[0:06:42, 0:06:42]: You're welcome. [0:06:48, 0:06:49]: How are you? [0:07:03, 0:07:04]: Yeah, on your bottom. [0:07:33, 0:07:34]: You're doing too much. [0:07:35, 0:07:47]: Madam Clerk, good? Okay. All right, ladies and gentlemen, I'd like to call this um council meeting June Monday, June, July 8th, to order. We got roughly five minutes after our six. [0:08:10, 0:08:18]: That we take the campaign correct to log the objectives that this reunion has into. [0:08:19, 0:08:20]: Guide us tonight. [0:08:34, 0:08:34]: Yeah. [0:08:35, 0:08:47]: I pledge allegiance to the flag of the United States of North America and to the public for which stands one nation and God indivisible in the liberty of justice. [0:08:50, 0:08:51]: Ma'am, Clerk Roll Call, please. [0:08:55, 0:08:58]: Councilman Thomas. Present. Mayor Pro Tem Blount. [0:08:59, 0:09:17]: Madam Clerk, Mayor Pro Tem Blount wanted me to know that let you know that he had a prior engagement to attend. Let the record reflect Mayor Pro Tem Blount is not in attendance. Mayor Ford. Present. Councilwoman Gantt? Present. Councilman Alexander. Present. Councilwoman Robinson. Present. Mayor Ford, you have a quorum. Thank you, Madam Clerk. [0:09:17, 0:09:18]: Um [0:09:18, 0:09:22]: Council, I need a motion to adopt uh to approve the agenda. I'm sorry. So move. [0:09:22, 0:09:26]: Is there a second? A second. All right. All in favor, please indicate. [0:09:27, 0:09:28]: Thank you very much. [0:09:28, 0:09:39]: We have a I need a motion to adopt the minutes of the following meetings, which would be uh the council meeting on on May thir excuse me, May thirteenth and the council work session on on uh May twenty-eighth. [0:09:40, 0:09:44]: It's in your book. If the lesser uh lesser any changes or if not any changes, then [0:09:44, 0:09:48]: And once again I need a motion to approve them, please. So moved. Is there a second? [0:09:48, 0:09:49]: Second. [0:09:49, 0:09:50]: All in favour, please indicate. [0:09:51, 0:09:52]: Thank you very much. [0:09:53, 0:09:57]: What's next actually is cu uh public comments and what I wanna make sure that everybody knows that [0:09:57, 0:10:17]: When you make public comments, your name and address need to be known for the record. Speakers must respect all members of the elected body, officials, and staff. Defamation and unruliness or swearing will be not tolerated while meetings are in session. And that includes myself, the actual counsel, and the staff as well. We have to follow those particular rules. On that note, Madam Clerk, do we have any public comments? [0:10:17, 0:10:24]: Comments. Yes, Mrs. Catherine Gilbert. Okay, thank you very much. Ms. Gilbert, please come forward. [0:10:25, 0:10:25]: Mm. [0:10:26, 0:10:27]: It just opened. [0:10:29, 0:10:32]: Which one? This one? Yeah, that one that was that one should be fine. [0:10:32, 0:10:50]: Mayor Council, my name is Catherine Gilbert. I live at one twenty Willowhill Lane in Stockbridge. Uh I would like to, in public comments, address the issue of police services in the city of Stockbridge. I have been very vocal in saying I am not in favor of the city. [0:10:50, 0:11:10]: having its own police department, because I believe it results in a duplication of administrative costs that could better be put to working with Henry County Police Department to get better coverage, police coverage for the city. I recently saw in some media somewhere, I'm not sure where [0:11:10, 0:11:24]: that some one of you, and I'm not sure which one of you, stated that Henry County Commission has denied the uh Henry County Police Department the permission to handle city [0:11:25, 0:11:30]: Codes that is not a fact. The county commission did not decide that. [0:11:31, 0:11:40]: That is something that is standard when a county police department is working with municipalities. I understand that you do not yet have [0:11:40, 0:11:47]: An SDS shared service delivery strategy agreement with Henry County Police. [0:11:47, 0:12:00]: That was once upon a time code enforcement or or count city codes were covered by Henry County Police when I served on the council. And it was because we had an SDS agreement. [0:12:00, 0:12:13]: Now I I think you guys need to grow up a little bit and I think you need to negotiate in good faith with Henry County so that we have an SDS agreement that will allow for the city to be covered. [0:12:13, 0:12:17]: City codes to be covered by Henry County Police. [0:12:17, 0:12:37]: Thank you very much. And and so you know, Ms. Gilbert, and our and uh listening audience and folks that are here, uh since in a sense the individuals are supposed to address me in this aspect, I will let you know that yes, you're right, we do not have a signed SDS agreement this time. That is being worked out with a city manager along with the other uh particular uh city managers and a and the county manager. So we're we're working through that process. [0:12:37, 0:12:57]: process. Um the aspect I'm not sure exactly who or whatever media you saw in reference to the fact that uh about the the city uh having a police department obviously is something that we would probably discuss as years go on. I I would we'll have to see. You're you're actually one individual, one opinion. We would have to bring that forward. If the if the elected body wants to bring that [0:12:57, 0:13:17]: That forward, we have to make sure that we include the entire city, have plenty of town halls or recognition to see what the rest of the city has to say on that in that aspect. That's something that probably will happen maybe if maybe a few years from now. Who knows? But the point of it is right now we have to work through an SDS process. Now, at this time, I'd like to defer. I don't know whether or not you want how you want to answer, I'd like to defer to our city manager. [0:13:17, 0:13:19]: manager who's working through that process is this time. [0:13:23, 0:13:35]: point, uh Mr. Mayor, at this point since we're at a place where there are some legal implications of the status of SDS, I don't think it would be proper for me to comment specifically about that at this point. Okay. Good deal. So be it. [0:13:36, 0:13:38]: Thank you very much. Any other comments, uh public comments, uh [0:13:39, 0:13:39]: Yes, one. [0:13:40, 0:13:40]: Yes ma'am yes ma'am. [0:13:42, 0:13:43]: Juwetti McNeil. [0:13:43, 0:13:45]: Ms. McNeil? Okay. [0:13:51, 0:14:11]: Good evening. My name is Joetti McNeil with 638 Highway 138 West Stockbridge, Georgia. Okay. I am here representing YM Hospitality Incorporated, more specifically Holiday Inn Stockbridge, Georgia, for the Stockbridge Beautification Project. So um we offer a four-star hotel, which everyone [0:14:11, 0:14:31]: I think is familiar with the holiday party every year. And so with the quality product, of course, we we need the beautification around it. So oftentimes when the visitors to Stockbridge who spend the money here get off on the exit, they do make comments to us, we love your hotel, but when we got off the exit, we really weren't sure where we were. It just does it, it's not inviting. [0:14:31, 0:14:33]: needs more car carb appeal. [0:14:33, 0:14:53]: So that's what we're here. I'm representing the local business to say, you know, we would really like um to have the beautification project in place um for cutting the grass and hopefully seeing some nice colorful flowers when you get off the exit. It's pretty much like if when you go to Florida, you know you're in Florida, you feel welcome. So like we're all taught to go for a job interview, of course. [0:14:53, 0:15:05]: You want to look your best because the first impression is a lasting impression. So it's more about the visitor dollars coming to Stockbridge and this will certainly help um with that and the businesses who are supporting that as well. [0:15:05, 0:15:11]: Thank you for the comments. It's actually on the agenda for us discussed this evening. Fantastic. Okay. Thank you. Thank you. Any other comments? [0:15:14, 0:15:16]: Kenneth Wilson. Mr. Wilson. [0:15:28, 0:15:45]: Hello, my name is Kenneth Wilson, 361 Vista Creek Drives, Monarch Village, Stockbridge, Georgia. I want to thank the council again for your support of the Stockbridge Music and Arts program, largest summer music and arts program in the Southeast. This year we had close to 300 registered. [0:15:45, 0:16:05]: Changed the name from the Henry County Summer Music and Arts program to the Stockbridge Music and Arts Program. Just because I'm proud to be a resident of Stockbridge. I've been here for 16 years, bought my first home here. Um, have donated to the local school districts here and in Clayton County. I come and pretty much say the same thing most times, but I'm excited about it and I wanted to just come and just [0:16:05, 0:16:25]: Mentioned that several years ago we were talking about putting up to putting together the Youth and Arts Center. Have been keeping up and seeing that this is moving forward now, and I'm I'm excited about that. [0:16:25, 0:16:45]: Cultural Arts Center for the Kids actually goes into the write-up for the SPLOS so that we can make sure that it happens. I've been wanting to see this for 10 years for the kids, and I do think that we are close enough now. And I think at least from a standpoint of when I get a chance to stand, I talk to anybody who's who's interested in helping the youth. My number's always open and available to anyone. [0:16:44, 0:17:04]: That wants to see something happen. And like I said, I thank you guys for your support. I know there are a lot of things you guys are working through, but I do appreciate the fact that when it comes to the youth, there seems to be some consensus. So I do definitely want to um enlist the community and ask you guys as well too to make sure that we push to get the cultural stuff for the youth put into the splash so that we can make sure that it happens this time. Thank you guys so much for your time. [0:17:04, 0:17:15]: There are no further comments. Okay, thank you. Appreciate it. Ladies and gentlemen, earlier this evening, uh before the official start of our meeting here, we had a ceremonial type of review. [0:17:16, 0:17:26]: or ceremony actually going on for several different uh swearing in. So what I did is that I was able to swear in six new members of the youth council advisory committee that which are now currently in their [0:17:26, 0:17:30]: in their first meeting and right downstairs with the new members. [0:17:30, 0:17:48]: And so uh we've got that going in that aspect. Uh recognize new businesses in the city limits to stop very small businesses. Of course we're small business friendly, so we want to welcome all those small businesses and encourage uh other small businesses to get started within the community as well. And then also recognize individuals that participated in the first economic summit. [0:17:49, 0:18:09]: That was held uh middle of last month, and I I did this along in a partnership with Henry County Women in Business, which was recognized. And Mr. Sylvester Ford uh was also here uh to receive his recognition by being a panelist with that as well. Um so I believe that is it on the ceremonial uh bit there. On that note. [0:18:09, 0:18:16]: Note. Um, I'd like to move on to a presentation. We have a 2019 election update, County Splash municipal election. Miss Tina Lunsford, please. [0:18:30, 0:18:32]: [1121.4, 1127.0]: Good evening, Mayor Council. Evening. Thank you for allowing us the opportunity to come and give you all an elections update. [0:18:49, 0:18:50]: Just get it the next one. [0:18:51, 0:18:54]: So just give you a little bit of background um information. [0:18:55, 0:19:05]: This is an odd number year and so Code Section 21-2-9C, all general municipal elections are held in odd numbered years. [0:19:05, 0:19:11]: Even number years, you have your county, state and federal, this being an odd number year, municipal elections. Um [0:19:11, 0:19:12]: Our priority. [0:19:13, 0:19:20]: And then twenty-one dash two-two sixty-five just states the municipalities still select the polling locations for the precinct. [0:19:20, 0:19:23]: Right now the city of Stockbridge has one precinct. [0:19:24, 0:19:31]: Um as of this morning, and of course this will change, you have almost twenty four thousand registered voters in the city of Stockbridge. [0:19:31, 0:19:33]: So that is quite large. [0:19:33, 0:19:37]: You actually have the most in Henry County of the cities, the four cities. I'll stand. [0:19:39, 0:19:52]: Um up there is a map and it shows you the city limit lines that we have for the city of Stallbridge. And we've also got some of the county polling locations that are on there. If you'll notice you all um your city [0:19:53, 0:19:57]: Voters are in nine of the county polling locations. [0:19:58, 0:20:01]: Of those nine polling locations [0:20:02, 0:20:06]: Five of those are actually outside the city precinct. [0:20:11, 0:20:25]: Right now, also and this is just for your information, the city of Stockbridge actually shares a polling location with the City of McDonough. What that means is there are registered voters for the city of Stockbridge and the City of McDonough that share one county polling location. [0:20:28, 0:20:36]: And because of this being an odd-numbered year and the county having this lost election, that means on election day, voters will have to go to two polling locations. [0:20:37, 0:20:38]: They will have to go to their city. [0:20:39, 0:20:45]: polling location to vote their municipal ballot, then they will have to go to their county polling location. [0:20:45, 0:20:51]: to vote for the SPLOSS referendum and any other county issues that may be on that ballot. [0:20:53, 0:21:08]: Right now we are trying to spread the word about that information. Um we have reached out to um the county's communication office to help us come up with some outreach efforts. Um we have sent a copy of the public service announcement. [0:21:09, 0:21:21]: Um to the city clerks. Um, we are gonna ask that if you all could just put it on your utility bills, put it on the website, just something to let the voters realize that on election day, November 5th. [0:21:21, 0:21:24]: They will have to go to two polling locations. [0:21:24, 0:21:31]: If they if the voter chooses to utilize early voting, they can do both ballots at the same early voting location. [0:21:32, 0:21:34]: And there are three weeks of early voting. [0:21:35, 0:21:39]: So as much as we can, we would love for everyone to utilize the early voting. [0:21:40, 0:21:47]: Um we've reached out to over 200 local churches and asked them to please um put the information out. [0:21:48, 0:22:02]: Uh just to help us spread the word to any voters. Um is the local TV station is gonna do um a segment. The new voice is agreed to do a segment, moving Henry forward, Henry County Times is actually gonna do an editorial. [0:22:03, 0:22:04]: On the Chip Holly locations. [0:22:05, 0:22:11]: Um the school has agreed the board of education has agreed to put a flyer into the back to school packets. [0:22:12, 0:22:14]: So that parents can be aware of that information also. [0:22:15, 0:22:19]: Um the tax commissioner has agreed to put it in the newsletter and on the website. [0:22:20, 0:22:30]: Uh the senior centers is actually gonna put it into their newsletter. The Water Authority has agreed to put it on in the newsletter that goes out into the water bills and on their website. [0:22:30, 0:22:44]: Um, we've contacted the local medias, we've contacted Channel 2, Channel Um WSB, Fox, 46. We have tried just about every avenue that we can to get the word out. And so that we're asking the cities to please join in those efforts. [0:22:46, 0:22:53]: Um our recommendations going forward is based on your population of registered voters. [0:22:53, 0:22:57]: We would like to see the city actually create additional [0:22:58, 0:23:02]: Um polling locations and by doing that you would need to um [0:23:03, 0:23:05]: create some different precincts. [0:23:05, 0:23:06]: Um [0:23:07, 0:23:12]: And we suggest you start on that now and get ready for the twenty twenty one election cycle. [0:23:14, 0:23:22]: Um d d with House Bill three sixteen it made a difference where you cannot now change polling places sixty days before an election. [0:23:22, 0:23:30]: So logistically it would be very difficult to do it prior to this November. So that we urge you all to please consider doing that for 2021. [0:23:33, 0:23:34]: And that's what we have. [0:23:34, 0:23:53]: Okay. Uh my f first question is that you said in reference to another holding place, another precinct I guess it is, and it's kinda tight right now for this election cycle, you said twenty twenty one, but there is a uh maybe uh maybe same on me here, but there is election in twenty twenty. It's not a local election, but it's going to be a national election. [0:23:53, 0:23:59]: That does not uh that that does not play into this request or requirement. Okay. It does not. [0:23:59, 0:24:19]: Okay. Because again in even years, those are your federal standing county. Okay. Election. All right. Council, you have some questions? Yes. Go right in, please. Uh thank you for that excellent presentation, Miss Lunsford. We appreciate everything that you all do down at the uh elections office. So make sure that our and our voter turnout being what it is. [0:24:19, 0:24:39]: It is. Those numbers, um, the height those numbers are incredible. I think we had like almost 78, 79% uh in a previous election, which uh people would die for those numbers. So getting the word out is something that you're doing. Uh I something that I've I have often talked about is adding [0:24:39, 0:24:59]: other precincts uh to uh the municipal elections because it's not fair to all of the city uh that you have to come to one location which is here in the city which now I guess is a municipal court instead of having precincts all over um was there something that you could put together for us [0:24:59, 0:25:05]: So that we could take a look at that and have we completely missed the cutoff time or is that still a possibility? [0:25:05, 0:25:14]: That's actually something that you would work with your local GIS at the state reapportionment office um as well as your city attorney. Um because you're going to have to develop [0:25:14, 0:25:17]: where you want your precinct lines to be. [0:25:17, 0:25:20]: Um and that is something our office just does not do. [0:25:21, 0:25:35]: Okay, is there a peri are we piss missed the cutoff period at this point? Or is they have You have not, but logistically um it would be tight. It would be very tight. Okay. All right. And then um okay. [0:25:37, 0:25:57]: Okay, in terms of and this is another question that I've always wondered, is that like the municipal elections, is that a state law, or is that just they need to be on the off years? Because when we had an election here in the city and we had elected a mayor because we had uh shifted it, those elections, the results were four thousand. [0:25:57, 0:26:07]: thousand votes versus seven or eight hundred votes. Is there something that mandates that or is it possible for those elections to be moved uh to that? So it's it's not. [0:26:07, 0:26:16]: No, the code section says yeah, it lays out when municipal elections are and when your county, state and federal are. And municipal are odd years. [0:26:16, 0:26:17]: All right, thank you. [0:26:18, 0:26:19]: Council, any other questions at all? [0:26:21, 0:26:36]: Thank you, Ms. Lunsford. I appreciate it. Appreciate your presentation. Thank you very much. Yes, ma'am, I'm sorry. One of the things I know that Tina mentioned that uh as far as us getting the word out, we have uh this flyers we put together, this is out in our lobby. And I would ask that everybody pick this up on your way out. [0:26:37, 0:26:57]: Okay. It has information about the polling locations that's changed and the information that was spoken to about if you don't vote early, you're gonna have to go to two places. Okay, thank you. So we're gonna encourage early voting. Okay, good deal. Thank you very much. Very good point. Thank you for that. Old business number four update downtown parking signage alleyway breezeway projects. Mr. Nightingale. [0:26:57, 0:26:57]: Please. [0:26:59, 0:27:10]: Uh Ms. Moore is going to set the stage first and I'll make some comments uh during the course of her presentation or just thereafter. Okay, good deal. Thank you. Ms. Moore, please. Yes, one moment. [0:27:23, 0:27:31]: Good afternoon, Mayor and Council. Good afternoon. Uh we're going to address this item in two parts. As you know, you requested that staff [0:27:31, 0:27:35]: Do an evaluation of the parking situation along Main Street. [0:27:35, 0:27:55]: Staff did such, and we submitted to you last week a copy of staff recommendations. So first we're going to address the parking issues along Main Street, and then we will address funding for the Breeze Wait and Alley project. Uh in the memo that we sent you, there are currently 42 parking spaces that exist along MLK. [0:27:55, 0:28:15]: K Heritage Trail to accommodate eight storefront buildings for 15 businesses and the Ted Strickland Community Center. Based on the building and parking codes for the city of Stockbridge, this is what's required. There's 1.5 parking spaces per building of business, which equals eight. That's for non-assembly. [0:28:15, 0:28:18]: Salons less than a thousand square feet get two. [0:28:19, 0:28:22]: Taverns which is less than a thousand square feet equals three. [0:28:23, 0:28:43]: And based on the Ted Strickland, based on the 35 per thousand square feet, they would need 60. So there's a total required of 73 parking spaces, meaning that if the Ted Strickland had an event and all of the businesses needed customers, there would be a need for 73 parking spaces. [0:28:43, 0:28:49]: Based on that, uh, we feel that we're in pretty good shape based on the following. [0:28:50, 0:29:08]: As staff pointed out to you, the city will begin utilizing 27 additional spaces. As you know, uh there was a parking ride that sits right across from as you come down MLK. Well, after our conversations with uh G Dot and Greta. [0:29:09, 0:29:16]: Neither one of them say that it actually belongs to them. And apparently, some time ago, they think that when the bridge was being built, [0:29:17, 0:29:37]: Back in the 80s, there was a parking rights sign put there, but it's not parking rights. So both of them recommended that we continue to use that space for parking. That gives us an additional 27 parking spaces. So the current parking of 42, an additional 27. [0:29:36, 0:29:56]: That gives us a total of 69. Understanding that there were some additional concerns about even having more than enough parking spaces, staff also included some additional parking spaces as it relates to the tearing down of the police building, as well as using the additional. [0:29:56, 0:30:16]: Additional parking space that's adjacent to Norfolk, the railroad. And so in that, we will actually pick up an additional 10 spaces from right across in the gravel area. We map that out. You'd pick up 10. And then with the tearing down of the police station, you would then pick up a [0:30:16, 0:30:35]: Another additional anywhere from 50 to 70 parking spaces. So at the end of the day, you would have 100 and something parking spaces, and we think that 100 and something parking spaces is more than adequate to accommodate the folks at Tet Strickland as well as the businesses. It doubles. [0:30:35, 0:30:46]: the parking spacing needed in order to accommodate full activity at TED and more than enough for the businesses along MLK. [0:30:47, 0:31:07]: In our recommendations, uh, we've given you the following. Uh, the staff recommends the removal of the parking right signage and replace it with signage indicating downtown parking. That's for the additional 27. With the demolition of the existing police station that will yield from 50 to 75 additional spaces, we recommend that. [0:31:07, 0:31:27]: That be done with crush and run or asphalt to give us those additional 50 to 75 spaces. In reference to signage and parking hours, staff believes that seven the installation of seven restricted parking signs, and we've talked to the businesses that are there, they're okay with the signs being [0:31:27, 0:31:47]: Located on the Norfolk side, and those signs will preclude parking. It will be restricted from 8 a.m. to 5 p.m. Monday through Saturdays for 30 minutes. And there's 30-minute time spans, and those will be reserved parkings that will be restricted. Um, we believe that the monitoring of this can be [0:31:47, 0:32:07]: Done once the towing company has been brought on board, that they can monitor this to make sure that the 30 minutes is not violated. We believe that directional signage should be placed around the entire area so that folks that are parking at the TED will be aware that they can use the parking at the top of the hill, more so to use the parking back. [0:32:07, 0:32:27]: Behind the TED Strickland, which will be from 50 to 75 spaces. So that when you come for the TED, the first place that you should park is behind the TED, which is from 50 to 75 spaces. And so therefore, we recommend that the signage should be placed around that area so that everyone can see where to go. The implementation date, we've [0:32:27, 0:32:47]: We've already cost out the signs for the seven restricted signs. So we've got with public works, and we're in the process of getting those signs ordered. So the signage for those should go up rather quickly. That is the seven signs that speak to a time of 30 minutes, and then sign that designate that they're city parking at the 27th. [0:32:47, 0:33:07]: The part that deals with the asphalt and all of that, that's probably going to take 30 to 45 days for that to be done. And so we figure that by the end of August, all of that should be asphalt or crush and run, should be striped, that allows people to use the 50 to 75 parking spaces behind that building. [0:33:07, 0:33:27]: And again, that gives us 69 plus 70, which is 130 to 150 parking spaces. And what is actually needed to accommodate everyone at this point in time is 69. So we believe that based on those recommendations, we will more than adequately address the parking needs and concern for those. [0:33:26, 0:33:46]: Businesses and for folks who hold events at the Ted Strickland. Before I go into the portion that deals with the funding for the uh Breezeway project, are there any questions regarding the parking? Yeah, I got a couple real quick. Norfolk Southern, do we have to do anything with them for those 10 additional spots? You know, I reached out to them uh and [0:33:46, 0:33:56]: And the representative that I talked to, as long as you're not paving, as long as you're not striping, as long as you're not disturbing their property, uh for someone to park there is fine. [0:33:56, 0:34:16]: And once the police station the old police station is is down, crush and run or or uh uh pavement, or not pavement, and black asphalt, blacktop, you still you need our approval obviously on that. Well what we have to do is get a cost. Okay. Uh there's a difference between crush and run and asphalt. Right. We just wanted you to know that based on our recommendation that it shouldn't be grass. [0:34:16, 0:34:28]: that you need to provide some type of service and that needs to be either crusher on an asphalt and then we can bring you back what that cost will be and then you can direct us in terms of which one you want to, how you want to suspend it. [0:34:29, 0:34:38]: Have any idea when you might be able to get that back to us? Uh by your next meeting. We should have a cost assessment on that. Sir. You c uh well that was I'm going here first. Go right ahead. [0:34:39, 0:34:45]: I really wanted to wait until your complete uh presentation and Mr. Nine, but I will say at this point that [0:34:45, 0:34:50]: You for me and I've sp spoken about this as for being proactive. [0:34:50, 0:35:10]: I I just wanted to assure all of the businesses that we are looking at the issue of parking. And at our last meeting we talked about the demolition of the old police station. Uh and that whole project uh for Berk Street, being proactive, trying to develop our downtown, that is the lane that I wanted. [0:35:10, 0:35:13]: to be in. I I hate for business owners to come. [0:35:14, 0:35:34]: And and we are trying to react to that. I just want us to be proactive and doing what we need to do. So I did see the pictures of the old station coming down, which I thought was great. So all I'm just saying to staff and to council, let's be proactive. You know, we've decided that we wanted to create a a a better downtown. Let just move. [0:35:34, 0:35:34]: Forward. [0:35:35, 0:35:36]: Councilman Alexander, please. [0:35:36, 0:35:56]: Uh yes, sir. I I concur with Councilman Thomas. Those are excellent remarks. And that's exactly what we want to do. We want to be very proactive uh in the downtown area, moving the entire RSBP program ahead. Uh my point is this. I don't I I don't wanna see a proposal with any crush and run. Whatever we wanna do [0:35:56, 0:36:16]: We want to do it in a first class fashion, as along with the alleyway project. If we're going to do it, let's do it right, let's get it done, let's get it paved properly, and let's get it strip line signed and put sign um striped with signs up in appropriate fashion so we're delivering a best in class service. [0:36:16, 0:36:19]: Service. [0:36:20, 0:36:26]: I just want to add councilman as and I just want to remind council that you know that all of this is temporary. [0:36:26, 0:36:32]: Uh, I know you want to do it first class, but is if you remember, Burt Street is supposed to go vertical. [0:36:32, 0:36:52]: All of that is supposed to be your downtown. And so where we're putting asphalt, we hope to have five-story buildings. The alleyway that will be there is only, and I I speak to this in a recommendation, the alleyway is for unloading so that you won't have front loading in the front of the buildings. But I do want to emphasize. [0:36:52, 0:37:12]: Emphasize again that this is only temporary until we go vertical with our with our buildings. Any other comments from this side, please? Yes, thank you. Um I guess my concern, I guess we need to plan for the future. Um if we're going vertical, um we need to look at other options. Um if there's a parking deck, something we just [0:37:12, 0:37:22]: just need to um like councilman Thomas said, we need to be proactive just to see because we're growing, excuse me, we're growing and we need to be proactive. [0:37:22, 0:37:24]: Um to ensure that um [0:37:24, 0:37:30]: we have everything in place.'Cause even like you're saying crush and run, that's when you was like, No, that is temporary but [0:37:30, 0:37:42]: Um we need to just look at that. Um, is that in our plan, the RSV plan? Yes, ma'am, I I wanted to say y I mean councillors talking about being proactive. Remember, you approve a comprehensive land use plan in a RSV P plan. [0:37:42, 0:37:54]: That is about as proactive as you can get. Uh what I would say to council is that remember, once you assemble property and somebody comes in to build it, it is theirs to build. [0:37:54, 0:38:14]: What we condition is the number of floors, the density, the facade, what it looks like. But if I come in and I buy all of Burke Street, I bought it. What I'm required to do is to build it according to your RSV plan that would talk about your design standards, your planning conditions. [0:38:14, 0:38:33]: That talks about your density, those things is what governs it. So I don't want you to think that you haven't been proactive. You've been very proactive in the sense that you adopted two major plans that you submitted to the state that are in process. So we we've got the things in process. Now it's about the property being assembled. [0:38:34, 0:38:37]: Symboled, somebody coming in and building it and and going vertical. [0:38:38, 0:38:56]: Go ready, please. Uh Mrs. Moore, I d I do wanna concur and I do agree um that there is a plan and and we don't wanna jump the gun because as you stated, uh there are potential developers that will come in on that side of the street. And I and I guess what we're sort of saying. [0:38:57, 0:38:59]: The things that we can do. [0:39:00, 0:39:06]: that does not infringe upon the potential and the future growth. [0:39:06, 0:39:26]: Let's just be proactive about those things. But I do concur with you is that there is a plan in place and we have to allow developers and future owners and tenants to have that freedom to do what they need to do for that business. So so I concur with that. Right. Any other questions, thoughts from the side? Mayor. Go right ahead, please. [0:39:26, 0:39:46]: Thank you. Ms. Moore, thank you for that wonderful presentation and discussion on this. Um I agree that we do need to plan out and consider that we do have developers. I'm excited that we are and I thank staff for working um to get us extra parking spaces in the downtown area and putting [0:39:46, 0:40:06]: the timing spaces there, I think that would be that's phenomenal. Um and I'm sure our business owners would be excited about that. Um I also, if you think about it, a lot of people aren't even aware that when you talk about parking decks, you talk about development and just just an idea of cost. Behind the scenes, we're looking [0:40:06, 0:40:15]: At cost, and we're looking at budgets, and you have to do things in a particular order. Um, a parking space, one parking space for a [0:40:16, 0:40:21]: for a parking garage is estimated twenty thousand dollars. [0:40:22, 0:40:23]: That's one space. [0:40:23, 0:40:28]: In a garage. And that's just to give you a a broad broad spectrum on [0:40:28, 0:40:38]: every single thing that we do, we cer research, study. And I just wanna thank the staff for working diligently on getting this done. [0:40:39, 0:40:55]: Thank you. Okay, thank you for your presentation. Yes, ma'am? I was gonna go into phase two if there was no more questions. I'm sorry. Phase two. Go right, please. Phase two dealt with the cost of the alleyway. Uh Mr. Nighton sent you guys a copy of the possible expenditures in terms of what that would cost, and I will let him speak to that. [0:40:56, 0:41:16]: Um before you a a proposed cost of uh parking improvements um the concept plan down in the Burke Street area. Um as you can see the overall estimated cost is about two hundred and ninety-two thousand dollars. Uh the last meeting you had authorized up to three hundred and fifty thousand dollars. And I will briefly [0:41:16, 0:41:36]: Briefly go over some of the things that are part of the improvement, not only an alleyway, but also some parking areas and also some stormwater uh improvements, which are very, very key and important for this area uh for now and in the future. So all of those would be a part of the proposal that is uh before you. Um, I'm gonna do that. [0:41:36, 0:41:55]: Sanitary sewer and potable water system improvements, stormwater system improvements, fire protection, all of those things are part of this overall proposal. And one of the things that I I do want to mention is we certainly have a great appreciation for the businesses that are currently there uh on Main Street who provide such a great service to the citizens and who support [0:41:56, 0:42:16]: um uh the city in various ways. And so this project we think will uh enhance um those business opportunities and also help uh to bridge the gap for the future of the types of developments that we want to see downtown. And so this, along with the Breezeway uh concept, is what uh has been proposed. [0:42:16, 0:42:36]: Again, you had authorized up to$350,000 with a look at certain funding sources of how that would happen. And we're looking at those, and we actually we may be able to have some spLOSS funds, current SPLOST funds that we may be able to be able to use for a portion of this, for the majority of this even. And so [0:42:36, 0:42:44]: So we are working through that right now and we will begin in earnest uh to to move this project forward as you have directed us to do. [0:42:45, 0:43:05]: Thank you. And any question from Ms. Knight in reference to this? No. Good? You good? You got to do that? Just one. In terms of um what we're doing, thank you. That was excellent presentation, Ms. Moore and Mr. Knight. Well thought out. I just wanna make sure that like Councilman Thomas said, being proactive. We start talking about this process in [0:43:05, 0:43:25]: 2016. It's 2019 now. I just want to make sure that we stay on time, that we get the project done, that we get some shovels in the ground, and that we move it forward. And then I want to say in addition to that, we do not now as part of this program, I don't want to count those spaces. [0:43:25, 0:43:45]: Over there by the railroad tracks because they're not paved. They're on technically their own north or southern property, I guess. And not is that city property or is it ours? But we got people parking on dirt. We're raising the standard here. So I don't even want to include that in what our estimate is. That's I guess emergency, or what I'm not even sure if we have permission. [0:43:45, 0:43:46]: [2627.3, 2628.0]: Yeah. [0:43:48, 0:43:52]: I would rather have written relationship from locals. [0:43:52, 0:44:07]: Right. So and now I d I don't even want to count those spaces because it's not where where we're trying to go to. But c keep I just want to make sure that we stay on the timetable and that this happens in an expeditious fashion. That still gives you a hundred and thirty. Thank you. [0:44:08, 0:44:15]: Thank you. Okay. On that note, I believe uh you're done in that particular presentation, but what's up next is on street parking, which is [0:44:15, 0:44:17]: Ms. Moore, please. [0:44:23, 0:44:32]: Uh what I gave to Mayor and Council was um a update on the On Street parking just to give some idea of where we are. [0:44:33, 0:44:53]: As you know, uh we initially prepared the RAFQ uh to go out for towing services, and so that deadline actually closed the end of June. So we're in the process of reviewing those applications, and this is the time schedule, the new time schedule in which staff hopes to have the towing company on board. [0:44:53, 0:45:00]: With time for warnings, citations, and full implementation. [0:45:03, 0:45:07]: Okay. Any questions for Ms. Moore, folks? Mr. Mayor. Yeah, go right here, sir. [0:45:07, 0:45:22]: Uh Mrs. Moore, thank you. Um I just wanna speak for a couple of um subdivisions. I have received several calls from subdivision asking for update and uh I know you spoke to one this afternoon and hopefully [0:45:22, 0:45:26]: Uh this information going out because I know in some of the homeowns association [0:45:27, 0:45:30]: uh questions are being asked of the president. [0:45:30, 0:45:32]: And they could not answer. So hopefully [0:45:32, 0:45:38]: disinformation uh and I'm looking as I speak because I know [0:45:38, 0:45:48]: one one chairperson was here. But um but I'm hoping that this will satisfy all of those associations that may have questions about [0:45:48, 0:45:50]: Uh the no parker. [0:45:50, 0:45:51]: And [0:45:51, 0:46:11]: I know they cannot speak, but I'm just hoping that this will satisfy and I know you're going to reach out to that one particular subdivision and make sure they have the information. So when they have their board meeting, this information can be discussed. That's correct. And and Councilman, uh what we did uh advise several subdivisions to do like fallen waters. [0:46:11, 0:46:21]: if they chose to actually decide based on their HOA towing prior to the city uh selecting their towing service, several of them have decided to do that. [0:46:21, 0:46:31]: in the interim and so when we've talked to a number of neighborhoods, it was like okay, because in the ordinance and the information that was adopted by you, it did allow [0:46:31, 0:46:38]: HOAs in the meantime to do that until our Tony Service came on board. And so several of them are doing that in the interim. [0:46:39, 0:46:40]: Okay. [0:46:40, 0:47:00]: On this side. Any comments, questions? Okay. Well good. Thank you very much. Uh okay, actually the update on Pine Grove property management maintenance of a report. Ms. Moore, please. That's correct. We apologize for getting the report so late. Uh but last week was in the middle of a holiday, and so trying to get the contractors out there in the middle of the fourth and making sure [0:47:00, 0:47:20]: Sure, everything done. So we actually did not get a chance to get with them until today at about 4:45. And so I provided for you a copy of where we are. So based on the the list of 53 items that were due, 99 [0:47:20, 0:47:30]: Nine percent of them are done. Uh the only remaining items that are done is pulling the permits for the deck. [0:47:30, 0:47:41]: Which they hope to do this week, and according to the contractor, that will be a one to two day process. And so by the end of this week, no later than Monday. [0:47:41, 0:48:01]: Then all of the work out there should be completed. But 99% of it has been completed. And this is the list that we've shared with you to show you that when our chief building inspector went out there today, these are the results and these are the comments for the items that are left waiting to be done this week. [0:48:02, 0:48:16]: Okay. Questions? Concerns? Mr. Mayor. Go right here, sir. Is this information I I I thought I heard you say that that it was issued or mailed out to members of that subdivision? Yes, sir. We mailed it this afternoon. [0:48:16, 0:48:36]: Uh we can do copies for those that want to get a lot of people. Anyone that are here that want to get a copy. I did not. I see some hands in the back, but um there are copies available. Yes, sir. Okay. And let me just say uh what staff is hoping that the uh members of the community can let the city know pretty quickly how soon they [0:48:36, 0:48:52]: anticipate having the HOA in their possession because we you know once we finish and everything is up to code, I think it's real important that we get it in the hands of the residents there so that they can deal with any future problems. [0:48:53, 0:48:53]: Right. [0:48:54, 0:48:54]: Okay. [0:48:55, 0:48:59]: Any questions on this end? [0:49:00, 0:49:07]: Um, I do have some still some I know you're saying little things, but I I see a lot of items here in red. Um [0:49:08, 0:49:17]: And we you know, that are s to me incomplete. Mm-hmm that are on here. And especially with the pool because I asked staff to pull the um [0:49:18, 0:49:23]: Their pool history um with the water usage here and the pool hadn't been drained. [0:49:23, 0:49:43]: Um after we had stated to the residents that it had. Um so what are we doing in that aspect with them to ensure the safety of that pool usage? Uh the health department, and I I thought I sent that to you, maybe I didn't, but the health department did sign off on Friday as a pass. So [0:49:43, 0:49:51]: So the pool is ready. Um, so again, uh, we're hoping that as of next week when we clear out. [0:49:51, 0:50:05]: that you know the HOA is able to take possession, but I will forward you. I'm sorry I thought I did. Okay. But the health department actually signed off that the pool is ready. It it passed, it cleared. You know, anyone can swim in it. You know, but the issue is, you know, who allows [0:50:06, 0:50:26]: Than the swim in it if the HOA doesn't control it. Okay. And then the items in red, if you go to the bottom of the page, it says comments on incomplete items. And so that would give you the narrative of what it takes for those items in red to be completed. And just I have, Mayor, if I can just follow up and then I have another. [0:50:25, 0:50:45]: And then um I can be finished with that. Um I know with the pool and when we talked about drainage, I know with the water, you can test for the water. Um, but if you don't test for um the I guess the base, the bottom of the pool um with the drainage, it was that. [0:50:45, 0:51:05]: not a concern that we can address or is that something that we have to do um as the HOA? Yeah that's not a that's not a life safety issue. Uh what's a life safety issue is whether or not the components of the pool work so that no child gets his hand, you know, caught up in the drainage. Those things we checked as you can see on that. [0:51:05, 0:51:25]: And whether or not the water is safe to swim in in the health department says that it is. Okay. But you know, if they're um, you know, if the if the bottom of the pool is turning a different color because it hasn't been used, those are not life safety uh issues unless the health department come back and say the discoloration of the bottom is impossible. [0:51:25, 0:51:32]: impacting the the water quality. But other than that, if they don't say so and they say that it's clear and it's ready to be used, then [0:51:32, 0:51:52]: We we've signed off on it. Okay. Also you mentioned the last meeting with the uh did you say the detention pond or retention pond? Yes, ma'am. Um I noticed I don't know if the city noticed but they have a fence. They built homes um in front of it. So it's grass growing up all around it. Um [0:51:52, 0:52:12]: And they were supposed to keep that cleaned out. So is that did the city notice that um walk through? We did, and that's why we're hoping that um the HOA can help with their attorney find that because that was not one of the things on the list for um Pine View to do. [0:52:12, 0:52:25]: do because that is not what they call a life safety issue that falls under the building code in which this particular contractor uh agreed to [0:52:26, 0:52:46]: deal with. Um so once we identify um you know who we need to get to address that then we can address the the cleaning of it. Okay. And just some just the last one. Um you we just for the public and a lot of uh residents that are here, we are going to as a city do [0:52:46, 0:53:06]: Do a walkthrough with those um that could be potential members that are here. So I just wanted to make sure I said that um so everyone can uh understand and hear that as well. Once we've cleared them out and we've signed off on everything and say that they're ready to go, uh then we will send an invitation to the individuals who asked us. [0:53:06, 0:53:12]: to email them so that we can go out and show them the punch list. All right. Thank you. [0:53:13, 0:53:14]: Council Mazan? [0:53:14, 0:53:34]: Uh I just wanna uh thank you and I wanna thank uh my colleague over here for staying on top of this particular subject and just wanna make sure that um we've done we're we're gonna continue even after this date and we're gonna continue to follow up on it. Um uh as you said and I know that there's certain limits to what [0:53:34, 0:53:54]: What uh else that we can possibly do, but I would hope that we would exercise um some some involvement in actually facilitating this uh process should a stumbling block occur along the way with pine with uh one of these one of these [0:53:54, 0:54:14]: These entities because we do in the end still have the have a responsibility as elected officials to make sure that we see this through. And let me just uh add, I I would like to say to council that um you know you've only had building inspections for a year, and so this is something that we do not [0:54:14, 0:54:34]: Not only for Pine Grove, but we would do it for your subdivision as well. I mean codes are codes. Um and so now that we actually have that as a part of the city, if we go out and see any issues, whether it be with your clubhouse, whether it be with your clubhouse, whether it be with anybody's clubhouse, we have a responsibility to do the same thing. [0:54:33, 0:54:48]: that we did with this community, we're obligated to do that. So I just want to let you know in terms of of us staying on top of it, this is what we do now that you have building inspection now as a part of the city service. [0:54:48, 0:54:50]: Thank you. Any other questions on this side? [0:54:51, 0:55:10]: Okay. Thank you very much. Now we're going to new business public hearing. Council consideration of the following annexation requests. Owners, applicants, Lisa K. Waters, Kevin O Waters, and R. Alan Shaw. Judy Shaw requests 100% method annexation into the city of Stockbridge for the property located at Old Stage Coast Road. Parcel ID [0:55:11, 0:55:16]: S one five dash zero one zero two three zero zero zero land lot ninety two [0:55:16, 0:55:17]: Of the twelfth district. [0:55:18, 0:55:21]: The property consists of a lot and a zone C three. [0:55:21, 0:55:24]: Up and then also it says here the applicant withdrew. [0:55:24, 0:55:27]: The following annexation request, the same owners. [0:55:27, 0:55:32]: All right, request a hundred percent uh method annexation of the city stop bridge property located fifty eight. [0:55:33, 0:55:42]: Old Stagecoach Road, parcel ID, S one five dash zero one zero one five zero zero zero landlock ninety two of the twelfth district. [0:55:43, 0:56:03]: Property consists of a lot and a zoned and a zoned RA. Ms. Moore, please. Yes. Uh staff brings before you tonight our first annexation evaluation report. The applicant is Alicia Waters, Kevin Waters, R. Allen, Stance, and Judy Stall. It's located at 58 Old Stagecoach Road. It's undeveloped part of the [0:56:03, 0:56:23]: Parcel immediately adjacent to the north. The parcel ID is S15-01-0023000. The request tonight is for annexation. It went before the Henry County Board of Commissioners on June 4th. It went uh is coming to you tonight and it went to the Planning Commission. [0:56:23, 0:56:24]: [3384.8, 3404.8]: Our staff has provided you the zoning history of this particular parcel, and I actually have a map up there. To the north is unincorporated Henry County zone RA. South is unincorporated Henry County Zone RA. East is the city of Stockbridge and Henry County Zone M1. West is unincorporated Henry County Zone RA and R2. [0:56:44, 0:57:04]: The current land use is uh commercial, C3 undeveloped. Future land use for us is commercial. The future land for us is that we're trying to transition away from M1 industrial to commercial. So, therefore, the three C3 heavy industrial is consistent with what we would like to see there. [0:57:04, 0:57:24]: There adjacent to the railroad. The owner of the subject property is requesting 100% annexation. They're not asking for a rezoning of any type. The reason why the other application was withdrawn, and we'll get to that, was because to do them together would have created an island. So therefore, we had to bring this particular [0:57:24, 0:57:32]: Parcel in by itself. Based on the information that staff has provided to you and the information that has gone before the Planning Commission. [0:57:33, 0:57:53]: Staff did not make a recommendation other than to say that based on the M1 industrial zoning that is currently in the area and based on its proximity to the railroad track, it sits right there. We believe that the C3 current zone for heavy industrial is consistent with what we would want to see and nothing along. [0:57:52, 0:58:04]: Along the lines of M1. The applicant indicates that it's currently used for FEMA staging when there's a disaster in the area and FEMA needs to stage their equipment. [0:58:04, 0:58:13]: That's pretty much what they use it for. There's no anticipation of building anything on the site. They say that it will remain vacant to use for FEMA. [0:58:13, 0:58:16]: А препін фордизас. [0:58:17, 0:58:37]: All right. Thank you. Council. Yes. Go right now. No, I was Henry County turned this down because they had concerns that it was gonna be a junkyard and that it was going to I know it sounds good to say, okay, well, we're gonna use it for FEMA or storage, but uh [0:58:37, 0:58:54]: It can't be restricted just to FEMA. It is if junk goes there, it's just junk. So Henry County rejected it. So now they're coming to us to see if we can approve it because they were rejected because Commissioner Holmes basically said, I don't want a junkyard. [0:58:55, 0:59:09]: So for me to step in and say, well, okay, yeah, let's go ahead and do that'cause they didn't want the junkyard, I'm not gonna do that. Now this council might be able to d wanna do that and it might be very much consistent with what you're saying, but [0:59:09, 0:59:10]: Uh [0:59:11, 0:59:26]: But at the same time, if there's a risk of a junkyard being there, right. I can't do that. Well councilman, I I I really want to be careful when we start talking about what the county said. Uh I talked to the county and no one has indicated that it was a junkyard. [0:59:26, 0:59:46]: Um, so I'm not quite sure where that information, but when you talk to staff, no one said that anybody had ever asked for rezoning for a junkyard. So I'm not quite sure where that came from. Legally, what we're required to do is ask an applicant what they propose to do with the site. [0:59:46, 0:59:52]: The applicant will be the here and you can ask her about the junkyard. We're basing it on [0:59:52, 1:00:12]: Sharing with us that the site will be vacant. It's been vacant for years, and they've used it for FEMA. So based on that information, those are the only facts that we have. Uh if you have cons concerns about the annexation being a junkyard, then say, as you approve the annexation, that you can't have a [1:00:12, 1:00:13]: a junkyard. [1:00:13, 1:00:22]: If if that is a concern, you have the right to do that. But staff is not aware or ever been aware that there were any proposal to do a junkyard. [1:00:22, 1:00:37]: Well, I'll follow up with that. Well, I was watching the zoning hearing on this particular one and I heard Commissioner Holmes say it he didn't want a junkyard in his district. I heard him say it, I saw it, I was watching it on a television broadcast. [1:00:37, 1:00:51]: That would be my concern. Well the applicant can come in here and be able to talk to us about what the intended use is and that it's not gonna be a junkyard or they have something uh uh commercial in mind, I would [1:00:52, 1:00:56]: Maybe we should table and then have them come back to talk to us, but [1:00:57, 1:01:16]: The applicant is here. I mean you you ask him questions before he asked the applicant to come up. So I'm just answering your questions. But what I'm saying is that from a staff perspective, I mean I I mean Commissioner Holmes could probably say a lot of things. All I'm saying is that if it is your concern that it does not develop in the junkyard, then a part of your annexation could be. [1:01:17, 1:01:26]: that i if you want to annex it, if you choose to do it, you can condition to make sure that it does not become a junkyard. And then we can monitor it to make sure that it doesn't. [1:01:27, 1:01:28]: Any comments from the council? [1:01:30, 1:01:31]: You can't think sir? Well, [1:01:32, 1:01:52]: It sounds that the applicant needs to be. Yeah, I'll get I'll get to that point too. I just wanna know if there's any other Okay. Anyone in this section on the left that has any comments for this annex. You just need to hear from the applicant first. Excuse me. I'm sorry. [1:01:52, 1:01:56]: All right. The applicant, please come forward. [1:02:01, 1:02:03]: State your name, by the way, please. You can. [1:02:03, 1:02:04]: Alicia Waters. [1:02:04, 1:02:24]: Okay. Mayor Council, thank you for having me tonight. And uh I understand your concern about the junkyard. When we uh presented that, just to address that real quick, when we presented that to Henry County, we conceded a number of things that were um allowable in a C three zoning. That was one of them among record [1:02:24, 1:02:35]: Places and that sort of thing. We care very much about our community. We care about our neighbors. The first neighbors on that street on the left have been there for 35 or 40 years. [1:02:35, 1:02:40]: They've been great neighbors. We wouldn't want anything that would harm them or [1:02:40, 1:02:41]: Um [1:02:41, 1:02:45]: take their quality of life down. So that I mean we're ha [1:02:45, 1:03:05]: That is nothing that we have anything remotely in mind. We've been using 58 old stage Coats Road, mainly for storage, as was mentioned. We do a lot of volunteer work for disaster relief. So, like right now, there's a few containers there and a number of other things that are just basically used for storage. So when a disaster strikes, we have the ability to go. [1:03:05, 1:03:11]: In and mobilize those things. The lot though that we're here today for is the empty lot that is to the north. [1:03:11, 1:03:17]: That is an empty lot, undeveloped. We do not have any plans to ever develop that in the future. [1:03:17, 1:03:25]: Um that particular lot we have some drainage concerns with regards to the subdivision that is located um a little bit behind us. [1:03:26, 1:03:35]: And our concerns would be that it would have a negative impact on our neighbor to the north if we were to do any development there. So we have no plans at all. It will just continue to be [1:03:36, 1:03:45]: To be the way it is. Our main purpose is possibly to m just to make it one lot since we've owned both for seven or eight years now in the future. So that's our thought process. [1:03:46, 1:03:48]: All right. Any questions for [1:03:49, 1:04:09]: Miss Walters. Uh yes, if if indeed there is no intent to do anything with it, why why is there a need for annexation at this point? I mean, if it's not you're not gonna do anything with it, then why do you need to annex it? Well, as I mentioned, we'd like possibly to make that one parcel in the future. Um [1:04:09, 1:04:29]: As you mentioned, Commissioner Holmes, um in my speaking to not only him but those um at the county level and the zoning department and that sort of thing, from what I've been told, um Commissioner Holmes is not favorable favorable to any more commercial whatsoever in his district. Unfortunately, even if it makes sense to what is [1:04:29, 1:04:32]: is located there and that sort of thing. So um [1:04:33, 1:04:36]: So trying to make that one parcel at all in the future. [1:04:36, 1:04:41]: In Henry County is um really not an option for us. [1:04:41, 1:04:46]: And it's very unlikely that anyone would actually ever want to live in that particular location. [1:04:46, 1:04:47]: Because of the we're [1:04:48, 1:04:54]: Probably a hundred yards off the railroad tracks right there, and the horn blares as soon as it hits the edge of our empty lot. [1:04:54, 1:04:58]: So it's a very loud, loud place if someone were to live. [1:04:59, 1:05:00]: Any other questions? [1:05:00, 1:05:11]: All right. Now on that note, well we're for public hearing. All right. So starting on my left side. Anybody in this section had has any comments for the annexation? For the annexation in this section. [1:05:12, 1:05:13]: In the middle section, anybody four. [1:05:15, 1:05:16]: This section anybody four. [1:05:17, 1:05:22]: Okay, I'll go to this section. Anybody against the annexation in this very far section? [1:05:23, 1:05:24]: Anybody in the middle? [1:05:25, 1:05:26]: Even aside. [1:05:26, 1:05:27]: My public hearing is closed. [1:05:28, 1:05:28]: Okay. [1:05:29, 1:05:35]: On that note, then uh council, I need a motion to uh accept the uh the request, annexation request. [1:05:40, 1:05:52]: Mayor, I have one question first. Sure, go right in. Um Mr Williams, I've done contract work with FEMA and continue to do that. Is there an opinion on whether or not I should vote on this issue? [1:05:57, 1:06:05]: I I've heard FEMA's name mentioned a couple of times. And so I know it it they're not in relationship to the owner. Uh she's saying [1:06:06, 1:06:15]: Okay, they're not, so I can Yeah, I'm I'm sorry. I I don't know the extent of the nature of your um your work you've done, so I couldn't even answer it. [1:06:15, 1:06:21]: Yeah. Legal trainings and things for the employees. But I'll I'll I'll keep it. Um [1:06:22, 1:06:25]: Miss Moore. I have one question for Miss Moore. Miss Moore [1:06:26, 1:06:46]: The C three, will that allow warehouses to be developed in that area? Well yeah. Your your C three right now uh is heavy industrial. So um, you know, no your warehousing goes in your M one. But your C three does allow um storage, it does allow wrecking companies, it does [1:06:46, 1:07:06]: And that's C three all over the city. So remember Stockbridge has C one, C2, and C three. And this is a part of our comprehensive improvement plan. Okay. So, Mayor, having said having heard that, I would like to make a motion to approve um the for council's consideration the following um annexation of S115-01. [1:07:06, 1:07:11]: one zero two three zero zero zero land lot ninety two to be annexed into the city. [1:07:11, 1:07:12]: Is there a second? [1:07:16, 1:07:17]: Is there a second? [1:07:20, 1:07:40]: Right. And I can't second. So as I guess the motion unfortunately fails. I'd like to make the motion to deny this request um based on what we've heard and um and to and to deny the request. It's already been failed, so it's no need to motion failed. Okay. It wasn't second, so it's it's it doesn't work. [1:07:39, 1:07:46]: We needed to make a clear no sir, no sir. We're good there. All right. Okay. Um [1:07:46, 1:08:06]: Then what's next is the uh public hearing on council consideration regarding the text amendment to the zoning code for the city of Stockbridge, Georgia regarding uh regulating, excuse me, small box discount stores. Ms. Moore, please. Yes. Uh as you know, uh we just uh in the process of you adopted your land use and when the [1:08:06, 1:08:26]: Process of putting up an RAFP for a total zoning rewrite. And in the meantime, as issues of concern become available, then staff attempt to get ahead of the issue by trying to address this. There was some concern that we may have uh an overall. [1:08:26, 1:08:31]: Оверсaturation of small box um [1:08:32, 1:08:40]: Stores in an area. And so that's what this ordinance attempts to do. What staff has provided for you is a map. [1:08:40, 1:09:00]: Um we're ahead of the game, but at this point we don't actually have an oversaturation. Um what this ordinance will do, well it will make sure that we don't have one in the future, particularly before we actually do a complete zoning rewrite. Uh within the 13 point something square. [1:09:00, 1:09:04]: square miles of the city of Stockbridge, there are only three. [1:09:04, 1:09:07]: And all of those are dollar general. [1:09:08, 1:09:10]: And then there are actually three [1:09:10, 1:09:14]: Outside and unincorporated Henry County. [1:09:15, 1:09:19]: So what this ordinance would do, it would prohibit [1:09:20, 1:09:34]: any additional uh small box establishments from entering uh the city members of stock ridge unless they're able to meet all of the conditions that are spelled out in this particular ordinance. [1:09:35, 1:09:41]: Okay. Council, any questions for Miss Moore? Yes. Yeah, that's not it. [1:09:41, 1:09:52]: Yes. Go right ahead, Councilman Woman Robinson. I wanna make sure that um even with the small box discounted stores that we put additional [1:09:52, 1:10:12]: um distance on them um so they're not further out as possible if that's something that we're able to do. Um because I just don't want us to be oversaturated. Like you're saying, we're doing well now and I want to continue to have it in that manner. Right. So whatever condition [1:10:12, 1:10:25]: that we can add to it. I would like to for us to do that. Right. That is just my concern. Uh I you know it's up to the I mean, council can give us any directives on a distance. Uh from talking to the people that um [1:10:25, 1:10:31]: general dollar, apparently they're upholding their own distance requirement in terms of oversaturation. [1:10:31, 1:10:35]: Um so whatever distance requirement that we think is legally feasible. [1:10:36, 1:10:41]: I mean I think staff is willing to do that, but if you look at your map right now you can see they're really not [1:10:42, 1:10:43]: Cluster together. [1:10:43, 1:10:49]: And in addition to that, I think you've had time to really read the conditions to actually do one of these now. [1:10:49, 1:11:04]: It's real difficult. But if you want to extend it um up to something greater, uh you know, we're fine with that. You know what we want to show you is that we don't have a problem at this point in time. We think that the ordinance if adopted tonight. [1:11:04, 1:11:13]: will make sure that we don't have a problem in the future simply because of the requirements that it requires in order to build one of these, if you fall under that category. [1:11:14, 1:11:18]: Um so whatever it is the desire of council we're we're okay with. [1:11:18, 1:11:20]: Sir we're ready please. [1:11:21, 1:11:41]: Let me just say this. I I think this map is missing a few. I'll just say that. Because if you ask any citizen out there, we see'em everywhere. I mean there's Dollar Tree, there's Dollar General, there's Family Dollar. Uh there the there was the one that just shut down in the uh East Atlanta Plaza and that zero. Uh [1:11:40, 1:12:00]: There's several other discounters. Um, even the D D's is a discounter, but it wouldn't apply under this particular square footage. But in terms of um what we're doing here, to say all of these items right here, to say that we have this many dollar general seven in close proximity to us, and to say we don't have. [1:12:00, 1:12:20]: have too many seems like it it defies logic. If I'm sitting here looking at seven on this particular map, uh it and then I would question to say that maybe there's a couple more that we might not have gotten. But the the I agree with my colleague over here. I want to make sure that uh we get an additional mileage limit. [1:12:20, 1:12:40]: I'd like to ask the attorney, is there a rest what what w advise us on the uh on the limits. Is it two mile limit, three mile limit? What is it? So the the ordinance that you have in front of you has a one mile limit in a straight line, not along the right-of-way, but in a straight line, which is is restrictive as it gets in terms of how you measure. You [1:12:40, 1:12:46]: You could add some amount of distance, but but based on this, I don't see [1:12:46, 1:13:00]: Because you gotta layer a number of things on. You have to layer the distance on top of the where the commercial zones are, along one thirty eight primarily and then along Eagles Landing Parkway and then the the a few other [1:13:00, 1:13:01]: rights of way. So [1:13:02, 1:13:06]: w with a mile distance separation along a straight line. [1:13:06, 1:13:17]: It's hard. I'm not sure where you could maybe theoretically get one more in the city. I'm not sure where it would be. It would be hard. Um a mile and a half w might make it impossible, but [1:13:17, 1:13:18]: You know [1:13:19, 1:13:32]: based on the fact that y you only have seven or eight and I just looked again, I did the little Google map thing and th there just aren't as many as people might think there are. The the numbers up there are are accurate. [1:13:33, 1:13:33]: Mm. [1:13:34, 1:13:54]: And and I just want to add, you were addressing big box. Okay, there's a difference between a big box that standalone, which it was my understanding you wanted to address, versus something that's in a strip mall. Zero one does not fall on this ordinance because anybody can go into a strip mall space. So this ordinance from our [1:13:53, 1:14:02]: Our from staff perspective, you were attempting to make sure that big box stores that fell in this category was the issue. [1:14:02, 1:14:13]: Not what goes into strip mall. So there's not actually seven. There's actually six because one of those on the maps is actually Dollar Tree, which is in the big lot. [1:14:14, 1:14:15]: shopping center. [1:14:15, 1:14:35]: Well, there's two Dollar Trees. There's one uh in that shopping center and then there's one on Hudson Bridge. In my mind, yeah, those are discount stores. But what is not reflected on the map is that there's three currently under construction in Henry County. Uh there's one down on Jonesboro Road, uh at exit two twenty-one. There's another one on Highway 155. [1:14:35, 1:14:55]: outside the city limits uh near Miller's Mill and then there's another one on Highway 81. They're coming. The numbers say that there's a 40 of them in a 10 mile radius. In a 10 mile radius surrounding us. Of course that includes part of Clayton County as well. So yes, I want to be very proactive in this [1:14:55, 1:15:15]: This particular ins uh issue and to say, okay, well, Dollar Tree is not counted, that tells me like exactly what I'm saying. The Dollar Tree to me should be counted. But again, we want to address what we have in front of us, and then I agree with my colleague. I want to extend that out to maybe where we have maybe uh [1:15:15, 1:15:28]: A three mile, two to three mile range uh on it as well. Okay. If I may, the um notwithstanding the fact that you know we we were focusing on the standalone buildings, the language of the ordinance does not [1:15:29, 1:15:32]: require it be a standalone. It just has to be a buil uh in it. [1:15:33, 1:15:48]: twelve thousand square feet of store f space. So that could apply to the dollar trees as well. Actually they're smaller. Mr Mayor. Yeah I well the other piece of it is the distance separation applies to both [1:15:48, 1:16:08]: uh stores in the city limits as well as outside the city limits. So if there's a one of these types of stores just outside the city limits, you'd still have to m be at least a mile from that store as well. Okay. Councilman Thomas, go right, please. Thank you. Um my hope uh Mrs. Moore is that the rewrite of the zoning or [1:16:08, 1:16:11]: [4572.0, 4575.1]: So I I I guess my bigger question is [1:16:15, 1:16:19]: Uh what is the timeline for that and and would the rewrite [1:16:19, 1:16:28]: Answer some of these concerns that we have. I actually sent Marion Count, so I want to say uh two months ago that schedule. I don't have it with me, but when I leave here I will send it to you. [1:16:28, 1:16:47]: So would that answer many of these questions? It would because it would allow us to address the standalone as well as to be more specific as well between Sir. Well, did you finish that? Yes. In other words, what this does, this would be in place [1:16:47, 1:16:54]: If the zoning rewrite decides to do something or expand it, it would do that. If not, then this will become a part of the ordinance. [1:16:55, 1:17:01]: So just to follow up, so uh I'll go back and look at the communication [1:17:01, 1:17:05]: I guess my other question is then will we come back with you [1:17:05, 1:17:25]: and be able to plug in some of the holes to ask the question to make sure that this is what the city is advocating for. And I think that answers a lot of these questions and as opposed to creating different pockets of ordinances here and there when we have the [1:17:25, 1:17:30]: the overall rewrite of the bigger picture for the city of Stockbridge. So [1:17:31, 1:17:43]: I I don't know what we could do today, um and I guess we're waiting for the rewrite to answer the bigger question. Let me answer the question. Let me answer. Uh mayor send by please. Ms. Gane, you have something you need to say? [1:17:43, 1:18:03]: Um well I'll let Councilman Alexander keep it. Yeah, uh what I think Councilman Thomas to answer your concerns is that the timetable that you showed me that you sent us uh said the process would start later this year. There was a series of meetings, maybe eighteen months to two years. [1:18:03, 1:18:23]: Oh well, maybe about 18 bucks to finalize this process. We're trying to do something in the interim. I hope that like she said at that point, uh the zoning code would supersede whatever we would do, but we we're trying to do something uh to move forward with this. So I'd like to make a motion to approve this ordinance. [1:18:23, 1:18:27]: Oh we gotta have a public hearing. [1:18:27, 1:18:38]: Yeah, it is a public hearing, true. Anything else from the council? Okay. It is a public hearing. Uh so on that note, anybody from this side that is for this ordinance, if you want to say anything for the ordinance. [1:18:40, 1:18:41]: Middle four. [1:18:42, 1:18:43]: Yeah, come up. [1:18:43, 1:18:50]: Oh four, okay. Come on up if this is four, okay. And uh name, address please. [1:18:52, 1:18:58]: Mayor and Council. Uh I introduced myself earlier. I don't know if I need to do that again, but uh [1:18:58, 1:19:04]: I am absolutely in favor of this ordinance. We have the opportunity. [1:19:04, 1:19:11]: on the north end of Henry County to become the star of the South Side of the Atlanta region. [1:19:12, 1:19:14]: And we have our [1:19:15, 1:19:23]: Future and our fate in our hands deciding what we want that to look like. I don't want it to look like. [1:19:25, 1:19:28]: Dollar General or whatever they may be, stores on every corner. [1:19:29, 1:19:31]: We don't need that. [1:19:32, 1:19:35]: And so I am absolutely in favor of [1:19:35, 1:19:38]: You guys passing this ordinance if it's an interim. [1:19:39, 1:19:44]: Until you get the zoning done. Two years from now we could have twenty five of them all over. [1:19:44, 1:19:46]: And we don't need that. [1:19:46, 1:19:48]: Thank you. Thank you. Anyone else for? [1:19:49, 1:19:50]: For the ordinance, come on up, please. [1:19:51, 1:19:56]: Miss Gilbert was always well known, but ma'am, you come on up and give your name and address, please. [1:20:00, 1:20:20]: Mayor Ford and Councilman, my name is Janetta Roberts and I'm for this audience because um I find that uh these stores are in close proximity. Uh one just opened in Henrytown Center, uh a new Dollar Tree. Um [1:20:20, 1:20:40]: Um and it has been firsthand that I do have a friend that's in social services uh that had a client that she was trying to help with employment. And also I do have a friend that worked for Dollar Tree in the co op level. They don't [1:20:40, 1:20:57]: don't offer quality jobs to employees and they um they do s um accept EBT cards but the food that they sell is not quality food that they sell and [1:20:59, 1:21:13]: other stores, your your better stores, uh having to compete with them. Um my friend that's in social services, she was trying to help a young lady that um [1:21:14, 1:21:20]: She was homeless and pregnant and she was trying to help her with employment and she said that [1:21:20, 1:21:22]: She has started out at Dollar Tree. [1:21:23, 1:21:31]: But they were so tight and stringent with the hours that they was giving her. She said that when the end of the pay period [1:21:32, 1:21:38]: When she looked at her checks, she wanted to break down in tears because they just don't offer jobs that's worth anything. [1:21:39, 1:21:55]: that's gonna, you know, make a live livable wage of benefits. Um so I I am in favor of these this ordinance. Good thank you. Okay. Anyone else in the middle section uh for this ordinance? Come on up, sir. [1:22:01, 1:22:02]: Name and address, please. [1:22:04, 1:22:08]: My name's Gordon Gilbert, one twenty Willow Hill, Stockbridge. [1:22:08, 1:22:28]: I'm not sure I'm for or against this ordinance. Um this I don't have the ordinance in front of me. I don't know what exactly what it says, but I'm afraid that we may be excluding other businesses that might fall into the category, such as maybe a standalone shoe store or something of that nature, that maybe [1:22:28, 1:22:48]: Be desirable. If this just pinpoints or targets Dollar General or Dollar Tree, I don't think you can do that in ordinance, but is there something in it that pinpoints that type of business versus another type of business that might be. [1:22:48, 1:22:52]: Small, standalone, the Jew be excluding. [1:22:53, 1:23:00]: I actually sir, small box disc out stores, it can be anything. It stay can sell anything, a small box discount scores stores, okay? Okay, sir. [1:23:01, 1:23:01]: Yes. [1:23:02, 1:23:15]: Uh Miss Moore, could you go ahead and explain to him the language in it uh about the repetitive sale of items under ten dollars? Yeah, it is really geared toward um it wouldn't actually uh [1:23:16, 1:23:35]: Harmer's shoe store. It's actually geared the language is really geared towards um the type of Dollar General that just sells a composite of a lot of stuff uh that's below ten dollars. So it wouldn't uh if a footlocker wanted to come in or a Nike store, they would be fine. [1:23:35, 1:23:41]: because they wouldn't fall under this selling cookies and candies and sodas and mops and [1:23:41, 1:23:50]: Brooms and you know, so this would not hurt those standalone businesses. Okay. Back to anything anybody in in the middle section four. [1:23:50, 1:23:51]: Anybody in this section four? [1:23:52, 1:24:12]: Okay, and back over to anybody in this section that's against this particular um ordinance. Anybody in the middle that's against it? Anybody on this side's against it? Okay. Public hearing is closed. Okay. What I need now council is a motion to accept the amendment of of this uh that we have here for regulating small box discount stores. [1:24:12, 1:24:23]: So move. Is there second? I think we got second right here. She was quick on that. All right. Any further discussion? All in favor, please indicate. Okay it's unanimous. All right. Thank you. [1:24:25, 1:24:45]: Um next uh is another public hearing. Council consideration regarding the text amendment to the zoning code for the city of Stockbridge, Georgia regulating short term rentals of residential properties. Ms. Moore, please. Yes. Uh again, uh the city makes an effort to always be proactive when a problem has been [1:24:45, 1:24:51]: identified. Um since the spring there has been a tendency for [1:24:52, 1:25:12]: certain property owners to list their homes as Airbnbs or for rental for uh people out of town or from whomever uh to come in and have parties uh and those type of activities that have become a nuisance for residents that live there. [1:25:12, 1:25:13]: [5114.2, 5117.8]: Would do is to make sure that if they do it. [1:25:18, 1:25:37]: They're gonna have to one come into compliance, which is pretty hard to do. Um, and you're gonna have to comply with all of the tax code requirements that you would have to do as it relates to doing a business. And that's what this ordinance would do. It would almost make it impossible. [1:25:37, 1:25:42]: for these type of businesses to occur within a residential community. [1:25:43, 1:25:45]: Okay, thank you. Any questions for Ms. Moore? [1:25:45, 1:26:05]: Uh yes, just briefly. I think we just need to inform the public what has been going on and maybe some of them have probably experienced some of the same things uh with these Airbnb event centers open up into their communities where they're having parties and wild parties uh in residential areas. [1:26:05, 1:26:25]: That's what precipitated what's going on. Especially we had one in the Winsong plantation that really was just out of control. They were just booking party after party after party. That's not what uh our community and our neighbors signed up for, and nobody here should have to tolerate or put up with uh a party. [1:26:25, 1:26:45]: Party house next door to them, uh, peace and quiet and tranquility should be our should be the rule of the day. And that is the precipitas and the impetus for this particular one, this particular ordinance. Because you'll notice it. Uh you'll pop up on the weekend or you'll see it and you'll see 20 cars, 30 cars. [1:26:45, 1:26:54]: Outside of someone's neighborhood, outside of the house, and you're like, well, maybe they had a party. But then the next weekend or the next few days, you'll see another house. [1:26:54, 1:27:06]: uh in the neighborhood with exactly the same issues going on or somewhere distant. We need to be proactive as Councilman Thomas would say in this issue in some instances uh before it gets way ahead of us. [1:27:07, 1:27:08]: Mayor. [1:27:08, 1:27:13]: Councilman Thomas go right, please. Uh th Mrs. Moore, could you speak to the enforcement thereof? [1:27:14, 1:27:17]: So let me just say uh this really [1:27:18, 1:27:19]: Um [1:27:19, 1:27:32]: should discourage, but the really only enforceable piece that we really have is a fire marshal. And so uh I think it's uh perfect timing that we actually have him on board because by state law [1:27:33, 1:27:39]: He can only do what police can't do. He can actually go into a unit and if the occupancy [1:27:39, 1:27:42]: Із Біон Афами де шоби. [1:27:42, 1:27:43]: He can immediately shut it down. [1:27:44, 1:27:49]: And that what has occurred over the last couple of weekends, Henry County PD backed him up. [1:27:49, 1:27:57]: He went in and it wasn't a family there, they were having a party. So what this allows us to do is that uh I'm Camilla. [1:27:58, 1:27:59]: I'm a neighborhood. [1:28:00, 1:28:02]: I'm operating an Airbnb. [1:28:03, 1:28:23]: You can come by and you can cite me, counselman, but it's gonna be 30 days till I get to court. Right? You can cite me for violation of this ordinance. And so it puts you in the uh position, this ordinance is like any other ordinance that basically says there's a process, a due process, in which you have to warn, you have to cite, uh and it's [1:28:23, 1:28:30]: If they violate you, get it before a judge. What we do have pending that though is the authority of the fire marshal. [1:28:30, 1:28:43]: which doesn't have to wait thirty days because if there's a violation that pertains to occupancy, he can close it. So you made reference to the fire marshes, so would that then um be some type of um [1:28:44, 1:28:54]: uh hazard for that number of citizens to be in one unit. That's correct. In order for the fire marshal to have in authority. [1:28:54, 1:29:14]: Right. In other words, uh when a call comes in, uh he contacts Henry County PD, and then they go out, and then they have to allow him entry. When he goes in, he actually accounts the number of bedrooms, and then he looks at the number of persons that are actually in the unit. And the codes basically say for a four-bedroom house that there [1:29:14, 1:29:27]: There are only supposed to be so many people in that house. And so if it says for a four bedroom house, the occupancy should be no more than nine people, and you got fifteen to twenty there. [1:29:27, 1:29:47]: Then, if you don't own the house, then you fall into this category. It's different if you own it, but if you have it listed on the website as an Airbnb, and I'm renting my house, and you've got 15 to 20 people there, you're in violation of the ordinance and you're in violation of the fire code because you're not. [1:29:47, 1:30:06]: supposed to use a residence as a business and when you purchase the this property for a weekend for$750 you have admitted that you're not there to live you're there to have a party for a certain number of days and you violated a lot of codes including your occupancy. [1:30:07, 1:30:08]: Ms. Camp, please. [1:30:09, 1:30:29]: Um she you answered my question about that. I was wondering how can you defend diff differentiate between a house party and a Airbnb Air and B rental. Um having said that, I would like to make a motion to approve the text amendment to the zoning code, the city of Stockbridge. I've got to do a public. [1:30:29, 1:30:42]: hearing all right. I'm trying to give you got any more questions for the council. Yeah. All right. So public hearing folks. So anybody that that's in favor of this particular ordinance on this side, do you have any comments? In favor? [1:30:43, 1:30:47]: Down there in favor in the middle. In favor? Okay, come please. [1:30:49, 1:30:50]: Name and address, please. [1:30:52, 1:30:59]: Pastor Kenneth McFarlane, seven nine zero Deerwood Drive, Stockbridge, Georgia. Okay. [1:31:00, 1:31:17]: Uh, I'm not only in favor of it, but I think it should be even more strenuous. As the HOA board member at uh the plantation, Windsor Plantations, we can actually maintain the standards of the property, but what goes on in the property is difficult for a board member to to to [1:31:18, 1:31:19]: To work on. [1:31:20, 1:31:22]: So we need your help with this. [1:31:22, 1:31:32]: Why am I saying this? These are not residents that are having these parties. These are people that are coming from all over the state, if not the country, to come here and actually disrupt. [1:31:33, 1:31:33]: Our community. [1:31:34, 1:31:37]: А ком'юніті да із інжорджі. [1:31:38, 1:31:48]: And when you do that, you don't just disrupt as far as noise, as far as parking on grass and doing all the other things that they do with twenty to thirty cars. [1:31:48, 1:32:06]: Now we can do our part as board of the uh HOA, but we need you to do your part as it relates to maintaining our community and the residents the way we should have residents in our communities. Thank you. Thank you. Anyone else uh in favor? Uh for the ordinance in the middle. Yes, please, come forward. [1:32:11, 1:32:20]: Your name is Katherine Gilbert. I live at one hundred twenty Willow Hill Lane in Winsong Plantation. All right. [1:32:20, 1:32:22]: And I am well aware of the issue. [1:32:23, 1:32:26]: Ат ан Врайс і Винсong Плтач. [1:32:26, 1:32:28]: This is a home that is owned. [1:32:29, 1:32:32]: It was it is not owner occupied. [1:32:32, 1:32:38]: It is owned by a an investment company in Phoenix, Arizona. [1:32:39, 1:32:49]: And they're running it well it may not it it may not be Airbnb any longer, but it was Airbnb and they were having uh we're talking a hundred [1:32:49, 1:32:51]: A hundred and twenty people. [1:32:52, 1:32:53]: This is on a cul de sac. [1:32:54, 1:33:14]: The cars were parking on both sides of the street so that cars couldn't get up it, much less emergency vehicles if that were necessary. There was underage drinking, drug use. Uh there was uh there were people urinating in the front yards of the neighbors. The noise was absolutely horrendous. [1:33:14, 1:33:15]: [5595.9, 5596.6]: And [1:33:17, 1:33:18]: The police [1:33:19, 1:33:20]: Wouldn't come out and do anything. [1:33:23, 1:33:24]: Because it was [1:33:24, 1:33:26]: In the city of Stockbridge. [1:33:27, 1:33:31]: Ultimately they did when the fire marshal [1:33:31, 1:33:48]: be got involved. They came out. But we and then they had then they had people parking down at the uh uh oh what's the the restaurant area down there on the end of right across from uh uh Willow or uh Winsong Drive on Rock Quarry. [1:33:49, 1:33:58]: Uh bench warmers. They were having people parked down there and try uh uh shuttling them up to this house. [1:33:58, 1:34:01]: I mean it was absolutely awful. [1:34:03, 1:34:04]: It's [1:34:04, 1:34:16]: It was ridiculous. And the same sort of thing is actually happening in Atlanta. Now I happen to know that there is a property manager that comes down and checks on this house periodically. [1:34:16, 1:34:21]: Make sure it's cleaned up. There is not a stick of furnicher in the house. [1:34:22, 1:34:27]: Відcepшів вон добубед і водру. [1:34:27, 1:34:30]: Now you go figure out what's going on in that house. [1:34:31, 1:34:40]: I am absolutely in favor of this ordinance, and the stricter you can make it, the happier I am. We don't need this in Stockbridge. [1:34:40, 1:34:43]: Anywhere or Henry County anywhere. Thank you. [1:34:43, 1:34:53]: Anybody else uh comments uh for the ordinance in the middle? Anybody else? On this side. Anyone? Anyone against the ordinance on the far left side? [1:34:54, 1:34:54]: Mm. [1:34:55, 1:34:56]: Anybody gets in the middle? [1:34:57, 1:35:00]: Anybody on this side. Okay, public hearing is closed. [1:35:00, 1:35:20]: All right, Council, I need a motion to accept this ordinance. So moved. Second. Any further discussion? All in favor, please indicate. Okay, ordinance passes. All right, great. Um you're welcome. And new business, council's consideration to approve Five Council Design Consultants Task Order, FDC 2009.11, North Henry Boulevard. [1:35:20, 1:35:27]: Boulevard, East Atlanta Road, intersection improvement design, an amount of thirty-nine thousand five hundred dollars. Task order FDC. [1:35:28, 1:35:32]: two nine two zero one nine uh point one two Lee Street and East Atlanta Road. [1:35:33, 1:35:36]: Intersection realignment design an amount of fifty eight thousand five hundred. [1:35:36, 1:35:53]: Amphitheater Project Funding Source Fund Balance. Ms. Moore, please. Yes, uh, we have two test orders to you tonight, one and two, and both of these are relate to the amphitheater. Uh as you know, um we have to do road improvements around this amphitheater to accommodate the thirty five hundred seat capacity. [1:35:54, 1:36:01]: folks coming in. And so these two test orders actually deal with the realigning of um East Atlanta. [1:36:01, 1:36:03]: And Lee Street. [1:36:03, 1:36:23]: Uh the traffic light out here, as you know, at the school when you come out, you got a light and you have to kind of zigzag. That has to be realigned. We have to design it so that we have XL and D cell lanes. And then we also have to do improvements for uh East Atlanta to accommodate the traffic for the amphitheater. [1:36:23, 1:36:43]: so that um it won't bother the subdivision which is you know further uh east. Okay. So these are test order one and test order two. Okay, I'll since uh let me ask this question. I'm only assuming that upon approval, the council approves, that these projects can be done simultaneously. [1:36:43, 1:36:56]: They are. That's why we're bringing them now because we don't one want one to get ahead of the other. Okay. As we're actually building the structure, we need to also be doing the road improvements so that they're all finished together. Any questions from the side? [1:36:57, 1:37:05]: Yes. When is it gonna get started? Okay. All right. Well as soon as we prove this, I've been at so. I just wanna know where where's gonna get started. All right. [1:37:06, 1:37:17]: I'll have you a shovel in August. If there if you heard that if there are no if there are no further questions, I need a motion to accept this this task order. So moved. Is there a second? [1:37:18, 1:37:21]: Okay. All in favor of the motion. [1:37:23, 1:37:31]: All you you in favor of the motion? I am. Oh up all po uh so no one's opposed. He's absent. So it pr is passed. Okay. Okay. [1:37:32, 1:37:47]: All right, Council consideration to approve one year state contract for High 138 landscaping July 2019 to December 2019 in amount of thirty-three thousand six ten point ninety-four. In January twenty twenty through June 2020, an amount of thirty-three thousand six ten. [1:37:48, 1:37:50]: Point ninety four total contract sixty seven thousand [1:37:51, 1:37:52]: two twenty one eighty eight. [1:37:52, 1:38:12]: Funding source, executive landscape and right-of-way beautification. Mr. Aaron, please. Yes, Mr. Mayor and Council. Uh in December 2016, when I started work with the city of Stockbridge, one of the things I did was passed out this survey. And one of the things in there, the survey talked about leveraging public partner, public private [1:38:12, 1:38:32]: private partnerships. And this is an opportunity for one of those. I know council has some standards as to how they want to see the gateways and entrances into the city. So this is an opportunity for us to have a standing agreement with a vendor to mow and beautify X Highway 138 West. [1:38:32, 1:38:52]: From the interstate past Ivory Road, where they'll maintain those three flower beds. Our immediate goal right now is to make sure that we get it mowed and maintained on a routine basis. And going forward, we'll look at additional things because one of the things people talk about is flowers, but there's no water source right there. So those are going to be some of the things that we have to look at. [1:38:52, 1:39:04]: look at if we want to plant flowers, how do we go about watering those? But we're coming tonight to ask you to approve this agreement to allow us to move forward with the the beautification schedule for 138 West. [1:39:05, 1:39:25]: Council, any question for Mr. Aaron? Maybe please go ahead. Um, this is to the city manager. If you can, I guess, update. We just had a meeting, I guess, with the one thirty-eight in Clayton County. Would this be something that was part of our discussion that you probably can't we're intending to have um further meeting with Clayton County about our [1:39:25, 1:39:45]: Our beautification efforts and also uh encouraging other beautification efforts along that corridor. Um one of the things that we want to do, as you all know, 138 traverses a number of different jurisdictions, uh, not only the city of Stockbridge, but uh Henry County and Clayton County. What we're attempting to do, the city of Stockbridge, we want to raise the bar, we want to make sure. [1:39:45, 1:40:01]: sure that that particular corridor that's in the city of limits of Stockbridge from one seventy eight or one or seventy five out to Pass Bive Road is maintained in a certain fashion. And we have had some conversations with Clayton County about some things that uh uh we're doing [1:40:02, 1:40:22]: And encouraging uh them to also uh do as well. And we'll do that with Henry County uh regarding some other issues. So this uh particular issue is something that we want to make sure that that particular corridor is maintained. There are a number of businesses out there. We wanna make sure that people who get off the exit ramps can uh uh travel on a corridor that's uh [1:40:22, 1:40:35]: uh uh representative of what we want to see in the city of Stockbridge. And as you'll recall, in last year's budget, uh you did authorize uh fifty thousand dollars for right away landscaping. This would be a part of that and would help to supplement [1:40:35, 1:40:38]: the overall mowing schedules that the um [1:40:38, 1:40:41]: uh staff currently does and allow them to concentrate [1:40:41, 1:41:01]: Uh, specifically on some uh residential type areas that they uh provide that type of mowing service for. In addition, uh we have also, and Mr. Aaron met with the contractor last week on some other exits, um uh Jodico and Eagles Landing, Hudson Bridge area, to get some cost estimates on those as well. So we want to continue to [1:41:01, 1:41:02]: [6063.2, 6070.4]: See what that looks like in terms of beautify beautifying those exits and those primary gateways into the city of Stockbridge. [1:41:10, 1:41:30]: Mayor. Just to follow up. Um, just so the public will know, um, the efforts as our city manager has stated, um, even in Councilman Alexander will do his piece with the trail. But we've had um a lot of discussions with Clayton County to ensure that when you're riding down 138, you don't know the difference if you're in Clayton or if you're in Stockbridge, Henry. [1:41:30, 1:41:50]: County. We want to work together collaboratively, and that's what we're doing. So we just want you all to know that the process is taking place again when it's two parties. But I do thank our staff for setting the bar. They're going ahead and stepping out now to ensure that Stockbridge is showing them exactly. [1:41:50, 1:42:10]: what we've discussed in meetings. So again to staff, thank you guys so very much for those efforts and bringing that forth tonight. Mr. Zan, go right here, please. Yes, thank you so much. And I want to say it's it's been a collective effort, I think, of this entire council that we endeavored to clean up Highway 1300. [1:42:10, 1:42:30]: It's something that we all firmly believe in and that we took steps in order to implement this program. The first thing we did was we passed the Highway 138 overlay guidelines. The Highway 138 overlay guidelines sets new standards. We had to raise the bar on Highway 138. [1:42:30, 1:42:50]: Now those design standards include a more urban and design feel where buildings will be moved closer to the street. The parking will be in the rear. They require 10 foot walking paths to be for new any new construction. If you look at the new best [1:42:50, 1:43:10]: Western Plus, you will see that there's a 10-foot walking path already in front of it. And although the Chick-fil-A is in the Clayton County section, the Chick-fil-A agreed to put down a 10-foot walking path along the Chick-fil-A right-of-way. Hopefully, we can endeavor as this council, because the Clayton County. [1:43:10, 1:43:30]: Clayton officials have indicated that they're more than supportive of adding ten foot walking paths all the way uh to joining us from North Henry Boulevard all the way to um uh the Clayton County line uh near Lake Spivey. Now, if we do that, uh that would require us to spend some money uh on some of the [1:43:30, 1:43:50]: Those it parts that are in the city limits. But what that does is those trails drive economic development. We have a master trail plan that we passed here in the city, but in order for us to take steps forward, we gotta actually put some skin in the game and fund some sidewalks and trails. [1:43:50, 1:44:02]: You know, for many of you all who live along Walt Stevens Road, uh this this this is your gateway at highway one thirty eight. People get off at that exit. And you know, my m my mother always told me, she said, [1:44:02, 1:44:08]: Son, one thing I want you to do is you know, w we're gonna clean up when company comes. We're gonna clean up anyway. [1:44:08, 1:44:10]: But we're gonna clean up. [1:44:10, 1:44:30]: Especially when company comes. So I went out there um the day before the fourth and picked up a little trash along that exit because I truly care about what our community looks like. I can't do it every day and citizen volunteers. I think Miss Bernice Peters, who's here, and Miss Jeanette Roberts, who's here, and Ronald Thomas, who got out there and picked up [1:44:30, 1:44:48]: Up trash on their time in order to make our gateway pleasant. We owe it to those citizens and everybody sitting here to raise the bar to make sure that when our company comes in, we welcome them with open arms and that they have a favorable impression. Because when they get off at the exit, they don't say, [1:44:49, 1:45:09]: Henry County. No, don't say Clayton County. Stockbridge is the problem. And we gotta take and step into that to make sure that we're doing what's necessary. Uh I think uh Mr Mr. Text Mr Touchston, would you would it's okay if I call him Mr Touchston? Stamp Stand by what I would do you need him to make reports. Come on. [1:45:09, 1:45:12]: Is it okay if I call him Mr. Tutch? [1:45:14, 1:45:15]: I just wanna make sure. [1:45:16, 1:45:31]: Mr. Touchden is our new economic development director. His job is charged with bringing economic development to the city of Stockbridge. It has been a challenge on Highway 138 because of the condition, because when you bring a business owner [1:45:31, 1:45:32]: or potential investor to [1:45:33, 1:45:35]: That gateway and they see what they see. [1:45:35, 1:45:37]: They're like, uh, I don't I don't think so. [1:45:37, 1:45:46]: Can you talk about the impact of us cleaning up that region to to your parti uh uh uh your job for the city in terms of economic development? [1:45:46, 1:46:06]: Well, I think it's been stated and said, uh, Councilmember that I think the more we clean up one thirty eight with public safety, you know, as we explore CID, as we look at the collaboration efforts and of course what Deshus is proposing here, and if you all approve, I think it's gonna make a big difference because as you and I have talked and we've had discussions, it's hard to really sell one thirty-eight when they drive down. There's no lighting, no signage, the sidewalks need [1:46:06, 1:46:26]: need fixing. So it's gonna have a tremendous impact, I think, on redeveloping and really bringing in some new life down in that 138 area. There's so much potential right there. You're seeing a lot of residents. I think you'll see, you know, w we want to see some things like Starbucks out there and finding some areas for them to go. And of course, you know, with that Greta Park and ride lot, you have so much traffic right there. I think it's gonna really, really make a big difference on our [1:46:26, 1:46:46]: I call it the opening and you're coming to the stock bridge, you know, coming down seventy five or six seventy-five. So anything we can do, partnership, collaboration, you all can do, I think is really going to make that area a prime target. And we'll we'll we'll see it looking like the Eagles landing park soon enough, you know, that with some beautiful signage out there and some beautiful you know, cleanliness out there. All right. Thank you, sir. Appreciate it. [1:46:46, 1:46:48]: The mayor. [1:46:48, 1:47:08]: Uh thank you, Mr. Mayor. I am also in favor of the beautification of 138, but I just want to bring to everyone's attention, especially Council. I've spoken to uh Mr. Aaron and Mr. Knighton about this issue about um w about flower beds. Um and Mr. Knighton and I had a conversation. [1:47:08, 1:47:13]: with a young lady just a few days ago. That was a fatality on one thirty eight [1:47:14, 1:47:17]: These flower beds retain water. [1:47:18, 1:47:38]: And during the winter months, it is a slow leak from these beds that create black ice. And last year, on 138, uh it was a fatality because uh of black ice. So, and Mr. Aaron and I we've had this discussion about those, and so I just want [1:47:37, 1:47:51]: to just put that in the conversation so when we create these beds, let's make sure we are concerned about the leakage and the retention of these beds holding water that slowly drips out and create black ice. [1:47:52, 1:47:56]: Any other comments at all? I do. You go right here, please, ma'am. [1:47:57, 1:48:03]: I know we were talking about that part of highway one thirty thirty eight. What about the top end? [1:48:03, 1:48:05]: Um close to the Walmart. [1:48:06, 1:48:26]: Oh yes, ma'am. We've also I met with uh the c the vendor on July fifth to look at some additional areas. We also looked at exit two twenty-eight, two twenty-four, two twenty-two. We looked at North Henry as well. We looked at Hudson Bridge, and we also looked at uh Rock Quarry Road. So we gave him a scope of work. He has it in hand. [1:48:26, 1:48:46]: Hand and he'll come back with the price, and we'll come back before council and see if that's something that council wants to move forward with. One of the things we're experiencing this year is in previous years, we've always had 10 or 15 temporary staff, and now we're averaging about one to two. So we're now we're trying to leverage the public private partnership. [1:48:46, 1:49:02]: partnership to assist us with beautiful beautifying the city. So we're gonna look at those gateways as well. Okay. I guess as I just wanna finish finish up, sir. Um because I guess the the gateway um right at the Walmart coming off forty two. Um [1:49:02, 1:49:12]: That that is our m that is a huge gateway for us that's gonna be coming through our downtown. So I don't wanna spend a whole lot of funding if we're not sharing um [1:49:12, 1:49:30]: a lot right there at that gateway at the Walmart. Um because we have those businesses that are up on that end that are also impacted um by, you know, with their business. So we gotta make sure that we're also just not on that end. We gotta bring it up to the Walmart because we have some areas [1:49:30, 1:49:40]: that there are safety issues. So we want to m ensure that, you know, when they're coming there, that we're doing the upkeep on those for those businesses as well. Yes, ma'am, we're looking at those areas as well. [1:49:40, 1:50:00]: All right. Any other comments? Yes. I I think in our conversation, I think to to to make sure that we're everybody understands and we're on the same page. In order hiring this contractor here frees up the city staff, some of the city staff to be able to take care of uh some of those uh those areas along the [1:50:00, 1:50:11]: main the along North Henry Boulevard where uh they wouldn't be required to uh or they wouldn't be overtaxed or some of the seasonal workers in some of the other areas as we move along. [1:50:12, 1:50:28]: We're looking at actually two different things. One is beautification and the other is mowing. Mainly city staff is mowing. Beautification are other things like you see around City Hall and other areas like that. So on our gateways, we want to focus more on beautification. Okay. Absolutely. We're with that. Any other questions? [1:50:29, 1:50:49]: All right, if that's the case, no other questions and need a motion to accept a one-year state contract for Highway 138, please. I'm sorry, Mayor. You have a question? One question. I'll go right ahead, please. The funding source, it's already placed in our budget. It's not coming from general funds. No, are we uh in your executive budget, I think it was fifty thousand for beautification. And Miss Miller recommended. [1:50:49, 1:51:09]: That we do it for a year, but we're mainly focusing on the end of this year. And if council funds it for the next year, we already have a cost for what it would be for that particular stretch of road going forward. Can you explain that to me, Mr. Knight? Yes, we would be using the right-of-way landscaping, which was approved in the budget for$50,000. We have not used [1:51:09, 1:51:29]: Okay. Thank you. Mayor. Okay. Any other questions? If not, I need a motion to make a motion. You go right ahead. I would like to make a motion for us to approve the one-year state contract for Highway 138 landscaping. Second. Okay. Motion was made in second. [1:51:29, 1:51:34]: I would imagine no further discussion. So I'll further motion, please indicate. Okay, fantastic. Thank you. [1:51:35, 1:51:42]: Council consideration approved installation of speed breakers on Shields Road, funding source public works. Mr. Aaron, please. [1:51:42, 1:51:52]: Uh yes, Mr. Mayor and Council. Uh we had some residents from Shields Road had some concerns about speeding on Shields Road, but one of the things is roads the FHA [1:51:53, 1:52:13]: Federal Highway Administration classifies role usually as arterial, collector, and residential. And SHIA's role is arterial road, which is mean that those are type roads have a higher rate of speed than collector and residential roads. And typically, you don't put speed breakers on arterial roads. That would be like putting [1:52:13, 1:52:29]: couldn't speed brakes on East Atlanta, Flippin' Road or Old Atlanta. You you um defeat the purpose of what the road was installed for, which is to get people from point A to point B at the highest speed possible. So that mo that road is about a mile long. [1:52:30, 1:52:50]: And so if you put speed breakers on that road it it deters it from the purpose the road was built for. But I'm just bringing it for council because some residents wanted the speed breakers. That's a that's a council decision as if you want staff to inst install speed breakers on speed. [1:52:49, 1:53:09]: No? I think it's forty, forty five, somewhere around. And it's forty-forty-five. Okay, which I got I hear you. Arterial Road. Because in the neighborhood, obviously, in a in a in HOA, you're not gonna have forty-forty-five. You're gonna have maybe fifteen, twenty, twenty-five, something like that. Yes. Okay. All right. Got it. Any question for Mr. Aaron, please? Mayor. Yeah, go right up, please. [1:53:09, 1:53:10]: Yes. [1:53:10, 1:53:17]: I just move that we approve the installation of those free spur breakers on Shills Road. You okay, make a motion approved. Is there a second? [1:53:18, 1:53:19]: I second. [1:53:19, 1:53:39]: You second. Okay, it's been second for the discussion. I just wanted I have a question. Go go right ahead. Uh technically, I guess when somebody wants to do sidewalks or what have you, then they have to have a petition. How many residents actually came forward? Because and has there been any outreach to all of the residents on Shields Road so they don't work. [1:53:39, 1:53:54]: up one morning and they got speed bumps and they don't want them. So how much how is there a petition requirement? Does anybody know?'Cause petition is in your yes and a speed speed breaker policy the city has. How many okay. I didn't see that. [1:53:59, 1:54:02]: I have a question. Council. Okay. [1:54:04, 1:54:24]: Mr. Okay, go right. Is he finished? Okay, so I see it now. I thought he was just Are you finished there? Yeah, I'm okay. Go write it, please. I was just gonna ask Congress Congressman David Scott's um stated that he put in funding for Davis Road, sidewalks, and SHILLS. Was it SHIELLS? There was a letter um flyer that went. [1:54:24, 1:54:31]: I know one said Davis. What are we doing with that funding um if that was provided to you? [1:54:32, 1:54:52]: Right. Yes. Um Councilmember Robinson, there is a a project currently underway. It the bid will open on July twenty fourth that would sidewalks from North Henry down to Shields Road. It would install sidewalks to that portion. I know the city want to go from [1:54:52, 1:55:00]: uh North Henry down to Clark Park, but trying to secure the easements along from Shields to Clark Park has been [1:55:01, 1:55:02]: Very [1:55:03, 1:55:23]: Very time consuming. A lot of people are not in favor of it. The most difficult challenge, we did get the the portions from North Henry down to Shields Road. And so we were in danger of losing the funding. We've had the money for over five years. And so G Dot suggested that [1:55:23, 1:55:43]: Since we had the Eastman's from North Henry to Shields Road, it's about$642,000, which would be about what it would take to install sidewalks from North Davis to Shields. So they they suggested that we install that portion and then the city might want to come back at a later date so that we didn't lose that funding that we have. [1:55:43, 1:55:49]: for that portion. It was a transportation enhancement grant that the city received for that sidewalk. [1:55:50, 1:56:00]: So go ahead please. I know you got no questions. Yes, thank you. So in other words, I want to be clear. So we have the f federal funding. [1:56:01, 1:56:08]: Yes, are we going to use it? Yes, ma'am. The bids the bids should open on July twenty fourth. Okay. And what's the timeline for that? [1:56:09, 1:56:14]: It's it's betw I think said ninety to a hundred and twenty days to install the sidewalks. [1:56:16, 1:56:35]: And that would be Shields and Davis. It'll be Davis Road from Highway 42 to Shields Road. Okay. That's phase one. All right. And if the city decides to do a phase two, then we'd have to secure those easements from Shields Road to Clark Park. That was the original project. [1:56:37, 1:56:57]: Mm-co yeah, go right. I just want to make sure she's she's done it. Okay, go right. So your recommendation is not to do it, I guess as you said. It's a major so let me add let me help me understand this. Now see we have the petition, but we have a comp plan, and this is a is this a major arterial road or that that's going uh it is [1:56:57, 1:57:12]: It is so how does that fit into what we're trying to do in terms of our transportation plan uh for the city? If we put speed bumps along this road it's gonna be carrying a lot of cars. So what you seem to indicate that [1:57:13, 1:57:14]: You didn't you didn't [1:57:15, 1:57:24]: What's the staff recommendation? So let me not put word in your mouth. What's the staff recommendation? Most jurisdictions do not install speed breakers on arterial roads because [1:57:25, 1:57:34]: Because of the speed limit.'Cause once you cross North Heming, then you're on Flip and Road. So a lot of people take Davis Road to Shields Road to Flip and Road, so [1:57:35, 1:57:43]: So you're recommending not to approve this I would not. I would I would do something like signage. So [1:57:43, 1:58:03]: So additional signage instead of speed breakers because anytime you install speed breakers, then there's emergency vehicles, they gotta slow down for them and things like that. So I think we ought to start off with signage first. And if there's and there's some more issues, then we do an actual traffic count to see how many cars are actually using. [1:58:03, 1:58:04]: Yeah. [1:58:04, 1:58:05]: Mm-hmm. [1:58:05, 1:58:25]: Okay. Mayor. Yeah, but um but you wait one second. Were you done with your questions? Okay, okay. Go go ahead. What is it? I would like to remove my um resend my motion. Okay. All right. Uh when you say signage, you what type of you saying slow down? What do you slow down, children at play and those type of of signs. Okay. And you know, you can have flashing warning. [1:58:25, 1:58:28]: caution lights, those kind of signs as well. [1:58:28, 1:58:38]: Okay. And maybe even excuse me. Yeah, go right here, please. And maybe even a police officer sitting there to make sure people are buying the speed limit. Might we be able to do that too? [1:58:39, 1:58:51]: Mr. Mayor. Go right, sir. Uh Mr. Eric, has there been any discussion with any of the um homeowners in that particular area? I've met with several of them and and the gentleman that started the petition. [1:58:52, 1:58:55]: You know, so the times that I've been on the road I haven't seen any h [1:58:56, 1:59:10]: you know, cars moving fast or a lot of traffic going through there that would warrant the speed breakers,'cause actually I met with a residents in res in reference to some overhanging limbs, we talked for thirty minutes. I probably saw six or seven cars [1:59:11, 1:59:15]: And I didn't see any one that appeared to be going at an excessive rate of speed. [1:59:17, 1:59:37]: Okay. So so let me ask you this now, so it seems like that we're not gonna pass this, all right. So uh then you you mentioned that signs, so you wanna come up with some signs and come back to us for approval of those signs, or that's something that that uh Mr. Knighton could go ahead and approve or how are we gonna do this next step here? I think Mr. Knighton can you know, you can also have [1:59:37, 1:59:47]: the signs like they do on Patrick Henry that shows your speed. Mm-hmm. You know, let people know how fast they're going and things of that nature. And also just some signs that say slow down. [1:59:47, 1:59:48]: Okay. [1:59:48, 2:00:08]: All right. Council, you got any other questions for Mr. Aarons? No. Okay. So I will think that we're gonna pass this back to you, sir, and I think it comes back to your lap there, Mr. Knight, in this aspect. That if I'm hearing the the council correctly, that you all want us to go back then and look at the appropriate signage for that roadway to be placed and installed on Shields. [2:00:08, 2:00:28]: Road. That's that's my understanding. That's my understanding there. Yeah, that's my understanding. Okay, thank you. Appreciate it, Mr. Aaron's. Okay, so council consideration to approve all South Constructors Incorporate Change Order Number One in amount of 720,500 and Carter and Slopes Engineering Services for an amount of sixty six thousand nine hundred, less contingency. [2:00:28, 2:00:31]: [7232.0, 7234.1]: Dollars and ten cents for overall amendment to the [2:00:34, 2:00:35]: Three hundred eighteen. [2:00:35, 2:00:37]: thousand six hundred sixty one dollars and ninety cents. [2:00:37, 2:00:39]: For the total project of uh [2:00:39, 2:00:45]: WWTP improvements, it's a water plant there, and Glen Anne Pump Station rehabilitation. [2:00:46, 2:00:53]: Rehabitation, Carter and Sloops project number, S nine one zero zero that point zero one three and point zero one four. [2:00:53, 2:00:56]: From five thousand oh excuse me, five million, three hundred and twenty eight. [2:00:57, 2:00:58]: Six hundred nine two thousand. [2:00:58, 2:01:01]: To five million five hundred ninety nine. [2:01:01, 2:01:14]: Uh at nine hundred and ninety two thousand funding source, water and sewer fund balance. So mouthful. Mr. Aaron, please. Yes, Mr. Mayor and Council. I'm pretty sure Mayor and Council are aware that every time we have a [2:01:15, 2:01:35]: heavy rainfall, we have over sewer overflows and it's get it's gonna get to a point where EPD having worked with EPD saying you're following protocol by reporting the spills and doing the things that are required to clean up the areas after the spills, but what are you doing to address the causes of these spills? So we [2:01:34, 2:01:54]: We know we've got two areas, is this area and the Smith Barns, which in July, July 24th, we have a bid opening for the first phase of Smith Barns, our sewer basin rehabilitation. But one thing about the city's sewer system, over 65% of your system is dates back to the early 60s, and the pipes are made of vitriol. [2:01:54, 2:02:14]: Clay, but in layman's term, it's terracotta, which is what flower pots are made of. And so over the years, those sewer mains have cracked and they allow water to seep into the collection system. So during periods of intense rainfall, the sewer system gets overwhelmed. We have staff come in with our pump truck to [2:02:14, 2:02:34]: Try to stay ahead of it, but it's just getting to the point that you can't stay ahead of it. So we know these are some areas we've got to make some repairs. We've got to make investments back into our sewer collection system, which we haven't been doing. And like I said, the majority of your system dates back to the early 1960s. So we want to start making improvements. [2:02:34, 2:02:43]: To alleviate some of those sewer spills. We have the money available in fund balance. We just want to start making improvements to our collection system. [2:02:43, 2:03:01]: All right. Any question from Mr. Aaron, please? Yes. Go right ahead. You got something Mr. Tell me? Go go right. This is my issue here and I'm gonna say it and I think I've communicated this with the mayor and council. Everybody up here, I believe, has Henry County water authority. I believe we all do. [2:03:02, 2:03:05]: I think we have e excellent service. [2:03:06, 2:03:06]: Yeah. [2:03:06, 2:03:12]: Okay. He doesn't have it. Okay. He doesn't well everybody with Councilman Thomas has Henry County. [2:03:12, 2:03:32]: Water Authority. Yeah, City Water too. Okay. I'm sorry, I was mistaken. Okay, I thought we all had Henry County Water. I know Mr. Blount does and and Miss Gantt does, and you do too, right there. Right. My issue is this. This system has not been it's been in the ground since nineteen forty nineteen sixty. [2:03:32, 2:03:40]: As you said. How many other$5 million bombs are out there in the ground that we're going to discover that we could? [2:03:41, 2:03:43]: Actually explore [2:03:43, 2:03:48]: having the Henry County Water Authority assume control of the water system. [2:03:48, 2:03:57]: No, for pull the people to understand the Henry County Water Authority is totally separate from Henry County government. They are their own entity. [2:03:58, 2:04:18]: They are prepared to deal with growth for the next 30 years. What would it take for us to have a system that covers right around here the city, maybe a little bit portion thereof, up to north side, to go ahead and look at least explore the idea of having the [2:04:18, 2:04:36]: Henry County Water Authority come in. They are platinum rated. They are the you can't get any higher than that. They actually won their the award for having the best tasting water in Georgia. And I know I've never had a problem with the service. They have all the equipment and they have millions of dollars in reserve. [2:04:36, 2:04:40]: Ви препарад то так фамільн дой. [2:04:41, 2:05:01]: Invested into a problem that we have here, but we don't know the scope of what we have below the ground and how many more of these are out there. They do a very efficient job of running the system so we can avoid a situation like this where next time we might not have the five million dollars in reserve in the reserve. [2:05:00, 2:05:08]: What happens when that occurs? And then like I said, we [2:05:09, 2:05:14]: As we think about it and I explain it, it's the same thing that we do with waste industries. [2:05:15, 2:05:35]: They deliver a fantastic product, they pick up the trash, they do the recycling. It would be another vendor and another service where we're not ever faced again with putting five million dollars out because they're recouping those benefits and those investments as they operate uh through the system. [2:05:35, 2:05:55]: Well my answer to you is the the City of Stockbridge water and source system is a four plus million dollar a year business. That that business has won ten gold awards over the last twelve plus years. So the repairs are gonna have to be made, whether Henry County assumes responsibility or the City of Stockbridge. [2:05:54, 2:06:10]: But one thing I do know, I've been in positions like that where another entity comes in, guess who gonna pay the bulk of any renovations or rehabilitation that has to be done to the City of Stockbridge source system? It's gonna be the users of the City of Stockbridges. [2:06:10, 2:06:30]: Sewer system. So they're gonna raise the rates to make the repairs. So but we have a chance to control our own destiny. Those repairs are gonna have to be made, whether it's Henry County or the city of Stockbridge. We do an excellent job of maintaining our water and sewer systems, but we just have not put the money back into [2:06:30, 2:06:46]: To those systems because everything is on the ground. It's not something beautiful that somebody could see a building or something like that. But this is a four and a half million dollar business. You're talking about transferring to Heron County for them to come in and do the work that. [2:06:46, 2:06:55]: The city has not done over the years. So that work is still gonna have to be done, whether it's Henry County or the city of Stockbridge. But wouldn't you rather have the right? [2:06:55, 2:07:05]: or the ability to control the the cost of that rehab and how you go about rehabbing it. Cause I can guarantee you if Herring County takes ownership of it. [2:07:05, 2:07:25]: Those rates are going to be on the backs of the City of Stockbridge residents that are on the current system. It's not going to be they're going to come in and use the fund balance that they have to make improvement to their system. The the ratepayers and the cities citizens of Stockbridge are going to pay for the improvements to the City of Stockbridge system. [2:07:25, 2:07:45]: Like to say this. I just want staff to look at it, have the conversation. I'm not saying that we need to move forward with it, but at the same time, if we get$5 million and then we have another$5 million repair, we're gonna have to raise the rate too. So it it it it is like you said, it is who who has um you know who has [2:07:45, 2:08:04]: Has control of it, but at the same time, if we look at it, if these repairs keep coming up, five million dollars, five million dollars, we've got to repair all the pump stations again and and and all of the investment. I would like for the staff to go out and do an assessment on what it's going to take. [2:08:05, 2:08:09]: And come back with a dollar figure for us so that we know [2:08:10, 2:08:11]: Okay, that we can make a decision. [2:08:12, 2:08:12]: Yeah. [2:08:13, 2:08:15]: What it's going to take to [2:08:15, 2:08:18]: Keep this running at a high level. [2:08:18, 2:08:38]: To have all the water stations and sewer stations updated, what that dollar figure is, and then have sit down and have a conversation with the Henry County Water Authority and see what they would be proposing. Because as you said, the system was built, it's been what's in the ground has been there since 1960. And no, no one's gonna tell you. [2:08:38, 2:08:58]: Take the money out of their system to pay for it. But in the end, it's gonna be somebody's gotta pay for it. And I don't know. I just I would just like I said, I'm not proposing that we take the jump at this point, but I wanna know an assess a full assessment on the entire system to see how much. [2:08:58, 2:09:02]: [7742.3, 7747.0]: keep it up at a A or better level A level uh [2:09:08, 2:09:28]: To keep it operational, cause we got a lot of things that we need to do at these pump stations and uh uh to to repair. Is it five million dollars in total of everything we gotta do to fix it? Or is there other repairs that'll be required? There's gonna be some other things we have to do, but you're you're looking at a system that for the last thirty plus years [2:09:28, 2:09:48]: The city of Stockbridge has not made a significant investment in its infrastructure. And now you've got facilities that are coming to the end of life for those facilities. And one thing about sewage, it's high in hydrogen sulfide. Hydrogen sulfide is very corrosive. So over a 30-year period, you got concrete. [2:09:48, 2:10:08]: In the ground, you got the terracotta, that is eating away at those that infrastructure. And it's just time. Any business you got to put back into your business. If you don't put back into your business, it's not gonna be a business for an extended period of time. So we're making some repairs that are much needed repairs that people say. [2:10:08, 2:10:18]: it's out of sight, it's on the ground, people don't look at it, so they figure everything is going okay. But you've got to continue to put back into your business if you want to continue to be successful. [2:10:18, 2:10:21]: All right. Mr. Thomas, please. Thank you. [2:10:22, 2:10:25]: Uh I I think both points are are valid points. [2:10:26, 2:10:30]: I had a conversation with Mr. Aaron and Mr. Nighton earlier. [2:10:31, 2:10:34]: My concern is in the bidding process. [2:10:34, 2:10:39]: And when I read this and and I don't like change orders, number one. [2:10:40, 2:10:45]: uh because I feel that uh companies will underbid [2:10:45, 2:10:58]: knowing that once they get the bid, then they can come back. I'm not saying this has happened in this case, but I do know of some cases that this has happened where they under bid, they get the contract and then they come back in and do the change order. Uh [2:10:59, 2:11:04]: And I understand about the the age of our uh infrastructure and our system. [2:11:04, 2:11:09]: I just have a problem when uh bids goes out. [2:11:10, 2:11:13]: And they bid on it, they get it. [2:11:14, 2:11:16]: And they don't give you the full scope. [2:11:16, 2:11:20]: Um and then they come back and put the change on. Exactly. [2:11:20, 2:11:26]: Those are my issues with with this process and I'm just reading here um [2:11:27, 2:11:30]: you know, amending the design [2:11:30, 2:11:50]: administrative costs, all of these things are being amended to raise up uh the pricing. I heard what you said earlier about we're trying to fix a crumbling system all over this city. I I get that part of it, but I try to go back um to pull the [2:11:50, 2:11:55]: other bids just to see if the other companies [2:11:55, 2:12:09]: indicated these things in their initial bid. Um I just wasn't able to get there to actually to see that. But th that is my concern. And I know Mr. Knighton, you and Mr. Night admitted that [2:12:10, 2:12:15]: Um this would this phase of it was not a part of the original, be it [2:12:15, 2:12:34]: But once they analyzed it more, then they saw something needed additionally. And that's where the change ought to come in. It's not with the original um analysis, but it's something addition to that. And I get that part too. But I still have a problem with [2:12:34, 2:12:54]: Bidding and then coming back and putting in a change order. Well, here's the issue that's going on. Brad Holsinger has been down at the wastewater treatment plant for over twenty years. He's seen the issues that are going on with this system. Like I say, every heavy rainstorm we're fighting and battling over at in Smith Barnes area because of sewer spills. [2:12:54, 2:13:01]: 'cause we got infiltration in our system. So we set out as a team [2:13:01, 2:13:12]: of professionals in the water and wastewater industry and saying, hey, how do we go about addressing some of these issues with infiltration into our sewer system? Having worked with EPD for seven years, [2:13:13, 2:13:19]: I've issued consent orders against numerous m municipalities for the same thing as this, that [2:13:19, 2:13:39]: Yeah, it's well and good. You report the spill, you follow the protocol and say we did everything that EPD says we're supposed to do. But EPD gets to a point say, that's well and good. But what are you doing to correct these problems? We got money sitting in the bank we've had for years and we've had these problems for years, but nobody would want to attack these problems and they're [2:13:39, 2:13:59]: They're hitting us in the face right now. We gotta we're gonna have to do something. If not, we're gonna continue to have spills. EPD is gonna end up finding us. And then the thing is they're gonna be saying, we're gonna find you, and plus you're gonna repair it anyway. So we're trying to be proactive and get ahead of that game before EPD comes in and tell us that. [2:13:59, 2:14:19]: We don't have a choice but to. So why weren't this included in the original analysis? Because the original analysis was to upgrade the equipment at the wastewater treatment plant that has gone beyond its useful life. It's over 25 plus years. So as we started with all [2:14:19, 2:14:33]: of this rain we started having with all these sewer overflows, we like, well we need to start addressing that as well. So we had an opportunity when we spoke with the treasurer that there was money available to start making improvements to reduce [2:14:34, 2:14:54]: The impact of sewer overflow. So while we're in the process of doing that, let's start uh addressing some of these other issues that we have. Like say we got a CDBG grant that's gonna help us with the Smith Barnes sewer basin. Then we gotta start looking at there's some stuff over in Glen Addie on that street. Those guys are cameroning and cleaning. [2:14:54, 2:15:06]: sewer lines all the time. There's some issue all over the system, but we want to start addressing those issues proactively before somebody come in and say, well, you need to do something, this is what you're gonna do. [2:15:07, 2:15:13]: You know, Mr. Harry, I I get that, but we've had heavy rain seasons. [2:15:14, 2:15:14]: Forever. [2:15:15, 2:15:18]: So I guess the question still is [2:15:18, 2:15:31]: Why didn't we see this even last year during the heavy rain? And maybe you did. I I don't know. Maybe you did and just didn't act on it. We've we followed protocol and that's when we we met with um [2:15:32, 2:15:46]: Henry County to inquire about a C D BG grant to look at the Smith Barnes basin. So that's what we're gonna be doing. Our first phase of that. It's a five-phase program. The first phase is we're gonna camera and video the entire Smith Barnes sewer basin. [2:15:47, 2:16:07]: And so that's a project in itself to repair that area. Like I said, the majority of your system is nineteen sixties. Terracotta sewer mains, flower pots in the ground. That's what you technically have. And and I notice in your write-up you you talks about uh cotton Indian, Stockbridge Middle School. So [2:16:07, 2:16:09]: You know, I I sort of get that part of it. [2:16:10, 2:16:23]: You know, I I guess I just really have a problem with the bidding and why can't we just you know, just do this off the top? Because I I just feel in my in my system in in my heart is that [2:16:24, 2:16:44]: The change order is always something in that change order that just does not smell right for me. But any any project you start is always gonna be an unknown. It's gonna be the same thing when we start with the amphitheater. It's gonna be something that until you start digging in the ground, you don't know. But we're just trying to be proactive and address a problem we know. [2:16:44, 2:16:45]: No we haya. [2:16:45, 2:17:05]: We know we have. Every time it rains, I'm on the phone with Mr. Knighton. Hey, here's what the guys are doing to try to prevent a sewer spill. They got a pump truck out of there trying to pump down a manhole to dump it into a lift station to keep from having a sewer spill. And we're spinning our wheels because a lot of times we're not able to keep up. And then we got articles in the paper where City of Salt. [2:17:05, 2:17:18]: Stockbridge had a a twenty thousand gallon spill or a fifty thousand gallon spill. We're just trying to be proactive and start putting money back into this business that generates the city of Stockbridge four and a half million dollars a year. [2:17:19, 2:17:39]: You done too. Yeah. Okay. Any more questions aside? Let me make something perfectly clear. I'm all for doing what we need to do to fix the problem now, because we're gonna make sure that we have a safe water system and that we don't have sewage overflows. My thing is, yes. [2:17:39, 2:17:47]: We gotta approve this today. I'm not gonna not approve it because I think we need to do it. My thing is, I want an assessment. [2:17:47, 2:18:02]: on the system from the staff to see a overall system that says what is the dollar figure that is this balloon and this nineteen sixty system that you say is composed of the terracotta. We get we need to know. [2:18:02, 2:18:08]: We need to have whatever estimate or whatever expert come in to tell us it's gonna cost [2:18:08, 2:18:28]: 20 million dollars to fix this. It's gonna cost 10 million. Whatever that cost is going to be, we need that number to understand before the next five million dollar repair comes up because we don't know what other bombs are buried uh below that ground. When and then until stuff starts to happen like [2:18:28, 2:18:48]: Like you said, this is a symptom of what's below the ground, right? And then we'll find out once it once we start doing what's necessary. If I may, let me say two things. One is um when we start having some sewer spills. I I did talk to Mr. Aaron and said, look, what what can we do to fix the problem? What does it take to re- [2:18:48, 2:18:49]: Yeah. [2:18:50, 2:18:57]: And this is a part of that is to try to come up with some level of of permanent solution rather than putting a band-aid on it. [2:18:58, 2:19:18]: Second thing I would mention is like many jurisdictions who have that nineteen sixties terracotta piping, many jurisdictions across the Metro Atlanta area and across the country are gonna be dealing with this type of thing. And while we can come back with an assessment, if that is what you all would like for us to do, you're always going to have to invest funds in your stormwater. [2:19:17, 2:19:33]: and your water and sewer. You're always gonna have to do that at infrastructure. That's why it's a part of SPLOSTO SPLOST is because you're always gonna have to make those uh repairs and improvements to your infrastructure. That's something that's gonna be ongoing for this jurisdiction or any other jurisdiction. [2:19:33, 2:19:49]: And so if that's something you would like for us to do, well let's we can certainly take a stab at it and try to do that. Let's find out. But you all interested I do want to caution that infrastructure improvements are gonna be something that's always gonna have to be done. Okay. Go ahead. [2:19:49, 2:20:09]: I just want the number. I'm not saying that we're gonna make a move, but I wanna know what the what what the potential risk is. Yes. Okay. Uh anybody yeah. Well I I'm I'm I'm in favor I'm even in favor of of moving forward on this, but I guess going forward uh I just like to see a little bit more homework and I I think both of you saw the hit the [2:20:09, 2:20:19]: nail on the head and um you know we just need to just come back and look at this and you know, I guess give us a head up. Just let us know what's getting ready to come. [2:20:19, 2:20:39]: So it looks like assessment is good if we can do that and we'll see what the vote comes out here in just a minute as soon as we ask for mayor. We definitely won't save water, there's no doubt about it. Yeah, I have city water and I actually would like to make a motion to move um as it was clear what the council um directives are uh moving forward. Um [2:20:39, 2:20:59]: Items that they we all would like to see. Um, but again, when you have water and sewer, you're gonna have always have that money set aside. Um so mayor, if I can, I would like to make a motion to consider to approve um the all-south control constructors change order number one in [2:20:59, 2:21:09]: in the amount of seven hundred and twenty million five hundred uh seven hundred and twenty thousand dollars, tw seven hundred and twenty thousand five hundred to Carter and Sloop Engineering Services. [2:21:10, 2:21:30]: Well, the whole paragraph. All right. Is there a second? And the open okay, second right here. Okay, so you got a second. Yeah. And for the discussion. Not all in favor, please indicate. Okay, fantastic. Okay. Was there a consensus on the assessment? Yes. Yes. Yes, there was. I would say yes there was. For future. For yeah, for yeah, just for I think Mr. Knight understands that piece. Right. There is a consensus. [2:21:30, 2:21:50]: Okay. Council consideration approved a resolution to regulate and provide for the calling of election to determine whether the city council of the city of Stockbridge shall authorized or to allow shall be authorized to allow the consumption of alcohol on the premises from eleven A.M. until twelve midnight on Sundays as authorized by Article Seven of Chapter. [2:21:49, 2:22:09]: three of Title III Official Code of Georgia anointed brunch bill. Mr. Williams, please. You've saved the very best for last. Hey. So uh you have before you the uh resolution that would call for the uh referendum on this matter and it would be put to the voters uh in the fall and so it's just uh [2:22:09, 2:22:29]: uh today or this meeting is the earliest meeting that y'all could make the call and so this is just a housekeeping matter since you had already previously uh directed staff to bring this forward. Okay any further question for Mr. uh Williams so move. All right so is there a second second all in favor please indicate. There you go sir. [2:22:29, 2:22:31]: Let the voters decide. [2:22:31, 2:22:33]: All right. [2:22:34, 2:22:39]: Madam Clerk, let's go to our three minute clock, please. City Okay, one second. [2:22:50, 2:23:10]: Mr. Knighton, any comments? Uh yes, sir. I uh just very quickly, we had mentioned and alluded to this earlier. The demolition of the police station started today. I sent you some photographs for that. Um I think they've gotten most of it down, I believe. I hadn't had a chance to run over there, but they'll they should be able to complete that this week. They're also uh tasked with um um [2:23:10, 2:23:30]: Demolishing one of the nuisance homes as well this week. And then in about two weeks or three weeks, there'll be another one nuisance home that's on the list for demolition. So we've got them ramped up and moving. Um and we've got a number of other um uh nuisance uh filings that are coming very, very short. [2:23:30, 2:23:47]: shortly. So this is a part of trying to uh clean up certain areas and clean up certain properties that have been an eyesore for the city. So we are moving in earnest with that. Also, I may have mentioned to you as well uh uh bathrooms have been renovated at at Gardner Park. [2:23:47, 2:24:07]: Going to renovate the other bathrooms uh as well. And new barbecue grills are gonna be installed, larger barbecue grills are gonna be installed um at the uh all of the park facilities. And we'll be working on uh a cooling station, misting station, some kind of station to keep people cool at uh some of our events and then look at ceiling fans for the park. [2:24:07, 2:24:20]: As I think I've communicated with you. Appreciate the great work of the staff each and every day to serve the citizens of the City of Stockbridge and appreciate the Mayor and Council support. Thank you. [2:24:20, 2:24:21]: Thank you, sir. [2:24:23, 2:24:27]: I'm clerk. Yes, sir. Do you have any comments? [2:24:27, 2:24:47]: Uh I just wanted to uh thank um the staff. We um were able to uh get together last Friday. And in addition to that, um my team that works with me in the clerk's office, um they did an amazing job when I was away uh for training and I just wanted to give them a shout out and thank them for all that. [2:24:47, 2:24:48]: Oh that they do. [2:24:48, 2:24:49]: Appreciate it. [2:24:51, 2:25:00]: Mr. Thomas, please. Uh I just want to say thank you, Mr. Knighting, for um the employee get together. That that was nice. That was the first. [2:25:00, 2:25:05]: Um but mainly I wanna say and I just wanna just share with all of the citizens [2:25:06, 2:25:17]: If you just really just look close at this council and this staff and this administration, great things are happening. Uh the reason why we go back and forth, back and forth. [2:25:18, 2:25:23]: You know, we're trying to put put the best product as possible. [2:25:23, 2:25:27]: for the citizens. And when you just look at the totality [2:25:27, 2:25:29]: Of everything that we're doing. [2:25:30, 2:25:32]: Um it's a beautiful picture. [2:25:33, 2:25:39]: So we just have to keep, you know, button heads, if you will. But at the end of the day, um [2:25:40, 2:26:00]: Things are just looking good. I mean, you can look at all phases of what we provide here: services, amenities, um plans, ordinance, comprehensive plan, the whole gamut. Um, you know, we're moving the city forward, and and I'm just proud of this council and this staff. I know sometimes um, you know, [2:26:00, 2:26:12]: You know, we may talk a little harsh to staff and to others, but that's just what we do and uh just just, you know, to to get it right. But I think when the dust settle, um, the train is moving. [2:26:12, 2:26:32]: The train is moving and that's what's important. As long as the train continue to move, uh, we will get it done. And so I just think uh I just want to commend this council and the staff for just moving it forward. The demolition of the of the uh uh old police, I mean that's a positive sign. Um, the improvement on the parks. I mean, I can just go on and on and on. [2:26:32, 2:26:37]: But I just think uh you know we're doing great things here. Thank you. [2:26:40, 2:26:41]: Ms. Gantt please. [2:26:43, 2:27:03]: I thank you for your continued support and prayers. Um I hope you had a great Fourth of July. Um I think we all want what's best for the city, um and what's in the best interest of the city. And that is that we feel that our citizens deserve the absolute best. And so that's what we put here. [2:27:03, 2:27:04]: Thank you. [2:27:05, 2:27:15]: Uh thank everybody for tuning in and I thank the folks who came and participated in the democratic process and thank all the nominees who [2:27:15, 2:27:18]: gave of themselves to serve. [2:27:18, 2:27:38]: We had volunteers today who showed up who wanted to sure serve on our youth council uh for the city. Uh thank them so very much because it takes all of us. You know, the six of us up here can't do it. We need you all, and we applaud any citizen that steps forward who wants to volunteer and help. [2:27:38, 2:27:58]: Um I I I when I every time uh Mr. Capiano comes up to the podium and he talks about his program, and he said to us tonight that he changed the name of that program to Stockbridge, that should make everybody up here beam with joy. Because he didn't have to do that, but he believed. [2:27:58, 2:28:18]: In us and he believes in his city. And we need folks who believe in us and believe in the direction that we're going in because this is what we need to do. I want to thank all the people that came out for the morning on the range. We had from we had from uh two years old to seven to eighty four. [2:28:18, 2:28:38]: Five years old. They came out and picked up a golf club. I don't play golf, I don't, but I like to drive the ball. And everybody had an absolutely great time. And we got the fellowship and we got to introduce some young people to the game of golf. A young man with, I just particularly the young man with some great talent. [2:28:38, 2:28:49]: Talent, rat natural talent came to that course, and he's getting some instruction to move him forward in the game of golf because the professionals out there saw. [2:28:49, 2:28:54]: This young man had something who had never picked up a club, but he could drive at three hundred yards. [2:28:55, 2:28:57]: And he'll just start picking up club that day. [2:28:58, 2:29:07]: that counts when uh we're talking about the impact that we're gonna have on the community. I still I just wanna make sure I tell my colleagues that we're halfway through the year. [2:29:08, 2:29:28]: And we still want to continue to move forward with projects in the city. McDonough just opened up a splash pad in Avalon Park. I asked myself, why can't we open up that splash pad that we've had and that we've had the feasibility study done on in the city? Let's stay focused. Let's continue to put our notes. [2:29:28, 2:29:39]: nose to the grindstone and make sure that we spend every day possible moving the needle forward in every aspect for our citizens. And thank you all so much. [2:29:39, 2:29:59]: Ms. Robinson, please. Thank you, Mayor, and thank you to everyone that came out and congratulations to the new um volunteers for the Youth Advisory Council. Thank them so much because they've got a lot of um volunteering to do. Um just as I wanted to thank our teen ambassadors that sat in tonight. Um this was their first [2:29:59, 2:30:19]: Meeting so that way they can actually actually observe the mayor and council meeting. Um so they will be doing a report on Thursday at their retreat. So they'll be able to give feedback to their local officials on what they observe on this evening. So I do want to thank my colleagues for a very productive meeting on tonight. [2:30:19, 2:30:28]: Night. Um everything was very productive, so I'm excited about that. And to staff, um, as Councilman Thomas said, we uh you know [2:30:29, 2:30:49]: We're all just we're all sincere about what we're doing for our community and we know that you guys are doing a excellent job. Um, but it's just a lot that we're just pushing because a lot of things that we have um agreed upon in twenty sixteen. A lot of this is before you arrived. Um so it's just things that we want to get done. We just want [2:30:49, 2:31:09]: Get done. We had the Carl Vincent Institute involved. We paid them for a lot of feasibility studies and we just want to get things done. So um just know that um our heart is good and we just want to be able to just go back um to where we were the vision um at 2016 so that way we can stay on track and make sure we get a lot done. [2:31:09, 2:31:09]: Yeah. [2:31:10, 2:31:11]: And again to um [2:31:11, 2:31:31]: Everyone that volunteers, K Piano. I mean I went by the summer camp. Excellent job, excellent students. These are our babies. Um so we just want to make sure that as a city that we're here, we're being supportive to those that are who want to be in our community. So we have a lot of people that want to be in our community that [2:31:31, 2:31:51]: Are out in the out front, and as elected officials, we need to be, you know, have open arms for them. So when things come up, we need to make provisions so that we can show that our youth, our seniors are definitely um important to us. Um and we got a lot of things that's coming forth, and you'll see that. So just keep it. [2:31:51, 2:32:09]: Keep hanging in there. Um, things will turn out the way I believe the vision that you see, because um I believe we share the same vision for our young people. So again, thank you to everyone. Um and everyone have a blessed week, rest of the week. And if there is anything that we can do here in Stockbridge, please let us know. Thank you so much. [2:32:11, 2:32:31]: Well, citizens, I tell you what, uh, hopefully you had a great 4th of July and you continue to have a fantastic summer. And as you well know for your parents, uh here shortly, in about a little more than about a month, and school will be starting up again. But we I know you'll be ready probably to get your children back in school so they can get educated. On that note, I also want you to know that uh keep the [2:32:31, 2:32:42]: the faith. We're going to move the city forward and we'll work together as a team, cooperative effort to uh do that and for you all and we constantly need your input and your uh your involvement in that aspect. [2:32:42, 2:32:55]: And I want you to know that we all have uh new name tags and and our name tag says Stockbridge where community connects. Stockbridge where community connects is on a name pad tab, new name tags here. [2:32:55, 2:33:15]: And so uh I want you to know that. That's our new logo, right? Okay. God bless you all.
