[0:07:06, 0:07:06]: No. [0:07:07, 0:07:15]: What what happens next is that whenever we give out a city proclamation, whoever gets a proclamation has the floor. So do you have any comments? The floor is yours. [0:07:15, 0:07:16]: Do one thing to say. [0:07:17, 0:07:31]: I'm very happy for work with uh city of Stadbridge and when I when we found uh m Miss uh Roseberr Brown and then we are very proud of because she is a [0:07:31, 0:07:36]: And uh in the morning early, she not drinking water, nothing so critical, missing. Well, Mayor, thank you so much for recognizing the hard work of all of the men and women, not only in the city, but the county and our adjoining partners like Clayton County as well. Um everybody's unwavering commitment is to be commended. Uh Georgia P. [0:08:27, 0:08:47]: Piedmont came out and conducted an exhaustive search the night before. You know, and the harsh reality is this: we cannot do this alone. And it takes all of our partners in the county, the sheriff's department, the police department, EMA, the fire department, our joining agents. [0:08:47, 0:09:07]: Especially the aviation units, all working hand in hand to be able to work an operation like this because even though we have our own police department here on the Stockbridge, we don't have the resources that some of these other agencies do. So it's it's encouraging and I'm very honored and proud of everybody here. [0:09:07, 0:09:27]: year that went out that day, dedicated their time. We had people that came in from their day off, uh came in and participated in that search. Um, you know, public works personnel that came out. Uh it was just an amazing uh sight to see that everybody came together uh to find this um elderly person and luckily [0:09:27, 0:09:36]: Miss Brown was found. She is safe at home. And everybody here is to be praised for that. Absolutely. Thank you, sir. [0:09:39, 0:09:53]: I just wanted to know I just wanted to note that the fire department had thirty eight recruits that came out and I'm represented here. So I just wanted to make sure you knew that they were actually on the team that found the link. Okay, I'll outstand it. Appreciate that. Thank you very much. [0:09:57, 0:10:17]: Anybody else? Any other comments, words of wisdom, grabulation, one Henry, with Clayton's who's played county? There we go. Thank you, sir. Uh sister county to to our west. Thank you for being with us, sir. Uh yes, ma'am. I was just gonna mention uh kudos. [0:10:17, 0:10:28]: I think to all of you, but you do. But I would say the public information officer for the city, our community members by the thousands shared in and went out throughout the state. So who knows all of our community members who are state? [0:10:28, 0:10:31]: Uh absolutely absolutely. [0:10:35, 0:10:36]: Any anybody else? [0:10:37, 0:10:57]: I will continue to do great work folks, right? And and continue to work together. I know we will do that to keep our citizens protected and serve them. And I have to tell you, as in a proclamation, we have to tell you that Stockbridge is where community connects. Alright? Big group photo. Okay, so let's uh put this down to you. [0:10:57, 0:10:59]: Take it for a second. [0:12:06, 0:12:10]: Please stand for the invocation if you can. Mr. Jerry May, sir, please. [0:12:18, 0:12:23]: Make make sure the mic's on. It's put put the green button. It's good? Okay, thank you. [0:12:24, 0:12:24]: That's right. [0:12:25, 0:12:33]: Father God, in the name of Jesus, first we want to say thank you, Lord. And Father God, we pray for the leaders here in the city of Stockbridge. We pray for the citizens. We pray for all that's involved that will benefit from what is about to take place tonight. Father God, we know that it's you that's in control and that will give us the strength. [0:12:54, 0:13:14]: to move forward and we say thank you. And for every more of God, we want to say thank you. And it's in your Son, Jesus' name, we pray and give thanks. Amen. Amen. Pledge allegiance. I pledge allegiance to the flag. Of the United States of America and to the Republic, where we stand one nation under God, indivisible. [0:13:13, 0:13:16]: the liberty and just as for all. [0:14:03, 0:14:07]: So I'm sorry, is is he uh I'm sorry, is it gonna be online? That would be awesome. [0:14:12, 0:14:13]: Okay, so he's calling in. [0:14:21, 0:14:40]: We we we got a quorum, so we gotta we gotta we gotta I just wanna make I just wanna make sure he's uh uh what whatever needs to be done if he's able to participate that they're doing that. Right. They're doing all right. Uh let's see here. Uh uh public hearing notice. Um let's do the I need an amendment to to the agenda, please. Ms. Cant. [0:15:01, 0:15:03]: Item number eight, com [0:15:04, 0:15:07]: Plan amendment case number C P [0:15:07, 0:15:10]: Dash twenty twenty five dash oh one [0:15:10, 0:15:13]: Item number nine, rezoning case number four. [0:15:13, 0:15:16]: R Z dash twenty twenty five dash o one. [0:15:17, 0:15:34]: And the following items also will not be heard this evening and have withdrawn by applicant. Mayor, we have some confusion. The applicant is actually here. It's i well it says here. I know the staff has been talking to the applicant and the applicant wants to move forward. [0:15:34, 0:15:42]: Well, let me keep going. Item number five, comp plan amendment case number CP dash twenty twenty-five-o two. [0:15:42, 0:15:49]: Item number six, rezoning case number RZ dash twenty twenty-five dash zero three. [0:15:50, 0:15:56]: Okay, so point a point of clarification. You submitted these, Mr Mr. Anderson, uh please. [0:15:57, 0:16:11]: So all these that were read uh they're by the applicant's request uh to be heard at a fur future date, such as August or November timeframe. Is that not the case or what are we doing here? Yes, that was the case until um today the applicant stated that they wish to move forward. [0:16:12, 0:16:23]: All right, and then which which ones are you referring to now? Uh the annexation, the comp plan and the rezoning. So you're talking about items seven, eight, and nine is my assumption. Yes, sir. [0:16:25, 0:16:27]: Which one I need agenda. I don't have a gender with you. [0:16:27, 0:16:28]: Which one? [0:16:29, 0:16:30]: Well [0:16:31, 0:16:36]: Yeah. Seven is an annexation case. A S Correct, that's one. [0:16:36, 0:16:41]: Okay, and an eight is a is a comp plan amend uh comp plan amendment case. [0:16:44, 0:16:48]: And they're they're I'm pretty sure they're related to one another since they're right behind each other. [0:16:48, 0:16:56]: Yes, sir. Um they're not officially removed until um I mean, I know you know mayor, until council agrees to take'em off, so [0:16:56, 0:16:58]: Well I I I got that, but uh [0:17:00, 0:17:11]: Okay. And the rezoning case is number number nine is what it's have here. And that also, uh these are all in District Five. Yes, sir. [0:17:11, 0:17:12]: Okay. [0:17:14, 0:17:15]: All right. [0:17:19, 0:17:21]: Well, um okay. [0:17:22, 0:17:24]: There wasn't a second to the motion. [0:17:25, 0:17:25]: Okay. [0:17:26, 0:17:46]: So if that's the case, if it was no second, I mean I I can go through the second and we can but but we it's no second. So it's no second. So how about this? If we're gonna do seven, eight, and nine, we'll go ahead and uh if you I hate to put you through this again, okay? Okay it'd be number four, four, five, four, five, and six. Unless something pops up, Mr. [0:17:46, 0:17:50]: [1073.0, 1079.2]: Yes, sir. Okay. Um is there any way you can one second, please. All right. Go ahead, sir. [0:17:59, 0:18:14]: I was gonna ask could you uh push push'em change the order because we we don't have our presentation because we were under the impression that this was gonna be deferred. So staff is going to retrieve the retrieve our presentation to put it to put so we can present tonight. [0:18:15, 0:18:19]: Well okay. Uh da da da da we can we don't have well [0:18:20, 0:18:28]: The number can stay the same. With if you have to go get a pr if we prove this and you have to go get the presentation, we'll add it we'll go back if you need be. We'll just go back if that's the case. One second, please, Miss Barber. [0:18:30, 0:18:31]: That's one we can't turn. [0:18:31, 0:18:32]: Clarify how we close. [0:18:33, 0:18:37]: Well we actually're gonna go through it again. Yes, she'll clarify it. [0:18:39, 0:18:39]: Go ahead, please. [0:18:40, 0:19:00]: Well, you're saying we're gonna push it back, so we're gonna r we're gonna m move forward with taking off item four, five, and six. Four, five, and six. Four, five, and six, unless something happens here that this is not gonna it's gonna be heard tonight, but I but in four, five and six. So if you go ahead and go through four, five and six and then the re the uh uh seven, eight, nine will remain and we'll get we'll get to that but if we [0:19:00, 0:19:08]: Is someone going your team is already going to get the party, sir? Yes, sir. So I I request that we do number uh ten first. [0:19:08, 0:19:09]: Please. [0:19:11, 0:19:20]: All right, we we can do we all right. So one second here. One second here. So we got the Kazanatena, we got an appointment here. All right. [0:19:22, 0:19:22]: Four [0:19:25, 0:19:45]: All right. Well we'll we'll we can uh I appreciate that. We c we can do that. If that's the case, we can we can do we can when it comes to public hearing, uh we can go to ten in the public hearing first if your people aren't here to do the presentation. We'll back up. Yes, sir. So we need to take off four, five, and six, Ms. Gann, if you don't mind. Okay. Um Mayor Ford, I would like to make a [0:19:44, 0:19:50]: motion that we remove item number four, five, and six that are located on the agenda. [0:19:50, 0:20:10]: Is there a second emotion? Sir. Um all in favor, please indicate. Okay. Uh mayor, clarification for that. The number four is to a future date, but number five and six has been withdrawn by the applicant. Just want to state that for the record. Yeah, well, five and six have that right. Right. They've been withdrawn. Thank you. That is true. Appreciate it. [0:20:10, 0:20:30]: Okay. Now I need a motion to accept the rest of the agenda, please. So moved. Is there a second? Case unanimous decision on that. Okay. Um, ladies and gentlemen, through our ceremonial uh part of our agenda this evening, which is at five thirty, um we uh gave a proclamation [0:20:29, 0:20:49]: to s to several individuals, two individuals actually, and but we had a collaboration of a lot of different public service individuals that were here. And this deals with the uh older lady named Rose Rosebelle Brown, a seventy-seven year old lady that was uh uh displaced, it was lost, you know. [0:20:49, 0:21:09]: or an and actually was in the community and got misoriented. So what it amounts to, the proclamation actually congratulates the overall community effort um of the Stockbridge Police Department, our Public Works Department, Henry County Fire Department, Henry County Sheriff, and the Clayton County Police, along with [0:21:09, 0:21:20]: But um of course through uh social media citizens in the in the community communicating with one another about the potential whereabouts of this elderly uh lady. [0:21:20, 0:21:25]: which was found within a twenty four hour period safe and sound and back home. [0:21:25, 0:21:45]: Uh so I wanted to acknowledge that. We double had in a proclamation earlier but wanna acknowledge that and thank um uh primarily uh Moni Patel, which is a member of our public works department, and Stockbridge police officer uh Kamani Bell. And uh Ms. Patel was the one actual individual that um found her and then Mr. Bell uh [0:21:45, 0:22:05]: Our police recruit actually carried her out of the woods. So it's gonna conjord into uh uh actual collaboration with many different agencies. We want to knowledge and thank all those agencies for working together to save this lady. And um so that was the only recognition we had on that aspect. Um Madam Clerk, we have any public comments, please. [0:22:10, 0:22:30]: Mr. Turner, two five four, warblerway, Stockbridge. This is business, not personal. I'm calling for the mayor, District One, District Three, District Four, and District Five, and the City Attorney to resign. There is a financial crisis. It has recently come to the attention of the Stockbridge City taxpayer that almost thirty three million dollars is missing from the twenty twenty five. [0:22:30, 0:22:50]: Budget, which was already approved in the winter of 2024. This has caused the city council to vote for a budget resolution amount of$32.5 million to reconcile the 2024 budget, raising the 2024 budget from$42.7 million to$76.6 million in one year. The citizens have not been informed. [0:22:50, 0:23:10]: Of how this money just simply disappeared. Only the city manager, mayor, council members, and city attorney are directly responsible how taxpayer dollars are allocated and release the funds. Where did thirty two point five million dollars come from to reconcile the twenty twenty-four budget? Did it come from the twenty twenty-five budget or our savings account? If it came from the twenty twenty-bit. [0:23:10, 0:23:30]: 2025 budget, that would mean that there is only eleven million dollars left in the approved twenty twenty-five budget if the funds came from there. With millions of dollars being misplaced for the twenty twenty-four budget, it only makes sense to have a forensic audit done from the year 2018 to present. Millions of dollars is missing. Millions of dollars have been moved from the [0:23:30, 0:23:50]: From the citywide authority, explosive counts, and other departments. Millions. How can we expect to hire a new city manager whose sole responsibility is to make sure the city doesn't go bankrupt and give him a precise number to work with? The only way to ensure the new city manager's success is to have an outside forensic audit of the city of Stockbridge and the amphitheater prior to the [0:23:50, 0:24:10]: Construction of the amphitheater to get a true number of where the city stood and stands financially before the construction of the amphitheater. If the council only answers right now is I don't know, please know this. The numbers don't lie. Millions of dollars is unaccounted for. A forensic audit is the only way to find these missing tax dollars. And the twenty twenty-four budget had to be a good thing. [0:24:10, 0:24:30]: amended, then it will only be true that the previous years need to be amended as well. Either make the right call for your taxpaying citizens now when it pertains to the numbers the city treasurer mister Malazi has presented you with, which was facts, or please resign for the sake of the city. There's no business or corporation in this world where millions of dollars can go unaccounted for and I don't know be your answer. [0:24:30, 0:24:50]: Sir, you took millions of dollars from the citywide project, so what projects were affected? You are taking money from the city savings account to fund concerts and free events. What amount is in the city's savings accounts right now? Thirty-three million dollars could have paid for a community recreation center. What do free events cost the city? What other city departments? [0:24:50, 0:25:03]: went over budget. And why are we st why is the amphitheater still opening and what vendors are still operating? Again,$33 million is unaccounted for and you guys have an I don't know answer. [0:25:03, 0:25:16]: That's not professional and that's not leadership. So I'm gonna ask you, Mr. Mayor, Miss Gantt, Mr. Alexander, Mr. Thomas to all resign. Thank you. Thank you. Let me uh [0:25:17, 0:25:37]: Slipped my mind here, but let's do this just in case, put this back on record as well. Public comments. All person wishing to speak for public comments must sign in with the city clerk prior to beginning of the meeting. You must sign your name, address, and phone number. Be able to address the mayor and council for three minutes. Speakers must respect all members of the elected body officials and staff. Defamation, unruliness, and or swearing will not be tolerated. [0:25:37, 0:25:42]: while meetings are in session. They need to re put that in the record as well. Who's next, uh Miss uh Holliday? [0:25:44, 0:25:45]: Okay. [0:25:52, 0:25:53]: Name and address, please. [0:26:00, 0:26:06]: My name is Mary and D. Calhoun and I live at six oh eight Creek Stone Court in Jonesboro, Georgia. [0:26:07, 0:26:27]: And I come before this board today for several reasons. My first reason is one member of this council needs to be seriously censored or asked to resign for posting lewd and lascivious material in social media in reference to Pornhub. [0:26:27, 0:26:31]: was conduct unbecoming an elected official. [0:26:32, 0:26:40]: In two days I will be sixty four years old, and I have never seen a council act in that manner. [0:26:41, 0:26:42]: Number two. [0:26:44, 0:26:50]: It is not fair for you all to have free concerts and make the [0:26:50, 0:26:54]: Make the tickets free for folks not living in Stockbridge. [0:26:55, 0:27:15]: Who do not pay taxes while the taxpayers themselves were denied. I believe this is very criminal and it was very unfair to watch taxpayers sit outside to watch fireworks in a free concert while people from other cities come in to take advantage of what [0:27:15, 0:27:16]: What they paid for. [0:27:17, 0:27:18]: Number three. [0:27:19, 0:27:25]: I do not think it is fair f that one of the council members currently running for office in District One [0:27:26, 0:27:29]: be allowed to use the Merrill Mandar Center. [0:27:29, 0:27:35]: in line for line dances just to gather folks' names and addresses for her campaign. [0:27:36, 0:27:40]: I hope she has paid for this use of the facility. [0:27:40, 0:27:52]: And I also wants to know from this same council to explain why Harold Young bought two hundred and forty-five dollars worth of ice cream from her shop in Hampton. [0:27:52, 0:28:00]: off of the taxpayers. This is asinine, and the people deserve better. Thank you. [0:28:01, 0:28:04]: Okay. Who's next? Um Ms. Oliver. [0:28:05, 0:28:08]: Ms. Johnson. [0:28:11, 0:28:12]: Ms. Johnson. [0:28:12, 0:28:32]: Mayor, point of order. Point of order. Okay. It is it is the rules as you have written them that the the speakers are to address the chair. That's true. That is true. Not address anybody up here, but to address the chair and specific items. We need to make sure that we adhere to that. The we're not here for personal attacks. And [0:28:32, 0:28:36]: to single out individual council members and that's what's happened here. [0:28:37, 0:28:41]: Well noted. Name stu hey hold on. Name and address please, ma'am. [0:28:42, 0:28:44]: My name is Jernita Johnson. [0:28:46, 0:28:48]: I live at eleven oh nine Bailey's Court. [0:28:49, 0:29:09]: Good evening, Mayor Ford and Council. My name is Jernita Johnson and I've proudly called Stockbridge home for sixteen years. I'm here tonight as a concerned neighbor who deeply believes in the future of Stockbridge, and it's our responsibility to make that future work for all of us. [0:29:10, 0:29:27]: While there's much to be proud of, are growing businesses, new developments, and expanding population, there are ongoing concerns that residents bring up over and over again. Concerns that deserve consistent attention. [0:29:28, 0:29:36]: As someone who listens to my neighbors daily, I want to speak directly to those issues that affect our daily lives. [0:29:37, 0:29:57]: First, the frequency of power outages in District One, especially during storms or even clear days, has become frustrating and unsafe. Whether it's our seniors relying on medical equipment, parents managing households, our local business. [0:29:57, 0:30:04]: Businesses trying to operate, this is an infrastructure issue we can't no longer afford to ignore. [0:30:05, 0:30:20]: Second, we still don't have a dedicated youth recreation center. Our kids and teens need a safe, positive place to go after school and during summer. If we want to shape the future of this city, we must invest in its youth. [0:30:21, 0:30:41]: And here's the bigger question on many residents' minds. Where's the thirty-two million? That's public money. That's taxpayer money. And as of today, the public still doesn't have a clear answer. How does a city misplace and mismanage that kind of funding with no accountability? [0:30:41, 0:30:47]: Transparency shouldn't be a request. It should be the standard. [0:30:48, 0:30:55]: Many of us feel it's time for a change, not just in policies, but in leadership. [0:30:56, 0:31:16]: Fresh leadership can bring new energy, clear communication, strong accountability to the decisions that impact our daily lives. I'm not here to criticize, but to challenge us to think boldly, lead responsibly, and serve our residents with purpose. I love this situation. [0:31:16, 0:31:23]: And I believe it's time we rise together with leadership that reflects the people, not just the politics. [0:31:24, 0:31:30]: We can do better for every street, every neighbor, and every voice in Stockbridge. Thank you. Thank you. [0:31:32, 0:31:34]: Okay. Uh [0:31:34, 0:31:51]: If i this this is something that um is unusual, but certainly I I I've heard this misnomer entail repeatedly because sometimes if you repeat the same information over and over again, a lie becomes the truth. [0:31:52, 0:32:12]: Like thirty-two million dollars is missing. That is oh that is not true under any circumstances at all. And the public needs to hear that. That is untrue. There's no no factual powers behind that. And folks need to hear that because people can come up to this microphone and say what they want to say, but that is totally untrue. [0:32:12, 0:32:17]: Every ask. We'll be able to we'll be able to deal with that and answer that in in a better better another time. Thank you. [0:32:18, 0:32:38]: You are right right now? I am. I just it you know, I want to bring it to the point that everyone has a right to make their public statements. It's election season, and the people that came up to make a statement are running for election. Specifically my seat. And I I just think that, you know, we need to be a little bit more. [0:32:38, 0:32:58]: mindful of the platform of our public comments when we're here and what we're focusing on. And so it is um imperative and and we hear you, we respect everyone's opinion, but w you know, there is a difference. It it's campaign season, so you're you're gonna get that right now. All right. [0:32:58, 0:33:13]: Now that I've done that, did you have any comments you want to make at all? Okay. All right, we'll move on. Um what we have here is adoption of the minutes, adoption of the council meeting on on June 9th and the work session June twenty fifth and our spe uh council meeting on the [0:33:14, 0:33:18]: Uh July first and need second to adopt those into the uh Mayor Ford. Yes, ma'am. [0:33:18, 0:33:20]: Um I actually [0:33:20, 0:33:21]: Requested. [0:33:21, 0:33:22]: Um [0:33:22, 0:33:26]: An amendment to the June ninth meeting. Minutes [0:33:27, 0:33:47]: I uh on page one, I sent it to the clerk, but in the printed copy that we have in our book, it doesn't reflect the change. But okay, so I'll send you a copy of the corrected one. That was your question. Should I make make a motion? Should I make note of what that change was? Well, yeah, if she has that, uh [0:33:47, 0:33:54]: Uh yeah, she has that she'll make she'll make the change if you wanna she has a change. If you wanna put it publicly, I guess she has a change if you wanna say it publicly in the [0:33:54, 0:34:00]: Okay. And this is just for the June ninth meeting minutes. Um [0:34:01, 0:34:20]: During the motion that I made uh to amend the agenda to add term limits, I was speaking specifically about council term limits, but looking at the meeting minutes, it only shows term limits. Okay. So I asked her to include council term limits, okay. Just to be more specific. [0:34:20, 0:34:30]: So should I just make a motion? Okay, I'd like to make a motion with that amendment to our city council meeting minutes from June ninth. [0:34:31, 0:34:37]: And with the other minutes as well, we want to approve all the other minutes as well. The twenty fifth and the in the first minutes. [0:34:38, 0:34:39]: Is there a second to the motion? [0:34:40, 0:35:00]: Clarity mayor, I want to make sure that everybody understands this is a this is changing the minutes. This is not authorizing any type of term limits. No, no, it's just changing the minutes. Right. Just make sure that's the case. What is written? Second. Okay. On fair please indicate. Okay, now it's decision there. All right. So what we have before us is a little joyous moment of all this, right? [0:35:00, 0:35:10]: We have before us the appointment and confirmation of our sole finalist for city manager, who's present with his family here, Mr. Sean Edmondson. [0:35:11, 0:35:13]: Thank you, sir, and congratulations to you. Okay. [0:35:14, 0:35:14]: So [0:35:15, 0:35:28]: I need a motion to uh effectively uh have him as our next city manager. Mayor. Yes, sir. I'd like to nominate Shantez Edmondson as the new city manager of the city of Stockbridge. I second that. [0:35:29, 0:35:30]: On fair present okay. [0:35:30, 0:35:32]: Well, congratulations, sir. [0:35:37, 0:35:49]: Now, just just just like when we do proclamations, the floor is yours. All right? And what's gonna happen is you're gonna get used to coming to that mic. No pressure. [0:35:52, 0:35:59]: Uh good evening, Mayor Ford, members of the City Council, residents of Stockbridge, and the dedicated city staff. [0:36:00, 0:36:02]: Tonight I stand before you deeply honored. [0:36:03, 0:36:10]: And Humboldt to be appointed as the next city manager of Stockbridge, a city full of pride, potential, and purpose. [0:36:10, 0:36:15]: First and first I would like to express my sincere gratitude to Mayor Ford and the members of this council [0:36:16, 0:36:17]: For your confidence in me. [0:36:17, 0:36:19]: Your trust is not taken for granted. [0:36:20, 0:36:29]: And I commit myself to honor it through tireless service, clear communication, and leadership style rooted in accountability, collaboration and results. [0:36:30, 0:36:36]: I'll also be remiss if I did not pause to thank the most important pillars of my life, my family. [0:36:36, 0:36:42]: To my family, thank you for your unwavering support, your sacrifices, and your belief in my calling to serve. [0:36:42, 0:36:45]: You are the reason I scribe to be better every single day. [0:36:45, 0:36:48]: And I carry your script with me into this new chapter. [0:36:48, 0:36:52]: Stepping into this role, I recognise that leadership is not always comfortable. [0:36:53, 0:36:55]: Especially during seasons of change. [0:36:56, 0:36:57]: Change brings questions. [0:36:57, 0:36:58]: It scratches us. [0:36:59, 0:37:03]: It chall it challenges habits and demands clarity of purpose. [0:37:03, 0:37:09]: But it also brings with it the chance to grow, to rise, and to do things better than we ever have done before. [0:37:10, 0:37:11]: Let me share a quick story. [0:37:12, 0:37:19]: Years ago while serving in the military, I was stationed in a place where the terrain was rough, the mission was unclear, and the morale was low. [0:37:19, 0:37:23]: One day I walked past a soldier struggling to fix a piece of equipment in the heat. [0:37:24, 0:37:26]: I asked, do you need help? [0:37:26, 0:37:27]: He said, No, sergeant. [0:37:28, 0:37:30]: I just need to figure out a better way to make this work. [0:37:32, 0:37:34]: That moment stuck with me. [0:37:34, 0:37:41]: Because of the heart, that's the heart of leadership. Not running from a challenge, not giving up when the solution isn't always obvious. [0:37:41, 0:37:46]: But having the courage and creativity to say there's got to be a better way. [0:37:46, 0:37:48]: And I'm willing to find it. [0:37:49, 0:37:51]: That is what I see here in Stockbridge. [0:37:52, 0:37:54]: We are not a city content with just getting by. [0:37:55, 0:37:59]: We are a city ready to thrive to challenge the old norms. [0:37:59, 0:38:05]: Push forward bold ideas and ensure that our government truly works for the people it serves. [0:38:05, 0:38:08]: As your city manager, I pledge to lead with vision. [0:38:09, 0:38:10]: And transparency. [0:38:10, 0:38:13]: Strengthen operational excellence and financial stewardship. [0:38:14, 0:38:17]: prioritize smart growth and economic development that benefits all. [0:38:18, 0:38:28]: and build a culture where staff are empowered and residents are engaged. But none of this would be done in isolation. Progress comes when all lock arms. Mayor, [0:38:28, 0:38:34]: Council, staff, residents, business owners, and we move in the same direction. [0:38:34, 0:38:40]: Let's walk all together in this new chapter of Stockbridge, not just with plans and policies. [0:38:40, 0:38:47]: But with purpose, passion, and unity. Thank you for this incredible opportunity. I'm ready to serve. Let's get to work. [0:38:54, 0:39:04]: And to let uh the the public know that uh once we appoint him, he's appointed now, but he actually won't start have his first day on the job until Monday, August fourth. He's got uh [0:39:05, 0:39:18]: And it's some time I guess away uh from the job and tighten up some loose ends on the previous job, I guess it is, and spend some time with the family. But um Monday, the August fourth will be his first day on the job, but he will do some transition with us during the course of the next couple weeks or so. [0:39:20, 0:39:33]: So thank you. Mayor? Yes sir. Good good point. Uh yeah, sure. Let's do that. We'll come on. We'll come on down here and do that. Absolutely. [0:39:35, 0:39:37]: Um yes. [0:39:41, 0:39:43]: She can be able to have this. [0:39:57, 0:39:58]: So [0:40:04, 0:40:07]: I still get it [0:40:13, 0:40:14]: [2417.9, 2420.0]: I'm not getting back in the world. [0:40:21, 0:40:24]: [2425.0, 2430.7]: Uh name you write your account. [0:40:32, 0:40:33]: Yeah. [0:40:42, 0:40:50]: Okay. [0:40:51, 0:40:52]: So [0:40:53, 0:40:58]: Okay, what we have next is our consent agenda. [0:41:00, 0:41:03]: And so what this is it deals with uh [0:41:04, 0:41:18]: Resolution to approve the twenty twenty five Notice of Election and Qualifying Fees. Resolution to approve the twenty twenty five Georgia Secretary of State elections. It's on the consent agenda. Uh uh ms uh miss finesse holiday, did you need any clarification of this at all? [0:41:19, 0:41:23]: Mayor, these are two things that we cannot change and I just ask for your approval. [0:41:23, 0:41:28]: Okay. Uh council I need a motion to approve this on the consent agenda, so [0:41:29, 0:41:49]: Consent agenda. So moved. Is there a second? I'm sorry. Consent agenda resolution on a 2025 notice for election and qualifying fees and a resolution to approve the 2025 Georgia Secretary of State Elections calendar. All right, then what it what uh the motion for. What yeah, what the clerk mentioned is that this is uh this is uh right [0:41:49, 0:42:00]: So I just wanted Miss uh Barber made a second. She made a motion. Miss Can't second that. So all in favor, please indicate. [0:42:02, 0:42:06]: All right, just unanimous how you don't serve. Is your hand is your hand up for no idea? [0:42:07, 0:42:10]: It's dealing with the uh a consent of gender actually is what it is. [0:42:10, 0:42:16]: Okay. Now it's decision. All all four individuals. All right. Thank you. We'll move on now. [0:42:17, 0:42:22]: What I have for let's see here, uh next would be a a um public hearing. [0:42:24, 0:42:26]: All right, so let me yes, sir. [0:42:28, 0:42:35]: Uh let's do the let's do the forty two one first. Okay. What what which [0:42:37, 0:42:40]: We have here w wait a minute now, so you got uh [0:42:41, 0:42:41]: Seven [0:42:42, 0:42:45]: Eight and nine we're going to do today. [0:42:45, 0:42:46]: Correct? [0:42:46, 0:42:48]: Yes, sir. Okay. So [0:42:48, 0:42:59]: So f okay, so four, five, and six are off. So we'll jump all the way if we go in order we jump all the way to number seven. Is that what you're gonna do now? Yes, sir, but um we we should go with number ten first. [0:43:00, 0:43:12]: But that's also zoning modification. Okay, so this is okay. You need to do that now based on some information you gotta get together, I guess. Yes, sir. All right. So but it's a public hearing, so I need to read the public hearing's rules. Okay. Eventually the property was purchased by Henry Highway 42 in 2010. [0:51:47, 0:51:53]: Here's the uh original site plan and the development agreement was based upon this site plan. [0:51:56, 0:52:02]: It was originally called Orleans Manor at Eagles Landing and the date of this is December tenth, two thousand and three. [0:52:04, 0:52:08]: And here's the fourteen conditions. I'm not gonna read all this for time's sakes. [0:52:12, 0:52:17]: This is another um layout of the site plan showing the parcels. [0:52:20, 0:52:28]: And here's the original site plan up that was approved by Heron County staff in um July 17th, 2006. [0:52:29, 0:52:31]: The original site development in two thousand six. [0:52:32, 0:52:35]: It's on the left in the original site development in 2008. [0:52:35, 0:52:36]: It's on the right. [0:52:42, 0:52:57]: Okay, here's uh let me get to the meat of this. Um the request we're here to to hear a zoning modification to the existing site plan. So um the applicant wishes to address uh condition four, six, ten, twelve, fourteen, and twenty. [0:52:58, 0:53:18]: Of the original development agreement. The original, condition number four of the original development agreement stated that one-third of the single family home shall be a minimum of 2,500 square feet. As part of the zoning modification request, the applicant is requesting that one-third of the single-story home shall be a minimum of 2,400 square feet. [0:53:18, 0:53:18]: Square feet. [0:53:20, 0:53:40]: Um the applicant's reasoning is square feet square footage of twenty five hundred may not fit on all of the lot. Some of the lots on the current existing development plan are irregular and uh too small to put a twenty five hundred square foot home on there. So he needs to reduce some of the homes by a hundred square feet. He wants to uh [0:53:40, 0:54:00]: Change. The applicant wants to change condition number six, uh which addresses home exteriors, three three-sided brick stone or seventy-five percent brick stone. He wants to change to front of home shall be a mixture of fifty percent brick or stone and hardy plank or cementus fiber siding with a brick or stone water table on the top. [0:53:59, 0:54:15]: two sides of the home. The applicant stated the reason for this, it will be more mark marketable and compete with similar new developments in the area. The applicant also wishes to address condition number 10, hardwood street trees required throughout the development. [0:54:16, 0:54:32]: Uh that was the original con original condition number ten. The applicant is proposing through the modification, hardwood street trees shall only be required along Highway 2342. Uh the reason, distance between front exterior and the street is limited. [0:54:33, 0:54:53]: The applicant also wants to change condition number twelve, which states no minimum landscape strip between sidewalk and curb specified. The applicant is proposing a landscape landscape strip between curb and four foot sidewalks shall be a minimum of twenty-four inches along all public streets. [0:54:53, 0:54:58]: stating that um there's not enough room to do that because space is needed for utilities. [0:55:00, 0:55:06]: Uh he wants to address condition number fourteen, council approval required for all home plans prior to building permit. [0:55:07, 0:55:08]: The applicant's proposal [0:55:08, 0:55:28]: That home plan approval shall be issued by the Director of Community Development or other staff prior to issuance of approval or final plat. This will streamline the approval process and allow for administrative level review because uh currently all have all the homes will have to come back before council, which was which will slow down the process tremendously. [0:55:28, 0:55:45]: Also, the applicant wish to address um condition number 20 of the existing development plan that requires two amenity areas with extensive requirements, trail, pavilion, a bathhouse, divided playground, two pools, grills, trash, and parking. [0:55:45, 0:56:02]: He wants one of the amenities the applicant's proposing one amenities lot shall include a pool, cabana, playground, and parking lot. The applicant's rationale is to further clarify the prior development agreement's vague description of developments amenities package. [0:56:07, 0:56:09]: So um [0:56:10, 0:56:15]: Here's a comparison of the um of the site plans on the screen. [0:56:17, 0:56:22]: Okay, here's the rendering of the proposed um homes in the new development. [0:56:23, 0:56:40]: You can see there have a brick elevation and water tables on the side. Uh m Mr. Anderson, with due respect, you know we we discussed this earlier and it's certainly gonna be changed. Let's Yes, yes, yes, yes, yes. Let's Okay we can move this forward. Okay. All right. [0:56:42, 0:56:47]: Okay, well um staff recommended a um approval with conditions. [0:56:48, 0:56:48]: Um [0:56:50, 0:56:51]: There were um [0:56:54, 0:56:56]: Eleven staff conditions, screen. [0:57:06, 0:57:07]: Along with um [0:57:10, 0:57:14]: Twelve other conditions. Uh so it'll be a total of um [0:57:15, 0:57:19]: Twenty three conditions associated with the zoning modification. [0:57:22, 0:57:40]: So condition of approval number one. Um some of these may conflict. One third of the one story homes should have a have a minimum of twenty four hundred square feet of heated space rather than originally twenty five hundred. The front elevations of all the homes shall cons be a mixture of [0:57:41, 0:58:00]: fifty percent brick or stone and harder plank or cement is fiber with a brick or stone water table. However, we got conditions we received today that that trumps this staff condition that and um it says fifty percent of homes will be a hundred percent brick. The remainder will be market driven with some brick and craftman style. [0:58:01, 0:58:15]: Uh minimum s condition number two, minimum square footage will be, as I previously said, twenty four hundred square feet up to thirty-five hundred square feet. Condition number three, twenty-five percent of the homes will be three thousand square feet of over or over. [0:58:16, 0:58:36]: Condition number four, a paved eight-foot multi-use trail will connect the two phases of the subdivision with a pedestrian bridge over Rum Creek. This trail will connect to the 10-foot path along the furniture of Highway 42, 5-foot sidewalks throughout the subdivision, a clubhouse that can accommodate at least 50 people. [0:58:36, 0:58:51]: One pool for the subdivision, not two, a playground, a pool, monument sign at each entrance, a mail kiosk on both sides of the subdivision, and a school bus shelter. And also the Planning Commission added a um a condition that [0:58:51, 0:59:00]: A security fence shall be installed around the back of the development adjacent to the railroad tracks, and it shall extend by fifty feet on each side. So that's it. [0:59:01, 0:59:21]: Yeah go ahead please. Thank you. I appreciate the presentation and uh for clarity certainly uh trying to work these through and get the best possible development is what we've been trying to do to make sure that this product was sufficient and uh in coming with what we have in the area. Um [0:59:21, 0:59:41]: Uh there's been n uh ongoing discussions with the public, ongoing discussions with the developer and people in the area and um just to kinda see what we thought uh would be beneficial to the area. And generally um these size homes at twenty four hundred square feet would be [0:59:41, 1:00:01]: Above what what some of the minimums are and going up to 3,500 square feet would be equivalent to what they have in the Highlands uh subdivision across the street and the uh summit at Eagles Landing and uh certainly the Magnolias at Eagles Landing as well. And I've tried to be very consistent with what the product that I [1:00:01, 1:00:21]: I brought to that I brought or that I considered approving for the district. That we did the same thing here that we did on Brandon Road. On Brandon Road, we required all of the homes in the subdivision, 50% of them to be a 100% brick. So 100% 50% of the houses will be 100%. [1:00:21, 1:00:41]: Brick. And when I when we say market driven, let's say everybody that comes in wants brick on their homes, that then 100% of them will be bricked. The market will determine what is going to happen with the 50%. If they want craftsman style, that'll be flexibility to do that. But 50% of the homes will be 100% brick. [1:00:41, 1:01:01]: Um so that's consistent with what we did uh on Brandon Road, the 10 foot multi-use path along the frontage, uh the connecting sidewalks. And this is it sounded it was a pretty good plan to begin with that they had a multi-use trail built into the plan, and that plan actually this that the [1:01:01, 1:01:21]: Wolf Creek and Rum Creek actually separate two phases of this property. So they're gonna have a multi-use path connecting both sides of this new subdivision to connect the two sides that go over Rum Creek and Wolf Creek there as a multi-use trail. [1:01:21, 1:01:41]: Connecting to Highway 42, because currently Highway 42 has no sidewalks in this area. And as GDOT will widen Highway 42 from McDonough to Stockbridge in 2030, let's be clear on that. They will have a 10-foot multi-use path all the way from McDonough to Stockbridge on Highway 133. [1:01:41, 1:02:01]: So, this is always a part of our connectivity plan to make sure that the neighborhood is sufficient. I had discussed with the developer about having a clubhouse that would suit up to 50 people, that we would have a pool, that we would have a playground there as well in this area. So this subdivision. [1:02:01, 1:02:21]: division will be for fitting with uh what's going on in the area. And I think the one thing that we certainly need to talk about too is street lights is what part of the new the new covenant. Yes, street lights is part of the new of the code required. Right, so certainly we want to add as a condition. Right. So the street lights would be along the s the multi-use path like we've done in the past. [1:02:21, 1:02:41]: But I feel as though, you know, we as a developer will come up and make this. This is he he made a a a statement to me that he wanted to do something similar to what Winding Creek was, or just a little bit above that. And I think that would be in keeping with all of the neighborhoods that are over there uh right now. And with what you're [1:02:41, 1:02:50]: you uh what we will what will be put together will be I think a pr a pretty good product but let's see what they have to uh say in their presentation. [1:02:51, 1:03:02]: question uh in reference to all that, uh maybe unless I missed it, I didn't hear anything about a pickleball court, a tennis court and all that. No, sir. No. So I didn't okay. [1:03:03, 1:03:16]: I just just a curiosity. I'm sure he could put one there, but they didn't propose that. Any other questions for uh uh Ryan Ms. Anson? Okay, do do the blind applicants here they want to speak? Yes, sir, the applicant is here. [1:03:24, 1:03:31]: Good evening. Good evening, sir. Name and address, please. My name's Brian Marshburn. I live at twenty one seventy five Harperfield Terrace, Bogart, Georgia. [1:03:31, 1:03:34]: You have a presentation as well, sir? Uh yes I do, sir. Okay. [1:03:49, 1:03:50]: Yeah. [1:03:54, 1:03:55]: All right. [1:03:55, 1:04:15]: I represent Shaker Ready. My name's Brian Marshburn. I'm the agent for Shaker Ready. Shaker Reddy is a citizen of the United States of America and plans to take his property to highest and best use under his constitutional rights. And I appreciate your time. Mr. Reddy purchased this property right after the recession. The property had been incorporated. [1:04:15, 1:04:35]: There was plans to put uh multifamily here uh that was nixed. There were plans to build uh townhouses here that was not approved. Uh it was reduced to uh a lower density than we are or a higher density than we are. [1:04:35, 1:04:37]: requesting today. Uh we are [1:04:39, 1:04:59]: Uh Mr. Reddy purchased the property under the terms of foreclosure. So he just got it, basically, under all the current conditions. And after reviewing the survey, the size of the lots, uh it's not very permissible to permit most any sized house be built in a cul-de-sac. [1:04:59, 1:05:05]: So the lot uh we as a developer for the owner [1:05:05, 1:05:13]: Uh would like to make less lots than more lots, which is unusual. So the lots and the cul-de-sacks could be used. [1:05:14, 1:05:34]: Uh the development agreement was executed in 2014. Um there's M1 in the area, light industrial, mostly in industrial uses. We requested about seven years ago to meet with the city and they were graceful enough to give us the time, talk to them about putting them back into industrial uses. They said no, we prefer to keep it as a residential, so be it. [1:05:34, 1:05:40]: We're uh we have a a uh a plan to develop the property now. Um [1:05:41, 1:06:00]: The plan is for 59 units. Um the old plan called for two amenities packages, uh one with uh a playground, another one with a pool. Um, but the way it was worded was vague. So uh we're trying to clean that up with a modification, put uh the amenities onto one. [1:06:01, 1:06:02]: parcel um [1:06:02, 1:06:09]: There's only fifty nine lots in the neighborhood, so it's kind of a lot for a small community to maintain that many amenities. [1:06:11, 1:06:31]: Uh our modification requests are pretty small. Um we don't have any changes to the uh proposed uh square footages that were in the old plan. Uh the homes needed to be um consistent with the remaining homes on the east side of highway four. [1:06:31, 1:06:32]: forty two. [1:06:32, 1:06:52]: Park side of Eagles Landing, Magnolias at Eagles Landing, Winding Creek subdivision. There's over maybe 500 homes over there. Most of the, I would say 90% of those homes are brick front or a mixture of brick, stack stone, and stucco with vinyl siding on three sides, or uh [1:06:52, 1:07:02]: uh LP siding on three sides. Ours would have a mixture of stack stone stucco on fifty percent of the frontage with hardy plank on three sides. [1:07:04, 1:07:13]: Uh we request to remove the hardwood trees. I think we're willing to put those back in. Uh we had mentioned that uh during the planning and planning commission meeting. We're amenable to that. [1:07:15, 1:07:25]: the landscape strip between the curb and the um most new subdivisions is two feet between the curb and the sidewalk. This one had been originally proposed to be four feet. [1:07:25, 1:07:28]: And with a five foot sidewalk, but the lots are pretty narrow. [1:07:28, 1:07:32]: Like from the distance from the curb to the house. So if we can make those four feet. [1:07:33, 1:07:33]: Um [1:07:33, 1:07:37]: Most of your DOT people don't want them any water than that in the neighborhood because it covers other utilities. [1:07:39, 1:07:42]: That's not from me, that's from Henry County DOT. I know this is in the city, but [1:07:43, 1:07:44]: Um [1:07:44, 1:07:47]: All the home plans will be approved by the by the city. [1:07:47, 1:07:49]: Uh one amenities lot. [1:07:49, 1:07:52]: Uh we were willing to add uh mailbox banks. [1:07:52, 1:07:57]: And uh the remainder of development standards under the development codes of the city. [1:07:58, 1:08:10]: Uh the renderings are from the uh approved subdivision. There's over 200 lots in this neighborhood. It sold very well, Winding Creek, and they're very representative of what the homes would look like in the community. [1:08:11, 1:08:31]: Um as to the the clubhouse, this is the clubhouse in Winding Creek, but I will note that the clubhouse that's across the street in the neighborhood across the street is not a clubhouse, it's a cabana. Um it has restrooms and uh a dated pool and a dated playground with no mulch or anything on it right now. I just [1:08:31, 1:08:32]: [4114.8, 4121.1]: That that's our request. Um, we would love to have your approval and move forward. Thank you. [1:08:41, 1:09:01]: Any questions, Council? Yes, sir. As indicated in our conversations previously, um we talked about having a fifty percent of the units would be a hundred percent brick and the rest of them would be craftsman style. I think Mr. Anderson wrote um those into the conditions that we had required. [1:09:01, 1:09:20]: I I understand that, but it's not consistent with all the other neighborhoods on that side of the street. Okay. But every home on that side of the street in each of the park view, Magnolia, and Winding Creek are three sides parking. Let him finish talking. Let him finish talking, please. Go ahead, sir. [1:09:20, 1:09:33]: Their three sides hardy plank and brick front are are a mixture thereof, and we are requesting the exact same conditions and standards that those subdivisions are able to enjoy. [1:09:35, 1:09:47]: Let me answer that. And I told you on the phone today earlier we were raising the standards in the city. And every development on Brandon Road was done that way. And if you want this development in my vote, that's what we're gonna do. [1:09:49, 1:09:54]: All right, well the proposed pot project that was pushed to the end of this meeting. [1:09:55, 1:09:58]: I meet the exact same development standards as they do. [1:09:58, 1:10:01]: Are are you agreeable to that, sir? [1:10:02, 1:10:02]: No, sir. [1:10:03, 1:10:08]: You're not agreeable to what we agree to? No, sir. Well, you can't have my vote. Okay. [1:10:09, 1:10:11]: Any other questions for the gentleman? Yeah, go ahead, please. [1:10:12, 1:10:12]: Okay. [1:10:14, 1:10:22]: I live in Lakeside. Okay. So not too far from here. Thank you. Um, so I find this really interesting. Um [1:10:23, 1:10:25]: So the f uh for fee. [1:10:25, 1:10:35]: I know you mentioned about needing more room for utilities. Um, I don't particularly like having shorter [1:10:35, 1:10:47]: Sidewalks. Is there any other alternative It's the width, not the length. So even the width. Okay. Four feet, five feet, so be it. I mean it are you able to do wider? [1:10:47, 1:10:48]: I mean [1:10:49, 1:10:50]: What? [1:10:50, 1:11:05]: Is there any other option? I mean, I don't have an objection to it. I'm just the messenger. So uh it the requ the request was was to redo the the volume of concrete used in the project. So if we need to go from four feet to five feet. [1:11:05, 1:11:07]: You know, I I don't think it's a deal killer. [1:11:07, 1:11:12]: А б таймин проти, амі да [1:11:12, 1:11:17]: It's inconsistent with the remaining neighborhoods that have already been approved and are on the agenda for tonight. [1:11:20, 1:11:35]: Mr. Anderson, really quick question. So what are what is the standards for sidewalks for us? Is it five feet or eight feet? Always gonna carry in the interior of the subdivision is five feet. Okay. Okay. Okay. Um [1:11:38, 1:11:40]: That's the only question that I have. Okay. [1:11:40, 1:11:50]: Thank you. No problem. If no other questions if if no other questions and this is this is a uh a public hearing, so I have to open it up. Okay? Okay. So you can have a sit down, sir. [1:11:50, 1:12:05]: Can I come back up? Well you can yes. I'll bring it back up after we do this, okay? That'd be fine. All right. So the public hearing. So I need comments from my very uh left side, and the comments from my left side, four. Four is a vote, and the comments from the left side. Any comments in the middle. [1:12:06, 1:12:07]: Four. [1:12:07, 1:12:09]: And he comes from my far right, four. [1:12:10, 1:12:14]: Any comments against this particular development on my left side, my far left. [1:12:15, 1:12:16]: Anybody in the middle? [1:12:17, 1:12:19]: Before I write in comments against [1:12:19, 1:12:25]: Okay, so no comments on that note, then I'll close that particular part of the public hearing. And sir um [1:12:25, 1:12:43]: Uh once again if there are any com you can um you can come on back up uh Anderson please, sir. If there are any other comments, uh we need to have those and uh and then we'll go through the process. Now you read off the con all the conditions, you read off all the conditions already. Yes, and um and I'm uh [1:12:44, 1:12:55]: My assumption other than uh my assumption other than maybe what I just recently heard, all those other conditions you mentioned must be a a minimal. That I mean there's no problem with those other assumptions, I guess. Uh no sir. Uh conditions, I'm sorry. [1:12:56, 1:13:09]: Some of the conditions are staff condition um from the planning commission meeting and then uh other conditions uh were added. Um to try to get it. Yes, sir. It's it's one of the staff conditions. Okay. Yes, sir. [1:13:10, 1:13:11]: All right. All right. [1:13:13, 1:13:24]: Okay, y you you're thinking hold on a second, she's think she's like you're you're concerned. I got a couple of questions. Okay, one second. I'm just looking at Miss Gantt here, the way she's got expression on her face here. What what's on your mind? [1:13:24, 1:13:30]: I'm gonna I'm gonna let my colleagues speak first and then we'll go from there. Okay. You have comments, ma'am? [1:13:31, 1:13:37]: I didn't but I do have a thought. So Mr Anderson. Yes. [1:13:39, 1:13:52]: I know that our standards requ well, we allow a mixture of both brick and hardy plank and others. Um there is no particular requirement, is there? [1:13:52, 1:14:12]: for a four sided wreck. Mm-hmm. Currently not in the code, but uh we can we can up attach it as a condition of a z condition of zoning approval. We can attach for we can attach and a requirement for zoning condition of zoning approval to a certain percentage of the units being uh certain unit [1:14:12, 1:14:16]: [4457.7, 4464.8]: Um so what new developments have been approved by the council requiring four sided brick? [1:14:25, 1:14:26]: Uh mm [1:14:26, 1:14:28]: Have there been any recent? [1:14:30, 1:14:32]: Um trying to think of [1:14:32, 1:14:52]: Brennan Road Liberty uh reserve hickory hickory reserve over there and then the mister Anderson. Yes, we have. I I just couldn't think of the the name right away'cause I go through so many okay zoning uh m information. So but yes, we have approved some some some developers even volunteer to have Foresight. [1:14:54, 1:15:11]: Okay. Well, a whole lot of town homes have been approved in my district. So I welcome single family these hatched homes. Um and it didn't get my support. And I don't believe any of them had brick or four side brick. But what [1:15:11, 1:15:15]: Um that's just my district. What? Um district four. [1:15:15, 1:15:35]: Some of those in your district, Councilmember Barber, were approved before um we changed our standards, mm-hmm, uh MFR standards, but in the future they can build what they they got approved for in the past. Okay. So we changed that. Okay. Well nine has been approved. I don't think we have room for any more. Thank you, sir. [1:15:35, 1:15:42]: Okay. You have something else, sir? Yeah. I mean I live in a hard three side hardy plank home. [1:15:42, 1:15:43]: My house is [1:15:44, 1:15:45]: thirty three hundred square feet. [1:15:46, 1:15:48]: My neighbor's house is twenty four hundred square feet. [1:15:48, 1:15:51]: The neighbor to my left is twenty seven hundred square feet. [1:15:52, 1:15:54]: My home is three sides, Hardy Plank. [1:15:54, 1:15:57]: And I have uh brick accents on the front. [1:15:57, 1:15:58]: Uh [1:15:58, 1:16:18]: I live in a pretty attractive neighborhood. Uh my home would be similar to these homes. I'm happy to share this image with you. That's fine. No need to do that. No, no, no, it's fine. No need to do that. I just think it's I just think it's uh it it's gonna increase the the home price for a purchaser in this market right now. They're gonna be outpriced other [1:16:18, 1:16:33]: market. Right now in Georgia MLS and 30210 or 30281 area code, there are only five homes under contract. Five. So this project's been sitting idle for 15 years. [1:16:34, 1:16:42]: And for seven years I have had an issue trying to sell this property because the property is unmarketable because it requires mostly brick homes. [1:16:42, 1:16:46]: And all the other communities in the uh surrounding area that have been approved. [1:16:47, 1:16:47]: And I've been built [1:16:48, 1:16:59]: Our three sided hardy plank with a mixture of Staxon and Stucco. That is the only request and that is the only reason that we're asking for the request. We're not requesting it because we want to save money on the project. [1:16:59, 1:17:19]: The the market in this community is between about three fifty and five fifty. That's the sweet spot for a house. We put four-sided brick home, which I'd love to build them four-sided brick, but I just don't see that it's gonna sell. I mean, we can get it approved, we can break ground, we can start building, and we're gonna have fifty-eight vacant lots. So [1:17:19, 1:17:20]: So that's not our intent. [1:17:21, 1:17:21]: All right. [1:17:21, 1:17:41]: Thank you. Appreciate it. Mr. Alexander, you still have another comment, sir? Yeah, I do. And uh I I just this is the thing. We went we endeavored to do what we did to make sure that we were raising the standards in the community. Now, the the development that we approved on Brandon Road was 50% Brandon. [1:17:41, 1:17:48]: brick homes, fifty percent. We we did that because the neighbors asked us to do that. [1:17:51, 1:18:11]: The neighbors asked us to do that. And we did that because what we were doing was to do what the neighbors wanted us to do. Because the homes in Providence Harbor were a million dollars. And they were designed to make uh the community and to improve the community. Now what we've done uh [1:18:11, 1:18:20]: uh on Brandon Road in the new neighborhood that's under construction and what we've done uh over at uh I'm talking I'm talking [1:18:23, 1:18:37]: What I've done is I've been able to move forward with the Pulty community, they agreed to do it, with the Liberty community agreed to do it. Uh we did some townhomes right down the street. [1:18:37, 1:18:57]: uh uh by Meritage, this very same company, Meritage, right at the corner of Highway 42 and um and Campground Road. The bungalows are three sides brick with rear entry garages on them. Uh on those side on on the even on the bungalows that are a [1:18:57, 1:19:17]: Accline with the townhomes. So we've been doing what we're doing, and everything that I've been trying to do and get approved in my district has had at least three-sides brick. And the compromise with the neighbors on Brandon Road is that their homes were 100% brick and a million dollars. And right behind this neighborhood is Eagle. [1:19:17, 1:19:19]: Landing Country Club. [1:19:20, 1:19:40]: This neighborhood backs up to Eagles Landing Country Club. So there's a fence. That's why the Planning Commission asked that they uh have that fence there because the Eagles Landing Country Club is on the other side of this neighborhood. And certainly I've been reached out to by neighbors from the country club, and there was a gentleman who actually showed up at the [1:19:40, 1:20:00]: the Planning Commission who lived at Eagles Landing Country Club, who wanted to make sure that his property value wasn't going to be impacted by the neighborhood that was behind him. So having a higher price point when you got a$2 million house across the street behind this house is significant for us to be able to maintain that. [1:20:00, 1:20:20]: I noticed that we did not have that mentioned in the well we talked about the neighborhoods that were of a lower standard that were approved before this council, but there was no mention that this neighborhood backs up to Eagles Landing Country Club. And there are million-dollar homes right behind this neighborhood. No one said anything about that. [1:20:19, 1:20:39]: That's what we're trying to establish here is we're trying to establish a middle ground where we are because fifty percent of the homes are exactly what the developer has asked for. 50% of the homes are exactly what he asked for. They would be brick, stone, or stucco. He could do they could be done any way that they want to. [1:20:40, 1:20:43]: But fifty percent of the homes will be a hundred percent brick. [1:20:44, 1:21:04]: Henry County, that's what they're doing with their homes. And they're being very consistent because if you look at the neighborhood on Jodico Road, um it has uh right down from the bridges at Jodico, it has four-side brick homes all the way through that particular neighborhood. Uh if we look at the bridges at Jodeco, [1:21:04, 1:21:24]: Dodaco, the townhomes over there, or three-size brick on the uh Tessa development over there, and the uh homes that they're gonna be building uh in there by Poulte would be consistent with that. What I'm trying to get us to understand is that we are trying to raise the standard in the community. [1:21:24, 1:21:44]: I'm not necessarily opposed to Hardy Plank because 50% of the homes would consist of hardy plank, stone, or stucco. 50% of them would. They would be exactly what he asked for. But again, in talking with the neighbors in Providence Harbor, talking with the neighbors in St. Andrews, talking with the neighbors. [1:21:44, 1:22:04]: In Clark Meadow and the Magnolias at Eagles Landing over there. The Magnolias at Eagles Landing has some similar homes too that are four-size brick. Some of them are. So what we're trying to do is we're trying to meet the middle ground where we have million-dollar homes behind this neighborhood. In front of this neighborhood, we have [1:22:04, 1:22:24]: Some h some so we have some pretty good neighborhoods in the summit at Eagles Landing. We have some substandard neighborhoods that were approved in the early 2000s where those houses are literally falling apart at this point. So what I'm trying to do is hit the middle on that and to compromise. And I'm I'm a little disappointed that we [1:22:24, 1:22:44]: We I thought we had an agreement and uh the gentleman told me on the phone, okay, everything was okay, so we wouldn't have this debate here at the meeting, and now I find myself in this position of, you know, we're we're here. It's a little disappointing, but certainly if we don't if we don't stand for something, we'll fall for anything. [1:22:43, 1:23:03]: Because in the end, if the price point is$300,000 to$500,000, right? Where we're trying to go. And I I take issue with the fact what was said is that, okay, the the the hardy plank will have the same value as the brick, and you don't want to do it. [1:23:03, 1:23:08]: wouldn't you wanna do it? The night the reason you don't want to do it is'cause the bricks cost more. [1:23:08, 1:23:28]: The bricks are going to cost more. It's going to raise the property value on the home. And that's what I would see doing. And certainly we need single-family detached homes in the neighborhood. But what we're missing is, and I'm going to close this within the next 60 seconds, people are literally leaving Stockbridge right now to [1:23:28, 1:23:34]: to go to Hampton, to go to McDonough, to go to other areas. Why are they doing that? [1:23:34, 1:23:54]: They don't have the home to upgrade to. But if they had a 3,500 square feet or 3,200 all brick home, they wouldn't have to move to Hampton, to the Henry County houses that require four-side brick. They wouldn't have to move to Ellenwood to the Henry County homes that require four-side brick. They wouldn't have to move to Locust Grove to the Henry County home. [1:23:54, 1:24:14]: That require four-side brick. We're trying to make sure that we're consistent with what they're doing in those areas because people right now in my district I have zero single family homes for sale in that area that will be able to have somebody be able to upgrade. And that's what the issue is right now. And certainly [1:24:14, 1:24:34]: Again, as I said, the bridges at Jodico Development, they have three-size brick with rear entry garages on Tessa. The Jodico Development has at Henry County. All of their developments have four-side brick on them. The Jonesboro Road development under Henry County, all four-size brick. That's what they're doing. Now on the town. [1:24:34, 1:24:53]: homes in order to make things a little bit cheaper. They don't put on brick on those because that's where the affordable housing component comes in at. But we have that here in this neighborhood because 50% of the houses will be 100% brick and 50% of the houses will be exactly like the developer has described. Thank you. [1:24:53, 1:24:56]: Right. Any other comments at all? Ms. Gantt? Oh. [1:24:57, 1:24:58]: Folks. [1:24:58, 1:24:59]: Go ahead. Go. [1:25:00, 1:25:03]: I just wanted to ask him, how many bedrooms? [1:25:04, 1:25:10]: Uh the minimum smart footage for paper. Okay. Smart footage of paper. [1:25:15, 1:25:17]: The answer to the question is how many bedrooms? [1:25:18, 1:25:32]: The the question is how many bedrooms? The minimum on a ranch is three bedrooms. You probably wouldn't have four to five bedrooms in the two stories. Um these these homes are gonna be pretty desirable. I mean, like [1:25:34, 1:25:39]: I w I'm really wishing. The homes that are [1:25:40, 1:25:41]: that flank [1:25:41, 1:25:45]: And both neighborhoods on the north and the south side. [1:25:45, 1:25:54]: I mean, at random you can pick any one on tax records and the average is probably about twenty two hundred square feet. Can you show the elevations again? [1:25:55, 1:26:04]: Yeah, sure. I like to have them in my district. It's the same as Wanding Creek. So I mean I th there's no change in [1:26:05, 1:26:08]: And the elevation, uh there'll be the similar elevation. [1:26:09, 1:26:10]: I mean [1:26:10, 1:26:27]: I I there over the over two hundred of these houses sold in about two years. So I mean I I know these homes will sell. So these are at a price point that a uh that a buyer can afford and it's an upgrade for most of the homes in the community. Um these homes will [1:26:28, 1:26:34]: Probably around about a forty five hundred dollar a month mortgage payment, principal interest, taxes, and insurance. [1:26:35, 1:26:43]: My mortgage payment's about twenty five hundred a month, and I think it's a lot. So um forgive me, but I mean, I don't know that. [1:26:44, 1:26:53]: The average person in this 250,000 people area of Henry County, I mean no, we're in the city of Stockbridge. [1:26:53, 1:27:10]: And we're trying to obtain a uh a nicer development. But I think this is is it for the for the community. And I mean, I I I really I would love to make'em four size brick. I would love to, but I just don't foresee that it being economically feasible. [1:27:11, 1:27:14]: What one s one second. Mm Ms. Gantt, do you have a question? [1:27:15, 1:27:26]: Just a a question a real quick comment. Like it kinda like what we do with townhomes, uh like in this picture alone, if I'm coming down the road and that's the first house I see, can it be? [1:27:26, 1:27:31]: Th these are actual photos inside of Winding Creek. Okay. [1:27:31, 1:27:38]: Okay. Th this is Winding Creek. This is Winding Creek. Yeah. And these homes sold between three twenty five and four fifty. [1:27:38, 1:27:58]: Well something that um what we started doing is those in homes we put when you first drive in and you can see those front homes, we put brick on all sides so visibility so when they walk in they'll see the brick on that that one corner house. Well what what if we put brick? [1:27:58, 1:28:00]: Brick on the entryway homes. [1:28:01, 1:28:18]: That that's what I'm saying. Those entryways or those main the roads. We could uh do the same facade on the rest of'em on the interior, but you from the from the from the visibility standpoint from Highway forty two it'd be brick. Correct. Yes, ma'am. Um so [1:28:20, 1:28:23]: Uh some of my concerns about the market is [1:28:23, 1:28:33]: Um just that. Um we've seen articles now where people say there's a seller's market. There are more sellers than there are buyers. However, [1:28:33, 1:28:37]: In Stockbridge, there's a dire need for housing. [1:28:37, 1:28:57]: Now, what that housing looks like, I mean, I can't imagine paying five thousand dollars in a mortgage. Like it's it's expensive. Things have gotten out of hand um to a certain degree and and very unaffordable. I mean the cost of living has increased and people are still getting paid the same of wage, they might get a little bit of an increase. [1:28:57, 1:29:00]: But nothing compared to [1:29:00, 1:29:03]: Вот гаска рокет і матеріал. [1:29:04, 1:29:05]: In our community. [1:29:05, 1:29:06]: And [1:29:06, 1:29:09]: I think we all are affected by it. [1:29:10, 1:29:10]: And [1:29:11, 1:29:14]: one of my largest concerns is I don't hear [1:29:14, 1:29:16]: Oh you know, I don't [1:29:17, 1:29:37]: Quite honestly, I wanna make it affordable, but I don't want it looking cheap, right? And if we have a if we have a product that has whatever our our normal is with the percentage of our product on uh based off of the way it should look, and we put the brick like we did everything like [1:29:37, 1:29:41]: the standards, you know, visibility wise. [1:29:42, 1:29:54]: I'm a little prone to that because of the desire and need for single family dwellings. When you there has been a it's been a moment since I've had a person come up here about a subdivision. [1:29:54, 1:30:01]: with housing. Like I I'd much rather have some home, some single family housing than [1:30:01, 1:30:04]: the new trend of everybody trying to do um [1:30:04, 1:30:19]: town homes. And I I'm not against I I'm not trying to be biased, but there is a need. And that need also needs to be within reason. A lot of times people I hear from [1:30:19, 1:30:32]: And I'm a real estate lawyer and I'm a family law lawyer and what I hear from people is I wanted to buy a house in Stockbridge, but it was too high and I couldn't afford it. [1:30:32, 1:30:34]: But I'm not saying to make it [1:30:35, 1:30:55]: Cheap. I want I want quality. I know that the$350,$550 range, but I've seen in other areas where townhomes have dropped some. You know, they started a price point of$400,000, it dropped down to$300, and then it dropped down to$200. And there is again, there is this art. [1:30:54, 1:31:14]: articles out there there's a seller's there's a buyer's market because there are more sellers than there are buyers. But here there's a need. And to me that need is for subdivisions with single family homes, not necessarily town homes. Um I mean I I I there are some town homes that I welcome [1:31:14, 1:31:29]: you know, I uh mo more modern, three story, you know, name it, trendy. But in the same instance, I wanna make this work. Um, and so I if it's in code and it's based off the recommendation of [1:31:29, 1:31:41]: our um our uh community development director and planning and z zoning or or whatever the case may be, we need to [1:31:42, 1:31:50]: Really look at the need. And to me, the need is what new single family subdivisions do we have here? [1:31:51, 1:31:57]: So I would love to make this work. And I respect the fact that my colleague, this is his district. [1:31:58, 1:32:18]: I want it to work for him, but I also want to be fair for our community and want to make sure that it fits. And if it's gonna look I mean it didn't look the product you just showed me did not look bad in my opinion. Um I I'm not saying I do want it to look excellent, but I didn't [1:32:18, 1:32:20]: And see something where [1:32:21, 1:32:25]: Y you know, in character I've always said I I don't want [1:32:25, 1:32:38]: I don't want all four brick houses. I mean I everybody have brick. It's just is no character involved. Concern about this particular development as well is on the rear of this property is Norfolk Southern Railroad. [1:32:39, 1:32:42]: On the north of the property is a recycling center. [1:32:42, 1:32:45]: So this property was zoned industrial. [1:32:46, 1:32:49]: On the south of the subject property is industrial. [1:32:50, 1:32:56]: Those aren't gonna change. The north of the property is Fortune Metal Recycling. They recycle metal. [1:32:57, 1:32:59]: Амін, ви наскін [1:32:59, 1:33:19]: for to build an inexpensive home here. We're asking to build a quality home out of the same materials that have been used on similar subdivisions in District Five and sold. So uh that's the only thing that we're requesting. We're not requesting anything unrealistic. Um [1:33:21, 1:33:23]: Um Mr. Anderson. Yes. [1:33:24, 1:33:43]: Yes. It would be up to code and materials. There is a percent certain percentage of brick that's required. Is that not correct? That would be a condition of approval. However, um our current code is is pretty stringent. Uh you can't anything you build in in Stockbridge right now, because of the changes we made recently to our code, would be pretty much class A. [1:33:45, 1:34:05]: So all Class A materials are currently required. So um the request for four sided brick is just to increase the property value of the homes in the area or in that in that particular subdivision. But even if we went strictly by our current code, it still would be a class A product. [1:34:05, 1:34:05]: Um [1:34:07, 1:34:10]: Mr. Bear, go ahead, please. [1:34:10, 1:34:30]: Yeah. So I wanted to kinda piggyback off of uh Councilwoman Gantt's statement and I wanted to see where the middle ground was. Um maybe we can split the baby. I I I don't know the background on it, but um the fifty percent brick, um what's what's the number that we're we're good at? [1:34:30, 1:34:50]: What's what's a like where where's the mid middle ground? We're willing to do brick on the exterior homes, like the front up on the highway forty-two. When you entered the two flanking, I use the two flanking subject. The two the two entryways. Well the one that goes into Magnolia and the one that goes into Parkside. And just that standard was made. [1:34:49, 1:35:03]: met in those two communities. So the first say two homes in each of those communities, when you go into the entryways, they are three sided, whatever they are. What's the total number of homes on on both sides? [1:35:03, 1:35:23]: You have it in your presentation that was verified. Yeah, uh well. But let's say it's six hundred total, maybe more. Um and most of them are much smaller than the min the minimum square footage that would be probably in hours. Yeah, that's my presentation that would be staff's presentation. So so so the homes you're talking about, how many homes would that would that be? [1:35:23, 1:35:43]: So could we could we go to a higher number on the entryway like the first five or the first if that's Well there's fifty nine homes in the community, so it's pretty small. So I mean what if we did two, four, six, on each side of the street, two, four, two, four, six, eight. Make those three sides brick. [1:35:43, 1:36:03]: And then do the remaining of those with uh fifty percent stacks on our stuff up or break fifty percent that's that sounds like a a reasonable w what you think. Let me let me say this. Sounds like a reasonable um that it's a fair compromise in where we're trying to [1:36:03, 1:36:23]: To go. But I think what he was trying to hit on, and what I was trying to hit on, is what is an acceptable number for 100% brick? Is it 25%? Is it 30% brick? Where 70% of them are like the council is asking for? What's that number where if two, four, six, and eight are brick? [1:36:23, 1:36:30]: What's the acceptable number? Is it twenty five percent? Is it thirty percent? What I I just want some a hundred percent brick homes in the neighborhood. [1:36:34, 1:36:54]: And if if those homes on the front were gonna be hundred a hundred percent brick or three size brick, that certainly could be a compromise position. But there in in my district, I want brick on mo on those homes because I I with all due respect I with with what you propose, sir. [1:36:54, 1:37:14]: I I just haven't seen anybody come in here to Stockbridge and say the house was too expensive. I haven't seen that. I'll only what I've seen come here is people moving out of the neighborhood to try to find a four-side brick home in Hampton. And we've lost population to that because buyers are trying to upgrade. So I'm trying to [1:37:14, 1:37:29]: to get more brick on these homes and certainly if that was a compromise position to have the homes or twenty five percent of them or thirty percent of them uh be brick. You know, if you're looking at fifty nine, somebody do the math. What's the percentage? [1:37:29, 1:37:30]: Thirteen. [1:37:31, 1:37:34]: So that would be thirteen uh percent. [1:37:35, 1:37:37]: So again, thirteen percent. [1:37:40, 1:37:42]: The two four six eight just about twelve thousand. [1:37:43, 1:37:46]: Right. So could we get to twenty percent? [1:37:50, 1:37:51]: Wow. [1:37:51, 1:38:00]: Forgive me, but Winding Creek, there are over two hundred homes in there. It's a hundred and seven. Okay. How m how many, sir? A hundred and seven. One hundred seven? [1:38:01, 1:38:21]: And they they're all the same standards as these and they just sold two years ago. With w uh do with correction, Winding Creek was rezoned in twenty seventeen before most a lot they got the last two got here and certainly that was before the council was inv or any of us were involved in upgrading the standard of the L L D C Tell us what [1:38:21, 1:38:29]: What number is it? What number is acceptable to you where we can try to negotiate as Mr. Barber does? What number four four more homes? [1:38:29, 1:38:32]: Twenty percent is twelve homes, four more homes. [1:38:41, 1:38:43]: We'll give you a ten. How about that? [1:38:44, 1:38:47]: Ten. Ten all break homes. Yes. [1:38:48, 1:38:53]: What if I did you a favor? What if we make the front homes, the front [1:38:55, 1:39:01]: The front four homes all brick and every home all brick on the front. Completely. [1:39:01, 1:39:03]: That sounds like we could work that out. [1:39:05, 1:39:08]: One hundred percent brick, stone, or stucco fronts. [1:39:09, 1:39:14]: They can have some accents, maybe up to twenty percent s with uh hardy plank on the front. [1:39:15, 1:39:35]: Okay, hold hold on one second. There's not a no we're not talking about No, I'm not I'm not I'm not trying to be funny here. I'm just trying to say that because you're gonna have uh facade pieces and accents and that sort of thing and the and the gables. Right but but if we could have eighty percent of the front uh a hundred percent uh eighty percent stack stone stucco or or [1:39:35, 1:39:44]: or brick, and then we'll make the the four front ones all brick or all stack stone stucco or or or uh first four [1:39:44, 1:40:04]: First four when you go in so be one, two, three, four, all sides, uh hardy plank, no, excuse me, uh eighty eighty percent stack stone, stucco, or brick. And then all of the fronts on all of the homes in the community would be stack stone stucco eighty stone. [1:40:04, 1:40:15]: Eighty percent. So in other words, twenty percent. Let me tell you something. I'm trying to save you. Fifty percent of the homes don't could be craftsman style. That's what I was trying to tell you. Give me the same standards as the one behind me. [1:40:17, 1:40:37]: We try that's what we're trying to trying to come to a resolution. This this neighborhood this neighborhood that's on on the agenda. That's up up next right behind me. That is let me tell you something. That is not forward like that. If you could give me the exact same standards that you're gonna put They're not gonna get that standard. They're not. They already know that. Okay. They're not getting [1:40:37, 1:40:57]: In that standard tonight. I was just wondering why we got the agenda shuffle tonight. Mayor. Yes, yes. Let me just finish real quick. If I could. I was uh I I'm I want to stick with where bear Mr. Berry is. We we got a compromise. All we need you to do is tell us what houses we were at how many miss Mr. Barber? Where was it? Mr. Berry, we was at 18. [1:40:57, 1:40:59]: Twelve. [1:41:00, 1:41:18]: Tend the toy. What number I'm I'm willing to do every front on the whole community, eighty percent stack stone stucco or brick. And I'm willing to do the front four houses a hundred percent all the way around and the fronts eighty percent so they can look the same uh facade as match the whole rest of the community. [1:41:19, 1:41:31]: So you're only do willing to do four all four four all on the front. So that when you're driving down forty two it eight homes. So eight divided by fifty nine is thirteen and a half percent. [1:41:34, 1:41:40]: And I'll increase the standards from fifty to eighty for stack stone stuck on all the houses. [1:41:41, 1:41:44]: We can do that. We can do that. [1:41:44, 1:41:51]: And then they'd have a water table on two sides too. So the water table comes up. So we've gotten a hundred percent brick homes in there, so we can do that. [1:41:52, 1:41:55]: Is that agreeable? I'm agreeable to it. [1:41:57, 1:42:03]: Long as it captured uh on the properly in the it's in the motion if that's the case. [1:42:05, 1:42:12]: Would you like me to repeat it? Yes, sir. Okay. All homes front, eighty percent stack, stone, stucco, or brick. [1:42:17, 1:42:19]: We'll still do the water table on three sides. [1:42:25, 1:42:45]: And the four homes that face or they don't front, the sides would be fronting on 42. Those homes, the three sides would be 100% brick, stone, or stucco on the three sides, and the front would be [1:42:45, 1:42:52]: the same as all the rest of'em. So they all match or could match or be similar facades. [1:42:53, 1:43:12]: That's a brick all the way around. Right. That's our time. Well y I just wanted to be real clear. Oh no, okay. We intend for this community to be a sell. So and be y everyone be proud of it. I don't want anybody to not be proud of it. [1:43:14, 1:43:14]: Okay. [1:43:16, 1:43:30]: Mayor, now redo let's go over all of the conditions again. Now we had talked about um you know making sure that we have five foot sidewalks in there. Yeah, go ahead please. [1:43:36, 1:43:37]: Yes, ma'am. [1:43:40, 1:43:41]: On the front. [1:43:52, 1:43:54]: On all of them. [1:43:55, 1:43:56]: On the balance of them. [1:44:02, 1:44:06]: Four sides. And there's there's four of them. So there's four. [1:44:06, 1:44:15]: The ones that front, the side if they have a face that that you can see from forty two, there'd be four of them, then all that would be four side brick. [1:44:19, 1:44:20]: Yes. [1:44:22, 1:44:42]: So it'll be an upgrade from Winding Creek. Right. We have five uh foot sidewalks, is that correct? Yes, sir. Right. Now we had talked about the amenities. We got a clubhouse with the clubhouse. We we have a clubhouse, but what I would like, and uh we have the same in my community as well, we don't have an actual physical clubhouse where you can meet. We have a it's [1:44:42, 1:44:51]: It's a cabana with two restrooms, which is has a shower in there. It has a a covered area and a big porch with a uh what do you call uh [1:44:52, 1:45:12]: Hardy plank, not hardy plank, but tongue and groove under it. And then it's uh just a covered cabana. It's pretty big. It's about fifty. It's not a gazebo, it's part of the building. But it's big enough where you can get a crowd under there out of the rain. And we have our HOA meetings there. The little community I live in is similar to this one. It's only 42 lines. [1:45:12, 1:45:30]: lots. So we have a HOA meeting. Everyone just meets over there. If it's hot, you stand under there. But this a small neighborhood. So we're trying to keep the HOA fees low. Correct. So five or six hundred bucks a month is about the max that's going to be. So if I gotta put a building there that I got a heat and air. [1:45:30, 1:45:34]: They're gonna have to pay for that too. So I mean I'm just trying to keep it manageable. [1:45:34, 1:45:47]: Uh well what I would say suggest is that since there's only fifty nine homes that there'd be a smaller building but that do be in a closed building, because you d you're living in a four hundred thousand to five hundred thousand dollar house and you're not gonna have a clubhouse. [1:45:47, 1:45:51]: But couldn't we just go across the street and pay the church some money to have a meeting? [1:45:52, 1:46:10]: Uh oh are we gonna lower the standards? No, I don't think so. So uh what does the council think about the neighbor neighbor the community across the street? Sure excuse me. I'm we've been pretty consistent in that we've asked for clubhouses on these communities. Is that what the desire of the council is so we can move forward? Or no? Or the cabana is the cabana okay. [1:46:11, 1:46:18]: Mayor, I have a question. Mr. Anderson, what's the requirements for how many houses you have to have to have certain amenities? [1:46:18, 1:46:24]: Uh one hundred use the triggers. Okay, this is fifty nine. So my thing is I'm gonna go with the cabana. [1:46:25, 1:46:36]: What's the requirement again? Because it's a hundred homes. We cannot we've got uh what I'm seeing is is a a I don't wanna alarm the public as if it's a crisis. [1:46:36, 1:46:45]: But again, people are suffering. I'm not trying to build anything cheap. Let me get this really clear. But I want to be within reason. [1:46:46, 1:46:55]: I I think it's just it just makes sense. And if I'm out of order, I I'm out of order. It's just me. I mean each individual one of us are up here to [1:46:56, 1:47:02]: vote. We can't all we don't always agree. But my concern with this is is making sure [1:47:03, 1:47:06]: That we are not out pricing the market. [1:47:07, 1:47:11]: We I I just want us to be within reason. Fifty nine homes with the HOA. [1:47:12, 1:47:14]: Is is is that's tough. [1:47:14, 1:47:17]: You you're putting a a a tough [1:47:17, 1:47:21]: requirement on fifty nine families. That's tough. [1:47:21, 1:47:34]: So you want to do it. With the clubhouse. Yeah, I I do. I I don't I want what just was said. I just don't think and I'm not here to advocate for that. I'm just saying you're gonna keep the price a little bit lower. You only have fifty nine homes. [1:47:35, 1:47:48]: You you're the requirement, there's a reason. What is the number again, Mr. Anderson, for the requirement for us with the amenities and the clubhouse? What's the one hundred is the starting one hundred. Yes. We don't have that number. [1:47:49, 1:47:51]: I'm not gonna go I'm not gonna do that. [1:47:52, 1:48:08]: Well again that certainly that's that's what I'm asking because in the end it's like we can request what we desire but at the same time that's that's what automatically triggers it. That doesn't mean it's not necessary for a five hundred thousand dollar neighborhood. But it's gonna be up to the rest of the council. What do you think, Mr Berry? [1:48:10, 1:48:19]: I'm gonna have to uh go the same way. Um, I know the number's a hundred but I'm kinda indifferent on it because the price point, we're talking about a nicer neighborhood. [1:48:20, 1:48:20]: Um [1:48:22, 1:48:31]: What is the pr I guess my question to you is what is the the financial ramifications of a small clubhouse versus a cabana or something that may have [1:48:33, 1:48:45]: What's what's the difference? The the likelihood of increased fees probably a hundred bucks per month per year per door, so fifty nine hundred dollars a year. [1:48:45, 1:48:48]: Uh, plus you've got uh the cost to build it. [1:48:48, 1:48:52]: So that's gonna get divided upon fifty nine houses, so [1:48:53, 1:48:54]: I mean really [1:48:54, 1:49:04]: I live in a very similar size neighborhood. So and I've shared photographs of my house. I feel very comfortable built with this product and it [1:49:04, 1:49:05]: The pool. [1:49:06, 1:49:09]: And the amenities they get used a little bit. [1:49:09, 1:49:28]: Um we all pay to keep'em up and make'em look nice. The homeowners will. Does the does the pool area allow access for the kids to have somewhere to change or at least use the restrooms? Oh yeah. They have two restrooms, men's and women's, and they have showers in there as well. So I mean they're pretty nice. Um I mean we've [1:49:29, 1:49:49]: Built communities that have clubhouses, but they had 155 lots. So it was a little bit more for them to to tolerate. I mean, this is a very small neighborhood. Does it have a picnic area for congregating, like if you wanted to have a kid's birthday party? Yes. Yeah, so they have the space around there. It'd be a poor concrete match. [1:49:48, 1:49:50]: [6591.0, 6595.0]: Um a cabana, pretty big cabana. Um I [1:49:56, 1:50:11]: If I had Google Maps, I could show you ours. It's great. Um what the area out behind the pool is where the uh playground will go. It'd be a professionally built playground, um, up to code, um, and fenced with a uh [1:50:12, 1:50:13]: Aluminum fence. [1:50:13, 1:50:26]: Yeah. What what the only thing that I would say to that is if I'm in December, am I gonna be sitting outside? If it was a smaller enclosed unit, I can meet in my neighborhood. Otherwise I gotta go to Holiday Inn to have a community meeting. [1:50:27, 1:50:30]: And then those meetings in the summertime are gonna be god awful hot. [1:50:31, 1:50:32]: We got fans. [1:50:32, 1:50:45]: It's gonna be god awful high. So we can have'em after six. The compromise will be a smaller unit, smaller enclosed unit, something that they can meet in in a neighborhood so they don't have to leave their neighborhood to meet. [1:50:45, 1:50:50]: I I think that's reasonable. I mean a m uh I guess it's up to the mayor and Miss Barber. [1:50:53, 1:51:13]: Well, I've I've I've I'm I have the luxury of living in the one of the largest communities in the in the county. So I mean we have a clubhouse and pool, so and tennis courts, multiple, so I d in that aspect. But I think the what makes logical sense to me is uh what Mr. Anderson mentioned, typically for a clubhouse the the trigger is a hundred a hundred homes in that aspect. [1:51:13, 1:51:33]: because I know by uh living where I live and and Miss Gannon and I live in the same community, Monarch Village, what I mean and I served on the uh H O A board for many years there. I I know what kind of uh cost factor that would be and and if you have a larger community spread across you spread it across everybody. It doesn't make much of a uh that much of an impact on [1:51:33, 1:51:53]: Everybody's monthly or semi-annually type of uh uh billing. So but I think if uh if it's actually really required basically if a hundred hundred homes to have a clubhouse, and I think that's a good standard. There are fifty-nine. So that's it's uh obviously that's under. So I think a cabana should work now, but we need to probably stop this and move up. [1:51:53, 1:52:09]: We got plenty to talk about. So if we have no other conversations uh per se on this, this uh let's get to a point to have a uh a motion and a second and and see what we decide here as a collective group. So it's not I just want to make sure we are amenities. Excuse me. Are there any amenities? [1:52:10, 1:52:26]: Yeah, the amenity is the pool, right? And then there is um the and the playground and then there'll be um connected trail in the subdivision um that'll connect both sides'cause it's split, right, between the creek the creek. [1:52:27, 1:52:46]: Can I say something about the trail? We're willing to do the trail. Uh the material to build the trail will already be on site. It's not really an additional cost for us to build a trail. It's a big bonus for the first five years of the neighbors living there. The negative is that there may be some negative impact through the creek. [1:52:46, 1:53:06]: And I can't guarantee that the bridge gets built because if the whatever you tell me, I don't I don't I we'll pedestrian bridge with something. Yeah, we'll we'll have to do due diligence on on on whether that on that, but we can put it in as a condition. And if the um soil erosion and um all that comes. [1:53:06, 1:53:12]: come back clean, then we could implement it. So we probably need to put a um a what if on that. [1:53:12, 1:53:21]: Okay, well certainly you would interpret that and you would do the due diligence to see whether it was a f it was it could be a um feasible. Yes, sir. Our civil engineer will review it. [1:53:22, 1:53:23]: Okay, what about street lights? [1:53:25, 1:53:43]: Okay. All right. Well, I I think we're there now. So Miss Holiday, you got the first one. We got the street lights in there, the flock camera is already in there. Um we had talked about it. Uh Miss Barber, you didn't weigh in on the clubhouse or the or the cabana, you wanna weigh in before we move forward? [1:53:47, 1:53:50]: You don't you I'm saying you don't have a choice between the clubhouse or the cabana? [1:53:52, 1:53:55]: Huh? [1:53:57, 1:54:00]: I need to know which one to put in there. [1:54:05, 1:54:22]: Okay. All right. We're gonna go with the cabana since it's the consensus of the council. And Mr. Anderson or Miss Holliday, can you read back all the condition the con the additional conditions? The additional conditions that I have would be the five foot sidewalks, the cabana, the um hold on. [1:54:23, 1:54:26]: So then we're going back to the forefront. [1:54:27, 1:54:42]: Homes that are facing highway forty two are gonna be one hundred percent four-sided brick and that's gonna match the remainder of the subdivision. All fronts are going to be stacked stone, stuck all the other 80% stuck stacked stone, stucco or brick. [1:54:42, 1:54:53]: And you're going to have the water tables with three sides going from fifty percent to eighty percent. I don't know that I have anything additional. [1:54:54, 1:54:58]: Well you have the street lights on there and then the [1:54:59, 1:55:04]: And the trail and the tr and the bridge is in there too? The trail and the bridge is in there? [1:55:05, 1:55:15]: Yes, it's it's gonna this it's the the bridge is put Rum Creek is in there. But we're gonna ask you if uh over Wolf Creek. [1:55:16, 1:55:24]: If if it gets civil engineering approval. I thought you had to do some environmental study or something on that. If it gets civil if it get engineering approval. Okay. [1:55:30, 1:55:37]: That's fine. That's in your hands. Yes, that's in there. Okay. You gotta be able to watch it. [1:55:37, 1:55:53]: Showers. Restroom showers. Restroom and showers. Restrooms and showers. You don't have a hybrid. You don't have some kind of hybrid? A hybrid big four. [1:55:53, 1:56:13]: Yeah. I mean it's gonna have to be small. It's only fifty now, so it's small club outside, but something high so I'll send them to you tomorrow. Yeah, I don't want that. I don't want that. Deep real camera script for the just two. Right, we've got [1:56:13, 1:56:15]: Additional question from Ms. Gann. [1:56:16, 1:56:33]: Do you have something hybrid from the Kibana? I mean you know he's talking about just the over cover either open or closed. Good to my closed. I'm looking for something where I wouldn't be in the heat. Me personally. I just uh my thought process was I honestly don't see the need for it. I mean like [1:56:34, 1:56:37]: That's that's me, because I get an opinion like everybody else, right? So [1:56:38, 1:56:50]: Our community is made up of uh 42 houses and they're very similar construction qualities that we've just talked about. I mean there's almost no difference at all. And we have uh cabana and we have a pool. [1:56:51, 1:57:04]: And we have a big grassed area and no playground. So at least we're providing the playground. Um, which is I think there's two items that are required per the standards in this community. So I I would I would be [1:57:05, 1:57:07]: Very grateful if we could just build a cabana. [1:57:07, 1:57:23]: Okay. Well I'm I'm just looking for something a little bit more than just two bathrooms and a covering. That's why I asked. Maybe something with a little small kitchenette area that they can people can store. I mean you're talking about a pool area. So I was looking for like a a a [1:57:25, 1:57:41]: Not necessarily a meeting meeting big meeting room space, but more than just two bath um uh a his and hers, you know. I gotcha. They're pretty big. There'd be like multiple stalls in the bathroom. So there's two stalls in each bathroom and a shower. So it'd be two ladies [1:57:41, 1:57:47]: Two m um a urinal and a commode and a shower on the men's. [1:57:49, 1:57:55]: Oh, at this point I think we Miss Gand more I think uh Mr. Berry, you wanna you think we should get a clubhouse or no? [1:57:57, 1:58:17]: So we we'll require a small clubhouse. I used to live in Brush Arbor. It's in a city of McDonald's on the back side of this community. About five minutes away. We didn't have an indoor one. There's a hundred and fifty lots in that area. [1:58:17, 1:58:20]: And this is the conditions of approval. [1:58:21, 1:58:40]: Uh right. This is the conditions of approval. We want a s out staff, Ryan, you will work with the developer on developing what there is a small enclosed clubhouse with this along with the additional conditions. That that is condition. That is you read the other conditions right, Miss Holliday. That is the motion. [1:58:43, 1:58:53]: Small clubhouses determined appropriate by staff that they can meet in um and the staff will determine that to do the due diligence on what's necessary for fifty-nine homes. [1:58:57, 1:59:01]: You made that's the motion you're making. Yes. And now is there a second to that motion? [1:59:02, 1:59:03]: I second. [1:59:03, 1:59:09]: Ms. Gantt second that motion. Ms. Ryan, before we take vote, you got all that down, sir? Yes, sir. All right. All in favor of the motion, please indicate. [1:59:12, 1:59:21]: Okay. You your agreement? Oh so no. Okay. All right. All righty. [1:59:23, 1:59:43]: All right, uh annexation case AX 2025-01 Council District 5. Consideration of a request for annexation using 100% annexation method of the property of 1448 and 1468 flipping road from unincorporated Henry County into the city limits, stop or city limits. Gilreth, applicant of land um buyers of America LLC, Agent Michael Kender. The property is located in land lots eleven and twelve of District Six and it contains twenty one point seven seven one acres. Mr. Anderson, please. [2:02:28, 2:02:48]: Good evening, Mayor. I'll present these three cases as one for the sake of time. Um it's three cases. Um the first case is as you previously stated, is to annex the property from unincorporated Herring County into the Stockbridge city limits. Uh on this case, the uh staff recommended approval and the planning commission. [2:02:48, 2:02:50]: [7370.4, 7386.0]: On the comp plan to change the property's future land use density from Heron County's residential suburban to the city of Stockbridge medium density residential, there were uh unanimous approval from the planning commission and from staff. Uh and I'll present the rezoning case. [2:03:09, 2:03:20]: Yeah, I'm gonna go fast. Uh here's a joint area photo for both fourteen forty eight and fourteen sixty eight flipping road. The the blue highlights on the area photo is the subject properties in question. [2:03:22, 2:03:26]: Here's a aerial another aerial photo of only fourteen forty eight flipping road. [2:03:28, 2:03:48]: Facts about the property. Um the the two lots is a total combined of twenty-one point seven acres. Uh the property is located on the west side of Flippin' Road, south of Surge Stone Lane and across from St. Ives Court. Currently the property is mostly vacant except for a single family home on each parcel. The current zoning is R.A. in Henry County. [2:03:48, 2:04:01]: and the future land use is Heron County's residential suburban. The proposed development consists of a mixed residential development with 120 townhomes and 31 single family detached units. [2:04:02, 2:04:18]: Uh the surrounding zoning you uh to the north of the subject properties you got suburban residential in the city of Stockbridge. To the west of the property, you got rural agricultural, which is located in unincorporated Henry County. Southwest of the property, you got single family residence. [2:04:20, 2:04:40]: In Henry County, unincorporated Henry County. To the south, you got rural agricultural and multifamily residential, unincorporated Henry County. Southeast of the property, you got a residential duplex, unincorporated Henry County. And to the east of the property, you got suburban residential and plan unit development, city of Stockbridge. Uh the county. [2:04:39, 2:04:43]: County land use designations once again is medium density suburban. [2:04:49, 2:04:55]: Here's the joint future land use map for 1448 and 1468 flipping ro flipping road. [2:04:57, 2:05:17]: Here's this joint zone in map both Henry County and City of Stockbridge combined. Here's the it entails the surrounding zone. You can see that this would not entail a spot zoning because there are similar uses in the area. Here's the boundary survey for both 1448 and 1468 flipping road. Once again, uh there's 316. [2:05:17, 2:05:37]: single is a mixed unit, mixed use development, 31 single family detached and 120 townhomes. The applicant is requesting zon rezoning the PUD. All units will have three bedrooms, two baths, and two car garages. The homes would have a size, a proposed size, between sixteen hundred to two thousand square feet with [2:05:37, 2:05:57]: Brick and hearted board facades. Proposed amenities, a pool with a clubhouse, a golf put in green, a tot lot, tennis or pickleball court, and a community sports field. Uh site plans. Two site plans were submitted, one colored and one black and white. Annexation and rezon and the title of the site plan was annexation and rezoning. [2:05:57, 2:06:00]: Plan for Hanover Park, prepare it for land buyers of America GA. [2:06:03, 2:06:23]: uh the site access of this proposed development. Um it will have access uh off a main boulevard off flipping road and in second access the short distance to the north. East east each access will have a deceleration lane. An internal street would encircle the site with a cross street near the center. Entrance along Flippin' Road [2:06:23, 2:06:43]: Behind the main project entrance will contain a clubhouse, a mail kiosk, and a parking lot with 15 spaces. The site interior will feature a pudding green, a top lot, 100%. [2:06:43, 2:07:03]: Or a pickleball court and a community sports field. The perimeter of the part of the property will contain a 25-foot-wide buffer. The home locations, the single-family detached homes, will be located along the outskirts of the site on the northern and western sides, while the townhomes will be located within the it interior of the site. Along the southern side, [2:07:03, 2:07:13]: of the site and near the cross street. Surge Stone Lane borders the property to the north. One large lot for a single family detached home will be located adjacent to the project entrance. [2:07:14, 2:07:34]: Setbacks would be 20 feet in the front yard, five feet in the in the side yards for single family lot, and zero in the side yard for townhome lots, and 20 feet in the rear yards for all lots. These setbacks are not required by the PU dist PUD districts, but they are proposed. PUD is a tailor, uh, is a district that is tailored. [2:07:34, 2:07:54]: Tailored and site plan can be conceptualized. And if the council votes to approve this, more than likely this will be adopted and based on the site plan and be conditioned on the site plan. And the distance between each townhome building is 20 feet. The parking, the applicant will provide four parking spaces for each of the proposed 151 residential units. [2:07:54, 2:07:57]: And there will be fifteen guest parking. [2:08:01, 2:08:03]: Here's a uh colored site plan. [2:08:07, 2:08:11]: Here's a color color site plan enlarged. You can see the light layouts. [2:08:14, 2:08:16]: There's a black and white side plan. Um [2:08:18, 2:08:27]: Here's the site plan overlaid on an area photo. It's most you can see the most of the wooded area, and this is the site plan intertwined into that. [2:08:34, 2:08:37]: So for the sake of time I'll just get to the staff's recommendation. Um [2:08:50, 2:09:10]: Okay. Staff's final conclusions. The proposed mixed use development would be well suited to the site, and the site plan would represent an attractive design with an ample number and variety of amenities. The the provision of two accesses into the site will be beneficial for fire and emergency vehicle, and it would reduce congestion at the project end. [2:09:10, 2:09:23]: Interests. The proposed amount of open space would exceed the amount that would be required. The proposed density setbacks and distance requirements between town home buildings are reasonable. Staff recommend approval. [2:09:25, 2:09:45]: With several conditions. Um condition number one, the probo the proposed mixed residential development shall be constructed according to a site plan, which is similar to the two companion site plan, which are titled Annexation and Rezoning Plan for Hanover Park prepared by L Land Buyers of America, LLC by Elite Engineer. [2:09:44, 2:10:04]: Project number is 24040 and it was dated 430, 2025. The site plan shall serve as the proposed developments PUD master plan. Project interests. We're asking that they have deceleration lanes and a 10-foot-wide sidewalk shall be provided along flipping road. [2:10:04, 2:10:24]: Further, if security gates are installed, flock cameras shall also be provided. Architectural design: the proposed home shall be constructed with styles and exterior materials which comply with the UDC standards. Property maintenance. An HOA or a property management company shall maintain all of the common areas of the [2:10:24, 2:10:27]: property in the common areas of the town homes. [2:10:28, 2:10:31]: So that's the um report. [2:10:32, 2:10:52]: Mayor. Yes, sir. You got some comments, sir? Yeah, a couple of things is that certainly uh we want a traffic signal there at that location. Okay. So that the traffic signal would line up uniformly with the same eyes, and then they would do everything possible to work with Henry County or the state to get that. Okay. Obviously we can't guarantee [2:10:52, 2:11:12]: that but certainly we want that to be a condition that staff would work diligently to have a signal there which would assist the residents because right now residents are having trouble getting out there. If there was a street light there that lined up to be a four-way, it certainly would uh allow them to do that. [2:11:12, 2:11:32]: specifically. Um this neighborhood here was uh brought forth and certainly uh the what you will see in the presentation and the discussions that we've had with the uh developer and with the community at large to see what the desire was. Uh there's all two car garages here. Uh certainly [2:11:32, 2:11:52]: we want to make sure that we had agreement that we would have uh the uh units would be three-size brick uh structures uh on them and that they would um and that we would uh want to make sure that we did that to be in keeping with what the products that we're seeing in the area. [2:11:52, 2:12:12]: area and a a nicer townhome that was 1800 square foot or or above uh for this particular development to make sure that it moved forward uh in in accordance with um excellence in every way because this includes uh some of the three-story townhomes [2:12:11, 2:12:31]: uh as well uh as a product that has not been kind of dirt from the area. So uh those that there's a lot of components here that were included and what you will see is uh what I've seen in the development that it's excellence and uh hopefully uh that it'll be reflected in the in the renderings and the presentation that you will see. [2:12:31, 2:12:37]: and especially the putting green and the amenities for the area are absolutely top-notch. Thanks. [2:12:38, 2:12:56]: Well, first of all, I mean that's fine. He can come up, that's fine. Any other initial questions for Ryan uh before we developer? Go right, please. I'm gonna yield and wait. Okay. All right. So be it. [2:12:57, 2:12:58]: I'm sorry, sir. [2:13:03, 2:13:23]: Good afternoon. Good afternoon, Mayor, Council, staff, and uh public. My name is Jonathan Jones. I'm with Elite Engineering and I represent land buyers of America for the proposed annexation and rezoning of approximately twenty-two acres to uh be brought into the city of Stockbridge. Um we know that one of the primary concerns for this development is the traffic and transportation. [2:13:23, 2:13:25]: transportation that's that's that's in this area. [2:13:26, 2:13:46]: We have already um ordered and in the process with a traffic engineer A and R to do a traffic study. Um Planning Commission requested that. We ordered it. They're not completed with it. It takes a little bit of time and you're not allowed to do counts when school's not out. So if we presented a traffic study when school's out, it wouldn't be representative of the real world. So [2:13:46, 2:14:02]: So we already have that in the works. We are proposing a parkway style entrance with two lanes in, two lanes out at the main intersection, which will parallel and be directly across from St. Ives. We want a traffic light as well. [2:14:03, 2:14:06]: We're putting in a left turn lane and deceleration lanes. [2:14:07, 2:14:11]: Um we hope that the traffic study and it should [2:14:11, 2:14:12]: Want [2:14:12, 2:14:13]: A [2:14:13, 2:14:33]: light at this location and ultimately it'll be Henry County DOT that will provide us approval to do so. But it is our desire and we want a traffic light just as much as the city would like to have one. As mentioned, we are proposing what we consider uh an amenity uh [2:14:33, 2:14:36]: that is resort style. Um [2:14:37, 2:14:41]: It's gonna have uh a minimum two thousand square foot clubhouse. [2:14:41, 2:14:46]: with a facade that will match or mirror uh uh much of the product within the community. [2:14:47, 2:14:49]: We're proposing four pickleballs. [2:14:49, 2:14:53]: A large putt putt green since St. Ives is across the road. [2:14:53, 2:14:54]: A large pool. [2:14:55, 2:14:58]: An open playing field that's centralized to the community. [2:14:58, 2:15:14]: We are providing greater than twenty percent of the open space, which is more than this required. We're providing a centralized mail kiosk so that when the people get home from work they can grab their mail conveniently and go to their homes rather than it be in the back or the side or whatever. [2:15:14, 2:15:17]: We're providing the required buffers all the way around the community. [2:15:18, 2:15:28]: Um our intent is to have two different detention ponds. One will be on the northwest and one will be on the northeast, discharging into the existing storm and creek systems. [2:15:28, 2:15:48]: Um planning commission discussed and recommended or asked about a perimeter fence. We would like to voluntarily stipulate a perimeter fence to go along with the perimeter buffer, both for the security of our residents and to improve the community to a higher standard. Um [2:15:48, 2:16:03]: We are going to do flock cameras at both entrances that hopefully can be tied into both your police department and Henry County's police department to help with any crime in the area and or uh violations that that are occurring. Um [2:16:04, 2:16:16]: We are proposing or or we are in agreement with a ten foot sidewalk across the entire frontage of the community and then five foot sidewalks on both sides of the interior of their community. [2:16:17, 2:16:20]: Um making sure I'm not missing anything. [2:16:22, 2:16:30]: One thing that I did want to uh mention is that the square footage of the homes, we intend to increase that square footage over what has been presented. [2:16:31, 2:16:49]: We will do a minimum of 2,400 square foot for your single family homes, and we'll do a minimum of 1,800 square foot for your town homes. All homes will be a minimum of three bedroom, but there'll be four bedrooms mixed throughout the community. Staff has recommended approval. Planning Commission recommended a unanimous approval. [2:16:50, 2:16:51]: And at this time I would [2:16:52, 2:16:55]: Like to show you the remainder of the presentation. [2:16:55, 2:17:01]: This shows uh the the product that we intend to to build from a single family standpoint. [2:17:02, 2:17:04]: Once again there's the site plan. [2:17:06, 2:17:08]: That's another version of site plan. [2:17:08, 2:17:12]: This is just redefining what we plan to do for the amenity itself, which [2:17:13, 2:17:20]: Just so you guys know, we're estimating this amenity to be somewhere between$850 and$900,000. So it is a resort style amenity. [2:17:21, 2:17:27]: Um the town homes we would like to do is a more modern look. Um it's something that [2:17:27, 2:17:40]: We feel price point wise is going to uh increase the values of the homes in this area. And it's a product that quite honestly pops marketability wise. It's what people want right now. [2:17:40, 2:17:47]: We also have uh another product where we have brick on the outsides and a mixture of hardy plank on the interiors. [2:17:47, 2:17:52]: As previously mentioned, all homes and town homes will have two car minimum. [2:17:54, 2:18:02]: And that is the conclusion of my presentation. I'll be happy to answer any questions you might have or I'll use the remainder of my time for rebuttal if necessary. [2:18:04, 2:18:05]: Questions, Councilman? [2:18:06, 2:18:26]: I I appreciate the presentation. Certainly I and um the one thing that I want to talk about is as was mentioned previously that we were able to add the single family detached homes and the neighborhoods adjacent to this will not be backing up to town homes, they will be backing up to single [2:18:26, 2:18:32]: Yes sir. And I apologize for not mentioning that. Yes, sir. One of the things that [2:18:33, 2:18:53]: We intentionally try to do is is safeguard and pro and provide buffer for the people to the north and to the west, um, because they are single family homes or agricultural uses. So um my presentation's large, I shouldn't have closed it, and I apologize for that. Um but we have um thirty-one s uh single family homes that will be along the north and western property. Um [2:18:53, 2:19:13]: And uh a a buffer along both those areas. So uh our intent is to not put a town home next to a single family home. I wouldn't want that, you wouldn't want that, and so we intentionally avoided that. Um in any home that is visible from flipping road, we agree to do four side brick. Okay, stand by. [2:19:12, 2:19:25]: A second. You want you want your presentation back up, sir? Um yeah. If you can't get Demetrius, can you help him get this on? Do I no? It's on here, yeah. I I I clicked it, but I think it's too big. It's [2:19:25, 2:19:26]: It's trying to open. [2:19:29, 2:19:35]: You get some assistance. There we go. Okay. I'll go back to the site plan so that I can [2:19:49, 2:19:51]: Next time I'll leave it up. [2:19:51, 2:19:54]: Sorry about that guys. I apologize for that. [2:20:06, 2:20:08]: Okay. So [2:20:09, 2:20:10]: Units [2:20:15, 2:20:21]: It's a little slow, isn't it? Come on, we got better fiber down here, man. What's up? [2:20:22, 2:20:42]: So units forty-two, which is the last unit on the west side, all the way around to unit seventy-one, those are all proposed to be single family. Um they abut uh about six or eight homes to the north, and then to the west is a an estate with um couple family residents. Um and so [2:20:42, 2:20:59]: Our intent was to not provide uh not produce any, you know, or or limit the negative impact by anything done by this property or community. So we did single families all the way around the perimeter to try to help safeguard that situation, along with some additional open space and buffers. Um so [2:21:01, 2:21:07]: I'll be happy to. Right. And as you said, the houses that are facing um Flip and Row would be a hundred percent brick. [2:21:07, 2:21:22]: Yes, sir. Anything that is visible. So we we don't have a lot of visibility to flip and road. Lot one would be a four-sided brick. That'll probably be the model home, to be frank with you. Um and then 71, 72, and two. [2:21:23, 2:21:43]: We would we would brick those so that the facades match and and only thing you can see from Flippin' Road would be brick facades. You would you would you right everything on the sides as we done with the other neighborhoods would be visible. Any home visible from Flippin' Road would be full-sided brick. Right. And then the town homes is the same thing as we were well the town homes. [2:21:43, 2:21:47]: themselves are gonna be three sides brick the the three [2:21:47, 2:21:50]: Ді інтенфере таунхом з тобі. [2:21:50, 2:21:53]: The product that is similar to this product. [2:21:54, 2:22:14]: And or the best product where we're going to be able to do that. There will be a four computer and then you brick the outside. Yeah. That's correct. That's correct. The interiors may have a a mixture of right, right, right. But but the from from the all standpoint there will be on the end points. Yes, the end caps. That is correct. Yeah. A hundred percent. Yes, sir. Yes, sir. Thank you. Yes sir. [2:22:14, 2:22:16]: Ms. Barber Goya, please. [2:22:19, 2:22:31]: So um I like the designs of the three story townhomes. It's just that my district is saturated with townhomes, so I'm a little hesitant. [2:22:31, 2:22:39]: Understand. So Yeah, and th these will be a mix of two and three. And what what we're finding is is when you mix them. [2:22:39, 2:22:49]: It makes the product pop. I mean if you've got a two-story and then a three-story and a three-story and a two-story, it just gives it so much three-dimensional appeal. And frankly, [2:22:49, 2:22:58]: Marketability-wise, they sell really good. Um, the end caps typically sell first, and whatever the three-story is sells next, and that's just how it goes. So [2:22:58, 2:23:09]: Um, so I know during the presentation from our community development director, he mentioned if security gates are installed. [2:23:10, 2:23:15]: Flock cameras would be required. So So flock cameras f flock cameras are mandatory. [2:23:16, 2:23:20]: Thank you. I just wanted to make sure that was clear. [2:23:20, 2:23:24]: Yeah, they are so but they're man mandatory according to new standards. [2:23:25, 2:23:35]: Um so my other question regarding the two entrances. You mentioned about the red light being installed. [2:23:35, 2:23:39]: I'm curious to know where that red light. [2:23:39, 2:23:44]: If you can't get it, you can't. [2:23:45, 2:23:46]: Um [2:23:46, 2:23:48]: Our parkway entrance. So [2:23:48, 2:23:55]: Uh let me see if I can it it would be where my cursor is. Here's St. Ives coming out. Mm-hmm. And then we have a parkway style. [2:23:56, 2:24:12]: So we would end up installing and building a left turn lane here into our community. And at that location right there where we connect with St. Ives, at that location, it would be a signalized intersection if Henry County agrees with our warrant study. [2:24:13, 2:24:14]: Um and I'm [2:24:14, 2:24:17]: fairly certain that warrant study's gonna come back saying that a signal's needed. [2:24:19, 2:24:20]: Okay. [2:24:21, 2:24:26]: So there are two entrancy entrants to this Y yes, ma'am. [2:24:26, 2:24:41]: Can you show me where the other is? Yes, ma'am. The other one is just to the north. It's really just in case there was some sort of catastrophe or some reason that this entrance is blocked. There's a opportunity for the residents to enter and exit to the north. It is a ride in, right out. [2:24:41, 2:25:01]: Because you can't have two full entrances within a 660-foot spacing. So it meets the requirement for a ride-in, ride out, and that's what we're proposing at that location. Any additional entrances to the south would impact the creek negatively. So we tried to avoid as much we could the impact to that stream that's at that location. [2:25:01, 2:25:13]: There's currently an existing pipe that catches the water and then takes it across over towards the golf course. So we'd intend to install a pipe system that'll connect to theirs and just carry that water as it's always went. [2:25:14, 2:25:15]: Okay. Yes, ma'am. [2:25:15, 2:25:20]: One other question I have and I did speak with [2:25:21, 2:25:32]: The young lady yesterday. Um just curious. So the backside of this proposed development. [2:25:32, 2:25:38]: Is there not opportunities to extend a road? I'm just trying to figure out [2:25:38, 2:25:42]: another access point other than Flippin' Road. [2:25:42, 2:25:46]: I gotcha. Where we might in the future or perhaps with this [2:25:47, 2:26:07]: Development. To be honest with you, the only physical option would be to try to connect to the neighborhood to the north, which I don't think they would appreciate. And if you look, it's fairly hard to tell, but we do not physically touch their right-of-way. So it would require their approval, it would require y'all's approval. [2:26:06, 2:26:17]: And we would end up having to purchase some property to make that access. Um, that's why we opted to go with two along our frontage because it's a more direct and and [2:26:17, 2:26:33]: in and out and that that quite honestly would in my opinion be a negative impact to that community. I wouldn't want these residents coming out through my neighborhood. I get that they're gonna come out beside my neighborhood, but that's just my opinion. To the west is is a really large estate. [2:26:33, 2:26:37]: Um I think there's two or three very large homes on that property. [2:26:37, 2:26:42]: I doubt very seriously they want us to connect to'em. And to the south there's one single family home. [2:26:43, 2:26:43]: Um [2:26:44, 2:26:47]: These people I think used to be [2:26:47, 2:26:53]: either family members or friends because there was some property trading which created this little nook of land. [2:26:54, 2:27:11]: Since then, these people I do not think have any relationship with the sellers of the property that we're looking to do business with. So unfortunately, I'm fearful that those two entrances are probably the best options that we have. Um, if staff [2:27:12, 2:27:23]: wants us to entertain other options, we do not mind it. We have evaluated it and realistically coming through that neighborhood might be the only option and I don't think that's quite honestly a very good option. [2:27:24, 2:27:24]: Yeah. [2:27:25, 2:27:26]: Uh yes, sir. Go ahead, please. [2:27:27, 2:27:45]: One more the one more condition. I wasn't finished. I wasn't. Okay. One more question. So I wanted to um thank you. Yes, ma'am. Thank you for that. I wanted to ask, um, can you decrease the amount of town homes and increase the amount of single family homes? [2:27:46, 2:27:53]: So quite honestly, when we when we started this project, it was it was all townhomes until we met with staff in the community. [2:27:54, 2:27:55]: And [2:27:55, 2:28:02]: We reduced it from one hundred and seventy one units to one hundred and sixty three units to one hundred and fifty nine units to one hundred and fifty one units. And [2:28:04, 2:28:05]: At this point. [2:28:05, 2:28:06]: Unfortunately [2:28:07, 2:28:09]: In order to make the [2:28:09, 2:28:11]: Deal work financially. [2:28:11, 2:28:15]: This is the number of units with that style of an amenity. [2:28:15, 2:28:35]: Um, now can we eliminate some amenity and reduce? We could, but I don't think that's a I don't think that's a win win for the community. And my developer prefers to spend the money on this amenity to lure his people there till they buy quality homes in a community where you do not have to leave to go elsewhere. You can [2:28:35, 2:28:36]: Mm. [2:28:36, 2:28:44]: Work out there, you can swim there, you can bike there, you can putt-putt, you can do whatever you want there and not have to exit. So [2:28:44, 2:28:59]: You know, that that was the idea about it. We tried to create some open space pockets on the interior so that each resident is not walking out the back door looking at somebody else's back door. So we feel like we've [2:29:00, 2:29:03]: adjusted the density as best we can considering [2:29:04, 2:29:16]: what the topography, the creek and the the options we had to us to to to to try to make work. So it has been reduced quite a bit, uh over over twenty units already. [2:29:17, 2:29:21]: Um so the single family homes. [2:29:21, 2:29:27]: What's the square foot? Minimum twenty four hundred square foot. Twenty four hundred. Yes, ma'am. [2:29:27, 2:29:47]: Thank you. That's all I have. Yes, ma'am. Thank you, ma'am. I miss out. Go ahead, please. Yeah, certainly. And uh they go up to twenty the square footy starts at twenty four hundred and goes up to uh yes, sir. That's correct. Minimum twenty four hundred. Yes, sir. They'll most likely be in that twenty eight hundred to three thousand easily. Three thousand. Let's try to go ahead and yeah, I'm certain they will. Yeah, and I and certainly in discussion. [2:29:47, 2:30:07]: With your team, I think you know there was some cons con uh some concern about the traffic issues. We know we can't make the decisions on traffic, but I think what was said was that uh there was could be a condition added that no one would move in before the Western parallel connector was [2:30:07, 2:30:27]: actually finished and it'll be finished next year uh by November. So if you start your ca pre construction, go through the zoning process and all of that, nobody would actually be moving into the neighborhood until like December or of twenty twenty seven or something. I mean of of uh of twenty twenty six or January [2:30:27, 2:30:47]: 2026. Fourth quarter 26, most likely, first quarter 27. If the project stays on track, it should we should be three to five months after it's open. So we feel confident of that. If that's a stipulation and that needs to be placed by council, we would accept that. Right, because what that does is that when the when the Western Parallel Connector opens, what's going to [2:30:47, 2:31:07]: Going to happen is that traffic, a lot of that traffic that's you know, will be able to take go directly from Hudson Bridge Road down to Joe Jodico Road, down to Jonesboro Road, and then the county is already extending Flippin' Road down to Jonesboro Road. They're extending also they're reopening Dutch. [2:31:07, 2:31:27]: So infrastructure projects are happening all over the place in order for us to make sure that we're dealing with the traffic. But that would must have to be a condition that at that point, so everybody would be comfortable that nothing's gonna happen intimate. I mean uh imminent that the late 2026, early 2027, when the parallel [2:31:27, 2:31:47]: Connector opens. That is correct. And AR, who is our traffic engineer, already met with Henry County DOT and they made them abreast of all of the projects and the timing. And we've already laid the groundwork that we really want a signal at this location. They said we really want a signal at this location too. Now whether that's going to happen, [2:31:47, 2:32:05]: happen or not, that's that's what we what we are hoping for, intending to do and want. Yeah, I think we can talk with the commissioner in that area. I think we can pretty much typically pull the air. Thank you. Final problem. [2:32:06, 2:32:12]: You have any questions, sir? Anybody else? Okay, so this is this is a this is a public hearing. So [2:32:13, 2:32:23]: This is a public hearing, so I'm gonna open this up. Uh so any comments for this project in my far left? Any any comments for the project in my far in the middle? [2:32:24, 2:32:26]: A far right. Any comments. Come on up, ma'am. [2:32:27, 2:32:30]: This is comments for the project, right? Comments comments for. [2:32:30, 2:32:32]: Positive comment four. [2:32:32, 2:32:35]: Okay. And name and n sure, name and address, please. [2:32:35, 2:32:55]: Okay, my my name is Monica Howard and I live at thirty-seven seventy-eight Highway one fifty-five North Stockbridge, Georgia. Okay. Okay. And please understand I have high anxiety public speaking, so don't start that clock yet until I explain. [2:32:55, 2:33:02]: Explain to y'all, I am here to I represent the sellers, but I work with the buyers. So [2:33:04, 2:33:19]: I typed up everything, I made notes tonight, listening to everything. So tell me when you're ready to start. Take your time. Go ahead and read. Okay. Good evening council members and thank you for allowing me to speak this evening. [2:33:20, 2:33:40]: I would first like to introduce myself. My name is Monica Howard and I have lived in Henry County for 35 plus years. My husband and I bought our first and only home in Stockbridge. My husband also attended Stockbridge High School from 1974 to 1979 when he graduated. [2:33:40, 2:33:55]: Our daughters also graduated from Union Grove in 2011 and 13. I'm telling you this because I hope it will give me merit and credence to what I have to say. I represent the sellers and the sell of these two properties. [2:33:57, 2:33:58]: I would like to speak [2:33:59, 2:34:06]: A bit about them. William and Brenda Reichert owned fourteen forty eight Flippin' Road. [2:34:07, 2:34:09]: They built their home in nineteen eighty three. [2:34:10, 2:34:13]: They are longtime members of this community. [2:34:13, 2:34:16]: The Rikers are in need of selling their home. [2:34:16, 2:34:27]: Several years ago, and this is truly true, you can I'll verify it for you, mister Riker had a horrible accident that resulted in him having a severe brain injury injury. [2:34:27, 2:34:34]: Um it resulted in him having two operations. Mr. Rikert is now seventy eight years old. [2:34:35, 2:34:38]: And cannot even begin to care. [2:34:39, 2:34:43]: And take care of the home and land. Actually, I didn't even put this in my notes. [2:34:45, 2:35:01]: But Brenda, the wife, cannot really take care of me. He's kind of staying with relatives within five miles of there. I hate to interrupt before I say, just to make sure. The green light is on. Is it green look down at the mic. Is the green light on? Yes, ma'am. Okay. Yes, sir. It is on. Okay. Yes. All right, go ahead, please. [2:35:01, 2:35:03]: He is completely disabled. [2:35:03, 2:35:07]: misses Rikert is seventy one years old and cannot take care of the home and the land. [2:35:09, 2:35:29]: Oh oh okay, thank you. Sorry. Um, is seventy one years old and cannot take care of the home and the land. The property at fourteen sixty eight is the estate of Willard Gilreth. Mr Gilreth and his wife passed away a few years ago. Their daughter, Michelle Jones, is the executor of their estate. [2:35:29, 2:35:29]: Mm-hmm. [2:35:30, 2:35:43]: Mrs. Jones has been a longtime school teacher in the Henry County School System. She started in nineteen ninety-four and is currently at Hampton Elementary and Rocky Creek. [2:35:44, 2:35:47]: elementary teaching English to [2:35:47, 2:35:57]: non English students. misses Jones also needs to sell this house and land. She would like to finish probating and close the estate. [2:35:57, 2:36:01]: Council members, this property has been listed for sale for two years. [2:36:01, 2:36:03]: Е, на кен ашурію. [2:36:03, 2:36:04]: There are really [2:36:04, 2:36:06]: Not any buyers out there. [2:36:07, 2:36:09]: Wanting to live on acreage in that area. [2:36:10, 2:36:30]: People looking for acreage are more looking in the rural areas. I know I have been a realtor in this county for twenty-five years. Not a real estate agent, I'm a realtor. The only viable resolution is to sell to a builder or developer. Upon approaching and I approach the [2:36:30, 2:36:38]: The builders and developers. I explained in great thousand that this property would have to be built into a community that would offer. [2:36:39, 2:36:42]: People moving to the county that wanted to move to the county. [2:36:43, 2:36:58]: with amenities, open spaces, activities, garage parking, etcetera. I did not want to waste my sellers or any potential buyers' time by trying to rezone and build cheaply built housing with no [2:36:59, 2:37:00]: Little to no amenities. [2:37:01, 2:37:21]: I believe this buyer has met the request. This community will have two entries and exits. There's a beautiful pool and a large clubhouse. There will be four pickleball courts, open spaces, families to enjoy and kids to play. There's a pudding green, which is ideal since there is a golf course right there. [2:37:20, 2:37:39]: Perhaps even in a membership deal could be worked out with the community HOA and the golf course, and I would be glad to have that, you know, it's part of Eagles Landing. There are sidewalks and plenty of listing or lighting. This community meets the standards of the area. [2:37:39, 2:37:55]: The buyer has agreed to all of the stipulations requested by the planning committee, first and foremost to do a traffic count and to try to get the county DOT to install traffic light at the new entrance [2:37:55, 2:38:15]: And exactly across from Sound I St. Ives. This would benefit the people living in both communities and help with the flow of traffic. Who knows? Perhaps at some point, and I've mentioned this to a couple of the commissioners, at some point, who knows that from I-75 to Hudson Bridge. [2:38:15, 2:38:35]: Could eventually be double laned, and there is room for that. I've checked, I look at everything on those. But as soon as you come on there, it could be double-laned. I'm asking that you please approve the request made this evening. My clients, and I'm speaking for the sellers, my clients deserve the right. [2:38:35, 2:38:55]: Right to sell their properties and move forward in their lives. One of these properties is already vacant, and the other one soon could be. This only encourages vandalism and illegal activities, which is not wanted. Think about this, which is not wanted. Okay? Just a few. [2:38:55, 2:38:57]: Doors down at fifteen ten. [2:38:59, 2:39:01]: At fifteen ten flippin road. [2:39:06, 2:39:26]: Well go ahead ma'am. I'm sorry. Um just down a few doors at 1510 Flippin' Road. The house there burned down a few years ago. It did. The entrance has been blocked off, but people still get in there. I know, I've walked the land. There is garbage. [2:39:26, 2:39:40]: Garbage, abandoned cars, and drug paraphernalia. And I will be glad to escort y'all on any of that to show you the land. My clients do not want this to happen to their property. Please, please, I am asking you [2:39:41, 2:39:45]: To approve these requests that are being made this evening. This beautiful community. [2:39:46, 2:39:46]: That they are [2:39:47, 2:40:00]: initiating will only appeal to the city of Stockbridge. Thank you for your time, but I again am a thirty five year resident of this county and I'm not speaking just as a realtor. [2:40:01, 2:40:20]: I am watching this county grow and I'm encouraging it. But I want it to grow in a positive manner because we're we're one of the top counties growing in the entire country. Okay, and I don't know if y'all look at your numbers and you know that, but I'm a very serious realtor. [2:40:20, 2:40:22]: And what comes in [2:40:22, 2:40:42]: to the community has to be attractive because people are moving from other areas, but they want to move to a place that has got everything they I don't know, you know the Italian oven. Bobby owns that. It's it's an it's a small establishment, but it's home owned. But everybody knows it. Um seraphino's [2:40:42, 2:41:02]: Gad owns that but is a single establishment, but he knows all the residents, especially in the Eagles Landing community. Um Gerard runs the Outback. People get to go and know people here, okay? Um and this this is the community. [2:41:02, 2:41:20]: I I live in this area. I support this area. And I'm asking y'all to really consider this. I did not solicit any D.R. Horton people or cookie cutter people because this this community, this area [2:41:21, 2:41:41]: I wouldn't accept it, so I wouldn't expect y'all to accept it. We really feel you. We really do. We we we really feel you and we we we got ya. We we definitely feel your sentiment as a thirty-four year resident. Thirty five thirty-five year resident. You've seen a lot and you your perspective really adds a lot to the conversation. So we really [2:41:41, 2:42:01]: Thank you, Councilman Alexander. And I apologize, but I'll let y'all go. But just thank you for taking time. Appreciate you. Are there any other comments for from go ahead, man? Go ahead. No, you're fine. Please have a seat. Please have a seat. Are there any comments for this development on this side, my far right side? Any comments against this development? [2:42:01, 2:42:04]: [9724.5, 9735.1]: My far left. Any comments against. Okay, that public hearing piece will be closed out. Uh any other questions, counsel, did you may have for Mr. Addison or the uh developer here? [2:42:16, 2:42:18]: If not. [2:42:18, 2:42:38]: I'd like to go ahead and make a motion. I gotta read it first, sir. Hold on a second. All right. Annexation case AX two zero two five-01 Council District 5. Consideration and request of an annexation using 100% annexation method of the property at 1448 or 1468 Flippin' Road. [2:42:38, 2:42:58]: from unincorporated Henry County into the Stockbridge City limits. Purpose to allow for the construction of mixed residential development within townhomes and single family detached homes. Property owners of 1448 Flippin' Road, William K. Rickert, and Brenda A. Rickert, property owner of 1468 Flippin' Road, Willard D. Gilrith. [2:42:58, 2:43:15]: Applicant land buyers of America LLC Agent Michael Canner. The property is located at Land Lots eleven and twelve of District Six and contains twenty one point seven seven one acres. All right. Uh council, I need a motion uh to for this annexation, please. [2:43:15, 2:43:17]: Just a second. [2:43:18, 2:43:18]: That's it. [2:43:18, 2:43:27]: All fair, please indicate. Mayor Ford, I do have one question though. The traffic signal, is that a condition, a requirement for this project? [2:43:27, 2:43:37]: Yeah, but we can't but we don't have control over the traffic signal. Uh Henry County uh DOT will have to review the s the results of the study from the traffic study to see if it's warranted. [2:43:39, 2:43:40]: But I mean, [2:43:40, 2:43:48]: Yeah, yeah, and here in Canada we'll make a determination on whether it meets the threshold for a traffic light. [2:43:48, 2:44:08]: But the study is already yeah, it's done. They're waiting on the results from uh um Henry County to make a decision. But that's not something I'd like to make it one, but this this is the annexation, so it's not the time for that. Oh, but certainly I'd like to be one I I would like it to be one to say that's our goal. Yeah. Yeah, yeah, yes, sir. Yeah. Once again the motion has been made to say [2:44:08, 2:44:13]: Second and all in favor of the motion, please indicate. [2:44:14, 2:44:34]: Comprehensive Plan Amendment K CP 2025-01, Council District 5. Consideration request for a comprehensive plan amendment for property at 1448 and 1468 Flippin' Road. After the property has been annexed into Starbury City limits, the property currently has a Henry County Future Land Use Designation, a minimum minimum density surplus. [2:44:33, 2:44:47]: Suburbering. An applicant requests that it be assigned to the city of Stoppery's future land use designation medium density residential, purpose to allow for construction of mixed residential development within townhomes and single-family detached homes. [2:44:48, 2:45:08]: Property owners of 1448 Flippin' Road, William K. Rickard, and Brenda A. Rickard, property owner of 1468 Flippin' Road, Willard D. Gilrith. Applicant Land Buyers of America LLC, Agent Michael Canner. The property is located at Land Lots 11 and 12 of District 6, and it contains 21.771 acres. Council I need a motion to [2:45:08, 2:45:09]: Fourth, please. [2:45:10, 2:45:11]: Some move. Is there a second? [2:45:12, 2:45:21]: So this is the con this is the This is the plan amendment. Comprehensive plan amendment. Comprehensive plan amendment. Second. Okay, for Ms. Gantton, Mr. Alzheimer's offer to present okay. Now it's decision. Okay. [2:45:23, 2:45:33]: Thank you for that. Rezoning case RZ two zero two five-01 Council District 5. Consideration request for rezoning of the property of 1448 or 1 f and 1468. [2:45:34, 2:45:38]: Flipping roll after the property's been annexed in the style city limits. The property current [2:45:38, 2:45:58]: Property's current Henry County Zoning District is RA Residential Agricultural, and the applicant requests that the property be assigned to the City of Stopbury Zoning District PUD Plan Unit Development. Purpose to allow for the construction of a mixed residential development with townhomes and single-family detached homes. Property owners of 1448 Flippin' Road and [2:45:58, 2:46:18]: William K. Rickard and Brenda A. Rickard, property owners of 1468 Flippin' Road, William D. Gilrith. Applicant Land Buyers of America LLC, Agent Michael Canner. Property is located in land lots 11 and 12 of District 6 and contains 21.771 acres. Council, I need a motion for this as well, please. Mayor, I need the conditions to be [2:46:18, 2:46:27]: be read. Um I want to read those into the record. Uh the additional conditions that were added and uh yeah. [2:46:27, 2:46:47]: Yeah. Go ahead, Mr. Addison. I I was saying um it's best that we have the applicant s submit a um a future um another site plan in the future with the zoning conditions located on the front page of the site plan with all the conditions we have. So he will need to submit a new site plan. Is there a time limit for that? [2:46:47, 2:47:05]: Um before w before this could be executed, he w he would need to submit a new site plan. And needs to be part of the motion and uh yes sir, because uh on all PUD zoning um is conditioned automatically on the site plan. So the current site plan doesn't reflect all the changes that council is proposing. [2:47:05, 2:47:25]: Okay. So Ms. Alison, you willing to do that? Yes, certainly that would be appropriate to make sure that every last one of these in here. So I want to make sure that the clerk or you read the um additional language that was added, especially the brick and all of that that was added. Uh and then we have the ten foot multi use path along Flippin' Road and then [2:47:25, 2:47:29]: And the additional requirement now is the street lights too, right? [2:47:44, 2:47:56]: Right, all the five foot d right, that's that's that is that Yes, uh we we have that as condition number two in the staff report. Uh deceleration lanes and a ten foot wide sidewalk shall be provided along flipping road. [2:47:58, 2:48:01]: Sir, and then could the um could the uh applicant come back up? [2:48:06, 2:48:26]: Yes, that's gonna be one of the conditions that we're gonna endeavor with the traffic study and everything to encourage and take every step possible to get that traffic light. If they say no, I don't think they're going to because we're gonna talk to the county and try to make that happen. We certainly want that to be one of the conditions uh to go along with this along with the street lights. [2:48:26, 2:48:33]: But see I'm gonna be so forward thinking that we're gonna get this street light. [2:48:34, 2:48:54]: I want to be so forward thinking as to say we're going to get this street light. And when you get the street light, I don't want any wooden poles up there. We want the black mass post arm signals and the black um crosswalks. Now we're doing that down at the flippin' road development. So when the strict the signal is proposed, we don't want wooden poles. [2:48:54, 2:49:02]: And wires. We want the black metal mass post arm signals and then the black crosswalk indicators there, too. [2:49:02, 2:49:17]: We are on board a hundred percent as long as Henry County allows that product. We we would rather it be the highest product available too. We're doing a million dollar amenity. We want to do the best too, yes sir. Absolutely, Miss Holliday. That'll be another condition. [2:49:17, 2:49:18]: Yes, ma'am. [2:49:28, 2:49:34]: the w the well there'll be metals the the there will be metal. Yeah. As well and that will match the black mass post on signal. [2:49:35, 2:49:55]: think they call it black ornamental street uh lights is what they along the two foot we're amenable to that we want to put the best in there too. All right thank you. Yes sir. Uh the the applicant says that he can submit or resubmit a new site plan on by tomorrow with all his own conditions on the front page. Okay. Well let's go fantastic. So the condition um [2:49:55, 2:49:58]: Upon the applicant resubmitting a new site plan with the zoning conditions on. [2:50:00, 2:50:05]: That would be okay. With all that, then Mr. Avazan, are you ready to make a motion? Yes, so moved. Okay, is there a second? [2:50:05, 2:50:12]: My second. All right, all in favor, please indicate. It's announced decision. Thank you very much. Outstanding. Look forward for this uh coming to our community. [2:50:13, 2:50:14]: New business. [2:50:15, 2:50:35]: Ordinance of two amend the requirements for the issuance of occupational tax certificates, business licenses citywide. Consideration of new Title IX, Chapter 1, Section 260 A and B to be added to Stockbridge Code of Ordinances to repeal and replace the existing section. The Henry County Tax Assessors Office requested uh that at the city that the city create [2:50:35, 2:50:51]: this new ordinance to prevent businesses from receiving an occupational tax certificate, business license or regulatory license if they have not first paid their Annalorum taxes or personal property taxes. It says uh you Mr. Ryan, but I see we got the ladies up to do this. [2:50:52, 2:50:56]: Business services staff. Okay, all right. In this special. [2:50:57, 2:51:17]: Nice seeing you guys too. Good evening, Mayor and Council. Good evening. So um back in I wanna say it was late April, early May, um the tax commissioner, Michael Harris, decided to get all four cities along with the county so that we can do some topics. [2:51:17, 2:51:37]: type of um parallel things together. And one of those things that they wanted to do was one of the things that we're bringing to you tonight. Now unfortunately I wasn't at the meeting because I was on vacation, but Stephanie was at the meeting, and that is to add um 9.01 for occupational tax. [2:51:37, 2:51:41]: And so what the county is trying to do, how do I move this? [2:51:41, 2:52:01]: What they want to do is make a requirement that any new business that I'm sorry, existing business that is um already here, if they owe personal property tax to the county, that we wouldn't give them the upcoming year occupational tax. One of the things that they did bring. [2:52:01, 2:52:21]: To our attention is that there's over$353,000 that is owed in personal property tax, and about 10% of that would come to the city. So what they want to do moving forward is to get all four cities to join them in the effort to make sure that these businesses pay the [2:52:21, 2:52:41]: Their personal property tax. And if they don't pay their personal property tax, then we would not give them their occupational tax at that time to try to encourage them to also pay their personal property tax to the county. And I just want to stress from both Lynn and Cal. [2:52:41, 2:52:58]: Kathy from the county, they're going to send these documents to us once a week to let us know who hasn't paid. And there is about ten percent of that that do come to us on an annual basis. Okay. Okay. [2:52:59, 2:53:00]: All right, so questions, council? [2:53:00, 2:53:02]: Mayor. Yes, Mayor. [2:53:02, 2:53:15]: I uh uh there's no question. I think it's tip for a tap. So I would like to make a motion um to approve this ordinance to amend the requirements for issuance of occupational uh certif certificates and business license. [2:53:15, 2:53:21]: Consideration of the new Title Nine, Chapter O one, Section two sixty A and B. [2:53:22, 2:53:35]: To be added to the stop breach code of ordinances to repel and replace the existing section. Second, Mr Berry from Gantter Berry, all favor, please indicate unnounced decision. Our motion to remove it would allow the city manager to continue with the same a motion to a pr motion to remove this from the agenda. [3:00:20, 3:00:23]: Okay. Is there a second to that motion? [3:00:23, 3:00:26]: Ms. Barber Segment, all in favor pleasing the cake. [3:00:27, 3:00:30]: I abstain for now. Well I have a uh question. [3:00:30, 3:00:33]: I thought we were going to discuss it's just a discussion. [3:00:34, 3:00:36]: But my concern is [3:00:37, 3:00:37]: Well [3:00:37, 3:00:42]: We can go we can table it. We can bring it back up, but I thought we were gonna at least discuss it. [3:00:43, 3:00:45]: 'Cause I thought we were expanding it for [3:00:45, 3:00:48]: It in the past we expanded it for a reason. [3:00:48, 3:01:08]: So I think it's something that we wanted to revisit, but we can we can table it. It's late. Well we can always bring it back at any time'cause it's it's fifty thousand right now. And certainly um I think our new city manager will come in and do some evaluations before he starts spending. But I would like him to have that limit so that we can catch up for the lost time. Yeah. [3:01:08, 3:01:11]: Well my concern is [3:01:11, 3:01:22]: I kinda wanna look at what other cities cap is first. So we can wait. I I wanna know what the other what what is going on around us. I just I think that we need to [3:01:23, 3:01:28]: I think that we expend I forgot the reason why we increased our cap. [3:01:28, 3:01:36]: But I want to consider reducing it because uh we just I I feel like we need to right now. But uh we can talk about that later. [3:01:36, 3:01:44]: So motion was made by Miss Barber. If I may. I'm sorry. Sorry. I just if I may. Go ahead. I just the unbudgeted spending. [3:01:45, 3:01:46]: Don't need to start. [3:01:47, 3:01:48]: Well there's nothing. [3:01:48, 3:01:50]: If it is not budgeted [3:01:51, 3:02:11]: regardless of if there is the city manager spending authorization to make the purchase or expenditure, we should not do it. I just want it to stop with all of the unbudgeted spending that is out of control. That's all. Right. [3:02:11, 3:02:15]: That's really what I wanted to address. [3:02:19, 3:02:21]: April was was fifteen. [3:02:24, 3:02:39]: Okay, we motion motion to table number fifteen. Can I yes for a revision on that table? Who tabled it? Well Miss B Ms Barber motion to table. Motion to remove it. Well we already talked about it. A motion to remove it. [3:02:40, 3:03:00]: Motion is second. Well, can I make a suggestion on the table? What we're gonna we removed it from the agenda so we can move on. We can bring it back. Hold on folks. It was hold on. It was it was a motion was made to table it. Mr. Elizabeth and you miss Barber and then to Mr. Alexander and you you second that and then you went to discussion. [3:03:00, 3:03:03]: But uh what it amounts to is that the motion's still on the floor. To table it. [3:03:04, 3:03:13]: Can I can I add to the discussion? The I c I can agree to the tabling. Uh I can agree to the tabling, but can we task staff or someone [3:03:13, 3:03:15]: Um to um [3:03:15, 3:03:30]: I don't know, HR, whoever, to look at surrounding area cap limits. I mean the the maximum spending limit limits. So we can do kind of like a little bit of feasibility study on what that is surrounding us with same size city. [3:03:31, 3:03:48]: Or similar sizes. I I just want a comparison. D you know what I'm saying? We can revisit it later, but we need to look at similar cities of our size and find out what that what that maximum amount is before it has to come in front of mayor and council. [3:03:48, 3:03:55]: Certainly. And we amend it to say that we're tabling and we want this back in thirty days. [3:03:55, 3:03:56]: I agree with it. [3:03:56, 3:03:59]: Okay. [3:04:00, 3:04:03]: Um I'm sorry? [3:04:03, 3:04:05]: That's fine. Okay. [3:04:06, 3:04:19]: Well you that was the you made the initial motion. Did you want that any motion? You m you made the initial motion you you made the initial motion. I'll tell you there was no vote, so you were able to discuss what was this. [3:04:20, 3:04:24]: So we need a total motion. [3:04:25, 3:04:45]: All right. And and bring Black Body 11 to August meeting. Tell me what I so the motion is is tasking staff to go back and compare similar cities of our size and bring that back in thirty days as to what the spend the city management spending authority is for complicated cities. Correct. Some move. Sir Sir. [3:04:45, 3:05:05]: second mr mr mr uh very second all fair please indicate all right all right we'll move on and and mr sean um uh what's your last name mr edmondson mr edmondson is nothing on you it's just we've had some financial things going on right now so we want to make sure that we are comparable [3:05:05, 3:05:06]: Throughout the right. [3:05:07, 3:05:11]: and make sure that we compare it with other cities. That's all we're doing. I'll fill you in later. [3:05:12, 3:05:32]: Council consideration on on uh of all non-budgeted non-essential services and expenses ceases immediately with all expenditures with or without contractual obligations greater than ten thousand dollars and must be uh presented to the governing body for consideration for approval. This includes events and concerts. Now this is a discussion point as [3:05:32, 3:05:52]: Mayor. Yes, sir. Let me just say uh initially I endeavored to uh with the consensus that I was seeking that it would be a narrow consensus that we would limit spending on new concerts that weren't published to the public. That was my intention. [3:05:52, 3:06:12]: intent. Now I know there was some other crosstalk in terms of how we were gonna do things, but that was the intent was to continue to um be physically responsible with the concerts that had already been pr published for the public, but to not and there not enter into any more expenses without uh [3:06:12, 3:06:32]: Um the uh doing the due diligence and making sure that the budget was there. Mr. Melaz have been working on the numbers to see what actually works for us in terms of being uh where we are. And I'm gonna be straight up. I'm gonna be honest and I'm gonna say some things here. People might not might make some people feel uncomfortable, but it's the truth. [3:06:33, 3:06:36]: The two point six million dollar spending limit at the amphitheater was too low. [3:06:38, 3:06:58]: It was too low. Now it makes it look like we spent a whole lot of money over the budget. But the original budget in when we first started was for two concerts and it was for two million dollars. We've been having ten concerts. One year we had fifteen. And then what really happened is we had fifteen concerts and we had the same budget, right? [3:06:57, 3:07:17]: That really made no sense for us to have the same budget for having 13 or 14 concerts as we did for the other. Now, as we do, and I'm gonna be cautious and walk some of that you all through that and understanding that we're looking to make sure that every dime is accounted for uh at the amphitheater in every in uh in [3:07:17, 3:07:21]: In every aspect, but make no mistake about it. [3:07:21, 3:07:41]: We're serious about what we're doing in making sure that the facility is sound. And as we always say at every concert, this building will be paid off next month twenty-two point five million dollars. Make no mistake, the city of Stockbridge is not going broke. I keep hearing this misnomer that [3:07:41, 3:08:01]: That the city has no money. Now, I'm gonna say some things that are really true that are right now that I want Mr. Edmondson to hear because I want him to hit the ground running with that$17 million that we have in T SPLOS and that$21 million that we have in SPLOSS 5. I want those projects to move forward and [3:08:01, 3:08:21]: And then we just started collecting money for a new spLOS, SPLOS 6, that'll add another$60 million. But we need somebody to come in proactively and take the bull by the horns and make things happen in this city because we got a number of projects. I can't tell you how many times I've been chewed out by the downtown department. [3:08:21, 3:08:41]: Development authority because the alleyway project is not moving forward. The alleyway project was voted on by this board for us to be able to move forward with it as a priority because downtown was a priority. So certainly I want to make sure that that happens. But the discussion, I wanted a narrow discussion that we would. [3:08:41, 3:09:01]: Would talk about non-published concerts for the amphitheater would not uh be supported until we got what we needed and to look at the financial aspects from uh the treasurer, and that information has been forthcoming to us, but not to limit spending uh in a way to uh ten thousand dollars. That was [3:09:01, 3:09:06]: not my desire. I know that may have been some of the other desire on the council, but that was not my desire. Thank you. [3:09:07, 3:09:08]: Well, go ahead, please. [3:09:10, 3:09:16]: So one of my concerns is for budgeted items. If it's budgeted [3:09:17, 3:09:20]: That means it has a maximum spend amount. [3:09:20, 3:09:27]: I just don't want the city manager to use his spending authority to add addition to the budget amount. [3:09:28, 3:09:31]: That is what has been done in the past. [3:09:32, 3:09:34]: Like with the back to school event. [3:09:34, 3:09:39]: If the budgeted amount is ten thousand dollars, that's it. [3:09:39, 3:09:42]: Not another penny over. [3:09:42, 3:09:44]: If I can Mr. Malazi. [3:09:45, 3:09:46]: He wants to speak. [3:09:51, 3:09:52]: Welcome, sir. [3:09:53, 3:10:00]: Good evening, Mayor and Council. Non spending here doesn't matter whether you see [3:10:00, 3:10:06]: Ten dollars, twenty dollars, you see, three hundred, five hundred. It's not supposed to be. [3:10:07, 3:10:24]: Even five thousand is not supposed to be. It's we are supposed to spend what has been budgeted, what has been allocated. The amount is not important. Somehow in the departments, because we are on the department level, you may have one line [3:10:25, 3:10:29]: have has overspent the other lines okay, but total of the budget. [3:10:29, 3:10:32]: You can't spend what you have not been allocated. [3:10:32, 3:10:49]: So the amount is different regardless of where we are spending. Before we spend, we have to make sure we have transferred money where it is, or we have allocated if it will require a council to allocate, because you are the only authority that can allocate. [3:10:50, 3:11:10]: No one can allocate. You allocate, then we spend. But if it's to transfer from one fund, we don't have enough in another fund. We have to come before you before we spend. That's what it is. We have just come out of it from DOJ that they spend the suspended. [3:11:09, 3:11:24]: some of our info because we have been having this year after year spending without budgeting. So that one DOJ has created us. There's no problem with that. It has been created. [3:11:25, 3:11:34]: So we don't have to continue of uh spending something that we did not budget. If it is not in the budget, it doesn't exist. [3:11:35, 3:11:36]: Thank you. [3:11:36, 3:11:37]: Okay. [3:11:38, 3:11:41]: Okay, this is part of discussion. Any other other discussion point? [3:11:42, 3:11:50]: Just real quick about the budget. A budget is just that. I and I I can agree with Councilman Alexander. Um [3:11:51, 3:12:11]: I want people uh for some reason um to know and I do think that at some point we will speak on um certain concerns, but what what I what I do want people to know is a budget is a projection and it's based off of what took place the year before. [3:12:11, 3:12:13]: And the budget [3:12:13, 3:12:33]: For example, for the amphitheater has never been accurate. The budgets to me for the Merrill Mandaris hasn't been accurate on what it takes. And some things are capital projects for the community and some things are are projects what and what we learn is that we have growth and we have more demands. And so the budget expands. [3:12:33, 3:12:35]: Based off of a need. [3:12:35, 3:12:37]: І ти зната край. [3:12:37, 3:12:50]: when you need to when you're when n I'm not saying you wanna go over budget. I'm not gonna, you know, sweep do that. I'm not saying that. But what I wanna describe it as is [3:12:51, 3:13:09]: It's a m roadmap based off of your previous expenditures from the year before. It also shows your growth. So if you budgeted before for something or for a project, but now you have an additional five thousand people in population and you need to budget [3:13:09, 3:13:29]: even more or an event has grown or you know you're utilizing the facilities more or you have to hire more employees because you need more employees to do the job because you have more growth, whether it's business or commercial growth or whether it's um uh residential growth. [3:13:29, 3:13:49]: A budget is simply a roadmap. And sometimes people go over budget. And when they do go over budget, they have to come to the mayor and council to have that budget amended. That's the proper process. If it is if it's to go over budget and we need [3:13:49, 3:14:09]: More money for something, or we need to expand for a purpose and reason, then it needs to come before counsel. That's the proper process. But it's not a criminal matter. It's not a, oh my God, you, I'm not gonna try to downplay it. Now it can be to the extreme. [3:14:09, 3:14:28]: That could be crazy, but what I'm saying trying to get a point across is for educational purposes, is it's a roadmap based off of previous expenditures. And so sometimes when you have new projects, you're trying to figure out what that budget is going to be. [3:14:29, 3:14:36]: And so I want people to just realize that that a lot of times some budgets are work in progress. [3:14:36, 3:14:40]: Ms. Alzan, go ahead, please. Yeah, Ms. Malaysia, come back up here real quick. [3:14:40, 3:14:56]: See, I uh the one thing that I want you to do and I want you to do tonight, I want you to put a misnomer. You know, the speaker of you earlier alluded to that that was thirty two million dollars and I've heard that s binded about numerous times. He even called your name. [3:14:57, 3:15:00]: There's no thirty two million dollars missing in the city. [3:15:01, 3:15:03]: So what happened is [3:15:04, 3:15:06]: We were spending money. [3:15:07, 3:15:09]: But we didn't put in the budget. Right. [3:15:09, 3:15:16]: So what we did was to correct something that we spent on, something that was not done, to say in this fund [3:15:16, 3:15:18]: We spend so much. [3:15:19, 3:15:29]: We under budgeted, we are supposed to be here. We over budgeted, we reduced. So we put it general fund. This is what we budgeted. This is what would have a [3:15:29, 3:15:32]: budget amendment you are talking about. That's what we did. [3:15:32, 3:15:34]: To make it correct. [3:15:34, 3:15:43]: So we budgeted the 41 million, but in actual sense there was upper funds that we use. We were just spending, but we never budgeted. [3:15:43, 3:15:53]: There were some um s plus. We were spending but we didn't budget. But it wasn't brought to Mayor and Council either. It was never brought it before the council. Okay. [3:15:53, 3:15:58]: And uh as you correctly say that uh at times you [3:15:58, 3:16:06]: have more revenue that have come in than you projected. You have to have that revenue allocate so that you can have uh [3:16:06, 3:16:06]: Um [3:16:07, 3:16:12]: Expenses. At times the opposite happens. Revenue go down. [3:16:12, 3:16:32]: You have expenses, you have to reduce expenses so that we are always in balance. And the only authority that can do that is the council. So it was not coming before the council, but we spent that money. So the money is not missing. No, there's no missing of money. But we are making it right. [3:16:32, 3:16:46]: Right, because what was being done was being done by management and staff without counsel. There was no budget amendment at the end of the fiscal year. So this is what we did in 2024. We have finished. [3:16:46, 3:16:48]: But we spent these monies [3:16:48, 3:16:50]: Without their counsel. [3:16:50, 3:16:53]: We did interrogate, so that's what we did. [3:16:53, 3:17:13]: So in essence it was mismanagement. Mismanagement, yes. So moving forward, we need to make sure that we have systems in place that will prevent mismanagement. We budgeted so much revenue, we have gotten more. [3:17:13, 3:17:33]: More than we thought we will increase. So mid-year we have budget amendment. If up to December something has happened, we'll bring you budget amendment. If nothing happens, no matter what, end of the fiscal year, there must be budget amendment. And it's important for staff to support this council and support the work. [3:17:33, 3:17:39]: of the taxpayers a city of Stockbridge as well. And so moving forward, people need to understand as well, the council does not [3:17:40, 3:18:00]: Physically touch funds or move funds or allocate funds. That is not a council job duty, a job function. Those are job duties of the staff. However, it is our responsibility to oversee that. And we can only oversee what we are given and reported upon. So the fidelity, the integrity, [3:18:00, 3:18:11]: integrity, the truth bearing and the and the good f you know, work of the of the staff is are prerequisite for us to move forward and do this work the right way. [3:18:11, 3:18:31]: So the thirty two million that they are talking about is the the difference between what was budgeted and what was acted on that was not presented to council to work on it or to approve it. So the expenditures were there, but they were not approved by council. So what we did was to [3:18:31, 3:18:43]: to say all these funds were attached and this is where it would have been, only to find out that what was actually presented to council was much, much less forty one million, but entirely [3:18:43, 3:18:53]: we spent those um funds that actually they were revenues and expenses. So there was no money of thirty two million that went missing. [3:18:53, 3:18:55]: Yeah. [3:18:55, 3:18:56]: To be clear. [3:18:57, 3:19:11]: The documents that mayor and council did receive because we received paperwork. We received we had to approve a budget at the end of the year. We received reports. Um have you looked at some of those previous reports that we received? [3:19:11, 3:19:12]: In the past. [3:19:13, 3:19:18]: I have and I have communicated it to you. And are those documents accurate? [3:19:19, 3:19:23]: No. They were not accurate. That's it. So the documents that we received [3:19:23, 3:19:27]: looked as if we were on budget. Is that not correct? [3:19:27, 3:19:33]: That is correct. That's where my uh talking was we let you down. [3:19:33, 3:19:53]: Yes. I didn't know. I did mention that and I'm saying today again we let you down, hopefully, from now going forward. Well no, you didn't let us down. We did. You weren't here. I am part of the thing. I appreciate that you're saying we let you down. But what I what the concern is is that the hooplaws and the hollers have been that we [3:19:53, 3:20:13]: We receive as if we we did not receive any documentation and we should have. We received documentation. We received reports. What you received we are not correct. Right. We received reported reports. We received bud budgets. We received spreadsheets, and the numbers were increased. [3:20:13, 3:20:32]: Incorrect, but the numbers appeared to be what we thought were good numbers, correct? That is true. All right, thank you. That's it, Mayor. Yes, ma'am. So one of the concerns that I've expressed over the last two years at the end of each year. [3:20:32, 3:20:39]: when the proposed budget for the upcoming year is has been presented to us. [3:20:39, 3:20:41]: The actuals [3:20:42, 3:20:44]: The actuals for the current year [3:20:45, 3:20:46]: We're all incomplete. [3:20:48, 3:20:52]: I made those points every single year. [3:20:53, 3:21:00]: Asking staff what is the period in which the actuals are being re reported to us? [3:21:02, 3:21:03]: They would just say mid year. [3:21:04, 3:21:05]: July or August. [3:21:07, 3:21:08]: And [3:21:08, 3:21:09]: It was approved. [3:21:09, 3:21:10]: I didn't approve it. [3:21:11, 3:21:14]: Because I want to see true actuals. [3:21:15, 3:21:17]: At least through the end of the third quarter. [3:21:18, 3:21:23]: But it looked as though they cut off the reporting, the actual reporting of the current year. [3:21:24, 3:21:25]: Mid year [3:21:26, 3:21:29]: not to reflect the full year of the concert seasons. [3:21:30, 3:21:33]: That's what I was looking for, specifically. [3:21:35, 3:21:37]: You all have known just as I've known. [3:21:38, 3:21:42]: Two million dollars is not enough to cover the operations of the amphitheater. [3:21:42, 3:21:44]: For a full concert season. [3:21:45, 3:21:50]: We have the responsibility of making sure that we have accurate information. [3:21:51, 3:21:54]: To justify the budget that we're approving. [3:21:55, 3:21:58]: Incomplete actuals for the current year. [3:21:58, 3:22:01]: We should not be approving the budget that way. [3:22:02, 3:22:05]: We need to hold staff accountable going forward. [3:22:06, 3:22:07]: And I will be. [3:22:07, 3:22:09]: Mr. Malazzi has done a great job. [3:22:10, 3:22:13]: He has to accept ac accountability. [3:22:13, 3:22:13]: Four. [3:22:15, 3:22:17]: [12137.5, 12140.3]: and previous staff members. [3:22:20, 3:22:23]: I'm just hopeful going forward we will have the [3:22:24, 3:22:27]: controls and checks and balances in place. [3:22:27, 3:22:32]: It's just that this council we us [3:22:32, 3:22:34]: We just gotta make sure that we're not [3:22:35, 3:22:36]: Overzealous [3:22:37, 3:22:46]: In spending more than what is budgeted. I know there's a lot of ideas and projects that I'd like to see happen. [3:22:47, 3:22:51]: That thirty-two million dollars that we that were mismanaged. [3:22:52, 3:22:53]: I think about the rock [3:22:54, 3:22:56]: The Rock Query Road extension. [3:22:56, 3:22:57]: Project. [3:22:57, 3:22:58]: That could have happened. [3:23:00, 3:23:01]: Can't do it now. [3:23:02, 3:23:08]: I'm thinking about a whole lot of projects that I would like see like to see in my district alone. [3:23:09, 3:23:18]: All the projects that I could have had done with those thirty-two million dollars had they been managed better. [3:23:19, 3:23:22]: So when I abstain from voting on certain issues. [3:23:23, 3:23:26]: It is because I recognize that [3:23:27, 3:23:29]: Some processes appear to be broken. [3:23:31, 3:23:35]: I call it out when I see it, but I can't be the only one who's calling it out. [3:23:36, 3:23:41]: We need to hold staff accountable and I intend on doing that going forward. Thank you. [3:23:42, 3:24:02]: All right. Everybody's had everybody's good? And I would just say that uh really don't have any further comments because everything's already been said. So on that note, the discussion portion is has ended and we'll move on to an uh announcements and upcoming meetings and events.
