--- title: August 29 2017 Work Session date: 2017-08-29 source: 2017-08-29_August_29_2017_Work_Session.wav --- [0:00:05, 0:00:07]: So [0:00:08, 0:00:16]: I like to see a light. See? [0:00:16, 0:00:19]: See a light? I don't see a light. Yeah. No. [0:00:21, 0:00:29]: Okay, [0:00:30, 0:00:36]: You know how to work clicker? Hey Mike. Do you know how to work clicker? [0:00:39, 0:00:46]: Down here? I got it right here, but you just don't seem to turn it on. Battery? It could be. [0:00:46, 0:00:51]: Can't get it to open. Is that [0:00:51, 0:00:53]: Always hate them plastic and I'll break them. [0:00:54, 0:00:55]: Did I get it? [0:00:55, 0:00:58]: Yeah, we just need a triple A battery probably. [0:00:58, 0:01:07]: Yeah, let's put it in the second one. Oh there it'll turn green. We'll get it to go green. Sometimes it just stays like that for so long that it just needs to roll around. [0:01:12, 0:01:14]: [ 76.7, 78.7]: Oh great deal. [0:01:20, 0:01:24]: [ 85.3, 93.4]: Let's see. There it goes, there it goes, there it goes. I got it. Okay. See if it will be [0:01:33, 0:01:34]: There we go. [0:01:35, 0:01:41]: I knew it was supposed to have a line. There you go. Yeah. I'll say. You're good with that. Okay. [0:01:46, 0:01:53]: [113.6, 120.5]: So [0:02:06, 0:02:13]: Well, it's that problem. [0:02:15, 0:02:25]: So you know that we'll record. [0:03:35, 0:03:38]: Well that you're [0:03:40, 0:03:50]: [250.6, 265.6]: Hey, hey, how are you doing? [0:04:35, 0:04:40]: [290.0, 301.1]: This is what says I forgot to give the problem about the extra one. [0:05:01, 0:05:03]: What's that? Yes. Yeah, just one hit each other. Okay. [0:05:22, 0:05:23]: [351.0, 362.8]: If I could, I would like to call uh this evening's um council meeting together Tuesday, August twenty ninth at six oh two PM. It looks like we're a minute or two late. [0:06:03, 0:06:12]: Um at this time I would like to call up one of our local pastors, Pastor Robert Elam, and he's gonna come to our microphone and [0:06:12, 0:06:19]: um have our invocation followed by the pledge to the American flag. So if you'll join us for that, if you'll stand. [0:06:23, 0:06:24]: Let us bow his own. [0:06:25, 0:06:33]: Heavenly Father, we want to come to you today. We just want to thank you, God, just for your grace, your mercy, your understanding. But most of all God, we ask you allow all of us to be on one accord. [0:06:33, 0:06:38]: So Father we just thank you, God. We just ask you right now, God, just to reign within us. [0:06:38, 0:06:41]: In Jesus' name. Amen. [0:06:43, 0:06:56]: Pledge allegiance to the United States somewhere and to the revolution. [0:07:00, 0:07:16]: Ladies and gentlemen, this is a special night for Stockbridge. I am a I am very pleased to announce to you that last week I recommended Randy Knighton to be our next city manager. He comes to us with a great reputation and a wealth of experience. [0:07:17, 0:07:19]: He is here with us this evening. [0:07:19, 0:07:25]: And I would like to ask Randy if you would, he's in the back of the room, if he would stand to be recognized. [0:07:32, 0:07:42]: We anticipate that Mr. Knighton's nomination will be confirmed next week on September seventh, at which time we are planning a um [0:07:42, 0:08:02]: uh formal but uh welcoming reception from mister Knighton and uh it is for the entire community. If anyone would like to come out and meet him and talk with him further that evening uh you would be welcome. And uh Randy we all look forward, not only the council and the mayor and the [0:08:02, 0:08:09]: a legal um um uh member of our staff and everyone on our staff but [0:08:09, 0:08:16]: Many people throughout our community have been getting phone calls from Gainesville where Mr. Knighton is coming from. [0:08:16, 0:08:25]: And the word is we scored a big win and we thank you so much for um agreeing to come to Stockbridge to lead us into the future. Thank you very much. [0:08:27, 0:08:31]: At this time we'll ask our clerk for her to call our roll. [0:08:32, 0:08:50]: Thank you. Councilman Alexander. Present. Councilman Blount. Present. Mayor Neal. Present. Mayor Pro Tem Ford. Present. Councilwoman Gantt. Present. Councilwoman Robinson. Present. Mayor Neal, you have a quorum. Thank you very much. Uh before we uh uh accept our agenda [0:08:51, 0:09:11]: Um we need to amend our agenda. Can we do that, Madam Clerk, before we okay. All right, we have two amendments. One is coming um from a request that we had earlier in the day to remove motion number two uh from your agenda. So if you would strike that on the following page. [0:09:11, 0:09:17]: Page um under new business. Item number two has been removed. I need a motion to go forward with that. [0:09:18, 0:09:19]: So moved. [0:09:19, 0:09:21]: Thank you. Do I hear second? [0:09:22, 0:09:22]: My second. [0:09:23, 0:09:30]: Okay, we have a motion in a second to remove item two under discussion from our agenda. Any discussion? [0:09:31, 0:09:33]: If not, all in favour. [0:09:34, 0:09:46]: Thank you very much. Next um we have uh an agenda item to add for the point of discussion and that's going to be presented by Councilwoman Robinson. [0:09:48, 0:09:49]: So move. [0:09:49, 0:09:53]: I second. Okay. Any discussion? [0:09:55, 0:09:56]: No discussion. All in favor? [0:09:57, 0:09:58]: Okay, thank you. [0:10:02, 0:10:13]: At this time um we are going to review no no, at this time we've got to have a motion to accept the entire agenda now that it's been amended. So do I hear a motion? [0:10:13, 0:10:14]: Oh more. [0:10:14, 0:10:20]: Okay, we have a motion. Do I hear a second? Have a motion and a second. Any discussion? [0:10:21, 0:10:23]: If not, all in favour? [0:10:24, 0:10:31]: Okay, at this time we're going to review minutes of the following meetings, council meetings from uh july tenth [0:10:32, 0:10:39]: uh work session meeting of seven twenty five and special call meeting of uh july twenty sixth. [0:10:40, 0:10:42]: At this time. Those are just for review. [0:10:43, 0:10:48]: At this time, Madam Clerk, do we have any three minute comments from the public? [0:10:49, 0:11:02]: There are no comments. There are miracles. There are miracles. Uh at this time um we have a presentation um and we are delighted to have with us this evening um [0:11:02, 0:11:22]: one of our own from our community and we're gonna ask uh Pro Tem Ford if he would introduce uh Mr Curry. Yeah thank you Mayor I appreciate it. Ladies and gentlemen um when we were in Savannah for our annual general GMA conference, uh Mr William uh Curry was down there talking to elements of of the GMA uh body [0:11:22, 0:11:42]: about the two thousand twenty census. And I got a chance to sit down on one of those briefings, but I wanted him to make a presentation to the entire council and sure that we're all in sync and and we're doing the right things here in the city of Stockbridge. Mr Curry also happens to be my neighbor. He lives right around the corner from me in Monart Village, so I see him often as we walk our dogs up and down the street. [0:11:42, 0:11:45]: But Mr Curry, could you please come to the podium, sir? [0:11:48, 0:12:04]: Well good afternoon. Good afternoon. I'm William Curry. I'm from the US Census Bureau. I've been doing this for about eighteen years now and like you said, I've been doing a lot of travel. I've been speaking to a lot of different cities, counties, and even the state on this program because it's very, very important. However [0:12:05, 0:12:17]: I'd be remiss or be could not not speak in my own backyard. So I have to do this and would I'm glad um they invited me to come out because this is a very important program and I'm glad to be able to come out for it. [0:12:18, 0:12:29]: So today I'm going to talk about I know you guys are s you hear that they know census or they I'm familiar with the census but I know the public you guys will know census as well. So it's gonna this presentation is gonna not only [0:12:30, 0:12:31]: That's gonna affect everybody. [0:12:31, 0:12:38]: and it's federal funding. So this is a great presentation for everyone to understand w what is the logistics behind this. So [0:12:39, 0:12:47]: The very first program that comes out of the 2020 census is called the Local Update of Census Address Program, known as Luca 2020. [0:12:48, 0:13:00]: Basically I'll give a overview, talk about what this program means, what is LUCA, I'll talk about LUCA confidentiality and security, what does that mean? I'll talk about statewide participation. [0:13:01, 0:13:02]: Uh in twenty ten. [0:13:02, 0:13:11]: Also talk about the different options that are available for this program and how to prepare for your hundred and twenty-day and what does that mean? Hundred and twenty-day review. [0:13:13, 0:13:13]: Now [0:13:14, 0:13:21]: Question is, why do you allocate your resources for these programs, for CENSES programs? The answer to that is [0:13:21, 0:13:22]: money. [0:13:22, 0:13:28]: Federal funding. Okay. Trying to get all the counts right is extremely important to federal funding. [0:13:29, 0:13:44]: And you guys use our federal funding to make community decisions, whether you how many where you want it. Schools, s uh every every community resource you can think of comes under the federal funding. So that's why I want a reason why it's very, very important. [0:13:45, 0:13:48]: Now, let's talk about a few things on this slide here. [0:13:49, 0:14:02]: First thing we want to talk about is some we we we do this every ten years. So a lot of things have changed since that point. So we have to keep up with the times as well. So now we're getting into twenty twenty. Some things have changed. For example, [0:14:03, 0:14:05]: motivating people to respond. [0:14:05, 0:14:19]: Right back then when we did it in twenty ten we didn't have Facebook, we didn't have Twitter. So now we have to take it to social media to go and motivate people to respond to the Census Bureau. So that's one of the new methods we're doing in twenty twenty. [0:14:19, 0:14:24]: The other thing that we're doing is this would affect everyone is and I just want to make sure we're clear on this. [0:14:25, 0:14:45]: This time we're going to have what we call internet self-response. So when you want to get counted this time, the the in 2010 you you guys used to mail the form, mail it back. This time you can go on your cell phone or your computer and get counted on the computer. You can go ahead and get counted. It's called Internet Self-Response. So you can pick up your phone and quickly do your [0:14:45, 0:15:05]: census form and that's it. And also if you don't feel comfortable with the internet, you can use telephone response. You can go in and basically call the census bureau and get counted on the phone as well. So and those are the some of the new methods we're doing for 2020 census. That's our new design. And of course we still do offer the mail option if those [0:15:04, 0:15:23]: those who don't trust the internet and telephone but we're really trying to sway people into the internet self response. And as the as the years go on you're gonna hear a lot about this from the Census Bureau and really pushing a lot of people to really use the internet to fill out the census form. So those some of the new things that are under the twenty twenty census design. [0:15:26, 0:15:29]: Now, let's talk about addresses for a second. [0:15:30, 0:15:40]: One thing we've doing as a Census Bureau, we update our address lists quite a bit. And one of the things we use is the US Postal Service. The US Postal Service gives us address updates twice a year. [0:15:41, 0:16:01]: And that's that's one of them updates we do. And we also use what we call address canvassing. Address canvassing is where we take the operation, we go door to door to everyone and make sure we get all the addresses. So so that's one of our other ad um one of our other operations that we use. However, this time we're gonna not just send people out all the time. [0:16:01, 0:16:13]: We're gonna actually do something on the computer, they'll look at a address list, use imagery, use Google and find addresses online, and then if we can't find them online then we'll go out and send someone out to the field to get counted. [0:16:13, 0:16:14]: Now [0:16:14, 0:16:19]: The next programme I want to talk about is the one that most important, our LUCA programme. [0:16:20, 0:16:35]: It's called the local update of census address. Basically, this is the operation where we all offer this one time, once every ten years, where you guys can go in, look at our address list, make changes, and give it back to us. [0:16:35, 0:16:41]: That's the bottom line. You get this one shot to do this and we only offer this once every ten years. [0:16:42, 0:17:00]: Now why is this such a big deal or why we only offer this one time? Why is this because mainly I look at this program as we kind of set the table for the census. In order to count people, we need to know where everyone lives. So that's one of the main reasons why this is extremely important. And the other reason is that [0:17:00, 0:17:03]: We want to make sure we have all your addresses. [0:17:03, 0:17:10]: And the reason why it is, and I'm going to show something to you, and I know some of you guys don't have this paper. This paper here is from the George Washington University study. [0:17:11, 0:17:18]: It's called counting for dollars. It gives you the estimate of how much the state of Georgia gets for federal funding or what is the estimate is projected to get. [0:17:19, 0:17:29]: It is it is projected that each person in the state of Georgia, every person that lives in the household is worth one thousand three hundred and thirty nine dollars. [0:17:29, 0:17:36]: So if you take a family of four and you multiply that, you're looking at fifty three thousand or around about fifty three thousand dollars. [0:17:37, 0:17:47]: If my address is missing, a family of four and you have several houses that are missing, that's how much money the city of Stockbridge could be potentially losing. [0:17:47, 0:18:05]: That's a big deal.'Cause nobody wants to come up short on federal funding. So that's why it's important for City of Stockbridge and anyone, any county, any city to make sure that we look at our address list, make changes and give it back to us. So this is why this program is so critical. [0:18:06, 0:18:06]: Yeah. [0:18:07, 0:18:13]: What are the some of the new things that we're talking about? One of the new things we're going over in Luca is that we're [0:18:14, 0:18:34]: You guys get to l look at our address list. That's the one new thing. You'll look at it, update it, and give it back to us. It also includes uh structure points. So when you mainly structure points is where we actually give you the lat long for each house, so that it does have that as well. And we'll also allow you guys to submit non city style addresses with [0:18:33, 0:18:53]: You can identify them on the map. So as long as you're able to do that, we can have that. Well the one of the most things I would say that important for this program is that if you're going to add apartment complexes or multi-units, you've got to have the unit identified. You've got to have unit A, unit B, unit C for each one of your apartments. So that's critical if you're going to update. [0:18:53, 0:19:05]: our address list. Make sure you have your address list with the uh apartment numbers on. So those are the most important things. Now let's talk about confidentiality and security. Okay. [0:19:05, 0:19:12]: The our information, our addresses are protected by under Title thirteen, which is under the US Code. [0:19:12, 0:19:32]: So mainly what that means is that we cannot share our address data with anybody. Okay? We can't share it. And the reason why we can't share it because we gotta make sure the public understands, you guys understand, that we're not sharing this data with anybody. Okay? And we have to make sure I we cannot share this with anybody. And then that's the [0:19:32, 0:19:44]: That's the reason why our addresses are so confidential. So in this program, if anyone wants to participate in this program, they have to sign up in order to view our addresses. So we'll go over that in a few minutes. [0:19:45, 0:19:53]: Now, oh jeez, there's the wrong map here. I'll go over. I was gonna show you some maps here, but it's the wrong one. But we'll move on to the timeline. [0:19:53, 0:19:53]: Okay. [0:19:54, 0:19:55]: So [0:19:55, 0:20:02]: The timeline we got right now is we sent out advanced notices to the mayor in January. Let him know that this program was coming. [0:20:02, 0:20:11]: And also in April we started our promotional workshop trainings. This is a promotional workshop. A small version of it, but we're we'll go over that. [0:20:11, 0:20:28]: And uh july twenty seventeen uh we started our registration. The registration forms went out to all the highest elected officials. I did see that you guys registered, which is great. And so but there are other places that did not and so we're starting to still send them out as we speak to all the cities and counties in our region. [0:20:29, 0:20:47]: And October we'll have uh trainings for this, our technical trainings to go over the nuts and bolts of this. So everyone in your staff that will be participating in this program make sure they are aware of the October, November and even December Janu uh and January trainings. So we'll we'll have about three to four months of trainings throughout the state. [0:20:48, 0:20:49]: Now, um [0:20:50, 0:21:05]: In February twenty eighteen, the address list comes to you guys. Okay? You have a hundred and twenty days to review the address list. Look at the address list, make changes, and give it back to us. So you have a hundred and twenty days to do that. [0:21:05, 0:21:10]: If you do not wait after the one hundred and twenty days, then we can't guarantee we'll process your address. [0:21:11, 0:21:13]: So that's one of the most important things. [0:21:13, 0:21:33]: August twenty nineteenth, we will give you feedback on your addresses. So basically what's going to happen is you're going to submit your addresses to us, we're going to go through several census operations and verify every single one of your address records and then give it back to you with a with a report card. Whether we accept all of them or not, or there's a few we ha could not accept. [0:21:33, 0:21:36]: So we'll that takes place in August twenty nineteen. [0:21:38, 0:21:42]: And these are the examples of some of the registration forms that what they look like. [0:21:42, 0:21:45]: So they look like that, it's a packet. You guys already did that, so we'll move on. [0:21:46, 0:21:47]: Now [0:21:47, 0:21:57]: Assembling your team. If you are assembling your team for this program, make sure the high selected official signs off on the program and you d designate a liaison. [0:21:57, 0:22:01]: Once you de designate a liaison, you'll have reviewers. [0:22:01, 0:22:10]: Reviewers are people who are going to review the address list. They all have to sign up for the program. Anybody who's not signed up for the program cannot view this data. [0:22:11, 0:22:17]: So that's how that and that's the responsibility of the liaison to make sure that everyone signs up for the program. [0:22:20, 0:22:21]: All right. [0:22:21, 0:22:41]: A hundred it takes a it's like I said, once you prepare for this hundred and twenty day review in February when the address list comes to you guys. Why is that important?'Cause it's estimate it takes between sixteen to six hundred and seventy two hours of manpower to do this program. So it takes some work. So I want you guys to be aware so when your staff is working on it, try [0:22:41, 0:23:01]: I'm not to give them a whole lot of other work to do because there's a lot of addresses to go over. And I know I've been here for about what ten years now. This area's grown since ten years ago. So we've expanded a lot. So yeah, we'll have more addresses, a lot more to deal with this time go around. So it's it's again, it takes about between sixteen to seventeen two hundred. [0:23:01, 0:23:03]: hundred hours to complete this address list. [0:23:04, 0:23:05]: And why is it dead? [0:23:06, 0:23:12]: because basically you have to go through each one of your addresses, look at ours, make changes, and that's a lot of addresses to go through. [0:23:13, 0:23:26]: And so here are some of the options we offer. We offer paper option and digital option. So you can get a paper address list or you can use our computers and uh use our data as well or GIS, the geographic information system. [0:23:28, 0:23:46]: And when you are using our product, we will provide you with our own software known as GUPS. You can use ours. And GUP stands for Geographic Update Partnership Software. It's our own software you can use. And you have paper format if you want to use our address list and you can also use your own using digital format. [0:23:48, 0:23:49]: Prioritizing your review. [0:23:50, 0:24:09]: Make sure your guys' addresses are up to par. Make sure they're updated constantly for this operation. Because you're gonna have to l use your list and compare it with ours and update our address list. Make sure you got areas of new construction, make sure that's up to par. Um, make sure when you are using new construction, make sure the house is there. [0:24:10, 0:24:17]: A lot of times folks sit in as addresses, the house doesn't even appear and we'll give we'll reject that address. So make sure that it does appear. [0:24:17, 0:24:30]: So make sure you've got like new apartments, make sure they're updated. And I know that a lot of people are moving into tiny homes or other places where they're different. Make sure they're updated and so you'll be able to update our address list. [0:24:31, 0:24:51]: This is our website here. Uh you can go look at this. It's uh wwwcensus.gov partnership and it's for Luca and you can go in and it has all the updates. It shows you even information about what other cities and counties are being registered around you. You can go there and look at that and take a look at that information. But it's a lot of information there. [0:24:51, 0:24:53]: [1494.8, 1512.2]: I if you have any questions, there's a toll-free number there that's 844-344-0169. That's our helpline for this program. And there's also an email if you got questions. And I'm also available as well at the Atlanta Regional Office, and that's the main phone number there. [0:25:12, 0:25:14]: So any questions? [0:25:16, 0:25:18]: Yes, I have one question. [0:25:19, 0:25:39]: I would like that we have an interesting dynamic here which is we have city we have like myself I have a McDonough address. Yes. So then I have a separate zip code, but I'm also in the city limits of Stockbridge. So when that information comes to you and we send you the list of address [0:25:39, 0:25:51]: that uh that wouldn't be kicked out as a potential issue because our dress was different or the zip coat was different or how could we tailor that to make sure it was accepted. [0:25:52, 0:26:00]: Well, first thing is with this program it's all about within your city limits. Mm-hmm. That's right. So if the address is within the city of Stockbridge, that's what you get. [0:26:01, 0:26:05]: So it can have a different zip code. Don't we don't follow zip codes. [0:26:05, 0:26:22]: So as long as your address falls within the city of Stockbridge, th it will fall on the bridge. And this operation is only bounded by the city current boundaries we have in our system. So whatever the city boundary is, if your address is within the city boundary, then it will be on this list. [0:26:24, 0:26:30]: Okay. Uh any other questions? Mr. Forward. Yes, sir. Yes ma'am, appreciate that, ma'am. Um [0:26:31, 0:26:47]: Per capita, one thousand three hundred thirty nine dollars per capita per house per individual in the household. So and I don't know if you know the answers, maybe you do. If y you I think you mentioned that if you miss a household that's not counted, that's money funding, federal funding that the city will not get if they're not accounted for. And [0:26:48, 0:27:08]: So obviously that's not good to miss that out and miss that opportunity, but how does that funding come? Do you have any idea? How would it be identified and come to the city? Do you have an idea about that? Yeah, the funding comes through the different multiple programs that are listed here. So they come that in that direction. Now how they actually come from or what part of the government I that's that our we that [0:27:08, 0:27:15]: For the Census Bureau we don't know that. Okay. But for us we we just give it to our you know to Congress and then Congress will take it from there. [0:27:15, 0:27:20]: Okay. So they'll come from there. Uh it will come from Congress. All right, thank you. Appreciate it. Sure. [0:27:22, 0:27:28]: If not, Mr Curry, thank you so much for coming and enlightening us about this. We've been following it for the last few months, so [0:27:29, 0:27:33]: I hope we can get everybody signed up. We don't wanna miss our opportunity. [0:27:35, 0:27:37]: Thank you. [0:27:38, 0:27:49]: At this time we're going to move on to new business and on our agenda tonight we have three items that are going to be presented to us by our public works director. Um [0:27:50, 0:27:52]: Dashus errant at this time. [0:27:53, 0:27:55]: Good evening, Madam Mayor and Council. [0:27:55, 0:27:58]: We come before you tonight with three articles of business. [0:27:58, 0:28:05]: When I first came here one of the things I I talked about in that survey I passed out was public private partnerships. [0:28:06, 0:28:11]: And tonight we're coming before you to ask you to approve to allow the Department of Public Works. [0:28:11, 0:28:12]: To use [0:28:12, 0:28:16]: uh three private partners, one for on call landscaping. [0:28:16, 0:28:17]: Which will be [0:28:18, 0:28:23]: conducted by Mo Big Mole's Lawn Care Maintenance and Landscaping, L L C [0:28:24, 0:28:32]: The second is to ask for consideration to approve the on-call water and sewer emergency and operational repair, maintenance and construction services. [0:28:32, 0:28:34]: And the vendor is Site Engineering Inc. [0:28:35, 0:28:43]: And the third is the a lot of approval to on call street maintenance vendor DAF concrete. And what we're asking is [0:28:43, 0:28:53]: We're not saying we're gonna use these per se, we're not gonna have a set schedule, but if an event arises that we need to use them then we wanna have [0:28:53, 0:29:01]: the ability to call one of those contractors say um a right away need to be mowed more frequently than we can [0:29:01, 0:29:18]: afford to get around to it, then we have a landscaper that we can call. They bid it on every street within the city limits of stop bridge. We have a price what it would cost to cut those individual streets. And also we had a business bid on the concrete work and pothole repair. [0:29:19, 0:29:39]: And we also about the uh water and sewer. But this is just like having an an insurance policy, but we're not paying a premium unless we use the services of these vendors. So I just think it'll really be beneficial to the city. It'll alleviate having to go out and try to hire additional staff and buy equipment and assume the liabilities that are [0:29:39, 0:29:45]: associated with hiring additional staff and I just think this'll uh be very beneficial to the city of Stockbridge. [0:29:46, 0:30:06]: And uh I believe it's true, um, Mr. Aaron, that you have met with the treasurer and in each of these categories um our treasurer feels that there's enough money in place to take care of this authorization. Is that correct? Yes, ma'am. Okay. Manil. Okay. Any questions? [0:30:06, 0:30:17]: Uh Mayor, I may. Um I would like to move that we approve the on-call landscaping vendor beatmo's lawn care maintenance and landscaping LLC. [0:30:17, 0:30:36]: I have a question. Uh let me ask, are you presenting all three of these at one time or are you presenting one at a time? We can discuss them in a group. Oh okay. I'm going to go to the case. I will um withdraw that motion for right now then if it's going to do all three. [0:30:37, 0:30:44]: Okay, so you are making a motion to approve items uh under new business three, four and five. Is that correct? [0:30:45, 0:31:05]: N no no mayor, he's gonna do the rest of the presentation on the others. But have you done the uh they were all three done at the same time. Okay. So so yes. Okay I would like to amend um my motion to include items three, four, and five um for council consideration to approve the on-call landscape and vendor, big moes, lawn care maintenance and LL ski. [0:31:05, 0:31:19]: Maintenance and Landscaping LLC, the OnCall Water and Sewer Emergency and Operational Repair, Maintenance and Construction Service Vendor, Site Engineer Inc., and the OnCall Street Maintenance Vendor, DAF Concrete. [0:31:20, 0:31:22]: Okay, we have a motion. Do we hear a second? [0:31:22, 0:31:28]: I have an excuse. You have a second? No, I have a question. Okay. Did I hear a second to amend [0:31:31, 0:31:33]: Now second to a mend. [0:31:34, 0:31:35]: Washington, so [0:31:35, 0:31:36]: Okay. [0:31:37, 0:31:43]: Uh, do you want to back up and take'em one at a time? But we don't have a second to amend those three. [0:31:43, 0:31:46]: Let's go back and take one at a time. [0:31:48, 0:31:51]: Well the first one is for the approval of the own called landscaping, which is [0:31:52, 0:31:55]: Big molds, lawn care, maintenance and landscape and LLC. [0:31:55, 0:31:56]: And I have a question. [0:31:57, 0:31:57]: Yes, ma'am. [0:31:58, 0:31:59]: Can I have Thank you, Mayor? [0:31:59, 0:32:00]: Um [0:32:01, 0:32:04]: So we've d did R S B R F P on this. [0:32:05, 0:32:09]: For us okay, so we did that. And my main question is [0:32:12, 0:32:14]: My main question is [0:32:14, 0:32:17]: They're not just gonna be a bush hall type [0:32:18, 0:32:19]: landscape or [0:32:20, 0:32:24]: They're gonna come out like the normal, do landscaping, edging. [0:32:25, 0:32:45]: Spring depending on the event. No ma'am, that's that's completely separate. This is for the right of way maintenance. The landscaping is complete is separate. Okay. Because it deals m mostly with beautification. This is just to help you. I don't hear on call landscaping vendor. But this is just to help us if we run short of personnel, we can't get [0:32:45, 0:32:52]: people and things of that nature or you want to right away cut more frequently then we can afford to get around to it. So okay so right away. [0:32:53, 0:32:55]: Any other questions, Mr. Blount? [0:32:56, 0:33:01]: Good evening, Mr Dacious. Uh one of the things that um I've always asked is [0:33:01, 0:33:04]: along with other council members, what do you need? [0:33:04, 0:33:08]: uh over in public works to function at the level that [0:33:09, 0:33:09]: The [0:33:10, 0:33:13]: city needs to it to be functional. And one of the things that uh [0:33:14, 0:33:16]: My concern with these [0:33:17, 0:33:22]: on call um entities is that, if you will, is that uh [0:33:22, 0:33:26]: We're looking at what about thirty nine employees in public works? [0:33:27, 0:33:29]: And about twelve on call employees. [0:33:29, 0:33:32]: So I I would like to have seen a presentation [0:33:33, 0:33:47]: uh given to council on showing how we're maximizing what we're doing now versus bringing forward something uh bringing on entities of our own call because if we're maximizing our if we're not able to maximize our resources [0:33:48, 0:33:59]: versus the need, then there may be a need for us to do changes in those areas, but to bring on own call three on call entities to say that that we need this and [0:34:00, 0:34:04]: Well, kinda put put me in an interesting position to approve it. [0:34:04, 0:34:10]: Well, the reason why we're doing the on call landscaping is because we do have the part time staff. [0:34:10, 0:34:15]: But when you're looking for ten people you get two show up. We've been having a issue all year with [0:34:16, 0:34:18]: The temporary staffing levels. [0:34:19, 0:34:31]: So this is you we're not paying for'em unless we use'em. If we run into a a situation where we need the service, we don't have the staff available, then we call them and have them take care of their issue. [0:34:31, 0:34:40]: When like I say, when you come up here on a Monday or Tuesday and I hear guys my guys telling me they've been here for ten, twelve years, this is the worst group attempt. [0:34:40, 0:34:41]: They've ever had. [0:34:41, 0:34:42]: When you [0:34:42, 0:34:47]: You plan your day, you're going out the mall right away and two temporary people show up. [0:34:47, 0:34:48]: jest [0:34:48, 0:34:50]: You and two temporary people trying to [0:34:51, 0:35:00]: do right away maintenance, that gets to be a problem. And then you have counsel calling and say, Well why didn't you cut such and such? Why didn't you c you don't have the resources [0:35:00, 0:35:13]: And this is more valuable than if you went out and tried to hire ten permanent employees and provide them with equipment and all the resources that go along with this. This like I said, this is only gonna be used [0:35:13, 0:35:33]: when it's absolutely necessary. There's no cost associated. If we don't use Big Mo we don't pay him. If we use'em, we know what it costs to cut North Henry, Rockforer and all the every road in the city of Stockbridge. But if it's an emergency situation or a situation we need to get something done, then we pick up the phone and call him. We're not worried about [0:35:33, 0:35:37]: Whether I got ten temp show up or whether I got three. [0:35:37, 0:35:39]: Because the work still has to be done. [0:35:40, 0:35:43]: Because you say thirty nine people but you you gotta think. [0:35:43, 0:35:48]: Those people are spread out over different divisions. You got storm water, you got water, you got wastewater. [0:35:48, 0:35:49]: You got part. [0:35:49, 0:35:54]: You got buildings and facilities. So in actuality in the public works [0:35:54, 0:35:56]: Porsin is the bowel. [0:35:57, 0:35:58]: Twelve guys. [0:35:59, 0:36:04]: that'll actually do you know, it's two guys dedicated to the parts every day. [0:36:04, 0:36:06]: Yeah. Well that goes back to my [0:36:07, 0:36:11]: original question is that when we talk about identifying areas [0:36:12, 0:36:13]: that we need to [0:36:14, 0:36:16]: uh have attention to [0:36:16, 0:36:19]: Because we can look at potentials. [0:36:20, 0:36:36]: But if the potentials come at a cost, then we need to know what areas right now that would put that could likely put us in those situations because when you're talking about, okay, if we s from where where I'm sitting, I'm looking at thirty nine plus twelve temps fifty one people, but you know where they're located. [0:36:36, 0:36:56]: So if the discussion is to be with us that we don't have enough in this area to to to do certain duties that that are needed, uh and'cause you're talking two different things that we're talking about monies needed for on call versus the quality of people we're getting, then those are the things that we need to know that we need to address [0:36:56, 0:37:02]: uh not only internally but it makes some decisions that you will bring to the council that we we we need to address. [0:37:03, 0:37:23]: If we're talking about the quality of workers. I think we we probably we missing each other. The thing is if my ten temps don't show up, I call Big Mo. Instead of paying those ten employees however it is for the week to do what they do, I pay Big Mo for a day or two to do what they do for that week. So it's a trade [0:37:23, 0:37:25]: [2245.5, 2259.5]: The Timp's gonna do it and we pay them or Big Mo's gonna do it and we pay him. It's not we paying both of them at the same time. It's either or. And the money pretty much comes from the same the same pot because you got that money you [0:37:39, 0:37:43]: Every year you put a hundred and thirty thousand, I think, for temporary staffing. [0:37:43, 0:37:47]: If temporary staffing doesn't show up, that money stays in there. [0:37:47, 0:37:49]: It it doesn't get used but [0:37:49, 0:37:53]: If you got his own call and I can just call him, okay. [0:37:53, 0:37:54]: I had one temp show up. [0:37:55, 0:37:58]: And I know what needs to be done for that day or that week. [0:37:59, 0:38:11]: then I don't have anybody available. It's good to be able to call him and still get the same benefit I would've with the ten. Yeah, but the last dialogue that I I received, I can't speak for other council members, is that when we [0:38:11, 0:38:31]: When we sent out to um have the services a lot of our services, uh even our sanitation services contracted is that we would have at least four employees that would be going out and that would make things easier for t for the right of ways to be uh done. I'm just saying th that we thought we was moving. I thought I'm [0:38:31, 0:38:36]: I guess I'm sorry, we I thought we were moving in the right directions and now we're talking about [0:38:36, 0:38:56]: on call uh potentially on call companies that could potentially cost us more money when we thought that I in my opinion I thought that we had uh sufficient employees enough to do what we need to have done. But they're not gonna cost us more money. Either you're gonna use Big Mo and his crew, say he say he'd do North Henry for [0:38:56, 0:39:00]: six hundred dollars that's not the right cost. But if I got [0:39:00, 0:39:05]: ten guys out there, the tenth guys and they're doing it and it costs twelve hundred dollars. [0:39:05, 0:39:20]: You know,'cause what you're paying those guys versus what I'm paying Dick Mo, I think it's a good trade off if the if the ten don't show up. We just wanna have something available. We've been having a big issue with happy faces and Habaka all [0:39:20, 0:39:21]: All year. [0:39:22, 0:39:28]: And so we just wanna have something available if we don't have that resource to still get the job done. [0:39:29, 0:39:30]: Any other questions? [0:39:30, 0:39:37]: Yes, m Mr. Thank you for um being very patient with us. Uh in terms of the overall [0:39:38, 0:39:48]: appearance of the city and the effect that it would have potentially on Highway one hundred thirty eight and other areas that we'd have trouble with previously. [0:39:49, 0:40:09]: Would this help us take us in the right direction in order to uh impact that and overall uh the the direction that we're going in, the quality of these staff members of of these uh big mo services, do you think they will be improved over the season? [0:40:09, 0:40:29]: I'm not saying they're not performing. What I'm saying is they don't show up on a regular basis this year. That's part of performing. If say rock for we've had a lot of rain this year. If you want to cut weekly, we don't have the resources or staff available, but we have [0:40:29, 0:40:32]: have a on call person we can call and say, Hey, for the month of [0:40:33, 0:40:35]: All of us, we want you to cut rock forty every week. [0:40:35, 0:40:37]: Mm-hmm. [0:40:37, 0:40:47]: Okay, but you know it might take us two weeks or three weeks to make it back through that cycle. So if we had somebody that was available to do that, some areas y'all want to cut more frequently. [0:40:48, 0:41:08]: then you call that on call. Well I I'd just like to say that I'm on board with it one hundred percent because what it does is it gives us extra um it gives us extra manpower, it provides us with a back up um back up staffing in case as you say uh we had the issue with staffing and people [0:41:08, 0:41:28]: Showing up. But I would like to follow up on Councilwoman Robinson's case. Yes, right of ways sometimes are right of ways, but I don't see anything wrong with trimming certain right and right of ways. Let's say you got gateway leading into the city like with coming over the bridge on Rock Quarry Road leading into [0:41:28, 0:41:48]: the city, what's wrong? And then uh at our exits, you know you know, we have even when you cut the grass and you have grass growing all into the median and then over the curving, it's still very unattractive. [0:41:47, 0:41:48]: Practice. [0:41:49, 0:41:52]: That that's a part of that as well. That was part of the RFP. [0:41:52, 0:41:57]: Okay, that was part. [0:41:57, 0:41:59]: Any other questions? Mr. Forward. [0:42:00, 0:42:07]: Um the the amount of money set aside for the budget. You said a hundred and thirty thousand, but I don't know if that was for that specific piece of landscaping like that or not. What? [0:42:07, 0:42:11]: I suppose it's in the budget already. But what what is what's the number there? [0:42:11, 0:42:17]: Hundred and thirty thousand was set aside, I think, for the last two or three years for the temporary staff and debt you employ. [0:42:18, 0:42:31]: Well, if we don't have temporary staffing then we're not spending that money. So if the if it's been budgeted and allocated then we still want the service, we still want right of ways maintained. Then instead of paying the temporary [0:42:31, 0:42:34]: Happy faces, staff or the other temporaries [0:42:34, 0:42:38]: people staff, we just pay the on call landscaper to do what those [0:42:39, 0:42:40]: dolls are doing. [0:42:40, 0:42:41]: Okay, fool for thought. [0:42:41, 0:42:47]: I don't know if it's a good concept or not, but everything about hiring full time employees, they don't have to worry about this? [0:42:47, 0:42:51]: Sir you couldn't hire enough people to Do that? [0:42:51, 0:43:00]: To not cost effective, huh? But the liability you assume you gotta provide equipment for'em, you gotta pli provide health insurance and all the benefits, it would be more [0:43:01, 0:43:06]: cost prohibitive than just calling in somebody who already has his own insurance, has his equipment. [0:43:07, 0:43:08]: And all of that, so it [0:43:09, 0:43:11]: It's a cheaper option. [0:43:11, 0:43:16]: That's why I assume the city has the temporary staff'cause you don't have to provide those benefits and [0:43:16, 0:43:24]: And all the other things that come along with part time par I mean permanent employees. Any more questions beco before we call for a motion? [0:43:24, 0:43:26]: No, no. Questions? [0:43:26, 0:43:35]: Uh I'll make a motion if you want to. All right, you want to make the motion? Yes, I make a motion to approve on call landscaping as described by a public works director. [0:43:36, 0:43:39]: Okay, we have a motion and we have a second. Is there further discussion? [0:43:40, 0:43:42]: No discussion, all in favour. [0:43:43, 0:43:44]: Thank you very much. [0:43:45, 0:43:46]: [2627.2, 2633.0]: I'm recusing myself right now from even voting'cause I I just need more information so it doesn't matter anyway. [0:43:55, 0:43:57]: Okay, let's move on to item four. [0:44:02, 0:44:16]: Item four is similar to item three is on call, water and sewer, you know, maintenance and and issues of that sort. We have a limited staff here, we have limited equipment and things of that nature. So if we had an emergency [0:44:17, 0:44:27]: that we needed somebody to come in and help us there if uh the water main that went on the North Henry went out is in a case and we don't have the equipment to dig down to it or repair it and replace it. [0:44:27, 0:44:30]: we would be able to call the uh site and [0:44:31, 0:44:38]: and call them in and have them repair it for us. We know what the price would be and it it would just help us out in time of need. [0:44:41, 0:44:42]: [2682.4, 2687.8]: This one before we go forward. Okay, so what's the budget for this one? [0:44:48, 0:44:51]: So that would come out of our operations budget. [0:44:51, 0:45:06]: that we currently have and and if it was something that was splosed in nature it would it would come out of the sploss funding. But like I said, this is just to have something in case that say if the winter this year it gets real cold, you have a m major [0:45:07, 0:45:10]: re water line repair you gotta make. [0:45:10, 0:45:15]: And you don't have that expertise on hand or the equipment on hand to do that repair. [0:45:15, 0:45:29]: It would be nice to have somebody that you've already negotiated what the cost would be then to have to call somebody and you're at their mercy because you need that leak fix right then. But do you know what the actual budget m I don't know off the top of my head how much it really is for the year? [0:45:30, 0:45:39]: Like I say, if we don't call'em it would be nothing. And and we don't have any intentions to call'em, but we just wanna have that resource available. [0:45:39, 0:45:51]: Well why I say again, do do you have an idea what's set aside? I mean, is it twenty thousand dollars, a hundred thousand dollars set aside? Do you have an idea? If you don't, you don't. I'm just a what's the point. Treasurer, no? [0:45:55, 0:45:57]: No, this is for the on call. [0:45:58, 0:45:58]: Water. [0:45:59, 0:46:00]: Water and so. [0:46:06, 0:46:07]: Okay. [0:46:08, 0:46:10]: But we don't know off the top head how much that is then. [0:46:20, 0:46:24]: Comes out of water and sewer funds, that's correct? Yes, I [0:46:26, 0:46:28]: All right, do we have any more questions? [0:46:28, 0:46:30]: Yes. Okay, Mr. Blount. [0:46:30, 0:46:35]: It it and I'm not trying to give you a hard time this day. [0:46:36, 0:46:38]: Even with that being said, [0:46:39, 0:46:41]: When when the when you look at on call [0:46:43, 0:46:45]: We're not in management in that position. [0:46:46, 0:47:03]: And I'm not and we're not I'm not familiar with the operations that position. So when you're talking on call, I haven't even know what this I don't even know what the stipulations would be to say, hey, it was best to call a on call versus not calling someone over here that could do it but they just aren't avail y [0:47:03, 0:47:10]: No, sir, it wouldn't be like that, especially with water and sewer. We would have exhausted every avenue, every [0:47:11, 0:47:20]: amount of knowledge we have to try to repair and fix the leaks. Some things are just beyond even larger municipalities, some things are just beyond the [0:47:20, 0:47:26]: knowledge and resources that you have available to you. Because if we need a track hole, we don't even have a track hole. [0:47:27, 0:47:33]: You know, if like like I said, a water line that goes on the North Henry is deeper than you can dig with the backhoe. [0:47:34, 0:47:45]: Well that goes back to for me, I wish we ha could have had these discussions prior to now because the questions I would have would go beyond the time that would permit, you know [0:47:46, 0:47:53]: for for me th for the questions I would have pertaining to what we have, what we're doing versus what we're saying we need and what we could do. [0:47:54, 0:47:59]: i it's just a lot of dynamics in it for me that I don't understand and and I would like more understanding of it. [0:47:59, 0:48:12]: You y you see what I'm saying? Yes, I I can I can prepare something for you and send it to you, but like I said, I'm just asking for permission in the event there's a catastrophic event. It would be just like if it's a tornado came through [0:48:13, 0:48:14]: Stop breeze. [0:48:14, 0:48:19]: We wouldn't sit and debate who how are we gonna go about cleaning and getting the city restored. We [0:48:19, 0:48:21]: We do what we have to do. [0:48:21, 0:48:25]: And we'll pay what the cost would be. But with these we know [0:48:25, 0:48:30]: w what our cost would be if if that catastrophic event happened. [0:48:30, 0:48:31]: Mayor Nell. [0:48:32, 0:48:50]: Yes. Um Mr. Aaron, thank you for your presentation. In regards to these three on call vendors that you're stating, you we basically went through a vending process and you have checked the budget and so these are things just in case we need backup, correct? [0:48:50, 0:49:10]: Um especially in the summertime and when the grass is high. Even now I've seen some areas that if we you know if if if public works is busy and we could use a helping hand and we had money in the budget. So you're stating that we do have money allocated for these projects and we've hired tents and we've done things in the past. You have now very [0:49:10, 0:49:23]: edit specific vendors that you want us to approve for own call purposes, is that correct? Yes ma'am, like I said, it's not we're gonna use them all the time. They'll be like a part of the city, it's just when we need'em we'll need'em, we'll give'em a call. [0:49:23, 0:49:29]: Thank you. No. Mayor Neal. We're Okay, question? I just want to make a motion. [0:49:29, 0:49:30]: To approve. [0:49:30, 0:49:38]: Okay, you make a motion to approve number four. Is that correct? Yes, ma'am. Okay? I second. Do it here. Okay, we have a motion and a second. [0:49:38, 0:49:40]: Uh any further discussion? [0:49:40, 0:49:43]: If not, all in favor, please raise your hand. [0:49:45, 0:49:49]: Okay, thank you. Blount your vote. Abstain. Okay, thank you. [0:49:52, 0:49:58]: Okay, let's move to item five, um, Mr. Aaron, and present that one for us. [0:49:58, 0:50:03]: Yes, ma'am, this is for the on call street repair and it's pretty much the same as the other two. [0:50:03, 0:50:06]: And there are times where potholes [0:50:06, 0:50:10]: We're waiting to try to get asphalt, run down asphalt people and [0:50:10, 0:50:15]: And some and an asphalt plant is not gonna start up to run one ton of asphalt for anybody. [0:50:16, 0:50:22]: But with the on call vendor he might have some resources available to him that are not available to us because he [0:50:23, 0:50:26]: built relationships and partnerships with all the people that might be [0:50:26, 0:50:46]: putting down asphalt and also as far as like sidewalks that need to be repaired and what we try to do is we wait till we get a sufficient amount of concrete to pour before we do it. It might be more advantageous if we had the contract to come in on some instances, you know, because we get busy doing other things that we'll have that resource instead of [0:50:46, 0:51:04]: letting it go three weeks, we might do we could do it in a week or so. But it just wanna have like I said availability to fix potholes and repair sidewalks in the vent we can't get to it in a timely fashion or we can't get the supplies and materials to fix it in a timely fashion. So [0:51:04, 0:51:06]: we'll have this resource available to us. [0:51:08, 0:51:08]: Mayor Nell. [0:51:09, 0:51:11]: Okay. [0:51:13, 0:51:13]: Okay. [0:51:14, 0:51:20]: I would like to move that we approve the own call street maintenance vendor DAF concrete dissected. [0:51:21, 0:51:26]: Okay, we have a motion and a second for n uh item number five under new business. [0:51:26, 0:51:28]: Uh is there any discussion? [0:51:28, 0:51:32]: No discussion. Oh, pardon? I gotta ask. Funding. [0:51:32, 0:51:40]: It'll come from our operations budget, out of the general maintenance budget. I just want to make sure. Just wanna make sure we're thinking about that. Yes. Okay. Thank you. [0:51:41, 0:51:44]: Okay. Um any other discussion? [0:51:46, 0:51:48]: Um then all in favor? [0:51:49, 0:51:51]: Raise your hand. Okay. [0:51:51, 0:51:52]: All right. [0:51:53, 0:51:53]: Thanks. [0:51:55, 0:52:08]: Items three, four and five uh for uncall services have all passed and all of those it was not a matter of amending money into the budget in this case, it was simply a matter of [0:52:08, 0:52:09]: Uh [0:52:09, 0:52:11]: um getting approval to [0:52:12, 0:52:15]: use the money for these services. So we thank you. [0:52:15, 0:52:20]: Just reallocating some funds in some areas instead of paying this vendor to pay it with another vendor. [0:52:21, 0:52:24]: I thank you very much, Madam Mr. All right, thank you, Mr Aaron. [0:52:24, 0:52:33]: Um that is the end of our agenda really for the evening. Um at this time I'm gonna ask if we have some [0:52:34, 0:52:36]: We have one mile. [0:52:37, 0:52:45]: Oh sorry, we do. We have we amended the budget and I mean the agenda. We do have an item and it's gonna come to us from our uh city attorney. [0:52:46, 0:52:53]: Madam Mayor, if I can just say just um this was a discussion that was done with our um youth advisory com um [0:52:54, 0:53:00]: committee at our meeting the other night. So the attorney is gonna present that and just keep in mind this is something that he [0:53:01, 0:53:04]: We wanted to include all council members if they so desire. [0:53:06, 0:53:10]: Good evening, Mayor and Council. Um this is a complete add on. Um [0:53:11, 0:53:13]: It would be a proposed budget amendment. [0:53:13, 0:53:15]: um to uh increased [0:53:16, 0:53:23]: Or to uh reserve ten thousand dollars um to allow for city youth participation as well as mayor and council participation [0:53:24, 0:53:26]: in the National League of Cities [0:53:26, 0:53:27]: Um [0:53:28, 0:53:30]: uh convention coming up in November. [0:53:31, 0:53:42]: Um part of this was discussed at your last retreat. Um very briefly a discussion was made of whether the city wanted to participate as a member of the National League of Cities [0:53:42, 0:53:49]: and whether or not uh the council members might want to participate, but the discussion began because [0:53:50, 0:53:50]: The [0:53:50, 0:54:00]: We budgeted around two thousand dollars for the youth to attend a youth leadership conference in Macon, um but so far this year we haven't heard any information. [0:54:01, 0:54:09]: But we were made aware of the fact that the National Eagle Cities conference this year is in Charlotte, it's very close, just a few hours down the road. [0:54:10, 0:54:23]: And so the thought was should we investigate whether or not it would be beneficial to send the kids there instead of making bid? So I was tasked with preparing a budget and I presented the budget to [0:54:23, 0:54:27]: the Youth Council Advisory Committee [0:54:27, 0:54:32]: And they all voted to move forward to make the request to council. [0:54:32, 0:54:37]: Um to see if y'all would agree to set aside additional funds. [0:54:37, 0:54:39]: as a one time only event. [0:54:39, 0:54:42]: The reason we say one time only is that next year [0:54:42, 0:54:48]: It's anticipated well, it's it's not anticipated. It's been announced that the National League of Cities is meeting in California. [0:54:49, 0:54:56]: So of course we would expect the cost to send them to California next year would would be cost prohibitive. So since it's so close [0:54:56, 0:55:00]: We investigated the costs and you have on this sheet a uh [0:55:01, 0:55:03]: a breakdown of what the cost would be [0:55:04, 0:55:06]: And so the total amount would [0:55:07, 0:55:12]: would be at r seventy eight hundred dollars and forty or seven thousand eight hundred and forty dollars. [0:55:13, 0:55:18]: You already budgeted two thousand for the Make and Bib conference, so if you d you took that out [0:55:18, 0:55:23]: the Youth Council Advisory Committee would only be asking for fifty eight hundred dollars more. [0:55:24, 0:55:26]: As you can see down at the bottom [0:55:26, 0:55:27]: Um [0:55:27, 0:55:30]: it suggested that you all may want to consider [0:55:30, 0:55:37]: a budget amendment of ten thousand which would the additional amount would cover the dues for the city to be a member of the National League of Cities. [0:55:38, 0:55:44]: as well as provide an additional amount for members of council should you decide to go to that conference. [0:55:45, 0:55:50]: there would be additional money available to cover that incremental cost because we don't believe it's been budgeted [0:55:51, 0:55:58]: So that's what you have. Um you have the budget amendment. Um just so you know a little bit more about what the youth would be doing [0:55:58, 0:56:03]: Um there's a schedule that's been prepared by the National League of Cities staff. [0:56:03, 0:56:04]: Uh [0:56:05, 0:56:09]: They would have activities all day on Thursday and Friday. [0:56:09, 0:56:13]: Let me back up the the conferences for November sixteenth through [0:56:14, 0:56:30]: Saturday, November eighteenth. So it's a three day conference uh as opposed to a day and a half conference that make and bid would be. So that's why there's the additional expense. Um but they would have functions on Thursday, all day Friday, and then a half day [0:56:31, 0:56:37]: on Saturday culminating in a luncheon where the general session, Gabby Giffords and her husband would be [0:56:38, 0:56:41]: giving the keynote remarks for the kids, so [0:56:42, 0:56:45]: The uh Youth Council Advisory Committee uh liked it a lot. [0:56:46, 0:56:47]: Um and they are [0:56:47, 0:56:50]: uh encouraging you all to [0:56:50, 0:56:51]: hopefully support this. [0:56:52, 0:56:52]: Um [0:56:53, 0:56:57]: So we're asking for this now so that they can plan [0:56:57, 0:57:00]: And make the necessary arrangements. [0:57:00, 0:57:02]: Um but they also intend to seek [0:57:02, 0:57:03]: Uh [0:57:03, 0:57:19]: sponsorships for this. So we're asking for the full amount just in case we don't get all the sponsorships we need, but hopefully the actual cost would be defrayed by sponsorships we can get from local organizations. So that's the presentation there. [0:57:21, 0:57:23]: Uh we have a question by Mr. Blount. [0:57:24, 0:57:27]: Um we just had a uh retreat [0:57:27, 0:57:30]: finance reach on our finances and it was [0:57:31, 0:57:35]: it wasn't totally discussed on the total amount. [0:57:35, 0:57:36]: That this would be [0:57:37, 0:57:38]: And [0:57:38, 0:57:44]: Well n my understanding there's a little over six thousand dollars still left in the budget that we approved for this year. [0:57:45, 0:57:48]: And we disapproved eighteen thousand for next year. [0:57:49, 0:57:49]: Yes, sir. [0:57:49, 0:57:54]: So asking for you asking for an extra ten thousand dollars for this trip? [0:57:55, 0:57:56]: And when we [0:57:57, 0:58:02]: The problem I have because even I when I asked, just like you mentioned sponsorships. [0:58:03, 0:58:07]: Um I think other cities do sponsorship. They even have parents participate. [0:58:08, 0:58:09]: Um [0:58:10, 0:58:14]: I think that as far as far as I'm concerned, only um one vote. [0:58:14, 0:58:16]: It passes, it passes. [0:58:16, 0:58:25]: But for as me, my vote is that because w we have a budget for the youth council already. We just started the youth council up. [0:58:26, 0:58:27]: This year. [0:58:27, 0:58:32]: And two so now you're talking about a budget that's going to twenty thousand this year. [0:58:32, 0:58:34]: And then a eighteen thousand next year. [0:58:36, 0:58:38]: Because of additional ten thousand dollars. [0:58:39, 0:58:41]: I think I I [0:58:43, 0:58:50]: That that that's fair and I I just want to clarify it. For the youth portion of this amendment it's only an additional fifty eight hundred. [0:58:50, 0:58:55]: I know it's a lot of money still, but that's the amount for the youth. The remainder would be for [0:58:55, 0:58:57]: the entire city and the council. [0:58:58, 0:59:01]: Are you coming asking for ten thousand dollars? [0:59:01, 0:59:02]: For the entire [0:59:02, 0:59:09]: package which's w I'm looking I'm not looking at what you're gonna do with it, but you're asking for ten thousand d additional dollars. [0:59:10, 0:59:24]: That's how that's what I look at as a whole when it comes to what we're doing. How you d d disseminate it, that's different. But you're asking for an additional ten thousand dollars higher than the budget that we just approved for next year. [0:59:24, 0:59:42]: You are correct. Uh Mayor, if I can add to that, I think um with the fifty eight hundred dollars what I'm getting from Councilman Blount is, you know, we wanted to do a courtesy to the other council, so if we n we could just go back down to the fifty eight and just leave it with the youth and the um [0:59:43, 1:00:03]: the volunteers then we'll be at the fifty eight hundred dollars, correct? And that won't include the council opportunity to go, correct? Correct. Okay. So that will be fifty eight hundred dollars. And also you're saying even with the fifty eight hundred dollars, we're asking to put that in, but we if we get sponsorship, then we won't have to use that money. So it's just the a cushion [1:00:03, 1:00:09]: if we so needed it. Correct? Okay. Um [1:00:10, 1:00:21]: Okay. Any um do I hear a motion to go forward? Manil, real quick, I have a question. Um have a couple of questions. Ms. Gantt. Okay. In in line item C [1:00:22, 1:00:22]: And [1:00:23, 1:00:25]: I know this is a discussion for tonight, so I [1:00:26, 1:00:28]: I'm not prepared to vote tonight on this. [1:00:29, 1:00:36]: But online item um in the no footnotes it says the fee and cost for a few council members to attend. [1:00:36, 1:00:39]: It doesn't say the entire council would attend and it [1:00:39, 1:00:40]: And then [1:00:40, 1:00:42]: And if you look at NLC member dues. [1:00:43, 1:00:44]: Is that per [1:00:45, 1:01:05]: Person or is that total for all six of us? That's the total for and council. For the city as an entity to be a member of the National League of Cities. Okay. And then the four sixty is for per uh elected official. So that would be about two thousand seven hundred and sixty dollars plus the five thousand eight forty [1:01:04, 1:01:08]: would be a total of ten thousand four sixty one. [1:01:08, 1:01:18]: That's if every if every everyone participated in and went to Okay. And I I in in regards to the National League of Cities, um [1:01:20, 1:01:40]: And I'm I wanna do a little bit more research on that, but uh for Mayor's Day, are the is the youth council going to the Mayor's Day? I know they normally and that that's not a significant expense. That's mainly the transportation to get down there and you know, so that's not a lot. Yeah, I'm just asking because I want to make sure I know you guys are talking [1:01:40, 1:01:50]: about making and I wanted to make sure I know that the youth normally you know, the other I see youth groups come to Mayor's Day, so that's why I was asking. All right. Thank you. [1:01:50, 1:02:10]: And just to add Mr. Pullworth. Thank you, Mayor. I appreciate it. Um the dues once again, one thousand eight hundred and sixty one dollars. Is that a annual? Is that one time payment or is it that's annual based on the size of the city? City, okay. That's what I thought. Okay. And make and bid, uh we know that they're just cancelled it all together or they just don't they didn't respond or what? [1:02:10, 1:02:26]: They have not given us any information. Um they've had it for the last three years and this would be the fourth year and we we've been w waiting information so we could sign up and get hotel accommodation, all that and we've heard nothing. And I'm assuming you reached out to'em and say, Hey, what's going on? and [1:02:27, 1:02:33]: And whatnot, huh? And they and they told you just nothing. They just like [1:02:34, 1:02:34]: Okay. [1:02:34, 1:02:35]: Thank you. [1:02:35, 1:02:39]: Okay. If there are no more questions, do I hear a motion? [1:02:41, 1:02:43]: This is discussion. [1:02:43, 1:03:03]: Do you want to vote on it now? It was raised as a discussion that the only reason w we're asking you to consider it sooner rather than later is we have to make arrangements. Okay. Let me ask you this. Since you're trying to get info about Macon, would you all like to move this to the next meeting and give them two weeks to figure that out and come back with the final? [1:03:05, 1:03:16]: How's that sound? Is that fair? That's fine with me. Okay. Is everybody okay with that? I am. Okay, you'll come back before put that on the agenda then. All right, thank you very much. [1:03:17, 1:03:17]: Um [1:03:18, 1:03:24]: At this time we're gonna move forward. We as I said, we had a short agenda tonight. Um [1:03:25, 1:03:31]: I'm going to ask our city clerk has any comments that she would like to make before we end the meeting? [1:03:33, 1:03:34]: Yep. Thank you, Mayor Neal. [1:03:35, 1:03:39]: I did want to um let everyone know that we did have [1:03:40, 1:03:43]: the municipal qualifying week last week. [1:03:43, 1:03:46]: for our two thousand seventeen election. [1:03:46, 1:03:54]: And um the election will be held on November seventh. We are scheduled to have a candidate form [1:03:54, 1:04:08]: on Tuesday, October third at the Morrill Manders Conference Center at six thirty. Thank you. Okay. Thank you. Um do we have any comments? We'll start with Mr. Alexander from our council members. [1:04:08, 1:04:28]: Yes, I'd like to just tell uh everyone thank you for coming out and enjoy uh uh citizen participation and those of you that tuned in uh online. I just like to say um yesterday was such a great event where we went to the Martin Luther King Junior uh ceremony statue on [1:04:28, 1:04:48]: Unveiling down at the Capitol with the King family, and it was just a great thing uh that we saw uh Miss Reverend Bernice King said, as Dr. King would say, and this is the day the Lord has made, because it was just a little past due that uh that honor was due, Dr. King. [1:04:48, 1:05:08]: King and it was a momentous occasion. We have um you know lineage with the King family right here uh in the city of Stockbridge. It has always been my desire to have some type of um museum or some type of recreation center or art specific. [1:05:08, 1:05:28]: Whatever that may be to be able to honor that King heritage right here in the city of Stockbridge. You know, we just had the DOT announce that the bridge was being named the Martin Luther King Sr. uh bridge uh going over uh Martin Luther King Sr. Trail, the bridge right out here. [1:05:28, 1:05:48]: By City Hall. Do you see the sign that's went up by Bridge by Bridgeview? But it is incumbent upon this council to take that next step to do whatever is necessary to honor the King family legacy right here in Stockbridge by allocating funding to do something proper. So we have an appropriate [1:05:48, 1:06:08]: appropriate tourist attraction here uh in the city of stockbridge honoring daddy king or doctor uh Martin Luther King Senior. I would also like to mention the coming up we're anxiously anticipating the Hispanifest uh Bridge Fest feature in Hispanifest was an outstanding event [1:06:08, 1:06:28]: Last year it exceeded all of our wildest expectations. It's September 30th. It is a full event festival, two stages of our full city event honoring the Hist uh the Hispanic community because we really wanted to do more than just hand out a proclamation. [1:06:28, 1:06:48]: During Hispanic Heritage Month, but the uh anticipation and the participation was outstanding. We're expecting a huge crowd this year and we want everybody to come out and continue to fellowship and show that the city of Stockbridge is a inclusive city in lights of what we see uh [1:06:48, 1:06:49]: in America these days. [1:06:51, 1:06:52]: Mr Blanc. [1:06:53, 1:06:56]: I just want to thank everybody for coming out tonight. Um [1:06:57, 1:07:02]: I truly believe and I stand on the premises that um people don't care how much you [1:07:03, 1:07:10]: No as long as they know how much you care. And one of the things that w I want to continue to do and I hope that this city continues to do [1:07:11, 1:07:16]: is to show the citizens in this community how much we care and continue to strive forward into [1:07:17, 1:07:23]: uh making uh sound decisions not only financially but those decisions that are bringing economic development that would uh [1:07:24, 1:07:38]: not only enhan enhance uh the growth uh economically but engrossed the betterment of the uh citizens uh and and the live ability of each citizen. Um so I just wanna thank everybody for coming out and uh thank you for hanging in here with us. [1:07:39, 1:07:41]: Forward. [1:07:42, 1:07:52]: I want to expound on uh what Councilman Alexander mentioned earlier. I was also at the unveiling of the Martin Luther King Junior statue at the state capitol. [1:07:53, 1:08:13]: And I want to add a little more things that uh uh that I think you need to know. First of all, the statue is on the east side of the state capitol, so otherwise uh Doctor King sees the sun come up each and every day. It also overlooks Liberty Plaza and it's in the and is facing the same direction in which he was raised since he is [1:08:12, 1:08:16]: is Atlanta's own son and Georgia's own son here as well. [1:08:17, 1:08:25]: I also want you to know that he is one of four statutes at the at the state capitol and he's the only one that's a non elected official that is uh [1:08:25, 1:08:30]: that is actually there at the state capital itself. It's a his eight foot statue. It's beautiful. [1:08:30, 1:08:35]: Outstanding and it uh he's wor world renowned as you well know. [1:08:35, 1:08:42]: And I have to admit that I'm I'm really proud to be a member of of his fraternity, Alpha Phi Alpha Fraternity Incorporated. [1:08:43, 1:08:44]: Yeah.
