[0:00:37, 0:00:40]: Waiting for the IT person to let me know we're ready to start. [0:00:54, 0:00:55]: Oh okay. [0:01:03, 0:01:21]: You live in the neighborhood of the engineers or Oh, so you're together. Oh, okay. Well, I I don't want to be speaking we have online people watching. Even though it's not some people watching online. [0:02:14, 0:02:20]: I thought Jawan was gonna come back out and tell me that we're ready. Uh he said, Give me a couple of minutes is what he said. [0:02:21, 0:02:23]: Um not wanna mention just uh [0:02:24, 0:02:27]: Damnities, at least just amenities. [0:02:28, 0:02:31]: I think I got guilested, but you know, Oh you did? Okay. [0:02:32, 0:02:35]: They're gonna go into detail. Oh, okay. [0:02:45, 0:02:50]: Good evening ladies and gentlemen. This is the CZIM meeting for April ninth, twenty twenty five. [0:02:51, 0:02:54]: C Z I M as Community Zoning and Information Meeting. [0:02:54, 0:03:00]: And we have a few people here in the audience. I'm also speaking to our online audience. [0:03:04, 0:03:14]: So here's the agenda for tonight's meeting. This is the welcome, and then I'm going to discuss, provide an overview of the zoning process for those citizens who want to learn more about it. [0:03:15, 0:03:21]: Uh then we're going to discuss uh two zoning cases. I'm gonna provide a introduction to them. [0:03:21, 0:03:23]: And then we have a representative. [0:03:23, 0:03:27]: Of the applicant here to provide details about zoning cases. [0:03:27, 0:03:31]: And any other business we can discuss, the citizens will have a opportunity [0:03:31, 0:03:32]: Um [0:03:32, 0:03:43]: to ask questions or provide any comments. All of this start, well, usually a property owner or developer purchase a property or enters into real estate contract with the owner to purchase property. [0:03:44, 0:03:45]: Thinking about developing the site. [0:03:46, 0:03:49]: Prepares a site plan and contacts planning and zoning staff. [0:03:50, 0:03:54]: Uh to request a pre application meeting. This is where the staff members [0:03:54, 0:03:57]: uh learn about what the developer wants to do. [0:03:57, 0:03:59]: discusses appropriate regulations and [0:04:00, 0:04:03]: And um decides whether you know is this feasible or not? [0:04:03, 0:04:04]: And um [0:04:04, 0:04:09]: The then the applicant um prepares applications to submit to the city. [0:04:09, 0:04:13]: Uh, including a proposed site plan, survey of the property. [0:04:13, 0:04:15]: uh various legal documents, letter of intent. [0:04:16, 0:04:17]: And a water sewer letter. [0:04:18, 0:04:18]: Um [0:04:19, 0:04:33]: applicant is usually the property owner or the developer and often hires a agent such as a law firm to handle the application process. Um and that is that that is what has happened for these these cases tonight that we're going to discuss. [0:04:34, 0:04:36]: Oh I'm sorry, let me go to let me enlarge this here. [0:04:38, 0:04:39]: Slideshow. [0:04:43, 0:04:56]: Oh it's not showing everything. Okay. So with different types of um what we call zoning applications that uh we could receive. Um an annexation would be for [0:04:57, 0:04:58]: Clicked on. [0:04:59, 0:05:02]: Okay, here we go. I'm sorry, let's enlarge this. [0:05:02, 0:05:08]: Here you can see that better. Annexation would be for a property that's currently in unincorporated Henry County. [0:05:09, 0:05:11]: And the applicant wants to bring it into the city. [0:05:12, 0:05:13]: And that is a a process. [0:05:14, 0:05:15]: Then we have uh [0:05:16, 0:05:17]: We don't always have all of these. [0:05:18, 0:05:22]: applications for one property, but these are the m main ones that that could come in. [0:05:22, 0:05:26]: based on the situation for that property and what the developer wants to do. [0:05:26, 0:05:28]: Comprehensive plan amendment. [0:05:29, 0:05:40]: This is where now every property not only has a zoning district but also a future land use designation. And that it comes from the city's a 20-year comprehensive plan. [0:05:40, 0:05:53]: Um and if what the developer wants to do is in conflict with that, then uh the applicant needs to file comprehensive plan amendment so that the proposed use and zoning and density are are then [0:05:54, 0:05:56]: in line with the comprehensive plan. [0:05:56, 0:06:01]: Rezonings will changes the base zoning of the property to allow for the proposed types of uses. [0:06:02, 0:06:11]: Uh and that means however the property is currently zoned, you know, it allows certain uses then it if the rezoning is approved, then those uses would no longer be allowed. [0:06:12, 0:06:13]: Um okay. And then [0:06:14, 0:06:21]: Some properties also have an overlay district which has additional uh regulations. Uh the overlay district [0:06:21, 0:06:25]: uh zoning would not change with the rezoning request. [0:06:25, 0:06:35]: uh variance application sometimes we get those and those are usually for a request to change something specific about the site plan. Usually [0:06:35, 0:06:38]: uh a deviation from a set black setback requirement. [0:06:39, 0:06:41]: Uh special use permit. This is to allow [0:06:42, 0:06:42]: Uh [0:06:43, 0:06:48]: Applicant to use a property for a special purpose. Examples are churches, liquor stores, [0:06:48, 0:06:50]: personal care homes at gas stations. [0:06:50, 0:07:10]: Uh there are a few others. Zoning modifications when a developer wants to change something from what a city council uh action has previously been done for a property, uh such as using a completely different site plan, that would be major z major modification, or seeking relief from a required zoning condition. [0:07:10, 0:07:13]: Uh okay. [0:07:16, 0:07:25]: Now that's the community development department. So we conduct the pre-application meeting that I mentioned before with the city engineer, fire marshal, building official. [0:07:25, 0:07:30]: uh and the planners to discuss the regulations, whether the proposals um [0:07:31, 0:07:32]: would comply. [0:07:33, 0:07:36]: А ви процес инкомін аплікація. [0:07:36, 0:07:39]: Um we take steps to advertise. [0:07:39, 0:07:45]: uh the proposal, we advertise in a newspaper, we post a sign on a zoning sign on the property. [0:07:45, 0:07:46]: And also [0:07:46, 0:08:00]: Uh the the applicant sends out letters to all the property owners within five hundred feet. And anyone who lives within the neighborhood that's maybe how you find out about these if you received a letter of that type in the mail. [0:08:00, 0:08:02]: The staff prepares a so staff report. [0:08:03, 0:08:06]: assessing the merits of each case and whether it be [0:08:06, 0:08:08]: Comply with different zoning conditions. [0:08:09, 0:08:11]: And then a PowerPoint presentation. [0:08:11, 0:08:18]: And next week we're having a planning commission meeting. The staff will be presenting PowerPoint presentation for those cases. [0:08:21, 0:08:29]: Uh this is the CCIM meeting. This is a chance to hear an overview of the proposed cases. There's no n gonna be no action taken tonight. [0:08:30, 0:08:32]: Uh just a discussion. It's a learning [0:08:32, 0:08:34]: uh uh learning meeting. [0:08:34, 0:08:38]: And then the public planning commission meeting is a public hearing. [0:08:38, 0:08:41]: conducted by Stockbridge Planning Commission board members. [0:08:42, 0:08:43]: board members here. [0:08:43, 0:08:46]: The staff's presentations allow the applicant to speak. [0:08:46, 0:08:50]: Hold a public hearing for citizens to speak, ask questions. [0:08:50, 0:08:51]: And then they vote. [0:08:51, 0:08:54]: To approve, approve with conditions, deny or defer the case. [0:08:54, 0:08:59]: But they're their any action they take is still a recommendation to city council. [0:09:00, 0:09:02]: It is then the city council meeting following that. [0:09:02, 0:09:08]: where the final votes are taken and those those votes become law. [0:09:09, 0:09:15]: Okay. Um after any any zoning cases are approved, the developer then may [0:09:15, 0:09:21]: uh apply for different uh permits, land disturbance and building permits to clear the land and actually start construction. [0:09:22, 0:09:24]: If all requirements are met, permits are issued. [0:09:26, 0:09:32]: So tonight we have two zoning cases to discuss. Um I'm gonna provide a brief overview of them. [0:09:33, 0:09:49]: The applicants representatives are here and will uh provide details and citizens may ask any questions or make comments. All right, so the property to be discussed tonight is a parcel number O twenty nine oh one oh one one thousand one. [0:09:49, 0:09:55]: And it is located between North Henry Boulevard and Old Atlanta Road, south of Valley Hill Road. [0:09:55, 0:10:01]: Uh it's a proposed mixed use development with townhomes and office space. There's two cases involved. [0:10:01, 0:10:05]: Comprehensive Plan Amendment Case number CP twenty twenty five oh two. [0:10:06, 0:10:10]: And rezoning case number RZ twenty twenty five O three. [0:10:10, 0:10:28]: Okay, here is the aerial photo of the property. We have North Henry Boulevard here on the west of the property. To the east we have Old Atlanta Road, which actually is a dead end street. It dead ends right at the southeast corner of the property. [0:10:28, 0:10:29]: Hmm. [0:10:30, 0:10:30]: Okay. [0:10:31, 0:10:36]: Some basic facts about the property, the applicant developer templar development LLC. [0:10:36, 0:10:40]: The agent battle law uh PC um [0:10:41, 0:10:48]: Properties nine point nine oh acres approximately. I mentioned the streets. Valley Hill Road is to the north of this. [0:10:49, 0:10:55]: Uh right now the property is zone C three heavy commercial. It also lies within the PMU. [0:10:55, 0:10:58]: Parkway mixed use overlay district. [0:10:58, 0:10:59]: Mm. [0:10:59, 0:11:03]: The current future land use designation is low density mixed use. [0:11:04, 0:11:06]: Okay, now what are the purposes of these two cases? [0:11:07, 0:11:11]: Comprehensive plan amendment case number CP twenty twelve five O two. [0:11:12, 0:11:16]: The purpose is change the property's future land use designation from [0:11:16, 0:11:18]: Low density mixed use. [0:11:18, 0:11:20]: to high density use. What is the reason for that? [0:11:21, 0:11:24]: Proposed development would have a higher density than what is currently allowed. [0:11:25, 0:11:28]: The rezoning case number RZ twenty twenty five O three. [0:11:29, 0:11:34]: The purpose of that case is to rezone a property from C three heavy commercial. [0:11:34, 0:11:36]: And PMU. [0:11:36, 0:11:42]: to P U P U D, which is Plan Unit Development, and the PMU overlay district would stay the same. [0:11:42, 0:11:43]: The reason for it is [0:11:44, 0:11:48]: The proposed residential uses specifically town homes are proposed. [0:11:48, 0:11:55]: They are not allowed in commercial districts and the property zone commercial, so that needs to be changed. [0:11:56, 0:11:59]: Here is a zoning map of the property. You see the star. [0:11:59, 0:12:01]: Indicates the property. You got um [0:12:01, 0:12:02]: C three. [0:12:02, 0:12:05]: on the property to the north and to the south. [0:12:05, 0:12:07]: The pink area C two. [0:12:07, 0:12:10]: To the west, you have P U D [0:12:10, 0:12:11]: In green. [0:12:11, 0:12:15]: To the east, and then some some suburban residential in the yellow. [0:12:16, 0:12:22]: Okay, this is the overlay district map. This whole corridor is part of the overlay district. [0:12:23, 0:12:27]: Um future land use this whole area is low density mixed use. [0:12:27, 0:12:30]: Here is a survey of the property. [0:12:30, 0:12:37]: Um is is kind of small in detail, but North Henry Boulevard on the west. Here you see the cul-de-sac street. [0:12:37, 0:12:39]: Ending here, Old Atlanta Road. [0:12:40, 0:12:41]: Um [0:12:41, 0:12:56]: Some of this I meant there would be ninety-eight townhome lots and units built, as well as a small office building facing North Henry Boulevard, to be used by two or more tenants, including the HOA for the townhome development. [0:12:56, 0:12:59]: Main entrance would be from North Henry Boulevard. [0:13:00, 0:13:06]: secondary access from old Atlanta Road, but that would be for emergency vehicles only. [0:13:06, 0:13:10]: The amenities will include a walking trail, dog park, and a taut lot. [0:13:11, 0:13:29]: Now I have here the site plan. If anyone wants to see later a close-up, I have that uh saved separately. It can enlarge it, make it bigger uh to be seen. But in general, you see North Henry Boulevard here on the e on the west side, main entrance here, looparound street. Um [0:13:29, 0:13:37]: And we have the applicant here, representative here. We'll go into detail about the site plan. I'm just showing you a general layout of it. [0:13:38, 0:13:42]: Okay, and after tonight, what is gonna happen? The staff will prepare [0:13:42, 0:13:45]: Staff reports verdicting cases with [0:13:45, 0:13:46]: Recommendations. [0:13:47, 0:13:51]: Uh planning commission meeting will have be held next Thursday, April seventeenth. [0:13:51, 0:13:54]: City Council meeting Monday, May twelfth. [0:13:55, 0:14:04]: And if the cases are approved, the developer then may apply for permits. So now we will allow the applicant's representative to come up and speak. [0:14:12, 0:14:14]: Emailed uh Linda. [0:14:17, 0:14:18]: I emailed you the presentation. [0:14:21, 0:14:22]: Oh did you? [0:14:22, 0:14:23]: Bye. [0:14:24, 0:14:25]: I emailed it to you. [0:14:25, 0:14:26]: To me? Mm-hmm. [0:14:27, 0:14:29]: I did not see that. [0:14:29, 0:14:31]: I emailed it this afternoon. I have my um [0:14:31, 0:14:34]: Yeah, email me other things, but that I didn't see. [0:14:34, 0:14:36]: Yeah, I emailed you after that. [0:14:38, 0:14:41]: Okay, I don't see it. So it's gonna pull it up. It's not here. [0:14:42, 0:14:45]: I have I have my own computer as well, if you want me to put it on my computer. [0:14:46, 0:14:49]: Did you have it on a flash drive? No, I have it on the flash drive. [0:14:50, 0:14:52]: Can I send it to someone here? [0:14:52, 0:14:54]: Uh [0:14:54, 0:14:56]: Let's is where is Joan? [0:15:00, 0:15:02]: Joan, would you come to the front please? [0:15:07, 0:15:08]: Oh there you are. [0:15:09, 0:15:12]: Uh he's got his presentation on his phone. [0:15:57, 0:16:00]: While we have the the applicant's presentation uh loaded. [0:17:27, 0:17:47]: Good evening, everyone. My name is Jordan Battle. I'm the zoning paralegal for Battle Law and here on behalf of Templar Development Group for the North Henry Boulevard Project. As you were told, uh we are here for a land use amendment from low density mixed use to high density mix use. [0:17:47, 0:17:59]: used and we are also rezoning from C3 and PMU to PUD and PMU to allow for 107 for sale townhomes and a office building. [0:18:04, 0:18:13]: The property was recently annexed into the city of Stockbridge in its zone C three, as it was zone in unincorporated Henry County. [0:18:16, 0:18:30]: Uh the property is also located within the Parkway mixed use overlay district, which allows up to 45 units per acre. The applicant is seeking to develop 107 units at a density of 9.9 units per acre. [0:18:36, 0:18:52]: The current land use for the property is low density mixed use, which according to the city's comprehensive plan, is not compatible with the parkway mixed use district. Therefore, we are asking to amend the land use to high density mixed use, which is compatible. [0:18:54, 0:19:02]: And of course every slide that you're seeing, um the star um is just where the subject property is located. [0:19:05, 0:19:23]: The site is located south of Valley Hill Road and along North Henry Boulevard. The North Henry Boulevard Corridor in this area has not seen any new development in years. Um, so this proposed project will bring new homeowners and businesses into the area to z to support the redevelopment of the corridor. [0:19:27, 0:19:46]: Here's the site plan. There's 107 fee simple townhome units with a minimum of 1,296 square foot office space. And as you can see at the blue arrows here are the two points of access from North Henry Boulevard and Old Atlanta Road. [0:19:50, 0:20:03]: Uh if you zoom zoomed in a little bit closer so you could see the office building. Um the office space will be for small businesses that don't require a lot of parking. The units will be marketed to residents in the area. [0:20:03, 0:20:20]: The HOA will initially own the building and will not be allowed to occupy more than 50% of the office space if so desired. Otherwise, they will be able to rent out the entire building to tenants or even sell the building to a third party for office use. [0:20:24, 0:20:44]: Um, this is a little bit more about the town um home unit information. The minimum the minimum unit size will be fourteen hundred square feet. Um either be three to four bedrooms. Um the parking spaces per unit will be four, so that'll be two-car garage, a two-car garage and a two-car parking pad in the front. [0:20:45, 0:20:55]: The price point is from low to mid 300K. The amenities of course include the top lot, the dog park, and the mulched walking trail. [0:20:59, 0:21:07]: So here's where we can see kind of different spaces um within the site plan. If you look where can you see my mouse? [0:21:08, 0:21:28]: If you see that lower middle um slice of the site plan, um that's where the dog park will be and the top lot on the left-hand side. If you look at the top right image and you see that purple outline um kind of to the left of the stone, the storm water. [0:21:28, 0:21:37]: Water facility, that purple line going around the edge of the site plan is where the walking trail will be. [0:21:40, 0:21:45]: And these are just elevations um of what the town homes will look like. [0:21:46, 0:21:47]: So we have that one. [0:21:47, 0:21:52]: And we also have this. So of course you see the two car garage and [0:21:52, 0:21:57]: The two pad, uh the two parking lot pad in the front as well. [0:21:57, 0:21:59]: And that's the end of our presentation. [0:22:09, 0:22:11]: Okay, you know how it's [0:22:23, 0:22:25]: Okay. Thank you, Mr. Battle. [0:22:32, 0:22:38]: Now is the time for any c uh citizens' questions and comments. Do we have anyone here who would like to say anything? [0:22:42, 0:22:50]: You may come up to the front and state your name and your address. And you may also fill out a sheet on the clipboard if you would like. [0:22:57, 0:23:06]: Thank you, Miss Logan. My name is Yolanda Barber. I live at 197 Talon Place, Stockbridge proper. [0:23:07, 0:23:10]: I am the city council district representative. [0:23:10, 0:23:12]: Of city council district four. [0:23:13, 0:23:18]: For this particular proposal, I do um have a statement that I'd like to read. [0:23:18, 0:23:21]: But for the record, um [0:23:21, 0:23:23]: I am concerned. [0:23:24, 0:23:26]: I received a notice from a homeowner. [0:23:27, 0:23:28]: Um just yesterday. [0:23:28, 0:23:30]: In regards to a letter. [0:23:30, 0:23:31]: That [0:23:31, 0:23:33]: The attorney firm battle law. [0:23:34, 0:23:35]: Sent to the homeowners. [0:23:36, 0:23:37]: In this area. [0:23:38, 0:23:40]: This letter is dated april first, and [0:23:42, 0:23:46]: It has the community zoning and informational meeting. [0:23:46, 0:23:49]: As Wednesday, April second. [0:23:51, 0:23:54]: I am surprised um because I don't see. [0:23:55, 0:23:56]: Many homeowners here. [0:23:57, 0:24:00]: And it's because of the misinformation. [0:24:00, 0:24:01]: In this letter. [0:24:02, 0:24:04]: So I wanted to address that. [0:24:04, 0:24:05]: First [0:24:06, 0:24:07]: The second [0:24:08, 0:24:10]: thing I wanted to note. [0:24:10, 0:24:11]: Um [0:24:12, 0:24:12]: [1452.9, 1454.4]: I'll read a statement instead. [0:24:16, 0:24:22]: My name is Yolanda Barber. I reside at 197 Tallinn Place in Stockbridge, proper. [0:24:22, 0:24:23]: I am a homeowner. [0:24:24, 0:24:25]: In City Council District Four. [0:24:26, 0:24:30]: I am also the City Council District Representative of City Council District 4. [0:24:31, 0:24:37]: As the city council district representative for this particular area, I believe in smart growth. [0:24:37, 0:24:44]: Therefore, I want to explore master planning of the areas along State Route forty two. [0:24:44, 0:24:49]: North Henry Boulevard, Valley Hill Road, and Davis Road. [0:24:49, 0:24:54]: Which are the north east end of city council district four? [0:24:54, 0:24:56]: And the city limits. [0:24:57, 0:25:00]: These specific areas were annexed into the city and [0:25:01, 0:25:04]: Офішили in January twenty twenty three. [0:25:05, 0:25:16]: And are not included in any of our city's development plans, master plans, trail plans, all of which was told to residents when the city [0:25:16, 0:25:19]: approach them about annexation. [0:25:19, 0:25:23]: А вона деле он еврей да сити промість. [0:25:24, 0:25:30]: Our city cannot stop developers from submitting development applications and their proposals. [0:25:31, 0:25:32]: Nor should we. [0:25:33, 0:25:37]: What we would like to see happen is the pause. [0:25:37, 0:25:46]: The submittal and approval of all new proposals for this specific area of City Council District 4 that I represent. [0:25:46, 0:25:52]: Specifically the northeast area of our city along State Route forty two. [0:25:52, 0:25:54]: North Henry Boulevard. [0:25:54, 0:25:55]: Valley Hill Road. [0:25:56, 0:25:57]: Davis Road. [0:25:57, 0:25:59]: The area that I represent. [0:26:01, 0:26:02]: During our upcoming council meeting [0:26:03, 0:26:05]: I will be requesting to amend our agenda. [0:26:06, 0:26:07]: To have a public discussion. [0:26:08, 0:26:09]: Regarding an approval. [0:26:09, 0:26:12]: Of a six month moratorium only. [0:26:13, 0:26:15]: along these specific areas. [0:26:15, 0:26:16]: Davis Road. [0:26:17, 0:26:18]: Valley Hill Road. [0:26:18, 0:26:23]: and along the connecting state Route forty two and North Henry Boulevard. [0:26:23, 0:26:24]: It is my hope. [0:26:25, 0:26:33]: That through the approval of a six month moratorium, and to hire a firm to draft a master plan for this specific area. [0:26:34, 0:26:35]: I believe in smart growth. [0:26:36, 0:26:42]: That means planning for future residents that will one day call Stockbridge their home. [0:26:43, 0:26:51]: In order to ensure that our city resources has the bandwidth to provide quality services for new residents and our current residents. [0:26:51, 0:27:00]: We must ensure that we do all that we can to avoid putting a strain on our city's resources. That also includes our staff. [0:27:01, 0:27:09]: Currently, within City Council District 4, there are a total of 998 units that have already been approved. [0:27:10, 0:27:11]: That's four. [0:27:12, 0:27:17]: That's nine separate developments that the governing body has already approved. [0:27:19, 0:27:23]: In the last two years, with the exception of me, of course. [0:27:24, 0:27:27]: A lot of the governing body's focus has been [0:27:27, 0:27:30]: Он ревитalizing our downtown. [0:27:30, 0:27:33]: Which is also in city council district four. [0:27:33, 0:27:37]: I support revitalization of our downtown. [0:27:38, 0:27:39]: I have had many questions though. [0:27:40, 0:27:45]: А вона свера в аркомуні стримing. [0:27:46, 0:27:48]: Not just on Jodoko Road. [0:27:48, 0:27:50]: Not just on Eagles Landing Parkway. [0:27:51, 0:27:54]: Not just on Walt Stevens Road and others. [0:27:54, 0:28:00]: All stakeholders in our community deserve to be a part of a thriving community. [0:28:01, 0:28:13]: Nonetheless, my intentions today is to inform everyone here and publicly, as well as those who own businesses and homes, of my intentions for speaking today. [0:28:14, 0:28:15]: I thank you for this time. [0:28:26, 0:28:27]: Wait, sign something somewhere? [0:28:28, 0:28:30]: Or do you want me to do that afterwards? [0:28:32, 0:28:40]: Okay. Um I'd first I'd like to ask uh a couple of questions too. Um I forgot your name, sir. I'm sorry from the [0:28:42, 0:29:02]: Jordan. Um Jordan, I d I live on the other side, just right off of uh on Hillendale, just the next street over from there. My my question is uh I've lived here for over thirty years. Um and I've got a statement kind of in combination uh with the question. I I kind of feel like the city other than [0:29:02, 0:29:22]: my representative Yolanda has has been more beholden to developers than the local citizen. And uh when we had a development that was pr uh proposed along Valley Hill, she's the only one that objected. All the other councilmen, no one reclused themselves, even though they had ties with real estate. [0:29:22, 0:29:27]: Uh you know, they w they were saying things like, Oh, we're building things over on, you know, some other street. [0:29:28, 0:29:48]: And I go, well, yeah, but those streets have a medium. One of my arguments then was: why aren't you building things more along 42? Like the St. Augustine, which I think is a nice-looking development. But now that that's along 42, what you're proposing, and I'm on the other side of that, my concern is: do you own the property next? [0:29:48, 0:29:52]: Next to that, all the way up the Valley Hill. Or does does uh Templar? [0:29:53, 0:30:05]: To my knowledge, no. Oh only the subject property that I showed on the on the slides, that's the only uh project that they're actually uh redeveloping right now. [0:30:06, 0:30:15]: That nine acres, yeah. Because the nineteen acres behind me now is down to seventeen. So I talked to someone at the city today, uh uh Mr. Henderson. [0:30:16, 0:30:16]: Yeah. [0:30:16, 0:30:36]: And he's he said that that year development has nine, about nine acres a little more. And yeah, and that that other that was nineteen is now down to seventeen. So they must have sold two acres to Templar Group or something like that. So uh so I guess I'll have to find out who does own that because I'm trying [0:30:36, 0:30:40]: [1841.2, 1858.1]: between me and if somebody else comes in, I don't see how you're squeezing ninety-eight units into nine acres. I mean that's that's almost ten an acre. Uh but I mean that look your your pictures look nice, but uh and I didn't really see where the bus the business thing [0:30:58, 0:31:15]: On the proposal it sounds like there's business units and and uh home town homes, but it looked like the business unit was it's just one business center. Yeah. So just one building um devoted to business. [0:31:15, 0:31:25]: So either the HOA doesn't necessarily own it. They can operate within that building, but it's where it's advertised. [0:31:26, 0:31:28]: [1889.3, 1896.0]: So that looks smaller than essentially four or five townhomes though. So it's not really fourteen hundred. [0:31:37, 0:31:45]: So that's smaller than one townhome because you said the townhomes could be up to fourteen hundred square feet. The town homes, I believe on the slide we said [0:31:48, 0:32:06]: Okay. But so but the business it's it's made for small businesses. So it's not um like a law firm wouldn't typically go there. Probably like a a business with one or two employees or just meet their office space there. But it's not meant to be like a full blown um [0:32:06, 0:32:08]: business part per se. [0:32:08, 0:32:22]: It's more so advertised to the people that are living within the subdivision. If you have a small business, there is a space to be able to rent out and have your a like a small office space. [0:32:23, 0:32:35]: So if the town homes are twelve hundred to fourteen hundred square feet and they have three to four rooms potentially in them, that business center would not have more than three or four offices. [0:32:35, 0:32:43]: Correct. And be essentially smaller than or about the same size as one of the ninety-eight units. Correct. I'm sorry. [0:32:44, 0:32:44]: Yeah. [0:32:45, 0:32:55]: Is that right? Okay, but you don't know who owns that other property there. I don't but I know if you go on to Q public, um that's typically where you can find [0:32:55, 0:32:58]: You're the owner or owners of parsley. [0:33:00, 0:33:18]: Well that's that's what I was told earlier today, but I went to Q Public and it took me to some business that says it's for uh public government to use and I didn't see how I could get any farther. Maybe I can ask you afterwards'cause maybe I have the wrong website. But when I looked, I just got to something that was a subscription thing. [0:33:19, 0:33:20]: If it's uh [0:33:22, 0:33:42]: Hello? Oh yeah. If you go to Q Public, I believe it's Qpublic.net, um, the fastest way to uh get to the parcel that you're talking about, um you can use the parcel ID that that we're talking about tonight, um which is on the agenda, and you should be able to click on parcels to the left. [0:33:41, 0:33:48]: in right of that as well to be able to see who owns that parcel of land that you're talking about. [0:33:48, 0:34:08]: Okay, and part of this two phase thing about zoning is you're trying to get it changed if I'm understanding right, from a C three, is that correct, that's it's heavy industrial? C three is uh commercial use. Commercial use only. And you're trying to get it to residential. So it could be [0:34:08, 0:34:28]: So right now that next slot right now is commercial only. So if somebody wanted to develop that like you're developing it, or this the same company that you representing, Templar, wanted to, they would have to come back and say the same thing again, that we want that to be mixed use, not commercial only. [0:34:28, 0:34:48]: We are only working on a land use amendment and rezoning for the subject property that we're talking about tonight. So if somebody else has a parcel in that area, it wouldn't change the parcels around us. So yes, they would have to come back and actually go through the rezoning process. [0:34:48, 0:34:54]: for if they wanted to um do anything outside of the current zoning uses. [0:34:54, 0:35:14]: Yeah. So right now it's just commercial and if they were going to do what you were going to do, they'd have to come back and r and appeal for rez rezoning also. Correct. Um and also I just wanted to mention we are um in the process of setting up a community meeting um for the community members that live around the site. [0:35:14, 0:35:34]: subject property, um, so we can kind of get a little bit more feedback and understanding about how everyone feels about the project. So uh shortly um we'll be sending out notices soon probably um for a meeting before mayor and council. [0:35:34, 0:35:36]: Um to meet with the community. [0:35:36, 0:35:50]: Well that that is one of my other concerns because uh if I was not able to purchase a buffer, my question would be if you're putting ninety eight units or roughly ninety eight units, I think I got that right. [0:35:50, 0:35:52]: On that nine acres or a little over. [0:35:53, 0:35:55]: There's houses behind you right now. [0:35:56, 0:36:00]: So how close are those units getting to that those houses and [0:36:00, 0:36:15]: So down the road, if somebody did something similar behind my house, what kind of buffer am I going to have? Because you know, there's it looks like there's the equivalent of six individual homes behind [0:36:16, 0:36:24]: And you're putting in ninety-eight units behind those six homes. Of course, all ninety-eight units aren't gonna be next to those six homes, but [0:36:24, 0:36:31]: You know, they're gonna if you've got ninety eight and you've got t you there's gonna be ten at least or more along there. [0:36:31, 0:36:51]: If we are successful um in getting our applications approved, uh the subject property will be within the Did City requirements. Um, but I I really can't speak to what is what will happen outside of this property. [0:36:52, 0:37:05]: And what so what is the so there is a requirement already that you're having to adhere to if this is approved? What like w how much space between your development and the homes that are behind it? [0:37:06, 0:37:12]: Is there a requirement for that now or can you can you literally build up to the to the property edge? [0:37:18, 0:37:18]: No. [0:37:19, 0:37:32]: So to answer that question, um, so as far as the buffer requirements, it'll be at least twenty five feet. It'll be a twenty five foot buffer between your property and the subject property that they're they're wanting to rezone. [0:37:33, 0:37:53]: Twenty-five feet? Yes. Okay, so that's less than like I'm in phase one of my subdivision, and there is a requirement of fifty to sixty feet between the curb and my front door for that. So you're saying it could be half that distance. Somebody could build up half to that distance if the same thing carries. [0:37:53, 0:38:05]: carried over to behind mine. Where these units are gonna be, if it's approved, they can be within half the distance of my front yard to the behind the houses behind them. [0:38:05, 0:38:07]: Setbacks. There'll be setbacks to fix. Yeah. [0:38:08, 0:38:11]: Uh yeah. I I think that's thank you. No problem. [0:38:18, 0:38:21]: Any more questions or statements? [0:38:30, 0:38:32]: Thank you everyone for your comments. [0:38:34, 0:38:41]: So what happens after tonight? We have a planning commission meeting scheduled for next Thursday, April seventeenth. [0:38:41, 0:38:42]: Begins at six thirty. [0:38:43, 0:38:46]: The planning commission board members will be here and [0:38:46, 0:38:48]: Will hold a public hearing. [0:38:49, 0:38:51]: citizens will have an opportunity to speak again. [0:38:52, 0:38:54]: And the board members will take a vote. [0:38:55, 0:39:01]: And that will be a recommendation to City Council. City Council meeting then is on Monday, May twelfth, beginning at six o'clock. [0:39:02, 0:39:02]: And [0:39:03, 0:39:06]: The next time we have a C Z IM meeting. [0:39:06, 0:39:12]: for the next cycle of any new zoning applications coming in would be m Wednesday, May fourteenth. [0:39:13, 0:39:14]: Six o'clock. [0:39:15, 0:39:26]: All right. If anyone no one has ha has anything to speak, um this concludes tonight's C C IM meeting and wanna thank everyone for coming and listening. Thank you. [0:39:35, 0:39:38]: Just want to clarify 107. [0:39:39, 0:39:45]: You know, I know that that's part of the process, but yeah, I don't think it I don't think it changed.
