That's zero zero two seven for professional permitting and building inspection services. Once again, Ms. Miller and Mr. Aaron, please. [0:22:26, 0:22:32]: Once again, good afternoon, Mayor and Council. The Public Works Department is requesting council approval for the award of a contract. [0:22:33, 0:22:42]: number RFP 2020 0027 professional permitting and building inspection services to safe build Georgia LLC. [0:22:44, 0:22:46]: Counselor, any questions for Miss Miller at all? [0:22:48, 0:22:49]: Any questions? [0:22:50, 0:22:51]: Can I need a motion to accept? [0:22:52, 0:22:53]: Mr. Verporter? [0:22:53, 0:22:57]: Let me uh let me ask a couple questions. In terms of this overall contract. [0:22:58, 0:23:00]: uh talk about it and um [0:23:01, 0:23:05]: When was it put out and then uh the when was it um [0:23:05, 0:23:07]: Brought back in and um [0:23:07, 0:23:11]: You know, how long is a contract for? Talk about that so the public understand. [0:23:14, 0:23:15]: The uh [0:23:16, 0:23:18]: Permitting services was posted. [0:23:19, 0:23:32]: sorry this this the um procurement division received specifications on december seventh twenty twenty the bid was posted uh december twenty fourth twenty twenty we did post an addendum um to allow additional time the bid opened [0:23:33, 0:23:33]: Oh that mean. [0:23:39, 0:23:47]: Okay. Um on March on March fourth, twenty twenty one, uh we received three responses, uh and that was from um [0:23:48, 0:23:49]: Safe built. [0:23:49, 0:23:52]: Charles Abbott and Nova Engineering. [0:23:52, 0:23:58]: On March sixteenth, the evaluation committee uh held an an evaluation and did scoring. [0:23:59, 0:24:01]: And in which we did the ranking. [0:24:03, 0:24:08]: Okay. And then the uh the the recommendation on the award is to whom we can [0:24:09, 0:24:13]: Right. The recommendation for award is to award the contract to safe built. [0:24:13, 0:24:20]: Georgia LLC, the contract will be for one year with an option to renew for four one year periods. [0:24:21, 0:24:25]: Okay, and um okay, so moo. [0:24:26, 0:24:35]: Okay, so well I don't know. Did uh any more questions? Okay, so all right. Okay, Mirapro Tem made a motion. This can't second it. Any further discussion? [0:24:35, 0:24:37]: If not all in favor of motion, please indicate. [0:24:39, 0:24:39]: Three. [0:24:39, 0:24:40]: Opposed? [0:24:41, 0:24:43]: One of abstain. [0:24:44, 0:24:45]: Okay, so three one one. [0:24:46, 0:24:47]: Mayor Ford. Yes, ma'am. [0:24:48, 0:24:54]: I'd like to ask the city clerk to also include the statement that I made to this item as well, please. [0:24:54, 0:24:56]: Okay, she she's got it. Good deal. Thank you. [0:24:57, 0:25:02]: New consideration to approve Campground Road Beautification Project. Mr. Aaron, please. [0:25:03, 0:25:15]: Yes, Mr. Mayor. Uh I was tasked with uh the beautification, getting beautification for Campground Road. And High Grow gave us a quota of twenty-five thousand nine hundred and ninety-seven dollars to plant. [0:25:16, 0:25:23]: Fifty three uh red crate myrtles approximately fifty feet apart on campground road within the city limits of Stockbridge. [0:25:25, 0:25:27]: Okay. Questions for Mr. Aaron, Council? [0:25:28, 0:25:30]: If if I'm I'm sorry, go ahead. [0:25:31, 0:25:47]: Go ahead, go ahead, Mr. Knight. He's he's gonna he'll uh I was just gonna add to it to Mr. Aaron's um uh presentation there. This is um intended to provide beautification uh along Campground Road, which everyone knows is a new road in the city of Stockbridge. [0:25:47, 0:25:51]: Obviously it was built uh about a year and a half, but over a year ago it was opened up. [0:25:52, 0:26:01]: I think Henry County provide beautification to a certain point and then we provided some beautification there. This is a longer stretch that runs down Campground Road. [0:26:02, 0:26:16]: And again, because it is a new road, um, the intent was to provide uh some level of visual amenity or aesthetics along that roadway that runs uh toward you know a new subdivision that's currently under construction, which is Winding Creek. [0:26:16, 0:26:21]: um uh subdivision. So that's that's uh the impetus for this. [0:26:22, 0:26:25]: And um obviously we'll seek to answer any questions from council. [0:26:26, 0:26:27]: Councilman Blount, go ahead, please. [0:26:29, 0:26:30]: Yes, thank you, Mayor. [0:26:31, 0:26:32]: Um [0:26:34, 0:26:40]: The uh what's the uh to Mr. Aaron first? What what would you say twenty seven thousand nine hundred? [0:26:40, 0:26:43]: Twenty five thousand nine hundred and ninety seven dollars. [0:26:47, 0:26:50]: This is going to and who's gonna do the work? [0:26:51, 0:26:54]: Uh high grove has given us the proposal, cost proposal. [0:26:56, 0:27:02]: Uh is is um so at this point to my understanding, uh high grove is not under contract, is that correct? [0:27:03, 0:27:04]: Yes, sir. [0:27:05, 0:27:16]: So uh to Councilwoman Barber's uh concerns, I would say then we didn't have any cost proposals RP that go out to anybody else. We're just [0:27:16, 0:27:25]: Um, actually giving it to high grow that is not under contract. So we have not yet gone through a procurement process to get competitive bidding. Is that correct? [0:27:31, 0:27:32]: We're gonna ask a question. [0:27:34, 0:27:42]: So at this point, we're we're using high growth that's not under contract, haven't been under contract in over a year, maybe two years. [0:27:42, 0:27:53]: Yet we're giving them projects not under contract, but we're not, but we're circumventing a bidding process that should go through procurement, which is now what will allow a competitive bidding. [0:27:53, 0:28:13]: And to Councilwoman Barber's question, there's no cost proposals, uh, no RFPs put out for uh competitive bidding for this contract, but we're going to grant it to a company that's not under contract. Uh, I don't think the city should operate like this. I think that if we're going to put a company under contract, we should put them under contract. [0:28:13, 0:28:14]: Contract. [0:28:14, 0:28:21]: But if not, then anytime that we have projects come open and come up, that competitive bidding should be for those projects. [0:28:21, 0:28:26]: That's my qu that's my statement on that. I mean we'll we'll go ahead, Mr. [0:28:27, 0:28:42]: Well, missing go ahead, Mr. Night. Um yes, I I I did uh want to to also uh address that or clarify if I could, that is correct. Uh there is not a current contract. We did bring forth a bid or a went through a bid process and at that time [0:28:43, 0:28:48]: Guess it was six months ago. I can't r remember exactly. At that time it was determined that we would not go forward. [0:28:49, 0:28:53]: Um at that and it's it since that time it's been held in abeyance. [0:28:53, 0:28:58]: Um I in fact I did actually have a conversation with uh Mr. Berry, one of our attorneys. [0:28:59, 0:29:07]: Um earlier today about uh that status and how we should best address that status because it technically it is still. [0:29:07, 0:29:22]: Active, I don't want to go into too many details because it is still an active situation, but we will be bringing a resolution to you regarding that uh in the very near future. But your your initial statements were correct. [0:29:22, 0:29:27]: Oh well, that went forward, that did not ultimately get determined. [0:29:28, 0:29:33]: But go ahead and how long the how long has uh high grove been with the city without a contract? [0:29:33, 0:29:38]: Uh uh uh I can't Mr. Aaron could probably answer better than I could. I [0:29:39, 0:29:43]: Don't wanna be an error on that. Mr. Aaron, how long has Highgrove been with the city without a contract? [0:29:44, 0:29:47]: Uh I was uh it was close to like a year and a half. [0:29:48, 0:29:55]: So anytime that we allow any companies, any entity uh divisions of the city to ha to operate without a contract. [0:29:55, 0:29:57]: And continue to give them projects. [0:29:58, 0:30:02]: Then we're in a place where we have said and we've seen this council. [0:30:02, 0:30:22]: uh the consensus of this council talk about the procurement process. When we allow any company to stay with the city that is not under contract, it alleviates other competitor companies to even come in to even come in under the bidding process that should be laid forward and laid out through an RFP in order to operate in the city. [0:30:22, 0:30:39]: So when we allow a company or any entity to come in this city and operate a year and a half without a contract, what we're doing is putting ourselves in a position where we're telling other businesses as a city that this is who we're gonna, who we're gonna choose without having a bidding process in place. [0:30:40, 0:30:43]: And I don't and I don't think we should operate that like that at all. [0:30:45, 0:30:48]: Okay. Any other comments uh from the council? [0:30:49, 0:30:51]: Mayor Pro Tem, go ahead, please. [0:30:51, 0:31:09]: Yeah, I simply want to say Mr. Knighton, this uh do we have some money set aside for the beautification price project uh projects in the city? And if so, how how much was it? We have right-of-way landscape, which is primarily for the contractor, we have right at about two hundred thousand. We also have [0:31:09, 0:31:12]: Landscaping under government buildings and property. [0:31:13, 0:31:15]: Uh for one fifty. [0:31:15, 0:31:19]: Okay, so we we would be taking the money out of that account. [0:31:20, 0:31:22]: That would be recommended, yes. [0:31:23, 0:31:27]: Okay, now if we had uh in the in additional projects we were talking about possibly [0:31:28, 0:31:38]: uh completing beautification on Hudson Bridge Road. I know the volunteers and I did Hudson Bridge Road, but could that s could that same funding be taken from this account? [0:31:39, 0:31:45]: Uh if we if we were to look at how much that would cost, I would I would venture to say that we probably would. [0:31:45, 0:31:51]: um take a look at that particular account to do that beautification. But you know, obviously right now we don't have a cost proposal. [0:31:52, 0:32:01]: Right. The idea is and and the thing about it, Mr. Blount's comments were it he he looked we need just needed to look right in the mirror, okay? [0:32:02, 0:32:05]: The council allow these contracts to be [0:32:05, 0:32:08]: uh go along month to month without approval. [0:32:08, 0:32:13]: The staff brought a recommendation for approval for uh [0:32:13, 0:32:18]: landscaping services to be uh approved by this council. [0:32:18, 0:32:20]: And this council failed to act. [0:32:21, 0:32:24]: Subsequently the same thing happened with the [0:32:24, 0:32:25]: Uh [0:32:25, 0:32:30]: acquisition on janitorial services. Those contracts came forward to this council. [0:32:31, 0:32:32]: Uh for approval. [0:32:32, 0:32:34]: This council failed to act. [0:32:35, 0:32:40]: The people who run this city is this city council. We set the policy. [0:32:41, 0:32:45]: So if we want to s blame anybody for the city operating without [0:32:46, 0:32:48]: Uh, these contracts being approved. [0:32:48, 0:32:57]: We just need to look right in the mirror and say, you know what? We allowed it to happen because if we have been insistent upon moving this forward. [0:32:57, 0:33:01]: I'm not I'm not coming into this meeting unaware. [0:33:01, 0:33:03]: That this contract has been month to month. [0:33:04, 0:33:05]: Because it's been month to month. [0:33:05, 0:33:09]: For like a as indicated for a year and a half. [0:33:09, 0:33:11]: The janitorial services [0:33:11, 0:33:14]: have been in the same in the same way. [0:33:14, 0:33:20]: That's been uh the dysfunction that this council has operated under. We just continue to move forward. [0:33:20, 0:33:22]: Uh under that knowing that uh [0:33:23, 0:33:26]: These particular uh operations had not been approved. [0:33:26, 0:33:27]: So [0:33:28, 0:33:31]: Uh I'm not sure how this particular project [0:33:31, 0:33:32]: uh was brought forward. [0:33:33, 0:33:37]: Uh Mr. Knight, you brought this project forward. Is it your recommendation that this is [0:33:38, 0:33:44]: uh how we operate and that we move this project forward uh based on your experience and knowledge. [0:33:45, 0:33:52]: I I would I would recommend so in that. Um I think one of the the items that obviously has been [0:33:53, 0:33:57]: important to the council is beautification and beautification in a number of different ways. [0:33:57, 0:34:02]: We have a new road here, which is Campground Road, and I think to establish [0:34:02, 0:34:06]: A level of uh aesthetic appeal on that road is in order. [0:34:07, 0:34:11]: Especially again with um a portion of the road having uh [0:34:11, 0:34:13]: Um some beautification already done. [0:34:14, 0:34:19]: to continue along that path on Campground Road, I think would provide uniformity. [0:34:19, 0:34:22]: and would provide the beautification uh of that roadway. [0:34:23, 0:34:27]: I just want to make this clear. You made this per you decided to bring this to the council. [0:34:28, 0:34:32]: uh for this um proposal and you made this recommendation, is that correct? [0:34:34, 0:34:38]: The agenda item has been placed on there. Yes. This is this is a recommendation. [0:34:39, 0:34:39]: That I am making. [0:34:40, 0:34:46]: Okay, now if we wanted to, let's say like you said, we have a hundred thousand dollars in this particular account. [0:34:47, 0:34:51]: We've been trying to prioritize beautification, like we've been trying to prioritize. [0:34:51, 0:34:53]: Several other items. So [0:34:53, 0:34:58]: Uh we know that areas need to be done. We understand Hudson Bridge Road. [0:34:58, 0:35:00]: As a primary corridor. [0:35:00, 0:35:02]: And the estimate for [0:35:02, 0:35:05]: Uh, Campground Road was about twenty five thousand dollars. [0:35:05, 0:35:07]: Uh in order to do campground road. [0:35:08, 0:35:11]: The reason I see that you're doing that and I've noticed because [0:35:11, 0:35:16]: I drive it on a regular basis. That Henry County spent thousands of dollars. [0:35:16, 0:35:19]: uh actually putting in beautification from [0:35:19, 0:35:25]: the I seventy five bridge uh all the way to Peach Drive. Our section was not covered. [0:35:25, 0:35:28]: Uh, they did not pay for that. So if we wanted to have [0:35:28, 0:35:41]: uh some sort of beautification then that would be upon this council in order to act in order uh to do so. So uh in my estimation, the city manager has made a recommendation for us to move forward. [0:35:42, 0:35:43]: Uh with this particular project. [0:35:44, 0:35:45]: I would suggest that we be [0:35:46, 0:35:50]: uh aggressive with it and that we move forward with not just this. [0:35:50, 0:35:52]: particular, but we move forward with beautification. [0:35:53, 0:35:56]: Uh I've been trying to move forward Hudson Bridge Road. [0:35:56, 0:35:59]: Uh for a long time because the Eagles landing side. [0:35:59, 0:36:00]: Basically it's beautiful. [0:36:01, 0:36:03]: The city side is maintained pretty well, but [0:36:03, 0:36:04]: Yeah. [0:36:04, 0:36:08]: Um, you know, I'd like to discuss with this council proposing adding [0:36:08, 0:36:10]: Hudson Bridge Road to [0:36:11, 0:36:12]: This proposal as well. [0:36:12, 0:36:16]: And giving the staff a up to proposal. [0:36:17, 0:36:20]: uh of twenty five thousand dollars so mi twenty five thousand dollars [0:36:21, 0:36:23]: for the winding crew for the [0:36:23, 0:36:27]: uh campground road section and then and up and up to [0:36:27, 0:36:29]: Twenty five thousand dollars. [0:36:29, 0:36:30]: And beautification for [0:36:31, 0:36:35]: The Hudson Bridge Road exit, uh, with the city manager having the discretion. [0:36:35, 0:36:37]: Uh good in order to [0:36:37, 0:36:39]: Uh complete the bid. [0:36:40, 0:36:41]: Uh based on uh [0:36:41, 0:36:43]: The beautification necessary. [0:36:44, 0:36:47]: Uh for Hudson Bridge Road, I'd just like the council to uh [0:36:47, 0:36:48]: discuss these items because [0:36:49, 0:36:50]: We we we [0:36:50, 0:36:52]: You know, we put forth money. [0:36:52, 0:36:57]: Uh in the budget to start cutting the right of ways on Rock Quarry Road. [0:36:57, 0:36:58]: Beautiful. [0:36:58, 0:37:00]: Highway one thirty eight. [0:37:00, 0:37:01]: Walt Stevens wrote. [0:37:02, 0:37:05]: These corridors are prideful for this city right now. [0:37:06, 0:37:07]: You know, we had [0:37:07, 0:37:12]: uh went forward with these because the consum because our public was complaining. [0:37:12, 0:37:19]: that our right-of-ways weren't sufficient. But right now we have the best right of ways in the county, without a doubt. [0:37:20, 0:37:36]: All of these railways are put picked up regularly, they're cut regularly, they're maintained, and we should continue forward with those beautification efforts, making sure that we add beautification to our city at every at every term. I think we had other council members that wanted to speak. [0:37:36, 0:37:37]: We do. [0:37:37, 0:37:45]: Yeah, Mr. Blount, go ahead, please. Yeah, I just wanted I just want to say that in in in Councilman uh I'm gonna say uh Mr. Alexander is correct. [0:37:45, 0:37:47]: We do have to look in the mirror. [0:37:47, 0:37:49]: But when there's a process in place. [0:37:50, 0:38:00]: and it's voted against. Don't include and when you don't include everyone in the process and vote for something, don't include everybody in the process when it's flawed. [0:38:01, 0:38:14]: Uh this process when it came to uh awarding a bid to go that has gone through an RFP process with this bid that was voted down, this had nothing to do with the whole council. [0:38:14, 0:38:20]: So yet don't look at the whole council now when something flawed with the system is pointed out. [0:38:20, 0:38:34]: And I'm only saying that this city needs to operate in a way systematically that we've been told by our attorney that we have a pretty good procurement process here. Everything can be uh uh uh improved. [0:38:35, 0:38:45]: But when we talk about bidding the bidding process, and when that bidding process is interrupted, when that bidding process is constantly being attacked. [0:38:47, 0:38:53]: And when that bidding process goes through in this council, a consensus of this council does not approve. [0:38:53, 0:38:57]: of those that bidding process when we're putting out RFPs. [0:38:57, 0:39:00]: Then those that voted to not approve. [0:39:00, 0:39:08]: Those are the ones that stand out. I look in the mirror every day and I'm and I'm confident and feel proud of everything that I do for the city of Stockbridge. [0:39:08, 0:39:10]: Every vote that I make. [0:39:11, 0:39:31]: But when the process is put out here and you have a consensus of this council to vote against it, then I'm not going to look in the mirror and say, I had anything to do with right now what I'm speaking about. We have to we have to go through a procurement process. We can't continue to move like we're doing and have all of this intervention from city uh [0:39:31, 0:39:37]: from from from public uh officials, from elected officials when it comes to the bidding process with this city. [0:39:39, 0:39:45]: That's what we that's what we need to stop doing. And when and when staff came and recommend with recommendations. [0:39:46, 0:39:49]: We either for it or when or against it, but when we vote against it. [0:39:50, 0:39:53]: Then let's let's take it apart in ourselves and say and own that. [0:39:54, 0:39:59]: We don't own what we vote against as a whole. That's whoever voted against it owns it. [0:39:59, 0:40:01]: When I vote against something, I'll own it. [0:40:02, 0:40:03]: I'm not gonna say the whole. [0:40:04, 0:40:07]: And right now we need to own what we what we do. [0:40:07, 0:40:14]: And when we sit back and I continue to look and see our procurement process being attacked and charged and come at. [0:40:15, 0:40:18]: The elected officials should not be doing that. [0:40:19, 0:40:27]: Uh I see Mr. Mr. Berry, uh attorney Mr. Berry's on the on the line. Uh and I've asked Mr. Berry and I've asked you, Mr. Knighton. [0:40:27, 0:40:35]: That I need to find, I need to get something and writing from you all pertaining to our procurement process because we're having too much intervention. [0:40:35, 0:40:37]: From elected officials [0:40:37, 0:40:45]: When it comes to our procurement process, and we should not be involved in that. This is how things get miscrewed and jacked up and messed up. [0:40:46, 0:40:47]: Ms. Barber, go ahead, please. [0:40:50, 0:40:56]: I wanted to ask uh Mr. Aaron and Mr. Knighton um when the landscaping um [0:40:57, 0:41:00]: Recommendation to award came to the council last year. [0:41:01, 0:41:06]: The scope of work um was specific to certain areas. [0:41:06, 0:41:07]: In Stockbridge, the [0:41:08, 0:41:12]: It did not include the Kent Round Road area. Is that correct? [0:41:14, 0:41:16]: I think that is correct, yes. [0:41:16, 0:41:18]: Okay. So Yes, that's correct. [0:41:19, 0:41:19]: Thank you. [0:41:20, 0:41:20]: So [0:41:21, 0:41:26]: This um what you're requesting now is a one-time [0:41:26, 0:41:30]: um bid for this specific job on Camp Brown Road. [0:41:32, 0:41:34]: Is that what's being requested now? [0:41:36, 0:41:39]: Yes, for for the installation of the um [0:41:40, 0:41:42]: Trees that would be put in on campground road, yes. [0:41:42, 0:41:46]: Okay. A point of order, uh Mayor is not a bid. [0:41:46, 0:41:48]: Let's let's correct that must night. It's not a bit. [0:41:49, 0:41:49]: All right. [0:41:50, 0:41:52]: Going forward. It's a proposal. [0:41:52, 0:41:53]: Yes. [0:41:55, 0:41:59]: So when we do award a contract for landscaping services. [0:41:59, 0:42:05]: we will include Camp Brown Road also with the scope of work. Correct. [0:42:07, 0:42:14]: If right, if there is a new bid that is uh developed, I would imagine yes, that it would include Campground Road. [0:42:14, 0:42:15]: Okay. [0:42:15, 0:42:18]: So it was my understanding. Um [0:42:18, 0:42:21]: When we rejected the original [0:42:21, 0:42:22]: Um request for [0:42:23, 0:42:25]: The original recommendation to award last year. [0:42:26, 0:42:28]: The staff was going to [0:42:28, 0:42:33]: identify um additional areas, including the amphitheater. [0:42:34, 0:42:38]: Um and include all of that in one scope of [0:42:38, 0:42:38]: Work. [0:42:39, 0:42:41]: So now we've got to include the amphitheater. [0:42:41, 0:42:43]: and Camp Brown Road as well. [0:42:44, 0:42:49]: um for ongoing maintenance. But this is what's on the agenda is just a one time [0:42:50, 0:42:52]: Service of installation. [0:42:54, 0:42:54]: Correct. [0:42:55, 0:42:57]: That's correct, yes. Okay. So [0:42:58, 0:43:03]: The amount of this one time installation is how much again? Twenty five [0:43:05, 0:43:08]: Twenty five thousand nine hundred and ninety seven dollars. [0:43:08, 0:43:09]: Okay. [0:43:09, 0:43:18]: And it did not go through the competitive bidding process. I understand that Mr. Knighton's spending authorization is twenty five thousand and anything over that. [0:43:19, 0:43:21]: He brings it to the council for our approval. [0:43:21, 0:43:22]: Um [0:43:23, 0:43:24]: That's correct. [0:43:25, 0:43:29]: And that is why this item is on the agenda. It's just a one-time installation. Um [0:43:30, 0:43:32]: I'm okay with this. That's all. [0:43:33, 0:43:34]: Again, go ahead, please. [0:43:38, 0:43:39]: Thank you. [0:43:39, 0:43:59]: You I I think my question was answered now because I wanted to know the actual dollar amount that was owed. Um, but I for the record, I voted in favor of moving forward with the contracts initially for our janitorial services as well as landscaping. So um there were two votes for and three votes. [0:43:59, 0:44:02]: No, and we are almost a year later. [0:44:02, 0:44:15]: And that's that's something that we need to really work on as a council. But I just wanted to know that dollar amount for that one-time fee. Are there going to be any additional cost? Um [0:44:16, 0:44:21]: that we are not aware of or maintenance fees and where will they come from? [0:44:24, 0:44:30]: Well, I know currently Henry County maintains campground road that do the cutting and mowing. [0:44:30, 0:44:45]: And it probably would be some memorandum of agreement if the city's gonna maintain the portion of Campground Road that's in the city since we've got those plannings there. But the cost is to install these these trees. [0:44:46, 0:44:47]: Excuse me, Mayor. [0:44:47, 0:44:48]: Go right here, Michael. [0:44:48, 0:44:52]: That's not the case. Henry County uh is a county maintained road. [0:44:53, 0:44:55]: And they they mow it every single week. [0:44:56, 0:44:57]: They will continue to maintain it. [0:44:58, 0:45:02]: We're just adding the beautification to the project. This is just like they cut. [0:45:02, 0:45:05]: Uh, Walt Stevens roll every single week. [0:45:05, 0:45:05]: They could. [0:45:06, 0:45:25]: uh uh you know campground road every single week in exchange we cut other areas uh so it's a change off it's a trade-off so you know they put beautification along their section of this roadway and religiously they cut it every single week so all we need to do is pay for the trees [0:45:25, 0:45:30]: They pay for the trees on their section of Jodeco Road. It's beautiful. [0:45:31, 0:45:38]: They maintain it and they cut it every single week. Our section, all the way through the see the limits, they cut it every single week. [0:45:39, 0:45:58]: We just don't have any trees in our section. So we would not be expected to take over this section. We will only be expected to plant the trees and they will continue to cut the grass every single week, just like they do, because they just approved a year's contract to maintain this. So it would not be coming back to the city. [0:45:58, 0:45:59]: Well [0:45:59, 0:46:01]: What what's the [0:46:02, 0:46:04]: Will the trees need to be maintained at all? [0:46:05, 0:46:06]: Did you say there were crate myrtles? [0:46:07, 0:46:12]: I mean, will they need to be maintained at all? And who's going to maintain them when they are needed to be made? [0:46:14, 0:46:16]: Well uh if you ask me that they're in the county. [0:46:17, 0:46:28]: Right. If you well they're not they're not in hold on let me ask let me make this seriously. They're not in the county. Okay. They're in the city limits of Stockbridge. They're in the median in the city limits. [0:46:28, 0:46:48]: What happens is under the SDS agreement that we have with the county, the county maintains this roadway. They they cut the grass the right-of-way. But this is 100% in the city limits of Starkbridge. So if the trees have to be cut back at any point or they have to be cut down or or or trimmed. [0:46:48, 0:46:52]: or whatever, the city would have to absorb that because Henry County [0:46:52, 0:47:12]: Does a great job. Let me say they're doing a magnificent job. It's beautiful. They cut it every single week with uh zero turn motors and they edge it all the way from the I-75 all the way to highway 42, including uh a mile, about mile and a half that's in the city limits of Starkbridge. [0:47:12, 0:47:17]: They do that as a trade-off because we cut other areas like highway one thirty-eight. [0:47:19, 0:47:24]: Yeah. Thank you. Well one second, I'll make sure Ms. Gantt, you're done, Ms. Gantt? You good with that? Yes I am. Thank you. [0:47:24, 0:47:25]: Go ahead, Councilman Blanc, go ahead, please. [0:47:26, 0:47:32]: I'm in a totally agreement with Mr. Alexander about Hudson Bridge Road having beautification. [0:47:32, 0:47:41]: Uh in fact, I came to Mr. Knighton a few months ago when when Mr. Alexander started his plant the tr planting trees over there. [0:47:41, 0:47:42]: Um [0:47:43, 0:47:55]: I saw that it since it wasn't a city, a city's function, it was a council initiative. One of the discussion I had with Mr. Knighton is the city needs to take over the beautification of that. [0:47:56, 0:48:10]: Um, and so that it can be maintained because the straw has turned gray. Uh there hasn't it wasn't maintained. So I'm in agreement that needs to be beautification. The thing that I'm talking about is a separate issue. [0:48:10, 0:48:13]: Mr. Knight can have authority to allot monies. [0:48:14, 0:48:18]: to companies, but that still is a bidding process. [0:48:18, 0:48:20]: That's being circumvented right now. [0:48:20, 0:48:28]: It still needs to be three uh uh three bidders. There still needs to be a procurement process, no matter who he awards it to. [0:48:28, 0:48:38]: And I'm only saying that when we sit back and we continue to sit here and uh uh award a company that's sitting with us without a contract, and I agree with Councilwoman Gantt. [0:48:38, 0:48:40]: This came before the council. [0:48:41, 0:48:47]: And two votes went to the the the the bidding process for the company that was in the bidding process. [0:48:48, 0:48:50]: And it was voted against. [0:48:51, 0:48:55]: I'm simply talking about not the need for what we're trying to do. [0:48:55, 0:49:01]: But the procedures and process that we're doing and going about by doing it, we can't circumvent. [0:49:02, 0:49:04]: Um procurement. [0:49:04, 0:49:20]: because there's a need. It still has to go through a process. And these we can't continue to allow projects to not go through a process. Mr. Knighton, I guess you can speak to it. Even if you award someone this, it still had to be a competitive process. Is that correct? [0:49:25, 0:49:29]: I think we've addressed this issue with respect to what transpired. [0:49:30, 0:49:31]: Previously. [0:49:32, 0:49:33]: It is ideal. [0:49:33, 0:49:35]: For us to have. [0:49:35, 0:49:37]: contracts with certain vendors. [0:49:38, 0:49:39]: As a result of the fact that [0:49:40, 0:49:41]: There was not an award made. [0:49:42, 0:49:43]: Previously. [0:49:43, 0:49:45]: That was conveyed earlier. [0:49:46, 0:49:48]: We have a situation where [0:49:48, 0:50:01]: you have certain city needs that need to be addressed and this is the best means to address it. The item was brought forward um for the council's consideration. [0:50:02, 0:50:03]: The council can choose. [0:50:04, 0:50:07]: To accept this in the explanations thereof. [0:50:08, 0:50:08]: Or not. [0:50:09, 0:50:11]: We have the situation we have currently. [0:50:12, 0:50:19]: I think we've addressed all of the questions that have been brought forward with respect to where we are with this particular situation. [0:50:20, 0:50:23]: I believe also our state contractor CGL could probably [0:50:24, 0:50:27]: Um also uh help to maintain this area as well. [0:50:28, 0:50:33]: Well my follow up you what my follow up to that question, if you will, Mr. Alexander. [0:50:33, 0:50:35]: I would I would go to a seat attorney. [0:50:36, 0:50:50]: To answer the question, if there's a uh an amount for anybody that we contract to do any work or a lot money to them, we still have to go through to protect the city through a uh a procurement process. Is that correct, Ms. Berry? [0:50:52, 0:50:53]: Council member the [0:50:53, 0:51:02]: City and I'm looking at the code now. It says the city manager shall have the authority to sign contracts up to twenty-five thousand dollars without council approval. [0:51:02, 0:51:07]: And it sounds like this one's slightly above that, and so he's brought it to council. [0:51:07, 0:51:09]: Services contracts [0:51:10, 0:51:15]: can be uh entered into without competitive procurements. [0:51:15, 0:51:22]: There can be a decision made for whatever reason. And I don't I don't know the history. I don't know anything about this. [0:51:22, 0:51:27]: contract but uh the services contracts can be entered into without procurements. [0:51:27, 0:51:30]: If that's what the city desires to do. [0:51:31, 0:51:34]: Additionally, [0:51:35, 0:51:41]: Have someone paint city buildings, that would be a services contract that wouldn't require a procurement necessarily. [0:51:41, 0:51:43]: It you know, you may want to very much do it. [0:51:44, 0:51:50]: are you know professional services contracts different than buying tables and chairs, which would require procurement. [0:51:51, 0:51:56]: Additionally, let me mention, even though there is authority up to twenty-five thousand dollars for the city manager. [0:51:57, 0:52:03]: Um, if we put less tr w one less tree that's under twenty five thousand, I'm not going to operate in that fashion. [0:52:04, 0:52:10]: I'm gonna bring you a proposal that's been brought to us. It's slightly above twenty five thousand dollars. [0:52:10, 0:52:13]: been brought to the council for your consideration and review. [0:52:13, 0:52:15]: and approval or rejection. [0:52:16, 0:52:19]: All right, Doug stand by a second, please, Mayor Pro Tem. [0:52:19, 0:52:22]: Mr. Aaron, anything you need to add right now at all? [0:52:23, 0:52:24]: No, sir. [0:52:24, 0:52:27]: Okay, let's let's look at winding this particular topic down. [0:52:28, 0:52:28]: You know what? [0:52:28, 0:52:31]: Councilman Thomas, you haven't had a chance to speak. Go ahead, sir. [0:52:32, 0:52:36]: Well, I I sort of just been listening. Um, I've been on the phone. [0:52:37, 0:52:42]: uh with mr berry uh with mr knight and um posing my questions [0:52:43, 0:52:47]: And I've, you know, sort of talked about this ongoingly about [0:52:48, 0:52:50]: uh efficiency [0:52:51, 0:52:52]: Effectiveness [0:52:53, 0:52:55]: And understanding by council members. [0:52:55, 0:52:57]: Of all processes. [0:52:59, 0:53:00]: and services. [0:53:01, 0:53:18]: And the reason why I'm in favor of modifications is obvious. It's obvious here tonight. If I was neutral and someone would just listen in, it's obvious that we need to have more discussion on the procurement process. [0:53:18, 0:53:23]: Um and and and and the bottom line is efficiency. [0:53:24, 0:53:25]: Effectiveness is [0:53:26, 0:53:29]: In order to move the city forward. [0:53:29, 0:53:34]: So again, um I'm in favor of some modifications. [0:53:35, 0:53:36]: You know, even if it's just a [0:53:37, 0:53:55]: a workshop and we're just dealing with procurement. But it's obvious, it's it's very obvious that we don't understand it. Um I I abstained from several votes today because um I had issues with that and and and Mr. Bear and Mr. Nag know exactly what they are. [0:53:55, 0:53:59]: Uh but I'm not going to hold this council meeting hostage. [0:53:59, 0:54:02]: Um with with my issues and my concerns. [0:54:02, 0:54:04]: But but there will be a time when [0:54:04, 0:54:09]: Um, you know, I'm going to bring this forward and and we need to [0:54:10, 0:54:15]: uh have these kind of discussion but i'm just not gonna hold this meeting uh hostage tonight but [0:54:15, 0:54:16]: Again. [0:54:16, 0:54:17]: It's obvious. [0:54:18, 0:54:20]: Um that we need to [0:54:21, 0:54:31]: look at our uh procurement process and i'm not saying when i say look i i'm not saying that there need to be some changes but it definitely need to be some [0:54:31, 0:54:33]: Understandins. [0:54:34, 0:54:45]: And and so uh I'm going to recommend that. And as I said, I've I've spoken to uh Mr. Knight and Mr. Bear about these things. So uh I will be coming forward with some recommendations. [0:54:46, 0:55:02]: Thank you. Okay, Mayor Potem, go ahead and let's start looking at winding this down so we can move on. Mayor Pro Tem go ahead. What's on your mind? Uh uh I think Miss Barber has some comments too, or she or no. Come to her next, but but uh but order. But uh it's up to you, sir. You you're you're let her go first and then I'll go next. Barber, go ahead, please. [0:55:03, 0:55:06]: My statement is pretty short. Um [0:55:07, 0:55:11]: Houseman Thomas is correct. Uh we need consistency. [0:55:11, 0:55:13]: in the way that we are uh [0:55:14, 0:55:16]: approving these contracts. [0:55:16, 0:55:21]: Um ordinarily any service or products over twenty five thousand. [0:55:21, 0:55:24]: should go through the competitive bidding process. [0:55:25, 0:55:26]: Considering the fact that [0:55:27, 0:55:30]: This particular service is a one-time service. [0:55:31, 0:55:34]: And it is nine hundred and ninety seven. [0:55:34, 0:55:37]: dollars over the city manager's authority. [0:55:38, 0:55:40]: I was willing to approve it. [0:55:40, 0:55:41]: But now [0:55:42, 0:55:56]: I'm having some second thoughts. Just for consistency, I'm going to be opposing it because it has circumvented the competitive bidding process. And that is what we're missing in our processes. Consistency. [0:55:56, 0:55:57]: That's all. [0:55:58, 0:55:59]: Hi, Mayor Potem, go ahead, please. [0:56:00, 0:56:14]: Uh what I was going to say about this is that um in terms of doing this in a comprehensive approach, I'd certainly like to move forward with um something that the council is agreeable with. If the suggestion is that it um [0:56:15, 0:56:20]: I don't know, you know, I I I would like to move forward with it and go ahead and add Hudson Bridge Road to it. [0:56:20, 0:56:22]: I would like to be able to do both of them. [0:56:23, 0:56:25]: Uh make a [0:56:25, 0:56:26]: Um [0:56:28, 0:56:30]: Make a motion to [0:56:30, 0:56:33]: Uh go ahead and approve the recommendation. [0:56:33, 0:56:34]: By the staff. [0:56:35, 0:56:38]: In addition to the recommendation by the staff. [0:56:38, 0:56:41]: Allowing uh Hudson Bridge Road to be added. [0:56:42, 0:56:45]: With an up to twenty five thousand dollars amount. [0:56:45, 0:56:50]: uh given to the city manager. So basically this gives the city manager fifty thousand dollar [0:56:51, 0:56:57]: uh spending over this particular area where he could sprue twenty five thousand dollars for campground road. [0:56:57, 0:57:00]: And then twenty five thousand dollars for [0:57:00, 0:57:02]: Uh Hudson Bridge Row. [0:57:02, 0:57:05]: So we could get both of the projects done at the same time. [0:57:05, 0:57:09]: If the council is not agreeable to that, then I'd like to put out both projects for [0:57:10, 0:57:11]: A RLP. [0:57:11, 0:57:21]: Yeah, if that were the case, but I'm okay with high growth doing it either way. But we need we keep we keep talking about beautification, but we need to put some money behind it. [0:57:21, 0:57:22]: And let me just say this. [0:57:23, 0:57:24]: I'm totally in agreement. [0:57:25, 0:57:27]: Where procurement needs to be addressed. [0:57:27, 0:57:33]: I'm glad Council uh Councilman Thomas suggested that procurement be suggest be uh [0:57:34, 0:57:35]: B uh [0:57:35, 0:57:41]: brought forward. There needs to be some adjustments to the area so that we have some consistency in it. [0:57:41, 0:57:43]: My disagreement with um [0:57:43, 0:57:50]: uh uh my colleague uh miss barber is that I wanted to see these projects move forward. [0:57:50, 0:57:52]: And because they had already been in the pipeline. [0:57:53, 0:57:58]: But make no mistake about it. I want to see the project the process corrected. [0:57:58, 0:58:03]: I wanna see the process fixed in a way that we can move forward. [0:58:03, 0:58:15]: with uh in the future cleanly that we don't have these issues popping up consistently. And let me just say, anybody on this panel, when the f when the first [0:58:16, 0:58:16]: Um [0:58:17, 0:58:37]: Landscaping contract was voted down. Any one of us could have suggested putting it on the agenda to bring it back. So even though you didn't, you vote for it, or you did vote for it the first time, you did not none of us did anything to bring it back until it came back tonight. So any one of us could have raised our hand. [0:58:37, 0:58:38]: For the last [0:58:38, 0:58:43]: 18 months brought it back to the agenda and had it discussed. [0:58:44, 0:58:49]: But in the meantime, I certainly would like to make a motion to move forward. [0:58:50, 0:58:50]: With [0:58:50, 0:58:52]: This particular [0:58:52, 0:58:52]: Um [0:58:53, 0:58:56]: proposal which is Campground Road. [0:58:57, 0:58:57]: Uh [0:58:57, 0:58:59]: being put out for [0:58:59, 0:59:02]: Uh as ms as the city manager has recommended. [0:59:02, 0:59:03]: In addition to [0:59:04, 0:59:06]: For twenty five thousand dollars for the project. [0:59:06, 0:59:09]: The twenty five thousand nine hundred uh that is [0:59:10, 0:59:12]: Bien asserted by the staff. [0:59:12, 0:59:16]: And then add another twenty five thousand dollars for [0:59:16, 0:59:25]: Uh the Hudson Bridge Road area to add beautification to it. That would be my motion. [0:59:25, 0:59:35]: And I would imagine that motion is that's involving hydrobe itself. That's all c gonna be really combined, really roughly for over fifty thousand dollars when you take the take both amounts together. [0:59:35, 0:59:39]: That would be that would be correct. Okay. There are second to the motion. [0:59:42, 0:59:43]: Is there a second to the motion? [0:59:46, 0:59:50]: No second. So the motion just fails in this case. Ms. Barber. [0:59:52, 0:59:55]: I'd like to make an alternate motion if I could. [0:59:55, 0:59:55]: All right. [0:59:56, 1:00:02]: Okay, I motion that staff prepare a new solicitation. [1:00:02, 1:00:07]: To include all of the areas that were in the original. [1:00:07, 1:00:08]: Scope of work. [1:00:09, 1:00:12]: In addition to those original areas [1:00:12, 1:00:15]: include areas around the amphitheater. [1:00:16, 1:00:17]: The campground road. [1:00:18, 1:00:20]: and Hudson Bridge. [1:00:21, 1:00:22]: I second. [1:00:22, 1:00:24]: It's again secondhand. Okay. [1:00:25, 1:00:28]: All right, motion made by Barber, Miss Can't second that. Any further discussion? [1:00:29, 1:00:37]: I have a question from Mr. Berry if you don't mind. Go right answer. Mr. Berry, if we have any companies that have gone through the competitive process. [1:00:38, 1:00:41]: Most of the time when you go through the competitive process. [1:00:42, 1:00:47]: with a certain company when that type of work is being done, there's also there's only amendments done to [1:00:48, 1:00:53]: To include areas. But when you've gone through the competitive process. [1:00:53, 1:01:00]: And now we're going to now look like we're seeking to put out a new RFP because of what we should have amended. [1:01:00, 1:01:04]: We're putting out a new RLP because those inclusions are put in. [1:01:04, 1:01:13]: Where did that what what does that do for the city? And I mean, I'm just saying for the procurement process, how does that look? And I just want to make sure we we're straight with doing that. [1:01:14, 1:01:23]: Sure. And councilman, and let me address a point you made earlier. And I know that uh the other council members have made as well. We are looking at procurement and it's our hope to put forward [1:01:23, 1:01:27]: Some proposed modifications by the end of May. [1:01:27, 1:01:29]: Uh to where [1:01:29, 1:01:39]: We're working on that. Quentin and I are working on that. Is your question, Councilmember, if we now put this back out to bid, what happened sort of to the integrity of the process? [1:01:39, 1:01:43]: knowing that there are new locations that would be added. I is that what you're asking? [1:01:43, 1:01:47]: Yeah, I'm asking because if if we've done a competitive process. [1:01:48, 1:01:51]: What what are we able now? [1:01:51, 1:01:54]: clearly and cleanly to now [1:01:54, 1:02:03]: Go through the another process in an issue that should have been amended on the process. Now we're just adding that now and starting the process over. [1:02:04, 1:02:10]: Yes. I I think it can be done. I think the challenge is to make sure that pricing is not known. [1:02:10, 1:02:12]: So if someone already knows that [1:02:13, 1:02:15]: You know, a certain company's pricing is X. [1:02:15, 1:02:20]: then that changes the the negotiations or changes the bidding. So if I [1:02:20, 1:02:23]: If you and I are bidding or something and I know you're gonna bid a dollar. [1:02:23, 1:02:24]: I'm gonna bid under that. [1:02:25, 1:02:26]: So I win the contract. [1:02:27, 1:02:28]: So as long as [1:02:29, 1:02:33]: The pricing is not known and the the scope is different. If more sites are gonna be added. [1:02:34, 1:02:37]: Then the scope becomes different, the procurement's different. I think that's okay. [1:02:37, 1:02:41]: I'm very much sensitive and appreciate your point so we can make sure. [1:02:41, 1:02:44]: Uh you that any procurement is [1:02:44, 1:02:46]: um you know remains competitive. [1:02:46, 1:02:52]: And it's not just a race to the bottom for the cheapest pricing to you know undercut any known [1:02:53, 1:02:53]: Pricing. [1:02:55, 1:02:58]: So it it can be done. We just need to be careful and smart about it. [1:03:00, 1:03:02]: All right. Map Pro Tem, go ahead, please. [1:03:02, 1:03:07]: I mean this mo uh the motion I supported in terms of us being able to [1:03:07, 1:03:10]: Get this contract done, but what does [1:03:10, 1:03:11]: That doesn't address [1:03:11, 1:03:15]: the uh what we have on the table, which is the projects that we have on the table. [1:03:16, 1:03:18]: So what do we do about the project? [1:03:20, 1:03:23]: I would imagine it probably it probably get delayed and pushed back. [1:03:25, 1:03:30]: So could you clarify that, Council Warner? What does that mean for the projects? [1:03:31, 1:03:32]: You're asking me? [1:03:33, 1:03:36]: Yeah, so what does that mean for uh winding creek and Hudson Bridge? [1:03:37, 1:03:41]: Okay, so those are other areas you want staff to include. [1:03:42, 1:03:43]: In the scope of work. [1:03:43, 1:03:49]: then we just need to n identify all the areas that we want to include. [1:03:49, 1:03:52]: in the scope of work that will be [1:03:52, 1:03:54]: Posted or advertised. [1:03:55, 1:04:01]: So I mentioned all of the original areas that were included in the original RFP. [1:04:01, 1:04:04]: That's um North Henry Boulevard, I believe. [1:04:04, 1:04:08]: Uh one thirty eight, Walt Stevens, all of the major corridors. [1:04:09, 1:04:12]: Now we'll also include Campground Road. [1:04:12, 1:04:13]: Um [1:04:14, 1:04:15]: Hudson Bridge. [1:04:15, 1:04:16]: Um [1:04:17, 1:04:18]: What other areas? [1:04:18, 1:04:24]: Right, I certain I certainly understand that, but what I'm saying is what about the beautification? [1:04:24, 1:04:30]: Now this c what you're talking about is putting the RFP out back for adding those areas to get [1:04:31, 1:04:40]: uh this under contract for those areas to be maintained. Yes, they're gonna be maintained because all of them are already under there besides the amphitheater. [1:04:40, 1:04:41]: And um [1:04:42, 1:04:46]: Wa and uh campground role. So we add those that still does not do anything about [1:04:47, 1:04:55]: adding the beautification to the new roadway, which is Campground or Hudson Bridge Road. So are you looking to add those to it? [1:04:55, 1:04:56]: Yes. [1:04:56, 1:05:01]: So let me amend my motion if I could, um, Ms. Clerk. [1:05:02, 1:05:02]: Um [1:05:03, 1:05:07]: So specifically for the campground road. [1:05:08, 1:05:12]: Um, I think that's the only area you're talking about installing new trees. [1:05:13, 1:05:14]: And then Hudson Bridge as well. [1:05:15, 1:05:17]: And Hudson Bridge. What? [1:05:19, 1:05:19]: Second [1:05:21, 1:05:25]: All right, all right. Uh back up here, Miss Gantt. Go ahead, please. [1:05:27, 1:05:31]: It was second environments again already. I know but she changed it. [1:05:31, 1:05:32]: Well [1:05:33, 1:05:37]: I have a question in regards to this. [1:05:37, 1:05:43]: Step, hold on please. Miss Holday, I think it's right. If she s she did uh Ms. Barber charged [1:05:44, 1:05:46]: But change emotion and Ms. Alexander. [1:05:46, 1:05:48]: Second that particular motion. So [1:05:49, 1:05:51]: I believe that that can be legally done in that aspect. [1:05:52, 1:06:06]: Well, I don't I'm not sure what changed because I originally had it included the campground in Hudson Bridge. So what was it just She's adding the twenty-five thousand dollars in beautification for Hudson Bridge Road? I'm not adding any amount. [1:06:07, 1:06:12]: So it was what I had that I am clear. Let me just make sure that I'm clear. [1:06:12, 1:06:17]: Okay. So all of the areas that were originally included in the scope of work. [1:06:18, 1:06:21]: They were all for maintenance. [1:06:22, 1:06:25]: So what I'm asking is that the [1:06:25, 1:06:28]: Scope of work that was originally [1:06:28, 1:06:29]: Posted. [1:06:30, 1:06:32]: Includes maintenance. [1:06:32, 1:06:34]: Of Hudson Bridge. [1:06:34, 1:06:36]: And Camp Brown Road. [1:06:37, 1:06:39]: In addition to that scope of work. [1:06:40, 1:06:43]: I'm asking that staff also include [1:06:43, 1:06:45]: The installation. [1:06:45, 1:06:46]: Um beautification. [1:06:47, 1:06:52]: on those two roads, Campground Road and Hudson Bridge. [1:06:52, 1:06:53]: Second [1:06:54, 1:07:02]: So I want to make sure that um Mr. Knighton and um Mr. Aaron understands because they're the ones I have been asking them. [1:07:02, 1:07:04]: where we are with the landscaping. [1:07:05, 1:07:08]: RFP. They were waiting for the completion. [1:07:08, 1:07:13]: of the amphitheater because those are large areas that needs to be maintained as well. [1:07:14, 1:07:18]: Okay Mr. Knighton, are we prepared and ready to [1:07:19, 1:07:25]: um put out solicitation to include the areas around the amphitheater or [1:07:25, 1:07:26]: On everything. [1:07:27, 1:07:38]: The the challenge with that is that the amphitheater, um, the landscaping and installation of trees and shrubs and so forth that'll be a part of the ponds that we've seen renderings of. [1:07:39, 1:07:42]: won't be installed probably for another [1:07:43, 1:07:50]: close to another month and a half to two months. And so typically many vendors would like to actually physically see [1:07:50, 1:07:55]: what they're going to be maintaining as a part of the the bid project process. [1:07:55, 1:07:57]: or site visit. [1:07:57, 1:08:02]: Um and so that may be a challenge with respect to um [1:08:03, 1:08:04]: Something immediate. [1:08:05, 1:08:07]: With respect to an an RFP. [1:08:07, 1:08:11]: Okay. Well we won't um need to add installation of [1:08:12, 1:08:16]: any trees or shrubs, those are already being installed. [1:08:16, 1:08:17]: Um [1:08:17, 1:08:20]: It's just the maintenance. The maintenance, correct. [1:08:20, 1:08:25]: Yes. Is it um okay for us to also include the amphitheater? [1:08:25, 1:08:28]: As a part of this whole um maintenance plan. [1:08:29, 1:08:32]: Or should we leave that out at this point? [1:08:33, 1:08:35]: I I think that [1:08:35, 1:08:40]: you know, we could leave it out and and provide an addendum later. [1:08:40, 1:08:43]: Okay. Um beyond uh award perhaps. [1:08:44, 1:08:49]: I would I I think I understand at least what the council discussion is and obviously if you [1:08:50, 1:08:51]: move forward with an approval. [1:08:52, 1:08:57]: I would ask that you would allow myself and and Mr. Berry and Miss Miller to get together and make sure we [1:08:58, 1:09:05]: ensure the process um with respect to the previous bid and what is being requested now are in order. [1:09:05, 1:09:08]: Is there may need to be another step that needs to be taken? [1:09:08, 1:09:11]: Okay, so I want to make sure that I'm clear. [1:09:11, 1:09:13]: This will be [1:09:13, 1:09:15]: The other solicitation. [1:09:16, 1:09:17]: That's done in Oberway. [1:09:18, 1:09:20]: We will be starting fresh and anew. [1:09:21, 1:09:22]: So with the scope of work. [1:09:23, 1:09:27]: We want to include all of the areas that was in the previous solicitation. [1:09:27, 1:09:28]: Minus [1:09:29, 1:09:30]: The amphitheater. [1:09:31, 1:09:34]: Include everything else that was included in the original scope of work. [1:09:36, 1:09:37]: Include [1:09:37, 1:09:39]: The maintenance of Hudson Bridge. [1:09:39, 1:09:40]: Okay Brown Road. [1:09:41, 1:09:43]: And also the installation. [1:09:44, 1:09:45]: Uh the [1:09:45, 1:09:46]: Trees. [1:09:46, 1:09:48]: on Camp Brown Road. [1:09:48, 1:09:50]: and Hudson Bridge. [1:09:50, 1:09:54]: Right. So let me make let me just put clarification. [1:09:55, 1:09:58]: So the other solicitation that had been out there would need to be rejected. [1:09:59, 1:10:01]: It already was. Okay. [1:10:02, 1:10:05]: I couldn't remember what transpired, but yeah, as long as that has been rejected. [1:10:06, 1:10:06]: Mm-hmm. [1:10:07, 1:10:09]: Uh Miss Holiday. [1:10:09, 1:10:11]: Miss Aldi, everything straight now, you think? [1:10:12, 1:10:13]: I do, thank you. [1:10:13, 1:10:15]: Okay, Ms. Gantt, back to you. [1:10:15, 1:10:25]: Thank you. So was this a bid? It was put out for bid? It didn't go through the RP price. I'm confused. I know Councilman Boyne had made a statement earlier. [1:10:25, 1:10:34]: So this was we just got a quote. Was that what we got? We got a proposal. Yes. We got a proposal from a vendor that we are currently using. That is correct. [1:10:35, 1:10:35]: Okay. [1:10:36, 1:10:44]: And once we go back to what we originally wanted, which was the cost of what it would would be to do this beautification project throughout the city. [1:10:45, 1:10:46]: Um [1:10:47, 1:10:55]: Wouldn't maintenance fall on public works or no? I mean, how many public works employees do we have? What are we doing about I mean [1:10:55, 1:10:59]: Are we saying that we're gonna designate the people who were to [1:10:59, 1:11:04]: plant the trees the landscapers and and the cost of the trees were we gonna do that [1:11:05, 1:11:19]: And then that's one thing. And then the actual maintenance service, is that not done by public works? I'm confused. I know we usually contract some services out, but I'm just confused. How does that work? [1:11:20, 1:11:25]: Councilman councilwoman uh again, it was my understanding that the city [1:11:26, 1:11:29]: would install the crate myrtles on camp ground road. [1:11:30, 1:11:36]: And that Henry County would continue to maintain the right-of-way as they have previously done. This was just beautification. [1:11:37, 1:11:38]: And one of the things here is [1:11:39, 1:11:42]: If you include those plannings. [1:11:42, 1:11:53]: In a RFP, then you're gonna convolute things because now you're gonna be asking a vendor to hold the price of a crate myrtle or those planning for extended amit a period of time. [1:11:53, 1:11:56]: My recommendation was would be if we [1:11:56, 1:11:58]: Without the solicitation again. [1:11:59, 1:12:11]: And whoever is awarded the contract, then we go to them and ask them to give us a proposal on installing those planners. And if we're not satisfied, then we can solicit three quotes. But [1:12:11, 1:12:18]: Trying to have vendors hold prices on trees that they don't have themselves, they gotta buy. [1:12:18, 1:12:26]: And they don't know how long the solicitation is gonna be out of before it's approved. And when they can or can't get the trees, it puts them in a bind. [1:12:26, 1:12:29]: And it'll be a difficult sale for most vendors. [1:12:31, 1:12:34]: Thank you for that. I'll I'll go with your recommendation. [1:12:35, 1:12:37]: Councilman Thomas, go ahead, please, sir. [1:12:38, 1:12:40]: I I'm sort of checkling because [1:12:41, 1:12:45]: Uh this is sort of my exact point that I I made earlier. [1:12:46, 1:12:49]: Uh let me be clear. Uh agenda item [1:12:50, 1:12:51]: Uh [1:12:51, 1:12:52]: Number [1:12:52, 1:12:53]: Six. [1:12:53, 1:12:54]: Did not pass. [1:12:55, 1:12:55]: Correct. [1:12:56, 1:12:59]: Right. Once that did not pass. [1:12:59, 1:13:01]: Councilwoman Barber. [1:13:01, 1:13:03]: Made another motion. [1:13:03, 1:13:05]: And she included [1:13:05, 1:13:08]: Um some beautification o of some other areas. [1:13:09, 1:13:13]: Which is going to take this past the uh twenty five thousand [1:13:13, 1:13:18]: limit of the uh city manager. So now we're getting into a whole different level. [1:13:18, 1:13:19]: Um [1:13:20, 1:13:32]: Just say for example, that may be um, and I and I could sort of add on to this motion or make another motion, but see there may be some other areas that may need beautification. So that's why I'm sort of saying that. [1:13:34, 1:13:35]: We need to have a um [1:13:36, 1:13:40]: a better understanding and the process we need to look at the city as a whole. [1:13:40, 1:13:42]: I understand campground. [1:13:43, 1:13:44]: Um [1:13:44, 1:13:49]: you know, you know, some you know, some of these other areas, but there may be other areas. So [1:13:50, 1:13:52]: I I would hate for us to [1:13:52, 1:13:54]: About a nitpick. [1:13:55, 1:13:59]: the areas that we may want to beautification. And I'll just say this. [1:13:59, 1:14:03]: Uh some neighborhoods and and some section of the city [1:14:04, 1:14:05]: Get no respect. [1:14:06, 1:14:08]: Get no beautification. [1:14:09, 1:14:11]: And so I could I could come here and [1:14:12, 1:14:13]: And Soto [1:14:13, 1:14:23]: you know, those throw throw um s something in the mix here that says that uh the other end of the city needs some beautification. So and I'm saying all this to say this. [1:14:24, 1:14:26]: We need to have a proces. [1:14:27, 1:14:30]: And discussions where we all can agree. [1:14:31, 1:14:34]: On how we move things forward just like this. [1:14:35, 1:14:36]: Uh, this was so [1:14:37, 1:14:39]: convoluted, confusing. [1:14:40, 1:14:44]: And and I you know, and again, going back to efficiency. [1:14:45, 1:14:48]: Effectiveness and understanding. [1:14:49, 1:15:05]: It i it it's not here. And I know citizens that are watching are saying, Oh my God, uh do I need a calculator or do I need do I need to take some geometry or something, try to figure out what's going on? Do I need to have a Spanish class to understand? So I'm just saying. [1:15:05, 1:15:06]: Um [1:15:11, 1:15:12]: Less [1:15:13, 1:15:25]: Let let's let's just try to do a better job of inclusiveness. And and I I get it, you know, we have identified certain areas that we want to beautify. And I I don't have a problem with beautification. [1:15:25, 1:15:27]: I just have a process in which [1:15:28, 1:15:32]: The lane that our discussion sort of fall into and it and it just [1:15:33, 1:15:33]: Um [1:15:33, 1:15:36]: It it just it's just not good. So [1:15:36, 1:15:39]: I'm going to ask a mayor if you would. [1:15:40, 1:15:41]: To allow the city clerk. [1:15:42, 1:15:43]: To repeat. [1:15:44, 1:15:45]: The motion [1:15:45, 1:15:46]: To make sure that [1:15:47, 1:15:51]: We all understand, you know, where we're going. So when we leave here tonight. [1:15:52, 1:15:59]: I I just want to make sure that everyone is clear and we don't come back and say, Well, I thought it was gonna be this and I thought it was gonna be that. [1:16:00, 1:16:10]: So there's a motion. There's a motion that has been second. We have not voted. Is that correct? That's correct. We had not voted, but stand by we'll get we'll get clarification in just a second. Okay. Go ahead, please. [1:16:10, 1:16:15]: Ma Mayor, uh if you will, the the the only thing that's missing from this process. [1:16:16, 1:16:20]: is procurement. In a procurement process, the scope of work [1:16:21, 1:16:26]: What we want as as council members and what we want done in this city in the scope of work. [1:16:27, 1:16:47]: Those are all in the those are all contractual bids that are put out. That's the only thing missing here is procurement. We just came here to vote to move on something that hasn't gone through procurement. That's how it gets convoluted. That's this is why we're in this conundrum right now, because the process has been circumcised. [1:16:47, 1:16:47]: Bennett. [1:16:48, 1:16:55]: But the process has to work. And I would ask our city attorney, how do we do this? What is the cleanest way we can do this? [1:16:56, 1:16:56]: Right now. [1:17:00, 1:17:07]: The cleanest way, well, I mean, it seems like you've rejected that the proposed contract. I think the cleanest way is to start from scratch with a new procurement. [1:17:08, 1:17:12]: And as we as I mentioned before, just ensure that the scope is different. [1:17:13, 1:17:18]: And that it's a fair competition that everyone doesn't know, you know, the previous uh the the proposed. [1:17:19, 1:17:20]: vendors pricing. [1:17:21, 1:17:23]: Uh and you can often do that by changing the scope. [1:17:24, 1:17:30]: So that it it is different. Eve so even if you know their pricing, there's really no way to reverse engineer and win a contract. [1:17:31, 1:17:34]: But let me just add going from here. [1:17:35, 1:17:40]: There's gonna be a time lag, so as long as everybody's okay with that delay and I guess we need enough for Mr. Knight. [1:17:40, 1:17:42]: My background ain't showing up the way I want it to be, but okay. [1:17:43, 1:17:43]: But [1:17:44, 1:17:48]: be I guess Mr. Knight, if you could just let us know what the time lag would be. [1:17:48, 1:17:52]: on if we put it out for procurement, I guess if we put it out this month. [1:17:53, 1:17:55]: When would be we'd be able to have someone start on it? [1:17:57, 1:17:58]: And if that's acceptable to you all, then that's fine. [1:18:01, 1:18:02]: It's probably gonna [1:18:03, 1:18:09]: No, go ahead, sir. Go ahead. I said it's gonna probably gonna be a good two month period because you gotta put it out to the newspaper. [1:18:10, 1:18:15]: And you have to develop the scope, which in many ways, of course, is similar to what has already been developed. [1:18:16, 1:18:22]: then you have to put it out for 30 days. Um, and presumably, and then you have to get your bids back. [1:18:25, 1:18:26]: And then put it on the put it on the agenda. [1:18:27, 1:18:33]: Okay, so we're talking about it. We did this in April, May, sometime in June, we'd be able to have council be able to vote on it. [1:18:36, 1:18:40]: Uh that too after May, June, probably end of June. [1:18:41, 1:18:41]: Do I [1:18:43, 1:18:45]: July is when the pr July is when [1:18:45, 1:18:47]: If we were to award this to someone, July is when they start on. [1:18:49, 1:18:51]: That's probably fair to say yes. [1:18:51, 1:18:52]: We are in the growing season. [1:18:53, 1:18:58]: Uh Mr. Knight and Mayor, if you don't is is Ms. Miller still on the phone? [1:18:59, 1:19:01]: Yeah, she's still doing yeah, I think so. Yeah. [1:19:02, 1:19:06]: Can we get her to comment on this procurement situation? [1:19:07, 1:19:10]: Um yes, uh I've been listening. Um [1:19:10, 1:19:14]: It appears as though we have two things going on here. We have an immediate need. [1:19:14, 1:19:17]: And we have a solicitation that needs to be modified. [1:19:17, 1:19:22]: What we can do for the immediate need is we can just go ahead and solicit three quotes. [1:19:22, 1:19:23]: And [1:19:23, 1:19:27]: Um start with the immediate need of the trees for campground. [1:19:28, 1:19:39]: And then what we can do is we have a second bid that has been pending, which they said has been rejected. We can go ahead and modify the scope of services to include the other areas within the city. [1:19:39, 1:19:44]: um have the public works um director to just do um a thorough [1:19:44, 1:19:49]: um reassessment of what areas need to be included in the official bid. [1:19:50, 1:19:53]: And then we can go ahead and put place that on the um [1:19:53, 1:20:02]: In an RFP. But right now, since we have an immediate need, we can collect three quotes, which does not need to take 30 days, which can take about uh two weeks. [1:20:03, 1:20:07]: And then we can move on to the immediate need. The other thing we can do is we have a CGL contract. [1:20:08, 1:20:11]: that we can also utilize because we already have them on the contract. [1:20:12, 1:20:21]: So there's three different things, there's two different things we can do. We can get the immediate quotes so that we can go ahead and address Councilman Alexander's immediate request. [1:20:21, 1:20:30]: We can get the three quotes. And then while we're doing that, we can work on the actual modification of the solicitation for. [1:20:30, 1:20:31]: uh landscaping. [1:20:31, 1:20:33]: Um and go back out for bid. [1:20:33, 1:20:37]: And then we can also utilize CGL, which we already have under contract. [1:20:39, 1:20:59]: All right. So if you utilize the CDL to have on the contract, the the immediate concern of having the trees on the campground road can be uh finalized within the next couple of weeks. Is that what I understood? That's correct. We can either do CGL or we can just collect three quotes. That will satisfy our competitive bidding process because in getting the three quotes, it may come under 25%. [1:20:59, 1:21:17]: thousand we don't know because right now we just have the quote from high group I think I haven't seen it so that's what it sounds like so to address the immediate need we can get the three quotes and address the immediate need we can utilize CGL because we already have them on the contract and while we're doing that we can still put out a bid that includes all of the areas. [1:21:19, 1:21:26]: All right. And the second bid that you're referring to would take another thirty five, forty days or something along those lines? That's correct. Okay. [1:21:26, 1:21:28]: Mayor Pro Tem, go ahead, please. [1:21:28, 1:21:39]: Yeah, I don't want to forget about Hudson Bridge because that was a part of what we're doing and was the discussion as well, not just Campground Road. So and let me let me make something real clear. Okay. I let [1:21:39, 1:21:48]: I live over here in the area, uh in the Eagles Landing area myself. You know what residents are telling me? You spent forty million dollars downtown. [1:21:49, 1:21:50]: What about us? [1:21:50, 1:21:57]: So in some aspects, you know, we say, Well, you know, what about the other areas of town? Well, we spent forty million dollars. [1:21:57, 1:21:58]: Oh uh downtown. [1:21:58, 1:22:01]: I mean or close to it, I mean twenty five. [1:22:01, 1:22:09]: Uh twenty to round twenty thousand twenty million for the amphitheater, fourteen million for the culture arts and couple of others. So [1:22:09, 1:22:16]: You know, folks are saying, What about us too? So in that aspect, we gotta look at it and say, Okay, well. [1:22:16, 1:22:26]: Let's spend some money in other areas of town. Thank God we got the aquatic center to quiet some of the neighbors down uh as well. So yes, we hear that from all different pockets. [1:22:27, 1:22:47]: uh of the city about what about us. So certainly we want to make sure that we take care of uh everybody equally. But even as Mr. Knight has suggested, this year we have$100,000 set aside uh to take the money out of. So we already know uh where the funding has come from. So the [1:22:47, 1:23:01]: certainly can be other areas uh in the city that uh beautification can be undertaken. We certainly could look at Martin Luther King Senior Heritage Trail for beautification. We certainly could look at uh you know other areas um [1:23:01, 1:23:07]: along uh Walt Stevens, those areas can be looked at how we 138 because we have the money allocated. [1:23:07, 1:23:09]: Already, so [1:23:09, 1:23:28]: Uh the the proposal that was made forward for Winding Creek and Hudson Bridge have been sitting on the table for a long time. As Mr. Blount mentioned, uh the we put those uh trees down several years ago, uh the plantings that we put down, but you know, we want to make sure that we get that right. And uh to get that right, we need to do Hudson Bridge too. [1:23:29, 1:23:31]: Yes, can I go ahead, please? [1:23:33, 1:23:51]: Okay. Um, I don't think this is an immediate need. This is Mayor Pro Team's need, and no offense, I I want to see beautification, but I want to make sure that we do it the right way. I really do. And I really was in on voting for this tonight. [1:23:51, 1:24:06]: Um, but Councilwoman Barber did make a point that anything over 25,000 has to go out to bid. And if that is wrong, if there are exceptions besides immediate needs, because trees are not immediate needs, if that is wrong. [1:24:07, 1:24:08]: then [1:24:09, 1:24:23]: You know, and I'm wrong with that, then correct me now. Otherwise, if it's the normal process of bidding after 25,000, then that's what we're gonna do. My other concern is we're talking about all the things that we want done. [1:24:23, 1:24:43]: But um our city manager, Mr. Knighton, has also mentioned that the budget is around a hundred thousand dollars. We mentioned several locations. I think we need to be mindful of that. Um and when those bids come out, what that budget was what based off of our budget and what we can do in that area. [1:24:43, 1:24:55]: My last I have a question though. I wanted to know how many trees, what was the estimate estimated amount of trees that were gonna be planted in the campground area for the$25,000? [1:24:56, 1:24:58]: It was fifty three trees. [1:24:58, 1:25:00]: Space fifty feet apart. [1:25:01, 1:25:01]: Okay. [1:25:02, 1:25:18]: So I'm not against it. I think that the entire area, I agree with Councilman Thomas, that there are areas throughout our city that needs to be enhanced. I agree with uh Mayor Tim Alexander that people want to see some things done in their area. We all do. [1:25:19, 1:25:36]: Um I'm for it. I'm for beautifying the entire city of Slotbridge, but we have to do it right. We better make sure that we do it based off of our budget and dollar amount. And we also need to get this process together. So if it is our normal process and procedure. [1:25:37, 1:25:40]: And law that at over twenty five thousand dollars. [1:25:41, 1:25:43]: goes out to bid, then that's what we're gonna do. [1:25:45, 1:25:46]: Yes, Barber, please. [1:25:49, 1:25:52]: Okay, I wanted to rescind my motion. [1:25:52, 1:25:54]: With an alternate motion. [1:25:55, 1:25:55]: So [1:25:56, 1:26:00]: My alternate my second alternate motion is [1:26:00, 1:26:05]: Just for the maintenance of all of the areas that were included in the original. [1:26:06, 1:26:07]: Scope of work. [1:26:08, 1:26:10]: To include Campground Road. [1:26:10, 1:26:11]: In Hudson Bridge Road. [1:26:12, 1:26:14]: In any other area. [1:26:14, 1:26:15]: That Mr. Aaron [1:26:15, 1:26:16]: And [1:26:16, 1:26:18]: sees that needs to be maintained. [1:26:21, 1:26:21]: Now. [1:26:22, 1:26:23]: In addition to that [1:26:23, 1:26:24]: For the [1:26:24, 1:26:28]: Um Camp Brown Road and Hudson Bridge Road. [1:26:29, 1:26:31]: I want to um [1:26:32, 1:26:33]: We need to receive three quotes. [1:26:38, 1:26:38]: Um [1:26:39, 1:26:41]: For those two areas. [1:26:41, 1:26:44]: But the maintenance of all those areas. [1:26:45, 1:26:47]: Including what was in the original scope. [1:26:48, 1:26:49]: Um [1:26:49, 1:26:52]: That needs to go out for competitive bidding. [1:26:53, 1:26:55]: Seки і [1:26:56, 1:26:59]: the Hudson Bridge and Campground Road. [1:26:59, 1:27:01]: We need the three quotes. [1:27:01, 1:27:02]: Um [1:27:03, 1:27:04]: Yeah. [1:27:04, 1:27:05]: Present. [1:27:05, 1:27:07]: have to go out for bid. [1:27:08, 1:27:09]: Considering [1:27:09, 1:27:10]: The [1:27:11, 1:27:12]: Cotwell. [1:27:12, 1:27:18]: Based on what he said from the first quote or the only quote he has, it's twenty five thousand nine ninety seven. [1:27:19, 1:27:20]: We don't know what [1:27:21, 1:27:23]: Other three quotes he may get. [1:27:23, 1:27:24]: Uh [1:27:24, 1:27:25]: So that's my motion. [1:27:26, 1:27:26]: Okay. [1:27:27, 1:27:36]: All right, now back to Miss Holliday to make sure we we got this right so you understand and interpret this properly so everybody can understand what we're voting on. So Miss Holliday, what do you have, ma'am? [1:27:37, 1:27:41]: Okay, so motion by Councilwoman Barber. [1:27:41, 1:27:42]: It's for staff. [1:27:43, 1:27:45]: To prepare a new solicitation. [1:27:45, 1:27:46]: If the o [1:27:47, 1:27:49]: Solicitation has been properly closed. [1:27:50, 1:27:51]: Four [1:27:52, 1:27:53]: The original soap of work. [1:27:54, 1:27:56]: And for a [1:27:56, 1:27:59]: Uh for for the original scope of work and the second. [1:28:01, 1:28:03]: Um mo motion for the [1:28:03, 1:28:04]: Three quotes. [1:28:05, 1:28:09]: For Camp Brown Road and Hudson Bridge Road planting. [1:28:09, 1:28:17]: Okay, wait a minute. You can't have two motions active at the same time. So it's gonna be and I guess as a and a second part of that then would be [1:28:18, 1:28:21]: For the three quotes to go out. [1:28:21, 1:28:23]: For camp down road. [1:28:23, 1:28:30]: And Hudson Bridge Road planting. Those three three quotes are specifically for the installation. [1:28:30, 1:28:34]: Of trees and beautification. So the insulation. [1:28:34, 1:28:35]: Now let me be clear. [1:28:36, 1:28:39]: So the first portion of your motion. [1:28:39, 1:28:40]: Is [1:28:40, 1:28:41]: The landscaping [1:28:42, 1:28:43]: And that [1:28:43, 1:28:46]: Those funds would come from that area, but then this three [1:28:47, 1:28:50]: Quotes for Camp Brown Road and Hudson Bridge. [1:28:51, 1:28:53]: It's coming out of the one hundred thousand dollar pot. [1:28:54, 1:28:56]: For beautification, correct? [1:28:56, 1:28:57]: Right. [1:28:58, 1:28:59]: Yeah, that's a nine. [1:29:00, 1:29:01]: Okay. [1:29:01, 1:29:02]: Uh I would [1:29:02, 1:29:05]: I would like for the council to allow [1:29:05, 1:29:07]: If you go forward this to allow the staff to [1:29:08, 1:29:10]: To identify the most appropriate funding source. [1:29:11, 1:29:16]: We got different lots of money in different areas. So I would ask that you allow us to do that. [1:29:16, 1:29:18]: Okay. On which section, Mr. Knight? [1:29:20, 1:29:25]: The three quotes. Right, correct. The three quotes, yes, because the other item has still got to be it. Correct. Yes. [1:29:25, 1:29:28]: And okay, fund and source to be determined. [1:29:28, 1:29:29]: Miss Holiday. [1:29:30, 1:29:34]: The beginning of that motion you said something about if [1:29:34, 1:29:37]: The original solicitation wasn't closed. [1:29:38, 1:29:41]: That one, the original solicitation is closed. [1:29:41, 1:29:42]: It was a pose. [1:29:43, 1:29:48]: That was that was noted by the attorney and that why I put that in there because he said [1:29:48, 1:29:51]: Specifically in his answer. [1:29:51, 1:29:51]: If [1:29:52, 1:29:54]: The sati solicitation had been properly closed. [1:29:55, 1:29:57]: And that has nothing to do with my motion though. [1:29:59, 1:30:01]: My motion was [1:30:01, 1:30:04]: For staff to prepare a solicitation. [1:30:05, 1:30:05]: Right. [1:30:06, 1:30:11]: Go go ahead, go ahead, go ahead, go ahead with your motion. Make sure we got it right. Go ahead, Miss Barber. A new solicitation. [1:30:12, 1:30:13]: Prepare a new solicitation. [1:30:14, 1:30:17]: To include all of the areas that were included. [1:30:18, 1:30:19]: In the original solicitation [1:30:20, 1:30:22]: In addition to [1:30:22, 1:30:26]: Other areas that Mr. Aaron may identify. [1:30:27, 1:30:28]: For maintenance. [1:30:33, 1:30:34]: And [1:30:34, 1:30:36]: The task staff. [1:30:36, 1:30:37]: With [1:30:37, 1:30:39]: Getting three quotes. [1:30:40, 1:30:41]: For the installation. [1:30:42, 1:30:45]: of trees or whatever beautification. [1:30:45, 1:30:46]: For a campground road. [1:30:46, 1:30:48]: And Hudson Bridge. [1:30:49, 1:30:50]: Second. [1:30:50, 1:30:51]: Thank you. [1:30:51, 1:30:52]: I haven't. [1:30:52, 1:30:54]: Yeah, vote. [1:30:55, 1:30:59]: It's all the you sprayed now. You got all that? Good deal. [1:30:59, 1:31:06]: Sorry, can I just clarify the thing about the thr the requirement about three quotes, is that part of an RFP or separate? [1:31:09, 1:31:10]: That would be separate. [1:31:11, 1:31:11]: Okay. [1:31:11, 1:31:17]: I thought the three quotes was to feel an immediate need, but we decided that it was not an immediate need. [1:31:18, 1:31:23]: No, one person said it was an immediate need. Okay. Okay. Okay. Thank you. [1:31:25, 1:31:27]: All right. Ms. Gantt, do we have further discussion? [1:31:28, 1:31:32]: Thank you. I'm so I'm really confused because [1:31:33, 1:31:53]: When we first voted or agreed to vote on this, we were talking about the process. Now, I I kinda I agree with Councilwoman Barber that anything over twenty-five thousand dollars has to go out to bid, but now we're saying we're gonna go back and get quotes. Well, we already know that one quote was over twenty-five thousand dollars, which then goes back to [1:31:53, 1:31:53]: Yeah. [1:31:54, 1:32:11]: The ordinance that says that we have to go get a fed. Now, the reason my argument is that this is not an immediate need. Usually I think that immediate needs are emergency situations where we have to get something done right, right away. We're talking about beautifying. [1:32:12, 1:32:27]: our areas. This is a beautification project. So I don't think that that is an immediate need. I'm not again, I'm not against it. I just want it done right. And I don't want us to turn around and do it later to fit someone else's needs. [1:32:27, 1:32:43]: I don't. I want to make sure that whatever we do, we continue to do in the same order and fashion that we have always done, so long as it is legal, it doesn't look suspect, and that it is in accordance to our normal policies and procedures. [1:32:44, 1:32:47]: As councilman Thomas would say. [1:32:47, 1:32:51]: And I uh that's it. But I think that there's it's back uh I mean [1:32:51, 1:33:11]: Which one is it? Is it that over$25,000? Can someone answer that for me? Over$25,000, we're supposed to get an RP. We're supposed to go and put it out for bid. If that is not the case, if that is the case, then we already know that the bid that we just got was over$25,000 for. [1:33:11, 1:33:12]: Mm. [1:33:12, 1:33:15]: For that campground road area. [1:33:16, 1:33:19]: in general. Now we're talking about doing Hudson Bridge Road. [1:33:20, 1:33:22]: Twenty five thousand was for fifty-three trees. [1:33:23, 1:33:30]: On approximately 53 trees. Now we're saying, okay, no, go to those two rows and go ahead and get a quote. [1:33:30, 1:33:36]: So how do we know what that dollar amount's gonna be? We'll be right back in the same boat instead of just going ahead and getting it out of the way. [1:33:36, 1:33:38]: And doing it all together. [1:33:40, 1:33:42]: No entire seat. [1:33:43, 1:33:50]: So how about if um those three votes that we ask staff to bring them back to the council? [1:33:50, 1:33:51]: Um [1:33:52, 1:33:57]: We can determine what we want to do once we receive those three quotes. [1:33:57, 1:34:03]: Um we don't know if those quotes will be more than the twenty five thousand. [1:34:03, 1:34:05]: Or less than the twenty five thousand. [1:34:05, 1:34:10]: I understand your point because that quote was specific to only one area. [1:34:11, 1:34:15]: Considering the fact that we're now gonna get a quote. [1:34:15, 1:34:17]: To cover two areas. [1:34:17, 1:34:20]: We can anticipate the cost is [1:34:20, 1:34:23]: really going to be more than twenty five thousand. [1:34:23, 1:34:25]: But really don't know that. [1:34:25, 1:34:28]: So can we just test staff? [1:34:28, 1:34:31]: with bringing back those quotes to the council. [1:34:32, 1:34:34]: For those two areas. [1:34:34, 1:34:36]: Circus. I'm not paying that. [1:34:37, 1:34:47]: But I believe that that's gonna prolong the process because we're gonna turn right back around and then have to go and get a bid. We're already over the twenty-five thousand. [1:34:47, 1:34:57]: And so we're gonna do it right and we're gonna come to a policy and procedure manner and we need to make sure this is all the areas that we want to cover. [1:34:57, 1:35:14]: I agree with Councilman Thomas. I'm thinking about my, I'm thinking about Walt Streamers, I'm thinking about Tye Street. I'm thinking about all types of areas. So we need and we need to look at that budget and be fair and equal across the board. So if we're gonna do it, we need to do it right or we're gonna prolong the process. [1:35:15, 1:35:16]: That's true. Thank you. [1:35:16, 1:35:17]: Castle Mombox. [1:35:18, 1:35:18]: All right. [1:35:19, 1:35:20]: Councilman Thomas, go ahead, sir. [1:35:21, 1:35:26]: And I wanna raise this issue. You know, we've been throwing out this this dollar amount. [1:35:27, 1:35:32]: I was under the uh understanding that we really couldn't even reveal [1:35:32, 1:35:37]: this dollar amount and we you know, we have just been shouting this out all all night long. [1:35:38, 1:35:38]: Um [1:35:39, 1:35:42]: Goes back to my point that um [1:35:42, 1:35:45]: Some modifications really needed. So I'm all [1:35:45, 1:35:50]: Uh well, I was gonna ask Mr. Barrett to speak to this, but it's already out there now, so [1:35:51, 1:35:52]: Um [1:35:52, 1:35:55]: I just want to just bring that to everyone's attention. So I [1:35:55, 1:36:03]: You know, uh old councilwoman used to say discombobulation. So I I think that's what we're dealing with here tonight. So [1:36:03, 1:36:07]: Uh so be it. You know, you got a motion, it's been second, so [1:36:08, 1:36:22]: We got one motion been seconded. There was su there's a something additionally made in the and and Mr. Alexander seconded that, but I don't know what that motion really is. It's still only one motion that I know of and recognize at this time as Miss Holiday has that I think violation. [1:36:22, 1:36:24]: Well, uh let's just [1:36:25, 1:36:31]: Let me clear up this motion for the final time and I'm gonna remove the beautification efforts. [1:36:32, 1:36:37]: Because Councilwoman Gantt is correct, more than likely to cover the beautification of [1:36:37, 1:36:42]: both Hudson Bridge and Campground, it's gonna be more than twenty five thousand. [1:36:42, 1:36:43]: Not only bet. [1:36:43, 1:36:50]: Mr. Aaron may assess that there are other areas that need beautification as well. [1:36:50, 1:36:51]: So [1:36:52, 1:36:58]: I'm gonna just make a motion just for the maintenance, just for the landscaping and maintenance of all of the areas. [1:36:59, 1:37:00]: Um [1:37:00, 1:37:01]: Miss Holliday. [1:37:02, 1:37:07]: So I want to rescind the last motion, um, this motion. Um [1:37:07, 1:37:09]: I want to test staff with [1:37:10, 1:37:12]: Preparing a new solicitation. [1:37:13, 1:37:20]: to include the scope of work and to include all of those areas that were included in the original solicitation. [1:37:21, 1:37:22]: In addition to [1:37:23, 1:37:23]: Um [1:37:24, 1:37:26]: Hudson Bridge and Camp Brown Road. [1:37:30, 1:37:32]: As far as the maintenance. [1:37:32, 1:37:34]: I want to test Mr. Erin. [1:37:35, 1:37:36]: Or Mr. Knighton. [1:37:36, 1:37:40]: With identifying um areas throughout the city. [1:37:40, 1:37:43]: including Camp Brown Road. [1:37:43, 1:37:45]: And Hudson Bridge. [1:37:46, 1:37:48]: for uh beautification projects. [1:37:51, 1:37:53]: That the beautification. [1:37:53, 1:37:55]: That will also need to be [1:37:55, 1:37:57]: another solicitation or RFP. [1:37:59, 1:38:00]: So that's two separate. [1:38:01, 1:38:03]: solicitations that we'll need. [1:38:05, 1:38:08]: Just to be fair, because yeah, there are areas throughout the city. [1:38:09, 1:38:12]: Oh, East Lake Parkway. We need beautification as well. [1:38:12, 1:38:15]: Well Stevens, Todd Street. So [1:38:17, 1:38:23]: Am I clear on my motion? Um I I need you to I need you to repeat the second. [1:38:24, 1:38:28]: Portion, I have your first solicitation. I need you to repeat the second one. [1:38:28, 1:38:31]: Okay, so the second part of that would be [1:38:31, 1:38:33]: Specifically for the beautification. [1:38:35, 1:38:38]: Task staff with identifying areas. [1:38:39, 1:38:40]: Including [1:38:40, 1:38:41]: Camp Brown Road. [1:38:42, 1:38:43]: Hudson Bridge. [1:38:43, 1:38:44]: In other areas. [1:38:45, 1:38:46]: That need [1:38:47, 1:38:48]: Beautification as well. [1:38:49, 1:38:52]: they'll need to prepare a new solicitation specifically. [1:38:53, 1:38:54]: For beautification. [1:38:57, 1:39:05]: But I kinda wonder whether or not this should be you're making it as all one big motion. I kinda wonder whether or not it should be two separate ones, if but for simplicity's sake. [1:39:05, 1:39:07]: Promotions. [1:39:08, 1:39:15]: I I kinda wonder whether or not it should be what you're saying should be two separate motions versus putting it all together for simplicity. Make sure we understand everything. [1:39:16, 1:39:17]: Okay, I can do that. [1:39:18, 1:39:19]: I'm just a thought. [1:39:19, 1:39:21]: Okay. So [1:39:21, 1:39:22]: So [1:39:23, 1:39:26]: All right, so for the first motion it is for the [1:39:28, 1:39:30]: I like to test staff. [1:39:30, 1:39:31]: With [1:39:31, 1:39:34]: Um preparing a new scope of work. [1:39:34, 1:39:35]: To include [1:39:36, 1:39:37]: Um the maintenance and upkeep. [1:39:38, 1:39:42]: Of all of the areas that were included in the original. [1:39:42, 1:39:43]: Scope of work. [1:39:44, 1:39:45]: In addition to [1:39:46, 1:39:48]: Camp Brown Road and Hudson Bridge Road. [1:39:49, 1:39:50]: This is just for the maintenance. [1:39:52, 1:39:53]: Is there a second to that motion? [1:39:56, 1:39:58]: Is there a second to that motion? [1:40:00, 1:40:01]: No second. [1:40:02, 1:40:03]: Motion. Motion favorite. [1:40:05, 1:40:08]: So but that is what California can get with that. [1:40:08, 1:40:15]: Oh wait, I was about to say I just have one question though. When we designate those spots, those areas for landscaping. [1:40:16, 1:40:18]: Um and maintenance. [1:40:19, 1:40:23]: I still don't have the answer of does public works maintain. [1:40:24, 1:40:44]: Does does public works do the maintenance? I mean, are we saying no, we want someone else to do the maintenance? We're contracting those particular areas out. Then if that's the case, then why aren't we just putting a thing out for contracting landscapers in general? For I mean, I'm I'm just really confused on that part. I agree with Councilman Burns. That was the intent. [1:40:46, 1:40:50]: But that wasn't the intent because we named specific areas. [1:40:50, 1:40:59]: It was it couldn't to me it wasn't the intent because we named specific areas. If we were saying for the city of Stockbridge. [1:40:59, 1:41:01]: Get a quote for landscaping. [1:41:02, 1:41:06]: maintenance, then that's one thing. But we're we're literally [1:41:06, 1:41:26]: naming different particular areas. And that is a concern of mine. That's the only reason. Councilman Barber, I appreciate your statement and I will vote for that. However, I'm I don't want to vote for that. And then we still need additional landscaping and maintenance. Well I don't I if we can make it broader, then I would be okay with that. [1:41:26, 1:41:35]: That. So that is why I said for staff to prepare a new solicitation to include the scope of work. [1:41:35, 1:41:43]: Um, from the previous solicitation, that scope of work included various areas, and Mr. Knighton and Mr. Aaron. [1:41:43, 1:41:47]: Can tell us specifically all the areas that were included. [1:41:47, 1:41:52]: In the original landscaping solicitation. Mr. Knighton, Mr. Aaron. [1:41:52, 1:41:56]: Can you tell us those areas that was included in the original solicitation? [1:41:57, 1:41:57]: Warm. [1:41:58, 1:41:58]: Maintenance. [1:41:59, 1:42:05]: The original solicitation included City Hall, the Merrill Manders, the Ted Strickland. [1:42:05, 1:42:15]: The streetscapes, those two banner poles at Walmart and Rock Quarry in North Henry, as well as the historic markers at Floyd Chapel and at [1:42:16, 1:42:17]: The Greenfront Cafe. [1:42:19, 1:42:20]: The na second. [1:42:21, 1:42:22]: Well. [1:42:22, 1:42:27]: Well w hold on a second. Mr. Mayor. And municipal court and the municipal park as well. [1:42:28, 1:42:28]: Okay. [1:42:29, 1:42:36]: Mr. Mill. Stand my hold on, please. So otherwise, you're saying what what do you what what Mr. Aaron just said, Miss Barber? That's what you want in your motion. Is that what you're indicating here? [1:42:37, 1:42:41]: Yes, all of the areas that were included in the original solicitation. [1:42:43, 1:42:46]: Add Camp Brown Road and Hudson Bridge Road. [1:42:47, 1:42:48]: To the new scope of work. [1:42:49, 1:42:51]: For the new solicitation. [1:42:52, 1:43:06]: Let me Mr. Mayor, I I hate to say point of order, but I need to before this is uh stand by sir, stand by. I need to I need to make a clarification. We will get a clarification. I just want to make sure Miss Holliday, you understand what the motion is at this point. [1:43:06, 1:43:18]: At this point, yes. Okay, that's why I said this point. Okay. All right, good. Mr. Thomas, go ahead, please. Okay, let me be clear. So now every motion, not this motion here, because it hasn't been seconded. [1:43:18, 1:43:20]: But every month. [1:43:21, 1:43:24]: Okay, but every motion has failed. Is that correct? [1:43:25, 1:43:25]: Thus far, yes. [1:43:26, 1:43:30]: See, and that's where I was trying to get in before this was second because [1:43:30, 1:43:37]: To be honest with you, I I just think this needs to be tabled. And I think as Mr. Knight alluded to, he and his staff just need to get together. [1:43:38, 1:43:40]: Bring this back and let us understand [1:43:41, 1:43:43]: All of the areas [1:43:43, 1:43:51]: That we want to put into this and get a better understanding of what those areas are, how they're going to be financed. [1:43:52, 1:43:53]: The whole bit because [1:43:53, 1:43:57]: I mean, you know, we spent two hours on this already. [1:43:58, 1:44:06]: I was I was willing to make the motion to table, but if y'all think y'all sort of have it now with this new motion, and I know Ms. Gantt just sucker. [1:44:06, 1:44:08]: Then I'll I'll just I'll just back up, but [1:44:09, 1:44:09]: Um [1:44:10, 1:44:11]: That's how I feel. [1:44:13, 1:44:14]: Okay. [1:44:14, 1:44:25]: Um question mayor. Stand by Mr. Blount. Mayor Protem was first actually. Go ahead, Mayor Protestant. Yeah, you know, honestly, I think we went around. This has turned into a circus. [1:44:25, 1:44:27]: in terms of how we're doing things and [1:44:27, 1:44:31]: We really should have just went ahead with the first motion and approved. [1:44:31, 1:44:40]: All of it. See, this is what I completely understand. Every person up here, some of us had six years to suggest areas of the city. [1:44:40, 1:44:52]: You didn't do that. You waited until these areas came forward that weren't in your area. Now you want to bring areas forward. Why didn't you bring it forward for the last six years? You had an opportunity to do it? [1:44:53, 1:45:11]: Every last one of us could do that. Now we want to look at the whole city all of a sudden after we spent 40 million dollars downtown and other areas of the city asking about what is going on. So I want to make sure that we're being representative and we're being fair in terms of [1:45:12, 1:45:32]: What's going on in terms of the entire process? The city manager brought this forward in terms of other areas that he wanted to see uh move forward. That spending needs to be equitable in the city. Residents are calling out saying, Why are we spending all of the money in one area? And I say, Yes, okay. I support the amp. [1:45:32, 1:45:43]: I support the Culture Arts Center. But yes, when residents in certain other areas are saying, what about us? We voted to stay in the city. What about us? We with you, but what about us? [1:45:44, 1:45:44]: Done. [1:45:45, 1:45:54]: Uh Mr. Blount, go ahead please. Yeah, just a quick question because I'm I'm okay with this motion. Uh I'm okay with the second. I just want to make sure in this motion. [1:45:55, 1:45:56]: Councilwoman Barber, is that that we [1:45:57, 1:46:03]: put the scope together and and an RP is put out for the scope of work. Is that what the motion is for? [1:46:07, 1:46:14]: Yes, this scope of work is going to include all of the areas that were included. [1:46:14, 1:46:17]: in the original solicitation for landscape. [1:46:17, 1:46:20]: In addition to those areas. [1:46:20, 1:46:21]: We're going to include [1:46:22, 1:46:30]: Campground Road and Hudson Bridge Road. No, no, I got that. I just want to make sure there's an RP gonna be put out and the scope. I'm just ready to vote. Uh I'm good. [1:46:30, 1:46:46]: Mayor, if I could just say one other thing very briefly. Hudson Bridge Road is already covered. It gets cut every single week. So the only thing this motion does is add winding creek. That's it. Uh add uh campground road. Huston Bridge Road get cut every single week right now. [1:46:46, 1:47:06]: So we spent two hours and we're gonna add one roadway in two hours. Well with Councilman Alexander, I want to uh make a uh uh Mr. Alexander, I wanna make a correction. When we talked about the beautification of Hudson Bridge Road, it has to look better than what it's looking like looking like now because that's nothing maintaining it. And when you look at the scope of the treaty, [1:47:06, 1:47:12]: We definitely appreciate you and your initiative and what you were doing to beautify the area, but uh [1:47:12, 1:47:21]: This w if we change out the uniformity of it, the landscaping of it, that's where we're gonna go with it. Uh and and I think that that's becomes uh [1:47:21, 1:47:39]: Uh it's just gonna beautify the area uh a whole lot better. And we definitely like I said, Mr. Alexander, we appreciate your efforts and and those volunteers. But I'm ready that uh if we can go ahead and move and vote, Mayor, uh go ahead and end this if you don't mind. All right. So a motion's been made. It's been seconded. So all in favor of motion, please indicate. [1:47:41, 1:47:50]: All posed. Okay, four one, it passes. No, I'm I'm in favor. Oh, you're in favor, excuse me. So you now passes. All right, fantastic. Now we'll move on. [1:47:51, 1:47:59]: No, Mayor, remember I needed to add a second motion to include the Go ahead. What's what you go ahead? I'm sorry. Go ahead. [1:47:59, 1:48:06]: Okay, so I want to test staff with um getting three quotes for [1:48:06, 1:48:09]: um the campground road [1:48:09, 1:48:12]: and Hudson Bridge Road. [1:48:12, 1:48:22]: Um mayor Pro Tem, you did say um you wanted to add trees to Hutchon Bridge Road as well? Beautification in trees, yes. Okay. So [1:48:23, 1:48:25]: Task staff with bringing back [1:48:25, 1:48:26]: Um [1:48:27, 1:48:27]: Three quotes. [1:48:28, 1:48:29]: Um for [1:48:30, 1:48:31]: Hudson Bridge. [1:48:31, 1:48:33]: Okay, Brown Road. [1:48:33, 1:48:42]: Might might I suggest we make uh just go ahead and make it a RLP and then move forward instead of doing that. All right, task staff with preparing a new scope of work. [1:48:43, 1:48:43]: Um [1:48:44, 1:48:45]: Four. [1:48:45, 1:48:47]: Beautification of Hudson Bridge. [1:48:47, 1:48:48]: And [1:48:49, 1:48:50]: Camp Brown Road. [1:48:51, 1:48:52]: RP. [1:48:54, 1:48:57]: All right, uh second, second, second. [1:48:57, 1:49:11]: All right. Can I stand by one do what stand by a second? May most be made in a second. Miss uh Miss Holiday, do you have that straight? I have that one to be a solicitation for beautification for Campground Road and Hudson Bridge. [1:49:12, 1:49:15]: So before it had other areas, I'm taking that off this time. [1:49:16, 1:49:17]: Yes, I will say yes to that. [1:49:18, 1:49:20]: And other areas is coming up. [1:49:20, 1:49:21]: Um yes. [1:49:23, 1:49:26]: No, um include other [1:49:26, 1:49:32]: Include other include other areas. Other areas as well that staff may identify. [1:49:32, 1:49:33]: Oh, excuse me. [1:49:40, 1:49:49]: I miss it. May I have a question on that? And I'm okay with what everything's going, but when we do this, because we did two motions. [1:49:49, 1:49:56]: The scope of work are we gonna because I don't want us putting out two RFPs if the scope of work can be done by one vendor. [1:49:56, 1:50:01]: That's my concern or one or one vendor which may w will make the whole project [1:50:01, 1:50:08]: more of a competitive pricing. So are we looking at two RFPs for two vendors or since you did two to to [1:50:08, 1:50:15]: So it won't be so convoluted. Are these two RFPs are in the scope for one vendor? How how is that going to work? [1:50:18, 1:50:18]: Yes. [1:50:19, 1:50:24]: These are two different jobs and the scope would be different. [1:50:24, 1:50:30]: One is for installation of trees. The other scope of work is for the maintenance. [1:50:31, 1:50:36]: Well then that goes back to my question because you have companies out there that knows how to install and maintain. [1:50:37, 1:50:41]: So I'm just saying to h for for the city, I think more competitive pricing would be [1:50:41, 1:50:46]: To get one company to do all the work. I mean, I just just just a suggestion. [1:50:48, 1:50:49]: Two companies is fine. Second. [1:50:52, 1:51:12]: Okay, okay. So hold on a second. So make sure that uh once again we'll see if there's further discussion in a second. Miss Holliday, for the second motion, wanna make sure could you repeat repeat it back, make sure we got it straight before we go on the second solicitation is for beautification uh and installation of Campground Road and Hudson Bridge and any other areas that staff [1:51:12, 1:51:14]: May identify. [1:51:15, 1:51:19]: All right. So that's been May's been seconded. And any further discussion on that motion? [1:51:19, 1:51:31]: Mr. Thomas, Boy, please. I just want to make a statement to say that uh I'm in favor of beautification citywide, whether we made it five years ago or we're making it today. [1:51:31, 1:51:34]: There may have been some issues during the cityhood fight of [1:51:34, 1:51:38]: Uh some areas being neglected. Uh yeah, I think we need to answer that, but [1:51:39, 1:51:44]: This is the point I wanna make and I wanna be clear because Mayor Pro Team mentioned this a couple of times. [1:51:44, 1:51:46]: Ді ампотетер. [1:51:47, 1:51:49]: And the cultural art facility. [1:51:50, 1:51:54]: They are for all citizens in this city. [1:51:55, 1:51:57]: It just happened to be located. [1:51:57, 1:51:58]: Where they are. [1:51:59, 1:52:05]: When we decided to to go down this road for the amphitheater and the cultural arts. [1:52:05, 1:52:10]: That was a reason why they're located where they are. But let's not let's not make any mistake now. [1:52:11, 1:52:15]: These two facilities are for every citizen. [1:52:16, 1:52:27]: that that reside in the city of Thybrid and all of the other cities in the surrounding area. I just want to put that on the record because uh Mayor Pro Tem, let's not let's not go there. [1:52:27, 1:52:47]: um you know on that because uh these facilities is for every citizen and i just want to be on the record let me say clearly certainly i will be partaking in it and i certainly didn't mean to suggest that the facilities weren't for every area of town but you know equity is uh making some [1:52:47, 1:52:54]: investments in all areas of town. So I wasn't suggesting that nobody gonna use it because trust me, I'll be on the front row. [1:52:54, 1:53:10]: And most of my neighbors would be on the front row too. So no, I didn't mean to suggest that. But the economic the economic um the uh the economic boost uh to certain areas is what I was uh referring to. But no, I did not mean to say that uh the um [1:53:10, 1:53:14]: that the only d downtown area would be using the facility. Certainly not. [1:53:14, 1:53:17]: Well well noted, but I I just had to make that point. [1:53:18, 1:53:22]: I so a motion was made, been seconded. If there are no further d discussions. [1:53:23, 1:53:27]: I need a mote, uh need a vote. So all in favor and vote, please indicate. [1:53:27, 1:53:31]: All in favor. Social dynamics decision. There you go. All right. [1:53:31, 1:53:34]: Now if I'm clear, we can move on to the next next item. [1:53:34, 1:53:35]: Yeah. [1:53:35, 1:53:36]: I hope so. [1:53:37, 1:53:39]: Current consideration to approve it. [1:53:39, 1:53:45]: proof extend a moratorium on hookah bars, lounges, and cigarette bars and lounges for 180 days. [1:53:45, 1:53:47]: Presented by Mr. Washington. [1:53:49, 1:53:49]: Yeah. [1:53:50, 1:54:09]: Good evening, everyone. This is just, and I appreciate Jeremy for helping out on this. This is just an extension of the moratorium 180 days that you all have previously agreed upon. And so the ordinance that you have in there, the only thing it does is just it extends it it extends it 180 days in the whereas and a therefore claw. [1:54:10, 1:54:12]: Well let me ask you this, sir. Um [1:54:13, 1:54:18]: W the the previous moratorium that we had ended a little while ago. Is that correct? [1:54:19, 1:54:19]: Yes. [1:54:20, 1:54:36]: And if if a if somehow there was a facility, a hookah bar, cigarette bar that has been developed or improved or come into existence and operated between the time that the last one is is expired until if we pass this tonight, this one starts. [1:54:36, 1:54:40]: How do we deal with those particular w uh businesses in the middle? [1:54:41, 1:54:43]: Are they grandfathered in or we go back and reject them? [1:54:44, 1:54:47]: What's the status? I'm going to say that in theory. [1:54:48, 1:54:55]: In that interim period they could be grandfather in, but that depends on where they are in the process. [1:54:56, 1:55:00]: That's uh correct. And I I'm opening the the resolution. This is to [1:55:00, 1:55:05]: Наксеп аплікація, на то аксептаплікація сфо. [1:55:05, 1:55:06]: Um [1:55:07, 1:55:09]: hookah bars and cigar bars. [1:55:09, 1:55:16]: So it's really if something came into the city during that window when the previous moratorium was expired, and if it's the council's will. [1:55:17, 1:55:26]: and the mayor's will to adopt this moratorium. So it's whenever the the last and it perhaps Mr. Knighton knows I don't know when the last moratorium ended, but [1:55:26, 1:55:29]: If a permit application came in, um [1:55:30, 1:55:33]: during that time period, then I think the city would have to grant it. [1:55:33, 1:55:38]: But this is to to not accept applications for this hundred and eighty day period. [1:55:40, 1:55:42]: Mr. Knight, you have an answer to respond to that, sir at all? [1:55:43, 1:55:50]: The previous was for a hundred and twenty days, uh beginning on August the twenty fifth. [1:55:50, 1:55:50]: last year. [1:55:51, 1:55:53]: So a hundred and twenty days from that period of time. [1:55:54, 1:55:56]: Which would have been uh approximately four months. [1:55:58, 1:55:58]: Yeah. [1:55:59, 1:56:09]: Thank you. Uh Mr. Blount, go ahead, please. My my question is for our city attorneys. If a if a business is already is already established that doesn't have it. [1:56:09, 1:56:15]: And their permitting process did not establish that this would that was gonna be the use. [1:56:15, 1:56:21]: Then those business that would try to do it now without it being in the original permitting process, those are not allowed. Am I correct? [1:56:23, 1:56:24]: If [1:56:25, 1:56:30]: If for example, councilman, you're saying if they operated as like a restaurant before and they were trying to apply [1:56:31, 1:56:39]: No, no, if if if they already let's let's use a restaurant. Let's use a restaurant uh or just a regular um just a uh sports bar. [1:56:40, 1:56:48]: If these things weren't already permitted for them, these uh my understanding, they can't now just start doing it. [1:56:49, 1:56:55]: If it wasn't in their permitting process in the beginning, that's not grandprovided in. Is that correct? [1:56:55, 1:56:56]: Correct. [1:56:57, 1:56:58]: They still need a regular permit. [1:56:59, 1:57:02]: Uh during that period if if it ended say [1:57:03, 1:57:05]: December twenty fifth or thereabouts. [1:57:05, 1:57:09]: They still need a permit between then and today or when if the council adopts the moratorium. [1:57:10, 1:57:12]: They can't just do it. It's not a free for all. [1:57:12, 1:57:15]: They you they were just allowed to submit permits during that time. [1:57:18, 1:57:21]: You know, questions or applications. [1:57:21, 1:57:22]: Ms. Barber, go ahead, please. [1:57:24, 1:57:26]: Do we know if there are any [1:57:27, 1:57:29]: pending applications from [1:57:30, 1:57:31]: The time that the [1:57:32, 1:57:33]: Ordnance laps. [1:57:34, 1:57:35]: Until now. [1:57:35, 1:57:37]: Have there been any submitted? [1:57:38, 1:57:39]: Mr. Knight. [1:57:39, 1:57:42]: I don't I'm not aware of any that have been submitted. [1:57:42, 1:57:45]: Um to the uh [1:57:46, 1:57:46]: Um [1:57:46, 1:57:50]: business licensing department. I'm not aware of any that we have pending [1:57:50, 1:57:52]: or any that were uh submitted. [1:57:53, 1:57:54]: I I think fairly [1:57:55, 1:57:58]: We'd have to determine if anybody inquired during this period of time. [1:58:00, 1:58:01]: But there are no applications pending. [1:58:02, 1:58:05]: Well, I would say that something must have happened because there is a cigarette bar. [1:58:06, 1:58:09]: Uh, not too far from where I go to get my hair cut. [1:58:10, 1:58:12]: And it had not always been that I know of. [1:58:13, 1:58:14]: So something had to happen. [1:58:15, 1:58:24]: You may be referring to one that I'm off of Walt Stevens. That is correct, sir. That is for retail. Retail only. They're not to be having any [1:58:24, 1:58:30]: As is it should not be s operating as a hookah bar or cigar lounge. Okay. Retail. [1:58:31, 1:58:36]: Mm, uh, that's not what we saw at the grand opening over the weekend. Okay. [1:58:36, 1:58:38]: is operating that way. [1:58:38, 1:58:56]: If we're talking about the same one on Wall Stevens, yes. When did it open? When did it open? Uh uh Mayor, can I get uh you mind if we do a point of word and kind of wouldn't not put anybody on blast right now like that? Because I I will say this then, because we did have code enforcement visit a particular establishment. [1:58:57, 1:58:57]: Last week. [1:58:58, 1:59:00]: Now, if this is a different establishment, I do not know. [1:59:01, 1:59:03]: But I will certainly get that information from you. [1:59:04, 1:59:05]: Have to check into it. [1:59:06, 1:59:06]: All right. [1:59:07, 1:59:08]: Any other questions? [1:59:09, 1:59:17]: Thoughts. All right. Then I need a motion to accept this proposal to hold on one sec. So so real quick, let me ask this question. [1:59:18, 1:59:38]: When what is the final resolution and when do we suspect that the final resolution will be coming forward instead of just extending the moratorium? Is this going to be addressed in the ULDC? The UDC, yes. In in fact, in the previous moratorium, it had if the UDC were completed or some other zoning guidelines were in implementation. [1:59:38, 1:59:39]: Yeah. [1:59:39, 1:59:52]: or 120 days. The 120 days came sooner. 180 day extension, if you were to approve it tonight, would give uh should give more than ample time for the UDC to be completed to address [1:59:52, 1:59:55]: uh these types of uses and or any other types of uses. [1:59:56, 1:59:57]: Okay, thank you. [1:59:58, 2:00:00]: I need a moat, Miss Thomas, Mr. Thomas. [2:00:00, 2:00:08]: Well, I you know, I I I just want to hear the the voice of uh Mrs. Johnson. Uh you know, she's been so quiet. I just want to just [2:00:08, 2:00:10]: I just want to hear your voice. [2:00:10, 2:00:15]: Any comments? Because this is sort of uh in your shop like the [2:00:16, 2:00:19]: I'm trying to get you and Mr. Peterson to uh [2:00:19, 2:00:20]: They feel like you're at home. [2:00:21, 2:00:23]: And this is all in your shop, so um [2:00:24, 2:00:26]: In i in the comments. [2:00:26, 2:00:33]: Oh absolutely. And thank you, uh Mayor and uh Councilman Thomas. Um yes, I mean I've [2:00:33, 2:00:44]: Completely concur with what Mr. Nighton stated about making sure that we address hookah bars, cigar lounges, you know, signage issues we have with the sign code, fence codes. [2:00:44, 2:00:50]: building materials and the light in the in the ULD the UDC. So that's why we're asking for the extension. [2:00:51, 2:00:53]: So that we can address them properly with [2:00:53, 2:00:55]: Um community engagement. [2:00:55, 2:01:00]: and betting our research in order to bring that before you guys in the coming months. [2:01:03, 2:01:05]: I think it was just good to hear your voice. [2:01:05, 2:01:06]: All right. [2:01:07, 2:01:10]: Mr. Peterson, I guess do you have anything you need to add or mention at this point? [2:01:15, 2:01:18]: I don't have anything to add at this point. Um, I would like to say that um [2:01:18, 2:01:25]: Ms. Johnson and I, we had um an amazing meeting on last week, and we're going to collaborate on a lot of projects. [2:01:26, 2:01:28]: Um, particularly uh the zoning. [2:01:29, 2:01:33]: So we're really gonna get things moving forward. But I I agree with what um Mr. Knight said and Ms. Johnson. [2:01:34, 2:01:39]: Okay. I'd like to move forward with the motion. Uh yeah. So moved. [2:01:39, 2:01:40]: All right, sir, a second. [2:01:42, 2:01:46]: The Miss Barbary seconds that motion. Okay. Any further discussion? [2:01:46, 2:01:49]: And if not all three [2:01:49, 2:01:50]: Miss Yes, Ms. Gantt. [2:01:50, 2:01:58]: I just want to bring to the attention of Mayor and Counsel and to our new attorneys and to Mr. Peterson and Ms. Johnson. Hi, Ms. Johnson. [2:01:59, 2:02:03]: Welcome. Haven't met you yet, but I look forward to it. Um [2:02:03, 2:02:07]: Wanna bring forward to your attention um that we also [2:02:08, 2:02:12]: maybe should consider it something very similar to what we did with the tattoo parlor. [2:02:13, 2:02:18]: For those, because we're continuously, we're on maybe our second or third round of moratorium. [2:02:18, 2:02:36]: time frames so in the um Mr. Berry and Mr. Washington, we have an ordinance in place with the tattoo parlors right now and is done by a certain mile radius. And we may need to extend that mile radius, not just a mile, but [2:02:36, 2:02:38]: Maybe a couple of miles or or so. But [2:02:39, 2:02:41]: You guys wanna may wanna take a look at that. [2:02:41, 2:02:51]: That's all. Thank you. Is that council member? Is that just saying that there can be only a certain number of tattoo parlors within X radius? Is that what that says? That's correct. [2:02:51, 2:02:53]: Okay. Within so many miles from each other. [2:02:53, 2:02:57]: And the concern I have is I've spoken to some business owners. [2:02:57, 2:03:00]: Um, I speak to a lot of business owners a lot. [2:03:00, 2:03:02]: And um [2:03:02, 2:03:09]: You know, at one point we called them certain things less desirables, um, but the intent, my intent. [2:03:10, 2:03:11]: Is not to [2:03:11, 2:03:12]: Um [2:03:13, 2:03:17]: have people or small businesses or scrutinize small businesses in public. [2:03:17, 2:03:18]: But to [2:03:19, 2:03:25]: W you know, we want a variety, but we we want we don't want oversaturation. [2:03:25, 2:03:29]: And I think that we have accomplished that. [2:03:29, 2:03:33]: But we need to make sure that we are equal across the board. [2:03:34, 2:03:54]: And so a lot of the businesses and some business owners have reached out to me out of concern about our moratoriums. Um someone told me that it means that we are not open for business. And that is really, really not true. We are open for business, but we need to be smart about it. So I'm hoping that we can come up with a resolution. [2:03:54, 2:04:00]: That would be equal and fair across the board. So if you guys don't mind looking at that ordinance, that'd be a great suggestion. [2:04:02, 2:04:03]: Yeah, Member Botan, go ahead, please. [2:04:04, 2:04:24]: Yeah, I certainly could support uh that suggestion. And I think it's a good suggestion that we add uh a number uh for those uh particular businesses. I would like to ask the uh attorneys why they're here that we previously passed a small box retailer uh ordinance in the city uh [2:04:24, 2:04:29]: dictating a one mile radius. But Henry County subsequently passed one [2:04:29, 2:04:31]: With a five mile radius. [2:04:31, 2:04:36]: Uh, what's necessary in order for us to match the five mile radius? Do we just need to [2:04:36, 2:04:39]: Do we have to have another public hearing to do that or do we just [2:04:39, 2:04:41]: Or simply need to uh [2:04:42, 2:04:45]: Uh move forward with motioning uh the additional requirements. [2:04:48, 2:04:50]: Yep, you're you're beautiful, uh Thermic. [2:04:51, 2:04:55]: Sorry, did you ask Councilmember Mayor Pertem to to match the five miles? [2:04:55, 2:04:56]: Yes. [2:04:56, 2:04:58]: I believe it's just a [2:04:58, 2:05:02]: It would be a zoning code change, but I I'd need to confirm. So it'd just be an ordinance change. [2:05:03, 2:05:05]: But I need to confirm that. [2:05:06, 2:05:18]: Okay, would you all bring that back to us because we we we certainly now we're gonna be ground zero because they got a five mile radius and we only have a one mile radius, they're gonna be searching the city. Uh yeah we can we can also [2:05:19, 2:05:23]: We can reach out to them and get a copy of theirs as well. All right, thank you. [2:05:25, 2:05:31]: All right, a motion has m that has been made and been seconded. Uh so uh there's no further discussion. All favor of motion, please indicate. [2:05:32, 2:05:35]: Okay, so it's unanimous decision. Fantastic. [2:05:35, 2:05:40]: Okay, so what I have next is council consideration to appoint members of the planning and zoning commission. [2:05:40, 2:05:49]: And right behind it is council consideration to appoint members of citywide development authority. Typically, when we do this, we go in executive session, have that discussion. [2:05:49, 2:05:58]: about those personnels, those uh civilians, those city individuals, and then we come back from executive session to and make those announcements. Is that what we want to do tonight as well? [2:05:59, 2:06:00]: Council? [2:06:01, 2:06:06]: I would think so, Mayor. I I think we should go with our normal procedure is. [2:06:07, 2:06:09]: Okay. Any other thoughts? [2:06:09, 2:06:20]: Yeah, okay. So hearing no other thoughts. So otherwise we'll go into Zecchosession at the end here, discuss planning zoning and citywide development, and then come back out and make those announcements. Yes, sir, Mayor Protell. [2:06:20, 2:06:30]: Are th are there staff recommendations or not? Are there it uh like on the pos different procedures and the procedures, are there excessive candidates or there just enough to fill the [2:06:30, 2:06:33]: uh the positions and the people qualified. [2:06:34, 2:06:35]: Miss a holiday. [2:06:36, 2:06:46]: I believe it's the whole time. Uh what was sent to you was a listing of the different applicants and it noted which ones were applying for. [2:06:46, 2:06:50]: Planning Commission and or the Development Authority Board. [2:06:52, 2:06:52]: Mm-hmm. [2:06:53, 2:07:00]: Okay, what I was indicating was is that uh there are a greater number than the positions required or the [2:07:00, 2:07:01]: There are the [2:07:01, 2:07:02]: Well [2:07:02, 2:07:07]: You have again, you have some applicants who applied for the [2:07:07, 2:07:08]: Planning Commission. [2:07:08, 2:07:09]: There are three. [2:07:10, 2:07:11]: Vacancies. [2:07:11, 2:07:12]: To be feel there. [2:07:13, 2:07:16]: But there are a number of individuals who have applied for that. [2:07:16, 2:07:18]: Um, to be reappointed and [2:07:19, 2:07:22]: New people have applied for that as well. Likewise, you have members. [2:07:23, 2:07:25]: Who have applied for the DA. [2:07:25, 2:07:27]: Um development authority. [2:07:29, 2:07:30]: And also for the planet. [2:07:31, 2:07:36]: I think it's pretty prudent that we should probably discuss in the segment session and come back out and make those announcements. [2:07:36, 2:07:45]: Um so if if we're good with that, we'll do that in here in a bit. Uh discussion phase, uh aquatic center IGA intergovernmental agreement, Mr. Nighton, please. [2:07:49, 2:07:50]: Uh yes. [2:07:51, 2:07:51]: See. [2:07:52, 2:07:53]: Yes, Mayor and Council. [2:07:54, 2:08:00]: Previously there'd been discussion of um an IGA intergovernmental agreement with [2:08:00, 2:08:03]: Henry County regarding the construction. [2:08:03, 2:08:08]: of an aquatic center in the range of uh you know twenty to twenty two million dollars. [2:08:09, 2:08:14]: Um Henry County did ha discuss this item uh several meetings ago. [2:08:15, 2:08:19]: uh developed a resolution which was uh presented to you as council. [2:08:20, 2:08:22]: Um, about uh two weeks ago or m or maybe more. [2:08:23, 2:08:27]: uh with several provisions there that in general the council [2:08:27, 2:08:28]: uh tended to agree with. [2:08:29, 2:08:32]: Um the uh [2:08:32, 2:08:37]: Attorneys have been working uh toward an intergovernmental agreement'cause obviously that's what we were [2:08:38, 2:08:42]: awaiting and I believe we received this draft from their county attorney. [2:08:42, 2:08:45]: Uh either Friday or Saturday. I can't remember exactly when. [2:08:46, 2:08:49]: And so it's it's it's very fresh. [2:08:49, 2:08:53]: Um it appears to address the items that were specific. [2:08:54, 2:08:56]: In the resolution that you saw previously. [2:08:56, 2:08:59]: um in an intergovernmental or IGA form. [2:09:00, 2:09:01]: Obviously the aquatic center. [2:09:02, 2:09:05]: uh is a major splast uh five project [2:09:06, 2:09:08]: Um this location was chosen. [2:09:08, 2:09:10]: From several alternatives. [2:09:11, 2:09:17]: And is located and would be located in the city limits of Stockbridge at the bridges at Jodico. [2:09:17, 2:09:19]: um development project. [2:09:20, 2:09:23]: Um Henry County government desires that [2:09:24, 2:09:26]: Uh they handled uh much of the [2:09:26, 2:09:28]: Development, construction. [2:09:28, 2:09:30]: Um permitting [2:09:30, 2:09:40]: uh of in operation of the aquatic center, understanding of course that it will be located in the city of Stockbridge. Therefore the IGA was developed. [2:09:41, 2:09:42]: Um that addresses [2:09:43, 2:09:49]: Um the donation of the property uh by the property owner, the actual designation location. [2:09:49, 2:09:55]: uh the permitting authority for the uh aquatic center building inspections uh by the county the certificate of occupancy [2:09:56, 2:10:01]: impact fee waivers and then operation of the aquatic center essentially all being handled. [2:10:01, 2:10:02]: By Henry County. [2:10:03, 2:10:07]: Uh the intergovernmental agreement again. I know that you just received it. [2:10:07, 2:10:13]: Uh may not have had a chance to pour over it uh in any detail, but it does appear to follow the resolution. [2:10:14, 2:10:19]: that had been previously seen. Certainly we want to uh make sure that you are comfortable [2:10:20, 2:10:25]: as a counsel regarding it and uh myself and the attorneys can seek to answer any questions. [2:10:26, 2:10:28]: Airport Tim, Alexander, go ahead, please. [2:10:28, 2:10:37]: Yes, uh I understand that the attorneys has had this uh for several days now and should have had an opportunity to go over it. [2:10:37, 2:10:44]: Uh I'd certainly like to hear from them to verify just if because if it's uh in [2:10:44, 2:10:48]: league with what we had been promised that was coming over. [2:10:48, 2:10:50]: I think we should be very proactive. [2:10:51, 2:10:53]: And move forward with uh [2:10:53, 2:10:55]: uh uh approving [2:10:55, 2:10:58]: If uh what we have already agreed to. [2:10:58, 2:11:05]: uh at our previous meeting, but I want uh Mr. Berry and Mr. Washington to kinda go over because generally [2:11:05, 2:11:09]: I think we had a consensus that all of the council members were in agreement with what. [2:11:10, 2:11:15]: uh we have presented with we just want to make sure uh that's consistent with what we had before so [2:11:15, 2:11:19]: Could you gentlemen uh uh uh verify that for us? [2:11:20, 2:11:22]: Mayor Pray Tim, yes, uh Henry County. [2:11:23, 2:11:29]: I think took about a month to get this to us. I think I received it or we received it on Friday, I believe. [2:11:29, 2:11:35]: late Thursday, early Friday. I have not gone on over it in the ex amount of detail that I would like, just given [2:11:35, 2:11:39]: for the procurement issues we've talked about in our other discussions, but happy to [2:11:40, 2:11:40]: Yeah, too. [2:11:41, 2:11:46]: go over it in more detail, make sure that it's in the city's best interest to then proceed so that we can [2:11:47, 2:11:48]: Yeah, go forward. [2:11:48, 2:11:52]: Yeah, perhaps at a at the next at the work session, next uh the next meeting. [2:11:54, 2:12:07]: Well, this is what I like to say, Mr. Berry and and Mr. Washington and our council. And provided that it's all squared away, it uh meets the it meets the common sense and consensual uh items that we mentioned as a council. [2:12:07, 2:12:08]: I'm ready to put [2:12:08, 2:12:09]: Pen to paper. [2:12:09, 2:12:10]: All right. [2:12:11, 2:12:14]: Well, I'm ready to put pen to paper with uh Chair Colado Harold Harrell. [2:12:15, 2:12:25]: and and to get this thing moving. So uh I'm I'm just itching to sign my name. All right. Thank you. Anyone else? Yes, yes sir. [2:12:26, 2:12:27]: Anybody else any comments at all? [2:12:30, 2:12:32]: All right, no other comments and we'll move on. [2:12:32, 2:12:33]: Oh, sorry. [2:12:33, 2:12:34]: Go ahead, sir. [2:12:35, 2:12:40]: I just wanted to mention that as a part of a construction project, generally speaking. [2:12:40, 2:12:45]: things that are connected with that conduct construction project, i.e. parking. [2:12:46, 2:12:48]: Um lighting, any landscaping. [2:12:49, 2:12:53]: Those types of things are also considered part of a construction project, which I certainly would. [2:12:53, 2:12:56]: Anticipate being handled by Henry County as well. [2:12:57, 2:13:00]: And I assume that any roadways that are [2:13:00, 2:13:01]: Um [2:13:01, 2:13:02]: I needed [2:13:03, 2:13:05]: to uh access [2:13:05, 2:13:08]: The aquatic center would also be handled by Henry County. [2:13:10, 2:13:12]: Hi, Mayor Proton. What else do you have, sir? [2:13:12, 2:13:20]: Yeah, yeah. There was originally a sixty day clock that was placed uh when they passed this. I know we received it. [2:13:20, 2:13:24]: But I want us to be very cognizant of the sixty day clock. [2:13:24, 2:13:27]: And to make sure that we're well inside of it, uh, I think we're [2:13:28, 2:13:46]: Uh I don't I think we're okay on it, but I certainly want to make sure that uh there's that that we don't exceed the sixty day clock because their or their resolution that they passed uh said there's an opt out after sixty days and we certainly don't wanna be anywhere near that. So I want the staff to be [2:13:46, 2:13:52]: uh task with going back to understand what is the exact day on the sixty day clock. [2:13:54, 2:14:07]: That the the Henry County, Henry County had uh given oh when the initial resolution was passed, they wanted 60 days, or after that 60 days, they could opt out and choose another location. [2:14:07, 2:14:17]: So the sixty days that I understand is based off of what I just read was in regards to them turning over title, the owner producing title or giving the property over. [2:14:18, 2:14:20]: to Henry County. [2:14:20, 2:14:26]: That's like at the very first two, three, I mean it's right down, it's a one page document, the IGA. [2:14:26, 2:14:30]: And it lays it out, it's very specific. [2:14:30, 2:14:33]: in regards to that and it what it sounds like is they gave [2:14:34, 2:14:53]: They were saying 60 days to receive be simple title. That's what I read now. Maybe someone else read something totally different. I do think that um we should give our attorneys an opportunity to review it and make sure that everything and all our cut uh everything is covered. Um, Mr. Knighton did mention some things that I did not. [2:14:54, 2:15:01]: C in the IGA and I ask that our attorneys make sure that everything's covered. But I think I'm re I'll be glad with American sign too. [2:15:02, 2:15:05]: Well, I would follow up with that if I could, Mayor. [2:15:05, 2:15:06]: Go right ahead, sir. [2:15:06, 2:15:10]: Let's be very clear. We just need to go back and watch the meeting, okay? [2:15:10, 2:15:19]: It was 60 days in it and turnover the property and have a deal worked out with the city of Stockbridge. That was that's what was motioned. [2:15:19, 2:15:39]: Okay, so we have sixty days in order to work out an agreement with Henry County. That's what the motion was made at the meeting. We need to go back and watch the meeting. But first of all, what I said was go to Henry County, get a clear understanding what day of that clock we're on so that we don't get anywhere near that. Cause I don't want any miss. [2:15:39, 2:15:51]: misunderstandings uh in such a critical area. Obviously I hope Ms. Gann is correct in that maybe they kind of went back or maybe they rolled that back, but I know what the motion was, so we want to [2:15:51, 2:15:53]: Make sure we contact them too. [2:15:53, 2:15:58]: indicate and understand where the clock is. We don't want the clock to strike twelve unknowingly. [2:16:01, 2:16:02]: Okay. [2:16:02, 2:16:22]: Any other comments? If not, I'll move on to my com uh my comments. Uh ladies and gentlemen, I before the meeting started, I was informed uh about a lifetime Stockbridge resident uh the Hambrick family, Brenda Hambrick's husband, unfortunately, Rufus Shaw, had passed away earlier this morning uh with panic pancuratic cancer. [2:16:22, 2:16:29]: If I got to pronounce right. So condolences to the Hammer family on the loss of your loved one, and we'll make sure we'll keep you in your prayers. [2:16:30, 2:16:37]: On that on that note as well. On that note as well, want to make sure that uh that everybody understands we're still in the pandemic. [2:16:38, 2:16:47]: So you must continue to wear your mask, continue to uh stay away from large gatherings unless you've been fully vaccinated and everybody around is fully vaccinated as well. [2:16:47, 2:16:51]: Wash your hands and use hand sanitizer when you can wash your hands. [2:16:51, 2:16:57]: You know, and and just just be very vigilant. We want to stop uh stomp out this uh deadly uh virus. [2:16:57, 2:17:02]: So testing still goes on. Testing is not the priority, but testing still goes on at the Heritage Senior Center. [2:17:02, 2:17:05]: Look at the ten fifty Florence McGuerty Parkway. [2:17:06, 2:17:16]: And Monday, uh uh to Friday, ten A. M. to three PM and Saturdays it is nine to noon, is my understanding. So you can always make an an actual [2:17:16, 2:17:21]: uh call to make an appointment to get tested for covet nineteen and at eight hundred [2:17:21, 2:17:23]: eight four seven four two six two. [2:17:24, 2:17:27]: But the priority primarily is vaccinations. [2:17:28, 2:17:48]: And um and vaccinations has opened up. Obviously uh anybody sixteen or older can get a vaccination. And obviously the the governor, uh governor camp is opening up for uh for restaurants to go 100% and be crowded if they want to be crowded, if they want to comply with that. So things are open up. So you still gotta be vigilant about this. [2:17:48, 2:17:49]: [8270.3, 8272.5]: If you call the number eight eight eight. [2:17:53, 2:17:57]: four five seven zero one eight six once again eight eight eight. [2:17:58, 2:17:59]: Four five seven. [2:17:59, 2:18:02]: zero one eight six to make a vaccination appointment. [2:18:03, 2:18:04]: You can do that. [2:18:04, 2:18:10]: And then I will tell you that uh that line is open from Monday to Friday, eight AM to eight PM. [2:18:11, 2:18:13]: Saturday and Sunday, eight AM to five PM. [2:18:14, 2:18:21]: It just so happens uh along with the uh the cities and the public health department for district four and the county. [2:18:21, 2:18:22]: At this Thursday. [2:18:24, 2:18:25]: And Friday. [2:18:25, 2:18:28]: There will be vaccinations that you can you can make appointments for. Thursday. [2:18:29, 2:18:30]: The fifteenth of April. [2:18:31, 2:18:32]: Eight thirty, three thirty. [2:18:32, 2:18:35]: Vaccinations will be done at Atlanta Motor Speedway. [2:18:36, 2:18:37]: Ride through. [2:18:37, 2:18:42]: Not a motor speedway, eight thirty five uh excuse me, eight thirty to three thirty this Thursday. [2:18:42, 2:18:45]: Fifteen hundred people can get vaccinated on that day. [2:18:46, 2:18:48]: So make your appointment, ladies and gentlemen, and get it done. [2:18:49, 2:18:50]: That'd be the Pfizer. [2:18:51, 2:18:53]: April uh April sixteenth, which is Friday. [2:18:54, 2:18:57]: Eight thirty to three thirty vaccinations once again. [2:18:57, 2:18:59]: at Mount Carmel Park. [2:19:00, 2:19:02]: eight thirty three thirty Mount Carmel Park. [2:19:02, 2:19:06]: That's at three oh seven Mount Carmel Road North in Hampton. [2:19:06, 2:19:16]: And that's one thousand, one thousand people can get vaccinated on Friday as well. So this week that's twenty five hundred people that get said appointments to get vaccinated this week. [2:19:16, 2:19:17]: Please do so. [2:19:18, 2:19:22]: We need to do that. We need to be safe. Now when you go online to [2:19:22, 2:19:26]: uh have your uh fill out your appointment for vaccination they're gonna answer several things. [2:19:27, 2:19:30]: Demographic details, they're gonna ask you about that. Your medical history. [2:19:31, 2:19:34]: Whether or not you had COVID nineteen or not previously. [2:19:34, 2:19:37]: And they want uh correct contact information for you. [2:19:37, 2:19:42]: Okay, demographics, medical history, whether or not you had COVID nineteen prior to this point. [2:19:42, 2:19:45]: And contact information. Wanna make sure to keep up with you. [2:19:45, 2:19:46]: Okay. [2:19:46, 2:19:49]: And if you need a ride. [2:19:49, 2:19:55]: If you need a ride to get to any of these locations, you can call Henry County Transit Authority. Henry County Transit [2:19:55, 2:19:57]: That is seven seven zero. [2:19:57, 2:20:00]: two eight eight seven four [2:20:00, 2:20:02]: Four four. Once again, Henry County Transit. [2:20:03, 2:20:13]: seven seven zero two eight eight seven four four four four four four four four four four four four four. And I'll pick up and drop they'll drop you off, pick you up and drop you off at any location to get your particular uh [2:20:13, 2:20:20]: uh vaccination test v vaccination I'm sorry shot. All right. Now the thing about that is is that uh [2:20:20, 2:20:23]: If you're under sixty, it's four dollars each way. [2:20:24, 2:20:37]: If you're under 64 each way, if you're over sixty, it's two dollars each way. Pick up and drop off. And you have to book, you have to book early. It says you have to book seven days in advance. So obviously it may not help you for this week, but the point of it is that each and every week. [2:20:37, 2:20:40]: There'll be vaccinations done at the Atlanta Motor Speedway as well. [2:20:40, 2:20:41]: Okay. [2:20:41, 2:20:42]: So please do that. [2:20:43, 2:21:03]: And for the Henry County, Henry County Health Department, the public health department of Henry County Win Madonna has a new phone, new phone number. And that phone number is four seven zero six six one zero zero zero five. Once again, the Henry County Health Department with the public health department of district four, where they we operate out of here. [2:21:03, 2:21:03]: In a county here.
