And now ladies and gentlemen, uh council, motion to uh Tar Gym C please. Mayor, before we do that, I just want to make a comment that by law and because we staff at tea that we uh what we did and mayor we didn't was legal and proper. Thank you. I need a motion to our gym for the seat in place. [0:38:51, 0:39:06]: Is there a second? A second. If you uh if you had a change, uh please uh get that to the clerk. So good uh approval or all that agreed. Uh Mr. Clerk, is there any public comments at all? [0:39:07, 0:39:27]: Okay, and we'll move on to new business. The new business item of two process to determine awarding of two additional alcoholic license and possibly two addition license to cert other types of businesses in the city of Stockbridge. Currently application which the city has to be reviewed during the forty five day public notice period, which ended on seventh twenty twenty four. For a purpose of awarding business license to two additional alcoholic businesses, possibly awarding licenses to additional businesses certain [0:39:27, 0:39:39]: Mr. Ryan Ans, please. Good evening. I would like to announce the work of the two available lick licenses to the two qualified applicants. Applicant number one, Baris Kumakotel, and applicant number five, Narea Patel. [0:39:40, 0:39:58]: Thank you sir. Uh no. Mr. Berry here, please. Yes, uh, I'd like to move the potential liquor lists to applicant five, direct, as well as applicant one or school, subject to meet the criteria outlined by the director of the building and the ordinance are reproving set with no specific locations approved this time. Mr. Second, I'll pray please indicate. [0:39:59, 0:40:19]: Sam, you never seen on that note, everybody. Um appreciate that now we have council consideration of a resolution accept the track to uh for the property at uh thirty ninety six Jodico Road near Kenler Road, we have the C Stockbridge best owner, Kenler, who started pro pro I guess as a follow-up to uh executed delegation uh agreement between [0:40:19, 0:40:39]: parties. Uh dated thirteen December 2023 for the use of six hours park and for other purposes and the part to be constructed by the property owner and according to the mutual agreement plan. And the property comprises the parcel number 071 D0B46000, which is three districts with Henry County. Tract two contains zero point four eight nine acres. [0:40:39, 0:40:59]: depicted as by me. Track one and track three on the property were pre-proof dedication to the city started by the same property owner at the February 12th 2024 council meeting. Ryan, please. Yes on February 12th uh this year um cities did um track um one and three uh from the 175 Canton industrial park over there um associated [0:40:59, 0:41:04]: with the city's all park and um let me try to pull this up so you can see um [0:41:10, 0:41:21]: If you can see the screen, it it will be the C owns track one and track two, which previous previously dedicated in uh February of sure. And so uh if we accept the dedication, we will own track three. So we'll just own that whole script. [0:41:23, 0:41:43]: So this is of this uh item. Okay, thank you. Mr. Anderson. Yes. Certainly the city has been maintaining this area. We basically go back to clean stuff, which is to make sure it's done appropriate, uh correct. I think they already installed the part uh on the right side there, and they installed the new equipment and trails and all that already. Uh on this uh left and parts left hand [0:41:43, 0:42:03]: Side over here. This side was not improved. I think to see or we would have go back and add some parking spaces and additional uh outlays there because with additional land being now in the city, we actually could add some additional amenities uh to the park on this new area that uh if we did not realize that we can attain. I would like to at the [0:42:03, 0:42:23]: this point already dedicated to us. I wouldn't circle back to them because they did put 10 footpath across the initial side on the right hand side by the uh dog park, but we did not really realize that we were gonna get rest of the link on the other side. So I watched circle back and see if they would uh add a 10 foot path on the front of course it would be a request at this point. Yes sir to Wes and ask him what they would [0:42:23, 0:42:23]: [2543.9, 2548.0]: Okay. Well uh that would be in the in that instantly I would make a motion approved. [0:42:28, 0:42:29]: Okay. [0:42:30, 0:42:31]: Is there a second to the motion? [0:42:31, 0:42:33]: Second I'm the second. All favor, please gay. [0:42:33, 0:42:38]: Okay, uh four vote yes, and I'm assuming you uh put in no. [0:42:39, 0:42:41]: So I wanted to be able to make a comment before we voted. [0:42:42, 0:42:54]: Code. Go ahead. Make a comment. Question. Which one? My question is, is it ontage to accept this property? Consider considering that they're responsible for maintaining it. [0:42:54, 0:43:01]: Um being yeah, because we already have been three oh the track in the middle it would be it would seem more logical for us to have that. So we'd put one people strip. [0:43:02, 0:43:06]: Already ta maintained anyway. So I don't think that was too much of an introvert on the city. [0:43:07, 0:43:15]: Well uh you know we had the discussion regarding the idea of the aim passive um last year. Um [0:43:15, 0:43:20]: And I know at that time it was for the owners of the warehouse. [0:43:20, 0:43:25]: Uh hoping that they would build a park to kind of commend with human community and provide [0:43:25, 0:43:33]: park for recreation relaxing. But I heard announcement Alexander mentioned about added to digital features. That's a cost to the city. So [0:43:35, 0:43:39]: I was asking a question. That's all. Oh thank you, sir. You're welcome. [0:43:39, 0:43:59]: Motion is made second, please indicate in the case. Thank you very much, Mr. Anderson uh what is necessary deannexation case number DSU zero two four-02 per mainly subject in phase two. And also here, this is a presentation, not a voting item. Uh so what we have is consideration of an ordinance to de-annex from equipment to the city of Stockworth's within the man. [0:43:59, 0:44:01]: [2641.8, 2661.8]: The request was by the owners of nine parcels which are located land lots eight and nine of district twelve. The parcel become part of the unincorporated Henry King. The city council previously approved on April 30, 2024, deannexation of case number DXS two zero two four-zero one Matter Subdivision A, which concerns ten nearby parcels. So these nine parcels as are at one C [0:44:21, 0:44:39]: Asper road parcel 1A01023000. 165 ASPR Drive Parcel 0013A01024000. Also 195 Dasper Drive parcel number 013A0105000. [0:44:39, 0:44:59]: Uh then the three ten Corrith Drive, Par013A 01039000. 320 Corrith Drive, uh parcel number 013A 0103800. And uh 325 uh Corrid Drive, parcel number 013A02500. 510 uh Porthole uh Court parcel number zero three. [0:44:59, 0:45:08]: [2709.0, 2709.8]: So screaming. [0:45:10, 0:45:30]: Zero parser on age of window four seven zero zero zero. That's right. Okay. And uh five twenty four load drivers number zero three uh one excuse me one D A zero one zero four zero zero zero. We'll just number them together. Okay. So on that note, Mr. Hansen please. Okay. Uh this this D annexation is uh phase two of uh manual based subdivision. Um D annexation. [0:45:30, 0:45:50]: Uh back in April of this year, the Z Council approved for 10 properties to be DNA. And um on the screen up the nine properties to the previous team that are applying for dense line. June 11th County Board of Commissioner agreed to accept these properties. And according to legal review, there's nothing uh far as legal issues uh to prevent the city from uh approving this DNA. [0:45:49, 0:46:03]: Okay, Mr. Ronson, I may I misquoted here. This difficult uh action, yes, we have to vote on this and my full comment is voted on pre presentation. Counsel, any questions we have for Mr. Anst. Yes, ma'am. Did you recent new discoveries and not really [0:46:04, 0:46:04]: Done. [0:46:05, 0:46:10]: I would like an option now to speak with these landowners prior to voting on this. [0:46:11, 0:46:11]: Yeah, she did. [0:46:12, 0:46:14]: They're in my district and um [0:46:14, 0:46:21]: One of their there are several reasons there were there's particularly why they meant to de annex and they stated specifically. [0:46:22, 0:46:37]: And now those that has changed. And so because of that, I want an opportunity. I've asked that we table this until the next council meeting and that I receive an opportunity to contact each one of these particular properties. And I'm I think I'm gonna go ahead and tell my [0:46:37, 0:46:43]: Still that go ahead and proceed with me to the down hall, reach out to the one in the community for the mentally and the um [0:46:44, 0:46:46]: Well, just my district in general. I I'll do it. [0:46:46, 0:46:50]: But I'm definitely gonna speak to these individuals on this property one through number list. [0:46:51, 0:46:53]: If you don't mind, if there's no liner time frame. [0:46:54, 0:46:57]: I need permission. I'm asking for permission to table that due to the new animation. [0:46:57, 0:47:17]: Make that a motion, I'm assuming. Yes. Is there a second? Uh all favor please indicate. Okay. Now we have to take that. Okay. Okay. All right. Phone number nine now. Text case uh T X uh three four zero five or multi FR. Multifamily residences only doing this only, not for voting item. [0:47:17, 0:47:30]: All right. FR zoning district. Require front and door setbacks will be reduced fifty to thirty and a new site for architectural design presented to Ryan. Please. [0:47:31, 0:47:38]: Yes, this is an effort by us to approve um gat guidelines for impartial because currently there are um some loads where um [0:47:38, 0:47:40]: An applicant can develop um [0:47:41, 0:47:50]: Uh project not have direct look that the city council prefers. So we're trying to tighten up those um booboats and make it mandatory to have certain uh elements contained within return and for development. [0:47:52, 0:47:54]: Question for Mr. Anderson, Council. [0:47:54, 0:48:00]: Um so Mr. Boba. Mr. Anderson, I know that with recent uh proposals at Com Council [0:48:00, 0:48:04]: There have been variance requests um to reduce prior sex. [0:48:05, 0:48:07]: Ask us to amend a comprehensive plan. [0:48:08, 0:48:20]: This is gonna eliminate and to submit speech questions. Yes, and uh and some couple other things. Um we looked around and uh reviewed several other manipulations and uh most of them have a twenty five foot frame yard back for the embark and m and uh now city council has has usually been proven thirty feet. [0:48:21, 0:48:26]: So in and we decided to um recommend a thirty foot front yard spot for MR instead of the fifty. [0:48:27, 0:48:36]: But most jurisdictions have have a twenty five feet. And that's why we get so many variances pertaining to this because fifty feet is kinda um it's kinda large for um front yard set back town home development. [0:48:36, 0:48:39]: And that's that's um [0:48:39, 0:48:41]: But now we need reviewing. [0:48:42, 0:48:45]: Mul family development. [0:48:45, 0:48:56]: developments that were hopeful come to council as well. But I don't do it I don't approve this. And we have some single family homes um where they're dealed. Their homes [0:48:56, 0:49:16]: Three feet from the sidewalks. I don't I don't want to see our homes. Uh yes, that's in uh the SR and our districts. So they would still have to afford cancer apply for parents if they had any any DH in their requirements. So what's drawing this particular request from you? Mm we just trying to a better product in this overall product. Uh brick fronts and uh side elevations. Right now there's they're able to have a combination where they could just put up [0:49:16, 0:49:32]: most of the cement is fiber, just the little stone and brick. We want require a greater percentage of brick and stone and on the side elevations as well. Cause right now in the code, they just put a minimum a minimum of brick on the domes and steel code requirements. So you just want to up our design requirements to to give a better overall product for the city. [0:49:32, 0:49:52]: Okay, so I know the comprehensive plan, the council we spent, I don't know, a hundred or over a hundred thousand dollars to reloc all of the things weren't in that. Yes, yes ma'am. You're referring to the UDC? Yes, the UDC. Well the zoning ordinance usually they are uh what we call live. So that means from time to time amend them. So look that and we we um we adopted that back in twenty twenty two. [0:49:52, 0:49:53]: Now we're seeing that [0:49:54, 0:49:56]: [2996.7, 2998.2]: That the product is not satisfactory. [0:49:59, 0:50:04]: Based on the current standards in the current UDC. So basically what we're trying to do is improve what's currently in UDC to overall product. [0:50:04, 0:50:07]: Thank you, sir. All right. Go ahead, please. [0:50:07, 0:50:27]: Okay, thank you, sir. Let me say this. My house is thirty feet from the sea. And I think many of the houses in the subdivisions were built in our area or about thirty feet from the street. And that is has been customary for where we were in terms of the homes that we're dealing with. Personally we don't want [0:50:27, 0:50:47]: cut a whole lot of grass in the right. We just want to have baby to maintain it at the level need it is. But in terms of us um doing things, it's our adjustment to the multifamily ordinance here. The one thing we've been talking about is requirements. The metal three we came here to do a presentation against whatever you think missing fact when we take the notes or add it to it. Right. I think we should require the [0:50:47, 0:51:07]: So don't have to pay for the free lights going for it so much light should be included. Okay. Uh Miss Gangs talk the flight camera should be in here. That's it. Okay. Um and one thing that I always see that you see in very nice balance the main roof is the the pitch, the pitch the materials on the main roof is the general shield, right? But anything lower than [0:51:07, 0:51:27]: Main roof and build ice documents normally have the metal or tin below the main would be the shingles. But anything lower than that, let's say they did a port or get another like uh covering for uh another area that would then then be metal or some type of decorative material instead having cheap vinyls uh of cheap shingles on top of a [0:51:27, 0:51:46]: It would have a very nice covering. Okay, got that. Okay, for something. We already have D charging in there, right? That's what um it's not for development. So maybe if you have a a development number of homes, we want you to have a E V charge station that develops. But I'm saying for this is multifamily development, right? Yes. This not um it's not necessarily right now. We just [0:51:46, 0:51:47]: Uh [0:51:48, 0:51:49]: Use more and more units. [0:51:49, 0:52:09]: Okay, so basically isn't there if it's a whole more you negotiate. That's what you do, but okay, so need negotiate with the Okay, well it needs to be in there. It needs to be required going forward. Okay. Thank you. Thank you, man. Thank you, Mr. Anderson. All right. Uh I'm here in the conversation and I'm hearing you talk about [0:52:09, 0:52:10]: Yeah. [0:52:11, 0:52:14]: Construction of the units in the building here comes [0:52:14, 0:52:17]: I was a little confused because I thought it's a gent item. [0:52:17, 0:52:18]: What is dealing with [0:52:18, 0:52:19]: The setback. [0:52:19, 0:52:20]: No, it's a Lamonian. [0:52:21, 0:52:22]: Well I'm looking at [0:52:23, 0:52:27]: I'm looking at the document here. I'm looking at the background. [0:52:27, 0:52:30]: It's a fan cry for your setback, bada daddy. [0:52:31, 0:52:33]: Uh well, my point is this though. Um [0:52:33, 0:52:36]: I'm a little concerned with the change. [0:52:36, 0:52:39]: I'm looking for future. I'm not concerned about [0:52:39, 0:52:50]: uh widening of ropes, sidewalks, someone mentioned uh street lights. So I'm just so concerned about setback when [0:52:50, 0:52:55]: when we future and we don't have uh that room to do it because I know that [0:52:55, 0:53:05]: Road improvements does not keep up with developments. So we come with the development and then we gotta go back with road improvements, sidewalk, et cetera, et cetera. And you do this what you build. [0:53:06, 0:53:07]: And you can't come. [0:53:07, 0:53:13]: with the uh road improvements for an example Eastern Road, the improved act. [0:53:13, 0:53:16]: And we knew going in that we needed [0:53:17, 0:53:18]: Um to widen. [0:53:19, 0:53:33]: Eastern Line Road. But I don't know how we can do it now because we approve, you know, the setback. That that's that's that's my major term. And I just want to start just going for us to be a little caution, uh, especially if we're talking about improving roads for future. Because once you build, [0:53:34, 0:53:38]: And that that is amazing, and it was curving better. [0:53:39, 0:53:41]: Thank you. How are you back? No problem. Any other comments from the council? [0:53:42, 0:53:50]: Go ahead. Go ahead, please. I wanted to ask, okay, so this includes um major corridor as well, the setback for major corridor, not just the interior of the building. [0:53:51, 0:53:52]: Yes, it does. Yes, ma'am. [0:53:52, 0:53:53]: Thank you. [0:53:53, 0:54:13]: Questions? This is just appeal. That's just a presentation. We can take to the planning commission and bring it back. So we're taking this on this tonight. How can before you think we get it back? Uh we're taking the planning commission uh in eight in August. We'll be back with council. The first time we didn't set him, the city council meeting question. So no first includes emotion, right? So what's [0:54:13, 0:54:33]: like I think we the size of the towns in terms of uh the minimum amount allowed in certain different districts of the city. My desire is to have a more a larger town home requirement. So the townhome is indistinguishable between the town home and the single family home. The only in the town home the the larger townhomes and the single houses you don't have a [0:54:33, 0:54:53]: yard but once you walk in the door you should be able to tell a different in really nice development town homes are just like single family homes. Currently we have a minimum size requirement of fifteen hundred feet in the city for right I guess the different different certain areas you might want a larger size though what triggers that in terms of I want to in a certain area you might want a nicer larger town. Certainly don't want to exclude [0:54:53, 0:55:13]: exclude um every town home or being a big one or you know you might want to want a small home for 40. But we're keeping the same all down when there should should be some variation and what get we could probably look at about I mean I don't know if uh how this works out but we can look at maybe um a percentage breakdown, X not to be this size, X number have to be that size, and so on. [0:55:13, 0:55:15]: We could look into the S fees. [0:55:15, 0:55:35]: Right,'cause again there are town homes that are like I said, twenty five hundred, three thousand square feet. We have some of that so we don't keep keeping in a s a smaller fifteen to two thousand square foot town home being proposed. All right, thank you. Uh [0:55:35, 0:55:55]: Council consider Russian proved the renewal request for proposal RP number two zero two zero zero zero six on hall general change services for the established with Faculty Zach Consults L L C Mr. Yes Mr Mayor we're just for tonight to ask that we renew the contract balcon the second renewal under this agreement and as you're well aware faculty numerous prospects to see that they [0:55:55, 0:56:03]: are overseeing for us from CLIS to split and also uh water and sewer infrastructure. So we're asking for renewal of this contract to do the second renewal. [0:56:03, 0:56:05]: I thank you. Questions, Council? [0:56:05, 0:56:25]: No question emotion. So moved. Is there second? Mr. Mr. Dan on presentate. Thank you very much. Uh council consideration renewed contract uh RFP and zero one eight zero zero one zero q non has a waste of post services uh public services in the amount of uh fifty five thousand dollars uh funding work [0:56:25, 0:56:45]: Mr. Please. Yes, Mr. Mayor. We're coming tonight to act to uh renew the contract with the public so that we can take sludge to the first whole there are one of the landfills in the state that takes uh sludge generated from the wet water treatment process. So we're asking for approval. [0:56:45, 0:56:46]: Got it. [0:56:46, 0:56:47]: [3408.0, 3412.7]: I moved. Is there a second? So Ms. Gandhaus in our favor, please indicate. [0:56:53, 0:57:09]: Thank you, Ms. Mayor. Um just wanna make sure Miss Barber. I'll abstand and I have comment too. Okay you'll stay a four zero one Miss Burgoy's comment. Okay. I'm not standing because the copy of contract is simple. I couldn't read it at all. [0:57:10, 0:57:10]: Cut. [0:57:11, 0:57:24]: Mr. Go ahead, please. Okay. Let me I just want to ask you a question and certainly we're not taking action on it. And when you previous about um the landscaping contract near downtown Stockbridge, you were attempting to extend that contract to the end of twenty twenty five, right? [0:57:25, 0:57:35]: With yellow? Yes. Uh we renewed the contract but one right before we asked for additional funding that we had budgeted so that when certain issues came up they wanna be added to that contract we could. [0:57:35, 0:57:55]: Right. Was that contract I mean we subsequent that we extended contracts to the UN? Was that contract ended twenty twenty five or extended to the end of the year? It was extended to twenty twenty five. Okay, so are we able to lock in a rate for this year continuing to that? Yes sir. Okay, and before you leave, so what uh are you prepared that we need in order to maintain the area or did do you need [0:57:55, 0:57:56]: So don't for council. [0:57:57, 0:57:59]: But he speaks partic particularly speaking in the century. [0:57:59, 0:58:05]: Well I sent an email to Peter asking if you wanted me to get a quote from Yellow Talk to include that [0:58:05, 0:58:20]: In there was me that motion that anything on the fifty five thousand dollars, Mr. Marcus, and anything above that would have come before council, probably without the June meetings out we all just don't get a quote from India with the manager. So we do serve. Thank you. Yes. Okay. [0:58:20, 0:58:27]: All right. So consideration of contract number twenty four zero four financial audit services one and J can certified accountants. Mr. Gunnar, please. [0:58:39, 0:58:58]: Good evening, Mayor and Council. Um we have for us uh contract to award a contract to uh Holden and Jenkins for Finance Audit Service um for for December twenty fiscal years ending in December thirty first, twenty twenty-four through twenty twenty-five, twenty twenty-six, twenty twenty seven, twenty twenty eight. [0:58:58, 0:59:18]: Um so it will be full in accordance with the building standards. Um bid put out a bid was awarded there were three uh bidders that were part of that Multin Jenkins, CK, CKH, CPA, advised group, HCT, Spire Public Accounts and Consult, with Jenkins being rank one, and the cost of trading the staff recognition to award the country Molton and Jenkins for the first year 62. [0:59:18, 0:59:29]: five, sixty two thousand five hundred, six and number two uh sixty five, you know three, sixty seven five, number f number three, excuse me, seventy, and yen number seventy two. [0:59:30, 0:59:33]: Good questions, Council, Mr. Garner. Playboard. [0:59:34, 0:59:40]: Thank you, Mr. Thank you, Mayor Um Mr. Notice that this proposal contract that is recommending um [0:59:40, 0:59:44]: All covers the fiscal year of twenty twenty four through twenty twenty eight. [0:59:45, 0:59:46]: So what about [0:59:47, 0:59:53]: the auditing of our twenty twenty three financials. There's under that contract, and that's the reason why that contract ends above this year. [0:59:53, 0:59:57]: Okay, so the council approved a director, engineering of Bishop. [0:59:57, 0:59:58]: Um [0:59:58, 1:00:00]: Requiring step two. [1:00:00, 1:00:01]: Most solicitation. [1:00:01, 1:00:04]: Searching for a new autograph. Yes. [1:00:04, 1:00:06]: I have some concerns. Yes, sir. [1:00:06, 1:00:10]: Everybody here have concerns. In fact, I have a open complaint. [1:00:10, 1:00:12]: That includes regarding [1:00:13, 1:00:14]: The independent audit. [1:00:14, 1:00:16]: Independent office are important. [1:00:17, 1:00:23]: Because they A and N and tech RC's financial reporting systems and the internal process. [1:00:23, 1:00:28]: The CA firms are independent auditors expect to be unbiased, hence the term independent. [1:00:29, 1:00:31]: In the odds provided no checks and balances. [1:00:32, 1:00:33]: Promote NPC and I'll [1:00:33, 1:00:36]: Independent helps identify potential risk. [1:00:36, 1:00:40]: I don't understand a statement of finances are caused by manera or fraud. [1:00:40, 1:00:41]: I just want to make sure. [1:00:41, 1:00:43]: That um [1:00:45, 1:00:48]: This auditing firm or whatever auditing firm they can also choose. [1:00:48, 1:00:49]: They understand. [1:00:50, 1:00:51]: That the [1:00:51, 1:00:52]: Contract. [1:00:52, 1:00:56]: The engagement letter from the audit burn is to be addressed specifically. [1:00:56, 1:01:05]: To the governing body to include all final results and observations. They must be addressed to the governing body and must be delivered to the governing body. [1:01:05, 1:01:07]: I stand that in the past I have handled [1:01:08, 1:01:09]: The independent audit. [1:01:09, 1:01:11]: Provide it to the council. [1:01:11, 1:01:13]: That happened that didn't happen with the twenty two. [1:01:14, 1:01:14]: Oddals. [1:01:15, 1:01:19]: I have serious concerns. Um so I just want to make those for the record. [1:01:19, 1:01:20]: Um that's all. [1:01:21, 1:01:22]: Yes, sir. Good place. [1:01:23, 1:01:30]: Uh sorry, I I I barely hear you. You mentioned when the question was asked about the twenty twenty three are [1:01:31, 1:01:44]: Which would be your answer. So Molden and Jenkins are still a contract and looked at with the they have new new contract if approved by council will staff for this fill year moving forward into twenty twenty. They were still on the existing contract to fill up until the end this year. [1:01:45, 1:01:46]: So the country. [1:01:47, 1:02:03]: to free an obligation for twenty twenty three. Twenty twenty four twenty twenty four twenty twenty three, yes, for F twenty eight. So you look at that so that report completed in prison. [1:02:03, 1:02:05]: Okay. [1:02:05, 1:02:11]: And I guess my problem is [1:02:12, 1:02:16]: And I'm trying to be real delicate as how I phrase my my comment. Um [1:02:18, 1:02:20]: It would something sit well with me. [1:02:20, 1:02:23]: Uh in the process we did not see [1:02:24, 1:02:44]: dumb body that now see the information. I've been here long enough, Mo uh Marlon Jenkins, and up until a certain point, it just seemed that the reporting to the government body saw change. And I was concerned with that enough still concern about twenty twenty three. Here we are trying to prove twenty twenty four, twenty five, twenty six, twenty seven [1:02:44, 1:02:50]: And I know it's in city's favor as he proved on a year basis. [1:02:50, 1:02:53]: I'm just a problem with that. And I'm just not ready. [1:02:55, 1:02:57]: Gibbs type an extension. [1:02:58, 1:03:00]: The barrel's bound is reset. [1:03:00, 1:03:01]: And how [1:03:01, 1:03:03]: We receive the art. [1:03:03, 1:03:21]: and have conversation there in. So I just I'll just have a problem. So I cannot approve this until we actually and I asked how they won't hear today so I can ask some direct questions. But to approve as standard number because um some is I have and I don't think you can those I just like to ask these questions directly to Mullin J. [1:03:21, 1:03:26]: Thank you, Mayor. All right, no problem. Any comments? When so [1:03:26, 1:03:30]: Modern engines are coming to a twenty twenty three audit in center. [1:03:30, 1:03:50]: Is that their normal time present presentation past years? Have they presented the for the year out? It's always been in September. Okay. So from year past usually the presentation is done between months of August and October. For the year b after because you can't wait until it's complete. [1:03:50, 1:03:59]: Right. So twenty twenty-four, late twenty-five to get the audit report because you gotta finish your year, correct? In addition to that, let me ask you this, is there um [1:04:02, 1:04:10]: Is there a particular uh and I've heard about this audio let me think about this really cannot work this if [1:04:10, 1:04:15]: uh the contract. We put out you heard a comment that was stated that we were to put out [1:04:15, 1:04:25]: I staff to put out for a financial officer service again. Is that correct? Yes. Did we do that? Did we perform that? And how many people came back with that? Three. [1:04:26, 1:04:34]: And then ranked and scored based off of performance, based off of uh expertise. Well, how are they ranked and scored? Yes. So the reports were evaluated. Um [1:04:35, 1:04:43]: Based on the front qualifications, you personnel, technical process, product management, experience, cost. Okay. All right. So it it's based off of that. And [1:04:44, 1:04:55]: Prior to that, in the year 2023, we not received did or did we not receive an audit report from Mom and Jenkins. [1:04:55, 1:05:09]: Right to twenty twenty two? Two twenty three. Did we receive one for twenty twenty two? Okay. Still in that time frame between August You got it November. Okay. So there are two types of audit. [1:05:10, 1:05:30]: When you get over a certain amount of federal dollars you require to have a single audit, which is a little bit more intense than your typical audit. When you have X I'm sorry, when you they're they're typically two audits. So when you think we're voting five hundred thousand dollars or more of federal dollars you're required to do a single audit based on feds and that's a little more intensive and as you know, the city of Stuck but most cities got cares acting. Um from [1:05:29, 1:05:49]: From the feds, I mean the upper funds from the feds. So that required us because you've got Starkbridge got around a million dollars um of uh upper funds. And I do not do not because it wasn't here how much you all actually got in cares, but because you're similar to each point, so it's probably been somewhere around six, seven million dollars. Um so that based on those two folks just required to do a single audit, which is a bit more intense than the other. [1:05:49, 1:06:09]: Okay. And so that because of that said it in August through September it came it came out and that was our and that and I understand of it, that was our first time getting in this year. Obviously they've done badge because now f the subway is fairly big of the federal ones. Okay. So we'll probably be in the same order for that. [1:06:09, 1:06:11]: Let me ask you whether or not. [1:06:11, 1:06:12]: We [1:06:12, 1:06:17]: We did have a change in um with internally with our treasure, is that not correct? [1:06:17, 1:06:20]: Yes. And when was that change? What month was that? [1:06:21, 1:06:41]: I think Mr Rigans left in October, I think it might have been. October. October twenty twenty three. Yes, right. So a year. Or was it to our new chest or how long was the gap in between in in order to get these numbers and everything together for the auditor? Because we have students as well, correct? Yes, sir. So you're [1:06:41, 1:06:43]: The entire staff and Mr Wins left. [1:06:44, 1:07:04]: So the entire staff turned over when Mr. Williams left. So you have your interim uh treasurer and we got a new and two new accounting who um can and they have been working the lead uh with auditors to get all the information they necessarily the the FY tree. Okay. So based off of the statements that you made, some parts that I call is one you have. [1:07:04, 1:07:06]: And director change in staff. [1:07:07, 1:07:09]: Or the pos in and treasure darkness. [1:07:09, 1:07:28]: Complete change. Two, not unusual for us to receive our reports during this time frame 2022. That's a delay because we also received our for the cares and ARP fund. Is that correct? That's right. And three, we have chose and staff had recommended that we also approve on construct twenty twenty for dash zero to Malden and Jenkins. [1:07:29, 1:07:36]: Based off of ranking and we did exactly what Yeah, we I'm sorry, staff did exactly what was requested, would put it back out, right? Forbid. [1:07:36, 1:07:43]: And and you've got them through their expertise and staff and all of the things that we have to do in order for them to qualify, correct? [1:07:43, 1:07:52]: Yes, ma'am. All right. And you have uh full fa in your they would make the right decision on that, right? Yes, ma'am. All right. I'm just asking. And I know I said I come in court, I'm sorry, I've in court. [1:07:52, 1:07:57]: But no, I have it. Um and so I just wanna make points and everyone listen to those points. [1:07:57, 1:08:17]: To take into consideration of the entire to flood chances. And now I'm out here trying to say, let's go ahead and vote. I can do and vote after they present it if everybody's waiting to till they're comfortable renewed the contract, unless there's some rush. I appreciate staff. Thank you for being proactive to get those items. They're coming in September and it are [1:08:17, 1:08:27]: members still have questions in regards to that, then I totally honor the suggestions suggest that was mentioned. Um I just want to break point across so that it can be noted. [1:08:27, 1:08:43]: For reasons and that this is not unusual. That's all. And I appreciate you. Thank you. And follow up question. One one second, please. Ms. Burke, please. Um Ms. Gardener, uh Miss Pincrett was here but the [1:08:43, 1:08:45]: You have Mr twenty four winter. [1:08:45, 1:09:01]: No, so that's for that was last last November for FY twenty the F last November twenty two strictly over the FY twenty two. She'd not been she had not been here twenty. No, so not yet. The the coming September. So the last she was here, she reported on the year five twenty two. [1:09:01, 1:09:02]: Twenty two. [1:09:02, 1:09:03]: Two. Yes, sir. [1:09:05, 1:09:22]: FY twenty two is reviewed and FY twenty three, FY twenty three will be done FY twenty four, FY twenty four will be reviewed F twenty five. That's December thirty first. So once a fiscal year ends and they close out the books and that's the the year the previous years audited. That's not nationwide. No, no, I I on an ad point. I'm I'm just trying to [1:09:23, 1:09:43]: Recollect because I'm picturing uh the documents that I have uh 2022, 2021 going back. And I was trying to recollect the time frame of when the report was given. And I know she was here um recently and I just can recall the issue of the report on, but the left document. [1:09:43, 1:09:45]: [4185.3, 4185.8]: Thank you. [1:09:46, 1:09:49]: Yes. Gartner if he wanted. [1:09:49, 1:10:09]: I was just gonna say that, you know, the goals to get this earlier to you guys how as you as I mentioned, you know, we had turnover and staff, um left. Um we had another gentleman and he left um for another job collected to somewhere else. And so we obviously ran through process and brought somebody on who hopefully with us for a while. Um and um she was she had to get acclimated to [1:10:09, 1:10:17]: Accommitted to what's going on and how things procedures and working with existing staff and what you are here for you now. And then you've been put on the board. I wanted to stay with a while. [1:10:17, 1:10:18]: Mm-hmm. [1:10:18, 1:10:25]: Yes, uh thank you Mr. Gar, I appreciate that. So I wanted to just provide clarity for the curtain. As I mentioned, I do have a um [1:10:25, 1:10:30]: complaint that I filed in regards to the independent odd process. It's independent for [1:10:31, 1:10:34]: It was being given right to the government, not to staff. [1:10:35, 1:10:38]: Age better in prior years, specifically six [1:10:39, 1:10:40]: Response to um [1:10:41, 1:10:45]: The directive that was given to staff in January of this year. [1:10:45, 1:10:56]: In fact, it was their council meeting of this year. The directive was staff to uh post or solicit um new proposals for number and to bring back staff's recommendation. [1:10:56, 1:10:57]: Up toward. [1:10:57, 1:11:00]: to a new auditing by our March council meeting. [1:11:01, 1:11:02]: That was the directed [1:11:02, 1:11:10]: But it's in the meeting minutes. Yes, ma'am. And based on what Ms. Arnold mentioned, that he hadn't covered in both and procurement. Um [1:11:10, 1:11:13]: I've been asking about board of this contract. [1:11:13, 1:11:14]: Smart. [1:11:15, 1:11:15]: Fight. [1:11:16, 1:11:16]: Um [1:11:16, 1:11:21]: But nonetheless, we're here now concerned about the process, as was last year. [1:11:22, 1:11:23]: The fact that [1:11:23, 1:11:26]: The auditor didn't present to the council until November. [1:11:26, 1:11:27]: Yeah. [1:11:29, 1:11:32]: That was that no fault of um not having stuff. [1:11:33, 1:11:35]: That was not due to staff all. [1:11:36, 1:11:38]: It was due to council interference. [1:11:38, 1:11:43]: Council gave a directive to hold the independent on a November. [1:11:43, 1:11:44]: Last year. [1:11:44, 1:11:45]: So when the auto did present [1:11:46, 1:11:47]: She gave maybe a five. [1:11:48, 1:11:51]: ten minute presentation and it wasn't presentation, she didn't show us anything. [1:11:52, 1:11:54]: What happened was while she was here. [1:11:54, 1:11:55]: Staff. [1:11:55, 1:11:57]: As we're sitting on the dice as we are right now. [1:11:58, 1:12:01]: And a helipus. [1:12:01, 1:12:09]: Copies of the Kapper report, not the independent audit. It was the Kapper report. And the reason why I had asked him since July 2023. [1:12:10, 1:12:14]: To receive a copy of the independent audit, root, not internal. [1:12:14, 1:12:16]: Catherine reports. [1:12:16, 1:12:18]: The independent audit report [1:12:19, 1:12:20]: For twenty twenty two. [1:12:21, 1:12:25]: Just been to this council on thirty four. [1:12:26, 1:12:30]: Let me say that again. The twenty twenty-two independent audit results. [1:12:31, 1:12:36]: were finally given to the council April of April thirtieth, twenty twenty four. [1:12:36, 1:12:38]: I've been asking Tim Uh's. [1:12:38, 1:12:44]: I'll be real clear, when it comes to finances of this city, the governing body has a fiduciary responsibility. [1:12:44, 1:12:50]: To ensure that we find to status our city. It is our responsibility to ensure there is no waste, fraud, or abuse. [1:12:51, 1:12:56]: We can't do our job this being interfered with. This infant's supposed to come directly to the governing body. [1:12:57, 1:13:02]: The engaged letter in five years have been stick. It addressed to the mayor and council. [1:13:03, 1:13:04]: So coincidentally. [1:13:05, 1:13:09]: Last year the engagement letter was changed to include staff [1:13:09, 1:13:15]: I don't want to go a whole lot of details specific regarding the independent that were filing given to the council for the twenty [1:13:15, 1:13:20]: Twenty two by details because I do have [1:13:20, 1:13:21]: To some point. [1:13:21, 1:13:22]: Regarding [1:13:22, 1:13:24]: And there is another complaint that I've stated. [1:13:25, 1:13:27]: We can move along with this, but I do have more questions. [1:13:28, 1:13:28]: Um [1:13:29, 1:13:31]: Oh yeah. [1:13:31, 1:13:36]: We're working with that, Mr. Barton. We're working together to make sure that all our numbers are correct because he put it up there in his phone. [1:13:36, 1:13:42]: Yes. All go hear it now. So where we hear the thing is one hundred percent correct mail. Thank you, sir. You're welcome. [1:13:43, 1:13:49]: Ms. Gang Boy, please. Thank you. Um everyone got immune code and the city is operating. On November thirteenth, twenty twenty three. Not [1:13:50, 1:13:56]: In twenty twenty-three. Again, twenty twenty-two, twenty twenty three, twenty twenty three, is twenty twenty four. November thirteenth, twenty twenty-three. [1:13:58, 1:14:00]: On presentation agenda. [1:14:00, 1:14:08]: Item number five, the twenty-two auditor discussion analysis of the annual comprehensive financial report from Alden and Jeans took place. [1:14:09, 1:14:13]: That took place on November thirteenth, twenty twenty. The Municode. [1:14:14, 1:14:28]: The mids are here to discuss what Miss Pendergrass noted that while the city approved the three point seven seven million rates, sit sisters are already paying one point nine oh four, kept talking about the summary, what she talked about in regards to finance report in year of the odd of twenty twenty two. [1:14:28, 1:14:29]: There detailed. [1:14:30, 1:14:43]: It continues on all questions that we asked. It even has no council asked the auditor to explain any audit adjustments or the audit adjustments because they were made to be of concern. 2023. November 2023. [1:14:43, 1:14:56]: A twenty twenty-three audit was discussed. As Mr. Gardner mentioned, it was actually presented to us. In addition, at that twenty twenty-three number five ja item, Councilwoman Barber even chin made a request to receive a copying letter. [1:14:56, 1:14:57]: Audit. [1:14:57, 1:15:04]: And the ministry reports are the adjustments that were submitted to the management staff from all the things, because that's the way it was explained to us during the audit review. [1:15:06, 1:15:06]: Yeah. [1:15:07, 1:15:07]: You know. [1:15:08, 1:15:22]: I was just told heard comments and statements, not in court. Again, I'm not in court, but I want don't want to mislead the public. I don't want that. Each and every one of us are passionate here. I don't want to go back and forth, but I do want the facts to be state and [1:15:22, 1:15:24]: It's here in black and white. [1:15:24, 1:15:26]: That did take place in twenty twenty four. [1:15:27, 1:15:35]: We discussed audit and it was presented by Baldon and Dickens, Pentagras, on November, 2023. And it was the 2022, as we have explained before. [1:15:36, 1:15:43]: Two three will be during the September between August and September meaning August through October, one of those dates, once you have everything. [1:15:43, 1:15:44]: twenty twenty four being twenty twenty five. [1:15:45, 1:15:48]: But in our minutes. [1:15:49, 1:16:09]: Let me just say this. Mr. Gardner, I thank you all. You guys executed. You went through the process. You put it out. It came back. Mald Indians audit over three hundred seats in the state of Georgia. They are by far the largest auditing firm from small cities to large municipalities. They have done uh they are we have full faith. [1:16:09, 1:16:29]: confidence in their ability to execute. I I often wonder sometimes about questions. It's always easy asked questions, but I haven't heard any facts about any funding this way or that way. Money missing or I'm going around it. It is it is complex that this job is part and part science. There's a one plus two is four. [1:16:29, 1:16:32]: There is a lot of we need to do to move the needle forward. [1:16:32, 1:16:52]: When I got on this council, the budget was eight point six dollars. I remember that number just like it was yesterday. And Mr. What what what is the budget uh the budget for the poll budget for the upcoming year alternative number you think we near? It's uh that twenty nine. General on yes. Twenty nine. So we've gone from a eight point six million dollar budget in my first year to almost thirty [1:16:52, 1:17:00]: million dollar budget. The complexity of that budget has changed over time, going from eight million dollars to thirty million dollars. Is that correct? [1:17:00, 1:17:20]: Yes, sir. And in the midst of that, in last year when we're done at eight point six we were growing, we added a whole fleet department in order to in order to protect public safety spending dollars, spending additional care styles, spending additional American rescue plan fund dollars that were brought into the city to make uh additional improvements all strived for when we took [1:17:20, 1:17:21]: This gun. [1:17:21, 1:17:33]: So as you have exchanged those extra dollars require extra time of staff and it is required extra time uh to put those reports together in the midst of turmoil and turnover of staff members. [1:17:33, 1:17:39]: And it might be said because of interference that those have members may not potentially be possibly. [1:17:40, 1:18:00]: And it is without saying that staff changes have affected our ability to be turn on a dime and to create the different information that uh that it will require. Because an experienced season person that was already there would know what a bathroom is. They would know what information was to be able to retrieve it versus constantly have to go through the process [1:18:00, 1:18:03]: [4684.2, 4701.6]: the points that the complexity of the of this particular process has been consistent and as Ms. Gantt indicated, with the city insisted and time frame to have allotted and these reports come in and reports have come in what the re but general consists of what Maldon and Genius has included has included about cities audits. [1:18:22, 1:18:23]: Year to year. [1:18:23, 1:18:40]: Um yeah the city's had uh um well uh I forget how it does, but and uh it's been a a clear audit, but they have had like let's define areas where I think and need to make improvements. Um that happens in pretty much every audit. They're gonna find something and they're gonna do you this is what we found and you need to address these issues. [1:18:41, 1:18:55]: So no there's 100 cleaning audit. Um not for any seat available. And and one thing I think the mayor and I were having this conversation, we we were at a gathering just the other day, and the mayor likes to say this that the amphitheater made off Mayor? And one year from uh August twenty. [1:18:55, 1:19:15]: In order to do that, it affected uh we were able to do that because we were financially sound. Right. There's no way we would pay off the debt if we had not been financially sound on a twenty million dollar facility in five years. It worked. Now certainly we could have taken our early year uh extended bond in order to pay for it, but being that we were on [1:19:15, 1:19:35]: On top of that, we were able to some cash out of the reserves to pay for the facility and then come back and need it, saving the taxpayers millions of dollars over the time in order to do that. Right? Absolutely. And those are the kind of principles that we put in place and to the solid foundation in order to do that. Think about that. Again, we put off a nearly, we're gonna pay off a nearly two million dollar facility. [1:19:35, 1:19:36]: that the public adores. [1:19:37, 1:19:48]: In less than five years because the city was so financial sound. That's the whole statement by itself and in how the city has been run and how we run our finances. [1:19:49, 1:20:06]: Well in regards to the uh farm me and stewards here and uh being a part of the history of everything, um I just wanted to ask a couple of questions. Um is the issue or I guess the the concern about the results or is it about the follow-up of the results? Like we're I guess my my addressing to you is one of the major concerns. [1:20:06, 1:20:18]: We have more than Jenkins and but they be mitigated by going to another firm. Like is the issue are we chasing it in our egg? Is it the issue with the results of the art or the actions like been seeing discover or the lack of discovery? Like where where is the [1:20:19, 1:20:20]: The chat. [1:20:22, 1:20:22]: [4822.9, 4842.6]: I can answer the question. Um I mean Mother Jenkins is a renowned auditing firm. Um I said Mother Jenkins is a renowned um auditing firm. Um I I always tell you there's no perfect person that's in um the perfect person we know left here two thousand twenty-four years ago. There's about um [1:20:42, 1:20:53]: So is it a perfect auditor? No. Is the perfect protest? No. Um but uh you know, we put a bit and if the council don't like Martin Lenkins, even if you put him a contract, spiral. [1:20:54, 1:21:02]: Literally. You can always engage, get a sixty or thirty-day notice, and throw it and go with somebody's. Uh that's pretty much standard contract. Standard language. Um [1:21:02, 1:21:12]: But no, obviously there was some hip with them doing the F Y twenty two. I think one of the issues was this was a that was our first year under federal going I think um [1:21:12, 1:21:15]: I think that they used to turn a lot of these, but I still audit Vic. So [1:21:16, 1:21:36]: You know, this year we made it personally to get his audit done and get it together. That's because the timing was everybody some some kind of complaint about the time. And so we worked diligently to make sure we get it able then, you know, we're gonna try to get it to to the first meeting in September. If you get it earlier, we'll make that happen at the last one. But definitely we've made some strides there. And last question, how you did forget the two. [1:21:36, 1:21:49]: to readdress the concerns about pinna on address to the council L tag. I would make sure how hard it's to just redirect that question. I will make sure that it did that's understood. That goes from from council member um Barber's comment team, and I will make sure that they address those issues. [1:21:49, 1:22:03]: Yes, sir. I also need a motion, um a motion to other septists contract. So let me make one more comment that feels necessary at this point. I think one of the reasons that you keep the staff involved in the process is to move the politics of it. [1:22:03, 1:22:11]: You don't want it to get up here and somebody's just saying this, that is going on with all that. We want to be completely rude on that, getting the information as we should get it. [1:22:12, 1:22:25]: Okay. But at the same you don't want the council overly involved in the process of doing what's necessary to make that happen. And Maldon and Lincolns are up more confidence to do it. Certainly it should be this issue should not be political. Maldon and Dickins is solid. [1:22:27, 1:22:34]: Before okay, I'm gonna do something. Listen listen. Thomas Barber. That's it. Do we gotta take a list? Move on, right? [1:22:34, 1:22:36]: The only thing I wanna say, Mayor, is [1:22:37, 1:22:40]: I was elected here in the city of Origin twenty eleven. [1:22:40, 1:22:43]: For the most part, Marlin and Jacob have been here. [1:22:43, 1:22:44]: So [1:22:45, 1:22:47]: I just buy my concerns. [1:22:48, 1:22:50]: I guess incumbent upon all but to make sure. [1:22:51, 1:22:52]: Yeah we right. [1:22:53, 1:22:55]: Uh someone stated Mullin Jacan. [1:22:55, 1:22:57]: Work for a number of municipalities. [1:22:57, 1:22:59]: True, they are professionals. [1:23:00, 1:23:01]: This is their job. [1:23:02, 1:23:03]: This is what they're paid to do. [1:23:04, 1:23:05]: The city measure [1:23:06, 1:23:09]: And all of the staff that we have here, that bad job. [1:23:10, 1:23:11]: What they pay to do. [1:23:11, 1:23:16]: Yes, there are challenges, yes. But at the end of the day, you have to get the job done. [1:23:17, 1:23:19]: If you had to be all you could done. [1:23:19, 1:23:23]: Oh, I'm not trying to get in the way. [1:23:24, 1:23:29]: just trying to make sure that it is done correctly. Because one thing about financial reports [1:23:30, 1:23:34]: If the council is held to make decisions, [1:23:34, 1:23:39]: for this municipality. We have to have this information in for us to make a [1:23:40, 1:23:43]: intelligent, disease and and what I talk about all the time. [1:23:43, 1:23:50]: Just do your job, do it right, give us the information. And if it's supposed to report to the council, then you report to the council. [1:23:51, 1:23:58]: That's on could I say I've been Marlon and Jenkins. We have never had any issues with Marlon and Jenkins in the past, but for what some odd reason. [1:23:59, 1:24:05]: Lately we we ran into some kind of roadblock and just the report just not come forward. [1:24:05, 1:24:07]: And I'm just concerned as to why. [1:24:08, 1:24:12]: And I'm not accusing anybody interfering with process. [1:24:12, 1:24:13]: But I didn't update now. [1:24:14, 1:24:15]: And that was my concern. [1:24:16, 1:24:18]: I've been dealing with Marlon Jenkins twenty eleven. [1:24:19, 1:24:22]: And hadn't had any problem with him. Now they didn't close in mirror. [1:24:23, 1:24:43]: We expect and we contract anyone to work for the city of the rear. Just do your job. And I'm not saying they have not. But this is what we expect. So any excuses that should make I'm getting into that. If you can't do the job, say you can't do the job. But I'm just saying when we contract out anyone, we expect them to do the job and nothing less. So I don't have any problem. I expect them to do [1:24:43, 1:24:52]: the job. They are professional. So we have staff here. I expect staff to do the job just as citizens. And they let us set position, they expect us to do the job. [1:24:53, 1:24:57]: We all are expected to staff, council, contractors, [1:24:58, 1:25:18]: Everybody, our attorneys. We're expecting to do a job. And it's up to all us to just to make sure as much as we can that folks do their job. But nothing just what I'm saying is I just want folks to do a job. Give me information so I can make decisions that I need to make. Thank you, Mayor. Um Miss Brother Les Pellman, go ahead, please. Yes, uh so if it is a desire of the council to award the contract to [1:25:18, 1:25:19]: Um [1:25:19, 1:25:21]: Auditing from a staff recommending. [1:25:21, 1:25:24]: But I'll make sure that um engage a letter. [1:25:25, 1:25:26]: Um is specific. [1:25:28, 1:25:29]: That language [1:25:30, 1:25:31]: Describes the process. [1:25:32, 1:25:36]: The auditing arm to send the results directly to somebody. [1:25:37, 1:25:52]: I just want to make sure that that is um included. So the CAF report has provided to the council during the November 13th, 2023 meeting, that was the CAF report, certified or comprehensive county, that are internal staff or finance department. [1:25:52, 1:25:57]: They provide that. They prepare it, they combine, they compile all the information. [1:25:57, 1:26:01]: For ten months I was sick in a request, email and even in these meetings. [1:26:01, 1:26:04]: Mel makes emails. [1:26:04, 1:26:07]: Where the independent results directly from [1:26:08, 1:26:09]: Make sure that that is the right. [1:26:09, 1:26:15]: Staff kept giving me the capprint in lieu of the independent officers direct firm. [1:26:16, 1:26:20]: That's all I'll say'cause I still have open complaints regarding this process. Thank you. [1:26:21, 1:26:24]: I don't know if uh the section of the single. [1:26:25, 1:26:25]: Is there a motion? [1:26:26, 1:26:27]: Some more. [1:26:27, 1:26:30]: I see it. [1:26:31, 1:26:33]: But he overcent. [1:26:33, 1:26:33]: Pusando. [1:26:34, 1:26:37]: That's correct. Favorite mo your favor? [1:26:37, 1:26:50]: Okay, four. Four favor. Okay. Four favorite favor and some I'll abstain. Four zero one. All right. Thank you. Most four zero one. All right. What is next is the mid F what twenty for mid year review. Ms. Gaines, please. [1:26:53, 1:26:54]: Evening. [1:26:56, 1:26:57]: Didn't you? [1:27:10, 1:27:11]: Mm-hmm. [1:27:23, 1:27:25]: I'm going to redo the year to date. [1:27:26, 1:27:27]: Made review for you. Yes. [1:27:29, 1:27:35]: This just takes the mission of the Finance Party awareness to provide public and consultation to the sea regarding all of its finances. [1:27:36, 1:27:37]: Yeah, I see. [1:27:39, 1:27:42]: Okay. Thank you. [1:27:43, 1:27:53]: Okay, this is just an overview of all the funds, general funds included along with the enterprises and to date. For the month of June, we've collected four million dollars in revenue. [1:27:56, 1:28:13]: We have breakdown of the revenue by class, taxes, licenses and permits, intergovernment revenues, charge services, finances and forfeitures, investment income, miscellaneous revenue, which comes to a total collected so far$9,715,228. And the diagram shows you the various classes. [1:28:14, 1:28:22]: For the expenditures, and these are broken up by department groups. So far for 2024, we've been$9.5 million. [1:28:25, 1:28:32]: It's a breakdown of renewing spend this department. It shows you how the department has accumulated to the nine point four million dollars. [1:28:36, 1:28:46]: This is a more detailed breakdown of expenses in compared comparison to 2023. And we're on track with the spending and expenses collected as in prior year. [1:28:52, 1:28:56]: This is another look at your revenue and collection and sp expenses. [1:28:58, 1:29:05]: Broke down by category and it shows the original budgeted amount what was collected for the month and how it was collected um for the entire year. [1:29:09, 1:29:21]: And as previously stated, our debt obligations we have debts that will be paid off as of last 2022, which will give the city an additional two point seven million dollar that can allocate to future projects, which shows a 40% increase in debt services. [1:29:25, 1:29:31]: This charges your revenue expenses by month that have been collected and expended for the year before so are. [1:29:33, 1:29:35]: There was a huge collection in April. [1:29:42, 1:29:50]: The Amphet, the Amphitheater is doing pretty good right now. Expenditures as well as the three million dollars. So it's kinda rigging right now. [1:29:51, 1:30:00]: As of June there were four shows performed so far and we still at Levin Remain for season. Completed shows for July and we're going to April shows. [1:30:05, 1:30:13]: And that was pretty much it for presentation. Yes, sir. We'll start. [1:30:15, 1:30:16]: All right. [1:30:20, 1:30:20]: Yes. [1:30:27, 1:30:29]: Yes. Mm-hmm. [1:30:32, 1:30:33]: Yes. [1:30:34, 1:30:34]: Yeah. [1:30:43, 1:30:45]: Um I can air now. [1:30:45, 1:30:52]: The budgets are out at two million dollars and we had an opportunity on the need for a budget adjustment. The revenue collected has upset the spending. [1:30:52, 1:30:54]: Okay. So but but itself. [1:30:55, 1:30:57]: Yes, ma'am. We've exceeded that. [1:30:58, 1:31:01]: When the businesses are looking at our budget. [1:31:01, 1:31:03]: They have concerns because the actual [1:31:04, 1:31:05]: That is showing [1:31:06, 1:31:09]: thousand or fifteen dollars that I actually been spent. [1:31:10, 1:31:13]: I understand with the ampathy operations. [1:31:13, 1:31:15]: The flow of the financial is kinda liquid. [1:31:16, 1:31:19]: You got a lot of trash going on all the time. [1:31:19, 1:31:21]: Um in Throughout the month. Yes. [1:31:21, 1:31:24]: Are you working with um [1:31:25, 1:31:25]: Yeah [1:31:26, 1:31:34]: Director Bampier on magic m monthly expenses and revenues. Or something in Yes ma'am You are receiving monthly statements? [1:31:34, 1:31:41]: No cannot receive a monthly statements, no ma'am. Okay. That is important. Because we need someone [1:31:41, 1:31:44]: An employee or someone's finance. [1:31:44, 1:31:45]: Who is tasked with [1:31:46, 1:31:47]: Checks and balances. [1:31:47, 1:31:50]: А вони кармормані. [1:31:51, 1:31:52]: Someone authorized. [1:31:52, 1:31:55]: They spend money, but they're not bringing it to council and that's a concern. [1:31:55, 1:31:55]: Okay. [1:31:56, 1:31:58]: That it's already spent three million dollars is a concern. [1:32:00, 1:32:03]: Geminen should be coming to the council. Yeah. [1:32:03, 1:32:08]: I don't know the best way to handle it. Um when it comes, see, um [1:32:08, 1:32:17]: That's why most I guess government entities don't get involved with it. Mainly because dealing with taxpayer dollars, every red cent have accounted for. [1:32:18, 1:32:24]: Get um, you know, his philosophy on how he's managing narrations of the amphitheater. Um [1:32:24, 1:32:30]: Profits that he gains from a concert uses for the next concert again holiday. For us [1:32:30, 1:32:31]: [5551.7, 5552.5]: We need to [1:32:32, 1:32:36]: For every penny, every penny coming in. [1:32:36, 1:32:38]: I just wanna know who who's responsible for that. [1:32:39, 1:32:48]: I'm in contact and when funds are requested, um, I review and if the funds are there, I send them. But we collectively haven't spent a total million dollars that shit here. [1:32:49, 1:32:58]: The contractual rate may be one thing, but you're putting on like maybe the deposit and you go per show as the show is gone. So you had the opportunity to see the revenues and the revenues are coming in. So there's not [1:32:59, 1:33:05]: Technically three months has not been spent. That's just the contract rates and total amount that was in there. [1:33:05, 1:33:08]: Doesn't it mean it? I get it. I do. [1:33:08, 1:33:10]: We we cannot [1:33:10, 1:33:17]: Just my my way of thinking. You can't determine that if they successful season until the end of the year. [1:33:18, 1:33:18]: I get it. [1:33:19, 1:33:22]: But we still have to count for these фансохел мі. [1:33:22, 1:33:24]: Figure a way to explain. [1:33:24, 1:33:27]: to the residents, other than, you know, get wait to the end of the year. [1:33:27, 1:33:33]: They don't know that. They know how the money is being so we need to have a comprehensive plan on how to report it. [1:33:33, 1:33:48]: This one is quarterly or whether it's I don't know. Just help me. I can give you monthly reports in regards to the shows that can happen. Thank you. Yes, ma'am. I appreciate that. That will work. On the other monthly financial report for the higher operation of the C. We actually need to see that monthly. [1:33:50, 1:33:54]: Thank you. Same with the city manager's report. We agreed we would on the party. [1:33:55, 1:34:03]: So you want the operating monthly financial reports. I can send them to thank you. The city manager reports need to have those early. Yes. And and you know [1:34:04, 1:34:24]: The the the City Manager's report I've been yet I'm I'm asking this this whole end up'cause going on I'm the last person to s to submit mine. So I'll take one person responsibility'cause I went on with everything and I'm always looking corinna's always jipping on me about it. Uh everybody else is giving it I'm so City Manager's Money Report I I gotta I gotta make the boost of getting them to her on my early logs get over. [1:34:24, 1:34:28]: Thank you. [1:34:29, 1:34:49]: Mr. Zan good please. Yes, uh, we we focus a lot and I think I thank you for the report. Because you know what? Love the Intel. They do. We're the baby this weekend, and people enjoy every last one of those shows. And we finally August of twenty twenty five. August of twenty twenty five. So imagine what it's gonna look like then in terms of profit loss uh for the particular. [1:34:49, 1:34:55]: City. There's other city facilities that we'd focus on. Where what is the breakdown on the Mer Menderson? [1:35:01, 1:35:04]: To take it into perspective in terms how these facilities work. [1:35:04, 1:35:11]: Because uh on a yearly basis, we know going in that we're gonna lose money on Merrill Manners and we subst and we substantially [1:35:11, 1:35:31]: uh subsidize it because it's never going to be money. And we understand that but it is a public benefit to the public to have a facility that can have weddings that they can the city and have public events is lost leaders, so to speak, where we know going in it is a amenity to the community and it is well in the overall budget because it brings in so many unseen rivers. [1:35:31, 1:35:37]: People use it for silly or uh and they purchase gas or they sc go in town or they stay at a hotel or or spend money elsewhere. [1:35:38, 1:35:51]: So far, this year has brought in about one hundred fifty thousand dollars and give you a more detailed report I can send to you on that specific city. How much how much have we uh how much is it the expense or how much has it cost the city? [1:35:53, 1:36:00]: The expenses for the mural mandor are about two hundred fifty thousand dollars, which a little over. I'm sorry. Is it live? No, ma'am. [1:36:01, 1:36:06]: No, I did not. But I can get you the information. So again, repeat that number. Those two numbers again. [1:36:06, 1:36:26]: The profit of running over about$150,000 in the expense of about$250,000. Right. And that number we expected to swell, right? Yes, sir. Because we know that these fillets are for any person. But what they do is to the public is that they help us rebuild the downtown as we're doing with the amphetor, as we're doing with our downtown, attracting new businesses because it brings foot track. [1:36:26, 1:36:46]: In the downtown. You know that it's a long world review of downtown and what it did, uh, where we're going to. I like the way that you you phrased it in terms when you were talking about the amphitheater facility. It had a two million dollar budget, but it brought all of these additional revenues, the other review of the rector, and he did the appropriate thing, which was reached out and he did exactly what the plan consisted of. [1:36:46, 1:37:01]: additional shows that he gave to cancel, right? Bear he gave us tentative stole list and then he went out of the shows that he intended that he had indicated to us that he would fund. So that's been any funding outside of the revenue that he generated has been that he brought in. Yes sir. [1:37:02, 1:37:22]: Right. So folks understand that. Right. And then we had what sponsorships were the sponsorships included in revenue as well. So all of that kind of is baked into the cake of the amphitheater uh is doing as a facility. So uh when we have a sold out show that brings in more revenue and sure, you know, we'll have a big crowd and several of the other [1:37:21, 1:37:36]: So it can go either way depending upon what rhetorical in the crowd we're paying the artists, right? Yes, sir. Okay. So overall I would do grade uh in terms of uh the city's finances at the term your own course what the city manager had laid out to execute this year. [1:37:36, 1:37:42]: Sir, we are we have collected four per forty five percent of revenue so far spent out about three six. So we are [1:37:42, 1:38:02]: A little bit above what we did last year. So we're in our peak months. We also through December when we pick up the revenu the property revenue greatly increased. Right. And as we go along the very funds that are performing, like splost, T splashed, uh and the re and the um you know last cell. Because you know, we we as more businesses come to the community, more revenue is generated. So [1:38:02, 1:38:15]: So that factored into what we're going to do. So these funds being overproduced like T plus PLOS, uh uh can you talk about the bit so T Floss, excuse me. For T S Bloss right now. [1:38:15, 1:38:35]: We have about 20 projects in roughly five completed last year. And for the twenty twenty-four year, we have taken in upwards of twelve million dollars, which have been allocated across the twenty-one projects. For SLUS, we complete two of the four projects that we have in the books and have taken upwards of nineteen million dollars. Ten points that were the continuation of the [1:38:35, 1:38:37]: Water silver is stomped. [1:38:38, 1:38:42]: So yes, we're paying great revenue and they're really getting out there and making somebody's project happen. [1:38:42, 1:39:02]: Right. I appreciate it because what ends up happening is investments that we're making in the city, they're increasing the overall revenue of the city. They have more businesses to locate, especially as you see the fees come in for Jodico project, that's only escalating the t intention of the funding. Mm-hmm. I I certainly focus on as a as a council member member still being good. [1:39:02, 1:39:22]: stewardship of this fund. But really it is our desire to grow the pie, which is increase the revenue side so you don't have to pinch everything and folks and enjoy it. I'll close by saying this the city now need we weren't spending enough money in the past. That's why certain areas in the city look like they look we've increased that investment in the city. [1:39:22, 1:39:41]: Because we want to be proud of the city in the place that we call home. You can see it right outside the door and you can see it in various areas of the city. Money has more invested. Thank you. [1:39:41, 1:39:44]: Every year around is when we start talking, but [1:39:44, 1:39:47]: I know uh Ms. Gardner and staff. [1:39:47, 1:39:51]: uh have in and discuss their wish list you put it that way. [1:39:52, 1:39:54]: My concern has always been [1:39:55, 1:40:15]: being able to operate the city as a whole. I know the amphithemia and different entities goes into the budget and I get that and understand that. But I try to look at the whole operation to make sure that the ship stays afloat. And we have a crack in ship and even if the ship is gonna sink. True. So and that's [1:40:14, 1:40:26]: been always my concern about not having to borrow money from Peter Pay Paul. And you gotta indicate the way things are trending. And correct me if I'm wrong, the way things are trending [1:40:27, 1:40:31]: Um things are looking in the black. Yes. And we are sort of going forward. [1:40:31, 1:40:35]: And so and I know we have a city council budget coming up. [1:40:35, 1:40:37]: And I'll be looking at is [1:40:37, 1:40:40]: How do we find this? [1:40:40, 1:40:53]: code enforcement and some issue may need code enforcement officers because we see some issues that we may need to bend. Uh the department has indicated they need more this and they need more that. So [1:40:53, 1:41:11]: My concern is overall, but I understand, you know, you have revenues and I like to understand the deficit, you know, if there's that hopefully there's not a deficit. I know there's that the military and I was a little ten back prior as I always thought that the uh the budget [1:41:12, 1:41:32]: The expenses, revenue, all of that shit come first. And they don't need deficit, then set your meals because you wanna have a balance, but and I've always asked uh the city manager, uh, did he borrow money from any other source to balance it, but so I'm not gonna ask him that day, but he knows I'm gonna ask that question at all. But when when that time comes around, uh you know the [1:41:32, 1:41:32]: Yeah. [1:41:33, 1:41:35]: So I'm just just making a statement. [1:41:35, 1:41:38]: Um now I it is important for you to submit [1:41:41, 1:42:01]: To submit uh reports to full council. And and I think it is important for us to get uh monthly updates or whatever interval we need to get those. But we need to get those updates because you know it's just embarrassing for us to know, not to be able to answer the the health, the financial health of the city. So we need [1:42:01, 1:42:21]: those funding and for the manager yes needs this report so we gotta stay informed so I would encourage you to send each other members the council uh these updates because we cannot make decisions if we don't have these information as I indicated I will be looking because if I'm going to push uh the police department for neighborhood patrol if I'm going to push uh [1:42:21, 1:42:31]: uh code enforcement to do more and to know they need more code officers but they need a vehicle in order to do their job because as I stated earlier, we expect them to do their job. [1:42:31, 1:42:38]: But if they're being handicapped because of a lack of whoever, then that's just like in public e uh public work with Ms. Harry. [1:42:39, 1:42:51]: Publix is one of the largest staff they have here at the city. And Mr. Aaron knows and I'm laughing because he knows that we're always asking about um the right-of-ways. [1:42:51, 1:42:59]: this, that, and the other. And I understand he needs a bunch of people to do that. He needs to work. And I'm gonna ask Mr. Aaron today, but I will be asking him about general maintenance. [1:43:00, 1:43:09]: about how many folks in general maintenance, how many does he need, you know, the job that need to be done. So I'm just gonna say to you that we need these reports'cause we need to be look [1:43:10, 1:43:13]: There was an a quick about the Mirrorman and we've had discussions about Mirman. [1:43:14, 1:43:20]: But in order for us to look at that comprehensively and to try to correct some of the ill, if you will. [1:43:20, 1:43:36]: We need to have the information. We need to have the fix. We need the the the for us to look at that and try to correct whatever's going on. So but if we do not have the information, we can't make the decision, not intelligently. And we guess we can throw something against the wall and see what's going to say. [1:43:37, 1:43:57]: But we need the actual information, the numbers, the things are trending, what the facts are and we need to then be. So if you would please do uh these financial reports to us so we can be a little bit more intelligent when we talk about uh health and the finances in order for us to make this we just need that information. Understood. [1:43:57, 1:43:58]: Thank you. Thank you, Mayor. [1:43:59, 1:44:08]: You're welcome. Enterprise funds. Did you capture those? The enterprise funds were captured. [1:44:12, 1:44:15]: On this slide, um I did it to deep the in the process. [1:44:16, 1:44:17]: Oh, so include it in the general. [1:44:18, 1:44:34]: The I the Enterprise Funds are booking out. I did not go into the Enterprise Funds, adventure revenues, uh focus on general fund. Yes, I can um make sure to get all of the reports so they're changing. [1:44:35, 1:44:37]: On the courts, um specifically. [1:44:37, 1:44:42]: No sir. I do have some questions, but I'm I'm not going to prolong. [1:44:45, 1:44:45]: Yeah. [1:44:47, 1:44:57]: All right, well Eagle, you had a question. Yeah, for all salary and wages, we but not we have some precision opposition. How for the public, I see numbers, I just want you to copy with that so they can contain where we are. [1:44:59, 1:45:19]: You mean salaries overall? Yes. Okay. The budget amount of salary was nine point four million. We spent three point eight million. So we are still under budget. We do have a lot of um positions that are looking to fill. Absolutely. Now so we have way past the what from the year and we have nine dollars budget. And we've only spent what? Three and eight. Three from eight. So obviously we should have been at four. [1:45:19, 1:45:39]: point five factory at the end at the end to be on track. So we especially under um spent in that area, which is so that we need to make sure that we are fully staffed and that we have the people in position to to execute out of them. But the number rather tells you that we're trending in the right direction and we're not we're not um wasting money on um our out on [1:45:38, 1:45:44]: Certainly we want to ensure we're taking care and we have competitive wages. Thank you. Yes, sir. [1:45:44, 1:45:59]: I like this great presentation. This is just an update, no no need to put on it, put obvious marching orders and you took notes on Mr. Gardner took some notes on things with me. So appreciate it. Yeah. Thank you. Uh consideration of vacancies on the public facility authority board and appoint members to a four-year term. Mr. Washington. [1:46:00, 1:46:02]: Is he to do this? All right. [1:46:15, 1:46:25]: The second one is Samantha Senior. And third one that you should have a notebook is Mark Lane. [1:46:28, 1:46:48]: Fine with me because Samantha Samuel is a real well. She was already she resigned from the citywide development authority and wants to come on a PF PF. Okay, so she's just transitioning. Okay, certainly. Okay, any c if no is invalid, I need them to accept some is there a second? Please indicate. She now [1:46:48, 1:46:52]: Ms. Barber first, I saw it first. Very [1:46:53, 1:47:13]: That gets exciting sometimes. All right, good. IQ missed. All right. So what we have next, events. Um council meetings will be held. Any additional uh information any contact B Bradley Starberg G R G possible for any interested vendors uh that you want to particularly [1:52:32, 1:52:52]: A couple of uh announcements I have to make here and one of them actually deals with uh the council where the fact that we discussed and uh six and what we want spot six six that's gonna be on the ballot for buddy to uh approve on November fifth this year. What we wanted was a six year uh splots, uh sixty eight percent of that's going to count and thirty two percent going to cities, used the twenty twenty census. [1:52:52, 1:53:12]: Yeah it was a tough one handle we could do a ten no level one and level two project uh that we in a sense agreed to uh we internally the county agreed that but today just today the county has uh uh unanimous that for six it will be a six year splots. It will be sixty eight thirty two percent split between the county cities getting thirty two percent. Um this is the people. [1:53:12, 1:53:32]: April first of twenty twenty-five to March 31st of 2031. And the day they will utilize an O level two projects. They accounts in a level two project, but then use up to use up$100 million for any type of bonding of projects if they just choose to do that. And we cities are unable to bond for any projects at all. And um I believe that's it. [1:53:32, 1:53:43]: to that uh passage. Now often suppose four hundred and seven million dollars over that f six year period and we say stop rates to twelve point three one percent, we'll get roughly estimated fifty seven million eight hundred thirty nine dollars. [1:53:45, 1:53:45]: All right. [1:53:46, 1:54:06]: So hopefully I don't know where that's what they agree earlier today. And uh the IJ has not been signed, and I'd gonna have to be readjusted because what we see today on the government's uh uh agreement was today was not uh was not the encompassing way approved earlier uh later on today. And our attorneys uh watch his work on that, so I've yet to sign the thing thus far. [1:54:06, 1:54:26]: And I know that has to happen sometime soon. So what's your question? Never mind, don't worry. Okay, all right. Uh no, Nano. Um what I wanted to do, um, as you all know, right now. And I know I've been I've been attending as much as possible on Olympics, chat teams, the swimming events, everything's going on, the evening, the diving, polo, the metamastics really got down, but it knows it's happening. [1:54:26, 1:54:38]: ladies and gentlemen of our ladies have become got gold and if understand reddy's got gold they got number one some mobiles got a gold and some mobiles I understand red is now in history the greatest gymnast in the history of the greatest gym [1:54:38, 1:54:58]: All right. Outstanding. Outstanding. I tell you what, that isn't fantastic. And what else wanna mention to you I have here on Flip City South Flipsity South is right here in our earth and tumbling and trampling and and they attended uh four different uh national events. Flipsity south at least a junior elite security and press a third place fish to Cam Cab. Uh Mr. Merkin, a uh intermediate elite uh athlete demonstrated his talent and landed eight place and [1:54:58, 1:55:18]: And uh senior league athlete probably medals. Now, this all occurred. These outstanding performances occurred, but didn't split you say gymnasts because they hold the three preseason competitions. One class is a homestead, two classes are Irving, Texas, and US Gym Champs in Minneapolis. And uh the top eight minus scores from events is a national team, and all three flips south athletes made that cut. These are teams are fantastic. [1:55:18, 1:55:38]: So we have on our right in our back folks, you got 30 south and you got individuals that are doing weight at the at the amateur level. These are probably eventual aliens on the next go round. Right here coming on up. So I've stem. On that note, that's all my announcements. And uh on that note, I'll see you emotional in our meeting. Mr. Barron is a second. [1:55:38, 1:55:43]: Miss um uh Miss Catherine. So now now season, God bless y'all, good night. [1:55:45, 1:55:45]: Oh. [1:56:02, 1:56:04]: I recognize
