Phase one wants to incorporate the the future homeers of phase two into the HOA to allow the usage of the amenities and to reduce the HOA costs. [0:32:48, 0:32:50]: And this is a brief synopsis. [0:32:54, 0:33:14]: This is the boundary survey of phase one and phase two. A third amendment is required for the Brush Creek Commons phase one. It will need to be drafted by the city attorney. The purpose of the amendment will consist of the followings: Allow the inspection of the boundaries of the previously approved development for Brush Creek Commons to include parcel number S07. And six, to provide the exemptions for phase two site so that it will not be required to have its own separate amenities in HOA. [0:34:13, 0:34:17]: And this is the site data for the brush street comments. [0:34:26, 0:34:40]: And this is the list of approving zoning conditions per exhibit C from rezoning ordinance number zero thirteen fifty two um july fourteenth for the rezoning case for RZ0, which was originated from Henry County. [0:34:49, 0:35:09]: Uh let me read these to the record as well. Um the comprehensive plan amendment, the rezoning of parcel S07-0106000 for the proposal amendment of phase two shall not be approved unless comprehensive plan amendment case number RZ twenty-four oh three is first approved. The zoning [0:35:09, 0:35:29]: Modification Parcel S07-0106000 shall not be designated as phase two of the Brush Creek Commons Town Home Development and shall not be combined with parcel S07A0100 phase one until the zoning modification CM [0:35:29, 0:35:49]: twenty four zero one is approved. The first amendment to the development agreement, which was dated December 13th. B phase two should have the same setbacks, building design, materials, and two gar garages as phase one. C to submit the city clerk and city attorney an updated [0:36:32, 0:36:52]: Legal description and plat certified by the engineer or surveyor license in the state of Georgia of the property and D amend the Declaration of Restrictive Covenants for phase one to incorporate phase two to state that the townhome units in phase two shall have all the same rights and privileges to use the common area. [0:36:52, 0:36:55]: and amenities that are located within phase one. [0:36:57, 0:36:58]: And that concludes the presentation. [0:37:00, 0:37:01]: Thank you, Lord. [0:37:02, 0:37:04]: Any questions from the commission, please? [0:37:06, 0:37:10]: Yes, Mr. Chairman, I have one question. [0:37:14, 0:37:16]: Going back to [0:37:17, 0:37:28]: Sorry, you gotta find it here. Going back to CP twenty twenty-four-zero three, page forty-seven, which is the last page. [0:37:32, 0:37:52]: This also applies to ZM twenty twenty four-04, page 44. These both state the same thing. Uh under Section E, applicant's tentative site plan, the applicant should not has not submitted a clean proposed new site plan showing the amenities which he plans to provide. Directly under both of those, staff recommendation is approval with conditions. [0:37:52, 0:38:11]: The applicants shall prepare a clean final site plan by using the previously approved plat. And then number two is the planning and zoning staff shall review the accuracy of the new site plan. So are we gonna ask to vote on a new site plan that's gonna be per provided to the city at a later date? [0:38:12, 0:38:32]: Mr. Benton, uh if you were reading the last page, that's part of the appendix material. About half of the report is appendix, which is um derived from the previous um zoning modification case two years ago, t ZM twenty twenty-two oh one. So what you're looking [0:38:32, 0:38:33]: Looking at if it's in [0:38:33, 0:38:43]: purple on the last page, that's uh that is um appendix. So it's not for this case tonight. It's just uh reference material. [0:38:43, 0:38:48]: Okay, understood. Thank you. Thank you for the correction. No further questions. [0:38:48, 0:38:49]: Any other questions? [0:38:49, 0:38:51]: Sure, I have some questions. Go right ahead. [0:38:52, 0:39:03]: Um, so I I know we're also approv I guess would say we're approving the connection of phase one and phase two. What's what's the hindrance between that with the wetland? Is that a issue at all? [0:39:11, 0:39:12]: Would the applicant like to speak? [0:39:13, 0:39:18]: Uh Ms. Lynn, I'll actually allow the I'll allow the applicant to speak and then I'll come back to my questions. [0:39:19, 0:39:27]: If there are no other questions from the commission, thank you, Gordon. Uh and I would ask the applicant, Miss Battle, would you come forward please and make your presentation? [0:39:34, 0:39:54]: Good evening everyone. Michelle Battle with Battle Law 3562, Habersham at North Lake, Tucker, Georgia, 30084. I'm gonna try not to be overly redundant with what staff has said. They gave a very detailed report. I think what I really wanna emphasize here is that we've got an amazing opportunity with this project. [0:39:54, 0:40:14]: That has started out back in 2003 and still trying to get completed. My client has proceeded with all of the infrastructure for phase one of the project for 41 beautiful townhome units that they are in the process of developing and had this additional. [0:40:14, 0:40:34]: Tract of land, which is shown by the star, that they wanted to add to the overall project. This phase one and phase two combined will allow for a total of 61 units to be located on the site. They will share all of the same amenity. [0:40:34, 0:40:54]: Areas. In fact, this should help lessen some of the burden on the 61, sorry, the original 41 homeowners because they will now have more people to share the costs for the maintenance and upkeep of those amenity areas. When we look at [0:40:54, 0:41:14]: The land use and the zoning plan, you can see that to the rear of the site, we are located in the MFR zoning district, with C2 being what the current property that's before us now is. [0:41:14, 0:41:34]: is currently zoned. It only kind of makes sense for us to add this into that rear parcel, the MFR, because there's not too many businesses that would be able to locate on this site without one being somewhat disruptive to the adjacent townhome. [0:41:34, 0:41:54]: Home community, but additionally, not many that would be able to function on a parcel zone C2 that far off of the public right-of-way. You already have the Waffle House and other improvements along that corridor. So it really makes sense to add this piece into that MFR and create some additional units. [0:41:54, 0:42:00]: that quite honestly can be used in the city um as the city continues to grow and develop. [0:42:01, 0:42:21]: So um once again we are taking um what is the existing Brush Creek phase one where there is um a significant amount of wetlands and streams along the back end of the uh of the project. Um we are not um interfering with that. Our piece is in the front, um and again we will just [0:42:21, 0:42:41]: Be adding that acreage into the existing acreage for phase one and combining the two and then platting out the additional 20 units, which is what is being proposed. This is the overall site plan, and this does show both phases combined together. [0:42:41, 0:43:01]: Kind of what you were alluding to, Councilmember Minton, or Commissioner Minton, that we are now providing a plan that shows the initial phase one, the 15.74 acres that is currently zone MFR, and then adding in the additional 20 units into phase two and showing how those [0:43:01, 0:43:21]: To integrate together. Most of the amenity area is along Brush Creek as you're coming into the community. There are a few open space areas to the rear of phase one, but the mass majority lies right here up front. And I'm going to kind of emphasize that. [0:43:20, 0:43:40]: Where you've got the monument sign coming in. Um the original development agreement and zoning from 2003 required the gazebo and the school bus waiting area. Um there's the sports field area and playground that's located right here near the entrance, which will be directly across. [0:43:40, 0:44:00]: Um from phase two. Really, one of the big distinctions between phase one and phase two is that phase one has rear entry um uh townhome units where we've got the private drive to the uh the rear, and um that allowed for um closer up on the [0:44:00, 0:44:20]: The units in terms of having uh no cars entering from the front off of that piece. Unfortunately for us, phase two really is not large enough to allow for that rear entry type product. So we are doing a front entry type product on the front on phase uh two. [0:44:20, 0:44:40]: Of the site. We do have the parking area. And let me, I think I can continue to emphasize that there. We've got some guest parking that's located here in the front. And again, the green space areas will be incorporated into the other common area. [0:44:40, 0:45:00]: That exists through phase one to add this additional 2.28 acres. And this is an idea of the facade design that we are looking for, kind of showing the two-car uh pad in front with the two-car garage. These are three-story units, which um [0:45:00, 0:45:20]: Again, it is a nice addition in the city of Stockbridge. We know that a lot of the developers that are coming in with the townhome type units are doing two-story product, kind of the traditional look of mixture of textures. This is, I think, a welcome addition into, I hope it's seen as a welcome addition. [0:45:20, 0:45:40]: Welcome addition into the City of Stockbridge, something a little bit more contemporary, hopefully something that will be very attractive to young folks, folks in the millennial and Gen Z area. It's got a little bit more trendy feel and look to it than maybe some of the other traditional. [0:45:40, 0:45:42]: [2743.9, 2763.9]: So that is the overall project. I'm going to go back to the um the data page where we've got both phases. Um we know that these units that we are proposing will be roughly um starting at about 450,000 and up. Um and we again anticipate that um [0:46:03, 0:46:23]: This would be underway sometime next year. We've already been putting in the infrastructure is in for Brush Creek Court now, and we're gonna be seeing some units coming out of the ground soon, and we would be looking to get phase two up and running uh quickly so that [0:46:23, 0:46:38]: That, you know, hopefully in maybe a year or so, um, this time two twenty I guess it's twenty twenty six, um, we would hope that we would have most of these units on the ground and sold. So with that, I'm here to answer any other questions that you may have. [0:46:39, 0:46:45]: Mr Williams, you may proceed, sir. Thank you, Chair. Um you basically kinda answered my question in your uh [0:46:47, 0:46:51]: project, but I did want to ask one thing. [0:46:52, 0:47:00]: Is this brick is side is any side of it brick at all? Um I'm gonna ask my client. [0:47:01, 0:47:02]: Freaking stuck up. [0:47:02, 0:47:03]: Brick and stucco. [0:47:04, 0:47:09]: Okay, so how many sides is brick? Three sides brick. Perfect. Okay. [0:47:11, 0:47:11]: All right. [0:47:14, 0:47:18]: Any other questions from the commission? Mr. Chairman, I have a question. [0:47:21, 0:47:41]: Go right in there. Okay. Um, go back to your your m the map you just showed. I do not see any parking spaces for the amenities area, as well as I do not see any sidewalks where people will walk. So there it's hard to see here, but there is a sidewalk that's located and I believe we're required to have that sidewalk. Um [0:47:41, 0:48:01]: Along Brush Creek Court. There's sidewalks within the interior of our community. There are some guest parking spaces here. Now, I will tell you that the plan that was originally approved for phase one did not contain any parking spaces along Brush Creek Court. My assumption is that. [0:48:01, 0:48:21]: People will be encouraged to walk over there and not drive over there. But these parking spaces that are technically guest parking spaces will be available to anyone who lives within Brush Creek Commons. It wouldn't just be for the people in phase two because it's one holistic project. So to the extent I guess it's [0:48:21, 0:48:36]: Someone needed to park over there and go to the play areas they could. Um but this is not a huge community. There's really no reason to encourage people to drive. They need to walk. Okay. I I see the sidewalk now, thank you. [0:48:39, 0:48:41]: Mr. Maiden, any questions? [0:48:44, 0:48:46]: Thank you, Ms. Bell. Thank you. [0:48:52, 0:48:55]: We'll now open the floor for a public hearing. [0:48:56, 0:49:01]: If there's anyone present who would like to speak [0:49:02, 0:49:05]: Against approving this project. [0:49:07, 0:49:10]: W would you please make your way to the podium? [0:49:14, 0:49:21]: Hearing none, if there's anyone that wish to speak in favor of this proposed project. [0:49:24, 0:49:25]: Make your way to the party. [0:49:30, 0:49:33]: Hearing none, the public hearing is not closed. [0:49:45, 0:49:45]: [2987.4, 2988.5]: Now I will [0:49:55, 0:50:00]: Prepare to take a vote on the cases individually. [0:50:00, 0:50:06]: First, the comprehensive plan amendment case. I need a motion from the commission, please. [0:50:07, 0:50:14]: Go ahead, Mr. Mid. Mr. Chairman, I make the motion to approve comprehensive plan amendment case CP twenty twenty four-zero three. [0:50:15, 0:50:16]: Mr. Chairman, I'll second that. [0:50:17, 0:50:28]: It's been moved by Mr. Mitten and seconded by Mr. Plechan that we approve comprehensive plan amendment KCP twenty-four-03. All in favor, let it be known by a show of hands. [0:50:29, 0:50:29]: I [0:50:31, 0:50:37]: Any opposed? The ayes have it. The comprehensive plan amendment case is approved. I have a quick question about this real quick. Um, if we we just approved the comprehensive [0:50:54, 0:51:00]: Plan, but if we don't approve the rezoning, will it still count as a standalone development? [0:51:04, 0:51:05]: We [0:51:06, 0:51:08]: approving a recommendation to the council. [0:51:09, 0:51:13]: The council will make the final decision on what gets approved. [0:51:13, 0:51:14]: And what does not. [0:51:16, 0:51:18]: So I'll need a motion. [0:51:19, 0:51:20]: That wasn't my question, Chair. [0:51:22, 0:51:35]: That wasn't my question. Would you restate the question? Sure. My question was, um if the comprehensive plan is approved and the rezoning is not, will it still move forward as a standalone development? [0:51:35, 0:51:38]: It will move forward to council for approval. [0:51:40, 0:51:42]: Uh do y'all understand my question, staff?'Cause I clearly [0:51:45, 0:51:46]: What was the question? [0:51:48, 0:51:49]: Come closer. [0:51:50, 0:51:51]: You repeat the question? [0:51:51, 0:52:02]: Yeah. I said if the comprehensive plan amendment case is was if it's approved if it was approved and the rezoning was not, will it still continue as a standalone development? [0:52:05, 0:52:08]: Yes, it it will still proceed to the city council. [0:52:08, 0:52:15]: Okay, thank you. Chair, I make a motion to approve rezoning case R S D dash twenty twenty four dash oh three. [0:52:15, 0:52:16]: Mr. Arsaken, please. [0:52:19, 0:52:20]: Mr. Chairman, Mr. Mitton seconds. [0:52:21, 0:52:34]: removed by Mr Williams and second by Mr. Mitten that resonant case R Z twenty twenty four dash zero three is approved. Excuse me mr d Mr Dilmers we'd like to add a condition to that that [0:52:35, 0:52:37]: Three s that uh the units would be three sided brick. [0:52:38, 0:52:38]: As a condition. [0:52:43, 0:52:55]: Motion. Okay. Would you restate the motion, please? Sure. I make a motion that we approve rezoning case RZ-2024-03 with the recondition to have three sided brick. The rezoning case is approved. [0:53:10, 0:53:13]: Next excuse me, who was the who seconded the motion? [0:53:13, 0:53:14]: Mr. Mayton. [0:53:14, 0:53:15]: Thank you. [0:53:17, 0:53:24]: Next we'll do the resorting modification K Zm twenty twenty four dash zero one. I need a motion, please. [0:53:26, 0:53:32]: Mr. Chairman, yes sir. Make the motion to approve zoning modification KCM twenty twenty four dash zero one. [0:53:33, 0:53:34]: And I'll need a second. [0:53:36, 0:53:38]: Mr. Chairman Dave Planchet will second that. [0:53:38, 0:53:52]: Thank you. Mr. Minton has moved to approve rezoning case twenty twenty zero I'm sorry, ZM twenty twenty four zero one. Mr. Minton, second that motion. All in favor, let it be known by show of hand. Aye. Aye. [0:53:52, 0:53:57]: Mr. Chair, we just want to make sure they're being approved with staff's conditions. [1:06:04, 1:06:06]: We're just showing with the uh laser point. [1:06:08, 1:06:13]: And they do have landscaping as well, which is shown in the green. And in the blue, you have the stormwater pond. [1:06:15, 1:06:17]: And they also have a seventy five foot wide buffer. [1:06:22, 1:06:25]: This is a layout that they submitted. [1:06:26, 1:06:28]: Which shows over off site. [1:06:48, 1:06:54]: This is the proposed self storage warehouse, the development information that I read earlier. It's just a breakdown. [1:07:02, 1:07:15]: And this is the map of the existing and proposed self-storage facilities in the city. There are eight self-storage facilities that are located within the city limits of Southbridge, with six existing and two that are in the plan review process. [1:07:18, 1:07:25]: And the property is shown in the in the star. And as mentioned, the ones in red they these are existent. [1:07:32, 1:07:46]: This is a comparative analysis between the proposed self storage facility and the current self storage facilities that are located in the city limits. Overall, the proposed self storage facility is consistent with the self storage facilities that are in the city limits. [1:08:01, 1:08:05]: This is the presentation for the CP twenty four-zero eight. [1:08:08, 1:08:16]: Uh, the applicant's request as mentioned is to change the future land use designations from their current split future designations to low density mixed use. [1:08:18, 1:08:38]: Currently, the top portion of the parcels six hundred forty nine, six five seven, six eighty one, Davis Road, and parcel S zero five-eight hundred six thousand have a future land use designation of medium density residential, which is not compatible with the C three zoning district. Therefore, the applicant is requesting to change the future use. [1:08:38, 1:08:42]: land use designations from the current space used to low density mixed use. [1:08:45, 1:08:53]: And this is the s the comprehensive plan map along with the intent of the low density mixed use. [1:09:01, 1:09:09]: And as mentioned, the top portions of the site have a few feature land uses designation of medium density residential, which is shown with the pointer. [1:09:11, 1:09:17]: And the bottom portions have a future land use designation of low density mixed use, which is shown. [1:09:24, 1:09:26]: And this is a surrounding language designation. [1:09:28, 1:09:34]: The area is surrounded by medium density residential, low density mixed use, and medium density mixed use. [1:09:45, 1:09:46]: And this is a staff analysis? [1:09:52, 1:10:00]: It does meet the cooperative plan and these are the list of goals and policies that were featured in page forty two and forty four that they do meet. [1:10:08, 1:10:22]: The key points from the staff analysis is that the proposed self-storage aligns with the tent of the low density mixed use future land use destination, and that the site location is favorable due to its strategic proximity to both residential and commercial areas. [1:10:25, 1:10:27]: Therefore, staff recommends approval. [1:10:35, 1:10:38]: And this is the presentation for RC twenty four dash zero eight. [1:10:41, 1:10:50]: The applicant's request is to rezone the four parcels on the south side of Davis Road from SR and OI to C3 Heavy Commercial. [1:10:50, 1:11:01]: Currently the three parcels are zone SR and one parcel is zone OI. And so the applicant wants to re-zone all parcel to C three, which permits the self-storage facilities. [1:11:05, 1:11:08]: Oh this is the zoning map of the parcels, Sean? [1:11:11, 1:11:21]: The area is surrounded by C two, General Commercial, S R, Suburban Res Residential, and MHR, Mobile Home Residential and R R, Rural Residential. [1:11:28, 1:11:48]: And this is the surrounding land use and zoning. Property to the north you have SR, which is the Wildwood Estate subdivisions. Property to the south, which is Walmart, is zone C two. Property to the east is rural residential, which is sunny tree care and landscaping, along with the Stockbridge Estates, which is zone M H R. [1:11:48, 1:11:53]: Proper to the west is the Davis Pavilion Shopping Center, which is zone C two. [1:11:58, 1:12:00]: And this is the staff analysis. [1:12:03, 1:12:05]: It is consistent with the complaint. [1:12:09, 1:12:13]: And it also aligns with these stop raise zonic code. [1:12:15, 1:12:23]: And these are the list of objectives that the self-storage facility aligns with in section one point four of the stop bridge unified development code. [1:12:31, 1:12:51]: The key points from the staff analysis is that the proposed self-storage facility aligns with the intent of the low density mixed-use future land use designation. The proposed self-storage facility meets the purpose and intent of the Stockbridge Unified Development Code. The site is suitable for the proposed self-storage facility, and the proposed [1:12:51, 1:12:55]: Post self storage facility is expected to generate less traffic. [1:12:56, 1:13:16]: And staff recommends approval with the conditions. The site plan. The subject property shall be shall be developed similar to the site plan that was submitted to the applicant by the applicant on August 8, 2004. Buffers. The developer shall provide a 40-foot buffer along the eastern side of the property adjacent to the stop bridge at [1:13:16, 1:13:36]: State's mobile home, a 15-foot buffer along the western side adjacent to the Davis Pavilion Shopping Center, and a 15-foot buffer along the southern side adjacent to Walmart Shopping Center in accordance with section 3.234 of the Stockbridge Unified Development Code. [1:13:36, 1:13:56]: Architectural standards. Each building must have at least 50% of the exterior on all sides of all four facades constructed with brick, stone, or a combination of these materials. The number of units. The number of rental units shall be limited to a maximum of 247. [1:13:56, 1:14:12]: seven. Flock cameras shall be installed at the entrance of a facility. Street lights shall be installed along the perimeter of the property. Ingress and egress must be provided by the fire marshal for all the buildings, and the self storage facility must be enclosed with a gate. [1:14:16, 1:14:18]: And that concludes the presentation. [1:14:19, 1:14:22]: Thank you, Gordon. Any questions please from the commission? [1:14:25, 1:14:27]: I have a [1:14:27, 1:14:30]: Mr Chairman, I have a question. Go right ahead, sir. [1:14:30, 1:14:36]: Why C three heavy commercial instead of C two? I mean Walmart is C two. [1:14:37, 1:14:42]: So C so C three permits the self storage re units while C two does not. [1:14:44, 1:14:53]: Say that again, permits what? So C three permits the uh self-storage facilities as opposed to C two, which does not. Okay. Thank you. [1:14:56, 1:14:59]: You have questions? Okay. [1:15:01, 1:15:08]: No further questions. I would like the applicant to speak if they wish to. Thank you, Gordon. [1:15:08, 1:15:09]: Okay, cool. [1:15:16, 1:15:18]: Let's see. [1:15:23, 1:15:24]: Yeah. [1:15:27, 1:15:47]: Thank you. Thank you. Good evening. I'd like to say thank you to this commission and we appreciate the opportunity to present to you today. My name is Bob Nesbitt, and I'm here on behalf of B1 Home Improvement, and we're here in regards to the storage facility. A few points I'd like to bring out about storage facilities. [1:15:47, 1:16:07]: Facilities is that one, it's convenient for residents. Many residents need extra storage for personal belongings, seasonal items, or vehicles, especially in areas with smaller homes and apartments. A local storage facility provides secure and easily accessible. [1:16:07, 1:16:09]: [4570.8, 4590.8]: Another point is that property values are increased in most cases. Modern storage facilities are often designed to blend into neighborhoods and, if well maintained, can even improve nearby property aesthetics. This can benefit property values, especially if the facilities replace a vacant and underutilized property. [1:16:30, 1:16:50]: Which we have in this particular case. Their economic benefits. Storage facilities create local jobs for construction, management, and maintenance. They also contribute to the local community and the local economy through property taxes, supporting nearby businesses, and attracting customers. Clutter. [1:16:50, 1:17:10]: Keep our neighborhoods, our areas clean. Having access to a nearby storage facility encourages decluttering in residential properties which are in close proximity, which can make neighborhoods appear tidier and more organized. The impact on traffic, low impact on traffic and noise. [1:17:10, 1:17:30]: Unlike other commercial developments, storage facilities generate minimal traffic since customers usually visit occasionally. They operate quietly, making less disruptive noises and unwanted activity than other businesses. Enhanced security. [1:17:30, 1:17:34]: This storage facility will have a state of the art security system. [1:17:35, 1:17:55]: Storage facilities are typically well lit and include security features like surveillance cameras and gated access. This can improve the overall security in the neighborhood. Environmental considerations. Modern storage facilities are designed with sustainability in mind using energy efficient. [1:17:55, 1:18:10]: building materials and technologies and some even include green spaces which we have and landscaping improvements because we feel that to beautify the area is important and we want to uplift this community and be a good corporate citizen. [1:18:10, 1:18:30]: Support for small businesses. Local entrepreneurs and small businesses often use storage units as effective cost saving spaces for inventory, supplies, equipment, and enabling economic growth in the community. And last but not least, adaptive use of land or of unused land. [1:18:30, 1:18:50]: If the proposed site is currently vacant or dilapidated, which it is, developing a storage facility can transform it into a functional and aesthetically pleasing part of the neighborhood. So we we just want to do something that we feel is a need. We've investigated and spoke with many people and small business owners in the community. [1:18:50, 1:18:58]: They've informed us that the storage units approximately every six month to a year are increasing the rates, supply and demand. [1:18:59, 1:19:00]: The less the supply. [1:19:01, 1:19:16]: The greater the demand, then the cost tends to increase. By bringing a storage facility into this area, it can moderate the pricing, it can uplift the community, and it can be a benefit aesthetically to make this a more convenient and uh livable neighborhood. [1:19:18, 1:19:38]: Uh I do want to point out that when we look at our slides here, this is what you've seen earlier. This is the site plan. This is the aerial photo, which we've highlighted in yellow, shows the area where we will be building the storage facility. Right behind us, directly behind us is Walmart. And over, I believe, to the west is the [1:19:38, 1:19:47]: strip mall. So this will fit in perfectly to support the businesses that go in and out of these areas as well as the homes that are in the surrounding area. [1:19:49, 1:20:00]: This is another shot showing it from the viewpoint of the neighborhood that is across the street, but you can clearly see the commercial activity that's going on to the west and the Walmart that is directly behind it. [1:20:02, 1:20:14]: This is the plan that shows exactly how it sits on the ground with the aesthetics that we have there with the beautification and the shrubbery that we're gonna have there in the front, the landscaping. [1:20:14, 1:20:23]: And this is a picture of what the proposed landscaping will look like with beautiful trees that will help to provide uh aesthetics to the area. [1:20:25, 1:20:28]: This is a picture of what some of the storage units will look like. [1:20:31, 1:20:40]: Then this is another view. And here this is a nice young lady that's bringing in and out her goods that she would use to in order to declutter a home. [1:20:43, 1:20:45]: This is the elevation. [1:20:46, 1:21:06]: And these are the benefits that I spoke of earlier: convenience for residents, increased property values, economic benefits, reduced clutter, low impact to traffic and noise, state of the art and enhanced security, environmentally friendly, support for small businesses, and adaptive use of unused land. [1:21:06, 1:21:08]: Yeah. [1:21:08, 1:21:11]: I'll be more than happy to answer any questions you may have. Thank you. [1:21:12, 1:21:25]: Mr. William, go ahead, sir. Thank you, Chair. Um, I have a few questions, or really a few concerns as well. Um I know you said you s you did speak to some of the commercial areas and some of the community. [1:21:26, 1:21:46]: But I did not see or you did not at least elaborate to us were they in favor for it or they did they say anything like about that with you? And then when you asked that as well, I also wanted to ask to this question a traffic study? Because you know, it's not really more so you coming in and out of the actual storage unit, but more so the [1:21:46, 1:22:06]: uh um heavy machinery and trucks and the increase of traffic on that street specifically? I appreciate those questions. Very good. Yes, we did speak with people and it was favorable. They were asking for more storage facilities because help that will help one with the pricing and two, most of those storage facilities are being used 100%. [1:22:06, 1:22:26]: So very few vacancies. So that is a needed opportunity for homeowners, especially small business people that want to store equipment and things of that nature that's ongoing in the area. And two, in regards to traffic, as it was stated earlier, we are prohibiting any 18-wheelers or large vehicles from coming in and out of that facility. [1:22:26, 1:22:46]: Two, we will operate from the hours of 7 a.m. to 7 p.m., which is basically as close as we could get from dusk to dawn. And three, we will have state-of-the-art security. But in terms of traffic, it will basically be homeowners or small business people that will be bringing equipment or items from [1:22:45, 1:22:50]: from their home in and out as opposed to industrial or large commercial vehicles. [1:22:51, 1:23:11]: Okay. Um thank you for that. Also um I I really the one main plus that I see for this is job creation, which is really what we need to see in the area. Um but I I can really tell you, I I know for a fact numerous studies just tell you that storage units also are often bringing down the property value in their [1:23:11, 1:23:31]: that area and you're going right across from a neighborhood, right across the street, and then one right beside you. Um, I d I don't know how appealing that would be one for our future homeowners and then our current homeowners, um, because that's not an increase in their property value, it's really a decrease, especially because we already have that Walmart and that commercial [1:23:31, 1:23:38]: Area. But I will say honestly, that really the last question I'll have for you were was. [1:23:41, 1:23:43]: No, you answered it. We're good. [1:23:43, 1:23:44]: Thank you. [1:23:44, 1:23:45]: Thank you. [1:23:46, 1:23:47]: Mr Mitton. [1:23:48, 1:23:51]: District two, have you any thoughts? [1:23:52, 1:24:12]: Mr. Chairman, I have a question. Um, I see there's no uh management residence on the property. Is that correct? That is correct. And but there will be an office, like you said, man seven from seven to seven. That is correct. There will be video surveillance that we will have around the clock 24 hours, but someone will be manning from seven to seven. [1:24:12, 1:24:25]: and those are the hours for egress and ingress. And for a new client coming in, is there an office that they can go and and register or request or is it all excuse me, is it all done online? Everything will be done virtually or digitally. Okay. [1:24:27, 1:24:27]: Thank you. [1:24:31, 1:24:51]: I have one more question, Chair. Go ahead, sir. Uh I I know if Gordon can come back to the screen for me. Sorry, excuse me. Um thank you. Um I wanna look at the map that you have up that shows the current uh storage units in that area. And I think it was current and future. [1:24:51, 1:24:53]: I'm gonna see if I have it. [1:24:57, 1:24:57]: Yes. [1:25:04, 1:25:10]: Okay. So I see two other existing storage units. Are those current or future? [1:25:15, 1:25:20]: So this one is located on [1:25:23, 1:25:29]: Five forty four hundred North Harry Boulevard. No, actually five three three four North Harry Boulevard. [1:25:31, 1:25:32]: We're just right here. [1:25:33, 1:25:38]: Is that's the um secure life storage? That's the s life storage place. And then what about the one across from it? Right. Yeah. [1:25:39, 1:25:41]: So that one is in um [1:25:41, 1:26:01]: Process. Um that was that was in Pan Review process. Okay. Only reason I asked is because looking at the map, the one the second one you just pointed at and the one that we're talking about now, it it looks a little almost walking distance to from one another. So do you know that proximity from one another? [1:26:01, 1:26:02]: Another. [1:26:03, 1:26:08]: No uh not at this time. Okay, that's a concern for me. Okay, thank you. [1:26:18, 1:26:21]: Any more questions from the Commission? [1:26:22, 1:26:23]: No? [1:26:24, 1:26:26]: Thank you. [1:26:33, 1:26:38]: This is a public hearing, so we'll open the floor for [1:26:39, 1:26:42]: Anyone who wishes to speak in favor or against [1:26:44, 1:26:46]: Hearing non public hearing is not closed. [1:27:00, 1:27:02]: I need a motion, please. [1:27:03, 1:27:09]: For comprehensive plan amendment case CP twenty twenty four dash oh seven. [1:27:13, 1:27:13]: Cheer. [1:27:14, 1:27:19]: Yes, sir. I make a motion to deny comprehensive plan amendment C P dash twenty twenty four dash oh seven. [1:27:21, 1:27:22]: Is there a second? [1:27:27, 1:27:30]: Hearing none, the motion fails. [1:27:30, 1:27:40]: For lack of a second. Mr. Chairman Dave Planchon, I'd like to make make a motion we approve comprehensive plan amendment CP twenty four twenty four oh seven.
