Um, I move to amend the agenda. [0:04:03, 0:04:05]: Um let me accept [0:04:06, 0:04:15]: Let's accept it first and then we'll uh take your amendment. Okay. At this time we have um a motion to accept the agenda. Do I hear [0:04:16, 0:04:17]: A second to that. [0:04:18, 0:04:29]: You've already made the motions. Do I hear a no you can't second your own motion. Do I hear a motion to accept and then we'll amend Council um woman Gantt's [0:04:31, 0:04:39]: Okay, the motion failed. We'll go to uh Councilwoman Gantt and ask her to make a m make her amendment motion. [0:04:39, 0:04:50]: Thank you, Mayor. Um I move that we amend the ag agenda to include policy and procedures for projects and to amend ordinance three point three zero. [0:04:51, 0:04:55]: All right. Second. And we have a second. All in favor. [0:04:55, 0:05:00]: Discussing at all? Oh discussion? Anybody want to discuss it? [0:05:00, 0:05:01]: Yeah. [0:05:03, 0:05:18]: I just like to understand um you know, with uh everything that we have going on tonight and the updates, uh east the the approximate time and the uh the projects that we have uh that you um that you [0:05:19, 0:05:21]: Could you mention what the projects are or? [0:05:21, 0:05:41]: Um no, the it's a policy and procedure for the projects. Any projects that we do in the future or the ones that we've already established. It's just ta a brief discussion since this is a work session. It is um for us to either discuss and or vote or just at least discuss if we don't agree to vote tonight. Um [0:05:41, 0:05:49]: on a policies and procedures in the future for f ongoing projects that are taking place. Do we have the resolution for us to to view? [0:05:51, 0:06:02]: No, no resolution, just a a discussion and if we choose to vote for it, we would ask that city our city attorney to go ahead and draft a resolution if that's the case. [0:06:04, 0:06:24]: Any further discussion? Yeah. Okay. Yeah, I think what he's I think what he's uh if I understand I think the in reference to the resolution, I think he's he's talking about if we're going to discuss it, d do we have a present resolution at hand to look at if we're discussing that. Okay. [0:06:24, 0:06:40]: have a copy of that as well as a proposed draft um that I've asked to receive a copy of and in regards to the amendment to the agenda for policies and procedures and private projects I do have wording that I've already printed out that I can pass down to you as well. [0:06:42, 0:06:48]: Okay. We've heard a discussion. Do you have those copies? You want to pass them out now? Yes, ma'am. All right. [0:07:00, 0:07:01]: Thank you. [0:07:05, 0:07:06]: Okay. [0:07:12, 0:07:15]: This is I have several sets, so just bear with me. [0:07:19, 0:07:26]: Is it something that uh we can as you do that we can go on and then we can get actually get to it later on in the agenda?'Cause it's one of the last items anyway. [0:07:29, 0:07:30]: All right. [0:07:31, 0:07:37]: Everybody okay with moving forward? Do I hear a second to the councilwoman's motion? [0:07:37, 0:07:39]: Sorry to have a second. [0:07:42, 0:07:43]: Did I hear you say second? [0:07:43, 0:07:50]: Yes, we already have a second. We have a second from Councilman Blount. All in favor to amend the agenda. [0:07:51, 0:07:51]: Okay. [0:07:52, 0:07:54]: All approved. Thank you so much. [0:07:56, 0:08:10]: At this time we're going to review uh have a motion to um on the review of the minutes from uh March thirteenth and March twenty eighth. Do I hear a motion that those be accepted? [0:08:15, 0:08:35]: Oh, you just want t them to know that they're coming. Okay? All right. No need for a motion then at that time. At this time, if we had anyone in the uh audience that wanted to make a public comment, um we'll go to our clerk to find out who that is. Reminding the audience that you'll come to the podium and you will have three minutes. Watch the [0:08:35, 0:08:37]: the clock and you'll be safe. [0:08:39, 0:08:42]: I need to clarify for Mr. Smith. [0:08:43, 0:08:46]: Is there a Mr. Smith in the room? Mr. Bruce Smith. [0:08:46, 0:08:49]: Were your comments in regards to the [0:08:50, 0:08:51]: uh following behind [0:08:52, 0:08:52]: Captain [0:08:53, 0:08:53]: Bright. [0:08:54, 0:08:54]: Or [0:08:55, 0:08:57]: general public safety comments. [0:09:05, 0:09:10]: Okay, so that would be during the town hall portion where he would be able to ask questions following [0:09:10, 0:09:14]: So you'll be able to ask your questions during that time, Mr. Smith. [0:09:14, 0:09:15]: Okay. [0:09:15, 0:09:16]: Yeah, that's it. [0:09:18, 0:09:21]: Okay. Uh Mr. Thomas White. [0:09:23, 0:09:25]: You would come to the podium, please. [0:09:31, 0:09:32]: Oh my god. [0:09:35, 0:09:36]: Um [0:09:37, 0:09:41]: [582.8, 585.0]: [0:09:45, 0:09:48]: Step over to the side and you can face both groups. [0:09:53, 0:09:54]: Testing. [0:09:55, 0:09:56]: It works. [0:09:57, 0:10:05]: So I'm here to talk to you today about the public information officer that I know is on the agenda. Uh this was brought to my attention over the weekend. [0:10:06, 0:10:26]: I question whether it is fiscally responsible for us to invest in a public information officer. Keep in mind that we have citizens in this city that are trying to create their own city right now and one of their m major issues is that we're not making fiscally responsible decisions and using our funds in the correct way. The taxpayer burden [0:10:26, 0:10:28]: [629.0, 636.3]: Clearly people are dissatisfied with it. Why would we increase that by using resources that are already duplic being duplicated? [0:10:36, 0:10:37]: uh by the city [0:10:38, 0:10:53]: in form of the administrative assistant that we have. The police department has their own public information officer. The fire department has their own public information officer. Ninety percent of the stuff that you're going to release as the city will have to do with law enforcement and fire services. So why aren't we going to invest [0:10:53, 0:10:55]: tens of thousands of dollars in a [0:10:56, 0:11:09]: public information officer for the city that only has twenty eight thousand people in it. No other city this size is going to have someone in that position doing the same thing when they already have duplicate services being provided by the police department and the fire services. [0:11:10, 0:11:30]: I also question whether or not a C V A has been conducted. A cost benefit analysis is absolutely necessary to see if the city if it's even feasible for the city to do this. What are going to be the benefits of having this person versus the cost? We have to have done this study. We have to have understood this. I question the uh mayor, the city council, and the city manager not [0:11:30, 0:11:35]: disrespectfully, but asking at the very least that these questions could be answered before we move forward. [0:11:35, 0:11:41]: with any vote tonight. Uh I think at the very least the citizens of Sawbridge [0:11:42, 0:11:43]: require that we [0:11:43, 0:11:48]: Letting them know why we're doing it. Uh, how their money's being spent and why it's being spent. [0:11:49, 0:11:52]: It's something that transparency is very important. [0:11:53, 0:11:56]: And we should achieve that transparency at all costs. So thank you very much. [0:11:57, 0:11:57]: Thank you. [0:12:00, 0:12:05]: Madam Clerk, are there others to present? Yes. Ms. Cecilia Green. [0:12:06, 0:12:07]: Ms. Green? [0:12:19, 0:12:24]: Testing first given unto God who is the head of my life. [0:12:25, 0:12:29]: Two months ago, um, it was brought to our attention that [0:12:30, 0:12:32]: There was another city. [0:12:32, 0:12:35]: uh that was in the process of of coming up. [0:12:36, 0:12:41]: And I gotta tell y'all, this really disturbed me. [0:12:41, 0:12:45]: I've been a part of this great community since two thousand seven. [0:12:46, 0:12:56]: A lot of the reasons why I'm happy to say that I'm a stock with the resident is because this this city has a lot of good things going on. [0:12:56, 0:13:16]: The people here are diverse. The people here are caring. The people here are loving and sharing. We have the best consumer staff ever in the state of Georgia. You guys are very, very professional. You know what you do. [0:13:16, 0:13:28]: You know how to get the job done. I've been in a lot of churches. I even sung at Stockbridge, over here at Stockbridge, First United Methodist Church. [0:13:28, 0:13:34]: This city has it going on and I can't understand why somebody wanna mess this up. [0:13:34, 0:13:39]: You know, old school people, it was always said if it's not broke. [0:13:40, 0:13:49]: Why are we trying to fix this? We are all diverse. We are all people. We are all God's children. And so [0:13:50, 0:13:55]: Whoever came up with this proposal of having uh Eagles running? [0:13:55, 0:14:05]: versus the city of Scott Bridge. It's the most ludicrous thing I ever heard of. It doesn't make sense. We are all one. [0:14:06, 0:14:07]: All of us. [0:14:07, 0:14:11]: Red, yellow, black or white. We're all one people. [0:14:11, 0:14:12]: And so [0:14:13, 0:14:18]: I'm gonna step out on faith and say that I don't think this thing is going to happen. [0:14:18, 0:14:25]: Because there's nothing wrong with the city of Scott Bridge. We are growing and we are striving. [0:14:26, 0:14:32]: We mean something, guys. We are important in so many ways. And so [0:14:33, 0:14:36]: Prophet Paul said it like this. [0:14:36, 0:14:44]: In Romans eight and thirty one, what shall we say to these things? If God before us [0:14:44, 0:14:45]: Who [0:14:47, 0:14:52]: Who can be against us? So I'm gonna encourage City of Stockbridge [0:14:52, 0:14:56]: The main remain strong, remain focused. [0:14:57, 0:15:10]: And let's make continue to make this city the great city that it is because we are somebody and we are important people. And I think and I said this before, united we stand. [0:15:11, 0:15:12]: Devare [0:15:12, 0:15:13]: We fall. [0:15:13, 0:15:14]: God bless you. [0:15:21, 0:15:25]: Thank you. At this time we are going to um [0:15:26, 0:15:27]: Take the opportunity. [0:15:27, 0:15:28]: Do you have something? [0:15:29, 0:15:31]: Oh, we have no further comment. I don't think we do. [0:15:32, 0:15:52]: Um at this time we're going to kind of pause and we're going to go into um an opportunity. We've called it our town hall moment so that we can hear from um some reports that are are important to the citizens. And um we're first going to call up our North Precinct. [0:15:52, 0:15:59]: Precinct Captain Philip Bratton Captain Bratton to come up to give us an update on the police department. [0:16:21, 0:16:34]: First I'd like to say thank you um Mayor Neal and um the members of the council members for giving me the opportunity to stand before you and provide the City of Stockbridge with the update of the stats. These would be the quarterly stats. [0:16:34, 0:16:38]: covering the period of January, February and March. [0:16:38, 0:16:40]: If you look on the um [0:16:41, 0:16:48]: The website for Stockbridge, you'll see the monthly stats for January and February and March. Those stats cover a period of [0:16:48, 0:16:58]: We compare ourselves as far as crime rate here in in Stockbridge based on what we've done the previous years. So for example, for the month of January we reached back three years [0:16:58, 0:17:18]: So it would have been for January of twenty fourteen, fifteen, and sixteen and then seventeen correction, fifteen, sixteen, and seventeen to kind of compare and see how we are as far as a a particular crime to see are we in keeping. However, the are are we keeping in pace or or are we reducing in crime for that particular area during that particular month? [0:17:18, 0:17:22]: So that's how we kinda see whether or not it's a normal or it's out of n out of norm. [0:17:23, 0:17:34]: However, this to tonight we're going to talk about the January, February and March stats for the quarter and we're going to look at the monthly stats and we're going to see where we have moved from January, February, March in each category. [0:17:40, 0:17:46]: I don't know if everybody can see that uh but the the first category we want to talk about is is the uh homicides. [0:17:46, 0:17:53]: And um now homicide, everybody know what a homicide is? It's a murder. Okay. However, we didn't have a murder in here in [0:17:53, 0:17:56]: in the city of spot rig, what we actually had was [0:17:56, 0:17:57]: A um [0:17:58, 0:18:10]: an involuntary manslaughter. And what that entails it was a um uh an infant death, a suspicious death, in which we were called in to investigate and we have made an arrest on that [0:18:10, 0:18:22]: um case and it is before the court so I can't discuss that but it's it happened here in the city of Stockbridge involving an incident. Okay. So that's where you see in the month of March you see one homicide, okay? [0:18:24, 0:18:30]: Uh moving on along down to the rate we didn't have any rates in the months of January, February o or March. [0:18:30, 0:18:39]: And now moving down to uh robberies, we had three robberies in in February and we had three robberies in March for a total of six robberies. [0:18:39, 0:18:42]: in this quarter. I um [0:18:51, 0:18:55]: Okay, when we're talking about those robberies, they mainly occurred um [0:18:56, 0:18:59]: [1139.6, 1140.4]: Um [0:19:01, 0:19:04]: One in the subdivision, actually several in the subdivision. [0:19:04, 0:19:06]: And then one I we actually had one actually [0:19:07, 0:19:08]: To it. [0:19:08, 0:19:18]: c correction. One in Eagles Landing that's the Texas gas station and one in the subdivision on Hudson Bridge. And then we had one on our trail, the actual the M O K trail. [0:19:19, 0:19:27]: Um, we had a individual that was riding his bicycle on the trail and uh got assaulted by uh two males and knocked him off his bicycle and robbed him. [0:19:27, 0:19:29]: I think it was a cell phone and some money. [0:19:29, 0:19:35]: But um there was no gun or anything like that displayed. So there is crime out there uh occurring and um [0:19:36, 0:19:42]: We have put pr bicycle patrols out there on the trail. That's not on a reoccurring basis, as as an as need needed basis. [0:19:43, 0:19:44]: Um [0:19:44, 0:19:48]: Moving along to aggravated assaults, we started out in January with four [0:19:48, 0:19:50]: We reduced it down to two. [0:19:51, 0:19:53]: And everyone knows what an aggravated assault is is when you [0:19:53, 0:19:55]: Uh attempt to um [0:19:55, 0:19:59]: use violence or threat of violence with the use of a weapon to get someone to do widely harm. [0:20:00, 0:20:00]: Um [0:20:01, 0:20:08]: And then we creased back to five in the month of March for a total of eleven for the uh entire uh quarter. [0:20:09, 0:20:12]: Now burglary com burglaries are the next area I want to talk about. [0:20:13, 0:20:18]: Uh commercial burglaries um have been a problem. Uh they're we started out with eight. [0:20:19, 0:20:39]: We're down to six in February and then we went back up to f uh down to five uh in March. But commercial burglars still become a problem for us as as far as that we're having a lot of um commercial burglars on the the Hudson Bridge corridor, along with the North Hunter Boulevard corridor, and then looking at the um State Route one thirty eight uh west. [0:20:39, 0:20:41]: corridor going back into Clayton County. [0:20:42, 0:20:46]: Now what these uh areas have in common is they're kinda like border near what? An interstate. [0:20:46, 0:20:53]: Okay, where easy access in, easy access out, and can and they're happening at inf di different hours of the of the evening. [0:20:55, 0:20:56]: In the morning. Mr. Correction. [0:20:57, 0:20:59]: And then we had burglary, residential burglaries. [0:21:00, 0:21:01]: Uh we started out with ten [0:21:01, 0:21:06]: Uh we increased a little bit by fourteen in February and now we're back down to eight for a total of thirty two. [0:21:06, 0:21:08]: uh residential burglaries. [0:21:08, 0:21:25]: And what we're seeing on a lot of the residential burglaries, a lot of them occurring in department complexes. Uh Eastwood Village is one, Livy apartments I think is another one. Uh a lot of the department apartment complexes do not have um alarm systems, which they could do. They could get that. [0:21:26, 0:21:27]: as a service. [0:21:27, 0:21:34]: But it requires them to pay for it, okay. But uh we're seeing a lot of um method of operation where we're getting um [0:21:35, 0:21:42]: A suspect where he's drilling holes near the um uh dead boat and trying to make entry to the residence that way. [0:21:43, 0:21:47]: And sometime they succeed and sometime they don't because they may be interrupted by [0:21:47, 0:21:50]: A neighbor hearing the noise or or whatever. [0:21:50, 0:21:59]: Um but that would i if if they had an alarm system that would greatly help us as far as our response time. We're finding e these burglaries later on in the morning. [0:21:59, 0:22:03]: when a complaint comes home and found out their house has been burgerized. [0:22:03, 0:22:04]: Um [0:22:05, 0:22:07]: Now the next category is larcenies. [0:22:07, 0:22:27]: And larcenies and theft by takings. Under this category we have a lot of the entering autos that occur and then the theft by takings can be a number of things. Just a pro theft by taking is taking somebody's property from them. It also encompasses the theft by theft of shoplifting, uh theft by receiving stolen property and [0:22:31, 0:22:46]: Theft of services, theft of the s theft by deception, all those things fall up under the um uh the a category of theft by taking. And we started out with fifty two in January, fifty eight in s in February and then back down to forty two. But that one hundred and fifty two numbers not just [0:22:47, 0:22:50]: uh theft by taking of me taking your property [0:22:50, 0:22:55]: Um it's also including entering autos. And w and if you look at the um [0:22:56, 0:22:59]: Most recent I had a copy up here. [0:23:00, 0:23:05]: This news link I provided some best practices um to the public. [0:23:05, 0:23:11]: some of the measures they can take to prevent them from being victims of uh in autos here in the city. [0:23:11, 0:23:28]: Um I ask you to take a look at that and try to see if you can adhere to some of those best practices because whether you know it or not, people are always watching you. Now we also look into the theft by taking category, right? We're seeing an uprising a lot of theft by takings at shopping centers. And what I mean by that we've got [0:23:29, 0:23:32]: People who are shopping and being distracted by [0:23:33, 0:23:42]: Say one person and another person comes up and takes their um cell phone or purse outside of their wallet that's sitting inside their uh shopping cart. [0:23:42, 0:23:53]: We're also seeing some upswing in uh theft by takings at some of the commercial businesses where people are laying down their phones and laying down their purses and uh they're coming up missing. [0:23:54, 0:24:03]: Uh quite interesting is to say, I guess it's I don't know if it's a stated economy that people want to do a lot of stealing and taking the property uh of those small things, but uh we're seeing that occurring. [0:24:04, 0:24:21]: Regarding the entering autos, um they're occurring throughout the residential areas as well as the commercial businesses and the items that are being left in in some of these uh uh uh uh um automobiles. If you just look at what I talk about on that best practices on the uh um [0:24:21, 0:24:28]: the newsletter that we put out right telling you not to do that, you think people will look at that but they're not uh uh attuned to that. [0:24:28, 0:24:37]: And we're getting laptops taken, we're getting phones taken, we're getting checks taken, we're getting purses taken. All those things are being left in plain sight. [0:24:38, 0:24:58]: And to help the police to try to combat some of these these areas, right, we ask that the public look at yourselves and sanitize your cars as best as possible. Don't leave any kind of electronics. If you leave a laptop bag in your car, it's an indication there's a laptop in there. If you leave a purse in your car, it's an indication that there's money in the purse. All those are things [0:24:58, 0:24:59]: That they um [0:24:59, 0:25:05]: the person who doesn't have time to spin at the car they they're looking for those quick items to say there's an easy target. [0:25:06, 0:25:06]: Um [0:25:08, 0:25:25]: Moving on along to the uh stolen vehicles, we had eight in the month of January, nine in the month of February, and five in the month of uh uh March for a total of twenty-two. And again, there also uh cars are being stolen from the the residents as well as some of the commercial businesses. [0:25:26, 0:25:31]: Um, especially the the businesses, commercial businesses that are located near the interstate. [0:25:31, 0:25:34]: All right. Um we're we're seeing an upswing in that as well. [0:25:35, 0:25:53]: Um the next category is forgery. We had fourteen cases in the month of January, nineteen in the month of February and fourteen in the month of March for a total of forty seven. And again, um those could be uh financial transaction c card fraud or [0:25:54, 0:25:59]: Deposit counterfraud, um bad checks being written as well. [0:25:59, 0:26:03]: Right. Or people are writing phony checks and trying to cash them at the bank. [0:26:04, 0:26:20]: In the month of uh January also going down to the next category of drugs and narcotics. We had sixteen cases in January, ten in in February and ten in uh March and th for a total of thirty six. I don't have any data to give you on details on those is other than that. We do have active [0:26:20, 0:26:23]: uh investigations uh um in units that are [0:26:23, 0:26:27]: throughout the county as well as going through Stockbridge. [0:26:27, 0:26:33]: uh doing uh investigation as it pertains to narcotics and drug drug investigations as well as suppressions. [0:26:35, 0:26:43]: Uh and then we have four DUIs in the month of January, four in February and three in in March and for a total of eleven. So uh [0:26:44, 0:26:46]: Calls of services, um [0:26:47, 0:26:53]: appear to be down in the month of March. We started out with one one thousand seven hundred and thirty four and then we reduced it [0:26:54, 0:26:56]: back in uh February and then we went back up in March. [0:26:57, 0:27:13]: January is probably because it was uh doing the time frame but c by the way call for services is you the citizen calling us for services or whatever it may be, whether it be uh cat is up a tree or d or a dog was biting somebody or someone's broken in my house, but um [0:27:14, 0:27:25]: I think in January it was up because of the fact that um it was so close to the holidays and people were making reports. But it kinda teetered off a little bit in February and now went back up in March because we're going toward the [0:27:25, 0:27:29]: the spring time frame and and a lot of people are out and about and [0:27:29, 0:27:34]: a lot of incidents occurring when I talked about the commercial burglaries or the bur residential burglaries of that nature. [0:27:35, 0:27:37]: They're out and about. Um [0:27:38, 0:27:45]: Going back to the commercial burgeries, I will say that looking at t at stockridge as a whole in those corridors I talked about earlier [0:27:45, 0:27:49]: Stockbridge is a target rich environment. If I was a suspect [0:27:50, 0:27:54]: perp trying to rob things. You got a lot of businesses that are close by one another. [0:27:54, 0:28:14]: And what we're seeing in some of the businesses that there are some have alarm systems, some do not, some have cameras and some do not, some don't have anything. Okay? So once the b uh perpetrator figures out which ones don't have what, it becomes easy picking for'em. So we're hoping to try to get the business owners to try to uh improve their posture when it comes to [0:28:14, 0:28:15]: Security. [0:28:16, 0:28:18]: And um that can cut back on some of the um [0:28:19, 0:28:20]: burgers that we're having. [0:28:20, 0:28:25]: The response time is there. I mean we we had uh burger out on uh Hudson Bridge Road [0:28:25, 0:28:29]: We were respond, I think it was one of the uh cleaners. We were there within three minutes. [0:28:29, 0:28:33]: of the b alarm system going off and the alarm company calling us [0:28:33, 0:28:35]: But the perpetrator had already gone. [0:28:36, 0:28:39]: That's just how quickly in and out they're they're they're doing it. [0:28:40, 0:28:51]: Um we had a total of twenty uh two hundred and eighty-five incidents in the month of January, two hundred and ninety-seven in the month of February, and two hundred and fifty-nine in the month of March for the total of eight hundred and forty-one incidents. [0:28:51, 0:29:04]: The total arrest that we made during the month of January was eighty seven and then seventy five in February and seventy six in the month of March for a total of two hundred and thirty-eight people were arrested for for whatever reason in the month of uh in in in in the quarter. [0:29:04, 0:29:15]: Uh citations uh started out of the four hundred and fifty nine citations written in the city, three hundred and twenty eight in February, uh three hundred and sixty nine in March for a total of one thousand one hundred and fifty six citations being written. [0:29:16, 0:29:23]: And warranting citations four hundred and eighty and three hundred and ninety three and then three hundred and twenty three for a total of one thousand nine hundred and um [0:29:24, 0:29:25]: Ninety six. [0:29:26, 0:29:27]: [1767.8, 1776.1]: Accidents in January we had um six and nine accidents and seventy two in February and ninety-seven in March were two and thirty-eight accidents. [0:29:36, 0:29:37]: Um [0:29:37, 0:29:42]: And we had accident fatality we had one fatality that uh that's close to the city of Stockbridge. We had a [0:29:43, 0:29:55]: one on Patrick Henry Parkway and I think it's country club, that long stretch of Patrick Patrick Henry Parkway. We had a car going north and one going south and a car that going north. Um [0:29:55, 0:29:59]: veered over into the southbound lane and get a car head on. So uh [0:30:00, 0:30:05]: We do have actions, serious actions that are happening around here and I think we have one today that that went went that occurred. [0:30:06, 0:30:17]: And this next slide just kinda show you the cy the the citations as it compared to uh twenty fourteen, two thousand fifteen and two thousand sixteen and of course where we're at in two thousand seventeen. [0:30:19, 0:30:25]: We're exceeding the three year average at this point in January. Uh a little low in um [0:30:25, 0:30:27]: Uh February and in um [0:30:27, 0:30:31]: A around about the average in the month of March. So um [0:30:31, 0:30:34]: January four hundred and fifty nine citations. [0:30:35, 0:30:39]: Went down a little bit into February and again I say January is probably doing the time frame right after [0:30:39, 0:30:43]: the Christmas time frame, a lot of people moving on the interstate, a lot of people moving through the city of Stockbridge. [0:30:44, 0:30:50]: And a lot of citations being remiched written to uh combat that traffic and identify the faulty driving behavior. [0:30:51, 0:30:57]: Uh and then we will kind of back up on the s upswing on now uh with three hundred and sixty nine citations here in the month of March. [0:30:59, 0:31:01]: Uh warnings. We have fifty one percent of the [0:31:01, 0:31:07]: Mm majority of the time we have a spot with someone it's mostly it's warnings being written and we have a fifty one percent warnings being written. [0:31:07, 0:31:09]: So to the citizen here is that. [0:31:10, 0:31:13]: Um based on that there, are there any questions from the council? [0:31:15, 0:31:17]: Are there any questions from the Council? [0:31:17, 0:31:18]: Yes. [0:31:19, 0:31:27]: All right, Councilman Alexander. Uh thank you um Captain. Um I think you appreciated uh updating the public. Um [0:31:27, 0:31:42]: There has been some great concern about uh the level of crime in the community uh that we hear and uh want to assure the citizens that this is one of the things that we're doing to kinda update them. But uh, you know, in particular [0:31:42, 0:32:02]: I think that uh the issues that I'd like for you to talk about uh is uh the the there was the statistics that you gave uh on Highway one hundred eight, I guess what was the total number or the total number of robberies in the first first quarter because I can't really see that. I didn't I didn't attribute that [0:32:02, 0:32:07]: [1928.7, 1932.2]: Commercial burgers, period. I didn't know. [0:32:13, 0:32:33]: Uh the thirty two total in the in the quarter, not just just particular month. That's the whole quarter, January, February and March. Right. In particular, I know on Highway one hundred thirty eight there was an article written, I guess the McDonalds was robbed, uh the raceway was robbed, and the ranchero was robbed. So is there [0:32:33, 0:32:41]: something in particular that we can talk about to the citizens um uh about addressing and then the Hudson Bridge, you kinda mentioned that as well. [0:32:41, 0:32:49]: I think uh or there's any correlation between those two things and I hear from citizens talk about gang activity. [0:32:50, 0:32:52]: Is there any correlation between that? [0:32:52, 0:32:56]: We have not been able to determine or see any indication that there may be any gain [0:32:56, 0:32:59]: activity involved with with these particular type of crimes. [0:33:00, 0:33:02]: But what we do see there's an association with the uh [0:33:03, 0:33:05]: uh one hundred eight corridor [0:33:05, 0:33:08]: And also the the Hudson Bridge corridor. [0:33:08, 0:33:21]: It's a common factor is there are near the interstate and there's ac easy access in, easy access out. So that seems to be a one uh correlating factor right now as far as the easy access in and easy access out to these particular locations. [0:33:24, 0:33:44]: Other further questions. Yes, I just have one other question. Uh in terms of um the overall crime, we were looking at the numbers uh from two thousand and seventeen two thousand and seventeen. Uh uh we went on a monthly month basis, but I think maybe a better indicator might be uh what are we looking at on a [0:33:44, 0:34:04]: year to year basis the up down number. So do you have any indication on we're up from twenty sixteen and and and the numbers for that so we can kind of discuss that a little bit. No sir I do not have that. That is not how the stats are put together by statistician. The way we put the stats together here is put together the same way [0:34:04, 0:34:09]: we do throughout the whole county. Um [0:34:10, 0:34:16]: If that's something that we need to in the future, we may can look at that, but the way it's put together and this data is is [0:34:16, 0:34:17]: Collected. [0:34:18, 0:34:38]: We are not also not only am I the Stockbridge precinct, this this area here covers uh within my whole north precinct area of operations. So Stockbridge is only two precinct uh two zones within my area of operations. I have a eighty nine square mile coverage. So when I'm sitting here talking to you about Stockbridge, I [0:34:37, 0:34:49]: I'm specifically talking about Stockbridge. I'm not talking about the other areas that I got the concern to worry about. So when I put my stats together, this is only Stockbridge stats. Period. Yeah. [0:34:49, 0:34:56]: And uh I can put together uh my fact when they w we only got one statistician group that does this and they do [0:34:56, 0:35:01]: Not only did they do mine, they did the north uh they did the county stats. [0:35:01, 0:35:18]: first quarter stats as well. So it's kinda hard for them to go back and do uh s a comparison from twenty sixteen to twenty seventeen at this point in time. And that may be something we could do in the future, but I have to kind of get a advanced notice of what you're looking for, you know, in the in in in in the future. [0:35:18, 0:35:22]: Uh but I I know at the very end of the um [0:35:22, 0:35:26]: year we will have a a annual wrap up [0:35:26, 0:35:41]: And from the previous year wrap up of two thousand sixteen, I should be able to compare two thousand sixteen and two thousand seventeen. We're always gonna be a year behind because we can't predict the future. Everybody see what I'm talking about. Crime a uh as I stood up here and got up here the first time I told you all [0:35:41, 0:35:46]: Uh and when you wanted to give me that first presentation is I tell you crime is everywhere. [0:35:46, 0:35:49]: I don't know because I'm in charge of enforcing those my exact words. [0:35:50, 0:36:10]: So we do the best we can with what we got to be able to readjust our posture. We move around. We've had several operations going on uh to talk about the b residential burglary details. We've had one here just recently, a suppression detail. We had one recently here on the the uh eighteenth of April, in which uh my day watch lieutenant, Lieutenant Crock [0:36:10, 0:36:16]: Her folks um put together a an operations plan and we went out and we [0:36:16, 0:36:25]: Uh check some neighborhoods, check some of the the the trails that lead up back up into the neighborhoods and hope that we can flush some people out if they were back there uh [0:36:25, 0:36:30]: up to no good or if we caught anybody in the neighborhood then maybe they run out onto the trails but [0:36:30, 0:36:43]: We were not successful in capturing anyone at that point in time. However, the mere presence of the police on the trails and in the neighborhoods brought a positive light to the public and we got a lot of accolades for that and we didn't have any residents of Berklee that day. [0:36:43, 0:36:51]: Um I do want to point out as far as the inning autos, uh fifth of on the fifth of April we had uh in auto um [0:36:51, 0:36:58]: call go out in in Olivia apartments and we got over there enough time and we arrested four juveniles. [0:36:58, 0:37:00]: The only problem when you deal with juveniles is what? [0:37:01, 0:37:21]: They've got to have enough points to be taken into uh custody, uh not to touch it, but to be detained. And these particular four juveniles did not have enough to be detained and we had to release them back to their parents. But however, juvenile complaint forms were that were identified, juvenile complaint forms were completed, and their cases will be going before the juvenile court. [0:37:21, 0:37:41]: And then we just had recently today we stopped um a suspicious vehicle in one of the neighborhoods off of uh Banks Road and Carrera. Uh we got into a chase with it and kinda find out it was three guys in that vehicle that we kinda attributed those who were doing some entering autos as well. And we hope to get some feedback uh from that investigation. [0:37:41, 0:37:56]: as some leads as to who other uh may may may be cr com com committing some of the crimes here ending all those in the in the city of Stockbridge. So to kinda leave you any concerns that you may have, we are doing something about the problem. [0:37:56, 0:38:13]: Um I have other operations on the on the plate. I won't discuss those. I won't tell you when they occur because it'll be ludicrous for me to stand before you and tell you tomorrow I'm gonna do this. Right. And some of you guys sitting up in here gonna say, Boom, I ain't gotta go to work tomorrow. Okay? So I don't do that. I don't do that. So rest assured [0:38:14, 0:38:15]: But the people that I got [0:38:16, 0:38:18]: that we are out there day in and day out [0:38:18, 0:38:21]: Stopping cars in the neighborhoods. [0:38:21, 0:38:23]: Checking commercial businesses. [0:38:23, 0:38:29]: But Stockbridge is about thirteen square miles and it's not all in one location, it's here and there. [0:38:29, 0:38:34]: And um we're gonna hit, we're gonna miss, but sometime we do hit. [0:38:34, 0:38:37]: And uh like we did the other day in Levy Apartments. [0:38:37, 0:38:48]: in here today. So uh we can't catch everybody but we do try to do our best. Just one follow up if I could. I'm sorry. I not the I just wanna ask as far as the public is concerned [0:38:49, 0:39:09]: to support you in everything in your efforts. I know you guys are doing a great job out there with what you have. What can we do as a council in terms of to help you, to support you, to advocate for you in terms of funding and whatever that is to support this crime suppression effort? Well it's not just uh [0:39:09, 0:39:13]: North Priest and guess the Henry County Police Department as a whole, okay? Um [0:39:13, 0:39:33]: You know what the public and as far as the the perception that the public has of the police in the past but what's going on in other communities and not in the communities here in the county. But we've had a bad press regarding the uh police, okay, as far as the profession as a whole itself and we're not getting the people into the profession that we need to to be able to do the job that we want to provide. [0:39:33, 0:39:35]: [2376.1, 2385.0]: Um and our county is no different and I'm part of the county. So my numbers are apportioned to me based on uh what I what I have for the county. [0:39:45, 0:40:00]: As far as what you can do as a a a city council is just talk to your counterparts at the county and let them know that you do need the police support and the police service and they do need the numbers and the bodies that they're asking for to be able to go out and execute the plans. [0:40:01, 0:40:07]: When I go out and execute a p uh a operation, I have to plan it in advance while I'm watching [0:40:07, 0:40:08]: Crime occurring. [0:40:09, 0:40:14]: While I'm watching inter and autos occurring, while I'm watching people's homes getting broken into, I have to plan [0:40:14, 0:40:25]: Okay, how am I gonna deter that? I can't do it right at that point in time'cause I got to stop drop and roll and I got to put together who's playing and I gotta put I have to bring people in and I just don't have a [0:40:25, 0:40:44]: I that's probably a misconception that we have a whole platoon of police officers sitting in that building over there. We don't have that. We have to adjust remember I tell you I have to adjust my posture on our day to day basis to baby to make sure that I'm putting people in the right place to to deter crime and make make no bones about it, there is crime occurring in the city of Slotbridge. [0:40:45, 0:40:48]: And we're out there doing our best to uh combat it. [0:40:48, 0:40:58]: But the people is our is our most important resources. I have to have boots on the ground to hold terrain. And I mean by holding terrain I've got ability to put people in cars, people to patrol [0:40:59, 0:41:06]: Uh that what's gonna deter the guy to go somewhere else and and being able to get that recruitment in, being able to uh [0:41:06, 0:41:12]: All that has a a secondary uh reason why we can get people in not only because of the uh [0:41:13, 0:41:14]: The um the um [0:41:15, 0:41:19]: the public media of a impression of us is that um [0:41:19, 0:41:26]: We need funding put just as you said from the council member, recommending funding to the police agencies, right, to be able to [0:41:26, 0:41:29]: staff them at a level that is sufficient. [0:41:29, 0:41:34]: That is flexibil f flexible, that is give us the flexibility to do our operations. [0:41:35, 0:41:40]: do on a twenty four hour basis. Instead of like I say, I have to stop dropping roll and playing, then execute. [0:41:40, 0:41:45]: Uh sometime I like to be able to execute on the fly when I can't do that when I have insufficient um [0:41:46, 0:41:49]: Um well I wouldn't say insufficient numbers, it's just that I don't have [0:41:50, 0:41:53]: availability at that point in time to pull those assets because they're elsewhere [0:41:53, 0:41:55]: on another operation. Okay. [0:41:57, 0:42:08]: Any further questions? Uh for Tim Forward? And I want to commend you and your staff uh in reference to the new outlook of [0:42:08, 0:42:28]: riding those trails. I've gotten some good impact input from citizens where I live in Monarch Village that you're you're out there on our trails and we have roughly almost three miles of trails without the sidewalks alone. So I appreciate the fact that you're out there on bicycles and doing that. It's great stuff. Uh any crime is not good, period. Uh period. And I understand it's it's that we gotta [0:42:28, 0:42:45]: try to combat it and and ki and suppress it as best as possible. But when you look when you talk about the stats here specifically Stockbridge, I believe we're still somewhat lower than our surrounding counties, but yet once again I know the fact any crime is is no good. Can you expand on that please? [0:42:45, 0:42:58]: We are I think comparatives to uh the Cab County, Clayton County and Rockvale a a lower uh crime index rate. I don't know exactly the numbers but uh my I've heard my boss speak upon that uh on many occasions. [0:42:59, 0:43:19]: Well as you say crime is is occurring but we're not used to well, I wouldn't say we're not we're used to it because we're out there trying to combat it. You the citizens are not used to seeing your homes being broken into, your cars being broken into, or someone being shot or g uh or drive by shooting. We see it every day. There's things occurring that the public don't [0:43:19, 0:43:26]: even know about, okay, that we're aware about and we go home and we take that into our hearts and we take that home with us and we come back the next day and try to [0:43:26, 0:43:32]: see how we can combat it and and and fight that uh problem as a whole. But as a whole we live in the city [0:43:33, 0:43:42]: You you are a safe city, don't don't get me wrong,'cause you've got police out here. I like to see more police in the city of Stockbridge because you have grown. [0:43:42, 0:43:51]: You have what about twenty six thousand uh population with uh probably ten thousand population transporting in between the city on a day to day basis. [0:43:52, 0:43:54]: With that comes crime, okay? [0:43:54, 0:43:59]: And that's crime that's commuting in and commuting out because we do have borders [0:43:59, 0:44:02]: of Clayton County, uh DeCab County. [0:44:03, 0:44:07]: We sometimes get spillage over from those uh [0:44:07, 0:44:11]: surrounding counties that somehow get attributed to us. When I say that [0:44:11, 0:44:31]: If they don't commit a crime in Decay County, they're gonna come down to Henry County, do the crime and then move back over to and it's the same thing with Clayton County. They move around. The inning auto details or the or the guys that were hitting the print the PCS uh metro PCS stores here [0:44:31, 0:44:32]: [2672.8, 2675.2]: They hit them in uh I think it was Griffin. [0:44:35, 0:44:39]: Uh Gwinnett and I forget the other location, but they move around. [0:44:40, 0:44:42]: Same thing in the auto detail uh uh [0:44:42, 0:44:43]: It's a profession for them. [0:44:44, 0:44:50]: All I ask that you as a citizen is what you can do is be aware of your surroundings. Don't think that [0:44:51, 0:45:11]: Um no one is not looking at you, watching what you're doing, because I just talked to you about inside the uh grocery stores where people are putting purses in their shopping carts and the people are stealing their purses and stealing their phones. When you go to commercial businesses and you and or you're leaving your phones and you're leaving it laying out, you're leaving your purse and you forget in the company. [0:45:10, 0:45:19]: back and getting it. Just be aware you're surrounded if someone is always watching you and waiting for you to make a mistake. Like not locking your car doors or [0:45:19, 0:45:28]: Uh they're watching to see where you put your purse when you get out of your car. Do you leave it do you take it off your shoulder and put it in your car and then lock your door and go into the business? [0:45:28, 0:45:36]: You just told them you put your purse there and that's where your money is also. So just those best practices what I've talked about in that uh little handout. [0:45:36, 0:45:42]: Is what you can do as a citizen, right, is be more knowledgeable about what you're doing in your surroundings and who's watching who. [0:45:44, 0:45:48]: All right. Uh we have one question by Councilman Blount. [0:45:48, 0:45:51]: Um, real quick, uh Count Bradford, I appreciate you coming. [0:45:52, 0:45:57]: Uh I just don't wanna leave the citizens at a point where we talked about more police officers in the city of Stockbridge. [0:45:58, 0:46:05]: Compared to the counties, there are statistics that shown because I know there's inefficiencies when you look at turnover of officers and um [0:46:05, 0:46:16]: you know, just just the different components that that you all would like to see change. Compared to the county, is that a stat that's kept that that we can assure the citizens the stopbridge that [0:46:17, 0:46:19]: When they call an officer [0:46:20, 0:46:25]: There's no more delay than any other parts of the county. [0:46:25, 0:46:42]: One thing I like about working up here in Stockbridge is the close proximity of the zones. I did a little study a while back when I went to a school and you guys is um because you're so close to one another, we can zone hop pretty easy. It's only that eighty nine square miles up here. When I was a precinct commander in the South Precinct in McDonough [0:46:42, 0:47:02]: I had two hundred and thirty-seven square miles in the South End to deal with. And if we do reduce the numbers, that means we may at sometimes have to double up on zones where I may have a 25 mile square zone. Here I had a 25 mile square zone. That's a total fifty-mile radius that I got to worry about as a zone also try to deal with on a on a on a day-to-day basis. But I don't have that up here because [0:47:02, 0:47:04]: Because you get close proximity so [0:47:05, 0:47:17]: We can zone hot real easy up here because of the network of the road roadways and it's easy to get to. So if you call us, we're gonna come. You just need to tell us where you at, okay? If you're if if you're not uh sure. [0:47:18, 0:47:32]: I think that was one of the misperceptions of the city that there's this urgency because we won't get the response time that any other county the county's getting but w the county th that the citizens have to know that they are paying for police services and their taxes as as of even right now. [0:47:33, 0:47:44]: And so that the response time is the same as the county. It's not the reduction of officers, but they they're getting the service that they're that we're paying for. When we talk about officers, that's something internally, right? When those guys are out on the road [0:47:45, 0:47:48]: We know how to get from point A to point B [0:47:48, 0:48:08]: As fast as we can and the shortest route we need to take. So if you call us, we're gonna come. All right, especially if it's emergency shots getting fired or a burglar in the house. We love to catch those guys in the house on uh uh w but we need eyes and ears. That's the biggest thing that will help us as human intel, your eyes and your ears. [0:48:08, 0:48:11]: reporting to us what you see [0:48:11, 0:48:16]: and don't delay in reporting it. You know, as I said, I think uh I've talked to people in the past [0:48:17, 0:48:22]: they get that gut feeling that something is wrong. I see something don't look right, but I don't know if I should report it. [0:48:22, 0:48:42]: What that's your primordial instinct telling you something ain't right. You need to go ahead and report that because the longer you delay in calling in us, that will affect your response time when a crime is occurring. Okay? So call us when you see it. Don't don't if it ain't nothing, it ain't nothing. We you you like the the council member's saying, you're paying for it, okay? But if you don't call us, we don't know. [0:48:42, 0:48:47]: And if there's no alarm going off, alerting the public that there's a burglary going on in this house, [0:48:47, 0:49:04]: There's nothing telling that um there's nothing that's telling that bad guy he has to leave early. He can stay as long as he wants to. That's why I recommend people have alarm at their home and they get it tied into a alarm monitoring company for a peace for a bit of peace of mind. If you can get your cameras, get you some cameras up as well. [0:49:05, 0:49:05]: Thank you. [0:49:07, 0:49:08]: Are there any other questions? [0:49:08, 0:49:11]: If not, Captain Bratton, we appreciate that report. [0:49:12, 0:49:12]: Thank you. [0:49:15, 0:49:24]: At this time we're going to have our first quarter public works update and that will be presented by our Public Works Director, Deshus Aaron. [0:49:31, 0:49:31]: Oh. [0:49:50, 0:50:03]: Good evening, Madam Mayor and Councillor. We appreciate the uh this opportunity to give you an update on what's going on in public works. As everyone's familiar with, I started working with public works in December of two thousand sixteen. [0:50:03, 0:50:20]: And one of the things we talk about is our as our goal and our vision is to create focus while enacting effective work strategies for a sustainable future because that's what public works is about. To sustain the infrastructure that the C has invested money in is to maintain that infrastructure. [0:50:21, 0:50:22]: Oh [0:50:27, 0:50:43]: And one of the first things I did when I arrived here, we analyzed our staff and one of the things that was surprising to me is that over fifty four percent of our staff has been here for at least ten years. And that speaks very well for the city of Stockbridge. It lets you know that people are happy here working for the city of Stockbridge. [0:50:44, 0:50:54]: And so what we did, we did a self self assessment of the department. We asked ourselves three things. What can we make better use how can we make better use of our resources? [0:50:55, 0:50:58]: What can we do to better leverage our staff resources? [0:50:59, 0:51:02]: And what changes can we implement to increase efficiency? [0:51:02, 0:51:15]: And one of the things we did is we sent out a survey to Mayor and Council and also uh department staff asking them to rate the department in all the different divisions water, wastewater, storm water, cemetery, parks and fleet. [0:51:16, 0:51:28]: And one of the things we got the survey re results back, we received ten back, and the areas that we scored the highest in was public work administration, facility maintenance and water and wastewater treatment. [0:51:28, 0:51:43]: And so one of the things we talk about is why change. Change is important because if you don't change you become stagnant and an organization will lose its competitive edge and it'll fail to meet the needs of its customers, which are the citizens of the city of Stockbridge. [0:51:43, 0:51:47]: And so people want to know how do we implement change? [0:51:47, 0:51:53]: Some people want it to be fast, some people want it to be slow, so that's why we got the the turtle with the rocket on his back. [0:51:53, 0:52:04]: Some of the things gonna be like Buck Rogers, it's at warp speed. Some things gonna be like a turtle. You gotta slow down, you gotta take time to process it and decide, is this for the betterment of what we're doing? [0:52:05, 0:52:15]: But introducing change and transformation has to be done carefully, sensitively and collaboratively. So one of the things we talk about in the department is we work together as a team. [0:52:15, 0:52:20]: I I keep one thing in mind and learn from a Mr Bill Matthews. He was the superintendent [0:52:20, 0:52:23]: of the Jones County School System. His saying was always [0:52:24, 0:52:32]: you'll be surprised at what you can get done if you don't mind who take the credit. So ideas not only come from the top, but it comes from the the team as well. [0:52:32, 0:52:34]: And you gotta be willing to listen. [0:52:34, 0:52:36]: And so how do we get there? [0:52:37, 0:52:45]: Well the first thing we do we analyze, then we design systems to get the results that we're looking for, then we develop the properties and then we implement it. [0:52:46, 0:52:56]: And then we talk about building a foundation. Anybody ever built a house, you know you gotta have a solid foundation. Because if you don't have a solid foundation, whatever you build is not gonna stand. [0:52:56, 0:53:00]: And so then we want to give you an update on what we've been doing in public works. [0:53:01, 0:53:04]: The first thing is administration, what we've been doing from administrative standpoint. [0:53:05, 0:53:08]: The first thing we did was implement our daily attendance report. [0:53:08, 0:53:13]: Mr. Harris gets a daily attendance report. He knows what the staff and levels are in public works. [0:53:13, 0:53:23]: We use that to decide if we need to move people from one organization to another, from one project to another. It's just like a factory. Whenever you go in there, you always want to know. [0:53:23, 0:53:26]: what your staffing level is and what you can accomplish on that day. [0:53:27, 0:53:33]: And we also one of the things I learned when I talked with the employees are that employees have been here a long time. [0:53:33, 0:53:37]: And nobody never identified a career track for those employees. [0:53:37, 0:53:53]: If I go in the military, I start off as a E one or second lieutenant, there's guidelines that tell what I need to do to be a first lieutenant, what I need to do to be a PFC sergeant on up the line. But the city of Stockbridge didn't identify that. And to some people titles mean things. [0:53:53, 0:54:09]: I don't want to come in and be a public works technician the first day you hire me and twenty years later I'm still a public works techn technician. I want to be made a public works technician too or three or four. As my skill sets improve and increase, I want to increase my level of competency with the city. [0:54:11, 0:54:31]: Then the next thing is a computerized work order system. We know we didn't budget for it this year, the current one we have, people are not using it, so it's really no good to us. So there's a system that we talked about. We brought a vendor in to look at. And next year budget time, we're gonna look at implementing that because one of the things we do right now is three or four different people. [0:54:31, 0:54:40]: I get an email from somebody, I need so and so to do this, I need this person to do that, but they don't email the person that actually make it happen. So I gotta turn around and send it to that person. [0:54:40, 0:54:44]: But the main thing about computerized work orders is you build historical data. [0:54:45, 0:54:53]: Because since Mr. Jones lives at 125 Main Street and I got it written somewhere on paper, and then we have another issue at 125 Main Street. [0:54:53, 0:55:04]: Somebody first answer, Well I don't know what happened at one hundred twenty five Main Street. It might have been an issue that was Mr Jones' problem. So now somebody got to go actually physically look through files to try to find that report. [0:55:04, 0:55:10]: But with a computerized work order system, we'll be able to tell you how many times we went out to Mr Jones' house and what the city actually did. [0:55:11, 0:55:13]: Now we want to talk about streets. [0:55:13, 0:55:33]: One of the things we had is our ALMED, that's the local maintenance improvement grants, which is given by DOT for resurfacing streets. This year we resurfaced 17 streets, actually over five miles of streets in the city of Stockbridge. I know all of us are looking at the news lately to see what's going on in Atlanta with roads failing and all the other things that are [0:55:33, 0:55:39]: happening with infrastructure and the government are always talking about all this money need to be invested in infrastructure. [0:55:39, 0:55:44]: And nobody really knows the benefits of a road, a water main, or a sewer main until they fail. [0:55:45, 0:55:49]: You driving on that road every day assuming that it's gonna hold your car. [0:55:49, 0:56:00]: You know, you've seen where cars have been swallowed up by sinkholes. You gotta keep investing in your infrastructure. It's not just about what people see, it's about what they don't see. So those are the things that trip you up. [0:56:01, 0:56:07]: And these is some of the one of the roads that we resurfaced East Atlanta Road, you have a before picture and a after picture. [0:56:08, 0:56:10]: Then we talk about stormwater. [0:56:11, 0:56:27]: And one of the hot issues when I got here was m the Maze Road culvert replacement. We're in the process of replacing that culvert. Hopefully by the middle of May or end of May we'll be finished with that project. One of the things that's been hampering us is seems like every time you do a project and start moving dirt, it rains. [0:56:27, 0:56:43]: And every time it rains it sets you back. So you gotta restart the the compaction and things to make sure that you're getting good compaction before you resurface that road. And now we got some upcoming stormwater projects. We got one in design at Bryant Street and North Lee Street. We got one at Metal Ridge and [0:56:44, 0:56:45]: And um [0:56:45, 0:56:59]: and Davis Road. Then we also got one at Mans Boulevard and North Henry. Then you see the one on Davis Road and Landover Drive. That's a picture when it rained the other day and you see the situation we're dealing with with stormwater impacting that street and that residence. [0:56:59, 0:57:00]: Then in the parks. [0:57:01, 0:57:21]: These are some of the things this is Clark Park. Some of the things we did in the Clark Park. We did stream bank restoration. We installed some sidewalks to help better get better trails through the park. We pressure washed provisions and cleaned the restroom, did some painting and refreshed everything for the spring and summer so that when people do go use our parts they get a warm [0:57:21, 0:57:22]: for the feeling. [0:57:23, 0:57:33]: Then also what we're doing right now is doing some lighting upgrades in Clark Park from Georgia Power. Georgia Power is supposed to start in May of this year. So we're excited about that. It's gonna really [0:57:33, 0:57:39]: give us some additional benefits because just being here in the short period I've been here, a lot of people use Clark Park. [0:57:39, 0:57:56]: They're out there walking, they're out there jogging, they're out there using the equipment out there. So we want our parts to always be invited into the people that use'em. Then the garden apart, we did the same thing. We we did some refreshing, you know, painting the provisions and getting bathrooms and everything ready for the for the summer season. [0:57:57, 0:58:10]: Then we got Memorial Park. Same thing we did our pavilions, the restrooms and and refreshed uh mulch and pine straw and things like that to get ready. So we got some future projects. One of the things we looked at is municipal park. [0:58:11, 0:58:22]: We've got the water fountain over there. And water fountains are focal points. It's where people gather to take pictures. But when it's not functioning, people don't want to be there and it gives the park a negative image. [0:58:23, 0:58:33]: 'Cause a lot of people, you know, they they pay money to listen to sound of water, to help'em relax, to help'em to sleep and things of that nature. So we wanna look at bidding that out to get that [0:58:33, 0:58:45]: redone and also looking at the replica of the Statue of Liberty, it's gonna need some work. So that's a focal area where people go and take pictures and things like that. We wanted to be able to see the readiness. [0:58:45, 0:58:59]: Then we got Reed's Creek Trail. One of the things we heard the uh police talking about is car break ins and things like that. We've heard about at the trailhead that there's been some issues with people going in cars. We were out there today and one of the things you realize is [0:58:59, 0:59:03]: When everybody's on the trail, nobody's using the exercise, cars are just out there. [0:59:03, 0:59:20]: And so one of the things we did, we met with Georgia oh, we're gonna talk about Gartner Park. We got two tennis courts over there that people play on. That needs some attention. And that's one of the projects that we've identified that we'd like to do for the citizens of Stockbridge. [0:59:21, 0:59:28]: And also uh Reeves Creek Trail, we met with Georgia Power. Georgia Power has a camera and system that they've recently gotten involved with, so [0:59:29, 0:59:32]: We're gonna be getting with them. We should have a quote from them tomorrow about installing two [0:59:33, 0:59:35]: cameras at the trailhead at Reed's Creeks Park. [0:59:36, 0:59:40]: Then our water system, one of the first things recognized when I got here is [0:59:41, 0:59:43]: We're doing things the old fashioned way. [0:59:43, 0:59:44]: That's a gas for a nation. [0:59:45, 0:59:46]: Gas chlorine is very dangerous. [0:59:47, 0:59:49]: Not only to the environment, to the [0:59:49, 0:59:51]: also to your water treatment plant operators. [0:59:51, 0:59:54]: And also we were mixing chemicals by hand. You [0:59:54, 0:59:57]: You carry in fifty and a hundred pound bags of chemicals. [0:59:57, 1:00:03]: And that presents workers' comp issues and things like that. You don't want to see employees get hurt lifting. [1:00:03, 1:00:05]: So one of the things we we [1:00:05, 1:00:20]: we're gonna do is also we go on with this minibulk water treatment system. We started that up today, we're in the process of that. But then the other thing that we're really excited about is the AMI metering system. I don't know if a lot of people have heard about smart infrastructure. [1:00:21, 1:00:41]: That's the buzzword now, that's what everybody's going to. Remember when we was kids growing up, I don't know how you it was the jets since they had all these gadgets and toys and everybody was fascinated. But that's what the world is coming to, you know. With the AMI metering system, it'll allow a customer, if I want to see how much my water vehicles gonna be or how much water I'm using. [1:00:41, 1:00:56]: if I want to get a notification that I might have a possible leak, then it that system allows you to receive that information. Now the way that meter reading is done, you don't know you have a leak until the end of the month of when they come out and read that meter. They visited one time, but you have access [1:00:57, 1:01:00]: So you're meeter readers at all times. You're on vacation somewhere. [1:01:00, 1:01:01]: You wanna look back and see. [1:01:02, 1:01:04]: Yep, do you have a possible leak in your house or [1:01:04, 1:01:07]: You left something on, you'll be able to get that information. [1:01:08, 1:01:18]: And this is the mini bulk system I'm talking about. We'll do away with them gas chlorination systems with those cylinders and we'll put in that tank you see on the right, that plastic tank that [1:01:19, 1:01:29]: the chemicals have come pre mixed so we don't have to mix anything. We don't have to have that inhalation worry about people breathing in dust from fluoride and other chemicals. [1:01:30, 1:01:42]: Then we talk about some of our future water system projects. We want to get into the SCADA which allows you to remotely access your facilities and control them and change processes. And also we want to update our water infrastructure maps. [1:01:42, 1:01:46]: Because when you start making improvements and you don't know what you have or where they're at [1:01:47, 1:01:50]: That ends up costing money and change orders and things when you're doing projects. [1:01:51, 1:01:56]: And also we wanna develop a master plan. Where do we go with our water system? [1:01:56, 1:01:59]: Because when you talk about economic development [1:01:59, 1:02:00]: Industry they don't [1:02:01, 1:02:09]: They're not concerned about a lot of things, they're concerned about do you have available water? Do you have available sewer capacity? Because those are the driving forces. [1:02:10, 1:02:11]: Behind [1:02:11, 1:02:19]: uh economic development. The city of Warner Robins is a prime example of that. They've grown by leaps and bounds because of water and wastewater. [1:02:19, 1:02:21]: and having that capacity. [1:02:22, 1:02:42]: Then the other thing, one talk about our wastewater system. Our wastewater system is award winning. They've won numerous awards. We won award last year from the Georgia Association of Water Professionals. It's like six of the last seven years they've received a gold award. They give those awards to s wastewater systems that have not had any violations during the calendar year. [1:02:42, 1:02:45]: and they perform over fifteen hundred tests. [1:02:46, 1:02:50]: And that means out of fifteen hundred tests, you gotta get fifteen hundred of'em right. [1:02:51, 1:03:00]: You know, I don't know about you when I was taking the SAT, you know, you get to the point, I don't I don't know, I might guess, I'm not really sure about that. But you can't guess on these. They gotta be right. [1:03:00, 1:03:01]: They gotta be accurate. [1:03:02, 1:03:22]: And then some of the projects we got coming up in uh wastewater we completed in 2017 is uh old Atlanta Road Force Main project. Uh I don't know if a lot of people are aware, but when sewer lines are in the ground for a long time, it's what's called hydrogen sulfide is in the wastewater, the water that we flush out of our commodes, and it's very corrosive. So we'll [1:03:22, 1:03:24]: period of time is [1:03:24, 1:03:27]: deteriorating that concrete, is deteriorating the pipe. [1:03:27, 1:03:31]: And sooner or later you're gonna have sewer spills and when sewer gets into the environment [1:03:31, 1:03:38]: You risk fines and not only fines but impacting your environment in a negative way. And we always want to be good stewards of the environment. [1:03:39, 1:03:50]: And some of the upcoming projects we got, we're gonna replace and rehab two lip two lift stations, Willow Springs and South Wind. They've been in service for twenty five years. Outlive their useful life. [1:03:50, 1:04:00]: They're just like us, you know, the older we get, the slower we get. We don't get faster, we don't improve. You know, it AIDS takes a toll on us. So we wanna always have our infrastructure. [1:04:00, 1:04:20]: up the down up the standards and up to date. Because like I said, these are not the things the bills and whistles that everybody see, oh, you know, everybody can see a brand new building, a new road, but these are the things that really are the backbone of any city and government. Then other things that we got in the works are we're gonna redesign the head works, is where all the way [1:04:20, 1:04:40]: Water coming to the wastewater treatment plant. That facility is over 25 years and it's outlived its usefulness as well. So that needs to be replaced. We're in the process of designing that improvement. And also, we're redesigning our UB disinfection. This is the final process before we discharge water back. [1:04:40, 1:04:46]: back into the environment. We take brown grey water and five feet later it's gotta be clear, clear enough to see through. [1:04:47, 1:04:52]: And we gotta have disinfection to kill all the bacteria before we release it into the stream. [1:04:54, 1:04:58]: Then we talked about our f future wastewater projects. They're about the same as the water. [1:04:58, 1:05:03]: You know, we gotta have SCADA. We wanna be able to remotely control processes. [1:05:03, 1:05:08]: We also want to have maps and we want to have standards of our our system. [1:05:08, 1:05:09]: them facilities. [1:05:10, 1:05:23]: We're in the process of designing a new public works administrative building and we wanna have something that's kind of in line with what City Hall a a design of that nature. So we're meeting with a uh designer, architect right now and [1:05:24, 1:05:30]: We pretty much settled on the floor plan and the exterior of the building, so now we gotta get all the permits and the documents completed. [1:05:31, 1:05:32]: The end fleet. [1:05:33, 1:05:34]: And get back. [1:05:34, 1:05:36]: uh fleet. We've been able to [1:05:37, 1:05:39]: Fortunate, thankful to council that [1:05:39, 1:05:59]: We've been able to keep our fleet maintained and rotated on a timely basis because what your fleet says a lot about you. It's just like if you called a plumber to your house, he came to your house, his truck was wraggled, he hand painted his name on the side of that truck, he was dripping oil in your driveway. You wouldn't have too much confidence in his abilities. But [1:05:59, 1:06:19]: These vehicles when they're rolling down the street, the city of Stockbridge, they say a lot about the city of Stockbridge. It's your calling card, it's your welcome app. People wanna know, you know, this my city. I wanna take pride in my city. I don't wanna see'em riding around with trucks two or three different colours on them, dents all in'em, you know. They've out use live their useful life. So [1:06:19, 1:06:25]: So we're very appreciative of the mayor and council to see the need to rotate our fleet on a timely basis. [1:06:26, 1:06:37]: And then in summary, it says increasing regulations and costs coupled with diminishing revenues and resources impact our ability to deliver core services, meet customer expectations, and maintain what we already have. [1:06:38, 1:06:49]: And aging, deteriorating, and obsolete infrastructure along with rising expectations of what infrastructure should deliver, challenge our abilities to meet public expectations. The public expects something from us. [1:06:50, 1:06:53]: You pay your fees, you pay other [1:06:53, 1:06:56]: cost items, you wanna get some in return for the city. [1:06:56, 1:07:16]: You want the city to provide the best possible service they can provide to provide to you for your dollar. It's just like if you go into Walmart or you go into any other store, you purchase a service or you purchase an item, you want it to be the best item that you can purchase. And the city and the Department of Public Works, that's our goal every day, is to make one hundred percent [1:07:16, 1:07:36]: of the residents of the city of Stockbridge proud of the services that we deliver. Do we do it a hundred percent of the time? No we don't, because some of the things get in in the way of that. But I can guarantee you at least ninety nine point nine nine nine nine percent of the time we do what's right for the citizens of Stockbridge and for the elected officials. [1:07:36, 1:07:37]: Are there any questions? [1:07:38, 1:07:38]: Yeah, I get one. [1:07:39, 1:07:41]: Uh Councilman Blount. [1:07:42, 1:07:42]: Um [1:07:43, 1:07:51]: I thank you for uh this is one of the best presentations I've seen since I've been in City Hall. Gave me that pleasant feeling you was talking about. Um [1:07:51, 1:07:53]: With the with the um [1:07:54, 1:07:57]: Tennis court because at the tennis court that's on over here [1:07:58, 1:07:59]: At um [1:08:00, 1:08:04]: at the park over here over at the Gardner Park. That's the only public [1:08:05, 1:08:10]: Tennis court we have in the city of Stockbridge, will that be available and ready for uh this summer? [1:08:10, 1:08:30]: Uh well we're in the process of developing a uh RLP sport and we're hopefully we're trying to get through the season. You know, some people play on and it's two different options we're looking at. One is less intrusive than the other, so we just gotta decide which is the best option that we're gonna best provide. [1:08:30, 1:08:44]: available for the city and the users of that tennis court. So as we sit down and start running the numbers and and looking at, you know, playing time and things like that. Because most of the time when you do a work like what's gonna be done then, you wanna do it in in the summertime. [1:08:45, 1:08:52]: Because if you redoing asphalt and things like that, most asphalt plants are not running in the fall in the winter, so you're trying to do that. [1:08:53, 1:08:57]: And the reason I ask that because we have a the one is on banks, that's the county. [1:08:58, 1:08:59]: Mm [1:08:59, 1:09:19]: The county's basically said they're not gonna be redoing the tennis court. So I'm getting quite a few calls on other than private property that there's no tennis court. And in fact there was a guy over on the tennis court today that I assured him that the city is working on that one. [1:09:19, 1:09:29]: And people are trying to use'em either that's like I told uh County, you know, g we either fix'em or or want you close them before somebody injured themselves. [1:09:29, 1:09:41]: One of the things like I said we're we're mindful of as we work on projects, we don't want to have fifty projects that we we work on. We're we're trying to identify the ones that are a priority. [1:09:41, 1:09:58]: Let's get those done that are a priority and then we sit back and reassess the situation and say, Okay, we've done this, this and that. What's next? What's gonna get us most bang for the book? What is best for us to do? Is it best, you know, we've done a tennis court, we've done this and that. [1:09:59, 1:10:00]: To say, okay, well [1:10:01, 1:10:06]: Let's build another road or something. But we just need to sit down and always be mindful as I tell my staff. [1:10:07, 1:10:10]: We you got other things to do besides [1:10:10, 1:10:15]: watching over project and managing projects. We got other things to do, but we don't want to be so stretched out. [1:10:16, 1:10:19]: doing a number of projects that we lose focus [1:10:19, 1:10:21]: on what the real mission is. [1:10:23, 1:10:24]: Any other questions? [1:10:24, 1:10:28]: Councilman Alexander. Let Councilman Ford go first and then I'll come through. [1:10:29, 1:10:46]: Okay, thank you. Appreciate that. This is um in reference to the streets, can you expound on how streets are selected and and to be repaired or repaved, whether it's potholes, cracks, things of that nature. And then when you d repave streets, do you also look at and repave the curves? [1:10:47, 1:10:48]: in on those streets. [1:10:48, 1:10:54]: Well sir, uh when I got here there was a a list, a road assessment that was done I think in two thousand fourteen. [1:10:55, 1:11:01]: So we're operating off that list and industry standards tell you that a list is usually valid for five years. [1:11:01, 1:11:06]: they would recommend after five years that you redo the evaluation of the road. So [1:11:06, 1:11:08]: And it also it takes it takes [1:11:08, 1:11:09]: politics out of it. [1:11:10, 1:11:14]: in that you're really focusing your attention on the roads that that need attention. [1:11:15, 1:11:28]: Because a lot of places I've been has been I've they've let this councilman choose two in this district, you choose two in your district and and then you do one at large. But that's not how you should do it. It should be based on the road itself. [1:11:28, 1:11:48]: doesn't meet current industry standards. If it's not, then you move that higher up the list and just because it's in such and such neighborhood and I think it's a good idea to do that. But when you have an assessment done, it takes politics out of it. And and I think the city has done an excellent job with that assessment and following that assessment. [1:11:48, 1:12:05]: And and my hat's off to Mr. Harris. Like I said, he's been laser focused. One of the things he told me when he got here, if we're in a subdivision or a neighborhood, it's three or four streets in that neighborhood, let's do the whole neighborhood if we can and then we come out of there and don't have to go back. [1:12:05, 1:12:08]: in the same year that we come out of so [1:12:08, 1:12:28]: Okay. And a follow up question different question though, if you can. It's in reference to uh the items, the projects, and maybe I missed this. Uh there projects that you want to get done. Uh uh I should know this though. Uh if they're already planned for twenty seventeen or twenty eighteen, do we have the money uh properly budgeted for that or something that you need to bring to us so we can [1:12:28, 1:12:32]: take out of the reserves or set aside the funding for you to do all these things. [1:12:32, 1:12:37]: No, s well what we're working with is uh the products that have been identified as plots. [1:12:37, 1:12:46]: And we know that when the money comes in it's split between different parties, you know, while we're waiting to accumulate money. And one of the things I my lender for is [1:12:47, 1:12:55]: We don't want to get in a whole bunch of debt borrowing money to do projects when we can accumulate money and have it on hand to do those projects. Pay as we don't kind of. [1:12:55, 1:12:56]: Because [1:12:56, 1:13:00]: When you you pay as you go, it kinda keeps you focused. [1:13:01, 1:13:07]: on what's at hand. Because when you borrow money, you say, I borrow money, I can do fifteen projects, you kinda lose focus. [1:13:08, 1:13:09]: But if you're paying as you go [1:13:09, 1:13:29]: It's just like your own bank account, personal bank account. You might want a new might want a new car, but you really don't need a new car. So you look at your savings account and say, is it worth taking fifteen thousand dollars out to buy me a new car? When my car that I got now just sufficient. So I think pay as you go is is a good idea. [1:13:29, 1:13:30]: [4411.0, 4411.6]: And [1:13:32, 1:13:33]: It works well. [1:13:33, 1:13:42]: There may come a time w when we might have to look at, hey, w let's do a bond or something like that to finance a project that might be immediately needed. [1:13:42, 1:13:49]: But my main thing is the city has built a great reserve and one of the things you should always be mindful of [1:13:49, 1:13:52]: If you had a natural disaster that came through here like all Benny [1:13:52, 1:13:58]: And you gotta spend all your money until FEMA and GEMA start reimbursing you, the city's gotta run. [1:13:58, 1:14:00]: Employees gotta be paid, staff gotta be paid. [1:14:01, 1:14:05]: So you always gotta be mindful to have that reserve. Yeah, it looks good, let's run out and do this, but [1:14:05, 1:14:12]: You gotta be mindful that. If a natural disaster came to the tornado, wiped us out like all been gonna have two within what, two months. [1:14:13, 1:14:15]: And all the money they had to put out. [1:14:15, 1:14:18]: before came and on everybody got involved, so [1:14:18, 1:14:23]: I just think the way we're going right now and how we're focused i is working. [1:14:23, 1:14:36]: And I wouldn't want to get too stretched out where we got all these irons in the fire and we kinda lose focus on some of the projects and we don't get the best project we can get because we were too [1:14:36, 1:14:41]: fix data and all other things and uh appreciate it. Thanks. Mayor. [1:14:42, 1:14:45]: Okay. I believe Councilman Alexander was next. [1:14:46, 1:14:50]: Uh yes, thank you so much. That was a quite a detailed um [1:14:51, 1:15:01]: a report, so I definitely appreciate that. I think this council as a team has been very aggressive. Uh I appreciate the work that you guys are doing. [1:15:01, 1:15:11]: uh with what you have and I was at the Murr Man's Conference Center at the staff uh when uh Mr Harrison's uh farewell and we were talking about the [1:15:11, 1:15:17]: all the work that was being done uh with such a small team. [1:15:17, 1:15:37]: And I I just want to talk about a couple of the things that we uh have endeavored to do. I know last year we set aside uh sum of like forty thousand dollars uh for beautification in the city and to overseed the the the area across [1:15:37, 1:15:57]: cross from City Hall and also we put uh thirty thousand dollars in the budget uh this year upcoming for in in the budget currently for expressway maintenance and right of way maintenance. I think I can probably say we have the best right of ways in the county at this point and I just want to make sure [1:15:57, 1:15:57]: Yeah. [1:15:58, 1:16:18]: uh in terms of what you need and and what you have that you have it and that uh you know your budget is what we need. One of the things I want to see us do is not to dictate to you uh what you need or the numbers but because you know we we're doing okay. We do have some reserve funds and [1:16:18, 1:16:38]: And if we do have a situation where we could uh help you by adding some additional em uh employees to the but to the budget, uh that would be uh you know in our best interest to do so because I think we worked out some intergovernmental agreements with the county to cut different wider ways and it's always been how we want [1:16:38, 1:16:58]: one thirty eight that exit has been with illegal signs and that kind of thing. Um just talk about a little bit with with those two things and that that we're trying to accomplish and the staffing levels that you have right now. Are you okay with that? And I'm I want an honest answer from everybody to come up here because [1:16:58, 1:17:05]: If you don't have it we we we we have uh we have high expectations, so what is it that you need? [1:17:05, 1:17:15]: Well, w one of the things I tell you is everybody a lot of people are under the opinion that the more people you have, the better job you you're gonna get. That that's not necessarily so. [1:17:15, 1:17:19]: And one of the things you gotta look at when you're talking about hiring additional staff [1:17:19, 1:17:21]: This equipment comes with that as well. [1:17:21, 1:17:26]: But each each employee you have, it's gonna cost you about thirty thousand dollars. [1:17:26, 1:17:28]: in salary and benefits. [1:17:28, 1:17:29]: Uh [1:17:29, 1:17:33]: A tr a tractor and a bush hog, that's about fifty thousand dollars. [1:17:33, 1:17:50]: You know, a zero term or that's fifteen thousand dollars. In situations like this, if when you talk about beautification, that's when you leverage contracts and contractors come in and do those things because they're on an on call basis. When you hire employees, they're gonna be here for the long run. [1:17:51, 1:17:56]: You know, if if you if I tell you I need four additional people that cost a hundred and twenty thousand dollars. [1:17:56, 1:17:57]: minimum. [1:17:57, 1:18:07]: I'd rather spend fifty thousand dollars on a contract than have an an agreement with them say on a s on a on call basis or on a rotating schedule you come and maintain [1:18:08, 1:18:22]: exit one hundred thirty eight or this road or whatever street, I think we better leverage our resources in that area. And Mr. Harrison and I we met with some representatives from Clayton County, uh the county manager from Henry County, and one of the things we were talking about [1:18:22, 1:18:27]: was an intergovernmental agreement about exit one thirty eight in that area down there. [1:18:27, 1:18:47]: on one thirty eight, exit two twenty eight I think we were talking about and we were talking about the possibility it might be a contract that the three governments share in. But it you always gotta be mindful when you say more is better. More is not always better. You gotta decide what you want because if I tell you I need four people and they don't have any equipment, they say [1:18:47, 1:18:58]: sitting around, it does us no good. But if I can call a landscaper in that already has the equipment and the resources and say, I need you to cut this exit, what what it's gonna cost me, okay, I'd rather spend [1:18:58, 1:19:02]: When five hundred or a thousand dollars with him or one or two times a year [1:19:02, 1:19:18]: Then I got a person I'm paying thirty thousand dollars a year and I gotta try to find something for'em to do. But right now we're satisfied with the staffing we have. I think they do a they do an excellent job. Mm-hmm. Because I always tell'em, public works is the most visible, invisible profession that you can ever be a part of. [1:19:19, 1:19:29]: People gonna criticize you when they see paper on the road, they think you should have got it. Somebody throw a bag out the s out of the car, they think you should have got it. But one thing you gotta remember, we're working on a schedule. [1:19:30, 1:19:44]: And if we continue to deviate from that schedule, we never get things done. It might be somebody throw a bag out on Walt Stevens. If we're not in that area somebody don't go that way, we don't know. We can't, okay, I'ma get off [1:19:45, 1:20:03]: East Atlanta Road, we edging and cutting over there, cause somebody said somebody threw a bag of trash down on Walt Steven. You know if my schedule allows me and I know about it, then I can break off and and go over there and and pick that up. But if I'm always running health or scales, he calls me, I need to stop and go over here and do this, stop and go, we don't get anything accomplished. [1:20:04, 1:20:10]: You know, believe you mean, every month there's a monthly report that goes to Mr. Harris of what we're doing in public works. [1:20:10, 1:20:17]: It might not get cut like you think it should get cut, but when they rotate and I think schedule that they're on. [1:20:17, 1:20:21]: It's a very good skate. They do an excellent job. [1:20:21, 1:20:41]: And by them having a schedule, it allows sometimes when things come up, I get a call. Hey, can y'all go over and do such and such? Because they're on a schedule. And all of us like to work like that. When you come to work, you like to know what you're gonna do on that day. You don't like some of the worst days I have when I'm ripping and running here and there. I'm really not focused. I'm just trying to put out [1:20:41, 1:20:46]: fires instead of if I'm in my normal routine going about doing business. [1:20:46, 1:20:50]: But we're fine from a staffing level, but if if we want to do anything [1:20:50, 1:20:52]: We should look at contractoral services. [1:20:53, 1:20:54]: I think that's the best way to go. [1:20:54, 1:20:58]: Probably good. I that would definitely be something um [1:20:58, 1:21:18]: that we would want to look at doing because um you know if we could get that get some teams out there to maintain that on a consistent basis that is economic development. That is a welcoming mat uh to our city. I'd just like to follow up that with two things is that, you know, we we got a we got a neighbor next door to us that's uh you know they kinda [1:21:18, 1:21:36]: on point. I give McDonough their credit because they are in terms of us maybe proceed um I've asked this question about adding a street sweeper uh to the regiment as well as far as the details because you can pick up the letter but in terms of you know just [1:21:36, 1:21:41]: trash and stuff along the roadway. Uh what are your thoughts on that? [1:21:41, 1:21:45]: Well, we have a street sweeper right now, is a very A street sweeper. [1:21:46, 1:21:48]: But one of the things is when we had the level two drought [1:21:49, 1:21:55]: We had to stop street sweeping. There were some things that the state said in order to comply with the drought restrictions that you had to [1:21:55, 1:21:57]: stop doing and street sweeping was one of those. [1:21:58, 1:22:02]: And so when they lifted the restrictions about a month ago, we resumed [1:22:02, 1:22:03]: Street sweeping. [1:22:03, 1:22:06]: And a lot of times one of the guys them they come in at three in the morning. [1:22:06, 1:22:09]: Mm. So we are back to [1:22:09, 1:22:11]: sweeping streets and they got to see the [1:22:12, 1:22:32]: in quadrants and they work in specific quadrants every month. They finish that quadrant, then they move to the next quadrant. But street sweeping is a part of our MS4 storm water management program and we're sweeping our streets. But it would be good if we look at the fact that sooner or later we're gonna have to replace that street sweep. Replacing okay. Yes. [1:22:32, 1:22:38]: Okay. Do we have any other questions? I think Councilman Gantt. [1:22:38, 1:22:58]: I just really wanted to thank you and thank Public Works for the job well done. I know that you are fairly new here, but for the time period that you've been here, um I can definitely see a difference and I think the the scheduling and everything has that you've done thus far um is outstanding. [1:22:58, 1:23:11]: And if there's anything that, you know, public works needs from council, if you do see those needs, I just ask that you notify us of us of notify us of those needs if they come about. But [1:23:12, 1:23:15]: I think you guys are doing a phenomenal job and I just want to say thank you. [1:23:15, 1:23:23]: Well we're we're appreciative of the support that we received from mayor and council and and just to let you know it's always good when you've got support. [1:23:23, 1:23:38]: And you know that people are backing you in what you're doing. For those guys, like I said, it's a great group of guys, one of the greatest group of guys that that I've ever been associated with in my career. And they do an excellent job day in, day out. We're very appreciative. [1:23:38, 1:23:41]: I'll stand. Thank you so much. Thank you so much. [1:23:42, 1:23:49]: Uh at this time we're gonna ask our city treasurer, Linda Neighbors, if she'll come forward and give us a first quarter financial update. [1:24:01, 1:24:03]: Hello everyone. [1:24:06, 1:24:07]: Yeah, if I can. [1:24:32, 1:24:43]: Every time I see dishes coming, all I can think is money, money, money. He wants more money, money, money. But we are actually in a great position that we have um [1:24:45, 1:24:53]: been provided with sploss dollars as well as we have been building I don't know what's happening here. Um [1:24:58, 1:25:16]: So anyway, um we have gotten our assets tagged and that will help with our asset replacement schedules that we will be looking at doing with Deshus and the uh tennis courts and that type of thing. We have funding that we can use for that kind of thing. [1:25:17, 1:25:24]: Um so I appreciate how everybody is moving forward and in a concerted effort and I appreciate um [1:25:24, 1:25:27]: Dashus's efforts in that direction to [1:25:28, 1:25:31]: So the first thing I need to do this evening is [1:25:32, 1:25:32]: Um [1:25:33, 1:25:34]: We've been through the audit. [1:25:35, 1:25:36]: Uh for twenty sixteen. [1:25:37, 1:25:39]: Our auditors are Maldon Jenkins. [1:25:39, 1:25:40]: Um [1:25:41, 1:25:48]: So we're trying to close it out now and th this first thing is the close out of the twenty sixteen [1:25:48, 1:25:51]: uh information and by law [1:25:51, 1:25:58]: by state law we have to have a um balanced budget. So this is really housekeeping. Um [1:25:59, 1:26:01]: to close out with a balanced budget. [1:26:01, 1:26:03]: So for um [1:26:03, 1:26:05]: The general fund [1:26:05, 1:26:07]: Yes, um [1:26:08, 1:26:09]: Get this time. [1:26:17, 1:26:35]: Um we had uh several different things that attributed to our uh favorability. First of all, when we first uh recognized the situation with the court services, we did make a budget amendment early on in the year. Um [1:26:36, 1:26:44]: So uh what we are closing to fund balance is two million seven hundred and eighty-two thousand one hundred dollars. [1:26:45, 1:26:47]: That is in the general fund. [1:26:50, 1:26:51]: In the hotel motel. [1:26:51, 1:26:54]: Uh that's uh uh tourism. [1:26:54, 1:26:56]: We are [1:26:56, 1:27:01]: Um going to close the fund balance fifty seven thousand five hundred and eighty eight. [1:27:03, 1:27:07]: The T E is transportation enhancement and that is um [1:27:08, 1:27:10]: some grant services that we have. [1:27:11, 1:27:13]: that we're working on um [1:27:13, 1:27:15]: Yeah. [1:27:15, 1:27:18]: We also had some uh sidewalks there. [1:27:18, 1:27:19]: So the [1:27:20, 1:27:27]: This actually is taking out of the T E fund balance twenty nine thousand two hundred and eighty four dollars. [1:27:28, 1:27:34]: Uh the URA is the urban redevelopment and that is for the debt service on this building. [1:27:35, 1:27:36]: Typically um [1:27:37, 1:27:42]: one year to the next we'll have financing charges related to our bonds and [1:27:42, 1:27:47]: That actually is what that is. You can see it actually is not [1:27:47, 1:27:51]: Anything from fund balance, it's just moving from revenue to expenses. [1:27:53, 1:27:54]: The next one [1:27:54, 1:27:58]: is um as well it just wouldn't all fit on the same one. [1:27:59, 1:28:00]: This is the D D A. [1:28:01, 1:28:06]: Um and we are having to take from fund balance sixty five thousand [1:28:06, 1:28:09]: Six hundred and nine dollars from that fund balance. [1:28:10, 1:28:17]: cemetery, it's the same thing that I said with the URA. We did not have those bank charges this year, so [1:28:17, 1:28:21]: It's no impact of fund balance, but it's just gymnastics. [1:28:22, 1:28:24]: The next is the water and sewer. [1:28:25, 1:28:28]: Uh they they are uh actually lumped together. [1:28:29, 1:28:35]: Um and there we're taking uh six hundred and fifty two thousand three hundred and thirty three dollars. [1:28:35, 1:28:41]: back to fund balance. And um this one we've been building up and um [1:28:42, 1:28:43]: This bond [1:28:44, 1:28:47]: did not share its uh proportionate [1:28:47, 1:28:50]: expenses that general fund had always been [1:28:50, 1:28:55]: um carrying all these expenses. So we're finally trying to get [1:28:55, 1:28:58]: the water sewer fund where they can sustain their own [1:28:58, 1:28:59]: Operation. [1:28:59, 1:29:01]: and allocate the expenses accordingly. [1:29:02, 1:29:03]: Uh hopefully [1:29:03, 1:29:07]: this next year we'll be able to fully fund our depreciation which [1:29:07, 1:29:12]: it goes back to what um we were talking about the assets and [1:29:12, 1:29:18]: uh the asset replacement schedule about uh aging equipment, aging vehicles and that kind of thing. [1:29:19, 1:29:22]: And you know, Desha showed you about the um [1:29:22, 1:29:25]: headworks, that's all out at the water sewer. [1:29:25, 1:29:26]: Those are things that [1:29:26, 1:29:33]: h as he said, are aging, we need to um take care of those things so they're fully operational and very safe. [1:29:35, 1:29:36]: Um the next [1:29:37, 1:29:38]: is the storm water. [1:29:39, 1:29:43]: And we're taking uh forty eight thousand three hundred and twenty three dollars. [1:29:44, 1:29:45]: to the stormwater fund balance. [1:29:46, 1:29:47]: The sanitation. [1:29:48, 1:29:49]: Years to um [1:29:50, 1:29:53]: Taking one hundred and sixty three thousand one hundred and sixty nine dollars. [1:29:54, 1:29:55]: to fund balance. [1:29:56, 1:29:57]: The Ted Strickland [1:29:57, 1:29:58]: Um [1:29:58, 1:30:03]: That is also going to fund balance, but I think that in the future we need to [1:30:04, 1:30:07]: um the people who are the staff that is running that [1:30:08, 1:30:08]: Um [1:30:09, 1:30:13]: facility their salary and benefits, none of that is being charged over here. [1:30:13, 1:30:20]: Therefore there's a loss at Merlmanders, which there still will be, but not as much. So that is for the Ted Strickland. [1:30:20, 1:30:25]: going back into fund balance of thirty one thousand one hundred and sixty one dollars. [1:30:28, 1:30:35]: So that is the twenty sixteen. Like I said, we're trying to finalize the um financial statements with the auditors [1:30:35, 1:30:40]: now and this was kind of like housekeeping that was required. [1:30:40, 1:30:43]: um by state law for us to have a balanced budget. [1:30:52, 1:30:59]: Um and we will need to vote on this uh budget amendment tonight. Um [1:31:00, 1:31:02]: Not sure what order we want to do that. [1:31:03, 1:31:03]: We're gonna [1:31:04, 1:31:08]: First we're not gonna do it here, we're gonna do it after we go to executive session. [1:31:09, 1:31:10]: Thank you. [1:31:11, 1:31:19]: Does that conclude your presentation? Well, that is for twenty sixteen. I'm gonna do a quick one for twenty seven. All right, I wondered when that was coming. [1:31:25, 1:31:31]: Okay, this is a recap um of our first quarter operations. [1:31:31, 1:31:34]: And I am so sorry the numbers are so little. [1:31:35, 1:31:40]: Um anyway, at this point, based on our budgeted numbers [1:31:40, 1:31:40]: Um [1:31:41, 1:31:44]: At in October I always can um [1:31:45, 1:31:49]: feel a sigh of relief when our insurance premium tax comes in. [1:31:49, 1:31:50]: And I will say [1:31:50, 1:31:52]: This is the first year. [1:31:52, 1:32:10]: um in twenty sixteen, October twenty sixteen, that I felt like we were finally back where um we could breathe a little bit. We could reinvest in our operations, which is what we need to be doing. And, you know, there again I say about the asset replacement, it's really, really important that [1:32:10, 1:32:12]: We do keep reinvesting in our city. [1:32:12, 1:32:32]: Um we have a lot of government services that we need to provide and you know, if we can give public works, parks, fleet, everything that they need, um, we just operate all better together. Um I I I'm like Desh just said I think that we have a wonderful staff here. Um [1:32:32, 1:32:41]: Um it's really as um part of why the city of Stockbridge is as strong as it is. [1:32:42, 1:32:48]: Uh so our our um position right now would be uh based on our budget [1:32:50, 1:32:53]: Um where's my number? [1:33:03, 1:33:09]: that at this point we have the debt service that is the a big number that's due in February, so [1:33:10, 1:33:11]: Um [1:33:11, 1:33:15]: That always hits us really hard. So at this point in the year [1:33:15, 1:33:19]: We should really be about losing a million dollars. [1:33:20, 1:33:26]: And with our encumbrances we're losing six hundred and thirty six thousand. While that sounds unusual [1:33:26, 1:33:32]: We do have um franchise tax fees that don't come in until after the end of the year. [1:33:32, 1:33:37]: as well as the insurance tax premium that I told you about that comes in in October. [1:33:37, 1:33:38]: So those [1:33:39, 1:33:41]: are not distributed like on a [1:33:41, 1:33:43]: uh per quarter basis. [1:33:43, 1:33:47]: And they the timing of that is why um [1:33:48, 1:33:49]: The numbers are kinda skewed. [1:33:50, 1:33:50]: Um [1:33:51, 1:33:54]: We have collected almost all of our occupational tax. [1:33:55, 1:33:56]: Um [1:33:56, 1:34:01]: Because license are due at the end of December but they're for the next year's period. [1:34:02, 1:34:04]: So we're um [1:34:04, 1:34:05]: Running [1:34:06, 1:34:10]: We're unfavorable. Like I said, we're losing six hundred and thirty six. [1:34:10, 1:34:12]: thousand but because of the timing of [1:34:13, 1:34:17]: The uh receipts it's it's really is okay. We're on target. [1:34:17, 1:34:20]: We haven't overspent on things yet. [1:34:21, 1:34:28]: Um the revenues and general fund are at two million eighty seven thousand one hundred and forty three, expenses are [1:34:28, 1:34:29]: One hundred and [1:34:29, 1:34:42]: I mean two million one hundred and twenty one thousand four hundred and eighty five, that's an actual number and it doesn't include the encumbrances which are purchase orders that we have outstanding that will take us through the end of the year. [1:34:43, 1:34:44]: Um [1:34:45, 1:34:52]: So in the hotel motel we have received forty one thousand seven hundred and five [1:34:53, 1:34:55]: Dollars, I'm sorry, guys. [1:34:55, 1:34:56]: Um [1:34:57, 1:35:02]: in the hotel motel and our expenses so far is thirty thousand six hundred and fifty one. [1:35:03, 1:35:08]: the urban redevelopment, there again, that is the debt service on this building and [1:35:09, 1:35:18]: Um we have transfers in that has to be subsidized out of the general fund of nine mi nine hundred and twenty five thousand one hundred and twenty six dollars. [1:35:18, 1:35:23]: We transfer in from the general fund to cover the debt service payment. [1:35:24, 1:35:25]: They um [1:35:26, 1:35:37]: T E is the next capital project and we don't have any uh active grants there and our expenses are um one thousand three hundred and ten dollars. [1:35:38, 1:35:41]: And a lot of a lot of those expenses will have to be [1:35:42, 1:35:46]: uh paid out first and then reimbursed by the granting agency. [1:35:48, 1:35:49]: The water sewer fund. [1:35:50, 1:35:50]: [5752.5, 5755.8]: We have revenues of five hundred and fifty eight thousand [1:35:55, 1:35:57]: Nine hundred and forty three. [1:35:59, 1:36:04]: And our expenses are seven hundred and seventy seven thousand five hundred and eighty six. [1:36:04, 1:36:07]: stormwater fund. We have collected [1:36:07, 1:36:14]: Eleven thousand nine hundred and eighty eight dollars and expenses are one hundred and twenty seven thousand nine hundred and ninety. [1:36:14, 1:36:16]: That is a timing um [1:36:17, 1:36:18]: We c we collect [1:36:18, 1:36:20]: uh storm water [1:36:20, 1:36:21]: Um [1:36:21, 1:36:24]: in November or October. [1:36:24, 1:36:26]: for um the entire year. [1:36:27, 1:36:32]: The next is the sanitation fund. We've collected revenues of three hundred and twenty two thousand. [1:36:33, 1:36:34]: Five hundred and ninety one. [1:36:36, 1:36:40]: And expenses are three hundred and two thousand two hundred and thirty. [1:36:43, 1:36:51]: The Merrill Manders Conference Center revenues is uh seventy three thousand five hundred and ninety six dollars and expenses are [1:36:51, 1:36:55]: Ninety five thousand one hundred and fifty five dollars. That's um [1:36:55, 1:36:59]: carries a subsidy from the general fund as well. [1:37:01, 1:37:04]: And the last is the Ted Strickland Community Center. [1:37:04, 1:37:10]: We have revenues of nineteen thousand three hundred and twenty two dollars and expenses of twelve thousand six hundred [1:37:11, 1:37:13]: Twelve thousand eight hundred and sixty nine, I'm sorry. [1:37:14, 1:37:22]: Um that's the same thing this year as I'm talking about that we really need to allocate some expenses from Merrill Manders because the staff [1:37:23, 1:37:24]: That runs that operation. [1:37:25, 1:37:27]: also runs the Ted Strickland and the [1:37:27, 1:37:30]: um salaries haven't been allocated over there. [1:37:32, 1:37:34]: The last one [1:37:34, 1:37:40]: is the splost and those unlike the rest of the operations that we talked about [1:37:41, 1:37:42]: Those are called projects. [1:37:42, 1:37:45]: based budgets and those run [1:37:45, 1:37:46]: Um [1:37:46, 1:37:51]: Those each run in terms of six years because we also um [1:37:51, 1:37:52]: run in conjunction with the county. [1:37:53, 1:37:54]: So the scloss [1:37:55, 1:37:59]: has the splos three has expired. Well we still have [1:37:59, 1:38:01]: money to spend on projects. [1:38:01, 1:38:03]: And um [1:38:03, 1:38:05]: Some of the things that Deshus is working on. [1:38:06, 1:38:06]: Um [1:38:07, 1:38:11]: And then loss four we that is active and the monies are coming in. [1:38:11, 1:38:15]: First we have to cover our debt service on that for the bonds. [1:38:16, 1:38:18]: And so our revenues [1:38:18, 1:38:22]: Uh well in squash three the revenues there you see is for interest only. [1:38:23, 1:38:25]: And the expenses are um [1:38:26, 1:38:29]: That's for the trail plan, two thousand dollars. [1:38:29, 1:38:30]: Sploss four. [1:38:30, 1:38:32]: We have revenue so far. [1:38:32, 1:38:35]: Five hundred and sixty two thousand two hundred and fifty three. [1:38:36, 1:38:39]: And um that's what we that's what we have. [1:38:39, 1:38:41]: once our debt service has been paid. [1:38:42, 1:38:43]: And the expenses so far [1:38:44, 1:38:47]: Uh one hundred and thirty nine thousand seven hundred and forty seven. [1:38:48, 1:38:51]: And like he said, we're starting the um AMI [1:38:51, 1:38:56]: which is the water meter replacement and you'll start seeing that deployment. [1:38:56, 1:38:59]: Um pretty soon the smart meters is what that is. [1:39:11, 1:39:12]: Okay. [1:39:13, 1:39:23]: This is the budget amendment that um we have recommendations for the first quarter of our current year. [1:39:24, 1:39:26]: These are things that we know [1:39:26, 1:39:30]: while um we might not have already exceeded [1:39:30, 1:39:31]: Um [1:39:32, 1:39:34]: the line item that was budgeted [1:39:34, 1:39:38]: We did not budget for these things in particular. [1:39:40, 1:39:42]: This would have to come from [1:39:42, 1:39:48]: uh reserves which like I said uh earlier that the thank goodness our twenty sixteen [1:39:48, 1:39:50]: Uh came out favorably. [1:39:51, 1:39:52]: And we are [1:39:52, 1:39:54]: comfortably able to [1:39:54, 1:39:57]: take this out of fund balance without um [1:39:57, 1:39:59]: Any catastrophic measures in my opinion. [1:40:01, 1:40:09]: So for um taking out a uh fund balance would be a million fifty seven thousand seven hundred and fifty dollars. [1:40:09, 1:40:11]: out of the general fund balance. [1:40:12, 1:40:14]: And um [1:40:14, 1:40:17]: The next little air little section is the [1:40:17, 1:40:18]: Um tourism. [1:40:19, 1:40:24]: And that is a RS V P for Main Street. It is a downtown design plan. [1:40:25, 1:40:32]: Um the council has already voted on it and approved it. This is just a budget amendment for us to actually pay for it. [1:40:33, 1:40:39]: Um and then the next is the branding initiative, which was also a contract that was up [1:40:39, 1:40:40]: approved. [1:40:40, 1:40:44]: earlier in the year and that would come out of the tourism fund balance. [1:40:48, 1:40:50]: Now that isn't [1:40:51, 1:40:55]: You're all finished? All right. Thank you for that presentation. [1:40:55, 1:41:14]: Um at this time uh our attorney has told us that we have uh to go to executive session and it will uh relate to litigation, personnel and real estate and I need a motion from one of the council members for us to go to executive session. [1:41:15, 1:41:15]: You are here motion. [1:41:16, 1:41:23]: May I yes. I move that we go into executive session for let for litigation personnel and real estate. [1:41:23, 1:41:25]: Do I hear a second? Second. [1:41:26, 1:41:40]: Okay, we have a motion by Councilman Gantt and a second by Pro Tem Ford to go to executive session. Uh you please, if you would in the audience stay with us. We'll be back. Is there any discussion on going to executive session? [1:41:41, 1:41:44]: No discussion. All in favor. [1:41:45, 1:41:46]: Okay, we'll be back. [1:42:10, 1:42:30]: I was trying to see where it brings something up so I was asking you to highlight mine and I wouldn't have to do that. [1:42:41, 1:42:45]: [6191.0, 6194.1]: I don't know. [1:43:40, 1:44:00]: Okay, I'll have to have to do that. [1:44:10, 1:44:20]: [6265.0, 6280.0]: Uh we are going to be able to do that. [1:44:40, 1:44:50]: [6300.0, 6310.1]: [1:45:12, 1:45:14]: Um [1:45:15, 1:45:30]: Okay. [1:45:30, 1:45:45]: [6355.0, 6373.2]: So we're here with sinker. So that's the same thing so far. [1:46:13, 1:46:30]: Yeah, we uh Hey how do you [1:46:50, 1:46:52]: [6413.1, 6433.1]: Yeah, yeah. [1:47:13, 1:47:16]: [6445.0, 6447.4]: Yeah, yeah. [1:47:35, 1:47:42]: [6495.0, 6515.0]: Yeah, some on the other. [1:48:35, 1:48:40]: [6521.5, 6540.8]: [1:49:01, 1:49:05]: Um [1:49:15, 1:49:25]: [6580.0, 6591.4]: I know everything and I wonder that's going to be a little bit about [1:49:54, 1:50:00]: Yeah. [1:50:05, 1:50:08]: [6610.0, 6620.0]: [1:50:30, 1:50:33]: [6635.0, 6644.8]: [1:50:50, 1:51:05]: [6669.0, 6675.2]: [1:51:30, 1:51:50]: So [1:51:50, 1:52:00]: [6720.0, 6730.4]: Uh yeah. So you have to think about what we're talking about. [1:52:27, 1:52:45]: Yeah, and then I'll get out of the room. [1:52:50, 1:53:10]: [6790.0, 6790.7]: Yeah. [1:53:13, 1:53:15]: Well I don't know. I'm thinking I have a question now. [1:53:31, 1:53:35]: [6830.0, 6840.0]: [1:54:05, 1:54:08]: [6849.5, 6855.0]: [1:54:25, 1:54:29]: [6871.3, 6877.3]: [1:54:39, 1:54:59]: It's got a very much though. [1:54:59, 1:55:00]: Uh [1:55:00, 1:55:20]: [6920.0, 6930.1]: [1:55:36, 1:55:56]: Yeah, they all have to use the use of something that's how that's like that. [1:55:55, 1:56:15]: I don't like that. [1:56:15, 1:56:34]: [7010.0, 7020.1]: [1:57:10, 1:57:11]: [7035.0, 7049.1]: Well thank you so much for all the stuff in general. [1:57:35, 1:57:55]: [7086.2, 7089.3]: Yeah, exactly. [1:58:10, 1:58:30]: [7110.5, 7130.0]: And the water so wow. [1:58:55, 1:58:59]: [7145.7, 7150.3]: [1:59:11, 1:59:20]: [7177.2, 7185.1]: [2:00:10, 2:00:30]: Oh yeah, it's like that. [2:00:30, 2:00:38]: [7240.5, 7260.0]: [2:01:05, 2:01:05]: Oh. [2:01:30, 2:01:33]: So [2:01:40, 2:02:00]: [7319.9, 7323.3]: I think that's all that's [2:02:15, 2:02:17]: [7365.1, 7366.7]: [2:02:50, 2:02:56]: [7395.0, 7405.1]: [2:03:41, 2:03:50]: Yeah, I think that's a good idea. [2:03:54, 2:04:11]: [7454.1, 7474.1]: I think it's fun. Oh, just think about [2:04:34, 2:04:40]: I'm not going to get it. [2:05:00, 2:05:13]: Which one that's not? [2:05:20, 2:05:35]: [7564.4, 7584.4]: [2:06:50, 2:06:51]: [7625.0, 7638.3]: Well yeah, right. [2:07:20, 2:07:30]: Oh yeah, one thing I think I'm saying about it. [2:07:39, 2:07:40]: Mm-hmm. [2:08:05, 2:08:25]: Absolutely. [2:08:55, 2:09:05]: [7745.0, 7755.6]: [2:09:19, 2:09:20]: Yeah. [2:09:35, 2:09:55]: [7795.0, 7800.0]: [2:10:41, 2:10:45]: Yeah, [2:10:49, 2:10:51]: I don't know. [2:10:53, 2:11:05]: [7894.2, 7900.6]: [2:11:45, 2:11:55]: Just for me and that's good. [2:11:55, 2:12:07]: [7935.0, 7939.3]: Yeah, we'll go. You can write over there. [3:30:25, 3:30:25]: [12626.6, 12633.8]: But yeah, but another myself down there was okay. [3:30:50, 3:30:52]: Yeah. [3:30:53, 3:31:13]: I think I'll be going to get out of here. I thought I'd put everything about that. [3:31:13, 3:31:15]: Uh [3:44:54, 3:44:55]: I don't know. [3:45:14, 3:45:17]: Couple things. [3:45:55, 3:45:57]: [13575.0, 13575.8]: Yeah. [3:46:16, 3:46:20]: [13595.1, 13598.3]: [3:46:41, 3:46:44]: Um terror. [3:47:27, 3:47:33]: [13655.0, 13658.0]: Gosh, it got cold. Ooh, I'm freezing. [3:49:22, 3:49:23]: Uh [3:49:33, 3:49:34]: [13804.7, 13806.3]: Panie Przewodniczący. [3:50:08, 3:50:13]: Yes it is. [3:50:55, 3:51:02]: [13866.2, 13871.1]: But yeah, we're going to do what it's like. [3:51:12, 3:51:20]: [13880.5, 13883.3]: Screens? I hope they're in the budget. [3:51:25, 3:51:35]: Oh, say air screen through air screen through the diamond. [3:51:35, 3:51:42]: Close the door. [3:51:46, 3:51:54]: Yeah, this is uh for and up later. [3:52:12, 3:52:15]: [13946.4, 13966.4]: They're in this one. They've already gotten priced up. We're just waiting for them to to get to finalize the order. But they yeah, they're in current. [3:52:46, 3:52:52]: Correctly for the case. Yeah. [3:52:53, 3:52:55]: We'll go on the someone. [3:52:57, 3:53:00]: At this time I need a motion to end the executive session. [3:53:01, 3:53:02]: I'm moved. [3:53:02, 3:53:07]: Have a motion by count uh by Pro Tem uh Ford and a second by [3:53:07, 3:53:08]: Alexander. [3:53:09, 3:53:12]: to uh end executive session. Is there a discussion on that? [3:53:14, 3:53:15]: If not, all in favor? [3:53:18, 3:53:24]: Okay, thank you for your vote. At this time I need a motion to reconvene the meeting in the chamber. [3:53:24, 3:53:25]: So moved. [3:53:26, 3:53:28]: Motion by President Pro Tem Ford. I need a second. [3:53:29, 3:53:30]: Second by Councilman Blount. [3:53:31, 3:53:33]: I'll invite uh any discussion on that. [3:53:34, 3:53:36]: If not, all in favor? [3:53:37, 3:53:50]: Thank you for your vote. Okay, let's get back to business. Um under new business we have um several things that we're gonna take care of um in the following order. Mayor Neil. [3:53:51, 3:53:55]: I need to make a motion for to vote on something from executive session. [3:53:55, 3:54:08]: Oh okay. Uh here, yeah we've got a list. I'm sorry. We've got a list of those. All right, go ahead with the one you want to produce. I would like to make a motion that we extend um [3:54:09, 3:54:24]: our city manager Michael Harris's um role for thirty days as indicated on this memo with the exception of combining bullet point one and two to include mayor and council. [3:54:26, 3:54:31]: Do I hear uh that as a motion, Miss Gantt? Yes. Okay, do I hear second? [3:54:32, 3:54:37]: I'll second that. All right. We have a motion by Lake ShaGantt and a second by [3:54:37, 3:54:38]: Protem forward. [3:54:38, 3:54:44]: to extend the um city manager's contract so that he can help us remotely. [3:54:45, 3:54:49]: uh during the next thirty days after his departure. All in favor? [3:54:50, 3:54:54]: We didn't have a discussion. Did anybody have a comment? [3:54:54, 3:54:57]: Okay, we're all right then. Thank you so much. [3:54:57, 3:55:02]: Could we just clarify that that's May thirty first?'Cause I think it's actually thirty three days. [3:55:03, 3:55:05]: Um can you help our [3:55:05, 3:55:07]: Through the month of May. May thirty three. Okay. [3:55:08, 3:55:17]: And at this time we're going to have uh a budget amendment and that's gonna be presented by both our treasurer and by our city manager. [3:55:21, 3:55:35]: Thank you, Mayor. Uh Ms. Nabreth will start and then I'm gonna jump in. She's gonna handle the two thousand sixteen closeout amendment and then I'm gonna jump in with the twenty um seventeen amendment, budget amendment. Right? [3:55:36, 3:55:56]: Madam Mayor, if I may, real quick, we've we've already heard that twenty sixteen amendment during the uh town hall meeting on list I I would ask that council um you know vote on that, a call to question on a vote without having to do another presentation on the same thing we just heard. [3:55:55, 3:55:59]: [14160.0, 14168.3]: Well the amendment the presentation is for um budget amendment number two zero one six dash zero one four. [3:56:08, 3:56:12]: And that was page one of the twenty sixteen closeout. [3:56:13, 3:56:33]: Okay. Do I hear a motion to that effect? Uh Mayor Neill, I move that we approve the um the twenty sixteen budget amendment. And that was for the two zero one six dash zero one four that it as as it was presented before, as well as two zero one six [3:56:33, 3:56:40]: six two z I mean zero one five as it was presented. Based off of the numbers that Ms. Made do I hear a second to that? [3:56:41, 3:56:45]: Second. Second. By President Pro Tem Ford, uh any discussion? [3:56:47, 3:56:48]: Mm-hmm. [3:56:49, 3:56:51]: No discussion. All in favour. [3:56:54, 3:56:55]: Okay. [3:56:55, 3:56:57]: All right, thank you. [3:56:58, 3:56:59]: Now well [3:56:59, 3:56:59]: Here the [3:57:00, 3:57:01]: Budget amendment. [3:57:07, 3:57:11]: Ms. Neighbors and I are kind of tag team on this. Again, this is also included in your [3:57:11, 3:57:17]: Well I think this is actually the the bo the the budget amendment that's labeled draft B [3:57:17, 3:57:20]: Um that was handed out on a dais earlier today. [3:57:20, 3:57:21]: Um [3:57:23, 3:57:30]: be happy to address any of the comments, any of the line items that you have noted. I would ask that the [3:57:30, 3:57:32]: uh line item regarding [3:57:32, 3:57:34]: Now the three hundred thousand. [3:57:34, 3:57:36]: Be removed at this time. [3:57:37, 3:57:39]: Um to be considered at another time. [3:57:40, 3:57:42]: Uh regarding uh [3:57:43, 3:57:44]: Mm. [3:57:47, 3:58:02]: I'm happy to address any questions. I again I don't know if Copps wants me to go through this line by line or or if we just uh if you've seen it and explored it enough already. But that's the one amendment to the to the draft that I would recommend. Anything else coming out? [3:58:05, 3:58:05]: Yeah. [3:58:06, 3:58:08]: No ma'am, not this time that I can that I can see. [3:58:09, 3:58:12]: May I just have one question if you don't mind. [3:58:12, 3:58:13]: Okay? [3:58:15, 3:58:23]: If we have any questions of Miss Neighbors and the City Manager, we'll take them one at a time. Councilman Blount, you can go first. [3:58:23, 3:58:25]: Let then get back to the mic, okay? [3:58:28, 3:58:29]: Okay. [3:58:31, 3:58:34]: Okay, we have a question from Councilman Blount. Yes, sir. [3:58:35, 3:58:37]: Um, what is Camellia Garden? [3:58:39, 3:58:47]: This is a this is in regards to the garden located adjacent to our public uh north precinct. [3:58:47, 3:58:48]: Um [3:58:49, 3:59:05]: It's an initiative to go back through, replant some chamellies in that area. The hope being to kinda resurrect that park, um, do some work on the fountain as well, with eventually getting to the point where we can actually start renting that property out for a um revenue generating um facility. [3:59:05, 3:59:18]: Oh, so camellia. Camellia. It it's a type of bush. Oh so you a oh so this actually uh this is not a camellia uh name of a place. This is actually comellia's yeah, yeah, the the the the the the the flowering uh shrub. [3:59:18, 3:59:19]: Yes, sir. [3:59:19, 3:59:31]: It's it's to go back through and plant the flower and show. Well we put in there before'cause I know that they i other than the fountain I've seen it set up over there. What what what have we been putting in there? [3:59:31, 3:59:40]: I I think Councilman, if you'll let me answer that, one of the reasons that's going in the tourism people have um [3:59:40, 3:59:50]: the Georgia tourism uh people have recommended that as something that we can apply for a five thousand dollar grant for in the fall [3:59:50, 4:00:03]: to maybe recover some of those funds and they will put us on the state chamellia tour and do all the publicity to drive tourism to our Camellia Garden. [4:00:05, 4:00:08]: So so this is in the plans of when we redo the pounding and [4:00:09, 4:00:25]: Is this gonna be the fountain, everything's gonna be done when we put these there? That's the hope to go through through and do um repairs to the fountain as well. And again, eventually kinda really bringing it back to its original luster. Um it's just I think just gone away with some neglect over the years. And again the hoping again [4:00:25, 4:00:31]: Every time, you know, I I I tell people they come, you know, right now we're in prom season people are always coming over by the fountain to take pictures [4:00:31, 4:00:41]: And I often direct them over there and say, Hey, there's another little hidden gem we have in Stockword that most people don't know about and um and they'll always come back and they're very grateful about it. Absolutely look. [4:00:41, 4:00:47]: Um there is one other uh item I would like to bring to the county to the to the council's attention. [4:00:47, 4:00:55]: It's in regards to the it's on the bottom of the RSVP for Main Street. We talked about this with council a few weeks back. [4:00:55, 4:00:58]: And this was a grant that the mainstream program was applying for. [4:00:59, 4:01:16]: We received notification today that we have been awarded um we have w we were selected one of three cities that were selected for um one of two? Two. In Georgia, yeah. Okay, I thought it was three, but but th the uh the um [4:01:17, 4:01:37]: Um so right now it's we've been we've been selected for the program and they'll go back through the process of determining how much our funding will be based on you know the scope of our work. So um so the fifty six is still funds that's needed to to supplement uh what we feel is gonna be the cost of the plan. But again just a great coup for for our mainstream [4:01:37, 4:01:50]: program. They um you know diligently applied and interviewed and so they were selected for the program and they'll figure out and flesh out the actual financial contribution at a later date. So I wanted to make the council aware of that as well. [4:01:51, 4:01:53]: So while we're asking for money, we're also getting some money back. [4:01:55, 4:01:56]: Mayor. [4:01:56, 4:02:10]: Okay? I I um there are certain things on the budget that we I know we've already supported and voted for. Um and uh even with the Camellia Garden I'm all for that. [4:02:10, 4:02:21]: I however there are some things we haven't really d had an opportunity to discuss really as a council um before now. We usually have a finance committee and [4:02:22, 4:02:40]: Um with the when it comes to the budget, regardless of in the past, even when we didn't have other committees, we w the one thing we did have, and I think it was actually in our charter, was dealing with a finance committee. Um and the reason why I say that right now [4:02:40, 4:02:41]: Uh [4:02:41, 4:02:45]: There are certain items on here that I'm comfortable with voting for tonight. [4:02:46, 4:03:00]: And there's certain items down here that I think we need more information on. Um for instance, the expense for the election is only eight thousand dollars, but we were presented with the election amount of something totally different um earlier on. [4:03:00, 4:03:20]: There is other um the fiber op fiber network infrastructure, I'm all for fiber optics, but I don't think we have made a decision on who that will be, nor do we have enough information to make those determinations at this time. Um I know it's a work session, I think we should discuss it more. Um in the past. Sometimes we even had many retreats [4:03:20, 4:03:35]: treats even at Ted Strickland where we got a lot accomplished where we were able to literally sit down and and talk about these issues and things that we need to get done. Having said that I would ask that we go line item by line item [4:03:35, 4:03:42]: on cer on these these and vote on them individually until we can come to a a resolution on some of the other ones. [4:03:50, 4:03:51]: I have some questions. [4:03:53, 4:03:55]: [14636.0, 14644.9]: Michael. Okay. All right. The it appears that you've got a request to go line by line. Anyone wants to take anything out? [4:04:05, 4:04:08]: Take it out as we go, line by line. [4:04:08, 4:04:11]: Will we voting on each one of them individually? We would have to. [4:04:12, 4:04:32]: And when I say line by line, I don't mean we take it out and we don't bring it back. I just think that we need time to discuss it amongst council m mayor and council and maybe bring back the remaining items at a later date, like next our next council meeting. But we do need some time in between. We got this budget. [4:04:33, 4:04:42]: um in the proposed amended budget, but we haven't really sat down and talked about some of these things and there might be some things we may need to add in addition to. [4:04:42, 4:04:53]: Um so Okay, let's let's go through it line by line. If it's anything anybody's uncomfortable with, we'll set that aside unless it's an emergency and [4:04:53, 4:05:04]: Our treasurer will tell us as we go. Question. So are we gonna you're gonna go over it, review it and then we're gonna vote. Are you gonna tell us about it, some of these items? [4:05:05, 4:05:25]: Before or we just gonna vote. I'd like some description. I got some questions about some of the go line by line. If you are uncomfortable with the number that they call out and the name of the um uh uh whatever it is, just we'll set that aside and then we'll vote at the end [4:05:24, 4:05:27]: And on everything that was left in. [4:05:27, 4:05:33]: then the items that were set aside, we will discuss them before the next council meeting. [4:05:33, 4:05:34]: Is that [4:05:35, 4:05:36]: An agreement with everybody. [4:05:37, 4:05:43]: I thought we were gonna go line by line or just vote on each one of'em. Just d tell what sound better than well. [4:05:46, 4:05:52]: It'll be simpler if we just take out what is what you object to and we'll set that aside. [4:05:53, 4:05:58]: to vote on later. And then we'll vote on what's left. Is that okay with everybody? [4:05:59, 4:06:00]: Council. [4:06:01, 4:06:02]: Is that okay with y'all? [4:06:03, 4:06:05]: Yeah, the answer is yes. [4:06:05, 4:06:07]: All right, here we go. Line one. [4:06:08, 4:06:10]: Start at the top, work down. [4:06:11, 4:06:14]: [14776.0, 14777.5]: Oh it needs to end the [4:06:17, 4:06:20]: What happened? [4:06:22, 4:06:24]: Air conditioner is about the kilometers. Oh, okay. [4:06:34, 4:06:43]: Okay, let's all pay attention those side conversations while we're trying to vote. Here we go. Item one, start at the top. Letter A. [4:06:45, 4:06:49]: You turned it all or no? No, I didn't. That's my fifteen. I turned it all the way that way. [4:06:51, 4:06:56]: Um okay, sorry, letter number A in the amount of three thousand dollars [4:06:57, 4:07:04]: This is for the municipal uh dinner which is held with the city and the county. We have always done this and [4:07:05, 4:07:12]: Inadvertently in the revised budget it got stripped out of there and we will need this later in the year. [4:07:12, 4:07:12]: Okay. [4:07:13, 4:07:14]: Three thousand dollars. [4:07:14, 4:07:15]: Any objection? [4:07:17, 4:07:31]: Keep going. Okay, letter B is Paint Henry Blue sponsor and Cities Weeks. Um I think that we already did vote on this. This is just uh allowing for the money for these events in two thousand dollars. [4:07:31, 4:07:33]: Any objections? [4:07:34, 4:07:35]: Keep going, please. [4:07:35, 4:07:36]: [14857.1, 14863.1]: Letter C is the economic development position is open for um three months so we [4:07:43, 4:07:48]: in essence saved or will offset some of these expenses for eighteen thousand dollars. [4:07:49, 4:07:50]: Okay. [4:07:51, 4:07:56]: Letter D is executive staff salary adjustments. It's in there for ten thousand dollars. [4:07:58, 4:08:00]: Question. Any questions? [4:08:01, 4:08:05]: Is this this is based on like a like a cost of living type of expense? Is that what we're talking about here? [4:08:06, 4:08:26]: No, I think this was for we had this conversation recently as we were discussing some of our executive level positions and looking at making some adjustments based on where our positions fall in with some of the other metro area and staff can make a recommendation to council on um a couple of positions in particular that we think [4:08:26, 4:08:26]: Thank you. [4:08:27, 4:08:35]: There needs to be some adjustments made to make sure we're more remain competitive with the remaining metropolitan areas. That's what that was for. [4:08:35, 4:08:38]: Are there any other questions on item D? [4:08:38, 4:08:42]: Real quick, wha how did you come up with this number based on what we've discussed? [4:08:42, 4:08:44]: [14924.5, 14928.2]: Arbitrary, honestly. It wasn't anything specific. Just based on [4:08:48, 4:08:52]: Right now? Just for right now for the budgetary purposes? [4:08:53, 4:09:03]: I'm sorry? I'm I'm just trying to figure out where we come up how do we come up with this number versus the first time. Just to kinda see and then from there kinda go engage how much would be needed to kinda help [4:09:03, 4:09:06]: No, bridge the the gap for some of those executive level positions. [4:09:07, 4:09:10]: Okay. Next item is item E. [4:09:11, 4:09:17]: public information officer for six months and that actually should be split between [4:09:17, 4:09:22]: uh salary and the benefits which will be several different lines [4:09:22, 4:09:27]: Um but that is for thirty three thousand seven hundred and fifty, that's for six months. [4:09:29, 4:09:35]: Do I have any objections from any council member? Well I object. I'm against that particular one. [4:09:38, 4:09:40]: Okay, that one's gonna set aside. [4:09:42, 4:09:43]: [14983.7, 14987.9]: Well, no, uh you don't st we got a consistency on that to to move it forward. [4:09:49, 4:09:50]: What do you mean? [4:09:50, 4:09:57]: I'm saying set aside. We're we're gonna vote what I'm saying is we vote line item by line item on each one of these. [4:09:57, 4:10:15]: Okay. But if a person objects, then are we gonna we still have to vote on we're we're setting it aside until we get to the bottom of the list and then we're gonna vote on everything that somebody did not object to and then we'll go back and vote on the ones that you objected to. Okay? [4:10:16, 4:10:19]: So that's a E is a set aside for the moment. [4:10:19, 4:10:30]: Number F. Okay, that's the lobbyist who defend Eagles Landing proposal, a hundred and fifty thousand dollars for two lobbyists. Any objections? [4:10:31, 4:10:31]: Okay. [4:10:32, 4:10:41]: Okay. Not an objection. I I think we actually already voted on this in our previous meeting. So we have to take this'cause we we voted on that. And and it went through. Okay. That's what I thought. [4:10:43, 4:10:51]: Okay, the next one is G. And this is the ethics investigation. I don't think that I have all the invoices so far I have [4:10:51, 4:10:55]: fifty three hundred dollars worth of invoices, but I think that there's [4:10:56, 4:11:13]: One or two more coming? I think there should be only one more. We one more. Okay. But we won't I mean whatever it is it is, it w it won't be that we use that money for something else. Okay. All right. Any objections to paying the bill? [4:11:14, 4:11:15]: I have an objection. [4:11:16, 4:11:21]: I'd like to wait till all the bills come in so we can play it all together, but that was my objection. [4:11:23, 4:11:24]: Are you objecting to the point that it [4:11:25, 4:11:26]: Is going to be set aside. [4:11:27, 4:11:31]: Uh I'd like for it to be set aside until we um [4:11:31, 4:11:36]: Until we do it, um until we get all the bills and we know what it is and then we can just pay it. [4:11:37, 4:11:40]: We have to have money. I'm gonna set it aside for the moment. [4:11:41, 4:11:42]: Then we're going back to it. [4:11:45, 4:11:55]: Uh this is letter H. This is the incubator expenses associated with one Henry. I think that we already voted on that and this is just the budget amendment for three thousand dollars. [4:11:55, 4:11:56]: Right. [4:11:56, 4:11:57]: Okay. [4:12:00, 4:12:02]: Everybody for number H. [4:12:03, 4:12:05]: Okay, and okay. [4:12:05, 4:12:09]: All right, number I think it's a little bit more than that. [4:12:10, 4:12:30]: Um was already voted on as well. This was um that we chose an option that was more um extensive than what had been budgeted and this is the difference from what our budgeted number was and the expected cost. All in favor. Any objections to that one? Any objections? [4:12:29, 4:12:31]: Okay, keep going. [4:12:32, 4:12:39]: Then J letter J is a fiber network infrastructure is three hundred and fifty thousand dollars. [4:12:40, 4:12:41]: Any objections? [4:12:43, 4:12:44]: Okay. Mayor. [4:12:45, 4:12:59]: Uh uh Mr. Ford first. I don't have an objection, but what I thought this was part of the original discussion and our original budget to to build up this infrastructure in the city. I think what it is we don't have a specific contractor just yet, is that correct? [4:12:59, 4:13:19]: That's correct. What was the last um directive to staff was to set up meetings with some of the carriers and to get input. We had um one brief meeting with our IT internal IT. So the directive was bring in some of the other carriers and we're in the process of setting those up now. I've been working with Ms. Cambray to set those meetings up now. Uh [4:13:19, 4:13:39]: Um I think she should be reaching out to the council, but we've got a couple of the care uh a couple of representatives from each of the carriers that's gonna be coming in and doing a an overview with the council. So you can make a comparison versus what the recommendation folks our IT services folks are versus what the carriers are saying. Okay, thank you. [4:13:40, 4:13:45]: Okay, so the fiber optic, whoever brought that up, um do you wanna [4:13:45, 4:13:47]: Hold on just a minute. [4:13:47, 4:13:48]: Uh Miss Gayant? [4:13:49, 4:14:09]: I just wanna know do we have uh where did the three hundred and fifty thousand come from? Do we have a proposal or something? Or is it something that we c I I'm for it, one hundred percent for it. But I I we need to we we have a line item here that we're showing to companies that we have a budget of [4:14:09, 4:14:29]: of right now three hundred and fifty thousand dollars and we don't know what we can and cannot get. We heard from Miss Anita Lee with the D DA and she worked with Google and there are certain certain opportunities and negotiations that can be made. I don't know if this is the best way of doing it without the with the unknown. [4:14:29, 4:14:49]: Right. And we're in the process of setting those up now. I've been working with Cambray to set those meetings up now. Um I think she should be reaching out to the council, but we've got a couple of uh care uh a couple representatives from each of the carriers that's gonna be coming in and doing uh an overview with the council so you can make a comparison versus what the recommendations [4:14:49, 4:14:54]: Okay. [4:14:55, 4:15:00]: Okay, so the fiber optic, whoever brought that up, um do you wanna [4:15:00, 4:15:02]: Hold on just a minute. [4:15:02, 4:15:03]: Uh Miss Gayant? [4:15:04, 4:15:24]: I just wanna know do we have uh where did the three hundred and fifty thousand come from? Do we have a proposal or something? Or is it something that we c I I'm for it, one hundred percent for it. But I I we need to we we have a line item here that we're showing to companies that we have a budget of [4:15:24, 4:15:44]: of right now three hundred and fifty thousand dollars and we don't know what we can and cannot get. We heard from Miss Anita Lee with the D DA and she worked with Google and there are certain certain opportunities and negotiations that can be made. I don't know if this is the best way of doing it without the with the unknown. [4:15:44, 4:16:04]: Right. And this number came from our our consultant. I think at one of the retreats um they came and presented and they came up with this number as well as the cost for the just for the immediate downtown area to connect our buildings and not for city line. Right. Let's see what everybody else has to say and then we'll come back. [4:16:04, 4:16:05]: Mr. Blight. [4:16:06, 4:16:18]: That was um partially my concern also also uh that I'm for this. Let me get that out of the way. I'm for fiber uh fiber network uh infrastructure, but I wanna make sure that [4:16:19, 4:16:22]: It's it's almost like Mrs. Dacious say let's kinda [4:16:22, 4:16:26]: pull it as we know and need it because [4:16:26, 4:16:38]: Y first of all, you don't want to show your hand and second of all I wanna be able to trust the when I agree to it, I wanna trust the system that we systematically did it the right way to get the whoever we getting to do it. [4:16:38, 4:16:50]: We're fine with that. I think there's still a number of questions on the council side, so we have no problem with that whatsoever to you know, pull it back and wait until we got some more definitive hard hard figures. [4:16:50, 4:17:10]: Okay, let's hear Mr. Alexander and then we'll decide whether it's gonna be a set aside or not. Well my my thinking on that is this, is that we make it a two step process. We know we're gonna have to put some money into it. We've decided to do this, but before we actually have a deal we're gonna have to put out a RLP anyway, right? [4:17:10, 4:17:15]: And it'll be seek and with this amount of money it's gonna be sealed be it, right? [4:17:16, 4:17:18]: Yeah, I would yeah, I would imagine [4:17:19, 4:17:34]: mean so it doesn't matter whether w w we're just setting aside money for budgetary purposes beso because the f the company's bidding they're going to have to bid seal bid a w against one another so we'll get the best deal regardless. [4:17:34, 4:17:54]: Yeah, I mean again we can you can s we can certainly go through that process, take the proposals. Again again it's depending on the direction that council wants to go in, again, there's dark fiber versus going with the carrier. Once that decision is made, that'll kinda help flesh out the proposal a little bit closer. Right, but what I'm saying is that [4:17:54, 4:18:14]: We're not we're just obligating the money to the fund at this point and then there will be a secondary vote when we decide to spend what amount we decide to spend. You can do it that way or you can wait until you get the proposals in and say, hey, here's how much it's gonna cost, and then they do budget manage at that time. That's certainly that's a discretion. [4:18:14, 4:18:34]: Okay. Dr. Procurement Officer has anything you'd like to add to this? As long as we know the sculpture and what our intentions are, then we could do it. [4:18:34, 4:18:45]: Yeah, that what Mr. Raleigh is saying is there's kind of a reiteration. He said you can do it as an invitation to bid, um so long as we have the scope. And I think the question right now is what is the scope going to be? [4:18:45, 4:18:56]: And that's where we need to make that determination of first you know, again we've heard from our internal um consultant and now we're gonna be hearing from the other the carriers. And from there I think we make a determination on [4:18:56, 4:19:03]: Okay, this is the direction we want to go in. This is then we can craft the scope and then from there it goes off the bid. [4:19:03, 4:19:08]: And again I I command outside I hear what you're saying. It could be either we put money in ahead of for now [4:19:08, 4:19:11]: It could be too much money, it could be not enough money. [4:19:12, 4:19:15]: Once the bids come in, we'll certainly know exactly how much money's gonna be needed. So [4:19:16, 4:19:20]: Let me ask the council a quick question. But um [4:19:20, 4:19:23]: Everybody up here seems to be for this. [4:19:24, 4:19:39]: The question that started with Miss Gantt is do we want to show our hand as how much we have before the bidders come in or would you like to set this aside and amend it back maybe next quarter when we have our town hall? [4:19:40, 4:19:47]: Yeah, I think so. I'm agreeable to setting it aside if we allocate it for this purpose is. Is everybody okay with set aside? [4:19:48, 4:20:06]: I want to make sure can I make sure I understand you said set aside for allocated for this purpose, you mean approving it tonight? No, I mean that we we're agreeable to that uh we're okay to set this money aside. Right. And setting it aside. All right. Okay. All right. Um now we're going to K. [4:20:08, 4:20:28]: Now this is the the new servers, this is something, you know, experience of today we had some challenges with our uh servers. Again, they're older, antiquated, they've been saying for a minute now that we need to replace two of our servers. This is part of our kind of one of the final steps in our disaster recovery plan. Um but this is critical. I I absolutely [4:20:28, 4:20:32]: For business continuity we're really need to happen. [4:20:32, 4:20:52]: Any objections? The qu the question will be raised is that is it we've already got the bids for this already and we're trying to cover that or or or is is this another show and hand situation? No, no, this uh y you know, we'll work it through our our consultant. They've gone through and gotten pricing on what that what our service would cost and this is kind of a ballpark. [4:20:52, 4:21:09]: part price so um but we'll make sure they there's a process they work with our procurement folks in getting the um and security yeah it's uh by quotes, right. So they put a number out, this is kind of how much you need the budget for, so we go ahead and get the process started. Okay. [4:21:09, 4:21:14]: Quick question. D didn't we ha didn't we have three servers and one we wasn't using or something like that? [4:21:15, 4:21:17]: Oh boy. Yeah, um [4:21:19, 4:21:37]: What happened to the one that we wasn't using though? Wha what happened with that? I know we have one that was used as re uh as some redundancy. You shouldn't have all of your servers in one location. Right. Like you need to have it say at another facility so if something was to happen you would be able to [4:21:38, 4:21:50]: Keep moving. That's that's fine, but I know that because when we first got the IT people in, they they mentioned three servers but it was one we wasn't using at all. Did we finally start using that or move it somewhere we did? [4:21:50, 4:21:51]: D [4:21:53, 4:21:54]: As a bad one. [4:21:55, 4:21:56]: As a backup, sir? Oh, okay. [4:21:57, 4:22:00]: Any objections to the new server? [4:22:01, 4:22:05]: Okay, we'll go on to the next item which is item L. [4:22:06, 4:22:10]: We just got finished talking about this one, the camellias at the um police department park. [4:22:11, 4:22:13]: Any objections? [4:22:15, 4:22:17]: Okay, then we'll move on to item M. [4:22:18, 4:22:28]: Uh the fibulators. We had this conversation, actually this came up in one of the town hall meetings at uh Red Oak Church about bringing the fibulators into City Hall and some of our public facilities. [4:22:28, 4:22:29]: Um [4:22:30, 4:22:33]: Ian's got some quotes on the cost of the fibulators. [4:22:33, 4:22:40]: And I think this is seven that we w what this is contemplates. A couple here at City Hall. [4:22:40, 4:22:52]: Um our court and our Merrill Manders facility as well. And it might be public works too. And public works I believe as well. So this is what was the fourth one? Third one? Public works build up people there. [4:22:53, 4:22:54]: Any objections? [4:22:56, 4:22:58]: All right, we'll go to item in. [4:22:59, 4:23:04]: No, we took that off here. Oh that's right. We took that one off. That's the set aside. [4:23:05, 4:23:08]: All right. Then we'll go to item O. [4:23:08, 4:23:13]: And this is the fountain at the police department park, thirty thousand dollars. [4:23:15, 4:23:16]: Any objections? [4:23:18, 4:23:20]: Okay, we'll go item L. [4:23:20, 4:23:25]: We just got finished talking about this one, the camellias at the um police department park. [4:23:26, 4:23:27]: Any objections? [4:23:29, 4:23:32]: Okay, then we'll move on to item M. [4:23:33, 4:23:43]: Uh the fibulators, we had this conversation, actually this came up in one of the town hall meetings at uh Red Oak Church about bringing the fibulators into City Hall and some of our public facilities. [4:23:43, 4:23:44]: Um [4:23:45, 4:23:48]: Ian's got some quotes on the cost of the fibulators. [4:23:48, 4:23:54]: And I think this is seven that we w what this is contemplates. A couple here at City Hall. [4:23:55, 4:24:07]: Um our court and our Merrill Manders facility as well. And might be public works too. And public works I believe as well. So this is what was the fourth one? Third one? Public works building people there. [4:24:07, 4:24:09]: Any objections? [4:24:11, 4:24:13]: All right, we'll go to item in. [4:24:14, 4:24:18]: No, we took that off here. Oh that's right, we took that one off, that's the set aside. [4:24:20, 4:24:23]: All right. Then we'll go to item O. [4:24:23, 4:24:28]: And this is the fountain at the police department park, thirty thousand dollars. [4:24:29, 4:24:31]: Any objections? [4:24:33, 4:24:53]: Okay, we'll go to item P. Yes, no money there. Yeah, all the item P, there's four items associated with this, as you can see, and they all kind of come they they're all together and you want to kind of explain. Well, except for a PTO payout and it is that um Okay. Well it's in it's in this number. [4:24:53, 4:24:55]: Right. [4:24:57, 4:25:02]: Yeah. Um moving uh personnel from one department to the other. [4:25:04, 4:25:06]: And the dollars that go with them. [4:25:07, 4:25:07]: Course. [4:25:08, 4:25:09]: Okay. [4:25:10, 4:25:30]: Okay, now on this one that says code enforcement decrease, uh that was my understanding that we're this position will be added back and we're gonna maintain two code enforcement officers, right? That's correct. This brings it back down to the entry level pay of that code enforcement. There was a big discrepancy between [4:25:30, 4:25:34]: between what the person that came out was versus the person that will be going in it w [4:25:34, 4:25:35]: Okay. [4:25:35, 4:25:36]: That's what that difference is. [4:25:37, 4:25:39]: All right. My question is on on is this. [4:25:40, 4:25:42]: On the GIS planning. [4:25:43, 4:25:44]: Is this above what [4:25:46, 4:25:48]: This is above what the GIS is [4:25:49, 4:25:50]: What was budgeted? [4:25:50, 4:25:52]: Well let me put it this way. [4:25:53, 4:26:01]: the position that went back to where it was that was priced at o at a certain price anyway, is this gonna be added to that price? [4:26:02, 4:26:10]: No, there'll be no addition to the to to a salary. This is simply taking the salary that was over in co enforcement and moving it into [4:26:11, 4:26:13]: plan into planet GIS planning. [4:26:14, 4:26:27]: That salary that's getting moved in was higher than the entry level salary that existed for GIS planning. But there's no additional salary being added there's no additional money being added to anyone's salary. If I'm I'm hoping I'm addressing your question. [4:26:28, 4:26:31]: Yeah, it's a little a little twisted. But what I'm saying is that [4:26:31, 4:26:46]: We kn we know that the salary of the code enforcement salary was higher because of the dynamics of what happened. Correct. So when that person went back, were they still at that salary or there's an increase in the salary? That's what I'm trying to think. [4:26:47, 4:26:57]: Okay. Then where where we get this figure from twenty five nine? Is that for a an because it's under it's under GIS. [4:26:58, 4:27:00]: old planner that we didn't budget for that. [4:27:01, 4:27:20]: I think the answer to the question possibly is that this is what the person that was in the position is was making, it's the difference between that and what uh Melinda will be making. Is that is that correct? The the the adjustment between who the person going in there and the person who was in there who's no longer with us. [4:27:21, 4:27:26]: Okay, any objections to those three that are tied together? [4:27:27, 4:27:28]: Okay. [4:27:29, 4:27:29]: Um [4:27:30, 4:27:38]: Well and then also move on to the next slide. [4:27:39, 4:27:55]: It's already been voted on and we then we got the letter uh that we've been selected and this is just to take it the additional amount out of fund balance out of the hotel motel. And so the public knows this is for doing a um master plan for the main b Main Street downtown area. [4:27:56, 4:28:01]: Okay, let's go to S, if we have no objections. [4:28:01, 4:28:04]: To that one. Okay, move on to S. [4:28:04, 4:28:11]: And S is the bringing initiative that we also have already awarded that contract and this is the additional [4:28:12, 4:28:14]: funding that's necessary to cover the contract. [4:28:17, 4:28:19]: from hotel motel phallance. [4:28:22, 4:28:25]: Okay. So do we have any objections to [4:28:25, 4:28:28]: Anything that we have not set aside. [4:28:28, 4:28:29]: At this point. [4:28:33, 4:28:34]: Mm. [4:28:42, 4:28:53]: Okay, walk us back through on uh let's first vote on all those except the we have one, two, three, four set asides that we'll come back to. [4:28:54, 4:28:57]: Are we okay with everything else? Do I hear a motion? [4:28:59, 4:29:06]: Mayor Neal, for the record would you mind stating the um the letter that's set aside. [4:29:07, 4:29:15]: I got three as well. Well, I was counting the three hundred thousand. Y'all had already taken that out, so that was the fourth one. [4:29:16, 4:29:18]: For me at least, that was the way I was looking at it. [4:29:19, 4:29:21]: So is there any objection? [4:29:22, 4:29:34]: Do I hear a motion then that we go forward with everything except the three hundred thousand and number J, G and E? We're gonna vote on those individually. [4:29:35, 4:29:37]: Mayor Neal. [4:29:38, 4:29:42]: I move that we um approve those items that we have not sent aside thus far. [4:29:43, 4:29:51]: S second. All right, we have a motion by Councilman Gantt with a second by Councilman Alexander. All in favor? [4:29:52, 4:29:53]: Thank you. [4:29:54, 4:30:04]: Okay, now we're going back up and we're going to start over again with the public information officer six months salary thirty three seven eight [4:30:04, 4:30:06]: I can't read that. Seven five oh. [4:30:07, 4:30:17]: Mayor Neill. Okay. I move that we approve the public information officer um for this r remaining of the year six months an amount of thirty three thousand seven hundred and fifty dollars. [4:30:17, 4:30:25]: I'll second that. We have a motion by Councilman Gantt and a second by President Pro Tem Ford for item E. [4:30:25, 4:30:26]: All in favour. [4:30:28, 4:30:29]: All opposed? [4:30:31, 4:30:34]: Okay, we'll move on to item G. [4:30:34, 4:30:36]: The ethics investigation. [4:30:38, 4:30:40]: Do I hear a motion that we pay this? [4:30:41, 4:30:57]: get this bill paid. Even though the last bill is not in, we're setting aside ten thousand to cover the last invoice to make sure everything can be paid. Mayor Neil, I move that we approve this line item for the ethics investigation an amount of ten thousand dollars. [4:30:59, 4:31:08]: Do I hear a second? I'll second that. I have a motion by Councilwoman Gantt with um second by President Pro Tem Ford. All in favor? [4:31:09, 4:31:10]: Okay. [4:31:10, 4:31:11]: Majority. [4:31:12, 4:31:20]: All right. And item J. We've taken that one out. Uh voted. Everybody everybody voted for. [4:31:21, 4:31:24]: No, j item J is the one we're voting for. [4:31:25, 4:31:31]: Fiber optic. W are we gonna set that aside, just keep it in savings? Is that what y'all want to do? [4:31:32, 4:31:43]: Mayor Neil, I move that we um table fiber net network instru infrastructure until we get further further information on that. Setting the side. [4:31:44, 4:31:45]: I'll second that. [4:31:45, 4:31:49]: All right, we have a motion to hold that money. Um [4:31:50, 4:31:54]: By Councilwoman Gantt President Pro Tem with a second. All in favor. [4:31:57, 4:31:58]: Okay, thank you. [4:31:58, 4:32:02]: And the last thing we have taken out the three hundred thousand. [4:32:03, 4:32:05]: For police or no [4:32:07, 4:32:09]: [16330.0, 16333.6]: But didn't we before we came in. [4:32:14, 4:32:18]: Oh. [4:32:20, 4:32:25]: Mayor Neil, I move that we remove item um N. [4:32:25, 4:32:27]: of the Business Amendment. [4:32:28, 4:32:29]: Second that as well. [4:32:33, 4:32:35]: Is there discussion? [4:32:36, 4:32:40]: Any comments from the city manager on that? [4:32:40, 4:32:43]: No? Everybody good. Okay, all in favor? [4:32:46, 4:32:54]: All right. Well, I think we're good. Uh now we'll go back to the other items on new business. [4:32:56, 4:33:01]: Have an ordinance twenty sixteen year in budget amendment. [4:33:01, 4:33:05]: Now we've done that one for twenty sixteen. We've already done that. [4:33:05, 4:33:06]: Um [4:33:06, 4:33:10]: We've done our budget amendment, public information officer. [4:33:11, 4:33:20]: And the other last thing well we've got two, uh naming the G C I C agency head for the city presented by [4:33:20, 4:33:25]: Yeah, our city manager, okay. Yes, thank you. Um Mayor. [4:33:26, 4:33:40]: Because there was an item on here that was discussed in executive session, I think that uh since it's on a new business it need does it need to be affirmed uh here in the public instead of jumping to s uh item number seven? [4:33:40, 4:33:42]: I I'm talking about item number six. [4:33:43, 4:33:47]: It's it's under new business. [4:33:48, 4:33:57]: The typically when the city creates a new position under our ordinance the city's supposed to approve [4:33:58, 4:34:18]: the the paid uh class, the job description, the org chart. Because the council already voted for the budget line item for that, typically that's part of that um bill. So unless there's an objection, my in my plan was to include those items as part of [4:34:18, 4:34:19]: Yeah. [4:34:19, 4:34:21]: Uh one [4:34:21, 4:34:32]: budget amendment. However, it would be helpful if for the record the the Mayor and Council voted specifically to approve the pay class, the job description and the work chart. [4:34:32, 4:34:42]: Okay. All right. You wanna pause on that mister Manager and we'll take this one up. Do I hear a motion for number item six? [4:34:44, 4:34:46]: I move that we move with the um [4:34:47, 4:34:52]: Uh improving their position, uh the pay class, the job description, an R chart for the [4:34:53, 4:34:58]: That was presented by uh Ms. Renee Wheeler for the position of p uh public information officer. [4:34:58, 4:34:59]: Do I hear a second? [4:35:01, 4:35:08]: I'll second that. Okay, we have a motion by Councilman Blount with a second by Pro Tem Ford. Uh is there discussion? [4:35:08, 4:35:10]: Yes, manual. [4:35:10, 4:35:27]: Real quick, in regards to that position, um the salary amount range that includes um benefits and all of that, right? Health benefits and it's not necessarily okay, all right. I just wanted to make sure. [4:35:28, 4:35:29]: Yeah. [4:35:30, 4:35:45]: Okay, so the discussion. Go ahead, please. I just want to say for the record public I was I oppose the creation of this position uh because of the concerns that I heard from members of the public and uh I will be voting against this. [4:35:46, 4:35:48]: Okay. Uh any other discussion? [4:35:48, 4:35:49]: Yes. [4:35:49, 4:35:50]: Okay. [4:35:52, 4:35:53]: Yeah, uh President Partin forward. [4:35:54, 4:35:58]: This uh just uh so we know this, uh public me information officer. [4:35:59, 4:36:19]: public relations specialists. The job description says simply this. The staff position reporting is strictly reporting to the city manager designate to promote, disseminate public information through various media outlets and a marketing strategy for the city through media relations, internet and other necessary means. This position is responsible for preparing uh news re release and adversaries [4:36:19, 4:36:30]: public service announcements, statements, brochures, newsletters and reports to both technical and general content, preparing speeches, citizen engagement, maintaining relationships with the civic organizations [4:36:30, 4:36:50]: the of the business community, website design, maintenance of the city website and social media content. Advises management and officials on aspects of public communication and the marketing and may act as a spokesperson and will advise those who are speaking on behalf of the city of Stockbridge. So I want to make sure you understand what the job uh position says. Is there further discussion? [4:36:50, 4:36:50]: [16612.0, 16613.7]: If not, all in favor? [4:36:55, 4:36:56]: I'll pose. [4:36:57, 4:37:03]: Okay, thank you. Now then we'll hear from City Manager on the GCIC agency head. [4:37:05, 4:37:06]: Thank you again. I made the [4:37:07, 4:37:27]: yield to our city clerk a little bit on this. But this is a requirement that um we are required to have a GCI certified individual and have a agency head named. Principally what this does is this is an individual that has authorization to go through and and do background checks [4:37:27, 4:37:33]: as needed. Um we have a person that serves in that capacity within our courts. [4:37:33, 4:37:40]: But um currently the city manager position serves in that capacity. We are recommending [4:37:40, 4:37:43]: is um so I've been certified as has uh the city clerk. [4:37:44, 4:37:51]: Um so the recommendation from staff would be to uh move forward with the resolution to designate [4:37:51, 4:38:00]: The mayor or the mayor's designee and at this time to recommend that the clerk be named the d as that designee until such time that a permanent city manager is named. [4:38:02, 4:38:07]: Okay. Okay. Uh do I hear a motion to um [4:38:08, 4:38:10]: Follow the guide of the city manager. [4:38:12, 4:38:12]: Soble. [4:38:13, 4:38:20]: I'll second that. Okay, we have a motion by Councilman Alexander with um a second by President Pro Tem Ford. [4:38:21, 4:38:22]: Any discussion? [4:38:25, 4:38:27]: If not, all in favor. [4:38:28, 4:38:34]: Thank you. Thank you very much. Now then we have uh one amended item on the agenda tonight. [4:38:38, 4:38:43]: Uh we'll take the first of two. The first one will go to Councilwoman Gantt. [4:38:44, 4:39:04]: Um yes, there are two um agenda items. The the first one um is a policy and procedure that I'm requesting that council would adopt. In the past, um we've had several projects and we've had several retreats where we would come up with projects [4:39:04, 4:39:11]: in a checklist that we want to Could I interrupt you just a minute. Uh reach over and grab that little um [4:39:12, 4:39:13]: The little [4:39:13, 4:39:18]: thing on the other microphone. Yours is lost. I don't know what happened to it. [4:39:19, 4:39:39]: Thank you. Okay, sorry. In the past, um we we've adopted at different retreats different projects and things that we want it done, all projects to include both from general funds and from SPLOS. Um and [4:39:39, 4:39:59]: One of the things that I've seen and it's especially since this is a work session, um, I would ask that the council agree to adopt policies and procedures for projects to include every project that we have planned um to be written down by resolution and attach with it a [4:39:59, 4:40:01]: Um time line. [4:40:02, 4:40:11]: And in that it would stay in our binders at the front of our binders so we can really visualize and see what projects are going on at the time. [4:40:12, 4:40:12]: Um [4:40:13, 4:40:33]: Interesting enough, our public works director said it best today and he says we work on a schedule and if we div deviate from that schedule, we can't get things done. And I've heard that several times from staff and we're we're kinda slim on that. And so I think it would be a balance. [4:40:33, 4:40:34]: Um [4:40:34, 4:40:35]: Well, [4:40:35, 4:40:55]: And I can go ahead and read you what I propose. It states that all city projects that staff has been tasked to complete shall be done by a resolution in place and a projected timeline of completion. This timeline and a copy of the resolution should be placed in our binders to remain permanently until the project is complete. [4:40:56, 4:41:16]: This will help with both accountability and recognition of the task that staff have been asked to perform so that we as council and administration can both scale the jobs, manpower, and time frame. For example, making sure we're not adding additional projects that will keep the other project. [4:41:16, 4:41:18]: projects from being completed and performed. [4:41:19, 4:41:26]: And I just simply ask for your support on this policy and procedure and that we task our city attorney to um [4:41:26, 4:41:30]: uh draft something in regards to this nature. [4:41:32, 4:41:34]: Um is that a in the form of a motion? [4:41:35, 4:41:40]: like to make a motion to the presentation I just made. Um do I have a second? I'll do I'll second that. [4:41:40, 4:41:45]: Okay, we have a motion by Miss Gantt and a second by [4:41:45, 4:41:47]: Um President Pro Chim Ford. [4:41:48, 4:41:49]: Any discussion? [4:41:50, 4:41:53]: Okay, Mr Ellen. [4:41:53, 4:41:56]: I have just received this ordinance. [4:41:56, 4:41:57]: So [4:41:58, 4:41:59]: For us to [4:41:59, 4:42:05]: read this much information which none of us have had the chance to read this entire [4:42:06, 4:42:10]: This is not the topic. The topic is policies and procedures for the projects. [4:42:11, 4:42:13]: The ordinance is the next topic. [4:42:16, 4:42:18]: Any further discussion? [4:42:19, 4:42:20]: No. [4:42:21, 4:42:29]: Um I I just wanna well c well maybe I'm just a little bit off point here. So I w I wanna understand what I'm what I'm voting on here. [4:42:29, 4:42:49]: I just read that you were voting for policies and procedures for projects upcoming in the future and in the past. Any projects, all projects that the city has agreed to take on, whether it's the Carrie May Hamburg Building or any of the projects that we've already agreed upon, that we do it by resolution. And we also ask it staff. [4:42:49, 4:43:09]: Ask tech staff to give us a timeline and in that it will be placed in our binders in the front so that we can hold accountability to staff on what we expect the projects to get done and it will also show us that there are what the k what the staff is doing so that we don't overload them with the [4:43:09, 4:43:26]: various amount of projects. I also stated that our director of project um of public work said it best when he said we work on a schedule and if we deviate from that schedule we can't get things done. Meaning if we continue to add extra projects [4:43:26, 4:43:42]: and we haven't gotten the other ones completed, we we need that organization and time frame. That's the presentation I just made. Okay, um Miss is that written down somewhere? Is that in this package that we is that written down somewhere or you just said that? Is that is there a document? [4:43:42, 4:43:45]: Please pass this to the councilman Alexander. [4:43:50, 4:43:50]: Mm. [4:43:55, 4:43:58]: We'll pause long enough to let him read. [4:44:02, 4:44:10]: I just want to let you uh know what I'm voting for. You're reading at the very first one listed, number one, policies and procedures for projects. [4:44:15, 4:44:22]: That's the only one. Those are just my notes, but you're more than welcome. Okay, we have a motion and a second. [4:44:22, 4:44:24]: We've had discussion. [4:44:26, 4:44:27]: All in favour? [4:44:28, 4:44:29]: Okay. [4:44:29, 4:44:30]: Unanimous. [4:44:31, 4:44:35]: Okay, and then we have one other item Miss Gantt will present. [4:44:36, 4:44:44]: Mayor Neil, at this time I would like to table ordinance three point three zero until um we can have further discussion on it for the next meeting. [4:44:47, 4:44:52]: Okay. We don't need a motion for that. Does you want to table? [4:44:53, 4:44:54]: I withdraw it. [4:44:54, 4:44:56]: Okay, uh motion withdrawn. [4:44:57, 4:45:03]: Okay. Um at this time any comments from the city manager? [4:45:08, 4:45:17]: Well I guess this is my last hurade. I I've kinda thought about this a little bit and kinda played it over in my mind, kinda how to go go out, but um [4:45:19, 4:45:22]: While I won't miss um the five hour meetings. [4:45:23, 4:45:31]: I will certainly miss the um opportunity that's been afforded by this mayor and council and the prior council to um [4:45:31, 4:45:45]: to work in an environment with such incredibly dedicated and professional um staff members and um and for that I'll always be grateful and appreciative. Um it it it's been a it it's it's it's it's been a [4:45:47, 4:46:07]: It's been a really good three years in in spite of some of the challenges that that that we've all faced together. Um I'm extremely proud of a lot of the things that we were able to accomplish collectively and and those are the things that I'll always certainly hold on to. Um again, beyond everything else, I just, you know, want to thank Mayor and Council, you know, for the opportunity to serve [4:46:06, 4:46:24]: Um I'm still in the community so I'll still be certainly will be in engaged in what's going on within the community. So um I wanted to also thank the citizens. I don't get a chance to really thank them often enough, but um they certainly embraced me when I came in three years ago and they have all been great to work with and and and and and [4:46:24, 4:46:37]: their support and encouragement throughout has always meant a lot. So um just again, I I leave out of here appreciative and grateful for the opportunity and the experiences that I've been able to gain over over the course of time. So just thank you all. [4:46:38, 4:46:51]: Okay, thank you. Um comments now from the city council and I'll start now with Mr. Alexander. Yes, I want to thank the city manager for his tremendous tenure and service with the city. [4:46:51, 4:46:52]: You will be missed. [4:46:53, 4:47:13]: I also want to uh let the public know that uh uh the mayor and I attended a really great um community information vi uh visit uh symposium there uh by the Henry County Deltas on human trafficking. Uh this is a a heinous crime that is plaguing our [4:47:13, 4:47:33]: our community that uh there needs to be eyes and ears uh everywhere in the city of stockbridge, Henry County, and Metro Atlanta because of this heinous crime uh going on in our community. I want to commend the Henry Deltas and uh the Tabernacle of Praise Church for holding this tremendous symposium [4:47:33, 4:47:35]: uh informing the community. Thank you so much. [4:47:37, 4:47:38]: Uh Councilman Blount. [4:47:40, 4:47:52]: Yeah, I wanna s I wanna s first of all say, uh, Mr. Harris, we're gonna miss uh seeing you sitting over there. You if we don't do never get that little smile you got right there. Um it's it's been a pleasure, uh [4:47:53, 4:47:55]: serving unto you and with you. [4:47:55, 4:48:15]: as our city manager and as a city council member. Uh one of the things I've always tried to do is never give people what I go through and what I've been through, but I always try to leave people with something to smile about, think about and uh talk about. And I seem to have c accomplished that on my journey here at City Hall. Um and I I concur with uh Councilman Alexander [4:48:15, 4:48:28]: That was an awesome event that uh I wasn't able to make it because at Global Impact Christian Ministries we were feeding the homeless and um I didn't know it was gonna take up that much time and so uh that's where I was at. [4:48:29, 4:48:33]: But I I just I really believe in the city of Stockbridge. I believe in the city council. [4:48:34, 4:48:46]: And I believe in the in our mayor, and I believe that there are brighter days and better days ahead of us in this city. And uh I think you helped to lay some foundational principles that we should go by and that's work together. [4:48:46, 4:49:03]: And so uh I hope that uh and my hope and prayers is that is that's that's what happens in the future and uh and uh I wish you well on your endeavor. Uh and I just say if you ever need me, give me a call. You ever want to beef real, give me a call. Definitely on the red part. [4:49:04, 4:49:24]: Um Pro Tem ford. Thank you, Mayor. Hey, and obvious obviously uh we're gonna miss you, Mr. Harris. Uh it's been a great three years. I would tell you on a personal note, uh I'm gonna miss the little few little golf outings there. I'm gonna miss the entire two 2016 you dealing with me on a more like kind of like a every other day basis per se. [4:49:24, 4:49:44]: say but it was a it was a great run. Uh the challenge is is that the next individual will come in here's got some big shoes afhill and we're gonna be challenging that individual to to uh step up to the plate and and and to see the standards you set which are pretty high, extremely high. So we're gonna miss you without a doubt. I know you're nearby, you know it's just right down the street from me. [4:49:44, 4:50:04]: off off of Walt Stevens and we're gonna annex your community into the city anyway. You see, so you got that coming too, sir, so don't don't try to escape from us, you know, totally. But uh God bless you and your family and your and your next endeavor and uh we wish you success without a doubt. And citizens keep up with the council. We're still gonna move the city forward, keep the faith. [4:50:04, 4:50:20]: we're gonna do it. We're gonna we're gonna show you that we are the the the city staff and the mayor, along with the council to do the best thing for the citizens of Stockbridge. And we're yet to prove everything to do that to you and we're gonna prove it to you. We'll be nothing but successful here in the long run. God bless you all. Thank you. [4:50:21, 4:50:22]: Councilwoman Gantt. [4:50:26, 4:50:29]: Um [4:50:30, 4:50:44]: I like thank the staff for coming out tonight. You guys have stuck through this with us tonight. Um with the long town hall. We got even though we've been here we've gotten a lot accomplished. We couldn't do things without you. [4:50:44, 4:51:00]: And um I know we're having a great celebration for Mr. Harris tomorrow. I look forward to that. And um I'm gonna keep my comments short'cause he just told me not to talk'cause I will start boo hooing. And it's just an emotional time for me. Um [4:51:02, 4:51:04]: So Mr Harris, thank you. [4:51:06, 4:51:11]: I'll just say very quickly, um I haven't been here long as the new mayor. [4:51:11, 4:51:31]: But what a delight it was to work with Michael Harris.
