--- title: October 24 2017 Work Session Meeting date: 2017-10-24 source: 2017-10-24_October_24_2017_Work_Session_Meeting.wav --- [0:00:00, 0:00:20]: At this time we'll call uh the work session meeting for Tuesday, October 24th at 6 p.m. to order. And at this time I am delighted to present tonight our um one of our youth pastors in our community, Kevin Scarborough. And I'm gonna ask him uh just a just a minute, Kevin, first. I want to [0:00:20, 0:00:25]: introduce you and then I'm gonna call you up in just a minute. We're gonna have our roll call first. But um [0:00:26, 0:00:46]: Kevin is one of our young people in our community that's really trying to do something good to help the young people. Uh Stockbridge Christian Church has a big gym and they are getting that in great order for us in the community to do some good things. So I wanted uh to introduce them to you and at this time [0:00:46, 0:00:56]: Um come on up, Kevin. We're gonna ask him if he'll present our invocation for the evening, so if we'll all stand, followed by the pledge to the American flag. [0:01:00, 0:01:20]: Let's pray. Lord God, we come to you today uh thankful to have the opportunity to have conversations about our great city of Stockbridge. Lord God, we just thank you for all the many blessings that you bestow upon us each and every day. Uh Lord, we thank you for the voice that we have that we can spread amongst the community so that we [0:01:19, 0:01:39]: We can change the community that you've given us. Lord God, we uh we thank you for all of the leaders. We thank you for the mayor, we thank you for all the city officials that are here. Lord, just be with them, be with every decision that they make. Lead us, guide us, direct us as we make every decision. Lord, [0:01:39, 0:01:45]: Prosper our city. Prosper our city. Prosper our people. [0:01:45, 0:01:49]: And Lord, just make an impact that only you can do. [0:01:50, 0:02:10]: Lord God, most importantly, we thank you for Jesus Christ. We thank you for the sacrifice that he came down as a perfect being to live like us and to live a perfect life for his entire life and then to die as a sacrifice so that we would not have to hang ourselves on the [0:02:10, 0:02:13]: Lord, thank you for that free gift. [0:02:13, 0:02:22]: Lord, we thank you for who you are. We love you for who you are. And Lord God, just be with us in this time. It's in your awesome and precious name that we pray. Amen. [0:02:24, 0:02:37]: I've pledged the pledge of the peace to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, liberty, and justice for all. [0:02:40, 0:02:41]: Thank you, Kevin. [0:02:42, 0:02:46]: At this time we're going to ask our clerk if she will please to call the roll. [0:02:46, 0:03:06]: Councilman Alexander. Present. Councilman Blount. Present. Mayor Neil. Present. Mayor Pro Tem Ford. Present. Councilwoman Gantt. Present. Councilwoman Robinson. Present. Mayor Neal, you have a quorum. Thank you. At this time, do I hear a motion to adopt our agenda? So moved. We have a motion. Do I hear second? I second. [0:03:06, 0:03:16]: Have a motion and a second. At this time we also want to note that we need to review our whoops, sorry, first we need to vote. All in favor? [0:03:18, 0:03:31]: Okay. At this time we need to review our minutes uh for uh meetings uh September seventh, September fourteenth, and a work session October whoops, that's it. [0:03:34, 0:03:38]: Uh Madam Clerk, what did that mean where you said and work? [0:03:39, 0:03:43]: Session it's on the should be on the next page, but it's work session nine twenty-nine. [0:03:43, 0:03:51]: Okay. Well I don't it's not twenty five, excuse me. September twenty fifth. Okay, we're good. All right, thank you. Um [0:03:52, 0:03:55]: At this time uh we [0:03:56, 0:04:01]: We've already sworn in our main street. [0:04:01, 0:04:10]: Members, so we're good with that. At this time, uh Madam Clerk, do we have any speakers for the evening? We have one public comment, Mrs. Mildred Reed. [0:04:12, 0:04:13]: Eldred Reed, if you would. [0:04:24, 0:04:40]: Good afternoon, uh Mayor and Council. I am not going to talk. I really wanted to take this time to give each of you a letter and you can respond to me in writing. It has to do with a request, but I'm not going to talk about it here at this meeting. [0:04:43, 0:04:44]: Let's not look serious. [0:04:45, 0:04:50]: Oh I'm sorry, and I didn't say where I live, 530 Creek View overlooked Stock Ridge. [0:04:52, 0:04:53]: Okay. [0:04:55, 0:05:15]: And I believe if you're going with the uh vacant lot on 2nd and Tha Street. Second and Tha Street. Okay. You're presenting a letter to members of the Council. To the council, mate. To the mayor and members of the council regarding a vacant lot on um Tha Street and Second Street. [0:05:15, 0:05:25]: like to give those to the clerk and she'll give them to us when the meeting is over. All right. Thank you. Thank you, Mr. Reed. Okay. Thank you. [0:05:26, 0:05:46]: At this time we are going to go into town hall mode for just a few minutes. We have several things. We're going to start with our um update on public safety. And this evening we're delighted to have with us Captain Maddox, who is filling in for Captain Bolton, who actually got to take a week of vacation this week. [0:05:46, 0:05:53]: week so we appreciate him being here. He's gonna give us our uh updated crime stats and some other information on public safety. [0:05:55, 0:06:15]: Mayor, Councilman, dignitaries, citizens of City of Stockbridge, thank you for having me. I'm Captain Maddox with Henry County Police Department. My current position is the Special Operations Division commander. Again, uh Captain Bolton has got a gracious week of vacation, but then he gets to suffer through SWAT school next week. Uh so I'll be filling in for him. [0:06:15, 0:06:35]: temporarily while he's gone. So if you have any needs you can reach out to me. Uh my numbers in the directory for the police department. Uh real quick what he told me to cover is we just have some general stat statistical data. Do you have it available for here? I was gonna if you'll go ahead and speak out. [0:06:38, 0:06:39]: Excuse me. [0:06:39, 0:06:44]: I'll give her a second to pull this up so you can kinda see what I'm talking about with the numbers. [0:06:59, 0:07:07]: If I miss it, it's called third quarter. This should be third quarter. Make sure I didn't miss it. [0:07:18, 0:07:38]: Okay. I'll just go ahead and if she gets it up so that the citizens can see that would be just fine. Uh it's good to report that there's no homicides for a third quarter for the city of Stockbridge. So that's a good number to have uh for your city. Um the category of rate there were two in September, so that's just two total. [0:07:38, 0:07:40]: Um [0:07:41, 0:07:46]: Robberies are up through September. There was ten total in the city. [0:07:46, 0:07:47]: For the third quarter. [0:07:48, 0:07:49]: Um [0:07:50, 0:07:55]: Technically aggravated assaults are down, which is good. There was only six total. [0:07:55, 0:08:15]: Uh the categories that I thought was the best suited the commercial burglaries went down all the way through the last three months for the whole entire quarter, so that was great that the commercial burglaries dropped off. Um residential burglaries were just about average the same. They didn't really change at all. They were pretty much consistent across the board. [0:08:15, 0:08:20]: board. Uh thefts went down after the month of August. [0:08:21, 0:08:23]: Stolen vehicles about the same. [0:08:24, 0:08:31]: Uh forgery cases are down, that was good. The drug-related crimes and narcotic stats went down, that was good. [0:08:32, 0:08:51]: And uh when it comes to enforcement efforts, DUIs seem to be pretty consistent. There was a very low month for July. I don't really have an answer for that. I tried to go back and do a little research to see if I could figure out why. But uh it appears that August and September of the quarter was uh much better. [0:08:51, 0:08:57]: Total cost for service for your third quarter was about forty six hundred and fifty. [0:08:58, 0:09:12]: Which is quite a few for a small city like this, so that's uh pretty impressive with the officers that we have getting these calls answered. Um you had about just about nine hundred and fifty incidents. There was about two hundred and fifty arrest. [0:09:14, 0:09:20]: I'm sorry. Uh about twelve hundred and thirty three citations and four hundred and ninety two warnings. [0:09:21, 0:09:24]: Uh accidents. Uh [0:09:24, 0:09:42]: They are a fairly high number but the accidents seem to stay pretty consistent. But the month of September did have the most accidents. I can only contribute that with school starting back and things getting cranked up at the end of August. So September we start seeing a lot more traffic on the roadways. [0:09:43, 0:09:47]: The uh last page of the three pages if you have it. [0:09:49, 0:09:51]: As citation numbers. [0:09:52, 0:09:58]: Uh citations versus warnings. There was seventy-one percent of citations written versus twenty-nine percent of warnings. [0:09:59, 0:10:19]: If you notice on the lower left column there's an August stat. It said that five hundred and ninety-one was written in August alone. I think what contributes to that is uh it mainly at the end of July and the first part of August we have different traffic campaigns that we participate in as the Henry County Police Department through the state of Georgia. [0:10:19, 0:10:39]: Like click it or ticket, Operation Zero Tolerances, those are DUI enforcement efforts, seatbelt enforcement efforts, and speeding enforcement efforts. So a lot of these numbers that you see that are on the increase, it's probably because of that. We do different campaigns that we participate in, and we include all the cities in the county and all the public roads. [0:10:39, 0:10:53]: roadways. So everything is that's that's those are great campaigns because it increases the awareness to the motorist and uh it's not a ticket riding campaign as some people think it actually has a pretty good impact. I see we're up there now. [0:10:55, 0:10:59]: I kinda covered the first page. I'll skip down to the second page or the third page where I'm at. [0:11:00, 0:11:01]: Hmm. [0:11:02, 0:11:02]: Uh [0:11:03, 0:11:23]: You will see that uh you can see a comparison of numbers there in the 2017 column and particularly the last three uh July we were a little low, but again back in August you'll see that we picked it up and again those campaigns come along in August, so we're we're good on the three year average, and we were pretty close. [0:11:23, 0:11:43]: close on October and I think as the time gets closer to the December time frame we'll do some more campaigns and you might see some more officer presence in the city and out you might see some different officer presence where because we'll have more of those campaigns that we'll participate in as we go. Usually we also [0:11:43, 0:11:49]: have uh uh various uh part of the special operations division we usually have various uh [0:11:50, 0:12:10]: uh programs that we do where we try to get out and get into different parts of uh not necessarily the communities here, we get into the business districts because car break ins and robberies will start on the increase because of the Christmas time. People will want to come out and try to vandalize somebody's car, get their stuff [0:12:10, 0:12:30]: So if I could offer just a tidb of public safety on that, you can start push pushing out to your citizens in your various districts, specifically in your cities. Um don't leave packages visible in the car, especially when they go shopping, and even be vigilant locking them in your trunk. They'll these criminals will be watching. [0:12:29, 0:12:49]: They'll watch somebody, man or woman that comes out with two arms full of packages waddling out through there from a store somewhere and trying to cram them all in the trunk thinking nobody's gonna see'em. That's the first car they'll go to. So be careful. Uh try to buy and fly, we call it. Buy it and leave, where you don't have to put it in your car and go stores. [0:12:49, 0:13:09]: jumping if you can. I understand that's not always feasible, but do the best you can to keep it with you because uh specifically in the target area. I know that's not in the city of Stockbridge, but for example, the target area always gets hit with massive amounts of internados starting after the Black Friday holiday sales and uh Thanksgiving time throughout [0:13:09, 0:13:29]: And that's the uh that's the problem we run into. So please pass it on to your citizens. Don't leave things visible. Don't leave anything of value in your car. Uh I don't have the internet auto numbers and I was a little curious as why. I'll try to find them and send it to you just so you can have it. I don't believe we've had a great impact up here, but areas [0:13:29, 0:13:49]: in McDonough and some other cities have seen some different uh higher ratios of break ins and that's typically vehicles with guns. Vehicles and guns. They're breaking in cars and just getting guns. Uh and they're targeting people just in case you have these stickers on your cars and trucks. Uh anything to do with hunting? [0:13:50, 0:14:10]: Typically we find that if you have like camouflage stickers or a hunt for a living or something, some sort of sticker notifying that you're an outdoorsman, they'll break in your car pretty fast because they pr pretty much figure you have a gun inside of it. So I'm not telling you to peel the stickers off your cars, but I'd be vigilant with what you put on your car and please please please be able to get it. [0:14:10, 0:14:30]: be very vigilant or what you leave inside your car, especially visible boxes, bags, it doesn't matter if they walk by and they see it, they're gonna get in. So uh that's the hopefully the tip I can offer you and you can pass it on to your citizens. Do y'all have any questions about the numbers? And if you have something specific about the city, I may or may not be able to answer [0:14:29, 0:14:35]: I'll do the best I can and if not I can get it to Captain Bolton or I can get you an answer and get back to you. [0:14:36, 0:14:38]: Anyone have a question for the captain? [0:14:39, 0:14:59]: Uh for Tim Ford. Thank you, Mayor. Appreciate it. Uh yes, Captain. In reference to the larceny of theft by taking, you may have already answered this. It uh seemed like it's pretty high. So my question was whether or not this was vehicle break-ins, is this part of this data, and if it's theft by taking, do you know if that's by gunpoint or that by knife or anything like that? [0:14:59, 0:15:16]: The larceny theft category, for my understanding for this data, was not from a vehicle, but it could have been. That may be why I didn't check on the inclusion of it. But this is just property theft, and no, it wouldn't have been with any kind of weapon or anything because that would have gone up in the robbery category. [0:15:16, 0:15:19]: All right, thank you. Yes, sir. Mayor. [0:15:19, 0:15:22]: Okay, uh we've got a question down here from Ms. Robinson. [0:15:23, 0:15:43]: Thank you so much for the presentation. Yes, ma'am. Um I just wanna if you can just reiterate to our citizens to let them know that a lot of the stats in this third quarter were decreasing. Um so I and I'm I'm thankful that you kind of mentioned that other areas, c cities like McDonough, um, because it's always a bad negative for stop. [0:15:43, 0:16:03]: Bridge, you know, even um currently we don't have our own police force. However, I just know that that's a need, but we want everyone to know that Henry County is doing an awesome job servicing the citizens here in Stockbridge. So um I just want to thank you for bringing these stats and then that way citizens know that they can go on. [0:16:03, 0:16:23]: online to know that you all are out policing our community and this is a g safe community um'cause you can go anywhere and there's gonna be stats but I'm just thankful that our stats are you know, decreasing and not increasing. So thank you so much for bringing that for us today. And I'll just add on to that a lot of the categories were [0:16:23, 0:16:43]: down in average, which is great. And uh some of the cities I'm not I'm not bashing any of the cities by no means, but some of them doesn't have the same uh good numbers to report. And uh so that says a lot about the city and it does in fact there's a lot of officers here. The precinct is right there so officers are in and out all the time. So we're [0:16:43, 0:16:49]: We're definitely here for you guys and we're definitely doing all that we can inside the city, even without the police department established here. So [0:16:50, 0:16:53]: Any other questions? Uh Mr. Blount. [0:16:53, 0:16:58]: On the uh stats w uh for August, the one where you guys had to know uh [0:16:59, 0:17:01]: You have to know um [0:17:01, 0:17:06]: No tolerance or whatever you said that that brought the numbers up. [0:17:06, 0:17:26]: That that was a general consensus from what I gathered. We have a lot of those campaigns. There's usually right at the very end of July, but they roll over into August. And there's also one called the Hundred Days of Summer Heat that runs through most of all of August and September. And what that is is just awareness for speeders and seatbelts. So we're definitely more aggressive. [0:17:26, 0:17:46]: during various months specifically in these campaigns because we participate in these campaigns. We have a a a a a division in my division. It's called the Heat Unit, Highway Enforcement Aggressive Traffic is basically the DUI unit. But we are grant funded through the state. So we participate in these various programs, uh not [0:17:46, 0:18:06]: not programs but like the uh D UI stuff, the seat belt enforcement and all these campaigns that come through the state they funnel through the governor's office of highway safety. So we're connected with them and we're heavily involved and we do those everywhere. We're all over the county when we do these various operations including the city of Stockbridge. [0:18:06, 0:18:15]: here doing those as well. So I'm only looking at that thinking that we had several of those campaigns that probably run the uh numbers up in August pretty good. [0:18:15, 0:18:24]: Okay, so so the the the five ninety one is a spill, it could be in combination with late September and August, what you're saying? Yes. Oh [0:18:25, 0:18:44]: Any other questions? Okay. Mr. Alexander. Uh thank you officer uh for for the presentation tonight. A couple of questions in terms of um uh the overall crime level uh in Henry County because as we know our our [0:18:45, 0:19:05]: Our city limits are really just indistinguishable at some points because you're in, you're out, you're in, you're out. And citizens have great uh concerns. Let's say you look at the Dollar General on Jotoko Road. It's not in the city limits but has been robbed several times. It has a stockbridge address. How you know some things along [0:19:05, 0:19:25]: along highway one fifty five um and one thirty eight some are in the city limits some are not these high profile crimes kinda add to that particular uh perception so in terms of overall crime around the area because some of this is in this this is just totally in the city [0:19:25, 0:19:45]: limits correct this is just the city of Stockbridge. Right,'cause you know, when you when when there's a crime of like there was a carjacking up in Fairview, but that still has a stock bridge address, folks are like, oh that's just stock bridge again. So I had all and and I had also requested uh of the department that when a when a [0:19:45, 0:19:46]: [1187.0, 1207.0]: that there is a differentiation between if it's in the city limits and unincorporated and that happened for about a couple of weeks, but then that kind of went away. Because I think to us in terms of what we're doing in our responsibility, I like to see that return. If something happened up in Fairview to say it was unincorporated [0:20:07, 0:20:12]: or something happened out of the city limits to say it was unincorporated versus into the city. [0:20:13, 0:20:18]: Is that can we can we possibly get that back into So you're just wanting [0:20:18, 0:20:38]: So I can take a note here, you just want to know when something goes down, whether it's technically in the city or in the unincorporated part? Right, when they're releasing a statement, like if they release a press release to this to the press, or they release a press release to uh on the Facebook page or whatever to make sure that it's differentiated where that crime occurred and where [0:20:38, 0:20:44]: whether that was in the city limits or whether it was not or whether it was in unincorporated territory. [0:20:46, 0:21:06]: Right, I said I I understand what you're asking. You just want to be able to distinguish if it did happen in the city, we can say it's a city, but your mailing address may be Stockbridge, but you might be in Fairview, so you don't want to confuse the fact that it's not in the city of Stockbridge. Because like you said, you're correct, there was a number of robberies in the Dollar General that did not occur in the city of Stockbridge, they occurred in [0:21:06, 0:21:16]: in Fairview but it's considered stop bridge just by the mailing address. So we'll I'll make sure that I pass that along to try to differentiate that for uh the city. [0:21:16, 0:21:36]: And uh got a couple others as if will. With the opiard crisis that we're seeing in America or all over, what has uh been the stance of the department? I know that some departments had uh have the Narcan or or what or or the um uh [0:21:36, 0:21:56]: or the the injections if there was an issue with someone uh possibly overdosing. What has been the experience uh here in Heron County and do you have that particular tool available uh for the opioid crisis? Uh yeah, as a matter of fact, we uh we turned in all of our old Narcan system [0:21:56, 0:22:16]: systems uh and we upgraded them to the nasal spray because they found the injections were having issues. There's a nasal spray we're currently in the process of issuing some cars have them and some don't so not every police car has them but some of the cars has the capability of applying that as far as [0:22:16, 0:22:36]: just general aid uh we've increased the number of AEDs we've had. I think we're up to something like fifty total now. So now every car has one that's riding around in in every zone. Even the supervisors carry'em and uh I'm even known to grab one on the way out the door when I go out to just drive around. So uh [0:22:35, 0:22:55]: We've increased our our medical stance uh specifically for the Narcan though to answer your question. We have turned in some old ones, we've gotten some new ones. Uh I don't but I don't know exactly how many we have out there total, but I do know that we have a a large number out there on the street with the officers. And we're providing them with some updated training that comes. [0:22:55, 0:22:56]: With that. [0:22:57, 0:23:17]: Okay, and then uh if I could follow up with one final question. There I've been getting reports from citizens about activity going on along the Walt Stevens uh corridor in that area. Can you speak? Is there been any kind of um activity that you are aware of and has that been addressed? [0:23:17, 0:23:30]: because uh I d as a as a realtor I had talked to uh a resident who was uh thinking about actually moving because of some things that had actually happened along that corridor. So could you speak to that at all or? [0:23:31, 0:23:51]: What like what are you down along Walt Stevens there's Wingate, there's Carriage Lake, there's Monarch Village, there's several communities along that corridor. Have you seen uh any uh activity in there that um or can you speak to that or whatever? I unfortunately with me filling in with him and I don't keep track of all that because my normal division [0:23:51, 0:24:03]: And I don't I don't deal with that. But that's something I can try to get some information on and get back with all the council members or even uh prepare him to speak on next time. I can make some notes so he'll be prepared next time he comes up here and talk about that. [0:24:04, 0:24:05]: All right. Thank you so much. [0:24:07, 0:24:09]: Okay, any other questions of the captain? [0:24:10, 0:24:15]: If not, we appreciate you coming so much. Yes, ma'am. Thank you, Mayor and all uh council members. [0:24:15, 0:24:16]: Mayor. [0:24:18, 0:24:29]: At this time we're going to ask our Public Works Director, Dashus Aaron, to come up and present an update for everyone on our public works department. No. [0:24:30, 0:24:36]: I'm sorry. Yeah, point of order real qu I w I don't know if we acknowledged uh the DA's office was here. We [0:24:36, 0:24:54]: uh they were here were you may. Okay. I would just like to acknowledge uh assistant district attorney Shandra Lewis is here today. She came to participate uh in the domestic violence awareness uh participation and um you know stayed with us to get our public safety update. Thank you so much. [0:24:55, 0:24:56]: Thank you. [0:24:57, 0:24:58]: Okay, Mr. Aaron. [0:25:07, 0:25:27]: Good evening, Madam Mayor and Council. Come to you tonight to present the third quarter update for the Department of Public Works and let everybody know where we are and what we got going on. And one of the things we've got going is our 2017 L MIG, which was approved by Mayor and Council. So we'll be doing this project. [0:25:27, 0:25:47]: in the spring. And also we'll be coming back asking you if you approve the 2018 as well because we're we're behind on our LMIG project and that 2018 should be submitted with this application that that's due on January 1st, 2018. [0:25:47, 0:25:52]: So we'll get better prices by doing both of those in conjunction with each other. [0:25:54, 0:26:14]: And also just some of the things we've done is we repaired the brick paper that's at City Hall on East Atlanta. We repaired that and replaced it last month. We've uh finished the Reeds Creek Trail exercise area. We replaced the mulch with the rubberized surface and and that's a whole lot better for us and the protection. [0:26:14, 0:26:31]: participants and residents that are using it. They don't have to worry about the wet mulch and things of that nature. And also we just finished this installation of the inclusive playground and rubberized surface at Clark Park. We've got some final touch-ups to do, but the project is complete. [0:26:33, 0:26:53]: And also we refurbished the tennis courts at Gardner Park. And the one remaining thing we've got to do is we're going to be doing the landscaping. They should be out November the 1st. And once they do the landscaping, we'll replace the benches and and the trash cans at that site. So everything will be new and refreshed. [0:26:54, 0:27:08]: And then we're pretty much finished with the installation of our AMI metering system. We've got about a f less than a hundred to go, so hopefully by the end of November we should be finished. We're down to the larger meters right now. [0:27:10, 0:27:25]: And also we've got our four storm water projects that have been bidded out. Mayor and council have approved. Hopefully sometime next month we'll get started on those projects. They've been on the uh drawing boards for [0:27:25, 0:27:33]: five or more years so we want to get started on those and that's all we have. Does anybody have any questions? [0:27:33, 0:27:53]: I do. Okay, we have several questions. First one, Mr. Fulton. Thank you, Mayor. I appreciate it. Destiny, this is an outstanding report. I appreciate it. I want you to know that uh I participated, several of us actually participated in the breast cancer walk uh this past uh weekend. And so uh dur after the walk I was able to observe plenty of [0:27:53, 0:28:13]: kids and adults to include myself on the playground, new playground quick uh equipment, uh all that soft surface there. That's pretty neat. I kinda wish I was a young kid again, I tell you. You still can go out there and enjoy it. Yeah, I'm about ready to jump on some of them things. There's some neat little things. So I just want to tell you that's a great thing. That's a great asset that the city has and I I I know that folks [0:28:13, 0:28:20]: Well thank you for your support on and improving that project. [0:28:22, 0:28:27]: Any other questions, Ms. Robinson, I think? Oh, is that you miss going? Okay. [0:28:28, 0:28:48]: I want to echo what uh Mayor Pro Tem said. It was it was awesome, awesome. Um but I do wanna know when we're gonna have the resurfacing or is that something in another splot for the tr the walking trail. Uh we're gonna look at the available funding we have for our parks and that was one of the things we did discuss. [0:28:48, 0:29:08]: was we're gonna go in we know some areas in Clark Park on the walking trail that's showing his age. Right. Mainly because of tree roots and things like that. And and that's gonna be one of the things we'll address when we start doing our LMIG. We'll have him come in and look at it and give us a cost proposal and if it's something that the city manager is comfortable with then [0:29:08, 0:29:17]: and we'll bring it before council. If not, then we'll pursue another option, might bid that out separately. But we know that there's some work that needs to be done on the trail. [0:29:18, 0:29:20]: Mayor Neil. Uh yes, Miss Gantt. [0:29:20, 0:29:40]: Um, Mr. Aaron, I just want to thank you and Public Works for doing a phenomenal job. Um since you've been here, I've seen projects go on expeditiously. And so I really appreciate it. I appre appreciate the professionalism and I appreciate this report showing the actual work is being done. So thank you. [0:29:40, 0:29:55]: Well Public Works and I we appreciate Mayor and Council's support. It's it's not about what Public Works is doing, it's about what the City of Stockbridge is doing. And we want to do our part to ensure that Mayor and Council's goals and objectives are met. Absolutely. Thank you. [0:29:56, 0:30:16]: Any other questions? Yes, I could question. Mr. Alexander. Yes, sir. Thank you so much, and I'd like to echo what my colleagues have said. I would like to follow up. Maybe you or maybe Mr. Knighton might be able to chime in. There was some coordination that we were working on with Henry County and with Clayton County to work on uh how we want [0:30:16, 0:30:36]: one thirty eight and bringing in a contractor to uh for for for for uh so it would look cohesive along this corridor with their legal signs and and those types of things. Can we possibly have a update on what we looked at what we look like in terms of making that happen. Well the last [0:30:36, 0:30:56]: Meeting I had I had with Ms. Matthews and some representatives from Clayton County, and they were taking a lead on that. They were drafting a contract as far as the maintenance of that exit, I think 227 at that corridor right in there. They were preparing a con a contract and they was gonna get back with us so that we can look at the company. [0:30:56, 0:31:06]: at it but we didn't have a cost share involved but deep we did go over what was gonna be done on that corridor as far as maintaining landscaping and mowing and cutting and things of that nature. [0:31:07, 0:31:27]: Yeah,'cause they they have ex they have the six seventy-five exit and we have the exit uh two twenty I mean Henry County actually has the exit. A lot of us uh citizens don't know that that the exit itself is actually under Henry County control, whereas when you get to the Fairfield in Mount Zion and Spear, it's actually in the [0:31:27, 0:31:47]: the city limits. So that's kind of like a fluke of uh you know and what people are seeing what they're seeing and the complaints come in with the illegal signs and and what have you. So um I guess our portion would be to to see and I think uh we have spoken uh possibly about uh us maybe taking over the [0:31:47, 0:32:07]: that uh the exit from Henry County as we talk through the uh partnerships maybe we could do a little bit better job with our with our manpower um uh as far as maintaining'cause when people get off that exit they see Stockbridge and there is great confusion in who's uh monitoring that and that might be [0:32:08, 0:32:14]: Yes, sir. Uh I w I will speak with the city manager about it and see how he would like to proceed with [0:32:15, 0:32:21]: with that option or contact an accountant and get a f get an update on what's going on with that corridor. [0:32:26, 0:32:33]: We can have further discussions with Henry County. I think the one thing that we want to assure ourselves of is that it's an equitable agreement. In other words [0:32:33, 0:32:53]: If there are areas that potentially make sense for a stockbridge to maintain as opposed to Henry County, but to ensure that the entire quarter is equitable in terms of h if stockbridge is share. I've seen these types of arrangements before. They can work very well if you have multiple jurisdictions involved, but the the equity of the cost-sharing agreement is what's [0:32:53, 0:32:54]: Important. [0:32:54, 0:33:10]: Yeah, I I I absolutely agree with that. I think we have some of those agreements on some areas like Walt Stevens and um and Rock Quarry. So maybe if they could take over a portion and maybe we could do that, that would kinda, you know, solve some of that issue if we could work on that. [0:33:11, 0:33:14]: I are there other questions for Mr. Aaron? [0:33:15, 0:33:35]: Oh and one last thing is that I don't know if everybody's aware Georgia Power has started the conversion with the LED lights. They've got about 200 so far, but one of the things we've got some subdivisions on snapping shows EMC and we've made contact with them, but they're not switching to the LED, so I just want to let you know when you get some consideration. [0:33:35, 0:33:40]: constituents who called and say why they didn't change out our lights, that's the reason why. [0:33:41, 0:34:01]: Hey, real quick also, if I could the uh the I noticed last night when I was coming off of Eagles Landing, I don't know whether this is G Dot or us, the lights hitting um southbound coming off the Eagles Landing Parkway, entering I seventy five. Three banks of those lights were out. Um uh so it it [0:34:01, 0:34:08]: kinda cre I'm not sure who's responsible for that. If that was us and uh who would I'll follow up with that tomorrow and get you an answer on. All right, thank you. [0:34:08, 0:34:28]: Okay. If there are no other questions, uh all right, we have another question from sorry. It's a actually a comment a comment in reference to what you mentioned about Georgia Power and these and communities and these LED lights. I noticed that they're actually doing that in my community where I live in Monart Village. They're starting to convert them over. So my assumption is by your comment that they're looking at other [0:34:28, 0:34:48]: communities as well and convert them over to LED on their on their own. Because they did that without I know you mentioned about the city, but you also mentioned HOAs or or other communities. I was just w wondering about that, make a comment here. What the city did is we contacted Georgia Power Day pretty much all of cities and governments they are transitioning from the old sodium vapor like [0:34:48, 0:35:00]: to the LED lights and you just have to make that request. And we did that before the previous city manager left. We signed a disconnect notice so they would start the conversion for the city. [0:35:00, 0:35:11]: So do you know of other communities that are also auto automatically just being converted as well? Has anybody talked to you about that? You have to make the request. I know when I was in Perry we we went through the conversion, so [0:35:12, 0:35:13]: All right, thank you. Appreciate it. [0:35:14, 0:35:27]: All right, if there are no other questions, thank you for that. And we'll we'll move on at this time to our community development update by Camilla Moore, who's the community development director. [0:35:29, 0:35:31]: Okay, Vanessa, how do we find them? [0:35:54, 0:35:55]: Over here. [0:35:58, 0:36:00]: Did you upload it to H? [0:36:01, 0:36:09]: Right. Did you upload a date? Mm, but your age didn't look the same as mine. Okay, click right here. Click on A. Right here. [0:36:09, 0:36:12]: Uh click on the there we go. [0:36:15, 0:36:17]: Ele é real. [0:36:18, 0:36:23]: Good evening, how's everyone doing? A little technical challenges here. Let's see slideshow. [0:36:26, 0:36:46]: Good evening. We're bringing presenting to you tonight our third quarter update. For the sake of time, we've given you a hard copy of the data. So I'm going to get quickly to the highlights, which are the new org chart, which shows that building and permitting and plan review. We're going to talk a little bit more about that later. [0:36:46, 0:36:55]: tonight is on board uh and soon to have the project manager that will finish out the org chart for community development. In terms of our numbers for this quarter [0:36:56, 0:37:16]: These are the ones that I think speaks a lot to where we're going. Sign permits, we're still trying to get information from Henry County the best that we can, and I think as of after November the 1st, we will have a better handle on our numbers because everything will be coming in-house. But so far we were able to track down 15 signed permits, rezoning three. [0:37:16, 0:37:24]: Vieronces one development meeting and plan review of 37. I want to take a little bit of time to talk about these particular meetings. [0:37:25, 0:37:45]: The development is turnaround nationally and also in the City of Stockbridge. We've been having pre-development meetings on everything from mixed-use development to 400 rooftops for subdivisions. So we're really encouraged and we hope to see permitting on these particular developments happen within the next 30 to 60. [0:37:45, 0:38:05]: to 90 days, anywhere from small tracks to 10 acres all the way up to 165 acres. So we're really excited about that. Ordnance updates to at the last meeting you approved the landscape as well as the highway corridor. JS mapping we've been quite busy. 250 maps which takes [0:38:05, 0:38:25]: a lot of time and site visits. We've done 20 as we prepare for a new development that is hopefully will be here soon. What are some of the things that we've been doing? Build permitting and building inspections online November 1st. We're really excited about that. Comprehensive plan update selection is underway. The city manager and I hope to have [0:38:25, 0:38:45]: That selection before you on the next agenda so that we can move forward on comp plan. Ordinance update underway. The next section of the ordinance review is underway. We hope to be bringing back some standards that deals with the residential facade of our subdivisions. We want to make sure that certain materials like vinyl and lesser material. [0:38:45, 0:39:05]: Are no longer part of our housing stock. We do believe that if we inc if we raise the quality of the materials for our housing stock, then over time our subdivisions will retain their value by just retaining the materials. Highway overlay design standards, as you know, we have our final meeting coming up on November 1st. [0:39:04, 0:39:24]: first looks good got a lot of comments we're excited about that to do some implementation beginning of the year highway road 42 improvement uh we've been looking at that to see how that is coming along we'll work with gdot and hopefully we will have some final plans and some decisions on that the first of the year as well as Davis Road sidewalk improvement [0:39:24, 0:39:44]: GDOT has sent us the plan and looks like that project will not really take off until the end of next year, the beginning of 2019. Rock Quarry Road Widening, we're keeping an eye on that. At this point, there appears to be no real money there. So we'll see what happens. Hopefully within the next year or so, all of the jurisdictions will circle back around to [0:39:44, 0:39:58]: this particular project to make it happen. The Johtaco South Road Mixed Use Development. We're still working with the developer and the builder on this project. Hope to hear something soon. And of course with the sport staff to a number of boards. [0:40:01, 0:40:21]: Uh when we talk about the de-annexation and annexation, as you know we continue to have town hall meetings, uh we're getting the word out, people are filling out the forms, the petitions. Staff should be able to report to you by Monday our total of all of the uh applications and that we have on file in terms of the petitions. Uh the [0:40:21, 0:40:31]: letters we sent out to everyone has been completed, postcards is ongoing, e-newsletter is ongoing, and of course all of that focuses on the Keep Stock Bridge Together campaign. [0:40:33, 0:40:53]: Code enforcement, here are code enforcement numbers. Number of warning notices 28. Number of stock orders 3. Number of parking notices 5. Number of citations 5. Number of court cases 17. Number of signs collected 53. Number of click fixed reports 11. And the number of OT cases to be scheduled. [0:40:53, 0:41:13]: to 12 and we're still waiting to get from the court in terms of the revenues that were generated during this last quarter based on all of these cases. One thing I will say is that one of the upcoming ordinances that mayor and council will be looking at pretty soon is the parking that deals with the narrow street of 20 feet. But you notice that we've been trying to keep everybody calm. We only have five side [0:41:13, 0:41:19]: So we're trying not to cite anybody at this point in time because everyone know that there's a new ordinance on the horizon. [0:41:23, 0:41:43]: Business services, we're on track. As you can see, of the 1847 businesses that we have, about 50% have already renewed. And staff has done a wonderful job in doing that. Collection of revenues up to date is close to a million dollars. So we're really excited about that with$578,000 still outstanding, which we [0:41:42, 0:41:57]: We hope to have by December no later than the 1st of January. And again, I would like to commend uh Unita and Wanda for really staying on top of this to make sure that the renewal notices went out in time to let you know they personally stuffed [0:41:58, 0:42:09]: 1800 packages and took them to the post office. Um and they've been calling the different businesses to make sure that they meet their renewal deadline and so far we're doing pretty good. [0:42:10, 0:42:30]: This is the part that we're really excited about. We're gonna talk about this a little later and I'm really excited about it. Is that uh permanent building plan review will finally be launched on November first. And it's an agenda item that's coming before you later tonight and we'll go into more discussions on that particular subject matter later. And that's the book of um [0:42:30, 0:42:49]: the presentation. We have a CDBG visit tomorrow from HUD, so we hope to get through that with Flying Colors. And then of course the SPLOS projects, Dacious and I and the city manager will continue to work on those to make sure that we move forward in expending those funds before the next SPLOS is available to citizens. [0:42:50, 0:43:10]: Do we have any questions of Ms. Moore before she leaves the podium? Yes, Mayor. Yes, ma'am. Ms. Thank you, Ms. Moore, for this um awesome presentation. But I have a question. When you're saying the number of court cases, is there a way you can send that to us on who, what, so that way we'll know and then the status of those? [0:43:10, 0:43:30]: Because um for one and we have one for me which is the Pine Grove. Um just want to have an update of that um so that way I can let the citizens know. But if we can get that s in some kind of way that you can send it would be great. I will uh call the court tomorrow and talk to Judge McCord and the court clerk and ask us to give us a calendar and disposition and status of court case. [0:43:29, 0:43:31]: Okay. [0:43:31, 0:43:51]: Any other questions? Um Mr. Ford. I think I appreciate the presentation. I think it's outstanding. Making progress, that's for sure. My question deals with the revenues. You said to be determined, is that based on these court cases and when they're coming up? One of the things that uh the city manager and I, we had a meeting with the uh the court. [0:43:51, 0:44:11]: judge and the solicitor. There are some things that we you know need to do in terms of our revenue stream. I think one of the things that I shared with you when I came on board was looking at you know where our revenue streams were and how we make those adjustments. So one of the problems that the court has had in the past, the reason why that is to be determined was that there's a lot of gray in the ordinance. [0:44:11, 0:44:31]: So therefore, getting a handle on the amount of revenues that we have done and what we could have, we're not there yet because we need to clean up the gray area to be more definitive in terms of what the penalties and the fines should be. And so what they've told me is that they would try to have me these figures sometimes next week based on the [0:44:31, 0:44:51]: cases that they've heard for the last quarter. But I can tell you going forward, we should see an increase in the revenues just because we're going to clean up the gray areas where the judge really can't or feels uncomfortable in terms of deciding in our favor because it's a gray. So we're going to put them in the black and the white. And then also we're going to [0:44:51, 0:45:11]: recommend a progressive fine a structure which means that you know the first time you come in before the judge just one fine but by the time you get there for the third mercy and grace is gone uh we want to make sure that repeat offenders no longer continue to violate our ordinances so that fee structure should be coming back be to you once [0:45:11, 0:45:17]: once we get the the final numbers based on what we generate the last quarter. All right, thank you. Appreciate it. [0:45:17, 0:45:27]: Are there other questions? Yes, please. Uh yes, Mr Alexander. Uh in terms of the things that we've talked about, I'd like to hear you talk to the public a little bit about [0:45:27, 0:45:35]: The zoning update that we're doing that we're we're we're attempting to raise the standard and that we've moved things. [0:45:35, 0:45:55]: uh specifically like the clothing bins that we're seeing pop up in front of stores all over uh the town. We are attempting to regulate these uh LED lights that are showing up in storefront windows, uh those types of things that we're looking to do to improve the overall look of the city. [0:45:55, 0:45:58]: [2758.4, 2778.4]: Correct. Uh Mayor and Council adopted the closing bin ordinance at your last meeting. For those citizens who may not know, they may have noticed a number of clothing bins for donation boxes across the city. Stockbridge was one of those municipalities that in the past did not regulate those particular entities. And so you adopted an ordinary [0:46:18, 0:46:38]: ordinance which requires those closed bands to be registered as well as obtain a permit fee. Um the regulations require that they no longer able to sit so visibly out in the front in the parking areas, but it requires them to be located in an unconspicuous location, which is to the side of the rear of the property. And so therefore you can [0:46:38, 0:46:58]: can't have multiples out there. So we've given um all of the bin companies a 30 days to register and if they fail to register at that point in time then we will remove them and then they would have to come pick them up. But we do think that having them regulated and controlling how they look and where they look and the location will actually make decisions. [0:46:58, 0:47:00]: [2821.9, 2841.9]: But there are other questions. Just just one more if I could. In terms of um uh uh outside displays and stuff like that, we were in the process of updating that too. Can we have an update for the public on that? Yes. Uh [0:47:21, 0:47:41]: That orders will be coming, update will be coming before you in January. What that does is that it will require screening for tire shops of a certain nature so that they're not so visible and control the number of tires that you can actually have on display. Uh and outside displays not only for tire shops but for other businesses that have displays out that are unaccommodated. [0:47:41, 0:47:48]: attractive that particular ordinance will address how they look, how many you can have out and whether or not you can have them at all. [0:47:49, 0:47:51]: Any other questions? [0:47:51, 0:47:53]: If not, thank you, Ms. Moore. [0:47:54, 0:48:02]: We'll move on now to our finance department, our lead accountant, Rashonda Favors, who's gonna come up and give us a finance update. [0:48:03, 0:48:06]: What's that? [0:48:06, 0:48:08]: We gotta talk about that. [0:48:10, 0:48:12]: Oh hundred, man. [0:48:13, 0:48:13]: That's good. [0:48:36, 0:48:38]: Good evening. [0:48:39, 0:48:40]: Yeah. [0:48:41, 0:48:54]: My name is Rashonda Favor. I'm the lead Fabers, I'm the lead accountant for the city. And the numbers that I'm going to give to you are um actually as of August 31st because since we are without a treasurer [0:48:54, 0:48:59]: I haven't been able to finish closing out September, but I'm working on doing that. [0:48:59, 0:49:07]: So I'm gonna start with the general fund. The general fund revenues are 4,936,852. [0:49:09, 0:49:23]: And the expenses are 5,443,717. And as you get that looks very unfavorable, but there are two big revenue streams that we received at the end of the year, uh, one being the um [0:49:24, 0:49:44]: the insurance premium check that we receive, we usually receive that in October, so we should be receiving that soon and that's um over one million dollars. Also the Georgia Power well no excuse me, the franchise fees from Georgia Power, uh we receive those in February and then that's accrued back into twenty seventeen. So that by the end of the year [0:49:44, 0:49:47]: these figures should definitely look favorable. The next [0:49:50, 0:50:08]: The next thing I'm going to talk about is the hotel motel fund. The revenues are$243,190, expenses$148,315. And due to the new Fairfield End that we have now, that has created a big boost in our revenue. [0:50:10, 0:50:24]: Next is the Urban Redevelopment Fund. And then the revenues are$1,210,859. Expenses$1,210,859. That's just our debt service on the City Hall building. [0:50:25, 0:50:34]: Next I have the Capital Projects Grant Fund and that's the LCI and the TE. And revenues are zero, but the expenses are 5,240. [0:50:35, 0:50:37]: And that's just the grant fund. [0:50:38, 0:50:41]: Next is the water and sewer fund. [0:50:42, 0:50:50]: The revenues are 3,254,208. Expenses are 2,024758. [0:50:51, 0:51:07]: For the stormwater fund, revenues are$15,301 and the expenses are$369,587. And for the stormwater fund, all the revenues are collected at the end of the year on the property tax bills. [0:51:09, 0:51:10]: Sanitation fund. [0:51:11, 0:51:19]: Revenues are$844,654. Expenses are$823,995. [0:51:24, 0:51:32]: Moral Manders revenues are$262,336. Expenses are$284,925. [0:51:34, 0:51:42]: For uh Ted Strickland, the revenues are$33,378 and expenses are$30,623. [0:51:43, 0:51:53]: And last I'm going to talk about SPLOS. SPLOS 3, revenues are 376, expenses are 331, 234. [0:51:55, 0:51:59]: Splas 4 revenues are 925, 136. [0:52:03, 0:52:05]: And expenses are [0:52:05, 0:52:08]: two million four twenty nine seven seventy three. [0:52:10, 0:52:12]: And that's all I have. [0:52:13, 0:52:14]: Yeah, Neil. [0:52:15, 0:52:20]: Um do we have any questions, please, at Ms. Bavers. [0:52:21, 0:52:41]: Mayor Neal. All right, please, Ms. Gamp. Um on behalf of the city council and on behalf of um just to just as finance chair in the past, um I want to congratulate and thank I know Linda Neighbors is no longer with us, but the accounting department alone [0:52:40, 0:52:58]: has received a certificate of achievement for excellence in financial reporting and that is the highest honor that a government can receive for financing and Stockbridge has received that. And so it's it's an honor and I just wanna thank the financial department. I know you guys have [0:53:00, 0:53:01]: Thank you. [0:53:02, 0:53:22]: And I want to mention for that, Linda actually wants me to mention this, that uh one of the people that was very instrumental in helping us with that is the late Wanona Williams. Uh she was very helpful in helping us put that together. Also, former employee Mary Radford was very instrumental in helping us with that and the entire finance department. [0:53:22, 0:53:24]: So I want to just acknowledge them. [0:53:24, 0:53:25]: Thank you. [0:53:28, 0:53:48]: Mayor. Any other questions? Yes, ma'am. Um Ms. Robinson. I just want to say thank you to you standing before us tonight, giving us the numbers. Um, because this is I think this is your first time before us, so thank you so very much um for um being very clear on the numbers that you had and continue to do a great job. Thank you. [0:53:48, 0:53:49]: Thank you. [0:53:50, 0:53:51]: Any other questions? [0:53:52, 0:53:55]: All right, one more for Mr. Alexander. [0:53:56, 0:54:14]: The the information that you presented to us that's online now for the public to take a look at or will that presentation be made available because I see folks are looking and I don't have it. So the finance page of the student website. Thank you. Thank you. [0:54:15, 0:54:16]: Any other questions? [0:54:17, 0:54:20]: If not, thank you so much. We appreciate that support. [0:54:20, 0:54:35]: At this time we're gonna move into uh out of our town hall setting and we're going into old business and then we're going to recall Deshrus Aaron, our public works director, to come up and talk to us about the municipal court building renovation. [0:54:37, 0:54:57]: Uh Mayor and Council just wanted to give you an update. On September 25th of 2017, engineered restorations completed the waterproofing over at the Municipal Court Building. On yesterday we had our first substantial rain and there has been no water intrusion into the building, so we'll continue to monitor it. [0:54:57, 0:55:12]: during rain events and we when we feel everything is satisfactory then we'll move forward with a recommendation to the city manager to request permission to move forward but we'll just wait till we continue to get several rain events before [0:55:13, 0:55:33]: We'd make a decision as to where we go from there. Right. We we of course and I appreciate Desh's his work on this, we we of course want to be certain that the water intrusion has been completely alleviated before we bring you a proposal about the uh additional remediation uh that would take place in the building and perhaps even [0:55:33, 0:55:50]: uh beyond that perhaps uh um um scaling out uh some new offices in that building but we want to make sure that we've had one substantial rain events and that we are very clear and sure that the water intrusion has been completely abated. [0:55:51, 0:55:59]: Thank you for that report, Mr. Aaron, and also for those comments from our city manager. Thank you. [0:56:01, 0:56:19]: At this time we're going to move into new business and at this time we have um we're going to call Rashonda Favors back up regarding a 2017 budget amendment number 2017-006. [0:56:22, 0:56:42]: Good evening again. Um I'm just gonna go line by line, um starting with item A. A, um this is the street lights that was for Carrich Lake that was postponed, so we're just using that budgeted amount to offset some of these expenses. It was budgeted [0:56:42, 0:57:02]: Budget of 89,000. Well, I think it was more than 89,000, but we're using 89,000 of that to offset some of these expenses, these budget amendments. Item B is the chipper, and that's$72,000, and that was previously approved for purchase, but we just need to do the budget amendment for that. Item C is the SCAG 0. [0:57:02, 0:57:06]: Zero Turn Mower 2 for$26,000. [0:57:07, 0:57:13]: Item D is the aero board with LED lighting to$10,000. [0:57:14, 0:57:18]: Item E is the tire machine for$5,000. [0:57:19, 0:57:28]: F is uh garbage cans to replace existing garbage cans in the park, and that's 20 garbage cans total of$8,000. [0:57:28, 0:57:33]: Item G is the gates for the cemetery,$5,000. [0:57:34, 0:57:44]: H, uh we had some money budgeted in 2017 for land acquisition sites for$9,500. We're just going to use that to offset some of these expenses since we didn't use that. [0:57:45, 0:57:57]: Item I is Christmas decorations and Merrill Manders I and J go together. There was money budgeted in public works for Christmas decorations, but we just want to move that over to Merrill Manders, and that's 14.5. [0:57:58, 0:58:04]: Item K is emergency cleaning at Merrill Manders, and that's 47,500. [0:58:04, 0:58:22]: L is the Executive Staff Salary Adjustment, 9,800. M Public Works Staff Salary Adjustment 1,200. N is the Stormwater Project 267,515, and that's offset with stormwater fund balance. [0:58:23, 0:58:41]: O is a digital marquee sign for City Hall. I think there was some mention of wanting a sign to display at City Hall. So we were going to offset that with the security upgrade money that we didn't use for this year for$30,000. So that's what item P is. [0:58:43, 0:59:03]: Mayor Neil. Okay. We've heard this um about our budget amendment. Do we have questions? Mayor Neil. Ms. Gantt. I would like to move that we approve the ordinance amending the city budget for the fiscal year twenty seventeen for the city of Stockbridge to appeal conflicting ordinances and provide an effective conflicting ordinances. [0:59:03, 0:59:12]: That's it. All right. We have a motion by Miss Gantt to approve. Do I hear a second? I second. We have a second by Ms. Robinson. [0:59:13, 0:59:14]: Uh any discussion. [0:59:15, 0:59:35]: If not, oh okay we have a question for Mr. Board. I know we've made a motion in a second, but I've got some uh questions here. Street lights postponed for Carries Lake. You're saying that's being done to help balance out some other things. Yes. And so um because this is one of my my things that uh when we add people into or communities into the uh into the city that we go ahead [0:59:35, 0:59:54]: head and take care of their street lights. I mean it's I really want that to happen. So I imagine that this probably worked out with our community director on on on and our city manager on trying to budget take the take care of all this. But if we're gonna deal with the w in that in January, so be it. I mean but I'd like to see that Kerrias Lake taken care of just like the rest of the the community. [0:59:54, 1:00:03]: Okay. Yeah, I'm I don't know the details of but I know that it was postponed. The intent is to is to try to address it in the FY eighteen budget up to [1:00:03, 1:00:13]: I think part of the reason was because if I'm not mistaken was because it was mid year and it was difficult to make the change in the middle of the year. Is that not correct? [1:00:15, 1:00:32]: Oh and it's better. Okay, fine. I'm I'm I'm I feel better about that. That was what the delay was. Okay. This arrow board with lighting two two of the th are these these mobile uh uh mobile uh boards that we're gonna put in the street to identify uh direct people to different events, is that what we're using this for? [1:00:33, 1:00:33]: Is that okay. [1:00:35, 1:00:35]: Mm-hmm. [1:00:42, 1:01:02]: Uh no sir. Those are for use by public works staff and water and sewer staff when they're in the road working on fixing a water leak or patching a pothole and it directs the oncoming traffic. Either that the lane is narrowing or the lane is closed. That's what that's for. Alright, so we want to get these permanently in [1:01:02, 1:01:10]: in our in our inventory so we don't have to uh it belonged to us we don't have to rent anything like that. Safety safety precaution type stuff. Yes. Okay. Um [1:01:12, 1:01:32]: Garbage cans um in the park. I guess I should know this. Is that is that mean that our contract uh contractor does this or is this something public works do? These are the decorative garbage cans you have in in Gardner, Clark and Memorial Parks, and they're starting to show some age and wear and things of that nature. [1:01:31, 1:01:34]: nature and we need to replace them. [1:01:34, 1:01:41]: Okay. And public works changes all that out or does waste industries do. Yes, or public works. Changes them out. [1:01:41, 1:01:56]: Um any other questions? Yeah, I got one more. Okay. This uh digital marquee sign. Okay. Uh this was something that that was really kind of pushed by another council member. Uh this is what this is indicating in a sense here is that uh [1:01:56, 1:02:08]: We're we had it programmed for this year but we didn't get it, so we're looking at using the funds for something else and then we're going to maybe program it into our budget conversation for next year. Is that where we're going with this? [1:02:09, 1:02:29]: That would be taken care of in this budget amendment this year. Yeah, the and of course the intent would be to to have a monument style sign out here that would provide an opportunity for advertising events, uh uh city meetings, city initiated uh initiatives and so forth, uh for the public benefit, obviously. [1:02:28, 1:02:37]: Obviously, and to use that uh sign here at City Hall to ensure uh or provide another means by which the public can be informed about city events. [1:02:37, 1:02:41]: So we won't be able to construct this until when? When would this do to be put up? [1:02:44, 1:02:47]: Probably within about sixty days, I would imagine. [1:02:47, 1:02:50]: I mean I may ask need to ask Donald here. Where's Donald? [1:02:51, 1:03:02]: Sixty days, so this is okay, so m it's possibly this could be constructed and operating before the end of this calendar year. It's possible. Yes. Okay. All right. Thank you. [1:03:03, 1:03:22]: Uh question by Mr. Alexander. I see that we have uh thirty thousand dollars a decrease for security upgrades. What exactly is that? Who can speak to that? Uh is that uh what does that involve? And is that cameras or anything like that that we were pla planned on doing or well [1:03:22, 1:03:42]: What one of the things that came up, like I say, when I arrived here last year, I think Liberty Technology was putting together a proposal for security upgrades. But one of the things that we realized is that there wasn't sufficient funding to to do the complete upgrade. So that's why we haven't done anything and our goal is that [1:03:42, 1:03:54]: at the beginning of the year we're gonna go out there we know we need to do some at the Merrill Man and the Terry Strickland here and at the Municipal Court Building. But we didn't wanna the piecemeal it. [1:03:55, 1:04:07]: I would rather see us do it all at once than you add a piece here, you add a piece there. So at the beginning of the year we proposing funding in the FY18 budget so that we go ahead and and take care of that. [1:04:08, 1:04:16]: Okay, so this is Merrill Manders, is the parks, and what's all inclusive? Merr Manders, Ted Strickland City Hall and a municipal court building. [1:04:17, 1:04:37]: Okay. The parts are separate. That's the what we did with Georgia Power did the one at Reed's Creek Trail. Mm-hmm. And the reason why we did that with Georgia Power is so that we're not consistently spending money when new technology comes out, Georgia Power upgrades those. So and it was a better bargain for us to allow Georgia Power to [1:04:37, 1:04:40]: install'em than to buy'em ourselves. [1:04:40, 1:05:00]: Okay, so we're looking at adding cameras in other areas of the city that would not that's not going to impact this. Uh Jeff Greenway and I have had conversations with Georgia Power. One of the things we want to look at is the parts like Clark and Gardner. We've got power along the walking trails and and we've had that discussion with them. So in [1:05:00, 1:05:03]: [3904.4, 3910.0]: uh cost and that possibly could be included in either the parks plots or in [1:05:10, 1:05:12]: this uh security upgrade. [1:05:12, 1:05:13]: Thank you. [1:05:14, 1:05:34]: Any other questions? Yes. Okay. Ms. Robinson. I I just want to talk about the marquee piece because I was one of the council member that was pushing for that when Michael Harris was here. It does a lot of things. A lot of our um citizens are saying they are not aware of meetings, they're not aware of dis events or anything that's [1:05:34, 1:05:54]: going on so to me this is for those that are riding up and down actually we're the only city that I'm aware of in Henry County that doesn't have a marquee. So it and it's awareness for our citizens to let them know what we have that's going on and it can also be a cost um increase for us getting information out on the mail [1:05:54, 1:06:14]: And all of that when you have a marquee that is basically giving them information what's going on in the city. So I'm just thanking you all for continuing to push that um to make sure that our citizens are gonna be able to see what we have going on if they don't have a computer, they don't have access to certain things, but just riding by City Hall, they'll be able to [1:06:14, 1:06:31]: able to have that awareness piece. So thank you for um keeping that there so that way we're being transparent. I just think for aesthetics alone, you know, we got these two poles up there and we hang banners on them and I think that looks a a whole lot better than what we're currently using. [1:06:32, 1:06:51]: Okay, if we have no more questions, we have um motion to accept and a second. All in favor? Yes, sir. All right. Thank you so much. We're gonna keep Mr. Okay, are you gonna present the item number seven for us? [1:06:52, 1:07:06]: We're gonna move to item number seven, council consideration to approve C D B G funding in the amount of$100,000 for water and sewer improvements. Uh y yes, madam mayor and council. [1:07:07, 1:07:27]: We've been uh members of the wastewater staff have been meeting with Falcon Design about an area over in the Smith Barnes sewer basin. We've had some issues with sewage spills over the years and and so we want to go to CD VG route to look at rehabbing and upgrading that Smith Barnes basin. [1:07:27, 1:07:47]: So we talked with Shannon, they've allocated$100,000 towards that project, which will be used to camera and inspect that collection system over there. And one of the things we're required to do is we've got to have a a public hearing to advertise a public hearing that we're applying for CDBG funds, but we just [1:07:47, 1:07:55]: want to know if mayor and council are okay with staff proceeding with securing those funds to do that project. [1:07:56, 1:08:02]: All right, you've heard the presentation. Um do I hear a motion to move forward? [1:08:03, 1:08:06]: Mayor Neil. Uh yes, ma'am, Miss Gantt. [1:08:06, 1:08:07]: Um [1:08:07, 1:08:27]: I I wanna move forward but before I d I have one question in regards to C D B G funds. On this draft here, it lists projects and it lists that the City of Stockbridge is allocated a hundred thousand dollars. Will uh are we eligible for additional funding through C D B G or is this just a hundred I mean for the twenty [1:08:27, 1:08:33]: twenty seventeen year or will we be utilizing the entire C D B G funding for that project? [1:08:42, 1:08:57]: Ms. Mower is coming back to answer that question. Hermany County has a rolling system, which means that whatever we submit, we're eligible for. So what that means is that um we need to just come up with a list of projects with the cost and submit those applications. [1:08:57, 1:08:59]: Okay. Mandel? [1:08:59, 1:09:04]: Okay. I would like to move that we approve um or or [1:09:05, 1:09:12]: that we approve um the C D B G funding in the amount of a hundred thousand dollars for water and sewer improvements. [1:09:12, 1:09:18]: Okay, we have a motion and a second by Mr. Ford. Is there discussion? [1:09:18, 1:09:25]: question there. Uh we have a question by Mr. Blount. Uh on this project over by Smith Morns, do you do we have uh [1:09:26, 1:09:39]: Even though we're gonna be using C D V G funding for it, do we have an estimate of what the total cost is? Because if we start a project start a project, I just wanna make sure that the cities what would it be costing the city if it doesn't complete the project? [1:09:40, 1:09:44]: Well, our goal is to do it in phases through C D B G. [1:09:44, 1:10:04]: And the initial thing is we've got to ho hold the public hearing first and we've already started an initial phase which will be going in camera in the sewer system itself. So it it gives us an idea of what we need to do. Do we need to replace pipes or can we make point repairs instead of having them replace pipes? But this a new [1:10:04, 1:10:15]: The initial part is just going to be to do the analysis of the collection system. And then that would allow us to determine how much it's going to cost to rehab that whole sewer basin. [1:10:16, 1:10:19]: Okay. The analysis phase of it. [1:10:20, 1:10:31]: Do we under do we know the cost of the analysis phase of what phases is the reason I'm asking that because once again we can approve funding for a project [1:10:31, 1:10:39]: But then if that project doesn't cover the whole cost of that what what what is needed for the project, then now we gotta look back and find out where we're gonna get the funding for that. [1:10:40, 1:11:00]: Well, the engineers have uh come up with a cost estimate of$184,000. So we'll have a hundred from them and we've got the remaining money in splots that would get us the analysis of that complete basin. And then when we develop plans and a scope of work, then we decide how we're gonna do it in phases and we'll apply [1:10:59, 1:11:05]: apply for CDBG, we can use PLOS as well to do those different phases of the project. [1:11:07, 1:11:09]: Okay, are there more questions? [1:11:10, 1:11:16]: All right. In that case, um at this time we'll vote. All in favor? [1:11:18, 1:11:38]: Okay, thank you for your vote. Thank you, Mr. Aaron. We're moving on to uh count uh to item number eight. We're uh asking Camilla Moore, she'll come back to the microphone. This is council consideration to approve ordinance for building and permitting and plan review for the city of Stockbridge. Effective [1:11:37, 1:11:57]: November first, twenty seventeen. Good evening. I'm gonna ask Thomas Marsha to come up so he can answer all the technical questions for you. Um we're excited about bringing over this service, finally the stop bridge, November the first. This ordinance pretty much lays out how we will operate under direct. [1:11:57, 1:12:16]: Georgia law. And so uh what we're doing under this section eight, chapter eight, we only had a couple of sentences, so this ordinance repeals and replaced the entire section and allows us to operate November 1st for the city of Doc Stockbridge having this in-house. Without this we couldn't do it. [1:12:21, 1:12:25]: All right, at this time if uh do we have um [1:12:25, 1:12:29]: Anyone that would like to make a motion to go forward with this? [1:12:31, 1:12:32]: Draw my commotion. [1:12:33, 1:12:45]: Okay. I would like to uh to make a motion to improve uh bringing planning and zoning in-house uh to the city of Stockbridge. Or just adopt this ordinance. Okay. [1:12:45, 1:12:57]: Yeah. Just adoption of of this ordinance. I would like to make a motion to adoption of the ordinance. No, just the ordinance. Okay, we've got the right motion on the floor. Okay. [1:12:58, 1:12:59]: Eight point zero eight. [1:12:59, 1:13:04]: Did we call the right one? And um the building regulation. Right. [1:13:04, 1:13:07]: Uh eight point zero eight. Mm-hmm. [1:13:08, 1:13:12]: Okay, we've got a motion. Do I hear a second? Hi second. [1:13:12, 1:13:13]: We have a second. [1:13:13, 1:13:14]: Any discussion? [1:13:16, 1:13:19]: Or questions? Mr. Ford. [1:13:19, 1:13:26]: Outstanding. I'm pretty sure we're going to prove this. This is this outstanding. This is the way we move our city forward. Thank you for bringing this forward. [1:13:27, 1:13:27]: Mare Neil. [1:13:28, 1:13:39]: Yes, ma'am, Miss Gantt. I concur. Uh Miss Moore, thank you so much for moving in a rapid pace and getting this done for us. This means a lot to Stockbridge. Thank you for all that you do. [1:13:41, 1:13:43]: Any other questions or discussion? [1:13:44, 1:13:46]: If not, all in favor. [1:13:48, 1:14:06]: Okay, thank you for your vote. All right. We're do you have other things with this or are we finished? I think the next item is adoption of the fee structure. Well we number ten is we need to bring up our procurement specialists unless you have something else. [1:14:07, 1:14:09]: Oh sorry. Sorry. [1:14:10, 1:14:30]: Jumped ahead of you. Um number nine, you're right. Um that is council consideration to approve to approve the fee schedule for ordinance for building and permitting and plan review services for the city and this too will be presented by Miss Moore. So this is the most exciting part, right? Okay. Um [1:14:30, 1:14:50]: What we have before you is a fee structure. As you know, uh prior to November the first, Henry County was actually performing the services and we were not getting any revenues from the services that were being provided. This particular fee structure gives you an idea of the type of revenues that we will be generating off of permitting building [1:14:49, 1:15:09]: Infections and plan reviews. Now, how did we come about this particular fee structure? Um, Thomas did a great job in terms of researching uh cities in Henry County, looked at what the state of Georgia recommended, and then also looked at a city our size with the same medium income. And so Chanley [1:15:09, 1:15:25]: was a city that has the same household median income and population as the city of Stockbridge. And then we looked at um Henry County and we looked at McDonough and then we looked at the state. Where our fee structure falls is that we are a tad bit higher [1:15:25, 1:15:27]: Then Henry County. [1:15:28, 1:15:48]: We are a lot lower than Chamley, and it puts us in the middle. So in terms of our competitiveness, we think that this fee schedule really represents the type of development that will come into the city of Stockbridge while at the same time becoming another revenue stream for the city in terms of us achieving the type of project. [1:15:48, 1:15:51]: moving forward that we hope to achieve. [1:15:52, 1:15:59]: Okay, you've heard the presentation regarding the fee schedule. Do I hear a motion to move forward? [1:16:01, 1:16:18]: Okay. Yeah, I'd like to make a motion that we establish a resolution for the city of Stockbridge to adopt the schedule of fees, charges, expenses, and collection for residential and non-residential plan review, permitting and building inspections effectively 1 November 2017. [1:16:18, 1:16:29]: All right, we have a motion to I hear a second. We have a motion and a second. Is there further discussion? Any discussion about it? First board to Mr. Ford. [1:16:29, 1:16:37]: Go ahead. Once again, thank you very much. I appreciate this. This is good stuff. I love this. Thank you very much. [1:16:37, 1:16:57]: I'm not the only one. All right. Mr. Alexander. I love this too. It is it is part of being a great city. You provide these services. The one thing I would like you to talk about a little bit more is to compare and contrast these services versus what we've been getting uh from Henry County and uh possible turnaround times. [1:16:57, 1:17:17]: Right, well the turnaround time for ours will be quicker because it's just us doing ours. In terms of the services, we offer what we call a bundle. Um so for instance right now if you go to Henry County you get a charge for each inspection that you go out. For us, you get three inspections before you get an additional charge. And so therefore for the development community. [1:17:17, 1:17:37]: community, you know what we hear from them is that sometimes when you know they have submitted stuff to Henry County, it took them a little bit longer than they expected to get it because they had to do our was they had to do Henry County, they had to do other jurisdictions. Now it's just us. So we become the one-stop shop so they can get it in and get it out. So our turnaround time for the development community is going to be rather quick. [1:17:37, 1:17:46]: And as you know, each day for the development community is money. And so the sooner we can turn this around and get it back out, the better it is for the development community. [1:17:47, 1:18:07]: All right, we've had um discussion. I think I see another question down here from Miss uh Robinson. I guess I can just smile. Thank you, Mayor. Um Thank you so very much. Um can you introduce please because that way we'll know this is Thomas Marshall. He's going to be over our uh plan review and permitting. [1:18:07, 1:18:08]: Section. Okay. [1:18:09, 1:18:29]: And if I may, I'd like to introduce another member of my team. This is Brett Haynes. He's uh a partner in our team. He's also a combination certified residential inspector and holds multiple certifications for commercial structures as well. Okay. Thank you. Thank you very much. And Mayor, I would like to note that we we found out [1:18:29, 1:18:46]: that some of our building inspections, buildings had not been inspected. So we're really excited and want everyone to know we've talked to the judge that again this is a division that also issues citations. So there's a another area that the city will also venture into. Good deal. [1:18:46, 1:18:54]: Thank you. Thank you. We've had a motion, a second, and a good discussion. Uh at this time um let's have the vote. All in favor. [1:18:55, 1:19:11]: All right, thank you so much. Now then we'll go to item 10 and call Donald Riley, our procurement specialist, to come up and talk to us uh regarding uh moving forward with an RFP for information technology. Services for the city. [1:19:15, 1:19:18]: Good evening, Madam Mayor and members of the council. [1:19:18, 1:19:38]: I'm coming before you for a consideration for RFP for IT services. And we're currently under a contract with a concert with a consulting firm for our current IT services. The contract was signed in 2016 and it was one year with four one-year renewals. [1:19:38, 1:19:58]: left. So we have three years left on this current contract. The reason for the request is just so that there's staffing so that we can resolve some issues, not really issues, but some timing, timeliness of refresh technology having [1:19:58, 1:20:18]: of staff person, troubleshooting, administrative rights, security, problem solving, turnaround times, data, breach of data, professional consultations. And we would like to come before you for termination of the contract and to go with our current [1:20:18, 1:20:23]: current um current form with our current firm. [1:20:24, 1:20:44]: for a month-to-month services beginning January 1. So what I would like to do is just put out a RFP for the for IT services so that we can actually get everything that we need to make us um more productive, make it so that staff can get [1:20:44, 1:20:51]: everything turned around in a timely manner and be able to provide services to the public as needed. [1:20:54, 1:21:14]: Okay, this would include the current company we had uh we have currently. They would uh be able to bid just like everybody else. Yes ma'am. This is for uh this is for any and all firms to bid. It's it's more of we don't have any oversight of the current contract, so we want to put a handle on [1:21:14, 1:21:24]: what's going on. We want to make sure that we're receiving all the services that we need. So we're trying to make sure that the contract [1:21:25, 1:21:25]: is [1:21:27, 1:21:47]: conducive for us to move forward with the current technology packages because technology is forever evolving. So what we're trying to do is just put a handle on our IT services. So if we have a request or we need something done, we're getting [1:21:47, 1:22:07]: it in a productive manner. We're making sure that the staffing personnel, they're here, they are on time, they're delivering what we need. So the contract monitoring portion is is not up to the scale of what the city is currently used to. So that's why we're [1:22:07, 1:22:24]: or just wanting to put it out there just so that we can have it, have a fresh face or have a fresh solution on the table. It's nothing wrong with the current vendor. It's more about us just seeing what's out there and what's available to the city of Stockbridge. [1:22:24, 1:22:31]: Okay, you've heard the presentation from Mr. Riley. Do I hear a motion that we move forward with the RFP? [1:22:32, 1:22:33]: Absolutely. [1:22:33, 1:22:53]: Hi second. Uh okay, we have a motion and a second to move forward with the RFP for information technology services for the city. Now, do we have any discussions? Yes, just slightly. If uh one of the things that I've heard complaints about, and I want to make sure right now that this meeting is being broadcast and I have many [1:22:53, 1:22:57]: [4980.2, 4992.6]: I've heard I've had you know, inquiries, I think uh Asia from the Henry Hell has said several times that she's tried to watch the meeting and it wasn't being aired. Can we get s some type of [1:23:13, 1:23:33]: uh verification that this meeting is being aired and this new contractor that we're going with they will be able to f uh or the RFP will include those types of a functions and we've had discussions about having uh possibly a public access channel that um uh those communications and those services will be available in this [1:23:33, 1:23:35]: R L P that's going out. [1:23:35, 1:23:35]: Yes, sir. [1:23:36, 1:23:40]: Okay. Okay. Any other discussion? Mr. Blount. [1:23:40, 1:23:53]: Yeah, just so this won't sound so convoluted because what you're saying is that come January we're gonna have the company that we have already established right here, month to month. But we're gonna put a RLP out. [1:23:54, 1:23:59]: But what I'm trying to say because you're saying that there's no problems, we just want to put out there to see what [1:24:01, 1:24:10]: We just want the best IT that we can have for the city of Stockbridge. Yes. Uh and so I I think that we need to let the citizens know that [1:24:11, 1:24:31]: We're we're putting this out because we want the best. And if that opens up a door to say that, then I open it up because we want the best. We want we want to be able to see uh um to have these uh meetings there because what happens is when you put that out there how we're doing today, it is actually put these companies on notice. [1:24:31, 1:24:47]: in any kind of form of company on notice when we do this period. So if you're gonna go from a contract where the obligation is we can renew for three three more years, to say that we're gonna go month to month, then we are looking to make the things make things better if we're not we don't have'em now. [1:24:47, 1:24:47]: Okay. [1:24:48, 1:25:08]: I just didn't want it to be conflictual to what we're saying. You know? Right. And and uh to Councilman Blount's point, I think for for this or any other services that are provided to the city, periodically we need to put them out to ensure that we are receiving the best price and the best product for the citizens of Stockbridge on a regular basis. [1:25:08, 1:25:17]: this usually that may be three years or so. But um you know we should have this as a part of a a routine to ensure that we are uh securing the best services for the best price. [1:25:18, 1:25:20]: Okay, any other discussion? [1:25:20, 1:25:22]: If not, all in favor. [1:25:23, 1:25:26]: Thank you. Thank you very much. Thank you, Mr. Riley. Thank you. [1:25:27, 1:25:38]: All right now item number 11 under council discussion our clerk is going to present to us the meeting schedule for the upcoming year 2018 [1:25:40, 1:25:41]: Good afternoon, Mayor Council. [1:25:43, 1:26:00]: The clerk's office is required to publish council meetings prior to the beginning of the new year. And currently our charter mandates that the city council meet on the second Monday of every month. [1:26:01, 1:26:21]: The council also meets for work sessions the last Tuesday, except whenever there's a notation where there's been a change. And that meeting is currently also held at 6 o'clock. It is not a meeting mandated by the charter, but it is something that was implemented. [1:26:21, 1:26:41]: By a previous administration starting back in 2010. And the reason for that meeting was to give the council an opportunity to have time between then and the voting meeting, which is held the second Monday of the month, to ask questions of staff and get further information. [1:26:41, 1:26:46]: information if needed prior to voting at that second Monday meeting. [1:26:46, 1:26:48]: Um [1:26:48, 1:26:52]: Right what I've given you is uh option one [1:26:53, 1:27:03]: which is to hold the council meetings on at six o'clock and also the work session at six o'clock. [1:27:04, 1:27:06]: You have an option number two. [1:27:06, 1:27:15]: which is to hold the council meeting at six o'clock on the second Monday and the work session meeting at three o'clock in the afternoon. [1:27:16, 1:27:24]: I've added to your packets two additional options. One option three is to have your [1:27:25, 1:27:28]: second meeting, I'm sorry, second Monday meeting. [1:27:28, 1:27:33]: at three o'clock and your work session meeting at six o'clock. [1:27:34, 1:27:48]: And option number four is to hold your second Monday meeting at six o'clock and you determine what day and what time for your work session meeting because again those that meeting is not mandated by the charter. [1:27:49, 1:28:09]: The reason this all came about was because we held early meetings a couple times this year. And following that meeting, one meeting in particular, we had council members that thought that this would be a good idea for the council to have a discussion as to whether or not they wanted to change the meeting to an earlier [1:28:09, 1:28:29]: Time during the day. There was also a town hall meeting that was held, and you had a number of senior citizens that attended that meeting. Those citizens also spoke following the meeting that were actually grateful that the council had held a meeting during the day when they were able to attend as they [1:28:29, 1:28:35]: They were not those citizens that were able to drive to the meetings at night. [1:28:35, 1:28:55]: There have also been a number of calls made to the staff planning office making a suggestion to the council that they hold a meeting during the day where they are able to attend not only the senior members of your community, but also individuals that don't work a typical eight to five schedule. [1:28:55, 1:29:08]: So that is the reason why you've been presented with the options. It is of course the council's decision, but those have been provided to you based on information that we have received back. I'm open for any questions that you might have. [1:29:09, 1:29:15]: Okay, you've heard the presentation by the clerk that we [1:29:15, 1:29:35]: have council meetings at six o'clock as as normal with the work session work session at six. Item number two she presented six o'clock council meeting a three o'clock work session meeting. Item number three your choice would be to have a three o'clock council meeting with [1:29:35, 1:29:47]: a 6 o'clock work session meeting or selection number four to have a six o'clock council meeting and your work session meeting to be could be anytime any day. [1:29:49, 1:29:50]: Do I hear a motion? [1:29:51, 1:29:54]: This is a discussion s point order order. [1:29:55, 1:30:15]: It is discussion. So I was hoping that we could finalize uh a schedule so that I could get it in the November posting. We can uh approve it. Okay, so we're just gonna discuss it tonight. We don't have to uh make a recommendation. [1:30:15, 1:30:35]: All right, well that come back to the next council. Unless you came to a consensus and then we would put it forward on the next count on the next one. All right, we're gonna start down here on the end. I've got some questions. Uh we'll start with Miss Robinson and work our way up. Thank you, Mayor. And I just wanna um so the public will know, I responded in email to my colleagues. Um [1:30:35, 1:30:49]: And some of my concerns were changing the meetings to allow seniors, retirees, housewives, husbands, business owners the opportunity for day meetings. We have staff here during the day and um [1:30:50, 1:31:10]: That means that if they need to run downstairs or something happens, we can have the discussions um during the day. It also allows for all city, county, department heads to be present um so that way they can give their presentations and not only that they can wait after the meeting if need be during the day to um have our citizens to ask questions. [1:31:10, 1:31:30]: questions. Um one um because one majority of the evening attendance hours that we have here are extremely long and sometimes and and you know it's not being considerate of our citizens' times. And also I would suggest ex if it's a possibility that exec executive session items [1:31:30, 1:31:50]: can be held before the meetings. So if we did do the evenings that it could be held before the meetings. And also I want to be able to in the daytime, like we said, we have our seniors and retirees and so on, giving them the opportunity for the public comments that can be shared at the beginning of the meeting. [1:31:50, 1:32:10]: also at the end as well. And then the most important thing that prolongs our prolong the meetings a lot of times is to um have individual counsel responses should be a time limit to control our meetings. Because to me we need to be considerate because if leaving out of a meeting at [1:32:10, 1:32:30]: 10, 11 o'clock in the evening, it's not being considerate. So to me, I'm just calling for the my colleagues to consider um considering all of our citizens because we need to make sure that we're touching and reaching everyone. Our s seniors, they are voters and they're wanting to come out, but we have to be considerate. [1:32:29, 1:32:49]: of their times. And if we're gonna do this, I'd still just say don't say not make a change. At least put it out there so that way we can see. Because if you look at right now, we have people here earlier and they left. You know, they've left already, so outside of staff, we probably have two, about four people. [1:32:49, 1:33:07]: So I just want to make sure that we're reaching and touching everyone in our community so that way we're being considerate. Um and that's where I stand on this. So if we want to discuss it, but I still want to discuss all of our citizens on whatever we do so that way we're touching everybody. [1:33:09, 1:33:11]: Okay, next we're gonna go to Ms. Gantt. [1:33:11, 1:33:31]: Thank you. Um first of all, I also wanted to speak to Dom in regards to IT real quick. Website uh maintaining a website and letting the citizens know as well about our meetings and our time frames and what's going on is really important. Um in regards to this schedule [1:33:31, 1:33:51]: So I received a tag, I was tagged on Facebook from Councilman Alexander on because we had Kerr Henry in regards to whether or not we were gonna have meetings in the daytime or in the afternoon. And one of my arguments was is that the Henry County um alone and other municipalities do have some day meetings. [1:33:51, 1:34:11]: To do whatever the citizens want to do. Um, Mayor Neal actually had mentioned this earlier on this year that we should consider these things, this item. In addition to that, um I would like for us to consider as part of when we look at timing, and I know we can discuss this, whether we do uh [1:34:11, 1:34:31]: one one of the citizens stated, Well, you only v vote during the meetings and the work sessions are more informative. Um I would love to see counsel consider us um in the past we've met we've had meetings in the library, we've had meetings on the floor to be more personal. [1:34:31, 1:34:51]: And I know that we have uh some of our council members will yell transparency, transparency, it needs to be videotape. But when we have a work session and we're trying to get down to work, a lot of times round table discussions in the conference rooms probably can become uh not probably, they are more productive. Um and the reason [1:34:51, 1:35:11]: Why they're more productive, they're similar to our daily retreats and other things. So I would like for us to consider that for our in in regards to our work session. Um and the reason I tagged and added that in is we would still remain transparent, you know, from the minutes up into [1:35:11, 1:35:31]: describing every detail of of what needs to be discussed, placing it on the agenda, we're not trying to hide anything. It's more so what's in the best interest of Stockbridge to get things productively moving along at a faster pace. And I think our staff um is doing an excellent job at that. Um [1:35:31, 1:35:51]: I I agree with Council Woman Robinson that we work together and shorten the time frame of our meetings as well. Um I think that that can be done through procedures, uh whether we do presentations and the questions that we ask, a lot of it has to do with communicating prior to. It's okay for the council members to communicate with each other so long [1:35:51, 1:36:11]: as it's reported out to the public on what we've decided and I think that is really important that we do that sometimes instead of being here all night going back and forth. Um so having said that, I am in favor of the discussion. I would love to hear from citizens and I'm willing to take all of this into consideration. [1:36:11, 1:36:11]: Yeah. [1:36:12, 1:36:32]: Thank you, Ms. Gamp. Mr. Fulward. Thank you, Mayor. I appreciate it. Uh obviously taking input from the citizens is one thing as well. It's a council uh consensus as as well on that aspect after we have this discussion. I'm in favor of the discussion. Uh but whatever we decide, obviously there's gonna be a group of people that are probably be left out no matter what time. [1:36:32, 1:36:52]: time frame you put whatever meeting, whether it's going to be a council meeting or a work session. And I honestly think we need to have both each and every month. The format for that could possibly be changed potentially. But for this for our actual staff, I think our staff is only needed if they need if they have an actual presentation, have direct uh presentation [1:36:52, 1:37:12]: whether it's for work session or the actual council meeting. As we currently have, public comments at the front of the meeting as we currently have. If you have public comments at the front and back, obviously it could extend the meeting even longer potentially. And our individual council will respond [1:37:12, 1:37:32]: I believe you already have a document indicating that already that we're we have a time limit for our responses and we just have to adhere to that. But but actually I'm open to discussion, but I also tell you that I'm I'm actually more leaning towards remaining the same, not changing a thing. That's my initial thoughts on this. But obviously I can be outvoted and I can be convinced. [1:37:32, 1:37:34]: Thank you. [1:37:34, 1:37:36]: All right. Mr. Blount. [1:37:37, 1:37:38]: Yes. [1:37:38, 1:37:54]: Um, one of the things I look at is that when you look at the city's the citizens of Stockbridge, at any given time at any meeting in this chamber, we're talking about less than one percent of any number you want to drop to that comes in this chamber. [1:37:55, 1:38:09]: We can promote people to stream and we're probably getting more streamers than come in the chamber. I'm for a early meeting. I talk to many citizens, I talk to senior citizens, I talk to uh citizens that are that are home just during the day. [1:38:09, 1:38:18]: What bothers me about this whole uh about this whole process is that when we come together, this is what we do. We should discuss what we're going to do. [1:38:19, 1:38:25]: We have to stop putting the elephant in the room by going on social media, provoking citizens to come out. [1:38:26, 1:38:27]: to make decisions for council. [1:38:28, 1:38:36]: I wasn't elected to sit back and continue to watch these things happen. I wasn't elected to sit back and not address the issues that we have. [1:38:38, 1:38:53]: When we say to include citizens, if having an early meeting gonna have this room even a quarter full, then we're going past the percentage that usually hang around for meetings anyway. We have to we have to be considerate of all all uh citizens of the citizens uh of the city. [1:38:54, 1:39:06]: We have to be considerate and I think that when we to have our early meeting is letting the citizens know we're willing to try change and do something for them rather than keep doing the same thing and getting the same results. Look around us right now. [1:39:07, 1:39:16]: This is what we're getting with the decisions that we're making. So I think the work sessions do need to be early. If we're getting feedback from uh that less than one percent. [1:39:17, 1:39:20]: Saying, hey, I want an early meeting, didn't have an early meeting. What are we gonna do? [1:39:21, 1:39:26]: We was elected to make sacrifices and make changes because if we keep doing the same thing, we're going to keep getting the same results. [1:39:28, 1:39:30]: Okay, uh Mr. Alexander. [1:39:31, 1:39:51]: I will say and I have said it from the beginning, I'm one hundred percent against any movement because when I ran for office and many of these members who were sitting at this dais, we took the job. We knew the meeting was at six o'clock. I'm never in any hurry to leave because you elected. [1:39:51, 1:39:53]: Yeah. [1:39:53, 1:40:13]: And I have seen many of items that this uh uh council pontificated on that just lasted forever. But because we had a work session that I could vote in the next two weeks on, I was able to bring that issue back. I brought the library back, I brought the fiber optics back. [1:40:13, 1:40:33]: I like having two separate meetings. One of the things that we have found out at Henry County and at the school board and at several other instances that it all of a sudden seems like all the controversial items end up at the 9 a.m. meeting for Henry County so that [1:40:33, 1:40:36]: that no one can come to the meeting. [1:40:37, 1:40:43]: I hear the word transparency from this panel a lot. [1:40:44, 1:41:04]: But in order to be transparent, you gotta walk the walk. Social media is transparent. That's what it is. Transparent means getting things out to people so they can see it, they can feel it, they can touch it, they can participate in it. That's what transparency is. Don't say I wanna be transparent and then say I wanna have the meeting where [1:41:04, 1:41:24]: where most of the citizens as a working person, I can't make uh probably 50% of the meetings I wouldn't make them because I can't be here at three o'clock. I have a job. It is striking the number of council meetings that that want to do this. Do you have a job? Do you work? Because if you did you couldn't come to a three o'clock meeting. [1:41:24, 1:41:41]: And that's what most of the citizens realize. Those that have jobs can't come to those meetings and neither can I. So I have a personal stake in that. And when I talk to the citizens, the first thing that they said was, who even came up with this idea? And the first thing that I say. [1:41:41, 1:42:01]: Anything that we bring to this council, where's the ground swell of the public saying uh we want to change the meetings to an earlier time? There was no ground swell. This was all council driven. You said that when you started your presentation. Some of the council members said that they would like it. It's it's [1:42:01, 1:42:21]: Self serving move, which is move the time up so I cannot have to be here late at night. Personally, I don't mind doing that because I've we've gotten a lot of things done by doing that. I can tell this council to say one thing. We have not got one major project done in the last five, four years, but we [1:42:21, 1:42:23]: We've been here a lot. [1:42:23, 1:42:31]: Getting things done, and that's what we need. We need to continue to move this process forward, working on a daily basis. I will tell you. [1:42:32, 1:42:52]: uh working in this environment. What the issue is with these meetings is that we do a horrible job of promoting the time. We do a horrible job of promoting uh what we're going to discuss. As a person who is a technology person, when I click on a link and I get a link from the city that says we're having a council meeting, I gotta go to a [1:42:52, 1:43:12]: Another step. I gotta click on a link. I gotta go to the agenda. Send me the agenda already opened up. So I don't have people just not gonna take that many steps. My job that I do is I spoon feed people everything. I don't want them to go five steps in order to get the agenda. I want them to be able to come to the meeting. I [1:43:12, 1:43:32]: I personally got information on this meeting tonight in my city email. I got copies of all the headlines. There wasn't any detail in any of it. It all just it was blank sheets that said what the item was going to be. But the detailed information was not in there. It just told me what the title was. [1:43:32, 1:43:52]: And when the public goes online to see the agenda, that's what they see too, until maybe the day of or the day before. Okay. We have had a lot of discussion and I can tell you that we're gonna have to have a lot more discussion before we make a decision, I think. But thank you so much, Madam Clerk, for bringing that information. [1:43:52, 1:43:56]: Anything else to add? I do. All right. Go ahead. [1:43:56, 1:44:13]: A couple things actually. Um you you went into discussion regarding the agenda. We were speaking about the meeting times. The discussion about the agenda, actually the city manager and I have had those discussions and those are things that staff are dealing with and working on. [1:44:14, 1:44:18]: Uh Councilwoman Gantt, you mentioned the length [1:44:18, 1:44:30]: uh of time regarding the meetings and the items that are on the agenda. This council does not utilize the consent agenda. Right. The work session [1:44:30, 1:44:50]: Allows you to take items that you all are in consensus on and place on your consent agenda. And then that way when you get to your voting meeting on the second Monday of the month, those items are grouped together that you are already ready to make one vote, and that will cut down significantly. [1:44:50, 1:44:54]: on the n the length of time that your meetings are currently [1:44:54, 1:44:55]: Carrying on. [1:44:57, 1:45:10]: Ms. Holliday. Correct. Which is going back to the initial point. [1:45:12, 1:45:32]: Not only did council members ask that this item be placed on the agenda for discussion, you had citizens that attended meetings ask and actually thank the council for holding a daytime meeting where they were able to attend. It is not just your working community. [1:45:32, 1:45:49]: It is your retired community and it is your community that works hours outside of a typical eight to five. This information has been brought to you as a counsel for discussion because this information has been brought to your staff to bring to you for discussion. [1:45:50, 1:45:54]: But it's ultimately obviously up to you all to make that decision. [1:45:55, 1:45:57]: All right, they have a comment by Mr. Blount. [1:45:57, 1:46:01]: One of the things I hope that we move on quickly with this. [1:46:02, 1:46:22]: is to go ahead and put it in play because I'm out there just like every every other council member. I talk to citizens. I talk to we we we're talking to people every day. And if we get a percentage of people that's saying they they want to come to early meetings, that's more than what we're that's more that that is what those are the numbers we're looking at. If they want to come to early meetings again it doesn't matter [1:46:22, 1:46:25]: how loquacious we be in our actions. [1:46:25, 1:46:28]: What we need to do is do what we need to do for the citizens of Stockbridge. [1:46:30, 1:46:32]: Okay. [1:46:33, 1:46:36]: But I have I think this I agree with you [1:46:36, 1:46:56]: When you talk about the consent agenda, I have made that recommendation several times that we use a consent agenda and that would cut down on the time. The commissioners use it regularly and it works because there's multiple items that they can vote on as a package instead of having to go down to the details. So [1:46:56, 1:47:16]: I'm with you when you say let's go to uh the consent agenda. The issue is if we want to uh cut down on the timing and the timing is is is too long, that package right there, instead of i discussing five individual items, we will be able to vote, have one vote, and that would be it. That is one that is the issue that has [1:47:16, 1:47:25]: It helps us solve the issue of how long uh the meetings are lasting. And that is what the um major consideration is here. [1:47:25, 1:47:39]: [6460.0, 6480.0]: then I would say that you will be looking at your option number three, which is a six o'clock meeting. If you move your items to your consent agenda and your voting meeting is strictly going to be that, then y there could be a recommendation for the three o'clock meeting for your voting meeting. That's just a suggestion. Yes I just if I could one [1:47:59, 1:48:19]: I would just I'm not I'm for voting at both meetings because I've seen us have situations where we needed to bring something back to the next meeting. That is allowed the progress that we've gotten done in two years. Thirty days is a long time to wait, especially for sensitive items. And and that would never be removed, but here's the thing you when you [1:48:19, 1:48:24]: You ask for um your items to be presented timely. [1:48:24, 1:48:26]: That's causing some of the problem. [1:48:28, 1:48:48]: And we've had this discussion as far as getting the items and getting the uh having to speak with finance and getting that information. We don't have a uh treasurer at this time, so it's been difficult for us to get the information that we needed for your package. We're hoping to resolve that and make sure that you all get your information timely, but that's part of it. It would never remove [1:48:48, 1:48:55]: the council from being able to vote on an item should it be required. That would always, always be there. [1:48:57, 1:49:05]: I wanna vote. All right, any other comments or we're gonna let this sink in a little bit and then come back to this matter later? [1:49:06, 1:49:22]: Mm-hmm, just one last comment and and I wanna reiterate this. Um and I work but i I can actually turn in notices ahead of time to the courts if I need to, if that's what the citizens want. But for the past four years and beyond [1:49:24, 1:49:44]: Hardly any citizens come to the to the meetings. They're watching them online and they're being recorded. That that's the meetings here at six o'clock. Unless someone's being honored or they're receiving a proclamation and then they get up and leave. For the most part, we have like we have tonight, one, two, three, four citizens. [1:49:43, 1:50:02]: here. On average no more than ten at the most. Um and we have the meetings d on video. So I just want us to consider those things, um, you know, for the for the sake of our staff time as well as citizens and everyone. That's all. [1:50:05, 1:50:24]: Okay, I think we've all had opportunity for comment here. Um and we will will you be bringing this back to council or you gonna let them get back to you before the next meeting? All right. Council, you heard that. She is expecting to hear from you. Okay? Thank you. [1:50:24, 1:50:44]: Thank you. At this time we're going to move forward and we're going to ask our city manager if he has any comments. Just briefly, I I certainly want to thank uh all of the staff who worked very hard on a number of events and initiatives over the past several weeks and also uh with the town hall uh items that were mentioned before. As you can see, we are moving things forward and we'll continue to [1:50:44, 1:50:51]: move things forward here in the city of Stockbridge and uh uh certainly thank the again the staff for their very hard work. [1:50:52, 1:51:12]: Thank you, Mr. Knighton. Uh anything else from our city clerk? Yes, I wanted to let everyone know that early voting begins at the Merrill Manders Conference Center location on Saturday, October twenty-eighth, and will continue through Friday, November third. Early voting has begun at the Henry County election. [1:51:12, 1:51:16]: Office um at Forty Atlanta Street in McDonald's. [1:51:18, 1:51:30]: Okay. Um I can't imagine that anybody still has a comment, but I'm gonna call on the city council to see if anybody has a closing comment. Please. Yes. [1:51:31, 1:51:32]: Mr. Robinson? [1:51:33, 1:51:53]: Okay. Thank you, Mayor. Um just want to thank everyone for coming out to the um we had our breast cancer luncheon, which was excellent. I want to thank uh Miss C C McGee and the event staff and again thanking my colleagues for um making that a city event. It was an awesome event as well as our first inaugural um um love walk. [1:51:53, 1:52:13]: that took place on Saturday. We had a lot of citizens and visitors that came out to the city of Stockbridge and we looked forward to that to being an annual event. And also just want to just clear with the um the meeting times. I was elected to serve, to find out what's good, what's bad, what works and what doesn't work. [1:52:13, 1:52:28]: work. So that's why I'm here and so that's what whatever it is, voting my conscience to do right by the citizens. And thank staff for always um doing um your hard work, giving us what we need, so that way we can do our job. So again, thank you all. [1:52:29, 1:52:30]: Ms. Gantt. [1:52:31, 1:52:33]: Just thank you and and have a great night. [1:52:34, 1:52:54]: Mr. Ford. Thank you, Mayor. Appreciate it. Citizens, I want to echo uh Council Woman Neat Robinson's comments about the breast cancer awareness luncheon, outstanding event, and the walk itself, participated in both those events. And so it's a great that's a city event, and I know it's only going to grow and get better as the time goes on. And yes, I am wearing [1:52:54, 1:52:58]: my pink all month long. Okay. [1:52:58, 1:53:18]: And uh so I I I love that. I love the fact that I can wear that color and feel still masculine. All right. Happy Halloween everybody and uh have a safe uh uh time uh out there if you're an adult and you go to a Halloween party, get your good costumes. If you're out there with your kids, be safe. Have reflective type of uh equipment or uniforms and costumes. [1:53:18, 1:53:37]: there where some use some flashlights and and uh citizens continue to be engaged we're going to move the city forward we will and we're doing it now and we will continue to do so and uh I will tell I'll tell you now uh 2018 is gonna be outstanding but we haven't gotten there yes yet but we're planning for it all right and you will see God bless you all thank you [1:53:38, 1:53:38]: Mr. Mlight. [1:53:39, 1:53:59]: Yes, um our staff is becoming superheroes to me. Uh that we're no longer on crutches and stop bridge. We actually got legs and we can fly. So I thank staff for everything that they're doing. Uh one of the things I want to say is that uh uh in the uh at the Murray Manders on November the eighteenth, there's gonna be an event called No Well in November and it's a toy drama. [1:53:59, 1:54:19]: drive and those toys are gonna be donated to the Connecting Henry for the citizens of uh Henry County. Um so that event is gonna be at the Murr Manage on November the eighteenth. It's a toy drive. Bring a toy. Uh one of the things I believe in uh I believe in our kids and I believe that making a child happy. Let's get back to the community and let a child smile on Christmas break. [1:54:19, 1:54:31]: morning so Meryl Menders s I think it's six PM uh it's a toy drive and it's gonna be have music fun and uh it's gonna have a good time. So bring a toy and let's uh have a kid smiling. All right. [1:54:33, 1:54:53]: Uh Mr. Alexander. Yes, ma'am. Thank you, Mayor. I want to thank everybody for tuning in. I hope we're up and live tonight. I always like to thank everybody for coming out. Uh the one thing that I want to say about me personally is that uh every single day we work to move the city forward and to get things done. [1:54:53, 1:55:13]: Uh I don't think anybody, uh any of our citizenry has ever accused us of trying to move too fast. And uh I don't think we've been doing that. I've called on this council uh many a times that we need to execute uh on items like the Art Center, uh the splash pad. [1:55:13, 1:55:33]: the youth center, many items in the city, the downtown redevelopment of the amphitheater, all the major projects that need to be accomplished in the city. Those projects require us to make firm decisions [1:55:33, 1:55:53]: Decisions and firm um commitments in order to move in that direction. There's been talk uh tonight about us, you know, not voting uh at different meetings. That slows down progress. I'm against that because I think that's something that we need to do in order to keep the ship moving forward expeditionally. [1:55:52, 1:56:11]: judiciously. So if we could just remo be mindful of uh complete determination and a pursuit of excellence and progress uh at every single meeting. I'm all for that and I want to see us get these projects off the drawing board and implement it. [1:56:13, 1:56:33]: I have two quick announcements that I want to make uh before we end tonight. One is that at our next meeting we're going to have a lot of our business, small business owners here for a proclamation and for a photograph. That's gonna happen at 530. So anyone listening, if you're a small business owner, we encourage [1:56:33, 1:56:53]: Encourage you to come and participate in that. And also Small Business Saturday is coming up in Stockbridge. We hope everyone will participate in that. [1:56:53, 1:57:13]: First day of October, 58 lives were lost and hundreds of people were wounded. Just uh an unimaginable occurrence. A beautiful memorial service is being planned in the Stockbridge community for all of Henry County and anyone who would like to attend. [1:57:13, 1:57:33]: It will be held at the Eagles Landing First Baptist Church, sponsored by Cannon Cleveland Funeral Home. It is a time, a concert, a time to come and to heal and to honor all those that were lost. And it is to benefit all of us to understand that. [1:57:33, 1:57:53]: Healing is important. We cannot give up our regular activities. We want to be able to go to government meetings and to public events without having to fear for our lives. So as you leave this evening, I would like to encourage you to stop by the table out front and pick up a card. [1:57:52, 1:58:05]: It has the details if you would share that with your business colleagues, with your church families, anyone in the community, and that will be on November 5th. [1:58:05, 1:58:07]: At five o'clock. [1:58:07, 1:58:27]: Five at five and we hope that the entire community will hope there'll be uh standing room only or overflow into the parking lot to show that Henry County does honor the people that lost their lives. So thank you so much and at this time Mr. Attorney do we have reason to go into executive session? [1:58:27, 1:58:28]: Yeah. [1:58:32, 1:58:34]: Do I hear a motion to that effect? [1:58:35, 1:58:36]: Yes, Mayor. [1:58:36, 1:58:48]: I'll make a motion that we go in executive session for litigation, personnel matters, and real estate. All right, we have a motion. Do I hear a second? A second. All right. All in favor? [1:58:48, 1:58:52]: Thank you so much. We're off to executive session. [1:58:55, 1:58:55]: Yeah, yeah. [1:59:00, 1:59:05]: [7158.4, 7178.4]: Okay, I'll do it. That's all that's all. Why are we doing? [1:59:38, 1:59:46]: Oh yeah, so [2:00:20, 2:00:40]: That's what you're gonna say. [2:00:40, 2:00:50]: [7278.5, 7280.2]: Oh, that's why. [2:01:25, 2:01:45]: So nice. That would be fun. Okay, yeah, I can still have a shirt. [2:01:45, 2:01:48]: Yeah. Okay, and [2:01:48, 2:01:50]: Great uh personal. [2:02:05, 2:02:06]: Oh yeah. [2:02:10, 2:02:11]: Okay, [2:02:14, 2:02:22]: Uh you want to make it all [2:02:52, 2:03:08]: I think I'm seeing a lot of that video, but something else you can do is leave it. [2:07:40, 2:07:43]: [7672.2, 7678.5]: Where you can go on. [2:12:16, 2:12:21]: The celebration for this last one. [2:12:30, 2:12:42]: [7990.0, 7993.1]: I tried to say that. [2:13:14, 2:13:19]: Yeah, yeah. [2:13:24, 2:13:25]: Yeah. [2:16:19, 2:16:21]: I'm still [2:21:56, 2:22:00]: And I think we're able to. [2:23:35, 2:23:37]: That was okay. [2:24:15, 2:24:20]: Very [2:40:26, 2:40:33]: [11803.2, 11804.3]: Yeah. [3:22:45, 3:22:56]: Exceed the way of working. I don't know who you talking about. I just don't have to talk to you. [3:22:58, 3:23:10]: Hey, tell you what, drop the truck, see, hear me. Where are you drop the trailer, man? Okay, we got only something. [3:23:11, 3:23:22]: Doctor shows where we've got that police open, we'll show that we'll do that on the car, right? [3:23:24, 3:23:30]: [12700.0, 12720.0]: This one right here. But that's either that. I'm not sure. I'm not sure of a hundred plus. [3:32:00, 3:32:05]: No, no, no, no, no, no. [3:32:06, 3:32:26]: I mean this is not because maybe they say our space is saying we have to go. [3:32:26, 3:32:35]: [12758.4, 12774.0]: Yes, I don't still get more because it's a company. [3:32:56, 3:33:16]: Yeah. I guess I'm working someone here because we have to do that. Some people can go out there, but even if you [3:33:16, 3:33:35]: Yeah. Go to the top and the whatever you sell is going to be board. Then when I got to I can should use something. [3:33:50, 3:34:10]: [12849.9, 12863.8]: [3:34:25, 3:34:45]: Oh no, I think we'll be all here and make anything like that. Maybe you can say how do you have that? I mean that all of the [3:34:44, 3:34:59]: And the story of the police left me is a little bit like a talk about, you know, I'll talk about stuff and how it's [3:35:02, 3:35:04]: I will speak. [3:35:05, 3:35:25]: I mean you know I I mean I know canvas are built in the team. They are looking at I don't think they treat me properly. [3:35:25, 3:35:45]: Uh no, that's that's uh [3:35:44, 3:35:56]: Yeah, you can do what can you deal with uh components that are going to be owned deal or [3:35:58, 3:36:18]: Yeah, I'm thinking how I mean they wouldn't because all of the stuff that we're still. [3:36:18, 3:36:28]: I think it's why we have to actually [3:36:30, 3:36:41]: The one I have no problem. The way that I have a problem is not even. [3:36:41, 3:37:01]: So we have to call it material section. Material section is not actually. [3:37:01, 3:37:19]: So stuff like that happened to go to regulation. [3:37:20, 3:37:40]: I think what it is is that it actually concurred. So they'll be also they don't want to have any market. [3:37:40, 3:38:00]: Yeah, couple two right with all the work. No, there's a lot of classical unwanted. So uh I think it actually tops. I think I I may I [3:38:00, 3:38:05]: But um we also [3:38:14, 3:38:22]: [13102.8, 13107.6]: Is that when you see it? [3:38:28, 3:38:47]: Yeah, yeah, all yeah, and [3:38:50, 3:39:10]: That's all that we know right up on the whole point. So that's why all the covers and trigger people don't even have that. [3:39:10, 3:39:22]: Yeah, this people have to tell them we're all not necessarily just the competition here, but you know, [3:39:23, 3:39:25]: I don't know. [3:39:35, 3:39:55]: And they like the thing on the cost of the original cheese pickers. [3:39:54, 3:40:02]: E como é que eu vou testar em players? [3:40:04, 3:40:09]: And very interesting. [3:40:11, 3:40:26]: So we got to stay on our IPs and keys and make sure whatever we're doing is not there. [3:40:35, 3:40:40]: [13242.0, 13257.1]: It was fine. Did you see that there's that first? [3:40:58, 3:41:18]: I mean that the station for some. It's like a whole lot. [3:41:18, 3:41:26]: That's what you call this out of that because you always use this. [3:41:27, 3:41:47]: Or should they put this in the house and walk and I can be sick? I believe that yeah, because they want to stay on that. [3:41:47, 3:41:53]: This will sell yeah. [3:41:57, 3:42:17]: Right. Right. [3:42:17, 3:42:28]: And you don't have to go high in this point. Absolutely. It doesn't work, it doesn't worry about the same therapy. [3:42:29, 3:42:47]: [13369.3, 13370.3]: Regarde on [3:42:54, 3:42:55]: Okay, I guess. [3:43:10, 3:43:15]: Man, we ain't had air conditioning working at all during the summertime, but it was working good tonight, isn't it? [3:43:16, 3:43:17]: It's just right. [3:43:18, 3:43:20]: One extra into the other. [3:43:28, 3:43:32]: I don't care about the people. [3:43:33, 3:43:53]: Are you missing on them? Um are you against the new ones now that's able to take the multi whatever? That's what we need. [3:43:53, 3:44:13]: I was with assignments that I got a computer tech and IVA on it for the strike and I didn't think and that's what we're considering that we need a couple of things about it. [3:44:13, 3:44:25]: This is good for serious. All this is going to do is start with small games like this again. Exactly. So [3:44:35, 3:44:45]: I haven't seen it too. [3:44:46, 3:44:50]: [13493.2, 13495.0]: I'll do the [3:44:59, 3:45:08]: [13508.6, 13523.8]: out a little bit of stuff. But it's nice here. But it will stop high off. There. That is here. It will stop high off. [3:45:24, 3:45:38]: Is that most programs not really spending necessary money just protect what it is? Um you know it's [3:45:39, 3:45:58]: You don't have those teams working with the government order to expect them to hero. So it's [3:45:59, 3:46:19]: Yes, I think we have to be a lot of people filling even to our fellow realms that air gas, if that was a much more weakness, we get still more official policies. [3:46:19, 3:46:28]: There we go. [3:46:29, 3:46:49]: [13686.6, 13697.5]: Very cool thing is gonna be still in in in play. Yeah, it's uh moving forward. [3:48:18, 3:48:38]: No, that I'm I'm saying that's that would that's a great thing. Um I mean, you know, like how doesn't break it. I mean why now that the both is [3:48:38, 3:48:58]: Oh, that worked back to me, the custom bridge did like too many growth when I left. And then after eight, eight years of coming back, you know, after my pituity was up, we'll say the custom bridge is like this wild. You know what people know in one country? [3:48:58, 3:49:18]: So they came out of the couple of bottom stimulus. [3:49:18, 3:49:38]: Right. But then that's the part they already believe well. People will ever talk about it. But I love it because if you are something really [3:49:38, 3:49:58]: So we don't want to do this. All biggest ever. The biggest world project we have. The biggest world project ever. That's great. That's great. [3:49:58, 3:50:18]: I was fighting in Afghanistan, I was fighting in Iraq, I was fighting in Kurdish and I said, you don't know about Kurdish and those are probably Afghanistan. And I say that Kurdish was a nice before you know. [3:50:18, 3:50:25]: Just like just like the red city, which is my [3:50:26, 3:50:30]: But the I have no idea. [3:50:35, 3:50:38]: [13842.6, 13862.6]: I was gonna make my change if that's how we put it in actually. [3:51:02, 3:51:18]: Fragment now, Fraggle not going to have birth and personal. [3:51:19, 3:51:29]: And when we landed, when we got there, there was no high table. All the small hairs. [3:51:30, 3:51:38]: And on it, and our orders. [3:51:41, 3:51:49]: [13912.6, 13920.8]: So we never done because I was about to [3:52:02, 3:52:22]: Well that's that's always the other side and often stories on the never looking here. Exactly. Exactly. But what they did is what they say and what they're not saying. Exactly. Exactly so. [3:52:22, 3:52:42]: It is how to have guys, I said, you know what, man? You know, I said, um one other guy that knows what they don't have to still think. So me and that is a lot of members, so [3:52:42, 3:52:56]: And um like a cap from this program, uh [3:52:59, 3:53:19]: In the couple hours we know that you know we do that here, but now that's still maybe all the um still because they're on the show. [3:53:18, 3:53:33]: But you know he you know he was playing because you know and I and I don't think I need to go out and try and do an always out of the nice guy and guys acting nice. [3:53:36, 3:53:38]: [14019.9, 14027.9]: So that he went back to the job and scroll. [3:53:51, 3:54:11]: But we have to be able to do it, we have to show that we have a personal software. And uh that might be a actually wanted because I don't really sell the time to find from Star and they don't [3:54:10, 3:54:17]: [14060.1, 14063.1]: So this is what I think. [3:54:26, 3:54:46]: Well something that comes to get the film that you're just that problem. I think it's not one but you're three, yeah. [3:54:46, 3:54:51]: That's one uh how I can uh do uh [3:54:52, 3:55:00]: It's a this important book. [3:55:03, 3:55:05]: Yeah, that's what it's. [3:55:15, 3:55:30]: And I've got a more situation like that, maybe the colour maybe like that. Oh, we should have something here and just yeah, yeah, you know, you know, both functions. [3:55:30, 3:55:32]: Well, [3:55:34, 3:55:38]: Um [3:56:15, 3:56:17]: [14189.8, 14191.0]: [3:57:12, 3:57:20]: At this time I would like to ask for a motion to end executive session. So moved. [3:57:20, 3:57:27]: Have a motion. Do I hear a second? Second. We have a motion and a second. Is there any discussion? [3:57:29, 3:57:33]: No discussion. All in favor to end executive session.
