[2:16:10, 2:16:30]: I was told that it was going to be torn down even before the um celebration of what was what took place. I was aware of that. So I just wanted you to know that even with that being said that we're gonna have buildings um with this council we're gonna have a lot of redevelopment in our downtown area. So just [2:16:30, 2:16:50]: just know coming from me that I'm gonna stress I'm gonna support the initiative for Miss Carrie May to have a name um on a building, even if it's not the cultural center, it may be a youth building. But at the end of the day, Miss Carrie May will be honored um by this city long as I'm sitting in this seat, will have my vote. And I could be vote [2:16:50, 2:17:10]: voted out differently in the future that could happen. But I just want you to know that that's where we're standing with this and I just want everybody to understand because with you coming back and forth, um this resolution could change. And I just don't want you to think that just because I mean we're if it gets voted on today that it's the end of it. The next coming [2:17:10, 2:17:25]: Council could come and change that. And I just want you all to have that understanding of um where this is. So I just don't want a misunderstanding, but this is where we are because I don't want Miss Kerry May name to be political. I just don't want that to happen. Thank you. [2:17:26, 2:17:28]: Thank you. Uh and Mr Alexander. [2:17:28, 2:17:48]: Yes, uh, I just want to m say that to the family and to everyone in attendance. Uh just understand, just like Councilwoman Robinson said, all of us up here, five and not just three of us, five of us concur that we should name A Building after Miss Carrie Mayhambury with because of this the uh tremendous service [2:17:48, 2:18:08]: That she delivered to the community. The question at hand for us is we didn't uh, as Councilwoman Robinson said, didn't want this politicized. Why is this issue coming up now all of a sudden? I sent an internal email to the council just generally saying, okay, why don't we consider uh a national [2:18:08, 2:18:28]: Name uh change for the facility or just in general for a building to be named after Martin Luther King Senior, which is Daddy King. But please know that there's going to be multiple buildings built in this facility. In my in my way of thinking, in my eyes of seeing things and the way that they go, we don't know [2:18:28, 2:18:39]: what we're gonna build today. We don't know what's gonna be built on that site. We haven't had uh the studies done, we haven't had any design done, and for us to go ahead and move forward [2:18:39, 2:18:59]: If that is the will of the council with deciding what we're gonna do with that facility would seem very premature because let's say we had a youth facility or a boys and girls club uh come to Stockbridge. Would we like to have that facility named after Miss Hambrick because of her tremendous sponsorships for different [2:18:59, 2:19:19]: different um sports leagues in the si in the city and such. I'm committed today to uh verify that we will name a city building after Miss Hamburg and uh Reverend um Dr. Martin Luther King Senior. I'm I'm committed to doing both of those because both of those residents live right here in the city. [2:19:19, 2:19:39]: And there will be more than one building. There was no need to rile the community up and to think that we were trying to um uh disrespect Miss Hamburg. No way, no shape, form, or fashion were we ever going to do that because we have multiple buildings and rest assured that we will name one of those buildings for Miss Hambrick and [2:19:39, 2:19:44]: And I would like to see another one named for Doctor uh for Daddy King as well. [2:19:45, 2:19:49]: Okay, thank you. Is there any other discussion? Yes. Mm Mayor Neil. [2:19:49, 2:19:50]: Um [2:19:50, 2:20:10]: I just want everyone to know that the resolution reads at the la at the end, whereas the building was recently demolished to make way for a new building and whereas the city desires to continue its honoring of Miss Hambrick by ensuring that the new building is also named in honor of her. [2:20:11, 2:20:31]: Okay. So I just want you to know that is our intent. That's what we place there. That that building, the h old Hamilton State Bank building that was in honor of Carrie Mae Hambrick, has been demolished and that a new building our intent is and the desire is to honor Miss Hambrick there. So I just want everyone to know what our resolution [2:20:31, 2:20:32]: Thanks. Thanks. [2:20:33, 2:20:35]: Okay, any other discussion or comments? [2:20:36, 2:20:42]: Yes, one last. Again, first name go to Miss Robinson. Again, as I stated. Nothing changes. [2:20:43, 2:20:46]: We are this c council right here. [2:20:47, 2:20:48]: Committed. [2:20:49, 2:20:56]: it could change and I don't want any of you to think that we did not want that to happen. [2:20:57, 2:20:58]: Thank you. [2:20:58, 2:20:59]: Okay. Mr. Blount. [2:21:00, 2:21:02]: I just wanna say this to everyone here. [2:21:03, 2:21:04]: in the dynamics of [2:21:05, 2:21:09]: Anything pertaining to this city, anything could change with a new council. [2:21:10, 2:21:15]: You elected me for my position and my seat to take a stance for right now. [2:21:15, 2:21:19]: I don't have any eyes for the future. I have eyes for right now. [2:21:20, 2:21:25]: And if this is what I want right now, any counselor that comes in after this, that's on them. [2:21:25, 2:21:30]: I don't look out here in this crowd and see people rounded up. I see citizens out here that are concerned. [2:21:31, 2:21:38]: They're concerned about they're concerned about a servant that I've read about, never met her. I never met Martin Luther King. [2:21:39, 2:21:50]: I went to a s bo uh a a boys club called Bellwood Boys Club. And like I said before, to this day I have no idea who Bellwood was, but when they built that boys club I was there. [2:21:51, 2:21:58]: And if we're gonna build anything on that site that's a multi use facility that's gonna facilitate and serve our community, [2:21:59, 2:22:11]: then I think that it should be named Carrie May Hamburg. So I say for right now, for me, I'm not looking into the future because I may not even be voted back in, but for me, for my seat, [2:22:11, 2:22:13]: I'm for Carrie May Hamburg. [2:22:14, 2:22:15]: Where? [2:22:15, 2:22:20]: Okay. Um at this time if there are no other comments, all in favor? [2:22:21, 2:22:21]: So [2:22:23, 2:22:25]: All right, unanimous, thank you so much. [2:22:25, 2:22:28]: Now then we're going to go back to item one. [2:22:29, 2:22:30]: And Carl, um [2:22:31, 2:22:34]: Uh the auditor from Malden and Jenkins. [2:22:41, 2:22:44]: Well good evening. Can I close this? [2:22:46, 2:23:01]: Didn't know if I was going to cause something to go off. Um appreciate you having me here. Um again, as you noted earlier, I'm here to discuss the uh alternative fiscal year twelve thirty one sixteen. Uh just highlights to mention to you. If I'm in your shoes, I'd want to know the highlights. [2:23:01, 2:23:07]: Uh first thing people always want to ask is, is it a good report? I've already had a couple of y'all even ask me that yourselves. Is this good news? [2:23:08, 2:23:23]: I have good news to tell you. Number one, our audit opinion is clean. It's what we call an unmodified opinion. Um, you all had a very good year financially. Uh you took in a lot of revenues from a lot of different sources and your expenditures were much less than your revenues. Not too many cities can say that. [2:23:23, 2:23:26]: We serve eighty seven cities currently and [2:23:26, 2:23:34]: I'd say y'all are in the top five when it comes to looking at the fiscal soundness of your revenue stream and your expenditures. You all do a very good job. [2:23:34, 2:23:38]: You're also the only community I know of that does not have the property taxes that so many others do. [2:23:39, 2:23:39]: Hallelujah. [2:23:40, 2:23:51]: And that's that's a that's a great thing. I mean I I hope people know that. I mean this is a very unique thing to have a city without these kind of property taxes that every other city has, that every other city I serve leans on, has to have. [2:23:51, 2:24:03]: Um for you all to not have to do that is hats off to you. Um your public safety costs, and I know you've had a lot of discussion about public safety. Your general fund this year only spent one hundred and thirty five thousand dollars on public safety. [2:24:04, 2:24:09]: Um I know you've had some issues when it comes to the courts and the revenue stream. When you look at the net net of things [2:24:10, 2:24:17]: Public safety net net costs you only one hundred and thirty five thousand your general fund. That's pretty astonishing. [2:24:17, 2:24:22]: Okay. [2:24:22, 2:24:23]: Um [2:24:23, 2:24:33]: But again, you had a really good year. Uh your general fund came up with positive fund balance. All your funds are looking really good. You've got general fund has about fifteen million dollars in fund balance. [2:24:33, 2:24:46]: About eleven million of that is cash. That's a really good thing. You're sitting here in very good posture going into the new year to be able to be proactive with all the initiatives, the things you were talking about a moment ago about building new facilities, new infrastructure. [2:24:47, 2:25:06]: You've got the wherewithal to take any kind of steps forward that you want to without having to wait for seasonality of revenues and that kind of thing. So that's a great thing to be able to talk about as well. Another thing that I would highlight to you just in general terms is the altered itself. W this is a a larger document than you've seen in the past. In the past, what you all have always had is [2:25:06, 2:25:14]: The minimum service required by the state and by generally accepted county principal, that is a basic set of financial statements with footnotes and a little bit of supplementary. [2:25:14, 2:25:34]: This year Linda took the effort to come up with ten years worth of comparative data to create what's called a comprehensive annual finance report. In la what we call this in our industry is it's called a CAFR, C A F R. And you all now put together a CAFFR. Um that's above and beyond the call of duty. You're doing more than the minimum and you're giving you yourselves [2:25:34, 2:25:46]: 'Cause a lot of y'all are new to the council. If you ever wanted to kinda look at this thing in a little different perspective, you've got ten years worth of comparative information in the back to see how you compare today with what you looked like ten years ago and the time in between. [2:25:47, 2:25:59]: That's a really good thing. Not every city does a a conference or annual financial report. That's that's outstanding. It takes a lot of effort, especially in the first year to do that. Future years it's easy to update it. You drop off an old year, you put on a new year. [2:26:00, 2:26:20]: But it took a lot of work to get there and I understand from Linda that they've submitted this, that you all have submitted this report to the uh Government Finance Officers Association, which is a large trade organization out of Chicago, and they're gonna grade your CAPR to see if you can get the Certificate of Achievement for the Excellence of Finance Reporting. I think it'll meet that standard. Um I think it's again hats off [2:26:20, 2:26:21]: Ja. [2:26:21, 2:26:30]: Uh just those are just the highlights. Um again, I I am here to answer any questions at this point to see if anybody's got any questions about the numbers or anything about the audit. [2:26:30, 2:26:42]: But again, I was trying to make sure from your standpoint, what would I want to know? You're in good financial shape. You had a really good year, you got good fund balance, a liquid fund balance, and that that's a really good thing. So [2:26:42, 2:26:50]: We do now uh plan to take questions from our council members. If you have questions, uh please speak up. We'll start with Mr. Alexander. [2:26:50, 2:27:10]: I just want to make sure everybody understands the the question. I think your intent was to say that we uh spent one hundred and thirty five thousand dollars uh on public safety, but our citizens are taxed through the county. And they pay milli uh uh almost two million dollars uh in in in in [2:27:10, 2:27:30]: County taxes for that service. So I don't want to have everybody think that we're right. And secondarily, I want to make sure that we confirm what the fund balance number is. Your fund balance in the general fund is fifteen million nine hundred ninety thousand. [2:27:30, 2:27:47]: And that is that is over a hundred percent. So whatever we'll counter contemplate almost almost two hundred uh well about a hundred and seventy five percent, hundred and fifty percent. If you look at fund balance compared to your uh revenues, it's probably about one and a half percent uh hundred and fifty percent. If you look at it compared to your expenditures of the past year, [2:27:48, 2:27:50]: It's actually more than three hundred percent. [2:27:51, 2:28:08]: So you've got a large fund balance to carry yours your your s expenditures you had this past year and the general fund are five and a half million. You could go three years just about without having the first revenue come in to carry yourselves. Again, it's a great position to be in. Um you're exactly right that the public safety is not for free. [2:28:08, 2:28:11]: But when I look at what most cities have, a lot of cities [2:28:12, 2:28:22]: are sitting around forty percent when you look at what their cost of public safety is. They look at their overall situation, they're sitting here with say ten million dollars and four million, that's going toward public safety. [2:28:23, 2:28:25]: If you all are getting the service through the county. [2:28:26, 2:28:30]: And that's up to you all to decide. I'm simply talking about numbers. But if you get in the service [2:28:31, 2:28:36]: So you'd only have one hundred and thirty five thousand or five and a half million dollars worth of overall expenditures. [2:28:37, 2:28:40]: I know no other city that can have such a comparability kind of number as that. [2:28:41, 2:28:45]: And so again, you have to evaluate the qualitative nature of that situation. I'm not here to do that. [2:28:46, 2:28:46]: But uh [2:28:47, 2:29:07]: It's a really, really good looking set of financial states when you take that into mind. Yeah, but the only point was I was making was that it's um like probably like two million one hundred thirty five thousand when you look at what the county what what the citizens are paying. [2:29:06, 2:29:10]: business. And so, you know, with you all being an incorporated area within this county. [2:29:11, 2:29:23]: Uh yeah, it's a big ticket for everybody. But when you go to McDonough, when you go to Hampton, you go to the other places, they've still got their own public safety cost. Right, right, uh on top of what the county is providing any form of service. Absolutely. [2:29:23, 2:29:25]: Very interesting to say the least. [2:29:25, 2:29:28]: Um we have a question from Ms. Robinson. [2:29:29, 2:29:33]: Since she was saying we're financially sound and you made you [2:29:34, 2:29:37]: Make the remark of saying that we're talking about buildings. [2:29:37, 2:29:40]: Um so we're in a financial position. [2:29:41, 2:29:56]: to go ahead and move forward with things, correct? Is that what you're saying? But I'm saying but when you look at your cash and your investments that are all both very liquid and you look across the general fund, your downtown well not downtown the SPLOSS funds [2:29:56, 2:30:01]: and you look at a few other government funds, you've got about twenty seven million dollars worth of cash and investments. [2:30:01, 2:30:11]: That gives you a lot of uh strength to say we'd like to go ahead and get started on some things. We're not having to wait on a future revenue source. We're not gonna have to wait on seasonality of revenues. [2:30:11, 2:30:16]: to a certain degree. Now I c you can't sit here and build a seventy five million dollar facility necessarily. [2:30:16, 2:30:20]: Right. So again I don't know what the cost of these facilities are gonna be that you all might do. [2:30:20, 2:30:21]: But [2:30:21, 2:30:24]: I look at this when I look at your overall financial names, I look at it, I see strength. [2:30:25, 2:30:45]: I see a good situation right here. We're not going to put it somewhere else. We're going to do what we say we're going to do. Because I don't want you all to just, you know, our citizens [2:30:45, 2:30:55]: us to continue to keep keep coming and keep coming when we're you've basically stated that publicly so that way we can do what we say we're gonna do. [2:30:55, 2:30:56]: I would say so. [2:30:56, 2:30:57]: That's so sorry. [2:30:58, 2:30:59]: Anyone else have a question? [2:31:01, 2:31:06]: Mr Fulward. Thank you, sir. I appreciate the the report. Obviously it's very good news. [2:31:06, 2:31:20]: And obviously uh we're tasked to make sure we do good things with what we have. And I'm pretty sure we're gonna do exactly that. So thank you for your efforts and thank the council for uh working together and and making things happen all last year and the early part of this year to make this happen. So I appreciate it. [2:31:20, 2:31:28]: Any other c comments from any council? Yes. All right. First we'll go to Ms. uh Gantt, I believe. Thank you. [2:31:28, 2:31:33]: I just want to commend um Linda Neighbors for doing such a great job. Um [2:31:34, 2:31:47]: even as finance chair and throughout in every single step she's been there day and night getting these things together and um we could not have done it without her and I just want to thank you for doing an excellent job at getting us where we are today. [2:31:48, 2:31:54]: And and if I could, if I could piggyback on that that thought, that statement. Uh you know, I've only been serving you all about five years. [2:31:55, 2:31:57]: Uh this is definitely was the most pleasant. [2:31:58, 2:32:00]: audit that I've been through with you all. [2:32:00, 2:32:18]: When I think about where we were five years ago, we had a lot of issues here that had to be dealt with, a lot of accounting issues. Things weren't getting reconciled. Things were completely out of order on the financial side and there was a lot of time invested getting it right. You all are in the best shape you could possibly be right now when it comes to having good accountability and and that's [2:32:19, 2:32:22]: light years from where you were five years ago. So that's good. [2:32:23, 2:32:24]: Mr. Mullen. [2:32:25, 2:32:25]: Um [2:32:26, 2:32:29]: Councilwoman again stole my thunder from his neighbors and [2:32:30, 2:32:31]: You stole my thunder for the piggyback. [2:32:32, 2:32:52]: So I just uh say in addition to uh uh our treasure and Miss Neighbors, you do an excellent job. You do an excellent job in communicating with us as counsel whenever we have a uh question. So I just want to say thank you for all the hard work and the things that you've done since I've been on on board. And what it w in a nutshell to all the citizens [2:32:52, 2:33:02]: what is being said is that this council is in a position to put our money where our mouth is. And so when we say we wanna build it, it can be built. When we say we wanna do it, it can be done. [2:33:03, 2:33:06]: So we don't have to worry about the future. We can do it right now. [2:33:07, 2:33:08]: Yeah. [2:33:09, 2:33:27]: Uh Mr Alexander. I just want to say to the uh everybody in attendance as well is that you know it's not a pipe dream. Um these are great numbers. And I put these numbers out along with the SPLOS as well so citizens would know uh what the financial stability of the city. [2:33:27, 2:33:36]: Now it's up to the individuals sitting in these seats to have the political courage to move forward with the youth facility. [2:33:36, 2:33:38]: The amphitheatre [2:33:38, 2:33:44]: Art Center, all of the above, there's no reason that we shouldn't do that. Let's do it. [2:33:46, 2:33:54]: Um, I too would like to uh I'm gonna ask our treasurer, Linda Neighbors, to stand up and let's give her a hand. [2:34:07, 2:34:16]: Well, you know, behind every c uh good team there are team players and I will the our staff is very strong and [2:34:16, 2:34:18]: I couldn't have done it without'em. [2:34:18, 2:34:20]: And the auditors have been [2:34:20, 2:34:23]: Um they're slugging through it with me too. So [2:34:23, 2:34:26]: Anyway, it was a team effort so of course I can't take the [2:34:27, 2:34:32]: accolades for it, but I appreciate y'all's kind words. [2:34:35, 2:34:41]: Last thing I'll say is uh as in the past, I've met with you all individually. If you ever want to do that again [2:34:42, 2:34:54]: Uh feel free to set up a schedule through management here and I'll be happy to meet with you and talk about anything and everything within these financial tents and beyond. So that door is always open. So just know that. [2:34:54, 2:34:55]: Thank you. [2:34:58, 2:34:58]: Right. [2:34:59, 2:35:00]: Thank you all. [2:35:01, 2:35:08]: At this time we're gonna move on to item three, council consideration, Henry County Community Block Grant. [2:35:08, 2:35:17]: uh s known as the C D B G program cooperation uh agreement for fiscal years uh twenty eighteen through twenty twenty. [2:35:17, 2:35:20]: And that's going to be presented by our [2:35:21, 2:35:24]: Um Camilla Moore, Director of Community Services. [2:35:24, 2:35:44]: Good evening, Mayor, Mayor Pro Temp and Member of Councils. What you have before you tonight is the agreement between Stockbridge and Henry County for the next three years for the community development block grant amount. As you know, the demographics from the city of Stockbridge is a part of the demographics and the applications submitted to HUD in order for [2:35:44, 2:35:57]: Henry County to be an entitlement community. So all this does is that for the next from eighteen to twenty, it allows us to submit our projects to the county for funding for community development block grant projects for the City of Stockbridge. [2:35:59, 2:36:00]: Um we have um [2:36:01, 2:36:02]: A question? [2:36:02, 2:36:22]: Okay. Thank you, Mayor. Appreciate it. Uh Miss Moore. Um as you well know, the uh we attended uh the entire council attended uh the GMA conference in Savannah this past week. And in a couple of different classes or seminars I I w I was uh in and you probably uh other members of the council probably also heard this, is that somehow [2:36:22, 2:36:42]: uh this this program may be effective due to the federal what the federal government is doing and the president in Congress. And I just want to know, I mean we I have a I I approve this, I want this to happen here and in this agreement and sign off on, but how would the the future in the next couple of years if certain things happen [2:36:42, 2:37:02]: happened at federal level, how would this affect us? Can you explain that please? Yes, any legislation taken in Congress will impact C D B G beyond twenty twenty. So therefore the funds for this agreement until twenty twenty will be in place. So any laws that happen in Congress if they decide to abolish the C D B G program that just [2:37:02, 2:37:04]: [9424.7, 9429.6]: that the funds will not be available or they will be available in a limited format. [2:37:09, 2:37:13]: But in terms of the money being available up to twenty twenty, they will be available. [2:37:13, 2:37:14]: Okay. [2:37:16, 2:37:23]: Okay. Um any anything else, any comments? Yes. Okay. Mr Alexander. [2:37:24, 2:37:24]: Mm-hmm. [2:37:24, 2:37:44]: Okay. Thank you, Mr Alexander. Um I want to piggyback off on what Mayor Pro Tem just stated because I serve on the GMA Federal Policy Council and what we need to do is we need to write a letter and I had mentioned that to the mayor while we were there. So I would definitely be giving you all those documents so where you can send it to and it gives all the information concerning um [2:37:44, 2:37:49]: what Mayor Pro Tem just bought before you. So you will receive that before we leave today. Correct. Okay. [2:37:50, 2:38:10]: All right. Uh Ms. Moore, do we need to vote on this tonight? I I have a question. I did have a question too. Okay, go ahead. Please, Mr. Alexander. Yes, so ladies and gentlemen, so everybody does understand these C D V G grants are paid for the sidewalk project over in the Tire Street area. They're paying for revitalization. But in terms [2:38:10, 2:38:22]: In terms of Miss Moore, what I want to ask you, so the public at large knows, in terms of what you've seen in other m um jurisdictions, uh Startbridge being the largest city. [2:38:23, 2:38:37]: uh in Henry County. Are are we getting into proportionate funding from C D V G that the city deserves based on the population numbers and how you've seen this problem uh operate otherwise? [2:38:37, 2:38:57]: Well typically in most jur jurisdictions it's based on a population allocation and formula, which means that the larger cities normally get a larger share of the C D B G. Uh when I reached out to Henry County, they basically said that the county chose not to actually have a formula based allocation process. [2:38:57, 2:38:59]: Which means that as projects come in [2:38:59, 2:39:02]: then they would decide whether or not to fund those projects. [2:39:03, 2:39:19]: Since we've gotten that information, I have sent out an email to staff and what we're going to try to do is to submit as many applications as possible before twenty twenty so that we can get the amount of monies that are probably due to the City of Stockbridge based on our population and based on our needs. [2:39:20, 2:39:21]: Any other questions? [2:39:22, 2:39:24]: Then do I hear a motion? [2:39:24, 2:39:25]: to um [2:39:25, 2:39:27]: Go forward with this um [2:39:28, 2:39:31]: Consideration for the development uh block grants. So moved. [2:39:32, 2:39:34]: All right. Do we have a second? [2:39:34, 2:39:39]: All right, we have a motion by Mr Alexander, a second by President Pro Tem Ford. [2:39:39, 2:39:41]: Uh any discussion? [2:39:42, 2:39:44]: With no discussion. All in favour? [2:39:47, 2:39:48]: Thank you for your vote. [2:39:49, 2:39:50]: It was unanimous. [2:39:50, 2:39:51]: Thank you, Ms Moore. [2:39:52, 2:39:56]: Uh at this time we're gonna call our public works director [2:39:56, 2:39:59]: uh Dashius Aaron to the microphone. [2:39:59, 2:40:02]: And he is going to present item four. [2:40:03, 2:40:08]: Uh and five and we'll let him do both of'em while he's up here. We'll begin with item four. [2:40:08, 2:40:14]: And that is council consideration for the Gardener Park tennis court, resurfacing repairs. [2:40:14, 2:40:20]: in the amount mm excuse me of thirty thousand nine hundred dollars by signature tennis courts [2:40:20, 2:40:24]: And that will be presented by our public works director. [2:40:24, 2:40:34]: Good evening, Madam Mayor and Council. Good evening. We come to you before you tonight asking for your approval to uh resurface the tennis court at Gardner Park. We solicited bids. [2:40:34, 2:40:50]: And since this is such a small project, you're not gonna get a lot of people to bid on projects like this. If we had multiple courts, say eight to ten, you would have got a a a greater array of bidders on it. But if we only had one bidder and we think that the price they gave is [2:40:50, 2:40:52]: is sufficient for what we want to do in [2:40:53, 2:40:57]: We're asking that you accept the bid because there's always the possibility if we re bid it. [2:40:58, 2:41:00]: The same person at B it might give us a higher bid but [2:41:01, 2:41:05]: Talking talking with other people is a good deal and I think we should move forward with [2:41:05, 2:41:06]: With the tennis court. [2:41:06, 2:41:12]: And we'd like to make the council aware this is spliced funding. Yes, ma'am, maybe. Okay. [2:41:12, 2:41:13]: Yeah. [2:41:13, 2:41:17]: All right. I've got two people that want to speak. Uh first, Ms. Robinson. [2:41:18, 2:41:25]: Thank you, Mayor. I just wanted the audience to know that that was gloss funding that it was coming from. Yes, Mayor. Okay. [2:41:25, 2:41:27]: Okay. Um then do [2:41:28, 2:41:34]: Well let me call for the motion and then we'll have discussion. Is that okay? Yes. We'll move. [2:41:34, 2:41:35]: Okay. [2:41:35, 2:41:46]: May near that's what I was gonna do. I was gonna make a motion to um approve the Gardener Park tennis court resuffle repairs in the amount of thirty thousand nine hundred dollars by signature tennis courts. Second. [2:41:47, 2:41:52]: Okay, we have a motion by Miss Gantt and a second by Mr Um Blount. [2:41:53, 2:41:56]: Um now we'll have discussion. Any discussion on this matter? [2:41:57, 2:41:57]: Yes. [2:41:58, 2:41:59]: Okay, Mr. Blount. [2:42:00, 2:42:10]: I thank you for the work that you all was doing to move quickly on this, um, because when it came to you all hit it had already been identified but yet it hadn't been moved on. I thank you [2:42:11, 2:42:18]: you offer moving on. If you all underware Gardner Park is the only um public tennis court that we have here in the city. [2:42:18, 2:42:35]: of Stockbridge other than the other one that's over at uh that's in the county. So for us to resurface our that tennis court, it gives the citizens of Stockbridge somewhere to play, actually play tennis at. And uh that's a really uh and I appreciate you actually moving in the direction you did with that, Mr. Dicks. [2:42:36, 2:42:52]: We're also gonna come back to w we're gonna ask you'cause one of the things we wanna do is while we're doing that, we're gonna replace the fence as well. We don't wanna s bright shiny new court and we still got the same rusty fence up there. So we're gonna get a whole tennis facility of complete makeover, so [2:42:52, 2:42:54]: Okay. [2:42:54, 2:43:14]: Any other discussion? Yes, just briefly. The other part which is Cochrane Park does not bel is even though it's in the city limits, it does not belong to the city. And it is not representative of what we want us parks [2:43:14, 2:43:34]: and green spaces to actually look like and represent the city. So we're doing everything that we possibly can at all of the city parks, Clark Park, Memorial Park, Reeves Creek, the Gateway Garden on Eagles Landing, uh at Rock Quarry, and all of the above. And Mr. Aaron has done an outstanding job. [2:43:34, 2:43:49]: putting together all of those projects for us to ensure that all of our green spaces uh will be taken care of uh in a superior fashion. Could you give us an update while you're up there on the special needs equipment going in at Memo at our Clark Park. [2:43:49, 2:43:58]: Well w w it was scheduled to go in in in June but during rain and things like that it delayed us and s there was some concerns with the food truck. [2:43:58, 2:44:02]: being moved to Clark Park, having them trying to install the playground so [2:44:03, 2:44:04]: After the food truck. [2:44:04, 2:44:07]: Tasty Tuesday is over. They'll start in September. [2:44:08, 2:44:14]: with the inclusive playground and and the resurface and that rubberized surface for th those facilities. [2:44:15, 2:44:26]: We couldn't just simply block off the area and then kinda get that in there. I mean I have to see us wait three months on the point of order. Mayor Okay, hold on just a minute. Everybody's gonna get to speak. We're um [2:44:26, 2:44:29]: We're going to Miss Gantt and then we're coming back to Mr. Blount. [2:44:29, 2:44:31]: No, we uh [2:44:31, 2:44:39]: I just want us to vote on this particular issue and then we could discuss that later is my concern. Okay. Please make the motion then. [2:44:39, 2:44:41]: We've already made the motion instant seconding. [2:44:42, 2:44:44]: All in favour of moving forward. [2:44:45, 2:44:47]: Thank you for your vote. [2:44:48, 2:45:01]: All right, now we're gonna have another spLOS item come up, number five, council consideration for the proposal for exploration geograph geophysical surveys to locate well drilling sites. [2:45:01, 2:45:17]: uh Reeves Creek Trail. This again is presented by Public Works Director. Yes, Madam Mayor and Council. In one of the previous spots there was three million dollars allocated for a new water plant and well explorations and things of that nature. [2:45:17, 2:45:22]: But one thing about the geology of North Georgia, it's hard to find high yielding whales. [2:45:22, 2:45:37]: And so there was some concerns about whether we was gonna spend that money and and I think we can better spend our money in other areas. But I also wanted to do our due dil due diligence. We had two wells that were drilled on property owned by Fayette County. [2:45:37, 2:45:57]: had numerous meetings with them. They don't want to move forward and let us test those well. So I've worked with this gentleman before in previous allocation and he's very knowledgeable in the area of groundwater and and things of that nature. So I just want to make sure we do our due diligence to say that there's no possibility or chance that we're going to greatly improve [2:45:57, 2:46:05]: The amount of water that we produce. So it's ninety-seven hundred dollars. He'll do his geophysical report and come back with us and we decide. [2:46:06, 2:46:07]: if we want to move forward. [2:46:08, 2:46:09]: We have to [2:46:09, 2:46:29]: you know, drilling those exp exploratory wells. But I just think it's a good way for us to finally put put it to rest and we'll have data and facts. It's nine or seven hundred dollars, not a lot of money. To determine if we maybe can increase our water production by ten percent, which we're spending about six hundred thousand dollars a year. [2:46:29, 2:46:36]: to Henry County w we might spend sixty thousand dollars less, so but ninety seven hundred dollars I think we can finally put those [2:46:37, 2:46:46]: questions to bed, so to speak, whether we're gonna continue to try to explore and become self sufficient or greatly reduce the amount of water we're buying from Henry County. So [2:46:46, 2:46:49]: I just want uh the permission to move forward. [2:46:50, 2:46:52]: And he'll give us a report and we decide. [2:46:52, 2:46:55]: Is this something worth pursuing, if not? [2:46:55, 2:46:56]: Then we pursue other avenues. [2:46:57, 2:47:10]: Okay. If um everybody understands um that this is just to do the study. Is that correct? Yes, ma'am. Okay. Laboratory study on on Reeves Creek Trail which is [2:47:10, 2:47:11]: The whales that [2:47:11, 2:47:16]: Fayette County, the City Drill is on Fayette County property adjacent to Reed's Creek Trail. [2:47:16, 2:47:21]: And they've had some concerns'cause they're in wetlands, they had to buy those as credits. [2:47:21, 2:47:29]: for their reservoir that they built. And like I said, we've gone back and forth with them, been to three or four meetings with them and we just haven't been able to get [2:47:29, 2:47:43]: confirmation from them that we can just go in and test those wells. So we're gonna look outside and hopefully since they're in the same geological area that we might find the same source of water. But we just want confirmation that [2:47:44, 2:47:49]: Mr Forward. Yes Mayor Thank you Mayor I appreciate it. I'd like to make a proposal excuse me, I'd like to make a [2:47:49, 2:47:57]: uh a motion that the proposal for exploration of geophysical surveys to locate well drilling sites that recreate trail is approved. [2:47:58, 2:47:59]: You are here a second. [2:48:00, 2:48:01]: I have a second by Mr. Blount. [2:48:02, 2:48:07]: Is there any further discussion? Yes. I have a question. Okay. All right, we'll start with Mr. Blount. [2:48:08, 2:48:10]: Um the uh studied [2:48:11, 2:48:17]: So they're not gonna actually test the whales that are over in the Fed area. They're gonna test similar areas. [2:48:17, 2:48:37]: He'll do some underground sounding with sonar equipment. Like I said, when I was in Great Georgia, he located several wells for me. And they were pretty good. And I know in that meeting we had about Splash Project there was just some concerns that we had allocated all this money, we thought we were gonna be self sufficient or at least increase our decrease our [2:48:37, 2:48:45]: I'll purchase water costs from hearing crown county substantially. But I just want to make sure that I've done my due diligence to say. [2:48:46, 2:49:05]: Yes, it's it's good that we're not moving that area to spend three million dollars to try to find water when basically we're feeding to to even allow us to test those well is just uh that's out of the out of the picture. It's just it's been a lot of stalling and we've we've done everything they've asked us to do. We've contacted the Corps of Engineers. [2:49:05, 2:49:08]: The Corps of Engineers don't have an issue with it. [2:49:08, 2:49:13]: But we just still haven't been able to get a a yes from them that we could just test the well, so [2:49:15, 2:49:16]: Okay. Any other [2:49:17, 2:49:35]: Comments. I I did have a question'cause after we spoke previously the last time, I guess you told us we were sitting on granite here pretty much. And that's just kinda where we stood at. Uh I understand, you know, well well I think ten thousand dollars is a lot of money. So if we're you know, we're gonna [2:49:35, 2:49:46]: take care of the taxpayer money if w if we kinda really already know that it's not there and the likelihood of us finding it there [2:49:47, 2:49:56]: then is there i any any reason to even spend that ten thousand at this point of the likelihood is what ten percent or less or something like that? [2:49:56, 2:49:59]: I think it is. So that way [2:49:59, 2:50:03]: We haven't d a definitive answer to say. Our only [2:50:04, 2:50:09]: recourses. We continue to buy water from Henry County or we get it from Clayton County, but we'll know [2:50:10, 2:50:18]: From a definite fact, this guy's very knowledgeable. Like I said, I've used him in a similar geological area as there is in Stockbridge. [2:50:19, 2:50:26]: And so I just wanna make sure that when we close that door we said we've done everything we can [2:50:26, 2:50:27]: To [2:50:28, 2:50:36]: put ourselves in a better situation'cause the less water you buy, the better off we are financially. And I just want to be able to say without a doubt [2:50:37, 2:50:38]: We've done everything. [2:50:39, 2:50:40]: That's in our power. [2:50:40, 2:50:42]: To address that situation. Mayor. [2:50:43, 2:50:50]: Okay, we have another comment from Ms. Robinson. I have to ask because even like I said w the we were at the meeting [2:50:50, 2:50:53]: Are you saying when you all met again? [2:50:54, 2:50:56]: There was no answer for this testing. [2:50:57, 2:51:00]: And if there wasn't an answer then can we [2:51:01, 2:51:04]: wait a little while longer because I'm I'm also about this [2:51:05, 2:51:12]: ten thousand dollars. But I I don't think their position is gonna change when I read the minutes of the meeting [2:51:12, 2:51:32]: what the director had told us and what was he actually presented to the board with two different things and and the other thing is to allow us to drive over there for a meeting that they had cancelled and we've corresponded by email and and not give us the courtesy of saying, Well the meeting is cancelled, there's no need to come over here. If I [2:51:32, 2:51:35]: to me, if you want to work with us I I think they would [2:51:36, 2:51:37]: But it's just [2:51:38, 2:51:43]: It's not. I don't think they well can I just ask if we can just try w [2:51:43, 2:52:03]: Give it another shot. I I would be comfortable with that'cause I don't know why they cancel something i something I didn't I wasn't aware that that happened. So is that something we can at least hold to the next or I'm I'm just thinking this is ten thousand dollars. And it could be just a simple, you know, misunderstanding, you know, for us having conversation. [2:52:04, 2:52:13]: Uh but I think if we have a relationship, we talk by email, we talk by phone, that you could at least give me the common courtesy. You know we were common. [2:52:13, 2:52:33]: to drive over there and somebody tell you, Well, they didn't let you know they canceled a meeting. And you know, that's not professionalism to me. If if you wanna do business with us, it was something like I said, the Corps of Engineers gave their blessing on it and said they didn't have an issue with it. And we were led to believe by the director that he didn't have an issue with it. But [2:52:33, 2:52:35]: The minutes. [2:52:35, 2:52:37]: contradicted what he was telling us though. [2:52:39, 2:52:44]: Okay. Uh uh we'll go forward. Um Mr. Forward. Thank you, Mayor I appreciate it. [2:52:45, 2:52:45]: Um [2:52:46, 2:52:59]: That's just on the diagram it says two abandoned wells and it has well F and well E. And so otherwise this is gonna occur on the same locations of these two no it'll be on property that the city owns. Th these two wells are on property that [2:52:59, 2:53:19]: Fayette County bought to mitigate some wetlands issue for building their reservoir. So two different locations, not the ones on this particular on our pro on our particular property. Yes. Okay, and but out of curiosity, do you have any reason why these other locations were abandoned? I g just do you have an idea? I'm just you can get permission from Fayette County to test those. [2:53:19, 2:53:21]: Wills,'cause they own the property. [2:53:21, 2:53:22]: Yeah. [2:53:22, 2:53:23]: So all right, so be it. Thank you. [2:53:23, 2:53:29]: Okay. Any other qu uh comments? If not, I'll call for the vote. All in favor? [2:53:31, 2:53:33]: The vote is four to [2:53:34, 2:53:39]: Four one to abstain. Mr uh Alexander is is abstaining. [2:53:41, 2:53:50]: Okay, we have uh finished our agenda. At this time uh any comments from our city council we'll start down in the end with Mr. Alexander. [2:53:51, 2:54:11]: I'd like to thank everybody for coming out and uh we appreciate it. And please don't let this be the last time that we see you. Make yourself a regular participant, availing yourselves of the democratic process here in the city. The more citizens that we can get afforded uh to you, the better. As you can see tonight as [2:54:11, 2:54:31]: we told you uh everybody up here is is one hundred percent behind uh naming miss hambrick uh honoring miss hambrick we're also behind honoring uh doctor daddy king as well and as you've heard financially the city is rock solid so hopefully within the next couple of uh [2:54:31, 2:54:38]: uh months uh we'll have a comprehensive plan put together that we can start rolling out these projects [2:54:38, 2:54:58]: Uh beginning with a youth facility, uh arts facility, uh amphitheater, uh uh actually putting our master trail plan uh in action, not longer just Reeves Creek Trail, but actually finishing Martin Luther King's Senior Heritage Trail all the way [2:54:58, 2:55:18]: To Rock Quarry Road so you can walk all of it. That is our job. That is what we're charged with. That's what our community development director is charged with is actually getting things done. And that's what we should do. And that's why I would like to see each and every one of you here every single time to make sure that we [2:55:18, 2:55:21]: do that uh this year. [2:55:22, 2:55:23]: Mr. Blount. [2:55:24, 2:55:44]: Yes, I do like to thank everybody for coming out. Um I appreciate the I really love to see when the community come together and participate, whether it's for an issue or whether it's just to get the knowledge of what's going on in the city. Um I want to say that on July the twenty ninth, uh from ten to one AM, uh ten in the morning to one PM [2:55:44, 2:55:45]: PM. [2:55:45, 2:56:05]: Uh I'm gonna we're gonna be doing the back to school kickoff. This is an initiative that had started uh two years ago by uh Councilman uh uh former councilman uh Alfonso Thomas that I picked up and we're doing it at the Murray Mandeliz Conference Center. Um it's one of those events that last year during it the first time over there we had over thirteen hundred people come through. [2:56:05, 2:56:19]: and it's a good access to the access to the uh community. We have a business fair, we have a uh health fair downstairs, we have activities for the kids and it's a lot of fun. We give away book bags with supplies in them to um [2:56:19, 2:56:39]: to the um uh elementary school, middle school and high school and teacher uh teacher bags for them. So it's a great event. I would like everybody to come out. Anybody want to volunteer, give me a call or give the city a call and say, Hey, I wanna b get on board and volunteer because we all can make things happen in this city. It's a collaborative effort to make things move forward. So thank you. [2:56:39, 2:56:40]: you all for coming up. [2:56:41, 2:56:42]: Mr. Forward. [2:56:42, 2:56:47]: Thank you, Mayor. I appreciate that. Uh citizens I'm happy to see you're out here and continue to be engaged with us. [2:56:47, 2:57:07]: uh con uh all the time and uh we need your dialogue and the conversation to k get keep us going forward and uh we will definitely uh uh get there uh move the city forward. We have the funds to do that and these projects. And I want to tell everybody as since the fourth of July is right around the corner, have a safe uh holiday, enjoy your family and friends and [2:57:07, 2:57:08]: Fireworks. [2:57:09, 2:57:14]: And um just be safe and enjoy the nation's holiday. [2:57:14, 2:57:15]: God bless you all. Thank you. [2:57:15, 2:57:16]: Miss Gantt. [2:57:17, 2:57:24]: Yes, um I would like to thank everyone else for everyone for coming out today. Um and thank you for your continued support. [2:57:25, 2:57:45]: Um I would also like to take this time out. We went the whole council, the mayor and council, we went down to Georgia Municipal Association, our annual conference. And when we go, behind the scenes are staff members who have to get us hotel reservations and they're rushing to the phones and they're putting our [2:57:45, 2:57:53]: our packets together and this could not have been done without our clerk Vanessa Holliday. So I said she just was absolutely [2:57:56, 2:58:16]: And I wanted to personally thank her for doing an outstanding job making our life so smooth each and every time we go on these th things. It it makes us look good. We have goodie bags and everything compared to I always brag about that'cause other cities don't don't get that treatment. Um and and so everyone has has [2:58:16, 2:58:36]: worked really hard for us and I want to say thank you to that. Um we have a lot of summer events this summer from the movie nights to sounds of summer concerts, um to our Tasty Twesties, our food truck events. And I just ask that you come out and fellowship and have a really good time. Um [2:58:36, 2:58:56]: It's an honor to to represent you and to be here. You've heard a lot of dialogue about the building, the Caramet Herembrick and and other buildings. That's because we're all passionate about what we want to get done. Um and I really believe that each and every council member on here, not one has said they don't want those buildings to go up. [2:58:56, 2:59:16]: We all plan on doing that. So we've asked um from our mayor who's now our interim well our city manager but our interim city manager now, you know, to make sure we get those projects in the front of the book and so we can go ahead and get started on that Carrie May Hamburg building. I would like to see our our timetable as we've discussed in the past. [2:59:15, 2:59:26]: last couple of months along with other projects from amphitheaters or or whatever we have going. And I just want to say thank you and God bless and I ask for your continued players and support. [2:59:27, 2:59:47]: Thank you. Ms. Robinson. Yes, thank you, Mayor. Um again I want to say thank you to all of the staff um for doing an outstanding job and knowing that the funding is there. Um we do have the mayor also, like um Councilwoman Gantt said, acting as our um interim city manager to work closely with her um giving your [2:59:47, 3:00:07]: Your um you know expertise on your job, um what you're doing to make sure that this happens for all of us. Um she's not gonna be able to do it alone. She's gonna definitely have to rely on our staff um to do the um professionalism on that aspect. Also just wanted to say July the twenty second, we were talking about build. [3:00:07, 3:00:27]: buildings. We have our first ever in history a youth council here in the city of Stockbridge. So if you can for the citizens if you can put on your calendar July the twenty second, our young people are gonna be in the community um at a beautification day as well and that's gonna be nine AM to um twelve noon, which is gonna be in our downtown. [3:00:27, 3:00:47]: So I would love to see some yellow shirts with Miss Carrie May's face on it out in the community supporting young people. Um so if you can definitely put that down because this is something um like I said, this is what Miss Carrie Mae loved and she was about the community. So when that goes forth we would love to see you all and I know I can count on [3:00:47, 3:01:05]: on you um with our young people. Um with that being said, thank you all so much. Just know that our heart is there and we're gonna do right by Miss Carrie May and any other citizen that we have here in the city of Stockbridge that is very much deserving to be recognized. Um [3:01:05, 3:01:25]: Other than that, um GMA we did a lot of um training this past weekend. It's not a vacation because um GMA offers a lot of additional courses that we can take. So um we were definitely busy. I know myself, Councilman Blount and Councilman Alexander just wanna um congratulate them along with myself for receiving the um [3:01:25, 3:01:45]: um rec um certificate of recognition um receiving seventy two hours of training. So we received that this weekend as well. So I just want to say congratulations to them because these courses are very intense courses and it helps us to learn government so we can be um good stewards. So I just want to say to the citizens thank you so much [3:01:45, 3:01:51]: for allowing me to learn and to inspire so that way I can serve you well. Thank you. [3:01:52, 3:01:59]: Thank you. Uh ladies and gentlemen, there are lots of special events coming up and I'd just like to urge everyone if you did not pick up [3:02:00, 3:02:17]: um one of the agendas as you came in the door. Please do that as you exit and that way you'll have the calendar of events that you can take home with you. Uh I think our clerk has a message for me. I do, Marion, I just wanted to make this announcement. We will have um in July [3:02:17, 3:02:32]: Applications are gonna go on our website and our Facebook page for Citizens Academy. And it's scheduled to start at the end of August and it will go through October. So those interested, Citizens Academy for this year applications will be posted um in July. [3:02:32, 3:02:50]: Okay, thank you. Um uh several people in the room probably have been through that. I went through it last year. You learn a lot about your city government, so if you have a little bit of time to give to the community, I would urge you to sign up and take that Citizens Academy class. [3:02:50, 3:02:55]: Let me ask our attorney if we have any other matters for executive session. [3:03:00, 3:03:07]: Okay. Do I hear a motion? Mayor Neal, I move that we go into executive session for litigation personnel and real estate. [3:03:07, 3:03:08]: Thank you. [3:03:09, 3:03:11]: Uh okay. Any discussion on that? [3:03:13, 3:03:15]: If not, all in favor? [3:03:16, 3:03:28]: Okay, ladies and gentlemen, if you will excuse us, we're going to executive session. I can't guarantee you I would think no longer than forty five minutes or something like that. So if you want to stay, please do, we'll be back. [3:03:30, 3:03:32]: Is what a two hours I could have said. [3:03:33, 3:03:35]: [11031.6, 11034.5]: [3:04:02, 3:04:07]: How they can find it. [3:04:15, 3:04:35]: Yeah, right. [3:04:35, 3:04:46]: [11087.8, 11107.8]: Something else. [3:05:07, 3:05:20]: [11130.6, 11150.6]: [3:05:50, 3:06:10]: [11170.4, 11190.4]: Uh let me get that. [3:06:30, 3:06:50]: This is my partner's mark. [3:06:50, 3:06:55]: [11220.0, 11240.0]: Uh right, this is a good idea. So I think uh yeah, uh and I'll do this for and I think we'll see all the things we talk about. [3:07:20, 3:07:40]: [11259.9, 11275.4]: Yeah, yeah. [3:08:20, 3:08:29]: Oh yeah, we have the [3:08:35, 3:08:55]: Yeah. So I'm saying that's [3:08:55, 3:09:15]: But I don't think I'm full of made and design something that just can't think about how she's looking at the same thing. [3:09:14, 3:09:20]: But it makes sense. [3:09:20, 3:09:40]: No, what does it get showed? But if you see uh confidence, I mean it should be valuable because I think yeah. [3:09:40, 3:10:00]: Uh that the sea shouldn't be well side. But I mean [3:09:59, 3:10:19]: [11419.8, 11439.8]: Well if they're a competition. [3:10:39, 3:10:59]: [11459.7, 11461.5]: Yeah, yeah. [3:11:04, 3:11:24]: Yeah, that's the hard work about it. [3:11:24, 3:11:44]: [11504.1, 11509.2]: [3:11:50, 3:12:10]: But I think you can use it, but all the problems are I mean [3:12:09, 3:12:29]: You can sweep I would be part of it on the room like subside. And then four structures in the bridge. And then we have some and I've seen that part of it. [3:12:29, 3:12:49]: [11569.8, 11589.8]: Well I'm sure that probably reacting with fruit well. Um [3:13:09, 3:13:14]: Well yeah, it's well, you can develop this hand. [3:13:16, 3:13:19]: But useful. [3:13:20, 3:13:40]: Yeah, you can't put it in the time. You can then just fail to run the market. [3:13:40, 3:13:50]: Oh yeah, we've got a plan. [3:13:53, 3:14:13]: I mean why would you remark it all over? It's not as comfortable because I feel like you have to left the horse. [3:14:13, 3:14:18]: [11661.7, 11664.0]: You know the wall. [3:14:26, 3:14:27]: [11675.0, 11682.4]: [3:14:43, 3:15:03]: Okay, one that would be that it's on the way up there. [3:15:03, 3:15:23]: [11723.2, 11743.2]: I don't see what's saying design soldiers. [3:15:43, 3:16:03]: Well I'm I'm just saying I'm not gonna go see my problem. I thought you people go into I think if you I'm an engineer, why do you start with uh [3:16:03, 3:16:23]: And I'm saying that as an engineer usually send five bits on the board to see what [3:16:23, 3:16:43]: Uh if you have the issue today of value, what's their cost of this is all about the design design? [3:16:43, 3:17:03]: [11822.9, 11842.9]: I'll I'll be probably having that as well. [3:17:22, 3:17:27]: Oh I think that will better. [3:17:35, 3:17:45]: And then like that. So [3:17:46, 3:18:06]: [11886.1, 11906.1]: So what would happen if we look at that problem? [3:18:26, 3:18:40]: [11921.5, 11927.2]: [3:18:47, 3:19:07]: I think we're putting the idea. [3:19:07, 3:19:27]: So why you were saying that if you have water, all the time to make that ocean. [3:19:27, 3:19:47]: But I'm actually going to be able to do that. [3:19:47, 3:20:07]: So my point is if you have done a complete charge, it's just spending and not have time to channel and have a channel report and do it should have been done. [3:20:07, 3:20:27]: [12027.2, 12047.2]: [3:20:47, 3:21:07]: That's um according to how the light. And these are more than what it is right there. [3:21:07, 3:21:10]: Yeah, I know. [3:21:11, 3:21:31]: [12091.0, 12105.0]: I don't know. Even though you see that the [3:21:45, 3:22:05]: [12125.0, 12145.0]: [3:22:24, 3:22:44]: So you are saying that channel they didn't have you have channel you want to do. I don't want to I have to hear it, but yeah. No [3:22:44, 3:23:03]: [12185.4, 12190.7]: Okay, but uh [3:23:11, 3:23:15]: That's what they're owned. [3:23:16, 3:23:36]: Because first of all, your view even if people copy grabs around the rise together on the back of that, even if people copy around the point where everything wants to be, is that what you want to think about? [3:23:36, 3:23:56]: That we need to wonder the documentation has been structured and it's bigger. And that's what you need to address right now. Well I'm gonna piece about [3:23:56, 3:24:10]: [12254.1, 12255.0]: I think. [3:24:15, 3:24:35]: So then it's not sorry. So so that's how you are saying you have to keep it. [3:24:35, 3:24:55]: In other words, if you have resources, if you are arguing on what viewpoint uh having one resource, and so if the source was provided, if somebody gives you five six million dollars, you could be identified city. Or is it just one that has the one? [3:24:54, 3:25:14]: Um no, but what else? No, just like we don't have this massive high four before how much more [3:25:14, 3:25:34]: Well these people want to have the top piece of the city properly. [3:25:34, 3:25:54]: So the answer is if if we were enthusiasm and both this requirement and someone would really uh comfortable uh [3:25:54, 3:26:14]: [12374.7, 12394.7]: So they can't say um we don't even have that you would have water on the ball and [3:26:34, 3:26:54]: [12414.5, 12418.3]: It's the one. [3:26:59, 3:27:19]: But maybe it's trying to move it on the stuff then. [3:27:19, 3:27:39]: [12459.5, 12479.5]: [3:27:59, 3:28:19]: That's very responsible for the highlight. You were in the county or seats very hard on the planet. [3:28:19, 3:28:34]: [12521.6, 12541.6]: In the the state that you want to see the country. [3:29:01, 3:29:21]: [12561.5, 12576.3]: Oh yeah. Okay. I think you have the round. I think all the data you all know that there was a difference in place between the speed of it. [3:29:37, 3:29:57]: Well anyway. But that probably hopefully before any houses were in the year. So there would be no there would be no standing for any white larger structure within the house. [3:29:57, 3:30:17]: Right, so I'm just saying that I think I have a weird number of all that was never going to do it. [3:30:17, 3:30:37]: [12637.7, 12657.7]: [3:30:57, 3:31:17]: No, I probably have that I will just be more than quite a few more time. [3:31:17, 3:31:37]: I I I'm gonna get here. Uh I will go I have a mental and force of what I mean I have for these micro my presentation you want to go down the land something like so I don't have a big issue like I was saying. [3:31:37, 3:31:57]: Is that not? [3:31:57, 3:32:17]: [12737.4, 12750.0]: What one thing is like you've got to say that the one that's still once you might get out again. [3:32:30, 3:32:50]: [12770.2, 12790.2]: You tell me that we could use [3:33:10, 3:33:30]: [12810.0, 12830.0]: [3:33:50, 3:33:55]: So we got the one. [3:33:55, 3:34:15]: And what's that back on the tip and back up on that? [3:34:15, 3:34:35]: Okay, one time and one of the trial. [3:34:34, 3:34:45]: Yeah I'm not coming in top like scale down. [3:34:45, 3:35:05]: [12905.0, 12925.0]: [3:35:24, 3:35:44]: Redwood. That was not popular. [3:35:44, 3:35:51]: Yeah, and we got [3:35:54, 3:36:14]: Well you know that we got the [3:36:14, 3:36:34]: We only [3:36:34, 3:36:36]: [12997.4, 13003.5]: I'm saying we don't have things that are lower, but we see how they're [3:36:44, 3:37:01]: [13028.2, 13041.2]: Oh, you're winning to have these. So does it have something like a request that something that is? [3:37:21, 3:37:41]: But would you see that if we saw that we have the situation? Whatever developers make the requirement to get that, you have to think that it's it. [3:37:41, 3:37:52]: Uh sort of uh mechanical that we make the boot regulation. If they need to you can't have an out of the thing, you can't do it. [3:37:53, 3:38:02]: Uh if it it's only correct, everything you got everything line is going to be right. Don't think you can have time. [3:38:08, 3:38:21]: Oh the fact that we'll be on that we have. [3:38:28, 3:38:48]: Yeah no but I I don't know where you back. Well, the first off the call. I didn't know I always didn't know that I didn't want but I didn't I didn't [3:38:48, 3:38:54]: Okay, I've done I did all the right and right now with my left. [3:38:57, 3:39:07]: I don't know the book, but it didn't have to be useful. I didn't have uh invisible next. [3:39:11, 3:39:21]: That's like the application. That's probably easy for that. [3:39:21, 3:39:26]: Well what that is. [3:39:26, 3:39:29]: But I was the other one. [3:39:35, 3:39:49]: Yeah, you can watch it. You can look at it in the edge, the F and then structure on the path. [3:39:49, 3:39:50]: All of it. [3:39:56, 3:39:58]: [13201.5, 13207.1]: Oh then we what happens here? Do you read in the ear problem? [3:40:07, 3:40:12]: You you can very easily call it different spell and also [3:40:12, 3:40:16]: Oh that didn't be hard. [3:40:19, 3:40:21]: Absolutely. [3:40:24, 3:40:44]: So you can have a brief back too far apart by the door and other water or we have people like that. But not all. Yeah. [3:40:44, 3:41:04]: Oh, I think that would be the added ALAP before to [3:41:04, 3:41:11]: project that they go around, like the area and the wall trail, whatever the project that they own. [3:41:11, 3:41:20]: You had all the red stuff together and had loaded all three. [3:41:21, 3:41:37]: But I thought they like sending their AOS and Apollo. A money and everybody else comes up so we all vote things. [3:41:38, 3:41:45]: I'll recipe a little bit of those is your father. [3:41:45, 3:42:05]: I mean the thing that's about eight, you know, love it. Even if you have eight power and five times you want to speak the rule hit one. [3:42:05, 3:42:25]: I don't know if you have a login into the South Apartment. [3:42:25, 3:42:43]: Well what I'm thinking is right now you talk about this much space away from the end of my display or anymore. [3:42:44, 3:42:47]: Uh well. [3:42:48, 3:43:08]: Some of the very contact on that and you have to do it in the back. In that moment. Oh yeah, but the other one you know the open the physical is not a problem there, but it helps. [3:43:08, 3:43:08]: Yeah. [3:43:10, 3:43:15]: But then it's half right now half the power of that. [3:43:21, 3:43:24]: Um [3:43:24, 3:43:27]: Oh. [3:43:28, 3:43:35]: If that's something that finally that's something that we write out, so it's it's it's [3:43:35, 3:43:40]: But it's pretty more people. [3:43:41, 3:43:45]: I mean this great. [3:43:47, 3:43:51]: And this is the bottom on the water and see if you can cheat. [3:43:53, 3:44:07]: But when we want to make it [3:44:08, 3:44:13]: Well, I'm a class with that three, four, five, [3:44:14, 3:44:21]: Or anything else. Yeah, so we still get drawing on some point. [3:44:24, 3:44:29]: Some kind of show is a violent form. So [3:44:31, 3:44:51]: For what to uh time, it's not you cannot be following a bottom. Because this is this is even more from these uh three different sources. So it's not just kind of a tree from the on the road. It's kind of more from other sources, that could be clear. [3:44:51, 3:45:11]: And you have time to come out and put it here. [3:45:10, 3:45:25]: [13525.9, 13537.1]: [3:45:37, 3:45:57]: [13557.7, 13577.7]: Or they have their minds. I agree that I agree. [3:46:17, 3:46:37]: They they do have to have some pattern. So you have that over the [3:46:37, 3:46:44]: So DPL. [3:46:45, 3:46:51]: So uh hand would be anybody wanted to talk to you. [3:46:52, 3:47:12]: Uh yeah. So what they want? Yeah, but you were there, yeah. Well that was that was one that one and the on the first you know. [3:47:12, 3:47:32]: I mean the main one is just a movement. [3:47:32, 3:47:52]: Thank you. [3:47:51, 3:47:58]: I would do that and I would have to use this. But it would be that. [3:47:59, 3:48:03]: Uh every number. Yeah. That's a um I guess. [3:48:07, 3:48:27]: And then you know how to examine. Oh yeah, yeah. [3:48:27, 3:48:33]: Um we don't get the end of that copy there, or you can just do that. [3:48:35, 3:48:37]: Well you might [3:48:38, 3:48:52]: That's the biggest problem we have with someone is it don't they don't have to be trapped. Braft, dirt, mine soil, line comes, all over the wall. Even though sweet of them all over there. [3:48:56, 3:49:07]: We can put over there on the board now because that was the thing before it has been fine. [3:49:14, 3:49:16]: Yeah, we can go to the next one. [3:49:31, 3:49:34]: Oh, [3:49:35, 3:49:41]: I think it's probably uh that one I think. [3:49:42, 3:49:45]: I think that's a good idea. [3:49:48, 3:50:08]: But yeah, what's not half that things are hot on the party isn't it? Well, you have to see a lot of things. They got it again here and [3:50:08, 3:50:09]: [13809.7, 13813.4]: Probably all the little one as well, but it's not a [3:50:15, 3:50:25]: And they have that really. Right, so one sort of right sort of sort of one thing. [3:50:27, 3:50:43]: I mean all that fast code like that. I mean that's halfway. [3:50:45, 3:50:50]: You want to keep on take your way to say you can make it. [3:50:51, 3:50:54]: What is that? [3:50:55, 3:50:59]: But in May have something really interesting to see. [3:51:00, 3:51:01]: Oh. [3:51:09, 3:51:21]: If you're going somewhere else, all these folks have been all set up and then make where you open it and have deep. [3:51:24, 3:51:25]: But [3:51:27, 3:51:34]: From first yeah, the tail is a ball. [3:51:35, 3:51:44]: [13905.4, 13911.9]: They can possibly activate this. That's the best. [3:51:53, 3:52:04]: Yeah, but really it's got that water and flying into the water. [3:52:05, 3:52:11]: But so you can just go right into the eight thing as well. [3:52:13, 3:52:33]: So you would not it would not relate to the outer button or they get there, they get the lake there to the water water. [3:52:34, 3:52:39]: But not the back. [3:52:40, 3:52:53]: No means that's uh well. [3:52:53, 3:53:09]: It's a lot of things. [3:53:10, 3:53:30]: And then you have to say uh but then uh in its own out of the happening. [3:53:30, 3:53:36]: Well I don't know. [3:53:38, 3:53:48]: So we have to like write out there. [3:53:51, 3:53:57]: Very about it. I I could smell it. Right. [3:54:04, 3:54:07]: [14058.0, 14070.3]: Oh that's that's not really good. It works. [3:54:32, 3:54:37]: [14079.8, 14081.9]: [3:54:42, 3:54:43]: Oh. [3:57:13, 3:57:17]: All right, well, it's not [3:57:18, 3:57:23]: That's all I want. I want to wait for you. Oh, yeah. [3:57:37, 3:57:47]: Are you going to get ready to have code? No. [3:57:48, 3:57:50]: Oh yeah. [3:57:58, 3:58:04]: Oh you know, the owner's payment and [4:04:29, 4:04:30]: [17102.6, 17103.6]: Made that up. [4:45:26, 4:45:31]: Still daylight out there, man. The solstice this the summer solstice? [4:45:31, 4:45:33]: Still daylight out there. [4:46:04, 4:46:10]: Okay, we're back from executive session. I need a motion to end the executive session. [4:46:10, 4:46:11]: So moved. [4:46:11, 4:46:15]: Have a motion. Do I um hear a second? [4:46:15, 4:46:16]: I second. [4:46:16, 4:46:18]: Is there any discussion? [4:46:20, 4:46:21]: Then all in favor? [4:46:23, 4:46:24]: Okay. [4:46:25, 4:46:30]: We've returned from executive session. I need a motion to reconvene the meeting in the chamber. [4:46:30, 4:46:31]: Oh. [4:46:31, 4:46:32]: Motion. [4:46:32, 4:46:34]: I need a second. I'll second that. [4:46:35, 4:46:35]: Yeah. [4:46:36, 4:46:37]: David H she said.
