--- title: January 30 2018 Work Session Meeting date: 2018-01-30 source: 2018-01-30_January_30_2018_Work_Session_Meeting.wav --- [0:00:47, 0:00:54]: She's sitting right here. I thought I know. [0:01:10, 0:01:11]: [ 98.5, 115.9]: Yes. [0:02:00, 0:02:10]: Is that a bench using the other? I did, I didn't know what's going on there. [0:02:19, 0:02:20]: Oh yeah, really. [0:02:23, 0:02:26]: Yeah, it's like [0:02:31, 0:02:31]: Yeah, that's true. [0:02:38, 0:02:39]: That's that. [0:03:00, 0:03:10]: I'll just say that one. [0:03:13, 0:03:15]: Well, what it is. [0:03:27, 0:03:28]: Right place. [0:03:31, 0:03:33]: [214.0, 214.9]: Funny. [0:03:45, 0:03:47]: All right, though. [0:03:50, 0:03:52]: Right. [0:03:53, 0:03:56]: Yeah, I got four or five on the call reasonable. [0:03:58, 0:04:10]: All right. Invocation. Uh I'll tell you what, uh Mr. Knight, could you we'll give you invocation to see. Sure. I appreciate it. Thank you very much. [0:04:14, 0:04:15]: That was great. [0:04:16, 0:04:16]: Well. [0:04:17, 0:04:30]: Here all wise and God, we come before your presence with joy and with thanksgiving. Thank you. [0:05:12, 0:05:13]: Yeah. [0:05:14, 0:05:18]: God invisible with the liberty and the chest of our. [0:05:25, 0:05:25]: Okay. [0:05:27, 0:05:28]: Present. [0:05:29, 0:05:30]: Here. [0:05:31, 0:05:38]: Mayor Ford, present. Mayor Pro Pim, present. Councilman Alexander present. Councilman Robinson. [0:05:40, 0:06:00]: Does the record rewrite Council in Bodington is not in attendance? Mayor Ford, you have a question. Thank you, Mayor. Appreciate it. Mayor, I move that we amend the agenda to remove items number one, two, three, four, third. [0:06:00, 0:06:12]: thirteen, fifteen, eighteen, twenty, twenty-one, and twenty-two, and to add our council's consideration. [0:06:12, 0:06:32]: To approve establishing a new division under the general fund building and s and inspection permit. Division number seventy two thousand. Second. Any discussion? Yeah, so um I guess uh I would like for the council to [0:06:32, 0:06:52]: uh consider a brief discussion on the proposed city of people's landing uh being added to this uh agenda for the benefit of the public. There's been substantial developments uh uh uh as the legislature is in session at this point and I think it would be prudent for us [0:06:52, 0:07:12]: to at least uh have a brief discussion on that to kind of give an update to the citizens so they'll know what's going on and maybe that's uh uh understanding uh the the gravity of the situation. All right there's already a motion on the floor it's been seconded unless uh the original the original of the motion is going to uh [0:07:12, 0:07:20]: make that change, I would think we'll probably just go on with the approval of the current motion on the floor. Any further discussion? Yes. [0:07:22, 0:07:42]: What what for the discussion you need to say? Right, we have a total of five minutes, more water. Well, I mean you've you've already you made a I got you already made your your thoughts, not well right right now the the discussion is on the current motion. You want to make you want to talk further about Eagles Landing? That's not on the that's not on the part of the [0:07:42, 0:07:44]: It's not on the agenda support. [0:07:45, 0:07:55]: Well I I I think that uh we have a total of five minutes. If that's not is that not correct? Well you you need to five minutes about what is speaking. [0:07:55, 0:08:00]: Oh what's the topic? Oh whatever I want to for five minutes. No no no no no. [0:08:00, 0:08:07]: We have a motion on the floor. We motion to second. You had an opportunity to say what you didn't say. [0:08:07, 0:08:10]: Oh no, no, no, if so [0:08:11, 0:08:18]: Is this irrelevant to this particular motion on the floor? Yes, it is. [0:08:18, 0:08:38]: to this motion on the floor. But he can't kind of go on and on about the reasons for discussion. And that would be a decision that the presiding officer could make. Okay. What it amounts to is that the motion was made, it was seconded. Unless there's unless the person that [0:08:38, 0:08:42]: initially put the motion is willing to revise that motion [0:08:42, 0:08:48]: I don't I would say this there's no other discussion even on this of reference to the product promotion and regularness. [0:08:49, 0:09:09]: Mm-hmm. Is that is that a point of order? Is that is that the legal basis for the the decision or is that that that's the decision of the presiding officer. You can appeal the decision. Thank you, sir. All right. Okay. All in favor of motion, please indicate? [0:09:09, 0:09:15]: Kopholes? Okay, so you get the three all right, remove all. [0:09:16, 0:09:36]: So review of minutes of the following meetings. Um December 11, 2017, December 19, 2017. Okay, just review those will be uh approving into the next uh council meetings. So unless there's any particular uh adjustments on those, we'll move on. [0:09:36, 0:09:47]: And first in public comments, please. I have public public comments from Ms. Mildred Reed. Okay, Ms. Reed. Please come forward. [0:09:50, 0:09:50]: Okay. [0:09:51, 0:10:06]: We're agreeing by 33 over one question. Just a question, what's the status of the street sweeper and the wild wind subject as a non-agenda item? Just want to bring it forward as comments and feedback. Okay. [0:10:08, 0:10:28]: Okay. You have the address. I mean are you able to answer that question, sir? Speaker offline? Okay. Okay. All right, fine. She said that great. Any other comments? Comment that Mr. Made. Okay. All right, so items one, two, three, and four have been uh were removed. Uh so we'll move down to the [0:10:28, 0:10:48]: Uh uh first I missed the item five here. What is to amend the zoning code of the city of Stockbridge, Georgia has amended to clarify certain provisions related to the planning commission, probably known as Stockbridge Zoning Advisory Board. Mr. Wade, do you may have to serve? Yeah, sorry, that's what I cleaned out um uh a couple of months ago you all uh [0:10:48, 0:10:58]: made the decision to add um an additional number to the uh voting advisory board to vote five the six [0:10:59, 0:11:19]: We actually named the members, but we didn't amend this to provide for that sixth person. So this specifically does that. It also goes on to formally rename the board of uh the zoning advisory board to the planning commission. [0:11:19, 0:11:22]: So that's all this this submitted does. Okay. [0:11:24, 0:11:30]: And then a motion to uh accept the revision for the renaming of the planning commission. [0:11:32, 0:11:36]: So Oh is there a second? A second. There you go. Any further discussion? [0:11:38, 0:11:58]: Do you all in favor please indicate? Okay. Namaste just put uh the appointment to fill vacancies on a planning commission. Your honor is a good question. This um provision um is basically meant to re uh designate. [0:11:58, 0:12:18]: made those members to the the Planning Commission with the staggered terms. These are all members of already named. But it it it just kind of readopts those as formal members of the planning commission. Okay. Any questions in reference to the reappointment of the vacancies for the Planning Commission? [0:12:20, 0:12:22]: Okay. And there are a motion to accept this, please. [0:12:23, 0:12:27]: Mayor, I move that we accept the appointments to build the makers of the Planning Commission. [0:12:27, 0:12:28]: Second. [0:12:28, 0:12:48]: Sir. Any further discussion? Yes, uh, can we call up do we have these um can we call the names of those individuals? Yeah, there's less than a resolution on how to call the ready, sir. Yes. Um Askia Abdullah um for the term ending December. [0:12:48, 0:13:08]: Stanley Moss with a term ending December 31, 2020, Shirley Wallace for the term ending December 31, 2022, Henry Bragg for the term ending December 31, 2022, and Carol. [0:13:08, 0:13:15]: for triumph into December 31, 2022. Okay. Thank you. [0:13:16, 0:13:17]: We'll do business. [0:13:18, 0:13:38]: Ordinance to amend the zoning code code. I'm sorry, excuse me. Jump the gun. I'm sorry. All right. All in favor, please indicate. Now thank you. Ordinance to amend the zoning code, uh the city of Stop Russian section one two point zero two point zero eight eight section [0:13:38, 0:13:58]: 1-A, mixed use development, uh, labor development presented by Ms. Camilla Moore. What we have before you tonight is an ordinance change in this code section. If you look at exhibit A, the document that shows exhibit A, B, and C, what it does, it makes clarification to your current zone of ordinance. [0:13:58, 0:14:18]: Which was unclear. Under exhibit A, that is what your current ordinance says, however, it leaves out an additional 20%. So you have 20, 20, 20, but you need another 20 to make 100. And so we're having issues with the development community because it's not clear if that last 20 means that they [0:14:18, 0:14:38]: They can do anything they want, including Bible or anything else. So we need to make sure that we close that gap and we need for the ordinances to bring clarity. And so that's what the particular amendment does, which is in exhibit B. So therefore, to get that 100%, we needed to divide up the remaining 20% that the current ordinance. [0:14:38, 0:14:58]: Did not speak to. So therefore, we took all the areas that you had in your existing ordinance instead of making it 20, you took it up to 25 to make sure that you have 100%. What item exhibit B does, or the ordinance change does, it actually gives you a new category called custom homes. There are some [0:14:58, 0:15:18]: Builders and developers that would like to do something a little bit different, a little bit more tailored to what citizens may want, which is custom homes. So, therefore, these are the standards under B that would allow builders to build custom homes. What Exhibit C does, it actually shows you what is currently allowed in terms of score. [0:15:18, 0:15:38]: footage because under custom homes we're asking that the standards require a minimum square feet of twenty five hundred uh a minimum uh square footage of twenty five hundred square feet. You can see on exhibit C though what people can be on that. So for instance under R one [0:15:38, 0:15:58]: The square foot is going to be from 1,000 to 1200 square feet. Under R1, 1500 square feet. Under R2, 1,300 square feet. And under R3, 1,050 square feet. And then, of course, mixed use, you have from a minimum of 1,600 square feet. But if you approve custom homes tonight, it will give you from 16 to 2,500. [0:15:58, 0:16:15]: Okay. So this section of custom homes only deal with custom homes, but if you come in under the zoning ordinance, you can deal from a thousand square feet up to eighteen hundred square feet. Okay. Any questions, Council? Or Ms. Moore? [0:16:16, 0:16:36]: Mayor. I move that we approve the ordinance to amend the zoning code of the city of Stockworth Section twelve point zero two point oh eight eight. Is there a second? Is there any discussion? Yes, please. Ms. Moore, if you would kind of clarify us, it says uh the standard percentage exhibit [0:16:36, 0:16:56]: Uh A it says 25% of the dwelling shall have all sides made entirely of brick, except these kind of corners, cables, etc. So uh the initial policy was really the imposed was three-sided brick. Is that correct? Well you keep going. See what I mean? [0:16:56, 0:17:16]: I took your A, B, C, and D. I kept those. I just added 25%. If you see your first one says percent of Williams should have all sides made a tower and break, that's what your A does under I. Your second one says 20% of the remaining units should have all sides made in tower and break. [0:17:16, 0:17:35]: That's what your B that says the same thing with clarification. Then your C says 25% of the remaining issue have mark facades. Because nobody knew what your remaining was, we cleared that up based on what we thought your intent was. So your A, 25% is all red. [0:17:35, 0:17:55]: Your B is 25%, is all brick, stucco, stucco, brick, or combination thereof. Your number three is three sides or all brick or stucco or something else. But you didn't talk about what the remaining was supposed to be. So there's [0:17:55, 0:18:15]: Therefore, we put in cement for you were silent on if you do free size and bricks, did you want vinyl in the bag? Did you want wood in the bag? You didn't speak to it. So therefore, to make sure that we didn't get any vinyl in the bag, we put in party plant. And then what Ford does, if they [0:18:15, 0:18:35]: Basically says what your three was attempting to do, it basically says that the front of your house, your facade can be brick, it can be stucco, but the three sides of that can be um fire, uh can be hardy fire. So basically that's a brick front for this, basically it would be on the front of [0:18:35, 0:18:55]: If there was 25% that we're talking about 45 in the house, then the front of the house would be brick, everything else would be flexible. And that's only for the remaining 25%. Aid would require that 25% be all bright or yes, or in speaking to that. And what's the uh the basis for the square footage? These some of these. [0:18:55, 0:19:15]: Square footage seem uh like the the thousand square feet and thirteen hundred square feet seem extremely low. So your your um ordinance hasn't been updated probably in about 10-15 years. So these would be square footages that you would probably have seen back in the 80s. So in the early 90s. [0:19:14, 0:19:34]: But the reason why we didn't address those because they actually fall under the residential code, which means that you gotta do all of your residential RA, R1, R2. Because we have developers that are waiting, we decide to basically address that issue of custom homes right now. [0:19:34, 0:19:54]: While we go back and then look at bringing the square footage in terms of minimum square feet in terms of heat and floor area into compliance in terms of what the standard is today. So if someone wanted to come in and they wanted to build, you know, a thousand square foot house, they could do that under right now because that is what your minimum allows. If someone wants to come in and [0:19:54, 0:20:14]: 1300 square feet, they can do that right now. That's what they're doing allows. What we're saying though is that for those uh companies that want to do something a little different on the custom homes, because custom is supposed to say you're unique in something different, then we will go up to 2500 feet. But to answer your question, yes, your minimum. [0:20:14, 0:20:34]: Square footage is very low. Yes, it does need to be updated, and yes, it is on our agenda as we revise the code. So if if you were to recommend a minimum square footage, what would you recommend? And it it's possible today to make a change in that correct? If we amended this emotion? Well [0:20:34, 0:20:54]: do something uh because when you build a thousand square foot home or a twelve hundred square foot home those homes bring down the value of properties in the area and right now the door is wide open so if people know that we're getting ready to pass restrictive codes then they might want to submit a plan to get up under the door but if we address it today [0:20:54, 0:21:14]: With some sort of minimum square foot requirement, then we could protect the value of homes in the city, which is one of the things that I personally wanted to see happen because we uh we we have uh allowed some things in the city in the past that we just should not have tolerated. [0:21:14, 0:21:34]: and we need to send out a clear message to developers when they read our code that certain things are just unacceptable and we just have entirely too many starter homes in this community. So could you is it possible for you to make a recommendation on a on a minimum square foot to close that hole today? Well I could [0:21:34, 0:21:54]: But what I would probably like to suggest if you would give me two weeks, I can actually go back and bring you what everybody else's is and what the standard is. Because what everybody's doing right now is a minimum of 1700 square feet. But I would rather you see what your surrounding jurisdictions are doing in terms of their base on their different zoning classifications. [0:21:54, 0:22:14]: As you give us the two weeks that you may have a better objective, a better idea of what the market and what everybody's building based on those owner classifications. But you know, typically the minimum is 1700 square feet, but I would like for you guys to see. Yeah, good idea. [0:22:14, 0:22:34]: This has already been on the books, so if anybody was going to try to come under the umbrella at this point, they they could have done it long before today. This has already been on the books. These have already been the standards. These are just to be to modify them point three to to now. They've still already been on the books. So if anybody wanted to come under the umbrella, they would still be able to do it because we haven't changed changed the orders or anything on these. [0:22:34, 0:22:54]: So I I I say give you two weeks to do what you gotta do because they could've came up came out of it anyway. This is not urgency. They can change it. It's to do it right. So they you know, it's it's nothing that hasn't already been existing. So I I say give you two weeks and you can break it break forward. Oh two weeks to do five weeks, yeah. [0:22:54, 0:23:14]: Square footage. Yeah. So I might have to talk about it. Yeah. Because he it's a square footage. I don't know if um if I'm going to write just a square footage to amend the different sections of or this, we just have to see what portion. Right. So what we're talking about is is is tablets for another two weeks and not not. We need to if it has to go before planning. [0:23:14, 0:23:34]: condition for them to see those uh recommended changes but because it is recommended an ordinance change on those code sections then it would have to be taken until after the planning condition meeting which is February the um 15th. All right. Okay. So then it will be your meeting after that. [0:23:34, 0:23:54]: Let's make sure we're clear. I'm here. The custom home piece. Oh, that's fine. Right. Yes, that's fine for you uh to uh make some determination today. Okay. The other zoning districts with the minimum square footage is those items will likely be probably summary by the planning commission first before it's brought back. [0:23:54, 0:24:14]: But given the sentiments of what I what I hear from the council, we'll make sure that that moves along uh expeditiously, uh following our standard procedure going through the planning commission and providing you with some additional information on those uh number square footage. I will uh make a motion to move forward. [0:24:14, 0:24:15]: Yeah, this is it. [0:24:17, 0:24:35]: All right. And a motion on the floor and the second is to approve it as it is right now. So just any further discussion. All in favor of the motion? Is it okay? There you have it. Opposed. Okay. [0:24:37, 0:24:57]: Council consideration to approve the ordinance in many slavery of the digital code with respect to the procedures for prepared agenda books section two point zero four point zero five zero and speaking rules section two point four point one hundred easy uh you all have your packet and ordinance um [0:24:56, 0:25:16]: which would amend two parts of your code. The first part relates to how agenda packets are prepared. Previously, about three years ago, the council changed the ordinance. [0:25:16, 0:25:36]: To uh in response to the situation at the time uh which prevented uh members of council from having an item to place on the agenda. So the council adopted a provision that would make it a formal right. Um that situation has since uh was [0:25:36, 0:25:56]: And so what what this does is it resets the uh situation to what it was prior to that. And it provides that the order of business of the council at all regular or adjourned meetings shall be as set out in the agenda prepared by the city manager and submitted by the city clerk for such meeting. [0:25:56, 0:26:16]: Um now the actually I don't think that's the I'm sorry, I read the wrong one, so forgive me, but it would reread it. That was the older version. It says the word business of the council at all regular or adjourned meetings shall be assess out the agenda prepared in accordance with the policies established. [0:26:16, 0:26:36]: Established by the city council, by the city manager, and submitted by the city clerk for such meeting. So what that would do is that would it anticipate the council coming back and setting up a procedure pursuant to which the agendas are to be prepared. [0:26:36, 0:26:56]: care that that policy would incorporate elements of what was distributed to which is the timeline for when agenda items are due. Um so there'd be a set of timelines for for the staff to follow, a set of timelines for the council to follow, and some process for making sure that [0:26:56, 0:27:16]: uh items are placed on the agenda prepared uh appropriately. So um so if this is adopted we would anticipate bringing that policy back for you all to adopt and that policy would would guide how the city manager and the staff prepares agendas for the future. Okay before you leave for Kilma. [0:27:16, 0:27:36]: This this this agenda outline, this is something the clerk has been doing for some time. So this is really nothing new. This has to just have to be adhered to. Yes, sir. Okay. And then the other thing is that in reference to the agenda items, this is a process in which I believe that I, as a mayor, will sit down with the with the city manager. [0:27:36, 0:27:56]: manager, the primary staff to work through the agenda process and and assure that what's on the agenda is what we need to sort of look at or or have for me to run the meetings to sort of look at. Alright, just wonder, yes sir. Yes, I have a question. I want to uh understand so the public can understand what's [0:27:56, 0:27:57]: So [0:27:58, 0:28:18]: Uh the intent overall intent that you said this is a two-step process, correct? There will be something action taken today and then it will be followed up by subsequent action to put things in point. As a council member myself, how does this affect my ability, which I currently have, to put I [0:28:18, 0:28:38]: Items on the agenda. Let's say I wanted to put an item of discussion uh about a park or anything on the agenda. How does this change affect that? Does that take that right away from individual council members or how does that work? [0:28:38, 0:28:58]: place items on the agenda would go away and would be replaced by the policies that you all establish that guides how items get put on the agenda. So that right, that is that is my point. So what is what will happen is these the council members will basically be surrendering their right to put [0:28:57, 0:29:17]: items on the agenda to a collective body to to approve or to have a collective unit approved. So as we move forward, I think about this as an item where we we were thinking about adding districts to the city. Now have we ever got to the point where [0:29:17, 0:29:37]: We're adding districts to the city and I represented a specific area by approving this measure in two steps. I, as a district representative, would not be able to ask for a particular bill or something for my particular district, or as it currently stands. [0:29:37, 0:29:47]: There is no decision, there's no, all of us would have to agree or there would have to be a consensus in order to place any item on the agenda. Is that correct? [0:29:49, 0:29:50]: [1791.2, 1811.2]: I guess that's you know a broad way of saying that. You know, again the idea is part of the issue is that the reason why that provision was put in there is because you had a situation where you had a an an individual who was refusing to allow items on the agenda. This changes that sort of a more collaborative process. And uh [0:30:11, 0:30:31]: uh so that you know I we have a procedure pursuant to the knowledge items would would be flow through. Um and and yeah generally if it's an item that doesn't bubble up from the staff for whatever reason then it would require some consensus and council to place it on the agenda and and [0:30:31, 0:30:51]: really doesn't change the dynamics because just as you saw today, council proposed to move item to the agenda with with the just a majority vote anyway. So it doesn't really change that dynamic in it what it's intended to do is streamline how agendas will put together. Right. Yes sir who writing things to bear. [0:30:51, 0:31:01]: Mayor and Council, I would like to get support from the Mayor and Council to add the following verbiage to this policy. [0:31:02, 0:31:22]: All agenda items provided from staff must be attached with supporting documents to the city manager's office according to the agenda document deadline schedule. Also, all council members' agenda items must receive [0:31:22, 0:31:28]: consensus from the city council to the city manager's office accordingly. [0:31:29, 0:31:36]: Uh Mr. We just spoke to some of this and I'm just gonna reiterate some of the things he said. Um [0:31:37, 0:31:57]: It is obvious to me that number one, uh all documents supporting agenda items are not getting to the city management office, therefore to the city clerk's office uh in a timely manner. Uh and you mentioned too adhered to this policy. So I'm here today. [0:31:57, 0:32:17]: To ask council, and I think staff is here to hear this, that uh we're holding all of us accountable to make sure that all agenda items are accompanied with those uh supported documents. And what this also does is helps the clerk's office. [0:32:17, 0:32:37]: To prepare the books with all documents in a timely manner. Therefore, when we get our books, we're able to read, study our books, and when we have questions, it allows us to reach back out to staff to get all of the questions. [0:32:37, 0:32:57]: Answered. So therefore it expedites timing uh at our meeting. So yes, um some of this policy is in place, but I'm here today asking for support from council to add this verbiage to that policy and to all staff and council. [0:32:57, 0:33:17]: To adhere to the addition of this policy uh to this uh to this code. Okay, out of curiosity, there's no motion on the floor. We didn't make a motion. This is all discussing right now because my presentative is um question consent, yes sir. Well, after you speak, I am asking for support and I am asking for a motion to [0:33:17, 0:33:37]: adopt this policy. Yeah, but we haven't gone through the whole document though just yet, but I think we still got the fact that correct. Um uh the question though you said council consensus that is that is what is that council members does that include the mayor in that consensus or how how does that look well Mr Wheaton did ask answer this but the mayor is a part of [0:33:37, 0:33:57]: City Council. Okay. Okay. Uh and it goes back to my my previous comment about sitting down with the the uh with the Asset City Manager and turning on to the process to come to be part of the process of buddy's responsibility or involved in that process there. Okay. Um any other discussion on this point thus far? Yes. [0:33:57, 0:34:16]: Yes sir. Well to make things clear for you all that are sitting here, one of the things that was flawed with the process that we've been going through is that we can have a council meeting or a work session and we'll find ourselves sitting down opening up a book where we have five or six items on there because [0:34:16, 0:34:36]: we was allowed to go directly to our city clerk and say, hey, put this on the agenda, put this on the agenda, put this on the agenda. And next thing you know, we have a a line full of items on there. And at the end of the night when we leave about 10 30 at night, every you know spend all these agenda items are added. And so what it does, it helps us to have a process in place. [0:34:36, 0:34:56]: To help us govern ourselves also in a process of how we get the paperwork in, what we need to get in, and that's and it keeps us in line with what we need to do in order that order is put in place. And also that you all will be sitting here all night with you, you know, trying to because we, you know, council members want to put so many items on that to discuss. Well, a lot of things can be discussed. [0:34:56, 0:35:16]: discuss behind closed doors also or here at City Hall before going on agenda items before going on discussion here. And so when it comes to you all, some items. And so it it helps it helps govern us in a way that that those agenda we can't go directly to a uh a city manager city uh clerk and be [0:35:16, 0:35:22]: bombarded with so many agenda i agenda items, it gives us a a process in place. That's what it does. [0:35:22, 0:35:42]: Um I want to make this note too. Right now the current process for speaking on these items is really no more than five minutes and no more than twice unless we get a council consensus. So and I'm not keeping time per se, but I just want to bring up that's what we currently are working under right now. Okay. Any other discussion? I just agree with you. Okay, go ahead. I just want to uh [0:35:42, 0:36:02]: Make a point is that I'm not really sure and I think members of the public probably understand what's going on here. Is that we are going through policy such as this when there's such urgent crises into the city, we're dealing with uh you know uh [0:36:02, 0:36:22]: 50% of our city being split up. We're dealing with uh trying to get an art center off the ground, a youth center off the ground, park that we spend so much of our time talking about policy and procedures in this council. Really what it comes down to is that you as an elected body want us to make decisions. [0:36:22, 0:36:42]: And adding more bureaucratic language and operating procedure slows down the process, is really what it does. You know, you wonder why Washington operates the way that it operates, because there's so many layers of bureaucratic uh layers of process. [0:36:42, 0:37:02]: Right now, I could have one of you all come to me and say, Mr. Alexander, we got a problem in my neighborhood. I can put that item on the agenda to discuss for your community at large, if that's a major issue in your community. This policy takes that away and adds another bureaucratic layer. [0:37:02, 0:37:11]: It may have to go through a committee, it may have to go through the council. It has to take steps in order to do that. I've been sitting on this council now for two years. [0:37:12, 0:37:32]: and two for four years. And you know, we've been talking about the same items, the youth center, the art centre, a lot of other things that we've been talking about. But we spend too much time working on minute processes and uh individual uh gripes and agendas who uh you know surround [0:37:32, 0:37:52]: trying to make the policy, I place items on the agenda. I speak up for who I am and this community at every opportunity. And if there's something that this council has not brought forward, I put it on the agenda. I would do so because those items need to be in the purview of the community so that you all can understand what is going on. [0:37:51, 0:38:11]: I asked myself, what is going on with the fact that we have, you know, we've had numerous meetings going about the art center. If the art center is not moving forward, we have, we talked about it at the retreat the last two years. We talked about various city projects the last two years. This right here does absolutely nothing. [0:38:12, 0:38:32]: in order to make that happen. It'll it's in the process, but it adds another bureaucratic layer to what we're trying to do. I believe five minutes about it. Yes sir. All right. All right. Mr. Mayor, yes sir. Just a clarification of what you mentioned earlier, here it states uh three minutes twice rather than five minutes. [0:38:32, 0:38:52]: But that that that's part of the amendment, right? Yeah, that's the next piece of this. I mean I'm I'm not I'm talking about the one we already approved for family, but this is a revision of that. That's not revision there. Okay. Mayor, yes Mayor, if I may, real quick, um in regards to the ordinance and and in regards to what the what the city attorney had to say. [0:38:52, 0:39:12]: We're basically trying to streamline the process. As you know, we have meetings from 6 o'clock to 10 o'clock to 11 o'clock or different times. And it I think we still get a lot done by going through and going through our city manager. We now have a great new, a revised charter. [0:39:12, 0:39:32]: a city manager form of a hybrid between city manager and mayor form of government. And it allows us to utilize our city manager and our staff in the most efficient way. And what that is is if there are some things that we want to put on the agenda, they should be researched first. [0:39:31, 0:39:50]: We should have all the facts, we should have everything together, and once we have those, then the the city manager will do his diligence on those and speak to council and then they go onto the agenda. But we right now are are literally trying to perform with one voice and make things straightlined. [0:39:50, 0:39:53]: and and done in an efficient manner. [0:39:53, 0:40:13]: I think we've done with the discussion of this part so far. Sir, could you continue? So yes, sir. So that that's the first piece of this ordinance. It relates to the agenda preparation process. The second piece relates to the speaking rules for the council meetings and it's also designed to kind of streamline. [0:40:13, 0:40:33]: On the process of considering items before the council. And the the main piece is it deals with the amount of time that the members can speak. And it changes it from right now. You have the opportunity to speak for five minutes, no more than twice. What this does is it allows [0:40:33, 0:40:53]: a member to speak for three minutes unless the consent council is to extend beyond that. But you can't reserve any portion of your time for additional opportunity to speak. So you're really just speaking once up to three minutes. And then if it goes on to say only one minute shall be allowed for rebuttal if being necessary by the design. [0:40:53, 0:41:13]: Officers. So again, just to avoid some of the uh kind of sometimes with all due respect to all the members of the council, sometimes we tend to talk some things to death. Um but but that that's what it's it's designed to do is to streamline the discussion for our meetings and and kind of going back [0:41:12, 0:41:27]: to the first item if the agenda items are prepared you have all the additional information should reduce the amount of time you know back and forth because you have all the information from the very beginning. So that's what the two pieces do. [0:41:29, 0:41:35]: So we've already talked really about the first piece. Now, out of curiosity, is there a discussion on the second piece here? [0:41:37, 0:41:57]: Okay. Now for no discussion second piece, and I guess in a sense we need a motion uh to accept it these these changes along with the amendment that uh uh councilman uh Thomas wanted to make. Mr. Mayor, if I could ask the councilman to in terms of the amendment, did you intend for that? [0:41:57, 0:42:17]: be part of the policy that goes along with this that will come back to the council or do we want that to be part of the workings? Well at this point I I would say policy but uh it's the wish of the council um I'd like just for it to be uh evacuated um at the guidelines for [0:42:17, 0:42:37]: Yes sir. Right. Yes, I just uh see this is the first basically hearing of this particular ad that we have actually heard. It kind of uh what it really does is that uh my fellow council members just said, you know, uh that they were tired of having items being presented to them. [0:42:36, 0:42:56]: them right now. We ready to vote on something we just heard about five minutes ago, which is exactly what we just got through talking about. But I guess this is what gives it is that in some instances that is okay. This was just proposed new language that we just heard about five minutes ago. [0:42:56, 0:43:16]: All right. So on that note then I guess the question would be at least I would have the question is this something that we need a further table for further discussion at a later date. I don't know if maybe the retreat action or whatever the case may be. I mean no motion has been set in stone just yet. Yes, ma'am. I have a question. I have any direct questions. [0:43:16, 0:43:36]: to the attorney as to what language changed from what was presented to the council in their documents previously. There was a copy of this item in the book. So what specific language changed? One was the end of the parent in accordance with the policy. [0:43:36, 0:43:56]: established by council. That was not in the prior regulator. And then the other piece referenced the uh speaking only once for three minutes, up to three minutes, and only allowing one minute for remote. Those were the the the changes from what was in previously in the packet. And this [0:43:56, 0:44:16]: Okay, so and then of course what would happen is that if we go further that would be the potential amendment that uh councilman uh Thomas had wanted to add in this case, which was not originally in here. Yes sir, but I understand at least from what he said stated that that language would be part of the policy that comes back to [0:44:16, 0:44:36]: That you will approve that a subject. Not part of this particular ordinance. It won't be in the language of the ordinance, but it will be in the policy. Okay. So I'll I'll write as an ordinance that stands in this uh there's no other there's no other and no other changes per se out of normal because nothing else has been specially highlighted. Yes, sir. [0:44:36, 0:44:56]: I'm I'm sorry, yes sir. You have some no nokay good. I have a question. So today in order to do this motion, go ahead and and make this motion. Uh make the motion based off of the ordinance that it is written here. But in addition to that, can I go ahead and add [0:44:56, 0:45:16]: That we are including the policy language for those two things. How do we how do we vote on that? I think one way and you can have a separate motion to direct the staff to prepare the policy which will improve the language submitted by Councilman Thomas. So that that could be two different motions. One to improve this language. [0:45:16, 0:45:36]: I want to direct the staff to prepare the policy in accordance with the languages provided. Okay. Mayor. Yes, Mayor. I move that we um approve the language to direct the staff to approve the language for the policies that was stated by Councilman Thompson. [0:45:36, 0:45:48]: Yes. Um that's my first motion. Okay, is there a second? Is there any further discussion? All in favor of it. Could you restate your motion? [0:45:49, 0:45:52]: I move to approve to direct staff. [0:45:53, 0:46:00]: to draft a policy that includes the language that Councilman Thomas stated. [0:46:03, 0:46:23]: And it's also the second. You did that, sir? Yes, sir. Okay. Your Honor, if I could just clarify that the direction is to the city manager and not the staff. Oh to the city manager, sorry. All right. Any further discussion? For clarification sake, so then this is what we're [0:46:23, 0:46:43]: we're voting on today and then there will be a subsequent vote on the policy on the policy and that's coming up next. Correct. That's my understanding. Well the the the vote on the policy will come back at a future council meeting um maybe even the next council meeting. But the but the next vote would be on the actual ordinance that's before you. Okay. [0:46:43, 0:46:44]: Yeah. [0:46:45, 0:46:48]: Any further discussion? All in favor, please indicate. [0:46:49, 0:47:09]: All those? We ma'am. Yes, ma'am. I move that we approve the ordinance amending the Stockfish Municipal Code with respect to the procedure for preparing agenda books for council meetings and to repel conflicting ordinance to provide to provide effective date and for other purposes. [0:47:10, 0:47:30]: I said. Okay, so this ordinance state's agenda book. Correct? It doesn't say agenda, it's a agenda book. So is this change of policy? Or is that I is that assumed or is that interact? We can revise that that's just under title, but at the end of the day it's [0:47:30, 0:47:37]: It's the same thing. Further discussion. Yes. Ready? [0:47:38, 0:47:40]: When we sit in these council meetings. [0:47:41, 0:48:01]: I come here to get things done. I don't come to make a mockery of my colleagues. I don't come to make a mockery of the city. I hope that we can sit here and just get things done. That's my company. Okay, any further discussion? All favor motion, please indicate. Opposed? We want. Okay. [0:48:01, 0:48:01]: Move off. [0:48:03, 0:48:15]: Okay, council consideration to approve resolution to adopt Marlin and Jenkins as a city auditory to form the city's FY 2017 audit. Mr. Williams, please. [0:48:15, 0:48:35]: Um Mr. Mayor, we have in front of you the same resolution that we need subsequent years. And all it does is that you designate multiple things as the city's auditor to prepare the audit for the fiscal year ending December 31, 2017. Okay. [0:48:35, 0:48:35]: User emotion. [0:48:36, 0:48:48]: Mayor, mayor, I move that we approve approve the resolution to appoint Mogman Dencons as city auditor to perform the city's fiscal year 2017 audit. Any further discussion? [0:48:48, 0:49:00]: All in favor please indicate. Okay. All right. Council consideration to approve an ordinance and uh recombination of the flats presented by Ms. Moore. [0:49:01, 0:49:21]: Yes, Mayor, maybe the council I will discuss item ten and eleven together if that's possible because we're rated. In November 2017, a mayor and council approved a rebound case of various. One second, please, before you go. If you do that, don't we do two separate votes for that? Yes, sir. Okay. I'm just discussing that. Okay, sorry. Okay. [0:49:20, 0:49:40]: Right. Um in November 2017, you approved the rebuilding and advanced pertaining to this property, which allowed the applicant to actually uh reestablish the cafe for caravan hammer over this area. Since that was adopted and approved, the applicant now needs to actually [0:49:40, 0:50:00]: To divide the parcels so that she can operate the cafe on one parcel, leaving the house and the other community on a separate parcel. And so therefore, before you tonight is an ordinance that allows her to do that, and in your package, you should see the final plaque that shows the subject. [0:50:00, 0:50:01]: Okay. [0:50:05, 0:50:25]: So the first item is approved the ordinance. Okay. Did you you've uh we need to vote on that now or you're gonna go on to the second part? Uh I'll vote on that now. Well I I prefer you vote on the second piece first. Um so that uh because the ordinance really is is for perspective for the for the future, but um we've [0:50:24, 0:50:38]: it's possible to vote to authorize the uh the staff to process the bottom platform three carrying the lane. Do you need to discuss that in any more particular okay, so the so we go to item number eleven? [0:50:40, 0:50:57]: So I sense I'm that's it's council consideration to approve final plan of one of three carry main lane in a land lot thirty six of district district. Property consists of uh point two seventy seven acres. Okay, so so moved. So moved. So moved. Okay, any further discussion? [0:50:57, 0:50:58]: I'm just saying. [0:50:59, 0:51:14]: I I I read it, so I I I did the motion. It was not supposed to be said some uh some excuse me. Second. You got a second. Sorry, sorry. Second. There we go. Thank you. Any further discussion? [0:51:15, 0:51:20]: Okay, all of everybody's okay? Okay, Shenanels. Okay. [0:51:21, 0:51:24]: Now we go to uh point number ten. [0:51:24, 0:51:44]: Council consideration to approve the ordinance of okay, recombin uh recombination of the plaques. And you mentioned something about the uh putting them again, separated them, I guess this yes sir, so just a motion to approve would be an order. Okay. Any emotion on that, please? Mayor, I've asked that we approve the ordinance in regards to plaques. Okay. [0:51:44, 0:51:48]: So there you go. Any further discussion? [0:51:49, 0:51:50]: All favor, please in the cake. [0:51:51, 0:51:52]: All bones. [0:51:55, 0:52:02]: Okay, four. Okay. [0:52:04, 0:52:24]: Okay, I have your council consideration to approve the resolution selecting vendor CM Bottoms and Sons incorporation for the annual maintenance of vacuum cleaning and pumping and disposal services in the amount of fourteen thousand eight hundred forty dollars. Mr. Aaron, please. Yes, Mr. Mayor. Ah Mr. Put out an RFP for these services and CM. [0:52:24, 0:52:44]: Rogers and some of the lowest bidder, but this is an annual uh operation that occurs it comes out of the wastewater treatment maintenance budget. And periodically, quarterly they're going back to our recent accumulated debris out of the lip station. So we're just asking you to approve. [0:52:44, 0:52:48]: Alright. [0:52:50, 0:53:05]: Any motion in motion to accept this um the service of the mouth? Okay. Is there a second? A second. I'll give this to Scant here. Um any discussion. [0:53:06, 0:53:10]: Discussion. All in favor of the motion please indicate. [0:53:11, 0:53:15]: Okay, so again it's okay. [0:53:16, 0:53:21]: I have here um move on down to uh [0:53:24, 0:53:44]: Council consideration to approve resolution selected a vendor of groundwater services incorporated proposal supervision of drilling two test wells at Reeves Creek walking trail in the amount of thirty-one thousand five hundred twenty dollars, which is splot funded. Mr. Aaron, please. Yes, sir. And and SPLOSS, I think C had allocated thank all four million. [0:53:44, 0:54:02]: for well accelerations and and we're drilling these two wells to supplement the city's water supply to reduce the amount of water that we purchase from here in the county and we're asking counsel for bearing counsel for approval this vendor. Okay. Any comments or discussion from Mr. Eric? [0:54:04, 0:54:06]: No. I need a motion, please. [0:54:06, 0:54:25]: Mayor, I move that we approve the vendor groundwater services inc for proposed service supervision of Drew that's the right one, right? Yes. Okay. Of drilling of two test wells at Reeves Creek Walking Drill in the amount of thirty one thousand five hundred and twenty four. [0:54:26, 0:54:46]: Any discussion? Yes. Real quick just for the public to know that we're we're doing this to to make sure we're trying to do all we can as a city to make sure that we can get our own resources when it pertains to water, because right now we're getting 60 percent of our sixty-six-five percent of our water is is coming from Henry County. So if we can [0:54:46, 0:54:46]: Okay. [0:54:47, 0:55:07]: test our grounds and see if we can lower the water bill by having our own. This is what this is all about right here. So this is why we're spending this money to to uh just get some conclusiveness if you will with the testing that that uh that's the same. Yes in the in the package that I submitted to everybody for every one hundred gallons a minute of water you produce [0:55:07, 0:55:27]: yourself, it reduces the water expenses we buy from Henry County by seventeen thousand dollars. So it it makes good sense financially if we can become more self sufficient. Good deal. Any further discussion? All in favor of the motion please indicate? [0:55:27, 0:55:47]: Okay. One closes you down is appreciated. Council discussion. Discussion of supplier diversity policy. Mr. Alexander, please. Yes, I would like to call it. [0:55:47, 0:56:07]: Council consideration approve establishing a new division under that one? Right. And number 16. Right. So all the order. Right. Okay, excuse me. All right. Number 16 again. Okay. Council consideration to approve resolution for site engineering engineering change, order number one about 47,000. [0:56:07, 0:56:27]: Original contract was two thousand six hundred sixty sixty seven thousand five hundred and fifteen. Proposed amendment contract to three fifteen four sixty-five. Mr. Aaron. Yes, Mr. Mayor. Uh the city has put out an RFP for some stormwater repairs. There had been ten [0:56:26, 0:56:46]: stormwater projects that were identified when the city first started the stormwater utility. And we bidded out four of those projects, but there are additional projects and these are three of those projects and one of them is Creek View Overlook, the other is on Escalade Drive off North Hemory and the other one is Garden Walk where we have [0:56:46, 0:57:06]: some uh subsidence in the road and some driveway, so we want to go in and repair those. And we're doing another change work because we've got good unit prices and we weren't sure of the funding we have available in two weeks projects, but the funding is in place. So we're requesting permission to move forward with the additional small water project. [0:57:06, 0:57:26]: Okay. Is any discussion for a question for Mr. Motion, please? Mayor, I move that we the we approve a resolution for site engineering change order number one in the amount of the$47,950 for stormwater improvement projects. Sir [0:57:26, 0:57:30]: Okay. Any discussion? All favor please indicate? [0:57:31, 0:57:51]: Wonderful microphone. What's that? Uh I I noticed we were talking about doing uh streaming and everything. I don't see a microphone or anything. Is it okay, so this is going out now, as we see. Okay. And we have an additional we added uh two [0:57:51, 0:58:11]: The uh to the agenda. Council consideration to approve uh establishing a new division under fund general fund building inspections permitting division 7200 presented by this war. Yes, sir. Mayor County have authorization for the city to take over buildings, uh services from the county for the [0:58:11, 0:58:31]: However, when we're doing the budget process, we have to create a division from a budgetary perspective. So they're here, we have the revenue strains, but we don't have the budget for us to pay them. So we need to create the division officially so that we can match the revenue strain with the expenditure. [0:58:31, 0:58:51]: Okay. You kind of lay that out for us a little bit in terms of the the money that we're talking about for the funding. Okay, uh as you know, the city entered into a contract called Athens, which is the fund that works with us in the building division. So therefore they do plan to do, they do [0:58:51, 0:59:11]: uh inspections and they also do permitting and they do the engineering portion of the plans. And so beginning November 1st that meant that all of the filters, anyone who wanted to do permitting in Stockbridge would now come to Stock Bridge versus going on to Henry County. [0:59:11, 0:59:26]: And so therefore we've been transitioning from the county to Stockbridge and we have the staff there, but we need a division, because they are a division, in order to keep up with all of the accounting as revenues come in, expenditures go out. [0:59:27, 0:59:47]: Well I guess my third question was can we kind of explain to the public what financial uh benefit or dollar amounts that we br we're gonna bring in and how much we're gonna be spending. Okay, so for instance, uh in the prior uh service movement strategy, uh Henry County did all of the permitting, all of the [0:59:47, 1:00:07]: And therefore they kept all of the revenues. So, what this means right now is that all of the revenues will come to Sybridge and then we will pay the consulting firm that does the work. So, give an example. We have one project that one check was written for thirty-five thousand dollars. So for that one project, um [1:00:07, 1:00:27]: In the past, that$35,000 would have gone to Henry County and Stockbridge would not have gotten it up. As it is today, the$35,000 comes to Stockbridge, and then out of that we pay the consultant for doing what they do, and then we keep the remainder. So it becomes a revenue generator for the city, thousands of dollars. [1:00:27, 1:00:47]: That we would not have had access to before. And the council made a decision to capture that revenue strain and to bring those revenues into the city of Stockbridge. It also allows us to control our own growth, our own standards, and what we expect from the development community as it relates to Stockbridge versus the county doing that for. [1:00:47, 1:00:57]: I think like that it was sixty forty and then as the revenues increase it goes to fifty fifty. [1:00:59, 1:01:12]: You through the uh questions from the case. Uh Charlie County is sixty and the city is forty. And then I think once we cross the threshold of two hundred thousand dollars per month. [1:01:14, 1:01:34]: Twenty. Twenty thousand, then it goes to fifty. Twenty thousand dollars per month. I think so. And we've already crossed that threshold for this one. So it has to be recurrent each and every month, twenty thousand dollars, or once across at one time? Yeah, well for I I I have to look at the contract every month, every month that it crosses twenty thousand dollars that it splits fifty. [1:01:34, 1:01:51]: And we've already crossed that two months on a row. We've crossed that eighty seven. All right. So I need a motion to accept this uh this particular move. Okay. Any further discussion? All in favor please indicate? [1:01:52, 1:02:12]: Now we've back on track here, council discuss discussing the supplier diversity policy. Mr. Yes, I'd like to call on our city attorney uh who has uh previously looked into uh this particular subject. Uh there was a couple of policies that he and I personally had discussed, uh one that was [1:02:12, 1:02:32]: Created by the city versus uh the Hill and County uh policy. Uh to be inclusive, uh we we just want to make sure that I personally just want to make sure that uh small business owners in the city are have a piece of the pie. Uh we want to make sure that. [1:02:32, 1:02:52]: Our veteran-owned businesses, our small, uh women-owned businesses. Uh you know, we want to make sure that all small businesses, including minority businesses, have a uh piece of the pie when it's available to them and that they meet the criteria for the city. So I [1:02:52, 1:03:12]: I've asked Mr. Williams to look into the various policies to see what we could do to make sure that we were small business friendly and to make sure that we're inclusive of small businesses. We all understand that small businesses are the backbone of America and we have seen an explosion, especially. [1:03:12, 1:03:32]: In female-owned businesses, and we want to make sure that we're doing everything possible in order to support that. So Mr. Wings, would you be able to kind of uh review the policy choices that we have before? Yes, sir. In your books, you have the original uh policy that has been prepared for [1:03:32, 1:03:52]: To consider a couple of years ago, I don't think of December before the council is kind of a preparedness at staff level, at Councilman Alexander's request. And what that does is it's an aspirational policy, meaning that what it provides for a [1:03:52, 1:04:12]: Goal that at least 25% of the value of all contracting opportunities in the city be awarded to qualified minority business enterprises, women's business enterprises, who are disadvantaged business enterprises. It's just a goal and then it sets forth a procedure. [1:04:12, 1:04:32]: Um uh actually I should say sort of a policy of encouraging businesses to work with various entities to get those opportunities out there with the hope that by being more inclusive in advertising and and encouraging our prime contractors to work with those businesses that over time [1:04:32, 1:04:52]: 25% would be achieved, but it doesn't require specific performance. A few months ago, Henry County adopted their own supplier diversity policy, and there are two key differences between the Henry County policy and what you have before you. [1:04:52, 1:05:12]: For instance, that we give account of policy included veterans-owned businesses. So one option would be to, in addition to the BBEs, MBEs, and WBEs, in here we would add a B O B, a veteran-owned business, as part of the goal. The second difference between veteran. [1:05:12, 1:05:32]: And what Henry County did was Henry County had a local preference, meaning any business in uh Henry County would be eligible for a local preference. And bidding, if their bid was within 5% of the lowest bidder, so that would be an option to. [1:05:32, 1:05:52]: Including in your policy if you so choose. Now the local preference applies to any business, regardless of whether it be a minority-owned, disadvantaged, women-owned, or veteran-owned. Um that's something again, if y'all wanted to go forward with this policy, we could bring back something that [1:05:52, 1:06:12]: That you all can consider adopting. And there are different ways to do a local preference. One way is to get the staff discretion so that they may award it if they're within 5%. Another way to do it is rather than looking at 5% of the lowest bid. [1:06:12, 1:06:32]: or you could award the points in the in the bidding evaluation so they would get enhanced points. There are a number of ways to do it, but this is all something that would be within the council's discretion whether we want to explore doing something like this for Stockbridge. [1:06:32, 1:06:52]: Like everything, there are pros and cons. Um you know of course I kind of spoke somewhat to the pro side. I on on the cons side, the you know, part of the issue with the city our size and and perhaps other staff is because you know our budget really isn't that big. And so our [1:06:51, 1:06:56]: ability to impact in this area is is limited. [1:06:57, 1:07:17]: So I think again that's something within your discretion. Additionally, for local businesses, there aren't a lot of local businesses sort of that that that would typically uh supply local governments like ours and study how much of an impact the local preference would have again that subject to debate. [1:07:17, 1:07:37]: But again, that's just before we all for consideration and look forward to answering these questions. Well I'd like to speak to that just a little bit. I would like to say some some things are just common sense, ladies and gentlemen. I think Henry County in this instance and Commissioner D. Swammman's kind of led the way all that we have been doing. [1:07:37, 1:07:57]: Discussing this for two years. I actually thought we had this in place when her motion came forward, but we did not, and it wasn't brought before. Um we talk about even on the common side, the city's budget is near$10 million, right? The simple mask says$2.5 million as a [1:07:57, 1:08:17]: small business person if I could tap into$2.5 million I believe that would be a significant amount for any small business or disadvantaged business to tap into. So uh if we could move forward with that or you might be to bring something back to us. I would like to hear with uh the mayor thought probably and the rest of the council because uh [1:08:17, 1:08:37]: This is a policy that is is inclusive. We talk about diversity and I think Councilwoman Gannett has a diversity initiative that she's going I mean Mercury has a dip initiative she wants to talk about later on and you know it's good to pass resolutions where they'll definitely support that resolution when it comes up. [1:08:37, 1:08:57]: Have to have actual policies in place to actually make inclusiveness a part of the city policy. And with this particular initiative, that's what we can do. Southbridge is a very diverse community, and this is what we need to do in order to, you know, the walk the walk and talk to talk. So I'd be interested in [1:08:57, 1:09:06]: It's one hours uh long as that we don't put the expectations beyond [1:09:06, 1:09:26]: Well they can anticipate. The majority of our general fund budget is for salary operations. The amount that we do in contracts, I think what the attorney was saying is that because our budget is eight million, the percentage that we would use to ward and sewer, the type of vendors that would be able to compete for those. [1:09:26, 1:09:46]: Are not typically local. And unlike the county, the county has such a massive area, it also has a larger budget. So I think that as long as the council understands that it is that we're striving to do that, but I don't want someone to come in and say, well, you know, you put out an RFP for a firm. [1:09:46, 1:10:06]: to come in and specialize in and dealing with water and sewer and there are no local companies. And so somebody says, well let me create me a company because I want access to the money. Because it says that if I'm local I can do it, but yet they don't have the qualifications to actually come in and deal with water and sewer issues. [1:10:06, 1:10:26]: So I just want us to be with the public to let them know that the amount of monies that we put out for BID, they should have an opportunity to go after it, but I just wanted them to understand the reality of what the contract and the dollar amounts and the categories that that were probably RP to speak to. Absolutely. [1:10:26, 1:10:46]: Since we're a diverse view that will give some opportunities for for people who come forward that are highly qualified for those contracts for that business. And and we can tell them to take a look at it. Right, and I think the I think what Mike spoke to in terms of what I've typically saying is on the point scale, which means that all [1:10:46, 1:11:06]: us are required to do a point evaluation 10 point 15 points and then what a lot of jurisdictions do is for the MVP or local they give the points so they get those points because then if you're not local you don't get it but when you look at the total sum of what qualifies a person to win a bid you're looking at maybe [1:11:06, 1:11:26]: various components that actually recommend that level. Okay. Yes, sir. Thank you, Mr. Mayor. Uh I am for one that also believes and support minority participation in our fear process. I think once we get into the pros and the cons, I think because we can meet somewhere uh middle ground and create something. [1:11:26, 1:11:46]: That will uh lend itself to minority participation in our being process, I would be in favor of that. But again, I think we have to look at the pros and cons and try to leave something on the ground and have to go. Um I am familiar with lawsuits that were stained from uh these type of uh uh [1:11:46, 1:12:06]: Programs. Okay, any other comments from the council? Yes, we're at one of the things I'm used to, and I I deal with a lot of DBE and minority businesses right now on the legal side, and let's say you look at a DOT contract or something to that extent. One of the concerns I have and [1:12:06, 1:12:14]: and I hands down support minority businesses and and you know, helping small businesses. But one of the things that um [1:12:16, 1:12:36]: Uh we do have to be cautious and aware of is making sure that someone isn't subcontracting work out and stating that they're doing specific work based off of an RFP request. So I'm assuming that our staff is equipped to do research and make sure that it's someone actually who owns the building, operates [1:12:36, 1:12:56]: They have to actually operate and control the money of it just as they would do in any federal government institute for our liability purposes. Right. I think those are the types of things that we would need to mull over research and ensure that if something was brought before you that it was tight enough to achieve [1:12:56, 1:13:16]: The goal that you're seeking is along with local preference items as well. Because I've seen in my experience the local preference issue become challenging, shall we say, based on jurisdiction, and what you don't want to do is limit opportunities for other businesses, say in surrounding areas or in other jurisdictions or [1:13:16, 1:13:36]: or or other counties from bidding on projects you know in the city of Stockbury because we do want a larger pool uh or as large a pool as we possibly can have. And so I think there there probably, as Councilman Thomas mentioned, there may be a little ground there, an area that might be able to be reached if this is something that you want us to research for. [1:13:36, 1:13:56]: Yes sir. Uh in on in then in that respect, because I think I came to you a while back uh with a minority business that wanted to do some work in here and those are some of the center that you told me pertain to that. So I I feel comfortable that something will be worked out collaborating and that we can meet a middle ground on what we need to do as part of that area. [1:13:56, 1:13:56]: [4437.9, 4457.9]: Okay any other comments? No. No problem. It's for discussion. Next discussion is Well sorry, I'm sorry. If we could just when when can we bring something back? We might be able to have something. So uh how much time do you think it is? Two weeks, months? [1:14:17, 1:14:25]: Two months. How many month? A month? March twelfth. March twelfth. March twelve it is. [1:14:27, 1:14:34]: February. [1:14:35, 1:14:45]: March twenty eighth. Okay. March March twenty. I'm sorry, March. March twenty seventh. March twenty sixth. March twenty sixth. All right. [1:14:47, 1:14:53]: All right, now discussion of embracing diversity resolution and stock risk community. Mary Fortnite Cast, please. [1:14:54, 1:15:14]: Yes, thank you, Mayor. Um this resolution is something that I have um a couple of months have thought about doing. Um there's no secret here that we're in all African American Council and from time to time we hear on Facebook in different places [1:15:14, 1:15:32]: And people acknowledging the fact that we're this all at all African American council where's the diversity. And in general, we are I I want the public to know that we are a council that represents all of Stockbridge, every race, color, creed, religious. [1:15:32, 1:15:48]: background um young and old and it is important to know that we're professionals and we're here to work for what's within the best interest of Stockbridge no matter what color we are and that we are all capable of doing a great job. [1:15:48, 1:15:50]: But in addition to that [1:15:50, 1:15:58]: Um we have several events. We have a lot of nice events in the summertime specifically and other events that we are now doing within the community. [1:15:58, 1:16:18]: And upon research in various articles, I wanted I've heard the cr I've heard the cry, I've read the stories, I've heard people's comments, whether they were directed towards me or they were just talking um and in passing. And this resolution is a resolution that I hope my council members [1:16:18, 1:16:38]: Members would support and it states that we are a welcoming city. There's a welcoming welcoming national program. It's about a hundred dollars, I think. And I've I've told the executive assistant to go ahead and use my counseling mission to for us to join here within the city of South. [1:16:38, 1:16:57]: And that I believe the City of Atlanta has joined as well as the Decatur. And we would be one of the smaller Atlanta metro areas right now, one of the first two to actually join as well. And what it basically is stating is that we would embrace we embrace diversity. [1:16:57, 1:17:17]: Uh we build upon a welcoming and neighborly atmosphere atmosphere in our community. We are also welcome, accepted and integrated. And for community efforts, we promote understanding and collaboration between our native born and our foreign born community members are crucial in encouraging and preserving. [1:17:17, 1:17:20]: Mm-hmm. [1:17:20, 1:17:40]: And it also encourages big business leaderships, civic groups, and other government agencies and community institutions to undertake their own initiatives beyond this resolution to make Stockbridge not only a welcoming place for new residents from our other countries, but also a center of worldwide. [1:17:40, 1:17:50]: commerce and that includes economic development. This is the resolution. However, as part of my initiative I plan on and want [1:17:51, 1:18:10]: a committee to join forces. I'll be out on a hunt looking I I've I use the term I've recently used the term noise arc in a sense. And it's interesting I say that because what I'm looking for is a variety of people of all ages, young and old. [1:18:10, 1:18:11]: All races. [1:18:12, 1:18:17]: All nationalities, all religious backgrounds, all sexual preferences. [1:18:18, 1:18:26]: And I say that to say I would love to form a committee that would simply look at whether they're looking at one of our flyers [1:18:26, 1:18:37]: and they seem to uh and for them to give our th uh this is just an example. Someone would come and look the committee will look at a flyer of ours uh where we're promoting um [1:18:37, 1:18:38]: The [1:18:38, 1:18:42]: city concert event and then they'll look at the headliners. [1:18:42, 1:18:48]: and we get detailed information from the community on what we get [1:18:49, 1:18:55]: a variety of people of all ethnic back uh backgrounds, whether for the food trucks or you name it. [1:18:55, 1:18:57]: to come and participate. [1:18:57, 1:18:59]: As one stop bridge. [1:19:00, 1:19:00]: So [1:19:01, 1:19:05]: I I would just ask for your support for that. Okay. [1:19:05, 1:19:21]: Yeah, you got a motion and you want to put a motion into discussion. I'm gonna do that, sir. Mayor, I move that we approve the resolution um for the welcoming of Stockbridge Diversity. Discussed. [1:19:21, 1:19:41]: No, no discussion? Well let me let me add this white paper for let me add this in. Um I for the last day and a half spent some time downtown the State of Latino Conference, the very first conference of this type. Um uh uh actually organized by the Latino American Association here in the Atlanta metro area. And part of the talking [1:19:41, 1:20:01]: dealt with uh uh employment, education, economic development, things of this nature for the Latino committee, community, excuse me. Now, one of the talk one of the speaking sessions dealt with welcome cities. So you mentioned Decaden, Brookhaven and Norcross, all three mayors were part of this particular conference, this hour-long discussion about what [1:20:01, 1:20:21]: City and the whole concept that you're developed that you're indicating here that we just uh moved through the motion for the second. So so there's a move forward to do this across the land of the metro area. And and during my conversation last day and a half, I've without a doubt highly talked to folks about what we do here for the last couple of years, bridge class region has been and how that's been such an [1:20:21, 1:20:41]: A good successful activity for our community during the Hispanic Heritage Month in the fall. And of course, I know it's on the program we do this again for a third consecutive year in the falls budgeted. And I explained it to folks. Some folks that I've talked to knew about it have been down here, some have not. So that's a good idea. So that's something to indicate. [1:20:41, 1:21:01]: Whether we have a welcoming environment, welcoming the folks, new folks diversely showing into the community and bringing folks to our downtown area. So I just want you to know that the council and the system know that this welcoming city concept is moving the foot across the Man of Metro area and the arsenies that are involved in this, this is a good thing for us to do it. Okay? Any other comments? [1:21:01, 1:21:03]: I want to please in the case. [1:21:04, 1:21:08]: Okay, good deal. Thank you. Well [1:21:09, 1:21:14]: Okay, what I have now is actually um Congressman Sudan. [1:21:15, 1:21:25]: So thank you, Mr. Mayor. Very briefly I want to uh welcome uh Shannon Thornton, uh City's public information officer to our first work session. [1:21:28, 1:21:30]: Okay, a great deal of uh [1:21:30, 1:21:50]: good knowledge, experience, and a lot of thoughts which we have discussed over the past several days. So we're looking forward to the wonderful things that she will bring to the city of Stockbridge. Uh second thing I would I'd like to uh uh mention uh also some time ago I think I sent a letter to the Norfolk Southern about a quiet zone actually meant to put [1:21:50, 1:22:10]: This in the memo I sent to you the other night. Um they did uh contact us back about taking the next step and and they've assigned one of their staff people to work with us through this process. So this is the next step. Long way to go. But we got the acknowledgement to take the next step in this process. Could you uh explain to them what [1:22:09, 1:22:29]: Sure, sure. Yes. Um Mayor Mayor counseled um uh several months ago, um I think it may have been Heck Bridge Fest is when uh uh everyone was having a good time and and all of a sudden the train comes by, you know, blaring their horn. And so there's a process to go through um [1:22:29, 1:22:49]: Very extensive process, but a process to undertake in order to request and potentially get approved for what is called a quiet zone. And there's again a very long process through Norfolk Southern that would, if approved, ultimately, would provide for uh the railroad as it comes through to use. [1:22:49, 1:23:09]: certain um signaling, uh certain apparatus to keep people from going through uh those particular crossings and they would not glare their horn as they go uh through uh what what would be downtown area here. Uh so that's what we're trying to pursue and working with Norfolk Southern and uh they've contacted us to take that next step. [1:23:09, 1:23:25]: So we're looking forward to hopefully uh having a successful successful conclusion. Um uh it the process can be challenging, but we are going to give it our very best effort. Absolutely. Thank you, sir. Appreciate that. [1:23:30, 1:23:50]: Councilman. Council Brothers. Uh I just thank you everybody for coming. Uh just know that that um we as council members we all have one vote. So everything that has to be achieved here has to be done collaborately in order to pass and move to see it forward. So uh with your help and your input. [1:23:50, 1:23:58]: That this council will come together, we all move in one way, and that's for the collaborative effort to make things happen. I think everybody comes out. Appreciate it. [1:23:59, 1:24:19]: Mapleton, yeah. No comments. Councilman. Yes, ladies and gentlemen, I always like to thank everybody for tuning in and always I'd like to see citizens come out and partake in the democratic process. Uh I want to thank absolutely everyone for coming out today and I want to say to you all, you know, we're in the battle of our lives. [1:24:18, 1:24:38]: The 50% of our city is at stake here. And we must stand firm and we must react in a way that lets everybody know that we love our city. I just want to stand up and wholeheartedly thank all of the nearly 100 citizens that came out to my town. [1:24:38, 1:24:58]: Town Hall meeting. I want to thank the mayor. I want to thank Councilwoman Gantt, I mean Councilwoman Robinson for coming out to the town hall and just understanding the feedback and the love for the city of Stockbridge and all of you who came. It was magnificent to see all of those people on the stage saying keep Stockbridge together. [1:24:58, 1:25:18]: If you haven't seen that video, it is extremely powerful to see what we can do. And at that point, I think uh I'm calling on everyone in uh in in the city to to to get involved in the process and I'm calling on the city to react. I'm calling on the city to uh [1:25:18, 1:25:32]: uh get billboards and to get signs and to get and to we continue to make more t-shirts and knock on doors so we can let our citizens know that within the next sixty days ninety fifty percent of stock breeds could evaporate. [1:25:32, 1:25:40]: And you know, I think that the more that we can get out that information out there, the better we are because it matters. [1:25:41, 1:26:01]: When voters speak, politicians listen. And that's what this is. This is so much bigger than the state of Georgia. What it is is that every single city in the state of Georgia can be impacted by what affects Stock Bridge. I've heard from officials all over the state who wanna back us because of what is going on and [1:26:01, 1:26:21]: And they know that they could be next. Reach out and thank you so much to keep Stark Bridge together. Okay, thank you, Council, for your comments, and uh we're gonna stay together without a doubt. We're gonna win this battle. Hallelujah. So, what I want to mention to you, citizens, this is the first time that we've had a work session in this room. So, first opportunity. [1:26:20, 1:26:40]: to do this so hopefully you enjoy the closeness. Hopefully this will be an ongoing thing that the council will adjust to and we'll continue to make progress in the process. I want to tell you I understand today is is is is the third of January, but I want to tell you since it's our first work session, happy new year to everybody. And happy new year to the fact that this is going to be [1:26:40, 1:27:00]: A very successful year for the city of Stockbury, extremely successful year for everybody that's involved here, for you citizens. We're gonna make things happen. We'll have a very bright future. [1:27:00, 1:27:05]: The great work of our city clerk. That's a holiday personal. [1:27:10, 1:27:30]: See, it it looks easy and that means a great job is done uh because everything is gone pretty pretty smoothly. But there's a lot of work involved in it in terms of the logistics with uh our IT provider uh and with others to make all of this happen. So she and our staff did a tremendous job. Good deal. I want you all to keep your faith in the council because we're gonna do great things for you and we'll show you by your [1:27:30, 1:27:41]: about our actions. For you football fans, make sure you watch the Super Bowl and and pull for the Philadelphia Eagles. All your support by the Eagles, right? [1:27:42, 1:28:02]: They hurt Tom Berry Brady, but he said of Tom Brady's evil. On on that note, let me uh let me take a couple of things here and what I'll come immediately. Main Street Advisory Board meeting February ninth, uh at nine AM right in the Levi Room. Council meeting next uh Monday, February twelfth, six PM in the in the council chamber. [1:28:02, 1:28:22]: Funding Commission meeting Thursday, February 15th, 6 p.m. in Levi Meeting Room. Downtown Development Authority meeting Monday, February 19th, 6 p.m. in the Levi Conference Room. Main Street, uh, Martin Luther King Senior tribute to Daddy King at Cockbury. [1:28:42, 1:29:02]: Fibrary, February first, 2018. I guess we did a I guess it's all day session for that one. And the Main Street Business Boot Camp Retail, February 26th. More information to follow the Main Street uh uh section for that as well. On that note, all the all the announcements, that's the other announcement we can make. There are mayor mayors. I have an announcement. Yes, ma'am. [1:29:02, 1:29:12]: I wanted to say um on behalf of the city happy third anniversary to our South Bridge Main Street. Um the city to close [1:29:12, 1:29:32]: The Main Street program on their third year anniversary and note some of the highlights of the program. The banner in the downtown district that you all may have seen and also those banners that are commemorating the King Legacy along Marvin's King Senior Heritage Trail. The free Main Street movies bringing hundreds of Stockbridge families downtown. [1:29:32, 1:29:52]: The Little Free Libraries at Reeves Creek Trail in Cochrane Park. The partnership with the library system featuring our bombing and summer children's programming. The historic marker at Floyd Chapel Baptist Church. They've identified historic sites for future development, hosted small business boot camps in partnership with [1:29:52, 1:30:12]: The UGA Clayton State led the Shop Small Business Saturday initiative, hosted Stockbridge stories events, hosted numerous ribbon cuttings and grant openings, participates in Georgia City's week's activities, and they are leading the RSDP initiative to redesign the downtown area and also. [1:30:12, 1:30:20]: Leading the Stock Bridge Branding Initiative, and these are just to name a few. So Takira Harris Branch, the program manager. [1:30:21, 1:30:23]: Stand up ladies. [1:30:31, 1:30:51]: Thank you very much. Appreciate it. I'll stand. I'll stand. Okay. Mr. Turner, like witness, executive session, sir. Yes, sir, for litigation personnel, real estate.
