[0:18:52, 0:18:57]: This is being shipped, it's been delivered today. [0:18:59, 0:19:02]: That's why I could build it. [0:19:09, 0:19:10]: Okay. [0:19:10, 0:19:19]: Okay. Yeah, I can use a car, she should have any more classics. [0:19:45, 0:19:45]: Yeah. [0:19:55, 0:19:56]: Maybe like [0:19:56, 0:19:59]: Or you have the I will generate me. [0:21:49, 0:21:53]: Well it's a [0:21:57, 0:22:00]: Oh yeah. [0:22:05, 0:22:12]: [1335.3, 1347.8]: I said the reason it's that hopefully it won't be the same, but it's still so. I don't know what they're saying. [0:22:28, 0:22:30]: I got someone's up correct. [0:22:33, 0:22:35]: This one offense is [0:22:39, 0:22:40]: All the way I know this. [0:22:58, 0:23:15]: Okay. We'll train that point to train. No she can use fruit block. Oh, [0:23:17, 0:23:20]: [1406.0, 1407.1]: Yeah, it's fine. [0:23:29, 0:23:35]: But we'll see a lot of challenges. Right now we're all critical at the lines. [0:23:37, 0:23:40]: Yeah, I mean that you call it a colour on it. [0:23:50, 0:23:55]: Yeah, I'm gonna do that. But you might have pretty well scroll with it. [0:23:58, 0:24:01]: What do we mean like saying? [0:24:02, 0:24:05]: Oh [0:24:10, 0:24:12]: Or redevelopment. [0:24:26, 0:24:30]: Wait, I guess. So [0:24:49, 0:24:50]: Sweet. [0:25:05, 0:25:06]: I'm actually [0:25:10, 0:25:18]: Wait, wait, can I get to the notes on the mouth? [0:25:19, 0:25:20]: We can swear. [0:25:25, 0:25:45]: Right. So this was just this I don't know why. Yeah, I am I am just considering because that doesn't make sense. [0:25:45, 0:25:53]: And it makes it easy for whoever's doing. [0:26:00, 0:26:02]: Oh well, that's not time to do it. [0:26:15, 0:26:16]: Okay, yeah. [0:26:16, 0:26:19]: Oh, this is okay. [0:26:20, 0:26:22]: No I don't know. [0:26:29, 0:26:38]: So he still has fun. [0:26:39, 0:26:46]: Oh all they can all because [0:26:55, 0:26:57]: No she stays. [0:26:59, 0:27:05]: See what you asked. [0:27:05, 0:27:10]: Oh okay. [0:27:10, 0:27:13]: No, no, we need. [0:27:14, 0:27:17]: But you want to do that. [0:27:19, 0:27:27]: Oh that's right. And it could be platform. [0:27:31, 0:27:32]: Yeah, I'll give you a [0:27:36, 0:27:38]: No, it's okay. [0:27:39, 0:27:41]: Yeah. [0:27:45, 0:27:46]: Oh. [0:29:05, 0:29:07]: All right, council, I need a motion to [0:29:07, 0:29:16]: Or count board, I guess to say board. I need a motion to end or you are a um executive session, please. So move. Okay, is there a second? [0:29:16, 0:29:20]: I'm Mr. Berry second down from Malixander. Mr. Berry, all in favor, please indicate. [0:29:20, 0:29:40]: All right. And um we have for our um oh we want to reconvene our uh URA board, by the way, one reconvene a board. Is there a motion to reconvene? Miss Barber motions is there a second? Mr Mr. Berry second that from Barber to Berry. Now that we've reconvened, uh we will have something that we [0:29:40, 0:29:45]: We need to uh mention this time. First of all, Mr Uh Gardner, please. [0:29:45, 0:29:50]: Yes, sir. Just a script a quick description of the urban redevelopment. [0:29:50, 0:29:57]: Law. Um and uh there are two laws is O C G A thirty s thirty six sixty six [0:29:59, 0:30:19]: Forty-four. Um and it's it's a law that allowed for local governments to form Urban Redevelopment Authority. And under that designation, it it it gives enhanced powers of the Urban Redevelopment Authority to transfer, sell, um, create development within the area designated for urban redevelopment. Um [0:30:19, 0:30:27]: Um the city did that back in the early 2000s where they designated a lot of the downtown area along North Henry Boulevard. [0:30:28, 0:30:31]: Um some portions of Raw Cory Road for urban redevelopment. [0:30:31, 0:30:37]: Um and so under that law you're allowed to enhance development through the transfer of properties. [0:30:37, 0:30:40]: Um two potential developers for developing. [0:30:40, 0:30:48]: Uh uh and that doesn't require that you actually have to go through a bid process to make that happen. Same type of law governs your [0:30:48, 0:31:08]: uh development authorities, whether it's an industrial development authority or city development authority, when they have a prospect, they don't put it out to bid. They act on that prospect with that piece of land that they have in hand. So this is the same process that the urban redevelopment uses. Sir thank you for the explanation. On that note, uh we have an action that we'd like to mention. Mr. Alexander please. [0:31:08, 0:31:28]: Uh yes, sir, mayor. We uh made an action that we would like to uh tr uh transfer a property to uh Royal uh for the sale of a property located at four four four nine eight to four four eight two North Henry Boulevard for an amount of two hundred. [0:31:28, 0:31:32]: hundred thousand dollars uh for by the URA board. [0:31:39, 0:31:49]: Okay, is there a second in that motion? Second. Mr. Berry, second. All in favor, please indicate. All right, so you now see it. Thank you very much. Now, board, I need a motion to end our URA meeting, please. [0:31:50, 0:31:56]: So move from Mr. Berry. Is there a second? Ms. Barber second at all for you, please indicate. Okay, we are now adjourned. [0:31:56, 0:32:00]: for the URA that is. And I have six oh four. [0:32:00, 0:32:20]: Uh so on that note, ladies and gentlemen council, I'd like to call our our work session to order at 604. And um on that note, um call that meeting to order, 604 for work session for um Tuesday. Um [0:32:20, 0:32:21]: Um [0:32:22, 0:32:30]: March twenty sixth and the invocation plea oh excuse me, uh invocation, please stand for that and I'll give that. [0:32:33, 0:32:53]: Lord, thank you once again to bring us together to handle the city's business as we continue to make good logical decisions to move our city forward. Allows us to have excellent discussion and make those movements forward. And that way the citizens will be proud of the actions that we're taking as we continue to guide our city down the right path. Be as always, Lord, in your name. Amen. We'll do the Pledge of Allegiance. [0:32:53, 0:32:53]: Yeah. [0:32:54, 0:33:05]: Pledge allegiance to the flag of the United States of America and to the Republic with which stands one nation, under God, and indivisible, with liberty and justice for all. [0:33:06, 0:33:07]: Roll call, Madam Kerr, please. [0:33:11, 0:33:12]: Mayor Ford. Present. [0:33:13, 0:33:20]: Mayor Pro Tem Berry. Present. Council Member Alexander. Present. Councilmember Barber. Present. Councilmember Gantt. [0:33:22, 0:33:28]: Let the record reflect Councilmember Gann is not in attendance. Councilmember Thomas. Here forward you have a four. [0:33:28, 0:33:41]: Thank you, Madam Clerk. Council, I'd like to um I'd like to mention that there's been a request to take items B, C, D, and E and remove it from the Content Cassette agenda. All right, if uh if I can get a so move on that. [0:33:41, 0:33:42]: I just [0:33:42, 0:33:43]: Thank you. [0:33:43, 0:33:45]: Okay, wait a minute. So so move? [0:33:46, 0:33:48]: Okay, Mr Mr uh Thomas Samu, is there a second? [0:33:49, 0:33:52]: Ms. Barber sec Ms. Barber second that. All in favor, please indicate. [0:33:53, 0:34:01]: All right, so those will be moved off consent agenda. We'll make those items in the right, we'll make those items five, six, seven, and eight. [0:34:01, 0:34:03]: Okay, five, six, and seven, eight. [0:34:03, 0:34:23]: All right, so uh so make note of that and then um and there is an uh Mr. Alzheimer, you have another yes, uh Mayor, I'd like to make a motion to add to the agenda the an assessment uh on Eagles Landing Parkway at Eagle Point uh to have the city address that. [0:34:23, 0:34:25]: Okay, is there a second of that motion? [0:34:26, 0:34:38]: Mr. Berry, second, all favor, please indicate. Now decision, okay, that'll be item number nine, sir. Item number nine, and you'll lead that discussion on that. And on that note, counsel for the re I need a motion to adopt the rest of the agenda, please. [0:34:38, 0:34:43]: So move. Mr. Alexander, is there a second? Mr. Mr. Berry, second. All in favor, please indicate. [0:34:44, 0:35:01]: Okay, unanimous decision, thank you very much. Okay, so please review the minutes, uh draft minutes that you have before you for the city council meeting on March fourth um of this past year. I'm just gonna March fourth earlier this month, excuse me. And uh so we'll be able to review that and then we'll be able to accept that and approve those at the next meeting. [0:35:01, 0:35:04]: Uh Madam Clerk, do we have any public comments at all? [0:35:04, 0:35:24]: Okay. So we we will go to the consent agenda now for item number two, and that dealt with the council consideration to approve the resolution to fill three vacancies and appoint three members to the youth council advisory committee to fill those unexpired two-year terms. Uh but what I understand, one of those individuals that was uh [0:35:24, 0:35:30]: right before us, uh has um I guess redrawn their name. Is that my understanding? [0:35:33, 0:35:34]: Is that correct? [0:35:35, 0:35:36]: Okay. [0:35:38, 0:35:44]: And so really you only we only have two individuals to approve for the um [0:35:45, 0:35:47]: for the actual s positions. [0:35:48, 0:35:50]: And [0:35:51, 0:35:55]: I believe one of those individuals would be a Valerie Reese. [0:35:58, 0:36:00]: And the other individual [0:36:03, 0:36:05]: Caitlin Caitlin? [0:36:09, 0:36:15]: Caitlin f first? No no that's not that's not proper. Nash, Miss Nash. [0:36:16, 0:36:18]: Okay, just snatch. [0:36:19, 0:36:27]: Okay. So that was on the consent agenda to do that. Uh is there a motion well actually I would imagine th uh there's a motion to accept that, is that correct? [0:36:28, 0:36:43]: Most of those two individuals? Yes, some of them. Okay, is there a second? Okay, all in favor, please indicate. Oh thank thank you. That went from Mr. Alexander and Mr. Berry. Yeah, Mr. Alexander and Mr. Berry. Okay. So on that next note, uh for let's see here. [0:36:48, 0:37:08]: Okay, we have unfinished business. Unfinished business ordinance to allow additional licenses, licenses, and collections, excuse me, licenses and locations in the city for several types of businesses. Consideration of the ordinance to amend the city of Starbury's code of ordinances relating to dealers into steel spirits, pawn shops, tire shops. [0:37:08, 0:37:28]: Use car dealerships and precious gems. As so to clarify the number of licenses available to provide and process for allowing additional licenses uh based upon census data, planning commission recommendation approval, staff recommendations also approval. Mr. Anderson, please. Uh good evening. This is a continuation from our discussion on um [0:37:28, 0:37:34]: March fourth about the potential locations of um the proposed local stores. [0:37:37, 0:37:55]: Uh so here's the updated uh rendition of the map that I presented last time. Uh if you highlight the yellow, look at the yellow balloons, those are staff's preferred recommendations for the um prefer for the location of the liquor stores. Uh the red writing is is um [0:37:55, 0:37:58]: The existing liquor stores highlighted by a black star. [0:38:00, 0:38:11]: So you can see the relationship for the for where the five areas that the city's code of ordinances uh limits the potential locations of uh liquor stores. [0:38:13, 0:38:14]: Mr. Anderson. [0:38:14, 0:38:23]: Yes, sir. I believe the the uh dot uh next to Peach Drive is in the wrong place. It should be uh above the Jodico. [0:38:25, 0:38:26]: Which one right here? [0:38:27, 0:38:34]: Right. That should be above the Jodico property there west of I seventy five,'cause we annexed that into the city. [0:38:34, 0:38:41]: I thought she made that egg okay. I thought we made that adjustment, so Okay. [0:38:43, 0:38:57]: But that was one of the the areas that we recommended, so okay. Uh this is section nine point four of the of the city code of ordinances which lists the five areas that currently liquor stores can go in. [0:39:02, 0:39:22]: Could could uh could you back up one second, please? Yes sir. Okay, uh what is this air uh I think district four was the only one that didn't have one in there, is that right? Yes, sir. District uh four was the only one not district four, district uh three uh councilman bearers. Okay, three, I'm sorry. Three. Councilman three. Okay. Area four, but it'd be [0:39:22, 0:39:34]: It'd be the on here is area four. Yes. That's why okay, that's what I got confused with. Okay. This is area four. Okay. Okay. Got it. I appreciate it. Okay. So all right. So otherwise okay. All right. Thank you. [0:39:35, 0:39:55]: Uh these are the zone requirements currently by the UDC. Uh C1, C2, C3, and some PUD are the zoning districts that liquor stores are allowed in. However, they they must have a special use permit. That means they have to come before council to get approval. Uh these are the um a map of the [0:39:55, 0:40:03]: The particular C1, C2, C three, and PUD zoning districts, those are the uh areas in the city which are zoned by those. [0:40:04, 0:40:15]: particular districts. And uh if you look at the legend, it gives the colors. Uh the green is PUD, the red is C three, the peach is C2, and the pink lavender color is uh C one. [0:40:17, 0:40:27]: So these are all the areas potentially a liquor store could go in in the city. Uh there are certain distance requirement by the UDC and the state and the city code of ordinances. Um [0:40:32, 0:40:48]: So here's um most of the vacant tracks. We tried to do a vacancy analysis of all the vacant land in those particular districts that I previously mentioned, C one, C two, C three, and PUD. So the green um circles indicate potential vacant parcels. [0:41:00, 0:41:19]: So here's uh also the um the lookout store uh ordinance in the city code of ordinances uh mandates a minimum lot size of six thousand square feet. And uh he's and we have sixty-three uh a total I mean according to our analysis we identify sixty-three potential parcels that meet that size requirement. [0:41:24, 0:41:32]: The lot size is only six thousand square feet? Well I I think that mean uh it means the size of the building might be six thousand square feet. [0:41:35, 0:41:38]: That's what I think it meant. But this came from the city of uh code of ordinances, so [0:41:40, 0:41:41]: I'm thinking it's the size of the building. [0:41:43, 0:41:44]: Not the lot sauce. [0:41:48, 0:41:58]: Yeah, we we wouldn't need to adjust that if what whatever the case may be'cause certainly we want it to be on a larger track than that. I mean that's i I think that's the building, Councilmember Alexander. Right. [0:42:00, 0:42:20]: Uh throughout um from our analysis, we came to discover three findings. Um the number of applications for potential liquor stores are expected to be minimal given the restrictive requirements. Designated area requirements by the City Code of Ordinance, Section 9.8 [0:42:20, 0:42:40]: Is very limiting. Minimum size requirement is very limiting. Staff recommends repealing section 9.04.090 of the city code of ordinances. Repeal the minimum size requirement of or uh of ordinance 9.01.1 [0:42:40, 0:42:50]: 120 of the City Code of Ordinances and to allow liquor stores to be governed by the City of Stockbridge Unified Development Code with a special use permit as required. [0:42:52, 0:43:10]: So um what we're recommending um to eliminate those certain specific areas that liquor stores are currently designated to be and um to allow them to be governed by to allow the the selection of the areas to be governed by the unified development code or our zoning ordinance. [0:43:13, 0:43:17]: All right, all right, then fine with me, but I don't know what kind of questions and concerns does council have. [0:43:19, 0:43:22]: I have a question. Go right up here. [0:43:22, 0:43:28]: You want us to repel the minimum size. The minimum size is six thousand square feet, right? Yes. [0:43:28, 0:43:48]: Are we gonna increase it? Uh we just w I just felt like we should um well, technically because um when we did our our analysis, um from what I could read from the the code of ordinances that it was mandating that it be a standalone building. So I didn't know if council wanted to be a standalone. [0:43:48, 0:44:04]: building or it could be part of a plaza or a mixed use development. So if we repeal it, that mean it could be part of a mixed use development since we have a couple of that are on the way here. Prop could the um liquor store could be located within one of those types of projects. [0:44:06, 0:44:08]: If we were to do that [0:44:10, 0:44:30]: And you say that it it would be governed by our unify unified development code. Yes. That would allow for them to have other locations within the city even though within close proximity to another liquor store. Like I don't want any more in my district's city. No, I mean th whoever you are, don't ask for it. I mean there still would be distance requirements and all that, but I'm saying uh it [0:44:30, 0:44:50]: it would be whatever the the restrictions are of the Unified Development Code and its overlay districts and all that, it will regulate where they can be located at, instead of restricting it to just five particular locations in the city. There might be other areas in the city that somebody that a developer might come forward with. [0:44:50, 0:44:52]: What a proposal that we would be able to consider. [0:44:56, 0:44:57]: Okay. [0:44:57, 0:45:17]: Let me say this. Yeah, go ahead, please. I am for uh the making a change in this, but I'm not for these two repeals. I like those limiting items. I like it. I like the fact that there is only s five locations. Do we know where they are that someone could put a liquor store? [0:45:17, 0:45:37]: I kinda like that. But it's not just up to me. I don't want it to be wide open or to open the door for other locations when we can predetermine um some of those those locations ahead of time and we won't get surprised because if we open the door, you know what's gonna happen. Somebody [0:45:37, 0:45:38]: gonna come knock it. [0:45:39, 0:45:40]: Yes, sir. Okay. [0:45:40, 0:45:42]: Mr. Berry, you have some uh comments, sir? [0:45:43, 0:46:03]: Just more more of the same. Um, the requirements that are already in place, while not a truly open Pandora's box, it does give us a little more control. Okay. And I'm definitely more in favor of us having control and say over where the future uh developments will go with this particular um item. Um [0:46:04, 0:46:19]: I'm I'm echoing with uh Councilwoman Gann as well. I d I you know, I said it previously. Mm the area on Rock Quarry Road in District Three doesn't it doesn't really fit what we would like to see and what the constituents would want to see. So Okay. [0:46:21, 0:46:38]: Uh in the mayor in the pike. I I like the idea that you have to build a larger size greater than six thousand,'cause you can't just build a little corner, little package though. You gotta build something nice like what we have on Eagles Landing and Hudson Bridge. [0:46:39, 0:46:53]: And keep and and to add, to keeping with the the pattern that we're asking for, these standalone buildings with the brick on them, that everything that we build in the future is on a consistent plane. Okay. And so that kinda helps us keep that in play. [0:46:54, 0:47:08]: I think what we have we already have one that's kind of already grandfathered in. It's not a standalone building. It's part of a a strip mall actually, the one right downtown. But the others that I recall are all standalone buildings in this aspect right now. Yes, yes sir. That's correct, Mayor. Right. Ms. Gantt, go ahead please. [0:47:09, 0:47:13]: I I didn't I was about to say I didn't have a problem with it being in a [0:47:14, 0:47:19]: in a shopping in a mixed use development. I see them all the time in in Atlanta or [0:47:19, 0:47:29]: or you know, in different places, I get it, right? We have condos and people have their live, work and play and they have their stores there. I inside in DC. [0:47:29, 0:47:33]: recently. So I'm I'm not really necessarily against that, but [0:47:34, 0:47:37]: When you look at the unified development code. [0:47:37, 0:47:43]: I don't know if that allows for them, like we've already discussed, allows them to just a windfall. [0:47:44, 0:47:47]: And it opens up something that if we did it for one [0:47:48, 0:47:55]: Why are we not doing it for the other? And so maybe you can answer that if if there's a limit or can we copy these two [0:47:56, 0:47:58]: requirement, area requirements in our unified [0:48:00, 0:48:01]: Question can be [0:48:01, 0:48:02]: Whether or not [0:48:03, 0:48:05]: We can amend the [0:48:06, 0:48:10]: Development code to the requirements that and stipulations that we want. [0:48:10, 0:48:20]: Yes. Um the reason why they can't there there are we we're not appealing a the we're not repealing the portion of the city code or ordinance that pertain to the [0:48:20, 0:48:22]: The number of additional [0:48:23, 0:48:27]: Liquor stores. We can only have an additional liquor store per p five thousand. [0:48:28, 0:48:29]: New um [0:48:29, 0:48:49]: residents. So we have 10,000 new residents. So right now we can we can only have two additional liquor store licenses. So we couldn't exceed two. The rationale behind um allowing the unified development code to um to govern exclusively the the the placement of the liquor stores would be just to allow [0:48:49, 0:48:55]: Allowed them to be to go into mixed use developments instead of just being in standalone buildings. [0:48:55, 0:48:58]: L let me ask a question, another question. Oh first of all, Mr. Gannon, are you done? [0:49:00, 0:49:06]: Uh well w if we allowed them to go into that into a building. [0:49:06, 0:49:17]: Mm-hmm. Um buildings, yeah. Right. Um kind of like you know how live up top and down bottom, I get it. My question is [0:49:19, 0:49:21]: They would still have to meet those [0:49:21, 0:49:41]: requirements in regards to size yes and in i in the areas will still have to be meet or can we change the size can we make it increase the size you can I mean it's a presentation whatever recommendations I get from y'all I'll take it down and and craft the um the legislation so this is just a presentation we just present some options though I'm just here to take notes. [0:49:41, 0:50:01]: And uh but uh a look at store still requires a special use permit. So council still would have to sign off on wherever looker store goes. So they'll package your application together and come before you and make a presentation, you could vote yay or nay because because it requires a special use permit. That's what the UDC requires. So there are some [0:50:01, 0:50:16]: There's some layer of protection for the council memb for the council members. If if there is a place that someone is proposing a liquor store and they come before you guys and w wanna go there and you are and um the council is against it, you can vote up or down. So [0:50:20, 0:50:20]: Okay. [0:50:21, 0:50:41]: Mr. Alexander, go ahead, please. Okay, let me see if I can craft a potential solution. We got five locations identified. Yes, sir. Yes, sir. Now, if we were able to codify in some way those five locations, such as Jodico, that it could go into a mixed-use local uh destination, but only in those five locations. [0:50:41, 0:50:42]: Locations. [0:50:43, 0:51:03]: Yeah, I mean we we could do that, yes sir. Right. So it would give it would keep us with all of the current restrictions that would give us only the locations identified, correct? The five locations identified. Yes. But it but it would allow it to go into a mixed use in those five locations, which is [0:51:03, 0:51:17]: is at Jodico, it would be appropriate because it would need to be over six thousand square foot. It could be in a multi-tenant building, but it would be we we know what we're gonna get that it's gonna be very substantial. [0:51:17, 0:51:18]: Yes. [0:51:20, 0:51:20]: Yes, that's correct. [0:51:21, 0:51:36]: So that would give us everything that we want, but it would allow some flexibility and then on top of that, it would still have to come to the council for a up or down vote, even with all those that's very restrictive. And we didn't like it, we could still say no. Yes, sir. Exactly. [0:51:40, 0:51:48]: And Jodica does have some standalone buildings too, so they they could consider doing it that way. That's one of the areas we identified for uh a new location. [0:51:52, 0:51:53]: Any questions, Council anymore? [0:51:53, 0:51:57]: I'm okay with that. We can get that. If we could get a general agreement on that. [0:51:58, 0:51:59]: Okay. [0:52:01, 0:52:06]: Wh where the five look at I see this circle here and I saw one like going down Rock Quarry. [0:52:06, 0:52:24]: road kind of. Yeah, that's we use consent well. Count Councilman Berry is saying no to that. Uh we can I mean the only way we can um I mean I w I consulted with legal on that and um it basically said that we uh couldn't preclude one area [0:52:26, 0:52:27]: Of the city. [0:52:29, 0:52:31]: I guess I [0:52:32, 0:52:43]: Man, oh um I I consulted with an attorney about um Mr. Berry's concern and um she said it was best to leave it like that or you would have to repeal the whole section. [0:52:44, 0:52:54]: So we'll have to repeal um section nine point one two oh of the city code of ordinances and it will eliminate those five particular locations. And then um [0:52:55, 0:52:56]: Um [0:52:57, 0:52:58]: Okay. [0:52:59, 0:53:06]: If we repeal that, then we can g we can designate the areas that we want. Is that you can do that if you want to, yes, ma'am? [0:53:07, 0:53:08]: Which is Judico Road. [0:53:09, 0:53:29]: I mean I'm just saying we said I don't want all five of'em. Well we w we are only getting two, so you can't have two, right? Just to be fair, uh I mean from a planning standpoint, it would be best to have'em spread out through the city and not instead of proliferated in uh one particular district. So that's why uh one of the reasons why [0:53:29, 0:53:49]: Area three was selected because there are currently no uh look stores in that particular council district. Yeah, I would just say it was up Mr. Berry, we certainly would respect your right to say no. So if there was an application to come forward and you certainly uh do wouldn't support it, I certainly would support it with my [0:53:49, 0:53:51]: My vote because you have that right. Correct. [0:53:53, 0:54:02]: Right. So otherwise d the area down here, the cir the circle down here at the bottom of the the city limits involves Toto Road has no number on it right now. Is that correct? [0:54:02, 0:54:05]: Yeah, I thought she updated this map, but uh [0:54:06, 0:54:22]: Oh, I got the wrong presentation. The pink spot right there where Jodoko is and then on the other side of Jodoko. Right. To the north of that should be indicated as a location'cause that's the a location we annexed into the city. Right, right, okay. It's updated on one map, yes, that's correct. [0:54:23, 0:54:24]: Okay. [0:54:24, 0:54:34]: But that's in your area right now there, missing all that or so. Right. So it's highlight it's in the city, you can see, but I don't know why she didn't spread the ring all the way up there. But yeah. Okay. City limit is re yeah. [0:54:34, 0:54:35]: Okay. [0:54:37, 0:54:43]: So I'll get this updated because it'll be part of the All right so we have we have a motion for any action here or for further discussion? [0:54:44, 0:55:02]: I'm not comfortable with a motion. I'm just I thought we were giving him direction to get make sure it was done. Oh yeah, this is yeah, we we will or we we need a motion, but if you're not ready this is the second time he's come back. Yeah, it's a second time, but uh Okay. Uh I mean I can't um I I would say um just [0:55:03, 0:55:05]: Leave it as [0:55:06, 0:55:26]: As it is, and just maybe say uh add, it's already governed technically by the the UDC. I was just asking for it to be exclusively governed by the UDC. So we we can leave it in its current form. And uh even though when we identify winners of the lottery, uh they still have to come before city council and get approval for a special use permit under the [0:55:26, 0:55:33]: The current term. So we could just leave it as is. All right. Is that a and just proceed? The motion would be to allow us to proceed with the lottery. [0:55:33, 0:55:40]: Again, my my question one more time, just to be clear. If we did what you're advising us with the UDC. Mm-hmm. [0:55:40, 0:55:42]: Тен викин стіл [0:55:43, 0:55:55]: add those limitations. It must be over six thousand square feet. It must be we can add those into that, correct? Yes, ma'am. Okay. So it can have the same thousand square feet, okay. [0:55:55, 0:55:56]: Okay. [0:55:56, 0:56:03]: The same location that's on this map. Mm-hmm. Just the just the bot with the minimum six thousand square feet. [0:56:03, 0:56:23]: Mm-hmm. That's currently what it is now, yes. The minimum right now is six thousand square feet. I was just trying to repeal it. And then it would still be able to come to us and we will still get a vote up or down. We just add s the special use permit. It's already in the UDC that requires it. So we can just leave it like it is and uh council still will have [0:56:23, 0:56:27]: control over the say so where these liquor stores make up. [0:56:28, 0:56:31]: All right, Mr. Berry, you had something else, sir? Everybody's good down here? [0:56:35, 0:56:55]: If you repeal it. I remember saying that. Oh, if you if you repeal it, uh then it would be governed exclusively by the UDC and it would determine where those locations can go. So currently the UDC does not allow you to put it in mixed use development. That was the whole point. We wanted to stick this is the idea because Jodico is offering mixed use development. [0:56:55, 0:57:10]: Currently you said it didn't allow that. No, the code of ordinances restricted. The code of ordinances basically won't require the code of ordinances now basically requires it to be a standalone building. So I was trying to repeal that so it could go into plazas. [0:57:11, 0:57:22]: an existing buildings. It could be part of a redevelopment project or something. I was just trying to expand the di the uh the number of places it could go in because right now it's pretty restricted. It c it can only be a standalone building. [0:57:22, 0:57:42]: Right, but we need that requirement where it it can go into yes a mixed use development. So that's what I'm saying. Yes. The Jodico both of the both of both sides of Jodico is gonna be mixed use development. Okay. All right, I can't. So that's a qu that's that uh and but again, everybody has the respect, Mr. Berry has the flexibility, Miss Gantt has the flexibility. [0:57:42, 0:58:02]: To say no if it's presented in their district, because it's gotta come to council anyway. But we need that uh ability to put it in uh a mixed use development uh in certain areas of town. Because those are those are strictly that that that's exactly what you described, Ms. Gantt, what we had just saw where there would be a uh [0:58:01, 0:58:05]: uh that would be available to the residents that live over there. [0:58:05, 0:58:07]: Go ahead, Ms. Barber. [0:58:09, 0:58:13]: Mr. Anderson. Yes, ma'am. Okay, looking at the distance requirement. [0:58:13, 0:58:13]: Mm-hmm. [0:58:14, 0:58:23]: It says must be located more than a hundred yards of a church. Yes, ma'am. It must be located more than two hundred yards of a school. Why wouldn't that be the same? [0:58:24, 0:58:44]: Why wouldn't that would be what Why wouldn't it be the same, whatever the distance requirements? Uh that's what's that's how I was listening in the in the uh city code of ordinances. And I I think that's based on the state regulations. So they have different distance requirements for a church and a school. That's how that's how it is in the city code of ordinances. Okay. Yeah. [0:58:44, 0:58:46]: Yeah. [0:58:47, 0:58:57]: And so there there are distance requirements for a lot of the things that you were concerned about also, Councilmember Gat. So it's pretty heavily regulated already. [0:58:57, 0:58:58]: Okay. [0:58:59, 0:59:19]: Well, I tell you what, whatever the whatever we need to do to make sure that we can get it into a mixed use development if needed. Is the way that I think we're trying what we're trying to say would go. So with the regulations of the the feat. Correct. Yeah. So move. So so the the question is the uh the motion [0:59:19, 0:59:22]: is to give us permission to move forward with the uh with the lottery. [0:59:24, 0:59:24]: Okay. [0:59:25, 0:59:39]: Okay, y okay. What you y you said so move. No one's second that just yet. Oh I'm sorry. I'm I was just trying to say we need I need a motion so we can move forward with the lottery. Yes it is. Okay, all right then. Is there a second to that motion? [0:59:40, 0:59:43]: For everything. I mean No it [0:59:44, 1:00:04]: I don't know. Can I make a motion real quick? This is for the this is for the lottery and the ability to put it in mixed use developments in those certain locations that have been identified, but it will still come back before the council for a vote. And it will still have those other stipulations. [1:00:04, 1:00:24]: Still have those restrictions where it's it must be six thousand square foot minimum. It need to be upsize, but it could go into a mixed use development. But we're basically keeping everything the same, but we're just adding a mixed use development. Correct. Yeah, okay. All right. All right. Okay. Is there a second to that motion? I second. Miss Gantt second that now. Uh I know it's all on [1:00:24, 1:00:28]: [3629.3, 3632.8]: Okay.'Cause there was a lot that was said there. I wanna know if you caught all that. [1:00:35, 1:00:37]: Moving forward with the lottery. [1:00:38, 1:00:45]: With a minimum of square feet of six thousand, adding a component of mixed use development and [1:00:48, 1:00:52]: Does that capture that? City UDC and the uh city code of ordinances. [1:00:54, 1:01:14]: Okay. Motion to be made and second. All favor, please indicate. Now it's decision. Thank you. Appreciate it. Sorry, it took so long. Okay. New business. UDC uh mail notice requirement. Consideration of an amendment to Stockbridge Unified Development Code UDC to change the provisions of the mail notice requirement pertaining to zoning case. [1:01:14, 1:01:17]: Cases to be heard at public hearings. Mr. Ryan, please. [1:01:18, 1:01:19]: Okay. [1:01:19, 1:01:20]: Um [1:01:21, 1:01:23]: This is um [1:01:23, 1:01:24]: This uh [1:01:25, 1:01:42]: This presentation is based on a request from um Councilmember Barber at our last meeting on March eighth. She wanted to increase the um the mail notice distance requirement. Currently our mail notice distance requirement is adjacent property owners only. However, as a courtesy staff has been um [1:01:43, 1:01:46]: advising the developers or the applicants to go out to three hundred feet. [1:01:47, 1:01:48]: Um [1:01:48, 1:01:57]: We polled about 20 different municipalities. We heard back from 13. And um here's the findings right here. [1:02:05, 1:02:08]: If you look uh not showing up there. Okay, hold on. [1:02:12, 1:02:15]: [3757.9, 3758.9]: All right, thanks. [1:02:40, 1:02:45]: So as I was saying, we polled 20 communities, we heard back from 13. [1:02:45, 1:02:46]: And [1:02:50, 1:03:00]: Uh as you can see, um City of East Point was one that we uh poll they have a five thousand mail notice requirement for residential development. [1:03:01, 1:03:03]: A thousand feet for industrial development. [1:03:03, 1:03:05]: Cherokee County has a thousand feet. [1:03:05, 1:03:07]: Forsyth County has five hundred feet. [1:03:08, 1:03:28]: Paddle Springs has 200 feet. South Fulton has a quarter of a mile. Alfaretto has 500 feet. Savannah has 300 feet. Noonan has 250 feet. Morrill has 500 feet. Hall County has 500 feet. Riverdale has 300 feet. Clarkston has, I mean Thomason has. [1:03:28, 1:03:33]: Has 300 feet. Clarston has 300 feet. And after consultation with [1:03:36, 1:03:56]: The city attorney staff recommends that the city start off with a mail notice requirement of 500 feet. This is a five basically this is a 500 feet um increase because our current ordinance only requires the adjacent property owners to um be notified. So we'll we'll extend it out to 500 feet. [1:03:55, 1:03:56]: Mm. [1:03:57, 1:04:00]: Okay. Ms. Barber, you have something you need to say, ma'am? [1:04:00, 1:04:02]: If there is no question, I'll make a motion. [1:04:03, 1:04:04]: Make a motion. [1:04:05, 1:04:05]: Um [1:04:06, 1:04:13]: So we'll be before you w w d this will give us permission to take this to the planning commission and then it'll come back to city council. Okay. All right. [1:04:15, 1:04:26]: I was saying the motion tonight would give us permission to take it to the Planning Commission because it's a text amendment. And then once the Planning Commission votes on it, it'll come back before council for an official vote. [1:04:30, 1:04:36]: Go ahead, Miss Barber. I motion to approve the amendment to the Stockbridge Unified Development Code. [1:04:37, 1:04:44]: To change the provisions of the mailed notice requirement pertaining to zoning cases to be heard at public hearings. [1:04:45, 1:04:46]: That amendment? [1:04:47, 1:04:48]: Is [1:04:48, 1:04:50]: Five hundred feet per second. [1:04:51, 1:04:54]: Ms. Barber second had all fair president? I second Ms. Barber first. Uh [1:04:55, 1:05:03]: Uh second. Yep. Okay, I see you can say that's Barber Gantt here. All in favor please indicate? Thank you very much. Okay. [1:05:05, 1:05:09]: Now we're gonna move back to the items we took off the consent agenda. [1:05:09, 1:05:28]: And that would be council of consider excuse me, council consideration to approve the resolution to enter into an IGA intergovernmental agreement between the city of Stockbridge and Henry County for Patrick Henry Parkway improvements. The city's total cost share would not exceed five hundred and forty thousand dollars. I would say Mr. Gardner, I believe this would be you. [1:05:41, 1:05:46]: Good evening, man. Council. As you know, the Patrick Henry Parkway has already been paved. [1:05:46, 1:05:50]: This is a housekeeping item that came from Henry County to us. [1:05:50, 1:05:56]: Um portion of the roads actually in the city and portions of the road is actually in the county. The county had a consultant. [1:05:57, 1:05:58]: To go ahead and pave the road and [1:05:59, 1:06:17]: We mentioned that the council it it made sense just for us to go ahead and have them do that job and uh re reimburse them. And so we got the IGA. Obviously the work was done before the IGA was actually consummated. Um so this is a housekeeping item for both Henry County and for us. But the road's already been paved. [1:06:18, 1:06:22]: Okay, thank you. So questions, concerns and or motion? [1:06:23, 1:06:28]: Okay. Uh is there a second to the motion? Mr. Berry second. All in favor, please indicate. [1:06:30, 1:06:46]: Okay. Nam's decision, Miss Gann, I see you out there. Okay, Nam's decision on that. All right. Uh Council consideration approved a resolution to create a police department code of ethics policy for all civilian employees. Would uh is this Miss okay, Miss Renee Wheeler, please. [1:07:07, 1:07:09]: Good evening, Mayor and Council. Good evening. [1:07:10, 1:07:23]: Um we're here to get council's approval to uh create to approve a resolution to create a police department code of ethics for civilian employees. Uh Mr. Uh Grover. [1:07:26, 1:07:46]: With the accreditation manager with the chief uh police department has reviewed um our current ethics policy that is in the employee manual, and this one will allow it to be uh go further than what we have in our current policy to include civilian employees. They have one in [1:07:46, 1:07:49]: In place for the sworn personnel. [1:07:49, 1:07:51]: But this is one that [1:07:51, 1:07:55]: Will need to be approved by you for civilin' employees. [1:07:55, 1:07:56]: for accreditation. [1:07:57, 1:07:59]: For the state and national creditation. [1:07:59, 1:08:05]: And if you have any additional questions, Mr. Grover can explain a little bit more about why this is needed. [1:08:06, 1:08:19]: I would imagine it's uh assumption by your comments um is needed to make sure that our police department is fully accredited across the board for police officers and civilians and make us a top notch police department, is what I understand. Is that correct? Or is that a s good assumption? [1:08:22, 1:08:23]: Yeah, so that's [1:08:23, 1:08:43]: That's correct. Um we have two standards, one in the state program and one in the national program, which we're working on both. The the standards require that all employees meet a code of ethics. And the one that that most police departments use is one that was written by International Association. [1:08:43, 1:09:03]: Chiefs of police in 1957, but it only deals with sworn officers. So when I looked at the city to see what they had, it did not go far far enough. So what I did is I wrote this one, which takes care of our people, and then we sent it over, and that [1:09:03, 1:09:11]: That's how we're here tonight to see if y'all want to adopt it to put it in the city's policy as well. Okay, thank you. Yes, sir. Any other questions, Council? [1:09:13, 1:09:21]: Okay, if no questions is motion to accept this policy. So moved. Is there miss but miss again to Miss Barber second that all in favor please indicate? [1:09:21, 1:09:23]: She now says Susan, thank you very much. [1:09:24, 1:09:25]: Right. [1:09:25, 1:09:35]: Council consideration approved a resolution to update the city's deployment manual with general housekeeping items to keep current policies updated. I imagine it's you uh you again, Miss Wheeler. [1:09:35, 1:09:46]: Yes, there are a few uh housekeeping items um that needed to be updated in the employee manual and these were uh three sections in the manual that [1:09:46, 1:09:48]: I wanted to move forward and update them. [1:09:49, 1:09:53]: One was to include um in section three seven oh under [1:09:54, 1:10:05]: Approved exceptions for vacancies and announcements that internal promotions are similar to position upgrades and likewise may not require an external job posting unless no qualified applicants apply. [1:10:05, 1:10:15]: We wanted to update that section and have that language placed in there. Section nine six nine oh point zero zero zero which which would [1:10:16, 1:10:23]: uh have additional pay for exempt or non-exempt employees. What happens is that sometimes we have employees who have to fill in [1:10:23, 1:10:28]: For positions um that are higher than their current classification. [1:10:29, 1:10:39]: For example, we have a um the Main Street coordinator acting as the Main Street manager and taking on additional responsibilities for that particular position. [1:10:40, 1:10:41]: And it's customary to [1:10:41, 1:10:43]: Provide that individual with [1:10:43, 1:10:51]: A compensation for taking on those additional duties, which are more than what she's currently doing, in addition to the managerial position. [1:10:51, 1:11:11]: So this is an example of one position, but we've had it in other positions here in the city when Brad Holtzinger had to take over responsibility of the water department, which included also the sewer department. So he had to take on those additional responsibilities. And we would compensate that employee for that during that time period. [1:11:11, 1:11:20]: period. Once we hire a person in the job, then their compensation goes back to what they were currently making and so on. [1:11:20, 1:11:24]: Okay. So we want to add that information to the policy. [1:11:25, 1:11:29]: And the other one is that um when we had the handbook um [1:11:29, 1:11:31]: Approved last time. [1:11:31, 1:11:34]: Veterans Day was left off, so we just wanna [1:11:34, 1:11:49]: add that into the policy which is not listed in there currently right now. So council had already approved it. We're just adding it as um into the manual. Okay. Okay. Go ahead please. [1:11:57, 1:12:14]: So if we do we're um in terms of um uh this position in particular, I think Main Street was actually uh mentioned. Are are we going to fill that position or are we gonna look at reorganizing possibly? [1:12:15, 1:12:20]: Right now the position is being advertised um by the Economic Development Direct. [1:12:21, 1:12:28]: Right, I'm saying d uh we I think I don't know, maybe we need to have a discussion. Do is the position [1:12:29, 1:12:49]: might be a cost savings measure versus doing it the way that we've been doing it, where we have seen some other cities do a shared DDA and Main Street kind of uh situation where that we like we listened to a presentation at the DDA board on what Woodstock was doing in terms of whether staff kind of facilitated that. [1:12:49, 1:12:59]: So I mean, seems like to me we have a lot of dual, we have a lot of duplication in the two um [1:12:59, 1:13:19]: In the two positions, which is economic development, and when a lot of cities don't have a DDA and a Main Street, I think there could be a combination uh of the two versus having these positions being filled. And we're always looking at opportunities to potentially have a cost savings. [1:13:19, 1:13:28]: And then maybe reapply that to a to a different area. I don't know, it's not just up to me, but certainly I I mean [1:13:28, 1:13:31]: I I we just had some [1:13:32, 1:13:52]: We just need to make sure that we're on the same page as far as the direction that we're going in terms of terms of the city, uh whoever else we decide to bring in, whether that vision is where we're going and then the way the council is going and then uh the way uh this department is going. Because [1:13:52, 1:14:05]: Because the the route that the council has chosen is a more modern, thriving downtown versus a classic Main Street model. Um where [1:14:08, 1:14:11]: We really don't have a lot of [1:14:12, 1:14:32]: that traditional downtown where the courthouse is or the particular, you know, businesses are are a traditional Main Street. We don't have that. We're developing a more uh again a more not an urban but more modern type [1:14:32, 1:14:42]: Uh, what's your point or point of order? This item is whether or not to approve the resolution to update the city's employee manual. [1:14:43, 1:14:47]: with gener general housekeeping items to keep current policies updated. [1:14:48, 1:15:01]: That's true. Good point. Certainly. My contention is again, is that before we make that decision we gotta decide where are we gonna hire another main street manager? Or are we gonna do something different? [1:15:02, 1:15:14]: Is that your recommendation to hire another Main Street manager? So if you remember at the at the retreat we just recently had Mr. Alons came in and he outlined his vision for the department. [1:15:14, 1:15:21]: He also outlined that division when he first got here last year. Uh and that division was On the border. Mayor Ford. Yes, ma'am. [1:15:22, 1:15:24]: This item is specifically [1:15:25, 1:15:31]: Whether or not the council approves a resolution to update the city's employee manual. [1:15:31, 1:15:40]: With general housekeeping items. All right. So let's do these other discussions on whether or not we want to restructure the department [1:15:40, 1:16:00]: That is a completely different subject. Okay. Stick with the item as it is on the agenda, please. Okay. So let's stay on the agenda. Let's so what so what that's what the discussion is about the about the what you presented, Miss Wheelers. That's absolutely right. Correct. Okay. So if we have questions or concerns specifically about this topic on hand. Yes, sir. Go ahead, please. Yeah, for it I'm I'm [1:16:00, 1:16:10]: move to accept the recommendation as presented. Okay, is there a motion to second? A second. Okay. From Mr. Ms. Thomason, Ms. Barber. All in favor, please indicate. [1:16:11, 1:16:12]: All polls. [1:16:12, 1:16:21]: I just have I had a question. I I certainly would like that question to get it. [1:16:22, 1:16:28]: You're not going to be able to do that. She asked that she said that's what they were going to do. [1:16:29, 1:16:36]: But again, I'm I'm I'm is I will abstain until I get that information. Four zero one motion passed. Thank you. Thank you. [1:16:38, 1:16:47]: Okay, what we have next, council's c uh consideration to approve the resolution to accept federal funding support of the youth and the senior uh center project. Mr. Gardner, please. [1:16:59, 1:17:19]: Thank you, Mayor, Council members. Um at our recent uh Washington DC visit with the National Leagues of Cities, um, one of the things we heard um from some of the staff was in order for us when we bring our list of projects, in order to make sure that our projects are are truly uh localized. [1:17:18, 1:17:38]: was and to get the support thereof of the legislature was to make sure that we had some supporting documents, letter of uh letter of uh support for those specific projects. And so with that I'd mentioned to the mayor that uh and I checked with the city clerk that we have a resolution of support as it relates to the Uton Senior Center. There was not one. [1:17:38, 1:17:58]: And so I actually put it on the agenda, put it on the agenda so we could have something official that we sent to them, letting them know: hey, this is a project that we support. We want you guys to fund it. Um, also requested some letter of support from our local clergy that would also go up there along with this to say, hey, we're asking. [1:17:58, 1:18:07]: For X amount of millions of dollars for this project. It is supported by the community, it is needed by the community. And so that hopefully gets us over the hump. [1:18:08, 1:18:28]: when it comes to asking for the amount that we were asking for for for that specific project. So that's that's what this was a Mr. Alexander, go ahead please. Yeah so the purpose of this particular resolution is to present it to uh the our congressional delegation so that [1:18:28, 1:18:48]: That following our meeting that we had in DC, that there was going to be some funds that would be committed on the federal level for us to be able to move forward with this particular project. And that's the on that's the intent of this resolution. [1:18:47, 1:18:58]: Correct. That is the crux of the remote. And it's your recommendation that we that this is necessary. Yes. That's that's all I'll to the council maternity. Ms. Mr. Thomas, go ahead, please. Thank you. [1:19:01, 1:19:03]: Mr. Gardner and Council, um [1:19:05, 1:19:17]: I wanted to make a statement in into the records. Uh I was also there in Washington as well, and I was very attentive to the discussion. [1:19:18, 1:19:26]: Also, we were informed even before we met with the congressman that [1:19:27, 1:19:36]: He had already approved the allocation for the City of Stock Green. No, no, no, no, no. No, sir. No. [1:19:37, 1:19:41]: No. Go ahead, Ms. Cole. [1:19:42, 1:19:55]: I think Council Councilmember Thomas, what he was talking about was when we got in, he talked about the the one the projects that we submitted last year, which was the water and sewer project as well as the [1:19:55, 1:20:15]: Um bridge project that they funded for a tune of about three million dollars. He mentioned that first that was the kudos that he gave um for each of the cities that got funding. I think that's what that was pertaining to. Because when we give them this list, it has to actually go through congressional appropriations, which means it gets voted on by both um both chambers. [1:20:15, 1:20:35]: The House and the Senate, as part of either an Omnus bill, they attach it to another Senate bill or a congressional bill. But that process, as we knew, took us almost a year from when we submitted our projects last year. We were notified that they were put into appropriations. I think back in August. [1:20:34, 1:20:54]: October, September of last year, and then we got notice about a week or two before we got up there that they actually truly got funded and that we should be receiving those funds. So the process takes a while, but he said that he would actually put our project, this project in the HOP is what I think he said. Um but it still has to go through the appropriations commit process. No, I I don't. [1:20:54, 1:21:02]: Spirit or doubt in of that. My purpose for my statement here and email that I sent to you and to counsel. [1:21:03, 1:21:04]: was was twofold. [1:21:05, 1:21:06]: to seek [1:21:09, 1:21:09]: Approval. [1:21:10, 1:21:11]: Of inclusivity. [1:21:12, 1:21:15]: to add the word arts into this resolution. [1:21:16, 1:21:17]: Number two. [1:21:18, 1:21:20]: To question [1:21:21, 1:21:41]: some of the information that was in the attachment. But again, I I just wanna read into the records my position uh just for inclusion in into the record and I'll and I'll read this again and I I know that uh all of you received it because [1:21:41, 1:21:45]: [4905.9, 4908.4]: And I just wanted to be clear, but again. [1:21:48, 1:21:54]: I I I don't have any issues with the statement that you made and the process. [1:21:55, 1:22:01]: I'm asking for the resolution to be amended to add a word. [1:22:01, 1:22:02]: Even though the [1:22:03, 1:22:05]: I still question the [1:22:06, 1:22:09]: The validity of some of the information [1:22:09, 1:22:11]: That was in the attachment. [1:22:12, 1:22:32]: But I wanted to be clear, and I'm just gonna read this and it falls where it may. Uh I have been an advocate for the Youth and Senior Center from day one. In 2019, I hosted a town hall meeting at Smill Barn Elementary School to get input from the Stockbridge citizens on what they want. [1:22:32, 1:22:34]: [4955.1, 4962.9]: I placed a survey online and received more than 500 responses from the community for programs for the center. [1:22:44, 1:22:57]: I advocated for the land to be purchased and earmarked to build the youth and senior center. So let me put to rest any and all notions that I am not in favor of the youth and senior center. [1:22:57, 1:23:00]: I support this project one hundred percent. [1:23:01, 1:23:10]: I certainly support any assistance from Congressman Davis Scott's office and any and all agencies and grants that can assist the city with funding. [1:23:12, 1:23:17]: with funding to bring this project to fruition. However, I do have questions. [1:23:17, 1:23:31]: The resolution attached to this item says the City of Stockbridge has already allocated funds for the preliminary conceptional design and establish a construction budget for the Youth and Senior Center. [1:23:32, 1:23:36]: Question When did the council vote to approve that? [1:23:38, 1:23:41]: Where is the funding coming from? Second question. [1:23:41, 1:23:54]: Please include in your response to this email when the city council approved the budget for the Youth and Senior Center and when the funding was approved for conception or design, engineer, and construction. [1:23:54, 1:23:59]: Also, please include in your response the splash list. [1:23:59, 1:24:06]: that is referenced indicating the amount of funding to go toward this project. [1:24:06, 1:24:09]: How much funding is being allocated? [1:24:10, 1:24:10]: Question. [1:24:11, 1:24:22]: My recollection is that TSW presented a rendering of the Cultural Arts Center with all the bells and whistles that we asked for. [1:24:22, 1:24:25]: And then presented a rendering of a [1:24:25, 1:24:32]: 30 plus million dollar design for the youth and senior center with a pool. [1:24:33, 1:24:35]: Indoor walking track. [1:24:36, 1:24:37]: A two story [1:24:37, 1:24:40]: And the entire room went silent. [1:24:40, 1:24:42]: After hearing the price tag. [1:24:42, 1:24:47]: And from that point on there was no discussion on that particular issue until here recently. [1:24:49, 1:25:01]: Yes, we all want to see the Youth and Senior Center. Yes, we want the Congressman's office to assist us with funds to help build the facility. I'm on board with that and any other office [1:25:02, 1:25:05]: Any other offer that may fully support [1:25:05, 1:25:09]: Бо ви кана exclude the arts. [1:25:10, 1:25:15]: I want to remind council that at the last retreat in February of this year, the [1:25:15, 1:25:18]: We all agreed on a campus. [1:25:18, 1:25:20]: That would be called [1:25:20, 1:25:23]: The campus connection. [1:25:23, 1:25:25]: That would be a combined [1:25:26, 1:25:27]: facility [1:25:27, 1:25:31]: that would include the arts as well as the youth and senior center. [1:25:32, 1:25:34]: That seemed to have been omitted. [1:25:35, 1:25:37]: from this resolution and it need to be included. [1:25:38, 1:25:47]: During my entire tenure on the city council, I have been a true advocate for the youth and seniors and the arts for this city. [1:25:47, 1:25:51]: I have been a strong proponent advocating and recognizing [1:25:52, 1:25:54]: The youth of this s of this community for years. [1:25:54, 1:25:57]: including the boy scouts, the girl scouts. [1:25:58, 1:26:12]: instrumental in facilitating Eagle Scout projects, the Gates Millennial Scholars, musicians, dancers, vocalists who have been able to showcase their talents at various initiatives over the years. [1:26:13, 1:26:28]: During the upcoming week, I will honor more than eighty elementary, middle, and high school students throughout the various Stockbridge school cluster, the young and gifted earners. [1:26:31, 1:26:39]: I will honor them in these various clusters for their outstanding academic and extracurricular achievements. [1:26:40, 1:26:42]: I wholeheartedly support [1:26:44, 1:26:49]: I wholeheartedly support and recognize that our children and adults [1:26:50, 1:27:10]: Need a community center where they can go to participate in physical activities as well as how the arts will advance their knowledge and growth and career opportunities. I say that to say this. I have been an advocate for years, not only [1:27:09, 1:27:16]: Only highlighting their academic accomplishment, but also highlighting their artistry in music. [1:27:16, 1:27:18]: Dance and dramatics. [1:27:19, 1:27:22]: As well confirmed by the associate [1:27:22, 1:27:27]: superintendent of Henry County Schools, who presented to the city council [1:27:27, 1:27:37]: music and arts have a profound positive impact on students and their correlation to academic success. [1:27:38, 1:27:41]: I asked this council for your support and [1:27:42, 1:27:44]: To amend the resolution. [1:27:44, 1:27:45]: to include [1:27:46, 1:27:47]: Arts. [1:27:47, 1:27:48]: As discussed [1:27:49, 1:27:51]: And improve unanimously. [1:27:52, 1:27:55]: By consent of the campus [1:27:55, 1:27:56]: Connection. [1:27:56, 1:27:59]: At the February retreat. [1:28:00, 1:28:03]: So I say all that to say and then I'm just asking and I'm [1:28:04, 1:28:05]: Move. [1:28:05, 1:28:06]: To [1:28:07, 1:28:08]: Add the word arch. [1:28:09, 1:28:12]: to the resolution. [1:28:13, 1:28:21]: All right, on that on that note, I believe less uh Mr. Gardner, before we go any further, you have some responses to this initial conversation. Is that correct? [1:28:22, 1:28:22]: Yeah. [1:28:23, 1:28:39]: Not really so. Um I I will say that last year when we went, we did take the Performing Arts Center as our primary project and was specifically told no by the congressman that that would not go through appropriations on either the Democratic side or the Republican side. [1:28:40, 1:28:47]: So they would not fund anything that had performing or arts. That was specifically told to us last year when we went um [1:28:47, 1:29:01]: at the NLC conference and met with Congressman Scott that they would not that would not fly. And that was the reason why we didn't put it in there, um, because we were previously told that if we did that, we won't get any funding. [1:29:01, 1:29:12]: Um and so that's why arts wasn't included in there or the performing wasn't included in their servers because of that one instruction that we was given by Congressman David Scott last year, twenty twenty three. [1:29:12, 1:29:32]: Um as it relates to where the language came from, obviously, yes, the city paid for an architect to give us those renderings, to give us the square footage, as the specific areas. And so that's what I put in there because what that does is it tells the legislature that we have actually put some skin in the game. [1:29:32, 1:29:35]: Аз релейцу moving forward with this initiative. [1:29:36, 1:29:37]: Um be it [1:29:37, 1:29:39]: five tausand dollars or ten tausen dollars [1:29:40, 1:29:43]: Ам, да випайдфьорда рентген тобі дан фозартекс тоді да вок. [1:29:44, 1:30:04]: We at least know that we can say that we actually have put some skin in the game as it relates to it. So when they're out there advocating for us for the city, they don't have to say that when they ask the question, what has the city of Stockbridge done as in relation to this? They can say, hey, they've got some preliminary design. We've got a photo of it as part of their pocket. Um, they've got some square. [1:30:04, 1:30:18]: footage and they've got some costs because there were included in that document um costs associated with the performing arts as well as with the Uton Senior Center. And so that's where that came from. It wasn't meant to in any way defray [1:30:18, 1:30:20]: From any other project? [1:30:20, 1:30:22]: Б то трай аз без ми кін. [1:30:22, 1:30:31]: To get congressional support for what we presented. That was all of this the resolution was was intended to do, sir. [1:30:31, 1:30:38]: Mr. Gardner, I I do appreciate that. Um I I did not hear that this year from the Congressman, but [1:30:39, 1:30:42]: My intent today was to just go on record [1:30:43, 1:30:50]: And to put this into uh the archive of my advocacy for the arts. [1:30:51, 1:31:11]: Of course I've heard conversation from council members uh over the years, but I will continue to advocate for the arts for all of the students and all of our children here in Henry County because I do understand that when we're advocating [1:31:11, 1:31:14]: uh for our kids and our youth [1:31:14, 1:31:26]: Some of us talk about recreation and and I get that. I'm a former football player. I went to school playing football, so I get that. I'm a swimmer. I understand all of that. [1:31:27, 1:31:39]: But what is lacking in the city of Stockbridge and the advocacy for us, because I work with these kids, I hear from these parents, and there are a number of programs right now [1:31:40, 1:31:45]: Where you can actually see young people performing. [1:31:45, 1:31:48]: Learning how to read music, writing music. [1:31:48, 1:31:50]: Playing instruments. [1:31:50, 1:31:55]: And on Thursday, if you come out, you will see the cotton Indian [1:31:56, 1:31:56]: Um [1:31:57, 1:32:02]: elementary school, twenty six members in a chorus ensemble. [1:32:03, 1:32:23]: And you would see them. If ha if you have ever attended any of my uh heritage celebration, you have seen these dancers. Point of order. We we we just got through talking about staying on the topic. We've wandered way off the topic at this point. Talking about the culture, arts center, city events. This resolution is specific. [1:32:23, 1:32:30]: specifically about the Youth and Senior Recreation Center. Now we s we went went through this earlier, correct? [1:32:31, 1:32:36]: Correct. All right, we'll stay on topic. All right, uh Mayor Ford. Yes, sir. [1:32:38, 1:32:38]: Yes, sir. [1:32:39, 1:32:42]: A presentation was made about a resolution. That's correct. [1:32:44, 1:32:48]: My motion and I made a motion and I'm requesting [1:32:48, 1:32:51]: And I'm still talking about the resolution. Okay. [1:32:52, 1:33:02]: that the word arts be included. So I will stop there and I you know, the council can vote whichever way they want, but I just want the record to reflect [1:33:04, 1:33:19]: My advocacy and my statement and the record going forward about the arts in the city of Stockdown. And I yield back. Thank you. Thank you. Uh Ms. Gannon, you had a c a comment? Thank you. Yes I do, Mayor. There's a couple of things. [1:33:19, 1:33:20]: Um [1:33:22, 1:33:34]: Our city manager, Mr. Gardner has already stated that we cannot use that term. And I called this year during the retreat, I called and spoke to Zoe. Those that that still stands. [1:33:34, 1:33:36]: If we want funding. [1:33:37, 1:33:57]: Arts, cultural arts, cult arts and music, whatever, we can't that is not going to get funded on either side of the parties. So as a council member, I want to do what's in the best interest of Stockbridge, and I want to get as much [1:33:57, 1:33:59]: Funding as I can get. [1:33:59, 1:34:04]: And that is being based off of this resolution that's listed here. [1:34:04, 1:34:05]: Another thing. [1:34:06, 1:34:13]: Um also we also during I recall in a retreat that we spoke and we agreed that we were going to [1:34:14, 1:34:19]: Um that funding would be provided for the for the youth and senior center, the community center. [1:34:20, 1:34:22]: In plastic. [1:34:22, 1:34:23]: as well. [1:34:24, 1:34:44]: Not only that, I believe each and every single council member her here appreciates the arts, appreciates culture, appreciates uh, you know, uh whether it's acting or singing or dancing or playing music. My daughter plays, I played the concert French horn and I was in the orchestra. I think we all appreciate [1:34:44, 1:34:45]: Yeah. [1:34:46, 1:34:47]: But we also pay [1:34:48, 1:34:51]: ninety percent of our taxes to the board of education. [1:34:51, 1:34:54]: Who has built a state of the art center? [1:34:54, 1:34:55]: Right up the street? [1:34:56, 1:35:02]: Right up um in in S well it's called Stockbridge, but it's actually in Elm in Bearview, Ellenwood. [1:35:03, 1:35:14]: And they also like the Cotton Indian elementary, they went to practice at their school and their facilities. I want the art center to be built. [1:35:15, 1:35:33]: But there is a specific need. When we and I had my town hall and we hear from other, I've heard from every single council member up here on the need for a a community center, a youth and senior center in general. And that just doesn't include recreation. [1:35:33, 1:35:53]: That includes space. That could be it who knows. You can have an empty room that includes a practice room for arts or a particular area. But we wanted we did agree and talk about that. Having said that, I want to make a motion to approve the resolution as written to accept. [1:35:53, 1:35:57]: federal funding in support of the Youth and Senior Center project. Second. [1:35:57, 1:36:01]: The motion motion's been made and seconded. Yes, ma'am. [1:36:02, 1:36:03]: There was never a second to that motion he made. [1:36:05, 1:36:24]: Okay, well well the motion originally made by Councilman uh Thomas was not seconded. Mayor Ford, I would have seconded that had you called for a vote. Well well actually what what I now right now we already do we do have an active motion on the floor right now. No, so yes we do we have a motion that was made and seconded, so it's active one. We got a second. [1:36:24, 1:36:28]: So it is a motion. Point of order. What's the point of order, sir? [1:36:28, 1:36:48]: Uh Councilwoman Barber is correct. When the motion was made, you did not you did not ask for that's correct. I did not ask, but that doesn't always mean sometimes I don't ask and someone still says the same thing you can do. But but you didn't allow because Councilman Alexander interrupted and you went on and you went on and then you diverted. [1:36:48, 1:36:54]: So I'm just saying procedure wise, you have to allow the motion. [1:36:54, 1:37:02]: On the floor to stand and let it take its course. Whether it pass or whether it fail, you have to allow the motion to take its course. Mayor. Yes, ma'am. [1:37:03, 1:37:04]: Ah well [1:37:04, 1:37:15]: I if if if the procedure wasn't done, I will remove my motion so that they can make their motion. However, for the record, Miss Holliday, I want it to be known. [1:37:16, 1:37:32]: that we have been advised, it has been stated from count from Congressman Scott's office as well as from our city manager that we cannot use the term arts. We cannot you we cannot seek funding for arts and expect for it to get approved. [1:37:32, 1:37:39]: And that that is a no, I want it verbatim the way I just said it. And that it would be a detriment to our city. [1:37:39, 1:37:43]: Інла енлак о фунди. [1:37:44, 1:37:50]: That we should do what's in the best interest of the city. And that does not mean that we are not gonna have an art center. [1:37:50, 1:37:55]: It means that we make smart decisions and do what's right, business decisions. [1:37:56, 1:38:10]: Point of order. Oh she just you just withdrew your motion. Don't you say that? Hold on hold on Ford. You just spoke, Ms. Grant, and you did you withdraw your motion or not? [1:38:10, 1:38:25]: Man for I will withdraw if that's what you need me to do if you're gonna accept the other motion. However, my motion will stand. I will make I will the motion I'm making will stand as well. That's the motion I want. Okay. Po point of order, man. What's your point or sir? [1:38:26, 1:38:36]: I'm I'm not disputing or debating anything that anybody said. My point to the mayor is about a procedure. [1:38:37, 1:38:38]: A motion was made to [1:38:39, 1:38:47]: And you did not allow the motion to carry. Samantha and I'm not saying Samantha, come to the mic, please. [1:38:49, 1:39:08]: Oh, but Mill, understand understand what I'm saying. And I'm I'm not advocating for it to pass or to fail, but I'm just I'm ch I'm you I'm stating that you specifically said there was no second. You said that. I know I I know I said that. I know I said that. You don't recommend it. [1:39:09, 1:39:16]: When you as a presiding officer interrupted when a motion is made, you have to allow the motion to go. [1:39:17, 1:39:21]: No you don't. Mr. Alzheimer please. Go ahead, Mr. Thomas. [1:39:21, 1:39:23]: Whether you feel for head. [1:39:25, 1:39:27]: You have to allow the motion to go through a [1:39:28, 1:39:30]: Got it. And that's all I'm saying here now. [1:39:30, 1:39:32]: We we know that it's not gonna ask. [1:39:33, 1:39:38]: because of the comments that we're living. But I'm just trying to correct the process. [1:39:38, 1:39:58]: From the presiding office. That's the only point I'm trying to make. All right, thank you for that. Now, you you you heard all the debate here. A motion was made. Didn't I didn't ask for a second? There wasn't a second. All right, until after a mother motion was made and seconded. Now, I have to admit I should ask for a second, but there have been times I haven't asked for a second. Someone says [1:39:58, 1:40:08]: So what is the proper procedure? Do you know in reference to you the this the way that we should run this? You don't have to formally call you asking if you have to s ask for a second. [1:40:09, 1:40:23]: Well, I didn't ask for one. I'm saying are you asking me if that's a requirement Well Well well I would imagine go ahead. Yes. It's not. If it's if basic if it's seconded voluntarily without you moving for it to be seconded, the second still stands. [1:40:24, 1:40:31]: Okay. But I didn't ask for a second. No. And no one said it's a a second until after another motion was made. Correct. Okay. [1:40:31, 1:40:34]: So because that first motion wasn't seconded, it wasn't [1:40:35, 1:40:55]: Procedurally correct. There's no vote on the first one. And I didn't hear a second on the second motion either. Okay. The second was was second. Okay. Thank you. So the second motion is the one that's pending a vote unless it's recalled. I will not remove my motion. Okay. So Miss Gantt made a motion. Mr. Alexander seconded the motion. [1:40:54, 1:41:07]: Yeah. Okay. So there needs to be a vote unless it's pulled back. Okay. Thank you. May I have a comment? Yeah. Yes, sir. Yes. This see, this this right here. I'm calling on everybody to do the right thing. [1:41:07, 1:41:08]: We know [1:41:09, 1:41:11]: What was said to [1:41:11, 1:41:14]: this council, we know what the facts are. [1:41:14, 1:41:34]: We cannot include those words. This is a totally separate project. This project here is dealing with the recreation center. In case anybody's watching, this is the recreation center project. And if we want that funding for that project, this is the language that must be included. I'm not gonna go on personality, I'm not gonna go. [1:41:34, 1:41:54]: On who is my friend, I'm going on what is best for the city. What is best for the city is that we have a unanimous vote for this particular resolution that has been prescribed by the city manager without the word arts because we have been told already it will not go anywhere. We cannot risk [1:41:54, 1:41:59]: millions of dollars in funding because we want to be right. [1:41:59, 1:42:03]: And I'm calling on this council to do the right thing. I'm calling calling on [1:42:03, 1:42:06]: Councilman Thomas to withdraw his motion, understanding that [1:42:07, 1:42:11]: This is miljuns of dollars at risk щодис пас. [1:42:11, 1:42:31]: Clarification, sir. It you can't withdraw it because it never was sent. There is a between eight fifteen to eighteen million dollars here at state. And understanding we need a unanimous vote from this council to show this community. [1:42:31, 1:42:45]: community not that we're just talking that we want to do the right thing and don't want to risk fifteen to eighteen million dollars. That's what state. I need we need to do, put pride aside right now and vote yes. Mayor Ford. Yes sir. [1:42:45, 1:42:46]: Mm. [1:42:47, 1:42:50]: The council is taking this way too far. Okay. [1:42:50, 1:42:53]: I read a statement saying that I support [1:42:54, 1:42:58]: Okay. And I also stated my intention [1:42:58, 1:43:02]: was to motion to add the word. [1:43:03, 1:43:04]: Yes. [1:43:04, 1:43:06]: That's just that simple. Okay. [1:43:08, 1:43:26]: So the vote is the vote. Okay. But I read and said and because I stated that I initially started this whole issue about a youth and senior facility and advocated for the city to purchase the land. So yes, I'm in favor of that. [1:43:26, 1:43:35]: So I'm just saying we're blowing this way out of proportion. All right. Anytime, let me just finish. Anytime a motion is passed or made. [1:43:35, 1:43:39]: Some fail and some don't. I I I'm I'm not hung up on that. [1:43:40, 1:43:42]: But this council is making more out of [1:43:43, 1:43:45]: than it is. Any motion. [1:43:45, 1:43:57]: It fails or it passed. It's just that simple. All right. All right. So um we have a motion on the floor by Miss Cant, second number Mr. Alexander. And I would say to the clerk, you have that motion written down. [1:43:58, 1:44:02]: And for for purposes, while to read that motion, please. [1:44:12, 1:44:21]: Excluding. No, I didn't say excluding or it doesn't s uh w my motion is just like it's read on this paper. Has I don't want the word arts on it at all. [1:44:21, 1:44:22]: I said [1:44:23, 1:44:27]: The motion is just as already written. [1:44:27, 1:44:30]: For counsels, consider what what you drafted. [1:44:31, 1:44:32]: Earlier. [1:44:32, 1:44:32]: E. [1:44:33, 1:44:35]: Council's consideration to approve [1:44:36, 1:44:38]: A resolution to accept federal funding [1:44:39, 1:44:43]: In support of the Youth and Senior Center project. That's my motion. [1:44:43, 1:44:54]: And it was seconded by It has nothing to do by arts. And it was earlier seconded by Mr. Alexander. Right. Okay. And let me and we've already discussed this there. Well but I have a problem with that. [1:44:54, 1:44:55]: Because [1:44:57, 1:44:58]: Again. [1:44:59, 1:45:08]: We all are in agreement. Mayor and Council wants the arts. Mayor and Council wants a youth and senior center. We agreed on all of that. [1:45:08, 1:45:10]: My problem is [1:45:10, 1:45:15]: We would rather risk fifteen miljon dollars by adding a word. [1:45:16, 1:45:28]: Or saying a word in a document. So Ron will go ahead and vote then. Right. Okay. So the motion is May second. All in favor of the motion, please indicate. I have had my hand raised to make a comment and you have yet to acknowledge me. [1:45:30, 1:45:32]: Okay, Miss Barber, what's on your mind? [1:45:32, 1:45:43]: Okay. So had you acknowledged my councilman Thomas spoke. Miss Barber. You would have got a second to his motion. You second after uh Mayor Fort, may I finish speaking? [1:45:44, 1:45:44]: Well yeah. [1:45:45, 1:45:46]: Okay. [1:45:46, 1:45:51]: Prior to joining the council, I attended the town hall meeting. [1:45:51, 1:45:55]: that Councilman Thomas is speaking of regarding the Youth and Senior Center. [1:45:56, 1:45:58]: It is the reason why I questioned [1:45:59, 1:46:05]: how the council prioritized its capital projects when I first was sworn in. [1:46:06, 1:46:07]: When I was approached [1:46:08, 1:46:10]: about the cultural arts center. [1:46:11, 1:46:12]: А вас клея день. [1:46:13, 1:46:16]: I support the Youth and Senior Center. [1:46:16, 1:46:19]: Авторів. [1:46:19, 1:46:20]: I was told that [1:46:22, 1:46:28]: That the council voted and approved the priorities of these capital projects. [1:46:30, 1:46:33]: I later found out that wasn't true. [1:46:34, 1:46:35]: It was after [1:46:35, 1:46:38]: I approved bonding for the Cultural Arts Center. [1:46:40, 1:46:41]: That I found out. [1:46:42, 1:46:44]: That I was deceived. [1:46:44, 1:46:53]: I support the Youth and Senior Center. In fact, I've made this statement at least twice here on this council. [1:46:53, 1:46:58]: I would prefer that we move forward with the youth and senior center. [1:46:58, 1:46:59]: I said that. [1:46:59, 1:47:00]: I've been saying it. [1:47:01, 1:47:04]: I also have been saying it is best at the city. [1:47:05, 1:47:09]: Find other ways to fund our capital projects. [1:47:09, 1:47:12]: We do not have to use a hundred percent. [1:47:12, 1:47:13]: Um [1:47:13, 1:47:17]: city tax or taxpayer dollars to do it. [1:47:17, 1:47:19]: There are partnerships. [1:47:19, 1:47:23]: спонсор да ви щобі [1:47:23, 1:47:25]: For all of our projects. [1:47:26, 1:47:27]: Including [1:47:27, 1:47:28]: The amphitheater. [1:47:29, 1:47:38]: Point of order. We're talking about the resolution. Mayor Ford, may I finish the first one? We're talking about the resolution. We wandered way off topic again. All right. [1:47:39, 1:47:56]: And then we'll see. Stand by, stand by. You right. Resolution is what we're supposed to be talking about. And that's what some motion is made on the floor. So that that is a true statement. So why don't we stay on topic? So if you can stand if you can talk about the resolution specifically, fine. If you can't, we need to go ahead and take a vote and move on. [1:47:56, 1:48:02]: This resolution speaks to the funding of the Youth and Senior Center, in which sponsorships. [1:48:04, 1:48:05]: Partnerships. [1:48:06, 1:48:07]: Are mentioned. [1:48:08, 1:48:09]: We should be looking for partnerships. [1:48:10, 1:48:14]: For all of our Capital Projects grants. All of them. We are. [1:48:15, 1:48:16]: I support. [1:48:17, 1:48:21]: The Culture Arts Center. We I support the Youth and Senior Center as well. [1:48:21, 1:48:30]: We have an opportunity to receive federal funding to help us move the Youth and Senior Center forward. [1:48:30, 1:48:31]: Right now. Right. [1:48:32, 1:48:37]: Unlike the Cultural Arts Center, there is no partnerships. [1:48:37, 1:48:55]: No federal funding available for it. But you're about to say those are the points that I'm trying to make. So as we move forward, I would have supported and seconded Councilman Thomas's resolution to include the arts in here. [1:48:55, 1:48:57]: Only because [1:48:58, 1:49:02]: I don't I don't remember if they required [1:49:03, 1:49:07]: I don't remember if Congressman Scott's office required that the council approve [1:49:07, 1:49:13]: A resolution specifically for the youth and senior center. They did. So if this resolution [1:49:13, 1:49:15]: Is appruent. [1:49:15, 1:49:20]: What would it be hurting to include the youth and senior centers in the arts? [1:49:21, 1:49:24]: Is is it going? Mr. Gardner. [1:49:24, 1:49:27]: With this resolution, be going to [1:49:28, 1:49:31]: Congressman Scott's office, they already know we support it. [1:49:31, 1:49:34]: In fact, we're actually asking them for help. [1:49:35, 1:49:46]: Ma'am, the the resolution will go to Congressman Scott office, Mr. Ossoff office, as well as Mr. Warnock office because appropriation funding goes to both chambers of the ho of the sen of the Congress. [1:49:47, 1:49:51]: House and Senate. So when it gets there they will obviously know [1:49:51, 1:50:07]: That yes. The purpose of the resolution is just to st an official statement of support. That's it. For that. Right? This council sees the importance of this project and it hints asking you to appropriate federal funds for this project. [1:50:08, 1:50:28]: Right? We they talked about letter of getting support from the community. So when we did the clergy meeting, I asked those clergy people, would you all be in support? I did a brief presentation, they said yes, right? Because that goes as well. So when they're in there advocating for the city of Stockbridge's project, they know that it's not just the city that's [1:50:28, 1:50:30]: advocating for terms of city leadership. [1:50:30, 1:50:34]: they see that there's also the community in terms of the clergy that's also doing the same. [1:50:34, 1:50:54]: Um and and yes, we were told last year, if we put performing arts, they will not fund it. And the reason for that is you have two philosophies out here: one that's liberal and one that's conservative. In conservative, view arts and culture different from some liberals or democrats. And so they [1:50:54, 1:51:03]: will not support it. And that was the purpose of that statement that we were told last year. It's because yeah, I can support it, but I can't take it on the other side of the aisle. [1:51:04, 1:51:07]: Right? Because in their view [1:51:07, 1:51:15]: A and and I'll just hypothesize the reason why is every and anybody uses a a uh [1:51:15, 1:51:16]: Newton Senior Center. [1:51:18, 1:51:19]: Right? That's correct. Doesn't discriminate. [1:51:20, 1:51:22]: Doesn't tell which la what party you are. [1:51:23, 1:51:24]: We all know. [1:51:25, 1:51:45]: When you get up there to Congress, do those two philosophies clash on a lot of things? And that was the reasoning behind, I think, why we got that recommendation that they could not fund it. And so therefore, we didn't go up there with the Cultural and Arts Center as project number one or project number two as we did last year. We went with the Uton Senior Center as we were told by his staff and by him. [1:51:45, 1:51:45]: Yeah. [1:51:46, 1:52:01]: Thank you, sir. And I do recall um when we met with Congressman Scott's office last year. They were specific. They did say anything pertaining to entertainment, culture, performing, they wouldn't be able to support it. So [1:52:02, 1:52:07]: Thank you, Mayor Ford. Thank you. You're welcome. All right. Motion is made and and second. All in favor of the motion, please indicate. [1:52:08, 1:52:10]: Uh oh the announced decision. Outstanding, let's move on. [1:52:11, 1:52:16]: All right, all five voted for that. Fantastic. What a lovely day in the city stop bridge. [1:52:17, 1:52:22]: Announcements of upcoming events of upcoming meetings and events. Upcoming meetings, events, council meetings. [1:52:22, 1:52:23]: Yes, ma'am. [1:52:25, 1:52:26]: That's right. [1:52:26, 1:52:27]: I'm sorry. [1:52:27, 1:52:47]: Mr. Alexander, go ahead, please. I'm sorry. Yes, Mayor, and uh we have just got a real serious safety issue uh on Eagles Landing Parkway. Stand by stand by one second. This deals with resurfacing section of Eagles Landing Parkway for discussing purposes, added to the agenda. Now, Mr. Alexander, I'm sorry to cut you off. Go ahead, please. Yes, Mayor. I ask that this be added and [1:52:47, 1:53:07]: In consultation, I sent out to council this information that we add this to the agenda uh in reference to the condition of Eagles Landing Parkway. Uh I need to we need the citizens to understand that we under we drive Eagles Landing Parkway, Hudson Bridge, and East Lake every day, just like they do. [1:53:07, 1:53:27]: understand that the condition that it's in. It is in an unacceptable condition at this point. The state and the uh Henry County government, we went to them, uh we partnered with them to apply for$15 million grant in order to pave Eagles Landing Parkway, Hudson Bridge, and East Lake Parkway. [1:53:27, 1:53:47]: That is, we should not have an answer, I understand, by later this year or first part of next year. But understanding, there is a critical issue that exists right now. You cannot drive down Eagles Land and Parkway without going through the intersection at Eagle Point Parkway right there. [1:53:47, 1:54:07]: There at the main entrance to Piedmont Henry Hospital. I can't tell you, I knocked my car out of balance going through there. Luckily, I didn't have a flat tire. I try to avoid that when I go through there. The city has previously filled in those holes many times, patching the [1:54:07, 1:54:27]: Potholes. But it was going to require that that section be cut out and that it actually be repaved, that one intersection. Not all of Eagles Landing Parkway, not all of uh uh that particular area, but certainly in that one area right there, uh, and staff will determine the amount, but that that that one. [1:54:27, 1:54:47]: One section really needs to be cut out and repaved in anticipation of the good news. Hopefully, that we'll get that all of it will be repaved. So, this one little section here will already be paved in anticipation of the additional funding coming. But people driving into our hospital should not have to. [1:54:47, 1:54:50]: [6891.6, 6910.0]: a safety issue. I've had people report to me that they blown a tire there, they damaged their rim there, and that there have been accidents there at this location where people know that those potholes are there and they try to swerve around it. So I'm calling on Mr Gardner, if you come to the podium, Mr Aaron. [1:55:21, 1:55:41]: Mr. Gardner, I know you live right over there. You've driven past it. I know you did everything that you could to try to secure funding. You and I have had numerous discussions, uh contacted the county about getting funding for this. But that particular area right there in front of the hospital is a minefield and filling in those holes, which we've done before. [1:55:41, 1:56:00]: has been ineffective. So certainly I'm calling on you all to take the step a next step, such as we propose for Valley Hill Road, where particular sections will be cut out and repaved so that that does not return, because that section has been patched [1:56:00, 1:56:04]: numerous times and it continues to return. I like your comments on that. [1:56:06, 1:56:12]: Well so we we will definitely look at trying to determine it with the voter council what what that cost looks like. [1:56:12, 1:56:30]: And then obviously we'll have to figure out where those funds will come from and then have council vote on once we determine a f a funding source. Um but I will also say this this should be a collaborative effort. Once again, these roadways were under the jurisdiction. [1:56:30, 1:56:32]: jurisdiction of of Henry Henry County. [1:56:33, 1:56:34]: And [1:56:34, 1:56:35]: As I think you stated. [1:56:36, 1:56:41]: It's not just city of Stockbridge residents driving Eagles Land and Parkway. [1:56:41, 1:57:01]: Um that's that's mean thoroughfare from east to west to the interstate and everyone, whether you're unincorporated or incorporated resident, drive that road. And so before we we can effort what that cost would be, I would ask I would request that we [1:57:01, 1:57:06]: get some buy-in from Henry County before we go solo. [1:57:06, 1:57:26]: on this. Mr. Gardner, th this issue is critical. I just I can't go an we can't go another uh few days without a resolution to this. We currently don't have a district four commissioner sitting in that seat right now and we've been down that road, we've been knocking on that door. I'm not talking about paving uh all of Eagles National [1:57:26, 1:57:46]: Landing Parkway, but that one section certainly is in the financial wherewithal of the city. There's additional funding, like as the funding that we moved from the uh trails that we use to pave um Walt Stevens and Mount Blyon, which is undergoing right now. And there certainly is other T STOS funding that can be temporary. [1:57:46, 1:58:06]: Appropriated until we get back to the final paving of this road, and there can be hopefully some resolution with the county at this point. But you can't go through there now without knocking your car out in alignment or risking a flat. It is that bad. These photos right here. [1:58:06, 1:58:26]: They're older. It's actually worse today. And these Google Plus photos, they don't do it justice. And I've been through that numerous times. So I want us to go ahead and move forward with a repair now. The citizens don't want to hear, and they've been hearing this forever. It's the county, it's the city, everybody throwing it back and forth. They don't really. [1:58:26, 1:58:46]: Care. They just want it fixed. So I'm calling on the city and this council to go ahead and fix it. And then we go to the table and figure out and eliminate the safety issue and go ahead and then go back to the county and see if we can resolve it between the federal funds that we will receive at a later date. But a fix needs to be a [1:58:46, 1:58:49]: needs to be approved now so we can move forward with it. [1:58:50, 1:58:59]: So otherwise you're just talking about a a a patch for this certain s intersection ver versus repaving right now. Just l like you see the intersection. Show the whole intersection. [1:59:00, 1:59:20]: You see there where the yellow line is? Right, right. And that row, we would start right there. We would cut that whole section out to the ground where they scrape it like they do, like they're gonna do a repaving. And then they would go back over and then they would repave that section right there uh itself in those in that in that square box, right at that on the four side. [1:59:20, 1:59:40]: Of that intersection would be repaved. It would be just like an official repaving. The trucks would go out there and scrape up all that existing concrete that keeps failing, and then they would put down a new concrete layer down there, like we're doing on Valley Hill Road. They're picking out particular sections on Valley Hill Road, they're going to cut those sections. [1:59:39, 1:59:47]: out and then they're gonna to they're gonna repave those. That's a permanent fix, not the temporary fix that we've been doing. [1:59:47, 1:59:53]: Okay. Out of curiosity, when would when when uh when is this supposed to be done for the entire row supposed to be done anyway? Just out of curiosity here. [1:59:55, 2:00:07]: Uh well based on the IGA with uh Henry County, they're proposing sometime towards the end of the year. Oh end of this year? Yes. But please keep in mind whatever we do [2:00:08, 2:00:28]: It's gonna be torn up when they resurface the road. So we're investing money for a temporary fix that's it's gonna be when they start milling the road to resurface, all of that's gonna come back out. You gotta fix what's there today. What is the solution to fixing what's there today? So what costs are we talking about expending to [2:00:28, 2:00:36]: The only other option would be I'm sorry, the only option would be to fill the potholes, right? Other than scraping the whole road out? Is that the only other option that they can utilize? [2:00:37, 2:00:53]: Uh it's just that like say if you go in and mill as Councilman Alexander is proposing and you make that repair, when the county when we do that project to resurface Eagles Landing and Hudson Bridge, they're gonna mill the whole road anyway. Mr Mr. Aaron, with all due respect. [2:00:53, 2:01:04]: You you don't have you don't even have to do the whole intersection. You could just cut those sections out and do that section in a square instead of filling in the holes, right? [2:01:05, 2:01:06]: So they have to redo it. [2:01:08, 2:01:28]: What's the most efficient way to do this without wasting a whole lot of money if we're going to repay the whole thing in several months from now? Stand by. So what's the most efficient way? What's your recommendation? I would recommend that we get our engineers to make an assessment of it and what sections need to be repaired versus if we just decide it's that location, because if you do that location, [2:01:28, 2:01:37]: Then 10 feet beyond that or 20 feet beyond that, there's some issue, then somebody gonna say, Well, why didn't you do that whole section? So I would [2:01:37, 2:01:57]: recommend that we let our engineers go out and do an assessment and then they give us a price based on what we're paying right now for our current LMEG, what we're paying for quantities of asphalt and milling and things like that. Then we come back and present a figure to cost. Well this is what it's gonna cost to to make this repair. [2:01:57, 2:02:01]: I'm okay with that. Go away please. [2:02:01, 2:02:11]: And I was gonna ask if we could just task staff with doing their due diligence and bringing back to us estimated costs along with the recommended funding source. Please. [2:02:12, 2:02:17]: I believe that's what he just recommended. I think Mr. El Jones says that sounds good to him in this aspect. Is that correct? [2:02:17, 2:02:25]: And Mayor. Yes, ma'am, go ahead please. My concern is having a redo. If they if we pay for something, I don't want it to be [2:02:25, 2:02:32]: done uh dug up. So if that is if that is a guarantee that's what's gonna happen, then we need a [2:02:33, 2:02:39]: Plan B, I need another solution because I'm not gonna spend money to and then at the end of the year they're gonna tear it up. [2:02:40, 2:02:45]: That's not gonna work. Yeah, and any parts work as as as Jessica said, any parts work that we do now. [2:02:46, 2:03:06]: When they do redo that road, they're going to tear that road down to base all the way through. Include whatever we patched. But we can't leave it like it is, Mr. I understand that. We don't want to spend a lot of money. We just got but it's gotta be fixed. Councilman Alexander, I listen, me of all people, with Walt Stevens and the way Mount Zion runs. [2:03:05, 2:03:07]: And people were [2:03:09, 2:03:10]: Busting her ties left and right. [2:03:12, 2:03:13]: I [2:03:14, 2:03:15]: Totally understand. [2:03:16, 2:03:27]: I totally understand and I'm hoping no guarantee that this road is gonna be paved at the end. I'm just saying I hope that we can come to some type of solution. I'm also, you know, pleading with the county. [2:03:28, 2:03:30]: Come on, somebody meet us halfway somewhere. [2:03:31, 2:03:51]: So at some point in time. So what I'm an actual fact, I was um texting the county manager. I will I know they are at their staff retreat, um, but I will definitely we will effort that cost, look at what funding, but we will I will also make another request to say, can you guys go in with us on this to reduce the burden? [2:03:50, 2:04:10]: burden, cost burden on us with the understanding that this is this this road is gonna get torn out. We shouldn't be the ones bearing it. So if the cost is five hundred thousand, would they be willing to go two hundred, two hundred if we come up with a funding source to do it. But if they don't, then we will look at what's the most cost effective way to fix the problem. [2:04:10, 2:04:17]: And bring those solutions back to you. Right. But j I'm just letting you know, if they gonna tear it back up, I'm not spending money for them to tear something up. [2:04:17, 2:04:21]: We gotta find the solution. And I get it. I'm with you with that. [2:04:21, 2:04:21]: But [2:04:22, 2:04:24]: Maybe we need to meet with a ca I don't know. Whatever we gotta do. [2:04:25, 2:04:27]: There needs to be a solution. The road is bad. [2:04:28, 2:04:48]: Mr. Berry, go ahead, please. Yeah. Uh I was just gonna add to that. Can we get at least I know you said you're gonna come back with the best or or the most economical solution. Can we come back with at least two or three options so we can have a a choice to make the best decision? Because just like Councilwoman uh Gantt just stated, I'm not in favor of blowing money only to dig striker. [2:04:48, 2:05:03]: Or at least like to have options to decide from what what's best moving forward. We will we will do that and we will give our recommended what we think is should be the approach to go and then leave it to council to make that final. All right. So mayor. [2:05:04, 2:05:24]: How how soon? Okay, I'm sorry, I thought you were going to be able to do that. How soon can you get back to us? What's up? We'll be making that phone call tomorrow morning. Um and hopefully we'll be able to have something here for the next city council meeting. Which is correspondence to council ahead of time. Which is a couple weeks now. Which is I think the April eighth is the next week. Right, so a few weeks. Yeah. Okay. All right. All right. [2:05:24, 2:05:41]: Right. Everybody else good? Okay. Yes. Oh, I'm gonna make a motion to that? Go right in, please. We'll make a motion to uh go with the staff recommendations to bring back an engineering assessment of the troublesome area in front of P. My Henry along Eagles Landing Parkway. [2:05:41, 2:06:01]: Is there a second emotion? My second. Ms. Gantt second that. All in favor, please indicate. Unanimous decision. Thank you very much.
