[0:21:59, 0:22:02]: Councilman Thomas, I don't know but I'm here. Thank you. Present. [0:22:03, 0:22:08]: Um I had a flickery of my power, so hopefully I don't lose power. [0:22:09, 0:22:09]: Okay. [0:22:10, 0:22:16]: All right, we have a quorum. All right. On that uh note, uh council, I need a motion to adopt agenda, please. [0:22:16, 0:22:17]: Miller. [0:22:17, 0:22:17]: Yes, sir. [0:22:18, 0:22:20]: You need to amend the agenda. [0:22:20, 0:22:22]: And remove the public hearing. [0:22:22, 0:22:26]: Uh for the bridges a judico item and place it under. [0:22:26, 0:22:28]: New business for discussion. [0:22:28, 0:22:29]: Allowing the public. [0:22:30, 0:22:31]: To offer comment. [0:22:33, 0:22:34]: About the project. [0:22:34, 0:22:43]: All right. Uh and I would think if we would put that right there, right in the first thing of new business would be still still uh keep the same order, but right there for uh new business, okay? [0:22:43, 0:22:44]: Yes, sir. [0:22:44, 0:22:45]: Okay, good. Is there a second? [0:22:45, 0:22:48]: A second. All right. All favor, please indicate. [0:22:50, 0:22:52]: All right, fantastic. Ms. Gantt? [0:22:52, 0:23:10]: Aye. Okay, good. Well, the decision. All right. Uh what you have before you are the uh review of the minutes for the following meetings, the council meeting on June 14th, and also the council work session June 29th. We review those uh minutes and at our next uh council meeting we'll go ahead and improve them. [0:23:10, 0:23:17]: All right. Uh on that note, um, Ms. Holiday, do we have any public comments at all? Mayor Ford, there are no public comments. [0:23:18, 0:23:31]: Okay, fantastic. Uh presentation, uh FY twenty twenty financial audit and cafer report presented by Miss Hope Pendergrass of Malden and Jenkins. Hope, the show is yours, ma'am. [0:23:37, 0:23:42]: Thank you, Mayor. Can you hear me okay? We can hear you, yes. And we can see the presentation. [0:23:42, 0:23:47]: Okay, for some reason it's not giving me the option to show my video, but um I'm here tonight. [0:23:47, 0:23:58]: Um I see that you all have a very long agenda, so I don't want to take up a lot of your time, but so I'll just um give you some summary comments and then we can um go through [0:23:58, 0:23:59]: Um [0:23:59, 0:24:03]: this document as well included in your packet of information. It looks like your [0:24:03, 0:24:07]: Comprehensive annual financial report in its entirety has been included. [0:24:07, 0:24:11]: Um so if you have any specific questions, either [0:24:11, 0:24:14]: now or later on that you'd like address, I'd be happy to address them. [0:24:15, 0:24:16]: For you all. Um [0:24:17, 0:24:21]: You all looked really good again this year as of twelve thirty one twenty. [0:24:21, 0:24:28]: You received what's called an unmodified opinion. That's the clean opinion. That's the best opinion you can get. So congratulations to [0:24:28, 0:24:32]: management and the council for your leadership in that initiative. [0:24:32, 0:24:38]: Um again this year y'all have strong phone balance such that um [0:24:38, 0:24:42]: Your total fund balance that you're in exceeds your annual expenditures. [0:24:43, 0:24:50]: So there's not many governments, especially ones that don't have property tax, that can say that their fund balance is that strong. [0:24:50, 0:24:55]: So again, congratulations on on having that having that strong fund balance. [0:24:56, 0:25:04]: Um, you did have about six million dollars in transfers out of your general fund this year. That was, of course, by design to help fund some of your capital projects. [0:25:04, 0:25:07]: Did I know y'all had been anticipating in the past couple years? [0:25:07, 0:25:09]: Mainly um [0:25:09, 0:25:10]: The [0:25:10, 0:25:12]: Amphitheater, I believe. [0:25:12, 0:25:19]: Um, you also had some expenditures out of your SPOSS fund to fund the amphitheater again by design and by budget. [0:25:20, 0:25:25]: Um your general fund also included transfers out to support um the Merrill Manders Center. [0:25:26, 0:25:32]: Um and then also to pay the debt service on your URA bonds for the construction of City Hall. [0:25:34, 0:25:38]: Um your utility funds were again very strong, your water and sewer fund. [0:25:38, 0:25:41]: And um I believe your solid ways both had positive [0:25:41, 0:25:45]: Um cash flows for the year. So that's always a good thing. [0:25:46, 0:25:46]: Um [0:25:46, 0:25:53]: And and overall y'all just look really strong. Y'all have other funds that are small and maybe have a little bit of activity like your hotel, motel. [0:25:54, 0:25:54]: Fun but [0:25:55, 0:25:58]: Everything everything really just overall looked really good. [0:25:58, 0:26:08]: Um, we did have a couple of findings that we reported. Um, those related to financial reporting. And when I say financial reporting, [0:26:08, 0:26:13]: That's not necessarily a recording of the transactions and sales, but putting them in the right year either [0:26:13, 0:26:16]: before December thirty one or after December thirty fun. [0:26:16, 0:26:17]: thirty one. [0:26:17, 0:26:25]: So it was really nothing that really gave me pause overall. It's just some things that we had to report because there were material adjustments that we had to make as auditors. [0:26:26, 0:26:30]: Um we did have a few recommendations that we made. Those are um [0:26:31, 0:26:37]: have been provided to management as well. And I've gone through those extensively with both Mr. Wiggins and Mr. Knighton. [0:26:37, 0:26:46]: And I think they have a plan in place, you know, to address those particular items. So I'll pause there before I run through this document quickly and just ask if there's any questions. [0:26:47, 0:26:57]: Well, first of all, I will tell you hope uh thank you for uh uh being with us and giving us this wonderful report, this audit report. I'm um happy to hear and I'm pretty sure that's so the council and citizens listening that we're doing [0:26:57, 0:26:59]: We're doing great financially. [0:26:59, 0:27:06]: But could you do me one favor? You said we had an unmodified opinion for the audit. Could you further could you further explain that, please? [0:27:07, 0:27:20]: So an unmodified opinion, a modified opinion, which is is kind of counterintuitive. An unmodified opinion means that it's the standard report. And the standard report in auditing is a clean opinion, which says that your financial statements [0:27:21, 0:27:22]: Are materially correct? [0:27:22, 0:27:28]: Um, as of you know, one date in time, essentially on December thirty-first, twenty twenty. That's the best you can get. [0:27:29, 0:27:30]: So [0:27:30, 0:27:37]: Okay. All right. Thank you for the explanation. Uh counselor, any any further questions? Right. Okay. Mayor Protein Mazana. Go ahead, please. [0:27:37, 0:27:40]: Yes, ma'am. Thank you for the outstanding report. [0:27:40, 0:27:47]: Uh could you be a little bit more specific so the public can understand what was the fund balance at year end? [0:27:48, 0:27:57]: Um okay. I'm gonna um refer to the audit report here, which is included in your packet, and then I'm also gonna share that on the screen as well. [0:27:57, 0:27:58]: For reference. [0:27:59, 0:27:59]: Right. [0:28:00, 0:28:01]: For the public's point of view. [0:28:02, 0:28:04]: All right. Are y'all seeing? [0:28:04, 0:28:05]: Um [0:28:06, 0:28:08]: Yeah, seventeen million dollars, right? [0:28:09, 0:28:10]: Yes, sir. Um [0:28:11, 0:28:14]: But I did I did wanna um [0:28:14, 0:28:15]: You know. [0:28:15, 0:28:20]: I did want to point out that you all did transfer out a a good bit of that money this year. [0:28:20, 0:28:22]: to support the amphitheater project. [0:28:22, 0:28:26]: Additionally, you know, you all the Merl Manders is is [0:28:27, 0:28:38]: an entity that is requiring a subsidy from the general fund as well. You know, it brings great things to the city as far as people and events and the amphitheater. And I believe y'all are working on a cultural center as well. [0:28:38, 0:28:43]: will also bring, you know, good economic stability and incentives to the community. [0:28:43, 0:28:49]: But those programs traditionally, you know, throughout history of all the governments that Mullen and Jenkins works with. [0:28:49, 0:28:54]: are not individually self sustaining on their own and will require support from the general fund. [0:28:55, 0:29:07]: So as y'all continue to make your decisions about how you're gonna use or evaluate your fund balance in your general fund, I think it's it's prudent to keep in mind that you will have to support some of those initiative on an ongoing basis. [0:29:08, 0:29:11]: Well, thank you so much because uh in the end [0:29:11, 0:29:20]: You know, all i uh i the citizens want to know where this money is going because but you know, even though we're moving forward aggressively. [0:29:20, 0:29:25]: We have seventeen we had the yen in the year, we had seventeen million dollars in the bank. [0:29:25, 0:29:30]: Which is still an increase, uh, still very healthy. [0:29:30, 0:29:42]: uh uh based on our city budget being twelve million dollars a year. So we have over a hundred percent fund balance when Georgia Municipal Association recommends twenty-five percent or more, we're in excess. [0:29:43, 0:30:00]: of of a hundred percent in those numbers uh and i know all of this is already in the report but i certainly want to do it for the public so they understand uh such as the whole these funds there's more money out there like the hotel motel tax and other funds can you go over some of those numbers as well [0:30:01, 0:30:13]: So what you should be seeing on your screen is what's called the the balance sheet for your governmental funds. The first one of which is is the general fund. And I do want to clarify that fund balance does not equal necessarily cash in the bank. [0:30:13, 0:30:14]: Right. Um [0:30:14, 0:30:30]: You all part of your fund balance is related to some of the properties that you all are holding from previous years that were acquired initially by the the downtown development authority. So that makes up almost$2.2 million of your fund balance. So that's not necessarily liquid. [0:30:31, 0:30:37]: Um and then you also have, you know, some some taxes receivable a year in for franchise taxes and things of that nature. [0:30:38, 0:30:44]: So it's important to remember that fund balance is not necessarily cash um in the bank per se. [0:30:44, 0:30:50]: Absolutely. Absolutely. And understanding that number is that when these properties were bought. [0:30:50, 0:30:54]: The market was in a down period. So they they've actually [0:30:54, 0:30:56]: There should have actually been increasing in value. [0:30:57, 0:31:01]: So it actually is a good thing for based on when they were bought. So yes, certainly in this market. [0:31:02, 0:31:07]: the numbers will be going up on what those properties are actually worth. But uh if you would go ahead. [0:31:08, 0:31:14]: Um, I was just gonna say that um in answer to your original question about the other funds [0:31:14, 0:31:27]: Um you all have I think y'all had at and remember this is this is almost seven months old at this point. Right. So at at twelve thirty one twenty-one, let me just see if I can skip over here to [0:31:27, 0:31:29]: That particular page and all of this. [0:31:30, 0:31:30]: Um [0:31:32, 0:31:34]: So you all have [0:31:34, 0:31:38]: A hotel motel fund. So at year end y'all had about eight hundred and twenty [0:31:39, 0:31:43]: Um eight hundred and forty thousand dollars in fund balance in your hotel motel fund. [0:31:44, 0:31:49]: So, you know, some of that goes to the chamber and then you all retain some of that for tourism and [0:31:49, 0:31:51]: Um, other type initiatives. [0:31:51, 0:31:54]: You know, you had the cares money, um [0:31:54, 0:31:55]: That was [0:31:55, 0:31:58]: You had some residual cash sitting in that fund at year end. [0:31:59, 0:32:00]: You all res [0:32:00, 0:32:05]: may have already received some of this American rescue plan money that'll be coming in. [0:32:06, 0:32:11]: Um then you have the Burke Cemetery Fund, which that is in perpetuity to care for that facility. [0:32:12, 0:32:15]: Your state and federal grants fund, that fund. [0:32:15, 0:32:20]: receives money for capital improvement projects like sidewalks and things of that nature. [0:32:21, 0:32:29]: Um, and then like I said, you had about one point two million dollars left in SPLOSS three at that time. I don't know if that money has already been spent at this time. [0:32:30, 0:32:31]: Um [0:32:32, 0:32:36]: And then the DDA has a little bit of cash for its operations. [0:32:36, 0:32:46]: The URA pretty much the only thing that happens with the URA fund is the transfer from the general fund to make the debt service payment. So that fund doesn't really have a lot of activity outside of that transaction. [0:32:47, 0:32:50]: And then you have the impact fee fund, which is a newer fund. [0:32:51, 0:32:56]: that you all um have implemented that assessment. So that fund may continue to grow going forward. [0:32:58, 0:33:04]: Um, you also have a couple of other enterprise funds besides your water fund, your solid waste fund. [0:33:05, 0:33:07]: You know, you all have the stormwater fund as well. [0:33:08, 0:33:15]: That fund for the year had about a four hundred and fifty one thousand dollar what we call increase in net position. [0:33:15, 0:33:16]: And then [0:33:16, 0:33:21]: You know, as I've shown here and I made reference to briefly earlier, the Merrymander Center. [0:33:21, 0:33:22]: Um [0:33:23, 0:33:24]: That that fun. [0:33:25, 0:33:33]: Only had about a thirty five hundred dollar increase for the year. Most of that was a result of the general fund transfer to help subsidize its operations. [0:33:34, 0:33:41]: And then the community center had limited activity as well. And we think about, you know, we were in the pandemic and I'm not sure exactly what. [0:33:42, 0:33:48]: you know, y'all's operations or how much activity y'all were allowing at that facility for twenty twenty. [0:33:48, 0:33:50]: In consideration of COVID. [0:33:50, 0:33:51]: Savvy. [0:33:51, 0:33:52]: Did that answer your question, sir? [0:33:53, 0:33:54]: Yes, thank you so much. [0:33:55, 0:33:55]: Okay. [0:33:56, 0:33:56]: Um [0:33:58, 0:34:00]: Councilwoman Gann, go ahead, please. [0:34:00, 0:34:03]: Thank you. Can you tell me the I saw the [0:34:04, 0:34:10]: Another fund balance was seventeen million. That included properties and not all liquid cash. Can you give me [0:34:11, 0:34:13]: The actual liquid cash that we have. [0:34:13, 0:34:17]: Or do you not have the numbers prior to shifting money over? [0:34:17, 0:34:18]: From the amphitheater. [0:34:21, 0:34:23]: Yeah, current, absolute current. [0:34:24, 0:34:30]: Are you talking about are you talking about total cash or are you talking about cash just in the general fund? [0:34:30, 0:34:36]: Cash just in the general fund. So in the general fund at twelve thirty one, y'all had about eleven million dollars in cash. [0:34:37, 0:34:38]: Okay. [0:34:38, 0:34:43]: December thirty first. Yes, ma'am. And that's included on page sixteen of the document. [0:34:44, 0:34:44]: Okay. [0:34:45, 0:34:50]: And after but we've since then transferred money for the amphitheater. Is that what you're saying? [0:34:51, 0:34:51]: Um [0:34:53, 0:34:58]: That isn't that isn't already in consideration of the fact that y'all had spent [0:34:58, 0:35:03]: The five million dollars, I believe, that y'all had originally said for the amphitheater. [0:35:03, 0:35:07]: Um, and then some of that has been repaid in twenty one, I believe. [0:35:09, 0:35:09]: Okay. [0:35:10, 0:35:11]: Okay. [0:35:13, 0:35:19]: And in your you your past experience with other cities, you mentioned the amphitheater and the arts buildings. [0:35:20, 0:35:36]: And you've stated that from your past experiences, those are uh buildings really that are for the community, but they don't make money. Is that correct? Correct. It is very rare for um recreational cultural type facilities to break even. [0:35:36, 0:35:37]: Um because [0:35:37, 0:35:43]: The the initiative there is for the community and to bring business to fill up your hotels to [0:35:43, 0:35:49]: Fill your restaurants, y you know, to to revitalize, increase your property values around there. [0:35:49, 0:35:53]: It's the operation itself is not necessarily something that breaks even. [0:35:54, 0:35:57]: So as you continue to think about those facilities. [0:35:57, 0:36:03]: Just remember that your general fund is gonna have to be in a position to support those facilities on an ongoing basis. [0:36:04, 0:36:06]: Okay, thank you. No further questions. [0:36:06, 0:36:07]: Right. [0:36:07, 0:36:11]: And council, any further questions for Mr. Ms Pendergrass here? [0:36:15, 0:36:17]: Okay, I see a none. [0:36:19, 0:36:23]: Okay. On that note I I appreciate it, Miss Penegrass. Appreciate the briefing. [0:36:23, 0:36:24]: Presentation. [0:36:24, 0:36:25]: Thank you, sir. [0:36:26, 0:36:26]: Thank you. [0:36:27, 0:36:28]: You're welcome to stay as long as you like. [0:36:29, 0:36:35]: Um FY 2021 mid-year budget review presented by Mr. Wiggins. Sir, please. [0:36:36, 0:36:37]: Okay, Mayor, I'm gonna [0:36:38, 0:36:39]: Share the screen. [0:36:44, 0:36:45]: Yeah. [0:36:45, 0:36:46]: Okay. [0:36:47, 0:36:48]: Did everybody see that? [0:36:48, 0:36:50]: We can see it, sir. Okay. [0:36:52, 0:36:53]: Yeah. [0:36:54, 0:36:55]: Yeah, this is a um [0:36:57, 0:37:00]: Um thank you for this opportunity, Mayor, and um [0:37:00, 0:37:01]: City Council members. [0:37:38, 0:37:42]: In consultation to the CD programs and services regarding financial [0:37:43, 0:37:45]: Accounting and budgetary practices. [0:37:46, 0:37:47]: A focus is ensure. [0:37:48, 0:37:49]: Is to ensure [0:37:50, 0:37:51]: Compliance to all relevant [0:37:51, 0:37:54]: financial and budgetary regulations. [0:37:54, 0:37:55]: Including the Georgia budget. [0:37:56, 0:37:57]: Law and state statute. [0:37:58, 0:37:59]: Govern financial information. [0:38:02, 0:38:02]: Okay. [0:38:07, 0:38:08]: Executive summary. [0:38:10, 0:38:14]: The mid year report this d this report represents the mid year comparison. [0:38:16, 0:38:18]: Comparison of [0:38:19, 0:38:21]: The budget and actual revenues, expenditures. [0:38:29, 0:38:31]: I have to change something. [0:38:35, 0:38:35]: Okay. [0:38:37, 0:38:38]: I can see brother. [0:38:39, 0:38:42]: The twenty twenty one adopted operating and capital budget for the year. [0:38:42, 0:38:45]: Stockbridge totaled forty six miljon. [0:38:46, 0:38:47]: As you can see on uh [0:38:48, 0:38:49]: Table one. [0:38:50, 0:38:50]: Um [0:38:51, 0:38:56]: With this funding, the city continues to deliver all the services to the city resident and businesses. [0:38:56, 0:38:58]: The budget was adopted and approved. [0:38:58, 0:39:00]: Before the covet nineteen pandemic. [0:39:01, 0:39:04]: It yield yielded uncertainty regarding [0:39:04, 0:39:07]: Economic outlook and the city revenues and city services. [0:39:08, 0:39:09]: Deliver it to the public. [0:39:16, 0:39:17]: Purpose of the meet year. [0:39:17, 0:39:20]: The annual mid year budget review is an essential element. [0:39:21, 0:39:23]: And maintaining financial stability. [0:39:23, 0:39:26]: It provides the city council an opportunity to review. [0:39:26, 0:39:28]: The general fund and other funds. [0:39:29, 0:39:31]: Make adjustments to achieve a more accurate budget. [0:39:32, 0:39:34]: For the current fiscal year result resulting [0:39:35, 0:39:36]: And greater budget transparency. [0:39:37, 0:39:40]: And also help shape the development of next year's budget. [0:39:41, 0:39:48]: John, does there did you move the slide, sir? I I think we're on a couple of things. Oh you can't see it. No. Oh okay. [0:39:50, 0:39:51]: I did move it. [0:39:54, 0:39:55]: We're still on the first slide. There we go. [0:39:56, 0:39:57]: Okay. I'm sorry about that. [0:40:00, 0:40:02]: For some reason uh [0:40:04, 0:40:05]: Okay. [0:40:06, 0:40:08]: Ай, дисциплинський слай. [0:40:09, 0:40:11]: This monthly uh financial report. [0:40:11, 0:40:13]: This is a budget to actual [0:40:13, 0:40:17]: Um for the general fund expenditures. [0:40:17, 0:40:23]: Uh you can see this this this includes all of the general fund departments. [0:40:23, 0:40:23]: Yeah. [0:40:24, 0:40:25]: It shows in the first column. [0:40:26, 0:40:28]: Uh current month actuals. [0:40:29, 0:40:31]: As of um June thirtieth. [0:40:33, 0:40:33]: Uh [0:40:34, 0:40:36]: This also compares to prior months. [0:40:37, 0:40:38]: June twenty twenty. [0:40:39, 0:40:41]: Uh third column is [0:40:42, 0:40:44]: Current year to date actual. [0:40:45, 0:40:47]: The four column is uh [0:40:48, 0:40:49]: Current twenty twenty one. [0:40:49, 0:40:50]: Budget. [0:40:51, 0:40:54]: And then the field call, we have uh budget to actual variance. [0:40:55, 0:40:55]: For the current year. [0:40:58, 0:40:59]: Six column. [0:41:00, 0:41:03]: Is the FY twenty twenty prior year to date to date actual? [0:41:04, 0:41:07]: And also ending in the last uh column. [0:41:07, 0:41:09]: It's FY twenty twenty prior budget. [0:41:10, 0:41:12]: So this is a monthly uh [0:41:13, 0:41:15]: This this monthly report here. [0:41:15, 0:41:19]: Basically shows the budget actual of the general fund expenditures. [0:41:19, 0:41:31]: But Tom, let me ask you this. Any anything specifically that you need to really highlight or uh force on this particular slide, something that's uh good there or whatever the case may be? Some uh is anything specifically that we need to know? [0:41:32, 0:41:35]: Um, I have a little analysis that uh after [0:41:35, 0:41:40]: Uh present these uh because I'm right these particular reports here. I'm just showing you what [0:41:40, 0:41:42]: Monthly reports that I generate. [0:41:43, 0:41:44]: Um [0:41:45, 0:41:48]: But on this particular this particular slide. [0:41:49, 0:41:51]: Nothing stands out right here. [0:41:53, 0:41:54]: Okay. [0:41:57, 0:41:59]: Next slide. This is this is a um [0:42:00, 0:42:04]: This monthly financial report, this is a statement of revenues and expenditures. [0:42:04, 0:42:06]: All the funds. [0:42:06, 0:42:07]: In the city. [0:42:08, 0:42:09]: Yeah, we utilize. [0:42:10, 0:42:15]: Uh the top part is is the revenue and the bottom part is the expenditures. [0:42:16, 0:42:19]: And it basically has the same columns. So this is basically just [0:42:20, 0:42:20]: Instead of just [0:42:21, 0:42:22]: Looking at the [0:42:23, 0:42:24]: Detail of the general firm. [0:42:25, 0:42:27]: This looks at all of the funds in the city. [0:42:31, 0:42:33]: Next slide, it's a cash flow slide. [0:42:34, 0:42:35]: This uh here [0:42:36, 0:42:39]: And this is this is a cash flow slide for the general fund. [0:42:39, 0:42:41]: This slide here breaks down [0:42:41, 0:42:42]: Нічма [0:42:43, 0:42:45]: actuals and bumps it against the budget. [0:42:45, 0:42:47]: to get a year to day actual. [0:42:47, 0:42:48]: It also [0:42:49, 0:42:50]: Nets the actual [0:42:51, 0:42:52]: uh revenue. [0:42:53, 0:42:54]: And the spinatures. [0:42:56, 0:42:56]: And [0:42:56, 0:43:00]: We take that against the beginning balance of uh [0:43:02, 0:43:03]: The uh fund balance. [0:43:04, 0:43:08]: So each month we can see how the fund balance fund balance changed from month to month. [0:43:10, 0:43:12]: Right now, ending of June [0:43:13, 0:43:16]: The fund balance is sitting at sixteen million, two eighty six. [0:43:17, 0:43:18]: Oh fifty eight. [0:43:25, 0:43:30]: This particular slide here, this is a June cash flow slide for the general fund. [0:43:31, 0:43:32]: This looks like [0:43:34, 0:43:34]: Question. [0:43:35, 0:43:36]: Mayor. [0:43:36, 0:43:37]: Yes, sir. [0:43:37, 0:43:42]: I I I j I didn't wanna just speak. I wanted you to recognize me before I speak. I I [0:43:42, 0:44:01]: Go ahead, Councilman Thomas. I'm sorry. I just I appreciate it. Your question. Uh Mr. Wiggins. Yes. Uh if on this particular slide here under category, uh licensees and permits, can you speak to the highlights here? Can you give us a sense of [0:44:01, 0:44:02]: Um [0:44:03, 0:44:05]: Revenue thus for [0:44:05, 0:44:07]: Uh for uh permitting [0:44:07, 0:44:11]: And even maybe explain even the comparison. I I'm looking at it, but [0:44:12, 0:44:13]: Can you sort of just highlight [0:44:14, 0:44:15]: And speak to the comparison [0:44:16, 0:44:17]: uh permit and [0:44:17, 0:44:20]: Uh from twenty to twenty. [0:44:20, 0:44:23]: to this point in twenty twenty one. [0:44:23, 0:44:30]: Um, can you just share anything with us uh on where we are with licenses and and permits? [0:44:31, 0:44:33]: You talk about all this [0:44:33, 0:44:33]: Um [0:44:34, 0:44:35]: The month of June. [0:44:35, 0:44:36]: Or the [0:44:37, 0:44:38]: Or on this one. [0:44:39, 0:44:42]: From from January. Okay, you look at it. [0:44:43, 0:44:47]: If if you have it broken down like that from January [0:44:47, 0:44:49]: Twenty twenty one. [0:44:50, 0:44:53]: to дюті тоті ва [0:44:54, 0:44:56]: Uh, give us a picture of [0:44:57, 0:44:57]: Um [0:44:58, 0:44:59]: permits. [0:44:59, 0:45:02]: And licensed us for and even [0:45:02, 0:45:04]: And I know twenty twenty was [0:45:05, 0:45:08]: In a pandemic, yes, I guess you can't get a true [0:45:08, 0:45:10]: comparison maybe [0:45:10, 0:45:13]: twenty eighteen or maybe twenty nineteen, you probably compare, but [0:45:14, 0:45:16]: Just sort of sort of speak to where we are. [0:45:16, 0:45:19]: uh in permanent in uh in twenty twenty one. [0:45:21, 0:45:21]: Okay, well [0:45:22, 0:45:26]: In twenty twenty one for as uh revenue, for as a licensing permits. [0:45:27, 0:45:29]: We we have slated as uh [0:45:30, 0:45:31]: A budget being at uh [0:45:32, 0:45:35]: One miljon twenty seven thousand five eighty nine. [0:45:36, 0:45:37]: On a [0:45:37, 0:45:40]: month on a month to month basis. [0:45:40, 0:45:42]: Um January we [0:45:43, 0:45:46]: We collected two hundred and twenty seven thousand three thirty eight. [0:45:47, 0:45:49]: And then from February went from forty one thousand. [0:45:50, 0:45:53]: In March was twenty six thousand. [0:45:54, 0:45:55]: April was forty thousand. [0:45:56, 0:45:57]: And then May was [0:45:57, 0:46:01]: twenty six thousand we round and ended up in June's thirty four thousand, which gave us [0:46:02, 0:46:03]: Um [0:46:05, 0:46:06]: Which gave us a total of uh uh [0:46:07, 0:46:10]: Three hundred ninety seven thousand one fifty. [0:46:11, 0:46:12]: Three ninety seven. [0:46:12, 0:46:14]: One fifty. One fifty. [0:46:15, 0:46:19]: That's that's for uh what we collect as far as permits. [0:46:20, 0:46:21]: The licenses. [0:46:22, 0:46:24]: A lot of this is coming from the um [0:46:26, 0:46:27]: Uh business services. [0:46:28, 0:46:28]: Right. [0:46:29, 0:46:31]: And this is considered the [0:46:31, 0:46:34]: The half half mar half point marks of the year. [0:46:35, 0:46:38]: Exactly. This is the half part this is the half mark. [0:46:38, 0:46:39]: For [0:46:39, 0:46:41]: uh this budget year twenty twenty one. [0:46:43, 0:46:45]: Okay, my last question is [0:46:47, 0:46:53]: I know we are working with Safe Build and I really won't get into the details there at this point. [0:46:53, 0:46:54]: Um [0:46:54, 0:46:57]: But there is a a ratio. [0:46:58, 0:46:59]: Oh um [0:47:00, 0:47:01]: revenue [0:47:01, 0:47:04]: uh division, I guess, if you will. [0:47:06, 0:47:06]: Correct. [0:47:08, 0:47:12]: For a safe bill. There there is a ratio, um [0:47:13, 0:47:18]: You don't you don't have you don't have to mention that. Um I just wanted to [0:47:18, 0:47:22]: To throw that out and basically I'm just trying to get a picture of [0:47:22, 0:47:27]: where we are uh halfway in the year and even though twenty twenty one [0:47:28, 0:47:29]: I know um [0:47:29, 0:47:32]: you know, um businesses and building [0:47:32, 0:47:40]: It's probably a little slow as well. I I don't think we have really recovered in twenty twenty one, so it may not be [0:47:40, 0:47:45]: Um a good picture and I'm sure we're hoping for better things in twenty twenty two. [0:47:46, 0:47:49]: Uh, but I just want to sort of highlight that because that has been [0:47:49, 0:47:57]: Um a concern of mine an issue for me as far as uh what we take in uh in permitting. [0:47:58, 0:48:00]: And I just wanted to highlight that so [0:48:01, 0:48:03]: Uh three ninety seven. [0:48:03, 0:48:04]: One fifty. [0:48:04, 0:48:05]: Yeah. [0:48:06, 0:48:07]: So that sort of gives me that and [0:48:08, 0:48:10]: We'll see what the second half brings in. [0:48:10, 0:48:13]: Exactly. And I and I can I can get you some um [0:48:13, 0:48:16]: Comparison numbers, uh [0:48:17, 0:48:20]: I can probably send you those uh because I know. [0:48:21, 0:48:25]: Normally a lot of your construction is is done during May, June, July. [0:48:26, 0:48:27]: And um [0:48:28, 0:48:29]: In forest July. [0:48:30, 0:48:31]: There is there is like [0:48:32, 0:48:33]: Even with um [0:48:34, 0:48:35]: Other uh revenue. [0:48:35, 0:48:36]: Categories. [0:48:37, 0:48:39]: There's a lot of pick up in July. [0:48:40, 0:48:42]: You're just not showing here because this is [0:48:42, 0:48:44]: We're just looking at the first six months. [0:48:44, 0:48:47]: But in July a lot of things start picking up July and August. [0:48:48, 0:48:51]: Uh Mr. Knighting, did you want to comment on this while we're here? [0:48:53, 0:49:00]: Yeah, just that um probably I think I understand what you're what you're trying to see is the comparison between comparable [0:49:00, 0:49:06]: comparable times for this year and last year and we probably need to run a report to do that also with the revenue breakdown as well. [0:49:07, 0:49:12]: I think I understand your question. We probably have to run a report just to provide that information to you. I think [0:49:13, 0:49:18]: With permitting, it's it's interesting to see how things are going to evolve over the next portion of the year. [0:49:19, 0:49:26]: Um, especially with uh you know looking at some of the subdivisions that we may have had last year versus this year. [0:49:26, 0:49:29]: That were coming online, in particular like Winding Creek, for instance. [0:49:30, 0:49:35]: you know, we had a pretty big subdivision there. Um and you know, one I think one or two others [0:49:35, 0:49:42]: But we could run a specific report that compares more a more detailed dive into the permitting aspect. [0:49:42, 0:49:44]: And a comparison from this year to last year. [0:49:45, 0:49:48]: And and one reason I wanted to highlight this because in the um [0:49:49, 0:49:54]: In the last report of the audit, uh, it was stated that even with the [0:49:54, 0:49:59]: uh entities like the amphitheater and the uh cultural arts. [0:49:59, 0:50:02]: That they may not make a profit. [0:50:02, 0:50:03]: Um [0:50:03, 0:50:07]: themselves, but that is a residual. [0:50:08, 0:50:11]: Афект, і фівіл, а соціаль афект. [0:50:11, 0:50:20]: uh with this kind of entity where you may not see it directly with the cultural arts, but it is a uh catalyst. [0:50:20, 0:50:30]: to boost other entities uh within your uh in in your city. So you see that that profit, if you will. [0:50:30, 0:50:38]: uh in these other areas and as well as what you provide to your citizens, oftentimes you can't put a [0:50:38, 0:50:46]: money value on that, but we know that it is an asset and it is a value to your community and to your city. [0:50:47, 0:50:52]: Right. There are economic generators that have other impacts throughout the city and of course [0:50:52, 0:50:58]: You know, we we uh have an eye and vision for uh development and redevelopment in certain specific areas. [0:50:58, 0:51:01]: That of course we've talked about collectively. [0:51:01, 0:51:05]: and uh putting some uh planning measures in place to facilitate that type of [0:51:05, 0:51:07]: Of growth and development, that's correct. [0:51:08, 0:51:10]: All right, I yield back, Mayor. Thank you. [0:51:10, 0:51:13]: No problem. Any other questions? Oh, go ahead. I'm sorry. Any other questions? [0:51:14, 0:51:15]: Uh okay, Mr. Wiggins, please continue. [0:51:20, 0:51:24]: Okay, for the reports, the analysis, the general fund. [0:51:24, 0:51:26]: Mid year revenue. [0:51:26, 0:51:28]: Analysis compared to last year. [0:51:28, 0:51:30]: Revenues increase about [0:51:31, 0:51:35]: Hundred and twenty seven thousand eight thirty four. That's about sixteen percent. [0:51:36, 0:51:38]: A lot of these comparisons are coming from [0:51:42, 0:51:48]: From this particular um report here, statements and expenditures, all funds. [0:51:51, 0:51:55]: A local option sales tax increased about ninety one thousand three hundred forty. [0:51:56, 0:52:00]: That's about eighteen percent from twenty twenty, which was [0:52:00, 0:52:01]: Okay. [0:52:02, 0:52:03]: Four hundred and twelve. [0:52:03, 0:52:07]: thousand five or two to twenty twenty one. [0:52:07, 0:52:08]: Which [0:52:08, 0:52:09]: Which is at five or three. [0:52:10, 0:52:12]: eight forty two and both of those amounts are coming from [0:52:13, 0:52:14]: The month of June. [0:52:15, 0:52:18]: Um right now with the loss we're averaging about [0:52:19, 0:52:21]: Four hundred and sixty thousand dollars a month. [0:52:24, 0:52:25]: Franchise tax. [0:52:26, 0:52:28]: Increased about three thousand and twelve. [0:52:29, 0:52:31]: Well, it's about seven percent. [0:52:32, 0:52:34]: From twenty twenty it was forty one thousand. [0:52:34, 0:52:36]: Five hundred and fifty five. [0:52:36, 0:52:37]: Yeah. [0:52:37, 0:52:38]: Yes, sir. [0:52:39, 0:52:42]: Mr. Wiggins, I think some of the times we get caught up in the jargon. [0:52:42, 0:52:44]: Explain what lost is. [0:52:45, 0:52:48]: Lost your your local option sales tax. [0:52:48, 0:52:49]: That is the [0:52:50, 0:52:52]: That that is a collection of uh [0:52:52, 0:52:53]: You see the test there. [0:52:54, 0:52:55]: comes from um [0:52:56, 0:52:57]: The county. [0:52:57, 0:53:00]: when they collect the the sales tax from um [0:53:00, 0:53:02]: All of the um [0:53:03, 0:53:05]: The um the vendors and all [0:53:05, 0:53:08]: All the all of the department stores and all the grocery stores they [0:53:09, 0:53:12]: All all all of the entities that all of your businesses. [0:53:12, 0:53:14]: Be clear. Uh uh sorry. [0:53:14, 0:53:21]: Right. I certainly understand that myself. But I want to make sure we when we're talking to the public, they understand what we're talking about. [0:53:21, 0:53:24]: Everybody on this panel knows what lost is, but [0:53:24, 0:53:26]: Uh the public may not lose. So we [0:53:26, 0:53:29]: Well make sure when we're using jargon we explain what it is. [0:53:30, 0:53:30]: Okay. [0:53:34, 0:53:36]: As of mid year. [0:53:36, 0:53:37]: Spinatures [0:53:38, 0:53:42]: Our over revenue about forty five thousand nine oh nine. [0:53:42, 0:53:43]: That's uh monthly. [0:53:44, 0:53:45]: And [0:53:45, 0:53:47]: That was for the month of June. [0:53:47, 0:53:48]: And uh [0:53:49, 0:53:51]: The year today was nine hundred and ten. [0:53:52, 0:53:54]: thousand two hundred and twenty four. [0:53:55, 0:53:56]: Revenues are short by [0:53:57, 0:53:59]: One point three milyen. [0:53:59, 0:54:00]: And that's one of [0:54:01, 0:54:02]: From the budget if you [0:54:03, 0:54:07]: If you uh look at how much between January and June. [0:54:08, 0:54:11]: Right now our revenue collection should [0:54:11, 0:54:12]: Supposed to be [0:54:12, 0:54:14]: Six point four million. [0:54:16, 0:54:17]: But compared to actual [0:54:18, 0:54:20]: Which is our actuals, which is five million. [0:54:21, 0:54:23]: Oh seventy nine thousand one seventy two. [0:54:24, 0:54:25]: Yeah. [0:54:25, 0:54:26]: You go right, please. [0:54:26, 0:54:33]: Uh, understanding that we're what the the numbers are kinda out of balance and they work that way until we [0:54:34, 0:54:37]: Колекти проти, за бій болк. [0:54:37, 0:54:54]: uh later on in the year. We don't actually have a property tax ourselves for the city, but we have a an allotment is uh that the county selects for us that would actually put those numbers in proportion. Is that correct? And you you are correct because uh we used to get a lot of our um [0:54:54, 0:54:56]: revenue between um [0:54:57, 0:54:58]: uh in the October [0:54:59, 0:55:01]: November and December, which would [0:55:01, 0:55:03]: Which always brings up our revenue a lot. [0:55:04, 0:55:05]: The end of the year. [0:55:06, 0:55:07]: This is a little slow. [0:55:09, 0:55:11]: During the first six months. [0:55:13, 0:55:16]: Uh, the general fund mid year expenditure analysis. [0:55:17, 0:55:20]: Just like the revenue compared to last year's expenditure is expense. [0:55:21, 0:55:27]: Expenditures increase about fifty fifty thousand three oh one. That's about six percent. [0:55:28, 0:55:31]: Uh the expenses dispenses is up. [0:55:32, 0:55:35]: Due to consulting fees, legal fees, some [0:55:36, 0:55:41]: Consult consultation of uh consolidation of IT charges. [0:55:41, 0:55:46]: uh security upgrades. We also had to pay um [0:55:46, 0:55:47]: Um [0:55:49, 0:56:01]: on our loan, which we paid a portion in February and as well as August. And then the L the L M I G, LMEG. We also had the um [0:56:02, 0:56:05]: We had to also pay for that for role payton. [0:56:07, 0:56:08]: One [0:56:09, 0:56:10]: Expenditures [0:56:12, 0:56:15]: Or short by three hundred and nine thousand five seventy two. [0:56:17, 0:56:17]: From the budget. [0:56:18, 0:56:20]: Like the revenue which would have been [0:56:21, 0:56:25]: Spending at six million three hundred and seventy nine thousand nine sixty nine. [0:56:26, 0:56:27]: End of June. [0:56:27, 0:56:29]: Compared to the actual, which is five. [0:56:30, 0:56:30]: Which we [0:56:31, 0:56:34]: Actually is five million nine eighty nine. [0:56:34, 0:56:35]: three ninety six [0:56:36, 0:56:40]: Which is a positive, which is pretty good. So we're on the budget as far as expenditures, which is good. [0:56:42, 0:56:46]: Enterprise funds revenue analysis compared to last year. [0:56:46, 0:56:49]: Yeah, the warning and sewer revenue decreased about [0:56:50, 0:56:54]: A hundred and eleven thousand four seventy eight is about seven percent. [0:56:55, 0:56:56]: The stormwater revenue. [0:56:57, 0:57:02]: Increase about twenty four thousand five twenty eight and all this is for [0:57:02, 0:57:04]: The end of uh the month of June. [0:57:04, 0:57:06]: Sanitation revenue decreased about [0:57:08, 0:57:10]: Five hundred and twenty nine thousand seven hundred. [0:57:12, 0:57:14]: That particular um [0:57:15, 0:57:19]: Um that's pretty much normal for us because we usually collect a lot of [0:57:19, 0:57:20]: of the [0:57:21, 0:57:23]: Sanitation revenue. [0:57:23, 0:57:24]: In in [0:57:24, 0:57:27]: In the November and December, and what we would do. [0:57:27, 0:57:28]: Is uh [0:57:29, 0:57:29]: Is uh [0:57:30, 0:57:34]: Deferred this is like it's deferred revenue. So we put it [0:57:34, 0:57:36]: We realize it and we put it well. [0:57:38, 0:57:41]: Is deferred because we we collected in in [0:57:41, 0:57:43]: Twenty twenty and then [0:57:44, 0:57:46]: No, I'm sorry, twenty twenty two. [0:57:46, 0:57:49]: And then we put it back into twenty twenty one. [0:57:49, 0:57:49]: Which [0:57:50, 0:57:50]: Brains it. [0:57:51, 0:57:53]: All back up uh at the end of the year. [0:57:54, 0:57:54]: So [0:57:59, 0:58:05]: I know the numbers uh looks big, but it's it it really goes away at the end of the in in the um end of the year. [0:58:06, 0:58:10]: Enterprise fund expenditure analysis compared to last year the [0:58:10, 0:58:11]: One sewer expenditure. [0:58:12, 0:58:14]: Increased about twenty five thousand forty. [0:58:15, 0:58:15]: Four eighty five. [0:58:16, 0:58:19]: Stormwater expenditures increased about four. [0:58:20, 0:58:23]: thousand four hundred and seventy two and the sanitation decreased about [0:58:23, 0:58:26]: Ninety four thousand. That's usually the um [0:58:27, 0:58:32]: One of the monthly amounts that we put back into the year. So at this particular time, looking at last year. [0:58:33, 0:58:34]: That's the reason why you see that number. [0:58:37, 0:58:38]: The cool gen. [0:58:39, 0:58:49]: The overall the mid-year review is a positive. Many journal general fund revenues are expected to outperform original budget estimate. [0:58:50, 0:58:53]: such as sales tech, and we will see a lot of this going into [0:58:54, 0:58:55]: Some of the [0:58:55, 0:58:56]: Months coming up. [0:58:57, 0:59:00]: We'll continue to work with departments to monitor their expenditures. [0:59:01, 0:59:04]: If the city stays the course and remains fiscally conservative, [0:59:05, 0:59:06]: Next five years. [0:59:07, 0:59:09]: Forecast projects a positive fund balance. [0:59:10, 0:59:11]: for the next year. And I think [0:59:12, 0:59:13]: In your package I included. [0:59:14, 0:59:15]: Uh [0:59:16, 0:59:18]: The forecast that uh [0:59:19, 0:59:22]: Yeah, Mr. Ed Wall and myself and and [0:59:22, 0:59:23]: Mr. Nine. [0:59:23, 0:59:26]: had presented to you earlier, uh, I think last month. [0:59:29, 0:59:32]: And with that, I'm finished with the review. [0:59:32, 0:59:34]: All right, thank you, Mr. Wiggins. Um [0:59:35, 0:59:37]: Mayor Pro Tem, you're unmuted. That means you must have a question for him. [0:59:38, 0:59:46]: I do we've been talking thank you, sir, for acknowledging me. We've been talking about this number uh as far as a budget surplus. [0:59:46, 0:59:50]: for twenty twenty one now that we have this audit. [0:59:50, 0:59:54]: Uh, what were the final numbers that uh of the budget surplus? [0:59:58, 0:59:59]: Coming from twenty twenty. [1:00:00, 1:00:04]: Correct. We've been you initially the projection you gave us was [1:00:04, 1:00:06]: Over two мільйос. [1:00:06, 1:00:11]: uh for a projected surplus. So what did the actual surplus end up being? [1:00:13, 1:00:16]: Well the actual surplus uh I don't have that sheet up. [1:00:17, 1:00:18]: That um [1:00:21, 1:00:23]: Think w it would have been close to to [1:00:23, 1:00:24]: Three point nine, but [1:00:25, 1:00:28]: We had a s the the six milyen dollar um [1:00:28, 1:00:31]: transfer that took away from [1:00:32, 1:00:32]: Um [1:00:33, 1:00:34]: What it would it have been? [1:00:35, 1:00:52]: Because right, but what what basically uh Helder had given us uh was seventeen million bottom line. So we something got us to that seventeen million. So we had to add something to the fund balance with the transactions that we were going on. Can you get that number for us and then bring it back to us? I could put [1:00:52, 1:00:57]: Yeah, you know that it went down from last year from nineteen to seventeen. [1:00:57, 1:01:00]: Right. We spent money, but in the end we end up [1:01:01, 1:01:11]: Uh with seventeen million dollars, even though we spent six million dollars we spent the money for the amphitheater that we set aside and several other projects and we moved forward with the city. [1:01:11, 1:01:13]: We still ended up with seventeen milion. [1:01:14, 1:01:14]: When we spit. [1:01:15, 1:01:16]: More than obviously. [1:01:17, 1:01:19]: The fund balance was very healthy because we spent [1:01:20, 1:01:23]: Way more than two million if we went from seventeen to nineteen. [1:01:23, 1:01:24]: And we spent [1:01:25, 1:01:28]: A lot we spent money on the amphitheater and several of the projects. [1:01:28, 1:01:31]: Okay. Yes, I will I'll get that number for you. [1:01:33, 1:01:34]: Thank you. [1:01:35, 1:01:37]: Else, any other question for Mr. Wiggins? Anyone? [1:01:42, 1:01:47]: Okay, I see none. All right, Miss Wiggins, thank you. Appreciate the presentation. Okay. [1:01:48, 1:01:49]: Thank you. [1:01:51, 1:01:58]: All right, uh Council, what we have now is new business and the Bridges of Judico Multifamily Development Code and Master Plan Amendments. [1:01:59, 1:02:00]: Ms. Johnson, please. [1:02:01, 1:02:09]: Good evening, Mayor, Council members, colleagues, and residents. I'm going to share my screen and we'll jump right in. [1:02:16, 1:02:18]: Now we need to close some of these screens. [1:02:21, 1:02:41]: Okay, just one moment. So while I'm pulling this up, I'll tell you a little bit about the development. Um so Bridges of Jotaco, I'm sure we've all heard of a time or two over the years. And it's practically a 142 plus or minus acre master development in which the [1:02:41, 1:02:59]: Council approved a set of guidelines for to govern how the development will be built out for each of the different pods, which included different types of uses like retail, multifamily, single family, and so on and so forth to create a live workplay. [1:02:59, 1:03:02]: community, what like what we're trying to create in Sackbridge. [1:03:03, 1:03:08]: This particular development is for the purpose of um [1:03:08, 1:03:18]: creating a 14-acre multifamily and mixed-use development. It's proposing 306 units. [1:03:18, 1:03:20]: And um [1:03:20, 1:03:23]: different a different style of multifamily than I think we've seen. [1:03:24, 1:03:27]: All right, I'm gonna try and share my screen one more time. [1:03:41, 1:03:42]: Okay. [1:03:44, 1:03:52]: So, you know, to start, you know, my the community development department, of course, is a department that is [1:03:52, 1:03:54]: set up to support [1:03:55, 1:03:55]: Faster. [1:03:56, 1:03:59]: And administer economic development goals. [1:03:59, 1:04:04]: And in development opportunities that directly benefit the city of Stockbridge. [1:04:04, 1:04:09]: By way of first educating our public, because they have to know what the expectation is. [1:04:09, 1:04:15]: uh managing land development as what we're doing here tonight and also with our UDC. [1:04:15, 1:04:19]: And also issuing permits, licenses. [1:04:20, 1:04:24]: citations as required so that we can maintain what has been built. [1:04:26, 1:04:33]: Again, um just a quick overview of the project details. Uh it's a 306 multifamily apartment unit. [1:04:34, 1:04:45]: There's 6,200 square feet of proposed retail space that is along road B, which we'll see in a few moments. Again, 14 acres, 20 units per acre. [1:04:45, 1:04:59]: And the request here is to update the master plan, to make some adjustments, because there have been some changes to where certain uses would be located based on different market conditions and trends. [1:05:00, 1:05:02]: I what was allowed or [1:05:03, 1:05:07]: proposed in the ordinance when it came out in twenty nineteen. [1:05:07, 1:05:12]: was garden apartments. However, this development is proposing [1:05:12, 1:05:15]: A multi um so three story building. [1:05:15, 1:05:19]: With retail at the corners um to accommodate some. [1:05:20, 1:05:22]: you know, a community commercial uses. [1:05:23, 1:05:25]: Here's the initial [1:05:25, 1:05:27]: Uh master plan. [1:05:27, 1:05:30]: That was approved and it can you guys see my cursor? [1:05:31, 1:05:39]: Yes, we do. Super. So this is the portion here that will be utilized for multi-family and retail. [1:05:40, 1:05:49]: which is somewhat in keeping with the master plan. However, we're flip-flopping the uses because here if you can see under pod D, those are apartment buildings. [1:05:49, 1:05:54]: And instead of apartment buildings, we have um mixed use buildings. [1:05:56, 1:06:03]: So here's the proposed plan. And if you focus your attention, it's a lot going on here, but if you focus your attention to this pod here. [1:06:04, 1:06:07]: This is what I just outlined in the previous slide. [1:06:07, 1:06:12]: And this is where the three hundred and six units will be located with the fifty two. [1:06:12, 1:06:15]: Square foot of retail at these corners. [1:06:16, 1:06:17]: As they abut. [1:06:18, 1:06:23]: This particular major road that runs east-west throughout the overall site. [1:06:24, 1:06:26]: This is a bird's eye view. [1:06:26, 1:06:35]: It's kind of turned on its side, but this is what the parking would look like, how many units we're looking at in each building, so on and so forth. [1:06:36, 1:06:42]: And then here's a a closer idea about where the commercial would be located. [1:06:42, 1:06:46]: At these key locations, because just north of here. [1:06:46, 1:06:51]: Uh, would be proposed the commercial pod, which would be your destination. [1:06:51, 1:06:52]: Retail [1:06:52, 1:06:58]: um shops, hotel, just potential for all types of commercial uses. [1:06:59, 1:07:12]: And I'll just kind of breeze through the building design. This is what is being proposed for this location. Again, three-story building, retail on the bottom floors and on some buildings, but primarily residential. [1:07:14, 1:07:15]: Without with balconies. [1:07:16, 1:07:19]: Here's another angle from the main road. [1:07:20, 1:07:33]: from road B. And then you have your multi-use path that directly abuts the building with street lights and things that are much more modern feel. [1:07:34, 1:07:38]: And here will be the rear of the units, so you'll see what that looks like. [1:07:40, 1:07:45]: And we've got some interior designs that the applicant pro um provided. [1:07:45, 1:07:49]: To show what some of the examples of what the interiors would um look like. [1:07:50, 1:07:53]: I'll just go through these, take a look. [1:07:53, 1:08:00]: As far as tile, as far as accenting, walkways, um [1:08:02, 1:08:05]: And in t other interiors. [1:08:05, 1:08:07]: Countertops, sauces, things like that. [1:08:10, 1:08:16]: And then here's an interior design of the schematic of what it looks like from the floor plan bird's eye. [1:08:18, 1:08:30]: And then I think I mentioned it earlier we have another item for this um items to come forward as a road dedication. So what I'll do at this time is um just uh [1:08:30, 1:08:36]: hand it over to the applicants in case you all have any questions at all or any questions for me. [1:08:37, 1:08:57]: I appreciate that, Becca. Uh note for this, folks. Um uh Vanessa, I just received a uh message from Mr. Blount at 651. His power is out. That is why you don't see him on the screen. And I mentioned this earlier that we're conducting this during a course of a storm. So hopefully the rest of us will be able to uh maintain our power for the rest of the year. [1:08:56, 1:08:59]: rest of the meeting and hopefully you'll be able to come back. [1:08:59, 1:09:15]: So at 651, I received a message, uh, Ms. Holliday, about that. Okay. Now on that note, uh Council, any questions uh for Becca or the or the developer at this point, or we should probably should let the developer go ahead and speak and then we'll probably have questions, I'm pretty sure, at that point. [1:09:16, 1:09:17]: Does that sound good? [1:09:18, 1:09:38]: Mr. Patterson, go ahead please. Sure thing. Thank you, Mayor Ford. Thank you folks again for taking the time here to uh review this project. Sterling and myself are um very excited as as I've shared over the last several um meetings and months uh about getting this. [1:09:38, 1:09:48]: project going, being a part of the City of Stockbridge, and then obviously being the catalyst for um the bridges at Jodico master plan here. [1:09:48, 1:10:05]: I I feel like our our project here that we're proposing is is a mix of urban industrial luxury um and and something that i is not often found um i in um [1:10:05, 1:10:25]: in in certain areas and places. Um I I guess when um it you don't get on the front side of this very often when you're when you get to be the first thing in on a master plan project like this. Um and so I I just can't tell you how excited we are um from from a development group uh to be [1:10:25, 1:10:45]: on the front side of this and be a part of uh Mr. Grant and uh Mr. Hughes's uh master plan development. So um I I know she shared uh Ms. Johnson shared the uh renderings the site plan um I'm I'm happy to answer any questions any comments um as far as [1:10:45, 1:11:02]: the the amenity package, the the units. Our goal here is really to be the the the nicest product in the city of Stockbridge and the the whole south side of Atlanta. So um I I'm open for questions or comments. [1:11:03, 1:11:11]: I think it's an outstanding uh development here, and I'm pretty sure the rest of the council does as well. I look look forward to this and this aspect. But [1:11:11, 1:11:12]: On that note, I'll be quiet. [1:11:13, 1:11:16]: Uh council. Okay, Mayor Protein Alexander, go ahead, please. [1:11:17, 1:11:20]: Yeah, thank you so much, Mr. Patterson. Um [1:11:20, 1:11:23]: Talk about this development in terms of [1:11:23, 1:11:24]: Um [1:11:24, 1:11:29]: it it being best in class product in terms of how [1:11:29, 1:11:33]: Uh even on the schematic you have the parking on the interior. [1:11:33, 1:11:34]: Oh [1:11:34, 1:11:37]: The uh you know and how [1:11:37, 1:11:39]: Progressive that is in terms of [1:11:39, 1:11:42]: uh when you're building it. And I know as you were [1:11:42, 1:11:46]: As we saw the in my in our package and everything, even the stairwells. [1:11:46, 1:11:47]: Or [1:11:48, 1:11:49]: А ажі конселed. [1:11:50, 1:11:54]: uh in actual building design because it is a class A project. [1:11:56, 1:12:16]: That is correct. And and I'm happy to build off that. Thank you, uh, Mayor Pro Tem. Um we uh what we have built and and designed here, I guess I won't say built because we haven't executed it uh just yet, but what what we have designed and the thought behind it is to really create that walkable class A mixed use. [1:12:16, 1:12:36]: project here and product that pushes all of the buildings up to the road and really gives with the with the 10 foot sidewalk uh down the the main spine road and eight foot sidewalks uh around the the rest of the property um it allows you to [1:12:36, 1:12:56]: um uh be compatible with other uses and and also keep all of that parking on the interior side of the property. Nobody wants to drive up and down and and be at a destination and see a bunch of cars um and and parked uh you know out out on the front side they want to see the nice product [1:12:56, 1:13:16]: And they want to see the balconies and the streetscape and all of the uh items that go into making a luxury property. Um, and so really that that's what we've designed to here. Um, and then I think this elevation shows it best. Uh that this is this is what you're gonna see when you're going up and down these [1:13:16, 1:13:22]: roads. Um and and I really again I think it's gonna be a catalyst to really kick off the bridges at Jodico in the right fashion. [1:13:24, 1:13:27]: And and when you talk about being a cattle, it's obviously you're [1:13:27, 1:13:30]: You're com you're making a great investment here. [1:13:31, 1:13:38]: Talk about the overall vision that Mr. Grant has uh discussed with you in terms of uh the project the project filling out. [1:13:40, 1:14:00]: Sure. I I think that um you know e every everything is contingent upon rooftops. You need rooftops, especially when you're creating a destination. Um I I know our project bringing in the three hundred and six multifamily units. Um I know there's a townhome component that is coming short. [1:14:00, 1:14:20]: shortly thereafter um that that Mr. Grant is is working on uh right now solidifying um when when you create that whole um can complexity of all of those families, the the rooftops, the tr transient type of folks that we're going to uh attract. [1:14:20, 1:14:40]: to this property that then breeds a a great um can uh a great set of I guess retailers and people that want to be in this area. You uh w we're we're chasing the top ranks in the market. The the townhomes are going [1:14:40, 1:15:00]: to be uh a very solid product and you're you're going to breed and bring in and attract retailers that are are going to be um you know best in class in my opinion um and so what what we're gonna see is you're gonna see the the rooftops follow each other i believe and then in [1:15:00, 1:15:16]: In the background, all of these people are chomping at the bit to come in here, but they want to see rooftops. And I think this being the catalyst will start that domino effect uh for us to see a bigger plan evolve over the next several years. [1:15:17, 1:15:19]: And my final question is talk about [1:15:19, 1:15:23]: Your company's track record and other projects that you have. [1:15:23, 1:15:27]: Uh partaking in and the outcomes. [1:15:29, 1:15:49]: Certainly. Um our our group, the Sterling Group, uh and then Sterling Development, which is a a um a brand underneath that that larger umbrella has been in business for 40 plus years. Um we are located in 15 states, um, have well over 10,000 apartment units. Um [1:15:49, 1:16:09]: and um are scattered all acrout across the southeast um have been a part of several mixed use opportunities um and and that was why we were selected uh i do believe um on top of our relationships uh that we were able to to build um in in a short time with mr grant and that [1:16:08, 1:16:28]: others, um, but I I believe our ability to execute on those mixed use products um lended our ourself to this. Um and again we we feel like that uh this is an opportunity like no other to be a part of um and want want to invest uh in [1:16:28, 1:16:45]: excess of fifty million dollars uh into this community. And uh, you know, again, we we hope to come back and do more uh if if time and Mr. Grant allows if we if we can get this done. So um I I think that's where we are and we're just really excited to be a part of it. [1:16:47, 1:16:51]: I appreciate it, Mr. Patterson. We're excited to be here as well, sir. Tell you this is great stuff. [1:16:51, 1:16:53]: Really great stuff. Um [1:16:53, 1:16:55]: Council, any other uh comments at all? Anybody else? [1:16:58, 1:17:06]: Okay. Well I didn't want to hog it if nobody else has a question. I got I got Mr. Mr. Barber. Go ahead. Councilwoman Barber. Go ahead, please. [1:17:08, 1:17:12]: I wanted to ask, um, what is the price point or has that been determined yet? [1:17:12, 1:17:32]: It it it has. Um I appreciate the question. Um and let me I'm flipping back through through my notes. So are the the one bedrooms are gonna be in the range of that thirteen to sixteen hundred dollar a month uh range, the two bedrooms will be in the sixteen fifty to eighteen fifty range and then [1:17:32, 1:17:52]: And the threes uh would be in that uh$2,000 range. Um and and also note from a percentage standpoint, um we are we are typically in the 35, 55, uh 35% ones, 55% twos, ten percent threes. Um we're really reaching. [1:17:52, 1:18:12]: and and um marketing to uh transient folks, as I said, uh folks uh that are newer to the area, folks that maybe have a great job but aren't ready to buy a house yet, or um those those types of things. So we're we're lighter on the three bedroom side. [1:18:12, 1:18:32]: Um because we know that impacts schools, we know that does um certain things. Um there there is still a need for it because folks move from out of the area and come in and need a nice place to live and then want to buy a very nice home in your guys' community. Um and so you you still have to have that. [1:18:32, 1:18:40]: But I did I did want to speak to that because I know that was a question uh early on in some of the the meetings uh as far as that breakdown goes. [1:18:42, 1:18:51]: Okay. Uh welcome back, Mr. Blount. Appreciate that. I'm glad you got your power back. Uh Vanessa I had seven oh one when Mr. Blount came back in. [1:18:51, 1:18:53]: Any other further questions for [1:18:53, 1:18:55]: Um Mr. Patterson. [1:18:55, 1:18:56]: At all. [1:18:56, 1:18:58]: I got one more. I'll go right here, sir. [1:18:59, 1:19:07]: Yeah, Mr. Patterson, talk about the timetable. I know you me had uh I guess mentioned that uh there was a closing coming up for the property. [1:19:07, 1:19:27]: There there is. We are working uh with Mr. Grant to uh get everything finalized and be in a position to close this in the next week at at most, uh, which would mean we would close on the land and own the fifteen acres that we're purchasing here um to do this development. Um I anticipate [1:19:27, 1:19:47]: Then uh being in position over the next 30 to 45 days to submit for building permit review, um, and then working through that process and then uh getting obviously building permits, paying all of our fees, and uh, and then being in a position um after that um to [1:19:47, 1:20:07]: To break ground on the on the transaction. Just with everything and the scope of everything, I don't want to start throwing out dates until I have you know a pretty good feel on when we would anticipate breaking ground. I know we will push for the end of the year to get dirt moving. I can't guarantee. [1:20:07, 1:20:18]: guarantee that at this point, but it would be shortly thereafter if we missed uh by the end of the year. Um and and I would be happy to share further dates as we progress uh with Ms. Johnson and her team. [1:20:19, 1:20:29]: And talk about real quick, you you mentioned your financial position and folks always wanna know, you know, the stability of the company. I think you mentioned that this is gonna be a cash transaction. [1:20:30, 1:20:50]: That is correct. We we will uh be taking the land down with uh with cash uh uh that that is uh sterling money and uh and be owning will own the ground and um we'll we'll be pregnant with the transaction uh as far as that goes. And uh again uh to to speak [1:20:50, 1:21:10]: to the public's eye. We the we're not just testing the waters or anything else here. We we're ready to buy this dirt. We uh you know have a million dollars already invested prior to today with our third parties on all architectural, civil uh and and market studies, uh appraisals, all of that good stuff. [1:21:09, 1:21:29]: Um, so we we are fully invested in this project and uh and look forward to executing and again putting a putting a product out there that everybody says, man, have you guys been here yet? Uh because I I really think that's the effect that that's it's going to have on this uh this side of town and this immediate area. [1:21:30, 1:21:33]: And the last thing that I would like to say is I just want to say thank you. [1:21:33, 1:21:38]: Because too often we have developers and we have folks come to the community. [1:21:38, 1:21:44]: And insult us and say, well, this is what's appropriate for your community. This is what we think you deserve. [1:21:45, 1:21:49]: You didn't do that. You brought your A game to the table. So thank you. [1:21:50, 1:22:10]: Well and no, I I appreciate the compliment. And again, th this is what this city deserves right here. And and and I think all the credit really goes to Mr. Grant, um and and Falcon and the people behind the scenes, uh Mr. Knighton, Miss Johnson, Mayor Ford that have have worked to help and create this vision as you [1:22:10, 1:22:28]: folks have as well. I I just know there's a lot of hours and meetings that that are offline that that go into making sure that this is what's in the best interest of this city and everybody here. And so again, we're I I couldn't be more thankful for the opportunity to be a part of it. [1:22:29, 1:22:41]: Great, great great, Mr. Patterson. We're grateful that you're with us as this this well. So this is gonna be be a great partnership, definitely. I I agree. Okay. Okay. If there are no other comments from the council. [1:22:41, 1:22:44]: We'll move on to the next agenda item. [1:22:44, 1:22:59]: And that will be, and of course, Mr. Patterson, you'll be around for a while. Council consideration to approve the extension of and minor revision of moratorium for the acceptance of applications for buildings intended for residential purposes, also known as resolution. [1:22:59, 1:23:00]: Or [1:23:00, 1:23:03]: twenty one dash one two five nine. [1:23:03, 1:23:04]: Mair. [1:23:04, 1:23:05]: Ms. Johnson, please. [1:23:06, 1:23:06]: Yeah, what's up? [1:23:07, 1:23:08]: Yes, sir. [1:23:09, 1:23:15]: Uh is this I just wanted uh m a point of clarification. Ms. Johnson, uh is this w when does the vote come up? [1:23:19, 1:23:20]: Or this item. [1:23:20, 1:23:22]: For the uh [1:23:22, 1:23:26]: of what we had communicated about this yes, this uh this item coming up. [1:23:27, 1:23:47]: Yes, if we can have a motion, that will be. Okay. You know what? Very good point. My my my my fault. My fault. Okay. Very good point. Matter of fact, before we before we do that, I forgot something here. If you forgot something else. We took this off a public off the public uh hearing because it wasn't really necessary. So what I like to ask for, I don't know if anybody's even [1:23:47, 1:23:57]: available or anybody's out in in land uh uh watching whether or not they had any public comments whatsoever. We want to allow that to happen if if need be. It's a little unusual. [1:23:57, 1:24:06]: uh in this aspect. But uh I don't know if uh somehow okay, I guess so we got uh I see here we got uh Mr. Marshall raised his hand. Let's see. [1:24:06, 1:24:08]: How do we uh let him in? [1:24:10, 1:24:11]: Uh [1:24:12, 1:24:18]: Let's see here. Robert will need to upgrade him to a panelist. Yeah. [1:24:18, 1:24:19]: Okay. [1:24:24, 1:24:27]: One clarification. I think Vanessa, actually you may be the host now. [1:24:28, 1:24:32]: Unless I'm the host. Yeah, Mr. Bonds had an emergency. [1:24:32, 1:24:34]: If he had to step away, he had to leave. [1:24:35, 1:24:38]: So if y if you may be Vanessa, I think he said that he [1:24:40, 1:24:41]: Made you the host in his absence. [1:24:49, 1:24:51]: It's like that was very nice of him to do that. [1:24:51, 1:24:52]: Mm. [1:24:53, 1:24:55]: I don't know how let's see here. [1:25:00, 1:25:10]: Mr. Marshall I see Mr. Marshall there. Yeah, I just I just did that. Mr. Marshall Okay, okay. All right. Mayor Pro Tem I appreciate that. Ver very good catch. Mr. Marshall, please unmute yourself, sir. [1:25:14, 1:25:18]: Okay, can you hear me? Yes, sir, we can. Go right in, Pope. Hopefully you can't see me. [1:25:19, 1:25:26]: We can hear you, so go ahead, please. Okay. Uh well first of all let me uh just say that I know we're [1:25:26, 1:25:28]: crunch for time here, but Mr. Patterson, uh [1:25:29, 1:25:31]: My name is Charles Marshall. I'm the president. [1:25:31, 1:25:35]: Of an organization of residents that live within the north central. [1:25:36, 1:25:39]: portion of the county, predominantly in the Eagles Landing area. [1:25:39, 1:25:45]: And the news that you're expressing tonight about trying to get these multi uh [1:25:45, 1:26:03]: uh family units uh put up because you're saying the rooftops may drive the acceleration portion of getting more retail businesses in. You need to know that uh the organization of of uh folks, I don't want to say organization, but the residents that live within the close proximity of [1:26:03, 1:26:10]: uh bridges at Jodico. Uh the median income of these folks is over$100,000. And we're ready to spend that money. [1:26:11, 1:26:16]: I'd like for you to pass it on to Mr. Grant, Mr. Hughes, and we're waiting for this Bridges of Johtoco project. [1:26:16, 1:26:18]: To get off the ground. [1:26:18, 1:26:28]: The uh the the the the the thing about us having to go to the north side to spend dollars on uh at businesses that we can very well have at your location. [1:26:29, 1:26:49]: Uh that needs to end. It needs to end immediately because we're ready to spend money in our home areas. We're ready to support and sustain the businesses that come out there to the bridges at Jodico. And if we get these rooftops going, uh the way that you're describing, if that is the the the uh method to get the businesses to come in. [1:26:49, 1:27:09]: Please let's get this thing going. We want Whole Foods, uh, grocery stores. We want other items coming in on the retail side. And I noticed that you mentioned something about retail businesses being incorporated within these multi-purpose or multi-family uh units. Uh you didn't describe what those retail businesses would be, but uh whatever they are. [1:27:09, 1:27:29]: Or if uh they're open to the community, we'll support those as well. So uh don't want to get into a lot of uh other things that the uh residents in the area are really anxious to see. I think you can probably imagine what they are, but we do have the finances here to support and sustain these businesses that come into our area. Mayor, I thank you for allowing. [1:27:29, 1:27:41]: me to speak tonight. Thank you. No problem. You're welcome, sir. Uh anybody else uh that's uh out there that needed to make a comment any other citizens I see here so let's look at this [1:27:43, 1:27:51]: And it says five one eight six nine three. That's all I have here. You wanted to speak on this issue, please. Go ahead. [1:27:54, 1:27:55]: You muted. [1:28:01, 1:28:04]: Good evening, Mayor Ford. Oh, right here, please. How you doing? [1:28:05, 1:28:12]: Good evening. This is Vivian Thomas and I thank you for letting me speak. Question, and maybe I missed this part of that. [1:28:12, 1:28:14]: But what part? [1:28:14, 1:28:25]: What commercialization is coming with this with this development? I heard him talking a lot about the residential, but did he talk about has he secured? [1:28:26, 1:28:29]: any commercialization to come with this development. [1:28:30, 1:28:50]: Mr. Patterson, can you uh I'm happy I'm happy to answer that. Uh and Mr. Marshall, thank you for the kind words and and believe me, you uh you won't be let down. Nobody in the public will be let down. Uh Mr. Grant and his team, they've really done a nice job. Look, you you can chase the franchise type guys all day. [1:28:50, 1:29:10]: Day long and they would be here in a heartbeat. It's about getting the right people that make it sustainable for the long term for 10 and 15 years and truly creating that destination. So please know that it's it's not falling on deaf ears what everyone wants. We all want the same thing. That's why we're investing this type of [1:29:10, 1:29:30]: of money in the community. Um it it will happen and it will be great when it happens. Um so just know we're we're working very methodically and uh to create that destination and those those first class uh retailers and businesses in this area uh for you guys to be able to utilize. [1:29:30, 1:29:50]: Um and I and I will speak to uh Miss uh Tomlinson. Um we so our our component is going to be a a smaller mixed use. We will not have restaurant in in the bottom of the apartments. That that's gonna be more of a boutique retail type of uh a coffee shop and [1:29:50, 1:30:10]: A uh an attorney's office, an insurance agent, they're going to be mu much smaller pallets that are gonna be complementary to what Mr. Grant and Lincoln Properties and the group that is putting together the retailers that are going to go in. If you're looking at the screen, you'll see the city village. [1:30:10, 1:30:30]: Area which has the yellow, the pond, the uh the peach colored, and the light pink up in the corner, that area will sit across the road from us. And so what we're talking about tonight is the uh black and white area down uh where the mouse is now, um, which we are creating a residential. [1:30:30, 1:30:50]: Component of this overall master plan, which will have some retail in it to be compatible with the overall future plan and vision. So I've not secured tenants for these uh these smaller boutique spaces as we uh move forward. We will do that. Um, but as [1:30:50, 1:30:56]: uh uh again the these these will be more boutique type um [1:30:56, 1:31:16]: compatible to the residential that we're creating. But also if you're over in the city village and you need to stop over and and pick up your dry cleaning or you need to go over and you want to get a cup of coffee because your kids are eating ice cream over in the city village area at a green space or those types of movements are what we hope to create here in [1:31:16, 1:31:17]: [5481.6, 5482.2]: Okay. [1:31:23, 1:31:30]: All right. Uh thank you. Well thank you. Becca, could you uh release un unuse your screen, please? [1:31:33, 1:31:41]: Thank you. Yeah, okay. Is there anybody else um wanna speak? Any citizens out there that need to speak one way or the other in reference to this presentation? [1:31:45, 1:31:50]: Okay, I don't see any. Okay, so we'll go back to the panelists, original panelists. [1:31:51, 1:32:00]: And so now I'm sorry, I need a motion to to accept this proposal that's been brought before the council at this time. So moved. Is there a second? [1:32:01, 1:32:06]: Uh ms Mr. Blount, I saw his hand first, uh second that motion. Any further discussion? [1:32:07, 1:32:08]: And if not all in favor, please indicate. [1:32:09, 1:32:09]: Uh [1:32:10, 1:32:12]: Okay, it's your name's decision. All right. [1:32:12, 1:32:17]: Keep you straight, folks. All right, appreciate it. Mayor Pro Ten. All right. Now we can move on to the next item. [1:32:18, 1:32:33]: Uh council consideration to approve extension of and minor revision of the moratorium for the acceptance of applications for building attended for residential purposes, also known as resolution R21-1259. Ms. Johnson, please. [1:32:34, 1:32:35]: Good evening again. [1:32:36, 1:32:41]: Um so this particular uh request is for an extension of the current moratorium. [1:32:42, 1:32:46]: Uh in January of this year, the council approved for a moratorium. [1:32:47, 1:32:49]: on acceptance of applications for [1:32:50, 1:32:59]: Um, that that were going to have a residential rental purpose. And that meant single family, multifamily, all inclusively. [1:33:00, 1:33:02]: After review of this moratorium. [1:33:03, 1:33:08]: Um and and because it is is going to be ending or is about to end. [1:33:08, 1:33:10]: We wanted to ensure that. [1:33:10, 1:33:17]: Uh, based on the work that we're doing for the Unified Development Code, that we comprehensively address. [1:33:17, 1:33:23]: Specifically, what the intent behind this moratorium was. And what I understand from talking with several of the council members. [1:33:23, 1:33:25]: Staff, of course, Mr. Night. [1:33:26, 1:33:26]: Is that [1:33:27, 1:33:29]: The idea was to [1:33:29, 1:33:31]: Sheep new [1:33:31, 1:33:36]: single family detached subdivisions from coming into the community as rental community. [1:33:37, 1:33:38]: solely rental communities. [1:33:39, 1:33:42]: We want to make sure that we open it b open it up for. [1:33:43, 1:33:51]: Types of development like Mr. Patterson, his team, Jeff Grant are building so that we can allow for multifamily units to be rented. [1:33:52, 1:34:12]: So that's what the revision is. The community development department is requesting the revision for us to address these building and rental purpose buildings to be only for single family detached homes and not a kind of catch-all for all development coming into the city. [1:34:12, 1:34:12]: Mm. [1:34:14, 1:34:17]: So that is what the proposal is today. [1:34:18, 1:34:27]: And we will continue to work towards getting a comprehensive review of our code to address this type of development in our UDC. [1:34:28, 1:34:31]: For the purpose of allowing for other multifamily, however. [1:34:32, 1:34:37]: to not allow for single family subdivisions to be 100% rental communities. [1:34:38, 1:34:39]: I think [1:34:40, 1:34:43]: Thank you. Appreciate that. Mr. Blount, do you have your hand up first? Go ahead, please. [1:34:45, 1:34:46]: You're muted, sir. [1:34:47, 1:34:49]: Yeah, thank you, uh Mayor. [1:34:50, 1:34:53]: Um I would ask the uh council if we could [1:34:53, 1:34:55]: Actually moved to [1:34:56, 1:34:58]: Um continue to uphold. [1:34:59, 1:35:03]: any memoriatoriums have been put in place until the UDC is completed. [1:35:03, 1:35:23]: uh so that it would uh correspond to what the city uh what we want in the city as a as a whole. Uh and we can probably make that motion tonight if the council will, because we need to make sure that the UDC is in in conjunction to what we want. And it and we don't want any more moratoriums to expire in this process. [1:35:23, 1:35:38]: process of developing the UDC. So I would ask this council to uh tonight if we would just go ahead and uh extend whatever moratoriums until uh to put that verbage in until the UDC is continued, uh until it's is completion. [1:35:40, 1:35:45]: All right, any other questions for the council? I mean excuse any other coun questions, council for Ms. Br Johnson, please. [1:35:47, 1:35:57]: Mayor Bro Mayor Potem, go ahead, please. Yeah, there was an ordinance that was written by another jurisdiction, the city of South Fulton, that actually addressed this, that the staff has an opportunity to [1:35:58, 1:36:04]: uh take a look at it and see what they had in place. They were had actually passed something already. Of course. [1:36:04, 1:36:07]: We would want to incorporate this into the ULDC. [1:36:07, 1:36:11]: with a rental cap such as we did with a subdivision. [1:36:11, 1:36:13]: That we place a tw a [1:36:14, 1:36:15]: Twenty percent rent rental cap. [1:36:16, 1:36:17]: on the neighborhood. So [1:36:17, 1:36:19]: It not just [1:36:19, 1:36:22]: the rental subdivision, which we want to make sure that [1:36:22, 1:36:26]: No one does that going forward, but that language will be incorporated. [1:36:26, 1:36:29]: Uh into the ULDC to make sure that [1:36:29, 1:36:32]: Each and every development comply with it. [1:36:34, 1:36:34]: Okay. [1:36:36, 1:36:37]: Ms. Dunsen, do you have [1:36:37, 1:36:38]: Really. [1:36:39, 1:36:43]: Oh um to if I can go to Mr. Um Castleman but um [1:36:45, 1:36:46]: question or comment. [1:36:46, 1:36:51]: Um, so what we've done is is I'm working very closely with Mr. Knight and [1:36:51, 1:36:53]: Um are other directors that [1:36:53, 1:36:57]: you know, any of these codes we partially implement or [1:36:58, 1:37:05]: entirely implement to ensure that we're staying in front of those dates that these moratorium are [1:37:05, 1:37:06]: Expiring [1:37:07, 1:37:09]: And also with our attorneys to ensure that [1:37:10, 1:37:11]: Each of those mortoria. [1:37:12, 1:37:14]: are handled under the UBC. [1:37:14, 1:37:29]: So that's part of what I've made sure that we get to the consultant to address those specifically. And this is one of the reasons why we're bringing this matter. And we'll will continue to bring those matters to extend that moratorium until we can get the UDC. [1:37:29, 1:37:36]: up and running and adopted by this council, which we plan to have to you all in October, in early October. [1:37:37, 1:37:46]: And um Mayor Potem, who's most certainly will look at city of South Fulton and uh look at, you know, like as you said, best practices so we can address [1:37:47, 1:37:59]: how we need to handle these types of developments within our city and how it needs to be stated legally within our code to uphold our quality of life here in the city of Stockbridge. [1:38:00, 1:38:02]: Okay, Councilman Thomas, you had a question, sir. [1:38:04, 1:38:16]: Well yes, thank you, Mayor. I actually um Mrs. Johnson sort of spoke to that because I thought of also favor uh the sentiment of uh Councilman Blount and I was gonna ask Mrs. Johnson. [1:38:16, 1:38:19]: uh to to come on that comment on that and what she did. [1:38:20, 1:38:22]: And I'm assuming, uh, Mr. Blount that [1:38:22, 1:38:23]: Um [1:38:23, 1:38:31]: A motion may be in order for us to to actually to do that, even though I think Mrs. Johnson sort of confirmed that. [1:38:31, 1:38:34]: That is the way that we should go. Is that correct, Mrs. Johnson? [1:38:35, 1:38:37]: And that's correct. So we have [1:38:37, 1:38:45]: Currently, four, I wanna say three to four mortoya in place. One was just updated with hookah bar, cigar bars, and [1:38:46, 1:38:58]: April and a few others that are still under the moratorium frame. Or there have been ordinances written to address those specifically because that's the with the moratoria, it's [1:38:58, 1:39:02]: for the purpose of coming up with an ordinance that'll govern that particular [1:39:02, 1:39:03]: Issue or [1:39:04, 1:39:04]: I don't. [1:39:05, 1:39:17]: And if the ordinance is updated, then of course we'll take a look at that. And as we kind of swoop it into the UDC, we'll make sure it's still according to the intent of the council. [1:39:18, 1:39:21]: So councilman Blount, if you wanted to make that motion. [1:39:21, 1:39:23]: uh inclusive [1:39:23, 1:39:30]: of this um rental issue, uh I I wouldn't have any problem in second or voting in favor of that. [1:39:31, 1:39:34]: Well then I'll just go ahead and make the motion that a motion that we [1:39:35, 1:39:45]: Um, that we can keep all moratoriums inclusive with the uh rental agreement and all other matters pertaining to the UDC until its completion. [1:39:46, 1:39:47]: Um [1:39:47, 1:39:50]: That all memoriatoriums be um [1:39:51, 1:39:51]: Um [1:39:52, 1:39:57]: uh I guess uh um reactivated at at the time's expiration. [1:39:58, 1:40:02]: I seven and the reason I'm saying that is because [1:40:03, 1:40:18]: There are times when s I don't I don't want a hundred and eighty days or something to split through the cracks with us and then now we gotta grandfather somebody in and we find ourselves in a situation that we almost found ourselves in. So I that's that's why I'm saying that it it would [1:40:19, 1:40:21]: It would be until the UDC is completed. [1:40:23, 1:40:26]: Mayor Ford, I'd like to uh second Councilman Blount's motion. [1:40:26, 1:40:36]: Okay, fantastic. Appreciate it. Uh any further discussion, council? Motion's been made and seconded. No further discussion. All in favor, please indicate. Mr. Mayor. [1:40:36, 1:40:36]: Hi. [1:40:37, 1:40:39]: Uh yes, sir. [1:40:40, 1:40:45]: Mr. Nightmare. [1:40:45, 1:40:51]: trying to obtain here. I just want to make sure that we're okay per our attorneys of doing it this way. [1:40:52, 1:40:53]: All right. [1:40:55, 1:40:57]: Uh Jeremy, you were going to speak Sugway, sir. [1:40:57, 1:41:01]: Yes, thank you. I mean th there needs to be a definite duration. [1:41:02, 1:41:08]: Um so if we're gonna say, you know, when the UDC is passed, then that would be the end. [1:41:08, 1:41:11]: Of the when the UDC is approved by council. [1:41:11, 1:41:16]: then that would be the the end date of the moratorium. But there needs to be a definite, not a [1:41:16, 1:41:18]: You know, until further notice. [1:41:20, 1:41:21]: Okay. [1:41:21, 1:41:22]: Mr. Thomas Gray, please, sir. [1:41:23, 1:41:28]: Um, Mrs. Johnson, as you will recall, you know, we had a conversation earlier today. [1:41:29, 1:41:32]: I I know when that agenda item comes up. [1:41:32, 1:41:38]: I I think that um that deadline will be included in that conversation. [1:41:38, 1:41:39]: I I don't want to [1:41:41, 1:41:43]: You know, go out before you had opportunity. [1:41:44, 1:41:46]: to talk about that, but there is a [1:41:46, 1:41:48]: Proposed date. [1:41:48, 1:41:52]: That the uh unified development code would be [1:41:52, 1:41:57]: Uh submitted for approval and I guess that would be the day. [1:41:57, 1:42:00]: Uh Mrs. Johnson, uh would you wanna speak to that now? [1:42:01, 1:42:03]: Most certainly. So Councilman Thomas. [1:42:04, 1:42:14]: Um in in conjunction with what the attorney has stated, um, the definite date that we have for our new schedule, and we'll talk about this in one of the upcoming items. [1:42:14, 1:42:26]: is to have the final deliverables and everything approved by the city council um on October 26th. But to be safe to set it for October 31st and that would cover [1:42:27, 1:42:30]: Um the planning commission review and [1:42:30, 1:42:42]: uh recommendation and then the city council's final decision. Um we will meet with you guys about different sections and address your specific concerns between that time. [1:42:43, 1:42:47]: So um we most certainly can can set that as the day if that's the will of the council. [1:42:48, 1:42:52]: Well, mayor with that motion, if we could just add that date in, is that's uh [1:42:53, 1:42:56]: Recommend but I just don't want that date. [1:42:56, 1:43:07]: to um conflict with any other dates or memoriatorium that would already go past that. And that's what I'm concerned about on that, uh, Mr. Berry. Um [1:43:07, 1:43:12]: So I I guess the you would have to reach out to the council and let us know of any [1:43:13, 1:43:18]: um expiration of memorial terms that would exceed that date. And I don't want to cut [1:43:18, 1:43:23]: a memorial month until we've uh d develop any ordinances or whatever we need to put in place. [1:43:24, 1:43:27]: Uh, in conjunction with what is gonna be going on with the UDC. [1:43:30, 1:43:37]: All right. So um so you're willing to say you amend your motion to have the thirty first of October in in uh part of that motion? [1:43:38, 1:43:41]: Um I would make it a motion to [1:43:41, 1:43:42]: Revisit [1:43:42, 1:43:51]: that this would uh all moratoriums are to stay in place along with everything what's discussed and uh and to be revisited. Uh [1:43:51, 1:43:52]: Um [1:43:52, 1:44:06]: whatever meeting comes around October 31st, that I just don't want us making a motion to conflict with any uh any time length on any moratorium that's already in place. So I'll put the date of October the 31st in there. [1:44:06, 1:44:09]: А for us to revisit uh [1:44:09, 1:44:10]: Um [1:44:10, 1:44:12]: Whatever need this council needs to revisit. [1:44:13, 1:44:21]: If I may, uh mayor, if I may. Yeah, go ahead. The way that the the moratorium are written is [1:44:22, 1:44:30]: Either the moratorium expires the on a particular 120 days, 180 days, whatever, or the date. [1:44:30, 1:44:33]: when the UDC is approved, whichever comes first. [1:44:34, 1:44:46]: So those that verbiage is in each of the moratorium guidelines. So if if anything, there are moratoriums that expire after that date, we'll still be within our right to be able to move forward. [1:44:46, 1:44:50]: Because it's covered under whichever comes first. And in this case. [1:44:51, 1:44:55]: If there are any that are outside of October 31st, it would be handled. [1:44:56, 1:44:57]: uh prior to that time. [1:44:58, 1:45:01]: Okay, well I'm fine with putting that October thirty first date in there. Um [1:45:03, 1:45:03]: All right. [1:45:04, 1:45:12]: All right, great. Miss Holliday, I'm gonna come back to you there to what do you have for a motion, a revised motion, so we'll make sure we understand exactly what we're voting on. [1:45:12, 1:45:18]: Okay, so I have a motion. This is what the original was, was to keep all moratoriums inclusive. [1:45:18, 1:45:22]: And all other matters until the completion of the UDC. [1:45:23, 1:45:29]: in place until the expiration, but I think we're we're moving in place until the expiration. [1:45:30, 1:45:31]: And including [1:45:32, 1:45:35]: the expire expiration or the UDC. [1:45:36, 1:45:38]: completion date, whichever comes first. [1:45:39, 1:45:41]: I think the thirty first has to be in there somewhere, I believe. [1:45:43, 1:45:51]: 31st of October, I thought. We have to put a specific date in there for uh our turning. So that's why we said October 31st. [1:45:53, 1:45:56]: Do I add to that breakup by October thirty first? [1:45:57, 1:46:03]: I I think I'll be Jeremy is that no later than or something. No later than, okay. [1:46:06, 1:46:16]: Okay, Miss Ollie, when you're done with that, could you go through one more time to make sure the individual, which is Mr. Blount that's doing this motion at that wiki and everybody else understands exactly what we're voting on for. [1:46:17, 1:46:20]: Right, so the motion to keep all moratoriums inclusive. [1:46:21, 1:46:23]: And all other matters until [1:46:24, 1:46:27]: The expiration of the moratorium or [1:46:29, 1:46:35]: The UDC, whichever comes first, no later than October thirty first, twenty twenty one. [1:46:37, 1:46:40]: Is that acceptable, Mr. Blount? Is that acceptable mo a motion for you? [1:46:40, 1:46:41]: Mr. Berry? [1:46:42, 1:46:49]: Yes. Say to me, thank you. Mr. Barrett the the the uh object of the motion was to make to ensure [1:46:50, 1:46:53]: Uh so I don't want to put until they is if if any [1:46:54, 1:46:59]: Any uh are expiring prior to the uh ten thirty-one. [1:46:59, 1:47:06]: then that would be that then that would be allowed. I I want the verbiage to read that it [1:47:07, 1:47:27]: that these memor this more moratorium is in place uh not until or or until they expire if it's prior to October 31st. I want us to revisit October 31st. And if anything expires prior to that, then it's it's not an expiration until October 31st. You see what I'm saying? The way it's [1:47:27, 1:47:35]: Reading now, anything that expires prior to October 31st will be inclusive to do to move remove themselves. [1:47:36, 1:47:39]: Okay, let me make sure I'm clear. The [1:47:40, 1:47:43]: Right, if we need to extend another moratorium. [1:47:43, 1:47:49]: Then I think that has to be done separately. It can't be done as part of this moratorium. It would need to be done separately. [1:47:50, 1:47:53]: So it's sort of point one. Point two is if we set a fixed date of [1:47:54, 1:47:56]: No later than October thirty first. [1:47:57, 1:47:59]: Or until the UDC [1:47:59, 1:48:03]: Uh you know, the the council adopts the UDC, whichever occurs first. [1:48:04, 1:48:05]: But it [1:48:05, 1:48:15]: I think what you're saying correctly is we need to extend all moratoria so they align with when council adopts the UDC, correct? Yes. Yes. Correct. Okay. Yes. Then we need to do that. Then the homework [1:48:16, 1:48:24]: For us and working with uh the clerk and with Ms. Johnson, and we'll just figure all those out. And if we need to come back to the council and extend moratoria. [1:48:25, 1:48:27]: So they all properly align, we can do that. [1:48:28, 1:48:28]: Okay. [1:48:30, 1:48:34]: Well I'm good with the most. You go with the most. Okay. [1:48:34, 1:48:36]: Then is there a sec is there a second to the motion? [1:48:36, 1:48:41]: I second. Mm Mr. Thomas seconds that motion once again. Any further discussion? [1:48:42, 1:48:44]: If not, all in favor of the motion, please indicate. [1:48:45, 1:48:46]: Uh [1:48:46, 1:48:49]: Okay, so she now. So appreciate it. Thank you very much. [1:48:49, 1:48:50]: Okay. Um [1:48:52, 1:49:02]: Council consideration to approve a request for road B, Argento Drive, dedication to the city of Stockbridge, Bridges of Joe Code Development. Ms. Johnson, please. [1:49:04, 1:49:06]: Absolutely. Back again. [1:49:06, 1:49:11]: All right, so I'm gonna jump on over to the road dedication. Bear with me. [1:49:12, 1:49:13]: Okay, so [1:49:13, 1:49:16]: If you look at the rendering that's on your screen now. [1:49:17, 1:49:21]: You'll see that at the very north end is Jodeco Road. [1:49:22, 1:49:25]: And then I seventy five is right here. [1:49:25, 1:49:29]: The project before us is just south. [1:49:29, 1:49:39]: of this hard um yellow line. So the project is here. This is road B, which also is called Argento Drive. [1:49:40, 1:49:42]: And there's requests for it to be [1:49:42, 1:49:44]: Um dedicated to the city. [1:49:46, 1:49:56]: Um, from time to time, we do have roads that are dedicated to the city after they've been built. And there are bonds, performance and maintenance or otherwise. [1:49:57, 1:49:58]: To ensure that [1:49:59, 1:50:03]: Once the development gets in place, those roads are brought up to current standards. [1:50:04, 1:50:05]: So [1:50:06, 1:50:11]: Um, we're working with the applicants. Of course, there is a process for road dedication on the administrative side. [1:50:12, 1:50:15]: But in any role dedication, of course, it would need to be. [1:50:16, 1:50:21]: uh approved by the city council. Um I don't know, Deshes, did you have anything to to [1:50:21, 1:50:22]: Yeah. [1:50:23, 1:50:25]: No, I don't, Mr. Lusson. [1:50:25, 1:50:26]: Not at this time. [1:50:29, 1:50:31]: So they're just some different [1:50:31, 1:50:46]: um aspects of what you can see. The road is currently built on this west side the east side, but it's an east-west um road that will traverse this north-south four lane that the state is building. [1:50:47, 1:50:49]: And there have been conversations about [1:50:50, 1:50:55]: what needs to happen next and how we can ensure that it's brought up to par. [1:50:55, 1:50:58]: So we do have Falcon. [1:50:58, 1:51:06]: Um consultants on the line if they'd like to add anything else, or if you have questions, if the council has questions for them, they can answer those. [1:51:08, 1:51:16]: All right, well I tell you what, I have an initial question and uh is that when you say dedicated, that means the city has full responsibility of maintaining the road anyway, is that correct? [1:51:16, 1:51:26]: Yes, at a certain point. Um but the performance bonds and maintenance bonds are put in place to ensure that once the developers come in and [1:51:26, 1:51:28]: crack up all the sidewalks and the road to build. [1:51:29, 1:51:33]: that they go back in and and add those sidewalks in correctly. [1:51:33, 1:51:38]: make sure that the roads have that top coat and are ready to ready to um traverse. [1:51:39, 1:51:50]: So eventually all the roads would be dedicated in a sense of stop bridge since it's inside the city limits of stop bridge, other outside of what roads maybe surround the aquatic center whenever it's built, I'm assuming. [1:51:52, 1:52:02]: I am I can't give you a hundred percent decision on that. Um this is the road in question tonight. There may be some interior roles that'll be private, privatized, I I would imagine. [1:52:02, 1:52:10]: But outside of that, um as each development starts to build out similar to this development here, and this one comes out and [1:52:10, 1:52:13]: We start talking about these other roads south of the property. [1:52:13, 1:52:19]: then uh we would bring each one of these back to the city council for uh for adoption. [1:52:19, 1:52:24]: All right, and Argento Drive. Out of curiosity. Okay. [1:52:24, 1:52:29]: Who came up with that name or how did it come about coming up with that name? Just a curiosity question. [1:52:29, 1:52:33]: I think Jeff Brandt can speak to that. He's smiling our John. [1:52:33, 1:52:40]: I can I can answer that breakfast. John, Council Design. Mayor Council, how are you? It's good to see you again tonight. [1:52:40, 1:52:41]: Okay, great. Um [1:52:42, 1:52:43]: So Argento [1:52:43, 1:52:52]: Going back a little bit from the presentation uh previously, Argento is the name of the community that Clint Patterson was just talking about. [1:52:53, 1:52:59]: And the main entrance for this uh for his community is off of this drive. [1:53:00, 1:53:05]: So uh we thought it would be appropriate since they're helping kick off the uh Judiko Town Center. [1:53:06, 1:53:11]: uh community we thought it would be appropriate for for this road to be named Argento Drive. [1:53:11, 1:53:12]: Uh which [1:53:12, 1:53:16]: first community within the Jotico project. So that's where it came from. [1:53:16, 1:53:16]: Okay. [1:53:17, 1:53:22]: All right. And and just to add some color to that, w so our property will be [1:53:22, 1:53:27]: um our are gento at the bridges uh in and our argento [1:53:27, 1:53:32]: um stands for a form of of sterling silver, uh which then [1:53:32, 1:53:36]: falls back to the Sterling group and and a couple of different things. So [1:53:36, 1:53:42]: That is a brand that we use um throughout our our new developments uh throughout the South East. [1:53:43, 1:53:49]: Okay. Thank you. Council, any further questions for Ms. Johnson or John Palmer? [1:53:49, 1:53:50]: Or even Clint. [1:53:52, 1:53:53]: Nothing additional from me, sir. [1:53:55, 1:54:03]: All right. If there are no other questions and I guess need a motion to accept uh this uh proposal uh to accept this road. [1:54:04, 1:54:11]: So moved. Is there a Ms. Barber so moved? Is there a second? Second. Ms. Gantt seconds there's further discussion. [1:54:11, 1:54:13]: And if not, all in favor please syndicate. [1:54:14, 1:54:15]: All right. [1:54:15, 1:54:19]: Okay. And I would say that's a unanimous decision on that then. Okay. [1:54:20, 1:54:22]: Fantastic. Thank you, uh Ms. Uh Johnson. [1:54:23, 1:54:29]: Council consideration to approve consultant services for the preparation of the UDC Unified Development Code. [1:54:30, 1:54:34]: Presented by Miss Miller and Miss Johnson. Ladies, please. [1:54:34, 1:54:43]: Good afternoon, Mayor and Council. Um, and thank you so much for this opportunity. The Community Development Department is requesting City Council's approval. [1:54:43, 1:54:46]: To renew the term contract uh with UDC. [1:54:47, 1:54:48]: Sorry, with um [1:54:48, 1:54:54]: Yes, for RFP number twenty twenty zero zero zero six for the record consultant services. [1:54:55, 1:55:14]: For the preparation of the unified development code with the collaborative firm LLC. The contract renewal will allow the consultant and community development, as um talked about a little earlier, staff to thoroughly review the UDC sections, including the downtown area design guidelines, set up appropriate meetings. [1:55:14, 1:55:17]: with the planning commission and city council members to obtain [1:55:17, 1:55:26]: input and make revisions and to prepare an updated official zoning map as an ultra ultra act, I'm sorry, interactive digital. [1:55:26, 1:55:42]: um system and um the attached revised UDC project schedule was also included which as mentioned by uh Brecker earlier uh will um go through October 31st and at this point I'll ask uh Brecker to go ahead and take over. [1:55:44, 1:55:46]: Thank you, Miss Miller. So [1:55:46, 1:55:49]: Yes, we have set up for [1:55:49, 1:55:52]: There to be additional review by staff. [1:55:52, 1:55:58]: Uh, with our planning commission. We want to meet with them separately to address some of any of their concerns regarding. [1:55:59, 1:56:15]: code changes and the same also with the city council. So we're building in a little bit of a buffer to address downtown design guidelines. Sign code, of course, that was part of the original contract. [1:56:15, 1:56:18]: As is the downtown guidelines. [1:56:18, 1:56:21]: And also we're going to be looking at [1:56:22, 1:56:31]: our zoning map, getting our our virtual zoning map back online. And that's gonna take a little bit of of time and gotta bring in a couple of consultants to get that up and running. [1:56:32, 1:56:34]: Because we want to also when we [1:56:34, 1:56:42]: When the there's adoption of the unified development code, we also want to have a new an official zoning map to adopt as well. [1:56:42, 1:56:44]: with either new districts. [1:56:44, 1:56:47]: Um and or new information. [1:56:47, 1:56:51]: So that we can get along the path of making that map. [1:56:51, 1:57:04]: interactive and digital online so that folks can go in, our customers can go in, put in an address or a parcel ID number and be able to pull up that property information with the owner. [1:57:04, 1:57:10]: with um addition the zoning and other additional information such as such as those things. [1:57:10, 1:57:30]: So we're kind of slowing slowing things down. I thought it was prudent to do that to make sure that, you know, my coming in kind of third, fourth quarter of this process to make sure that we're covering all the basis that we have outlined for our consultant to to manage. And of course, as a city, it's our [1:57:31, 1:57:34]: Um, charge to ensure that [1:57:34, 1:57:42]: we the the consultant has done what they need to do. And if there are changes that need to be made, we identify those and provide those back to them to make those changes. [1:57:44, 1:57:46]: Great. Uh council, any questions for the ladies here? [1:57:47, 1:57:48]: Concerns. [1:57:49, 1:57:50]: Mr. Thomas, go ahead, please. [1:57:50, 1:57:55]: Uh yes, uh again, Mrs. Johnson, I just want to thank you. [1:57:55, 1:57:59]: uh for meeting with me today to to to discuss this issue [1:58:00, 1:58:04]: What I want to be clear about again, cause in hearing [1:58:05, 1:58:07]: This as Mrs. Miller presented it. [1:58:08, 1:58:10]: And I do understand that. [1:58:11, 1:58:11]: Maybe [1:58:12, 1:58:14]: Extension, even though I heard renewal. [1:58:16, 1:58:22]: I'll rather use the word somewhat of an extension and you explain it that you want the opportunity. [1:58:23, 1:58:25]: to be able to review [1:58:26, 1:58:27]: And to make sure that [1:58:28, 1:58:32]: uh all inclusive everything that needs to be done. [1:58:32, 1:58:36]: And the submital uh propos date. [1:58:37, 1:58:40]: It's still October. [1:58:40, 1:58:41]: So [1:58:42, 1:58:45]: Would you explain to the council that we are not talking about [1:58:46, 1:58:47]: A new [1:58:48, 1:58:49]: Contract. [1:58:50, 1:58:52]: That's going to go into [1:58:52, 1:59:01]: 2022. And if that if if that is the case, then it will come back to council anyway. But but in this particular agenda item. [1:59:02, 1:59:04]: uh we use the word renew [1:59:05, 1:59:09]: But just please explain that we are not talking about a new [1:59:09, 1:59:10]: One year [1:59:10, 1:59:11]: Contract. [1:59:12, 1:59:14]: That the Sumirdo proposed a [1:59:14, 1:59:17]: It's still uh October. [1:59:18, 1:59:20]: Thank you, Gosman Thomas. So [1:59:20, 1:59:40]: Yes, the the extension is just that. We're extending the time frame where we would utilize consultant services. So the calendar that was set up originally, we've kind of bumped out some dates in order to build in meetings internally, build in additional time for staff. [1:59:40, 1:59:43]: to review and there's no additional [1:59:44, 2:00:02]: Fiscal impact. There are no additional dollars that are added into this renewal at all or this extension. Um, we want to just ensure that we were following the procurement procedures for how to do this type of thing when a contract uh it does officially expire. And that was the [2:00:02, 2:00:06]: the course of track that we need to be on in order. [2:00:06, 2:00:12]: to move forward with ex bumping out that timeframe for that that deadline of the initial contract. [2:00:13, 2:00:15]: Is that does that answer your question, sir? [2:00:16, 2:00:23]: Yes, yes. Uh and I appreciate you for making that clear for me earlier, but I I just wanted uh to say that for the record because [2:00:24, 2:00:26]: The way it is read. [2:00:27, 2:00:30]: And the way that the supporting documents indicate. [2:00:31, 2:00:33]: That it is a new [2:00:33, 2:00:40]: uh contract and even in this according document and you know and I spoke to you about this the way it was laid out. [2:00:40, 2:00:42]: Uh the four [2:00:43, 2:00:45]: uh one year contract [2:00:46, 2:00:51]: And and all of that sort of just confused the issue, but I just wanted to make sure that. [2:00:51, 2:00:59]: Uh we was all on point and and and with that understanding that this is not a new contract and hopefully uh it will be. [2:00:59, 2:01:04]: Um approved and submitted on the original timeline. [2:01:07, 2:01:08]: Okay, any further questions? [2:01:09, 2:01:10]: From the council at all. [2:01:13, 2:01:21]: All right, seeing none. So is there a motion uh to accept this proposal here at all? [2:01:22, 2:01:25]: Mr. Blount, we can make some motions. Is there a second? [2:01:28, 2:01:32]: Okay, Mr. Thomas seconds that Mr. Thomas is second second that. [2:01:32, 2:01:34]: Any further discussion? [2:01:35, 2:01:36]: And if not all in favor, please indicate. [2:01:37, 2:01:37]: Uh [2:01:37, 2:01:40]: Okay, so it's unanimous. Okay, fantastic. Thank you. [2:01:41, 2:01:42]: Okay, council. [2:01:42, 2:01:46]: Council consideration to approve surplus items, public works, trucks. [2:01:46, 2:01:47]: Miss Miller, please. [2:01:48, 2:01:56]: Good afternoon, once again, Mayor and Council. The Public Works Department is requesting that City Council declare the surplus inventory listed below. [2:01:56, 2:02:01]: for the Chevy nineteen eighty seven Chevy Truck C seventy. [2:02:01, 2:02:07]: The 2006 Ford Truck F three fifty and the two thousand eight Swamp. [2:02:08, 2:02:20]: loader um to declare it um as unserviceable items since the items can no longer be used advantageously by the city staff. City staff has examined the items. [2:02:20, 2:02:30]: and have declared that they are unserviceable and impractical. And at this point I'll go ahead and turn it on to over to Public Works Director Deshes. [2:02:31, 2:02:41]: Yes, Mayor and Council. As Ms. Miller stated, these items are no longer in use by the department. And we just want to make sure that we do not continue to accumulate used or [2:02:41, 2:02:50]: Beyond a serviceable life equipment, we're running out of storage space, and we just want to present a good image when people come and visit these facilities and not have a [2:02:50, 2:02:55]: A lot of old equipment and vehicles stacked up that are not being used. [2:02:56, 2:02:59]: And so we're asking that you allow us to surplus and sell these. [2:03:00, 2:03:02]: outdated vehicles and equipment. [2:03:03, 2:03:05]: I thank you. Mr. Blount, go ahead, please. [2:03:05, 2:03:09]: And I like the motion that we approve the uh sale of the uh [2:03:09, 2:03:11]: outdated as unserviceable equipment. [2:03:12, 2:03:15]: Okay, thank you. Councilman Barber, did you just second that motion? [2:03:16, 2:03:19]: I have a question. Okay. You yeah, go ahead. What's your question, please? [2:03:20, 2:03:24]: Um these trucks are they gonna be posted on Google? [2:03:24, 2:03:25]: Yes, they will. [2:03:26, 2:03:31]: They're posted once council has deemed them um unserviceable, we then post it on gov deals. [2:03:31, 2:03:39]: Uh the public works department will provide me with an initial startup um value amount and it's public it is posted for about two weeks. [2:03:42, 2:03:45]: Okay. Mr. Blount made a motion. Is there going to be a second? [2:03:49, 2:03:50]: A second. [2:03:50, 2:03:52]: Okay, Miss Gantt, second that motion. Any further discussion? [2:03:55, 2:03:57]: If not, all in favor of the motion, please indicate. [2:03:58, 2:03:58]: Uh [2:04:00, 2:04:07]: Okay, Mr. Alexander, you did you vote, sir? Yes. He voted. Okay, thank you very much. It's the unanimous decision. Thank you. [2:04:09, 2:04:22]: Okay, council consideration to approve request for proposal RFP number 2019-00022P renewal GF excuse me CGF facility maintenance. [2:04:23, 2:04:38]: Excuse me, facility management, LLC, facility maintenance solutions, grounds keeper from the amount of two hundred ten thousand dollars, funding source FY twenty twenty-one public works budget. Miss Miller and Mr. Aaron, please. [2:04:38, 2:04:46]: Good afternoon. Once again, Mayor and Council. The Public Works Department is requesting City Council approval to renew the contract with CGL. The purpose [2:04:46, 2:04:53]: Um, of the state contract is to provide for preventative schedule and corrective, unscheduled maintenance services for the customers. [2:04:53, 2:05:13]: Responsible for occupying managing locations that consist with multiple facilities, buildings. The scope of services includes all labor and material to perform on-site preventative maintenance by CGL. The contract was actually increased from 150,000 annually to [2:05:13, 2:05:15]: two hundred and ten thousand annually. [2:05:18, 2:05:20]: Okay, Mr. Aaron, you have anything you need to add at this time? [2:05:20, 2:05:27]: Yes, Mr. Mayor. The FY twenty twenty-one budget was two hundred and ten thousand dollars for right-of-way maintenance. And we just won't [2:05:27, 2:05:34]: the resolution to reflect that amount and not the 150,000 that was initially approved by mayor and council. [2:05:36, 2:05:41]: Okay. Uh Councilman Thomas, you uh unmuted yourself. Do you need you have a question for him, sir? [2:05:41, 2:05:43]: Yeah, I I wanted to ask um [2:05:45, 2:05:47]: Mrs. Miller or Mr. Aaron. [2:05:48, 2:05:50]: My concern is [2:05:50, 2:05:52]: Going back to [2:05:52, 2:05:55]: Uh, the general maintenance department when [2:05:56, 2:05:59]: Um, I guess it was during the last budget cycle. [2:06:00, 2:06:02]: And we approve adding um [2:06:03, 2:06:05]: Employees and equipment. [2:06:06, 2:06:07]: And I guess [2:06:08, 2:06:10]: My question sort of centered around [2:06:10, 2:06:14]: Uh, the general major's department that we have in tech right now. [2:06:15, 2:06:19]: Um and I d I'm sort of having a problem with with with the outsourcing. [2:06:19, 2:06:23]: So I guess my I guess a two prong question is [2:06:24, 2:06:24]: Um [2:06:25, 2:06:27]: training, if you will. [2:06:27, 2:06:32]: Uh for those individuals, Mr. Aaron, within public works. [2:06:32, 2:06:33]: And [2:06:34, 2:06:36]: The capability of [2:06:37, 2:06:38]: Um [2:06:38, 2:06:40]: our workers to be able to [2:06:41, 2:06:42]: Do [2:06:43, 2:06:46]: Some of the general maintenance duties. [2:06:47, 2:06:50]: I just sort of have a problem with all of the outsources. [2:06:50, 2:06:51]: Um [2:06:52, 2:06:57]: 'Cause sometimes I ask, you know, why why do we need a general maintenance? [2:06:57, 2:06:59]: department if we're going to [2:07:00, 2:07:03]: continue to to to outsource [2:07:03, 2:07:07]: I'm not saying that these things don't need to be done. [2:07:08, 2:07:09]: But I'm just wondering about [2:07:10, 2:07:12]: Uh going forward. [2:07:12, 2:07:15]: Uh putting in training mechanism. [2:07:15, 2:07:17]: Well, we can at some point in time. [2:07:18, 2:07:21]: Девелопфорс. [2:07:21, 2:07:23]: That can do [2:07:23, 2:07:26]: Some of the things that we're always outsourcing. [2:07:29, 2:07:38]: Mayor uh Councilman Thomas, this is for the right of way maintenance that the city has in place and we have budgeted two hundred and ten thousand dollars for that. [2:07:38, 2:07:58]: And one of the things we're like everybody else, we've been advertising since January 1 for eight positions that was approved in the FY 2021 budget. But we have not been able to fill those positions. We're feeling that COVID crunch like a majority of businesses. And so we have budgeted$210,000 for right away. [2:07:58, 2:08:06]: Way maintenance, the county notified us on June 30th that they would no longer cut the portion of Campground Road that is in the city. [2:08:06, 2:08:26]: So that has to be mowed. We have not increased staff, but you would increase the workload on the current staff that you have. We're working diligently, trying to find staff to fill those eight positions. So we're just asking for approval to use the funds that were budgeted and approved in the budget. And so by increasing this to the [2:08:26, 2:08:43]: budgeted amount, then we can allow them to assume campground role because we're taking on additional responsibilities, but we have not brought on additional staff. We are searching high and low to add those, to fill those positions. We just have not been able to fill them. [2:08:43, 2:08:58]: And we've interviewed numerous candidates, but the starting at the starting rate, a lot of them just they don't want to come for that amount. So we're trying to make sure that the city reflects council's wills and desires you want the right of ways maintain, and that's what we're doing. [2:08:59, 2:09:01]: But I do understand that because I know [2:09:02, 2:09:05]: Um, you know, we hear the conversation all the time about [2:09:05, 2:09:07]: Employers [2:09:07, 2:09:10]: are looking for workers. I mean you can look at [2:09:10, 2:09:12]: The forharсен. [2:09:12, 2:09:13]: They're everywhere. [2:09:14, 2:09:16]: Uh and it just seemed that [2:09:16, 2:09:19]: Uh there's a problem in feeling a lot of these positions. [2:09:19, 2:09:25]: But hopefully uh here at the city we could get back to that. But speak speak to um [2:09:25, 2:09:30]: training opportunities uh for uh especially in general maintenance. [2:09:31, 2:09:35]: Speak to some of the training opportunities. And I guess with the errand is that [2:09:36, 2:09:38]: Uh we need to sort of [2:09:39, 2:09:41]: Encourage workers. [2:09:41, 2:09:47]: to to to get training to be able to do more than just cut grass. [2:09:48, 2:09:49]: Uh so is there any [2:09:49, 2:09:51]: Is there any push? [2:09:51, 2:09:53]: Or they any kind of incentive? [2:09:54, 2:09:57]: Is there any kind of program where we're encouraging [2:09:57, 2:10:02]: uh our employees to I know the opportunities are there, but I know you can't [2:10:03, 2:10:04]: For some but [2:10:04, 2:10:05]: Um [2:10:05, 2:10:12]: What what is that looking like? I mean we don't we don't never hear about these opportunities or these guys um taking training. [2:10:13, 2:10:23]: The training is available. G Dot has their LTAP program that's available for public main public works and general staff like chainsaw safety. [2:10:24, 2:10:36]: They go attend those classes, they'll attend uh flag and training to get certified in those areas. So there are numerous training opportunities, but it's up to the individual to take advantage of those opportunities. [2:10:36, 2:10:38]: А да інцевто? [2:10:38, 2:10:39]: Encourage. [2:10:41, 2:10:42]: Well uh [2:10:44, 2:10:56]: Ms. Wheeler and I have we've discussed and we've uh got some things in place with a a career track opportunity for staff who don't who do go and receive training. So there are things in place for staff that [2:10:56, 2:10:58]: go and want to receive training. [2:10:59, 2:11:00]: There's also I'm sorry. [2:11:01, 2:11:02]: I'm just saying thank you. [2:11:04, 2:11:04]: What? [2:11:04, 2:11:07]: Um never put two miles down. [2:11:08, 2:11:08]: Well, sir. [2:11:09, 2:11:18]: Yeah, okay. So uh no one has notified us of these changes. So what other changes were made? So the city was notified that they were no longer going to [2:11:19, 2:11:22]: Uh cut camp ground road, is that correct? What other changes were made? [2:11:25, 2:11:25]: Well [2:11:26, 2:11:30]: Go ahead, Deshes. I uh you know, well, a couple of things. One is obviously [2:11:31, 2:11:38]: This contract is related to corridors and obviously the council's um desire to make sure some of these corridors are kept in a certain shape. [2:11:39, 2:11:42]: And this was the budgeted amount that was approved. [2:11:42, 2:11:46]: Um that was uh this before you tonight to be considered. [2:11:46, 2:11:49]: Related to certain roadways [2:11:49, 2:11:56]: Campground Road, for instance. Campground Road is now within the city limits of Stockbridge, or the bulk of it is in the city limits of Stockbridge. [2:11:56, 2:12:02]: And so rightfully, for those roads that are in the city limits of Stockbridge, we have some responsibility. [2:12:03, 2:12:09]: Now having said that, when we went over the the uh service delivery strategy, right, the roads that were [2:12:09, 2:12:19]: deemed to be county roads per 2019. And there is a map that shows that. So most of those roads like Hudson Bridge and Eagles Landing and so forth and so on, I think Walt Stevens, those types of roads. [2:12:21, 2:12:29]: Still are, as we see it, those are county roads for the county to maintain based on that negotiation. [2:12:29, 2:12:33]: Campground Road and I think maybe Mount Zion Parkway, there are one or two others. [2:12:33, 2:12:42]: that fall outside of that particular roadway list and are fully within the city limits of Stockbridge. And so just like any other city road or city road. [2:12:43, 2:12:50]: That would be our responsibility to maintain. Now apparently someone did go actually go out on Campground Road, I believe, this week and cut it. [2:12:50, 2:12:53]: Campground Road. Is that right? I think I think Mr. Aaron mentioned that to me. [2:12:55, 2:12:55]: Yes, sir. [2:12:56, 2:13:02]: But if if that road is within the city limits of Stockbridge, it was built by the county, but it's now fully within the city limits of Stockbridge. [2:13:03, 2:13:09]: Um, there is some responsibility for us to address that road. And that road obviously would not have been on that 2019. [2:13:10, 2:13:11]: County roadmap. [2:13:12, 2:13:17]: Okay, my my point being is this is that you know we we've made trade offs with them [2:13:17, 2:13:20]: uh before they've been cutting the road. [2:13:20, 2:13:23]: All of a sudden it stops. It seems [2:13:23, 2:13:28]: You know, arbitrary that okay, all of a sudden we're gonna start. And I keep saying [2:13:28, 2:13:30]: To the district four commissioner, she watching. [2:13:31, 2:13:33]: These are your voters. [2:13:34, 2:13:36]: When you came to ask for my vote. [2:13:37, 2:13:40]: You did not say, I don't want your vote. [2:13:41, 2:13:42]: Because [2:13:42, 2:13:43]: They're in the city limits. [2:13:44, 2:13:47]: Okay, she has the power to change this. [2:13:47, 2:14:07]: And to do the right thing because when she comes asking for their vote next year, these citizens are going to know that they didn't they stopped cutting this road because it was in the city limit. The county built this road. We have the ability to change this and to make the right decisions. We're cutting right of ways as well. [2:14:07, 2:14:13]: Well, okay. Uh just like Rock Quarry Road, we certainly do. But we're gonna do our part. [2:14:14, 2:14:30]: We're gonna do our part. When there's a stock bridge name up there, we're gonna do it. We're not gonna play these games where 50 feet is in the city, 100 feet is not in the city, this is this is not, nobody wants to hear that. [2:14:30, 2:14:47]: And this seems very arbitrary in order to do that. Of course, certainly I'm glad you did the right thing, Mr. Aaron, but in the end, obviously we got to do what we gotta do because these citizens are looking at us and these new subdivisions are being built on Winding Creek. [2:14:48, 2:14:53]: The county started to cut the road, then arbitrarily they decided not to do so. [2:14:53, 2:15:03]: It's wrong. But in the end, I speak for I hopefully I speak for myself, no matter what it is. We're not going to let starbridge fall for nobody. We're not going to do it. [2:15:05, 2:15:06]: Miss Barber, go ahead, please. [2:15:10, 2:15:12]: My question was answered. Thank you. [2:15:12, 2:15:17]: All right. Any other questions for um Mr uh Mr. Aaron at all? [2:15:19, 2:15:23]: All right, so uh I need a motion to accept this proposal. [2:15:23, 2:15:25]: Oh moo. Is there a second? [2:15:27, 2:15:29]: Miss Barber Seconds had any further discussion? [2:15:30, 2:15:32]: If not all in favor of motion, please remit three. [2:15:33, 2:15:34]: Uh. [2:15:34, 2:15:38]: Okay, unanous decision. All right, thank you very much. Okay. [2:15:40, 2:16:00]: Council consideration to award fixed uh contract to the lowest responsive responsible bidder, summit construction and development LLC. Invitation to bid. Um, it says, well, ITB number 2021-003 for the city of Stockbridge, East Atlanta. [2:16:00, 2:16:10]: out road, Lee Street, roadway improvements, a total amount of two million six hundred and forty four dollars and forty four four hundred and fifty one cents, four hundred and fifty one dollars and two cents. [2:16:11, 2:16:15]: Funny source uh splos, uh Miss Miller and uh Mr. Aaron, please. [2:16:16, 2:16:22]: Good afternoon. Once again, Mayor and Council. Um at stated the City of Stockbridge procurement division is requesting approval to award the fixed contract. [2:16:23, 2:16:25]: to the lowest responsive responsible bit there's some at [2:16:25, 2:16:28]: Construction and development LLC. [2:16:28, 2:16:48]: Uh invitation to bid number 20210003 as stated for the city. East Atlanta Road, Lee Road Improvement Works will consist of furnishing and installing all materials, labor, tools, equipment, and related services required for a complete project. The procurement division solicited invitation to bid number uh 2021. [2:16:48, 2:16:54]: 210003, uh based on the city of Stockbridge ordinance and state. [2:16:55, 2:16:56]: And state guidelines. [2:16:58, 2:17:02]: Uh I'll turn it over to Dashus if he has any question um responses regarding this. [2:17:03, 2:17:07]: Oh yes, uh as we all know, this is part of the amphitheater project. [2:17:07, 2:17:09]: Two point eight million. [2:17:09, 2:17:18]: was allocated for this project. So we came in under under budgeted fund. So we're just asking Mayor and Council to approve for us to move forward with this project. [2:17:20, 2:17:21]: Okay, thank you. [2:17:21, 2:17:22]: I'm sorry, great, Mr. Night. [2:17:24, 2:17:30]: I was just gonna mention, of course, this is related to the full right turn lane on East Atlanta Road. [2:17:31, 2:17:33]: And also the intersection improvements. [2:17:34, 2:17:38]: Um and realignment on uh North Lee and South Lee Street. [2:17:38, 2:17:42]: uh is a part of uh this project. Obviously that is to facilitate [2:17:42, 2:17:45]: An improved transportation network. [2:17:45, 2:17:55]: Um even absent the amphitheater, but obviously amphitheater coming online. And this is something that uh obviously has been discussed previously. There is a splost for money that's available. [2:17:55, 2:17:57]: As Mr. Aaron uh mentioned. [2:17:57, 2:18:00]: uh that would cover the cost of the uh project. [2:18:01, 2:18:02]: Mr. Blount, go ahead, please. [2:18:03, 2:18:16]: Yeah, thank you, Mayor. Mr. Knight, I think you you're kind of hitting on the question I had because I know that this this part is just uh mainly pertaining on that one end on alignment, because I think we already discussed. [2:18:16, 2:18:31]: um about the uh totality of the street when it comes to uh everything else, including the beautification of the street. So this portion here is just pertaining to that one end to alignment of the uh traffic lights. Is that is that correct? [2:18:36, 2:18:37]: You muted, Mr. Knight. [2:18:40, 2:18:51]: I'm s I'm sorry. This this not only is the intersection, but also um speaks to to or will speak to East Atlanta Road itself and also further down on Lee Street as well. [2:18:52, 2:19:12]: Okay, because I was listening to what was budgeted and what uh and and and it didn't take the whole budgeting for that. So an as has an assessment, the total assessment been made for uh Lee Street uh in order for the beautification that that didn't uh so that uh that this amount covers the total assessment. [2:19:12, 2:19:12]: Mm. [2:19:13, 2:19:19]: From from one end to the other. Is that what this amount covers? So that we wouldn't have to come back and do a [2:19:20, 2:19:21]: Kind of a change order. [2:19:22, 2:19:32]: If I'm correct, this would cover down to the entrance of the amphitheater. I may have to look at something real quick to clarify that, but down to the the entrance on the Lee Street on the amphitheater side. [2:19:32, 2:19:43]: Yeah, but one of the things that we we approved this I mean that to the empathy. [2:19:43, 2:19:49]: to make that assessment all the way down to the end of the street, not just to the inches of the amphitheater. [2:19:49, 2:19:58]: That's why in fact that was approved by council. So it that's why I'm wondering why we've we're falling short this much on what we had approved, which was 2.8. [2:19:58, 2:20:02]: Yet still we haven't given the assessment all the way down to the to the end corner. [2:20:03, 2:20:08]: I'm just trying to figure out w when is that where is that amount? What is that amount going to be and why wasn't it added to this? [2:20:10, 2:20:16]: Well as I remember right, this was for the actual hardcore road improvements. [2:20:16, 2:20:18]: Yes, the council did speak to [2:20:19, 2:20:22]: Um some sidewalking down and beautification trees down. [2:20:23, 2:20:31]: From that end down to Bryant Street, as I remember. Right. Um, I don't think that that is included fully in this particular [2:20:31, 2:20:33]: Um uh RFP. [2:20:34, 2:20:39]: Because it's this one spoke speci more specifically to roadway improvements that would be a part of [2:20:40, 2:20:42]: East Atlanta and the Lee Street projects themselves. [2:20:43, 2:20:58]: And the reason I'm saying that now is because this is uh the last one of the last bunches of old splos money. And I and I would rather for us to go into the works of completing that project with the amount. [2:20:59, 2:21:02]: With the monies that we do have on hand for it rather than [2:21:02, 2:21:03]: Um [2:21:04, 2:21:09]: Public works are anybody coming back saying they need this money when the money is right here now to complete the project. [2:21:10, 2:21:14]: So that's what I'm saying. What what why would why wouldn't we go ahead and get an assessment? [2:21:14, 2:21:16]: It just completely targeted. [2:21:16, 2:21:26]: Well, yeah, I think Falcon Design was working on the assessment for that other section. The the sidewalking and the um the tree lining landscaping on the other section of [2:21:26, 2:21:31]: of uh Lee Street going back to Bryant Street. I don't think we've received that yet. If I [2:21:31, 2:21:34]: I I don't think we've received that late. Is that right, Deshaus? [2:21:34, 2:21:36]: I don't think we've received that yet. [2:21:36, 2:21:49]: No, sir, we haven't received it. Okay. Have we have we asked for this? Has been this we've been talking about this for quite a while. Have we asked for the assessment from them? Um, because we're only we're talking about beautiful sidewalks, which [2:21:50, 2:21:54]: You know, this you know, this shouldn't take a rocket science time to to bring to the council. [2:21:54, 2:22:01]: Right. The other piece of this is they're also looking at that parking on those fifty parking or f about fifty parking spaces. [2:22:01, 2:22:03]: Or so on that section of Lee Street as well. [2:22:05, 2:22:07]: Yeah, but but I'm talking about [2:22:08, 2:22:12]: We're talking two different things now. I'm talking about the beautification of Lee Street. [2:22:12, 2:22:13]: Sat walks. [2:22:13, 2:22:33]: Streetlights or whatever. I'm just talking about the frontage of Lee Street. Now, when you get into internal stuff like parking lot and all that, that's totally separate on what we talked about, spending this money for to improvement of the road. And we talked about letting that money be a part of improving the street, Lee Street. And right now I'm not hearing that it's going all the way down the [2:22:33, 2:22:43]: Brian Street when we're talking about we're not using all the money. Well, all the money should be used if we're gonna if if if that's what it's gonna take to go ahead and put the beautification in place. [2:22:43, 2:22:45]: Why I mean, what is a hold up with that? I mean [2:22:46, 2:22:47]: If we're gonna do a poor [2:22:47, 2:22:54]: Why are we piecing things off when we're talking about bringing things together in the totality? We just done with it and just go ahead and get it done. [2:22:56, 2:23:02]: I don't necessarily agree with what disagree with what you're saying, Councilman. What I'm saying is this RSP S designed by Falcon. [2:23:03, 2:23:05]: included down to is I remember [2:23:06, 2:23:11]: Down to the entrance on Lee Street and the East Atlanta Road improvements and the intersection improvement. [2:23:12, 2:23:20]: Obviously, we have talked about it. They are looking at what it would take to do the extension down and the landscaping down. Yes, the council has talked about that. We're clear. [2:23:20, 2:23:25]: That that needs to be done. I'm just saying I I don't recall and I don't think I've seen from them [2:23:26, 2:23:29]: uh some assessment back for that particular section. [2:23:29, 2:23:39]: Now, obviously, if there is additional funds here or other funds that the council wants to use to fund that, and I think it's been clear that the council wants to see that, obviously that will be done. [2:23:39, 2:23:46]: I just I I'm just saying this particular RFP because it dealt with the roadway improvements, to my knowledge, does not include that. [2:23:47, 2:23:54]: Has Falcon given the city of Stockbridge a timeline when they're going to bring that to us? Because when it comes to this amphitheater, [2:23:54, 2:24:10]: We're piecing, we're doing this, we're doing that, we keep coming back, let's put this off to the next meeting. Have they gave us a time when they're gonna have that? Because I've been talking about this beautification of of this street for for for for quite a while now. And now we're still not talking about it. [2:24:11, 2:24:17]: we're talking about fund funds that are at hand. Are we pushing Falcon to say, hey, we w we at least need this portion? [2:24:18, 2:24:31]: uh away from connection to whatever you're gonna be doing with parking because the the street and right-of-forest uh um um walkable areas has nothing to do with the design of uh of of the uh how many parking spaces we're gonna get. [2:24:36, 2:24:37]: Okay. [2:24:37, 2:24:39]: Miss Barber, you had a question? [2:24:41, 2:24:44]: I did, thank you, Mayor. Um Attorney Berry. [2:24:44, 2:24:45]: I wanted to know. [2:24:46, 2:24:50]: Um the draft of the contract for this award. [2:24:51, 2:24:53]: This invitation a bit. Have you seen it? [2:24:55, 2:24:57]: Or do not burn it. [2:24:58, 2:25:00]: I have not seen the draft yet. [2:25:00, 2:25:02]: But all that gets finalized after. [2:25:03, 2:25:04]: Okay. [2:25:05, 2:25:06]: Okay, Mr. Knighton. [2:25:07, 2:25:11]: So I was looking for a draft of the contract for this. [2:25:11, 2:25:15]: So that I can look at what the timeline would be. [2:25:15, 2:25:19]: When the notice to proceed would begin, how long [2:25:19, 2:25:20]: Um [2:25:20, 2:25:24]: We should expect this project to last. [2:25:25, 2:25:28]: How would I know that or where would I get that information from? [2:25:30, 2:25:34]: I want to know when I should expect that the project would be complete. [2:25:34, 2:25:37]: and when they will start the project. [2:25:39, 2:25:43]: If a if approved, the project would or they would be provided a notice to proceed. [2:25:44, 2:25:50]: And then they would begin the project. As I recall in this particular RFP, is mentioned by Falcon, I think a couple of weeks ago. [2:25:50, 2:25:54]: They there was a nine month period for from start to finish. [2:25:55, 2:25:57]: Uh, that was a part of the RFP. [2:25:58, 2:26:00]: Okay, so [2:26:01, 2:26:02]: Thank you, Mr. Knighton. But [2:26:03, 2:26:03]: So [2:26:05, 2:26:16]: I'd much rather see a draft of the contract so that I can see the exact dates. I know that there is a period of time in which after council approved [2:26:16, 2:26:18]: This invitation to be it. [2:26:18, 2:26:20]: Or make the award. [2:26:20, 2:26:25]: There's a certain amount of time, a few days that a notice to proceed will be issued. [2:26:25, 2:26:30]: Is that within a few days? Is it within a week? Is it two months? [2:26:31, 2:26:32]: I'm trying to figure out [2:26:33, 2:26:35]: That nine month period you just mentioned. [2:26:36, 2:26:37]: When is it to begin? [2:26:40, 2:26:48]: Probably have to defer to the attorney, but um once the contract what if if if it's approved by the council, then obviously the contract would be developed. [2:26:48, 2:26:52]: And there would be exchanged with um that particular firm and or their legal counsel. [2:26:53, 2:26:58]: I would imagine within two to three weeks, I would imagine I'll I'll defer to [2:26:58, 2:27:06]: uh the the attorney or or Miss Miller if there's something unusual about that. But generally in about two to three weeks that can be turned around. [2:27:09, 2:27:09]: Okay. [2:27:11, 2:27:14]: Thank you. Mr. Thomas, go ahead, please. [2:27:14, 2:27:15]: Thank you, Mayor. [2:27:16, 2:27:16]: Uh [2:27:17, 2:27:18]: Mr. Nine, uh uh [2:27:19, 2:27:22]: I I really started have a problem with this and and [2:27:22, 2:27:25]: I I've spoke about this before. [2:27:25, 2:27:27]: And every time I hear nine months. [2:27:28, 2:27:31]: A chill just go all over me and [2:27:31, 2:27:34]: The the turn lane at East Atlanta Road. [2:27:35, 2:27:39]: The reconfiguration of Lee Street, all the Lee Street improvements. [2:27:42, 2:27:46]: We have talked about this for a long time, a long time. [2:27:46, 2:27:50]: And we and we haven't started and yet we're saying it's gonna take nine months. [2:27:51, 2:27:54]: And I've I've expressed my concern how can we [2:27:55, 2:27:56]: For free [2:27:57, 2:28:00]: An amphitheater dates with концерт. [2:28:01, 2:28:05]: And we have this construction going on. I I just have a problem with that. [2:28:05, 2:28:10]: So let me let that stay right there for n now. Let me go back to the issue that [2:28:10, 2:28:12]: Councilman Blount raised. [2:28:12, 2:28:14]: And see, and that's another issue because [2:28:16, 2:28:18]: When the revelation came to us. [2:28:19, 2:28:21]: That in the initial [2:28:21, 2:28:22]: Uh scope [2:28:24, 2:28:28]: Someone told someone not to develop [2:28:28, 2:28:29]: The [2:28:30, 2:28:35]: piece of land that was back down. And we said, then, oh, that could be for parking. And we talked about [2:28:36, 2:28:38]: uh Brian Street and all of that back then. [2:28:39, 2:28:41]: And so and now [2:28:42, 2:28:43]: We still don't have. [2:28:44, 2:28:46]: A scope of work for that. [2:28:46, 2:28:47]: Um [2:28:48, 2:28:52]: Uh am I correct, uh Councilman Blount? Then we did we talk about this some time ago? [2:28:52, 2:29:00]: Yeah, well when when we uh councilman Tom, if you will, when we talked about initially, I mean this has been over a year ago, when we talked about [2:29:00, 2:29:06]: the what we had to do to scope of work for Lee Street in particular. I don't I don't want to talk about um [2:29:07, 2:29:15]: um Eastalamba, we talked about it, we talked about beautification going from one corner to another. And I thought that we owe that to that community back there. [2:29:15, 2:29:35]: for all that we're doing uh in in the for for uh you know just for what we're doing and and and and they had to endure this building this empathy and in all this noise banging and rocking and rolling that we will at least put the beautification along that uh from uh North Henry all the way down to Bryant Street. And this was talked about over a year ago. [2:29:35, 2:29:37]: Then we asked um [2:29:38, 2:29:45]: For for this to go to Falcon and to bring us some numbers back or something. And and I'm just saying, Mr. Night. [2:29:45, 2:29:48]: I'm just having a problem with with that because [2:29:49, 2:29:52]: To me, this is this is a major clock. [2:29:52, 2:29:54]: In the [2:29:54, 2:29:55]: Um [2:29:55, 2:29:58]: Ongoing for the amphitheater. [2:29:59, 2:30:03]: And now I mean it's nothing we can do. We can't go back and get the time that's lost. [2:30:04, 2:30:08]: I just see this is gonna be a problem. I hope that it's not going to be a problem. [2:30:08, 2:30:11]: But we're talking about nine months of construction. [2:30:12, 2:30:19]: And we haven't even to we had nothing has been done yet with the with the Lee Street and and the uh Bryant Street. [2:30:19, 2:30:21]: Uh look like we dropped the ball on that, but [2:30:22, 2:30:25]: I don't know s if someone can explain to me how [2:30:26, 2:30:30]: We can function uh the amphitheatр, especially in twenty twenty two. [2:30:30, 2:30:32]: And we got construction going. [2:30:33, 2:30:34]: That would [2:30:34, 2:30:46]: I'm sorry. I need someone to explain that to me. I'm sorry. I I yeah, let me mention a couple of things related to that. Typically when engineers and Falcon design the RFP, typically engineers, they're gonna put out a long time frame. [2:30:47, 2:30:50]: because they want to make sure they cover for anything related to weather. [2:30:50, 2:31:00]: um unforeseen circumstances, et cetera. So they're gonna put a time frame in there that's probably at the the longest length, especially for a roadway project. We're talking about [2:31:00, 2:31:03]: A right turn lane on East Atlanta and then um [2:31:03, 2:31:06]: uh intersection configuration. [2:31:07, 2:31:10]: As is we probably know um [2:31:10, 2:31:13]: Іздей конструкт з проєкт. [2:31:14, 2:31:18]: you know, in in towards the spring, looking at the spring of completing [2:31:19, 2:31:23]: uh the project at that point in time the project will basically be done based on [2:31:24, 2:31:25]: Timeline and expectation. [2:31:26, 2:31:30]: And so most of the heavy lifting and all of the heavy construction will be done by then. [2:31:31, 2:31:33]: Also, I would mention too is that [2:31:34, 2:31:37]: Um, even when the construction is ongoing. [2:31:37, 2:31:41]: There's gonna have to be traffic movement on East Atlanta Road and on Lee Street. [2:31:42, 2:31:48]: There may be one or two periods of time, you know, when they doing a road that they have to shut something down one night or a couple of nights or something like that. [2:31:49, 2:31:56]: But as we see throughout Atlanta, uh metropolitan Atlanta, there's construction going on all the time and still you're moving traffic. [2:31:56, 2:32:07]: Now ideally you want that to be done as we open the amphitheater for for the spring. And like I said, most of the heavy lifting should be done by then at that point in time based on timeline. [2:32:07, 2:32:18]: But I don't think we'll have any impediment to moving traffic in and out of the amphitheater during the amphitheater period upgoing. As as I mentioned, there's still gonna have to be facilitation of traffic movement. [2:32:18, 2:32:20]: on East Atlanta and Lee Street. [2:32:21, 2:32:24]: I I I'm I I I get that, but [2:32:24, 2:32:29]: Daily movement of traffic is one thing, amphitheater traffic is another thing. [2:32:30, 2:32:35]: But uh let me ask this, is there anyone uh available uh from Falcon tonight? [2:32:38, 2:32:56]: Yeah, he was on. He he was on here and must have dropped off. Um, he did say or I did receive a message that they were working on the improvements on Lee Street. He didn't give me, I was asking for a timeline, but they said they were working on those improvements up on Lee Street. And we'll try to get a timeline from them. [2:32:56, 2:33:00]: Well well let me ask you this, Mr. Knight, and I'm going back to uh Mr. Blount's [2:33:01, 2:33:02]: Um concern. [2:33:03, 2:33:07]: So are we going to move forward on the Lee Street? [2:33:08, 2:33:09]: Bryant Street. [2:33:09, 2:33:10]: Improvement. [2:33:11, 2:33:13]: Do we have um a directive? [2:33:13, 2:33:17]: So where are we with that? Are we or are we are we not? [2:33:17, 2:33:19]: going to make those improvements. [2:33:19, 2:33:28]: Well they yeah, they are working on it now. Falcon is working on it now. They're working on the design now. In fact, John Palmer sent a message with they're working on the design now, so that's in motion. [2:33:29, 2:33:30]: Okay. [2:33:32, 2:33:35]: I stand by. Mr. Blount, did you have another comment, sir? [2:33:37, 2:33:39]: Uh I I [2:33:40, 2:33:41]: You you know the the the [2:33:42, 2:33:54]: Because I think that when we look at this state of the art amphitheater, we look at um so many questions. I'm pretty sure each each and every council member on here, every elected body on here has gotten questions about [2:33:55, 2:33:57]: When this gonna happen, when that's gonna happen. [2:33:58, 2:34:00]: And it's for me it's it's it's um [2:34:02, 2:34:03]: It's it [2:34:04, 2:34:11]: When you talk about a project, it's disheartening for me to hear a project that was you're saying that would take nine months. [2:34:12, 2:34:20]: When we could have started that project, in my opinion, I never done it, but when we, you know, that's something that takes nine months. [2:34:20, 2:34:22]: In an amphitheater that took [2:34:23, 2:34:24]: over year to beal. [2:34:25, 2:34:37]: that these things seem like some things can be done simultaneously to build. I've seen areas where you had venues where things were torn down. Uh case in point, the uh uh uh [2:34:37, 2:34:39]: Building the uh um [2:34:40, 2:34:47]: Dome, uh building the Mercedes-B stadium, building that up and then tearing down the dome. But I I mean I've seen these types of projects happen. [2:34:47, 2:34:50]: But for us to talk about [2:34:50, 2:35:00]: so much for so long and it's not that we was trying to find and identify funds to do it. We're talking about funds that was readily ready and in place to do these things. [2:35:01, 2:35:02]: So are we dealing with [2:35:02, 2:35:03]: Uh [2:35:03, 2:35:20]: engineering that that that can't handle the volume or are we dealing with directors are we dealing with what is it that we can't meet earlier timelines in order to facilitate because when these doors open on that amphitheater we're talking about now timeline that's gonna finish [2:35:20, 2:35:23]: uh lee street going into next summer. [2:35:23, 2:35:28]: Oh, if everything works perfect, we'll talk about by May of next year. [2:35:28, 2:35:32]: But everything is not perfect. We're not in a perfect world. So now we're talking about into next summer. [2:35:33, 2:35:42]: For the completion of that. And I'm just saying, how long does it take these projects to simultaneously work when they're all a part of one big project? [2:35:42, 2:35:51]: I I'm not I'm not I just don't I don't I don't I guess I don't understand it. Maybe I have to go and uh get with GMA and take uh construction 101. I just don't get it. [2:35:53, 2:35:54]: Miss Barber, please. [2:35:57, 2:36:01]: Mr. Knighton, are you able to provide a timeline? [2:36:01, 2:36:04]: for all of these capital projects to us. [2:36:05, 2:36:05]: Please. [2:36:08, 2:36:13]: Yes, in fact, well yes, in fact I had a conversation with Kirk, uh Kirk. [2:36:14, 2:36:18]: uh Carl Trevathan and uh Heather Hubble uh yesterday. [2:36:19, 2:36:27]: And Carl and I talked about a Gantt chart that shows all of the projects in the timelines. Now I know Public Works, they do something similar to that. [2:36:27, 2:36:35]: But putting all of those Gantt all of those items on one Gantt chart that shows the timelines, bid awards. [2:36:36, 2:36:42]: um construction status and then projected end date on one concise document is what we're talking about. [2:36:43, 2:36:48]: In fact, he and I are gonna meet with uh Mr. Aaron, uh Miss uh Johnson. [2:36:49, 2:36:53]: Um and the team that we have to put together all of that information. [2:36:53, 2:36:55]: uh together on one Gantt chart. [2:36:56, 2:36:58]: It's called a gap shard, is what it is. [2:36:58, 2:36:58]: Thank you. [2:37:00, 2:37:01]: Uh, Mayor Pro Tem, go away, please. [2:37:03, 2:37:08]: Yeah. I think, you know, all the points are very legitimate uh in terms of [2:37:08, 2:37:09]: The time frame. These are the [2:37:10, 2:37:11]: I think I [2:37:11, 2:37:14]: talked about these for quite some time and I think [2:37:14, 2:37:19]: There was a desire among this council at one point to have one project done at a time. [2:37:19, 2:37:23]: This new council has endeavored to say that we wanted to move. [2:37:24, 2:37:26]: At a much faster pace. [2:37:26, 2:37:29]: And we want to do that. We brought on Kekinwood and other [2:37:30, 2:37:36]: uh entities to assist the city in doing that. Now we have to go back and do a post mortem. [2:37:37, 2:37:39]: At some point on how we actually got here. [2:37:39, 2:37:40]: But at this point [2:37:41, 2:37:43]: We gotta get we need to go ahead and get the project started. [2:37:44, 2:37:47]: And I would suggest that in in the motion that we put in there. [2:37:47, 2:37:51]: A timetable to get the rest of the pro the uh [2:37:51, 2:37:52]: Rest of [2:37:53, 2:37:55]: Uh North Least recompleted. [2:37:55, 2:37:58]: So that could actually be part of the motion. Let's go ahead and approve. [2:37:59, 2:38:01]: uh what's on the table before us and then [2:38:01, 2:38:14]: put a timetable for the council, for the staff to bring back to us uh the rest of the project so it can be approved and for us to go ahead and allot the funds uh for the rest of the project. [2:38:15, 2:38:17]: Mr. Blount, go ahead, please. [2:38:17, 2:38:26]: And and I don't know if the you know the the magnitude and why it's it's so much of a uh passion for me to continue to talk about Lee Street. [2:38:27, 2:38:33]: Is that Mr. Knight and Mr. Aaron? I showed you all a video and pictures, if you all recall. [2:38:34, 2:38:40]: Quite a while ago about the storm drain that runs on Lee Street and it and when heavy rains kinda was flooding people's yards. [2:38:41, 2:38:54]: And one of the reasons why we didn't go why the city, why uh you you recall that Mr. Knight and me showing you that people yards was backing up with water, that storm drain that goes down on uh uh on on uh Lee Street. [2:38:54, 2:38:57]: Needed to be dug out. Do you recall that, Mr. Aaron? [2:38:59, 2:39:00]: Yes, I do. [2:39:00, 2:39:04]: Yeah. So one of the things that as a an elected official [2:39:04, 2:39:09]: Talking to the citizens over there, we're telling them that we're building this big old emphasis. [2:39:10, 2:39:14]: And we're gonna take care of your problem because we're gonna have beautification coming. [2:39:14, 2:39:20]: And now we're talking about projects of concerts and all this fun, fun, fun for the city. [2:39:20, 2:39:30]: But yet we still haven't opened the door and we're still talking about another y almost another year for them to get some type of satisfaction with something that we should have taken care of, but [2:39:30, 2:39:39]: We haven't taken care of it yet because I've been telling them, well, we got this beautification coming over here. And now we're being told that there's not even a plan on place for it. [2:39:39, 2:39:41]: That's disheartening for me. [2:39:41, 2:39:48]: When you all, the ones to make it happen, was fully aware of what we needed done over there on that street. [2:39:51, 2:40:00]: All right, if there are not any more questions, I guess in a sense or thoughts that we need a motion. Um I believe we have not had a motion yet on this proposal. [2:40:00, 2:40:03]: And uh so I need a motion to be [2:40:03, 2:40:08]: red uh okay for this their motion [2:40:08, 2:40:09]: Let me ask a question. [2:40:10, 2:40:11]: Alright. [2:40:11, 2:40:24]: Mr. Knight, how long is it gonna take uh for you to uh get us this information so the rest of the project can can can move forward? So we can go ahead and approve this and rest assured that the rest of [2:40:24, 2:40:30]: uh North Lee Street is going to be taken care of all the way down to Bryan. I can we can actually put that into the motion. [2:40:31, 2:40:37]: You're um I'm sir, you're talking about um I mean Falcon is working on it now. You want a time frame. [2:40:37, 2:40:40]: I'll have to get with them. I mean I [2:40:40, 2:40:48]: I want a time frame when that RFP, a approximate time frame, when that RFP is gonna come back for the rest of the project. [2:40:49, 2:40:53]: Oh, if we need to do an RFP for the rest of the project, I would imagine [2:40:54, 2:41:01]: We would be able to have that from Falcon. I mean, that some some of it's gonna be dependent on them. They're working on it now, but I would imagine [2:41:02, 2:41:03]: Um [2:41:03, 2:41:05]: Probably at the end of August. [2:41:06, 2:41:12]: Okay. All right. So I'll make the motion to move forward with uh this pro this um [2:41:13, 2:41:15]: Recommendation by staff. [2:41:15, 2:41:17]: Contingent upon the [2:41:17, 2:41:20]: Uh w also with the condition [2:41:20, 2:41:24]: The staff will bring back to us the remainder of the project. [2:41:24, 2:41:25]: Extending [2:41:25, 2:41:29]: The beautification and sidewalks down to [2:41:29, 2:41:32]: uh on North Lee Street down to Bryant Street. [2:41:34, 2:41:35]: Is there a second? [2:41:35, 2:41:36]: I've seen I can [2:41:36, 2:41:38]: All right, Mr. Thomas Second, any further discussion? [2:41:40, 2:41:43]: If not, please Miss Barber. [2:41:44, 2:41:44]: You have a question? [2:41:46, 2:41:50]: And I know this agenda item it is for [2:41:51, 2:41:52]: As to approve [2:41:54, 2:41:56]: The invitation to bed. [2:41:58, 2:41:58]: You [2:41:59, 2:42:00]: Changing. [2:42:01, 2:42:02]: What this scope will work. [2:42:03, 2:42:04]: And the item. [2:42:04, 2:42:05]: No. [2:42:07, 2:42:27]: No, that's not what this is doing. We're keeping this scope exactly the same and we're challenging staff to bring back to us another scope of work for the rest of the project going down to uh Bryant Street. So this this pr will remain the same. They'll just bring back to us the other project, and that's on [2:42:26, 2:42:32]: the staff in order to do that. You may you may need to have two different motions then because you may want to keep [2:42:33, 2:42:34]: The the [2:42:34, 2:42:35]: Um [2:42:35, 2:42:39]: The road project item keep that clean and separate and make two different motions. [2:42:39, 2:42:45]: Okay, the first motion is to move forward with this project as described by staff. [2:42:45, 2:42:50]: Sir second Mr. Thomas second Mr. Thomas second that any further discussion. [2:42:51, 2:42:53]: If not all in favor of that motion, please indicate. [2:42:55, 2:42:58]: Okay, uh. [2:42:58, 2:43:09]: Thank you. Okay, so unanimous decision. Okay. Now now the second motion we're gonna move forward with is staff is to bring back to us. [2:43:09, 2:43:12]: Uh, the RP by the end of August. [2:43:12, 2:43:15]: For the remainder of the North Least Reproject. [2:43:15, 2:43:17]: All the way down to Bryant Street. [2:43:19, 2:43:20]: Yeah, a second. [2:43:20, 2:43:21]: Um [2:43:21, 2:43:32]: Question before. Okay, go right ahead, please. Uh Mr. Knight, uh is there any um and this may have been answered before, is there any right-of-way acquisition in this? [2:43:32, 2:43:34]: Second part of uh [2:43:34, 2:43:36]: Leaf Street, DeBryan Street. [2:43:37, 2:43:38]: There may be [2:43:38, 2:43:46]: Falcon said there was uh when they when we did up with this is at our retreat, they said there was about fifty or a hundred feet or something already down there. [2:43:46, 2:43:48]: They said that during our retreat. [2:43:50, 2:43:51]: Right away. [2:43:52, 2:44:02]: Well I I was second the motion, but it just sort of dawned on me to ask the question right away um that we needed to do in there. But I second uh the second motion. [2:44:03, 2:44:05]: All right, good deal. Mr. Blount, go ahead, please. [2:44:05, 2:44:11]: Yeah, I I agree with what was said. Uh it's if it's there if there's gonna be any right of way acquisition. [2:44:11, 2:44:20]: Uh I I've talked to nobody over there that's that's not for beautification of that street in the city stepping in. So I don't think that that's gonna be the problem. The problem has been [2:44:21, 2:44:22]: Getting the work done. [2:44:24, 2:44:27]: All right, motion has been made and and we have a second. Any further discussion? [2:44:28, 2:44:31]: If not all in favor of motion, please indicate. [2:44:32, 2:44:33]: We scan. [2:44:35, 2:44:38]: I sorry, my thing won't come on. I [2:44:39, 2:44:41]: All right, good deal. The announcer says thank you. Appreciate it. [2:44:42, 2:44:50]: Council consideration to the quiet zone designation at Love Street and consent of closing Nolan Street. Miss Miller, please. [2:44:53, 2:45:02]: I'm sorry, that should not be Miss Millis. It rightfully uh should be me on that item. Um several weeks ago, of course, we had a virtual town hall related to [2:45:03, 2:45:07]: Uh, the potential uh quiet zone at Love Street and then [2:45:08, 2:45:11]: the um potential closing of Nolan Street. [2:45:12, 2:45:15]: Per discussions with Norfolk Southern, of course we [2:45:15, 2:45:19]: Uh went through that virtual town hall. There were several uh questions and items raised. [2:45:20, 2:45:22]: As a result uh of that. [2:45:22, 2:45:27]: Um and uh council was able to hear from citizens related to that matter. [2:45:28, 2:45:35]: Of course, during that period of time, um I went through a series of um slides related to the downtown area, including. [2:45:36, 2:45:39]: Uh what is happening, of course, with the amphitheater construction. [2:45:39, 2:45:43]: Uh the RSVP plan, a potential pedestrian bridge over North Henry Boulevard. [2:45:43, 2:45:46]: And of course the Cultural Art Center and uh other. [2:45:46, 2:45:49]: Um items in and around the downtown area. [2:45:50, 2:45:53]: The quiet zone obviously has been something of topic of discussion. [2:45:54, 2:45:56]: For the council uh for quite some time. [2:45:57, 2:46:01]: And um this uh proposed resolution. [2:46:01, 2:46:05]: If approved by council, would set in motion then with Norfolk Southern. [2:46:06, 2:46:07]: А the resolution approval. [2:46:08, 2:46:11]: Um from uh the uh council. [2:46:11, 2:46:15]: And then would begin a series of steps. [2:46:15, 2:46:18]: Um that would uh lead potentially to [2:46:18, 2:46:21]: Um the quiet z or the quiet zone crossing. [2:46:21, 2:46:31]: the closing of Nolan Street, there would be a potential a payment from Norfolk Southern to the city of Stockbridge is outlined, I believe, in the resolution of fifty thousand dollars and perhaps additional monies. [2:46:32, 2:46:34]: Of seventy five hundred or so from G Dot. [2:46:35, 2:46:38]: that could could be utilized to help construct the [2:46:38, 2:46:39]: The quiet zone. [2:46:40, 2:46:46]: Um there. Uh that is of course contingent upon uh the council's approval of the resolution. [2:46:47, 2:46:50]: And um Norfolk Southern. [2:46:50, 2:46:54]: Of course, as a matter of uh safety matters and issues. [2:46:54, 2:46:58]: have looked at several crossings uh throughout the state and quite honestly throughout the nation. [2:46:59, 2:47:02]: And um this is a part of what they are requesting. [2:47:03, 2:47:04]: Um to [2:47:05, 2:47:06]: uh move this forward. [2:47:07, 2:47:12]: Uh there's also uh then been discussions with them about some real estate transactions. [2:47:12, 2:47:14]: that could take place regarding [2:47:14, 2:47:17]: Some areas there along the right of way and then the rail yard. [2:47:18, 2:47:22]: All of this though is contingent upon uh the approval of the council. [2:47:23, 2:47:24]: Uh per resolution. [2:47:25, 2:47:26]: А фортекет зон. [2:47:27, 2:47:34]: Then we would uh provide that quiet zone and subsequent uh crossing or closing of Nolan Street, which is but what is being [2:47:34, 2:47:36]: I mentioned and requested from [2:47:37, 2:47:37]: Norfolk Southern. [2:47:38, 2:47:42]: And that will set this process in motion uh to begin those uh matters. [2:47:44, 2:47:47]: Okay, thank you, sir. Mr. Blount, you had your hand up earlier. [2:47:47, 2:47:51]: Yeah, forgive me, Mr. Knighton, if I don't remember or recall. [2:47:51, 2:48:00]: Um and you said something about Norfolk Southern may have possibly have some contingencies in in this themselves. Um [2:48:01, 2:48:03]: And I don't know if we need to talk about this up front. [2:48:04, 2:48:07]: But when we talked about the storage area. [2:48:07, 2:48:09]: It's right there in downtown. [2:48:10, 2:48:13]: Was that were were those discussions for stock bridge? [2:48:14, 2:48:15]: Uh so [2:48:16, 2:48:17]: Those [2:48:17, 2:48:18]: There it is. [2:48:18, 2:48:20]: That was a part of the discussion, yes. [2:48:21, 2:48:22]: And the first step [2:48:22, 2:48:23]: I'm sorry, go ahead. [2:48:23, 2:48:24]: Okay, I'm sorry. [2:48:25, 2:48:29]: I was gonna say yes. And then the first step of that to put all of this in motion then. [2:48:30, 2:48:33]: Is the resolution to be passed for the quiet zone which would then [2:48:34, 2:48:41]: trigger the closing of Nolan Street and then any potential real estate real estate transactions that would be a part of this package. [2:48:43, 2:48:43]: [10125.0, 10125.3]: [2:48:45, 2:48:46]: Mr. Thomas, please. [2:48:48, 2:48:49]: Thank you, Mayor. [2:48:50, 2:48:56]: I just really just want to reiterate my statement by saying I think all of the council members ought to know. [2:48:57, 2:48:59]: Exactly how I feel about this particular issue. [2:49:00, 2:49:04]: And the fact that the choir zone and the closing. [2:49:04, 2:49:07]: Is in this one document. It has sort of been [2:49:08, 2:49:09]: lump together. [2:49:09, 2:49:14]: So I just want to just go on record because I am an advocate for downtown development. [2:49:14, 2:49:16]: I think that is without question. [2:49:17, 2:49:20]: Uh and I do understand where we're trying to go. [2:49:20, 2:49:23]: Uh in our development, our downtown. [2:49:24, 2:49:32]: Uh I am for the record, I am in favor of the quiet zone. And I have expressed uh my concern about the closing of Nolan. [2:49:33, 2:49:36]: So the fact that these two issues [2:49:36, 2:49:39]: Are lumped into to one resolution. [2:49:39, 2:49:41]: Uh I would have to vote against that. [2:49:41, 2:49:44]: But I just want to be on record of saying that [2:49:44, 2:49:48]: You know, I understand and I know exactly where we're trying to go. [2:49:48, 2:49:51]: Uh in our downtown and and I I commend [2:49:51, 2:49:56]: Um this council for moving forward to create that. [2:49:56, 2:50:02]: uh vibrant and and robust downtown. So I I don't have I don't have an issue with that. But [2:50:02, 2:50:04]: Uh I I have to speak for [2:50:05, 2:50:07]: Uh those citizens that live [2:50:08, 2:50:10]: Uh in that T Street area. [2:50:10, 2:50:14]: The motorists that ha that to travel through there. [2:50:14, 2:50:24]: uh all of the the the parents and and this the school kids and everyone that used that crossing to to get to uh Stockbridge elementary school and [2:50:24, 2:50:30]: the negative impact that it's going to have. So I I have to advocate for them. [2:50:31, 2:50:33]: And I just want to uh for this for the record. [2:50:34, 2:50:37]: Uh this is my uh statement, these are my concerns. [2:50:37, 2:50:40]: I am in favor of the quiet zone. [2:50:40, 2:50:42]: But I cannot vote in favor of the [2:50:42, 2:50:44]: uh closing of Nola. [2:50:44, 2:50:46]: And the fact that it is in [2:50:47, 2:50:48]: One packet. [2:50:48, 2:50:51]: I'll have to vote against it and I just want that for the record. [2:50:52, 2:50:54]: Thank you. Uh Mayor Protam, go ahead, please. [2:50:54, 2:51:06]: Yes, sir. Um, you know, Councilman Thomas, we're very sensitive to those particular issues. I'm very sensitive to the fact on my amphitheater towards the horn is blowing. [2:51:06, 2:51:07]: On the train. [2:51:07, 2:51:18]: uh when those tours are going on. I cannot imagine us being in a situation where we're having concerts and we have this train horn blowing [2:51:19, 2:51:21]: Every thirty minutes during a concert. [2:51:22, 2:51:27]: It's intolerable for us to even think of considering that. This is another project that I wish [2:51:27, 2:51:29]: We have moved the war forward with [2:51:29, 2:51:34]: uh sooner because the first couple of concerts probably gonna have the horn bowling. [2:51:34, 2:51:35]: So [2:51:35, 2:51:37]: We just need to make sure that we're [2:51:38, 2:51:42]: uh very sensitive to what's going on in terms of economic development. [2:51:43, 2:51:56]: But there is a solution that I've heard from Councilman Thomas and various residents that live in that area. And I think Councilman Thomas actually made this recommendation, which was extending Nolan Street. [2:51:56, 2:51:58]: Over to McCain Creek. [2:51:59, 2:52:19]: Uh I think what we can do is we can do something very similar to what we just did and have two motions uh go forward uh in terms of making sure that we uh go ahead and approve this, but also at the same time making sure that we commit this council to extending Nolan Street uh over to [2:52:19, 2:52:20]: McCain Creek. [2:52:20, 2:52:23]: Uh, where there could be a future traffic light there. [2:52:23, 2:52:25]: Because residents in that area [2:52:26, 2:52:29]: If you got your ear to the ground and you talk to them, they'll tell you. [2:52:29, 2:52:33]: It's almost impossible to make a left hand turn. [2:52:33, 2:52:35]: Out of Thai Street. [2:52:35, 2:52:37]: And they need that access. [2:52:37, 2:52:39]: But in the end [2:52:39, 2:52:50]: uh if we close Nolan Street going across the tracks and then we extend Nolan Street on the other side over to McCain Creek and then we were able to apply the G dot [2:52:50, 2:52:52]: For a traffic light and they granted that. [2:52:52, 2:52:55]: They would have better access than they have today. [2:52:55, 2:52:57]: And then it will be safer. [2:52:57, 2:53:00]: Because they've often wanted the tie street. [2:53:00, 2:53:07]: light, but G Dot would not give him the light because it's too close to the bridge. But in the end, McCain Creek. [2:53:07, 2:53:10]: Could probably get the light that the residents won't. [2:53:10, 2:53:20]: uh in that particular area because that left hand turn is very dangerous got coming out of there is very dangerous and that's something that we've often wanted to address. [2:53:21, 2:53:24]: On the other side of that, again, as councilman Blount mentioned. [2:53:25, 2:53:26]: Cleaning up the downtown area. [2:53:27, 2:53:29]: We cannot have those rail ties. [2:53:30, 2:53:39]: you know, clouding up our downtown area, that rail station. That's old and outdated. We need to move that out of downtown and to even begin the discussion. [2:53:39, 2:53:41]: of having moving that [2:53:42, 2:54:02]: uh eyesore out of our downtown is that this is the first move that we make. Sometimes you have to do things that are distasteful in order for us to move, uh move in this particular direction. And I understand Councilman Thomas is voting his conscience. And sometimes that's what you have to do. You have to vote your conscience. [2:54:02, 2:54:12]: But in the end, this is something that is gonna be an absolute must for the city uh moving forward with economic development uh uh as well, because even on the other side. [2:54:13, 2:54:14]: Uh, when you're having a play. [2:54:15, 2:54:18]: Uh in the Carrie May Hamrick Center and the horn on the trade is blowing. [2:54:19, 2:54:23]: Uh pretty close to that facility, you'll probably be able to hear it there too. So [2:54:23, 2:54:24]: I think in the end [2:54:25, 2:54:28]: Uh, it will be an improvement for downtown for us to move forward. [2:54:29, 2:54:32]: Uh with this project cleaning up the ice or [2:54:32, 2:54:34]: uh that we have in downtown. [2:54:34, 2:54:36]: Quieting the train and in the end. [2:54:37, 2:54:40]: Giving those residents better access uh out of McCain Creek. [2:54:42, 2:55:02]: Well, on that note, let me mention this to you, mayor pretend the rest of the council. Extending Nolan Street, we haven't done any type of um uh assessment of that and what the cost would be in right-of-way or road extension purchasing land. And so we have to really do that thoroughly to get an idea of what we're dealing with. And then also the a stoplight at McCain Creek, not sure. [2:55:02, 2:55:22]: Whether or not GDOT would have approved that. It seemed like it would be far enough from the bridge, and far enough, of course, obviously from uh from flipping to do so, but we don't know that for sure. So it's something, some additional homework we need to do before we can honestly say that this can be done. I mean the thought process of doing this is great, but whether or not it can legally be done, just don't know that yet because we have. [2:55:22, 2:55:27]: have additional research to do. I I would think anyway. Foo for thought. Mr. Thomas, please. [2:55:27, 2:55:32]: Uh yes, thank you, Mayor Pro Tem. Uh I did bring this up and we have discussed that. [2:55:32, 2:55:35]: Um, let me just speak to [2:55:35, 2:55:37]: That part of Nolan [2:55:38, 2:55:39]: Um [2:55:41, 2:55:43]: That property is being cleaned up. [2:55:43, 2:55:46]: You actually can almost see. [2:55:46, 2:55:50]: Um their street there at McCain Creek, you can [2:55:50, 2:55:52]: You can pretty much see that now. Um [2:55:53, 2:56:03]: Maybe after this vote, Mr. Knight, maybe we can sort of test you and staff to to look into that because someone is cleaning that property off. [2:56:03, 2:56:05]: 'Cause it was a house there. [2:56:05, 2:56:08]: I don't know well I do know who actually owned it. [2:56:09, 2:56:09]: Uh [2:56:10, 2:56:15]: And I won't really get into that, but uh the property's being cleaned off, so I'm thinking [2:56:15, 2:56:24]: that something may be getting ready to happen there. So if we're going to look into that, Mr. Nine, we probably need to look into that as well. And and I will say this also. [2:56:24, 2:56:27]: Uh even for the uh homeowners that live on McCain. [2:56:28, 2:56:47]: uh it's hard for them to make a left as well. And I I think even though the traffic light may or may not come, I just think the extension of Nolan out, I I think you still saw the getaway from that traffic coming over the bridge and the traffic that tries to come out of a food depot. [2:56:47, 2:56:49]: And the traffic that comes out of Burke Street. [2:56:50, 2:56:53]: So if you took that back up to McCain Creek. [2:56:53, 2:56:56]: It it would sort of take you away from [2:56:57, 2:57:02]: uh that congestion right there. So I would be in favor that and [2:57:02, 2:57:04]: Uh McCain Creek. [2:57:04, 2:57:07]: It sort of lines up with Center Street. [2:57:08, 2:57:10]: And Center Street runs [2:57:10, 2:57:13]: on the other side of the bank into the [2:57:13, 2:57:16]: uh cultural art facility. And lastly [2:57:17, 2:57:20]: When we d make this discussion with Norfolk Southern [2:57:21, 2:57:23]: Let's make sure that the yard. [2:57:24, 2:57:25]: It's going in the [2:57:26, 2:57:40]: other direction. The yard do not need to be moved uh down ML King anywhere. Uh I would say it needs to go in the other direction, East Atlanta Road toward Valley Hill. [2:57:40, 2:57:41]: For sure. [2:57:41, 2:57:44]: Uh, because we do not want to clutter up. [2:57:44, 2:57:46]: Uh ML King. So I'm saying that, Mr. Knight. [2:57:47, 2:57:50]: So whoever's going to talk to uh to the railroad [2:57:51, 2:57:52]: Please let's not [2:57:52, 2:57:54]: Take the yard in that direction. [2:57:55, 2:58:00]: Thank you, Mayor. Oh no problem. Welcome, sir. Uh Councilman Blount, I think you hand your hand up next. [2:58:00, 2:58:05]: Yeah, thank you, man. Uh one of the things I've said, uh, and I agree that w you know. [2:58:06, 2:58:14]: Uh we've always heard the term that we you know, in in order to get anything done, you gotta put some kind of skin in the game. And when Norfolk Southern said our skin in the game. [2:58:15, 2:58:17]: is outlined then we have to make a determination [2:58:18, 2:58:21]: Is this what we want to do to better mint the future of stop bridge in downtown? [2:58:22, 2:58:23]: Because that horn blowing. [2:58:24, 2:58:30]: Uh how you can how would you develop any new residence and all and new businesses and all this with the horn blowing? [2:58:30, 2:58:32]: So but but we also have to look at the [2:58:33, 2:58:42]: When we talk about moving that road over through McCain Creek, that a lot of the proper uh couple of properties in McCain Creek have been cleaned up by the citizens. [2:58:42, 2:58:45]: They don't have an HOA over in Kane McCain Creek. [2:58:45, 2:58:49]: And they'll clean it up. I've had GFL uh G was GFL now. [2:58:50, 2:58:54]: to go over there on on a couple of occasions and I and I thank Mr. Nighting for [2:58:54, 2:59:02]: Uh being on top of that, when I've called him, I thank you for that, Mr. Knighton, because they're cleaning up that community over there. So when we talk about what's feasible. [2:59:03, 2:59:09]: for to extend a road through that and but but we don't even have any certainties that a light would be placed on [2:59:10, 2:59:12]: Tide Street for North Henry Boulevard. [2:59:12, 2:59:15]: Uh like I said before in the last meeting. [2:59:15, 2:59:17]: It's hard to make a left turn anywhere. [2:59:18, 2:59:29]: Anywhere on North Henry Boulevard. Go up there by go up there and see the accidents. You guys see the accidents and all that are happening on North Henry Boulevard. So there are a need for sh could uh uh [2:59:29, 2:59:30]: Um lights. [2:59:31, 2:59:37]: Uh, maybe more traffic control. I think I think that North Pavery Boulevard is an ideal street to put a medium in for traffic control. [2:59:37, 2:59:43]: But that's you can't make a left turn anywhere on on uh you can't even make a left turn out of uh city hall. [2:59:44, 2:59:46]: Out of the parking lot here without a danger. [2:59:47, 2:59:48]: And so we talk about [2:59:49, 2:59:55]: A motion tonight. I hope that motion that if we want if you you guys agree to do a feasibility on on on that happening. [2:59:56, 3:00:08]: that we don't make a a motion for a community to go to put a road through a community without first talking to that community. So I think that first of all we need we need to think about that. [3:00:09, 3:00:19]: And when we talk about uh acquisitions and all that, that we're not putting a we're not writing a blank check to move forward with something that we don't ha haven't done a feasibility study on to even know the cost. [3:00:19, 3:00:23]: So I think that uh those things are intact, but I think the overall [3:00:23, 3:00:32]: uh the motion on this and and because some of us, you know, other you know, we understand uh councilman Thomas' position on on the um [3:00:33, 3:00:34]: Closing on Olin Street. [3:00:34, 3:00:40]: Uh but initially we was told that about kids crossing Oldland Street, going to school and [3:00:40, 3:00:41]: Uh but [3:00:42, 3:00:45]: You know, Stockbridge Elementary starts at at the third grade. [3:00:45, 3:00:48]: And I think you're what, eight years old in the third grade. [3:00:49, 3:00:53]: Um, so you wouldn't be traveling alone by yourself going to school. [3:00:53, 3:00:59]: And that just me and I uh you know, this is not alleviating Mr. Councilman Thomas's uh concerns. [3:00:59, 3:01:09]: Um, they're parking the trains even now. They're parking the trains even now along on across Nolan Streets for whatever reason. I don't know if it has anything to do with what they're doing at the rock quarter. [3:01:09, 3:01:19]: But um I think that what we need to do is look at what's some of the some of these decisions that need to be made, we make it. But I think before we move forward with any kind of vote through a community. [3:01:19, 3:01:30]: that we first talk to that community and then we do and first of all do a feasibility study to see what the cost of what it's all gonna entail. Because even with that, and I agree with the mayor, it's still no guarantee a light will be put. [3:01:30, 3:01:35]: By G Dot right down uh tie street. So you still gonna have the problems. You gonna have more cars backed up to do it. [3:01:36, 3:01:37]: Ms. Gantt please. [3:01:39, 3:01:42]: Thank you, Mayor. Um and council. [3:01:42, 3:01:45]: I think we're all sensitive to the issues at hand. [3:01:46, 3:01:50]: And understand Councilman Thomas's concerns. [3:01:51, 3:01:51]: I [3:01:52, 3:01:56]: Don't agree with making a separate motion. [3:01:56, 3:02:00]: to agree that we're gonna go ahead and say we're gonna put a road anywhere. [3:02:01, 3:02:02]: Um [3:02:02, 3:02:03]: Without cost. [3:02:04, 3:02:11]: without studies. Um I agree with everyone with what you've already said. I don't think anyone would be against it. [3:02:12, 3:02:14]: I think it would be irresponsible of us to. [3:02:15, 3:02:18]: Just vote for something and say we're gonna do something. [3:02:18, 3:02:19]: Um [3:02:19, 3:02:27]: to our constituents when we really don't know what the cost and what the fees and what what all this is going to entail. [3:02:28, 3:02:29]: Right now [3:02:29, 3:02:33]: Um, based off of our agenda, we were supposed to be voting. [3:02:33, 3:02:38]: on whether or not there was a silencer of a silent quiet zone. [3:02:38, 3:02:40]: That we desperately need. [3:02:40, 3:02:42]: And that the railroad is [3:02:43, 3:02:47]: um willing to work with us on. I agree with Councilman Thomas. I'm hoping that [3:02:47, 3:02:48]: That storage. [3:02:49, 3:02:55]: area that's there is moved the opposite direction. I it definitely doesn't need to be within our downtown. [3:02:56, 3:02:56]: Um [3:02:58, 3:02:59]: area of which he stated. [3:02:59, 3:03:01]: I do think that [3:03:02, 3:03:09]: We do need to be um strategic with that and and in regards to. [3:03:10, 3:03:30]: where we are going to put a road. I can't make any promises. I'm not going to try to make any promises to citizens on agreeing to such things if I don't know the cost. I don't know we've we've learned that through our past experiences with the amphitheater and with our designs for the art center, you name it. [3:03:30, 3:03:32]: So I don't want to make a promise. [3:03:32, 3:03:36]: On something without having all the details. [3:03:36, 3:03:38]: And knowing what it's gonna take first. [3:03:38, 3:03:41]: Not that I'm against it. I just think it would be responsible. [3:03:41, 3:03:43]: Um, irresponsible of me to do so. [3:03:44, 3:03:44]: So [3:03:45, 3:03:46]: Having said that, I agree. [3:03:47, 3:03:47]: Um [3:03:48, 3:03:49]: But what everyone is saying. [3:03:50, 3:03:52]: And I definitely want to look into that. [3:03:52, 3:03:58]: for roads and for stoplights and and you name it. But right now I can only vote. [3:03:58, 3:04:00]: in favor of the quiet zone. [3:04:01, 3:04:02]: Mr. Thomas, go ahead, please. [3:04:03, 3:04:07]: Let let me be clear. Uh I'm okay with [3:04:08, 3:04:12]: the agenda item as it stands. Let me be clear with that first. [3:04:12, 3:04:17]: I'm okay. I I came in this meeting tonight to say what I had to say. [3:04:17, 3:04:19]: And not to promote. [3:04:19, 3:04:23]: uh a new road number one. So I'm I'm okay with the agenda item. [3:04:23, 3:04:29]: I I I would hope that we look into it, but let me be clear about something else too. Um [3:04:30, 3:04:36]: The road does not run through McCain Creek, number one. It does not. [3:04:37, 3:04:41]: Uh the road Nolan Street lines up more with [3:04:42, 3:04:42]: Um [3:04:42, 3:04:44]: The Methodist church. [3:04:45, 3:04:45]: Um [3:04:46, 3:04:47]: Again. [3:04:47, 3:04:49]: It does not, it's nowhere near [3:04:50, 3:04:55]: the community of McCain Creek. I just want to state that for the record because I don't want no [3:04:55, 3:05:01]: uh homeowners in McCain Creek to think that we're going to build a new road through their [3:05:01, 3:05:02]: Subdivision, no. [3:05:03, 3:05:07]: The road doesn't even line up with McCain Creek. The road lines up with uh [3:05:08, 3:05:11]: the Methodist church and it's actually closer to [3:05:11, 3:05:14]: uh North Henry Boulevard than it is to [3:05:14, 3:05:18]: uh the McCain Creek Cell Division because if anyone's familiar with McCain Creek. [3:05:19, 3:05:30]: That road it's a it's a somewhat of a drive through down even before you even get to the first house uh in McCain Creek. And I I just wanted to just state that because I don't want [3:05:30, 3:05:33]: Any homeowners in McCain Creek to be alarmed. [3:05:33, 3:05:35]: But I I'm prepared tonight again. [3:05:35, 3:05:48]: Just to vote on the item that that we are talking about. And I would just encourage and I you know, Mr. Knight, I I think we can do the study. We can ride out and look at I'm okay with that. I'm not advocating for us to [3:05:49, 3:05:52]: Just jump out there. But let me just say this too, when we talk about [3:05:52, 3:05:55]: We don't know the cost, we don't know the cost, we don't know the cost. [3:05:56, 3:06:11]: You know, we're going forward with um Lee Street and and Bryant and we don't know the cost. So I'm just I'm just saying, let's just be consistent, you know, in our rhetoric. Uh, but again, I'm prepared to vote on the item that that that is here. [3:06:11, 3:06:29]: Um, but I these are the statements I I just I just want to make because when I hear something that's not consistent, uh I'm gonna always speak to it. But mayor, I'm willing to just move forward and vote on the item that we can prepare to. Um I just wanted to make my statement for the record. [3:06:29, 3:06:30]: All right, no problem. [3:06:30, 3:06:31]: Purple Tim, go away, please. [3:06:32, 3:06:52]: Yeah, let's just be very clear. I don't think nobody in their right mind would just go out and say, okay, we're gonna just build a road. I think what we've heard tonight is we do have a consensus that there's some interest in that particular project. The council has clearly communicated to the staff there is some interest uh in pursuing [3:06:52, 3:07:07]: that project if it's feasible. So I think that's kind of what we want to go. But it the question at hand, I move to approve uh this uh recommendation by staffs so we can move forward with downtown uh development. [3:07:08, 3:07:08]: All right, second. [3:07:10, 3:07:11]: Is there a second? [3:07:14, 3:07:21]: M Mr. Blount seconds that motion. Okay. I guess we have plenty of discussion, so all in favor of the motion, please indicate. [3:07:23, 3:07:24]: Hi. [3:07:24, 3:07:28]: Okay. All pose. Miss Barber, are you I uh yay or nay? [3:07:30, 3:07:35]: I approved. Okay, so it's four and mister and Mr. Thomas, I guess, is a name. [3:07:36, 3:07:40]: Or you abstain. I want to abstain simply because but I want to make sure [3:07:41, 3:07:45]: If I'm uh one for Stane, I just have to make sure that my record [3:07:45, 3:07:48]: That my comments are there for the record, so [3:07:48, 3:07:55]: I will uh abstain from the vote as long as my record, my comments are noted. [3:07:55, 3:08:00]: Your comments are noted, sir. Four zero one. Motion passed. Okay. [3:08:00, 3:08:20]: For discussion purposes, uh council discussion of the amendment of job descriptions for the executive assistant to mayor council and admin assistant to mayor council. And what this amounts to, oh, let's see here, next page over. Yeah, positions. Okay, and Miss Wheeler's online. Now, what's amount? This is dealing with the the actual job description itself. So since it's [3:08:20, 3:08:40]: not about uh individual and individual per se, so it's not an executive session issue. So this is uh this is something that we have to discuss uh publicly in this aspect as well. Now granted uh several of you have turned in some ideas and thoughts on how this should be these positions should be written up and that's the way that uh and and [3:08:40, 3:09:00]: And what I understand is that the Ms. Willer's got whatever she's received from the council and to to consolidate these and and bring this forward uh for uh discussion or approval in this aspect. Um don't know if we want to how deep we want to get in this at this point, but it's uh once again, if we're gonna discuss this, we'll have to do it publicly and not as equivalent. [3:09:00, 3:09:06]: possession because it deals with just a job description in this aspect. Um so Miss Willer, please. [3:09:07, 3:09:11]: Well let me Okay, I'm I'm sorry. Mr. Knight, you won't go ahead, sir. [3:09:11, 3:09:17]: Yeah, I was gonna mention Mayor, I think that is correct in some consultation with the attorneys about how this would need to be [3:09:18, 3:09:22]: Since it's it's a job description, it's not a specific person. [3:09:22, 3:09:28]: It's something that would uh not be subject to um executive session, but would have to be discussed. [3:09:28, 3:09:31]: uh openly with respect to job description. [3:09:31, 3:09:34]: I think the impetus for this was to um [3:09:34, 3:09:37]: uh to provide to the council. [3:09:37, 3:09:39]: An opportunity to discuss. [3:09:40, 3:09:45]: uh various aspects as you see it for the executive assistant to the mayor and council because that person obviously [3:09:46, 3:09:49]: Reports and work uh works for you all collectively. [3:09:49, 3:09:53]: And then also the assistant position and how you would see [3:09:53, 3:09:57]: uh specific aspects of those job duties and functions [3:09:58, 3:10:00]: being incorporated into those [3:10:00, 3:10:03]: particular job descriptions. We want to make sure that [3:10:04, 3:10:09]: It fully incorporates your thoughts with respect to job duties and responsibilities. [3:10:10, 3:10:13]: And then that can be crafted in a way uh to be placed in a job description. [3:10:14, 3:10:18]: uh that uh can be placed out uh for potential [3:10:18, 3:10:21]: uh people to apply for said description. [3:10:21, 3:10:26]: I'll defer to Mr. Washington if there's anything else that needs to be added with respect to that. [3:10:28, 3:10:38]: No, Mr. Night, I was just going to say that, you know, these types of comments, I mean, that we can have a broad range of discussion about it, but I think these comments can just be emailed to Ms. Wheeler. [3:10:38, 3:10:41]: And at that point when we have the [3:10:42, 3:10:47]: final draft back if council has other things that they want to put in the description, it can be done and sent back then. [3:10:51, 3:10:52]: Thank you, sir. [3:10:53, 3:10:53]: Okay. [3:10:54, 3:10:56]: Ms. Willer, do you have anything you need to add, ma'am? [3:10:57, 3:11:01]: Now I just need the comments back so we can um post the position. [3:11:03, 3:11:04]: Okay. [3:11:06, 3:11:07]: Anything else from the council? [3:11:11, 3:11:12]: Yes, ma'am, go ahead, please. [3:11:13, 3:11:15]: I like to know when when um [3:11:16, 3:11:17]: It's familiar. [3:11:18, 3:11:22]: Have you set a deadline for these comments to come in from the council? [3:11:24, 3:11:27]: I think previously I did. Um [3:11:28, 3:11:39]: Have you set a new sign for this? I have not. That's why it's on the agenda today, so that I would get some feedback from council members on what the consensus is for the job description. [3:11:40, 3:11:41]: So that we can move forward. [3:11:42, 3:11:44]: Thank you. I know that um [3:11:44, 3:11:47]: I sent you my comments back in May. [3:11:47, 3:11:51]: So can we set a deadline for the rest of the council? [3:11:51, 3:11:52]: For their input. [3:11:53, 3:11:53]: Um [3:11:53, 3:11:55]: By the end of August. [3:11:55, 3:11:57]: We need to get these positions field. [3:11:59, 3:12:05]: Okay. You know, in the meantime you don't have an executive assistant or an admin in that position, so [3:12:05, 3:12:08]: Exactly. Thank you. The end of August. [3:12:12, 3:12:13]: Okay. Fine with me. [3:12:14, 3:12:16]: So we're talking about the thirty first of August. [3:12:17, 3:12:20]: Yes. Okay, thirty first of August it is. [3:12:21, 3:12:28]: You don't need to vote on that with right uh in a sense, right? You need to state that. This mayor. This mayor. [3:12:28, 3:12:35]: I think there was some confusion on that. As of tomorrow, you will not have an executive assistant or an admin. [3:12:36, 3:12:37]: Until [3:12:37, 3:12:39]: August thirty first. [3:12:40, 3:12:40]: It's one [3:12:43, 3:12:45]: Well it's not saying until they're saying [3:12:45, 3:12:47]: They're not going to get the comments back. [3:12:47, 3:12:49]: Until August thirty first. [3:12:51, 3:12:59]: So if the comments don't come back to August 31st, it takes anytime anywhere from 30 to 45 days to onboard a person into the position. [3:13:00, 3:13:02]: Miss Sonovia will not be back until. [3:13:03, 3:13:06]: Афтес мид август. [3:13:07, 3:13:15]: Okay, so the reason why I said August thirty first because I know we all are attending um the GMA convention. [3:13:15, 3:13:16]: Um [3:13:16, 3:13:17]: So [3:13:17, 3:13:19]: The first two weeks. [3:13:19, 3:13:22]: is probably not good for the rest of the council. [3:13:23, 3:13:25]: Um so I'll let my count. [3:13:25, 3:13:28]: Come up with a deadline for these comments. [3:13:29, 3:13:29]: Back to you. [3:13:31, 3:13:31]: All right. [3:13:34, 3:13:40]: Well, thirty-first is thirty-one days. How about the the fifteenth? I don't know what the fifteenth of August looks like. What day of the week is that? [3:13:41, 3:13:47]: Can we do it can we have all those comments back to HR prior to our work session in August? [3:13:49, 3:13:57]: Councilmates. Yeah, that sounds fine to me. The fifteenth is actually a Sunday, so and our and our work session will be on the twenty [3:13:58, 3:14:10]: Fourth. It works us on the twenty-fourth of August, August uh I believe it's actually August thirty first. It'll be the thirty-first. Remember we had a modified city council meeting, which will be on the sixteenth. [3:14:10, 3:14:17]: Okay. That date and then the work session would be on the thirty first. That's correct. Well, can I get them back by August thirteenth? Is two weeks. [3:14:17, 3:14:20]: Too soon for anybody to respond. [3:14:20, 3:14:23]: on whether or not they want the job description as it's written or not. [3:14:23, 3:14:25]: Mm. Thirteen's good. [3:14:26, 3:14:27]: With me anyway. [3:14:28, 3:14:30]: I've already sent you mine. [3:14:30, 3:14:35]: I don't mind we've already incorporated yours, Miss Barber. I need some consensus from the rest of the council. [3:14:36, 3:14:37]: On the [3:14:38, 3:14:39]: The major job duties. [3:14:40, 3:14:41]: And if you all agree upon'em. [3:14:42, 3:14:44]: I'm I'm okay with the thirteen. [3:14:45, 3:14:46]: All right. [3:14:48, 3:14:55]: Okay, thank you. Yeah, 13th actually is a Friday as well. Friday the thirteenth on top of that. Wow. Okay. [3:14:55, 3:14:58]: All right. On that note, comments from me. [3:14:59, 3:15:03]: Citizens of course council knows the citizens is uh with great uh [3:15:04, 3:15:05]: Great. [3:15:06, 3:15:26]: Big heart, a bit with a big heart of sense, and not sympathy, but a sense of condolences. And then we're pretty saddened in the sense that our beloved um events manager, CC Wilson McGee, passed away a few days ago. And um CeC is an award-winning events manager, and for five [3:15:26, 3:15:46]: Five plus years, all the events, city events that we've had in the city, and we've had plenty of successful events, as her and her staff that have conducted and managed these events for us. And she'd be truly missed in this aspect. So uh we've we've have very fond memories. [3:15:45, 3:16:05]: of CC and uh condolences to the family and wish her family well and we're definitely she's in a better place. She's with the good Lord now in this aspect as well. And she has been a she was a a breast cancer survivor and actually was the was a callus for our breast uh uh breast cancer survivor or awareness luncheon that we had in the city and we still can [3:16:05, 3:16:07]: continue to have. So on that note. [3:16:08, 3:16:10]: I want us to just take time. [3:16:10, 3:16:18]: A few seconds, 10 seconds, 15 seconds to be quiet and just to honor C C in this aspect. So please be quiet for a brief moment, please. [3:16:40, 3:16:49]: Thank you, Council, citizens, and continue to keep the city primarily in this this difficult time ceasing her family in your prayers. [3:16:51, 3:16:59]: Just since COVID 19 is still out there. The very the uh Delta variant is upon us. It's been upon us and and this is a serious business. [3:16:59, 3:17:02]: And so what we have is that right now in Henry County. [3:17:03, 3:17:10]: We have conf twenty thousand four hundred and thirty six confirmed cases ever since this COVID nineteen started a roughly a year and a half ago. [3:17:10, 3:17:14]: twenty thousand, almost twenty t twenty thousand five hundred, almost twenty thousand five hundred people. [3:17:14, 3:17:15]: In [3:17:15, 3:17:16]: The county. [3:17:16, 3:17:18]: Have ri have have a contracted [3:17:19, 3:17:20]: uh ковід найти [3:17:21, 3:17:23]: Three hundred and thir fourteen people have passed away. [3:17:24, 3:17:31]: We have to get a handle on this folks. And right now, if you listen to the the the the the science and the media and the doctors that are speaking. [3:17:31, 3:17:33]: On the local news, national news. [3:17:34, 3:17:38]: What they're indicating that people that have COVID nineteen now that are in hospitals. [3:17:38, 3:17:41]: That are on an ICU, they're on ventilating machines. [3:17:42, 3:17:47]: are individuals that have not taken a vaccination that have not. [3:17:48, 3:17:51]: They're the ones that get it sick. You have not taken it. So if you have it [3:17:52, 3:17:55]: taking a vaccination again or get tested, please do so. [3:17:55, 3:17:57]: Because it's not getting any better right now. [3:17:58, 3:18:00]: And uh and actually if we don't take it. [3:18:01, 3:18:02]: Unfortunately. [3:18:02, 3:18:04]: The way the trend is going. [3:18:04, 3:18:09]: You'll probably get sick. And unfortunately, you may pass, but we don't want that. Your loved ones don't want that. [3:18:10, 3:18:12]: So please take the time to [3:18:12, 3:18:15]: Get tested. We offer free testing. [3:18:15, 3:18:31]: of uh for COVID 19 and we offer that right here in Henry County. You can you can do this at the Red Hawk Field, which is at one four uh 143 Henry Parkway, right across from the the admin office, the head admin office for the county commission. [3:18:52, 3:19:00]: The National Health Department line, you know, that you can call 888-457-0186. Once again, 888-880-880-88 [3:19:01, 3:19:08]: four five seven zero one eight six and you can sell an appointment for a actual vaccination. And of course when you do that [3:19:09, 3:19:29]: They're going to ask you about the demographics and who who you are, your health history, your age, if you had any past infections, uh, if you've been tested for COVID before, positive before, and your vaccination status and all your contact information. But please, folks, you got you got to get this done. Because the there's a [3:19:29, 3:19:49]: lot of talk now about going back to mandatory um uh mask wearing uh in a closed environment even for people who have the vaccination like myself and i would say that the entire council uh has been vaccinated as well but now it's a lot of talk about us want to go back have to go back to masks wearing masks even for people that are vaccinated in this aspect [3:19:49, 3:19:58]: So please do this. It's for your for your health, for your family's health, your loved ones' health, and for us to keep each other healthy and safe. Um [3:19:58, 3:20:01]: So this is serious stuff. [3:20:01, 3:20:05]: And um something that uh I would hope that you would adhere to. [3:20:06, 3:20:23]: and that you would um individually take serious and and get a vaccination, get the right information, trust the science, talk to your doctors if they have to do that, talk to loved ones, talk to individuals that had family members that have gotten sick and recovered, or unfortunately family members that have gotten sick and not recovered. [3:20:23, 3:20:28]: They'll tell ya that this is serious stuff. Please take it seriously. [3:20:29, 3:20:49]: As you well know, we talked last month and more each and every month we'd be talking about the T-SPLOST, upcoming referendum vote on November 2nd. T Sploss is extremely important for us in Stockbridge, us in the county. We need to have this, we need to pass this. It deals with really anywhere from the five-year prior program for anywhere from 245 to 250 million. [3:20:48, 3:21:08]: Dollars and Stockbridge itself by being the largest city thus far. And we'll$30 million,$30.5 million would eventually come our way to do all kinds of projects when it comes to road extensions, a rock quarry, road widening of roads and side uh sidewalks and and all types of roads. [3:21:08, 3:21:28]: types of things that we just need in our community to make it more convenient for you to move about. Trail networks, all right. Connectivity. We need this. We need your support. We need you to vote yes on this when it comes up. And it's just a is this dealing with a penny. Deals with a penny. Say yes and deals with a penny and then it starts growing when you purchase items and people [3:21:28, 3:21:48]: Come through the town and spend money in Henry County, it's well worth it. It's something that we need to do to make sure that we have a very vibrant community. And unfortunately, folks, if we don't pass this collectively, we will suffer. All of us will suffer. It has nothing to do with ethnicities, has nothing to do with whether what political party with. All of us will suffer. [3:21:48, 3:21:50]: Suffer if this is not passed. [3:21:50, 3:22:10]: mind you so please if more information will come out we'll have a town hall at least one town hall in the city as as well to to educate uh the citizens you voters on everything that we need curb and gutter sidewalks things of this nature are all part of this process for the city of Stockbridge and uh we want to make sure that we we do this [3:22:10, 3:22:17]: And we help the city grow and get better in this process and make the life better for you, make my life better for us all. All right. [3:22:18, 3:22:21]: Uh so please more to come on that as time goes on. [3:22:21, 3:22:23]: November second, extremely important. [3:22:24, 3:22:26]: Upcoming meetings announcements, um [3:22:26, 3:22:40]: I want to mention the Main Street Advisory Board meeting the second Friday of each month, nine AM to uh nine AM it is on August thirteenth. The city council meeting uh by way of Zoom, uh Zoom right here is is um August uh sixteenth. [3:22:41, 3:22:45]: uh due to the gma annual conference and we'll be at uh savannah [3:22:45, 3:23:05]: uh from the fifth to the tenth of uh of August uh and then for our annual conference. So uh the downtown development authority meeting six p.m. by way of Zoom on the third Tuesday of each month, which is the each month, which is August 17th is the next meeting. [3:23:16, 3:23:25]: And then um our next city council meeting as we talked earlier would be August 31st uh of uh of the month. And um [3:23:26, 3:23:46]: Food truck tasty Tuesday went on today. We have issues and concerns that we need to discuss. Uh so I now need a motion to uh go into executive session, please. [3:24:35, 3:24:38]: I motion that we go into executive session for personnel. [3:24:39, 3:24:41]: Real estate and litigation matters. [3:24:41, 3:24:42]: Thank you. Um [3:24:43, 3:24:44]: Is there a second? [3:24:45, 3:24:47]: Okay. Okay, good. [3:24:47, 3:24:48]: All in favor, please indicate. [3:24:50, 3:25:10]: All right. And uh one last one last thing if you don't mind. I I see here I got a message that we're going to have a Bloom release tomorrow at noon at City Hall, uh in honor of CC since tomorrow here's her birthday. That's okay. I'll see you in a bit. Thank you. [3:25:44, 3:25:45]: Yeah. [3:38:02, 3:38:07]: Come here. All right, good deal. Okay, let's try this again. I need a motion to end the second session. [3:38:07, 3:38:08]: So more [3:38:08, 3:38:10]: A second. [3:38:10, 3:38:14]: Okay, this time it's again seconds that all in favor, indicate, please. [3:38:14, 3:38:15]: Aye.
