--- title: November 29 2016 Work Session Meeting date: 2016-11-29 source: 2016-11-29_November_29_2016_Work_Session_Meeting.wav --- [0:00:00, 0:00:20]: [ 28.7, 30.0]: Right. Second there you go. [0:02:19, 0:02:20]: Any discussion? [0:02:21, 0:02:22]: All in favor, please indicate. [0:02:23, 0:02:24]: Okay. [0:02:24, 0:02:29]: On pose? No, no. Okay. Okay. All right then. Good deal. [0:02:29, 0:02:32]: Okay. Uh please review the minutes. Um [0:02:33, 0:02:38]: October tenth, uh, twenty sixteen, October twenty fifth, two thousand sixteen, which is a special call meeting. [0:02:39, 0:02:45]: and um october twenty fifth, twenty sixteen. Review them and we will actually um [0:02:46, 0:02:52]: See if there's any changes to that and we'll actually vote on these uh at our next uh regular scheduled meeting. [0:02:53, 0:02:55]: Take a few minutes to take a look at that, please. [0:03:20, 0:03:21]: [214.1, 217.7]: Okay, so there are no uh comments and we'll move it on these [0:03:38, 0:03:42]: three uh amendments excuse me, these three agendas at our next meeting. [0:03:42, 0:03:47]: So on that note, uh Madam Clerk, we have any public comments at all? There are no public comments. Okay. [0:03:50, 0:03:56]: And then so the next n item is new business, which is a public hearing in reference to our second reading. [0:03:56, 0:03:59]: of the proposed uh twenty seventeen operating budget. [0:04:00, 0:04:03]: And uh what I like to do is um [0:04:04, 0:04:06]: Mentioned this. [0:04:07, 0:04:12]: We had a couple of adjustments uh that are in the book council uh that were that were made. [0:04:13, 0:04:15]: And um [0:04:17, 0:04:18]: That uh [0:04:19, 0:04:23]: So we had a seven thousand five hundred dollars for historical preservation committee. [0:04:24, 0:04:25]: Uh let's send you a book there. [0:04:26, 0:04:30]: Uh deals with membership dues, ca uh consulting and supplies, training and travel. [0:04:31, 0:04:38]: We added uh two thousand five hundred and seventy two thousand seven hundred and fifty dollars for the zoning advisory board. [0:04:40, 0:04:42]: That includes supplies, training and travel. [0:04:44, 0:04:51]: I also added uh a small amount of uh five hundred dollars to committee supplies as well involving ethics committee training and travel. [0:04:52, 0:04:54]: [295.3, 299.3]: Then we added uh thirty thousand dollars to the interchange landscaping. [0:05:00, 0:05:03]: I have here service route one hundred thirty eight to Hudson Bridge. I believe that is correct. [0:05:04, 0:05:08]: Those are the highlights that w that were of changes that were added [0:05:10, 0:05:20]: Um but what we didn't get a chance to really do last time on our first reading is that uh we didn't allow the public to give any comments before we had our discussion. [0:05:21, 0:05:39]: So what I'd like to do uh Mr. Attorney and Mr. Williams is uh is at least allow the public to give any initial comments now that they may know of before we go into any any type of additional discussion and then have comments afterwards as well. So I'd like to open it up for public comments on a budget for twenty seventeen [0:05:39, 0:05:41]: And um [0:05:42, 0:05:50]: And I I'll start from my far um it's my actually my left, my far left, there's any comments from anybody in this section at all. [0:05:51, 0:05:52]: Anybody in the middle? [0:05:53, 0:05:55]: [355.9, 357.9]: Anybody in the right size? So if not [0:05:58, 0:06:00]: And I'll close the public comments for now. [0:06:00, 0:06:04]: And and we'll go into the uh discussion of our second reading. [0:06:05, 0:06:06]: Uh for [0:06:06, 0:06:08]: Uh the two thousand seventeen budget. [0:06:09, 0:06:13]: And Mr Harris uh wanted to know if there was any any other [0:06:13, 0:06:18]: comments that we're received from the council that would help us go through this process here, sir. [0:06:19, 0:06:34]: Yes sir. Thank you, Mayor Pro Tem. There have been you you already hit the high points from the changes that are reflected in this current reversion ver version of the budget and it should be noted that this version has also been posted on the city's website for public viewing as well. [0:06:35, 0:06:46]: But one of the com a couple of comments that were received between the last budget and this budget, one was in regards to a reduction in the number of summer concerts on in our sounds of summer [0:06:46, 0:06:50]: concert series, there's been a proposal to reduce that from three concerts. [0:06:50, 0:06:51]: Down to two concerts. [0:06:52, 0:06:55]: Um and that's a topic for council consideration. [0:06:57, 0:06:58]: Okay. Um [0:07:01, 0:07:09]: Okay, in any any discussion on this uh particular issue, I mean uh two from two to three, the rationale for that or or rationale to keep it at three? [0:07:09, 0:07:14]: [434.8, 435.6]: Um [0:07:16, 0:07:19]: Well we had the uh three concerts along with the uh bridge past [0:07:21, 0:07:24]: We brought the bridge face down to uh one concert [0:07:25, 0:07:25]: Um [0:07:26, 0:07:27]: Which [0:07:27, 0:07:30]: It was a bridge fest slash Hispanic festival. [0:07:30, 0:07:32]: And I think it was very successful. [0:07:32, 0:07:46]: Um on the Sounds of Summer we budgeted uh I think it was forty thousand dollars last year for the three Sounds of Summer concerts. The twenty sixteen adopted budget was thirty seven five and what's being proposed for twenty seventeen is forty thousand. [0:07:47, 0:07:49]: Well his proposal is forty thousand. [0:07:49, 0:07:51]: Um I think that [0:07:51, 0:07:56]: Because the concerts were so close together with the t three sounds of summer. [0:07:56, 0:08:03]: And then the bridge fest that we could do two sounds of summer, one bridge fest like we did, we could save the city at least ten thousand dollars. [0:08:04, 0:08:08]: in that aspect because what's what's going on right now is that we're looking at [0:08:09, 0:08:10]: With this budget. [0:08:11, 0:08:19]: We're looking at what comes in with general funds and if we could have Miss Neighbors address that. What comes in and is general funds for the city. [0:08:19, 0:08:28]: uh those residual funds that will be coming in are less than uh nine nine million dollars. That's my understanding is uh around nine point eight. [0:08:29, 0:08:32]: And what we're budgeting is over ten million dollars. [0:08:33, 0:08:39]: But we're looking at the budget is is also including those residual funds that'll be coming in. So if we want to save [0:08:39, 0:08:42]: At least ten thousand dollars pertaining to [0:08:42, 0:08:47]: that Sounds of Summer, but it wasn't just that Sounds of Summer, it was also keeping the bridge press at one concert. [0:08:48, 0:08:52]: Um one day. One day. One day for the Bridge Fest. [0:08:52, 0:08:56]: which was Bridge Fest slash Hispanic uh festival and I think uh with those two [0:08:57, 0:09:01]: reductions on what was proposed in the budget, we can save the city twenty thousand dollars. [0:09:03, 0:09:23]: Okay. And it go ahead, sir. I um I I did um approve of the moving of BridgeFest from uh two days instead of uh to one day instead of two. I think it was much more efficient, it was more concentrated uh especially for all those involved and the vendors themselves. [0:09:22, 0:09:32]: So I I do approve of that move and I like to keep that. I did uh I must say that uh in terms of the Sounds of Summer concert [0:09:32, 0:09:35]: I I gotta commend the staff. [0:09:35, 0:09:36]: For what [0:09:36, 0:09:49]: a tremendous job that they did and I think I think Miss C C McGee raised a bar in terms of what we should expect and what we can deliver as far as the city is concerned. [0:09:50, 0:10:09]: Uh I think we've had some discussion and on my part, uh suggesting using that second concert maybe as a fourth of July event in order to be able to fill a window because we're absent anything going on almost in the entire South Metro area. [0:10:09, 0:10:29]: uh for for this particular our area in general. I would like to see those continue and I think we suggested moving that to have a Fourth of July event. But I would say that uh what we can do is we gotta hold ourselves accountable and and uh the day of just saying [0:10:29, 0:10:35]: we want to uh have an event and not have that event pay for itself [0:10:35, 0:10:55]: uh should be coming to a close. So should that second concert be moved to the fourth of July or that weekend, then I would suggest it'll be incumbent upon us as a council to deliver to bring some sponsors to the table and not uh use taxpayer funding all the time. And I think [0:10:55, 0:11:15]: Every single department uh in the city should be held accountable to uh bring sponsorships uh to the table and actually deliver upon that. So I'm in I'm I'm I'm for keeping the concert series uh at three right now because it really seemed almost appropriate that we had one each [0:11:14, 0:11:15]: Mark. [0:11:15, 0:11:18]: And each one seemed to get a little bit better than the next. [0:11:20, 0:11:21]: Okay, any other comments? [0:11:21, 0:11:22]: Yes. [0:11:23, 0:11:30]: Um I would like uh Linda Neighbors if she wouldn't mind coming forward because my coming is gonna be dealing with [0:11:30, 0:11:31]: The overall [0:11:31, 0:11:33]: m a budget in itself. [0:11:34, 0:11:36]: Because when we talk about taking [0:11:36, 0:11:38]: uh concerts to another level. [0:11:38, 0:11:42]: Got no lever includes entertainment and it also includes funding for entertainment. [0:11:43, 0:11:59]: We can't set a budget on the projection of what we may do. We have to set a budget on projection of what is and what is right now is that if we can get those funders then we look at the future for what we can do with funders for those that wanna come on board. I don't believe that it's it's uh [0:11:59, 0:12:13]: uh it's it's being good stewards of our finances to say let's keep the three concerts in projection of what could happen. I believe w we should reduce it to two concerts on what is and that's reducing this budget because it's uh [0:12:13, 0:12:17]: It's some residual funding that's going on right now. Uh Miss Neighbors, if you don't mind. [0:12:18, 0:12:24]: come and address in the council uh and and the citizens to let them know that where we are financially because [0:12:25, 0:12:39]: even with the eighty seven percent fund balance that we talked about uh previously, the eighty seven percent fund balance was off of uh twenty fifteen and not the twenty sixteen is also what what has come in or what's going to come in. So uh if you could just [0:12:39, 0:12:45]: give an overview of what what we're bringing in now as a general fund, what we're looking at now that we need to reduce [0:12:46, 0:12:50]: this budget in order that it balance itself out without use of unbalance to balance the budget. [0:12:51, 0:13:05]: As it stands now, we have projected that we would have revenues coming in uh to the general fund of eight point nine million dollars and this budget as it's presented tonight is um going into our fund balance [0:13:05, 0:13:09]: Uh one million five hundred and thirty seven thousand five hundred dollars. [0:13:11, 0:13:12]: And that's [0:13:13, 0:13:18]: I I know some of that is one time uh outpayments for land acquisitions or whatever we talked about. [0:13:19, 0:13:29]: But then even minus that we're still right at we're right at the uh up against the general funding for the city when it comes to balancing this budget. [0:13:29, 0:13:39]: And we can't sit here and be good stewards of the city money and expand that or put it so close where it could expand when we need to make sure we reduce it to a point. [0:13:39, 0:13:45]: where it's comfortable for the city to operate without even saying, Hey, we have to balance this back out with fund balance. [0:13:46, 0:14:06]: So I I appreciate your input, Mr. Harris. Yeah, I I I think that's fair. We firmly had that conversation amongst us um as well. The next item I was going to present was going to be a similar um recommendation, more of a staff recommendation in regards to the land acquisition uh land acquisition, proposed land acquisition. Rather than including that in the budget that [0:14:06, 0:14:23]: backing that back out of the budget, leaving it in and general fund for right now, and fund balance rather, and then utilize it as needed. Um and that would certainly have a a a large impact on balancing our budget s without the util utilizing dipping into our fund balance. [0:14:24, 0:14:29]: All right, on the on the note uh for the uh concerts. Any further comments from this side, ladies? [0:14:30, 0:14:31]: Okay. [0:14:31, 0:14:38]: I would tell you then uh uh here are my comments, I'm actually in favor of three concerts, one per month. I think it's a great thing to have that. [0:14:38, 0:14:51]: Um I've always been in favour of that. I think we can work it out. If we have sponsorships uh that should should equate and should equal itself out. Now if we decide to have something over the Fourth of July holiday weekend, so be it. [0:14:52, 0:15:12]: If that's the case, other st understanding that would cost more money, I'm pretty sure for the I think the conversation was and then correct me if I'm wrong, that we were gonna hold the number at thirty seven five from last year's. We added that a little additional extra and the prospect of maybe there being something extra for Fourth of July. I think that was the the the rationale from going from thirty seven [0:15:11, 0:15:19]: Exactly right, because I've dealt with a little bit of seed money per se for any fireworks if you actually have to uh have it on the fourth of July. [0:15:20, 0:15:21]: So absolutely. So [0:15:21, 0:15:24]: I'm personally I'm in favor of one per month and if we need to adjust it [0:15:25, 0:15:37]: uh for a holiday uh and whatnot and have fireworks and things of that nature, then we need to get sponsorships obviously, as already been stated, that an aspect to help uh make this work. But uh I'm personally in favor of three. [0:15:37, 0:15:42]: Actually, one per month for the summer month. I think the the the citizens will thoroughly enjoy that. [0:15:42, 0:16:02]: And and while um it is y'all's decision, uh back to Mr Blount that um you know, we already feel like we're stepping out on a plank going into fund balance, so just for that to be said, um anywhere we can make, you know, cuts or um uh [0:16:02, 0:16:13]: I'm not proposing to cut services at all, but um you know, we have to be cognizant of that money will not sustain us over any length of time. [0:16:15, 0:16:22]: Y okay. Yes sir. Go right here please. Uh Ms Neighbors, do you happen to have the document that we discussed about [0:16:23, 0:16:43]: the potential level at the different fund balances if we were to go to fifty percent fund balance, if we were to go to forty percent and what type of uh additional revenues that that would provide for the city. Do you happen to have that document? Because I mean, where we are right now, I understand that we're trying to be good [0:16:42, 0:16:47]: good stewards of the citizens' money. But at the same time we're trying to improve the city. [0:16:48, 0:16:49]: And I think that [0:16:49, 0:16:52]: Each and every person that sat at this table. [0:16:52, 0:17:06]: heard uh the same thing that I did, which was the GMA, which is the Georgia Municipal Association, said fund balance should be around twenty fifteen to twenty per twenty five percent. Twenty five percent would be ideal. [0:17:06, 0:17:26]: Uh knowing that uh we are where we are last year the lat latest latest numbers that we had was we were at eighty seven percent. And I challenge everybody up here and I said the same thing. One of the reasons the city looks like it does is because the fund balance is at eighty seven percent and we haven't spent enough money. [0:17:26, 0:17:36]: maintaining it. So no I don't want to uh you know, pour our money down at the down the drain, but I do want to main sir maintain services [0:17:36, 0:17:41]: at the current level and I want to fulfill the promises that I made to the citizens. [0:17:41, 0:17:51]: I will say that I'm not for taking the funds out of the budget that we had set forth for uh potential property acquisitions. [0:17:52, 0:18:01]: We have been talking to the citizens for years about downtown redevelopment. There is no downtown redevelopment without money. [0:18:01, 0:18:18]: You can run your mouth all day long. You can say, I want this, I want this building, I want that, I want to see this go up. But if you don't put any money behind that, you have nothing to talk about. And if you go to a property owner and you say, Mr. Property Owner, they're gonna say how much? [0:18:18, 0:18:23]: They're not gonna say, Well, I'll get back to you. These deals close very, very quickly. [0:18:23, 0:18:27]: I think that the council has been very, very aggressive. [0:18:27, 0:18:47]: Setting a budget with the terms that we're going to use one time acquisitions or one time funding items out of fund balance, which should leave us well in excess of fifty to sixty percent fund balance when all of the teachings and training [0:18:47, 0:18:54]: trainings that we have said have been taught said fifteen to twenty five percent. Henry County still has twenty five percent. [0:18:55, 0:18:58]: I can't lead in fear. I can't do it. [0:18:58, 0:19:18]: I can't lead in a situation where I'm trying to I'm not I'm I'm not trying to be regressive because of what happened in the past. We had the DDA situations, we had a lot of other situations. But we can't lead lead looking in the rear view mirror. We must lead in a forward direction, making the changes in a [0:19:18, 0:19:19]: A prudent way. [0:19:20, 0:19:22]: And again we're not putting [0:19:22, 0:19:31]: We say every time we we're sitting up here, every person at this council has said one one time or another, we don't want to do budget amendments. [0:19:32, 0:19:43]: If we have the money already setting aside for property acquisition, we don't have to do a budget amendment. And then at the same time, we don't have to use it. [0:19:43, 0:19:47]: But I want to put the pressure on this council to act. [0:19:48, 0:19:52]: Let's stop talking about doing downtown redevelopment and let's do it. [0:19:54, 0:20:01]: Yeah, on that note, I think the the one point five million, uh one point roughly five million coming out of fund balance, I think it gives it about seventy percent. [0:20:02, 0:20:07]: It's uh from eighty seven to seventy. It's nothing close to fifty or twenty five. I think it's about seventy percent. [0:20:07, 0:20:27]: Well and a lot of the GMA advising and um you know the teachings that they do and I'm not trying to be disrespectful, I'm just trying to um make a point that a lot of times that they're trying to save the smaller cities or the smaller counties who really step out on the front edge and get themselves in trouble and so [0:20:27, 0:20:29]: They're saying at the minimum [0:20:30, 0:20:36]: come in at twenty five percent. Yeah. So that's my personal opinion. It t I'm totally not [0:20:37, 0:20:43]: interjecting over your opinion. I don't and to your point, Councilman, I don't think that [0:20:44, 0:20:48]: You know, we understand. You know, ideally, from my standpoint [0:20:49, 0:21:09]: I would love to be able to have SPLOS funds available to utilize for those purchases. I think that in the perfect world that would be ideal if we had that much. We have some SPLOS, we've used the SPLOS land acquisition monies to acquire some property down in that in that downtown area. Um but it's not very much left. Obviously when we come to the next splots, that's something we can certainly at the council can certainly take into consideration. [0:21:09, 0:21:21]: certainly understand and I'm a proponent as well that if we're going to d move forward with the development of the downtown, we do have to actually control it in order to determine how it's going to develop. I think from our standpoint we're simply saying is [0:21:22, 0:21:42]: while I you know some may view a a budget amendment as a dirty word. I mean that's just a that's just a process of doing business. Um so that's certainly a a viable and I think in this case a uh perhaps more prudent option. We don't know this council doesn't know at this point what property at what price we're going to be acquiring. So as they come available [0:21:42, 0:21:51]: knowing that you have um fund balance available for that specific use and purpose, I think that's a that's a great thing. Certainly the council can make the determination in saying [0:21:52, 0:22:07]: We are going to pursue these things with the understanding that um should land become available then we will utilize fund balance for those acquisitions and still being mindful of of not getting too close to to a cap that the council doesn't feel comfortable with. So I I [0:22:07, 0:22:10]: rather than you know, the option is simply [0:22:11, 0:22:12]: Put it in now or [0:22:14, 0:22:15]: Pull it out later. [0:22:15, 0:22:34]: You know, and and I think just that the precedent that it sets by budgeting by balancing your budget, utilizing fund balance, I think it could be perceived as a as a dangerous precedent. That's that's part of our concern certainly. And not saying that we're not you know, we're not for uh land acquisition but balancing through the budget. [0:22:35, 0:22:37]: We would think that it was more prudent to [0:22:38, 0:22:50]: As you actually have a solid agreement or where you see one's coming, then at that point you're not like saying what purchase price you're gonna make on it. But it that's totally a personal perspective. [0:22:51, 0:23:11]: Mayor Pollet? Yes, Mayor. Go right ahead. Um a couple of things in regards to the Sounds of Summer concert, whether we had two or three or we combined something, one thing I do agree upon is possibly doing it for the Fourth of July. Um if we could save money and in the past we did do two. Um we also have [0:23:11, 0:23:27]: have a bridge fest that following month so we could consider on how we strategically when we start our sessions. Um and we also now have food truck t uh uh events coming so we need to take that into consideration. [0:23:27, 0:23:47]: I also would agree, I highly recommend that we take out the land acquisition out of our uh current budget, even though it's a one time thing. I think we all agree that we plan on acquiring properties and getting some things done. We want our downtown development everybody [0:23:47, 0:24:07]: up here has said it. I can agree on that. I think uh um the expertise from Miss Neighbors as our treasurer and Mr. Harris, I think they you guys have way more experience um on this end than we do in regards to what needs to take place with our budget to get that budget [0:24:07, 0:24:27]: budget balance and when it's time to pull that money out, I'm not afraid of amending the balance to pull that money out because we don't know what it's gonna be and we don't know how many properties we're gonna acquire this this upcoming year. It's kinda like we're showing our hand by putting money out there for it. And um you know I I would prefer that we [0:24:27, 0:24:47]: And it'll be something that allows us to um you know you know negotiate a little bit more um and strategically think about. And so I'm for taking that out currently and using [0:24:47, 0:24:50]: Using it when the time c when we're ready for it. [0:24:51, 0:25:04]: Okay, do you have any comments on that at all? And again trying to get sponsorships and I'd rather have it now than later. So if we don't use it it's still there. [0:25:05, 0:25:15]: Alright, so let's uh so two two things have popped up. So let's talk let's talk about the c first thing was the concert. So uh in a sense, um I I gathered now from uh councilwoman uh [0:25:15, 0:25:35]: Robinson's comments that at least three of us are are are set on the fact that we have three concerts. Is that is that correct? All right. So I would say that we're going to stay less we need to take a uh actual vote on this. Okay, all right. So three concerts that it is. Now uh the second point that came up dealt with the land acquisition and it's roughly five hundred thousand [0:25:35, 0:25:55]: dollars there. The public already knows because this is being this broadcast is a public hearing, public hearing. So the broad already knows. It's only it's like preference. What do you prefer? And personally I prefer to be up front and show transparency. This is what we're looking at. Whether we spend the money or not on land is another story. I don't know if we will or not, but I like to see [0:25:55, 0:25:58]: [1558.8, 1566.3]: uh versus uh uh you know saying later you could you have to come to the citizens and tell them anyway, so just do it up front. So I'm really in favor of keeping [0:26:06, 0:26:26]: uh since it initially came for me in this aspect with with conversation with uh Mr. Harris and Miss Neighbors that's one of the things that that I as I mentioned last time we talked about one of the things that I didn't particular they gave me their opinion. I said no I want to do it up front first. Uh so I'm in favor to leaving the money for land acquisition in there now and whether we use it or not [0:26:26, 0:26:27]: That's another story. [0:26:27, 0:26:47]: And when it comes to negotiation with with people, we just have to look at what's proper. We can use our attorney, use all the other a assets we have to to to negotiate properly in that aspect. So I'm in favor of that, is to remain. Uh she's in favor, Ms. Robinson's in favor, and okay, so I would say right now, we don't have to vote on that, right now we have a [0:26:47, 0:26:51]: general consensus that re that remains into the budget itself. [0:26:51, 0:26:52]: Okay. [0:26:52, 0:26:53]: Mayor Pro Tem. Yes, Mayor. [0:26:54, 0:27:00]: I um wanna make one last comment uh for the record. I'm in favor of balancing the budget. [0:27:00, 0:27:10]: More so than anything. I think that's a very important thing that we need to consider and that this past year we did not have [0:27:10, 0:27:11]: Um [0:27:11, 0:27:21]: you know, the courts in regards to uh quite a bit of things and and part of the revenues and different things that we've had in the past we haven't had. So [0:27:21, 0:27:24]: Um uh you know, as finance chair. [0:27:24, 0:27:28]: I'm just concerned personally about budgeting. [0:27:29, 0:27:35]: of balancing the budget. I'm also concerned that, you know, um [0:27:36, 0:27:47]: if we do this in this particular manner that the budget will not balance um based off of what is c being brought in and what we're [0:27:48, 0:28:08]: sending out. And that's one of my biggest um concerns. And I it's not about being tr not being transparent. Um when the time comes to acquire the property, I think that we would notify the public as we always would. It's there's no secret there um that we were going to purchase XY [0:28:08, 0:28:20]: Y and Z property, that's when we would amend the bounce the budget. But for the time being, I don't think it would do us any harm if we have experts here, the people who do this job every day. [0:28:20, 0:28:23]: telling us based off of their recommendations [0:28:24, 0:28:36]: This is their job and they're recommending to us to take that out right now so that we can get a closer to a balanced budget. I thought I think that that would be in the best interest of the citizens at this time. [0:28:37, 0:28:44]: The budget will be balanced, uh councilman and council and citizens to before most all said and done the the balance the budget's gonna be balanced. [0:28:45, 0:28:46]: It'll it'll make it it'll work. [0:28:46, 0:28:50]: It'll work, definitely. Anyway, any other comments on this issue? [0:28:50, 0:29:03]: All right, so on that note sir, what what was next? Any other uh things that came up for consideration? There have been a couple of comments that were made. Um I can run those those quickly, um see if that's something that the council wants to entertain. [0:29:03, 0:29:09]: Um one was in regards to billboards, getting some funding for billboards. Um [0:29:09, 0:29:21]: And then we've done some preliminary numbers, I think it was like four thousand a month. Yeah, four thousand a month ballpark if that's something you want to uh what should be noted is that we do currently have an agreement with our with the Chamber of Commerce. [0:29:21, 0:29:37]: where we can provide them with content and they will they have a couple of I think at least one billboard on seventy five and and they've done been great about if we give them content, they will post it on the billboard as well. I mean like the comment Commons was in regards to us acquiring a billboard of our own. Um [0:29:38, 0:29:58]: You know, one thing we certainly want to do this year is really maximize and leverage that relationship with the chamber. I mean there is a financial uh component that we we we help fund part of the chamber's operations and make sure we're maximizing the services that they provide to us. And I think that's one area that we certainly can tap into that first. [0:29:58, 0:30:01]: um you know far more far more efficiently. [0:30:02, 0:30:19]: Um that was one um there's also con um comes sir. Yes sir. Okay, you want to address that? Correct. [0:30:20, 0:30:22]: There's no exits in Stockbridge. [0:30:23, 0:30:36]: So, you know, one of the things that we could, you know, as a selling point is, you know, if we have that b billboard just south of Morrill somewhere or in that area if the chamber has one, is to make that known. [0:30:37, 0:30:48]: If you get in those express lanes for the next twelve miles, if you need gas, if you need d it's gonna be very limited access. So Stockbridge is basically uh the last stop. [0:30:48, 0:31:08]: before you would be able to do so. Uh we have a lot of exciting new uh partnerships that we should be able to take advantage of. It would be great if we could pair up the Holiday Inn and the new Fairfield Incoming as a Stay Stock Bridge kind of program. It would be the best two choices that you could have south of the [0:31:08, 0:31:10]: South of the city. [0:31:10, 0:31:30]: Um, you know, the digital billboards seem to work out best uh in in those aspects because you can change the messaging or the words going out. But make no mistake about it, um if if a majority of the citizens passing through here are travelers coming to Florida and they're using the synth uh [0:31:30, 0:31:46]: and they're using the Sun Pass or the Peach Pass, we're missing out on those economic dollars every single time. So I wanted to be um you know proactive and do something uh to let those travelers know Stockbridge is the last stop. [0:31:47, 0:32:07]: And uh we offer lodging, we offer hotels, we offer uh great places to eat and all of the above, you know, for uh those citizens. And that was my thinking behind that. I didn't um I didn't know uh, you know, uh whether we could kind of branch that out through the chamber and use existing funds. That would uh [0:32:06, 0:32:19]: uh probably ideal but I just really think at some point we need to have our own funds dictating something stop bridge specific and I haven't heard any feedback from them [0:32:19, 0:32:26]: on what we could do to make something stop bridge specific to the issue I just spoke to. [0:32:27, 0:32:40]: Yeah and to your point and and I again we we've got the request we do kinda do some research to find out what the pricing was, but I I I I I I could certainly see us at some point moving in that direction. Um [0:32:41, 0:33:01]: Council's amenable. I would like for us to really explore sitting down with the chamber and making sure we are maxing out everything that they have to offer. You know, if other if there are other partners that we have with the chamber are not using it, want to make sure we constantly have something, whether it's one month to stay in Stockbridge, next month it's a dine in Stockbridge or [0:33:01, 0:33:16]: Some along those lines at every month, you know, be rotating that through. If if they if they're offering us that service, I want to make sure we're maximizing. I think we can do that. [0:33:16, 0:33:25]: I'm amenable to that if we can put a date certain on that. We've had some talks about we were going to talk to the chamber, but [0:33:26, 0:33:46]: Months have passed by. I can you give me a date where we or by this date this is w where we could have a decision the information to make the decision. Well what I'd like to do is I I I certainly see that as a function of of the economic development director position that's in here. As that gets filled, that would be some of one of the early [0:33:46, 0:34:06]: test that they would be assigned to contact. You know, again, our Main Street Director, Ms. Kerry Harris Briggs, currently sits on the CPB board. So she's constantly in conversation with them as well. So we can begin those conversations now, certainly, let them know this is our intent, this is what we're looking for, to find out if there's any what what they would need from us so we can be prepared as we go into twenty seventeen. [0:34:06, 0:34:15]: seventeen to be able to do that. So that's something we can start now, but certainly I would envision that economic development person being the one to spearhead that effort going forward. [0:34:15, 0:34:25]: Thank you. Maximized, excuse me, maximized. [0:34:25, 0:34:27]: Yeah, uh the chambers uh [0:34:27, 0:34:33]: And and uh the chamber's assets and uh to help the city and whatnot here. Any comments from this end? [0:34:34, 0:34:35]: Oh okay. What was the next thing? [0:34:36, 0:34:39]: Right. Um there was another comment in regards to um [0:34:39, 0:34:40]: Um [0:34:41, 0:34:46]: Initial funding for C I D and a um the prospect for C I D within the um [0:34:46, 0:34:49]: one thirty eight at least the one thirty eight corridor is what you're referring to. [0:34:50, 0:34:52]: And specifically or that in general. [0:34:53, 0:34:53]: Um [0:34:54, 0:35:01]: And and and I do, and this is yeah, the reference was made, the county is currently working with the firm [0:35:01, 0:35:05]: And they have provided some seed money to to get started with the C I D. [0:35:06, 0:35:08]: up in an area south south of the city. [0:35:10, 0:35:23]: There's a number of steps that certainly need to take place. Um I think the enabling legislation still needs to happen. Um and I think having those initial conversations with the business owners in that area. I think the county situation was a little bit different than that. [0:35:23, 0:35:28]: that was you had a number of distribution centers and for them [0:35:28, 0:35:34]: Yeah, they needed some relief from the traffic because it was critical for their operation. So they've been something they've been clamoring for for [0:35:35, 0:35:55]: probably a decade. Um so, you know, in that case you had a again and ultimately at the end of the day, a CID is a responsibility of the business owners, of the private sector as business owners. So they were the ones that were really driving it in that case. Um and I think that the county's role was kind of help to bring them all together to help help help get to jumpstart [0:35:55, 0:35:56]: Yeah. [0:35:56, 0:35:59]: Um certainly I you know, I would love to see a C I D in the city. [0:36:00, 0:36:20]: Um I think we're well, well, well overdue here on the South Side. Um I think there's a number of steps that need to take place. Um I don't know what kind of seed money that would entail, um but I certainly would love to see us getting started with the enabling legislation this year, starting the conversations with those businesses [0:36:20, 0:36:32]: within that corridor that's being identified and then from there, you know, identify you know if there's something that's specific that comes up and it becomes time sensitive. And once again I would see that as certainly a um [0:36:32, 0:36:33]: A prudent [0:36:34, 0:36:54]: reason and rationale to go into fund balance for if there's something that was really pending that was going to be we have to drive economic development. But again that's another one of those economic development director duties that they would be assigned to of going through, interacting, meeting and and getting engaged with our business community to find out what because again ultimately we can push [0:36:54, 0:37:00]: all we want, but ultimately the businesses have to be the ones to sign on and agree to this [0:37:00, 0:37:02]: Um self imposed taxation. [0:37:02, 0:37:12]: Which you know, I think when you see'em, the ones that are all throughout Atlanta, they're certainly extremely successful. Um they've done very well. Um so I don't think there'd be a great deal of pushback. [0:37:13, 0:37:15]: But you know, but for [0:37:15, 0:37:18]: you know, just agreeing to attack yourself, so [0:37:18, 0:37:38]: I think it's a great idea. I'd love to see the advent of a CID come in place. I just think we're not quite at the point for budgeting as of this point yet. Yes, uh Mayor Plant. Um hopefully we can get in the com um conversation. Um one Henry is having this conversation in the same area. So hopefully we can have someone there. [0:37:38, 0:37:57]: um to listen to possibly get the input to bring back to us because they're having the conversation. Um we just need to be there present and involved in that. And I think that meeting is gonna be this Thursday again where they're gonna be discussing. And I think I did forward you that email um from them. So hopefully we can [0:37:57, 0:38:02]: um chime in on that so that way we'll know exactly you know [0:38:02, 0:38:22]: where we stand and when the economic development director does come on we'll have something, you know, tangible to be able to present to them. Um and also I guess timing is a thing for me because we've been speaking with the chamber. The chamber keeps saying they're ready to hear from us. So I just the delay is just my concern. [0:38:22, 0:38:42]: Um so hopefully we can if you know if Miss Braggs could you know speak with them so when the director does come on, again that's more information that we'll have to provide and it won't be like a starting over when we've already been having the conversation. [0:38:42, 0:38:56]: I think it's a good point. I think a vehicle like one Henry is a perfect vehicle to begin those conversations, engage in those conversations because typically that's made up of other business owners as well, so they can certainly speak from a business owner's perspective. [0:38:58, 0:38:59]: Any other comments? [0:38:59, 0:39:10]: Yes, just one more. I like to command council on uh Robinson for assembling not just the Henry County forces but the Clayton County forces and getting everybody at the table. [0:39:10, 0:39:30]: And understanding that the citizen partner I mean the the government from uh Clayton County is actually ahead of us. They have CIDs already in northern Henry County in the air I mean uh Clayton County in the airport area and from what I understand they already have the enabling legislation in hand in order to move [0:39:30, 0:39:35]: move forward with theirs. I just don't want us to be in a position where um [0:39:36, 0:39:56]: We're we're the we're the weak leaking the chain along Highway one hundred thirty eight and I think uh like you said like Councilwoman Robinson said during the time when the economic development director comes along, we wanna make sure that that t that uh is as tight as possible. Because it was great seeing everybody at the table and everybody wanting [0:39:56, 0:40:00]: the same things that we wanted. The Clayton partners really wanted what we wanted. [0:40:03, 0:40:05]: Any other comments? [0:40:06, 0:40:08]: Um I just want to commend this whole council. [0:40:09, 0:40:17]: Because these things that we're talking about, they've been s discussed by uh amongst us about what we want for this city. We want a cleaner city. [0:40:17, 0:40:19]: We want a better city. We want all of these things. [0:40:20, 0:40:21]: Um [0:40:24, 0:40:26]: This is a unique council. [0:40:26, 0:40:29]: And we got a unique situation and uh [0:40:31, 0:40:35]: When we ever insinuate or we make any kind of proclamations that [0:40:37, 0:40:43]: one council member up here may want something more than another. We all in this city benefit from all [0:40:43, 0:40:46]: decisions that are being made by every council member. [0:40:46, 0:40:49]: So I do. I commend m uh the passion [0:40:50, 0:40:56]: that Ms. Robinson has. I commend the passion that Ms. Gantt, Mr Ford, Mr Alexander and myself [0:40:56, 0:41:05]: Because whatever decisions we make that are good that's good for this city, we all have to come together and say yes because we all only have one vote. [0:41:06, 0:41:11]: So I thank each and every one of them for their compassion that we're all here to move this city forward. [0:41:12, 0:41:15]: All right. Thank you. Any other comments, questions? [0:41:15, 0:41:16]: Okay, so [0:41:17, 0:41:35]: On this issue and uh about the CID, we're gonna kinda put things on hold for a second until we get someone in place to work the issue. I also thought that we could not as a s as a as a municipal penalty here, we could not be raising money towards this. So this is uh so how's this gonna work with the economic director here? [0:41:35, 0:41:55]: Well, we wouldn't be raising money. I mean I think his role would be reaching out to the businesses within the identified corridor, sitting down with them and find and drumming up interests and finding out is there an interest something be something you'd be willing to do and and that being the initial step. Those conversations had been going on with Henry County and those [0:41:55, 0:42:03]: those companies for five, six years. Okay. So it does. It's it's it's a process that takes some time, certainly. [0:42:04, 0:42:19]: So we just this is uh on a back burner for just a brief moment for uh Yeah, I I think that the main thing is I don't what I don't hear is that there's there needs to be any any financial any any financing attributed to this, but there certainly are some human efforts that need to be put forth. [0:42:19, 0:42:22]: um as far as advancing this topic. [0:42:22, 0:42:23]: Okay. [0:42:23, 0:42:29]: So we can certainly take those steps and continue to work with one Henry and those groups. So All right. [0:42:30, 0:42:32]: All right. [0:42:32, 0:42:33]: What's the next subject? [0:42:33, 0:42:37]: Well, that was some of the main points that that [0:42:38, 0:42:58]: That I recall being brought up. I mean in in your packets also included the job descriptions, the org charts, um, the pay scales. Um we've had conversations about the positions already. I mean at the last meeting we've talked about the economic development position, we talked about the PIO position, obviously. Um so those are in there for your project. [0:42:58, 0:43:02]: purview that they've been on included with the um information that's on the website. [0:43:03, 0:43:03]: So [0:43:04, 0:43:05]: Um that that a [0:43:06, 0:43:23]: That's the totality of the comments that we've received in regards to um the current version of the budget at this point. If there's anything else that council members may have they wanna and other topics they wanna may want to discuss, uh Linda and I are certainly happy to address any questions that council may have, but [0:43:24, 0:43:25]: Anything else is there in the boat? [0:43:25, 0:43:26]: Okay. [0:43:26, 0:43:34]: I I just wanted to say one other thing. Real briefly. We did talk about the downtown master plan. [0:43:34, 0:43:49]: Yes. Is that correct? And then I think your reply was the funding was going to be split between twenty seventeen and twenty eighteen. That's correct. Is there some reason that it's being split between the two? Because if there was something we were trying to move a forward with [0:43:50, 0:44:10]: Well I honestly because we anticipated taking at least a year, year plus. Okay, so it's an amount of time. Yeah, that's all it's a timing issue. We have by um by DCA regulations we have to update our comprehensive plan by October of twenty eighteen. So it's our intent to get started on that first quarter of this year to allow [0:44:10, 0:44:30]: For at least a year plus, because it is a long drawn-out process. Now, this is a deviation from what we've done previously, in which we've worked in in concert with the county with a joint county cities plan. I certainly think and recommend that we need to move forward with a city-specific plan. The comprehensive plan [0:44:30, 0:44:50]: The joint conference plan was a great tool, it's been a great document, certainly useful, but I think for the direction that this council has indicated they want to move in, I think having our own specific plan to address our specific city needs is is critical at this time. And I you know, you look at other other cities who have advanced um their vision in [0:44:49, 0:45:09]: their mission, they have that's a document they have in place. You know, that's a twenty year document that really dictates and guides how we're going to develop, how we're going to grow. You know, now that we've established how the council has established a vision, now putting a plan together that helps to implement that vision I think is critical on um on the city's standpoint. So that's something again that's a that's [0:45:09, 0:45:15]: That's a that's an endeavor that I'm really excited about. I think it's gonna really help um help advance [0:45:15, 0:45:33]: the initiatives of the city forward and that will have components in there like a down a master plan specific for the downtown, um comprehensive transportation plan. That component will be a part of that as well. So um but that's that's the rationale. The the fund set I think is a hundred thousand [0:45:33, 0:45:53]: that's been set aside for that ballpark. Um yeah, so we split it up fifty year and again, but it's not a uh deferring the project, it's getting the project started as quickly as possible. But it is going to take some time because again it involves a lot of um public uh input because what we're what this is will be the twenty year plan for the city. So it's you know [0:45:53, 0:46:00]: It's it's it's you we want to have input and buy in from the citizenry as well as um all those stakeholders, business owners. [0:46:01, 0:46:06]: um those that have any kind of a stake within the city of Stockbridge to be able to voice their their thoughts and opinions on it. [0:46:07, 0:46:08]: One one last thing. [0:46:09, 0:46:29]: Uh as far as to get as much information out to the citizens as possible. And I tell you you're doing a phenomenal job. And you uh uh sent us an email and I need to know I wanted to ask, is there any financial uh obligation that we need to put in place for the Rock Quarry Road Y [0:46:29, 0:46:31]: [2791.5, 2807.5]: I was inspired when I saw that and you s you talked about the plan and then actually making the widening happen. So financially, what is is there anything we need to do in the budget this year? That's a great point. No, not this year because there'll be [0:46:47, 0:47:07]: They're not looking for at least two to three years for construction anyways. We have some time and I think actually I think it will line up well with our next BLOS. Um but it's a great point to bring up. I think there will be it is a wholly a county project, um but I've been in conversation with the county representatives, with Rocky Romero, uh [0:47:07, 0:47:11]: Um there are components of the project that that that [0:47:12, 0:47:24]: From our standpoint I think we would like to see it would be benefit to see additional lighting, additional landscaping that's not currently included in the project. So those kind of um amenities and additions would be an add on. [0:47:25, 0:47:45]: And that would be something that the council for g would have to consider of you know set aside set it set it setting aside funds to add to that project, which again I think in this case be that is one of the gateways into our into our main downtown area, I think that's something that certainly something for the council to consider. But but that would mean that. But we it wouldn't have to be included in this budget. [0:47:45, 0:48:05]: because they're they're still doing design. There'll be I forget what the timeline was um but I don't I think they're starting they'll look at finalize the design by the end of next year, then they'll go into right away and that'll be about a year, um year plus. So I think eighteen nineteen is about to fall apart to talk about construction. So you know that's something we vote on the next [0:48:05, 0:48:25]: loss in twenty nineteen, I think it may very well line up well for an opportunity to be able to put some funding on that project for at that time. But it's not something that's immediately needed. But I certainly think making sure we keep the conversation fresh and make sure that they're clear on what our what it is we'd like to see and it's the fact that we would like to help contribute and not just a matter of [0:48:25, 0:48:30]: We want you to put it in but we're willing to come to the table with some funding to make sure to see these things um [0:48:30, 0:48:31]: Be at it. [0:48:32, 0:48:33]: Three point one. [0:48:33, 0:48:40]: Yes, go right here, sir. Really quick, since that widening project was brought up, uh we got uh a timeline, I think we got it from you. [0:48:40, 0:48:44]: Yes sir. [0:48:44, 0:48:49]: uh right away timeline. So it's gonna be during the final time of uh the the uh [0:48:49, 0:48:50]: For [0:48:50, 0:48:58]: when they're gonna be actually we we're gonna be in the last phase when we're gonna be able to have a meeting talking about where we're gonna put the [0:48:58, 0:49:18]: Track of lights, is that the last phase that we're going to be part of? Yeah, this was the initial concept meeting w as far as where the signals would be located. There will be a public outreach meeting and we're working with them on a location. We did one for the State Rock forty two widening some time back over at Ted Strickland. So we'd love to have it somewhere here as well, somewhere close by. [0:49:18, 0:49:38]: Our residents that are going to be impacted, they will have an opportunity to come out, look at the proposed plans, and then voice their opinion and say, hey, this is what we'd like to see. So right now we're making those comments. Again, the comments about the lighting and the landscaping, those are brought up there in that initial concept. So they they they note those those comments. What has not yet been determined? [0:49:38, 0:49:58]: As I shared with the council, the location of all the traffic segments are still in consideration. There's a couple different um intersections that are being considered at this point. So those are areas. And again, if the council has some specific um thoughts and feelings toward it, certainly, you know, you know, Miss Dana Lemon has been a uh advid. [0:49:58, 0:50:15]: um supporter of other cities and and that surely has helped in a number of number of areas so reaching out to her and letting those feelings be known if we have a uh a a feeling one way or the other I think that would be prude in our case. So if there are certain things that Council feels strongly about, you know feel free to let me know and I'll pass that on to G Dot. [0:50:17, 0:50:19]: Okay. Any questions on this side, ladies? [0:50:21, 0:50:21]: Okay. [0:50:22, 0:50:23]: Alright, so uh [0:50:24, 0:50:28]: So no more questions on the budget itself, then if that's the case. [0:50:29, 0:50:33]: If that's the c I need to open this up, I said earlier I need to open this up for public uh [0:50:34, 0:50:34]: Hearing [0:50:35, 0:50:38]: And for any comments uh from the audience if they have anything they need to [0:50:38, 0:50:40]: To mention to us all. [0:50:40, 0:50:42]: We'll start from my left side. [0:50:42, 0:50:44]: Okay, over here. Any comments over here from the public? [0:50:46, 0:50:46]: Saying none. [0:50:47, 0:50:48]: It comes right here in the middle. [0:50:50, 0:50:52]: Saying none and there's no one over to the right. So [0:50:52, 0:50:54]: On that note, I'll close the public. [0:50:54, 0:50:55]: Comments. [0:50:56, 0:51:16]: And uh if there's no other comments on reference to the budget hearing, I'll close that. Mayor Fortin. Yes, ma'am. One moment. Um under our budget our two job title, occupational to um community development director as well as the economic development director. Is that correct? That's correct. Okay. Um in regards to that basically. [0:51:16, 0:51:36]: Basically we are putting together a new position which is an economic development director and we're gonna keep the community development director but based off of staff recommendation and other I mean the the need and and again with the retreats that we've had in the past two or three years [0:51:35, 0:51:47]: we've also requested a PIO officer. Um I know there have been discussions on it in the past and we continue to discuss it and I'm gonna continue to express the need [0:51:47, 0:51:48]: For it. [0:51:49, 0:52:05]: Um whether it's someone from in house, out house, I it it doesn't matter. The concern to me is that we don't have an PIO officer um currently and the need has been expressed through our staff admin team. [0:52:06, 0:52:14]: And here we are adding the economic development director position to include when I look at the job description [0:52:14, 0:52:19]: um you know, marketing for the Merl Manders Conference Center. [0:52:19, 0:52:32]: under Economic Development Director, but yet on the Community Development Director, if you look on the OR chart, we have code enforcement officers, GIS planner, and occupational tax. [0:52:33, 0:52:53]: clerk. And I'm thinking these are two positions that we it sounds kind of confusing that we really probably need to discuss a little bit more detailed on one. And secondly, I still think that council should consider a PIO, a PR person for the city of Stockbridge. I think you uh [0:52:52, 0:53:12]: um are making we would be making a mistake by not hiring a PR officer um at this time. Um it is to promote the city. It does she he or she would do more than just advertise our events. This is something we need for the media. This is something that helps and promotes everything. [0:53:12, 0:53:18]: economic development. So I just ask that we again consider that. [0:53:19, 0:53:20]: Okay. Um [0:53:21, 0:53:25]: The E economic development director has some duties and responsibilities to uh [0:53:26, 0:53:28]: to deal with the public and to uh [0:53:28, 0:53:30]: handle those type of um [0:53:30, 0:53:50]: branding a website and all types of things that deal with a like a public administration officer would do. I would think that would be that would be suffice for the time being anyway. The community uh the community development director um it's a slight change in that job description and I'll have to wanna actually have [0:53:50, 0:54:10]: uh Michael Harris um explain a little a little bit more about that as well. Um but I personally think the PIO it can come i i maybe the next round or the next year. I understand we talked about it in retreats, but I think there's something that uh if we hire the economic development director, that individual can handle that for at least this year and and handle what we have what we need. [0:54:10, 0:54:13]: You gotta understand too that uh that the the uh [0:54:14, 0:54:34]: Main Street, along with uh Mr Harris's assistant and along with uh uh some things that our assistant does, they handle some of those public relations type things and of course it's uh Mr Harris has has is has involvement in that as well. So I I just personally think that that is not uh PIO for right now is [0:54:34, 0:54:40]: That's not needed. It's my personal thought on that. But obviously that's open to council discussion as well. Um [0:54:40, 0:54:48]: Community d uh development director, it this um this is slightly different than what has been what is occ what has been previously [0:54:48, 0:54:55]: designed on our on our diagram uh for the job description. Would you want to elaborate on that here, Mr. Harris, a little bit, please? [0:54:56, 0:55:08]: I'm sorry, which part? Uh the community uh development director and reference to the the the the per s the the individual and their duties and responsibilities is is changed from the uh previous [0:55:08, 0:55:11]: position uh that we've had [0:55:11, 0:55:31]: And you made some changes here, a recommendation for changes, I should say. Yeah, we scaled it back some. You know, previously there was a again this ad administration and community services position um under which fell a variety of of departments, code enforcement, um J is planning [0:55:31, 0:55:34]: [3335.7, 3336.6]: Um [0:55:37, 0:55:41]: and event coordinator and the thought now would be to [0:55:41, 0:55:44]: um segregate some of those duties. [0:55:45, 0:56:00]: and under the community development side, um just keep that to the code enforcement, GIS, and you notice a shift of the occupational tax clerk from under the clerks over to this to this section as well. [0:56:00, 0:56:03]: Now in so doing what we propose is um [0:56:04, 0:56:05]: Slightly downgrading [0:56:06, 0:56:14]: the position as far as the pay, obviously it's less duties, less responsibilities, so a downgrade in the um in the um [0:56:14, 0:56:16]: in the pay grade, but [0:56:16, 0:56:18]: We think this is a more realistic [0:56:19, 0:56:20]: Uh [0:56:20, 0:56:24]: scope of of of responsibilities for that position. [0:56:24, 0:56:44]: You know, certain something something I wanna look at exploring as we go forward, um what we're going to do. You know, now we have a zone advisory board. There is uh functions and associated with um administering and and and and assisting that board as well that that come into play here. Um so they'll [0:56:44, 0:57:04]: Those will be kind of the focus of those duties. The economic development side, a lot of that would be those so again, some of those very things we spoke about earlier this evening, working with while our Main Street um office is kind of confined to the ma the boundaries of the Main Street department and they work on generating retaining [0:57:04, 0:57:11]: training, bringing in businesses within that area, economic development would be throughout all of the the city. So [0:57:12, 0:57:21]: While Main Street has that segment, the economic development would have the remainder of of the r of the of the other cities helping again to attract, to retain businesses. [0:57:21, 0:57:36]: Also, they would serve as a principal liaison between the downtown development authority and then those functions and duties. And you know, there was some question as as far as, you know, should conference center manager be under economic development director [0:57:37, 0:57:42]: Um Renee and I met and discussed this um today and and last week as well. [0:57:43, 0:58:03]: You know, and there's there's a number of jurisdictions. She did a a great deal of research and looking at some other jurisdictions um to to determine, you know, how is it? Is there one thing, is there one way that it's typically is and it it varies. You know, in some cases, you know, you have those that that you know, those people are reporting and some cases are reporting to uh community development. [0:58:03, 0:58:06]: In some cases they're reporting to economic development. So [0:58:06, 0:58:13]: I think every municipality's gonna look at it look at their own unique situation to make determination of what's a better fit for us. [0:58:14, 0:58:26]: you know, in some cases the six of one, half a dozen of the other. I I I think it you know, it it's a great thing if we have some really some some very professional, very capable um department heads. [0:58:27, 0:58:37]: that surely makes any of these decisions easier. But I think overall looking at all those things that you know, I I remember talking to um the former [0:58:37, 0:58:57]: um development authority official at the county and you know one of his favorite lines was, you know, people would ask him, what is economic development? Everything is economic development. It's it's it's it's it's it's not just business attraction and business retention, but it's it's it's police services, what's offered. It's your sanitation and your public works are [0:58:57, 0:59:06]: services, it's the beautification of your city, it's all those things that combine. You know, it's in some cases the events, the um quality of life issues that play into a community. So [0:59:06, 0:59:26]: Um from that standpoint certainly see the correlation between the events in the Main Street um under the economic development. So that's we'll pass the rationale. One man's opinion. So right here please. So your recommendation is stated that we just [0:59:26, 0:59:46]: just have the economic development director. Is that what you're saying? Your recommendation? No, I still feel and I I I expressed at the last meeting that a PIO is is a necessary position. And I think the PIO is a necessary position for the things that are going on right now. Um I think when we did I think we did have some conversations at the at the last retreat in regards to [0:59:46, 1:00:06]: uh the need based on a number of events that we're doing right now and uh how much information we want to be able to get out to to folks. Um y you know, certainly having that component and having that that person uh dedicated toward that goal um with the and everything that goes along with the PIO I think it's something that [1:00:06, 1:00:19]: that for a jurisdiction our size and with the robust calendar that we're maintaining, I think it warrants it. And again I've said that before and I I'll continue to say that. Certainly we will adhere to the the council's wishes, but um [1:00:20, 1:00:20]: Um [1:00:21, 1:00:33]: You know, so and w and we have we've gone through we have um job descriptions, same thing. We've looked at other jurisdictions, uh some similar size, some smaller than ours that have that component in place. [1:00:33, 1:00:42]: And you know, and I think it it it certainly yields benefits and and pays for itself over time just by getting information out and again as it stands, right now we are doing things by committee. [1:00:43, 1:00:44]: And while [1:00:44, 1:00:48]: You know, sometimes you know, I I I I share with staff sometimes I said, you know, sometimes we're just [1:00:49, 1:00:54]: Staff is just too good at what they do, you know, because it doesn't it seem because it comes across looking so seamless. [1:00:55, 1:01:08]: You know, but certainly between the executive assistants, um, Miss Ide, Miss Robinson, Miss Holliday and her staff, you know, things continue to get cranked out but but not for a creating a a strain in other areas, certainly something [1:01:08, 1:01:13]: gets pushed back, you know, when those things are are are picked back up. Um and again it's [1:01:14, 1:01:34]: We are a council now that is doing if you go back two, three years ago, we weren't doing nearly the number of events that we're currently doing now. Um and and and again and and it's good. I mean, you know, again the food truck, we didn't anticipate it coming last year and I've said this before, but it was one of the f far far and away one of the most successful events that the city's [1:01:33, 1:01:34]: [3695.0, 3715.0]: You know, and I see where I see people are now. They continue to speak about oh, you know, it's great, it's great to be able to come out. I saw people I hadn't seen since high school. And those are the kind of things you really want. So again, that goes back to economic development, you know, feeling safe, feeling a sense of community within your community. Those are important aspects and and having somebody's able to really truly capture all those things and [1:01:55, 1:01:58]: put it out in the manner that that that really helps to to [1:01:59, 1:02:19]: to to to let the city shine and people know about the the attributes of the city, I think is certainly important in attracting businesses, you know, from an economic development standpoint as well. I think it plays a number of roles, but and it would be proposed that that PIO, not sure exactly where it would be stated, I think we proposed it previously as um being linked with economic development for that reason because again I think [1:02:19, 1:02:21]: I think it does play play into economic development. [1:02:22, 1:02:24]: Yeah, telling our story. [1:02:24, 1:02:32]: One second, are you you still have a comment? I won't. So you're saying we need a PIO, we need an economic develop development director and a community. [1:02:33, 1:02:36]: Well, uh when I you say and a community, that's that's a [1:02:36, 1:02:50]: We're filling that position. We've taken the existing position. So that's that's three positions. Well it's really two new positions. Right, but we ha we're refilling the community developer which was already there. Yes. Um [1:02:55, 1:03:04]: I'm just trying to understand, even with that, I mean every it plays a piece. I know you're saying we're doing a lot of different events but even with those events [1:03:05, 1:03:21]: I mean, we're saying concerts, I mean we have, you know, C C C the that are that staff that's over there who's doing a great job. So I'm just trying to understand where the strain is because like I know with my initiatives some of the events are not [1:03:22, 1:03:33]: you know, taken a lot away from someone having to do because it's done either through C C them over there or just something smaller that is being done. So, you know [1:03:34, 1:03:52]: I'm leaning toward like Mayor Pro Tem said. We just see what we have in twenty seventeen once we get the Economic Development Director in place and then in that way we'll know if we need to revisit that or to you know we'll we'll need that addition. But I do feel that we do have some of the staff that [1:03:53, 1:04:13]: you know, can pick up some some parts of the s you know, that's slack that's needed. Um'cause they're doing a great job, but I just don't see a lot of the strain. I guess I'm trying to see that. Um like I said, I was there basically every Tuesday but it's more [1:04:13, 1:04:13]: Or [1:04:14, 1:04:20]: Great events, but the longer it went, that was when the strain came in. So we've you know [1:04:20, 1:04:40]: brought that down some so I guess being able to look at it um once we get the economic development director we can go back and revisit. So you know and I'll and I'll say in in and and she's not here to speak and I'm not gonna try to speak for her but certainly the executive director to mayor and council I think she presented during the the retreat and kinda gave her take on um [1:04:40, 1:04:41]: Mm. [1:04:41, 1:04:44]: Things other th y you know, I don't know if it's it's just [1:04:44, 1:05:04]: how she's able to to to function on from a day to day and with those things that she may be able to to continue to enhance some of the services she's able to provide, if not for having to do some other things. And I again obviously I can speak with her directly on on her thoughts on it, but I I know that was some of the conversation that took place during the retreat. I know she and I had some [1:05:04, 1:05:10]: But didn't we give her an assistant? She she brought someone in. [1:05:11, 1:05:31]: She had an internship, but she's had a baby. Okay, so can we find someone that can possibly go a l long term, you know, that we can that possibly can fill in for that? We have a great internship program. Renee's been heading up. Um that's something we've been able to tap into and utilize, and we continue to utilize. We've got some great [1:05:31, 1:05:32]: Great interns that we've had, so [1:05:33, 1:05:50]: That that means that that's what I think. You know, was that intern. But you know, but if it's short term [1:05:50, 1:05:53]: it it's gonna be that way. So hopefully we can get someone in place [1:05:53, 1:05:55]: Until we can, you know [1:05:55, 1:06:00]: iron out and see what twenty seventeen is gonna bring with our economic development director. [1:06:00, 1:06:03]: Mayor Proton. Ms. Anna first. [1:06:04, 1:06:06]: Fir first of all, I I think [1:06:06, 1:06:07]: It's just like [1:06:08, 1:06:08]: This [1:06:08, 1:06:13]: And um I think we can all agree that the position [1:06:13, 1:06:19]: Uh we w we want to endeavor to get there. And that's why we talked about doing a two or a three year plan. [1:06:20, 1:06:24]: And this is the way that I break it down so everybody understands. [1:06:25, 1:06:29]: It's just like when you have splash dollars to build a fire station. [1:06:30, 1:06:35]: It pays for the fire station, but it does not pay for the employees. [1:06:36, 1:06:41]: This is a situation where we're bringing on an economic development director out. [1:06:41, 1:06:44]: position that we all agree will generate revenue. [1:06:45, 1:06:47]: and bolster the treasurer. [1:06:48, 1:06:52]: in such a way that we hope that it generates the dollars to create [1:06:52, 1:07:12]: the additional funding for the PIO. So I don't think any of us disagree that at some point we want to do that. But the bottom line is, you know, we just had heard the argument that we don't want to be outside the budget. There's a big difference between the items that we're talking about. The previous items that we talked about were one time items. [1:07:12, 1:07:13]: Yeah. [1:07:14, 1:07:22]: hiring an economic development director and and hiring a PIO, that position continues eternally. [1:07:23, 1:07:43]: So you have to fund it every single year from now on. So I challenge, as I said previously, this entire board to work toward that and have some agreement, maybe in twenty eighteen budget, that we could probably go ahead and add that position, but all of us up here need to take some accountability for the [1:07:42, 1:08:02]: events that we have now to bring some sponsorships to the table and and lower that burden so as is not to to be overwhelming. But the bottom line is these two positions we're making the choice for this year and then adding the PIO for the following year. I'm in agreement [1:08:02, 1:08:03]: [4084.7, 4085.0]: Okay. [1:08:05, 1:08:07]: Mayor Purton, thank you. [1:08:08, 1:08:14]: A PIO officer is a communications officer, so to speak, and it's a specialty there. [1:08:14, 1:08:18]: More so about branding, branding our community [1:08:19, 1:08:39]: along with working hand in hand with that economic development director. We've heard it from our staff. We've heard it from admin. We've heard it from people who've been working in the municipal government for years. Mr Harris worked in the county for years. We've heard that this is a need. We go to our retreats and it's number one or number two on our [1:08:39, 1:08:48]: list of top priorities and then we push it off to the side and put other things in its place instead of getting our foundation together. [1:08:48, 1:09:06]: for a PIO officer. I'm saying that we should have both. We made I don't want to say in the state, but what we did with our community development director, to me it was another name for an assistant city manager with a lot of jobs and responsibilities behind it. [1:09:07, 1:09:18]: And I don't wanna make that same mistake this time again. What I would like to see happen is if we're gonna go, we've already discussed that one of our main priorities is is branding the city. [1:09:19, 1:09:30]: Um, we're looking at we've went over our mission statement, we've done certain things, and then we say, Oh, we're gonna have an economic development director and then we give them job descriptions. [1:09:30, 1:09:45]: two, three pages long and then put under him the conference center, the main street, the program assistant, and you put different things and then you get community development director and you put the code enforcement, GI S GIS planner, an occupational tax. [1:09:46, 1:10:06]: Well, what happens then? What happens when you have um people out there writing stories about Stockbridge? Not just about their events, but about what's going on and they're not necessarily helping us. They're damaging us. We need damage control. We have other cities, we have smaller municipalities who [1:10:06, 1:10:16]: have those PR officers. And if a person who's an expert or who has their we we hired our staff, our team to give us these recommendations. [1:10:17, 1:10:22]: Each one of us n none of us have those expertise. I'm not a communication specialist. [1:10:22, 1:10:33]: So I say that if they're stating that that's one of the number one things and we agreed on it at the retreat then we need to go and this has been going on for two, three years now. [1:10:33, 1:10:46]: that we need to really strongly consider that. Whether we take off community development director or we add, you know, a that officer there, I just think that is extremely important and it's something that should not be overlooked. [1:10:48, 1:10:49]: Mr Blonde, go right here, please. [1:10:49, 1:10:54]: Yeah, I believe the quickest way to resolve a problem is to listen to the people that are closest to it. [1:10:55, 1:10:58]: If the staff is saying that we need a PIO, then I'm for it. [1:10:59, 1:11:02]: Because we can sit up here and make all the suggestions and make all the account. [1:11:02, 1:11:09]: You know, all the all the accusations about this and that, all we want to, but if the people that are closest to the problem say they that's what is needed [1:11:09, 1:11:11]: And even this council is uh [1:11:11, 1:11:20]: is openly said discontinuously. Uh we want the city branded, we want the city promoted. Uh even tonight we saying, hey, we're talking about promoting the city. [1:11:21, 1:11:33]: So if we put a person in a position that's what they're doing, promoting the city but if we don't have that position in place then we will have to say, Hey, that uh did this person do it, did that person do it, did this person do it? We have one person to go to to say, Hey [1:11:34, 1:11:38]: Are you branding the city? Are you showing what the city is all about? [1:11:38, 1:11:43]: And if this and if the if the staff's saying this is what they need then this this council should [1:11:43, 1:11:45]: step forward and say, let's give it to them because [1:11:46, 1:11:49]: If we don't put our own person out there we're gonna be listening to rhetoric [1:11:50, 1:12:00]: from now on that that may be false or or true, true or false, but uh w we're out there we're just out there on the limb. I was just down in McDonald uh a couple of weeks ago. [1:12:01, 1:12:08]: uh down in the square and they got plaques saying uh you know what uh whatever happens in stockbridge winds up on the new winds up on the news. [1:12:09, 1:12:16]: They're selling these plaques. I mean so we need to put our city in a position where it is a positive [1:12:16, 1:12:21]: There's a positive vibe about stock bridge and we don't do it by trying to [1:12:21, 1:12:27]: overload other people that are that are in these other positions. We put a person in position to make this city look like it's supposed to look. [1:12:29, 1:12:31]: [4351.8, 4365.1]: So right now, um seems though that uh at least this I I think in a way, that uh the PIO is is not gonna make this particular cut at this particular reading, i i in my interpretation anyway. [1:12:45, 1:12:47]: Uh so um let's go there. [1:12:48, 1:12:51]: Is that a consensus? [1:12:51, 1:12:55]: I think I'm in agreement with that that the PO is not uh uh doesn't make the cut. [1:12:56, 1:13:00]: I think Councilwoman Robinson is and and uh Councilman Alexander is. [1:13:02, 1:13:17]: Okay, what's next sir? There is one other one last item. I just briefly want to go through we've talked about the general fund budget and I think it's important j just to let and just kinda go through it quickly, just the special revenue fund and enterprise fund, that's our water sewer sanitation. [1:13:17, 1:13:22]: Just so I've got and that's also out there on the website, but just so for the um [1:13:23, 1:13:28]: Council on public certification. I'm just gonna go walk through it real quick. Uh first one's hotel motel. [1:13:29, 1:13:29]: Um [1:13:30, 1:13:46]: Proposed budget for twenty seventeen. For twenty sixteen there was one hundred and twenty thousand. Proposed budget for twenty seventeen is two hundred and twenty five thousand. And a lot of that is one we have new hotels coming online and we also uh the uh that also reflects the increase from five to eight percent. [1:13:46, 1:13:50]: Um capital projects, C D B G [1:13:50, 1:13:55]: Um funds. One hundred and fifty was budgeted in twenty sixteen, another hundred and fifty is budgeted for twenty seventeen. [1:13:56, 1:13:58]: We're working with them now on on a series of projects. [1:13:59, 1:14:04]: Um, involving s both sidewalks and more inclusive playground equipment. [1:14:05, 1:14:13]: Um urban redevelopment agency um it's stays consistent and this is the loan that repays the debt service on the city hall building. [1:14:13, 1:14:17]: And that's been consistent at one point two over the last number of years. [1:14:17, 1:14:19]: Downtown development authority. [1:14:20, 1:14:24]: Um forty five thousand as was discussed at the previous meeting. [1:14:24, 1:14:29]: Cemetery fund, three hundred and fifty dollars, which has been consistent over the last number of years. [1:14:29, 1:14:38]: Uh water and sewer uh budgeted in sixteen was three point zero million and for seventeen budgeted as three point two million. [1:14:39, 1:14:41]: Um stormwater. [1:14:41, 1:14:45]: uh adopted in twenty sixteen seven hundred and sixty six [1:14:45, 1:15:05]: Mil uh seven hundred six thousand and budgeted proposed in twenty seventeen, one point zero five seven. Some of that change is from the new personnel that was added that came from sanitation, which is the next line item, that went from one point six million in twenty sixteen down to one point three. A lot of that was the shift in personnel. [1:15:05, 1:15:10]: personnel from sanitation up into the uh stormwater department. So [1:15:10, 1:15:12]: That's why we're able to not [1:15:12, 1:15:16]: lose any positions when that when the privatization took place. [1:15:17, 1:15:25]: Uh Merrill Manders from three hundred and thirty nine thousand uh to uh two hundred and thirty one and that's one of the supplemented funds that we talked about at the last um [1:15:25, 1:15:26]: meeting as well. [1:15:27, 1:15:32]: And Ted Strickland, uh thirty four thousand last year, thirty four thousand two hundred and fifty this year. [1:15:32, 1:15:33]: So again this is a [1:15:34, 1:15:37]: These are the enterprise funds, which is in essence those funds that [1:15:37, 1:15:43]: pay for themselves, water, sewers, sanitation, stormwater and the like. Um just wanted to [1:15:45, 1:15:51]: speak on it, let you know and and say it for public record in case there's any question. But pretty much it stayed [1:15:53, 1:15:54]: You know, overall [1:15:55, 1:16:04]: budgeted in sixteen was seven point three, um in seventeen seven point five. I mean so minimal minimal change to our enterprise funds. [1:16:05, 1:16:06]: Yeah. [1:16:07, 1:16:10]: Yes sir. Do you have a comment or something? [1:16:10, 1:16:12]: I don't when I'm looking at this chart [1:16:12, 1:16:16]: What how much uh how many code enforcement [1:16:17, 1:16:20]: Citations have been issued and where is that on here? [1:16:21, 1:16:33]: The number of citations or the dollar amount that they generated. I don't see I see a negative I think it's a negative two thousand dollars. Are they s are they citing folks? Uh with these violations that were [1:16:33, 1:16:36]: Yeah, th they they they are. I mean it's not [1:16:37, 1:16:42]: Not a huge number, but I think it's gonna be captured in the fines and forfeitures on the [1:16:53, 1:16:55]: But there is not many soldiers. [1:16:57, 1:17:17]: And see see to me that that's the problem when we're talking about getting things done. Well when you see the minus ten thousand, that's in the revenue. So that means that's money that's that's revenue that's coming in, it's anticipated at ten thousand. So on those first two pages, page one of twenty one and two of twenty one, those are anticipated revenue. You see everything under there is [1:17:17, 1:17:21]: as a negative, but that's just simply those are revenues we anticipate coming in. [1:17:22, 1:17:25]: I don't want you to mean I don't want you to interpret that as meaning [1:17:25, 1:17:28]: Well we're losing ten thousand? No, that's [1:17:28, 1:17:36]: No I huge number. No, well I heard what Miss Labor said. Well we haven't recovered any money. So that [1:17:36, 1:17:43]: Right. Linda Linda come. [1:17:43, 1:18:02]: On North Emory Boulevard, why haven't we recovered uh any uh site at these owners for these transgressions and ten thousand that's shown for this year. Yeah, for twenty seventeen. We did budget for um code enforcement tickets as ten thousand dollars revenue. [1:18:02, 1:18:04]: Okay, what was it actually? [1:18:04, 1:18:07]: No we haven't. No, we haven't had any. [1:18:08, 1:18:23]: So we had ten thousand dollars both of the five. And less it's coming through on the funds, like what you said to begin with. Right. I think that's the only place it would be captured any of the funds. Okay. I I don't know we can go back and find that information, um but [1:18:24, 1:18:44]: You know, when they have fines, I know we've had some there's been I know of a couple uh issues with uh illegal dumping that was caught and some other ones and what those fines were. The challenge we have is sometimes those are um allowed for community service and that's been something that we've been working with the courts now to to [1:18:44, 1:19:04]: to help. If if it's going to go from a fine to allowance allowance for community service, and in those cases we had some of those conversations a couple weeks back, we wanna we're working with the courts now to make sure those community services ours are served here in the city of Stockbridge. That's we've met with the judge as well as the solicitor. [1:19:04, 1:19:19]: to put that in place. That was hopeful we'd have it in place last year but just didn't get the community service personnel. And then with the loss of the um the state violations and those being sent to state court, obviously that made a big had a big tremendous impact. [1:19:20, 1:19:40]: It it's kind of a either or situation as like you said, if it's not gonna v be defined and they are actually contributing to helping us clean up North Henry Boulevard, so we have a timetable at some at some point they are gonna be here in Stockbridge, the judge give us a timetable? Yeah, we we had the initial meeting month or two ago. [1:19:40, 1:19:41]: Yeah. [1:19:42, 1:19:50]: Yeah, and um we used to go back and revisit that and and and and had that in place. Uh it's just something else on the list. [1:19:50, 1:19:50]: Yeah, Proto. [1:19:51, 1:19:55]: Oh yeah. No. Once yeah, are you you done sir? Go right go right here. [1:19:56, 1:19:57]: Um [1:19:57, 1:20:00]: Speaking of code enforcement officers, uh I I would like [1:20:01, 1:20:03]: Because I want to put the perception out there with the citizens that [1:20:04, 1:20:08]: they are doing a really good job. Um, I think it was almost two weeks ago. [1:20:09, 1:20:11]: Um T. D. Johnson. [1:20:11, 1:20:14]: uh over off of uh Spear Road. [1:20:14, 1:20:19]: Um I saw him over there. Uh someone had did some illegal dumping. [1:20:19, 1:20:24]: on the side of the road, about two large dump truckloads. [1:20:24, 1:20:29]: And T D literally went through that trash to find some [1:20:30, 1:20:32]: um addresses that would match [1:20:33, 1:20:36]: um to the dumping. Um I was out there with them. [1:20:37, 1:20:44]: And he ac literally went to Atlanta, found a person, and that person now is going uh is being uh [1:20:44, 1:20:47]: So, [1:20:48, 1:20:56]: They're out there doing a great job. This was illegal dumping that he went the extra mile and I'm say to you, uh, Madam Clerk [1:20:57, 1:21:02]: For me, I would like to get him an accommodation for what he did going beyond the call of duty. [1:21:02, 1:21:08]: uh si outside the city limits and actually tracking down the people that were doing illegal dumping in the city of Stockbridge. [1:21:15, 1:21:16]: You know the comments? [1:21:18, 1:21:19]: Okay. [1:21:20, 1:21:21]: So we have [1:21:21, 1:21:24]: I have a republic hearing for the budget then. [1:21:25, 1:21:26]: Okay. [1:21:27, 1:21:29]: So council discussion. Mr. Harris. [1:21:30, 1:21:33]: deals with uh a bunch of annexations things to talk to us about. [1:21:39, 1:21:46]: These these are discussion items. Um these are items that we have talked about and in some cases we have already done them. Um [1:21:47, 1:22:07]: And I'm gonna kinda lump them to th it's really two items. The first being the annexation of Carriage Lake. We've had that conversation previously um with the council, with the residents. It was here I think at the last meeting we discussed it. And the second part of this is the rezoning that accompanies it. We talked about what we had [1:22:07, 1:22:15]: to go back and actually go through a rezoning process as well because the the uh the property was previously zoned as [1:22:15, 1:22:16]: Um [1:22:17, 1:22:20]: Uh PTD, Plantown Development. [1:22:20, 1:22:25]: And and we don't have that designation here in the city of Stockbridge, so [1:22:26, 1:22:28]: With that being said, we had to [1:22:30, 1:22:30]: Um [1:22:31, 1:22:33]: Yeah, here it is right here. It's pulled it up on the screen. [1:22:34, 1:22:52]: You can see this is the area of Carriage Lake. Um the adjacent areas are actually in the city. Carriage Lake is not in the city. Um so we've had we've been working with them for a number of years. Um we finally got to the point where they've met all the requirements. [1:22:52, 1:22:55]: Um by sixty percent method. [1:22:55, 1:22:59]: which requires sixty percent of the property owners as well as sixty percent of the registered voters. [1:22:59, 1:23:19]: Um that has taken place. We've gotten the paperwork. We have sent the notification, necessary notifications to the city, and the final step was going through the rezoning process. We're doing that now. We had a hearing yesterday with the Stockbridge Zoning Advisory Board. Um they heard the item and they recommended approval for both the annexation and the rezoning. [1:23:19, 1:23:39]: rezoning um that'll be drawn up and sent to the council prior to you you all hearing it on the sixteenth. So this is just a brief discussion more so kind of keep you up to date on the process, what's taking place and what's going to be coming forward. So everything is still moving along, everything is still moving forward. We are still tracking to be there on December 16th for the final for the final [1:23:39, 1:23:45]: [5026.1, 5033.2]: One simple question. Go right here, sir. Do they immediately come into the city upon our vote? Is there they're immediately in at that point? [1:23:55, 1:23:58]: Okay, that'd be great. Thank you. [1:24:00, 1:24:10]: So on that note then uh we do that on the sixteenth of December, so automatically seventeenth of December I guess that would be no, I'm sorry, twelfth December, I'm sorry. Twelve December. [1:24:11, 1:24:19]: It's when we may take their vote. Well, right now it's scheduled for the sixteenth and I know that's something you want to see if we can adjust that time frame or not, so we'll take a look at that. [1:24:19, 1:24:29]: Uh right now it's the sixteenth. Okay, so I was like the first time. Yeah. All right. And then so effectively the next day and basically or the next work day, uh official work day, I suppose. Okay. [1:24:30, 1:24:38]: All right. And this means we're taking care of the street lights, right? I had to ask I had to ask that question. All right. Yes sir. Thank you very much. [1:24:40, 1:24:50]: Okay. Okay. All right. The next one is and again I'm going to lump these all together as well. This is the annexation. You all have heard this. [1:24:50, 1:24:55]: Um some time back we thought we were completed with this, but um [1:24:55, 1:25:02]: Um we have had to go back and re s and and again re annex the property. [1:25:02, 1:25:05]: I pulled it up on the map, you can kinda see [1:25:05, 1:25:08]: What's taking place? It is it involves [1:25:08, 1:25:10]: Well, I can use the arrow for here. [1:25:11, 1:25:27]: Um this is the majority of the property, the hundred and fifty eight point six five plus minus acres. Um this is currently zone um P D as well plan development and so this parcel will require a both an annexation and a rezoning. [1:25:28, 1:25:31]: the front parcels here [1:25:32, 1:25:52]: are already zoned commercial, I believe, so they do not need to go through a rezoning only in annexation. Um and the new piece is located right here. You can see where the arrow is. And this is the piece that um commonly known as the Hardy's piece. The concern previously was [1:25:52, 1:25:53]: Um we annex [1:25:54, 1:25:56]: Which we still to this day feel rightfully [1:25:56, 1:25:57]: From this point [1:25:58, 1:26:00]: across to this adjacent point. [1:26:00, 1:26:07]: You know, as you can see the right of way has been blocked out, which is allowable and the green area is actually GDAP property, which is also not taken into account so [1:26:08, 1:26:09]: Um we [1:26:09, 1:26:12]: do then and do now, continue to believe that [1:26:12, 1:26:14]: This land is contiguous to this land. [1:26:15, 1:26:19]: Um however the judge ruled that he would like to see it more of a ninety degree angle. [1:26:20, 1:26:35]: Um we met with reached dog met with the property owner here. They were agreeable so that annexation request has gone forward. Um so this would give us a annexation directly from this large property across to that property. [1:26:36, 1:26:45]: Um so we feel that every every requirement has been met been met at this point. We have had conversations with the count with the county [1:26:46, 1:26:48]: And they've indicated that um [1:26:48, 1:26:52]: If that piece does come in, piece on the east side. [1:26:52, 1:26:59]: and they don't foresee any objections taking place. At this point we send a thirty day letter, notification letter to the county on November tenth. [1:27:00, 1:27:02]: So our thirty day time period would would um [1:27:03, 1:27:18]: come to a close on december tenth. At which point if there's been no object and raise, we'll pro we'll proceed with um whatever next steps need to take place, I guess. At that point it's annexed in and that's it and it's we just proceed forward. Alright. So [1:27:18, 1:27:31]: If you have any questions, happy to address them. Also a representative from for the um property owner and the applicant is here, Mr. Adam Price. If you have any questions, specific questions regarding the project or the process, I'd be happy to address them. All right. Any questions anybody? [1:27:31, 1:27:33]: But [1:27:34, 1:27:35]: The parcel [1:27:35, 1:27:36]: To the north. [1:27:37, 1:27:39]: on Joe Dakota was not it's uh [1:27:40, 1:27:40]: Right there. [1:27:41, 1:27:41]: Sure. [1:27:41, 1:27:43]: That small strip. [1:27:43, 1:27:46]: Yes. Okay. Was any adjustment made to that? [1:27:46, 1:27:51]: No. Um yeah. I'm due to address that piece. [1:27:56, 1:27:59]: Good to see you guys again. Finally. [1:27:59, 1:28:01]: Uh that little strip [1:28:02, 1:28:05]: is not on the annexation. [1:28:05, 1:28:06]: Following. [1:28:06, 1:28:14]: There are three pieces on the on this annexation filing. What I believe is gonna happen, the Chevron piece, which is actually wedged between [1:28:15, 1:28:19]: The Amin property, which is the corner here, which is a small piece. [1:28:20, 1:28:32]: And the chevron. The chevron is not included either because my client had to get them to redo their signatures and in time to get all this file back, we weren't required to have it yet. [1:28:32, 1:28:38]: Correct me if I'm wrong. So he's gonna do that later. You're gonna see that little small piece come in later. [1:28:38, 1:28:40]: For this exact same process. [1:28:42, 1:28:44]: But the small piece across the street [1:28:45, 1:28:49]: Which I guess the judge ruled was not large enough. [1:28:50, 1:28:51]: Uh [1:28:52, 1:28:56]: My client is getting that piece under control for May and Carter Oil. [1:28:57, 1:29:06]: And probably not official probably is going to donate it to the city. If you guys want to put welcome to Stockbridge signage on it, I'm sure. [1:29:07, 1:29:22]: There would be no adverse reaction to that. It might even be appropriate. But uh uh but I hope that answers your question about that small piece. [1:29:23, 1:29:24]: Yeah. [1:29:24, 1:29:26]: If I got any other questions there for [1:29:27, 1:29:30]: Alan, okay no? All right. Thank you, sir. [1:29:30, 1:29:31]: Thank you. [1:29:34, 1:29:43]: That was it. As noted, this will be back to the council for a vote on as it stands right now, December sixteenth, if that should change, we'll certainly make that public to everyone. [1:29:44, 1:29:44]: All right. [1:29:46, 1:29:47]: Okay, on that note then um [1:29:48, 1:29:51]: What we have next is actually the city manager's comments. [1:29:55, 1:29:57]: Okay. [1:29:59, 1:30:00]: Casman Alexander, you're coming, sir. [1:30:01, 1:30:21]: Uh yes, ladies and gentlemen, I want to thank you all for attending and for those who have tuned in and let you know that, you know, we uh as Councilman Blount said, you know, this council is very intense and we're about uh collectively making the best decisions uh for the city in order to move us forward. [1:30:21, 1:30:41]: And just understand we have gotten a tremendous amount done in twenty sixteen. Just look at the chart and the things that this city has, you know, many other items have been on the table for quite some time. Uh you know, I think about uh the Davis Road Sidewalk Project that [1:30:41, 1:30:47]: that we just had the community meeting with it. That's been on the table for s years. [1:30:47, 1:30:57]: And we're actually going to be able to move forward with that soon, maybe even providing multi use trails down there, connecting to the Highway forty two project. [1:30:58, 1:31:18]: Downtown development. It's actually in the budget where we're putting mutt money where our mouth is and we're actually going to create a master plan for downtown in order to do so. I've heard it from many citizens many times. Why don't we have a designated downtown area where this council has actually done [1:31:17, 1:31:37]: something about that. Um you know I'm I I actually I spoke with the city manager about another issue which was a safe internet transaction zone uh that will be installed at the North Precinct. So during this holiday season hopefully you will be able to go to the North Precinct [1:31:37, 1:31:57]: And have a safe location to be able to transact the Craigslist lo um transaction or online transaction at the North Precinct itself in a safe environment. That's something that we want to be able to uh do for our citizens and be able to help you out. And lastly, I just want to say this. [1:31:57, 1:32:17]: Uh our citizens are affected by fire station number eight. Fire station number eight uh is um located actually in the county, but it serves our citizens and that fire station was condemned. Um I just do not think that it was an appropriate thing to do to have [1:32:17, 1:32:36]: have uh those firefighters put in a temporary location without coming to some final resolution at how uh um having a new fire station there. Our citizens need this place at the top of the chart uh that live along Walt Stevens flipping that entire area.
