amphitheater Green Room Thursday, May 4th, 2023, from 6 p.m. to 8 p.m. to host a small national small business week reception and honor small business owners presented by Kimberly Alance. [2:47:35, 2:47:55]: Good evening, Mayor and Council. Kim Alons, Economic Development Director. Uh every year the na the small business administration recognizes uh small business owners for their contribution to our local economy and our national economy. And this year, National Small Business Week will fall on from April thirtieth through uh May. [2:47:55, 2:48:11]: six and your economic development department would like to host an event just to thank our business owners and we're here today to ask for approval to use the amphitheater green room to host that event on Thursday, May 4th from six to eight PM. [2:48:13, 2:48:18]: Okay. I would like to take any questions. Thank you. Questions, concerns. Mayor. Yes, ma'am. Go ahead, please. [2:48:18, 2:48:38]: I I just want to make sure it's gonna be large enough for the small businesses. You're inviting all the small businesses in the city? Yes, so we're we're inviting everyone. Um unfortunately we only have uh space for about fifty people. Um so we're gonna send out um an event uh blast and uh see how many people we get to our SVP point, but we'll have to [2:48:38, 2:48:41]: [10121.5, 10126.9]: Or you can go upstairs to the catwalk area where they do the sponsorship thing and have more room to spread out. [2:48:47, 2:48:51]: We'll see how the response that we get. Um we're gonna [2:48:52, 2:48:56]: And the RSP. You wouldn't want to limit for small businesses, is what I'm saying. [2:48:56, 2:49:05]: So if it gets larger, then you might need a larger venue. And I'm okay with that. I think that's a great idea. And I think i it's it's needed. [2:49:05, 2:49:21]: It's been needed. So on that note, I vote to approve um I make a motion to approve this uh national small busy business week reception at on May 4th, 2023 in the green room. But if a larger venue is needed. [2:49:21, 2:49:30]: I vote that we allow it regardless, unless unless it's already booked. Okay, Mr. Alexander second that motion for Ms. Cant. Any further discussion? [2:49:31, 2:49:33]: All right, all in favor of the motion please indicate. [2:49:33, 2:49:36]: It's a nasty season. Thank you very much. Appreciate it. [2:49:36, 2:49:36]: All right. [2:49:38, 2:49:41]: Approval to apply for a grant. [2:49:41, 2:49:50]: Georgia Land and Water Conservation Fund, LWCF, presented by Jeremy Goodwin and Kelly Russell, please. [2:49:53, 2:49:53]: Evening. [2:50:03, 2:50:06]: Did you be fair? Could you speak into the mic or somehow get it closer to you? [2:50:07, 2:50:08]: Uh this is a little better, I guess. [2:50:09, 2:50:09]: Thank you. [2:50:11, 2:50:14]: Yeah. Oh approval client. [2:50:16, 2:50:35]: Uh we're seeking to apply for the Georgia Department of Natural Resources Land and Water Conserver Conservation Grant Program. The project would be to construct a uh restroom at the west end of East Creek Trail off of Flippin Road. The total project cost is [2:50:40, 2:50:40]: [10240.9, 10244.4]: the other remaining requirement of cash cash or end time match. [2:50:44, 2:50:48]: Um the city has confirmed what we reserved in our splice account. [2:50:49, 2:50:50]: Um the grant [2:50:59, 2:51:01]: Fantastic. [2:51:02, 2:51:09]: Ms. Gantt go ahead please. Mayor, I move that we approve this land water conservation fund grant um application. [2:51:09, 2:51:24]: And uh and it requires a resolution and for the uh and for us also to direct staff to draft up a resolution for this approval. I second. Miss uh Miss uh Barber seconds that any further discussion? [2:51:25, 2:51:32]: Okay. All in favor, please indicate. All right, fantastic. Four. Four votes good. Thank you very much. Appreciate that. Outstanding. [2:51:33, 2:51:53]: Uh let's see, a council consideration approved purchase, uh one Ford Ranger, 28,565, and one Ford Edge SUV for 38,580. Understate contract nine nine nine nine-001. SPD 0000183-0001. [2:51:53, 2:52:01]: Funding source two 2023 capital improvement budget for police services presented by Chief Trammer. Please. [2:52:02, 2:52:02]: Yeah. [2:52:02, 2:52:03]: Evening, Chief. [2:52:07, 2:52:09]: Of those vehicles just worth probably forced to. [2:52:30, 2:52:50]: have a spare vehicle if something were to happen to one of those vehicles uh it were to go down so we're seeking council approval for that Ford Ranger for 28,000 that was in the capital improvement budget. Um we currently have uh just a little over 910 000 for vehicle purchases in the capital improvement uh budget and [2:52:50, 2:53:05]: And uh the remaining balance in that account is roughly$130,000. Everything else is being covered for. The other vehicle is for an unmarked vehicle for a member of our office, a member of our police department participating in the drug enforcement administration. [2:53:05, 2:53:25]: Task force we uh provide um an uh unmarked vehicle, UC vehicle for that uh particular position, and um we were able to get that uh Ford Edge from way forward that is currently um available uh at the moment. And the thing about this I think I mentioned too [2:53:25, 2:53:30]: to uh the effect of this in the uh in the item form is that we actually [2:53:38, 2:53:41]: Pay a five hundred dollar monthly V de goal. [2:53:41, 2:53:42]: Line must be [2:53:44, 2:53:44]: So [2:53:45, 2:53:48]: officer stays on the task force and participate and continue their relationship. [2:53:49, 2:53:52]: Um for three years the vehicle essentially we pay for hand. [2:53:52, 2:54:05]: coverage of our participation in that program. So uh this has been vetted by legal counsel these vehicles. Um the uh this is on uh state contract or under state contract we've referenced that here in the documents and questions I mean [2:54:06, 2:54:12]: Council, any question from Chief Tramor? Just the one question that I always ask, Chief. [2:54:13, 2:54:17]: That's right. When when are we moving in that direction? [2:54:17, 2:54:30]: We actually have some conversations that we're going to have with Mr. Stark, the Department of Strategic Plan, to look at the long-term replacement for the police fleet. [2:54:36, 2:54:37]: conversations. [2:54:38, 2:54:45]: or so we'll actually be putting together a plan to help lay up plans for uh replacement of those vehicles to incorporate electric in [2:54:46, 2:54:48]: And I just aren't reading one thing so. [2:54:50, 2:55:02]: Any question for the chief. And if not, I need a motion good for uh to uh go forward with this uh purchase. So move. Uh so move from uh Mr uh Alexander, is there a second? [2:55:02, 2:55:04]: Mr. Blount second then. All in favor, please indicate. [2:55:05, 2:55:07]: Unanimous decision. Thank you, Chief. Appreciate it. [2:55:07, 2:55:08]: Mm-hmm. [2:55:11, 2:55:23]: Council consideration to approve a contract for emergency services b uh emergency services for building permitting inspection services not to exceed six months, uh six month time frame. Ms. Carter, please. [2:55:31, 2:55:34]: Yeah, yes. Somehow I I'm thinking it's off. [2:55:34, 2:55:35]: It's back on. [2:55:35, 2:55:38]: Good evening, Mayor and Council members. Thank you so much. [2:55:39, 2:55:48]: So I'm gonna kinda whip through um my presentation. Um this is just a continuation um to wrap up the conversation around um [2:55:49, 2:55:59]: handling the building permitting inspections and civil engineering services for the department uh community development and um [2:55:59, 2:56:19]: We have a number of things to go through tonight. What I'm asking for currently is for a contract to be awarded to Bureau Veritas, North America Incorporated, for a six-month period to handle our building inspections plan review. [2:56:19, 2:56:38]: For any new projects that come into the city for a period of up to six months. This is to allow for us to advertise and start interviewing to hire in-house staff. Should that be the will of the council? But that is my Mr. Gardner's recommendation. [2:56:40, 2:57:00]: Uh we look at it as a way to um regroup and recoup some losses that we have lost as a result of having a consultant um paying you know upwards of 60 percent uh per month for split for revenues. So the request before you is to allow for um [2:57:00, 2:57:06]: the new contract to be awarded and you have the contracts before you and all the information regarding the quote. [2:57:07, 2:57:09]: Yeah, thank you. Questions, Council? [2:57:10, 2:57:11]: Mr. Blount, you have something. [2:57:12, 2:57:17]: The uh previous contract for these services has it expired. [2:57:17, 2:57:20]: Uh it will be expiring on April the twenty first. [2:57:20, 2:57:24]: On April twenty first. So if anything approved tonight it would not overlap any [2:57:25, 2:57:38]: It would overlap a few days because I've already worked with our current consulting on the offboarding and onboarding of the new company so that there can be established what new projects are underway to make sure there's continuity in services. [2:57:40, 2:57:41]: Okay. [2:57:42, 2:57:52]: Okay, any other questions, Council? Yes. Go right, Mr. Elsa. So this new vendor, what was the process behind uh vetting them, choosing them uh for this job? [2:57:52, 2:58:11]: So this particular company is one of several who uh submitted quotes. Um they have done work all over the region. Um uh Villarica, several other cities throughout the s the Metro Atlanta, and they have offices um nationwide and um in other uh continents across the world. [2:58:11, 2:58:12]: And um [2:58:13, 2:58:15]: I've taken a look at some of the things they've done online. [2:58:16, 2:58:31]: I've talked to some of the jurisdictions and believe they would be a a positive fit for us for this stopgap measure until we can bring in a uh in-house crew to be able to have some seamless um streamline operations. [2:58:32, 2:58:41]: Okay, can we have them come to the podium? Sure. I have uh uh Chris Honeycutt and also Daniel Elliott to come up and speak with you all. [2:58:44, 2:58:45]: Hi gentlemen doing. [2:58:45, 2:59:05]: How you doing, Mayor? How you doing, Council? I'm Chris Honeycutt. I'm the East Area Manager for Bureau of Eratas. Um, as she was saying, we do work for the city of Riverdale. Um, we are the building official for the city of Stonecrest as well, along with Barrow County, Oconee County, Watkinsville. [2:59:05, 2:59:20]: And numerous amounts in Georgia. Um we have two divisions in Pennsylvania, uh, three divisions in Texas, and we also have three, I believe, in Florida as well. Uh we've [2:59:20, 2:59:40]: Been consulting for a hundred and ninety-two years, I believe it is. Um I think it was 18, was it 1820? 28. So uh been at it for a while. Um Daniel you got anything to say? Nope. I think he had let me ask you a question. So right now [2:59:40, 2:59:51]: Now with this economy being what it is, um, what is your staffing situation? How many people are you do you have? How many people would you have to bring on and are you up or down? [2:59:52, 3:00:12]: So we have roughly thirty-five to thirty-six people within Georgia. Um, me as an area manager, I have six up under me along with a permit tech, which I believe that is one of the positions that you are inquiring on. Um, so we would not have to at this time bring on anybody for the six month emergency. [3:00:12, 3:00:23]: Um inquiry here. Uh if we move along through that, then we may have to look into bringing a permit tech on. But other than that, um [3:00:24, 3:00:27]: Building officials and inspectors, we are fully staffed. [3:00:28, 3:00:34]: Okay, so you normally have you said six people up under you, that's what you normally have in your area? [3:00:34, 3:00:43]: Yes, sir. That's what I have in just my area. Yes, sir. Okay. What it what what how many cities does your area are include? So we cover twelve jurisdictions right now. [3:00:44, 3:00:48]: So you have twelve jurisdictions that your six people cover. [3:00:48, 3:00:50]: Yes, sir. We provide um [3:00:51, 3:01:11]: For we provide multiple services in those areas. So some of those jurisdictions are just inspections. So that's fairly easy. Um like the city of um Stockbridge or excuse me, Stonecrest, uh we do build an official services, so that takes up a lot of my personal time. But [3:01:11, 3:01:15]: But uh a lot of those areas are just just inspections, so that's fairly easy. [3:01:16, 3:01:36]: Okay, so go you normally that that's the number that you normally have up under you. Is that number the same as it was in twenty twenty two and twenty twenty three? Have you added somebody? Absolutely. So in roughly twenty twenty two I had three people. Um and then from there we moved to six. So I mean we've we've been growing [3:01:36, 3:01:45]: Constantly. We're we're always looking just like everybody else, uh, because it is very hard to find qualified individuals in our field. Um, so [3:01:45, 3:01:58]: We are continually looking to grow if that's kinda what you're asking. So we're always trying to find somebody to bring'em on. One final question. Talk about the experience of the individuals on your team. [3:01:58, 3:02:18]: Yeah, absolutely. So we have um licensed electrical contractors to the state of Georgia. We have licensed HVAC contractors to the state of Georgia. We are all ICC certified uh in residential and commercial. Uh we have uh certified fire marshals, uh we have certified planners, uh certified [3:02:18, 3:02:38]: Building officials, uh, we have master code professionals, uh, we have almost anything the ICC offers, we have, and that is what the state of Georgia goes through. Okay, well what my getting at is that their tenure with you. So you've added the three people. So when did you add the three people and the lat the latest three and how long a day? [3:02:38, 3:02:45]: Uh the latest one was probably [3:02:46, 3:03:06]: October of last year, and that was an early career guy. Uh, we got him straight out of the Marine Corps. So we picked him up and have pretty much pushed him through the whole process. He's now fully residential certified. We're now working to get him uh commercial certified. But uh I mean I think uh early 2020. [3:03:06, 3:03:18]: twenty twenty two is when the other two came on. We picked both of those up at the same time uh from a a jurisdiction. Uh they wanted to leave there. Uh so last two, twenty twenty two. [3:03:19, 3:03:22]: Okay. All right. Thank you. Any other questions counsel at all? [3:03:23, 3:03:37]: All right, seeing none. So otherwise uh we need a motion to uh for the staff to go forward with this uh new company. May I afford. Yes, sir. So moved. Okay, Mr. uh Mr. Uh Thomas, sir second. Ms. uh Gantt second. All favor, please indicate. [3:03:38, 3:03:43]: Now it's decision. Thank you, Mayor, very much gentlemen. Appreciate it. Thank you, Mayor. Thank you, Council. Thank you. [3:03:46, 3:04:06]: Okay, council consideration to approve contract emergency services for civil engineering services not to exceed a six-month time frame. Ms. Carter, please. Yes, so a similar contract, uh, but for civil engineering and plan review and inspections. Um we have been working with a consultant who [3:04:06, 3:04:26]: Who has actually been one of the subcontractors for the current contractor we utilize? Um, and has uh Whitley Engineering. They familiarize themselves with a lot of the projects, have been very key in making sure that we stay in line with state code as it in regards to um soil um and and conservation uh [3:04:26, 3:04:46]: uh erosion control measures and we're trying to ensure that we keep those folks on staff in order to continue those services. The contract before you is to have up to six months for a contract for services for civil engineering that handles land disturbance reviews and [3:04:46, 3:05:06]: inspections, uh, meetings. Uh we a lot of times have meetings with new business owners, new developers who are bringing in new projects, but they need guidance, they want to put a face to the name so that they know who to contact for land uh development concerns or questions and what have you. So um [3:05:05, 3:05:14]: The request before you is to approve a similar contract for Whidley Engineering Incorporated for emergency services up to six months. [3:05:15, 3:05:18]: Okay, questions for Miss Carter, Council. [3:05:19, 3:05:20]: Mayor. Yes, Mayor. [3:05:20, 3:05:25]: I move that we approve. No, I I would question? Never mind. Go right answer. [3:05:27, 3:05:35]: I just hate to sound green. Is this the is it is the name of the company in there that you hire? I don't see it. Yes, it's uh Whitley Engineering Incorporated. [3:05:37, 3:05:41]: Is within your packet? Yeah, okay. [3:05:41, 3:06:01]: You s you say that this company is is worked out of what company? So uh Whitley En Engineering is the subcontractor under our current um larger contractor for building services. Currently, I do have Mark Whitley here who can speak a little bit about what he's done and and um the experience he has and what he [3:06:01, 3:06:11]: He's uh brought to the city. So s uh when you say the larger company, which company Um Safe Built. We currently contract with Safe Built. What? Oh, [3:06:13, 3:06:13]: Wait. [3:06:15, 3:06:17]: So they would say [3:06:17, 3:06:22]: I'm sorry, Mayor. Yes, ma'am, I'm sorry. So uh uh the company this company would say Phil? [3:06:23, 3:06:43]: They are a subcontractor. So they work separately but within under the same umbrella of building services. The way the contract was written originally, probably early 2021, before I came on, it was to have building permitting inspections and also a civil engineering firm. [3:06:43, 3:06:51]: As well. SafeBuild was not able to provide that as they had no one in-house, so they did provide a subcontractor to handle all of those services. [3:06:51, 3:06:52]: Yeah, yeah, yeah, but [3:06:53, 3:06:58]: My concern with that for me is that that's common practice for [3:06:59, 3:07:19]: These companies that have subcontracts that they use that are under their umbrella, but how do you protect the city uh from any double dipping or or saying, hey, what's up? You out to the city? I mean, it's I I don't wanna get too deep into that. It's just interesting when we get companies that [3:07:19, 3:07:30]: that are sub contracted under contracts that we already have in place. It's kind of s interesting to me. [3:07:30, 3:07:50]: Mayor. Go ahead, please. Uh so who who do we have a contract with? Safe built or with Willie Engineering? We currently have a contract with SafeBuilt. Safe built contract and all subcontractors is ending April the twenty-first. Okay. Um and the subcontractor is uh Whitley Engineering who handles all the civil [3:07:50, 3:07:56]: engineering piece of all inspections, pre-construction meetings, plan reviews. [3:07:56, 3:08:02]: Um that are pivotal in making sure we bring a development on correctly according to state requirements. [3:08:02, 3:08:22]: So would we be directly contracting with them now? We're no longer contracting with Safe Bill. That is correct. Okay. But they have been doing our our inspections already. Yes, for erosion, only for erosion control. So our this contractor ahead of us handles only the construction, only the portion [3:08:22, 3:08:28]: Of the property that is land development, as prepping the land for any building to be built. [3:08:28, 3:08:31]: Safe built currently handles. [3:08:31, 3:08:38]: All the building inspections, all that when any piece of any property goes up, any buildings go up, bricks, what have you. [3:08:39, 3:08:45]: That's what Safe Bill typically does. And now Bureau Veritas will handle that in the interim. [3:08:45, 3:08:46]: Okay. [3:08:47, 3:08:48]: Oh, that's there. [3:08:48, 3:08:56]: Any other questions? So again, what was the process behind selecting this particular vendor to perform this service? [3:08:56, 3:09:16]: Well, when I um set out to at working with the um finance department to get quotes at all, a lot of them just did not have staff available for this particular use. They would also have to sub out um to someone else. And I said, Well, you know, we currently have services that are working very well for us and we're s [3:09:16, 3:09:28]: staying in in in uh lockstep with the state process, less work with who has been doing a great job at it and continue that so they can continue to move forward and provide that service for us. [3:09:33, 3:09:35]: Any other questions for Ms. Carter on this? [3:09:37, 3:09:50]: All right, then I need a motion to to s for accept um need a motion to accept this this new contractor. Mayor forward. Yes, sir. So moved. Okay. I second. Okay, from Mr Thomas to Miss Cann. All in favor please indicate. [3:09:50, 3:09:52]: Now Susan, thank you very much. [3:09:54, 3:10:03]: Thank you. All right. Council consideration adopt new job description for chief building off official full-time position. Ms. Carter, please. [3:10:03, 3:10:04]: Okay. [3:10:05, 3:10:07]: So as part of [3:10:08, 3:10:17]: This process um we just you all thank you for approving the two contracts. The objective of that is to allow for us to hire [3:10:18, 3:10:21]: Квалифа фос тобі або філда позиція см. [3:10:22, 3:10:25]: Три фултиме позиції офішал. [3:10:26, 3:10:46]: Uh, which is the first item we have, which would be the uh manager of the permitting inspections and and permit process. And we'd also have a building inspector that would be managed by the chief building official and the building permit technician that'll be handled under the building official. Um the building official. [3:10:46, 3:11:06]: The official primarily manages the permit processing and reviews and inspections. And I'm recommending this new position. The job description is as a result of, I want to say about two to three years ago, maybe 2019, it was a desire of this council to understand a little bit more about [3:11:06, 3:11:26]: um bringing this division in-house. And it allows for continuity, a little more efficiency and expediency in our processes. It allows us to be more accurate with reviews and we can say, hey everybody, let's get in a room and let's review this plan and we can move things forward. [3:11:26, 3:11:38]: Um so that is what I'm asking uh kind of one by one. This is for the chief building official position. Um you have the pay scale ahead of you, and I will pull up the [3:11:40, 3:11:42]: The organization chart. [3:11:52, 3:12:05]: Oh, that's already up. I'm not sure if you could make that up, but I'm gonna zoom into community development. Because this this um updated org chart, if approved. [3:12:06, 3:12:16]: would be incorporated with this proposed change. So the items in yellow would be new positions, the items in white are current, current positions. [3:12:17, 3:12:20]: Ms. Gann, go ahead, please. Has this been budgeted for already? [3:12:20, 3:12:40]: It has. It actually, um, if we're able to bring on these these folks full time by July one, we should work within our current budget and I would not need to come back uh to amend or to uh get any additional funds. Um it's just a matter if it does go past that and we go the six months. [3:12:40, 3:12:49]: It does depend on what we're putting out for the consultants that we may need just, you know, a little bit more additional funding, but it will be nominal. [3:12:49, 3:13:05]: Will our budget increase as of January one because we'll be there'll be full time and working the whole year? It will not, because even bringing on these four individuals, it still costs us less than we've been paying over the years for a consultant. [3:13:05, 3:13:07]: Okay, we've been paying sixty percent. [3:13:08, 3:13:21]: We're only paying fifty percent for the emergency services, and we'll be paying even less than that for um uh bringing folks on board. Our our out of pocket expense would be likely two trucks, two to three trucks. [3:13:22, 3:13:41]: When you said we were paying sixty percent, you mean the split the yes in the contract price was sixty forty. Correct. And then um seventy uh thirty in some instances, was it? It was it uh I wish it could be seventy thirty, but um sixty forty has been what it's been. We got I got it down to about fifty five percent. And now the even the emergency services is at fifty percent. [3:13:43, 3:14:03]: Mayor. Yes, sir. Go ahead please. Hey, I'm just gonna say listen, uh I don't know if we're ready for this. I think this would be a good idea, but are we ready to do this as a city? We've had several issues, we had some ongoing issues, and I'm not exactly sure we're ready for do to do it ourselves. [3:14:03, 3:14:09]: in the next six months. Uh maybe at some point we might be ready to do that. [3:14:09, 3:14:24]: Uh with some of the challenge that we've actually had. So, you know. I think I I I would like to do that, but I'd like to be a reassured that we're gonna do the job. Oh, I'm okay. [3:14:25, 3:14:26]: Mayor. Yes, sir. Go ahead, please. [3:14:27, 3:14:34]: Um I I'm in agreement with Mr. Alexander. We still have issues that haven't had oversight. [3:14:35, 3:14:39]: We still have issues that haven't been resolved even as of today. [3:14:40, 3:14:45]: Um you know, I'm when we when we contract [3:14:51, 3:15:03]: We we we when we contract because you w you don't want a quick fix for a long term issue, a long term process. And when we've done that [3:15:05, 3:15:07]: The city has gotten the short end of the stick. [3:15:08, 3:15:15]: Um and I'm not gonna go into details about that because it's not the place for it. But I I have a [3:15:15, 3:15:22]: I I I just I have a problem with some things, that's all. All right. Uh Mr Thomas, go ahead, please, sir. [3:15:22, 3:15:26]: Uh thank you and thank you, Mrs. Carter. Um [3:15:26, 3:15:28]: Uh the six months [3:15:29, 3:15:38]: We we have had the conversation uh over the last few years about bringing this in house and I think uh the research [3:15:39, 3:15:40]: uh prove then [3:15:41, 3:15:45]: And I asked you uh here recently about the same research. [3:15:45, 3:15:47]: And you went back and reviewed that. [3:15:47, 3:15:51]: And one thing that uh was true then and I think is true now. [3:15:52, 3:15:59]: When you bring staff in house and it showed too that there were uh a surplus in that. [3:15:59, 3:16:01]: But what you get is [3:16:02, 3:16:03]: The trainin [3:16:04, 3:16:05]: And the [3:16:06, 3:16:08]: Акаунтабеліті австаф. [3:16:08, 3:16:12]: when you bring folks in and I think that is [3:16:12, 3:16:14]: Uh what I see [3:16:14, 3:16:20]: And that is what I'm looking forward, to be able to bring staff in, train them. [3:16:21, 3:16:32]: and hold them accountable to the job. So that's why I'm in favor. And I was in favor then. Uh the research proved that to be a fact. And um so [3:16:32, 3:16:39]: Uh without any other questions, um mayor and council, uh I move to to approve. [3:16:40, 3:16:41]: Yeah, I do have one more. [3:16:42, 3:16:50]: Stand stand by one second. Motion has been made to move to improved. Is there a second? Miss Barber second that I second, but I have a comment, please, sir. [3:16:51, 3:16:55]: All right. Okay. I was gonna go back to Mr. Blount here, but go ahead. [3:16:55, 3:17:02]: I'm sorry. Go ahead, Councilman Blood. Go ahead, Ms. Blood. Uh vote for it. For me [3:17:03, 3:17:09]: Th when we look at approving these positions, when we look at moving around [3:17:10, 3:17:13]: Um when we're filling positions [3:17:14, 3:17:18]: that there were reluctance and or whatever and the the positions that we're filling. [3:17:20, 3:17:24]: Um, I think that some things that we're discussing now [3:17:24, 3:17:30]: It sh we should have had more discussion behind closed door because this does become a com uh uh um [3:17:31, 3:17:51]: a a a hiring position and it does become open for the discussion. Um I don't want to sit here and I would never sit here and uh belittle uh any staff, at least try not to anyway. Um but I have concerns when we're adding positions [3:17:51, 3:17:52]: Yeah. [3:17:53, 3:17:58]: to feel positions that was so long deficient. [3:17:59, 3:18:02]: My greatest concern has always been in this city. [3:18:03, 3:18:04]: Is being proactive. [3:18:05, 3:18:06]: And oversight. [3:18:07, 3:18:08]: Accountability. [3:18:09, 3:18:11]: Transparency, all of those things. [3:18:11, 3:18:16]: Make the city successful in every department, even among us as council members. [3:18:17, 3:18:18]: So for me [3:18:19, 3:18:22]: To put these positions on right now. [3:18:22, 3:18:28]: I think for me I would need further discussions on these positions and stuff behind closed doors. [3:18:28, 3:18:30]: Mayor Pro Tem Barber, go ahead, please. [3:18:31, 3:18:31]: Yeah. [3:18:33, 3:18:33]: Um [3:18:34, 3:18:36]: I was just gonna make mention that this is [3:18:36, 3:18:38]: For emergency services. [3:18:39, 3:18:42]: And because this is a emergency situation. [3:18:43, 3:18:43]: Um [3:18:43, 3:18:44]: The six month. [3:18:45, 3:18:46]: Contracts that we have with [3:18:47, 3:18:48]: The consulting services. [3:18:49, 3:18:51]: Not consulting, but service. [3:18:51, 3:18:53]: contracts that we have with [3:18:55, 3:18:57]: This company this company, I'm sorry. [3:18:57, 3:18:58]: Um [3:18:58, 3:19:00]: I would like to see us do a one year [3:19:01, 3:19:04]: contract with the both of them. I don't know if they are interested in that. [3:19:05, 3:19:06]: And after six months then we can [3:19:07, 3:19:08]: Evaluate. [3:19:08, 3:19:10]: Веде орнат ви речі. [3:19:12, 3:19:13]: to kind of bring this in house. [3:19:14, 3:19:16]: Um I just want us to be [3:19:17, 3:19:18]: Ready. [3:19:19, 3:19:23]: Um we've had some issues over the past three years since I've been here. [3:19:25, 3:19:27]: A lot of it has been internal issues. [3:19:29, 3:19:31]: So I just want to make sure that we're ready. [3:19:31, 3:19:34]: I know we've already approved the six month contracts. [3:19:35, 3:19:38]: I am in support of what you recommend. [3:19:39, 3:19:44]: with bringing these positions in house here, I just want to make sure that we're ready. [3:19:46, 3:19:46]: No, no. [3:19:47, 3:20:04]: Go ahead, sir. Yeah, what what I'm saying is to Councilwoman Barber's point, which is that we would bring this back in six months to just see what we look like from our standpoint. Cause we got people on our side of this pendulum too. [3:20:05, 3:20:25]: And they contracted got people on their side. So after six months, we would come back, we would reevaluate our readiness to move forward. And then after that thin point, we could extend for another six months if we needed to, or we could move forward with it uh at that point. Cause right now I think we just hired [3:20:25, 3:20:35]: somebody on our side um of that uh of the equation and those people are getting up uh to where they need to be. [3:20:36, 3:20:41]: All right. If there's no other comment, the motion was made and seconded, so all in favor of the motion, please indicate. [3:20:42, 3:20:44]: One, two. [3:20:45, 3:20:46]: Opposed. [3:20:48, 3:20:48]: Okay. [3:20:49, 3:20:53]: Two okay, two, two. You you vote in four? What do you say? [3:20:53, 3:21:04]: I'm sorry, I'm I'm looking at this. If we're the we're voting about the chief building official. I'm in opposition. You're in opposition. Once again, all in favor, let's do this again. Make sure we got it right. All in favor of the motion. [3:21:06, 3:21:11]: Two. All all polls. Three. So the motion fails. Two, three. Okay. [3:21:11, 3:21:31]: Mayor. Yes, sir. I'd like to make a motion to for the rest of the table, the next the next items coming up, and just repeat what we just did, which was bring them, which was deny them and then bring them back. So you're you're referring to the building inspector, the permit technician, and the civil engineer, which is a part. [3:21:31, 3:21:33]: Is that what you're referring to? [3:21:34, 3:21:44]: Yes, I mean there's no need in um at this point I don't think we've we've already made a decision on the one really that could have been brought forward as a package, but that's kinda where we are now. [3:21:44, 3:22:00]: Councilman Alexander, Mayor Ford, if I may, um I do understand the concern. Um is it possible that you would consider um approving the positions with no dollars attached to them that way if [3:22:00, 3:22:19]: within the six month period if we come back and determine we do want to move forward with bringing it in house. We don't have to wait another month or so just to get the job on the agenda and posted. Um that will take us additional time to do um interviewing and all of that. Is it possible that you all will be amenable to that? [3:22:20, 3:22:40]: I'm I'm personally fine with the recommendation and I don't know what the rest of the council's thinking here. Yeah, I'm fine with that. But he's making a motion. I just wanted to. Okay, you're Miss Barber's fine with that. I am fine with your recommendation, Ms. Carter. Okay, Mr. Alexander? No, I'm not. No, he's not, Miss McCann. I I have a question about it. [3:22:40, 3:22:43]: You're asking that we approve the job descriptions. [3:22:44, 3:23:01]: So that the positions are available, but we've already approved these positions already, correct? No. The position the positions are brand new. So we would have to just approve the job description. Um if there are no dollars tied to it at this time, then we wouldn't put it out for hiring. [3:23:03, 3:23:06]: I don't wanna do that and we have a budget [3:23:06, 3:23:10]: We we have budget meetings or whatever the case may be. [3:23:10, 3:23:11]: I don't think I want [3:23:13, 3:23:23]: to do that prematurely because even if we are taking off the dollar amount, when we are ready to advertise or put those positions out there. [3:23:24, 3:23:44]: We're gonna have to do all this anyway, right? We're gonna have to present you're gonna have to present these descriptions, chart and dollar amount, pay scale, anyway, correct? Like when we get ready to put it out there? Well typically if there are positions that are held and I'll defer to the city manager on positions that [3:23:44, 3:23:57]: even though they are on the books, there may be no money tied to them and they're frozen until a particular time where they'll be unfrozen and then we can utilize them and and uh connect dollars to them. [3:23:58, 3:24:00]: Okay. Mr. Blount. [3:24:01, 3:24:08]: For me, um I I I'm with Mr Alexander that we table these three because for me we just had a retreat. [3:24:09, 3:24:11]: And we're talking about changing the oral chart. [3:24:11, 3:24:12]: That's gonna affect the budget. [3:24:13, 3:24:33]: That's gonna move people around, that's gonna have oversight that I oversight and in different positions. I think further discussion need to be had with this because bringing this forth now, without first of all, without any funding numbers, and if we do this before then, then we won't have to do this now. I think that it convolutes the whole [3:24:33, 3:24:53]: Whole situation and we find ourselves in such a conundrum that we can't get back out of because we made a decision today to move forward with uh basically saying, hey, uh something else is gonna happen beyond now. And if, if, if, if I think we need to table this and we need to have further discussions about that, maybe some of that discussion need to [3:24:53, 3:24:56]: To be uh had behind closed doors also. [3:24:57, 3:25:04]: All right. So yeah, ms go ahead, Ms. Thompson. Uh Mayor Ford and Council. Um positions [3:25:05, 3:25:06]: Can be approved. [3:25:07, 3:25:10]: А злом із дена філд. [3:25:10, 3:25:12]: There's no money attached. [3:25:12, 3:25:16]: But positions can be approved. Thank you. [3:25:16, 3:25:17]: Right. [3:25:18, 3:25:38]: All right, so we've got a couple of different things. We want more approved positions, put the recommendation a potential recommendation from Miss Carter, or you can lump them all together and uh table all all the items. I would might want to double check with the attorney, make sure we can all lump them together to one motion to do all that though, even though they're on here as individuals. So I need for you to weigh in on that. [3:25:38, 3:25:38]: Yes sir. [3:25:40, 3:25:40]: Just need to out. [3:25:42, 3:25:43]: Okay. [3:25:46, 3:25:48]: Okay. Thank you, sir. Mr. Blount, go ahead. [3:25:49, 3:25:49]: Um [3:25:51, 3:26:02]: We have a lot of power to do something up here. We because we can do we have the right to do something and always doesn't always make it the right thing to do. [3:26:02, 3:26:03]: For me [3:26:04, 3:26:07]: The right thing for me to do is to discuss this further because [3:26:08, 3:26:10]: Once we approve positions we [3:26:10, 3:26:30]: We put a lot of this in staff's hand that we shouldn't even be dealing with as elected officials anyway when it comes to how much this person's gonna make and this and that. There's a lot that goes in the staff hand after we approve this. I got problems approving this, and this is where my where I come in, this one individual. This is why I agree with Mr. Alexander. We need to table this. [3:26:30, 3:26:40]: and have further discussions on it and have a plan in place and what this c what kinda hit this gonna do to the to to our budget and what what's gonna be needed. [3:26:40, 3:26:43]: I it's too many ins and outs for me right now. [3:26:43, 3:26:49]: All right. All right, Council. Then if that's the case I need a motion uh to reflect uh your desires here. [3:26:50, 3:26:53]: What's the motion? Mayor sir. [3:26:53, 3:26:56]: Or Ms. Anderson. Someone need a motion, please. [3:26:56, 3:27:16]: Yes, sir. I want to make a motion in accordance with what the city um attorney had recommended, which is tabling all three of this in reference to the uh index numbers that are attached to the next three. Fourteen, fifteen, and sixteen. Okay. Is there a second motion? Second. Mr. Blount's second. [3:27:16, 3:27:18]: Yes ma'am, yes ma'am. [3:27:19, 3:27:24]: Does that not include item number thirteen? It's also a motion to adopt the job description. [3:27:26, 3:27:32]: Uh we we already made a decision on thirteenth though. I'm sorry. We already made a decision on thirteenth, I thought. [3:27:32, 3:27:37]: It the motion failed to adopt it, but are is that not being tabled as well? That is the question. [3:27:38, 3:27:41]: If we did not vote I'll add number thirteen to it. [3:27:42, 3:27:54]: Well we made a we made a I don't know. I thought we did. We already made a motion on that. We already approved it, made a motion. Thirteen is only a job description. It's not it's it's if you never approved a position, you just got a job description in place. [3:27:54, 3:27:55]: The job job. [3:27:59, 3:27:59]: Yeah. [3:28:00, 3:28:01]: Yeah. [3:28:01, 3:28:13]: Well, if that's the case or we didn't, I thought we did, I will add thirteen to that. Okay, wait a minute. We got we s we have there's an action we have to take. We just can't arbitrary uh make another motion on this. Is uh is thirteen a new position? [3:28:15, 3:28:25]: It is. Okay. Thirteen, fourteen, fifteen, and sixteen are they all new positions though. I'm for table and all. Okay. Okay so the motion was made by originally who? [3:28:25, 3:28:26]: Myself. I'm thirteen. [3:28:27, 3:28:37]: Oh, you made the motion on thirteen? And and s okay, so otherwise if you made a motion on thirteen, Mr Attorney, if he wants to retract that, I guess I guess we can we can do it that way? [3:28:38, 3:28:47]: Uh to a while you wanted a you wanted a amend I guess change the motion or amend it to add thirteen to to number fourteen, fifteen, sixteen. We already voted on thirteen previously. [3:28:52, 3:29:06]: Oh that's right, it did that's right, that's right. That and I need to talk to the clerk. That's right, it did fail. I'm sorry. No wonder, that's why she asked that question. Oh it did fail. Okay, so otherwise, uh we can automatically just add that to the other the other motion with the other three items. [3:29:07, 3:29:12]: Okay. Go ahead please. I'm sorry. Yes, I amended it to add thirteen. Okay. Is that s uh who's second that motion? [3:29:13, 3:29:15]: I did, sir. Okay, Mr. Blount? [3:29:15, 3:29:21]: Okay. So I'm so otherwise the motion is I I would imagine you have this, uh Miss Clerk. [3:29:21, 3:29:33]: Okay. So all in favor of motion uh to table thirteen, fourteen, fifteen, and sixteen. I need okay. I need a motion. All in favor, please. Indicate. [3:29:33, 3:29:39]: I had a question, sir. I'm sorry. Wanted to know when we're tabling it until when? [3:29:40, 3:29:41]: When is this coming back? [3:29:42, 3:29:55]: We're we table this, we have a a a temporary contract for the six month period that we have. We will reevaluate after six months to determine whether we're ready. [3:29:55, 3:29:58]: That's with the contractors. [3:29:59, 3:29:59]: But you're [3:30:00, 3:30:02]: The purpose of this motion [3:30:03, 3:30:23]: Is for the new job descriptions. Right, the same thing. We're tabling this till indefinitely. As I said when I made the mo the first one is that we will come back to this in six months and we will evaluate whether we are ready or not. And the at the [3:30:23, 3:30:30]: six month period when they're when it's time to well we need to renew for another six months or we need to move into another direction. [3:30:33, 3:30:33]: Um [3:30:35, 3:30:37]: Okay, so then [3:30:37, 3:30:39]: After the six months. [3:30:40, 3:30:41]: We'll be able to determine [3:30:42, 3:30:45]: Whether or not we are happy with the service. [3:30:45, 3:30:47]: or quality of services that we're getting. [3:30:48, 3:30:49]: From these two. [3:30:49, 3:30:50]: Contractors. [3:30:50, 3:30:52]: But it still doesn't address the fact that [3:30:53, 3:30:55]: She needs new job descriptions. [3:30:55, 3:30:57]: Those new job descriptions. [3:30:57, 3:30:59]: Will need to be posted. [3:30:59, 3:31:00]: And advertised. [3:31:01, 3:31:02]: After that. [3:31:03, 3:31:05]: So why would you wait six months? [3:31:06, 3:31:26]: For the contribution of the case. We can bring it back at any time we want we can bring it back at any time we want to. Can we staff can put it on the agenda? Uh we can put it on the agenda. I put the six months in because it runs concurrent with with with our agreement where we will always have protection at that point. But the council can bring it back or the staff can bring it back. [3:31:26, 3:31:29]: [12690.0, 12692.0]: Bring the job description back in [3:31:32, 3:31:33]: Three months. [3:31:33, 3:31:37]: I I've said the statement that I'm g I've made the motion already. [3:31:37, 3:31:50]: I'll abstain. Okay, well first of all before you do that, ma may I want to make sure uh uh clerk has this proper before we take another vote on this. So what do you have, ma madam clerk? Well I'm having the motion to table item number thirteen, fourteen, fifteen, and sixteen. [3:31:52, 3:31:58]: for six months to be evaluated and brought back to the council at that time. [3:31:59, 3:32:07]: Mr. Mr. Alexander, is that correct? That's correct. Okay. On that note, uh ladies and gentlemen, council, um I need uh all in favor of the motion, please indicate. [3:32:09, 3:32:10]: Of opposed? [3:32:10, 3:32:18]: Okay, pose. Okay, so three, one, and you sustain, right? So three, one, one, motion pass. Three, one, one. [3:32:18, 3:32:20]: And um okay. [3:32:21, 3:32:30]: Ms. Carter, thank you very much. Thank you. All right, uh what I have here, council consideration to fill a vacancy and appoint a member of the downtown development authority presented by Mr. Washington. [3:32:33, 3:32:47]: Now once again, this is this typically we do these we dive done these in the past in in a zechular session, then come back out of a Zekir session for this, but I think there's only one person that is on this particular list. And [3:32:50, 3:32:52]: I have to admit I don't even know this gentleman. [3:33:17, 3:33:27]: We have one applicant for the appointment mayor and council. That person is Mr. Antonio Gordon, who's a uh head of business of barbershop owner here in Stockbridge, Georgia. [3:33:30, 3:33:33]: All right, I believe this is to be on the ethics committee, I believe it is. [3:33:35, 3:33:36]: Board of Ethics. [3:33:37, 3:33:38]: That's what it says here, right? [3:33:40, 3:33:45]: The downtown development authority. Downtown, okay. For downtown, okay. Where? [3:33:45, 3:33:47]: On application says something different. [3:33:48, 3:33:49]: Okay. [3:33:54, 3:33:54]: Mayor. [3:33:54, 3:34:00]: Yes sir. Yes ma'am, I'm sorry. But it's also included. [3:34:01, 3:34:18]: Okay. The final position for the Board of Ethics has to be appointed by the mayor. That has not been selected, but the applicant did make the request to be considered for any other board that had an opening. And that is why he has been presented to the council for this position. [3:34:19, 3:34:21]: And of course this business is right in the downtown area. [3:34:22, 3:34:24]: Yeah, it's on page three, he's willing to work any if available. [3:34:26, 3:34:28]: Okay. All right. [3:34:29, 3:34:35]: All right, Council Sol anything else to add, sir? No. Okay, I'm sorry. Questions? [3:34:35, 3:34:37]: Mayor. Yes yes, Mayor. [3:34:38, 3:34:55]: Go ahead, Councilman. You you're on the board of DEA. I just wanted to ask a question. I just I just I just didn't I'm sorry I d wasn't aware that this was coming up tonight. Was there some discussion uh already um with the applicant or just the qualifications have already been verified? [3:34:57, 3:35:07]: The application was submitted to the mayor and council, the D D A chair as well. Mm-hmm. Okay, so the the D D A chair has already reviewed it. [3:35:08, 3:35:11]: It was submitted to the DDA chair. [3:35:12, 3:35:32]: Well did you you want to double check with him or or uh what's Yeah let's let's do that. Let's follow let me follow up with uh uh the DDA chair because you know we know what he's been going through and we need to see whether or not uh he's had time to to chime in on the application. So your suggestion is to table it. Okay, sir. [3:35:32, 3:35:43]: Well if that's if that's what you'd like to do, uh then make a motion to that sir. Sir, I'd like to make a motion to table this appointment to consult with the D DA board and chair. Is there a second then motion? [3:35:44, 3:35:45]: Is [3:35:45, 3:35:46]: Is there a second to the motion? [3:35:47, 3:35:50]: I second. Okay, Miss Gand seconds the motion. [3:35:50, 3:35:53]: You have some apprehension there, Miss K well I I [3:35:53, 3:36:08]: This goes to show that even if we only have one applicant, we still need executive sessions. I don't I don't like the way this went. That's all. Uh well what am I? He's gonna talk further with the with the DDH chair, so uh and we'll go from there. All in favor of the motion please uh indicate. [3:36:08, 3:36:13]: All in favor? Okay, thank you very much. Okay, what's next? Uh [3:36:13, 3:36:19]: Uh, Mr. Quentin, mister Washington, is stop bridge amber theater alcohol policy, sir. [3:36:20, 3:36:21]: No ordinance. [3:36:26, 3:36:28]: Yes, Mayor and Council coming out of the retreat. [3:36:28, 3:36:29]: This was the [3:36:31, 3:36:44]: ordinance that you all requested. The only change that we would have on there is to match up to what is on the website about the seven quarts. That's not eight by eight, that's twelve by twelve coolers. [3:36:45, 3:36:56]: And so I we talked with Chief Chairman about it. It's a twelve by twelve cooler to be able to bring in alcohol and we just asked for that to be an amendment that you all would adopt for the ordinance. [3:36:59, 3:37:02]: And this is all outlined in uh number D, right? [3:37:02, 3:37:03]: Yeah, fine. [3:37:06, 3:37:11]: And this is to allow alcohol, outside alcohol for our concerts. [3:37:11, 3:37:14]: Was this provided to us before? [3:37:14, 3:37:15]: Today. [3:37:16, 3:37:18]: Is that I didn't get this until today. [3:37:21, 3:37:22]: Mr. Washington. [3:37:23, 3:37:23]: Okay. [3:37:24, 3:37:29]: Was this just provided to us at the start of the meeting? Yes, it was. Okay. I'll be abstaining again. Okay. [3:37:32, 3:37:52]: Well t this is uh well she wants to sustain, but let me mention this to the council now, just is so you have food for thought, I suppose. I have to admit I'm not in favor of this ordinance. And since it is a ordinance, um I do have by the charter I do have the power to under Mayor's power to uh veto and so uh [3:37:52, 3:38:12]: I will tell you that uh if by chance this ordinance passes with a minimum of three votes, I will veto the bill. I will veto it. All right. So and of course if I do that, then it takes four to overturn my veto. That's the checks and balances. So I just want you to know that at this point uh that that is m that's my thoughts and that's [3:38:12, 3:38:22]: That's my that'll be my action. So it's up to the council how you want to proceed and then and then however you proceed may may may cause me to do something. Mayor Ford. Yes, sir. [3:38:23, 3:38:26]: I I guess my only concern is [3:38:27, 3:38:30]: What we have advertised on the website and [3:38:31, 3:38:36]: The premise that uh concert goers help purchase tickets. [3:38:37, 3:38:41]: Да дасмали концервов ні чангес. [3:38:42, 3:38:44]: to the premise that [3:38:44, 3:38:45]: Um [3:38:46, 3:38:48]: People that purchased our tickets. [3:38:49, 3:38:52]: And I think we just need to be a little cautious on that. [3:38:53, 3:38:56]: Um and that that's my only concern. [3:38:56, 3:38:58]: Okay. Mayor. Yes, sir. Go ahead, please. Uh uh. [3:38:58, 3:39:03]: I concur with that. I think we went back and forth about this for a little while. Um [3:39:04, 3:39:05]: Last year. [3:39:07, 3:39:18]: All we kept telling everybody, even when they couldn't even bring a bottle bottle of water in, uh I saw many of these, many council members, several council members amongst myself, [3:39:18, 3:39:24]: Being very apologetic about the way the amphitheater was being ran last year. Let's just be honest. [3:39:25, 3:39:27]: And everything that we told them [3:39:27, 3:39:29]: That was gonna happen this year. [3:39:29, 3:39:32]: And I agree with uh Mr. Thomas. [3:39:32, 3:39:33]: Because [3:39:33, 3:39:36]: I'm gonna if I buy a ticket. [3:39:37, 3:39:38]: Expecting the [3:39:38, 3:39:42]: go into a suite and I get there and it's a one bedroom with no bed. [3:39:43, 3:39:45]: Uh that ain't what I purchased. [3:39:45, 3:39:50]: People purchased an experience at the amphitheater that we said we was gonna do. [3:39:50, 3:39:54]: And then at the ninth hour to say, Well, if they don't want it, we're gonna [3:39:55, 3:40:00]: This this empathy is continually trying to find his way and try to find identity. [3:40:00, 3:40:10]: And I was hoping that this year would be one that we find identity. And and through this year, if it doesn't something doesn't work, now we see. Now we actually see because [3:40:11, 3:40:13]: Of things that are put in place right now. [3:40:14, 3:40:21]: But I'm for it because of what we've put out and what we've said and we have a concert next week. [3:40:22, 3:40:23]: Next week. [3:40:23, 3:40:25]: And the talk has been [3:40:25, 3:40:45]: The city of Stockbridge is not like it was used uh I heard it's not gonna be like it was last year. I just wanna put that out there. Okay. And let me just say I think procedurally, and I talked with the chief and and Mr. Young who's over the amphitheater, if you were to use your veto on this one, my understanding is that it would take effect for the second concert, is that correct? [3:40:45, 3:40:46]: Not this one. [3:40:47, 3:40:51]: So it's the same concept of those going forward from there unless it was overturned. Okay. [3:40:52, 3:40:53]: Understand. Thank you. [3:40:53, 3:40:55]: Wait a minute. [3:40:55, 3:40:57]: What what what I'm sorry? [3:40:57, 3:41:17]: But because this concert the concert tickets have been sold and advertised. I'm talking with Chief Trammer and with Mr. Young, and if you want them to explain they're here, that the if he were to veto it, the veto would take effect after this concert. What'd he vetoed it tomorrow? So I mean [3:41:17, 3:41:21]: [13282.4, 13283.4]: So when you [3:41:27, 3:41:33]: Right. But there's already been a contract created between the people and [3:41:33, 3:41:35]: Well if [3:41:35, 3:41:38]: If Yuan wanted to, he'd the b he would still have a veto. [3:41:39, 3:41:42]: Yeah, if you want it he would still have the veto, but [3:41:43, 3:42:00]: they would not be able to get the information out to the individuals that would be trying to bring alcohol in in enough time for this concert. And so they were thinking that on the administrative side that they would be able to make it in effect for the second concert as opposed to this first one is coming up. [3:42:01, 3:42:11]: And a second concert this year happens to be Mother's Day weekend with Maxwell on the thirteenth and fourteenth of May. Is that right? So that's roughly a month, the thirty days difference in time. Mm-hmm. Maybe for it. Yes, sir. [3:42:12, 3:42:15]: I I I still have the same issue and and I don't know [3:42:16, 3:42:36]: Who bought tickets or when. I know that the Maxwell tickets went on sale one particular Friday and people came and rushed and and purchased those tickets. So I I I just still have the same concern that that you know concert girls have purchased tickets. [3:42:36, 3:42:40]: under the premise that we have stated uh on the website and [3:42:40, 3:42:41]: I just don't concern if [3:42:42, 3:42:44]: If we had sort of decided [3:42:44, 3:42:50]: During the off season, coming into January, we were gonna take a position. I'd have been fine with that. [3:42:50, 3:42:53]: But but for us to to flip flop and [3:42:54, 3:43:14]: to appear disorganized. That's just that's just a problem that I have with all of that. Sir. Yes sir. Go ahead please. Um in in the beginning, no one authorized this to be put on the website. So let's go back to there. Okay. The change was made, but I I'm not sure how the change was approved. We talked about it. [3:43:14, 3:43:34]: We had a vote. Uh there was a three to two, I think a three vote um decision that was made on the item. I think we talked about general liability and some other items that were concerned with that. So my position is I'm I certainly I think based on what you discussed, I'm certainly not for it. [3:43:35, 3:43:55]: Mayor Ford. Yes, sir. Um, if I'm not mistaken, um the consultant met with um all of the council members through Zoom. I I recall the conversation, and I I don't I don't know what um his [3:43:55, 3:44:15]: contract call for in in this particular manner? Uh it may and it may not, but I do recall uh the conversation uh during the Zoom call. I I can't speak to what that vote was or even if it was a vote. Maybe Mr. Young could respond to that. But but again, uh it's [3:44:15, 3:44:25]: It's on the website, that's the bottom line. It's on the website and and people have purchased the tickets uh under that premise, regardless of how it happened, is is is there. [3:44:26, 3:44:43]: Mayor. Yes, sir. Th someone spoke I mean, uh the attorney spoke for Chief Tramer. I I didn't uh I don't know if he wants to get fooled into this or not, but at the same time did you s uh uh uh were those your thoughts that were conveyed here at the podium? [3:44:52, 3:45:12]: Mayor Mayor Ford just take a vote. I I would I would defer to um legal and um to Mr. Young with the uh management company. My position is is we're here to enforce whatever um guidelines are put in place uh for the amphitheater, whether that's [3:45:12, 3:45:32]: you decide to admit it or uh you decide not and that's our position. All right. Thank you. Exactly. And so okay. Okay, I tell you what, we we got we have the ordinance here and uh so what amounts to I need a motion to whether or not uh we're gonna accept this uh this ordinance change dealing with the alcohol [3:45:32, 3:45:38]: being brought in at Tampa Theater or not. Well, is there a motion? We don't want to hear from Mr. Young. [3:45:39, 3:45:51]: Okay, I'm sorry. Excuse me. Mr. Young? Come to the podium, sir. Okay. I don't need to talk to Mr. Young. Mr. Come on, Mr. Young. [3:45:55, 3:45:57]: Good evening. Evening. [3:45:57, 3:45:58]: Happy you're here. [3:45:59, 3:46:19]: I'm happy to be here, sir. Yes, sir. So as a consultant, sir, what are your thoughts, sir? Back in January when we had the Zoom call, I spoke to every council. We had three, two um calls, and it was uh stated that we will allow alcohol to be brought [3:46:18, 3:46:20]: Yeah. [3:46:20, 3:46:33]: Um that's why it's on the website. All the all everything that came out of that meeting is on the website. That's what's been stated. Um so that's how it came up, Mr. Alexander. [3:46:34, 3:46:54]: So who you said has been stated, who stated it that it was approved? But I broke but we met this section and that section. So we didn't do it a c uh so whoever th whatever the three said it at that time when I brought it up, even I I [3:46:54, 3:47:00]: I discussed it on both calls. Okay, so what you're saying is there was no vote, there was just correct. [3:47:00, 3:47:15]: Did I have to have an official vote? I'm just saying you s I'm just saying stating the fact I did not have a vote. I don't I know you said you got a consensus there wasn't a vote. Right, yes sir. Thank you. Just the facts. No pa, no pa yes sir. Anything else? [3:47:15, 3:47:29]: All right, so on that note, ordinance has been brought forward by m Mr. Washington. Mr. Harold uh young just spoke. So so I need a motion to accept this particular ordinance change involving bringing in alcohol to the amphitheater for this season. [3:47:30, 3:47:32]: There is there acceptance of this motion? [3:47:33, 3:47:34]: Mayor. Yes, Mayor. [3:47:35, 3:47:39]: Well go ahead, uh council well I wanted I just wanted to make a comment before we even take a vote. [3:47:40, 3:47:50]: Concert tickets have been sold not just for this first show but throughout. That's correct. At the purchase of a concert ticket at that time a contract [3:47:52, 3:48:05]: Per each individual person who has purchased a ticket has been made. They exchange money for their ticket as well as for all the amenities and everything else that's included in their disclosure. [3:48:07, 3:48:22]: Mayor and Council needs to understand that. Okay. And that's what I'm saying. We we have to be, you know, careful with that. And I I think that um whether we you know I don't know what tickets are open right now. [3:48:23, 3:48:32]: we put a halt or whatever the case may be for the next show until we get all this ironed out. However we wanna do it. Not halt the show, but you know, however we wanna do it. But for now [3:48:33, 3:48:38]: At least through Maxwell from what I'm hearing and maybe even Monica or I dun I don't know from others. [3:48:39, 3:48:41]: We've already established [3:48:42, 3:48:43]: Some rules here and [3:48:44, 3:48:46]: We had a vote. [3:48:46, 3:48:48]: I believe we had a vote. [3:48:49, 3:48:49]: Already heard. [3:48:50, 3:48:54]: During the retreat. And if we did not [3:48:54, 3:48:55]: If we did not [3:48:56, 3:48:59]: Um, I believe we had a official vote during the retreat. [3:48:59, 3:49:02]: Which is an open meeting, a public meeting. [3:49:03, 3:49:04]: Um so [3:49:05, 3:49:07]: at that point in time. [3:49:07, 3:49:27]: And I I I honestly believe that we need to follow the process and procedures that we have in place for now and maybe work on this um halfway through from those shows that have not been announced or in sales. I think we can kinda do something at that point. [3:49:27, 3:49:27]: Yeah. [3:49:28, 3:49:29]: That's it. [3:49:29, 3:49:34]: I still need a motion whether or not we're gonna accept this uh ordinance change or not. [3:49:35, 3:49:36]: Yes, sir. [3:49:37, 3:49:55]: I'd like to make that motion but I wanna make sure, well, not necessarily to make the motion, but when the motion is made, I want the size of the cooler to be included in the motion. And that that is uh twelve inches by twelve inches, is that what it is? All right, so then five inch. No, no, no. He wants to change it to twelve inches. [3:49:56, 3:49:58]: Oh. [3:50:02, 3:50:04]: Okay. [3:50:05, 3:50:10]: All right. I mean, whoever makes a motion can can add that in there for for the vote. [3:50:12, 3:50:13]: He's making it. Is there a motion? [3:50:16, 3:50:18]: You want go ahead. [3:50:19, 3:50:34]: So I would like to make a motion that any alcohol beverages brought well, uh make a motion that we approve the ordinance provide for an exception to the restrictions of the possessions of consumption of alcohol beverages at Stockbridge Amphitheater and for the perp and and for the purposes listed. [3:50:34, 3:50:38]: um to include a twelve with the amendment on D [3:50:38, 3:50:39]: Page two [3:50:40, 3:50:48]: Um any alcohol brought into the amphitheater must be in a cooler not larger than twelve by twelve, only one cooler per patron allowed. [3:50:48, 3:50:54]: I second. Okay. Um okay, Mr. Um Thomas, second that motion. [3:50:55, 3:50:56]: All in favor of the motion, please indicate. [3:50:59, 3:51:00]: I'll pose. [3:51:00, 3:51:01]: Of staying. [3:51:02, 3:51:22]: Okay, it's three one one and as I three one one and as I mentioned before I will veto this ordinance. So I need to go through the process of official veto. I will veto it. I I'm I wasn't playing with that. So I'll veto it. And then of course uh the council can override once I officially do that with the pro proper paperwork, then the council will override the veto with four affirmative. [3:51:22, 3:51:23]: Yeah. [3:51:23, 3:51:36]: Now, so on that note, um we'll start the veto process or documentation effectively tomorrow. I'll be in tomorrow to take care of that. Unless you got some other guidance for me, Mr. Sir. I've got ordinance on that. [3:51:37, 3:51:38]: Yeah, so not meeting. [3:51:39, 3:51:40]: Uh [3:51:47, 3:51:57]: On that note, we'll move on to uh announcements and upcoming events. Council meetings will be held. City Council Chamber's noting some board and committee meetings will continue to take place via via Zoom. [3:51:58, 3:52:18]: Okay, so we go to city's website, city of starbridge.com for meeting invitation link, Facebook page, or contact city hall offices at 770-389-7900.
