--- title: April 30 2019 Work Session Meeting date: 2019-04-30 source: 2019-04-30_April_30_2019_Work_Session_Meeting.wav --- [0:00:00, 0:00:01]: next council meeting for approval. [0:00:02, 0:00:06]: Madam Clerk, we have any public comments? Yes. Um Mr. Kenneth Wilson. [0:00:06, 0:00:08]: Kenneth Wilson. Kenneth Wilson. [0:00:09, 0:00:11]: Come on, come on, Mr. Kenneth Wilson, your name and address, please. [0:00:19, 0:00:39]: Good evening, our council. Good evening. My name is Kenneth Gold 7361 Biscourt for our Stockbridge, Georgia, Monaco Village. Um I'd say I quick uh one thing on the agenda for the public comments, ask all of the council members and the mayor. Um just a quick overview. I wanted the opportunity, I guess, in the next night. [0:00:39, 0:00:59]: just to talk a little bit about uh program that I have over the last nine years we've been in the county we've had the opportunity to partner with the uh local school system side of the local partner with the local school system um as well as work with the city on several events so we're really excited about it since that time we've had great progress I have it all detailed common in there [0:00:59, 0:01:11]: The largest of music and arts camp for serving children from ages K and 5th grade is actually going to be branded right here in Stockbridge, hosted at Smith Monds Elementary School. It's called the Stockbridge Music and Arts Camp or Smart Camp. [0:01:12, 0:01:15]: Along with that we also have partnerships now with [0:01:18, 0:01:38]: All this is happening right here in Stock Bridge. Um I was reaching out, one just to share that the benefits of what the program has done now over the last nine years is showing that kids that have been in the KPM program after graduation rate are close to 100%. Um I actually addressed the proposal to the youth council. I didn't know that the uh youth council had changed in structure. [0:01:38, 0:01:58]: But if you all would, I'm just simply asking over the next couple of days that you guys get an opportunity or wherever you do get a moment, just to review the proposal I sent you all. I think it has some really good things in that I really would uh like the often to see the stock here in some kind of meaningful way. Um we are self-funded, we've done everything over these uh last couple of years, the wife and [0:01:58, 0:02:18]: over eight thousand dollars in cash and services of Clayton Henry County School in total sixteen thousand kids per now. Um the views back from program principals are very well pleased with it. I just I'm passionate about working with the youth in the community. I would love the opportunity um just over the next couple of days just to share some ideas we have on how we can make a partnership that would really help. [0:02:18, 0:02:18]: Civil. [0:02:19, 0:02:28]: Appreciate it, uh Miss Wilson, but I'm telling you said you sent something and I may I'm I might have missed it. I might have missed what you sent. I don't recall getting that, so I don't know if any I just said it's not. [0:02:28, 0:02:34]: Okay. Okay. All right. We'll take a look at it then. Appreciate it. Thank you. Mm-hmm. [0:02:35, 0:02:44]: Any other comments? Okay, on that note uh we're gonna go to new business, which uh means we have our quarterly reports. And the first quarterly report would be from the Henry County Public Safety. [0:02:45, 0:02:47]: Startbridge North Precinct. [0:03:07, 0:03:08]: Good evening. [0:03:16, 0:03:18]: down this year and maybe a county whatever rings. [0:03:19, 0:03:20]: We do. [0:03:23, 0:03:26]: Or is it home side? [0:03:28, 0:03:30]: Yeah, one record break back in January. [0:03:31, 0:03:34]: more than that is that we keep closer. [0:03:35, 0:03:40]: And two robberies. Okay. Yes, yes. And no results. [0:03:42, 0:03:53]: Six or correction, eight burglaries, commercials, commercial burglaries. Stand by one second, please. Is there a way uh you y that we do have slides in front of us but it's not showing on the screens at all? Can we fix that? [0:03:54, 0:03:57]: I was just I don't know what you guys have. [0:04:00, 0:04:10]: Okay, Mayor, what we had originally was individual months, but I believe he is citing quarterly numbers. Okay. [0:04:16, 0:04:36]: Would you prefer me just to go over the mark? No, no, you well, you can talk about you can talk, of course, and get a briefing. We do have it in front of us, but it was on the screen. I just want to see it on the screen as well. All right, well I apologize for that. Okay. Uh we had twenty residential burglaries, uh hundred and seventy-seven thefts. [0:04:36, 0:04:56]: Twenty stolen vehicles, thirty-six forgeries or frauds, uh fifty-nine drugs and narcotics arrests, uh reports, and ten DUIs. Uh most of those areas are decreased from last quarter in 2018, except for the uh drugs and the thefts. [0:04:56, 0:05:03]: Uh do you have any questions about those stats so far? Can explain further? [0:05:03, 0:05:15]: Well, I I would have one. Is this uh the this is a quarterly report, so is this trend uh numbers you give, is this kind of a trend going, believe it or not, going down or is it increasing anything like that? Can you re elaborate on that? [0:05:15, 0:05:35]: Uh it most areas are go have gone down slightly, uh except for the thefts and the drugs drug charges. Okay. Thefts we're pretty much thinking that Walmart has increased some of our responses, some of our calls. They changed their policies on what they want to report and what they don't want to report as far as [0:05:35, 0:05:42]: crimes uh for shopliftings and that that tends to m bring that stat a little higher than normal. So [0:05:43, 0:05:53]: Yes sir, go right ahead please. Yes sir. I'm looking at this number that uh says residential burdenaries. Yes sir. Uh is up thirty it says thirty three percent. [0:05:54, 0:06:02]: Well, the stat form that I've been provided says it's the same as of last quarter last two thousand eighteen quarter. Says twenty. [0:06:05, 0:06:23]: This is twenty eighteen versus twenty nineteen and it says thirty three percent. Is that what everybody else has? I'm looking at by the month, he has a quarterly report, Councilman. He may be looking at a particular month. He's looking at the March March month, right. March eighteenth, March eighteen. The monthly report. [0:06:26, 0:06:27]: I do not have that, so [0:06:30, 0:06:39]: That just means that as as of last year, twenty eighteen and March, it's March twenty nineteen is up thirty three percent from that month on. [0:06:39, 0:06:55]: Okay, so uh what were you when you're seeing that, is there a particular area that you're seeing them at uh that has I see the hot zone right here. These two hot zones, I see this one of course is at six seventy five and seventy five. Where's this other? [0:06:57, 0:06:59]: It looks like it's Eagle's Landing. [0:07:00, 0:07:02]: Um I don't have words. [0:07:03, 0:07:07]: No, it's not because many because it's this north of uh [0:07:08, 0:07:12]: Just north of it? So the west of the interstate and it's on the left hand side. [0:07:14, 0:07:26]: I would have to be able to zoom in on that map to tell you exactly where it is. Probably in the commercial area includes the Walmart. Right. But I think it was both Walmart. Yeah. Yes. [0:07:27, 0:07:39]: Okay, but the statistics say residential burglaries. So this is people, these are break ins into homes. So where's what's generating that number where the home burglaries are? [0:07:40, 0:07:49]: I could not explain that to you unless I had the actual locations of the burglaries. Okay. And I don't have it available. Sure. Get that back. [0:07:52, 0:07:52]: Yeah. [0:07:53, 0:07:55]: Any other questions for Lieutenant at all? [0:07:55, 0:08:15]: Oh yes, is it this definition of report? I I do have another question. Just today I went over to the Holiday Inn and we got a cleanup plan for uh Saturday and I was speaking to the Holiday Inn uh I won't say the official name, but one of the officials there. And and she said to me I'm [0:08:15, 0:08:35]: embarrassed when I get off at highway one thirty eight and there's panhandlers there, there's illegal signs there, there's trash there, or police can't do a lot about that. But what is it that is the policy or protocol to deal with the panhandling that has become [0:08:37, 0:08:40]: all too common uh at these exits. [0:08:40, 0:09:00]: We uh we patrol it very heavily. I'm I'm sure if anybody goes through there they see a police car with somebody pulled over most of the time. Uh if we see somebody on the side of the road pain handling, we always stop identifying. If they've been warned to not be out there then they take a trip to jail. If they have not been warned, then we have to warn them first and then they go on their way. Uh [0:09:00, 0:09:17]: Some of them have warrants, some of them are are just not able to be taken to jail. Uh it we're we respond to'em as often as we can see'em. Even Clayton County will call us'cause they drive through there a lot. They'll call us and let us know if they're on our side of the interstate. So we respond and handle'em the best that we can. [0:09:17, 0:09:32]: And Mr Williams, uh what our ordinance speaks to them? Permitted for that, right? Or how how how does our ordinance so if solicitation is uh prohibited unless you have an actual [0:09:32, 0:09:45]: um license to affirmative you're not going to be issued one of those unless you're you you you're working for a natural organization or what have you. We don't specifically [0:09:46, 0:09:48]: All limits and license. [0:09:48, 0:10:00]: along the right way that the ordinance is aimed at permanent solicitation, really fundraising and stuff door to door, just not specific to [0:10:00, 0:10:14]: Right. So sir, uh if someone sees somebody out there, they simply need to call the non emergency number to to to get someone to go out to to deal with this is pretty much what you see. Correct. Yes. Thank you. [0:10:15, 0:10:18]: Any other questions for Lieutenant O? [0:10:18, 0:10:21]: Appreciate it. If not, thank you very much. Appreciate it. [0:10:24, 0:10:25]: Stockbridge Youth Council. [0:10:46, 0:10:48]: Good evening, ladies. [0:10:49, 0:11:09]: Um we have uh just a few announcements. Just gonna give you guys some of the activities that we've done in the past um for this quarter. Our youth council attended uh National League of Cities in um California. There was a teen etiquette hosted in November. Um we did a sp um service project where we um went to the firehouse. [0:11:09, 0:11:13]: house and the police station. We did a community service for them in December. [0:11:13, 0:11:23]: Um we participated in the MLK parade. We had a very informative meeting with Council uh Councilman David Scott. Um we attended the GMA. [0:11:24, 0:11:44]: um youth symposium just this past March and then they hosted a very um successful art show that the youth put on themselves. They did the planning, fallout, preparation and setup and they did an amazing job and it was very impactful. A few announcements. There was just a few changes made in the youth council advisory board. [0:11:44, 0:11:51]: Myself have um I'm currently acting as the chair of the advisory board. [0:11:51, 0:12:11]: Councilwoman Need Robinson has publicly announced that she has will um be stepping down into the liaison. So we're um we have a few changes that are taking place. We would like to let you guys know that um you guys are aware of the issue of a the attendance policy that we had. And we did rectify that situation and we reinstated the majority of those. [0:12:11, 0:12:23]: students and they are active again on the youth council so that was corrected. Um and um we had the upcoming events that we have are the the last thing that we have is the [0:12:24, 0:12:35]: um end of the year award ceremony, um their final meeting, and then we will be opening up applications soon and uh approximately around the um beginning weeks of May. [0:12:37, 0:12:57]: Okay. Thank you. Go ahead and see. At this time, the current the finance report is under review due to some lateness of information. I'm not able to give a complete report at this time. So we're asking if we can have extended time to provide you with that financial report after we do the auditing and updates of of the information. [0:12:57, 0:12:58]: Okay. [0:13:00, 0:13:04]: Alrighty, so be it. Anything else? Any qu any council got any questions? [0:13:05, 0:13:25]: I have a comment. I'd just like to thank you all for everything that you do and I'd like to thank the council uh for her service to the committee. I'd like to thank Mr. McFarlane for his service uh to the committee because it all takes a group effort and getting the program started and off to a good start. [0:13:25, 0:13:42]: uh could giving up giving of yourselves uh to the community. So whatever we can do to move forward to be very supportive of you, uh we want to do that. And thank you for uh uh working on the issues that we brought to your attention. [0:13:44, 0:13:45]: Miles? [0:13:45, 0:13:55]: Mayor. Go right ahead, please. I just wanna thank you ladies for doing a great job with this presentation. Um we look forward to working with the youth council in the future. Thank you. [0:13:55, 0:14:06]: I just thought about it. So you wanna we're gonna give uh a n a re more detailed report next month? Is that what you get in our next council meeting? We'll we'll provide a detailed report, correct. In two weeks or four weeks? [0:14:06, 0:14:26]: However time you give me, I I got the inf some of the information on late yesterday afternoon. So considering that I work a full time job, I was not able to complete some of the assignments. So as soon as we uh clear up some issues and stuff, we'll be able to present the food. All right, this is a work session. Our next work session is roughly four weeks from now. So four weeks. [0:14:26, 0:14:32]: How about the next workshop? Will that work? Appreciate you appreciate your concern. Yes, ma'am. [0:14:32, 0:14:52]: I think the city attorney the um city manager wanted to say something, seems like. Um but first before he does that, um you went like you were reaching for the mic. Um just want to say thank you to you ladies and the rest of the crew, um, the advisory board that supported. Um again, I know that you all work and I thank you, Ms. [0:14:52, 0:14:55]: Carter for getting here. I know you probably came through traffic. [0:14:56, 0:15:16]: Um but thank you so much. Um and with the report, I understand that the city attorney and city manager has been working with our finance department to ensure that you receive all of that information. Um so if you can definitely work with them directly, um they will definitely be able to give you that and hopefully the city uh uh manager will be able to confirm. [0:15:15, 0:15:26]: That as well in front of the council. Um I do see on here on your report that you wanted to receive um direction from the mayor and council. [0:15:26, 0:15:46]: in moving forward on the um discussion of newly implemented processes. So hopefully with them they'll be able to say how they wanted to move this youth council forward. But as I stated to each of you, even though Councilwoman's gonna be doing her thing as a council initiative, we all serve the same citizens. [0:15:46, 0:16:03]: And we have the same youth. So we would love to definitely make sure when we're working in the community that we're working together. Um so we're not separated and we'll be as one. So just know that that invitation is open whenever you all begin to um do your community service events. Did you want to say something? [0:16:04, 0:16:04]: Mereport. [0:16:06, 0:16:11]: Okay, that's what I thought. Okay. All right, ladies, thank you. Appreciate your time and effort. We'll see you next month. Thank you. Thank you. [0:16:11, 0:16:13]: All right. Uh D D A. [0:16:18, 0:16:38]: Okay. Okay. Are you gonna be more than happy to um but some of the things that I want to discuss about the DDA um will be discussed in executive session. In regards to um where the DDA is right now, we have awarded we're in the process. [0:16:38, 0:16:55]: of awarding another facade grant. I believe um we've done that um recently. We're looking into implementing the RFP, I mean the RF RSVP process um and what that [0:16:56, 0:17:16]: entails is something that I will again discuss um in executive session. Um we also um have um we had a great meeting we went ahead and hired an and we actually our economic development directors here are you gonna do a report on the DDA? [0:17:16, 0:17:17]: Okay. [0:17:19, 0:17:27]: Y you are? Well come on up. All right, good. Sorry. Um that'd be great. [0:17:28, 0:17:33]: Yeah. Combine all of'em. Let'em know about the people we just appointed, all that good stuff. [0:17:33, 0:17:37]: Well and with my economic we don't kind of do both reports at the same time. [0:17:37, 0:17:57]: Whatever you want to do. This is referencing the DDA. The DDA. Well then I'll just stick with that. Okay. Well, so I put in the last few months I have focused on our downtown development authority, ensuring the members have all the tools and the resources to help revitalize the downtown with unlimited opportunity. The DDA after our January retreat. [0:17:57, 0:18:15]: hired a broker and has held meetings with the broker working to set goals and set a direction that will bring many aspects of the RSVP plan to life. This has been a major initiative of mine and I'm hoping in the next few months the city will be able to announce some new development in the downtown area based on some meetings we've had with some potential investors that [0:18:16, 0:18:36]: wasn't going to talk about here and and open the open city meeting for executive sessions. So that's my report on the DDA. That was my only DDA portion. Uh Mayor, yes. I would uh I want to s thank the DDA for an outstanding retreat that we had in January. That retreat [0:18:36, 0:18:48]: because of the discussions that we had led to some legislation that was passed that we need to highlight a as a part of the D DA. Uh Mr Williams, can you talk about that? [0:18:49, 0:18:51]: [1132.9, 1148.9]: Yeah, initially there it was recommended that the um city pursue uh the statute or a uh local legislation um uh local bill excuse me for a development authority and after some discussion with ledge council and and others [0:19:09, 0:19:18]: Um it was deemed appropriate to change the focus to a public facilities authority, which would allow us to finance a number of projects. Um [0:19:18, 0:19:24]: with the authority including the amphitheater and perhaps the uh the uh [0:19:24, 0:19:28]: The cultural arts facility when that comes online. So things of that sort, but that [0:19:28, 0:19:31]: A lot of that discussion originated at that retreat. [0:19:31, 0:19:51]: And we're gonna actually talk about that a little later on in our agenda here. Yes, sir. We'll get deeper into that if you don't mind. We'll get deeper into that. Right. I just wanted to point that out. And then uh as we go deeper into the agenda tonight, also that rolled out of this great DDH retreat set up by Mr. Touchton was that we'll be uh looking [0:19:51, 0:20:11]: Looking at expanding the development authority, a citywide development authority, putting tools in the toolbox so that we can work with economic development in the downtown area. But all of these advancements came out of the Downtown Development Authority retreat, which was an excellent retreat. [0:20:11, 0:20:31]: Because we got tangible results out of that. So I don't want to uh I don't want to let this time pass by without acknowledging the great work of Mr. Touchd setting that up. And then um we had uh great, great um facilitation facilitators uh [0:20:31, 0:20:51]: At that retreat from the city of Smyrna, who laid out just the coursework of everything that they did for uh to develop the great downtown that they have. And we can only hope to have a bit of that, but we're uh trying to do that. And those relationships developed by Mr. Touchdown helped [0:20:51, 0:21:01]: help us to facilitate that. So kudos to the Downtown Development Authority for this outstanding uh retreat that we had that that drew the these great results. [0:21:02, 0:21:13]: Okay, good. I'll save the rest of it. Okay. Why don't you s why don't you go ahead and give the economic development update instead of you sitting down and coming back up again? So why don't you just do that? [0:21:14, 0:21:32]: All right, so the state of the state of the city is strong as indicated by the Mayor's State of the City address, and that is a story I'm telling as I work daily in the city and throughout in my meetings with investors, the Department of Economic Development, and developers throughout the region to ensure we bring new vibrant development in our downtown and in the city overall. [0:21:32, 0:21:52]: And let me skip past this. The Henry County Development Authority, myself, and city staff are working to really relocate an international German company's headquarters to Stockbridge. The city, assuming all final details will be settled, could potentially announce their first international North American headquarters right here in Stockbridge. This is a continuous project, and and meetings will occur Monday. [0:21:52, 0:22:12]: Monthly at minimum with most of the city staff and community development until the project announcement, which is currently kept confidential because of details. So we're hoping to announce in the next few months what the project's going to be. So that's one update there. Additionally, I've met along with other city staff with developers who are interested in creating a mixed-use project along the Hudson Bridge area and met with met with a potential. [0:22:12, 0:22:26]: potential developer myself to discuss another mixed use project along the Mount Zion Road area as mixed use will help bring in new residents to help drive new high end retail along and restaurants along that corridor because as we know the rooftops drive the retail. [0:22:27, 0:22:41]: And I think with the 130 corridor ripe for enhancement and development and redevelopment, I believe outside of the downtown area, this is a key area to focus on cleaning up to bring in new business to our city, as that to me is one of the entrances to the city at the very north end. [0:22:41, 0:23:01]: After meeting with several hotel operators in the area, the lack of a Starbucks is one of their concerns voiced by their customers. And that is a focus of mine in order to have a catalyst for other redevelopment along with the mixed use in that area. We also look at creating an opportunity zone. So I'll be meeting with uh DCA and doing a ride along to get a true assessment from them on what is the potential, because I know we tried for it a few years. [0:23:01, 0:23:11]: years ago and I don't think we kinda I think we just sent an application without really knowing where we stood with them. So I'm gonna try to get a ride along to make sure that we can actually get one along that corridor area. [0:23:12, 0:23:32]: Uh we have also met with Clayton County officials to discuss code enforcement and safety issues in the area for their portion as this is a cr critical inhibitor to economic development when recruiting potential development, because when we discussed that with them, you know, I told them people can't differentiate when they get our left off or right with either Henry, Clayton, or Stockbridge. So we really need to focus on partnering together. [0:23:31, 0:23:45]: there too, then I want to thank Councilman Robinson for helping facilitate that meeting with us and the commissioner and some of the staff over there. And it was a I think a very productive meeting. And so with that, that's really I wanted to provide, you know, and the full reports in your package, I know, but I wanted to give you a brief update on that. [0:23:46, 0:24:06]: All right, good deal. Any questions for Mr. uh James here? Ms. Tuscan. Ms. Robinson, you do? Go right ahead, please. Thank you, Mayor. I just want to say thank you. Um because relationships matter. Um having that um relationship and connectivity um with different jurisdictions, it really matters. So thank you for actually coming in running, doing [0:24:05, 0:24:12]: doing everything that you know that you know how to do um to take us forward. So thank you very much. Thank you. [0:24:12, 0:24:32]: You have comments there. Go right ahead. I do. Can you talk about some of the um the or or the conversations that you might have had with some of the development? We have the new surgical center that's preparing to open uh in the North Bridge Park uh over on the Eagles Landing area. We have several other developments uh that are coming along. [0:24:32, 0:24:52]: Along that corridor. It was good to see you mention overall Highway 138, Hudson Bridge, and everything. But there's some significant development that's coming our way with the surgical center that's about to open, and then several others as well. You know that as well as I do, the key drivers is the interstate and then the [0:24:52, 0:24:56]: traffic count. So uh can you talk about that a little bit? [0:24:56, 0:25:16]: Well I can I can say the little bit because that was pre-my time with the stu the surgical center. I know that we are getting because of that center a lot of interest in the Eagles Land area with more hotels. We've talked a lot with some potential hotel investors there, but I continue to push back with them saying we want a full service hotel. And so we're working to get a full service hotel and they're they're looking at a mini competition. [0:25:16, 0:25:36]: conference center, not I will say mini conference center, an area to host meetings for doctors, you know, when they're having and nurses when they're having training and and having enough hotel rooms for that. And we're also kind of looking down and seeing how we can use that to build up on Rock Cory and using that whole that the potential of what they're doing there to drive more development along Rock Cory and some redevelopment I know as well. So that's [0:25:36, 0:25:56]: That that's been sort of the conversation right. Obviously, you know the the hotel's going up there right now, the true Hilton's happening in that area. Mm-hmm. So is that where the direction you want me to go in with? Right, that's kind of the direction that I want you to go in and then um just kinda talking about um the uh uh uh you mentioned the empowerment zones. Uh what else can we assist you to obtain? [0:25:56, 0:26:16]: I mean, of course we definitely need the empowerment zone. The d the Jonesboro is thriving off of them. So we desperately need those in the opportunity zones. But what else in the toolbox can we use or assist you uh in obtaining for us? I think the citywide development authority would help out, you know, once we create that, it's what I think we're talking about later because I think that [0:26:16, 0:26:18]: Will help us be able to [0:26:18, 0:26:38]: With the development costs there, you know, with some of the the top the topography right there, you know, back in that area, how we can help them invest, get them to invest there and maybe revitalize some of those aging hotels in order to put some of the restaurants and retail that we want to see out there. So right now I think it's just continuing to work for that empowerment, that opportunity zone in that area. But that's my concern is [0:26:38, 0:26:58]: I don't know that we can get an opportunity zone in that area because of the income uh you know levels they have for that. So I'm working to see if if we can. That's one of the areas we're gonna drive as well. But that's one of the, you know, that's one of the best areas for redevelopment along that that corridor as well. So I've been but like I said, I've been focused very much on the 138 trying to help that drive it down for [0:26:58, 0:26:59]: Further. [0:27:00, 0:27:08]: Okay. Thank you. Thank you. Any other questions for Mr. Tustin? Okay. Thank you, James. Appreciate it. Appreciate you up here. Uh Main Street, please. [0:27:25, 0:27:27]: Yeah, that's very nice. [0:27:51, 0:27:57]: I'll say good evening while I am waiting for my good evening PowerPoint to boot up here. [0:28:15, 0:28:18]: Taking a little bit longer than I thought. [0:28:18, 0:28:20]: Oh, there we go. Pops in it. [0:28:29, 0:28:49]: Okay, again, good evening. It is a pleasure to be here before all of you, Mayor and Council members, to talk about what Main Street has been up to over the last quarter. We have been very busy and have hit the ground running with our programming. [0:28:49, 0:28:56]: We're looking forward to not only this um quarter but the next quarter as well. [0:29:01, 0:29:21]: In January, the Main Street staff assisted with the public information officers' plans for our new branding launch event, which was very successful. We continue to work on our tourism product development project that we received grant funding for in the winter of [0:29:21, 0:29:41]: 2018. This project is in support of our Stockbridge Stories Initiative, which is a dual historic preservation and downtown design initiative. And so we're very excited to be wrapping up that particular project. You all should have received an invitation for our ceremony. [0:29:41, 0:30:01]: Where we will be unveiling a marker at the site of the Greenfront Cafe, which is the historic site that we have received this funding for. We also recruited and seeded two new board members on the Main Street Advisory Board, along with reseeding three board members. [0:30:01, 0:30:04]: members that were reappointed per their request. [0:30:06, 0:30:26]: In February, we um worked with the DDA and assisted the Fletcher and Sons Automotive, which is a downtown business in achieving uh well completing their application and achieving approval for a facade grant. We helped them work on their application and [0:30:26, 0:30:30]: and then submit help them submit that and present that to the DDA. [0:30:30, 0:30:39]: And it was approved, and I think they mentioned that in the DDA report. So we're very excited about that. They have already started work on that particular um [0:30:40, 0:31:00]: Outside facade. They're doing a wraparound facade, so they will be completing improvements all the way around. The continued partnership with the DDA has been very instrumental with regard to improving the look of our downtown. So we do appreciate DDA. [0:31:00, 0:31:01]: Um [0:31:01, 0:31:04]: колабораціон on these types of projects. [0:31:05, 0:31:18]: We have a continued partnership with the Cochrane Library. We are hosting we hosted the first of our two exhibits featured in the main library at Cochrane. [0:31:19, 0:31:39]: This exhibit featured a Stockbridge story of Daddy King, Martin Luther King Sr., and this generated quite a bit of media attention, and the library was very happy to have that particular exhibit featured in their lobby. This was one of two exhibits that we featured during this quarter. This one, of course. [0:31:38, 0:31:45]: was for Black History Month and then we also hosted one in March for Women's History Month. [0:31:46, 0:32:06]: We also hosted our local love social media campaign. As you all know, the city of Stockbridge, through its Main Street program, has embraced shopping locally and supporting local small businesses. So our February Local Love campaign is really an extension of our [0:32:06, 0:32:26]: Shop small initiative that we do every fall around the Thanksgiving holiday. So we are encouraging people not only to shop at Christmas time and around Thanksgiving, but to also think about shopping locally throughout the year. In February, because it is Valentine's Day, the month [0:32:26, 0:32:46]: Of Valentine's Day, and people are out getting things for their sweetheart. We thought that it would be great to also remind people to shop locally for that holiday as well. So, this is something that we started last year and continued this year and got really good response from that. And we um heard [0:32:46, 0:32:58]: from our business owners that thanked us for continuing to really, really push for our community and visitors to shop locally when they come into the Stockbridge area. [0:33:02, 0:33:03]: Then in March [0:33:04, 0:33:10]: We assisted uh with the GMA Youth Council Symposium by providing um [0:33:11, 0:33:31]: Um serving as the official, I guess, welcome wagon for the students who were coming into the area for the conference. We provided welcome bags at the Symposium Hotel, which was the Fairfield Inn. And we also helped at the Merrill Manders Conference Center on their [0:33:31, 0:33:51]: First day in town to make sure that they felt the love and felt the welcome when they came to Stockbridge. I'm sure Councilwoman Neat Robinson can attest to the fact that they had a wonderful time here. I think that they were very well received, and the comments that I received from the [0:33:50, 0:34:10]: People who were chaperoning the students who were here, that they had a really good time here in Stockbridge. So I think that this is the type of thing that brings not only visitors to our community but potential business owners, potential residents, because when they come into our downtown and [0:34:10, 0:34:18]: And into our community, they see what potential we have here. So I was very happy to assist with that particular endeavor. [0:34:19, 0:34:37]: Um we also continued again our partnership with the Cochrane Library in hosting um the second of our exhibits which was featured in the facilities lobby, which was um for Women's History Month, first Lieutenant Andrea Lewis, who is the first female Georgia National Air [0:34:37, 0:34:53]: Georgia Air National Guard pilot. We wanted to feature her because she does have a connection to the Stockbridge community. And again, we are a city where community connects and we wanted to show just how we connect to excellence here in Stockbridge. [0:34:54, 0:35:14]: And that's all I have for my report today. If there are any questions, I'd be happy to entertain them. Mayor. Your questions. Yeah. Well, I just have a comment. Thank you, Mayor. Um, Kira, yeah, thank you so very much. Um GMA um has spoken highly of the city. Um you went far and beyond um [0:35:14, 0:35:34]: The duties. Um you just showed what Stockbridge offers um more so than I expected. Um so thank you so very much. The hotel there was basically saying, Wow, can we have this all the time? Um, because people that are coming off the interstate, you know, they want to see all of that. Um so I did tell her that I would, you know. [0:35:34, 0:35:39]: let the city manager know but definitely a lot of stuff that you did um [0:35:39, 0:35:59]: I mean I'm just so thankful. Um and I know with GMA, the cities from Dublin, Sugar Hill, all of them, um, and the young lady from Tybee Island basically said that, you know, you definitely um represented Stockbridge through your department um with the welcoming bags, time they arrived at the hotel, um, to just the balloons and just the [0:35:59, 0:36:11]: markers um excellent job and I just want to thank you for making sure that not just the um the youth council of the city but the city of Stockbridge as a whole was represented well. So thank you so very much. [0:36:12, 0:36:16]: Thank you for those comments and it is a pleasure. Thank you. Councilman Alexander. [0:36:16, 0:36:36]: Uh yes, sir. Uh in terms of the fire station. Yes, sir. Where are we at uh with the fire station? We saw a beautiful plan that uh I think we kinda all liked and uh we wanted to do something with. So where where does that stand before uh as far as moving forward? [0:36:36, 0:36:56]: That is a question that I think that I have to actually push back to you all as our council and to our city manager with regard to the progress on that particular structure. Um it was according to the RSVP RSVP planning that we did that we would like to see a welcome sentence [0:36:56, 0:37:01]: Center placed in that particular building with some sort of um [0:37:01, 0:37:06]: gallery type space, but I think that um there has been some conversation about [0:37:06, 0:37:09]: How that might be used in a different way. [0:37:09, 0:37:15]: Um, I don't know if you all will be discussing that in your executive session. I know that there have been some [0:37:16, 0:37:16]: Um [0:37:17, 0:37:20]: inner workings with um the [0:37:20, 0:37:40]: um economic development director and DDA with regard to that particular structure. But it is a part of a a plan that we have for downtown that we would like to see a Main Street presence in that particular building. So otherwise in this case obviously is back to us to try to just resolve all this okay. She's she's part of that [0:37:40, 0:38:00]: Right. That's exactly what I'm talking about. Well, I was w I thought we were waiting on you to come back. Uh we to charge the architect with putting anything together for that, sir, so we can move this forward. I think we all want to do that. So what is the next step for us to actually put that? [0:38:00, 0:38:08]: plan that we saw um in at in into action. Is the architect working on something for us or what? [0:38:16, 0:38:36]: To the V okay, okay. All right, okay. So and then uh in terms of uh you did a great job. We rolled out uh the new initiative where community connects. I think the community loves it. I love it, I think we all do. Uh so where are we in terms of do you think that you need you [0:38:36, 0:38:56]: unique uh wayfinding signage and everything in the downtown area or what does that stand for you in terms of um wayfinding signage and uh that strategy? What do we stand with that? Okay. Um well we have already started um ordering business cards. [0:38:56, 0:39:16]: With the new branding. So that is part of phase one with regard to getting our brand out there to the community, in addition to what we've already been doing on social media. As far as wayfinding signage is concerned, that would be something done collaboratively with our public works director who has approached me and asked me. [0:39:16, 0:39:36]: What the plan is for starting with that signage. The city council has to decide if they want the new branding at all of our gateways where we currently have signage, or if you want to remain with the signage that we currently have, which shows the city seal. Once that [0:39:36, 0:39:40]: um decision has been made, then we can move forward with that. [0:39:41, 0:40:01]: So Mr. Knighton, when will that be coming to us? Because I think um personally for myself, I think we need to go ahead and move it forward with uh monument signs at all of the city um uh entrances and gateways. And we desperately, as a council, had talked about uh [0:40:01, 0:40:18]: having signs off of I-75, directing uh travelers to Merrill Manders Conference Center, the trails in the park. So what is the next step for us uh that we need to do or that you will be bringing to us so we can uh go ahead and get those signs out there. [0:40:19, 0:40:26]: I think um Miss Moore some time ago did send some uh designs of what could be wayfinding signs. That was some time ago. Now that we have [0:40:27, 0:40:47]: The new branding, uh, logo, tagline, and all of those things, we need to we'll can incorporate those into those designs. I think what we need to do is give you a mock-up of what that's the what that would look like with the new brand and logo, send that to you for your review and ultimate approval for those particular gateways and exits. So so when do you think you can have that back to us? [0:40:47, 0:40:50]: Within a week to ten days. [0:40:51, 0:41:06]: And that would require a decision as to whether we are going to be using the new branding at those sign at those signage points or if we're going with the city seal. Right. Because both would be appropriate. Right, and that would be or either would be appropriate. That would be the mock up that you would be reviewing. [0:41:06, 0:41:14]: Absolutely. I think we spent a lot of money to get this right. I hopefully we can agree upon what we need to do from this point forward. Thank you. [0:41:14, 0:41:34]: On that note, I want to thank you for your efforts obviously in reference to the youth council symposium. It's the first time it was done in Atlanta metro area since they've been developed. And they picked stop bridge in this aspect. So I put stop bridge a a good thumbs up, a go a go, and it's just a good thing. So I really appreciate that. And I think in my comments I mentioned I hope they come back here soon again. [0:41:34, 0:41:37]: But it's good. I appreciate all your efforts on that. Any other comments on this side? [0:41:39, 0:41:40]: Mr. Mayor, [0:41:41, 0:42:01]: Mrs. Brax, I just want to thank you for that. Also, as a advisory board member, I I see the work that y'all put in and I commend y'all for that. Yeah, I just want to be able to share with the audience here uh the historic marker celebration will coincide with the 11th annual character. [0:42:01, 0:42:21]: May Hambrick commemorative service program on that day. Now, some of you all are familiar with it. I'll just hold this up, but it's going to coincide with that. It's a free event, plenty of food. Y'all are welcome to come out. Come early. Parking is at a print. [0:42:21, 0:42:22]: Premium. [0:42:22, 0:42:23]: Thank you. [0:42:23, 0:42:36]: And that particular ceremony, if I might add Councilman Thomas, will start at two thirty, but it is a part of other festivities that will be going on. But that particular ceremony starts at two thirty PM. Yes. [0:42:37, 0:42:57]: Thank you. And that's what one other question in terms of all of that, and maybe Miss Moore might be able to ask us with that. Now, this sell along with the celebration, which is an outstanding event, how what are we doing in terms of um I know we were maybe smore probably will be able to answer that about that's uh the curve in the [0:42:57, 0:43:05]: And gutter and all of that that we're going to be doing for this community to uplift them at the same time that we're doing the celebration. [0:43:06, 0:43:15]: Good, Mary Council. Basically, I started working on that about a year and a half ago, and we actually had uh engineering firms look at that and now that they should. [0:43:16, 0:43:35]: Well I you're gonna be next anyway. So I if if if the no the if the no other questions f if the other questions from Miss Bragg's on Main Street, uh Desis is up next anyway, Public Works is up next. Okay so I'll relieve this you, Kira. Thank you for your report. Thank you everyone. Oh come on, Desis. Let's give'em some [0:43:48, 0:43:57]: I will be giving a abbreviated version of the uh presentation and documents that are that are in your book. Um [0:43:58, 0:44:18]: First of all, when I got here, we identified a list of 109 projects. We've completed 57 of them. We got 52 that are currently in various stages of being completed. Some of the ones that are being completed are camera installations. We've gotten Memorial Park, Clark Park. [0:44:18, 0:44:28]: the parking lot at uh Merrill Manders. They recently installed the cameras at Gardner Park. So those will be coming online shortly. And some of the things we're currently working on are [0:44:29, 0:44:37]: The air conditioner here at City Hall, Merrill Manders, and the municipal court building. And also we've got some water and sewer projects that are [0:44:37, 0:44:57]: In various stages. And here's a breakdown, a percentage breakdown of the projects that we currently have. Government buildings is 23% of the projects, stormwater is 8%, wastewater is 27%, water represents 19%, parks is 13%, and public works is 10%. [0:44:57, 0:45:17]: Uh if what we've got in progress now is eleven million one hundred and seventy nine thousand three hundred and eighty-eight dollars worth of projects. The largest one is four point seven million we currently got spending at the wastewater treatment plant on the improvements we got there. We've got three million dollars allocated for the public works administrative building, a little over [0:45:17, 0:45:37]: A million for the 2019 LMIG list, almost a million for the City Hall, Merrill Manders, and the Municipal Court HVAC. Uh the Davis Road Sidewalk project. Hopefully next week we'll be bidding that's out. Phase one goes from uh Highway 42 down to Shields Road, and then we'll be coming back. [0:45:37, 0:45:57]: At a later date, future date with Mayor and Council, see if they wanna proceed with phase two, which is from Shields Road to Clark Park. Also, they've started with the memorial park port in place. They relocated some playground equipment over there. They should be finished with that project this week, putting in a rubberized surface, and then they'll move to Gardner Park. [0:45:57, 0:46:17]: And also we'll be advertising hopefully next week, phase one of Smith Barnes basin. That's where we had the major sewer spill when we had the uh heavy amounts of rain. So we'll be started on that project, which involves videotaping that uh sewer basin. And we've completed 7.3 million. [0:46:17, 0:46:33]: million dollars worth of projects, 2.8 million in public works, 1.7 in water, 1 million in wastewater, 700,000 plus thousand in parks, 600,000 in stormwater, and 336,000 in government buildings. [0:46:34, 0:46:40]: And just to follow up on some of the conversation that was had, I know at Reeves Creek we've got a [0:46:40, 0:46:47]: an issue that we've gotta address, which are the bridges at Reed's Creek Trail. For some reason people like to vandalize'em and [0:46:47, 0:47:01]: with the t the humidity and all the other things over there is taking a toll on those bridges. So we'll be bringing something back at the council meeting just for informational purposes, as well as expanding the parking lot. We'll bring that back to discuss that again. [0:47:01, 0:47:21]: And also um we got some other projects that we'll be discussing. Uh you talked about branding. We're gonna be coming forward in May about going ahead and refresh and repaint the water tanks with the new branding logo. So as four tanks, we've already got prices for that. So we'll come forward next month. [0:47:21, 0:47:37]: Month requesting permission to move forward with that. So that's all I have is if anybody's got any questions. I imagine we've got several questions. One of what you dealt with the curbing and and gutter or sidewalks, I guess it is in the Tie Street area. If you want to address that one first, I'm pretty sure that there'll be some other questions to follow. [0:47:37, 0:47:57]: Yes, sir, Mr. Mayor. We've currently got a a neighborhood study going on over there because one of the the major issues is storm war. So Kirby and Gutter will address that. So once the study is completed, we'll come back before Mayor and Council asking how you would like for staff to proceed with it. But the issue is gonna be where do we find the funding. [0:47:57, 0:48:13]: Is it a spLOS 5 project or is it a fund balance project or do we budget annually and do it in phases? So that's gonna be the the biggest issue is how do we fund the improvements that are recommended out of that study. [0:48:13, 0:48:33]: And the studies due back when now? It should be, I think, June first. We should have the results back. Okay. Thank you. Okay. Mayor. Go right up, please. Thank you, Mayor. Um, I just wanna m make a comment, um, two of'em actually. Um when we were doing the trailer live this week this past weekend, which was a great event and you were saying about the bridges. [0:48:33, 0:48:53]: Um one of the questions that was raised by Dana Lemon, who is our G DOT rep, she basically stated that we should um try to look into an investing in the call emergency call boxes throughout there because I know we did incorporate the camera, um, but the camera's at the entry, you know, at the front. Um so it would be [0:48:53, 0:49:13]: Because I know she said McDonough, they actually have it on their trail. So that would be something because we have a beautiful trailhead. Um and also um for is identifying that there is a trail. A lot of people didn't know that that trail was there. So if signage or something that we can put up um in-house that we can do, um [0:49:13, 0:49:33]: Would be approved because that needs to be made aware that you know that the trailhead is there so for um signage um for that. Address those concerns. We haven't done anything with the signage because like I said with the branded initiative, what we would have put up would have changed. So we want to incorporate that and also we've spoken with Georgia. [0:49:33, 0:49:53]: Well, I think what she basically was saying, we can do generic signage for now. Absolutely. Um, because that process, you know, it takes time. Um, but in the meantime, we can put up generic signs um that we have our city logo now and just say re-screen trail this way. So that's basically what she was saying. Because a lot of people that were there. [0:49:53, 0:50:13]: Stated that they drive way up to um Panola Mountain because they didn't know that it was right here and they were saying it's a beautiful trail. They were like it's very'cause you have the trees for it's the um you're not connected with the sun the entire time. So they was like, it's just a beautiful trail, but they just didn't know it was there. So [0:50:13, 0:50:23]: other thing is we've have spoken with Georgia Powered. Now they have the solar cameras because one of the issues was getting power and electricity down on the trail. So we're gonna come back [0:50:24, 0:50:44]: With that proposal for putting cameras on the trail and also if you have call boxes, it would have to be wireless technology. Right. Yes. Thank you. Okay. Mr. Rear. Okay. Thank you for doing that. Go ahead. Uh Mr. David, I just want to thank you and I I I think [0:50:44, 0:51:04]: You sort of hit on it briefly. I won't really talk a whole lot about it, but uh the the issues with curb and gutters in that neighborhood, as you know, it's not new. Uh you and I and Mr. Knight met a few years ago. Um a couple of homeowners had some issues with the water running off, and we recognized [0:51:04, 0:51:24]: then that that was really the solution because as you indicated, you know, you could fix it at one resident, but then you throw it onto another. But I just want to share with the council and others that as a resident of that particular community, you know, we're looking at a total comprehensive plan for the neighborhood. [0:51:23, 0:51:43]: Which also include the curb and gutter. Mr. Knight and I have talked about the abatement project and program that we just instituted. So it's a total comprehensive plan for the approach for that particular neighborhood, which probably will include also the youth and seniors. So I just want to share that. [0:51:43, 0:52:03]: So it's a little bit more than just curb and gutters. The ML King Heritage Trail runs into that neighborhood, the lack of parking at Memorial Park. So all of these things are included in this study and in this plan that homeowners in that particular area is already working. But it's not new. [0:52:03, 0:52:23]: You know, we've been working on this for years, but we just know at this point it has not been a priority because of some other things we got going. But uh, and it is coming forward, but I just want to be able to share that. And I just want to thank you for meeting with me and some of the homeowners uh years ago to come out and to explain that to them. [0:52:23, 0:52:33]: them about the runoff and and the total solution to solving those issues. So I just want to thank you and Mr. Knight for that. You're well, sir. [0:52:34, 0:52:34]: Mr. Blood. [0:52:35, 0:52:50]: Yes. Um the the the um survey that we we was doing for the the streets for the ro so streets and the sidewalks. Yes. When would that be completed and when would we get a list of what streets and sidewalks are gonna be? That is underway. [0:52:51, 0:53:11]: And I think we should have it by the end of May. I'll check my email from the engineer as to when we'll have the rating of the streets and sidewalks and we'll present it to mayor and council for that to be the official some kind of resolution action taken that this is gonna be the official document that we use to going forward to resurface. [0:53:11, 0:53:23]: streets and repair sidewalks so that we'll know that they're ranked and we'll go off of that list and we'll we'll work that way instead of just picking picking a street or sidewalk because it's on the list. [0:53:24, 0:53:44]: No, you're saying it's gonna be toward the end of May? Yes. Y'all forgive my voice. I'm congested with all this stuff going on. Um now, because we're gonna be rating them from what's more important to the least important, because a lot of people just look at a lot of time aesthetics. So that list what everything is gonna that list [0:53:44, 0:54:04]: gonna be compiled every every s neighborhood and every sidewalk. Yes or that. And here's where where we are, the city has eighty-five miles of paved streets. So with the 2019 L Mid completed, we've been on resurface 20 miles in the last since 2000 since 2017. [0:54:04, 0:54:10]: So within that sixty five miles you'll have a ranking that that should [0:54:10, 0:54:23]: Should go pretty quick'cause some of those streets are shorter streets and some years you get more streets, some years you get less streets based on the length. But the when I got here the standard was five miles a year. That's what Okay. Thanks. [0:54:25, 0:54:26]: Ms. Alzheimer, go ahead, sir. [0:54:26, 0:54:46]: Thank you, sir. And I think uh to comment on what Councilman Thomas has said, those residents have been waiting long enough. And I think we got to the point now where we you spoke to them a couple of years ago. The problem has been pervasive. I was over there when I was campaigning and down direct from the down [0:54:46, 0:55:06]: Down the street from Councilman Thomas's house, all of the grass was washed away. And you know, you can't the public works at that time, they put down some rocks uh to kind of slow it down a little bit. But at some point, citizens look at us and say, We need you to act. And uh we gotta act uh as a deliverance. [0:55:06, 0:55:12]: Body. We have to go through the process, but if the conversation started two years ago, [0:55:12, 0:55:14]: Three years ago, however long it is, [0:55:15, 0:55:33]: The point is to get to a point where you put where you act and you actually do something about it. And we need to have a timetable for uh getting us to the point where we're actually doing something. That's an outstanding celebration that those uh residents have every single year. [0:55:33, 0:55:53]: But my point is I want to give them something tangible than uh free food every year. I wanna give them something that enhances their neighborhood that we can move forward with and celebrate that we actually move the needle in the community that Councilman Thomas and all his neighbors deserve. So [0:55:53, 0:55:56]: As a city we gotta get very uh [0:55:57, 0:56:08]: intentional about bringing these items to a close so we can come to a fix. Um, in terms of some things that you mentioned uh um some time ago [0:56:09, 0:56:11]: The Park It Park Plan. [0:56:11, 0:56:15]: You mentioned to us at a couple of retreats ago that you know you [0:56:15, 0:56:19]: Believed in the pocket parks and that we would have them all over the city. [0:56:20, 0:56:22]: I have not seen anything come forth. [0:56:22, 0:56:32]: uh w about that. Notice that is something that I definitely believe in and I kinda was waiting to see what you were going to do because these add beautification all over the city. So [0:56:33, 0:56:42]: Can you kind of talk about uh what is it that um we need to do to move the Pocket Park Initiative along in the city? [0:56:42, 0:57:02]: Well i all of these projects come down to one thing. Where is the funding for these projects? There are plenty of projects we love to do. We love to go over over in that area, Wilson Avenue, Tye Street, Jennings Way and all that. But funding for all of these projects gotta be identified. There was no funding source for stormwater in Splash. [0:57:02, 0:57:12]: f three or four. So where do you get the funds to fund those projects? The pocket parts. Where does the money come from to fund those projects calls [0:57:12, 0:57:32]: Uh we've I've seen council approve a lot of projects that's gonna take money out of fund balance. And you eventually the more you keep taking out, you're not putting anything in. That's it's gonna be depleted or you're gonna get to a level that uh finance would not be comfortable with as far as your rain of day fund, but it's gotta be where do we get the [0:57:32, 0:57:52]: Funding for to do these projects because the project even for the Reeds Creek Trail Bridges to replace with permanent structure, they're estimating a million and a half dollars. Probably for the that neighborhood study that we're doing over there, it's probably gonna be close to two million dollars. So where do we get the resources? [0:57:52, 0:58:12]: We can plan all day, we'll have all the plans, but where do we get the funds to move forward? I'll tell you what. I I think and you all get your opportunity, obviously, but I think what it amounts to is that those those issues are things that we're here have to decide when we're prioritizing all this and figure out how the funding comes up and how we best [0:58:12, 0:58:32]: do this. That decision comes to us when you give us all the information to make a good logical decision in this aspect, whatever community input there may be, set the priorities and then go for it. That's all I need to say. Yes sir, go right ahead. City manager. Comments were along similar lines, Mayor. Obviously we've uh had some recent discussions with the financial advisor which we will be unpacking more information. [0:58:32, 0:58:51]: information uh for your consideration as well and also of course as we have these splost five discussions uh in terms of priority of projects, infrastructure needs and civic projects as well, that's where the balance has to come in about uh prioritization, cost allocations, and things of that nature. So I think [0:58:51, 0:58:52]: Between [0:58:52, 0:59:12]: Those financial advisory discussions and also with PASC5 and discussions that will have to come to a close pretty soon. I think we'll hopefully be able to develop a an overall financial package and priority list that is consistent with some of the things that you mentioned and also will help us to to you know sustain. [0:59:12, 0:59:32]: uh some of the infrastructure needs that we have over the next five or six years. Mr. Alison, go ahead, Tom. So to answer the question, once we get to that point, because we're coming, okay, because we're gonna get these things done and we're gonna make these decisions because we're going to move some projects forward this year. Are you going to have do you have a pocket plan [0:59:32, 0:59:37]: park plan ready or do we need to work on one or how's that gonna work? [0:59:37, 0:59:57]: The only thing is it it needs to be identified the location. Okay. Where the city owns property, what the American council would like to allocate for that that particular park and the funding identified for it. Okay. Now my next question is, it's always this time of the year, you know, is this season? [0:59:57, 1:00:17]: season where the grass starts growing a little bit faster and citizens are complaining about, you know, the grass growing back and we're not cutting it as but um explain the processes how we're bringing people on so folks can understand that, you know what, now that it's growing season, we're gonna s we're staffing up and the [1:00:17, 1:00:37]: The cutting frequency will get uh a little bit more concise. Um and I was we did a lot of work over at Hudson Bridge and the grass, you know, it grows back now, lightning quick and then uh rock quarry as well. I know we had made a decision and I spoke with Mr. Knighton about this earlier where we took some parts of [1:00:37, 1:00:57]: Uh we were cutting Rock Quarry Road ourselves consistently uh to make sure that it was in our city limits and we traded off some stuff uh with the county uh in order to do that because it's growing season and we we what tell me what uh what it is and when we bring the people aboard. Are they already aboard? [1:00:57, 1:00:58]: Or what we're doing. [1:00:59, 1:01:02]: Well here's the process. Your public works department is pretty much [1:01:03, 1:01:15]: Twelve people. Well eleven people right now. And that includes the general maintenance supervisor. And it's supplemented during the growing season with temporary staffing. And right now we're having a issue with [1:01:15, 1:01:33]: getting temporary staffing. And also you gotta understand that staff is also allocated to support events. We just had for the movie, we had five, I think five employees out there pretty much all day supporting that event. And so a lot of public works time is [1:01:34, 1:01:43]: on events as well. So you gotta you gotta strike that balance. But the main thing is we're we're looking for additional. We have talked to the [1:01:43, 1:01:52]: the people who provide the temporary staff and that we need at least eight staffing additional temporary staff to support the operation. So [1:01:52, 1:01:59]: But it's pretty much it's ten people that that do the major that's what public works is. Ten people. [1:01:59, 1:02:19]: So each time I always ask the same question. What is it that we need? And what is it that you need to be successful? So uh do you need uh some more funding? Is it what you're paying the people? Is it we have a contract with this provider to provide uh a certain number of people and uh are they compliant? [1:02:19, 1:02:39]: With the contract when you send that request out, or they not how so how do we respond when we say we need eight or we need six? How long do they have to say here's your eight? This is the the problem is trying to find when the economy is good, you don't have too many people working temporary jobs. But that's their job. I mean they're the staffing service. [1:02:39, 1:02:59]: So when you call them, they're supposed to have them for you. But they're looking, they're looking for staff to supplement our staff and meet our request. But like I say, when you tell somebody that you're gonna be on a weed eater or more or picking up paper eight hours a day, those people are few and and far between. It is just difficult to find out. [1:02:59, 1:03:19]: Somebody that's wanting to cut grass for eight hours a day, five days a week. But we have asked them for eight people so far. We've gotten about two. So the call went out again to three different agencies today to add, you know, to give us those employees that we need. Okay. I was gonna say, Mr. Knight, I would imagine certified. [1:03:19, 1:03:28]: Yeah, we actually had a conversation even this morning with um Deshus and Jeff Greenway, the general maintenance supervisor about the staffing issue about [1:03:29, 1:03:48]: Rotation of cutting and those types of things. We had a in depth discussion about that. What we're gonna do is Desha's mentioned, look at other s other agencies to help provide the staffing needs, the temporary staffing needs, to make sure that there's a heavy rotation for uh maintenance. Well, the only thing that I would say to that, if I may, is uh to say [1:03:49, 1:04:09]: Every single year. And it's not just you. It's Henry County. The spring seems to creep up on us. It comes the same time every year. So at some point we need to say, okay, in March and April, we need to already have those people in place. We don't need to be reactive. We need to already have them there. But I don't need you to respond. [1:04:09, 1:04:29]: respond to that I just need to make sure that if we come to this point next year we say okay we ready we already got them in place. But the firms were notified in January but the staffing requests were so Ms. Wheeler might need to say well do we need to find somebody else? Ms. Ms. Robinson go ahead miss it. Yes thank you mayor um [1:04:29, 1:04:29]: Um [1:04:30, 1:04:50]: And this is probably for the city manager. Uh when we're talking splots and we're talking needs, like we were talking about the um the different areas that we need, the infrastructure and all of that. Is that something that you're gonna do in your presentation so when our citizens come out so that way we can make them aware of different things that are going on in the [1:04:50, 1:05:10]: possibility of where we need these dollars to go. Um so that way we can revise that presentation that you did the last time. Because if these are major issues that you're saying that we have but it's gonna take somewhere else, I think we need to make sure that we're educating um our citizens when we're doing all of this because we need to make them aware [1:05:10, 1:05:30]: And then it could be other things and there's areas that may need to be taken care of as well. Right. Yes, we can certainly do that in the next presentation to talk more specifically about some of the items that have been addressed tonight with respect to the bridges and and um stormwater needs, um drainage needs, things of that nature. We can certainly do that again. The Splash um [1:05:30, 1:05:47]: Meeting is scheduled for Monday, May the 6th at 6 30 p.m. at the Merrill Manders Conference Center, uh, so that everybody uh is aware of that and we obviously wanna want to have as many citizens come out, but we certainly can be more specific in terms of some of the items that we know uh may need to be addressed as a part of SPLOST. [1:05:48, 1:05:48]: Right. [1:05:49, 1:05:55]: Okay, on that note, I think you are done for now, sir. Thank you. Community development. [1:06:12, 1:06:13]: Thank you. [1:06:16, 1:06:18]: Mm-hmm. I appreciate it. [1:06:20, 1:06:25]: Uh she wasn't supposed to hand him out until unless they need'em, but that's okay. [1:06:26, 1:06:29]: Thank you. [1:06:35, 1:06:37]: Yeah, y he was supposed to hold that with. [1:06:38, 1:06:39]: Okay. [1:06:40, 1:06:43]: No, I don't it's not it's not too short. [1:06:44, 1:06:57]: Okay, good evening, Mayor and Council. Um the reason why you have an updated version, Linda Logan's numbers were left out. Uh and so I was just gonna go through the presentation and kind of put those in your box later, uh, but you have them now. [1:06:58, 1:07:00]: But I did include her information. [1:07:01, 1:07:04]: А з інформаційні сформи and for you. [1:07:05, 1:07:13]: Uh and as we go through, if you have any questions, if you want to stop on each slide, then we to ask questions you can do that or you can wait till we finish. [1:07:16, 1:07:36]: Uh who makes up community development services, as you know, is uh business services, building permanent and services, code enforcement, fire prevention, planning and zoning, and GIS mapping services. Uh I think what is important, we clearly understand that we don't have a military. So just in terms of the revenues that community development is bringing in. [1:07:36, 1:07:56]: This particular slide lets you know that development has really turned around. Um, I think it's evident that now that Stockbridge is whole again, we are getting developers that are running in the door left and right. As you can see, last year for the entire year, community development did 2.7 million in three months. [1:07:56, 1:08:01]: We have done one point three million. That does not take into account [1:08:02, 1:08:22]: Okay, that does not take into account the impact fees that Mayor and Council adopted just recently. And so we have not seen development really turn because now we're getting into the warm months that construction starts. So if we stay on pace at the rate that we're going every three months, we hope that. [1:08:22, 1:08:42]: By the end of the year, we'll be in the range of four to five million dollars this year. So hopefully that would help with a lot of the projects that the city has going forward. In terms of more specifically, as you can see, these are the numbers from business services. It gives you an idea of where we are right now, based on the number of renewals that we send out. [1:08:42, 1:08:59]: We have about$41,000 that's now in delinquency. And so we're in the process of collecting, serving notices, and serving those folks with a notice, sending them to court. Hopefully we can have all of that money collected within the next 30 to 60 days. [1:09:00, 1:09:20]: Next, as you know, uh code enforcement, as you can tell, the season is getting warm. Uh, we don't have any revenues for them at this point in time because typically our revenues for code enforcement will be based on the citations of the forty-something thousand dollars that pre we previously talked about. Those are the folks that will be served, and those are the folks that individual. [1:09:20, 1:09:40]: That would go before the municipal court judge. And so typically, by the time we come back for the next quarter report, you will see some revenues there. In addition to now that it's spring and grass is growing and some other things are happening, then that revenue stream shall go up. As on a prior screen, I think last year, believe it or not, code enforcement just [1:09:40, 1:10:00]: Generated$32,000 just based on penalties and fines. These are the top five issues that we deal with on a year-to-year basis. Of course, prohibited parking, which we're going to address with shortly, high grass, as you know, as the weather grows warmer, and you know, grass grows with rain. [1:10:00, 1:10:20]: Crashing debris on the curb size, illegal signs. As you can see, just in this quarter, we picked up 152 illegal signs. So code enforcement is out there doing their job. And then illegal dumping. We can't stress enough the importance for everyone to do click fix it because that helps code enforcement actually. [1:10:20, 1:10:40]: address a lot of these issues. Uh on the planning and zoning, as you know, we took over uh planning zoning effect of effective April 8th. However, prior to this, it can tell you based on these numbers, the development has truly picked up for us. Melinda and Linda have been quite busy [1:10:40, 1:11:00]: As you can tell by these numbers in terms of plan reviews, in terms of mapping, in terms of uh site visits, and dealing with administrative issues as pertains to customers' requests in terms of identifying the correct parcels and zonings for particular properties. As you know, we brought on uh fire prevention. [1:11:00, 1:11:20]: April the 8th. Since that time, Chief Wells has been doing a tremendous job in terms of doing fire inspections and business inspections. We did have a fire, which he sent, we sent a report to you in terms of his arson investigation. So the next quarter, then we should have some real numbers in terms of his site visit. [1:11:20, 1:11:22]: business to the businesses in terms of their renewals. [1:11:24, 1:11:44]: Building permitting numbers, as you can see again, we have been quite busy uh this first three months. Uh we've actually uh issued uh twenty-three land disturbs permits. What does that mean? The reason why I focus in on that number, the numbers of bur building permits is thirty-four and land disturbing permits is twenty-three. That means that's dirt. [1:11:44, 1:11:45]: Yeah. [1:11:45, 1:11:50]: That means that there's something actually out there on the ground that's pretty much new. [1:11:50, 1:12:10]: So we're very excited about that. So let's get to a couple of projects. These are some of the ones that we have coming in in terms of restaurants. We have Moe's, we've got chicken salad chicken for those of you who really love chicken, right? We have uh Jason, uh Jersey Mike Subs and Wendy's. And three of these are at 101 Eagles. [1:12:10, 1:12:28]: Landing Parkway and then of course the Wendy's is 870 Highway 138. All of these developments are in compliance with our facade and design standards that were developed by Mayor and Council. So all of these projects should look pretty good. Let's move on to commercial. [1:12:29, 1:12:41]: We have on 935 Eagles Landing Parkway, you have the um the Sophie Suds car wash that's coming in. And then on 900 Highway 138, you have the racetrack. [1:12:43, 1:12:57]: Uh in terms of hotels, um we have Hilton True Hilton True Hotel that's coming in, and then we have the best western. Uh both of these we're hoping will be complete no later than September, October. [1:12:57, 1:13:02]: So we're looking forward for those revenues coming online by the end of December. [1:13:03, 1:13:23]: Uh office construction. We have 135 North Park Place, which is the surgical center that's underway, which we should hopefully be through with those renovations here within the next 30 to 90 days. And then on the back side of 175 Country Club Drive, there's a brand new office building, two stories. [1:13:23, 1:13:43]: That's being developed. So those are our office construction buildings that are online. This is 4045 Mount Zion. This is a new strip commercial center. The owner has not advised the city in terms of who those tenants are right now. They're just building out the building. [1:13:43, 1:13:50]: So hopefully in about ninety days we will have some idea in terms of who the tenants will be in this particular strip mall. [1:13:50, 1:14:10]: Uh next, this is what's happening on Campground Road. This is Winding Creek Subdivision. As you know, Mayor and Council approved the facade and the design standards for this particular development the first of this year. This is the first phase that's basically the neighbors are calling in about because the trees are being cut. [1:14:10, 1:14:30]: This is Winding Creek. There's two other phases. There's a commercial phase that we're meeting with the developer tomorrow about, as well as there's a gated townhome community that makes up phase two. So this is phase one, the townhome is phase two, and then the commercial is phase three. And all three of those should be turning dirt. [1:14:30, 1:14:33]: Within the next thirty to nightny days. [1:14:34, 1:14:45]: Next of course is the amphitheater. Uh the RFQ for the amphitheater is out. Uh we're waiting for those proposals to come in and just for the public. That's just a idea of what the [1:14:45, 1:14:50]: A renderings for the anfit are and what that particular facility will look like. [1:14:51, 1:14:53]: А ін адрін то, ви а [1:14:53, 1:15:01]: Waiting on uh the road improvements from G Dot. We have to realign uh Lee Street with our park. [1:15:01, 1:15:21]: across the street in order to change that signal light. And so we will be bringing back specific details because that property over there belongs to the city. But we will have to realign that street so that when you get to that light, you can take a right on Lee or left on the other street to take you about the school. But we will have [1:15:21, 1:15:29]: to use some of city the city property in that park in order to do that realignment. Finally [1:15:30, 1:15:39]: the spelling I was it was okay tickle we did it. Okay. Finally uh your monument sign. Um that right now we just waited on G dot. [1:15:40, 1:16:00]: There is a radius issue because it actually is on a GDOT highway. And so we're waiting for them to confirm that we can do a 40 radius coming off of uh East Atlanta, more so than a 50-foot radius. And so other than that, the sign is ready to go. We just need the clearance. [1:16:00, 1:16:04]: from G dot in terms of what the radius will look like. [1:16:04, 1:16:24]: And then uh before we get to any questions, um just wanted to re-emphasize that we have um community development has been approached by a number of different major firms from across the country internationally, just based on the available parcels that we have available. [1:16:24, 1:16:30]: So there's a potential of a movie studio coming to the area. [1:16:30, 1:16:50]: There's a potential of a wonderful mixed use that may actually include some of those white linen restaurants that y'all are looking for. Um, so those conversations are being done, but the first thing that we have to examine is whether or not the land use is in place for one of those, which is a 60-acre tract. We may have to rezone. [1:16:50, 1:17:10]: That because it's from commercial to mixed use to get all of those components in. But I just wanted to tell Marion Council that development is truly booming. I can't say it enough. It's keeping us quite busy. We're very excited. The development community is very excited that we have a one-stop shop. They're able to get in and get out. [1:17:10, 1:17:30]: Out and so everyone's pleased, we're happy, and if all goes well, Stockbridge will have a very good year in terms of development. Absolutely outstanding. Questions? I do. Okay, what's that? But the sign um that you, if you can go back where you were waiting on G DOT, what about the turning lane? Um, where's that? But that's it. The way that the lane. [1:17:30, 1:17:50]: Lanes go is actually two lanes. One is a s uh a straight lane. Well, you got uh a straight and a turn. And then you've got a straight and a turn that you can go either way. So actually you're talking three lanes. Okay. But the one that they're most concerned about is the far inside lane that's uh closest to the curve and the side. [1:17:50, 1:17:57]: That is the radius because if a truck comes down East Atlanta at that light, they want to make sure that there's enough [1:17:57, 1:18:01]: radius for those trucks to turn to go down um [1:18:01, 1:18:21]: North Henry Boulevard. So that's what we're waiting on. And if I can ask, um, I guess, and you may be doing this, but whenever you're whoever you're communicating with, would you just CC um our rep, Dana Lemon, on all communications? Um, because that was requested um as well. So whatever it was requested, if you just CC um her, and then that way we can possibly [1:18:21, 1:18:26]: possibly get a quick follow up. Okay. Thank you. Any questions? [1:18:27, 1:18:43]: Uh is anybody else wanna go? I'm pretty sure I'm pretty sure people do, but if they do you w you wanna go last this time? Yeah, yeah, I'll go last if somebody else has to go. I just want to give somebody else the opportunity. But if not, I'll go ahead and go. Um and I wanna just thank you. I was over at the community development. It's outstanding. [1:18:45, 1:19:05]: It is what we aim for in terms of um being able to from the time you walk in the door to what needs to be done in terms of running a first class operation. Uh the staff was doing an outstanding job. They did a great job of explaining and sitting down going over uh concepts with us. I know that I [1:19:04, 1:19:24]: I particularly want things done a certain way and just want to make sure that we always in line. But what I saw over there, I was extremely impressed with what you guys are doing and the revenue that you're bringing in has exceeded everything that we could have ever dreamed of from so not. [1:19:24, 1:19:26]: На [1:19:26, 1:19:28]: upping the standard, but you're paying for it. [1:19:29, 1:19:49]: at the same time, which is something that I think we just mar I just marvel at because it is uh s truly outstanding uh the staff that we've had and the way that we've been able to assemble uh some top notch professionals to do the things uh that we have done. Uh the one update that I wanted to have from you was uh [1:19:49, 1:20:09]: We were looking at um uh a rewrite. So what is it that you need from us, or is there anything that you need from us to to do the rewrite? It's already in the budget, I believe. So what is it? What does that stand at? Well, right now we're working on the RFP for the towing, and if the [1:20:08, 1:20:14]: same time we're actually I'm pulling together the information for the RFP for the consultant. [1:20:14, 1:20:34]: for the zoning. And so we should have that before mayor and council, probably at the June meeting, for us to actually put that on the street uh so that we can get somebody in here by July to start their rewrite. Unless the parking thing is there where does that stand then? Where we are right now, we're waiting on the RFP for the towings [1:20:34, 1:20:54]: um company. That's the last piece that we're waiting on in order to send out the postcards. I have an update that I can provide for you to be allowed. But once we get the towing company, that information we feel is very critical that everybody needs to know all of the pieces that will take place. And that's the last piece that we're waiting on for selection [1:20:54, 1:21:14]: So I know we were talking about a sticker or something that we were doing for these warnings. Are those now in place? Are we doing those stickers or we're waiting to s until we get the towing company because we said that we were gonna do two months warning, but we don't want to do two months and we don't have the towing company in place. [1:21:14, 1:21:19]: We want to get the towing company in place and then back from that we'll do two months from that. [1:21:20, 1:21:22]: We won't be doing much though. All right. Thank you. [1:21:22, 1:21:24]: Do you have any questions at all? Miss Kent? [1:21:25, 1:21:27]: Damn and gentlemen, any questions? Okay. [1:21:27, 1:21:47]: I want to tell you uh I I really appreciate the fact of obviously the city step forward to become that one stop shop. I spent some time at the courthouse uh with your staff over there and it's great the way we renovated everything. Everybody seems to be comfortable, has a nice working environment and it and and they're doing a great job. And this is great. It's great for us. And I that's a great move. And and we're we have [1:21:47, 1:21:56]: Of a very bright future. Nothing's gonna stop us now. We got a very bright future. We're taking off. This is a great thing. Thank you for your report. [1:21:56, 1:22:02]: Okay, Mr. Fi Finance uh report. There we go. Mr. Wiggins. [1:22:16, 1:22:16]: Mm-hmm. [1:22:52, 1:23:01]: Mm. Good evening, Mayor and Council. As always, well. Okay. Good evening. All right. Good evening. Well we have up, we have um uh [1:23:01, 1:23:12]: First quarter uh as of March thirty first, twenty nineteen, we have a um statement of changes as far as uh revenue and expenditures. [1:23:13, 1:23:16]: We're starting out with uh total general fund revenue, which is at [1:23:17, 1:23:20]: Two million three hundred and ninety seven dollars and [1:23:20, 1:23:25]: on a hundred forty four dollars. We uh [1:23:26, 1:23:32]: Or sitting at uh total expenses which consist of the general fund um [1:23:32, 1:23:35]: departments at one million [1:23:35, 1:23:39]: Six hundred ninety seven dollars, two hundred and forty one dollars. [1:23:40, 1:23:42]: That generates that gives us a operating income. [1:23:43, 1:23:48]: At six hundred and ninety-nine dollars, six hundred ninety-nine thousand nine hundred and three dollars. [1:23:49, 1:23:55]: Uh below that, before we get to the net changing and fund balance. [1:23:57, 1:24:02]: We have uh we paid the uh debt service as of February, which was nine hundred [1:24:03, 1:24:05]: fifty thousand seven fifty nine [1:24:06, 1:24:09]: Which gave us a net change in fund balance, which is at [1:24:10, 1:24:14]: two hundred and fifty thousand eight hundred and fifty se fifty six dollars. [1:24:16, 1:24:17]: Uh sh [1:24:19, 1:24:19]: Yeah. [1:24:21, 1:24:23]: Moving to the graft. [1:24:24, 1:24:25]: Yes. [1:24:34, 1:24:35]: It doesn't always even grab. [1:24:43, 1:24:55]: Okay. The graph that we have up is uh it's a graph of the general fund uh revenue. Uh it displays um [1:24:56, 1:25:05]: the uh the years of of 2016, 17, 18, there at 19, which is uh in the go [1:25:05, 1:25:06]: We're sitting [1:25:06, 1:25:08]: Right now again at [1:25:09, 1:25:11]: Two million three hundred and ninety seven dollars. [1:25:12, 1:25:13]: A hundred and forty four. [1:25:14, 1:25:14]: Talos [1:25:15, 1:25:19]: Last year we was at two miljon, two point two milyen. [1:25:19, 1:25:20]: If you look at that [1:25:21, 1:25:23]: Those two we have a difference of uh [1:25:23, 1:25:25]: of of a net gain of a [1:25:26, 1:25:27]: One hundred and seventy four thousand. [1:25:28, 1:25:31]: One hundred and seventy four thousand six eighty two. [1:25:31, 1:25:36]: Which is a good increase at this particular time as of March thirty first. [1:25:38, 1:25:58]: Uh you also have in your package um some more graphs um that I can let you um just go through by yourself. Basically it's just it's is showing all the uh the other funds which can include the enterprise fund, the conference funds. [1:25:58, 1:26:12]: as well as splotch and that just gives you a look at what they're doing as of now. And that concludes um the finance report. Any questions? [1:26:12, 1:26:15]: All right. Anybody have any questions for Mr. Wiggins? [1:26:16, 1:26:17]: Yes, sir. Go right in. [1:26:17, 1:26:37]: So we were working on the all of the projects. Mr. Aaron was talking about finding dollars. So we were talking about uh the grant. Where does that stand? You brought that we had that discussion on that and can somebody give me an update on where that stands? Right now [1:26:37, 1:26:56]: We we uh Mr. Dine and I we had a uh conversation with our um the grants um administrators and right now for a quarter two they have identified at least four grants that we can probably we can pursue. Most of those grants will uh involve um [1:26:56, 1:27:16]: a lot of um Main Street initiative. So I I spoke with Kira today. We're gonna set up a meeting with her and let her go through go through the package and see if these grants really fit uh uh the Main Street uh initiative. Um and then we'll get back with them and then in in the meantime their [1:27:16, 1:27:27]: already getting some letters for us. They're gonna send some letters down here to Mr. Knight and myself so we can take a look at it and start moving forward on those particular grants. [1:27:29, 1:27:35]: Yeah, we had a conference call with them on Friday, actually. Friday, yes, it was Friday, uh, with the grant firm and they've listed out [1:27:35, 1:27:40]: A number of different grants that they'll be pursuing on our behalf, and it probably may behoove us to send you. [1:27:41, 1:27:45]: that list or send you a synopsis of uh what they're actually pursuing right now. [1:27:46, 1:27:47]: Mm-hmm. [1:27:47, 1:28:07]: All right, just wanna make sure we continuing to move that forward because I mean I guess with uh the all the needs that we have in the city, especially in the public works area and stuff like that, surely we might be able to identify uh some grants that are available for those as well. Yes, I I I think if you you uh [1:28:07, 1:28:24]: uh our packet that they presented to us, I think in their quarter three, uh, we might have something that where we can probably start pursuing some uh uh warner sewer type grants. Um and maybe move to something like federal. [1:28:25, 1:28:45]: Yeah, I I think that obviously we wanna pursue as many grants as we can, but I I certainly don't want to give the impression that grants is gonna solve the needs, especially some of these infrastructure needs, given the cost associated with it. It's gonna be a combination of funding that's gonna have to be involved. Obviously, we do and will pursue these grants, but um grants usually are [1:28:44, 1:29:04]: are designed to supplement other funding sources for for your hardcore infrastructure. Right. And then one other question. Mr. Line, you gave me some very good information when you was talking about the SPLOSS collection, uh, when we were having a private conversation and you were talking about um that the numbers were up. [1:29:04, 1:29:24]: They were really encouraging that we were bringing in so much with the one cent sales tax uh over what um the projection was. Can you talk about that a little bit? Yeah, the previous year's PLOST, I believe, averaged about, and I uh uh forgive me if I don't have the exact numbers, about that 230, 200, 230,000 per month range. [1:29:24, 1:29:42]: And then the first quarter of this year, we're about, I think, at three seven hundred three hundred and seventy thousand per month. And so obviously that's a drastic increase uh on our monthly receipts that we have been obtaining. And and hopefully that trend will continue with a strong economy, which means that [1:29:42, 1:29:51]: SPLOST FOR which we are currently in, hopefully, uh will continue to progress and we'll have uh those additional funds that will they'll come to us for the needs on SPLOST four. [1:29:52, 1:29:53]: Okay, thank you. [1:29:54, 1:30:14]: Any other questions on this side? You good? Everybody good on the side. Mayor. Yes, ma'am. Yes. What do you what do you need? I just needed to clarify, um, John, in your report you stated um the numbers through March twenty eighteen compared to March [1:30:13, 1:30:27]: March twenty nineteen you gave that difference of a hundred and seventy seventy four thousand six eighty-two. Six eighty-two. And then Mr. Knighton, you were saying that the SPLOSS numbers were up. [1:30:28, 1:30:39]: Over the same period, correct. Yeah, he was saying uh we I just want to make sure I put that we was collecting he was thinking collecting around two hundred and thirty thousand. Now we're collecting close to three hundred and seventy. [1:30:39, 1:30:42]: Right. Does that you think that's a hundred and seventy four? I'm just [1:30:43, 1:30:44]: Mm. [1:30:45, 1:30:55]: Uh I would have to go back and do something else. I don't know a month, right? Yeah. But m a lot of this is w uh with general fund, the splash is not is not in the general fund. Right. So [1:30:57, 1:31:17]: All right. No other questions for uh Mr. Wiggins? Okay. Mr. Wiggins stand there. Please stay right there. We're gonna move on to uh rest of the uh things. I got one more. I'm sorry, I don't hate to do this. I wanna congratulate Mr. Wiggins on being our official treasurer. Stop, stop, stop, stop, stop, stop. Okay, stop. Okay, hold on. [1:31:17, 1:31:28]: Okay, stay put, please. I got a res uh there's a resolution to fill the vacancy to appoint the city treasurer. I need a motion to appoint Mr. John Wiggins as our treasurer. [1:31:28, 1:31:31]: So move. Okay. Who'd you think of that? [1:31:32, 1:31:44]: One of them. Just don't matter. Give it give it to Slay right here. All right. I thought we had done that, huh? Any further discussion? We had a motion been seconded. Any further discussion? All in favor, please indicate. [1:31:44, 1:31:45]: Uh thank you. [1:31:46, 1:31:48]: Now we got done. Now we got I'm sorry. [1:31:50, 1:32:10]: I also want to thank Mr. Knighton for putting me in front of you and uh giving me also the opportunity. Um I I really appreciate this. This is a uh this is a real good [1:32:10, 1:32:11]: Good. [1:32:12, 1:32:32]: theme for my uh myself as well as my family. We appreciate you. Uh going forward I I plan to be here uh for quite some time and and and I'm gonna give nothing but uh one hundred and ten percent uh for my knowledge and my experience uh to [1:32:32, 1:32:33]: To help [1:32:33, 1:32:53]: Stockbridge continue to uh move in the right direction. So I I thank you and I appreciate you. You're more than welcome. Thank you very much. All right. Now, do you counsel have any comments from Mr. Wiggins? All right. If not, sir, welcome and thank you every part of the team. Fully. Thank you. Okay, thank you. All right. [1:32:53, 1:32:54]: Yeah. [1:32:55, 1:33:03]: Council consideration approves striping of one tennis court at Gardner Park for pickleball at amount of$500. Park's fund. [1:33:03, 1:33:07]: Miss Linnell Lindell Miller. [1:33:07, 1:33:27]: Oh, who's doing this? It's got Lindell's name, but you're doing this? Okay. Oh, yes, mayor and council. Uh several months ago, a couple of gentlemen came before council asking about pickleball. And we currently have two tennis courts at Gardner Park. And when I met with the city manager, my recommendation is that we do one court. [1:33:27, 1:33:47]: For pickleball, so that there's no conflict. So the tennis players will always have a court available and there's one available for pickleball. Because my recommendation to him was the tennis players have been loyal when the court was in bad condition. They played through it all. So I just didn't want to see a situation where both courts are strife for. [1:33:47, 1:34:05]: pickleball and somebody come to play tennis and they have no place to play. So that way both players, pickleball and tennis players would have a court to play on. And then the the group that did it signature tennis said they can stripe it for pickleball for five hundred dollars is within the budget. [1:34:05, 1:34:12]: for parks and we just requesting permission to move forward with striping one court at Gardner Park for pickleball. [1:34:12, 1:34:19]: All right. Five hundred dollars is well under your your approvals to do that. I mean I mean last time [1:34:20, 1:34:40]: Last the last time we had this discussion um previously, there was some there wasn't, I don't think, a full determination of what we would do. Uh we wanted to make sure that we acknowledged it publicly uh with you because if we were gonna alter uh particular playground or park apparatus, we wanted to make sure you're aware of it. [1:34:39, 1:34:41]: Bring it forward to you for acknowledgement. [1:34:42, 1:34:44]: Okay. You have a question, sir. Go ahead. [1:34:44, 1:34:57]: Yeah, thank you. Um I appreciate you all addressing this. Um I brought this back to you because we have not addressed it. But my understanding, see when you when you mark a court with pickleball, [1:34:57, 1:34:58]: It doesn't [1:34:59, 1:35:02]: It doesn't alleviate the markets for tennis. [1:35:02, 1:35:05]: And my thing is that we got two courts there. [1:35:06, 1:35:19]: We wanna track those older uh community that is really booming with pickleball. How can they have their little tournaments on two courts when we only doing one? It doesn't it doesn't alleviate the striping for tennis. It doesn't [1:35:20, 1:35:23]: because it's a totally two different type striping two different colors. [1:35:23, 1:35:26]: If you go to different areas that have pickleball and tennis [1:35:27, 1:35:33]: you'll see that the stripings are totally different. It doesn't affect the tennis court. So I I would like to see both courts. [1:35:34, 1:35:43]: uh set up for pickleball so if they wanna do little tournaments they would they will have both courts as well as the tennis players was still the tennis players still gonna have the pickleball court'cause it's still the same striper. [1:35:44, 1:36:04]: But the only reason I say I spoke Mr. Knight, my concern was with it being a new facility for pickleball and you have both courts in use, then the tennis players have no place to play because you got both courts dedicated to pickleball. And I just think if you just leave one dedicated specifically for tennis, one dedicated specifically [1:36:04, 1:36:18]: for pickleball. If those two groups come up there, then both of them can play. But if it's pickleball on both courts, with it being new, that's gonna be the majority of the use. And then you're gonna move out your tennis players. They haven't they have no place to play. [1:36:18, 1:36:38]: Yeah, but that determination for the supply and demand should come to the council then if we need to be on more tennis course with striping. But at this point here, I just you know, there's first come, first serve, right? That you don't do reservations on it. If we want to start doing that, I guess that's an option. But right now it's first come, first serves. What's people come there and [1:36:38, 1:36:46]: Want to play pickleball, they play pickleball, the tennis paper people have to wait. If they're on the court playing tennis on the pickleball stripe court, they're not gonna leave. [1:36:47, 1:37:07]: They're still gonna play tennis until the pickleball people can play. So what's the what's the difference? I mean, I don't understand the analogy. I I I just I when I talked with Mr. Knight and I just thought, like say, the tennis players were loyal when the courts were in bad shape. Nobody else and I just won't if you came out there to play tennis. Right. [1:37:07, 1:37:15]: And somebody was on both courts playing pickleball, you have no place to go, then you you gotta try to find another place to play. Let me ask you a question, Mr. Dacious. [1:37:15, 1:37:18]: How can the pickleball people be loyal when it's not a pickleball court? [1:37:19, 1:37:31]: But you st they still could have played without the striping'cause I've seen'em they do in make'em bib. I've s I've seen it. They did it in Perry on our tennis courts. You know, and and I just wanna be fair to both group of players. That's [1:37:31, 1:37:51]: Yeah, it's I mean obviously it's up to the council's determination. Whatever you all want to do, one one quarter two, either way. Thoughts? Okay, so the Okay, so why do I need well I for five hundred dollars we need a motion for this I I would imagine for this on the agenda? Don't move, Mr. Mayor. Okay. There it's okay. [1:37:51, 1:38:05]: Is there's been moved, second, there we go. Are we third of discussion? One or two. Are we doing one? Well it's only this is only says one. Five hundred dollars is only one. So the motion's for one. That's what it says here in the paper, the document. So it's been made [1:38:06, 1:38:08]: And second it, so all in favor of the motion please indicate. [1:38:10, 1:38:11]: Okay, all posed? [1:38:11, 1:38:19]: I I prefer to see both of'em die. Four. Four one. It passes four one. It's only one Which is in your jurisdiction, city manager, if you wanted to do that. [1:38:19, 1:38:38]: No, I said no, no, no. That's not what I said earlier. It was five hundred dollars, it was it's a low it's a low amount. We just the council just voted there. Well, they understand that. Okay. The the information from the vendor who did the tenants courts that if you do multiple courts it's four hundred dollars per court. So it would be eight hundred if you did both of'em. So [1:38:38, 1:38:58]: All right. We we just made a motion to disapprove, just discuss it. It's one as far as I'm concerned, it's one. Which I mean in that aspect. You just you just did it. We just did that. Mayor. Yes sir. Yes, ma'am. I know we've already uh voted. Um just in the future if we can go ahead and start observing once the pickleball it the you know the line [1:38:58, 1:39:18]: And if it's a pretty popular thing, then g by all means, Mr. Knighton, you have the ability to add more lines to uh the tennis courts. Yeah, I think we we certainly need to look at the demand and what the usage is. And and of course the part of the reason why we want to bring this to you is because you know that you know [1:39:18, 1:39:35]: And as mentioned, there was discussion about one or two, and I think that's a decision that the council needed to make in terms of one or two with respect to that. And so that that was the reason for the but yes, we need to look at the demand. Look at the demand and see what we're dealing with in terms of usage. [1:39:36, 1:39:37]: All right. [1:39:37, 1:39:48]: Council consideration uh to award a contract to Rush Truck Centers, Georgia Incorporated under state a Georgia contract number, 99999, SPD. [1:39:48, 1:39:57]: SPT-000-155-001, an amount of$98,489 from a solid waste fund balance. [1:39:57, 1:40:01]: Ms. Miller, please. Good afternoon, Mayor Council, City Manager. [1:40:01, 1:40:08]: Uh this request is from the W Public Works Department. They're looking to purchase a [1:40:09, 1:40:15]: A mini garbage truck. A mini garbage truck. Um based on the state of uh state of Georgia contract. [1:40:17, 1:40:18]: Okay. [1:40:19, 1:40:39]: Any questions for the council? Yeah. Okay, go go right in. Go ahead. I'm sorry, Mr. Thomas, go right in. Okay, thank you. We'll start for a um well I'm gonna just to Mr Aaron. I had a conversation with um the city manager and I've had this conversation uh on many occasions. I'm sorry. [1:40:38, 1:40:44]: I'm sorry, I'm sorry. Um, I've had this conversation with Mr. Nighting on several occasions. [1:40:45, 1:40:48]: I don't really have a major issue with this purchase. [1:40:48, 1:40:52]: Um roughly a hundred thousand. My concern is [1:40:52, 1:41:02]: And and I'll I'll speak this and and Mr. Aaron, you probably know through Mr. Nighting, I have made several requests of roadside [1:41:04, 1:41:06]: Liam's, if you will. I'll just leave it at that. [1:41:10, 1:41:19]: My issue with this purchase, and I've read the what you indicated the use for this truck would be. [1:41:20, 1:41:36]: I like to see it a little bit more enhanced. It's sort of limited. Even though it's not written, I'm sure it will be used for other purposes. And I mentioned this to Mr. Knight, and I'm gonna take this opportunity to speak this and I'm gonna ask Mr. Knighton if he would uh make a comment on this. [1:41:37, 1:41:38]: I would like to see [1:41:39, 1:41:42]: uh a riding law instituted [1:41:42, 1:41:47]: um in public works because the problem I have is that when I ride [1:41:48, 1:41:50]: I see things that are there. [1:41:51, 1:41:52]: Over a long period of time. [1:41:53, 1:42:06]: And I feel that someone needs to ride to see those things in order for for to pick up. So in the description for the use of this vehicle, if you're not out there riding, how do you know where to go to pick up? [1:42:07, 1:42:19]: Now, Mr. Nighton, I'ma ask you to comment on this because he and I just spoke a couple of days ago and he sorta indicated to me that something would be happening in the future. Um [1:42:20, 1:42:28]: In order for me to uh vote in favor of this, I'll have to believe that uh this policy will be instituted. Mr. Knight. [1:42:32, 1:42:52]: Yes, we have spoken about that. And I think two things. One is and and and Mr. Aaron and and uh Mr. Greenway and I spoke as well. Um and uh what we're going to do is actually formally, we're gonna have uh a couple of days a month that we formally together go out together. I wanna see what they see, I want them to see. [1:42:52, 1:42:58]: see what I see in terms of riding the city. The other thing is related to that, obviously when the um [1:42:59, 1:43:05]: Crews go out when they rotate and they go out and do their mowing and or the litter pickup. [1:43:05, 1:43:13]: Um there are a certain number of streets that they identi they um pick up trash on a rotational basis um every month. [1:43:13, 1:43:22]: And I think maybe putting that together in terms of what they're doing each month, in terms of what roadways they're going to each month, in terms of trash pickup, litter pickup. [1:43:22, 1:43:27]: And also um mowing uh something that we can provide to you as a body. [1:43:27, 1:43:47]: So those two things that uh I had spoken to um Mr. Aaron about specifically um that would uh I think perhaps address uh some of the concerns that you're talking about with respect to uh identifying specific streets and keeping a record of those streets uh on a monthly basis. Mr. Mayor, if I may. [1:43:47, 1:43:48]: [6228.4, 6235.5]: My last comment. I I am concerned about the roadside buildup of [1:43:56, 1:43:59]: Not only debris, but the tree limbs and what have you. [1:44:00, 1:44:02]: And I've noticed on several streets. [1:44:02, 1:44:03]: That [1:44:04, 1:44:04]: Is there. [1:44:05, 1:44:07]: And no one is riding about to even see it. [1:44:07, 1:44:24]: Because I I fear that if somebody saw it, they would come by and get it. And uh mattresses, furnishing, just a number of things. I think if you saw it, some appropriate action would be taken. So I'm encouraged by this [1:44:25, 1:44:40]: uh that you indicated that you and uh Mr. Aaron, Mr. Greenway is going to do. Uh with that being said, then I would uh vote in favor of the purchase. Uh but I'd like to see this instituted. Thank you. And thank you, Mr. Mayor. That's my last comment on that. [1:44:41, 1:44:52]: Report Tim Blount, go ahead, sir. Um we we've only we contracted and out s we outsourced uh sanitation uh a little over three years ago, I believe. Yes. Um [1:44:52, 1:44:55]: What happened to the trucks? Did we get rid of all the trucks we had? [1:44:56, 1:45:16]: The trucks have exceeded their use for life. The the only one we have remaining is a two thousand and one garbage truck, full-size garbage truck. And garbage trucks are not like other vehicles. They have a life expectancy of five to seven years. So we're having an issue obtaining parts for it, but since we contracted [1:45:16, 1:45:36]: out the garbage. We're going to the mini truck that we can use. You can park it at events like Tasty Toosty, that they can take it directly and dispose of the garbage in there. It'll be away from the event. You can use it at Sounds of Summer. We also, there are times when a person doesn't have their garbage out on time and waste industry will go back [1:45:36, 1:45:56]: Back the next day, but on those days we go back that same day and pick up those. But we want to have the capability in those cases to have a reliable vehicle that we can use. And also when we're doing cleanup on the right-of-ways, instead of sitting the bags down waiting for somebody else to come back, you have the garbage truck out there, you throw them in there and we dispose of them at the transport. [1:45:56, 1:45:56]: First station. [1:45:57, 1:46:16]: Also, um, this is online with since we're talking a little sanitation. Um, if the citizens of Stockbridge would they have t the closest place that they can dump their trash is outside the city limits if they want to get a decent bargain for it. [1:46:16, 1:46:20]: Is there any way we can negotiate the country c negotiate with [1:46:20, 1:46:24]: the the transfer station for the citizens to bring their garbage there because [1:46:24, 1:46:28]: That's a deterrent for anybody to to have to go so far. [1:46:28, 1:46:48]: to get rid of their personal garbage if they want to dump a a a mattress or anything when you're talking about eighty, sixty to eighty dollars to just bring trash over to a transfer station when, you know, that's probably what it's gonna cost to get a new mattress. You know, I'm just saying, is there a set, is can we negotiate them taking that trash over [1:46:48, 1:46:52]: to the transfer station?'Cause they do receive it, but it's at a high rate. [1:46:52, 1:46:58]: And that's why that would have to be something that's why we are so much illegal. I believe it's contributors. I'm not gonna say that's why. [1:46:58, 1:47:13]: But I think it contributes to illegal dumping uh around the city of Stockbridge because we need to this the the citizens itself could should should be able to show their ID. Because the transfer station takes trucks from everywhere, not just the city limits of Stockbridge. [1:47:14, 1:47:24]: They take trucks from everywhere. But I think for us the citizens, I think we sh the citizens of Stockbridge should get a discount to take be able to take the garbage over to that uh transfer station. [1:47:25, 1:47:27]: I'd help alleviate some of the problems we have. [1:47:28, 1:47:33]: We'll talk we'll discuss that and then bring an update at the next meeting, a May thirteenth meeting. [1:47:34, 1:47:51]: Mayor. Yes. Yes, Mayor. Mayor, I'd like to make a motion to approve the stripping. I mean not approve the stripping, I'm sorry, to award the contract to Rush Truck Centers Georgia, Inc. under the state of Georgia contract, um in the amount of ninety eight thousand four hundred eighty nine dollars. I second, Mayor. [1:47:51, 1:47:53]: Okay, further discussion. Yes. Go right ahead. [1:47:54, 1:48:00]: I just wanna understand what we're doing and I was gonna ask a question before we the motion was made. Now [1:48:00, 1:48:13]: I just called uh waste industries to come by and pick up the limbs. I have neighbors who set out couch set out furniture and furniture and stuff like that. They come and scoop it right up. [1:48:13, 1:48:33]: So what is it that I'm missing that we need to go pick it up instead of waste industries need to go pick it up? But we still got instances like say if we're picking up the right of way, that garbage goes somewhere. It goes in that old garbage truck we have now and then you take it to the transfer station. Or it there's been some instances like say [1:48:33, 1:48:38]: If a resident forgot to put their garbage out. Waste industry is not gonna get it that day. [1:48:39, 1:48:59]: So that resident wants that garbage picked up. So now we're going in a pickup truck or that old raggly garbage truck to do that. But it's gonna be used for other things. Like say when we have an event, you can have the garbage truck parked there and you you throw it in there. You ain't gotta walk to find a dumpster or overwork the city's uh [1:48:59, 1:49:19]: uh resources that they have at City Hall, the dumpster there or at the Merle or the other facilities. But even when you're picking up litter around the the right of way, instead of taking all those bags back to public works or some other place, guess what? You got the garbage truck right there, you throw them in the truck and you and you keep on about your business. You don't lose time going back to take [1:49:19, 1:49:39]: those bags to another location. So it it's gonna benefit what we're doing. I say we've got a full size garbage truck, but it's two thousand and one and you know, just trying to keep it in service and be able to use it it is getting to be costly. Well I I didn't know. I I missed a couple of trash. I just waited to the next week. [1:49:39, 1:49:52]: So but but everybody everybody don't want to wait till the next I know. I didn't know they did that, so I learned something new today. I thought I didn't know you could call'em and they'll come the next day. Yes, sir, go right ahead. What about [1:49:53, 1:50:03]: What about the smaller trucks that we had that would come through the community? We got rid of all those too? Those trucks are are pretty much surplus. Those trucks were like fifteen, sixteen years old. [1:50:04, 1:50:06]: I would prefer to sp [1:50:06, 1:50:26]: Those trucks, but the I said the miniature garbage truck, you can use it for multiple like events when you when the amphitheater opens. You can have it parked there and people you can put it directly instead of taking it from one location to another and then loading into another vehicle and take to a to the transfer station. I'm just gonna say this and we can go ahead and vote. [1:50:26, 1:50:28]: Now you know we get another garbage truck is gonna put pressure on you. [1:50:29, 1:50:49]: N no, sir. I don't think we we're gonna continue to to do things the way we're doing it, but this would just enhance what we're doing. All right. Any other questions? No. All right. Motion is made by second. All in favor of motion, please indicate. All right. You know, great stuff. Thank you, Desmond. Appreciate it. Okay. Um, Council Cussi. [1:50:49, 1:50:54]: [6654.2, 6658.3]: But estimate costs of forty five thousand eight hundred and forty dollars. Miss Miller, please. [1:50:58, 1:51:08]: Good afternoon, Mayor Council. This request is um to ask for approval to utilize the City of Atlanta's most recent contract. [1:51:09, 1:51:12]: For Mac talling of demolition of the police precinct. [1:51:13, 1:51:13]: Okay. [1:51:14, 1:51:20]: Council, you have any questions? No, sir. All right. I'd like to make a motion to make it happen. I second. [1:51:21, 1:51:30]: All right. Any further discussion? Just just one question about the the demolition, mist let me address this to Mr. Knighton, just the demolition on Lee Street. Would this come later? [1:51:33, 1:51:35]: Yes. Okay, thank you. [1:51:35, 1:51:37]: Yeah, uh yes. [1:51:37, 1:51:57]: Yeah. Okay, okay. Thank you. What on that note one question? What what what uh real quick. What go ahead, sir. Mr. Knight, I thought we was having one package deal that that encompassed the the the the everything. Police station is everything that we need to demo demo demoed. I thought it was gonna be one contract to uh [1:51:57, 1:51:59]: Uh address all those issues. [1:51:59, 1:52:00]: This contract um [1:52:01, 1:52:04]: The first project will be the police precinct. [1:52:04, 1:52:11]: The contract that we're approving it will be for one year with the options to renew, so we'll still utilize the same contract. [1:52:12, 1:52:18]: Wait, wait a minute then. Now if we gonna use uh this contractor for one project [1:52:19, 1:52:29]: Then we sound like we need to go back through the process to get a better deal. Right. It'll be several projects. The the police station will be the first one that they demolish. [1:52:29, 1:52:32]: So do we have a total of what the project's gonna be right now? [1:52:33, 1:52:53]: It'll be obviously we'll use these for homes that we have over here for anything related to the amphitheater and any other things that we need to do for demolition. And the reason I'm asking this is because like we talked about moving things forward. Instead of keep coming back to us about we need this, we need if we do it one swoop and then just say, hey, let them get the job. [1:52:52, 1:53:12]: The estimated cost for the police precinct is approximately$45,000. This contract will also be utilized for the houses as well. But the contract approval is an estimated annual amount of$100,000. So we won't have [1:53:12, 1:53:14]: have to come back to you anymore. [1:53:15, 1:53:33]: Okay. Yeah, we we we the the contract is for the vendor. This vendor that which we'll be using for demolition services. The first item is the police station, but the total contract is four hundred thousand for the an for an an on an annual basis. So we'll use this uh vendor for other demolition projects that we have. [1:53:33, 1:53:53]: Well, I I guess the question is we don't know what the cost is for the other projects and we wanna get it out of the way so you don't have to keep having these on the agenda during our meetings. Just tell us what the cost is for all the demolition demolition. You have an estimate of price. We were told we were waiting [1:53:53, 1:53:54]: On a [1:53:54, 1:54:01]: demolition package in order to otherwise I wanna know why this hadn't been done in a year. [1:54:02, 1:54:20]: I mean I'm just saying it it was supposed to be a a complete package with all three projects done, the Lee Street properties as well as the police station. I I hear what you're saying, but we're approving only the demolition for 45,000. I don't want you to have to come back here [1:54:20, 1:54:35]: And I have to approve another hundred thousand for the three houses. I need to know what that total package is and we approve then. I think if I'm correct that the hundred thousand that we're is you're approving a hundred thousand dollars. [1:54:35, 1:54:48]: The the cost of the police station is forty five thousand. Of that hundred thousand. I think that the cost, the hundred thousand, will take care of the homes. I could tell you exactly what those but I think they would take care of those homes. [1:54:48, 1:55:08]: But it wasn't disclosed like that. Um is what we're saying. Correct. Instead of us just going ahead and saying, hey, we got a demolition package, it includes these, this portion is gonna be about 45, and these are gonna be about fifty, and that's gonna be a hundred, then we would have been done with it. I don't want it to come back, is what I'm saying. So as long as you know that we [1:55:08, 1:55:16]: We all approve of the demolition of those houses, as well as that. And I know you're saying we may use them for other sources. [1:55:17, 1:55:37]: But for a year, are we contracting them for everything we dem demol uh we have a demolition through? Will there be another competitive bid or rate for something else? Those are the only so far the projects I think we have are those four projects. However, you know, does that mean [1:55:37, 1:55:57]: they're gonna increase their price on us if we get other additional things because they think they're gonna I mean so I I'm saying I'm okay if that is a if it's a hundred thousand and it's for the demolition of all those projects. I just wanted to know that I don't want to have to sit here at another agenda a meeting and have it on the agenda again for the other home [1:55:56, 1:55:57]: Holmes. [1:55:58, 1:56:18]: Mayor. Yes, ma'am, go right ahead, please. Okay. So with this one contract, can you get an itemized just like you did here, forty-five thousand, and just br you know, send it in an email to us so that way we'll know. Is that the same thing? The cost of the homes? Yes, cost of everything that it's gonna be, so that way we'll know that it's we have a year contract. [1:56:17, 1:56:29]: And then if they do change, then you can let us know. So we need to know it up front, basically. We can itemized. If you can. [1:56:29, 1:56:48]: a quote the same way they did for the precinct. I here's what I'm saying to you. I don't think we I think we all approve it already. You want to approve you want to be sure that there's an amount that will take care of all of the things about the what the one thing I would mention and those the three homes obviously have been identified. Those have been identified. [1:56:49, 1:56:53]: Those items. Now if there are other items throughout the course of the year. [1:56:53, 1:57:13]: that may be that may arise. Now we've got money in the nuisance uh Bateman, what fifty thousand? I think it was fifty thousand for nuisance homes that we can utilize. But if it's um um the hundred thousand is what you're concerned about in terms of taking care of all of the items that we know of right now. Is that your concern? Yeah we just wanted to [1:57:13, 1:57:19]: Taken care. But we've we've made a motion. It's been seconded. We're ready to go. But I I just want you to know we don't [1:57:20, 1:57:40]: On that note, on that note, uh just wanna make it a question. At that note, mister Mr. Williams, legally what we're asking for, legally can we just do I want to make sure we're legally proper and how we wanna co go forward with this. But the limit is what he was just asking about. The limit right now is one hundred thousand. [1:57:39, 1:57:53]: increase that to utilize say 150 or 200 just to be sure in case the estimates come in high you can do that. Just amend the motion, authorize that to a higher amount. [1:57:53, 1:58:13]: But question on that, please. Oh, to you, Mr. Williams. This is why I thought that we was gonna bring the itemized prices because to come back then saying they need this and need that. I thought we was even we even talked about a bait abatement house or whatever. I thought it was gonna be a total package because [1:58:13, 1:58:19]: 'Cause I'm telling you, I c for what we're paying for the ch the the fire station, uh the uh police station. [1:58:19, 1:58:23]: I know they're not gonna knock down three houses for less than sixty thousand dollars. [1:58:24, 1:58:39]: I know that's not gonna happen. And so now you're in a pre position then where you have to come at the council and then there's an extended process put in place when we was hoping that this process would be alleviated by just coming one time for the package deal. [1:58:40, 1:58:40]: I mean [1:58:41, 1:58:43]: And um as I'm thinking through this, I think the [1:58:44, 1:58:45]: Issue was [1:58:46, 1:59:02]: for the three homes that are that would be a part of the amphitheater project, that those would be absorbed in the amphitheater cost because they're directly related to that to clearing that property into that project. Right. And so if if you're comfortable with that [1:59:03, 1:59:07]: That would be a part of the whole o the overall ampitheater cost. [1:59:07, 1:59:15]: Good. This sounds good. Well but I mean that's okay, but I'm saying but you but if this [1:59:15, 1:59:18]: We either pay ten dollars here or ten dollars there. [1:59:18, 1:59:22]: So if the c if we got a c demolition company that's coming in gonna do what they need to do. [1:59:23, 1:59:36]: We either we either get it done and don't have to pay it over here or whatever. I just I'm just saying up until right now we're now separating the entities to do the service. That's what I'm saying. And that wasn't told to us in the beginning. All right. Okay. [1:59:37, 1:59:47]: All right, right now we have a motion on the floor. It's been seconded. And this and that's uh that's in reference to the pol old police station forty five eight forty. All in favor of motion, please indicate. [1:59:48, 1:59:51]: All right. [1:59:51, 2:00:11]: All right. Uh council consideration to amend city smoking ban ordinance. Uh Mr. Williams, please. Good evening, Mayor and Council. What you have um before you is an update to our uh smoke free air ordinance, which was adopted uh back in two thousand five. Um wanna highlight some of the main things. [2:00:11, 2:00:31]: Sir? 2005. Okay. Is when it was originally adopted here in Stockbridge. Okay. Um a couple things that were added in in the definition section. We added a definition for e-cigarettes, and we included that in in the definition of smoking. So it's clear that we those are included. [2:00:31, 2:00:47]: Um we added a section prohibiting smoking within 20 feet of any entrance of any commercial or multifamily public commercial or multifamily building. Um so you know that's common thing that people uh express concern about. Um [2:00:49, 2:00:50]: In uh [2:00:52, 2:01:08]: We added uh definitions f uh for hookah and hookah bars because that was not uh covered and so um later on in the in the uh exceptions we uh it have a a specific exception for those. [2:01:10, 2:01:26]: Um the main substantive change um is in our current ordinance we allow smoking rooms in restaurants, bars, and private clubs. [2:01:26, 2:01:30]: And the requests um came from councilman. [2:01:31, 2:01:36]: uh Alexander to limit that to just bars. And so this draft [2:01:36, 2:01:43]: uh removes that exception and and what's allowed in in currently is if you have a smoking room [2:01:44, 2:01:58]: in a restaurant or a private club or uh in a bar, similar to the smoking rooms you see at the Atlanta airport, which I think they're doing away with, if it's self contained and ventilated such that it doesn't affect the rest of the [2:01:58, 2:02:01]: uh the establishment it's allowed this would [2:02:02, 2:02:03]: Ремов да. [2:02:03, 2:02:07]: uh permission for restaurants and private clubs, but keep it for bars. [2:02:08, 2:02:28]: Um next we allow smoking in hookah bars or lounges, provided that no one under eighteen is permitted. Um in the the where we we uh provide for retail tobacco stores, this is mainly like cigar establishments, cigar bars, we allow smoking in the [2:02:28, 2:02:32]: Those and those are the the major changes. Um [2:02:34, 2:02:52]: You know, most of them are kind of fairly straightforward. The only substantive change again is is the limitation of smoking rooms to bars only and not restaurants. It's my understanding there are only about two or three establishments in all of Stockbridge that have that anyway. So I'm not sure how much of a change that is. [2:02:53, 2:02:57]: Okay, thank you, Mr. Williams. Any questions from Mr. Williams, sir? [2:02:58, 2:03:18]: Isn't there state law that's already govern governing the way this operates? Yes, there is state law. This mirrors that, but the state allows you to go a little bit further. Um and a number of cities are doing that. State kind of sets sort of a minimum threshold and specifically authorizes cities, they can go further. So basically the state. [2:03:18, 2:03:24]: State law has already determined and set something in place and it said basically the marketplace take care of itself. [2:03:24, 2:03:26]: That you could put it that way, yes, sir. [2:03:27, 2:03:32]: All right. Any more questions from Mr. Williams on this? I do. Go right ahead, please. [2:03:32, 2:03:52]: I think uh to put it t boldly, I think uh we don't wanna be going into a restaurant and in in in certain areas and bar you should be able to go in there and enjoy yourself without having the room being full of smoke. That's what it really comes down to. It's not a whole lot of uh fluff to this one. [2:03:52, 2:04:12]: Just you want you want Sav to go out with your family, enjoy yourself, and you shouldn't be bombarded by smoke. And that's what this really comes down to. All right. Mayor. Yes, ma'am. Go ready, please. Um, Councilman Alexander, thank you for bringing this to our attention. I um do have some concerns. I have not done any research to see [2:04:12, 2:04:16]: what this looks like compared to other cities and other ordinances. [2:04:17, 2:04:29]: Personally, I think it's a preference. If there's gonna be a restaurant with smoke, I'm just not going, basically. If I walk in there and I see it, I d what I don't want to do is um [2:04:30, 2:04:38]: become so scrutin you know, scrutinize uh public facilities to such a degree where [2:04:40, 2:05:00]: it bec it it becomes damaging to us. I mean, I understand for public health and safety. I can't stand smoke. So I can't even go into certain bars, even if they have the the um divider there and a special room. I to me, I still can smell it. Then my choice is to not go there. I think if we do this that [2:05:00, 2:05:20]: That we are basically um hurting ourselves as far as being a business friendly in that atmosphere. So I'm a little concerned. Um if we vote tonight, then my vote would be no right now because I'm uncomfortable. If we wait so I can research the information a little bit more, so I can [2:05:20, 2:05:28]: feel comfortable that this is something or the way it it should be because I you know you you say only in bars [2:05:28, 2:05:47]: But no restaurant, no club. I don't know what the restaurant or the I mean the club or the bar is concerned and then the hookah and the vapor. I'm not I don't know. So I need a little bit more time on that. But right now my thing is if I go into some place and if it's smoking, I'm not taking myself nor my children in there. [2:05:48, 2:06:08]: Okay, any other comments this way? You got another comment, sir? Go ahead. I just simply say this. You shouldn't have to choose Yay and A. The restaurant should not, it should be smoke-free. I think that's pretty standard. I think the city of Atlanta kind of led the way uh in setting that standard, and I think Augusta and some others uh [2:06:08, 2:06:28]: Picked up on that. If there's a nice restaurant in town, it should be smoke-free. It's pretty simple. You shouldn't have to debate whether or not you could bring your child there or not. And then we control the standard in this community. Many folks in the community would definitely appreciate the fact that they. [2:06:28, 2:06:48]: They don't have to choose not to go. They would choose to go. And that's the progressive thing that you would do in the community to be able to stand behind the fact that your community sets the standards. We had secondhand smoke, and we already know the statistics behind that and what that deals with. [2:06:48, 2:07:08]: But this is a pr a really simple ask, which is you shouldn't have to make a choice to not go to the restaurant. You control whether or not your child or my child or anybody else's child can go to the restaurant and not have to worry about whether it's smoke-free or not. It's going to be smoke free because that's the [2:07:08, 2:07:28]: standard in this community. I think that's as far as the community is concerned and uh the public in general. I don't want to walk into a restaurant and just like Mr. Williams covered, even smoking at the door, people stand at the door, you got to walk through a cloud of smoke in order to get to the restaurant. [2:07:28, 2:07:48]: If you say, okay, well, uh, you know, uh you have this section, it should be smoking, that section is not, then that crowd's got to smoke outside. They go outside with their cigarette, they stand right outside the door, and everybody that walks through there gotta walk through the cloud of smoke. But you remove all of that by simply saying, my community. [2:07:48, 2:07:49]: Yeah. [2:07:49, 2:07:52]: My community that I represent. [2:07:52, 2:08:12]: I don't want smoking in restaurants. Now on bars on the other side of that, the bars still have that option if that's what they want to do. But I don't I don't frequent bars a lot. I go every now and then, but I go to restaurants all the time. So this is intended at the restaurants, whereas the bar patrons make that decision who are grown folks to say to themselves [2:08:12, 2:08:21]: look, I don't want to uh I I I can choose to go to this bar. I'm of age, but children go into a restaurant, they don't get to make that choice. [2:08:22, 2:08:27]: I think any other comments? Okay. We have a motion that's been seconded, right? [2:08:28, 2:08:37]: Okay, I I need a motion. I'm sorry, I need a motion. Is there a motion? Um a motion to approve the ordinance as it's case. Is there a second? [2:08:39, 2:08:40]: So a second? [2:08:43, 2:08:45]: Okay. Well if there's not a second, I guess the motion dies. [2:08:47, 2:08:47]: All right. [2:08:48, 2:09:01]: So otherwise if the motion dies, then I guess we just don't we just don't do anything at all with this or whether we review it or not. But right now it's there's nothing. It's just dead. All right. Wow. It's it's it it stays the same. Yes sir. All right. So be it. [2:09:02, 2:09:07]: All right, council consideration oh excuse yeah, council discussion to rename Monument Park, Nurpotemblan. [2:09:10, 2:09:22]: Mayor. Oh excuse me. All right. Well it's dead now. Count Council discussion on activating development authority and appointing members of public facilities authority. Mr. Williams. [2:09:22, 2:09:26]: So uh Mr. Mayor, um this has come [2:09:26, 2:09:35]: before the council a number of times as y'all talked about uh revitalizing development in uh the city. Um [2:09:36, 2:09:42]: We have the authority under state law to essentially reactivate our citywide development authority. That would [2:09:43, 2:09:51]: require a simple resolution of the council, naming members, and uh and then you move forward. Um [2:09:52, 2:10:10]: Similarly with the public facilities authority, that's still pending before the governor. It's honest desk he has not signed it yet. Once he signs it, then that authority is in existence and it would be incumbent upon this body to name members. What staff needs is direction. Do you want us to go ahead and [2:10:11, 2:10:31]: like you've done in the past and advertise those uh availabilities and seek uh um potential applicants or do you want the staff to bring a slate of candidates for you all to consider? We just need your guidance because we can adopt the resolution for the development authority at any time as long as [2:10:31, 2:10:42]: we have members and then again once the governor names or sign or hopefully he'll sign it, once it's signed, we we'll need to populate the public facilities authority. We just need your input. [2:10:42, 2:11:02]: Okay, let me ask you this, Mr. Williams. Um no matter which way we go, there's a certain amount of criteria for these folks to be. So we need to have an understanding of what the criteria would be to select the people, whether we select them or it goes out for out in the community or whether or not you all the staff does it. So the criteria we need to have an understanding of that I would assume. Y yes, sir. And and the the you know the main um criteria [2:11:02, 2:11:09]: and this is I'm greatly summarizing, but for the development authority they have to be taxpayers residing in the city. [2:11:09, 2:11:12]: And then one of the seven can be a member of the governing body. [2:11:13, 2:11:33]: Um for the public facilities authority, um we there's a requirement that there be subject matter experts um and then the there a requirement that they uh that we have a certain number of residents. Uh that's essentially it. And if we advertise we'd make it clear what the re the criteria are. [2:11:33, 2:11:53]: Or if if you direct staff to bring back some recommendations, again, we would apply the same criteria. So you'd have some individuals who you know you know would be willing and able to serve and we could vet them and do some things along those lines. We just need some guidance because once uh [2:11:52, 2:12:12]: you know particularly for the public facilities authority it's my understanding from the council that you will want them to hit the ground running and move very quickly. As far you know there's no training requirement in um for the public facilities uh authority but for the development authority there there is training available we could send them to that um [2:12:12, 2:12:18]: B but we ch all this is about getting your input and feedback so we can move pretty quickly. [2:12:18, 2:12:38]: Okay, development authority has to be all citizens within the city limits of Stockbridge. Development Authority is taxpayers. Taxpayers, yes. Yeah. So otherwise you can be someone that owns a business in the city stop bridge but doesn't live in the city st s uh stop bridge. Potentially, yes, sir. Potentially. And that that's you know there's actually legislation pending that makes it specific that they have to pay [2:12:38, 2:12:45]: [7965.5, 7971.8]: trying to get at the residency piece, but right now it the the code language is taxpayers. [2:12:52, 2:13:11]: And the public facilities authority is a combination of both residents and or people that do not actually live within the city limits stop relationship. Yeah, and then they they would they have now they they have to live in Henry County. Okay. But they as long as they have subject matter expertise, development experts, com you know, uh real estate experts, that kind of thing. [2:13:11, 2:13:31]: Mayor. All right. Thank you. That's helpful, I suppose. Yes, ma'am, go right ahead. My my only hope is that we would get dedicated, commu um, committed professionals that really want to move the city forward. Um, and when we're saying that, we need to let them know that it can take time, a lot of their time. [2:13:31, 2:13:51]: Time efforts. And we need to make that known up front. Because if not, we're not going to move forward like we want to. It's going to be a step back. It's going to put us on hold. So I just want dedicated, committed professionals to know that what we're trying to do, and if we're going to do [2:13:51, 2:14:05]: it um and we have a lot of people and and not only that before stop bridge um to know that where we came from and where we're trying to go um and that's the key to me um that that's that's the key. Okay, Mr. Alexander [2:14:05, 2:14:14]: I just want to go ahead and make a motion to move forward with this item because it's something that we've already discussed at the the retreat and we need to do it. [2:14:15, 2:14:35]: It's not quite an action item. Right. It's not oh it's not okay. I think you sent an email already. And you sent an email in regard there was an issue in regards to development authority and how we would set it up and what whether we [2:14:35, 2:14:55]: We agree with uh D D the D D A chair, the mayor being on the that has already been established. And so I would like your suggestion on the way we set up the polling facility in a very same and similar manner with the professional well um categories there. And then let's let's move on. [2:14:55, 2:15:03]: If it was just me and if I was in charge, I would recommend you let the staff bring to you a slate of individuals for you all to consider. [2:15:03, 2:15:05]: I agree. Let's move forward. [2:15:05, 2:15:24]: Anybody else agree? Let's get down to kind of comments. Yeah. You have any comments? Well, I I I sort of agree with your recommendation. I I just want to get it right. I I'm not in a rush. And you also indicated that's pending legislation and that may even change. [2:15:24, 2:15:33]: We may s do a selection and the legislation may even throw that out. So I I'm just willing let's do it right the first time. [2:15:34, 2:15:52]: Yeah. You got anything, sir? No, I'm good. Okay. Now anything else? Okay, so uh so otherwise we're gonna give it seems like we're gonna let you all the staff do that and then have those folks ready and then we'll see what the legislation says and then make a move from that point. Yes, sir. Okay. Thank you. All right, now council discussion to rename mining apartment, Mayor Pro Tem Blount. [2:15:54, 2:16:02]: Y'all bear with me here. I'm pretty congested. Um, as we all know, this is the ancestral home of the King family and [2:16:02, 2:16:13]: One of the things that the King family represented was uh equality and uh unity. They preached that and and in fact uh Dr. Mart Luther King died and Daddy King died. Uh [2:16:14, 2:16:28]: uh taking that stance. Um we've always been about talked about unity in our in our community. In fact we have a council member, Neat Robinson, that has an event called Unity in the Community. Um [2:16:28, 2:16:32]: But we went a step farther as a city. We we branded our city. [2:16:33, 2:16:36]: uh promoting unity because we said this is where community connects. [2:16:37, 2:16:38]: And unity [2:16:39, 2:16:43]: connects communities together. Um [2:16:44, 2:16:46]: The fight for our city [2:16:46, 2:16:50]: When we had to fight for our city, we w we wanted to make our city whole. [2:16:50, 2:16:52]: To unify our city. [2:16:52, 2:16:56]: And one of the things that we heard during that fight is that everybody matters. [2:16:56, 2:16:59]: So that means that we should be one unit. [2:17:00, 2:17:01]: Because everybody should matter. [2:17:03, 2:17:10]: In fact, one of the key phrases that was used that we're better together, meaning that we're better in unity than we are separate. [2:17:12, 2:17:32]: Unity, the definition of unity is the state of being uh whole or joined together. And when we talk about being whole and our city being whole and being kept whole, we fought for that. We fought many uh fights throughout the community over this last uh over the last uh uh year and a half ago. Uh year and a half. [2:17:32, 2:17:36]: have are trying to keep our community whole. [2:17:36, 2:17:46]: But in the midst of keeping it whole, we keep try to keep our unit uh community unified. We let them to know that there's no bad guy when we come together, we rise together. [2:17:47, 2:17:53]: Uh when you talk about monument, monument is a structure erected to commemorate an event. [2:17:53, 2:18:00]: And what event that was more monumental than us knowing that the city can be whole and the citizens matter. [2:18:00, 2:18:02]: Once again we're speaking about unity. [2:18:03, 2:18:04]: Um [2:18:04, 2:18:08]: Mayor Ford had even said that we need to reach across the aisle and [2:18:08, 2:18:10]: And heal our community and mend. [2:18:11, 2:18:13]: mean differences, meaning that [2:18:13, 2:18:19]: We're promoting unity. That's what we've done over a year and a half. And we're still doing it now. [2:18:20, 2:18:28]: Our differences need to be come together. And when we talk about the gateway into the city coming 75 north from the south end, [2:18:30, 2:18:50]: Eagles Landing Parkway is a gateway into the city of Stockbridge. And so one of the things that I've seen over the years is that we we have always promoted unity. We have always promoted unity. One of my suggestions is that we name this park Unity Monument Park. [2:18:50, 2:19:10]: Is because this is what we stand for. And I'm and I'm asking that we put our tagline on that, on that uh monument that says where community connects. And I'm hoping that and I'm and I'm asking that we put a um we put one of the um um branding, uh uh branding, what do you call the thing that we did [2:19:10, 2:19:11]: Yeah, K. [2:19:11, 2:19:12]: Yeah. [2:19:13, 2:19:22]: Well, we put it out there and talk about the history of Stockbridge. We need to we need to put a mark out there talking about the city the history of the city of Stockbridge. [2:19:22, 2:19:30]: Because right there, that that area right there can be a beacon that we are a a a unified community. [2:19:30, 2:19:38]: That could be a beacon that this community is not separate, uh separated by by who's rich, who's poor, who's black, who's white. [2:19:39, 2:19:59]: Who has the most money or who can do the most? It's not that that corner right there can represent and be a beacon of truth for who we what we've been fighting for. That we're one community, one stop bridge. And so Unity Monument Park is what I'm asking this council right now. And and I like to take a personal privilege and say, I'm [2:19:59, 2:20:04]: making it a motion right now to this council that we would name this park Unity Monument Park. [2:20:05, 2:20:05]: A second. [2:20:06, 2:20:26]: Point of order. It was a discussion item listed. No there is just is it is a discussion. Mayor. It's the same discussion item that we had just tried to vote on and and the ch uh number eleven was a discussion item also. But we just tried to vote on it, but our city attorney told us we couldn't. Then there's nothing to hinder me from making a motion for item number. [2:20:26, 2:20:28]: Number twelve. What's the difference? [2:20:29, 2:20:33]: Well I'll tell you what, uh I just need to basically get a legal opinion on whether or not we can do this or not. [2:20:35, 2:20:46]: You you certainly can take action on on any item. The you know, the difference between four on number level, we weren't asking for specific action, right? But but y'all can [2:20:47, 2:20:55]: You know, take action on whatever proposals that come up. All right. Okay. Good deal. So a motion's been made, it's been seconded for discussion. Yes. [2:20:55, 2:21:15]: I I think that um what we're what uh when we had our town hall and we went down to the Capitol for Stockbridge Day, we talked about unity. We talked about moving on uh from and acting as one community. But this is not unity. This is a s this is an attempt to uh strike back [2:21:15, 2:21:35]: At the Eagles Landing community. I sat down and I talked with Barber Culpepper, who is the president of the Eagles Landing Community Association, and she has she was unaware of this, and none of the citizens in the Eagles Landing area have been made aware of this. The concerned citizens haven't been made aware of it as an Eagles Landing resident. [2:21:35, 2:21:55]: President and a council member, I haven't been made aware of it. So there's not been any work done uh in order to substantiate the fact that it needs to be done. It's already been uh Eagles Landing Monument Park. So we're gonna go over there and it should be pointed that these citizens put up in the Eagles Landing Community Association. [2:21:55, 2:22:15]: put up$150,000 of their own money in order to establish this park with that particular monument. We had an agreement with those citizens. Is that correct, Mr. Williams? When this was done, there was an agreement with these citizens that they put in part of the money for the Eagles Landing Community Association. [2:22:15, 2:22:35]: The city put in part of the money, yet we're getting ready to make a decision without consulting them or asking them anything about what we want to do after this very uh divisive battle that we've entertained for the last couple of years. Why would we do this now without [2:22:35, 2:22:55]: Talking to any of these individuals or without having to understand they might they hey they may end up wanting to do so. But at the same time, there's been no public meetings. We didn't ask, do we have a public meeting to discuss or ask the citizens what they wanted to do? [2:22:55, 2:23:15]: We always talk about being able to give the community an opportunity to be able to have input. There's been absolutely zero community input on this particular subject. There hasn't been any at all. We're talking about putting this on the monument. We're talking [2:23:15, 2:23:35]: About uh there was some discussions behind the scene about taking some things off the monument. I don't I think that really is uh the wrong message to send at this time. The name Unity is a good idea, but the motive behind it, I have to question the motive behind it because again, we're [2:23:35, 2:23:55]: Going over uh into that community and we haven't had any public meetings. The even the the president of the Eagles Landing Country Club HOA has not been talked to. Uh nobody at the Eagles Landing uh Community Association has been talked to or agreed to do this. There's been no citizens coming. [2:23:55, 2:24:15]: Come to the podium to ask us to do this. So I have questions about whether or not this is the thing to do, especially after our town hall at the Capitol, which says, let's all work together collectively to come up with this. It sounds like the only one that worked collectively to do this. I'm not sure. [2:24:14, 2:24:34]: uh who my colleague uh consulted, but I know I wasn't consulted. I don't know anybody else up here that was consulted. Okay, thank you. Ms. Robinson, please. Thank you, Mayor. Um I do have some concerns um because as I'm looking at the Eagles Landing Community Association booklet that we received here, um so [2:24:34, 2:24:41]: on the monument it doesn't say it doesn't have it written um that it's m monument park. [2:24:42, 2:25:02]: What? Unless I'm looking at it incorrect you know, if it's just a figurative the name. Can I interrupt you for a second? Sure. I would say to you that it by the agreement that was signed by both the city and the Eagle Land So Association many years ago, it doesn't have an official name. Okay. So I would say there is no official name. We just call it it, but it has never been official. [2:25:02, 2:25:22]: Beneficial name. So here it says ELC has an agreement with the city of Stockbridge and they have it in their their pamphlet here, um for for all residents, um, to maintain the tower landscaping while the city pays for the utilities and owns the structure and property. So basically to me and I agree [2:25:22, 2:25:25]: um when you make changes, you've got to communicate. [2:25:26, 2:25:46]: Because when you don't communicate, then that's when it the confusion sets in. And I have a question. It has Eagles Landing. Um it does have stop bridge with our seal, but it also has the Eagles where it says Eagles Landing. And I know there was um mention that we possibly would put a monitor somewhere out there. So that [2:25:46, 2:25:50]: That way they'll know what events we have going on. That was prior discussion. [2:25:51, 2:26:11]: I just don't want to go in here, take things down, make changes, and we haven't had communication or discussion with these people or this organization, this community, period. Especially when this has been ongoing and taking place for numerous years. [2:26:11, 2:26:31]: If we're going to move forward, even just like our legislators, both of our senators are coming together, um, that we will be having a town hall. Maybe that could be something um that we can bring up at that time. Um, but we definitely need to make sure that we have citizen feedback because I'm not in agreement. Um, if we're gonna be taking stuff down. [2:26:30, 2:26:50]: unless we're just adding to it. Now if we're gonna add our loop logo of where communic community connects and and change out the stopridge, I'm good with that. But that is an Eagles Landing community where it clearly says here that there's six um subdivisions which are part of their um HOA. [2:26:50, 2:27:00]: that play a part in this. So there's some communication that needs to be directed to those residents, in my opinion. Yes, I like to say something. [2:27:01, 2:27:15]: I'm the only council member up here that's lives in the Eagles Landing community. I pay dues. I paid to help have it built. And and I take offense to Mr. Alexander and I take offense saying you don't know the motive. Here's the first thing. [2:27:15, 2:27:18]: You all just agree it don't have a name. [2:27:20, 2:27:31]: Ms. Alexander, you said right during the time that we was fighting for our city, and you started calling it Garden Park because one of the members over there was calling it Garden Park. Everybody calling it whatever they want to call it. [2:27:32, 2:27:34]: Why name a dog? Just call him dog. [2:27:36, 2:27:44]: All I'm doing is when I came to you, I came to you Mr. Night and I talked about and I thought it was coming to us tonight. All we talked about is branding this city. [2:27:44, 2:28:04]: And I thought that when we talked about the towers, that that would come to the council tonight. Because we talked about go ahead and painting our towers, getting the money for for that, and putting on those towers where community connects. This is only branding our city. That my motive is to bring community together and letting this community know that everybody matters. That's my motive. Mayor. [2:28:04, 2:28:18]: That's my motive and and and we just admitted that this that this park does not have a name. Not one single name. People will call it anything. These people calling it garden park. These but it's a monument there that we erected. [2:28:19, 2:28:20]: No we re [2:28:20, 2:28:33]: Only thing we're doing is giving it a name and putting the city of Stockbridge tag on there saying where community connects. If anybody's against that, there's no motive behind that rather than seeing this city move forward. That's simple as that. [2:28:34, 2:28:45]: Okay, sure. Mayor. I'm totally confused by this because I attempted to put a little library up there and I was [2:28:46, 2:28:47]: Told? [2:28:47, 2:28:49]: And this council had to vote. [2:28:50, 2:29:10]: In order to authorize me to put uh the little library up there, and I had to go over to the Eagles Landing Community Association to get their board to sign off it. They do have a board. And they did put up$150,000 of their own money to erect this. So we didn't just erect it alone, they spent$150,000. [2:29:10, 2:29:30]: their own money. But I just want to know what is the difference. When I've tried to put up the little library, I had to go over and get them to agree. And their board board had to vote to put up the library. Now we're talking about changing the name of the park, changing the tower, and there's no agreement with the community association. [2:29:29, 2:29:32]: [8973.7, 8982.7]: Okay, Mayor. Okay, go ahead. Thank you. This is why I this will be you know, because we get to I didn't hear answer from the attorney. Well, I'm sorry. Stand by. I'll get you. Please put your hand up. [2:29:43, 2:29:49]: I don't you know, I honestly don't recall there being a city requirement that you go to [2:29:50, 2:29:56]: the uh homeowners association. We we talked about somebody needed to maintain [2:29:56, 2:30:00]: the little library and check it, make sure it's whatever [2:30:00, 2:30:05]: Um, now there may have been an issue with the covenants over there about [2:30:05, 2:30:08]: setting something up, but I don't recall [2:30:08, 2:30:25]: You all saying that you wouldn't do it unless they agreed to it. You told Okay, I'm sorry. That was our discussion which you told me. Okay. You're done with that. Ms. Robinson, please. Thank you, Mayor. Again, let me be clear when I'm speaking. [2:30:27, 2:30:30]: I agree with us being unified. [2:30:32, 2:30:37]: But I do not agree with making changes without communicating. [2:30:38, 2:30:41]: If someone is putting in financial dollars [2:30:42, 2:30:45]: The city of Stockbridge needs to make them aware [2:30:47, 2:30:50]: of our expectations on moving forward so they will know. [2:30:52, 2:30:53]: Not for this council, but [2:30:54, 2:30:59]: To sit here and vote and say move it. Yes, we're hier. [2:30:59, 2:31:03]: To set policy and to make things move. [2:31:03, 2:31:05]: Like we expect them to. [2:31:05, 2:31:10]: But at the same time, we just came through a fight. [2:31:11, 2:31:14]: And when you do things you do it decently and in order. [2:31:15, 2:31:18]: And if someone is maintaining this part. [2:31:18, 2:31:21]: And we're looking to do some, all I'm saying. [2:31:22, 2:31:36]: is to communicate because I'm looking at this brochure that they've provided all of us that has that in there to break down telling the citizens who live in all six of these HOAs that they've identified. [2:31:37, 2:31:48]: And just communicate. That's all I'm saying. Even if it did not have a name. If we're gonna give it a name, if we're gonna make changes, we need to communicate. That's all I'm saying. [2:31:50, 2:32:07]: Miss Stamp, please. Thank you. Um to answer Councilman Alexander's question, the little library, the issue was is that it was a initiative done by our Main Street, and Main Street did not go all the way up to Eagles Landing Parkway or to [2:32:08, 2:32:21]: what we call Monument Park. Uh if the park doesn't have an official name, then this is simply a vote to give it a name. That's what this discussion was. He made a motion [2:32:22, 2:32:22]: To [2:32:23, 2:32:26]: Give the park a name. [2:32:26, 2:32:29]: And so I didn't know that it didn't have an official name. [2:32:29, 2:32:49]: It was Mon I thought it was named Monument Park and to add unity Monument Park, I think, is a a great idea. Um, all the other details about w what you put on it or or whatever the case may be, which of course we already know there's no real easy access to it, right? Um [2:32:49, 2:32:51]: All those other details [2:32:52, 2:32:58]: are things that we can discuss at a later time. Right now I think um that [2:32:58, 2:33:06]: There is a difference there. And and also the city paid the majority buck of the construction and maintenance of that. [2:33:07, 2:33:15]: Park, pocket that that that area. So um that's my two cents and I'm ready to vote. [2:33:15, 2:33:35]: Okay, before we do that, uh I want to say this. Uh there is no official name, never has been. Why that hasn't been done, I don't know. Matter of fact, when we did the dedication to that many several years ago, uh it was uh it was constructed prior to Miss Gantt and I coming on council six years ago, but we were actually actually uh actually attended, because we were elected fiscal time attended. [2:33:35, 2:33:42]: Actual monument ribbon cutting per se, a little ceremony. And I I forgot that it doesn't have a name. I didn't think it did. We just called it Monument Park. [2:33:43, 2:33:44]: I like to name. [2:33:44, 2:33:51]: Fine, unity, absolutely. And I still uh while I'm in this seat and while I'm on serving the council, I'm always gonna talk about unity and teammates anyway. [2:33:51, 2:33:57]: I but my bottom line is that that if they spent some time and money and effort [2:33:57, 2:34:17]: With a joint partnership with the city, that association did, we should at least let them know what we're doing and ask them so they'll know. Just like we want to put up a couple, one or maybe two uh uh reader boards. Okay, they need to know that. They need to know that why we're doing that, and they need to have understanding. It deals with communication this aspect as well. Um now I know. [2:34:17, 2:34:22]: know there's been emotions, one's been seconded. Okay, we'll see how that goes. But the point of it is is that [2:34:22, 2:34:30]: We should actually they they have buy in to this monument because or this area because they had some they they put some skin in the game themselves. [2:34:31, 2:34:38]: And y and you would want to try to uh at least involve them, at least and let let them know officially ahead of time what you plan to do, at least get some feedback. [2:34:39, 2:34:39]: I [2:34:40, 2:34:40]: Now [2:34:41, 2:34:48]: On that note, if there are no other discussions, and I think everybody s talked at least twice, except for Mr. Thomas, he wanted to add something into this. [2:34:50, 2:35:00]: Uh I was on the council when it was uh built. I remember all of the particulars about it. I do like the name Unity Park. Um [2:35:01, 2:35:10]: And that that's it. Uh it's been motioned. Okay. It's been second. All right. I got it. Let's vote. Let's vote. All right. Motion seconded. So with no other further discussion. All in favor of the motion, please indicate. [2:35:12, 2:35:15]: All opposed. All right. Motion passes. Three, two. [2:35:17, 2:35:25]: All right, on that note, uh Ms. Clerk, comments? Set the timer please. Yeah, comments. Okay. [2:35:28, 2:35:30]: No, you're first, Mr. Um Nine. [2:35:33, 2:35:34]: Do you have no comments? [2:35:34, 2:35:54]: Well the city manager typically goes first. You know what you know what happened here? You know what's at the very bottom of the place. Oh m Mr. Manis, City Man, I'm so sorry. I just wanted to mention uh the uh appreciation for the staff, the hard work that they do, obviously through the reports, there are a number of things that are going on in the city of Stockbridge, and obviously that could not [2:35:54, 2:36:14]: not happen with the great uh without the great dedicated work of the staff. So we appreciate uh everything that they they do. Obviously throughout uh all of Cities Week uh we had a number of events that were very successful and citizens were exposed to uh some of the uh many things that happened uh in the city of Stockbridge. So we [2:36:14, 2:36:19]: [9379.1, 9399.1]: uh the SPLOST five uh meeting uh scheduled for Monday, May the sixth at 6 30 p.m. at Merrill Manders Conference Center. We want to certainly get the word out to all of the citizens to come and have a voice in uh potential SPLOST projects that will be on the ballot in November. [2:36:39, 2:36:40]: Thank you. [2:36:40, 2:36:41]: All right. So the clerk. [2:36:46, 2:36:58]: Yes, Mayor. Go right ahead, please. In today's hectic world, it is becoming harder and harder to calm the mind. You said it for yourself as well. There you go. [2:36:59, 2:37:00]: There we go. [2:37:01, 2:37:15]: I'll start over. In today's hectic world, it is becoming harder and harder to calm the mind. We are overstimulated and overworked, and we find less time to do the things we enjoy because of the things we have to do. [2:37:15, 2:37:31]: Without moments of quiet and clarity, it's easy to go a full day without hearing your inner voice. But this is one of the most important things you can do for your mental health. Finding a space for mindfulness helps us both in challenging times. [2:37:32, 2:37:34]: and moments of celebration. [2:37:34, 2:37:36]: It allows our mind [2:37:36, 2:37:38]: To come back to who we really are. [2:37:38, 2:37:39]: Where we are [2:37:39, 2:37:40]: And how we are doing. [2:37:41, 2:37:44]: Inspirational words of encouragement have a powerful effect. [2:37:44, 2:37:45]: On the mind. [2:37:46, 2:37:49]: Encouraging phrases themselves spark a positive. [2:37:49, 2:37:57]: Neurological response. And my phrase for today is: in the middle of every difficulty lies opportunity. [2:37:58, 2:38:00]: Thank you. Thank you. [2:38:02, 2:38:03]: Yes, it was. [2:38:03, 2:38:05]: You reset please? [2:38:07, 2:38:27]: Councilman Thomas, please sir. Thank you, Mr. Mayor. Uh just want to take this opportunity to thank all of the staff. As Mr. Knight indicated, you know, uh during Cities Week, we was able to highlight um our great city. Uh we involved a lot of our citizens uh in those endeavors. All of that was was great, all of that was good. [2:38:27, 2:38:47]: Good. Uh I'm one that like to do the heavy lifting. I think we just need to get back to moving this city forward. Um I was a little concerned about some things tonight. Uh some some little glitches. For example, the the demolition I you know [2:38:47, 2:39:07]: Things like that, you know, should just be clear that need to be behind us, just move forward. But I I think we're on the right track. I I I think we have a great staff. We're building a great staff. I am in favor of a project manager because more and more every day I see there's a need for an independent person that's [2:39:07, 2:39:27]: That comes to work to move these projects forward. Uh, I'm all about the heavy lifting. Some of these things that we do is great. We involve our citizens, but I I can do without some of these things. Let's move this city forward. Let's create policies and and procedures and legislation to move this city forward. So [2:39:27, 2:39:34]: With that being said, I cannot go without talking about Memorial Day in which um [2:39:35, 2:39:55]: You know, we we come together to pay tribute to those servicemen and women that paid the ultimate price for this country. Um Memorial Day March is a is approaching us. I just want to encourage all citizens to take a registration, fill it out, and come out and participate with the city. [2:39:55, 2:40:03]: Of Stark Ridge as we pay tribute to the men and women that uh paid the ultimate price for our country. Thank you. [2:40:07, 2:40:09]: Remember to write it. [2:40:09, 2:40:29]: Um, I just like to say um first of all thanking those that came and those that are still here and those that are viewing. Um and if my wife is looking right now, uh I'd like to say happy anniversary to it. I'm spending my anniversary right here on this uh dais. But I I want to say that uh come uh this Thursday we have a uh National Day of Prayer event. [2:40:29, 2:40:31]: [9632.4, 9633.8]: But I want to talk about [2:40:34, 2:40:54]: Real quick and briefly, is that since I've been on this council, every decision I've made and every move I've made on this council has been in my mind to benefit the citizens of Stockbridge is to help move the city forward. And that's what all I've been ever done. Look at my record, go through anything and see how I voted on things and and the things I've implemented. [2:40:54, 2:41:14]: Minute, look at my initiatives, look at my call logs on who I talk to pertaining to the business of Stockbridge. That's all I've ever done. My only motive in here in the city of Stockbridge, and my only motive for being on this council is to help move this city forward. It's to help unify this community. Is to let everybody in this community know that they do. [2:41:14, 2:41:16]: matter. That's my motive. [2:41:16, 2:41:18]: That's always been my motive. [2:41:18, 2:41:20]: It's the it's to serve. [2:41:20, 2:41:23]: It's hard for me to learn how to be a politician. [2:41:23, 2:41:27]: But it's easy for me to know how to be a servant because that's what I truly am. [2:41:28, 2:41:48]: And so when we come here and we can hear this and that, you look John Blount up and see what John Blount is doing in the community. You look John Blount and see what John Blount is doing in his church. You look John Blount up and see what he's doing with his neighbors, with his friends, then you know the true John Blount. My only motive is to see somebody else happy, to make somebody else smile. [2:41:48, 2:41:51]: So did I take offense? Of course I do. [2:41:51, 2:41:56]: Because those that that's that would say things like I've heard tonight, they don't know John Blount. [2:41:57, 2:42:00]: They only know their person they only p their own personal opinions. [2:42:01, 2:42:11]: So look at my track record here on this dais. How I voted during this city. I created so much for this city and I'm proud to say it and I stand boldly by saying it. [2:42:12, 2:42:18]: That we have staff that have a have a tr that have contributed to me in moving a lot of things forward in the city. [2:42:19, 2:42:23]: And when we talk about smoking, of course I'm concerned about kids smoking. [2:42:23, 2:42:36]: Out of 536 cities in the state of Georgia, the city of Stockbridge is the only city that banned smoking in cars with with minors in it. Because we we did it. We made it happen. I brought it forward and we made it happen. [2:42:36, 2:42:38]: I only got one vote. [2:42:38, 2:42:41]: Sitting up here. So all type of ideas that come up. [2:42:42, 2:42:44]: We still only have one vote. [2:42:45, 2:42:53]: And when we sit here and talk about something as simple as naming a park, Unity Monument Park, and put negative overtones on that. [2:42:54, 2:42:59]: It's ridiculous to me. So thank you all for coming. I'm gonna enjoy the rest of my night when I leave here. [2:43:03, 2:43:04]: Ms. Gamp, please. [2:43:05, 2:43:16]: I just want um to thank staff for this past week. Um um Miss Jackson, you did a phenomenal job having to juggle [2:43:17, 2:43:23]: six people um this past week and the team effort that each and every [2:43:23, 2:43:30]: person in here on our staff made, um, Miss Moore, Miss Holliday, Mr. Knighton, [2:43:30, 2:43:50]: Although they have other titles, everybody pulls g pulls together to make sure that Stockbridge shines. And it shows. I I think that we are the model city for Cities Week. I I'm claiming it myself. I think that we've done a lot for our community this week. When I look at other [2:43:50, 2:44:10]: CDs and I read some of the articles and I can compare notes on what was done and what activities. We really go out of our way to do things that we hear that the community want and that we believe is needed here. Um so I just want to say thank you to that. Um my welcoming Stockbridge committee is [2:44:10, 2:44:30]: Is going phenomenal. The input that we're getting from what a flyer looks like or or how it feels from one race or culture to another is amazing and just basically an eye-opener. I will be sending a report out to you all. [2:44:30, 2:44:34]: on some of the things and tips that we're getting to include [2:44:34, 2:44:40]: updating ourselves on our our website, making it smoother, our technology, um [2:44:41, 2:45:00]: you know, the millennials, we're missing a whole group of people and we don't even realize it. And that comes from us still having to talk about our own C V B if that's where we're headed or marketing and how we're gonna market that, um, and where we're headed with that and our updates. And that is all because we're missing [2:45:00, 2:45:15]: a a large group of people and and we don't even know and in that group is the millennial age group um that we really have barely touched the surface on because they don't read Facebook and they ask me what the Henry Harold was. [2:45:16, 2:45:33]: Literally. And so I've been able to get a age gap group there that are are that are missing out on they don't know what our local newspaper is. They don't know they don't watch, they don't look at Facebook, they're on Snapchat or Instagram. So [2:45:34, 2:45:40]: There's some eye openers there and I just welcome you guys. I I plan on sending you information, but thank you guys for everything you've done. [2:45:45, 2:45:46]: Mr. Alexander, please. [2:45:46, 2:46:06]: Yes, sir. Thank you so much. Uh the one thing you can say about me uh is results. I measure results. I don't measure fluff. I don't measure things that we just do. You know, we changed the name of Martin Luther King Sr. Jr. trail two years ago. [2:46:06, 2:46:26]: We put up a sign. That's all we did. We haven't done made any improvements to the road. We haven't done anything tangible. Tonight we changed the name of a park. That's what we do. I measure the results. In five years, we have not moved one capital project forward. Not one. I'm not [2:46:26, 2:46:46]: Talking about Tasty Tuesda food truck or another event of us having a good time. I'm talking about something that impacts the lives of our children. Why don't we have a youth center in Stockbridge? We don't, because we don't measure results. We measure how we feel today and what that we do. We need results, meaning [2:46:46, 2:47:03]: meaning moving things forward, but we pontificate on things forever. We don't make decisions. Today I went down to the city of East Point and in the last five five years they moved forward with a downtown campus, City Hall. It was amazing today. [2:47:05, 2:47:25]: It was amazing to see that those individuals on that council and two different mayors, Miss Peters and Miss Ingram Holliday, worked together and moved those project that project forward, transforming their downtown in five years. We've been working on downtown for nearly 20 years. [2:47:25, 2:47:45]: years, what do we have to show for it? Almost nothing. But in order to do that, you need individuals up here in the leadership role that are going to make decisions that are going to move the city forward in a tangible way. We have money in the bank, we have money in the fund balance. We are nowhere near broke. [2:47:45, 2:47:50]: got plenty of it. Yet we don't spend any of it and we pontificate, well we'll wait to the retreat. [2:47:51, 2:47:56]: I've been waiting on retreats every single year for the past five years and nothing has been done. [2:47:58, 2:48:02]: You know how many tickets we giving out on smoking in cars? Zero, not one. [2:48:03, 2:48:07]: I'm talking about results. I'm not talking about what we do. [2:48:07, 2:48:24]: It's not enforceable because we don't have a policy where the police will enforce it because we don't work together in order to move it forward, either to starting our own police department or having this police department enforce it on the Henry County level. Not one. [2:48:24, 2:48:44]: Now to I want to thank everybody for Trail Alive. It was amazing. It was great. And I want to invite everybody out for Keep Stockbridge Beautiful this Saturday at I-75 and Highway 138 cleaning up that area because we know it deserves it. But that's another thing that we have not. [2:48:44, 2:48:46]: [10134.5, 10154.5]: Ms. Robinson, go ahead, please. Thank you, Mayor. Um just wanna thank everyone. We had our Cities Week, Georgia Cities Week, and my event at Eagles Land in Middle School was amazing. Um the young people were very engaged. They had a great time, the um staff there, they just it was just a a wonderful event. It [2:49:14, 2:49:34]: Brought um again like the unity in the community in reference to our public safety, which is our first responders, and our middle school students to show that they actually can interact with our police and fire department and knowing that they're human just like them. So we're just trying to make sure that we're keeping um idle. [2:49:34, 2:49:54]: Things such as that in our community, especially with our young people. And I'm not gonna take up a lot of time, but I will say this. When I make my statements, I'm not trying to knock anyone down, but it has to make sense to me. And I'm all about unifying our community. It was stated that this part was never had a name. [2:49:54, 2:50:14]: And stating Unity Mem Monument Park is excellent. But when you went a step further to state that we want to put our branding and all of that, that tells me if you put something up, you got to take something off. So with that being said, just communicate. If we communicate it and everybody has buy-in. [2:50:14, 2:50:27]: Then we won't have problems. So again, I'm not here to tear anybody's suggestions down, but if you have to put some up, you got to take it down. And we need to communicate. Thank you, Mayor. [2:50:28, 2:50:28]: You're welcome. [2:50:31, 2:50:40]: All right, um couple things here. Uh last week uh actually coun councilman uh Thomas and I actually attended a ribbon cutting. [2:50:40, 2:50:44]: For Kappa Epislan Fa Psy a military sorry. [2:50:44, 2:51:02]: And uh what so just so happens that this particular military swordy for the last couple of years have been very active with several of our our uh military uh function city functions in this capacity and got invited there and actually read a proclamation. We were the only ones to give a proclamation to them and it's their national headquarters, their national headquarters in Decatur. [2:51:03, 2:51:05]: And so uh it was a great event. [2:51:05, 2:51:21]: And they're located in a mega sci-fi's uh fraternities uh building until they get uh their own uh space. But I wanna wanna thank uh uh Councilman Thomas for joining me on that. It was a great activity and the ladies really enjoyed uh the fact of getting a proclamation for the city's top bridge. [2:51:22, 2:51:24]: Today, earlier today [2:51:24, 2:51:38]: I attended the American Legion and for ribbon cutting. The American Legion's been in existence for 100 years. And uh it just so happens that the American Legion uh here in the state of Georgia, they have 200 chapters. [2:51:39, 2:51:41]: out out of within the course a hundred and fifty nine counties. [2:51:42, 2:51:49]: And they actually have their Georgia state headquarters where I was early day in Stockbridge. [2:51:49, 2:51:50]: The American legions [2:51:51, 2:52:10]: actual state headquarters in the state is in Stockbridge. That's a great thing. That's a great thing. And we'll work with them in reference to things they can do with us for our our overall in the city, but also for our specifically the Memorial Day, Veterans Day, and our nine one one ceremonies that we have here in the city as well. Wanna mention that to you all. [2:52:11, 2:52:15]: Saturday, this past Saturday was a march for uh babies. [2:52:15, 2:52:18]: Five K walk, which was at c um our actual Clark Park. [2:52:19, 2:52:22]: All right. Roughly five hundred participants in that. [2:52:23, 2:52:30]: It's a great thing. Matter of fact, the organizer of that indicated that they had such a great time. They're looking to come back to Clark Park. [2:52:30, 2:52:32]: For years to come, which is another great thing. [2:52:33, 2:52:45]: All right, they'll start working on that. I want to have a special shout out to uh Rose Sigma Lambda of Alpha Phi Alpha Fraternity Incorporated,'cause they raised fourteen thousand five hundred dollars for March for Babies. They were number one in this particular area. [2:52:46, 2:52:50]: And they led off this this walk on Saturday. It happens to be my fraternity brothers, by the way. [2:52:51, 2:53:10]: A chapter. All right. On that note, um, I'll mention uh get to the analysis later. God bless y'all and listen, keep the faith. Georgia's week, the Georgia Cities week was great for us at Stockbridge. We had a great lot of great activities. And I'm gonna tell you, we do a lot of things in Stockbridge all the way around. We do we we have we're very busy, very active. [2:53:10, 2:53:13]: And we'll continue to get better at this process and [2:53:13, 2:53:15]: And continue to be very active as well. [2:53:15, 2:53:17]: I'm gonna cut it off at that point. [2:53:17, 2:53:21]: And uh I'm gonna start reading about some um upcoming meetings. [2:53:22, 2:53:23]: And by the way, God bless you all. [2:53:24, 2:53:44]: U Council meeting is Wednesday, May 8th, 2019 at 5:30 p.m. in Levi Room. Main Street Advisory Board meeting Friday, May 10th, 9 a.m. in Levi Room. [2:54:48, 2:54:50]: All right, uh let's see here. [2:54:51, 2:54:55]: There's gonna be a quarterly town hall meeting Thursday, May twenty third. Folks we'll be back. [2:56:27, 2:56:28]: Miss Jackson. [2:56:49, 2:57:08]: Yeah, you guys got the hands. No. No, no, no. This is what you said to us. Okay. Thank you, How are you? Okay. Appreciate it. You been doing all right? Listen. [2:58:41, 2:58:44]: Tonight. [2:59:03, 2:59:04]: All right, okay. [2:59:35, 2:59:55]: I just think Saturday May the 18th. This is the Catherine Hammer? Yeah, yeah, yeah. Everything's free, man. So you're saying that you want to perform? But we only have one hour. [2:59:55, 3:00:10]: To do everything we have to do and then we come back after this. So I'm gonna give you a pay. [3:00:22, 3:00:24]: Okay. Well, [3:00:25, 3:00:45]: I don't think we have it. No, I don't think we have any let me check with Mike real quick, but I let me check with Mike real quick, but I don't think we do. [3:00:44, 3:00:50]: [10885.4, 10891.8]: Oh you don't want a raise and either I don't like that. I mean take the kind of [3:01:46, 3:01:48]: [10910.0, 10912.1]: That's okay. [3:01:56, 3:01:59]: I think so. [3:02:03, 3:02:07]: Or there's no. [3:02:22, 3:02:23]: Yeah. [3:02:51, 3:02:55]: [10978.3, 10988.4]: [3:03:12, 3:03:13]: Yeah. [3:03:31, 3:03:34]: Model where it started. [3:03:43, 3:03:44]: Okay, that's pretty good. [3:04:00, 3:04:01]: Okay. [3:04:16, 3:04:17]: Uh [4:02:28, 4:02:31]: Okay. Okay, we're back in here.
