[0:20:08, 0:20:17]: On a property located at 845 Cog Hill in land lot seventeen of sixth district. The property consists of 0.55 acres. [0:20:17, 0:20:35]: Ms. Moore, please. Yes. Good evening, Mayor and Council. Staff brings before you tonight a variance request. As again, Nizhoki Oculia is the applicant. The agent is Fraser Superwela, who lives at Pine Court. And the location is 845 Cockhill, Georgia Cycridge, Georgia. [0:20:35, 0:20:41]: As you can see the parcel ID, what it is, 0515F0124400. [0:20:41, 0:21:01]: The purpose of this particular request is for the construction of a single family residence in the country club in Eagles Landing. The current land use is vacant. The future land use is residential. The sign was posted by Henry Kent on January the 30th. Planning Commission was February the 21st. We would like to advise [0:21:01, 0:21:09]: Vice Mayor and Council that Hemory County planning staff recommended denial. However, the Planning Commission and staff recommended approval. [0:21:10, 0:21:14]: So on your slide just for you and the public, here's the area view as you can see the lights. [0:21:15, 0:21:15]: Oops. [0:21:16, 0:21:16]: One way. [0:21:17, 0:21:18]: Can I do something? [0:21:20, 0:21:21]: Okay. [0:21:21, 0:21:41]: It's a pointer word. Yes, it doesn't. If you can look on your slide, here's the lot right here that's highlighted in green. That is the lot as you can see there, trees, it's vacant. Here's an area view in terms of the subject property. It's tree. Here's the view to the west. You can see the view to the south and the view to the east. Again, this is in the country club. It is a vacant lot. [0:21:41, 0:21:59]: Here is the layout of the lots that pertain that are existing on this street. This is the subject lot. As you can see it bags up against the golf course. Here is another picture. Here's a lot. You can see the overall lots that surround this particular property that is coming in. [0:22:00, 0:22:05]: Uh here is a closer view to let you see where the site is located in green on Cockheel. [0:22:05, 0:22:22]: And here are the renderings. Our staff actually reached out to the president of the HOA of the country club and basically asked them to weigh in on whether or not they wanted staff um in terms of the approval of the setback from 75 to 45. [0:22:22, 0:22:42]: They had a meeting of their board and their the conclusion was that they did not agree to a 45 setback, but they did agree to a 50. And the reason why, if you go back and look at the lots where these houses are, most of them have a 50 setback. So to be consistent with all of the lots that are developed, they decide [0:22:42, 0:23:02]: To go ahead and allow the 50 but not a 45. So, based on that, staff and the planning commission have recommended approval with the conditions of a 50-foot rear yard setback and not a 45 as requested by the applicant. The applicant is in agreement with the planning commission and staff recommended. [0:23:02, 0:23:05]: recommendation as well as that from the country club. [0:23:05, 0:23:06]: Thank you. [0:23:07, 0:23:09]: Council, do you have any questions for Ms. Moore? [0:23:12, 0:23:13]: Just one real quick. [0:23:14, 0:23:34]: W these contingencies wasn't presented to the county prior to it coming? Uh yes, as a matter of fact, as you know, Henry County does all of our uh planning right now until April the first and so therefore um in their review they always send us over their analysis which is in your in your package um and their recommended was denial. [0:23:34, 0:23:54]: I think what they were doing was just holding or adhering to the standard setbacks that we have in our zoning ordinance. So I think that's the reason why they actually probably recommend denial. But when we contacted the HOA and we looked at the houses that had been allowed to develop along the street, they all were with a 50-foot rear. And so we're just being consistent. [0:23:54, 0:23:58]: [1438.5, 1446.2]: Okay, I I only asked because the standard setback over there is at fifty and I was wondering if that was a contingency why they just didn't approve it. [0:24:07, 0:24:07]: Right. [0:24:10, 0:24:11]: Any other questions from the council? [0:24:12, 0:24:22]: If not, I know this is a public hearing, so I need to open it up. So uh this aspect I'm gonna look over here to my left. Anybody over here that is uh wants to make a comment? [0:24:22, 0:24:23]: Four [0:24:24, 0:24:29]: of this particular uh variance uh request. Anybody know over here on the left? [0:24:30, 0:24:32]: Anybody here in the middle? [0:24:34, 0:24:35]: Anybody here to write four. [0:24:36, 0:24:39]: All right. Anybody on the over here on the left against? [0:24:41, 0:24:42]: Anybody in the middle? [0:24:43, 0:24:45]: Mm-hmm. [0:24:45, 0:25:01]: Seeing I'm hearing now, so I will close the public hearing, sir. On that note. Mayor Ford. Yes, ma'am. Go ahead, please. Mayor Ford, I'd like to make a motion that we approve the variance request VR dash eighteen dash fourteen S with the conditions that the rear yard setback should be no less than fifty feet. [0:25:01, 0:25:03]: Okay, so a second? [0:25:03, 0:25:03]: Thank you. [0:25:04, 0:25:05]: Okay, any further discussion? [0:25:06, 0:25:08]: All in favor, please indicate. [0:25:09, 0:25:12]: All post? [0:25:13, 0:25:16]: Okay. All right. So be it. So it passes. So it's approved. [0:25:17, 0:25:19]: All righty, thank you. Should we? [0:25:19, 0:25:26]: Thank you. Okay. Could you do me one favor please? That that I forgot that. I mean that. Thank you very much. Appreciate it. [0:25:28, 0:25:31]: Okay, great. So um new business? [0:25:32, 0:25:52]: Council Consideration excuse me, Council of Consideration to approve resolution to adopt the Henry County multi-jur disindal. I can't even pronounce the word. Hazard mitigation plan to trans uh transmit this resolution to the Georgia Emergency Management Agency and a Federal Emergency Management Agency. Mr. Aaron, please. [0:25:54, 0:25:55]: Jurisdiction or not. [0:25:56, 0:25:58]: Okay. Do me a favor. [0:26:01, 0:26:03]: Good evening, Mr Mayor and Council. [0:26:03, 0:26:18]: This is the standard uh plan that is required and uh all of the local jurisdictions within Herring County have adopted the same resolution so we're just coming to be consistent with the rest of the jurisdictions within the city within the county. [0:26:19, 0:26:25]: asking for mayor and council to approve us to transmit this resolution to adopt the hazard mitig mitigation plan. [0:26:27, 0:26:27]: Okay. [0:26:28, 0:26:30]: Any questions for Mr. Aaron, please? [0:26:32, 0:26:38]: No, no questions? Do I need a motion? Mayor. Go right in. I move that we approve the [0:26:39, 0:26:42]: Um Henry County multi jurisdictional hazard mitigation plan. [0:26:43, 0:26:46]: Okay, is there a second? Second. [0:26:47, 0:26:50]: All favor, please, okay? Okay, so be it. Passed. Okay. [0:26:51, 0:27:11]: Council consideration adopted revised 2019 planning and zoning schedule for and planning commission meeting dates. Ms. Moore, please. Yes. Uh Mayor and Council, the next couple of items from five through items 14 are actually in your book. Uh, but for you and for the public sake, I put it in a private PowerPoint presentation so that you [0:27:11, 0:27:15]: You can go along and they can go along based on what we're doing. [0:27:15, 0:27:35]: This particular item is item number six. All of the information should have been provided in your book that you picked up this past weekend. And staff also offered to have briefing sessions with you Thursday, Friday, and today to answer any of your questions that you may have. The only revision, and we will get to that later, is something that we brought to you to the retreat. [0:27:35, 0:27:41]: that's in this final phase or final format that we will bring to you tonight. As you know, um [0:27:42, 0:28:02]: Stockbridge would take over planning services from Henry County effective April to first. April the first. What you have in your agenda package is the zoning schedule for the next year. What that means is of April the 1st, applicants can now file with the City of Startbridge for all rezoning inverences. [0:28:02, 0:28:05]: public notifications would be uh submitted. [0:28:06, 0:28:17]: on April the eighth to the paper. Your planning commission dates will change to April the twenty fifth and then Mayor and Council on May thirteenth. So this is the new schedule. It allows enough time from the filing date [0:28:18, 0:28:24]: to notices being published in the newspaper, to signs being posted, to go into the planning commission. [0:28:25, 0:28:31]: to being before mayor and council. So this is a schedule for the remainder of the year, effective April the first. [0:28:31, 0:28:33]: Thank you. Any questions for the council? [0:28:35, 0:28:46]: Okay. And I think the attorney has provided a resolution that's in your book that asks you to adopt this new schedule filing deadline with the time. Okay. [0:28:47, 0:28:47]: Okay. [0:28:48, 0:28:50]: Any motion to accept that, uh [0:28:50, 0:28:52]: So move. All right, sir. Second. [0:28:54, 0:28:55]: I said well. [0:28:55, 0:28:57]: Second here. Any further discussion? [0:28:58, 0:29:00]: All in favor, please indicate. [0:29:01, 0:29:02]: Thank you. Appreciate it. [0:29:03, 0:29:20]: Council consideration to approve an ordinance creating impact fees for the city of Stockbridge. Ms. Moore, please. Yes, I think at the planning retreat I brought you three jurisdictions. I brought you Sandy Springs, McDonough, and Fayetteville. And basically the one that I had recommended at the retreat was the city of McDonough. [0:29:20, 0:29:39]: And so uh I think uh the attorney has actually done a ordinance that will one allow the creation of us being able to have impact fees. So I think he prepared that document for you, which is in that. So I if you have any questions regarding that then [0:29:40, 0:29:43]: We're here to answer. Any questions for Ms. Moore, Council? [0:29:44, 0:29:49]: Again, this is an ordinance that will allow us to collect impact fees. Mayor. [0:29:49, 0:30:09]: Mr. Blue, go ahead please. No be clear, these impact fees are in line with the impact fees that are already existing for us in the surrounding area. So let me show what I brought to you at the uh retreat, I brought you three cities, which was Sandy Springs, Magdonna, and Phaead. [0:30:09, 0:30:10]: Yeah. [0:30:10, 0:30:30]: We're still waiting on the ones from Henry County, uh, and they sent them all, but we couldn't get the link, so I just ran through the list. So Henry County was the highest, and what we would get over next is that we just adapt, we just, I brought you McDonald's, right? That's what's in your book. Um so if you look at your sheet, it was too large to kind of pick, put up for the public. [0:30:30, 0:30:36]: because it's such a large Excel spreadsheet. Everything that's in blue in your package, those are all McDonald's. [0:30:37, 0:30:46]: If it's in orange, that means it came from Fed Bill. So the majority of almost all of those are the same impact fees at the city of McDonough. [0:30:46, 0:30:47]: Or now? [0:30:48, 0:30:51]: Using when someone comes in to get [0:30:52, 0:30:52]: A permit? [0:30:52, 0:30:53]: To be ill? [0:30:54, 0:30:58]: And then those that are in orange are those from Fayetteville. [0:30:58, 0:31:01]: I have Fat Villain Blue. Okay, so [0:31:17, 0:31:36]: My bad. Okay. And I I would also say for adoption tonight is also your water and sewer. We also brought those to you during the retreat uh that there was a water and sewer uh increase in the impact fees as well. And so those were part of your packages as well. [0:31:37, 0:31:38]: Yeah. [0:31:38, 0:31:45]: All right. Yes, I just want to go ahead and make the motion to uh approve the impact fees. [0:31:45, 0:32:05]: with the statement as Mr. Bundes indicated, actually we've been kind of losing money the last few tim since the we left Henry County because Henry County was previously collecting those impact fees for us and they went away when we took over planning in the zone. Actually we're just bringing them back to be consistent um with what Henry County [0:32:05, 0:32:11]: is uh has been doing it for us all along. So we're gonna close that gap. And I'd like to make a motion to approve. [0:32:11, 0:32:12]: Their second. [0:32:12, 0:32:13]: Second. [0:32:13, 0:32:14]: Okay. Any further discussion? [0:32:16, 0:32:17]: All favor, please indicate. [0:32:17, 0:32:18]: Okay, fantastic. [0:32:19, 0:32:35]: And just for the public that might not know what impact fees are, they are a one time charge that you would charge a development, a new development for the increase of any demand on the public infrastructure. So it only applies to new developments and it's a one time charge. [0:32:36, 0:32:48]: Uh the next item is item number nine and basic is the registration of home ownership groups and neighborhoods. One second sorry one second. I actually number eight. Okay. Okay. Council considerations to adopt impact fee schedule. [0:32:49, 0:32:52]: First of all, it's the ordinance creating the impact fees. This is a schedule. [0:32:52, 0:32:54]: Right, the fee schedule is what you're adopting. [0:32:55, 0:32:55]: Okay. [0:32:57, 0:32:59]: He made the motion. Okay. [0:32:59, 0:33:05]: The council consideration is adopting ordinance requiring homeowner and neighborhood association to register with the city. See I th I thought so. [0:33:06, 0:33:08]: All right. So we we just [0:33:08, 0:33:16]: There was an ordinance to establish the city. That's a vote. Right. They vote for the colour. Now we need a vote for this. [0:33:16, 0:33:21]: Fee schedule. The fees, that's great. That's what I thought. Okay. [0:33:22, 0:33:23]: Is there a second? Second. [0:33:23, 0:33:24]: All right, any further discussion? [0:33:24, 0:33:44]: I have one discussion. Go ahead. And and that is trying to compare here. I'm still trying to compare the fees and make sure we're in line. Right? So long as we're in line, if we're not w what is the is there any difficulty in changing up fees or what is the process? You can change fees any time by resolution. [0:33:44, 0:33:59]: But what I did attach in there, I gave you McDonald's, I gave you Fed and every CD that's in there, if you flip through I made sure that they were in your packages to look at. But they're the same. But you can change them next week if you like. Okay. All right, thank you. No further questions. No any further questions? [0:34:00, 0:34:04]: Okay, all in favor of council consideration to adopt the impact fee schedule, please indicate. [0:34:05, 0:34:25]: All right, fantastic. There we go. Now, now number nine. Council consideration to adopt an ordinance requiring homeowner and neighborhood associations to wrestle with the city. Ms. Moore, please. Correct. As you know, we're in the process of uh instituting a parking requirements on the street. Um I think about two weeks ago we had an emergency situation. [0:34:25, 0:34:45]: In the city of Stockbridge, where the alarms went off and our phones were ringing off the hooks because people were like, Well, where are the shelters? Where do we go? And so we've gotten a number of calls from citizens saying, What if, where do we go? So, what a lot of jurisdictions have done, have done not only uh in Georgia but across the country, is that they have what they call [0:34:45, 0:35:05]: Call it registration of homeowner associations and neighborhood groups. And basically, what that does, it requires every HOA to provide a list of their board members to the city of Stockbridge. And the way that that works, should we have a disaster or something happens in Stockbridge, then that [0:35:05, 0:35:25]: notification would go from the city to the HOA president and it would be up to the HOA president and their board to disseminate that information to all of their residents that's within their HOA. As it relates to the parking situation, it would actually help us as we get this going here in a couple of weeks. [0:35:25, 0:35:45]: It would help us address any of those initial concerns that come in with parking on the street. So it's for uh the parking issues, it's for public safety. Not only that, we've had a couple of major uh zoning cases that have come in around uh Stockbridge. We get calls all the time saying, you know, what are these zoning cases? [0:35:45, 0:36:05]: How do we know about them? It also provides an avenue for the city to apprise the HOA presidents of zoning cases that we have pending as well as zoning cases that are around us, whether it be from Henry County or Clayton County. It allows us to disseminate that information to the HOA presidents so they in turn can send. [0:36:05, 0:36:18]: that information to the residents that live within their HOA. It is free, there is no charge, it's just a database, it can be done online, and they just have to update it every time there's a change in their officers. [0:36:18, 0:36:20]: Okay, any questions for Ms. Moore? [0:36:22, 0:36:29]: Yes, I have one question. So i i how does this work in terms of [0:36:29, 0:36:32]: These homeowners associations already exist. [0:36:33, 0:36:38]: So how do you are they the ones that already exist, already grandfathered in? [0:36:38, 0:36:39]: Are they are they [0:36:39, 0:36:40]: Well they [0:36:40, 0:36:40]: Compare [0:36:41, 0:36:42]: Compulsory. [0:36:42, 0:36:44]: To make them come in. How's that work? [0:36:45, 0:36:55]: would apply to everyone grandfather. Um so it would just be an annual registration as they change presidents and officers. We'd ask them to [0:36:57, 0:37:01]: once a year notify us and give us contact information so we can notify them. [0:37:02, 0:37:04]: You know, as the case may be. [0:37:04, 0:37:24]: And and for example, Councilman, if there's water main breaks, uh if something happened with water that needs to be boiled, there's just certain things in which your masses of citizens need to know. The HOAs become a mechanism whereby the city can inform them of the information. As you know, there's one primary management company that's in the city of South. [0:37:24, 0:37:44]: Bridge, but they have not released that information. So while those HOAs may exist, we don't have information on those board presidents. So this would allow the city to have the information so that we can go directly to the HOAs and neighborhood groups. There are neighborhood groups out there that are organized but they don't officially have an HOA. [0:37:44, 0:38:00]: This is for them as well, so that we can identify a person in some of the older neighborhoods or those that actually don't have HOAs so that they can be the contact person so that anything, any information that the city needs to get out immediately, we will have a mechanism to do just that. [0:38:01, 0:38:21]: Yes, uh I would like to say I'm for this idea. I think it's a very good idea. I just want to make sure where we're going. Is this voluntary? Is there a punitive action? Should they not comply? How does that work? Well, I would tell you uh if you go up on the website for the city of Roswell, Sandy Springs, Johns Creek, any of them have it? [0:38:21, 0:38:41]: And uh basically I haven't seen where none of them have not complied. In those cities that I've talked to, the HOA saw a value in being able to get the information. So in the cities that I've talked to, and as a matter of fact, all of the cities in Fulton County have a registration uh requirement. And no one that I talked to said that they didn't receive [0:38:41, 0:39:01]: respond because they saw a value in being able to get information from the city, whether it was on zoning, whether it's on public safety, whether it's on anything that pertained to public safety and health and welfare, they wanted to know. Okay. Just one thing. So otherwise the management company is not involved in this at all. No, sir. Okay. All right. So be it. [0:39:01, 0:39:11]: Mayor. Yes, ma'am. I move that we approve the neighborhood um the ordinance require homeowners and neighborhood associations to register with the city of Stockbridge. Sure. Second, somewhere? [0:39:12, 0:39:16]: Second, Mr. Blount here. Any further questions? All in favor, please indicate. [0:39:17, 0:39:18]: Fantastic. Okay. [0:39:19, 0:39:26]: Um council consideration uh to approve resolution uh for creation of city zoning ordinance. [0:39:27, 0:39:29]: and uniform development code. [0:39:29, 0:39:49]: As you know, uh Mayor and Council, last year the City of Slibridge adopted its first comprehensive land use plan that we submitted to DCA and it was approved and adopted by the state and ARC. The next step in that process is a zoning ordinance that reflects that plan that you approved. In addition to that zoning ordinance, we need to have a unified [0:39:49, 0:40:09]: development code. That means in addition to the zoning ordinance, you've got your design standards, your landscaping, and all those other wonderful things that make the development process work. And so what we're asking is that we be allowed to move forward with putting out on the street the RFP for the zoning ordinance and the codes. You approve [0:40:09, 0:40:17]: Money in the 2018 budget for this to be done, and now we're ready to do this since ARC and DCA have adopted. [0:40:18, 0:40:20]: the comp plan and the CIP. [0:40:21, 0:40:23]: Okay. Any questions for Ms. Moore, please? [0:40:23, 0:40:33]: No, I would just have a comment if I may be may do that. Uh this is something that is long overdue. Uh something that um it needs to take place because [0:40:34, 0:40:54]: What it does is we have a lot of citizens that complain when we have uh different businesses come in, unwanted businesses come in. Uh this particular process will analyze uh all the particular parcels in the city of Stockbridge, making sure that uh what we want to go there should be the [0:40:54, 0:41:14]: There and is in accordance with um a future land use map to make sure that um we don't have five dollar stores over here or we don't have three waffle houses where we don't want them at. And that's what this process is. Everything will be looked at uh in detail to make sure. [0:41:14, 0:41:21]: Sure that um it's in keeping uh with the particular area, uh downtown or uh the [0:41:22, 0:41:42]: uh different areas of the city. And this will tighten that up in ways that uh always said the just like this. The developer and the development community jump just as high as you will have them jump. If you set the bar extremely low, they jump really low. [0:41:42, 0:41:49]: But when you go up to Johns Creek, you go up to Sandy Springs, you go up to Dunwoody, they set the real they set the bar really high. But seems like [0:41:50, 0:41:59]: at every opportunity these communities seem to they seem the developers seem to do that. They seem to accomplish that. So we're gonna uh embark upon [0:42:00, 0:42:10]: making sure that we set the highest standards uh possible uh for our t particular community. So I'm one hundred percent enforcing this and I would make a motion to approve. [0:42:10, 0:42:11]: There a second. [0:42:11, 0:42:13]: A second. All right, any further discussion? [0:42:14, 0:42:15]: All favor, please indicate. [0:42:16, 0:42:17]: Thank you very much. [0:42:18, 0:42:38]: For discussion purposes, demolition services presented by you, Ms. Moore. Item number 11, demolition services update. This is, as you know, in 2018, uh Mayor Council approved a number of city initiatives that require demolition services. One is our public facility improvement projects for city properties, one the old police building. [0:42:38, 0:42:58]: Which is associated with the downtown RSVP, and then residential structures along Lee Street, which are needed demolishing for the amphitheater parking. And then under the nuisance abatement, Mayor and Council approved monies to deal with the demolition of burned and abandoned residential structures so that we [0:42:58, 0:43:18]: could remove those ISORs. We're in the process of selecting the vendors from the state contract list, so we should be bringing that to you at the next meeting. And our schedule is first to demolish the police building, which we hope to get done in April. And while they're out here to go ahead and demolish the three houses that's on Lee Street so that we can begin clearing from [0:43:18, 0:43:19]: Mm. [0:43:20, 0:43:21]: Okay. [0:43:21, 0:43:25]: So discussion uh first of all any questions, I'm sorry, Council, any questions for this more about this? [0:43:26, 0:43:27]: Mayor. Yes, sir. [0:43:28, 0:43:31]: I'd just like to pose the question to [0:43:32, 0:43:34]: Mr. Williams and Mr. Knight and [0:43:34, 0:43:36]: Uh concerning the [0:43:37, 0:43:39]: one particular property on Wilson. [0:43:39, 0:43:39]: You know. [0:43:40, 0:43:41]: met late last year. [0:43:42, 0:43:44]: We created the abatement. [0:43:44, 0:43:45]: Program. [0:43:46, 0:43:50]: I just want to see the traction in that I know we have priorities for as [0:43:50, 0:43:53]: uh the old uh police [0:43:53, 0:43:55]: The houses on Lee Street. [0:43:55, 0:43:56]: [2636.7, 2638.6]: This one particular house on Wilson. [0:43:59, 0:43:59]: Um [0:44:01, 0:44:03]: It's a mess on that street. [0:44:03, 0:44:03]: So [0:44:04, 0:44:05]: Can you two comment on that? [0:44:08, 0:44:14]: So Mr Mayor, the the uh there are about five houses that are [0:44:14, 0:44:23]: on in line for the nuisance abatement. And we had planned on filing for the first house, which is the one on turning point, the burned out house. [0:44:23, 0:44:41]: And uh Sun Trust uh has um been in con we've been in contact with Sun Trust Bank wills the mortgage on that and so we've delayed the filing on that, but that was to be the first and then the other ones were gonna fall in line as well. But um we should be able to file actions on [0:44:41, 0:44:46]: the remainder of the the five houses uh by the end of this month. [0:44:46, 0:44:47]: All right. [0:44:48, 0:44:49]: Any further questions? [0:44:49, 0:44:50]: Yes, sir. Go ahead, sir. [0:44:51, 0:44:52]: Uh Mr. Williams. [0:44:52, 0:44:56]: Does that include the burnt out house on Ty Street? Is that included in there? [0:44:56, 0:44:58]: Yeah. Cross across from the school. [0:44:58, 0:44:59]: Yes. [0:44:59, 0:45:00]: Okay. [0:45:02, 0:45:03]: Any further questions? Follow up. [0:45:04, 0:45:08]: Um the house has recently been sold. [0:45:08, 0:45:10]: Do we have that information on the new owner? [0:45:11, 0:45:22]: One on Tide Street. The the one on Tide Street. Across from Smith Morgan Elementary. We we don't have the specific information, but that was part of the the process. We run title on those to make sure we have all the [0:45:23, 0:45:29]: the uh you know whether it's a mortgage on it, you know, any other parties of interest will be served as part of the uh [0:45:29, 0:45:32]: the nuisance abatement process. Okay. [0:45:33, 0:45:33]: Thank you. [0:45:34, 0:45:35]: Any further questions? [0:45:35, 0:45:40]: So this is just discussion information for us, no voters needed. Okay. Next discussion issue is annexation. [0:45:41, 0:45:55]: Yes. Um as you know, um staff is providing you information on the annexation process. People have called in in terms of how does this work. Our staff just wanted you to know that we have all the documentations [0:45:55, 0:46:15]: up on the website with an effective date of April the first. So for those individuals and businesses that are interested that have been calling that actually would like to come into the city, here's their opportunity. All of the information is up on the website, the application, all the forms that's required, all the documentation is required, it is actually up on the website. And as you know, [0:46:15, 0:46:35]: We can do 100% method, 60% method, or an island annexation in terms of what municipalities can do to get rid of the islands. But I just wanted you to understand or to know that we're saying on as of April the 1st, we are ready, staff is ready, to start receiving any applications for annexation. [0:46:35, 0:46:37]: Effective April first. [0:46:38, 0:46:40]: Fantastic. Any questions for Ms. Moore on the subject? [0:46:41, 0:47:01]: No questions, Mayor. I just want comment. Miss Moore, there I know there are some neighborhoods right off of Walt Stevens and Flipman Road that are very interested in annexing in. Although the information's on our webpage, which is probably more feasible for the city. Is it possible that some of those subdivisions could get a postcard with information on Yes ma'am? [0:47:01, 0:47:08]: Or something to that effect, especially when we have those big gaps on on that particular area up and down. [0:47:08, 0:47:28]: Both of those streets. So they they can be aware of what's going on. We actually still uh one of the things that we thought about doing for a number of things that we are doing is that we can actually send out a text message. We still have the entire database that we used earlier for the last year to let it everyone know. So individuals will get it as well as HOA presidents. [0:47:28, 0:47:34]: that the city is accepting annexation applications beginning April the first and it would direct them to the link. [0:47:34, 0:47:36]: So that they could pass that along. [0:47:38, 0:47:47]: One question. The the Arc uh I had it was Arcadian, I think it was, the one neighborhood that had already had the signatures. Wh where are they? [0:47:48, 0:48:05]: We actually in the process of reviewing those. Um we have to verify because we thought they had submitted all of them, but when we went to look they had not. So they really do need to meet that threshold of sixty percent. So I've made a call and we're gonna get with them to see how we can [0:48:05, 0:48:10]: get that get the appropriate signatures for them because they've always expressed an interest. [0:48:10, 0:48:12]: in terms of coming into the city. [0:48:13, 0:48:14]: Thank you. [0:48:14, 0:48:15]: Any further questions? [0:48:17, 0:48:18]: Thank you for that. [0:48:18, 0:48:38]: Continue on update on parking requirements for subdivisions. Ms. Moore, please. Item number 13. Um during the last minute we gave you a full schedule of how we were going to move on the parking update. Just wanted to bring back to you some potential costs. Uh Public Works has done a great job in going out and actually getting the [0:48:38, 0:48:43]: approximate number of linear square feet. So if you see this on your sheet. [0:48:44, 0:49:04]: And based on that, uh, what we were hoping to do was to do them at a thousand intervals on subdivision streets and that approximate cost is about twenty-seven thousand dollars. And then the software that we're looking at ranges between fifteen thousand and forty thousand and basically the software would allow you to actually go online. [0:49:04, 0:49:24]: and request the permit and give you the permit with the appropriate information, which means that you don't have to always try to come down to City Hall to do it, but you can actually request the permit online. And so at the next meeting we should bring back a final cost. There's no money in the budget for the signs or the software. [0:49:24, 0:49:29]: but I want to give you an idea of what that cost would look like before we come back. [0:49:29, 0:49:36]: Mayor. Yes Ma'am Clarification, did you say fifteen thousand to forty thousand? Correct, the software. [0:49:37, 0:49:43]: And then twenty seven thousand for the actual size. It had to no parking size with the tow trucks on it? [0:49:43, 0:49:53]: Okay. On that note then, what so when you come back to us next month, you said fifteen to forty five you have more you have a more redefined redefined number. Okay, good deal. Any questions for counselor? [0:49:53, 0:49:55]: Uh yes, yes um [0:49:55, 0:49:57]: Uh now I know we uh talked about um [0:49:58, 0:50:00]: Uh starting the warning process. [0:50:01, 0:50:18]: Which is are are those particular we don't wanna have the sticker too hard to get off the window and that kind of thing. So where where is that at? Actually we're getting ready the uh postcard's actually going to print next week and basically let everybody know that we're doing a trial. [0:50:18, 0:50:25]: for April and May. Here's your one time to see how it works. And the stickers that will be on your car or not the pillable. [0:50:26, 0:50:29]: They're just the stickers that you can put onto your windshield. [0:50:30, 0:50:40]: Okay, so no towing at this point in time. It's just a warning so everyone can get used to the idea of what a warning sticker will look like on your car and give them an opportunity to [0:50:41, 0:51:01]: Yeah, I just wanted to make sure that everybody understands tuning in or listening that the HOAs can do this absolutely right now. They are empowered under the current ordinance. If that's correct, Mr. Williams and Miss Moore, they are empowered to do that. This was my desire in doing this to equip the citizens with what [0:51:00, 0:51:02]: But they need a thorough [0:51:03, 0:51:04]: Um [0:51:04, 0:51:05]: Here we go. [0:51:05, 0:51:25]: um comprehensive plan that they could use in order to do that. I think uh they will be the front lines of whatever action is taken. I don't see the city going out just routinely or uh randomly just in emergency maybe towing but not just uh going out there seeking to tow any but I don't want anybody to think that that's [0:51:25, 0:51:42]: what we would do in under any circumstances, but uh that the HOAs are fully equipped right now to be able to uh act on this i if they so chose uh at this particular time and the city will be rolling our uh on our own timetable. [0:51:43, 0:51:44]: Is that correct? [0:51:46, 0:51:48]: Any further comments from the council? [0:51:49, 0:52:09]: Okay. Informational purposes next month would be a good update. Okay. And the next one update on the towing service, which basically lines up with the parking and basically wanted you to see what the scope of service was in the towing service that we're putting out the RFP, has had the date and the time, the license mate model, physical address location, meeting time. [0:52:09, 0:52:18]: told from and where the vehicles are being told to. And in that particular RFP, we're asking for these specifics. [0:52:18, 0:52:38]: because we want people to know how to go get your car and where your particular car is located. So this is just the scope of work. Now in that RFP it basically gives two entities, two entities can contact the towing service. That is the city of Stockbridge and the president or designatee designee designee [0:52:38, 0:52:58]: For an HOA. So either the city can call the towing company or the HOA president or whomever they designate as their representative. So if I live in your subdivision and you park in front of my house, I just can't call the towing company because I don't like you, right? Um someone has to reach out and and [0:52:58, 0:53:18]: And we we think it's really great if it goes to the HOA that use our tourists because then the HOA president can call his neighbor and say, look, don't want your car towed, uh, you know, move your car, because otherwise I'm gonna have to call the towing service. So it kind of forces, you know, communities to kind of work together. [0:53:18, 0:53:27]: Either the city or the designee for the HOA are the only ones who can call the towing company, not just someone that lives in the neighborhood. [0:53:29, 0:53:29]: Okay. [0:53:30, 0:53:30]: Good deal. [0:53:31, 0:53:33]: On that any questions for Ms. Moore on this subject? [0:53:33, 0:53:35]: Give me a race. [0:53:35, 0:53:39]: On the the touring companies that we would bring on. [0:53:39, 0:53:40]: Um [0:53:40, 0:53:44]: Because I'm looking at whatever margin of error would be in that. [0:53:44, 0:53:48]: Uh there can be contingencies written in any contract that we have with them. [0:53:48, 0:53:53]: that those margins of error can't happen we can't have those continued margin of error because it is [0:53:54, 0:53:57]: It is a for profit organization that's coming in. So [0:53:57, 0:53:59]: We can monitor those [0:53:59, 0:54:02]: errors and have a contingency in there that [0:54:03, 0:54:09]: this contract not a void if those you know, if you're there doing it for profit instead of what we intended it for it to be. [0:54:09, 0:54:29]: Great, I think so. Anything that you order there, you know, customer service is great, right? When the car gets hold, I don't need to not be able to find you to get my car. So, you know, any of those items we can actually put in the contract. And then as you know, we told you that we were just gonna do this for a period of time, evaluate it, and then bring it back to you for you to decide if you want to continue. [0:54:29, 0:54:34]: And so during this process, that would give us an opportunity to evaluate the towing service as well. [0:54:35, 0:54:55]: Okay, make sure I understand I guess since I live in a very large community. So someone that's maybe other side of Monar Village, they their their resident or their neighbor has a car parked on a couple parks caught couple of cars parked on the street, I'm sorry. So someone's got to call the designee for an HOA to call the [0:54:55, 0:55:15]: Well, that's why it's so important to get this HOA board of directors information from HOA so that we'll know who we're talking to. And the reason why, Mayor, we know that neighbors get in disputes. [0:55:15, 0:55:15]: Right. [0:55:16, 0:55:36]: You know, they don't like each other sometimes and sometimes they call on each other for things, right? So we didn't want a neighbor calling on another neighbor simply because they didn't like their neighbor car and here's an opportunity. We thought the fair and equitable thing would be for us to have somebody call you or your designee and say, Look, you know, uh Candace Smith [0:55:36, 0:55:51]: is parked on the street and I don't see her decal in the window, uh could you tell her to get a decal or move it off the street? And then you or your designee will call Candace and say, look, do you have a decal in the window? [0:55:51, 0:55:55]: If not, you're probably gonna have you're gonna have to move your car because otherwise it it may get tall. [0:55:56, 0:55:57]: Right, sir. [0:55:58, 0:56:00]: Uh we have the quick [0:56:00, 0:56:01]: Click fix. [0:56:02, 0:56:06]: So uh as code enforcement forcement being an extension of the city [0:56:07, 0:56:08]: If they [0:56:08, 0:56:12]: click fix the code enforcement where they have the right to have it told. [0:56:12, 0:56:21]: No. And the reason why is that it goes back to them being uh certified to Hold on, we got a little discrepancy in uh here. I just want to make sure. [0:56:22, 0:56:22]: Okay. [0:56:23, 0:56:32]: Click fix is for a code enforcement issue uh that's in our citation. The towing is not a part of the click fix. [0:56:33, 0:56:36]: So that's why we're getting the different software to deal with. [0:56:37, 0:56:41]: the towing it. So code enforcement would not have the authority to have a vehicle towed. [0:56:41, 0:57:01]: I mean you can. It's uh it's up to you guys, but what it does it takes your code enforcement. Most of the parking on the street is not during the times of code enforcement, right? Our statistics show us that most parking on the street occurs after code enforcement is gone. Uh but during the daytime, uh they can actually just they don't have to tow it during the daytime. [0:57:01, 0:57:11]: They can actually do what we call the uh citations where the court can run the tags and actually cite during the day. Well then that goes to this question. [0:57:12, 0:57:15]: Well then that's a kinda two part question then. Then w who [0:57:16, 0:57:19]: If you're saying the city has that authority, who at the city has that authority? [0:57:20, 0:57:23]: We have to designate who you want it to be. [0:57:24, 0:57:28]: If you want to be code enforcement, that's fine. But we just say city in case that changes. [0:57:29, 0:57:38]: Okay. I'm just trying to get it get it in because I I'm asking these questions because I just wanna know who's the designated city person because that person ha be hasn't been identified. [0:57:38, 0:57:41]: And if it's still uh then the HOA can control it then [0:57:42, 0:58:02]: We might well just left it in HO hand. So but I'm just want to know. Well we can we can let it be code. What are the recommendations for the city? You can be code enforcement. You can be code enforcement for the times when they're here, right? But but but my point is during the day, code enforcement don't need to tow, they need to ride by and leave a citation. [0:58:01, 0:58:11]: on the car. That's what I'm saying. Okay. Right? That's why I put the city or the HOA because in the daytime we're gonna try not to tow. [0:58:11, 0:58:22]: We would prefer to do a citation. So if we put a citation on the vehicle then the HOA is alerted and then they they pretty much can deal with it? Yeah, i if we have HOA information. [0:58:22, 0:58:40]: Okay. I mean uh it just seemed like we gotta knock some not take away. Well yeah, I uh uh and to Mayor Pro Tem Blount's uh point, I think you're asking some very insightful questions and I think it'll be a combination. It'll be a combination of working with the neighborhoods and HOAs, also with the staff and also with the towing companies. [0:58:41, 0:58:45]: to make sure that we address the issue that we want to address, which is parking on the street. [0:58:45, 0:58:51]: Um, especially um, you know, after hours or at night and so forth when most of these things occur. [0:58:51, 0:59:08]: So I think when we bring this back to you, we will have uh addressed specifically some of those questions that you mentioned about a designated person with with the city and then how the towing situation would work in terms of cost storage, those types of things, um, as well as with the HOA information. [0:59:08, 0:59:08]: Okay. [0:59:10, 0:59:10]: Thank you, Ms. Moore. [0:59:11, 0:59:11]: This man. [0:59:12, 0:59:15]: We redress the um HOA [0:59:15, 0:59:30]: Subdivisions and neighborhoods, but what about the neighborhoods that don't have an HOA? But that's why we're asking neighborhoods to register as well outside of HOAs. There are some older neighborhoods and so we're gonna try to work with them to see if they can identify a designee. [0:59:31, 0:59:34]: to address those issues that they feel comfortable with. [0:59:35, 0:59:36]: Otherwise they [0:59:38, 0:59:41]: You know, it's it's up to the record company. [0:59:42, 1:00:02]: Uh if you don't mind. Um it may not be that tough if we send letters out to those areas that don't that has residents. T let's take McCain Creek for instance. They don't have an HOA but they have designated people that we could contact even right now if we needed to. And they even have functions in their s in in their area and they even have s uh [1:00:02, 1:00:09]: um community meetings. So i it's not something that can't be done. So I mean I think I think that we give it a shot and see what happens. [1:00:09, 1:00:25]: When it comes to those communities that don't have uh HOAs. Right. And again, once we get this back, we'll have more information'cause once the RFP come back and we have who the selection is, then we would have had time to iron out all of these issues and the costs and the process. [1:00:25, 1:00:31]: Because we'll be able to tell you how the software works that allows anybody to go online and get a permit. [1:00:32, 1:00:33]: Any further questions? [1:00:34, 1:00:43]: We don't because the RFP's having no document. Miss Moore. Yes ma'am. Even though I've made it very known that I'm not in favor of this at all. [1:00:43, 1:00:46]: Um, I think that we should speak with the police department. [1:00:47, 1:00:48]: Um [1:00:48, 1:00:50]: Officer Scott is here and a couple of others. [1:00:51, 1:00:59]: who can talk to us more about their relationship with towing companies and their past experiences so that we are all on one accord. Mm-hmm. Okay. [1:00:59, 1:01:00]: Well. [1:01:01, 1:01:20]: Any further questions? Okay. So that ends that discussion. Point number 15. Council consideration to urge Stockbridge legislative delegation to create a public facilities authority. Mr. Williams, please. Mr. Mayor, this is just a a follow-up from some of the communications I've had with all the council members. [1:01:20, 1:01:27]: Um we have already been in contact with the uh our legislative delegation and this is just to uh [1:01:27, 1:01:31]: uh clarify that we wanted to get a public facilities authority rather [1:01:32, 1:01:35]: than the legislatively created development authority. So we would [1:01:36, 1:01:39]: I view this as more housekeeping to get a resolution to [1:01:39, 1:01:40]: Hand to them. [1:01:41, 1:01:41]: All right. [1:01:42, 1:01:53]: And for the questions for Mr Williams. Yes. Now I I was uh when I spoke with you I guess uh it's about it wasn't a either or situation. It [1:01:53, 1:02:06]: That's correct. So we already have the ability to activate our uh statutory development authority and we anticipate that will be on the agenda for you all in the coming weeks, if not the next meeting. [1:02:06, 1:02:12]: Um but this would be for a public facilities authority which would have the power to assist [1:02:12, 1:02:16]: uh the city in financing any publicly owned projects. [1:02:16, 1:02:18]: Russell Development Authority cannot do that. [1:02:19, 1:02:22]: Yeah, I just and then I want everybody to understand. [1:02:22, 1:02:25]: This is progress in the cities, ladies and gentlemen. [1:02:25, 1:02:29]: What we're attempted to do we have a downtown development authority right now. [1:02:29, 1:02:36]: which juri whose jurisdiction resides right around here in the main street around city of Stockbridge. [1:02:36, 1:02:53]: This effort is to create a citywide development authority to assist development, to make sure that we have quality development and to incentivize quality developers to come to town and us to be able to work with them or our city projects as well. [1:02:54, 1:03:14]: uh in outside the downtown area. Alright, uh just like Henry County has the Henry County Development Authority uh to assist uh with uh development projects working with the Georgia um the economic development arm of the uh of of um of the state of Georgia. We need [1:03:14, 1:03:34]: We we're trying to move forward with establishing that base outside of the downtown area for when we have projects uh that are outside down as I-75 is just hot right now along all those corridors, along the Eagles Landing Parkway corridor, along the Highway 138 corridor, along the Jodico corridor. [1:03:34, 1:03:54]: This uh particular uh agency will be able to assist us in bringing quality development and being able to help pot potentially incentivize these developers to be in the game of quality development in the area. Everybody is offering some type of incentives. [1:03:53, 1:04:01]: And in order for you to to attract the type of the development and jobs, we gotta get in the game and this is our t attempt [1:04:01, 1:04:06]: Uh in my opinion to get in the game so that we can be competitive [1:04:06, 1:04:09]: uh with areas around us like Fayetteville. [1:04:09, 1:04:23]: who's just booming in quality economic development in uh various areas. This is our attempt to do that and I I wholeheartedly support that. There's a motion and I and and I I'd like to go ahead and make a motion to approve. [1:04:24, 1:04:24]: There's second. [1:04:25, 1:04:26]: All right, any further discussion? [1:04:27, 1:04:28]: Any discussion on this side? [1:04:28, 1:04:30]: All right, all favor the motion please indicate. [1:04:31, 1:04:32]: Oppose [1:04:33, 1:04:36]: Oh, it proves? Okay. All right. So it looks like we're in [1:04:36, 1:04:38]: A there is yeah, okay. [1:04:40, 1:04:48]: Council consideration to amend job classification for building permit coordinating from non-exempt to exempt status. Is this Mr. Ms. Wheeler? You're doing this? [1:04:49, 1:04:51]: Yes ma'am, come forward please. Mm-hmm. [1:04:59, 1:05:00]: This [1:05:02, 1:05:08]: Good evening, Mayor and Council. This is just merely a housekeeping um item. [1:05:08, 1:05:27]: The uh job description that was originally approved during the budget process called for the position to be a non-exempt level classification and due to the reviewing the FLSA and the job duties test, we're recommending that the position be uh made an exempt level position. [1:05:28, 1:05:30]: Move from non exempt to exempt. [1:05:31, 1:05:31]: Okay. [1:05:32, 1:05:34]: The building and permit coordinator. [1:05:35, 1:05:37]: And further questions for Miss Wheeler? [1:05:39, 1:05:39]: Yes, ma'am. [1:05:39, 1:05:41]: I'd like to make a motion to it. [1:05:43, 1:05:44]: Okay, okay. [1:05:46, 1:05:47]: Okay. [1:05:48, 1:05:49]: Okay, is there a second? [1:05:51, 1:05:53]: All right. Any further discussion? [1:05:54, 1:05:56]: All favor the motion, please indicate. [1:05:58, 1:05:59]: Okay, there you have it. Congratulations. [1:06:00, 1:06:09]: Item number 17, Council consideration to approve the use of Merrill Manor's Copper Center on the 25th of March for a Henry County clergy event that the Stockbridge is sponsoring. [1:06:10, 1:06:20]: This is something that uh Ms. Robinson had brought forward sent an email out to the council, addressed to me, but sent out to council for your approval. And at this point, we have not [1:06:21, 1:06:32]: uh uh agreed to or come with a with an actual resolution involving all this. So anyway, so it's out for discussion folks of whether or not uh we want to uh support this uh this particular event. [1:06:33, 1:06:48]: Um it's similar to the clergy round table that we'd have here at Stockbridge that I participate in, but this is this is a little larger in reference to the Henry County um uh ac activity and we're sponsoring this particular event. Want to sponsor this particular event on this day. [1:06:51, 1:06:56]: Any further comments and discussions, sir? Uh I'd just like to ask uh do you have any information? [1:06:58, 1:06:58]: I just [1:06:59, 1:07:01]: From my understanding the [1:07:03, 1:07:04]: Small. [1:07:04, 1:07:05]: Uh [1:07:05, 1:07:17]: We talk about it for for the head th this one on the twenty fift uh for schedule for the twenty fifth once approved if approved, uh I don't I'd uh I would imagine it'd have maybe twenty, thirty people possibly. I think what it is is that the um [1:07:18, 1:07:25]: Uh the actual uh Levi stop bridge room would probably be a little too small to handle the r the crowd in this is what I've been informed. [1:07:26, 1:07:34]: Well, or or more. Okay. I I don't have the actual number, uh tell you the truth. I really don't have the actual number, but I've been informed it. [1:07:35, 1:07:52]: Well w we well it we'd like to make a decision tonight if that but if if the council feels feels you know liable to do that or could do that, but if not, so be it. And we'll move we'll move on and make decisions a little Well actually the twenty fifth of March is just right around the corner. So in that aspect. But I don't know the actual number, no. Is that a weekday? [1:07:53, 1:07:56]: It's a Monday. It's a Monday. Monday. Monday night. [1:07:58, 1:08:00]: I I do not know if the telescription is available. [1:08:01, 1:08:03]: And I the reason being is we just came up with comments. [1:08:04, 1:08:06]: Well we haven't approved it yet, but we discussed it. [1:08:06, 1:08:07]: We haven't proved the policy. [1:08:07, 1:08:08]: I thought we were. [1:08:08, 1:08:09]: No, no, we have not. [1:08:09, 1:08:12]: Not been approved. Uh [1:08:14, 1:08:17]: Second draft, if you will, uh probably at the next work session. [1:08:19, 1:08:31]: Well uh my intention is to judge based on what we had discussed, but I want to make sure that we have somewhere for clubgy. I mean if it if it's only twenty five hundred people it's [1:08:36, 1:08:39]: Or even the Or even downstairs. [1:08:40, 1:08:44]: Yeah. Or downstairs from a downstairs area in the low basis building? [1:08:45, 1:08:47]: Oh no, space. [1:08:49, 1:09:03]: I would imagine it says mural matters. It didn't say upstairs or downstairs. It said mural manners. The request just came to Merle Manders. So I don't I I don't know what the actual number would be. I was not giving the actual number. I'm just taking a wild guess. Okay? Well I'm I'll label more information in regards to. [1:09:08, 1:09:10]: This is not there, but [1:09:10, 1:09:11]: Okay. [1:09:11, 1:09:12]: Any further comments or discussion? [1:09:14, 1:09:15]: Um [1:09:16, 1:09:25]: the the policy I agree with you, Mayor, hasn't come forward yet. I would just wish we had more information on it, uh, due to what we have already discussed. Um, but if it's to [1:09:26, 1:09:29]: Um I would I will say approve it until we get some [1:09:29, 1:09:31]: More information in. [1:09:31, 1:09:37]: uh to w w with contingencies. I don't know if because it costs more to [1:09:37, 1:09:41]: for the mural to open up and lighten up than it does the tear stricklin. [1:09:41, 1:09:42]: So um but [1:09:43, 1:09:45]: I'm I wouldn't be against any [1:09:45, 1:09:49]: Uh with the policy not being in place right now. I mean I don't I don't wanna get too technical. [1:09:50, 1:09:52]: Um for as a facilities I wouldn't [1:09:53, 1:10:00]: I would like to see more information, I wish you know, o on that but if if the facility, you know, for as what we're discussing I I [1:10:00, 1:10:05]: I'm kinda on the fence about it because we have discussed policy pertaining to [1:10:05, 1:10:08]: o other outside entities like that. So [1:10:08, 1:10:22]: Um I I I would just uh me personally I I guess getting more information and if we could also approve it pri prior to this event in enough timely fashion if we're gonna approve it that you know, s give her enough time to uh make those adjustments. [1:10:22, 1:10:31]: I was gonna say I think the event is the March twenty fifth, right? So the next meeting won't be until the twenty next work session wouldn't be until the twenty sixth. That's correct. [1:10:32, 1:10:45]: It's my understanding it's gonna be a large event, upwards of one hundred and seventy five to two hundred people's with my understanding. Okay, see like so I okay, that's that's more information than I had. If if the event if the event's gonna be that large and we haven't put a a policy in place [1:10:45, 1:10:47]: Um I'm gonna motion to approve it. [1:10:49, 1:10:57]: But you just made a motion to approve at this point? Because you're saying it's gonna be 175 people. That's my understanding. All right, yes. So be it. You made a motion. Is there a second to the motion? [1:10:58, 1:11:01]: I'll second the most. Any further discussion? [1:11:03, 1:11:04]: All in favor, please indicate. [1:11:06, 1:11:09]: I'll prove okay, so I'll I'll prove. Okay, appreciate it. [1:11:10, 1:11:16]: All right, and then we'll go forward on that. On that note, uh that is all from the discussion sake. [1:11:17, 1:11:19]: Uh City Manager, Mr. Knighton, do you have any comments, sir? [1:11:20, 1:11:40]: Um just want to thank the staff for the very hard work that they do each and every day and appreciate uh the acknowledgement uh of staff and the fine work that they do. Um obviously we've got a lot going on in the city and it takes everybody moving in the same direction to make all of that happen. Uh I'd also mention that we are um we've received [1:11:39, 1:11:59]: So that's a very significant step. We've already restarted reviewing it with our engineers, building per building inspectors, and so forth, uh, to bring that to uh the point of putting it out to bid. So we're making tremendous progress there and uh look forward to everything uh, we're gonna have to do that [1:11:59, 1:12:02]: that we can accomplish here in the next several weeks and months. [1:12:03, 1:12:03]: Thank you. [1:12:04, 1:12:13]: Ms. Clerk, Vanessa. I just want to thank the mayor and council for the women's history celebrations. We certainly appreciate that. [1:12:15, 1:12:15]: Thomas, sir. [1:12:16, 1:12:23]: Uh thank you, Mr Mayor. Briefly I just want to recognize Mr Hightower. I just want to thank him for [1:12:23, 1:12:30]: um inviting us over to the uh South Metro. We had a great time, great information. [1:12:30, 1:12:32]: And we appreciate the uh recognition [1:12:33, 1:12:35]: that the city of Stockbridge received on that particular day. [1:12:36, 1:12:37]: I will appreciate that. [1:12:37, 1:12:40]: Also would like to take this opportunity to invite all to [1:12:41, 1:12:43]: The ninth annual [1:12:43, 1:13:03]: Carame Hamburg Day celebrations, which is uh May the 18th. Uh as many of you know, the uh upcoming construction of the Carame Hamburg Culture Arts Center is named for her. Uh as I mentioned, this is our ninth uh celebration. Uh it's going to be a little different this year. [1:13:03, 1:13:05]: Um [1:13:05, 1:13:07]: I know Mrs. Um [1:13:08, 1:13:15]: Mrs. Miller is here. I I sh you got lost there for a minute. I took my glasses off. Uh, who is the new owner of the Greenfront? [1:13:15, 1:13:25]: And uh there will be some special uh recognition for Mrs. Hamburg and the Greenfront on that particular day. And um [1:13:25, 1:13:34]: The Starberry Civic Association is very excited about this recognition that the Greenfront will receive on this particular day. [1:13:35, 1:13:35]: Thank you. [1:13:36, 1:13:37]: Love please, Mr. Protence. [1:13:38, 1:13:55]: Um I concur on uh thanking Mr. Hightower. I thank you for uh the South Metro uh event that you had and uh that you're making a difference not only in the South Metro in the region and and I also thank you for your efforts and things you've done for the city of Stockbridge to help us promote initiatives to help better our community. [1:13:55, 1:14:06]: Um one of the things I would just want to tell the citizens is that um we're in a time now that we see so much change in the city of Stockbridge and not only in the city of Stockbridge but in our county. [1:14:06, 1:14:10]: And one of the things that change is done is is that we're moving the city forward. [1:14:10, 1:14:30]: Moving the city forward doesn't have a color on it, doesn't have a race on it, it doesn't have a religion on it. It has progress attached to it. And I think everyone that's connected to the city of Stockbridge is all about progress. And I thank you all for being a part of that as citizens because it's tax your tax dollars in a in a uh in all kind of ways are helping us to [1:14:30, 1:14:49]: uh actually promote our city and better our city and when you look uh back twenty years in the city of Stockbridge, things are being done historically right now that you never never would have dreamed of twenty years ago. So I thank you first the citizens and I thank my colleagues for us having one vision and and moving the city forward. [1:14:51, 1:14:52]: That's one uh [1:14:53, 1:14:53]: Case again. [1:14:54, 1:14:54]: Thank you [1:14:55, 1:15:15]: Yes. Um thank you everyone for coming out. Um I ask that you continue to pray and support us on this council. We always say, I always say, there's six of us and there are twenty eight thousand of you. Um Mr. Hightower, thank you so much for everything you've done for the city of Stockbridge. [1:15:15, 1:15:17]: even w not including the award, but [1:15:17, 1:15:18]: Just [1:15:18, 1:15:24]: on a on a day to day basis. We thank you for that and for recognizing the hard work. [1:15:24, 1:15:32]: Um and thank I would like to thank the staff for everything they've done this year thus far. We have a lot of great things coming up. [1:15:33, 1:15:36]: Um I was driving in my neighborhood. I live in Monarch Village. [1:15:37, 1:15:57]: And there's a sign on the n on when you first come in there's this on the marquee and it basically says you're a citizen or you're c you're in this community too, volunteer. And it is so important that we all know that from the school system uh if you live in the or near school to give some of your [1:15:57, 1:16:17]: Time to some of the trash that you see on the street. Um it takes a village to make this um a success. Uh I know you look at us and we have employees that work for you, for us, for you, we're doing it, but everyone has to do their part. And that includes [1:16:17, 1:16:33]: doing the best that you can to reach out and help each other within the community. Um in order to respect where we live, we need to make sure that you wanna respect your home, right? So this is our home and we want to make sure that it is um [1:16:34, 1:16:35]: Christine. [1:16:35, 1:16:43]: on all levels, from education to beautification, to everything we do. And I just thank you for your continued support. [1:16:44, 1:16:44]: Yeah, is that please? [1:16:45, 1:16:54]: Yes, sir. I always like to thank everybody for tuning in. Uh we are broadcasting today, Miss Holliday. Miss Holliday. Have not heard about the class. [1:16:55, 1:17:15]: We are broadcasting a day. Hopefully we can take it to the next level and we will get to YouTube and you can be able to watch these videos anytime that you shall choose. So we're going in that direction to update the technology so that um you can tune in anytime and you can participate. This is the democratic process. I want to [1:17:15, 1:17:18]: Echo my colleagues' sentiments about uh the SMDO. [1:17:19, 1:17:39]: It's a marvel, marvelous to see all the entities in the South Metro come together and it's a magnificent outpouring. And Mr. Howtower has been champion of the South Side. We've always looked to be able to come together and now all of those synergies are coming together and things are happening in [1:17:39, 1:17:59]: In the south side. You know, we have to celebrate not just what happened in Stockbridge. When you hear about a D-League arena in College Park for the NBA on the South Side, that's a big deal. When you hear about the transportation projects and everything going on in the area, when Porsche decided to uh Porsche [1:17:59, 1:18:09]: Sha decided to locate it here uh in our particular area that um there's a catalyst for a lot of other things going on and we want to continue that momentum. [1:18:10, 1:18:28]: And it's good that we were recognized that we fought a fight as the mayor always said to to uh to for the rest of Georgia because at that time uh we were standing on the front lines and uh we rec thank you for recognizing us for that. I also thank you for helping to sponsor the Women's History Month. [1:18:28, 1:18:48]: uh honors the other day. We we have history gone here. Many of you have gotten here, uh may have been here earlier, that we recognize historic women, 20 exceptional women, 21 actually, that were honored on Sunday at our brunch. We had the first African American female judge, Hollyville, uh with the [1:18:48, 1:19:08]: Superior Court. We had Pandora Palmer who was the first female judge on the state court. We had Pam Bettis who was here today, who was the first Solicitor General female uh here in this uh Henry County. And earlier last week we honored Andrea Lewis, who first Lieutenant Andrea Lewis who [1:19:08, 1:19:28]: was the first African American pilot in the Georgia Air National Guard. Those are history-making, trailblazing women that took it to the next level. And I always would like to emphasize things. This board has plays a part in supporting women every single day. Not just during women's history. [1:19:28, 1:19:46]: month uh when we pass the supplier diversity policy making su uh with the goal of twenty five percent participation and then a local preference that makes sure that everybody in here has an opportunity to be at the table. That's extremely important. We can talk about it all day long but it's written down [1:19:47, 1:20:00]: uh as a goal uh here for the city as well. And one of the first things that we did and I can probably say that I spearheaded that effort which is we evaluated our pay rates here in the city of Stockbridge. [1:20:01, 1:20:21]: And the HR department was charged with making sure that we had competitive rates with the rest of Metro Atlanta, not just in salary but in benefits as well. We wanted to be able to compete compete for the very top talent in Metro Atlanta from the city manager on down and say, Okay, well we're competitive all [1:20:21, 1:20:26]: all region wide so we can hire the best possible staff [1:20:26, 1:20:28]: to run this city. [1:20:28, 1:20:48]: because we come up with a big picture vision, but they execute this big picture vision that all of us have uh collectively. But uh again, uh we celebrate women's history month uh and we want to make sure that we're always doing that. And uh you know it you you you I was having a conversation [1:20:48, 1:20:52]: earlier about uh uh women's health issues with the clerk. [1:20:52, 1:21:11]: and uh and several others who were here and someone uh uh uh uh one of the friends had passed away of heart of a heart attack, right? Now we think we hear a lot about breast cancer and several other uh issues that challenge women but heart disease and heart attacks is the number one killer of women. [1:21:12, 1:21:15]: And we have to recognize that every day. [1:21:15, 1:21:19]: And especially now to be highlighted during Women's History Month, but every single day. [1:21:20, 1:21:32]: You know, I like fried chicken, okay. I like fried pork chops and on different other things, but at that time we gotta push back from the table and we have to address that in terms of what we're in taking. [1:21:32, 1:21:36]: Uh to make sure that we're eating in a more healthy fashion. [1:21:36, 1:21:44]: Uh I'm gonna a couple other one other item to it. One other item is the youth right now we're in the middle and we ask for your help. I ask for your help. [1:21:45, 1:21:55]: We're in the middle of deciding how we're gonna spend millions of your tax dollars on the next spLOS. As the mayor outlaid, we have fifteen million dollars in SPLOSS. [1:21:55, 1:21:58]: Uh uh in and we have some some of that allocated. [1:21:59, 1:21:59]: But [1:22:00, 1:22:01]: We need to hear from you. [1:22:01, 1:22:04]: The council has decided what we want as the top [1:22:05, 1:22:14]: uh two or three projects, but we need to hear from you because if you don't speak up, that decision's going to be made. And we want to hear from as many people as possible. [1:22:14, 1:22:17]: I personally want to see a youth center at the top of the list. [1:22:18, 1:22:21]: Because we have nothing for our kids to do. [1:22:21, 1:22:29]: And if we're going to see the youth center at the top of the list, we can do all of these projects at one time. We don't have to do one at a time. We can do them all. [1:22:30, 1:22:37]: It requires bold leadership in order to do that. We can do the Art Center, the Youth Center, and we can do um [1:22:38, 1:22:41]: uh very uh the empathy are all here because we're cash [1:22:43, 1:22:44]: Rich here. [1:22:44, 1:22:53]: And on our bottom line, we're one of the most financially stable cities in the entire state of Georgia and we don't have a municipal tax. [1:22:54, 1:23:05]: We reason that we are able to do that is that we have another splotch coming up in November. Another one, right? But we still have fifteen million dollars remaining off the last splot. [1:23:06, 1:23:08]: I want you to vote for the next boss. [1:23:09, 1:23:17]: But in order for us to vote for the next blossom, I think this council is committed to making sure that we get these projects in the ground this year. [1:23:17, 1:23:19]: I will keep reiterating [1:23:19, 1:23:29]: that I want at least three projects off the ground in the city this year. It's not too ambitious. We gotta think big and bold. [1:23:29, 1:23:35]: because we're asking you to allocate twenty million more dollars for future projects. [1:23:35, 1:23:36]: And we can do that. [1:23:37, 1:23:47]: But right now, every person out there needs to be contacting all of the council members up here to let them know what you want to be in the city. Don't come back. [1:23:48, 1:24:01]: after November and say or six months from now and say, Well why didn't you do this and you haven't talked to any of us? Because we're we're taking that feedback right now and we need to hear from each and every one of you. [1:24:01, 1:24:08]: Lastly, I'm going to talk about the Stockbridge, the Keep Stock Bridge beautiful program. Councilman Thomas does um [1:24:08, 1:24:21]: Uh don't trash start bridge. It's all a collective effort of everybody fighting litter uh here in the city and beautification. Uh uh I'd like to thank the you know, just the other yesterday I was driving down Hudson Bridge Road. [1:24:21, 1:24:41]: I called the city manager to talk to him. We got the grass cut today, right? We got it taken care of, we got it put down because that is extremely important to this particular community and all of our communities. When people drop every time somebody pulls off the interstate and they spend a dollar in this community, it keeps you. [1:24:41, 1:25:01]: You from having to pay a property tax. That's why you don't have a property tax. So I'm passionate about those interstate exits. Why? Because they keep me from paying a property tax and they keep you from paying them. When you pull off at that exit, the last thing you want to see is tall grass, litter everywhere where I can go. [1:25:01, 1:25:02]: [5103.2, 5119.2]: And that's where it really counts at. And people say, why don't Stockbridge have a property tax? Because of I seventy five and the way that we take in the salt the s the splots tax and the sales tax off of I seventy five. We gotta take advantage of that and we gotta be responsible. [1:25:19, 1:25:21]: We are giving a tremendous gift. [1:25:22, 1:25:42]: with I seventy five. But that comes with the responsibility to absolutely maintain it. And that's what we'll do. We need you to volunteer for keep Stockbridge beautiful and don't trash Stockbridge because we want to have the best community of v possible in South Metro and in the entire Metro Atlanta region. Thank you so much. [1:25:42, 1:25:42]: Much. [1:25:44, 1:25:50]: Okay, on that note, it's as I stated earlier in is in the I believe in the State and City address that uh we need to have a listener. [1:25:51, 1:25:58]: And uh all of us work for you, work for the citizens, so you need to communicate with us, let us know what the desires are and we'll have the open dialogue and discussion. [1:25:59, 1:26:04]: And then uh then we'll make a decision as a collective group the the elected officials are making a decision based on [1:26:05, 1:26:07]: what we hear from the citizens and what we can feasibly do. [1:26:08, 1:26:24]: on the intents to move the city forward, period. And make this the greatest city ever. Okay. So on that note, uh Mr Hightower, thank you for coming in. I didn't see you coming earlier, sir. And you've been a great help, great support of the city. And uh also uh without doubt uh [1:26:24, 1:26:44]: I appreciate you recognizing our efforts last year and I mentioned that earlier in my comments uh before you got here, sir, about the the recognition that we received from your your company. The collaborative firm obvious obviously was was uh uh worked out our comprehensive plan that I talked about, a thirty year plan. And I don't want to forget Miss Crow that's sitting out here too.
