[0:09:45, 0:09:58]: And this is the staff analysis from section nine point eight of the Unified Development Code. The key points to highlight is are that this is contiguous with the bridges of Jodico. [0:09:59, 0:10:05]: Um they used the one hundred percent annexation method and the [0:10:09, 0:10:23]: And it will also it will provide economic growth to the surrounding area and it will also provide job opportunities to the residents in the vicinity air area. [0:11:24, 0:11:31]: The applicants here. Oh okay. Yeah, anybody opposed for? [0:11:34, 0:11:36]: Yeah, I didn't think anybody was in. [0:11:38, 0:11:39]: Okay. [0:11:39, 0:11:45]: Hi. Good evening. My name is um Kathy Watts Jones. My address is four [0:11:45, 0:11:48]: two five zero five Palmer Park Court, Duluth, Georgia. [0:11:49, 0:11:53]: And I am uh vice president CFO of Marketplace Storefront LLC. [0:11:53, 0:11:56]: Um we built uh [0:11:56, 0:12:00]: А вокруг подавело билдер. Вибил символ пролет дано. [0:12:00, 0:12:09]: Get closer to the mics. Okay. We've built similar products down on Joan uh Jonesboro Road. Uh we also we do retail. Uh we develop uh [0:12:10, 0:12:17]: Self-storage and uh apartments. This is going to be a high-end development, luxury apartments, along with [0:12:17, 0:12:20]: commercial retail. We are planning a [0:12:20, 0:12:25]: uh on the on the west side of the future northwest parallel we're planning uh [0:12:26, 0:12:27]: А ритайл шопін центр ви. [0:12:28, 0:12:29]: uh rooftop dining. [0:12:30, 0:12:31]: uh to bring [0:12:31, 0:12:38]: uh a class E development to Stockbridge. We approach Stockbridge with our with our project. We we [0:12:39, 0:12:42]: Uh h have been following Stockbridge for a long time. I have a [0:12:43, 0:12:45]: a a a land use map that [0:12:46, 0:12:54]: Pinpointed our property to be a future annexation for Stockbridge. And we thought before we get started on this project, it's the best time to move forward. [0:12:55, 0:13:09]: Uh so we approach Stockbridge to bring our our um project to the city. We like the synergy of the city, the things that are going on here, the growth. Uh we and we feel like our product would be a great asset to the city of Stockbridge. [0:13:10, 0:13:27]: I would like to um show you a brief video of our project, our residential project that we have currently down on Jonesboro Road, so you can see uh exactly the luxury resort style uh development we're looking to bring to the city of Stockbridge. [0:15:40, 0:16:00]: So all of our uh developments are high-end developments. We use granite countertops, the uh heart uh LVL flooring throughout the all the facilities, walk-in, um we have walk-in closets for all the bedrooms. Um we we look to bring luxury. Uh there's nothing like our product in [0:15:59, 0:16:09]: In the south we have the four story interior corridor, so access is always through the interior of the building, and also we have elevators throughout. [0:16:12, 0:16:20]: Mr. Chairman, I have a question. So go ahead. Um since these are apartments, uh what are your anticipated lease rates for the apartments? [0:16:21, 0:16:40]: These um these are luxury apartments. The one bedrooms, uh the smallest one bedroom we have is six hundred and eighty-four square feet and the three bedrooms are up to seventeen hundred plus square footage and they s typically uh begin around twelve hundred dollars per month. The three bedrooms are over three thousand dollars a month. [0:16:42, 0:16:56]: Also, um are you gonna have any minimum uh lease requirements built into your leases? We do and we scrutinize all our leases, our our our potential um [0:16:56, 0:16:57]: Uh [0:16:57, 0:17:14]: Cont our potential uh homeowners, we scrutinize them very strictly on the front end. There is a lot of fraud going on now with people trying to get into apartments and squatters, but we we do have the credit checks, background checks uh for all of our tenants. [0:17:14, 0:17:22]: So you're gonna have m annual rate annual leases more than month to month or something like that? Correct. We do not do month to month leases. [0:17:26, 0:17:28]: Mr. Thibodeau, go ahead. [0:17:29, 0:17:36]: W what type of security uh setup do uh do we have at those uh complex? Uh uh is is it gonna be gated? [0:17:36, 0:17:48]: It is all all of the the residential portion is gated with key access throughout. Uh one good thing about our apartments they ha they have three deadbolt locks on'em. So you have [0:17:48, 0:17:59]: uh a a dead boat lock that you can get in from the outside and there's two l deadboat locks on the inside, one which is not accessible from the outside on all of the exterior doors. [0:17:59, 0:18:03]: And we currently we have uh a security officer that [0:18:04, 0:18:12]: uh leases and stays on the property at this site and for a reduced rent to uh patrol, you know, doing his off duty hours. [0:18:16, 0:18:17]: Thank you. [0:18:21, 0:18:23]: Yeah, the comments, questions? [0:18:26, 0:18:30]: Well the kids that we have no opposition. [0:18:31, 0:18:33]: to uh go out and pigeon. So uh [0:18:35, 0:18:38]: This would close about the comment. Thank you. [0:18:41, 0:18:45]: That was a staff report. We still need to open it up for public. [0:18:46, 0:18:47]: But [0:18:47, 0:18:50]: Don't must work. [0:19:00, 0:19:01]: Well, we comment. [0:19:07, 0:19:10]: Hearing uh public comments closed. [0:19:12, 0:19:15]: have a motion on this application. [0:19:17, 0:19:26]: Mr. Chairman, I motion that we approve the annex case annexation case uh AX twenty twenty three dash oh four. [0:19:27, 0:19:28]: Second. [0:19:29, 0:19:31]: And we'll bad. [0:19:32, 0:19:48]: Mr. Williams is second by uh Mr. Dumas. All those in favor, let it be known by the sign of aye. Those opposed? Hearing none, the ayes have it. The uh annexation case is approved. [0:19:49, 0:19:50]: Item ten. [0:19:58, 0:20:10]: District Council 5, consideration of a request to assign the future land use designation of high-density mixed use to property at 22,000. [0:20:18, 0:20:20]: Mixed in the development of the apple. [0:20:30, 0:20:35]: One four hundred and eight plus or minus twelve eight. [0:20:36, 0:20:56]: Uh 2250 Jodie Code Road, parcel number 05301017005 contains 20.138 plus or minus 50 within three tracks. 2206 Jodie Code Road parcel number 0530101 7000 contains 0.0 [0:20:56, 0:20:58]: two seventh less than minus eight fifths. [0:21:08, 0:21:10]: Here from uh [0:21:12, 0:21:15]: Thank you, Mr. Chairman. Um, as mentioned [0:21:18, 0:21:23]: This is the presentation for the comp plan for CP twenty three three dash zero five. [0:21:28, 0:21:45]: Uh the case facts, the applicant's request is to assign the future land use designation of high dense mixed high density mixed use to allow for a mixed use development. Uh the number of acres, as mentioned earlier, is twenty point four zero eight and the county land use designation is mixed use. [0:21:48, 0:21:58]: Uh this is the aerial photo of the property, twenty two fifty Jodeco Road and the small parcel twenty two oh six Jodeco Road. And this is the Argentis and the bridges of Jodeco. [0:22:00, 0:22:10]: Uh the updated comprehensive plan. Um this is the information about the high density mix use. And it's important to note that the PUD is compatible in all of the zoning districts. [0:22:16, 0:22:30]: This is the joint zoning map of the area. As you can see it's mixed um mix used, Henry County, and then you have C two, C three, C one, and we also have the city um bridges of Jodico, which is zone P U D. [0:22:33, 0:22:43]: And this is the joint future land use map, which Henry County is uh mixed use and mixed use and uh medium density and the city is high density mixed use. [0:22:45, 0:22:58]: The surrounding land use destination, the properties to the north is mixed use, to the south, which is the British of Jellico, high density mixed use, and to the west, you also have uh mixed use as well, which includes a retail shopping center and a U-Haul. [0:23:01, 0:23:21]: And we also did a surrounding land use density. Uh we we analyzed it, and based on what we have, the Argentos and the British Jodico, which is three hundred and six, is at twenty units per acre, whereas market storefronts um three hundred and twenty, which is sixteen units per acre. And therefore it is consistent with the [0:23:21, 0:23:24]: with the c um and the area, the density. [0:23:27, 0:23:46]: As mentioned, the uh project information, the applicant wants to put three hundred and twenty multifamily units with six hundred and twelve parking spaces, and they will include a thirty-foot thousand square foot retail software center with 189 parking spaces that will be provided, include a dog park, a many area, car wash, and a ten foot sidewalk. [0:23:50, 0:24:06]: The key points to highlight from the staff analysis is that the PUD is compatible with all the YAN use designations, including the high density mixed use, and is consistent with the policy goals that are current found in the comprehensive plan, which is found on page forty two and forty-four. [0:24:10, 0:24:15]: And it's also compatible with the bridges of Jodical Development. Um [0:24:16, 0:24:22]: And is also consistent with the surrounding densities that are found in the area as explained in the table. [0:24:24, 0:24:42]: And the last question regarding the current land use designation, maintaining the current land use designation, the existing mixed use development, um, bridges of Jodico, the retail shopping center, the subdivision, and the R Gento at the Bridges of Jok Jodico makes the area feasible to develop. [0:24:44, 0:24:46]: And staff recommends approval. [0:25:09, 0:25:15]: Um I don't know if I need to introduce myself again. Um I was just here to see if you had any questions. [0:25:16, 0:25:22]: I have to? Okay. My name is uh Kathy Watts Jones. My address is two five oh five Harmon Park Court. [0:25:23, 0:25:24]: Duluth, Georgia. [0:25:24, 0:25:26]: Uh County of Residence is Gwinnett. [0:25:26, 0:25:29]: And I'm vice president of marketplace storefronts. [0:25:33, 0:25:33]: Mm. [0:25:34, 0:25:37]: I've made my presentation. Do you have any questions for me? [0:25:42, 0:25:43]: Yeah, I have a question for you. [0:25:44, 0:25:46]: Yeah, the commercial testing plan, yeah. [0:25:47, 0:26:05]: Uh we're looking to put uh on the corner uh rooftop dining. Um that was one of the things that was requested uh when the property was originally uh zoned with the uh Henry County. And we're going to abide by all the zoning requirements that they already put in place for that project. [0:26:06, 0:26:10]: And so we're looking at some rooftop dinning, uh commercial uh [0:26:10, 0:26:18]: little small shops more than a big big uh big big body tenant. So we got thirty thousand square foot. So [0:26:19, 0:26:23]: more little sh small quaint shops that are walkable. Um [0:26:23, 0:26:31]: We tend to uh bring in local residents for our commercial developments. We've uh a lot of developments down in um [0:26:32, 0:26:38]: On Jonesboro Road, we w were one of the first ones to allow that brought juicy crab in and now they're [0:26:38, 0:26:50]: booming and they're and and that store in in in on McDonald Road is the number one store. We also take we take a lot of risks with our locals that come in, like the McDonald Fam fam [0:26:51, 0:26:54]: McDonald Center for family dyn dynasty when those two [0:26:54, 0:26:58]: Uh college graduates came in, we took a chance with them, and now they're booming. [0:26:58, 0:27:04]: uh their business has really grown. So we uh Lacasia Grill, we bring in people that are local. [0:27:05, 0:27:08]: that uh want to advance and invest in their community. [0:27:09, 0:27:13]: What does and the turnover rate in the units that you currently have already established? [0:27:14, 0:27:16]: uh for our res our retail [0:27:19, 0:27:27]: Um our apartments, uh the first one we did was uh Canyon Springs apartments and that is ninety-five percent leased. [0:27:27, 0:27:39]: Uh the one that we I just showed you the Somerset apartments, that one's only been open since April. And that one is uh thirty-seven percent least. Uh so they stay pretty full. And when it comes to our um [0:27:40, 0:27:45]: When it comes to our uh shopping centers, I think we've only lost [0:27:45, 0:27:48]: Two tenants since I've been involved since two thousand and seven. [0:27:51, 0:27:53]: Most of our tenants tend to stay. [0:27:53, 0:27:59]: Uh we had a couple of tenants that didn't make it, but we took a chance with them, even though they weren't national tenants. [0:28:00, 0:28:18]: How do you consider the uh commercial tenants? I mean do are you considering the commercial tenants so that you create a commercial port of a good testing pathway so people can look at some point at there, some point or entity there uh to attract other shoppers? [0:28:19, 0:28:29]: Uh yes, I it I mean, right across the street is the Costco. So we feel like that that's gonna be a nice corner for commercial uh uh businesses to come in, yeah. [0:28:30, 0:28:45]: All right. Mr. Chairman, I have a question. Mr. Donas. You mentioned the parallel highway that's being contemplated by Georgia DOT. That's gonna run right through your property. Is I re uh if I'm interpreting the maps correctly. [0:28:45, 0:28:46]: That is correct. [0:28:47, 0:28:55]: I'm wondering, uh do you anticipate starting construction and development before that road is built or after that road is built? [0:28:55, 0:29:14]: Well, uh we anticipate the on the uh on the retail side, which would be on the west side, we could possibly get in there before the road is built because we do have access off of Jodeco Road to go in and out of there. And we also anticipate doing some of our land development portion uh of the development. [0:29:14, 0:29:17]: while they are doing their development on the road as well. [0:29:18, 0:29:18]: Okay. [0:29:20, 0:29:21]: Thank you. Mm-hmm. [0:29:22, 0:29:23]: Any other questions? [0:29:26, 0:29:28]: Now open for public comment. [0:29:33, 0:29:36]: Those in support, those opposed. [0:29:38, 0:29:41]: Hearing none, the public comments is closed. [0:29:43, 0:29:44]: Have a motion. [0:29:46, 0:29:54]: Mr. Chairman, this is David Planchon. I would like to make a motion that we approve and adopt the comprehensive plan amendment. [0:29:55, 0:29:57]: CP two oh two three dash oh five. [0:29:58, 0:29:59]: A second. [0:29:59, 0:30:03]: Anthony Mitten seconds. Pardon me. Anthony Mitten seconds. [0:30:07, 0:30:14]: Aye. Those approved. Hearing none that the amendment is [0:30:16, 0:30:20]: Talk about case number C D twenty point three oh five. [0:30:21, 0:30:24]: Next case, this is our case number. [0:30:26, 0:30:31]: Relocated in Council District Five consideration of a request to assign zoning districts. [0:30:31, 0:30:39]: a PUD plan unit developments for parcels at 2250, 2206, Jodico Road, located in unincorporated Henry County. [0:30:40, 0:30:47]: If and after the parcels are annexed into Stock Creek City limits to allow for the construction of the mixed use development. [0:30:47, 0:31:00]: The applicant's marketplace store funds LLC the property contains two parcels as are listed below in land lot 78 of District 6 with 20.48 plus or minus acres. [0:31:01, 0:31:21]: 2250 Jodeco Road parcel 0530101705 contains 2438 plus or minus acres within three tracts. 2206 Jodeco Road parcel number 05301017000 contains 0.27 acres plus or minus. [0:31:22, 0:31:24]: Yeah, report. [0:31:25, 0:31:30]: Yes, thank you. Um this is the presentation for R Z twenty twenty three dash zero six. [0:31:32, 0:31:43]: As mentioned, the um the applicant's request is to assign the zoning district a PUD to allow for the purpose of developing a three hundred twenty multifamily unit development with a retail shopping center. [0:31:45, 0:32:03]: Um the zoning history. The property was rezoned from RA two hundred to C two back in nineteen sixty-seven. Um the review of the zoning files indicate that the portion of the property was rezoned to from C two Tam U on November twenty-ninth by the Herring County Board of Commissioners. [0:32:06, 0:32:10]: Um the aerial f this is the aerial photo of the property. [0:32:14, 0:32:26]: This is the site visit that we did on November first, twenty twenty three. Uh as you can see, this is the retail shopping center. This is the U-Haul neighborhood, and this is the parcel for 2250 Jodika Road. [0:32:29, 0:32:36]: And this is also the side visit that we also did um on that d same day. And this is for twenty two oh six Judica Road. [0:32:40, 0:32:50]: And as mentioned, as she said earlier, the this is the Costco. If you're looking from the different side of view, this is Costco. And around over here, this is where the uh Argento are the bridges of Jodeco as well. [0:32:54, 0:33:08]: This is the joint zoning map um of the uh 2250 Jellico Road and 2006. Um mix use, uh you have C three, C two, and you have the bridges of Jellico, which is PUD. [0:33:10, 0:33:20]: And this is the future land use map um that I showed earlier. Mixed use and the city land use designation for the bridges of Jolico is high density mixed use. [0:33:22, 0:33:42]: As mentioned, the uh project information, the applicant proposes to build a mixed-use development with 320 multifamily units with 600 parking spaces. And the mixed use development will include a 30-foot square foot retail shopping center with 189 parking spaces that will be provided. That will include a dog park. [0:33:42, 0:33:46]: Park, amenity area, and maintenance car wash in the ten foot sidewalk. [0:33:48, 0:34:03]: Um this is a side plan. As mentioned, she did on the side plan it does show the security gates as well and the uh club leasing on the mail kiosk and another security gate. This is the retail on the west side and they also have a ten foot sidewalk. [0:34:08, 0:34:11]: This is the rendering of the apartments as shown earlier. [0:34:15, 0:34:16]: Renderings of the commercial. [0:34:19, 0:34:22]: And this is the renderance of the commercial with the upscale dining. [0:34:25, 0:34:45]: The key the key points to highlight in the staff report are the first question, which is the consistency with the comp plan. Uh the it's not consistent with the city future land use map since it's located in uncorporate Henry County. However, once the property is annexed, it will be assigned a high density mixed use designation and is also compatible [0:34:45, 0:34:47]: With the other surrounding land uses. [0:34:52, 0:35:05]: Uh the second question, the relation with the uh proposed rezoning to the overall zoning scheme is consistent with the intent of both the PUD and the Stockbridge um unified development code. [0:35:10, 0:35:17]: The third question, which is the potential p positive effects of the rezoning amendment of the character of the proposed zoning district. [0:35:19, 0:35:20]: Uh the is [0:35:22, 0:35:30]: It will provide economic growth to the surrounding area, as mentioned earlier, and it will provide additional job opportunities to the residents. [0:35:35, 0:35:55]: And the last one is the potential impact of the resonant on the city infrastructure, including water sewer system. The water service is available to the subject property and the water extension is required at the developer's expense and that the sewer is available via a construction of the gravity line through the Western Parallel Connectors Sanitary. [0:35:55, 0:35:59]: Extension project which is currently on the design with no timetable. [0:36:01, 0:36:17]: And this is the western parallel connector with the uh roadway. As you can see, it cuts through the bridges of Judah mixed use development, and it also cuts through the uh proposed mixed use development. So this is twenty two fifty Judika Road and this is the twenty two oh six Jodika Road. [0:36:21, 0:36:23]: And this is the rest of the criteria. [0:36:31, 0:36:51]: And the one thing to mention with the bridges um with the Western Parallel Connector is that it will alleviate the traffic and it will provide access to the nearby residential areas and the businesses. And the staff recommends approval with conditions, which is that the density rate shall be capped at sixteen dwelling units per acre. Um [0:36:51, 0:37:09]: with a maximum of 320 units. Um the land disturbance cannot be issued until the gravity uh the construction of the gravity line along the Western parallel parallel connector sanitary extension project is completed, and that the project will be in conformance with the city of Stockbridge. [0:37:10, 0:37:16]: Unified Development Code and other city code sections regarding the site development standards and other requirements that are filed. [0:37:20, 0:37:21]: And that's it. [0:37:29, 0:37:30]: You're from Map. [0:37:41, 0:37:46]: Hello, my name is Kathy Watts Jones. I reside at two five zero five Harmon Park Court. [0:37:47, 0:37:48]: Duluth. [0:37:48, 0:37:51]: Georgia three zero zero nine seven in the county of Gwinnett. [0:37:52, 0:37:52]: Um [0:37:53, 0:37:56]: А лакертін де став серед ексепфер номер твою. [0:37:57, 0:38:03]: Uh, he has the land the disturbance permits may not be issued until the completion of the gravity line. [0:38:04, 0:38:05]: Um [0:38:06, 0:38:08]: We would like to be able to go in. [0:38:08, 0:38:10]: And uh [0:38:10, 0:38:13]: Start our project, some of the development portion of it. [0:38:14, 0:38:16]: while they are doing their work as well. [0:38:16, 0:38:18]: But other than that, everything looks [0:38:18, 0:38:20]: Good to me. That's that's okay. [0:38:21, 0:38:22]: That will work. Okay. [0:38:26, 0:38:28]: Anything else you'd like to add? [0:38:28, 0:38:29]: No. [0:38:31, 0:38:31]: All right. [0:38:33, 0:38:40]: Does the developer agree with uh the approval and can approve uh the conditions laid out? [0:38:40, 0:38:42]: Yeah, except for number two, yes. Okay. [0:38:44, 0:38:49]: I think uh the point that you were making that that could be a parallel uh uh [0:38:51, 0:38:55]: Project. Yes. That you can function along with them while they're doing that. Yes. [0:39:00, 0:39:01]: Any other questions? [0:39:04, 0:39:06]: All right, we open for public comment. [0:39:10, 0:39:11]: Although the [0:39:12, 0:39:13]: in support of it. [0:39:13, 0:39:15]: Approach to a podium. [0:39:17, 0:39:19]: All those polls approached the podium. [0:39:22, 0:39:24]: Hearing none, public comment is closed. [0:39:32, 0:39:34]: May I have a motion? [0:39:37, 0:39:45]: Mr. Chairman is standing with our move that the resonant case R Z twenty twenty-three-o six. [0:39:46, 0:39:51]: be approved as recommended by staff with the articulated conditions. [0:39:52, 0:39:57]: You have a second? I will second that. This is Dave Platch and I will second that. [0:39:58, 0:39:59]: It's been moved and second. [0:40:00, 0:40:13]: All those in favor let it be none by the sign of aye. Aye. Aye. Those opposed? Hearing none, the ayes have it. Uh the rezoning case number RZ 2023-06 is approved. [0:40:18, 0:40:20]: Item twelve, project updates. [0:40:26, 0:40:27]: Mr. Lytton. [0:40:28, 0:40:28]: Good. [0:40:31, 0:40:32]: Project updates. [0:40:34, 0:40:36]: Brian, do you have any project updates? [0:40:37, 0:40:39]: No staff doesn't have any comments tonight. [0:40:40, 0:40:41]: No updates. [0:40:42, 0:40:45]: Staff comments.
