--- title: July 9 2018 City Council Meeting date: 2018-07-09 source: 2018-07-09_July_9_2018_City_Council_Meeting.wav --- [0:00:05, 0:00:15]: Ready? All right. Alright ladies and gentlemen commence our meeting. Now clock's a little fast about two minutes after six. This is our regular council meeting from Monday, July 9th. [0:00:16, 0:00:20]: Please stand for either casing. [0:00:20, 0:00:21]: Councilwoman Gobson, please. [0:00:25, 0:00:39]: God, we thank you for allowing your service to gather once again. Lord, we ask that you give us the wisdom to lead in the manner that you have given us. Continue blessings upon our city. In Jesus' name we pray. Amen. [0:00:40, 0:00:49]: But we seek to find out to be a God of the same nation without God in this world. [0:00:50, 0:00:51]: [ 57.7, 65.0]: Councilman Thomas. Present. Councilman Blount. Present. Mayor Ford. Present. Mayor Pro Tem Gantt. [0:01:06, 0:01:13]: Let the record reflect Mayor Pro Tem Gantt is not in attendance. Councilman Alexander. Present. Councilwoman Robinson. [0:01:14, 0:01:34]: Mayor Ford, you have a quorum. Thank you, ma'am. Appreciate it. Council, I need a motion to adopt the agenda, please. So moved. All right. So moved? So second. Said there is a second there. Any question? All favor, please indicate. Okay, thank you very much. I need a motion to approve the following minutes of May 22nd. [0:01:34, 0:01:37]: 2018 and June 11, 2018, please. [0:01:38, 0:01:48]: Mayor, I'm a motion to approve the minutes for May twenty second and June the eleventh, twenty eighteen. Okay, so there you go. Any discussion at all. [0:01:49, 0:01:50]: Okay. [0:01:56, 0:02:07]: If no discussion uh let me just clarify Robinson and Alexander thank you and unless the discussion if no discussion all favor please indicate. Thank you. [0:02:08, 0:02:25]: Mm. Do we have any public comments at all? There are no public comments. All right, so we have new business council consideration to award bid to weigh construction for ground floor municipal court renovations and amount of forty seven thousand seven hundred thirty-five dollars. Mr. Riley, please. [0:02:30, 0:02:35]: Good evening, Mr. Mayor and Council members. I have before you [0:02:36, 0:02:56]: Two projects, but I have a total of six items that I'm prepared to discuss with you. The first item is for weight construction and the amount of forty-seven thousand seven hundred and thirty-five thousand thirty-five dollars is for the lower court renovation. It's so that we can get the [0:02:56, 0:03:16]: courts back in uh session, get all of the uh tower, all the floors, the uh added additional doors, paintwork, and I've included the uh additional scope in front of you for any and all questions, concerns concerning the um [0:03:16, 0:03:26]: uh scope of work for wave construction. Alright. Council, any questions? Yes, sir. I just want to know what the time frame would be. [0:03:26, 0:03:46]: Thirty days. Yes, I got those. Go right in. No, we've been through this process uh a couple times it seems like. And uh so at this point the intrusion issue has been solved. Yes. But I do want to know uh what happens if we have another intrusion issue is that sometimes [0:03:46, 0:04:06]: Guarantee or warranty or coverage that we can get to make sure that uh we're covered in the future? The intrusion is under warranty in which we got bonding information for that. So that's what we do whenever we'll pull the bonds if any more work needed to be additional work needed to be done for the water intrusion. [0:04:06, 0:04:26]: Mr. Aaron has actually tested and over-tested the water intrusion levels. It made sure that there's no more intrusion. There's no only thing that we're doing is correcting the problem for the humidity in the building and the lower level because it's a basement, it collects moisture. [0:04:26, 0:04:46]: In which we will get into that um on number five. Okay, so there's blood privilege. Yes, questions on the side. Well I just go ahead and comment. Um as Councilman Alexandra's already indicated, this has been an issue uh for us for a while. And hopefully uh you are assuring us that [0:04:46, 0:05:06]: Much as you can uh that this will solve the issue if we can talk about this is not for the actual water intrusion. This is to put the building back in order. This is so that the the building has been in disarray because of the uh water intrusion, so the towel, the car. [0:05:06, 0:05:12]: carpet, uh the pews, the woodwork, the trims, the baseboard, all of that had got um [0:05:12, 0:05:26]: messed up in the process. So now we're having a contract to come back in and make the building whole just for the lower level. And making it whole will cost the city forty seven thousand seven hundred thirty-five dollars. [0:05:27, 0:05:47]: Go right ahead, sir. Mayor. I'm sorry. Go ahead. Go ahead. I just want to make sure I understood what he just said. Um the water intrusion has been completed. Yes, sir. Okay, I I I thought I heard you say something a little contradictory to that, but um you clarified. [0:05:47, 0:06:00]: In that answer. Yeah, I just wanted to make sure that step one, the intrusion issue was solved before we go to any improvements. Correct. Okay, I'm good. Yes. Thank you, Mr. Mayor. [0:06:00, 0:06:20]: Okay, well before we go, you ask over one answer? Yes, sir. Uh one of the good things about this past winter and summer, it's been real rain. And it's given us an opportunity to see that the water intrusion has been corrected and stopped at City Hall and at the Municipal Court building. And we are ready to move forward with the minute. [0:06:20, 0:06:33]: the basis of it, but the water intrusion has been stopped. We're monitoring it every day because we have empty dehumidifiers over there, but there is no more water intrusion in the court or city hall. [0:06:34, 0:06:40]: Okay. Councilman Blesser, we're ready. Yes, I'd like to motion to move to for Council said award. [0:06:40, 0:07:00]: Be able to waste the structure of the ground floor and this report renovations in the number$47,735. Sir Second. I second. There we go. Any further discussion? All favor of motion, please indicate. Thank you. Appreciate it. Thank you, Mr. Miley. Uh so now for council consideration award advantage. [0:07:00, 0:07:20]: Wave constructed for first floor municipal court renovations and amount not to see$15,500. That's the right place. Yes, sir. This is for cosmetic changes to the top level. Just painting, add a wall or partition in the building, and making sure that they provide all necessary accessories, materials, equipment. [0:07:19, 0:07:39]: equipment, apparatuses and services to just give it a cosmetic update. Since the bottom level is getting uh overhauled, this top level just needed just a little sprucing up. That's all this is just more for house cleaning and to make sure that that the top level and bottom level matches one another. Okay. [0:07:39, 0:07:59]: Yes. So I just want to make sure I understand there is no real there was no water damage or anything to the first floor area. This uh particular area, there's no safety type issues or anything. We just decided that we wanted to remodel or we wanted to [0:07:59, 0:08:02]: Oh the the first one. So that's correct. [0:08:03, 0:08:11]: Please kinda understand so I can understand whether what what was the basis of this how the ri whether this originated. [0:08:11, 0:08:31]: Okay, I can speak to it. As you know, we brought on uh permitting and building. They need someplace to go. Right now we're downstairs with developers on the table on the front floor. So the reason why we're having that remodeled is so that we can finally put the permitting and building people over in that space. [0:08:31, 0:08:37]: in a conference room so that when developers come, we're not rolling out plans on a table downstairs in the lobby. [0:08:38, 0:08:58]: Okay, so that that that's a explanation. So it's usable space instead of just cosmic. That's correct. Okay, thanks. Okay. Any further questions from the council? Okay. I'll go right and make a motion, please. Mr. Mayor, I would like to make a motion for the council to consider to award the day to wait instruction to the first floor um of the municipal [0:08:58, 0:09:18]: Court renovations of the mount not to exceed$13,500. Second. There you go. Any further discussion? All favor, please indicate. Okay, thank you. Lady Gentleman. Okay. Council consideration to award bid to Addison Smith Mechanical for Ace VAT improvements to City Hall, Conference Center, and Municipal Court. [0:09:18, 0:09:20]: building. Mr. Aaron, please. [0:09:26, 0:09:46]: Good evening, Mr. Mayor and Council. Last year we were tasked with the responsibility of making repairs to the HVAC system here at City Hall. We know the myriad of problems we've had. We've spent over a hundred thousand dollars since 2013 patching the air conditioning here at City Hall. And also [0:09:46, 0:10:06]: With the one at the municipal court building, the issue we have over there is the humidity in the basement. And that's what's causing other issues. So the system that would go in over there would have a built-in dehumidifier. Right now we've got portable dehumidifiers going in that we dump, empty twice a day, taken out over. [0:10:06, 0:10:26]: over 200 gallons of moisture per day that we know of because we change them at um seven in the morning when they first get in and at four o'clock before we leave and they stop and they're full and so when they come in in the morning they're full so we don't know what time they stop at night. But we've got to have a system that rem removes the moisture in City Hall. [0:10:26, 0:10:46]: I'm gonna say in the municipal court building. If we're not, then we're gonna have some other issues. But we're just trying to get the system here, one of the municipal court building and then one at the mural manders because there's some issues over there as well when they have a large uh gathering over there with cooling the building and the facility over there. So we all uh [0:10:46, 0:11:06]: All three projects that we want to complete so that we can get all these buildings up to standard. For clarification, let me say City Hall building improvements$327,000, Comfort Center building improvements$321,000, municipal court building improvements$161,000, and some of them will work allowances for$45,000. [0:11:06, 0:11:13]: Developmental is like a contingency fund if they encounter something that's unexpected while they're doing the work. [0:11:13, 0:11:33]: Okay. Any questions for Mr. Eric? Yes, ma'am. We're ready. These are Splash dollars for it or not? No ma'am, they are not. Where is this coming? These funds, uh if they were approved either in part or in whole, uh these funds would be coming from uh your reserve for combat. There's not swoss money identified specifically for this. [0:11:33, 0:11:53]: Project there would be a little bit for the municipal port, about fifty thousand we have left or so years for the municipal court at the company's quotes. So these other dollars would not be coming from the general fund and the world's cost, it would be coming from the reserves. Okay? Questions? [0:11:53, 0:12:13]: the way forward. Once these repairs are made at various locations here and rural manners, what time period does that give us? What type of protections do we have moving forward? And in terms of uh the the type of system or the quality of the system uh [0:12:13, 0:12:33]: Is not like normally the conversion system that the SEAR ratings or how does that work in terms of is this best in class system is middle grade or is it just we just get what we get? No, seriously best in class. One of the things we did we hired an actual HVAC engineer to design all of the systems. [0:12:33, 0:12:37]: And so this this was the system that they recommended. [0:12:38, 0:12:58]: Okay, and what types of protections does it come with going forward? Are we we got w how many what what year's warranty or protection do we have? They they designed it so they saying that it it will work and that it'll be efficient. Suppose we got in the middle of the next summer and something was there was a problem with that would ever be taken. [0:12:58, 0:13:18]: Taken care of by them or other uh yes, most uh the HPAC system itself has a ten year parts and warranty on it. We have uh I believe it's a three year labor agreement. On anything that if it goes wrong, it's taken care of within that time frame by the actual [0:13:17, 0:13:21]: [801.7, 820.0]: Okay, one follow-up. In terms of overall improvements that we were making in these particular areas, so we were looking at some type of um then not related to the eighth of A C, but uh some types of security enhancements and stuff like that. Would you be bringing that back for us anytime soon or [0:13:40, 0:13:55]: Yes, sir there's some additional downstairs for the court. They'll have some additional uh key pads on two doors downstairs. But that's included in the renovation of downstairs. Well what about girl banders too? [0:13:56, 0:14:16]: We're adding the key card to the mirror managers and the test trick. But that's separate. I just want to understand why we're doing this. Do we need we're gonna be coming back for more in the future? Yeah. Gentlemen, any questions from Duneside? Go right, please. [0:14:16, 0:14:36]: The uh with uh if approving this uh Addison Smith Mechanical, if approving this company, will they be able to do this simultaneously or is this project after project? Yes, they they would be able to do it simultaneously. But we can also prioritize which one we want to focus on. [0:14:36, 0:14:55]: No no is that was my question. Is the company big enough to do these simultaneously work? These projects are just moving forward simultaneously since they got paid. Yes. Okay. Well, I I I did want to follow up on Mr. Blood's uh question. Um [0:14:59, 0:15:19]: Let me see how I'm gonna phrase this. Uh is this a large enough staff? When you say simultaneously, in my mind, all of the projects are being done at the same time. Yes. So this is a large staff that's going to be at at point A, point B, point C, point seven, so. [0:15:18, 0:15:20]: Okay. [0:15:21, 0:15:41]: Okay, as part of the A D A C just like the systems that that are available now, they can be monitored off-site and they can actually be controlled. Is there some component of this or something that we might be able to let's say the m the the current center manager wants to check to see if the system's functioning, you know, see you in the morning [0:15:41, 0:16:01]: Before somebody comes, can she get up? Can you manually turn it on via via internet or something like that? Is that a capability? Yes, that's what we have here at City Hall now. You can do that remotely and program. It's programmed days when nobody's here. It doesn't come on up here, but it comes on before. [0:16:01, 0:16:19]: and when they have counseling. Okay, so it is able to be able to be programmed off-site off-site? Yes. And what about the man present? Yes sir. One of the uh comments we had man was we could be able to control all radio. Okay. Okay. [0:16:21, 0:16:41]: Okay, another question for the councilman? If I may, Mr. Mayor, um following up on the Councilman Thomas' um question about the staffing and bandwidth of the company to do these uh projects simultaneously, if it is your ultimate desire to move forward with these projects, I would recommend [0:16:40, 0:17:00]: Certainly that we uh prioritize the courthouse first because of the renovation and because of the ready need to ensure that the HVAC system is in to pull moisture out via a dehumidifier system. And so I certainly appreciate uh the potentially doing all simultaneously, but um I think that [0:17:00, 0:17:20]: That uh a priority uh is is determined that the courthouse would rather type based on those issues. Is that good? Okay, so basically yours he's saying that they can do all of them, and then you're coming back saying prioritize. So are they a larger company enough to have [0:17:20, 0:17:25]: handle this'cause I guess the question that I understood for my colleagues. [0:17:25, 0:17:38]: Yes. According to Mr. Taylor's uh one thing Ms. Riley did mention is that supplemental is actually fifty-six thousand four eight and one twenty-five. [0:17:38, 0:17:47]: Fifty-six thousand. Yeah. But like I say, that's a contingency there's an actual number. Fifty six thousand four eighty-one twenty-five. [0:17:48, 0:18:08]: And like I said, that's just in case they encounter something that not known when they start doing the actual work. It's not saying we're gonna spend that amount, but we just have a contingency in case they encounter something. All right, yes, sir. Go ahead, yes sir. Yeah, what do you make the most consideration of what the two hours is? [0:18:08, 0:18:28]: Council high back approvements. The city hall, conference, and the municipal court. Um, do we need to do the amounts or as presented to council as well? As present to council. Okay, good second? Second. Okay, good second. Any further discussion? All favorite motion, please indicate? Okay, thank you very much. [0:18:28, 0:18:45]: Mr. Thomas. Alright, thank you, gentlemen, Steve Metry. Just briefly, um, we got a large popular town uh called uh Titan E uh established. Uh [0:18:50, 0:19:05]: Upcoming at various subdivisions, and we hope the citizens will take note of those dates of those subdivisions. And if any other citizen or citizen group would like for us to come and present, provide factual information to educate and inform the public. [0:19:05, 0:19:25]: about the DNA section matter that is before us, please feel free to contact us and we will be glad to come out and to um engage uh those citizens uh where they are with their respective uh entity, agency, club, organization, or subdivision. Okay, thank you. [0:19:25, 0:19:37]: just wanted to speak to the voting here in Henry County for the runoff and that the early voting is being held at the elections office in Atlanta. I mean I'm sorry on [0:19:37, 0:19:40]: M. McDonald, forty Atlanta. [0:19:41, 0:20:01]: street and that you go to your regular polling place on election day july twenty fourth. Okay. Ms. Thompson, yes. Uh as always uh I may speak for the council uh to all the citizens that are here tonight we we thank you for your continued [0:20:01, 0:20:21]: support all the citizens that may be home watching. We thank you also for your continued support and just know that we are dedicated to continue to move this city forward to provide the most professional and quality services possible. [0:20:20, 0:20:40]: Also like to take this opportunity to uh invite you all to uh join me and the Star Grid Business Association, the Stockbridge Association of Businesses, which is the proper name, uh Boy Scout Troop 265, and hopefully the Star Grid [0:20:40, 0:21:00]: you council in our continued effort to eliminate litter here in the city of Stockbridge and that date is Saturday, August 4th. Don't trash Stockbridge. Join us in our battle to eliminate litter here in the city of Stockbridge. Thank you. [0:21:00, 0:21:01]: [1262.9, 1282.9]: Yeah, I just want to thank everyone that's viewing and that's here to continue to join us in our efforts to inform the citizens of all details and information pertaining to uh any annexation, de-annexation crisis that we're dealing with. Uh also, um I don't see it in the program here, but I would like to [0:21:22, 0:21:42]: wanted to to uh join me on july 28th uh july 28th from uh 10 to 1 at the mural manage we'll have a back school kickoff uh that uh back school kickoff and we'll be providing uh supplies to elementary middle school and high school in teacher bags uh we'll have a health pair downstairs [0:21:42, 0:21:47]: areas. It's gonna be real festive and uh have a really great time. So I like everybody to go. [0:21:49, 0:22:09]: Yes, I'd like to thank everybody for tuning in and for participating and know that uh we're working every single day on toward improvements that you all want to see in this community and we hope to uh maintain the community uh in a superior fashion. And uh please [0:22:09, 0:22:29]: Please keep the emails and phone calls and inquiries coming because I personally value those and I know my colleagues do as well because we need that feedback from the community so we know what's going on. And we're always out in the community. You know, one of the things I try to pride myself on is always being out and amongst. [0:22:29, 0:22:49]: to people so that we understand and that we always have our ear to the ground and when a particular issue comes up it uh we're already in touch with what's happening in the community and uh you know we do that on an online basis we do that uh via phone email and understand this uh you know how [0:22:49, 0:23:09]: I live in the Eagles Landing area myself and understand that we're all one city at this point and we hope to remain in that fashion as one city. And we uh we hear you and we hear the entire city and that uh we want to uh aspire to what our mission statement says to be the most aggressive city. [0:23:09, 0:23:15]: in the Metro Atlanta area, and we strive every day for that. Thank you. [0:23:15, 0:23:35]: Councilman Robinson, please. Yes, thank you, Mayor. Um just want to say to the citizens and um staff that are here, thank you for your continued support of the city. Um we're out here like town halls educating. Um so please spread the word to know that we got a lot of town halls that are upcoming so that we can just educate because that's what we're here to do. [0:23:35, 0:23:55]: Also want to just let you know that this Thursday, if you're not busy, our youth council is going to be doing a beautification day here at City Hall and also at Cochrane Library, where they'll be doing the beautification, putting out flowers and doing things within their own community. So if you're there, please come out, support, spread the word to a lot of other youth. And as um Councilman Thomas said, youth will also be in support of his Don't Try Don't Trash Stock Ridge Initiative on August the 4th. [0:24:14, 0:24:34]: Um sorry, youth ambassadors are definitely in our community and they need your support. Um so if anything that you can see or do or include them, please do that because they're here to serve their community. And again, thank you all so very much. No problem? Okay, all right. All right, and for me, ladies and gentlemen, um hopefully you had a great [0:24:34, 0:24:54]: 4th of July was a holiday with your family and friends. In that aspect, uh I want you to make sure that you go out and vote. Voting is very important. It's a constitutional right to vote. And keep the faith for we're going to move the city forward. Keep the faith in the fact that we're going to keep the city complete and whole. We're not going to split the city. [0:24:54, 0:25:10]: The city will grow. It will not be split. You will see that. We are on the right side of what is correct and right. So, and time will tell. Just be patient, be prayerful, and keep your faith. I bless you up. [0:25:11, 0:25:31]: Mayor Port, I just wanted to put on the record that Mayor Pro Tem Gantt has joined the meeting. Thank you. I want to read some announcements here, but I'm gonna try not to repeat any announcements that were already mentioned. Uh I believe the U council meeting will be in July eleventh, five thirty PM in the city of Hall, be on the conference rule. We already talked about the hesitation on town hall, so [0:25:31, 0:25:51]: going on. Don't think we mentioned a round table meeting with the homeowner association regarding ordinance revision on-street parking and subdivisions. Tuesday, July 17th, 7 p.m. testing conference center and escort for one representative in the round table from those HOAs only. Those individuals is what we actually need. [0:25:51, 0:26:05]: It's open to the public, but only those one individuals and HAs will be able to speak and have conversation with the committee itself. Let's see here. Planning Commission meeting, Thursday, July 19th, 6 p.m. City Hall Council Chambers. On that note, that's all the announcements I have, and uh we're naturally needed to have it go to the second session. Mayor for that. Just one correction on the joint meeting that location has changed, it will be the Mural Matters Conference Center, meeting room one, two, and three. Okay, thank you [0:27:07, 0:27:27]: appreciate that. That's what the D R D. Okay. And the council. Thank you. We need to go a second session. Or litigation personnel and well setting. Okay. I need motion folks. Well right at least executive session of litigation personnel and bills. Okay, thank you. Is there a discussion? I'm excuse me, second. [0:27:27, 0:27:35]: Discuss it.
