I'll let Mr. Brad Holzinger, the sewer superintendent, speak to this change order for the Glen Addy. [0:07:42, 0:07:44]: pump station and wastewater plant. [0:07:44, 0:07:45]: Rehabilitation. [0:07:46, 0:07:48]: Mr. this is the valves, correct? [0:07:49, 0:07:50]: Yes, sir, it is. [0:07:50, 0:07:53]: These are uh valves that let sewage [0:07:54, 0:07:58]: and the water treated in and out of the wastewater treatment plant. [0:07:59, 0:08:00]: There are [0:08:00, 0:08:11]: One, two, three, four, five, six valves, I believe. They're all electronic. They operate uh four seven when we're not there. [0:08:12, 0:08:20]: They're thirty years old. We've had issues with'em. And when you have an issue with this when you're not there, sewage can back up. [0:08:21, 0:08:24]: You know, what we all know what happens when sewage backs up. [0:08:25, 0:08:31]: So we would like to consider replace uh the s council to consider replacing these. [0:08:31, 0:08:34]: Uh, so vital part of the treatment process. [0:08:35, 0:08:40]: All right. Any questions for Mr. Brad Holsinger, Council? [0:08:40, 0:08:42]: Well, Mr. Ern, do you need to add anything else into this? [0:08:43, 0:08:44]: No, sir. [0:08:44, 0:08:45]: All right. [0:08:46, 0:08:47]: Questions council? [0:08:48, 0:08:51]: Yes sir. Yes sir. Uh oh, I got some questions. [0:08:52, 0:09:02]: Well the question I want to have is that uh we're going through and we're embarking upon uh several um infrastructure improvements. Talk about how this fits into the long-term plan. [0:09:03, 0:09:05]: And tell me that this is not just a [0:09:05, 0:09:07]: Short term patch or situation. [0:09:07, 0:09:10]: What is the long term plan for? [0:09:10, 0:09:13]: sustainable water system that is operating at a high level. [0:09:16, 0:09:21]: Oh well your current treatment wastewater treatment facility is over thirty years old. [0:09:21, 0:09:28]: And it's coming into the end of life cycle for a lot of the equipment at the wastewater treatment plant. And as part of this upgrade, we replaced [0:09:29, 0:09:34]: pretty much their entire treatment process and this is the final phase of that process. [0:09:34, 0:09:36]: And we don't want to leave. [0:09:36, 0:09:40]: and have everything else done and and renewed and have this old [0:09:40, 0:09:41]: piece of equipment. [0:09:42, 0:09:45]: as part of the treatment process and have an issue with it. [0:09:45, 0:09:48]: So this would get us another thirty plus year. [0:09:49, 0:09:55]: Wastewater is very corrosive, has a low pH in it and it wreaks havoc on the equipment over the years. [0:09:58, 0:09:59]: Okay. [0:10:00, 0:10:01]: Any other questions? [0:10:02, 0:10:10]: I I I don't I'm not sure whether that answered my question or not. In terms of the overall long-term plan. [0:10:11, 0:10:14]: Is this part of the long term plan? Is is this a fix? [0:10:15, 0:10:17]: Yes, so this is part of a long term [0:10:17, 0:10:20]: plan and process that we have in place. [0:10:20, 0:10:25]: we'll start beginning in the collection system. Our goal was to get the wastewater treatment plant [0:10:26, 0:10:32]: updated to current standards because the equipment we have now is outdated. So this is part of the process we started [0:10:32, 0:10:35]: at the treatment process if you look at it like your heart. [0:10:36, 0:10:43]: Now we've made some repairs to the heart. Now we gotta go out into the arteries and valves, which is your collection system and lift stations. [0:10:44, 0:10:46]: And we're making those improvements as well. [0:10:47, 0:11:00]: Okay, in terms of uh this uh the life scale of this uh this is going to uh so this is going to give us uh sustained operations for what how many number of years? [0:11:01, 0:11:08]: Well, the current valves that we're replacing have been in the ground for thirty years. So we're hoping to get another thirty years out of the new one. [0:11:09, 0:11:10]: Okay, thank you. [0:11:12, 0:11:20]: If there's no other questions for Brad or Mr. Aaron, I just need a motion to um accept this uh proposal. [0:11:23, 0:11:24]: Is there a motion? [0:11:26, 0:11:27]: Yeah it [0:11:28, 0:11:33]: Ms. Gantt, uh your hands Miss Gantt, you move me. [0:11:34, 0:11:37]: A second. There we go, Miss Barber. Okay. Any further discussion? [0:11:38, 0:11:40]: And if not all in favor of the motion, please indicate. [0:11:42, 0:11:44]: Thank you. Okay, fantastic. [0:11:45, 0:11:59]: Uh council consideration to approve task order number 20 with Carter and Sloop, Burke Street Sewer Main Rehabilitation and amount of eighty thousand five hundred eighty dollars. Funding source water and sewer fund balance. Mr. Aaron and Brad, once again, please. [0:12:00, 0:12:08]: Yes, Mr. Mayor. This is part of our upgrade to our collection system. This part of the system dates back to the early sixties. [0:12:08, 0:12:13]: It was top of the art when it was put in, but these manholes are made out of brick. [0:12:13, 0:12:16]: And over the years the hydrogen sulfide from the sewage has [0:12:17, 0:12:22]: started to decay the mortar and the bricks and we're having them fall into the collection system and get [0:12:23, 0:12:29]: caught and trapped in a line so that if we have a backup we'll be unable to clear it because of the obstruction. [0:12:29, 0:12:32]: with the bricks that have fallen into the soil line. [0:12:33, 0:12:33]: Okay. [0:12:34, 0:12:36]: Any questions for Mr. Ern? [0:12:38, 0:12:39]: Anybody questions? [0:12:40, 0:12:42]: If not, I need a motion to accept the proposal. [0:12:43, 0:12:43]: So moved. [0:12:44, 0:12:44]: Is there a second? [0:12:46, 0:12:53]: Yes, Barber, Barber second. Okay. Got your hand there. All right. Further discussion. If not, all in favor of the motion, please indicate. [0:12:54, 0:12:56]: Fantastic, you know it's all right. [0:12:58, 0:13:07]: Council consideration approved change order number four for the Davis Road Sidewalk Phase One Project, an amount of thirty-one thousand seven hundred twenty-four dollars and ninety-two cents. [0:13:08, 0:13:09]: Funding source grant funding [0:13:10, 0:13:11]: And Mr. Aaron, please. [0:13:12, 0:13:16]: Yes, Mr. Mayor, the city received a transportation enhancement grant in the amount of [0:13:17, 0:13:19]: Six hundred and forty five thousand dollars. [0:13:19, 0:13:24]: This is a change that was recommended by G Dot who provided a grant to the city. [0:13:24, 0:13:32]: This was to make some changes to a retaining wall on Davis Road. So this will finalize the project. We're still on the budget. [0:13:32, 0:13:37]: It will bring the project up to five hundred and fifty thousand nine hundred and fifty three dollars and [0:13:37, 0:13:38]: Sixty seven cents. [0:13:40, 0:13:40]: All right. [0:13:41, 0:13:43]: Thank you. Any questions from Mr. Aaron? [0:13:45, 0:13:47]: Any questions? If not, any motion, council. [0:13:48, 0:13:51]: I do have one question. Okay, go right in, please. [0:13:51, 0:13:57]: Um for Mr. Aaron. Is this to finish off the sidewalks that we began last year? [0:13:59, 0:14:04]: Yes, ma'am, this is phase one of the Davis Road Sidewalk Project and this will complete phase one. [0:14:04, 0:14:06]: Okay. Okay. [0:14:06, 0:14:09]: Any other questions for Mr. Yes ma'am? [0:14:09, 0:14:14]: I just needed Mr. Aaron to repeat the number of the five hundred and ninety nine thousand [0:14:15, 0:14:16]: Number is [0:14:17, 0:14:21]: It's five hundred and fifty thousand nine hundred and fifty three dollars. [0:14:21, 0:14:23]: And sixty seven cents. [0:14:23, 0:14:24]: Okay. [0:14:25, 0:14:25]: Thank you. [0:14:28, 0:14:28]: Okay. [0:14:28, 0:14:46]: Yes, sir, Mr. Ms. Alexander. Yes, sir. I uh in regards Mr. Knighton, this is one of this is one of the projects that's been on the board for a long time. But I'm not sure. Do we ever share this with the community? And what are the plans to share this information on improving connectivity in the city? [0:14:50, 0:14:58]: But I think uh to answer your question, Councilman Alexander, in total, I think when when this phase is completed or this will close out this phase. [0:14:59, 0:15:13]: I think we can uh certainly provide a press release to the city and some additional information with respect to the grant that we received through GDOT uh for the uh project. I think also um related to that and similar to a discussion we had [0:15:14, 0:15:17]: A couple of weeks ago related to some other um [0:15:17, 0:15:30]: opportunities for connectivity via grants that we are receiving and also potentially perhaps through a Peace PLOS, I think we can have further conversations with the community about overall connectivity throughout the city. [0:15:30, 0:15:32]: I think given the um [0:15:32, 0:15:35]: the timing of this and also um [0:15:35, 0:15:37]: Again what we [0:15:37, 0:15:38]: anticipate may be [0:15:39, 0:15:43]: А сам тип о ТІСПЛАС референдум некщір. [0:15:43, 0:15:49]: I think it would be ample time to have conversations uh with members of the community about connectivity overall. [0:15:50, 0:15:51]: We do. [0:15:52, 0:15:53]: Any other questions for Mr. Aaron? [0:15:54, 0:15:57]: If not any motion to accept uh this proposal. [0:15:58, 0:15:59]: Come on, yeah. [0:15:59, 0:16:08]: Okay, so move was uh Barber, that was you. Okay, second. Sorry. Alexander, okay. Any further discussion? If not, all in favor of motion, please indicate. [0:16:09, 0:16:12]: Okay. Fantastic. Yeah. Mr. Alexander, I'm the second. [0:16:13, 0:16:15]: Yes, Ms. Alzheimer's on a second. Thank you. [0:16:17, 0:16:24]: Council consideration to approve the purchase of a calibr a calipillar model three sixty hydraulic excavator under state contract. [0:16:25, 0:16:37]: Nine nine nine nine nine dash zero zero one dash spd dash zero zero zero zero zero one zero two from Yancy Brothers Incorporation amount of seventy eight thousand six hundred fifty three dollars. [0:16:37, 0:16:43]: Uh funding source water department budget, 50,326 and sewer department fund balance. [0:16:44, 0:16:47]: Twenty eight thousand three hundred twenty thousand eighty four cents. [0:16:47, 0:16:49]: Uh Miss Miller and Mr Aaron, please. [0:16:50, 0:16:58]: Good evening, Mayor and Council. The procurement division is requesting council approval to piggyback and award a contract to Yancy Brothers Company. [0:16:58, 0:17:09]: Uh it's the state of Georgia uh contract, our procurement number will be 2020025 for the amount of$78,652. [0:17:11, 0:17:14]: Any questions for Ms. Miller Council? Ms. Alzheimer's go ahead. [0:17:15, 0:17:17]: I would like for the public works director to speak. [0:17:18, 0:17:27]: We're spending this m money, what is the benefit to the community so everybody understands what the truck what's the what's the truck going to do and what service is it going to perform? [0:17:28, 0:17:34]: Well the benefit is currently the city has have some water and sewer mains that our current equipment cannot [0:17:35, 0:17:39]: reach those level if we had an emergency water main break or sewer [0:17:39, 0:17:42]: lime braid, we would have to go out and rent that equipment. [0:17:43, 0:17:44]: And m as most of us know [0:17:45, 0:17:46]: water and sewer. [0:17:46, 0:17:55]: incidents don't occur during a normal working hour. So if we had an incident, we didn't have the equipment excavated, we'll be in a a dire situation. [0:17:55, 0:17:59]: So this will allow us to dig down the water mains that are eighteen to twenty feet deep. [0:18:01, 0:18:05]: Okay. Thank you. Any further questions for Mr. Aaron or Ms. Miller? [0:18:06, 0:18:10]: If not council, I need a motion to accept this proposal. [0:18:10, 0:18:11]: Some move. [0:18:11, 0:18:13]: Ms. Alexander, second. [0:18:14, 0:18:16]: I think Must Mar second that. [0:18:16, 0:18:18]: All right, all in favor of motion, please indicate. [0:18:19, 0:18:20]: Right, fantastic. [0:18:20, 0:18:21]: Okay. [0:18:22, 0:18:24]: On that note, um next is uh actually Mayor Pro Ten. [0:18:25, 0:18:26]: You added this to agenda. [0:18:26, 0:18:28]: Sir, so I need go right ahead. [0:18:28, 0:18:30]: Yeah, thank you, Mayor. Um [0:18:31, 0:18:34]: I am coming forward with a motion to [0:18:34, 0:18:38]: Uh reconsider an item [0:18:38, 0:18:41]: Uh that was approved at our last meeting. [0:18:41, 0:18:43]: Uh which is um [0:18:45, 0:18:47]: R F P twenty twenty. [0:18:47, 0:18:50]: Uh dash zero zero one six. [0:18:51, 0:18:51]: Yeah. [0:18:52, 0:18:54]: That deals with the uh office. [0:18:55, 0:18:57]: uh construction configurement [0:18:58, 0:18:58]: And [0:18:59, 0:19:01]: My concern here is [0:19:01, 0:19:03]: As a consideration of [0:19:05, 0:19:10]: You know, all of the financial obligations that we have talked about, capital projects. [0:19:11, 0:19:14]: Uh and many other things, and I know um [0:19:14, 0:19:18]: Um had been asked to meet to [0:19:18, 0:19:23]: uh discuss and review some of the uh budget items which it has not happened. [0:19:23, 0:19:27]: Um and I I just think that we need to [0:19:27, 0:19:31]: Uh because of COVID number one, I think we need to come back and look at [0:19:32, 0:19:36]: uh revenue for the first quarter of twenty twenty one. [0:19:36, 0:19:39]: Uh we have not discussed bonding in a while. [0:19:40, 0:19:43]: So it's just a lot of things that are not clear. [0:19:44, 0:19:46]: As to how we would go forward uh financial [0:19:48, 0:19:49]: Also um [0:19:50, 0:19:54]: And looking at especially county and seeing how the county [0:19:55, 0:19:58]: has uh refitted that change needed. [0:19:58, 0:20:02]: And I don't know Mr. Nine, I don't know when we're going to do face to face. [0:20:02, 0:20:06]: Um, I don't know if we're going to have Zoom meetings for the rest of the year. [0:20:07, 0:20:09]: Uh but I know for me even in uh [0:20:09, 0:20:10]: What are you? [0:20:10, 0:20:12]: А тек ви хав тобі проактиві. [0:20:13, 0:20:14]: And um and news. [0:20:15, 0:20:17]: Mm flexiclass or something. [0:20:17, 0:20:19]: And uh we have not had any of those discussions. [0:20:20, 0:20:23]: And so I I just think it's a little premature to [0:20:23, 0:20:27]: uh get into this experience without having a clear coming forward. [0:20:27, 0:20:29]: uh how we can finance [0:20:29, 0:20:31]: Not only this project. [0:20:31, 0:20:34]: As is other projects as well. [0:20:34, 0:20:36]: And I just think we need to um [0:20:36, 0:20:39]: Uh what's the schedule and I and I guess [0:20:39, 0:20:42]: Uh sometime doing the budget retreat. [0:20:42, 0:20:49]: that we may can uh revisit this and and move forward. But this is my reason for my reconsideration. So [0:20:49, 0:20:51]: Uh I moved to um [0:20:52, 0:20:56]: reconsider this and I don't know Mr. Mayor if you would put this to a vote, how you would do that, but [0:20:57, 0:21:10]: Um that that is my motion uh to reconsider. Well, actually uh I'd like for Mr. Nighton to further explain the reason why this is happening to give more maybe more clarity to say if that's all right, Mr. Nighting, please address that please. [0:21:12, 0:21:20]: Well, Mayor, I don't know if I can address it um specifically. Um obviously this was item that was approved at the previous meeting. [0:21:20, 0:21:25]: And uh obviously Mayor Pro Tem Thomas has raised some concerns about funding overall. [0:21:25, 0:21:31]: Um and so um obviously if the council wants us to have those discussions [0:21:31, 0:21:35]: in terms of funding overall and or retrofitting of buildings and so forth. [0:21:36, 0:21:39]: Um ideally those things would happen uh or we [0:21:39, 0:21:43]: generally have happened at budget retreats where we've had a comprehensive [0:21:43, 0:21:51]: uh discussion about funding overall. Obviously in this particular case, we could have a separate conversation about this specifically. [0:21:51, 0:21:58]: Um but um that uh probably is all I can add at the moment with respect to that item. Of course this item [0:21:58, 0:22:17]: was the one that would have uh created, I believe it was uh five or six office spaces down in the finance area. And that was uh the intent behind that was to create some additional office spaces um uh in City Hall for a couple of positions and also for uh some future growth as well. [0:22:17, 0:22:21]: When was that scheduled to start originally, the reconstruction of that? [0:22:21, 0:22:22]: Right. [0:22:23, 0:22:26]: Uh we were gonna move on it pretty quickly. [0:22:26, 0:22:29]: Um like within the next uh perhaps. [0:22:29, 0:22:33]: The next week to two weeks. Uh Dash just may be able to speak more to that, but [0:22:34, 0:22:36]: Oh okay, Miss Aaron, can you answer? [0:22:37, 0:22:43]: Yes, uh I spoke with Gary Smith, facility supervisor this afternoon. They're scheduled to start on Thursday. [0:22:43, 0:22:44]: Okay. Wow. [0:22:45, 0:22:51]: All right. And then our course our budget retreat wasn't set for until sometime in September or August here. When we were gonna do that. [0:22:52, 0:23:00]: Right. It would be or early to mid September. I'm looking at uh specific dates, given obviously the current situation we're in with the COVID nineteen, it [0:23:01, 0:23:11]: We're trying to determine how that would take place in terms of perhaps virtual meetings over the course of a couple of days, since uh we likely would not be able to meet in person. [0:23:12, 0:23:22]: All right. Well council obviously Mayor Potem has a concern, but we've already passed this, it's gonna move forward as you heard, unless there's some inkling that uh we should shortstop this and have further discussion. [0:23:22, 0:23:27]: So uh Mr. Alzheimer, go ahead please. Uh yes, uh I wanna ask um [0:23:29, 0:23:37]: My my whole issue with this situation is is that is this part of the long-term plan, just like I asked about. [0:23:37, 0:23:42]: uh what the situation was with the water treatment plan or is it a stop gap? [0:23:43, 0:23:48]: So I haven't heard anything about office space for the economic development director. [0:23:49, 0:23:50]: That is what that [0:23:51, 0:24:03]: So in terms of that person and then having some future growth in that department and other areas in the city,'cause to me, if you're gonna do five offices, the city hall was built [0:24:04, 0:24:05]: to a certain capacity. [0:24:05, 0:24:09]: Uh, a as the city plans on growing, there will need to be [0:24:09, 0:24:11]: Yeah, this this council has often talked about [0:24:12, 0:24:14]: uh expanding uh and uh [0:24:15, 0:24:16]: Having um [0:24:17, 0:24:19]: annex or what have you to be able to [0:24:20, 0:24:22]: uh accommodate the growth for the staff. [0:24:22, 0:24:37]: There's is this anticipating growth or is it just anticipating just shuffling people around to uh what we have now?'Cause I don't think uh you know, I think what really happened was uh in terms of the city council, our office is what [0:24:37, 0:24:41]: shuffled around and given to someone else. So um [0:24:42, 0:24:46]: Is it just kind of shuffling things around and what is the long term plan? [0:24:46, 0:24:49]: The growth. This is my concern'cause it seems like [0:24:49, 0:24:52]: This was never really discussed with the city council. [0:24:52, 0:24:56]: It was brought upon us. We test the staff with doing numerous. [0:24:57, 0:25:01]: uh other projects. This project was not on the list, but it emerged. [0:25:01, 0:25:02]: From out of nowhere. [0:25:03, 0:25:08]: in which I had never heard anything about it. So yes, I do share some of those concerns. [0:25:09, 0:25:10]: Mr. Mayor. [0:25:10, 0:25:12]: Yes, sir. Uh go ahead, Map Protein. [0:25:13, 0:25:13]: Uh [0:25:13, 0:25:15]: The fact that I have [0:25:16, 0:25:18]: made this motion to reconsider [0:25:19, 0:25:24]: Um it is upon you to put this out for uh vote. [0:25:24, 0:25:26]: That's what reconsideration means. [0:25:27, 0:25:34]: Yeah, well I understand I I didn't ask for a second. It hadn't been seconded as we were discussing it. So I'll tell you what, uh is there a second to that particular motion? [0:25:34, 0:25:35]: Second. [0:25:35, 0:25:38]: All right, uh Mr. Alexander, second that motion. [0:25:38, 0:25:40]: Uh Councilman Blount, go ahead, sir. [0:25:41, 0:25:42]: Yeah, can you hear me? [0:25:42, 0:25:44]: Yeah, go go ahead. I got you. [0:25:45, 0:25:49]: Yeah, I you know, I agree with Councilman Alexander, we have tasked uh staff of [0:25:50, 0:25:52]: to do uh quite a few um [0:25:53, 0:25:56]: you know, for on a quite a few items and we have talked about [0:25:56, 0:26:01]: having an annex, but I I do realize myself because I questioned [0:26:01, 0:26:07]: this very item and one of the things that we have to realize is City Hall when it was created and built [0:26:07, 0:26:12]: that the square footage per areas that it has, it has a lot of areas that [0:26:12, 0:26:14]: are not being utilized. [0:26:14, 0:26:20]: Uh, it's too much walkable area in so many but that could be off the space and so I think that [0:26:20, 0:26:21]: When we look at uh [0:26:22, 0:26:31]: what we're trying to bring on. I think that these offices within city hall in those areas that are s square footage that are not being used. I mean, we got [0:26:31, 0:26:47]: We got whole storage spaces sitting next to windows with nothing but walkable walkable areas. And so it's so much walkable area around City Hall that I think it's I think it's uh good to staff the to to recognize this and and and to bring those into making offices. [0:26:47, 0:26:49]: uh to to uh [0:26:49, 0:26:53]: for for whatever staff we're getting to bring on. We got a lot going on with the city and so [0:26:53, 0:26:57]: to utilize the city hall area to his max and then we talked about [0:26:58, 0:27:03]: We did talk about uh having an an uh an annex for the city and so when the uses of that [0:27:03, 0:27:08]: uh but the need and the use for that to to arise come up, I'm I'm all for it one percent. [0:27:08, 0:27:12]: But I think that we should maximize City Hall with the uh [0:27:12, 0:27:17]: uh with the space there's so much walkability around city hall that's not being used. [0:27:19, 0:27:19]: Okay. [0:27:20, 0:27:21]: Miss Aaron, you uh [0:27:21, 0:27:25]: Okay, I'll back up. Hold on one second please. Councilman Mormon Barber, go ahead, please. [0:27:26, 0:27:31]: Yes, thank you, Mayor. Um when this item came up at the last city council meeting. [0:27:32, 0:27:34]: I was the only one to oppose it. [0:27:34, 0:27:38]: I opposed it because the way it was presented was [0:27:38, 0:27:39]: These off spaces. [0:27:40, 0:27:44]: One was needed for a paternity assistant. [0:27:44, 0:27:48]: Another one was needed for a big organ for pyramids. [0:27:49, 0:27:51]: Another one was needed for you. [0:27:51, 0:27:54]: New economic development director. [0:27:54, 0:27:57]: And a couple other extra offices. [0:27:58, 0:27:59]: The way it was presented [0:27:59, 0:28:01]: Was it that? [0:28:01, 0:28:06]: Staff were working close together and they were sharing spaces. [0:28:06, 0:28:10]: So they wanted to build or construct new offices. [0:28:10, 0:28:12]: To separate them. [0:28:12, 0:28:14]: I opposed it for that reason. [0:28:15, 0:28:17]: posed it because I'm not there. [0:28:17, 0:28:20]: is not working in the office. [0:28:21, 0:28:22]: Yeah, working from home. [0:28:22, 0:28:24]: We don't need these right now. [0:28:24, 0:28:25]: We don't. [0:28:25, 0:28:31]: In the future we we can revisit them. So I do agree with Mayor Pro Tem Thomas. [0:28:32, 0:28:36]: Let's discuss them again um during our fall retreat. [0:28:36, 0:28:40]: But I like to second the motion to reconsider this. [0:28:40, 0:28:42]: So that this doesn't move forward. [0:28:44, 0:28:48]: All right, uh Mr. Aaron, you're lit up. [0:28:50, 0:28:56]: No? You talking to me, Mayor? Uh no, I was talking to Mr. Aaron because I saw his his light lit up. I didn't know if he needed something to add in or not. [0:28:57, 0:29:01]: No, sir. Okay, all right. Uh Councilman Blunge, you have something additional, sir? Go ahead. [0:29:02, 0:29:03]: Yeah, you know [0:29:03, 0:29:05]: And I take everybody [0:29:05, 0:29:08]: you know, suggestions and everything, consideration. But when it comes to [0:29:09, 0:29:13]: documents when it comes to things in these different departments, I pr I would prefer to see [0:29:13, 0:29:16]: uh offices instead of uh uh partitions. [0:29:17, 0:29:21]: Uh anytime and if we're able to make those provisions to make actual offices that we have [0:29:22, 0:29:24]: documents or whatever needs to be in those offices versus [0:29:25, 0:29:27]: uh anybody coming through and and and [0:29:27, 0:29:33]: see in a file cabinet and a partition, uh, I think that we should move forward with getting offices. That's just me. [0:29:34, 0:29:42]: All right. Uh Mr. Aaron or Mr. Aaron, let me ask you this. If by chance the council wants to reconsider us tonight and we put and we push this back [0:29:42, 0:29:52]: to a later time frame to discuss it. How is that going to affect the timeline uh in reference to you said it's supposed to start on Thursday. You got contractors already laid out. I mean, how's how does that affect that? [0:29:54, 0:29:58]: I think Miss Miller probably could speak to that in that it was a state contractor. [0:29:59, 0:29:59]: Okay. [0:30:00, 0:30:02]: And I don't know how that'll affect the procurement part of it. [0:30:03, 0:30:16]: Ms. Miller, can you explain that please? Yes, we would um need the city attorney to um probably give us a legal opinion because we've issued a uh a purchase order, which is a legal contractual um agreement. [0:30:17, 0:30:19]: They have already um [0:30:20, 0:30:33]: mobilized. Um so I will refer it over to the city attorney and he can um look over the documents and have to um speak with the contractors. I don't know what type of cost they've already um [0:30:34, 0:30:35]: Expensed. [0:30:35, 0:30:37]: Um, but I do know a purchase order was already issued. [0:30:38, 0:30:41]: So um whatever legal um decides is is okay with me. [0:30:42, 0:30:43]: It's amazing. [0:30:43, 0:30:44]: Mr Mr. Williams. [0:30:45, 0:30:53]: Yeah, we're gonna just have to review it because, you know, the the contract, you know, the staff went to work fairly quickly after it was approved. [0:30:54, 0:30:55]: Um and so [0:30:56, 0:31:01]: uh to the extent that we're already obligated to pull back we may and from some [0:31:02, 0:31:07]: um costs uh associated with that. I just can't speak to how much that might be at this point. [0:31:08, 0:31:09]: So right. [0:31:09, 0:31:11]: Uh okay, you Mr. Alexander. [0:31:11, 0:31:13]: Uh it's amazing, isn't it? [0:31:14, 0:31:18]: I've never seen the staff move this fast on anything. Nothing. [0:31:19, 0:31:24]: See, we have other projects that have been out there that we task the staff with completing. [0:31:25, 0:31:27]: They haven't moved anywhere. [0:31:27, 0:31:41]: Yeah, this staff initiated project has already made it through the process. A purchase order has been delivered and we just voted on it. Man, how about that? Wow. I wish everything could move that fast. [0:31:42, 0:31:49]: All right. Any other comments on that at all? Ms. Knight, go ahead. Mr. Mayor. At the expense of um [0:31:50, 0:31:51]: Comment made to staff. [0:31:53, 0:31:56]: Um this staff works very hard to [0:31:56, 0:31:59]: Do our best to serve the citizens of the city of Stockbridge. [0:32:00, 0:32:00]: Yeah. [0:32:01, 0:32:06]: And this staff has moved things forward in the city of Stockbridge that have never been done. [0:32:06, 0:32:07]: Four. [0:32:08, 0:32:09]: Never. [0:32:10, 0:32:11]: And uh [0:32:12, 0:32:14]: In an effort to support the staff. [0:32:15, 0:32:17]: I'm simply saying that [0:32:18, 0:32:22]: This staff has done a great job in many areas of moving this city forward. [0:32:23, 0:32:24]: And I appreciate [0:32:25, 0:32:27]: The good men and women in the city of Stockbridge that I work with. [0:32:28, 0:32:31]: You try to take this stab or take this city to a higher level. [0:32:31, 0:32:34]: and try to accomplish things that we've never accomplished before. [0:32:35, 0:32:37]: And so with that I don't have any further comments. [0:32:37, 0:32:38]: All right. [0:32:38, 0:32:56]: And the motion has been made, it's been a second to reconsider uh this particular uh objective or this thing the about the f uh redesigning of the office space in the in the first floor, the basement floor. If there are no further comments, well I asked for a vote. So all in favor of reconsidering, please indicate. [0:32:57, 0:33:00]: One, two, three, all posed. [0:33:01, 0:33:05]: One. Uh Miss Ken, I don't see you. [0:33:07, 0:33:23]: Okay. I don't know. I call Okay, so it's it passes three to two. Um and so I guess on that note, Mr. Williams, you'll have to check in and as to see what kind of obligation, financial obligation we still have to pay or whatever the case may be, I suppose. [0:33:23, 0:33:33]: Well, Mr. Mayor, procedurally now the a uh motion to essentially table that item would be in order since the reconsideration just brings it back to you all to make a decision. [0:33:34, 0:33:40]: Okay. Oh based on what I think I heard from the council members a motion to cable that item [0:33:40, 0:33:43]: uh or rejected if if that's what they want to do. [0:33:43, 0:33:44]: Is in order. [0:33:45, 0:33:46]: All right. [0:33:46, 0:33:52]: All right, council you heard the attorney. So what kind of motion do we have on that? Re we've already reconsidered, so we're gonna table this till further notice. [0:33:52, 0:33:53]: Is there a motion, please? [0:33:54, 0:34:07]: Mr. Mayor. Uh is is it possible for me to ask the the city manager a follow up question? Yeah, sure, absolutely. Go ahead. Uh m Mr. Nine, could you speak a little bit more about the retreat? Um [0:34:08, 0:34:08]: How [0:34:09, 0:34:15]: How well in stone uh is this plan? I mean, uh are we ready? [0:34:15, 0:34:18]: uh or that day going to shift a little further out. [0:34:20, 0:34:24]: No, um the plan has always been for early to mid September. [0:34:24, 0:34:29]: To have the retreat. The uh department heads have been tasked with providing [0:34:29, 0:34:32]: their budget reports back to uh the treasurer. [0:34:32, 0:34:34]: Um at the end of this week. [0:34:35, 0:34:45]: Uh and once that is done, then I will review all of those, but it's always been uh consideration for uh early to mid-September. Obviously with the COVID situation that we've had. [0:34:46, 0:34:52]: Um we would have normally have secured a site in in in hotel and so forth, a retreat location. [0:34:52, 0:34:56]: Uh, given this circumstance, as we wanted to see how things evolve. [0:34:56, 0:35:03]: over time of whether or not it would be feasible to even have an in person retreat. And right now it doesn't appear [0:35:03, 0:35:06]: that would be the the most prudent thing to do. [0:35:06, 0:35:10]: The virtual retreat would probably be the likelihood. [0:35:11, 0:35:13]: Hey, Miss Kant, go ahead, please. [0:35:13, 0:35:16]: Thank you, Mayor. Um just a quick question. [0:35:16, 0:35:21]: When we fur when they first started talking about the motion, I was a little confused at what actually [0:35:21, 0:35:23]: was going on. Um [0:35:24, 0:35:35]: I heard office but I wasn't really quite sure what we had voted on and what was said. Um I know Councilman Woman Barber stated the reason why she opposed um the first time. [0:35:36, 0:35:41]: And I'm not someone has to recollect my memory on one. [0:35:41, 0:35:43]: Who actually present it? [0:35:44, 0:35:50]: the um the office space down downstairs. I remember us talking about this last year. [0:35:51, 0:35:53]: Two, was it budgeted for? [0:35:53, 0:35:54]: Mm. [0:35:55, 0:36:04]: In the past, I remember us discussing uh and I would love for us to have our office back. I agree with Councilman Alexander in regards to some of the issues with that. [0:36:04, 0:36:06]: Um there are issues. [0:36:07, 0:36:14]: Um in regards I rem I do recall seeing IT and other people downstairs um just kinda in the [0:36:15, 0:36:16]: Wi without an office. [0:36:17, 0:36:17]: Area. [0:36:18, 0:36:19]: Um [0:36:19, 0:36:20]: And [0:36:21, 0:36:22]: I'm uncertain. [0:36:23, 0:36:28]: Ведена інівон о стафвод аклі. [0:36:29, 0:36:29]: Um [0:36:30, 0:36:38]: present to us that people were stacked and carrying off the space. And if that's the case, I need to know who said that. [0:36:39, 0:36:40]: Um and in general [0:36:41, 0:36:44]: Uh uh because I I know for a fact that's not true. [0:36:44, 0:36:45]: Um [0:36:45, 0:36:48]: My my only concern is [0:36:48, 0:36:52]: We want certain things done, and I I'm okay with tabling. [0:36:53, 0:36:57]: And and letting our attorney look at where it is. It was supposed to start on Thursday. [0:36:57, 0:37:03]: Um, September's right around the corner, so it won't it won't hurt us to just delay it. [0:37:03, 0:37:04]: If that's the case. [0:37:04, 0:37:10]: But we're also talking about growing our staff if need be. We're a growing community, a growing city. [0:37:10, 0:37:13]: Um so I think we should take all of that into consideration. [0:37:14, 0:37:14]: Um [0:37:16, 0:37:17]: And someone I [0:37:18, 0:37:22]: Maybe you guys can correl recolate my memory, Mr. Knighton. Why [0:37:22, 0:37:37]: Is it that it was brought up last meeting in the first place to go ahead and do? What what are the things that you see? This issue was brought up several months ago. In fact, I sent an email to the council and I can't remember is it March or April. I'd had to go back and look. [0:37:37, 0:37:40]: I sent an email to the council signaling [0:37:40, 0:37:44]: That we were going to go ahead and look at creating office space. [0:37:44, 0:37:46]: Downstairs in the finance area. [0:37:47, 0:37:57]: Primarily because one, the IT department had outgrown that space. They were in a cubicle and they had certain items that were out and exposed that really needed to be in a secure location. [0:37:57, 0:38:03]: So they moved down to the the office down the hallway, which was formerly used by the previous economic development. [0:38:04, 0:38:07]: director. We also had uh two new positions. [0:38:08, 0:38:11]: Yeah, or I'm sorry, another position that was approved. [0:38:11, 0:38:12]: Uh in the budget. [0:38:13, 0:38:21]: Um with respect to um staff, actually typically two new positions actually that were approved in the budget uh for the staff. [0:38:21, 0:38:32]: Therefore, in order to create some additional office space within City Hall, we thought this would be a best option. It's only about, I think it was about$80,000 as a total for this option. [0:38:33, 0:38:35]: Versus even looking at something like an annex. [0:38:36, 0:38:41]: build an annex building that's gonna be several hundred thousand dollars, if not into millions of dollars. [0:38:41, 0:38:50]: because you would have to obviously create a totally new space, brick and mortar space, air conditioning, electric, everything, plumbing, everything that goes along with it. [0:38:51, 0:38:56]: This was seen to be a more economical option for creating office space in City Hall. [0:38:57, 0:39:00]: Okay, thank you. And do you know or estimate [0:39:01, 0:39:11]: at what time um we estimate that the employees would be back and and will be up running. I know right now we're working on pretty good projects about we we had [0:39:12, 0:39:17]: Yes. Uh because of COVID nineteen, of course, we were fully teleworking for a long period of time. [0:39:17, 0:39:28]: And then gradually we moved back into a rotational basis. And then uh we moved back to uh everyone was back in the office, uh essentially everyone was back for the previous. [0:39:28, 0:39:30]: previous two weeks or so. [0:39:31, 0:39:38]: Uh and um in the last two weeks we have been out. All of this, as I have said from the very beginning, since we've been dealing with this pandemic. [0:39:39, 0:39:42]: I want to do what I think is right and fair. [0:39:42, 0:39:46]: for staff members to make sure that we're in a safe and healthy environment. [0:39:46, 0:39:48]: And I said from the very beginning. [0:39:48, 0:40:08]: If the data and information comes to us and it's not the numbers are not looking good in terms of COVID exposures in Henry County, the state, and so forth, we would make adjustments. We would adjust. We would change our schedules in order to keep the staff in a position to be healthy. And that's what I've done, and I will continue to do as city manager. [0:40:08, 0:40:08]: Yeah. [0:40:09, 0:40:26]: Because as we've seen, these numbers have started to escalate. And we thought that perhaps we may have had a staff exposure about two weeks ago, which is why I went ahead and shut everything down and we obtained additional information to make sure that we were in a good, safe and healthy place. [0:40:26, 0:40:33]: Um my intention was, based on information, is to probably go back to a rotational basis starting next week. But again [0:40:33, 0:40:34]: I will continue to say. [0:40:35, 0:40:40]: Uh my charge and my responsibility is to try to keep the staff in a safe and healthy position. [0:40:40, 0:40:43]: Yet the numbers and the data and the science says [0:40:43, 0:40:49]: that uh the COVID uh cases are increasing and exposures are increasing, then we would need to pull back. [0:40:50, 0:40:57]: Um but uh right now, um, you know, we'll continue to op operate hopefully on a rotational basis starting next week. [0:40:57, 0:41:00]: But again, as we have seen with this pandemic. [0:41:00, 0:41:02]: Things have changed and things can be fluid. [0:41:04, 0:41:11]: Thank you. I have uh w one last question. Um did you ask for consensus when you discussed and sent an email to Mirror Council? [0:41:12, 0:41:26]: Or was it just something we discussed? You didn't hear any negative feedback on or or proceeding with that. Right. I I don't recall specifically. I'll go back and look at the email. I don't think I heard anything back from that as I recall. I'd have to go back and be sure, but I don't think I heard anything back. [0:41:26, 0:41:33]: related to uh something that should be pulled back or anything. And that's why I went ahead and moved forward with this option. [0:41:33, 0:41:36]: All right. Thank you. No further questions for me. [0:41:36, 0:41:38]: Councilwoman Barber, go ahead, please. [0:41:38, 0:41:47]: Thank you. And I do remember that you said several months ago, but we weren't dealing with COVID then. [0:41:47, 0:41:50]: So the last city council meeting [0:41:50, 0:41:52]: When this item was presented. [0:41:52, 0:41:55]: It was presented as though it was high priority. [0:41:56, 0:41:58]: Ти протек імпої. [0:41:58, 0:42:02]: I knew then that employees were not working at City Hall. [0:42:03, 0:42:04]: Every day. [0:42:04, 0:42:07]: I knew then that they were still rotating. [0:42:07, 0:42:09]: This should not be priority. [0:42:11, 0:42:12]: We can wait. [0:42:12, 0:42:14]: On these offices. [0:42:14, 0:42:15]: So [0:42:16, 0:42:22]: I'd like to see us as or task staff now with contacting the state or the contractor. [0:42:23, 0:42:28]: To cancel that PO as soon as possible. We don't want to move forward with that. [0:42:28, 0:42:29]: Right now. [0:42:29, 0:42:34]: Staff won't return to office for another couple of months, so I predict. [0:42:35, 0:42:39]: Um we know that these COVID cases are still increasing. [0:42:40, 0:42:51]: So I encourage Mr. Knighton if he would, please consider allowing staff to continue working from home as long as possible. [0:42:51, 0:42:51]: No. [0:42:52, 0:42:53]: That's just my my opinion. [0:42:54, 0:42:55]: Councilwoman Gantt please. [0:42:56, 0:43:00]: Last comment, I don't understand what the reason of the delay would be. [0:43:00, 0:43:05]: Um we've received notice about this. We've talked about this several times in the past. [0:43:05, 0:43:11]: Um there's been discussions on needing extra space. I would love for the council to have their office back as well. [0:43:12, 0:43:12]: I [0:43:13, 0:43:19]: We can't in one term want us to speed up and then then they then the staff is proactive in getting something done. [0:43:19, 0:43:22]: Um for eighty thousand dollars. [0:43:22, 0:43:36]: Um, which is a you know, if they're putting cubicles in or whatever the case may be, which is a minimum cost compared to some of the other projects, and then they go ahead and be proactive and do it. And we say, Well, everybody's sitting at home. [0:43:36, 0:43:39]: What happens when everybody's safe to go back to work? [0:43:39, 0:43:45]: And they're still back in there and they're out in the common area or wherever they have to go to work. [0:43:45, 0:43:52]: Our city attorney works up in one of the conference rooms or move around because someone might need the conference room space. [0:43:52, 0:44:12]: We don't have the adequate rooms for our staff. It's a known fact. I might come in and want to use a conference room and he may be in there working or has and have to rotate to somewhere else. Um there may be a meeting from a board member of a committee. Why would we wait until we get back and then the people are there and we [0:44:12, 0:44:14]: We don't have everything set up. [0:44:14, 0:44:25]: Um, it's kind of like something I said about the county or or the cities or anything else. We're in covert right now. Why would we not fix those potholes when there's not as much traffic on the road? [0:44:26, 0:44:31]: I mean, uh if we're gonna be proactive, we can't be hypocritical at the time point that we're gonna be proactive. [0:44:32, 0:44:34]: So I think that that is a problem. [0:44:35, 0:44:38]: Um, and I think that we need to consider that. [0:44:38, 0:44:41]: Specifically because it had already been laid out. [0:44:43, 0:44:51]: Mr. Alexander, go ahead, please. Yes, I want to ask uh Mayor Pro Tem Thomas. Um his I think his initial inclination was to cancel it. [0:44:51, 0:44:56]: So I wanna understand, is that the motion that he wanna do? The city attorney suggests [0:44:57, 0:44:57]: Um [0:44:58, 0:44:59]: Tabling it. [0:44:59, 0:45:00]: But [0:45:00, 0:45:02]: Might it be best to to cancel it? [0:45:03, 0:45:04]: Is that what his intention is? [0:45:05, 0:45:09]: Well m my my intent and I I do understand the [0:45:10, 0:45:16]: the method of reconsideration, as I stated earlier, once I began to [0:45:16, 0:45:17]: Look at [0:45:17, 0:45:20]: Everything that we needed to do. [0:45:20, 0:45:30]: And and it's not clear, even though, you know, we say eighty thousand like it's you know, like it's nothing, but I'm sort of just dealing with principles right now. [0:45:30, 0:45:33]: Um in in trying to go forward now. [0:45:34, 0:45:37]: Table versus council altogether [0:45:38, 0:45:39]: Ам окей. [0:45:40, 0:45:50]: I think for me right now is to revisit this at the retreat. I'm definitely not in favor of going forward right now, on Thursday. [0:45:51, 0:45:52]: Um [0:45:52, 0:45:54]: You know, September. [0:45:54, 0:45:59]: You know, we just have to see where we are. Uh now just for me. [0:45:59, 0:46:10]: This is just for me. Uh I plan to be in COVID-19 mode for the rest of the year and maybe even for the first quarter quarter of 2021. So um [0:46:10, 0:46:17]: I won't be coming into City Hall per se. I hadn't been in in City Hall since that time, but [0:46:17, 0:46:18]: Um [0:46:18, 0:46:31]: It's gonna be hard for any of us to come back in the city hall, especially the the the council in the chamber, uh, without some kind of refitting. And I can understand the safety of of all staff as well. [0:46:32, 0:46:39]: Um, so it's just one of those decisions we have to make. And I would just rather caution on the side of delay. [0:46:40, 0:46:44]: rather than to uh than to rush into it. Um so [0:46:44, 0:46:59]: I'm okay with canceling it. I'm okay with tabling it. But I definitely want to make sure that we discuss this at the retreat and uh and just see where um our thought process and the discussion process is in September. [0:47:00, 0:47:08]: Well, Mayor Pro Tem may make a suggestion to you then make a motion to say that we discuss the retreat if that's the case. But stand by one second. Councilman Blount, please. [0:47:09, 0:47:13]: Uh first of all, Mr. Knight and I just wanna say to you and staff [0:47:13, 0:47:15]: That when we voted on something [0:47:16, 0:47:17]: You are moved on it. [0:47:17, 0:47:18]: El [0:47:19, 0:47:19]: It becomes [0:47:20, 0:47:22]: an interesting position for staff. [0:47:22, 0:47:26]: That we complain when you don't move on something. [0:47:26, 0:47:32]: And then we complain when you do move on something. So I I I think you ought to damn if you do and damned if you don't. [0:47:32, 0:47:35]: I think that when this council sits down and we make [0:47:35, 0:47:37]: Uh we vote on something. [0:47:37, 0:47:43]: The principle of that is to move something forward or to discontinue something or table something. [0:47:43, 0:47:45]: And this pos and in this case [0:47:45, 0:47:47]: It was to move something forward. [0:47:47, 0:47:52]: And when Staff did that, now we're coming back and now we're we're going in a different direction. [0:47:52, 0:47:54]: We have to all sit down and figure out uh [0:47:55, 0:47:59]: where we want to go as a council and how we want to how we want staff to move because the staff moves [0:48:00, 0:48:01]: Then that's what we have [0:48:02, 0:48:03]: That's what we've asked them to do. [0:48:04, 0:48:05]: That's the directive we've given them. [0:48:06, 0:48:12]: And so when we talk about principles of voting and and and st uh uh to move projects forward. [0:48:13, 0:48:16]: We have to congratulate when they're being done. [0:48:16, 0:48:17]: rather than sit here [0:48:18, 0:48:25]: and and and basically shoot it down because wow they've done this and hey let's let's switch another direction. We have that right as a as a council to [0:48:26, 0:48:30]: say we want to go a different direction. That's that's that's that's what we we can do that. We have that power. [0:48:31, 0:48:33]: But we have to be careful and cautious. [0:48:34, 0:48:35]: But when we test [0:48:35, 0:48:37]: staff with something and they do it. [0:48:37, 0:48:39]: that we're sitting here belittling a process that we [0:48:40, 0:48:41]: But in pro in in progress. [0:48:42, 0:48:43]: That's all I gotta say on that. [0:48:44, 0:48:49]: Yeah. The one of the unknown factors though is that Mr. Williams got to check it out in the contract. We may we may may have to if we [0:48:50, 0:48:53]: delay this, obviously it may be some type of financial penalty, I'm assuming. [0:48:53, 0:48:56]: I mean you have to research and and and figure that out. [0:48:56, 0:48:59]: Uh so uh that is still unknown. [0:48:59, 0:49:00]: in this aspect as well. [0:49:01, 0:49:02]: Now uh okay, so [0:49:03, 0:49:04]: Any more discussion? [0:49:05, 0:49:20]: I so yes ma'am. Go ahead, Miss Barber. Is City Hall still closed to the public? Yes it is. So it was still closed to a contractor to begin work. Or was this [0:49:20, 0:49:21]: Um [0:49:21, 0:49:26]: public work staff that was going to be tasked with constructing these offices. [0:49:28, 0:49:29]: Mr. Knight. [0:49:29, 0:49:30]: It was a contractor. [0:49:31, 0:49:32]: Contractor. [0:49:32, 0:49:33]: Okay. [0:49:33, 0:49:33]: Thank you. [0:49:35, 0:49:39]: All right. So we've had a lot of discussion. So what what what's the uh [0:49:39, 0:49:43]: Decision of the council. Need a motion what what we want to do here as a as a cre collected group. [0:49:45, 0:49:47]: We've already done in a sense reconsidered this. [0:49:50, 0:49:52]: Well Matt. [0:49:53, 0:49:54]: Excuse me, sir. [0:49:54, 0:49:56]: Mm. [0:49:56, 0:49:57]: Yes, we are. [0:49:58, 0:50:03]: So you said uh I think I think Councilman Thomas, uh Mayor Protein Thomas had alluded to [0:50:03, 0:50:07]: uh table until we get to the retreat to uh identify some [0:50:07, 0:50:08]: I'm not for [0:50:08, 0:50:12]: getting rid of it. I think I think that we need office space there. Extra office space. [0:50:12, 0:50:17]: Uh Mr. Mayor. Uh can the city clerk recall [0:50:18, 0:50:19]: Um [0:50:19, 0:50:23]: What I know it was it was a motion, it was second. [0:50:23, 0:50:27]: Uh what was the what was voted on, Madam Clerk? [0:50:29, 0:50:30]: You you you're mooted. [0:50:30, 0:50:30]: Really? [0:50:31, 0:50:33]: There you go. That was your motion to reconsider. [0:50:35, 0:50:41]: You have to have a motion just to reconsider and bring it back. Now you're in discussion on what you want to do. [0:50:41, 0:50:44]: None that you brought the item back. Correct, Mr. Williams. [0:50:46, 0:50:46]: That is correct. [0:50:48, 0:50:50]: Okay, so [0:50:51, 0:50:52]: Um [0:50:53, 0:50:57]: Like I like I mentioned before, I'm okay with discussing it later. [0:50:57, 0:51:01]: I do not want to say cancel altogether. [0:51:01, 0:51:04]: Even though if if you cancel it now. [0:51:04, 0:51:16]: And even if you get to the retreat and cancel it then or if you get to the retreat and say you don't wanna do it, uh it i it's all the same, but it seems like either way [0:51:16, 0:51:18]: It's gonna have to run back for a vote. [0:51:19, 0:51:19]: To go forward. [0:51:20, 0:51:25]: Well okay, make make a motion because right now it if nothing happens it they're gonna be there on Thursday. [0:51:26, 0:51:26]: That's the thing. [0:51:27, 0:51:31]: They're coming on Thursday. Well well that that's that's slightly [0:51:31, 0:51:37]: Uh y y you're correct. If nothing happens the it will go forward on Thursday. So we just need, you know [0:51:37, 0:51:40]: Whether it's a table or a cancellation. [0:51:40, 0:51:44]: My recommendation is to table it, that will buy us some time to to [0:51:45, 0:51:50]: uh work with them if in the event that you decide to go forward with it. We haven't [0:51:50, 0:51:52]: You know sever ties with with this. [0:51:53, 0:51:57]: group when we can tell them it's it's being delayed while council reviews it. [0:51:58, 0:52:03]: Well well, Mr. Mayor, but what I what I don't want to do, if even if we table this [0:52:03, 0:52:07]: I I do not want other expenses to be um [0:52:08, 0:52:22]: move going forward. And in fact, when we do come to retreat and we decide to cancel. So by tabling it then it sh there should not be any action. There should not be any more expenses exerted toward this. Am I correct? [0:52:23, 0:52:25]: I I I would assume so. That's my assumption. [0:52:26, 0:52:30]: Yeah, that would be the case. That there would be no action with respect to that contract. [0:52:32, 0:52:38]: Okay, well I I'm okay with uh with just tabling it for now with the understanding. [0:52:38, 0:52:45]: that you know, we w it it would have to come back to the Florida Council for uh uh for an affirmative vote to go forward. [0:52:46, 0:52:48]: Is there a second to the motion? [0:52:49, 0:52:52]: Ms. Count uh Councilman Barber seconds that. Any further discussion? [0:52:52, 0:52:59]: All very mister Mr. Mayor, I just wanna clarify what I said when I said no further action. We still need to have a conversation with them. [0:52:59, 0:53:03]: Right. [0:53:04, 0:53:06]: uh putting the contract on hold. [0:53:06, 0:53:08]: Right. Yeah, I under yeah, makes sense. Understand. [0:53:09, 0:53:11]: No further discussion. In all in favor of the motion, please indicate. [0:53:12, 0:53:14]: One, two, three. [0:53:14, 0:53:15]: Oes. [0:53:16, 0:53:17]: What? [0:53:18, 0:53:20]: Okay, I got three one one is what I have. [0:53:21, 0:53:22]: Okay. [0:53:23, 0:53:27]: You said three one one. Yeah, Mr. Blount. I don't know, Mr. Blount. Mr. Blount, what was your vote? [0:53:29, 0:53:30]: Is this to what? [0:53:30, 0:53:38]: Motion to um table with the understanding of a determining vote by the council. [0:53:38, 0:53:40]: Following the retreat. [0:53:41, 0:53:43]: Well, I'm for uh I'm for [0:53:44, 0:53:45]: I'm for [0:53:45, 0:53:47]: Tabling it versus re removing it. [0:53:48, 0:53:48]: Okay. [0:53:49, 0:53:50]: So we'll make that three two. [0:53:52, 0:53:54]: It passes the the motion passes three to two. [0:53:55, 0:54:01]: Okay. I I believe it's it's four one. Wait, I'm not sure. Um what is your vote, Councilman Blount? [0:54:03, 0:54:09]: I'm if it if the vote is to sustain it, I'm saying is to table it versus removing it. [0:54:09, 0:54:10]: I'm for tabling. [0:54:11, 0:54:15]: Oh, okay. I'm sorry. Thank you. Thank you, Mr. Attorney. I appreciate that. Four one. [0:54:16, 0:54:17]: Four one. [0:54:17, 0:54:18]: Right. [0:54:20, 0:54:23]: Ms. Gantt, was your vote in opposed or abstained? [0:54:24, 0:54:25]: No actually [0:54:26, 0:54:27]: I thought we were v [0:54:27, 0:54:29]: I'm confused. I'm sorry. [0:54:29, 0:54:33]: I'm voting I was voting against reconsidering. We've already voted for that. [0:54:33, 0:54:35]: Right. Then we went back. [0:54:36, 0:54:39]: What are we vote we voting to table this until when? [0:54:39, 0:54:48]: Okay, the the motion was to table with the understanding of a determining vote by the council following the retreat. [0:54:51, 0:54:52]: I'll abstain. [0:54:52, 0:54:55]: I'm my I I just have a concern about [0:54:56, 0:55:02]: if there's a penalty for delay, you know, a project when someone could have had a job somewhere else. So [0:55:03, 0:55:04]: I'd abstain for now. [0:55:05, 0:55:09]: I I mean for legal purposes, I'd say. [0:55:09, 0:55:11]: I ha I've recorded it, thank you. [0:55:11, 0:55:15]: So it's four zero one then is what it is. Correct. Okay, thank you. [0:55:15, 0:55:15]: All right. [0:55:16, 0:55:28]: All right, next um uh this deals with the resolution in reference to the URA. Uh it was brought added by Mare Potem, but this is something I think the our legal counsel should take the lead on with our guests tonight as well. [0:55:28, 0:55:30]: Mr. Wooles, please. [0:55:30, 0:55:31]: That is correct, sir. [0:55:31, 0:55:32]: Okay. [0:55:33, 0:55:37]: Yes, sir, Mr. Mayor. Um, so you have a resolution in front of you. [0:55:37, 0:55:39]: Um which uh would [0:55:40, 0:55:49]: Uh designate the city council as the urban redevelopment agency of the city of Stockbridge. Uh you will recall that. [0:55:49, 0:55:51]: And twenty six stin. [0:55:51, 0:55:57]: The city designated the uh board of the downtown development authority to do that. [0:55:57, 0:55:58]: Um [0:55:59, 0:56:02]: since that time they they've not met in [0:56:03, 0:56:04]: Um there's really no [0:56:05, 0:56:10]: uh normal routine reason for the ura to meet [0:56:10, 0:56:16]: Um however an issue has come up um with respect to the amphitheater. [0:56:16, 0:56:19]: Джорджа пора ніцмет. [0:56:21, 0:56:25]: to be allowed to install and maintain uh electric [0:56:25, 0:56:30]: circuit or conduit to provide power for the amphitheater and the ancillary buildings there. [0:56:31, 0:56:32]: Um the [0:56:33, 0:56:37]: portion of the land where that easement runs is [0:56:37, 0:56:42]: titled in the name of the urban redevelopment agency. So we need that entity [0:56:42, 0:56:44]: to uh execute [0:56:45, 0:56:46]: The ease map. [0:56:46, 0:56:47]: Um [0:56:47, 0:56:54]: And I'm I'm not gonna sort of go into a long um discussion about why uh the downtown development authority [0:56:54, 0:56:58]: might not be the best entity to serve in the capacity of the URA. [0:56:59, 0:57:16]: Um but what and I you know I provided some information about that to the council over the weekend, but what this does is it eliminates that unnecessary step and designates the city council as the board for the uh URA as is permitted under state law. [0:57:16, 0:57:36]: And in doing so, uh all what would have to happen is if you voted to approve that resolution, we would have to designate a a you know time in the near future for a meeting of the URA to occur, which would be you know the the six of you all. And at that point we would discuss the easement how [0:57:36, 0:57:37]: However [0:57:37, 0:57:43]: We do have representatives from Kekkenwood who can speak to the need for the easement. [0:57:44, 0:57:52]: um and and any other issues related to it, uh that to the extent you all have questions. But in my mind, um, you know [0:57:52, 0:57:57]: While this isn't uh necessarily a housekeeping matter, this is you know [0:57:58, 0:58:14]: uh a a fairly reasonable, you know, uh solution to accelerate any action that needs to take place with respect to the amphitheater by making the decision making, uh putting the decision making in the hands of the city council. [0:58:15, 0:58:29]: All right, thank you. And uh so for Mr. Kekken Wood, who who'll who would like to speak on that to give your piece here, sir? Which gentleman. There you go. Okay. I well I guess I will speak on that. Um [0:58:30, 0:58:50]: I was um Keckenwood has just been brought on board the last two weeks or so to uh to play a part in that project. So um I've been uh working with the contractor and the architect uh and the folks um with the city to understand a lot of the issues there and what of them [0:58:50, 0:58:54]: is of course this isma and just to kind of fill you in on [0:58:55, 0:58:59]: Um the importance of the easement. [0:58:59, 0:59:06]: Um my understanding from the contractor is that the project is at the stage now. [0:59:07, 0:59:10]: that the uh the power loop [0:59:10, 0:59:27]: from Georgia Power needs to be installed rather soon. I don't know what I can't give you an exact time frame, but let's say within weeks we need to be initiating that installation. It's an underground power service entry feed to the various buildings on site. [0:59:28, 0:59:48]: Um the contractor is now erecting those buildings and will be needing permanent power on those uh buildings rather quickly. Uh plus because it's underground, uh various site work activities will need to follow that. So we need to go ahead and get that uh that installed. Uh so [0:59:48, 0:59:57]: Um, you know, I think I think it's right to say time is of the essence to get the easement executed so that Georgia Power can proceed with their work. [0:59:58, 0:59:59]: Okay. [0:59:59, 1:00:05]: Council, any questions for uh Carl here at all in reference to Keck and Wood and and their piece of this? [1:00:05, 1:00:06]: Anything? [1:00:07, 1:00:07]: Are you? [1:00:08, 1:00:09]: Yes, ma'am. Miss Bobby? [1:00:10, 1:00:23]: I wanted to know since they've been brought on board, have you all had the opportunity to review our final executed contract along with the um final bid documents? [1:00:26, 1:00:36]: I don't I don't believe that that we've been tasked to do that, but if if that's the case, uh I'll refer to Mr. Knighton as to whether or not we should be doing that. [1:00:37, 1:00:56]: Yeah. Um now are they attending the weekly project management meetings? Okay. Yes, they are. They are and Mr. Trevayfan is providing me um with weekly reports, full scale reports um to me directly of the progress and they are part of those meetings as well. They did meet on site. [1:00:56, 1:00:58]: with um the cur or the [1:00:59, 1:01:00]: H. J. Russell team [1:01:00, 1:01:12]: um initially a couple of weeks ago and uh spent about four probably five or six hours maybe uh with them on site and um he is and and her heck and wood has been tasked with providing me [1:01:12, 1:01:19]: with weekly uh updates of the progress in any areas of question or concern of the project. And they have been providing those to me. [1:01:20, 1:01:22]: Okay, good. Thank you. [1:01:22, 1:01:26]: Right, um Mr. Pitts, I just don't know one no. Do you have anything you need to add, sir at all? [1:01:27, 1:01:44]: No, I I don't may Mr Mayor. I'm just glad to be part of this. Um and just for y'all's information, uh Carl works for for me. I'm I'm the project manager from our standpoint, so I'm I'm here to support whatever y'all need to do out there. So [1:01:44, 1:01:50]: Okay. Thank you, sir. I don't know Council Council, if there are no other questions at all, I just need a motion to accept that resolution. [1:01:50, 1:01:51]: And we can go forward. [1:01:53, 1:01:54]: Is there a motion? [1:01:55, 1:01:55]: Castle and Blount? [1:01:57, 1:01:59]: You you make a motion to go forward that sir? That was your [1:02:00, 1:02:01]: Yeah, so move. [1:02:01, 1:02:02]: Don't move. Is there a second? [1:02:03, 1:02:07]: I second. Mr. Mayor Potem seconds that any if there are any further any further discussion. [1:02:08, 1:02:10]: If not, all in favor of motion, please indicate. [1:02:11, 1:02:14]: Okay, fantastic. You know, okay, good deal. [1:02:14, 1:02:22]: Mr. Mayor, um a couple of quick things. One, um, and and you don't have to decide today, but we we do need to [1:02:22, 1:02:33]: um schedule a a meeting fairly quickly uh for the URA, for you all to meet as the URA. It should shouldn't be more than about a ten or fifteen minute meeting if that. [1:02:33, 1:02:53]: um in order to g to approve the easement. Now if if the if you are also inclined um to uh uh allow the mayor to sign the easement in the capacity as the presiding officer of the URA and that be ratified at that meeting so it can proceed, uh you know we we could do that as well. [1:02:53, 1:02:55]: But whatever the pleasure is of the council. [1:02:56, 1:02:57]: All right. [1:02:57, 1:02:59]: Are we able to do that now? [1:02:59, 1:03:07]: Well, y it wouldn't be a vote, but but if if if if the the majority of the council signaled that they were okay with the mayor [1:03:08, 1:03:14]: signing it as the chair of the URA and having that ratified at the next meeting, um, then we can do that. [1:03:15, 1:03:19]: But you don't have to vote just just g give our give your approval verbally. [1:03:19, 1:03:26]: Yes. Okay. Alexander says yes. Anybody else? B Barber's yes. Yes. [1:03:26, 1:03:32]: All right, so I guess that makes it that's a majority super majority. Oh, he's pointing. Blount's pointing. Do you remember what's up with that? [1:03:32, 1:03:52]: Uh okay. So I say uh uh Mayor Proteva, I guess you'll go with this as well. I say yes. Okay, okay, got so we're good. So appreciate and then then one other uh unrelated item while I have the floor, if I could take the the privilege, Mr. Mayor. Right at the time. Um there there was some discussion about having the uh council uh [1:03:52, 1:04:01]: Adopt a resolution in support of the amicus brief that the Georgia Municipal Association filed in the case between Governor. [1:04:01, 1:04:07]: Kemp in the city of Atlanta with regard to the enforcement of the mass policies. [1:04:07, 1:04:10]: uh that the city of Atlanta imposed. [1:04:10, 1:04:11]: Um [1:04:11, 1:04:18]: I I had anticipated that would be part of tonight's agenda to just a a resolution in support of that. Um [1:04:19, 1:04:23]: You know, again it's it's the council's pleasure, but I just wanted to throw that out there. [1:04:23, 1:04:24]: Mr. Alexander, go ahead. [1:04:24, 1:04:31]: Yes, sir. That'd be great. Mayor, I'd like to make a motion to amend the agenda to add this resolution to tonight's meeting. [1:04:32, 1:04:33]: I second. All right. [1:04:34, 1:04:41]: Okay, Miss Barber Secondette, uh no problem. So any further discussion? Uh Miss Mayor, what's that Miss Barber or Ms. Gann? Ms. Barber. [1:04:42, 1:04:45]: It was Miss Gantt. Oh, wasn't Gantt? Yes. [1:04:46, 1:04:47]: Okay. [1:04:47, 1:04:57]: Oh, I'm sorry. It I heard her. I think you raised your hand as well, but I think I heard Council. I'm on I'm not on mute. Um, I was just okay, I'm sorry. My bad. Okay. [1:04:58, 1:05:10]: We got it straight now. Okay. So on uh that note, on that resolution, uh any further discussion? And if not, uh got a motion of a second. All in favor of that motion, please indicate. [1:05:11, 1:05:31]: All right, fantastic. All right. So I guess do you have that ready, sir? And when I get in in office, I'll I'll sign that. Okay, and we'll send it forward to CMA. Okay. Okay. I'm sorry I just want to clarify. I made the motion to add it to the agenda. We need to actually approve it, right? Right. That's correct. Thank you, Councilman. Okay. I would like to make a motion to uh approve the um [1:05:31, 1:05:34]: brief as discussed by the attorney to [1:05:34, 1:05:43]: To add uh the GMA, uh support GMA in the brief against the governor. Again, they owned by the governor. Okay. Home rule. [1:05:43, 1:05:50]: Okay. Okay. Gas second. Miss Barber s Miss Barber actually seconded already. Oh. [1:05:50, 1:05:52]: Alexander and Barber. All right. [1:05:53, 1:05:55]: Any further discuss. If not. [1:05:56, 1:05:58]: Okay. All in favor of motion, please indicate. [1:06:00, 1:06:03]: All right, fantastic. Okay, now we're good. Thank you, sir. Place for straighten me out. [1:06:03, 1:06:04]: All right. [1:06:04, 1:06:07]: On that note, uh I have my comments. [1:06:07, 1:06:10]: Uh folks you realize this is twenty twenty. [1:06:11, 1:06:13]: This is a a census year. [1:06:13, 1:06:19]: So and census is very important. So if you haven't filled out your census documents and been counted properly, please do so. [1:06:19, 1:06:24]: It means multiple um funds, federal funds come into our community when we're properly accounted for. [1:06:25, 1:06:45]: And we are the largest city, Starbury's largest city in Henry County, and I would speculate that we'll still be the largest city once it's all all the data is turned in there. So please go out. If you haven't created a census, please do so. I believe you can go to our website and you can receive and and and uh log on there and get the actual link that you need to do to uh apply and and and get the census done. All right. [1:06:44, 1:06:46]: So if you haven't done so, please do so. [1:06:48, 1:06:50]: The public health department, of course, we're in district four. [1:06:51, 1:06:57]: And uh once again, if you have any symptoms you need to get tested, the number for to set your appointment, the number is eight hundred. [1:06:58, 1:07:00]: eight four seven four two six two. Once again eight hundred. [1:07:01, 1:07:03]: eight four seven four two six two free of charge. [1:07:04, 1:07:07]: It's daily from eight to one atherites senior center. [1:07:07, 1:07:09]: Look at McGardy Road in McDonough. [1:07:09, 1:07:13]: And by the way, the city of Hampton is going to have a pop up testing site. [1:07:13, 1:07:18]: Now even though it's in Hampton, you can still go, they're free of charge if you have transportation. That'll be August sixth. [1:07:18, 1:07:23]: eight AM to one PM. It's gonna be at the city park. There'll be the advertisement and and public release. [1:07:23, 1:07:41]: uh press uh release coming out about that as well. Once again City Hampton, a pop-up testing site for COVID nineteen, August 6th, 8 a.m. to 1 PM. And by the way, August 6th. Doesn't that ring something in your mind? What is August 6th? That is our Centennial folks. 100 years as a as a incorporated city. [1:07:41, 1:07:46]: Now obviously this year we'll have to do this by way of uh virtual, but it's but we're gonna celebrate. [1:07:47, 1:07:50]: And I can't wait to twenty twenty one'cause we'll have to make up all that time, right? [1:07:51, 1:07:55]: Virtual parade drive-through, how about that? [1:07:56, 1:07:59]: Now you know what else is is very important besides a centennial. [1:08:00, 1:08:03]: of the city Stockbridge Honey Year Anniversary, August sixth. [1:08:03, 1:08:06]: You know what else is very important about August Sixth? [1:08:06, 1:08:13]: August sixth of nineteen sixty-five was the actual signing of the vote the initial voting rights act. [1:08:14, 1:08:17]: Yeah, August sixth, nineteen sixty five, fifty-five years ago. [1:08:18, 1:08:19]: On August sixth. [1:08:20, 1:08:27]: Lynn B. Johnson signed that act. And present during that act was uh Reverend Dr. Martin Luther King Jr. [1:08:28, 1:08:30]: John Lewis. [1:08:30, 1:08:31]: And Rosa Parks. [1:08:32, 1:08:35]: And of course John Lewis indicates that his heroes [1:08:35, 1:08:38]: or Darton Luther Luther King Jr. and Rosa Parks. [1:08:39, 1:08:40]: Go figure, right? [1:08:40, 1:08:44]: And by the way, Stockbridge is what? The ancestral home of the King family. [1:08:44, 1:08:45]: Amen. [1:08:45, 1:08:53]: All right. So we we have a part of this history in reference to civil rights, human rights. We are part of this history. [1:08:54, 1:08:56]: And what I like to do now is is it was it was um [1:08:57, 1:08:58]: And thanks to the [1:08:58, 1:09:01]: The clerk for handling this I'd like to do now is read a proclamation.
