[0:29:42, 0:29:45]: I abstain I wasn't here on the eighteenth that [0:29:45, 0:29:56]: I'm sorry? I wasn't here on for the eighteenth. Okay. So I abstained. Okay. All right. So we've got uh four zero one, motion passed. Thank you. Um Madam Clerk, any public comments? [0:29:57, 0:30:17]: Mayor, there are no public comments. Okay. We'll move on to a ceremonial sorrow mental review. And earlier uh today, roughly about five thirty, we had the seven different swearing ins. Want to congratulate the uh youth council advisory board new member, Mary Sahid, and uh thank you for serving. Uh the planning commission member. [0:30:17, 0:30:37]: Sworn in today was Anthony Minton, and congratulations you too, sir, for serving. And then the Council on Aging Representative Mary Bonnie Washington was also sworn in. [0:30:37, 0:30:39]: the several items on the consent agenda we have [0:30:40, 0:30:41]: Three items on the consent agenda. [0:30:42, 0:30:43]: And that would be [0:30:45, 0:31:05]: Council consideration to approve the continuation of the city of Stockbridge's participation in Hernary County Development, uh, Henry County Community Development Block Grant, C D B G program as a sub-recipient for FY 2024 to 26. The next item would be a council consideration to approve the 2023. [0:31:04, 0:31:10]: election calendar and the next item would be council consideration [0:31:10, 0:31:25]: to approve the use of amphitheater green room August 30th, 2023, from four PM to eight PM to host the Henry County CVB Convention Visitors Bureau Hospitality Mis mixer. Um on that note, that's on the consent agenda, I need a motion to accept, please. [0:31:27, 0:31:47]: Yes, sir. Is there a second? Second. Mr. Absolutely second then. All in favor, please indicate. Thank you very much. It's a unanimous decision. And now we'll move into our public hearings. Um public hearing obviously this evening uh will deal with the comprehensive planned amendment KCP-2 [0:31:47, 0:32:07]: Vista previously requested a 30-day deferral of both the rezoning and the comp plan amendment applications. Consideration of the request for a comprehensive plan amendment to assign the future land use designation of a highly detended residence. [0:32:07, 0:32:27]: Residential to a certain property on the Flip excuse me, to certain property on uh Flippin' Road to allow for the construction of a mixed-use residential development, including commercial and office uses. The applicant is a Vista residential partner, CO uh Dennis J. Web Webb Jr. The property could [0:32:27, 0:32:47]: contains uh three parcels of land, lot thirty eight of District 12, as listed below, with 276.91 uh total acreage within the city limits of Stockbridge. Parcel 03030 dash zero one zero zero four zero zero zero large [0:32:47, 0:33:07]: Parcel 249.19 acres located between Flippin' Road and Interstate 75 and 675. Parcel number 030-01003001. Medium-sized parcel with 24.24.97 acres located at 630 Flippin' Road. [0:33:07, 0:33:24]: Road and parcel 030-01004008, small parcel at 2.7 acres, excuse me, 2.75 acres, located at 348, excuse me, 384 Flippin' Road, presented by Mr. Anderson, please. [0:33:24, 0:33:35]: Um purpose of this item is for the design future lines of high-tensity resolution to allow for construction of the machine resolution. [0:33:40, 0:33:42]: You guys are commissioned. [0:33:44, 0:33:51]: Here's a picture of the current and future lanes and map other areas. Here's the site highlighted by Star. [0:33:54, 0:33:56]: Here's a starting now. [0:33:56, 0:34:01]: Other site. It's once again highlighted by Star, it's currently on PUB. [0:34:02, 0:34:10]: Here's the surrounding land use designations. To the north you got vegan density. To the south you got vegan density, vertical issues. [0:34:11, 0:34:14]: To the east, you've got high principal relevant. [0:34:14, 0:34:23]: Also to me she got medium density vertical issues and medium density. Here's an aerial photo of the OR flight. [0:34:23, 0:34:25]: Yeah, this is all my problem. [0:34:25, 0:34:45]: substant property wooded wooded lots, three wooded lots that have a couple of vacant structures on. Here's the density range for the surrounding properties. We got Wool Spring Subdivision, it has a density rate of 11.66 inches break. You got Glenn Addict, it has a [0:34:45, 0:35:05]: Density rate of 5.15 in this rate. We got the proposed mix Green Street, two mixes a double. It would have a density rate of 4.83. North Bridge Crossing 4.83. Davidson Landing, 3.64, Alpha City, 2.45. As you can see, the proposed development is consistent with this grinding land. [0:35:05, 0:35:06]: Right. [0:35:06, 0:35:07]: Yeah. [0:35:08, 0:35:10]: The side plan. [0:35:11, 0:35:17]: by our site plan from the previous uh uh project would be the the development phases. [0:35:21, 0:35:29]: Uh staff analysis, the whole development is consistent with the land use plan and the system of the UVC. So staff represent the pool. [0:35:31, 0:35:32]: Course. [0:35:32, 0:35:44]: Yeah, thanks a lot. Appreciate it, Mr. Ryan. Council, kind of questions, uh concerns you may have before we eventually open up for a public hearing. Thomas. Mr. Thomas, do you have any questions, concerns? [0:35:45, 0:35:45]: Okay. [0:35:50, 0:36:00]: I have had the opportunity to uh meet with the developers and I've and and Mr. Anderson as well and pretty much uh exhausted. [0:36:01, 0:36:02]: All of the questions. [0:36:02, 0:36:05]: Um, that I may have. [0:36:05, 0:36:25]: Uh but in the process of the presentation, um that may be something that that may come up once the developers uh do present. So that may be something that may come up later. Okay. But thank you. No problem. You you have some Mr. Blount? No, I'm I may have some later. Okay. [0:36:25, 0:36:45]: Yeah, let me ask you a question. Now this parcel was already previously zoned by Henry County, right? Yes, sir, zoned meetings and came over to the city uh during the last annexation during the reference. So when it comes over um we can assign an assembly. [0:36:45, 0:37:00]: So rezoning basically transfers P to D from MVP. So it's not it's not a traditional rezoning space. When we get to the rezoning for our just approving their uh regulated by their development. [0:37:00, 0:37:20]: Right. So what what I want folks to understand and make sure before we even get started here is this project was previously approved uh under Henry County with uh a DRI that went through the state and they went through some uh a lot of uh groundwork, traffic study, a lot of groundwork went into this. [0:37:20, 0:37:40]: And the one thing I think, you know, uh is that originally this development included about 1,600 home uh properties, correct? Yes, sir. So the development that was already approved through Henry County had sixteen hundred uh some odd units. [0:37:40, 0:38:00]: To go on this particular site. And uh with it coming into the city, that number has been reduced tremendously if this is approved. But if it is not approved, then that 1600 stands and will be in place for what they've already done. Is that is that correct? And I do understand from looking [0:38:00, 0:38:11]: looking at the original plan is that there was some warehousing that was included in addition to the uh 1600 homes that was on the property. [0:38:13, 0:38:33]: Now we this council actually knows what happened to us on Candler Road when we had a property that was already zoned uh for warehousing that never came to this council for consideration at all. So what he's telling us or what uh we have discovered and reviewing the original plan was that [0:38:33, 0:38:53]: A developer today with the development that is already before us, should we not change this zoning, that they would be able to include warehousing along there and build, I think it's multiple warehouses that were included in this plan that is already approved. So what would happen here? [0:38:53, 0:39:13]: Here is that if we approved it, the new development that would come into the city doesn't contain any warehousing. Is that correct? Yes, yes, yes. Okay, so knowing what happened to us on Candler Road and understanding that that could potentially happen here in the future, that was that was important. I think that was an important part that needed to be examined. [0:39:14, 0:39:17]: Absolutely. Thank you. Uh any other comments from the council at all? [0:39:19, 0:39:23]: Okay, the the developers here. I'm sorry, go right up, please. [0:39:23, 0:39:35]: Um, I wanted to ask if you could explain a little further regarding impact fees. Is this the item or should I wait until the next item? [0:39:35, 0:39:36]: Thank you. [0:39:38, 0:39:40]: Okay, you do it. Mr. Blount, go ahead, please. Yeah. [0:39:41, 0:39:47]: Um I was looking for my uh um paper that I had something on. The um [0:39:48, 0:39:51]: I don't know if I need to ask you or wait till they come and present. [0:39:53, 0:40:13]: Because the original site plan for this project included a larger commercial piece, uh included a um even a hotel. It included so much more that would bring to the city other than residential that are not that is not [0:40:13, 0:40:23]: prevalent now with the site now. But the original site plan included so much uh more when it was brought and presented to the county. [0:40:23, 0:40:40]: That's correct. Uh Councilman Lunford, it also contains more land. It contained like eighty more eighty six more acres of land that's a that's zone uh commercial that is not included in this in this current uh so in that in that property. [0:40:42, 0:41:02]: No, I under I understand that uh since we're putting up information out there, that with this development, the original site plan included so much more that would have been beneficial to the city when it comes to mixed-use businesses and uh shops, and it comes to uh [0:41:02, 0:41:09]: a hotel and came to a lot other than uh just this residential piece. [0:41:15, 0:41:24]: And and that's fine. I'm and I and I I would appreciate if they could sp explain why, but I'm saying that that this is a totally separate [0:41:25, 0:41:30]: Site plan from what was originally spoken about pertaining to this development. [0:41:30, 0:41:30]: [2492.3, 2512.3]: Mr. Thomas, go ahead, sir. Uh Councilman Blount, you are correct and excuse me. Uh that was one of my uh original concerns going back to the uh original meeting, but um at the um Zoom meeting with the developers. [0:41:52, 0:42:04]: Uh the question was was proposed again and and there's an answer and I won't attempt to uh speak for the developers, but um [0:42:05, 0:42:10]: I was somewhat satisfied with that answer, but um [0:42:11, 0:42:31]: Holding back on a couple of my questions, when they do come to present, I would like to uh for them to explain a little deeper and I'm sure they will because I was satisfied with the answer that that you all provided uh during that meeting. But I I wanted to start to get back in that again, but uh Councilman Blount, you are correct and that was [0:42:31, 0:42:31]: Yeah. [0:42:32, 0:42:45]: one of my concerns and I think that's the concern of most of the council here, but we'll be able to uh get into that dialogue once y'all come and and present. But that is a a concern, but the answer that was given [0:42:46, 0:42:48]: Um I I understood it. [0:42:48, 0:42:55]: I wasn't quite satisfied with the answer, but I did understand the answer. So thank you. Yes, we'll and that will be discussed during the rezoning. [0:42:56, 0:43:02]: Yes. Okay. Uh Mayor. Yes, sir. Let me just let me let me clarify something with me. [0:43:03, 0:43:06]: Because when there's meat in this hat, I I don't do [0:43:06, 0:43:15]: meeting with developers unless I have other council members available. So we all can hear the same thing and there won't be mis any misinterpretations of what was said. [0:43:16, 0:43:17]: So I was in [0:43:18, 0:43:20]: When I was told about this last Zoom meeting. [0:43:21, 0:43:25]: I had less than twenty four hours to prepare for it. I was at a concert when I was told it was gonna happen, so [0:43:26, 0:43:27]: Less than twenty four hours out. [0:43:28, 0:43:33]: you know, I'm I'm saying there's gonna be a meeting and so I don't operate like that. [0:43:34, 0:43:39]: But let me clarify for me, when it comes to the city of Stockbridge, when we talk about [0:43:39, 0:43:41]: Our large developments. [0:43:42, 0:43:45]: And especially when they first started the development. [0:43:46, 0:43:48]: We want to see. [0:43:48, 0:43:55]: Not just a residential piece. We wanna see that when you have such a large development, we wanna see that commercial piece. [0:43:55, 0:43:58]: We want to see that whole tail w whatever happened, happened. [0:43:59, 0:44:03]: But when you talk about such a large development coming into a community, [0:44:03, 0:44:08]: Those communities have to be provided services. And one of the things that this community was gonna do [0:44:09, 0:44:11]: On the original site plan. [0:44:11, 0:44:12]: was gonna provide [0:44:12, 0:44:15]: А ревеню ти сити. [0:44:16, 0:44:26]: that would offset quite a quite a bit of services that will be provided. This this that was my concern. So whatever reason it didn't go through or whatever reason it failed through, [0:44:27, 0:44:30]: This is a separate site plan from the original site plan. [0:44:33, 0:44:53]: All right. Any other comments from the council? Yeah, I'll just say this that um I was included in that Zoom meeting. So it was more than Councilman Thomas that was included. Uh he did tell me he invited you, Mr. Blount, but uh you were unable to make it. So uh Ms. Alexander, don't make a statement unless you know the facts. Okay. That was never a time when I say [0:44:53, 0:44:59]: said I wasn't unable to make it. I'm just want to clarify. Okay. It was told to me I was told about a Zoom meeting. [0:45:00, 0:45:05]: Uh the night of a concert that a that a zoom meeting was gonna be in that mor that morning. [0:45:06, 0:45:26]: I don't operate like that. Right. You didn't know. So I I'll just say I didn't know about it. Okay before that. You finished with the comments, sir. You you good? Yeah, I just want to make sure. Ms. Gantt go ahead, please. [0:45:26, 0:45:33]: Tell me a little bit about the county zoning ordinance with that. Did it prohibit industrial on that property? [0:45:34, 0:45:35]: Mm-mm. [0:45:35, 0:45:37]: [2738.2, 2739.8]: If you're looking at the um [0:45:43, 0:45:44]: You look at the conditions. [0:45:44, 0:45:45]: Mm-hmm. [0:45:45, 0:45:47]: I think it um [0:45:48, 0:45:49]: Okay. [0:45:50, 0:45:53]: Yeah, I just thought yeah, I think it did mention [0:45:54, 0:45:59]: But the county zoning conditions prohibited industrial development on that property, correct? Yes. [0:46:00, 0:46:17]: Are we prohibiting industrial on that property? It's not it's not being proposed. Right. It's residential at this point, right? Yes, and it's So why did they uh um with Councilman Blount on this, what was the reasoning for the decrease in commercial piece of the property? [0:46:17, 0:46:33]: besides you know the the size of that. The the commercial piece is it's the uh eight is the is eighty acres north of of the s of the subject property and it's still there and it'll still be zone commercial. So the develop they [0:46:34, 0:46:39]: The the the current developer they inquired on purchasing the the land, but the developer would not sell it. [0:46:41, 0:46:54]: But we have a requirement now with properties that are being built, multifamily properties and the amount of commercial that we require. Is that not correct? I didn't hear you counsel. Don't we have a requirement for multifamily dwellings such as this? [0:46:55, 0:46:55]: Um [0:46:56, 0:47:00]: For the amount of commercial that needs to be on a particular piece of property. [0:47:00, 0:47:20]: Uh no ma'am. No ma'am. We don't have a requ I mean in a mixed use in a PUD, uh see they're qu they qualify for a PUD because they have they have two different types of housing. You qualify for a PUD that way, or you can qualify with two different land uses. So they got different variets variations of densities. [0:47:20, 0:47:28]: of different types of home. They have cottages, multifamily and single family. So when you have three two or more different types of housing, you qualify for a PUD as well. [0:47:28, 0:47:30]: All right, and [0:47:30, 0:47:34]: In regards to the commercial pieces, how many are there? [0:47:34, 0:47:39]: Um they have they have currently like forty thousand square feet of commercial. [0:47:40, 0:47:48]: It was mentioned maybe a bicycle shop or ice cream shop. Is that what we're hearing here? Well, yeah, as far as retail, that's all they're providing right now. [0:47:49, 0:47:51]: Okay. No further questions. [0:47:53, 0:47:54]: All right, no further questions. [0:47:55, 0:48:07]: All right. So for now, before we go to public hearing, uh the voter wanna come forward and ask any uh answer any questions that uh maybe posed as far as fits this particular comprehensive this presentation. [0:48:07, 0:48:09]: Yes, sir. Okay. There we go. [0:48:27, 0:48:30]: Oops. Sorry folks, give me one second. Help me. [0:48:36, 0:48:56]: I'm the least qualified person in the room to be dealing with technology here, I'll tell you that. Uh good evening, everybody. My name's Den Webb. Uh my address is eleven oh five West Peace Street, Atlanta, Georgia, three oh three oh nine, here on behalf of Vista Residential. Before I begin, let me introduce a couple folks here with me. We've got Michael Nayhart and Chase Beasley from Vista. [0:48:56, 0:49:16]: Uh and to Chase's left, we've got Daniel Hawker, who is a civil engineer with a company called Planners and Engineers Collaborative. And those three fellows are here ready, willing to take your questions if necessary. Let me touch on a couple things that I'll get into a little bit more detail uh in the morning, uh in the minute, in a minute. There was a commercial component to the Henry County piece, but it was divided. [0:49:16, 0:49:35]: So the commercial piece was on the northern side where Stockbridge Road is, where Davidson Parkway is, where the highway is, where the commercial and more intensity uh make sense. Our piece was always a residential piece. And as we've talked about in some of the meetings, and I think as some of the developers we've reached out to have said, we think that our development will spur. [0:49:36, 0:49:56]: Someone to do something with the commercial piece. That's where it ought to go. Our our site is really not a commercial property. In terms of commercial and office on this uh as part of our proposal, we've got about 5,000 square feet of retail proposed on Flip In and 40,000 square feet of office inside the development. So we've got about 45,000 of non-residential space, and we've got senior living, which is not traditional. [0:49:56, 0:50:00]: But I'll I'll cover all that a little bit more in a minute. [0:50:01, 0:50:10]: So let me start with my slides. Uh you can see our site here is outlined in yellow. This is the 278 some odd acres that uh Ryan was talking about. [0:50:11, 0:50:11]: Um [0:50:12, 0:50:30]: Our property was annexed into the city of Stockbridge in June of 2003. This piece to the north that you see in cross-hatched is about 80 acres, and it is not part of our proposal. Someone else owns that property, and actually as part of this process, we reached out to them as Mr. Anderson just said and said, hey, can we buy that piece too? And they said no. [0:50:31, 0:50:39]: So that is not part of our application, but it's part of the Henry County story that you guys have just heard a little bit about. So back in 2019. [0:50:40, 0:50:41]: Henry County. [0:50:42, 0:50:43]: Approved this plan. [0:50:43, 0:51:03]: So our site is here, the 80 acres I was referring to to the north is here. This was a large mixed-use development, and it was basically divided into two components. The commercial piece was here on the 80 acres you see cross-hatched, and the residential piece was predominantly here on our site to the south. And as you heard, this was uh went through a pretty extensive process of. [0:51:03, 0:51:14]: review, including a DRI review by the state, uh, that resulted uh ultimately in uh a rezoning by uh Henry County to the MU district. [0:51:15, 0:51:35]: This is our development. As I mentioned, it is effectively the residential component of what was approved by Henry County. It's similar to what Henry County approved, but less intense in several ways. First of all, we put a big emphasis on green space. You'll notice a lot of green on this site plan. We've got 71.23 acres of 25% of the site. [0:51:35, 0:51:55]: We've preserved as green space. And part of that allows us to extend the Rees Creek Trail from the east side of Flippin through our site, come around and come out in the southeast corner. Now we've heard that there is a hope to build a pedestrian bridge in the area of Walt Stevens across 75. And if that takes place, the folks will be able to take that Rees Creek Trail through our property and [0:51:55, 0:51:57]: So [0:51:57, 0:52:04]: Uh that actually was not part of our original proposal. It was a request to extend the trail through our site and and we've been able to accommodate that. [0:52:05, 0:52:21]: The other way we're different than the previous proposal is something someone touched on earlier. We've got about 20% fewer units. So Henry County approved 1,650 roughly residential units for the property. We're proposing 1,347 in total, which is about 300 less. [0:52:22, 0:52:32]: And that is a mixture of multifamily townhomes, senior living, and single family detached. And we've been very intentional about the orientation of this property. The multi-family is here in the middle. [0:52:32, 0:52:40]: We've got single-family detached along the northern boundary. We've got townhomes here in the southeast corner where the property abuts uh the interstate. [0:52:41, 0:52:44]: And the senior living and office component is here to the south. [0:52:44, 0:52:52]: And the uh commercial uh retail spot is here on Flippin' Road uh uh itself. Now again. [0:52:55, 0:53:02]: The idea is that we are going to put single family detached next to single family detached on the north side. We're going to provide a buffer on the [0:53:03, 0:53:07]: Есенчили the east side of the highway between the single family detach is already there with some town homes. [0:53:08, 0:53:08]: Um [0:53:09, 0:53:15]: You know, we've got senior living again on the on the southern boundary, which we think is a better transition to what is to our south. [0:53:15, 0:53:35]: And this retail pot here is designed to tie into the Reeves Creek Trail across the street. We've actually created a parking lot, which we hope will serve as a sort of a trailhead, and some smaller commercial uses that folks can stop at uh as they're enjoying the trail and you know, get a bite, you know, do a couple different things. But this this piece right here really [0:53:35, 0:53:45]: requires the development of the remainder of the site. We've got to create a little bit of density and intensity to energize that location so it will come uh as the development progresses. [0:53:46, 0:53:56]: One thing that we did that I find most interesting is if you look here in the northwest corner of our site, you'll see a little driveway that comes out of the back of drive time. [0:53:56, 0:54:13]: And extends around to this eighty acres to the north we've been talking about. This is not something anyone's asked us to do. It's not not something we're we're required to do, but when we were talking about this project early on and looking at sort of the layout of the area and and opportunities, we thought that doesn't make sense that resident uh that industrial is basically going through in a a residential area. [0:54:14, 0:54:29]: And we realized we had an opportunity to cart create a backway for those industrial users, the employees, the trucks, whatever, to come out of their site, to come up through this 80 acres that will ultimately be commercial, uh up to Davidson Parkway in that area. So we've actually added that just [0:54:30, 0:54:33]: For no reason other than the fact that it makes sense here in the northwest corner. [0:54:34, 0:54:37]: This development's gonna be phase. So [0:54:37, 0:54:47]: The multifamily here you see identified as pod A will be part of phase one, but so will the northern single family detached here to our north. Those will kind of go together as a phase one. [0:54:48, 0:54:50]: Uh and then uh [0:54:50, 0:55:08]: The transitions to p to pod C here and pod D, and ultimately pod E, as I mentioned, is sort of a floating phase, right? Once it makes sense, once there's enough intensity uh on the ground, uh that development will come into play. I've got some examples of uh can you can you hold up a second? [0:55:08, 0:55:18]: I I I I was gonna get to that, sir. But go ahead, Mr. Blount. Can you roll back to the force what control do this project have with the eighty acres to to make that statement? [0:55:20, 0:55:26]: All we have so if this is hard to see because it's kind of small. Let me see if I can make this bigger. We don't control the eight acres. [0:55:27, 0:55:28]: But you do. [0:55:29, 0:55:40]: And what we what we do control is the back side of the day of the drivetime parking lot. So you see the parking lot here. This is our property just to the south of it. So we have [0:55:40, 0:55:42]: Essentially dedicated. [0:55:43, 0:55:50]: area, an easement area, land area for right away to to be put in and to come up through uh you know the eighty acres once it's developed. [0:55:51, 0:55:53]: So we do control this little corner here. [0:55:54, 0:56:14]: uh that uh comes out of the back of drivetime and I haven't gotten to this yet, but you see this area in yellow, we're dedicating that to the city of Stockbridge. So you'll be controlling that piece to our 33 acres here to the south, with the idea being that once the 80 acres to the north is developed as commercial, the city has the opportunity to extend that commercial down. [0:56:14, 0:56:25]: along the highway to make it a park space, to do whatever it wants or or whatever makes sense at that time. My understanding, but you have you also have wetlands in this area. So yeah, there's so there is so [0:56:25, 0:56:27]: But I'm saying a lot of this area is not buildable anyway. [0:56:28, 0:56:33]: Uh y that's correct, but a l but there is buildable area there. Yeah, but I'm saying but to show [0:56:33, 0:56:36]: But my concern is you're saying something about this [0:56:37, 0:56:43]: that what the city could do and you're talking and you're inclusive with this eighty acres, but there's no right that you have [0:56:43, 0:56:47]: uh in control of what happens with that eighty acres. [0:56:47, 0:57:00]: That's true, but as r as Mr. Anderson mentioned, the site zone commercial now, the eighty acres to our north, and I believe the comp plan designation is for commercial. So you've got the control, right? So you can manage the way that eighty acres to the north is developed. [0:57:01, 0:57:05]: And I think it's the area that makes sense for the commercial development because you've got [0:57:05, 0:57:10]: The main roads, uh, you know, and and the best access there. So I don't control it, no. [0:57:11, 0:57:18]: Has anything come through s Henry Counter of anybody pertaining to that prop that eighty acres for development? [0:57:20, 0:57:32]: So when you build this right here, it could be twenty, thirty years down the line, that what you're saying, and the whatever problems that has been created or is created. [0:57:33, 0:57:34]: It would not be [0:57:35, 0:57:35]: Lesson. [0:57:36, 0:57:42]: Because you have no control of what's gonna happen with eighty acres unless something is submitted to [0:57:42, 0:57:44]: to the d due development there. [0:57:45, 0:57:48]: That's true, but I think I think maybe I didn't wasn't clear on something. [0:57:49, 0:57:53]: Our folks are not coming out that back door, okay? That that back door access is for. [0:57:54, 0:58:00]: The industrial users at drive time. Our access is off a flippin on three points. So you'll see an access point here. [0:58:00, 0:58:05]: An access point here and an access point here. Our residents are not coming out that back way. [0:58:05, 0:58:06]: No you the the [0:58:07, 0:58:22]: You're looking you're gonna be looking at about with this site that you have, if you have the numbers that I have seen, if that still stands, you're gonna have about twenty six hundred cars that are gonna be coming out of two exits on flipping road that has yet to be yeah. So that's that's the site that I've seen. [0:58:24, 0:58:30]: Okay. Yeah, that so that's true. Uh the the access points for our development are on flipping. [0:58:31, 0:58:34]: The only point that I'm making here is and and again it's not something that's gonna get built today. [0:58:35, 0:58:42]: But there's no other way for those folks to get off the drive time property other than cutting through those residential areas now. [0:58:43, 0:59:03]: We at least have an opportunity and we've carved out a space for an alternate. Now it does require some other puzzle pieces to come into to fall into place. And one of them is the development of that eight acres to the north. But you know, someone owns that property, presumably something's going to happen with it. You can control what happens there with your comprehensive plan and the fact that, as Ryan says, it's already zoned commercial. [0:59:03, 0:59:05]: wanna do something different, they gotta come back in and ask you for per for permission. [0:59:07, 0:59:21]: Okay, but there's nothing here today's gonna resolve the drive time situation. I'm just Well, we've taken the first step to resolve the drive time situation, which is create an area for a driveway to be created to connect to the eighty strict eighty acres to the north. So I can't solve it today. [0:59:21, 0:59:25]: But it it everything starts with the first step and that's the first step. Gotcha. [0:59:26, 0:59:27]: Go ahead, Mr. Thomas. [0:59:28, 0:59:42]: Yes, it it is all also my understanding that when we discussed this earlier, uh, about the eighty eight acres and what I was somewhat impressed with was the fact that [0:59:43, 0:59:55]: the way this was going to be built uh in phases, uh what was gonna come phase one, phase two, and over a period of time. And I do understand how [0:59:55, 0:59:56]: Um [0:59:56, 1:00:00]: This development could possibly spur [1:00:01, 1:00:07]: that because one of the questions I asked about the commercial piece and and I know Mr. Beezy probably [1:00:09, 1:00:11]: Mr. Bees will probably get into some of this later. [1:00:12, 1:00:14]: about the attempt that was made [1:00:15, 1:00:24]: to uh bring that commercial forward. And I do understand that once the construction gets started on the phase one, phase two, [1:00:25, 1:00:27]: I believe at this time then [1:00:27, 1:00:32]: that we'll begin to spur. And also in our discussion we talked about [1:00:32, 1:00:33]: Um [1:00:33, 1:00:35]: What we call it um [1:00:36, 1:00:44]: A tip, if you will, that will uh lead into uh the other side into the Davidson side where [1:00:44, 1:01:04]: It would be easier for that commercial to be developed uh on that end. Um and I was gonna sort of ask some of these questions to you or Mr. Beesley, and plus I had some other issues that I may wanna speak, but but I just wanna sort of just mention that part about that because we did in length talk about [1:01:04, 1:01:14]: about the eight eight acres and how we were concerned about uh commercials and you saw to explain, you know, that and hopefully um [1:01:15, 1:01:16]: Potentially [1:01:16, 1:01:22]: Um as the other phases are being built and before the total [1:01:22, 1:01:41]: complex is completed that some of those other uh developers will see the potential and actually come in even before the total project is developed. That that's exactly how this works, right? People want to see investment in an area, right? They want to see intensity and they want to they want to see that somebody is confident in [1:01:42, 1:01:43]: Путіндер Монні райір. [1:01:44, 1:01:51]: And you'll be surprised, right? Development begets development. When this thing comes in, other people are gonna start looking around. This residential is a big player. [1:01:51, 1:01:59]: Hey, they know something we don't know, right? It's it's what's going on down there. We need to get in. They're gonna have, you know, thirteen hundred and fifty residential units here. There's an opportunity. [1:01:59, 1:02:07]: That's exactly how this works and I I I I really do believe because of the location of this eighty acres and because of what's happening to the south, um, you know [1:02:08, 1:02:19]: People are gonna are gonna take notice and something's gonna happen there. Just so you know, you know, it came up in in the different meetings about what, you know, what about commercial on our on a little bit more commercial on your site. [1:02:19, 1:02:39]: And we explain certainly our philosophy, which is this is a you know it's it's it's a mid-block piece of property on a residential street with really bad topo and and and a lot of water. Uh I think I have an image here that shows you how much of this property is actually encumbered by you know buffers and floodplains and whatnot. Well here it's here, of course uh [1:02:39, 1:02:41]: It's tiny. Let's see if I can make that bigger. [1:02:45, 1:02:46]: See [1:02:49, 1:03:09]: Well, it's this map, which is hard to read here because of the size, but you can see all that blue is a buffer or stream or something that really bisects the middle of our site. It covers all of our flipping road frontage and really makes, you know, access to the site, any kind of visibility from the property difficult. This map here, which is part of our package. [1:03:09, 1:03:12]: Which again is hard to read if I knew how to blew it up uh [1:03:13, 1:03:16]: Can can you make this these images a little bit bigger? [1:03:17, 1:03:20]: Uh Mayor, I have a question too. One second. Uh [1:03:21, 1:03:22]: Let's try this. [1:03:24, 1:03:25]: Yes. [1:03:31, 1:03:33]: I'm gonna I'm trying to talk about these two or [1:03:51, 1:03:52]: Right. [1:03:55, 1:03:56]: Bit pain. [1:03:57, 1:03:58]: Try this. [1:03:59, 1:04:01]: Try this one here if that doesn't. [1:04:04, 1:04:06]: You got it. I think I can avoid this thing. [1:04:06, 1:04:12]: I told you I was the least technological bottom. I stand by that statement. [1:04:14, 1:04:34]: Okay, perfect. Yeah. So so this is the the the map that used to be tiny that I was referring to to you that shows all the the issues with this site. I mean the the biggest issue for commer for commercial is here along Flippin' Road. Commercial is all about access and visibility, right? We've got because of a stream and a stream buffer, virtually no building. [1:04:34, 1:04:38]: Buildable area on Flip Road, except for this little island that we created here. [1:04:38, 1:04:45]: Uh uh because of these buffers and whatnot. We've also put together a cross-section here that shows the topography. [1:04:46, 1:05:06]: The only other opportunity for commercial would be here in the southeast corner, but you can see Flippin' Road is about 80 feet below that corner. And again, commercial is all about access and visibility. And we took this to market. We took it to five of really sort of pre-eminent mixed-use developers in town: Jamestown, who did Pont City Market, WG WDG. [1:05:05, 1:05:25]: partners Ardent, CBRE and Ackerman, and said, look, what do you think about some type of commercial on this on our site, our 278 acres? What do you think about some kind of hotel there? And they said, no way. Access, visibility, all these things that we've been talking about. But they did say, hey, that 80 acres to the north looks pretty good. You know, once you're in, we think something could happen there. [1:05:26, 1:05:29]: So it's something we've talked about, you know uh [1:05:32, 1:05:52]: You have a comp plan to guide long-term vision, right? And and you've got that in place for the eighty acres to the north. Once this is here, you've got the control. Either somebody comes in and develops develops it as zoned or under the existing comp plan, which would direct it to commercial space, or they come here and try to do something different. And if you don't like it, you have the ability to say no. So [1:05:52, 1:05:53]: Um, [1:05:53, 1:05:55]: Again I [1:05:55, 1:06:07]: Nobody knows for sure, but this is the type of the development that developers who would do a larger commercial center to the north at the corner of Maine and Maine would look for. It's really that simple. Okay, stand by. Mr. Alexander, you have a question, sir? [1:06:07, 1:06:17]: Yeah, this is uh the I think um Councilman Thomas really asked a bunch of excellent questions. So I'm glad some of the information was readily available. Ryan, can you come back to the podium? [1:06:23, 1:06:43]: And I think I asked this question as well, and he blanched it out really well, which is the eighty acres is still there. This is the title and totality of the development that Henry County approved. The 80 acres is where the commercial partial was going to be. So the hotels and the commercial all [1:06:43, 1:07:03]: Potentially still there. That did not change, correct? No, it could still potentially go there, yes. Right. So basically what they did was they approved this project with that commercial component so it would be along the interstate so that it would have a high visibility, like you see developments uh which occur uh on that side on the [1:07:03, 1:07:23]: That uh on that side. So what really I asked this question, and I'm drilled, wanted to make sure that I completely understand is that section is still zoned. That we will not be changing that zoning that Henry County had in place for that particular parcel. So all the hotels and all that commercial development will still be slated to be there. [1:07:23, 1:07:43]: There. What we would be doing would be changing the 1600 houses down to 1300. So it would reduce those units by 1300 in that particular area. So that is the main difference that we need to clearly understand. And as I said before, there was industrial, there was warehouses. [1:07:43, 1:07:45]: housing uses that was on this site, correct? [1:07:49, 1:08:09]: I'm thinking there was, but I know in the in the um we weren't that under that impression originally, but when I went through the um through the zoning conditions, they did have a condition in there that uh no industrial development. Right, no industrial, but warehouses still could be storage, right? Yes, yes. So and that's what we ran into the situation. [1:08:09, 1:08:29]: Over on Candler Road, which is a certain situation, which is even though they're not is not intense, it could be light manufacturing or it could be storage. Yes. So many warehouses. Right. It still could be a warehouse. So that was my main concern after what happened to us uh over uh on the flipping road side. To understand [1:08:29, 1:08:49]: The control that the city has of this particular parcel is to understand anybody that develops that 80 acres to the north, we can require them to, and that's why it's so important that whoever, whether this development or the next development is passed, that this access that's coming out of back of back out of the [1:08:49, 1:09:04]: the bottom of drive time is included in any development because when that next one is developed, they would we can require them to have that to connect to that access to take everybody to Davidson Road. We can require that. [1:09:04, 1:09:24]: And that's where we have the control to be able to do that. But if any development is approved on this site without that, then no one will ever be able to get those cars off of the road, those trucks off of out of Davidson uh out of the subdiv out of the north out of North Bridge Crossing. So it's extremely important. [1:09:24, 1:09:44]: Then that parcel be included. And you're building that at your expense, correct? That would be part of what you would be doing at your expense. You would be building that out right there. So again, the point I want to really make is we're only we if we did approve it, which we still gotta talk about, is you're not changing. [1:09:44, 1:10:00]: the commercial component at all, really. What you're doing is the eighty acres to the north, you wouldn't want to put a hotel on Flippin' Row anyway. You wouldn't. Because of the situation that we're there and uh we know what flipping flippin' road looks like. So that's the point that I wanted to make. [1:10:01, 1:10:04]: All right. Uh no other questions. Go ahead, sir, and continue on. [1:10:06, 1:10:25]: I was just looking at what was approved for that north side before, and there were actually three hotels, fourteen offices and three hundred thousand square feet of retail, none of which would make sense on Flippin' Road. I mean it's just that simple. But it does make sense on the eighty acres to the north. And again, I I think I've underplayed this a little bit, but this area in yellow, which is thirty three acres, you guys will own. [1:10:25, 1:10:37]: So you can tie into what's happening to the north if you want to. You could, you know, extend some commercial down and uh to the west of our site. You could make it a park. I mean with a heavy commercial to the north and a larger mix [1:10:37, 1:10:43]: residential site to the south. I mean a a thirty three acre park with roadway access might be a great thing, but [1:10:43, 1:10:54]: Whatever happens, you guys control it because we're you're we're giving it to you. You control that and I think that ties into what's happening to the north. Let me t touch on a question on the thirty-three acres. Yes, sir. [1:10:54, 1:10:59]: Can you put uh pull the other slide up to show the uh wetland por portion? No, the one up below. [1:11:00, 1:11:02]: Yeah, I may need somebody to help me make it big again. [1:11:06, 1:11:06]: Let's see. [1:11:07, 1:11:13]: Well here it is, but yeah, can you click on that? I don't know what he did before, but let me [1:11:39, 1:11:39]: There you go. [1:11:40, 1:11:45]: The thirty three acres, that in blue is wetland. Is that correct? [1:11:45, 1:11:49]: My understanding is that blue could either be wetland or buffer. [1:11:51, 1:11:51]: But [1:11:54, 1:12:00]: I've taught in that area, when you say thirty three acres, you're not talking thirty three acres buildable. [1:12:01, 1:12:09]: In order for that to be buildable, we have to go to Corps of Engineers and and since you have continual wetland that goes through that property. [1:12:09, 1:12:11]: It's not gonna be disturbed. [1:12:11, 1:12:25]: Well, you you can put a road through there, number one. And this area in white is buildable area. There is definitely buildable area there. Yeah, the the the area in white is. But you continue to keep saying thirty three acres, but it's not a true thirty three acres that we're we're gonna be able to build on. [1:12:25, 1:12:45]: Well, I I'm not I'm saying we're giving you thirty three acres. It's not all buildable, but some of it is. Do you wanna speak to that? Uh Daniel Hawker, uh three nine one six Whitney Park Drive, Duluth. I'm the civil engineer for the project that area in white is approximately twelve acres of buildable area, and then the rest is as he said, wetlands, floodplain, areas that would require a core permit here. [1:12:45, 1:12:46]: [4367.1, 4373.8]: But you can put a road, you can put a bridge through it to connect to the north with I think with no uh permitting. [1:12:54, 1:13:05]: Just because it's floodplain, you can still use it as green space park recreational areas. That doesn't mean that it's not usable for other uses. You can you can you can build [1:13:05, 1:13:08]: That type and I agree with that. Yes. [1:13:08, 1:13:12]: But you can't start putting black top on there for runoff because it is wetland. [1:13:13, 1:13:18]: That's what I'm trying to say. So you don't have a true thirty three acres. You got twelve acres that's built. [1:13:19, 1:13:19]: Oh. [1:13:20, 1:13:40]: For the city. Fair enough. And I'm I'm not trying to hide that point. We're giving you thirty three w first of all, by the way, we we had not originally intended to dedicate that thirty acres to the city. We the thirty-three acres was part of our plan. It was gonna be open space on our property. And as a result of conversations and frankly, thinking more about the 80 acres to the north and what could happen there and how the city could have a little more control. [1:13:39, 1:13:47]: Control over it, that's where we came up with the idea of dedicating it to you. But if you go back to the original application, that dedication wasn't part of it. That came up later. [1:13:49, 1:13:54]: Uh I was gonna touch on a few of the things we're doing on Flippin' Road if you wanna hear them. Go right ahead, please. Uh [1:13:55, 1:13:56]: I gotta get back to my [1:13:59, 1:14:06]: So there are uh as you guys have heard a couple times tonight, let me get back to where I was, sorry. [1:14:08, 1:14:09]: Mm. [1:14:17, 1:14:23]: Well, it's not showing up on here, but we we've got three access points. Oh here we go. [1:14:23, 1:14:43]: It's loading slowly. Three access points on Flip and Road. The one to the south will be signalized. Okay? And we're creating a left-hand turn lane on Flip and Road to get into the property. All of our access points will have right turn lanes in. So folks coming into the property will get out of the travel lane and not impact the you know the straight flow to get into our [1:14:43, 1:14:44]: I [1:14:45, 1:15:03]: Uh this driveway to the north lines up with the roadway across the street. And the idea here is, you know, if traffic is backed up, if people have to wait, they're gonna be backing up on our site, right? They're not the the entire goal of what we've done, the the entire goal of what Greta required us to do as part of the uh the DRI was to [1:15:03, 1:15:07]: certainly minimize and mitigate the impact of on flipping road. [1:15:07, 1:15:09]: We're also adding a ten foot sidewalk on Flippin. [1:15:10, 1:15:23]: And we had the ability to expand the sidewalk along our spine road to ten feet too. We sh we filed it as five feet, but we can put we we've verified that we can actually make that sidewalk internal to our site the extra wide sidewalk as well. [1:15:23, 1:15:29]: I think a point that we've glossed over a little bit that is critically important to me is the senior housing component here. [1:15:29, 1:15:45]: You know, that is uh an incredibly important amenity for any city or any community really. Uh you know, I suspect that as most jurisdictions, there is not an appropriate amount of senior housing, particularly newer buildings. So we certainly think that's a benefit of this site as well. [1:15:46, 1:15:47]: Um [1:15:52, 1:15:58]: I was gonna touch on the zoning piece a little bit because I think this came up in in Mr. Anderson's presentation. [1:15:58, 1:16:10]: I mentioned that we were annexed into the city in January of twenty twenty-three. We actually came in unzoned. We didn't have any zoning district at all. Uh in May, the city gave us the PUD zoning. So we already have that zoning on the property. [1:16:10, 1:16:14]: And as you heard, and I think as uh Mister Alexander mentioned, um [1:16:14, 1:16:34]: Yeah, what we really need is a regulating plan. The PUD ordinance requires a regulating plan, so we have the zoning we need. What we're really trying to do is get a development plan approved, as well as the comp plan amendment. Um you know, we've spent uh I think we filed this thing over a year ago. We filed it in early June. We've worked incredibly with staff. [1:16:34, 1:16:54]: On this and thank you for your uh help. I mean they were with us side by side through the DRI process, which we had to go back through. Uh we spent a lot of time with them and appreciate their guidance. Um, you know, as you heard, they're recommending approval subject to some conditions. We've been through those and we agree with all the conditions. So there's no dispute there between us either. So uh [1:16:54, 1:17:14]: Um we also went to the Planning Commission uh about two months ago and got their recommendation approval as well. So, you know, there's this is a big development. Uh it was obviously uh focused on Henry County in the beginning. I think it's a better development in Stockbridge for a lot of reasons. You know, there are pieces to this development that weren't there back in 2019. You know, I [1:17:14, 1:17:34]: There are some questions as to whether or not that Henry County development was just too dense, right? I mean, it it didn't show 70 some odd acres of green space going through the middle of the site. It didn't show an expens extension of the Reese Creek Trail. It really didn't focus on the livability elements that I think we focused on here. So I I think because of the work everybody's done on this and the advice we've gotten from all [1:17:34, 1:17:53]: lot of different stakeholders this is a better project. So we hope it's ready to move forward tonight and I'll answer any more questions you've got. All right. If there are any more questions, counsel please. Ms. Barber, go ahead please. I do have questions in regards to the access points. Yes ma'am. And well first I want to know how many of the senior housing units do you have slated for this? [1:17:55, 1:17:56]: A hundred and eighty two. [1:18:00, 1:18:00]: What? [1:18:01, 1:18:08]: Okay, my next question is regards to um all the access points are located on Flippin' Road. [1:18:09, 1:18:11]: That's correct. Is there no opportunity for [1:18:13, 1:18:26]: Access points on what is the name of that road? The road that runs um Davison Park. David Park. No. No. The road that runs um [1:18:27, 1:18:47]: Going east on Flippin Road. Old Atlanta. Old Atlanta Road. Huh? Old Athlanta. Old Atlanta Road. Is there no opportunity for access road there or entrance point on that side or somewhere close to North Henry? Just want to see us flush the traffic. [1:18:47, 1:19:06]: Towards North Henry or having some access off of North Henry so they don't have to access Flippin' Road. Uh th there really isn't a way to do that. I mean this access point here is the closest we have to North Henry. It's it's the closest that where we are. I think Old Atlanta, I thought, was up in this area, but maybe I'm wrong about that. [1:19:08, 1:19:16]: I am really concerned, concerned with all of the access points on Flippin' Road. If there's a way to find an opportunity to [1:19:17, 1:19:23]: have access points somewhere else, additional access points, um, just not flipping the road. [1:19:23, 1:19:30]: Yeah, I I don't think there is, but I guess I hope this eases your concern a little bit. You know, we spent [1:19:30, 1:19:50]: Four, five, six months in the DRI process with the Georgia Regional Transportation Authority. We had to generate a traffic study that they dictated, right? And it wasn't just, you know, our access points, it were access points at flipping in North Henry and all over the place. I mean, they wanted to study or get a larger 10,000-foot view of the traffic in the area to understand what it is now. [1:19:50, 1:20:10]: Now and how we'll impact it, and what we need to do most importantly to mitigate our impact. And so, you know, uh, we've done that. There are things that that uh uh Greta is requiring us to do, improvements, turn lanes, both in the middle of Flippin' Road and on the side of Flippin' Road. Uh the signal, things of that nature that Greta just told us and told [1:20:10, 1:20:23]: the uh the city that you know would actually minimize and mitigate our impact and and and at least not make it any worse than it is. So all of those are adopted or uh as as part of this rezoning. We've agreed to all of them and they were incorporated into our plan. So [1:20:24, 1:20:25]: I'm no traffic engineer. [1:20:26, 1:20:44]: I'm really not, I understand what you're saying. Traffic is always a concern. The good news is that there are people at the state level who are paid to do this all day, every day, and they took a very hard look at this project and they told us and they told the city, here's what you need to do. If you do these things and you'll be fine. And and all of those things are incorporated in our plan. [1:20:45, 1:20:59]: But I don't know how familiar they are with flipping road. They don't use flipping road. The state doesn't. We are familiar with the traffic patterns on flipping road. So I'm concerned. That those are what my concerns are. I just [1:21:01, 1:21:21]: Well the good news is, you know, if if this had gone forward in Henry County, I mean the access points were essentially the same. You would have had, you know, 300 more residences and even more of an impact. You know, they went through the DRI process as well. They would have been required to do all you know essentially the same things we did, but for a more intense development. But the difference is there was a full development of the entire [1:21:21, 1:21:22]: Higher. [1:21:22, 1:21:42]: What was it, 120 some odd acres? So there would have provided some um through roads and other access points. It wouldn't have just been flipping road. I mean as we talked about, the commercial was here, the residential was here. [1:21:42, 1:21:44]: Um you know [1:21:46, 1:21:53]: This isn't all coming at once, right? I mean, first of all, our build-out's five to seven years, so it's it's it's going to be a gradual sort of introduction to the area. [1:21:54, 1:22:07]: But again, something's gonna happen that eighty acres to the north, you know, you do have the ability. You you could actually change your comp plan today to require, you know, the eighty acres to the north to take a road through to Davidson Parkway or or or or somewhere to the north. [1:22:08, 1:22:08]: You know [1:22:09, 1:22:14]: It's not all gonna happen at once, but these things will happen over time. I I told this story to the planning commission. [1:22:14, 1:22:21]: When I first started out as a lawyer, I lived off Peachtree Road and uh uh I worked down to midtown. I would just go straight to Peachtree every day. [1:22:21, 1:22:35]: And it was an area that wasn't particularly nice and a new a building was built and they put a sidewalk with street trees and benches. It was the only sidewalk in street tree with street tree and benches on that stretch of of Picha Road. And I thought that's the dumbest thing I've ever seen. [1:22:35, 1:22:55]: But over the 10 years I lived in that house, I drove by it every day and I watched the property two lots up get redeveloped, and another sidewalk of street trees come in, and another redevelopment, and all of a sudden that one sidewalk became a network of sidewalks. I mean, you know, things happen at different times, different places, but if you have the right plan in place, it will ultimately get to where you want to be. And I think with this residential piece, [1:22:55, 1:23:01]: And with control over the the the commercial to the north, this will come together the the way you want. It's just not gonna happen overnight. [1:23:03, 1:23:20]: Mayor Ford. Yes, sir. Um Mayor Protein, you done? All right, go ahead, May, Mr. Thompson. Uh Mr. Webb, I I think you are correct, and and this was one of my concerns and and we spoke to this very issue, the uh egress and ingress, and [1:23:21, 1:23:24]: I think the final discussion, even though it is potential. [1:23:25, 1:23:30]: And that's sorta, you know, pie in the sky potential. But I I think it does [1:23:31, 1:23:35]: lends itself to that potential of [1:23:35, 1:23:37]: Um that other access [1:23:38, 1:23:38]: When [1:23:39, 1:23:41]: This development spur. [1:23:42, 1:23:56]: the eighty eight acres and beyond and and and if you would, uh Mr. Beasley, uh could you talk about the the tip and I think we sort of discussed that uh with this development, leaving that [1:23:56, 1:24:03]: And I I I don't know if I'm using the right terminology of Mr. Beason. Uh up toward the eighty eight acres, um [1:24:03, 1:24:12]: the spur, the tip that will lend itself to that future development uh going toward uh [1:24:12, 1:24:20]: Um the eighty-eight acres and and Davison Parkway, if you will. So what what we were careful to do was to give you [1:24:21, 1:24:41]: the boundary, right? So there's at least a hundred feet where that 80 acres meets our, you know, 278 acres. So there is space to put a road, a bridge, whatever is necessary there to connect those two. Is that what you're getting at? Yeah, but what what what is the term? Uh Mr. Alexander, you you spoke of it too, but what is the what is the the term [1:24:41, 1:24:48]: Terminology that we use for the tip towards the 88 acres that would lend itself to. [1:24:49, 1:24:52]: Future. Was it? Stop out. [1:24:52, 1:25:04]: Stub. Stub. Stub. Okay. Yes, sir. Yes. Yeah, so that's basically I mean that's all we can do is getting back to uh Councilman Blount's Blount's point, that's all we can do with this little piece out of the back. But again. [1:25:05, 1:25:22]: You know, the one sidewalk becomes a network ultimately. And you know, this stub out will connect to an eighty acre development to our north and provide an opportunity for all those cars to not go through the residential areas but come through that site. And it you know it it it'll take a little bit of time, but again it's gonna take a little bit of time for us [1:25:22, 1:25:23]: Develop this. [1:25:23, 1:25:25]: Once this is approved, word will be out. [1:25:26, 1:25:29]: You know, uh Atlanta is a real estate and construction [1:25:30, 1:25:38]: Metro area. Every you know, 80% of the people who live here are involved in it. They know what's going on. They look at every piece of dirt and everyone's gonna know what's happening down here. No one's gonna wait. [1:25:39, 1:25:44]: For this thing to be fully built to come in and do something, you know, whether it's the eighty acres next door or or some other piece of property. [1:25:44, 1:26:02]: Once they know it's in for permitting, once they know it's real, they're gonna start poking around so that they can open up all this kind of stuff so it all can open up at the same time. You know, they would love to come out of the ground with their commercials piece when these units are in, for example. You know, they like to time it that way. So word will get out and I you know, again, it it it'll take a little bit of time, but I I I [1:26:03, 1:26:06]: I wouldn't say it if I didn't believe it. I've been doing this for over twenty years and that's how this works. [1:26:07, 1:26:08]: Uh thank you ma'am. [1:26:08, 1:26:28]: Last last year. And I don't know, Mr. Webb, if it's appropriate. I know we're uh agenda item eight, the request for the comprehensive plan amendment, but uh and if this is appropriate, could you speak to uh the the different phases? I know we talked about phase one, phase two, and and [1:26:28, 1:26:30]: And the time frame [1:26:30, 1:26:33]: uh that all of this would take and I think it would give us [1:26:34, 1:26:54]: a picture of time frame and how uh the each each phase would sort of take place and how hopefully during these different phases that the interest could be developed uh as the phases are being developed and I know in the presentation [1:26:53, 1:27:00]: I think you talked about the number of years that it would take from phase one. [1:27:00, 1:27:20]: To the conclusion of this project. And hopefully that will um uh you know bring on some some some interest. But could you just start to talk about phase one and the different phases and time frame? Okay. Uh and I may need Mr. Beast to fill me in a little bit here, but you you see that these pods have [1:27:20, 1:27:28]: Different letters. So you see pod A here in the center, pod B to the south, pod C here in the southwest corner, pod D to the north. [1:27:29, 1:27:31]: My understanding is that pod A [1:27:32, 1:27:36]: will be the first phase with the northern piece of pod D. [1:27:37, 1:27:38]: So this [1:27:38, 1:27:42]: intensity in the center and these fin single family detached homes to the north. [1:27:42, 1:27:46]: Will be built somewhat in conjunction as part of фейз ван. [1:27:46, 1:27:51]: Y the the plan is uh phase two will be pod C here. [1:27:52, 1:28:01]: Uh then pod B and then again pod E the sort of retail civic space is is a floater, right? Once it makes sense, hey, we got enough going on here now. [1:28:01, 1:28:02]: Uh you know [1:28:03, 1:28:19]: Let's put it in, uh that'll happen. So there is a progression. Again, A and D to some extent uh built at the same time, pod C, pod B, and pod E remains to be seen. That could come in really at any time once it makes sense. Does that answer your question? [1:28:23, 1:28:43]: I just want council to understand uh the different phases and the time frame as we sort of move this project forward. But I yield back, Mayor. Oh thank you, sir. Appreciate it. On that note, we're going to stand by, sir, we're gonna go open up the public hearing. And so on that note, I wanna start on my very left-hand side. [1:28:43, 1:28:53]: for anybody that has any comments for for this particular project. Anybody come from my far left side in this section four. Any comments four? [1:28:54, 1:28:56]: In the middle, any comments four. [1:28:57, 1:29:00]: My far mom right side, any comments for? [1:29:01, 1:29:06]: Okay, now I'll go back on any comments aga on my far left side, any comments against this particular project. [1:29:06, 1:29:07]: My far left side. [1:29:08, 1:29:09]: Anybody in the middle? [1:29:10, 1:29:12]: Anybody on the right hand my right hand side? [1:29:13, 1:29:25]: All right, so no comments for or against either either of the three sections, so I will close the public hearing. On that note, then council, uh I'm looking forward for a a motion to accept this uh proposal. [1:29:26, 1:29:38]: Yes, sir. Uh I move to accept the request for a comprehensive plan amendment um for the future land use for the designation of this project. [1:29:39, 1:29:46]: Okay, is there a second to that motion? Sir. Mr. second that. Mayor Port. Yes, ma'am. Are there uh conditions attached to this? [1:29:47, 1:29:54]: Okay. I don't think we discussed any additional conditions. I don't think the conditions come in this phase, does it, Ryan? [1:29:54, 1:30:00]: No. There you go. It does not Okay, motion being made in a second. All favor, please indicate. [1:30:01, 1:30:05]: All opposed. Mr. Blum Plose Ms. Barber? [1:30:06, 1:30:11]: Abstain. Okay, so three one one. Motion passed. Three one one. All right, we'll move on. [1:30:12, 1:30:32]: Rezoning case RZ-2022-05 Council District 2 and 3. Vista previously requested a thirty-day deferral of both the rezoning and comp plan amendment applications. Consideration of the request for rezoning to assign to a PUD plan unit development district of certain property on flipping road. Mr Anderson please [1:31:26, 1:31:46]: Okay. Uh the purpose of this hearing is to um to assign a well to approve a new regulating plan or development plan for this uh particular item. The subject property was was uh annexed into the city as a result of the passage of the Stockbridge annexation referendum during November eighth, twenty twenty-two. [1:31:46, 1:32:06]: and uh officially became part of the city in January on January the 1st. The subject property was evaluated as a part of the of a DRI, DRI number 3799 that was completed by the Atlanta Regional Commission on March 29, 2023. The Georgia Regional Transportation Authority approved the project on December 5th, 2022. [1:32:08, 1:32:23]: I'm not gonna go through all this stuff because most of it has been already been discussed. So just gonna give a brief overview. Um Okay. As you can see, here's the zoning map. You can see the surrounding zonings. The subject property is identified by the star in this zone P U D. [1:32:25, 1:32:29]: Here's the new site plan as you can see to the north right here. [1:32:30, 1:32:50]: Um that the developer is proposing to donate 33 acres to the civic city for civic use or even commercial use. And at the top, the northern part of that is 80 acres that is currently zoned. C2, that's it right there. C three. And um, and also we're in the process of updating our comprehensive plan. [1:32:49, 1:33:00]: plan and um and in the draft that this particular area is recommended to be commercial and um hopefully will maintain stay commercial. [1:33:04, 1:33:04]: Clear. [1:33:05, 1:33:10]: Pr the once again the project will be developing um in different phases. [1:33:13, 1:33:33]: Uh staff came to the conclusion since this project has been uh vested, I mean vetted on multiple occasions um by Henry County, by the state, and by the regional authority. Uh the the the proposed project is consistent with the city's goals and objectives of the comprehensive plan, and it's consistent um with the [1:33:33, 1:33:37]: Unified Development Code, staff recommends approval with thirteen conditions. [1:33:39, 1:33:59]: The conditions are the project will be conditioned on a site plan dated July 7th, titled Flippin Road to Walt Stevens Road, a master plan residential development. The developer will implement the conditions listed in the in Greta's notice of decision, NOD, dated March 27th. [1:33:59, 1:34:19]: And it's included in your package as attachment A, attachment B, and section one. The developer will make the traffic improvements from the traffic impact study identified as Exhibit B. The project will be developed in conformance with the City of Stockbridge Unified Development Code and other code, sex, other city code sections. [1:34:19, 1:34:39]: Sections regarding site development standards and requirements. Vital-based products are only permitted in the soft hits, E, [1:34:39, 1:34:59]: And fascia. Developer will subdivide the subject property and donate plus minus 33 acres to the city of Stockbridge for future commercial and or civic use. Regarding the proper the property's future land use designation, this has already been done. It was just recently approved on the last public hearing. [1:34:59, 1:35:18]: Reduction in the number of proposed parking spaces from 3,671 to 3,000 or 20%, whichever is greater. The maximum density rate for the prop for the project will be 4.84 acres. The developer will add a minimum of 30 EV charging stations throughout the development. [1:35:21, 1:35:34]: Regarding the parcels comprising the development site. The rezoning shall not be finalized until the parcels are combined, subdivided, and simultaneously. This shall not be finalized until a new plat is officially recorded by the Hearing Counter and Superior Court. [1:35:36, 1:35:51]: Regarding environmental matters, the applicant shall comply with the following. Regarding the issuance of land disturbance permits and building permits, no land disturbance or building permits shall be issued for the subject property until the applicant has had the recombination plat officially recorded and has submitted a copy of the recorded plat to the community development department. [1:36:12, 1:36:13]: That's it. [1:36:13, 1:36:21]: All right. Council, any question from Mr. Ryan? Mayor Ford. Yes, sir. Go ahead, please. Ms. Thomas. I I just want to take this opportunity to [1:36:23, 1:36:26]: Say, I'm appreciative of [1:36:28, 1:36:39]: The fact that staff and the developers do reach out to council members to attempt to [1:36:39, 1:36:44]: uh answer questions and and I I just want everyone to know that [1:36:45, 1:36:52]: These types of issues, uh, they're not easy uh on this council. Um [1:36:52, 1:37:12]: you know it's it's it's it's really in depth and and we could be here all night asking a lot of questions uh to try to get a better understanding so i do appreciate the opportunity uh to meet with developers uh in a zoom type [1:37:12, 1:37:14]: Yeah. [1:37:16, 1:37:24]: Go ahead, Ms. Ms. Thompson. Please continue. Thank you, sir. Um, I do appreciate the opportunity to to be able to uh [1:37:24, 1:37:38]: uh, you know, ask questions, answer question. And I know um they reached out to all of us um to try to, you know, connect with all of them. And I and I just wanna say that because, you know, something was said earlier about [1:37:38, 1:37:39]: You know, [1:37:40, 1:37:56]: you know, information coming late. But I just want to thank uh you all just for reaching out and giving all us this opportunity to ask these questions and get a better understanding so we can make informed decisions. And I just want to say that. Thank you, Mary, and I appreciate you allowing me to uh to get that out. [1:37:57, 1:37:59]: Mr. Uh Al Sara. [1:38:00, 1:38:20]: I I certainly appreciate that, Mr. Thomas. And I wanna say this to all of us in my district, we got Jodico that we're working on right now. We've been working on Jodico a long time. What came first with Jodeco? The residential. And once the residential is in there, we have Costco under construction right now. [1:38:19, 1:38:27]: I understand that we have a organic grocer that's going through the planning process now. Is that correct, sir? [1:38:27, 1:38:47]: Yes, sir. Sprouts. Sprouts. Thank you. So in other words, it works over time. It's not immediate that, well, we will see this particular development move forward all in one. But it is our job and incumbent upon us to make sure that and I and I love the fact that we included [1:38:47, 1:39:07]: if we approve this, the the access to the north, as Councilman Thomas said. So we control that. So whoever develops that property to the north, Henry County did a really good job on that commercial portion that it moves forward, that we can require that that road run there and at a future date guarantee those residents the ability to [1:39:07, 1:39:27]: Connect to Davidson Parkway. We don't want to put the commercial on Davidson Parkway, on a flipping road. That would be a mistake. That was never the case. So certainly we we understand, as Mayor Pro Tem said, and understand they cannot connect to Old Atlanta Road because drivetime automotive is there. [1:39:27, 1:39:47]: You have several other additional revidential properties that are there that separate these two uh developments. And certainly uh I understand that uh Councilman Thomas had asked them about purchasing the 80 acres to the north, and they actually had a letter uh that from those uh that they deployed. [1:39:47, 1:40:07]: the owners of the 80 acres that they were not for sale. Why are they not for sale? Because it's a gold mine and they know that they're gonna make a mint once this development or any a development of housing is approved. But the main thing we gotta understand is we're getting a lot of the things that we want in terms of residential, but it's gonna come in uh this [1:40:07, 1:40:27]: these particular phases. And this is in essence a second Joe Dako if it goes through and we're able to approve it with 300,000 square feet of retail in that 80 acres if it's approved. So we've been desperately trying to attract residential development and this could potentially be it. [1:40:28, 1:40:29]: Miss Barber, go ahead, please. [1:40:29, 1:40:38]: I wanted to ask, Mr. Anderson, can you give me the breakdown of the units per pod? I know pod A is multifamily. [1:40:39, 1:40:46]: Pod B is for the senior living, pod C is for the townhomes, and D is forty-two lots. [1:40:50, 1:40:52]: So here is part A on the screen now. [1:40:54, 1:40:55]: Um [1:40:56, 1:40:57]: Try to enlarge it, uh [1:41:07, 1:41:08]: Okay. [1:41:09, 1:41:11]: So that would be um [1:41:13, 1:41:20]: Part A consists of the um the multifamily. There will be six hundred and forty-five units. [1:41:28, 1:41:31]: The town homes, I mean um the senior house [1:41:32, 1:41:32]: will be [1:41:33, 1:41:35]: Hundred and eighty two. Yes. [1:41:35, 1:41:39]: Or a hundred and eighty nine here. Yes, and the single family detached will be three hundred and [1:41:40, 1:41:55]: and thirty one and they're all around and at different location different spots on the subject property. So they surround the property. Um the multifamily w will be on the interior. The town homes will be down south on the southern portion of the property, near the interstate. [1:41:56, 1:42:01]: And uh the commercial and single family would be and uh [1:42:02, 1:42:04]: And the slinger w would be over here. [1:42:06, 1:42:09]: So how many units were pot C? [1:42:11, 1:42:12]: Plus the [1:42:13, 1:42:15]: Hundred and eighty nine units. [1:42:16, 1:42:17]: Okay. And for [1:42:18, 1:42:19]: The senior. [1:42:19, 1:42:22]: There'll be 182 units. Gotcha. Thank you. [1:42:23, 1:42:43]: Um my next question is can you explain a little bit more in depth about impact fees and what they need what they mean to developments such as this? Well, impact fees is it's not a tax per se, but it's a fee that's associated with with the cost to develop. Uh for instance, uh our last approved [1:42:43, 1:43:03]: um town home I mean apartment uh development which was smaller than this, I think it brought almost like 50,000 in fees and permit fees and and that I have a list I can mail you that has a breakdown of the different fees for different apartment sizes, different for single family [1:43:02, 1:43:22]: homes and all that I can get that to you. I don't have it with me right now, but there's a fee for each div each development in this each unit in this development. Each each one of these each each unit in each of these parts will have have a uh impact fee associated with it. Separate impact fee. Yeah separate impact. Each individual unit will have an impact fee. [1:43:22, 1:43:23]: Yeah. [1:43:24, 1:43:31]: So if it's thirteen hundred and thirty-eight units, it will be an impact fee for each thirteen hundred and thirty-eight unit units. [1:43:32, 1:43:35]: And what exactly can those impact fees be used for? [1:43:35, 1:43:49]: Uh it goes to the city to offset the development costs per se, the and the impact on the uh environment and uh in the local government. To offset to try to mitigate some of the impacts on the city. [1:43:51, 1:43:53]: To help pay for roads and things of that nature. [1:43:54, 1:44:07]: Thank you. Follow up. The one thing that caught my attention more than anything else when talking about this was the density on this development is four point eight three. Is that correct? [1:44:07, 1:44:27]: Yes, sir. Around four point eight. The one that we did on East Atlanta Road and the one that we did on Davidson Road, the density was higher than that, correct? Correct. So in essence, this the density that we we're trying to get we were arguing over high density and where that was, but this is actually lower than those two developments. That's correct. Yes, sir. Okay. [1:44:27, 1:44:47]: Okay. Now in terms of uh let's see the overall conditions that we're looking at in terms of placing on these, is it time to talk about that now? Yeah, you can talk about the conditions. Now the some of the conditions I think that were discussed was the multifamily is going to be gated, correct? Uh I think so, but I'll just depend. [1:44:47, 1:44:52]: Defer that to the developer when he comes up. But will it be good? Yes, it will be gated. [1:44:52, 1:45:12]: Okay, and then I think we discussed uh having t uh the multi-use pass along that's along that spine road that runs through there. So not only would there be the Rees Creek extension, there would be a multi-use trail along the spine road, and that spine road would additionally go up [1:45:12, 1:45:18]: up to uh where that stub out was where that stub out is going to be as well. [1:45:26, 1:45:46]: So this would be a very intense development in terms of trails. There'll be a two two it was at one point five miles for basically a another Reed's Creek trail, and then there would be an extension of that up to where the cutout is bordering the 80 acres. So when the 80 acres develops, we require that to [1:45:46, 1:46:06]: developer to put another trail connecting to Davidson Parkway as a as a domino effect. And then to request as it comes down to where it is on Walt Stevens right there, we have a splot a T-splot project for several, I think$3 million to be able to go on down to the Clayton County Trail. [1:46:06, 1:46:20]: and connect to the Clayton County Trail. So this is a m a major jump for our master trail plan uh for here uh as well. But having those being gated, the trails, uh are there street lights included with this as well? [1:46:20, 1:46:23]: Yeah, there will be th they will submit a lighting plan. [1:46:23, 1:46:42]: Okay, so I mean s an a uh along those path certainly wanna have street lights along there because there are no street lights on flipping road right now, right? Yeah. So it that's extremely important that we have uh the street lights there. Sometimes there's a decorative street lights might be appropriate too to look at what the code requirement is. Okay. [1:46:45, 1:46:57]: But certainly again the ten foot path along um flippin' road would also be required. So this this development would be flush with that. I think I heard thirty EV charging stations as well. [1:46:57, 1:47:03]: Yes. They agreed to put in thirty E V charging stations. Thirty E throughout throughout the development. Throughout the development. All right, thank you. [1:47:04, 1:47:07]: Any other questions, Count Mr Bar uh Mr Blount, go ahead please. [1:47:08, 1:47:10]: I just want to say this. [1:47:11, 1:47:16]: Is the beauty of being an elected official is that we're voted in by the people. [1:47:17, 1:47:19]: Neither of us can vote for each other. [1:47:21, 1:47:23]: As a as a city councilman. [1:47:24, 1:47:30]: So whatever approach we take on this council dealing with developers or dealing with issues. [1:47:31, 1:47:33]: Is that individual elected official? [1:47:34, 1:47:39]: That says I'm doing it because it best represents the people that I'm representing. [1:47:40, 1:47:45]: I'm not here to please anybody on this council, only to make the decisions I make. [1:47:45, 1:47:47]: And that's what I want to make clear. [1:47:48, 1:47:50]: Won the ting that does this servius. [1:47:51, 1:47:54]: To anybody that's coming sitting in here to this council meeting. [1:47:55, 1:47:56]: Is when we have an agenda item. [1:47:58, 1:48:14]: And we go sideways and speak for fifteen to twenty minutes and I have to watch people walk out because we don't wanna stick to the agenda item, the question that's asked, and move it out of the way s but the citizens can sit here and see this whole meeting. [1:48:15, 1:48:16]: That's my concern right now. [1:48:17, 1:48:24]: Is that I don't have to continue to say point of order because it's a point of order to be said. [1:48:25, 1:48:28]: When you're off the agenda items, we can congratulate. [1:48:29, 1:48:30]: Anyone that comes in. [1:48:32, 1:48:35]: For development and all that, that's not the agenda item. [1:48:36, 1:48:38]: And I have concerns with that. [1:48:39, 1:48:41]: We can't continue to prolong these meetings. [1:48:42, 1:48:48]: without referencing what's germane to the agenda item because when citizens come [1:48:48, 1:48:53]: They come and elect us to make decisions off of this all of this. [1:48:54, 1:48:58]: Not to hear how well we feel about a development. [1:48:59, 1:49:00]: And that concerns me. [1:49:01, 1:49:03]: Any other comments from the council? [1:49:04, 1:49:06]: Alrighty. This is also a uh [1:49:06, 1:49:07]: A public hearing. [1:49:07, 1:49:13]: So I'll take uh comments. I'll start on my very left for uh comments four. [1:49:13, 1:49:14]: Yeah, yes. [1:49:15, 1:49:15]: Right. [1:49:16, 1:49:26]: Uh do well oh okay, we can do that. I th I thought would we cover it all, but okay. Excuse me. We'll hold off on on a public hearing and go straight to additional presentation, sir. [1:49:27, 1:49:44]: Dinweb 1105 West PC Street, Atlanta, Georgia, 30309, here on behalf of the applicant. I'm gonna adopt and incorporate my comments from the previous presentation because I don't need to go all over that again. All right. But there's one thing I want I do want to talk about. Uh we agree with the conditions, but I want to clarify one thing. So the density is 4.84 units per [1:49:45, 1:49:59]: Per acre. That's the total density. But that number includes the thirty three acres that we intend to dedicate to the count, uh the city. So I wanna make sure that that there may be need to be a parentheses, you know, next to that condition that says including the thirty-three acres. [1:50:00, 1:50:00]: What's that? [1:50:02, 1:50:08]: Okay, four point five five. Well maybe we'll change that number to four point five. All right. Well well it's it's four point eight four now. That would [1:50:09, 1:50:10]: It sh it oughta go up. [1:50:12, 1:50:20]: So maybe what I'd propose the maximum density rate for the project will be four point eight four units per acre acre and put parentheses, including [1:50:21, 1:50:23]: The thirty three acres. [1:50:24, 1:50:26]: To be dedicated to the city. [1:50:28, 1:50:35]: Other than that, Is that you got a question. Is that calculated by the thirty three acres? Is that calculated by the twelve acres? [1:50:40, 1:50:42]: Two we've got two seventy eight point four [1:50:43, 1:50:50]: Then it's f that would k that would create flawed density anyway, because it's not bittable anyway. So I mean if you wanna do it that way, that's fine. [1:50:52, 1:50:58]: Well, I guess uh my only point is uh number nine says the maximum density rate for the project will be four point eight four units per acre. [1:50:59, 1:51:01]: When I divided our total [1:51:02, 1:51:10]: Unit count by the total acreage, that's basically the number that that we came up with. When we deduct the eight the thirty-three acres at whatever time we give to the city, that could alter. [1:51:11, 1:51:12]: Sorry? Uh [1:51:12, 1:51:19]: Okay, perfect. Uh assuming that math is right, five point five, maybe we'll just change four point eight four to five point five, and then we don't have to worry about it. [1:51:20, 1:51:23]: I don't want to prolong the meeting either, so I'm going to stop there. All right, so be it. All right, thanks. [1:51:24, 1:51:37]: Uh well is there anything else that I mean is anything else in reference to this item rezoning that you needed to add sir I would have I got a kind of Okay, there's a question coming. Yeah. So this this is where the conditions are. Show us you do you have photos? [1:51:37, 1:51:39]: Photos. [1:51:39, 1:51:45]: Of of what? The the units? Yes. Yes I do. Yeah, let's see what this looks like, yeah. [1:51:45, 1:51:50]: All right. Daniel, I'm gonna need you to fix this again. Sorry for everybody, but [1:51:55, 1:52:14]: I'm gonna guess Daniel's about fifteen to twenty years younger than me, which explains why he's good at this and why I'm not. And while he's doing that back to the original. And while he's doing that, and I I I know we can't learn it anyway. Where else are you building uh have you have you had experience at building uh these developments, sir? [1:52:15, 1:52:17]: Yeah, uh you'll take that. [1:52:24, 1:52:31]: Uh Michael Nyhart with Vista Residential Partners, twenty nine sixty four Peachtree Road, Atlanta, Georgia, three zero three oh five. [1:52:32, 1:52:34]: That that's Ryan's presentation. Yeah. [1:52:34, 1:52:50]: So Vista Residential has been in business for over twenty years. Uh we have experience developing uh communities throughout the Metro Atlanta region, uh as well as the Carolinas and Florida, uh including pretty much every submarket uh throughout Metro Atlanta. [1:52:51, 1:52:51]: Yeah. [1:52:52, 1:52:55]: Some cities? You got what what cities you developing in? [1:52:55, 1:53:00]: Uh Marietta, Douglasville, Kinnesaw, McDonough. [1:53:01, 1:53:02]: Uh Gwinnett County. [1:53:04, 1:53:04]: Thank you. [1:53:06, 1:53:15]: All right, so so these are images. Again, these are conceptual, but uh this is uh you know, a representative example of the single family detached when we spoke [1:53:16, 1:53:30]: Uh in one of the Zoom calls we said that we would include some side entry garages. So this is a front entry. I don't have an el uh elevation for a side entry, but there that will be introduced to the project as well. Here's an image of the uh representative of the town home development. [1:53:32, 1:53:36]: Here's an image that's representative of sort of the idea for the senior cottages. [1:53:38, 1:53:40]: Here's some elevations for multifamily. [1:53:42, 1:54:01]: And we've got I included this too, just you know, multifamily is really about the amenities these days. And so there's some examples of the you know, fitness facility, you know, the social gathering business center and the pool area here. So I I've we've submitted some of these along the way, uh, but I wanted to bring a few of these tonight. [1:54:02, 1:54:15]: Let's see so the single family home. Let's look at the town home component right there. Um, so that's uh is that a three level? Or I see the cap. [1:54:15, 1:54:22]: So it's it's basically uh it looks like a three level with a dormer in in sort of the attic area. Okay. Now I'm not [1:54:22, 1:54:24]: So those porches will be included? [1:54:25, 1:54:39]: Well, I uh there's gonna be some variety here. I mean I think the idea was to to give you sort of an image of kind of what we'd like, but we're not that far. I mean we're we are we we got a little bit of work to do. But yeah, the the idea is that whatever is produced will have sort of the feel of something like this. [1:54:40, 1:54:56]: I think you mentioned um you had there was a Brookhaven development or something that you had worked So we we were talking about some of the mixed use developments I've been involved in and I'm and one of the ones I mentioned because I live right near it is called Town Brookhaven. Now that's a different animal because there's no townhome there. It's all uh there are [1:54:57, 1:55:10]: Forget the numbers. Town Brookhaven, you know, i it's on Peachtree Road. It's a pretty urban dense environment. There were something like 1750 residential units. They're all multifamily. Uh and uh [1:55:10, 1:55:12]: A significant amount of retail. [1:55:12, 1:55:19]: And a lesser amount of office. I I'll tell you this. So uh just as an aside, because this kind of ties into something we talked about. [1:55:20, 1:55:33]: on mixed use. One thing I'm seeing in mixed use is much less retail, right? So when Town Brookhaven was originally approved, I think there was about seven hundred and fifty thousand square feet. I worked on the redevelopment of North Cab Mall last year and there's three hundred thousand square feet on a comparable size [1:55:34, 1:55:39]: uh property and about a hundred thousand of that is existing so [1:55:39, 1:55:40]: Oh [1:55:41, 1:55:44]: You know, it's just something I've been thinking about. We're I'm seeing a lot of mixed use deals, you know, with [1:55:45, 1:55:50]: The internet and Amazon and you know the the retail you see nowadays is basically restaurant. [1:55:51, 1:56:01]: So so you have pl you all have plenty of experience in putting these together. So this is what you're seeing in those developments as they blanch out. Correct. All right, thank you. [1:56:02, 1:56:06]: Any other questions for develop yes go ahead, Ms. Barber? Um [1:56:07, 1:56:14]: I see that you're not asking for a variance of a twenty-five feet setback. That's great. No variances. [1:56:15, 1:56:16]: Thank you. It's great. [1:56:17, 1:56:30]: The next thing is, I wanted to ask, is it possible, and this is just me, um increasing the number of senior living units and decreasing the number of multifamily units? [1:56:32, 1:56:42]: Uh no, I mean we we we we've got a pretty detailed program that we've worked on and you know there will be different partners who come in to work on different aspects of the development. Those are kind of hard numbers. [1:56:43, 1:56:50]: They are not hard numbers. [1:56:51, 1:56:53]: You know, a hundred and eighty nine. [1:56:53, 1:57:01]: senior there may wind up being 180. I mean there's always a little bit of flexibility once the the architect comes in lays out corridors and whatnot, but those are those are numbers we need to make this deal work. [1:57:02, 1:57:08]: Okay, I get it. I just know that there is a uh a demand for more senior [1:57:08, 1:57:10]: Housing. [1:57:10, 1:57:14]: Um price points. Are you able to share price points? [1:57:15, 1:57:16]: At this point here? [1:57:17, 1:57:17]: Yeah. [1:57:19, 1:57:27]: Market rate. I don't know what that is. I I'm not qualified to answer that question. I don't know if you guys have any information on that or not. [1:57:30, 1:57:50]: I just want to know the price points for the multifamily units and the senior housing, the townhomes, and the 42 lots. Sure. Chase Beasley, 481, Manor Ridge Drive, Atlanta, Georgia. Um so from market rate is driven by the current state of market. And so as we assess and work through our site plan, um [1:57:50, 1:58:10]: Right now we have various comps, so other apartment deals which will match. Obviously, we do not want to outprice our current renter demographic. And the same goes with the fee sample fee simple single family homes. So we're not going to come in here and expect to build all million dollar homes, anything of that nature. Right now we anticipate those to be anywhere from two hundred and fifty to four. [1:58:10, 1:58:20]: 450,000, somewhere around that. We have not nailed down a specific um price point. So as we mold and massage the program further, we'll determine that. [1:58:23, 1:58:31]: Okay. Um so then how do I know if um what you're building actually meets the needs? [1:58:32, 1:58:35]: Of our community just based on the market. [1:58:36, 1:58:53]: The market typically dictates that and and so we will be very honed in on the the pulse of the market. We we don't if we outprice or don't align with market and what is needed, we won't sell or we won't rent. So um then tends to to build what people need and want. [1:58:53, 1:58:55]: Okay. So [1:58:56, 1:58:57]: I just stabbed it. [1:58:57, 1:59:02]: So be homes. Um are those fee simple. [1:59:03, 1:59:05]: Hundred percent owner occupied. [1:59:07, 1:59:12]: The single family detached in the pods. Uh I think that's true, yeah. The intent is perfectly simple right now. [1:59:12, 1:59:17]: Yes, the intent is is we're programming them for fee simple. Um yes. [1:59:17, 1:59:22]: Okay. What about the town homes? Are those owner occupied? [1:59:22, 1:59:24]: Th that's the intent, yes ma'am. [1:59:24, 1:59:24]: Okay. [1:59:26, 1:59:30]: Is that a part of the conditions from planning staff? [1:59:31, 1:59:32]: No ma'am. [1:59:33, 1:59:34]: No. [1:59:35, 1:59:39]: Okay. Will that be a condition for the council? Yes. [1:59:39, 1:59:41]: What what's the what's the issue now? [1:59:41, 1:59:47]: The condition for the camp cut that the single family and the town homes be for sale. Yeah. Okay. [1:59:48, 1:59:55]: That concludes my question. Right. [1:59:56, 1:59:58]: If no the c uh questions [1:59:59, 2:00:00]: From the council. [2:00:08, 2:00:18]: Um sir. All good. We're good. Okay. Another question for the council. Do you have another question, sir? I just wanna make sure the clerk been writing down all what we've been talking. [2:00:21, 2:00:26]: Well the the conditions were written uh I'm pretty sure she has all this kind of wrong on tape. [2:00:26, 2:00:33]: So we have thirteen conditions submitted by staff, well fifteen listed on here. [2:00:40, 2:00:45]: Okay, so what was submitted was thirteen and then the ten foot multi use [2:00:46, 2:00:47]: Trail. [2:00:48, 2:00:52]: Is added along with the multifamily gated. [2:00:52, 2:00:53]: Is added. [2:00:54, 2:00:57]: And then the newly added [2:00:57, 2:01:05]: Ten percent rental cap on the single family homes and town homes for a total of sixteen conditions. [2:01:06, 2:01:12]: Just to be clear that the the the multi use trail internal to the site will be on the spine road. [2:01:12, 2:01:16]: It'll be on what? The spine road, the the loop road through the middle of the property. [2:01:16, 2:01:19]: So a big loop. [2:01:19, 2:01:32]: Let me see if I can show w we call this the spine road, the big loop through the middle of the property. Right, that's the spine road. And then there's another trail that runs through the wetlands, correct? Oh right. So well this is the Reese Creek extension right here. Right. [2:01:37, 2:01:38]: That's all. [2:01:39, 2:01:52]: We good now? Yeah. Okay. So on that note, no other questions for council. Now we'll go to public hearing. So all of uh anybody in favor of the development that wants to speak on my very on my left side over here, if you want to speak. [2:01:52, 2:02:00]: In the middle, my far right. Seeing none. Okay, anybody want to speak against this particular development on my left? [2:02:02, 2:02:02]: Middle. [2:02:04, 2:02:11]: Once again, my far right. So no comments for or against. So I'll close the public hearing. All right, counsel need a motion to accept this rezoning case, please. [2:02:14, 2:02:14]: Yes. [2:02:15, 2:02:18]: You must council, you it's your district, you're gonna make the most [2:02:19, 2:02:19]: Yes, sir. [2:02:20, 2:02:25]: I move to approve the request for rezoning. [2:02:26, 2:02:31]: for construction of a mixed use residential to development. [2:02:31, 2:02:38]: to include the sixteen conditions uh as stated. [2:02:38, 2:02:42]: Is there a second emotion? Second. Okay, all favor please indicate. [2:02:42, 2:02:43]: Oh that's what [2:02:43, 2:02:49]: Okay comments. Excuse me? There's comments. For a second and comments. What a way, what's your comment, sir? [2:02:50, 2:02:57]: Ms. Holliday, can you document that I'm abstaining due to me not approving the land use? [2:03:00, 2:03:00]: Right. [2:03:02, 2:03:05]: Motion is made in second. All fair, please indicate. [2:03:06, 2:03:11]: All posed? Abstain. So three zero two, the motion passed. [2:03:12, 2:03:14]: Thank you, gentlemen. You're good. [2:03:15, 2:03:24]: Anyway, new business. Council of Consideration approved the award to re-quest for a proposal RFP number 2023-007. [2:03:25, 2:03:45]: Citywide Economic Development St strategic plan to Blakeley Advisory Group Incorporated for the development of a unified economic development vision plan to advance the interests of businesses and fuel economy and economic growth in the city for an estimated amount of sixty thousand dollars. Funding sources ARPRA, Mr. Lantz, please. [2:03:45, 2:04:05]: Good evening, Mayor and Council. Kim Alons, Economic Development Director. The uh City Strategic Plan calls on the Economic Development Department to create a unified economic development vision for the city. To that effect, we released a request for proposal in April to uh bring on a qualified [2:04:05, 2:04:23]: Firm to help us develop that strategic economic development vision. And in June, the RFP Selection Committee met and ranked KB Advisory Group the number one firm. And this evening you have in front of you an approval for the contract. The project is about [2:04:24, 2:04:40]: will last about six to seven months and the price is six t sixty thousand and the funding source is ARPA. The uh representatives from KB Advisory Group and Urban Pulse are here to answer any questions that you may have. [2:04:40, 2:04:44]: Appreciate that, Mr. Launce. Uh council, any question for Mr. Launce's time? [2:04:45, 2:04:48]: Yeah, so go right here, please, Mr. Blount. [2:04:49, 2:04:57]: With the um how does this come in conjunction with all of the different um [2:05:00, 2:05:20]: Strategic plans we've already had in place. So part part of the RFP that we uh released, we had um a a stipulation in there that uh part of what they're gonna be doing is also taking a look at all the plans that we have, uh including the RSVP plan that um UGA worked. [2:05:19, 2:05:30]: on for the city in twenty eighteen. We're also working with uh KBA advisory on TAD as it relates to downtown. So all of these are gonna be considered as part of this effort. [2:05:31, 2:05:47]: And w what my c that kinda is going with my question because we've had R S V P for downtown, we've had other plans for downtown, we've had strategic plans for throughout the city. I'm just it i it seemed like every time [2:05:48, 2:06:08]: Two or three two or three years we're coming up with a new plan, new plan, new plan. What are we doing with the plans we already have? That's my concern that now we would spend sixty thousand dollars to come up and do a new new plan. Sure. So as it relates to the RSVP plan in uh specifically, that plane was developed in two thousand eighteen and it's been [2:06:08, 2:06:28]: Five years now, and a lot has happened in five years. So this particular plan will look at some of the demographics, what has changed. Uh we'll have some uh market data as well that we'll be taking a look at. And the goal is to develop a unified vision for the city. Uh, we currently we have partners that we work with, including the DT. [2:06:28, 2:06:39]: CDA and the CDY Development Authority. This plan is really about bringing everybody on board and together we can decide where we want to go and how we want to grow as a city from an economic development standpoint. [2:06:40, 2:06:43]: Y and and as a follow up, that's what I mean is that [2:06:44, 2:06:47]: The R S V P plan is was a template for what [2:06:47, 2:06:50]: і не стіл і стіл байол [2:06:50, 2:07:04]: to what we wanted for downtown. We've made moves and uh actually a lot of different fundings for different areas downtown, the the alleyway. Uh we've looked at uh what we're gonna do with Quack we we we've set things in motion. [2:07:05, 2:07:12]: And we have strategic plans. I'm just trying to figure out why the city continue to keep pl paying for these plans, these plans, these plans. [2:07:13, 2:07:16]: My concern is more of implementing what we have. [2:07:17, 2:07:25]: And then if we need to add to it or take from it, then that's what I strategically want us to do. But we keep getting a plan and playing and playing and nobody's playing the game. [2:07:26, 2:07:31]: That's my concern. If I and we continue to spending thousands and thousands of dollars. [2:07:31, 2:07:48]: If I may, the RSBP plan is uh specific to downtown. This particular plan is for the entire city. And it is my understanding that we've never had a s citywide economic development strategic plan. So that particular plan will accomplish that. [2:07:48, 2:08:08]: Yeah. How does that how how does that coordinate with then we have the comp plan done for throughout the city? Strategic comp plan done throughout the city. We've had that done before. So the comprehensive plan, in my understanding, has an economic development component. However, it's not as detailed. So the economic development strategic plan is really the how and uh [2:08:08, 2:08:27]: uh the timeline as to when we're gonna accomplish certain goals. What's in the comprehensive plan are basically overarching goals for the city from an economic development standpoint. It addresses transportation, it addresses community development, but this is gonna be specific to economic development and how we're gonna get to some of the goals that we decide together. [2:08:28, 2:08:28]: So [2:08:29, 2:08:30]: When we hire [2:08:31, 2:08:32]: Our economic development director. [2:08:34, 2:08:38]: Those are some of the things I w for what we have in place, I'd like to see you tell us. [2:08:39, 2:08:43]: It's gonna cost us sixty thousand dollars for somebody to tell us how we get to these goals that we already have in place. [2:08:45, 2:08:47]: Uh Frey it wasn't. [2:08:48, 2:08:51]: It's oh Mr. Okay, Mr. Garden's coming forward. [2:08:52, 2:08:53]: And I want Blakely to come on up. [2:08:57, 2:09:02]: Good evening, Mayor, Council. Uh Councilmember Blount, specifically as as Mr Lon said, y your [2:09:03, 2:09:05]: Comprehensive plan is a twenty year [2:09:05, 2:09:08]: Overarching document is not very detailed. [2:09:08, 2:09:16]: Your str uh your city wide economic development plan will incorporate what we've done downtown, but it's gonna look at the city uh overall as a whole. [2:09:17, 2:09:25]: Which is a bigger d bigger lift than than just doing the downtown. And to ask for the develop the economic development director to do that job. [2:09:27, 2:09:31]: There's an opportunity lost to time it takes for him to do that document for the city wide. [2:09:31, 2:09:51]: He could be focusing his time elsewhere, which is more advantageous than to have him sit down trying to do a develop economic development plan. I could speak to that as a planner. That is a total waste of his time doing that. That's why you have consultants to come on board and bring that expertise at specific areas around economic development that they can bring to bear and help us. That's why the [2:09:51, 2:09:52]: There. [2:09:53, 2:10:08]: Thank you. Stand by Mr. Garner just in case. I I know we'll eventually get the Mr the Blakely Corporation to rep, but you have something, Ms. I want the Blakely Corporation to come up so I can ask some questions for everybody actually. I don't know who I don't care who answers them, but [2:10:11, 2:10:11]: Huh? [2:10:12, 2:10:24]: Good evening, Mayor and Council. I'm uh Jeff Koske, president of KB Advisory Group. Um we've been uh working with pleased to work with the city on the tax allocation district recently. All right, k thank you. Can you tell me explain to me what exactly [2:10:25, 2:10:45]: Will this strategic plan do? What what are what is the components of this? What the steps, the process, and what you're you're going after? Sure. Um there's if you think about it in its simplest terms, there's really two sides of this. One one is a a plan to attract new jobs into the city. [2:10:45, 2:11:05]: The other is to keep the jobs in the city. And it's really that simple. I mean, you know, we've got the a detailed plan that we'll be working through, but that's at its highest level to attract new jobs and to keep new jobs in the city of Stockbridge, which then of course leads to lots of virtuous [2:11:05, 2:11:20]: virtuous cycle when you're adding new jobs because you've got additional folks spending money in the city, you've got additional property taxes to collect, um and therefore the the economy of the city is able to to grow and and um kind of [2:11:20, 2:11:34]: induce additional economic activity throughout the city. And so having a plan in place to systematically achieve that economic growth is what this is all about. And so it comes back to attracting jobs and keeping jobs. [2:11:34, 2:11:54]: So when you say have a plan in place, are you talking about a plan to recruit or a plan more so to determine what specific type of um retail or development or or workforce should be in a particular area or a little bit of [2:11:54, 2:12:14]: of those. What are you doing? All of the above. Absolutely all of the above. Um part of the part of the research, the first phase of it is really to dig into the economic data and to understand where your strengths are from a from an e economic standpoint and to be able to lean into the strengths in your economy. So that therefore jobs in a certain [2:12:14, 2:12:27]: sector of the economy like to congregate around other other jobs of that sector. And so we'll be looking at where are what sectors of the economy the stock bridge sort of have a advantage on. [2:12:27, 2:12:32]: And we'll be looking to sort of play lean into that, if you will, number one. Uh [2:12:32, 2:12:52]: Number two is really, again, as you said, workforce, right? And so workforce is strategies to really advance the workforce, and that really helps with business retention, keeping the businesses here. If they know they have a strong workforce, that will help. And then of course the other side you mentioned is retail. That's also part of this, is to really understand sort of the [2:12:52, 2:13:09]: um the the it's not a detailed retail study but it is we know of course the retail is part of the economy so to understand the supply and demand of retail and to understand where you may be underserved either in locations throughout the city or types of retail. [2:13:09, 2:13:29]: And what would become of this? Would you be the one that would draft the availability of of land and and locations that are available? Or is that uh Yeah, that's I mean that's all part of it. Th as the strategy develops and you all will have absolutely will have a a a chance to be part of this, we won't be having um extensive stuff. [2:13:29, 2:13:49]: Stakeholder meetings, we want to be able to meet with each and every one of you to get your opinions and your thoughts. So no, that's coming. But in terms of being able to understand the ability to attract retail, I mean that's that's where really the strategy comes into place, right? [2:13:49, 2:14:02]: Right. So it's sort of we're not we're not sure where this is headed yet. We got a lot of research ahead of us to really then understand where the economy wants to grow and then how the city can be involved in helping the economy grow within the city limits. [2:14:03, 2:14:03]: Okay. [2:14:04, 2:14:04]: Um [2:14:07, 2:14:11]: And I don't know if if if I'm far reaching, you let me know, but [2:14:12, 2:14:14]: How did you go about doing that? [2:14:15, 2:14:28]: Uh it's a lot of research and analysis. And so we uh KB Advisory Group we've been around for about uh twenty three years now in in Atlanta. We just got finished doing this in the city of Tucker. So the city of Tucker um [2:14:28, 2:14:48]: is a it is a similar process, although it's a very dissimilar city. So the answers will be very different. The process starts the same and it starts with lots of research. So I have a team of data nerds and so we're we have our heads in data all day long. And so we'll be looking at census data, we'll be looking at Bureau of Labor Statistics data. You name it, we're looking at data. Um [2:14:48, 2:15:08]: We'll be working with uh Mr. Alamans to to understand localized data. We'll be looking at tax parcel data. We will cover ourselves in data starting tomorrow morning. Umce we sort of understand the data, we will then measure that against what we're hearing from our stakeholder groups, right? And so we'll be getting lots of input on the ground. [2:15:08, 2:15:28]: And we'll be spending time again with each of you. We'll be having community meetings. We'll understand how the economy works from your perspective. We will tie what we hear from you all from the business community. We'll be having business focus groups. We'll get a detailed understanding, boots on the ground of how your economy works. [2:15:28, 2:15:47]: We will also at the same time have a deep dive into the data of how your economy works. And those two things will come together to help us devise the strategic plan, which of course will then you know be vetted, if you will, by city staff. [2:15:47, 2:15:51]: Can you give me some success stories of your past experience for this? [2:15:52, 2:16:12]: with with with other cities in its well as I said city city of Tucker um was the um the they were also looking to pass their first economic development strategic plan. Their uh economic development manager didn't really have a um uh a work plan if you will [2:16:12, 2:16:17]: Ам, щедрой на економі і макин да бізнес стай. [2:16:18, 2:16:32]: But she didn't have a plan to to attack with. And so that economic development strategic plan really helped her understand her local constituency and understand sort of the unique natures of that economy. And so she now has [2:16:32, 2:16:52]: She did she now has a plan for her day each and every day as an economic development director. They're continuing to attract businesses. They really want to focus on their downtown. And so if you've been to their downtown, you can see that there has been activity in some of the similar ways that you all have had activity. So in some ways, now that I think about it, I hadn't thought about it, but your your downtown. [2:16:52, 2:17:05]: Is not so far away from where they were three or four years ago. So that's an example of uh us working with a small city in in uh in the Atlanta area with an economic development strategic plan. [2:17:06, 2:17:08]: Okay. You've worked with larger cities as well? [2:17:09, 2:17:29]: City of Atlanta. I mean, we you know, last year our biggest um uh one of our biggest clients was the Atlanta Housing Authority. I mean we work with big and small, we're getting ready to kick off work in Cedartown, Georgia. We work with Invest Atlanta, you know, you you name it. We're working, we're getting ready to work for, we've done work for City of Savannah, we've done, we've set up eight. [2:17:29, 2:17:41]: Eight TADS in the city of Columbus. Um you know, you name it, top to bottom, we've done it in Georgia. Okay. And Mr. Kim, all right. Oh after once you receive this report. [2:17:42, 2:17:43]: If approved, what are your plans? [2:17:45, 2:18:04]: So part of the report part of the report that we'll receive from uh KB advisory will include a timeline and um prioritization as far as what we'll need to implement and how and we will need to partner to implement so the plan is to go and implement the plan. [2:18:05, 2:18:08]: Okay. When you say need to partner, partner with whom? [2:18:09, 2:18:29]: So um again, part of one of the reasons why we're doing this is because we have so many wonderful partners that um we have the citywide development authority, we have the downtown development authority, we have the Main Street program. Uh we have so many wonderful partners and they all play a vital role in what we do in economic development. So part of it is to try [2:18:29, 2:18:30]: [8311.3, 8318.9]: This is the strategy. We should be doing it. Was more a qu not qualified, but apt to do it and then partner with them to make it happen. [2:18:39, 2:18:59]: Okay. So you're looking at what particularly would be good to go in Stockbridge where and locations and then partner with other authorities, entities, including within our city and within our county, to work together to try to figure out [2:18:59, 2:19:04]: I mean to recruit or or what? [2:19:04, 2:19:24]: The the recruitment and the business development is just one component of the plan. As as uh Jeff mentioned, uh workforce development is also part of it. Um so it's basically looking at some of these strategies and figure out who we need to partner with to make them happen, whether it's uh certain businesses that we need to recruit, whether it's [2:19:24, 2:19:44]: partnering with some of the entities that we have here to offer more small business development for the business that we have now. Because part of what we'll be doing as well as part of this is to really hear from our business community because we need to know what their needs are. So and that is doing a business assessment of some sort. [2:19:44, 2:19:50]: sort. So it is a lot of a lot of components coming together. [2:19:50, 2:19:51]: Okay, thank you. [2:19:52, 2:20:12]: Ms. Alexander. Yeah. Uh certainly Columbus is a shining star, I mean, um, of what they're doing down there. So you're telling us that you had uh a role to play in what they've been able to do, because I mean they're a cash cow in terms of how much money and development that they've been able to bring in. Talk about that. [2:20:14, 2:20:31]: Well, I wouldn't call the Columbus a cash cow. Um th they've but we've had six we've been involved in their success of their downtown. Um we um when the uh Teresa Tomlinson was mayor who went on to become, you know, um statewide um candidate [2:20:32, 2:20:39]: She she knew that they needed an economic development tool, particularly for their downtown, but also elsewhere. [2:20:39, 2:20:59]: And so uh she called our firm. At the time, our firm was called Blakely Advisory Group. Um, it's now called KB Advisory Group. I bought the firm from Mr. Blakely um five years ago. She called Mr. Blakely and uh and me, and um fast forward we helped set up eight TADS in the city of Columbus. I was just there um two weeks ago. [2:20:59, 2:21:11]: As a matter of fact, working on a um a ULI panel and one of and and people came up and said, Oh, you you were involved in this TAD in the you know that helped get this [2:21:11, 2:21:20]: Nightlife here that we have never had before. And um I said, Yeah, I mean I wrote it. And they were like, Well, we couldn't have done it without you. Now [2:21:20, 2:21:40]: I wasn't planning on making that presentation tonight, but you asked and and you know they said we couldn't have done it without you. So I can't promise that you're gonna have the kind of success. You don't have a river with whitewater rapids coming by, so you know you may not get what Columbus um is getting. It's a much bigger city. But you have your own assets. You have your own downtown, you have your own [2:21:40, 2:21:55]: own history, you have your own future that you're built. I'm really excited to figure out what your what it what this is all about. You know, what is your future? It's not Whitewater Rapids, but it can be, it can be it's success. You know, we live in this dynamic region. [2:21:55, 2:22:02]: You guys should have your fair share. We can help you figure it out. We can't promise that you'll get it, but we can help you figure out a strategy to get there. [2:22:03, 2:22:17]: Well certainly we have a hundred and forty thousand cars coming down I seventy five every day. That's a big river. You got a ton of assets here. You gotta figure out what to do with them. I mean you have figured out what to do with them. We're excited to kinda keep keep the story going. [2:22:17, 2:22:29]: Well, we certainly want to make sure that we do that in terms of uh advancing the goals of what just like the project we approved tonight. So Mr. Lunch, tell is there conversations with the other the with the authorities? [2:22:32, 2:22:37]: What is those specifically? Where are you going? [2:22:38, 2:22:48]: Yes, I've mentioned uh the the the project with them and they will be involved as far as uh helping us develop that uh unified economic development vision. [2:22:48, 2:22:50]: Okay, Mr. Gardner, you over there? [2:22:59, 2:23:05]: Is this what we need to be successful in this city moving forward? [2:23:06, 2:23:21]: Yes, sir. This is one of the plans that we're gonna be needing moving forward. Um as we said, you know, it's gonna consolidate what we've done in the downtown area, but also it's gonna take and look at what we need to be doing citywide. [2:23:21, 2:23:32]: Right. Um if you just Google economic development plan cities, you will see that every major city, competitive city around us, has an economic strategic plan. [2:23:33, 2:23:35]: There's a purpose, there's a reason why. [2:23:35, 2:23:38]: Um, because they understand the value of economic development. [2:23:39, 2:23:47]: Right, about attracting businesses, right? Having a ri a shared vision around where the community wants to go and looking and going in that direction over the course of [2:23:48, 2:23:51]: Up to five years. A strategic plan is not a twenty year horizon. [2:23:52, 2:23:54]: Right. That's why it's called strategic. [2:23:54, 2:24:03]: It's supposed to take into account exactly what's going on and forecast within the next three to five years what's gonna happen. Your comprehensive plan is a twenty year horizon. [2:24:04, 2:24:07]: Right? When we did that plan, nobody envisioned covet. [2:24:07, 2:24:10]: Mm-hmm. Nobody envisaged inflation. [2:24:10, 2:24:12]: Those things impact your economy. [2:24:13, 2:24:19]: Right. So what's in that plan changes, and that's why we went from a five year [2:24:19, 2:24:25]: partial update, ten year major update, and twenty year rewrite. [2:24:26, 2:24:40]: to having DCA now mandate five year updates. So what used to be done in ten years is now being done in a five year horizon because we understand that things changed and over the last fifteen, twenty years, we've gone through [2:24:40, 2:24:41]: A major recession. [2:24:42, 2:24:52]: And we went through are still coming out of a major inflation. So those term periods you have to look at how things are moving around. So this is a plan that's gonna help us moving forward. [2:24:52, 2:25:03]: So this is gonna help us drill down with some of the specifics to get us going and moving along that journey where we're trying to go. Yes, sir. All right, thank you. [2:25:03, 2:25:04]: Mr. Blount, go ahead, please. [2:25:06, 2:25:06]: Um [2:25:08, 2:25:11]: Forgive me um if I'm not seeing what everybody's seeing. [2:25:12, 2:25:32]: Because on the northern end we've we've approved development. Development was approved tonight. Mixed uses down on the southern end in the mid mixed section of the cities. We we we have downtown now starting to build up. We have a plan for downtown, obviously BP VP plan that was the template for downtown. We have identified [2:25:32, 2:25:35]: All the areas around the city of Stockbridge. [2:25:35, 2:25:38]: The greatest asset we need to make it happen is funding. [2:25:39, 2:25:43]: Funding an packages for these businesses when they come into the city. [2:25:44, 2:25:48]: We have so many plans and so much in place already. [2:25:49, 2:25:49]: I I [2:25:50, 2:25:55]: We have it. We we we we we have when you look at a city like Madison. [2:25:56, 2:26:16]: When they took the development direct uh economic development director, they took the main street, they worked with the DDA and they worked with the uh uh development authorities, and they came up with a plan that they knew was gonna work because they knew the areas in those areas that had started developing, they came up with a plan the best way to develop those areas. We're already developing. [2:26:16, 2:26:33]: We're already attracting new business. We're attracting hotels. We're attracting people that we've been here tonight. We're attracting so much. I'm trying to make sixty thousand dollars, which is now an estimate. It's not an amount of, it's an estimate. So I don't know if that number is high or low. I'm trying to find out. [2:26:34, 2:26:38]: Why do we need this when we have so much already in place? [2:26:40, 2:26:49]: We got grant writers. We got so much in place. Right now, all we have to do is put the right people in places and make sure we start moving all this stuff. [2:26:49, 2:26:51]: It's already in place. [2:26:53, 2:26:58]: Respectfully, um Councilmember Blount, what's happening to us is happening to us through happenstance. [2:26:59, 2:27:00]: Right. Um [2:27:00, 2:27:20]: And that's been pretty much the direction of Henry County as a whole for a great part. Um now I think we're in a position where we get it. Um and everybody, including the county, is looking strategically. Um so rather than hoping that things come, part of what you're seeing tonight on the agenda is [2:27:20, 2:27:25]: is an opportunity for us to start to look at dictating exactly what we want. [2:27:26, 2:27:28]: Um, especially as it relates to economic development. [2:27:28, 2:27:32]: Um our downtown is not thriving. Our downtown is still dead. [2:27:32, 2:27:40]: Right, we have life coming into the downtown. Oh we still Mr Gar no ms m Mr Garner, let me let me let me interrupt that for a second. [2:27:41, 2:27:42]: What's happening downtown? [2:27:43, 2:27:45]: Within the last year. [2:27:45, 2:27:57]: has never happened in downtown since I've been on this council for eight years. And when we're talking about there are so many businesses and opportunities that are coming right now into the city of Stockbridge. [2:27:57, 2:28:07]: Our downtown is not dead. That'll be a belittlement of the s of the of the businesses I already came down there and they are doing well. Understood. And and please don't take what I say in the wrong way, sir. [2:28:07, 2:28:14]: What I'm trying to explain to you is as it relates to our downtown being competitive against downtown McDonald. [2:28:15, 2:28:17]: Right? Downtown Jonesboro. We're not there. [2:28:18, 2:28:27]: We still have a ways to go. One of the biggest missing components we have in our downtown is the lack of additional retail opportunity spaces, housing opportunity spaces. They are not here. [2:28:28, 2:28:38]: That's why we went through the process of doing the TAD, right? Which requires us to work collaboratively not just with us, but with Henry County and Henry County Board of Education. [2:28:38, 2:28:43]: Right, it's part of making that making what we vision in those documents. [2:28:43, 2:28:50]: palatable to a developer who will come in with the understanding that yes, we're bringing this tool to make it happen. [2:28:50, 2:28:51]: Um [2:28:51, 2:29:04]: You know, as it relates to other areas of the city as we annex, we talked about the eighty acres that wasn't included in this and the recent rezoning that you see up here on the on the chart. Um, you know [2:29:06, 2:29:07]: There is no [2:29:07, 2:29:09]: Plan for that property, it's Zoom commercial. [2:29:10, 2:29:11]: Right. [2:29:11, 2:29:13]: That property is in the city, it's been in the city. [2:29:14, 2:29:15]: Um [2:29:15, 2:29:23]: But part of this is being able to focus and say exactly what what do we think we need to go to can go in that area. [2:29:23, 2:29:26]: based on what is the area specific demographics. [2:29:26, 2:29:32]: Usually a five ro five mile driving radius or a five mile distance requirement. [2:29:32, 2:29:36]: that would bring that could come into that area. What is that income in that area?'Cause that's what's gonna drive that. [2:29:37, 2:29:42]: Um that's what people are going to look at when they decide whether or not they're gonna bring [2:29:43, 2:29:45]: А майже ритай плейс<unk> а надо шоп. [2:29:46, 2:29:49]: Right, this can compete against the Walmart that's there right now. [2:29:49, 2:29:51]: That's what it's gonna take. [2:29:51, 2:29:53]: Right now that property, like I said, is zone commercial. [2:29:54, 2:30:00]: But if we can actually plan and put a recruitment program in place, is what you see on this agenda. [2:30:00, 2:30:04]: We drive the narrative. We don't let the developers drive the narrative. [2:30:04, 2:30:07]: We're doing some things, but we're doing things [2:30:07, 2:30:08]: Without [2:30:08, 2:30:11]: That economic plan or that economic візі. [2:30:11, 2:30:12]: In front of us. [2:30:13, 2:30:16]: Right. Let me say this. Let me say this, please, sir. [2:30:16, 2:30:19]: Your pardon, Miss Speaker. No, sir. I said [2:30:19, 2:30:25]: Yeah, but um you have to be careful and cautious the demeanor we're putting out there. I just stepped back from the podium so I could hear what you have to say. [2:30:26, 2:30:46]: When we talk about downtown, we talk about the tag, when we talk about development, development that we have on the table right now is getting Georgia Power to put lines underground because we cannot do the development we want with where they are now. When we talk about development, we talk about so much that needs to be done that we know what needs to be done without me putting it on the table. [2:30:46, 2:30:53]: So the strategic plan that we already know we need to do is go ahead and do it. We know we need to alleyway. [2:30:53, 2:30:57]: We we know what we need the that tag to come through and what we're gonna do in that area. [2:30:58, 2:31:08]: We know about the development that's going on over there off of uh uh uh Jodico. We know so much right now that we need to put the plan in place to make a we know we need a quiet crossing. [2:31:09, 2:31:11]: There's so much that we do know. [2:31:12, 2:31:16]: And I'm just for me, I don't need someone else telling me what else we need to know. [2:31:16, 2:31:21]: That's all I'm saying. Yes sir. For sixty thousand for an estimate of sixty thousand dollars. Yes, sir. [2:31:23, 2:31:43]: Ms. Gantt, go ahead, please. Can you tell me where the financials are coming with this from? First first, before I make my next comment. The funds? Yeah, the funds. ARPA. ARPA. Yes. Okay. So the funds are coming from ARPA. And Councilman Blount, I respectfully disagree because this is a [2:31:43, 2:32:03]: About the entire city of Stockbridge. And no, I don't have a specific plan in place for Highway 138 off of 220 exit 228, even though we know that prior to me becoming the district rep apartment complexes. [2:32:03, 2:32:16]: were to be or are now approved to be built there with townhomes. Um even if I disagreed. But there are other components in that area that aren't planned out. And I would be [2:32:17, 2:32:37]: doing uh my community a disservice by just letting anything just come. I would prefer to kind of work on, oh man, there's no Starbucks in that area. We really need one. Let's try to get one. And that way more hotels who are saying, hey, we need a Starbucks in this area. [2:32:37, 2:32:57]: Can we you know maybe we can go after that particular thing. Um, and that's just an example. But I'm more concerned, I like the data analysis, I like putting all the parcels together. All those things do take a lot of time. You're absolutely correct, Councilman Blount. The RSVP is there. We have a plan on that. [2:32:57, 2:33:17]: We're starting to implement certain things, the alleyway, that's our downtown. But we don't have a plan for going to Peach Road, Jodico Road, besides Jodico Bridges and Jodico. Other than that, we don't have a plan for those areas that we've annexed in and those areas that are already zone commercial. [2:33:17, 2:33:30]: They're just on commercial. And we could do ourselves a disservice by saying, oh, they're done zone commercial, industrial, and oops, a warehouse came. We didn't want that. [2:33:33, 2:33:36]: Instead of trying to come up with a plan. [2:33:36, 2:33:52]: to put specific things that would go well in those particular communities. So I'm not, especially when this is ARPA funds and it's something that we definitely need for the community as a whole, not just our downtown. [2:33:52, 2:34:12]: I'm pretty sure they will look at the RSBB plan and it was strategic. I'm sure they're gonna add those components that are already put in place. The master trail plans and everything else will be put in place and made neat and all together so that we can kind of strategically go after particular [2:34:12, 2:34:15]: things that we want for our city. [2:34:17, 2:34:37]: Okay, good deal. Any other comments from the council? Okay. Uh on that note in a motion to accept this proposal. Mayor, I'd like to go ahead and make a pro motion to approve of this strategic plan as recommended uh by the city manager. This is something we definitely need. Sir second. I second. I missed second in all favor, please indicate. [2:34:37, 2:34:57]: All opposed? Four one. It passes. Thank you very much. Item number 11. We've um we pass it on to the next uh meeting, which would be July 25th. So we'll go to number 12. 12 is council consideration to approve the agreement with the Henry County Development Authority along with the county and the [2:34:57, 2:35:17]: To hire retail strategies recruitment to work toward a solicitation, development, and expansion of retail businesses in Henry County that will expand commerce expand commerce, create employment, enhance tax revenue, and improve the quality of life in each city and entire county. Presented by Mr. Gardner in this case. [2:35:16, 2:35:35]: Sir, please. Once again, good night, Councilmember's Mayor. Um tonight we have a proposal before you. Um that the process started, I think, back in 2020, 2021 timeframe, um when we uh were pretty much under the Henry County Development Authority. Um the goal behind [2:35:36, 2:35:49]: the retail strategies component was to look at how uh firmed it would help the county as a whole, but specifically as well as its cities jurisdictions aro along recruitment of businesses coming into the city. [2:35:49, 2:35:57]: We just talked about having that economic development vision. But part of what these guys do is when we're at ICA's [2:35:58, 2:36:00]: Make sure the same event. [2:36:00, 2:36:03]: International shopping centers. Um [2:36:03, 2:36:04]: Go. [2:36:04, 2:36:07]: Did when we're there, whether it's in Vegas or the regional one. [2:36:07, 2:36:13]: Um whether we could attend or not, they're there on our behalf. These this entity would be that entity. [2:36:13, 2:36:15]: That would take that vision that we see. [2:36:16, 2:36:23]: Um that we produce out of our planning documents and hopefully through that unified strategic and economic development plan and help Mr. Mr. Alonz. [2:36:23, 2:36:30]: drive towards exactly what we want. And how does our data within our specific areas around the city? [2:36:30, 2:36:34]: uh able to attract who and to this community. [2:36:34, 2:36:35]: So for instance [2:36:35, 2:36:38]: Rather than hoping that we get a sprouts. [2:36:39, 2:36:44]: Right. Where's the best place if we want if we wanted to and looked at our plan? Where can we get [2:36:45, 2:36:48]: A Mercedes Benz dealership that's looking to expand. [2:36:49, 2:36:49]: Oh [2:36:50, 2:37:10]: Um I know I know I put this out there, the Whole Foods, but we're not there yet. Um but this group, my understanding of it, is the data that comes in, as well as they help with us with recruitment. So not only will we have Mr. Lance out there, we'll have an entity that's working on behalf of not just the city. Um [2:37:10, 2:37:12]: And the county, we saw this as a collaborative effort. [2:37:12, 2:37:21]: And yes, we have formed a new development authority, but I think the the assistance that this entity can bring helps our development authority as well as our economic development department. [2:37:22, 2:37:28]: Um, even though the bus was being driven prior to by Henry County Development Authority. So it's an opportunity to collaborate. [2:37:28, 2:37:33]: think the other three cities are on board, other two cities are on board as well as Henry County. [2:37:33, 2:37:53]: Um, to make this happen. So it's not just the city of Stockbridge, it's the city of Stockbridge, the city of Locust Grove and the city of McDonough, as well as how Henry County government that see the value and put making sure to be able to go after and have a group that's helping us and talking specifically to specific groups based on what our data can. [2:37:53, 2:37:56]: comes in to help us bring them to [2:37:56, 2:38:02]: the city of Stockbridge or the city of Hampton, meaning the city of Locust Grove or the city of McDonald or Henry County. [2:38:03, 2:38:04]: Um because as we know. [2:38:05, 2:38:07]: The sales taxman is generated. [2:38:08, 2:38:10]: Regardless of where it's generated is shared. [2:38:11, 2:38:30]: Right, we get a po we get a line share of that profit. Right. So we win there. Our residents, when they get a job, if the job is in the city, excellent. But if it's in the county, that's even better. Right? Because we know that almost eight seventy something percent of our our residents are driving outside the county for major employment opportunities. [2:38:31, 2:38:35]: Right. So um with that, uh rec recommended uh [2:38:35, 2:38:42]: The city council uh approved for us to enter into this agreement um through the development authority with retail strategies. [2:38:43, 2:39:03]: I will start this off indicating that uh Mr. Gardner and I attended a meeting some time ago with the rest of the cities and the county at the Development Authority office. And um and now actually I thought it was a very good idea for us to be part of this whole process, but I also understand that it takes the entire council to uh somewhat approve this particular deal. So obviously it's [2:39:03, 2:39:23]: Up to you all. But uh I know there's been quite a bit of discussion, uh things that come up internally in reference to uh wanting to go forward or not to go forward on this aspect. But uh obviously this is why we're here to at least discuss this and find out what we want to do as a collective group. But I'll say again, my initial thoughts were I thought it was a good idea overall. [2:39:23, 2:39:39]: And for us to help uh with the development of uh our city and be good partners uh also uh with our county, since we are in the county and we're all residents of the county as well. On that note, I will be quiet and listen to what other council members have to say. Yes, sir. Go ahead, please. [2:39:39, 2:39:41]: What is the downfall of this? [2:39:42, 2:39:51]: A downfall of it? Yeah, is there any downfall of it? Oh, sorry. Yes, sir. So yeah, I I I hate to say that there's a downfall per se. [2:39:51, 2:39:51]: The [2:39:52, 2:40:12]: The number one downfall would obviously be if we wanted to do this on our own through our citywide development authority or DDA, we'd be walking into 100% of the costs. We just talked about the cost of the strategic plan. In this instance, you have partnership through a shared agreement where somewhere around 45% of the cost [2:40:12, 2:40:18]: Is being shared by the development authority, and the others is being spread amongst the other three jurisdictions. [2:40:20, 2:40:28]: Make sure I get this right. Four jurisdic three three three jurisdictions. Three other cities. Right. Between Henry County and City of City of Locals Grove and the city of Um [2:40:29, 2:40:49]: Uh, McDonough. So from that standpoint, the down point is if we don't and at some point we have to do this or go in this direction with our citywide development authority, we will be sharing that one hundred percent cost of bringing that that this entity on board. Um so that's that would be the downside is the cost if we do it would go considerably up. If we don't, obviously [2:40:50, 2:41:00]: And and the other side of that is even through our recruitment we understand that, you know, I think Mr Alain said it correctly, um, economic development is a collaborative effort. [2:41:01, 2:41:06]: I it's not just even our entities, it's us working with our state economic development. [2:41:06, 2:41:21]: Right, who works with the governor's office when they're looking at recruiting businesses here. So it's it's beyond just our jurisdiction. Um economic development can be from a city standpoint to a regional standpoint to a state standpoint, because when they get somebody interested. [2:41:21, 2:41:23]: Or we get somebody interested. [2:41:23, 2:41:26]: And it's a major, major player. [2:41:26, 2:41:32]: We would want to be able to bring other entities in to help us line them into a spot that's in our city. [2:41:32, 2:41:33]: Um [2:41:33, 2:41:34]: So [2:41:34, 2:41:44]: And I wanted to say that the development authority um representatives are here. So whatever specific technical question I can't a answer, they they're they're here to be able to answer those questions for you as well. [2:41:44, 2:41:50]: Mayor. Ms. Gantt go ahead please. If we can bring uh the economic development director out, that would probably be good. [2:41:51, 2:41:53]: Mr. Finn. [2:41:55, 2:42:15]: And uh uh Mr. Gardner, I see in this agreement that there's a couple of questions I have in regards to this agreement. Maybe you guys can answer for me real quick. Um, the first part of this agreement states that we would pay ten thousand dollars [2:42:16, 2:42:16]: Um [2:42:17, 2:42:32]: for the first year. And then it says a equal proportionment for the second year, but it doesn't give a total dollar amount for the all three years of the contract. What is the actual total dollar amount for all three years of the contract? Is the portion proportionment [2:42:32, 2:42:52]: Based off of percentage, the way it's breaking down, or is there a total? Because there's no total here. There's just a first year breakdown. Understood. And can I say good evening first? Good evening. Um and Councilwoman Gantt, and answer your question. This contract that's under the proposal is just for the first year. They're giving us a three year [2:42:52, 2:43:12]: Pricing if we mutually, and there is a clause in the agreement mutually, and that is the Henry County Development Authority, Henry County, and the three cities in this proposal. If we continue to go on, they give us a price reduction for each year that we continue. They stated the estimate price. [2:43:12, 2:43:15]: Right. [2:43:16, 2:43:36]: kind of the agreement that we had in our mayor's and chairs meeting to take this forward is as that continues, the percentages will be if we are in mutual agreement after one year, all the entities are happy with the progress that and what has been stated in the proposal is being done. Uh if we go forward it will continue on. So we don't second the second year [2:43:36, 2:43:56]: year yeah, if I can finish. Um the second year, your price would actually dec your contribution would decrease. All our contributions will decrease because the overall total will go down because they will have less of the research and interactions, identifying the targets and getting the feedback from the senior manager and staff, however they decide to dedicate that. [2:43:56, 2:44:16]: Because that'd be our direct point of contact would be his office coordinate however he wants to. Um with um y'all's um forget it's been a long weekend. Um, but um with y'all's direction as a council, how that interaction goes. So it goes for more gathering, get to know us and identifying the targets to straight. [2:44:16, 2:44:23]: marketing and acting on our behalf with the targets that are identified. So there's less cost than that. [2:44:23, 2:44:43]: um where you're having l to do less of the research in that part and getting to know your partners and understand them so you can make a better sales pitch. So as that cost reduces and we're still happy as working together and we are going forward with it, the cost will reduce as well. And what we have proposed is that as a percentage. Anytime we got kind [2:44:43, 2:45:03]: Contract renewal, we're always going to work to reduce the price as best we can to get best value that's out there and review that. So that is just a stated price that's out there, but it will not be an increase. Our agreement with retail strategies if we go forward together is that price will continue to decrease and the contributions would match the percentage. [2:45:03, 2:45:05]: percentages based on this initial form. [2:45:06, 2:45:13]: Okay, I'm gonna use a country. Okay, based off of the initial first thing. And all right. So my next question is. [2:45:16, 2:45:35]: Um how you just heard us we voted for um a strategic plan throughout economic development. With that being said, and they're gonna do their research on what's specifically needed for the city of Stockbridge. How would this coincide and work with hand in hand? [2:45:36, 2:45:56]: So I think one, it gives you additional eyes on the retail side with retail expertise uh with the firm. But second, different from the proposal that's there, and I have not read their proposal, so let me um let me disclaim that right up front. But knowing the firm, and I've known Mr. Pike for a long time, uh [2:45:56, 2:46:16]: In there is well qualified, but they do not do the actual retail recruitment piece. Uh going out to the ICSC, going out uh working with their already established clients and relationships they have with the real retail real estate offices as they've worked with other jurisdictions across the southeast and nationally, they have those relationships. So as they grow. [2:46:16, 2:46:28]: going in, having their meetings. They will be including um you just I think you mentioned Stockbridge. Um Starbucks. Again, long day and I'm down on caffeine. Um but Starbucks is out there. [2:46:29, 2:46:37]: They will understand where in stop bridge right now that your zoning is going to say. And as you identify other areas that complements [2:46:38, 2:46:45]: And helps promote more targets for them. So when you say, okay, that's your target, we want it on 138. [2:46:45, 2:47:05]: They're going to making the pitch that's out there. But they also have a trusted relationship and they can get indoors. That's tougher for myself or Kim or anybody else, Fred, anybody else out there, because they already have established relationships and a successful record with those retailers that we're looking for. They can also advise us with those that this community. [2:47:05, 2:47:07]: [10028.0, 10029.1]: Why you're not there yet? [2:47:09, 2:47:14]: Um what are those steps to go forward? And I think that's part of the feedback as well too that they can provide. [2:47:15, 2:47:17]: 'Cause they actually work with the clients that are the targets. [2:47:17, 2:47:24]: Well, I and so I appreciate your answers to that. Now the questions are about to get a little bit harder. [2:47:25, 2:47:26]: Okay. All right. [2:47:26, 2:47:28]: Just a little bit. [2:47:29, 2:47:37]: This is a collaboration effort and it looks like in our contract in the agreement it says that you have exclusive [2:47:38, 2:47:42]: Um oh clause number two, I believe. You have exclusive [2:47:45, 2:47:45]: Control. [2:47:46, 2:47:56]: And we also have a chair of a development authority here in the city. How will you collaborate with our chair here, our development authority citywide development authority? [2:47:57, 2:48:16]: If you are exclusive, explain to me what actually takes. What that clause is is to make sure we are the entity that holds retail strategies accountable that they are performing to the guidance of what our investors are looking for per this agreement. We're making sure the meetings are happening. So when the meetings are coming. [2:48:17, 2:48:37]: My communication and pretty much every time I think Mr. Gardner can attest goes through to City Manager's office, how he distributes and allocates that is that you know he's gonna direct that uh on that end. But that has been our established line of communication. That is what we're doing with Locust Grove, that is what we're gonna do with McDonough. [2:48:37, 2:48:38]: That is what we're gonna do with the county. [2:48:39, 2:48:41]: Hasn't McDonough approved this yet? [2:48:41, 2:48:52]: What's that? Has the city of McDonough approved this yet? The city of McDonough does have it on their agenda on the seventeenth. Uh the mayor has expressed um that uh she is in favor of the proposal. [2:48:52, 2:48:53]: Okay. [2:48:53, 2:48:56]: And in regards to [2:48:58, 2:49:18]: passing down information because we have a city development authority. My biggest concern is that at times we've had somewhat of a and it's pretty much public um strained relationships with the county. Although you are a separate entity, the development authority is a separate [2:49:18, 2:49:21]: How are we? [2:49:23, 2:49:43]: to determine, you know, we want a specific retail, how do you go about marketing to represent Stockbridge and we know that it's being fair. Where for instance, when um for instance there was an incident that we've received notice of down at the state of the county address. [2:49:43, 2:50:03]: Where we had some developers and some guests on behalf of our city, our city development authority. And one of the developers or someone mentioned that you approached them and stated that we're not, they're not the real entity. [2:50:03, 2:50:19]: that they don't have any authority, that they're not constitutional, that you're the constitutional. And basically that was one incident or the second incident where we've received information that [2:50:21, 2:50:22]: You [2:50:23, 2:50:31]: Evidently notified the regional marketing director who was gonna come down here and just simply brief and educate. [2:50:32, 2:50:49]: our economic develop our d downtown develop our development authority just just just to educate. And at some point they sent an email and canceled saying that apparently there's some strains between the city and the county authorities. [2:50:49, 2:50:56]: Now I can be transparent and say I was not necessarily for a development authority originally. [2:50:56, 2:50:58]: City wide because [2:50:59, 2:51:05]: My concern was that we would bump heads with the counties and that there would be conflicts. But there's also [2:51:07, 2:51:24]: And understanding the way I run things is once something's approved, whether I agree with it or disagree with it, if the vote goes through, then I support the best way I can. And my biggest concern, Mr. Finn, is the fact that [2:51:25, 2:51:27]: I was told that you approach these people. [2:51:27, 2:51:34]: And and if that is the case, how can I trust you to approach people on our behalf? [2:51:35, 2:51:38]: in the city for the city some at some other time. [2:51:39, 2:51:41]: When we are sh we should all be working together. [2:51:42, 2:51:45]: And it's it's actually a really big disappointment. [2:51:45, 2:51:53]: And I was privy to hear a little bit of discussion yesterday. And I know that Hampton voted that down. That's on them. I I get it. [2:51:54, 2:52:09]: But I'm also privy to hearing information such as maybe realtors coming out to people's homes and saying, Hey, if you D annex from this city or particularly, then we will buy your property. [2:52:10, 2:52:11]: And that it was sent. [2:52:12, 2:52:16]: I have I have issues to worry about whether or not [2:52:17, 2:52:26]: This will be in the best interest of the city or the county. So at some point we have to have a breaking point. We have to have a point where the county and the city [2:52:26, 2:52:35]: says we are one Henry and we're gonna do what's in the best interest of one Henry regardless. But I can't say that that's the case right now. [2:52:36, 2:52:40]: Not when I had to spite for lost dollars and stuff that I deserved. [2:52:41, 2:52:48]: not when I have to go through certain things and I get letter basically stating that [2:52:51, 2:52:58]: They declined attending a CDA board meeting due to an apparent strong rift between the city and the county. [2:53:01, 2:53:05]: that was stated not by our city. [2:53:05, 2:53:08]: Why development authority, but by you. [2:53:11, 2:53:16]: So how do I know you're gonna look out for my best interest if we have guests coming in town? [2:53:17, 2:53:21]: At a dinner in our house at Merrill Manders. [2:53:24, 2:53:25]: And you tell them [2:53:26, 2:53:28]: I'm the real deal, not them. [2:53:30, 2:53:30]: Mm-hmm. [2:53:31, 2:53:32]: That's a problem for me. [2:53:38, 2:53:44]: Okay. Well, I'll say this on a few matters. Number one [2:53:45, 2:53:48]: Yeah, we've been attacked by members of this council on social media. [2:53:49, 2:53:50]: I'll go there. [2:53:51, 2:53:53]: Did we complain publicly? No. [2:53:54, 2:53:55]: We did. [2:53:55, 2:53:56]: We continue to do our job. [2:53:57, 2:54:11]: Our job is countywide. We've disagreed with our county commission before. We've been here for Stockbridge before, over the years. We come in and help get y'all out of a mess years ago. And though we used our tools to make sure we got things back in line for you. [2:54:12, 2:54:12]: Number one. [2:54:13, 2:54:16]: Number two, we've brought businesses here. [2:54:17, 2:54:19]: We brought in Hegla recently in a few years. [2:54:20, 2:54:23]: But we co and we show up, we try support. [2:54:24, 2:54:39]: There's no acknowledgement of the work and I did not do that. That was my predecessor on that one. I was about to say that wasn't that you. That was that was your predecessor. Full full credit. Right. Full credit there. And we've continued to support them and encourage them to grow and expand. [2:54:39, 2:54:43]: We continue to do that to this day. We were just before this council in December. [2:54:45, 2:54:46]: I think it's December. [2:54:47, 2:54:50]: Maybe it was November. I've I've it's been a while. [2:54:50, 2:55:00]: But part of what when we recently had, I think our last time that we were together, our boards, uh the city council and our development authority board, you said you want higher tech jobs. [2:55:00, 2:55:03]: We came back, gave your staff feedback. [2:55:03, 2:55:11]: on that, things that needed to be done. We understood what your pain points were as well too and advised and gave you technical assistance on on that as well too. [2:55:12, 2:55:13]: So [2:55:13, 2:55:15]: With that being said. [2:55:15, 2:55:18]: I think we've delivered. If we did not want to partner. [2:55:20, 2:55:20]: Why are we here? [2:55:22, 2:55:38]: That's part of that. And I'll say, you know, as well too, I know that there's some in the Can you answer the question in regards to the incidents that took place recently? That didn't sound like a partnership. That sounded like a downer. And that's unfortunate because [2:55:39, 2:55:45]: Well here. I looked up to I looked up to you as being a team player. And I but to come to our [2:55:45, 2:55:49]: Uh to to come to our Merrill Manders. [2:55:49, 2:55:50]: And [2:55:51, 2:55:54]: There can council on our g tell our guest. [2:55:55, 2:56:03]: Councilman, I I mean about the place who can't on our behalf. I may if I may be a point of order. What's your point of order, sir? [2:56:04, 2:56:06]: My point of order is [2:56:06, 2:56:08]: We have something in front of us. [2:56:09, 2:56:16]: And if there's some personal feelings or stuff that need to be had out, that needs to be done behind closed doors. Thank you. [2:56:16, 2:56:20]: We have an agenda in front of us, and I said that before. [2:56:20, 2:56:22]: We need to stick to the agenda. [2:56:23, 2:56:43]: What he said, she said, and however it went down, deal with that behind closed doors, but I expect you, Mayor, to conduct a meeting pertaining to the agenda. I appreciate that. Mr mister Fan Finn f answered uh respond to the last commitment that you're going to do. Yes, I'll respond to this. Anyone can say anything at any time. I mean, you gotta prove in a burning. [2:56:43, 2:56:45]: Yeah, beyond the burden of proof, number one. [2:56:45, 2:56:49]: And I think also as well too, we are currently working [2:56:49, 2:56:54]: To try to bring the businesses in to the county there sites that are in Stockbridge. [2:56:55, 2:56:56]: I think [2:56:56, 2:56:57]: What we talked last week. [2:56:59, 2:57:01]: And we're trying to figure out a solution for one. [2:57:02, 2:57:04]: That'd be a big investment into this county. [2:57:04, 2:57:06]: Something that this council decided. [2:57:06, 2:57:08]: If there was that much animosity [2:57:09, 2:57:10]: And that much [2:57:11, 2:57:13]: Cutting the knees and whatnot. [2:57:13, 2:57:19]: We have stayed focused despite attacks left and right for years, even from some of our own county commissars. [2:57:20, 2:57:21]: Continuing to go forward. [2:57:22, 2:57:24]: Have stood up to help. [2:57:24, 2:57:27]: Пут а уніфет меседж і нас кані. [2:57:27, 2:57:30]: Showing that we're trying to work together, even though [2:57:30, 2:57:31]: There hasn't been. [2:57:32, 2:57:36]: And to the point as well too, when y'all were in a very [2:57:37, 2:57:38]: Tough splash negotiation. [2:57:39, 2:57:43]: That mayors and chairs group wanted to council the meet. We came together and said no. [2:57:44, 2:57:48]: We're gonna get focused on this issue, on this project,'cause it's what we all want. [2:57:49, 2:57:50]: We're carrying it forward us out there. [2:57:51, 2:57:56]: So there's accountability. Your city manager's gonna hold accountable'cause we don't want this to be a one year contract to gone. [2:57:57, 2:58:02]: We need a unified front because that's what the outside market wants to see. [2:58:02, 2:58:04]: And yeah. [2:58:04, 2:58:07]: Other things, personalities, et cetera, it's out there. [2:58:08, 2:58:10]: Yeah, as well too. [2:58:10, 2:58:11]: I mean there's some that [2:58:13, 2:58:14]: We'll get in a [2:58:15, 2:58:17]: We flat out disagree. [2:58:18, 2:58:32]: You know one of'em I'm talking about recently. We ended that discussion shaking hands. And we said to each I' and she addressed me on something personal. Please let me finish. We shook hands. I said, whenever. You wanna sit down, we'll sit down. Tell me when. [2:58:33, 2:58:34]: When that. [2:58:35, 2:58:38]: So I've delivered for this county personally. [2:58:39, 2:58:53]: We're gonna announce this week a billion dollars in the last 12 months in our FY investment. We don't care where it goes. It's where real estate determines where it goes. Y'all want a CID? We're about to approve approve the first CID. [2:58:53, 2:58:58]: in this county to go active. We partnered with the C Locust Grove. We did it in under a year. [2:58:59, 2:59:00]: Okay. Out there. [2:59:01, 2:59:15]: When Mr. Peterson was in the previous seat before Mr. Alliance, every time, hey, come tag along with me to this thing. Because I knew that was a target, certain areas. Or you need to go to this. I can't go. [2:59:15, 2:59:17]: This is your target market. [2:59:17, 2:59:20]: Even when stuff was flying at us. [2:59:20, 2:59:24]: Left and right. And we got we got screenshots, we got print. [2:59:25, 2:59:27]: We know about other things that have been said. [2:59:28, 2:59:29]: They haven't been out there. [2:59:30, 2:59:33]: Yeah, we we're the ones that said [2:59:34, 2:59:39]: You know, when there was an unfortunate situation, we try to make the best of it between our entities. [2:59:40, 2:59:43]: We said, let's get it here and part of the sales pitch to get approval. [2:59:43, 2:59:47]: was we at least get something going on Jodico interchange. [2:59:48, 2:59:50]: With two hundred jobs and daytime traffic. [2:59:51, 2:59:53]: I am constantly [2:59:53, 2:59:56]: Yeah, with the city administrator and communications. [2:59:57, 2:59:58]: How can we help? [2:59:58, 3:00:00]: And he's asked for some help on some things. [3:00:01, 3:00:03]: Are they publicly sexy? No. [3:00:04, 3:00:08]: But I'll pick up the phone and call if I've got the contact. Say here's who you need to call. [3:00:09, 3:00:10]: They're expecting your call. [3:00:12, 3:00:15]: So y'all are our responsibility as well. [3:00:16, 3:00:22]: And we don't I think our authority for years has proven [3:00:23, 3:00:24]: District lines don't matter. [3:00:25, 3:00:34]: Municipal, unincorporated, that's just really a zoning and services issue. Our job, keeping in the county. [3:00:34, 3:00:38]: And make it happen, and we have delivered on that promise continuously. [3:00:39, 3:00:45]: And I'm there. And you and I've had some long talks before. And any time these comes up, you've got my number. [3:00:46, 3:00:46]: Um [3:00:47, 3:00:49]: You know I'm not afraid to talk to you. Right. [3:00:49, 3:00:53]: So I agree with Councilman Blitz. Some things [3:00:53, 3:00:56]: There need to be some there probably needs to be some sit downs. [3:00:56, 3:00:58]: Okay. Here in the near future. [3:00:59, 3:01:02]: Ба філсо десь на оpportunity. [3:01:02, 3:01:03]: We feel. [3:01:04, 3:01:06]: This is an opportunity to show the outside market. [3:01:08, 3:01:11]: There's some uniformity here trying to work together. [3:01:11, 3:01:16]: And we're also not trying to butt heads with each other. That's the other great thing that we want this because we don't want [3:01:17, 3:01:22]: Locust grove, stockbridge, mc you know, we don't want our jurisdictions running into each other. [3:01:22, 3:01:26]: And causing each other harm when it comes to retail. We all want it. [3:01:27, 3:01:28]: We really all want it. [3:01:29, 3:01:30]: And there's different things that are wanted. [3:01:31, 3:01:32]: But [3:01:33, 3:01:39]: Yeah, part of what's helping bridges is the success of South Point, Henrytown Center, and around Tanger. [3:01:39, 3:01:51]: If they do well, people are looking for the next opportunity. That's in there. There's available land. And we're the ones that push it. And there's successes. Um, we're gonna wait for the company to say it. [3:01:52, 3:01:53]: But we're involved. [3:01:54, 3:01:55]: Early on in that. [3:01:56, 3:01:58]: I have a former board member who can test to it. [3:01:59, 3:02:00]: You know, that we assisted. [3:02:00, 3:02:01]: With that retailer. [3:02:02, 3:02:07]: Just making the case. And our statement to them, we don't care where you go, as long as you go within the boundaries of this county. [3:02:08, 3:02:09]: We don't care. [3:02:10, 3:02:11]: Just locate. [3:02:11, 3:02:14]: But how can we convince you that this is the spy? [3:02:14, 3:02:21]: That's what we've done. We continue to do it. And the results are in our record and will continue to be. [3:02:23, 3:02:42]: Uh any further questions from the council? Yes. Let me just say this. There's a trust issue here and it's deep. And that's kind of what the real issue is, is that you know, we talk about a lot of numbers. You say there was a billion dollars in development. How much of that billion dollars came to stock breed? End of that, probably about [3:02:45, 3:03:05]: I gotta go back and look. There were about two of two of the this year, right? Physical year. FY. Physical year. Our physical year. We report a fiscal year. We report a calendar year. Right. So two of those uh were expansions, uh, one of them is now in this city. Uh that came wasn't in the city originally. [3:03:05, 3:03:25]: So an extent and if you yeah and it again, but it's also too where is available space. Right. Where is available space? Y'all don't have a lot of available space uh that's out there. Your vacancy for larger employers is very small. [3:03:25, 3:03:25]: Any. [3:03:26, 3:03:33]: uh that's out there. So you're basically a full market uh right now minus the Candler Road building. [3:03:33, 3:03:35]: Which I know has been a headache. [3:03:35, 3:03:48]: uh for everybody. But one of the first things when that was coming down there, I don't know if you remember our conversation, uh right after it, hey, if you're stuck with it, we can help get a manufacturer in there so it's less impact. [3:03:48, 3:03:53]: to the area versus distribution centers, which is targeted and we've got a very good success record on that. [3:03:55, 3:03:59]: So we have done things in the past has been when there's availability as well. [3:04:00, 3:04:10]: Okay. And some of the bigger economic development, are you are are you related are you in any way involved in the development, the medical complex coming on North Park Trail? [3:04:11, 3:04:31]: Are they involved in that, Mr. Gardner? We're not directly involved in that. So mostly what we do in medical, we work very closely with Piedmont Henry leadership. And part of what we do as we bring in jobs, they bring in paid insurance. And the medical professions are looking for paid insurance. [3:04:31, 3:04:51]: Market share that's in there. And we have a tremendous growth record showing that. And they look at us as a collaborate, all of us as a countywide market, and actually regional market too, with some of the neighboring counties as well. So in those types of instances, we're more given the market case, not necessarily where [3:04:51, 3:05:11]: Where the real estate they pick that's in there. If they ask for us, we'll give them what's available, connect them with their uh the buildings representatives as necessary. Okay, so again. But we have been instrumental in all this expansion in Piedmont Henry. We were involved in um what's the rehab is? [3:05:11, 3:05:16]: I still wanna call it Health South. [3:05:17, 3:05:19]: Down on um Patrick Henry. [3:05:20, 3:05:31]: Encompass. Encompass, thank you. Yep. We were heavily involved in that, advocating on the C O N for that, uh in partnership with the hospital authority and uh entities who wanted that. [3:05:31, 3:05:40]: Fortunately that's not in the city. But of course that's very close to the city. Maybe one day it might be. [3:05:40, 3:06:00]: So hopefully maybe one day it may actually be there. So, you know, the only other the other concern that I have is the we know we're we're politicians in a political dynamic. You know, we just came through a situation where we got all these entities working together and understanding what we're doing is [3:06:00, 3:06:03]: I'm sorry, my microphone was off. What we're doing is actually working. [3:06:03, 3:06:08]: You know, w we have a disagreement in this county about density. [3:06:08, 3:06:28]: The only reason we were able to attract what we've been able to attract is because of the density that we've placed on Jodico and this density that we just approved tonight. And with the other developments that are coming. We just had uh a moratorium on that type of development that really kind of stifled countywide development. [3:06:28, 3:06:48]: So it really kind of put us in a position of, you know, when we're going to the table and we're trying to put present one picture of what we want in Henry County, and we got commissioners down in Locals Grove that don't want any high density at all. And then we got this part over here that does want high density. [3:06:48, 3:07:08]: Density, uh, or we do want density because we understand in order to get Whole Foods, in order to get these substantial upscale developers, you gotta have density in that. But we have a political dynamic where we're butting heads with uh, you know, the elected because [3:07:08, 3:07:28]: They're in a position where they're not really that supportive of the d the type of development we believe that's going to bring the substantial retail that we want here. So it is there's certain amounts of this that are under your control, but there's some that are not under your control. [3:07:28, 3:07:32]: And that is our big my biggest concern is is that [3:07:37, 3:07:46]: your bosses, which technically are I guess are your separate entity, but at the same time they appoint your members. And we've seen members [3:07:47, 3:07:50]: removed from the board politically. [3:07:50, 3:08:07]: uh at different states of time because the commissioner decided they wanted somebody else. And that dynamic cannot be ignored. And we do have our own citywide development authority here now. So what would their role be in um this proposal? [3:08:08, 3:08:22]: So this proposal is bringing the firm in to work for us, identify targets with the jurisdictions, and go out recruit collectively. That is in that. How that [3:08:22, 3:08:28]: their interaction with the city to identify the targets based on that, that is a [3:08:28, 3:08:31]: to see manager and counsel [3:08:31, 3:08:32]: with an internal [3:08:32, 3:08:49]: goals that are in there. Our job is to make sure that they are communicating on a regular basis with the city manager and as that is established and evolves in that part. So that's where um that communication and goals go and lie. [3:08:50, 3:09:00]: Okay as to your as to your other statement, I do want to address that as well too. Um we have a lot of independence, but our goals [3:09:01, 3:09:05]: And our board has been very adamant that we have a county wide mission. [3:09:06, 3:09:08]: Um you have two city residents on our board. [3:09:09, 3:09:13]: One is the chairman of the board. He also chairs the your public facilities authority board. [3:09:15, 3:09:21]: That's out there. So there are folks who want on our board who want this to happen [3:09:21, 3:09:24]: To work collectively in that regard. [3:09:25, 3:09:34]: that's in there. The planning and zoning decisions are made by the jurisdictions. That is giving us guidance on when opportunities come, where can we put them? [3:09:35, 3:09:46]: That is all that is. If some areas want density, some don't, that's fine. We respect that um wish that's in there that identifies targets and where we can place them. [3:09:47, 3:09:51]: to that, you know, and and to the point. Sometimes there's opportunities that are out there. [3:09:52, 3:09:54]: That the Zernin maybe [3:09:54, 3:09:55]: Not there yet. [3:09:56, 3:10:12]: So we go to the manager and ask and have a discussion with staff initially, is this something that your leadership would want to entertain or not in that regard? We do a lot of things behind the scenes. [3:10:12, 3:10:13]: Um and that's [3:10:14, 3:10:34]: How economic development is done by the pros that's in there. But we have been very respectful to those planning zoning decisions and those targets that are out there. As one municipality added industrial, they asked for go and get as much manufacturing as you can because we're about our [3:10:34, 3:10:36]: tax base and we've been very successful in that. [3:10:37, 3:10:39]: In honor that wish of the city of Locust Grove. [3:10:39, 3:10:43]: But they also too recognize the benefits of this. [3:10:44, 3:10:49]: that the seventy five corridor altogether, if it's a strong corridor from top to bottom. [3:10:49, 3:10:51]: And doing well, everybody's gonna win. [3:10:52, 3:10:56]: And the sales tax pot is very important to all jurisdictions. [3:10:56, 3:10:58]: They're out there. So this is growing it. [3:10:58, 3:11:03]: And for a minimal investment of ten thousand dollars in change in the first year. [3:11:04, 3:11:07]: just one successful retailer coming in with sales tax. [3:11:07, 3:11:19]: collections coming in, the ROI is tremendous. Um potential that is out there. But this helps us, gives us an extra voice that's out there, and you're getting it at one eighth of the cost. [3:11:20, 3:11:26]: Will our board member the the would your chair be involved? [3:11:28, 3:11:30]: So uh Irv. [3:11:31, 3:11:32]: He's coming to that point now. [3:11:39, 3:11:40]: Earth Cold Pepper. [3:11:40, 3:11:46]: Chair of the development authority and the public facilities authority. Yes, sir. Um yes, it is [3:11:47, 3:11:51]: А май комитмент о бор то іншо. [3:11:51, 3:12:03]: That everyone in the county is treated fairly and that we will work collaboratively with whoever you designate. We have been working with Fred. [3:12:03, 3:12:07]: Uh and he is essentially the point on this project. [3:12:07, 3:12:13]: But uh it's our intent to work collaboratively with everyone, all the cities. [3:12:15, 3:12:23]: So I live in Stockbridge, by the way. Certainly. So would each city have a representative um [3:12:25, 3:12:45]: Potentially. I know um uh maybe our city wide chair or someone um from each city would have some representation. I don't think um I'm I'm jumping the gun maybe here, but I'm thinking our city manager would be the representative point guy. I don't think. Yes, council member, it it'll be between me and Kim Alons. [3:12:45, 3:12:50]: Kim Alan Serve is our economic development director and by de facto he's also our economic uh [3:12:51, 3:13:10]: person for the citywide development authority and the the downtown development authority. So whatever information comes to me goes to him or I designate him as that person because I've got so much other stuff to do. The issue is who's sitting in that room when the decisions and the communications are being made [3:13:10, 3:13:12]: To this entity. [3:13:13, 3:13:15]: It'll be me and Kim. [3:13:16, 3:13:27]: I'm saying you're getting the information from the development authority. Who's in the room having the meeting to initially besides Mr. Um Josh? [3:13:31, 3:13:51]: So part of what this proposal does, again, it it outsources this to retail strategies. There's an individual by the name of Mill Graves, who will be the point of contact on that. Mill has worked in the state of Georgia for well over a decade. Um and actually even ran one of the statewide utility economic development shops. [3:13:51, 3:13:56]: uh for three years. Uh so he has a tremendous background and record. So he will be [3:13:56, 3:13:59]: Executing the plan. Part of what you are buying into [3:14:00, 3:14:20]: in what is the stop bridge portion, he will be communic basically once the introduction is made, he already knows uh Mr. Gardner. Um that kind of may may may I finish please? Yeah. So it will go to Mr. Gardner initially. And part of as this is developed because there is a [3:14:19, 3:14:39]: A legislative action and a financial action, that's where the managers have been heavy in that regard because that is what the mayor the leaderships of the uh agencies who got together to propose this agreed on as well too, uh in that. So as this is going, that is designated. He [3:14:39, 3:14:47]: Mr. Gardner designates Mr. Alliance to take point on that. That is the communication there between him and the consultant. [3:14:47, 3:15:07]: My job will be making sure that the consultant is communicating with Mr. Alance on that, or Mr. Young, or whoever he designates in Locust Grove, or um Steve's license, Mr. Morgan right now, and McDonough in his point, um, or whoever he designates. Uh [3:15:07, 3:15:21]: in that role. So that's how we'll be directly with the cities. They would be communicating directly with the city staff uh as that is uh designated by their manager. And that manager is probably gonna be getting count guidance from his council. [3:15:22, 3:15:23]: On that direction. [3:15:23, 3:15:43]: So our role is mainly just to make sure that the contract is being held up, that the information and communication is going, uh, that the targets are identified and the contract in progress is being executed. Uh we will probably be the designee for the unincorporated portion, probably locust grove as well too. [3:15:43, 3:16:03]: And we're not sure on McDonough yet which way they want to go with it as well. We're happy to do what we need to do on our end to make that happen. But our primary role is to make sure that this is enforced and that what is in the contract is being met. But it's also gathering, getting feedback from the participants as well. [3:16:03, 3:16:14]: well too that they're um satisfied with this um so that we can continue to move forward and if we're not satisfied with it we won't move forward uh in that. [3:16:16, 3:16:17]: Yeah, a question from the council. [3:16:19, 3:16:23]: We're good. All right, so if no other questions I need a motion to accept this proposal. [3:16:26, 3:16:28]: So move was Mr. Blount, okay, is there a second? [3:16:30, 3:16:32]: Ms. Barber Secondett, all in favor, please indicate. [3:16:33, 3:16:34]: Favorite motion. [3:16:35, 3:16:39]: Okay, three you uh you you good, Mr. Thomas? [3:16:39, 3:16:39]: Well [3:16:42, 3:16:47]: Let me say this. Go ahead. [3:16:48, 3:16:49]: That I have is [3:16:51, 3:16:53]: The lingering [3:16:54, 3:17:00]: resentment, I guess if you will. And and I I I started to motion that we [3:17:01, 3:17:05]: Yes. Some of this could be sort of worked out and I don't know [3:17:07, 3:17:27]: If it would work out, you know, and I don't know. Uh, but I feel that there's something that's gonna prevent us from having that kind of relationship that we're all trying to go in the right direction for the city of Doug Breed and for the county. So that's why I'm just [3:17:26, 3:17:29]: a little reducing about [3:17:29, 3:17:31]: Go on for because I I just take it. [3:17:32, 3:17:52]: conversation still need to have and I I'm gonna agree with maybe not in a public forum like this but I think something just something needs to happen a better understanding because I was just reading here uh the scope of service um I received retail recruitment and and I have some [3:17:52, 3:18:12]: question but I just feel like now you answer those questions because it just seemed like that's something else that's gonna prevent us from even even going to to that point for trying to discuss and agree with what we have here on paper. And it's it's a little um [3:18:12, 3:18:21]: help the skeleton will. I don't know if if anybody on this council, even you all, feel the same way that we need to maybe [3:18:22, 3:18:28]: prefer and maybe sort of talk a little bit more, make sure we got a better understanding. I I I don't know. [3:18:28, 3:18:48]: Uh if I can I'll be happy to address that. So again, this is something that these entities feel that is an agreement that can work uh at least from a staff level of the managers uh and the heads of the governing bodies. [3:18:48, 3:18:52]: [11932.8, 11934.5]: Number one. Number two. [3:18:54, 3:19:14]: I feel very confident that the line of communication between myself and the city manager is very good in that. I think we have a good working relationship. There are some items that, you know, the council and our board or the council and the commission may have disagreements that has not stopped us one bit from communicating. [3:19:14, 3:19:20]: out there and having that communication in there. Everything that I've committed to Mr. Gardner since he's been here, I have done. [3:19:22, 3:19:35]: I'll I'm leaning on him a little bit, you know, on that if he wants to um disagree with me on that end. Um but we have done everything that we have said we're gonna do. This again [3:19:35, 3:19:39]: is us buying in collectively as a s you know, think of it a little bit as a co op. [3:19:40, 3:19:53]: uh in that. But in the contract it says that they have to communicate, you know, with the city staff. They have to get that feedback, identify the targets, bring that data in, and then go hunt those targets. Our role to that is making sure that they're doing that. [3:19:54, 3:20:05]: Well well let me just ask um my counsel mate, just based on my statement, and I don't want us to prolong because I know we've been here long enough, even on this subject itself, but [3:20:06, 3:20:26]: What is what is what is the feeling? Yeah. And I'm just I know let me let me ask let me ask it this way. I know Mr. Blount made the motion, but I'm sorta looking further down just to see because something like this, it should be unanimous, I think. I agree. [3:20:26, 3:20:34]: And then this is sort of what I'm feeling. And I don't want to really say no. I don't want to say yes, and I don't want to abstain. So [3:20:35, 3:20:36]: Um [3:20:36, 3:20:40]: Originally when this came to me, I thought this was good. [3:20:41, 3:20:52]: And then a lot of the other stuff came to me that I didn't really know about and and it did disturb me to be honest with you. And I'm not saying it's true or false. [3:20:52, 3:20:56]: But just the fact that it persists and it's there. [3:20:57, 3:20:58]: I just don't know. [3:20:58, 3:21:02]: And I I hear you, you know, you and Mr. Garden have a working relationship, but [3:21:02, 3:21:05]: But I still wanna feel that this council [3:21:05, 3:21:25]: is is in this as well as, you know, the other cities. And I don't and I'm not getting that from my councilmates, just to be honest with you. So but I see s some folk down on the end wanna respond to that. St stand by that. So I'd like to hear from I'm sorry. Let's we'll we'll head that way. Mr Blount, go ahead. I'm sorry. Mr Um one of the things that that we as a council need to s to [3:21:25, 3:21:30]: [12090.8, 12101.0]: What's the benefits is that gonna bring to the city? Personal feelings and personal uh all of this stuff, do that behind closed doors. Shake hands, hug, go out and get a cup of coffee. [3:21:42, 3:21:50]: But this right here, if it's gonna benefit the city and see all of this I I I'm just a realist and I'm just straightforward. That's who I am. [3:21:51, 3:21:56]: But when we keep talking about we need a unanimous decision, we just started a police department off of three votes. [3:21:57, 3:22:02]: So we're gonna pick and choose what's unanimous, what's not? We either move something forward or we don't. [3:22:03, 3:22:15]: I asked our city manager, what's the downsides? There's no downsides to this. And if you communicate with our city manager and you're not doing what you're supposed to do, he communicates with us and we're through with it. [3:22:15, 3:22:17]: No harm, no foul. [3:22:17, 3:22:25]: But if it works, what are the benefits to this? This council just approved a strategic plan. We got a TAD in place. [3:22:26, 3:22:38]: We got a development plan in place. We got all this stuff in place and now you're saying you're gonna add more to it. What is there to decide? We got all the tools we need to develop this city. [3:22:39, 3:22:43]: It's not about three votes. It's about whether we're gonna pass it or not. [3:22:44, 3:23:04]: All right. Let me continue on. Anything further? Yeah, let me just say this. There's a trust problem, and that trust problem needs to be overcome. So I'm I'm kind of in agreement with Councilman Thomas to continue the discussions. I don't want the program to be voted down because I think that's what we headed to tonight, because we don't have the votes for it. So I would [3:23:04, 3:23:09]: like to say that we table it and then continue the conversation. [3:23:09, 3:23:29]: To continue the conversation to resolve some of the behind the scenes issues, to understand how the city uh representation is going to be uh at the table when these meetings do occur with this entity, how it's going to move forward, and honestly, how our [3:23:29, 3:23:49]: Our develop our own development authority is going to be involved. In my eyes, they need to be involved. We selected them to represent the city and our interests. They need to be involved in some capacity for my support. So that's kind of where I am. [3:23:49, 3:24:09]: on this and and honestly they need to be involved in every deal that we do. So this is the initial deal, if it does go through, that we would agree that this partnership would work with you and our development authority and that's how it would work place going forward. It would not go forward. [3:24:09, 3:24:19]: with you coming to us making a recommendation, excluding our development authority. Every deal that goes forward now would include the development authority for the city. [3:24:20, 3:24:32]: What's the timeline on this? If we I'm sorry, I I'm real quick, Council uh uh Mayor. Um Councilmember Alexander, I I think when I opened up the first thing I said is what what is utilized here is gonna be utilized for through our development authority. [3:24:33, 3:24:33]: Um [3:24:34, 3:24:38]: Whether it's the D DA or or the or the city wide development authority. [3:24:38, 3:24:43]: That information is gonna be shared because we're the staff people between Kim and myself. [3:24:44, 3:24:53]: And so whatever we need to do to utilize our development authority, we're d we're we're to stop people for for that. What I'm saying is I want them in the room with you. [3:24:54, 3:24:55]: Yes sir. [3:24:55, 3:25:00]: Not not that you bring the information to them. I want them in the room too. [3:25:01, 3:25:21]: I this relationship is so fractured that I don't trust you. I'm sorry, I don't. And that's what my problem is with the development authority. I don't trust you. And uh we've had a lot of issues to come forward in the past pre pre before you and before Mr. Marshall, where I I personally had to go to Charlie Marshall. [3:25:21, 3:25:41]: Mosley, because there was not one stockbridge property listed on any development authority document. And that was in 2015, 2016. Nothing. That's how Hegler got approved. Because originally Hegler wasn't even listed on anything that the development authority had to do with. That was no accident. And for me to be made [3:25:41, 3:25:46]: comfortable on that and to get my vote, I need to make sure that I got somebody [3:25:47, 3:26:07]: In that room, in our development authority, in addition to you, Mr. Gardner, to sit at the table to make sure that our people are included. Because this is the first deal. There's gonna be more deals to come behind this. There's gonna be more deals to come behind this. And this needs to be the template on how you work with our. [3:26:07, 3:26:27]: Development authority every time. Not just this one time, every time. And any other deal that comes through us works with the two boards will work together in order to do that, uh, in order to move these deals forward. So I'm not saying that I'm against it, but I want to look at the details and in the interim of [3:26:27, 3:26:38]: if we can sit down and get the details right, we can bring this back if we table it tonight and then have the details be put in place on how the relationship is going to work going forward. [3:26:38, 3:26:58]: So my question is if if it's tabled, what's the timeline that you need? I know that uh local schools already approved this. The the Madonna I guess is meeting next week. So what what's the timeline? I forgot about the what what does that look like? The uh county has it on their August, their first August meeting um for approval uh and [3:26:58, 3:27:18]: They have indicated to us that uh they are gonna go forward uh with that. August what's what's the date? Uh first Tuesday in August on my calendar in front of me. I apologize. So we we have our meeting on first Monday. We have a work session later on this month and and we have a meeting on Monday, the first Monday in the month. So maybe we meet twice before they meet again. [3:27:18, 3:27:27]: And so there is an opportunity then to have some additional conversations that's the case, if that's viable. And I and again, let me go back and say this one more time. [3:27:28, 3:27:32]: This contract, what it does in this agreement, we are the [3:27:32, 3:27:37]: facilitator of the co op to the consultant. They come to the city. [3:27:40, 3:28:00]: He directs the city portion of it, how it goes, y'all make that decision. So our role is just more to collective to be the enforcer of the contract, making sure that what is in the contract is getting done. Uh in that. The city will decide what its targets are, where they want to go, and process the information as they come back. [3:28:00, 3:28:19]: and make their own decisions. Their reports and the environments in the document, those reports go to the city's representatives directly. Right. And obviously Fred can have wet in the room, whoever you designate, he designates. Right. So that's where that discussion is. It's not the overall discussion. The overall discussion is [3:28:19, 3:28:28]: Is the four in it or the five entities that are in this? Are they happy with the progress that is going? Because once this is approved. [3:28:28, 3:28:31]: We go. And then that's when it's enacted in there. [3:28:32, 3:28:35]: And then that's when they come to you guys, we're just enforcing the contract. [3:28:36, 3:28:39]: Mm in that regard. So I wanna make that very clear on that part. [3:28:40, 3:29:00]: Yes, ma'am, go ahead. Councilman Thomas to answer your question. I'm great with that. I think uh I agree. If we could just get some time to kind of iron out some issues that I've been privy to as well, and uh current that's why I address them. Um, one of my biggest concerns is what if, you know, yes. [3:29:00, 3:29:12]: Yes, let's say we agree with this program, but there just happens to be a development of some sort that just goes directly to our city development. Will they have to try to [3:29:17, 3:29:22]: worry about someone trying to tarnish that because it came to them and not directly through [3:29:23, 3:29:37]: You so I would I would I would I would say this. This this what this does again. What this does. So I we probably need to iron those things out is all all I'm saying. And I and I would like to talk to you about that. I'll be more than happy to do it tomorrow. [3:29:38, 3:29:38]: Um [3:29:39, 3:29:46]: If you are available, but I I do have some concerns, and I think that once we iron out those concerns. [3:29:47, 3:29:55]: Um, Miss Culpepper and and Mr. Uh Marshall, if we can all get together and iron those out, I think we'll be okay. [3:29:56, 3:29:58]: Can be tomorrow. I can be you need to respond to that, sir. [3:30:03, 3:30:18]: Yeah, I've I agree with what Councilman Blut said on some things and I'm holding to that, uh, in that regard. But again, with this proposal as it is, um, to go forward, again, it goes back to [3:30:20, 3:30:27]: We are just collaborating the money. We're taking the line share of the fee as well too. Y'all are coming in at a very paying [3:30:28, 3:30:29]: Yes. [3:30:29, 3:30:47]: Majority of that. We uh uh It's not about the money ten thousand dollars it's not about Councilman, you're interrupting me. You're interrupting me, I've not interrupted you, sir. Okay. So but um you know with that being said, we do not have to do this. We wanted to do this. [3:30:49, 3:30:52]: We wanted to do this. We feel it's that important. [3:30:52, 3:30:53]: That's in there. [3:30:54, 3:30:55]: Retail [3:30:56, 3:31:06]: As far as tax abatements, those types of things, there's less than one percent of development authority deals in this state that are tied to retail. [3:31:08, 3:31:13]: It is it is minor just because they don't meet certain thresholds to justify everything else is [3:31:13, 3:31:27]: We've been trying to be responsive to the human cry that we've heard for ri uh retail. Why don't we have this kind of retail or that kind of retail? So we put together a group that ex experienced [3:31:27, 3:31:38]: in developing those facts so they can disseminate, find out from the cities what the facts are, disseminate to you what the opportunities are. That's really all we're trying to do here. [3:31:38, 3:31:55]: I think it's a great idea. I'm not knocking the idea. I love the idea. We're not in the middle of this actually. It's gonna go directly to the city portion. I I love Mr. Culpepper. I love this idea. Thank you guys for coming up with it. I do. [3:31:55, 3:32:02]: I'm I again, I have concerns based off of what we've re information that we've received. [3:32:02, 3:32:04]: And that that bothers me. [3:32:05, 3:32:07]: That's all. All right. Mr. Thomas, please. [3:32:07, 3:32:08]: Um [3:32:09, 3:32:13]: And this this is my last statement on it. And I and I just wanna say this. Um [3:32:14, 3:32:15]: Mr. Finn, uh [3:32:16, 3:32:36]: You know, I I think I have a great relationship with you. I don't it's I don't know of anything that I can say negative about you. I and you know when we see each other, I mean my vibration is good. My it's spiritual that I receive from you is good. Uh Mr. Cole Pepper, I you know, I I know of you. We don't really have [3:32:36, 3:32:50]: a good relationship as far as working together. Uh Mr. Marshall, same thing. I've known him for a while and and I get good vibration and good spirits from him. And and and I I think uh [3:32:50, 3:33:10]: the makeup of this. I I think is really good. And and actually I was prepared to vote yes uh when this was approached to me. And I thought it was good and I still think it's good potentially. But what I don't want to happen and I don't I'm not saying this is going to happen, Mr. Finn, but but I d I don't want anyone, I don't want you or anyone [3:33:10, 3:33:11]: Mm. [3:33:11, 3:33:31]: uh on the board to have any kind of lingering resentment against the city because of and I you I know you mentioned that you've been bashed by some council member but I don't want that to to to to reside in your spirit and when there's a opportunity [3:33:31, 3:33:51]: opportunity whether say it may go to Starkbridge or McDonough, then it goes to McDonough just because of that lingering spirit that you may have. But but I just want to say you and I I get good you know spiritual vibration. I was just a little disappointed that this information [3:33:51, 3:34:11]: came to me because I hadn't heard that before and it really disturbed me. And then even tonight, some of the conversation, and it just it just, you know, just disturbed my spirit. And I just wish that we could sort of just do this. And, you know, Henry County and Stockbridge and all these cities, you know, we [3:34:11, 3:34:23]: We can go out there because Mr. Gardner knows all of the retail help and you know all of this stuff that's been mentioned that we want to come to Stybreed, any help that we can get. [3:34:23, 3:34:43]: To help us to bring these things to Stockbridge, I that's I'm in favor of that. But I do respect everybody's opinion. And that's where some of us get a little conflict. We all are elected, we all have an opinion, and I respect everybody's opinion. [3:34:43, 3:34:51]: Because I'm gonna stick strong to mine in the way I feel. And I don't, you know, another person's opinion, I respect that. [3:34:52, 3:34:53]: But at some point in time he [3:34:54, 3:35:14]: We have to go forward about what's best for the city of Starting. And that's what I try to do. What's best for the city of Startmore? Not my personal feeling about somebody or what somebody else said'cause I know how the he say and the she say and by the time it come full circle it's a whole different story. [3:35:14, 3:35:17]: So I don't really buy into that, but I just hate that we're sort of here. [3:35:18, 3:35:18]: No. [3:35:19, 3:35:20]: And I don't know. [3:35:21, 3:35:23]: You know, should we sort of [3:35:24, 3:35:26]: Take a fall back. [3:35:26, 3:35:43]: breathe a little bit, discuss it a little bit more and sort of come back. But I like this and I wanna vote for it, but I just sort of feel that we just need to come back to the table and just sort of just talk and make sure that everybody's good and that we can sort of just go forward. But now [3:35:44, 3:36:00]: I know we got a motion. I think we have a second. And I I saw Mrs. Barber's hand. She's the only one that has to be. No problem. I'm gonna yield. Ms. Barber, you have any comments you wanna make at all? All right, fine. So the the motion was made by you, Mr. Blount. [3:36:00, 3:36:01]: There was a second. [3:36:02, 3:36:03]: Yeah, was there a second? [3:36:06, 3:36:16]: There was the first and the second. Okay. And a motion was on too is to accept this proposal. So the motion still stands. Okay. Motion been made second. All in favor of the motion, please indicate. [3:36:18, 3:36:19]: Our polls. [3:36:20, 3:36:21]: I abstain. [3:36:21, 3:36:24]: I I was almost staying. And I abstained because [3:36:25, 3:36:25]: Okay. [3:36:26, 3:36:32]: I agree with Councilman Thomas and I do have some concerns. I just want those ironed out. [3:36:32, 3:36:52]: Okay, so what okay, so it's two uh dash uh two zero three. Yes obviously the motion fails. I'll make a substitute motion. Okay, what's your substitute motion? My substitute motion is to do exactly what we've been discussing. We want this to pass five to zero. We're gonna continue the discussions with both boards and we're gonna [3:36:52, 3:37:12]: iron out the details and you can bring it b and it'll come back to us. Uh how much time do we need? Uh thirty days maybe? No. Yes sir. If I may, uh Councilman Alexander, I just recommend we we bring it back at the next session. At the next session? I don't want to I don't want to prolong. I just want to know how long it's gonna take to do that. But [3:37:12, 3:37:32]: Okay. Well we'll bring it back at the uh next meeting. Right. Where we work out the details to see how it's gonna be laid out. Well I I I w i I have some questions and some concerns that I just don't wanna I don't wanna speak it now. Right. We're gonna table it to the next meeting. We'll table it to the next meeting. It's twenty five July. Got my cell phone number at any time. [3:37:32, 3:37:41]: Yes, uh let me let me get that. I will. Twenty five twenty five July is our coun next council meeting. Uh my motion is to table it to the next meeting our work session. [3:37:43, 3:37:54]: Okay. I have a comment. Which is twenty five of July. And we got okay next meeting twenty five. The motion has been made by Mr. Allison Sega m by uh Miss Gantt. All in favor, please. I have a comment. I'm sorry, what's your comment, sir? [3:37:54, 3:37:55]: My comment is this. [3:37:56, 3:37:58]: We'll bring you back at the next meeting. [3:37:59, 3:38:01]: Hopefully everybody smiled at each other. [3:38:01, 3:38:03]: Hopefully everybody shake hands. [3:38:03, 3:38:06]: That still doesn't say you're gonna do what you're supposed to do. [3:38:08, 3:38:18]: Only thing that says you're gonna do what you're supposed to do is voting you in and to see what type of work you do. These are all formalities. All of this, we need five votes, we need this and that. [3:38:19, 3:38:21]: And we could we could bring you back in a month. [3:38:22, 3:38:29]: Sit you down, have coffee. Everybody say we love each other. That still doesn't determine you're gonna do what you're gonna do. [3:38:30, 3:38:35]: Those are the kind of games I don't play with the citizens, nor do I play on this council. [3:38:35, 3:38:41]: All right, anyway. [3:38:41, 3:38:42]: We're gonna [3:38:44, 3:39:04]: So that the details are being put in place so there's no ambiguity to where we're going to and to how we're going to get there. And there's no doubt that there's been some issues in the past. Hopefully we can put all of those issues to bed where we have all of us get in one room. [3:39:04, 3:39:24]: Talk about how we're gonna move forward and then actually do that. I don't just want to talk about it. I want to put it in writing so that everybody understands what their role is. And nobody is confused because you know we have seen in this city things go to McDonough, things go everywhere. [3:39:24, 3:39:44]: Everywhere else but us. We're trying to determine to do that. You can tell us, but you gotta show me that these developments are gonna come to this city, and I want my representative in the room at every opportunity. And I'm gonna insist upon that. So in the next couple of weeks, where we sit down and talk and have these meetings, and we come back. [3:39:44, 3:39:57]: And hopefully have a unanimous consent, then we want to have that spelled out. Hopefully you're agreeable to that and that once and for all, this will never be tolerated again where the city is disparaged in any way. [3:39:58, 3:40:02]: By anyone at the development authority. [3:40:03, 3:40:23]: I I certainly do understand that. But the client don't need to have somebody whispering negative thoughts in their ear, and that's unacceptable. We want to make sure that is put into the contract too. Clients pick the property. Yes, I'm very aware. All right, so we table this to for our next meeting with twenty five. [3:40:23, 3:40:35]: uh July and uh do we vote tomorrow but Thursday or Friday there's no vote yet all right the mo motions been made to table this all in favor of the motion please indicate [3:40:35, 3:40:47]: Close. Four. Four and and uh so promotion passed. Four uh four zero zero. And so we will table we'll have this at our next uh meeting which is twenty five July. Thank you. And um let's see here. Oh, and by the way, I uh on a person more personal note, you realize I'm from St. Louis, Missouri, and I grew up on St. Louis Cardinals baseball, but I am a fan of the Atlanta Braves now, and they're doing fantastic things. Eight individuals, as you well know from the team, are now uh [3:47:04, 3:47:24]: Um going to the all-star game, been identified to go to all-star game. They're on an all-star break now. And the Braves have set outstanding records in the last couple of months for all the wins and amount of series wins and amount of home runs they've hit. And so I would imagine they keep this up. [3:47:24, 3:47:31]: No, once again, I grew up in Saint Louis. But that's all right, it's all good. I live here now. So go braves, do your thing and uh [3:47:31, 3:47:51]: The team is doing excellent. Ms. Alexander, you have something, sir. I just wanted to say uh thank you to the Mayor Pro Tem for setting up the sneaker drive. So thank you and bring out your sneakers. And the thing about it is that we actually have an executive session, but I [3:48:28, 3:48:47]: need a quorum to vote on this. So uh Mr. Gardner, could you get a couple council members back at us so we can go through this process please? We do. Mayor Ford. We don't have a vote. We don't have enough people. Mayor Ford. Yes ma'am. Is the executive session for personnel litigation or which one? [3:48:47, 3:48:50]: Yeah, it's uh uh primary focus uh focus on personnel, is my understanding. [3:48:51, 3:48:58]: But w right now I can't close out the meeting and I can't do anything unless I have a quorum. I'd have I have do not have a quorum present. [3:49:08, 3:49:10]: Mm. [3:49:10, 3:49:11]: This is [3:49:13, 3:49:15]: What's my understanding is necessary? [3:49:19, 3:49:20]: Yeah, I'm doing it. [3:49:39, 3:49:47]: Thank you, Mr. Thomas. Um council, I need a motion to go into executive session to uh have s talk about some personnel issues. [3:49:48, 3:49:52]: Mayor Ford, I motion that we go into executive session for personnel matters. [3:49:52, 3:49:54]: Okay, is there a second to that? [3:49:56, 3:49:56]: I have a second. [3:50:00, 3:50:05]: Uh well we we we we'll let's I let's do personal, legal and real estate to make sure we cover it all. [3:50:06, 3:50:09]: Please. Okay, so I'm going to withdraw. [3:50:10, 3:50:10]: My motion. [3:50:11, 3:50:16]: I need a motion to go to executive session to make sure we cover legal personnel in real estate. [3:50:18, 3:50:19]: Do I have a soul moved? [3:50:24, 3:50:27]: All right, so if there were some moves, I would imagine we're not going to second session there. [3:50:28, 3:50:31]: So now if that's the case, then I need a motion to end our meeting. [3:50:32, 3:50:33]: So moved. Is there a second? [3:50:34, 3:50:35]: All in favor, please indicate. [3:50:37, 3:50:38]: Mr Mr. Thomas? [3:50:38, 3:50:41]: Are you in favor? All right. Meeting is now adjourned. God bless you. [3:51:15, 3:51:23]: [13883.8, 13887.0]: Yeah, yeah. Okay.
