[0:07:34, 0:07:37]: Obviously, yesterday was uh I think very productive. [0:07:38, 0:07:42]: For all of us and certainly appreciate all of the council. [0:07:42, 0:07:44]: input which helped to direct [0:07:45, 0:07:48]: Uh some thoughts and some items forward. [0:07:48, 0:07:50]: Um briefly I would recap. [0:07:50, 0:07:51]: Um [0:07:52, 0:07:53]: Day two is this. [0:07:54, 0:07:56]: Um the [0:07:57, 0:07:59]: H. A. Russell, Kurt Vocal. [0:07:59, 0:08:07]: And Shirag uh Verksen came and provided an update on the amphitheater project, as uh many of you know and have been able to. [0:08:07, 0:08:13]: Um have been able to tour the amphitheater pro property. You know that it's been progressing well. [0:08:14, 0:08:19]: Um there was uh a conversation with respect to a couple of things. One [0:08:20, 0:08:25]: Um with respect to an additional sidewalk on the main internal road of the amphitheater. [0:08:25, 0:08:28]: Um, secondly about the type of [0:08:28, 0:08:33]: uh buffer and or barrier or fencing that would be along the back property line. [0:08:33, 0:08:37]: along uh the the properties that back up from Bryant Street. [0:08:38, 0:08:40]: uh to the amphitheatre property. [0:08:41, 0:08:54]: Um, they also, of course, uh discussed uh the ponds that are in play, the walking trails, the promenade area, um, and uh additional items as it relates to the amphitheater. [0:08:54, 0:09:14]: uh progress and of course showed videos and photos of the various components of the amphitheater. Next we had a discussion with uh Chief Grogan, a City of Dunwoody police chief, who gave us his experience, excuse me, his experience on starting a police department and developing one in the city of Dunwoody. [0:09:15, 0:09:22]: Back in the 2009 uh period, there were a number of things that he mentioned as recommendations and things that we should uh be [0:09:23, 0:09:28]: aware and conscious of as we move forward with the development of police department including [0:09:28, 0:09:32]: Um hiring command staff, uh, training, policy development. [0:09:32, 0:09:38]: Um vehicle acquisition was something that he emphasized doing that as soon as possible. [0:09:38, 0:09:43]: He also mentioned uh things such as um [0:09:44, 0:09:50]: Things that we could do to attract good quality uh talent, police officers, hiring bonuses, take home cars. [0:09:50, 0:09:54]: housing stipends things of that n those natures. And he also talked about [0:09:54, 0:10:01]: The military in the city of Dunwoody that was believed developed in uh enabling legislation when the city became [0:10:01, 0:10:02]: uh incorporated. [0:10:03, 0:10:10]: Uh other things that were mentioned was hiring matrix, mental health testing, camera readers. [0:10:10, 0:10:12]: Uh in those items as well. [0:10:12, 0:10:26]: Um we mentioned and then had discussion surrounding annexation, uh, showed a couple of different options potentially for annexed areas in and around the city. I think there was general consensus about [0:10:26, 0:10:27]: Uh [0:10:28, 0:10:30]: The annexing the whole areas option one. [0:10:31, 0:10:35]: And but also wanting to have c necessary conversation. [0:10:35, 0:10:39]: With citizens, property owners in those uh areas. [0:10:39, 0:10:44]: And also perhaps uh being able to develop some type of analysis. [0:10:44, 0:10:51]: um of the amount of commercial versus residential properties uh in those that section. [0:10:52, 0:10:59]: In addition, then we had a conversation with Falcon Design, uh discussed the amphitheater parking um [0:10:59, 0:11:01]: Сценариось і [0:11:01, 0:11:04]: Um we discussed the rides here. [0:11:04, 0:11:04]: Um [0:11:05, 0:11:07]: Locations and a couple of options were [0:11:08, 0:11:12]: Discussed and then it was uh determined that uh the municipal court. [0:11:13, 0:11:14]: parking area. [0:11:15, 0:11:17]: Що би экспідвли южфорши. [0:11:18, 0:11:21]: Um we also discussed um the [0:11:22, 0:11:30]: um Lee Street and East Atlanta Road uh projects and those are moving along uh at a very good clip. [0:11:30, 0:11:35]: We should be should receive all of the documents that would be needed for. [0:11:35, 0:11:37]: Um, placing it out on bid next week. [0:11:38, 0:11:44]: Um we also uh discussed again um the sidewalk on the main internal road. [0:11:46, 0:11:54]: And we discussed the um black mast arms for the um traffic signals on East Atlanta. [0:11:55, 0:11:56]: MD Street. [0:11:56, 0:12:01]: Uh, there were a couple of additional things that were mentioned with respect to [0:12:01, 0:12:03]: Um Falcon's discussion. [0:12:04, 0:12:14]: In particular, an area of about three acres on Lee Street that could be potentially used for additional parking spaces, which they're going to provide me with their concept plan that they've developed. [0:12:14, 0:12:17]: Also looking at the extension from [0:12:18, 0:12:23]: That point where the internal road comes into Lee Street, that point forward up to Bryant Street. [0:12:24, 0:12:29]: um for uh additional uh landscaping under sidewalks up to Bryant Street. [0:12:30, 0:12:33]: We also briefly discussed their wayfinding signage. [0:12:33, 0:12:39]: Um that they are completing design and and we'll be able to work off for cost estimates. [0:12:39, 0:12:45]: Um the alleyway item should be ready in about four weeks to be put out or in a position to be put out. [0:12:45, 0:12:46]: Um forbid. [0:12:47, 0:12:54]: Um and uh I think that uh pretty well captured uh Falcon Design's presentation to us. [0:12:54, 0:12:57]: Then we had a discussion the latter part of the day. [0:12:57, 0:13:03]: Regarding uh procurement um policies and items. Um Mr. Burr led that discussion. [0:13:03, 0:13:10]: Um and um presented that item and I think the general consensus of the [0:13:11, 0:13:12]: Um council was to [0:13:13, 0:13:15]: uh ensure that um [0:13:15, 0:13:21]: Um we continue to evaluate and continue to make improvements, efficiencies wherever. [0:13:21, 0:13:22]: Is needed. [0:13:22, 0:13:33]: Um the vendor database numbers were requested. We're working on getting um the count for those numbers for those businesses that were grandfathered interplaced into the system initially. [0:13:33, 0:13:36]: Um versus those who have joined since then. [0:13:36, 0:13:38]: with the NIGB code. [0:13:39, 0:13:47]: And I think uh mayor, I think that that uh pretty well captures uh the essence of our discussions for yesterday. [0:13:47, 0:13:49]: All right, sir. I appreciate that. Thank you. [0:13:50, 0:13:55]: On that note, then we'll move on in our on our agenda for architectural projects update. Um [0:13:55, 0:13:59]: from uh tunnels banger and welch and this Heather Hubble. [0:13:59, 0:14:15]: and uh her assistant or co-partners and on to give us a briefing today. Mr. Knight, do you need to say anything before she gives her briefing? Yes, yes I would. And I I would look forward to uh this discussion today. I think um there are a number of things that will be revealed that'll be very helpful. [0:14:15, 0:14:21]: And um uh very enlightening uh for other projects that we're working on. [0:14:21, 0:14:27]: As you know, TSW is our our architect, uh city architect, and we've been working on a number of projects for us. [0:14:28, 0:14:29]: In particular today. [0:14:30, 0:14:33]: We want to focus on um two things. One [0:14:33, 0:14:38]: Is the amphitheatre uh project itself and uh their involvement there. [0:14:39, 0:14:43]: And in particular, we're going to discuss an option for a splash pad. [0:14:44, 0:14:45]: Um at the empathy. [0:14:46, 0:14:50]: This is something that has been discussed before and has been mentioned before in different contexts. [0:14:51, 0:14:53]: Then also with uh the amphitheater. [0:14:54, 0:15:01]: If if in fact the council wants to earnestly consider a splash pad at the amphitheater, we've got to have this discussion now. [0:15:01, 0:15:05]: And um look at the options that may avail themselves. [0:15:06, 0:15:07]: Not to you. [0:15:07, 0:15:08]: Of of [0:15:09, 0:15:12]: Creating more opportunity for citizen. [0:15:13, 0:15:16]: Рекрещен і лежі аттіамфіатр. [0:15:17, 0:15:18]: property. [0:15:18, 0:15:21]: And so Miss Hubble will lead us in the discussion of uh [0:15:22, 0:15:25]: Of options that could exist for a splash pad again. [0:15:26, 0:15:30]: I think it's it's our responsible job to bring this to you now. [0:15:31, 0:15:36]: Um, in terms of where we are with the amphitheater, because if it's something that is going to be considered, we do need to have [0:15:37, 0:15:40]: some level of of direction with respect to it. [0:15:40, 0:15:43]: Second thing is primarily the cultural arts center. [0:15:44, 0:15:45]: Of course the council uh [0:15:46, 0:15:49]: A couple months ago committed to um [0:15:50, 0:15:52]: Fourteen milyen dollars for the Cultural Arts Center. [0:15:53, 0:15:58]: And based on previous iterations of the Cultural Arts Center, we had some cost estimates associated. [0:15:58, 0:15:59]: Um with it. [0:16:00, 0:16:08]: And in order to make sure that we are compliant with the council's desire of a fourteen million dollar facility. [0:16:08, 0:16:10]: fourteen million dollar turnkey. [0:16:11, 0:16:12]: Facility. [0:16:12, 0:16:15]: We want to make sure that we have conversation about. [0:16:16, 0:16:20]: What uh may need to be uh reduced or minimized or modified. [0:16:21, 0:16:25]: from some of the previous iterations that we had for the cultural arts. [0:16:25, 0:16:31]: And so uh Ms. Hubble is going to lead uh that discussion with several different options or items. [0:16:32, 0:16:37]: for you all to consider as it relates uh overall to um cultural arts center. [0:16:38, 0:16:45]: And um and and again we just want to make sure that um at this point uh we have some direction. [0:16:46, 0:16:47]: To go on these projects. [0:16:48, 0:16:51]: I would mention again uh from the outset that you know [0:16:52, 0:16:56]: The city obviously, as you know, um we are [0:16:56, 0:17:00]: Um, on the verge of really uh being able to [0:17:02, 0:17:08]: make some moves forward that have really been unprecedented in the city in terms of the civic projects that are on the horizon. [0:17:08, 0:17:12]: The police department and so forth. So as we continue to. [0:17:13, 0:17:23]: um make sure that we're functioning at the highest level and that we are addressing these matters in the most um efficient and cost um efficient manner. [0:17:24, 0:17:29]: That we have these conversations and that we're able to come to some level of understanding. [0:17:29, 0:17:40]: uh and determination. All right. Um so with that I will turn it over uh to Ms. Hubble and um we she will lead our discussion. [0:17:42, 0:17:43]: Good morning. [0:17:43, 0:17:44]: Morning. [0:17:44, 0:17:46]: Thank you for having us this morning. [0:17:46, 0:17:50]: Um, I do have Brian Bays with me. He's the other Heather Hubble on the phone. [0:17:50, 0:17:55]: Um and I think uh the last one is that Peyton Brian. Peyton, are you on the phone too? [0:17:57, 0:17:58]: Hey Heather, I'm on. [0:17:59, 0:17:59]: Great. [0:18:01, 0:18:03]: All right, I'm gonna share my screen. [0:18:15, 0:18:26]: Um so you know, I know we've worked together for a couple of years and I just want to iterate our gratefulness uh for being able to work with you and the pleasure it's been. Um I do understand that [0:18:27, 0:18:34]: Um you toured the amphitheater, I think, last Friday. Um I hope that went well. I hope you liked what you saw. [0:18:34, 0:18:38]: Um are there items specifically besides the splash pad that uh [0:18:39, 0:18:43]: need time for discussion or questions before we move on to the splash pad. [0:18:45, 0:18:51]: I I don't know of any at this point, I know I don't have any. I don't know if there's anybody from the council had any additional thoughts right now after their [0:18:52, 0:18:53]: Actual uh [0:18:53, 0:18:59]: concerns after actual in uh walkthrough. Um anybody at all uh right now [0:19:02, 0:19:08]: I I guess not this time. I guess you can go forward. I'm sorry. I'm sorry I didn't see you. Go ahead, Mayor Pro Tem. [0:19:09, 0:19:14]: I just want to thank uh Heather and T SW. They you know they are a preeminent firm. [0:19:14, 0:19:33]: uh in in in metro atlanta and the world because what they put together for us in terms of this amphitheater is is earth shattering it's magnificent it is the edifice of our dreams uh for our city and it will truly they're truly helping us to create [0:19:34, 0:19:41]: the vision that this council had uh to move the city forward and the community, you will be spellbound by. [0:19:41, 0:19:43]: The presentation today of the amphitheater. [0:19:44, 0:19:46]: The Kieran Mayhem Recultural Arts Center. [0:19:46, 0:19:47]: And the [0:19:47, 0:19:49]: future coming of the [0:19:50, 0:19:58]: Uh, Youth and Senior Recreational Center. There's been much talk in the community about well, what's what's going on with the Rec Center? Today you will see. [0:19:58, 0:20:18]: uh the renderings uh of uh our potential design uh for that facility. We've cleared the board of many other projects and hopefully we'll be able to move forward with this project uh with some exciting conversations uh next week between some organizations interested in to the city. So thank you all to TSW [0:20:18, 0:20:19]: Love you for [0:20:19, 0:20:23]: Doing what you do and bringing your magic to stop bridge. [0:20:24, 0:20:27]: Sure, our pleasure. Uh and I [0:20:27, 0:20:38]: Um, I'm glad that y'all walked through. I think there's uh a unique feel as you're walking through that facility and it's gonna create just a wonderful atmosphere for these outside events. [0:20:38, 0:20:49]: Um, I'm going to uh turn it over to Brian Bays, and he's gonna walk you through a couple of options for how a splash pad can be incorporated uh into the amphitheater. [0:20:49, 0:20:51]: the areas around the amphitheater. [0:20:52, 0:20:52]: Good morning. [0:20:54, 0:20:54]: Morning to you. [0:20:55, 0:21:00]: Um I just wanted uh just just really quickly talk a little bit about [0:21:01, 0:21:08]: about uh the two kind of locations that we looked at for the amphitheater or for the uh splash pad, which really is just uh [0:21:09, 0:21:29]: It's just another piece of this entire complex that uh that that you all are are putting together. And um we looked at an option that's uh north uh by the by the new parking lot that's being built, kind of overlooking that new park and pond complex. [0:21:29, 0:21:35]: And then we looked at also the option in that kind of central green area just in front of the amphitheater. [0:21:36, 0:21:38]: And I want to stress that uh [0:21:39, 0:21:48]: You know, we're in the early stages of ideas. We throw some ideas out there, but really the critical path item right now. [0:21:48, 0:22:06]: is picking a location. We can work through the design issues if y'all want decide you want to build uh this interactive water feature. Um so don't get too hung up on what it looks like. Uh the critical path is the location because that impacts potentially [0:22:06, 0:22:22]: um uh the construction that's currently ongoing. And we need uh if you decide to do it, especially in option one, uh, because that work is literally underway right now and they're getting ready to do some wall footings. Um [0:22:22, 0:22:40]: uh we'll need to get some things in place before they do that to avoid having to go back and tear things up that that y'all just spent money on. So just a just a little kind of just a little kind of intro that and I can I can uh answer any questions about that specifically, but why don't we flip to the next uh page. So [0:22:42, 0:22:49]: Option one, and this is that area that's adjacent to the the new parking lot that's being built. [0:22:50, 0:23:10]: Uh is really kind of uh stepped into the hillside. There's a hillside, the parking lot's on a hillside, it steps down and looks over the new kind of pond with the water fountain and then the the rest of the ponds uh as they chain down the hillside. And um there are already some walls there, uh or there are gonna be some walls. [0:23:10, 0:23:30]: Walls that are there as part of the current design. And what we're trying to do is really take advantage of those walls and integrate, you know, some spilling water features and also some kind of spray heads into those, and then maybe some boulders for kids to climb around on. It's a really subtle water feature, but I do think. [0:23:30, 0:23:50]: I think one of the things that that we hope to achieve with this location is this kind of layering of use from the road. As you look over the pond, you see at the top of the hill this kind of the active nature of this water feature and you know water kind of cascading down that uh upper wall. [0:23:50, 0:24:06]: into the lower area. It's very convenient. It's accessible. You can see to the left hand side. There's accessible parking right there. There's actually a plaza just to the right of that too that people could hang out and watch the activity at the fountain. [0:24:08, 0:24:22]: Um and uh I think that uh I think this is a a good location. So one of the one of the major constraints and just kind of backing up a little bit, um there are a couple different kinds of uh these [0:24:22, 0:24:28]: these uh interactive water features you can do but uh the the the key thing is [0:24:28, 0:24:48]: It's essentially like a pool. It's people in water, and you you can do one type that recirculates the water, and you can do one type where you just actually put the water into the storm or the uh sanitary sewer and don't recycle it. Obviously, the first option uh is more complicated as far [0:24:48, 0:25:08]: as the uh interworking and mechanicals go and you have to sanitize the water to reuse it it's a lot more like a pool the second option you bypass all that but you're spending a lot more money on water uh and other things like that and i can i can talk a little bit more about that but i wanted to just kind of just prime that because this local [0:25:08, 0:25:16]: Location in particular really only has the option to do the second one, which is a flow through, and that would not recirculate the water. [0:25:16, 0:25:21]: Um and and I think the key aspect of that is that. [0:25:21, 0:25:38]: The recirculating water, uh, interactive water feature has to have a restroom associated with it. And there's not a location out here to do a restroom that and and it's too far uh from the proposed ticket building and other restrooms for it to be viable. I think it's gotta be within 150 feet. [0:25:39, 0:25:40]: Of a restroom. [0:25:40, 0:25:42]: Um so [0:25:43, 0:25:56]: So let's click option two now because this op this option two does have a restroom. Um you can see down there, it's actually got a restroom and a little vending area. And we've we've actually closed off that. [0:25:56, 0:26:16]: uh road right adjacent to city hall to create a kind of plaza area where you can do food trucks or or other things uh to kind of help activate this space and have a launching point for people going into the space. The the concept here that um that we came up with is this kind of mini landing [0:26:16, 0:26:36]: Landscape that replicates some of the features, some of the local features in the county and near the city. Like I said, you know, this is one idea. There could be multiple, there could be multiple ideas if we uh if y'all decide to choose this location, but there's like a a kind of stream. [0:26:36, 0:26:42]: You can see the kind of topographic Alexander Lake. [0:26:42, 0:26:52]: uh piece there that uh could also have spray heads in it as well. And I think um one unique aspect of this because it's closer to the um [0:26:52, 0:27:12]: Because it's closer to City Hall and kind of the center of gravity of the amphitheater is the opportunity to do a pedestrian market there. You could do a small farmers market or art markets or just about anything uh that was outdoor uh up in that little kind of road that that we've closed off. And that can spill up. [0:27:12, 0:27:14]: Over into the larger [0:27:14, 0:27:34]: um amphitheater complex. So in this location, just because we have really good access to sewer uh and uh storm water and water, um you know it really lends itself to adding a small restroom and vending uh building. Uh you could also do the flow through uh version [0:27:34, 0:27:46]: of the water feature here as well uh and and uh forego building that that building uh you just have to deal with uh you know the trade-offs of doing that um [0:27:48, 0:28:08]: Uh and I didn't really talk about it on the last one, but I guess uh one of the one of the really great things about this location is that um this this splash pad and interactive water feature can be active during a concert and you can actually see into uh the venue, which is you know one of the kind of key uh one of the kind of key drivers of [0:28:08, 0:28:28]: That venue is just kind of having these perforated edges that help activate everything around it and create this kind of festive atmosphere. You're giving away free peeks of the show. Um, but I think uh it also kind of helps create a sense of community and gathering for folks to kind of be part of the action, even if they're not uh [0:28:27, 0:28:47]: uh you know uh inside the inside the gate. So I think this is really this location especially is really connected best to that venue. But the other the other location does have these as well. They're just kind of different. Um let's just flip the last slide. I already talked about this a little bit but just just so you [0:28:47, 0:28:50]: you know the recirculating system [0:28:51, 0:28:54]: Uses a municipal municipal water source. [0:28:55, 0:29:15]: The water comes to the splash pad, uh, goes to through a treatment system and a holding tank and then recirculates back around. I mentioned it's a lot like a pool. You don't have to have a fence around it uh because there's no actual standing water. Uh, but it does have all the things that a pool does. You have to have chemical storage. [0:29:15, 0:29:35]: Uh somebody has to come by, you know, on a regular basis and check the pH of the water uh to make sure that there's safe operating systems. Uh and then obviously more mechanicals means more maintenance and uh more stuff that that you have to keep up with and a little bit higher level of expertise for whoever [0:29:35, 0:29:39]: is charged with kind of maintaining that system. [0:29:39, 0:29:59]: the flow through system uh uses human the municipal water source the water goes directly to the splash pad and then um uh one thing that we that we really recommend is that we try and capture a good bit of that water in a cistern and use it for irrigation so we're at least getting two uses out of it. [0:29:59, 0:30:00]: Mm. [0:30:00, 0:30:20]: Um, and then that water will actually go, uh the water you used for irrigation will actually go back into the water table. Any excess or overflow wastewater beyond what's needed for irrigation uh would then just go into the sanitary sewer. Um I guess the other benefit of using the water for irrigation is we're not. [0:30:20, 0:30:23]: uh overloading your sanitary serum because uh these [0:30:24, 0:30:35]: Yeah, these uh these interactive water features can generate, you know, anywhere between 150 to 350 gallons of water uh per hour. [0:30:35, 0:30:37]: Um of uh of [0:30:38, 0:30:55]: of water so it's it can be really large volume of water because we have all kinds of strategies for minimizing that creating zones that are activated so the water's not running all the time but um you know if if y'all move forward this we can work through kind of strategies to mitigate some of those [0:30:55, 0:30:58]: uh in max. So that's kind of the quick primer. [0:30:58, 0:31:18]: Um I guess uh does anybody have any questions or comments about the locations? Yeah, I actually I'll start this. Yeah, I do. I just want clarification about the uh uh the two systems, the recirculation system and flow through system. Now the the option that is right next to City Hall, that was option two. [0:31:19, 0:31:28]: That's right. Okay. And so that option would be like a a pool. And most of us live in in a community that has a pool. Right. And um [0:31:29, 0:31:46]: Of course, you have to have a uh um a maintenance or a pool maintenance type of company that would you know keep it at the right levels, like I think the pH levels or things of that nature for that pool. Now and I'm thinking that you're telling me in reference or telling us in reference to the water itself, um [0:31:46, 0:31:53]: Now for the recirculation that is more economical than the flow through. Is is that correct in a sense? [0:31:54, 0:32:14]: Um well there's so for recirculation. So just for quantity of water use, the answer is yes. Um you will not use as much water for the recirculation, but there's a there's a much higher upfront capital cost and as you know, as you mentioned, there's more maintenance cost, I think. [0:32:14, 0:32:18]: more regular maintenance costs because you have to have someone service it very regularly. [0:32:19, 0:32:39]: All right. And then but the flow through process cannot be used at the the actual option two, which is next to City Hall. That that is it can't we can use flow through at either of these locations. Okay. Option two just has a better we we feel like it's a more reasonable area to use a recirculation because we [0:32:39, 0:32:42]: We have better access for restrooms. That's kind of the key driver there. [0:32:44, 0:32:49]: All right. Thank you. Appreciate it. That's all I have for right now. And Mayor Pro Tem, I think you had your hand up there. [0:32:50, 0:32:51]: Go ahead, sir. [0:32:52, 0:32:55]: Yes. Oh my shit, I got yo, can you hear me? [0:32:55, 0:32:56]: Yeah, we got to go ahead. [0:32:56, 0:32:59]: Yeah, I just want to make sure my computer's been acting up a little bit. [0:32:59, 0:33:06]: Uh I certainly uh like the idea of recirculating the water. It's conservation. [0:33:06, 0:33:11]: And that's one of the things that we certainly want to lean to and I would think, in my opinion, if you ask me. [0:33:12, 0:33:14]: Is the conserving water? А you know we've had uh [0:33:15, 0:33:19]: droughts here in the past and that kind of thing. And the last thing we want to do is to be [0:33:19, 0:33:20]: contributing to [0:33:21, 0:33:25]: uh you know, extra water usage. So recirculation certainly sounds like [0:33:26, 0:33:27]: Uh the way [0:33:27, 0:33:29]: Uh, in terms of conservation for water. [0:33:30, 0:33:33]: And l less water usage over time, obviously. [0:33:33, 0:33:36]: The cost saving would be dramatic in terms of [0:33:36, 0:33:38]: Рециркувати вода. [0:33:39, 0:33:42]: It wouldn't just be minimal because if you're talking about that volume of water. [0:33:43, 0:33:47]: uh on an hourly basis, those that's gonna be a tremendous amount of money. [0:33:47, 0:33:49]: Uh three hundred gallons an hour, I think you said. [0:33:50, 0:33:52]: Uh in some cases so [0:33:52, 0:33:58]: versus versus recyc recycling at three hundred gallons every hour. I mean in a in a twenty in a [0:33:58, 0:34:05]: twenty-four hour period, just multiply that three hundred gallons or or however long you eight hour period if you ran it for that long. [0:34:06, 0:34:10]: Just multiply that times three hundred gallons and you just understand the cost savings. [0:34:10, 0:34:13]: Uh let me make one thing perfectly clear. [0:34:13, 0:34:23]: Alexander Lake is not lake named after me. It is uh this is if you look at if you go up to Panola Mountain State Park. [0:34:24, 0:34:27]: Uh, there is a Alexander Lake feature, and I think they took this. [0:34:28, 0:34:30]: From uh the Alexander Lake. [0:34:30, 0:34:32]: Feature at Panola Mountain State Park. [0:34:33, 0:34:36]: If you go up the panola mountain, they have the South River. [0:34:37, 0:34:43]: Uh and then you would have the the actual Panola mountain itself. So it really kind of brings all of that right. [0:34:44, 0:34:47]: Into the city, and I hope at some point. [0:34:47, 0:34:49]: Is to extend our trail. [0:34:49, 0:34:51]: Uh, to the point where we can tap in. [0:34:51, 0:34:56]: and actually have wouldn't wouldn't think about that idea that folks could actually park here. [0:34:57, 0:35:02]: uh at the Panola Mountain display and then actually walk to Panola Mountain. [0:35:02, 0:35:05]: Uh from Stockbridge as a tourist attraction. [0:35:05, 0:35:11]: 'Cause right now when you go out there you gotta park at Panola Mountain and you have to actually pay a five dollar fee. [0:35:11, 0:35:13]: Whereas if you were able to park here. [0:35:14, 0:35:16]: You'd have a great walk up the village park. [0:35:18, 0:35:23]: Uh Panola Mountain State Park. I just wanted to make that clear. No, this is not related to me. [0:35:23, 0:35:24]: But in the end [0:35:24, 0:35:28]: I think I love this option and man the creativity. [0:35:29, 0:35:31]: That you guys put into this. [0:35:31, 0:35:33]: Option is amazing. [0:35:33, 0:35:34]: And just to think about [0:35:35, 0:35:36]: The idea of [0:35:36, 0:35:39]: This is the main entrance to the amphitheater, right? [0:35:41, 0:35:44]: So if if if you're coming through this side. [0:35:45, 0:35:49]: Imagine this and and the one thing about this flash pad. [0:35:49, 0:35:52]: It actually fits into the city's overall v uh [0:35:53, 0:35:55]: Project plan because we've had a splash pad [0:35:56, 0:35:58]: I I I wrote a a fountain splash pad. [0:35:59, 0:36:06]: uh on our plate for now since twenty sixteen, trying to decide where it's gonna go, what we're gonna do. [0:36:06, 0:36:08]: And to be able to add it here. [0:36:09, 0:36:21]: And the added feature is the amphitheater will only be able to be used for a couple of maybe three or four events a year. This can be used every single day. Talk about a tourist attraction. [0:36:21, 0:36:25]: And to be able to produce in the end, it's not about the water. [0:36:26, 0:36:30]: It's not about the amphitheater. It's about economic development. [0:36:30, 0:36:35]: So though that foot traffic in downtown will draw the coffee the coffee shop. [0:36:36, 0:36:40]: Uh withdrawal the restaurants that we're looking for because they need [0:36:40, 0:36:42]: foot traffic and they need people downtown. [0:36:43, 0:36:47]: So I actually l this particular version because it actually [0:36:47, 0:36:49]: Greets the Greeks. [0:36:49, 0:36:50]: Um [0:36:50, 0:36:53]: Visitors just like when you go to Centennial Park. [0:36:53, 0:37:03]: Uh so could you show a few pictures of the actual fountains themselves? Uh uh could you show a few pictures? I think you know the t the this the um [0:37:03, 0:37:08]: The presentation was very good and technical, but let's see some renderings of the actual fountains. [0:37:11, 0:37:12]: Options, yeah. [0:37:15, 0:37:35]: Yeah, I think that would definitely be next next steps would definitely be going would be going to that level of design for sure. Um, but thank you. And I want to give Peyton credit. This is his idea. And and you keyed in on his uh on Peyton's thinking, and that was the trails coming right by here. Let's connect these two things. Um [0:37:35, 0:37:45]: uh you know, physically connect these two things and drive uh activity, you know, from town. To the to the park. So that's that's good. You picked up on that. [0:37:47, 0:37:59]: Let me ask another question here. Um, say for instance we go up this option and we recirculate the water and this is right there in front of the amphitheater. Is there some type of security or or fence that we would have to have that [0:37:59, 0:38:05]: in this aspect is it's some decorative activity or wall or something along those lines that'll go around this as well. [0:38:07, 0:38:08]: Was it very simple open? [0:38:08, 0:38:28]: You these you know we do these we do these things all the time. They're open. Um, you know, you we now we do you can see we've got some stuff up by the road, uh some barrier plantings and the like. Uh we want to keep views open into it so people can see it. It's important because that will, you know, that will draw people into it. [0:38:28, 0:38:43]: Um, but there's there's no requirement to have fencing around it, uh, because that that is how it is, a little different from a pool because technically there's not standing water. Um and [0:38:43, 0:38:53]: I'm not really aware of any security issue on any of these that we've done elsewhere. We integrate them a lot into town centers. [0:38:54, 0:38:55]: Uh [0:38:55, 0:39:06]: projects and and even just regular park projects. And um, you know, once you turn the water off, there's nothing there for people to do. So uh you can kind of control activity that way. [0:39:07, 0:39:11]: All right, thank you. Uh council, any other questions at all uh about this uh [0:39:12, 0:39:15]: Uh about this. Uh Council Camp, go right ahead, please, Ms. Camp. [0:39:15, 0:39:26]: Oh thanks. Um actually this falls right online with the LCI. It does. So I'm really excited about that. It spalls right in the and we've been trying to get it for a while. [0:39:26, 0:39:27]: So [0:39:28, 0:39:39]: We've been trying to get it for a while. So I really appreciate this and I'm excited about it. I hope that we can, you know, that it fits within our budget and financials and everything works out perfect. [0:39:39, 0:39:43]: Um but it's it moves right on along with the LCI. [0:39:44, 0:39:45]: And I love it. [0:39:45, 0:39:46]: Good deal. [0:39:46, 0:39:48]: Awesome, you're right. It certainly does. [0:39:49, 0:39:53]: Okay, um any other comments from the council? Anyone else? [0:39:54, 0:39:56]: About this at all. Thoughts? [0:39:57, 0:39:59]: Go ahead, please. [0:39:59, 0:40:08]: So I like the uh idea and vision of this. Um just uh the look of this from the streets. [0:40:09, 0:40:12]: It is going to attract people um to the amphitheater. [0:40:13, 0:40:18]: I just I'm excited about all the new changes that are coming to the city. [0:40:18, 0:40:20]: This thing, um [0:40:20, 0:40:32]: one of the another area where kids can come and play free to be kids. Are you gonna also have the rock climbing displays as well? [0:40:33, 0:40:53]: Yeah, I mean I so one of the great things about this space is it's pretty big. So um, you know, we've got a number of other things like playworms, uh this um climbing boulder, the Penural Mountain climbing boulder. So all that is meant to be uh interactive, kind of naturally uh a natural focused kind of play area. [0:40:53, 0:41:00]: Yeah, and also some open space too. So it's really a park, it's really a a little parklet with uh an interactive water feature in a [0:41:02, 0:41:03]: Very very flexible. [0:41:04, 0:41:08]: I don't know. Um so will there be? [0:41:09, 0:41:13]: Sidewalk well, I guess there is sidewalks around this. [0:41:14, 0:41:18]: um if you wanted to come through downtown and ride a bike. [0:41:18, 0:41:19]: Was your game? [0:41:20, 0:41:40]: Definitely. Yeah, we have really good access uh to this. Um, you know, we upgraded a lot of the access with the amphitheater project as well, um, but there's a sidewalk all along East Atlanta Road. Um uh that that links to the railroad tracks, so [0:41:42, 0:41:43]: Um [0:41:45, 0:41:50]: I know there'll be sidewalks on East Atlanta Road. I mean um anywhere around the [0:41:51, 0:41:53]: vicinity of the splash pad. [0:41:54, 0:42:05]: Oh you mean in inside the yeah, um we haven't gotten to that level of detail, but the entire part will be accessible. So sorry, I didn't understand your question. [0:42:05, 0:42:14]: Okay. Brian, why don't you flip to the overall view really quick that shows the promenade, the amphitheater in this location with City Hall behind it. [0:42:17, 0:42:37]: So that's kind of external circulation and then and then internally everything. I mean, we're required to make everything accessible, but really one of our one of our design drivers just kind of as a firm is universal accessibility for exterior spaces. So that's something you can see that theme actually in the amphitheater. [0:42:37, 0:42:48]: as well. There are a lot of curveless areas. You know, we want as many people to be able to use these spaces, you know, with as many different modes of of uh modality as possible. So [0:42:52, 0:42:53]: Thank you. [0:42:53, 0:42:53]: Mm-hmm. [0:42:54, 0:42:57]: Anybody else, any other council members, any other comments about uh [0:42:58, 0:42:59]: The options one or two. [0:43:00, 0:43:02]: And your thoughts about Councilman Thomas, you're unmuted, sir. [0:43:03, 0:43:16]: Yes, um I I I'm going to concur with everyone else. I think this is a great feature. As uh Mrs. Gantt mentioned, you know, we have talked about this for a while going back um many years. [0:43:17, 0:43:20]: uh you know before twenty sixteen [0:43:20, 0:43:23]: Uh we also Charlot talked about a [0:43:23, 0:43:25]: seasonal skating rate. [0:43:26, 0:43:30]: Uh so you know these type of conversation have been going on for a while. [0:43:30, 0:43:33]: My only concern is and I know um [0:43:34, 0:43:37]: You know, we can operate this at at our will. [0:43:37, 0:43:40]: I I I just don't know um [0:43:41, 0:43:53]: if this should be operational doing concerts because as uh councilwoman barber mentioned you have to allow kids to be kids. Um it will be allowed. Uh I'm visioning um [0:43:54, 0:43:59]: The one in Savannah and I usually uh walk to that area and um [0:43:59, 0:44:02]: You know, kids and even adults too. [0:44:02, 0:44:09]: You know, they're out splashing, having a great time and it and it is very loud. So, but I know we do have that option. [0:44:09, 0:44:14]: uh to to operate at will but I think just on a everyday basis. [0:44:14, 0:44:18]: Uh when there are no concerts going on, I I think this would be great. [0:44:19, 0:44:22]: Uh originally I I did have some concerns about [0:44:22, 0:44:25]: Uh, option two as far as the location. [0:44:25, 0:44:37]: and uh obstruction to the amphitheater. But as we got into the discussion, I see where option two location is is is probably uh beneficial. [0:44:38, 0:44:41]: uh to to the whole overall scheme. [0:44:41, 0:44:46]: And the landscape of um you know City Hall and the amphitheater. So [0:44:46, 0:44:50]: Uh, I guess at some point in time we will get into [0:44:50, 0:44:51]: Cost. [0:44:51, 0:44:55]: And and I think that's what's going to uh drive [0:44:55, 0:44:59]: Um, you know, everything that um we want to accomplish today. [0:45:00, 0:45:01]: Thank you. [0:45:01, 0:45:05]: Thank you, sir. Anybody else? Any other council members and comments? [0:45:06, 0:45:09]: Mayor Mayor, can you hear me? Yeah, go ahead, Councilman Blount. Go ahead, sir. [0:45:10, 0:45:16]: Yes, we gotcha. Yeah, mayor, I just wanna say that, you know, when I came in uh first came into office in twenty sixteen, um [0:45:17, 0:45:23]: You know, there was a lot of talks about different projects and some of'em are now coming to fruition and they're we're moving things forward. [0:45:24, 0:45:39]: And you know, I I saw a drive such a and and I think you Councilwoman Gantt because I know that you was really harboring on, hey, let's get this splash, splash, splash, pan, you kinda even wanted some kind of combination. I think at one time uh during the uh holiday. [0:45:39, 0:45:41]: Um that year. [0:45:42, 0:45:50]: But this council is is is aggressively moving forward and I think it's a great thing that we're sitting here planning not only to see what we want and how we want it. [0:45:51, 0:45:53]: But to also come up with a um [0:45:53, 0:46:04]: a financial plan in order to not only sustain it, have sustainability, but but to actually make sure that when we lay these foundations that it that it's gonna be something that's [0:46:04, 0:46:11]: just great for the citizens and uh and it's just uh uh it's it's it's a it's it's a great day in city to stop bread and I just uh [0:46:11, 0:46:24]: Thank you all uh with TSW for uh the work and efforts that you all are doing, sta and and the work the staff is doing. And uh commend my council members, uh colleagues, if you will, for the work that uh that we're doing. [0:46:25, 0:46:28]: Good to appreciate that. Um [0:46:28, 0:46:30]: In the comments. Anybody else? [0:46:32, 0:46:40]: How about a Ms. Knight and sir? You have some comments at all uh as well. I think Councilwoman uh Barber is is has her hand raised. I'll defer I'll I'll [0:46:41, 0:46:41]: All right. [0:46:42, 0:46:43]: Councilman Barber, go ahead. [0:46:43, 0:46:49]: I wanted to ask and I don't know. So um from the East Atlanta Roadway. [0:46:49, 0:46:56]: Is there any kind of I know we're getting way fine, way fine signage, um, but is there [0:46:57, 0:47:01]: And I don't even know how to explain it, but um something [0:47:01, 0:47:02]: Uh [0:47:02, 0:47:06]: a call display or anything that's going to have [0:47:06, 0:47:07]: Um [0:47:07, 0:47:09]: the wording amphitheater. [0:47:10, 0:47:10]: Um [0:47:11, 0:47:14]: Any sign wall [0:47:15, 0:47:20]: Yep. I don't know if that's something that was included in the original plans or [0:47:21, 0:47:26]: Yeah, I I believe I believe what's happening that we had another um um [0:47:26, 0:47:37]: Falcon Design, I believe, is working out the wayfinding signs to give direction to the downtown area to aver to to s direct people to our area. I'm talking about something more of a um [0:47:38, 0:47:44]: monumental a monument or a wall uh [0:47:44, 0:47:46]: I don't know. [0:47:47, 0:47:58]: Councilwoman Councilwoman Barber, yes, there there's always been um and it's been delayed because of the roadwinding project primarily, but there's always been a plan for a large [0:47:58, 0:48:05]: essentially a video board uh sign um near the corner of East Atlanta near the fountain. Right. [0:48:06, 0:48:08]: And that and and part of the [0:48:09, 0:48:19]: Delay of putting that up was because of the roadway project, having that right turn lane uh constructed and making sure that the dimensions were right and so forth. And and actually TSW was working on [0:48:19, 0:48:23]: have been working on that for us. So there would be a sign there that would [0:48:23, 0:48:28]: um advertise uh obviously events at the amphitheater but but general [0:48:29, 0:48:42]: um general meetings uh that the city council is holding or city is holding as well as uh pointing people to um hopefully our our our amphitheater entrance splash pad so forth. [0:48:45, 0:48:46]: Okay, thank you. [0:48:46, 0:48:47]: Mm-hmm. [0:48:48, 0:48:49]: All right. [0:48:49, 0:49:03]: Um any other comments or questions? Oh Mr. Knight, did you I'm sorry, back to you, sir. You have some additional you anything you needed to add or talk about. I just want to make sure that uh council had had uh uh finished uh any any questions or comments they had and [0:49:03, 0:49:11]: I assume that uh this option number two, it I guess it is, is what the council would like to see is option two. Is that what I'm hearing? [0:49:11, 0:49:20]: I would say so. Yes. Okay. So we're planning then to move forward with option two as the location for this interactive water feature. [0:49:23, 0:49:23]: Right. [0:49:24, 0:49:28]: Okay. So mayor Yes, sir. Councilman Blaunt, go ahead. [0:49:29, 0:49:38]: Yeah, um I I totally one hundred percent concur with what uh councilwoman barber is saying. Um, because we s I still talk to citizens that don't [0:49:39, 0:49:43]: Creaking that area stop bridge and and they have no idea. [0:49:44, 0:49:53]: uh how beautiful things are happening with this amphitheater or even Pat being able to go in that area and look at it. So I I think that [0:49:54, 0:50:02]: the wayfinder signage to the amphitheater, I think that should be up now. Uh what's inevitable is that the amphitheater is going to be there. [0:50:03, 0:50:03]: Uh [0:50:04, 0:50:10]: And I think that when you come out the interstate, if if just like when you go to i other places, when you come up the interstate, it's important. [0:50:10, 0:50:13]: Which way to go get your driver's license? I think that we should have [0:50:14, 0:50:17]: Sign is already pointing showing which way the amphitheater is and that's [0:50:17, 0:50:19]: That's beside the uh [0:50:20, 0:50:40]: the uh electronic board that we're talking about by uh city hall, that should already be right now. I mean it's inevitable. So why don't we already have a sign and so people say, oh amphitheater, let me drive over there. Even though it's closed and they know that at least people can have an opportunity to know that something's going on over there and they can drive by and see it and see [0:50:40, 0:50:41]: Say, wow, I can't wait on that. [0:50:42, 0:50:44]: You know, w we got we gotta do things that just [0:50:45, 0:51:00]: tweet the citizen and give them excitement just like we are. And I think wayfinder signage uh for the amphitheater should should be right like right now. Uh even if it's something we say, hey, we want this unified signing throughout the city, but something should be out, I believe, right now. [0:51:01, 0:51:12]: Okay, sir. Thank you. We'll have to follow up on that with with Falcon Design as well. Uh okay, Councilman Thomas. I'm sorry. Go ahead. I wanted to know from Mrs. Hubble. [0:51:13, 0:51:14]: Um [0:51:14, 0:51:27]: When will we get into cost analysis? Um, and Mr. Night, I defer to you. Is this something that we would discuss today or we would discuss discuss finance at a later time? [0:51:28, 0:51:34]: I think probably when they design it, but I can give you a scale of magnitude. I can give you a broad estimate right now. [0:51:34, 0:51:36]: Okay, that'd be great. [0:51:36, 0:51:37]: Okay. [0:51:37, 0:51:41]: And I'll I'll also defer to TSW, but in my conversations with them. [0:51:41, 0:51:45]: You would probably be looking at and I can't remember which option. [0:51:45, 0:51:47]: Uh may have been [0:51:47, 0:51:51]: Between the two, but I believe you're looking at about five hundred thousand dollars. [0:51:52, 0:51:53]: So [0:51:53, 0:52:13]: So there so the that's the option one, of course. The option everybody likes is the right now is uh I I'm thinking and this is a ballpark number, so there's a lot of work that has to go into this uh into figuring this out for real. This is about [0:52:13, 0:52:18]: What we're looking at on the sheet right now, we're thinking is maybe about 1.7 million. [0:52:18, 0:52:21]: One point what? About seven point seven million. [0:52:22, 0:52:27]: Okay, option one. I'm waiting. Let me go back. Option one was about 500. [0:52:27, 0:52:35]: Option option one is about is about a half a million dollars. And here's why. Option one really is just [0:52:36, 0:52:48]: Just I mean really it's just the splash pad there are already walls in place and some of that. A lot of the infrastructure over there already exists. And if you're just talking about the the interactive water feature component. [0:52:50, 0:53:00]: void of everything else that you're looking at on this sheet, which really is a park. Um, you know, the the actual water feature part it's probably about a half million dollars. [0:53:00, 0:53:01]: Um but [0:53:02, 0:53:11]: But with the ri you know, with the researchation uh comes a restroom and then all the other modifications we'd have to make to make this a park. [0:53:11, 0:53:31]: Um, you know, there's a lot there. So I mean, we can at the next level design, we can work through all that and break it down so that everybody can understand where the money's going. We can also change design. I mean, you know, uh I think I think one key aspect, you know, the the the really important aspect. [0:53:31, 0:53:51]: is if you're gonna do it deciding where you're gonna do it right now, that impacts construction. The other side especially uh impacts construction potentially. So um so the good news is the size that you like most actually has the least impact on the current construction, which buys us a little bit of time. [0:53:51, 0:53:56]: to kind of work through some of the um design program issues and budget [0:54:00, 0:54:10]: Well you well then no, I mean that's it's it's good to know'cause, you know, um for planning purposes and for the council to understand in terms of the scale of magnitude. [0:54:11, 0:54:15]: I I want to mention one other thing, but I see Mayor Proteum Alexander's hand. [0:54:16, 0:54:24]: All right, sir. I mean, do you want to uh finish your comment, Ms. Knight, or you uh defer I'll I'll I'll after after Mayor Pro Tem Alexander. Mayor Pro Tem Alexander, go ahead, please. [0:54:25, 0:54:35]: Yeah, the first thing that I would say is is I think you're looking at that building structure, which is the restroom and the vending area, how expensive how how expensive is that? [0:54:36, 0:54:38]: And that i is that even necessary? [0:54:38, 0:54:42]: That I would start right there when you talk about paring down the cost'cause you have [0:54:42, 0:54:46]: uh restrooms right there in the amphitheater building right behind it. [0:54:46, 0:54:49]: So that building in itself probably is. [0:54:50, 0:54:53]: Maybe five or six hundred thousand dollars it by itself so [0:54:54, 0:54:57]: That that we can start right. I think maybe we want to start right there. [0:54:58, 0:54:59]: Yeah. [0:54:59, 0:55:19]: And and one of the things I mean I totally agree. And one of the things that was really attractive about this location uh for the design team originally was the fact that y'all just made a major investment in restrooms not too far away and and figuring out there are some uh there are some uh issues or I guess [0:55:19, 0:55:39]: guess barriers to getting access there right now because of the way the the gates are and and the like and there's limited access to interior that. Um and I think we just would have to study how that might happen. But I agree um both both access to that and I'm not even really sure what's what's in City Hall. [0:55:39, 0:55:59]: uh on that side too there might be an opportunity there we just haven't studied it in detail but i think that's the lowest hanging fruit uh from a budgetary standpoint because you're right that's a half million dollar building uh you know we build those you know we build those all the time and that's about how much that building's gonna cost so right so we we can take a half a million dollars out of the [0:55:58, 0:56:02]: project, I think. Let's start right there. Yeah. [0:56:02, 0:56:20]: Well, I will tell you, um I'll tell you in this case, I have to disagree with that. I think if you're gonna have a park, you need to have a restroom on there because you're dealing with young kids. And you're talking about if you have young kids that need to use a restroom, you'd rather them go to a facility close by versus going fifty or almost a hundred yards away to [0:56:20, 0:56:22]: get to something at the amphitheater. [0:56:22, 0:56:27]: And uh being familiar with a a a pool, a large pool in my community. [0:56:27, 0:56:33]: having access to a restroom close by is is I think is a needed uh n necessity. [0:56:33, 0:56:34]: Yeah, I'll grab it. [0:56:34, 0:56:45]: I mean, that's my opinion, you know, in this aspect. But I think we would need to have uh some active restrooms close by. Because if you don't, if young folks, unfortunately, it could even be adults. [0:56:45, 0:56:52]: you know, would would do something in the water and then you have to shock it and then you have to analyze it and and cleanse it and then that means it shuts everything down. [0:56:53, 0:56:54]: So um [0:56:54, 0:56:56]: I I recommend keeping uh restrooms on site. [0:56:57, 0:56:59]: Yes, I really agree. [0:56:59, 0:57:19]: with your assessment, how far is the West Building? I mean, how many literal literally, how many feet is it? It's just right across the sidewalk. Yeah, but the the one concern, if I may, uh mayor, the one concern one concern with that is the the restroom buildings that are part of the amphitheater are going to be basically closed off. [0:57:20, 0:57:20]: Uh [0:57:21, 0:57:21]: You know. [0:57:21, 0:57:26]: Okay. Ninety percent of the time because they're they're internal to the amphitheater. [0:57:26, 0:57:33]: And if we're looking at uh this water feature splash pad, that's gonna be something that people will utilize basically on a daily basis. [0:57:34, 0:57:42]: And so you don't want, I don't think we would want people traversing thr or trying to get through the amphitheater, because I don't I think we wanna keep the amphitheater secured when it's not being used. [0:57:43, 0:57:45]: People coming back and forth that way. So [0:57:46, 0:57:47]: Yep, then five things. [0:57:49, 0:57:54]: Okay. Let me ask you one other question then. Do we have we have park money in Splas Five? [0:57:55, 0:57:56]: We do, yes. [0:57:57, 0:58:02]: Okay. So we do have some we've got a little bit of spots by that is correct. Yes, we do. Okay. All right. Thank you. [0:58:03, 0:58:09]: Uh councilman Thomas, go ahead, please, sir. Um in in this estimated cost. [0:58:09, 0:58:12]: Is the uh design cost built into [0:58:13, 0:58:19]: um the quotes that we've heard thus far as costs uh for the past. [0:58:21, 0:58:25]: Well, I I first want to just reiterate that is a [0:58:25, 0:58:43]: back and napkin number that I gave you. Um and we also haven't really done a detailed design on this. So so the answer is no. Those that's an estimate of what I think the hard cost is based on our experience uh building things like this. Um so their design costs would be on top of that. [0:58:44, 0:58:47]: Wow. Okay. Thank you. [0:58:48, 0:58:50]: Mayor. Yes, ma'am, go right here, please. [0:58:51, 0:58:57]: I would like to um remind council also [0:58:58, 0:59:08]: Um myself and Michael Harris at one time when he was the city manager, we looked at other options to help fund as far as grants were concerned to cons including the C D BG. [0:59:09, 0:59:16]: Um, I don't know if there will be eligible at this point, but at that time there was some uh possibility of being eligible for that. [0:59:16, 0:59:30]: um to help fund some things and I also um uh what councilman thomas was stating I also we also talked to people about a converted water feature which converted to an ice rink in the winter and a um [0:59:30, 0:59:31]: uh [0:59:31, 0:59:33]: Splash pad in the summer. [0:59:33, 0:59:37]: So those are things that we've looked at and there should be some records of it somewhere. [0:59:41, 0:59:41]: Okay. [0:59:42, 0:59:48]: Uh any further comments from the council before we go back to Mr. Knighton at all? [0:59:49, 0:59:56]: I would just say that this thing, I mean, it's it's a dream come true if you could actually put it together and we could find the financing. [0:59:56, 1:00:01]: uh for in splash five or as uh councilwoman Gantt suggested. [1:00:01, 1:00:04]: Now you wedded our appetite. It's like [1:00:04, 1:00:07]: We went on a shopping spree on uh [1:00:07, 1:00:27]: uh choose this on HGTV and we seen the the uh Maybox we can't go back to the Pinto after we seen the Maybach. You know what I mean? So this is the Maybach. So let's let's kind of take a look at it. And now my appetite's with it now just like wow [1:00:27, 1:00:31]: Wouldn't this be amazing? Now we just gotta figure out how to do it. [1:00:32, 1:00:35]: But good deal. Mr. Knighton, sir, you have some final comments? [1:00:36, 1:00:53]: Yeah, thank you. I I I do think uh the water feature there, the interactive water feature would be a tremendous complement to the um to the amphitheater property itself. I really do um obviously the cost uh matter is something to be considered, which we'll need to dive down on a little bit more. [1:00:54, 1:00:55]: Um but but [1:00:56, 1:00:59]: Will will continue to move forward in terms of [1:01:00, 1:01:05]: uh trying to get uh more detailed numbers on this location as mentioned by the council. [1:01:06, 1:01:13]: Um, the one other thing I wanted to mention before we left the amphitheater property was something I began to think about a little bit more last night. [1:01:14, 1:01:15]: Um and looking at these. [1:01:16, 1:01:19]: Locations and designs, one thing that had been considered [1:01:20, 1:01:22]: Was some type of [1:01:23, 1:01:24]: facility or building [1:01:25, 1:01:26]: for management company. [1:01:28, 1:01:28]: When we [1:01:29, 1:01:34]: When I started thinking about this, um, and then had a further conversation with Heather actually this morning. [1:01:35, 1:01:37]: The will call building itself. [1:01:38, 1:01:44]: has um the window that faces city hall. I'm talking about one of the four buildings that are currently [1:01:44, 1:01:46]: uh been constructed there. [1:01:46, 1:01:48]: And it has um [1:01:48, 1:01:50]: We have two offices in it. [1:01:51, 1:01:53]: That one right there that Heather's showing you. [1:01:53, 1:01:53]: Mm-hmm. [1:01:54, 1:02:00]: It has two offices in it, one uh a general office, then it has another kind of a slash security office in it. [1:02:01, 1:02:05]: Вич, квайт Онесли, домой бабат і проблікин суфіс фор. [1:02:06, 1:02:07]: A management company. [1:02:08, 1:02:13]: uh personnel to operate out out of. It also has a very large storage area, has two storage areas. It has one [1:02:14, 1:02:18]: It's right there near the ticketing window and has a much larger storage area. [1:02:18, 1:02:21]: Um in the building itself and so [1:02:21, 1:02:23]: As I think about this more. [1:02:24, 1:02:26]: I'm not sure that we really need another building. [1:02:26, 1:02:29]: That the management company could operate. [1:02:29, 1:02:33]: out of that building um as it's currently designed and constructed. [1:02:34, 1:02:35]: And so [1:02:36, 1:02:36]: Um [1:02:37, 1:02:38]: I wanted to mention that. [1:02:39, 1:02:41]: Um, because [1:02:42, 1:02:45]: Again, when we look at functionality and we look at [1:02:45, 1:02:51]: overall cost, I think we may have our answer there already with respect to any [1:02:51, 1:02:52]: Um [1:02:52, 1:02:56]: management company function out of that particular or uh on the location. [1:02:58, 1:02:59]: So that's good, mayor. [1:03:00, 1:03:01]: Yeah, go write it, sir. [1:03:01, 1:03:06]: So that that building was actually uh factored into the amphitheater costs. [1:03:07, 1:03:18]: It's already built. Yeah, it's one of the ones that's already built. I'm saying uh a the the secondary proposed building for oh oh it was it was not originally. No okay, okay. [1:03:20, 1:03:40]: All right. Well, that's a that's a good thought, uh Mr. Night. That's that that maybe that'll that'll really work for us in that aspect as well. If that's a case of saving us from saving us from spending a certain amount of money and maybe you analyze or utilize that money for somewhere something else. Okay. Um before we move on, uh any other comments in reference to the splash pad? And [1:03:40, 1:03:42]: uh thoughts or comments before we move on. [1:03:43, 1:03:44]: No one else. [1:03:46, 1:03:51]: All right. Well let's uh move on to the next uh project that you want to highlight for us. [1:03:51, 1:03:52]: But uh Heather? [1:03:53, 1:03:55]: That would be the cultural arts center. [1:03:55, 1:03:55]: Sure thing. [1:03:56, 1:03:58]: Um so let's get into this discussion. [1:03:59, 1:04:03]: Um so this is the perspective we've y'all seen before. [1:04:03, 1:04:04]: Of kind of [1:04:04, 1:04:06]: what the cultural arts center could look like. [1:04:07, 1:04:15]: Um, and I just wanted to talk quickly about kind of the iterations we've gone through uh in the past years. So we started with kind of a rough concept. [1:04:16, 1:04:26]: um in 2018, then we went to what I'm calling the wish list concept, which you know greatly increased kind of from that original concept what the square footage could be. [1:04:26, 1:04:28]: Had classrooms. [1:04:28, 1:04:29]: Um [1:04:29, 1:04:32]: A full blown kind of uh black box theater. [1:04:33, 1:04:39]: I had a lot of bells and whistles. So we went from that plan because that obviously increased the price of this project. [1:04:39, 1:04:40]: Uh [1:04:40, 1:04:50]: and you know, based on council feedback to a reduced program, which was really about highlighting or maintaining the functionality inside of the theater, which are the um [1:04:50, 1:04:55]: blue component so that it could be community theater or it could be a traveling show. [1:04:55, 1:04:58]: That that um theater really could handle. [1:04:58, 1:05:00]: А лов different performance types. [1:05:00, 1:05:05]: And then also keeping a focus on kind of the um assembly spaces. [1:05:05, 1:05:10]: So uh the museum, the gallery, as well as the ballroom. [1:05:10, 1:05:18]: uh which are rendered uh in red. These are just the first floor plans, but I kind of wanted to recapture kind of where we've been with this project. [1:05:20, 1:05:31]: Um, so last time we um did a council workshop that I presented on this, there was just a a couple of pieces of feedback. One was to make sure that we could get over [1:05:31, 1:05:36]: three hundred seats inside of this theater. So we do have uh currently now [1:05:37, 1:05:37]: Um [1:05:37, 1:05:47]: three hundred and twenty-one seats. So those are selling seats and that includes the floor seating, the box seating, the balcony seating, and the balcony box seating. So all of that. [1:05:49, 1:05:57]: Uh and then there was also feedback that we want to make sure that the ballroom itself could handle over or at least 300 folks. [1:05:57, 1:06:08]: So that is the one change you see in these plans is that we've extended the ballroom out over the gallery space so that we can actually get now about three hundred and twenty folks. [1:06:08, 1:06:20]: um sitting at round tables for a sit-down dinner. This is tight at uh 320. I think a 300 will feel much better uh you know taking a few of those seats out. [1:06:20, 1:06:21]: Um so [1:06:21, 1:06:27]: You know, these are these are the program components that were asked for in the feedback. So I wanna make sure that um [1:06:27, 1:06:28]: I talked about that. [1:06:30, 1:06:30]: Um [1:06:31, 1:06:31]: So [1:06:31, 1:06:41]: You know, when this budget was presented or when this project was presented uh in March twenty twenty, um we gave you a order of magnitude cost from thirteen million [1:06:42, 1:06:43]: Um to [1:06:44, 1:06:45]: uh twenty six milyen. [1:06:46, 1:06:51]: And council has approved uh what I understand is the fourteen million project uh construction. [1:06:52, 1:06:54]: So all in budget. [1:06:55, 1:06:56]: So [1:06:56, 1:06:58]: Randy, of course, reached out to me about [1:06:58, 1:07:02]: the approved budget and wanting to move forward. Um [1:07:02, 1:07:08]: He and I both thought together that uh before we head down and start spending professional fees, uh [1:07:09, 1:07:14]: manipulating this building and kind of moving it forward that we should have a detailed cost estimate done. [1:07:14, 1:07:17]: Um so we brought in ADE uh [1:07:17, 1:07:20]: cost consultings who are part of our on call [1:07:20, 1:07:21]: Um group. [1:07:21, 1:07:26]: ADE all they do is construction cost estimates, uh detailed estimates. So [1:07:27, 1:07:35]: They provided a very detailed estimate. Um, and I'm not sure if everyone uh on the council has seen it. Rand uh Mr. Knighton does have it. [1:07:35, 1:07:37]: Um so you can achieve it. But I wanted to kind of [1:07:38, 1:07:40]: Capture what that is. So [1:07:40, 1:07:43]: We had a rough order of magnitude anywhere from thirteen million to um [1:07:43, 1:07:45]: uh twenty six milyen [1:07:45, 1:07:47]: Council approved fourteen. [1:07:47, 1:07:52]: We've had this uh detailed cost estimate to make sure that we were capturing all the cost. [1:07:52, 1:07:59]: Um and what AD um what ADE has turned around to us is a hard cost of this current design. [1:07:59, 1:08:06]: Um at eighteen point four million with an additional soft cost of uh two million. [1:08:07, 1:08:14]: Then kind of furnishing it an owner contingency, those are wrapping about three million with a total project budget of [1:08:15, 1:08:19]: uh twenty three million, twenty three point five million. So it falls into the [1:08:19, 1:08:25]: order of magnitude cost range that I gave, but it's more than what's been approved by council. [1:08:26, 1:08:27]: Um so [1:08:27, 1:08:36]: What we need to do is go into a VE stage of kind of pulling this these project costs, these uh cost of construction in. [1:08:36, 1:08:39]: So your soft cost, your contingency, your furnishing. [1:08:40, 1:08:45]: Um all of those are multipliers on the hard cost, the cost of construction. [1:08:45, 1:08:46]: So we can pull down [1:08:47, 1:08:51]: The hard cost of construction, um, which is sitting at eighteen million. [1:08:51, 1:08:53]: Uh, and get it down below two million. [1:08:54, 1:08:56]: I'm sorry, uh twelve million, excuse me. [1:08:56, 1:09:00]: Um, then you know, everything else will reduce as well. [1:09:00, 1:09:08]: So what I'm gonna talk to you about now is we need to basically pull about six point four million dollars out of the [1:09:08, 1:09:14]: construction cost to get the other numbers to shrink down within the budget. [1:09:16, 1:09:17]: Questions about that? [1:09:18, 1:09:20]: That's a humdinger. [1:09:20, 1:09:24]: Yeah. Okay. Councilman Thomas, go ahead. I saw your hands. [1:09:27, 1:09:32]: I don't know, Mrs. Hubble, have you actually completed that, but I I wanted to get into [1:09:32, 1:09:42]: A discussion how we could reduce um to try to reach that 14. Uh, I wanted to ask questions uh centered around some of the landscaping. [1:09:43, 1:09:48]: Uh I know we need all the parking that we could get, but uh at some point in time in the discussion. [1:09:48, 1:09:58]: You know, we we want to try to talk about how we can get down. Uh Mr. Knight, let me ask if uh Mrs. Johnson and Mr. Peterson, are they available? [1:09:58, 1:10:00]: Are they here this morning? [1:10:02, 1:10:03]: You muted Mr. Knight. [1:10:07, 1:10:10]: You muted, sir. Miss Knighton, you're muted. [1:10:11, 1:10:13]: Sorry about that. They are not on the call. [1:10:13, 1:10:19]: Right now, council. At some point I I wanted to emphasize [1:10:20, 1:10:23]: The the significance and the importance of [1:10:24, 1:10:25]: Cultural arts. [1:10:25, 1:10:29]: Um, you know, here in the city of Stockbridge and and how [1:10:30, 1:10:31]: Um, you know [1:10:32, 1:10:34]: The whole entity of of the arts. [1:10:35, 1:10:39]: And economic development, how it meshes, how it go hand in hand. [1:10:39, 1:10:42]: Uh but even with that discussion. [1:10:42, 1:10:44]: I think realistically, um [1:10:45, 1:10:48]: We'll have to talk about how we get down to to the fourteen. [1:10:49, 1:10:51]: And so we need some options. [1:10:51, 1:10:55]: uh, you know, cutting options. But I will say too that the [1:10:56, 1:11:01]: Um, you know, this facility is also a revenue. [1:11:02, 1:11:05]: generating facility, you know, which we hadn't talked about. [1:11:05, 1:11:07]: Um much. [1:11:07, 1:11:09]: Uh the um [1:11:10, 1:11:11]: The barroom. [1:11:13, 1:11:14]: Um [1:11:14, 1:11:16]: And the theater. [1:11:16, 1:11:17]: In particularly [1:11:18, 1:11:20]: Uh those um [1:11:20, 1:11:21]: Components. [1:11:22, 1:11:24]: uh that are revenue generating. [1:11:25, 1:11:27]: Uh, we talked about being able to compete. [1:11:28, 1:11:34]: Uh not with our own Mermandus uh in in this case, but there are other venues. [1:11:34, 1:11:37]: uh within Henry County and neighboring counties. [1:11:38, 1:11:41]: That we want to be able to uh compete with as far as [1:11:41, 1:11:42]: Um [1:11:43, 1:11:45]: This facility being available. [1:11:45, 1:11:51]: Um and we know that you know with this three hundred and twenty some art numbers. [1:11:51, 1:11:55]: uh for the uh ballroom and we know how [1:11:55, 1:12:01]: Uh with some activities at the Mural Maners Conference and we know how that sort of packs out, but [1:12:01, 1:12:03]: I I just don't want us to lose sight of [1:12:04, 1:12:07]: potentially, you know, the revenue. [1:12:07, 1:12:14]: generating aspect uh of this, uh even though uh you know we will be offering cultural arts. [1:12:14, 1:12:15]: Um [1:12:15, 1:12:23]: type of uh society um amenity but uh I just want to get into that and and realistically as I stated earlier. [1:12:23, 1:12:26]: We do have to look at how we can get down to that fourteen. [1:12:28, 1:12:29]: Correct. [1:12:29, 1:12:43]: Uh I'd just like to add in, Councilman Thomas, uh I and maybe we haven't thoroughly discussed this, but as we look at the this uh building, this art center, um I was thinking that we probably have to have some type of full-time staff dedicated to [1:12:43, 1:13:03]: managing this as well. So even though we'll reduce it down and could reduce it down, we have that discussion obviously, and that we would um look at uh gener generating revenue from uh from the banquets or from the theater, there was also going to be a cost involving personnel and this thing to the [1:13:03, 1:13:06]: have to run this, I would say, uh on a daily basis per se. [1:13:07, 1:13:08]: Who forgot? [1:13:08, 1:13:17]: Let me mention one other thing real quick, Mayor, in reference to Councilman Thomas' question. Actually, Mr. Peterson has been listening on Facebook Live. He's listening to the conversation. [1:13:17, 1:13:20]: We'll get him a panelist link uh to be uh here. [1:13:21, 1:13:23]: on the panelist uh forum. [1:13:23, 1:13:31]: Uh as well. But yes, we were planning to as part of Miss Ms. Hubble has not gone through her complete convers or the presentation. [1:13:31, 1:13:36]: But there are things here that we want to discuss in terms of any cost reduction reductions. [1:13:37, 1:13:38]: Associated with the cultural arts. [1:13:41, 1:13:45]: So um so time to roll up our sleeves. Um [1:13:46, 1:13:51]: So here is just a snapshot of kind of the cover page of this cost estimate. [1:13:52, 1:13:54]: Uh so you can see the kind of different [1:13:54, 1:13:56]: Хард кост [1:13:57, 1:13:58]: divisions of construction. [1:13:59, 1:14:00]: Um so [1:14:00, 1:14:01]: Just to point out a few. [1:14:02, 1:14:07]: Um, you know, there's over two million dollars in demolition and site work. Uh there's obviously [1:14:08, 1:14:08]: Uh [1:14:09, 1:14:10]: Okay. [1:14:10, 1:14:14]: структур'зов [1:14:14, 1:14:23]: uh kind of in-place retaining walls, all of those things need to be kind of taken out and cleaned up to you know even start kind of the start the project. [1:14:24, 1:14:26]: So that's you know, there's a lot of [1:14:26, 1:14:33]: money in the site. And the site is quite huge. Uh there you know, there's big parking expanses. There's kind of a park in the front. [1:14:33, 1:14:38]: Um there's also a water feature. So there's a lot of co uh monies. [1:14:38, 1:14:40]: or pieces to that side. [1:14:40, 1:14:49]: Um there's also a lot of masonry shown in our design, uh both in the horizontal surface and in the vertical surface. So that's coming in around two million dollars. [1:14:49, 1:14:53]: Uh you know, your metal is primarily the structure of the building. [1:14:53, 1:14:57]: Um all of those pieces that are holding it up, the floors, the roof, the walls. [1:14:57, 1:15:01]: Um so you know there's there's a cost associated with that. [1:15:01, 1:15:03]: Um and then you know [1:15:03, 1:15:04]: Um [1:15:04, 1:15:06]: kind of the waterproofing of the building. [1:15:06, 1:15:10]: How we keep it safe from water coming inside. [1:15:10, 1:15:14]: Uh and then there's a big cost to the windows. We're showing a lot of windows, so [1:15:14, 1:15:20]: We can pick we can pick on we can start to pick on some of these components and reduce them, in other words. [1:15:21, 1:15:22]: To start bringing cost down. [1:15:23, 1:15:32]: So masonry is one place that we can do it. Windows is another place. Uh finishes are really all the things on the interior. So that's coming in at about uh, you know [1:15:33, 1:15:37]: one point four million. So we can pick on that number as well and kind of reduce it out. [1:15:38, 1:15:58]: Uh but this is where you see the cost. Um this large electrical cost at the bottom, um about half of that is just kind of the theater special features. So the rigging and the lights and the catwalks and all of those kind of things that uh are kind of what you have to have to have a functioning theater. Uh so that's the [1:15:58, 1:16:01]: reason for that kind of big number there. [1:16:02, 1:16:08]: Uh so all of that kind of har uh you know actual construction cost is about fourteen point nine. [1:16:08, 1:16:18]: And then you have uh the general conditions, the bonding, there's an escalation number in here because it's at least uh, you know, we're probably talking end of the year construction starting. [1:16:19, 1:16:19]: Um [1:16:20, 1:16:28]: So there's an escalation cost here, the you know, the contractor's fee, and then there is a design contingency. So we're just a concept. [1:16:28, 1:16:33]: Um and monies are gonna fluctuate or up and down budget. [1:16:34, 1:16:51]: as far as you know as things start to design, there might be some unforeseen costs. So this is a design contingency that as you move forward in the design will go away as we as unknowns are no longer existing. But there is a hold in number here uh for that kind of uh [1:16:52, 1:16:52]: Work. [1:16:53, 1:16:58]: Uh,'cause you don't wanna all of a sudden be over your budget again just because of that we're doing this cost at the beginning. [1:17:01, 1:17:14]: So uh we need to VE about six point four out of the project and that will start to reduce um the kind of back end cost as well, since those are percentages on top of the hard cost. [1:17:15, 1:17:16]: So [1:17:16, 1:17:34]: Uh item number one, there's two breakouts here. Um so this is kind of picking on some of the things that we can lose from the design and still have functionality. So one thing we can kind of either reduce or take take off is this front hood structure. So there's obviously a cost to that. It's beautiful. [1:17:34, 1:17:42]: Um, but we can, you know, take that out of the project. So that would be what you see here uh as one thing that we can lose from the building. [1:17:42, 1:17:45]: Um another thing we can start to lose is the masonry. [1:17:45, 1:17:47]: А со іт сюди. [1:17:47, 1:17:56]: I know it's wanted, but the first place we can pick on that is take it off the back of the building. Instead of doing brick on the back of the building, we can do uh a stucco. [1:17:56, 1:18:02]: uh or an EFIS, uh folks aren't gonna see the back of the building. So that's the first place we can kind of start to cut costs. [1:18:02, 1:18:13]: Uh the the next iteration of that is kind of to take all the brick off of the building uh and just do an ephus or a stucco instead of brick. So there's cost savings there. [1:18:13, 1:18:19]: Um a another one is to kind of start to take off some of the precast that you see wrapping around the bottom. [1:18:20, 1:18:22]: Uh that's another place you can save money. [1:18:22, 1:18:23]: Um [1:18:24, 1:18:41]: The item four here is there's, you know, this kind of beautiful double height space above uh the gallery in the museum. It is beautiful, uh, it makes it eight plus, but we can get rid of that space and save construction cost. Uh so that's another place we can start to save money. [1:18:41, 1:18:48]: Um and then it starts to get a little more drastic. We do start to lose start to lose some programming. Uh, but these are thoughts I want to put in front of you. [1:18:49, 1:18:52]: Um we can remove the gallery in the museum. [1:18:52, 1:19:11]: So right now in the plan, there's kind of sectioned off spaces for those. And then there is an open kind of gathering space. So we can basically combine those two spaces. So instead of having kind of an enclosed gallery, a museum, those kind of displays could happen in the kind of gathering waiting area. [1:19:11, 1:19:12]: for going into theater. [1:19:13, 1:19:15]: Uh, you can't section them off and secure them separately. [1:19:16, 1:19:19]: Um but you could still have display space and we can save some money. [1:19:20, 1:19:24]: quite a bit money of money by kind of removing that from the building. [1:19:25, 1:19:39]: Um so and Heather screw before you go on to next slide, could could you go back please? Yeah. I know it's a small uh cost here or you take away. Could you repeat what the water table seal, what what is that? What once what is that once again? [1:19:39, 1:19:57]: So yes, that is the kind of precast element around the bottom of the building. Uh you can't see it very well right now because we've vegetated it, but there's a basically a gray strip, uh if you can see in the background that goes around and it's a masonry piece. So we're talking about losing that from the building uh to kind of start to bring cost down. [1:19:57, 1:20:07]: Okay, now is that typically there to keep from water coming into the building or moisture? Is that what that does? Uh in the same no, it's really just an aesthetic uh preference. Um [1:20:07, 1:20:18]: the water resistance will happen behind uh those masonry pieces. So this would be removing some masonry and doing again uh more like a stucco finish. [1:20:19, 1:20:28]: Okay. And number four here, remove the double heights. Otherwise uh you would have a ceiling. Instead of double height, you how you the first floor would be sealed off and then you just have the second floor. Is that what you mean there? [1:20:29, 1:20:35]: It means we w the building would start to look different. So right now you have kind of a straight wall in front. [1:20:35, 1:20:38]: Uh that's creating a double height space above the gallery. [1:20:38, 1:20:46]: Uh so instead of a double height space above the gallery, we'd just have a single height space. So we basically lose wall wall construction. [1:20:46, 1:20:55]: uh that's making that grander and we'd bring it down. You'd still have a gallery, still have a museum, but it would just be a single story space instead of a two story space. [1:20:55, 1:21:01]: And when you talk about removing the gallery, that's the open space the open space when you come in gets smaller. Is that what you mean by that? [1:21:03, 1:21:11]: Yes. So these uh this is the gallery over here and this is the museum. So what I'm talking about here is that we actually [1:21:12, 1:21:20]: Take this space out. Uh, and the white space behind, as well as the main red space here, the entry space. [1:21:20, 1:21:32]: you would start to do displays and art in those areas to display the same things, but we're actually losing square footage from the building um to kind of reduce cost. That's what that one item is saying. [1:21:34, 1:21:35]: Okay, thank you. [1:21:36, 1:21:36]: Mm-hmm. [1:21:36, 1:21:38]: Yes, sir. Go ahead, please. [1:21:38, 1:21:39]: Let's see. [1:21:39, 1:21:44]: I I I understand this is a certainly is a worthwhile exercise, but I think [1:21:44, 1:21:46]: Uh more in tune than anything else. [1:21:46, 1:21:58]: Um, I'm not I mean, if you take I I was certainly wouldn't even consider taking all the brick off the building and those kind of things. I mean, can we just kinda cut to the chase and just say, Well, maybe we'll [1:21:58, 1:22:00]: Reduce the size of the building. [1:22:00, 1:22:04]: But if we're gonna take away all of this, we're losing the whole building. [1:22:06, 1:22:22]: Well, okay. Uh the museum removing the museum were possible of course, uh we're do reducing the square footage, but I mean to produce the same product that we see and then reducing uh the actual size of the building would probably be something [1:22:22, 1:22:25]: Uh maybe you don't get three hundred seats. Maybe you get [1:22:25, 1:22:30]: two hundred seats uh you know, instead. But I would so much rather do that. [1:22:31, 1:22:34]: Then talk about uh changing the building in totality. [1:22:35, 1:22:37]: removing this uh you know the brick. [1:22:37, 1:22:40]: The design uh that we all love so much, so [1:22:40, 1:22:44]: Uh it that those that's my initial thoughts. But I certainly wouldn't want to [1:22:44, 1:22:47]: remove the brick and that kind of thing. [1:22:48, 1:22:49]: Oh mayor. [1:22:49, 1:22:50]: Yes, sir. Go ahead, please. [1:22:51, 1:23:01]: Uh those are my sentiments exactly. I have to agree with Ms. Alexander. It's uh when when you when you look at uh and I don't know if the you're talking about stucco on the top of wood base. [1:23:02, 1:23:05]: Oh, you're talking about stucco plastering on top of concrete. [1:23:05, 1:23:08]: Um, but I know that when you start to [1:23:08, 1:23:18]: make the drastic changes that are being said here. It just changes the whole um vision of what what we wanted to see in a cultural art center. So [1:23:19, 1:23:26]: Um and I and I agree. We we just need to cut through the chase and say, Hey, do if we need to go back to the drawing board and and and [1:23:26, 1:23:41]: see how we can identify funding or however that needs to happen. But what's being described right now is is way off base on what we wanted to see in our city. We bringing up this beautiful amphitheater and we are looking at so many other things and to [1:23:42, 1:23:45]: have so much t and and here's and and here's something else to think about. [1:23:46, 1:23:56]: w uh we're we're not that far from a rock quarry. So who's to say that elevated costs are still gonna happen because you can hit rock. There's different type of equipment [1:23:56, 1:24:00]: Needed for digging for rocks. Who to say we're not gonna hit and we've all learned. [1:24:00, 1:24:03]: Uh, the hard way about unsuitable souls. [1:24:03, 1:24:07]: Uh, there's so many un unforeseen costs that could be [1:24:07, 1:24:08]: Interjected on top. [1:24:09, 1:24:10]: Oh what? [1:24:10, 1:24:12]: We're reducing two. [1:24:13, 1:24:14]: But when we [1:24:15, 1:24:16]: Those unforeseen costs. [1:24:17, 1:24:27]: elevate the cost that we're reducing too, we're still gonna be paying quite a bit of money if that happens. And we're still not getting what we really want to see. So I think that we need to um [1:24:28, 1:24:32]: We need to kind of you know, pump out breaks and say, Hey, how you know, how do we make [1:24:33, 1:24:36]: uh something happen that we really want to see in the city of Stockbridge. [1:24:37, 1:24:40]: Okay. Well my recommendation. [1:24:40, 1:24:51]: My recommendation and thoughts is allow Heather to at least go through the entire uh briefing as and and see what she's talking about and and have further discussion as we go through this briefing itself. [1:24:51, 1:24:53]: In this aspect. Mr. Nine, go ahead, sir. [1:24:53, 1:24:57]: No, I uh that's fine. I'll I'll reserve my comments until she finishes. [1:24:58, 1:24:59]: Sure. [1:24:59, 1:25:01]: Um so y you know. [1:25:01, 1:25:02]: I think um [1:25:03, 1:25:15]: I mean like council make all the decisions. Uh me as a a designer, it's just my job to kind of bring you these options so that you know we can get in the fourteen million uh if possible. [1:25:15, 1:25:28]: So um then it then things start to become a little bit more drastic. Um, you know, we can remove the balcony, uh, which deletes the elevator. Um, we do lose some seats in the theater, but there's cost savings with that. [1:25:28, 1:25:30]: Um, we can also remove the ballroom. [1:25:30, 1:25:35]: Um and there's you know some substantial cost savings there as well. [1:25:35, 1:25:49]: Uh another thing we can do on the site is delete the the the water feature out front. Uh there's a thought now that you are gonna have a splash pad potentially um near the amphitheater. So maybe that's not needed and that's a way we can cut out some cost. [1:25:50, 1:25:53]: Uh we could also change any kind of pavers on the site. [1:25:53, 1:25:55]: uh from paving to concrete. [1:25:55, 1:26:03]: Um and there's you know good savings there as well. Uh and then a couple of other thoughts about how to reduce costs. [1:26:03, 1:26:19]: Um we can there are a lot of windows. We're showing um some some very beautiful big windows. Those can, you know, as I mentioned, they're 1.5 million. So we can reduce a portion of those uh and save some money. And then also the last thing we can do. [1:26:20, 1:26:27]: is uh look at the finishes on the interior. So we have planned for some beautiful large pieces of tile on the floor. [1:26:27, 1:26:34]: um and you know things of that sort so we can you know pull some cost out of those finishes and say [1:26:34, 1:26:37]: But with all of these VE [1:26:37, 1:26:42]: We're gonna be about around three million. Now these are you know, um kind of uh [1:26:44, 1:26:51]: uh estimated numbers, but you know, we can pull about doing all of these about three million dollars out of the project. [1:26:56, 1:26:57]: What is that your last slide? [1:26:58, 1:27:01]: Uh yes, for the Cultural Arts Center. [1:27:01, 1:27:10]: Okay. All right. So additional c uh councilman Thomas, go ahead, sir. I see you're unmuted. Yeah, I I'm I'm just sort of having a problem with reducing [1:27:11, 1:27:15]: the ability for revenue um [1:27:16, 1:27:31]: gaining um having a little problem with that. But Mrs. Hubble, would you go back to the um you don't have to go back to the slide, but let's let's talk about the the demolition that you talked about. I know um that is I guess a [1:27:32, 1:27:35]: concrete slab on the ground. [1:27:36, 1:27:39]: Is that the demolition that you're talking about? [1:27:39, 1:27:48]: Um, so there are some structures on the front, uh, half of the site. And let me I think I believe I do have a site, uh yes. [1:27:49, 1:27:57]: Um so there are some uh structures down here and road components as well as um walls that all will have to be. [1:27:57, 1:28:00]: demolish, but there is also in that number [1:28:01, 1:28:05]: All of this site construction, and there's a lot of site construction here. [1:28:05, 1:28:19]: Um so you know, I do think that two point three-ish number is accurate for what it's gonna take on the site. We also have to get some utilities uh to this building. Uh so all of that's wrapped inside of that cost. [1:28:20, 1:28:20]: Yeah. [1:28:20, 1:28:21]: All right, thank you. [1:28:22, 1:28:23]: Okay. Here. [1:28:24, 1:28:31]: Yes, sir. Go ahead, please. I mean, yeah, real quick. And obviously, and you hear the sentiments of the council members with respect to some of the things being presented here. [1:28:32, 1:28:37]: One thing I'd mention is of course the the council approved fourteen million dollars for the cultural arts center. [1:28:38, 1:28:41]: And in order to meet that figure. [1:28:41, 1:28:45]: Um, this is the kind of exercise that needs to be undertaken. [1:28:45, 1:28:49]: Of course, if council is expressed, does not want to. [1:28:49, 1:29:00]: um make these drastic changes and may look at reducing the overall building itself and keeping all of the features or the balance of all of the features, then obviously that's something that can be [1:29:01, 1:29:07]: can be done, it would of course require some reductions in certain areas in terms of in square footage I'm talking about, the overall building. [1:29:08, 1:29:13]: in some of the meeting rooms and and maybe even theater and and ballroom and so forth. And so [1:29:14, 1:29:15]: Again this this [1:29:16, 1:29:22]: This discussion is necessary in order to get us to that place. Now, one thing that Heather did mention, of course, was [1:29:22, 1:29:29]: In the overall construction cost, there we placed in certain contingencies, soft cost furnishings. [1:29:29, 1:29:33]: Um, you know, an all in we're looking to try to get an all-in figure here. [1:29:34, 1:29:39]: For what it would take to actually um build, construct, furnish. [1:29:39, 1:29:43]: uh everything for the cultural arts center and again [1:29:43, 1:29:48]: You know, if the charge is to to make it fourteen million dollars, it's either [1:29:48, 1:29:56]: uh taking out some of the components or reducing uh the square footages overall for the building that would need to be done. [1:29:59, 1:30:13]: Okay, Mr. Knight, I just want to make note be known, you probably already know this along with the council that Mr. Peterson now is joined us. So if there are any questions or thoughts, I guess concerns uh for him and his his input of thoughts, uh he's online now. Um [1:30:14, 1:30:19]: Anybody any other council member? I thought I saw Councilman Gan. I thought I saw you unmuted earlier. [1:30:20, 1:30:22]: Uh so [1:30:22, 1:30:26]: Well no my I got booted out and I came back in. [1:30:26, 1:30:28]: Okay, all right. [1:30:28, 1:30:29]: No problem. [1:30:30, 1:30:32]: Anybody else? Any other thoughts, uh council members? [1:30:33, 1:30:34]: Lots of concerns. [1:30:35, 1:30:38]: So Ms. Barber, go ahead, please. One of the questions. [1:30:38, 1:30:39]: It's [1:30:39, 1:30:40]: Classrooms. [1:30:42, 1:30:44]: What were those supposed to be for? [1:30:45, 1:30:47]: I know it's been mentioned a few times. [1:30:48, 1:30:49]: What was the purpose of those classrooms? [1:30:51, 1:30:54]: So yes, uh there were and I can flip back to that slide. [1:30:54, 1:30:55]: Uh there were [1:30:55, 1:30:59]: Back in two thousand nineteen, uh, there were classrooms. [1:30:59, 1:31:08]: Um there were two art classrooms, one digital media classroom, and then there was a dance kind of uh [1:31:08, 1:31:10]: dance movement yoga kind of classroom. [1:31:11, 1:31:12]: Um in [1:31:12, 1:31:18]: Those were all taken out. Uh they're in green here. And then you can see that in the current program. [1:31:18, 1:31:30]: um the twenty twenty program, there are no classrooms. So uh those were deemed as being a less priority by the council. Um so the focus was really to be kept on [1:31:30, 1:31:31]: The фітер [1:31:32, 1:31:32]: Um [1:31:32, 1:31:34]: The museum [1:31:34, 1:31:40]: um the gallery and the ballroom. There is a kind of a practice flex room. [1:31:40, 1:31:48]: um in the program and it's this square room over here that is really needed uh for the functionality of the theater. [1:31:48, 1:31:49]: Um [1:31:50, 1:31:57]: And so it has been kept in the program, but that is the only kind of flex space that could be potentially used as a classroom. [1:31:57, 1:31:58]: Okay. [1:31:59, 1:32:00]: Um [1:32:01, 1:32:04]: So I I do support [1:32:05, 1:32:06]: Reducing. [1:32:06, 1:32:07]: Um [1:32:07, 1:32:08]: The square footage. [1:32:09, 1:32:10]: Of this entire project. [1:32:11, 1:32:12]: Um [1:32:13, 1:32:17]: Also, the water feature, I can support removing that as well. [1:32:18, 1:32:19]: Um [1:32:23, 1:32:25]: So but that's all I have. [1:32:26, 1:32:29]: Okay. Anybody else? [1:32:30, 1:32:31]: Thoughts or concerns. [1:32:34, 1:32:35]: Well, Mayor. [1:32:35, 1:32:37]: Yeah, go right in this guy. Thomas was [1:32:37, 1:32:41]: I would just want um councilwoman barber to know the reason why [1:32:42, 1:32:42]: Um [1:32:43, 1:32:55]: I don't know about the additional um the square footage was to make sure that we have professional shows that we're able to bring in shows that you can actually sell tickets for. [1:32:56, 1:32:58]: Some professional shows. [1:32:58, 1:33:00]: And we needed more seating for that. [1:33:00, 1:33:04]: We also because we no longer have the Ted Strickland. [1:33:05, 1:33:08]: Um needed another place for community gathering. [1:33:09, 1:33:12]: And so we we asked for a ballroom. [1:33:12, 1:33:14]: And some of those classrooms [1:33:14, 1:33:16]: The reason why we reduce that [1:33:17, 1:33:19]: Is because we are also [1:33:20, 1:33:22]: Planning on getting a community center. [1:33:23, 1:33:23]: So [1:33:24, 1:33:26]: You know, there can be classrooms in that. [1:33:27, 1:33:29]: But um I just wanted to kind of [1:33:29, 1:33:31]: You know, let me know what the thoughts were. [1:33:32, 1:33:37]: Um and why we why we are where we are right now. Now, me personally. [1:33:38, 1:33:39]: If we are spending [1:33:39, 1:33:40]: Um [1:33:40, 1:33:42]: Money on something. [1:33:42, 1:33:47]: I don't want us to just reduce things just to make it fit. I feel like [1:33:48, 1:33:52]: We we have this amphitheater that to me is best in show in Georgia. [1:33:53, 1:33:55]: And we would shortchange ourselves. [1:33:56, 1:34:04]: By you know, doing certain things. I think we need to think about, you know, go back not necessarily to the drawing board. [1:34:04, 1:34:16]: But look at our financials, look at our finances, look at other funding opportunities, um, and see what can be done to make sure that we have a a a nice theater. [1:34:19, 1:34:22]: Okay. Thank you. Councilman uh Councilman Thomas, go ahead, sir. [1:34:23, 1:34:30]: Yeah, uh I I'm going to uh concur with those sentiments, Mrs. Gantt. I wanted to ask Mrs. Hubble uh incrementally. [1:34:31, 1:34:32]: If we reduced [1:34:33, 1:34:37]: uh say the theater and the ballroom [1:34:37, 1:34:42]: So it you know, if you start at uh fifty increments. [1:34:42, 1:34:44]: How how [1:34:45, 1:34:48]: How does that reduction calculate uh financially? [1:34:49, 1:34:53]: Um we we all know with with demural, I think it's [1:34:53, 1:34:54]: Mr. Nine is about [1:34:54, 1:34:55]: To aid it. [1:34:56, 1:35:04]: Uh we we get 300 in there uh all the time. And it you know, y'all know that the African American Heritage Celebration. [1:35:04, 1:35:06]: No, we were always um [1:35:06, 1:35:11]: You know, just I mean, folk just coming out of the workwork with that and that just one activity. [1:35:12, 1:35:15]: So when we're looking at revenues. [1:35:15, 1:35:17]: Um I'm I'm foreseeing [1:35:18, 1:35:20]: The uh the ballroom [1:35:20, 1:35:24]: in a a hot potato where you're gonna have [1:35:25, 1:35:30]: folks coming out of the woodwork trying to um rent that space. [1:35:30, 1:35:32]: Um so I see [1:35:33, 1:35:38]: you know, revenue coming back in and as Mrs. Gantt alluded to for the theater. [1:35:39, 1:35:42]: You know, there is no cultural. [1:35:42, 1:35:47]: type of activities that I know of. I I haven't heard anyone talk about [1:35:47, 1:35:51]: Going over to uh Clayton County or De Cab County. [1:35:52, 1:35:53]: Фо театр. [1:35:53, 1:35:54]: Um [1:35:55, 1:36:02]: I know we had the uh Academy Theater that was up in Hayville and I attended some of those and and uh it it [1:36:02, 1:36:08]: It it sold out pretty well. It w it was a small venue, but we're talking about [1:36:08, 1:36:10]: Bring in um [1:36:11, 1:36:13]: A total total new [1:36:14, 1:36:17]: um entity here uh in Stockbridge for us [1:36:18, 1:36:24]: uh the enrichments, you know, the the cultural activities and and and remember now. [1:36:24, 1:36:28]: Um when we start talking about youth development. [1:36:28, 1:36:44]: You know, we schools, uh, churches, nonprofits, um, all of those community uh engagement would just would just gather, would you know, this would just be a a magnet for all of those kind of activities. So [1:36:44, 1:36:47]: Um going back to Mrs. Gantt as far as let's [1:36:47, 1:36:50]: Trying to identify other funding sources. [1:36:51, 1:37:02]: Uh I I I I think that's where we probably need to try to go. I know it's hard. I know we have pretty much exhausted all of that already, but I just don't want us to lose sight of what this [1:37:02, 1:37:05]: А фасиліті рилі оферс. [1:37:05, 1:37:12]: not only did the Stockbridge community, but surrounding uh communities and cities. [1:37:12, 1:37:15]: Because we know at one point how the mirror manders [1:37:16, 1:37:18]: Always that that that [1:37:18, 1:37:21]: a facility that folks just wanted to rent it. [1:37:21, 1:37:26]: But now we you know, we it it it it lost some of its um glamour, if you will. [1:37:26, 1:37:30]: But this being a new facility, I just foresee folk would [1:37:30, 1:37:34]: We'll just be, you know, breaking our doors now to be able to rent this facility. [1:37:35, 1:37:38]: Especially the uh the the ballroom and [1:37:38, 1:37:41]: I can really see folks attending uh theater productions. [1:37:43, 1:37:46]: Right, sir. Anybody else? [1:37:46, 1:37:54]: Well, uh Mayor, i i if I may, I I wanted the reason I asked about Mr. Peterson is when I met with him uh recently. [1:37:54, 1:37:58]: We talked about um economic engines. [1:37:59, 1:38:02]: and uh cultural arts and if any of you are familiar with [1:38:03, 1:38:05]: The trend is this um [1:38:05, 1:38:19]: It's going nationwide, you know, that is a correlation between the arts and economic development. And I wanted um uh Mr. Peterson sort of to to speak on that because that sort of was a conversation that he and I had. [1:38:21, 1:38:22]: Uh Mr. Peterson, sir. There you go. [1:38:23, 1:38:42]: Can y'all see me and hear me now? Yes, sir. Go right in. All right. Great. I was I was listening on on Facebook Live. Thanks. Thank you, Councilmember, Councilman Thomas. Yeah, we spoke about this uh a few weeks ago. This uh we're using arts as economic development, as an economic development tool is something we can capitalize on. Um more specifically. [1:38:43, 1:38:44]: Uh Main Street. [1:38:44, 1:39:00]: as well and this falls in line right in line with the amphitheater. We can have um people rent this facility out. We can also have companies come in to to put on plays and this is just another tourism tool. So um I think it's a great project. [1:39:00, 1:39:07]: Um but I'll I'll sidetrack for a minute once we get the amphitheater up and and this and this going up. [1:39:07, 1:39:09]: Oh, we need some connectivity. [1:39:09, 1:39:19]: Um with these coming up, we're trying to attract restaurants to the Main Street area, our our downtown area. What we want is uh we want people. [1:39:20, 1:39:26]: to come to Stockbridge before a concert or before an event at the Cultural Arts Center. We want them to stay. [1:39:27, 1:39:28]: Uh go to that event. [1:39:28, 1:39:46]: um get something to eat after the event if they have it before the event. So we we want that downtown area to be an all-day attraction. Uh I love what I heard about the splash the splash pad uh with the amphitheater, but um arts as an economic development uh tool is [1:39:46, 1:39:55]: Is um something council member Thomas and I spoke about a few weeks ago and it and we're we're going in the right direction with this project and all of them because they're [1:39:55, 1:40:00]: They they all follow that that theme. We just need to work on the the connectivity aspect of it. [1:40:00, 1:40:01]: Um [1:40:01, 1:40:03]: And um I I think we are. [1:40:06, 1:40:26]: And thank you, thank you, Mr. Peterson. If I may just continue that train of thought, you know, we're looking at two anchors here, you know, the amphitheater on one end, the cultural arts on the other end, and all of this is in is is in in in walking distance. So we're talking about uh magnets that's going to spur. [1:40:25, 1:40:40]: development um on ML King, on uh Burke Street, uh across the street from the um Culture Arts on North Henry. So you're talking about something that's gonna spur [1:40:40, 1:40:48]: Growth, if you will. So we definitely need to be able to uh look at the cultural arts with a wide lens. [1:40:49, 1:40:51]: To see how this is going to spur. [1:40:52, 1:41:12]: uh our development because if we know when we talked about the aquatic center uh being located in that particular area, we we already know uh that that the aquatic center is going to be a magnet for all types of development. So and this is how we have to look at uh these these uh facilities. [1:41:12, 1:41:12]: Yeah. [1:41:13, 1:41:18]: Thank you, Mayor. Yield back to other uh councils comments. Okay, appreciate it. Thank you. [1:41:18, 1:41:20]: Uh Mayor Potem, Alexander, go ahead, sir. [1:41:20, 1:41:27]: Yes, sir. I think uh all of us are saying pretty much the same thing. We want quality. We don't want to sacrifice on the quality. [1:41:27, 1:41:28]: So I think um [1:41:29, 1:41:30]: I would make a suggestion that [1:41:31, 1:41:34]: uh TSW would go would uh bring us back. [1:41:34, 1:41:37]: Uh some renderings of a building. [1:41:37, 1:41:42]: Uh very similar to what we see uh with reduced [1:41:42, 1:41:55]: uh cost based on the square footage uh of the building, but not sacrificing the key elements that we see uh in this rendering and reduce the costs as much as they can. [1:41:55, 1:42:04]: It might not make it all the way down to 14 million, but at the same time, bring us back something similar to what we see uh in the renderings with some of the components. [1:42:05, 1:42:08]: Бунафиси [1:42:09, 1:42:12]: vision of what has been presented here. [1:42:13, 1:42:33]: May I suggest then that if that's the case, uh do we need to go back to all the things that she mentioned and get a consensus on all those items that you yeah, this I right. These two yeah, two slides like this that you you want certain things gone, certain things you don't want gone. So that help her in redesigning this and how small, how much short uh I guess if you're reducing the [1:42:33, 1:42:43]: the the the actual square footage, how how um how how much is that you need to take off? You still want to keep a theater, but how do you how do you uh do that and what do you cut back? So [1:42:44, 1:42:50]: I was just wondering whether or not we need to get it somewhat of consensus with these uh these items in front of us, if we were yay or nay with that or not. [1:42:51, 1:42:55]: I think it would be I think it would be helpful if we could just that's what I'm saying, if they [1:42:55, 1:42:57]: came back and showed us some pictures of what [1:42:57, 1:43:05]: removing these items look like, then that would be very helpful. But again, you know, we gotta make some of the tough choices. [1:43:05, 1:43:20]: Right, but I think all these items, I don't think there's a consensus for all these items to be gone. That's what I'm getting at as well. I mean uh just to make sure that she's she we lead her around the right direction. I think some items on here that you all as a collective group will want to keep still. [1:43:20, 1:43:22]: That's what I thought. Right. [1:43:23, 1:43:24]: So [1:43:24, 1:43:34]: So in in reference to uh well, uh Heather, if you don't mind, um so we got uh you got uh A one and A two, so [1:43:34, 1:43:37]: Um mayor, if you don't mind. Yeah, go ahead, sir. [1:43:38, 1:43:44]: Well well, Mayor, she's she's already given us a list of everything it would be to reduce. [1:43:45, 1:43:45]: The cause. [1:43:46, 1:43:48]: Um, and just my opinion. [1:43:49, 1:43:54]: Then give us a s uh give us something showing all those reductions that get us down to fourteen. [1:43:54, 1:43:55]: Million. [1:43:56, 1:44:02]: And then I think it'd be more advantageous for the the council to say what we want to add back because it also gives us a chance. [1:44:03, 1:44:05]: to sit back and try to figure out how we can [1:44:05, 1:44:14]: Funding on it by the time she brings it back, and we'll say, Hey, we've we've identified this funding, that funding, and now we can add this back and add that back. [1:44:15, 1:44:15]: But [1:44:16, 1:44:20]: The reducing the reducing the cost at this point hasn't changed. It won't change. [1:44:21, 1:44:41]: Well, I got it, but I guess what I'm getting at is that I've well, I think there's some items on here and maybe you know, that say like remove the gallery and museum. I uh do we have a consensus that that you want those items? It says three hundred thousand dollars, but I'm not sure if everybody's in agreement with removing the gallery and the museum itself. I wasn't sure if you're gonna go. Yeah, but mayor, but but but mayor, what I'm saying [1:44:40, 1:44:42]: What I'm saying is that the same thing is that I'm [1:44:43, 1:44:47]: At this point if we start to say, No, don't remove that, don't remove that. [1:44:47, 1:44:53]: Then before they get off this phone today, we may be past 14 million. We budgeted 14 million. [1:44:54, 1:45:00]: So let them bring us I just think it's if they could bring us something down on a reduction to fourteen million, let us then [1:45:00, 1:45:02]: Identify funding. [1:45:02, 1:45:08]: If we start to itemize what's not moving [1:45:09, 1:45:13]: gonna find ourselves on this phone going beyond the fourteen million. [1:45:15, 1:45:16]: Okay. [1:45:16, 1:45:17]: All right. [1:45:18, 1:45:30]: And if that's the case and all the things, I'm uh my my assumption is all the all the things that you see on these pages, just take all those things off and get get down to fourteen less than fourteen million or less and then bring back a product. [1:45:30, 1:45:37]: I mean that okay, Councilman Thomas, go ahead, you had your hand. I wanna ask Mrs. Hubble, w we didn't really talk about [1:45:38, 1:45:43]: Um landscaping, I don't believe, especially uh in the back. [1:45:44, 1:45:45]: Um [1:45:46, 1:45:48]: Shrubberies, plantains, greeneries. [1:45:49, 1:45:55]: Um and and those uh are any of those figures uh included in in in these numbers? [1:45:57, 1:46:06]: We've looked at hardscape, so a couple of hardscape reductions, but we can um go back and see kind of what we can reasonably pull out of the landscape. Yes. [1:46:06, 1:46:11]: Okay. And uh question for Mr. Knight. And um I know Mr. Wiggins was [1:46:11, 1:46:14]: Um going into the splash funding. [1:46:15, 1:46:19]: Um, so uh are there anything available where we can sort of [1:46:20, 1:46:21]: Um [1:46:21, 1:46:25]: subsidize uh uh any of this this cost. [1:46:25, 1:46:27]: Yeah, well, well. [1:46:27, 1:46:31]: Right. Uh you know, there may be a little bit, but r well, let me take that back. [1:46:32, 1:46:35]: Much of the splash funding was tied up in [1:46:35, 1:46:45]: the bonding that we were doing, which includes the fourteen million dollars for the Cultural Arts Center for civic projects. I think it was nine point [1:46:45, 1:46:50]: seven million dollars in splost five total for civic projects. [1:46:51, 1:46:53]: And much of that um [1:46:54, 1:46:56]: much of that, if not nearly all of it. [1:46:57, 1:47:01]: was designed I think we left a little bit, but was designed for the [1:47:02, 1:47:04]: pay back bonds on the um [1:47:04, 1:47:07]: Amphitheater and and the other items. [1:47:07, 1:47:08]: And so [1:47:08, 1:47:13]: You know, Splash five, you know, has pretty well been committed in the civic project area. [1:47:14, 1:47:21]: Um, you know, there could be some couple of other options if there's an in increase that we may anticipate in terms of [1:47:22, 1:47:27]: Uh fund balance for this year, uh, as we talked about on Monday, or I'm sorry, Wednesday. [1:47:28, 1:47:41]: and you know using some of those funds for capital projects. There probably may be a little bit of an opportunity as well in SWAST5 in terms of parks, parks and recreation. There may be a couple of things we can do there. [1:47:41, 1:47:51]: and supplementing um in those areas. Um, but you know, of course the ultimate determination is, you know, what the council wants to see. [1:47:52, 1:47:56]: Um with respect to the overall vision for the Cultural Arts Center. And I and I hear clearly that [1:47:57, 1:48:00]: You wanna make sure that this is a top notch building. [1:48:00, 1:48:01]: Meet your vision. [1:48:02, 1:48:06]: Um and you know, we're charged with bringing something back that may [1:48:06, 1:48:07]: Be a smaller footprint. [1:48:08, 1:48:13]: but still incorporates the vast majority of the components that have already been determined. [1:48:13, 1:48:17]: as being appropriate and needed in the cultural arts center. That's what I'm hearing. [1:48:18, 1:48:22]: Let me ask a hypothetical if I may, Mayor. Um [1:48:24, 1:48:26]: In our um [1:48:27, 1:48:29]: Твоті твенті чу. [1:48:29, 1:48:30]: Budget. [1:48:32, 1:48:32]: If [1:48:33, 1:48:37]: If that was a reduction or if that was a cut. [1:48:38, 1:48:41]: А на серпс осей один мільй. [1:48:41, 1:48:42]: Um [1:48:42, 1:48:44]: In that budget. [1:48:44, 1:48:46]: How would that [1:48:46, 1:48:49]: Fall into the calculation of [1:48:49, 1:48:51]: Everything that we're talking about here today. [1:48:53, 1:48:56]: And and as it relates to um [1:48:57, 1:48:57]: Uh [1:48:57, 1:49:05]: meeting the um binding payment, but just because you know what Mrs. Gantt sort of talked about other sources. [1:49:05, 1:49:09]: And I know, you know, last year when we talked about the budget. [1:49:09, 1:49:11]: You know, there were some [1:49:12, 1:49:23]: uh areas that we could reduce. And I personally I saw at least a million dollars myself. Now we didn't act on it, but uh I saw that uh myself. [1:49:23, 1:49:26]: And and things that I consider were just sort of just uh [1:49:26, 1:49:28]: uh waste but um [1:49:29, 1:49:37]: So I'm just sort of sort of trying to look, I'm trying to turn over some rocks here to try to see where uh some other fund is may may be able to come from. [1:49:40, 1:49:41]: All right. [1:49:42, 1:49:47]: Councilwoman uh Barber, I believe you had you you had a comment did you want to make earlier? [1:49:52, 1:49:54]: Yes, okay. So um [1:49:55, 1:50:00]: If we are to go through this list, um starting with number one A or number [1:50:01, 1:50:02]: Uh one B. [1:50:02, 1:50:05]: I don't want to completely remove the entry hood. [1:50:05, 1:50:06]: No. [1:50:08, 1:50:11]: I'd say reduce the depth of the entry hood. [1:50:11, 1:50:15]: Um and as far as number two A or two B. [1:50:17, 1:50:17]: Uh [1:50:19, 1:50:22]: I would say change the exterior skin. [1:50:22, 1:50:24]: of the building from brick to stucco. [1:50:25, 1:50:26]: But not the complete. [1:50:27, 1:50:27]: Building. [1:50:29, 1:50:29]: Um [1:50:30, 1:50:31]: Number three. [1:50:31, 1:50:32]: Um [1:50:34, 1:50:38]: I guess I I don't know exactly what a water table seal is. [1:50:38, 1:50:40]: If I could see a picture of it, then [1:50:41, 1:50:42]: Um maybe. [1:50:43, 1:50:49]: That's something we might want to keep, but I don't know what that is and what the purpose is. [1:50:49, 1:50:55]: Number four, remove the double height space at the galler gallery and museum. [1:50:56, 1:50:56]: Um [1:50:59, 1:51:01]: I kind of like that. [1:51:02, 1:51:03]: Pacher. [1:51:03, 1:51:04]: Um [1:51:04, 1:51:08]: But I want to keep the gallery and museum. [1:51:08, 1:51:10]: Even if we have to reduce [1:51:10, 1:51:12]: Um the size of it. [1:51:15, 1:51:17]: Um, I just don't want us to go. [1:51:18, 1:51:20]: over budgeted with this. [1:51:21, 1:51:23]: As we saw with the amphitheater. [1:51:23, 1:51:24]: Yes. [1:51:24, 1:51:25]: As much as we can. [1:51:26, 1:51:27]: Keep costs at a minimum. [1:51:28, 1:51:29]: I'm fine with it. [1:51:30, 1:51:30]: Yeah. [1:51:32, 1:51:52]: All right, but that's uh one council's thought process. Wasn't sure what the rest of the council thinks about those ideas on in reference to this reduction piece. That's what I was trying to get at before, whether or not uh we need to kind of go down that and get a consensus so we get an idea but uh of how to direct uh Hut Heather on doing this besides making a smaller uh smaller building. [1:51:52, 1:51:55]: and come back with smaller building there as well. But anyway. [1:51:56, 1:52:11]: Is there another page to this? Yes, there is a there's a second page. Well if I if I could respond to this page before you move, uh yes sir, go ahead, please. I think that's the question that you was asking. I was sir. Go ahead. [1:52:11, 1:52:26]: I think Mrs. Hubbard did indicate what the uh table seal was and I can sort of see it now on this rendering. So I'm in agreement with uh removing that. Uh but let me just say the the the gallery and the museum. [1:52:26, 1:52:31]: Uh, when you talking about uh what's going to drive folks [1:52:31, 1:52:33]: Ту десь фесиліті. [1:52:34, 1:52:37]: Those are two entities that there's definitely [1:52:37, 1:52:41]: It's going to drive and when we start talking tourism [1:52:41, 1:52:43]: When we start, you know. [1:52:43, 1:52:47]: uh propping up, you know, uh ML King Sr. [1:52:47, 1:53:07]: Um, you know, the these are going to be driving forces right here. So I just want to just throw that out. Uh, but I'm going to agree with some of the things that um uh councilwoman barber uh sort of mentioned. Uh and the table seal is one, the water feature would be one. Uh I do like the fact of the [1:53:07, 1:53:27]: uh the entryhood, I think that actually that attraction that actually makes makes this building. Um councilman Councilman uh Thomas, uh when you say entryhood you're talking about you want to reduce half of it or of course No no no I I would like it if that if that is the structure that I'm seeing right now that's on the front or the exterior [1:53:27, 1:53:28]: of this building. [1:53:29, 1:53:30]: Is that correct, Mr. Tuppel? [1:53:31, 1:53:32]: That's correct. [1:53:32, 1:53:35]: Okay. I mean that's that's the attraction that sort of [1:53:36, 1:53:38]: Just rhyme by looking at that. I mean, you know. [1:53:38, 1:53:43]: We are we are visionary and and and the public are visionary, so we sort of go on what we see. [1:53:44, 1:53:48]: Uh but I think that we could on the exterior, even though [1:53:49, 1:53:56]: Coming in, entering this facility from the Berk Street side, which is considered the back side. [1:53:57, 1:54:00]: Um, I I do think that we may can [1:54:00, 1:54:02]: uh reduce um [1:54:03, 1:54:04]: The look [1:54:04, 1:54:14]: on the back side, I think we probably can reduce some of the uh the landscaping and some of the shrubbery. We do have a public works department that actually could [1:54:14, 1:54:18]: could actually do some of this. You know, we do have um [1:54:18, 1:54:21]: uh a landscaping company that that could sort of [1:54:22, 1:54:28]: fill in in in some of these areas. And and some of this could be done even at a at a later time as far as uh planning. [1:54:29, 1:54:30]: And landscaping. [1:54:30, 1:54:34]: But I just think the uh the hardcore of the building itself. [1:54:35, 1:54:38]: Um and we can try to keep as much as we can, but [1:54:39, 1:54:55]: I you know, I do have an issue with uh diminishing the capacity of the theater and the ballroom, but if you know, if we have to do that, we just have to do that. But I just think that, you know, when we cut those, we also cut in revenue. I I just want to sort of throw that out. But [1:54:55, 1:54:58]: Um that's out of my my my two cents for for now. [1:54:59, 1:55:05]: Any uh uh comments about this slide, counsel. Any further comments at all before we move on? Yeah, go right in, sir. [1:55:05, 1:55:13]: I I agree with those assessments. Uh if you take away the hood on the building, you take away the building. We we can't do that. [1:55:13, 1:55:16]: And then again as was stated the [1:55:16, 1:55:21]: The uh back of the building may be stucco, but that still gives us the same look. [1:55:21, 1:55:23]: Uh which is up front. [1:55:24, 1:55:25]: And then uh [1:55:25, 1:55:28]: The double height, I certainly like that. [1:55:28, 1:55:30]: Uh and then again just to [1:55:30, 1:55:38]: uh the reduced size. I think again we would look for some additional fund. I would rather spend more money than to sacrifice the project. I just [1:55:38, 1:55:40]: In i in in cutting. [1:55:40, 1:55:44]: Maybe we don't get all like I said, I don't think we might be able to get all the way down. [1:55:44, 1:55:49]: to fourteen. So we may have to increase the budget uh somewhat, but I would rather do that. [1:55:49, 1:55:53]: Than to sacrifice the key elements on the build. [1:55:55, 1:55:58]: Okay, thank you. Any other comments about this particular slide? [1:55:59, 1:56:02]: And if not, go go could you go to the next slide, please, Heather? [1:56:04, 1:56:16]: Okay, what about this one? Thoughts about this slide and and what do you think you can you'd be live you'd like to reduce, follow follow those guidelines. What what uh you think you can uh help out and reduce the price. [1:56:18, 1:56:22]: Mayor. Yeah, yeah, go ahead. Um Councilman Gantt, go ahead, please. Did I heard you? [1:56:22, 1:56:28]: That was not me. Well that was me. And that's what I was going to ask Mayor. Is if I if if um [1:56:28, 1:56:30]: Councilwoman Gantt or Blount. [1:56:31, 1:56:35]: We're going to chime in on the keeps and the removes from page one. [1:56:36, 1:56:42]: All right. I think they already did, I thought, but maybe not. Go ahead if you need to add something about this this particular page. [1:56:43, 1:56:43]: No. [1:56:45, 1:56:46]: Okay. [1:56:47, 1:56:52]: Okay, let's go. No, uh look for me, uh like I said before Mary's it's premature to act [1:56:52, 1:56:57]: to add uh what we want to keep or want because we've already said a budget. [1:56:57, 1:57:01]: And it makes to me it makes no sense to say what we want to keep. [1:57:02, 1:57:07]: Because we know the reductions that already been laid forth is what's gonna bring it below fourteen million. [1:57:08, 1:57:09]: So I mean [1:57:09, 1:57:10]: What's the purpose of saying, Hey? [1:57:11, 1:57:19]: Go ahead and give me go ahead and give me uh a few more thousand dollars back, uh a few hundred thousand dollars back on it right now, whatever. I think that's premature to say that now. [1:57:19, 1:57:20]: Right. [1:57:21, 1:57:24]: All right, I understand. Next next slide, please. Okay. [1:57:25, 1:57:30]: Thoughts and concerns here. Mayor. Yes, go right here, Mr. Thomas. I'm a castle. [1:57:31, 1:57:35]: I I I'm in favor of of moving the the elevator for sure. [1:57:36, 1:57:44]: Um, you know, we we we can walk up some some some stairs if if we have to. Uh I'm not sure about the the the balcony. [1:57:44, 1:57:45]: Um [1:57:46, 1:57:48]: I think we can uh delete the water feature. [1:57:50, 1:57:50]: Um [1:57:51, 1:57:55]: I know uh Mayor Pro Tem Alexander love uh [1:57:55, 1:57:56]: Pavers [1:57:56, 1:58:01]: Um I don't know how the concrete sidewalk will look. Um [1:58:02, 1:58:06]: Um, you know, maybe even you know, reducing some of the windows even [1:58:07, 1:58:08]: Um [1:58:08, 1:58:15]: I don't I'm not sure what reduced finishes, I'm not sure what that is. I know it's 250,000 on the right end. [1:58:16, 1:58:17]: Um [1:58:17, 1:58:31]: But you know, that's that's that's some of my take. But I I I'm in agreement with with Mayor Pro Tem. We're talking about getting this down uh to to fourteen. I know I think uh Mrs. Hubble said that we had to trim [1:58:32, 1:58:35]: Was it six million or three million that we needed to trim? [1:58:36, 1:58:37]: We need to trim about six million. [1:58:38, 1:58:52]: Okay. Um so these are imprecise calculations. So based on this feedback, we'll take the building and reduce it and then we're gonna reprice it. Uh and see it's it's an exercise of getting it to within that. [1:58:52, 1:58:53]: Legend. [1:58:53, 1:58:57]: So ev even if we uh concretely sort of [1:58:57, 1:59:07]: software we could actually, you know, reduce three million and then look for some other sources. Uh I I'm all in favor of that. Um [1:59:07, 1:59:23]: I I I I think we're gonna have to, you know, continue to work, but uh I I just think there are some fundings uh out there, funding sources is out there. I think we just gonna have to work a little harder to to try to make this happen because I think in the long run. [1:59:23, 1:59:28]: Uh I think we'll be able to realize the benefits of [1:59:29, 1:59:41]: uh this entity being in the city of Starkman when when all of the attractions start coming toward this this building uh as a magnet, I think we're going to realize [1:59:41, 1:59:43]: Uh is worth [1:59:43, 1:59:44]: Um [1:59:44, 1:59:47]: financially and and and otherwise so [1:59:48, 1:59:51]: Um, you know, we we have our work cut out for us, but [1:59:51, 2:00:04]: Uh I just say let's keep let's keep digging and look for some funding source, see where we can um, you know, find some other funding. But I think legitimately we may be able to trim two to three million off that six for sure. [2:00:05, 2:00:22]: Councilman Thomas, I want to mention this. You talk about getting rid of the uh the elevator. I guess my concern is we need to probably have the building somewhat handicapped accessible. So if if if if we take out an elevator, how do you get people Well that's I I didn't I didn't think of that, but you're correct. You're correct. [2:00:22, 2:00:26]: If if I can respond to that, um let me show you that piece. [2:00:27, 2:00:27]: So [2:00:28, 2:00:28]: Um [2:00:30, 2:00:33]: Uh we do have a commercial elevator. [2:00:34, 2:00:35]: Okay. [2:00:36, 2:00:36]: Um [2:00:37, 2:00:44]: It is right here in the in the project. Uh so that is your kind of ADA accessibility to the second floor. [2:00:44, 2:00:45]: Um [2:00:45, 2:00:47]: For the balcony itself. [2:00:48, 2:00:55]: Um, you actually have to have ADA access to that balcony. So there is a small, you'll see the small blue elevator right here. [2:00:55, 2:01:08]: Uh it's a lighter grade elevator. Uh those have been acceptable for kind of ADA access just to this balcony. So those two things go together, the balcony and that elevator uh in that one item. [2:01:09, 2:01:11]: So it'd be removing both of those. [2:01:11, 2:01:15]: Well let me ask what what's what's the seating numbers uh in the balcony? [2:01:16, 2:01:22]: Sure, there's eighty seats currently in the balcony. So you'd be reducing the theater down to um [2:01:23, 2:01:24]: Two hundred and forty one. [2:01:25, 2:01:27]: All right. Yeah. All right. Thank you. [2:01:28, 2:01:38]: Okay, so make sure I understand if we if we take out the if we take out this elevator, you're talking about those two elevat I thought you said okay, surface elevator r would remain, correct? [2:01:39, 2:01:42]: And then this other elevator that's off the balcony. [2:01:42, 2:01:57]: Would also remain or not? Make sure I understand. So the in that line item, what is being removed is this balcony and this elevator that serves the balcony. So the the commercial elevator that is for the rest of the building would stay. [2:01:57, 2:02:00]: Okay, got it now. Okay, understand. Appreciate it. Thank you. [2:02:01, 2:02:03]: Yeah, could you go back to the previous slide, please? [2:02:03, 2:02:03]: Mm. [2:02:05, 2:02:08]: There we there we go. Okay. Any other comments on this slide, Council? [2:02:09, 2:02:11]: Uh Ms uh Mr Mayor. Yeah, go ahead, sir. [2:02:11, 2:02:20]: Mr. Knight currently Henry County is looking at C D B G right now. So I had a presentation. What what is what is um [2:02:20, 2:02:23]: The city is entitled to for this present cycle. [2:02:24, 2:02:29]: Uh well, I think it's a couple of hundred thousand dollars, maybe a little bit more. [2:02:29, 2:02:32]: That we're entitled to in this ki cycle. I I I [2:02:35, 2:02:36]: I think honestly that [2:02:37, 2:02:37]: Um [2:02:39, 2:02:43]: We can bring back a reduced square footage of the [2:02:43, 2:02:45]: Of the building itself. [2:02:45, 2:02:48]: And let the council know what that looks like. [2:02:48, 2:02:50]: And um and being determined. [2:02:51, 2:02:53]: You know what you want to uh [2:02:53, 2:02:57]: maintain or keep and then look at any additions that need to be made. [2:02:58, 2:03:01]: Um, I think that that probably is the most prudent thing to do. [2:03:02, 2:03:07]: Um in in the meantime, of course, look at uh other available funding sources, of course. [2:03:07, 2:03:08]: Um [2:03:08, 2:03:12]: You know, I think what again what I'm hearing is trying to maintain [2:03:13, 2:03:18]: the vision that you that you as council members want and and want to see for the cultural arts center. [2:03:19, 2:03:25]: And making sure that it creates the environment for economic development opportunities for people to be able to come here. [2:03:26, 2:03:30]: And the residual impacts, it's always the residual impacts. [2:03:30, 2:03:35]: of the type of building that you that you that you um ultimately construct. Residual impacts meaning. [2:03:36, 2:03:37]: The additional um [2:03:38, 2:03:41]: Investments that private sector entities will take a look at. [2:03:41, 2:03:43]: Афо, Ситті о Stockbridge. [2:03:44, 2:03:48]: What businesses that will emerge as a result of a cultural arts center being [2:03:49, 2:03:51]: And those benefits that come along. [2:03:51, 2:03:52]: Um to the city. [2:03:53, 2:03:57]: Um and then of course the the quality of life um [2:03:57, 2:04:02]: offerings that would be in the cultural arts center is as some have have mentioned that are currently not [2:04:02, 2:04:08]: provided here and and there's no there's no cost that you can affix to that in terms of how it enhances [2:04:09, 2:04:10]: A community. [2:04:10, 2:04:14]: Um obviously we're looking at these hard costs, but um you know there are other [2:04:14, 2:04:15]: Спілвер [2:04:15, 2:04:19]: Residual impacts that that can be ver very, very positive for [2:04:20, 2:04:22]: A venue suchazis and so. [2:04:22, 2:04:23]: You know, uh [2:04:24, 2:04:28]: Trying to make some reductions in terms of overall square footage and maintaining all of the [2:04:29, 2:04:33]: Um different components, I think, is what I'm hearing the council. [2:04:33, 2:04:34]: Wants to do. [2:04:35, 2:04:38]: And and so we'll we'll take a look at it take a look at doing that. [2:04:40, 2:04:44]: May Mayor, if I may, and go ahead, please. Mr. Knight can check on this. [2:04:44, 2:04:48]: I'm not sure if uh block grant funds [2:04:48, 2:04:53]: will be eligible for this bill or this location. [2:04:53, 2:04:57]: Uh, you know, as we know those funds are sort of geared for [2:04:57, 2:05:14]: uh low income uh communities but mr nine you can check on that yeah and and and a lot of infrastructure some infrastructure items that we've we've done as well but we'll we'll take a look at some available or other options funding options that might be applicable to the to this uh project [2:05:16, 2:05:22]: Okay. Uh Mayor Potem, you're unmuted. I don't know if did you need something else you need to say or No, no, I'm sorry. [2:05:22, 2:05:32]: That's quite right, quite alright. Uh anybody else? Uh any other council member comments about this? Okay, Councilman Barber, go ahead. Councilman Councilwoman Barber. I'm sorry, go ahead, please. [2:05:32, 2:05:35]: Yes, um Miss Hubber. [2:05:35, 2:05:37]: Okay, so I'm gonna try to explain this. [2:05:38, 2:05:41]: So you know, in in lieu of an elevator. [2:05:41, 2:05:44]: You know how there may be a slope. [2:05:44, 2:05:47]: That will take you to the next level. [2:05:48, 2:05:50]: Would that be more costly if it [2:05:51, 2:05:53]: Would that be more cost efficient than an elevator? [2:05:55, 2:06:07]: Um unfortunately, no. Uh it it would be a very, very, very long ramp. Um, it would take a lot of space. So elevator is the way to go. Um now one thing that we [2:06:07, 2:06:08]: Could do. [2:06:08, 2:06:11]: Is look at a scheme that is all one level. [2:06:12, 2:06:19]: Um, it would start to look like the Southwestern Arts Center that I think um a couple of the council members toured. [2:06:19, 2:06:20]: uh a while back. [2:06:21, 2:06:25]: uh where you would see actually the benefit of a two story building. [2:06:27, 2:06:30]: Uh a couple of benefits is that it's compact. [2:06:30, 2:06:33]: on the site so we can get them out of parking we need. [2:06:34, 2:06:42]: Um but it's also it hides the large space of the theater. Uh so when you go to a single story building. [2:06:42, 2:06:52]: you'll see kind of like a wrapped ribbon building and then you'll see this pop up in the background that's actually the theater itself. So if you're familiar with the with the southwestern [2:06:52, 2:06:53]: Um [2:06:53, 2:06:54]: Art Center. [2:06:54, 2:06:57]: Not. Not. Where is it? [2:06:58, 2:06:58]: No. [2:07:00, 2:07:16]: So it's uh it's southwest of Atlanta proper. Um if you Google it you can see it. Um they they basically um have kind of these strip gallery spaces around the bottom and then you see the large theater space in the background and I think they've [2:07:16, 2:07:23]: They put a stucco on it and they've done some decorating to it, but um it it's not rightly attractive. [2:07:25, 2:07:30]: But it is uh, you know, value engineered, right?'Cause you don't need that elevator. [2:07:31, 2:07:32]: Okay. [2:07:32, 2:07:33]: Thank you for that. [2:07:34, 2:07:40]: I would generally say is, you know, but uh that's not gonna make or break the project. And then I would wanna do [2:07:41, 2:07:49]: Uh do it right. I mean, this$118,000, ADA compliant. I would rather keep the elevator than go in that other direction. So [2:07:50, 2:07:55]: I I just think that's kind of where we are right now. The em if you ask me, I just would not want to do that. [2:07:57, 2:08:06]: Okay, anybody else? Councilman Thomas, you're unmuted, sir. Did you have I just want to ask Mr. Knighton, uh is there any wiggle room? Let me under underline wiggle. [2:08:07, 2:08:10]: uh room to bar against [2:08:10, 2:08:13]: uh in the uh the the sparse. [2:08:16, 2:08:28]: Um there is a component in the SPOS to bring items forward to bond projects, part of which which is part of what we're doing. Um in terms of SPLOST five. Um, you know, the [2:08:29, 2:08:39]: There there may be some room. There probably is some room, some room in splot five. I think we were, if I remember right, I think we were we were leaving a little bit. [2:08:39, 2:08:43]: Um for the civic for civic projects, but the bulk of it. [2:08:43, 2:08:51]: Um is coming out for the bond issuance. There may be, I have to remember, I have to look back, maybe a million dollars or so. [2:08:51, 2:08:55]: Something like that, um, in civic civic buildings that we kept out. [2:08:56, 2:08:57]: But um [2:08:57, 2:09:00]: You know, uh we'll we'll continue to look at [2:09:00, 2:09:04]: current um the funding sources that we have uh to be able to [2:09:05, 2:09:11]: Determine what needs to be done. I think the main thing is to try to make the reductions that council has mentioned. [2:09:11, 2:09:19]: And bring that back to you, see what that cost is. And then if there is something that um meets your consensus. [2:09:19, 2:09:25]: And you know, it may be a little bit more than fourteen million, for instance. We'll know how we need to address it at that point. [2:09:26, 2:09:31]: If it's if it's, you know, within 14 million, then we know, but if it's more than that, we'll see how much more. [2:09:31, 2:09:35]: Um, and then be able to address it from a financial standpoint. [2:09:38, 2:09:40]: Okay. Any other comments, Council? [2:09:43, 2:09:45]: Anybody else? [2:09:45, 2:10:00]: All right, Heather, I guess that is it or comments. I guess you have a good idea how to adjust this smaller building, some of those reductions and come back and uh see what we have and further discussion on this um in this aspect. [2:10:01, 2:10:04]: Anything else with your briefing, ma'am, that you need to talk about? [2:10:04, 2:10:10]: Sure. Um I do have an update to the Youth and Senior Center if you'd like to see that. Absolutely. Go ahead, please. [2:10:15, 2:10:24]: Um so in two thousand, um was asked to do a kind of quick concept of what a youth and senior center might be. Um it [2:10:24, 2:10:30]: contained a gymnasium, locker room, small office, a couple of classrooms and a community room. [2:10:31, 2:10:38]: Um I presented to uh the council and um there was a quest to add to that program uh indoor pool. [2:10:39, 2:10:40]: Aerobics. [2:10:40, 2:10:42]: uh fitness, um [2:10:42, 2:10:44]: You know, items of that sort. So [2:10:44, 2:10:46]: And we went back to the drawing room. [2:10:46, 2:10:47]: Or drawing board. [2:10:48, 2:10:53]: Oh well let me talk about this real first. So this concept that was done, we gave uh [2:10:53, 2:10:57]: Rough order of magnitude between about ten million and twenty million. [2:10:58, 2:11:01]: So I wanted to give that a small piece of [2:11:02, 2:11:05]: um information. So we did go back to the drawing board. [2:11:06, 2:11:09]: uh to kind of come up with a building that had um all of the [2:11:10, 2:11:17]: program request from the council. So in um the building increased uh in square footage and it also went two stories. So [2:11:17, 2:11:23]: just to walk you through uh what this looks like. Uh we do have a full size gymnasium still in the program. [2:11:24, 2:11:28]: We also added a swim center. Um the swimming pool is um [2:11:28, 2:11:35]: College length. I think it actually meets um Olympic standard length for short swims. [2:11:36, 2:11:44]: Um, it also has uh locker rooms that are associated to support that swim center. So the big two kind of double height uh [2:11:45, 2:11:51]: pieces of program or kind of bookended on each side of the plan. And there's a kind of a central [2:11:51, 2:12:00]: um commons area or access line um that connects these two large pieces of program and then everything starts to function around them. [2:12:01, 2:12:09]: Um so on the right side is kind of the back of the site and then the the left side of the plan um is the f the front street. [2:12:09, 2:12:10]: Access. [2:12:11, 2:12:15]: Uh so parking is around the back of the building. Um so [2:12:15, 2:12:16]: Uh [2:12:16, 2:12:20]: Folks who are uh driving will more likely come in this back set of doors. [2:12:21, 2:12:28]: There is a cafe space and lounge over to the right side, as well as kind of the office space here in purple. [2:12:28, 2:12:35]: Um there, you know, there is a cafe bar um where uh snacks and health drinks could be served. [2:12:35, 2:12:40]: Um there's also one elevator here uh kind of right after the entry. [2:12:41, 2:12:46]: Um and the front of the plan is a community room. [2:12:47, 2:12:51]: Um that can be rented out or have activities in it. [2:12:51, 2:12:55]: Um and from there you can um go up a set of stairs. [2:12:55, 2:12:57]: А то секід флор. [2:12:57, 2:12:59]: Um which does have uh your fitness room. [2:13:00, 2:13:08]: Um, over here, and there would be windows to the outside. So people on treadmills or ellipticals could see out. There's also space for weight. [2:13:09, 2:13:22]: um and other um kind of uh training devices or equipment. There are two studio spaces. Uh there's one here at the top of the plan and then one here at the bottom that could overlook uh the pool space below. [2:13:22, 2:13:24]: There's a smaller set of bathrooms. [2:13:25, 2:13:28]: Up here, as well as two classrooms that were. [2:13:28, 2:13:29]: Asked for. [2:13:29, 2:13:33]: Um there is an outside terrace space as well in this plan. [2:13:33, 2:13:40]: The thought is this is that those classrooms can open out to the space. So if you want to do some sort of outdoor yoga. [2:13:40, 2:13:51]: or class of that sort or even a meditation sort of class that could be done on kind of in one of these classrooms and then outside on the terrace as kind of functionality. And that terrace is covered. [2:13:52, 2:13:57]: Um there's also a suspended walking track that was talked about. You can see it here in yellow. [2:13:58, 2:14:10]: It is connected to this white common space so that there could be even an extended walking path that came not only around inside, but it could come out and around the stair and back. [2:14:11, 2:14:23]: Um, so square footage increased, this is sitting at um uh 58,000 square feet in total. You can see that list out here uh to the right of the page and how that all works out. [2:14:24, 2:14:25]: Um [2:14:25, 2:14:33]: I I did produce kind of three different renderings of this. Um, this plan is a little bit different from um [2:14:33, 2:14:37]: A lot of buildings, a lot of buildings hold the corners tightly. [2:14:37, 2:14:49]: this building sitting across from some single family home. So we've chosen to kind of pull the corner back away from the intersection and create, you know, kind of a a nice plaza in front. We could have [2:14:50, 2:14:57]: um community art here. It also could be functional art. Some of the training equipment looks very sculptural and beautiful. [2:14:57, 2:15:06]: Um, I'm thinking of there's a four-sided kind of seesaw component that both adults and kids like, that could be something that could be pos positioned here. [2:15:07, 2:15:12]: Um, so you see this kind of community room has been given prominence up front. Um, there can be signage. [2:15:13, 2:15:14]: uh placed on that volume. [2:15:15, 2:15:24]: Up above you see the kind of outdoor terrace that could be outdoor uh yoga and stretching and things like that uh attached to those classrooms. [2:15:25, 2:15:31]: Um there here's that kind of spine space that's accentuated on the outside and how that kind of will welcome you in. [2:15:32, 2:15:39]: And then the two large volumes of uh both the gym on the left side and the pool on the right side. [2:15:40, 2:15:44]: Um this is kind of a cont a very contemporary expression. [2:15:44, 2:15:45]: Um [2:15:45, 2:15:46]: The second [2:15:46, 2:15:51]: uh rendering softens it by kind of showing you that structure that's holding it up. [2:15:51, 2:16:01]: And then the last one kind of takes it back to a little bit more traditional aesthetic with very structure and kind of reducing that hood element. [2:16:01, 2:16:05]: Um so these are the three aesthetics uh that were um [2:16:06, 2:16:07]: Produced [2:16:08, 2:16:13]: Uh and then cost. So we have come up in square footage, square footage equals coming up in cost. [2:16:14, 2:16:21]: Uh so redoing all that cost, this now comes between about 27 million and 35 million. [2:16:22, 2:16:28]: Um there is escalation. Uh you know, if I believe this would be at least four years out in the future. [2:16:29, 2:16:29]: Uh [2:16:30, 2:16:38]: Potentially, so there is escalation built into that number, and you're kind of seeing that about two percent escalation per year for construction. [2:16:41, 2:16:41]: Okay. [2:16:43, 2:16:44]: Well, thank you very much. Um [2:16:46, 2:16:55]: And maybe I missed something here and I guess uh to Mr. Nighting or the Council, uh the budgeted amount that we agreed to for this was what? [2:16:55, 2:17:02]: We did not agree to a budgeted amount for this uh facility. This is something that the council charged us to take a look at. [2:17:03, 2:17:08]: This is just the next iteration of that. I think that this is something um that um [2:17:09, 2:17:10]: We hold [2:17:10, 2:17:16]: Um and know that uh it's out there, it's been discussed and something that we can [2:17:16, 2:17:18]: Address more definitively. [2:17:19, 2:17:23]: Um as the other civic projects uh unfold and uh are completed. [2:17:24, 2:17:28]: Um that's my thought. Obviously we follow the council's direction. [2:17:28, 2:17:45]: But when we were charged to take a look at this, this is what was first developed and then the second iteration of it. And now we're looking at what would be, I guess, the third iteration or understanding of what that could look like in the future. [2:17:46, 2:17:50]: Okay. Food with thought I guess to the council would be uh [2:17:50, 2:18:10]: Youth and senior center, do we still want a pool here, even though we know that there is going to be a pool that's going to be at the more southern part of Stockbridge? I mean some distance obviously from this immediate location. That's just kind of curiosity question, actually. It's always good to be self-contained, but uh just wondering what your thoughts may be. Anyone on [2:18:10, 2:18:11]: Yeah. [2:18:14, 2:18:17]: Anybody else? Any thoughts at all about the project this particular project? [2:18:21, 2:18:28]: Yes, sir. Uh all right, please. And turn uh obviously this was the wish list of everything that we wanted. [2:18:29, 2:18:37]: Uh to see in these in this element. Uh the community is deserving of a project like this. I'm not sure whether or not uh [2:18:37, 2:18:43]: Again, that budgetary number is i is ri wow. It's uh near thirty million dollars. [2:18:43, 2:18:45]: For the facility. [2:18:45, 2:18:49]: You know, maybe uh there's some uh partners out there who might be willing to. [2:18:50, 2:18:52]: uh come to the county or enter the county. [2:18:53, 2:18:55]: And those are the discussions that we might be able to have. [2:18:56, 2:18:57]: Uh down the line. [2:18:57, 2:19:05]: But I I do think it's worthwhile to have two pools uh in certain in the city, not just depending upon one. [2:19:05, 2:19:08]: But uh the size and scope of the project uh [2:19:08, 2:19:13]: Obviously this is again a dream wish list of what we were like in the project. [2:19:13, 2:19:15]: But in the end uh we [2:19:15, 2:19:17]: Have to uh know what we can actually afford. [2:19:18, 2:19:20]: budgetary wise. So [2:19:20, 2:19:27]: Uh maybe that's again, maybe around around fourteen to twenty instead of thir uh instead of thirty million. [2:19:27, 2:19:29]: Because when we do the project. [2:19:29, 2:19:32]: Uh, we want to do it right, and we do understand. [2:19:32, 2:19:35]: Uh, this is going to be a little ways out, so it might be [2:19:36, 2:19:37]: Uh possibly. [2:19:37, 2:19:40]: uh financed on the next flocks so [2:19:40, 2:19:41]: If you have um [2:19:42, 2:19:44]: Unable to do that on the next flask. [2:19:45, 2:19:53]: Uh it uh fifteen or twenty million dollars is certainly not out of the question, but the financing would be the be the key element. But in the end, [2:19:54, 2:19:59]: the community is deserving of this project. It's just whether or not uh how we would be able to pay for it. [2:20:02, 2:20:06]: Councilman Thomas Gray, please. I I I do just want to add that [2:20:07, 2:20:10]: This facility and this neighborhood. [2:20:10, 2:20:15]: uh would be no doubt eligible for those block grant fund. [2:20:16, 2:20:19]: So Mr. Nine, I I think we probably need to [2:20:19, 2:20:23]: uh start now looking into that and I don't know what um [2:20:24, 2:20:25]: Intervals [2:20:25, 2:20:37]: uh or you know yearly uh or you know that we can actually apply for those funds. But uh without a doubt, this this community will be eligible for those block grant funds. [2:20:40, 2:20:42]: Any other council members comments? [2:20:43, 2:20:44]: Questions, concerns at all. [2:20:46, 2:20:48]: Council Councilwoman Barber, go ahead, please. [2:20:49, 2:20:53]: So yeah, I do support a youth and senior center. [2:20:53, 2:20:54]: Um [2:20:54, 2:21:00]: And Mayor Pro Tem did mention about partnerships. I think that will be important for us. [2:21:00, 2:21:01]: Um [2:21:01, 2:21:07]: And I'm glad Councilman Thomas mentioned about the CDBG eligibility. [2:21:08, 2:21:10]: to help fund this. So [2:21:12, 2:21:14]: Yeah. Thank you. All right. [2:21:15, 2:21:16]: Anybody else? [2:21:17, 2:21:19]: Yeah, Mayor. We've got right here, Catherine Blood. [2:21:20, 2:21:40]: Yeah, I I think that um and I, you know, I I definitely concur with quite a bit that's been said. I think that once we get this amphitheater up and going and we really bring some recognition to the city of Stockbridge and people come and start to visit and see the put so much potential and so much uh vibrancy in in in the community that they w wanna [2:21:40, 2:21:55]: to come and invest. And I think the anchor to all of this would be the uh well once we get this amp amphitheater up, uh for those people come in and invest, then it would definitely make our uh economic development director job a lot easier. Um but I think that those would [2:21:56, 2:21:59]: That would bring investors into the city. So I think that [2:21:59, 2:22:01]: You know, um [2:22:02, 2:22:03]: Time [2:22:03, 2:22:12]: Time for the city is gonna tell the tale on uh future growth when it comes to funding and all of these things. And I and I commend the council for [2:22:12, 2:22:31]: uh looking at how we would go about doing these things because if we could do them right now I'm pretty sure we all would uh go ahead and jump on those uh opportunities and and just make uh Stockbridge a more livable and fun place to live for our citizens. But I think that we we we all recognize that we have to identify [2:22:31, 2:22:38]: uh the fund is to make all of this stuff uh that we want for the city and the city needs and that would enhance the city come to fruition. So [2:22:39, 2:22:40]: Um, that's my two cents. [2:22:42, 2:22:44]: Appreciate it. Good. Anybody else? [2:22:45, 2:22:55]: Alrighty. See nothing else. Okay. Well Heather, thank you for the brief. Um anything else you need to add? Okay, that's the anything else you need to add. [2:22:56, 2:22:59]: Thank uh just thank you for your time this morning. [2:22:59, 2:23:02]: Um and I look forward to continue to working with you. [2:23:02, 2:23:07]: Good deal. Appreciate it. [2:23:08, 2:23:09]: Uh to Hitler while we're looking. [2:23:10, 2:23:12]: This is this modern look. [2:23:12, 2:23:17]: With the with the short setback is exactly what we implemented on the highway one thirty eight. [2:23:18, 2:23:20]: uh overlay. And that was something that we wanted to [2:23:21, 2:23:23]: To move forward uh with is making sure that [2:23:24, 2:23:27]: Uh, this is something that we gave it a more modern and [2:23:27, 2:23:28]: City Field with the setbacks. [2:23:29, 2:23:31]: Well, the parking was in the rear. [2:23:31, 2:23:33]: uh of the building. So this is in line with [2:23:34, 2:23:37]: uh what we want to do with uh most projects coming forward. [2:23:40, 2:23:41]: All right. Sounds good. [2:23:41, 2:23:42]: Right. [2:23:42, 2:23:47]: All right, thank you, Heather, for your time. Appreciate it. And I know we'll continue to work together to get these things done. [2:23:47, 2:23:50]: Thank you. Take care of yourself now. Bye bye. [2:23:51, 2:24:08]: Mr. Knighton, uh we're behind schedule, but I know you have a T C Plus uh discussion. Well, let me let me do this and I may offer this to the council. I think the information on T S Plus I could probably send to the Council uh via email. I know that um there are a couple of things that uh probably need some attention. [2:24:08, 2:24:13]: um in executive uh session. There's actually one other item I need to let the council know about. [2:24:14, 2:24:16]: It should only take a few minutes in executive session, but [2:24:17, 2:24:17]: Um [2:24:18, 2:24:23]: Um I'm I'm willing to forego that given the time and I believe some time constraints that may be present. [2:24:23, 2:24:27]: Um so uh I can I could probably communicate that via [2:24:27, 2:24:34]: um via email. There is a a joint meeting of the cities and counties on April 6th, I believe it is. April, no, I'm sorry, April 15th. [2:24:35, 2:24:37]: April fifteenth. That's the standard [2:24:38, 2:24:38]: Call. [2:24:39, 2:24:45]: In other words, that uh in order for a T spas to go forward or spas to go forward, the county has to make that call or have this joint meeting. [2:24:46, 2:24:52]: Uh and then subsequent to that, there'll be conversations with the cities and counties about an ultimate project list. [2:24:53, 2:24:57]: And so I think uh given given the timing of all of that, we've got a little bit of time. [2:24:57, 2:25:01]: uh with with that and I can probably communicate by email on that item. [2:25:01, 2:25:05]: uh given where we are uh right now in the uh retreat sessions. [2:25:06, 2:25:12]: All right. Any any any questions right now w or concerns about what Mr. Nighting uh just mentioned. [2:25:13, 2:25:14]: Uh our first sir. [2:25:15, 2:25:16]: Go ahead, sir. Go ahead. [2:25:16, 2:25:21]: Well, personally, I don't mind going over on the time. I think it's a worthwhile discussion because [2:25:21, 2:25:24]: Transportation is all we ever hear about. [2:25:24, 2:25:28]: Out in the community every single day is traffic, traffic, traffic. So [2:25:28, 2:25:32]: I I I I don't mind going over on on the time. [2:25:32, 2:25:37]: To have this discussion because uh T-SPLOST is something that Henry County certainly needs. [2:25:37, 2:25:42]: And we need as a city and the citizens need to hear that we're talking about traffic. So [2:25:43, 2:25:47]: I I certainly w think it's a worthwhile discussion and I don't mind staying over on the time. [2:25:48, 2:25:49]: Okay, no problem. No problem with me. [2:25:51, 2:25:55]: All right, any other comments from the council. And if not, Mr. Knight, go ahead, please. [2:25:55, 2:25:58]: All right, give me just one moment. [2:25:58, 2:26:00]: Mayor, I want to bring something up. [2:26:01, 2:26:03]: Let's see here. [2:26:05, 2:26:06]: Mm. [2:26:11, 2:26:12]: Right. [2:26:13, 2:26:15]: All right, let me share screen. [2:26:21, 2:26:22]: Test the one. [2:26:25, 2:26:27]: Alrighty. [2:26:37, 2:26:39]: All right. Can everybody see that? [2:26:39, 2:26:41]: Yes, we can. Okay. All right. [2:26:42, 2:26:48]: Couple things I wanted to mention here is um Splash five, first of all. [2:26:48, 2:27:01]: Civic projects course is forty-eight percent and then twenty-three percent for sewer and road projects, park improvements, and total of hundred percent. That's spLOS five. That's going really what we have splots five, which we should be collecting here fairly soon, uh, in April, May. [2:27:02, 2:27:03]: Same. [2:27:04, 2:27:09]: Again, SWAST five, I'm talking about uh civic projects at nine point eight million dollars. [2:27:09, 2:27:15]: And I did confirm that um the that was used as a part of our bond issuance, that total amount. [2:27:16, 2:27:20]: um for civic projects. And we have road projects of four point seven. [2:27:20, 2:27:23]: Sewer water stormboard infrastructure at four point seven. [2:27:24, 2:27:31]: And then park improvements at one point uh two three one for a total of twenty point five in splost five. [2:27:33, 2:27:38]: All right, uh the city county joint meeting, as I mentioned, April fifteenth, twenty twenty-one. [2:27:38, 2:27:40]: At six o'clock PM. [2:27:40, 2:27:46]: Um the total for Splost or T Splost would generate about two hundred and forty million dollars. [2:27:46, 2:27:48]: For that project. Now obviously there has to be [2:27:48, 2:28:04]: conversation with uh the cities and the counties uh to determine allotments. But more importantly, when it comes to transportation, it is necessary to make sure you have the right projects. And by what I what I mean by right projects is you really have to [2:28:04, 2:28:05]: Of it. [2:28:05, 2:28:08]: forego much of the thinking about jurisdictional boundaries. [2:28:09, 2:28:11]: And the reason is of course roads don't [2:28:11, 2:28:12]: Um [2:28:12, 2:28:14]: Roads are concerned. [2:28:14, 2:28:16]: with jurisdictional boundaries. [2:28:16, 2:28:21]: Roads a new road projects are intended to relieve traffic congestion. [2:28:22, 2:28:23]: And to allow for [2:28:23, 2:28:28]: Citizens to move about and provide the necessary mobility. [2:28:28, 2:28:38]: involved in track transportation projects. So although there will be uh should be allotments for each one of the cities respective jurisdictions, a certain amount. [2:28:38, 2:28:42]: Uh, we have to look globally, and I'm talking county and cities. We have to look go globally. [2:28:42, 2:28:45]: What are the best projects and to move people around? [2:28:46, 2:28:48]: Um to relieve congestion. [2:28:48, 2:29:03]: And also to some degree provide economic development opportunities because companies and businesses that look to move to Henry County, Stockbridge, et cetera. Of course, one of the things that they have on their list is how do you get people to and fro? How do you provide opportunities? [2:29:03, 2:29:06]: for goods and services to be able to move. [2:29:06, 2:29:10]: Throughout that jurisdiction. And so I just point that out because [2:29:11, 2:29:13]: All of us involved, county and cities. [2:29:13, 2:29:14]: Have to be very [2:29:15, 2:29:16]: Aware of [2:29:16, 2:29:19]: The types of projects that should be on a list. [2:29:19, 2:29:22]: That provides that type of mobility. [2:29:22, 2:29:24]: Um, throughout the entirety of the county. [2:29:25, 2:29:26]: All right. [2:29:27, 2:29:28]: We'll move this one over. [2:29:31, 2:29:33]: I'm sorry, I'm trying to move this out of the way. [2:29:34, 2:29:40]: All right, back in February February, last fall, when there was or actually actually last summer, when there was some conversation. [2:29:41, 2:29:44]: About T Splost that point in time, as you recoл. [2:29:45, 2:29:49]: The county was contemplating moving forward with a T Splost in November. [2:29:50, 2:30:00]: And we were on a rapid um ascent to try to get all of these items together, have some conversations with our respective jurisdictions. I'm talking about the cities now. [2:30:00, 2:30:03]: And begin to talk about those things that would be important for. [2:30:04, 2:30:19]: um projects that would be on a T Splos list for a potential vote in November. Off obviously that was that did not happen. And um now the vote will be in November for a transportation spLOS, that additional one cent [2:30:19, 2:30:21]: Uh people would pay. [2:30:21, 2:30:23]: Um to fund [2:30:23, 2:30:31]: All of these civic projects based on different formulas. Right now we're receiving about$20.5 million on the traditional SPLAST 5. [2:30:32, 2:30:37]: If that were to increase some to about 30%, that would be about$25 million. [2:30:37, 2:30:42]: The list you see here is uh right at twenty nine, just over twenty nine. [2:30:42, 2:30:44]: million dollars and again [2:30:45, 2:30:51]: City of Stockbridge, as well as McDonough, Hampton, Locust Grove, and County would need to really put these projects. [2:30:51, 2:30:54]: In a pot to determine which projects [2:30:54, 2:31:00]: Um, should be funded. Much of this has to do with what I think we would receive. [2:31:01, 2:31:05]: uh in terms of an allotment, uh in terms of overall [2:31:06, 2:31:07]: Uh yeah, an overall a lotment. [2:31:08, 2:31:10]: Which now this list is more than that, obviously. [2:31:11, 2:31:15]: But um for discussion purposes and for pup purposes [2:31:15, 2:31:22]: Of moving uh these items forward for consideration, I think we need to have a very strong and robust list on here. [2:31:23, 2:31:30]: As you'll see, starting with the top, there are some items here with respect to curb and gutter sidewalks and widening, Wilson Nolan. [2:31:30, 2:31:31]: Charles, um [2:31:32, 2:31:40]: Walker Street, et cetera. Those items have been discussed before. I went to public works list at 4.5. [2:31:40, 2:31:47]: Davison Parkway resurfacing in sidewalks 3.6, Old Atlanta Road resurfacing resurfacing in sidewalks 2.5. [2:31:48, 2:31:50]: Past street sidewalks two point two [2:31:50, 2:31:55]: Davis Road Curb and Gutter sidewalks from Shields to Clark Park 4.35. [2:31:56, 2:31:57]: Рез Крик Трайл. [2:31:58, 2:32:03]: Um two point eight, Brush Creek, two point four, MLK Senior Heritage Trail. [2:32:03, 2:32:07]: A Spurs four twenty five, uh, and then another section. [2:32:07, 2:32:09]: Greenfront Cafe 355. [2:32:10, 2:32:16]: Continuation of MAK MLK Senior Heritage Trail 625, Trailhead Location at Reeves Creek Trail 500,000. [2:32:17, 2:32:21]: And I would mention that all of those virtually all of those projects that I just mentioned in that section. [2:32:22, 2:32:24]: came from the um [2:32:24, 2:32:28]: Bicycle pedestrian trail plan that the city adopted. [2:32:28, 2:32:31]: In twenty seventeen. So those were extracted directly. [2:32:31, 2:32:33]: From that trail plan. [2:32:34, 2:32:35]: Part of implementing the trail plan. [2:32:36, 2:32:38]: Um country club drive. [2:32:38, 2:32:39]: Country club. [2:32:40, 2:32:41]: Uh drive. [2:32:41, 2:32:47]: As you all recall, um we have placed up some speed signs on Country Club Drive. [2:32:47, 2:32:49]: That particular stretch. [2:32:50, 2:32:52]: Has a number of ingress and egress points. [2:32:53, 2:32:56]: And you'll remember we we had some level of discussion before. [2:32:56, 2:33:02]: about what could be done and we're approached by some some uh businesses there about what could be done about [2:33:03, 2:33:08]: Um the traffic conflicts, if you will, on Country Club Drive. That's why there's one one million dollars. [2:33:09, 2:33:11]: was placed there as potential. [2:33:12, 2:33:12]: Um [2:33:13, 2:33:15]: Opportunities for improvement on country club drive. [2:33:16, 2:33:22]: Burke Street sidewalks, pedestrian improvements, five hundred thousand. Love Street Sidewalks, pedestrian improvements at five hundred thousand. [2:33:23, 2:33:30]: Those items in particular I suggested be put in in order to provide more connectivity in the downtown area. [2:33:30, 2:33:34]: With the advent of the amphitheater, just talked about the amphitheater, talked about [2:33:34, 2:33:35]: Cultural Arts Center. [2:33:36, 2:33:39]: Триати вокабилі. [2:33:39, 2:33:45]: in the downtown area to connect these civic projects and also s to provide opportunities. [2:33:45, 2:33:48]: For what we would like to see in terms of business development. [2:33:48, 2:33:50]: uh in our traditional downtown area. [2:33:50, 2:33:56]: And then Walt Stevens Road Trail, another item at three million dollars. And that total adds up to just over 29. [2:33:57, 2:33:58]: million dollars. [2:33:58, 2:34:00]: As we begin to approach plus five. [2:34:02, 2:34:07]: Excuse me, is we or T Splash, the T S PLOS and in developing a T S PLOS list, which I would imagine [2:34:08, 2:34:11]: Would need to be done by mid summer, July or so. [2:34:11, 2:34:18]: Um to have a I would think that uh the county and cities would want to have a pretty solid list at that point to be able to [2:34:18, 2:34:20]: Провад то. [2:34:20, 2:34:23]: А форд і надерні. [2:34:23, 2:34:25]: as we approach a November election. [2:34:26, 2:34:46]: Um and so as we as we look at this list, um, one of the things that we need to consider is is this list solid? Is this a list that um uh the council would uh endorse uh for consideration as a part of the uh overall T Splost? And if there are any other [2:34:46, 2:34:50]: Um items that uh should be included. [2:34:50, 2:34:51]: Um on this list. [2:34:52, 2:35:06]: and um or or anything that uh there's a question about or anything that needs to be added or included. So with that, um I would I would yield uh Mr. Mayor and uh see if there are any comments from uh council members. [2:35:06, 2:35:12]: All right. Uh I see the MariPort Tim is unmuted, so so you must have something that you need to say at this time. [2:35:12, 2:35:22]: Yes, I do, Mayor. Thank you. I think this is a very worthwhile discussion and to understand. Our citizens talk about traffic every single day. Why? Because we're stuck in it. [2:35:23, 2:35:27]: And in order for us to move forward with appropriate funding. [2:35:27, 2:35:31]: The big l the big number here is two hundred and forty million dollars. [2:35:32, 2:35:35]: And again, uh I talked to all my property owners. [2:35:36, 2:35:36]: You know [2:35:37, 2:35:40]: Because we don't have a lot of industry in the city and in the county. [2:35:41, 2:35:43]: You're you're over taxed as it is now. [2:35:44, 2:35:45]: Uh with Henry County. [2:35:46, 2:35:49]: Uh being what it is and as we drive economic development. [2:35:50, 2:35:53]: We hope to drive those uh county wide tax numbers. [2:35:53, 2:35:54]: Down for you. [2:35:54, 2:36:01]: But in we need uh two billion dollars to close the transportation gap in Henry County. [2:36:02, 2:36:06]: Now there's three hundred and thirty eight million dollars in projects. [2:36:06, 2:36:09]: coming to our coming to our doorstep [2:36:09, 2:36:29]: uh through GDOT and we thank uh our representative uh Dana Lemon uh for doing an excellent job in bringing a number of projects uh to our area. Those projects uh include the widening of Highway 42 from from Stockbridge all the way to McDonough. Highway 42 is very [2:36:29, 2:36:30]: hot w hot travel. [2:36:30, 2:36:32]: uh projects uh [2:36:32, 2:36:34]: Funding for Rock Quarry Road. [2:36:35, 2:36:37]: uh uh widening wa funding [2:36:37, 2:36:40]: uh for various areas like there's a new [2:36:40, 2:36:43]: Highway that's coming from Hudson Bridge Road. [2:36:44, 2:36:52]: Uh it will start at Hudson Bridge Road where the McDonald's is, and it will proceed south uh all the way to Jonesboro Road. [2:36:52, 2:36:54]: And it will bisect the Jodico. [2:36:54, 2:36:58]: uh development, the new mixed use development, whether where the um [2:36:59, 2:37:00]: aquatic center will be located. [2:37:01, 2:37:16]: as well. So citizens should understand that we're doing everything that we can uh to bring road projects uh to the city, to get rid of a lot of these bottlenecks, understand how way 20, highway 81 is being widened uh as well. [2:37:16, 2:37:20]: uh down in McDonough. Uh then G Dot's bringing [2:37:20, 2:37:22]: uh a billion dollar project [2:37:22, 2:37:25]: That will uh help with the truck truck traffic. [2:37:25, 2:37:28]: Uh, from Savannah all the way to [2:37:28, 2:37:31]: Uh, Henry County where there will be truck only lanes. [2:37:31, 2:37:35]: uh from that uh from that corridor relieving the pressure [2:37:35, 2:37:36]: Uh awful. [2:37:36, 2:37:41]: The network, but we have to do our part and we have to be able to provide. [2:37:41, 2:37:45]: А дан сайтак аз а матч. [2:37:45, 2:37:47]: I'm very, very hopeful. [2:37:48, 2:37:51]: That in the Henry County version of this blossom list. [2:37:51, 2:37:56]: that they will be inclusive of Walt Stevens Road and Flippin' Road. [2:37:56, 2:37:57]: We deserve that. [2:37:58, 2:38:00]: Бікас Евробаді і не с каунті. [2:38:01, 2:38:09]: When traffic gets backed up on I seventy five, every person in this county has got off at highway one hundred thirty eight. [2:38:09, 2:38:10]: Took Spear Road. [2:38:11, 2:38:31]: To Walt Stevens Road to Flipland Road. So everybody in the county needs to be supportive of improve improving these corridors. And with this T Sploss, I'm very hopeful that no T Splos on the county level will go forward without significant funding for Walt Stevens Road. [2:38:31, 2:38:34]: Widening, uh spear roll and flipping roll. [2:38:35, 2:38:55]: To be inclusive in all of these projects to make sure that we work on overall traffic uh improvements for the city. Uh, this one this is a one-cent sales tax, ladies and gentlemen. It's one cent that you will pay uh in addition to what you're paying now, uh, to bring 240 million dollars. And the best thing about the T-Splot. [2:38:55, 2:39:15]: Us is it has to be spent on traffic improvement. It has to be. It's traffic related. And that's all we hear from you all every single day. What are we going to do about traffic? If you look at the cities list here, it's uh based on connectivity uh and improvement, the way to get around. Because so many times in [2:39:15, 2:39:23]: In various neighborhoods. We don't have sidewalks. In this plan here, I know many of you all uh right now because the Reeves Creek. [2:39:24, 2:39:33]: Uh trail has been closed, venture over to Clayton International. That's a beautiful park over there with pedestrian access. [2:39:33, 2:39:36]: If you look at the two projects that we have here. [2:39:37, 2:39:40]: Uh on this list the flipping rope the the um [2:39:41, 2:39:47]: the trail extension, the Reed Street Trail extension for two miles, and then the Walt Stevens Trail. [2:39:47, 2:39:50]: We hope in this vision to be able to connect. [2:39:51, 2:39:56]: the Reese Creek Trail in Stockbridge to the Clayton International Lake Spoy Trail. [2:39:57, 2:39:59]: Imagine how wonderful that would be. [2:39:59, 2:40:02]: For you to be able to take uh park at Flippin' Road. [2:40:02, 2:40:05]: and venture all the way out to Clayton International if they're new. [2:40:06, 2:40:08]: Uh, Red Center and Park area. [2:40:08, 2:40:11]: To be able to go all the way to our stop ridge amphitheater. [2:40:11, 2:40:13]: Amazing connectivity. [2:40:14, 2:40:16]: would be inclusive in all of these projects here. [2:40:17, 2:40:19]: But again, this is a county wide. [2:40:20, 2:40:26]: effort in addition to the city. So it is incumbent upon us to work very closely [2:40:26, 2:40:40]: With Henry County to make sure that there are projects that affect the area of Stockbridge, primarily Walt Stevens and Flippin, uh to be able to prove those and to make sure that we get some additional funding to actually uh [2:40:41, 2:40:42]: A fund of widening. [2:40:42, 2:40:44]: uh of rock core rope. [2:40:44, 2:40:49]: Those projects which citizens have been calling for for extended period of time. [2:40:49, 2:41:02]: can be accomplished right here if we can get support uh for this T splot vote. It's very critical, ladies and gentlemen. The state wants to see us put up some skin in the game. We can't go to D dot [2:41:02, 2:41:07]: And say we want all of this funding and then we're not doing our part on the local level. [2:41:07, 2:41:12]: But if we can go to G Dot with cash in hand, it's two hundred and forty million dollars. [2:41:12, 2:41:15]: I I trust and believe that our representative will [2:41:15, 2:41:18]: Ворі гарфос та секьюри. [2:41:19, 2:41:26]: uh one point five billion dollars that we need to correct the transportation infrastructure here in her county. [2:41:27, 2:41:34]: All right. More to follow obviously on on all this in this aspect. Mr. Knighton, um, I mean it may be uh [2:41:35, 2:41:53]: too premature, but uh it the meeting with the county and other cities on the fifteenth, do you realize uh if that's going to be virtual or is that going to be in yes, I understand it's virtual, virtual meeting. It is a virtual meeting. Good meeting. Okay, good deal. Uh any further comments, uh counsel on this uh T S Plus piece here at all? Anyone else? [2:41:54, 2:42:02]: Anybody else? Okay. Anything I don't see any other uh anything else. Okay. Anything else, Mr. Knight, you need to add before we [2:42:02, 2:42:10]: You and portion no, but no, no, sir, but but as we as we continue to progress, as I mentioned in the next couple of months. I'm in a meeting. [2:42:11, 2:42:14]: In the next couple of months. [2:42:15, 2:42:25]: Um in the next couple of months as we continue to progress, um, we'll need to finalize or refine this list uh for consideration uh with the other [2:42:25, 2:42:29]: um items with the county and other cities and we'll keep you apprised of that. [2:42:29, 2:42:30]: Okay. [2:42:31, 2:42:33]: All right. Good job. [2:42:33, 2:42:49]: So on on that note, then uh what we have, sir, is a Zegler session that we need to go into and to talk about a few things, whether it's personal litigation or real estate matters with the entire council, and then we'll come out of that, do the recap and then adjourn. [2:42:49, 2:42:50]: Okay. [2:42:50, 2:42:53]: So on that note, uh [2:42:53, 2:43:01]: On that note, oh yes, Vanessa Halda. Yes, I just want to apologize for my open mic. I'm not touching it. It's doing that. And I it's unfortunate that. [2:43:03, 2:43:08]: There was two times when I was speaking. I apologize for that. No, no problem. Okay. Apology accepted. [2:43:09, 2:43:20]: Appreciate it. Uh so but we need to go to exactly session. So uh Vanessa, could you send everybody a connectivity to do that? And um [2:43:20, 2:43:28]: in this aspect and I would imagine uh we can be in executive session uh probably within the next what ten minutes five minutes, ten minutes? How how long do you think you need? [2:43:30, 2:43:35]: Just a couple of minutes, certainly not that long. Five minutes, I'll see ya you all as everyone. Yes. [2:43:36, 2:43:41]: I sent you an email about someone else who's joining the executive session. Just want to make sure you saw that as well, please. [2:43:44, 2:43:44]: Thank you. [2:43:47, 2:43:48]: Okay, we'll do. Thank you. [2:43:49, 2:44:06]: And uh I would think we don't we don't necessarily need a motion to go to Zagos session anyway. Uh I mean normally we do, but this is uh this is a retreat, so I think we just go just like we've just been adjourning the meeting. So I'll just uh if that's the case and uh we'll just we'll see you right in Zego session here in a few minutes. All right. [2:44:08, 2:44:10]: All right. Thank you. [2:44:11, 2:44:17]: I guess we need to leave this particular venue and and then open up a new one and then come back. I would suggest leaving and especially [2:44:17, 2:44:19]: I would suggest leaving. [2:44:19, 2:44:24]: You would you suggest what, ma'am? Just leaving I would suggest leaving. Altogether. Okay. Good deal. Thank you. [2:44:25, 2:44:25]: I'll see you on a bit. [2:47:06, 2:47:09]: And this link should have really been the same link we had earlier today is what it amounts to. [2:47:40, 2:47:40]: Yeah. [2:52:28, 2:52:29]: Mayor, I came on in here. [2:52:38, 2:52:39]: You're muted, Mr. Mayor. [2:52:42, 2:52:47]: Yeah, that does happen to me from time to time. Yes. I'm I'm I'm looking for uh Mr. Knight to join back in. [2:52:49, 2:52:49]: As well. [2:52:50, 2:52:56]: As well as b as well as uh oh there we go. Now we okay. And [2:53:01, 2:53:03]: Hi, Miss Knighton. I'll see you back in. [2:53:05, 2:53:06]: Yes, yes, Mayor. [2:53:06, 2:53:10]: Okay, let's go through a recap from the day day three. [2:53:10, 2:53:12]: Okay. All right. [2:53:13, 2:53:27]: Okay. Um we started out uh in the morning with respect to um oh Vanessa. I was just asking, is Miss Gantt not coming back? She's coming back. She's c she'll be back. Okay. I'm just making sure for the record. Yeah, I called her. She she she'll be back here shortly. [2:53:27, 2:53:28]: Okay. [2:53:28, 2:53:35]: Excuse me. All right. Uh we began the day um with a recap of um yesterday and the items discussed there. [2:53:35, 2:53:41]: And began the day with uh Heather Hubble from uh TSWR architect going over the [2:53:42, 2:53:50]: Uh amphitheater initially the amphitheater items first, primarily the issue related to splash pad or interactive water features. [2:53:50, 2:53:51]: There were two options shown. [2:53:52, 2:53:58]: Uh the council decided that preferred would be option number two, which was uh the property here or or [2:53:58, 2:53:59]: First. [2:53:59, 2:54:03]: Proximity right here uh um uh against City Hall. [2:54:03, 2:54:12]: And we went through uh that item discussed the various uh features of the um interactive feature and it seemed that all council members were supportive of that. [2:54:13, 2:54:16]: However, uh there was a cost estimate that was mentioned. [2:54:17, 2:54:28]: Uh that was well over uh one million dollars. And there were some things discussed there with respect to the restrooms um and any other cost saving measures that could be given. Again, that was a very, very broad estimate. [2:54:28, 2:54:39]: uh one point seven million I believe it was. But the thought is that the uh location is what was important at the moment and CSW would go back and um [2:54:40, 2:54:41]: Have a more specific cost. [2:54:42, 2:54:43]: Assessment. [2:54:43, 2:54:49]: Um and look at uh obviously cost reductions for um that particular item. [2:54:49, 2:54:52]: But overall it seemed to resonate with the council. [2:54:53, 2:54:54]: The second [2:54:54, 2:54:59]: uh item that uh uh we spent extensive time on was a cultural arts center. [2:54:59, 2:55:01]: uh item specifically. [2:55:01, 2:55:12]: And uh Ms. Hubble presented a presentation and went through various iterations that have taken place since 2019, 2020, and now where we sit in terms of the overall cultural arts center. [2:55:12, 2:55:17]: And discussed um the current estimated costs. [2:55:17, 2:55:22]: Of the cultural arts center, which range as I remember from thirteen to twenty six million dollars or so. [2:55:23, 2:55:27]: For the current configuration. She then showed a list of items. [2:55:27, 2:55:35]: That could um perhaps allow this the city to realize cost reductions uh throughout um. [2:55:36, 2:55:38]: uh the current configuration. [2:55:39, 2:55:46]: uh of the cultural arts center. Um and the council members expressed some various thoughts about those different items. [2:55:46, 2:55:54]: Um, and concern about losing the overall vision of the Cultural Arts Center, um, as has been previously discussed. [2:55:55, 2:55:57]: with a ballroom with the [2:55:58, 2:55:59]: Theatre. [2:55:59, 2:56:02]: With the various other rooms in particular. [2:56:02, 2:56:03]: Uh, the museum. [2:56:04, 2:56:09]: um as well. And so those were of of great concern to council members. [2:56:10, 2:56:11]: And the [2:56:11, 2:56:13]: overall discussion. [2:56:14, 2:56:16]: did um further [2:56:16, 2:56:21]: some perhaps some other cost saving measures that could be employed, but overall [2:56:21, 2:56:30]: Um, council um stated that uh you wanted to look at some reductions and reducing the footprint, the overall square footage. Keep the main features. [2:56:31, 2:56:33]: There but look at square footage reductions. [2:56:34, 2:56:39]: or the amphitheater itself and s or I'm sorry, the cultural arts center, proposed cultural art center. [2:56:39, 2:56:46]: And so um uh with that, uh Ms. Hubble and and of course myself are charged with going back. [2:56:46, 2:56:48]: And looking at a different [2:56:49, 2:56:52]: Press smaller reduced configuration. [2:56:52, 2:56:55]: Of the um cultural arts center. [2:56:56, 2:57:08]: um and bringing back that back to the council to ensure that it meets with your desires for the all of the appropriate features and needed features with some level of cost reduction there. [2:57:08, 2:57:13]: Also there was discussion about SPLOSS funds and other funding sources that perhaps could be leveraged. [2:57:14, 2:57:17]: to um meet the cost of the uh [2:57:17, 2:57:18]: Cultural Arts Center. [2:57:18, 2:57:21]: As it relates to what's already been approved in terms of [2:57:22, 2:57:24]: uh financing through b bonding issuance. [2:57:25, 2:57:28]: And so um that uh pretty much uh [2:57:29, 2:57:30]: Summarizes [2:57:30, 2:57:33]: І оворал культур арт центра ідом і цел. [2:57:34, 2:57:38]: With respect to uh that discussion, which was very involved and and good comments from [2:57:39, 2:57:40]: Uh the council. [2:57:40, 2:57:45]: The net the the the last item that was discussed by Ms. Hubble was related to the senior and youth center. [2:57:46, 2:57:56]: Obviously this is something that uh has been viewed a couple of times. There was an initial one-story facility, then uh proposed two-story facility with an indoor track, pool, et cetera. [2:57:56, 2:57:59]: And um that has been refined. [2:57:59, 2:58:06]: Uh with Miss Hubble, she showed uh some renderings of the exterior layout of the interior. [2:58:07, 2:58:09]: That incorporated all of these different features. [2:58:10, 2:58:14]: And then um provided a very broad cost estimate that was in the [2:58:15, 2:58:21]: 27 to 35 million dollar range, understanding that that is a wish list as it was mentioned. [2:58:21, 2:58:24]: Of all of the things that could be incorporated into a [2:58:25, 2:58:26]: Senior and youth center. [2:58:27, 2:58:36]: And understanding that that may be something that is for future years. There were discussions again about looking at different options for funding sources. [2:58:36, 2:58:48]: Um and partnerships with other entities that may be maybe interested, or it'd be proper to have those partnerships that would help to leverage some of the costs. [2:58:48, 2:58:51]: that might be associated with um a facility. [2:58:52, 2:58:53]: Uh such as that type. [2:58:55, 2:59:00]: Um then we had a further discussion about T Splost. [2:59:00, 2:59:07]: transportation splash which is expected in uh to be voted on in November uh by voters here in Henry County and the cities. [2:59:08, 2:59:18]: Um I went over a presentation of uh not only our SPLOST five numbers, but then what's projected for T SPLOST overall, two hundred and forty or so million dollars. [2:59:18, 2:59:23]: And then looking at pr potential allocations for the city of Stockbridge. [2:59:23, 2:59:32]: Uh I did provide you with a list of several projects. Many of them had been identified before as being needed and also identified in our. [2:59:32, 2:59:33]: Um [2:59:33, 2:59:35]: bike trail and pedestrian plan. [2:59:36, 2:59:43]: that has already been approved to further implementation of that plan with those potential [2:59:43, 2:59:46]: uh funding from uh the transportation splots in addition [2:59:47, 2:59:50]: There were other road projects that had been identified. [2:59:51, 2:59:53]: Uh country club draft, for instance. [2:59:54, 3:00:03]: Um, Berk Street, Love Street, this area to provide support, funding support for connectivity in our downtown area. Understanding the amphitheater is nearing completion. [3:00:03, 3:00:09]: as well as cultural arts center and to facilitate movement among pedestrians uh downtown. [3:00:09, 3:00:15]: And so that totaled just over$29 million. There will be a joint meeting of the city and counties. [3:00:16, 3:00:23]: or the the county and cities on April 15th at 6 o'clock PM uh virtually. That is something that has to be formally done. [3:00:24, 3:00:37]: And then subsequent to that, there will be further discussions with the county and city about projects, road projects overall, and then uh allocations for the cities where we would need to uh provide uh project lists. [3:00:37, 3:00:42]: Um for the projects that the mayor and council deem to be appropriate from the city of Stockbridge's perspective. [3:00:43, 3:00:45]: Excuse me. [3:00:45, 3:00:49]: Um and then we uh mentioned um [3:00:51, 3:00:53]: I think we wrapped up there with a T Splased. [3:00:54, 3:00:59]: Um and mentioned um or obviously went went into executive session at that point. [3:01:00, 3:01:01]: Come out of the executive session. [3:01:02, 3:01:06]: And we are nearing uh completion of what I think has been [3:01:06, 3:01:09]: Productive two and a half days with respect to [3:01:10, 3:01:13]: uh the projects that we've discussed, the other items that we've discussed. [3:01:14, 3:01:16]: Try to move the city forward, including the [3:01:16, 3:01:18]: The advent of a police department. [3:01:19, 3:01:22]: uh for the city and so I think it's been a fairly productive [3:01:23, 3:01:28]: uh period of time, uh thank the council for their extensive input, direction. [3:01:28, 3:01:32]: uh in many areas and the conversations that's been had and hopefully [3:01:32, 3:01:39]: Uh many citizens have been benefited and uh informed about uh the city's plans. [3:01:39, 3:01:41]: Um uh for the future. [3:01:42, 3:01:48]: I appreciate the recap the Mr. Knight and I will say ditto to the the comments you just made in reference to the two and a half day [3:01:48, 3:02:00]: process of uh winning retreat, I think has been very productive as well, spirited conversations as well as a uh uh uh continuing our path forward to to improve our great city and make it even greater in this aspect as well. [3:02:00, 3:02:01]: So I think that's great. [3:02:01, 3:02:03]: Uh Mr. Thomas, you're unmuted, sir. [3:02:04, 3:02:13]: Yes, I just wanted to ask Mr. Mr. Night if he would give me another copy of a hard copy of his uh T sp splash. [3:02:13, 3:02:17]: I'll send that to everybody here shortly. Yes. Thank you. Uh [3:02:18, 3:02:19]: Great retreat. Great. [3:02:20, 3:02:20]: Right. [3:02:20, 3:02:24]: So on that note, if there lets no other comments at this time, uh [3:02:24, 3:02:28]: Uh you may pretend you're on okay, you're you're mute. Do you want me to say? [3:02:28, 3:02:31]: I just wanna say echo the same words and just say [3:02:31, 3:02:34]: Хистори прогресс мет і Стокбид і не пас. [3:02:35, 3:02:38]: year to two. We we we really done some things that [3:02:38, 3:02:42]: Set the city, it will history will be very kind. [3:02:42, 3:02:46]: Uh to this council for the progress that has been made, Mary Council. [3:02:46, 3:02:50]: For this progress that has been made. It is monumental. [3:02:50, 3:02:54]: And we're setting the standard extremely high. So thank everybody for participating. [3:02:55, 3:03:02]: Absolutely. Absolutely. On that note, uh if there's nothing else, I would tell you we'll be adjourned. I'll tell you have a great weekend. Miss the mayor, real quick. [3:03:04, 3:03:05]: Yeah, okay, you got [3:03:05, 3:03:22]: Yeah, if you don't uh get marked. Uh Mr. Knight, uh if you're still on, uh I know we have the uh El Meg list for twenty twenty one and they said that we're gonna finish up the one for twenty twenty. I think you said something about country club drive. Uh we talked about a um [3:03:22, 3:03:25]: When we did the road um [3:03:25, 3:03:28]: study for what roles need to be done. We also did the sidewalks. [3:03:29, 3:03:35]: Do you have a list uh showing what sidewalks was on that list or or is that even in existence? [3:03:35, 3:03:39]: Okay, I'll I'll get that from Deshus and provide it to you, what we have. [3:03:41, 3:03:43]: Okay, to the council. Right to the council. Yes. [3:03:44, 3:03:45]: Mm is solid. [3:03:46, 3:03:50]: No problem. Thank you, sir. Miss Holliday, you had something on your mind then. Okay, good. All right. [3:03:50, 3:03:51]: On that note. [3:03:51, 3:03:54]: It's been a long two and a half days, but very productive. [3:03:54, 3:03:56]: Have a great weekend, folks. God bless y'all. [3:03:57, 3:03:57]: Bye bye now. [3:03:59, 3:04:00]: Thank you.
