[0:22:42, 0:22:56]: In resolution R20-12-13 uh approved on September 17, 2020, Council approved the transition of the Ted Strickland Center into a welcome center and offices for Main Street. [0:22:57, 0:23:01]: So tonight we're coming to ask your mayor and council to approve the task order for the [0:23:02, 0:23:03]: conversion of this. [0:23:03, 0:23:04]: Um [0:23:05, 0:23:07]: facility into office space for Main Street and [0:23:09, 0:23:10]: Okay. [0:23:10, 0:23:14]: Uh council, is there a motion to accept this proposal? [0:23:17, 0:23:22]: So moved. Okay, is there a second? I second. Mr. Thomas seconds, any further discussion? [0:23:24, 0:23:29]: Discussion. Ms. Barber, go ahead, please. Yes, I have just a couple of questions. Sure, go ahead. [0:23:29, 0:23:32]: One, are there any design concepts yet? [0:23:32, 0:23:35]: And what's the timeline for completion? [0:23:35, 0:23:41]: Um will those design concept concepts come before the council for approval? [0:23:43, 0:23:44]: Actually, three questions. [0:23:45, 0:23:50]: Yes, um if I may, um good evening, uh Mr. Mayor, Council members. [0:23:50, 0:23:54]: Uh we have been um in discussions with [0:23:54, 0:23:58]: The um architect who is working with us on the project. [0:23:58, 0:24:00]: From T SW [0:24:00, 0:24:01]: Uh we have [0:24:01, 0:24:04]: basically provided them with information [0:24:05, 0:24:10]: uh regarding uh what we would need for the specific use of this particular building. [0:24:11, 0:24:17]: And um they are working on concepts now. So once those we receive those concepts, we will bring those. [0:24:17, 0:24:20]: um forward. This particular [0:24:20, 0:24:26]: um request is for the approval of the task order so that the designs can actually be done. [0:24:28, 0:24:28]: Okay. [0:24:29, 0:24:32]: Uh stand by one please. Uh Councilman Barber, did all your questions get answered? [0:24:33, 0:24:35]: Okay, good. Mayor Pro Tem Aznan, go away, please. [0:24:36, 0:24:40]: Yes, uh thank you so much, uh Ms. Ms. Curry. Thank you. Uh talk about [0:24:41, 0:24:55]: The great I know you you and the Main Street board are doing an awesome job. Let let me thank you guys. You are the highest function board that we have in the city. Talk about your your combine and your assistant Lisa as well. Talk about the vision. [0:24:55, 0:24:57]: For the wealth the uh [0:24:57, 0:25:01]: uh the the conversion uh once is done. I know we haven't [0:25:01, 0:25:06]: We're not having the concept, but there is a bit of a vision that you all have. [0:25:06, 0:25:11]: that uh you hope to bring uh to to uh vibrancy to that downtown. [0:25:12, 0:25:25]: Um, yes, sir. Um, and thank you for inviting me to um give you a little bit of an overview. Um, this particular space will um serve as um has been stated by Mr. Aaron as a welcome center for the downtown district. [0:25:26, 0:25:30]: Um, we see this building as being a catalyst site. [0:25:30, 0:25:37]: For the downtown, uh, we are um proposing to have um meeting space and offices in this particular site. [0:25:37, 0:25:46]: It will also um we're also working on um a breeze wave revitalization, so it'll serve as a a causeway of sorts. [0:25:47, 0:25:48]: between um the [0:25:48, 0:25:54]: Martin Luther King Senior Um Heritage Trail and Burke Street and on over to [0:25:54, 0:25:55]: The Cultural Arts Center. [0:25:56, 0:26:01]: This particular space will be utilized by our downtown business owners and community. [0:26:01, 0:26:05]: um members as well for um meeting um [0:26:05, 0:26:07]: We also will have um [0:26:08, 0:26:08]: They [0:26:08, 0:26:11]: Офиси форм стріт стаф. [0:26:11, 0:26:13]: If you all will um recall [0:26:14, 0:26:19]: There was a site that was selected in the um RSVP, our Renaissance visioning um [0:26:20, 0:26:27]: session and um document that we have adopted. Um and that was space was to um include um [0:26:28, 0:26:31]: A cafe and some other items, but since we've moved [0:26:31, 0:26:39]: To a different location, we've had to kind of scale back a little bit. So our vision has scaled back a little bit. But we see this as being. [0:26:39, 0:26:43]: A place where people can come and get information about. [0:26:43, 0:26:48]: Downtown businesses about um the events and things that are happening in the city. [0:26:48, 0:26:50]: In addition, it'll kind of be the um [0:26:51, 0:26:53]: The touch point for um [0:26:53, 0:27:01]: Our business recruitment for the downtown area will have a place where people, if they are interested, entrepreneurs are interested and [0:27:01, 0:27:05]: starting a business or bringing a business into the downtown area. [0:27:06, 0:27:09]: This would be where they come to get resources and information. [0:27:09, 0:27:11]: We have partnerships with the um [0:27:12, 0:27:18]: Small business development center out of um UGA, which is actually located at Clayton State University. [0:27:19, 0:27:20]: As well as our um [0:27:21, 0:27:22]: Liaison with [0:27:22, 0:27:23]: Project Hope. [0:27:23, 0:27:31]: Um, we are working with them on entrepreneurial classes. So we're hoping that we will be able to host classes. [0:27:31, 0:27:36]: in that space as well. So we are contemplating a large conference room, a work area. [0:27:37, 0:27:41]: And then also gallery space. Uh, we're looking to be able to [0:27:41, 0:27:45]: post exhibits art exhibits and also um [0:27:46, 0:27:59]: You know, historic preservation is a big part of what Main Street does. So we want to be able to have historic exhibits there as well. So we're trying to contemplate as much gallery and open space as we we can. [0:27:59, 0:28:01]: In that site, of course, we are um [0:28:01, 0:28:08]: you know, remodeling a site of a building that is already there. So we do have some limitations. [0:28:08, 0:28:12]: But we're feeling really good about how we'll be able to [0:28:12, 0:28:18]: um retool this site and make it um a centerpiece for the downtown area. [0:28:19, 0:28:20]: Mm. [0:28:21, 0:28:25]: Okay, great. Any other questions for Ms. Braggs or Mr. Aaron? [0:28:27, 0:28:28]: At all. [0:28:29, 0:28:33]: Oh, the questions okay. So I need a motion to accept this proposal. [0:28:38, 0:28:41]: We already made the motion and this is for discussion. [0:28:41, 0:28:48]: See there. See that's you need to keep me straight, Miss Cant. Thank you. Appreciate it. All right. All favorite motion, please indicate. [0:28:50, 0:29:05]: And I see it now. It's okay, fantastic. Okay, thank you. Okay. And Ms. Braggs are up again. You you have we're for open discussion and set uh you have some additional information discussion in reference to the mural that uh that's scheduled to go downtown. Could you go ahead and talk about that, please? [0:29:05, 0:29:17]: Yes, sir. Um, thank you again, sir. I am um coming before you all to um get approval for the amended mural contract, if you will recall at the um [0:29:17, 0:29:21]: earlier meeting this month at the earlier council meeting this month. [0:29:21, 0:29:33]: Um, it was approved that we could go forward with placing a mural in the downtown area. Um, that location is going to be at the corner of Horrell and North Henry Boulevard. [0:29:34, 0:29:41]: on the retaining wall that is right there by Stockbridge Elementary School for um a reference point for you all. [0:29:41, 0:29:47]: Um, we are going to be expanding the mural to a a a bit larger size. [0:29:47, 0:29:50]: The um initially proposed mural [0:29:50, 0:29:53]: Um was going to be a ten by twenty mural. [0:29:53, 0:29:56]: We are now looking to expand that. [0:29:56, 0:30:03]: Um to um a 10 by 24 mural. So we're going from 200 square feet to 240 square feet. [0:30:04, 0:30:09]: Um and we are also going to be placing this mural on panels. [0:30:09, 0:30:12]: So these panels will extend the mural. [0:30:13, 0:30:21]: Um up higher than the actual wall. The wall is six feet high, and this will extend in an additional four feet in height. [0:30:22, 0:30:24]: So that it will be more visible. [0:30:24, 0:30:27]: From North Henry Boulevard and also um [0:30:27, 0:30:28]: From um [0:30:29, 0:30:33]: East Atlanta Road when you're turning on to North Henry Boulevard. [0:30:34, 0:30:39]: So we're going to be increasing size and the actual um [0:30:39, 0:30:43]: materials and the installation method that will be used. [0:30:44, 0:31:04]: Fantastic. Council, any questions for Ms. Braggs about this? Councilman Thomas, go ahead, please, sir. I I just want to add that uh this is a very exciting time uh for not only the Main Street program, but I think for the city of Stockbridge. Uh we'll also add that we have partnered with the principal, Mr. Oscill. [0:31:04, 0:31:17]: at Stybridge Elementary, the assistant principal and the art teacher. So they are involved in this process. I think this is going to be great. I am on the committee. [0:31:17, 0:31:31]: Um is looking fairly well and I think the council will really be excited and as Mrs. Bragg mentioned, it will be uh more visible from North Henry. So um this is going to be uh eye-catching, but hopefully um [0:31:31, 0:31:33]: You know, it won't cause any um [0:31:33, 0:31:35]: traffic issues, but um [0:31:35, 0:31:55]: It's just exciting time, I think, for our downtown. And I didn't really comment on the uh welcome center, but uh just let me say that uh the main street being uh in the mix of things, if you will, uh being that representative uh in our downtown, I think that is going to be fantastic. So um, you know, just to all of [0:31:55, 0:31:58]: citizens, you know, great great things are are it's on the way. [0:31:59, 0:32:04]: And in uh no other discussion, um I motion to approve the [0:32:04, 0:32:07]: um increase in the cost for the mural. [0:32:08, 0:32:09]: Secondly. [0:32:09, 0:32:09]: Okay. [0:32:10, 0:32:20]: Uh uh second Member Pro Tem second that. Now any further discussion. Um Ms. Barber, you had your hand up. I don't know if you had okay. Any role further discussion? All in favor of the motion, uh please indicate. [0:32:21, 0:32:34]: Okay, fantastic. Mayor forward. Yes, ma'am. If I could just add one more thing, I forgot to mention that we did receive a grant from the Georgia Council on the Arts for this particular grant. [0:32:34, 0:32:37]: So the increased cost will be covered. [0:32:37, 0:32:41]: by that grant of five тазен сеvenhра фіті долар [0:32:42, 0:32:58]: So and I that was an important point. So I apologize for omitting that. So we'll basically be reimbursed for that increase. Fantastic. Outstanding. Outstanding. Once again, all in favor of the motion, please indicate. Make sure we got this right. Mayor, I got a question real quick. [0:32:59, 0:33:13]: I was trying to get the vote out the way, sir. But what what's your question? Go ahead, please. I couldn't get in. Well, if we don't have a vote, then then it's still in discussion. Go ahead, Trod. Go ahead. What's what's what's on your mind, please? No, what's the total again, Miss Ms. Braggs, minus the uh grant? [0:33:14, 0:33:18]: Well the the total is eleven thousand five hundred dollars. [0:33:18, 0:33:25]: And we will be receiving five thousand seven hundred and fifty dollars as a reimbursement. [0:33:25, 0:33:28]: Of that cost from the Georgia Council on the arts. [0:33:28, 0:33:32]: Okay. So basically they'll be reimbursing us half of that cost. [0:33:33, 0:33:33]: Thank you. [0:33:34, 0:33:37]: Okay. Once again, all in favor of motion, please indicate. [0:33:38, 0:33:42]: Okay, so now she said fantastic. Thank you very much. Thank you, Miss Braggs. Appreciate it. Thank you. [0:33:43, 0:33:57]: Council consideration to amend FY twenty twenty-one operating budget to approve the city's organizational chart, pay, and classification and approve the job description of for the police uh chief position. Mr. Knighton and Ms. Wheeler, please. [0:33:58, 0:34:10]: Yes, thank you, Mayor. As you know, the uh city council has uh approved uh funding to begin a city of Stockbridge police department. Obviously, it's something that's been discussed for [0:34:10, 0:34:18]: A number of years and the council has taken the uh necessary and bold step to move forward with a City of Stockbridge Police Department. [0:34:18, 0:34:23]: Uh as a part of that uh is a precursor to beginning that police department. [0:34:23, 0:34:30]: Um we are in process of seeking applicants for the position of police chief. [0:34:31, 0:34:37]: What you have before you this evening is to formalize that in our FY twenty twenty-one operating budget. [0:34:37, 0:34:40]: including its placement in the city's organizational chart. [0:34:41, 0:34:46]: uh pay and classification as well um as uh formalizing [0:34:46, 0:34:48]: The job description. [0:34:48, 0:35:08]: Uh we expect to uh fill, hopefully fill the police chief position uh first and then allow the chief to move forward with perhaps hiring command staff and then setting a formalized process of putting in place the necessary ingredients. [0:35:08, 0:35:11]: For a full fledged police department, including [0:35:11, 0:35:13]: uh hiring, uh purchasing. [0:35:14, 0:35:16]: of vehicles and equipment. [0:35:16, 0:35:27]: um outfitting the necessary buildings and ensuring that a police department can be uh structured and um up and running uh hopefully [0:35:27, 0:35:30]: uh next year by next year twenty twenty two [0:35:31, 0:35:35]: This again is to formalize the paying classification. [0:35:35, 0:35:37]: Placement in the city's organizational chart. [0:35:38, 0:35:39]: and approving the job description. [0:35:40, 0:35:42]: Uh Miss Wheeler is on as well if there are any questions. [0:35:43, 0:35:45]: Uh Councilman Blount, go ahead, please. [0:35:45, 0:35:47]: This is a nine. I actually have a [0:35:48, 0:35:49]: Several questions if you bear with me. [0:35:50, 0:35:54]: The the first question is what is gonna be the total cost to operate a [0:35:55, 0:35:57]: uh city of Startbridge Police Department. [0:35:59, 0:36:04]: Based on the University of Georgia Carl Vinson study uh that was [0:36:04, 0:36:13]: Done a few years ago and then refreshed last year, that cost at annual operating cost was anticipated to be right at about five and a half million dollars. [0:36:14, 0:36:19]: Does that five and a half million dollars include uh insurance in increase? [0:36:20, 0:36:25]: I believe that did. That included um all of the ingredients to operate a police department. [0:36:25, 0:36:30]: And as a part of that extensive study, there were comparisons made to the like size cities. [0:36:30, 0:36:35]: Uh, throughout the state of Georgia, I believe there were probably twelve to fourteen cities. [0:36:36, 0:36:40]: that were assessed as a part of that um evaluation done by Carl Vinson Institute. [0:36:41, 0:36:51]: And it took a look at all of the app uh the operating costs of all of those particular police departments, essentially what they had in their budget to operate a police department on an annual basis. [0:36:52, 0:36:56]: Yeah. When you bring on the police department. [0:36:57, 0:37:08]: When you talk about equipment, you're talking about different great uh uh grades of uh experience, all of these things come in into place. And all of this stuff, what is the cost? [0:37:08, 0:37:13]: The hard cost to start the police department, not the annual. [0:37:14, 0:37:25]: uh uh increase for us what it's gonna cost to uh sustain one because to sustain one we're talking about the city of stockbridge has a budget about 12 million. [0:37:25, 0:37:29]: So you're now you're talking about over seventeen million dollar budget that would increase. [0:37:30, 0:37:35]: Uh so what would what is the actual cost to start the to start up? [0:37:36, 0:37:38]: When we start topic in all this, yeah. [0:37:38, 0:37:39]: Right. [0:37:39, 0:37:48]: As I recall in the Carl Vinson study, it also addressed startup costs. And I believe that cost was about three point, about three and a half million dollars, if I recall correctly. [0:37:49, 0:37:55]: that's that was the startup cost and then the annual cost was about five and a half five point seven million dollars. [0:37:56, 0:38:00]: Now the the the Carl Business Institute study showed about fifty seven [0:38:00, 0:38:02]: Employees. [0:38:02, 0:38:03]: And what we've heard it. [0:38:03, 0:38:08]: It was fifty seven fifty-seven sworn officers and I believe five civilians. [0:38:08, 0:38:13]: And so with with that being said, with the pay and with the uh benefits. [0:38:14, 0:38:21]: Uh and what's insurance and everything, you're saying it's about gonna be about an increase of five plus more million dollars a year. [0:38:21, 0:38:26]: And an annual operating cost and in in uh impact to the budget, that is correct. [0:38:26, 0:38:29]: Okay, what is the city's plan right now? [0:38:30, 0:38:33]: Because we're moving to move with hiring a police chief. [0:38:35, 0:38:44]: What is the c because I've yet to hear what is the city's move now in order to cover these costs with almost increasing our budget almost half? [0:38:44, 0:38:47]: uh with with almost half the budget being in uh [0:38:47, 0:38:50]: increased from uh almost twelve million to [0:38:50, 0:38:53]: Over seventeen million dollars. What is the city's plan? [0:38:54, 0:38:55]: Uh to [0:38:55, 0:38:57]: Find this police part. [0:38:57, 0:39:02]: Well, one in terms of startup costs, of course, there was three million dollars allocated. [0:39:02, 0:39:04]: by the council to begin the start-up calls. [0:39:05, 0:39:10]: Secondly, for the annual operating costs, those would be decisions that the council will have to make. [0:39:10, 0:39:11]: We'll have to make. [0:39:12, 0:39:20]: Part of this and in and much of this, of course, would have to be done as a part of the uh up or the twenty twenty-two budget. [0:39:20, 0:39:22]: As we move forward with that, as we typically do. [0:39:23, 0:39:28]: uh in the fall to determine what those costs are going to be or how those costs are going to be met. [0:39:29, 0:39:35]: The Carl Vinson study did speak to those annual operating costs, and I think our financial advisor. [0:39:36, 0:39:40]: has mentioned um options for how you handle those costs. [0:39:40, 0:39:42]: In terms of increases to the budget. [0:39:43, 0:39:48]: And you know, those have been discussed and and contemplated and the council will still need [0:39:48, 0:39:49]: to contemplate. [0:39:50, 0:39:52]: how those costs would be absorbed into a budget. [0:39:52, 0:39:53]: I mean [0:39:53, 0:39:55]: average annual basis. [0:39:55, 0:40:01]: The Mr. Knight. Yes. I'm sorry, but but Mr. Knight, I don't I don't want to get too far off of what I my question. [0:40:02, 0:40:05]: So we're getting ready to approve hiring a police chief. [0:40:05, 0:40:09]: And you made the statement that we will probably have it operation in twenty twenty two. [0:40:10, 0:40:12]: But yet, we have nothing in place. [0:40:13, 0:40:16]: Showing how we would pay for this police department. [0:40:16, 0:40:21]: It seems to me we're putting the cart before the horse. I'm in favor of a police part. [0:40:21, 0:40:32]: But I'm not in favor of moving about and and spending uh taxpayers' funds without a plan in place. You just said to me we don't have a plan in place. [0:40:32, 0:40:37]: To pay for this police department. It's now for the council to come after we hire a police chief. [0:40:38, 0:40:41]: And determine how we're gonna fit everything around the police chief. [0:40:42, 0:40:48]: Well I think that with the approval of starting a police department, which the council did. [0:40:49, 0:40:53]: And then allocated three million dollars to start a police department. [0:40:53, 0:40:54]: And all that that entails. [0:40:55, 0:40:57]: We the staff were directed to move forward and [0:40:57, 0:40:59]: With that um in mind. [0:41:00, 0:41:07]: Hiring the police chief, startup costs, and the annual costs, of course, have already been discussed and have been discussed. [0:41:07, 0:41:09]: With various funding mechanisms. [0:41:09, 0:41:14]: Either you absorb it in your in your uh general fund budget. [0:41:14, 0:41:18]: You look you seek for additional revenues. [0:41:18, 0:41:22]: Which includes a number of different options that the council will have to consider. [0:41:22, 0:41:30]: And then you determine what is the best option to fund that police department. Remember these costs, startup costs essentially are for this year. [0:41:30, 0:41:36]: The annual operating costs would have to be contemplated and determined as a part of the twenty twenty two budget. [0:41:37, 0:41:38]: Just like any other department. [0:41:39, 0:41:41]: Um moving forward in next year. [0:41:42, 0:41:45]: Mr. Knighton, we just bonded twenty-five million dollars. [0:41:46, 0:41:51]: Bonded twenty five million dollars. We still owe I think fourteen plus million on city of stu uh on the uh [0:41:52, 0:41:52]: City Hall. [0:41:54, 0:41:59]: We're proving so much around here. Now you're trying to we have yet to determine how. [0:41:59, 0:42:01]: And you've yet to even tell me. [0:42:01, 0:42:04]: Do you recommend us going this route? [0:42:05, 0:42:07]: Because you've yet to deter tell me how. [0:42:07, 0:42:13]: We would are going to fund this police department and and and be operational in 2022. [0:42:13, 0:42:24]: No financial plan has been put in place. Not none whatsoever. Yet we're getting ready to start into something that we don't even have a clear-cut plan on how we're going to fund it. [0:42:24, 0:42:26]: How where's all this money coming from? [0:42:26, 0:42:31]: Well, I'll I'll answer your question this way. I didn't vote I I am not a council person. [0:42:32, 0:42:36]: I did not vote for anything, but I am charged with implementing [0:42:36, 0:42:38]: What the council votes on. [0:42:38, 0:42:41]: Council voted to start a police department. [0:42:41, 0:42:43]: Allocate three billion dollars. [0:42:43, 0:42:46]: And now we're moving forward with hiring a police chief. [0:42:46, 0:42:53]: Well what obviously what you are charged with, Mr. Knight and I'm sorry to cut you off. You are charged as as our city manager and staff. [0:42:53, 0:43:01]: To give us your recommendation. And if we come against that, then that's on this council. Then what what but I've yet to hear a staff. [0:43:02, 0:43:19]: recommendation on how we should go about it. Only thing I hear is is is council members saying how we're going to do this. And yet it's not even clear to us nor the citizens that are listening to this how we're going to find this police department increasing our budget over five million dollars a year on top [0:43:19, 0:43:22]: of all the button that we've already just approved. [0:43:22, 0:43:27]: Well when we had a virtual town hall meeting about the police department back in December. [0:43:28, 0:43:34]: I think I was clear about the funding sources that could be options, including village rate increases. [0:43:35, 0:43:37]: Other revenue uh options. [0:43:37, 0:43:42]: uh grants or you modify your existing general fund budget. [0:43:42, 0:43:49]: Those are all options, and I believe I discussed those in some detail at the town hall meeting back in December when we discussed the police department. [0:43:50, 0:43:52]: And so those options are there. [0:43:52, 0:43:55]: Once the council has determined that we're moving forward with the police department. [0:43:56, 0:44:04]: I believe there was a clear understanding that there would have to be funding mechanisms to address not only the startup costs which have been allocated. [0:44:04, 0:44:06]: but also the annual operating costs. [0:44:06, 0:44:08]: And those will be determined by the council. [0:44:09, 0:44:11]: Well, this is the last statement on that. [0:44:12, 0:44:22]: So we're saying that we can modify our budget to reduce half of our budget right now so that we can bring in a police department and we can now establish. [0:44:22, 0:44:42]: And then a millet rate increase, meaning they implement a tax to do it. None of these things have happened, but we're talking about a police department in 2022, and yet there's no financial plan in place to either to get it going and sustain it. This is this is what the citizens need to see and know. There's [0:44:42, 0:44:45]: You there's no financial plan in place for this. [0:44:48, 0:44:51]: All right, we got several here. I'm gonna go with the mayor pro tem first. Go ahead, sir. [0:44:52, 0:44:57]: Uh yes, sir. Mr. Knighton, ev each and each every one of these council people. [0:44:58, 0:45:01]: Every day when we're out there hitting the streets and we're talking to the residents. [0:45:02, 0:45:03]: They're concerned about their safety. [0:45:04, 0:45:06]: They don't want us penny pinching on their safety. [0:45:06, 0:45:08]: They want us putting that safety first. [0:45:09, 0:45:15]: The very first thing we did was bond the police department before we bonded anything else. [0:45:16, 0:45:17]: prioritizing [0:45:17, 0:45:23]: public safety because that's the number one concern of the citizens in our community. [0:45:23, 0:45:26]: To say that there's no plan is a false narrative. [0:45:26, 0:45:30]: We had a feasibility study done that outlaid the entire plan. [0:45:30, 0:45:34]: Which includes transferring the money that we currently play. [0:45:34, 0:45:35]: Henry County. [0:45:35, 0:45:37]: Uh back to the city treasury. [0:45:37, 0:45:47]: uh nearly two million dollars per year, which we pay Henry County, uh, through those to that tax mill that millage that so there already is a tax being collected. [0:45:47, 0:45:48]: For public safety. [0:45:49, 0:45:51]: That tax now is paid to Henry County. [0:45:51, 0:45:55]: Instead of diverting that money to Henry County, that money would be returned. [0:45:55, 0:46:02]: uh to the citizens of Stockbridge that nearly two million dollars of what we hope to close the gap in. [0:46:03, 0:46:05]: Understanding there's no time like the present. [0:46:06, 0:46:07]: We just found out just [0:46:08, 0:46:14]: uh uh recently that we're receiving nine million dollars from the stimulus plan. [0:46:14, 0:46:16]: Най мільйон долар. [0:46:17, 0:46:20]: One of the things that you can do with that nine million dollars. [0:46:20, 0:46:22]: It's to reimburse public safety. [0:46:23, 0:46:29]: So for practic all practical purposes, anything that we spend on public safety during this year. [0:46:30, 0:46:48]: When we receive those that nine billion dollars from the stimulus, we can reimburse all of those city funds. So there's no time like the present because the citizens are tired of us talking about executing a police department. They want us to actually go out and actually do it. [0:46:48, 0:46:49]: That is the way [0:46:50, 0:46:51]: that you would do it. [0:46:51, 0:46:53]: Uh understanding that [0:46:53, 0:47:13]: Public safety is a priority prioritize for all of our citizens. We the citizens understand that uh you know that they may be maybe a military increase. And Mr. Knighton is absolutely correct. This council will have a budget retreat in the fall where we will lay out every single item on our budget, uh including [0:47:13, 0:47:14]: Uh the police department. [0:47:15, 0:47:20]: The one thing that this council knows is that we have uh uh we have [0:47:21, 0:47:41]: Tickets being issued in the city on a regular basis by Henry County Police Department. The county does not receive that money. The city does not receive that money. That's in excess of$500,000 a year. That was several years ago. It might be seven or eight hundred thousand now. So we understand. [0:47:40, 0:47:50]: those will be returned to the city uh as well to make sure that we are on a sound foundation in order to move forward with this um [0:47:50, 0:47:52]: What this development. [0:47:52, 0:47:58]: Understanding this, we just got the financials from our financial from our treasurer. [0:47:59, 0:48:09]: the projection unaudited as well to be quite frankly$2.5 million surplus this past year in the city budget. [0:48:09, 0:48:21]: We've we've done that. If you average the surpluses in the city budget the last four or five years, you're gonna be looking at close to two million dollar surplus every single year. [0:48:22, 0:48:30]: By moving forward with the police department, we're making sure that we prioritize public safety by investing that. [0:48:30, 0:48:33]: surplus that we're putting in the fund ballot. [0:48:33, 0:48:38]: Let us be clear. The city of Stockbridge has a fourteen million dollar [0:48:39, 0:48:47]: Fund balance according to our treasurer just at our last meeting from the update, even with the spending that we have undertaken. [0:48:47, 0:48:54]: Understand in order to make money and to believe in yourself on in your city and to encourage economic development. [0:48:54, 0:48:56]: You have to spend money. [0:48:56, 0:48:58]: We are doing that. [0:48:58, 0:49:12]: The courage of this council to vote for that bond says tells everybody outside of those walls, they believe in themselves. And by believing in ourselves and setting the chart, because the first day that that amphitheater opens. [0:49:13, 0:49:17]: And everybody in the world comes and sees it and they lay their eyes on it. [0:49:18, 0:49:26]: The world, the eyes of the world will be on our city. And the first thing that we want to do is to make sure that everybody comes to our city is safe. [0:49:26, 0:49:28]: And they're protected. [0:49:28, 0:49:32]: And that's what we're gonna make sure that we do in this city. Step of the way. [0:49:32, 0:49:33]: As a loop. [0:49:33, 0:49:36]: Yeah, the uh councilman councilman. [0:49:36, 0:49:43]: Uh Thomas and Councilwoman Barber for having the courage to step out and move forward. And uh us as a team collectively and the mayor. [0:49:44, 0:49:51]: For this m having this discussion and for the will to move forward with what the citizens have demanded of us collectively. [0:49:52, 0:50:06]: Now, the the the question is, when are we gonna do it? You got nine million dollars coming right now. If we don't start the department right now and we get that nine million dollars, we can't reimburse ourselves for the public safety. [0:50:07, 0:50:27]: So it makes perfect sense to start right now. If we spend$5 million,$6 million in public safety, that money can be reimbursed to the Treasury. So it makes perfect sense to move forward with it. And as uh and I'll and I'll close by saying this: okay, we don't want the city manager planning the police. [0:50:27, 0:50:31]: police department. We want the chief planning in the police department. [0:50:31, 0:50:51]: Because he's the professional. And Mr. Knight made that suggestion to us. This is what we if you're going to do it, and it's up to y'all to leave. That's right. My name is on the ballot. All of y'all is on the citizens elected us. And they said they want public safety. So our our professional advisor for the city, Mr. Knighton said. [0:50:51, 0:50:52]: Yeah. [0:50:52, 0:51:12]: If you want to do it, this is how you do it. You hire the police chief, and then you allow the police chief to hire the command staff, and then the police chief will collectively attend the town halls and craft the public safety for the community done by professionals. That's the right way to do it. [0:51:12, 0:51:29]: It wouldn't be right to force Mr. Knighton to make the plan. We hired a chief now. And when we're sitting down at the table planning the budget later on this year, the chief is sitting at the table discussing the numbers with us, already an employee of the city, along with the command staff. [0:51:30, 0:51:31]: Thank you. [0:51:31, 0:51:34]: Councilman Thomas, go ahead, please. Thank you, Mayor. [0:51:34, 0:51:37]: I'm going to conclude with Director Tim. [0:51:37, 0:51:38]: Um [0:51:39, 0:51:43]: You know, I was here in the city of Stockbridge when we had the [0:51:43, 0:51:47]: Police department some years ago and we have not had one since then. [0:51:48, 0:51:52]: You know, you know, we all recognize that we are the largest city in Henry County. [0:51:53, 0:51:55]: Public safety. [0:51:56, 0:51:57]: Is part of our [0:51:58, 0:51:59]: Um charter. [0:52:00, 0:52:04]: Uh it is a part of what we are tasked to provide. [0:52:04, 0:52:08]: For all citizens here uh in the city of Stockbridge. [0:52:09, 0:52:11]: The city is growing. [0:52:11, 0:52:13]: We all recognize that [0:52:14, 0:52:34]: There is a lack of public safety in the city of Stockbridge. I'm not going to talk about our relationship with Henry County, but we all know exactly what that is. We have been dancing around this issue for many, many years. We were elected to make these tough decisions. [0:52:34, 0:52:54]: We were elected to find a way to make these things happen. And I think Mayor Pro Tem laid it out very eloquently how we can go by doing this. You know, if it comes to a small tax, you know, so be it. But I think that we have to be [0:52:54, 0:53:04]: be about public safety. I'm going to give you one example of a business owner that I spoke with, uh, and some of you may be familiar with it, uh, had a jewelry store. [0:53:04, 0:53:06]: Uh was broken in [0:53:07, 0:53:13]: So many times, so many time. And when he tried to get the response, the response didn't happen. [0:53:14, 0:53:16]: He eventually moved. [0:53:17, 0:53:22]: He moved his business from downtown Stock Grid because of that fact. [0:53:23, 0:53:25]: We have to ensure [0:53:25, 0:53:28]: All of our businesses presently. [0:53:28, 0:53:33]: All of the ones that we are trying to engage in the coming into the city of Thagrid. [0:53:33, 0:53:35]: That they will be protected. [0:53:36, 0:53:42]: The homeowners, the kids, the little boys and the little girls that walk the street. [0:53:42, 0:53:54]: We have to provide this safety net for the citizens of Starkbridge. We are charged with this. Uh again, we've been talking about this for for years. [0:53:54, 0:54:01]: It's not gonna get any better when we look at crime, when we look at gang activities. [0:54:01, 0:54:04]: There's no way that we can continue. [0:54:05, 0:54:06]: To avoid this [0:54:06, 0:54:26]: Yeah, I I agree with a lot of the comments that Councilman Blount made, but we have to find ways to do this. And I think Mayor Pro Temp sort of laid it out. And so, you know, I'm in favor, you know, uh going forward. Um, if we have to tighten the belt up in other areas, you know, of course, you know, there's waste in everything. So we just have to do what we have. [0:54:26, 0:54:28]: have to do, but I I think it is time. [0:54:29, 0:54:36]: It is time for the city of Stockbreed to put our citizens first and to make sure that they are safe. [0:54:36, 0:54:47]: The business owners, they are safe. So I I just think that we're on the right path. And let me just say this. Even though it was recommended that we start off with 57. [0:54:48, 0:54:51]: We don't have to start off with fifty seven. [0:54:51, 0:54:53]: We don't have to do that. [0:54:53, 0:55:05]: Uh eventually we probably could get to that number, but but we don't have to start at that benchmark. But let me just end by saying, Mayor, um the agenda just called for us to approve tonight. [0:55:06, 0:55:07]: Uh the job description. [0:55:08, 0:55:16]: Um, you know, but the pay class, et cetera. That's the only thing that we're charged with tonight is to approve the job description. [0:55:16, 0:55:27]: We will take this one step at a time to make sure that we are uh crossing all of the T's and dying all of the I's, but we do not have a choice. [0:55:27, 0:55:44]: We have to move the city forward. And this is all we've been talking about here recently. How do we move the city forward? And I don't know how you can move the city forward without making sure and ensuring public safety of all of our citizens and all of the business owners. [0:55:44, 0:55:48]: So I thank you, Mayor, and uh I I I conclude with that and I yield back. [0:55:49, 0:55:50]: Councilman Gantt go ahead, please. [0:55:52, 0:55:56]: Thank you, Mayor. Um I do [0:55:56, 0:56:04]: Before I make my statement, I have a question from Mr. Knighton. Um, you heard me and Pro Tem talk about being able to utilize [0:56:05, 0:56:05]: Um [0:56:06, 0:56:09]: The American Rescue Act for public safety. [0:56:11, 0:56:13]: Does that is that applicable to Stockbridge? [0:56:13, 0:56:18]: Can you or one of our accounts or attorneys let me know that real quick? [0:56:19, 0:56:26]: Well, I think from my perspective, and I don't know if the attorneys will will mention this, there's some things still with the American uh rescue plan that are still [0:56:27, 0:56:29]: To be understood. [0:56:29, 0:56:35]: um of how funds can be utilized. I know funds can be utilized through 2024. [0:56:35, 0:56:50]: The previous plan last year did allow for public safety usage. And so there's still some things that still need to be ironed out as with respect to understanding what those funds can be used for going forward. [0:56:50, 0:56:55]: But it's about nine point four million dollars is the allocation to the city of Stockbridge. [0:56:55, 0:57:00]: Um and obviously there are another things with infrastructure and so forth that it can be used for as well. [0:57:01, 0:57:04]: So I don't have a I don't have a clear answer for you ri regarding that. [0:57:05, 0:57:15]: And the reason I say that is because I saw some infrastructure, water lines, sewage, you know, some things of that for improvements. And other than that, it was more so [0:57:15, 0:57:16]: Um recovery. [0:57:16, 0:57:17]: Um [0:57:18, 0:57:19]: in dealing with [0:57:19, 0:57:21]: Covet nineteen. [0:57:21, 0:57:23]: Um speci more specifically. [0:57:23, 0:57:24]: And [0:57:24, 0:57:31]: Um, we have already voted on this issue that we were gonna go ahead and start a police department. I [0:57:31, 0:57:46]: And know what the agenda is stating that we are to vote on tonight in regards to specifically for the police chief and job description. There were some statements that were made, and I want the citizens to really understand what we're saying. [0:57:47, 0:57:49]: Uh Councilman Blount. [0:57:50, 0:58:05]: is based off of what I'm hearing is very concerned about not having all of the financial piece outlined to start a police department in whole. Right now we're taking baby steps or steps to move in that direction. [0:58:05, 0:58:10]: by getting a police chief and then and go from there. [0:58:10, 0:58:20]: Yeah, there are going to be some grants. Um, but we also need to be aware and let our citizens know that when we say we're gonna get a rollback from the county. [0:58:21, 0:58:39]: Gonna get a rollback from the county. I don't know if it's gonna be equal or a little bit less, but it also suggests that we have a city property tax. And currently the city of Stockbridge does not we dance and skirt around the issue. We'll say millage, but we're not saying what it really is. And I'm here, folks, to [0:58:40, 0:58:46]: Uh it's black and white. Um, and I think it's best to do it that way, whether we have town halls or not. [0:58:46, 0:58:52]: Um, since we're talking about the issue that you know that we are talking about [0:58:54, 0:59:14]: The city of Stockbridge having a property tax. Now it was suggested, even though our financial advisor, that it would be one to two meals, maybe a hundred dollars a year, two hundred dollars a year, um at the at the beginning. Um, and hopefully it would stay that way because just as you are a citizen. [0:59:13, 0:59:15]: I am too. [0:59:15, 0:59:35]: And so, you know, it it affects all of our pocketbooks. Um, but we also get a rollback, meaning you wouldn't have as much property taxes from the county. And that's what they were talking about. Um, feel free to ask and do open records request on our feasibility study for the police department. [0:59:35, 0:59:40]: These are things I'm just letting the citizens know about. [0:59:40, 0:59:56]: I'm not disagreeing tonight. I approve I agree that we have already voted to start a police department. And Mr. Knighton has taken the instructions upon Mayor Council based on our votes to continue on moving forward with that. I just asked that. Staff. [0:59:56, 1:00:00]: And I ask that council be very aware. [1:00:01, 1:00:03]: Of our financial stability. [1:00:03, 1:00:11]: Um, for years, Stockbridge has been extremely um financially stable in the black. [1:00:12, 1:00:16]: And I hope that we all can agree that we want to keep it that way. [1:00:16, 1:00:17]: Um [1:00:17, 1:00:26]: Bonding, we have three capital projects that we're dealing with right now. So the$14 million in SPLOSS is not necessarily true. It's already been accounted for. [1:00:27, 1:00:29]: Um, our financial advisor has accounted for money. [1:00:30, 1:00:49]: um there's other discussions of possibly a T sloss for some of the road projects in the future, but we also still have to operate our city. And so the sooner the better that we can come up with a budget on what this is going to look like once we get the professional, a police chief and experts in, the better off we will be. [1:00:49, 1:00:59]: Um but I I want you to know that I I've heard in the past from um council member uh mayor for Tim uh Alexander. [1:00:59, 1:01:05]: you know that most people have twenty five percent in their fund balance and [1:01:05, 1:01:15]: I say to that, we're not most people. But I don't want again, I've always said it, I don't want the stigma of an all African American um council. [1:01:15, 1:01:28]: not being able to balance their funds and remain and receive those CAFRA awards that we've continued receiving financials as I was chair of the financial committee. [1:01:29, 1:01:35]: We continue to do that. So we need to be aware and cognitive and aware of what we're spending. [1:01:35, 1:01:44]: I'm okay with spending. I just want us to do it smart and make sure that we are not just, you know, have a little bit saved up. [1:01:44, 1:01:49]: Cause you know things just pop up out of the air sometimes and surprise us. [1:01:52, 1:01:55]: Okay, any other comments for discussion purposes? [1:01:55, 1:01:57]: Mira Putam, go ahead, please. [1:01:57, 1:01:57]: Mm-hmm [1:01:58, 1:02:01]: Yeah. To get us back focused on the uh [1:02:01, 1:02:04]: Task at hand. We're here to talk about the police chief. [1:02:04, 1:02:08]: Now, when we were listening to the police chief from Dunwoody the other day. [1:02:08, 1:02:11]: He said that they were in the top seventy five percentile. [1:02:12, 1:02:15]: So this pay grade for the police department, what does that put our chief [1:02:16, 1:02:18]: What percentile does that put our police chief in? [1:02:18, 1:02:21]: Because I you know, you want to get the best person possible. [1:02:21, 1:02:23]: You certainly don't want to have [1:02:23, 1:02:27]: uh a low pay grade for that. So can uh Miss Wheeler or Mr. Knight [1:02:27, 1:02:29]: Uh chime in on the subject at hand. [1:02:32, 1:02:35]: Well, we've received a number of applications so far. [1:02:36, 1:02:41]: And uh we're still looking um to receive some more applications. [1:02:41, 1:02:43]: Афолис позиція. [1:02:43, 1:02:46]: Mr. Knighton is reviewing them as they come in. [1:02:46, 1:03:00]: I think Ms. Mayor Pro Tem was asking about the pay classification, wanting to ensure that the pay classification was commensurate with Metro Atlanta area, and we could attract excellent candidates based on that pay classification. [1:03:01, 1:03:04]: I know that Ms. Wheeler um uh conducted uh [1:03:04, 1:03:16]: quite a study of um other departments and cities throughout the Metro Atlanta region when assessing uh pay scales. So I I believe this this um payscale is very, very competitive. [1:03:17, 1:03:26]: uh for Metro Atlanta and certainly uh we would not want um m mir the salary to merely be an impediment to anyone applying for the position. [1:03:26, 1:03:32]: And I think it's it's at an excellent classification. I'll I'll defer to Miss Wheeler if there's anything additional she wants to add. [1:03:34, 1:03:35]: No, you said it all, Mr. Nine. [1:03:36, 1:03:37]: So [1:03:37, 1:03:42]: One one other follow up. How many how many so how many folks have we had approximately to apply already? [1:03:44, 1:03:50]: Uh I would probably say and Miss Wheeler may have got some some more since I saw the last ones, but [1:03:51, 1:03:55]: I would probably say in the range of twelve to fourteen. [1:03:55, 1:03:56]: Well [1:03:56, 1:03:58]: That sound right, Ms. Wheeler? Yeah, just about right. [1:03:59, 1:04:00]: Okay. But thank you for that. [1:04:00, 1:04:07]: And and what I like to ask you though is when's this close? I feel I should know when when does it actually close it's scheduled to close on April the thirtieth. [1:04:08, 1:04:10]: So it would have been out for about a month and a half. [1:04:11, 1:04:14]: About forty five days, maybe a little more than that. [1:04:14, 1:04:19]: Um obviously we wanted to provide a deadline for closing because we wanted to [1:04:19, 1:04:30]: focus our efforts and and potential candidates be able to focus on when they would need to submit applications. As Ms. Wheeler mentioned, we are reviewing them as they arrive. [1:04:31, 1:04:34]: And as we get closer to April thirtieth, we certainly want to be able to [1:04:35, 1:04:37]: Um, began to put together a list of [1:04:38, 1:04:39]: Of uh I I [1:04:39, 1:04:44]: certain candidates and that would be prime for the council to [1:04:44, 1:04:48]: to review and and beginning that interview process. [1:04:48, 1:04:50]: Uh great, fantastic. Mayor Pro Tem, go ahead, please. [1:04:51, 1:05:07]: Yeah, I want to go ahead and make the motion to accept the recommendation. I have a comment. You get a chance. You get a chance to come from Blount. Go ahead with your motion, please. Yeah, I want to go ahead and uh accept the recommendation of the staff uh for the job description for the police chief of stock city of Stockbridge. [1:05:08, 1:05:12]: That's second. There we go, second by Barber. Uh Castle Blount discussion. Go ahead, please. [1:05:12, 1:05:26]: Yeah, just let the citizens know that this this vote tonight is just to approve um the job description of the police chief. When that hiring would happen, hopefully this council will sit down and we would go over the financials and find out. [1:05:26, 1:05:29]: How we will find uh a police department. [1:05:30, 1:05:41]: Uh and we will know all the ins and outs in which we don't know at this time. So that tonight's vote is to um just approve the uh job descriptions for the police chiefs. [1:05:41, 1:05:45]: uh to be there in the date time that we hire them. [1:05:45, 1:05:49]: And I just wanna uh say something in uh in in uh reference to [1:05:50, 1:05:55]: Uh a comment that was made by Mr. Alexander. One of the things that I've done since I've been an elected official. [1:05:56, 1:05:58]: It's been straight up with the citizens. [1:05:58, 1:06:10]: And always told the truth to the citizens and try to be straight up with them without with transparency and hiding anything, not hiding anything. And so when we move forward anything. [1:06:10, 1:06:11]: With this city. [1:06:12, 1:06:17]: I'm not gonna do it because it is just to just to do it. I wanna make sure that this city [1:06:18, 1:06:21]: Has financial in place, has a plan in place. [1:06:21, 1:06:24]: На час про поліс департамент по інфраструкту. [1:06:24, 1:06:32]: For the growth of this city in every in every area, I want to make sure that we have a plan in place. And right now we're going to prove. [1:06:33, 1:06:35]: This job description. [1:06:35, 1:06:39]: And hopefully we'll put a plan in place that we don't have at this time. [1:06:40, 1:06:45]: On that note, uh the motion's been made, been seconded. All in favor of the motion, please indicate. [1:06:46, 1:07:01]: unanimous decision fantastic all right council consideration to approve resolution to authorize engaging certain consultants in entry level private property for survey inspection and appraisal purposes [1:07:01, 1:07:02]: Mr. Washington, please. [1:07:04, 1:07:06]: Yes, good morning. Good morning, Mr. Mayor and Council. [1:07:06, 1:07:08]: Oh, good afternoon. Good evening, rather. [1:07:08, 1:07:09]: [4030.1, 4034.5]: But this resolution is pursuant to the request to be able to have [1:07:15, 1:07:18]: the city authorized to go in and do some appraisals on properties. [1:07:18, 1:07:24]: that we may need to do some further work with. And so that's why we presented with um council. [1:07:24, 1:07:30]: from Parker Poe. And this is the agreed upon resolution that we need to be able to go in and do these appraisals. [1:07:32, 1:07:37]: Okay, council, any questions for uh Mr. uh Washington at all in reference to this uh resolution? [1:07:39, 1:07:43]: I see none. If that's not the case, then I need a motion to approve. [1:07:45, 1:07:46]: So move. [1:07:46, 1:07:46]: There are a second. [1:07:47, 1:07:48]: A second. [1:07:48, 1:07:51]: Oh Mr. Thomas, second that okay. [1:07:51, 1:07:52]: All in favor, please indicate. [1:07:54, 1:07:58]: I have unanimous decision. Okay. Thank you, Mr. Washington. Appreciate it. [1:07:58, 1:08:01]: Thank you. How are you one of the simplest things you'll be doing, sir? [1:08:02, 1:08:03]: A [1:08:04, 1:08:11]: Council consideration to approve RFP 2021-002 P for citywide demolition services. [1:08:12, 1:08:14]: Uh Miss Miller and Mr. Aaron, please. [1:08:15, 1:08:16]: Good evening, Mayor and Council. [1:08:17, 1:08:20]: I um I'm here today requesting [1:08:20, 1:08:28]: Uh the public works department is requesting authorization to enter into a city of Stockbridge contract number 202102P. [1:08:29, 1:08:32]: um which will piggyback the City of Atlanta contract. [1:08:33, 1:08:36]: Афти вide demolition and abatement services. [1:08:37, 1:08:41]: Which also expires in twenty twenty four, February nineteenth. The city of Stockbridge contract. [1:08:42, 1:08:48]: Will be on an estimated annual amount of fifty thousand for the year. And the purpose of this contract is to provide the city. [1:08:48, 1:08:54]: With demolition services and the Bateman services on an asne bait basis for various projects. [1:08:56, 1:08:58]: Great council. Any questions for Miss Miller, please? [1:09:00, 1:09:03]: Seeing none, I need a motion to accept a proposal. [1:09:03, 1:09:04]: Don't move. [1:09:05, 1:09:10]: Mr. Blount, so move. Second. Second. Okay, Ms. Gantt second that. Okay, fantastic. All in favor, please indicate. [1:09:12, 1:09:14]: Okay, unanimous decision. All right. Thank you very much. [1:09:15, 1:09:23]: Council consideration to approve RFP twenty twenty one dash zero zero Mayor Ford, I believe Councilwoman Barber was trying to speak. I'm sorry. [1:09:24, 1:09:26]: Have a couple of questions, if I could, please. [1:09:27, 1:09:28]: After the vote. [1:09:29, 1:09:30]: Go right in. [1:09:30, 1:09:32]: Um okay, so [1:09:32, 1:09:35]: For the demolition of this RFP. [1:09:36, 1:09:36]: Um [1:09:37, 1:09:42]: Are we able to use this company to perform demolition on the areas around? [1:09:43, 1:09:47]: Um the Cultural Arts Center or where we're gonna construct the Cultural Arts Center. [1:09:48, 1:10:00]: Yes, um basically what we're asking is that you allow us the approval to award up to fifty thousand dollars. So when it's needed based on uh staff desires, they'll be able to utilize it. [1:10:00, 1:10:09]: Okay, is there already a list of proposed sites to be demolished in 2021? I'm trying to figure out why we need this. Why do we need [1:10:10, 1:10:21]: a contract for this. That's all. There, there, if if I may, and I'll I'll yield back to Ms. Miller, but one of the things that we've we've experienced, especially last year and I believe the year before was [1:10:22, 1:10:27]: Uh nuisance properties, for instance, properties that may catch on fire or may be dilapidated. [1:10:28, 1:10:33]: for whatever reason, and then it becomes an eyesore to the community and and really has a negative impact. [1:10:34, 1:10:44]: on a couple of subdivisions and or community. We've we've actually demolished one, two, three, four, I believe four of those new four or five of those nuisance type properties that really [1:10:45, 1:10:53]: Just detracted from the neighborhood and to some degree, we thought provided a public safety hazard uh as well. And so. [1:10:54, 1:11:08]: having an allocation or having a demolition firm on board, should we encounter something like that in the future, we'd be able to move fairly quickly. Obviously we we probably have to go through some type of uh nuisance legal um process, but we'd be able to move [1:11:08, 1:11:14]: on it and and be able to to demolish or remove and abate uh that particular piece of property. [1:11:14, 1:11:23]: Okay, that's a follow-up. Mr. Knighton, you remember when we were talking with I think TSW and we were talking about the [1:11:23, 1:11:26]: area um where the cultural arts is going to be constructed. [1:11:27, 1:11:31]: Um, I think there is a slab or something out there and she [1:11:31, 1:11:33]: had a cost for demolition. [1:11:34, 1:11:38]: Will we be able to use this contract as opposed to [1:11:39, 1:11:41]: Whatever TSW has already. [1:11:42, 1:11:44]: Um the cost they already have assigned. [1:11:45, 1:11:45]: Right. [1:11:46, 1:11:50]: I do remember that conversation. I don't remember the cost exactly. I don't know if this [1:11:50, 1:11:54]: Particular um cost allocation would be able to cover [1:11:54, 1:11:59]: Um that as well. I don't think so. If I remember the cost um [1:11:59, 1:12:02]: I think it was more than fifty thousand dollars. It was. [1:12:03, 1:12:07]: But but we certainly could probably bring that once we once we have [1:12:07, 1:12:15]: Or once we're ready to move on that particular item, we could certainly bring this back and perhaps amend the contract. [1:12:15, 1:12:20]: be able to uh include this particular demolition company if it is the council's desire. [1:12:20, 1:12:25]: Okay. Thank you. I'd refer I'd refer I'd defer to Ms. Miller for any other further comment about that. [1:12:27, 1:12:29]: Um no, yes, that's correct. We can amend it. [1:12:30, 1:12:31]: Castman Thomas, go ahead, sir. [1:12:31, 1:12:36]: Yeah, I I just wanted to bring um uh the attention for Mrs. Barber. [1:12:36, 1:12:43]: uh of a uh house that was um demolished it was considered a uh a nuisance. [1:12:43, 1:12:46]: Um it was on Wilson. [1:12:46, 1:12:52]: Uh it was a dumping ground and I know Mr. Nine you you actually were referred to this particular property. [1:12:52, 1:13:00]: Um and we had to go through a process to to be able to do that and that fifty thousand. [1:13:00, 1:13:05]: was the amount that uh we lobbied for and we they would put that into the budget. [1:13:05, 1:13:08]: For those uh particular uh purposes. [1:13:08, 1:13:14]: Uh but in the in the case of this house, and I think Ms. Barber, that you may remember now. [1:13:14, 1:13:20]: uh the community issues and the community concern with this particular house on on Wilson. [1:13:21, 1:13:23]: Uh and it was a um [1:13:23, 1:13:32]: It was a very bad situation. Uh it was really a a dumping ground. And we was able to use this um um [1:13:32, 1:13:37]: particular funds to be able to to come and to do that. And we had to go through the courts. [1:13:37, 1:13:49]: to um to get it identified as a a nuisance and thereby we was able to um to do just that. So uh this is a great program for the city of Stockbridge. Thank you, Mayor. [1:13:49, 1:13:54]: No problem, sir. Uh let's do this again. The motion was made. The second all in favor of motion, please indicate. [1:13:56, 1:14:13]: Okay, unanimous decision. Okay, got it. Good deal. Thank you. Council consideration to approve RP twenty twenty-one-002 six for an annual on-call water and sewer emergency operational repair, maintenance, and construction services. Ms. Miller and Mr. Aaron, please. [1:14:14, 1:14:17]: Uh good evening once again, Mayor and Council. The procurement [1:14:17, 1:14:20]: Uh the public works department is requesting council approval. [1:14:20, 1:14:33]: Of the ranking of the qualified firms, um, RFP number 2026 says stated annual on-call water and sewer emergency operational repair, maintenance, and construction. The ranked firms were site engineering number one. [1:14:33, 1:14:42]: Corbett Group LLC number two and civil works number three. And we're also author asking authorization for staff to proceed. [1:14:42, 1:14:48]: uh with the negotiations. The procurement was solicit solicited based on council's [1:14:48, 1:15:08]: Um directives and approved ordinance to engage the services. The scope of services consists of but is not limited to the repair and or replacement of following water collection system related infrastructure, water distribution system and related infrastructure, and storm water system as related for other. [1:15:08, 1:15:21]: other repairs and activities. I would like to add that the solicitation was also listed on the state of Georgia's uh registry in which it was sent to 696 registered vendors uh for the state of Georgia. [1:15:22, 1:15:25]: Council, any question for Miss Miller on this issue? [1:15:26, 1:15:28]: Councilman Barber, go ahead, please. [1:15:29, 1:15:35]: Yeah, so it's this item is just for council consideration to approve the ranking. [1:15:36, 1:15:37]: And that's correct. [1:15:38, 1:15:38]: Okay. [1:15:39, 1:15:39]: Um [1:15:41, 1:15:43]: Any other any other questions, council members? [1:15:44, 1:15:45]: Uh Councilman Thomas. [1:15:45, 1:15:50]: Uh since this is a public works item, I want to know if Mr. Aaron had any comments. [1:15:51, 1:15:56]: Yes, uh Councilmember Thomas. This has been a godsend to the city of Stockbridge. [1:15:56, 1:16:00]: Because we've had some repairs that are beyond the cities. [1:16:00, 1:16:20]: uh scope of services that we can provide. Case in point, recently on Summit View Drive, we had a stormwater drainage pipe that was compromised and the road caved in. And if we didn't have the the use of an on-call utility contractor, we would have been in a world of trouble trying to bid it out to get that repair. [1:16:20, 1:16:32]: record. So that has been a tremendous benefit for us going even like two years ago when we were doing a mill and the resurface of the road, road caved in a pothole, opened up a [1:16:32, 1:16:35]: of about 10 feet deep, 30 feet wide. [1:16:35, 1:16:48]: And we had to go in and repair repair that road before we can resurface it. So we use the services of this contractor if we run into a issue that's beyond the capabilities of the city to repair it. [1:16:48, 1:16:50]: And it's on a as needed basis. [1:16:51, 1:16:52]: All right. Thank you, sir. [1:16:52, 1:16:55]: Problem. Uh Councilman Blount, go ahead, please. [1:16:56, 1:17:02]: Yeah, Mayor, thank you. I just want to uh just echo the sentiments of uh the council that about the uh work the staff is doing. [1:17:03, 1:17:10]: And uh I just thank uh Miss Miller for all the work she's done. Uh as we've seen the procurement uh procedures and process. [1:17:11, 1:17:13]: Evolve under her leadership. [1:17:13, 1:17:21]: Uh and I thank you as a certified procurement agent for the city and manager for the city of Stockbridge. Uh thank you for the hard work you're doing. Thank you. [1:17:22, 1:17:23]: Mira Pro Tem, go ahead, please. [1:17:24, 1:17:31]: Well I just um uh I actually I lost my train of thought. Go right ahead. Councilwoman barber, go ahead, please. [1:17:32, 1:17:35]: Okay, so with the councils. [1:17:35, 1:17:41]: consideration to approve the ranking. I don't have anything to validate the ranking. [1:17:42, 1:17:47]: I really don't think it's necessary for us to approve the ranking. What we're concerned about. [1:17:47, 1:17:49]: It is the recommendation to award. [1:17:50, 1:17:50]: Um [1:17:51, 1:17:53]: I didn't get any source documents, so [1:17:54, 1:17:55]: I don't know if anybody else did, but [1:17:57, 1:17:59]: Is there something we're supposed to [1:18:01, 1:18:03]: validate using the ranking or we just [1:18:04, 1:18:06]: I've never seen this before, so I don't know. [1:18:07, 1:18:11]: We were asking council to approve the use of this vendor for our own call. [1:18:11, 1:18:13]: emergency repair. [1:18:14, 1:18:15]: Okay. [1:18:15, 1:18:17]: Oh, based on the [1:18:17, 1:18:18]: form there were [1:18:19, 1:18:20]: Several [1:18:20, 1:18:22]: Um, vendors that were listed. [1:18:23, 1:18:25]: So which ones, what do we [1:18:25, 1:18:26]: What are we approving though? [1:18:27, 1:18:32]: Site was the they had the highest ranking. They were the number one out of the three. [1:18:34, 1:18:35]: Um attached to your name again. [1:18:36, 1:18:37]: Site engineering. [1:18:39, 1:18:45]: Uh attached to the agenda which was uh submitted was a s a score sheet. [1:18:45, 1:18:48]: Along with the responslists [1:18:49, 1:18:52]: So I'm not sure if that was sent or not. [1:18:52, 1:18:55]: Yeah. But that was uploaded in the system. [1:18:55, 1:19:13]: We have the score sheet, but on the score sheet. Mayor Four, can we get a point or I think uh count uh attorney bear, I just don't want us going down uh an area that we shouldn't be going down. Uh the the uh city attorney was about to uh come in if you didn't see him there. No, I didn't see him. I might I was my head. Mr. Berry, you asked me to answer. [1:19:14, 1:19:17]: Thank you, Councilmember Blount and Mayor Ford. Yes, this is to [1:19:17, 1:19:20]: authorized negotiations to proceed. There's no cost. [1:19:21, 1:19:30]: Right now that's public. That information cannot and should not be made public while we're, you know, hopefully next step uh moving on to negotiations. So this is just [1:19:30, 1:19:32]: Yeah, uh asking [1:19:32, 1:19:34]: Council to uh [1:19:35, 1:19:39]: allow the procurement department and the evaluation team and negotiation team to proceed with [1:19:40, 1:19:41]: Контракт негоцієнс [1:19:41, 1:19:47]: And then it's the uh you know, the intent to then come back before council with a contract for approval. [1:19:47, 1:19:50]: But with there there can't be cost scoring shared right now. [1:19:51, 1:19:54]: or pricing scored right now because it's it's still in the in the [1:19:54, 1:19:58]: procurement phase and that that information can't and shouldn't be made public. [1:20:02, 1:20:04]: Okay. Councilman Barber, go ahead, please. [1:20:05, 1:20:10]: And so again, when you're asking to approve of something. [1:20:10, 1:20:15]: I should be able to verify or validate whatever I'm approving. [1:20:15, 1:20:17]: We did receive the score sheet. [1:20:17, 1:20:21]: Бо і дозна проводи критері і скорс. [1:20:21, 1:20:23]: Um were calculated. [1:20:23, 1:20:25]: Some blindly. [1:20:25, 1:20:27]: approving something. I don't [1:20:28, 1:20:30]: We've never seen this before. [1:20:30, 1:20:33]: What I have seen is a recommendation to a ward. [1:20:34, 1:20:46]: after staff does their due diligence um regarding the evaluations um of those proposals. I understand that there's information right now that staff cannot provide to us. [1:20:47, 1:20:49]: Which is why I don't understand why this was on the agenda. [1:20:51, 1:20:55]: They can continue with their process. Um, I just have not seen. [1:20:56, 1:20:56]: Um [1:20:56, 1:21:01]: then bring forward um in consideration to approve the [1:21:01, 1:21:05]: We can't verify the ranking, only they can do that. [1:21:05, 1:21:05]: Yeah. [1:21:06, 1:21:09]: I'm just concerned about the recommendation to award. That's all. [1:21:12, 1:21:15]: All right, uh Councilman uh Gantt, please go ahead. [1:21:16, 1:21:18]: Thank you. I just had a I'm I'm [1:21:18, 1:21:22]: I thought I knew what we were doing, but now I'm a little confused. [1:21:23, 1:21:23]: Um [1:21:25, 1:21:28]: So we're approving the rankings. [1:21:29, 1:21:31]: The staff has already vetted. [1:21:32, 1:21:36]: Correct already reviewed they had to bet. [1:21:37, 1:21:42]: these potential contractors because they [1:21:43, 1:21:53]: actually scored a ranking. Is that not correct? That's their job. I just want to make sure that where where are we in this process and what's the next part of the process? So [1:21:54, 1:21:55]: That [1:21:55, 1:21:56]: Top ranking is [1:21:56, 1:22:00]: Sci site or whatever you guess is dated to me. [1:22:00, 1:22:02]: And then after that. [1:22:02, 1:22:07]: You go and negotiate the contract, negotiate with that particular top rank. [1:22:07, 1:22:09]: Um company. Is that that's what I'm hearing? [1:22:10, 1:22:11]: That's correct. [1:22:13, 1:22:13]: Okay. [1:22:14, 1:22:15]: So you're [1:22:16, 1:22:18]: But you all have already vetted. [1:22:19, 1:22:22]: Which is your job, you have already vetted and ranked. [1:22:24, 1:22:27]: these potential contractors. Is that correct? [1:22:27, 1:22:32]: That's correct. On March tenth, um of this year, the evaluation committee was held. [1:22:33, 1:22:41]: And after the evaluation committee reviewed the proposals, the proposals were scored, and that's how the ranking was established. [1:22:43, 1:22:44]: Got it. [1:22:44, 1:22:48]: Okay. Mayor, I would like to make a motion to approve this ranking. [1:22:49, 1:22:54]: I second uh the councilman Blount second the motion. Any further discussion? Mayor Pro Ten. [1:22:55, 1:23:15]: Yeah, I just want some clarification uh so citizens do understand. Uh we we do go we go after the property owner. This is, I mean, we don't we don't just go out the demolishing uh properties. We go through a process where we attempt to uh establish who the owner of the property is and [1:23:15, 1:23:20]: to get them to uh address this issue and then actually charge it back to them. Is that correct? [1:23:25, 1:23:34]: This is this is dealing with the on call water and sewer emergencies. That's what we that's what we're referring to right now. Okay, the on call. Okay. All right. I'm sorry. [1:23:34, 1:23:42]: Are any other questions for Ms. Miller? Motion's been made. Okay, motion's been made and second. If no further questions, all in favor of the motion, please indicate. [1:23:45, 1:23:53]: Three, all four, all posed, abstain. Okay, four zero one. Thank you very much. [1:23:55, 1:24:05]: Uh council consideration to approve RFP uh twenty twenty-one dash zero zero two five for janitorial maintenance services. Ms. Miller, Mr. Aaron, please. [1:24:05, 1:24:10]: Good evening, Mayor and Council. Once again, uh the public works department is requesting council approval. [1:24:10, 1:24:20]: of the ranking of the qualified firms for RFP 2025 janitorial maintenance services, the rank firms for international intercontinental commercial services, number one. [1:24:21, 1:24:27]: Uh A action janitorial service number two, Meg Megan Miss Facility Support Services, number three. [1:24:28, 1:24:32]: Building maintenance services number four, American facility services number five. [1:24:32, 1:24:37]: Lamongo Services LLLP number six and clean spaces atlanta. [1:24:38, 1:24:40]: And Hadesburg number seven. [1:24:40, 1:24:55]: The procurement was solicited in accordance with the council's recommendations. Um and the actual procurement is to engage services of qualified contractors was proven track record to maintain the city of Stockbridge facilities based on the scope of services listed. [1:24:55, 1:25:11]: and within for proposal and perform daily wipe downs and disinfecting services uh to combat COVID-19. I would like to add that the solicitation was also listed on the state of Georgia registry in which it was sent to 1,576 vendors. [1:25:12, 1:25:18]: Fantastic. Okay. Council, any questions for Miss Miller or Mr. Aaron in reference to this proposal? [1:25:22, 1:25:27]: Okay, no questions. Need a motion to accept uh this consideration as stated. [1:25:28, 1:25:29]: Don't move. [1:25:29, 1:25:34]: Ms. Burton. And Miss Clant seconds that. All right. All in favor of motion, please indicate. [1:25:36, 1:25:36]: Okay. [1:25:38, 1:25:38]: All pose. [1:25:41, 1:25:42]: Of stain? [1:25:44, 1:25:47]: Mayor, uh got a question for the city attorney. [1:25:47, 1:25:55]: Uh Mr. Bear, what are we what are we approving with this right here? Can you make that clear to the citizens what this is a uh motion to approve? [1:25:56, 1:26:05]: You sort of substantive council member, you mean the contract itself or sort of substantially Well substantially what what we're what what what the motion is to approve. [1:26:11, 1:26:16]: Wow and I'm going up the agenda item just to have it in front of me, but it it's to again proceed. [1:26:17, 1:26:20]: You know, the the intent again is to come before you with [1:26:21, 1:26:23]: A a contract just like before. [1:26:27, 1:26:31]: Uh are these just are these the rankings that have gone through the procurement process? [1:26:32, 1:26:43]: uh just showing the showing the rankings and yet to award or these showing that who ranked uh top and this is this just information purposes for this council. [1:26:43, 1:26:53]: That's correct. On on March 4th, an evaluation committee was held and the evaluation committee evaluated the proposals and scored and ranked the firms. [1:26:53, 1:26:59]: So we got a process a procurement process that you, Mr. Berry, have said that is a good process. [1:27:00, 1:27:10]: And now the process is working to rank these businesses that want to do business with the city of Stockbridge. And now to go forward through the procurement process, that's what we're voting on right now. [1:27:10, 1:27:13]: So once again, I motion that we approve. Yes. [1:27:13, 1:27:17]: Yes, all that, council member. And aga as again, as I know we've said a couple of times, but [1:27:18, 1:27:21]: This isn't binding the city to anything. It's just allowing [1:27:21, 1:27:29]: the procurement department the and and city attorneys to go negotiate a contract that ultimately will be back before council and the mayor for consideration. [1:27:30, 1:27:37]: Okay. All right. So if you councilman Blount, you made a motion. Councilman Gantt, Councilwoman Gantt to second that motion. All favor motion, please indicate. [1:27:38, 1:27:39]: All right, okay. All right. [1:27:40, 1:27:41]: We are opposed. [1:27:42, 1:27:43]: Abstain. [1:27:45, 1:27:47]: Okay, three zero two, motion pass. All right. [1:27:48, 1:27:50]: Uh number ten, uh we've uh [1:27:52, 1:27:53]: We've actually [1:27:53, 1:27:59]: um took that off the agenda for uh until next uh next time we meet which is april twelfth. [1:27:59, 1:28:07]: So what's next would be in reference to the um the SB uh two oh two, I guess the voting laws is signed by um [1:28:07, 1:28:08]: Well [1:28:08, 1:28:09]: Governor Kemp. [1:28:09, 1:28:16]: And a resolution that we would have for that, provided the council wants to approve it. So I want to say since it was brought originally forward by Mary Port. [1:28:17, 1:28:19]: Yes, I hate to interrupt you, but before we move forward. [1:28:20, 1:28:26]: Um on this particular item on number ten, I know in the motion to amend the agenda at the beginning. [1:28:26, 1:28:28]: I just need to ask the attorney. [1:28:28, 1:28:32]: If that vote to amend the agenda as they did. [1:28:33, 1:28:36]: Did that also include what was requested to [1:28:37, 1:28:38]: Extend the contract. [1:28:39, 1:28:44]: Could that be considered as part of that motion? I just need to know where to put that action. [1:28:45, 1:28:47]: Well I thought that it was. [1:28:47, 1:28:49]: I just want to make sure. [1:28:49, 1:28:56]: Yeah, I appreciate that, Madam Kirk. Maybe add an abundance of caution. We could just have two separate votes if it's it's not clear. Um [1:28:56, 1:28:57]: One to [1:28:58, 1:29:02]: remove the agenda item for the for next consideration. [1:29:03, 1:29:08]: Well I have to admit I I mentioned that and I believe Mayor Pro Tem re that motion and we [1:29:09, 1:29:18]: Yeah, I did. When I'm he the mayor reminded me and I did uh include that in the motion. Right. Okay. That's fine. I just wanted to be clear. Thank you. All right. [1:29:19, 1:29:25]: So anyway, voting a voting loss uh update uh discussion, Mayor Pro Tem, go ahead, please. [1:29:27, 1:29:30]: Uh thank you, Mayor. I certainly appreciate that. [1:29:30, 1:29:32]: I think you know as a council [1:29:33, 1:29:36]: We certainly want to be very, very sensitive. [1:29:36, 1:29:40]: uh being uh a cradle of the civil rights movement about [1:29:41, 1:29:42]: Any attempt to keep [1:29:43, 1:29:45]: uh our citizens from voting. [1:29:46, 1:29:48]: There has been international. [1:29:48, 1:29:50]: outrage over [1:29:50, 1:29:52]: The passage of a Senate bill tool to [1:29:53, 1:29:55]: Would uh penalizes folks for [1:29:56, 1:29:58]: Simple things such as giving folks water. [1:29:59, 1:30:00]: who are waiting in line. [1:30:01, 1:30:02]: It it's unconscionable. [1:30:03, 1:30:07]: You know, just a couple years ago, our city found ourselves. [1:30:07, 1:30:10]: under attack by this very same general assembly [1:30:10, 1:30:12]: And they were trying to take half of our city. [1:30:13, 1:30:14]: And D annex it. [1:30:15, 1:30:17]: Against our wishes, and we put up a fight. [1:30:18, 1:30:21]: You know, again our citizens find ourselves under attack. [1:30:21, 1:30:23]: Uh with their right to vote. [1:30:24, 1:30:28]: Uh as this council we cannot go, you know, diversity is extremely important to us. [1:30:28, 1:30:30]: In every single way. [1:30:30, 1:30:31]: And to have [1:30:32, 1:30:34]: This slap in the face come forward. [1:30:35, 1:30:39]: А за респанство the first African American senator elected. [1:30:39, 1:30:59]: uh to the US Congress seems just it just seems unbelievable to the the gall and the audacity with which uh the state of Georgia operates. We just we we went through this extensive process where we had all of these recounts and a recount after recount to make sure that the election was true and [1:30:59, 1:31:00]: Honest and that [1:31:00, 1:31:03]: The victory was certified and appropriately done. [1:31:04, 1:31:09]: Now all of a sudden we find ourselves where we might have a senior citizen waiting in line. [1:31:10, 1:31:12]: Афонд період time. [1:31:13, 1:31:14]: And they cannot [1:31:14, 1:31:17]: But no one could assist them or bring them a sandwich or [1:31:17, 1:31:18]: Glass of water. [1:31:19, 1:31:24]: You know, we saw Representative Park Cannon arrested for simply knocking on the door. [1:31:24, 1:31:26]: Down at the state capital. [1:31:26, 1:31:29]: People see that, they see things out of control. [1:31:29, 1:31:32]: Just last night I was watching the news and I saw [1:31:33, 1:31:37]: Uh Cog County Chairwoman Lisa Cubit speak out very [1:31:38, 1:31:42]: uh strongly against uh this bill as well because [1:31:42, 1:31:46]: Not only is it affecting it's it's already starting to affect. [1:31:46, 1:31:48]: The economic s of the state. [1:31:49, 1:31:52]: where the major league baseball is considering removing [1:31:52, 1:31:55]: The All Star game from Cobb County. [1:31:55, 1:32:00]: You know, we don't have control over the state. The state legislature made that very clear. [1:32:00, 1:32:04]: That they're not gonna give up their control over city charters and that. [1:32:04, 1:32:05]: As such. [1:32:05, 1:32:08]: But we do have a voice to be able to speak. [1:32:09, 1:32:12]: Such as when somebody wants to come to the city of Startbridge. [1:32:12, 1:32:13]: That they will know. [1:32:14, 1:32:19]: They we we had no part and we certainly are outraged as the outside world is. [1:32:19, 1:32:22]: about the moving forward of this bill. [1:32:22, 1:32:29]: It is outrageous and I think I would like to just get all of us to unanimously speak out. [1:32:29, 1:32:33]: And just say enough is enough. How can we continue? [1:32:33, 1:32:34]: To go down this path. [1:32:35, 1:32:37]: In Georgia are suppressing [1:32:37, 1:32:38]: Votes. [1:32:38, 1:32:43]: And it it it it every time African Americans go to the polls to vote. [1:32:43, 1:32:47]: some s more restriction is put a place. It's akin to [1:32:48, 1:32:52]: The jelly bean. Count the number of jelly beans in the jar before you can vote. [1:32:52, 1:32:54]: Or you know, a poll text. [1:32:55, 1:32:56]: This is not the way. [1:32:56, 1:33:03]: And we as a all African American Council, if we are compelled, in my opinion, to speak out and say, [1:33:03, 1:33:04]: Стоп дес. [1:33:04, 1:33:06]: We don't support this. [1:33:06, 1:33:09]: And we're calling for people, don't boycott stock bridge. [1:33:09, 1:33:11]: because we want to do the right thing. [1:33:12, 1:33:16]: There are cities all over Georgia who want to do the right thing, and we're one of them. [1:33:16, 1:33:19]: And we want to make sure that you understand you're welcome here. [1:33:19, 1:33:22]: And we wholeheartedly disagree with this decision. [1:33:23, 1:33:24]: Councilman Blount, go ahead, please. [1:33:27, 1:33:31]: Yeah, Mayor, thank you. Uh Miss Alexander, uh you you're correct. [1:33:31, 1:33:34]: You know, there's always been a saying, if it's not broke, don't fix it. [1:33:35, 1:33:38]: And we see that a that the system that has been working for years. [1:33:39, 1:33:46]: All of a sudden doesn't work, not because it was broken. How was it broken? It was broken by people getting out and in and [1:33:46, 1:33:56]: the uh legislators saying and along with Rosenberg saying this is one of the most secure elections we've ever had. So that doesn't give the citizens uh in the and the people of this country [1:33:56, 1:34:05]: Uh, security in their mind that the elections are secure, then what does? So the only thing about this system that was broke was the wrong people was elected into office. [1:34:06, 1:34:10]: Only thing that you know we can do as as elected officials and as other citizens [1:34:11, 1:34:14]: Is to try to is it is to try to bring forward the make voting [1:34:15, 1:34:17]: Uh uh show the importance of it. [1:34:17, 1:34:21]: while trying to uh add comfort because people are standing in lines. [1:34:21, 1:34:25]: So when you see the the bill that that that is passing now, all the stuff that is in that bill. [1:34:26, 1:34:31]: Even even being uh unlawful to give someone water or something to drink. [1:34:31, 1:34:34]: And you're and you're putting a system in place that's gonna make lives longer. [1:34:35, 1:34:37]: The deterrent is there, statistics are there. [1:34:38, 1:34:39]: And that's what they're looking at. [1:34:39, 1:34:41]: It's not that the the make it [1:34:41, 1:34:47]: Wha why are we trying to pass a bill now to make everybody feel comfortable about vote comfortable about voting? [1:34:48, 1:34:52]: This was the hot most highly uh um [1:34:52, 1:34:54]: voted election in the history of this country. [1:34:55, 1:34:59]: So the confidence of people voting is there because they showed up. [1:35:00, 1:35:05]: And so I I fully support the city to stop reassuring everyone that we support. [1:35:05, 1:35:07]: our citizens right to vote. [1:35:08, 1:35:10]: Uh, not just as a color. [1:35:10, 1:35:11]: Була крос та бор. [1:35:12, 1:35:13]: Because that's what happened. [1:35:13, 1:35:16]: Everyone voted. Who would it affect the most? [1:35:17, 1:35:18]: We don't need to say that. [1:35:18, 1:35:19]: Because we know. [1:35:20, 1:35:26]: It's gonna affo affect the minorities, it's gonna affect African Americans, it's gonna affect the Asian community, it's gonna affect uh quite a few people. [1:35:26, 1:35:27]: It's gonna affect the elderly. [1:35:29, 1:35:30]: It's gonna affect the elderly. [1:35:30, 1:35:33]: It's gonna affect so many people with this bill. [1:35:34, 1:35:36]: And so I do support the resolution. [1:35:37, 1:35:39]: Uh Councilwoman Gantt, go ahead, please. [1:35:42, 1:35:51]: Thank you, Amir. I too support the resolution. Um, a citizen, Ms. Elliott, actually um had asked a question in regards to [1:35:52, 1:35:57]: Um the lines at the polls when during the time of voting. [1:35:57, 1:36:07]: Um in Cobb County, they have real-time voting status. And I'm planning on speaking with uh Henry County to talk to them about maybe we can get assistance. [1:36:09, 1:36:10]: Uh that is the [1:36:10, 1:36:13]: Um in regards to voter suppression. [1:36:13, 1:36:15]: Um it is real. [1:36:15, 1:36:28]: And it is important, although you know our resolution is stating this African American Council, is that we acknowledge and we know this is wrong. [1:36:28, 1:36:41]: If voting wasn't important, people wouldn't have died for it. People wouldn't have had to take a test in order to be able to vote. Women were limited only in at some point of time and did not have the right to vote. [1:36:42, 1:36:43]: Um [1:36:43, 1:36:47]: It is amazing. Um, I was looking at my driver's license the other day. [1:36:48, 1:37:06]: Um there was a I think it was a discussion on CNN where we they talked about having to match your your signature up with your vote if it was absentee ballots. Um and I looked at the signature of my driver's license, which you use a screen screen pen on. [1:37:06, 1:37:17]: not necessarily a real pen and and your actual signature. And I look at the signature that I write all the time in my real closings and they are totally different. [1:37:18, 1:37:23]: Um I vote every single election. Some people can't stand. [1:37:23, 1:37:32]: We have people, you'll have shortage of and voter suppression comes in so many ways. So many ways. Um [1:37:33, 1:37:33]: And [1:37:34, 1:37:38]: So I stand with my colleague um with [1:37:39, 1:37:41]: the representation that we are [1:37:42, 1:37:46]: as a body for the city of Stockbridge and stating that we are against. [1:37:46, 1:37:49]: this bill and we are against voter suppression. [1:37:51, 1:37:53]: Um thank you. Councilman Thomas Goya, please. [1:37:54, 1:37:57]: Mayor, uh I'm going to concur with [1:37:57, 1:37:59]: Uh, my colleagues [1:38:00, 1:38:04]: I I think our voices uh should be heard. [1:38:04, 1:38:08]: Uh irregardless of the posture that [1:38:08, 1:38:17]: The state of Georgia legislators take. I think it is important, as the mayor pro tem stated, you know, voices need to be heard. [1:38:17, 1:38:18]: Um [1:38:18, 1:38:21]: I'm going to recall um [1:38:22, 1:38:25]: Ас елементарь ску студент. [1:38:26, 1:38:28]: Uh I don't want to age myself. [1:38:29, 1:38:31]: Um, but I do recall. [1:38:31, 1:38:32]: Um when [1:38:33, 1:38:37]: My grandparents and my mother and father were my mother. [1:38:37, 1:38:38]: Um [1:38:38, 1:38:39]: Could not vote. [1:38:40, 1:38:41]: It was not legal, so [1:38:42, 1:38:45]: Uh this this suppression for me is real. [1:38:45, 1:38:47]: Because I do remember [1:38:47, 1:38:49]: Uh when we were not [1:38:49, 1:38:52]: uh allow to vote. [1:38:52, 1:39:12]: So um so this this is real for me. So I support and hopefully uh tonight uh we can go forward with some type of resolution uh so the city of Stockbridge elected body voices can be heard. Thank you. No problem, no problem. I will tell you that um and I'm what I'm gonna say next, I really missed this last year, but typically [1:39:12, 1:39:32]: as well as you all do do, you get voted, you get notified about certain things going on in elementary schools and career fairs and middle schools and in high schools. And I know when I go, kids always want to know what's going on with the mayor, what's going on with the city. And I explain to them what's going on in this aspect and what I do and what we do collectively. But I also stress to this [1:39:32, 1:39:35]: them about their constitutional right to vote. [1:39:35, 1:39:49]: in this aspect and the fact that many people gave the blood, sweat, and tears and died for the right to vote. And that's something that they need to take sacred. It's their constitutional right to do so. And I also tell them, once you turn 18, you need to vote. They need to vote each and every time. [1:39:49, 1:39:57]: You know, no matter what. And matter of fact, when you go home, talk to your mother or father or their or your s or your guard legal guardian and ask them, are they registered to vote? [1:39:58, 1:40:01]: And for not tell them no the mayor force says you need to get registered to vote and vote. [1:40:02, 1:40:22]: So this is a very much uh a serious act aspect. We need to make sure that we stand fast with this and and beat back suppression and encourage people to, no matter what the situation is, they need to execute the constitutional right to vote. No matter what they put out there, you can still beat back whatever rules and regulations out there to do that. You gotta be determined to utilize that constitutional. [1:40:21, 1:40:31]: right and do that and not let our ancestors or people come before us down on the effort they they gave to bless sweat and tears and their lives for that constitutional right. [1:40:32, 1:40:52]: So uh I there in reference to the resolution, we were we received that. If you're under sixty, four dollars each way. If you're over sixty is two dollars each way. It's on an honor system when you tell them your age. Okay. Uh let's see here. [1:49:55, 1:50:00]: And the Henry County uh health department, uh, right here at uh in Madonna. [1:50:00, 1:50:15]: They have a new phone number. Henry County Health Department has a new main phone number, and that number is 470-661-0005. Once again, Henry County Health Department, right in Manduna, part of District 4. [1:50:15, 1:50:20]: New number is four seven zero six six one zero zero zero five. [1:50:21, 1:50:31]: And by the way, when you of course then make sure when you take the Henry County transit, that they're only gonna keep you in Henry County. You have to be a Henry County resident and you need to stay in Henry County. They're not gonna cross county lines when they do that. [1:50:31, 1:50:33]: And at this point that's all the [1:50:33, 1:50:35]: uh comments that I have. [1:50:35, 1:50:49]: For my specific comments, I want to talk about these other things here. Office uh city office hours are are closed due to COVID-19 precautions. Um now what it amounts to, I know the staff is working through the process to integrate themselves back in. [1:50:49, 1:50:54]: Um teleworking and also coming back into the office as we continue to [1:50:54, 1:51:02]: work through the process uh to get people vaccinated, but also get people more comfortable and then working in the office as well. So we we got that combination of that going on. [1:51:02, 1:51:07]: Uh the city offices are closed Friday, April second, due to observance of Good Friday. [1:51:08, 1:51:13]: So Fridays uh we are uh close and that means obviously have an excellent Easter this weekend, please. Hopefully the weather'll be good. [1:51:14, 1:51:18]: And uh upcoming meetings and announcements, the city council meeting. [1:51:18, 1:51:21]: At six o'clock uh via Zoom, which is going to be on April twelfth. [1:51:22, 1:51:27]: The main street advisory board meeting is at nine AM by way of Zoom on April ninth. [1:51:27, 1:51:31]: The downtown Development Authority meeting is six PM by way of Zoom. [1:51:31, 1:51:32]: On April nineteenth. [1:51:33, 1:51:38]: The youth council and advisory meeting is six thirty by way of Zoom on April nineteenth as well. [1:51:39, 1:51:44]: The planning commission meeting is 630 by way of Zoom on April 22nd. [1:51:44, 1:51:50]: And the city net our next city council work session, 6 p.m. by way of Zoom on the 27th of April. [1:51:50, 1:52:01]: On that note, uh executive session is my understanding that we'd go into executive session and talk over a climate survey. If that is the case, then I would need a motion to go into executive session. [1:52:03, 1:52:05]: Is there a motion to go into second session? [1:52:07, 1:52:08]: Mayor. Yes, ma'am. [1:52:08, 1:52:13]: I move that we go into executive session for personnel, real estate and litigation. [1:52:14, 1:52:14]: Is there a second? [1:52:17, 1:52:19]: Council Councilman Blount uh seconds that. [1:52:20, 1:52:20]: Okay. [1:52:21, 1:52:24]: All in favor of going to this echo session, please indicate. [1:52:26, 1:52:27]: Uh [1:52:27, 1:52:30]: Uh okay, I got three opposed. [1:52:31, 1:52:32]: Abstain. [1:52:34, 1:52:35]: Okay, I got uh three [1:52:36, 1:52:40]: I have three going to Zakon session. I think you got uh one of uh uh one of a stain. [1:52:41, 1:52:42]: And one opposed. [1:52:42, 1:52:43]: Is that right? [1:52:43, 1:52:47]: Two abstain. I really do. Two abstain. Two abstain. Two of stain. [1:52:47, 1:52:49]: So three yes and two abstained. [1:52:50, 1:52:54]: Okay. And uh we're gonna one of the things we're gonna talk about is our climate survey. [1:52:55, 1:53:12]: It said and and our attorneys for this for this piece, our attorneys will be involved with our vo involved with us for this, along with the entire council. And uh do now the the facilitator, uh Miss Tanya Morris is on standby. Do we want her in this ecosession council to talk to us about this climate survey? [1:53:13, 1:53:14]: He's only sir. [1:53:14, 1:53:15]: Yes, ma'am. Yes, sir. [1:53:16, 1:53:22]: Only if needed. Only if needed. Otherwise not. Only if needed. Any other comments before we go? [1:53:23, 1:53:34]: All right, no other comments. All right. So uh can we uh I need uh everybody to uh uh stand by. We'll be in a second session in probably the next five minutes or so we'll be able to get the [1:53:34, 1:53:37]: connectivity to the entire council and our attorneys, please. [1:53:40, 1:53:40]: We'll be able to do that. [1:53:41, 1:53:45]: Yes. Okay. Thank you very much. I'll see you on the second session. Thank you. [1:53:46, 1:53:47]: Right. Thank you. [1:53:47, 1:53:47]: Mm. [1:53:48, 1:53:50]: All right. Um all in favor, please indicate. [1:53:52, 1:54:06]: All right. Uh. Okay, we got four votes. Okay. I need a motion to reconvene our our uh council meeting or session. So move. Is there a second? So move. Okay. I need a second, please. Mr. Mr. Blount. [1:54:08, 1:54:11]: Mr. Blount, you so moved or you seconded? It doesn't matter, Mayor, whichever. [1:54:12, 1:54:18]: Come first. I'll say okay. You moved it. Ms. Gantt second that. Okay. All right. On that note. Um [1:54:18, 1:54:19]: All right. [1:54:19, 1:54:25]: And I so what I gathered from our conversation though, I I gathered that we didn't [1:54:26, 1:54:29]: All all in favor to adjourn the meeting? [1:54:29, 1:54:32]: And the great No, reconvene. [1:54:32, 1:54:38]: I I did recon didn't we reconvene already? No, we didn't. No, we had we will motion to reconvene our our our meeting. [1:54:38, 1:54:39]: Aye. [1:54:40, 1:54:53]: Okay. All right. Is there a second? Of m Ms. Blount. Yeah, we already did the first second. All right. Would you mind repeating it? I was just able to rejoin. Ah, there she is. Okay. So you're making okay, good deal. [1:54:53, 1:54:55]: So what we did with that motion. [1:54:56, 1:55:08]: Reconvening meeting. Did you end executive session? Yes, we did. Did you do a vote on that? Yes, we did. And what was that vote? The vote was uh four uh zero. I mean who made the motion in the second? [1:55:08, 1:55:11]: Okay. [1:55:13, 1:55:15]: And to reconvene. Okay. [1:55:16, 1:55:22]: was also blood in and Gantt. Okay, thank you. And we were uh an amount on that, I believe. Is that right? [1:55:23, 1:55:36]: Yeah. Okay. All right. All right. Thank you, Mr. Bonds, for your assistance. Appreciate that. Now I need a motion to end the end our city council. Is there a second? Mayor forward. I have a second. [1:55:36, 1:55:37]: Okay. [1:55:37, 1:55:40]: I like to appear the opinion, Mayor Ford. [1:55:40, 1:55:51]: I like amend the agenda and ma'am. We have a vote and a second. We need to go ahead and clear this vote second. And there's no discussions at the end of the when you make a motion to adjourn. [1:55:52, 1:55:52]: Right. [1:55:53, 1:56:09]: Um I like to amend the agenda. Stand stand by stand by a second. Stand by. Motion is made in a second to adjourn the meeting. There is no this typically is no discussion uh in reference to that. Stand by, stand by. Our attorneys in reference to any feedback on that. [1:56:11, 1:56:13]: I think that's correct, Mayor. I suppose there could be a point of [1:56:14, 1:56:18]: Of personal information or privilege, but I I think there is a pending motion at this point. [1:56:19, 1:56:21]: Yeah, the motion has to be voted up and down. [1:56:21, 1:56:26]: Okay. So motion we made to adjourn the meeting. It's been second. All favor of the motion, please indicate. [1:56:26, 1:56:27]: Five. [1:56:29, 1:56:30]: Okay, all polls. [1:56:33, 1:56:36]: Okay, so the meeting's not good not agenda in this aspect. Okay. [1:56:37, 1:56:38]: So what's what's what's going on here? [1:56:39, 1:56:42]: Okay, I'd like to amend the agenda. Um [1:56:42, 1:56:51]: Request to modify our meeting protocol to address council's conduct and expectations during virtual meetings. [1:56:51, 1:56:58]: To ensure video cameras remain active for more than ninety-five percent of the meetings. [1:56:58, 1:56:59]: Second. [1:57:00, 1:57:20]: Well, since you did that, so obviously motions are made in the second now for discussion purposes and I gotta talk to attorneys as well. I mean, how do you judge ninety-five percent of the meeting? I don't know how you can do that. And attorneys, I need you to weigh on us. This is something that's been amended at the very end of the meeting, this aspect typically we would go ahead and adjourn and uh or uh and identify [1:57:20, 1:57:35]: something that was discussed in the second session that we need to come uh public with at this point. And so uh in reference to uh parliamentary procedures and and uh legality, attorneys, what kind of suggestions do you have? Are we going the right by this the right way? What do you think here? [1:57:36, 1:57:36]: Yeah. [1:57:37, 1:57:48]: I would honestly need to look at this because Parliamentary Procedure doesn't have anything about ninety-five percent of the meeting because there if you had set times for a meeting, we could do it that way, but these meetings don't have set times. [1:57:48, 1:57:49]: Right. [1:57:49, 1:57:54]: Unless you're gonna block that we're gonna meet from six to ten, then you take ninety five percent of four hours. [1:57:55, 1:57:56]: We can do it that way, but [1:57:57, 1:57:58]: Mm. Yes, man. [1:57:58, 1:57:59]: I would [1:58:00, 1:58:06]: I would challenge it all together. Um, we're in a virtual setting. I have young kids. [1:58:07, 1:58:14]: And no one can tell me that I have to have my camera on when I'm still present at the meetings per the charter. [1:58:15, 1:58:27]: Um, so I'm uh my thought process on this is uh you know the pettiness has to stop in regards to trying to dictate how we run our meetings in regards to our appearance the longest. [1:58:28, 1:58:29]: We were here. [1:58:29, 1:58:30]: Um [1:58:30, 1:58:45]: If I am in chamber, if this wasn't COVID and we were actually in person, then I would have to be there. I believe I had a reason one time where I was not Zoomed, it was a when I I think it was a 2015, 2016. [1:58:45, 1:58:57]: Um, when I was probably in Jamaica with my family and I had to call in. Um, but I was out of state and unavailable. Other than that, I'm still present at the meeting. [1:58:58, 1:58:58]: So [1:59:00, 1:59:00]: That's that. [1:59:01, 1:59:03]: Cap and Blount. [1:59:03, 1:59:17]: Mayor, you know, it's getting late. This this ridiculous stuff uh that keeps coming up. It just this is not in our charter. There's nowhere in the state of Georgia that you come in on a Zoom meeting and say, I gotta see your face. [1:59:18, 1:59:19]: This is ridiculo [1:59:19, 1:59:22]: This count this is ridiculous stuff. [1:59:22, 1:59:31]: And when we got a councilman, all she can do is sit back and smile at this ridiculous stuff because she got two people that's gonna go along with her. This is just ridiculous. [1:59:31, 1:59:44]: Why don't we end and then and go to the next one? Who's who's who's grown on this phone? Point of order. Another grown person. Their face will not be on the thing. Point of order. Call for the vote. [1:59:46, 1:59:47]: Yeah, four. [1:59:47, 2:00:06]: Well uh well stand by a second. I got I got a question about how you concern what ninety-five percent is, what even fifty percent is. I don't know how you can really judge that. I don't know how you can really judge that at all. I said 95% because um we may get a call or may be distracted from time to time. [2:00:07, 2:00:20]: during the meeting. So I just said 95%, but we can just remove um the percentage and just um request that everybody be active with their cameras on throughout the entire meeting. We'll be doing that. [2:00:22, 2:00:31]: I will not be doing that. And I will challenge it as well. I definitely wouldn't do it. So you're good luck with that one. Mo Barber made a motion. He's been seconded. [2:00:32, 2:00:34]: All in favor of the motion, please indicate. [2:00:36, 2:00:37]: All post. [2:00:37, 2:00:38]: Wow. Aye. [2:00:39, 2:00:43]: It it passes three two. Need a motion to adjourn the meeting. So moved. [2:00:43, 2:00:51]: Is there a second? Probably shake your head all you want, baby. It ain't all what you gonna do if I don't. All all in favor, all in favor, please indicate. [2:00:52, 2:00:58]: All all favorite journey, please educate. Okay. All right. Good night, everybody. Good night. [2:00:58, 2:00:59]: Good night.
