[0:34:43, 0:34:45]: uh for this I GA obviously [0:34:45, 0:34:48]: Um the total amount of the uh of the [0:34:48, 0:34:54]: Transportation splost as estimated is right at two hundred and forty-five to two hundred and fifty million dollars. [0:34:55, 0:34:56]: And so [0:34:56, 0:35:00]: If the voters ultimately do approve this, it would be a significant [0:35:00, 0:35:05]: uh amount of funds that can be utilized for transportation projects, improvements. [0:35:05, 0:35:07]: uh trail, sidewalks, etcetera. [0:35:08, 0:35:10]: And um it will be a significant [0:35:11, 0:35:12]: Confusion. [0:35:12, 0:35:15]: of funds that can help with our transportation network. [0:35:15, 0:35:18]: So with that, Mayor, we do recommend uh approval. [0:35:18, 0:35:20]: And uh would uh [0:35:20, 0:35:21]: Would seek any. [0:35:22, 0:35:24]: Any questions from council or comments from council? [0:35:25, 0:35:28]: I would uh also mention uh to our attorneys here, see Jeremy. [0:35:28, 0:35:32]: There are any comments from the attorneys related to the intergovernmental agreement as well. [0:35:33, 0:35:37]: Well let's start with the attorneys if they have anything first, uh, before we go to the council. [0:35:38, 0:35:40]: Any anything attorneys that you need to add? [0:35:40, 0:35:49]: At all. Thank you, Mayor and and uh Randy. Yeah, the the draft IGA has been uh circulating among the county and and relevant city attorneys. [0:35:50, 0:35:53]: pretty straightforward. Uh just lays out that you know the the [0:35:54, 0:36:01]: Municipalities believe everything is done correctly. This is all premised on the referendum occurring and then getting a majority vote. [0:36:01, 0:36:04]: uh the referendum it's a one percent tax [0:36:05, 0:36:09]: At that point, assuming it passes, then uh as stated in the agreement. [0:36:10, 0:36:13]: The city would of Stockbridge would get twelve point seven five percent. [0:36:14, 0:36:22]: And that would be allocated as the council uh approved at the special call meeting this past week on on the project list put forward. [0:36:24, 0:36:27]: Okay, thank you. Mr Washington, do you have anything you want to add, sir, at this point? [0:36:30, 0:36:31]: That was pretty much a good summation. [0:36:31, 0:36:33]: Okay, good. Thank you. Mayor Pro Tem, go ahead, please. [0:36:34, 0:36:54]: Uh thank you so much. Um I appreciate that uh those uh that explanation, uh Mr. Knighton. I just uh want you to do the last time we had this presentation, I got some comments from the folks who were watching who just this still did not understand what T Sploss was. [0:36:54, 0:37:14]: If you would just kind of go into a little bit more detail for the layperson on what T Splos is and the difference between T Splos uh and the regular SPLOS, as for example, that we have to spend uh these monies uh on uh transportation versus the general splots and those uh so [0:37:14, 0:37:15]: Sorts of things. [0:37:16, 0:37:20]: All right. I'll pass it on to Mr. Knighton for sir for that explanation, please. [0:37:22, 0:37:33]: Right, that is correct. T S Post is transportation special purpose local option sales tax in its current form was approved uh a couple of years ago, well, several years ago now. [0:37:33, 0:37:44]: From the uh General Assembly and the intent was to provide a funding mechanism specific for transportation projects for counties to be able to [0:37:44, 0:38:04]: I have a referendum that would speak directly to transportation projects, including acquisition, construction, installation of roadways, trails, sidewalks, road improvements, et cetera. And so this is different from what is the traditional SPLOST. The traditional SPLOST, of course, you can tell. [0:38:04, 0:38:17]: take and you can use funds for parks, for civic buildings, for sewer and water infrastructure. This is more specific to transportation and transportation related items. [0:38:18, 0:38:25]: And so obviously rec the recognition of uh the great need for transportation improvements throughout the state of Georgia. [0:38:25, 0:38:33]: Quite frankly, throughout the nation, this opportunity was provided by the General Assembly for voters to be able to vote to determine if an additional penny. [0:38:33, 0:38:41]: Uh, that's raised from goods and services that are purchased within the county can be devoted specifically to transportation projects. [0:38:41, 0:38:52]: And so uh this uh intergovernmental agreement uh binds the county and the cities together if everyone agrees, uh, that they'll move forward with the uh T Splash vote on November the second. [0:38:53, 0:38:57]: And it will be left up to the voters to determine if it is something that will be approved. [0:38:59, 0:39:11]: Well a follow-up. Folks, I want everybody to understand uh Stockbridge has their own list. Our list is just over thirty million dollars that this one one cent sales tax [0:39:11, 0:39:12]: We'll promote. [0:39:12, 0:39:14]: Please understand that [0:39:14, 0:39:17]: Uh according to county manager Sherry. [0:39:17, 0:39:21]: Matthews that we have a one billion dollar deficit in terms of [0:39:21, 0:39:25]: The amount of monies that it would take in order to solve our problem. [0:39:25, 0:39:30]: The regular budget year to year is fine. Let me make the d differentiation. [0:39:30, 0:39:34]: We need over a billion dollars to fix our traffic issues. [0:39:35, 0:39:36]: here in Henry County. [0:39:37, 0:39:38]: The state of Georgia. [0:39:38, 0:39:43]: does does not like for local governments to come to them empty handed. [0:39:43, 0:39:46]: They want you to have some skin in the game when you come. [0:39:47, 0:39:50]: And we will be able to do some of the projects that we desperately need. [0:39:51, 0:39:53]: And thank God to this county council united. [0:39:53, 0:39:56]: Да ви вообще фору мільйон долар. [0:39:56, 0:39:58]: Uh to the Rock Quarry Road Widening. [0:39:59, 0:40:02]: And two million dollars to the potential rock quarry road. [0:40:02, 0:40:03]: Extension. Henry County. [0:40:04, 0:40:06]: approve this agreement, they will be adding [0:40:06, 0:40:09]: twenty seven million. So please note. [0:40:09, 0:40:26]: When you see the dollar amounts for the city of Stockbridge, this list is just for us. But Henry County has several projects will total up to two hundred and forty five million. And if you would, Mr. Knight, if you would just go over the list uh for the for those who may not have tuned in the last time. [0:40:26, 0:40:28]: Just re read the list. [0:40:30, 0:40:31]: A project. [0:40:34, 0:40:35]: Immediately miss nine. [0:40:35, 0:40:38]: I'm sure give me just a moment here and I will pull that up. [0:40:44, 0:40:50]: Folks need to understand what they're getting and that this is awesome. The the thing the amount of things that we will be able to do. [0:40:51, 0:40:52]: Uh for the community. [0:40:52, 0:41:03]: And I hear it every single day. Traffic, traffic, traffic. We're trying to impact that. And we hear you a loud and clear here. And as far as sidewalks and connectivity. [0:41:04, 0:41:06]: Uh, we're trying to build an Atlanta belt line type trail. [0:41:06, 0:41:08]: throughout uh the entire city. [0:41:09, 0:41:17]: And uh if you are so fortunate to have this pass, we'll be able to do that and uh provide pedestrian safety for you. [0:41:23, 0:41:23]: Mm. [0:41:24, 0:41:25]: How's it coming, Mr. Knighton? [0:41:26, 0:41:29]: All right, give me just one second here. I will pull that up. [0:41:33, 0:41:34]: All right. [0:41:35, 0:41:40]: Hopefully uh everyone can oops. Let's go back. [0:41:41, 0:41:44]: Hopefully everyone can see this list. [0:41:46, 0:41:48]: Yeah, we can see it that there's uh okay. [0:41:49, 0:41:49]: Okay. [0:41:55, 0:41:58]: All right, you'll see the list here. If everyone can see that. [0:41:58, 0:42:10]: Again, the Wilson Nolan Street, Child Street, Wilson Street, Walker Street area,$2.5 million. There's also going to be AR um ARP fund support for that total project. [0:42:10, 0:42:14]: Davison Parkways resurfacing in sidewalks at 1.5. [0:42:14, 0:42:20]: Old Atlanta Road, resurfacing sidewalks at one point five million, Tie Street sidewalks at two point two. [0:42:20, 0:42:27]: million uh Davis Road Curb and Gutter 2.5 that will also be supported by ARP funds. [0:42:27, 0:42:31]: Reeves Creek Trail Extension, 2.8 million. Brush Creek, 2.4 million. [0:42:32, 0:42:35]: ML Key MLK Senior Heritage Trail. [0:42:35, 0:42:39]: Um a couple of different connections there at one at four hundred and twenty five. [0:42:39, 0:42:43]: thousand, three hundred and fifty five thousand and six hundred and twenty five thousand. [0:42:43, 0:42:45]: As well as a trailhead location. [0:42:45, 0:42:50]: five hundred thousand and then country club drive, traffic and safety improvements at a million. [0:42:51, 0:42:55]: Burke Street sidewalks, Love Street sidewalks at 500,000 each. [0:42:56, 0:43:00]: Walt Stevens Road Trail at three million dollars, Rock Croix Road Widening at$4 million. [0:43:01, 0:43:15]: Rock Quarry Road Extension at 2 million, and then Hudson Bridge Road Eagles Landing Parkway resurfacing at just over 489,000, as well as the downtown pedestrian bridge at 800,000, campground road sidewalks at 500,000. [0:43:15, 0:43:17]: And then Peach Drive sidewalks at three hundred thousand. [0:43:18, 0:43:20]: Totaling just over thirty million dollars. [0:43:21, 0:43:29]: Thank you. Appreciate it, sir. Thank you. Can and Council, any other council members any comments before we take this vote? Anyone else? [0:43:32, 0:43:36]: All right. Don't see anybody else on so I need a motion to accept this uh [0:43:36, 0:43:39]: Proposal. So move. Okay. Mayor Pro Tem's a second. [0:43:40, 0:43:49]: I second. Well, Miss Barber threw her hand up there. So all right. A good deal. Any further discussion? If not all in favor, please indicate. [0:43:50, 0:44:10]: Okay, unanimous decision. I will tell you uh council and for the public listening in, tomorrow afternoon I'll sign my portion of that IGA and have it picked up by it'll be picked up by Hemley County and then move on to the rest of the cities uh for those mayors who sign off on them as well. So we'll take care of that tomorrow afternoon. All right. On that note, uh [0:44:10, 0:44:27]: Uh new business council consideration to approve task order number 21 with TSW Incorporated City of Stockbridge Parks Master Plan in the amount of$124,060. And the funding source is SPLOSS and presented by Mr. [0:44:28, 0:44:31]: Aaron and I believe Mr. Aaron will have uh [0:44:31, 0:44:32]: Heather Hubble. [0:44:32, 0:44:34]: working with him on this presentation. [0:44:35, 0:44:36]: Away, please. [0:44:36, 0:44:56]: Yes, Ms. Mayor, thank you. The title of this task order is kind of a misnomer in that we initially were looking at doing some refreshment and renovation to our current park system. As everyone knows, they're beginning to show their age. We met with uh Heather Hubble with TSW to look at some different ideas for refreshing. [0:44:56, 0:45:12]: question the restrooms at Clark Park, Memorial and Gardner, along with the pavilions, the layout for them, and also looking at increasing parking at Memorial Park. And so I'll let Ms. Hubble speak to that as if anyone has any questions from her. [0:45:13, 0:45:13]: All right. [0:45:14, 0:45:15]: All right. How you doing, Heather? [0:45:16, 0:45:17]: Hi, good evening. [0:45:17, 0:45:18]: Good evening in you as well. [0:45:19, 0:45:30]: So I also have Brian Bays on the phone or on Zoom with me tonight. Um he is our landscape architect. I I think you know he assisted on the amphitheater as well. [0:45:31, 0:45:33]: Брайан і бот. [0:45:33, 0:45:36]: Spent about two hours of walking the parks. [0:45:36, 0:45:39]: All three parks uh with uh Mister Aaron. [0:45:40, 0:45:40]: Um [0:45:40, 0:45:42]: And discovered that there were uh [0:45:43, 0:45:50]: Quite a few functional issues. The parks are impeccably well maintained. Your main ta your maintenance crew does a wonderful job. [0:45:51, 0:45:51]: Um [0:45:52, 0:45:54]: But uh they are aged. [0:45:54, 0:45:57]: Uh there functional issues, uh [0:45:57, 0:46:01]: with how the parks want to be used uh but can't be used in their current state. [0:46:02, 0:46:03]: uh as well as [0:46:04, 0:46:08]: uh parking and kind of functional issues with the restrooms being not up to code. [0:46:09, 0:46:13]: Um so uh in walking through all three parks. [0:46:13, 0:46:13]: Uh [0:46:14, 0:46:18]: there's a lot that the city can get out of these parks, more than they are um currently. [0:46:19, 0:46:20]: Um so it [0:46:20, 0:46:22]: uh led us to a discussion about [0:46:23, 0:46:26]: Maybe we need to look at these parks holistically. [0:46:27, 0:46:29]: Uh, and there's a couple of ways we can do that. [0:46:29, 0:46:30]: One is [0:46:30, 0:46:34]: Um, look at the existing infrastructure and improve it. [0:46:34, 0:46:38]: Um and then one is deciding if we should not um [0:46:38, 0:46:43]: maybe discard some of the existing infrastructure and build some new. [0:46:43, 0:46:44]: uh infrastructure. [0:46:44, 0:46:54]: for instance, pavilions that work uh in a better function for the way they need to. Uh the mass pavilions I understand oftentimes have issues with multiple groups using them. [0:46:55, 0:46:56]: Uh, and how that works. So [0:46:57, 0:46:59]: What we are proposing to do is [0:47:00, 0:47:04]: Uh one get surveys for all three parks so we understand uh [0:47:04, 0:47:06]: the uh physical infrastructure there. [0:47:07, 0:47:08]: Uh how the parks are sloping. [0:47:09, 0:47:09]: Um [0:47:10, 0:47:12]: And h really have a base to work with. So [0:47:12, 0:47:15]: That's almost half of the proposal in front of you. [0:47:16, 0:47:18]: Um the other half is design work. [0:47:18, 0:47:20]: Uh we want to give you um [0:47:21, 0:47:26]: uh sets of bubble diagrams for each that show you how you can both use the infrastructure. [0:47:26, 0:47:30]: And then maybe discard some of the current infrastructure and improve them. [0:47:30, 0:47:35]: Um, those will give you options as well as cost for those improvements. [0:47:35, 0:47:39]: So that the uh city of Stockbridge can really determine which way is best to go. [0:47:40, 0:47:41]: Once that's decided. [0:47:41, 0:47:44]: Uh, then we'll move on to a more concrete. [0:47:45, 0:47:46]: uh scheme to move forward with. [0:47:47, 0:47:50]: Um, Brian, do you have additional thoughts you'd like to add? [0:47:53, 0:47:56]: I think that covers it. Did you mention the survey part of this? [0:47:57, 0:47:57]: Um [0:47:58, 0:48:12]: Correct. Uh the existing conditions surveying um is the consultant that um gas gaskins is doing that for us and it is about half of the proposal. Uh it it needs to be done to make sure that we can do the work we need to for you. [0:48:13, 0:48:23]: And that survey is is with residents. Is that what you're referring to? Or is it or is this with uh the council, the staff, uh primary residents, I'm assuming, is that correct? [0:48:23, 0:48:28]: So the surveys are physical surveys. It'll give us topo, existing trees. [0:48:28, 0:48:30]: where the structures are located. [0:48:30, 0:48:31]: Um [0:48:31, 0:48:40]: uh utilities so we can work within within the structure that's already there, uh, but also understand how we can manipulate it in ways that make sense. [0:48:40, 0:48:44]: Okay. So these are physical land surveys. Okay. Thank you. [0:48:44, 0:48:45]: Councilman Thomas, go ahead, please. [0:48:46, 0:48:59]: Thank you, sir. Um Mrs. Hubble, it it is uh good to see you again. Uh Mr. Baze uh also. Um let me say that uh I wanna thank uh Mr. Aaron for [0:48:59, 0:49:02]: Uh joining me today. We actually walked [0:49:02, 0:49:05]: А Мморю пак [0:49:06, 0:49:10]: А токрес і скоп обіз пропозол. [0:49:10, 0:49:12]: And I looked at what was [0:49:13, 0:49:17]: Uh you know, the scope of work for all of the park, but for memorial park. [0:49:18, 0:49:22]: And um I asked some questions of Mr. Aaron. [0:49:22, 0:49:23]: Um [0:49:24, 0:49:31]: The recommendation that I will eventually make, and I and I guess I may make a motion to do that. [0:49:31, 0:49:33]: I was concerned about um [0:49:34, 0:49:36]: connectivity [0:49:36, 0:49:37]: So [0:49:38, 0:49:40]: Uh the ML King [0:49:40, 0:49:43]: Uh, here for the trail, and as I talk about this, Mr. Nighting. [0:49:43, 0:49:45]: I may need you to um [0:49:46, 0:49:47]: Pool back. [0:49:48, 0:49:49]: Um [0:49:49, 0:49:51]: The the T splash listing. [0:49:51, 0:49:55]: Where you talked about the work that's going to be done uh on MLK. [0:49:56, 0:49:59]: Um, you know, at the um the bulkhead. [0:49:59, 0:50:03]: So'cause I think all of this is gonna tie in and I'm glad that we [0:50:03, 0:50:07]: We sort of discuss the T splash first because in my mind [0:50:07, 0:50:10]: Uh it does sort of tie in as far as [0:50:10, 0:50:14]: Um, you know, thinking forward, you know, moving it forward. [0:50:14, 0:50:17]: So um connectivity [0:50:17, 0:50:19]: Uh with Memorial Park. [0:50:19, 0:50:21]: The ML King Harris's trail. [0:50:22, 0:50:24]: And the Reese Creek Trail. [0:50:25, 0:50:26]: Uh presently [0:50:27, 0:50:28]: It is all fragmented. [0:50:29, 0:50:31]: And and I think um [0:50:31, 0:50:35]: With this scope of work and this proposal. [0:50:35, 0:50:39]: Uh I'm recommending um to be included in this proposal. [0:50:39, 0:50:43]: Some kind of uh connectivity where all of these entities [0:50:43, 0:50:45]: a sort of um join in. [0:50:46, 0:50:47]: Uh, you started mentioned parking. [0:50:48, 0:50:50]: Um, as all of the council members know. [0:50:51, 0:50:58]: Uh you know, there's a lacko parking there at uh memorial and hopefully um the steady um [0:50:58, 0:51:04]: Mrs. Hubble will sort of look into that and I believe it will. I know uh you mentioned that. [0:51:04, 0:51:07]: Uh and lastly, um [0:51:07, 0:51:09]: Асесибиліті [0:51:09, 0:51:11]: Um there is [0:51:12, 0:51:15]: You have to drive through the neighborhood to get to the park. [0:51:16, 0:51:20]: Um a lot of folks citizens really don't know the park is there. [0:51:20, 0:51:24]: Uh, I live in the neighborhood and I see folks all the time. [0:51:24, 0:51:31]: coming through the neighborhood trying to find it. They asked, well, how do you get to Memorial Park? Where is Memorial Park? [0:51:31, 0:51:34]: And we know with the widening of [0:51:34, 0:51:47]: Rock Quarry Road and that being sort of the the the gateway if you will uh to downtown from that particular area from People's Landed, uh that needs to be [0:51:47, 0:51:51]: some accessibility to get to the park, say from [0:51:52, 0:51:55]: Um ML King or Rockware. [0:51:55, 0:51:56]: So [0:51:57, 0:52:00]: Uh my recommendation is [0:52:00, 0:52:04]: To include in this proposal and in the scope of this work. [0:52:05, 0:52:08]: uh to look at these three things. Connectivity. [0:52:08, 0:52:10]: uh parking and [0:52:10, 0:52:11]: A new [0:52:12, 0:52:26]: uh accessibility to to to get to the park. And I'm willing to uh to put this into a motion, but I'll just sort of just stop and open this up for discussion or let you and Mr. Bayes uh sort of respond to those things. [0:52:29, 0:52:30]: Well, um [0:52:30, 0:52:36]: Those are all those are all great comments. And I think I think if I if I um [0:52:36, 0:52:40]: break those down into groups. There are two two of those that are kind of external to the parks. [0:52:41, 0:52:46]: uh the the park connectivity uh via trails and the access to the park. [0:52:46, 0:52:52]: Those aren't really uh in this scope of work, although I think they'd be extremely valuable to do. [0:52:52, 0:53:00]: Uh at the same time that we do this work. The parking uh question is part of this current proposal. [0:53:00, 0:53:04]: And we would we are, I think, at all the parks, um [0:53:04, 0:53:10]: Uh definitely looking at the parking situation and I think in all cases it needs to expand. [0:53:10, 0:53:15]: Um or at least uh be kind of clarified. I know at least two of the parks. [0:53:15, 0:53:20]: uh are desperately in need of kind of more parking. So that would be part of this. But [0:53:20, 0:53:23]: I definitely agree, uh uh [0:53:23, 0:53:25]: Connectivity between the parks is uh [0:53:26, 0:53:31]: Is tough right now and especially uh given how close the po parts are to each other. [0:53:32, 0:53:37]: I just disconnected by a bunch of different things. So I think those are those are good points for sure. [0:53:38, 0:53:41]: Uh Councilman Blood, before you before you weigh in. [0:53:41, 0:53:47]: Um let me do a follow up and and Mr. Nighting, the reason I sort of suggested you go back. [0:53:48, 0:53:50]: Um see considering [0:53:50, 0:53:53]: What we're trying to do uh with the teeth blosh. [0:53:54, 0:53:56]: Uh and with Emil King. [0:53:56, 0:53:57]: So [0:53:57, 0:53:59]: Mr. Knighting, what is your [0:54:00, 0:54:04]: Your concept looking at what we're trying to do with the T S bars. [0:54:04, 0:54:07]: What what what is what comes to your mind [0:54:07, 0:54:11]: As far as um at least connectivity. [0:54:11, 0:54:14]: And really uh accessibility as well. [0:54:14, 0:54:17]: And and and anything that we do on MLK in heritage trail. [0:54:18, 0:54:19]: А ви консир. [0:54:20, 0:54:21]: Uh Reese Creek. [0:54:22, 0:54:23]: And memorial. [0:54:23, 0:54:26]: Um and and and and again [0:54:26, 0:54:28]: You know, we're trying to enhance. [0:54:29, 0:54:33]: uh M. M. King and when you get into the other subject of tourism. [0:54:33, 0:54:38]: Um and I don't really want to get into what people are actually seeing. [0:54:38, 0:54:49]: um when they drive the Heritage Trail, because we're always putting the name ML King Heritage Trail out there. And so folks are actually riding the trail. [0:54:50, 0:54:52]: And um and so [0:54:52, 0:54:56]: We need to give them something to be able to see. [0:54:56, 0:55:05]: Uh, as opposed to what they see right now. So, Mr. Night, so before Councilman Blount weigh in, um, how do you see [0:55:06, 0:55:09]: uh the tees blush and the [0:55:10, 0:55:12]: Um this proposal. [0:55:12, 0:55:15]: Uh how how do you see these things sort of? [0:55:15, 0:55:16]: Going hand in hand. [0:55:17, 0:55:22]: Yes, uh councilman. Um and I did pull up the the list again. [0:55:22, 0:55:26]: Um and as you can see on the list, there are dip they're really [0:55:26, 0:55:27]: Really four different [0:55:28, 0:55:31]: Items there specific to MLK Senior Heritage Trail. [0:55:31, 0:55:37]: and the different linkages in trailhead that are coming together to provide some level of connectivity. [0:55:37, 0:55:41]: In addition to the Reeves Creek Trail extension, which all ties in together. [0:55:41, 0:55:46]: But this exercise that TSW is or is being proposed for TSW. [0:55:47, 0:55:55]: Is to to to upgrade and improve uh in this case we're talking memorial park, memorial park, but then also the T Splots list. [0:55:55, 0:56:00]: Із тent он провинди коннективі. [0:56:00, 0:56:12]: uh via um trails um and sidewalks even in the um tie street area. We look at the sidewalk projects that are there and then the other projects, Wilson Street um [0:56:12, 0:56:17]: And all of those projects as well, providing uh sidewalks on those projects as well as [0:56:18, 0:56:22]: The four projects that I mentioned specific to MLK H Senior Heritage Trail, which were [0:56:22, 0:56:25]: Extracted specifically from [0:56:25, 0:56:29]: The bicycle pedestrian trail master plan that was done a few years ago. [0:56:29, 0:56:32]: uh twenty seventeen, I believe, uh by the city. [0:56:32, 0:56:38]: And so I see all of these things uh layering on top of each other to provide connectivity and then provide. [0:56:39, 0:56:43]: The civic space, the the park, memorial park, making some improvements at the park. [0:56:43, 0:56:55]: to provide a better experience uh for citizens uh yeah you know in the future because you know parks is you know one of the major things that was discussed in the comprehensive plan. [0:56:55, 0:57:07]: Of continuing to provide those civic spaces. And so those trail linkages here, as well as the other um improvements that are being proposed, as well as the [0:57:07, 0:57:16]: Other sidewalk proposals in the T S Plus list, I think, tie all together to provide connectivity in and around the Memorial Park area. [0:57:17, 0:57:21]: So with that being said, um, is there a need for [0:57:22, 0:57:25]: Um a motion to add [0:57:26, 0:57:29]: to the uh scope of work that uh TSW is doing. [0:57:33, 0:57:53]: Or is that or is that in motion? Well let me let me let me let me say this for a second. You know, on that splots list of those connectivities, those certain pieces of tw point twenty-five miles, seven point seventy-five a mile, won't those automatic if you do those, won't those automatically connect and and do what you're asking that uh to do, right? [0:57:53, 0:57:58]: Now Thomas and Mr. Thomas? Well, the accessibility. [0:57:58, 0:57:59]: To the park. [0:58:00, 0:58:03]: Uh whether it's from Rockware or ML King. [0:58:03, 0:58:10]: Uh no now Mr. Aaron and I sort of talked about some possibilities when we looked [0:58:11, 0:58:21]: to the uh properties that the city owns uh on ML King. But see, this is the reason why I'm asking, um is there a motion needed to [0:58:21, 0:58:22]: Um [0:58:23, 0:58:25]: To add to the scope of work because [0:58:25, 0:58:32]: I I think a study or some kind of engineering needs to be done to actually to see where. [0:58:32, 0:58:36]: Um you could make a entryway. [0:58:37, 0:58:47]: into the park from ML King or from uh Rockware Road. So if if we don't include that in, then I don't see [0:58:48, 0:58:51]: And I don't know, Ms. Help, you you can you can answer this, Mr. Name, but [0:58:52, 0:58:55]: The way I read the the scope. [0:58:55, 0:58:57]: Of work in the proposal. [0:58:57, 0:59:01]: I did not see that as a part of the scope of work. [0:59:01, 0:59:05]: Uh if I'm wrong would would someone please uh tell me that. [0:59:06, 0:59:07]: I think. [0:59:08, 0:59:09]: Heather, go ahead, Heather. [0:59:10, 0:59:22]: Um well, I think what I'm understanding is that uh there may need to be a new road piece uh to get better direct connection instead of going through the neighborhood roads. Is that is that what I'm hearing? [0:59:22, 0:59:25]: That is that is correct. That needs to be an assessed. [0:59:26, 0:59:28]: The way that you can assess the park. [0:59:28, 0:59:33]: Um without actually coming to the neighborhood because it is a [0:59:33, 0:59:35]: Wind and turn and [0:59:36, 0:59:41]: kind of situation action to get and you can get to it from MLP. [0:59:41, 0:59:44]: Uh but you still have to turn [0:59:45, 0:59:49]: Uh second street, then you have to turn on Jenny's way. [0:59:49, 0:59:51]: Uh but that is not the [0:59:52, 0:59:54]: In my mind, that is not the best. [0:59:55, 0:59:57]: uh access to the park. [0:59:58, 1:00:12]: Uh and I I don't think so. And I'm, you know, Councilman Blount, um, he he's familiar with this, so he may want to weigh into that point. Um, but uh but the question still stands though, Mr. Night, do we need to broaden? [1:00:12, 1:00:15]: The scope of work for [1:00:15, 1:00:18]: T SW to look at this because as I see [1:00:18, 1:00:20]: uh the proposal the way it is now. [1:00:21, 1:00:22]: I don't see [1:00:23, 1:00:24]: That [1:00:24, 1:00:27]: Um being a part of the scope. [1:00:27, 1:00:31]: Right. I think the primary scope was focused on the park itself. [1:00:32, 1:00:38]: And so in conjunction with the T-SPLOST list and either any other improvements that are being made in the area, I think what [1:00:38, 1:00:39]: I understand you correctly. [1:00:40, 1:00:48]: The scope would be expanded for TSW to assess and analyze the current and future projects that we have. [1:00:48, 1:00:50]: In terms of trail connectivity. [1:00:50, 1:01:02]: with the park and determine essentially if there are any gaps there or if there are any new segments that need to be added at some point to complete a comprehensive trail connectivity. [1:01:02, 1:01:06]: From MLK Senior Heritage Trail and the surrounding area to the park. [1:01:08, 1:01:15]: Well, I let me put it this way, Mr. Nine. That that's not a fancy way of saying it. I uh for me, it's just real simple. [1:01:15, 1:01:17]: Um, how do you get to the park? [1:01:18, 1:01:20]: From Rockware. [1:01:20, 1:01:23]: How do you get to the park from MLK? [1:01:23, 1:01:25]: And so if if that is not [1:01:26, 1:01:29]: A part of the scope if it's not planned. [1:01:30, 1:01:35]: uh you know to to actually to to do just that, then I'm saying that it needed to be added. [1:01:36, 1:01:39]: Uhhuh. What I'm hearing, you're saying that at at this point. [1:01:40, 1:01:40]: It's about [1:01:41, 1:01:42]: The park separately. [1:01:43, 1:01:45]: It's about ML King separately. [1:01:46, 1:02:01]: It's about Reed's Creek Trail separately. But there's not the connectivity or that's not the access to uh to get into the park. But Mayor I'm I'm gonna yield to Councilman Blount, but I I I do uh reserve to to come back because I'm still not really here and [1:02:02, 1:02:03]: Uh the answer to the question. [1:02:03, 1:02:05]: Can I ask just one more question? [1:02:05, 1:02:11]: Um is this vehicular? You're looking for a vehicular access point, not just a trail access point. [1:02:12, 1:02:13]: Correct, correct. [1:02:14, 1:02:23]: Um, you know, I do think it's a it's a scope extension. We probably need a little bit more surveying limit on that side of the park uh than what we had planned to do. [1:02:24, 1:02:26]: Um, but I think that we can absolutely explore. [1:02:27, 1:02:28]: uh that connection. [1:02:28, 1:02:31]: It is a very awkward arrival. Uh [1:02:31, 1:02:37]: to get there. So I could see why that would be advantageous. Uh Brian, do you have thoughts on that? [1:02:38, 1:02:39]: Yeah, it may be uh [1:02:41, 1:02:44]: You know, the easiest thing maybe to do is just [1:02:44, 1:02:47]: Is with some of our initial planning. [1:02:47, 1:02:54]: Um we may not even need to go get surveying at this point, but just kind of assess what the opportunities for connectivity are. [1:02:54, 1:02:58]: With a road, I mean I know there's some low areas there, there's some water and some other [1:02:59, 1:03:01]: kind of obstacles, but we can probably [1:03:02, 1:03:08]: without making a huge investment in a survey at this point, uh you will eventually have to decide to do the connection. [1:03:09, 1:03:14]: Uh we could probably assess that. I mean uh the last thing we want to do for Memorial Park is [1:03:15, 1:03:18]: Uh, you know, plan a bunch of parking changes if [1:03:18, 1:03:23]: There's a potential for the drive entrance to completely move. Um [1:03:23, 1:03:26]: Because then we'd have to walk back a little bit. So [1:03:26, 1:03:27]: I mean, yeah. [1:03:27, 1:03:33]: For for us, if that's a real possibility, then I would definitely make sure that that's part of [1:03:33, 1:03:34]: What we look at. [1:03:35, 1:03:36]: That's that's the future. [1:03:36, 1:03:37]: Yeah. [1:03:38, 1:03:41]: Mayor, I'm gonna use it to Councilman Blount. Okay, Mr. Blount, go ahead, please. [1:03:42, 1:03:44]: Yeah, Mayor, thank you, sir. Um [1:03:45, 1:03:48]: I think three things when it comes to Memorial Park is happening here. [1:03:49, 1:03:52]: Is that what we're talking about right now? We talked about over two years ago. [1:03:54, 1:03:59]: Uh when we talked about connectivity, road connectivity into the park. What we talk about right now, we talked about [1:04:00, 1:04:04]: Over two years ago. Uh Mr. Knighton, you know that we went out there, we looked at uh [1:04:05, 1:04:22]: uh look at the park and we had someone told show us the design that could happen that could fix immediate need. See any project, the best thing you can do, what can you do to fix immediate need and what can you do to put yourself in a position when you expand to fix the uh uh other needs that are available, you know, because [1:04:23, 1:04:31]: Uh, I don't know if you are familiar with the Bank of America right there off of North Henry Drive. To go up in that Bank of America, one of the branches I've used, was crazy. [1:04:32, 1:04:39]: I mean it was crazy going there, but a simple moving around parking spaces and design in there. [1:04:39, 1:04:49]: made it a more comfortable and usable parking lot to use. And one of the things that was told to us, Mr. Knighton, which you was there, is what could be done. [1:04:49, 1:04:54]: to increase uh parking spaces by over thirty parking spaces. I think it was thirty-seven. [1:04:55, 1:04:58]: I think the biggest problem we're having that we're continuing and [1:04:59, 1:05:06]: Making emotion could is a good thing, and timelines are a good thing because I find us when we're talking about projects. [1:05:06, 1:05:13]: We w we need we need staff following through with those projects and bringing recommendations and telling us what the cost is gonna be. [1:05:13, 1:05:26]: And I think over two years, these these when we're talking about Memorial Park, there's nothing moved on Memorial Park. There's nothing moved for us the street store, anything with Memorial Park. And we've been talking about this over two years. [1:05:27, 1:05:28]: So [1:05:28, 1:05:32]: When we bring these things up, these are the desires of the council. [1:05:32, 1:05:51]: And so I would like to see these things follow through, unless we're just blowing in the wind as the fade away without any follow-up and recommendations and telling us costs where we can start moving on some of these projects that could be low-hanging fruit, like the parking lot, 37 more parking spaces, even if you expand and do whatever to the park. [1:05:51, 1:05:53]: You still clear land. [1:05:54, 1:06:03]: You're clearing trees on one uh uh uh we talked about clearing those trees on the frontish part that those those the pine trees are just hanging out. It's some things, in my opinion, my opinion. [1:06:03, 1:06:06]: That could have been done immediately, could be done right now. [1:06:07, 1:06:19]: to imp to make improvements. Improvements. This is where the community believes that this council uh uh uh is have concerns of a community when the immediate needs are starting to look like something is being done. [1:06:19, 1:06:28]: But when we look at a park that's been sitting there over two years and we talk about the same thing over two years, what does that get into us as elected officials? It looked like we don't even care. [1:06:29, 1:06:39]: So nothing is coming back to us. When we sit there and we get these groups together, we get these uh uh uh engineers and all these people together and they give us ideas if there's no follow-through. [1:06:40, 1:06:45]: Then we're sitting here turning our wheels and we end up in a meeting over two years now later talking about the same thing. [1:06:46, 1:06:48]: To me, that's unacceptable. [1:06:51, 1:06:53]: All right, uh Mirapotem, please go ahead. [1:06:54, 1:07:00]: Let's just cut to the chase. Okay. In the last two years, the council had an opportunity to move forward. [1:07:00, 1:07:01]: On a property. [1:07:02, 1:07:03]: In the area. [1:07:03, 1:07:06]: Decided not to. Somebody else bought it. [1:07:06, 1:07:12]: That's what happened. Okay. We could have done that, but we could not get a consistency on the council. [1:07:12, 1:07:13]: To move forward. [1:07:13, 1:07:15]: And purchase this property. [1:07:15, 1:07:17]: Uh that was ideal. [1:07:17, 1:07:21]: Now we will have to revisit it because someone else has purchased that particular property. [1:07:22, 1:07:26]: But I agree with Councilman Thomas. Let us not move down this road. [1:07:27, 1:07:30]: Get everything done and then we gotta tear it up. [1:07:31, 1:07:34]: to go ahead and we'll access a new drive. [1:07:34, 1:07:37]: I I too was looking at those properties on the map. [1:07:38, 1:07:40]: And the city does own sever several parcels. [1:07:41, 1:07:42]: Uh along [1:07:42, 1:07:44]: Uh M L Kell Senior. [1:07:44, 1:07:50]: MLK Senior Trail that we could access. There's an access right there at MLK. [1:07:50, 1:07:53]: Uh and second street, and there's also another access. [1:07:54, 1:07:58]: Which uh I I have put out there to the council, which is right there at the bridge. [1:07:58, 1:07:59]: In the right of way. [1:08:00, 1:08:03]: uh that we already own, but it can be done in multiple ways. [1:08:03, 1:08:07]: They are the experts to be able to look at it and to assess it. [1:08:07, 1:08:10]: I think once they take a look at it. [1:08:10, 1:08:12]: They'll see there's a easy answer. [1:08:12, 1:08:15]: From Rock Cory Road, you can see the trail. [1:08:16, 1:08:18]: From Rock Hoy Row. [1:08:18, 1:08:20]: If you in the utility is [1:08:20, 1:08:23]: He's met the Georgia Powerheads. [1:08:23, 1:08:38]: You could extend the trail right there through that easement all the way to Rock Quarry Road, uh with uh right there through the through the utility easement, and then you for the pedestrian access to the park, and then you could have a trailhead. [1:08:39, 1:08:46]: uh as well along mlk so you can do both because we know that rock quarry road is going to be widened [1:08:46, 1:08:48]: to four lanes with a ten foot path. [1:08:48, 1:08:59]: along one side of that so that easement will get the trail out of the woods to Rock Quarry Road for pedestrian access and then [1:08:59, 1:09:09]: Uh you could uh you certainly I certainly support a new interest because it is twisted. Because I send people over there all the time and they said I got lost. [1:09:09, 1:09:17]: I could not find it. I tried to take a left. They took a left on second street and they kept going and they could not see it. So [1:09:17, 1:09:19]: I certainly support increasing [1:09:19, 1:09:20]: This scope of work. [1:09:20, 1:09:24]: As a matter of fact, I was gonna make a similar suggestion myself. [1:09:24, 1:09:28]: But I think Councilman Thomas has taken the lead on that in order to do it because [1:09:28, 1:09:29]: Think about it. [1:09:29, 1:09:33]: It you know, just like on the amphitheater and and the things that we do, we need to make sure that [1:09:34, 1:09:49]: connectivity is in everything that we do on these projects because the last thing we want to do is get to the endpoint and realize that it's disjointed in the way that uh it's being done. So I certainly support uh that scope uh increasing scope. [1:09:50, 1:09:51]: And secondarily to that [1:09:52, 1:09:53]: Um [1:09:53, 1:09:59]: And when I saw this uh and I mentioned this to Mr. Knighton, when I saw Master Trail, Master. [1:10:00, 1:10:04]: part plan. I thought, oh wow, we're gonna look at the entire city. [1:10:04, 1:10:06]: in its entirety and we're gonna do everything. [1:10:06, 1:10:17]: Maybe that's a secondary scope of work that needs to come back as we look at and I think Mr. Aaron, you remember that you mentioned uh a pocket park plan for us about [1:10:18, 1:10:19]: Two years ago. [1:10:19, 1:10:22]: Uh as well that we're gonna do a plan of pocket parks. [1:10:22, 1:10:23]: Throughout the city. [1:10:24, 1:10:41]: And as the city endeavors to go forward uh with the connectivity and the trails, it will be a perfect time to do all of those where you do the trailheads, you do the parks, and everything is cohesiveness and the connectivity is introduced. [1:10:42, 1:10:44]: As Councilman Thomas said, because [1:10:44, 1:10:45]: Once we get [1:10:46, 1:10:47]: Everything. [1:10:47, 1:11:00]: out there and we're working on these trails. We don't want to get to the trail, uh get the part already done. And then we get to the trail plan and then we're trying to figure out how to get to the park. We need to be proactive. [1:11:00, 1:11:05]: and making sure that the access is done when we start working on the trail. [1:11:07, 1:11:08]: Mr. Thomas, go ahead, please. [1:11:09, 1:11:09]: Um [1:11:10, 1:11:11]: Is [1:11:11, 1:11:14]: It it's hard for me to to vote for [1:11:15, 1:11:24]: the scope of work that's being uh laid out for Memorial Park, you know, this scope I I think fit well with Gardner Park and Clark Park. [1:11:25, 1:11:26]: But for memoria. [1:11:27, 1:11:35]: There is a greater need, and and you just heard uh that greater need from from three of us already. [1:11:35, 1:11:53]: And we don't and you know, and I don't want to do anything as Mr. Bay said, we don't want to do something and then we have to come back and tear that up because we have gotten to this point in the future. And as Councilman Blount said, we we have been talking about this for a while. Uh it was said that Falcon was going to [1:11:54, 1:12:05]: uh do something, you know, a beard was gonna go out. But you know, but but nothing has happened. Now I I do understand that we as a council, uh Mr. Night, we have a lot on the table. We have a lot of [1:12:06, 1:12:09]: uh financial obligation that's on the table. [1:12:10, 1:12:12]: I I get that part, but [1:12:12, 1:12:15]: If we're going to do this. [1:12:16, 1:12:18]: For memorial part. [1:12:19, 1:12:27]: I I don't see voting for this for memorial because what we just identified, I think, is. [1:12:27, 1:12:37]: um you know, set of presidents first that this just needs to be done first, uh, because it it is a problem. And and again. [1:12:37, 1:12:42]: Uh you know, uh I I'm talking future. I'm thinking forward. [1:12:42, 1:12:43]: Um [1:12:43, 1:12:46]: And as I say all the time, future forward. So [1:12:47, 1:12:52]: For Memorial Park, this this is where we are now. Again, I I can't vote for this. [1:12:53, 1:13:01]: uh unless we sort of gonna uh add, you know, uh to the scope. Now, uh, Mr. Aaron and I, while we were there, [1:13:02, 1:13:05]: We talked of some scenarios for [1:13:05, 1:13:06]: Park it. [1:13:07, 1:13:13]: Uh I don't know Mr. Aaron if if if this is appropriate sort of to bring those things up and [1:13:14, 1:13:16]: I I saw it, I understood it. [1:13:17, 1:13:29]: Um, I'm sort of lukewarm about it, but I do understand and then I do see it. And and and and it makes some sense, but it does change, you know, the scope of Memorial Park with the [1:13:30, 1:13:36]: parking that you sort of recommended. Um don't know if it's gonna come up tonight, but [1:13:36, 1:13:40]: I I just can't see going in this direction for Memorial Park. [1:13:41, 1:13:42]: When [1:13:42, 1:13:43]: The greater need. [1:13:44, 1:13:45]: It's what we just expressed. [1:13:47, 1:13:55]: Well, Mr. Thomas, since you mentioned about the parking issue, Deshus, uh, do you want to talk about that further? What what you all talked about about the these additional options, I guess it is. [1:13:56, 1:14:00]: Uh well we discussed some of the options that uh Heather had Heather [1:14:01, 1:14:07]: had uh suggested or recommended possible options for increasing the parking over there as well as well as Brian. [1:14:07, 1:14:08]: Anna. [1:14:08, 1:14:09]: Uh uh. [1:14:10, 1:14:20]: Uh it's a very wonderful plan suggestions and recommendations she had. I think Councilmember Thomas's main concern is a an additional entrance. [1:14:20, 1:14:28]: into Memorial Park and I I think that can definitely be a part of this discussion and task order was simply adding it to it. [1:14:28, 1:14:36]: But uh the recommendation that Heather had about increasing the parking, I think it'll work wonderful, wonders for Memorial Park. [1:14:38, 1:14:38]: All right. [1:14:39, 1:14:45]: Heather, do you want to explain farther? I'll get you Mr. Blount in just a second. Heather, you want to explain that that parking issue any further? [1:14:45, 1:14:54]: Sure. I you know, I think the neighborhood has experienced some some parking issues. Um, those roads, as you know, are are um narrow. [1:14:54, 1:14:58]: Uh and then to park on them because there's no parking spaces in Memorial Park. [1:14:59, 1:15:00]: has created issues. So [1:15:01, 1:15:08]: That's uh one reason why we suggested this kind of two part uh design and concept for the parks. [1:15:08, 1:15:10]: Um these kind of rougher [1:15:11, 1:15:11]: Uh [1:15:12, 1:15:16]: programmatic bubble diagrams will give us a chance to say [1:15:16, 1:15:22]: Okay, we could do we could double the parking, but this is what it's going to do to the park. And is that really what you want? [1:15:23, 1:15:25]: Or do we provide less parking? [1:15:25, 1:15:28]: make it a little bit more efficient, but you still have, you know. [1:15:28, 1:15:29]: Um [1:15:30, 1:15:35]: a good amount and it gives you a chance to kind of look at those give and takes. [1:15:36, 1:15:39]: before we go completely down the road with a concept. [1:15:39, 1:15:46]: Uh and that's um you know, so we're not saying tonight that you need to double that parking. We know that there's a parking issue there. [1:15:46, 1:15:48]: And this needs to address that. [1:15:49, 1:15:50]: So that's our intent. [1:15:50, 1:15:52]: Okay, thank you. Mr. Blount, go ahead, please. [1:15:52, 1:15:55]: Yeah, two things real quick, Mayor. Um [1:15:55, 1:15:57]: No, Councilman Thomas mentioned Falcon. [1:15:57, 1:16:00]: But I don't know if he was aware that Falcon design [1:16:01, 1:16:06]: Went out there with and Mr. Knighton was present at the time and and quite a few recommendations came. [1:16:07, 1:16:09]: From that visit. I don't know if he was aware of that. [1:16:10, 1:16:14]: Uh and those are the kind of things I'm talking about when we're talking about [1:16:14, 1:16:32]: resolution and there and we get the entities out there to look at situations, there has to be some type of follow-up. Um second, Heather, with the with everything that you are talking about with uh Clark Park, uh one of the things that I noticed uh this um past um [1:16:33, 1:16:36]: Mayor Ford, I think you had your event uh this past uh [1:16:37, 1:16:53]: Friday. Correct. Is it Friday? Friday afternoon. We had rain prior to that event. And I see that a lot of standing water that Clark Park has really bad drainage around there. Would this address those issues? Because one of the things that I saw. [1:16:54, 1:17:00]: Is is a mosquito haven out there because there's no drainage. There's no [1:17:00, 1:17:08]: The the water drainage around that park is is great over in the dog park area uh uh from the parking lot through the grassy areas. [1:17:08, 1:17:11]: The the drainage over there is very bad. Is that a [1:17:12, 1:17:21]: Is that something that you all are doing for us? Any des the designs for the water raw? Is that in your scope of uh what you're doing with the park? [1:17:24, 1:17:39]: Um we have noted uh that issue. We've we've also uh seen evidence of it. We uh Mr. Aaron walked us through what was going on, um, and it definitely needs to be addressed. And I'm gonna let Brian uh provide more information about how we'll do that. [1:17:40, 1:17:49]: Yeah, so we're aware we're aware of the problem. Um this is not a detailed engineering study, what what it will do, what getting a survey will do. [1:17:50, 1:17:54]: Uh will tell us where we can and can't fill. That's a low area, it's a floodplain. [1:17:55, 1:17:58]: A good bit of it's a floodplain, some of it might be a flood way. [1:17:58, 1:18:00]: Um and you know uh [1:18:01, 1:18:08]: The first thing we gotta do is figure out where those lines of demarcation are because outside of that, we can do things to to help. [1:18:09, 1:18:11]: inside of that area we can still um [1:18:12, 1:18:16]: We can improve drainage, and when I say that, we can improve uh [1:18:17, 1:18:22]: How quickly the water exits, or how the water exits, or focus uh [1:18:22, 1:18:28]: uh ways for the water to get out or create low spots so the water can go in so it collects a little differently. [1:18:29, 1:18:33]: If there are contact or uh if there are uh conflicts like that. [1:18:34, 1:18:40]: Um so that will be part of the study we do. And I think I think uh what would come out of this study are [1:18:40, 1:18:45]: Probably recommendations uh for additional detailed studies. [1:18:46, 1:18:53]: And that's that's really when the engineers would come in uh and look at the hydrology and all that uh detailed stuff. So [1:18:54, 1:18:57]: And I think the important difference between [1:18:58, 1:19:03]: just calling an engineer to do this and calling us to do it as Heather pointed it out. [1:19:04, 1:19:18]: We're going to look at multiple different ways to solve this problem. And we're also going to look at the cost of multiple different ways to solve the problem and let this group and other folks at the city give input so that we're picking the right solution. [1:19:18, 1:19:20]: And then we're gonna let the engineers. [1:19:20, 1:19:24]: you know, do the the black and white work it takes to actually get the drawing. [1:19:25, 1:19:30]: uh for the detailed hydrology done. So that's kind of how the process for that part would work. [1:19:31, 1:19:32]: Right. [1:19:32, 1:19:34]: Miraport Tim, go ahead, please. [1:19:34, 1:19:51]: Yeah, I think what we've really been describing tonight is w the the the original title of what we need is our is is is listed. The scope of work is not that. What we really need is a master park plan. [1:19:52, 1:19:56]: That looks into all of these details that we just talked about, which is [1:19:56, 1:19:57]: The connectivity. [1:19:58, 1:20:00]: It would look into [1:20:00, 1:20:03]: Uh all of the elements in the park. [1:20:03, 1:20:04]: That we're talking about. [1:20:05, 1:20:05]: It will look at [1:20:06, 1:20:07]: Down the road. [1:20:07, 1:20:08]: In the future. [1:20:09, 1:20:09]: Uh [1:20:10, 1:20:13]: Additional parks that might be needed throughout the city. [1:20:13, 1:20:14]: It would also look at [1:20:15, 1:20:19]: As we get ready to work out our master trail plan, it will locate where [1:20:19, 1:20:21]: We're gonna put our trailheads at. [1:20:22, 1:20:25]: And then as Mr. Knighton stated, I mean Mr. Aaron stated. [1:20:26, 1:20:37]: uh we uh when we had at our retreat in twenty eight twenty seventeen, I think it was eighteen, uh about the uh pocket parks plan. So we'd have a total scope all over the city. [1:20:38, 1:20:41]: Where we could look at the improvements that are needed. [1:20:41, 1:20:44]: Uh in all of these parts that could be put together. [1:20:45, 1:20:57]: You know, we don't have we we don't really have a park in the Walt Stevens area. Will we have one in the future? I don't know. But I think I think we should. Those are the kind of things that you would be able to look forward at by doing a complete [1:20:58, 1:21:00]: Master Parts Plan. [1:21:00, 1:21:01]: For the city. [1:21:01, 1:21:06]: and encompassing, but I certainly would not want to go and do anything [1:21:07, 1:21:11]: What we're talking about tonight with the limited scope of work, but indeed. [1:21:11, 1:21:14]: the master parks plan would deal with [1:21:14, 1:21:15]: The here and now. [1:21:16, 1:21:17]: The connectivity. [1:21:17, 1:21:19]: And future. [1:21:19, 1:21:21]: uh park locations. [1:21:21, 1:21:24]: as well uh and as beautification throughout the city. [1:21:25, 1:21:27]: Uh Councilman Thomas, go ahead, please. [1:21:27, 1:21:35]: Well uh Mayor Pro Tem sort of just threw um a little bit more into this, so he sort of threw me off with with that. [1:21:35, 1:21:40]: Um what I was originally gonna say, you know, here we are tonight. [1:21:40, 1:21:42]: Uh, with this proposal on the table. [1:21:43, 1:21:47]: Um I I understand it's just a um [1:21:47, 1:21:50]: A proposal, it's a study, it's a survey. [1:21:51, 1:21:55]: But I my my original question though was still [1:21:57, 1:21:59]: Will this steady [1:22:00, 1:22:02]: include [1:22:03, 1:22:05]: The possibility of [1:22:05, 1:22:08]: Uh a study that will look at [1:22:08, 1:22:11]: uh connectivity and accessibility. [1:22:12, 1:22:15]: Now it seemed to include parking. [1:22:15, 1:22:16]: Um [1:22:16, 1:22:18]: That was my third. So [1:22:18, 1:22:21]: I'm still sorta asking this question. Um [1:22:23, 1:22:31]: If we're going to vote on this, then I don't know from what I'm hearing, I don't know if it's doubtful that uh you know we're going to actually [1:22:31, 1:22:33]: Render a vote tonight on this is [1:22:34, 1:22:41]: We threw a lot at you, uh, Mrs. Hubble and Mr. Mr. Bay. We threw a lot in this, uh, Mr. Aaron and uh Mr. Nightingale. [1:22:42, 1:22:43]: I I'm still a little [1:22:44, 1:22:47]: Uh I still have questions. [1:22:48, 1:22:53]: Let let me see if I could ask this question this way, uh uh m Mrs. Hubble. [1:22:53, 1:22:58]: Um I know everyone, I know y'all are looking for a vote tonight. [1:22:59, 1:23:00]: To do [1:23:01, 1:23:03]: And I put a question mark there. [1:23:04, 1:23:10]: And I understand, you know, and I know Councilman Blount threw out something, another issue about Clog Park. [1:23:10, 1:23:15]: And you know, this proposal may fit well with the other two bars. [1:23:15, 1:23:17]: Um, but with memorial pop. [1:23:18, 1:23:21]: It seems that there is a is a higher hurdle. [1:23:21, 1:23:23]: uh to to to jump. [1:23:24, 1:23:24]: So [1:23:25, 1:23:28]: Mr. Nighton, Mr. Bayes [1:23:28, 1:23:32]: Uh Miss Hubble, I I saw that still need to answer because [1:23:33, 1:23:34]: Again. [1:23:34, 1:23:36]: I don't want to vote on this. [1:23:37, 1:23:40]: For Memorial Park, if it's not going to meet [1:23:40, 1:23:42]: The knees. [1:23:42, 1:23:49]: Other concerns that we have for Memorial Park. It could be uh a preliminary step. [1:23:50, 1:23:57]: Uh, but I think at some point we got to address it. And as Councilman Blount said, you know, we've been talking about Memorial Park for two years. So [1:23:58, 1:23:59]: Um [1:24:01, 1:24:05]: I mean so so where are we? So I'm just saying is [1:24:05, 1:24:08]: I I don't know if I could vote for it if this is if [1:24:08, 1:24:11]: If the work is not going to be done. [1:24:11, 1:24:15]: To bring back uh some answers. [1:24:16, 1:24:24]: I you know, I just I just don't see how I could I could actually vote for it if it's not going to meet the concerns. So Mr. Nighton. [1:24:24, 1:24:26]: Yeah. So [1:24:26, 1:24:27]: Yeah, miss. [1:24:27, 1:24:28]: Chaos. [1:24:29, 1:24:31]: Okay. Go ahead. [1:24:31, 1:24:35]: Yes, I was gonna say that um obviously there have been a number of things that have been raised tonight. [1:24:36, 1:24:41]: Um, which are broader than the proposed scope that we brought to you. [1:24:42, 1:24:47]: Mm-hmm. So what we could do is take the take the uh concerns that you raised tonight. [1:24:48, 1:24:57]: Obviously, Ms. Hubble will have to uh have to weigh in on this, but take the concerns that you raised tonight. Number one about vehicular access, and I misunderstood it initially. I was [1:24:57, 1:25:00]: I thought the initial was about pedestrian access, but [1:25:00, 1:25:08]: Vinic vehicular access. Yeah. Um, and so take a look at the vehicular access uh piece of it. [1:25:08, 1:25:10]: As well as the other [1:25:10, 1:25:14]: Items that were mentioned tonight in a more comprehensive [1:25:14, 1:25:16]: Parts master planning. [1:25:16, 1:25:17]: Assessment. [1:25:18, 1:25:23]: I think that's what I'm hearing from uh the council. And so the scope that you've been presented tonight. [1:25:24, 1:25:28]: is not broad enough to fit the categories that have been mentioned with I think are very good comments. [1:25:29, 1:25:30]: And so if [1:25:30, 1:25:35]: You would allow uh Miss Hubble and her team to go back and bring us something back. [1:25:35, 1:25:39]: within um uh I don't know if they could do it by the next meeting or not. [1:25:40, 1:25:46]: Um, but um maybe uh the following meeting um to bring something back to us that would encompass [1:25:46, 1:25:55]: All of the items in a more comp in a more comprehensive fashion that you all have discussed about the other parts and also about the vehicular access. [1:25:55, 1:26:01]: to Memorial Park, as well as pocket parks and other s and other potential site locations for parks in the future. [1:26:02, 1:26:05]: Right. See you could walk the Reeves Creek Trail. [1:26:06, 1:26:08]: And walk into [1:26:08, 1:26:11]: Memorial Park. So that's a connectivity there, but [1:26:11, 1:26:16]: But if if Rockwater Road is wide and there's a a trail [1:26:16, 1:26:17]: On rock quarry. [1:26:18, 1:26:22]: Uh, you can't get into Reed's Creek and you can't get into [1:26:22, 1:26:25]: Um Memorial Park. So [1:26:25, 1:26:28]: I I think that has to be answered as well. [1:26:29, 1:26:35]: All right. Out of curiosity, uh Miss Gantt, I'm sorry, m Mr. Bays, you have something to say, I'm sorry. [1:26:35, 1:26:42]: Well, I I just um there's a lot there are a lot of terminologies being thrown around here and and I just want to make sure I understand. [1:26:42, 1:26:47]: uh what you're asking us and and uh all all this is fantastic. I think um [1:26:48, 1:26:56]: Kind of when we initially started talking about this, I had hoped this was kind of where it was going. So I'm glad that I'm glad it sounds like it's backing up a little bit. [1:26:57, 1:27:00]: Um so what what uh [1:27:00, 1:27:04]: Uh, Mayor Pro Tem Alexander was referring to as call a park system plan. [1:27:04, 1:27:24]: Um, and that's where you assess your entire park system in the city and you look at um you look at the programming in each park at a higher level, you look for park uh deficiencies, so uh areas or neighborhoods or zones that are underserved by parks and identify need for new parks. [1:27:24, 1:27:30]: And it may, you know, and you may also identify uh land for new parks and then um [1:27:31, 1:27:36]: Once you do that, you look at each individual park, what uh programmatically what [1:27:36, 1:27:54]: types of things are in the park, what the community wants in the parks, what types of improvements you need, like for instance, uh an item that would definitely be on this list is this access to Memorial Drive, uh or I'm sorry, access to Memorial Park from uh Cory Drive, Rock Cory Drive. [1:27:54, 1:27:58]: uh you know better trail access and connectivity. [1:27:58, 1:28:03]: Uh this plan would look at system wide connectivity of parks. [1:28:03, 1:28:08]: So uh we would uh inventory all the trails that you have. [1:28:08, 1:28:23]: uh and meaningful connections the part that you have look for gaps do a gap analysis for that and identify um you know need there and then i think here's the key item uh or the key takeaway from this type of study [1:28:24, 1:28:28]: We would generate a list much like you have for the transportation splots list. [1:28:29, 1:28:32]: Of and this group would prioritize those items on that list. [1:28:33, 1:28:40]: With dollar amounts. And that would be a list that you could work from and work down kind of systematically over the next. [1:28:41, 1:28:43]: You know, five, ten year horizon. [1:28:43, 1:28:47]: uh to kind of solve all those kind of park system needs. [1:28:47, 1:28:49]: Uh and then [1:28:49, 1:28:58]: Um, where we would go from there is looking at you know design of each of these kind of on an individual basis. So [1:28:59, 1:29:19]: To me, that's that would be the best approach, a more comprehensive approach. It would really kind of look at everything and assess need and priorities of everything at once to help you guys stay organized, to help you focus the money where it's most needed in a timely manner, and to get more done. [1:29:19, 1:29:21]: Across the community so [1:29:21, 1:29:24]: I just wanted to kind of toss that out there. So [1:29:24, 1:29:33]: Uh so you all would know what that looks like. Make that makes good like good sense. Stand by please, uh Mr. Thomas. Ms. Gantt, you have yet to speak. You have any comments here? [1:29:34, 1:29:39]: Um well the only comment I have probably goes to our um [1:29:39, 1:29:43]: finance and Mr. Knighton in regards to [1:29:43, 1:29:44]: Um [1:29:44, 1:29:48]: a budget for this, what's our budget amount and will we [1:29:48, 1:29:51]: What's our plan in funding these projects? [1:29:56, 1:29:59]: I think that funding ultimately would be determined by [1:30:00, 1:30:03]: Um if an assessment is done a part [1:30:03, 1:30:06]: uh improvement assessment is done as Mr. Bates talked about. [1:30:07, 1:30:11]: That would then determine. I think the next steps would then determine. [1:30:12, 1:30:17]: what all of those projects entail and how much they do cost and then priorities would have to be determined. [1:30:17, 1:30:20]: Based on a set uh funding amount. [1:30:20, 1:30:21]: By the council. [1:30:22, 1:30:27]: Um, you know, we've got some money, a little bit of money in splost five, about one and a half million splash five. [1:30:28, 1:30:33]: But um I'm sure we're talking about much more than that in terms of a comprehensive look. [1:30:33, 1:30:40]: of how we might finance some significant park improvements and or cite new parks. [1:30:40, 1:30:43]: And so I think the assessment would need to be done first. [1:30:43, 1:30:45]: Funding sources determined. [1:30:45, 1:30:51]: of how those would um actually be f priorities set and then funding those priorities. [1:30:53, 1:30:59]: And that seems a little w what uh Mr. Bays was talking about earlier. Stand by please. Uh Miss Barber, do you have anything you needed to say at this time? [1:31:02, 1:31:04]: Thank you, Mayor. Actually, um [1:31:05, 1:31:09]: Someone brought this up um just a while ago about the [1:31:09, 1:31:13]: uh easement with Georgia Power, you're able to see [1:31:13, 1:31:15]: Ray's Creek Trail from Rock Quarry Road. [1:31:17, 1:31:18]: Um Mr. Knighton. [1:31:20, 1:31:21]: So with that easement. [1:31:22, 1:31:24]: Um I assume that it would be [1:31:25, 1:31:26]: Owned by Georgia Power. [1:31:27, 1:31:40]: Would it be appropriate for us to approach them about adding an entryway or partnering with us on an entryway from Rock Quarry Road to connect to Reese Creek Trail? [1:31:43, 1:31:44]: Is that appropriate? [1:31:44, 1:31:45]: On the easement. [1:31:45, 1:31:46]: The easement. [1:31:46, 1:31:53]: that they have, I think I think sure that would be appropriate to have a conversation with them about potential use of the easement. [1:31:54, 1:31:55]: That they have from Rockport. [1:31:56, 1:32:00]: Okay. Um with that area, um [1:32:01, 1:32:01]: Wait. [1:32:01, 1:32:02]: Vehicular. [1:32:03, 1:32:05]: Access to Reese Creek Trail. [1:32:05, 1:32:08]: there. Would it also require us to [1:32:08, 1:32:13]: get permission from Georgia Power if we wanted to do a trailhead. [1:32:13, 1:32:15]: Somewhere in that area as well. [1:32:16, 1:32:21]: If anything would infringe upon the Georgia Power Easement, it would it would require their approval. [1:32:22, 1:32:26]: They may have some restrictions in fact in involved in their easements. [1:32:26, 1:32:30]: I mean, I think a conversation can take place. We have a contact there, we can have a conversation with [1:32:31, 1:32:35]: um regarding that, uh but we can we can have that conversation. [1:32:36, 1:32:44]: But I think also the larger issue is what Mr. Bayes was talking about, is then determining what are the appropriate ingress and egress points to the trail. [1:32:45, 1:32:48]: Or to the park, excuse me, from the Rock Quarry Road area. [1:32:49, 1:32:49]: Okay. [1:32:51, 1:32:53]: Okay, that was the only question I had. Thank you. [1:32:53, 1:32:54]: Councilman Thomas, go ahead, please. [1:32:55, 1:32:58]: I I I hate I hate to drag this out and I didn't [1:32:58, 1:33:03]: Well, Mr. Aaron and I got together today. I d I didn't know I was gonna really just go this far with this, but [1:33:04, 1:33:04]: Um [1:33:05, 1:33:11]: See qu Mr. Night, when you talked about the T splash and you talked about the ML King trailhead. [1:33:11, 1:33:13]: Um bulky. So I don't [1:33:14, 1:33:16]: How how do you do that? [1:33:18, 1:33:18]: Without [1:33:19, 1:33:28]: Connectivity, uh, you know, to the part. That's that's one thing. But ultimately, let me just say this. I I I would recommend or put this into motion. [1:33:28, 1:33:38]: uh that y you know at the uh at the meeting on the twenty seventh, you know, to bring back a scope of work for Gardner Park and a Clark Park. [1:33:39, 1:33:42]: But to do a a new scope. [1:33:42, 1:33:44]: Uh for memorial. [1:33:44, 1:33:48]: And maybe bring that back, um, maybe um [1:33:49, 1:33:52]: you know, maybe August uh or even September. [1:33:53, 1:33:58]: But um um you know when we talk about the tease box and we talked about the ML King. [1:33:58, 1:33:59]: Uh here. [1:34:01, 1:34:04]: I I just don't know how how we could talk about that. [1:34:04, 1:34:07]: And it's not connected to to the park. Um [1:34:08, 1:34:10]: I'm sort of lost right there. Um, but [1:34:11, 1:34:13]: That's the motion I really wanted to make was to [1:34:14, 1:34:34]: uh brain brack a new scope of word for gardener and clog. I don't know if that if I don't know if they need any modification. Right. I I was gonna ask you Councilman Thomas, why what what if they don't need modifications, maybe the motion could be to accept Clark Park and Gardner Park without the memorial park and you can move forward that point versus waiting another couple of weeks to make two [1:34:34, 1:34:45]: to for them to come back. It's my clock option. The only reason I said that I know Councilman Blount said something about some standing water, but that may be already in the original scope for Claw. [1:34:46, 1:34:48]: Uh and so if that being the case. [1:34:48, 1:34:51]: Um that would be the motion that I'd like to make is that [1:34:52, 1:34:52]: Um [1:34:53, 1:34:58]: you know, go forward with the plan for Garner and Claw. [1:34:59, 1:35:02]: But to bring back for memorial park. [1:35:03, 1:35:12]: A new scope of work. And see, and so my other question, Mr. Nine, I was gonna ask, I know Councilwoman Gantt mentioned something about finances. So [1:35:12, 1:35:13]: You know [1:35:13, 1:35:16]: W what is the finance if you can itemize that? [1:35:17, 1:35:27]: or individualize, you know, what's set aside for this park, this park and that park. So th that that's a problem I have. I I couldn't vote to spend money. [1:35:27, 1:35:30]: For Memorial Park, um on um [1:35:31, 1:35:31]: Oh. [1:35:31, 1:35:33]: The scope of work identified in A. [1:35:34, 1:35:38]: Whereas the scope that we uh really need is in in scope B. [1:35:39, 1:35:40]: So [1:35:41, 1:35:50]: But not to just prolong it. That that would be my motion to uh I move to just move forward, you know, with this scope of work. [1:35:50, 1:35:51]: For a gardener [1:35:51, 1:35:52]: And Claude. [1:35:53, 1:35:56]: Батуско. [1:35:57, 1:35:59]: А фор Мемморію. [1:35:59, 1:36:04]: And whatever the individualized finances for [1:36:04, 1:36:05]: Memorial. [1:36:06, 1:36:08]: uh be set aside for the new scope. [1:36:09, 1:36:10]: Um [1:36:10, 1:36:11]: Uh from Memorial Park. [1:36:12, 1:36:14]: Okay, is there a second to that motion? [1:36:16, 1:36:17]: Is there a second? [1:36:18, 1:36:19]: To that motion. [1:36:21, 1:36:24]: Right now, Mr. Thomas is now second to the motion. [1:36:24, 1:36:25]: Okay. [1:36:25, 1:36:32]: I'm I'm wondering do they understand the motion? I I I don't know. Uh we'll we'll find out in just a second. Councilman Barber, go ahead, please. [1:36:32, 1:36:35]: Hopefully an alternate motion. [1:36:36, 1:36:36]: I'm not saying that. [1:36:37, 1:36:38]: Oh go ahead. [1:36:38, 1:36:43]: I like to make an alternate motion, a motion to um [1:36:43, 1:36:47]: Move with a comprehensive park master plan. [1:36:48, 1:36:48]: Um [1:36:50, 1:36:50]: Yes. [1:36:51, 1:36:57]: Memorial Park, we we know that there's gonna be a lot of work. Um [1:36:57, 1:37:01]: And the scope of work will be expanded for this entire [1:37:01, 1:37:02]: Uh [1:37:03, 1:37:03]: Task order. [1:37:04, 1:37:06]: With a comprehensive [1:37:06, 1:37:07]: Parkmaster plan. [1:37:09, 1:37:10]: The scope of work will be [1:37:11, 1:37:14]: expanded automatically. We've already told them what we wanted. [1:37:16, 1:37:16]: Right. [1:37:17, 1:37:18]: Okay. [1:37:19, 1:37:29]: Uh I I would want to second that. I just certainly wanted to make sure that we addressed Councilman Thomas's concern that Memorial Park w would be priority. [1:37:29, 1:37:32]: Because that is a part that has been neglected over time. [1:37:33, 1:37:35]: And that we want to make sure that [1:37:35, 1:37:40]: If anything is funded, that Memorial Park does get funding. So included in the comprehensive plan. [1:37:41, 1:37:43]: Is that we were pri prioritize [1:37:43, 1:37:44]: uh memorial park. [1:37:44, 1:37:51]: My only concern about the other two parks is you even if if you move forward with Gardner and Clark. [1:37:51, 1:37:57]: You don't have any real connectivity between the two. And at some point, we might want to study a tunnel. [1:37:58, 1:38:00]: Up under the railroad tracks to connect the two. [1:38:00, 1:38:05]: That's ideal trail connection right there. Instead of going down the road. [1:38:05, 1:38:08]: You go under the tracks and then you put a tunnel in there. [1:38:08, 1:38:10]: And then you you really do it right. [1:38:10, 1:38:13]: I I would certainly uh second that. [1:38:14, 1:38:22]: Okay. Now make now you s you said a couple of things and and so did Barber. So I gotta make sure we got this this motion correct. So [1:38:23, 1:38:23]: Miss Clark. [1:38:24, 1:38:37]: What do you have? What do you have for a motion at this point? What do you have for a motion? At this point I have Councilwoman Barber making a motion for a comprehensive park master plan for the city. [1:38:38, 1:38:41]: And Mayor Pro Tem Alexander seconded that. [1:38:41, 1:38:42]: Edding. [1:38:42, 1:38:46]: that Memorial Park be priority in that plan. [1:38:47, 1:38:56]: All right. So is that the motion? And and Miss Barber, since you started the motion, do you accept Mayor Pro Tem's addition uh um uh addition to that particular motion? [1:38:57, 1:39:00]: Yes. Okay, so is that what the clerk [1:39:00, 1:39:12]: wrote that is the motion. That's the combined motion. All right. And I'm if I understand right, Ms. Barber, you made a motion and mayor pro if I stand right, Vanessa Holiday, the mayor protemps second that particular motion. Is that correct? [1:39:12, 1:39:16]: Or not? That's correct. That's what I have. All right. Now further discussion on the motion. [1:39:17, 1:39:20]: Yeah. Ms Ms Gan, I'm sorry. Go ahead, Miss Can. [1:39:20, 1:39:24]: Um I thank you. I appreciate um [1:39:25, 1:39:27]: I think a comprehensive park plan. [1:39:27, 1:39:29]: Does make sense to do? [1:39:30, 1:39:48]: Um I actually think that Memorial Park will be a priority. However, because we don't know the financial standpoint of anything, you know, that tied to the trails, tied to what we need. I don't know if we we we oftentimes lately have [1:39:49, 1:39:52]: add it to our motions and went ahead went ahead and and [1:39:53, 1:39:56]: prematurely decided what's going to be our priority. [1:39:56, 1:40:03]: Instead of just getting a list and then saying, okay, we're gonna tackle that first. It may be based off of some type of engineering. [1:40:04, 1:40:20]: or um architectural or or something that's needed right then for connectivity to our downtown or whatever the case may be, I think that we limit ourselves by making the motion and saying no, we want you to prioritize solely, you know, a particular park. [1:40:20, 1:40:21]: Um [1:40:22, 1:40:32]: I'm I I think that eventually we would probably say that m Memorial Park is is something that we do want to update, including parking. We've been talking about that for a very long time. [1:40:33, 1:40:33]: Um [1:40:34, 1:40:39]: But if I recall the parcels that we were trying to acquire at one point weren't available. [1:40:39, 1:40:40]: Um [1:40:40, 1:40:41]: And so [1:40:41, 1:40:42]: Yeah. [1:40:42, 1:40:48]: If my memory serves me correctly, and I've looked at some of the emails from the past, but [1:40:48, 1:40:49]: Um [1:40:50, 1:41:10]: As I've stated, I think that and I think I like Councilwoman Barber's idea of a comprehensive park. We can go ahead and vote for my that being a priority, being the priority Memorial Park, but I think that we should, you know, be mindful that once we get that park. [1:41:10, 1:41:16]: the the comprehensive plan, we make we can make a decision and rank what we can do first based off of the financials that we have. [1:41:17, 1:41:19]: Okay. Councilman Blount, go ahead, please. [1:41:21, 1:41:32]: You know, I I think this counts as a whole is w we're all kind of saying that we want the same thing. How do we get there? And uh we want to make sure that those that that the memorial park gets some priority. [1:41:32, 1:41:34]: One of the things that concerns me [1:41:34, 1:41:36]: right now with two things. [1:41:37, 1:41:52]: Is there's a need right now for Memorial Park? We want to make sure that those needs are identified, those things are uh funding is identified, and those immediate needs right there are taken care of and in the scope of a [1:41:52, 1:41:54]: Total comprehensive plan. [1:41:54, 1:41:56]: Um and I and I guess [1:41:57, 1:41:58]: Агіес промі. [1:41:58, 1:42:02]: I thought the way it should work was that we come to [1:42:03, 1:42:03]: Staff. [1:42:05, 1:42:08]: And we say what we want to do as a council. [1:42:09, 1:42:13]: Because none of us are financial advisors, none of us are overfinance. [1:42:14, 1:42:27]: I thought that that staff itself should bring us what we want with recommendations on how to fund those things. And then the councils chooses which element we're going to use to fund it. [1:42:28, 1:42:32]: Because when we ask about funding, we can't just sit on here and say [1:42:33, 1:42:39]: Well, that's up to the council. No, we hired a finance, we got a person over finance and we have a city manager here. [1:42:40, 1:42:51]: And it's up to you all to look at our finances on what this council wants and bring recommendations and A, B, or C, just like we do when we talk about how many polls we want to vote at. [1:42:51, 1:43:04]: And it then is up to this council to choose off of recommendations, of a staff, and and connect and fund it because we don't sit at a desk all day trying to figure out these things. We we you know we're part, you know. [1:43:04, 1:43:24]: We're we're we're part-time uh people. We got full-time staff to say, hey, this is the funding we have for this. This is the future funding we have for this. If we take funding from here, this would affect that. That's not for not one, that's not for any council member on here to do. That's for staff to do and bring recommendation to us on how we're gonna fund these projects. [1:43:26, 1:43:35]: To say to to it's to me is unacceptable to say whatever this whatever the council wants to do, we w we want everything for the city of Stockbridge. [1:43:36, 1:43:41]: But we want staff to tell us how we can get there through recommendations. I thought that's how it's supposed to work. [1:43:44, 1:44:04]: Sounds good to me as a process for it to work that way. Just want to make a note here in Mare Pro Tem in reference to a bridge between uh Clark Park and Gardner Park. That is something I was informed that came up well maybe 10 years or so ago through through some discussion. And oddly enough, believe it or not, I discussed exactly [1:44:04, 1:44:24]: Same thing with Mr. Mighton Knighton earlier today about that and whether or not that would be something for connectivity. When I saw had a better understanding, what I thought was on the on this particular program for tonight, the agenda in reference to a master trail, a master park type plan for connectivity. Obviously that would be probably very costly to have a bridge. [1:44:24, 1:44:42]: be a tunnel underneath the railroad track there and obviously we have to evolve northwest southern in that conversation but i guess that's something that can potentially look at if we if the council decides as a collected group to to do that but uh oddly enough i talked about the earlier day so anyway good deal mr thomas please [1:44:42, 1:44:45]: Okay, so Mr. Knight and Mr. Aaron. [1:44:46, 1:44:50]: Uh, the way that this was presented tonight, um [1:44:50, 1:44:56]: There's a dollar amount. Um, I'm looking at the uh agenda item. So there's a dollar amount. [1:44:56, 1:44:58]: And there's a source. [1:44:58, 1:45:00]: uh uh funding. [1:45:00, 1:45:04]: So with this dollar mount that's indicated [1:45:04, 1:45:07]: How how far would that go? [1:45:07, 1:45:10]: Um in this motion [1:45:10, 1:45:13]: That was made by Councilwoman Barber. [1:45:14, 1:45:31]: Well, Councilmember Thomas, this was this initial plan was this is a live living, breathing document. We had like immediate needs, then we had short-term needs, and then we had long-term needs. And the things that we were looking at initially were things that needed to be resolved. [1:45:31, 1:45:51]: In the short term, like renovated restroom, the pavilion issues you had, the parking at Memorial Park, those are the things we were looking at in the short term, but we're gonna build on this document to keep adding as you know, one could be acquiring additional properties for additional parts, one could be designing parts for [1:45:51, 1:46:00]: For the future and things of that nature. But this was more like what we needed immediately: the drainage issues in Clark Park, you know, the pavilion. [1:46:01, 1:46:07]: issues and misunderstandings we have and then the lack of parking at Memorial Park. So we were addressing immediate needs. [1:46:08, 1:46:17]: on this first document and then we would build on that as we saw these immediate needs that we had and that's how the project was. [1:46:18, 1:46:19]: design and and discussed. [1:46:20, 1:46:23]: Okay. I yield back, Mayor. Thank you, uh Mr. Ayer. [1:46:23, 1:46:25]: Mirapal Tim, go ahead, please. [1:46:25, 1:46:30]: Yeah, I just want to say this and understanding we have one point five million dollars set. [1:46:30, 1:46:33]: Aside uh for park improvements and splash. [1:46:33, 1:46:37]: Of course, it's not gonna cost one point five million dollars to do memorial park. [1:46:37, 1:46:41]: So we're prioritizing Memorial Park. We should make those residents feel [1:46:41, 1:46:44]: It is that that's gonna be a priority. [1:46:44, 1:46:45]: uh in the entire [1:46:46, 1:46:46]: Um [1:46:46, 1:46:48]: project. But but understand [1:46:49, 1:47:01]: Uh Mr. B Mr B Mr Bays and Miss Ms. Hubble, give us a a a estimation if as you could on what the cost would be for the comprehensive plan that has been suggested by Miss Barber that I support. [1:47:05, 1:47:06]: I'm not a [1:47:07, 1:47:08]: You're good. Go ahead. You were all right, sir. [1:47:09, 1:47:10]: Why Miss Bays? [1:47:11, 1:47:31]: There you go. I I'm not really comfortable just kind of tossing out a number for that right now because I need to I need to prepare a little bit and look at the extents of the the parks, you know, zoom out, look at all the parks you have because it does require and there are a couple other pieces of information I need to. I need to uh [1:47:31, 1:47:45]: We need to understand what types of existing studies there are because there'll be a review of that to make sure that we're including any future planned projects in there like trailheads and improvements to roads and other things like that. [1:47:46, 1:47:51]: Um the other the other big piece of that uh potential. [1:47:51, 1:47:58]: A thing that could swing it a number of ways is how much public involvement or what's and what style of public involvement. [1:47:58, 1:48:00]: Uh, you would like to have. [1:48:01, 1:48:01]: Um [1:48:02, 1:48:03]: But I mean it's you know it's [1:48:05, 1:48:06]: It could be a fairly quick [1:48:07, 1:48:09]: A down and dirty process like [1:48:10, 1:48:10]: You know. [1:48:11, 1:48:13]: Four or six months, or it could be [1:48:13, 1:48:16]: You know, six to eight months, depending on how complicated it is. I [1:48:16, 1:48:20]: I would be glad to go uh to step back this week and [1:48:20, 1:48:23]: Outline a couple high level options. [1:48:23, 1:48:27]: Uh, to share with you so that you have an understanding of the cost. [1:48:27, 1:48:44]: One one of the thing, a couple of things that it won't we won't need at this point, surveys. Uh you know, the current proposal you have in front of you has kind of more detailed land surveys in it. We wouldn't need that. We can use existing data that's out there to do the kind of work that we would need to do for that. [1:48:44, 1:48:45]: Um [1:48:45, 1:49:03]: And then the other question that came up was about funding. Uh we work with a grant funding uh uh grant and uh funding company that helps identify grants based on the plans that we produce, uh that we had quite a bit of success with all across the southeast. So that [1:49:03, 1:49:09]: would most certainly be part of the approach that we would want to take for for this project. [1:49:10, 1:49:12]: But it's it's an extensive [1:49:12, 1:49:15]: It's an extensive kind of piece of work. [1:49:15, 1:49:18]: uh being comprehensive for your entire city. So [1:49:19, 1:49:19]: Right. [1:49:20, 1:49:28]: Uh Mr Seminai, Mr. Knight, and you were I think you were going to say something earlier to us uh earlier issue concerned. No, not at the moment, sir. Thank you. Okay. Uh Mr. Blount. [1:49:31, 1:49:37]: Yeah, I I um I would I would be for us uh allowing um [1:49:38, 1:49:40]: Um Ryan and um [1:49:40, 1:49:43]: Heather to uh brian or whoever to [1:49:44, 1:49:52]: Go ahead and let us know what what the these costs are gonna be and in the and which direction they're gonna go. Uh [1:49:52, 1:50:12]: with the studies or whatever they're gonna do, because if we don't do it that way, then we're basically approving a blank check to go to to do whatever. So I think that we should at least at least know the cost that we're approving tonight, along with anything that we approve, we at least know the cost of it. So right now we don't. And I think that uh whatever we approve tonight that we do get the [1:50:12, 1:50:16]: before it's finalized and moving forward that we do get the cost. [1:50:17, 1:50:21]: Okay. Mrs. Mr. Thomas, you're still unmuted. So you have something else additional to say? [1:50:21, 1:50:24]: Well, uh I I'm okay with um [1:50:25, 1:50:27]: Councilwoman Bar with motion and the second. [1:50:28, 1:50:32]: Uh again, I'm I'm just looking at the bottom line here. Um [1:50:32, 1:50:33]: Um I'm looking at [1:50:34, 1:50:36]: What was proposed? [1:50:36, 1:50:52]: um in this uh proposal for the finances and and I guess if we had not raised all these issues and if we would have approved this then um you know we would have been looking at uh you know spending that money uh from the uh the splash source. [1:50:54, 1:50:57]: I I don't know if a s if the study [1:50:58, 1:51:01]: uh would would exceed this [1:51:01, 1:51:05]: I I guess if you're talking about a overall city wide [1:51:05, 1:51:10]: Comprehensive plan looking at new parks in different areas of the city. [1:51:10, 1:51:11]: Yeah, maybe. [1:51:12, 1:51:12]: Um [1:51:14, 1:51:17]: You know, we we we said a lot tonight. Um [1:51:19, 1:51:21]: I'm okay with it with the with the motion. [1:51:21, 1:51:23]: And and the second. [1:51:23, 1:51:24]: Um [1:51:25, 1:51:38]: And I guess the only thing left is for uh Mrs. Hubble to come back and uh Mr. Knight to come back and tell us, you know, what what is what is it gonna cost uh for us to uh do the uh to comprehend. [1:51:38, 1:51:42]: Um stand it since that's the motion and the second that's on the table. [1:51:42, 1:52:00]: Okay, I have a question for uh TSW. Uh how much time do you think you need? Or when when can you get there? If we approve this tonight, uh what what's the time frame that we expect some type of results uh from you? Uh two weeks, four weeks, uh you know, what what is it? What would it be? What's the logical time frame? [1:52:00, 1:52:01]: Well, um [1:52:02, 1:52:18]: There's a couple different ways you can do it. I think the best thing for me to do, and I and I don't know how this works uh with this with this uh council or how how this information could disperse. I would like to just do a couple kind of options like very [1:52:18, 1:52:23]: almost bullet options and descriptions for different ways that we can approach it and different kind of [1:52:24, 1:52:27]: price ranges to to better understand [1:52:28, 1:52:32]: The approach to the council thinks is best for Stockbridge. [1:52:32, 1:52:37]: And then I can do a detailed proposal for that. So so what that would look like is um [1:52:38, 1:52:45]: You know, we would we would always do all the front end kind of due diligence stuff and research, uh, but uh and identify. [1:52:45, 1:52:52]: uh parks that are in need, but do we want to do high level site plans for each of the parks that um [1:52:53, 1:52:58]: uh talk about how the program is on the park and in order that you have something [1:52:58, 1:53:01]: You can respond to to prioritize. [1:53:01, 1:53:03]: Uh а as I mentioned earlier. [1:53:04, 1:53:07]: How how extensive do you want to get with public involvement? [1:53:08, 1:53:09]: You can [1:53:09, 1:53:20]: We could do anything from simple stakeholder groups. This group could be the stakeholder group. Other could be city staffter stakeholder groups. Anything from that all the way to a full-blown [1:53:20, 1:53:22]: Public process so um [1:53:22, 1:53:29]: I think it's best if I just quickly lay out what those options are, price ranges for those, and we get some guidance. Uh [1:53:29, 1:53:40]: And then we can it within a couple of weeks definitely have a proposal together. Okay. Well that sounds good to me. We'll see what the council has to say. Mr. Blount, your hand Mr. Blount, your hand was up first. Go ahead, sir. [1:53:40, 1:54:00]: That's good. And wouldn't it be uh then wouldn't it be better to come back with the proposals versus uh uh versus voting on something right now that we don't know what uh those proposals are? Wouldn't it be advantageous for this council to first hear those proposals and decide which one we're gonna go to and then make the motions to move forward? [1:54:00, 1:54:09]: with those. And that could still include a comprehensive plan, but it will just show the objectives that they've already looked at and give us the amounts on different routes we could go. [1:54:09, 1:54:13]: So why would we uh vote on uh I mean, why would we vote on anything tonight? [1:54:14, 1:54:17]: All right, good point. Mr. Thomas, you have some comments, sir. [1:54:18, 1:54:26]: Yes, I was gonna ask uh for some closing statements from Mr. Night, but I but it my understanding though, what we're voting on is [1:54:27, 1:54:30]: Uh authorizing uh mis hubber, mister Bayes. [1:54:31, 1:54:32]: Uh to go back. [1:54:33, 1:54:37]: And to present that to us. I I don't know. [1:54:38, 1:54:44]: uh to what extent and the finance will be in that uh but mr night you probably could speak to that but [1:54:45, 1:54:47]: It it it would appear that [1:54:47, 1:54:49]: That the proposal [1:54:50, 1:54:52]: That was presented to us tonight. [1:54:52, 1:54:55]: That we're actually not voting on that proposal. [1:54:56, 1:54:57]: Um [1:54:57, 1:54:58]: Is that correct? [1:54:58, 1:54:59]: Yeah. [1:55:00, 1:55:01]: I'm sorry. I'll say yes, you're right. [1:55:02, 1:55:03]: So [1:55:03, 1:55:06]: I don't know what it would cost us to [1:55:06, 1:55:11]: direct uh TSW now to go back and to [1:55:12, 1:55:14]: Um, you know, to do another [1:55:15, 1:55:17]: To revamp the proposal. [1:55:17, 1:55:22]: Again, you know, just looking at this document, you know, I I see the amount that's here. [1:55:23, 1:55:25]: How much more would it take? [1:55:25, 1:55:26]: From this [1:55:27, 1:55:30]: Um, you know, to do what what the motion is entailing. [1:55:31, 1:55:33]: Mr. Night, could you sort of? [1:55:33, 1:55:40]: speak to some of that and I know it's time for us to close this subject out so we can sort of just move on. So I guess um [1:55:41, 1:55:44]: You can sort of have the last word, Mr. Knight, and we'll just sort of move on, but [1:55:44, 1:55:47]: I I think at the end of this we need to have um [1:55:48, 1:55:51]: T A W excuse me need some direction. [1:55:53, 1:55:58]: Yeah, I think it may be more of a T SW question in terms of how much more it might cost to [1:55:58, 1:56:03]: take a broader look at a comprehensive approach, but as I understood, the council wants to [1:56:04, 1:56:06]: Um, have a comprehensive [1:56:06, 1:56:08]: Um study done. [1:56:08, 1:56:10]: Of park improvements. [1:56:10, 1:56:14]: Um that would develop into uh uh [1:56:14, 1:56:17]: identification and listing and priorities. [1:56:17, 1:56:20]: of various park improvements. [1:56:20, 1:56:22]: That's what I understood the motion to be. [1:56:23, 1:56:26]: And then Brian outlined uh some different approaches that could be taken. [1:56:27, 1:56:28]: With respect to that. [1:56:29, 1:56:31]: Um which we can communicate to the council. [1:56:33, 1:56:35]: Sounds awkward to me, sir. [1:56:36, 1:56:38]: Uh any other comments before we take the vote? [1:56:39, 1:56:41]: Oh yes, m Ms. Gantt, go ahead, please. [1:56:41, 1:56:46]: One question. What was our recommendation to begin with with the parks? I mean. [1:56:47, 1:56:51]: W before now, before Castlewoman Barber [1:56:52, 1:56:55]: Stated to do the comprehensive park study. [1:56:56, 1:57:00]: What was our plan? Were we piecemealing it or? [1:57:00, 1:57:10]: Because I I think that we should start something that maybe a standard procedure, just like we did with the Master Trail Plan. Now we're doing a downtown study plan. [1:57:10, 1:57:15]: Um we're you know, we have our plans ready and available. [1:57:15, 1:57:16]: To connect. [1:57:16, 1:57:22]: everything that we want to do, maybe. I think that would be a good start and get public input from that. [1:57:23, 1:57:24]: Um [1:57:24, 1:57:26]: I think that would be really important. [1:57:27, 1:57:36]: So my question is what is it what was the plan for for this particular agenda item meeting tonight alone? Um now I've kind of gotten got l a little lost on that. [1:57:36, 1:57:41]: Um, I'm okay with doing the comprehensive plan. Do we have the funds for that? [1:57:41, 1:57:51]: Now that we've we're about to vote on that. Do we have money set aside for that? Yeah. I would say having the money and I will say it was going to be piecemealed at this time. Mr. Thomas, go ahead, please. [1:57:51, 1:57:56]: Well what I was my answer to that was that we do have an agenda item. [1:57:56, 1:57:59]: Um Mr. Aaron. [1:57:59, 1:58:01]: And Miss Hubble had had laid it out. [1:58:01, 1:58:03]: Um I read through it. [1:58:04, 1:58:06]: Uh it was a plan. [1:58:06, 1:58:08]: to upgrade [1:58:08, 1:58:10]: The three parks. [1:58:10, 1:58:16]: Uh as I understand it, and again I I met with Mr. Aaron today and we went over Memorial Park. So [1:58:16, 1:58:21]: Uh to answer the question, Mrs. Gantt, that was the agenda item for tonight. [1:58:21, 1:58:23]: Uh and it would have [1:58:24, 1:58:28]: upgraded those three parks for as the [1:58:29, 1:58:32]: I I guess it was a a survey. [1:58:33, 1:58:36]: Uh it was a proposal. I don't think it was [1:58:36, 1:58:37]: direct in any [1:58:38, 1:58:39]: uh construction word [1:58:40, 1:58:43]: But just more of a steady. [1:58:43, 1:58:53]: Uh and I believe that's the way um Mrs. T SW and Mrs. Heather, I think that's the way it was sort of laid out. It was coming asking us to approve. [1:58:53, 1:58:55]: Um a proposal to [1:58:56, 1:58:57]: To steady [1:58:57, 1:59:00]: The three pog and together. [1:59:00, 1:59:07]: The information that sort of outlined in the agenda item. Is that correct, Mrs. Hubble? [1:59:08, 1:59:18]: Correct. So uh uh the the task was really to look at the three existing parks and to provide look at those three parks comprehensively in of themselves. [1:59:18, 1:59:23]: Um, so now the new direction is to do what we call [1:59:23, 1:59:25]: Um a new park system. [1:59:25, 1:59:32]: plan which would look out look at not only those but what's outside of those in the city and designate [1:59:32, 1:59:34]: additional parks and study [1:59:34, 1:59:35]: Potential. [1:59:35, 1:59:37]: uh for those in neighborhoods. [1:59:37, 1:59:38]: Um so [1:59:38, 1:59:41]: You know, it's a different take. Um and you know [1:59:42, 1:59:47]: as Brian laid out, uh, you know, there's lots of advantages for doing that. So just two different takes. [1:59:48, 1:59:49]: One was looking at [1:59:49, 1:59:54]: what we were going to do was looking at existing parks. Now we're going to look at not only existing parks, but [1:59:54, 1:59:55]: uh system [1:59:56, 2:00:01]: for the city throughout that might designate additional parks. Does that clarify? [2:00:02, 2:00:07]: Yes, that that makes sense. Thank you. Ms. Barber, go ahead, please. [2:00:10, 2:00:17]: Okay, so that um so that the records reflect the terminology that Ms. Hubble mentioned. [2:00:17, 2:00:20]: Instead of mentioning in the [2:00:20, 2:00:24]: Minutes, I like for it to reflect a part system plan. [2:00:25, 2:00:27]: As opposed to the comprehensive [2:00:27, 2:00:28]: Play in. [2:00:29, 2:00:31]: All the same scope. [2:00:31, 2:00:34]: But I just want to make sure that we use the term [2:00:34, 2:00:35]: Um [2:00:35, 2:00:37]: Parts system plan. [2:00:37, 2:00:40]: which will encompass everything that we are asking for. [2:00:41, 2:00:43]: All right, so you want the verb is changing the emotion. [2:00:43, 2:00:51]: It's asking. Okay. So on that note, does that recall do we don't have to do we have to do another uh second to that just with changing the verbiage? [2:00:51, 2:00:55]: Attorneys, is that uh or or we just change the verbs and we're still good to go. [2:00:58, 2:01:01]: You change the ver if you change the verb, it defines as long as the [2:01:01, 2:01:04]: Clerk is understanding what the actual request [2:01:05, 2:01:19]: Okay. All right. Miss Holiday, you are you straight with that? My only question to that is does the second portion that uh Mayor Pro Tam Alexander made remain where Memorial Park will remain the priority. [2:01:20, 2:01:22]: Yes. Thank you. [2:01:22, 2:01:27]: As long as Miss Barber's all right that she made the initial motion. You're good with that, Miss Barber? [2:01:29, 2:01:34]: So I don't think it's necessary for us to prioritize any of the parts right now. [2:01:35, 2:01:41]: they'll have to bring back to us um all of their suggestions and options. [2:01:41, 2:01:41]: Um [2:01:42, 2:01:43]: But [2:01:43, 2:01:45]: If everybody is okay with it, I'm okay with it. [2:01:46, 2:01:47]: We can prioritize. [2:01:48, 2:01:51]: Yeah, we need to prioritize because those residents are [2:01:51, 2:01:52]: Or or in a position where [2:01:53, 2:01:59]: They have been overlooked and every time they've been promised, it never came back. So I certainly want to assure them. [2:01:59, 2:02:03]: that we're not gonna overlook them. So and then priority is [2:02:03, 2:02:07]: Re the the the most serious thing that we talked about tonight is [2:02:07, 2:02:09]: Memorial Park is doesn't have enough parking. [2:02:10, 2:02:15]: And it is inaccessible. You wouldn't even know it. It was hidden in the middle of the woods. So that's the big deal. [2:02:15, 2:02:17]: Okay, I'm fine with it. [2:02:17, 2:02:19]: All right, sure. That's the only way I can vote for it myself. [2:02:20, 2:02:21]: Okay. [2:02:21, 2:02:23]: Okay, Miss Holliday, you you straight with the motion now? [2:02:24, 2:02:33]: Okay. All right. Good deal. If there's no other comments, uh motion has been made with second. So all that all that approved the motion, please uh indicate [2:02:35, 2:02:37]: Three okay. Any opposition? [2:02:40, 2:02:43]: Mr. Blount, are you opposed or are you abstaining? [2:02:44, 2:02:54]: No, I'm for it. I was just trying to understand the motion with the changes. That's all. I'm I'm for I'm for this master plan, but I'm just trying to understand I was trying to understand the motion. There was a lot thrown in there. [2:02:55, 2:02:55]: Well. [2:02:56, 2:03:09]: Okay. Well the bo the most the only is less only verbiage, only a little bit of verbiage in reference to the the actual net concept of the uh the plan is that's the only thing that's really changed. Everything else is remains the same as my understanding of the motion itself. [2:03:10, 2:03:11]: Okay. [2:03:12, 2:03:15]: Now are you good or you want this whole motion reread again? And we just voted. [2:03:17, 2:03:37]: Okay, all right. It's unanimous decision. Everybody voted. He's for the motion, so everybody's doing unanimous decision. So thank you. We'll leave it like it is. Uh next new business item: Council consideration to approve Rees Creek pedestrian bridge project. Change order number one, an amount of$55,845.50. Funding source is uh split. [2:03:36, 2:03:40]: Bloss and presented by Mr. Aaron, please. [2:03:40, 2:03:55]: Yes, Mr. Mayor. This is the uh final change order to uh close out this project. Once we started on the project, we ran into some uh parts of the trail that were cracked. We wanted to replace those and we also had some trees that were in danger of [2:03:55, 2:04:08]: of falling, they were rotten decay that could fall and damage the new bridges that we were installing. So we did a ch uh had the vendor go in and remove those trees and replace the cracked uh sidewalk panels on the trail. [2:04:09, 2:04:16]: Okay. Any comments, uh comments, uh questions for Mr. Uh Aaron's in reference to this. Miss Barber, go ahead, please. [2:04:17, 2:04:23]: Okay, this agenda item says council consideration to approve Reese Creek pedestrian bridge. [2:04:24, 2:04:26]: It doesn't mention anything about trees and [2:04:27, 2:04:30]: Everything else Mr. Knight, I mean Mr. Hero was saying. [2:04:31, 2:04:31]: Well. [2:04:32, 2:04:33]: Looking at the right one. [2:04:35, 2:04:43]: Good, Miss Aaron. I mean that's what it says, it's what it says on my agenda as well. So Miss Aaron, uh you want or Miss Night, you want to address that? [2:04:44, 2:04:45]: It says [2:04:45, 2:04:46]: Yeah. [2:04:46, 2:04:47]: I'm sorry. [2:04:47, 2:04:48]: What does it say? [2:04:49, 2:04:51]: On the cover page it does say Reeves Creek. [2:04:52, 2:04:53]: Bridge replacement. [2:04:53, 2:05:01]: Project, but then the staff recommendation details the fact that there are removal of dead under unstable trees, graining of drainage ditch. [2:05:01, 2:05:05]: Demolition of disposal of crack concrete trail section. So the agenda on the [2:05:05, 2:05:07]: Agenda cover. [2:05:07, 2:05:08]: The item [2:05:08, 2:05:10]: Um is not. [2:05:10, 2:05:20]: It's not clear and it's not correct. It should be Reeves Creek Trail. But it's the overall bridge replacement project that's the primary. This is asking for a change order. [2:05:20, 2:05:22]: to that project. [2:05:22, 2:05:27]: for the specific items that are listed on the next page under the staff recommendation. [2:05:28, 2:05:32]: Thank you. Just um Mayor Ford, I'd like to make a message. [2:05:32, 2:05:34]: You'd like to do what maps I make? [2:05:34, 2:05:36]: Okay, go write it, please. [2:05:37, 2:05:39]: Um I move to approve the re creep. [2:05:41, 2:05:51]: Trail and bridge project change order number one in the amount of fifty-five thousand eight hundred forty-five dollars fifty cents. [2:05:51, 2:05:52]: One second. [2:05:52, 2:05:55]: Uh miss scant seconds that any further discussion. [2:05:56, 2:05:58]: If not all in favor, please indicate. [2:05:59, 2:06:01]: Okay, see Nancy Sizon. Fantastic. [2:06:01, 2:06:04]: Thank you, Mayor and Council. Thank you, sir. Appreciate it. [2:06:04, 2:06:24]: On to my comments. Uh my initial comments, ladies and gentlemen, actually deals with uh T Splus. We obviously agreed the for the IGA, and once again I'll I'll tell you that I will sign that IGA uh tomorrow afternoon and that'll go on to the uh to the county so it can distribute to the rest of the four cities. And I'd like for obviously the council knows this. I'll say [2:06:24, 2:06:39]: So the staff knows this, but what's very important about the T-SPLOST is the fact that citizens need to understand that they're gonna get more information between now and the actual vote on November second. It's extremely important that this passes. You know, Henry County is the second grow fastest growing county in the state of Georgia. [2:06:40, 2:07:00]: Henry County is also in the top 10 counties of growth and probably in the nation. I believe the top 10 in the nation. Of all the counties in the nation, we're growing and we're getting bigger, getting more diverse. So otherwise, increasing our trail network is extremely important. We have to do that. You know, if we want to stop the gridlock, we have to fund this and we have to help. [2:07:00, 2:07:20]: the process out and people are coming. People are coming to to Georgia because economic opportunities, coming for loved ones, coming for the warm weather, you know, coming for being to get into movie industry. Who knows? But but but but it's great. People are coming and they're coming right here to Henry County. You see, so we we I would hope folks citizens that you will vote for this. You'll get more information [2:07:20, 2:07:40]: As time goes on, obviously here in this venue and our meetings, we'll continue to talk about this positively and in a sense and it is something that we need to have a bright future with not only in the county, definitely here in the city, with the projects that we have identified. So I would hope that you will go ahead and approve this in November and this aspect as well. But it's extremely important. We are growing. [2:07:40, 2:07:52]: And we're not gonna be able to stop the growth. It's coming. People are coming. And they're coming because of the opportunities. And we and that's because we here on the South Side of Henry County Starbucks, what have it going on? That's why they're coming. Okay. So you need to understand that in that aspect.
