We took number six away and we'll put the and in place of that we'll put this item uh for this particular discussion of this Christmas event. And uh at number six. No item number six. I I switched them out. Okay, on that number. [0:15:22, 0:15:25]: Note, I need a motion to accept the rest of the agenda, please. [0:15:25, 0:15:45]: Mr. Blount, I think a second. I second. Okay. Now on that note uh review of the minutes, the remove of the minutes of September eleventh, twenty twenty-three, the council um meeting we have. So we got draft minutes there as well as the council work session. [0:15:45, 0:15:57]: on the 26th. So take a look at those. We'll approve those at our next uh monthly uh council meeting. If there are any changes or additions or things that need to be done, please talk to that with the clerk. [0:15:57, 0:15:58]: On that note, uh [0:15:59, 0:16:01]: Madam Clerk, do we have any public comments at all? [0:16:02, 0:16:19]: Okay, thank you very much. Uh we'll go to a consent agenda and that is a resolution support the award of a D D uh RLF application by the Downtown Development Authority of Stockbridge for the Downtown Project located at 132 MLK Senior Heritage Trail. [0:16:19, 0:16:31]: And this is on behalf of the uh Nola Bri uh Briscoe and Dacri Bar L C and I believe that uh Miss uh uh Kara Harris Braggs will be d giving that presentation. [0:16:34, 0:16:35]: Yes, ma'am. [0:16:37, 0:16:45]: No n no I'm not, but is there no, I'm not moving it from'cause I have no intention to do that. I mean I I didn't know whether or not she needs to get wife called [0:16:46, 0:16:46]: Okay. [0:16:49, 0:16:58]: All right, no problem. Appreciate appreciate you asking. No, I'm not gonna remove anything at this point. I mean the items there, I don't know if any council have any questions or not. If not, we can go ahead straight to to a motion to approve. [0:16:59, 0:17:01]: So moved. Okay. Is there a second? [0:17:03, 0:17:03]: Is there a second? [0:17:04, 0:17:10]: Second. Okay, Mr. Alexander second that from Gantt of Gantt to Alexander. If there are no questions, then all in favor please indicate. [0:17:11, 0:17:14]: Okay, opposed? Is it unanimous? [0:17:16, 0:17:23]: Is there a presentation? There there is not a not necessarily. If there are only qu I asked if there are any questions and there are no questions thus far, it's on the consent agenda. [0:17:27, 0:17:28]: Right, okay. [0:17:29, 0:17:29]: Right. [0:17:29, 0:17:32]: Okay, so Mayor Ford, I have a question. [0:17:32, 0:17:48]: What's your question? Well uh well what's your question? Go ahead please. This item has been placed on the consent agenda. This is the first time that I've um been made aware the council has already discussed this. I was not aware of it. So that's why I'm asking. [0:17:55, 0:17:58]: the application that was submitted to the um Department of Community Affairs. [0:17:59, 0:18:11]: for a downtime involving loan fund application and it was actually approved by the um state that they would be able to receive this um funding from the downtime involving loan fund. [0:18:12, 0:18:15]: And now it is a requirement from DCA. [0:18:20, 0:18:24]: saying that they are in support of this particular development in the town. [0:18:25, 0:18:39]: Thank you. I just was not aware that it would be placed as a item on the consent agenda. I thought that would be something that we would discuss amongst us on whether or not to put it on the consent agenda. But I do support this though. [0:18:39, 0:18:42]: I approve of it. Thank you. So mayor. Yes, yes, sir. Go ahead, please. [0:18:43, 0:18:46]: Uh, when was the item placed on consent agenda? [0:18:48, 0:18:52]: I I would uh probably have to go talk to the city manager. [0:18:53, 0:18:54]: Mm-hmm. [0:18:55, 0:19:05]: Good evening very common. Go evening sir. City doesn't collect anything. Um we submitted the application. This is the first time in the city's stock register, the city has been on what [0:19:07, 0:19:09]: Is a business assistance program. [0:19:09, 0:19:11]: Mr. Garden, sorry to cut you off. [0:19:12, 0:19:26]: I I mean I I I fully understand what's going on. I'm just asking when was it placed under consent? Well part of putting the agenda together, recognizing that really really and truly consists of public support. If we don't support it we still get through the key part we still do it. [0:19:26, 0:19:28]: How long has it been on the consent agenda? [0:19:30, 0:19:43]: Okay, gotcha. Oh, I have a question. Who put sh I think the concern was He did he did. City Manager You did. Okay. City Manager did. And so we approved it. But we had a discussion when, Miss Braggs? [0:19:44, 0:19:50]: was several months ago. I don't know the exact date, but um Mr. Kelly Locks brought forward [0:19:54, 0:19:54]: Yeah. [0:20:00, 0:20:00]: Yes. [0:20:08, 0:20:18]: Thank you. I just wanna make sure because this is not new. This is something that we had already discussed. Okay. Well that's what excuse me. Go ahead. Go ahead, sir. That's what I was getting to. None of this is new. [0:20:19, 0:20:26]: And we was all present and we all knew about this. This is something that was fully given to the council. [0:20:26, 0:20:29]: And all we're doing today, reason is on the consent agenda. [0:20:29, 0:20:33]: Because it's something that we all want to move forward with. [0:20:34, 0:20:54]: This is nothing new. This is nothing being hid. This is something that we were all aware of. Thank you. Mayor. Yes, sir. Yeah, as the Downtown Development Authority, uh liaison, certainly it's a program that uh we've been working on for a couple of years now. I honestly uh it's something exciting that the downtown [0:20:54, 0:21:14]: Development authority was anxiously waiting to see happen. Uh, I think uh it's a$1.2 million dollar project in downtown. It's an outstanding thing. So certainly I think we unanimous support would be in order for all of us. And I'm sure Ms. Bragg is extremely excited about the fact we're moving forward. [0:21:13, 0:21:21]: with a one point two million dollar loan fully approved by the state and through the private industry for our downtown, correct? [0:21:22, 0:21:42]: Yes, and I will say that um this also is a feather in the cap of the city of Stockbridge, especially for their downtown district, because this will be the first DDRLF um project that has happened in the city of Stockbridge. So that is going to put us on the map with regard to DCA and their consideration for future. [0:21:42, 0:21:43]: future projects. [0:21:43, 0:21:46]: Absolutely. Outstanding. Okay. Thank you. [0:21:47, 0:21:58]: No no take another vote again or we're we're good. We took the vote. I thought we took a vote earlier, right? All right. Come to turn? Yeah we already voted. That's what I thought. Okay. And uh that passes I think with the unanimous decision now. [0:22:00, 0:22:01]: Is that correct? [0:22:01, 0:22:02]: Miss Barber? [0:22:03, 0:22:08]: Okay. All right. On that note, thank you, Ms. Brad. Thank you. [0:22:10, 0:22:30]: New business. Council consideration to approve the intergovernmental agreement IGA between the City of Stockbridge and the Citywide Development Authority. Council consideration to approve submission of the grant application for a recreational trail program for restaurant facilities at the west end of Rees Creek Trail off of Flippin' Road. Let's see stop. [0:22:30, 0:22:50]: The city of Stockbridge will submit a grant application for the recreation trail program with estimated total project costs of$450,000. The grant will require a minimum of$20,$90,000 match. The city will commit to a$50 that$50%, which is$225,000 match using SPLOS 5 funds, which will be [0:22:50, 0:23:08]: reimbursable reimbursed by the grant. The grant application states that if the city commits no more than 20% required match, the applicant will receive additional scoring points. So the city will commit to a 50% match. And this is presented by Mr. Jeremy Goodwin. Thank you, sir, please. [0:23:08, 0:23:11]: Yes, ma'am. Are we moving past number [0:23:11, 0:23:13]: Did I skip one? I asked. [0:23:17, 0:23:22]: Okay, I'm sorry. I'm sorry. I thought when it went over to the next I'm sorry. I'm sorry. Oh, [0:23:23, 0:23:40]: So okay. Miss Aeroshaw looks to where it was there. What's going on here? Okay, I'm sorry. I did read that and I went to the next page. I'm sorry. So Kim Alons, he's not is he here? Once again, this is council consideration to approve the intergovernmental IGA between the city of Stockbridge and Citywide Development Authority. [0:23:42, 0:23:46]: And I have Quentin okay. Mr. Gardner, all right. [0:23:50, 0:23:51]: Could it be? [0:23:51, 0:23:52]: All right, go ahead, please. [0:23:54, 0:23:55]: All right. [0:24:03, 0:24:09]: Yes, sir. Uh good evening again, man council. Uh apologize, Kim wasn't here tonight, so we're here in his stead. [0:24:10, 0:24:17]: Um tonight you have before you the IGA and the governmental agreement between the City of Stockbridge and the Citywide Development Authority. [0:24:18, 0:24:38]: It's been reviewed heavily by uh staff, legal staff, as well as the legal counsel for the development authority. Uh and staff has obviously um approved us moving forward with the intergovernmental agreement. I think there was one this one's note we need to talk about. We have the shell the consent. [0:24:38, 0:24:43]: Right. This counts as away. And so I wasn't. [0:24:45, 0:24:51]: The concern with the document is the shall versus the May provisions, the shall meaning a being what the [0:24:52, 0:25:10]: the C DA assumes as the DDA did about it being a contract and that the May not being strong enough for a contract. But if that is the will of council, that's what the contract will say and we will make sure that that's reflected in the document before it's signed. [0:25:11, 0:25:24]: Um mayor. Yeah, go ahead please. Okay, so I have looked over some of this, but it wasn't me that addressed this concern for this. I actually addressed it during the D DA intergovernmental and I agree that it should be May. I don't want to be obligated [0:25:25, 0:25:26]: To anything. [0:25:26, 0:25:37]: Ever. Even though we're going to, you know, of course we're gonna assist our D DA, our development authority, anything else, I would never agree to the the language shell. [0:25:38, 0:25:55]: No, and that and that's why I took that from the last one. If that's the will of council, we'll make sure that's reflected in here. But that's what we just caught. But I'll in the resolution and the authorizing resolution which they did submit to us, which we have, it does give the authority to go back through and make sure that we express counsel's intent. [0:25:56, 0:26:16]: I'm not ready to look. I'm not ready, sir. Please. Yes, I think uh it would be fair to the representatives who were not here or the DA who were not here for the D D A portion. Uh certainly the intent is to give you the money. The intent is to give you the money every single year, but because of the past history of dealing with [0:26:16, 0:26:35]: outside entities we want to reserve the right and that's why it's being changed to May. Uh but the intent is to always give you the money, barring some legal uh rigmarole that her c like occurred several years ago. So uh that is the will of the council that to do that in that fashion. [0:26:36, 0:26:36]: [1597.2, 1613.2]: But we're specifically talking about section two point one and following, which says the initial budget of forty five thousand and shall be seventy five thousand dollars as such after the amount the city may approve. And so making sure that we put may be in there. [0:26:53, 0:26:54]: So I'm [0:26:58, 0:26:59]: I don't think I'm ready to vote. [0:26:59, 0:27:00]: So what? [0:27:01, 0:27:05]: I don't think I'm ready to vote. I'm sorry, Miss Um Shaw. [0:27:06, 0:27:07]: I'm sorry because [0:27:11, 0:27:13]: I wanna look back over the agreement some more. [0:27:14, 0:27:16]: Any other comments from the council? [0:27:18, 0:27:19]: Um [0:27:19, 0:27:23]: And I no I'm not just referring to that language, that one section. [0:27:24, 0:27:28]: We actually changed language throughout the d the D DAs. [0:27:28, 0:27:33]: agreement from Shall to May. There are some places in here that probably [0:27:33, 0:27:35]: We could keep the language shell. [0:27:36, 0:27:36]: But [0:27:37, 0:27:44]: I don't have it in PDF version or a Word doc that I can do a search to see where that language, particular language is. [0:27:44, 0:27:47]: And that means rushing through this. [0:27:48, 0:27:51]: to make sure that everything is there. [0:27:52, 0:27:54]: Mr Blount, do you have a comment? [0:27:55, 0:28:14]: Yeah, I'm I'm pretty much in concurrent uh concurrence with uh councilman getting b did we get I don't remember saying all the changes, but you're s you're saying specifically there was just one change?'Cause I thought we had discussed quite a bit myself when we uh talked about it. So w we can go back and check but the major changes [0:28:14, 0:28:18]: Or the major changes were c surrounding uh money with the shall and the may. [0:28:18, 0:28:21]: And so when upon review [0:28:22, 0:28:40]: That's not the language in here. And so but part of what we do so the council is sure that we check these things is that we upon passage make sure that we take whatever the clerk's notes are in you all's comments and we incorporate that in them before it goes to the mayor for signature. [0:28:41, 0:28:45]: But yes, if you all wanna still look at this. [0:28:45, 0:28:46]: That's your program. [0:28:46, 0:28:47]: You had a comment, sir. [0:28:48, 0:28:49]: Yes. Um [0:28:52, 0:29:12]: Ms. Gantt, Councilmember Gantt, if if it's the uh Xiao versus May, if we if we can treat that as scribble's note with the approval to move forward and make those necessary changes, would that be fine? And the reason why I'm asking is this obviously has an uh impact on something I'll be discussing with you guys later. [0:29:12, 0:29:18]: that needs to happen, um and having an agreement in place would assist with that process. [0:29:21, 0:29:30]: Any other comments why Ms. Gantt's thinking about that answer? Yeah, Mayor, for you for me, I'm I'm in agre I'm in agreement that we do wanna find progress. [0:29:30, 0:29:31]: Um [0:29:31, 0:29:33]: Because we're seeing for us. [0:29:33, 0:29:35]: Myself, I'm saying entities that [0:29:36, 0:29:39]: and changes that are happening that we're seeing um [0:29:40, 0:29:51]: aggressiveness for seeking businesses and and developers into the city like I've never seen since I've been on this council. So we definitely want to make sure that those entities are [0:29:51, 0:30:04]: funded how we can fund them and move how we can move. I just wanna make sure that contractually we we're still protected as our right to do certain things under the contract and I and I hadn't s you know looked at that. [0:30:06, 0:30:14]: May I if I can, can we table this and treat this as the last item after we get out of executive session? [0:30:14, 0:30:27]: All right, I'll tell you what. Um council is that uh Mr. Gardner has made a recommendation. Is there a motion to accept that recommendation to move this device item for tonight? So moved. Okay, is there a second? Mr. Blount second, all in favor please indicate. [0:30:28, 0:30:35]: All right, we'll move to the last item at the end of the agenda then. All right, so that will go all the way down to [0:30:36, 0:30:45]: Now you when you say to well actually it'd be num be consider number come after number nine. Okay. We'll we'll go from there. Now [0:30:45, 0:31:05]: Let me go back to this again. Obviously, since I skipped it initially. Once again, Council Consideration approved the submission of a grant application for the recreational trail program for restroom facilities at the west end of Rees Creek Trail off Flippin' Road. The City of Stockbridge will submit a grant application for the recreational trail program with the estimated total project cost. [0:31:05, 0:31:25]: Of$450,000. The grant will require a minimum of$20%$90,000 match. The city will commit to a$50%$225,000 match using SPLOS 5 funds, which will be reimbursed by the grant. The grant application states that if the city commits to more than 20% required match, the applicant will receive an additional. [0:31:24, 0:31:31]: scoring points. So the city will commit to a 50% match and this is presented once again by Mr. Jeremy Goodwin. Go ahead please sir. [0:31:32, 0:31:50]: Uh good good evening, Mayor and Council. Good evening. Uh we're just asking uh for council to approve um submission of a grant application for the recreational trail program for restroom facilities installed at Reeves Creek Trail off of Flippin' Road, which is at a total estimated cost of four hundred and fifty thousand dollars. [0:31:52, 0:32:06]: Okay, Council, appreciate any questions for Mr. Goodwin in reference to this. Yeah, go ahead, please. Yeah, I just wanna say certainly this is something that we've talked about for a while now. And someone who's walked the trail with a group. [0:32:06, 0:32:10]: over and and then some of the members didn't quite make it back. [0:32:11, 0:32:31]: And then we were looking for a restroom when they got there. And then there's a there's a trip back of a mile and a half. So it really was a problem. So certainly this is something that is encumbered as we move uh forward with our master trail plan that we incorporate restrooms uh into this uh into the planning. So this is the [0:32:30, 0:32:35]: The modular restroom uh prefab unit that'll be going in there. [0:32:35, 0:32:45]: Uh yes, sir. And it will have one stall, two stall uh two So it'll have uh two stalls. So it will be a men's um restroom and a woman's restroom. [0:32:46, 0:33:06]: Okay. Okay. And uh do we have plumbing out there or is that gonna be uh yes, so there will be like a um a sanitary sewer collection that will be pretty much parallel to the road that will tie into a system um I think adjacent to the nearest the intersection. So yes, it will have. That's fortunate because a lot of these end up being on the septic. [0:33:06, 0:33:12]: But certainly it's fortunate that we have water available. So certainly if there's no other questions, I'll make a motion for approval. [0:33:13, 0:33:14]: All right, sir, second that motion. [0:33:14, 0:33:15]: Second. [0:33:15, 0:33:25]: Um Miss Barber second that all favor of that motion, please. I'm sorry, I'm excusing go ahead, sir. What's your question? Um I wouldn't end those discuss. So uh w [0:33:25, 0:33:45]: From where the restroom is gonna be, what would be the length to completion? Whether the trailhead or the the other end? So it's gonna do you you know where the exercise equipment is? Right. It'll be um it'll be adjacent to the left of where the exercise equipment will be. That's where the restroom facility will be installed. So it'll be kind of [0:33:45, 0:34:00]: Kind of right at the trailhead, but right next uh to the exercise equipment at the trailhead. So when it says to the left, that's as you're approaching as you c as you come off of flipping as you approach it, it'll be to your left. Yes, it'll be to your left. As you approach it. So we're actually putting a restroom at at the trailhead. [0:34:01, 0:34:16]: Uh so as you're approaching and you're coming into the parking lot, so the um exercise equipment is right ahead. Right. And right next to to to the left of the exercise equipment, that's where the restroom facility will be installed. [0:34:18, 0:34:19]: Okay. [0:34:21, 0:34:26]: Are any other questions? Um if there are no questions, the motion was made and second. All in favor of motion, please indicate. [0:34:29, 0:34:49]: Yeah security man. Okay. All right. So so we have a unanimous decision then. Thank you. I appreciate it. Okay, we took item number six off, removed that, but we added a m uh the Christmas event for State Representative Angela Moore. Ms. Alexander, you sent a message uh in reference to this, so I would imagine you would have the lead on this discussion. Go ahead, please. [0:34:49, 0:35:09]: Yes, um Representative Moore has brought to us uh which information that we received about an outstanding event that involved in an international partner that she's working with that she wants to bring here to Stockbridge, and that event will be on uh November the twenty-fifth, and the request is to authorize Merle Man. [0:35:09, 0:35:14]: [2116.8, 2136.8]: And what what's my my understanding is right now, I mean we can ch obviously the council can change that, but right now I believe that that um that time frame was was closed off, if I understand correctly from event staff members. So we would have to circ uh circum and change that per se. And it's my also understanding that this wonderful event would be at [0:35:36, 0:35:56]: Right. Certainly I think that it wasn't any uh events and conflict. It was just that that that was blocked out by the staff. So there's no conflict and event. We just need to authorize them to have the facility open on that day. And this is a wonderful opportunity to bring an international partner to the [0:35:56, 0:36:16]: table uh with some nota with some media attention to bring uh this spirit to the town during the holidays with no cost to the city with the partnering with our state representative miss more who has been extremely uh friendly and um worked with the city to uh [0:36:16, 0:36:25]: move forward our measures in the legislature. And that's a Saturday and the time frame, sir, I forgot the uh time frame that would be executed. [0:36:25, 0:36:29]: Okay, hold on, let me pull that up real quick. She sent me a text on it. [0:36:33, 0:36:38]: I believe this is called a Christmas cantata or something like that, something along those lines. Please what's the name former name? [0:36:38, 0:36:46]: Yeah, it's called it's called the it'll be the Lighthouse okay junior choir holiday peace concert. Okay. [0:36:47, 0:36:50]: Oh sorry, is that it? No, that ain't it. It's something new. [0:36:53, 0:37:08]: Right. There'll be brochures with uh all of the information uh attached to it. Uh I don't know if she gave she didn't give me a particular time, but I'm sure she'll be able to finalize that with uh with the sta with the events there. [0:37:08, 0:37:10]: All right. Mayor. Yes, we'll go ahead, please. [0:37:10, 0:37:15]: Well, they have up their own sound system because our murmur sound system is absolutely horrible. [0:37:20, 0:37:40]: I personally can't answer that question. I don't I don't Councilman Alexander, do you know? I don't know the answer to that. I would certainly hope that we would uh work with the partners and to see what needs to be done. Whatever we can do, I would hope that we would do it. But uh with the international group such as this, I would hope that they would have uh work [0:37:40, 0:37:52]: with a local vendor to set that up. But are you aware of it, Mr. Gardner? Yes. So the we had someone come in and evaluate the sound system. I spoke to Albans um late last week. [0:37:53, 0:38:05]: And what they found out it is the the configuration of how we how we place the existing speakers and the ones on the roof making those turn off. And so anytime they set any time an outside group set up. [0:38:05, 0:38:09]: They're gonna be given places where they should put their [0:38:09, 0:38:12]: their speakers that would cut down on on that. [0:38:14, 0:38:34]: reverberation that you hear when you're in there, sounding like you're in the echo kind of like an echo chamber, that'll cut that down by sixty or seventy percent. Um and then after that we're gonna look at putting some other materials that'll actually absorb that additional sound. But they told us that's the that was the main issue was the sound, the speakers that were coming from up top was was actually called [0:38:33, 0:38:48]: causing the deflection from the sound from the other speakers. So once we turn those off, the system should actually work much better. It's not the actual system. They said that's actually good. It was just the way the speakers were configured that's causing it to happen now that the flooring has changed. Oh good. Yes, ma'am. [0:38:48, 0:38:50]: Mayor Ford. Yes, sir. Go ahead, please. Mr. Garner. [0:38:52, 0:39:10]: Um is is there a backup plan it or and will this be tested before uh the date uh November twenty-fifth? Um because I'm we're aware too of that system. And if this does not work. [0:39:12, 0:39:26]: So so to answer your question, sir, we can ask um Miss Moore who if she's bringing in some external equipment and then try to have them do a sound t test in advance. But once we upgrade [0:39:27, 0:39:47]: I know I'm asking this question, but I know I'm sh once it's upgraded, we are going to test. Yes. Well the the it's not really an upgrade. The system in place is actually a good system, sir. It's just the way this this from the speakers. Once we took that the flooring out and the hardwood the floor the floors, the up the speakers that are up. [0:39:47, 0:39:55]: Higher up is what's causing the craziness in the system. So the guy, the consultant told us where to place um [0:39:55, 0:39:59]: Movable speakers, where we put those to take away from that. [0:39:59, 0:40:03]: the the craziness and the echo sound that you get when you're in there. [0:40:03, 0:40:06]: Um that should reduce that by about sixty or seventy percent. [0:40:07, 0:40:17]: I I I I hope so because we had this problem even when we had carpeted on the floor. So I'm hoping that this will work, but I'm we're a little skeptical. Yep. [0:40:17, 0:40:18]: Um thank you, Mayor. [0:40:19, 0:40:30]: Um th that's one of my concerns too, cause we have every month we have a bingo bash. But I can't we can't use that system. [0:40:31, 0:40:34]: Because you can't understand what's being said. So we bring in [0:40:35, 0:40:37]: Uh external speakers that we could place in there. [0:40:38, 0:40:42]: Um and I'm not gonna go over professional consultant, but [0:40:43, 0:40:45]: Anytime you have a hollowed out [0:40:45, 0:40:47]: Roof anywhere. [0:40:48, 0:40:49]: Uh, that's even in your bathroom. [0:40:50, 0:40:53]: When everything's a solid around it, you have a solid floor with no cushion. [0:40:53, 0:40:56]: When everything is solid, it echoes. [0:40:57, 0:41:04]: Even there's a there's a percentage of echo even with the placing of the speakers that are that we bring. [0:41:05, 0:41:08]: Because it's hollowed out and everything is solid. [0:41:09, 0:41:13]: And when you're talking about an ample amplifying sound. [0:41:13, 0:41:14]: Louder than what? [0:41:15, 0:41:17]: We do at the Bingo Bash. [0:41:17, 0:41:29]: You're gonna get that feedback. That's why you can stand on one side of a mountain and yell because the hollowing out of the canyon is gonna echo your voice. That same principles apply to even smaller [0:41:29, 0:41:41]: uh areas like a like a Merrill Mendes because it's hollowed out and when you put that sound in you have to have sound barriers placed in there. It's not about just speaker placement. [0:41:41, 0:41:49]: It's about having those barriers placed in there that can absorb sound. There's nothing to absorb so absorb the echo. [0:41:50, 0:41:57]: And that's why we're gonna you're gonna always have that. And I thought that when we ri did all this money in the renovations that we were gonna address it then, but [0:41:57, 0:42:09]: Well, uh yes, sir. And and the goal is to d to address it, but as I've mentioned to you guys before, you have what amounts to a nine million dollar building that's over [0:42:09, 0:42:11]: Fifteen years old. [0:42:11, 0:42:12]: Right. [0:42:12, 0:42:13]: And [0:42:13, 0:42:22]: Yes, the Merle has to be updated, but the three hundred and sixty thousand is like having a three million dollar house and putting three three thousand dollars to renovate it and call it a renovation. [0:42:23, 0:42:43]: Right. Um eventually, yes, we have to do some more things to fix the Merle and make her even more competitive. And that's something we discuss even at the retreat about hey, what do we do with some of our to do uh update our facilities, our infrastructure, our roadways, and that's something we'll be bringing to you guys to have more comment on. Um but yes, ultimately. [0:42:43, 0:43:03]: Ultimately, we're gonna have to put some things in there, Mr. Blount, to address what you said. That's that's that's coming. But in terms of how we utilize the space now and for the information we got, uh this is the best we could do at this point. But I would also, since you mentioned splots, for us this council to get a rundown. [0:43:03, 0:43:14]: Because it's w we're we're div you know, we're having so many meetings that we're saying splash splash sploss. I just wanna make sure that when those splots funds come that they're allocated where we need to be allocating. [0:43:14, 0:43:21]: So by law, once you allocate'em, that's where they're supposed to go unless somebody wants to go to jail and that person's not me. [0:43:21, 0:43:31]: May I a last question. Go ahead and Mr Gardner, um the timeline when the p uh professional will come in to to do the redo. [0:43:32, 0:43:42]: What is the timeline from that redo to the twenty fifth? So if it does not work, we still have time. And the reason I say this, um [0:43:42, 0:43:44]: In videotaping [0:43:45, 0:43:48]: When when we had the first responders luncheon, [0:43:49, 0:43:53]: We had to all of the speakers had to be mic'd up. [0:43:53, 0:43:55]: In order for [0:43:56, 0:44:00]: the video to be coherent. [0:44:00, 0:44:07]: Those that spoke into the house mic, you could not understand. But that's in reviewing the video. [0:44:08, 0:44:13]: Um, but I'm still a little concerned with the timeline, so if this doesn't work. [0:44:13, 0:44:25]: Is there enough time in b before the twenty fifth to go to plan B? And and I I not that's my last question, but I just want to just put that on your calendar, on your radar. Yes, sir. Uh I I'm sorry. [0:44:26, 0:44:33]: Okay. I got a question. Oh, right, yes, sir. What are we actually getting rid of agree or disagree to when it comes to funding? [0:44:33, 0:44:36]: What what amount are we talking about? [0:44:37, 0:44:48]: I don't have that number in front of me, Mr. Blanc. In terms of um, you know, right now I know that staff has been working on what we all need to do to the Merl holistically. [0:44:48, 0:44:51]: What we're gonna need and that's something obviously [0:44:51, 0:45:04]: we're going to discuss to to the council as part of our upcoming SPLOSS discussion. But in terms um Mr. Thomas, in terms of like trying to address this before the November twenty fifth, um [0:45:04, 0:45:22]: You know, we hadn't what we did is we had a consultant come in to look at the sound system and to look at how the sound how we could improve the sound in the w in the event room. Um we we didn't program or haven't programmed any funds, um, because we we've done all the reservations with the funds we had. Um so [0:45:23, 0:45:30]: Yes, we'll be efforting that and bringing that to you guys as to what it would cost to bring the Merle holistically. [0:45:30, 0:45:32]: Up to up to where it should be. [0:45:32, 0:45:34]: Um recognizing that obviously [0:45:35, 0:45:36]: We don't we we don't [0:45:36, 0:45:38]: Putting it in the general fund. [0:45:38, 0:45:43]: Like I said, we had three hundred and sixty dollars. I think it was seven thousand dollars to renovate the building. [0:45:43, 0:45:55]: We've done that with what we could do. I know that we've changed out the air systems a few years ago, but there's some other things we need to do to address, making her competitive to some of the surrounding facilities that she compete against. [0:45:55, 0:46:12]: Mr. Gardner, I think that's not what Mr. Blount was asking for. He was he was um he was asking for the vent itself. The vent itself, not not long term for the for Mermand's vent itself. And I think that uh you probably don't have the answer to that. I'm thinking maybe Mr. Alexander might be able to help with this. [0:46:13, 0:46:33]: It's uh from what I understand it's fully funded by them. What they just need the use the use of the facility. It's fully funded. So we'll work we'll I'll get in contact with them small to find out who they're gonna be utilizing and that way the staff can work with them as how best we can make sure that the the system is working. If they're bringing in their own system, then fine. How do we plug and play with that their system? Um [0:46:33, 0:46:38]: To make sure that it's the best that we can do um in reference to these. [0:46:38, 0:46:42]: What what I need to make sure that we have this council is fully aware [0:46:42, 0:46:46]: Oh, what our contractual obligations is. I don't want us to do [0:46:46, 0:46:52]: I I don't like blindly doing giving anybody anything unless there's a contract before us showing [0:46:53, 0:46:55]: What is expected of us and what's expected of them? [0:46:56, 0:47:15]: That's that's how we should operate on any entity. Yes, sir. I I I thought Unfortunate this just came out today. Uh so I couldn't tell you any of that. Because one of the things about events, especially around Christmas events, and if it's gonna be a big event, you're gonna need officers, you're gonna need you're gonna need workers to clean up, you're gonna need all I just need to see a c for me. [0:47:16, 0:47:36]: They can pa you know, for me, I don't like approving anything unless I see the contractual obligations from the city and the contractual obligations that's gonna be set forward by the person that's doing the event. And we don't I don't see any of that before us other than somebody saying, little little more than three weeks they wanna have an event. And hey, uh let the [0:47:36, 0:47:39]: chips far where they may. I I don't operate like that. [0:47:39, 0:47:40]: Understood. [0:47:41, 0:48:01]: Mayor. Yes, sir. Go ahead, please. Let me just say this. Let's let's bring this right back to where we are. Our state representative has asked to use a city facility. That's it. And in in in essence, it is we want to be good friendly partners with our legislators. And certainly any legislator or anybody on this council, if they came and asked to use [0:48:01, 0:48:21]: Use the facility. I've said it every time. I'm gonna vote for it because that's what their right is. And certainly, I don't think I think what we need to be concerned about here is let them make the decision if the sound system is up to what they want it to be, all the requirements of the building, they're gonna get to make the final decision on. [0:48:21, 0:48:41]: Whether they use it or not. They're just asking for us to have approval for it. They've already had this event. They're gonna have uh a similar event uh over in Stone Crest. They've already agreed to that uh some time ago. And she offered us the opportunity for us to do it uh here as well. So certainly I think we wanna make sure that we're [0:48:41, 0:49:01]: being good partners with our legislators and and um assisting them in moving forward. I understand we don't have uh the all of the figures in front of us, but she has been begging for us to answer this question and has not gotten a result. All of us have seen the emails and we've seen the traffic. So we're kind of at a point now where [0:49:00, 0:49:12]: she needs to book the event, which uh she's already uh talked with them about potentially having it on this particular date and that's kind of where it is. Now there is no other options to move it to another date at this point. [0:49:12, 0:49:14]: Maybe sir, go ahead, please. [0:49:14, 0:49:14]: Mm. [0:49:15, 0:49:23]: And I'm in agreement, Mr. Alexander. I just want you know I'm in agreement with that allowing any legislator to use the facility. [0:49:23, 0:49:27]: I mean I have no problem with raising my hand and saying, Yes, you can use the facility. [0:49:28, 0:49:33]: Uh and if there's no cost to the city for for that, I'm fine with that. But um [0:49:34, 0:49:35]: I don't wanna [0:49:35, 0:49:49]: twenty, thirty thousand dollar event to happen and then it's and then something comes down the road and sit if it's just to use the facility and facilitate what she's uh what the what uh uh Representative Moore been doing, I'm fine with that. I'm one hundred percent fine with that. I'm one hundred percent fine with that. [0:49:50, 0:49:54]: When we are coming agreement for any legislator that wants to use a facility to an [0:49:54, 0:49:58]: not only enhance our community but to bring a program in like that. I'm okay with it. [0:49:59, 0:50:02]: But that to me that's not the that wasn't the issue for me is using [0:50:02, 0:50:05]: The use of the facility, the issue for me was [0:50:06, 0:50:08]: To make sure that this is something that [0:50:09, 0:50:10]: That's gonna be [0:50:11, 0:50:14]: Done and operated en and set up by them. [0:50:15, 0:50:23]: without us now later on down the road saying, Hey, we need to get we need to do this, we need to do that. So I'm fine with the facil I'm one hundred percent fine with the facility. [0:50:24, 0:50:30]: Well well certainly if that's the case I certainly would be make the motion to say that this is for the use of the facility only. [0:50:32, 0:50:52]: All right. That's a motion. That's my motion that we would allow Representative Angela Moore to hold the event that's been described on November the twenty-fifth, uh, la allowing them to use the uh Merrill Mandas Conference Center for this event. Any other cost or exterior, any other cost. [0:50:52, 0:50:56]: cost or related expenses will be uh accommod upon the user. [0:50:56, 0:51:03]: So Mr. Blount's second down. All in favor, please indicate. Okay, unanimous decision. Thank you very much. Okay. [0:51:04, 0:51:24]: Council of consideration approved the request for the winding Creek subdivision HOA for the city to assume the responsibility of paving paying the monthly street light bill for the subdivision street lights effective one January 2024. The cost is$1,476.97 per month. [0:51:24, 0:51:31]: It which would mean a annual c annual cost of seventeen thousand seven hundred and twenty three dollars and sixty four cents. Mr. Aaron, please. [0:51:34, 0:51:36]: Yes, good evening, Mr. Mayor and Council. [0:51:36, 0:51:44]: In the city's current edition of the minimum development standards, Section 434 addresses street lights. [0:51:44, 0:51:46]: And I'll just read [0:51:46, 0:51:47]: Item B. [0:51:47, 0:52:01]: It says the developers shall pay all costs for standard poles, fixtures, and any other related items or materials necessary for the installation as well as arrange an agreement with the utility company for complete maintenance of all installations. [0:52:02, 0:52:07]: The city of Stockbridge shall assume the responsibility and make the monthly payments to the power company. [0:52:07, 0:52:14]: for electrical energy for East Streetlight only after these requirements have been accomplished and improvements accepted. [0:52:14, 0:52:27]: The city of Stockbridge shall accept responsibility for power bills for street lights no earlier than one year after the street lights have been installed, and the developer or homeowners association will be responsible until that time. [0:52:28, 0:52:36]: That's what the current is for new developments that were in the city limits previously prior to the annexation. [0:52:36, 0:52:37]: Go ahead, sir. [0:52:40, 0:53:00]: What really happened was we were at a town hall and the HOA president came up and asked, because they had just taken over the HOA from um the builder and they were looking at their budget and their budget had a big hole in it. And the question was asked at that time to m to myself and then I related to Mr. Mr. [0:53:00, 0:53:20]: Or Aaron wasn't this what it what was the city policy behind this. He just read us the policy. We should have been paying their bill, and we were not doing so. So it kind of put them put in a position where this subdivision was an outlier where everybody else's were being paid. Now I did point out to the HOA president that we may [0:53:19, 0:53:39]: Very well be moving in that direction where those streetlights in the future would be paid by these this the HOA or by the residents in that area as more and more streetlights come on and the budget continues to rise. But the policy at that time, and that subdivision has been in existence for several. [0:53:39, 0:53:44]: Yeah. [0:53:45, 0:53:58]: Yeah. Yeah, go ahead. Um go ahead. Can we finish? Uh you you're done, right, sir? Mr Alzheimer, you're done? Yeah. Mr Blount, go ahead, please. Yeah, I spoke to Mr Aaron earlier today and he explained to me that this uh community was the last [0:53:58, 0:54:04]: community that was already already uh in the uh city limits of Stockbridge that wasn't being [0:54:05, 0:54:14]: uh in compliance with everything with other communities in the in the uh city. And this would be the last one that would come in c to compliance, so um I mean, you know [0:54:15, 0:54:22]: th it is what it is on this one. So uh this is why I'm in agreement with it,'cause it does come in compliance and it's one to [0:54:22, 0:54:24]: Subdivision that was already in the city. [0:54:24, 0:54:26]: Mr. Thomas, good, please sir. [0:54:26, 0:54:29]: Uh, thank you. Mr. Aaron, thank you as well. [0:54:29, 0:54:32]: Uh I'm I'm okay with that. [0:54:32, 0:54:34]: And with those facts. [0:54:35, 0:54:40]: But my concern it is and I'm recalling at our last [0:54:40, 0:54:52]: retreat, uh you sort of caution us of providing street lights where we were actually going with this. You cautioned us on that. [0:54:53, 0:54:55]: And I think at that time [0:54:55, 0:55:15]: um staff was directed to do an analysis um to to see where we were going with this and I would hope that uh that is still in in in the in the in the process of happening so we can sort of look at that because [0:55:15, 0:55:35]: There are requests all over the city, you know, for street lights. And I know you read the code, and I just don't know with the annexation, with the new developments coming in. I just want to make sure that this may be the last. So [0:55:35, 0:55:39]: Can you sort of speak to the analysis and and for future? [0:55:39, 0:55:44]: uh uh a recommendation or well where are we going with this? [0:55:44, 0:56:04]: Yes, sir. Public Works Staff has completed the analysis of all the parcels within the city limits of Stockbridge, the the current and the ones that were annexed into the city limits of Stockbridge. And we will be bringing something for discussion before Mayor and Council, but I have a conversation with the city manager prior to us bringing that forward. [0:56:04, 0:56:08]: But we do have an analysis of all the parcels that were annexed in [0:56:08, 0:56:21]: into the city and the and the current ones. And also I think Henry County, the ones that were annexed into the city, billed them their street light assessment for next year. So they have been billed for those. So [0:56:22, 0:56:25]: But eventually we're gonna have to address that issue and [0:56:25, 0:56:27]: And we're ready to do that. [0:56:28, 0:56:38]: So, if I may d um is it your opinion and I and I don't wanna put words in your mouth, but uh you are the opinion that we as a city [0:56:39, 0:56:43]: cannot afford long term, future wise. [0:56:43, 0:56:44]: to um [0:56:46, 0:56:49]: to to absorb this cost. [0:56:49, 0:56:59]: Going forward. Not at the rate that we're going. You can't continually without increasing the budget and also possibly the millage rate to account for those costs. [0:57:00, 0:57:01]: Thank you. [0:57:02, 0:57:04]: Any other questions? Ms. Barbacoy, please. [0:57:05, 0:57:10]: Thank you, Mr. Aaron, and thank you, Councilman Thomas, for um speaking. [0:57:10, 0:57:11]: About the [0:57:11, 0:57:12]: analysis. [0:57:13, 0:57:15]: I've been waiting for that. As you know [0:57:15, 0:57:19]: The majority of the nuly annex residents. [0:57:19, 0:57:22]: Majority of them are in city council district four. [0:57:23, 0:57:23]: Um [0:57:24, 0:57:24]: They want [0:57:25, 0:57:26]: They likes paint. [0:57:26, 0:57:27]: Two. [0:57:27, 0:57:31]: The lights that are inside of their neighborhoods and subdivisions. [0:57:31, 0:57:34]: they like for the city to cover those costs. [0:57:34, 0:57:36]: I've been waiting for that analysis. [0:57:36, 0:57:38]: I want to make sure that we are being fair. [0:57:39, 0:57:40]: About what we're doing. [0:57:41, 0:57:42]: Um [0:57:42, 0:57:43]: I support [0:57:44, 0:57:48]: Um paying for the street lights inside of Wining Creek. [0:57:48, 0:57:50]: But we need to be fair. [0:57:52, 0:57:57]: So what do I tell those homeowners who have been annexed into the city? [0:57:58, 0:58:00]: We now don't have budget. [0:58:00, 0:58:02]: For road and infrastructure improvement. [0:58:03, 0:58:04]: In city council district four. [0:58:05, 0:58:08]: And we won't have money in the budget. [0:58:08, 0:58:10]: To pay for lighting. [0:58:10, 0:58:11]: In their subdivisions. [0:58:12, 0:58:15]: So what do I do? And I'm still waiting. [0:58:15, 0:58:18]: For road and infrastructure analysis for that area. [0:58:18, 0:58:21]: Still waiting to hear the analysis of the lighting. [0:58:22, 0:58:24]: To support homeowners who are in that area. [0:58:25, 0:58:26]: We just need to be fair. [0:58:27, 0:58:28]: That's the point I'm making. [0:58:28, 0:58:30]: I believe during our retreat. [0:58:30, 0:58:33]: The mayor even echoed that. He actually said it. [0:58:33, 0:58:35]: We have to be fair about what we're doing. [0:58:36, 0:58:37]: If we cannot [0:58:37, 0:58:38]: Afford. [0:58:39, 0:58:40]: To cover the cost of lighting, [0:58:41, 0:58:43]: For all subdivisions throughout the city. [0:58:45, 0:58:47]: We can't keep making exceptions. [0:58:49, 0:58:50]: For others. [0:58:53, 0:58:55]: All right. Well I'll I will tell you that [0:58:55, 0:59:00]: Mayor Ford, if I may, when will that analysis for the lighting [0:59:00, 0:59:02]: throughout the entire city be presented to us. [0:59:03, 0:59:06]: since it was supposed to be presented to us after the retreat. [0:59:07, 0:59:27]: I don't think we ever talked about presenting an analysis of the street light, but taxes notices just went out. We were able to get the parcels that were annexed into the cities. So we just got that information as soon as the taxes went out. But one of the things is we need to uh there needs to be a workshop or an on a meeting [0:59:27, 0:59:47]: to just do an analysis of what the impact of this annexation is on the city's budget and what's the potential impact because there are some issues police department is battling, there's some issues public works is battling, there are some issues that community development. And we need to sit down and go uh and outline a strategy and plan of how we go about addressing these issues. [0:59:47, 1:00:07]: From roads to street lights to infrastructure and other things like that. We've been able to gather information on a road assessment because Henry County had an assessment done of all their roads in 2022. So we've got we've got all of that information for the roads that were annexed into the city. One of the things we're trying to obtain from them that wasn't [1:00:07, 1:00:21]: part of the analysis is the right-of-way. It's not on there or the length and width of the roads. So that's the only thing that's holding us back on the road part, but we do have the grades for all of the roads that were annexed. They go from [1:00:21, 1:00:35]: poor to marginal to fair to very good to excellent. So those are the categories for their roles. We're just trying to gather the information because we need to know the right away as well. So we have the road assessment and [1:00:35, 1:00:44]: We would hope that mayor and council to save money since the roads were done by them anyway, that we use the information that they have. [1:00:44, 1:01:00]: I don't see the need to repay someone to revise or make an improvement on information that's already available. So there are some discussions that need to be had on on all the department and how it's impacting not only the department but the budget as well. [1:01:01, 1:01:06]: Thank you, Mr. Aaron. Mayor Ford, can I ask Mr. Gardner? Um [1:01:06, 1:01:08]: Can you come to the podium please? [1:01:09, 1:01:19]: because I really need um for someone to address um the street light program. So I have some good news to share to those newly NX residents. [1:01:21, 1:01:41]: The the analysis that Mr. Aaron just spoke of. When will that be provided to the council? This is about winding creek. The overall involvement is a little streaming. That's it. I know it is. This needs to amend you need to mend the agenda if you want to have an overall [1:01:41, 1:02:01]: discussion about what we're gonna do with the street night analysis that needs to happen. This is about one subdivision that has been that we approved in 2017 that has not had their bill paid. Certainly I think we made the conversation very crystal clear what direction that we're [1:02:00, 1:02:20]: We were going in as a city. He's made that assertion that we may not be able to maintain this, but in the end, that's where we are now. We're trying to fix something that's already been wrong. Now, I'm not about to sit up here and let the county give us all of these roads that were in inferior condition and all of a sudden, oh, we gotta fix. [1:02:20, 1:02:25]: them all right now. No, I'm sorry. When these roads were approved [1:02:26, 1:02:28]: Henry County had these roads. [1:02:28, 1:02:34]: They got splots dollars that the pr that that the public voted on sitting in their accounts. [1:02:35, 1:02:36]: So for repaving. [1:02:36, 1:02:42]: Now some of these roads would have would have had to been repaid by them. [1:02:42, 1:03:02]: to in or before they came into the city. So you gonna leave send us these subpar roads and let expect us to fix them? No, Valley Hill Road, they should have fixed it before we got it. So there's some dollars that they collected in the spLOS that we should go that we should be asking for because when the voters voted, they was that was an unincorporated [1:03:02, 1:03:22]: That money should come with them. That should go with us. It is not reasonable for to ask us to pay for these items that should have been handled all the way. And that's why I say I don't want to go there because we got to go. This is a Pandora's box that could go in a million different directions. This point right here is about Winding Creek. Now, if we want [1:03:22, 1:03:26]: wanna amend the agenda and talk about that other item, we certainly can do that. [1:03:26, 1:03:37]: Mayor Ford, I'd like to make a motion if I could. Oh okay. I'd like to amend the agenda so that we can have a discussion in regards to um the street lighting program. [1:03:37, 1:03:38]: For the city. [1:03:39, 1:03:40]: For the entire city. [1:03:40, 1:03:42]: All right. Is there a second to that motion? [1:03:42, 1:03:43]: A second. [1:03:43, 1:03:44]: Mr Uh [1:03:45, 1:03:48]: Mr. Thomas second that all in favor of agreeing with that motion, please indicate. [1:03:50, 1:03:50]: Opposed. [1:03:53, 1:04:00]: Oppose. Yeah. Okay. So you sustain or you you [1:04:01, 1:04:21]: You are saying, okay, well I've I pull I my vote is well I get a chance to vote. My vote is we not discuss uh the overall process right now we'll stick with winding creek. So now let's let's do this. Let me make an alternative motion. No, no, let me let me finish this for a second. Okay, so we stick with Winding Creek. What it is is that there's if there's an analysis, it has to be done across [1:04:21, 1:04:41]: the board analysis needs to be done and then we probably take a look at this entire subject at a at a different meeting but it where we have a specific time to talk about the entire program for the entire city as opposed to doing it right now. That's my recommendation. Mr Alexander go ahead please yes that that would be my recommendation too. Hunt would you be able to do that by the next meeting, you think? [1:04:41, 1:04:43]: Or w how much time would you need? [1:04:44, 1:04:53]: Okay, well let's say that we'll we'll we'll revisit this subject with complete information that the staff will provide us at the November thirteenth. Mr. Alexander the next [1:04:54, 1:05:03]: Thirty you said thirty days. You mean thirty days? Thirty days. Yes. So we're late November. The work session. It'll be a work session in November. Yes. Okay, thirty days. So the work session in November. [1:05:04, 1:05:05]: I second it. [1:05:06, 1:05:16]: You're seconding that motion, is that what you say? Yes. Oh wait, is this I well we can do it? That's the motion I moved. Okay, we can do that motion. See motion is seconded. Is there is there all in favor of the motion? [1:05:17, 1:05:27]: J'invente saison, okay fine. Thirty days from now we'll talk about the whole program. Now it's back to uh Winding Creek. All right. So uh any other questions specifically on Winding Creek. [1:05:28, 1:05:34]: I have nodded in a motion to go ahead and approve this or disapprove it. Motion to approve. Okay. Is there a second? [1:05:35, 1:05:36]: Is there a second? [1:05:38, 1:05:39]: Ms. Gasgan, all fair, please indicate. [1:05:42, 1:05:43]: Okay, NAMS decision. [1:05:43, 1:05:45]: Thank you, Ms. Air. Thank you, Ms. Mayor. All right. [1:05:46, 1:05:49]: Alrighty, let's see here. [1:05:50, 1:06:10]: Council consideration to authorize the mayor to sign transmittal for the updated 2028 City of Stockbridge Comprehensive Plan and submit to the Atlanta Regional Commission and the Georgia Department of Community Affairs for review. Mr. Anderson, please. Good evening. Uh Mayor, I'm actually up here tonight to uh seek an adoption of the [1:06:10, 1:06:14]: Twenty twenty four five year update of the comprehensive plan. [1:06:14, 1:06:26]: Could I skip something again? No, sir. Uh that's from the meeting in August. The language was an updated Oh. So actually I'm seeking a resolution to approve the twenty twenty four uh comprehensive plan update. [1:06:27, 1:06:34]: Okay, yeah, wow. Okay. And uh the the resolution should be in your package. So um [1:06:36, 1:06:50]: So um uh basically what we have is the Department of Community Affairs, the State Department of Community Affairs requires a five year update. Mr. Johnson, we're gonna have to amend the agenda before we go into discussion with it because all right. [1:06:51, 1:06:55]: No, no, the what's in the book is twenty twenty-four, comprehensive plan. [1:06:55, 1:07:05]: Okay. It says twenty twenty eight. I was reading the agenda I was reading the out of the agenda. [1:07:06, 1:07:06]: Right. [1:07:07, 1:07:17]: All right, so Mr. Ryan, you said twenty twenty four, right? And this is the comprehensive plan. Five year update. Five year update is what you're referring to. Okay. [1:07:18, 1:07:34]: All right, so I guess in a sense to make this correct, we need a motion to uh yes ma'am. For the correct language, Ryan, sho is that supposed to be twenty twenty four through twenty twenty eight? Yes. Mm-hmm. What is it now? Twenty twenty four to twenty twenty eight? Yes, sir. Okay. [1:07:36, 1:07:41]: Mayor, I'd like to uh for the council to remove item number eight from the agenda. [1:07:43, 1:07:55]: Totally remote remove it of the the verb. Because it's it's not anything that he's d he's not discussing. Eight, we're gonna be discussing the comp comprehensive five year update plan from twenty twenty four to twenty twenty eight, not not what's on uh item number eight. [1:07:56, 1:08:02]: Is that correct? Yes, that's correct. So we have to remove it, vote to remove it from the agenda. [1:08:04, 1:08:10]: All right, and then add and then make the corrections. Then we'll make the corrections uh for the uh comp plan five year update. [1:08:11, 1:08:13]: Alrighty. Is there a second to that motion? [1:08:15, 1:08:16]: I'm not clear on the [1:08:16, 1:08:22]: The motion is to remove an item that we're not even talking about, which is item number eight as it is written. [1:08:22, 1:08:32]: to remove that item and then to add the item or the comp file your comp plan update. This is just to technically stay in order for what we're discussing and where we can discuss. [1:08:32, 1:08:45]: So is it the Stock Race Comprehensive Comp comp plan? Yeah, comprehensive company. That's what's written, but it's twenty twenty four through twenty twenty eight. Yes. That was left off. You left off twenty twenty four. Yes, twenty eight. Yes. [1:08:45, 1:08:58]: Okay, so so otherwise we just added the word the twenty twenty four, right before twenty twenty eight, everything else is correct? Yes, an adoption. No, we're actually I'm actually up here seeking a resolu a resolution to adopt the twenty twenty four to twenty twenty eight comprehensive plan. [1:09:00, 1:09:12]: The last one was was twenty twenty eight and they were done every five years. So it's actually tw Nothing on here says a resolution, so why don't we just remove it and then just put the eleven in place? Yeah. [1:09:14, 1:09:14]: Yeah. [1:09:16, 1:09:18]: As simple as that. Then just go ahead and vote on the way through. [1:09:19, 1:09:22]: Ya you can't see what we're saying? I do, I get what you're saying. [1:09:22, 1:09:42]: So you're not this is not an update. This is basically a resolution to adopt the twenty twenty four, twenty twenty eight comp plan. Yeah, but it's but it's just an update, yes. The update. Yes. Update version of it. Yes, ma'am. And does that is that to agree to for the mayor to sign that? We've already done that. We've already completed that part. Okay. So when I pass out your your comprehensive plan, you can see [1:09:42, 1:09:52]: that the mayor's letter has already been transmitted. So Mr. Gardner, you gonna straighten us out now? Yeah. Okay, we're good. So you you have a five year update before you have to redo your plan altogether? [1:09:52, 1:10:12]: Twenty twenty four, twenty twenty five, twenty twenty six, twenty twenty seven, twenty twenty eight. Five years. So it take effect for twenty twenty four. We re look at it again in twenty twenty eight. And that'll be correct me if I'm wrong, ALC, that'll be a full comprehensive plan update at that point. Oh [1:10:12, 1:10:32]: We still got another five-year-old. Five year updates okay. But what we've done so far, I think we had a presentation at the last meeting that kind of went over what we updated in the 2020, the original 2017 plan. Uh and it went to DCA and DCA approved that it met all of the requirements to be an adopted comprehensive plan. [1:10:32, 1:10:51]: Uh and once this adoption resolution is done, then you'll be able to maintain your qualified local government status. Is that helpful? Yes. Yes. Okay. Okay. Okay. So I agree. Okay. Um I second Councilman Zablant's motion to remove agenda item number eight. [1:10:51, 1:11:01]: Are you saying to remove it and replace it with this? We remove it and then put the proper verbiage in for what we're actually doing with a resolution for the five year update comp plan to be b uh given to [1:11:02, 1:11:02]: No. [1:11:03, 1:11:10]: Oh. Okay. So okay, so y you made a motion, you're gonna second that motion. Is that correct? Yes. Okay, our favorite motion please indicate. [1:11:11, 1:11:17]: Okay, so you now she says, Okay, now. Now let's make a correct motion so we can have this in the record. [1:11:17, 1:11:18]: The correct motion will be exactly what? [1:11:19, 1:11:30]: Motion is to replace it with the uh five year comp plan update for twenty twenty four to twenty twenty eight and have a resolution in place to coincide with that. Is that what you're looking for? Yes, sir. [1:11:31, 1:11:33]: Okay, motion made is there a second? [1:11:33, 1:11:35]: I second. Okay, all in favor, please indicate. [1:11:37, 1:11:38]: Generous decision. [1:11:38, 1:11:58]: All right, Mr. Anderson. Sorry about that. I don't know why that language was was wasn't updated. Go forward, sir. No problem. Let's move on. From the 14th, August 20, August 14th meeting. But anyway, um this fire you update, we b we basically addressed the most glaring issues of the 2018 document, 2017, 2018 documents. The main concern was density, our density table. [1:11:58, 1:12:18]: For our medium density went from 1.9 to 3.6, and then it jumped from three all the way up to six. So there wasn't any four, five, or six. And then high density started off at eight. So we corrected our density table and we made our document more in line with our recently adopted UDC. And we had a total of [1:12:18, 1:12:38]: Seven public hearings or public meetings in r in regards to this uh compliance comprehensive plan process. And we had an online survey that had over 300 hits. So we did a great job in po in the public part public participation phase. So we covered all our tracks with that. And uh like Mr. Gardner said previously, our next update would be [1:12:38, 1:12:39]: twenty twenty eight. [1:12:39, 1:12:59]: And uh it could be advised that we should do a a major rewrite instead of just a five-year update. Um because this document was originally done with Henry County and um NARC. So um maybe in about five years we should set aside funds to do a major rewrite of of the entire document. But um [1:12:59, 1:13:06]: But the the current document is is sufficient now. Uh we address all the the weaknesses of the document cause [1:13:06, 1:13:14]: Previously, we had been having too many comprehensive plan amendments. So this document will cut down on a number of comprehensive plan amendments that we have been having. [1:13:14, 1:13:34]: Okay. Go ahead, sir. Uh so who who do you recognize? Well I was gonna recognize Mr. Blount, but if he wants to allow you to go ahead. Well with the new one, the the the medium density goes up and then the uh uh high density goes up, is that correct? Uh the the high [1:13:34, 1:13:50]: High density stays the same, but the medium density goes all the way up to six. That's for medium density. Okay, gotcha. Yes. So we corrected that flaw that was in the previous document. [1:13:50, 1:13:58]: All right, Mr. Thomas, go ahead, please. Uh Mr. Anderson, how how would this affect developers? [1:14:01, 1:14:12]: coming to the council making those requests, would this alleviate that request from developers if we [1:14:13, 1:14:33]: Feel the gap in, I guess, if if you will. Yes, sir. Um, I think um most of the comprehensive plan amendment application we have been we have been getting in the past is because of that medium density, that uh that discrepancy in the in the medium density table where it stopped at 3.6 units per acre, which was extremely low for medium density. [1:14:33, 1:14:40]: Anyway, so we fixed that flaw. So it should drastically reduce the number of comprehensive plan amendment applications we receive. [1:14:42, 1:15:02]: Okay, thank you. Yeah. Any other questions? Go ahead, please. Real if I think it's always helpful for people who don't tune in to know what we're doing. So folks understand that this is systematic progress in the city, and this is a part of the the plan that we send to the state that the state signs. [1:15:02, 1:15:22]: Off on it and understanding that what we're doing is a part of the plan. We're just not making decisions. This is putting a solid plan together for every step of the way that we're going. A little, a short explanation of herbiage of self-up so that the layperson out there watching the meeting understands. [1:15:22, 1:15:31]: understands this is in keeping with our total overall comprehensive plan as progress is growing the city and moving into the future. [1:15:32, 1:15:33]: Exactly. That's correct, sir. [1:15:35, 1:15:35]: All right. [1:15:36, 1:15:39]: Motion, second, maybe a second, motion. [1:15:41, 1:15:44]: Got a motion, got a second. All right. All in favor, please indicate. [1:15:46, 1:15:49]: Damn it's decision. All right. Uh thank you, Mr. Anderson. [1:15:52, 1:15:56]: Council consideration to adopt a sanctification sanit. [1:15:58, 1:16:18]: Sanitation, sanitation, yeah, tongue tie, sanitation collection senior discount program for qualified senior citizens. Qualifying seniors will receive 75% reduction in the annual sanitation fees for their place of residence. To qualifying seniors must be age 70 or older, be an owner of a resident or of a single family. [1:16:18, 1:16:38]: Family dwelling for the discount is requested. The annual household income for the applicants residents from all sources does not exceed fifty-seven thousand two hundred dollars. Income must be confirmed by the most recent tax return and submit income documentation city on and before it says May 15th. Am I a [1:16:38, 1:16:58]: Assuming this May 15th, I'm asking because it didn't have a date behind it. So is this May 15th, 2024? Since May 15th, 2023 is already passed. May 15th of each year. This would be an annual process. Okay. And the reason why we said May 15th is so that you can have it on that tax statement, and the city does not have to send the revenue. [1:16:58, 1:17:01]: resident the difference between the cost. [1:17:01, 1:17:05]: All right. So May fifteenth each year. All right, Mr Aaron, go ahead, please with explanation, sir. Thank you. [1:17:06, 1:17:26]: Yes, Mr. Mayor. Over the past several months, staff and the city manager have received numerous phone calls from our seniors in response to now that they're paying a new city tax and the sanitation fees and all of that are on their tax statement. And so the city manager wanted us to come up with a way of [1:17:26, 1:17:46]: reducing uh sanitation fees for our seniors. And so we came up with this process that the seniors that meet these requirements will receive a 75% reduction in their sanitation fees. And so the reason why, as I said, we put that May 15th date in is that we're gonna be working with the tax [1:17:46, 1:18:06]: tax commissioner to see if we can create a special code for the ones that qualify. So when they re because we have to send everything to the tax commissioner by June 1st so that it goes on the tax statement. So that they'll receive that reduction on their tax statement and not have to wait for the city to issue them a check for the difference. [1:18:06, 1:18:08]: And so we're asking. [1:18:08, 1:18:28]: uh council to approve this policy tonight and so next year this would go in into place since taxes have already been mailed this year. It this process will be in place to provide some relief for our seniors who are struggling financially uh to meet certain obligations. So we want to provide them with [1:18:28, 1:18:30]: This avenue for relief. [1:18:31, 1:18:33]: Mr Blount, why is what's your question, sir? [1:18:33, 1:18:47]: Thank you, Mr. Aaron. I um I've gotten a lot of phone calls. Too many to uh c count on this, um, about because what happened with the seniors that have came into the city. [1:18:48, 1:18:52]: Um, because the city right now doesn't have [1:18:52, 1:19:03]: A home state exemption this year or next year because it would go to a referendum once this council sets it up. So we've got seniors that have come into the city. [1:19:04, 1:19:09]: that are seeing an increase in property value, which increases [1:19:09, 1:19:11]: How much they have to pay taxes. [1:19:12, 1:19:18]: And they're seeing from the city of Stockbridge an increase because of the city property tax. [1:19:19, 1:19:22]: And when we talked about this um [1:19:23, 1:19:24]: Sanitation bill. [1:19:25, 1:19:34]: One of the things I would discuss because I'm having so many seniors call me. I have a seniors event every single month. [1:19:35, 1:19:40]: And these people are calling me saying, What is going on? And one of the things I discuss with [1:19:41, 1:19:44]: Uh, our city manager. I discuss I want to see. [1:19:45, 1:19:55]: Um, if we could look at what it would take and what would be the cost to the city to offset the sanitation bill this year for the seniors [1:19:55, 1:20:13]: to offset that bill this year because of the tax and because a lot of these seniors are on fixed income and then because we won't they won't be able to have homestead exemption until twenty twenty five because it's gonna have to be voted on twenty twenty four, is that we look at [1:20:13, 1:20:21]: Now, how do we go about then doing the discount? I've asked for those numbers. [1:20:21, 1:20:26]: So for me, I can only go by that I need to see some relief. [1:20:26, 1:20:28]: This year instead of next year. [1:20:29, 1:20:36]: This spreadsheet is included in your package and it outlines how much money it would cost based on the number of people that. [1:20:36, 1:20:52]: receive this discount. If it was a hundred, it'll cost the city nineteen thousand eight hundred dollars. If it was a thousand, it would cost the city a hundred and ninety eight thousand dollars to offer those rebates. So this spreadsheet outlines [1:20:53, 1:20:56]: Yeah. What it would cost us for those rebates. [1:20:58, 1:21:03]: At the time of the discussions, which is not hasn't been I've talked to the discussion for me. [1:21:04, 1:21:12]: Because I think that uh you're on fixed income. Most seniors start fixed income at sixty five, age sixty five. [1:21:13, 1:21:26]: And because you have those seniors now with the increase in the uh in the property value and with the tax, I'd like to see that roll back that we discussed what that I discussed with the CD manager. [1:21:27, 1:21:38]: for this year and we do the discount for next year and those people that can apply and apply for a home state exemption for twenty twenty five because um [1:21:38, 1:21:43]: The seniors, the seniors that are calling me, they're hurting right now. [1:21:43, 1:21:45]: Because they are on fixed income. [1:21:46, 1:21:51]: And because these increases are hitting, we need to do something about that now. [1:21:51, 1:21:52]: In my opinion. [1:21:53, 1:21:59]: And that's why I wanted that paperwork to be put forward before we even uh put this on the agenda. [1:21:59, 1:22:03]: to have this brought forward in this way because something needs to happen this year. [1:22:07, 1:22:08]: Ms. Barber, go ahead, please. [1:22:09, 1:22:13]: Thank you. And I I agree with you, Councilman Blount. Um [1:22:14, 1:22:19]: Homeowners do need relief. I do support staff's effort in. [1:22:20, 1:22:25]: Offering some relief through the senior discount program for sanitation services. [1:22:26, 1:22:27]: But I was also looking for. [1:22:28, 1:22:31]: The cafeteria list that was promised to the council. [1:22:31, 1:22:32]: To include [1:22:32, 1:22:36]: Tax exemptions for those homeowners who are on septic systems. [1:22:37, 1:22:39]: It was promised that it would be brought to the council today. [1:22:40, 1:22:40]: Um [1:22:41, 1:22:43]: So absolutely, I support relief. [1:22:44, 1:22:46]: The homeowners through the sanitation program. [1:22:47, 1:22:52]: And for those homeowners who are in septic systems. Again, the residents. [1:22:52, 1:22:55]: The majority of the newly annexed residents have [1:22:55, 1:22:57]: are in city council district four. [1:22:57, 1:23:00]: We have to be fair about what we're doing here. [1:23:00, 1:23:01]: They're paying [1:23:02, 1:23:02]: And two. [1:23:03, 1:23:03]: А [1:23:03, 1:23:04]: Sewer system. [1:23:05, 1:23:06]: But they have septic systems. [1:23:06, 1:23:07]: That's not fair. [1:23:08, 1:23:09]: So please. [1:23:09, 1:23:10]: When [1:23:10, 1:23:11]: Will the information for [1:23:12, 1:23:12]: Then [1:23:13, 1:23:14]: The text [1:23:14, 1:23:15]: Commissioner. [1:23:15, 1:23:17]: Provided that I forwarded. [1:23:18, 1:23:18]: To you all. [1:23:19, 1:23:22]: be presented to the council along with the cafeteria list [1:23:22, 1:23:24]: Of tax exemptions. [1:23:24, 1:23:25]: To include [1:23:25, 1:23:27]: Septic systems. [1:23:27, 1:23:29]: When will that be provided to us? [1:23:29, 1:23:30]: I expected it. [1:23:31, 1:23:32]: Today. [1:23:32, 1:23:52]: No ma'am. Um Ed Wall and myself have been working along with the tax assessors to put that together, that cafeteria list that would include septic, age, disability, veteran veteran status. We're working on that. We met last week and came up with some with some numbers. We're gonna run those, go back and run those again. [1:23:52, 1:23:54]: And with Mr um [1:23:55, 1:24:09]: Michael Harris and his crew and our goal is to bring that as soon as that's done, we're gonna bring that to you guys. But we have been working on that to get that to the council. Okay, but you promised me that it will be here at this work s work session today. [1:24:09, 1:24:21]: So this is a good idea. This is a separate sist separate program that we're offering away from exemptions. Exemptions won't happen until twenty twenty five if approved. [1:24:21, 1:24:23]: This is something that we put together. [1:24:23, 1:24:24]: Right. [1:24:24, 1:24:26]: that would potentially give relief [1:24:27, 1:24:36]: Immediately if approved, right? We'll give those rebates back. So that's an assistance that happens right now. Look at that. We also we're also efforting [1:24:36, 1:24:37]: put together. [1:24:37, 1:24:45]: That comprehensive cafeteria list uh that we said we would put together and Ed Wall and I, the financial advisor, been working to get that together. [1:24:45, 1:24:47]: And to bring that to the council. [1:24:47, 1:24:49]: And have council vote to move that forward. Yes, ma'am. [1:24:49, 1:24:57]: Can you also prepare a program for those homeowners who are in septic systems? [1:24:57, 1:25:00]: Just as you're doing with the sanitation program. [1:25:00, 1:25:03]: For seniors, I believe. [1:25:03, 1:25:05]: That most of those homeowners once again. [1:25:06, 1:25:07]: who are on septic systems. [1:25:08, 1:25:10]: They are in city council district four. [1:25:11, 1:25:12]: They need relief as well. [1:25:13, 1:25:14]: They can't wait. [1:25:14, 1:25:21]: until twenty twenty five. I believe it's fair for us to also offer a discount reduction. [1:25:21, 1:25:25]: roll back or something for them next year. [1:25:25, 1:25:26]: Not in twenty twenty five. [1:25:27, 1:25:47]: If it's the wisher council, we would add that, but that was not the initial direction. The initial direction was to look at septic as part of the exemption on property tax. That's what was discussed. This is totally separate from that. But it was also it was also directed for staff to bring this back to the council. [1:25:47, 1:26:07]: Order may make a decision that would be effective in 2025. Not 2025. The point of order is we're getting back off track. The agenda item is specific in regards to sanitation. I do understand Councilwoman Barber's concerned. [1:26:07, 1:26:14]: But that has to be taken up at some other time and addressed at some other time because on the agenda for tonight. [1:26:14, 1:26:17]: We're specifically talking about sanitation. [1:26:17, 1:26:17]: Right. [1:26:18, 1:26:35]: Okay, point over well taken. We'll stick on sedimentation. You already mentioned, uh, Mr. Gardner that you got some additional information you're gonna bring back to us a little later. Um that was brought discussed earlier. Some things you're gonna bring back to the council later. Well that's a later date. That's the whole tax exemption cafeteria program that we discuss. [1:26:35, 1:26:55]: Okay. But once again, we never discuss doing something to this year that was discussed as a tax exemption as part of property tax. This is totally separate. Mr. Gardner, point of order to you two. We're talking specifically about sanitation. Yes. Right? So I got it. [1:26:55, 1:27:15]: I direct you for everything, the kitchen sink, and I believe Councilman Barber stated that as well. So when you bring it back, we can take a look at all of those things. Yes. But when when maybe when to bring it back? Because I expected that we would be dis voting that we would be voting on it to implement it in twenty twenty four. [1:27:15, 1:27:27]: Ms. Garner, Ms. Gardner, what's the reasonable time you can get back to us with this so we can move on? Our goal is to hover to you guys either at the next meeting or the work session to discuss. Work session? We have [1:27:27, 1:27:42]: I want everyone to understand, yes, this is staff, but this is also taking into account other entities that we have to gather information from. Right? So it's Thank you. It's work rook session in November. Can you do that make sure? All the information has already been provided to you. Mayor. [1:27:42, 1:27:53]: Work session in nov in no November. Mr uh Mr uh Aaron, let's go on with this sanitation piece, right? Let's go on with this piece. I think are you done? Are you are you done with your convers are you done with your presentation? [1:27:53, 1:28:09]: Yes, sir. Any other and specific questions from the council about sanitation only? I do. Okay. Once Ms uh Gantt, go ahead please. Thank you. Is well has a study been done to know what that financial impact would be towards the city? Um I'm not [1:28:10, 1:28:18]: against I I hear it loud and clear, but we you know, I don't want to put a band-aid on something that [1:28:18, 1:28:26]: And I get it. The tax exemption, sanitation, we're trying to do things to help the seniors who are on fixed income. [1:28:27, 1:28:28]: The taxes [1:28:28, 1:28:30]: They have increased tremendously. [1:28:31, 1:28:40]: did not come from the city. Let me be clear, it came from the Board of Education. And one of the things that people aren't I don't believe they're more [1:28:42, 1:28:57]: informed of is that specifically um that taxes were raised across the board, both the county and then we implemented a tax. So my question to you is [1:28:58, 1:29:00]: In regards to sanitation. [1:29:00, 1:29:14]: Whether or not we have done a study of some sort to show the financial impact it will be on us based off of age group seventy or sixty-five. [1:29:14, 1:29:19]: So a at in our preliminary conversation, Mr. Gardner and I [1:29:20, 1:29:21]: We [1:29:22, 1:29:34]: Our numbers so that at seventy, it would be a hundred or less that would meet those requirements. And if it's a hundred or less, it'll cost us mine will say twenty thousand a year. [1:29:35, 1:29:37]: To provide that service to seniors. Okay. [1:29:38, 1:29:41]: And do you know what it would be at sixty fi age sixty five? [1:29:42, 1:29:49]: If we was at age sixty five, you're probably talking about three to four hundred. [1:29:50, 1:29:54]: At age sixty five, that that would qualify under this program. [1:29:54, 1:30:03]: So that's probably gonna cost you like a hundred and ten thousand, hundred and fifteen thousand a year, but we've got a healthy fund balance in [1:30:04, 1:30:23]: in sanitation and one of the things the program does say f pending that funding is available because we would not use general funds for this program. It'd have to be the sanitation f fees themselves that we use for this reduction. Excellent. And I I do like that. And I want [1:30:23, 1:30:40]: Mayor and Council to consider in the future. That that that's excellent and that's very detailed and thank you for that, for having those numbers ready for us. Um and because it is depending on the fund amount that we have in that balance, whether what you can approve. [1:30:40, 1:30:58]: I see no problem with it. Um I do however want us to be cautious in the future of what we're spending and what you know, we implement a tax because we c we we gotta be able to pay for certain things and then we discount every single thing. [1:30:58, 1:31:01]: We we're gonna have to come to some type of realisation that [1:31:02, 1:31:03]: You know, um [1:31:03, 1:31:05]: Because I'm not gonna vote. [1:31:05, 1:31:09]: Again to increase a tax to cover other stuff that we [1:31:10, 1:31:16]: discounting just to appease or get votes for. I'm not doing that. So but this particular thing [1:31:16, 1:31:18]: In regards to sanitation. [1:31:19, 1:31:23]: I like the way it was planned. I love the they the thought of it's been you know [1:31:23, 1:31:38]: The age sixty five, you have the facts on what it would cost us. The age under uh seventy, we're looking at it affects a hundred people and the people who uh will be able to apply. So that makes sense to me and it's not coming out of our main b budget. [1:31:39, 1:31:46]: So it would be up to council whether they want the aid at sixty-five or seventy. Mayor, I'd like to make a motion. Go right here, sir. [1:31:46, 1:31:51]: I would like the age to come down to age sixty five, but also in that motion. [1:31:52, 1:31:54]: I would like to have that rebate. [1:31:54, 1:31:58]: given this year and a discount applied also to next year. [1:31:59, 1:32:00]: prior to um [1:32:02, 1:32:08]: Each resident being able to apply for home state exemption as they would have with the county. [1:32:10, 1:32:12]: So they're seconded that motion. I second that. [1:32:12, 1:32:24]: Ms. Barber second now. All in favor, please indicate. Well I have a question. I think Mr. Aaron your mouth were moving but you weren't saying so. I was about to ask how long I mean, we're in October, so how long is it gonna take to prepare for that? [1:32:25, 1:32:45]: See the the the thing about it is you're gonna have to obtain that financial information. You have to put put the put the information out there to people to apply for it. So you gotta go through and verify those incomes through their tax statement. So the ones that will submit the information, that's gonna be the holdup is we're gonna have to have a deadline saying you need to have this information. [1:32:45, 1:32:52]: information to us by a certain date so that we can start processing those and get them back to them in a timely fashion. [1:32:53, 1:33:05]: Mr. Aaron, if we get if we put this out and then and we saying in in May that it has to be set up and everybody apply for that in May. But if you want the rebate [1:33:06, 1:33:26]: back from this year for the sanitation, then I dunno I'm okay with a ninety day window. No. As long as the city put it out there. And if it doesn't happen in the ninety day window, which will put us in uh toward the the end of January, which is prior to the m the May date for what you all established, I'm okay with that. I just [1:33:26, 1:33:26]: Yeah. [1:33:27, 1:33:36]: Some in in in my opinion, just something needs to happen this year because I'm getting too many calls and not to stand [1:33:37, 1:33:39]: And I'm trying not to sound political. [1:33:40, 1:33:43]: But we have to do something this year because [1:33:43, 1:33:48]: The people that are on fixed incomes are taking two hits. [1:33:48, 1:33:53]: They're taking a tax increase on their properties and they're taking a tax increase for for the city. [1:33:54, 1:34:04]: And those things aren't on the fixed income. It it just we need if we can offset it in any kind of way with the city and doing this and make it happen, I'd like to see us make it happen. [1:34:05, 1:34:25]: So 90 days you're talking about the thirty-first of January of twenty twenty four, they would have to submit the information to us to receive the rebate for this year. And then in order to receive for twenty twenty four, it has to be received by May 15th. I'm okay with that. So um Ms Mr Holiday, [1:34:25, 1:34:33]: Could you read back the motion, make sure we have it right, please? Make sure that this is understood. I I was about to um ask you that. So [1:34:35, 1:34:50]: I heard uh councilman Blount say that there was a motion to change the age to sixty five and apply to twenty twenty four. But then when I was hearing for this year and then I'm hearing Mr. Aaron said ninety days and we don't have [1:34:52, 1:35:01]: The the ninety days go to uh January thirty-first for them to apply for the rebate for sanitation rebate for this year. [1:35:01, 1:35:09]: And then they have to apply by May in order to that they get the rebate for the following year. Now [1:35:09, 1:35:14]: If the ones that applied this year for the rebate, couldn't they just also [1:35:15, 1:35:16]: Couldn't that also be um [1:35:17, 1:35:23]: Forward it for the following year so instead of them coming back? No, so because they wouldn't have their tax return for this year. Gotcha. Okay. [1:35:24, 1:35:27]: Then then that's the emotion you you got him miss holiday? [1:35:32, 1:35:43]: So let me demonstrate it. I have a question. It reads like it reads. It it reads like the like the consideration reads, but the the age changed to sixty five. [1:35:46, 1:36:00]: The only thing that's different is they have to apply for a rebate within ninety days uh up until January thirty first. Of twenty twenty four to receive the twenty twenty four to receive the sanitation rebate. For this, for twenty twenty. For twenty twenty three. [1:36:02, 1:36:12]: And for twenty twenty four to get the rebate, they need to apply for it by t May of twenty twenty four. Yes. Right. May fifteenth of twenty twenty four twenty twenty four. Okay. [1:36:13, 1:36:14]: Okay, so I have a question. [1:36:15, 1:36:35]: So the sanitation for twenty twenty four is what Bill that you sent to Mr. Harris on the tax statement. Right. But that's the new rate. Yes. So they will get a rebate for the new rate, not the previous twenty twenty-three rate, but the new rate for twenty twenty four. Yes. [1:36:35, 1:36:36]: Great. Thank you. [1:36:37, 1:36:54]: And we need to r you need to read it one more time, make sure we got it straight. Mr. Blountson compliance here. Agrees with it? No. We good? Yeah, I think she's gone. All right. Miss Ms. Gatton, you had a question? I I have one more question. Is this possible the process? Well you have the people in place. Who's going to do what? [1:36:55, 1:36:59]: I just wanna make sure that we're not setting this up to because [1:36:59, 1:37:02]: I I agree with it. I support it. [1:37:02, 1:37:07]: But I wanna make sure that we have time to set it up. I mean, it's like [1:37:08, 1:37:10]: It it's January already. [1:37:10, 1:37:17]: So So I'm trying to figure out how how what you what are you gonna need to make this happen? The process is [1:37:17, 1:37:20]: The policy request then to submit the information to finance. [1:37:21, 1:37:41]: since they're the keeper of the city's funds. And finance will verify that they meet the income requirements. And so if they meet the income requirements for this year, then you send them the rebate. And if they meet the income requirement going forward, then they submit that information to Public Works. And when we submit [1:37:41, 1:37:44]: that information to the tax commissioners. [1:37:44, 1:37:49]: office, then we'll have a code that identifies the people that [1:37:49, 1:38:03]: receive the rebate so that way they're never billed a full amount for sanitation fees. They just billed twenty five percent of the sanitation fees. So we don't have to send them a check. Okay. Uh um uh mayor go right sir. [1:38:04, 1:38:20]: How long does that take, what you think finance would take to get those numbers? Because it does shorten the time. So for for not but those that are asking for 2024, they'll have from January, they'll have five months to get that information. If they want to rebate, I think they'll meet the deadline. [1:38:21, 1:38:29]: And then we just gotta be firm it's gonna be some people that come after the deadline. After this information is given to the tax commissioner, then [1:38:29, 1:38:30]: Yeah. [1:38:30, 1:38:40]: council's gonna have to make a decision whether they extend it or give them a grace period or anything like that. But if we got a date, they got five months, I think that's sufficient time for people to [1:38:40, 1:38:40]: Mm. [1:38:41, 1:38:46]: Get that information to No, I got that. I'm talking about the the time for the rebate. [1:38:47, 1:39:03]: for this year. We said d January thirty first, which is roughly just a little bit over ninety days. Yes. But how long does it take finance to get that information together? But it uh like I said, I'm thinking it's gonna be less than three hundred people. [1:39:04, 1:39:10]: If that many it shouldn't take that long to Okay, you've got to review tax documents, you know, and [1:39:10, 1:39:28]: Since that's gonna be coming out of what you you the budget part that you're talking about by so can you let me know when they got that set up so I know that they're actually putting it out to the uh residents. And we just have to make a uh a line item in the budget as well to account for the rebate. But that's be an expense that [1:39:30, 1:39:33]: Well expanse out. I appreciate that. Thank you. [1:39:33, 1:39:37]: So we revise the motion. Motion made. Is that revised motion been seconded? [1:39:39, 1:39:42]: Yes, Miss Ban. Okay, Ms. Kant, just second that. All in favor, please indicate. [1:39:43, 1:40:01]: Unanimous decision. Okay, fantastic. Okay, now we are going back to our previous item that we uh we deferred that deals with uh council consideration approved the intergovernmental IDA between the city of Stockbridge and Citywide Development Authority. [1:40:01, 1:40:09]: The second session. No, no, no, sir. We got we w what Oh you said you want to talk about after the Zecca. After the second session? Okay, excuse me. I put it [1:40:09, 1:40:12]: Okay, after the second session then, so be it. Okay. [1:40:14, 1:40:17]: All right, keep me straight. All right. [1:40:19, 1:40:39]: Okay, on that note, then let's sue here. Announcements of upcoming meetings and events.
