--- title: February 25 2020 Work Session Meeting date: 2020-02-25 source: 2020-02-25_February_25_2020_Work_Session_Meeting.wav --- [0:00:00, 0:00:00]: Yeah. [0:00:07, 0:00:16]: All right, ladies and gentlemen, we have uh it's six o'clock by the clo I think that clock's a little slow, but regardless of that we'll go by the clock at six o'clock. I'd like to call our work session for twenty five uh [0:00:17, 0:00:17]: February. [0:00:18, 0:00:19]: To order. [0:00:20, 0:00:23]: Invocation, Mr Marshall, please, could you come give an invocation for us? [0:00:23, 0:00:25]: Everybody please stand if you can. [0:00:32, 0:00:43]: Let's pray. Merciful Father, we come before you once again in the most humble way, thanking you, Father God, for all that you've done, blessings we even received today, and blessings still to come. Father God, it's in the name of Jesus that we send this prayer. It's in the name of Jesus, Father God, that we ask that you receive this prayer and let all saints say. Amen. Amen. [0:01:12, 0:01:23]: The United States of America, into the Republic for which stands one nation, unreal, indivisible, but the ghosts for all. [0:01:26, 0:01:28]: Madam Clerk, roll call please. [0:01:31, 0:01:47]: Councilman Thomas. Councilman Blount. Mayor Ford. Present. Councilwoman Gantt. Present. Councilman Alexander. Present. Councilwoman Barber. Present. Mayor Ford, you have a quorum. Thank you, appreciate it. Uh Councilman, I need a motion to uh adopt the agenda, please. [0:01:48, 0:01:48]: So move. [0:01:49, 0:01:52]: Sir second. Second. All in favor, please indicate. [0:01:53, 0:01:54]: Okay. [0:01:55, 0:01:56]: All right. [0:01:57, 0:02:08]: And what we have here review the minutes for the following meeting uh for the work session on January twenty eighth. So just review that. If any changes, please let the um clerk know of that. [0:02:10, 0:02:15]: And uh on that note we'll we'll get a chance to approve those at our next meeting. [0:02:17, 0:02:28]: Madam Clerk, any public comments? Yes, Mr. Charles Marshall. Okay. Mr. Marshall, please. Come forward, name and address. Well, that's not on there. [0:02:35, 0:02:39]: Charles Marshall, one forty Somerset Hills, McDonough, Georgia. [0:02:40, 0:02:49]: Go right, sir, please. Okay. Thank you, uh Mayor Ford and Council members of Stockbridge. Thank you so much for having these public meetings. I think it's a great opportunity. [0:02:49, 0:03:04]: For us all as citizens to come and speak with you uh and uh and be able to discuss with you some of the things about the city. Uh as I said before, my name is Charles Marshall. I'm the president of a newly formed organization called Henry County Coalition Committee. [0:03:05, 0:03:20]: We are an organization of Stockbridge residents as well as residents within the Stockbridge area of unincorporated Henry County. We formed our organization last year in the month of July and have been very active ever since in expressing our desires for the robust growth. [0:03:20, 0:03:25]: of the city of Stockbridge. The flyer that has been given to you, I believe everybody has a flyer [0:03:28, 0:03:28]: Oh okay. [0:03:29, 0:03:30]: Yes, ma'am. If we could. [0:03:32, 0:03:36]: The flower that is being handed out to you uh [0:03:39, 0:03:54]: Is uh has items on it, including a mission statement. That mission statement I'll just read as you're getting in the flyer to establish and maintain a coalition to better inform and educate elected officials to the residence needs in order to effectively influence all efforts. [0:03:54, 0:04:09]: Regarding policies, bills, ordinances, and actions impacting the well being of north central Henry County, which is in essence we're talking about Stockbridge and surrounding areas of Stockbridge that are in unincorporated Henry County, to make it a better place to live, work and play. [0:04:10, 0:04:30]: The flower also gives you the issues that our organizations advocate for, issues such as the attraction of upscale businesses. We feel that upscale businesses not only add to the city revenue via higher taxes, sales taxes being collected, but also provide a venue for residents of our local area to spend their dollars here in this [0:04:30, 0:04:42]: area instead of going up north to uh Alpharetta and Buckhead and other areas spending those same dollars that gives tax sa sales tax revenues to those communities and of course quite naturally use it effectively I'm sure. [0:04:44, 0:04:45]: We like those dollars spent here. [0:04:46, 0:05:01]: Businesses like Papado's, just to give you some example, uh examples, Ruth Chris Steakhouse, upscale lounge and bar areas, and even a full service hotel such as the Marriott are perfect examples of the kind of upscale businesses lacking in our local area. [0:05:02, 0:05:08]: Perhaps the bridges at Johtoco Development could provide a catalyst to that effort if that were to get started. [0:05:09, 0:05:26]: Another issue would be to initiate a plan or strategy to attract corporate and regional officers to and headquarters to the local area, providing for better paying jobs and career building jobs. That we feel would help keep our young, educated populator here to add to the growth of Stockbridge. [0:05:33, 0:05:35]: Uh we feel that uh [0:05:37, 0:05:45]: I'm sorry. Um I knew I was getting close to my time. Okay, so he's got you got additional comments, I would imagine. You wanna give him additional time to speak? Yes. Okay. [0:05:46, 0:06:06]: Continue on. Okay, thank you. I appreciate that. Another issue would be to initiate a plan of strategy. To attract corporate and regional officers uh to the uh local area. Like I said before, it helps the y young educated population stay here. Corporate centers like the ones on Eagles Landing is a good example of coordinating an effort to locate these types of businesses here. [0:06:06, 0:06:26]: Working with the county to bring the planned trauma center to Henry County Pied or Henry Piedmont Hospital is another example. I don't know how much involvement you have with that. I'm sure some. I think that might be a county effort. However, the focus should remain on the strat on the strategy to get more of these types of officers and businesses here. Upscale housing develops, just another option. [0:06:26, 0:06:30]: opportunity for robust growth. It allows our city demographics. [0:06:30, 0:06:38]: To reveal an increase in the median income. This not only attracts the upscale businesses but provide for better patronage support for these upscale businesses. [0:06:39, 0:06:48]: The upscale business, uh the upscale housing development plan at the bridges of Jodoko could be a catalyst for such a change, but it needs to get started. [0:06:49, 0:07:09]: The beautification of the city of Stockbridge and surrounding areas. I want to thank Councilman Alexander for his efforts in planting trees and shrubs along some of the main thoroughfares of the city. That certainly helps, and we thank you for that, uh Councilman Alexander. However, we think this needs to be a city effort, and maybe you have a city effort going on already, or maybe one being planned for. That would be a good idea. [0:07:09, 0:07:29]: Good. However, a robust city effort, as you know, could bring about a more viable, a more visible, beautiful effort to the city. More coordination with some of the HOAs, like you've done with the Eagles Landing Master Association, might be an idea. There may be other communities that might have an interest in doing that and working with the city on that. More enhanced size. [0:07:29, 0:07:49]: Sidewalks and street uh lamps alongside of the many major thoroughways, thoroughfares of the city is another good idea. We've my wife and I visited some small, smaller towns, much smaller than Stockbridge, and we found that the main thoroughfares, they do have sidewalks, wide sidewalks, with red brick borders on the side and attractive street lanterns. [0:07:49, 0:07:55]: That kinda highlights the area and it really gives an attractive look to the area. We feel things like that might help with the beautification effort of the city. [0:07:56, 0:07:58]: I'm gonna move on with just a couple more'cause [0:07:58, 0:08:18]: Running out of time over here. Improved public facilities. I just want to commend the council for what you're doing with the amphitheater and the Merle Manders uh social uh area over there. And I know you've got other things planned to come. That's the kind of thing we need in Stockbridge. Uh we like to see those facilities, those facility efforts extended to the parks. And I know Cochrane Park. [0:08:18, 0:08:23]: It being county, I know there's some efforts going on there. We like maybe a new park. [0:08:23, 0:08:27]: to be enhanced, uh to be created and it and and installed in the city. [0:08:28, 0:08:48]: A park, a perfect example is the one across the street. It's located in Hampton. It's across the street from um what's it Crystal Lake communities. I don't know if y'all have been there. It's got a dog park, uh uh athletic facilities, all kinds of things, gazebos, all kinds of things we think will create an enhanced environment for a park. Improved road. [0:08:48, 0:08:55]: Code structure is another. And sir, I'm running out of time. Uh is there a possibility of another extension? I got about three more minutes. [0:08:56, 0:08:56]: All right. [0:08:57, 0:09:02]: Council, I he's got additional comment comments. Is are we willing to allow him to have additional time if it's a good idea? [0:09:03, 0:09:05]: The good here on the sand? [0:09:05, 0:09:06]: Understand? [0:09:07, 0:09:08]: You won't listen to it. [0:09:08, 0:09:11]: Yeah, he wants additional time. Okay, what's your question, sir? [0:09:13, 0:09:33]: My question would be, has anyone from this new organization come to the city and and and found out what we're actually doing and what's our what's our plans for the city already? Yes, we've had members to attend. I've attended uh several of them. Uh other members have attended, but we never have presented ourselves as an organization. That's what I'm trying to do tonight. Just to let you know what our perspective is of things we [0:09:33, 0:09:41]: We feel that uh we'd like to work hand in hand with the city if there's any way we can cooperate with you to do that, to bring some of these things here. And the reason I ask because [0:09:42, 0:09:44]: Um setting up a meeting internally [0:09:45, 0:10:05]: would promote more progress than than this because we have s a lot of things that you're speaking is already on board and if we could have internal meetings here, sure. It would help sure this. And this is something and these are things that we've already discussed before pertaining to this. Even during the [0:10:05, 0:10:07]: times before. [0:10:07, 0:10:14]: If if you all haven't came and spoke and sat down with our our c uh our city manager to find out what we're doing. [0:10:15, 0:10:27]: It may solve or resolve or give you more clarity some of the questions you're asking right there. Right. And that's been the problem here in the city that people are asking for so much but not knowing what we're doing. [0:10:27, 0:10:33]: And I would ask that you would have a meeting with our city manager or anyone from this newly formed organization. [0:10:33, 0:10:37]: And find out what we're doing before you start asking what you need us to do. [0:10:38, 0:10:58]: Well, and I certainly appreciate that, uh, Councilman Blount. I I guess the purpose of my uh presentation today was just to inform the public of what our organization's about. I think many of you already know about the organization, and I appreciate that. I've I've put in uh for one of your positions on development committee to be able to come in and spend time talking with uh [0:10:58, 0:11:08]: you know, your development director, I'm gonna attend one of Mr. Testum's meetings tomorrow morning. So yes, I'm trying to do those things that you suggest. Yep, but I understand Ms. Mart what I'm saying, but when you make a presentation [0:11:09, 0:11:15]: And it was no it it was it was no it was all clear who you supported on this council for reelection. [0:11:15, 0:11:35]: And when you make statements commending that person along with what you want, then I have problems with that. And you have not yet spoken to our city manager, no w nor anyone from this organization, yet you're saying what you want. And th some of those things are already being done now. I'm just trying to take the politics out of it. I'm just trying to put clarity in it. [0:11:35, 0:11:55]: Right. Because a lot what you want on that paper and I spoken to you before. Yes, we've spoken. And so to give you fifteen minutes to speak on this and you've yet spok haven't yet spoken to our city manager or set a meeting up to speak to anybody, what are we trying to achieve right here? Well what we're trying to achieve is just what I had said and and if you don't want that I I understand. [0:11:55, 0:11:58]: What I'm trying to do is present the organization to the public. [0:11:59, 0:12:19]: And as well as the county as far as what we stand for. Now we want to work hand in hand with the city manager and anybody else we can work with to try to at least get our thoughts on on on the table, uh let you know how the residents feel. But I I'm totally open to, you know, if you don't think this is the venue for it, I I have no problem. Hold up one second. Mayor Pro Tem go ahead, please. [0:12:19, 0:12:20]: Marcia. [0:12:20, 0:12:23]: What you want to present to us is very important to you. [0:12:24, 0:12:26]: What I what I want you to understand is that [0:12:26, 0:12:28]: Public comments. [0:12:29, 0:12:30]: or relegated to [0:12:31, 0:12:33]: the agenda and things at hand. Um [0:12:34, 0:12:40]: If you had arranged with the city clerk or the city manager to make a presentation, then you have more time. [0:12:41, 0:13:01]: We have to be guarded about the allowance of anyone come. We had to be fair to everyone. So we can't allow you to just speak for 15 minutes. No, I understand. And someone else comes in public comments and we cut them off at three and we don't allow them. So my point to you is that public comments, which you are [0:13:01, 0:13:21]: speaking from is geared to something else and not a presentation as you are making now. What I would recommend is that uh you send us this information. Leave the information with the clerk or the city manager and we'll have have an opportunity to read it and then if we have question then we can call you or whomever um the leadership [0:13:21, 0:13:41]: Of the organization, but this is not the venue for a presentation. And we have to be mindful of how we govern ourselves and how we allocate time because you know we have citizens here and we just, you know, I hope you understand, you know, that this is just not the proper venue to do the presentation. This is for public. [0:13:41, 0:13:48]: Okay, I certainly understand that and I apologize if I missed up there. But uh that concludes what I wanted to say, sir. If uh [0:13:48, 0:14:08]: All right. All right. Thank you for your comments, sir. Appreciate it. And I look forward to maybe any type of coordination you may have with the the staff or any other council members if you need to sit down and talk to'em about things that you mentioned and where we're going and the future of the city itself. Okay? Sounds good. Thanks. Send your presentation to the clerk and we'll get it. Uh oh. Okay, w go ahead, sir. Go ahead. [0:14:08, 0:14:27]: Are we able to provide uh or we able to have any type dialogue through the website? Yeah, yeah. The website, uh we just published that uh yesterday. So uh it is there. You can use it and yes, you can send comments and so forth on there, and there's contact information on there as well. Thank you, sir. Sure. [0:14:28, 0:14:48]: Madam Clerk, any other uh public comments? Okay. All right, so we'll go to old business. And that means that council consideration to approve the award of the bid for replacement of the Rees Creek Trail Bridge and to Steel and Associates, ITB 2019-00030, an amount of 1,200. [0:14:48, 0:14:59]: Funding source is PLOS 5. Presented by Mr. Aaron and Lindell Miller. Please. [0:15:00, 0:15:20]: Good afternoon, Mayor and Council. The procurement division is requesting approval to award a fixed contract to the lowest responsive responsible bidder, steel, and associates. The invitation to bid number 2019-00030 for the City of Stockbridge, Reeves Creek Trail Bridge. [0:15:20, 0:15:21]: replacement. [0:15:21, 0:15:41]: Okay, council, any questions for our staff at all? And if not, I need a motion to for this to accept this uh this particular bid. Mayor, I make a motion to approve the the bid as recommended by the city staff to move forward with the bridge replacement uh bridge. [0:15:41, 0:15:43]: Cre um Reeze Creek Trail. Is there a second? [0:15:45, 0:15:56]: A second. Okay, there's a second. Discussion. Discussion. Go ahead right ahead please. So the funding spours is not the funding source is not splot four, splot five, is that correct? [0:15:56, 0:15:59]: Okay, I'm sorry. Excuse me, I I read it wrong. [0:15:59, 0:16:02]: Four's right. It's pretty four. I read it wrong. All right. [0:16:03, 0:16:10]: My my fault. That's my eyes here. All right. Any other questions? I'm sorry. Go right, sir. [0:16:10, 0:16:15]: Uh I'd just like uh Mr. Aaron, is there any uh comments you want to make on this item? [0:16:17, 0:16:20]: The only comment I have is it's a much needed project. [0:16:23, 0:16:43]: Go right. Aaron, just for the public to know isn't what need is being met with this project, can you elaborate a little further within the measurement? Yes, sir. Uh we're gonna be replacing all of the wooden bridges along the trail with aluminum bridges that would have a longer lifespan and also will enhance the people's enjoyment of the trail. [0:16:43, 0:16:43]: Yeah. [0:16:44, 0:16:44]: Thanks. [0:16:45, 0:16:47]: Any other questions, Council? [0:16:47, 0:17:07]: And if not, the motion was made. The second was made. So all in favor of the motion, please indicate. Okay, unanimous. Fantastic. Good deal. Thank you very much. Council consideration to approve the annual 2019-2024 STWP short-term work program and [0:17:07, 0:17:27]: S C I E capital improvement element update final approval. Ms. Moore, please. Yes, good evening, Mayor and Council. I think you have a copy of the resolution that we need to adopt based on ARRC approval of what we submitted to them the beginning of this month. And there are a couple of changes that has to include some dates. I've informed the the uh clerk and the attorney. [0:17:27, 0:17:30]: And so that's the item that's before you tonight. [0:17:31, 0:17:32]: Any questions for Miss Moore Council? [0:17:33, 0:17:52]: Uh if she would yes, sir. Go right ahead, sir. Would you elaborate on the changes for the public if you would? Okay. Uh in the document it has to have that the public hearing was held on January thirteenth, two thousand and twenty, and that ARC adopted it on January the fourteenth, two thousand and twenty. Those are now dates that have to be in the resolution. [0:17:54, 0:17:55]: Mayor. Yes, Mayor. [0:17:55, 0:18:04]: I would like to make a motion to approve the annual twenty nineteen twenty twenty four short term work program and capital improvement element update. [0:18:04, 0:18:24]: Sir second? Second. Any further discussion? Yes, just briefly. If we're go right in. Ms. Boy, talk, could you just tell uh the public who's tuned in? Because we talked about this a while back and then at the retreat, talk about a couple of the projects on here. If would you mind doing that? Is that okay, Mr. Nag? Uh your capital improvement project. [0:18:24, 0:18:44]: List I think that we submit to ARC has about 10 or 12 projects on it. It includes your amphitheater, your art coach art center, your multi-purpose center, your monument park. It includes your trails as it relates to public works, public infrastructure, it includes road improvements. [0:18:44, 0:18:47]: just a list of projects that's we submitted. [0:18:48, 0:19:00]: Okay. And one of those projects I think we talked about at the retreat was the ch was the turn lane out here on East Atlanta Road. So uh it'll collect one of the bottlenecks where we're adding the turn lane out here. That's correct. Is that correct? That's correct. Thank you. [0:19:01, 0:19:03]: Any other questions for Miss Moore? [0:19:03, 0:19:06]: If not, all in favor of motion please indicate. [0:19:07, 0:19:10]: All opposed? I abstain. Okay, four zero one. [0:19:11, 0:19:11]: Thank you. [0:19:12, 0:19:16]: Council consideration to appoint members of the planning commission. [0:19:17, 0:19:37]: Okay. All righty. I would imagine that makes sense, Council, to do that. Okay. Uh new business. Council consideration to approve the purchase and installation of VM AirWatch Information Technology, Mobile Device, Security and Management Software and Amount. [0:19:37, 0:19:38]: [1179.0, 1198.4]: six hundred and seventy four dollars and forty four cents funding source says general fund and will we have this to Mr. Council uh we learned late this afternoon that uh the um uh Mr. Tucker Ricardo uh was unable to be here due to an emergency and so we just ask that you table that item to the next meeting. [0:19:59, 0:20:06]: All right, so you need a motion to a second to approve the table that I suppose. So moved. Okay, so moved. Says a second. [0:20:07, 0:20:08]: Of course. [0:20:08, 0:20:28]: Okay, what's your question, sir? Did we did we need him here today for this? Because it's only like twenty a little over twenty six hundred dollars out of your preview to make yourself. I I I am comfortable with moving forward with it if it's the council i i is comfortable with moving forward with it based on what they explained to us and provided to us, we think it is needed. [0:20:28, 0:20:43]: Uh it was just that we had anticipated him to be here to answer any questions if the council had any questions. But uh again I I could recommend that this move forward. We we've already spoken un unless the council don't mind, I would like to vote on it tonight and just Well I would draw my motion. [0:20:44, 0:20:56]: Okay. All right. So y there's a motion okay, then I need a motion to accept this uh and to go forward with this uh approval. So this new software. Is there a second? I second. All right, any further discussion? [0:20:56, 0:20:58]: All favor motion please indicate. [0:20:59, 0:21:03]: All right, it's unanimous. Fantastic. Okay. Um [0:21:05, 0:21:25]: What I have here are actually comments, and I will say this is that uh give me three minutes, please. Okay. Uh that uh for the uh public in a sense the council had a a uh a uh retreat and planning session last week, very productive. And out of that uh you'll see the a lot of different things and projects. [0:21:25, 0:21:27]: [1287.5, 1307.5]: things that we're going to accomplish here as we continue to move the city forward. So those will be coming out shortly. And uh you'll see that we're making some good progress. For folks that um uh that are in a celebration type mood, if you're um uh Mardi Gras individual, today is Fat Tuesday, so make sure you enjoy yourself if you want to do [0:21:47, 0:21:50]: Do that tonight and have a good time and don't drink and drive, right? [0:21:51, 0:21:56]: Another reminder though, uh Stockbridge polling voting locations has changed. [0:21:57, 0:22:00]: From the municipal court building to Merle Manor's Conference Center. [0:22:01, 0:22:05]: So make sure you check the city's website and dates and times. [0:22:05, 0:22:08]: uh for uh everything that's going on for this election season. [0:22:08, 0:22:13]: And early voting starts actually on March second, which is Monday. [0:22:13, 0:22:20]: Okay, so once again the Stockbridge polling voting locations have changed from the municipal court building to Morrow Manters Conference Center. [0:22:20, 0:22:24]: And you check the city's website to make sure you got all the dates and times [0:22:24, 0:22:28]: Associated for where you need to go vote and things that are going on for all the [0:22:28, 0:22:33]: primaries and and the presidential election and all the other elections have to go on this year. [0:22:33, 0:22:33]: Okay. [0:22:34, 0:22:36]: And actually on that note [0:22:37, 0:22:57]: Have some announcements of upcoming meetings. Main Street Advisory Board meeting Saturday, March 7th, 2020, 9 a.m. Merrill Manters Conference Center. Council meeting Monday, March 9th, 6 p.m. City Hall Council Chamber. Downtown Development Authority meeting, Tuesday, March 17th, 6 p.m. Levi Meeting Room. U Council [0:22:57, 0:23:17]: Tuesday, March 17th, at 6:30 in Patrick Henry Meeting Room. So we'll go to the second session. We'll be back, folks. [0:24:45, 0:24:48]: Like it's me or I [0:25:34, 0:25:39]: Yeah. [0:25:51, 0:25:55]: Well the same way. [0:25:58, 0:26:01]: [1604.0, 1605.7]: Yeah. [0:26:51, 0:26:52]: Exactly. [0:26:54, 0:26:55]: You could buy the knowledge. [0:26:56, 0:27:01]: The applications in the book or they in the phone? [0:28:23, 0:28:24]: Thing is. [0:28:28, 0:28:29]: Yeah, yeah. [0:29:39, 0:29:42]: It'll yeah, in your cry as well. [0:29:44, 0:29:47]: Yeah, we can also. [0:29:55, 0:29:56]: Okay. [0:29:56, 0:30:02]: Okay, yeah, yeah, yeah. So yeah, why don't we really have that in that? [0:30:03, 0:30:05]: Yeah, because I remember that. [0:31:20, 0:31:21]: And over education and stuff. [0:31:22, 0:31:23]: Yeah. [0:31:25, 0:31:25]: Yeah, so [0:31:28, 0:31:35]: Yeah. I mean it's still a lot of things. [0:31:40, 0:31:42]: Thanks, but more than that. [0:43:40, 0:43:41]: Uh yeah. [0:43:45, 0:43:49]: That's two that's right to keep that one. [0:54:50, 0:54:56]: How are you doing? I guess you wrong. Um I have a work that you might have every time. [0:54:56, 0:55:00]: I think you don't know. You may have, but [0:55:01, 0:55:05]: Yeah, that's gonna be good, but And then the steering video. [0:55:05, 0:55:09]: Yeah, but I can't have a um conflict required engagement spectrum. [0:55:09, 0:55:25]: I'm sorry. I just wonder when else we look. There's never gonna be a meeting outside of you know boring that we make for everybody in their show soon. [0:55:26, 0:55:37]: All but water two there you just float everyone, you know, and of course that's being precluded from saying, Hey, can I get a recap with a remote hot dog? I wanna make sure that's what I'm gonna do that's something you wanna be. [0:55:39, 0:55:43]: Yeah, well, that's what part of the other side. [0:55:50, 0:55:52]: Actually I had to do some. [0:56:02, 0:56:06]: But then I'm I'm about to lead to target. [0:56:06, 0:56:10]: Well we go to the I got a little bit of a [0:56:11, 0:56:14]: Yeah, I was the name that goes out and I said. [0:56:16, 0:56:17]: Oh my god. [0:56:25, 0:56:26]: I mean why is that? [0:56:30, 0:56:33]: Um maybe fine. [0:56:33, 0:56:40]: Oh my turn right now. [0:56:40, 0:56:44]: This one, little little gotcha. [0:56:52, 0:56:54]: I have a curious question. [1:20:02, 1:20:05]: Uh the floor is not. [1:22:14, 1:22:16]: Okay, council. [1:22:17, 1:22:20]: I need a m oh I'm sorry, clerk, I need to make sure the clerks were set. [1:22:25, 1:22:25]: No. [1:22:26, 1:22:32]: I need to talk about this. I need to just break. I tried. I know. You did. [1:22:33, 1:22:35]: You did. You really did. [1:22:37, 1:22:40]: Council, I need a motion to end the second session, please. [1:22:40, 1:22:43]: Some a second. All favor please indicate. [1:22:45, 1:22:50]: I need a motion to reconvene our work session, please. So moved. Is there a second? [1:22:50, 1:23:10]: Second. All right. All in favor, please indicate. Okay. And there are a couple different decisions that came out of the out of our second session that we need to bring forward um for the record. Um Mayor Po Tem Thomas, you have something you need to say, sir. Yes, uh Mayor and Council. I'd like to uh nominate [1:23:10, 1:23:18]: This is David Lee Clinton for the one vacancy on the uh planning commission. [1:23:18, 1:23:30]: Second. Okay, all favor, please indicate. All right. All right. Fantastic. All right, then uh councilwoman uh Gantt you have uh another presentation as well. Motion. [1:23:30, 1:23:35]: Mayor, um I would like to uh make a motion to nominate [1:23:36, 1:23:39]: Arthur Christian, Lasonia Cato. [1:23:40, 1:23:46]: Seymour Reed and Renee Shaw for the DDA board. Sir Second. [1:23:46, 1:23:53]: I separate. All right. All in favor of the motion please indicate? Okay, fantastic. And I is there something else I guess we [1:23:54, 1:23:56]: Excuse me? That's it? [1:23:56, 1:23:58]: Um crazy. [1:24:00, 1:24:02]: Mayor. Yes, go ahead, please. [1:24:03, 1:24:03]: Um [1:24:05, 1:24:09]: I move that we amend the agenda to add the re reconsideration of the vote. [1:24:09, 1:24:12]: On the towing contract as an agenda item. [1:24:13, 1:24:17]: All right, and we can legally do that at this point. Is there a second for that motion? [1:24:19, 1:24:20]: Is there a second? [1:24:20, 1:24:21]: Is there any discussion? [1:24:23, 1:24:24]: Discussion? [1:24:24, 1:24:26]: Po point of order. Point of order. [1:24:28, 1:24:30]: They were from [1:24:30, 1:24:50]: You can correct me. I I think what I'm hearing is that uh Councilwoman Barber is rescinding her only vote on the item. I don't know if uh a motion is appropriate. I think she's just indicating that she is withdrawing or reconsidering her individual. [1:24:50, 1:24:54]: That is correct. [1:24:54, 1:25:14]: That is correct. My understanding it was the councilwoman was moving to reconsider the entire vote. And in part, if I may, there there there were some concerns about not so much the designation of the towing company, but the process and procedures associated. [1:25:14, 1:25:23]: Associated with tooling in general and and what was discussed. So I I thought she was uh you considered her personal code. Okay. [1:25:23, 1:25:26]: All right, so the motion's been made. Is is there a second? [1:25:27, 1:25:28]: No. Ah sir. [1:25:29, 1:25:32]: Okay, uh on that goes any further discussion. [1:25:34, 1:25:45]: And if not, all in favor of motion please indicate. I'm sorry. Well I thought she asked me to bring clarification. Okay, br okay Okay, so what was brought for you at the retreat [1:25:46, 1:26:06]: The only thing that you made a decision on was the selection of the towing company. That was the only item before you. The other information about scheduling and warning, that's just a procedural information that I gave you that acts as a guide in terms of how we would get through this process. Okay. But the [1:26:05, 1:26:25]: The RFP before you was just the selection of the towing company. The other items are subject to change, dates are subject to change based on the information that we gave you is just how we walk through for implementation. And that is what my concern was. [1:26:25, 1:26:26]: Okay. [1:26:27, 1:26:34]: My concern was the rollout of all those action items. We don't have a schedule of when [1:26:35, 1:26:43]: The warnings are to begin. We don't know when those HOAs will get involved. [1:26:43, 1:27:03]: That is what But that is something that we always bring back to council. So that's why I don't want to confuse the two. Once uh we find out exactly the number of signs and we get the language, then we look at when those signs are going to return. Like I normally do, I come before you and say, okay, now that the software has been ordered, now that we've [1:27:03, 1:27:19]: We've got this in place. This is how the schedule will roll out. And then you have discussions on that schedule based on certain things being in place. But the only decision that you had was the selection of the towing company. Yes, ma'am. [1:27:19, 1:27:23]: The motion included the schedule. [1:27:24, 1:27:35]: Well it shouldn't it should not have motion stated included the selection of Swanson Towan, it included the um sixty day [1:27:36, 1:27:56]: warning right period. But the phase is it included a six month trial. Right. And it included a town hall to be had because it's already void. Following um the six month trial. And then you would have a um community town hall. Okay. So after analysis Okay, good to thank you. [1:27:56, 1:28:16]: M Mr. Okay, got it. Please, one thing the council can do um to clarify the situation is if you wanted to reconsider the vote um and and for purposes of clarity to make it clear that it was just the will of the council to approve the vendor and not the other stuff. [1:28:16, 1:28:18]: You can do that tonight. [1:28:18, 1:28:20]: Okay. Yes, sir. You had you [1:28:21, 1:28:22]: Mm. [1:28:24, 1:28:26]: I voted um [1:28:27, 1:28:30]: I didn't vote in favor of it at the retreat. [1:28:31, 1:28:35]: Because I think that this move that the city's gonna be doing is so significant. [1:28:36, 1:28:56]: That is gonna affect some and not others. It's gonna have so many dynamics to it. Is that this process in a whole should be done right here in this chamber where where citizens can come and get their three minutes and and they can go through whatever citizens want to go through the whole process. How does that happen? I believe that we have [1:28:56, 1:29:05]: Have to send those letters out to the citizens or postcards out to the citizens and then allow the citizens to be a part of this process. [1:29:05, 1:29:16]: Whatever citizens want to be a part of the process. I don't think that this item should have been voted on outside of this chamber and this is why I didn't support it. I just want that for the record. [1:29:16, 1:29:28]: Mirable Tim. Well, um, I think um Mr. Williams sort of clarified it for me. Um I seconded it because I really thought it was just about uh selecting the vendor. [1:29:28, 1:29:48]: and not the other that that goes along with it. But um but with that clarification, uh I guess my second still stand uh to include the um the vendor and the supporting motion that goes along with it. So procedurally what would have to happen is if [1:29:48, 1:30:08]: If the motion is been seconded, if this motion passes, then you would just have an additional vote and that motion could clarify exactly that it's just about the vendor and and require that the staff bring the rollout back for council's approval. Mr. Mayor. Yep. Well [1:30:08, 1:30:25]: Let me let me get clarification now. So if this motion passed, it wipes away everything and the surrounding information about Tohan in general. No no sir. It's just the reconsideration of that actual vote and then you have to talk about that actual vote. [1:30:29, 1:30:34]: Mm-hmm. But I'm saying if it passes, can we go back now to square one? [1:30:34, 1:30:54]: Yeah, because sh she it was actually it was a motion to amend the agenda to put it on the agenda and then there'd be a motion to reconsider and then during that if if that passes then you have to actually um reconsider and have another motion on the approval of the vendor. Okay. [1:30:54, 1:30:56]: Okay. [1:30:57, 1:31:16]: Okay. Comments down here. Yes. We're right here. To me, I just gonna go on record. I know the council can do what you want to do, but I made the original motion because we've already been down this road already. We had a good we had numerous town halls. Uh you mind miss Miss Moore coming back to the mic? [1:31:16, 1:31:29]: Talk about all the steps that we had, the town halls that we had over Ted Strickland, uh the notifications that have gone out. How m how many town halls do we need and how many will this make? [1:31:29, 1:31:49]: Uh well, you know, when we first came when you first came up with this we did have uh a couple of town hall meetings where we had subdivisions to come in. We also met with residents and that was a year ago. So we we did all of that. Um and so we have done that. Uh I think I mean here's where we are. If you want to in the rollout [1:31:49, 1:32:09]: Do something additional as we roll this out. But to your point, we did have several meetings a year ago on all of this, and I think you guys got a lot of feedback on it. What I'm saying is that in your rollout, when we bring you about back a rollout plan, as we get to the implementation date, if there's any [1:32:09, 1:32:19]: steps in that rollout that you want us to do extra to make sure that everybody clearly understand that this is coming, this staff can do that as a part of the rollout. [1:32:19, 1:32:22]: I would think so that uh if the [1:32:22, 1:32:42]: The motion that the motion that passed at a retreat. If it remains, I would think exactly that what you stated and I would that would also handle the concerns I think that Councilman Blount has about having dialogue with additional sit with citizens and things that nature. And because if you put it in phases as is planned, you'll have that di information will go out and people will be informed and they'll come here and and [1:32:42, 1:32:59]: We'll have the dialogue and I think that'd be helpful. The only question that I make is that you make a separation though. I do because as of now, if you adopt the schedule that I had, you're already behind. Because it said we were doing stuff in February. So I don't want the schedule [1:32:59, 1:33:19]: tied as a part of your motion, I would prefer that you adopt the the vendor and then we bring back to you real dates. Like for instance today, Dacians and I was talking about how long does it take to get the signs back. Okay. Well they take thirty days. Right. Well on the schedule it said signs will be back in February. [1:33:19, 1:33:39]: Well, we're in March. So I don't want it to tie it to a schedule. I want you to tie it to the selection of the vendor. Let us bring you back the rollout. If there's something about the rollout, the rollout is gonna have all those same things, but the dates are gonna change. Yeah, but what I recall the Vanessa, the clerk just mentioned about the motion itself, it didn't give [1:33:39, 1:33:43]: It did. [1:33:45, 1:34:05]: document but because it was said it was stated that those dates would need to change but it did um speak to specifically the um six months well it spoke to everything I there were eight there were eight items that I had in there notification of the postcards uh the fact [1:34:05, 1:34:25]: that we would uh do two months of um of warnings. Uh who would do that? It it spoke out what the towing companies could and could not do. Right. It gave everything that we were it talked about the ordering of the software, uh when the signs would be ordered. But it but in the motion, well I'm saying in the motion that we didn't we didn't pinpoint [1:34:24, 1:34:44]: dates in that motion. We just talked about approval of the vendor and the phases that we would have to go through as you indicated here. But what I'm saying is that what I brought to you at the retreat, the only thing I asked you to do was to select the vendor. And that's what I thought the motion and votes were on. Yeah I thought I said as staff recommended. I thought that's what I said. [1:34:44, 1:34:52]: Okay. Yeah. But I didn't think I put any dates or anything. I thought I said a staff recommended. Okay. Yeah. All right. Um any other comments? [1:34:53, 1:34:58]: I have a second motion. The motion's already been seconded. [1:35:00, 1:35:02]: Once again I reiterate for me [1:35:03, 1:35:12]: It's and I know that we talked about this before, but as you know, sometimes when you talk about something in the past and you implement it now. [1:35:12, 1:35:17]: citizens need a refresher course to know that this process is about to go forward. [1:35:18, 1:35:20]: When it comes from me, when it came to [1:35:21, 1:35:40]: uh even voting on a vendor. Any of this should have been done right here in this chamber. And so for me, I'm not even I'm I'm abstaining from this process all totally because I made my comments at the retreat about how I felt about it. And so that's why we're at this point where we are now. [1:35:40, 1:36:00]: Sir. Yes, go ahead. If if the objection is just that this council wants to have another public meeting, can't we just direct the staff to have another public meeting and leave as is and direct the staff to have another public meeting? Well that's what I before anything moves forward. Well what I was saying is that remember [1:36:00, 1:36:20]: I suggested with the postcard. And that's my thing was when we mail out the first postcard to say this is our implementation date. Here's a town hall meeting. Right. Are you okay? Yeah, yeah. Yeah, go ahead. Go ahead, sir. Well then let me refresh you on your postcard because one of my suggestions about the postcards is why don't we send the postcard? [1:36:20, 1:36:40]: out before we make any decisions at that retreat. That was my that was my statement. Why don't we send any postcards out? And I think that that's that's how you start the process by first of all informing the citizens. So now whatever process, whether it's picking the vendor, whether it's the whether it's procedurally that we're gonna be doing what whatever [1:36:40, 1:36:48]: I don't think that we should do any [1:36:49, 1:37:00]: S something that as important as this to me for the for the for the city of Stockbridge should not have been done at a retreat. It should have been done right here. That's why I'm abstaining from this process. [1:37:01, 1:37:06]: All right. Any more comments? On that note, the motion was made and seconded. Okay. All in favor of the motion? [1:37:09, 1:37:10]: All pose emotion. [1:37:12, 1:37:17]: What is your motion? The motion was to to to rescend what what we [1:37:17, 1:37:34]: My motion is to amend the agenda to add the reconsideration of the vote on the towing contract and all the action items that were stated at the retreat. By doing that? So once again, all no excuse me now. Voting no, the meeting ends. [1:37:36, 1:37:45]: Yeah, under understand. Understand. In those dates, just as long as you don't hold me to that schedule. As long as you understand,'cause it's all in favor of the motion, please indicate. All in favor of the motion. [1:37:45, 1:37:53]: To wait wait wait, okay. Favor favor of the motion to rescind and go back. To put it on agenda to for to right in a sense, yes. I thought we were agreeing to that. [1:37:54, 1:37:59]: No, we just we just we're directing the staff to just hold off on implementation. [1:37:59, 1:38:13]: I wasn't there at that end part. So I I'm abstain. I don't know what I'm saying. From a staff perspective, this is what I think is being asked. In order to separate the vendor from what I need to bring you back. [1:38:14, 1:38:21]: I think what Miss Barber is asking is to reconsider the motion so you can separate those two items for me. [1:38:22, 1:38:26]: So then your vote would be only on the vendor. [1:38:26, 1:38:44]: Then on the rollout, if we want to have a town meeting, those are things that I could bring back to say, here's your implementation strategy. Do you want to talk about that and move that forward? Did I did I say that correctly, Miss Baum? You are correct, Miss Moore. Thank you. [1:38:45, 1:38:54]: Mm-hmm. Oh then If you I'm going I'll s ask in. You got infurther questions, first of all. All right. Okay. All in favor of motion, please indicate. [1:38:55, 1:38:58]: I got two for the motion. All foes. [1:38:59, 1:39:07]: Mayor, let me let me let me say this. Because I thought it was gonna be this was a time of a complete reset. [1:39:08, 1:39:11]: But what I'm hearing now is kinda getting a little convoluted because [1:39:12, 1:39:15]: You saying is not a complete reset. [1:39:15, 1:39:18]: You're saying the only portions of it for is the vendor. [1:39:19, 1:39:34]: is gonna stand and the reset is having meetings. I'm just trying to figure out I thought this was a complete reset. Is that what not what we're not voting on? It is. I I was just trying to thought what she was asking, but y'all can do something different. Okay. So So are we talking about a complete reset? Mayor. I'm just I'm just [1:39:34, 1:39:36]: Mayor. Because I'm for a complete reset. [1:39:37, 1:39:57]: If by complete reset what you mean is unselect a vendor as well, then we're not proposing that. What we're proposing is that you clarify to the extent it needs to be clarified that you are only choosing the vendor and and that the the rest of the rollout would be brought back before the [1:39:57, 1:40:17]: the council. Sir. But then that's where it gets a little the then that's where because I don't even want to choose a vendor unless we're opening this to the public to see. I don't think we should go anywhere outside of this th these walls and vote for a vendor or anything. That shouldn't never happen. Okay. Okay one s one sec, one second. Hold on. I'm gonna go on this way first. [1:40:17, 1:40:35]: No, come back to you. No, go ahead. That's what they kind of get. It was my understanding that delaying this vote, the bids would expire. Is that correct? We've already put it off to the point where if we this doesn't go forward selecting the vendor, we gotta start all over again selecting the tower. [1:40:35, 1:40:39]: That that's correct. Okay. That's now. Map Pro Tem. [1:40:40, 1:40:50]: I was under the impression with the motion it was a total reset. So I think whoever made the motion need to clarify is that the intent of your mayor. [1:40:50, 1:40:52]: Yes, ma'am, go ahead. Okay. [1:40:53, 1:40:54]: My first motion. [1:40:54, 1:40:56]: is to reset [1:40:57, 1:40:58]: To add [1:40:58, 1:41:00]: This reconsideration of the vote. [1:41:00, 1:41:17]: I have a second motion and that is to reconsider the vote on the towing contract. But I want to first vote on reconsidering the vote on the towing company and all the action items first. Once we vote on that. [1:41:17, 1:41:19]: Then I'll make a second motion. [1:41:19, 1:41:25]: Only for the award of the towing contract. That's what I'm trying to do. [1:41:25, 1:41:28]: John not in favor of that. All right. So [1:41:29, 1:41:49]: I have no idea. Right, right. Okay, so otherwise, it so make sure we and that is that's that's what you had down what she said just recently, this is what you had down for the motion. Okay. All right. We're gonna be opposing if there are not any other comments. I'm gonna ask for ask for this approval of the motion to pass this time or or not. [1:41:49, 1:41:55]: Not fast. Okay, re okay can can you restate the motion from what you understand? [1:41:56, 1:41:57]: Yeah. [1:41:58, 1:42:18]: understand the motion is to reconsider. That's not correct. The motion is to amend the agenda to place it on the to reconsider the tolling item that was approved already. Got it. All right. Got it. Hopefully everybody understood that that interpretation amendment [1:42:17, 1:42:24]: [6145.6, 6148.0]: One, two. All posed. [1:42:28, 1:42:29]: Well but [1:42:30, 1:42:39]: Bec be because it's not clear. I I'm in favor of the motion. I'm in favor of the motion. So that amends the agenda. Yeah, three, four. [1:42:40, 1:42:41]: Okay. [1:42:45, 1:42:56]: Yeah, it had to be three uh one. No, no. His vote was no. And and and Blount just abstained. He says abstained. He abstained. [1:42:58, 1:42:59]: Okay. Mayor. [1:43:00, 1:43:02]: Yes. Go right ahead, please. [1:43:04, 1:43:06]: I move that we reconsider the vote. [1:43:06, 1:43:08]: Under towing contract. [1:43:09, 1:43:10]: That occurred during the retreat. [1:43:12, 1:43:16]: All right. So I wanna move to make a motion to reconsider the vote. [1:43:16, 1:43:19]: On the towing, just the award. [1:43:19, 1:43:20]: Uh [1:43:20, 1:43:36]: The towing contract. So y you you're you're reconsidering the vote that occurred and the vote that occurred designated the towing contract and then had some other stuff stated in the motion. And so it's to reconsider that entire vote. [1:43:36, 1:43:38]: All right, there are a second in a motion. [1:43:39, 1:43:41]: The entire thing, everything. [1:43:41, 1:43:42]: Mm. [1:43:42, 1:43:51]: Oh I said, then then presumably you would have an opportunity if it was the will of the council to at least uh approve the vendor. [1:43:51, 1:43:53]: Apps and all that other stuff. [1:43:53, 1:44:02]: Okay. So you s you second that motion now, is that what you're telling me? I second. We can approve the vendor separate. Okay, I second. Okay, is there further discussion? [1:44:04, 1:44:07]: All in favor of the motion, please indicate. [1:44:07, 1:44:08]: One [1:44:08, 1:44:19]: Okay, four, all opposed. Okay, four one. Okay, so now a motion would be in order to approve the vendor that was recommended by council. All right. [1:44:20, 1:44:20]: With [1:44:20, 1:44:27]: I I move I move to approve the vendor that was recommended by council. And that is Swanson Toewing. Swanson Toewing. [1:44:28, 1:44:41]: Okay, is there a second? Second. Is there further discussion? All favor motion, please indicate. All opposed? All sustained. That's it. All substain. That's it. All right, now I need a motion to end our meeting. [1:44:41, 1:44:45]: So move. Say the second. Second. All in favor, please indicate. [1:44:45, 1:44:46]: Good night.
