[0:03:05, 0:03:08]: Now that we have two additional parking areas. [0:03:08, 0:03:09]: We need to [0:03:09, 0:03:11]: Discuss the parking situation. [0:03:12, 0:03:13]: Okay. Is there a secondary motion? [0:03:15, 0:03:16]: Is there a second to that motion? [0:03:17, 0:03:20]: Mr. Berry, second that motion. All in favor, please indicate. [0:03:21, 0:03:29]: Okay, it's unanimous decision. All right, so that'll have to be number eight. Okay. [0:03:31, 0:03:36]: On that note, uh I still need a motion for the rest of the agenda, please. [0:03:37, 0:03:44]: Mayor Ford? Yes, ma'am. I move that we approve the agenda with the uh amendments that have been made. Thank you, Ms. Gantt. Is there a second? [0:03:45, 0:03:47]: I'm Mr. Berry Secondary, I'll free please indicate. [0:03:48, 0:03:51]: Okay, thank you very much. Let's see here. [0:03:53, 0:03:57]: Alrighty. On that note... [0:03:59, 0:04:02]: Okay, we now go on. [0:04:04, 0:04:17]: To approval the minutes. We have the uh approval of the minutes of March fourth, twenty twenty four, uh course council meeting minutes and also the March twenty sixth work session minutes. Any motion to accept those minutes, please. [0:04:19, 0:04:22]: So is there a second for Mr. Alzheimer's? Is there a second? [0:04:22, 0:04:25]: A second. Ms. Cant second. In all favor, please indicate. [0:04:26, 0:04:27]: Unanimous decision. Thank you very much. [0:04:28, 0:04:31]: Madam Clerk, do we have any public comments at all? There are no public comments, Mayor. [0:04:32, 0:04:52]: Thank you very much. Appreciate that. Ladies and gentlemen, council, uh, we had a ceremonial review here. Uh once again, a also a great time in the city here when uh we swear in additional members who are uh committees and boards. So the uh the actual um youth council advisory committee had two new members this evening earlier. [0:04:51, 0:05:00]: Valerie Richmond Reese and Caitlin Nash. And Caitlin Nash is uh was actually uh youth council member several years or so ago. She's now [0:05:01, 0:05:06]: in college and a um Air Force reservist. So it's fantastic we have her join in that. [0:05:07, 0:05:07]: And [0:05:08, 0:05:28]: Well we have also we had several different uh uh proclamations. We had a child abuse proclamation was read uh today as well. Uh trial abuse prevention awareness month proclamation, a world water day proclamation, and a world autism awareness month proclamation, and all those were issued out to individuals uh [0:05:28, 0:05:45]: this evening as well. And on that note, uh we'll move on to consent agenda and uh have on consent agenda uh council consideration to fill a vacancy and appoint a member to a two-year term on the youth uh council advisory committee. [0:05:45, 0:05:53]: All right, excuse me. And also uh that that individual is uh Dr. Samuel Valmay. [0:05:53, 0:06:13]: And then also there's on the consent agenda the council consideration to fill a vacancy uh to appoint a member to fill the unspired term on the planning commission, which is district five. And uh that would be a Matthew Thomas. Sir. So moved. So moved. Okay, is there a second to the motion? [0:06:13, 0:06:18]: Um ms is that mister Mr. Thomas second that. All in favor, please indicate. Yes, ma'am. [0:06:22, 0:06:23]: It's not alright. [0:06:24, 0:06:26]: Baba okay. [0:06:26, 0:06:35]: Wait, did I miss something here? C and D. Oh, yes, C and D. I'm sorry. I'm sorry. Excuse me. Excuse me so be it. So be it. Um [0:06:36, 0:06:38]: All right. [0:06:38, 0:06:54]: Well I tell you gotta turn the page for it. All right, so uh council consideration approved the renewal of the request for uh proposal RFP number twenty twenty-two-six, on-call general engineering services for the city of Stockbridge with Carter and SLU. [0:06:54, 0:07:06]: And also council consideration approved the renewal of the term contract 2019-00022 P facility maintenance solutions ground keepers landscape between [0:07:06, 0:07:26]: CGL facilities management LLC an amount of four hundred thousand dollars. Funding source is from the Public Works Department budget funds presented by Mr. Aaron. But I don't know if it's a consent agenda. I don't know if you need a briefing from Mr. Aaron or not, but is there a consent approval for this? I think we probably should discuss D. Discuss D. So how [0:07:26, 0:07:35]: How about we take that off the uh is there any other comments? Yes, I think we need to also have a presentation proceed. For which one? [0:07:36, 0:07:52]: Okay, so all right, so all right, how about this? There's a is there a motion to t a take off uh item C and D off the consent agenda? Yes. Okay, so a second, okay, from from Mr. I got uh Mr. Alexander and Miss Barber, all in favor please indicate. All right, so those items [0:07:52, 0:08:04]: So we'll in individual talk about those items. Now b back to A and B. If there's no problem with uh with A and B and I actually I think we already had a motion on it, did we not? Yes. Okay, so actually [0:08:04, 0:08:17]: I guess I wasn't supposed to take D and C and D off till we finished that motion for A and B. But anyway, so for A and B, we have a motion. Could you restate your motion, please, Mr. To approve consent agenda item A and B. Is is a second emotion. [0:08:18, 0:08:37]: Uh Miss Barber second, all favor please indicate. Well congratulations to uh to those two gentlemen, uh Dr. Val May and uh Mr. Thomas. Now on that note, uh do I need to uh attorneys, do I need to go back for C and D says there's already a motion on the on the floor to re- redo that just to make sure? [0:08:41, 0:08:53]: But what happened is that uh we took it took C and D off the agenda and I forgot that we actually had a motion and a second on the floor. So I'm just thinking about re redoing that to make sure it's clean, I suppose, in that aspect. [0:08:53, 0:09:01]: Yeah, as chair that's in your discretion. So if you want to go back and start all over again, you can. No, no, just the C and D, sir. Okay, let's do this. How about this? Yes, ma'am. [0:09:06, 0:09:22]: Yeah, but w what what I'm saying though is that there was always there was already a motion for A and B well actually there's a motion on the f on for initially A and B I th uh I f I thought originally. And then we went to the second motion with C and D and the motion A and B was not executed i initially. [0:09:24, 0:09:41]: Well it's up to you, sir. Well, here's what I'd like to do. I need I'd like to have a motion for uh item c on the consent agenda, item C and D to remove so we can talk about it individually. So moved. Is there a second? Miss Barber second. All in favor, please indicate. Okay. Now now I think it's cleaner. Got it. Okay. On that note, once again. [0:09:42, 0:09:54]: Council consideration to approve the renewal of a request for a proposal RFP number two zero two two-six on call general engineering services for the city of Stockbridge with Quater and Sloop. Mr. Aaron, please. [0:09:54, 0:10:14]: Yes, Mr. Mayor and Council. Carter and Sloop is one of the two consultant engineers the city has under contract. And uh last year in July, it was approved the contract with Carter and Sloop for one year with an option for four one-year renewals. Current currently, Carter and Sloop has 20%. [0:10:14, 0:10:24]: projects in various stages of development for the city. So we're coming back to ask the city to approve the initial renewal with Carter and Sloop. [0:10:24, 0:10:27]: Okay. Questions. Ms. Barber, go ahead, please. [0:10:27, 0:10:30]: Under this renewal option, is there an increase? [0:10:31, 0:10:35]: N no ma'am. The fees are the same and the costs are the same. [0:10:38, 0:10:39]: Any other questions from the council? [0:10:41, 0:10:42]: Is that all, Miss Barber? Do you see that? [0:10:44, 0:10:44]: That's all you had? [0:10:46, 0:10:55]: Okay. So if no other questions then I I need a motion to approve that item, please. So moved. Okay, Mr uh Mr. Alzheimer's and Mr. Barber, you second that all in favor please indicate? [0:10:57, 0:11:05]: Damage decision on that. Okay, great. Council consideration and approve the renewal of the term contract twenty zero. [0:11:05, 0:11:08]: Excuse me, two zero one nine dash zero zero zero [0:11:08, 0:11:25]: 2-2P facilities maintenance solutions ground keepers landscape between uh CGL facilities maintenance management LLC in the amount of four hundred thousand dollars funding source from the is from the public works department budget items represented by Mr. Aaron please [0:11:25, 0:11:45]: Yes, Mr. Mayor. Uh several years ago, council requested that certain major thoroughfares be mold and maintained on a weekly basis. So the city contracted with CGL through the state contract to perform those services for us. Over the years, we've added some roads and also we budgeted this year because [0:11:45, 0:12:05]: You know, we recently annexed those areas, so we want to incorporate those into the more in schedule as well. So we're just renewing that agreement with CGL and the uh request to be able to use the budgeted amounts for uh right-of-way maintenance. Okay, questions? Ms. Halzangwe, please. Let me just say this. [0:12:04, 0:12:24]: The reason that I took that off the consent agenda is because I wanted to thank you. I wanted it to be your positive highlight out in the community for the awesome job that the city has done with these contractors maintaining the right-of-ways. For years now, it seemed like spring would just spring on us. [0:12:24, 0:12:44]: Then grass will be growing everywhere, the thoroughfares will be out of control. But since we've implemented this program under you, along with uh the city staff, it has been we've our road projects are exemplary. I like to call them our front doors, because when people get off of these exits, 228 [0:12:44, 0:13:04]: 224, 222, they see stock breeze. They don't know who it was, what's going on. And we have come such a long way because when we get off there, certainly at the exit itself, the thoroughfares are clean. Certainly at some point we want to see probably if we could partner with the county to get on the actual exit. [0:13:04, 0:13:24]: Exit ramps because GDOT does 45 day maintenance, which is 45 day maintenance is just not nearly enough on the actual exit ramps themselves. So maybe that that's gonna acquire a bigger figure with us and the county uh working together. But I have seen the difference and I certainly appreciate it. So I [0:13:24, 0:13:44]: I wanted to thank you. I do want you to talk about just a little bit uh some of the annex areas that were added because some of those residents didn't or they're they're not seeing, they don't understand the benefits that they're getting out of being city residents, but understanding that their right-of-ways are being maintained where uh in uh in a [0:13:44, 0:13:55]: upgraded fashion versus before. So talk about some of the areas that we do currently do uh regularly and then some of the areas we're we're adding adding to that. [0:13:56, 0:14:16]: Well, I'll let Mr. Barnes speak to that. Mr. Barnes is our public works operations manager. He and his staff have done a wonderful job in taking the bull by the horn, so to speak, with the areas that we recently annexed to ensure that they get the same love and care that the city of Stockbridge residents prior to the annexation received. So I'll [0:14:16, 0:14:17]: Let him speak to that. [0:14:19, 0:14:21]: Good evening. Good evening, Mayor Council. [0:14:22, 0:14:36]: Uh my name is Al Barnes. I'm Public Works Operational Manager for the grounds maintenance as well as facility maintenance. Just to talk a little bit about that, annexation is [0:14:36, 0:14:50]: Uh right now we're tryna currently getting more staff in to kinda help with that. For the most part, we are maintaining the areas that we've been doing before and then also the new areas coming in. [0:14:50, 0:15:10]: We pretty much got it on schedule in different districts that we would do out throughout the week. So everybody's pretty much is getting hit around once a week. Um as we get more staff in and we're working on that greatly, we'll be able to have two crews going out there and hopefully get back to where we were cutting. [0:15:11, 0:15:27]: maybe twice a week for most areas. So um all I will say is just be patient with us. We're trying, we're out here and everything like that. But I think that the citizens that's being annexed in would definitely like and appreciate what we're doing moving forward. So [0:15:28, 0:15:48]: Absolutely. So thank you so much. And whatever you need from me personally, myself, uh, we want to do that because I want that to be the pride of the city that we shine when it comes to uh those particular areas. But again, I wanted to take this off the consent agenda to thank you for the work that's being done because it's beautiful out there to be able [0:15:48, 0:16:00]: able to see how the city looks. And uh in addition to that, I know the city crew takes care of this is gonna be taking care of this area out here in s in in the city hall area, correct? Mr. Aaron, sir. [0:16:01, 0:16:03]: Yes, sir. Yes, sir. We will be. [0:16:03, 0:16:23]: Okay, so I I I see the amazing work that you've done out here that been done by the contractors as we finish up. I just want to make sure that we're going to make sure that we maintain this at the level that they're installing it at along East Atlanta, along Lee Street, South Lee Street, North Lee Street, that in [0:16:23, 0:16:43]: entire area that's incorporated and included into the overall plan because this is absolutely beautiful the work that the team, the council, and we all have put together. And we just want to make sure, and I think what we said generally is that we wanted to make sure that it maintains that way. And I think I give a shout out [0:16:43, 0:17:03]: out to our friends in McDonough for what they do with the square. We wanted that square standard administer, and I think we're we're seeing that. And we want to make sure we do that. So do you have what you need to be able to do these areas out here along with the main thoroughfares? So one of the things Mr. Barnes and his staff have already addressed those [0:17:03, 0:17:12]: and also develop the schedule or how we'll maintain those recently planted areas. So I think you'll see it continue to look the way it's looking right now. [0:17:12, 0:17:17]: All right. Well I appreciate that. Is there any other questions on [0:17:18, 0:17:20]: Ms. Bobber, go ahead, please. [0:17:20, 0:17:22]: I wanted to know this street [0:17:22, 0:17:23]: Sweeting. [0:17:24, 0:17:28]: Is that included under this contract or is that completely similar? That's completely different. Thank you, sir. [0:17:29, 0:17:30]: So [0:17:30, 0:17:50]: So we uh and this one thank you for asking that question. We do have two full time we have two full time street sweepers out there, correct? Yes we do. Okay, because we purchased those and certainly uh maybe we can add a third one in this next fly's coming up or something, but certainly they're out there and I know I saw a question come across the email somebody was asking when the [0:17:50, 0:18:05]: the sweeper was in their neighborhood and you was able to identify that the street sweeper was in their neighborhood. Yes, if everything goes according to plan, we didn't have no equipment malfunctions and weather, every street gets swept at least once a quarter. [0:18:05, 0:18:16]: But like downtown they do downtown weekly and major thoroughfares get a weekly, but the subdivisions and residential streets at least four times a year. The one the only one thing I'm gonna say real quick. [0:18:17, 0:18:21]: Is those little areas right where you get off at the interstate? [0:18:21, 0:18:41]: where the where the where you have like the separated turn lane, around that little thing right there where you get off. I like to see the street sweeper go around there because there's a lot of garbage and trash that col right at the right at the exit where you have like a little horseshoe, you have the straight turn here, and then you have the piece and then there's a concrete [0:18:41, 0:18:49]: s border that separates it on the ground. There's always a lot of trash that corporates around there. We'll get that addressed. Thank you. [0:18:49, 0:19:09]: Mayor for stand by sir. Ms. Scamp Glauc please. Mayor, I move that we approve um this council consideration. I move move that we uh approve the renewal of the term contract number 2019-00022P, facility maintenance solutions, grounds keeper landscaping between GCL facilities management. [0:19:09, 0:19:14]: LLC and the amount of four hundred thousand dollars. [0:19:15, 0:19:22]: Mr. Ma motion was made and seconded by Mr. Readiness. I one second, I'm gonna I'm gonna grab uh seconded by Mr. Alexander. Further discussion. Wait, please, sir. [0:19:23, 0:19:41]: Are you recognizing me now? Yeah, I'm recognizing you. Thank you. Uh I had a couple of questions I asked I wanted to ask before the motion, but um and I'll just make it simple. Um Mr. Barnes, can you provide me with a schedule for the uh street sweeper and the uh letter pickup? [0:19:41, 0:19:42]: Well it's [0:19:43, 0:19:56]: Street sweeping comes out of stormwater. So I will get you a a copy of of the streets and the s and the streets, but the schedule is they're on like a weekly and I can get that to you. [0:19:58, 0:20:01]: Well i i is there a printed schedule? [0:20:02, 0:20:16]: There's a printed spreadsheet with all the streets on there and everything is separated based on like routes. There's Route One, there's Route Two, Three, Major Thoroughfares, and I think Route Four and Five. [0:20:16, 0:20:24]: Well, if I if I can just get the schedule uh just just plain and simple. If I can just get the schedule of the street sweeper and the letter pickup, I would appreciate it. [0:20:25, 0:20:39]: So Mr. Barnes hands handles the litter pickup, but the it might vary per week depending on which areas need staff to concentrate in certain areas, but we'll get that to you as well. [0:20:39, 0:20:42]: And and and and the reason I asked and [0:20:43, 0:21:03]: I don't want to get too deep into this. Um, but there's a campaign sign that's been on the ground since November. And uh it hadn't been moved. But I digress. Um I had some additional comments and questions, but um just provide that for me and I'll be [0:21:03, 0:21:07]: Okay. And we'll we'll talk offline, uh, Mr. Aaron. Yes. [0:21:09, 0:21:29]: Any other comments? Motion been made in the second. All in favor of the motion, please indicate. You're in favor? Okay, so it's unanimous decision. All right, thank you very much. All right, then now we go to um uh where are we for items four and five. Public hearing have been deferred to a later time frame by the applicant. [0:21:28, 0:21:48]: So we'll go number six. And uh Council's uh consideration to approve change order number two for 2024 LMIG paving project and east coast grading to include the resurfacing of Old Conyers Road from East Alana Road to Mays Road, which is in city limits, amount of [0:21:48, 0:22:06]: four hundred fifty one thousand seven hundred and ninety six dollars and fifty cents. Funding source G dot supplemental ElMIG funds of three uh three hundred seventy three thousand six hundred ninety eight dollars and twenty cents. Splots five which is seventy eight thousand and ninety eight dollars and thirty cents. Mr. Aaron please [0:22:06, 0:22:26]: Yes, Mr. Mayor and Council. Uh Governor Kemp in his uh budget allocated additional funding for transportation projects and resurfacing projects. And the city was awarded their$373,698.20. So staff sat down and had a discussion. We looked at areas where we could make the most [0:22:26, 0:22:46]: immediate impact. And one of the areas where we constantly outside of Flippin' Road and Walt Stevens and Mount Zion, that and and Valley Hill to an extent we get a lot of complaints. It was old Conyers. You know, we've got almost 3,000 school kids that go to that go to schools on that street and also they got a travel [0:22:46, 0:23:06]: traverse that street parents and everything like that. So when we sat down and looked at that road and based on the number of complaints we received, we thought it would have been a great idea to go ahead and resurface that road because there are plans to resurface Ballet Hill. That's in the 2025 LME. There's plans to repair Rock Quarry. [0:23:06, 0:23:09]: with the widening project, there's plans to resurface [0:23:09, 0:23:16]: Hudson Bridge, Eagles Landing Parkway and East Lake with a joint T-SPLOST project with Henry County. [0:23:16, 0:23:35]: So based on the amount of traffic on Old Canyon's Road and the number of students going to school on Old Canyons Road, we just thought it would be uh prudent to go ahead and resurface that road because we're constantly getting complaints about it. We've addressed every road. We're gonna come back to talk about how we address flippin' road, but I thought this was something that we could do. [0:23:36, 0:23:39]: With additional funding, it would cost us a minimum amount of money. [0:23:39, 0:23:48]: To do the project and I just think it would be beneficial for those students that travel, old conjunctions and parents to go to school on a daily basis. [0:23:48, 0:24:06]: And that's why we chose the road based on the complaints. And someone asked was the road rated. The major roads were never rated. They were maintained by Henry County, so the city did not rate those roads. And so but based on the number of complaints, just like when we got a bunch of complaints from Mount Zion and [0:24:06, 0:24:14]: Walt Stevens about potholes, we took action and we remedied those. And this is another opportunity to correct the issue that we currently have. [0:24:16, 0:24:36]: Yes, sir. Go ahead, Mr. Berry. Thank you again for uh pointing pointing. But you do know I wanna uh pose a question about flipping road and the priority moving forward for it. Um I know we get a lot of complaints on old coins, but we equally get the same number of complaints for flipping as well. And it spans across three of [0:24:36, 0:24:48]: Of our districts two, um, three as well as four. And so um what is the outlook or the prospect of flipping road being improved? [0:24:48, 0:25:08]: So here's the issue when when looking at flippin' road. Flippin' road is gonna be a major undertaking. It's gonna be expensive on the magnitude of what we spent well uh Walt Stevens, which was about one point five million dollars. And so we knew with old Conyers we had got a quote from what what it would cost, and that's something we can [0:25:08, 0:25:16]: Can do right now because we have the funding for that. We only put have to put in a minimum amount of money, but to do flip and roll, it's gonna [0:25:17, 0:25:37]: It's gonna take some looking into finances, looking in the budget as to how we go about attacking it. Because if you spend$300,000 on flipping road, it's not gonna resolve the problem. You can fix a couple of potholes, but the overall road is still gonna be substandard condition. So we just felt that this would be something we can do. [0:25:37, 0:25:47]: immediately with minimal financial input from the city and it it would be a great benefit to the community. While we look at ways or how we fund [0:25:48, 0:25:49]: Flip and roll. [0:25:51, 0:25:51]: Okay. [0:25:51, 0:26:00]: Stand by one second, please. You done, sir. Just a quick question before I go to Mr. Alexander. I I drive the road all the time. I should know this answer. I would say it's about three miles. [0:26:00, 0:26:01]: Free mind as long. [0:26:02, 0:26:13]: Oh, Conyers? No, no, no. Flipping. Flipping. Yes. A little over two miles. Oh, a little over two miles. Yes. Yes. Well, we are responsible. All right. Mr. Alzheimer's, go ahead, please. [0:26:14, 0:26:27]: My contention has always been the same, whether it's O Conjures, whether it's Eagles Landing, whether it and and we did as we talked about the Eagles Landing repaving, we talked about these roads were [0:26:28, 0:26:34]: mostly, if not in maintained by the county, and they were turned over to us in substandard condition. [0:26:35, 0:26:38]: The city manager sat up there and said on Eagles Landing. [0:26:39, 0:26:59]: We're going back to the county to see what they would do to help us out. We should just not let them off of the hook for giving us these substandard roads and then we take the money the limited funds that we have to pave these roads. I'm certainly in favor of solving the issue with old conjures, flipping all these roads, but [0:26:59, 0:27:06]: But certainly, as the city manager indicated, we should seek that additional funding from the county. We should not have to. [0:27:07, 0:27:27]: taking two million dollars of city funding to pave Walt Stevens. We did it because it was absolutely necessary. But each time we do that, we allow the county off the hook because they took years, decades, letting the roads, getting those substandard conditions, and then we let we got them off the hook. [0:27:27, 0:27:45]: by using the funds that we got coming in. So when the it has that conversation already taken place about Eagles Landing? Cause at the last meeting the Seagull City Manager said you were going to go to them. So what is their pz posture or position in offering to help us with the roads that they turned over to us? [0:27:46, 0:28:06]: Well, the the only road I know that they allocated some funding for was Valley Hill. We had a meeting with them. We thought they'd give but contribute two hundred and twenty thousand, but it turned out they contributed a hundred and ten thousand. And I think at the last meeting we presented an intergovernmental agreement where they were applying for ARC funding. [0:28:06, 0:28:15]: for the resurfacing of uh Eagles Land and Parkway, Hudson Bridge and East Lake that they partner with the city on that project. [0:28:16, 0:28:36]: Right. So when you asked him about Eagles Landing, which I think the city manager said indicated that's what we were gonna do before we move forward with, what was the response? So I I don't know what the city manager's conversation has been with his counterpart, but the thing I do know is based on emails I've seen that Henry [0:28:36, 0:28:50]: Henry County said it'll cost$10 million to resurface Eagles Land and Hudson Bridge and East Lake. Forty percent of that is in the city, 60% is in the county. So 40% of 10 million, they would be expecting the city to contribute 4 million. [0:28:50, 0:29:01]: So they've applied for a grant and the city's portion of that grant would be twenty percent, which is eight hundred thousand. The city has allocated four hundred and thirty something thousand in T supplies. [0:29:02, 0:29:05]: for the resurfacing of these roles. So my [0:29:05, 0:29:08]: Hope is that ARC funds this [0:29:09, 0:29:12]: project because there's a big difference between [0:29:13, 0:29:21]: Paying$800,000 when you've allocated$400,000 for it, and$4 million when you'd have to come up with an additional$3.6 million. So [0:29:21, 0:29:27]: I think one of the things with that project we wait to see how the funding goes'cause if not [0:29:27, 0:29:31]: then I'm pretty sure they're gonna come asking us for our forty percent of that. [0:29:31, 0:29:41]: Yeah, and and and that's the disappointing answer that we continue to get. And I tell people this, especially during the time when folks ask for your vote. [0:29:41, 0:29:45]: Із-аю нетюста Сити резиден. [0:29:45, 0:29:48]: You vote for county commissioner too. [0:29:48, 0:30:08]: Not just the unincorporated residents. So the the outdated process of thinking, well, I'm the county commissioner and I only need to take care of the unincorporated, when they come to city residents, they don't say, Well, that you're just in the city or I don't want your vote. They ask for the city residents' vote. And and [0:30:08, 0:30:28]: And folks need to understand that and very clearly. And it is unfortunate that on Valley Hill Road, they only wanted to give$110,000 of money that when the they allowed the road to get in that condition. Old Conyers, they're telling us basically for old Conyers, we just annexed how much did we just [0:30:28, 0:30:30]: Just annex the old Kanye's into the city. [0:30:30, 0:30:32]: Uh, probably [0:30:32, 0:30:40]: Two tenths of a mile. So we already had a certain extent. But I wanna make very clear to everybody listening and paying attention. [0:30:41, 0:30:49]: When you get to the schools, you leave the city limits, right? The the city limits goes right up to the first school. To Mays Row. Right. [0:30:50, 0:31:10]: After that, all three of the schools are in the county. So if people are looking at this thinking all of Old Conders is going to be paved, that would be wrong, wouldn't it? Because only portion that's going to be paved is from East Atlanta to Mays Road. The rest of it will still remain in the same condition under the county. [0:31:09, 0:31:29]: So I suggested that you would go to the county like they did for us on Patrick Henry to see whether or not they wanted to partner it so that we could pave all of it instead of just this little section and then the rest of it remain not. Well I had a conversation with my counterpart and they say they have no intentions or no current [0:31:29, 0:31:30]: Right. [0:31:31, 0:31:36]: uh efforts to resurface a part of all Conyers that's in the county, so [0:31:37, 0:31:43]: So so but so again, so everybody understand the majority of old Kanyas is not in the city, is it? No, sir. [0:31:43, 0:32:03]: So, under understanding that we're gonna do what's necessary to take care of our portion. But then people will look back and say, wait a minute, why y'all just portion uh pave this little small part when the rest of it is like that? So we talk about this the safety and the schools. We're taking care of our part to make sure that these students get to school. But the other part needs [0:32:03, 0:32:05]: [1926.1, 1933.9]: Yes. Thank you. So for clarification though, I'm thinking if that's the case, that that rest most of uh old county is in district two. [0:32:15, 0:32:18]: Is that district two, which is the same district that has most of [0:32:19, 0:32:29]: Uh parts of uh of Stockbridge. If that's district two, then we need to talk to that district two commissioner. Correct. All right. Miss Scan, go ahead please. [0:32:29, 0:32:37]: Um Councilman Alexander made some really good points. And I one of my questions is if we repay that portion. [0:32:38, 0:32:40]: What happens if the county [0:32:40, 0:32:48]: w again you spoke to him they had right now they currently have no desire to repave their the other areas on that road. [0:32:49, 0:33:09]: When they do decide to repave, will that affect the paving in the area that we're in? Or will it be okay? No, it would be similar to what Clayton County did when they paid the portion of Mount Zion Parkway that was in Clayton County. They paid it three or four years ago and we just picked up from where they left off and paid the portion that was in the city. So [0:33:09, 0:33:29]: So I just think that we're doing our part. We're addressing a concern from parents and from the Henry County School System, and we're doing our part. And what they do doesn't have a bearing on us because we're taking care of the issues that are within the city limits of Stockbridge. Well, I and I appreciate that, but Stockbridge is [0:33:28, 0:33:30]: Henry County. [0:33:31, 0:33:45]: I'm gonna say it again, Stockbridges in Henry County. And I think that at some point we as leaders need to reach out to the county one on one or with with the other county commissioners or whatever we need to do. [0:33:45, 0:33:47]: Because stop bridges in the county. [0:33:47, 0:33:50]: So we're supposed to be one Henry. [0:33:50, 0:33:54]: Um we have to vote for county commissioners. [0:33:54, 0:33:56]: They represent us too. [0:33:56, 0:33:59]: We pay our taxes to the county. [0:34:00, 0:34:02]: We just started collecting taxes. [0:34:02, 0:34:04]: So they represent us too. [0:34:04, 0:34:15]: And we need to start working. We're not gonna grow and get better until we're all working together. At some point, history shows years ago. [0:34:16, 0:34:32]: The tax commission office here on Burke Street, the library, the police department, they were built by the cities, city of Stockbridge, and they they're owned by the city of Stockbridge, but they're ran by the county. So somebody was working together at some point. [0:34:32, 0:34:52]: But right now that there's a disconnect and that message has to keep going out there. And I keep saying we have to go out there and talk, you know, whether it's one on one or we have some kind of joint meeting. But there has been times and and there's a it's a known fact, just because it's in the city limits doesn't mean [0:34:52, 0:35:01]: That it always has to be the city's responsibility. There have been agreements, as previous SDS agreements, where although [0:35:02, 0:35:07]: Monarch Village was in the city. The county was still responsible for the entire street. [0:35:08, 0:35:09]: There are [0:35:09, 0:35:17]: Uh the there there is no set stone says, well, you're the county commissioner and you have to only do unincorporated areas. [0:35:17, 0:35:18]: That's [0:35:19, 0:35:21]: You re then we shouldn't have to vote for you. [0:35:23, 0:35:24]: So [0:35:24, 0:35:27]: We need to work together as a council. [0:35:29, 0:35:37]: With the county commissioners, one-on-one. I don't evidently it's not working. City manager to county manager, it's not working. So we're gonna have to do it ourselves. [0:35:38, 0:35:41]: And I'm willing to do that. I hope my colleagues are as well. [0:35:43, 0:35:43]: Okay. [0:35:44, 0:35:45]: Any other comments from the council? [0:35:45, 0:35:48]: Oh sorry, Miss Barber did Ms. Barber have your hand up? [0:35:49, 0:35:50]: I did, thank you. [0:35:50, 0:35:51]: You're welcome. [0:35:52, 0:35:58]: O'Conyers Road is in my my district. City Council District Four. Okay. A portion of it. [0:35:58, 0:36:00]: the portion that is within the city limits. [0:36:02, 0:36:04]: We are to address the needs of the residents. [0:36:05, 0:36:05]: I know. [0:36:06, 0:36:09]: А good portion of the residents who live in the area. [0:36:09, 0:36:10]: are newly annexed. [0:36:11, 0:36:13]: Most of the newly annexed people. [0:36:13, 0:36:14]: Or in my district. [0:36:15, 0:36:15]: You all know that. [0:36:16, 0:36:19]: I want us to stick with the item as it is on the agenda. [0:36:19, 0:36:21]: By addressing the knees [0:36:22, 0:36:23]: To fund this project. [0:36:23, 0:36:25]: For old Connors Road. [0:36:25, 0:36:28]: the portion that is within the city limits. [0:36:29, 0:36:30]: Myself [0:36:30, 0:36:31]: Mr Aaron [0:36:32, 0:36:35]: And Mr Gardner did have conversations. [0:36:35, 0:36:37]: With the county manager. [0:36:37, 0:36:39]: County Chair and [0:36:39, 0:36:41]: B county kommisner over. [0:36:42, 0:36:44]: That area. Valley Hill. [0:36:44, 0:36:49]: and East Atlanta and Old Conyers. At that time we only addressed Valley Hill Road. [0:36:50, 0:36:53]: What I don't want to do is lose sight of. [0:36:54, 0:36:56]: What's important and what we can do right now. [0:36:57, 0:36:58]: For ourselves. [0:36:58, 0:36:59]: Absolutely. [0:36:59, 0:37:02]: I believe the county does have a responsibility. [0:37:02, 0:37:06]: and partnering with us on these projects, but I don't want to wait for them. [0:37:08, 0:37:09]: I don't want to wait for'em. [0:37:09, 0:37:16]: Let's go ahead and move forward with what we can take care of right now. I certainly support staff's recommendation. [0:37:17, 0:37:20]: to use these funds to resurface. [0:37:21, 0:37:24]: The portion of Old Canyons Road that is within the city limits. [0:37:24, 0:37:26]: I'd like to make a motion if I could, sir. Sure. [0:37:28, 0:37:34]: I'd motion to move forward with staff's recommendation to approve the change order number two for the twenty twenty-four. [0:37:34, 0:37:35]: El nick [0:37:35, 0:37:37]: Paving project with East Coast Grading. [0:37:38, 0:37:41]: To include the resurfacing of Old Cony's Road. [0:37:41, 0:37:42]: From East Atlanta Road. [0:37:42, 0:37:43]: To Mays Road. [0:37:44, 0:37:48]: within the city limits in the amount of four hundred fifty one thousand [0:37:48, 0:37:51]: Seven hundred ninety-six dollars and fifty cents. [0:37:51, 0:37:52]: The funding source. [0:37:52, 0:37:53]: Gee that [0:37:54, 0:37:56]: Supplemental L MIC funds. [0:37:56, 0:37:57]: I second. [0:37:58, 0:38:18]: Yes, Ms. Second Motion, maybe a second motion. Yeah, I'll have additional discussion. Yeah, go ahead, sir. I certainly agree and want to make sure that we do what's necessary to take care of our portion. But I do want an answer on what are we gonna do about flipping rope. I certainly don't want to just say, okay, we just discussed it. [0:38:18, 0:38:37]: then nothing is going to happen. So I would ask that you go back to point of order. What's the point of order? If we want to discuss flipping road, let's add that item to the agenda. I'm going to ask the question if I can and then we're going to move on if that's okay. I just want them to go back and look for the funding uh in other areas and then come back to us. [0:38:37, 0:38:38]: Yes, sir. [0:38:38, 0:38:58]: Any other questions? Okay. No other questions? All in favor of the motion, please indicate? Unanimous decision. Thank you very much. I appreciate it. Okay, what we have next is item number seven, amphitheater uh marketing budget. Um, Mr. Aaron, you've got to come back, sir. All right. So uh I want to caution the council in reference to this discussion, this particular item. Uh we can't get too deep in this because it may cause. [0:38:58, 0:39:18]: I think we'll probably have to have a executive session to talk about how we want to do this, but I just want to bring that to you and note at this point. And if that's the case, we will go into executive session and talk about this further if we have to do so and then come back out and make a decision. Okay? Okay. So on that note, uh we talked about uh some additional funding for [0:39:18, 0:39:36]: budget uh uh marketing budget and where that funding would come from from in this aspect, right? So uh on that note, um Mr. Young here. I would think that uh this is something uh that Mr. uh okay you I'm sorry uh Mr. Washington will come forward in sir. [0:39:38, 0:39:58]: Good evening council and mayor and council. We've talked with um finance and with economic development and they're prepared to have that discussion with you all in an executive session because it does concern real estate. Okay. All right then. So uh if you don't mind counsel, we'll go into executive session n not n right now, but we'll go into executive session and talk about this and come back out and make a decision, come back out and announce that decision if that's [0:39:58, 0:40:02]: Um Mayor Ford. [0:40:03, 0:40:07]: Mr Washington, what part of this is real estate? [0:40:08, 0:40:16]: The what the the sale of the property and then the earmarking of the funds from the sale of the property has not been constipated yet. [0:40:20, 0:40:27]: All right. Okay. So that's that's what causes us to go into Zag and talk about this further before we go public with all this. Okay? [0:40:27, 0:40:42]: All right. On that note we'll we'll we'll talk about the next that's second session on that issue. We'll come back out. Number item number eight, the next item deals with the uh parking free parking and amphitheater. And Miss Barber you brought this issue up, so what is your concern about the free parking and amphitheater? [0:40:42, 0:40:44]: I did. Um [0:40:44, 0:40:48]: And I don't know if staff is prepared. Um we uh [0:40:49, 0:40:55]: the map of the parking areas around the amphitheater. [0:40:56, 0:41:03]: Mr Mr Aaron or or Al, I don't know. Would y'all be interested you y'all be able to take ha town of these questions here? [0:41:05, 0:41:06]: I don't think so. [0:41:10, 0:41:13]: So you're referencing the two parking lots on North Lee Street? [0:41:14, 0:41:18]: I want to discuss all of the areas for the amphitheatre. [0:41:19, 0:41:26]: The area um directly across from City Hall, the areas for the two new parking [0:41:28, 0:41:31]: The areas on ground of the amphitheater parking. [0:41:32, 0:41:37]: The council needs to decide how we want to proceed with parking, whether it be [0:41:37, 0:41:39]: Free parking, paid parking. [0:41:39, 0:41:41]: And if so, then we need to set a fee. [0:41:42, 0:41:44]: I just want us to be able to [0:41:44, 0:41:45]: Designate. [0:41:46, 0:41:47]: Those areas [0:41:47, 0:41:48]: For concert goers. [0:41:49, 0:41:50]: So that they know. [0:41:51, 0:41:52]: Which areas are for free parking? [0:41:53, 0:41:54]: In which areas? [0:41:54, 0:41:55]: Are for paid parking. [0:41:56, 0:41:57]: And how much? [0:41:57, 0:41:58]: That's all. [0:41:59, 0:42:06]: It's my understanding last year, I think for the first time the city charged for on-site parking in the main amphitheater parking lots. [0:42:06, 0:42:14]: And so now you've incorporated the two parking lots on North Lee Street. So are you gonna include those in the [0:42:14, 0:42:33]: in the areas where you're charged, so there's a package for those parking spaces, as well as the ones that are surrounding the amphitheater. I know across from City Hall, we've done the beautification. Now you have the curb there. So it would be difficult or somebody's gonna drive through the recently [0:42:33, 0:42:34]: Planet. [0:42:34, 0:42:50]: um flowers and things over there that if the city is still gonna allow free parking over there in that area, then there'll have to be signs directing patrons how to get to those areas and where they can park. Somebody'd have to kind of direct them over there. [0:42:51, 0:42:52]: Mayor. [0:42:52, 0:42:52]: Yes, ma'am. [0:42:53, 0:43:13]: Um, Councilwoman Barber, you you have some really great points. I think that Mr. Young should be present for this and I also think we probably want to discuss a little get a little bit more financial detail on it before we make any decisions. Um I I totally understand where you're coming from. I just think that [0:43:13, 0:43:16]: We probably won't get the proper information tonight. [0:43:17, 0:43:18]: Okay. [0:43:18, 0:43:25]: Um that's perfectly fine. I just wanted us to have a discussion right regarding it so that there is no confusion. [0:43:25, 0:43:27]: For concert goers. [0:43:27, 0:43:28]: When they park. [0:43:28, 0:43:33]: They should know whether or not they are parking in a designated area that's free parking. [0:43:34, 0:43:36]: Or if it's an area that they have to pay. [0:43:37, 0:43:40]: And what the fee is, so if we want to [0:43:41, 0:43:44]: Um wait until the next meeting and have staff to bring us back. [0:43:45, 0:43:49]: Um there are suggestions on how we should move forward with all of the areas. [0:43:50, 0:44:07]: I'm perfectly fine with that. Yeah, and I and I I think one of your to your point, um from my experience and complaints I've had as well, a lot of that was in private parking. Um and people someone who didn't own the property was actually charging. [0:44:08, 0:44:09]: So it wasn't [0:44:10, 0:44:14]: It wasn't necessarily in our lot, it was private parking. [0:44:14, 0:44:17]: And the eventually police were called. [0:44:17, 0:44:22]: at after so many months of time. But it was at a bu it was in particular buildings. [0:44:22, 0:44:24]: And um [0:44:25, 0:44:30]: a cu a a nonprofit or some sort was was charging, but they didn't own the property. [0:44:30, 0:44:38]: And it wasn't our property either. And I've I I too have received some of those concerns, and we do need those des I totally agree with you. [0:44:38, 0:44:43]: But I I just think Mr. Young and everyone needs to be here. So I thank you for that. [0:44:43, 0:44:53]: And thank you. Thank you for making that point about the nonprofit. But there are also business owners. The downtown area is in City Council District Four. [0:44:53, 0:44:54]: My district. [0:44:55, 0:44:59]: So I get a lot of the complaints, a lot of the complaints from the business owners. [0:45:00, 0:45:02]: They are concerned about [0:45:03, 0:45:04]: Concert glores. [0:45:04, 0:45:07]: parking in their lots. [0:45:07, 0:45:10]: when they've had their lots blocked off. [0:45:11, 0:45:12]: And having [0:45:12, 0:45:13]: Parking attendance. [0:45:14, 0:45:15]: Charging people. [0:45:16, 0:45:18]: То паркін паркінг лот. [0:45:18, 0:45:20]: In which the parking attendants [0:45:21, 0:45:25]: don't own the building either. Essentially they're s collecting money. [0:45:26, 0:45:30]: Kinda illegal. Improper at the most. No illegal. [0:45:30, 0:45:50]: And set up a parking lot in a a business parking lot that you don't own. Correct. But it wasn't the city. It was a private I'm trying to tell you, it was some private people doing it. I know all of the details uh surrounding one particular incident. But I'm also talking about the area directly across from City. [0:45:50, 0:45:59]: City Hall. Um that area was for for free free parking, but people were being charged to pay. [0:46:00, 0:46:01]: Charge to park there. [0:46:02, 0:46:05]: We just need to be clear and specific. [0:46:05, 0:46:17]: Designate the areas in which we want to say is for free parking and which areas is for paid parking. And if it's paid parking, we need to set the fee. [0:46:17, 0:46:19]: So that there is no confusion. [0:46:19, 0:46:24]: Absolutely. I got a lot of calls from people who parked directly across the street from City Hall. [0:46:25, 0:46:45]: And they were charged to park there. That was true. All right. In fact, it was supposed to be free. Let me have a comment here, sir. Yeah, go ahead, please. Certainly that's inappropriate for anybody to be charging uh to be parking on the free on the city hall lawn across there. Of course, I don't think anybody should be parking over there, especially with the beautiful [0:46:44, 0:47:04]: And the curbing that we have at this point. Certainly, as was indicated by Mr. Aaron, there would need to be some directional signage to teach them how to get there through Harold Drive or Martin Luther King Sr., because you cannot get there from this side. But let's be clear: any if a private business owner [0:47:04, 0:47:24]: On it that does own the business size to charge, they can do that. We cannot regulate them in terms of what they can do on their own private property. So if a business owner that owned property in downtown, not inappropriately, not people setting up illegal shops, that certainly should not be tolerated by the city. [0:47:24, 0:47:44]: And NA aspect. But if you own land downtown and you wanted to set up a parking lot under the city code, you can on your property that you own, you can do that. But it needs to be done by the property owner, not someone stepping in to charge, and certainly not on grounds only. [0:47:44, 0:48:04]: By the city under any aspects. I would suggest that we get um uh input as was stated from Mr. Young and um as well as uh the city manager uh at our next meeting in order to do this because those two parking lots on North Lee Street, those uh [0:48:04, 0:48:24]: uh certainly should be uh premium parking and that would be up to them to determine what needs to be done. It was my hope that those two parking lots would alleviate the need to park uh over here uh across the street and certainly there might be some contention to allow them to use those two parking lots. [0:48:24, 0:48:36]: parking lots on North Lee Street for free to replace the parking that would be reduced over here. Because we certainly don't want people driving across the curb over the new beautification that we just planted. [0:48:36, 0:48:52]: On that note there the the parking spots on North Lee Street a total number is ninety one. Ninety one total spots. Announcements and upcoming meeting events. So upcoming meeting announcements, council uh council meetings will be held. And city council chamber meeting dates look. Yes, ma'am. [0:48:53, 0:48:58]: So I think we need to make a motion to have staff with [0:48:59, 0:49:03]: Doing their due diligence and bringing this back. Okay, go right ahead. Go right ahead, please. [0:49:05, 0:49:10]: Okay. Um so I'd like to make a motion to test staff with um [0:49:11, 0:49:14]: Revising the original MAC that was approved. [0:49:15, 0:49:22]: by the council in designating the areas recommended for free parking. [0:49:23, 0:49:25]: In the areas. [0:49:25, 0:49:26]: Designated. [0:49:26, 0:49:27]: For paid parking. [0:49:28, 0:49:29]: And the fee. [0:49:30, 0:49:32]: And to bring it back to us. [0:49:33, 0:49:33]: At our next. [0:49:34, 0:49:35]: Work session. [0:49:36, 0:49:36]: April [0:49:39, 0:49:40]: City Clark. [0:49:40, 0:49:42]: What date is the work session? [0:49:45, 0:49:53]: She said April April thirtieth. Okay, so for staff to bring back your recommendation at our April thirtieth work session. [0:49:53, 0:49:55]: Is there a second emotion? [0:49:55, 0:49:56]: Mayor Ford. Yes, sir. [0:49:56, 0:50:10]: Uh I'd like to have a request to Councilmember Barber to add to her motion uh to identify the designated area for Uber and Lyft as we discussed previously. [0:50:12, 0:50:13]: Ms. Barber? I agree. [0:50:14, 0:50:18]: To also designate the area for Uber and Lyft. [0:50:19, 0:50:20]: Okay. [0:50:22, 0:50:39]: Ms. Mr. Thomas second that motion I would assume that uh madam clerk you have all that? Yes, sir. Okay. On that note, uh all favor motion please indicate? It's unanimous decision. And it we do a cover all just in case anything overlaps. I've always done that. [0:56:10, 0:56:30]: For eleven years. Okay, I need to know specifically what we're going to expect.
