[0:49:07, 0:49:27]: Ladies and gentlemen, um, what has occurred here, I'm adding something in addition to the proclamation that we're going to read here. What announcement you probably heard in the last couple of days has been uh our police department is fully active, first of all. And obviously there was an officer uh that is uh officer, senior officer, patrol officer, Grandville Borrell, uh, was the officer. [0:49:27, 0:49:47]: That actually located this young child walking around around a daycare, someone that misplaced this individual, this young child. So, what I'd like to do is acknowledge senior uh police officer, Granville O'Barnett. Please come forward, sir. Uh and um also uh our chief of police, chief uh Frank Travel. [0:49:47, 0:50:07]: Well ladies and gentlemen, if you have not known our chief here he is, and this is the gentleman that's leading charge of our police department to keep you safe and protect you and and watch over everything that's going on in the community. On this note, Chief, I'm gonna uh leave with you so go right ahead, sir. Thank you. So one of the things that we do in our profession is uh I have a uh a chief's challenge going here. [0:50:07, 0:50:27]: And we award this to members of the community and to our officers anytime that they do something that we consider to go above and beyond the call of duty. And last Friday, Officer Barrett is a very humble man. He won't take credit for this. He just said God place him at the right tip, the right place at the right time. We had a young child as a major. [0:50:27, 0:50:47]: The mayor had uh mentioned that uh was able to scale the fence at his daycare three-year-old, uh, that Officer Barrett, uh, while proactively patrolling the neighborhood, observed this child near Rock Quarry Road and North Park Trail, which is a very busy intersection there. And again, uh by his proactive efforts and by the grace of God, he was able to recover that child and return him safely to. [0:50:47, 0:50:57]: his mother and so this evening uh officer barrett would like to where I'd like to present you with the chief challenge for him for your your diligence and your hard work certainly [0:51:15, 0:51:22]: You to get the password come down? Come down, please. Card council. [0:51:25, 0:51:26]: Yeah. [0:51:45, 0:51:49]: Is it just happening? Oh sorry. [0:51:51, 0:51:56]: Actually used to be a general person, but yes, yes. [0:52:01, 0:52:09]: Star Chris Finus, ladies and gentlemen, start Chris Finus. [0:52:12, 0:52:12]: Oh. [0:52:13, 0:52:22]: So what's also on the program tonight, I have a proclamation. Um uh Lieutenant Colonel retired Michael Randall, sir. Where are you? Come on up, sir, please. [0:52:29, 0:52:49]: This is also very special to me personally since I'm a retired army officer as well. The applicant represented by Height, Walker at Jordan, PC, and they request a withdrawal. So please be advised that anyone who is here pertaining to the permit case. [0:56:33, 0:56:47]: of CU dash 2022-01, MRM and Sons incorporated. The applicant has withdrawn the request uh withdrawn the request and that the item will not be heard this evening. So we'll write that into the record there on that note. [0:56:47, 0:56:48]: And uh [0:56:49, 0:56:51]: So we'll move on to the [0:56:51, 0:57:11]: The next public hearing item, rezoning case RZ 2022-01, Remy Rose Development LLC. The applicant represented by battle law PC. The agent requests the rezoning of a certain property from C1, Neighborhood Commercial, and C2 General Commercial Districts to the PUD plan. Parcel number 012-01002000. The larger parcel currently zoned is Z2. [0:58:07, 0:58:19]: Uh the Planning Commission recommended approval of this case uh with the conditions as at its meeting on uh May twenty sixth, twenty twenty two, and this is gonna be presented by says Ryan Anderson. Yes sir. [0:58:19, 0:58:32]: Uh this agenda item uh whereby the applicant is seeking to rezone property approximately sixty-nine acres located on highway one thirty-eight west of I sevent I-75 and Mount Zion Parkway from the C1. [0:58:32, 0:58:52]: Neighborhood commercial and C2 general commercial districts to the PUD to allow for a mixed use development containing approximately forty-eight thousand square feet of commercial retail with two buildings, three hundred and sixty apartment units within eight buildings, and 102 townhomes within 22 buildings. Was originally slated to be heard by the [0:58:52, 0:59:12]: City Council on June 13, 2022. However, today the applicant submitted a new site plan that reflects a reduction in scale and scope. The applicant is now proposing 297 apartments down from 360 for a reduction of 63 units. Also, the applicant reduced the proposed number of townhomes from 100. [0:59:12, 0:59:27]: That will result in 26 less townhomes. The original site plan indicated a total of 488 combined units of apartments and townhomes, and the new proposed site plan indicates 399 combined units. [0:59:28, 0:59:31]: Overall, the new site plan has a reduction of eighty-nine units. [0:59:32, 0:59:52]: This item accompanied accompanied a comprehensive plan amendment, which was heard at the last council meeting. However, at that meeting, no vote was taken on the comprehensive plan amendment due to a failed motion. As a result of the no action being taken, this item was forwarded to the next city council meeting. The comprehensive plan case has been removed. [0:59:52, 1:00:01]: m been rescheduled for the august eighth, twenty twenty two City Council meeting. Since the item before us tonight is a companion item to the rescheduled comprehensive plan amendment. [1:00:01, 1:00:04]: Staff is requesting a continuance of the case. [1:00:04, 1:00:08]: after the public hearing tonight until the august eighth, twenty two. [1:00:08, 1:00:12]: Twenty twenty two city council meeting so that both items can be heard on the same day. [1:00:14, 1:00:22]: Uh Mayor. Yes, sir. I think there's more town homes, not less. Twenty-six more, not twenty-six less. [1:00:24, 1:00:25]: Let me see. [1:00:26, 1:00:29]: More ownership. [1:00:32, 1:00:34]: It's my fault. Um [1:00:34, 1:00:34]: Yeah. [1:00:40, 1:00:42]: Yeah. [1:00:42, 1:00:45]: Yeah, okay, you're right, uh Councilmember A uh Alexander. [1:00:47, 1:01:00]: I made a mistake. I um read it wrong. It went from a hundred and two townhomes to a hundred and twenty eight town townhomes. So that was my fault. I miscalculated. We just got it today, so I was kinda [1:01:00, 1:01:04]: Russian, but Okay. Noted. Okay. So that was my fault. [1:01:05, 1:01:13]: Um so as you can see on the board, uh I'm sure the applicant is here and um this is the new site plan since I put it up. [1:01:20, 1:01:22]: Um back to the original case, um [1:01:24, 1:01:32]: As you can see, the um the the this rezoning comprises two parcels. One consists of three acres and one consists of sixty-five acres. [1:01:34, 1:01:44]: Uh here's the aerial photo of the property. Uh the case facts, part of the application is the Remy Rhodes Development Court uh LLC. [1:01:45, 1:01:57]: Uh the app the property is mostly vacant and wooded and includes Reeves Creek and a cemetery on the property. The surrounding land use include the Glen Devon subdivision, Highway thirty eighth package store, CVS, Coals, [1:02:15, 1:02:23]: Here's the illustrative rezoning. This is the first conceptual site plan and the renderings of the departments and the townhomes. [1:02:30, 1:02:36]: Uh staff um recommends approval with four c with um with five conditions. [1:02:38, 1:02:39]: Do you have any course? [1:02:43, 1:02:46]: Council, any questions on the five conditions at all? Any questions? [1:02:47, 1:03:05]: Uh just one brief one. Go go ahead, sir. Now basically based on uh the changes that were made, there was some curr concern that was brought up at the last meeting about the rental ratio. What does the ratio uh y'all calculate the ratio based on what we have now? Can you calculate that? [1:03:05, 1:03:10]: Okay. Um I'll let you do the math. All right. [1:03:15, 1:03:17]: It's three hundred a total of three hundred and um [1:03:19, 1:03:26]: Well fo well it's two ninety mail. Two ninety seven plus one twenty eight. [1:03:29, 1:03:33]: Sorry about that, uh 29. [1:03:39, 1:03:40]: Thirty five. [1:03:45, 1:03:58]: So it's it's like um almost a forty percent uh homeownership to um rental ratio. Sixty percent mostly rentals and forty percent homeowners. [1:03:58, 1:04:18]: So I got forty-three percent. So forty-three and fifty-seven. Yes. Um would be the actual numbers, okay. So I think what we were at last time, I think we're uh twenty per s like twenty-eight percent. Right. So the home ownership portion now is up to uh forty three percent. Uh that's great. And uh [1:04:18, 1:04:38]: The only other, you know, the thing that I would say is is in terms of where we're moving to is uh I appreciate on the part of the uh developer willingness to try to work with the community because you asked for um you know uh more home ownership in the area and the product that you're [1:04:38, 1:04:58]: To bring in as a quality product. And I would point out as well, I'm glad that you all were able to see that this there was a question made about our, you know, what are we gonna do about uh the the growth in the community? Well, we have a new police department, you know, we we have a total of 62 uh officers in [1:04:58, 1:05:18]: And staff in the community to be able to patrol. That neighborhood will have patrols from the Stockbridge Police Department, as Henry County Police will patrol Highway 138 state highways. So we have employed 60 plus officers to go out into the community to practice community policing. [1:05:18, 1:05:21]: Ти би або кипя ком'юніті сайт. [1:05:21, 1:05:41]: You know, the other thing that I I thought about, you know, during our last meeting, and certainly we want to be uh you know, hear your point of view. You certainly want to be able to uh take that in was that, you know, I I I remember when the spy I'm thinking about the spivey splash park when it was built, you know, there are thousands of cars. [1:05:41, 1:05:45]: [3945.0, 3965.0]: And I don't remember this much opposition to the Spybee Splash Park. There's no road improvements. They just built it. And you have this giant amusement park right in the middle of your area. But I I just I refrain from that and I and to say that, you know, we're this development itself is on a five lane highway. [1:06:05, 1:06:25]: With improvements being made, but I found that quite odd that this giant amusement park area is being built off of Walt Stevens Road with no road improvements in the middle of uh the community. So, you know, I I I understand and I kind of look at that and see, well, I wish we'd have had some of that concern when. [1:06:24, 1:06:30]: When this giant amusement area was being built with busloads of people showing up every day. [1:06:31, 1:06:33]: All right. Any other comments from the council? [1:06:37, 1:06:38]: Oh. [1:06:39, 1:06:53]: But sc ma'am, you needn't address the you need to address me. Okay, as a chair. But what uh uh uh but it okay, we'll we'll take care of the screen. We'll take care of the screen as best we can. Uh now to make it better seen by everybody, is it possible to do that at all? Is uh [1:06:53, 1:07:00]: That's the the largest um view I can do. Uh Mr. Bond, how you can help out with this, Mr. Bond? [1:07:03, 1:07:04]: Most of the life. [1:07:06, 1:07:08]: Right down at the bottom. [1:07:09, 1:07:10]: Really? [1:07:13, 1:07:20]: Or you could hit click and see the common presentation model. [1:07:23, 1:07:43]: No. Okay. All right. There we go. All right. All right. Thank you. All right. Council, once again, any other questions from the council? And if not, let me let me do this. Uh recommendation. Now I want to make sure you under understand this. Recommendation. Please be please be advised that anyone who is here pertaining to rezoning case RZ-2022-01. [1:07:43, 1:07:45]: [4066.1, 4078.6]: There will be a public hearing with a recommendation from legal counsel to be continued uh and to uh continue the item to be discussed and heard on August eighth of twenty twenty two. Wanna put that in record. So on that note [1:07:59, 1:08:19]: The public hearing will occur. I will now open up the public hearing for anybody for this particular development. Four. And we'll allow ten minutes, ten minutes only for any comments on four. So be if anybody from my far uh left or even in the middle, my far right, if you're four, I need for you to line up on the on the list. [1:08:19, 1:08:24]: side here and then we'll take we'll start the clock of ten minutes to give you time to speak for this development. [1:08:24, 1:08:27]: Mayor. Yes sir. There's no presentation. [1:08:27, 1:08:35]: Excuse me? Presentation is not. I thought didn't he not give the presentation? The applicant gets to make a presentation. [1:08:35, 1:08:40]: Okay s well excuse me then. Come on, excuse me? So be it, I'm jumping the gun. [1:08:41, 1:08:41]: Tied mir. [1:08:42, 1:08:56]: I'm sorry, Miss Battle. I am so sorry about that. The presentation. Excuse me. Well at least you know what's coming folks, all right? All right. Excuse me. Uh let me see. Oh you got it on there? Okay, great. Excuse me, I got my [1:08:56, 1:08:58]: How do I get back to the file? [1:09:02, 1:09:07]: Which one does it get the name on the other thing? [1:09:08, 1:09:15]: Yeah, that we done. [1:09:23, 1:09:43]: Good evening. All right, Miss Battle uh your show. Go ahead, please. Michelle Battle with Battle Law, um thirty five sixty two, uh Habersham at North Flake, uh Tucker, Georgia. Um we are happy to be back here before uh city council this evening. Um we'll try and keep our remarks brief. Um I think staff has done a great job of going over. [1:09:43, 1:10:03]: The information in terms of what we have done to modify the plan since last we saw you. We certainly understand the passion of the community. We understand that change is difficult and that you know we are asking to do something that we believe. [1:10:03, 1:10:23]: Will help to enhance the viability of the area. We'll bring more units that will allow for the opportunity to continue to grow the commercial corridor along Highway 138. And that we believe will bring in new residents both from a [1:10:23, 1:10:42]: a multifamily perspective but also from a single family attached fee simple product that will bring more homeowners into this community. And so when we look at the original site plan, ooh, it did not change up there. So let's see what happened. [1:10:43, 1:10:45]: And yeah. [1:10:47, 1:10:54]: Let's try that. Nope. That didn't work. Hold on. Mr. Bond, we might need your help again. Ain't a minute. [1:10:59, 1:11:00]: Try it one. [1:11:01, 1:11:08]: On after what oh, there we go. Okay, maybe that's what my problem was. Eh. No, that didn't didn't stop moving. [1:11:13, 1:11:13]: That's okay. [1:11:15, 1:11:18]: Oh my time. [1:11:32, 1:11:52]: Yeah, this will do forward and back. Ford and back. Okay. All right, great. All right, we got it. Ah, okay. See if I can put this thing back up here. Um, and so this was the original uh site plan uh on the project. Um again we had all of the single family uh [1:11:52, 1:12:12]: Attached townhome units that were located over in this area. Let me put my glasses on because I cannot see up there. Oh my goodness. Um and we had the commercial component of the project here in the front. Um and the town and the multifamily units uh located here in this area with the gated entrance. [1:12:12, 1:12:32]: What we know now is that we have still the same commercial component here, but the area for the townhomes have now expanded over further into the area that was originally for the single-family for the multifamily units, and we have reduced the total. [1:12:32, 1:12:52]: Total number of buildings. You can see here we now have a total of it looks like five to six buildings, whereas previously we had, what is that, uh seven, one, two, three, four, five, six, seven, eight. We had eight buildings here previously. [1:12:51, 1:13:11]: So we have reduced the total number of units from 360 to 297 on the multifamily side. We've increased the total number of townhomes from 102 to 128, so we have more home ownership on the project. And additionally, we also changed the number of bedrooms. [1:13:11, 1:13:31]: bedrooms the the unit count there. So we still have right now we have 176 single one-bedroom units. That is down from the 216 previously stated. We've got the two bedroom units. [1:13:31, 1:13:51]: We now have 97 down from 108. And on the three-bedroom units, we have 24 down from 36. And so the ratios on those did change. Once again, this is gonna be a beautiful community. We're looking at a very upscale multifamily community. And when we're looking at the clubhouse, [1:13:51, 1:14:11]: And the other amenities, and they will be very uh high standards, particularly with all the amenities that will be included within the project, both the fitness center, the workstation areas. Um, these are some of the interiors for the single for the multifamily, um, and these are the [1:14:11, 1:14:31]: Townhomes that are proposed along with some of the interiors that you see there. Again, we're looking at these units on the apartments being between 720 to a little over 1,300 square feet. We've already discussed what the number of bedrooms will be on the site. There will be parking. The amount of parking actually did get reduced. [1:14:31, 1:14:51]: Reduced. We're down to 502 parking spaces. There will be the clubhouse, co-working spaces, fitness center, all the normal types of amenities. It will be gated on the apartment units. There will be security cameras, and the pricing will go from$1,300 for a one. [1:14:51, 1:15:11]: Bedroom unit up to over 2200 for the three-bedroom units. On the townhome side, we're looking at units being between 19, a little over 1900 square feet to 2100 square feet. These will be three-bedroom units, two-car garage with two parking spaces in front. They'll have their own amenity area. We believe that these units. [1:15:11, 1:15:31]: Will be priced at$350 and up. And we are looking to market to empty nesters and young couples with a mandatory homeowners association that will be in place. We are more than happy to do the rental cap because we have multifamily units, so we are looking for these town. [1:15:31, 1:15:51]: Home units to be owner occupied. It is not intended for these to be rental units because think about it, it would compete with the multifamily that we have, and so we don't want that to happen. Um, and um therefore this is not going to be marketed in terms of the townhomes to any type of investor. So with that, we would respectfully request approval of the application. [1:15:51, 1:16:11]: And to the extent that we need to work with staff on the additional conditions to solidify and make sure that these things that we put forth in front of you today are a part of the overall conditions that if this were to be approved by City Council, we are more than happy to do. And we're here to answer any questions you may have. Thank you, Ms. Battle, for your presentation. Council, any questions from Ms. Battle? [1:16:14, 1:16:15]: [4576.2, 4596.2]: Put the photo back up of the townhomes and then the interior of the townhomes so we can kind of see what the quality looks like. Okay. This is the product that you intend to deliver, and that's going to be spelled out in the proposal to the city. [1:16:36, 1:16:46]: city, including this luxurious bath that I see there. And these are all these interiors. This is what is going to be produced and it's gonna be in the development agreement. [1:16:47, 1:16:54]: Uh the pictures that uh we received are the pictures of my understanding we're um doing, so yes, we have no problem with that. [1:16:55, 1:17:15]: Okay. Okay. And uh from what I understand that uh those units that you saw there will be some uh there will be brick fronts uh as well. There'll be varied, not just we wanted to be able to you wanted to be able to give the community a variety as you propose to us to be able to have some some folks. [1:17:15, 1:17:35]: Folks don't want to look don't want brick, but uh we we like we prefer to have brick in the city because we know what that does in terms of the value of the property and the overall appearance. Correct. Um and the changes that were made now is very important to me about this rental cap. Now this rental capital. [1:17:35, 1:17:39]: Is that correct? [1:17:39, 1:17:58]: Yes, and we said that would be at Chew All's um disorder. Five. Five. So that's fine. Because again, we're not looking to rent those. We've got the multifamily units, so we don't in fact want those town homes to be rental. Right. We can't go to zero. Um that's kind of against the law. So the five percent is fine. [1:17:58, 1:18:18]: I think the city has been at the forefront of that. We had a situation where a developer double crossed us and sold the entire neighborhood uh to a rent-to-owned development. So these owner occupied stipulations are extremely important to us. We encourage every other government or a body to do the same thing because we want [1:18:18, 1:18:26]: home owners living in this product, uh being contributing to the community uh as well. So thank you. [1:18:28, 1:18:30]: Any other comments for Ms. Battle, Council? Anybody else? [1:18:32, 1:18:52]: Okay. Thank you. Thank you, Ms. Battle. Okay. Now let's try this again. Once again, please be advised anyone who's here pertaining to rezoning case RZ two zero two two dash zero one Remy Rose Development LLC. There will be a public hearing which we'll have with recommendation from legal counsel and to continue the item to be heard on August eighth of twenty twenty two. [1:18:52, 1:18:55]: So on that note I will now open up the first time. [1:18:55, 1:18:56]: Uh the [1:18:56, 1:18:57]: Public hearing. [1:18:57, 1:18:59]: And so anybody from [1:18:59, 1:19:01]: My far left, middle. [1:19:02, 1:19:11]: or my far right that are for this development. Please line up and we'll give ten minutes allocation to everybody who wants to speak. Line up on my s on this left side. Anybody? [1:19:14, 1:19:15]: Four. This is four. [1:19:16, 1:19:17]: This is four. [1:19:19, 1:19:19]: Seen [1:19:20, 1:19:32]: All right. So anybody from my left, middle and right side that are against this this particular development, once again light up on my left side, which would be your right, and uh you got ten minutes as a group. [1:19:34, 1:19:35]: Against [1:19:36, 1:19:37]: Ten minutes total. [1:19:40, 1:19:47]: Line up first and then we see how many people are and they've gonna allocate only ten minutes. So you're gonna have to be uh quick on your speech here. [1:19:51, 1:19:52]: Tw ten minutes total, that's correct. [1:19:54, 1:19:54]: Total. [1:19:56, 1:20:16]: And uh the directions on the uh podium here when you come up talking about your name, address, uh needs to be mentioned for the record. Okay, let's start. Start the clock uh well as soon as gets up and names uh gives his name and address, and then we'll go ahead and start. Ms. Ms. Clerk. Go ahead, please. My name is Troy Finley and uh stay at Ronnie Me. [1:20:16, 1:20:21]: Subdivision 7772, Amherst Court, 20 plus year resident. [1:20:22, 1:20:23]: And [1:20:23, 1:20:30]: I just wanted to address the the council here because uh I was here at the last meeting. [1:20:30, 1:20:32]: My first question with all due respect. [1:20:32, 1:20:34]: А сідати ту. [1:20:34, 1:20:39]: Mr. Blount and Gantt, Pete members that were totally opposed to this, are not here. [1:20:40, 1:20:50]: Um I had Miss Barber. She was basically on the board borderline if they would redu reduce the houses, which they did. They did the ratio change. [1:20:51, 1:20:53]: But the council that was against [1:20:53, 1:20:57]: again was not here, so I don't know what's going on with that. But anyway [1:20:57, 1:21:00]: The other thing I had is the the [1:21:00, 1:21:03]: The issue of ca uh traffic wasn't addressed. [1:21:03, 1:21:09]: Again in a one of the meetings, all of the tr the the turns coming out that subdivision [1:21:10, 1:21:11]: What's gonna be right hand turn? [1:21:12, 1:21:19]: There was no not gonna be left hand turn permitted. So I don't know if you realize that the all the breaks. [1:21:19, 1:21:23]: Along one thirty eight, there's gonna be a lot of U-turns, a lot of danger. [1:21:23, 1:21:27]: So those that was the only thing and um [1:21:27, 1:21:28]: So that's basically what I had. [1:21:29, 1:21:30]: Thank you, appreciate it. [1:21:31, 1:21:32]: Next person, please. [1:21:35, 1:21:55]: Uh good afternoon. Um Melissa Kalandro, homeowner in Spivey Glenn subdivision. Um Mr. Mayor, Council, I I am concerned that the other council members are not here just to hear the the comments. Um I'd like to thank the people who are putting forward this proposal for actually listening and making [1:21:55, 1:21:58]: some of the changes that we all um suggested. [1:21:59, 1:22:11]: Um the main concern is still traffic. And as I look at that plot of land, I wonder if an easement has been considered onto uh Mount Zion behind the Coles property. [1:22:12, 1:22:21]: Um just to give an additional access point, many of us wait a long time at you know spy uh to get out of those neighborhoods and to get onto spy. [1:22:22, 1:22:24]: uh road and then on to one thirty eight. [1:22:25, 1:22:25]: Um [1:22:26, 1:22:26]: The [1:22:27, 1:22:31]: Turn lane turn lane base from seventy five going northbound if you go into town to work. [1:22:32, 1:22:34]: Um backs up. There are wrecks there. [1:22:34, 1:22:36]: Um quite frequently. [1:22:36, 1:22:41]: And if you put another large population of working people who do commute into town. [1:22:41, 1:22:48]: Um, I don't know if those that part of the traffic has been looked at too. So our main concern is still addressing the traffic. [1:22:49, 1:22:52]: And would prefer this to be a low or medium density. [1:22:53, 1:22:53]: Um [1:22:54, 1:23:06]: development. It was not made clear from the changes if that those changes took it from high density to medium or low. So those are my comments. Thank you very much. Next next person please. [1:23:11, 1:23:20]: Good evening. Thank you, Council people, for hearing my comments this evening. My name is Sandra Wayne and I live at eight four three zero Marina Bay Court. [1:23:20, 1:23:40]: In Lake Spivey, Georgia. I was here for the last meeting when Miss Battle spoke on this very issue, and at the end of the meeting, she tried to make some recommendations for some compromises that would be made on this project. And one of them was that the apartment buildings would be taken from three levels to two stories. [1:23:40, 1:23:49]: didn't hear any change in that. I also uh she also commented at that meeting that there would be a um [1:23:50, 1:23:54]: We could actually select the kinds of businesses that we would like there. [1:23:54, 1:24:06]: And she had started to make some recommendations on what they may be. And it would be we're not going to have a barber shop, we're not going to have a smoking lounge, we're not going to have a and and the list went on and on. [1:24:07, 1:24:27]: So when I was pulling up information, I noticed that under PUDs that some of the things that are prohibited are adult entertainment establishments, ambulance services, automobile brokers, automobile washes, automobile rental, service repair for autos, building and lumber supply, daycare centers, funeral homes. [1:24:27, 1:24:47]: Gasoline service stations, greenhouses, hookah bars, pawn shops, restaurants with drive-thru facilities, retail warehouses, rooming and boarding houses, self-storage, tattoo and piercing shops, trade shops, truck terminals, vape stores, or vet clinics. And I also tried to look under City of Stockbridge for the zoning. [1:24:46, 1:25:06]: rules for a PUD and all I could find was the multi-use development and what it has there. And I still am not and I'm still not understanding with the plan and that is here how under the the multi-use development it could say it says right in the City of Stockbridge zoning laws that no more than [1:25:06, 1:25:17]: 25% of the total number of residential units shall be of the same residential use, except for single-family detached dwelling units. [1:25:17, 1:25:20]: Residential lots shall be divided. [1:25:22, 1:25:42]: Residential lots shall be divided among the following uses in accordance with the following minimums. Single family detached, 60% of the total number of residential units to be developed. Multifamily apportioned as follows: townhouses, 15% of the total number, condominiums, apartments, loft condominiums, or loft apartments, 15%. [1:25:42, 1:26:02]: Of the total and the remaining 10% of the residential uses may be divided among any of the permitted residential uses under the zoning rule, except for apart apartments or loft apartments. So I'm still not hearing in any of this how we are going to have this high density. [1:26:01, 1:26:03]: Yeah, yeah. [1:26:03, 1:26:12]: And Miss Battle also mentioned when she spoke last that the hope was that at some point the people who are living in these [1:26:12, 1:26:22]: High quality apartments are going to reach the point where they can afford to buy one of the minimum three hundred fifty thousand dollar townhouses that they have on this property. [1:26:23, 1:26:30]: How is that going to happen when it's the number may have increased to 128, but we're still talking 300 apartments. [1:26:30, 1:26:34]: That's never going to happen. So if these people want to move up. [1:26:35, 1:26:36]: They have to move out. [1:26:36, 1:26:37]: So [1:26:38, 1:26:42]: So why is it we are not going and holding the the the [1:26:43, 1:26:52]: feet to the fire here to go with what they had promised they would do. They have not come through with that. And why we can't have the city of Stockbridge [1:26:53, 1:26:59]: Help people to achieve the American dream, which is home ownership. [1:27:00, 1:27:03]: That's what I would like to see happen, and I thank you for your time. [1:27:05, 1:27:06]: Next person, please. [1:27:10, 1:27:30]: Uh good evening. Uh I'll be brief, let letting the other community uh members uh uh speak. My name is Kenneth Thompson, eighty one forty three Clubhouseway, Lake Spivey, Georgia. Uh I'm here against the project as it's proposed. I didn't see I saw just saw the original and the proposed, which [1:27:30, 1:27:50]: Is is encouraging. However, uh, I'm a major proponent for home ownership, uh, a proponent for having a community where all of the dwellers are invested in this community from the standpoint of supporting our businesses, uh, the care of our properties, and just being consistent with the [1:27:50, 1:28:10]: The region of a Lake Spivey. So I'm here in opposition to any uh increases of rental uh units in the area and supporting uh home ownership. You can even look at the the Active 55 community, they're they're thriving, and you have Sun City and a lot of [1:28:10, 1:28:23]: lot of communities that are uh right now over capacity. So uh we need to start thinking out of the box and and doing something a little bit more creative to bring more home o home ownership in this region. Thank you. [1:28:25, 1:28:26]: Expression. [1:28:32, 1:28:50]: Good evening, Council. My name is Arnold Goodson. I live at thirty-one twenty-six Liverpool Street in Jonesboro. Not to repeat the issues and the concerns that the other residents have have mentioned, but understand [1:28:50, 1:28:55]: За вот хапс на Henry County also affects Clayton County. [1:28:56, 1:29:04]: I sit on the board of directors for the Lake Spivey Communities Incorporated. I'm also the vice chairman. [1:29:05, 1:29:08]: of the zoning advisory group for Clayton County. [1:29:09, 1:29:29]: So it's understood that this development is not an island. It is going to be part of the overall structure of Henry County. But anything that happens there will also have happen to have effects, either positive or negative, on [1:29:29, 1:29:32]: Clayton County, and that is our concern. [1:29:33, 1:29:38]: So I appreciate you taking that into consideration. Thank you. Thank you. Madam Crook, what how much time do we have left? [1:29:39, 1:29:43]: Okay. Council, are you council, are you willing to stand this any longer? [1:29:45, 1:29:47]: Yeah, all of it. Yes, sir. [1:29:48, 1:29:51]: If we only have the other three speakers, I would be in favor of the line. [1:29:51, 1:30:11]: All right. Okay. Okay. Go ahead, ma'am. We're gonna continue. The last three to speak and then we'll cut it off. Go ahead, ma'am, please. My name is Marion D. Calhoun and I live at six oh eight Creek Stone Court. I am a community activist and I'm here on behalf of the people that are not here. [1:30:11, 1:30:13]: I feel like the board. [1:30:14, 1:30:16]: This thing has already been settled. [1:30:17, 1:30:18]: We are just fluff. [1:30:20, 1:30:21]: It doesn't matter what we say. [1:30:22, 1:30:24]: This is already going to happen. [1:30:25, 1:30:26]: So in the future [1:30:27, 1:30:30]: We need to vote people like this out. [1:30:30, 1:30:34]: So that we will have a voice in this community. [1:30:35, 1:30:37]: Thank you for your comments. Next please. [1:30:40, 1:31:00]: Mr. Mayor, City Council members, Christopher Colandro from Spivey Glenn. I was here the last time we addressed this issue. As you may not recall, I used to do airborne traffic reporting for the city of Atlanta for Channel 2. And for me, again, this boils down to two simple issues: quality of life and traffic impacts. And the bottom line is: this area, especially the 75, 138. [1:31:00, 1:31:05]: Interchange is ergonomically insufficient to handle this kind of project. [1:31:05, 1:31:24]: Provide story it's due to battle law. We're heading in the right direction, but we need to get these units reduced even lower to something more in the medium or low density category. I would all I would also suggest putting a point of egress somewhere on the back end of the lot on Mount Zion rather than having the two egress points be on 138. Thank you. [1:31:28, 1:31:46]: Representative Douglas, good evening to you, sir. Good evening. Good evening, Mayor. How are you doing? City Council. I'm here today because I haven't gotten so many phone calls. Because I actually live in this area. I live in 290 Spive Ridge in the Lake Spivey community. I've been there for over 20 years. [1:31:46, 1:31:51]: And I've never gotten this many phone calls about a project that's going on in the area. [1:31:51, 1:31:53]: And so I just wanted to come out and listen to [1:31:53, 1:31:55]: The people and my constituents. [1:31:55, 1:31:57]: That's here that you've heard speak today. [1:31:58, 1:31:59]: Um [1:31:59, 1:32:00]: This is a very [1:32:01, 1:32:02]: Very trying time. [1:32:02, 1:32:04]: And to get this type of project. [1:32:05, 1:32:06]: During this time [1:32:06, 1:32:10]: Вів херфом до комніти, а ви вокпоніти. [1:32:11, 1:32:12]: Ми місьфіт. [1:32:13, 1:32:16]: Банчу тю часто. [1:32:17, 1:32:18]: When it's your [1:32:19, 1:32:20]: and it's around your neighborhood. [1:32:20, 1:32:21]: You think differently. [1:32:22, 1:32:23]: Okay. [1:32:23, 1:32:24]: And uh [1:32:25, 1:32:35]: to the council member who said something about the uh progress down the road at the uh uh uh it was used to call the Mad Maid Beach. [1:32:35, 1:32:39]: I was there twenty years ago and the thing about that is they just redid what was already there. [1:32:40, 1:32:43]: And when they come, they go home at the end of the night. [1:32:43, 1:32:44]: Okay. [1:32:47, 1:32:52]: So that's why you don't hear any outpouring of information about that project. [1:32:52, 1:32:56]: Because when they come, they come enjoy themselves and then they go home. They don't stay. [1:32:56, 1:32:58]: And so to uh [1:32:58, 1:32:59]: to the board. [1:33:00, 1:33:02]: Uh like the young man said earlier. [1:33:02, 1:33:04]: The decision look like it's already made. [1:33:04, 1:33:06]: But if we can just [1:33:07, 1:33:09]: come back and look at the project. [1:33:10, 1:33:20]: We're willing to work with the council that's uh approved, uh the lawyer that's approved during this project to help it be feasible for both parties. [1:33:20, 1:33:22]: Now you're gonna have a uproar of community. [1:33:23, 1:33:25]: Вот just one project, just think about the next project. [1:33:26, 1:33:31]: And then just less than a mile away is four hundred and fifty apartments going down. [1:33:31, 1:33:33]: One way and they're clear. [1:33:34, 1:33:35]: You know if [1:33:36, 1:33:38]: I mean we're we're backing apartments up to each other. [1:33:39, 1:33:54]: on on on 75. So I actually live in this community and I hope you were taking that in consideration. Thank you for hearing all us. Thank you for extending the time, but I would love to uh meet with council and help set up some city meetings where we can all dialogue and talk together. [1:33:55, 1:33:56]: Thank you for your time. Thanks, appreciate it. [1:34:03, 1:34:23]: Now uh ladies and gentlemen, so you know the since it's been brought up a couple of times, I would tell you a couple of my teammates are not here as you see. First of all, Mr. Blount is out out of town on other type of business, and so he couldn't be here. And oddly enough, uh Ms. Gantt's not here because she has COVID nineteen. So we'll be on the safe safe side with all this. And she's been uh vaccinated and boosted. [1:34:23, 1:34:43]: So otherwise, if you're vaccinated and boosted, you can still get COVID-19. All right, so she's got a quarantine for the next five days. That's why that hold on. That's why she's not here. The agenda was made out, and oddly enough, the individuals are not here for that. And it could happen to any one of us. Alright, that is why. So it wasn't any type of conspiracy if you're thinking along those lines. It just happened that way. Now. [1:34:42, 1:34:49]: On that note, uh we've heard you. We had enough time to digest all that. Um any other comments, counsel at all? [1:34:50, 1:34:57]: Who are you, please? Yeah, sure. Sure. Go ahead. Miss Battle? [1:35:06, 1:35:26]: Um thank you for giving me the opportunity to come back up. I think that um a couple of things. Um one with regards to the um conditions um on the um project, um we did indicate a willingness um to look over the um uses for the commercial component. Um we [1:35:26, 1:35:46]: Have not backed off of that as I indicated to the extent that this is going to get voted on next month. We would like the opportunity to work with staff to address any specific uses that you all would like to see removed from the list of possibility with regards to the project. We can certainly [1:35:46, 1:36:06]: Volunteer some as well, but we wanted to have the opportunity to make sure that we covered anything that was addressed or that was desired from the city's perspective with regards to the types of uses on the commercial component. You know, I think I find an interesting thing. [1:36:06, 1:36:26]: Interesting that in this day and age, while I certainly can understand and appreciate that many of us in here, including myself, we all value home ownership and ownership is important. I'm not in any way suggesting that that is not. But we also know that everybody has life choices and everybody some people don't. [1:36:25, 1:36:45]: Want to actually own a home. Some make that decision later in life. This is a project that we hope really is in the direction of young folks who may want to stay in the city or come back to the city and want a nice quality apartment complex to move into. There really has not been new. [1:36:45, 1:36:50]: New apartment complexes that have been developed in the city of Stockbridge in quite some time. [1:36:51, 1:37:10]: um particularly none that could compete with many of the um apartment complexes that you see throughout um the metro atlanta area. Um and so this is for folks who um either make a decision that they don't want to currently live in any type of um fee simple product. [1:37:11, 1:37:13]: Um or that [1:37:13, 1:37:32]: They simply want to be able to make a choice. A lot of times people will come into town, young people will come into town, they'll make that decision that they want to live in an apartment for a year or two while they get a feel for the community, and then they make their decision about where they want to go live at. We are trying to provide an opportunity for home ownership on the site. [1:37:32, 1:37:48]: Um, which gives not every last single person who lives there another unit that they can move into, but gives them the option of having some units to move into that are um adjacent to this community because they like the community that they that they are currently living in. [1:37:48, 1:38:08]: But I would think that the city would relish the idea of having folks who may have started out in an apartment move into other homes that might be available not only in this community, but throughout the Stockbridge community as you all continue to build and grow the city of Stockbridge. So we're not trying to have a one-on-one situation. [1:38:08, 1:38:28]: Where each person that rents a unit has an opportunity to buy one unit next door on this project. And I don't know any place that would actually have that kind of one-on-one criteria. So again, we believe that we've um tried to address the issues that have been raised by the community. We cannot satisfy everything, but we did one. [1:38:28, 1:38:35]: To make an attempt to address the issues that have been raised. So thank you. I would stand by Ms. Bellett. [1:38:36, 1:38:37]: All right. [1:38:38, 1:38:54]: Mayor and Council, thanks for a few minutes of yours, Tom. I I did want to address uh this is Ryan Orris with the uh development team. I don't know if I can have access to show you screen, but I did want to address one thing regarding the traffic in terms of the light. I think that's been misunderstood quite a bit. And [1:38:56, 1:39:15]: Michelle, can you assist? Oh, I can use the mouse here. Okay. In the meantime, as we're looking at the screen above, the the light that exists, it will be a fully interchange light, meaning this, when you're coming out of [1:39:16, 1:39:36]: Uh coming out of the main entrance, you'll be able to take a left, but go straight, and take a right. I think that's been highly misunderstood. Whenever you have a signalized light, you have those opportunities to go three different patterns, like you go to any major interchange, right? Um I I think Okay, perfect. So this this will be a fully interchange light. [1:39:36, 1:39:47]: So most of our traffic coming in and or out will be able to go three different directions. Obviously if you're going out, most people are gonna be taking a left automatic to 75. [1:39:47, 1:40:07]: By law and DOT, and there's a median here, we'll have to have a write-in, right out due to the fire marshal requirement and the fact that you can't have another stoplight within the distance between this interchange. So yes, there will be a secondary write-in, right out required, but our main access point will be at this light, which will have to be improved because currently [1:40:07, 1:40:27]: Currently, it's only a three-way light. So I just want to make that point because that's come up quite a bit last as well as tonight. That is misunderstood. And the traffic counts with the size of the road is quite diff similar to 316 going towards Athens with lights four-lane median. And that has a tremendous amount more traffic. This has about 20,000 cars a day. [1:40:27, 1:40:47]: Other side of this um interstate has about 45,000 cars a day. So about half the amount of cars at present. And this development is gonna have very minimal impact on that. So I just want to address that. All right, good. I'm stand by a second, please. Don't don't go away. Um and and maybe I might have missed this. There's a comment made about three levels to to a two-level. Did you address that or are [1:40:47, 1:40:56]: I don't recall that. Okay. Yeah, I don't recall ever that being spoken. Okay. Because that would be pretty much a another rental townhome, and that which I don't think none of us want. [1:40:56, 1:41:16]: Okay. What I indicated was that under the um current um low density um that it had contemplated two stories and we were asking for one story more. So we never said that we would go to two stories. Okay, we said by right we could do two stories. All right. All right, thank you. Go ahead, Councilman Alexander. Yeah, before you leave, uh you said [1:41:16, 1:41:23]: And let's let's put this to rest right now. You will be able to make a left hand left, you will be able to turn left out of there, correct? [1:41:24, 1:41:44]: Yes, sir. So if you I I just want to answer that'cause I've heard that over and over and over again that we will allow this neighborhood to be built and then knowing everybody's gonna go toward I seventy five, certainly you need to be able to make a left hand turn and that's the anticipation with the signalized will be required by DOT. And be required by DOT. [1:41:44, 1:42:04]: But certainly I appreciate that. And then the other thing that I want to say is, and I said this at my town hall the other night, okay? And I tell and I'm addressing the audience. When we say in our neighborhood, right down the street from my neighborhood on Johtoco Road, we got 306 apartments under construction. Right next to my [1:42:04, 1:42:24]: We have 47 townhomes that were just built. Got about 50 more that are getting ready to be built. I mean right next door to my neighborhood. So I'm not I wouldn't do anything to your neighborhood that I would not do to my very own neighborhood because this is what uh is being anticipated. We understand. [1:42:24, 1:42:44]: And I appreciate the quality work that Commissioner Davis has done and the organization or Clayton County has done out at Lake Spivey. You know, in our T-SPLOST, we have uh$3 million advocated so that we can have a trail go down Walt Stevens Road and connect to Lake Spivey. [1:42:44, 1:42:50]: So that's one of the things that we've done. We want to be able to work with it. And right now, Commissioner Davis, myself, [1:42:50, 1:43:10]: Uh in the whole uh the Clayton County and the staff of Stockbridge and Henry County are working on a joint CID uh for Highway 138 to be able to address a lot of the things that you all are talking about coming to the area. Now the CID, you think about that, that's like think about Cumberland, think about Sugar Low, think about [1:43:10, 1:43:30]: Avalon, that's what the CID does. The CID enables you to be able to hire private contractors when the businesses tax themselves to be able to add beautification to the intersection, to be able to add uh you know improvements to the intersection, and even add security uh to the intersection. [1:43:30, 1:43:50]: Sec to the uh general area as well. Uh the plan calls for 10-foot multi-use pass down the entirety of highway 138, and all of that is designed to be uh in the mixed use protocol. And the last thing that I'm gonna say is this is that, and I said this to my neighborhood at the town hall that we have these. [1:43:50, 1:43:55]: the other night. I wanna see my grandkids grow up. I do. [1:43:55, 1:44:15]: And if we ever want to see them grow up, we had to study. Clayton County had one too. You asked the kids were they gonna come back home to live, work, and play. They said no. Because there was nothing for them to do and there was no quality amenities for them to participate in. When kids go out and they graduate from school, I'm not trying to make the kids think like me. [1:44:15, 1:44:35]: Of them don't want to own a home. I wish they do. I sell real estate. I like to sell them one. But a lot of them don't want to own a home. But they want to live in a quality place. And you ask your kids, where do they want to live? Do they want to live in a single family home out in the middle of nowhere? Or do they want to live in the middle of the action and they want to have things around them that they can [1:44:35, 1:44:55]: Can walk to, that they can ride their scooter to, that they can ride their bike to. That's what they want to do. And I want to be able to provide, and I'm we're working on right down at Johtoco to be able to provide that for them in various areas. We're never gonna be Buckhead or Atlanta, but we got to provide quality, mixed-use developments for people to live in and for our kids to be. [1:44:55, 1:45:15]: Be able to come back post-college when they graduate and they're high earners and they want a very nice place to stay. We have nothing to offer them right now. Zero. Nothing. And that's something that we got to work on. We can't have them everywhere, but the places that are supposed to go is at the interstate for easy access to the community. Thank you. [1:45:15, 1:45:18]: No problem. Any other comments, Council? Yeah, go ahead, Ms. Barber. [1:45:20, 1:45:20]: Ooh. [1:45:21, 1:45:21]: Mm-hmm. [1:45:24, 1:45:38]: Uh stand by sir. Relax please. No t h hold sir, sir, sit down. You sit sit sir. Listen, don't don't sit down, please. Thank you very much, Miss Barber. Sit down, please. [1:45:40, 1:45:41]: Ms. Barber, go ahead, please. [1:45:41, 1:45:44]: What I wanted to say to everybody here. [1:45:44, 1:45:45]: I'm listening. [1:45:46, 1:45:47]: I'm listening. [1:45:48, 1:45:50]: No decision has been made. [1:45:50, 1:46:07]: I'm very thankful to Ms. Battle and our developers. They have been willing to work with us. Some of the suggestions that I made and my councilmates made at our previous meeting. [1:46:08, 1:46:09]: They're willing to work with this. [1:46:10, 1:46:13]: I understand there's a legal aspect to this. [1:46:14, 1:46:21]: Um so as long as we have the open dialogue um with the community. [1:46:21, 1:46:26]: Um and Miss Battle and the developers will continue working. [1:46:26, 1:46:28]: Um to get it right. [1:46:29, 1:46:38]: Not just for Stockbridge, but for Clayton County residents as well. I see we have a Clayton County Commissioner here. [1:46:38, 1:46:39]: As well. [1:46:39, 1:46:40]: Um [1:46:40, 1:46:41]: I lived. [1:46:41, 1:46:44]: on Walt Stevens for eighten years. [1:46:45, 1:46:48]: So I understand the traffic flow and congestion. [1:46:48, 1:46:49]: In that area. [1:46:51, 1:46:52]: Um which is why. [1:46:52, 1:46:57]: I'm asking specific questions of our developer in this battle. [1:46:57, 1:47:02]: I'm glad that they addressed the egress and ingress. [1:47:02, 1:47:05]: Um because that's a question that I asked just last week. [1:47:06, 1:47:06]: Um [1:47:06, 1:47:09]: So I want to make sure that we're clear. [1:47:09, 1:47:15]: There are two um entrance points from Highway 138. [1:47:15, 1:47:17]: Only one of those [1:47:17, 1:47:20]: points were able to exit and enter. [1:47:21, 1:47:22]: into this development. [1:47:22, 1:47:24]: I wanted to ask. [1:47:24, 1:47:24]: If [1:47:25, 1:47:27]: If it is a possibility to add another [1:47:28, 1:47:29]: Entrance and exit point. [1:47:30, 1:47:32]: From Mount Zion. [1:47:34, 1:47:41]: The issue with regards to that is we've got a stream um that's on the other side of the property. [1:47:41, 1:47:53]: Huh? Reeves Creek. Reeves Creek on the other side of the property. So that impedes our ability um we'd have to cross the creek, which is an is very expensive um process. And not only that, we don't own any of the property on the other side. [1:47:54, 1:47:54]: Okay. [1:47:56, 1:47:57]: Okay. [1:47:58, 1:48:05]: And one other question, and this is not directed to Ms. Battle or the developer. I wanted to hear from the Clayton Commissioner. [1:48:05, 1:48:08]: Um because I wanna know if and I don't know if it's appropriate. [1:48:09, 1:48:12]: But I wanted to know what plans they have um with [1:48:13, 1:48:33]: improving um the traffic or addressing or working with the city to address traffic concerns. Um mr davis come on up sir I like to hear from come on up. Why not? Let's hear from a of a local commissioner that we do business with. Be good to see you to talk to you. Commissioner if [1:48:32, 1:48:33]: Give us. [1:48:35, 1:48:35]: And welcome. [1:48:39, 1:48:43]: Thank you. Good good evening, Mayor, Council Council Wemers. Um [1:48:44, 1:48:49]: Yes, I was called about this project, and a lot of concern uh was met. Um [1:48:49, 1:49:06]: And we are looking at some ways of mitigating some traffic issues, Walt Stevens, as well as down as far as Jodico, up towards 138. Um, I was just speaking with Representative Douglas and I've spoken to a couple other representatives about trying to get something concrete. [1:49:06, 1:49:09]: Is from DOT as far as uh highway one thirty eight. [1:49:09, 1:49:12]: That corridor is becoming congested congested. [1:49:12, 1:49:14]: And we do have a new development going up. [1:49:15, 1:49:17]: in a partnership with the uh Clayton County Board of Education. [1:49:17, 1:49:20]: And that is going to be roughly a four hundred unit. [1:49:20, 1:49:35]: um apartment homes, um with tutoring centers, as well as some senior living. So if we're looking at four hundred plus some more, we've got to consider it all. And I think it is imperative that we as elected officials [1:49:35, 1:49:55]: It doesn't matter whether we're Henry County, City of Stockbridge, or Clayton County. I think we're gonna have to begin to increase our communication, to begin to understand that this is one sp one piece of land that we share and that we're gonna have to do it. Um I don't think it's appropriate for me at this time to address certain issues, but I'm hoping [1:49:55, 1:50:08]: that we can have some dialogue here in the near future to where we can begin to discuss the plans of what we're trying to do as far as a proposed CID and some other issues there to make the quality of life, to increase the quality of life in Clayton County. [1:50:08, 1:50:26]: with as minimal impact on travel, pedestrian safety, as well as travel, um, travel plans to and from work and play facilities. Appreciate it, Commissioner. Thanks a lot. Thank you. And our water and our splash pad is doing extremely well. I wanna let everyone know. Come on out and [1:50:27, 1:50:28]: Thank you, sir. Appreciate it. [1:50:28, 1:50:36]: Um second. Uh Miss Barber, is that all for you? Okay, that's it? Okay. Go ahead, Mary Pros. Thank you, Mayor Ford. [1:50:37, 1:50:50]: Ladies and gentlemen, uh s some of the thing that you've heard from um the uh state representative, the Clayton County Commissioner and and also the elected officials here. [1:50:52, 1:50:54]: We talk all the time. [1:50:55, 1:51:00]: Um one thirty eight, this is just not just not coming up. [1:51:00, 1:51:20]: As elected officials, we understand these things and we do collaborate and we do discuss these things. Um, as uh Councilman Alexander mentioned and um the commissioner, uh, we talked about 138 and we understand these issues and these problems. I know uh councilman Alexander mentioned [1:51:20, 1:51:26]: and some development that was coming near him, there's developments coming near me. [1:51:26, 1:51:38]: But we understand that and I try not to put my personal uh into it because I know decisions have to be made. And I'll just say this to to citizens and I say this all the time. [1:51:38, 1:51:44]: We have to be a little bit more proactive. If you have a body of land near you [1:51:44, 1:51:53]: Some development is coming. If if this development is denied, trust me, another one is coming. So what I say [1:51:53, 1:52:02]: You have to do what you're doing now, but you have to be a little bit more proactive. You got to get involved and make sure that that plot of land. [1:52:02, 1:52:04]: It's what you want it to be. [1:52:06, 1:52:12]: I criticize myself and I criticize us all the time. We are too reactionary. [1:52:13, 1:52:24]: If you have a homeowner association, any group, if there's a plot of land near you, come together and discuss, look at the zone and say, okay, what do we want to come in this particular piece of land? [1:52:25, 1:52:29]: Let's try to work with these developers. Now I'll just say this about Mrs. Bell and her group. [1:52:30, 1:52:50]: She met with all of us, the elected officials, months and months and months ago. And some of the same concerns that you have expressed, we expressed some of those concerns then and there, months and months ago. So to find a product that [1:52:50, 1:52:52]: That you see coming forward. [1:52:53, 1:52:57]: Some of those things are because of some things that we said no to. [1:52:58, 1:53:14]: So I'm just saying to you all that there's a lot of discussion. There's a lot of things that's going on behind the scenes that you don't know. Some of you say, well, oh, it's already a done deal and two council members are not here and there's a plot. Trust me, there's no plot here. [1:53:16, 1:53:18]: As an elected official [1:53:18, 1:53:21]: These are not easy decisions. [1:53:21, 1:53:41]: But we have to look at these decisions from a lens like this and not a lens like that. But but yes, these are tough decisions that we have to make. But we have to look at the future of Clayton County and Henry County. And 138 has been a mess for a long time. [1:53:41, 1:53:42]: Long time. [1:53:43, 1:53:45]: So I'm recommending to you all [1:53:46, 1:54:06]: Just don't wait till something comes and then we all come out and we all want to complain. 138 has been a problem for years. The traffic has been a problem from years. Let's go to DOT, let's talk. But that's how we do it. And I think the commissioner from Clayton County sort of said that. But this is where we need to be. [1:54:06, 1:54:11]: Because when you do come like this and you have a developer [1:54:12, 1:54:14]: And they come to us. [1:54:14, 1:54:26]: We have to act to that. Now, we have denied some developers over the years, and we have approved some development over the years. But I'm just saying [1:54:27, 1:54:28]: Growth. [1:54:28, 1:54:30]: And and when I say growth [1:54:30, 1:54:41]: That's o the only growth is quality growth. So I know at the last meeting someone said to piggyback on quality, quality. That's the only growth that we're gonna talk about. So I'm just saying is [1:54:42, 1:54:44]: Decisions have to be made. [1:54:46, 1:54:52]: There's been some decisions from my own councilmates in my neighborhood, and I was the only one objected to that. [1:54:53, 1:54:56]: But it happened and I have to live with that. [1:54:56, 1:54:57]: So I'm just saying [1:54:58, 1:55:00]: These are tough decisions. [1:55:01, 1:55:03]: These decisions have to be made. [1:55:03, 1:55:05]: For the betterment [1:55:05, 1:55:06]: Of all [1:55:06, 1:55:09]: На час смал популяцій. [1:55:09, 1:55:11]: But for the region [1:55:12, 1:55:16]: So mayor I just think you and and I think all of you. I I don't have any personal and [1:55:17, 1:55:22]: At the last meeting, a number of my friends that's in Clayton County. [1:55:22, 1:55:30]: called me and I told them really the same thing and I understand their frustration. Now you said well we would not want this in our neighborhood. [1:55:31, 1:55:36]: Some of us do, some of us don't. But those things happen and we just have to live with that. [1:55:37, 1:55:50]: So let's just try to do the best that we can. Let's try to get with DOT. Let's try to get with all of these entities. Let's try to deal some with traffic. But one thing that I've learned over my years, and I've been elected official a long time. [1:55:50, 1:55:52]: road construction [1:55:53, 1:55:56]: And state representative Douglas know this as well. [1:55:56, 1:55:58]: Row construction [1:55:59, 1:56:02]: Cannot keep up with development. [1:56:04, 1:56:13]: It takes years and years and years and years and years and years for any road development. Why? I I don't know. [1:56:13, 1:56:18]: But I just know over my tenure, this is how I've seen it. [1:56:18, 1:56:21]: road construction and road development [1:56:21, 1:56:25]: lags way behind development. [1:56:26, 1:56:28]: Can we change that? [1:56:29, 1:56:31]: Raise your voice and let's see what we can do. But [1:56:32, 1:56:46]: It's a tough decision and we do have to make a decision one way or the other. And at our next council I mean we probably will. But again, we listen, we understand, and we take all of that in consideration. [1:56:47, 1:57:03]: But we also have to take in consideration the growth of this region and what we have to do to try to make sure that we are doing what we need to do in this region. One thirty eight has been a problem for a long time. [1:57:05, 1:57:25]: Thank you, Mayor. No problem, you're welcome. Okay, counselor. Everybody's had something to say. I believe we're good there. Now, uh what the recommendation from the staff and legal counselors that uh we'll come before us for a vote on on the eighth. If that's the note that that's what we're gonna do, then the eighth of August it will be. So ladies and gentlemen, uh I would imagine be back on the eighth of August. And on that note We have to table make a motion to table. [1:57:25, 1:57:26]: Mm-hmm. [1:57:26, 1:57:27]: Mm. [1:57:27, 1:57:32]: Oh excuse me, a motion to table. So be it. I need a motion to table. [1:57:32, 1:57:39]: Certain certainly. I'd like to make a motion to table to our uh August meeting. Okay. August eighth. August eighth meeting. Uh is there a second? [1:57:40, 1:57:42]: Okay, Mayor Protein second. All in favor, please indicate. [1:57:43, 1:57:50]: Thank you very much. Now on that note, ladies and gentlemen, I would imagine, I would imagine we'll have a full council at that time. [1:57:50, 1:57:54]: All right, God willing. All of us, all six of us will be here on August eighth. [1:57:55, 1:57:58]: So I'll imagine you'll be back. Look forward to seeing you. Take care. We'll move on. [1:58:00, 1:58:16]: You take a five minute recess. You you want a five minute recess? All right. Five minute recess it is. Is that you good for a five minute recess, Council? Five. I'm sorry. You good for a five minute recess? Okay. Uh Representative Douglas. Alright, we'll take a five minute recess. [1:58:17, 1:58:22]: Is is Douglas still here? Uh Douglas is still here. He's de he's down here. Representative Douglas. [1:58:23, 1:58:24]: Can you come this way, please, sir? [1:58:36, 1:58:42]: Hey, was that w I I thought that were you. Oh look at here. It's still saying I got something in there. [1:58:43, 1:58:54]: I ain't got no money. Bro, when you gonna come see me man? I've been trying to get in touch with you for weeks. None of my stuff work man. [1:58:54, 1:59:14]: What's the my I can't print? I thought you fixed it, huh? I need uh I got your ticket about uh interacting. I would like to know where I can see that PowerPoint. Uh is that available online supposed to be. That came from the attorney. Uh that's the attorney's uh PowerPoint. [1:59:14, 1:59:18]: But uh give me your email and I'll send it to you. [1:59:22, 1:59:27]: I'm just trying to jike this man. Sorry about that, Rob. [1:59:31, 1:59:35]: Leads up tomorrow and Bachelor Gina. Bye man. [1:59:40, 1:59:44]: Hey Miss Linda. [2:01:15, 2:01:20]: [7353.8, 7354.8]: Yeah. [2:02:57, 2:02:59]: Okay, so maybe that'll be [2:03:02, 2:03:05]: [7485.1, 7494.8]: I have to write that. [2:04:56, 2:05:00]: last time I gave everybody one minutes. [2:06:30, 2:06:35]: [7629.2, 7630.3]: Okay. [2:07:54, 2:07:55]: Let's get back. [2:08:13, 2:08:15]: Well I'm [2:08:35, 2:08:40]: Yeah, I didn't know I doesn't mean it's like well, I'm sorry about it. [2:08:51, 2:08:52]: [7739.5, 7746.8]: [2:09:11, 2:09:13]: Oh yeah, that's right. [2:09:44, 2:09:46]: It's kind of different. [2:10:19, 2:10:25]: So they look differently with the same different. [2:10:27, 2:10:30]: [7835.0, 7840.6]: So we're going to have a chance to start. [2:10:42, 2:10:53]: This is very watching from male men do. [2:10:59, 2:11:02]: All right, Council. Let's uh let's get back to reconvene our meeting, please. [2:11:04, 2:11:06]: And actually uh [2:11:06, 2:11:08]: City Manager, are you gonna be up next? [2:11:12, 2:11:16]: A Fred, we've reconvened. Are you ready? [2:11:23, 2:11:26]: Okay. Madam Clerk, are you about set? [2:11:27, 2:11:28]: Uh thank you very much. Appreciate it. [2:11:31, 2:11:34]: Uh a little bit. [2:11:36, 2:11:38]: I have seven twenty-seven. [2:11:39, 2:11:45]: Seven twenty seven reconvened and uh we're gonna go back uh to the [2:11:45, 2:11:52]: Twenty twenty three presentation, budget counter presentation by our city manager, Fred Gardner. Please sir. [2:11:56, 2:11:57]: Yeah with us uh [2:12:54, 2:13:00]: All right. Hi, Sir John. Good after good evening, Mayor and Council. [2:13:01, 2:13:07]: Uh real quick, um my goal tonight is to kinda give you guys a overview. [2:13:07, 2:13:27]: of uh what our budget process is gonna look like. Part of that is kind of give you guys an understanding of how I develop my budget um and then how we bring that budget forward uh to you guys and have it adopted. So part of that is obviously my philosophy and I'll talk a little bit more about that. Um you guys [2:13:27, 2:13:44]: a kind of get idea of of the process that we're put putting in place. Um and then obviously get feedback from you guys um and discussing the council priorities which we kinda did some of that already at the retreating that's gonna be incorporated inside the budget. [2:13:46, 2:13:50]: As you know, this is our legislative leadership team. [2:13:50, 2:13:52]: Uh Mayor and Council. [2:13:52, 2:13:57]: And our goal is to obviously um move forward on any items that are voted on by May and Council. [2:13:58, 2:13:59]: That's our priority. [2:13:59, 2:14:19]: This is our current structure and this is only incorporating those folks that are responsible under the city manager,'cause I know I got a I got a call back from the from the s finance director and the city club that what where where are we on the uh PowerPoint on the organizational chart? And I said, Well technically you guys don't really report report to me, but these are just the folks that [2:14:19, 2:14:39]: report to me and you'll see um at next meeting I'll be bringing some recommendations in terms of changes in the structure um of what you see now and and I'll bring that in at the work session. So when we talk about tools and and what we use to to produce the budget as you guys know done this before obviously [2:14:39, 2:14:47]: Um the finance team, we look at conducting financial projections on our revenues and expenses. Um we look at historical data. [2:14:47, 2:14:57]: and put that data together by departments, review um what's going on in the economy, obviously because that's gonna have an impact on us and especially here where [2:14:58, 2:15:05]: Um we're talking about inflationary times as well as potential for recession and recognizing that we uh [2:15:06, 2:15:18]: Uh most of our revenues are generated by sales tax. Um, how do we literally start to employ uh three to five year strategic plans and then as well as elements from May and Council? [2:15:22, 2:15:23]: Most of you know that you know [2:15:24, 2:15:44]: The fiscal budget is made up of our general fund. And this city is predominantly sales tax, permit fees, franchise fees. Our fiduciary responsibility is our pension, what we do with our pension and investments, capital budget, and that's through our enterprise fund as well as our general fund. And part of what we're going to be doing is trying to put the [2:15:43, 2:16:03]: Together a five-year actual capital program and moving forward with that in earnest and have that hopefully presented to you guys, and I'll show you on the cat on our calendar where we hope to get that to you guys. So that'll become a good guiding document. And our goal moving forward is to produce that and then give that to you guys before we move forward on the actual budget. [2:16:03, 2:16:17]: And it'll be subject to change based on what we see as we're looking at projected revenues. Our enterprise fund, which is our water sewer fund, our sanitation fund, and stormwater fund, and then our special funds, which is made up of our grants and our T Splots. [2:16:20, 2:16:24]: We worked on a strategic plan um this past spring. [2:16:24, 2:16:30]: And s the four focus areas that you guys wanted us to look at is how do we improve the quality of life in the city? [2:16:31, 2:16:34]: How do we improve the culture and brand development in the city? [2:16:34, 2:16:42]: How do we look at economic growth in the city as well as sustainability? And we're gonna look at how do we put those goals. [2:16:42, 2:16:44]: into the budget as part of the budget. [2:16:45, 2:16:50]: To make sure that we're implementing the goals and objectives that we identify when we did do a strategic planning process. [2:16:53, 2:16:57]: Right. When we talk about what's gonna be looking out in twenty twenty three, and this is just a small highlight of some. [2:16:58, 2:17:18]: You know, obviously we want to continue to improve our water and sewer infrastructure and make improvements to our parks. Obviously, implementing our SPLOSS program that's very important because those projects are voted on by the voters to allow for us to get that extra sales tax to do those projects. And a lot of that includes street improvements. [2:17:18, 2:17:36]: um through sports and through our ElMeg program, um paving of existing street and sidewalks. Um and in there would be incorporated our trail system, which we're looking at moving forward in earnest because we've got monies record uh to move those projects forward. Downtown redevelopment or in some case downtown renaissance. [2:17:38, 2:17:40]: Right, how do we look to bringing our downtown back? [2:17:40, 2:17:51]: Um and we're working hard and earnest to make that happen. Um right now projects include the renovation of the Merle, uh funding for our cultural arts center, which I'll be presenting that to you guys on the twenty sixth. [2:17:52, 2:17:55]: In terms of the new option that we have. [2:17:55, 2:18:08]: available to us as it relates to the Performing Arts Center and then funding keeping, making sure that our police department is up to par and funded to make to meet all the challenges that they're gonna see in the coming years. [2:18:11, 2:18:27]: So we started our budget process and our budget flow pro flow chart with our budget calendar, um, which is coming up next. Um, we start working on our projections on our revenues, then our the expenses, then me and the finance director sit down and we review those. [2:18:27, 2:18:31]: Um make some changes based on priorities. [2:18:31, 2:18:50]: And those adjustments to be made and then we submit that to council, council review, and at the time we advertise for the budget, they we're required to have two hearings, public hearings. I'm proposing to look at having some budget open houses, something that I've done in prior jobs as city manager, where we take the budget to the community. [2:18:50, 2:19:10]: and get some feedback from them. Um usually we start with a budget one oh one, but since I've I've gotta get into the new budget climate from January one to December, I've and worked in June, July to Jul to to June. Um I've gotta reschedule how I'm gonna do those and so we'll start those [2:19:10, 2:19:17]: next year um moving forward earlier later this spring um regarding next year's budget. [2:19:20, 2:19:35]: So our calendar is gonna look like this. Right now we've already distributed our budget web uh worksheets. Uh our goal is to have a capital budget due to me and the finance officer by the twenty second of this month. Um we're gonna present that to you guys on August eighth. [2:19:36, 2:19:42]: А сектем довго драфа бюджет фревів бассейн на фінанс оф офісер. [2:19:42, 2:19:47]: Uh our goal is to have uh budget submitted to May and Council by October tenth. [2:19:48, 2:19:52]: That give you guys enough time to actually look through, give questions and feedback. [2:19:53, 2:20:13]: Um and in the meantime I wanna look at having about two um town hall meetings in the month of October where we either do it online, I know that that worked for me big time in a previous job, especially as COVID's out there, um to talk about the budget and the budget process and and um how we move forward with spending the taxpayers' money in [2:20:13, 2:20:23]: in the city of Stockbridge. And then obviously having a required hearings, budget hearings, uh November twenty ninth and have the budget adopted December twelfth. [2:20:24, 2:20:26]: Right. And so that's the goal. [2:20:26, 2:20:29]: And uh at that point we start moving forward, so [2:20:30, 2:20:50]: I just wanted to bring you guys to to that realization of how um Mr. Gardner's gonna be moving forward with the budget. Um and this will change process will change slightly next year, um, where we'll probably start even earlier and rather than the regular six months, because there's some other stuff I would l really love to incorporate in the budget process uh moving. [2:20:50, 2:20:53]: Council. [2:20:53, 2:21:00]: Yeah, I have some I have some budgetary questions like tell me um [2:21:00, 2:21:14]: In terms of where we are, seems like the economy's booming. I hear some slowdown. What's the revenue looking like? Looks like it looks like Henry County's booming from every time I'm in the store. It looks like everything's going well. So what do those revenues look like? [2:21:14, 2:21:34]: All right. And and and obviously so I wasn't prepared to go into a quor report, but no that's something that we want to do. And I've spoken to the finance officer about us giving a quarterly report to you guys, and I actually think that's prescribed by the charter. Um that we're supposed to be giving quarterly financial reports to you guys. Um and so our goal is to publish [2:21:34, 2:21:47]: give you a quick update and we'll be a few months behind but to um look at doing that in August and bring you back to us to where we are. But also part of that process what I wanna get to um working with um [2:21:48, 2:21:52]: So the finance officers giving you on a month to month basis where we are. [2:21:53, 2:22:13]: You guys should be getting those. Um, I get them and I don't like he knows it. John's worked with me before, so John kind of knows how how I like to see stuff and and the way our our system spit out. I don't I I don't like it in that format. Um my old boss tell me uh I should make it to the point where my grandma machine. [2:22:13, 2:22:14]: You should be able to read it and understand it. [2:22:14, 2:22:34]: I know what it means. Um and that's the kind of format I want to get to where we're putting it and you can see charts and graph and actually what we're projecting versus where we are. Um so part of what I will be presenting to you guys um at the end of the month is gonna help put us in that direction because I think we're missing some of that skill set in the staff to work. [2:22:34, 2:22:35]: We can't really have. [2:22:36, 2:22:49]: But y'all give you that assessment um at the end of the month in terms of what I want, in terms of personnel to start making a lot of this stuff happen because we don't have a budget and management analyst. That's the type of person that does that type of work for me. [2:22:49, 2:22:57]: Um and help me put that data together. That's a position that we need, but we don't have. Um and I'll talk more about this later in the month. [2:22:57, 2:23:11]: Overall, um our finances are good. We are collecting revenues um at a good pace and we're keeping in step with our expenses. But we'll be able to show you guys that chart, graph and data. [2:23:13, 2:23:16]: And I'll bring make sure we bring that to you guys first meeting in October. In August. [2:23:17, 2:23:37]: Well, I think you know, there's a lot of noise out in the community about the financial condition of the city. And I keep trying to reassure everybody that the community is the the the city is strong, the revenues are strong, the city's growing. Yes. Um I contacted the treasurer who said and uh [2:23:37, 2:23:57]: I don't know. Well I just want if he could verify that we do have the fifteen million dollar uh fund balance. Yes. Uh at this date. Is that correct? You may come to the podium so everybody can see that the city has our rainy day fund. Our our fund balance is is is in that range and I think our cash is in the range of what [2:23:57, 2:24:01]: Ninety eleven million is of that is cash? That's correct. Um [2:24:03, 2:24:08]: Right now I know uh we just had you might take the mask down, sir, if you so you like top the mic. Thank you. [2:24:09, 2:24:29]: We just had the audit. Uh we just finished the audit. So that put put us uh at the beginning of the year at about sixteen, was like sixteen point three starting out of uh this year. So now we're right at the same amount as far as fund balance. We've been up and down, but [2:24:29, 2:24:49]: we still been steady at 16 million far as fund balance. Okay, 16 million. And then we paid for some uh projects uh out of that we've been able to keep up with that as far as funding some stuff. That that's why it keeps going uh uh fluctuating because we are paying we we we're paying our bills we're paying we're paying our capital projects paying on our capital pro [2:24:49, 2:25:09]: And then one of those projects, whether it would be East Atlanta Road here and maybe Lee Street, some of those projects that we're paying for as we go, citizens, so they understand that we're being financially sound. And we heard it right here that the fund balance for the city is with the rainy day fund, is uh with concluding cash. [2:25:09, 2:25:15]: Cash properties and everything that we have, uh around sixteen million dollars. Is that correct? That's correct. Thank you. [2:25:16, 2:25:17]: Ms. Barber, go ahead please. [2:25:19, 2:25:25]: Thank you, Mr Wiggins and Mr Gardner. I've been asking about this, so [2:25:25, 2:25:26]: Thank you both. [2:25:26, 2:25:33]: I appreciate it. Um, I've always been concerned that the council and the public. [2:25:33, 2:25:34]: Um [2:25:34, 2:25:40]: А наверно в financial стати онсветовір'ї бюджет. [2:25:41, 2:25:43]: We're not getting any financial reporting. [2:25:43, 2:25:44]: And [2:25:44, 2:25:46]: А болів і трансі. [2:25:47, 2:25:50]: We have nothing to hide, in fact, we're in really good shape. [2:25:50, 2:25:53]: So why not share this information quarterly? [2:25:53, 2:25:56]: On the city's website, so it's there. [2:25:56, 2:25:58]: We know this information changes. [2:25:58, 2:26:02]: Because of those expenses and revenues that are coming in. [2:26:02, 2:26:03]: But [2:26:04, 2:26:05]: I believe [2:26:05, 2:26:17]: We have a responsibility to the public to share this information. Please let's not hide we anything. I will tell you transparent. I will tell you that we're we're working right now, um [2:26:17, 2:26:20]: on uh open gov software. [2:26:20, 2:26:28]: They will allow for residents to track our expenditures on a daily or weekly basis, depending on how we set it up. [2:26:28, 2:26:48]: And it'll be by department for everybody to be able to see. Um that's that's where we're going um in terms of utilizing the technology that's out there to provide transparency to residents. So you don't need to call and ask your council member what's what's where the budget is. You can go online and look it up. Unless you don't understand it, then the [2:26:48, 2:26:57]: They'll call and ask for clarity. But that's that's where I see us going. That's the direction I want us to go in. But not only that. [2:26:57, 2:27:16]: I want for for us to utilize the software so folks could keep up with what's actually happening in the city on on a regular basis. Right? We had a system set up where you can go on and pull up a map and on that map a little icons to tell you capital projects that are going on in and around the city where I work. [2:27:17, 2:27:20]: Right, you could click on it and you could find out who the contractor is. [2:27:21, 2:27:22]: The amount of the project. [2:27:23, 2:27:31]: where the project is in terms of expenditures to what's budgeted to expenditures and who the project manager is at the city and on the project. [2:27:32, 2:27:34]: Right, and the completion time, estimated completion time. [2:27:35, 2:27:55]: Um all of that information was literally available on your smartphone to everybody who want to get to it. Um that's what we're working to get towards. Um and that's where we should be as a city that that you know, as our vision say we want to be that progressive city. That's that's that's what I'm talking about. That's what I'm talking about taking us. [2:27:55, 2:28:15]: Awesome. I'll be happy to hear that. One other thing, you mentioned about the providing quarterly financial reporting to the council. Um you didn't include that on your slide though in your timeline. Well, this is this is more about the budget versus versus in terms of quarterly reports. This is just giving you an idea of how [2:28:15, 2:28:31]: I'm structuring our budget calendar and our budget process for the FY23 budget. But we've actually sat down and I've talked to um the finance officer about the the fact that we need to start giving um the quarterly updates. And like I said, I get'em. [2:28:31, 2:28:32]: But [2:28:33, 2:28:35]: I'm kind of finicky in the way I like to see data. [2:28:36, 2:28:42]: uh information. John knows, John's worked with me before and he's seen me and our old finance director go at it'cause I [2:28:43, 2:28:49]: I like to be able to make sure that the the person, the lay person can read and understand when they see [2:28:50, 2:28:56]: money, what that money is, what it represent, what the time period we and then the percentage spent. [2:28:56, 2:29:03]: Right. And I like to see it in a certain format. That information is available on the system they give me, but I just don't like the way it reads out. [2:29:03, 2:29:04]: Well we need it. [2:29:04, 2:29:10]: And and you guys will be getting it. We need to I'm an analyst. The first the first installment will be all this. [2:29:12, 2:29:20]: John promised y'all that. He didn't say that, but I'm I'm speaking for John. John will make sure that we get that to you guys at the first meeting in August. No problem. But we do [2:29:21, 2:29:23]: Number ten if you have questions, go write up this. [2:29:26, 2:29:28]: Mr. Garner, um [2:29:29, 2:29:31]: What you presented [2:29:33, 2:29:40]: Was that a comment on the other end? No, no, go ahead, sorry. What what you pre what you presented um [2:29:40, 2:29:44]: Ninety nine percent uh I I felt good about [2:29:45, 2:29:55]: Um but I'm not gonna talk about what I felt good about. I'm gonna tell you what I didn't feel good about. Is that okay? Because I know this is gonna be a process and you'll be hearing a little bit more. [2:29:55, 2:30:02]: It it it appears to mean that and I may be wrong, uh you can correct me, that we've lost sight of [2:30:03, 2:30:07]: uh the type of government we have here in the city of stock bridge. [2:30:07, 2:30:10]: Which is a council first. [2:30:11, 2:30:14]: Manage your second form of government. [2:30:15, 2:30:19]: and and with and with that process. Now I'm I'm saying that based on [2:30:20, 2:30:23]: When you showed us a chart and you said [2:30:24, 2:30:27]: These are the people that reports to me. [2:30:28, 2:30:30]: Um in that first slide. [2:30:30, 2:30:31]: Mm-hmm. [2:30:32, 2:30:34]: That's what I thought of. [2:30:34, 2:30:36]: Don't like, don't agree with [2:30:36, 2:30:41]: Um, because you are tasked to manage everybody day to day. [2:30:42, 2:30:51]: Now whether they're on a line that that that reports directly to you, and I know we sort of had this conversation. [2:30:52, 2:30:58]: Um and when I s look at the job description of the city manager. [2:30:58, 2:31:03]: um the day to day managing [2:31:04, 2:31:06]: Of all of that is your responsibility. [2:31:07, 2:31:10]: So a chart so a chart like this to me [2:31:12, 2:31:20]: It it does not resonate with me per se. But now let me just move a little further with that. Um [2:31:22, 2:31:25]: I look for this council. [2:31:26, 2:31:27]: To set [2:31:28, 2:31:32]: uh goes an objective with the assistance [2:31:32, 2:31:35]: of the city manager and staff. [2:31:35, 2:31:38]: And at the end of that proces. [2:31:38, 2:31:40]: Staff is to carry those out. [2:31:40, 2:31:43]: Now i it it appears that in the timeline [2:31:44, 2:31:47]: Да юньостафув ареме. [2:31:48, 2:31:53]: sometime in advance and then come to us and say approve this. [2:31:54, 2:31:56]: Which it should be the other way around. [2:31:58, 2:32:01]: We should set the goals and objective. [2:32:02, 2:32:13]: with you there, we discuss all of those and then once that is set, then you take that to your staff and this is what you implement because you all work for this council. [2:32:14, 2:32:30]: I'm not gonna get that deep into this right now because I know this this is a process, but this is where I will be making my comments to you and when you and I saw the talk, uh whether you you know we're talking one-on-one or with this council, this is where I will be coming from. [2:32:31, 2:32:38]: And that's how I sort of see it. And and that is the council, number one council. [2:32:38, 2:32:42]: slash manager form of government. [2:32:43, 2:32:44]: And that's who we are. [2:32:45, 2:32:52]: So I'm gonna end with that, but just make note that when we you and I talk, this is where I'll be coming from. [2:32:52, 2:32:55]: Yes, sir. All right, thank you. You're welcome. [2:32:56, 2:32:57]: Yes, ma'am, go ahead, please. [2:32:58, 2:33:02]: Let's not forget at the top of that org chart are the citizens. [2:33:02, 2:33:22]: Well residents here. It was just the sort the aug chart to reflect the direct reports to the city manager. Yeah, the city organizational structure. Yes, and and as and that's why I explained it a little bit more, I went into a little detail, but and [2:33:22, 2:33:28]: And as we are, uh as as the council member said, we are a council manager form of government. [2:33:29, 2:33:36]: And we'll discuss we'll discuss under ICMA rules what a council manager form of government should is and looks like. [2:33:37, 2:33:49]: Right. And as the chief administrative officer, it is the city manager's job to develop the annual operating budget, yes, and present that budget to council and that's what our charter states. [2:33:50, 2:33:52]: And that's the only thing I'm following is the charter as it's stated. [2:33:53, 2:34:12]: Um but we'll we'll we'll we'll talk some more. And and the goal is to be able to get a budget to you guys because I will I didn't want to say this, but I will say it. Um because every time I tell myself I'm not gonna do it, I do it anyway. Um you know when I when I watch the budget process, um [2:34:13, 2:34:16]: last year on on TV and you know. [2:34:17, 2:34:25]: I spent seven years um in East Point, as most folks know. Some people considered it the most chaotic government in Metro Atlanta. [2:34:25, 2:34:31]: But the one thing we did is we budget we got the budget done on time every year per the charter. [2:34:32, 2:34:51]: For the first time in many years is John Nookers. He spent many years there. But, you know, we at the reading of the budget is we've done. The budget is done. There's no shifting of priorities or monies at that point. Done. When it comes to you for adoption, that is it. [2:34:51, 2:34:57]: Right? I mean every comment you should we should have already addressed long time. It should just be the read of the budget. [2:34:58, 2:35:02]: And then the adoption of the budget and we started putting the budget the next year. [2:35:02, 2:35:05]: Um, that's my goal for us to be that. [2:35:05, 2:35:08]: type of a government we have and I when we bring the budget for reading. [2:35:09, 2:35:10]: It is done. [2:35:10, 2:35:21]: Right. Um that everybody's have their say in the process because it just it makes it look chaotic when we're at the last meeting trying to shift priorities around it. Doesn't look good. [2:35:22, 2:35:40]: All right, thanks. Uh any other questions from the council? Yes, ma'am. Mr. Hartner, you did mention the quarterly financial reporting. You're gonna bring that to us also this year? August. We'll start presenting those August we we're behind if you if you look at the quarterly basis, but we'll start doing that and that'll be done in earnest moving forward. [2:35:40, 2:35:41]: Okay. Thank you. [2:35:41, 2:36:01]: Mayor Fort it it's it's it's hard to hear Councilwoman Barber's question down on this end. I I wanted to mention that a couple of meetings ago uh and for maybe IT, but it's it's hard to hear down on this end. Well she asked about the quarterly budget, get receiving the quarterly updates and uh what the city manager mentioned is that they'll start in August. [2:36:01, 2:36:08]: We'll start getting quarterly updates on the financial side of the house. So what I understand. And and we will po we will post those online. And right. So [2:36:08, 2:36:14]: Okay. All right, I appreciate it. I believe that's all for that particular presentation. And so we're going to new business. [2:36:14, 2:36:34]: And council consideration approved contract renewal invitation to bid ITB number 16 RFP 101216 DRR American Tank Maintenance LLC Full Service Tank Maintenance Program and amount of$61,419. Funding source is from the Water Department budgeted funding. [2:36:34, 2:36:38]: Funds presented by Mr. Aaron, please. Good evening, Mr. Mayor and Council. [2:36:39, 2:36:59]: We come before you tonight asking for approval for the renewal of the contract for the maintenance of the city's four elevated water storage tanks. The city is required by its drinking water permit and the Georgia Environmental Protection Division to perform annual maintenance on its storage tanks. On April 3rd, 2018, the City Council approved the invitation to be [2:36:59, 2:37:01]: [9422.3, 9425.6]: to perform full service maintenance on the city's water tanks. [2:37:06, 2:37:26]: In May of May 13, 2019, the city amended the agreement with American Tank to paint the city's new logo where community connects on the storage tanks. So it spread out the pavements for the painting over three years and and 2022 is the last year. So [2:37:26, 2:37:46]: So staff will be going out to bid with this at the beginning of the year, but we're asking for approval to add one more year of this because when it was initially awarded, it was for one year with nine one-year renewals. This is the fifth year, so we want to go back out to bid to ensure that we're still receiving competitive prices. [2:37:46, 2:38:06]: Currently, there are only two service companies in the state of Georgia that perform tank maintenance. One is Utility Services, located in Perry, Georgia. The other one is American Tank, located in Worthern, Georgia. American Tank was founded by former employees of utility services. And when I arrived, the city was just finishing up. [2:38:06, 2:38:20]: a 10-year contract with utility services. So we're asking for approval for one more year for this contract and then we'll go out to be it to ensure that we're still receiving competitive pricing for the maintenance of the city's storage tanks. [2:38:21, 2:38:30]: All right, thank you, sir. Appreciate it. Questions for Mr Mr. Aaron? Okay, we're good. So if we're good, there's no questions, I need a motion to accept his uh proposal then. [2:38:32, 2:38:33]: So move. Okay. Is there a second? [2:38:34, 2:38:38]: Sorry. All right. Any further discussion? If not, all in fair, please indicate. [2:38:39, 2:38:52]: Okay, thank you. Thank you. Outstanding, no problem. Good deal. On that note, uh we'll go into um my comments. And of course, uh I stated earlier, early in passing, that obviously the um COVID nineteen is still out there and obviously even if you're boosted. [2:38:53, 2:39:13]: And you vaccinating booster, you can still get it. So the Department of Public Health in Madonna, Henry Parkway, you're gonna make an appointment uh Monday uh through Friday, nine AM to eleven thirty or one PM to two thirty. And that's four seven zero six six four zero zero zero five. Uh the public health department and they'll give out vaccinations uh and boost to [2:39:13, 2:39:33]: And things that you need. Of course you can get them anywhere in the Atlanta metro area, all through Stockbridge as well across the state, you get boosted and get vaccinated. But um also wanna let you know that there is free testing at Red Hawk Field, uh um this is also on Harry Parkway, Monday, Wednesday and Friday, nine A. M. to uh three PM and then [2:39:33, 2:39:53]: Aspect as well. And uh monkeypox is out there, I believe it's uh hit the well, it's hit the state of Georgia, I believe it was about 30 cases of that. And uh and what I understand and what I heard, and I've got to clarify this a little bit, it seems like it affects men more than women at this point. Um, but we gotta be careful about it as well. And I believe there's some type of vaccination uh working on to to give uh [2:39:53, 2:39:55]: prepare people for that if if need be. [2:39:55, 2:40:15]: And C D C is always recommending a second booster vaccination for those with weakened the immune systems as well as well as those individuals who in who received the primary doses of Johnson and Johnson vaccination uh previously. So uh adhere to that as well. And uh once again, COVID nineteen is still still out there so it's uh [2:40:15, 2:40:32]: Um it's your option to wear a a mask and so you should do so if you feel comfortable in doing that. And it's always best to get vaccinated and or boosted and get tested routinely and there is an opportunity to get free tests uh uh from the federal government and uh that aspect as well if you're able to do that. [2:40:33, 2:40:36]: On that note I'll go into some um [2:40:36, 2:40:56]: Other announcements in reference to upcoming activities. And something I was given here not too long ago well just earlier tonight, the Main Street is having their movies. They're gonna host the movies again Friday, Feb uh January, excuse me, Friday, July twenty second. Uh they will um have the movie sing too and Friday, August nineteenth, uh [2:40:56, 2:41:16]: These are family oriented movies, Spider-Man on August 19th.
