--- title: Work Session Meeting date: 2022-09-27 source: 2022-09-27_Work_Session_Meeting.wav --- [0:00:00, 0:00:20]: This is the city's portion of the franchise agreement. We have to pay for the relocation of the lighting infrastructure on uh South Lee Street and East Atlanta Road. The city has already signed the Make Ready Agreement with Georgia Power, which put them on notice to start developing the project that we were told when. [0:00:20, 0:00:40]: When we met with them uh that it'll be three to four weeks before they uh relocate the lighting infrastructure, but this is formalizing and authorizing the city to pay their franchise agreement share to Georgia Power for the relocation of the infrastructure. And this is with [0:00:39, 0:00:47]: within the the splash four that was allocated for the Lee Street East Atlanta Road improvements. [0:00:48, 0:01:01]: Uh Councilman Blount. I'd like to approve the two um I'd like to for us to go ahead and approve the uh two hundred five thousand six hundred and eight dollars for the uh re uh relocation agreement for East Atlanta Road. [0:01:02, 0:01:03]: I said. [0:01:03, 0:01:04]: A second. [0:01:05, 0:01:06]: I in a in a discussion [0:01:08, 0:01:08]: I'm sorry. [0:01:09, 0:01:11]: Me, Lakeisha. [0:01:12, 0:01:13]: In a discussion. [0:01:14, 0:01:15]: All in favor? [0:01:18, 0:01:20]: You know, uh okay. [0:01:21, 0:01:25]: Um agenda item [0:01:25, 0:01:26]: Um [0:01:27, 0:01:34]: Oh oh eleven. [0:01:35, 0:01:44]: Yes, thank you. No, it just seemed like we got some other discussion going on and I just wanna make sure that uh that that's not gonna happen on my watch. [0:01:46, 0:01:47]: Okay. [0:01:49, 0:01:58]: All right. Okay. We we're moving on. Um council um Madam Klerk, you was you was saying something? No. [0:02:04, 0:02:05]: Okay, um [0:02:07, 0:02:09]: Presentation. This is a presentation [0:02:10, 0:02:13]: for counsel regarding the agreement with Georgia Power. [0:02:14, 0:02:16]: And the Stanton Electorate. [0:02:17, 0:02:29]: to provide electric charging station at City Hall and the amphitheater installation cost sixty two thousand nine hundred and fifteen provided by Georgia Power presented by [0:02:30, 0:02:33]: Brecker Carter and Deshes Aaron. [0:02:33, 0:02:53]: Yes, Mr. Mayor Pro Tem. Uh I think when during the construction of the amphithe amphitheater, one of the the main items was the installation of electric charging stations. So we're currently having the five stations installed, but like I said, I wasn't on this project when it originally started, but we never formalized [0:02:53, 0:03:09]: the cost for the amp for the uh charging stations. This is for the actual charging stations themselves. The infrastructure is uh provided by Georgia Power and their uh one of their contractors. [0:03:15, 0:03:15]: Mm. [0:03:17, 0:03:26]: In uh in in addition though No, I w I was gonna say that the the sixty two thousand is nothing that we're paying out. That's the cost is coming from Georgia Powell. [0:03:26, 0:03:27]: Um [0:03:27, 0:03:47]: As you know, states and local governments and other entities were given monies to look at charging stations and sustainability and all of that stuff. So the Public Safety Commission, I think, got like five billion dollars and they've now allotted those money through Georgia Power, who is our power provider in the city of Stockbridge. [0:03:48, 0:03:49]: Um [0:03:49, 0:03:52]: to allow for us to work on this project with Georgia Powell. [0:03:53, 0:04:13]: Um so we will get those charging stations at no cost. The city's not putting up any cost whatsoever. Um as it relates to this, it's an opportunity for us to actually make some money. Well, there is a cost associated with it. Um it does not exceed twelve thousand dollars a year, fourteen thousand dollars a year, um, and that's just to pay for the operation. [0:04:13, 0:04:28]: and maintenance, but we will also get revenue because if we charge for fueling anything above whatever that rate is, and we'll work with Georgia Power to determine that, that's how we gain revenue. So it actually is a g revenue gain for the city as well, potentially. [0:04:30, 0:04:40]: And we see it as a good fit. It hits that goal that we talked about during our strategic plan about being sustainable. And this is one of those goals and this is one way for us to be able to achieve that sustainability. [0:04:41, 0:05:01]: I mean, that's good and awesome. I definitely um I'm definitely uh you know, we we're definitely going coming into the uh coming to our own with what we need to do in the city. I just wish that in the future we would put that item in uh presentation since there's really no uh no nothing needed from council on this other than l uh awareness, right? Right. And I and [0:05:01, 0:05:21]: And that's why it was changed to a presentation because ultimately the you know, the the cost didn't exceed whatever the authorization was for us to be able to do it, um, administratively, but you know, we we understood that someone was gonna ask a question, What's going on over there in the parking lot? They're putting in those charging stations. Georgia Power's paying sixty two thousand for it, Stanton Electric is putting it in. [0:05:22, 0:05:25]: I I don't have just one concern, I'll make it real brief. [0:05:25, 0:05:25]: Okay. [0:05:26, 0:05:27]: The location. [0:05:27, 0:05:32]: What went into deciding that particular location. And my concern is [0:05:32, 0:05:34]: Eliminating [0:05:35, 0:05:36]: Parking spaces [0:05:37, 0:05:50]: when we actually need those parking space in that location. But and I just wanted to throw that out. It's right there. [0:05:50, 0:05:53]: And that was the reason why without having to dig up to put [0:05:53, 0:05:59]: put it somewhere else. Okay. That was the reason why we would have had to destroy landscaping and some other stuff to [0:06:00, 0:06:01]: Drudge [0:06:01, 0:06:06]: and get power from another source. But if you look, there's a transformer sitting right over from [0:06:06, 0:06:09]: From this and they're piggybacking off of that. Okay. [0:06:09, 0:06:11]: Uh any other questions, concerns? [0:06:13, 0:06:26]: Well we'll be getting those spaces back, if you will, Mayor Petit. We'll be getting those spaces back with the completion on Lee Street. And that project does it. Plus you also gotta realize if someone, you know, hopefully I'm gonna be one that's gonna own an electric vehicle. [0:06:27, 0:06:31]: Um at our city hall in East Point, we had four charging stations. [0:06:31, 0:06:35]: Not that everybody who had a electron car parked in it. [0:06:35, 0:06:50]: 'Cause people did violate d did it. So um but it at least allow for those folks who have those Teslas and and some of the new electric vehicles that you see coming online will be able to come in, park, charge, go into the amphitheater, enjoy themselves, unplug and leave. [0:06:51, 0:07:06]: Okay, now this is a presentation so we don't need to take any action. Okay, any other questions, concerns on this item? Uh we we have we did motion to uh agenda item in executive session. I would run through [0:07:06, 0:07:15]: the mayor's comments uh as quick as I can and we'll go to executive session. Um [0:07:18, 0:07:31]: Time to look at the time. Okay. Um any any issues, any concerns before I run through these? Okay. Um City Council meeting the second month of each month, City Hall.
