--- title: February 26 2019 Work Session Meeting date: 2019-02-26 source: 2019-02-26_February_26_2019_Work_Session_Meeting.wav --- [0:00:00, 0:00:07]: Alright ladies and gentlemen, I'm going to start the meeting. This is council work session. Tuesday, February 26th. I have roughly looks like 6.02. [0:00:09, 0:00:09]: Okay. [0:00:10, 0:00:11]: Please stand for the invocation. [0:00:13, 0:00:22]: And since I pass this around, I'm gonna do the invitation tonight. All right. So Lord, thank you to bring us together once again for an outstanding meeting as we can discuss discuss the citizens' business. [0:00:22, 0:00:36]: And make sure you give us a wisdom and a knowledge to do the right thing, do the proper process and be able to take our citizens forward and move the city in the right direction. Because always, Lord, in your name. Amen. [0:00:36, 0:00:48]: [ 49.9, 51.7]: Am Clerk, near roll call, please. [0:00:52, 0:01:00]: Councilwoman Thomas. Present. Mayor Protam Blount. Present. Mayor Ford. Present. Councilwoman Gantt. Present. Councilwoman Robinson. [0:01:01, 0:01:21]: Did the record reflect Councilwoman Robinson is not in attendance. Councilman Alexander. Present. Mayor Poyd, you have a corner. Thank you. And I want to make a note to this that uh it's my understanding that uh Councilwoman Neat Robinson is a member of the GMA Legislative Policy Committee and part of our uh duties and responsibilities uh this will happens today that the meeting will [0:01:21, 0:01:25]: with the Leslie the Black Caucus at downtown. So that's why she's not present today. [0:01:26, 0:01:27]: For this particular meeting. [0:01:27, 0:01:31]: On that note, I need a motion to adopt the agenda. [0:01:31, 0:01:37]: Sir. I'd like to amend the agenda. Okay, go right ahead, please. To include uh [0:01:37, 0:01:46]: House Bill uh 203 for approval and to amend it to uh include the uh DA development authority approval. [0:01:46, 0:01:51]: Okay, d Housewheel is four uh two three oh two. House bill free oh two. [0:01:52, 0:01:58]: Is is the correct way to say that, okay. And the development authority discussed uh approval per se. Okay? [0:01:58, 0:02:00]: Hey, any further discussion? [0:02:00, 0:02:01]: All in favor, please indicate. [0:02:02, 0:02:05]: All right, thank you. That'll be items uh six and seven on the agenda. [0:02:07, 0:02:19]: Council, please uh review the minutes for the following meetings um uh January 14th, 2019 and the 31st of January 2019. If we review those, we'll we'll actually approve those at our next council meeting. [0:02:19, 0:02:23]: I don't know if there's any particular changes that you want to submit this time. If not. [0:02:23, 0:02:24]: So be it. [0:02:25, 0:02:27]: On that note, Madam Clerk, do we have any public comments? [0:02:28, 0:02:30]: There are no public comments. No public comments. Okay. [0:02:32, 0:02:41]: And on that case, we will go to uh old business council consideration to amend the 2018 CIE capital improvements. [0:02:41, 0:03:01]: element and comprehensive plan update relating to economic development section of the report. Mr. Knighton, please. Yes, Mayor and Council. We wanted to acknowledge uh a question that was raised at the previous meeting uh regarding the adoption of the um uh CIE and I placed a uh memorandum uh should you should have at your desk [0:03:01, 0:03:03]: [183.3, 188.3]: that states that per the council's request any economic development activities which were assigned to community development [0:03:08, 0:03:15]: as submitted in the city's twenty eighteen and twenty twenty three short-term work program and and capital improvement element. [0:03:15, 0:03:16]: Um [0:03:17, 0:03:37]: would be uh reassigned to the Economic Development Division immediately. These changes will be reflected in the city's annual update in September for submission to the Department of Community Affairs and Atlanta Regional Commission. So as our annual update uh to the SWTP and CIE, we would make that uh notation uh formal [0:03:37, 0:03:45]: formalized in the document. In terms of practical day-to-day operations, those uh specific assignments would be [0:03:45, 0:03:54]: uh reassigned immediately. So there's no specific action that we're asking you to take, but uh we wanted to bring that back to your information and acknowledgement. [0:03:54, 0:03:58]: Okay, thank you. Uh any questions for Mr. Knight and Council? [0:03:59, 0:04:01]: Questions? Okay, thank you sir. Appreciate it. [0:04:01, 0:04:21]: Council consideration to amend and extend the moratorium on acceptance of applications for certain businesses in the city. Mr. Williams, please. Mr. Mayor, this is an extension of the existing moratorium. Uh you're going to see, I think at the next council meeting, a uh a request to do an RFP for zoning rewrite. [0:04:21, 0:04:34]: And uh I we wanna fold the changes that would be made into that rewrite. And so we're requesting the extension of the moratorium uh I wanna say for 180 days, but I'm I'm looking back [0:04:34, 0:04:35]: It's a hundred and eighty days. [0:04:36, 0:04:37]: So that's that's the request. [0:04:38, 0:04:39]: Okay. [0:04:39, 0:04:42]: Any questions for Mr. Knighton Council? Yes. Go right at sir. [0:04:43, 0:04:47]: Uh uh the question that I have is uh we had some c discussions behind the scene. [0:04:48, 0:05:02]: How many businesses are actually in there? I didn't I want to make sure that I understand what's there. Do you have the actual list of businesses that were there because uh I think uh my concern was that the nail salons were not there. [0:05:02, 0:05:18]: And then uh I want to make sure the vape businesses are in there. Uh there's a complete list because that there was a list of businesses and then there was several other. There was like I think we're lumped in one category. Is there like a list of how many there are? So we can verify that. [0:05:19, 0:05:34]: If you want the count of the number of businesses, I I don't have that for you, but but if if you just want the count of the type, if you'll hang on a second, I'll pull it up. Well well I just want to make sure that we uh we have nail salons in there and that we have vape shops in there. [0:05:34, 0:05:36]: Uh yes they were in there. [0:05:36, 0:05:37]: Okay. [0:05:38, 0:05:58]: Okay. They are in there. We don't need to add them. Yes. But but out of an abundance of caution, if if the motion is to accept it on the condition that those are clearly in there, we we can Yes. I'd like to make sure that that's in the motion that it's clearly stated that the nail salons and the vape shops are in there uh and continue the moratorium for another hundred. [0:05:58, 0:05:59]: Yeah. [0:06:00, 0:06:05]: There's got another question here. Yeah. Uh Mr Williams also could we be provided um [0:06:05, 0:06:09]: the list because when we go into the memoriatorium extension [0:06:10, 0:06:28]: Um there I'm gonna use the word hopper. There could still be some already in the hopper that does not d this one effect. Can we get a list of of those businesses that are already in there? Because if we put a memoriatorium out and then they s those businesses still come in, it could be because they're already they're already there pre memoriatorium. [0:06:30, 0:06:34]: I'm just speaking from thank you. Thank you, Mayor Council. Typically come on, come up here, please. [0:06:36, 0:06:45]: Thank you. Good evening, Mary and Council. So typically in the past, if something is already in before in other words, your existing moratorium of everything that [0:06:45, 0:07:05]: was still in the moratorium, it still exists. But if you add something new tonight that was not a part of the original moratorium, if they're in the hopper, we still process those. That means that we can't accept any new ones. For example, he's asking what's nail shops in there? He's gonna check and see. Let's just say nails weren't. [0:07:05, 0:07:25]: Right? If you what passes tonight says that no nail salons are allowed, well if downstairs if nail salon was not in the prior language and then there's nail shops that's downstairs, we have to process those. What that means so that we can't accept any new applications for those. [0:07:25, 0:07:45]: for a follow up my question is that could we be provided once the memoratorium go into effect those bids in areas those business that are in the hopper so that we won't see one pop up and we got a a ton of questions questions coming at you all while sure I I can ask tomorrow if if you need an have um as their [0:07:45, 0:07:46]: Processing. [0:07:46, 0:07:52]: what are they currently process and what applications we've received before tonight. That is for something new. [0:07:53, 0:07:58]: But if nails was in there already, then we wouldn't have any applications for them anyway. [0:07:59, 0:08:17]: Yes yes ma'am, go ahead please. I I understand what you're saying by n if the nail salons wasn't in the moratorium. But if a nail salon is combined with the hair salon and the hair salon is in the moratorium, wouldn't that automatically uh if they're in one business, one actual [0:08:17, 0:08:21]: business and they're doing both, it would void out [0:08:22, 0:08:42]: that as well, correct? It depends on how they came in. Does that make sense? If they came in under a nail salon and not a hair, then we wouldn't know. That typically uh the hair salon comes in as a primary and the nail is a secondary. But I think what triggered this was that you saw a nail salon opening in a business that was [0:08:42, 0:09:02]: process almost a year ago. There's no hair associated with it. So nail salons are not automatically attached to hair, but it depends on how the application is submitted. So if they submit hair and they do have salon, that's a trigger for us not to accept either. But a lot of times we get nail salons [0:09:02, 0:09:04]: And there is no hair. It's just nail salon. [0:09:05, 0:09:25]: Well Mayor, having heard that, I I just ask that we make sure in this moratorium that nail salons is added. I know the vapor stores are already there. Um it just in case they're not in. And also ask that if there's a combination thereof that it also means that it's null and void as well. Um [0:09:25, 0:09:40]: That w you know, we are aware of that. As well as vape shops. [0:09:42, 0:09:43]: Thank you. [0:09:43, 0:09:52]: All right, so should be any more questions so we need a a motion, is that correct? I just want to know what's up. The language that Miss Gantt wanted to add was if there is a combination of the two. [0:09:53, 0:10:02]: Or any. But they were already there because nail slot and hair was already there, so that's why I say it was a trigger we don't have any. Separately. So either way we got it. That's correct. All right. [0:10:02, 0:10:22]: On that note, I just need a motion. Well please repeat your motion. I would like to uh continue the 180-day moratorium. Uh Mr. Um Williams has indicated that the nail salons and vape shop shops are in there, but we want to reiterate that even if they weren't in there, we want it to be in full [0:10:22, 0:10:24]: Alright, is there a second emotion? [0:10:25, 0:10:45]: Before you second though, I know we got a couple of emails or some things that you wanted to add. So here's your opportunity. If there were other things that he read you the list, and if there were other things that you wanted to add, because somebody mentioned something about auto brokers or something else. So if there is anything else that y'all wanted to add, I'm just going to say here's the opportunity for whatever you want to add. [0:10:45, 0:10:56]: As as the clerk, I thought we had a cap on auto brokers already on auto uh used car dealers already, right? There's a m that's different from an autobroker. Two different things. [0:10:58, 0:11:05]: The autobroker, as long as they have no inventory on site as a requirement, is really just an office use. [0:11:07, 0:11:09]: not cover that in the original [0:11:12, 0:11:29]: I mean if they don't have the cars there I wouldn't re be concerned about'em if it's an office use inventory, I just don't want the car sitting out there. So but what if an audible broker decides to bring a car, then we still need something some language in there that says office use only, no you know, no inventory? [0:11:30, 0:11:36]: I I believe that's how the definition is. I I we'll have to go back and double check, but it it [0:11:36, 0:11:39]: If there's no inventory out of sight, then [0:11:39, 0:11:59]: then it's really not the same impact. So that's something we'll cover in the zoning rewrite as well. We cover everything in zone rewrite. I just wanted to make sure that this was this one last time to catch all that you want for the next hundred and two. So it's my assumption at this point that your motion still stands, no no difference on that. So you made a motion [0:11:59, 0:12:07]: I need a second. My second. Oh you did a second. Okay, got it. Excuse me. All in favor of the motion, please indicate. Okay, thank you very much. Appreciate it. [0:12:08, 0:12:15]: Um council consideration to approve citywide furniture, state of Georgia contract number 9999. [0:12:16, 0:12:20]: Nine, I guess SPD zero zero zero zero one zero. [0:12:21, 0:12:23]: Uh Miss Lindell Miller, please. [0:12:23, 0:12:29]: Good afternoon, Mayor. Council. Afternoon to you. Uh this uh this request is to you ask for authorization [0:12:30, 0:12:35]: Task for authorization to utilize the state contract, um, which was competitively done. [0:12:35, 0:12:37]: Uh through February tw uh twenty twenty. [0:12:38, 0:12:38]: if needed. [0:12:39, 0:12:43]: and to currently purchase um furniture for city staff. [0:12:44, 0:12:45]: Okay, thank you for that. [0:12:45, 0:12:48]: Uh council any questions at all for Ms. Miller? [0:12:51, 0:12:51]: Yes, sir. [0:12:52, 0:13:01]: Uh I just wanna thank uh Ms. Miller. Um I gave her a call to get clarification. Okay. I just wanna thank you for uh returning the call and [0:13:01, 0:13:02]: Explaining that process. [0:13:03, 0:13:05]: And I also want to thank you for your due diligence. [0:13:05, 0:13:08]: I just want the council to know that you [0:13:09, 0:13:23]: did research and look over of what was already in place to see if the city could use any of the AO for assessment was that we needed to fall. So I just wanna thank you for that. You're welcome. [0:13:23, 0:13:37]: Okay, any further questions for Ms. Miller? If I need a motion, please. Mayor, I move that we approve the um state of Georgia contract number 9999, SPD 00010. Is there a second? Second. [0:13:38, 0:13:43]: Mr. Mr. We'll give Mr. Thomas for a second. Any further discussion? I know. All in favor, please indicate. [0:13:43, 0:13:45]: All right, see now. Appreciate it. [0:13:45, 0:14:02]: Okay. Now number six would be the uh discussion of House Bill three oh four. Bill two as you know uh House Bill three oh uh three oh two was uh introduced. It would essentially preempt uh most local um uh [0:14:02, 0:14:13]: regulation of uh building aesthetics and and things of that sort. GMA is uh opposed to it and is encouraging all the cities to [0:14:13, 0:14:18]: uh adopt resolutions uh in opposition and so the staff recommendation would be [0:14:18, 0:14:24]: to adopt a resolution in opposition and direct us to submit it to our legislative delegation. [0:14:24, 0:14:44]: Okay. Any further discussion for comments from Mr. Uh Williams here? Yes, please. I think this is a great idea. I think that as a city we collectively have put some uh proceeded to upgrade our zoning standards and the last thing uh that we want to happen is for those [0:14:44, 0:14:59]: zoning standards be rolled back. Uh we have a fifty percent brick requirement. We have uh we passed the highway overlay quarter plan. We were trying to build our master trail plan. All of those things and the exemplary work that we've done. [0:14:59, 0:15:19]: uh in planning development, uh under Miss Moore. A lot of those things could possibly be lost and we definitely don't want to give up that. I think we were at GMA where we talked about home rule and, you know, this is this is really overreach, uh, in uh in my opinion and we need to send the strongest signal possible that [0:15:19, 0:15:21]: Uh we want control of these items. [0:15:22, 0:15:23]: Any further comments from the Council? [0:15:24, 0:15:39]: Um Mr. Williams, just out of curiosity, I know there's a Senate bill equivalent with that, but it it doesn't mean necessarily being part of the resolution will provide for for both um the original bill and any Senate companion bill. Okay. Thank you for that. Yes, sir. Uh I motion that we approve the uh [0:15:40, 0:15:43]: House uh resolution for House Bill three zero two. Okay. [0:15:43, 0:15:44]: Good deal in the second. [0:15:45, 0:15:47]: A second. All right, any further discussion? [0:15:47, 0:16:07]: All in favor, please indicate. There you have it. Good deal. Um number six item would be uh council consideration also for the the new development authority uh process. Mr. Williams, please. Yes, sir. This is following up on some communications we forwarded to the mayor and council over the last week or so. Essentially what's [0:16:07, 0:16:10]: is proposed is to [0:16:10, 0:16:22]: Ask the General Assembly to enact local legislation creating a development authority for the City of Stockbridge that's different from your normal statutory development authority. [0:16:23, 0:16:32]: primarily in in the w manner in which the members are selected. W w what the current staff recommendation is is a seven member board. [0:16:32, 0:16:45]: um composed of the following categories. The f first three members would have to be residents of the city of Stockbridge, one of which may be a a member of the elected body, but doesn't have to be. [0:16:46, 0:16:53]: And then the the second category is is four uh uh um residents of Henry County. [0:16:53, 0:17:13]: who have subject matter expertise in the in the area of development, whether it's r realtors, developers, zoning experts, attorneys, things of that sort, there would be the the list showing that they would have to fall with within one of those categories. But beyond that, the the powers of the authority would be very specific [0:17:13, 0:17:21]: similar to the uh development authority that was uh enacted for the city of Clarkston, which would be a very comprehensive set of powers. [0:17:22, 0:17:23]: Trecky. [0:17:23, 0:17:27]: Any questions for Mr. Williams on development authority process thus far? [0:17:28, 0:17:31]: If not, I need a motion to go forward with that, please. [0:17:32, 0:17:36]: Don't move Mayor. I I move that we go for it with the development authority. [0:17:36, 0:17:37]: Second. [0:17:37, 0:17:38]: Okay, any further discussion? [0:17:39, 0:17:40]: All in favor, please indicate. [0:17:41, 0:17:44]: There you have it. Good deal. Thank you. [0:17:45, 0:17:46]: City Manager, any comment, sir? [0:17:47, 0:17:50]: Um Stockbridge is a great city where community connects. [0:17:51, 0:17:53]: We appreciate the window of the scale. [0:17:53, 0:17:55]: And moving the city forward. [0:17:55, 0:17:56]: That was a big club. [0:17:56, 0:17:59]: Clerks, Ms. Vanessa Holliday, comments. [0:17:59, 0:18:05]: No coming o other than looking forward to a great retreat coming out with some great things. [0:18:06, 0:18:26]: Okay, Councilman Al Thomas, sir. Uh I just want to take this opportunity to thank Cotton Indian Elementary School for inviting me out to talk about Don't Trash Stockbridge, uh third, fourth, and fifth graders, about 300 students. Uh we had a great time, uh, Miss Jackson and I. Uh they were very uh in [0:18:26, 0:18:31]: engaged in that question. So just want to thank Cotton Union for inviting us out. Thank you. [0:18:32, 0:18:33]: Air Pro Tem Block, please. [0:18:34, 0:18:38]: Uh yes. Um tomorrow we have uh uh seniors bingo bash tomorrow from uh [0:18:39, 0:18:41]: Ten to uh noon. [0:18:41, 0:18:45]: Um also I'd like to uh thank the city of Stockbridge for [0:18:45, 0:18:49]: And you uh um um Rendon um [0:18:49, 0:18:52]: Randy, uh uh Mr. Uh the city manager. [0:18:53, 0:19:13]: convoluted here in the mind. You reached out to uh powers the bee and uh I think Daces did also, uh and they repaired they're repairing now the concrete that has been there that was on city property for quite a while, but we reached out to the right people and got that moving for uh for the city area because even though it's it's partly [0:19:13, 0:19:33]: County. We actually made some phone calls and I thank you all for for making those phone calls and and that's that's happening now. Uh it's they're paying for it and the city's not paying for it. Let me make that clear. Uh but the bingo bash is tomorrow from uh 10 to 12 and uh if you all know any seniors from 55 and up, young seniors like we about [0:19:33, 0:19:35]: uh you're more than welcome to come out. [0:19:37, 0:19:39]: Councilwoman uh Lake Gamp, please. [0:19:40, 0:19:45]: We just thank you for your continued support and prayers and I thank the staff for the excellent job we're doing. [0:19:45, 0:19:51]: Um, I look forward to the retreat and getting this amphitheater up and moving. Thank you. [0:19:52, 0:19:53]: Councilman Alexander, please. [0:19:53, 0:20:05]: Yeah, thank you, Mayor. I have a few comments here. The first thing I wanna do is uh we're we're broadcasting, correct? Are we broadcasting? I have not heard any of the things. Where is my we're not? [0:20:06, 0:20:08]: We are broadcasting. Excellent. [0:20:08, 0:20:28]: Thank you. I appreciate that. Well good for everybody's tuned in. Thank you, Mr. Adgie. We appreciate that. Um I want to invite everybody out to the Women's History Month celebration uh on Sunday at Merrill Manders at three PM. Uh we are going to o honor twenty exceptional women. We had so many to choose from. It was hard to narrow it down. [0:20:28, 0:20:34]: So we just kinda upped the number a bit, but we still had so many others. And um [0:20:34, 0:20:54]: We have led the way here in Stockbridge. This is our fourth time that we'll be issuing a proclamation for Women's History Month uh this particular year. And we led the way here in Henry County, being the first agency to do so. We're taking it to the next level this year, uh honoring exception 20 exceptional women. Uh tickets are available online through [0:20:54, 0:21:14]: event bright. I think we may be releasing some more tickets because they were sold out. But if you would like to come, if you would contact us directly uh through our assistant Laquinda Jackson, then we may be able to assist you because we want to get a head count here as we go forward. But the idea is to continue the mo momentum forward on our [0:21:14, 0:21:30]: outstanding women uh in the community Sunday at Merrill Manders at 3 p.m. I want to thank everybody that came out for the town hall, thank the gentleman here and his wife who were at our town hall and brought some outstanding suggestions for a senior center. [0:21:30, 0:21:50]: uh here uh to the city as well as uh the feedback that we got was extremely outstanding at the town hall. Uh there's a video of it you'd like to see uh where the citizens were act to kind of rank the pot the projects and they kinda were in line with what we wanted to do but they definitely emphasized that they wanted us to work on [0:21:50, 0:22:10]: on a youth center. If we had uh we had to select between the two projects, it would be youth center, uh cultural arts center, and then uh down the line we would move down the line to maybe the senior center and then other facilities that were available. But I think we could possibly do uh all of those uh particular developments. [0:22:10, 0:22:14]: And the one thing that was mentioned at the town hall is that they would like to see a f [0:22:15, 0:22:32]: a pool, a competition size Olympic pool inside w it if it's the youth center or the multipurpose center, because the multipurpose center may be able to accomplish both of those uh at the same time because our swim teams currently have to leave the community and go to Clayton County to compete. [0:22:32, 0:22:52]: Which is totally unacceptable uh when we're trying to be a first class county. We need to have those facilities here. And uh as we mentioned earlier, uh over there in the Tide Street area we purchased or we acquired a property over there, and that area really could use a shot in the arm uh for us if we move forward with that. Uh [0:22:52, 0:23:12]: uh to be able to assist that community which is in which is experiencing some uh poverty and we we could be able to help out with that with a shot in the arm to that community if we move forward with a project uh in that particular area. I also want to thank the folks that came out for Stockbridge Active at a new business here, uh Club Spin at 272 E [0:23:12, 0:23:31]: High East Atlanta Road. It's a new business that's come to town and they asked the best in class cycling facility. And believe me, after that class, I needed to rest up. It was a real deal. It was no it wasn't a beginner's class, but I I thank everybody that participated. [0:23:31, 0:23:51]: uh in this. And I want to thank uh Main Street and the city itself for setting up this outstanding event that we had with Lieutenant Lewis yesterday and it gave us an opportunity to honor Lieutenant Lewis as one of the Women History Month uh honorees because her accomplishments were so outstanding. [0:23:51, 0:24:11]: her and her family and uh her husband. It it was just a beautiful thing to see this in this family unit representing us. You know, even as an African American, it was a proud day to see during Black History Month, to see this solid family step forward and represent us in such a uh outstanding way. [0:24:11, 0:24:18]: Okay. The next thing that I want to do here and I want to close on this particular topic is I want to say this. [0:24:19, 0:24:23]: We have been going to these retreats for the last three, four years. [0:24:24, 0:24:25]: We have to act. [0:24:26, 0:24:30]: We gotta move forward with these particular projects. [0:24:30, 0:24:35]: It is the we have it is up to the elected body that's sitting up here. [0:24:36, 0:24:41]: to set the tone, to direct the staff to move forward with what we want to do. [0:24:42, 0:24:55]: When we set the time aside and the funds aside, these projects will move forward expeditiously in the manner that our community deserves. Um I won't [0:24:55, 0:25:07]: to challenge this council to go to this retreat and come back out of this retreat with some solid plans that we're gonna make at least three of these projects happen. [0:25:07, 0:25:11]: or begin to go in the ground this year. [0:25:11, 0:25:31]: Not next year, not the year after, this particular year right here, because we have a spLOS coming up in November. We need to show the citizens that we're committed to moving these projects forward because we need you to improve the next spLOS in November. And what better way that we can do that than to show you [0:25:31, 0:25:39]: that we're moving projects forward right now. I believe we can do that as a city and that's the challenge at the end of this retreat. [0:25:39, 0:25:57]: We're going to have some firms, we're going to set aside some three projects, maybe more, that we're it but at least three that we're going to move forward and get in the ground this year to move this city forward and d to begin building the world-class city that we deserve. Thank you so much. [0:25:58, 0:26:18]: Okay, on that note I will say to you absolutely I look for a very productive retreat myself and I know the rest of the council does as well. Uh but uh we'll we'll see what we can come up with, whether it's three more or less. But we have to do things logically and what we'll have the funding stream that we need for these projects and m make some logical decisions. But I'm pretty sure we're gonna make the right decisions uh for the citizens and what makes [0:26:18, 0:26:38]: good logical sense. On that note I also want to mention to you uh to everybody actually I think it was a great activity yesterday as well with Lieutenant Lewis uh honoring her as the first African American uh pilot female pilot for in the state of uh Georgia for the Georgia Air National Guard she gets ready gets ready to head out on a deployment. [0:26:38, 0:26:53]: So I wish her well on that and as being a retired uh army officer and and a veteran myself, I I've been on a couple deployments and uh you know I know how it can it can wear and tear on you as an individual, but also on your family as well. So I wish her the best and her and her family in that aspect. [0:26:54, 0:27:14]: On the 21st of February, uh several of us, matter matter of fact, uh uh almost uh almost 20 of us from the city staff attended what you call the South Metro Development Outlook Conference. It's an economic development type of conference that is in the 17th annual year. It is uh put on by Michael Hightower. This is a partner and collaborator. [0:27:14, 0:27:20]: firm and it deals with economic issues and development and aspects for the South Metro area. [0:27:20, 0:27:40]: And for the very first time in a 17-year history, an award was given to the city of Stockbridge. And it was called the Perseverance and Leadership Award that I accepted along with the council. Several members of the staff were present for that. And it dealt with the fact of how we persevered through the course of last year and what we were dealing with with the proposed city of E. [0:27:40, 0:28:00]: Eagles Landing. Now, I will tell you it was a great award and great acceptance and I really appreciate that. But even though we've received this award and and and and it's it has my name on it, but it's really for the the entire city staff and the and the personnel and the people that really uh supported the city and fought hard. And I mentioned in my comments that the real heroes were the citizens out. [0:28:00, 0:28:10]: out there that knocked on those doors on those ballot committees that did the the heavy lifting along to staff. But even though this occurred and we received this particular award, which is now located in City Hall. [0:28:10, 0:28:30]: We still have a mission to do as an elected body to maintain and mend the city back together. We're still one city, one community. We still have to do that and we will do the right thing in a p and uh in the as we go forward uh to to mend that city and bring people on board. And we it's up to the elected body in a sense, uh along with our uh staff and uh with the [0:28:30, 0:28:50]: heavy lift into do the right things for the citizens of the city and uh and that is the intent and that's what we need to do. Um mend everything, bring the city forward, and uh make sure that we embrace the entire community as one because we are better together and and and we we really will prosper better as a complete city. [0:28:50, 0:29:10]: know as we come to 2020 for the census and also 2020 for Centennial. But I just want to acknowledge the fact that I thank the Michael Howe Tower and the and the South Metro Development Outlook Conference and and his leadership and and the recognition of what the city had to go through. But I also want to know this again that it um that is it's a group. [0:29:10, 0:29:30]: type of award but also the fact that our work is not done as we're as elected officials to do what we need to do properly for the entire city itself. So on that note I want to tell you keep the faith. We have a listening ear. We will do the best we can to do what we need to do. [0:29:30, 0:29:36]: do to make sure that we move the city forward as one complete entity. And God bless you all. Thank you. [0:29:37, 0:29:48]: On that note I'll read some in um some uh uh meeting updates here. It was already mentioned about the council retreat that we have on the 28th to 1st of March. We'll actually be off site in Kennesaw, Georgia. [0:29:49, 0:30:05]: Main Street Advisory Board meeting is Friday, March eighth at nine A. M. right here in City Hall. Our next city council meetings on March eleventh at six PM in City Hall. And during that meeting I I will pl I plan to give the state of city address at that meeting, an annual event that uh that the mayor needs to do. [0:30:05, 0:30:09]: The new council meeting is Wednesday, March 13th at 5.30 p.m. [0:30:09, 0:30:26]: It is right here in City Hall, of course. Downtown Development Authority meeting is Monday, March 18th at 6 p.m. Youth Council Advisory Committee meeting is Wednesday, March 20th, 6.30 right here in City Hall. It'd be a Murray Manus Conference Center. And this is a first that we have tempted this and first that I know that is happening with the GMA community. That youth summit with all the youth councils in the immediate area will come to Stockbridge. 22nd to 24th of [0:31:01, 0:31:02]: Uh March. [0:31:03, 0:31:07]: I just have my very first Mayor Mondays, uh which will be on the fourth Monday of every month. [0:31:08, 0:31:28]: Councilman Alz uh Councilman Thomas is mentioned about don't trash start bridges on ongoing no litter campaign. Okay. I imagine uh Alexander's already mentioned about the quarry town hall and keep strawberries beautiful. Clergy roundtable, spirit headed by Councilman uh Robinson will occur on March 4th. Uh that is six thirty on March. [0:31:28, 0:31:31]: March fourth, those interpretations are already gone out. [0:31:31, 0:31:51]: And a quartering a quarterly welcoming Stockbridge round table spearheaded by uh Councilwoman Lakeesia Gantt and uh you need to contact of course Miss Jackson uh to participate in that activity. All right. On that note, those seem to be all the announcements and I believe we have a second session, is that correct? Uh Mr. Attorney, Mike Williams. Council. [0:31:51, 0:31:54]: Okay. So I need a motion to go to the second session, please. [0:31:54, 0:31:56]: Okay, is there a second? [0:31:57, 0:31:58]: Is there any further discussion? [0:31:59, 0:32:02]: All in favor? No one? All in favor going to second session, please indicate. [0:32:02, 0:32:04]: Okay, thank you. Appreciate it. So folks we'll be back. [0:32:10, 0:32:18]: [1940.0, 1960.0]: Yeah, um yeah, we will be there by obviously the point here before you go channel again. [0:32:39, 0:32:45]: [1970.0, 1990.0]: Getting more people as you sign up for that. Get more people. [0:33:09, 0:33:29]: Well yeah, I I asked the content, but just to let them know about an idea. Right. I'll I'll pick up [0:33:29, 0:33:49]: Well yeah, we'll have to take it. [0:33:49, 0:34:09]: No. I was reading from the thing. [0:34:09, 0:34:29]: I got the whole thing. Yeah, you got the bowl of the two. So we've got to keep our hand in the back to let me break it through the following. [0:34:29, 0:34:47]: I usually have a free week. Um [0:34:50, 0:34:53]: Yeah. [0:34:57, 0:35:11]: [2125.0, 2145.0]: No, I'm going to push the people. [0:35:45, 0:35:46]: Yeah. [0:35:47, 0:36:05]: Oh again, I'll give you that wrong way. Oh no, I'm not sure. [0:36:08, 0:36:09]: Yeah. [0:36:09, 0:36:29]: Yeah, you know. Oh yeah. That's two. Or seventeen. Oh. So with sixteen, that's a half. That's really probably But when it's 16 17. Yeah.
