[0:35:15, 0:35:18]: Just that this will be paid for using ARPA funds. [0:35:19, 0:35:20]: Fantastic. [0:35:20, 0:35:21]: There you go. [0:35:21, 0:35:21]: Sure. [0:35:22, 0:35:30]: Mayor Mayor Pro Tem, go ahead, please. Yeah, real quick. Maze Crossing, that is the um shopping center complex with the what, the big lots? [0:35:31, 0:35:34]: And oh is it is that the is that the complex we're talking about? [0:35:36, 0:35:38]: Or is it the one on the other side of the screen? [0:35:38, 0:35:40]: It's the one on the other side of the street. [0:35:40, 0:35:45]: I'll let Mr. Holzinger, he's our sewer superintendent, he's on the line as well. [0:35:45, 0:35:46]: All right, Ms. Oserin, please go ahead. [0:35:47, 0:35:52]: Hey, thank you, Council. It's the it serves uh two houses on [0:35:53, 0:35:54]: But like it's [0:35:54, 0:35:57]: Daniel Drive, the Krispy Kreme, the motel. [0:35:58, 0:36:01]: Uh, Kentucky Fried Chicken and that shopping center that uh [0:36:02, 0:36:03]: Mr. Alexander was talking about. [0:36:05, 0:36:05]: Uh [0:36:06, 0:36:11]: Okay, so we're all on that side of the road that it serves. It doesn't serve the other side at all. [0:36:12, 0:36:16]: Okay, so in the this anticipates should we have some additional [0:36:17, 0:36:20]: uh commercial growth in the area that this [0:36:20, 0:36:24]: New uh upgrade will actually be able to handle that with some [0:36:24, 0:36:25]: Um [0:36:25, 0:36:29]: added capacity some added capacity for future commercial growth. [0:36:30, 0:36:31]: Yes, sir. It should handle it just fine. [0:36:32, 0:36:36]: Okay. Could you give us kind of like is there like a term or how many? [0:36:36, 0:36:38]: Of a such certain increase of [0:36:39, 0:36:40]: How much it can handle or [0:36:41, 0:36:42]: In terms of your department? [0:36:42, 0:36:48]: It should probably the as far as what it handles now or what the future holds. Well both. [0:36:49, 0:36:51]: Well, as far as future, there's really no work. [0:36:52, 0:36:55]: Uh it can handle more. I would say probably [0:36:56, 0:37:00]: Uh forty, fifty percent more than what it currently handles. [0:37:01, 0:37:06]: But as far as growth right there, there's really no spot for growth. [0:37:06, 0:37:08]: Kind of run out of city property. [0:37:09, 0:37:15]: You always go up. You can always go up. So all right. Thank you. [0:37:17, 0:37:18]: Any other questions, Council? [0:37:20, 0:37:23]: And if not any emotion to accept this proposal. [0:37:25, 0:37:33]: So moved. Uh Miss Barber had had hand hand up first. Okay. And Miss Gantt seconds that and all in favor, please indicate. [0:37:34, 0:37:35]: Aye. [0:37:35, 0:37:37]: Okay, so you now see. Thank you very much. [0:37:38, 0:37:44]: Council consideration to award request for proposal RFP number 2021-0004. [0:37:47, 0:37:52]: The Public Works Department is requesting council approval for the award of request for proposal RFP. [0:37:53, 0:38:13]: Okay, landscape maintenance services for city of Stockbridge to Yellowstone Landscape Southeast LLC for general ground for general ground keeping, horticulture, maintenance, irrigation, cleanup of landscape areas as designated in each area, uh each service area, and a list of locations when necessary repairs. [0:38:13, 0:38:24]: to the vandalism irrigation systems and replacement of plant materials for an estimated annual amount of$250,000. Once again, it's presented by Ms. Miller and Mr. Aaron, please. [0:38:25, 0:38:45]: Uh that is correct. Uh good afternoon once again, Mayor and Council. The Public Works and Procurement Division is requesting approval of RFP 2021. The request for proposal landscape maintenance services was solicited in accordance with council directives and the city ordinance. The solicitation requests again is for grounds. [0:38:44, 0:38:46]: keeping or the culture. [0:38:46, 0:38:51]: maintenance. On May 13th, the solicitation was sent out. [0:38:51, 0:39:08]: We received two responses, one from High Grove Partners LLC and Yellowstone Landscape. The evaluation committee did meet on August 5th. We then had um two negotiation meetings with the vendor. A copy of the actual drafted contract is attached. [0:39:08, 0:39:18]: And in addition to that, we also um posted the bid on the city's website, as well as data Georgian, which was sent out to 796 vendors. [0:39:20, 0:39:26]: Okay, council, any questions for Ms. Miller or Mr. Aaron? [0:39:27, 0:39:28]: Miss Barber, go ahead, please. [0:39:30, 0:39:36]: Okay, my question is for Mr. Berry. Um Mr. Berry, I do see [0:39:36, 0:39:40]: um looks like contract language from [0:39:40, 0:39:41]: Yellowstone [0:39:41, 0:39:44]: But I don't see a draft contract. [0:39:45, 0:39:46]: Um with our [0:39:47, 0:39:49]: standard language. [0:39:51, 0:39:52]: When will that come before the council? [0:39:57, 0:40:08]: Uh we can review that and provide any other language that that's necessary or needed. Sometimes we do sign other contracts. The city doesn't always use contracts that it's signed. [0:40:09, 0:40:12]: That sorry, that it's it's uh prepared. [0:40:14, 0:40:14]: Okay. [0:40:15, 0:40:20]: That's one of the concerns that I had that we need to discuss a little further. [0:40:20, 0:40:24]: Um, I do have one other follow-up question with Mr. Aaron. [0:40:24, 0:40:26]: Can you um explain? [0:40:26, 0:40:30]: what this covers or what areas this covers. [0:40:31, 0:40:50]: Yes, uh Councilwoman Barber. This covers City Hall, the Municipal Court, the Amphitheater, the New Public Works Building, Municipal Park, the Merrill Manders Conference Center, Ted Strickland Conference Center, the Downtown Streetscape, the East Atlanta Road Streetscape, the historic markers at [0:40:50, 0:40:58]: Uh Florida Chapel and the Greenfront Cafe, the banner station at Walmart and at Rock Quarry North Henry Boulevard. [0:40:59, 0:41:04]: And I think that's about all of the locations that are included in this agreement. [0:41:05, 0:41:07]: Okay. So the um [0:41:08, 0:41:11]: Right away maintenance, are we still gonna use staff? [0:41:11, 0:41:15]: For that or will it be covered with this contract? [0:41:15, 0:41:18]: Yes, ma'am, we've got staff doing right away maintenance. [0:41:18, 0:41:27]: Okay, one last question. So the um areas um near uh highway one thirty-eight, um near the overpass. [0:41:28, 0:41:29]: Um [0:41:29, 0:41:31]: I guess that is I seventy five. [0:41:32, 0:41:35]: I think we're paying a separate contractor for that. [0:41:35, 0:41:36]: Will this cover it? [0:41:37, 0:41:43]: No ma'am, these are for the areas that were previously under the formal agreement with High Grove. [0:41:45, 0:41:53]: This does not include right-of-way. This is just those locations where we had a previous vendor performing landscaping services for the city. [0:41:53, 0:42:02]: So how many landscaping companies would be performing landscaping services for the city if we approve this today? [0:42:02, 0:42:12]: You've got, well I would say two, because you got one doing the right-of-way mowing that city authorized, and you've got one doing the landscaping and beautification, which would be Yellowstone. [0:42:13, 0:42:14]: Okay, so that would be two. [0:42:15, 0:42:17]: Yes, ma'am. Okay, thank you. [0:42:18, 0:42:20]: Yes, sir. Pro Tem, go ahead, please. [0:42:20, 0:42:32]: Uh I just wanted to inquire as we had some previous uh information. Mr. Knighton, while we're talking about this subject, uh there was some beautification efforts for um [0:42:33, 0:42:44]: Campground and Hudson Bridge. Is that information bid closed now? So uh as well? Or can you give us an update on that? What what before I ask my question? [0:42:46, 0:42:56]: I can I can speak to that. We did put that out under a separate solicitation as requested by Councilwoman Barber. We received no bids for that solicitation. [0:42:59, 0:43:00]: And what are we gonna do about it? [0:43:05, 0:43:11]: Well, if uh the city decides to go with Yellowstone, then we'll approach them about [0:43:11, 0:43:13]: doing that project. [0:43:13, 0:43:16]: Because we have cost items for um [0:43:16, 0:43:21]: certain projects so we can inquire as to what it would cost to [0:43:21, 0:43:24]: add that add those projects. [0:43:24, 0:43:44]: We did not get any bids at all. Zero. What was the, I mean, who did it go out to if we only got we got zero bids? It went out to the uh on the state registry like we normally advertise, but for a lot of people, one of the benders I heard back from is like there is no maintenance and up. [0:43:44, 0:43:48]: keep it's just a one time project and they didn't feel it was worth their while to [0:43:49, 0:43:50]: To be it on the project. [0:43:51, 0:43:53]: So Muslim nine, what's the next step? [0:43:56, 0:43:59]: I think the next step would be as Mr. Aaron mentioned. [0:43:59, 0:44:02]: Uh, if this contractor is approved by the council. [0:44:02, 0:44:07]: And we look at perhaps uh an addendum to add those uh particular roadways. [0:44:08, 0:44:13]: Okay, all right. That's out that sounds good. Okay, so pretty much what we're doing now is [0:44:13, 0:44:20]: uh the downtown area proper, which is City Hall, the amphitheater. This includes the park too, the amphitheater park. [0:44:22, 0:44:27]: Uh Mr. Mangum with Yellowstone is on the line. That includes the entire amphitheater footprint. [0:44:28, 0:44:32]: Okay, so that includes all of that. Okay. And then um [0:44:32, 0:44:33]: In terms of [0:44:33, 0:44:36]: Could could Mr. M could could Mr. Mangum [0:44:37, 0:44:39]: He's here on the call, correct? He's on the call. [0:44:39, 0:44:43]: Yeah. Sorry, talk about the specific services in terms of [0:44:43, 0:44:46]: The edging, the weed prevention. [0:44:46, 0:44:50]: And all of that. What's the program include? Talk talk to us on the company's behalf. [0:44:51, 0:44:54]: Yes, sir. Thank you so much for this opportunity. Um [0:44:55, 0:44:57]: It does include weekly maintenance. [0:44:57, 0:45:01]: During the growing season, it's bi weekly maintenance in the uh off season. [0:45:02, 0:45:04]: Um it includes mowing weekly. [0:45:05, 0:45:08]: Includes uh two applications of pine straw. [0:45:09, 0:45:10]: Two rotations of flowers. [0:45:11, 0:45:12]: Aeration. [0:45:13, 0:45:14]: Uh pruning. [0:45:15, 0:45:15]: Um [0:45:16, 0:45:17]: Edging [0:45:18, 0:45:18]: Oh weekly? [0:45:19, 0:45:20]: And uh [0:45:20, 0:45:22]: Turf weed control as well. [0:45:23, 0:45:43]: Okay, I thought we had agreed, Mr. Aaron, that we were gonna do quarterly uh freshening up for the pine straw and the mulch in the city because six months was way too long and it w the area started to deteriorate uh after a few months. So is there a correction that we could make where we could do [0:45:43, 0:45:50]: uh uh update on the mulch and everything on a quarterly basis. So it's always looking fresh. And does this include [0:45:50, 0:45:53]: The plantings in front of Stockbridge Elementary as well. [0:45:56, 0:46:03]: He had that conversation with Mr. Mangum and we've got the unit price and cost if we go from [0:46:03, 0:46:04]: Uh [0:46:04, 0:46:06]: semi annually to quarterly. [0:46:07, 0:46:10]: And it will be based on appearance if he thinks [0:46:10, 0:46:23]: that there are additional applications needed, then they would do that, but we were relying on their expertise that two might be sufficient. And if it's not sufficient, then we have the cost for adding those additional [0:46:24, 0:46:33]: Well, we know two's not gonna be sufficient because that's what we've been doing. But in the end, does it include the plantings in front of Stockbridge Elementary? That n it that's [0:46:33, 0:46:37]: Very important. They look very nice now because we freshened them up with pine straw. [0:46:38, 0:46:41]: Uh but is that included in this? Cause it certainly needs to be. [0:46:43, 0:46:51]: I'd have to look back because it was some things that staff retained service in, and I think that might be one of them, but I'll look back in the agreement. [0:46:52, 0:46:54]: It's it's it's not uh [0:46:54, 0:46:55]: One of the locations. [0:46:56, 0:46:58]: The front of the elementary school. [0:46:58, 0:46:59]: Right. [0:46:59, 0:47:05]: It's not well well there's a not the elementary school itself, but there's some planting boxes along the right-of-way. [0:47:05, 0:47:08]: In front of Stockbridge Elementary that certainly [0:47:08, 0:47:15]: You know, that that controls the appearance and it belongs to the city. So could we get that added in to make sure? [0:47:15, 0:47:18]: That that is taken care of as well. [0:47:18, 0:47:19]: Also [0:47:20, 0:47:22]: You referred to where we planted the crate myrtles? [0:47:22, 0:47:23]: Right. [0:47:23, 0:47:43]: The staff staff is maintaining those areas. Let me tell you this. I'm sorry. It's just not working. Okay, we got it fresh and done for the last couple of days. It looked really good for the amphitheater to be done, but I'm asking that possibly be considered to add to this contract because we don't want that side to be looking out of [0:47:43, 0:48:02]: place when City Hall and the amphitheater and the rest of the downtown area is squared up. I uh the picture that I see speaking for myself is when I drive to downtown McDonough, it's on point every day. Not every other day, it's on point every day. And that's kind of where I want us to get to. [0:48:02, 0:48:03]: Афоналі [0:48:04, 0:48:07]: Uh, we haven't got there as a unit ourselves, but I want to see [0:48:07, 0:48:12]: Whether this contractor might be able to do that because we've been able to execute at a high level. [0:48:12, 0:48:14]: All other areas of the city so [0:48:15, 0:48:17]: Yeah, Mr. Knighton, is it possible to [0:48:17, 0:48:24]: Is is it possible? Do we have the numbers to add that in since they do know where it is? Or I don't know, somebody answered that question for me. [0:48:25, 0:48:32]: Yeah, I think it can be added in. I don't know if it's been actually scoped, but I think uh I mean I don't anticipate the cost to be [0:48:33, 0:48:38]: You know, relatively great. Um, but I mean certainly that could be added in. We've got unit pricing. [0:48:39, 0:48:43]: for certain areas. And so we should have a pretty good estimate of what that is and [0:48:44, 0:48:50]: I suppose if that uh is a desire of the council that could be added as part of this, their regular maintenance. [0:48:50, 0:48:56]: Right. I certainly would like to ask that of the colleagues since I cannot make that decision, but we've all seen [0:48:56, 0:49:03]: how that looks on a regular basis. So I would like I would suggest that that be added. Those are my comments. Thank you. [0:49:04, 0:49:05]: Mr. Thomas, go ahead, please, sir. [0:49:06, 0:49:11]: Well, uh uh thank you, Mayor Pro Temp. I I don't have a problem with that being added. [0:49:12, 0:49:14]: Версус те кос [0:49:15, 0:49:17]: Uh, for the addition of scope, but [0:49:17, 0:49:20]: But m I I tell you what my problem is here is that [0:49:21, 0:49:22]: If [0:49:22, 0:49:25]: public works or general maintenance. [0:49:25, 0:49:29]: Uh, if this is something that they are responsible for. [0:49:30, 0:49:34]: Uh I I just think they need to be held accountable without incurring [0:49:34, 0:49:36]: the uh the other expense. I don't wanna [0:49:36, 0:49:43]: I don't wanna, you know, shook that simply because as you say, Mayor Pro Tem, it it's not working. [0:49:43, 0:49:44]: Um [0:49:44, 0:49:45]: It must work. [0:49:46, 0:49:47]: Um [0:49:47, 0:49:52]: If this is something uh if this is a responsibility of public works. [0:49:52, 0:49:53]: It must work. [0:49:54, 0:49:55]: So let's not let's not [0:49:56, 0:50:00]: Um, you know, bypass responsibility and accountability. [0:50:01, 0:50:04]: Uh, because as we see it, it is not working. [0:50:04, 0:50:09]: I keep emphasizing uh it must work. So uh Mr. Aaron, uh speak to that. [0:50:10, 0:50:12]: Speak to uh Mayor Pro Tem's concern. [0:50:12, 0:50:15]: And and and can we get the job done? [0:50:15, 0:50:19]: On those on on those bases, as the Mayor Pro Tem is indicating. [0:50:20, 0:50:23]: Those areas are done on a monthly basis. That [0:50:23, 0:50:26]: The uh historic markers and the banners. [0:50:26, 0:50:27]: Pole that [0:50:28, 0:50:29]: Walmart and North Henry. [0:50:30, 0:50:40]: And wall and uh rock core in North Henry staff was doing those on a monthly basis. Those are refreshed. I see it myself. I go by on a regular basis and those it's [0:50:41, 0:50:45]: A group of four guys that are assigned to those locations. [0:50:45, 0:50:49]: So let me ask me for Tim, is he indicating that? [0:50:49, 0:50:53]: And I know we have, you know, grow growing season and and non growing season. [0:50:53, 0:50:56]: But Mayor Pro Tem, are you sort of indicating that? [0:50:56, 0:51:00]: The frequency of the maintenance need to be uh [0:51:00, 0:51:03]: A little a little bit a little bit shorter than one month. [0:51:03, 0:51:05]: Me approaching. [0:51:05, 0:51:22]: If you're asking that question of me, just like we cut the grounds on City Hall every week, that planting in front of Stockbridge Elementary needs to be included that on a weekly basis during growing season and then every two weeks, uh in non-growing season and then [0:51:22, 0:51:42]: quar uh quarterly for the uh the mulch to be refreshed because as I said in all of us council members we see it what we're doing is not working monthly is not working so no it needs to be updated so that's well at that location there is pine straw there's just pine straw and surrounding those [0:51:42, 0:51:45]: uh prertles and those shrubs that were planted. [0:51:46, 0:51:55]: So uh Ms. Barb, if I can just follow up real quick and then I I'll jump off. So and hopefully um Councilwoman Barr, you may speak to the frequency as well. [0:51:55, 0:52:14]: So Mayor Pro Tem, and uh and I guess I'm putting this out to all of the council members, uh, is this something that we may need to and especially during the growing season? I I have to sort of look at that during the non-growing season. But now if if we are sort of suggesting and recommending that at least during the growing season, [0:52:15, 0:52:19]: That that frequency is maybe cut to uh every two weeks because again. [0:52:19, 0:52:25]: Um that appearance in downtown right across from uh city hall. [0:52:26, 0:52:27]: Uh it must. [0:52:28, 0:52:30]: It must be maintaining upkept. [0:52:31, 0:52:36]: So uh Mayor, thank you and I'm I'm going to jump off. Oh no problem. Uh Councilwoman Barber, go ahead, please. [0:52:37, 0:52:41]: I was just going to suggest um that we go ahead and approve. [0:52:42, 0:52:43]: This contract award. [0:52:44, 0:52:45]: But add [0:52:45, 0:52:46]: One. [0:52:48, 0:52:52]: Add a motion for an addendum so that staff can go back. [0:52:53, 0:52:53]: Um [0:52:54, 0:52:57]: and price whatever the new scope will be. [0:52:57, 0:52:59]: Uh whether we do it weekly. [0:53:00, 0:53:01]: Bi weekly. [0:53:03, 0:53:05]: Is that okay for Mayor Pro Tem? [0:53:06, 0:53:09]: And we can approve this and then just add in the motion. [0:53:10, 0:53:11]: for staff to bring back. [0:53:12, 0:53:14]: um an addendum or an amendment. [0:53:15, 0:53:16]: to this contract. [0:53:16, 0:53:18]: To add those areas. [0:53:19, 0:53:26]: If that question is for me, then uh if they could bring it back at the next meeting, I would be okay with it. I just don't want it lingering out there. [0:53:26, 0:53:29]: Yeah. Can I can I ask a question real quick about this area? [0:53:30, 0:53:31]: Yes, go ahead, sir. [0:53:31, 0:53:39]: Um, is it the area across the street from City Hall that's below the wall? Like it's on the sidewalk. Yes. [0:53:39, 0:53:41]: Yeah, that that that was part of our deal. [0:53:42, 0:53:43]: That was part of our deal. [0:53:43, 0:53:45]: The area above the wall. [0:53:45, 0:53:46]: Um [0:53:46, 0:53:47]: Goes. [0:53:47, 0:53:49]: It was under our understanding that goes with the school. [0:53:50, 0:53:55]: But everything that's below the wall, along the sidewalk, that that's gonna be maintained by us weekly. [0:53:55, 0:53:58]: Okay, that's great. That's that's that's it then we're good. [0:53:58, 0:53:59]: Okay. [0:53:59, 0:53:59]: Right. [0:54:00, 0:54:02]: Stand back. Um Councilman Blount, go ahead, please. [0:54:03, 0:54:09]: I don't know. Do we need to hold it up until or whatever? Because I'm just trying to get in here. [0:54:10, 0:54:18]: Thank you, sir. Um my question is that when we talk about beautification at the um city hall. [0:54:18, 0:54:23]: There's times we go by there's nothing but pine straw. When I go to other cities, there's [0:54:23, 0:54:30]: There's plants, they're their winter plants, fall plants, their summer uh beautification. [0:54:30, 0:54:45]: Uh uh is that uh should we expect that? And I'm gonna want to follow up questions, should we expect some type of beautification other than pine straw and and and pruning those trees back? Uh because I think the foliage is of those trees is is really uh [0:54:45, 0:54:51]: Even going from City Hall over to the courts is just really those crate murders are out of control. [0:54:52, 0:54:55]: Um, what I've seen that they're not prone back. [0:54:55, 0:54:57]: Um throughout this throughout my [0:54:57, 0:55:00]: community in my uh subdivision. [0:55:00, 0:55:03]: One of the things about crepe murders, if you don't prune them back, [0:55:04, 0:55:24]: They're going to grow bigger, out of control and larger uh in the off season. Craig Murders are the type of trees that grow right back, and they grow back as beautiful as they were as they were uh the previous year. So that's the first question. Uh and I guess the second question would be, m uh, Mrs. Dace, because I know a lot of times when we get into the [0:55:24, 0:55:25]: [3325.9, 3328.0]: We talk about how pressure washing. [0:55:28, 0:55:40]: Um, and I don't know if this is involved in it. Pressure washing is uh in winter months or gets kind of interesting. So are we gonna have pressure washing prior to the cold coming in? [0:55:40, 0:55:47]: And and whatever areas we have for beautification. And and I know I got three questions. I'm trying to jump in because I don't know when I get back in. [0:55:47, 0:55:49]: And the last one is this including [0:55:50, 0:55:50]: Um [0:55:51, 0:55:56]: Also, is it including when we the completion of Lee Street and the beautification over on Lee Street? [0:55:58, 0:56:18]: Councilman Blount, this does not include Lee Street because we don't know what the final landscaping plan or design is for that area, but once it's completed, then we can add it in. As far as pressure washing, we just recently pressure washed City Hall and the roof at City Hall as well. We did some other pressure washing around. [0:56:18, 0:56:27]: On City Hall. So pressure wash. And I don't know which areas you were referring to as far as pressure washing at City Hall or any other location. [0:56:27, 0:56:33]: Well, when we when I said pressure wash from Ms. Daisy, I'm saying that if you just did it, thank you. [0:56:33, 0:56:49]: But there's times when there uh I don't know how often you do you guys pressure wash, but there's times where the uh the oxidation and stuff that happens on that concrete that looks pretty, you know, it's it's city hall, you know, with this with this big F emphasis behind it that that's [0:56:50, 0:56:54]: That w that we've all uh built that is amphitheater. We want to make City Hall. [0:56:54, 0:57:04]: uh kind of like the uh focal point, ground zero, what we want to see around the city. And so uh I I think that's the concern of this whole council that we're on top of that. [0:57:04, 0:57:10]: Uh and I thank you with the uh with the answer when it came to uh Lee Street. [0:57:10, 0:57:12]: But but also I'm just [0:57:12, 0:57:16]: What what is different that that we're gonna be doing when it comes to [0:57:17, 0:57:22]: the plannings and things around City Hall. I'm just trying to figure out we we get we get ready to award a contract and vote on it. [0:57:23, 0:57:32]: Uh potentially. So I'm just trying to figure out what exactly are we going to be getting either from public works or from this new contract when it comes to beautification around City Hall. [0:57:35, 0:57:39]: I'll let Mr. Mangle speak to that as he's. Yes, sir. Thanks so much. [0:57:40, 0:57:44]: This this picture right here behind me, this is actually our seasonal flowers. [0:57:45, 0:57:48]: Uh, in some of our pots that we've got also our communities. [0:57:49, 0:57:52]: Um, I know in all of your seasonal flower beds. [0:57:52, 0:57:53]: We're gonna be changing them. [0:57:54, 0:57:56]: Two flowers like this. [0:57:57, 0:58:00]: Um, we're gonna do your fall and winter flowers, which is coming up. [0:58:01, 0:58:01]: Uh [0:58:01, 0:58:03]: Within the next two to three weeks. [0:58:04, 0:58:07]: So all the empty flower beds that's out there and you you've got quite a few [0:58:08, 0:58:10]: Uh seasonal flower beds that are empty. [0:58:10, 0:58:12]: So all those are gonna get filled uh filled up. [0:58:13, 0:58:13]: Well, the fall. [0:58:14, 0:58:18]: And then we're gonna rotate'em and put brand new flowers in'em come next spring too. [0:58:19, 0:58:21]: Um and then we did a property wall. [0:58:22, 0:58:23]: About a week and a half ago. [0:58:24, 0:58:26]: And we saw a lot of the roses. [0:58:26, 0:58:29]: And certain uh plants that are dying out. [0:58:30, 0:58:33]: So we've got a good plan to come back in and replace them with some more. [0:58:33, 0:58:34]: Barber. [0:58:34, 0:58:35]: Colorful. [0:58:35, 0:58:38]: uh flower and shrubbery to replace them as well. [0:58:39, 0:58:43]: And so we'll be we'll be uh proposing that to you all as well. [0:58:44, 0:58:56]: Thank you. Just to follow up, Mayor, if you if you will. Go ahead, sir. Uh I I because I've seen your company, I've seen this company on the northern end of towns and in several places. I'm assuming it's a really big company, because I've seen them. [0:58:57, 0:59:02]: quite a few places and and I've seen the work that you all are doing. We just want to make sure that we get that down here. [0:59:02, 0:59:05]: On the south side of the stock bridge and we want to [0:59:05, 0:59:13]: You know, we're not trying to mimic anybody, but we just want to look we just want to look as best as we can look. You know, we wanna you know absolutely. [0:59:13, 0:59:15]: Actually I'm a [0:59:15, 0:59:17]: Southside Gow myself. [0:59:17, 0:59:21]: I was born and raised in Griffin. I live in in McDonough now, so [0:59:22, 0:59:24]: I come right by Stockbridge. [0:59:25, 0:59:25]: Twice a day. [0:59:26, 0:59:28]: And I see it and and [0:59:29, 0:59:30]: A lot of the people that [0:59:30, 0:59:32]: That I associate with. [0:59:32, 0:59:34]: Live in that area as well and so. [0:59:35, 0:59:39]: I've got uh I've got a lot of emphasis on Yale City. [0:59:40, 0:59:41]: As well. [0:59:41, 0:59:49]: Fantastic. Mr. Mr. Megan, but when I talked about the trees though, we I guess you guys looked at everywhere. [0:59:49, 0:59:54]: And you see that as a serio we have a serious issue with trees need to be really pruned back. [0:59:54, 1:00:02]: Yeah, especially the ones on the front corner of the city hall. Yes. [1:00:03, 1:00:07]: We saw that the other day. We we're walking in the rain, so it was wet, all the limbs were [1:00:07, 1:00:10]: were wet, heavy and hanging over and stuff. So yeah, we [1:00:11, 1:00:15]: We definitely saw that. Our contract uh states that we will do tree pruning. [1:00:15, 1:00:17]: Um up to a height of [1:00:17, 1:00:19]: I believe it's ten feet. I'll check on that. [1:00:20, 1:00:21]: Um and we take [1:00:21, 1:00:23]: We take crepe myrtles. [1:00:23, 1:00:24]: Oh [1:00:24, 1:00:26]: On an individual basis. [1:00:26, 1:00:32]: We'll look at crate. We typically don't prune a lot over the the top of the canopy of a crate myrtle. [1:00:33, 1:00:38]: But we'll take it on an individual basis and and and decide how we want to prune each one. [1:00:38, 1:00:44]: Now the trees at the corner of City Hall, they aren't they aren't creating myrtles. Uh those are elm trees. [1:00:45, 1:00:47]: And those are the ones where the the limbs are hanging down, but [1:00:47, 1:00:53]: We we've seen a lot of lot of tree work that needs to be done and we're gonna we're gonna jump on it right out the gate. [1:00:54, 1:00:54]: Thank you, Mayor. [1:00:55, 1:00:58]: You're welcome, sir. Uh Councilman Tom uh uh Thomas, go ahead, please. [1:00:59, 1:01:03]: Thank you, Mayor. Um lastly, Mr. Mingum, I I don't want to miss [1:01:03, 1:01:11]: Uh the statement that you made going back to um Stockbridge Elementary School, uh the frequency, if I'm not mistaken. [1:01:12, 1:01:14]: You said that you will be analyzing [1:01:15, 1:01:19]: Uh that scope of work on a weekly basis. [1:01:19, 1:01:22]: Yes, sir. The whole contract for every [1:01:22, 1:01:23]: Area [1:01:24, 1:01:27]: Oh, that encompasses the contract is weekly. [1:01:28, 1:01:28]: April [1:01:29, 1:01:30]: Through October. [1:01:31, 1:01:35]: And bi weekly November through March. So your off your off season. [1:01:36, 1:01:40]: is uh bi weekly and and the growing seasons weekly. Yes, sir. [1:01:41, 1:01:41]: Okay. [1:01:42, 1:01:45]: I I just want to emphasize that that fact because [1:01:45, 1:01:45]: Uh [1:01:46, 1:01:47]: That look [1:01:48, 1:01:49]: They're um [1:01:50, 1:01:51]: All around City Hall. [1:01:52, 1:02:03]: pretty much all the way down to the North Indian precinct. And and I'm not suggesting your scope to this another scope, but I'm just saying uh when people come over that bridge. [1:02:03, 1:02:07]: Um, you know, that is, you know, the sight that they see. [1:02:07, 1:02:15]: And we just want to make sure all of that is um, you know, the campus of City Hall, that it is nice. Yes, sir. Absolutely. [1:02:17, 1:02:25]: All right, Mary Po Tim, we'll make this the last pull round. Yeah, yeah, yeah. It is. I just want to make the statement. Mr. Mangum says he lives in McDonald's, so he drives right by the square. [1:02:26, 1:02:27]: On a regular basis. [1:02:27, 1:02:29]: And uh if it's [1:02:29, 1:02:32]: If that's the minimum requirement here, okay. [1:02:32, 1:02:37]: So if you drive by there and you can get the minimum requirement there and above. [1:02:37, 1:02:39]: That's kind of what we're looking at. Certainly. [1:02:39, 1:02:44]: Uh what Mr. Blount had mentioned about the flowers and the beautification, I certainly could [1:02:44, 1:02:52]: uh support that uh as well. So I will go ahead and make a motion to approve this contract so we can move this forward. [1:02:52, 1:02:53]: Yeah, second. [1:02:54, 1:02:58]: Is there a second? Miss Gantt second dad. Okay, any further discussion? [1:02:59, 1:03:05]: And if not all mayor, with is that is that with an addendum to come back with a pricing on uh the other? [1:03:05, 1:03:09]: Is that gonna be added that we we would have them to look at? [1:03:09, 1:03:21]: uh the pricing on other uh objects that or is this just for this right here it's just for this motion it the there's no other addendum that he mentioned in in this particular motion at all okay all right so all in favor of motion please indicate [1:03:23, 1:03:25]: Okay, nasty season. Thank you very much. [1:03:26, 1:03:30]: All right. No, that was a lot of unanimous. [1:03:30, 1:03:34]: That was not unanimous. Oh you oh I'm sorry, you vote you vote against the motion? [1:03:35, 1:03:39]: I'm abstaining. You're abstaining. Okay. I'm sorry, four zero one. [1:03:40, 1:03:41]: For the Riker. [1:03:42, 1:03:45]: There's information uh we've discussed here. [1:03:45, 1:03:46]: But [1:03:46, 1:03:49]: None of that information was provided to us in writing. [1:03:49, 1:03:54]: We don't have a contract in front of us for us to see the standard language. [1:03:54, 1:03:57]: That spelled out everything, Mr. Mangum. [1:03:58, 1:04:01]: has agreed to. So I'm just abstaining for that reason. [1:04:01, 1:04:04]: All right, four zero one. [1:05:13, 1:05:33]: And with the pandemic and more people are being at home, we're using more uh PAC, which is polyaluminum chloride, to remove the phosphorus. And so we're asking that we be allowed to increase the purchase order so we can buy additional chemicals. And we were informed by procurement that. [1:05:33, 1:05:44]: Mr. Knighton's signing authority, the city manager signing authority is only twenty-five thousand dollars.
