--- title: Community Zoning Information Meeting date: 2024-08-07 source: 2024-08-07_Community_Zoning_Information_Meeting.wav --- [0:01:29, 0:01:36]: Good evening everyone. Welcome to the second meeting of the City of Stockbridge. [0:01:36, 0:01:39]: Community zoning and information meeting. [0:01:40, 0:01:51]: What is a CZIM, you may ask? A CZIM is an informal meeting that allows applicants who are requesting a rezoning [0:01:51, 0:02:11]: A modification, a comprehensive land use change, or a special use permit to present their petition to all citizens who may have interest in their developments. It allowed the applicants an opportunity to present their applications to you and explain to you what the details of their project will consider. [0:02:11, 0:02:16]: It will also allow the residents and citizens to [0:02:16, 0:02:23]: of the city of Stockbridge to ask or review any documents that the applicant may have in possession. [0:02:23, 0:02:30]: And also it provides details on upcoming meetings, hearings, location dates, and time. [0:02:30, 0:02:34]: Allow me to go over the rules and regulations of the meeting. [0:02:39, 0:02:50]: So first we ask that you keep your comments and presentations on a professional level. Any subsequent redirection of behavior, you will be asked to leave the meeting. [0:02:50, 0:03:10]: Uh we ask that you refrain from applause or comments from the audience that are not recognized by staff. And we ask that you please defer all questions pertaining to the presentation that is uh before us at that time. And before we get started, a [0:03:10, 0:03:13]: Allow me to introduce staff to you. [0:03:14, 0:03:25]: Before you are the dates for the community zoning and information meetings that are come upcoming. The next CZIM meeting will be September 4th. [0:03:26, 0:03:32]: October second, November sixth, December fourth, and January second of twenty twenty five. [0:03:33, 0:03:53]: Before you is the zoning process that uh application goes through. In the beginning, the applicant reached out to staff or pre-application meeting and they present their project to us. We provide comments on their project or site plan that is before us. After that meeting, [0:03:53, 0:04:13]: An application is submitted to staff, and upon review, we provide comments to the applicants and just uh verifying that the application is completed. Once it's completed, it then goes through processes of legal advertisement, property [0:04:13, 0:04:17]: signs placed on the um a zoning signs placed on the property. [0:04:18, 0:04:18]: Um [0:04:18, 0:04:22]: notifications are sent within five hundred feet of the subject property. [0:04:23, 0:04:23]: And then [0:04:24, 0:04:27]: Where we are tonight is the community zoning information meeting. [0:04:28, 0:04:39]: Um there are other processes that will happen after this meeting, such as planning commission, and then city council, and then after that, the applicant may move forward to um [0:04:42, 0:04:46]: they may submit for their permits, such as land disturbance or a building permit. [0:04:48, 0:04:55]: These are the cases that are before us tonight. We have the adoption of a new land use and zoning map for the city of Stockbridge. [0:04:56, 0:05:04]: Um then we will have the CP dash twenty twenty-four-zero one comprehensive plan amendment. [0:05:04, 0:05:24]: On the north side of Hudson Bridge Drive, and that will also include a rezoning and a variance, two variances. Then the next case will be CP-2024-06, which is also a comprehensive plan amendment for two parcels on the east side of [0:05:24, 0:05:34]: of Highway 42 north, south of Eagles Landing, and that will also consist of a rezoning in two variances. [0:05:36, 0:05:44]: After tonight, I mentioned earlier that this these cases that you will hear tonight will go to Planning Commission and that date will be [0:05:46, 0:06:01]: That date is incorrect. So August fifteenth. August fifteenth, correct. So August fifteenth will be the planning commission date and then subsequently we'll be mayor and city council September ninth. [0:06:02, 0:06:09]: So again, planning commission after this date will be August fifteenth for those that are listening to the meeting tonight. [0:06:09, 0:06:14]: And from here we'll go ahead and get started with presentations and the first [0:06:14, 0:06:16]: Presentation will be [0:06:16, 0:06:18]: From Mr. George Harper. [0:06:19, 0:06:21]: I'm sorry, Josh Mahoney. [0:06:21, 0:06:23]: Um, considering the [0:06:23, 0:06:29]: comprehensive land use change, rezoning and variants on the north side of Hudson Bridge Drive. [0:09:09, 0:09:10]: Your land use. Thank you. [0:09:14, 0:09:34]: This is the site plan that we're proposing at this time. Just to orient everybody, north is towards the top of the screen. Hudson Bridge Road would be off to the right side of your screen. The Taco Bell QT would be down here in the corner of the property. [0:09:34, 0:09:54]: We're proposing access off of what's called Hudson Bridge Drive, which is right behind the Taco Bell. We would have the pool and clubhouse right near the entrance of the development, and then we would have the road network kind of stretch back into the property as you see it here. We are proposing to sell these types of [0:09:54, 0:10:01]: Town homes for the price range between uh$330,000,$360,000 based on today's forecast. [0:10:03, 0:10:23]: And then I'd like to take a moment just to talk a little bit about the variances that we're requesting. As you can see, the property is kind of an odd shape with a stream that traverses the north end of the property and the accompanying stream buffer that encumbers the property that makes all of the northern part of. [0:10:23, 0:10:43]: of the of the property unusable and undevelopable. And so we have to squeeze in what we can here on the southern side of the property. Additionally, several variances have been granted in the city, especially for this front yard setback when it comes to town homes. So we're requesting what [0:10:43, 0:10:46]: What we've seen around in other applications. [0:10:47, 0:10:57]: And then lastly you can see an example of the product that we're proposing, which includes a mixture of high quality materials, including brick, uh on the on the it on the units you see on the bottom here. [0:11:00, 0:11:08]: And with that, that's all I have. If anyone has any questions, I'm happy to help. Uh and I have my contact information that I could share as well if anyone's interested in getting any more information. [0:11:31, 0:11:35]: Thank you, Mr. Mahoney. The next presentation that will be before you [0:11:35, 0:11:43]: Is the rezoning comprehensive land use change and variance on Highway 42? [0:11:44, 0:11:47]: And this will be presented by Mr. George Harper. [0:12:00, 0:12:20]: Uh good evening. George Harper, Paramount Engineering, 11 East Broad Street, Noonan, Georgia. Here tonight, as Ms. Kiedra said, to uh explain to you our uh proposal for a comp plan amendment um and a rezoning and two variances on this project. Uh [0:12:20, 0:12:40]: Um similar to the first project you heard, we're uh proposing a comp plan amendment from low density mixed use to a medium density residential. Uh we are proposing a rezoning from C2 to MFR. Uh the property is currently [0:12:40, 0:13:00]: Vacant. It's owned by the fence company, which is located just to the north of the property. They had proposed a few years back, I believe, to try to expand their facility onto this property. I think it had to be rezoned. Maybe it's a more of a an industrial type zoning, and that was denied. So they've owned this property for quite a few. [0:13:00, 0:13:20]: years and uh at this time with all the the um development around it and the need for housing uh they thought that this uh this townhome uh development was probably the highest and best use and we agreed so uh we are proposing a hundred units uh fee simple town [0:13:20, 0:13:25]: homes. Um they will have two car garages. [0:13:27, 0:13:47]: We were uh proposing an amenities area with a pool and a cabana. Um also has uh the the parking for uh some additional parking for guests as well as the uh the amenities user also proposing a playground on this project, uh the main access. [0:13:47, 0:14:07]: There's actually an existing curb cut uh that lines up directly uh with Parkview Place on Highway 42 at this time. So we're gonna be accessing and using that uh existing driveway and curb cut. We'll also have a secondary emergency access that's also existing as well. [0:14:07, 0:14:27]: To allow for just emergency trucks, fire trucks in case that was ever needed. The community will be gated. We kind of did this the old school way. I have the boards with the plans on it. I know staff has the everything that we submitted with our [0:14:27, 0:14:37]: our application, but uh we have the boards with the obviously the plan, the colored rendering of the subdivision as well as the renderings of the uh proposed units as well. [0:14:38, 0:14:58]: Uh let's see. Again, we're proposing a hundred units. Uh we're surrounded by um some residential property to the uh east and the south, um, single-family uh residential, um, and a little bit of O and I as well for a church, St. Luke, Lutheran. [0:14:58, 0:15:18]: Church is adjacent to us to the south on Highway 42. To the north is the existing fence company who currently owns the property and they are zoned LI. We're proposing a 25-foot buffer along the east property line that backs up to Lakeside. [0:15:18, 0:15:25]: At Eagles Landing Subdivision because that property is zoned SR. [0:15:25, 0:15:42]: And we're obviously going to pro uh be proposed MFR. The property to the south of us, uh Brandon's Walk subdivision is currently zoned MFR as well. So we will we do have a contiguous uh MFR zoning that uh that we're wanting to expand. [0:15:43, 0:15:45]: Um [0:15:45, 0:16:05]: As far as the variances that we're proposing, uh we're uh asking for two variances. Uh one will be to reduce the required front setback from 50 feet to 30 feet. Excuse me. Yeah, excuse me, 30 five, 30 feet. That's correct. Um typically in a uh uh town home development, 50 feet is is quite [0:16:05, 0:16:25]: Excessive for a front setback variance just based on similar ordinances in surrounding municipalities. If you think about a town home development, typically you like to have smaller front yards, less maintenance, but we also want to have enough room for to be able to park cars that doesn't block. [0:16:25, 0:16:45]: The road, the street, or the sidewalks. And so 30 feet is plenty of room. And again, remember that 30 feet is based off of the right-of-way. So from the actual edge of the pavement or a back of curb, you know, it's probably another 11 feet or so. So you've got almost 40 feet from the back of curb to the to the front of the house. [0:16:45, 0:17:05]: Which is plenty of room, plenty enough room for um to uh to park several vehicles. Again, we have two car garages on these as well. Um and then the second variance we're asking for is to reduce the side setbacks from 20 feet to 10 feet. So in the MFR ordinance, uh it says that the [0:17:05, 0:17:25]: The minimum side setback is 20 feet, but then it goes on to say that the minimum distance between buildings is uh is 20 feet. So we're trying to reduce the side setback to where it meets the the uh minimum uh distance between buildings, which would be uh 20 feet, so 10 feet. [0:17:25, 0:17:30]: on each side of the property line. So that is the uh that's the the basis for that request. [0:17:31, 0:17:51]: Um other than that it's a it'll be a nice subdivision. Uh majority of these uh townhomes will have brick, uh stone stucco uh facades. Um again, you know, with our amenities that we're asking for. Um well only a hundred units. Um I think it'll really fit in with the uh the neighboring properties. [0:17:51, 0:18:00]: and be a good transition between the single family to the south and the uh industrial property to the north. So be glad to answer any questions that [0:18:02, 0:18:03]: No one here has. [0:18:05, 0:18:06]: All right. Thank you. [0:18:32, 0:18:52]: So I thank you, Mr. Hopper, for your presentation um regarding your development at highway on Highway 42. Um so those that are watching tonight, um the plans that you saw before you are cons conceptual plans, um meaning that it could change once [0:18:52, 0:19:12]: They um begin their building process. So um before the building process, they will meet with staff again. And you know, we will ensure that they are following the the regulations of the UDC code of the city of Stockbridge. And um this information that was presented. [0:19:12, 0:19:32]: presented to you tonight is public information. So if you would like to see the plans of the applicants that presented tonight, you may contact staff and request those documents. So at this point, at this time, um do we have any comments from staff? [0:19:35, 0:19:35]: Okay. [0:19:39, 0:19:58]: There are no further comments and if again, if there are any questions, please reach out to staff and we'll be more than happy to assist you with any inquiries. So we thank you for visiting with the City of Stockbridge planning and zoning staff and good night.
