[0:08:39, 0:08:46]: The Bible says in King James Version, where no counsel is, the people fail, but in the multitude of counsel there is safety. [0:08:47, 0:08:59]: Heavenly Father, we thank you for today. We thank you for the council. Thank you for the mayor, for all those that are present here for the city of Stockbridge. [0:09:01, 0:09:05]: Those that are behind prison walls, those are in jail, those that need help. [0:09:05, 0:09:10]: We ask you to bless them today. We ask this council and those that are in leadership. [0:09:10, 0:09:15]: to be a blessing's community and watch over us for you've ordained the leaders of the community. [0:09:29, 0:09:43]: Our prejudices of the United States of America and to the Republic of which you stand one nation under God. [0:09:46, 0:10:06]: And ladies and gentlemen, at this time I just want to make a quick introduction. Before you arrive tonight, we did a a special presentation to uh Judge Matt McCord, who's in the back of the room. We'd like to ask him to stand. Judge McCord is the judge of our Stockbridge City Court and [0:10:06, 0:10:26]: And recently he was um elected president elect of the Georgia Council of Municipal Court Judges and he is also the chair of the municipal court judges training council. And I could go on and on down the list, but um we've already read his uh proclamation but I [0:10:26, 0:10:38]: I did want to introduce him to all of you so that when you think about the court in the city of Stockbridge, there is not a finer judge in the state of Georgia and I'd like to uh ask all of you to give him a hand. [0:10:50, 0:10:51]: You're welcome. [0:10:53, 0:10:58]: At this time we're going to ask our city clerk, if she will, to call the road. [0:10:59, 0:11:10]: Councilman Alexander. Present. Councilman Blount. Here. Mayor Neil. Present. Mayor Pro Tem Ford. Present. Councilwoman Gantt. Councilwoman Robinson. Present. Mayor Neil, you have a quorum. [0:11:10, 0:11:12]: Thank you so much. [0:11:13, 0:11:23]: At this time uh we are going to adopt the agenda of the evening and I understand that we have um someone who would like to amend the agenda. [0:11:24, 0:11:27]: Thank you, Mayor. Well I like to amend the agenda for new business. [0:11:28, 0:11:35]: I would like to add two items. Um the first item is to discuss um special program with our library. [0:11:35, 0:11:37]: here in Stockbridge. [0:11:37, 0:11:38]: Um branch. [0:11:38, 0:11:43]: And we will have um a spokesperson to approach us with that. [0:11:43, 0:11:48]: And then that will be number four and then I want to add number five. [0:11:48, 0:11:51]: um the agenda to discuss the Hispanics. [0:11:51, 0:11:52]: Hispanic fairs. [0:11:53, 0:11:56]: Slash bridge vest for this year. [0:11:56, 0:11:59]: We have a motion and a second, any discussion. [0:12:01, 0:12:03]: No discussion. All in favor? [0:12:08, 0:12:11]: Um, it's any business, but it really needs to be under discussion. [0:12:19, 0:12:22]: Yes, I did. Call for a vote. All in favor? [0:12:22, 0:12:23]: Thank you. [0:12:25, 0:12:30]: And at this time we're going to up approve some minutes from um May the fourth. [0:12:31, 0:12:31]: May the eighth. [0:12:32, 0:12:33]: May the thirtieth. [0:12:34, 0:12:35]: And uh [0:12:35, 0:12:41]: Two sets on May thirtieth. So at this time do I hear a motion to approve the minutes. [0:12:42, 0:12:42]: So moved. [0:12:43, 0:12:46]: We have a motion. Do I hear a second? Second. [0:12:46, 0:12:49]: We have a motion and a second. Any discussion? [0:12:50, 0:12:52]: No discussion. All in favor? [0:12:54, 0:12:54]: Thank you. [0:12:58, 0:12:59]: Okay. [0:13:01, 0:13:20]: We're gonna move forward. At this time, if anyone in our audience filled out a yellow sheet out front and would like to come forward and make a uh comment, uh you have three minutes and you can check the clock on the corner so you'll know you're within your three minutes at that point and the clerk will tell us who those people are. [0:13:20, 0:13:22]: Mr. Wendell Moore. [0:13:23, 0:13:26]: Thank you, Mr. Moore. If you'll come to the microphone. [0:13:37, 0:13:45]: Good afternoon, Mayor, Council. Uh this is the first time I've been here in a long time. But seven years ago I stood right here in this same place. [0:13:46, 0:13:52]: addressed a different council, different mayor, and all that, about the same problems. [0:13:52, 0:14:00]: Number one, the music in the park over there is not what uh average person wants to listen to. [0:14:00, 0:14:11]: I'm not against hip hop music, I'm not against rap music. Well when a uh a profanity comes through and you hear it in the neighborhood, then I am against that music. [0:14:12, 0:14:15]: And who do we call? We don't have anybody to call. [0:14:15, 0:14:26]: We don't have a police department. We don't have police protection except for murder and robbery and bank robbery and stuff like that. The average person or the average property in here is not protected. [0:14:27, 0:14:32]: We have nobody to call. And it's been that way for over a year now. [0:14:32, 0:14:33]: You know, one year. [0:14:34, 0:14:37]: But I understand how CDs work and things like that. [0:14:37, 0:14:42]: We have a no parking on the street provision. It's been being written for seven years. [0:14:43, 0:14:50]: When it's written, he can't enforce it, because we have nobody to enforce it, and it's unenforceable according to what I've been told. [0:14:51, 0:14:53]: Seven years. [0:14:54, 0:14:57]: We have streets that's falling apart over there. [0:14:57, 0:15:01]: And I told to wait'til it rains and we'll come over here and see if water stands in the street. [0:15:02, 0:15:06]: Well when it rains, who do you call? It's on the weekend. You can't get nobody. [0:15:06, 0:15:11]: I've showed you pictures of it. I've talked to each and every councilman up there about it. [0:15:12, 0:15:14]: With the exception of Miss Dant, I haven't talked to her. [0:15:15, 0:15:19]: But we got problems and nobody wants to take the action to do it. [0:15:20, 0:15:23]: You know, I hear a lot of campaign promises when people were running. [0:15:23, 0:15:27]: We're gonna do this, we're gonna do that. What have you done? [0:15:28, 0:15:29]: What have you accomplished? [0:15:30, 0:15:31]: What have you set forth? [0:15:32, 0:15:35]: Last year we had the tasty food trucks. [0:15:35, 0:15:42]: Great success. Ten trucks out there. This year I went to it last week or yeah, I think it was last week I went to it. [0:15:43, 0:15:44]: Four trucks. [0:15:45, 0:15:46]: Four trucks. [0:15:47, 0:15:52]: And I bought ten dollars worth of fish off of one of'em that my dog wouldn't eat. [0:15:53, 0:16:02]: So, you know, it's going downhill. Where where are the you know, you give these contracts to people and then they ship the bottom of the list to us. [0:16:03, 0:16:04]: And I'm tired of it. [0:16:05, 0:16:06]: I think we deserve better. [0:16:06, 0:16:08]: We as citizens deserve better. [0:16:09, 0:16:17]: And I think it's up to y'all to take some time, get together, work together, and improve the city together. [0:16:18, 0:16:20]: It's not one against another. [0:16:21, 0:16:24]: It's all for one and one for all. [0:16:24, 0:16:26]: And that's the way it should work. [0:16:26, 0:16:27]: Ma [0:16:27, 0:16:33]: Time is almost up. I could go another ten minutes and believe me I I got it built up in me. [0:16:34, 0:16:36]: But I'll I'll end right now. [0:16:36, 0:16:39]: and come back in another seven years and address the sign problems. [0:16:40, 0:16:46]: Thank you, Mr Moore, and we appreciate your passion. We hope we can solve those problems. [0:16:48, 0:16:50]: Mr. Leonard Yancey. [0:17:02, 0:17:06]: Letter Gen C one hundred forty nine Misty Ridge Trail. [0:17:08, 0:17:10]: It's like a Babylon. [0:17:12, 0:17:15]: Depends on who you talk to, what kind of [0:17:15, 0:17:16]: Reaction you gonna get. [0:17:17, 0:17:21]: So you're gonna get a different answer from e every every person up here. [0:17:24, 0:17:25]: [1046.3, 1049.2]: contract needs to be taken care of. [0:17:30, 0:17:30]: Today. [0:17:32, 0:17:38]: We don't have nobody to enforce city ordinances. Some city ordinances. [0:17:39, 0:17:45]: Some of our people can enforce some ordinances, but the ones that we need taken care of [0:17:47, 0:17:52]: We get warnings. You call the police, they'll come out, they have to come out. [0:17:52, 0:17:55]: They don't enforce nothing. If you don't have no enforcement. [0:17:57, 0:17:58]: That's why [0:18:00, 0:18:04]: Yeah, you got no enforcement while writing a law. [0:18:06, 0:18:07]: The um [0:18:11, 0:18:15]: I've got fift thirteen calls right here from April to [0:18:15, 0:18:17]: Last week. Thirteen calls. [0:18:18, 0:18:20]: Got nobody sided? [0:18:22, 0:18:25]: And lot a lot of'em are t have called twice. [0:18:26, 0:18:27]: And [0:18:27, 0:18:33]: According to the way the permits are written, the applications, these people know they're not supposed to have [0:18:33, 0:18:40]: Applied equipment out there unless they have a special permit and there's a gray area on how you want to define that. [0:18:42, 0:18:44]: 'Cause that overrides everything. [0:18:46, 0:18:47]: But you can't uh [0:18:49, 0:18:59]: You call dispatch and you say, I we need I want to talk to the person that the city is supposed to be hiring, take care of this, because they can cite people. [0:19:01, 0:19:03]: Well, we don't know nothing about that. [0:19:03, 0:19:05]: The officer comes out [0:19:06, 0:19:07]: He radios to the [0:19:08, 0:19:11]: Dispatcher, do we have anybody on park patrol today? [0:19:12, 0:19:13]: Comes back negative. [0:19:15, 0:19:18]: Miss Moore tells me that we don't have uh [0:19:19, 0:19:19]: Enforcement. [0:19:20, 0:19:21]: Talked with her last week. [0:19:22, 0:19:27]: So this is all new revelations to me and I talk to y'all, y'all don't know nothing about it either. [0:19:27, 0:19:29]: Hey it's like Mr Moore said. [0:19:30, 0:19:40]: Seven, eight years worth of this same dag um stuff. Now y'all did put a amendment in. If you just enforce it, everything would be fine. [0:19:41, 0:19:42]: But uh [0:19:42, 0:19:44]: Can't seem to enforce it. [0:19:46, 0:19:48]: And we'd like a little peace and quiet. [0:19:49, 0:19:54]: That transfer station I I live right between two noise nuisance that this city [0:19:55, 0:19:57]: instigates and won't do nothing about it. [0:19:58, 0:20:00]: Appreciate your attention. [0:20:01, 0:20:03]: Thank you, Mr. Yancey. [0:20:03, 0:20:05]: Do we have any others? [0:20:06, 0:20:08]: Mr. Harold Meyer. [0:20:18, 0:20:21]: I'm Harold Meyer. I live at one hundred forty one Wexford Cork. [0:20:22, 0:20:23]: Um [0:20:24, 0:20:28]: Want to talk about some situations that I see in the community. Uh one in particular is the uh [0:20:29, 0:20:31]: landscaping of commercial businesses. [0:20:32, 0:20:41]: Uh we try to I I'm hoping that this body will try to maintain high standards for that environment. In particular I had a situation [0:20:41, 0:20:47]: Um at the Murphy's gas station on Hudson Bridge Road, just uh outside of the [0:20:48, 0:20:49]: Uh Walmart. [0:20:49, 0:20:55]: So I called the city ordinance gentleman here. He went out there, he actually called me from the site, he says, What's up? And I said [0:20:55, 0:20:59]: says there's there's gravel and dirt and it's not being maintained. [0:21:00, 0:21:01]: And he says, Well [0:21:02, 0:21:05]: We have a ordinance that says we have to keep it cut. [0:21:05, 0:21:09]: But we don't have an ordinance that says you've got to have ground cover. [0:21:10, 0:21:14]: So if you don't have any grass and all you have is dirt and rock, it's okay. [0:21:15, 0:21:21]: I'm coming to you today to ask you to create an ordinance that requires the businesses to maintain and manage their pr landscape. [0:21:21, 0:21:26]: to create a higher standard for our business community and for our community in general. [0:21:28, 0:21:29]: Second item I have [0:21:30, 0:21:35]: Uh there's a gas station, the Texaco gas station at the corner, Patrick Henry Boulevard and Eagles Landing Parkway. [0:21:37, 0:21:39]: They don't post their gas prices. [0:21:40, 0:21:41]: And they are [0:21:41, 0:21:44]: raping the travelers that come through our community. [0:21:45, 0:21:46]: When you get off that ramp. [0:21:46, 0:21:49]: First gas station you see is the Texaco gas station. [0:21:49, 0:21:54]: You go there, you pull in, okay, gonna get a reasonable price, maybe a little bit higher. [0:21:54, 0:21:59]: Currently they're charging two fifty nine a gallon for regular, forty cents higher than the next highest [0:21:59, 0:22:00]: in the city. [0:22:01, 0:22:03]: They are charging over three dollars a gallon [0:22:03, 0:22:05]: for premium gasoline. [0:22:06, 0:22:12]: I'm asking that you create a a requirement through code that requires all gas stations to post the prices and that they're visible. [0:22:14, 0:22:22]: Uh that evens a plane field. If I'm a traveler, I pull in there, I get I say, Oh, this is outrageous and I look either way, I don't see any other gas stations. [0:22:23, 0:22:36]: But I'm not from the area. I they're taking advantage of these people and if I was coming in and I ran across that I wouldn't stop at the stockbridge again to get my gas. And that impacts our dollar figures and taxes and revenues coming into our businesses in that particular area. [0:22:39, 0:22:40]: Finally, that same intersection. [0:22:41, 0:22:50]: Uh on the west side of the intersection are four lights for the intersection, two of which I think are working, the other two I believe are not working. [0:22:50, 0:22:54]: But as soon as you pass through the intersection you get to the east side, there are no lights. [0:22:55, 0:22:59]: And there's a median that sits there for turning traffic. You've got multiple lanes turning. [0:23:00, 0:23:03]: And that median has been hit so many times [0:23:03, 0:23:05]: that is starting to crumble. [0:23:06, 0:23:12]: I'm asking that uh whether it's your body or whether it's a county body, that you guys take the initiative to get that [0:23:12, 0:23:21]: situation corrected'cause there's inevitably's gone we've seen people drive up the wrong side of the medium before because that total area is dark. There's nothing there. And for three [0:23:23, 0:23:28]: I can make a motion to extend this time to extend his time by an additional two minutes. [0:23:28, 0:23:30]: Thank you, I won't leave that alone, but thank you. [0:23:31, 0:23:31]: Um [0:23:32, 0:23:36]: [1416.2, 1418.6]: To ask, is there any discussion of that? [0:23:39, 0:23:41]: Is that amendment all in favor? [0:23:41, 0:23:42]: Thank you. [0:23:43, 0:23:48]: That median is being beat up. If you go and drive by it's crumbling. [0:23:48, 0:23:49]: Uh [0:23:49, 0:23:52]: Best case scenario, I guess, would we have some sort of [0:23:52, 0:24:02]: sign or post there that identifies where the meeting is as you're turning'cause at night when you turn in then then you turn into darkness. And there's if you're not familiar with the intersection, it can be very challenging. [0:24:03, 0:24:04]: Um [0:24:05, 0:24:06]: I have nothing further at this point. [0:24:07, 0:24:09]: Thank you very much for your time. Thank you, Mr. Meyer. [0:24:09, 0:24:10]: Thank you, sir. Thank you. [0:24:11, 0:24:13]: Do we have others who would like to speak? [0:24:13, 0:24:15]: Mr. Louis Goglia. [0:24:24, 0:24:44]: Thank you. You may, Mayor, uh, Councilman. Uh I do have some questions. The first question that I have is has to do with Rock Quarry Road and the uh expansion of Rock Quarry Road. What is the role and the responsibility of the City of Stockbridge regarding that project? And the second thing is [0:24:44, 0:24:49]: is what is your commitment or obligation to the funding of that program? [0:24:50, 0:24:52]: I'm concerned about uh [0:24:52, 0:25:12]: the response that I received uh from uh the county addressing the public meeting that we have and some of the things that they're looking at. I'm concerned that some things are gonna get swept under the rug. Um everybody's talking about the expansion, the physical expansion of the road, but I don't hear too much about the uh [0:25:12, 0:25:14]: Uh [0:25:15, 0:25:16]: environment impact. [0:25:17, 0:25:19]: I'm afraid that's gonna get uh swept under the rug. [0:25:19, 0:25:22]: I'm very concerned about that because I have been doing my own studies. [0:25:23, 0:25:35]: And I can tell you right now, I do not come up with the figures that are being reported for air pollution's uh numbers in the city of Stockbridge. That's a very uh big concern that I have. [0:25:35, 0:25:39]: The other thing that I have uh concern about is traffic management. [0:25:39, 0:25:46]: Uh, it seems that the trucks are kind of just rampant all over the place. And the other thing I'm very concerned about is the uh [0:25:46, 0:25:49]: ordinances. They're old, they're outdated. [0:25:49, 0:25:52]: And they're stagnant. It's like a business plan. You gotta change them. [0:25:53, 0:25:57]: And if you know, I hear some of the people here saying, Well there's a problem with this ordinance, well [0:25:59, 0:26:11]: being in the business world you write something, you gotta make sure you can quantify it in terms of a metric. You can write the greatest law, but if you don't give the people, the police force, the metrics to go and be successful [0:26:12, 0:26:22]: It's no good. It sounds great. I've l I've read the audiences for the uh city of uh Stockbridge. I've read'em for Henry Con, Clayton Con, Faye Con, Fulton. [0:26:23, 0:26:30]: You've got some things in there that no one else has. So kudos to you for that. That smoke free was that's very difficult to do. [0:26:31, 0:26:35]: So when you do certain things, you as leaders in the community [0:26:35, 0:26:38]: have to have the courage and the conviction to do things. [0:26:38, 0:26:42]: My biggest concern is the health issues on Rock Quarry Road, [0:26:43, 0:26:48]: For the commercial and the residence uh people like myself, we have a thousand foot of frontage on that road. [0:26:49, 0:26:53]: And I'm gonna tell you something right now, I've been living there for eighteen years. [0:26:53, 0:26:54]: Okay. [0:26:55, 0:26:57]: And those trucks have tripled in size. [0:26:57, 0:27:11]: There's a lot of violations going on for existing ordinances today that are not being enforced. So that's a big concern that I have. But I do want to bring that to your attention. I'm very concerned that I'm going to stand firm on that environment study. [0:27:12, 0:27:13]: Any questions? [0:27:15, 0:27:18]: Thank you for presenting. [0:27:24, 0:27:25]: Yeah. [0:27:28, 0:27:31]: At this time do we have any others? There are no further comments. [0:27:31, 0:27:35]: I I want to just make a uh quick statement here. [0:27:35, 0:27:39]: uh for all those who come and present at the podium [0:27:39, 0:27:51]: Um those are presentations only. I would welcome all of you to make an appointment and come back to City Hall so that we can make sure you're meeting with the right person. [0:27:51, 0:27:52]: To get the answers. [0:27:53, 0:27:55]: uh to any concerns that you may have. [0:27:55, 0:27:59]: So if you will please do that if it's anything illegal. [0:27:59, 0:28:02]: Uh we will involve our attorney in that, but [0:28:02, 0:28:07]: Keep in mind all presentations tonight at the podium are just presentations for the moment. [0:28:08, 0:28:08]: Thank you. [0:28:09, 0:28:14]: At this time we're going to um hear from Camilla Moore. [0:28:15, 0:28:15]: Um [0:28:16, 0:28:18]: Camilla Moore is our um [0:28:19, 0:28:25]: community development specialist and Camilla is tasked with many things that um [0:28:25, 0:28:29]: Some of which have been discussed tonight that we hope we're gonna move forward soon. [0:28:29, 0:28:34]: Um but I'm gonna ask her if she will read. It is um [0:28:35, 0:28:38]: One item, go ahead and read it and then we'll go forward. [0:28:38, 0:28:42]: Yes, ma'am. I'm here to present to you tonight the short term work program. [0:28:42, 0:28:46]: that we're s supposed to submit with uh Henry County to DCA. [0:28:46, 0:28:50]: In your document is a list of the project updates. [0:28:50, 0:28:56]: But where we are on our splice is man. [0:28:57, 0:29:00]: Um short term work program. [0:29:00, 0:29:01]: City of Start Bridge. [0:29:01, 0:29:10]: Okay. Um Miss Moore has um addressed the topic that we're gonna have. At this time, council members, do you have any [0:29:10, 0:29:15]: questions about this agenda item, uh we're gonna um [0:29:16, 0:29:17]: Before we get started. [0:29:18, 0:29:20]: Okay. At this time, um [0:29:21, 0:29:23]: We are going to um [0:29:24, 0:29:26]: declare this um [0:29:26, 0:29:28]: A public hearing [0:29:28, 0:29:32]: Uh and we're gonna go back to Miss Moore and ask um [0:29:33, 0:29:36]: We're gonna let her discuss her issue at this time. [0:29:37, 0:29:43]: Mayor, Mayor Pro Tem, members of Council, what do you have in your package tonight? Is your short term work program? [0:29:43, 0:29:49]: that outlines the proposed expenditures of the city SPLOS money, SPLOS three and PLOS. [0:29:49, 0:29:50]: Plus four. [0:29:50, 0:29:58]: And on this list is your update in terms of the status report of all of the SLOSS monies that were submitted [0:29:59, 0:30:03]: in terms of what every department would do with the splash styles from three and four. [0:30:03, 0:30:19]: Let me just say that as you know, as we discussed, staff is in the process of creating a long term SPLA CIP project list for you, which will cover five, ten, and fifteen years. And so many of these projects, if they have not been done, will go on that list. [0:30:19, 0:30:28]: Mayor, if you would like to, I can go section by section or I can ask Mayor and Council if they have any specific questions as it pertains to any SPLOSS listing. [0:30:29, 0:30:29]: Yeah. [0:30:30, 0:30:31]: Anyone uh have [0:30:32, 0:30:39]: A comment, do you want her to go section by section? Council? I have a question, the one that I see, but that's okay. [0:30:39, 0:30:40]: Um [0:30:41, 0:30:50]: Yeah, but We um hold on just a minute. Um are we gonna take questions now or we're gonna let her go through her [0:30:51, 0:30:52]: Well [0:30:56, 0:30:57]: Thanks, Chris. [0:30:58, 0:31:04]: Let let's do that. Let's let her give her presentation and then uh we'll do your questions all at one time. Thank you. Yes, ma'am. [0:31:05, 0:31:05]: Excuse me. [0:31:06, 0:31:17]: Mayor. And Miss Moore, we're gonna wait and let her finish her presentation. I think the question was how we're gonna do it individually or as a group, I'd like individual comment. [0:31:18, 0:31:32]: Yeah. In in c in case of how we like to do it, I like to be done individual. We don't have anywhere I'm not in a rush to get anywhere. As much information as we can get out to the public because these projects need to move and they need to move now. [0:31:34, 0:31:37]: Okay. If you would turn with me to page two. [0:31:39, 0:31:44]: That is the first list of the SPLOSS projects for three and four. [0:31:45, 0:31:52]: There's also the status report for those projects by which we have a status report update on. [0:31:52, 0:32:00]: Are there any questions about this particular list? Uh as we discussed in our meeting, we're establishing a timetable [0:32:00, 0:32:07]: to make sure that these projects get up and going are and move through the process as quickly as possible because they have been sitting for a while. [0:32:08, 0:32:09]: You have of course. [0:32:11, 0:32:12]: Oh, do you want me to read them all off? I can. [0:32:13, 0:32:22]: Yes, yes we do. Uh the multiplex renovation, the city will rebuild on site. The assessment and demolition is complete. [0:32:23, 0:32:43]: Two, swimming pool splosh, pad feasibility study. That was done with SPLOS 4. We don't know the status report on that yet because I think there were some discussions in terms of whether or not you want to move forward with the sp with the swimming pool, the splash pad. Um the water treatment plat upgrade plan engineering, that was from Splosh. [0:32:43, 0:33:03]: three that is ongoing. Water supply source development. And those are the wells in which we were exploring other sites to determine whether or not we could find additional water sources to help the city of Stockbridge. That is the engineering stages. We've looked at those sites and I think Dacia's talked about the last one at the last [0:33:03, 0:33:03]: Yeah. [0:33:04, 0:33:24]: City water meters replacement that is in process, that was splot four. SCADA replacement the water sewer that was splotch three, that's in progress. Water main and service lines replacement, that's with splots four, that is ongoing. New water treatment facility, splos four, we don't have a [0:33:24, 0:33:28]: the status on that yet, I think Dacious may be able to give more information on that. [0:33:28, 0:33:32]: GIS infrastructure inventory and detailing mapping. [0:33:32, 0:33:34]: That is in the process now. [0:33:34, 0:33:39]: Sewer infiltration and inflow study, that's Glas4, it's in progress. [0:33:39, 0:33:42]: Sewer reconstruction and pump station replacement. [0:33:42, 0:33:45]: Thus PLOS 4, construction partially completed. [0:33:46, 0:34:00]: New maintenance shop, SPLOS four design plans and final stage, park improvements including ADA compliance playground equipment, the Splosh 4 C D V Glark Park equipment is being installed. [0:34:00, 0:34:14]: Are there any questions about any of the projects on this particular and that's what I was gonna say. Let's pause so we all know we're on the same page, page two. Council members, do any of you have any questions about the items uh just read to you by Miss Moore? [0:34:15, 0:34:35]: Yes. Okay, I do. Okay, council. In terms of Alexander. In terms of the multiplex, we've demolitioned we've demolished it. I had concerns about the property being left um vacant uh for an extended amount of time. Uh we know that we have the funding to move forward with a facility. [0:34:35, 0:34:42]: And uh where does that stand at and what can we do uh to make that happen? [0:34:42, 0:34:55]: Uh counselor I think is Dacia's here. He's not here. Uh I think that project was given to him, but I will get you a report. But from where I said, if it's okay, then I just think that we need to put it out for dead. [0:34:55, 0:34:56]: Okay, let's do so. [0:34:58, 0:35:08]: Uh Mr. Forward. Yes. Is that correct? Okay. That's what I thought. Just want to make sure. Uh maybe I'm jumping the gun here. Um [0:35:08, 0:35:13]: And number three, the wastewater treatment plant. Is that what I think that's what's going to be discussed next? [0:35:13, 0:35:21]: on on uh council consideration. I think that's a new business. Okay. I believe that's what it looks like here. But anyway I'll wait to wait for Destiny. Mr Aaron [0:35:21, 0:35:41]: To present that. And on this and it may be somewhere else, but we had talked about the first phase of building that facility is that Mayor and Council was supposed to get a set of designs that you approved of so that we can then put the project out for bed. And what we would do is get you an update, modified schedule of where we are on the design phase and when we [0:35:41, 0:35:44]: will look at anticipating putting it out for be it for the project. [0:35:46, 0:35:48]: Okay, any other questions on page two? [0:35:48, 0:35:50]: Councilman Blind. [0:35:51, 0:35:54]: Uh yes, really quick on on the uh multiplex renovation. [0:35:55, 0:36:01]: Um, I was hoping Mr Dacius there w we're supposed to have been getting a report back on the soil testing. Did that ever come back? [0:36:01, 0:36:04]: That we could uh solidify anything on pertaining to that? [0:36:05, 0:36:25]: Uh no, we don't I I have not seen anything uh back. But let me just remind um everyone on the council that there will uh eventually soon be a design um i I think if we talk about this at the retreat there's a lot coming for us and [0:36:25, 0:36:31]: August at our retreat that will help us to uh figure out what we're gonna do with the [0:36:31, 0:36:34]: with the footprint that we have to work with. So [0:36:34, 0:36:35]: Um [0:36:35, 0:36:40]: I know that report, I would feel sure Councilman Blount will be back before then. [0:36:43, 0:36:48]: And let me just say, um, before your next council meeting on all of these items that we're going through tonight [0:36:49, 0:36:50]: We will have [0:36:50, 0:36:51]: Exact dates for you. [0:36:52, 0:36:58]: Okay,'cause that would give you some idea. Uh what we will do, we'll go ahead and schedule out these projects. [0:36:58, 0:37:01]: uh in phases so that you will see on a map [0:37:01, 0:37:02]: On a calendar. [0:37:02, 0:37:07]: what phase and where we are as it relates to each one of these in terms of moving the splice forward. [0:37:08, 0:37:09]: I have a follow up question, please. [0:37:10, 0:37:30]: I don't see the downtown amphitheater and I was under the impression uh even with Mr. Harris before he left that there was a design already in cl uh being moved forward with actually designing a facility uh so the public can understand what we're doing. [0:37:30, 0:37:50]: doing in terms of uh you know putting in some infrastructure here in the city and and w and that project. Is there anything that we could talk about? Right. What we talked about during our SPLOSS meeting was that we thought we had allocated money for the amphitheater and what Daesh is committed to do was to go through and cost out because we were taking [0:37:50, 0:38:10]: Taking that money from some of the projects that he had that had been assigned to his department for SLOS. What he wanted to do was give him an opportunity to run the accurate, the exact numbers, and then the money that was left over from that, we were going to bring back as a proposal to Mayor and Council to adopt and use those funds for the amphitheater. So just wait. [0:38:10, 0:38:12]: Yeah. [0:38:15, 0:38:24]: Yeah, Neil. Um Mr um Mr Aaron, the public works director, his name keeps appearing, but he had an emergency and is not able to attend tonight. [0:38:24, 0:38:31]: Okay, thank you for sharing that with us. I'm not sure if the audience heard that. Our public works director had some type of [0:38:32, 0:38:34]: emergency and it's not in the [0:38:34, 0:38:35]: room tonight. [0:38:36, 0:38:38]: Um if you would go ahead, please. [0:38:38, 0:38:41]: Any more questions on page two? [0:38:43, 0:38:46]: Well I'm going to page three. [0:38:47, 0:38:50]: Estabest business association [0:38:51, 0:38:54]: Um a lot of these are under economic Yes, ma'am. [0:38:55, 0:39:06]: That's where my question does. Should I wait? Okay, let her finish the page. We're gonna do one page at a time and then take questions off of each page. Okay. Uh there's no status, but I will provide one. Um [0:39:06, 0:39:07]: In a moment. [0:39:07, 0:39:12]: A create economic development marketing plan marketing plan there's no status. [0:39:12, 0:39:15]: Application for an opportunity zone designation of status. [0:39:16, 0:39:19]: citywide marketing and rebranding plan that is ongoing. [0:39:20, 0:39:22]: in technical college expansion [0:39:22, 0:39:31]: Um we don't have any status on that. And I would say that a lot of these areas don't have status because right now we there is no economic development director in place. [0:39:31, 0:39:35]: However, I have begun to tackle several of these issues. [0:39:35, 0:39:46]: so that we can provide an update. So for instance on fourteen establishing uh Stockbridge Business Association, I did have a conversation with Mayor Neal the other day. [0:39:46, 0:39:49]: And what we're going to submit to you is a reorganization. [0:39:49, 0:39:52]: of that whole initiative and how it will be staff supported. [0:39:52, 0:40:07]: how we will establish the meetings for them, how will we get everyone reorganized again so that they can become a viable entity for the city of Stockbridge. And so we've talked with staff and I've promised her that we would get her a reorg plan in terms of how [0:40:07, 0:40:15]: that is going to be developed and we should have that to you, Mayor Near, by the next council meeting so that they can look at it and see what the response will be to item number one. [0:40:15, 0:40:25]: in terms of creating the economic development market plan as relates to hotel and motel, as you know that we've just put out an RFP or in the process of putting out an RFP. [0:40:25, 0:40:29]: for the consolidated plan that hopefully will encompass everything. [0:40:29, 0:40:39]: One of the elements that we can include as a part of that plan is a aspect that deals with marketing and all of this for the entire city. That's one way in which we can address that issue. [0:40:40, 0:40:44]: In terms of application for an opportunity zone designation [0:40:44, 0:40:49]: I don't quite know what the status is from my understanding. We were looking at applying for that. [0:40:49, 0:40:56]: So I'm going to bring back to you prior to the next meeting what the status is, what happened with that, and where we are with that application. [0:40:56, 0:41:01]: A city wide marketing rebranding plan that is ongoing and Kira can probably speak to that. [0:41:01, 0:41:06]: And the technical college expansion I'm not quite sure. I couldn't really get any information. [0:41:06, 0:41:09]: on that particular area in terms of who was working on that. [0:41:09, 0:41:11]: Or who that was assigned to. [0:41:11, 0:41:14]: But we're prior to your next meeting we'll see what we can gather. [0:41:15, 0:41:17]: But I haven't been able to get any information thus far. [0:41:17, 0:41:19]: And then as we move on down [0:41:20, 0:41:30]: uh on the land use, update city codes including zoning. We're in the process of doing that. And I heard some of the questions tonight in terms of ordinance update. [0:41:30, 0:41:44]: We're in the process of dealing with our addressing our first round of ordinances and just for the public understanding is that we're totally doing a total rewrite of all of our ordinances. And landscaping is one of the ones that's at the top. [0:41:45, 0:42:05]: Uh and the process for that is that uh each month we've send between one to three sections to the zoning advisory board for that group to go over those and then we will bring those on the mayor and council to look at. And prior to the adoption of any of these then we will put those out for public comment so that everyone can [0:42:04, 0:42:07]: to see what the proposed ordinance changes are. [0:42:08, 0:42:28]: One thirty eight overlay district study, as you know, we're in the process of doing that. I just sent all of you an email before t um your meeting tonight to let you know that that list has been compiled. It consists of all the landowners and members from your board appointees, and including yourselves in case you want to attend any. [0:42:28, 0:42:31]: of the meetings, that list has been submitted to the consultant. [0:42:31, 0:42:36]: And they should be in the process of submitting that finalized list next week. [0:42:36, 0:42:42]: with a list of schedule of the meeting date so all of you will be aware of those so that you can attend if you so choose. [0:42:42, 0:43:02]: The City Comprehensive Plan Update, I sent each of you a draft copy of that document that I sent over to DCA last Friday. And the reason why I sent it to DCA is that this will be the first time that the city's stockbridge has done its own comprehensive land use plan. So therefore we want to make sure that all of the required elements that the state required [0:43:02, 0:43:04]: Or in the RFP. [0:43:04, 0:43:15]: So I sent that over to DCA. We should be getting a response by Wednesday, letting us know if all those elements are included, if not what we need to include, so that we can go ahead and hopefully get that out on the street next week. [0:43:15, 0:43:17]: The L CI implementation [0:43:17, 0:43:22]: Staff has been in the process of looking at the LCI. It's a little bit outdated. [0:43:22, 0:43:31]: And so in a couple of months we will be bringing back to you once we get the consolidated plan back how we can truly integrate those two documents together. [0:43:31, 0:43:45]: your can your comprehensive land use plan and your L C I with a real strategy as to how we need to implement the L CI. It's another one of those documents that the city paid for and it sat on a shelf and it got dust. [0:43:45, 0:43:59]: And nothing happened. So it is staff's recommendation that we come up with some realistic, achievable objectives and that we outline those and bring those to mayor and council for adoption. Those are all of the items on page three. Are there any questions? [0:44:00, 0:44:00]: Yes. [0:44:00, 0:44:03]: Uh Ms. Robinson. Thank you, Mayor. [0:44:03, 0:44:23]: Um Ms. Moore, I know you have on here established the Stockbridge Business Association. We currently have that. So when you're saying established, I was just kind of concerned because we currently have an existing business. But what I would like to see if we're gonna uh revamp that because it shows fifty thousand dollars uh [0:44:23, 0:44:25]: Cost estimate. That's [0:44:26, 0:44:43]: part of this, I would like to see that we're actually including a lot of our commercial business whatever all businesses to key stakeholders at the table. But let me share with you council how what our approach has been. We have pulled every single business [0:44:43, 0:44:46]: in the city of Stark Bridge. We pulled that file on Friday. [0:44:47, 0:45:01]: What the objective is, uh a couple of things. One, businesses pay business license, I pay but what do they get for it? Right? I mean what do we give? We're always taking but we don't give. And so what staff is looking at, how do we create [0:45:01, 0:45:12]: um a viable retention program which encourages our businesses to want to stay in stock grids. And the way that you do that is by one having a viable [0:45:13, 0:45:18]: uh association. Now I reached out to the individuals and I tried to get information on your existing [0:45:18, 0:45:20]: business association. [0:45:20, 0:45:23]: Unfortunately, it's kind of like a name only. [0:45:23, 0:45:27]: And so therefore what needs to happen there needs to be that partnership [0:45:28, 0:45:48]: between the City of Stockbridge and your business association because they do pay occupational tax and they have licenses to operate here. But in developing an initiative whereby with staff being the support entity to make sure that on a monthly basis all of those businesses meet, that we can talk about police report, we can talk about code enforcement [0:45:48, 0:45:51]: issues, we can talk about their needs as a business association. [0:45:52, 0:45:55]: And as being a part of the city, we can make an attempt to meet those needs. [0:45:56, 0:46:00]: We're not quite sure uh what you allocated fifty thousand dollars for. [0:46:01, 0:46:03]: We think that is a little bit high. [0:46:03, 0:46:23]: However, what staff would like to do is to bring you back once we reconvene this group and talk with them an itemization of how that$50,000 should be expended, because we don't think you should waste it, but it should be on something that's constructive that they're actually doing as an entity. And so we had that discussion today. I did have a discussion with [0:46:23, 0:46:28]: with Mayor Neal and so we hope to have that reorgan how all of that will work for you by your next council meeting. [0:46:30, 0:46:50]: Any other questions of uh about page three? Yes. Uh Councilman Alexander. In terms of the um opportunity zone status, ladies and gentlemen, uh that status provides thirty four hundred dollar tax credit every time a in a business would locate in the city and it would generate what we need to do in terms of [0:46:50, 0:47:07]: economic development. So I think Ms. Moore had indicated that we were waiting uh for an economic development directive to be put in place before we move forward with either the economic the mark economic marketing plan or that. Is that correct? [0:47:07, 0:47:27]: Right, well what I mean there's a there's a couple of things. Um on the marketing we can actually roll that over into an element uh for the comprehensive land use plan in terms of your opportunity uh district. Um you know I can look at that information. It depends on your time schedule in terms of when you want it submitted. I can look at it and [0:47:27, 0:47:32]: bring you back a schedule in terms of our side submitting the application for you. [0:47:32, 0:47:41]: Follow up. We did fund that in this year's budget, isn't that correct? We fund the economic development director position in this year's budget. [0:47:42, 0:48:02]: Councilman, let me remind you, we're in a question and answer, not making statements. Right. [0:48:02, 0:48:13]: we hire a consultant to move the process forward since we already uh allocated uh substantial funding to the economic development director position. [0:48:13, 0:48:20]: Uh yes, sir. I mean from as a professional opinion, yes you can. And if y if it is your your desire [0:48:21, 0:48:33]: uh mayor, if you would like for me to look at the information, look at what's required because I have submitted these in my prior experience. Look at that, see what's required and if it is your desire to put out an RFP for consultant to do that. [0:48:34, 0:48:37]: Then we will look at that and bring you back a recommendation for you to decide. [0:48:38, 0:48:40]: Okay. Are there any other questions? [0:48:40, 0:48:41]: Councilman Ford. Yes. [0:48:42, 0:48:47]: You mentioned the L CI and i I think you mentioned that it was out [0:48:47, 0:48:52]: Aided. Mm-hmm. But I thought we selected plan B for that and it was just a couple of years old, I thought. [0:48:53, 0:49:02]: But and I thought also back to Alexander here, you mentioned about the amphitheater. I thought the amphitheater was part of that that particular plan. So could you further explain how it can be outdated here? [0:49:02, 0:49:05]: Well typically when you get an L CI [0:49:06, 0:49:17]: sign off, your gnomon's supposed to be doing something in twelve weeks. I mean twelve months, not three years later. All right. Okay. So because things change. I mean every twelve months things change within your [0:49:18, 0:49:19]: Within your city. [0:49:19, 0:49:25]: And so while it was done three years ago, I don't necessarily know if plan B [0:49:25, 0:49:27]: is still viable today. [0:49:27, 0:49:47]: And so what we're in the process of doing, we're looking at your initial LCI, we're looking at your plan A, your plan B, and all of that, and bringing back some recommendations that we think are realistic in terms of what we can actually get or glean from that old plan and see how we can overlay that with your comprehensive land use plan. [0:49:47, 0:49:47]: Yeah. [0:49:47, 0:50:07]: Which is to include all of those elements. And if we can come up and identify those areas of the L CI that we think are real because again I think your objective is not to just have something on a piece of paper, but something that you can truly implement. Right. So it's our desire to bring you something which is really [0:50:07, 0:50:19]: really what we call and it's a shovel ready, which means that it's something that you can immediately get the design work for and immediately put out the bid and immediately see something on the ground. [0:50:19, 0:50:20]: All right, thank you. [0:50:20, 0:50:21]: Family. [0:50:21, 0:50:22]: Okay, Ms. Camp. [0:50:23, 0:50:24]: Um [0:50:25, 0:50:34]: Comment on that the LCI was done a long time ago compared to that. We voted in twenty thirty voted actually about three years ago. [0:50:35, 0:50:43]: Mm-hmm. But it was actually classic. In nine I came in and me and Mr. [0:50:44, 0:50:51]: So um but we did what we did know was that this council had uh voted and agreed to start [0:50:51, 0:50:52]: Uh [0:50:52, 0:51:02]: us this several times at every single retreat to go ahead and get started on the amphitheater. That's something that we each can earn that we we definitely [0:51:03, 0:51:08]: Okay. What what I looked for because there was supposedly some designs out there [0:51:08, 0:51:12]: And I looked and actually what we found was conceptual. [0:51:12, 0:51:14]: But no actual drawings. [0:51:14, 0:51:18]: Um so if it is your desire for us to go back and look at [0:51:18, 0:51:38]: what you voted for to move for in terms of the after theater. Again, we had identified some monies in SPAS based on what Dacius has left over from the Wales project. What we were pulling it from is y'all committed so much money to these wells, but if you're not gonna do the wells, we were going to try to ask you to reallocate that money from the wells [0:51:38, 0:51:40]: to the amphitheater. [0:51:41, 0:51:41]: Um [0:51:42, 0:51:44]: So we'll be glad to bring that back when we [0:51:45, 0:51:47]: More questions on page three. [0:51:48, 0:51:50]: If not, we'll move to page four. [0:51:51, 0:51:52]: Page four. [0:51:52, 0:51:54]: Rock Quarry Road Extension. [0:51:55, 0:51:58]: Engineering and right of way acquisition, Jody Co South. [0:51:58, 0:52:00]: Uh it is in the predesign stages. [0:52:01, 0:52:08]: Sidewalk repair and reconstruction that's phase plas four ongoing, Birch Street Streetscape [0:52:09, 0:52:19]: Um, General Fund, C D D G, SPLOS 4, and TE, don't know what the status report is on that from Dacious. Davis Road from Clark Park to Highway 42. [0:52:20, 0:52:27]: Um, SPLOS for and T E, the design complete and right away acquisition phase. And as you know I sent all of you an email probably about [0:52:27, 0:52:31]: four or five weeks ago with all of the Davis Road information in there. [0:52:31, 0:52:34]: and how G Dot was proceeding with that. [0:52:35, 0:52:40]: Davison Parkway to Flippin' Road Bypass, Design and Right of Wacquisition. [0:52:40, 0:52:47]: Uh it doesn't say which SPLOSS project we're out that the monies came out of that and I really don't know what the status is. [0:52:47, 0:52:53]: One of the things that I will say that I think what we need to do on any of your transportation projects, Mayor, [0:52:54, 0:53:07]: We need to bring the engineer, whoever our engineers are, they need to be at the hip on these because they are transportation projects. So we need to work closely with our traffic engineer to make sure that all of these transportation projects were DOT. [0:53:08, 0:53:10]: Did they're at the table and do they represent the city? [0:53:10, 0:53:12]: in these meetings. [0:53:13, 0:53:17]: And that's all we have for page four. Do we have any questions for page four? [0:53:17, 0:53:18]: Yeah. [0:53:19, 0:53:22]: I have a question from uh Elton Alexander. [0:53:23, 0:53:31]: Yes, in terms of the sidewalks and um program that we have, we implemented a [0:53:32, 0:53:36]: Uh master trail point. So how does this fit? [0:53:37, 0:53:49]: into the Master Trail Plan and I think we have Davis Road sidewalk project uh that uh we've been trying to get moving forward and the right of way was kinda dragging along. [0:53:49, 0:54:09]: Well, I can tell you on the Davis Road, I've sent all of you an email from G Dot. Uh they've sent us the plans in terms of where they are. Uh what their estimating is that their project will not begin until 2020. But they did send us a schedule, and I sent all that sket that sent that schedule to each of you to look at. In terms of your trail uh project. [0:54:09, 0:54:10]: Project. [0:54:10, 0:54:20]: What I can say is that as a part of the comprehensive land use plan, that is one of the elements that we've asked that they come in and solidify for us. [0:54:20, 0:54:22]: is a trail analysis. [0:54:22, 0:54:27]: of the entire city of Stockbridge, uh to make sure that we have a complete twelve programme. [0:54:28, 0:54:33]: Well we did have a I think we had a trail uh a plan already completed, isn't that correct? [0:54:33, 0:54:35]: That's correct. Okay. [0:54:37, 0:54:40]: Well then I don't know who that falls under. But I'll check for you. [0:54:42, 0:54:43]: Minor. [0:54:43, 0:54:45]: Any other questions on page four? [0:54:48, 0:54:50]: Okay, we'll move to page five. [0:54:51, 0:54:57]: Page five, Circle Creek Bank Restoration, that is complete. Mays Road Culver [0:54:57, 0:55:02]: Collapse, that's complete. ADA playground equipment at Memorial Park. [0:55:02, 0:55:06]: that it's complete. Bike, pedestrian and trail master plan is complete. [0:55:06, 0:55:15]: South Berry Street sidewalk is complete and all of those were either from stormwater funds, C D B G, Splash Three or Four. [0:55:15, 0:55:19]: Any questions about the completed projects? [0:55:19, 0:55:39]: One additional question. We had a we had an intense LOSS meeting, our capital improvement projects meeting where this council kinda came together I guess and you you're putting that plan together for us now. Could you kinda talk about that a little bit so everybody understands that we have met and we are intent upon moving forward? [0:55:39, 0:55:40]: [3340.2, 3350.7]: Right, for the public for information purposes for the public, uh staff met with mayor and council to talk about the expenditure and the movement of SPLOS projects under SPLOSS three. [0:55:50, 0:56:10]: SPLOSS FOR And staff and and the direction that we were given was to come back with a comprehensive CIP program and listing that includes staff uh SPLOS three, SPLOS four, and any possible projects for any future SPLOS dollars so that we could have a five, a ten, and a fifteen [0:56:10, 0:56:13]: fifteen years CIP project list. [0:56:13, 0:56:17]: from which we will pull SPLOS projects [0:56:17, 0:56:20]: as those splots dollars are available. [0:56:22, 0:56:25]: Okay, any other questions about page five? [0:56:26, 0:56:28]: Yeah, we'll move on to page six. [0:56:29, 0:56:32]: Page six, water supply sources development. [0:56:32, 0:56:35]: Flippin' Road Wheel Exploration. [0:56:35, 0:56:36]: Flippin' Road Wheel. [0:56:36, 0:56:39]: Pinehurst, rustic road whale. [0:56:40, 0:56:44]: And as you can see, thus where we kinda are today, I guess it kinda speaks for itself. [0:56:45, 0:56:47]: Um and I think we've discussed in several meetings [0:56:48, 0:56:51]: some of the difficulty that we've been having with the well situation. [0:56:52, 0:57:11]: And so that's just what we've expended. As I said earlier, we have a lot of money that has been allocated to the exploration of these water supply sources. And depending on your decision in terms of how much more time we should spend on this or whether or not we should reallocate these funds, staff will just wait to get a sense of direction from you. [0:57:12, 0:57:14]: Hydraulic water model. [0:57:14, 0:57:18]: Uh of those allocations this shows you what [0:57:19, 0:57:26]: the fees are on where we are and with the splots dollar amounts that were allocated. Pump station rebuild to increase capacity. [0:57:27, 0:57:33]: Those were the start date, those are the end date. So these projects are supposed to be in place right now. [0:57:33, 0:57:36]: And as you know, twenty eighteen is right around the corner. [0:57:36, 0:57:42]: Wastewater plant upgrade, start date two thousand seventeen, end date two twenty one. Here's the monies that are allocated. [0:57:43, 0:57:47]: New water treatment facility and I think that was supposed to be a presentation tonight. [0:57:47, 0:57:54]: Start date this year two thousand and seventeen with the completion date of two twenty one. Those are the figures that are allocated. [0:57:54, 0:58:01]: And then new maintenance facility two thousand seventeen, N day two twenty one, and those are the SPLOS dollars. [0:58:01, 0:58:12]: that have been allocated. And as you see on this one, uh we've already spent nineteen thousand dollars and then on the search for wells we spent eight thousand. [0:58:14, 0:58:17]: Uh are there any questions on page six? [0:58:18, 0:58:19]: Uh Councilman Blount. [0:58:20, 0:58:28]: These are on the allocated strings a spinature, so we have the [0:58:30, 0:58:37]: The rest of the screen is you want to talk about uh speaking out what you talk about. [0:58:37, 0:58:38]: Correct, sir. [0:58:40, 0:58:43]: Okay, any other questions about page six? [0:58:44, 0:58:46]: If not, let's move on to page seven. [0:58:48, 0:58:51]: I don't know if I have a page seven, did did fall out of mind? [0:59:01, 0:59:08]: Okay, this is your annual financial report and I don't know if this is supposed to be me or if this is supposed to be [0:59:10, 0:59:12]: Okay, great. All right. Um [0:59:12, 0:59:16]: And so this is a report. It shows your service areas. [0:59:17, 0:59:21]: Your beginning impact FIFA un balance and just let me uh say [0:59:21, 0:59:33]: that staff is bringing back to your recommendation on that we extend impact fees in other areas since that's there. Uh impact fees that were collected, water supply, wastewaterment and your total, uh your interest. [0:59:33, 0:59:38]: There's no project expenditures, administrative cost none, impact fee refund none. [0:59:38, 0:59:44]: And any impact fee balance, those are your figures as well as your impact fees in Cumber. [0:59:45, 0:59:48]: Okay. Any questions on page seven? [0:59:49, 0:59:55]: Um okay, we'll go on to the um short term work program. [0:59:56, 0:59:58]: And that will start with page two. [0:59:58, 1:00:00]: Right. I think it was a duplicate. [1:00:01, 1:00:06]: Yeah, so Mayor this that ends your d our discussion on um the short term work. [1:00:06, 1:00:07]: projects. [1:00:08, 1:00:12]: All right. [1:00:13, 1:00:18]: This agenda item that has been presented is a public hearing item, as I said earlier. [1:00:18, 1:00:21]: So at this time anyone wishing to speak [1:00:22, 1:00:22]: Four. [1:00:23, 1:00:25]: Any of the agenda items [1:00:25, 1:00:27]: Please come forward at this time. [1:00:31, 1:00:42]: Seeing or hearing no one in favor, um now I would like to invite anyone who might be opposed to any items on the agenda uh just presented to come forward. [1:00:45, 1:00:48]: If they're uh hearing and seeing no one um [1:00:49, 1:00:50]: that wants to oppose [1:00:50, 1:00:53]: I will declare this public hearing closed. [1:00:53, 1:00:56]: There will be no more discussion on this matter. [1:00:57, 1:00:58]: However [1:00:59, 1:00:59]: We will [1:01:00, 1:01:04]: go back at this time and we will vote on this matter. [1:01:04, 1:01:24]: So do I hear a motion that this public hearing item resolution to transmit the short term work program and capital improvements element annual update twenty seventeen through two hundred twenty one to the Atlanta Regional Commission as presented by Ms. Moore? Do I hear a motion second? I hear a motion and [1:01:24, 1:01:25]: And a second. [1:01:25, 1:01:27]: Is there any discussion? [1:01:28, 1:01:31]: If there is no discussion, all in favour. [1:01:32, 1:01:33]: All right. [1:01:36, 1:01:45]: At this time um I'm gonna take a quick liberty here and um and call up Carolyn Fuller. Uh I'm gonna [1:01:46, 1:01:50]: deal with our discussion items real quick so that they can slip out. [1:01:50, 1:01:58]: if Miss Fuller will come up and make her announcement about the Henry County Library system and the Stockbridge Library. [1:02:00, 1:02:04]: Thank you for letting me speak, and I apologize for the voice. [1:02:04, 1:02:05]: Um [1:02:05, 1:02:08]: The other presenter is even sicker than I am. [1:02:09, 1:02:09]: Um [1:02:10, 1:02:14]: As all of you know, this August we're going to have a solar eclipse. [1:02:15, 1:02:20]: And we thought we would like to do something uh to support that. [1:02:20, 1:02:35]: One of the things we're going to be doing is giving out solar glasses at all of our branches so that people can look at the eclipse safely. But prior to that, uh we had the opportunity to get an indoor planetarium. [1:02:36, 1:02:42]: And um I did not did not print on this one, but it's it's an inflatable. [1:02:43, 1:02:43]: Unit [1:02:51, 1:03:11]: It's an inflatable unit and in it the children enter through the little door and they sit in there and they get a three sixty view of uh the earth and moon and the stars and if you look on the back of your sheet there will be a a different program every thirty minutes. There's six different programs and they'll start at nine AM. [1:03:11, 1:03:21]: and go all the way through five. Uh we are extending the library hours at the Cochrane Library and from nine that day uh to do this. And um [1:03:22, 1:03:38]: When we got the chance to do this we thought about which library we were going to do it in and um there was a a sh very short discussion and everybody said, Let's do it at the Cochrane Library because of how good [1:03:39, 1:03:44]: the city council has been to us and how you've tried to help us over the over the years. So [1:03:44, 1:03:44]: So [1:03:48, 1:04:01]: So so we want we will uh present these, uh we'll make some new brochures, we'll get it to your webmaster and let them show it. We'll be at Councilman Blount's [1:04:01, 1:04:08]: parent expo and we'll be giving out these. It's totally free. Uh we'll we were hoping [1:04:08, 1:04:20]: Uh that we will see six or seven hundred people during the day. We'll let the children go inside the planetarium and we'll have a large screen TV outside for the parents so that they can watch it. [1:04:20, 1:04:28]: Uh because and then that way they can have some discussion with their children about these science projects. So I just wanted to say [1:04:28, 1:04:34]: to to bring this to you as kind of a thank you for your support over the past years and um [1:04:35, 1:04:41]: I look forward to a lot more years of working together with all of you. Thank you so much. Thank you, Carol. [1:04:42, 1:04:48]: At this time I'm gonna call on uh city councilwoman Neat Robinson and let her [1:04:48, 1:04:49]: Um [1:04:49, 1:04:57]: mentioned the Hispanic uh festival during the discussion hour. Just to move it forward. Thank you, Mayor. Um thank you, Ms. Fuller. [1:04:57, 1:05:15]: Um, also I wanted to discuss I received a call from um Miss Rocia um Camacho in reference to the Hispanic Fest. A couple of months ago I bought before the council and the organization, well our um I think it was about Main Street and our [1:05:16, 1:05:36]: uh events coordinator that they were in support of n or needing support for a stage. Um currently um they we they were asking for the council to help with five thousand dollars to allow them to get a stage. And the call that I received today, if they can't receive that support, they're gonna have to [1:05:36, 1:05:37]: Um [1:05:37, 1:05:46]: you know, step out of participating and knowing that this event brought a lot um cultural and different um [1:05:47, 1:06:07]: you know, unity in our community. I think this is something that council we need to reconsider so that way we can actually try to support this event um t so it can continue um in our community because if not I just don't want them to pull out on a s small amount of funds knowing that the city is able to do that. [1:06:07, 1:06:25]: knowing that it's something that is a big service, um, an opportunity for our citizens, as we did in um last year. So I'm you know, just want to bring forth to my colleagues, mayor and to this council to see if we can um give some support in reference to a stage um for the Hispanic Fest. [1:06:27, 1:06:33]: All right, we appreciate that announcement and that was in discussion, not a item to be voted on tonight. Uh [1:06:36, 1:06:38]: Yes, any discussion? [1:06:41, 1:06:43]: I wanted to say that maybe we [1:06:44, 1:06:47]: our director of events for [1:06:48, 1:07:08]: They already have stages there. So if that we can coordinate with it or not not against it at all. If we need to pay for additional stages. So be it I don't know the setup. Um or if they could rearrange the setup so that whatever the sta the purpose of the stage, I think we have multiple uh entertainment. [1:07:08, 1:07:17]: at that particular multiple entertainers at that event, especially if it's still gonna be are the bridge fest. So we should consider [1:07:17, 1:07:19]: Mm-hmm. [1:07:19, 1:07:33]: our our court our director down at Merrill Manders and see which way we can go with regards to to the stage or whether we share a stage or get multiple stages and how that works. [1:07:34, 1:07:36]: double statements it is just a pain. [1:07:36, 1:07:56]: Mayor? Yes, Mayor. If I can just add to um reply to Councilman uh woman Gantt, that was a discussion two months ago. Um we did speak with um CC McGee. Um they also reached out to them and it was discussed with our Main Street coordinator as well. Um so that's why we're here. So hope [1:07:56, 1:08:16]: Hopefully this council can you know make the decision on how we can help because that was a discussion um it was discussed about one stage but as you know when they were here last year they brought a lot of entertainment um and they had their their stays that it was always with performances. [1:08:16, 1:08:16]: So [1:08:17, 1:08:37]: It was kind of stated that it would be best if knowing they had the large crowds to be able to have their own stage. Um but again, Miss Camacho was okay with the one stage. However, um they just couldn't come to common ground to my understanding and that's why I got the call today. So that's why I said [1:08:37, 1:08:46]: that hopefully with this council if we don't want to vote on it today, but we need to have a discussion because it's gonna be coming up in a couple of months and if not we won't have that opportunity. [1:08:46, 1:09:06]: Okay, thank you. Any other discussion? We will uh refer that back to the proper committees and uh point of discussion in house. So thank you so much. Any other comments? I have one down here for Mr. Ford first. Thank you, Mayor. Appreciate it. Um I would think that uh with the excellent report that we got [1:09:06, 1:09:22]: got on an audit last week or last time we met. I would think we can find five thousand dollars plus or whatever and come to agreement to do this. I understand it's not a voting, it's part of voting right now is part of discussion. But this is um it was very successful with the British Fest and and Hispanic Fest together. It's right in the middle [1:09:23, 1:09:29]: of Hispanic Heritage Month and and it shows diversity this city has and it is very well diverse of course. [1:09:29, 1:09:36]: And uh I would imagine something like this would come out of our general fund or our reserves. Is that right, Miss Treasurer? Okay. [1:09:43, 1:09:55]: Well I I'd like that but I'm only one person but I think it'll be great. But uh I'm I'm without a doubt in favor of that. I hope we can come together and and do that. I think it'd be a great thing for the city itself. But anyway, that's my comment. Thank you. [1:09:55, 1:10:00]: Any comment? Did the our attorney have a comment about that? No. Okay. [1:10:00, 1:10:02]: Uh you look like you wanted to say something. [1:10:02, 1:10:03]: Um [1:10:04, 1:10:05]: Mr. Blount or Mr. Alexander? [1:10:06, 1:10:07]: Which one did I hear? [1:10:08, 1:10:12]: Well both of us I think but Mr Blount and we'll go to Mr Alexander. [1:10:13, 1:10:16]: Um last year when we had the um [1:10:16, 1:10:21]: the British Fest with the Hispanic Fest, I thought it was a really, really successful event. [1:10:21, 1:10:27]: Um but one of the things I would would ask is I don't know the the uh talks that you had with events [1:10:28, 1:10:45]: Because uh I know that when we it was really successful and I wanna I would love to see that happen again, but make sure th I just wanna make sure that we are talking five thousand dollars or what because we had to with those components, which was very successful, wanna make sure we have enough coverage for as uh security. [1:10:46, 1:11:06]: Uh, because it was actually two two events in one going on both sides of the street versus that one event where there was nothing on this side of the street. Well so I just want to make sure that we got the the numbers right that that's actually needed on our end if we say yes, that way we can make sure we have enough coverage for our securities uh [1:11:06, 1:11:07]: [4268.7, 4288.7]: Mr Alexander. Yes, I just want to uh reiterate again that event was extremely uh successful. I would just say maybe they even saved Bridge Fest because it was actually kinda waning and the amount of people that they had show up and attended this fest really did uh re energize [1:11:28, 1:11:48]: the Bridge Fest and uh the amount of foot traffic that they brought forward to us really did um kind of re energize that event and uh it showed the complete diversity uh in the community and uh I think Miss Camacho even said she had to go in her own pocket uh in [1:11:48, 1:11:58]: in order to find some of this and we definitely would not want to see someone have to uh do that when it greatly benefited the city. [1:12:00, 1:12:02]: Any other comments? [1:12:02, 1:12:22]: Okay, thank you so much. Now we're gonna go back and take up the new business for the evening and we're gonna start with council consideration approval of task release number two under Master Engineering Services Agreement between the City of Stockbridge and Carter and Sluk Inc. for wastewater treatment plant improvements. [1:12:22, 1:12:42]: This is phase two and Glen Addy pump station rehab. This will was to be presented by Deshaus Aaron, but I think our attorney is going to do that, Mike Williams. I would remind the audience and the uh council this is a splice three project and it is the money is there. [1:12:42, 1:12:43]: [4364.6, 4382.2]: Madam Mayor, um I've just been asked to carry this forward um um on Deschus' behalf. Um this is the second task order um for engineering services for design for the phase two of the uh plant we have as well as the Glen Addy uh pump station. [1:13:02, 1:13:08]: um in an amount not to exceed one hundred and nine thousand dollars uh or one hundred and nine [1:13:08, 1:13:15]: thousand one hundred dollars for this task order. So he's asking the council's permission to proceed. [1:13:16, 1:13:29]: And I believe that our treasurer told me today that uh there is far more funding in the budget for this, but this is all that we would be using of that spLOS money. [1:13:29, 1:13:30]: Yeah. [1:13:30, 1:13:35]: Any other um do I hear a motion that we move forward on this? [1:13:40, 1:13:42]: Mayor Neil, I move that we um [1:13:49, 1:13:51]: Do I hear a second? [1:13:52, 1:13:55]: I hear a motion and a second. Is there any discussion? [1:13:59, 1:14:01]: No discussion. All in favor? [1:14:03, 1:14:04]: Okay, thank you. [1:14:04, 1:14:15]: Uh at this time um we will take up our next order of new business which is council consideration authorization to place a little library box [1:14:15, 1:14:33]: on city property at Rockquarry Road, Eagles Landing Parkway, using council initiative funds for the project. This one will be presented by Councilman Alexander and I for the sake of the audience he's going to be discussing the property owned by the city [1:14:33, 1:14:36]: That's the big tall branding tower at Eagles Landing. [1:14:38, 1:14:39]: Mr. Alexander. [1:14:39, 1:14:44]: I would like to um actually the city attorney is talking right now. [1:14:45, 1:15:05]: Because he kinda set this up. And actually tonight what we'll e since uh the Eagles Landing Monument Park or what some call the gateway garden is city property. Anytime that we place something on city property we would need the consistency of the council in order to do so. So we're not [1:15:04, 1:15:24]: Really voting on the creation of it, the funding of it, or anything else. What we're asking for is permission in order to put the little library on there. Many of you have gone or seen our latest Little Library, which is at the Reese Creek Trail. The Little Library [1:15:24, 1:15:44]: Library basically is a pro a national program where um citizens uh voluntarily uh stock the the location with books. You take one, you leave one uh for the next person and to move along. That encourages literacy into the community. [1:15:44, 1:15:51]: What it does is it encourages us all to be neighborly and to give back and to show that this community very well [1:15:51, 1:16:11]: Um we value literacy in the community. So far the program has worked out extremely well with take a book, give a book, and uh and leaving a book. We haven't uh been um been fortunate enough to have someone to maintain that uh in terms of our Main Street program. So what I did was I reached [1:16:11, 1:16:31]: out to the Eagles Landing Community Association because they actually helped fund uh Monument Park with a fifty fifty contribution to the city of a hundred and fifty thousand dollars. Um and they actually work to maintain that particular property. They cut the grass weekly, they maintain it [1:16:31, 1:16:48]: and what uh I reached out to them to say and their board um to see whether or not they would like a little library to be uh put into that location. Their board met in June. They voted uh to approve the little library to be put there. [1:16:49, 1:17:09]: Uh what we would do subsequently is if the council were to approve uh the little library to go there, uh we would have them meet with Barn Beautiful who is the creator and have them come up with a design and a um that is compatible with Monument Park that would fit [1:17:09, 1:17:29]: In they had some concerns about uh they didn't want any odd colors, any reds or any pinks or anything like that, something that would fit into their community because they have pretty high standards uh in that community which I am a part of. Um it was also stated that a group of volunteers would [1:17:29, 1:17:49]: Which I will be one of will actually monitor the program to make sure that um the box does not have any inappropriate material in it and that it is kept clean and monitored and that we have appropriate books into it. Uh w there will be uh information put out to the entire community which is [1:17:49, 1:18:09]: rich and full with uh volunteers and people who want to give back that they could contribute by being a volunteer on this particular group and that group would sit down and meet uh to decide uh along with the city representative the frequency whether that would be weekly, bi weekly or bi monthly or how [1:18:09, 1:18:25]: whatever the the case may be or whatever the city would want to require in terms of maintenance, I would see that probably a once a week check would probably be sufficient in my eyes, but that would be up to the group and the city uh in in general. I think um [1:18:25, 1:18:45]: There was some concern that were brought forth and I think that um folks um generally just need to understand how passive parks work. There is a manuf uh there is a in terms of the park, there is a monument folk instead of branding that particular area of Stockbridge, Eagles Landing as Eagles Landing. [1:18:45, 1:18:53]: But there was a part process. There was a park added to that. That part is what we call a passive park. [1:18:54, 1:18:55]: Some people [1:18:56, 1:19:08]: don't understand the concept of passive parks. Passive parks uh in term uh pocket parks I should say, not passive parks, but pocket parks were never intended to have any parking. [1:19:09, 1:19:29]: The idea is to abandon the automobile and to walk, run or bike to that physical location uh in order to give up the automobile, decrease the carbon footprint of that individual and the city as a whole as we move forward. If you go to the city of McDonough, they have several pocket parts. [1:19:29, 1:19:44]: There's no parking there. That is the entire whole point of it. So that you can use those two j like when you were growing up. You could use your feet or you could get on that bike and ride and exercise to make sure that we weren't so car dependent. [1:19:45, 1:19:57]: How how useful would it be if we could give up our car for one trip a day? Maybe just one. How much mo less pollution would we have in this environment if we just gave up one trip a day? [1:19:58, 1:20:18]: And I've heard people say, I've never seen any pedestrians at the Eagles landing park. You gotta get up at five o'clock and you gotta get up at six and seven when the runners actually run and they use it and the bikers actually bike it. It is the widest parkway in Henry County. They can safely do so [1:20:18, 1:20:22]: before traffic hits it, they use it and they meet there. [1:20:22, 1:20:42]: Uh the the Atlanta South Side Runners and the Biking Club meets there as well. So tonight what I'm calling on Council to do is to simply approve uh the authorization of the little library being placed on uh the property. Not to approve the processes, but to just improve [1:20:42, 1:20:54]: prove the fact that okay we can put it on there. We've already done so. If you look at the Reese Creek Trail, the Reese Creek Trail is actually a city property also. [1:20:54, 1:21:09]: But we have a little library there. The council didn't vote on it. We just simply approved it through the city manager. So and I would like Mr Williams to speak on that is why we have to have a vote on this particular one and we didn't on that one. [1:21:10, 1:21:18]: Uh Madam Mayor, when the question was first posed to me, uh I was not aware that the city manager had approved [1:21:19, 1:21:39]: the uh location at the Reese Creek Trail and is my position that any time anything is done with city property it has to be done through the appropriate authority. Um the city manager did that one. Um normally I would suggest that anything using city property that the council approve those. Um [1:21:39, 1:21:40]: But [1:21:40, 1:21:47]: You know, the the city manager has authority for amounts not to exceed a a certain limit and the temporary placement of these [1:21:47, 1:21:50]: presumably could be done through the city manager's authority. [1:21:52, 1:21:53]: Which was already done. [1:21:53, 1:22:03]: Well I was gonna say that happened under uh Mr Harris, I believe, when he was here. Um it is, as far as I'm concerned, at the pleasure of the council. [1:22:03, 1:22:23]: if you want to uh vote on this here. I'm as your acting city manager I'm quite okay with that. But um with that explanation we do have another question from one of our council members, uh Neat Robinson. So Neat, what's your question? Thank you, Mayor. I guess when I saw this I was just kind of confused because I knew that um [1:22:23, 1:22:43]: Barn and Beautiful is in our downtown area and Main Street um well this spearheaded. So I was hoping that we didn't have to vote use the same way manner that we did with Rees Creek Trail because what that does, it shows Barn and Beautiful in the Eagles Landing area. [1:22:43, 1:23:03]: area and showing the connectivity what we have in our downtown. So I was hoping that we didn't have to, you know, vote on it and we can use it in the same manner manner that it was done then. Um and I understand with Eagles Landing they were saying that they would have volunteers, you know, to monitor the area so that would possibly [1:23:03, 1:23:21]: possibly I'm not sure if Main Street is gonna monitor the Rees Creek Trail. I'm not sure who does that. But it to me it just seems Main Street only monitors in town. Okay on the Main Street. Okay. Well I don't know who's monitoring Rees Creek then. So that's a question that we need to talk about. So [1:23:23, 1:23:29]: Okay, well she just said they don't. So I guess m again, my question is [1:23:29, 1:23:40]: I like the idea so that way we can include the Eagles landing area so and it shows Barn and Beautiful being able to show their, you know, craft. [1:23:41, 1:23:43]: throughout the city limits of Stockbridge. [1:23:44, 1:24:04]: That that is a sponsorship. Uh let me be corrected if I need to be corrected. Is Main Street currently looking after the little library down in Restreet? Is that to continue uh the entire time? Did y'all agree to do that indefinitely? Is that just to help out uh because Main Street [1:24:04, 1:24:05]: Street doesn't go that far. [1:24:07, 1:24:12]: Let let's call our main street director up. [1:24:15, 1:24:17]: I was yeah, I was gonna address it, but she called her up here, so that's fine. [1:24:18, 1:24:25]: Good evening, um Mayor Neal, Mayor Pro Tem, Council. Um it is true that the Main Street um program staff [1:24:25, 1:24:31]: along with our advisory board members as volunteers maintain the Reeves Creek Trail. [1:24:32, 1:24:33]: Um book box. [1:24:33, 1:24:45]: Okay. Under our little free library program. So you're doing that not as Main Street, but just as volunteers, is that what you say? [1:24:46, 1:25:01]: How I just have a question. How how do you go outside your district to do something? I'm not opposed to you doing it, I'm just curious. This particular box was placed as a part of our strategic plan with regard to the little um library project. [1:25:01, 1:25:21]: um or initiative rather, um because it is at the trailhead of Reeves Creek that will eventu that will eventually connect through Memorial Park to the Main Street District onto the Martin Luther King Senior Heritage Trail. We're showing the connectivity from that trailhead and it'll eventually connect with other boxes that'll be placed within the Main Street District. [1:25:21, 1:25:27]: including um five locations within that district that will also um end at [1:25:27, 1:25:31]: the um Clark Park location. And that one we are breaking ground for next week. [1:25:33, 1:25:33]: Okay. [1:25:34, 1:25:46]: Our attorney I see is questioning that, but do you have a comment? The the question was posed to me a month or so ago, two months ago, uh whether the Main Street could sponsor [1:25:47, 1:25:48]: The uh [1:25:49, 1:25:51]: This the the second uh [1:25:52, 1:26:04]: little library and I said no because it's outside their district. And so the same logic would apply that they should not be uh undertaking projects outside the Main Street boundary. [1:26:06, 1:26:15]: Okay. Um I think we can um talk about that in house and maybe find out if there's somebody else that can monitor it just to keep [1:26:16, 1:26:21]: from causing a problem for the Main Street rules so that that can be settled in house. [1:26:22, 1:26:42]: Um if anybody else has another comment, Mr. Ford. I do actually and I think and and Kier and I and I voted on on that as well. The five different locations in the Main Street area. And once again uh the the trailhead on Flippin' okay is outside the Main Street area but the the intent is because the other part of the trailhead Memorial Park is and it's a [1:26:42, 1:27:01]: connectivity issue. That's what it deals with, it's connecting. The four the four of the sites besides that Clark Park which you said is gonna groundbreak next week, Memorial Park Memorial Park as well, Reef Creek Trail, we talked about food depot and actually that's scheduled to be a a more of a mobile one uh and that way because and um [1:27:01, 1:27:21]: Bridge view, the restaurant plans take control of that. So when they're there they'll put w put it out. When they when they close their business they'll put it back in so it's mobile and it'll be right there and has and it has all this traffic for all the people there. And the other one will be in front of the stop b the main street stop bridge welcome center when the main street gets relocated uh into the area, out of this out of the city hall onto the area. [1:27:21, 1:27:39]: there so uh so that's why it's there and that's the connectivity and that's how it comes and they they manage that. I'm part of the volunteer process as well as long as I'm a member of the of the advisory board and we'll we'll main those folks will maintain that. This particular location is way outside. Actually it it and and [1:27:39, 1:27:55]: Uh my concern is is really the fact of there's never seem to be anybody there. Uh when I travel uh down Rock Quarry or Eagles Lane Parkway, I see them the monument park there. I never see anybody sitting in there or walking in there. Now I'm not there at five o'clock in the morning either. [1:27:55, 1:27:55]: But [1:27:56, 1:27:57]: I'd never seen anybody there. [1:27:57, 1:28:03]: in this aspect as well. And my concern was is that if you put it there, once again, who will maintain it? I know that [1:28:04, 1:28:06]: for the five locations in the Main Street area. [1:28:07, 1:28:27]: We have our uh city employees or folks we appointed to the main street that are gonna be part of that process. And so we we have control of that. Uh my concern was be the contr uh anything outside. Eagles Land can easily take it and and put the library in a community or HOA or at the clubhouse or a pool area. They can easily do that. It's a it's a free program, they can do that on their own. [1:28:27, 1:28:47]: But I'm I'm a little leery about uh in the sense of putting a a uh free library at that location. Parking is another issue in this aspect. Understandably, yes, we can go to Outback. Okay, that's a private uh company restaurant, and it happens to be the most profitable and busiest Outback in the world. [1:28:47, 1:28:50]: the state of Georgia, which means they're always busy. So [1:28:50, 1:28:56]: Yeah, you know, you you're typing up some parking places that they need for their their r their actual people that are there eating. [1:28:57, 1:28:58]: And then at that establishment anyway. [1:28:59, 1:29:01]: Thank you. Um [1:29:02, 1:29:15]: Uh I have a question for the attorney. Uh could the mayor at this point make a comment in a spurs or they need to finish in the y you are free to comment for that. Okay. I want to make a comment uh and [1:29:15, 1:29:18]: I as they say in the south, I don't have a dog in this fight. [1:29:19, 1:29:39]: But uh and Asia don't put that in the paper because uh I shouldn't have said that that way. But what I would like to say is this. Um we've got two or three discussions going on here at one time, so for the sake of clarifying it, I want to clarify. The issue of whether Main Street should be um looking after [1:29:39, 1:29:51]: the current box that can be resolved in house with the attorney. So we're gonna put that one to the side for the moment. As far as Councilman Alexander's idea of placing one at the monument [1:29:52, 1:29:58]: If I were making that motion, Councilman, I would make the motion to do it. [1:29:58, 1:30:18]: with the understanding that if the bot the library is not used, that it can be moved, since we're gonna need more. But since there are a lot of walkers and joggers and and bike riders out in that area on the parkway, um I would add that to that motion if if I [1:30:18, 1:30:20]: [5421.2, 5441.2]: But hold on, I'm talking now. It's my turn. Okay, I thought you were finished. I let you talk a long time while a c it's my turn. Okay. If if we I'm looking at our attorney and and to for direction whether we're gonna vote on this or whether it should continue as something that the county [1:30:41, 1:30:51]: I mean the city manager signs off on. So I want to get some directive from the attorney and then we're gonna go back and if there is a motion [1:30:52, 1:31:07]: We're gonna amend it to say that. So could you give us some guidance so we won't get too far off in the weeds? Well well that's really the fundamental question. Do you want the city manager in the future, not just for this, but any future little box uh locations? [1:31:08, 1:31:18]: um that are located on c city property, do you want the city author city manager to have that authority? If the answer is yes, then certainly in this case then you don't need to vote on it. [1:31:19, 1:31:29]: that the mayor using the city manager powers can can do that. But that would be you know, you would be making a clear decision that in the future [1:31:30, 1:31:35]: uh future locations, future parks, whatever, uh the city manager can authorize that as well. [1:31:36, 1:31:36]: Mayor. [1:31:37, 1:31:38]: Okay. [1:31:38, 1:31:58]: I just wanna end thank you, Mayor. I just wanna end with exactly what you stated. It's not in our Main Street area, so we just need to figure out who else is gonna maintain it because again, you know, even if it's saying the trail, I don't wanna get back to where citizens are saying that's they're out of their jurisdiction like we had in [1:31:58, 1:32:15]: in the past with certain things that happened with the previous council. I don't want to be a part of anything to show that they're out of their jurisdiction. So if you can you and the mayor can work that out, I'm okay with it, but long as you know it's handled in that manner legally. Okay. [1:32:15, 1:32:19]: Okay, hold on. I have a question over here from Councilman Blount. [1:32:19, 1:32:39]: You know, I think we're spending too much time on on this because what we what is on the table is for the council to vote and if we approve it it i it it happens. If we don't, it doesn't. When we sit up here and we go back and forth when we sit here and saying if I was this, if I was that, if I was mayor, I would not have even made the motion. So let me say st [1:32:39, 1:32:40]: Yeah. [1:32:41, 1:32:48]: One of the things that this council can do, we can do something that's good or we can do something that's that makes sense. [1:32:49, 1:33:09]: And to put a box over on that corner doesn't make sense. I live right around a s around a corner from that spot. So I will probably see that spot on more occasions than any other council member sitting up here right now. And when I tell you there's no foot traffic in that area, when I tell you that if you're gonna try to park it uh [1:33:09, 1:33:21]: um um over there at the uh outback and let one of those kids out of the car to try to run and return a book then that's in d that's endangering that child. There's no foot traffic, there's nowhere to park. [1:33:23, 1:33:39]: Even though it may be a good idea, it doesn't make sense. And I don't m I don't vote for things that don't make sense. And if the mayor's idea is to is to implement herself in this to say if she could motion, that's fine. That's fine. But for as myself, it doesn't make sense. [1:33:40, 1:33:50]: Because when w when we have members that wanna go and and go to someone and say, Hey, you know, I wanna be a part of this and I wanna put this there, whatever, that's fine. [1:33:50, 1:33:58]: But it may be that council member's good idea, but as a whole to me, for this council and for the city, it doesn't make sense. [1:34:00, 1:34:09]: Are you finished, Mr. Blount? I would I would like to respond to Mr. Blount's comment about the mayor injecting herself into the issue. [1:34:10, 1:34:30]: The mayor is not injecting herself into the issue. We're trying to clarify an issue so that we know which way whether or not you all want to vote on it from the from the dias. So please uh make that um uh please understand that, Councilman. Okay, I have another comment from um [1:34:30, 1:34:35]: Thank you. Um, I actually uh have two comments. The first one is [1:34:35, 1:34:55]: This is a the issue dealing with Main Street is an issue that I think that council can clear up the bug with their own. If they have volunteers at Main Street, I don't n understand the legalities in regards to a volunteer from the Main Street board if we're giving them permission. Can't the council [1:34:55, 1:35:07]: go ahead and give them permission to continue to maintain that area in for that particular box reason because it's tied to Main Street. Why do we have to have [1:35:08, 1:35:28]: about whether or not and I I don't know who who gave Main Street permission from the jump to do it, while we discussed it in that in to make that argument. I can see it from both ways. However, if council can agree and if Main Street wants to continue to maintain that that um library there. [1:35:28, 1:35:47]: then I think we should move to allow that council allow Main Street to continue to operate that. That was their project, that's their idea, and it ties into the downtown area. And I I think we have the power to do that. Right. And then also the second thing, the second issue is [1:35:48, 1:35:53]: In regards to the um library at the park at Eagles Landing over at the corner, [1:35:54, 1:35:56]: If the other company if if [1:35:57, 1:35:57]: The seat. [1:35:58, 1:36:18]: of well not the city. If the um community or whomever is gonna maintain it, um I guess our issue is whether or not to allow them to put a box there so long as it is not a part of i we have a clear understanding that is not the requirements of Main Street [1:36:17, 1:36:37]: to own to operate it because Main Street has their own separate initiative here and it's kind of like a piggyback off of it. So it makes sense if it wants to be separate. I don't know give or take whether it could be removed, whether um I mean we know it can be removed. It's on our property. If we have some type of agreement in place that's [1:36:37, 1:36:57]: states they're gonna be strictly responsible, liable, whatever for those for that area, then so be it. But I say bring that back because it seems like we have some type of agreement that we're gonna have to a contractual agreement that we need to put in place with policies and procedures so that they can put that box there. But we not be responsible. [1:36:57, 1:37:01]: for since it's on our property. And that's those are the two issues that I speak. [1:37:03, 1:37:05]: Mr. Attorney, do you have a comment? [1:37:05, 1:37:25]: I I just don't want the council or or the city as a whole to get in the to the slippery slope of allowing a body operate outside of its jurisdiction. Now those volunteers the city let me be clear, the city can definitely place that box there and and solicit volunteers to maintain that box at Reese. [1:37:25, 1:37:45]: Creek Trail or d the one at Eagle Standing Parkway. That's not a problem. It could be the same exact people but not operating under the auspices of Main Street, maintaining that. So that that's something that we can [1:37:45, 1:37:53]: clarify offline that it's not a main street function, it's a city function that using those same volunteers in a different capacity. [1:37:53, 1:37:56]: Okay, let let me see if we can clear this up. [1:37:57, 1:38:04]: Um, we're going to handle the Main Street issue in house with our attorney. [1:38:04, 1:38:21]: looking at the Main Street rules and regulations that govern Main Street. So that's a issue that as far I think everybody's expressed their opinion tonight. So we're not going to talk about Main Street anymore. We're talk we're going back to we have an item on the agenda. [1:38:21, 1:38:23]: uh either councilman, um [1:38:23, 1:38:43]: Uh Alexander can pull it and uh get with the attorney to find out if we need to have any kind of an agreement with the people at Eagles Landing to maintain the box or whether we're gonna maintain the box. Would you be willing to uh work with the city attorney to make sure if it comes back for a vote here? [1:38:43, 1:38:49]: [5930.1, 5943.9]: So that's the other thing. Well Madam Mayor, if I if I may, we we still have the the issue of whether the city manager has authority. Um the the the prior box was placed under the city manager's authority. Um [1:39:06, 1:39:26]: You know, it ha had that come to me I probably would have given the same advice, which is you should let council make that call. Um but if the council's okay with having the city authority make that determination as long as everything else is in order, then it would not need to come back to this body to make a decision as long as you all have made it clear that [1:39:26, 1:39:33]: that the city manager has the authority to give permission for the location of these little laboratories. [1:39:33, 1:39:44]: Okay, so again, um we've got a motion on the floor right now and we've had a long discussion about it. So um [1:39:46, 1:39:55]: Okay. Hold on just a minute. We can do one of two things. We can uh ask Mr Alexander if he wants to pull his motion for tonight [1:39:55, 1:40:11]: Um and if anyone ma wants to put uh would we need to bring that back as to whether the city manager could sign off on them, would that need to come back uh as an agenda item later or could someone make a motion tonight? I that could happen tonight. [1:40:11, 1:40:12]: Okay. [1:40:13, 1:40:31]: All right, first question I'm gonna ask Mr Alexander, do you want to pull your motion for the moment or um do you want to go forward immediately for a vote? What I would like to do is explain the process. No, uh uh we we know the process. We talked about it. I really would like for you to either [1:40:31, 1:40:51]: Go forward or back up. Well I would like to, you know, issue the motion with saying what the process is, which is I would like to say that I would issue the motion to saying that it could be removed in the future and there will be a joint meeting between the city and the city of Eagles Landing um contingent upon that agreement. [1:40:51, 1:41:11]: that we would uh you know that they would accept full responsibility for the box uh on the property. I believe you were referring to the master HOA group at Eagles Landing, is that correct? Right. The community association um uh you know would have to accept responsibility in that joint [1:41:11, 1:41:31]: So the motion would be that we would have we would move forward with it, uh with the contingency that it could be removed, that there was not enough foot traffic put in place in the future, and also that uh the civic association would take full responsibility with a group of volunteers to maintain [1:41:31, 1:41:38]: If that agreement was n if they did not agree to do so, then uh could not move forward. [1:41:38, 1:41:58]: And can you identify where the funds for this box are coming from? The funds for this box will come from my council initiative funds, uh which I will fund that uh through Barn Beautiful, uh uh which which is like Councilwoman Robinson said, uh would give them a clear opportunity to show their wares and their ability [1:41:58, 1:42:11]: attracting businesses downtown. Is that four hundred dollars the cost of the box? We d that is not determined at this point because they would have to design the box to be compatible with uh but not to exceed four hundred dollars. [1:42:11, 1:42:20]: Okay. I have one quick question, uh, of our treasurer. Does Mr. Alexander have any funding left in his um [1:42:21, 1:42:23]: An a special initiative fund. [1:42:24, 1:42:27]: Yes, for four hundred doll up to four hundred dollars. [1:42:29, 1:42:36]: Yes. The answer is yes. Okay, the motion's on the floor. We've uh with an amendment. [1:42:37, 1:42:39]: Do I have um [1:42:39, 1:42:44]: a second to his amendment that it can be moved if it [1:42:44, 1:42:46]: Does not have enough foot traffic. [1:42:46, 1:42:50]: I second Mayor. All right, we have a motion and a second. [1:42:50, 1:42:52]: including that um [1:42:53, 1:43:08]: Any discussion. Mayor, what was the original motion? Okay, we're going to to Councilman Blount, first question. I'm trying to go back what is the original motion because now we're kinda getting convoluted here with what we're trying to do and spending too much time on this issue. Um [1:43:10, 1:43:13]: But one of the things we have to understand, ladies and gentlemen. [1:43:13, 1:43:16]: I could say Mind Council Initiative Fund. [1:43:16, 1:43:20]: But at the end of the day, those are city funds that we're using. [1:43:21, 1:43:30]: to do whatever we want to do in order to move the city forward. And when we sit here and we're getting so convoluted because now we're putting different motions out [1:43:30, 1:43:48]: to make something happen, why don't we deal with the motion that's already on the table? Either we're gonna vote for the motion that's was put on the table or we remove the motion. I think it's out of order for the the mayor to switch motions the type of motion that was pr first presented in in the first place, uh city attorney. Can you comment on that? [1:43:48, 1:43:57]: You you've you've raised that as a point of order essentially. Yes. Um so that would require a ruling of the mayor uh as to whether or not [1:43:57, 1:43:58]: The [1:43:58, 1:44:01]: uh motion can be amended by the author of the motion. [1:44:02, 1:44:13]: Typically uh if there is uh unanimous consent motions can be self amended. Um if there's objection then it could be the the amendment has to be voted on. [1:44:14, 1:44:16]: All right, do I have an objection? We'll start all over. [1:44:17, 1:44:20]: An objection to the motion. Councilman Black. [1:44:20, 1:44:23]: I have an objection to the second motion. [1:44:23, 1:44:30]: If the first motion was to allow it or not to allow it, that means he'd either gonna pull it or keep it there. [1:44:31, 1:44:41]: That uh m Madam Mayor, if I may, that that's why typically it's allowed by unanimous consent that they can clarify or further amend their motion. [1:44:41, 1:44:46]: Um he can withdraw his original motion and then make the second motion [1:44:47, 1:44:49]: And and you can proceed. So [1:44:49, 1:44:50]: Okay. [1:44:50, 1:45:10]: Thank you. Would Councilman uh Alexander withdraw his motion and remake it? We're talk I will. We're talking about a box, ladies and gentlemen. No, we're talking about would you withdraw your original motion and then remake your motion? I will withdraw my motion and I will make the motion as I did uh previously. [1:45:10, 1:45:30]: previously to allow the box to be placed there and to be removed if there's not enough foot traffic. And also it would be contingent upon reaching agreement which we have in writing in an email from the Eagles Landings uh Community Association that they would maintain the box and they would accept [1:45:30, 1:45:36]: responsibility for it on the property. That is my full complete bonus. [1:45:36, 1:45:39]: Okay, we have a new motion on the floor. [1:45:39, 1:45:42]: Uh do I have a second. [1:45:42, 1:45:45]: Okay, we have a motion and a second. [1:45:46, 1:45:47]: Is there discussion? [1:45:50, 1:45:54]: There's no further discussion. All in favor of the motion, please raise your hand. [1:45:55, 1:45:58]: All right, the motion passes. Thank you so much. [1:45:59, 1:46:02]: Okay, at this time um [1:46:03, 1:46:12]: Mayor Neal, I would request that we call for any opposed or abstained votes. We only have Okay, thank you. Um any opposed votes? [1:46:14, 1:46:31]: Okay, we have two opposed. Thank you so much. Um at this time we have um comments from the city council. I'm gonna start with Mr. Alexander, if you would keep in mind that we uh may have some further business, so let's get these out of the way. Mr. Alexander. [1:46:32, 1:46:44]: I would say uh thank you ladies and gentlemen. I always appreciate uh you all availing your time to come out and see uh what's going on in your city and participating in the democratic process. [1:46:45, 1:46:57]: I will say to you that it's it's very simple, ladies and gentlemen. You put us in power up here to make decisions. And when it takes thirty minutes to make a decision on putting a box in a public park [1:46:58, 1:46:59]: It's beautiful. [1:46:59, 1:47:17]: And we need to do better than that as a city. We just we need to take leadership and we need to examine ourselves to make the things up here not personal and they're simply about doing what is best for the city. I appreciate the fact that you all put up with what you saw tonight, but we gotta do better than this. [1:47:19, 1:47:20]: Um Councilman Blount. [1:47:21, 1:47:32]: Thank you everybody for remaining here. I I thank everyone for coming out. Um first of all I'm gonna say that I'm a servant of the community and that's I'm gonna serve the people that elected me. [1:47:32, 1:47:48]: And I'm gonna be straightforward as much as I can in the in the in the idealism that I have pertaining to moving the city city forward. Um one of the things that uh I wanna say is that I think it is a sad day when we we can't come together on a deal with politics. [1:47:49, 1:48:09]: dealing with politics and when we start to talk about different uh aspects of how we work in government, we have to be cautious on city money that we're spending. This is why any initiative that I do, you're gonna see me at City Hall, you're gonna see me working in the communities, because I want to use as less city money as I can and get the communities involved. [1:48:09, 1:48:09]: [6489.8, 6495.0]: I don't th because when we start to talk about our opinions and our ideas, that don't mean it's right. [1:48:15, 1:48:17]: And so [1:48:17, 1:48:18]: What do you do then? [1:48:19, 1:48:20]: You make [1:48:20, 1:48:24]: Decisions that make sense and not just good ideas. [1:48:25, 1:48:45]: Uh one of the things I want to say that I'm happy to say is on July twenty ninth, uh from ten to one, I'm uh one of the initiatives that I'm doing that uh the community is getting involved in is called the back to school kickoff. It's gonna be at Demural Manders and so I would like to anyone of you that wants to be involved or you know any kids uh in the communities that wanna come out and partake of [1:48:44, 1:48:51]: of that I said, come on out and let's have a good time. So uh I thank you all for being here and uh God bless you. [1:48:52, 1:48:53]: Councilman Ford. [1:48:54, 1:49:02]: Thank you, Mayor. As Mayor Poe Tim, I really appreciate the fact that uh you folks are hanging in there with us and I want to tell you, keep the faith, all right? [1:49:02, 1:49:08]: God is gonna control this. We'll keep the faith, all right? We're gonna get it right. All right. So uh [1:49:09, 1:49:15]: Have a great summer. Continue to have a great summer. Enjoy your family and friends and loved ones. Be safe out there. And uh [1:49:16, 1:49:17]: Make sure you keep us in your prayers. [1:49:18, 1:49:19]: Thank you. [1:49:20, 1:49:21]: Ms. Gantt. [1:49:22, 1:49:25]: Yes, it's it's an honor to serve you and I just [1:49:25, 1:49:43]: Um continue to come to some of our events that we're having, including this weekend. Um and we also have an event tomorrow. Um the county of you know have quite a bit of things going on as well. So I just asked that you could be to [1:49:44, 1:49:46]: prayers and thank you again for coming out. [1:49:47, 1:50:07]: Ms. Robinson. Thank you, Mayor. Um thank you everyone for coming out. Um I just want to say as elected officials, we were elected to bring a service to all of our citizens. Um with this council we do have council initiatives. Um it brings our own personal different ideas that we may have, and that is something that we [1:50:07, 1:50:12]: we establish here amongst ourselves. And with that being stated [1:50:13, 1:50:33]: Hopefully in the future we can all support one another with their different ideas, knowing that all of this fund is citizens funding, but we all have different ideas because we were elected by the people. We're elected officials and we're here to do us bring a service to all of our citizens. So our [1:50:33, 1:50:53]: and I was very excited with the idea because it's not just the main street downtown. We have Eagles Landing as well. So whatever we can do to service all of our citizens, I'm all for it because these are the ones, all of the citizens who elected each and every one of us. So again, we're here to serve the citizens [1:50:52, 1:51:12]: of the city of Stockbridge. And I just want everyone to understand that and hopefully going forward my colleagues will support one another, knowing that these are council initiatives and we have our own individual ideas to bring a service to our community. Thank you. [1:51:13, 1:51:33]: Thank you. Uh ladies and gentlemen, I need to go to our attorney right now to ask if we have some items for executive session. For those of you who would like to stay, we may be ten minutes, it could be an hour, but we'll be back as quickly as possible uh to finish up our meeting. Um at [1:51:32, 1:51:39]: At this time to go to executive session we need a motion to go. [1:51:43, 1:51:57]: All right, our attorney litigation, um, personnel and real estate. Ms. Robinson, would you include that in your motion? Yes, Mayor. I make a motion that we um go to executive session for litigation personal matters. [1:51:57, 1:52:00]: And personnel and rules. And real estate. [1:52:01, 1:52:02]: Okay, do I hear a second? [1:52:02, 1:52:06]: I believe I heard one from Mr Alexander. Was it you? [1:52:07, 1:52:07]: Yeah. [1:52:08, 1:52:09]: Ms. Gayant, was it you? [1:52:10, 1:52:14]: Okay. All right. We have a motion and a second. We do we have any discussion? [1:52:14, 1:52:15]: Yeah. [1:52:18, 1:52:22]: Okay, at this time we're going to executive session. Thank you. [1:52:23, 1:52:24]: All in favour? [1:52:24, 1:52:26]: They're always in pay. [1:52:35, 1:52:36]: No. [1:52:59, 1:53:19]: Did it already still want to put it on the five? [1:53:19, 1:53:20]: [6805.0, 6815.0]: [1:53:35, 1:53:45]: No, I'll be adding that exactly that was not. [1:53:45, 1:53:55]: [6835.0, 6855.0]: And I don't see how this is and it's everyone on the book. [1:54:15, 1:54:25]: Yeah, well that's fine. [1:54:35, 1:54:55]: [6895.0, 6900.0]: Yeah, but [1:55:05, 1:55:25]: I actually know one. [1:55:25, 1:55:32]: I don't think I'll probably walk out of the [1:55:34, 1:55:40]: Oh that's what I'm just saying. [1:55:46, 1:55:55]: I think uh I think I should want to be able to do that. [1:56:05, 1:56:08]: Well, [1:56:09, 1:56:12]: [6977.0, 6997.0]: Yes, sir. Yeah, man. Oh no, we all do it. [1:56:37, 1:56:45]: [7019.2, 7020.0]: No. [1:57:10, 1:57:11]: [7034.3, 7054.3]: [1:57:34, 1:57:54]: [7074.2, 7080.0]: Okay, yeah, I'm not as well. I'm just looking right on the line. Okay. [1:58:01, 1:58:03]: Yeah, that's [1:58:05, 1:58:25]: Yeah, so yeah, we've done that. [1:58:25, 1:58:38]: [7120.8, 7130.8]: I'll go in order. [2:01:23, 2:01:24]: Test. [2:08:19, 2:08:19]: [8420.4, 8421.4]: Yeah. [2:27:24, 2:27:25]: [9204.1, 9205.8]: [2:42:05, 2:42:07]: [9855.1, 9855.6]: Well. [2:44:16, 2:44:17]: Mm-hmm. [2:44:26, 2:44:29]: [9870.0, 9873.9]: [2:52:03, 2:52:06]: But we'll be out of the [2:53:10, 2:53:11]: So [3:00:34, 3:00:36]: That's not very difficult. [3:00:41, 3:00:44]: I don't know what's actually part of the two button. [3:06:50, 3:06:52]: Yeah. [3:19:40, 3:19:41]: Um [3:20:16, 3:20:18]: But yeah, [3:20:20, 3:20:21]: I think it's [3:20:25, 3:20:28]: Yeah, [3:20:36, 3:20:48]: Yeah, yeah. [3:20:51, 3:20:58]: Well I don't know I I don't know what she was like. I don't know what she I don't know. [3:20:59, 3:21:00]: I do. [3:22:25, 3:22:26]: Oh yeah, so [3:23:50, 3:23:52]: Yeah. [3:24:59, 3:25:00]: Yeah. [3:27:15, 3:27:20]: And get what you want for it. [3:27:25, 3:27:27]: For that. [3:27:40, 3:27:40]: [12632.8, 12636.9]: She should be instead. [3:31:20, 3:31:20]: Yeah. [3:31:26, 3:31:33]: Oh but would you know what that would you know what that is really doesn't matter but it's all [3:43:35, 3:43:36]: You think so? [4:14:09, 4:14:13]: Mayor Neal, I make a motion to end executive session. [4:14:15, 4:14:15]: Second. [4:14:20, 4:14:24]: No discussion all in favor, any except discussion. [4:14:25, 4:14:30]: Okay, thank you. Now we motion to reconvene the meeting in the chamber. [4:14:30, 4:14:31]: [15275.3, 15278.1]: All right, is it any discussion? [4:14:39, 4:14:50]: Hey. We have a motion, one motion has a second session to vote on. Do I [4:14:51, 4:14:59]: Yep. Yeah, Mayor, I'll take that. I'd like to make a motion that um the executive assistant to Mayor and Council be Miss Lisa Comray. [4:15:00, 4:15:03]: And that'd be effectively actually today. [4:15:03, 4:15:08]: And uh she'll be our full time uh assistance uh to help the council out. I second. [4:15:23, 4:15:25]: So, yeah. [4:15:29, 4:15:30]: Second. [4:15:42, 4:15:45]: Don't get turning a little line. [4:15:46, 4:15:47]: They weren't known. [4:16:02, 4:16:05]: And exactly. [4:16:06, 4:16:10]: But not a little bit. [4:16:10, 4:16:15]: When you put it in a
