[0:20:37, 0:20:45]: And on behalf of city council members Elton Alexander, Yolanda Barber, John Blount, Nikisha Gann, and Afonso Thomas do hereby proclaim February 2021. Outstanding. [0:21:09, 0:21:14]: On that note, uh Elsta absolutely else standing. On that note, uh [0:21:15, 0:21:30]: Uh we have a presentation by our Henry County Sheriff, which uh is Mr. Reginald Skandrick, which in sense of uh African American history is the first African American to be Henry County Sheriff, so he's made history himself. [0:21:31, 0:21:38]: So I'm happy to have you with us today during this proper time of African American Black History Month to give us a presentation, sir. Really appreciate you being here. [0:21:39, 0:21:42]: It's an honor certainly to be here with you guys today. [0:21:42, 0:21:52]: Um I sort of don't take this opportunity or any opportunity given some of these challenges that we're going through today, uh, in this country and globally for granted, uh this time. [0:21:52, 0:21:52]: Yeah. [0:21:53, 0:21:55]: Uh do I just dump jump right in the mirror? [0:21:55, 0:21:57]: Yes, sir. You have the floor. [0:21:58, 0:22:18]: All right, well, it it's it's an honor to be um and and people are calling me and and and during this season saying they congratulations on being the first African American sheriff. And that is a complete honor for me, but it's certainly an honor to be qualified uh to be in this position as well. And so that's certainly an honor for me, and it's particularly during this season. And during this season, we have tremendous change. [0:22:18, 0:22:21]: Challenges relative to law enforcement and the community. [0:22:22, 0:22:27]: And that was one of the platforms that we wanted to try to jump into and to try to take care of immediately. [0:22:27, 0:22:32]: on the relationship between law enforcement and the community. [0:22:32, 0:22:44]: And one of the ways that we attacked that initially was to create a division that specialized just and focused in on just on the concerns of law enforcement in the community. [0:22:44, 0:22:49]: And what I wanted to do more specifically is look at some of the challenges that we had. [0:22:50, 0:22:51]: From a real lifting perspective. [0:22:52, 0:22:56]: And to be able to sit down with those things, dissect those things. [0:22:57, 0:23:03]: sit down in various communities and go back to the twenty first century ways of policing. [0:23:04, 0:23:13]: Or the old school ways of policing, let me say that, and be able to sit down with people eye to eye and and with at at their residence and say, How can we help you suffer less? [0:23:14, 0:23:17]: What are some of the concerns that you see that we have not seen? [0:23:18, 0:23:26]: And what's some of the things that we can do collectively moving forward to order to one, to heal, and then two, to address them appropriately. [0:23:26, 0:23:35]: We're gonna go back to an old school way of of policing, an old school way of of that the sheriff should be or used to be years ago in getting involved, um [0:23:36, 0:23:56]: intimately with the communities and the concerns that they may have. We have a lot of them on the table relative to excessive force and use of force issues and the way that it is deemed that police officers overall or deputy sheriffs overall have dealt with communities at large, which overall is not [0:23:56, 0:23:56]: That's true. [0:23:57, 0:24:04]: And I said that to say because we have tremendous men and women that done the blue and brown uniform each and every day. [0:24:04, 0:24:06]: But it's often times that we get [0:24:07, 0:24:09]: Looked at and summarized by the actions of a few. [0:24:10, 0:24:14]: And that's going to be incumbent upon us in leadership to make sure that we look at those actions. [0:24:15, 0:24:35]: Uh if one person goes wrong, that's one too many. If one person goes over with respect to use of force issues or treat people inhumanely, that's one too many. And it's incumbent upon us in leadership to make sure that we see those issues, deal with those issues, and be transparent with respect to those issues and make sure that as we move forward. [0:24:35, 0:24:38]: Да ви мвфор і на гіл на холістик аспект. [0:24:39, 0:24:45]: And make sure that we hear from those progressively and we move forward. We can only do that as we sit down with each community. [0:24:45, 0:24:56]: create a very robust strategic plan in terms of what our needs are, what our goals are, what our missions are. And we want to make sure we start off with what's called SMART goals. [0:24:56, 0:25:01]: And the SMART goals are specific, measurable, attainable, realistic, and timely goals. [0:25:02, 0:25:12]: that we know that we can touch tangibly and collectively with the community and make sure we walk those things out collectively. Uh people quite frankly are tired of talking. [0:25:13, 0:25:15]: Uh people are [0:25:16, 0:25:19]: And it's important to press those open. [0:25:19, 0:25:20]: Number. [0:25:20, 0:25:23]: Yeah, yeah. [0:25:23, 0:25:26]: We do that, I think we'll start we'll start the [0:25:26, 0:25:26]: Yeah. [0:25:27, 0:25:29]: Uh next uh name. [0:25:29, 0:25:32]: That's your area, and here and here area, and here and here we come. [0:25:33, 0:25:34]: I certainly want to make sure [0:25:34, 0:25:37]: Yeah, struggle to make sure. [0:25:37, 0:25:43]: Is a uh that the uh that the other county become other [0:25:44, 0:25:45]: Reference. [0:25:45, 0:26:02]: And in addition to that, if we do that, I think we can also be an example for the states. And I said the word states because we have 50 of them, but we've we've lost the w the the word united. Um and if we if we put that word united back together, that's gonna take a considerable amount of work. [0:26:03, 0:26:12]: that we sit down and put that back together break by break in order to build this bridge that's been imploding uh has been imploded between law enforcement and the community. [0:26:12, 0:26:17]: That is our my laser focus. Uh we I've put together a tremendous team relative to that. [0:26:18, 0:26:22]: Um there's some concerns that we found, but there's nothing that we cannot [0:26:22, 0:26:24]: Deal with and address appropriately. [0:26:25, 0:26:28]: As we try to uh heal this land of ball starting with Henry County. [0:26:29, 0:26:30]: And that's pretty much where we are. [0:26:30, 0:26:32]: Questions, comments, concerns? [0:26:33, 0:26:36]: ideas relative to the community and law enforcement collectively. [0:26:38, 0:26:38]: But [0:26:41, 0:26:43]: Thank you, Mir. First of all. [0:26:43, 0:26:55]: And now I'm unmuted. Okay. I will say first of all that I I appreciate you and look forward to uh many, many years of success for you in the county as you continue to lead the charge in your department. [0:26:55, 0:27:02]: And without a doubt, I think you're the right man for the job. And uh so did a whole lot of other people in this aspect. And I know you're gonna do great for us all. [0:27:02, 0:27:11]: And that's just my initial comment, but I look forward to further dialogue with you over the course of many years. Comments, Council, for uh questions. Uh Councilman Blount, go right in, please. [0:27:16, 0:27:17]: You're muted, sir. [0:27:20, 0:27:21]: Can you hear me now? [0:27:21, 0:27:22]: Go right here, yes, we can. [0:27:23, 0:27:27]: Yeah, first of all I want to say thank you, uh Cheryl Scandret for coming today. Um [0:27:27, 0:27:45]: You you've definitely shown us a beacon of light when it comes to uh law enforcement in Henry County. I've seen you reach across the aisle uh and reached across races, and I've seen you reach across different uh ethnic and and just different groups, and I've seen the support uh there and I've seen your commitment. [0:27:45, 0:28:00]: to bringing this community together. And uh we're looking for great things from uh you and the the uh the sheriff department with Henry County. And I just want to say uh um God bless you and I wish you uh all the success that uh comes along with uh with the vision that you have for the county. [0:28:01, 0:28:04]: Thank you, sir. Humbled by that. Thank you so much. [0:28:05, 0:28:09]: Any other questions or comments for there? Uh Councilwoman Barber, please. Go ahead. [0:28:11, 0:28:21]: I asked Sheriff Scandron, I know that there is a difference between the police department and the responsibilities of the Sheriff's Department. [0:28:21, 0:28:33]: Can you tell me what the plans or goals are to work together with the police department and sheriff's department and what impact the community should see? [0:28:33, 0:28:34]: Come of that. [0:28:35, 0:28:53]: Yes, well well, we want to make sure that there that the the various police departments that we have here, that we work together as one. It's important that we do that, that we on the same page of music playing the same song. But in order to do that, we got to make sure we understand what the agenda is, what the mission is, and then begin to dissect it from there. [0:28:54, 0:29:06]: Oftentimes people don't know the difference between the sheriff and police departments. And I will put that in fundamental terms, uh, that basically the police department deals with the crime, the sheriff deals with the person. [0:29:06, 0:29:20]: Um uh we're not full service here in terms of the sheriff's office taking care of all the uh the police functions. It's only about eleven counties in out of 159 that has that, Henry County is one. [0:29:20, 0:29:40]: But the fact of the matter is that when a person is dealt with by the police department, that person is brought to the jail. That's the sheriff's office function. Uh that person is typically brought a take uh took to the courts after that. That's the sheriff's office function. Um, and also we deal with the warrants and the rips and things of that nature as well. So the person [0:29:40, 0:29:43]: From a holistic perspective, that's is the sheriff's function. [0:29:44, 0:29:46]: From a constitutional perspective. [0:29:46, 0:29:48]: Uh it is important that we work together. [0:29:49, 0:30:02]: In terms of what we're doing, there's not one person that I have met around this county that does not want to be safe. And that's one of the things we're gonna be doing with my mission as well, is putting together various task force that deal with crime in real time. [0:30:02, 0:30:19]: Uh we have the power to do that. We're certainly going to support the police department and what they do, but if there's some issues relative to stock bridge, we're going to attack stockbridge and make sure that we are looking at that community, what the issues are that are plaguing it and make sure we deal with that specifically in post-haste. [0:30:20, 0:30:37]: relative to that. So that's the fundamental difference between the police and law enforc I mean I and the sheriff's office. Uh yes we're gonna work together. Uh I don't believe anything that's short of uh uh of one vision is division. Uh and we certainly don't want that we would not tolerate that in Henry County. That if that existed before that day has changed. [0:30:37, 0:30:39]: Uh and we're gonna certainly move together as one. [0:30:40, 0:30:42]: Miraportam Alexander, go ahead, please. [0:30:44, 0:30:45]: You move to Sir. [0:30:46, 0:30:51]: Sor sorry about that. Uh thank you, Sheriff Scandard. I appreciate you accepting the invite to come. [0:30:52, 0:30:58]: And address us uh as well. So thank you. Talk about uh if you would [0:30:58, 0:31:00]: Uh your overall uh vision [0:31:01, 0:31:03]: uh for public safety [0:31:03, 0:31:05]: And in terms of the growth. [0:31:06, 0:31:08]: And uh secondarily to that. [0:31:09, 0:31:11]: Uh in your assessment of [0:31:11, 0:31:12]: You're [0:31:13, 0:31:21]: department right now in terms of manpower and what you actually need to get to where you're going to. [0:31:22, 0:31:25]: Well in my previous job that there is [0:31:26, 0:31:35]: levels of thinking relative to law enforcement depending on where you reside and where your county is. And uh Henry County is one of the fastest growing counties in the nation. [0:31:35, 0:31:51]: Uh, and it's important that we have a small town feel with the big town thoughts and and thinking process. In order to do that, we have to have twenty-first century ways of thinking about what we do, in particular to respect the public safety. [0:31:51, 0:32:02]: Uh I don't think we're there yet, uh quite frankly. But uh we have the potential to get there. Uh, but we're gonna have to answer the tough questions to do that. We're gonna have to make sure we have the support to do that. [0:32:02, 0:32:04]: Uh, quite frankly, I have heard. [0:32:05, 0:32:10]: that uh people are saying and and very strong positions that they support public safety. [0:32:10, 0:32:24]: Uh across the board, I have not seen that across the board. I've heard words across the board, quite frankly, but I have not seen that. Uh the public safety here, I think, uh are in strong needs of funding. Uh they're in strong needs of of bagging. [0:32:24, 0:32:30]: Uh then strong needs of people, the right type of people, and then the strong need of equipment. [0:32:31, 0:32:48]: Um uh for an example, you see some of the the the police department and the sheriff's office driving around in Crown Vicks with three hundred and four hundred thousand miles on them. They don't make Crown VIX anymore. Um so if there's a supportive measure afloat relative to supporting public safety, we need that to happen from [0:32:50, 0:33:04]: quite quick I'm very quickly uh from a leadership perspective across the county in positions that can do just that so that we can move forward and get into the 21st century way of policing right here in Henry County, particularly since we're growing so fast. [0:33:04, 0:33:07]: uh in in this county and in the state of Georgia. [0:33:08, 0:33:15]: Thank thank you. Just let if you need anything from us, please know that we're we're here for you. So please uh let us know how we can support you. [0:33:16, 0:33:20]: Yes, sir. Thank you so much. I appreciate that. Casmant Tom, please, sir. [0:33:20, 0:33:24]: Thank you. Uh Mr Skandrick, Sheriff Skandrick, thank you again for coming. [0:33:25, 0:33:28]: Um, I wanted to take this opportunity, as many of you know. [0:33:28, 0:33:34]: Uh, we just celebrated our tenth annual African American Heritage Celebration. [0:33:34, 0:33:38]: Um and the committee, as you know, um [0:33:39, 0:33:43]: Um, selected you uh to receive [0:33:43, 0:33:46]: Um the visionary [0:33:46, 0:33:50]: Award from the heritage um committee. [0:33:50, 0:33:52]: Um we we did not [0:33:53, 0:33:55]: Focus on you being African American. [0:33:56, 0:34:00]: Um I followed your platform during your campaign. [0:34:00, 0:34:03]: And one of the things that that uh [0:34:03, 0:34:05]: Stood out for me and I think [0:34:05, 0:34:08]: Uh Mayor Pro Tem Alexander just hit on about [0:34:09, 0:34:10]: Uh your vision. [0:34:10, 0:34:13]: Uh your new innovative [0:34:13, 0:34:14]: Approach [0:34:14, 0:34:15]: uh to police and [0:34:16, 0:34:17]: Uh here in Henry County. [0:34:17, 0:34:20]: And that was one of the things that drove us to [0:34:21, 0:34:21]: Um [0:34:22, 0:34:23]: To to [0:34:23, 0:34:26]: I guess recognize you uh in that vein. [0:34:27, 0:34:32]: Um and I'm familiar with your platform and I I just want to just congratulate you. [0:34:32, 0:34:36]: I own that vision and on uh expressing that vision. [0:34:36, 0:34:39]: And so uh as you know, uh later this month. [0:34:40, 0:34:42]: Uh we will be um [0:34:42, 0:34:56]: awarding you with a visionary uh award um for your vision as as you have uh laid it out uh in henry county. So again, I just want to thank you for that. And let me also say that [0:34:57, 0:34:59]: Uh this award is not [0:34:59, 0:35:01]: Always a necessary [0:35:01, 0:35:06]: uh for your vision, but it also stands as [0:35:06, 0:35:09]: Um an encouragement e motivation. [0:35:10, 0:35:13]: Uh when we present and when we pat folks on the back. [0:35:13, 0:35:16]: Uh, we're also uh encouraging and motivated. [0:35:16, 0:35:19]: And I think that's what we need a little bit more of. [0:35:19, 0:35:23]: Uh especially folks in um elected office. [0:35:23, 0:35:43]: uh to stay focused and to stay motivated and to uh be encouraged uh to to move forward. And so I just again I just want to thank you uh for that uh focus that you have laid out as for a division for the sheriff department here in Henry County and um the committee will be in touch. [0:35:43, 0:35:45]: So again, I just want to thank you. [0:35:46, 0:35:59]: Thank you, sir. I'm certainly humble by that. And um I I c I cannot be more grateful than thankful uh with respect to that. And I and there's an old cliche that says uh to much is given, much is required. Uh and I certainly take that um uh [0:35:59, 0:36:08]: Take that seriously in terms of what we've been sworn to do, what we've been elected to do. Uh, and there are people here to the tune of 240,000. [0:36:08, 0:36:11]: Plus here in Henry County that is that have been waiting on [0:36:12, 0:36:16]: Us to take our rightful positions in these seats and make sure that they [0:36:16, 0:36:29]: do not have to go through progressive changes and issues because we sit in these seats and we represent them the right way. And if that and if an award comes from that, then so be it. Thank you so much for that. But it should be a calling that's ordained. [0:36:30, 0:36:37]: uh even before we were uh we were born, quite frankly, in terms of what we do. So people have been waiting for that for quite some time. And I'm just honored to be a point. [0:36:38, 0:36:39]: Uh that'll be conserved. [0:36:40, 0:36:41]: Thank you. [0:36:41, 0:36:43]: Any other comments from the council at all? [0:36:44, 0:36:46]: And if not, Sheriff Scandri. [0:36:47, 0:36:48]: I'm sorry, Ms. Kent. Is that you? [0:36:49, 0:36:54]: Yes. So Sheriff, I just want to thank you and welcome you to um [0:36:54, 0:37:03]: Henry County. I know you've been here, but in the position as sheriff. And um, we look forward to working with you. So I just wanted to say thank you so much. [0:37:04, 0:37:06]: Thank you so much. I certainly appreciate that. That means the world. [0:37:06, 0:37:07]: Thank you. [0:37:07, 0:37:20]: Okay, if there are no more uh no more comments, fantastic. Um Sheriff Scandard, really appreciate you being with us today in the presentation that you've given, your insight and your vision. Look forward to a great work and relationship for many, many years to come. [0:37:20, 0:37:26]: And God bless you, sir. And uh on that note, you're welcome to stay as long as you like, but we're gonna move on to our next topic. All right. [0:37:27, 0:37:29]: Thank you so much. Appreciate it. [0:37:30, 0:37:30]: Too long. [0:37:31, 0:37:51]: All right, so first thing up on agenda deals with the added uh item uh dealing with uh bonding in reference to uh future police department. Uh Mayor Pro Tem, you brought this issue up and um I'm pretty sure it's going to involve uh conversation not with the council but with the city manager and Mr. Ed Wall in that aspect. But go ahead, sir, Mayor Pro. [0:37:51, 0:37:53]: Protengo you start the conversation off and then we'll [0:37:54, 0:37:55]: We'll uh have other folks chime in. [0:37:56, 0:37:56]: Point. [0:37:59, 0:38:02]: Uh thank you so much, Mayor Ford. I certainly appreciate it. [0:38:02, 0:38:05]: And uh it was so fitting that Sheriff Scandrick [0:38:06, 0:38:15]: was able to present tonight. Uh I have so much confidence in uh where we're trying to go in the direction that uh he represents uh in this county. [0:38:16, 0:38:19]: I I just want to pick up on the words that he said. [0:38:19, 0:38:22]: А твані ф центри апроч. [0:38:23, 0:38:24]: to what we're doing. [0:38:24, 0:38:33]: I I I wish it was the first time that I had heard that we had officers riding around in cars with 300 and 400,000 miles. [0:38:34, 0:38:35]: But it's not. [0:38:35, 0:38:40]: In 2014, I went to a the to the Henry County Commissioners meeting. [0:38:40, 0:38:41]: Reformer Chief Nichols. [0:38:42, 0:38:43]: Who was literally begging? [0:38:44, 0:38:44]: Фор [0:38:45, 0:38:49]: Replacements where officers would go out and they would be dispatched. [0:38:49, 0:38:50]: uh in the community. [0:38:51, 0:38:57]: And they would be going at high rates of speed and uh and on a hope and a prayer that that car would stop. [0:38:58, 0:39:00]: Биказ ощусі з дис. [0:39:01, 0:39:06]: Subsequent to that, there were some monies raised and there was a splice brought forward that purchased [0:39:07, 0:39:09]: Uh some police cars for the police department. [0:39:10, 0:39:13]: But as we know, uh during that time in twenty fourteen. [0:39:14, 0:39:15]: We probably had about [0:39:15, 0:39:18]: Two hundred and eight, two hundred and nine thousand people in the county. [0:39:19, 0:39:22]: We have two nearly two hundred and forty thousand. [0:39:23, 0:39:26]: And seven to eight thousand people are moving to Henry County. [0:39:26, 0:39:28]: Every single year. [0:39:29, 0:39:33]: As we know, Stockbridge is the largest city. [0:39:33, 0:39:34]: In Henry County. [0:39:35, 0:39:38]: Yeah, we're the only ones without a police department. [0:39:39, 0:39:40]: Too often. [0:39:40, 0:39:43]: As I said, just over the weekend and I don't know if you I shared it. [0:39:44, 0:39:45]: With some of you. [0:39:45, 0:39:47]: That uh just in my neighborhood. [0:39:48, 0:39:52]: uh over the weekend there was a ring video that went viral. [0:39:52, 0:40:04]: It uh is all over next door and or social media where there were young men literally roaming the neighborhood, going into cars, taking items out of those cars, stealing. [0:40:05, 0:40:08]: That has is been pervasive in the k in the community. [0:40:08, 0:40:11]: And I saw it in my very own community. [0:40:11, 0:40:12]: Thankfully. [0:40:12, 0:40:13]: I was not a victim. [0:40:14, 0:40:15]: But there were several victims. [0:40:16, 0:40:17]: Uh no. [0:40:17, 0:40:19]: One victim had a gun. [0:40:19, 0:40:20]: That was stolen from them. [0:40:21, 0:40:23]: Those are the kind of things [0:40:23, 0:40:26]: That a local police department could surely impact. [0:40:27, 0:40:29]: I understand that the city [0:40:29, 0:40:31]: Of Hampton has a police department. [0:40:32, 0:40:34]: I understand the city of Locust Grove. [0:40:34, 0:40:36]: has a police department. [0:40:36, 0:40:40]: I understand the city of McDonough has a police department. [0:40:41, 0:40:45]: Surely the city of Stockbridge, the great city that we are. [0:40:45, 0:40:50]: And the reason that I wanted this item put first at the top of the agenda. [0:40:50, 0:40:53]: We're getting ready to vote on some historic items. [0:40:53, 0:40:55]: It involved bunding. [0:40:55, 0:40:57]: But make no mistake about it. [0:40:58, 0:40:59]: No item. [0:40:59, 0:41:00]: Not one of them. [0:41:01, 0:41:02]: Is more important. [0:41:02, 0:41:03]: than public safety. [0:41:04, 0:41:09]: We want vi I personally want this item to be first. [0:41:09, 0:41:16]: the first bond in the series as we attempt tonight to move in a historic ways. [0:41:16, 0:41:18]: Moving the city of Stark Ridge ahead. [0:41:19, 0:41:22]: To a solid foundation for generations to come. [0:41:24, 0:41:25]: I understand. [0:41:25, 0:41:28]: That the federal government is about to inject. [0:41:28, 0:41:33]: One point nine trillion dollars into our economy. [0:41:34, 0:41:36]: When they do that, the congressional budget office. [0:41:37, 0:41:39]: has estimated that it was [0:41:39, 0:41:40]: Take it like [0:41:41, 0:41:43]: An accelerant is going to [0:41:44, 0:41:49]: Get put the uh economy in overdrive, growing at nearly five percent. [0:41:50, 0:41:52]: What will happen based on [0:41:52, 0:41:55]: that infusion of cash into the community. [0:41:56, 0:41:58]: Interest rates will increase. [0:42:00, 0:42:03]: Even more impor even more imposing than that. [0:42:04, 0:42:06]: then interest rates is inflation. [0:42:07, 0:42:12]: Once that money hits the economy and the spending levels go up. [0:42:12, 0:42:13]: Is skyrocket. [0:42:14, 0:42:16]: What's gonna happen? Prices are gonna go up. [0:42:18, 0:42:20]: The prices of the police cars would go up. [0:42:20, 0:42:22]: The prices of any type of [0:42:22, 0:42:25]: building that we would need to do any type of material. [0:42:25, 0:42:28]: Everything is gonna go up because of [0:42:28, 0:42:30]: Inflationary pressures. [0:42:30, 0:42:32]: With the economy in overdrive. [0:42:33, 0:42:39]: We understand what's gonna happen. When that money hits the account, people are going to spend it. [0:42:39, 0:42:42]: And we we focus on interest rates a lot of times. [0:42:43, 0:42:44]: And the interest rates will increase. [0:42:45, 0:42:48]: I will simply say I was listening to the president speak. [0:42:48, 0:42:55]: Uh, over the weekend. No matter what your party affiliation is, I watched all the presidents. President Trump, when he spoke, I watched that too. [0:42:55, 0:42:58]: But something pretty much struck me. [0:42:58, 0:43:02]: When президент Байден ся ви нетюко біг, ви нетюкол. [0:43:02, 0:43:04]: And there's no time to wait. [0:43:04, 0:43:06]: Because if we do wait. [0:43:06, 0:43:09]: With interest rates being at historic lows. [0:43:09, 0:43:11]: They will increase. [0:43:11, 0:43:15]: Іскуна косте федерал гавермент більш долар. [0:43:15, 0:43:21]: But surely it will cost us hundreds of thousands, not just in uh interest rate increases, but [0:43:21, 0:43:25]: And inflationary pressures and increases as well. [0:43:25, 0:43:34]: Cause as we know, with seven to eight thousand people moving to Henry County each and every year, okay, as a realtor, I'll tell you, it's hard to find a house out there. [0:43:34, 0:43:36]: Housing prices have skyrocketed. [0:43:38, 0:43:40]: Everything is moving up. [0:43:41, 0:43:44]: As I saw the financial numbers and I think the treasure [0:43:44, 0:43:47]: Uh, Mr. Wiggins for providing them for us. [0:43:47, 0:43:49]: Even in extraordinary [0:43:50, 0:43:52]: Economic times. [0:43:52, 0:43:56]: His projection, which of course is not is an unaudited projection. [0:43:57, 0:44:00]: Calls for nearly one point three million dollars surplus. [0:44:01, 0:44:06]: being generated by the city of Stockbridge because of stewardship of of city finances. [0:44:07, 0:44:10]: And making sure that we spend these dollars wisely. [0:44:10, 0:44:14]: But I say that there's a nice calling out in the community. [0:44:15, 0:44:20]: From the moment that I ran for office, I heard we need a stopbridge police department. [0:44:21, 0:44:27]: From the moment I turn on social media to any group, I hear we need a stop ridge police department. [0:44:27, 0:44:30]: From the moment I went to the twenty fourteen. [0:44:31, 0:44:32]: Henry County. [0:44:33, 0:44:35]: Commissioners meeting to beg for [0:44:35, 0:44:38]: Реінфорсменсь и моніфової департамен. [0:44:39, 0:44:43]: The first thing they said to me was, Sir, you live in Stockbridge. I wasn't certain on the city council then. [0:44:43, 0:44:48]: They said, you live in Stockbridge. Why why isn't Stockbridge have a police department to be able to help us out? [0:44:50, 0:44:54]: And I said, you know, I didn't know the answer to that at twenty fourteen. I didn't know why. [0:44:54, 0:45:02]: And I said, you know what, I will seek that. But in the t in the meantime, these officers can't be out here risking their life because of inadequate equipment. [0:45:03, 0:45:04]: And outdated. [0:45:05, 0:45:05]: Um [0:45:07, 0:45:09]: outdated materials and uh [0:45:10, 0:45:13]: You know, when you get in your car, you expect your s your computer to work. [0:45:13, 0:45:22]: But we had people at that time that were using old dot matrix systems, if you know what that is, which is 90s technology. [0:45:22, 0:45:28]: And I I will bet it in some a we got so many outdated technologies uh in our area. [0:45:29, 0:45:32]: But I I would just uh close by saying a few items, which is [0:45:33, 0:45:35]: We talked about the Startbridge Police Department. [0:45:36, 0:45:37]: During the city retreat. [0:45:38, 0:45:43]: We talked about the Stockbridge City Police Department at many city council meetings. [0:45:44, 0:45:48]: We got an earful about the Stockbridge Police Department. [0:45:49, 0:45:49]: Uh uh. [0:45:50, 0:45:50]: Candidate [0:45:51, 0:45:52]: Forum. [0:45:52, 0:45:58]: Many of the candidates, many of the s several of us sitting here right now were reelected. [0:45:59, 0:46:00]: Initially we [0:46:01, 0:46:03]: Kinda what some of us I know I was for. [0:46:04, 0:46:07]: We're weren't quite so passionate about the Stockbridge Police Department. [0:46:08, 0:46:10]: But what we did was we listened. [0:46:11, 0:46:15]: We listened and we paid attention to what the people want. [0:46:16, 0:46:17]: The people elected us. [0:46:17, 0:46:20]: And said we want a police department. [0:46:20, 0:46:22]: We had a town hall. [0:46:22, 0:46:27]: Just last month, overwhelmingly, you know not not one person spoke out against it. [0:46:28, 0:46:31]: Everybody wanted to see the Startbridge Police Department. [0:46:32, 0:46:33]: But more so than that. [0:46:33, 0:46:36]: I would recommend that the town halls continue. [0:46:36, 0:46:38]: А вам доунгалс то коню. [0:46:38, 0:46:40]: Under the guise that they will [0:46:40, 0:46:43]: Give us the feedback on the appropriate. [0:46:45, 0:46:48]: Policing force that our citizens want to see. [0:46:48, 0:46:50]: That can work in coordination with [0:46:51, 0:46:52]: Sheriff Scandri. [0:46:52, 0:46:53]: Chief Aimerman. [0:46:54, 0:46:58]: And all of the public safety officials that we have. [0:46:58, 0:46:59]: Uh here in Henry County. [0:47:01, 0:47:03]: I just want to make sure. [0:47:03, 0:47:05]: What we do is do the right thing. [0:47:05, 0:47:07]: And to tell you. [0:47:07, 0:47:07]: But [0:47:08, 0:47:09]: We are committed. [0:47:09, 0:47:11]: Not just to talk about [0:47:11, 0:47:12]: A police department. [0:47:13, 0:47:15]: Ви комітета біга поліс департ. [0:47:16, 0:47:17]: And moving forward. [0:47:17, 0:47:18]: I will. [0:47:19, 0:47:19]: Make sure [0:47:20, 0:47:23]: That I do everything possible and based on [0:47:23, 0:47:25]: That I would like to make a motion. [0:47:26, 0:47:27]: To move forward. [0:47:27, 0:47:29]: With bonding three milyen dollars. [0:47:30, 0:47:33]: For the start-up costs for the Stockbridge Police Department. [0:47:34, 0:47:35]: Startup cost. [0:47:36, 0:47:37]: Mayor Pointwater. [0:47:37, 0:47:38]: Yes, sir. [0:47:39, 0:47:41]: I thought we was uh it was on there for discussion. [0:47:42, 0:47:54]: Well, we need to discuss it, whether there's a second or not, regardless, we need to discuss it. Which like I said, it's gonna involve Mr. Wall that's online right now, our uh city manager as well, and the rest of the council. If you got any comments on this one way or the other. [0:47:54, 0:47:58]: Yeah, but I'm saying if we put it on the agenda for discussion. [0:47:59, 0:48:08]: Um, and it's brought forward, I respect Councilman Alexander for his uh bringing it forward, but if he's bringing it forward for discussion. [0:48:08, 0:48:11]: then uh it's a discussion item. [0:48:11, 0:48:15]: Uh it has to be uh to your discretion. [0:48:15, 0:48:20]: for the other council members at least have a discussion about it and then a motion not to be presented. [0:48:21, 0:48:27]: uh as a discussion item and talked about by the one that's presenting it. And then now he's making a motion without discussion put in place. [0:48:28, 0:48:30]: Then it's not a discussion item, it's a it's a it's a motion item. [0:48:32, 0:48:32]: All right. [0:48:32, 0:48:33]: Wasn't on the agenda. [0:48:34, 0:48:51]: Okay, understand. Well, it's not been a second right now and and it and we don't necessarily need a second. We can have discussion. A motion can always come back later if that's the case. Absolutely. It can always come back. So in reference that you were talking, Councilman, what are your what are your concerns and questions and that you have on in reference to this? [0:48:51, 0:48:58]: Well first of all, let me say that that that it is a priority, that the city of Stockbridge needs to start working toward [0:48:59, 0:49:10]: uh our own police department. And for those citizens that are watching that didn't know, that at one time the city of Stockbridge did have its own police department as well as uh in line with all the other three cities. [0:49:11, 0:49:31]: Uh that had everyone had a own police department. There was some uh mishap that happened in the city of Stockbridge. They can go back and look at the history of that. And now the city of Stockbridge is now stuck with uh dependency on the county, which the taxpayers are paying a tax for uh those services. Um, I think the police services and all that is about three uh three. [0:49:30, 0:49:37]: three point six mil out of uh the uh mill's rate that they're paying right now uh for the taxes for the county. [0:49:38, 0:49:43]: Um my concern right now is I don't know if the city manager knew. [0:49:43, 0:49:57]: um that this motion would happen tonight. Uh we have a financial advisor on here. I don't know if that financial advisor knew that this motion would come tonight. One of the things that I want to see guess because uh in there was a LCI for the city of Stockbridge. [0:49:58, 0:50:00]: Uh in the plans when we playing for the amphitheater. [0:50:01, 0:50:06]: And one of the things for the amphitheater, which we have people online right now that we're gonna talk about later on. [0:50:06, 0:50:16]: is that we have gone about this amphitheater in ways that are unprecedented in other areas. And I just don't wanna see us falling in that because [0:50:16, 0:50:20]: Because we have the right to do something and make a vote, that don't mean it's the right thing to do. [0:50:21, 0:50:29]: As far as voting for it right now without having discussions, without consulting with our city manager and our financial advisor, and make sure that when we do it, [0:50:29, 0:50:40]: there aren't continual add-on costs that we understand what the cost is and that we don't that that when we move forward with our police department that it's gonna come to fruition. [0:50:40, 0:51:00]: Because we have the ins and out and we know everything about it. Not that a council sat down and say, hey, this is what we want, and let's take it, let's throw a number outside of our head and just go ahead and start moving on it. We gotta look at what the what are the numbers for sustainability? What are the what needs to happen in order for sustainability? We have a lot to talk about, ready to say we have the right to vote for a bunding right now for the [0:51:00, 0:51:03]: the police department. I'm for police department one hundred percent. [0:51:04, 0:51:08]: But I want to make sure that we're all clear on what we're voting for. [0:51:09, 0:51:15]: And what the future holds from the decision we're making and what the cost is gonna be and what has to happen. [0:51:15, 0:51:19]: We talked about sustainability could come in the form of a uh a tax. [0:51:20, 0:51:26]: Uh, because we uh we would definitely seek a rollback from the county. We have all types of avenues we have to seek first. [0:51:27, 0:51:31]: That this come to fruition and it becomes a benefit rather than [0:51:31, 0:51:42]: a burden on the taxpayer uh uh on the uh city of stockbridge because we have to make sure we're doing it right. We can't sit here as council member because we have the right to vote tonight. [0:51:43, 0:51:46]: And I think n that there's not one single council member on here that doesn't want [0:51:47, 0:51:50]: a police. We all are in favor of our own police department. [0:51:52, 0:52:00]: But we're right now is the expenditures that we're putting out right now and still don't have accurate numbers for projects that we still have on board right now. [0:52:01, 0:52:03]: While we go into another department. [0:52:04, 0:52:13]: And still don't have those numbers. And so we're writing blank checks that we don't know if we have to write another check to cover that check. I'm not for that. [0:52:13, 0:52:14]: I'm for doing it the right way. [0:52:16, 0:52:21]: All right, thank you, sir. Um, city manager, Mr. Knighton, what are your initial comments and thoughts, sir? [0:52:25, 0:52:29]: Um obviously this is a significant consideration. [0:52:30, 0:52:36]: uh by the mayor and council. Um if we need to have discussion or detailed discussion. [0:52:37, 0:52:40]: uh after the council, which I assume would have further comment or direction. [0:52:41, 0:52:44]: We can do that with our financial advisor and our bond council. [0:52:45, 0:52:48]: Um the uh we are prepared. [0:52:49, 0:52:53]: Um, as best we can to be able to provide you. [0:52:53, 0:52:56]: with an overall scenario if you want to go forward. [0:52:57, 0:53:00]: Um obviously this item uh is something that um [0:53:01, 0:53:03]: came forward in in in [0:53:03, 0:53:07]: Large part in the last several days, obviously it's been discussed before. [0:53:07, 0:53:17]: Um and in conjunction with the other bonding items that are on the agenda, we began to take a look at um what what it would look like. [0:53:18, 0:53:21]: А тад іні монетарі фігур то. [0:53:21, 0:53:23]: That bonding scenario. [0:53:23, 0:53:27]: I would mention of course that uh the last several years. [0:53:27, 0:53:31]: Uh the city has had the University of Georgia Carl Vinson Institute. [0:53:32, 0:53:48]: assess um the costs associated with a police department. It was an initial study done some years ago, and then it was refreshed last year with respect to the overall cost, annual costs, startup costs, and so forth. [0:53:48, 0:53:51]: uh staffing levels of a police department. [0:53:51, 0:53:54]: So that information uh is contained. [0:53:54, 0:54:02]: Uh, in those studies. Uh, I would probably uh defer this point to the council if the council has any further comment. [0:54:03, 0:54:06]: uh and then uh determine uh [0:54:06, 0:54:07]: Our [0:54:07, 0:54:10]: Uh tr determine how Mr Mr. Selby and Mr. [0:54:10, 0:54:13]: A wall can provide further guidance. [0:54:13, 0:54:16]: I have a question there. Go right in, Mr. Mr. Blount. [0:54:16, 0:54:21]: Uh Mr. Knight, uh, you spoke about uh Mr. Wallet, our financial advisor. To what extent? [0:54:22, 0:54:26]: Are we prepared to give information pertaining to this? [0:54:26, 0:54:36]: uh motion. What what extent are you prepared and Mr. Wall prepared to give us this counsel tonight in the direction we're going uh to add millions upon a bond. [0:54:37, 0:54:37]: Uh [0:54:38, 0:54:49]: right now, uh Mr. Knighton and Mr. Walls as our financial advisor, what information do you have to give us tonight? Tonight, right now, prior to making this vote, pertaining to this motion. [0:54:50, 0:54:53]: Well, we can we can go into a level of detail if we need to. [0:54:54, 0:54:59]: Um, you know, my my job part of my job of course as city manager is to try to be as prepared as possible. [0:55:00, 0:55:02]: And there was some d some a notion. [0:55:02, 0:55:16]: That perhaps a discussion involving this would take place. I spoke with Mr. Selby and Mr. Wall of the last several days and their team to determine what would be the best mechanism. [0:55:16, 0:55:19]: To move forward with this, if that is the council's desire. [0:55:20, 0:55:22]: Of course, we had been already preparing for [0:55:22, 0:55:28]: the uh other items that are on the agenda related to the amphitheater cultural arts center and uh trio. [0:55:28, 0:55:29]: uh system. [0:55:30, 0:55:36]: Um but um we can go as as detailed and deep as we as as you need us to. [0:55:36, 0:55:39]: If that is the c the the desire of the council this evening. [0:55:39, 0:55:42]: Well just a follow up, Mr. Knighton, if you will, uh Mayor. [0:55:42, 0:56:01]: When we talk about the bonding that we already have on table, when we talk about the the culture arts and alone and Mr. Walls, you can jump in at any time. We're talking about uh around nine hundred and eighty, about nine hundred and sixty-five thousand dollars that's gonna be hitting our budget. And I know we got splot funds coming in. [0:56:01, 0:56:03]: What is the overall impact? [0:56:04, 0:56:07]: About general fund going this route with bunding. [0:56:07, 0:56:10]: So uh prior to [0:56:10, 0:56:14]: uh moving forward with projects like we're doing right now so [0:56:14, 0:56:19]: We we're talking about interest rate, but what what about the impact that we're gonna be putting on our uh [0:56:20, 0:56:21]: o of the sp expenditures [0:56:22, 0:56:30]: Uh, to bring these projects to fruition, but the expenditures that are being put out that are gonna be taking over a year more. [0:56:31, 0:56:35]: Uh but yet we're gonna be uh obligated for the interest [0:56:35, 0:56:38]: Uh obligated to pay the interest rate on these bonds. [0:56:39, 0:56:41]: So w we we'll stop filing bonds. [0:56:42, 0:56:50]: But they're not this not free money. We're still gonna be obligated for interest rate on these bonds until these projects, until movement comes forward. [0:56:50, 0:56:54]: So we can say we're stockpiling bonds for future use. [0:56:55, 0:56:55]: But [0:56:55, 0:57:07]: Until then we still have interest rates that are gonna happen to that. And I like Mr. Walls, if you don't mind speaking to that respect on uh interest rate pertaining to the bonding that we're doing now and what kind of hit that [0:57:07, 0:57:13]: that bringing in uh extra millions, what type of hit that that that the city would take on on top of that bundle. [0:57:14, 0:57:34]: If I may, before Mr. Wall, Ms. uh Mayor Ford, can I just real quick and before Mr. Wall. Go ahead. Go ahead, please. Um, yes, Councilman Bloom is correct. I mean, obviously bonds, if they are extended, it is going to be an expense out of the general fund uh with a period of 15 years. If the council desires something different with the policing uh matter that may be a [0:57:34, 0:57:35]: a little bit different. [0:57:35, 0:57:39]: But it will be an impact to the general fund, as I've said that before. [0:57:40, 0:57:43]: And that is obviously something that has to be considered. [0:57:44, 0:57:47]: When um issuing bonds every year. [0:57:47, 0:57:53]: Um potentially starting next year, half of next year, if it's approved the way it's set up currently. [0:57:53, 0:57:56]: there will be an impact to the general fund. [0:57:57, 0:58:01]: And um and so everyone we all need to understand that. [0:58:01, 0:58:02]: And we all [0:58:02, 0:58:06]: Would need to prepare staff, would need to prepare ourselves accordingly. [0:58:06, 0:58:10]: Or to budget accordingly, understanding that impact will take place. [0:58:11, 0:58:14]: Mr. Knight, could you also speak to the decrease [0:58:14, 0:58:23]: And w when we talked about monies that was coming in, we had talked about overtages that was coming into the city, that those numbers have decreased. [0:58:24, 0:58:26]: For the city of Stockbridge. That's what I've been informed by you. [0:58:27, 0:58:34]: No. No, I I I I think we're talking about let's let's talk about a couple of things. One is fund balance. I think the fund balance issue. [0:58:34, 0:58:36]: If that's what you're referring to, Councilman Blount. [0:58:36, 0:58:37]: Well we'll come. [0:58:37, 0:58:49]: Mm-hmm. Go ahead. Yeah, a couple of couple of years ago, um, we had a very large fund balance that came in. I think it was two point six or so million dollars. The following year, if I remember right, it was about one point [0:58:49, 0:59:00]: Uh I'm sorry, it was about$117,000. In that year, of course, we had a number of expenses that the council is fully aware of in terms of property acquisition. [0:59:01, 0:59:06]: And also um a major uh legal batter matter that uh we we had to undertake. [0:59:06, 0:59:11]: And then last year I believe it was just over five hundred thousand dollars, some of which though [0:59:11, 0:59:17]: Um, I think we did with some capital. And so I think I see Ed nodding his head. I think I've got that correct. [0:59:17, 0:59:20]: In terms of fund balance um increase. [0:59:20, 0:59:26]: I will say, and we have to always take these things in context. Um, you know, obviously our financial advisors. [0:59:27, 0:59:32]: And staff try to project as best we can. We're coming out of a covet situation that is unique. [0:59:32, 0:59:37]: uh to all of us however however we did see loss numbers increase [0:59:37, 0:59:41]: Will that continue next year and the following year as we come out of COVID? [0:59:41, 0:59:45]: We don't know. That could be a new normal. It may not be. We don't know. [0:59:45, 0:59:50]: And so we have to look at the revenues that are uh coming in currently. [0:59:51, 0:59:56]: Try as best we can project um what will come in uh after that. [0:59:56, 1:00:00]: And determine uh the best financial scenario, but again. [1:00:00, 1:00:03]: Of course there will be an impact to the general fund. [1:00:04, 1:00:05]: Every year ago. [1:00:05, 1:00:06]: For Bondi projects. [1:00:07, 1:00:14]: I'd like to get a hear Mr. Wall's take on that, if he would uh just talk about what we just spoke on. [1:00:15, 1:00:16]: Small, the floor is yours, sir. [1:00:17, 1:00:18]: Thank you, sir. So um [1:00:20, 1:00:23]: The splost four and splosed five. [1:00:23, 1:00:26]: Are funding the amphitheater and the trails. [1:00:27, 1:00:31]: We've got a change order on the amphitheater we gotta talk about tonight. [1:00:31, 1:00:32]: Um [1:00:32, 1:00:34]: Is what how you want to fund that. [1:00:35, 1:00:41]: But Splos four and SPLOS five hand on the amphitheatum trails. The Cultural Arts Center at 14 million. [1:00:41, 1:00:43]: is going to be carried largely by the general fund. [1:00:44, 1:00:48]: That's about nine hundred and seventy thousand dollars a year increase in the general fund. [1:00:49, 1:00:50]: I have [1:00:50, 1:00:56]: capitalize the interest in the bond issue so that your first payment doesn't occur until August of twenty two. [1:00:57, 1:01:00]: And the first full freight would be your fiscal year twenty three. [1:01:01, 1:01:05]: Um, Mr. Knight asked me to run numbers for adding three million. [1:01:05, 1:01:07]: for police equipment. [1:01:07, 1:01:12]: Police equipment or vehicles, cameras, furnishings for the new precinct. [1:01:12, 1:01:13]: You have to [1:01:14, 1:01:15]: Borough [1:01:15, 1:01:18]: term equal to the useful life of the equipment. [1:01:19, 1:01:24]: So I figured seven years would be the useful life of the cars and the cameras and the equipment. [1:01:25, 1:01:28]: And so a seven year three million dollar bond issue. [1:01:28, 1:01:31]: Would add another five hundred and thirty five thousand to the general fund. [1:01:32, 1:01:34]: until you could find another source of revenue. [1:01:37, 1:01:43]: And that would be just for clarification, Mary, if I may, that would be for a seven year period on that component. Is that correct, Ed? [1:01:44, 1:01:45]: Yes, sir. [1:01:45, 1:01:45]: Okay. [1:01:46, 1:01:48]: The other items he mentioned is on a fifteen year. [1:01:51, 1:01:51]: Okay. [1:01:53, 1:01:55]: All right, uh Mari Pro Tem I was going to go ahead. [1:01:56, 1:02:16]: Uh yeah yeah, just uh for clarification, um and honestly, uh I started this conversation uh with Mr. Knighton several uh days ago. I just I thought I would step out because I I just hear it from so many citizens to step out on faith and to know. And please understand. [1:02:16, 1:02:20]: Uh Mr. Wall and Mrs. Knighton have every number that you want. [1:02:20, 1:02:23]: To compare it to just like on the rest of the bonds. [1:02:23, 1:02:25]: Uh, that we're going through tonight. [1:02:25, 1:02:30]: Are they taking the same approach with this one right here? Should we decide to go forward with it? [1:02:30, 1:02:31]: And I just think [1:02:32, 1:02:34]: You know, it's just like uh [1:02:35, 1:02:38]: Uh sh just like our previous speaker Sarah Scandis said. [1:02:38, 1:02:40]: The people have been waiting long enough. [1:02:40, 1:02:42]: How much longer should they have to wait? [1:02:43, 1:02:45]: І цапта ус то так лідерши. [1:02:46, 1:02:48]: And to take it by courage. [1:02:48, 1:02:51]: To vote for what the people have told us. [1:02:51, 1:02:52]: that they want. [1:02:53, 1:02:58]: We know that uh again we have eight thousand people moving to this county each and every year. [1:02:59, 1:03:00]: We understand that um [1:03:01, 1:03:03]: There will be increases in our revenue. [1:03:03, 1:03:05]: And we did understand [1:03:05, 1:03:06]: Yeah, the trajectory. [1:03:07, 1:03:11]: Those fund balance increases come in every single year. [1:03:12, 1:03:27]: I've seen it since I've been here. It was two million, two million, two million, then one hundred, then a million dollars. The year that it went down, we actually did something as a council. We spent some of the money on projects here in the city that needed to be done. [1:03:28, 1:03:32]: I will assure you again, the reason that I wanted this one to be first. [1:03:32, 1:03:34]: Is that we wanted to make sure [1:03:34, 1:03:39]: That no citizen left tonight saying, What about public safety? [1:03:39, 1:03:41]: Because what would happen would be [1:03:41, 1:03:45]: Uh everything would be lined up in order to make sure [1:03:45, 1:03:52]: That the public safety announcement and everything is first. That money will be spent first. And let me make no mistake about it. [1:03:53, 1:03:53]: Nope. [1:03:53, 1:03:55]: A my intention. [1:03:55, 1:04:00]: is not to borrow the money and sit on it, it is to actually start a police department. [1:04:00, 1:04:01]: Moving it forward. [1:04:02, 1:04:03]: Hiring a police chief. [1:04:04, 1:04:10]: Doing what's necessary. That would be my intent. My intent would not be to sit on the money and do nothing with it. [1:04:11, 1:04:13]: The the pip the citizens have told us what they wanted to do. [1:04:14, 1:04:19]: It's up to us to do it. My decision is not to sit to finish the amphitheater. [1:04:19, 1:04:33]: to talk to actually complete the cultural art center. So nobody's taking out a bond to sit on the money to stack them up. The idea is to j demonstrate that we can just do more than talk. [1:04:35, 1:04:43]: More than talk. Y'all talked about a police department for a long time. When are y'all gonna stop talking and actually do something? [1:04:43, 1:04:44]: Tonight [1:04:44, 1:04:47]: We can clearly demonstrate to our citizens. [1:04:48, 1:04:50]: Да ви комітет то публі сфі. [1:04:51, 1:04:52]: By bonding this money [1:04:53, 1:04:55]: Moving forward now. [1:04:57, 1:04:57]: Right. [1:04:58, 1:04:58]: Um [1:04:59, 1:05:02]: Councilman uh Thomas, do you have any comments, sir? [1:05:02, 1:05:04]: I do. Um [1:05:05, 1:05:08]: I've had this discussion for a while. [1:05:08, 1:05:09]: Um [1:05:10, 1:05:12]: Someone made reference to the [1:05:12, 1:05:18]: Police department that we have years ago. Um, I remember that. I live with that. [1:05:18, 1:05:20]: I'm familiar with the reason why the state [1:05:21, 1:05:22]: Uh discontinued that. [1:05:23, 1:05:27]: Um I've had discussions uh with Mr. Nine here recently about this. [1:05:28, 1:05:29]: And [1:05:31, 1:05:33]: Two questions ought to come to mind for me. [1:05:34, 1:05:36]: And I I do agree um that [1:05:37, 1:05:40]: If we move forward with the three million. [1:05:40, 1:05:55]: I would not be in favor of sitting on it, you know, paying interest on money, just sitting. And I think uh Mayor Pro Tem Alexander sort of hit on it, because I even asked the question, you know, how do we go forward? And that was my other question, was the the how to. [1:05:56, 1:05:57]: Um [1:05:57, 1:05:59]: And then I asked myself [1:05:59, 1:06:00]: Um [1:06:00, 1:06:02]: What would be the reason? [1:06:03, 1:06:05]: What would be the reason why I [1:06:06, 1:06:08]: I would say wait. [1:06:10, 1:06:12]: And I have not heard that reason. [1:06:13, 1:06:14]: Why to wait? [1:06:15, 1:06:16]: Um [1:06:18, 1:06:19]: I'm a faithful person. [1:06:20, 1:06:23]: I'm a logical person. I'm a sensible person. [1:06:24, 1:06:27]: Um I I think that we have to [1:06:28, 1:06:29]: Uh go forward. [1:06:30, 1:06:33]: Um, there's been a lot of talk about the police department, and I would say [1:06:34, 1:06:37]: If we decide tonight to to bind the three [1:06:38, 1:06:45]: Uh I'm I feel pretty confident that we are going to create some level of going forward. [1:06:45, 1:06:59]: um to utilize the three million. That doesn't mean that you have to have a 100% uh fully equipped, organized police department. But I think when we say start up. [1:06:59, 1:07:02]: I I think we can have some level of [1:07:03, 1:07:07]: uh a startup or a entry type of a force [1:07:07, 1:07:08]: But whereas now [1:07:09, 1:07:14]: Uh, we don't have anything now, you know. I I have public safety issues myself. [1:07:14, 1:07:15]: Um [1:07:15, 1:07:17]: Everyday issues. [1:07:17, 1:07:19]: That I do not see being addressed. [1:07:20, 1:07:21]: And I've been waiting. [1:07:22, 1:07:24]: Uh for ten years or more. [1:07:24, 1:07:32]: Um on the Stockbridge Police Department. And the issues and my concerns, my public safety issues and concern. [1:07:32, 1:07:34]: A groin. [1:07:34, 1:07:36]: more and more every day. [1:07:37, 1:07:39]: But again, um [1:07:39, 1:07:42]: I have not heard the reason why we should wait. [1:07:42, 1:07:45]: I I have not heard the reason why we should not. [1:07:46, 1:07:49]: Uh, I've heard many reasons why we should go forward. [1:07:49, 1:07:56]: But I have not heard any reason why we should not. And and and that just, you know, my take on it. Um [1:07:57, 1:07:59]: I like to be able to see [1:08:00, 1:08:01]: And understand [1:08:01, 1:08:02]: The vision. [1:08:03, 1:08:05]: And the path forward. [1:08:06, 1:08:07]: I do not see [1:08:08, 1:08:09]: Um [1:08:09, 1:08:12]: being stagnant. I I don't see that. Um [1:08:12, 1:08:14]: So that's that's sort of [1:08:14, 1:08:17]: My issue and that's the way I approach things. [1:08:17, 1:08:19]: If if there's a reason why I'm [1:08:20, 1:08:23]: Um, you know, as God say, you know, peace be still. [1:08:23, 1:08:28]: If there was a reason for me to to be still, then I would say, okay, let's be still. [1:08:29, 1:08:30]: But I don't see that. [1:08:31, 1:08:36]: Uh I do see and understand a path of going forward. And I would be um [1:08:37, 1:08:54]: help pushing you know the engine to go forward if we burn the money. It would not be um just somewhere you know in the storehouse and we just paying taxes on it. I'll be about trying to move this forward, especially if we go down this road. And I think it would be incumbent upon all of us. [1:08:55, 1:08:56]: Um to make it happen. [1:08:56, 1:08:57]: Um [1:08:58, 1:08:59]: If the three millions are there. [1:09:00, 1:09:03]: How is the best way to utilize? [1:09:04, 1:09:05]: The three milyen. [1:09:05, 1:09:07]: In going forward. [1:09:07, 1:09:17]: to create the Stockbridge Police Department. And I think that we could do that. I think we can get that startup. Uh it like again, it does not have to be [1:09:18, 1:09:19]: A one hundred percent [1:09:20, 1:09:22]: fully equipped department. [1:09:23, 1:09:24]: Um [1:09:25, 1:09:27]: We need public safety now. [1:09:28, 1:09:30]: We need some level. [1:09:30, 1:09:33]: a public safety nine and and then we all know that [1:09:33, 1:09:36]: Um, you know, in our discussion with Henry County. [1:09:37, 1:09:41]: Uh what we had ten years ago for is the service from the county. [1:09:42, 1:09:43]: We don't have that now. [1:09:44, 1:09:50]: And we're not going to get that level of uh cooperation or service from the county now. So again. [1:09:51, 1:09:55]: Why are we waiting? I'm I'm still listening for [1:09:55, 1:10:02]: That reason and I I have not heard that. I've heard reason why we should go forward. So just in closing, Mayor, um [1:10:02, 1:10:06]: I'm still waiting to hear why we should not go forward. [1:10:07, 1:10:08]: What are we waiting for? [1:10:08, 1:10:12]: All right, stand by please. Councilwoman Barber, you would had your hand up earlier. [1:10:15, 1:10:19]: I did. Um, so I do support um [1:10:19, 1:10:24]: The bonding of the three million dollars to establish a police department. [1:10:26, 1:10:29]: During the whole cityhood fight. [1:10:29, 1:10:30]: Uh [1:10:30, 1:10:34]: That was one of the things that we heard the most when we knocked on doors. [1:10:35, 1:10:36]: People wanted it. [1:10:36, 1:10:38]: They asked us about it. [1:10:38, 1:10:40]: Um I know then that [1:10:40, 1:10:41]: The council [1:10:41, 1:10:45]: was having discussions about establishing a police department. [1:10:47, 1:10:50]: I don't want to continue talking about it. I want to take [1:10:50, 1:10:53]: Um collapse steps to bring this to fruition. [1:10:55, 1:10:57]: Um so [1:10:58, 1:11:00]: I don't know why. [1:11:01, 1:11:02]: Nevertheless. [1:11:02, 1:11:03]: Um so [1:11:04, 1:11:06]: I do support um [1:11:06, 1:11:08]: This motion. That's all. [1:11:18, 1:11:19]: You're on mute. [1:11:22, 1:11:25]: Thank you very thank you very much. I didn't realize it. Go ahead, Ms. Gantt. [1:11:26, 1:11:29]: Thank you. Um I I have one question. [1:11:29, 1:11:33]: Again, I think we all want police depart the police department. Um [1:11:35, 1:11:40]: I know that in the past our feasibility study basically uh mentioned [1:11:41, 1:11:41]: Um [1:11:42, 1:11:44]: If we were to get a police department [1:11:45, 1:11:48]: We possibly if we don't tax. [1:11:49, 1:11:54]: or have some type of tax in the future, we would be in the red. [1:11:55, 1:11:56]: And so [1:11:57, 1:12:17]: Bonding three million dollars, if that is the actual amount, I would like to know the actual actual amount that's suggested to start up a police department that was mentioned and go based off of numbers. I don't want us to throw out some random number number out there and I don't think this is a random number, but I think that [1:12:17, 1:12:19]: We we need accurate numbers. [1:12:20, 1:12:25]: Um so if if this and I remember three million for some reason. [1:12:25, 1:12:27]: Um and maybe someone can help me out on that. [1:12:28, 1:12:28]: But [1:12:29, 1:12:35]: I also am concerned, yes, that's startup, but we haven't laid out [1:12:36, 1:12:41]: Um again we were you know we're to have the town halls. We haven't laid out any [1:12:41, 1:12:50]: Other information about a police department after the startup cost. And so I would love for us to. [1:12:50, 1:12:55]: discuss that, uh make sure that our all the citizens are aware. [1:12:55, 1:12:56]: And [1:12:57, 1:12:58]: We need to be very [1:12:59, 1:13:15]: conscious of that part. Um I'm not against bunding out for a startup of the police department again. But that's just part one. Are we gonna do part one and not have a long term plan in place? I think that we [1:13:16, 1:13:19]: Need to have the whole plan laid out. [1:13:20, 1:13:21]: I I just think we do. [1:13:22, 1:13:23]: Um [1:13:23, 1:13:31]: Again, I'm for bunding. I'm asking mayor and counsel maybe if we now that we know we're all for bonding the startup cost. [1:13:31, 1:13:41]: if we're okay with maybe our next meeting, making sure that staff will have a plan in place for not just startup, but for the actual operation. [1:13:43, 1:13:44]: That's all I have. [1:13:45, 1:14:00]: Okay, thank you. Now so I haven't spoken on this yet. So I just want you all to know my initial thoughts about this is is simply this. Police department is a great thing. We need to do that. Obviously in the last several years, we've not had a very adequate SDS agreement to county. And so [1:14:00, 1:14:03]: Having a police department, yes, we need to do so. [1:14:03, 1:14:12]: Now my basic concern is is allowing to have the dialogue with the citizens and let them realize and know, and it's from my thought process that [1:14:12, 1:14:14]: You we have no city property tax now. [1:14:15, 1:14:35]: to have a startup police department, whether it's three million, whatever the million would be, there will probably be some type of city tax involved. And I and I'd rather or would like to know or at least let the citizens know that there will be a tax. And I honestly think there will be. Now obviously that maybe come through some additional research and and justify whether or not that is really a case. But it's just my simple [1:14:35, 1:14:39]: simple assumption that there will be some type of tax involved and people just need to know that. [1:14:40, 1:14:56]: And um and and and maybe a lot of folks may say, well that's no problem. This is what I w I want a police department, I I'm I'm I'm all right with the tax. Well that's fine. But they just need to know that. We just need to make sure we're up front and we have a better idea of the cost factor and what they would be taxed for, because right now there are no city property taxes. [1:14:56, 1:15:02]: in this aspect. So that's that's a concern of mine. But to have a police department is something I think we need to do anyway. [1:15:02, 1:15:04]: And to to help um [1:15:04, 1:15:15]: be self-sufficient. We we're self-contained. We can handle things and do things what we need to do to cover our ordinances and and police our own people in this aspect as well. So it makes us a better city, I think, in the long run. [1:15:15, 1:15:20]: Oh, those are those are my initial comments. Councilman Barber, you had your hand up earlier again. [1:15:22, 1:15:33]: Yes, um Mayor Pro Tem Alexander actually spoke about a police chief or maybe even a consulting firm that we could actually bring on board now. [1:15:33, 1:15:37]: To do all of the legwork that Mr. Nighton has been doing. [1:15:38, 1:15:39]: Um and [1:15:39, 1:15:41]: Um possibly [1:15:41, 1:15:42]: Um [1:15:42, 1:15:46]: Facilitate the town halls that Mr. Knightman has been doing. [1:15:46, 1:15:49]: I want us not only to just be talking about this. [1:15:50, 1:15:52]: I want us to make things happen. [1:15:53, 1:16:01]: Yes, we need information that we can share to the community about you know the taxes, the possible increase or [1:16:02, 1:16:04]: Implementation of a city tax. [1:16:05, 1:16:08]: That's information that we could hire a consulting firm. [1:16:08, 1:16:10]: Or an individual [1:16:10, 1:16:17]: for then to work directly with Mr. Knighton and to do all of that research and bring it back to the council. [1:16:17, 1:16:18]: So that's all. [1:16:21, 1:16:23]: Good thought. Uh Councilman Blount, go ahead, please. [1:16:24, 1:16:31]: Uh Mr. Knighton, uh one I'm saying not Mr. N uh Mayor, thank you. Uh one of the things we have to realize is on this Zoom call even tonight. [1:16:32, 1:16:33]: We have what we call a financial advisor. [1:16:35, 1:16:47]: A financial advisor takes all information. He he he he he formulates and shows us the impact it would be to the city of Stockbridge in any direction we go in. That's what a financial he's on the card. We've already hired one. [1:16:47, 1:16:57]: He's on the call tonight. There's no such thing as a start up police department. You either have one or you don't. It's a get started amount that we can get get going with a police department. That's what we can get. [1:16:57, 1:16:59]: But if you don't understand uh [1:17:00, 1:17:00]: Uh [1:17:01, 1:17:11]: What we're looking at, three million dollars is not gonna be enough. And I think that came out of the Carl Vincent Institute uh study that we had. Uh there's uh there's no backup. [1:17:12, 1:17:13]: Um [1:17:14, 1:17:16]: Show there's no packet showing [1:17:17, 1:17:23]: what this would what this would all cost what it would take. We're all for it. Then let's get all the information together. [1:17:24, 1:17:35]: Let's let's not let's not take this and piece it, piece it, piece it, piece it. Let's get an overall plan on what it's gonna cost, what it's gonna take, and that's what we move forward with. [1:17:35, 1:17:50]: To sit here and say, hey, we're throwing$3 million in it right now. And so, hey, this this is startup. What is it gonna be? What is the impact gonna be to the taxpayers, uh uh, to the citizens of Stockbridge? What is it gonna cost? We don't have this information. [1:17:50, 1:18:09]: This is why I said we should wait and I agree with Councilwoman uh Gantt. Let's sit down and let's get everybody together and let's say, hey, this is what it's gonna cost. All the professionals, not elected officials. See, when it comes to me, when it comes to my faith, I use faith in my personal life. [1:18:10, 1:18:12]: I use facts when it comes to the taxpayers' money. [1:18:13, 1:18:19]: Okay, it's not my dollars, it's the taxpayers' dollars. So I use facts, and right now the facts are not there. [1:18:20, 1:18:23]: To show what the impact would be on the taxpayers. [1:18:24, 1:18:30]: My faith is that once it gets going, once we get a police department, it's gonna flourish and be awesome. That's my faith. [1:18:31, 1:18:43]: But I need some facts to back up the decision we need to make with the taxpayers' dollars. And we don't have that. We don't have it. If any council member on here have those facts, have the overall numbers, bring it forward now. [1:18:44, 1:18:52]: Because I we need to we need information brought forward other than just a vote to say move this three hundred three million dollars. It makes no sense. [1:18:54, 1:19:01]: All right, uh Marepotem um Alexander, let's make this a last comment, Alexander, so we can move on with this discussion. [1:19:01, 1:19:02]: Let me see. [1:19:02, 1:19:10]: Uh sir, I I simply wanna call the question. You well, I think we've gone on. Everybody's got to speak twice and it's time to call the vote. [1:19:13, 1:19:15]: Yeah, what's your motion, sir? [1:19:15, 1:19:18]: My motion is to move forward with [1:19:18, 1:19:21]: Bonding three million dollars for the initial startup cost. [1:19:21, 1:19:23]: For the Stockbridge Police Department. [1:19:23, 1:19:26]: Something that was long overdue and our citizens won. [1:19:29, 1:19:31]: Councilman Barber, did you just second that? [1:19:32, 1:19:34]: Okay. Any further discussion? [1:19:36, 1:19:36]: Okay. [1:19:37, 1:19:39]: Council Plant, one last thing. [1:19:39, 1:19:42]: My Casman Block, one last time. Go ahead, please. [1:19:42, 1:19:46]: My vote on this issue is not that we don't need a police department. [1:19:47, 1:19:51]: My vote on this issue is that we need to do it the right way. [1:19:51, 1:19:55]: And that's what I'm petitioning this council to do it the right way. [1:19:55, 1:19:58]: Instead of sitting back because we have the power to vote. [1:19:59, 1:20:04]: And do it like now. We haven't consulted our uh financial uh advisor. [1:20:04, 1:20:24]: We haven't consulted with our um city manager to talk talk to financial body and uh and even even discuss extra services or whatever. We haven't talked to anybody because we're not going to be able to make provision for all the services here in Stockbridge. We still got to have some intergovernment agreements in place with the county. Nothing has been discussed. What will those services cost us? [1:20:24, 1:20:40]: What would be the impact that if we have to implement a tax? We may not have to. We don't know. We don't know. It's so many unknowns, but yet still, because we feel good about ourselves to be able to say, let's put$3,000,$3 million toward a police department. [1:20:40, 1:20:42]: It makes no sense. [1:20:42, 1:20:43]: This makes no sense. [1:20:44, 1:20:47]: Councilwoman Gantt, go ahead, please. One last time. [1:20:47, 1:20:51]: Thank you, Mayor. Um, I was just asking my colleagues, um [1:20:51, 1:20:52]: To [1:20:52, 1:20:57]: Again, I'm not against the bonding. I want to go ahead and bond for the starter. [1:20:57, 1:21:13]: But I also want us to have everything organized. So I was asking, I had asked earlier and I'm asking them to please consider tabling and actually voting on bonding on our work session and having everything in order. That's all. I feel like [1:21:13, 1:21:16]: This was thrown up tonight. [1:21:16, 1:21:33]: unexpectedly and it's three million dollars but I want to I want some type of presentation where we have all the details laid out. Okay, this is our startup cost, but how are we going to maintain it? Insurance, everything. It's a go. [1:21:33, 1:21:39]: I'm for it 100%. I'm just asking that we have our plan and our layout in place. [1:21:39, 1:21:40]: That's all. [1:21:41, 1:21:51]: All right. All right. Motion's been made, been seconded. Mayor question. Yeah. Yes, council. Can we ask the city manager? [1:21:51, 1:22:04]: What would be the impact? Because you I remember uh two or three years ago, this the county's insurance went up four million dollars. Can can can we talk to uh have the city manager speak toward the insurance, the increase in insurance on projects like this? [1:22:05, 1:22:13]: All right, stand by. Mr. Knight, uh, can you answer that question, please? Well, I think in the study, the Carl Vinson study, operational costs were taken into account. [1:22:14, 1:22:16]: Operational cost of four point six million. [1:22:16, 1:22:20]: Startup capital costs eight eight hundred and fifty four thousand a year. [1:22:21, 1:22:25]: Um some facility costs a hundred and seventy one thousand for a total of five point six eight. [1:22:26, 1:22:29]: мільн долар он анілка [1:22:29, 1:22:32]: per year to operate a police department. [1:22:32, 1:22:36]: Remember one of the Carvis and Institute went through a number of different [1:22:36, 1:22:37]: Um [1:22:38, 1:22:41]: Police departments throughout the state of Georgia. One was most notably [1:22:42, 1:22:45]: The city of Dunwoody, because that had been the most recent at the time. [1:22:45, 1:22:47]: that had been uh developed. [1:22:48, 1:22:52]: Uh and those numbers that they utilized in terms of startup costs. [1:22:52, 1:22:54]: Операціонал кос [1:22:54, 1:22:57]: uh to maintain it over a period of time. [1:22:57, 1:22:58]: were presented in their study. [1:23:01, 1:23:01]: All right. [1:23:03, 1:23:11]: Okay, hopefully hopefully there's no other comments. We can make the vote and then we can go through another analysis on this aspect. Motion has been made, been second. All in favor of the motion, please indicate. [1:23:14, 1:23:15]: All pose. [1:23:17, 1:23:18]: Abstain. [1:23:18, 1:23:27]: Only b only because I think we need a little I need we we need a better layout, but I'm for it. I just need a better layout. That's all. [1:23:27, 1:23:29]: Adam Perkus three one one. [1:23:29, 1:23:44]: Um Mr. Wall and Randy, Mr. Knighton. You Mr. Knight, you mentioned earlier in your conversation that now the the council has now voted for this 311. You said you had additional information or data and status. Is that what you want to discuss now? Is this for another occasion? [1:23:44, 1:23:52]: I think we probably would be best served to discuss that with the other bonding items when they come forward to the council. And we will [1:23:53, 1:23:56]: be prepared to wrap all of this in uh during that discussion. [1:23:56, 1:24:09]: All right. Well then we'll move on to the next item, which would be Amphitheater Project Update, which is actually presented by you, Mr. Knighton and Kurt Vogel and Carl or Carl, what it Tread of how do you pronounce your last name, Carl? I'm sorry. [1:24:10, 1:24:19]: Trebatin. Travathan, Trebathan. Okay. Excuse me for messing that up. All right. And Carl's with Kak and Wood and of course uh Kirk is with HJ Russell. [1:24:20, 1:24:32]: Mr. Nine, go ahead and start this conversation, please. Yes, thank you, Mayor. Um, it does give us pleasure tonight to update uh the council and uh of course the viewing audience, the citizens on the status of the amphitheater project. [1:24:32, 1:24:38]: Course anybody who has gone by City Hall has seen how the amphitheater has continued to grow and build and be constructed. [1:24:39, 1:24:42]: Um a a project of this size and magnitude. [1:24:43, 1:24:47]: Um has a number of different intricacies and a number of different people who are involved. [1:24:48, 1:24:51]: Um certainly the construction team and subcontractors. [1:24:52, 1:24:55]: Архітекс проєкт менеджер. [1:24:56, 1:25:03]: And then working with all of the different entities that have to be involved in something like this, like Georgia Power, ATT, and all of these other entities. [1:25:03, 1:25:07]: It takes a great deal of coordination, uh, great deal of time. [1:25:07, 1:25:11]: Uh, to build uh the project, but it has gone forward. [1:25:11, 1:25:13]: That is moving uh well. [1:25:14, 1:25:16]: And um I will [1:25:16, 1:25:20]: Without further delay, I will turn this over to Kurt Vocal. [1:25:20, 1:25:25]: with HJ Russell to provide an update uh on the amphitheater project. [1:25:26, 1:25:27]: Welcome, Kurt. [1:25:27, 1:25:28]: All right, answer. [1:25:28, 1:25:33]: Thank you, Mayor Ford. Thank you, Randy, and thank you, all you uh council members. [1:25:33, 1:25:35]: Could I share my screen? [1:25:37, 1:25:43]: Yes, I believe our IT person, Robert, if you would allow Mr. Vocal to be able to share his screen so he can provide his presentation. [1:25:50, 1:25:51]: Thank you. [1:25:53, 1:25:58]: I'm gonna uh give you guys a about a two minute video of where we are. [1:25:59, 1:26:02]: And this was as of uh earlier this afternoon. [1:26:06, 1:26:08]: So this is where we were exactly a year ago. [1:26:10, 1:26:12]: And this is where we are as of today. [1:26:16, 1:26:18]: That's a view down into the plaza. [1:26:20, 1:26:25]: You're looking at the uh uh roofs of the outer plaza buildings, the pavers are in. [1:26:26, 1:26:29]: The uh VIP canopy booths are in. [1:26:31, 1:26:39]: That's what these white uh fabric structures are. The soding going in at the uh terrace lawn seating area here. [1:26:41, 1:26:45]: Is actually in place. It's a little brown right now because it's out of season. [1:26:48, 1:26:50]: You can see that the fixed seating is in. [1:26:55, 1:27:01]: Sidewalks going down the through road along with Georgia Power site lighting. Tree planning started today for our landscaping. [1:27:04, 1:27:07]: There's a view to the three different detention ponds. [1:27:10, 1:27:13]: This would be the view that you would have from the um [1:27:15, 1:27:16]: Believe this is the terrace level. [1:27:17, 1:27:20]: Right above the uh fixed seating looking down at the stage. [1:27:21, 1:27:28]: Have a really nice view on across the amphitheater, a very strong architectural uh element there for the uh front of the stage. [1:27:30, 1:27:35]: It really casts a really nice glow in the in the uh late hours of the afternoon. [1:27:44, 1:27:48]: This is a little higher up in the amphitheater, actually up underneath uh the um [1:27:49, 1:27:50]: VIP seating. [1:27:51, 1:27:53]: Right out in front of the East Concessions. [1:27:54, 1:28:00]: What you're looking at are the affixed uh BIP seating area, uh the um drink rails. [1:28:01, 1:28:05]: That people will be able to set their drinks and their food on as they're watching the show. [1:28:15, 1:28:20]: Now this is the uh concessions we'll call in restroom building, starting with the West Concessions. [1:28:20, 1:28:22]: This would be the view from the uh through road. [1:28:23, 1:28:31]: So you're seeing the roofing, the masonry, the cast stone, the uh landscape paver walls and walkways. [1:28:36, 1:28:47]: That's the front entrance to the uh ticketing area. The actual glass is in and we're working on the uh canopies that'll go over that area. The area out in front is set for the uh pavers. [1:28:56, 1:29:10]: This would be one of the main um on-grade accesses into the uh plaza. So this would be basically where food trucks would uh come on in and set up through the uh plaza area. They would be able to drive through. [1:29:10, 1:29:11]: This area here. [1:29:15, 1:29:17]: That's the main restroom building. [1:29:22, 1:29:26]: And this is the entry area uh adjacent the East Concessions. [1:29:29, 1:29:31]: basically comes out of city hall parking. [1:29:37, 1:29:40]: We're gonna swing the uh camera view on around here. [1:29:41, 1:29:45]: There's the catwalk that'll lead you up to the uh terrace level. [1:29:59, 1:30:11]: There's a lot of handrail work and guardrail work that's been ongoing. In front of the uh East Concessions, obviously the masonry is is uh well in place, the steel is there. [1:30:11, 1:30:22]: Uh the uh aluminum canopy has actually started and the uh overhead coiling doors are in. So that space is uh fully closed off. Um the um [1:30:23, 1:30:26]: The stone countertops are actually in place as well. [1:30:28, 1:30:30]: The interior of the uh [1:30:31, 1:30:35]: Concessions areas have the uh epoxy floors. [1:30:36, 1:30:43]: They're underway now. Interior finishes are are well underway throughout all the buildings and nearing completion. [1:30:48, 1:31:01]: That uh that gets us all the way over to the East Concession, starting our our outriggers there for the canopies, stone uh stone countertops are also in, as well as the uh concession overhead coiling doors. [1:31:03, 1:31:05]: Got a little bit of work left on the fascia. [1:31:06, 1:31:11]: That's the main catering area. That's where the artists will be gathering prior to their performances. [1:31:12, 1:31:13]: It's very [1:31:13, 1:31:15]: Interesting ceiling. [1:31:15, 1:31:17]: Very colorful, very dynamic. [1:31:20, 1:31:25]: Very nice lighting inside of that area, cabinetry and stone countertops. [1:31:28, 1:31:30]: And these are the makeup areas. [1:31:31, 1:31:33]: Tile walls and lighted mirrors. [1:31:36, 1:31:43]: This is the interior of the uh terrace level restrooms, wall tile, uh toilet compartments, hand dryers. [1:31:44, 1:31:47]: And this is a interior shot of the concessions area. [1:31:52, 1:32:03]: And that is basically just an overall view. We have the uh asphalt uh binder in for the uh front parking area uh coming on up uh with the uh plaza roadway. [1:32:05, 1:32:16]: We have a little bit of a binder left to do all the way on out to um East Atlanta. Our lower parking lot is ready for its topping. Have some work to do over at the um [1:32:16, 1:32:20]: through roadway, um entrance on to uh North Lee Street. [1:32:23, 1:32:25]: So things are moving along quite well. [1:32:26, 1:32:28]: Been very busy these last two months. [1:32:36, 1:32:39]: Hey Kurt, can I ask the question now? You're done with the presentation, sir? [1:32:39, 1:32:40]: Yes, sir, I am. [1:32:40, 1:32:50]: Okay, in the uh the permanent seating up front, there's an open space. Is that still gonna be uh some tables of permanent tables of schedule to go there, tables and chairs? Or is that where was that again? [1:32:51, 1:32:58]: In the very front of the permanent seats. The permanent seats. Right right in front of the stage. Yes. Down in front there. Yes. [1:32:58, 1:33:03]: Are are there tables and chairs or split permit seating for there as well? [1:33:03, 1:33:23]: Uh there's not permanent seating, but there would be um tables that would be set up for the actual shows, I believe. Okay. All right. Right. Yes. Yes. Okay, no problem. And the other last time you gave a presentation, sir, I wanted to find out uh when we might have a grand opening, and you gave me the time frame of possibility. [1:33:23, 1:33:28]: possibly May, late May, right around Memorial Day weekend. Is that still your estimate in that aspect? [1:33:29, 1:33:39]: Uh I definitely believe the buildings are well in advance of the um rest of the site work over here uh for the additional parking areas. Um [1:33:40, 1:33:45]: So yes, I would say that would be a uh a uh safe. [1:33:45, 1:33:46]: Opening day. [1:33:48, 1:33:48]: All right. [1:33:49, 1:33:51]: Depending upon the overall um [1:33:52, 1:33:58]: approval on the uh phase two work and getting released to move that forward. [1:33:59, 1:34:03]: Whether depending, I believe everything could be wrapped up by the middle of June, I believe. [1:34:05, 1:34:19]: All right. But this pandemic is still among us, so that'd be Yes sir, it is. Thank you, sir. Uh Councilman Thomas, go ahead, please. Thank you. Uh Mr. Vaughn, thank you uh for this presentation. [1:34:20, 1:34:22]: Can you pan to the [1:34:23, 1:34:27]: out of perimeter of the data over by the um [1:34:27, 1:34:28]: Pons [1:34:29, 1:34:30]: Um [1:34:31, 1:34:34]: And the way I'm looking at it would be to the far left. [1:34:40, 1:34:40]: Am I quite? [1:34:41, 1:34:48]: My question and I tried to go back and look. Yes, I tried to go back and see. [1:34:48, 1:34:52]: There is a temporary uh fence. [1:34:52, 1:34:53]: There [1:34:53, 1:34:58]: Uh and Mr. Night, you may be able to answer this. I I tried to go back to some of the earlier renderings. [1:34:58, 1:35:00]: I I could recall [1:35:01, 1:35:02]: What permanent [1:35:03, 1:35:07]: security um and I'm not talking about cameras or lighting. [1:35:07, 1:35:09]: Uh some type of fencing. [1:35:10, 1:35:13]: Some type of barrier that will separate [1:35:13, 1:35:16]: Um the the homeowner's property. [1:35:16, 1:35:20]: And the actual uh campus of the amphitheater. [1:35:24, 1:35:31]: Right. Is that as I remember and maybe Kirk or Carl can speak to this as well, but as I remember there would be a buffer. [1:35:32, 1:35:34]: Some type of vegetated buffer along [1:35:35, 1:35:41]: That back property line, those prop those properties that back are off of Bryant Street, I believe you're referring to. [1:35:42, 1:35:46]: A um natural buffer and I can't remember, was there a fence? [1:35:46, 1:35:47]: Um as well. [1:35:48, 1:35:50]: Along that back property line. [1:35:51, 1:35:52]: I do not believe so. [1:35:53, 1:35:53]: Okay. [1:35:54, 1:36:00]: Well, I I would highly recommend and I guess we can sort of discuss this as we go, but [1:36:00, 1:36:05]: Um I I really think it's going to take um I think there's a need. [1:36:06, 1:36:09]: For um some type of um [1:36:10, 1:36:13]: Secure defense uh along that line. [1:36:13, 1:36:17]: But you know, we we can talk about it later, but um Yeah. [1:36:17, 1:36:18]: Yeah, right. [1:36:18, 1:36:19]: I'm sorry. [1:36:20, 1:36:22]: Now I'm just gonna say I I just think it's needed. [1:36:22, 1:36:25]: Mm, okay. Yeah. I know you mentioned that before and [1:36:25, 1:36:29]: The issue of security and people navigating onto the [1:36:29, 1:36:32]: property uh at off hours or off times. [1:36:33, 1:36:35]: Um, I think is the main thing, but we do have [1:36:35, 1:36:41]: Uh also the the ponds and the and the park like setting that we will have on the amphitheater as well. [1:36:41, 1:36:42]: But I I [1:36:42, 1:36:43]: Yes. [1:36:43, 1:36:45]: We'll seek to address that. [1:36:45, 1:36:46]: Okay. [1:36:48, 1:36:49]: Thank you. [1:36:49, 1:36:50]: Other questions. [1:36:50, 1:36:51]: Councilman Blount, go ahead, please. [1:36:53, 1:37:05]: Let me unmute here. Uh Mr. Knight, I'm trying to remember on the on the park like setting, would this be a pedestrian area also? Would they be able to walk this park or would there be walkways for the park? [1:37:06, 1:37:14]: Right. The intent of all of this and we're gonna talk a bit a little bit more about that and show some graphics in the um uh when we talk about the next item on the on the change order item. [1:37:15, 1:37:21]: But the intent was to take these detention ponds and have them as amenities to allow people to be able [1:37:21, 1:37:27]: To come and sit with certain benches benches and and walking areas in and around the pond so that they could enjoy. [1:37:28, 1:37:34]: the um atmosphere of what would be an additional park, if you will, for the city of Stockbridge, even [1:37:34, 1:37:38]: uh on on off hours. We wanted to really create something that [1:37:39, 1:37:41]: Um was estetically pleasing. [1:37:42, 1:37:43]: And um [1:37:44, 1:37:47]: You know, since we have an opportunity with this particular project, we can create [1:37:48, 1:37:51]: A park type setting in and around the detention ponds. [1:37:51, 1:37:54]: Uh, have them uh very well maintained and manicured. [1:37:55, 1:37:59]: um to be something that uh citizens can uh citizens can enjoy. [1:38:00, 1:38:06]: even on uh amphitheater event nights, but perhaps even different points in time um during the week. [1:38:06, 1:38:10]: Well, uh a follow up to that then I agree with uh Councilman Thomas. [1:38:11, 1:38:14]: What would keep anybody from coming through the vegetation? [1:38:14, 1:38:18]: uh to the park and then walking into the amphitheater doing the shows. [1:38:19, 1:38:22]: If I could answer that, sir, the um amphitheater itself. [1:38:23, 1:38:30]: Around the uh rear parking lot and the main amphitheater walls is contained by a fence. [1:38:30, 1:38:38]: in between each one of those plaza buildings through the openings, it is it's it's not shown yet. [1:38:40, 1:38:53]: But these areas all have uh lockable gates in between each one of these plaza buildings. So nobody should be able to just come after hours and walk into the amphitheater or to that lower parking lot behind it. [1:38:55, 1:38:56]: Then the follow up to that then [1:38:56, 1:38:59]: Because I'm still agreeing with councilman Thomas. [1:39:00, 1:39:03]: someone that's enjoying the part prior to the show. [1:39:04, 1:39:09]: What would keep them from dealing with outsiders that haven't paid to come in to come through? [1:39:10, 1:39:21]: come through the vegetated area into the park to deal to when they think they're coming to a show that's enclosed safe and they've got the park where the show's gonna be, how do we we have to have some type of um [1:39:21, 1:39:29]: enclosure other than vegetation because we have to make sure that we're maintaining a level of comfort and security because all it takes is one. [1:39:35, 1:39:39]: Well, I think when Kirk mentioned some of the other barriers there. [1:39:40, 1:39:45]: Obviously people who are coming into the amphitheater are gonna have to have some type of tiffit ticket. [1:39:45, 1:39:48]: save free events. We're gonna also have to have security there. [1:39:48, 1:39:52]: Um as well. And just just like any other amphitheater. [1:39:52, 1:39:56]: uh project and venue. You're gonna have to have necessary security. [1:39:56, 1:40:02]: uh to be able to keep those who desire to be in in and those who desire who should not be in [1:40:03, 1:40:04]: Um out. [1:40:04, 1:40:13]: Uh so you know, I think the combination of some of the natural and man-made barriers that are there in com in combination with security on site. [1:40:14, 1:40:16]: uh will uh address that problem. [1:40:17, 1:40:19]: Uh and of course with any venue. [1:40:20, 1:40:28]: Uh once you have a couple of events, uh you have data and and information that you can use to address any problems that occur. [1:40:29, 1:40:30]: In the future. [1:40:38, 1:40:47]: Mayor. Yes, sir. I'm sorry. I'm sorry, Councilman Thomas. I'm sorry. Go ahead, sir. Yeah. Um Mr. Nine, I I would recommend um [1:40:47, 1:40:51]: To for you and your staff or courage someone to do some research. [1:40:52, 1:40:55]: Um, I'm just a little concerned about that. [1:40:55, 1:40:58]: From the corner of East Atlanta Road. [1:40:59, 1:41:02]: All the way down to Berk Street and around [1:41:03, 1:41:09]: Um I'm not really sure what what all that entails as far as fencing and security, but [1:41:10, 1:41:14]: I would think that there would need to be some type of fencing. [1:41:15, 1:41:18]: From that corner of East Atlanta Road. [1:41:19, 1:41:23]: All the way around around the perimeter, really, all around in the back. [1:41:24, 1:41:26]: All the way up until the um [1:41:27, 1:41:31]: into the to into the the driveway through the gate through [1:41:31, 1:41:32]: Um [1:41:34, 1:41:41]: I'll I'll just leave it at that. If if you could research that and bring some numbers back, but I I just think we're gonna need more than [1:41:41, 1:41:43]: Vegetation and [1:41:43, 1:41:46]: Um security guards, you know. [1:41:46, 1:41:47]: It's [1:41:48, 1:41:54]: Well, right. I I understand and concern and the ones that I've looked at. I looked at one in L Lagrange, visited that one. [1:41:55, 1:41:59]: They had fencing just like Kirk talked about. I think the one in Peace Tree City we went to. [1:41:59, 1:42:03]: had uh similar type fencing between between buildings. [1:42:04, 1:42:10]: Um during off hours. The one thing, and and we'll certainly go back and take a further look at it as the council desire. [1:42:11, 1:42:14]: But the one thing that we we want to balance is [1:42:14, 1:42:16]: uh having an inviting venue. [1:42:17, 1:42:21]: Верси гавни афос. [1:42:22, 1:42:24]: You know, we don't want to create this fortress look. [1:42:25, 1:42:28]: Ін араунди амфітер і Сіті Гал кампас. [1:42:28, 1:42:33]: So it's a balance there, but um given the council comments, we'll go back and take another look at uh the best. [1:42:34, 1:42:37]: Mechanism to use to uh balance security. [1:42:37, 1:42:40]: And also uh ensure it's an inviting venue. [1:42:43, 1:42:45]: Councilwoman Barber, do you have any comments at all, please? [1:42:50, 1:42:54]: Um no, I don't have any comments relative to the прогрес. [1:42:55, 1:42:56]: Or the project. No. [1:42:57, 1:42:59]: Mirable Tim Alexander. I think though. [1:43:00, 1:43:00]: Okay. [1:43:01, 1:43:02]: Um, let me see. [1:43:03, 1:43:05]: Can you hear me? Yeah, go ahead. Yes, we can. [1:43:05, 1:43:15]: Yeah, I just wanna talk about the uh the project um uh overall in terms of uh I l I see uh Kirk indicated that the pavers are down. [1:43:16, 1:43:22]: Is there just a a strip of pavers? I was believing that the entire area was supposed to be pavers. [1:43:22, 1:43:27]: Uh, so that uh residents could actually purchase a brick or something I thought we had discussed. [1:43:33, 1:43:36]: Councilman Alexander, if you can see [1:43:37, 1:43:41]: Over here to the left in front of the West Concessions that [1:43:42, 1:43:45]: Bold gray line that is a paper strip. [1:43:45, 1:43:52]: Here in between the Will Call and the main restrooms, this whole entire area is bordered by gray pavers. [1:43:52, 1:43:55]: And then this center area is also. [1:43:57, 1:43:58]: Favors. [1:43:59, 1:44:02]: Oh okay, okay. Just ca it look it does not okay. [1:44:02, 1:44:18]: And then those paver areas, if you see over here in between the east concessions and the uh main restrooms, that gray paver band is at the top of the steps. And then this lower area here as you enter in out of the city hall parking lot. [1:44:19, 1:44:35]: That area has pavers. Pavers will run all the way out to the street through the on-grade access. And also over here in between the West Concessions and the Will Call, that area also has uh pavers and um [1:44:36, 1:44:37]: concrete walking surfaces in it. [1:44:38, 1:44:38]: So [1:44:39, 1:44:43]: What you're seeing here is probably about fifty percent of the overall paper. [1:44:44, 1:44:50]: So uh the the uh rendering that we saw, there were uh like reddish color. Is there gonna be painting to them or how does that work? [1:44:51, 1:44:56]: Uh we have two different colors, the uh slate gray, and then this um [1:44:57, 1:45:04]: Oh, I forget the actual name of that, but that is a cream color paper there. Um I [1:45:05, 1:45:07]: There weren't any red ones actually specified. [1:45:10, 1:45:21]: Okay. Um okay, and then the um the overall progress and uh completion of the this physical structure here, not inclusive of the part. [1:45:23, 1:45:24]: Uh [1:45:25, 1:45:28]: We're looking um for this section. [1:45:29, 1:45:31]: Early March, I believe. [1:45:34, 1:45:34]: Okay. [1:45:35, 1:45:40]: Okay. All right. Thank you. Okay. Uh Councilwoman Gantt, do you have any questions at all? [1:45:42, 1:45:43]: Um, no, I don't. [1:45:45, 1:45:45]: Okay. [1:45:46, 1:45:48]: Kurt, is there anything else you need to present to us today, sir? [1:45:49, 1:45:49]: No, sir. [1:45:51, 1:46:00]: Okay, I believe if there are no more questions, uh thank you, Kurt, uh, for your presentation. Uh yeah, thank you for having me, and I'll turn the screen back over. [1:46:00, 1:46:04]: Okay. And Carl, did you have anything to add during this time frame, sir? [1:46:07, 1:46:09]: Yeah, yes, um [1:46:11, 1:46:31]: Getting close to the end of the project, um, I just would like to um commend the uh uh the contactor and the designers um in pulling together what now uh it's come together as a very uh high quality facility, high quality install installations, constructions and methods. [1:46:31, 1:46:51]: uh and and really great design um and i commend uh uh heather is here with the team and um hj russell re kirk is heading team he's got several of his members here uh just how they've worked together uh community very well [1:46:51, 1:46:55]: well during the project, uh shared ideas, worked through [1:46:56, 1:47:01]: uh difficulties and and challenges and [1:47:01, 1:47:04]: Very good job. Um [1:47:04, 1:47:13]: I've been in blenders of projects over my career and you can really tell when you got working together, has a common talk, uh common goal. [1:47:14, 1:47:21]: uh and they performed very, very well. So I mean all of the team that that's put the effort into bringing this together. [1:47:23, 1:47:25]: Appreciate it. Thank you very much. [1:47:26, 1:47:30]: Didn't know Heather, I know you're online. Didn't know if you had any comments on this particular issue for right now at all. [1:47:34, 1:47:35]: Um [1:47:35, 1:47:36]: Good evening. [1:47:36, 1:47:44]: Um yeah, I would just like to echo uh Carl's sentiments. Um, you know, I think the team has worked very well, very hard. [1:47:44, 1:47:51]: uh together to get to where we are. Uh and I look forward to celebrating with you on opening day. [1:47:51, 1:47:59]: Outstanding. Appreciate that. Follow up, sir. Yeah, go right here, Mary Putin. Uh yeah, the heather who chose the color of this of the papers? [1:48:00, 1:48:02]: Sure, yes, glad to talk about this. [1:48:02, 1:48:05]: Uh, we did talk about it a couple of times through the process. [1:48:05, 1:48:07]: Um there was a want uh [1:48:07, 1:48:10]: for from the council to have red papers [1:48:10, 1:48:11]: Um [1:48:11, 1:48:12]: To [1:48:12, 1:48:15]: We cannot match a vehicle related paver. [1:48:16, 1:48:20]: To the vertical pavers on both the city hall and amphitheater buildings. [1:48:20, 1:48:21]: Um the only [1:48:22, 1:48:31]: vehicle related paver turns out to be a pink paver over time, uh and not wanting your amphitheater to have a clash between kind of the beautiful brick that we're [1:48:31, 1:48:33]: replicating on the city hall. [1:48:34, 1:48:36]: And uh a pink paver. [1:48:36, 1:48:41]: Um the decision was made to do gray and tan, uh, which will allow you to [1:48:42, 1:48:45]: Have food trucks coming into uh [1:48:45, 1:48:48]: the actual uh amphitheater proper. [1:48:48, 1:48:50]: So kind of in front of those boundary buildings. [1:48:50, 1:48:51]: Um [1:48:51, 1:48:52]: So [1:48:52, 1:48:56]: That is why we have the both tan and the gray pavers. [1:48:56, 1:48:59]: It was the best look we could achieve over time. [1:49:00, 1:49:01]: Uh and kind of avoid. [1:49:01, 1:49:02]: Uh a a pink. [1:49:03, 1:49:07]: paper, which would be what we could get out of a vehicle related paper. [1:49:08, 1:49:09]: Okay, thank you. [1:49:09, 1:49:10]: Чу? [1:49:11, 1:49:22]: All right, we'll move on to the next item, council consideration to approve amphitheater change order in amount in an amount of two million three hundred and seventy-one uh thousand nine hundred and twenty-two dollars and seventy-seven cents. [1:49:23, 1:49:26]: financing or funding source with bond and splots five. [1:49:27, 1:49:29]: Mr. Knighton, Kirk, and Carl, please. [1:49:31, 1:49:39]: All right, yes, it would be uh meet, myself, and Carl on this one, uh, mayor and council. Okay, uh, to discuss this item with you. We have provided you with. [1:49:40, 1:49:44]: uh the detailed documents related to uh this proposed change order. [1:49:45, 1:49:49]: This change order uh has arisen as a result of the main parking. [1:49:49, 1:49:51]: And the enhanced landscape. [1:49:52, 1:49:57]: Excuse me, land enhanced landscape design around the detention ponds. As you remember. [1:49:58, 1:50:05]: Uh the soils uh had issues there uh previously, and there's quite a bit of work that had to be done to address unsuitable soils previously. [1:50:05, 1:50:09]: And the increase from I believe it was one detention pond initially. [1:50:09, 1:50:13]: To now three uh detention ponds. And again, as I mentioned earlier. [1:50:13, 1:50:17]: There was a necessity t or there was a thought to go ahead and utilize. [1:50:18, 1:50:21]: those detention ponds as an amenity and create the [1:50:21, 1:50:23]: Environment around them. [1:50:24, 1:50:25]: That would be um [1:50:26, 1:50:28]: Pristine that would be [1:50:28, 1:50:28]: Um [1:50:29, 1:50:30]: Bucalic. [1:50:30, 1:50:34]: А то бил то критик філ. [1:50:34, 1:50:39]: around those detention ponds. And so that is what uh this change order. [1:50:39, 1:50:40]: relates to. [1:50:41, 1:50:45]: Um, I will just go over something very briefly here and then Carl can speak. [1:50:45, 1:50:47]: Uh, to the details of a change order. [1:50:48, 1:50:50]: Um i as as necessary. [1:50:51, 1:50:55]: Um you may recall that uh over a month ago, late December. [1:50:55, 1:50:59]: uh signaled that this is something that was going to come. [1:50:59, 1:51:02]: Uh at that time uh we were working through it. [1:51:02, 1:51:05]: But I knew this would this would item would come. [1:51:05, 1:51:08]: In order for us uh and the c and for the project. [1:51:09, 1:51:11]: To be completed at the level. [1:51:11, 1:51:14]: uh that the uh council uh would like to see. [1:51:15, 1:51:18]: So if I can share screen, I'll attempt to share screen here. [1:51:19, 1:51:20]: Just a moment. [1:51:33, 1:51:35]: What happened here? Let me see. [1:51:36, 1:51:37]: All right, let me see if I can [1:51:38, 1:51:40]: Pull this up. Okay, here we go. [1:51:41, 1:51:43]: All right, can everybody [1:51:45, 1:51:45]: Everybody see that? [1:51:47, 1:51:48]: Just yet. Okay, there we go. [1:51:48, 1:51:50]: Okay, he's got it. Okay. [1:51:50, 1:51:52]: All right, I'll try to um [1:51:54, 1:51:55]: We go. All right. [1:51:57, 1:52:06]: To go through this uh uh very briefly here. Um, what you have here, if you can follow my cursor, of course, here's the amphitheater toward the bottom of the screen. [1:52:07, 1:52:11]: And then you're looking at the park. Here's East Atlanta Road here on the far left corner. [1:52:12, 1:52:13]: And you see all of the parking. [1:52:14, 1:52:20]: It goes back to uh the property line back there at Bryant or the Bryant Street properties that we talked about. [1:52:20, 1:52:22]: So all of this in and around this area. [1:52:23, 1:52:27]: Is proposed to be parking. A part of the parking scenario. [1:52:28, 1:52:30]: Um it once it's constructed. [1:52:30, 1:52:35]: Is to demolish uh this old house uh as you can see right there on my cursor. [1:52:35, 1:52:40]: Um and throughout the um detention ponds, of course, in blue. [1:52:41, 1:52:45]: Um there is um a schematic. [1:52:45, 1:52:48]: That will have uh terraced bioswales. [1:52:48, 1:52:50]: Um wetland walkways. [1:52:51, 1:52:59]: Um, you know, open park space, um, cypress groves, um, and you'll have all of these different things that create. [1:53:00, 1:53:03]: um that park-like atmosphere as well as as you can see [1:53:03, 1:53:06]: trees that line the internal roadway. [1:53:09, 1:53:12]: Go down Mr. Ball. And I'll I'll of course let Heather in [1:53:12, 1:53:17]: Her team speak to this as well as as needed. Here are just some examples. [1:53:17, 1:53:24]: of different types of venues that have uh this one has water features, water features again, and how some of these [1:53:24, 1:53:30]: Um items can uh be uh carefully constructed around water features to create the environment. [1:53:31, 1:53:43]: uh that we want uh and that's something that can be uh really nice uh enhancement for the amphitheater project. You'll see the one on the upper left there and then some of the other examples um through here. [1:53:45, 1:53:52]: At this point I'll turn it over to um uh I guess Carl f or maybe Heather first, since Heather can speak to [1:53:52, 1:53:58]: Uh the He Heather and her team can speak to the enhanced landscaping in and around the amphitheater area. [1:54:01, 1:54:02]: Sure, uh thank you. [1:54:03, 1:54:05]: Um I am going to call on um [1:54:06, 1:54:11]: Peyton Peterson, um, who is our landscape architect, on the phone tonight to talk about the landscape. [1:54:13, 1:54:16]: Sure. Thank you, Heather. Good evening, everyone. Can everyone hear me okay? [1:54:17, 1:54:18]: Yes. Yes. Great. [1:54:19, 1:54:39]: Okay, so Mr. Knighton touched on I think some of the big key elements here, um, just echoing his um conversations. So the the ponds grew in a response to the additional impervious area um that is the parking lot now. So the the pond sizing is now um sized. [1:54:39, 1:54:59]: To handle the impervious runoff that will be coming from the parking lot areas. Some of the key features that were mentioned were the three tiered pond systems. The one that is labeled J, that is more in the center of the screen, right where Mr. Knighton is highlighting, is a continuous wet pond. [1:54:58, 1:55:05]: So in perpetuity, it will always contain water. Um, and it has we are proposing a um [1:55:05, 1:55:12]: Fountain spray in the middle of it that will spray water up in the air. I know you all have seen um are familiar with Sugar Hill. [1:55:12, 1:55:17]: uh amphitheater their wet pond behind their amphitheater. So it'd be a similar look to that. [1:55:18, 1:55:19]: Ponds in [1:55:19, 1:55:23]: Um that are the middle in the lower tier pond next to the existing creek. [1:55:24, 1:55:25]: Or um [1:55:25, 1:55:38]: what we call detention ponds in the sense that they could have water uh in them during a heavy rain event, storm event, um, but they could also during a dry spell have no water contained in the bottom of them. [1:55:38, 1:55:58]: Um there is a network of sidewalk paths that go around the upper and middle pond. Um so there is a loop trail system that is paved that goes around this um this park-like setting. Um and there's the large promenade walk that is up. [1:55:58, 1:56:02]: Up at the very closer to the left hand side of the screen. [1:56:02, 1:56:03]: Um [1:56:03, 1:56:06]: That runs parallel with the [1:56:06, 1:56:08]: Um parking. [1:56:09, 1:56:09]: Up there. [1:56:11, 1:56:31]: is it's a wide pedestrian walkway that will gather the mass amounts of people that are coming to the amphitheater for an event. Um and we also have an overlook um sort of it's number D right there that overlooks the ponds and the uh terrace landscape because this does it does sit on a um pretty dramatic hillside there. So [1:56:31, 1:56:37]: If Mr. Knight flips back to the example images real quick. [1:56:38, 1:56:58]: Thank you. So the the overlook system would be something like you're seeing in this top centered image. We're visioning benches up there, a nice setting where you you can overlook the ponds. Again, uh that first pond that's closest to the overlook in the in the preliminary plane does have water in perpetuity. [1:56:58, 1:57:01]: [7021.7, 7031.1]: And then we're also proposing a um some open lawn space where people could put down a um picnic blanket um if they want to have a lunch out there or whatnot. [1:57:11, 1:57:12]: Um [1:57:12, 1:57:23]: Promenade walk would be wide, similar to what you're seeing in the top left-hand corner. And um these are just some of the main features that we have uh programmed into this space. [1:57:27, 1:57:28]: Yeah. Thank you. Thank you. [1:57:30, 1:57:31]: I don't know. [1:57:33, 1:57:35]: All right. Anything else? Re uh [1:57:37, 1:57:37]: Well [1:57:38, 1:57:44]: Well, Carl could kind of speak to briefly the the change order aspects of things and [1:57:44, 1:57:50]: Um the manner in which um the team went through and scrubbed the numbers. [1:57:50, 1:57:52]: Uh to come to the overall figure. [1:57:53, 1:57:55]: Okay. Um [1:57:56, 1:58:10]: Thank you again, Mayor and Council of Persons. Just real briefly, we have received the pricing that you've uh had presented to you for this. [1:58:10, 1:58:30]: Uh two project uh from Russell. You can see in your package that we received uh quite an extensive breakdown of all the costs of this phase of the project, uh which allowed um designers uh to um [1:58:30, 1:58:39]: Um to uh to really di uh take a deep dive into the the cost of the product to be able to uh as Randy said, rub this. Um [1:58:39, 1:58:41]: Describe the numbers to make sure that we were getting [1:58:42, 1:59:02]: uh a uh competitive number, uh an accurate number for this uh this phase of the project. Um the team has spent quite a bit of time as rubbing these um and just to give you an idea the number uh Kirk provided them to us for this for the project was a little over two [1:59:02, 1:59:03]: point six million [1:59:04, 1:59:24]: uh but through uh verification of quantities, little unit prices, uh perk allowing uh myself and the team to have direct access to the subcontract uh uh we will to um uh to refine the numbers [1:59:24, 1:59:40]: uh to um uh get the scope correct, uh make sure that the subcontractors under scope correctly, uh and that the price of the very work um were uh competitive and met um what uh [1:59:41, 2:00:01]: I and the designers thought uh they should be based on uh our knowledge of the industry through historic cost data. Um so we're uh very pleased with where we've landed on this number. Um I I believe it to be a very competitive number uh and uh and recommending [2:00:01, 2:00:20]: that uh uh the council approved this number so that uh we can get started on this way. Um if you do approve this, I believe Kirk is chomping at the bet to start uh pulling the permits and and get the team over over on the other side of the road, as we say, and uh get started on this second phase. [2:00:20, 2:00:24]: Uh so I'll I'll entertain any additional questions you have about pricing. [2:00:24, 2:00:28]: Thank you, Carl. Appreciate that. Uh Mayor Pro Tem Alexander, go ahead, please, sir. [2:00:29, 2:00:34]: Yes, thank you, sir. Uh real quick on the trails uh in the park. [2:00:34, 2:00:41]: um park area. Are those uh ten foot wide trails, eight foot wide? Tell me what what are those? [2:00:43, 2:00:45]: Inside the park area. [2:00:46, 2:00:49]: Oh sure. Carl, I can take that if you'd like. [2:00:49, 2:00:54]: Yeah, I can think Falcon will be able to design uh answer that and they're not on the call tonight, so uh go ahead. [2:00:55, 2:01:00]: Sure, so the l outer loop uh sidewalk. [2:01:00, 2:01:16]: is a 12 foot wide sidewalk. The promenade that is at the um top of the pond system running adjacent to the parking is wider than that. It's about 15 feet wide uh just because of the sheer number of volume of people that will be accessing it from [2:01:16, 2:01:20]: that promenade ac accessing the amphitheater from that promenade walk. [2:01:20, 2:01:24]: I should also say that that promenade walk is an ADA accessible route. [2:01:25, 2:01:27]: Okay, so the the the the [2:01:28, 2:01:31]: The basically the the box around the park is [2:01:31, 2:01:33]: You said that was uh twelve feet. [2:01:34, 2:01:35]: Yes. [2:01:35, 2:01:37]: Okay, and then the uh [2:01:37, 2:01:39]: Uh bordering the parking lot. That's fourteen. [2:01:40, 2:01:45]: uh feet. Now I see a D marked overlook. Tell me about the overlook. What's [2:01:46, 2:01:48]: Sure, so this um [2:01:49, 2:02:09]: I don't know how familiar if you've seen the site to date, but it's on a big hillside essentially. And the D marker right now is the high point of the pond system. And um we have created an area where it's a wider plaza that would have benches and would serve as an [2:02:09, 2:02:16]: overlook similar to this image that's right this image at the top of the screen. Right here. That's what it would generally look like. [2:02:17, 2:02:17]: Yes. [2:02:18, 2:02:24]: Okay, that would be generally look like. Is there is like the bottom part where that fence switch back to that photo. [2:02:25, 2:02:25]: Yeah. [2:02:26, 2:02:29]: So is that is that No fencing, no fencing. [2:02:29, 2:02:36]: Okay, is there access right there at the p at the at the walk to walk so the w the walking trail would actually border [2:02:36, 2:02:43]: The uh water feature uh right. If I go back here, you see where my cursor is? This is the walking trail. [2:02:44, 2:02:46]: Around [2:02:48, 2:02:51]: And this is the pond in question, but this is the walking trail around the pond. [2:02:52, 2:03:02]: So how in in real how far is that observation deck from the pond? So it's so is there no real sto I guess you'd stop along the trail if you wanted to overlook the water? [2:03:03, 2:03:04]: There's no like real [2:03:04, 2:03:07]: I guess observation deck right over the top of the water. [2:03:08, 2:03:12]: Um, I believe and I don't know off the top of my head. [2:03:13, 2:03:14]: But um I would [2:03:15, 2:03:16]: Just from [2:03:17, 2:03:25]: my my knowledge of the space. I believe it's about sixty feet um from maybe eighty feet from the [2:03:25, 2:03:28]: what's labeled D to that first wet pond. [2:03:28, 2:03:37]: Um it's not quite as far as you think. And the elevation game is actually what is a lot is pretty drastic. So the views you would have. [2:03:38, 2:03:42]: Plenty of ample views not only to this l wet jay pond here in the middle. [2:03:43, 2:03:46]: But all the way down the the park promenade. [2:03:47, 2:03:53]: Okay. E and it's connected to the main roadway there, correct? [2:03:54, 2:03:55]: That's correct. [2:03:57, 2:04:05]: Taken, can I follow up what you were talking about about the distance between D, the observation, and J, the pond? [2:04:05, 2:04:15]: Um that dimension across there is I don't think it's any more than forty feet. I think that's it's a lot closer than than probably what you said, uh Hayton. It's a little bit closer. [2:04:18, 2:04:20]: Thank you for that follow up. [2:04:20, 2:04:21]: Okay. [2:04:21, 2:04:23]: All right, okay, thank you. [2:04:24, 2:04:25]: Any other questions from the council? [2:04:26, 2:04:27]: Mayor. [2:04:27, 2:04:29]: Yeah, yes. Um go ahead, counselor. [2:04:30, 2:04:50]: I just wanted Kirk and and the rest of the team to know that it I'm amazed it's an absolutely beautiful project. And I thank them for trying to get some, you know, some move pretty fast for us considering the weather last year and other things that came in the way. Um I think it's absolutely beautiful. [2:04:49, 2:05:05]: Um I do want mayor and council to you know think and consider, you know, and I remember councilwoman Barber at one point had stated, you know, we need to make sure that we have everything. [2:05:05, 2:05:20]: in order all the numbers together. And so in the future, I just hope that we, you know, we're learning from this project what we need to do to make sure we have everything accounted for. And so I just want to say thanks to everyone who's working so diligently on it. [2:05:22, 2:05:24]: Great job. Council Men Blount, go ahead, please. [2:05:26, 2:05:29]: Uh yeah, I I the um [2:05:30, 2:05:33]: the buffering through from the from um [2:05:34, 2:05:38]: that we're gonna have up, that's gonna help control the noise on uh [2:05:38, 2:05:46]: throughout the uh surrounding communities. And and our second question to that, Mr. Knighton, uh, when we have these events or when we have this [2:05:47, 2:05:51]: So we will have uh sick we would have officers or security [2:05:51, 2:05:55]: That will monitor uh Brian and Lee Street, is that correct? [2:05:56, 2:05:58]: Yes, I absolutely would envision that. [2:05:58, 2:06:05]: Uh, even though of course we have plans to enhance Lee Street and East Atlanta Road to help facilitate traffic flow. [2:06:06, 2:06:11]: uh in and around the area. I think it would be absolutely imperative on event nights to have. [2:06:11, 2:06:31]: uh police officers uh there at key intersections to make sure traffic flows in and out. Of course, one of the things that we learned was which is important is customer experience. And we want to be able for customers to access the venue 3000 plus, to be able to get in and out safely as well as to exit in an expeditious fashion and do it safely. [2:06:31, 2:06:34]: So absolutely yes. [2:06:34, 2:06:44]: Yeah, I'm I'm and I'm looking more more uh at a at a combination of traffic control and and security. Right. [2:06:44, 2:06:47]: uh provision or security for the communities'cause uh [2:06:47, 2:06:50]: You know, you just want that to be put in place. Thanks. [2:06:50, 2:06:51]: Okay. [2:06:51, 2:06:53]: Councilwoman Barber, go ahead, please. [2:06:55, 2:07:01]: Yes. Thank you, Mayor. Um, considering this was a project that was already approved prior to me. [2:07:01, 2:07:03]: Um I just want to make sure that we finish it. [2:07:04, 2:07:07]: Um I do have some questions, but I know that [2:07:07, 2:07:09]: Mr. Carl [2:07:09, 2:07:11]: Um, Trevithan, I'm sorry. [2:07:12, 2:07:14]: I don't know his name. Is he still on? [2:07:14, 2:07:23]: Yes, Carl is on. Yes. Okay. Um, so he has taken a look at this change order, this$2.3 million change order. [2:07:23, 2:07:28]: Yes, absolutely. And several times and several times and several times. [2:07:28, 2:07:34]: And members of uh the team as well. And I I can I'll certainly let him speak to that, but uh to make sure [2:07:34, 2:07:40]: This number was scrubbed over and over again. I think he alluded to the fact that originally it started out over two point six million and now it's down to [2:07:41, 2:07:46]: two point three in chain. So it's probably two hundred and fifty thousand to three hundred thousand dollars saving over the last [2:07:47, 2:07:48]: I guess month or so. [2:07:48, 2:07:54]: month and a half or so as we were looking at the numbers over and over again. But I certainly would would defer to him to to confirm that. [2:07:55, 2:08:15]: Council Barber, um, as I mentioned when I first started that the package we were used for the change order uh has several sever lots of paid numbers of costs and quantities that uh were provided to us by the contractor and and and his subcontractors uh for the purpose, exact purpose that you're talking about. [2:08:15, 2:08:16]: Well [2:08:16, 2:08:24]: I and the designers could really take a deep dive into the costs, uh, not taking them at all for face value. [2:08:24, 2:08:40]: but rather given us um as much cost and quantity data as we could get so that we could compare that to what we believe cost should be based on historical cost data or just our general knowledge of the industry. [2:08:40, 2:09:00]: Um I can't speak for the other people of the team, but I have thorough years of experience from anywhere as a general contractor and as a development man that have been exposed to it have accumulated uh years and years and years of cost data and have used that knowledge and the and that uh cost data. [2:09:00, 2:09:20]: that I have uh to uh compare these numbers and scrub them. And I know the the designers have done the same thing just to make sure that um we understand the cost. We've made numerous adjustments to it from the original cost. And again I'll I'll commend Kirk and his team [2:09:20, 2:09:40]: for allowing uh us direct access to the subcontractors. And we met with some of them and went through uh all in detail what Chris is concerned about today and made the investments so that we could bring uh the cost in line with what we think it should be, so that the quantities uh are [2:09:40, 2:10:00]: correct that the subcontractor understood the scope of the work correctly. Uh it took us uh I don't know Kirk you might be able to speak I think it was six to seven weeks of back and forth to get these numbers to where they're at. And so it was a real team effort and and and I'm presenting my [2:10:00, 2:10:10]: recommendation to you because I have myself and have seen the team really take the deep dive necessary to make sure we've scrubbed this number back down to where it's a very competitive [2:10:11, 2:10:14]: number and and um should be considered by council. [2:10:14, 2:10:31]: Okay, so I do have um a couple of follow-up questions. So I was looking at some of the line items on here and one in particular was the last line item, line 31 that mentions a fee of 4%, that's$91,000. [2:10:32, 2:10:36]: It doesn't give a description of what that covers. Sure. [2:10:36, 2:10:39]: That is contractors profit. [2:10:39, 2:10:55]: Um so everything except the ninety-one thousand is cost that contract has that he's going to expend uh to do the project. So the ninety-one thousand is his profit to uh to do the project. And and I'll say this, four cents. [2:10:55, 2:11:00]: Razor thin for a contractor to be working on as far as margins go. So um [2:11:00, 2:11:02]: That's what that number's for. [2:11:02, 2:11:05]: Okay, so the 700 and [2:11:07, 2:11:11]: Sixty thousand dollar change order that was submitted or did Mr. Knight and leave. [2:11:12, 2:11:21]: I just had a question about a change order for unsuitable soil that was submitted earlier this year. Right. That is separate from this change order, correct? [2:11:21, 2:11:23]: That is correct, yes. That is correct. [2:11:23, 2:11:31]: So this$2.3 million change order, um, I know this only covers just a portion. [2:11:31, 2:11:46]: Uh this is phase two, only covering the parking and landscaping design. How much more do you think you will need to complete the construction of the entire amphitheater, including the parking lot? [2:11:46, 2:11:50]: The ponds, the landscaping, how much more? [2:11:50, 2:12:07]: Right. That that includes all of this. And I'll let Carl speak more definitively because believe me, I have some questions. Is this going to be enough to do all of this? Okay. In in there, there is a couple of contingencies. I'll let Carl speak to a couple of contingencies if we were to run into something. [2:12:07, 2:12:12]: But he called I asked him a direct question and Carl is here. He can he can confirm that. [2:12:12, 2:12:18]: Is this enough and will this take care of it? Are you comfortable telling the council that this will take care of these items? [2:12:19, 2:12:39]: Well, I think we need to uh I think we're totally talking about two separate things that I discussed with Randy. Um, because I have done and Randy didn't tell me if we are prepared to share these tonight, but I've done a kind of a deeper dive into the project. Um you know, all phases of the project and where we're at with [2:12:39, 2:12:45]: With with other change orders and other other cost issues that we've run into and have come up with a separate number. [2:12:46, 2:12:54]: uh that I believe and feel comfortable with that uh the the total project can be completed with and that number has contingencies in it. [2:12:54, 2:13:02]: This number that I'm asking for you to approve or that we're proposing to prove to approve tonight at 2.3 million. [2:13:02, 2:13:22]: the initial change order to the contractor to do uh the phase two part of the project so it's a it's a portion of the bigger pie that you're that you're alluding to um there i i think you've got to look at that the other set of numbers that i have have worked up for uh for you uh to look [2:13:22, 2:13:37]: look for the contingencies that would uh would be there in case we run into things that are unforeseen. Um sort of the additional costs that would be above and beyond this 2.3 million. So and Randy I'll I'll let you lead how much [2:13:37, 2:13:43]: You know, we we would want to uh get into this discussion on my overall projection for the project. [2:13:45, 2:13:47]: I was trying to pull that. I was trying to pull that. [2:13:49, 2:13:51]: Because I know that um so [2:13:52, 2:13:57]: Covering this change order, this this one specifically, the 2.3. [2:13:57, 2:14:12]: We're using um SPLOS and bonds to cover the threat. Okay. So I know that we um agreed to allocate the seven million dollars to complete the amphitheater. I'm just trying to see. [2:14:13, 2:14:22]: Right. I think right. I think I understand your question. I'm sorry, uh, Councilman Barber. Okay. So this change order two point three, then we allocated or what is proposed. [2:14:22, 2:14:25]: is seven million dollars to bond, okay. [2:14:25, 2:14:32]: So we've got that seven million dollars. And then remember there's three million dollars out there, just about three million dollars. [2:14:32, 2:14:33]: Or [2:14:33, 2:14:38]: the roads, the enhancement of the roads. Okay. And so when you put [2:14:38, 2:14:40]: Those funds together. [2:14:40, 2:14:56]: Um, is where we're we're we're trying to get to in terms of the overall number to bond. And I and Ed'll talk a little bit more about that piece of it when he gets when he gets there. Um, if there are any issues with respect to, for instance, the roads coming in. [2:14:56, 2:15:03]: at more than might be projected or or um allocated, if you will, because we don't know until we put it out. [2:15:03, 2:15:05]: To beard of what [2:15:05, 2:15:07]: Funds we would propose to use. [2:15:08, 2:15:09]: For that type of overage. [2:15:11, 2:15:12]: Which would be splashed fire. [2:15:14, 2:15:14]: Okay. [2:15:15, 2:15:27]: Okay, one last question. So um as it pertains to the equipment such as the sound systems, any other equipment that we're gonna need. [2:15:27, 2:15:35]: Will we be using money from fund balance for that, or will we be using the money from the bonds that we're requiring? [2:15:36, 2:15:41]: Okay, let me um and I'll let Heather mention this as well. Let me uh'cause we actually had this conversation. [2:15:42, 2:15:45]: А со не ампітетер і цел. [2:15:45, 2:15:48]: The vertical construction part, everything that you've approved. [2:15:49, 2:15:55]: Uh includes um the general speaker systems, the house lighting systems. [2:15:55, 2:15:56]: Um [2:15:57, 2:16:08]: uh includes the kitchen equipment that you saw um in the um uh green room um it includes let me see here uh [2:16:10, 2:16:15]: Things like the the really it and includes of course the seating that you saw, the fixed seating and all of that. [2:16:15, 2:16:18]: throughout the lower portion as well as the um [2:16:18, 2:16:19]: The uh [2:16:20, 2:16:22]: VIP section toward the back. [2:16:23, 2:16:27]: What really the equipment cost would be would be if [2:16:27, 2:16:31]: Uh uh what would be the furniture, for instance, for the green room. [2:16:31, 2:16:33]: Movable furnicer. [2:16:33, 2:16:36]: would be a cost that would have to be incurred. [2:16:36, 2:16:46]: if we were going to uh uh that would be a cost that'd have to be incurred movable type furniture not the fixed furniture that you're seeing the base the house lighting and a speaker system are included. [2:16:47, 2:16:49]: For some thрі театрика продукції, for instance. [2:16:50, 2:16:51]: Um [2:16:51, 2:16:52]: V [2:16:53, 2:16:56]: particular band or particular [2:16:56, 2:17:03]: um theater company, they may bring in some enhanced lighting or enhanced speaker system. [2:17:03, 2:17:10]: And that's fair, as I understand it, that's fairly common in the industry if they wanted to have something in addition to that. And I would ask Heather to [2:17:10, 2:17:12]: To speak to that as well. [2:17:14, 2:17:14]: [8236.5, 8238.5]: Oh, I'm sorry. [2:17:18, 2:17:19]: Yes. [2:17:19, 2:17:22]: Uh uh Mr. Knightness is correct. So [2:17:22, 2:17:23]: Um [2:17:24, 2:17:26]: Fixed equipment, uh [2:17:26, 2:17:27]: Fixed, you know. [2:17:27, 2:17:29]: Your dishwasher uh [2:17:30, 2:17:32]: You sinks, um [2:17:32, 2:17:34]: Equipment in the kitchens. [2:17:35, 2:17:35]: Um [2:17:36, 2:17:40]: Are all fixed items are all provided, so it's really movable furniture. [2:17:41, 2:17:44]: desk and chairs, uh folding chairs. [2:17:44, 2:17:46]: Things of that sort that have not been included. [2:17:47, 2:17:48]: Um the amphitheater. [2:17:48, 2:17:51]: is coming with a basic speaker system. [2:17:52, 2:17:55]: uh as well as the ability to do [2:17:55, 2:17:58]: uh kind of talking head productions so [2:17:58, 2:17:58]: Uh [2:17:58, 2:18:03]: you know, very easily you can hook in a mic and you know have a city function. [2:18:04, 2:18:04]: Um [2:18:05, 2:18:05]: For [2:18:06, 2:18:08]: Things that might be community theater. [2:18:08, 2:18:15]: uh that you might do with partners in the community, you may want to supplement what is already in place. Uh there is [2:18:15, 2:18:17]: ways that this can be kind of [2:18:17, 2:18:18]: A beefed up. [2:18:19, 2:18:19]: Um [2:18:19, 2:18:26]: So but that would be, you know, discussions between community partners and the city as far as other pieces you want to supplement. [2:18:26, 2:18:31]: Uh but there is basic lighting in place as well as uh audio uh and sound. [2:18:33, 2:18:34]: Okay. [2:18:35, 2:18:35]: Thank you. [2:18:36, 2:18:38]: Castleman Blount, go ahead, please. [2:18:39, 2:18:41]: Uh yeah, just real quick, um [2:18:42, 2:18:52]: This is one of the you know, the questions that are being asked are good uh uh excellent questions to get information. Uh one of the things that we s we don't know, we don't know what the cost of uh [2:18:52, 2:18:58]: the movable equipment's gonna be and we don't know what the cost for the demolition and the building of the uh ticketing office. [2:18:59, 2:19:07]: And this is one thing that I have continued to petition this council to do, that we all get the information we need to make sound decisions when it comes to this amphitheater. [2:19:08, 2:19:11]: Uh when we're talking about binding that we're gonna have on the [2:19:11, 2:19:31]: agenda uh shortly when we talk about bunding, get all the information to make sound decisions because then we get into the project and next thing you know, we're getting change orders or we're getting other information that should have been understood prior to the project going forward. What what is it going to truly cost us and sustainability for uh the Cultural Arts Center? We don't know that. [2:19:32, 2:19:35]: What is truly gonna be the cost of sustainability for the police department? [2:19:36, 2:19:37]: We don't know that. [2:19:38, 2:19:50]: But then we come on here and we we look at change orders, we look at this. Now is not the time to get information. We need that information prior to these projects. So hopefully moving forward, we'll get all the information we need. [2:19:51, 2:19:53]: And the in in in the in the uh [2:19:53, 2:20:02]: If even if there's potentially uh other costs that are unforeseen, like uh unsuitable soils, uh situations and and whatever. [2:20:02, 2:20:06]: That those things that be presented to us, that those potentials [2:20:06, 2:20:07]: can happen. [2:20:07, 2:20:11]: uh prior to moving projects forward. [2:20:12, 2:20:15]: And so right now we're at a point now where we need to know. [2:20:16, 2:20:30]: information pertaining to millions that are being spent on projects so we can feel comfortable about this decisions. Well at least me, I can feel comfortable about the decision I'm making when it comes to uh the taxpayers' money. [2:20:30, 2:20:35]: Uh and and so this is why I wanna have us to get all the information. [2:20:36, 2:20:37]: That we need. [2:20:38, 2:20:44]: Rather than sit on this phone and we'll spend all night asking questions, these are the type of questions should we should have had answers to. [2:20:45, 2:20:46]: Before now. [2:20:46, 2:20:48]: To have a clear understanding of what [2:20:48, 2:20:51]: I don't think there's one council member on here that ever built the amphitheater. [2:20:52, 2:20:53]: Not one. [2:20:53, 2:21:07]: So we rely on the professionals, we rely on our city manager, we rely on those people we've hired. All of you all, we rely on you all to give us the information and come uh and culminate the information together, give it to the city manager, he disseminated to us. Now we got understanding. [2:21:08, 2:21:12]: We're asking questions right now in an amphitheater that's supposed to be completed in June. [2:21:12, 2:21:15]: And we still have question, why this? Why is that? [2:21:15, 2:21:19]: Why is this? And these are knowledgeable things that was already for [2:21:19, 2:21:22]: i in everybody mind could be potentially could happen. [2:21:22, 2:21:26]: And those are the things that I'm talking about, even moving forward with other projects. [2:21:27, 2:21:31]: The direction of the city, the the council needs to have information to make sound decisions. [2:21:32, 2:21:38]: on future projects instead of us just throwing millions and millions out there and then say, hey, we're in it now. Let's keep going. [2:21:38, 2:21:43]: That's what I'm saying. Let's let's go ahead and get all the information needed and then we move forward. [2:21:43, 2:21:46]: Not get millions together and then say, Hey, let's figure it out later. [2:21:48, 2:21:53]: Mayor Pro Tem Alexander stand by for a second stand by for a second. Councilman Thomas, do you have any comments, sir? [2:21:59, 2:22:08]: You're you're still doing let me get off of mute. Uh no, I I I do not. Um, you know, I I I could say a couple of things about the process and [2:22:09, 2:22:12]: how we all got started, but you know. [2:22:12, 2:22:15]: I I I I just hold my [2:22:16, 2:22:19]: understanding of how we sort of got where we are. [2:22:20, 2:22:22]: Uh, even with the amphitheater, you know. [2:22:24, 2:22:27]: I'm okay. I I I just hold on to that. [2:22:27, 2:22:47]: I appreciate it. And I appreciate everybody's work on this, all the contractors and and the project managers and of course H.J. Russell and company and Kurt. And this is this is definitely a game changer for us here in Stockbridge. It's the catalyst for our redevelopment of a downtown area. Obviously, this is the first amphitheater in Henry County, the largest one in the South Metro area. [2:22:47, 2:23:01]: So this is just great, it's a great thing. And um and I really appreciate everybody's effort and appreciate the council's effort to continue to move things forward in this aspect. And uh we'll all be proud of this project. And it's all done. We're proud of it right now as well. [2:23:02, 2:23:04]: Remember Tim Alexander, sir. What's on your mind? [2:23:04, 2:23:07]: Uh thank you, Mayor. And you you kind of hit it right there on the head. [2:23:08, 2:23:21]: This project is gonna make all of us proud and literally this will be the best park probably on the south side of Atlanta, period. And because it'll be so beautiful and it it is a best in class project. [2:23:22, 2:23:24]: Uh as Councilwoman Gantt indicated, this [2:23:24, 2:23:27]: This right here is something that really will [2:23:27, 2:23:28]: Uh make us all proud. [2:23:29, 2:23:33]: But let's clarify one thing, you know, as a realtor as a realtor. [2:23:33, 2:23:37]: I do understand, you know, there are certain things and you have to maybe have to go [2:23:38, 2:23:41]: through the process and understand and let me break it down to you like this. [2:23:42, 2:23:45]: When you buy your house, it does not have any furniture in it. [2:23:46, 2:23:46]: Okay. [2:23:47, 2:23:48]: It has light fixtures in it. [2:23:49, 2:23:52]: That's the term that we use in real estate. It's called fixtures. [2:23:52, 2:23:55]: If it's permanent, you cannot take it out of the house. [2:23:56, 2:24:08]: Generally, that's considered to be a fixture. Construction, when you're doing a project, that's the estimate you're getting. You're getting estimate on just like when you're buying a house, you're moving into it empty. [2:24:09, 2:24:27]: If you decide to do any changes to it, or you decide to change the ceiling fan, or you decide to do a better speaker system, or you decide to do a skylight and all of that, all of that, you know, those are considered that again, that would be a fixture. But in terms of um [2:24:28, 2:24:46]: your your furniture, your dining room table, your bedroom, or anything that you put in the house, just imagine the day that you walked into your new house and you were getting ready to close. That's what we're gonna be able to do on the amphitheater and the cost that will be captured will be just like walking into a brand new new construction home. [2:24:47, 2:24:51]: And I and I certainly understand, I appreciate Kekin Wood. [2:24:51, 2:25:06]: I mean, this is what we brought them on board for was to scrub the numbers and to go down line by line. And if our professional tells us that, you know, really he just told us that really they were working on very slim margins and a slim profit. [2:25:07, 2:25:09]: In order to move this project forward, so [2:25:09, 2:25:12]: Without further ado, I make a motion to accept the staff's [2:25:13, 2:25:15]: Recommendation to move forward. [2:25:15, 2:25:20]: uh with this project as described after due diligence completed by the staff. [2:25:21, 2:25:22]: I think it [2:25:22, 2:25:24]: Okay, Council Woman Gantt second that. [2:25:25, 2:25:31]: It's my assumption that there's no more further comment on this. I do want to make a a statement really quick. [2:25:31, 2:25:34]: Go right in. Yes. I just just for the public. [2:25:34, 2:25:38]: The amphitheater was a project that was approved prior to me being elected. [2:25:39, 2:25:43]: Actually it was one of the very first things that I asked for when I came on board. [2:25:43, 2:25:45]: I wanted to look at the contract. [2:25:46, 2:25:47]: What I learned from that was [2:25:48, 2:25:58]: The fifteen point six million dollars only covered the structure of the building. Right. I began asking questions about that then. I believe Councilman Blount was the one who told me I need to read. [2:25:59, 2:26:01]: When I explained to him, I read. [2:26:01, 2:26:04]: I read, that's how I knew it only covered the structure of the building. [2:26:05, 2:26:08]: So ever since then I've been asking questions. [2:26:09, 2:26:13]: I don't over rely on staff to provide me with information. [2:26:13, 2:26:16]: I want to do my own research and due diligence. [2:26:16, 2:26:19]: It was me. [2:26:20, 2:26:23]: um carl um well second [2:26:24, 2:26:27]: Um if we can get everybody to mute. [2:26:27, 2:26:33]: their microphones so that I'm clear when I'm speaking. I see Councilman Blount has his mic off. [2:26:34, 2:26:37]: Hearing some shuffling in the background, I just want the public. [2:26:37, 2:26:39]: To be aware of where we are. [2:26:40, 2:26:43]: In being transparent about the cost of this amphitheater. [2:26:44, 2:26:47]: I'm asking these questions because I I want to know. [2:26:48, 2:26:50]: How much more is it going to take to complete it? [2:26:51, 2:26:55]: Yes, this is um the project that we can learn from. [2:26:55, 2:26:57]: The amphitheater, we've been [2:26:58, 2:27:07]: Um, I've been seeing change orders after change orders for this project, and I just want to see or know where the end is in sight. [2:27:07, 2:27:08]: That's all. [2:27:10, 2:27:13]: Okay, thank you. Uh Councilwoman Gantt uh go ahead, please. [2:27:14, 2:27:25]: Thank you, Mayor. I actually earlier when I made a statement in regards to crisis, it was to basically state that there are certain things that we are not aware of. [2:27:25, 2:27:26]: Um [2:27:26, 2:27:35]: After thinking about it, I spoke with the city manager and our city attorney when we first talked about um having to do a new change order. [2:27:36, 2:27:50]: We've already talked about incidental things that pop up during construction, right? So these things have happened before where you don't know if something has unsuitable soils or a junkyard or some trash buried. You just won't know. [2:27:50, 2:27:55]: Um but this particular item, now that it's been brought up. [2:27:56, 2:28:05]: We actually changed this after the bids, after we had a a whole plan. We had one plan to have one lake, one pond. [2:28:06, 2:28:11]: Right. And once we started began the project, they realized that they needed two additional. [2:28:12, 2:28:25]: And then they said, well, let's make it really nice and make it like a park, a pathway and a walking. So all this was done not before our plan has always been the same plan. We just enhanced it after the bid. [2:28:25, 2:28:38]: So just so you know, there's no um mishaps or mistake being made in regards to the plans of the project. This happened after the project had been completed. [2:28:38, 2:28:41]: The plans that we made. Just so you know. [2:28:41, 2:28:42]: Okay. [2:28:42, 2:28:45]: Just one block. Go ahead, please. [2:28:45, 2:28:47]: I I just want to say this, you know. [2:28:47, 2:28:53]: All the work everybody's doing on this project is is totally 100% appreciated. [2:28:53, 2:28:58]: Uh I think that the amphitheater looks top of the line. It's a beautiful edifice and uh [2:28:58, 2:29:01]: Uh it's beautiful, and I thank everybody for doing this. [2:29:02, 2:29:07]: I would only say that when you call my name out and it's in a negative tone, I'm not gonna get into that foolishness. [2:29:07, 2:29:10]: So I'll let Councilwoman Barber have that to herself. [2:29:11, 2:29:15]: But I would say on a professional level, thank you all for the work that you all are doing. [2:29:15, 2:29:23]: And uh, you know, we definitely, definitely appreciated the attention and the to detail that you all are putting in this project. And uh we will enjoy it. [2:29:24, 2:29:29]: All right, so we have uh we have a motion on floors is been seconded. So all in favor of the motion, please indicate. [2:29:30, 2:29:33]: One, two, three, four. So now it's decision. Fantastic. [2:29:34, 2:29:54]: Fantastic, Carl. Way to go. All right. Okay, now Council consideration to approve the Stockbridge Public Facilities Authority Taxable Revenue Bond Public Amphitheater Project to be issued in the amount of$7 million and the use of SPLOS 5 and revenues to pay all the or portion of the board debt. [2:29:54, 2:29:57]: debt service. Ms. Knight and Ms. Wall, please. [2:29:59, 2:30:03]: Yes, thank you, Mayor. As we've been talking about these items throughout the course of the evening. [2:30:04, 2:30:05]: Uh it all uh [2:30:05, 2:30:09]: culminates in uh the bond issuance proposal. [2:30:09, 2:30:17]: uh for the mayor and council to consider. And uh I'll let uh Mr. Wall and of course Mr. Shelby is on as Selby, excuse me, is on as well. [2:30:18, 2:30:20]: uh to walk through um the [2:30:21, 2:30:21]: Um [2:30:22, 2:30:23]: Framework. [2:30:23, 2:30:28]: of the bond issuance which you are being asked to consider and potentially approve. [2:30:29, 2:30:34]: In conjunction with the earlier item related to the p the police department startup costs. [2:30:34, 2:30:37]: Uh they'll fold that into uh their discussion as well. [2:30:39, 2:30:44]: Thank you. Um Mr. Knighton, could I share my screen? Is that okay? I'm gonna share the memo that uh you had sent. [2:30:47, 2:30:48]: Is that okay? [2:30:48, 2:30:50]: Yes. Yes, sir. Go right ahead. That'd be fine. [2:30:54, 2:30:56]: If uh I T oh there we go. [2:31:02, 2:31:02]: Can you see that? [2:31:03, 2:31:04]: Yes. [2:31:05, 2:31:08]: So tonight, Mayor and Council, we have before you um [2:31:09, 2:31:10]: Three bond issues um [2:31:11, 2:31:12]: The amphitheater. [2:31:12, 2:31:13]: Um [2:31:14, 2:31:16]: The cultural arts center and the trails. [2:31:16, 2:31:20]: And we have uh added to the cultural arts art center. [2:31:20, 2:31:21]: Um [2:31:21, 2:31:22]: Um [2:31:27, 2:31:28]: Plus [2:31:29, 2:31:30]: Three million. [2:31:30, 2:31:32]: For police equipment. [2:31:35, 2:31:37]: Wanted to go down the page if I could. Um [2:31:38, 2:31:40]: The amphitheater. [2:31:40, 2:31:46]: Just to bring everybody's memory back, we had five million allocated from the general fund fund balance. [2:31:47, 2:31:48]: We had six million three. [2:31:49, 2:31:49]: From um [2:31:50, 2:31:54]: The uh Splosh four regions bank account, if we all remember that. [2:31:55, 2:31:56]: And so we had um [2:31:57, 2:31:58]: Eleven million three for that. [2:32:00, 2:32:02]: Keg and Wood had sent us um [2:32:03, 2:32:04]: A line item. [2:32:04, 2:32:05]: For the [2:32:05, 2:32:09]: Construction of the amphitheatre saying that we would need a total of nineteen million. [2:32:10, 2:32:12]: eight hundred and seventy five thousand three hundred to finish that. [2:32:13, 2:32:14]: Um [2:32:14, 2:32:15]: I would like to [2:32:15, 2:32:17]: Uh go to that real quick. [2:32:17, 2:32:18]: We can see it. [2:32:20, 2:32:22]: This was the fifteen million eight. [2:32:23, 2:32:26]: That uh Councilman Barber, Councilwoman Barber had talked about. [2:32:27, 2:32:28]: Here were the change orders. [2:32:30, 2:32:30]: Um [2:32:30, 2:32:32]: The one that you approved tonight. [2:32:33, 2:32:36]: And so it's nineteen million eight seventy five total. [2:32:36, 2:32:39]: He had put a two hundred thousand dollar contingency in there. [2:32:41, 2:32:44]: So we have to fund nineteen miljon eight seven five. [2:32:46, 2:32:47]: I'll go back to page one. [2:32:48, 2:32:50]: We had the five million. [2:32:50, 2:32:52]: Uh coming from um [2:32:53, 2:32:54]: The general fund. [2:32:54, 2:32:58]: The six million three from the Splos Four Regions bank account. [2:32:58, 2:33:03]: And this seven million dollar bond issue will produce six million eight hundred and twenty five thousand for construction fund. [2:33:04, 2:33:06]: So I have eighteen million one twenty five. [2:33:07, 2:33:11]: Take that from Kekinwood's estimate of what we need to finish the amphitheater. [2:33:12, 2:33:14]: We're a million seven fifty short. [2:33:15, 2:33:17]: We have that three million dollars. [2:33:17, 2:33:20]: In the splost four money that's in the Sun Trust bank account. [2:33:21, 2:33:24]: We're gonna use some of that for roads. [2:33:24, 2:33:25]: So [2:33:25, 2:33:27]: If we use that three million [2:33:28, 2:33:33]: finish funding this million seven fifty, it'll leave a million two forty nine for roads. [2:33:33, 2:33:41]: To the extent you need more money for roads, you have four million five hundred and ninety thousand in the SPLOS five project list. [2:33:42, 2:33:43]: I'll take you to that real quick. [2:33:50, 2:33:53]: This was intergovernmental contract we had with Henry County. [2:33:53, 2:34:03]: Y'all remember we had 20,525,000 available from Splosh 4 that we would collect in a four-year time period starting April one of this year. [2:34:04, 2:34:12]: We had nine million eight thirty-six for civic buildings, civic projects and buildings. We're gonna take all of that for the amphitheater and the cultural arts center. [2:34:13, 2:34:16]: And so while the cultural arts center is fourteen million. [2:34:16, 2:34:25]: We're gonna take two million eight thirty-six of this number and fund it with spLOS so that the bond issue that's gonna be paid for from the general funds as small as possible. [2:34:25, 2:34:28]: Then you have road projects here that could help you. [2:34:29, 2:34:30]: Uh if you need it. [2:34:30, 2:34:33]: And then we have water to sewer projects, we have park improvements. [2:34:35, 2:34:36]: Go back. [2:34:40, 2:34:41]: The annual payments. [2:34:41, 2:34:42]: Um [2:34:42, 2:34:45]: For bond debt service is gonna be made from Sploss. [2:34:45, 2:34:46]: Five. [2:34:53, 2:35:01]: The general fund's only gonna the general fund's only gonna be responsible for operations and maintenance costs if a private management company doesn't provide that. [2:35:02, 2:35:17]: So as we talk about what the general fund's gotta pay tonight, I'm I'm assuming zero for the amphitheater, assuming that it'll that it will be funded by itself from a private management company. If that's not the case, then we'll have to add money from the general fund to carry the operation and maintenance cost. [2:35:18, 2:35:27]: The amphitheater though, the capital costs are going to be fully funded by all these other revenue sources, of which we've limited the amount from the general fund to the five million dollars that y'all know about. [2:35:31, 2:35:33]: So let's look at splash five. [2:35:33, 2:35:35]: Here were the various projects [2:35:35, 2:35:36]: Categories that we had. [2:35:38, 2:35:42]: We took five hundred thousand from roads. [2:35:43, 2:35:44]: For the trails. [2:35:44, 2:35:46]: And five hundred thousand from parks. [2:35:47, 2:35:53]: So we're barring a million dollars to start the trail work now that'll come from those two categories. [2:35:56, 2:35:57]: The Cultural Art Center. [2:35:57, 2:35:59]: Was fourteen milyen dollars. [2:36:02, 2:36:09]: S staff directed TSW to bring you back a building that fit that budget. [2:36:09, 2:36:10]: And nothing more. [2:36:12, 2:36:19]: Staff assumed seven million dollars for the amphitheater will come from splash five. That'll leave the two million eight thirty six. [2:36:20, 2:36:23]: From splash five to go toward the cultural arts center. [2:36:24, 2:36:27]: So we've got to do a bond issue for eleven million one sixty three. [2:36:28, 2:36:30]: It'll be paid for from the general fund. [2:36:30, 2:36:32]: So the bond issue [2:36:32, 2:36:37]: for the amphitheater and the trails is just a four year bond payable from the four year splost. [2:36:38, 2:36:40]: This eleven million one sixty three. [2:36:40, 2:36:42]: Would be a fifteen year bond issue. [2:36:43, 2:36:50]: And so a 15 year bond issue, I had it at 2.3%. We've been in negotiations with Sun Trust. [2:36:50, 2:37:03]: They came in at 2.25. It's five basis points lower than what you all would have gotten if you had gotten a double-A credit rating and sold bonds in the credit markets. So I'm going to recommend to you tonight that we do a private placement with the Truest Bank. [2:37:04, 2:37:05]: The rate there is two point two five. [2:37:06, 2:37:13]: And annual payments instead of being nine hundred and eighty thousand and nine hundred and seventy-two thousand because of that lower interest rate. [2:37:14, 2:37:20]: And then I figured that the O and M cost for the Cultural Arts Center would be about two hundred and fifty thousand dollars. [2:37:20, 2:37:28]: I just picked that number. I don't know whether it'd be a hundred thousand or three hundred thousand, but the general fund would have to pay the OM cost on the cultural arts center. [2:37:28, 2:37:38]: So the general fund's gotta be at a million one hundred and seventy seven thousand dollars. Um, and it's of course it's eight thousand dollars less, so it'd be a million one hundred and seventy. [2:37:38, 2:37:44]: And then we talked earlier tonight about the three million for the public safety, for the police equipment. [2:37:44, 2:37:53]: We're gonna amortize it over seven years and just add it to this$11 million bond issue, but instead of a 15-year maturity, it'll be a seven-year maturity. [2:37:53, 2:37:58]: And that'll add five hundred and thirty-five thousand dollars to that number to come from the general fund. [2:37:58, 2:38:03]: Splosh five didn't include um public safety, so we can't use Splosh five for that. [2:38:05, 2:38:06]: Exhibit D. [2:38:08, 2:38:08]: Um [2:38:09, 2:38:26]: contains a revenue and expense report from the general fund where you had had uh extra amount for five hundred and three thousand. I heard Councilman Alexander tonight say that Mr. Wiggins initial uh uh indications for your fiscal year twenty twenty, the year ended December thirty-first, twenty twenty. [2:38:27, 2:38:28]: We provide a million three. [2:38:29, 2:38:30]: So that's [2:38:31, 2:38:32]: You all [2:38:32, 2:38:33]: don't have a property tax. [2:38:34, 2:38:39]: And you're trying to avoid leaving a property tax, but it would appear that that we might have to have one in the future. [2:38:40, 2:38:40]: Um [2:38:41, 2:38:45]: I noticed that each one mill raises nine hundred and fifty-six thousand dollars. [2:38:46, 2:38:52]: I heard somebody tonight say that three point six mils is what we have in the SDS with Henry County. [2:38:53, 2:38:59]: for the for for police. So three point six mils on that is three point four million dollars. [2:38:59, 2:39:03]: That you would have available if you started your own police force. [2:39:04, 2:39:04]: Um [2:39:05, 2:39:08]: And not have a any kind of property tax increase on the citizens. [2:39:10, 2:39:13]: And I haven't read the UGA report. I don't know if that's enough to cover it or not. [2:39:14, 2:39:15]: And then [2:39:16, 2:39:17]: The conclusion. [2:39:17, 2:39:19]: Tonight before Mayor and Council. [2:39:19, 2:39:21]: Would be a motion second. [2:39:21, 2:39:25]: To issue twenty twenty one A bonds for full year maturity. [2:39:25, 2:39:27]: One point three two percent. [2:39:28, 2:39:29]: For nine million nine ten. [2:39:30, 2:39:31]: That's the amphitheater. [2:39:32, 2:39:35]: And it is the um one million dollars in trails. [2:39:35, 2:39:38]: two million eight thirty six for the cultural arts center. [2:39:39, 2:39:41]: And then it would be um [2:39:41, 2:39:44]: I'm sorry, just the cultural arts center and the amphitheater. [2:39:44, 2:39:46]: Just a cultural arts center right here. [2:39:46, 2:39:47]: And the amphitheater. [2:39:48, 2:39:52]: Twenty twenty one B bond issue is a four year maturity at one point oh four. [2:39:53, 2:39:55]: The difference in this is these are taxable. [2:39:56, 2:40:01]: So the IRS doesn't give you a lot of squirrely regulations and how you conduct business there. [2:40:02, 2:40:04]: But the uh trails are tax exempt. [2:40:05, 2:40:08]: So the rate's a little bit lower for the tax exempt bonds. [2:40:08, 2:40:12]: And then twenty twenty one C is a fifteen year maturity. [2:40:12, 2:40:15]: At two point three four percent, the fund of cultural arts center. [2:40:15, 2:40:17]: We're gonna add to it the police. [2:40:19, 2:40:20]: With a seven year maturity. [2:40:24, 2:40:24]: And um [2:40:25, 2:40:27]: Again it's two point two five percent. [2:40:30, 2:40:31]: Any questions? [2:40:32, 2:40:34]: Yeah, Councilman Blount. [2:40:34, 2:40:38]: And has a question. I think this is a great presentation by the way, Mr. Wall, but [2:40:38, 2:40:39]: Councilman Bon, go ahead, please. [2:40:39, 2:40:47]: Thank you for your presentation, Ms. Wild. First of all, that 3.6 million with the county right now, it wouldn't be a total rollback because [2:40:47, 2:41:01]: Uh there still would be uh services be some services being provided if that would be the case uh for for as any tax taxes that would if if it would fall upon the citizens, it wouldn't be a full 3.6. [2:41:01, 2:41:05]: uh roll it wouldn't be a full three point six rollback on that. [2:41:05, 2:41:07]: Uh when you look at [2:41:07, 2:41:08]: The bonding that we're doing. [2:41:09, 2:41:11]: The decision that are being made tonight. [2:41:12, 2:41:14]: The monies that would hit the general funds. [2:41:15, 2:41:18]: Uh obviously our budget is going to be expanded. [2:41:19, 2:41:29]: And when you talk about um the monies that we're that we're not using tonight toward the amphitheater, when you talk about the binding of millions to the uh cultural art center. [2:41:29, 2:41:34]: And now toward the the three million toward the police department, I think we're talking about twenty five million. [2:41:34, 2:41:36]: How does the city [2:41:36, 2:41:44]: sus uh sustain itself through the interest rates that need to be paid through the bond payment, uh uh through the b through the uh [2:41:45, 2:41:46]: through the bond payments. [2:41:46, 2:41:53]: with the budget that we have right now, with the lost revenue that we're getting, how do we sustain ourselves through this right here? [2:41:56, 2:41:58]: Um each year when you do your budget. [2:41:59, 2:42:00]: You [2:42:00, 2:42:02]: You don't have a property tax. [2:42:02, 2:42:03]: But [2:42:03, 2:42:06]: For you to bite all this off, you're likely to have a property tax. [2:42:07, 2:42:08]: So so right now. [2:42:09, 2:42:26]: There's no clear path on how the city could sustain itself without a property tax through what we're headed down to right now with twenty trying to bond twenty five million dollars tonight, getting the information we're getting from you. So what in the world are we doing tonight? [2:42:27, 2:42:28]: That's my question. [2:42:29, 2:42:31]: As our financial advisor [2:42:32, 2:42:34]: You don't even see a clear path for us. [2:42:35, 2:42:42]: financially without a property tax, yet we're getting ready to agree to twenty five million dollars in bonds. [2:42:42, 2:42:53]: that now we sustainability now has to be put in place afterwards instead of having a a forethought of sustainability before we make the decision. This is what I'm talking about. [2:42:54, 2:43:05]: It makes no sense. I'm a citizen before I'm a before I'm an elected official. I became an elected official because I'm a citizen. And when I see that these types of decisions are getting ready to be made. [2:43:05, 2:43:21]: It is gonna harm the city, put us in an emergency situation that we now gotta tell the people, hey, we gotta hurry up and tax you because we don't know how to sus uh sustain ourselves, because we got millions that we're putting in the bank for project that we're not even ready to do on right now, but it's gonna be a startup for them. [2:43:21, 2:43:23]: What kind of stuff is that? [2:43:24, 2:43:25]: I'm not for that. [2:43:25, 2:43:31]: I'm not for putting the city in that that type of predicament from you as a professional and our in our uh uh [2:43:31, 2:43:37]: to be our uh uh financial advisor and you cannot even give us a clear path on how we would fund that. [2:43:43, 2:43:43]: At um [2:43:44, 2:43:48]: Airport Tim Alexander, you you're lit up there. Are you ready to say something there, sir? [2:43:48, 2:43:50]: You take this off the screen, please. [2:43:51, 2:43:52]: Yes, sir. [2:44:03, 2:44:05]: You know, the citizens elected us to lead. [2:44:05, 2:44:06]: That's what we're doing. [2:44:07, 2:44:11]: We're moving forward with what we need to do in order to set the path straight. [2:44:11, 2:44:12]: For the city of Startbridge. [2:44:13, 2:44:15]: Each and every year we generate [2:44:15, 2:44:18]: About a million dollar overage every single year. [2:44:19, 2:44:21]: It's in it it it is. [2:44:21, 2:44:27]: In in in our best interest to move forward with these projects with the lowest possible interest rate now. [2:44:28, 2:44:29]: You know, honestly. [2:44:29, 2:44:31]: I I I I don't I [2:44:31, 2:44:33]: Mr. Wall made that a session. [2:44:33, 2:44:43]: I'm s I'm still not there yet. I don't think Mr. Wall can tell us that we're gonna need to have a property tax. I see the city of Hampton has a police department. They don't. [2:44:43, 2:44:47]: I see the city of Locust Grove have a police department. They don't. [2:44:47, 2:44:54]: In the end, there may be a certain there may be one. But you know what? I'm not ready to stay there yet. I'm not ready to go there. [2:44:55, 2:45:06]: Because in the end, when I can see a million dollars being generated every single year and seven to eight thousand people are moving to my county, that number keeps moving up each year. [2:45:06, 2:45:11]: Since I when I started on this council, our budget was eight point six million. [2:45:12, 2:45:19]: What in in and today is born in almost it's tw it's twelve, right? So close to twelve. So or actually over twelve. But we [2:45:20, 2:45:38]: Those numbers grow. The path is right there already now, right? It continues to move north, starting at 8.6, went up a million, went up another million, went up another million. And as we go along, we do have substantial projects. [2:45:39, 2:45:45]: in budget, in place, to understand that commercial growth is growing right and left. [2:45:46, 2:45:49]: And they can't build the houses fast enough. [2:45:49, 2:45:52]: for people to move to Henry County. [2:45:52, 2:45:57]: We understand that what is going on even in the midst of the pandemic. [2:45:57, 2:46:01]: We had record tax collection, not just tax collection. [2:46:02, 2:46:03]: Record. [2:46:04, 2:46:04]: Loss [2:46:05, 2:46:09]: collections and they continue to do that and they continue to search. [2:46:10, 2:46:14]: The one you know what you know what those record loss numbers tell us? [2:46:15, 2:46:34]: They tell us that the splot is going to be over. It's going to be over collected. That's what's going to happen. So when the loss tax is up and it's showing us that the spLOS numbers are up, so those splots categories that we have set aside for roads and civics projects, those numbers are going to be up also. [2:46:35, 2:46:41]: Because they collect a tax on sale. Those are sales tax base as the loss of sales tax base. [2:46:41, 2:46:45]: So in the end, what we're gonna continue to do is [2:46:45, 2:46:46]: Mark the payer. [2:46:46, 2:46:50]: You know, with all due respect to my colleague, Mr. Blount. [2:46:50, 2:46:59]: He's been serving with us now for the last five and a half years. He's voted against every last one of the projects that we move all one almost all of them. [2:47:00, 2:47:02]: I I I you know if if [2:47:03, 2:47:06]: We continue to go down this path. [2:47:07, 2:47:14]: Of punting every time. Let's wait, let's wait, let's wait, let's wait. How long are we going to keep waiting? [2:47:15, 2:47:28]: The reason that we have all these excess funds is the council bef the councils before us did not roll out a lot of projects, okay? Because there was a lot of confusion going on in the city, a lot of different [2:47:29, 2:47:37]: Curves and switches, but guess what? This council is focused on walking and chewing gum at the same time. [2:47:38, 2:47:41]: What does that mean? We can do more than one project. [2:47:42, 2:47:43]: Out of time. [2:47:43, 2:47:45]: That's what we're attempting to do tonight. [2:47:46, 2:47:51]: And understanding, I believe a tea splass is going on the b on the ballot. [2:47:52, 2:47:52]: In November. [2:47:53, 2:47:56]: So if the T splass goes on the ballot in November. [2:47:56, 2:47:58]: And the T-SPLOST actually passes. [2:47:58, 2:48:01]: That's an additional twenty million dollars that [2:48:01, 2:48:03]: We can expand. We can't count it yet. [2:48:03, 2:48:06]: But we already know that that's going on the b on on on the books. [2:48:07, 2:48:09]: And the revenue continues to increase. [2:48:10, 2:48:13]: For us to move forward with these particular projects. [2:48:13, 2:48:14]: Let us not [2:48:14, 2:48:16]: Live in fear. [2:48:17, 2:48:21]: How long are we gonna keep scaring the citizens and saying instead of leading? [2:48:22, 2:48:24]: We can lead with courage. [2:48:25, 2:48:28]: God told me to step out on faith and lead the city. [2:48:28, 2:48:33]: Not wallow in pity and worry about what elder the skies falling. [2:48:34, 2:48:36]: I'm not gonna worry about the sky falling. [2:48:37, 2:48:39]: We're gonna lead the city forward with vision. [2:48:39, 2:48:45]: And be one of the greatest counsels to ever serve in the city of Stockbridge. That's our charge. [2:48:47, 2:48:48]: Catherine Blount, please go ahead. [2:48:50, 2:48:50]: Yeah. [2:48:51, 2:48:52]: The city of Ham you know. [2:48:52, 2:49:00]: Well you know, when when when Councilman Arizona and Councilwoman Barber wanted to throw John Blount name in there, that's fine. I'm just not gonna get caught up in that mess. I'm gonna [2:49:00, 2:49:03]: I've grown over the last four years. I don't get caught in that mess. [2:49:04, 2:49:19]: But one of the things about the city of Hampton, they sell utilities. We don't. One of the things about Locust Grove, they have a big, big area called Tanger Outlet. So their lost incomes is definitely coming in. Their loss uh local options sale tax money is definitely coming in. [2:49:20, 2:49:24]: We can't compare ourselves to other cities when it comes to decision making. [2:49:24, 2:49:27]: A decision should be made when facts are present. [2:49:28, 2:49:33]: This is why we're asking so many questions and stayed on the phone over an hour, almost an hour and a half or more. [2:49:33, 2:49:36]: talking about the amphitheater because we didn't have enough facts. [2:49:37, 2:49:41]: And that's what we're doing right now. We're making decisions without facts. [2:49:41, 2:49:48]: All I want is facts. And if that makes me an out if that makes me an a a outside person, then so be it. [2:49:49, 2:50:03]: But I cannot vote without facts. And when we have a paper, a person that we paid on this line, our financial advisor, financial advisor, not another council member. He's our financial advisor. [2:50:04, 2:50:09]: And we say, well, I'm not gonna go with what he says. We are not fine, that's not our expertise. [2:50:11, 2:50:12]: If that's not a path. [2:50:12, 2:50:17]: To how we fund projects through our financial advisor, if that's not a path. [2:50:18, 2:50:26]: Through how we have sustainability with our projects, then why would we listen to one another that's elected rather than the professionals that we're hiring? [2:50:28, 2:50:36]: That's what we elected to do. Hire the right people in place to tell us the best path and things to do that we're not expert in. [2:50:38, 2:50:48]: And s but we're not even gonna listen to them because we think that we're leading. No, no, we're finding out putting ourselves in a position where we're playing we're playing Russian roulette with the taxpayers' money. [2:50:48, 2:50:52]: In the city of Stockbridge because we have no facts. [2:50:54, 2:50:56]: Councilman Thomas, do you have any comments at all, sir? [2:51:02, 2:51:03]: Let me get off mute. [2:51:04, 2:51:05]: Um, you know [2:51:07, 2:51:08]: One thing I I don't do. [2:51:09, 2:51:10]: Um [2:51:11, 2:51:16]: I don't go around and round in public like this. I I don't do that. I can have opinions. [2:51:16, 2:51:18]: But I I don't do that. Um [2:51:20, 2:51:24]: You know, I'm I'm ready to to to vote. You know, folks already know. [2:51:24, 2:51:28]: um you know where they want to go with this. [2:51:28, 2:51:31]: Um I I I just don't I just [2:51:32, 2:51:35]: I I believe in a healthy discussion. [2:51:35, 2:51:40]: But I don't believe in throwing folks under the bus. I don't believe in calling folks' names. Um [2:51:41, 2:51:49]: We knew that these issues were coming. Uh, we could have had discussions at any time. I don't know why we always want to wait. [2:51:49, 2:51:59]: until we had come to the council meeting to do this. Uh we all knew that these issues on the agenda. We all all had our agenda booked. We knew it was going to happen. So [2:52:00, 2:52:05]: I'm saying is, you know, we vote or we don't vote, but I'm not gonna sit here and and and [2:52:05, 2:52:09]: you know, just go around and around like this. Uh it just [2:52:09, 2:52:11]: It it just not healthy in my book and so [2:52:12, 2:52:13]: Um [2:52:13, 2:52:15]: You know, I'm I'm ready for the vote. [2:52:16, 2:52:20]: Um, I agree one thing I do agree with, and I've said this before too. [2:52:20, 2:52:22]: When it comes to staff [2:52:23, 2:52:27]: When it comes to people that we have to give us advice. [2:52:27, 2:52:29]: А дедуай. [2:52:30, 2:52:31]: In providing [2:52:32, 2:52:35]: information and doing the research. [2:52:35, 2:52:36]: And bring us numbers. [2:52:37, 2:52:40]: Uh, we have to make decisions, and we make decisions. [2:52:41, 2:52:45]: And I understand about you know uh a tax or no tax. [2:52:45, 2:52:46]: Um [2:52:47, 2:52:50]: There was a tax in Star Grid before. [2:52:50, 2:52:52]: Uh, it's not the end of the world. [2:52:53, 2:52:55]: Um, but again, um [2:52:56, 2:52:58]: I'm ready to go forward. Um [2:53:00, 2:53:03]: You know, I'm just I'm just you know I'm just disappointed. [2:53:04, 2:53:10]: Uh somewhat in this. I and I I say this all the time, and I don't like to say it in public like this, but [2:53:10, 2:53:12]: I I just don't believe in this kind of [2:53:13, 2:53:13]: Um [2:53:14, 2:53:31]: discussion with counsel. Uh we all knew this was coming. So if you want to have these discussion, um, you know, call each other, you know, say what you want to say on the phone, uh, on your own time and and and and bring these kind of things out. But to come here. [2:53:31, 2:53:34]: And see who can get the last word. [2:53:34, 2:53:36]: Uh who can now get [2:53:37, 2:53:40]: It it just rubs me the wrong way. Um [2:53:40, 2:53:43]: So mayor, if you would, you're the presiding officer. [2:53:43, 2:53:44]: Um [2:53:44, 2:53:51]: And if Mr. Walls and Mr. Knight wanna just have a closing statement on this, let let just go ahead and um [2:53:52, 2:53:59]: You know, someone want a table, you know, you you do that. But but for us to keep going around and around and around and around. [2:54:00, 2:54:20]: I I I don't believe in that. So Mr. Fair, I I think just just go ahead and let's let's make some decision. Stand by stand by stand by one second, please. Hold on. I want to make sure that uh wanna make sure I get the ladies in here. Wanna make sure to be equal here. If they if you have any you already heard what uh councilman Thomas mentioned, everybody else's comments. So uh uh Ms. Scant, do you have a comment? [2:54:19, 2:54:22]: comment do you want to make for the betterment of uh good of the discussion? [2:54:23, 2:54:35]: Thank you, Mayor. Um, I have heard the comments. My own again, my statement stands. Um I look but I think we all look forward to [2:54:36, 2:54:38]: Getting all these projects up and running. [2:54:38, 2:54:39]: We do. [2:54:39, 2:54:40]: Um [2:54:40, 2:54:44]: I think that, you know, interest rates are low with bonds. [2:54:45, 2:54:46]: Right. [2:54:46, 2:55:03]: I I don't think they in government bonds, the municipal construction bonds, they don't really go high. Right. There was a spike last March for like two point seven percent, but they don't go high. They're between one point zero and two point seven or or whatever the case may be. [2:55:03, 2:55:05]: I my biggest concern right now. [2:55:06, 2:55:07]: Is [2:55:08, 2:55:10]: Let's say for instance the art center. [2:55:11, 2:55:20]: I'm excited about the art center, just as excited about what we did with the amphitheater and and for that matter, our senior and youth center, what I consider a community center for everyone. [2:55:22, 2:55:30]: My only concern is where are the numbers? We just this$14 million for the art center, particularly. [2:55:30, 2:55:44]: Um, kind of just like the police department in 2014, 2015, the police department, there was a study done by the Smith Welch and White firm that said the estimated startup for the police would be five between four to five million dollars. [2:55:45, 2:55:48]: Now Reed just voted on three million dollars. [2:55:48, 2:55:53]: Um now in in regards to this, we have 14 million dollars for a [2:55:53, 2:55:54]: Art Center. [2:55:56, 2:55:56]: And [2:55:57, 2:56:01]: You know, w the last numbers I saw at one point were like twenty seven million. [2:56:02, 2:56:06]: So are we just throwing numbers out and then say [2:56:06, 2:56:17]: Are we going to be hypocritical about it and say, oh, we need to get all the costs. We need to know what we're bidding, what we're bonding out, such as the amount that we bonded for the amphitheater. [2:56:17, 2:56:20]: Um, even though that was a different scenario. [2:56:21, 2:56:27]: Are we going are we gonna try to get those costs? Now normally some states. [2:56:27, 2:56:31]: And s even some places in Georgia get a [2:56:31, 2:56:35]: Upfront preemptive cost analysis done. [2:56:36, 2:56:38]: on how much it would take for a project to be complete. [2:56:40, 2:56:46]: I'm not against bonding anything. I don't want to push back any more projects. I don't want to hold up anything. [2:56:46, 2:56:48]: But I feel like [2:56:50, 2:56:55]: I represent Marnart Village. I feel like I represent the city of Stockbridge. I feel like I represent [2:56:56, 2:57:07]: The people when making an educated decision on just throwing some money out there and bonding and not knowing how much something really is going to cost. So when that bond starts. [2:57:08, 2:57:12]: To start when we start making payments, we're accruing interest. [2:57:12, 2:57:20]: I'd rather know the cost up front, regardless if it was 27 million dollars to bond or 30 million, than to piecemeal this. [2:57:21, 2:57:24]: Um, I think it's a poor choice for us. [2:57:25, 2:57:34]: I am not against the projects. I believe in progress. I believe in being progressive, but I also believe in being a professional and doing things in the right manner. [2:57:34, 2:57:45]: Right now, not one of us can tell you that it's gonna cost us$14 million or close to that to build an art center, not with all the amenities and bells and whistles that we would like. [2:57:46, 2:57:54]: And so I ask that we we make we um I would personally want to make a motion to table this until we got some concrete numbers. [2:57:55, 2:58:05]: Well actually we I won't have to just stand by a second. Councilman Barber, uh you have you have any comments? Uh one last comment or so here. Anything, nothing, you're good? All right. So what's on the [2:58:06, 2:58:25]: Gentlemen, I mean, uh, I don't know how far we're gonna go with this. We have a potential pro situation here where we need to have a motion one way or the other. But what I understand is that seven million dollars when what Mr. Uh Mr. Wall outlined some additional things there. So obviously we need to make sure we have the motion right, whatever we we plan to do. [2:58:26, 2:58:35]: Yeah, Mayor I'm sorry, Mayor, and I'll I'll yield to um perhaps Mr. Seldy or Mr. Wall. I think if you want to consider [2:58:36, 2:58:39]: All of these bonding items, if that is the pleasure of the council. [2:58:40, 2:58:45]: It can be done, I believe, in one vote. Is that right, gentlemen? In one resolution. [2:58:45, 2:58:47]: That would capture all of this. [2:58:48, 2:59:00]: As the amphitheater, cultural arts center, and the trails, all encompassed into one vote and one resolution that would address all of the bonding matters as Mr. Wall outlined. [2:59:02, 2:59:02]: Okay. [2:59:03, 2:59:04]: Is that correct, gentlemen? [2:59:05, 2:59:07]: It it is sir. Did you want to add the [2:59:08, 2:59:11]: The police stuff to the same resolution. [2:59:12, 2:59:12]: Mayor. [2:59:12, 2:59:15]: That would be the that would be the one item that would need to be formally added. [2:59:16, 2:59:21]: Mayor, I would like to do it separately because I'm gonna vote for one bonding item, which is the amphitheater. [2:59:21, 2:59:24]: But I'm not going to vote for things that are unknown. [2:59:26, 2:59:26]: Okay. [2:59:28, 2:59:30]: All right. It could be done that way as well, I suppose. [2:59:31, 2:59:32]: Yes, sir. [2:59:32, 2:59:33]: Okay. [2:59:34, 2:59:46]: Okay, so um all right, so we need a couple different uh uh motions here if we're gonna do it that way. So can I share my screen? Yes, go ahead. Mayor go ahead, please. [2:59:59, 3:00:05]: Mayor I'm sorry. Do we make a decision to take them all uh separately? I believe we should vote for them all together. [3:00:07, 3:00:14]: Well just go ahead, stand by, please. Uh Members, go ahead, Ed, while you you show the screen, so you want to explain something to us here. [3:00:15, 3:00:22]: So we could it like Councilman Alexander, you could take it all at once or you could take them individually. What you're approving [3:00:22, 3:00:24]: Are these three things here? [3:00:25, 3:00:26]: And um [3:00:26, 3:00:29]: You'll you'll need to decide if you want to add [3:00:29, 3:00:30]: Police [3:00:30, 3:00:31]: to um [3:00:31, 3:00:32]: T to number three. [3:00:33, 3:00:34]: Plus police. [3:00:36, 3:00:36]: And [3:00:36, 3:00:38]: It's two point two five percent. [3:00:40, 3:00:40]: So I've got [3:00:41, 3:00:42]: one point three two [3:00:43, 3:00:44]: For the amphitheater. [3:00:44, 3:00:46]: And a small portion of the cultural arts center. [3:00:47, 3:00:48]: We've got uh [3:00:50, 3:00:55]: A 21B, which is a four-year maturity at 1.04% for the trails. [3:00:55, 3:01:02]: And then we got a C issue, which is a 15-year maturity for the Cultural Arts Center and police at a seven-year maturity. [3:01:05, 3:01:25]: Okay, and I I would think that the suggestion would be that uh and I've that's my p personal opinion here, that we take three separate uh motions here for three separate issues and make sure we we track the the total number, what what whatever the council has to say on that, and then we'll do it three different ways. And that way maybe that that'll help s some simplify things, I would think. Is my thought. [3:01:25, 3:01:30]: process anyway. Yes, okay okay, no problem. Yes, Ms. Clerk. Yes. [3:01:30, 3:01:41]: Mayor, um Miss Gantt um mentioned in her comments a motion to table. I need to know was that just a suggestion or was that an actual motion that she wants to put on the table? [3:01:42, 3:01:55]: I don't know if she can hear you. I don't know what the what she wanted to do with it. No, we we have to vote on certain issues. So I I only wanted to table those like the Cultural Arts Center that we don't have any information on the cost. [3:01:56, 3:01:58]: That's all. We're bonding for [3:01:59, 3:02:01]: But so I'll I'll hold off on tabling. [3:02:02, 3:02:06]: Thank you. So so what I think would probably be helpful with [3:02:07, 3:02:20]: We got three different issues, three different different motions I think we can make, approve or disapprove, and uh with the numbers that are that are on the screen, and then that will probably help solve. [3:02:20, 3:02:22]: Yes, yes, sir. Alrighty, please. [3:02:23, 3:02:26]: Are you you talking to me, Mayor? I thought you didn't you just call my name? [3:02:27, 3:02:31]: Yeah, I I wanna make a motion to go ahead and the money is for the amphitheater that we need to complete. [3:02:32, 3:02:36]: complete this project. I think what was it the seven million, Mr. Knighton? [3:02:36, 3:02:38]: That we will be approving for that. [3:02:41, 3:02:50]: Yeah, yes, that's correct. Well, I'd like to make a motion to go ahead right ahead and we'll deal with the other to go ahead and approve the seven million for the uh completion of the amphitheater. [3:02:51, 3:02:51]: A second. [3:02:53, 3:02:55]: All right. Now [3:02:55, 3:03:11]: If that okay it's been made motion been made in a second, but if we if we approve that, how does that affect these other things with with uh series twenty-one A, B, and C, 2021 A, B, and C. Mayor, this all this came in, Mayor. Uh this is this is uh stuff that was added on and discussed. [3:03:12, 3:03:16]: The the amphitheatre is an ongoing project. And so my thing is because [3:03:16, 3:03:21]: The the other issues are in litig uh it is kind of being litigated between us. [3:03:21, 3:03:26]: But what one thing we I think we all agree with we need to f bring the money forward and finish this amphitheater. [3:03:27, 3:03:27]: Okay. [3:03:28, 3:03:32]: All right. All right. I'll tell you what. So we got a we have a uh uh [3:03:32, 3:03:39]: A motion on the floor for seven million for an amphitheater completed been seconded. All in favor of that uh motion, please indicate. [3:03:41, 3:03:47]: One, two, and wait is a setup uh is that the unanimous unanimous? [3:03:47, 3:03:48]: Uh [3:03:49, 3:03:53]: But but you're you you're you agree with that? [3:03:55, 3:04:02]: Well, what it amounts to, we're gonna have to put it back up in just a second though. We can take it up now, but you have to come put it back to to go through the rest of these things. Well [3:04:04, 3:04:10]: All right, so the reference is seven million dollars. Most of the made in second. So all in favor of that for the amphitheater, seven million. [3:04:12, 3:04:12]: Yeah. [3:04:12, 3:04:14]: Maybe and Miss Barber. [3:04:18, 3:04:24]: I have five oh mayor. Okay, five of because I couldn't for somehow I couldn't see everybody. All right. Uh stand by. [3:04:33, 3:04:52]: All right. Anyway, so um, all right, now, well, that's the amphitheater. So that passed five oh in reference to seven million to fund the amphitheater. Now those the the the issue deals with everything else in reference to um what Mr. Walls has presented based on uh conversation we had. Yes, Mr. Blount. [3:04:53, 3:04:56]: Mayor I like the motion that we uh table. [3:04:57, 3:05:12]: other two items to get more information. We I I think we all want this to happen. I just want the council to get more information before making this decision. So I would like for us to table this to get more information and we all make the decision to do what we need to do. [3:05:13, 3:05:16]: All right. Is yes the motion is there b is there a second? [3:05:17, 3:05:18]: High second. [3:05:18, 3:05:19]: Mm-hmm. [3:05:20, 3:05:40]: Any more discussion? I would imagine we had enough discussion. So all in favor of mayor, I just wanted to ask Mr. Knighton, do we even have a final design on the art center or a a final cost or any kind of cost or or anything before we vote on something that we don't do we have a final of anything? Do we have any type of idea of what this is gonna cost us? [3:05:40, 3:05:41]: Right now. [3:05:42, 3:05:45]: As of right now, yes we do. However [3:05:46, 3:05:52]: Council dictated fourteen million dollars. So that's what we're gonna give you. And we're working with T we're working with TSW. [3:05:53, 3:05:55]: To winnow that down. [3:05:55, 3:06:00]: to 14 million dollars. Well can you give me the actual cost right now that what you have? [3:06:01, 3:06:03]: On one second. [3:06:03, 3:06:04]: Mm-hmm. [3:06:06, 3:06:10]: Again, that that is based on a different scenario. [3:06:11, 3:06:12]: Let's see. [3:06:16, 3:06:23]: Uh like it was twelve million change for a building and two million change for furnishings, wasn't it? [3:06:24, 3:06:25]: Well that was the [3:06:26, 3:06:32]: Stand stand by, uh uh Mayor Protestant. Stand by. Let let these gentlemen finish out this com piece of this conversation here. [3:06:32, 3:06:38]: The the latest iteration that I have as of last week when we're trying to work with TSW. [3:06:39, 3:06:41]: To bring the cost down was a major [3:06:42, 3:06:43]: Um [3:06:43, 3:06:46]: uh cost of fourteen point three seven eight [3:06:47, 3:06:48]: However [3:06:48, 3:06:53]: With bond insurances, fees, escalation, design contingency. [3:06:53, 3:06:58]: Um and all of that, that number is eighteen point four nine one on that building. [3:06:59, 3:07:01]: Again, I want to emphasize. [3:07:02, 3:07:05]: Council said a building of 14 million dollars. [3:07:05, 3:07:10]: So that is what I'm working with TSW to do is a$14 million building. [3:07:10, 3:07:30]: Exactly. All the Does that include that so that includes the ballroom and all the other things that we wanted at the time, minus the museum. I know that might be one of the things taken out, but these the indefinites, does it include the main things that we wanted? Because remember, we got rid of the Ted Strickland Community Center, you know, where people are [3:07:30, 3:07:31]: able to congregate. [3:07:32, 3:07:44]: So my question is, does it include a place for to meet the ballroom and everything else? Yes. Because we okay, it does. Let me let me make sure and Heather is on here. Yes, it includes the ballroom and the um [3:07:45, 3:07:46]: The um [3:07:48, 3:07:49]: The theater, of course. [3:07:49, 3:07:53]: So so if I can just interject, if you don't mind, Mr. Knightman. [3:07:54, 3:07:55]: Sure. Um [3:07:55, 3:08:02]: So TSW early on did a rough order of magnitude cost, which showed a large swing. [3:08:02, 3:08:04]: uh guesstimate. [3:08:04, 3:08:06]: Between two numbers. [3:08:06, 3:08:07]: Um [3:08:08, 3:08:10]: We've since then just in the last month. [3:08:11, 3:08:15]: uh worked with an outside consultant, um A D E [3:08:15, 3:08:16]: Uh [3:08:17, 3:08:18]: uh consulting. [3:08:18, 3:08:22]: that specializes in construction cost estimating. [3:08:22, 3:08:24]: Uh and they just in the last week. [3:08:25, 3:08:27]: Have come back with an estimate which [3:08:27, 3:08:29]: Mr. Knighton is referring to. [3:08:29, 3:08:29]: So [3:08:30, 3:08:36]: Um that estimate is based on the concept that you have seen, which includes a museum. [3:08:36, 3:08:37]: Um [3:08:37, 3:08:39]: The art gallery, the ballroom. [3:08:40, 3:08:41]: Uh the the um [3:08:42, 3:08:48]: theater uh and all of the the kind of bells and whistles that have been requested to make that a full functioning theater. [3:08:49, 3:08:50]: What about land? [3:08:50, 3:08:58]: Uh that includes site development as well. So um and those hard costs are what uh Mr. Knighton is referring to. [3:08:58, 3:09:03]: Those are the um eighteen point five million dollars. So [3:09:03, 3:09:06]: Uh to get down to a fourteen [3:09:06, 3:09:09]: million dollar project, we will have to cut from that. [3:09:09, 3:09:10]: Um [3:09:10, 3:09:14]: program. Uh we have to pull out uh fourteen million. [3:09:14, 3:09:17]: Um so that can be uh in [3:09:18, 3:09:21]: site uh that can be in program in the building. [3:09:21, 3:09:23]: Uh, but we will need to cut to get down. [3:09:23, 3:09:27]: to a a project that can be built under fourteen million. [3:09:28, 3:09:29]: And you say [3:09:30, 3:09:31]: Right now we're at eighteen. [3:09:32, 3:09:35]: Yeah, eighteen point five in in round numbers. [3:09:35, 3:09:39]: Um and Mr. Knighton, of course that didn't have time to get in your packets. Uh [3:09:39, 3:09:41]: Uh for this evening. [3:09:41, 3:09:45]: Um, I'm sure he'll share that detailed cost estimate with you. Uh [3:09:45, 3:09:46]: Uh soon. [3:09:47, 3:09:51]: Including parking, including the features from the application and everything. [3:09:52, 3:09:52]: Correct. [3:09:53, 3:09:55]: Uh it includes demolition. [3:09:56, 3:09:58]: Паркін вегетація. [3:09:58, 3:10:02]: Outside as well as um you know all the fixed furnishings inside. [3:10:03, 3:10:04]: Of course, again. [3:10:04, 3:10:06]: Movable furniture is not included. [3:10:07, 3:10:07]: Okay. [3:10:10, 3:10:11]: Airport Tim, go ahead, please. [3:10:12, 3:10:17]: Yeah, I guess yeah, okay. Um this is what I'm saying here, okay. [3:10:17, 3:10:21]: Mayor, you yourself stood in front of this building. [3:10:21, 3:10:24]: In twenty sixteen or twenty seven with a sledgehammer. [3:10:24, 3:10:37]: That's right. Knocked it down. We promised the citizens that this building was coming back up. It's 2021 and the lot is still empty. Yet we're saying wait. [3:10:39, 3:10:56]: That's why the citizens lose confidence in us when we tell them we're gonna execute a project. We told them in 2016 and 17, we got a new art center coming. What happened? It's 2021. They don't believe us because we don't follow through. This is exactly it. [3:10:57, 3:11:02]: The Carrie Mae Hambrick Cultural Art Center needs to go up. [3:11:02, 3:11:16]: And people need to have confidence. We're not sitting on this money. The amphitheater is going to be finished and the cultural arts center is going to start right away. Not next year, this year. And it's going to be done. [3:11:18, 3:11:21]: And guess what? We're not gonna sacrifice anything. [3:11:22, 3:11:31]: The$14 million fund, okay, yeah, that's$14 million. If we need to maneuver, we have other options. [3:11:32, 3:11:48]: Okay, we certainly do. We keep acting like we keep trying to penny pinch. I'm not gonna sacrifice the project and make it unworthy of the money. We're gonna put the money with it to make the amphitheater best in class. [3:11:49, 3:11:54]: We're gonna make the Culture Arts Center best in class. That's what we're gonna do. [3:11:55, 3:12:00]: Uh if nobody else will do it, I certainly will make the motion to move forward. [3:12:01, 3:12:21]: Well, well, first of all, we the seven hundred seven hundred thousand dollars, I mean seven million dollars for empathy is done. That's good, that passed unanimously, which is great. Now we're talking about these are different additional uh items that was on Mr. Wall's conclusion. And I think that's what we need to go back to to do do these motions properly, one way. [3:12:21, 3:12:34]: the other, whether it failed, pass, or fail. That's my assumption. Is that the proper way to do this? I'll make a motion to move forward with this uh with uh as recommended for the Cultural Art Center. That's what we were talking about, Cultural Arts Center. [3:12:34, 3:12:38]: I want to move forward with it. I don't want any delay. Carrie may go. [3:12:38, 3:12:44]: I think a motion on the table to you have a motion on the floor to table and on second. Call for the vote. [3:12:44, 3:12:45]: Mayor. [3:12:45, 3:12:46]: Yes, ma'am. [3:12:46, 3:12:47]: Thank you. [3:12:48, 3:12:50]: Listen, um Castlema Alexander [3:12:50, 3:12:54]: I think everybody agrees with you. No one wants to hold up a project. [3:12:55, 3:13:15]: And I think we all are entitled to make sure that whatever we do, we're spending the taxpayers' money that we have it accounted for. Not one time did you ask one of these questions in regards to how much is it gonna cost? What's the estimate right now, and where we are? Now you could have known that already, but I didn't. So I want to [3:13:14, 3:13:34]: the citizens to know that right now it's an estimate of 18.4 million or whatever the case may be, and we need to reduce it down to the 14 million. So, you know, that state-of-the-art building you were talking about is going to be reduced down and we're going to lose and change some things because we cannot get it to the 14 [3:13:34, 3:13:51]: million right now where we are. At one point it was up in the 20s. And that's where I was. I wanted to know where we are now. We also have some additional issues that we have to take top discuss in regards to this building that our executive session. So [3:13:51, 3:14:00]: I don't want any problems. I don't want us coming back when they say, oh, it's five million, it's ten million, oh, we didn't know these costs. We're doing it right now. [3:14:01, 3:14:11]: And I have no problem with it. I love I can't wait until we get started. I've always said I want to see bulldozers bulldozers pushing over the building. [3:14:11, 3:14:15]: But that is not in in this particular case. [3:14:15, 3:14:24]: Let's be real about it. The speeches and the you know the the theatrics, that's not gonna fly when it comes to being accountable for our citizens' money. [3:14:25, 3:14:31]: Time out for the Obama speeches. It's time if we're gonna do it, fine. But let's be educated on it. [3:14:32, 3:14:35]: Okay. Um Mr. Williams, you had your hand up, sir. [3:14:35, 3:14:35]: Mm-hmm. [3:14:36, 3:14:51]: Mr. Wiggins. No? Well, okay. The motion been made myself to table. That's what we motion been made to table the set made most made to uh table this and it's been seconded. All right. So let's vote on that. [3:14:51, 3:14:53]: All in favor of the motion, please indicate. [3:14:54, 3:14:54]: Yeah. [3:14:56, 3:14:58]: Okay, two all pose. [3:15:01, 3:15:04]: Three. Okay. So the motion now fails. Now let's go back to how we what [3:15:05, 3:15:11]: Yes. Yes, Mr. I have my hand up. No, no, he he Blount was first. Go ahead. He he beats by a little bit. Go ahead. Go ahead, Blount. [3:15:11, 3:15:18]: Mayor, uh Mayor, I just want to say that w we're we're not tabling progress in the city of Stockbridge. [3:15:19, 3:15:23]: We're table and getting facts about moving projects in the city of Stockbridge. [3:15:24, 3:15:30]: We're tabling because we wanted to table because we we're sitting here. [3:15:30, 3:15:34]: And about to bond twenty five million dollars with projects on hand. [3:15:34, 3:15:40]: And then now with now at the end of all of this money, now we're talking about public safety. [3:15:40, 3:15:46]: To me, public safety is is was more important to me than where we're at with it now. [3:15:47, 3:15:53]: You see what I'm saying? Now we put we put it at the end on uh on the top of tens of millions of dollars, then we put public safety there. [3:15:54, 3:15:55]: This city has been [3:15:56, 3:15:58]: This city I've been told by a financial advisor. [3:16:00, 3:16:02]: That the way we're operating is backwards. [3:16:03, 3:16:04]: I'm just gonna put it out there. [3:16:05, 3:16:13]: And if we think this because we have the power to do something, go right ahead. But I want every each and every council member on here to see the citizens are watching this. [3:16:14, 3:16:27]: And we're accountable for the actions we make. When we just open the purses, open up our purses, the city's purse to every every option and whim that we have with our professional decisions being made by those that we hired to help give it to us. [3:16:28, 3:16:31]: Go right ahead, the citizens are looking. [3:16:31, 3:16:32]: Бо во ми сиди. [3:16:32, 3:16:39]: And we can say, hey, it doesn't matter if we get all the facts, it doesn't matter we get all the information. We doesn't matter what what impact it is on the city. [3:16:40, 3:16:43]: Go ahead and vote and move it. Make the put the money there and we'll figure it out later. [3:16:44, 3:16:46]: We'll figure it out later. And that's what we're doing. [3:16:47, 3:16:48]: All right. We'll figure it out later. [3:16:48, 3:16:57]: All right. It's been table uh k not could be tabled, but go ahead. Mayor Pro Tem uh Alexander, what's your next comment? Thank you. I wanna make a motion to move forward. [3:16:57, 3:17:00]: With the Carrie May Hambrick Cultura Art Center. [3:17:01, 3:17:04]: Ескрай фортем мільйон долар. [3:17:04, 3:17:08]: And trust and believe we're not gonna cut corners on it. We're gonna make it the best. [3:17:09, 3:17:10]: A second. [3:17:11, 3:17:13]: All right. Now [3:17:13, 3:17:33]: I got a question properly made and seconded. Now when we say 14 million dollars, now that is I I know bonds, but anyway, that was mixed in with a couple of those options that uh Mr. Wall gave us, right? You had you had uh A, B, and C. So I just wanted to make sure that we are we're supposed to follow one of those. You're talking about 14 million, so we got to [3:17:33, 3:17:38]: follow one of those those options to make this happen if it's going to be approved. Is that correct? [3:17:42, 3:17:44]: I tell you, Ms. Wall, can you share your your your screen again, please? [3:17:45, 3:17:53]: Yes, that's a legal question. I need Mike Williams or Doug Selby to talk about it. Okay. All right. Then someone legally answer that, please. [3:17:55, 3:18:01]: So the the motion for fourteen million is different from what was presented on the screen. [3:18:01, 3:18:02]: And so my my [3:18:03, 3:18:06]: What I believe uh Mayor Pro Tem meant. [3:18:06, 3:18:10]: was the the Carrie May Hambrick uh [3:18:10, 3:18:13]: option with the police that was the that [3:18:14, 3:18:16]: A third option. I think that's where he was going. [3:18:18, 3:18:19]: Yes, uh the [3:18:20, 3:18:22]: What uh the uh that op [3:18:22, 3:18:23]: Um [3:18:23, 3:18:28]: As I would like to restate the motion as stated by the city attorney. [3:18:30, 3:18:49]: Okay, so all right, but which one uh stand by Miss Holliday? So I I think we need to go back once again, Mr. Wall, I think we need to go back to your screen and what you showed for our conclusion, make sure we got the right verbiage and uh right before we go for any further. Miss Holliday, I I'm not sure what you needed, man, but what what's on your mind? [3:18:50, 3:18:51]: There's also um [3:18:53, 3:19:04]: There's also mention of the trails in this um item. I just didn't know if it needed to be included in the motion. Mr. Wall. It does, yes. It does, yes, ma'am. Go back to Ms. Wall. [3:19:05, 3:19:05]: You got it. [3:19:08, 3:19:11]: I thought they were all separate. I guess they're not. So [3:19:12, 3:19:13]: Why? [3:19:17, 3:19:17]: So um [3:19:19, 3:19:22]: Just just tell me which one it is so I can read it. [3:19:23, 3:19:24]: So [3:19:24, 3:19:25]: Um [3:19:26, 3:19:29]: You've already approved the amphitheater. [3:19:29, 3:19:33]: But because we're paying for the am a part of the cultural arts center. [3:19:34, 3:19:37]: out of splost in addition to the amphitheater, we have one bond issue. [3:19:38, 3:19:40]: The twenty twenty one A. And so if you'll just read [3:19:41, 3:19:44]: One, two, and three and just make motions like that. [3:19:44, 3:19:45]: That's what um [3:19:46, 3:19:49]: Mike Williams and Doug Selby need for the bond documents. [3:19:51, 3:19:52]: Okay. [3:19:52, 3:19:55]: So we're talking about we're talking about three different [3:19:55, 3:20:01]: Three different uh motions and seconds and approval or disapproval is what we're talking about here. Is that correct? Yes, sir. [3:20:01, 3:20:01]: Right. [3:20:03, 3:20:03]: Right. [3:20:03, 3:20:04]: Okay. [3:20:05, 3:20:05]: Um [3:20:06, 3:20:11]: Uh, I'd like to make a motion for series twenty twenty one a bond issue. [3:20:11, 3:20:15]: with a four year maturity at an interest rate of one point three two [3:20:15, 3:20:19]: To fund the amphitheater and small portion of the culture art center. [3:20:20, 3:20:24]: in the amount of nine million nine hundred and ten thousand [3:20:25, 3:20:26]: There are second. [3:20:27, 3:20:28]: A certain [3:20:29, 3:20:31]: Mr Mr Mr. Thomas Seconds that [3:20:32, 3:20:35]: Okay, motion is made in a second. All in favor of that, please indicate. [3:20:36, 3:20:43]: One two I need to hear a um a verbal because I can't see can't see everybody. [3:20:44, 3:20:44]: That's right. [3:20:45, 3:21:05]: Verbally, uh Councilman Blanc, you're the first one I see. You have to ask that there Okay, I can see everyone now if we could call for the vote again, please. But that was a motion in a second without a discussion. We need to Well I can, but but but you want discussion, go right ahead, sir. Go ahead. What's your comment? Well, what we're getting ready to vote on for the amount of money. [3:21:06, 3:21:11]: How with the city with this with the profile that you have for the city, how will we pay for this? [3:21:14, 3:21:18]: I apologize. Is that a c question for me, Councilman Blount? Yes, sir. [3:21:19, 3:21:23]: Well what you have to city, how will we pay for this? [3:21:23, 3:21:27]: The motion on the table the motion on the table for twenty twenty one A [3:21:27, 3:21:29]: is to be paid from Splost Five. [3:21:30, 3:21:30]: Okay. [3:21:31, 3:21:31]: In in total. [3:21:33, 3:21:35]: So four year bond paid by Splost. [3:21:36, 3:21:36]: Um [3:21:36, 3:21:39]: For the entire amphitheater for seven million. [3:21:39, 3:21:42]: And two million eight thirty six for a portion of the cultural arts center. [3:21:43, 3:21:53]: Okay, but we're we're talking about a a a grand total of twenty-five million with Right. So series the series B coming up is for the trails. That's all from Splosh Five. [3:21:54, 3:21:56]: In the series C bond issue. [3:21:56, 3:22:00]: is the rest of the cultural arts center, eleven million and change. [3:22:00, 3:22:02]: And three mayjen for police. [3:22:02, 3:22:08]: And that has to be paid out of the general fund. And that total payment is a million five hundred and thirty five thousand annually. [3:22:08, 3:22:09]: For seven years. [3:22:10, 3:22:13]: And then dropping to nine hundred and seventy two thousand for years eight through fifteen. [3:22:14, 3:22:15]: Okay. [3:22:15, 3:22:15]: Thank you. [3:22:16, 3:22:18]: Um Mr. Wall, please go back to your screen. [3:22:19, 3:22:19]: Yes, sir. [3:22:26, 3:22:28]: Pretty cool. Right. [3:22:35, 3:22:44]: Okay, the motion's been made in a second for number one. All right. Now what we're gonna have to do since we since this screen is up, we can't see everybody. So we need you to verbally uh approve or disapprove. [3:22:45, 3:22:53]: Okay, so all in favor of motion of of the uh number one. Um uh Mr. Blount, I I see you first. Are you in favor? Yeah or nay? [3:22:56, 3:23:01]: Mayor, only thing I'm approving tonight was the amphitheater. Everything else. [3:23:01, 3:23:04]: I I I'm not approved. Okay, so that's a nay. Uh Mayor Pro Tem. [3:23:05, 3:23:06]: Yes. [3:23:06, 3:23:08]: Of um Councilman Thomas. [3:23:09, 3:23:10]: Yes. [3:23:10, 3:23:11]: Councilman Barber. [3:23:11, 3:23:12]: Yes. [3:23:12, 3:23:14]: Okay, Councilwoman Gan. [3:23:14, 3:23:18]: Yes. Okay, so that's uh four one on that particular motion. [3:23:19, 3:23:19]: All right. [3:23:20, 3:23:21]: I need a motion for number two. [3:23:21, 3:23:25]: Ser series two series twenty twenty one. [3:23:25, 3:23:27]: B bond issue. [3:23:27, 3:23:32]: with a four year maturity and interest rate of one point zero four percent. [3:23:33, 3:23:34]: To fund a portion [3:23:34, 3:23:38]: of the mult of the trails. This is our city multi use trail. [3:23:38, 3:23:41]: To copy a segment of the trail. [3:23:41, 3:23:42]: To get things started. [3:23:43, 3:23:45]: Exclusive of Martin Luther King Senior Heritage Trail. [3:23:46, 3:23:48]: East Atlanta and downtown areas. [3:23:49, 3:23:55]: So and that's for you gotta say the number here. That's for one one million one million thirty thirty thousand dollars. [3:23:56, 3:23:59]: Can hardly read that, but that's what it is. Okay. [3:23:59, 3:24:00]: Mayor. [3:24:00, 3:24:00]: Yes, ma'am. [3:24:01, 3:24:07]: I I just need to know I I know it's for the trails, but how much of a trail can we get for that amount? [3:24:09, 3:24:10]: Not much of a trail. [3:24:10, 3:24:15]: Yeah, what do we get? What are we paying? What are we getting with the one million? I'm I'm all [3:24:15, 3:24:16]: What are we getting with it? [3:24:17, 3:24:18]: You want me to answer that? [3:24:21, 3:24:41]: I don't know the actual length of the mail of the trails and the actual I know we have a schematic of trails uh for that we have uh had approved uh or had a a a feasibility study done on may on on the trails and the and my understanding the trails initially will start through the downtown area to connect everything on downtown and it's spread out from that point. [3:24:41, 3:24:41]: Point. [3:24:42, 3:24:48]: Right. Mr. Knighton, do we have money already set aside for trails and splaster or no? [3:24:49, 3:24:51]: There is some um [3:24:52, 3:24:55]: Road or park money can be used for trails. [3:24:55, 3:25:03]: How much of that some of that is envisioned probably four trails. It depends on what the council wants to spend, because in parks, I believe it was. [3:25:03, 3:25:14]: Four million in roads, I bel or I'm sorry. It's one million five oh one million five oh eight for parks and four million five ninety for roads. That's right. In roads in Splas five. That is correct. [3:25:15, 3:25:22]: So it depends on how ambitious the count the council wants to be with respect to trails. The other issue related to how much of a trail you can get. [3:25:23, 3:25:29]: depends on the section you choose because it could be right-of-way costs in some areas, could not be right-of-way costs in other areas. [3:25:29, 3:25:43]: And there could be other factors in certain areas and not other factors in other areas. So it depends on the the type of trail system you want. I would I would encourage the council in terms of looking at a full-scale trail network that it as this T-SPLOST. [3:25:44, 3:25:49]: Comes before voters in November, although we cannot uh officially advocate. [3:25:49, 3:25:52]: But that we take a very serious look. [3:25:52, 3:25:57]: Correct. Supplementing and supporting a full scale trail pro program is a part of the T S Plus. [3:25:57, 3:26:01]: Okay. How much interest are we paying, Mr. Wall, on that one million for [3:26:01, 3:26:07]: just to throw an allocate out there for a trail that we might have money already set aside for. [3:26:07, 3:26:09]: It's uh the interest rate uh [3:26:10, 3:26:13]: Councilman Ganttz um mit is one point zero four percent. [3:26:13, 3:26:17]: And the dollar amount for four years is thirty thousand. [3:26:17, 3:26:19]: Eight hundred and seventy one dollars. [3:26:20, 3:26:21]: Okay. [3:26:23, 3:26:24]: Yeah, pro ten. [3:26:24, 3:26:27]: Uh generally, according to the Path Foundation. [3:26:28, 3:26:30]: Uh for that particular amount, uh one [3:26:31, 3:26:37]: Uh between eight hundred thousand and nine hundred thousand dollars you can get one mile of twelve foot [3:26:37, 3:26:38]: Pair. [3:26:38, 3:26:53]: uh as they are constructed. But please understand, this$1 million is the seed money. Miss Harris Bragg came before us to ask what we need what she what we needed in terms of the$3 million in grants. [3:26:53, 3:26:56]: Would come in. So this one milyen dollars is the seed money. [3:26:56, 3:26:58]: uh that would uh in turn [3:26:58, 3:27:06]: uh possibly bring back up to three million dollars in grants. Uh that's all I need to know. Thank you. [3:27:07, 3:27:09]: Okay. Councilman Blount, go ahead, please. [3:27:09, 3:27:15]: Uh Mr. Knighton, uh the the monies that we're moving in sparse [3:27:15, 3:27:17]: uh for the roads [3:27:18, 3:27:24]: Uh, because I know we have a L Make list for last year, twenty twenty. We have one for twenty twenty one. [3:27:24, 3:27:37]: Uh-huh. Wouldn't these monies could couldn't these m would wouldn't those monies alloc would be allocated for improvements in different c areas that we would use for road improvements or right of way improvements or whatever? [3:27:37, 3:27:42]: Wasn't that wasn't that the purpose of that splost? I'm just c trying to understand. I I mean that that [3:27:43, 3:27:44]: I'm sorry, go ahead. [3:27:44, 3:27:48]: Yeah, well if we would start rem if we remove the four point five million. [3:27:48, 3:27:49]: Then then [3:27:50, 3:27:51]: Yeah, we're not [3:27:52, 3:27:57]: Yeah, we're not talking about the whole four point not not talking about removing all of the four point five million. [3:27:58, 3:28:18]: Uh the the spot category for roads is fairly flexible in terms of what you can use those monies for, be it a true road, a street, be it trails, things of that nature. So there's flexibility there with respect to using uh road money. Um the item we talked about related to East Atlanta and Lee Street. [3:28:18, 3:28:20]: Earlier, that's plus four money. [3:28:21, 3:28:22]: Uh, that we were talking about using. [3:28:23, 3:28:27]: Um, we're talking about uh anything related to this trail item. [3:28:27, 3:28:29]: Uh coming out of splast five. [3:28:29, 3:28:49]: Yeah, I'm I'm I'm speaking of the overall 25 million when we talked about the different scenarios on how to come to that for that to come to fruition. I think Mr. Walls mentioned Splos five removing four million. Uh correct me if I'm wrong, Mr. Walls. I think you mentioned SPLOS five uh uh funds coming off the roads. [3:28:49, 3:28:50]: For [3:28:50, 3:28:56]: uh putting it in uh putting it in this uh implementing it in this uh whole scenario. Was that correct? [3:28:56, 3:29:00]: So the change order we approved tonight on the amphitheater. [3:29:01, 3:29:05]: Um the funding that we've identified for the amphitheater was a million seven short. [3:29:06, 3:29:11]: We were gonna take that million seven shortfall from the three million of splos four. [3:29:12, 3:29:16]: And it left a million three of splosh four for the roads around the amphitheater. [3:29:17, 3:29:24]: To the extent those roads cost more than that 1.3 million, I suggested it come from this four and a half million for roads and splost five. [3:29:25, 3:29:29]: And that's and that's what I'm talking about, Mr. Knight. We're we're depleting [3:29:29, 3:29:33]: Uh for for this project we're depleting spots. [3:29:33, 3:29:37]: Lost money for roles that the intent of it I thought was to [3:29:37, 3:29:40]: for for other areas of the city that needs uh [3:29:40, 3:29:41]: Uh I wouldn't. [3:29:42, 3:29:49]: I would I would say that staff of the financial advisor are presenting presenting you with scenarios. It is left up to the council to make a decision. [3:29:50, 3:29:51]: Of what you want to use monies for. [3:29:52, 3:29:53]: I would also mention again [3:29:54, 3:29:58]: I'm I'm emphasizing this because a T splot is a unique item. [3:29:58, 3:30:01]: We don't know if it'll pass in November, but certainly. [3:30:01, 3:30:10]: We need to have an eye on what benefits those monies could yield for the city. When we talk about all of these different networks, road improvements. [3:30:10, 3:30:15]: Trails, etcetera. That would be a tremendous boost if it were to pass. [3:30:15, 3:30:17]: And I think we always need to have that in our [3:30:18, 3:30:19]: In our sites. [3:30:19, 3:30:26]: But to answer your point again, um, that again is the council's choice uh to make decision on what money is to be used. We don't know. [3:30:26, 3:30:29]: What the roads of East East Atlanta and Lee Street. [3:30:29, 3:30:32]: will entail. We don't know where that's going to come in until we bid it out. [3:30:32, 3:30:35]: And so that's what Mr. Wall was alluding to. [3:30:35, 3:30:43]: comes in more than that, that that would be the primary recommended avenue to fund uh East Atlanta and Lee Street. [3:30:44, 3:30:46]: Mr. Wall, please go back to your screen. [3:31:02, 3:31:10]: All right. So we uh number two. And I believe uh Mayor Potem already read that for uh a motion and it was seconded, is that correct? [3:31:11, 3:31:26]: I don't have a second. I second. Okay. Miss Gantt second that. So all in favor. Well, we got to do this verbally as well, so we can see every get a verbal count. So all in favor of motion. And believe Mr. Blount, you said you're not going to vote for you vote negative on this. Is that correct? [3:31:30, 3:31:33]: Is this just is this just for the trail portion? [3:31:35, 3:31:36]: It says [3:31:37, 3:31:37]: Yes, sir. [3:31:38, 3:31:38]: All right. [3:31:38, 3:31:39]: I'm fine with that. [3:31:40, 3:31:42]: Oh, you're fine with that one. Okay, fantastic. [3:31:42, 3:31:44]: Um uh Councilman Thomas. [3:31:45, 3:31:45]: Yes. [3:31:46, 3:31:48]: Uh uh Mayor Potem Al Zander. [3:31:49, 3:31:49]: Yes. [3:31:50, 3:31:50]: Ms. Gantt. [3:31:54, 3:31:54]: Yes. [3:31:55, 3:31:56]: Councilwoman Barber. [3:31:56, 3:31:57]: Yes. [3:31:57, 3:31:59]: Okay, it's unanimous. Okay. Fantastic. Now. [3:32:00, 3:32:02]: Uh for the third motion, number three here. [3:32:02, 3:32:05]: Someone pro tem go ahead, please. [3:32:05, 3:32:08]: uh series twenty twenty one C Bun. [3:32:09, 3:32:11]: issue with a fifteen year maturity. [3:32:12, 3:32:13]: At an interest rate [3:32:14, 3:32:16]: Of two point two five percent. [3:32:16, 3:32:18]: To find portions. [3:32:18, 3:32:20]: Of the Culture Art Center. [3:32:20, 3:32:21]: Plus [3:32:21, 3:32:22]: Police equipment. [3:32:23, 3:32:24]: Um [3:32:25, 3:32:26]: For four. [3:32:26, 3:32:28]: Fourteen million, is that fourteen million? [3:32:29, 3:32:31]: Fourteen million eight hundred and fifty thousand. [3:32:31, 3:32:34]: Fourteen million eight hundred and fifty thousand. [3:32:34, 3:32:39]: To craft a best in class Carrie May Hambrick Culture Art Center. [3:32:40, 3:32:47]: and to do what's necessary to start the Stockbridge Police Department, which is long overdue. [3:32:48, 3:32:49]: Is there a second to the motion? [3:32:50, 3:32:52]: Uh Mr. Mayor. Yes, sir. [3:32:53, 3:32:57]: Um I I will make the motion, but let me be clear on [3:32:57, 3:33:02]: police equipment. Uh my question should that be [3:33:02, 3:33:07]: police startup or police equipment since it's been specified. [3:33:08, 3:33:16]: I I think maybe and thank you, um, Councilman Thomas for that question. Uh perhaps uh the term police capital equipment. [3:33:16, 3:33:19]: Maybe better. Is that Doug or Ed? [3:33:22, 3:33:23]: Yes, but that's fine. [3:33:23, 3:33:30]: Okay. I'll amend the motion to state police capital equipment. Thank you, uh, Councilman Thomas for the kick. [3:33:30, 3:33:36]: And and also cut Councilman Alexander, could you do fourteen million eight thirty? I put my glasses on, I'd read the number wrong. [3:33:36, 3:33:42]: Okay, and a correction uh amount of fourteen million eight hundred and thirty thousand. [3:33:43, 3:33:44]: A second. [3:33:44, 3:33:46]: Okay, there you go. [3:33:46, 3:33:51]: All right, let's do this verbally. All in favor of this motion, please indicate Mr. Blount. [3:33:54, 3:33:56]: Mayor. Yeah, what Mr. Knighton, do you have something, sir? [3:33:58, 3:34:04]: Oh, please go ahead. I would I would like to make a a comment after the motion is made. It'll be fine. Mr. Mr. Blount, yay or nay? [3:34:05, 3:34:05]: No. [3:34:06, 3:34:08]: Um uh Miss Gantt, yeah or nay. [3:34:09, 3:34:21]: I abstain because the police department is listed in there as well. And I've already told you my concerns about that with no actual startup cost that there's a difference from what I've read in some of the reports. Ms. Barber, what should [3:34:24, 3:34:28]: Yes. Uh mayor uh coun uh uh councilman Thomas. [3:34:29, 3:34:30]: Yes. [3:34:30, 3:34:31]: And Alexander. [3:34:32, 3:34:39]: Yes. Remember. Okay. So what's what is that? That is uh three one one. Three one one. Okay. Three one one. [3:34:39, 3:34:42]: All right. Uh Mr. Knighton, your uh your comments, please. [3:34:43, 3:34:48]: Just uh just real quick on the on the clarification on the cultural arts center. [3:34:48, 3:35:00]: Um, that was based on conversation that Heather and I had some time ago about a$14 million number. I got those numbers I read to you all this afternoon, or I'm sorry, I just read to you. I got those on Friday. [3:35:00, 3:35:02]: And haven't even had a chance to talk to Heather about [3:35:03, 3:35:09]: On how we reduce that number. We talked briefly today, but not a full conversation on how we reduce that number. And nobody has seen that. [3:35:09, 3:35:11]: Um, except Heather and myself. [3:35:12, 3:35:18]: Um and I've got to have further conversations of how we reduce that number to meet that 14 million dollars. [3:35:19, 3:35:32]: Okay, going on our next thing. Council consideration to approve stop bridge, public facilities authority, reven uh revenue bond, cultural arts center, and trail project to be issued an amount of three million nine four nine hundred forty thousand. [3:35:32, 3:35:52]: On a tax exempt basis and the use of SPLOS 5 revenues to pay all or portion of the on debt service and the Stockbridge Public Facilities Authority Revenue Bond Cultural Arts Center project to be issued an amount of$11,640,000 on a tax exempt bond, uh tax exempt. [3:35:52, 3:35:55]: Mr. Knight and Mr. Wall, what is [3:35:56, 3:36:00]: We we've got all that, Mayor. You can keep it. Yeah, that's that's what they just did. [3:36:00, 3:36:06]: You got all that. But I wanted to read this because it was on the agenda. Oh Lord. [3:36:07, 3:36:11]: It's on the gender. I'm trying to go through the agenda. Okay. That's done. All right. [3:36:11, 3:36:13]: Now now we got now we publicly know that. All right. [3:36:14, 3:36:20]: Uh so we move on council uh consideration to appoint a member uh to the main street advisory board. [3:36:20, 3:36:23]: Ms. Harris, please. Yes, sir. [3:36:23, 3:36:26]: Uh may I make a comment before we go to the next agenda item? [3:36:27, 3:36:28]: Go right in, sir. [3:36:28, 3:36:35]: And and I and I hope this is not a big d discussion or debate, but I just want to remind the council. [3:36:35, 3:36:39]: That m Mr. Knight and I a few months ago. [3:36:39, 3:36:42]: Um, research [3:36:42, 3:36:46]: And brought before the council a scenario where [3:36:47, 3:36:50]: Four hundred to five hundred thousand dollars. [3:36:50, 3:37:10]: Will be a surplus for bringing permitted in-house. Now I've heard all of this discussion about monies and this and that, but$400,000 to$500,000 was looking at us red in our eyes, and now here we are sort of scratching about where these funds is gonna come from. [3:37:10, 3:37:17]: I don't, you know, uh hopefully there's no no discussion or even comments about that, but I just want to put that out on the table. [3:37:18, 3:37:21]: That's a half a million dollars annually. [3:37:21, 3:37:41]: That could have been into this scenario and Mr. Night and I, and the reason I throw Mr. Night in there because it authenticates the research, a half a million dollars that we could have had and still could have uh in all of our financing. So, Mr. Mayor, you you can go ahead with the next agenda item. I just wanted to [3:37:41, 3:37:42]: Mentioned that. [3:37:42, 3:37:49]: Thank you, sir.
