--- title: Urban Redevelopment Agency Agenda date: 2020-08-04 source: 2020-08-04_Urban_Redevelopment_Agency_Agenda.wav --- [0:00:00, 0:00:02]: Tuesday, August fourth, twenty twenty. [0:00:03, 0:00:05]: And so I'd like to call it order. [0:00:05, 0:00:07]: And invocation. Mr. Williams, please. [0:00:08, 0:00:28]: You bow your heads, everyone. Dear Lord, we just thank you for this day. We thank you for bringing us this far and giving us the privilege of doing the business of the people of the city of Stockbridge. Thank you for all the blessings you provided on this city. And we ask to be your hands and your feet in laying the foundation for more blessings to come. [0:00:28, 0:00:28]: Um [0:00:29, 0:00:33]: And we thank you for keeping us healthy and safe during these times and [0:00:34, 0:00:36]: We pray for the families and the victims of [0:00:36, 0:00:41]: Of COVID nineteen, the families and the victims of violence across this country and [0:00:41, 0:00:46]: Today we pray for the family and victims of the terrible tragedy in Lebanon. [0:00:46, 0:00:52]: We know that uh you are in charge, and and we know that you can bring wisdom and peace. [0:00:52, 0:01:03]: um to all of us. And uh we just ask that uh you be with us today as we do the business of the people of Stockbridge. All these things in Jesus' name we pray. Amen. [0:01:03, 0:01:04]: Amen. [0:01:05, 0:01:08]: All right, uh let's stand for the pleasure leaders, please. [0:01:11, 0:01:20]: I pledge allegiance to the flag United. [0:01:21, 0:01:28]: One nation under God, both liberty and justice for all. [0:01:31, 0:01:33]: Madam Clerk, Rocall, please. [0:01:35, 0:01:36]: Maybe four. [0:01:37, 0:01:37]: Resident. [0:01:38, 0:01:40]: Councilman Alexander. [0:01:40, 0:01:41]: Uh huh. [0:01:41, 0:01:43]: Councilwoman Bar. [0:01:44, 0:01:44]: Present. [0:01:48, 0:01:49]: Councilman Blount. [0:01:50, 0:01:51]: President [0:01:52, 0:01:54]: Council Woman Gantt. [0:01:55, 0:01:56]: Present. [0:01:57, 0:02:00]: And Mayor Pro Tem Thomas. [0:02:03, 0:02:06]: He he's on I see him, did he know it's I see you but you're muted. [0:02:17, 0:02:21]: Councilman, we can't hear you. I see him online, but he's muted. [0:02:24, 0:02:25]: I don't know. [0:02:27, 0:02:31]: Thomas, there you go. Present. Okay, good deal. There we go. All right. [0:02:32, 0:02:33]: Okay, on that note. [0:02:33, 0:02:35]: Mayor Pro Tem Thomas. Okay. President. [0:02:37, 0:02:38]: Mayor Ford, do you have a quorum? [0:02:38, 0:02:58]: Thank you very much. Appreciate it. On that note, under the sta state law, the authority for the uh that governs uh urban redevelopment uh agencies, I'm going to acknowledge the fact that I'm going to be the chair. I'd like to appoint Mayor Pro Tem Thomas as the as the vice chair, and uh on that aspect. Okay, and that runs along the same lines of what [0:02:58, 0:03:00]: our city government is at this point. [0:03:00, 0:03:03]: Now on that note, I'd like to have a motion to adopt the agenda. [0:03:05, 0:03:06]: Tamo. [0:03:06, 0:03:07]: The second [0:03:08, 0:03:14]: A second. Okay. Councilman Barber seconds. Okay, number one, real estate matters related to an amphitheater. [0:03:15, 0:03:16]: Mr Williams, please. [0:03:16, 0:03:23]: Um thank you, sir. Um as you will recall at the last council meeting uh the [0:03:23, 0:03:28]: Council adopted a resolution that designated the city council as the [0:03:29, 0:03:34]: board for the urban redevelopment agency. And part of the rationale for doing that is there are [0:03:35, 0:03:40]: pending real estate matters um that are necess necessary to be dealt with. [0:03:40, 0:03:44]: um in connection with the amphitheater. And one of the things that was [0:03:45, 0:03:52]: Acknowledged was the need to have a an easement uh made out in favor of Georgia Power so they can install. [0:03:53, 0:03:54]: A power line for [0:03:55, 0:03:56]: The amphitheatre [0:03:56, 0:04:00]: Um and so what will need to happen tonight is [0:04:00, 0:04:19]: uh a motion to ratify the execution of that easement uh by the chair who is uh who is the mayor. I'd like to share the screen uh with you all so you all can see exactly uh what that easement uh the footprint of the easement is. [0:04:19, 0:04:23]: And so let's see if this works. Can everybody see that? [0:04:24, 0:04:42]: And now we can. I should be able to see it. Okay. And can you see my cursors making a circle near the bottom? Yes. Middle bottom. Okay. Um, just north of uh my cursor is the City Hall. And there's an existing power line that that is installed right there that feeds City Hall. [0:04:43, 0:04:49]: And so that power line is proposed to be extended across the parking lot to a box here. [0:04:50, 0:04:59]: And it will extend around the amphitheater to a box roughly here. And you can kind of faintly see the footprint of the actual amphitheater right here. [0:04:59, 0:05:19]: And it will wrap all the way around and then come back to a uh junction right here. So that's what the easement does. Um the mayor um uh in his capacity as chair of the URA has already executed the easement and we provided it. And so power or work should be underway shortly. Um, but this is uh you know. [0:05:19, 0:05:24]: It's already done and we just need a a motion to ratify the action taken by the mayor. [0:05:25, 0:05:27]: Question. Mayor. Mr. Mayor. [0:05:28, 0:05:28]: Yeah. [0:05:29, 0:05:32]: Go ahead. Go ahead. Gantt, go ahead. [0:05:33, 0:05:38]: Thank you. I'd like to make a motion to ratify the um urban redevelopment. [0:05:38, 0:05:40]: As as stated by [0:05:40, 0:05:41]: Our city attorney. [0:05:42, 0:05:43]: Questions. [0:05:43, 0:05:43]: Like a [0:05:44, 0:05:47]: Yeah I'd miss the second. [0:05:48, 0:05:50]: I think. [0:05:51, 0:05:56]: I'm sorry, I've I'm hearing two or three people at one time. Who made the second? Mr. Blount made the second. [0:05:57, 0:06:00]: Glenn. Okay, thank you. All right. Questions? [0:06:00, 0:06:08]: Point of order. What what's going on? Go ahead. Did you open the floor for a motion? And then second of all, we have questions for discussion. [0:06:08, 0:06:15]: Yeah, I did open a more yeah yes I did. Okay. All right. I will I have questions. Um in terms of this I have questions. [0:06:16, 0:06:17]: In terms of this um [0:06:17, 0:06:22]: uh easement in this power line. Is this underground utilities? Are they going underground with this? [0:06:23, 0:06:23]: Yes, sir. [0:06:24, 0:06:31]: Okay, so from the current spot right now there will be uh the where the dotted line is indicated, everything will be underground. [0:06:32, 0:06:34]: That that's my understanding, yes, sir. [0:06:34, 0:06:36]: Okay, thank you. [0:06:36, 0:06:38]: Mr. Mayor. Yes sir, go right in, please. [0:06:39, 0:06:48]: I I wanna back up a little bit. I was waiting to the appropriate time to ask a couple of questions. Go right in. Um I I think when you open the meeting up and [0:06:49, 0:07:04]: you appointed yourself and you appointed me as the vice. Um I I I I mean, I I don't have an issue with that. I thought we would have some discussion uh before we got into the agenda because I had a couple of questions I wanted to uh ask Mr. Williams. [0:07:05, 0:07:08]: We'll go ahead and ask him. Okay. So uh Mr. Williams [0:07:09, 0:07:13]: Um going back to I believe it was two tausend five. [0:07:14, 0:07:18]: When the um the inaugural uh URA [0:07:19, 0:07:20]: Um [0:07:21, 0:07:28]: How how was that board appointed? And and my research showed that [0:07:28, 0:07:31]: Uh, that those board members were [0:07:31, 0:07:33]: non elected officials. [0:07:34, 0:07:35]: Um [0:07:35, 0:07:38]: I'm my question is what code [0:07:38, 0:07:46]: uh sort of state that I'm I'm just trying to get some clarification uh on that. I'm I'm trying to uh educate myself as well. [0:07:46, 0:07:51]: Uh because I am a little familiar with the uh original URA board. [0:07:51, 0:08:11]: And it just seems that the way things were appointed, the way members were appointed and the officers were appointed, uh, it seems to be a little different now. Uh can you share that in a light on on the previous, on the inaugural uh URA as far as the um elected, well the offices, if you will. [0:08:11, 0:08:28]: So can you share that history with with all of us? The the only thing I can confirm is that at that point the mayor and council of the city did appoint uh members of the of the community a separate set of people to serve as the URA board. [0:08:28, 0:08:35]: Um how they uh whether the mayor appointed officers at that point, um, I would have to research that. [0:08:36, 0:08:41]: Um so I don't know the answer to that. Um, all I know is what the code provides that. [0:08:41, 0:08:43]: Um if the mayor [0:08:43, 0:08:50]: Uh well, let me just say the mayor should have appointed um officers uh when the board was established originally. [0:08:50, 0:08:55]: Um but whether that was done, I I can't speak to that. We can confirm that. Um but [0:08:56, 0:08:59]: The the original UR URA did meet [0:08:59, 0:09:08]: somewhat regularly during the first several years. And then there was a long gap of time in which it did not meet. [0:09:08, 0:09:26]: And then in two thousand fifteen and um in more recent memory, you all designated the DDA to carry out those functions. So so that's the history is is as much as I can give. But whether the original uh board uh had officers appointed by the mayor, I don't know the answer. [0:09:27, 0:09:32]: Well, I'm just sort of you know, in my research I did not find that and I just wanna make sure [0:09:32, 0:09:35]: uh that we're sort of you know doing this correctly. [0:09:36, 0:09:38]: I would hate for us to have to come back. [0:09:38, 0:09:43]: Um and do some things and we haven't even talked about the swearing in of [0:09:44, 0:09:47]: The council members even as the URA [0:09:47, 0:09:50]: So I you know, just some questions. [0:09:50, 0:09:51]: А сфорс. [0:09:52, 0:09:54]: that I'm sorta having a little issue with. [0:09:54, 0:09:57]: But um I I just wanted to state that for the record. [0:09:58, 0:10:03]: That that's fair enough. And and under the Urban Redevelopment Uh Powers Act. [0:10:03, 0:10:08]: The um the powers are vested in the city. [0:10:08, 0:10:16]: Um and so the the the and then the city is allowed to designate an entity, whether it's a URA or [0:10:16, 0:10:17]: A um [0:10:18, 0:10:26]: A DDA to serve in that capacity as an agency of the city, you you can do that. But when you designate yourself [0:10:26, 0:10:42]: the yourself meaning the mayor and counsel, you've already taken an oath as a mayor and counsel to carry out those duties. So I don't know that I don't believe that a an additional swearing in is necessary in this circumstance. Um, but as it relates to the powers of the [0:10:42, 0:10:51]: uh the mayor to name the officers, that's straight out of the code. I sent uh via email, I sent that out earlier today uh in response to [0:10:51, 0:10:55]: uh in an email by Councilman Alexander. [0:10:56, 0:10:57]: Thank you. [0:10:58, 0:11:01]: Any other questions? Well thank you very much. Any other questions? [0:11:03, 0:11:04]: Okay, los. [0:11:04, 0:11:05]: I think [0:11:05, 0:11:06]: Go right ahead, please. [0:11:07, 0:11:15]: I'm trying to figure out how to form the question. So this URA board, and this is for Mr. Williams. [0:11:16, 0:11:20]: Considering the fact that all of us as council members are now [0:11:21, 0:11:23]: members of this URA. [0:11:24, 0:11:27]: When items are presented to the council [0:11:27, 0:11:29]: I know that they will be [0:11:29, 0:11:30]: Presented [0:11:31, 0:11:33]: Will there be a distinction? [0:11:35, 0:11:36]: Yeah, yeah. [0:11:37, 0:11:39]: Yes, yes, ma'am. And so the [0:11:39, 0:11:47]: Um and that's why, for instance, why this meeting is distinctly separate from a council meeting. This is a meeting of the URA. [0:11:47, 0:11:54]: And so wh whenever and and quite honestly, I I would hope that there won't be [0:11:54, 0:12:14]: too many more meetings of the URA uh um after this vote I'd like to speak to the the next issue um and but after that you know ideally um the URA is is just there to facilitate the financing of City Hall. Um now there down the road there may be other uh areas [0:12:14, 0:12:34]: That you may want the URA to operate in, but that's not envisioned right now in the near future because you already have a number of projects on the agenda, like the Cultural Arts Facility and then of course the amphitheater. But once those are finished, you may want to use the URA to do other things in [0:12:34, 0:12:39]: in in redeveloping areas of the city, but we're not recommending that at this time. [0:12:39, 0:12:40]: Okay. [0:12:40, 0:12:43]: One one more question. Um so [0:12:44, 0:12:50]: Because the city's previous URA board consisted of non elected officials. [0:12:52, 0:12:53]: What specific codes? [0:12:53, 0:12:55]: States are a [0:12:55, 0:12:58]: And the governing body can be one. [0:12:58, 0:13:00]: And the same members. [0:13:00, 0:13:06]: It it's provided in the in the statute that I sent earlier. I sent an excerpt of it. Um [0:13:06, 0:13:11]: And so I I can resend the entire code but but [0:13:11, 0:13:15]: Basically it it it allows the city council [0:13:16, 0:13:18]: The governing body to designate [0:13:18, 0:13:22]: members to serve as the URA and it does not make a [0:13:22, 0:13:27]: Uh, it doesn't set forth any requirements for what that membership looks like. [0:13:27, 0:13:40]: with the one exception of if you choose to have the downtown development authority carry out those powers, then it has to be those members of the DDA. You have to appoint them in the same way you appoint DDA members. [0:13:41, 0:13:43]: But if you choose any other version [0:13:43, 0:13:49]: like using the mayor and council, for instance, or like using a new set of individuals. [0:13:49, 0:13:53]: You have fairly wide discretion to determine how that that is set up. [0:13:54, 0:14:02]: Okay. And and and a number of other cities. I in fact when I first sent out to the you all in your capacity as mayor and council, I sent out some examples. [0:14:02, 0:14:07]: of other cities that just went ahead and designated the mayor and council as the governing body of the URA. [0:14:08, 0:14:11]: Okay, you sent that statue out today. [0:14:12, 0:14:27]: Yeah, send a an excerpt, but I can send the the whole statute out um for s you all to see the entire uh statute um and specifically the provision that says the mayor and council shall determine the composition and terms of office of the URA. [0:14:28, 0:14:28]: Okay. [0:14:29, 0:14:31]: I just hadn't read those today. Thank you. [0:14:32, 0:14:33]: All right. Any other questions? [0:14:34, 0:14:38]: Okay, the motion's been made, it's been seconded. All in favor of the motion, please indicate. [0:14:40, 0:14:46]: Okay. Aye. Aye. All right. I think that's unanimous in that aspect. Okay. [0:14:47, 0:15:07]: That motion passes. Mr. Williams, what else do we have, sir? So this is more of a you know briefing on the nature of a heads up for down the road. Um what we will need the URA to do. So we're not asking for any action on this tonight, other than perhaps you all making a request that. [0:15:07, 0:15:16]: the city staff to undertake a uh to get an actual boundary survey done and I'll I'll explain that in more detail. [0:15:16, 0:15:17]: So the uh [0:15:18, 0:15:24]: Can you all see this map? This is a uh this is from the Henry County Tax Assessors Office. [0:15:25, 0:15:30]: This is the first map that you add up is uh It's the same map. Same map. Oh same map? [0:15:30, 0:15:31]: That's the case name. [0:15:32, 0:15:33]: Okay, hold on, let me [0:15:34, 0:15:40]: Let me make sure I'm getting this right. Uh okay. New share. [0:15:42, 0:15:42]: Yeah. [0:15:44, 0:15:47]: Here we go. Now can you see this? Right. [0:15:48, 0:15:53]: Okay, yes. So of course you all recognize um this is City Hall in the middle. [0:15:54, 0:15:57]: And you know, of course this uh where the fountain property is across the street. [0:15:58, 0:15:59]: So [0:15:59, 0:16:00]: Um what I [0:16:01, 0:16:03]: What you si highlighted. [0:16:03, 0:16:05]: Uh in alternating red and [0:16:05, 0:16:07]: Teal colours. [0:16:07, 0:16:09]: That is [0:16:09, 0:16:11]: What I call the city hall foot. [0:16:11, 0:16:12]: Friend. [0:16:12, 0:16:19]: Um, but it is titled in the name of the URA, and it was that was done as part of the financing for City Hall. [0:16:19, 0:16:22]: So as you know, you are paying annual [0:16:23, 0:16:30]: debt service on City Hall, but it's structured actually as a lease payment that goes through the URA and then the URA pays the bondhold. [0:16:32, 0:16:44]: And so w originally back in two thousand or prior to two thousand five actually, the city um acquired uh this property and and the city also acquired [0:16:44, 0:17:00]: this property here, which is the baseball field behind the church. And of course in more recent years the city has acquired the these three homes on Lee Street, and of course the seven acres back here. [0:17:00, 0:17:02]: Now the three homes on Lee Street. [0:17:02, 0:17:04]: The baseball field. [0:17:04, 0:17:11]: And this large area, the seven acres back here are are all titled in the name of the city of Stockbridge. [0:17:12, 0:17:20]: But this piece as well as this corner piece up here are titled and the name of the urban redevelopment agency. [0:17:20, 0:17:21]: And so [0:17:22, 0:17:28]: Um my recommendation will be that at the appropriate time that the URA [0:17:29, 0:17:29]: They [0:17:30, 0:17:33]: D uh a portion of of this parcel. [0:17:34, 0:17:37]: And it's really the portion wrapping around [0:17:37, 0:17:38]: The the viola. [0:17:40, 0:17:45]: Well, we we we can't convey the city hall piece until the bombs are paid off. [0:17:46, 0:17:54]: Um, but we can convey the pieces that are not necessary for city hall proper. So it'll be an L-shaped. [0:17:55, 0:17:56]: Peace here. [0:17:57, 0:17:59]: Oh, I'm sorry, my [0:18:00, 0:18:08]: So an L-shaped piece here, this piece, this piece, and this corner piece would be conveyed to the city of Stockbridge. [0:18:09, 0:18:11]: Um and the the that [0:18:11, 0:18:14]: And what I'm suggesting is you create a new [0:18:15, 0:18:16]: uh parcel that [0:18:17, 0:18:18]: And if you can follow my cursal [0:18:19, 0:18:21]: cursor. The parcel will follow the footprint. [0:18:21, 0:18:23]: О, амфітеатр. [0:18:24, 0:18:25]: Like this. [0:18:26, 0:18:30]: And you combine that into one parcel titled in the name of the city. [0:18:30, 0:18:40]: Um and the and that would be the amphitheater parcel. And so you'll at the end of the day you'll have two parcels here, one titled in the name of the city, which is the amphitheater. [0:18:40, 0:18:44]: One will continue to be titled in the name of the URA. [0:18:44, 0:18:48]: Um so long as the bonds are outstanding and and the bonds provide for once. [0:18:49, 0:18:49]: Uh the [0:18:50, 0:18:50]: The [0:18:50, 0:18:52]: The debt is paid off. [0:18:52, 0:18:58]: it automatically reverts back to the city. I mean well the mayor were the the chair of the URA at that point. [0:18:58, 0:19:01]: will execute a quick claim deed and and [0:19:01, 0:19:03]: All of it will be titled the name of the city. [0:19:03, 0:19:13]: So I'm gonna be recommending that going forward. We've already had discussions with staff to get a boundary survey specifically as to this piece right here because it it's [0:19:14, 0:19:19]: Um we don't have a separate um legal description for this piece. [0:19:19, 0:19:24]: Um so that's something we can get fairly quickly um and down the road. [0:19:25, 0:19:38]: uh in another couple of months, as soon as we get it back, my recommendations that you reconvene as the URA to authorize the the mayor to execute a quit claim in favor of the city to make that happen. [0:19:39, 0:19:59]: Um in addition to just cleaning up the boundary lines, that will be important um for purposes of financing the amphitheater because um the way that transaction will be structured will be very similar to the way City Hall is structured that uh for the temporary period period in which the [0:19:59, 0:20:06]: the bonds are outstanding for the amphitheater, that will be have to be titled in the name of the public facilities authority. [0:20:06, 0:20:06]: Um [0:20:07, 0:20:17]: un until such time as the bonds are paid off and you will be making an annual lease payment to the the public facilities authority in order to pay debt service on the bonds. So [0:20:18, 0:20:24]: Um I know I've spoken really fast and said a lot, but but I just wanted to give you all an overview of [0:20:24, 0:20:31]: w the property transactions that will be necessary to tee up the financing of the amphitheater. [0:20:32, 0:20:34]: Thank you. Any questions, Mr. Williams? [0:20:36, 0:20:40]: No more questions? Yes, I got questions. I got my hand up, you know. [0:20:41, 0:20:42]: Oh yeah. [0:20:42, 0:20:45]: Yeah, this seems like just you know [0:20:46, 0:21:06]: Moving the marbles around. Tell me, I don't understand what's the advan. I mean, what's the difference between having it under the PFA and then the URA? They're still separate boards, not um entity to the city. So I wanna understand what is the difference of switching it from the URA uh [0:21:06, 0:21:19]: to the PFA. It's still uh there's still separate uh boards that were doing the same thing. Instead of paying the lease payment to the URA, we're paying the lease payment to the PFA. What is the advantages and the disadvantages? [0:21:20, 0:21:40]: So the the the PFA specifically has the authority granted to it by the General Assembly to finance uh recreational facilities like the amphitheater, whereas the URA does not. Um the URA can do city hall and governmental facilities, things of that sort, but the PFA is specifically designed [0:21:40, 0:22:00]: Design to do projects like the Cultural Arts Facility, the Amphitheater, and other park projects that you may want to do down the road, along with governmental facilities. That was one of the reasons why it was created, is to have the specific powers you need to finance. [0:22:00, 0:22:01]: these types of facilities. [0:22:02, 0:22:22]: Okay, so in in other words, what we're doing is that the the PFA has some more uh legal jurisdiction that the URA does not have. So in other words, we still leave City Hall uh with the URA and then finance these new projects uh with the PFA uh with the understanding that [0:22:22, 0:22:36]: that anything going forward other than a specific city building uh would be uh done through the PFA. Is it I guess a possibility we could have uh done this uh the public works facility through the PFA or the URA. [0:22:37, 0:22:43]: Well, so let me let me be more specific about the URA. So the Urban Redevelopment Act. [0:22:43, 0:22:45]: Um but [0:22:45, 0:23:05]: provides that you can exercise these urban redevelopment powers in so called blighted areas, areas that you know have fallen into disrepair and decay and things of that sort. And so in 2005 the the mayor and council at that time made the determination that uh [0:23:05, 0:23:16]: We we they wanted to activate the URA to exercise those powers in this area because at the time it was deemed to be blighted, decayed, etcetera. And so [0:23:17, 0:23:35]: Um, in order to do that somewhere else in the city, you would have to make the same determination and and adopt a redevelopment plan for that area. And so there there's a you know one or two steps you have to do before you you can exercise the powers in whatever new area you create. [0:23:35, 0:23:36]: Um [0:23:36, 0:23:52]: the advantage of the public facilities authority is that you don't have to go through that step. You don't have to make a determination. As long as it's a project that's defined under the powers granted to it under the General Assembly and we ask for them to make it as broad as as possible. [0:23:53, 0:23:57]: Um you can uh you can do that without going through those extra steps. [0:23:58, 0:24:02]: Okay. And do you do you have a map of the URA area? [0:24:03, 0:24:18]: Uh I I should have gotten one. I apologize for that. But the map of the URA is essentially this um area right here, as I recall. Um, but w I will uh we'll search the archives and get that to you. [0:24:19, 0:24:21]: All right, thank you. I'd like to see that. [0:24:21, 0:24:26]: Any other question? Yes, sir. Go right here, please. Uh I have two [0:24:26, 0:24:43]: Two questions for Mr. William. First, um, Mr. William, can you this narrative that you just explained, uh, can you put that in context and send that to uh each of us as it's just information, educational information that we as a body just need to know. Can you do that? [0:24:44, 0:25:04]: Yes, sir. And and in the uh council uh materials that are provided for the council meeting last week, I had maps and and I did do a narrative of this um previously, but I I can recirculate that and expand upon that. Well I guess I guess that was a reference to the question that [0:25:04, 0:25:24]: Mr. Alexander posed as far as the the difference in the uh yeah. My other question is um I I understand that it seems that these properties, the way you just explained it, uh connected to the Citadel Hall, they are pretty much uh contiguous. [0:25:24, 0:25:24]: Yeah. [0:25:24, 0:25:34]: How does the uh cultural art facility and that property, how does that fit into uh the footprint, if if if at all? [0:25:34, 0:25:43]: So um if you look across on on screen, um this piece over here that I've highlighted, and I'll zoom in a little bit. [0:25:43, 0:25:44]: Mm-hmm. [0:25:44, 0:25:47]: This is the the site of the cultural arts facility. [0:25:48, 0:25:48]: Um [0:25:49, 0:25:57]: And uh I won't speak to the other parcels we're hoping to acquire, but uh as it relates to this, um [0:25:58, 0:26:03]: It's already titled in the name of the city of Stockbridge. Assuming you do [0:26:03, 0:26:08]: uh of financing for that piece, then we would utilize the public finance authority. [0:26:08, 0:26:12]: And then enter into a similar arrangement where [0:26:12, 0:26:17]: we would convey it to them and lease it back and the lease payments would be the debt service on the bonds. [0:26:18, 0:26:18]: Thank you. [0:26:19, 0:26:23]: I yield back, Mr. Mayor. No problem. Thank you, sir. Any other questions from Mr. Williams? [0:26:26, 0:26:30]: No other questions. Ms. Williams, anything else uh for our meeting this evening? [0:26:30, 0:26:39]: W that that is all I have. Um and again, it's not that we need a vote, um, but um my recommendation will be [0:26:39, 0:26:47]: that uh you know the URA essentially requests the staff prepare the boundary surveys necessary to effectuate these transactions. [0:26:48, 0:26:55]: Uh we've already had the the conversation with with um with the city manager and and uh Miss Moore, but you know [0:26:55, 0:26:56]: Please do. [0:26:56, 0:27:01]: I mean I would imagine that the the entire council say yes, absolutely. [0:27:02, 0:27:02]: Yes. [0:27:03, 0:27:04]: Absolutely. [0:27:04, 0:27:05]: Yes. [0:27:06, 0:27:07]: Yeah. [0:27:07, 0:27:10]: We'll we'll make it happen. Thank you very much, sir. [0:27:10, 0:27:18]: All right. Well on that note, since the special call meeting, I don't have anything else. That's all we have to do with uh this evening. So uh motion to adjourn the meeting. [0:27:18, 0:27:20]: Solo [0:27:20, 0:27:23]: Okay. Thanks. Alexander is a second. [0:27:24, 0:27:25]: Cosmogent, second. [0:27:26, 0:27:26]: Yes. [0:27:26, 0:27:29]: Okay. Okay. All fair please indicate. [0:27:31, 0:27:35]: Good night folks and be safe. God bless you. Have a good evening.
